  • MIL-OSI Australia: Internationally renowned mental health researcher Professor Helen Christensen AO named NSW Scientist of the Year

    Scientia Professor Helen Christensen AO from UNSW Sydney and the Black Dog Institute is being recognised as the NSW Scientist of the Year in the 2024 Premier’s Prizes for Science & Engineering.

    Professor Christensen is one of 10 exceptional researchers, innovators, and educators being honoured at the Premier’s Prizes for Science & Engineering, held at Government House in Sydney tonight.

    Professor Christensen’s selection as Scientist of the Year is in recognition of her pioneering work in digital mental health research, which has significantly influenced mental health care practice both in Australia and internationally.

    In 2000, she developed the digital intervention program, MoodGYM, to reduce depression in young people, which has been used by millions of people across more than 160 countries.

    She served as the Executive Director and Chief Scientist at the Black Dog Institute from 2011 to 2021, while her work creating a model of suicide prevention has been incorporated into national and state suicide prevention plans.

    She will receive a trophy and $60,000 in prize money.

    Nine category winners are also being announced tonight, each receiving a trophy and $5,000 in prize money:

  • MIL-OSI Global: New insights from Shakespeare’s England reveal striking parallels to contemporary climate change

    Unprecedented storms and devastating drought. Flash floods and wildfires ignited by the air’s dry heat. This is the experience for many in our modern world. But it was also the experience for those living amid England’s Little Ice Age.

    The Little Ice Age is a period from around 1300 to 1850, when global temperatures dropped significantly. While the exact cause of this phenonemon is unknown, theories range from volcanic eruptions to European colonization of the Americas.

    Our research into England’s Little Ice Age during the 16th and 17th centuries has unearthed more than 1,800 unique pieces of weather observations, hidden in documents like diaries and letters. Local and national chronicles embedded reports of extreme weather among accounts of war and monarchs. Extreme weather pamphlets publicized tragic effects of earthquakes, floods and storms, much like our media today.

    Our team has created an open access database called the Weather Extremes in England’s Little Ice Age 1500-1700. This database visually maps both extreme and temperate weather in the age of Shakespeare and can help to advance modern climate science.

    More fundamentally, these experiential accounts provide a fascinating window into a world not too different from our own. While the causes of the climate change of today are well known, and likely different from that of the Little Ice Age, the experiences of living through both events are at times eerily similar. Understanding these past experiences can help us to better understand our present day and to develop more robust policies in the here and now.

    Frosts and freezes

    Frost fairs on the River Thames have become a familiar cultural reference point for England’s Little Ice Age. Our data shows that the river froze over a mere four times in the 16th century — in 1516, 1537, 1564 and 1590 — and there were only intermittent observations of unusual cold or snow.

    The 17th century was markedly different. Reports of cold came thick and fast, with the exception of a few years between 1620 and 1643.

    This was the century of frost fairs on the Thames. With the first 17th century fair in 1608, these events were celebrated by English playwright Thomas Dekker in his pamphlet The Great Frost.

    Drinking, barbering and games were on display as London’s citizens marvelled at the novelty of entertainment on the ice. The freezes were frequent enough to become an institution.

    By the winter of 1683-1684, the frost fair had become a city within a city, expanding across the ice with avenues of booths, bear and bull-baiting rings and boats-turned-chariots pulled by enterprising watermen across the now solid river.

    But these iconic events were just one aspect of Little Ice Age weather in England.

    Storms and floods

    In the 16th century, severe rain storms were far more common than cold snaps.

    On Oct. 5, 1570, “a terrible tempest of wind and raine” caused flooding from Lincolnshire to London as rivers overflowed their banks, drowning towns, fields, crops and cattle. Storm surges inundated the coastline.

    Four years later, towns from Newport to St. Ives suffered “raging floods,” and a “giant sea fish” (whale) washed up in the Thames from a massive surge up river. In May 1594, “soddane showres of haile [and] raine” destroyed houses, iron mills, crops and cattle in Sussex and Surrey. September of that year saw another deluge, with bridges taken down in Cambridge and Ware.

    This all changed in the 17th century, following the Great Flood that struck Bristol and surrounding areas in 1607. Extreme cold spells then became more frequent, and major storm events were less common. The winter of 1612-1613 saw a number of violent storms recorded in the pamphlet Wonders of this Windie Winter, with livestock lost from Newcastle to Dover and bodies from shipwrecks washing aground in the Thames.

    In the next 40 years, though, only the years of 1626 and 1637 contain reports of significant storm events causing loss of life or livestock. Instead of extreme storms, this century was marked more by regular but moderate rainfall, consistent with colder, wetter conditions normally associated with the Little Ice Age.

    Fire and heat

    If colder, wetter weather was a new normal for 17th century Britons, the hot, dry spring of 1666 caught Londoners unprepared. The Great Fire of London was one of the worst disasters of the age, and diarist John Evelyn recounts that “the heate … had even ignited the aire,” a comment reminiscent of descriptions of wildfire spread today.

    Yet periods of extreme heat were surprisingly frequent during the previous century, especially in the England that Shakespeare knew. More than a dozen droughts were recorded across England in the 16th century, usually broken by extreme storms or floods. It never rained, it seems, but it poured. The Thames dried up completely in 1592.

    As Thomas Short wrote in his Chronological History of English Weather, “an excessive drought, great death of cattle from want of water; springs and brooks were dried up; horsemen could ride the Thames.” Locals went into the mud to retrieve items long lost to the river.

    Shakespeare’s hometown of Stratford-upon-Avon was nearly destroyed by fire twice, in 1594 and 1595, due to severe drought and heat. The warning signs were there for Londoners to beware of hot spells in the next century, but frost fairs and wet weather may have bred complacency.

    Lessons for today

    The Weather Extremes in England’s Little Ice Age 1500-1700 database is revealing a picture of the world of Shakespeare and early modern England that upends a simplified picture of the Little Ice Age. More than just a world of frosts and freezes, the English Little Ice Age could be known as well as an age of fire and rain.

    The documents in our database are the reports of people who lived in a climatically changing world and saw its shifts firsthand. It shows how important weather crowd-sourcing can be, even centuries later. Contemporary projects like the Community Collaborative Rain, Hail and Snow Network, or the Northern Tornadoes Project, continue in the spirit of this work.

    But our data could also provide insight into today’s extreme weather. Historical flooding patterns might provide reference points to better manage and understand the unstable weather experienced in the British Isles today.

    $82M Goes to WA Ports for Clean Infrastructure Investments to Increase Capacity, Bolster Competitiveness, & Create New Jobs

    $63.8M to Port of Anacortes & $9.4M to Port of Port Angeles, plus planning grants for Anacortes, Seattle, Bellingham, Seaport Alliance from EPA’s new Clean Ports Program

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), U.S. Senator Patty Murray (D-WA), U.S. Representative Rick Larsen (D, WA-02), and U.S. Representative Derek Kilmer (D, WA-06) announced six grants to help ports in the State of Washington invest in critical infrastructure upgrades. The competitive grants were awarded by the Environmental Protection Agency’s (EPA) Clean Ports Program, one of many important infrastructure upgrades and carbon reduction initiatives that the lawmakers supported in the historic Inflation Reduction Act.

    The Port of Anacortes is receiving $63.8 million to fund a major conversion of port equipment to battery electric power and $1.3 million for additional planning work.

    “This major federal investment will enable the Port of Anacortes to electrify its operations and bring in much-needed new cargo handling equipment that will help the Port expand. Boosting the Port’s efficiency and capacity will create 50 new high-paying jobs, introduce more apprenticeships, and maintain payrolls for over 1,000 locals currently employed by the Port and its tenants,” said Sen. Cantwell.

    “The Port of Anacortes is an important part of Washington state’s maritime infrastructure and a huge mover for Skagit County’s economy—these federal resources will help ensure the Port can more quickly implement its zero-emissions strategy while creating local jobs,” said Sen. Murray. “I was proud to help pass the Inflation Reduction Act and help secure a landmark investment in building a stronger, clean energy economy—it’s good to see federal dollars come back to Anacortes. As Senate Appropriations Chair, I will continue to fight for investments that fuel our clean energy transition while strengthening our economy.”

    “You cannot have a big-league economy with little league infrastructure,” said Rep. Larsen, the lead Democrat on the Transportation & Infrastructure Committee. “Thanks to the Inflation Reduction Act, the Port of Anacortes has the funding it needs to electrify cargo handling operations on the Guemes Channel waterfront and reduce emissions. Congress must continue to make bold, long-term investments in Northwest Washington ports to create more jobs and build a cleaner and greener future.”

    With the funds, the Port of Anacortes will buy a range of new battery electric equipment including five tow tractors, 16 forklifts, six marine travel lifts/cranes, five boom/aerial lifts, two material handlers, and seven vessels. This will improve community engagement, grow workforce opportunities, and increase access to quality jobs, while lowering local air pollution. The Port is contributing $10,312,006 towards the project.

    The Port of Port Angeles is receiving $9.4 million to purchase all-electric, zero emissions cargo handling equipment and enhance shore power offerings.

    “The Port of Port Angeles links the forest products industry with customers across the globe. Investing in new shore power and electric equipment will reduce costs for the Port, its tenants, and forest products businesses that support more than 1,500 jobs on the Olympic Peninsula,” said Sen. Cantwell.

    “From replacing equipment fueled by diesel to building out new charging and grid infrastructure—this federal funding will help Port Angeles reduce emissions, create more jobs, and compete in the 21st century,” said Sen. Murray. “I was proud to help pass the Inflation Reduction Act and help secure a landmark investment in building a stronger, clean energy economy—it’s good to see federal dollars come back to the Olympic Peninsula. As Senate Appropriations Chair, I will continue to fight for investments that fuel our clean energy transition while strengthening our economy.”

    “Our ports are amazing engines of economic growth and opportunity,” said Rep. Kilmer. “That’s why this investment from the EPA is such a big deal, especially for folks on the Olympic Peninsula. Thanks to funding from the Inflation Reduction Act, we are taking major steps toward improved safety, decreased costs, and reduced emissions at the Port of Port Angeles, without the costs falling solely on the backs of local taxpayers. As a Port Angeles native, I’m proud to have supported this important project and look forward to a bright future for the port and for workers in our community.”

    With the funds, the Port of Port Angeles will buy a variety of new zero emissions equipment including a reachstacker for handling heavy cargo, a conveyor for handling bulk cargo, and clean forklifts for handling lighter cargo. This investment will replace existing diesel equipment. The Port will also enhance their shore power offerings, upgrading the electrical service cabinets and buying mobile shore power cable management units.

    In addition, the EPA awarded three planning grants under the Clean Ports Program. The Northwest Seaport Alliance received $3 million, the Port of Seattle received $2.9 million, and the Port of Bellingham received $1.5 million.

    The Inflation Reduction Act of 2022 created and provided $3 billion in funding for the Clean Ports Program to jumpstart investments in zero-emission port equipment and infrastructure, as well as improve climate and air quality planning at U.S. ports. The goals of the Clean Ports Program are to:

    • Build a foundation for the port sector to transition over time to fully zero-emissions operations, positioning ports to serve as a catalyst for transformational change across the freight sector.
    • Reduce diesel pollution (criteria pollutants, GHGs, and air toxics) in near-port communities.
    • Help ensure that meaningful community engagement and emissions reduction planning are port industry standard practices.

    Sen. Cantwell advocated for creation of EPA’s Clean Ports Program as part of the Inflation Reduction Act, and has consistently championed investments in Washington’s ports. Along with securing the Water Resources Development Act in the 2023 NDAA, Sen. Cantwell also successfully fought to include the 2019 legislation that reauthorized U.S. Department of Transportation’s Maritime Administration’s Port Infrastructure Development Program (PIDP), which she co-authored. As Chair of the Senate Committee on Commerce, Science, and Transportation, Sen. Cantwell worked to include a record $2.25 billion for the PIDP in the Biden-Harris Infrastructure Law. In September 2021, Sen. Cantwell led a letter calling to boost funding for the PIDP program to help address the ongoing issues with port congestion. Subsequently, in 2022, the U.S. Department of Transportation’s Maritime Administration’s (MARAD) awarded $71.4 million in PIDP funding to five ports in Washington state.

    As then Assistant Majority Leader, Sen. Murray helped ensure passage of the Inflation Reduction Act and worked to help establish EPA’s Clean Ports Program. As Senate Appropriations Chair, in Fiscal Year 2024, Sen. Murray secured $9.29 billion in essential funding for EPA’s critical responsibilities to protect our environment and public health. Under tough fiscal constraints, Sen. Murray provided modest increases across all EPA programs in the face of drastic cuts proposed by House Republicans—ensuring EPA could keep researchers, scientists, and other specialists on the job to safeguard our environment and make today’s awards possible.

    Sen. Murray has been a champion of Washington state’s ports, from making sure ports were eligible for the RAISE (originally TIGER) grant program she created as Chair of the Transportation Appropriations Subcommittee in 2009. The RAISE program Sen. Murray established marked the first time port authorities were eligible to apply for competitive federal grants. As a senior member—and now Chair—of the appropriations committee, Sen. Murray helped create and fund PIDP; the competitive grant program was established in the Fiscal Year 2019 transportation appropriations bill, which was enacted in February 2019. Since then, Sen. Murray has played a key role in securing more than $1.2 billion funding for PIDP in annual appropriations bills since its inception. Sen. Murray also fought to make sure the Bipartisan Infrastructure Law included $2.25 billion over five years for PIDP.

  • MIL-OSI USA: Governor Katie Hobbs Announces $1.5 Million Grant to Help Protect the San Pedro River

    SIERRA VISTA, AZ — Yesterday, Governor Katie Hobbs joined the Audubon Society, The Nature Conservancy, environmental advocates, and officials from Sierra Vista, Cochise County, Fort Huachuca and the Bureau of Land Management to announce a $1.5 million grant for Cochise County to complete a water recharge project on the San Pedro River. 

     

    “The San Pedro River is a one-of-a-kind desert river that plays a critical role in the habitat and ecosystem of the region,” said Governor Katie Hobbs. “This funding isn’t just dollars and cents, it’s a down payment on the state’s long-term commitment to securing Arizona’s water future. Important water conservation projects like this, alongside efforts to reform rural groundwater management will bring real solutions to build a sustainable future across the entire state.”

    With the support of the grant, the Coyote Wash Stormwater Management Project will capture additional precipitation and stormwater to recharge the aquifer, protect flows in the San Pedro River, and improve water quality. 

    “Thank you to Governor Hobbs for recognizing the efforts we have made to protect our San Pedro River,” said Sierra Vista Mayor Clea McCaa. “As the major migratory corridor for wildlife, the San Pedro River is crucial for both the health of our environment and for the vitality of our communities here in Cochise County. The City of Sierra Vista has worked with our partners at the local, state, and federal levels to implement innovative and responsible water management for decades and we continue to work on that today.”

    “We have to protect the Fort, as well as the people, as well as the river,” said Cochise County Supervisor Ann English. “This is the last mile and last dollar we needed to finish this project. We’ve been working on this project, as well as many other conservation projects for years because we knew it needed to happen. Our flood control department and our staff in the supervisors office all have been and are committed toward working toward a better water future for Cochise County.”

    “The Nature Conservancy is thankful for the investment by Governor Hobbs in the Cochise Conservation and Recharge Network’s Coyote Wash Project,” said Kim Schonek, The Nature Conservancy’s Arizona Water Program Director. “Long-term collaboration with state, local, and federal partners combined with sound science led to the development and design of this project. These efforts are key examples of how water managers can plan for a resilient future that balances water needs for communities and nature.”

    Prior to the announcement, the Governor joined local advocates and stakeholders for a tour of the river to see its current condition and the wildlife it supports. This grant is part of the Hobbs Administration’s efforts and commitments to protect Arizona’s water supplies and improve sustainable water management practices.

    SMITHFIELD, RI – In an effort to help bridge health care education and train more mental health clinicians, U.S. Senator Jack Reed today joined students, educators, and Bryant University leadership to deliver a $1.5 million federal earmark to strengthen health and behavioral sciences instruction and prepare more mental health care and health professionals to enter the local workforce.

    The $1.5 million federal earmark secured by Senator Reed is for Bryant University’s School of Health and Behavioral Sciences (SHBS) and its new doctoral program in clinical psychology (Psy.D.), which will launch next fall and be the first program of its kind in Rhode Island.

    The funding secured by Senator Reed will support renovation and expansion of SHBS to more than double its current footprint and house state-of-the-art teaching and research labs that will support Bryant’s curricular efforts to foster the development of a modern health care workforce.

    “Across the nation, communities and states need more mental health professionals who have the skills needed to effectively treat patients.  By expanding Bryant’s School of Health and Behavioral Sciences to include new, state-of-the-art lab and class spaces, the university is helping to address pressing needs and produce more well-trained health care providers who will graduate with hands-on experience in diverse clinical settings,” said Senator Reed, a member of the Senate Appropriations Committee.  “I salute Bryant for the outstanding work they do to build our future health care workforce and to address our nation’s mental health crisis.  This $1.5 million earmark will help them advance their important mission, expand Bryant’s health footprint, and train more highly-skilled health care and mental health care professionals to serve in high-demand environments.”

    “We are grateful to Senator Reed for enabling Bryant University to advance its ability to address the healthcare shortage in Rhode Island,” said Bryant University President Ross Gittell, Ph.D. “Aligned with our Vision 2030 priorities, this federal funding allows Bryant to put in place state-of-the-art behavioral health facilities as we launch Rhode Island’s only Doctor of Clinical Psychology (Psy.D.) program.”

    Provost and Chief Academic Officer Rupendra Paliwal, Ph.D., said, “This earmark not only enhances our facilities but also empowers us to train the next generation of healthcare practitioners, especially in the critical field of mental health. Our new Psy.D. will provide learners with a cutting-edge education that will prepare them to address the pressing mental health needs of our communities upon graduation.”

    Senator Reed joined Bryant University President Dr. Ross Gittell, Provost and Chief Academic Officer Dr. Rupendra Paliwal, Director of SHBS Dr. Kirsten Hokeness, and Associate Director of SHBS and President of the RI Psychological Association Dr. Joseph Trunzo to tour the SHBS, discuss plans for the two-phase expansion project, and to meet with students currently enrolled in the program.

    Phase 1 of the expansion of campus science facilities will directly support the growth of Bryant’s Psy.D. program. The first phase will include:

    • Behavioral Health/Psychology suite including seven observation and counseling labs, cognitive and psychophysiology labs, and a child development center.

    Phase 2 of the expansion will include:

    • Six teaching labs and a healthcare informatics lab;
    • Six research labs supporting faculty and student research programs and a shared health care informatics lab which can serve as a core facility for the state; and
    • Laboratory prep areas, chemical storage, and waste rooms.

    Bryant University launched its new School of Health and Behavioral Sciences in 2022 as part of Bryant’s Vision 2030 Strategic Plan, building on successful programs like the university’s Master of Physician Assistant (PA) program.

         ​The Financial Secretary, Mr Paul Chan yesterday (October 29, Riyadh time) led a delegation from the financial and innovation sectors on a visit to Riyadh, Saudi Arabia.     Mr Chan, along with the delegation, attended the first day of the 8th edition of the Future Investment Initiative (FII). He was one of the speakers in the panel discussion titled “Is the Global South Now the Engine of Growth?”. This session focused on how the Global South could promote economic innovation, build resilience, and maintain growth while addressing the complexities of the international environment and the challenges of climate change.     During the discussion, Mr Chan stated that as an international financial centre, Hong Kong is actively promoting the development of green finance and green technology. He emphasised that Hong Kong could provide capital support for infrastructure and green projects in the Global South and guide funding to new projects through innovative financial products, such as securitised loans.     In response to a question, Mr Chan noted that a number of countries in the Global South are considering how to manage risks related to their trade and reserve currencies. Some are increasingly using their own currencies more for settlements. He mentioned that Hong Kong is collaborating with multiple central banks to launch the Project mBridge, aiming for faster, more cost effective, and more secure cross-border payments and settlements. He also pointed out that digitalisation and green transformation will be significant trends for the future development of the Global South, and investing in suitable projects in these areas will yield long-term returns. Furthermore, the development of fintech will help make financial services more accessible and inclusive, facilitating leapfrog development for developing countries. Hong Kong can contribute to the Global South in these areas.     During the FII, Mr Chan witnessed, together with the Minister of Investment of Saudi Arabia, Mr Khalid Al-Falih, the signing of a strategic cooperation agreement between the Hong Kong Science and Technology Parks Corporation and Beta Lab, a venture capital firm focused on deep technology in Saudi Arabia. Both parties will share resources, recommend startups to each other, facilitate connections within their startup networks, and jointly engage in market promotion and events.     A number of delegation members also spoke at various sessions of the FII, promoting Hong Kong’s unique advantages as a “super connector” and “super value-adder,” and how it can connect the Mainland and global capital markets and investors in multiple ways.     In the evening, Mr Chan and the delegation members attended a reception hosted by the Cathay Pacific; as well as a reception organised by the Hang Seng Investment Management to celebrate the upcoming listing of its exchange-traded fund.     Mr Chan will continue his visit in Riyadh today (October 30, Riyadh time).

  • MIL-OSI China: Shenzhou-19 astronauts start journey to China’s space station for new endeavors

    China launched the Shenzhou-19 crewed spaceship on Wednesday, sending three astronauts — including the country’s first female space engineer — to its orbiting space station for a six-month mission.
    The spaceship, atop a Long March-2F carrier rocket, blasted off at 4:27 a.m. (Beijing Time) from the Jiuquan Satellite Launch Center in northwest China, said the China Manned Space Agency (CMSA).
    About 10 minutes after the launch, the Shenzhou-19 spaceship separated from the rocket and entered its designated orbit. The crew members are in good shape and the launch is a complete success, the CMSA announced.
    The spaceship will then perform a fast, automated rendezvous and docking with the front port of the space station core module Tianhe in about 6.5 hours, forming a combination of three modules and three spacecraft.
    The Shenzhou-19 crew consists of mission commander Cai Xuzhe, and astronauts Song Lingdong and Wang Haoze.
    Cai is a seasoned astronaut who previously journeyed into orbit on the Shenzhou-14 mission in 2022. With this ongoing mission, he set a new record for the shortest interval between two spaceflights for Chinese astronauts.
    Song and Wang, part of the third batch of Chinese astronauts, are newcomers to space, both born in the 1990s.
    Wang is currently China’s only female space engineer and the third Chinese woman participating in a crewed spaceflight mission, the agency noted.
    Diverse sci-tech tasks
    The new crew has numerous tasks ahead, including conducting space science and application tests, performing extravehicular activities, installing protective devices against space debris, and managing the installation and recycling of extravehicular payloads and equipment. They will also engage in science education, public interest activities, and other payload tests, Lin Xiqiang, CMSA spokesperson told a press conference on Tuesday.
    They will carry out 86 space science research and technology experiments, covering various fields including space life science, microgravity fundamental physics, space material science, space medicine and new space technologies, Lin added.
    The CMSA revealed in April that China had undertaken over 130 scientific research and application projects in its space station, while 300 scientific experiment samples had been brought back from space by manned missions in five batches.
    In addition, more than 500 scientific research institutes worldwide had participated in these projects, achieving significant results in space life science, space medicine, space material science and microgravity fluid physics, with over 280 papers published in top international journals, the CMSA said.
    The Shenzhou-19 astronauts will complete in-orbit rotation with the Shenzhou-18 trio and stay at the space station for approximately six months.
    Cai Xuzhe told the press that he and the other two crew members have been training as a team for more than a year.
    Multiple extravehicular activities are scheduled during the Shenzhou-19 mission. “We have conducted comprehensive ground training, considering all possible scenarios, learning from previous extravehicular activities and thoroughly preparing for every potential plan and contingency,” Cai said.
    Wang Haoze explained that she will be mainly responsible for space experimental projects, cargo management, and space station operation management.
    Upgraded transport capability
    Researchers with the China Aerospace Science and Technology Corporation (CASC) have optimized the equipment and adjusted the layout within the orbital module of the spaceship to increase its loading capacity for the Shenzhou-19 space mission.
    “Compared with Shenzhou-18, the payload space of Shenzhou-19 has been increased by 20 percent, making it possible to transport more time-sensitive and essential supplies for astronauts and related systems,” said Chen Tongxiang, an expert with the CASC.
    This not only allows for the transport of more scientific research equipment and supplies into space but also ensures more efficient and stable in-orbit support for the long-term operation of China’s space station, she said.
    China is also exploring ways to reduce the cargo transportation costs for its space station.
    In 2023, a notice was issued to solicit overall schemes for the low-cost cargo transportation system. After two rounds of selection, schemes respectively from the Innovation Academy for Microsatellites of the Chinese Academy of Sciences and from the Chengdu Aircraft Design and Research Institute under the Aviation Industry Corporation of China finally won the contracts for the flight verification phase, Lin said.
    The selection process has engaged scientific research institutes and commercial space companies in developing spacecraft, rockets and other flight products for China’s manned space program, which will help reduce operating costs for the space station and foster the rapid, orderly and healthy development of the commercial space industry, he added.
    Excellent cooperation platform
    China’s space station boasts a wealth of scientific application resources and comprehensive support capabilities, and the Shenzhou manned system and Tianzhou cargo system can ensure reliable and stable round-trip transportation for personnel and supplies between Earth and the space.
    “China’s space station is an excellent platform for international collaboration,” Lin said, noting that it serves not only as a national asset but also as a platform for advancing space technology and bringing benefits to all of humanity.
    China has carried out international collaborations with major space-faring nations and developing countries across various areas, including astronaut selection and training, space science applications, in-orbit facilities, space debris protection and ground support, with abundant outcomes, Lin said.
    Currently, the first batch of payloads selected through cooperation between China and the United Nations Office for Outer Space Affairs are undergoing experiments in orbit, Lin said, adding that more international collaborative research initiatives are in the pipeline.
    China is also engaging in discussions to select and train astronauts from partner nations, inviting international counterparts to join its space station flight missions, Lin noted.
    “No matter which country participates, it is humanity’s collective quest to unravel the mysteries of the cosmos,” said Lin.

    China and Myanmar celebrated a decade of collaboration in biodiversity conservation and sustainable development at a ceremony held in Nay Pyi Taw on Tuesday.

    The event highlighted a decade of commitment, collaboration and collective actions of China and Myanmar towards biodiversity conservation and sustainable development.

    Deputy Minister for Myanmar’s Ministry of Natural Resources and Environmental Conservation U Min Thu expressed gratitude to the Chinese Academy of Sciences for its financial and technical support to Myanmar for biodiversity conservation and cooperation research.

    He noted that the decade of Myanmar-China cooperation has provided valuable opportunities and experiences for mutual learning in biodiversity conservation.

    Minister Counselor of the Chinese Embassy in Myanmar Zheng Zhihong said that over the past 10 years, China-Myanmar cooperation on biodiversity conservation and sustainable development has achieved fruitful results. China and Myanmar have established the Southeast Asia Biodiversity Research Institute, carried out nine large-scale joint scientific expeditions, collected and recorded tens of thousands of species, and published more than 100 papers.

    Relying on the Southeast Asia Biodiversity Research Institute, the two sides have helped Myanmar cultivate scientific research talent, and contributed to Myanmar’s economic development and people’s livelihood, he added.

    By building on the solid foundation of the past decade, the two countries will further strengthen cooperation in biodiversity conservation and sustainable development, making greater contributions to the sustainable development of the two countries, especially Myanmar, the minister counselor said.

    Gong Haihua, director of the Division of Asian and African Affairs, the International Cooperation Bureau of the Chinese Academy of Sciences, said that in the past years, the two sides witnessed successful cooperation in many areas, and she expressed hope that more fruitful cooperation will be carried out in the future.

    About 100 participants, including officials and researchers from the two countries, attended the event.

  • MIL-OSI Security: Remarks by Deputy Secretary of Defense Kathleen H. Hicks at the 2024 Microelectronics Commons Annual Meeting (As Delivered)

    Good morning, everybody. Thank you, Dr. [Dev] Shenoy, first, for the introduction, and thanks to all of you in the defense research and engineering enterprise, for what you do every day to lead us.

    It’s a privilege to be with all of you for this second annual meeting of the Microelectronics Commons. And it’s remarkable to see how much this community has flourished in just the past year.

    Now, I won’t bother preaching to this choir about why semiconductors matter. Whether you found religion lately or long ago, you’re all here because you get it.

    Yet even people who can fully grasp how chips enable our phones, fridges, cars, and so much of what’s essential to modern life — even scientists and technologists who are steeped in the intricacies of how they’re made — even they may not always consider why chips might be so important to the U.S. Department of Defense.

    But over at the Pentagon, we think about that all the time. Because microelectronics are fundamental to the operation of virtually every military system: ships, planes, tanks, long-range munitions, communication gear, satellites, sensors, and more.

    Every day, from the Indo-Pacific to the North Atlantic to the Middle East and beyond — from the ocean floor to outer space to cyberspace — as American warfighters stand the watch, they depend on chips to help them defend our country, our allies and partners, and our interests.

    Microelectronics are at the heart of practically everything you can imagine U.S. troops using. Radios. Radar. Night-vision goggles. GPS. Battle networks. Avionics that enable dagger-shaped stealth bombers to fly. WiFi.

    America’s vibrant innovation ecosystem made it all possible, through collaboration going back decades across government, academia, and industry, encompassing businesses large and small.

    You are the heirs to that legacy. And as our nation has embarked on a quest to reignite U.S. leadership in not only chip research and design, but also prototyping, manufacturing, and production at scale, you are cementing your own legacy.

    And you’ve already done a lot.

    One year ago, shortly after we announced the first Microelectronics Commons awards, we had more than 360 distinct member organizations located across 35 states, the District of Columbia, and Puerto Rico. And we thought that was pretty impressive.

    But as of today, the Commons boasts over 1,200 member organizations. Meaning this community has more than tripled in size, in just 12 months. Now that’s really impressive. And with that growth, our reach has expanded to even more states, like Arkansas, Maine, Nevada, and Wisconsin.

    One year ago, we’d already awarded nearly $240 million to stand up eight regional innovation hubs, reflecting the talent and ingenuity resident all over the country. And that was just the beginning.

    Because, as of today, we’ve awarded nearly $700 million toward this endeavor’s goal of bridging the microelectronics gap from lab-to-fab — that infamous valley of death between research and development and production.

    Not only does that number include the latest round of nearly three dozen project awards announced just a few weeks ago- it also represents a tripling of our total investment. And there will be more to come.

    The CHIPS and Science Act is a “once-in-a-generation investment in America itself,” as President Biden said when he signed it into law.

    CHIPS was a bipartisan victory for U.S. national security and economic security — a win that will echo through history for years to come.

    It proved that we can still do big things, that our best days are still ahead — sparking programs and initiatives across the Biden-Harris Administration, and across the Department of Defense, where we work closely with the Department of Commerce and many other interagency colleagues on CHIPS implementation.

    The CHIPS Act made clear to America — and the world — that the U.S. government is united in its commitment to ensuring that our industrial and scientific powerhouses can deliver what we need to secure the future.

    And we’re united beyond the U.S. government.

    Take industry: right now we’re living through an era in which a new generation of defense-tech startups and scale-ups is disrupting America’s defense industrial base. That’s welcomed, because competition is good for the taxpayer and good for the warfighter.

    So you might expect to see the newcomers and the mainstays always eying each other warily, contesting whose products are better, and rarely collaborating or finding common cause.

    Yet that’s not the case with our regional innovation hubs in the Northeast, Midwest, and Southwest. They’ve given a home to both traditional primes, such as Lockheed Martin, Northrop Grumman, and RTX, and newer venture-backed companies, like Anduril, Epirus, and Tignis.

    Why? Because chips bring America together.

    Or take academia. Right now, in the midst of college football season, fans might expect the likes of Purdue, Notre Dame, Michigan, and Illinois Urbana-Champaign to be at each other’s throats well into January.

    But at the Silicon Crossroads hub, all four of those universities are benefitting from a trusted environment that’s fostering collaborative innovation — creating a unified research and prototyping capability where they’re accelerating their unique nanofabrication and test facilities for industry to access.

    And you could even say that the Midwest Microelectronics Consortium hub is like the Big Ten Conference, but for semiconductors. (Laughter.) It’s now the largest hub with over 360 members nationwide, hailing from every time zone in the continental United States: Pacific, Mountain, Central, and Eastern. There’s even one hub member in Hawaii. 

    Why? Because chips bring America together.

    Look no further than the Defense-Ready Electronics and Microdevices Superhub, which recently began processing its first outside customer orders. With the nickname “California DREAMS,” it has members from Pasadena, L.A., San Diego, and Santa Barbara — but it also has members from Baltimore, Maryland; Greensboro, North Carolina; and Fort Worth, Texas.

    Like I said, chips bring America together. And this work is expanding opportunity as it does so — broadening the number of people and places that support our growing national semiconductor ecosystems, building the workforce pools and talent pipelines that America needs to stay ahead, and bringing new hotbeds of local innovation into the fold.

    That’s you. You’re doing this.

    At hubs in Massachusetts and New York, you’re helping prepare military veterans for careers in microelectronics.

    And you’re also reaching talent at historically-black colleges and universities, like Morgan State University and North Carolina A&T, advancing areas like electromagnetic warfare, 5G and 6G wireless, and commercial leap-ahead technologies.

    Across the country, this network of hubs now represents a committed community — of innovators, transition owners, academic leaders, defense industry stakeholders, government program managers, and prototyping and manufacturing facilities, that are together accelerating microelectronics development and production — all to meet DoD’s needs, and many with dual-use applications.

    It’s been exciting to see our vision for the Microelectronics Commons become a reality over the last year. And we’re looking forward to the progress that we’ll see in the years to come: as the hubs continue to evolve their operational models, as new projects get awarded and funded, and as our investments deliver for the warfighter at greater speed and scale.

    Together, you exemplify what America can do when we’re faced with a pressing challenge.

    You’re showing the world — and especially our strategic competitors — what we’re capable of.

    And I know you won’t let us down.

  • MIL-OSI Australia: Cowra Agricultural Research and Advisory Station celebrates successful ewe breeding season

    The NSW Department of Primary Industries and Regional Development’s (DPIRD) Cowra Agricultural Research and Advisory Station has experienced one of its most successful breeding seasons to date.

    Building on six years of strong lamb marking and weaning results, this year’s success can be largely attributed to flock and pasture management despite the slow early winter pasture growth and the cold, wet and windy winter conditions experienced in late June and early July. It was also enhanced by tactical use of forage crops and optimal use of pregnancy scanning data.

    This year’s lamb marking results for the Merino flock at the research station have been nothing short of exceptional, with lamb marking rates between 130% and 140% per ewe joined.

    This impressive performance is well above the national lamb marking average of 90% for Merinos, which can vary significantly due to local conditions such as; cold temperatures, wet conditions, windy weather or drought.

    NSW DPIRD Livestock Systems Senior Research Scientist Dr Gordon Refshauge said the excellent results showcase the effectiveness of the ongoing research and management practices implemented by the Department’s research team.

    “The Cowra Agricultural Research and Advisory Station staff’s dedictation and expertise are driving performance well above the industry average, ” Dr Refshauge said.

    “Staff categorised pregnant ewes into groups based on litter size of singles, twins, and multiples and provided feed quality and quantity tailored to each group’s specific needs.

    “The combination of these strategic practices, alongside a healthy and well-managed flock, led to a successful lambing season, showcasing the Station’s commitment to maximising lambing potential.”

    This season, the Station’s flock exhibited lower pregnancy rates than normal but also an unusually high number of triplets and quadruplets.

    Dr Refshauge said this unusual occurence can be attributed to the ewes being in excellent condition prior to mating and continuing to gain weight during the mating period.

    “Due to limited pasture growth, and high feed demands, the ewes were placed in their lambing paddocks earlier than usual, after finishing grazing mixed species forage crops or dual-purpose canola,” Dr Refshauge said.

    “These pre-lambing management decisions were critical for lambing, as pastures had been rested from grazing for 4 – 6 weeks prior to the commencement of lambing and the ewes were in the right body condition for lambing.

    “By integrating these precision management strategies with optimal feeding practices, we’ve exceeded our lambing goals for 2024, showcasing the capability of our flock and team and hoping to continue this for years to come.”

  • MIL-Evening Report: Inflation is sinking ever lower. Now that it’s official what’s the RBA going to do?

    Lower petrol prices and an electricity rebate have contributed to a further fall in the quarterly measure of inflation, the Consumer Price Index.

    The rate in the September quarter dropped to 2.8%, putting it for the first time within the Reserve Bank’s target range of two-point-something since the March quarter of 2020.

    The fall was broadly in keeping with market expectations, and keeps low the likelihood of an interest rate cut this year. The next Reserve Bank meeting is scheduled for Tuesday.

    The bank pays more attention to the long-running quarterly measure of the CPI than the more volatile monthly version which already dropped into its target range in August.

    The monthly measure dropped further, to 2.1%, in September.



    The quarterly CPI is also more important because it is included in all sorts of workplace and other contracts and indexation formulas.

    The main reason for the fall in inflation was the electricity rebates announced in the federal budget and by some states.

    Also helping were the falls in petrol prices, mainly reflecting declines in global oil prices. Cheaper or free public transport in Brisbane, Canberra, Hobart and Darwin also contributed.



    Preventing a larger fall were the continuing strong growth in insurance costs and rent. The rise in insurance costs reflects a series of extreme weather events such as bushfires and floods. It is a way in which climate change is exacerbating inflation.

    Contrary to what many people think, the increase in rents is not due to landlords passing on higher interest rates. Landlords may want to do this but they are only able if vacancy rates are low, otherwise tenants just move elsewhere.

    History shows it is low vacancy rates that drive up rent regardless of the level of interest rates. The inability of landlords to pass on interest rate increases has been confirmed by a study just published by the Reserve Bank using tax return data.

    It showed that only three cents of every dollar in extra interest costs is passed on.

    The fall in inflation to a rate significantly below the 4% at which wages are increasing means that the cost of living crisis is abating, although not yet over.

    The dramatically lower inflation rate puts Australia in a comparable position to the United States, whose inflation rate is 2.4%, the United Kingdom, whose inflation rate is 1.7% and New Zealand where it is 2.2%.

    The US, UK and New Zealand all have inflation targets (or midpoints) of 2%, so inflation is now only slightly above the target in the US and New Zealand. It is actually below it in the UK. In response all three have cut their key policy interest rates.

    Yet it is unlikely that the Reserve Bank will follow their lead until next year, despite growing pressure.

    One reason is that, even after their cuts, interest rates in our three peers are still higher than in Australia, at around 4.75% to 5%.

    But more importantly, the Bank has stressed recently that it pays more attention to the “underlying” rate of inflation, which looks through temporary measures such as the electricity subsidies. The Bank will only cut interest rates when they are “confident that inflation was moving sustainably towards the target range”.

    The bank’s preferred measure of underlying inflation, the so-called trimmed mean, has also fallen.

    But at 3.5%, it is still above the target. A positive aspect is that it has reached 3.5% ahead of the Bank’s most recent forecast which had 3.5% only being reached by the end of 2024.



    Monetary policy, however, has in Milton Friedman’s famous words “long and variable lags”.

    As the then future governor Glenn Stevens remarked back in 1999,
    “the long lags associated with the full impact of monetary policy changes mean that policy changes today must be made with a view not just to what is happening now, but what is likely to be happening in a year’s time and even beyond then”.

    In other words we want to drive by looking ahead rather than just at the rear view mirror. The Bank is like a footballer who needs to head to where the ball will be rather than where it is now.

    There is therefore a risk that if the Reserve Bank keeps interest rates high until inflation reaches the middle of the target, it will be too late to prevent the economy slowing too much and inflation will undershoot the target. This would likely be associated with unnecessarily high unemployment.

    Chinese scientists announced Tuesday that they had successfully extracted a 324-meter ice core from the thickest glacier on the Qinghai-Xizang Plateau — the longest ice core ever drilled on the plateau and the longest globally outside the polar regions.
    Braving the wind and snow, researchers from the Chinese Academy of Sciences (CAS) had worked tirelessly on the summit of the Purog Kangri Glacier in Tsonyi County, China’s highest county in altitude with over 5,000 meters above sea level on average in Xizang Autonomous Region, for over a month.
    The ice core surpassed the previous record set in 1992, when scientists from China and the United States drilled a 308.6-meter ice core from Guliya Ice Cap in Xizang’s Ngari Prefecture on the plateau, according to the CAS.
    Glaciers contain important information about the Earth’s climate history.
    “The longest ice core here has unique geographical and climatic characteristics, recording long-term climate and environmental information for the area,” said Xu Baiqing, deputy director of the Institute of Tibetan Plateau Research, CAS, who led the extraction project.
    During the Purog Kangri Glacier scientific research project, which started in September, scientists identified it as the thickest glacier on the Qinghai-Xizang Plateau, following the discovery of an ice field with a maximum measured thickness of nearly 400 meters.
    Lonnie Thompson, a member of the American Academy of Sciences and a foreign academician of the CAS, joined the research in September.
    “Currently, glaciers worldwide are retreating. Once they melt, the historical records encapsulated within them will also disappear,” Thompson told Xinhua during his trip to the research site.
    “Therefore, extracting and preserving ice cores is crucial for retrieving historical information,” he added.
    The ice core drilling and thickness measurement of Purog Kangri Glacier are part of China’s second scientific expedition and research project on the Qinghai-Xizang Plateau, initiated in August 2017 and headed by Yao Tandong, an academician of the CAS.
    By measuring the thickness and extracting ice cores, scientists can better examine the changes occurring in this largest ice field in the mid-to-low latitudes and the environmental changes it has recorded, thereby gaining a more comprehensive understanding of the impact of global warming on glaciers, Yao said.

         Following is the speech by the Secretary for Financial Services and the Treasury, Mr Christopher Hui, at the Green Tech Summit 2024 today (October 30): Dr Hua Jindong (Vice-chairperson of the International Sustainability Standards Board), distinguished guests, ladies and gentlemen,      It is a profound honour to join you at the Green Tech Summit 2024. I extend my sincere gratitude to the Hong Kong University of Science and Technology and GoImpact for hosting this important event. Today, we gather to explore how green finance, technology, and innovation converge to create a sustainable future. A call to action for our planet      Our planet is currently facing unprecedented challenges due to climate change. These challenges encompass environmental, economic, and social dimensions, demanding our immediate attention. The statistics deserve attention: Global climate finance flows reached approximately US$1.3 trillion in 2021 and 2022. However, to meet our climate goals, we must significantly increase annual investments to around US$9 trillion by 2030 and US$10 trillion by 2050. This gap signals an immense demand for green finance and innovation – one that we must address with urgency and creativity.      At this Summit, we aim to showcase Hong Kong’s leadership in the green transition through five key strategies, and they altogether will significantly promote green transformation: the growth of green capital, recognition of sustainability standards, empowerment in carbon trading, encouragement of green financing, and nurturing green technology. Each of these strategies plays a critical role in shaping a sustainable future for our city and beyond. Growth of green capital      Hong Kong is uniquely positioned to lead the green transition. As Asia’s premier international financial centre, we have the infrastructure, expertise, and regulatory framework to channel international capital toward sustainable initiatives. As of June, over 230 ESG (environmental, social and governance) funds have been authorised by the Securities and Futures Commission, with assets under management exceeding HK$1.3 trillion. This represents a year-on-year increase of 19 per cent in the number of ESG funds and an 8 per cent increase in assets under management.      The Hong Kong SAR Government has been proactive in issuing government green bonds totalling HK$220 billion since 2019. These bonds have funded numerous local green projects and set benchmarks for potential issuers. In 2023 alone, the total green and sustainable debt issued in Hong Kong surpassed US$50 billion, with approximately US$30 billion being green and sustainable bonds – 37 per cent of the total market. This year, we expanded our Government Green Bond Programme to include sustainable projects and hence the programme is, renamed Government Sustainable Bond Programme, reinforcing our commitment to a greener future. Recognition of sustainability standards      Sustainability reporting is vital to our green finance ecosystem. In March, we published a vision statement outlining our approach to developing a comprehensive ecosystem for sustainability disclosure in Hong Kong. In the Chief Executive’s Policy Address, it was announced that our roadmap for adopting the International Financial Reporting Standards – Sustainability Disclosure Standards (ISSB Standards) will be published within this year. Our aim is to position Hong Kong among the first jurisdictions to adopt the global standard, enhancing our credibility as a green finance hub.      To support our green transition, the Hong Kong Monetary Authority (HKMA) published the Hong Kong Taxonomy for Sustainable Finance in May. This taxonomy raises awareness about green finance and promotes a common understanding of green activities. It aligns with the taxonomies of the Mainland and the European Union, currently encompassing 12 economic activities across four sectors. The HKMA is advancing to the next phase of developing the Hong Kong Taxonomy, which will broaden its scope to include more sectors and activities crucial for our sustainable future. Empowerment in carbon trading      We advocate for innovative approaches to enable decarbonisation and allocate green funding. A noteworthy initiative is the Core Climate platform, launched by the Hong Kong Exchanges and Clearing Limited in October 2022. This international carbon marketplace facilitates effective and transparent trading of carbon credits and supports transition towards net zero.      Core Climate is currently the only carbon marketplace that offers settlement in both Hong Kong dollar and Renminbi for international voluntary carbon credits. This platform enables participants to source, hold, trade, and retire voluntary carbon credits, ensuring robust and credible quality verified against international standards. Since its launch, the number of registered participants has tripled, reaching approximately 80 by the end of last year. Encouragement to green financing      To encourage even more green financing activities, we launched the Green and Sustainable Finance Grant Scheme back in 2021. This initiative provides funding support for eligible bond issuers and loan borrowers, covering expenses related to bond issuance and external review services. We have extended this scheme by three years, running until 2027, and expanded its scope to include transition bonds and loans.      As of early October, we have granted approximately HK$280 million to support 470 green and sustainable debt instruments issued in Hong Kong, involving a total underlying debt issuance of over HK$1 trillion. This financial backing is crucial in incentivising industries to utilise Hong Kong’s transition financing platform for decarbonisation. Nurturing green technology      A key focus of our green transition is our commitment to promoting green fintech. Integrating fintech with green finance is essential for accelerating our transformation. We are actively working to expand the green fintech ecosystem in Hong Kong, positioning our city as a green fintech hub.      In June, we launched the Green and Sustainable Fintech Proof-of-Concept Funding Support Scheme. This initiative provides early-stage funding to technology companies and research institutes engaged in green fintech activities. Collaborating with local enterprises allows these innovators to co-develop projects that address challenges for the industry.      This scheme is not solely about financial support. It facilitates the completion of commercialisation and the proof-of-concept stages, paving the way for wider adoption of green and sustainable fintech solutions. Innovative fintech solutions will enhance our ability to mobilise capital for green projects and increase transparency in fund flows.      Against the backdrop of digitisation and global warming, fintech plays a crucial role in driving innovation in the financial industry and catalysing the low-carbon transformation of economic activities. The application of new technology can also help mitigate climate risk by forecasting environmental changes, improving supply chain efficiency, and identifying opportunities for innovation in low-carbon solutions.      This year, we launched the Prototype Hong Kong Green Fintech Map. Developed with various stakeholders, this tool provides a comprehensive overview of green fintech companies in Hong Kong and the services they offer. This map symbolises the integration of green finance and fintech, fostering the development of a robust green fintech ecosystem and accelerating the transition toward a green economy.      Finally, I want to emphasise the importance of nurturing talent for sustainable development. The future of green finance relies on the skills and knowledge of our workforce. To support the development of a green finance talent pool, we launched a three-year Pilot Green and Sustainable Finance Capacity Building Support Scheme. This initiative encourages practitioners, professionals, and students to participate in relevant training programmes.      As of mid-September, we have approved over 4 100 reimbursement applications, amounting to approximately HK$23.3 million. This investment in human capital is essential for equipping our workforce with the skills needed to navigate and thrive in the evolving landscape of green finance. Closing remarks      In conclusion, the path to a sustainable future is not just a challenge; it is an opportunity for innovation and growth. Green fintech will play a pivotal role in this transition, enabling us to mobilise capital, enhance transparency, and support the development of sustainable solutions.      As we approach COP29 (29th Conference of the Parties to the United Nations Framework Convention on Climate Change) next month, let us intensify our efforts to forge a new chapter in sustainability. By collaborating across sectors and embracing innovative solutions, we can pave the way for impactful changes that resonate with green finance and technology.   • MIL-OSI Russia: NSU is participating in the creation of a research and educational station in SKIF

    The decision to create the SKIF-NSU educational and research station “Basic Methods of Synchrotron Diagnostics for Educational, Research and Innovative Activities of Students” was made at the NSU Academic Council in October 2024. This station is being created within the framework of the partnership agreement between NSU, the Boreskov Institute of Catalysis SB RAS, the Budker Institute of Nuclear Physics SB RAS and the SKIF Collective Use Center. It may become one of the first stations operating at SKIF, along with six stations of the first stage.

    — To launch the educational and research station, there will be no need for complex technical devices for generating synchrotron radiation — wigglers or undulators. It will use radiation from a bending magnet. Most of the station’s units are already available from partner organizations, and the missing devices are planned to be purchased during 2024. Therefore, there is a real opportunity to put it into operation in parallel with the first-stage stations, but unlike them, this station does not require complex commissioning. The bending magnet is an integral part of the accelerator complex, and it will not need to be purchased or manufactured additionally. Much equipment for the educational and research station has already been purchased by the parties to the Agreement and is currently in operation at the Siberian Center for Synchrotron and Terahertz Radiation. All that remains is to wait for the commissioning of the SKIF CCU and the subsequent installation of the equipment, — said a senior researcher at the SKIF CCU and the Laboratory of Structural Diagnostics of Ultradisperse and Nanostructured Systems Physics Department of NSU Andrey Saraev.

    Serious preparatory work was done to create an educational and scientific station at the university. As a result of the implementation of projects at NSU in 2022-2023 to develop its concept and design, Russian and foreign experience in creating such multi-purpose modular stations was studied, an analysis of the compatibility of various spectral and diffraction techniques was carried out, technical requirements were drawn up and a basic diagram of the station was developed. Design solutions for creating the station were developed, an analysis of the existing equipment in partner organizations was carried out, technical documentation was developed as part of determining the requirements for equipment and external parameters for creating a research facility for experiments using synchrotron radiation, combining a set of diffraction and spectral methods, including powder and single-crystal X-ray diffraction, X-ray absorption spectroscopy and X-ray fluorescence analysis. Part of the necessary equipment for the station was purchased – two fluorescence detectors. The acquisition of an X-ray diffraction detector is planned for next year.

    — We are currently updating the detection system for X-ray absorption spectroscopy. This is NSU’s contribution to the creation of the educational and scientific station, which is being implemented within the framework of the Priority 2030 program. In total, it amounts to about 15 million rubles. At the moment, another important acquisition made by NSU for the educational and scientific station being created is being processed — an ionization chamber for measuring the intensity of X-ray radiation and components for it. It will work in conjunction with the equipment purchased last year, — Andrey Saraev explained.

    According to the established deadlines for commissioning the station, its launch is planned for September 2025. It is assumed that the station will be used to work with senior students and postgraduates of the Physics Department, the Faculty of Natural Sciences and the Geological and Geophysical Department of NSU. Training in working with experimental research methods will be carried out through solving scientific problems formulated and set by researchers and teachers of NSU, as well as scientists from institutes of the Siberian Branch of the Russian Academy of Sciences.

    — These are always non-standard, modern tasks. There are no traditional ways or ready-made methodological materials to solve them. Therefore, the knowledge that young researchers will receive as a result of research work will be relevant and modern. Senior students are already familiar with experimental work, have completed various practical courses, they have experience of independent work, so they can be involved in more complex scientific work. It is worth noting that, first of all, the station is designed to conduct scientific research with the participation of students, prepare diploma and course papers. We believe that the station will also be interesting for conducting programs to train personnel for SKIF and improve their qualifications, — explained Andrey Saraev.

    It is predicted that the scientific community formed around the SKIF Center for Collective Use will only expand every year, and the number of those interested in working at the educational and scientific station will increase. But at the moment, unfortunately, not all of them have sufficient information about modern methodological approaches to conducting research. Therefore, it is assumed that the station will conduct advanced training courses for scientists – a kind of elimination of synchrotron illiteracy in the scientific community. It has already begun in the student community – at the Physics Department, Andrey Saraev and his colleagues are giving a course for senior students on “Study of Solids Using Synchrotron Radiation.”

    — It is difficult to underestimate the importance of the educational and scientific station being created. Firstly, it combines two universal methods: X-ray absorption spectroscopy and X-ray diffraction. Both of them are in great demand by the scientific community, because, unlike other methods, they allow one to study a wide range of objects, from functional materials to proteins and cultural heritage objects. Secondly, sample preparation for them is relatively simple. Accordingly, the number of systems being studied is larger: one object can be studied in two to three hours, whereas with other methods, this may take tens of hours. The information obtained is prompt, visual and of high quality. It is important that the plan and strategy for performing the work can be adjusted during the study. Stations where such methods are implemented are very prolific in terms of scientific publications and work carried out, so their demand is very high, and the flow of tasks is voluminous, — said Andrey Saraev.

  • MIL-OSI Asia-Pac: LCQ14: Improving the water quality of the Tsuen Wan waterfront

         Following is a question by the Hon Joephy Chan and a written reply by the Secretary for Environment and Ecology, Mr Tse Chin-wan, in the Legislative Council today (October 30):
     
    Question:
     
         In his 2022 Policy Address, the Chief Executive set a target of reducing the pollution load at identified outfalls emanating stench in specific districts (including Tsuen Wan) by half before the end of this year. It has been reported that the Government department concerned has indicated recently that the aforesaid target has been achieved ahead of the schedule, and the pollution load of the Tsuen Wan waterfront has been reduced by about 80 per cent. In this connection, will the Government inform this Council:
     
    (1) as it has been reported that the Environmental Protection Department (EPD) indicated last month that 70 cases of misconnection of drains had been found in Tsuen Wan and, among them, 36 cases had been rehabilitated or were under acceptance inspection, of the specific locations of such cases of drain misconnections and the specific rehabilitation measures taken; as for the remaining cases of drain misconnections pending rehabilitation, of the Government’s rehabilitation works plan and timetable;
     
    (2) as the EPD has indicated that following the rehabilitation of misconnected drains, the next task is to continue to identify other sources of pollutants, of the progress and targets of such task and the plans in place to monitor the water quality situation of the Tsuen Wan waterfront, for example, whether prosecution will be instituted against property owners involved in the misconnections of drains to prevent recurrence of similar problems; if so, of the details; if not, the reasons for that;
     
    (3) upon the completion of the drain rehabilitation works mentioned in (1), of the specific measures put in place by the Government to ensure that the drains can be effectively maintained and managed on a long-term basis, and whether such measures cover preventive maintenance and contingency rehabilitation plans; whether the Government will introduce new technologies to enhance the durability and operation efficiency of drains;
     
    (4) whether the Government has plans to extend across the territory the successful experience and fruitful outcomes of rehabilitating drains at the Tsuen Wan waterfront as well as the techniques applied, so as to improve the overall pollution load and odour intensity of the waterfront of Hong Kong; whether the Government will collaborate with environmental groups and experts to jointly take forward the work of ameliorating pollution at the waterfront;
     
    (5) as it has been reported that the Government has installed monitoring systems at the Tsuen Wan Sports Centre to monitor on an ongoing basis the odour changes of the Tsuen Wan waterfront, of the details of the data collected by such monitoring systems (including ways to ensure the accuracy and reliability of the data); of the water and air quality data of the Tsuen Wan waterfront collected by the Government over the past two years, and whether such data shows a trend of progressive improvement; and
     
    (6) whether the Government has short-term and long-term plans to continuously improve the water quality and odour of the Tsuen Wan waterfront; if so, of the details; if not, the reasons for that?

    President,

         The Government has all along been attached great importance to improving the water quality of Victoria Harbour. Since the launch of the Harbour Area Treatment Scheme by the Government, all sewage generated from both sides of Victoria Harbour, including Tsuen Wan District, has been intercepted and diverted to the Stonecutters Island Sewage Treatment Works for centralised treatment. As a result, the overall water quality of Victoria Harbour has improved significantly. The Cross Harbour Race, which was suspended for years due to poor water quality, has resumed since 2011 and has returned to its traditional route in the central area of Victoria Harbour since 2017. To further ameliorate the remaining near-shore water quality and odour problems of Victoria Harbour, the Chief Executive set out the target in the 2022 Policy Address to reduce the pollution load by half before end-2024 at stormwater outfalls with serious pollution problems along both sides of Victoria Harbour, in particular in Tsuen Wan, Sham Shui Po and Kowloon City districts. Since then, the Environmental Protection Department (EPD) has conducted large-scale pollution source investigations mainly in the three priority areas mentioned above. More than 8 000 stormwater and sewage manholes have been inspected, with nearly 2 000 water samples collected for chemical and Escherichia coli (E. coli) level analyses. We have also identified pollution sources by way of dye-tracing tests, detection robot, ground penetrating radar (GPR), sonar inspection boat and other advanced equipment, while working closely with the Drainage Services Department (DSD) and the Buildings Department (BD) to rehabilitate defective sewers. With the progressive completion of rehabilitation works, the overall pollution load at the relevant outfalls in the above three priority areas has been reduced by about 80 per cent and the odour problem has also been ameliorated significantly, which is widely welcomed by residents in the vicinity. 
     
         My reply to the question raised by the Hon Joephy Chan is as follows:

    (1) Most of the cases found in Tsuen Wan District are concentrated in areas of earlier development, such as Chung On Street (Tai Pei Square, Yi Pei Square, Sam Pei Square and Sze Pei Square), Lo Tak Court and the area around Heung Wo Street, etc. To trace the pollution sources in Tsuen Wan District, the EPD made the best endeavour and inspected over 1 000 stormwater and sewage manholes, collected over 400 water samples for chemical and E. coli level analyses, and successfully identified a total of 70 locations of sewer misconnection in the district. With instant follow-ups and rectifications made in collaboration with the DSD and the BD, we have so far completed rehabilitation for 36 cases involving a higher pollution load, thereby reducing the overall pollution load by about 90 per cent. The distribution of sewer misconnection cases in the district is listed in Table 1. The remaining 34 sewer misconnection cases pending rectification are mainly confronted with a more complex construction environment or technical issues. For example, works are required to be carried out beneath busy vehicular accesses and in narrow back lanes with congested underground utilities, which significantly limit the available space for the works. Our target is to complete these remaining misconnection cases within this year to further improve the water quality and odour problem of the harbourfront in the district.

    (2) In terms of progress and target for continuous identification of pollution sources, the EPD has implemented a continuous monitoring programme in Tsuen Wan District and adopted innovative tracking methods, including installing surveillance camera systems inside stormwater manholes at certain strategic locations to perform around-the-clock flow monitoring inside the manholes. When abnormal discharge is detected, the intelligence function will immediately issue an alert message for taking prompt follow-up actions. Compared with the traditional method of deploying staff to open manholes for inspection every time, this new method can monitor the flow of sewage from upstream into the stormwater systems continuously and identify the pollution sources, thus saving manpower. Besides, the EPD has applied other innovative technologies to monitor the conditions of drains, including deploying a sonar inspection boat and using a GPR to scan underground drains and sewers, which enable the generation of instant images to show the connections of underground stormwater drains and nearby sewers without digging up the roads. In order to continuously monitor the water quality of the Tsuen Wan harbourfront, the EPD has also set up three regular near-shore water quality monitoring stations at the near-shore locations of Tsuen Wan Bay near the outfalls of Tai Chung Road, Ma Tau Pa Road and Tai Ho Road box culverts. Monthly sampling is conducted to monitor the water quality, with indicators including dissolved oxygen and organic pollutant levels (5-day biochemical oxygen demand), etc.

         To rectify misconnection cases, the DSD carries out regular inspections of the conditions and structures of public sewerage and stormwater drainage systems. When defective sewers or manholes are found, rehabilitation works will be promptly arranged. As for misconnection cases in buildings, the BD will issue statutory repair/removal orders pursuant to the Buildings Ordinance (Cap. 123) to urge or order the property owners concerned to discharge their responsibilities to rectify the problems of sewer misconnection. For cases which remain non-compliant after receipt of such orders, the BD will take appropriate enforcement actions according to the circumstances. Among the 30 ongoing misconnection cases in buildings in Tsuen Wan District, 22 cases are undergoing rectification, while the BD will continue to follow up the remaining eight cases, for which statutory orders have been issued.

    (3) Upon completion of the pipe rehabilitation works, the DSD will conduct regular inspections and clearances of sediment from the drainage pipe system to ensure its proper functioning. Furthermore, the DSD will inspect and assess the operational and structural conditions of the existing underground channels according to their plans. Following a risk-based principle, appropriate replacement and rehabilitation plans are formulated in an orderly manner, including deploying different methods to install fibreglass or polyester fibre linings in the existing pipes through trenchless excavation, thereby enhancing the maintenance of the drainage system. These advanced technologies for pipe replacement and rehabilitation can maintain the reliability of the drainage system and at the same time reduce the impact on the public during the construction period. The contractors of the DSD have also reserved materials for rehabilitating drainage pipes and manpower for emergency deployment to carry out urgent pipe rehabilitation works. Meanwhile, the DSD is committed to the development and application of various innovative technologies and machinery to assist in drainage service operations, including remote-controlled desilting robots and pipeline inspection robots, the use of drones for pipeline closed-circuit television surveys, and smart water level sensors. These devices can not only enhance the efficiency of drainage service operations, but can also reduce the risks of works and protect the safety of workers.

    (4) Based on the success case in rehabilitating sewer misconnections in Tsuen Wan District, the EPD has extended the techniques applied therein to other priority areas and has been in close communication with various organisations and university research teams to pool our wisdom and work together for improving the harbourfront environment. In particular, the EPD has since 2022 engaged a team from the Hong Kong University of Science and Technology (HKUST) to install monitoring instruments at the Tsuen Wan Sports Centre, specifically monitoring the concentration of hydrogen sulphide (H2S), which is an air pollutant associated with odours at the Tsuen Wan harbourfront. The DSD also worked with another HKUST team to jointly develop new technologies. By deploying large curtains and Malodour Control Hydrogel at the outlets of box drains along the coast, the emission of malodour is inhibited. Looking ahead, the Government will continue to collaborate with experts from various fields to adopt innovation and practicable solutions to further consolidate the achievements in ameliorating the water quality and odour problems of Victoria Harbour.

    (5) To objectively assess the actual effectiveness of rectification of misconnections in improving the odour levels in harbourfront areas, the Government has installed odour monitoring instruments at the Tsuen Wan Sports Centre and other locations along Victoria Harbour shorelines to continuously monitor odour changes in harbourfront areas. A team from the HKUST will conduct regular maintenance and calibration for the monitoring instruments, and verify the collected data to ensure the accuracy and reliability of the monitoring data. The monitoring data collected from the Tsuen Wan harbourfront revealed that the concentration of H2S, which is the key cause of odour, showed a significant downward trend. The H2S concentration recorded in August 2024 was 80 per cent lower when compared to that in early 2022. The records of monthly average concentration data are shown in Figure 1 and Table 2.

         As for water quality, the monitoring data recorded in the waters near three stormwater drain outlets at the Tsuen Wan West harbourfront showed that the near-shore water quality in the area has undergone significant improvement. The overall average dissolved oxygen level in seawater has increased by about 30 per cent, while the content of organic pollutants has decreased by about 40 per cent. The annual average water quality data recorded at the near-shore water quality monitoring stations are shown in Table 3.
         
         The EPD interviewed members of the public at the Tsuen Wan harbourfront in August this year. Seventy-five per cent of the respondents agreed that the odour problem at the harbourfront had improved, with half of them considering the improvement to be significant.
         
    (6) In order to continuously improve the water quality and odour problems at the Tsuen Wan harbourfront, apart from the short-term measures including investigating and rectifying misconnections as mentioned in (2) to (4), the Government will continue to implement the following medium-to-long-term improvement measures:

    (i) Desilting Works: Regular desilting works will be carried out for the three main box culverts (stormwater drains in Tai Chung Road, Tai Ho Road and Ma Tau Pa Road) in Tsuen Wan District to reduce the discharge of pollutants or sediments from the stormwater drains into the near-shore waters;

    (ii) Sewer Replacement and Rehabilitation Works: To prevent leakeage of sewers from affecting the water quality along the Tsuen Wan harbourfront, the Government will undertake public works projects to rehabilitate some of the aged underground sewers in Tsuen Wan District. As at December 2023, approximately 11 kilometres of sewers in Tsuen Wan District were undergoing replacement and rehabilitation, and the works are expected to be completed in phases by end-2026; and

    (iii) Village Sewerage Sytems: Village sewerage works for Chuen Lung and Lo Wai are expected to be completed by end-2025. Moreover, village sewerage works are also underway in rural areas in Tsuen Wan District, namely San Tsuen, Wo Yi Hop and Sheung Kwai Chung. The works projects will commence upon completion of land acquisition procedures and funding approval by the Legislative Council, and the works are expected to be completed in three to five years.

         All in all, the Government will continue to take forward various improvement and monitoring measures to strive for turning the Tsuen Wan harbourfront into a new landmark of water-friendly culture.

  • MIL-OSI Russia: More than 30 thousand students took part in the Moscow Youth Days

    Over 30,000 students from more than 60 educational institutions in the city joined the Moscow Youth Days this year. Events in this format have been held in the capital since 2023.

    “The Days of the Moscow Youth are an important communication platform for interacting with students. Here, kids can get to know the areas that interest them better, and also learn a lot of useful information about large-scale events and city projects,” she noted.

    The project days are held at the capital’s universities and colleges throughout the academic year. In 2023, more than 22 thousand students took part in them. In 2024, the Moscow Youth team visited more than 60 educational institutions in Moscow, including the National University of Science and Technology MISIS, the Russian State University for the Humanities, the National Research University Higher School of Economics, the Moscow Aviation Institute and many others. The last day of Moscow Youth this year was held on October 30 at the Kutafin Moscow State Law University.

    Representatives of the “Youth of Moscow” spoke about key events and student competitions. After that, the students visited a project fair, where they talked to teams, took part in various events and themselves became activists. Here you could find a community of interests and, together with like-minded people, engage in career advancement, stand-up comedy, public speaking, street sports and much more.

    Students also had the opportunity to join the Youth of Moscow team and become ambassadors of the project. At the moment, more than 120 people have joined their ranks. They introduce other students to the opportunities the city provides to young Muscovites, such as campaigns, useful resources, innovative sites, educational programs and large-scale events. To join the team of ambassadors, you must submit an application on a special page.

    Days of Moscow Youth are a convenient platform for direct interaction with the active youth of the city. Every semester, educational institutions of the capital host off-site events, where students are introduced to various projects. Moscow Youth is constantly working in 11 areas. The team has organized over 3.5 thousand events, in which more than two million people took part.

  • MIL-OSI Asia-Pac: FS visits Saudi Arabia

    Financial Secretary Paul Chan led a delegation from the financial and innovation sectors on a visit to Saudi Arabia and attended the Future Investment Initiative in Riyadh.

    While participating in a panel discussion during the conference, Mr Chan stated that Hong Kong is actively promoting the development of green finance and green technology.

    He emphasised that the city could provide capital support for infrastructure and green projects in the Global South and guide funding to new projects through innovative financial products, such as securitised loans.

    In response to questions raised at the panel discussion, Mr Chan highlighted that Hong Kong is collaborating with multiple central banks to launch Project mBridge, aiming for faster, more cost effective, and more secure cross-border payments and settlements.

    He also witnessed the signing of a strategic co-operation agreement between the Hong Kong Science & Technology Parks Corporation and a venture capital firm there. The signatory parties will share resources, recommend startups to each other, facilitate connections within their startup networks, and jointly engage in market promotion and events.

    In the evening, the Financial Secretary attended two receptions. One such function was hosted by Cathay Pacific.

    Mr Chan noted that the goal of his visit is to expand ties between Hong Kong and Saudi Arabia, adding that the resumption of flights between the two places yields huge potential.

  • MIL-OSI Australia: Salvation Army/Diabetes Australia Partnership Launch

    Good afternoon, everybody. Fantastic to be here. I’d like to acknowledge that Aboriginal people are the traditional owners of the land on which we meet. I just want to make four points. Settle in, it’ll take about half an hour. I was joking. First of all, Nick McCallum. I’d like to acknowledge Nick does a great job. He’s one of a band of people, Colonel Kelvin, who Brendan has gathered around him, and there’s a few other like-minded souls. And, whenever Brendan and Sandra think something needs to be pushed along, Nick has always got a very open mind and journalist in the best tradition of Melbourne. He wants to see the right thing by our community. It’s great to see Nick Reece here. You’ll get up, son. Okay. I just want to be the first to call you the Mayor, Lord Mayor. Justine Cain, CEO of Diabetes Australia. Thank you, Diabetes Australia I’m going to talk a little bit more about it in a moment, but it’s great you’re here. You’ll be busy.

    And Justine in your introduction, you said you’ve already had important conversations with 60 to 70 people. That’s almost everyone in the room, or the equivalent of. And when you think about it, when we reduce it, 1.9 million Australians have diabetes and someone’s diagnosed every five minutes, you realise that it is a big issue and you realise that people who live on the streets, people who live insecurely, just don’t get the same deal.

    So, I’m very pleased that Diabetes Australia took up our encouragement to work with Brendan, and I’m hoping that this is a model, as you are very positively and optimistically said. I should also acknowledge Brendan and Sandra. I acknowledge Brendan. Sandra. Well done. I love Brendan. He’s on a he’s on billboards in my electorate. I mean, they do a great job, and this is a great building. I just want to make these points so, you know, acknowledge everyone else too. You’re beautiful people.

    Diabetes, it’s real. I’ve had family members with it. But it’s treatable. There are things that can be done. And the worst thing in the world is seeing preventable conditions. You know, being the Minister for the NDIS, sometimes you get a genetic lottery. The great American poet Robert Frost, talking about the suicide of his son, he used the term the shafts of fate. And some things are unavoidable. But preventable illness is as it says, it’s really on all of us to go that extra distance. And so, the fact that you’re teaming up with Project 614, I think there’ll be a lot of other organizations very interested. So, I’m just excited. I think it’s really good, and I make at this point that, = you know, behind us, Matthew 1128 up on the wall, it really says it invites people to – this building and what happens in it is to provide support. It’s to provide comfort, to provide peace. But that doesn’t happen without people making that happen. So, great about the diabetes.

    I’d also like to acknowledge part of the reason why I keep coming back here, other than Brendan’s amazing charisma is, they do a lot of good stuff. And since I’ve been the Minister for Services Australia, which is a great privilege, I learned a lot about, you know, it’s not the sexiest portfolio in the government, but I’m now convinced there’s no thing that the government does, which is any more important than what we do at Services Australia. And what I’ve found out is that every year, or last year, Australians went online and dealt with Services Australia and Medicare 1.1 billion times online. That’s a lot. And we have 318 offices, and we have 30,000 plus people working. Over 10 million people come and visit Service Australia offices, which is a lot. It’s amazing. We just answer tens of millions of calls. And by the way, we’re answering quicker than we used to, which is great. But for some people, they’re not going to get on the phone. They’re not going to come into the office. They’re not going to be a digital native transacting. And then you what I realized is we need to go out to the people.

    And that in our communities, there are people who are under-documented or undocumented. We’ve got people who just aren’t in the Medicare system. It’s not that the safety net is inadequate. They’re just not in it. And that’s not anybody’s fault. Life has a way of, can upend endured, you know. A traumatic childhood, you just – there’s no blame about this. But some people are not going to go and sit down and sit in a Centrelink office or fill in a Medicare form online. And that’s where I think what Brendan’s Project 614 and the Salvo’s do so well, and plenty of other places. So, it’s been very exciting for me to be able to work with my agency and say, why don’t we put really special people in our agency, at the homelessness organisations or frontline organisations and Nick Carbine’s here. He’s done a great job, but we’re now doing it in 27 different organisations around the country. This is not rocket science. This has not involved us having to go to the budget to get new money. And by the way, the Services Australia staff, they get more volunteers to come out and do the outreach than there are outreach positions. So, it reflects well on our public servants. But now we’re doing it right across Australia, but we started it here and in Sydney with Bill Crews, the Reverend Bill Crews.

    Now there’s 27 frontline organizations. Over 20,000 different people have now been joined into the system who were missing, and that just means that they are getting some of that support, which a lot of other people take for granted. Now we’ve extended them. We’ve got Hearing Australia, putting in checking people’s hearing here. That’s great. That’s another agency that I work with. The National Disability Insurance Scheme, they’re now working with a lot of people on the NDIS and making sure they can get access. And so that’s fabulous. I mean, Project 614 has of course been doing other work, drug and alcohol work and VicPol and the Housing Vic people have also been utilising this place. But what I like about this place and working with it with the feds is, we’re going to the people and that’s really what it’s all about.

    When I announced that I was changing jobs – not retiring, changing jobs, Brendan was one of the first on the phone. I thought oh, that’s beautiful. He’s just a beautiful man, Brendan. He said, is our contract sorted for when you go? I mean, he sort of said, is it true? And he got into that conversation. And it’s great that David Hazlehurst is here. Services Australia sees the value of doing the outreach work. But really, what I wanted to say in conclusion, in addition to the diabetes work done here by the Salvos, the work done by all of you to join people up is really hope. See, I love coming to this building. It’s a marvellous building. You know, back in the 1880s, 1890s, people were building buildings to last. It showed the importance they attached to it. But whilst this is a beautiful building, it’s what happens in the building is what makes it significant.

    So, this is really a canteen of hope. It’s a building of hope. The volunteers and the people who work here, they’re people of hope. Hope is just the idea which says that you can have a better future and see. Hope is just the emotion that you can look forward to things, and that you have the ability, therefore, to take those steps. If we don’t have hope in our lives, then we have nothing. If we don’t have the idea or the expectation or the dream that things can get better, that there’s a reason to get out of bed in the morning, then you live in a very dark place. And what I love about this building of hope, this operation of hope, is that it delivers that in spades.

    And I love the fact that it’s got – the canteen, it’s rated 4.3, I think, on Google reviews, which is great. It is ironic because that’s what Grossi Florentino across the road. So, it is interesting. And the ham cheese and tomato sandwiches here are probably more value for money too.

    So, you’ve got the hope that you can get a good food, good meal here. But more importantly, all of you are people who subscribe to the view that other people are important. None of you are here because of yourselves. You are all here because you know that none of us are worth anything unless our fellow man and woman is doing okay. And that’s why I was lucky to be introduced by Warren Snowdon. Warren was the father of the House. that’s a term they used in parliament. Longest serving member. And he’s worked on diabetes and Aboriginal communities in central Australia because he represented most of the Northern Territory. But when I think about Warren or I think about any of you who I haven’t mentioned by name, I just know that the world is a very complex and disturbing place. Big elections in America. The news is full of all the things going wrong. But the people in this room, you’ve got hope that the place can be better. And that’s what Diabetes is doing. And that’s why I love today. Because this is just all about hope.

  • MIL-OSI Russia: “I would be interested in talking to Chinese farmers”

    Veronika Smirnova studies the Chinese approach to global food security and spent a year at the Renmin University of China in Beijing. In an interview with the HSE Young Scientists project, she spoke about Xi Jinping’s flagship initiatives, her interest in FAO’s John Boyd Orr, and her love of malatan and xiao long bao.

    How I got started in science

    It wasn’t a strategic plan. Science chose me, like many future scientists who enjoyed studying many subjects at school. Surprisingly, math and physics were the easiest for me, but I ended up choosing the humanities.

    Around the 9th grade, I thought about what direction I would like to choose in the future, and the topic of international relations seemed interesting to me. At that time, I was not yet interested in Chinese culture, I only heard in the news that Russian-Chinese relations were developing at a rapid pace. When it was time to choose a second language (internationalists always learn two), I spent a long time choosing between German and French. But then something sank in my heart, and I began to study Chinese, not yet knowing what awaited me in the future. This is how my love for China began, I gradually began to take an interest in culture and politics.

    In my undergraduate studies at Nizhny Novgorod State University, we had amazing courses on analytics for government bodies. I really liked this subject, and I became interested in working in this field. When I went to the master’s program at HSE, I saw that CCEMI, where I now work, was recruiting interns, and I applied. That’s how my path in science began. Then I went to graduate school and continued scientific research.

    What am I studying?

    China’s participation in the global food security system. Interest in this topic did not develop immediately. In my bachelor’s degree, I studied more about culture and soft power. But in my master’s degree, I thought: I would like to study something more practice-oriented, which could contribute to the improvement of Russian-Chinese relations. The food topic found me itself.

    The HSE education system involves earning several credits for projects during the course of study. In my Master’s program, I chose a project that was conducted by the School of Oriental Studies together with Azbuka Vkusa. Against the backdrop of Covid, we studied how retail is developing in Asian countries. I was doing research on China. And then one of the teachers said that there was an opportunity to do an internship at the UN.

    At first I wasn’t interested, but my friend, who had this experience, explained that it was a very interesting track where you act as a manager of an educational course.

    I applied for the next intake and was accepted to this project. The internship was online. I helped organize a course for UNITAR (United Nations Institute for Training and Research) and FAO (FAO, Food and Agriculture Organization of the United Nations). The course was designed for officials from the post-Soviet space on the topic of agriculture in international trade agreements.

    I thought it was an interesting topic because China and Russia were developing relations in the agricultural sector, so I decided to take it up more seriously and continued to study it in graduate school.

    What was my master’s thesis about?

    I studied Chinese concepts in global governance. This topic is close to my PhD thesis, where I examine how China promotes its approaches to food security co-operation internationally.

    In my master’s degree, I was interested to see how China’s policy ambitions are growing in practical terms, what approaches it offers – whether it is trying to take the place of the United States or is offering something unique.

    I decided to look at the theoretical approaches of Chinese scholars and compare them with the statements of Chinese leaders Hu Jintao and Xi Jinping. And I saw that, in principle, the same thing happened to the concept of global governance developed in the West as to many other Western concepts in China – from complete rejection to active participation.

    At first, China came out with sharp criticism, claiming that the concept was aimed at Western countries controlling global development. Then with interest – how to apply it with Chinese specifics. Then, gradual testing began in specific areas. For example, Chinese scientists separately studied issues of sovereignty, participation of non-profit organizations. And already at the next stage, they proposed their own approaches.

    At the same time, Chinese leader Xi Jinping put forward the concept of a Community of Shared Future for Humanity and the flagship Belt and Road Initiative, and Chinese scholars were studying how to develop global governance together with other countries through these projects.

    What is the Community of Shared Destiny for Humanity?

    Xi Jinping put forward this concept in 2013 — by the way, he first spoke about it in Moscow, at MGIMO. At the first stage, it was quite simple, it could be characterized by his words: “In me there is you, in you there is me.” The world is interconnected, and we need to manage things together, because if one participant starts having problems (as we saw during the pandemic), they arise for others as well.

    A more correct translation of the name is “the concept of a common destiny.” “A common destiny” implies unification. And China insists that everyone has the right to follow their own path of development, and this community is expressed in the fact that we develop together, but in different ways.

    Why China Believes the World Needs Food Security

    China is primarily interested in ensuring internal security. It relies on the concept of self-sufficiency. This issue is particularly sensitive for it. In the past, periods of famine were associated with political instability.

    During the Cold War, when China suffered famine, the country also faced a food embargo from the United States. And now China believes that “it must hold the rice bowl firmly in its own hands,” as Xi Jinping says.

    But having joined the WTO and participated in world trade, one cannot be completely autonomous. If there are problems in the food security sphere somewhere, it affects everyone. China is interested in maintaining general world stability. It is also developing cooperation in the “south-south” direction. This is cooperation between a developing country and a similar country, where it acts not as a donor, but as a partner, sharing its experience in solving problems.

    In the area of food security, China’s experience is a strong case: the country was able to defeat hunger with very few resources, land and water. Therefore, this is one of the key areas for cooperation with developing countries. China focuses on them, and mainly seeks to develop partnerships with them.

    Russian-Chinese relations

    Our relations are now at the peak of prosperity. During the Cold War, Sinologists had a hard time. Relations were tense, we had different views on what communism should be. The Chinese reacted quite sharply to the debunking of Stalin’s personality cult. We had border conflicts. China then, especially against the backdrop of rapprochement with the United States, diverged even more from the USSR.

    I remember my first academic supervisor in my bachelor’s degree told me that he was criticized in his close circle for studying the language of a country where he would never go, with which we are at odds. But he said that he was right. The prerequisites for normalizing relations began to emerge in the Brezhnev era, later the issues of demarcation and delimitation of the border were resolved, economic relations also developed, and now our relations have become the best.

    What results and achievements I am proud of

    I spent the last year in China, and returned in July. I was accepted to the New Sinology program for postgraduate students. It is designed to develop new approaches to China studies, building connections so that scholars can see their subject up close. I chose Renmin University of China, one of the largest in Beijing. I was able to work on my topic with a Chinese supervisor, Professor Song Wei, who is developing the theoretical framework I used in my work.

    My other achievements are not really in the scientific sphere. Within my center, I am actively involved in the implementation of joint humanitarian projects between Russia and China.

    We organized a Russian-Chinese summer school for students, and we had a project called “China Perspective,” where students from our department met with China experts and learned how to build a career in cooperation with the PRC.

    Basically, my journey of getting to know HSE and CCEIS began with me being a participant in the Russian-Chinese summer school — the 9th intake. And the next time, I was already on the organizing committee. The school was held online because of COVID, but there were many participants, some even joined from Brazil.

    What I dream about

    I am very interested in getting more field experience. For example, going to Chinese villages and talking to farmers. In China, most agricultural products are still produced on small farmsteads.

    Where I was in China

    I traveled a lot around China, visited ten cities: Beijing, Shanghai, Shenzhen, Hangzhou, Suzhou, Xi’an, Luoyang, Tianjin, Chengdu and Chongqing. In Shanghai, colleagues from my center organized a conference of the Valdai Club together with the East China Normal University. I was included in the delegation.

    There was also a trip to a conference in Shenzhen, to MSU-PPI – a joint university of Moscow State University and Beijing Polytechnic University. I already went to other cities with friends, to immerse myself in Chinese culture. A guy from India studied with me on the program, we became friends, he was more advanced in studying Chinese culture, and I went on my first trip with him.

    Science for me is a way of life, a space of connections. You are constantly looking for something to talk about, something to study.

    If I hadn’t become a scientist, I could have become a manager or producer of educational courses in the humanities. I still combine this with my scientific career, but I would have concentrated on it.

    Who would I like to meet?

    For my dissertation, I would like to meet the first FAO Secretary-General, John Boyd Orr, and talk more about his failed initiatives. My research is more in the area of international cooperation, while his research is specifically looking at how certain policies reduce malnutrition in the world.

    I was very inspired by the history of the creation of FAO. Boyd Orr was the first Secretary-General, he stood at its origins. He advocated a comprehensive approach to food security. At that time, food security was considered to be only access to products and their availability. He suggested looking at the problem more broadly and advocated that the newly formed organization should control not only development issues and information collection, but also trade, production, and food delivery.

    For example, during World War II, scientists discovered that if you increase the rations for pregnant women, then infant mortality drops sharply. They made several such discoveries, were inspired, and thought that this new knowledge would allow them to significantly reduce hunger within the organization.

    But due to the onset of the Cold War, due to the importance and criticality of this topic for the world’s major powers, there was not enough space for trust to be created so that a common supranational structure in the form of a UN institution could control all these processes.

    What my typical day looks like

    Now my typical day is loaded with work: the last year of graduate school, finishing my dissertation, going to the pre-defense. So I wake up, have breakfast, go to work and sit here for a long time. I solve work issues, and when I have a free minute, I finish the text of the dissertation.

    What will I do after my defense?

    I will continue working at CCEMI. I think that there will be more time for scientific work. I would like to study the topic of Russian-Chinese agricultural cooperation in more detail. It is also interesting to look at the development of the foodtech sphere in China, startups in this area. I would also try to publish in Chinese journals. They are not taken into account in our systems, which is critical for a postgraduate student, and after the defense this issue will no longer be so acute.

    Do I get burnout?

    I think it was at the beginning, when I didn’t understand how to combine work and study, but here my colleagues helped. We have a friendly atmosphere in the team, everyone supports each other. I adhere to the approach that there are always many interesting projects, but it is important to refuse most of them and concentrate on the most important, otherwise burnout can occur.

    What are my interests besides science?

    I love yoga. It helps me maintain a sports regimen during periods of intense work. I also like digital drawing, sometimes I even do something design-related. At the launch stage of our project “Chinese Perspective”, I made posters for the VKontakte group.

    Where do I recommend starting your acquaintance with China?

    I would recommend looking at VK groups dedicated to China. In our Russian-speaking community, for example, there is a group called “Grey Mocha” that publishes cultural notes about China. The Vyshka Chinese Club also provides a lot of useful information.

    China has its own social networks. If you want to watch Chinese videos, you should go not to YouTube, but to Bilibili and Kuaishou. WeChat is a must to communicate with Chinese colleagues. They have an interesting service called “Little Red Book” — something like a combination of Instagram and Telegram, it helped me a lot while traveling around China. You can type in “Tasty places there,” and it will show you. You could even find out which of the many cafeterias at my university serves the best food. Or figure out how to take a photo in the Temple of Heaven without people being visible. But to immerse yourself in the Chinese blogosphere, you need to know the language and understand how it works. If you come to China with only English, it will be more difficult.

    The leading contemporary Chinese writer

    Probably Mo Yan. In the book “Frogs” he describes the social reality of the “One Family – One Child” era. I also liked the plot of the book “Children of the Herd Age” written by Liu Zhenyun. One of the stories describes how a man gave a large ransom for a woman, and she ran away with this ransom without marrying him, and his sister tries to find her.

    Popular Chinese Attractions Among Russians

    Beijing, Shanghai and Harbin — because of the proximity of the border. In Beijing, the heritage of ancient culture is interesting: the Forbidden City, the Temple of Heaven, the Great Wall of China. In Shanghai, people walk along the embankment, look at the Pearl Tower, there are more monuments of Western culture there. Hainan Island is also popular, especially among residents of Siberia and the Far East. The sea there is very clean. There are many interesting delicacies, for example, candies made from shark meat. Other destinations are for more advanced tourists who are also interested in nature. For example, the province of Sichuan, where pandas live and there are national parks.

    Differences between Western and Chinese culture

    There are, and very strong ones. In China, they tend to be collectivist, not individualistic. We have the concept of conscience, and they have shame. This is a capacious topic, it is difficult to talk about briefly, but it can be outlined with a series of illustrations by Chinese artist Yan Liu.

    What was the last thing I read and watched?

    Our colleague Ivan Yuryevich Zuenko recently published a book, “China in the Era of Xi Jinping.” I read it and even attended the presentation.

    Because of my dissertation, everything is about China now, and I watch something to support Chinese. For example, the talk show “This is China” with Professor Zhang Weiwei and the program “Round Table” with the popular host Dou Wentao.

    Advice to young scientists

    Get involved in the scientific community early on, as talking to colleagues helps you understand early on what to watch out for and what new and interesting perspectives there are on the issues you’re studying.

    Try to publish and speak at conferences. The sooner you gain such experience, the easier it will be to move along this path. And for a sinologist, it is especially important to have your own knowledge base and know exactly where to find certain materials. Order disciplines and helps in scientific work.

    Favorite place in Moscow

    VDNKh. I lived there during my first year of graduate school, and often walked there. This place is associated with my first pleasant memories after moving to Moscow.

    Favorite places in Beijing

    First of all, Beihai Park. Chinese parks are different from ours. When I came there for the first time in the evening, I felt like I was in a fairy tale. I also love Houhai, it’s also in the center, a walking place around the lake. And Qianmen Street, it’s quite lively, there are a lot of Chinese eateries, street food.

    At first, I didn’t quite have the right idea of Beijing. I thought it was high-rise and modern. But if you travel around southern cities, you’ll notice that Beijing has many low buildings in the center and it’s not so densely built up. There are hutongs on Qianmen Street – ancient buildings. And a nice coffee shop called Metal Hands.

    Chinese cuisine

    I like it. I often ate xiao long bao (steamed meat buns like dumplings), malatan (a spicy soup where you put the ingredients yourself), and different types of beef noodles. Because of my Indian friends, I also fell in love with Indian food. But in general, there are a couple of places in Beijing where you can eat Russian food. When I started missing mashed potatoes with a cutlet, it was easy to get them.

    Where would I go in China

    See the natural attractions near the cities of Chengdu and Chongqing. You need to go there in a group and think everything through in advance. There are two large national parks near Chengdu. And next to Chongqing is the Wulong Karst geological park. And there is also a beautiful place Zhangjiajie, you also need to go there for five days, preferably with a group and a guide.

    Gateway is set to advance science in deep space, bringing groundbreaking research opportunities to lunar orbit.

    Stephanie Dudley sits at the intersection of human spaceflight and science for Gateway, humanity’s first lunar space station that will host astronauts and unique scientific investigations.
    Gateway’s mission integration and utilization manager, Dudley recently posed for this photo in a high-fidelity mockup of the space station’s HALO (Habitation and Logistics Outpost), where astronauts will live, conduct science, and prepare for missions to investigate the lunar South Pole region. Dudley works with NASA’s partner space agencies and academia to identify science opportunities on Gateway.
    HALO will host various science experiments, including the Heliophysics Environmental and Radiation Measurement Experiment Suite, led by NASA, and the Internal Dosimeter Array, led by ESA (European Space Agency) and JAXA (Japan Aerospace Exploration Agency). The heliophysics experiment will fly on HALO’s exterior, and the dosimeter will be housed inside Gateway in a series of racks, mockups of which are shown to the right of Dudley in the image above. Both experiments will study solar and cosmic radiation to help the science community better understand how to protect astronauts and hardware during deep space travels to places like Mars.
    “We are building [Gateway] for a 15-year lifespan, but definitely hope that we go longer than that,” Dudley recently said on Houston We Have a Podcast. “And so that many years of scientific study in a place where humans have never worked and lived long-term, Gateway is going to allow us to do that.”
    Dudley pulls double duty as a deputy director for the Exploration Operations Office within NASA’s Moon to Mars Program, a role that connects her to Artemis science beyond Gateway, including science investigations on the Orion and Human Landing System spacecraft and lunar terrain vehicle.
    “My work…is helping to make sure that across all of the six [Artemis] programs, including Gateway, we’re all focusing on utilization in the same way,” Dudley said.
    Dudley’s team coordinates science payloads for Artemis II, the first mission to send humans to the Moon since 1972, and Artemis III, the first landing in the lunar South Pole region that is of keen interest to the global science community.
    Gateway’s HALO will launch with the space station’s Power and Propulsion Element ahead of the Artemis IV mission in 2028, the first lunar mission to include an orbiting space station.
    “Gateway sounds so science fiction, but it’s real,” Dudley recently said. “And we’re building it. And in a few years, it’s going to be around the Moon and that’s when the real work, the fun work in my opinion, is going to begin and science will never be the same.”
    Gateway is humanity’s first lunar space station as a central component of the Artemis campaign that will return humans to the Moon for scientific discovery and chart a path for the first human missions to Mars.

  • MIL-OSI Global: RFK Jr.’s pivot to Trump is a journey taken by many populists swept along the left-to-right alternative media pipeline

    When Robert F. Kennedy Jr. ended his independent presidential run in August 2024 and endorsed Republican Donald Trump, it might have seemed a surprising turn of events.

    Kennedy began his presidential run as a Democrat and is the scion of a Democratic dynasty. Nephew to former President John F. Kennedy and the son of former Attorney General Robert F. Kennedy, Kennedy spent most of his career as a lawyer representing environmental groups that sued polluting corporations and municipalities.

    Yet Kennedy, 70, has long held positions that put him at odds with the Democratic mainstream. He pushes public health misinformation around vaccines and HIV/AIDS, opposes U.S. military involvement in foreign wars, including in Ukraine, and claims that the CIA assassinated his uncle.

    Kennedy’s ideologically mixed politics are hard to categorize in traditional left-right terms.

    My political science research finds that Kennedy’s journey from left-aligned skepticism into Trumpism is part of a broader trend of contemporary left-to-right populist transformations happening across the United States.

    Rise of the populist alternative media

    Populism is a political story that presents the good “people” of a nation as in a struggle against its “elites,” who have corrupted democratic institutions to further their own selfish interests. It cuts across the ideological spectrum, often combining left-wing economic critiques with right-wing cultural ones.

    Based on my research, I find that Kennedy uses a populist style of speech that matches the rhetoric of today’s online alternative media, also known as the “alternative influence network.”

    If populism cuts across the ideological spectrum, so does the alternative media.

    This network of politically diverse independent podcasters, YouTube hosts and other creators connects with young, politically disaffected audiences by mixing politics with comedy and pop culture, and presenting themselves as embattled defenders of free thinking – in opposition to mainstream media and mainstream parties.

    Top-rated shows include “Breaking Points,” “Stay Free with Russell Brand,” “The Joe Rogan Experience,” The Culture War with Tim Pool and “This Past Weekend w/ Theo Von.”

    While many of these shows have been around since the 2010s, the network expanded throughout the Trump era. Their popularity skyrocketed during the COVID-19 pandemic, when public distrust in government, anger over pandemic restrictions and vaccine skepticism surged.

    These shows hosted Kennedy frequently throughout his presidential run in 2023 and 2024.

    Kennedy finds his audience

    I analyzed a set of Kennedy’s appearances for this story. Both Kennedy and alternative media hosts claim to care about “the real issues” facing Americans such as war, corporate and political malfeasance and economic troubles. They condemn the “mainstream” for promoting frivolous “culture war” topics related to race and identity politics.

    Kennedy and the alternative media hosts also combine left and right arguments in a typically populist way. They claim that corporations control the government and that liberals and corporations censor free speech.

    For example, on a May 2024, episode of “Stay Free with Russell Brand,” Brand asserted that corrupt institutions are backed by the “deep state.” He asked Kennedy how he would fight these powerful interests.

    “The major agencies of government have all been captured by the industries they’re supposed to regulate and act as sock puppets serving the mercantile interests of these big corporations,” responded Kennedy. “I have a particular ability to unravel that because I’ve litigated against so many of these agencies.”

    My research found that Kennedy often bonded with his alternative media hosts over his perception that liberal media sources – allegedly controlled by the Democratic National Committee or the CIA – were censoring his campaign.

    Like Kennedy, alternative media hosts often identify as former or disaffected Democrats. Many used to work at mainstream left news sites, where they say they experienced censorship.

    ‘This little island of free speech’

    In a June 2023 episode of “The Joe Rogan Experience,” Rogan explained that he no longer identifies as a liberal because of the “orthodoxy it preaches” around issues like vaccines. He then cited YouTube’s removal of some of Kennedy’s vaccine-related videos for violating its COVID-19 misinformation policy.

    Kennedy had just spent 90 minutes outlining his journey toward vaccine skepticism, which started with meeting a mother who believed vaccines caused her son’s autism.

    “If a woman tells you something about her child, you should listen,” he said.

    Kennedy also described being convinced by a set of studies that public health officials had ignored.

    “Trust the experts is not a function of science, it’s a function of religion,” he said. “I’ve been litigating 40 years; there’s experts on both sides.”

    Afterward, he thanked Rogan for maintaining “this little island of free speech in a desert of suppression and of critical thinking.”

    Kennedy reiterated this point in the Aug. 23, 2024, speech that ended his campaign, saying the “alternative media” had kept his ideas alive, while the mainstream networks had shut him out despite his historically high third-party poll numbers of 15% to 20%.

    “The DNC-allied mainstream media networks maintained a near-perfect embargo on interviews with me,” Kennedy said.

    Speaking directly to the reporters in the room, he added, “Your institutions and media made themselves government mouthpieces and stenographers for the organs of power.”

    Left-to-right pipeline

    Trust in a range of U.S. institutions is at historical lows. Americans on both the right and the left are skeptical of power and crave radical change.

    Alternative media hosts tap into this desire, helping to push some disaffected listeners down the same left-to-right pipeline that landed Kennedy in Trump’s orbit.

    Trump and his allies are adept at harnessing the power of the alternative media ecosystem. Trump has appeared on male-centric shows like “This Past Weekend w/ Theo Von and ”The Joe Rogan Experience,“ and he founded the alternative social media platform Truth Social.

    Trump’s former adviser Steve Bannon hosts an influential podcast called the “War Room” on another MAGA alternative media platform, Rumble. Known for its fiery populist rhetoric, the “War Room” broadcasts live for an astonishing 22 hours a week.

    Until recently, Democrats have largely embraced traditional media. During the first months of her 2024 presidential campaign, Vice President Kamala Harris appeared on CBS’ “60 Minutes,” ABC’s “The View” and MSNBC’s “Stephanie Ruhle.”

    Then, on Oct. 12, Harris appeared on “Call her Daddy.” Spotify’s second-most popular podcast, it has a young, female audience. Days later, she sat down for an interview with Fox News and is reportedly in talks to appear on Joe Rogan’s show.

    Kennedy might approve of all this aisle-crossing.

    “Step outside the culture war!” he tweeted in July 2024. “Step outside the politics of hating the other side!”

  • MIL-OSI Global: For an estimated 4 million people with felony convictions, restoring their right to vote is complicated – and varies state by state

    People who are convicted of felonies might think they can’t vote.

    Even in California, where they do have the right to vote, people convicted of felonies cite cases in Florida and Texas where people with felonies who have completed their sentences have been arrested and sentenced to prison for trying to vote illegally.

    It’s almost an article of faith that a person loses their right to vote once they have been convicted.

    But that’s not universally true.

    Since 1997, 26 states and Washington have passed reforms that have expanded voting eligibility to over 2 million people with felony convictions.

    The reforms reflect the growing recognition by some politicians that felony disenfranchisement laws often excluded people from voting long after they served their sentences. Rooted in historical racism that restricted access to the ballot box, these laws are at odds with the idea that punishment should end after someone completes their sentence.

    But with these reforms comes a new challenge – ensuring that people who have the right to vote are aware that they can.

    Different states, different laws

    A popular assumption among the general public, and even among those convicted of felonies, is that they can’t vote for life.

    During our research, we conducted interviews and focus groups with 137 people, as well as text message conversations with over 1,800 people across five states (California, Michigan, Ohio, Pennsylvania and Texas). Delia, a 40-year-old Hispanic woman in Texas, explained: “It’s very confusing on purpose. The majority of people that I know, who get booked in and are going to jail, one of the biggest things is, you can’t ever vote again. Right. And so, that’s what I believed.”

    Laws on felony disenfranchisement vary by state]. In some instances, people with convictions can still vote while they are serving time in Maine, Vermont and Washington, D.C.

    Florida Gov. Ron DeSantis announced on Oct. 18, 2022, that the state’s new Office of Election Crimes and Security was in the process of arresting 20 individuals for voter fraud.

    According to the National Conference of State Legislatures, those convicted of felonies have their rights automatically restored in 23 states when released from prison. But in 10 other states, those convicted of certain felonies can lose rights indefinitely or require a governor’s pardon for voting rights to be restored.

    Making matters even more confusing is that state laws make different distinctions on who can and cannot vote. In some cases, the distinctions are based on whether the conviction was a felony or misdemeanor.

    Other states distinguish between the timing of the end of imprisonment, parole or probation – and whether all fines and fees have been paid.

    The Florida eligibility question

    In 2018, for example, Florida voters approved a ballot initiative that “restores the voting rights of Floridians with felony convictions after they complete all terms of their sentence including parole or probation.”

    Known as Amendment 4, the measure excluded people who committed murder or a felony sex offense.

    But before the measure went into effect, a legal dispute arose over the definition of what it meant to complete a sentence. In 2019, Florida’s Republican-controlled Legislature passed a law that required payment of outstanding fees and fines before a person convicted of a felony conviction could regain their voting rights.

    Though the American Civil Liberties Union challenged the constitutionality of the law in court, a federal appellate court backed the Republican lawmakers.

    As a result, an estimated 730,000 Floridians who have completed their sentences remain disenfranchised.

    Extending voting rights

    Over the past nearly 30 years, many states have moved to make it easier for those convicted of felonies to regain their voting rights, starting in 1997 in Texas, where lawmakers eliminated a two-year waiting period before a person convicted of a felony regained their right to vote.

    As a result, the number of people with felonies who had lost their right to vote dropped from a high of 6.1 million in 2016 to an estimated 4 million in this election, according to the Sentencing Project. During the U.S. presidential election in 2020, that number was 5.2 million.

    So far in 2024 alone, officials in three states have tinkered with their laws on voter eligibility requirements for people convicted of felonies.

    In Virginia, lawmakers approved on April 5 a new law that allows registered voters who are imprisoned while awaiting trial or have been convicted of a misdemeanor to vote by absentee ballot.

    A month later, in May, Oklahoma lawmakers clarified their existing laws by passing a measure that allows people convicted of felonies to vote under certain conditions, such as receiving a pardon or a reduction of their felony conviction to a lesser misdemeanor.

    Though passed by state lawmakers in April 2024, the Nebraska Supreme Court ruled on Oct. 16 that the new law could take effect. The law eliminates the two-year waiting period following the completion of a prison sentence before voting rights could be restored.

    Increasing voter turnout

    Numerous studies of those with felony convictions have shown that they believe the voting process is unclear and confusing.

    In our study of voting behavior of people with convictions, we interviewed Raymond, a 49-year-old Black man in Michigan. When asked about the process of registering to vote, he told us: “I ain’t going to say scary, but it was unfamiliar. It can be overwhelming for people who don’t want to do it. You don’t know where to go, you don’t know who to really vote for.”

    To get the word out to newly eligible voters, community organizations across the U.S. have launched grassroots operations to inform people with convictions of their voting rights and help guide them through the registration process.

    As part of that effort, community organizations such as Alliance for Safety and Justice and TimeDone are working with academic researchers to further understand how different methods of outreach can increase voter turnout among people with felony convictions.

    With many people newly eligible to vote in their first presidential election this year, I believe providing them with accurate information about voting and their state’s felony voting laws is critical to ensuring that the idea of a second chance includes the right to vote.

  • MIL-OSI Global: How Trump’s racist talk of immigrant ‘bad genes’ echoes some of the last century’s darkest ideas about eugenics

    Republican presidential nominee Donald Trump has repeatedly denounced immigrants who enter the U.S. illegally and the danger he says that poor immigrants of color pose for the U.S. – often using hateful language to make his point.

    In early October 2024, Trump took his comments a step further when he questioned immigrants’ faulty genes, saying without support that “Many of them murdered far more than one person, and they are now happily living in the United States. You know, now a murderer, I believe this, it’s in their genes. And we got a lot of bad genes in our country right now.”

    It was far from the first time Trump has invoked eugenics – a false, racist theory that some people, and even some races, are genetically superior to others.

    In 1988, for example, Trump told Oprah Winfrey during an interview: “You have to be born lucky in the sense that you have to have the right genes.”

    In 2016, Trump said that his German roots are the reason behind his greatness:

    “I always said that winning is somewhat, maybe, innate. Maybe it’s just something you have; you have the winning gene. Frankly it would be wonderful if you could develop it, but I’m not so sure you can. You know, I’m proud to have that German blood, there’s no question about it. Great stuff.”

    And in 2020, Trump again alluded to his belief that bloodlines convey excellence:

    “I had an uncle who went to MIT who is a top professor. Dr. John Trump. A genius. It’s in my blood. I’m smart.”

    Trump’s repeated and countless comments about white people’s racial superiority to people of color have prompted some comparisons to the Nazis and their ideology of racial superiority.

    The Nazis are indeed the most infamous believers of the false idea that white, blue-eyed, blonde-haired people were superior to others – and that the human population should be selectively managed to breed white people.

    But the Nazis didn’t originate these ideas. In fact, the Nazis were so impressed with many American eugenic ideas that they incorporated them into their racist, antisemitic laws.

    Root of eugenics

    The British scientist Francis Galton, a cousin of the evolutionist Charles Darwin, first developed the theory of eugenics in the 1860s, and it gained a foothold in the U.S. and Britain around this time.

    Eugenics sets racial identity, and especially white identity, as the most desirable and worthy.

    By the dawn of the early 1900s, much of the American eugenics scholarship looked down on American immigrants from any place other than Scandinavia, thus coining the term “Nordicism.”

    In the late 19th and early 20th century, immigration to the U.S. was at its peak. In 1890, 14.8% of people living in the U.S. were immigrants. Many people felt concerned about immigration in the U.S., and there were many prominent eugenicists in America. Two of the most famous were Madison Grant and Lothrop Stoddard.

    Both were avowed white supremacists who advocated for scientific racism. They wrote popular and widely read books that helped shape American and German law in the 1920s and 1930s.

    Grant, Stoddard and other theorists in the U.S. embraced eugenics as a way to justify racial segregation, restrict immigration, enforce sterilization and uphold other systemic inequalities.

    Stoddard attacked the United States’ immigration policies in his 1920 book, “The Rising Tide of Color: The Threat Against White World-Supremacy.” He wrote: “If the present drift is not changed, we whites are all ultimately doomed. … We now know that men are not, and never will be equal. We now know that environment and education can only develop what heredity brings.”

    Another prominent eugenicist was Harry H. Laughlin, an educator and superintendent of the Eugenics Record Office, a now-defunct research group that gathered biological and social information about the American population.

    Laughlin wrote an influential 1922 book, “Eugenical Sterilization in the United States,” which included a chapter on model sterilization laws. The Third Reich used his book and laws as a template when implementing them in Germany during the height of the Nazi period.

    Laughlin also regularly testified before U.S. Congress, with this 1922 testimony representative of his message to lawmakers: “Immigration is essentially and fundamentally a racial and biological problem. There are many factors to consider, but, from the standpoint of the future, immigration is primarily a long time national investment in human family stocks.”

    Eugenicists, including Laughlin, have long been specifically preoccupied with Norwegian genetics – believing that America is under attack when immigration occurs from non-Nordic countries.

    In November 1922, Laughlin said, “Some of our finest and most desirable immigrants are from Norway.”

    In 1924, Congress approved the Immigration Act, which severely limited immigration to the U.S., established quotas for immigrants based on nationality and barred immigrants from Asia.

    It was only following the end of World War II and the Holocaust that eugenics fell out of favor and lost its prominence in American thinking.

    Trump’s recycling of history

    Fears over foreign immigrants weakening the U.S. were popular a century ago, and Trump and many of his followers still embrace them today.

    Trump has promised that he will carry out mass deportations of immigrants living in the U.S. illegally, forcibly detaining immigrants in camps and removing 1 million people a year.

    In April 2024, Trump used dehumanizing language to express his apparent belief that immigrants are unworthy of empathy. “The Democrats say, ‘Please don’t call them animals. They’re humans.’ I said, ‘No, they’re not humans, they’re not humans, they’re animals.’”

    Trump has also promoted eugenicists’ obsession with Scandinavia and the superiority of white people.

    In 2018, Trump spoke about immigrants from Haiti, El Salvador and Africa, saying “Why are we having all these people from shithole countries come here?”

    In the same meeting, Trump also reportedly suggested that the U.S. should instead draw in more people from countries like Norway.

    In April 2024, Trump again embraced this idea of Scandinavian superiority, saying that he wants immigrants from “Nice countries. You know, like Denmark, Switzerland? Do we have any people coming in from Denmark? How about Switzerland? How about Norway?”

    A dangerous flash to the past

    A person running for president in 1924 would seem more likely than a candidate in 2024 to espouse this now-discredited point of view.

    President Calvin Coolidge ran for election on an “America First” platform in 1924, with the slogan only falling out of favor after groups like the Ku Klux Klan embraced it around the same time.

    The idea of America First, at the time, denoted American nationalism and exceptionalism – but also was linked to anti-immigration and fascist movements.

    When Coolidge signed the heavily restrictive 1924 Immigration Act into law he stated, “America must remain American.”

    One hundred years later, Trump calls to mind an America First mentality, including when he regularly reads the lyrics to a song called “The Snake” during his rallies as a way to explain the dangers of welcoming immigrants into the U.S. The civil rights activist Oscar Brown wrote this poem in 1963, and his family has said that Trump misinterprets the song’s words.

    ‘I saved you,’ cried that woman.

    ‘And you’ve bit me even, why’

    ‘You know your bite is poisonous and now I’m going to die.’

    ‘Oh shut up, silly woman,’ said the reptile with a grin,

    ‘You knew damn well I was a snake before you took me in.’

    I have written a book on this and I used many of my citations in Chapter 4 to help develop this piece though I reworded or reframed it.

    Cannabis legalization is on the ballot again this November.

    Voters in Florida, North Dakota and South Dakota will decide whether to allow adults 21 and up in their states to use cannabis recreationally.

    Voters in Nebraska will decide whether to allow medical access under a doctor’s care.

    Voters in Arkansas will see a question about medical access on their ballot, but the state supreme court ruled that the votes can’t be counted because the name and title of the measure were “misleading.”

    The results of these ballot measures obviously matter to residents of each state, but they also will be telling for the future of the cannabis legalization movement. That’s because these states are all so-called red states where Republicans dominate state politics. They are part of the legalization movement’s biggest obstacle – what I call the “red wall.”

    And because federal legalization is unlikely in the next few years, red wall states are now the front line of the fight over cannabis reform.

    A bipartisan coalition in the beginning

    Cannabis legalization hasn’t always been so partisan.

    In fact, bipartisanship has been key to the success of the contemporary legalization movement, which began in the 1990s.

    How do I know? Because I’ve been told as much by the people who made it happen.

    Since 2014, I’ve been researching cannabis legalization in the U.S.. I’ve been trying to understand the contemporary legalization movement’s success and what it means for the future of U.S. drug policy. As an anthropologist, my process is to go where the action is and talk to people with lived experience.

    And so I’ve been talking to people in Colorado. In 2012, it became one of the first two states to legalize recreational use of cannabis, also called “adult use.”

    Today, 48 states and Washington D.C. have approved cannabis for some kind of medical use, although 10 of those states have legalized only the limited use of oils containing low levels of THC, the active compound in cannabis. Adult use for anyone 21 and older is now allowed in 24 states and Washington.

    This is a dramatic change that is undoing decades of prohibition.

    Any political movement takes thousands of people to be successful, but it also takes leaders. In Colorado, attorney Brian Vicente and activist Mason Tvert played a pivotal role. With support from the Marijuana Policy Project, they spent most of the 2000s building the movement that made recreational legalization possible in Colorado.

    When I asked Vicente and Tvert how they made it happen, they emphasized the same thing: To be effective, they had to build a new kind of coalition. They had to appeal to people who had no personal interest in consuming cannabis.

    In Colorado, they made the case that marijuana should be regulated like alcohol, with tax money going to schools. The fact that Colorado allowed ballot initiatives was also key. It let activists take the issue directly to voters, bypassing opposition from the governor and other elected officials.

    The strategy worked.

    Liberals liked the social justice arguments. Conservatives liked that it enhanced individual liberty. And a broad cross section of voters liked that it would generate tax revenue and let the criminal justice system focus on more serious threats to public safety.

    These voters made for a powerful coalition. And for years, such coalitions helped legalization measures pass in blue states like Oregon and California, and in red states like Alaska and Montana.

    Hitting the red wall

    But since 2020, legalization has become more partisan.

    Of the 26 states where cannabis remains illegal for adult use, 20 are red states with a Republican trifecta, meaning that Republicans control both chambers of the state legislature and the governor’s office.

    Another four – Kansas, Wisconsin, Kentucky and North Carolina – have Republican-controlled state legislatures and Democratic governors.

    Pennsylvania is the only state in the nation where legislative control is split. Medical cannabis was legalized there in 2016, but recreational use is not allowed.

    And Hawaii is the lone blue state that has yet to legalize recreational cannabis. A slimmer majority of voters support it than in other blue states, and there are unique concerns such as the potential impact on the tourist economy.

    All told, 92% of the states where adult use is still illegal are dominated – if not completely controlled – by Republicans who are much less likely to support legalization than either Democrats or independents. This is true of both elected leaders and rank-and-file party members.

    What’s more, 16 of the 26 states that have not legalized adult use cannabis don’t have a ballot initiative process, so supporters can’t take the issue directly to voters. The states with measures on the ballot this November are part of the minority that do.

    Voters in states without ballot initiatives have no choice but to wait on their state legislatures to act. But most Republican-controlled legislatures have shown little interest in the issue, even when the majority of voters in the state support it – like in Iowa.

    Will the red wall hold this November?

    Based on polling and precedent, the red wall will likely hold during the 2024 election.

    In South Dakota, most voters oppose adult use legalization, so the measure is likely to fail for the third time.

    Voters in conservative North Dakota have also rejected adult use legalization twice before, which makes success this year unlikely. On the other hand, it has more support from Republican state legislators than in other states, and more voters are undecided on the issue.

    The medical measure in Nebraska is likely to pass, but its future is uncertain. It faces an ongoing legal challenge spurred in part by the state’s Attorney General Mike Hilgers who is a staunch opponent of cannabis legalization.

    And even if it survives legal challenge, that does not mean recreational legalization is around the corner. The most recent polling of Nebraskans shows lower support for recreational use than medical use, particularly among Republicans.

    Florida could go either way

    The wild card is Florida. It has already legalized medical cannabis, and supporters have been trying for years to get adult use on the ballot.

    Polling this summer showed a majority of Republicans supported it, but more recent polls show a slim majority now oppose the referendum.

    It still probably has the votes to pass, but it faces a few obstacles.

    First, it must pass with 60% of the vote.

    Second, it has divided party leaders, with the state’s two highest-profile Republicans, Donald Trump and Gov. Ron DeSantis, taking different positions on the issue. Trump says he’s voting yes, while DeSantis is a strong no.

    And third, it has drawn the ire of some legalization supporters for potentially giving disproportionate control of the market to a small group of large cannabis companies. The concern is that the amendment as written does not require the state to increase the number of licensed businesses. Only already-licensed businesses would be guaranteed the opportunity to expand into the recreational cannabis market.

    These same companies are the primary funders of the initiative, with Trulieve alone donating most of the more than US$90 million raised by the Yes campaign. The company already runs more than 150 medical dispensaries in Florida and is one of the largest cannabis companies in the U.S..

    Ironically, DeSantis’ No campaign has put concerns about corporate control at the center of its own messaging, creating a potential coalition between people who oppose adult use legalization under any circumstances and those who oppose it when there’s too much corporate control.

    Trulieve, for its part, has filed a defamation suit against the Republican Party of Florida over the claims.

    Where the movement goes from here

    Unless there are significant surprises this November, legalization supporters will need to find a new strategy to appeal to red state voters and legislators. They will need to take concerns over public health and safety seriously, address the persistence of racial disparities in cannabis arrests in legalization states, tackle the growing corporate influence within the movement, and respond to the moral critiques of people like former Alabama Senator and U.S. Attorney General Jeff Sessions who feel that, simply put, “good people don’t smoke marijuana.”

    Fancy, high-quality products such as Rolex watches and Red Wing boots often cost more to make but last longer. This is a principle that manufacturers and customers are familiar with. But while this also applies to biology, scientists rarely discuss it.

    Researchers have known for decades that the faster an animal grows, the shorter its lifespan, at least among mammals. This holds across species of different sizes. Ecophysiologists like me have been studying the trade-offs between allocating energy for growth or for maintenance, and how those trade-offs affect aging and lifespan.

    One explanation is that since animals have a limited amount of energy available, investing more energy in growth will reduce the energy they have left to maintain their health, therefore leading to faster aging.

    Another explanation is based on the observation that metabolism – all the physical and chemical processes that convert or use energy – fuels growth. Some researchers have suggested that fast growth is associated with high metabolism, in turn causing stress that speeds up aging.

    However, these two explanations may not capture the whole picture of the trade-off between growth and longevity. For example, certain species allocate a larger fraction of their energy to maintenance but don’t have better resistance to stress than species that allocate less energy to those processes. This finding indicates that the amount of energy allocated to maintenance may not be the only thing that determines its quality.

    Meanwhile, I found that this negative association still strongly holds even after accounting for metabolic rate. That means the higher metabolism associated with faster growth cannot completely explain faster aging. There had to be other missing links to consider.

    What have scientists overlooked? My recently published research suggests that the energy cost it takes to make biological materials, or the biosynthetic cost, also affects lifespan.

    Cost of making biomass

    It costs energy to make biological materials, or biomass, such as assembling individual amino acids into whole proteins. It also costs energy to check newly synthesized materials for errors, break down and rebuild materials with errors, and transport finished materials to where they need to be.

    To measure the energy investment in building biomass across species, I derived a mathematical relationship between biosynthetic cost and rates of growth and metabolism. I based my equation on the first principle of energy conservation, which states that energy is neither created nor destroyed, and data on the growth and metabolism rates of different mammals routinely measured by other researchers in the field.

    While researchers previously believed that the cost of synthesizing new biomass was the same across species, my analysis of data from 139 different animals found that there is a great difference in biosynthetic cost between species. For example, a naked mole rat has a biosynthetic cost that is over three times as that of a mouse with the same body mass. While the naked mole rat has a lifespan of 30 years, the mouse’s lifespan is only two to three years.

    My findings suggest that some species spend more energy than others to make one unit of biomass. This is perhaps partially due to living in a more dangerous environment. Animals that grow faster are more likely to reach reproductive maturity than animals that grow more slowly, but the price to pay is low-quality biomaterials.

    Biosynthetic cost and aging

    If everything else is kept the same, the more expensive growth is, the lower the growth rate will be. But how does this energy cost contribute to the aging process?

    I used what I call a cost-quality hypothesis to answer this question. At the cellular level, biosynthetic cost is in part determined by the cell’s tolerance for errors in making materials. Take proteins as an example. Research has repeatedly suggested that protein homeostasis – the collective processes that maintain protein level, structure and function – plays a key role in the aging process. In simple terms, the accumulation of proteins with errors leads to aging.

    Protein synthesis and folding is imperfect. Researchers have estimated that 20% to 30% of new proteins are rapidly degraded after they’re made due to errors. Different species have different degrees of error tolerance and protein quality control. For example, the mouse proteome has two- to tenfold higher levels of proteins with incorrect amino acids relative to the proteome of naked mole rats.

    Let’s consider two species, where one is picky about protein errors and the other not so much. The picky species will break down and remake a protein when it finds an error, constantly using protein quality control mechanisms to proofread, quickly unfold and refold, degrade or resynthesize proteins. Not only do these processes cost energy, they also slow down an animal’s overall biomass growth rate. A pickier species would spend more energy for a unit of net new biomass synthesized than a species with high tolerance, growing more slowly overall.

    On the other hand, a species with higher tolerance to errors would have a lower biosynthetic cost because it would just incorporate the faulty protein into their new biomass. Because this species can function with faulty proteins, it is more resistant to stress and therefore lives longer.

    Making things last

    An animal’s ability to maintain homeostasis not only depends on the amount of energy it allocates to maintenance but also on the quality of the tissue it produces. And the quality of that tissue is at least partially due to the energy it invests in making biomass.

    In other words, fancy stuff costs more to make but lasts longer.

    My hope is that these results could be used as a framework to investigate how differences in a person’s development and growth rate affect their health, risk for aging-related diseases and lifespan. It also opens a door to a new research area: Could we manipulate the mechanisms that determine the energetic cost of biosynthesis and slow aging?

  • MIL-OSI Global: Making a Snickers bar is a complex science − a candy engineer explains how to build the airy nougat and chewy caramel of this Halloween favorite

    It’s Halloween. You’ve just finished trick-or-treating and it’s time to assess the haul. You likely have a favorite, whether it’s chocolate bars, peanut butter cups, those gummy clusters with Nerds on them or something else.

    For some people, including me, one piece stands out – the Snickers bar, especially if it’s full-size. The combination of nougat, caramel and peanuts coated in milk chocolate makes Snickers a popular candy treat.

    As a food engineer studying candy and ice cream at the University of Wisconsin-Madison, I now look at candy in a whole different way than I did as a kid. Back then, it was all about shoveling it in as fast as I could.

    Now, as a scientist who has made a career studying and writing books about confections, I have a very different take on candy. I have no trouble sacrificing a piece for the microscope or the texture analyzer to better understand how all the components add up. I don’t work for, own stock in, or receive funding from Mars Wrigley, the company that makes Snickers bars. But in my work, I do study the different components that make up lots of popular candy bars. Snickers has many of the most common elements you’ll find in your Halloween candy.

    Let’s look at the elements of a Snickers bar as an example of candy science. As with almost everything, once you get into it, each component is more complex than you might think.

    Airy nougat

    Let’s start with the nougat. The nougat in a Snickers bar is a slightly aerated candy with small sugar crystals distributed throughout.

    One of the ingredients in the nougat is egg white, a protein that helps stabilize the air bubbles that provide a light texture. Often, nougats like this are made by whipping sugar and egg whites together. The egg whites coat the air bubbles created during whipping, which gives the nougat its aerated texture.

    A boiled sugar syrup is then slowly mixed into the egg white sugar mixture, after which a melted fat is added. Since fat can cause air bubbles to collapse, this step has to be done last and very carefully.

    The final ingredient added before cooling is powdered sugar to provide seeds for the sugar crystallization in the batch. The presence of small sugar crystals makes the nougat “short” – pull it apart between your fingers and it breaks cleanly with no stretch.

    Chewy caramel

    On top of the nougat layer is a band of chewy caramel. The chewiness of the caramel contrasts the nougat’s light, airy texture, which provides contrast to each bite.

    Caramel stands out from other candies as it contains a dairy ingredient, such as cream or evaporated milk. During cooking, the milk proteins react with some of the sugars in a complex series of reactions called Maillard browning, which imparts the brown color and caramelly flavor.

    Maillard browning starts with proteins and certain sugars. The end products of these reactions include melanoidins, which are brown coloring compounds, and a variety of flavors. The specific flavor molecules depend on the starting materials and the conditions, such as temperature and water content.

    Commercial caramel, like that in the Snickers bar, is cooked up to about 240-245 degrees Fahrenheit (115-118 degrees Celsius), to control the water content. Cook to too high a temperature and the caramel gets too hard, but if the cook temperature is too low, the caramel will flow right off the nougat. In a Snickers bar, the caramel needs to be slightly chewy so the peanuts stick to it.

    Chocolate coating

    To make chocolate, raw cocoa beans are harvested from cacao pods and then fermented for several days. After the fermented beans are dried, they are roasted to develop the chocolate flavor. As in caramel, the Maillard browning reaction is an important contributor to the flavor of chocolate.

    The milk chocolate coating on the Snickers bar happens through a process called enrobing. The naked bar, arranged on a wire mesh conveyor, passes through a curtain of tempered liquid chocolate, covering all sides with a thin layer. Tempering the chocolate coating makes it glossy and gives it a well-defined snap.

    The flow of the tempered chocolate needs to be controlled precisely to give a coating of the desired thickness without leading to tails at the bottom of the candy bar.

    The Snickers bar

    When done right, the result is a delicious Snickers bar, a popular Halloween – or anytime – candy.

    With about 15 million bars made each day, getting every detail just right requires a lot of scientific understanding and engineering precision.

  • MIL-OSI Global: Israel’s ban on UNRWA continues a pattern of politicizing Palestinian refugee aid – and puts millions of lives at risk

    The Israeli parliament’s vote on Oct. 28, 2024, to ban the United Nations agency that provides relief for Palestinian refugees is likely to affect millions of people – it also fits a pattern.

    Aid for refugees, particularly Palestinian refugees, has long been politicized, and the United Nations Relief and Works Agency for Palestine Refugees, or UNRWA, has been targeted throughout its 75-year history.

    This was evident earlier in the current Gaza conflict, when at least a dozen countries, including the U.S., suspended funding to the UNRWA, citing allegations made by Israel that 12 UNRWA employees participated in the attack by Hamas on Oct. 7, 2023. In August, the U.N. fired nine UNRWA employees for alleged involvement in the attack. An independent U.N. panel established a set of 50 recommendations to ensure UNRWA employees adhere to the principle of neutrality.

    The vote by the Knesset, Israel’s parliament, to ban the UNRWA goes a step further. It will, when it comes into effect, prevent the UNRWA from operating in Israel and will severely affect its ability to serve refugees in any of the occupied territories that Israel controls, including Gaza. This could have devastating consequences for livelihoods, health, the distribution of food aid and schooling for Palestinians. It would also damage the polio vaccination campaign that the UNRWA and its partner organizations have been carrying out in Gaza since September. Finally, the bill bans communication between Israeli officials and the UNRWA, which would end efforts by the agency to coordinate the movements of aid workers to prevent unintentional targeting by the Israel Defense Forces.

    Refugee aid, and humanitarian aid more generally, is theoretically meant to be neutral and impartial. But as experts in migration and international relations, we know funding is often used as a foreign policy tool, whereby allies are rewarded and enemies punished. In this context, we believe Israel’s banning of the UNRWA fits a wider pattern of the politicization of aid to refugees, particularly Palestinian refugees.

    What is the UNRWA?

    The UNRWA, short for United Nations Relief and Works Agency for Palestine Refugees in the Near East, was established two years after about 750,000 Palestinians were expelled or fled from their homes during the months leading up to the creation of the state of Israel in 1948 and the subsequent Arab-Israeli war.

    Prior to the UNRWA’s creation, international and local organizations, many of them religious, provided services to displaced Palestinians. But after surveying the extreme poverty and dire situation pervasive across refugee camps, the U.N. General Assembly, including all Arab states and Israel, voted to create the UNRWA in 1949.

    Since that time, the UNRWA has been the primary aid organization providing food, medical care, schooling and, in some cases, housing for the 6 million Palestinians living across its five fields: Jordan, Lebanon, Syria, as well as the areas that make up the occupied Palestinian territories: the West Bank and Gaza Strip.

    The mass displacement of Palestinians – known as the Nakba, or “catastrophe” – occurred prior to the 1951 Refugee Convention, which defined refugees as anyone with a well-founded fear of persecution owing to “events occurring in Europe before 1 January 1951.” Despite a 1967 protocol extending the definition worldwide, Palestinians are still excluded from the primary international system protecting refugees.

    While the UNRWA is responsible for providing services to Palestinian refugees, the United Nations also created the U.N. Conciliation Commission for Palestine in 1948 to seek a long-term political solution and “to facilitate the repatriation, resettlement and economic and social rehabilitation of the refugees and the payment of compensation.”

    As a result, UNRWA does not have a mandate to push for the traditional durable solutions available in other refugee situations. As it happened, the conciliation commission was active only for a few years and has since been sidelined in favor of the U.S.-brokered peace processes.

    Is the UNRWA political?

    The UNRWA has been subject to political headwinds since its inception and especially during periods of heightened tension between Palestinians and Israelis.

    While it is a U.N. organization and thus ostensibly apolitical, it has frequently been criticized by Palestinians, Israelis as well as donor countries, including the United States, for acting politically.

    The UNRWA performs statelike functions across its five fields, including education, health and infrastructure, but it is restricted in its mandate from performing political or security activities.

    Initial Palestinian objections to the UNRWA stemmed from the organization’s early focus on economic integration of refugees into host states.

    Although the UNRWA officially adhered to the U.N. General Assembly’s Resolution 194 that called for the return of Palestine refugees to their homes, U.N., U.K. and U.S. officials searched for means by which to resettle and integrate Palestinians into host states, viewing this as the favorable political solution to the Palestinian refugee situation and the broader Israeli-Palestinian conflict. In this sense, Palestinians perceived the UNRWA to be both highly political and actively working against their interests.

    In later decades, the UNRWA switched its primary focus from jobs to education at the urging of Palestinian refugees. But the UNRWA’s education materials were viewed by Israel as further feeding Palestinian militancy, and the Israeli government insisted on checking and approving all materials in Gaza and the West Bank, which it has occupied since 1967.

    While Israel has long been suspicious of the UNRWA’s role in refugee camps and in providing education, the organization’s operation, which is internationally funded, also saves Israel millions of dollars each year in services it would be obliged to deliver as the occupying power.

    Since the 1960s, the U.S. – the UNRWA’s primary donor – and other Western countries have repeatedly expressed their desire to use aid to prevent radicalization among refugees.

    In response to the increased presence of armed opposition groups, the U.S. attached a provision to its UNRWA aid in 1970, requiring that the “UNRWA take all possible measures to assure that no part of the United States contribution shall be used to furnish assistance to any refugee who is receiving military training as a member of the so-called Palestine Liberation Army (PLA) or any other guerrilla-type organization.”

    The UNRWA adheres to this requirement, even publishing an annual list of its employees so that host governments can vet them, but it also employs 30,000 individuals, the vast majority of whom are Palestinian.

    Questions over links of the UNRWA to any militancy has led to the rise of Israeli and international watch groups that document the social media activity of the organization’s large Palestinian staff.

    In 2018, the Trump administration paused its US$60 million contribution to the UNRWA. Trump claimed the pause would create political pressure for Palestinians to negotiate. President Joe Biden restarted U.S. contributions to the UNRWA in 2021.

    While other major donors restored funding to the UNRWA after the conclusion of the investigation in April, the U.S. has yet to do so.

    ‘An unmitigated disaster’

    Israel’s ban of the UNRWA will leave already starving Palestinians without a lifeline. U.N. Secretary General António Guterres said banning the UNRWA “would be a catastrophe in what is already an unmitigated disaster.” The foreign ministers of Canada, Australia, France, Germany, Japan, South Korea and the U.K. issued a joint statement arguing that the ban would have “devastating consequences on an already critical and rapidly deteriorating humanitarian situation, particularly in northern Gaza.”

    Reports have emerged of Israeli plans for private security contractors to take over aid distribution in Gaza through dystopian “gated communities,” which would in effect be internment camps. This would be a troubling move. In contrast to the UNRWA, private contractors have little experience delivering aid and are not dedicated to the humanitarian principles of neutrality, impartiality or independence.

    However, the Knesset’s explicit ban could, inadvertently, force the United States to suspend weapons transfers to Israel. U.S. law requires that it stop weapons transfers to any country that obstructs the delivery of U.S. humanitarian aid. And the U.S. pause on funding for the UNRWA was only meant to be temporary.

    The UNRWA is the main conduit for assistance into Gaza, and the Knesset’s ban makes explicit that the Israeli government is preventing aid delivery, making it harder for Washington to ignore.   • MIL-OSI USA: U.S. Geological Survey Grants More than $4.8M to States to Preserve Vital Geologic Data and to Support Infrastructure Development

    Of the $4.8 million to be awarded, $4.08 million comes from investments made by the Bipartisan Infrastructure Law. Every dollar awarded by the USGS is matched by state geological surveys, doubling the impact of the federal investment. This funding expands the capacity of the USGS NGGDPP to preserve physical samples (e.g., drill cores and geochemical samples) and earth-science assets, which are crucial for future scientific discovery, hazard mitigation, infrastructure development, critical mineral characterization, and climate resilience. 

    The U.S. relies heavily on critical minerals for uses ranging from smartphones and fertilizers to electric vehicles, defense and renewable energy. As supply chain vulnerabilities become a growing concern, interest in domestic resource potential has increased. Data and samples held by state geological surveys are key to identifying critical mineral potential, understanding groundwater resources and geologic hazards and supporting infrastructure projects.  

    Since 2007, the USGS NGGDPP has helped state geological surveys preserve data and samples through annual grants. This year’s funding includes more than $372,000 in appropriated funds from the USGS NGGDPP and an additional $328,000 from the USGS Earth Mapping Resources Initiative, on top of the $4.08 million from the Bipartisan Infrastructure Law. To support these preservation efforts, state geological surveys will contribute $4.8 million in matching funds. 

    The grants will preserve critical data by improving storage conditions for physical samples, advancing new technological methods to better characterize and use those samples, and driving the development of modern digital infrastructure that enhances public access to these important resources.

    Summary of Successes: Why This Matters 

    • Doubling the Impact: Every dollar awarded is matched by state geological surveys, effectively doubling the federal investment and magnifying its impact. 
    • Advancing Science: The program supports the preservation of crucial geological data and physical samples, enabling future scientific discoveries related to critical minerals, groundwater resources and geologic hazards. 
    • Critical Mineral Resources Support: In support of the USGS Earth Mapping Resources Initiative, the program facilitates the submission of up to 300 samples per state for geochemical analysis of existing geological materials with critical mineral potential. 
    • Infrastructure Development: Improvement in physical storage conditions preserves the long-term availability of samples and cores for new research without costly reacquisition (AR, AZ, IN, MO, MT, NE, NM, OH, WV). 
    • Data Modernization: Updating data formats and improving digital access to these resources ensures that scientists, policymakers and the public can leverage this valuable information efficiently. An example is well log digitization and conversion to industry standard formats for web access (FL, ID, IN).
