    The University of Connecticut celebrated its outstanding faculty, staff, students, and community partners at the annual Provost’s Awards Ceremony held this month. The event recognized exceptional contributions to UConn’s academic mission, innovative research, and community engagement, highlighting the remarkable impact these individuals and groups have made within the University and beyond.

    Provost Anne D’Alleva, who hosted the ceremony, opened the event by reflecting on the significance of honoring those who have made a lasting difference at UConn. “This evening, we celebrate the achievements of individuals whose dedication and innovation inspire us all. Their work enhances UConn’s reputation as a top public research institution, while also enriching the lives of our students, their fields of study, and the communities we serve.”

    Among the honorees were faculty who excelled in teaching, research, and service, as well as community partners whose collaborations with UConn have had a profound impact on local communities. The ceremony also highlighted students for their leadership and commitment to community engagement and staff members for their dedicated service in support of student success.

    The evening featured special recognitions, including the Alumni Faculty Excellence Award, Provost’s Outstanding Service Award, and the Provost’s Award for Excellence in Community Engaged Scholarship, which acknowledges outstanding contributions to addressing critical community issues through collaborative efforts. The ceremony concluded with a celebration of the Board of Trustees Distinguished Professor awardees, UConn’s highest faculty honor, including Dr. Nora Berrah, Dr. Ki H. Chon, and Dr. Crystal L. Park, whose pioneering work in their respective fields has brought distinction to UConn.

  • MIL-OSI Russia: Union of Knowledge. The visit of the Polytechnic delegation to Armenia became a new stage of cooperation

    On October 24, a delegation from SPbPU headed by the rector of the university, academician of the Russian Academy of Sciences Andrey Rudskoy visited the Republic of Armenia. The key moments were meetings at the National Academy of Sciences of the Republic of Armenia and the Russian-Armenian University.

    The delegation of the Polytechnic University visited the National Academy of Sciences of the Republic of Armenia (NAS RA). The history of scientific and educational cooperation between Armenia and St. Petersburg goes back several centuries.

    Today we see the successful development of cooperation between scientific organizations and scientists of the Republic of Armenia and the Russian Federation. Your visit is another step in strengthening joint work. We already have experience of working together in various fields of science, and today we will consolidate our partnership with an agreement that will supplement the previously signed document on scientific and technical cooperation, – President of the NAS RA Ashot Sagyan greeted his colleagues.

    Continuing the traditions of such interaction, SPbB RAS and NAS RA, as well as SPbPU and NAS RA signed an agreement on scientific and technical cooperation. It covers a wide range of areas, including natural, mathematical and technical sciences, as well as life sciences.

    The St. Petersburg Branch of the Russian Academy of Sciences is actively developing international cooperation, which is one of the key areas of our activities. This year, the agreements of the SPbB RAS and SPbPU with the National Academy of Sciences of the Republic of Armenia will be an important step towards strengthening scientific ties with Armenia, with which we are united by a long history of cooperation and common scientific interests, Andrey Rudskoy emphasized.

    Particular attention will be paid to agrobiotechnology and agricultural sciences, astrophysics, physical and chemical research. Joint projects in social, humanitarian and applied sciences are also planned, which will contribute to strengthening scientific ties and technological development between the countries.

    The agreements signed today are intended to make a significant contribution to expanding the interaction between the academic and university communities and will allow our scientists to jointly solve complex problems and adapt the accumulated potential to new realities, noted Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Armenia Sergey Kopyrkin.

    During the visit, representatives of SPbPU visited the Russian-Armenian University (RAU), with which the university has had long-standing friendly and partnership relations.

    Since signing a strategic partnership agreement in 2014, RAU and SPbPU have been actively developing joint initiatives in the fields of education, science and youth programs. Over these ten years, the universities have organized numerous joint research projects, conferences and educational projects that facilitated the exchange of experience and knowledge between students and teachers.

    It should be emphasized that the activities envisaged by the comprehensive “Roadmap” of cooperation between SPbPU and RAU cover a wide range of activities and many areas of interest to both educational institutions. Within the framework of this strategic partnership, projects are being implemented in such key areas as physics, telecommunications, biomedicine, bioinformatics, economics, PR and linguistics. Particular attention is paid to the introduction of advanced methods and educational practices into the RAU curriculum.

    For these reasons, the Polytechnic delegation in Yerevan was quite impressive: SPbPU Rector Andrey Rudskoy, Vice-Rector for International Affairs Dmitry Arsenyev, Professor of the Institute of Biomedical Systems and Biotechnology Olga Vlasova, Head of the Project Office “Slavic Universities” and Deputy Head of the International Cooperation Department Nikita Golovin, Director of the Center for Continuing Professional Education PISh CI and Program Director of “Boiling Point – Polytechnic” Sergey Salkutsan, as well as a number of other leading SPbPU experts.

    The program of the visit began with a tour of the campus of the Russian-Armenian University. The rector of SPbPU got acquainted with the scientific and educational laboratories of the Institute of Biomedicine and Pharmacy, the Engineering Physics Institute, the Cast laboratory of the Institute of Mathematics and Informatics, as well as modern socially-oriented spaces.

    RAU is a shining example of how science and education can be effectively combined, creating conditions for training highly qualified specialists who are in demand on the labor market, shared Andrey Rudskoy.

    Andrey Rudskoy paid special attention to the project to create a “green campus”, which includes the generation of electricity using solar panels placed on the university’s territory.

    This is not just a step towards environmental sustainability, but also an opportunity for RAU to become energy independent and even share excess energy with external consumers, Andrey Ivanovich emphasized.

    One of the most striking joint events, the results of which can already be observed, is the methodological support for the creation of the youth space “Boiling Point” at RAU. The two universities actively developed the concept of this space, formulating tasks for the RAU development team. The logical conclusion of the year’s work was the grand opening of the Representative Office of “Boiling Point – Polytech” at RAU on October 24.

    The opening of the youth space “Boiling Point” at RAU is not just the end of our joint work, but the beginning of a new era for students, where their ideas and aspirations will find support and development. We are proud to see how our efforts are becoming a reality, and we are confident that this space will become a source of inspiration for future leaders, – Andrey Rudskoy spoke at the opening ceremony.

    After the excursion, a meeting was held with the management of RAU and the heads of RAU research groups implementing joint projects with SPbPU. The participants presented the results of current initiatives: four network educational programs were developed and implemented, participation in dissertation councils was organized, and more than forty joint scientific papers were published.

    We are watching the progress of your university and can say that, despite all the difficulties, RAU continues to move forward. Each new project, each event is a step towards the campus becoming not only a cozy home for students, but also a place where ideas are born that can change the world. We must join forces to develop this university together, which already today meets world standards, – noted Andrey Rudskoy.

    Scientific conferences on current topics are held annually, and professors from both universities participate in the mutual program “Invited Professor”. Colleagues also discussed tasks for the near future.

    Cooperation between our universities is not just an exchange of experience, it is an opportunity to create something new and significant for our society, Andrey Ivanovich is confident.

    At the meeting, SPbPU Rector Andrey Rudskoy and RAU Rector Edward Sandoyan signed an updated agreement on strategic partnership between SPbPU and RAU, as well as a Roadmap for the implementation of joint events between SPbPU and RAU aimed at supporting youth initiatives and developing student communities.

    Over the past two years, there has been a significant influx of students. Despite the difficulties, we continue to develop. In order to move forward, we need to adapt to new conditions and change our expectations, said Edward Sandoyan.

    We were pleased to renew the strategic partnership agreement that was signed on September 11, 2014. We cannot lose historical memory. The second document signed is a roadmap for the implementation of joint events to support youth initiatives. We have created a cozy corner for our youth, and despite the modest conditions, it has become a beautiful and warm place. In the future, we have the opportunity to expand and hold events, – Andrey Rudskoy summed up.

    In anticipation of the visit of the SPbPU delegation headed by Andrey Rudskoy, leading professors and experts of St. Petersburg held a number of events aimed at developing student communities at RAU. Deputy Director of the Center for Continuing Professional Education “Digital Engineering” of the Advanced Engineering School of SPbPU Pavel Kozlovsky, Deputy Head of the Youth Policy Department of SPbPU Georgy Kvekveskiri, Director of the Center for Continuing Professional Education of the PISh CI and Program Director of “Boiling Point – Polytech” Sergey Salkutsan held an accelerator, which was attended by more than 20 representatives of the RAU Student Council and such RAU associations as a large experimental workshop, an intellectual club, and a sports community.

    The accelerator participants considered the issues of creating and developing student communities, their positioning, forming a working internal structure, attracting and adapting new participants, as well as the topic of continuity of the community’s asset. Georgy Kvekveskiri made a report on the activities of the Youth Policy Department (YPD) of SPbPU, which managed to build an adaptive model of working with student communities at the university.

    The last day of the accelerator was dedicated to forming the image of communities for three years and creating a work program until the end of 2025 (the “Roadmap”, which was signed by the rectors of the two universities). The community accelerator was the first event within the framework of the activities of the new youth space – the Representative Office of “Boiling Point – Polytech” at RAU.

    The head of the training simulators department of the Center for Continuing Professional Education of the Advanced Engineering School “Digital Engineering” Vladislav Tereshchenko held training events and competitions for RAU students on the “Lean Manufacturing” simulator, which is part of CML-Bench platforms.I’m on my way. The event was attended by 1st and 3rd year students majoring in Economics. Three winners received the right to speak at the Winter University in Engineering Sciences at SPbPU in November of this year.

    The guys really liked the game. We plan to implement it in the educational process in several disciplines. It seems to me that the game allows us to objectively assess the degree of economic thinking in the guys, to check all the skills and competencies of students majoring in economics. I also really liked this simulator. I would gladly play it myself, – shared Mariam Voskanyan, Head of the Department of Economics and Finance of the Institute of Economics and Business of the Russian Agrarian University.

    Leading specialists from SPbPU organized lectures and seminars at RAU on physics, telecommunication technologies and biomedical systems. Director of the Higher School of Biomedical Systems and Technologies Olga Vlasova held a seminar on “Optogenetic (chemogenetic) modulation of metabotropic receptors of astrocytes restores cognitive functions in mice with a model of Alzheimer’s disease”. Head of the Laboratory of Microencapsulation and Controlled Delivery of Biologically Active Compounds Alexander Timin presented a seminar on the development of antitumor drugs in encapsulated and free form based on small molecules for the treatment of malignant neoplasms. Professor of the Higher School of Applied Physics and Space Technologies Sergey Makarov told Armenian students about spectrally effective signals.

    The joint work of SPbPU and RAU continues to bring tangible results, strengthening educational and scientific ties between the two universities and making a significant contribution to the development of higher education in Russia and Armenia.

    Discovery of regenerative process could aid in treating human gastrointestinal diseases

    Humans aren’t capable of regrowing limbs like some salamanders or full organs like some snails and zebrafish, but we do renew some of our cells, including the absorptive lining of our intestines. In contrast to the relatively minor turnover of cells seen in human intestines, some snakes, including boas and pythons, undergo extensive regenerative transformation of their intestine upon feeding. New research supported by the U.S. National Science Foundation has found that the method these snakes use to renew their guts, while different from the process humans use for regular cell renewal, is similar to mechanisms observed in mammalian wound healing and to how human intestines respond to a particular form of gastric bypass. This discovery increases researchers’ understanding of intestinal physiology and could have applications in treating metabolic and gastrointestinal disorders like diabetes and celiac disease, and possibly even cancer.

    Humans regularly renew intestinal cells by activating stem cells found in microscopic caverns in the intestinal wall known as intestinal crypts. Boas and pythons don’t have these crypts but regenerate their intestines after feeding in one of the most extreme examples of intestinal regeneration found in the animal kingdom — from shrunken and nearly non-functioning to double the size and with a rebuilt structure capable of digesting and absorbing their meal. The new research solved key elements of the mystery of how these snakes accomplished this feat, finding that it involves the unique coordination of pathways also present in humans. It also involves many of the signaling pathways observed in humans after a Roux-en-Y gastric bypass procedure, which is used to aid in weight loss and treat type 2 diabetes.

    “By determining the mechanisms that control this fascinating phenomenon in snakes, we can now work to understand the role those mechanisms play in modulating human intestinal regenerative capacity, metabolic reprogramming and responses to Roux-en-Y gastric bypass, which may direct future targeting of drugs to manipulate these responses,” said Todd Castoe, corresponding author and a professor at The University of Texas at Arlington. “This could eventually provide treatments for the millions of people living with diabetes and celiac, Crohn’s disease, colitis and other gastrointestinal diseases, and may also provide new perspectives for treatment of gastrointestinal cancers.”

  • MIL-OSI USA: Supporting women in ocean sciences

    The U.S. National Science Foundation, in collaboration with Every Page Foundation (EPF), is excited to announce 22 women science leaders as the 2024 NSF-EPF Ocean Decade Champions. 

    Each champion is associated with a project funded by the NSF Coastlines and People (NSF CoPe) program and receives a monetary award to support leadership activities, networking opportunities, technical and communications training and cross-disciplinary and intercultural scientific endeavors. 

    NSF CoPe is endorsed by the United Nations Decade of Ocean Science for Sustainable Development, also known as the Ocean Decade, which aims to promote ocean health and ensure any development efforts are sustainable and informed by science. The initiative’s 10 Decade Challenges include a fair representation of women and other underrepresented groups in ocean science and decision-making.  

    The champions contribute to CoPe projects focused on coastline and community research that integrates natural and social processes and creates new or adapts existing technologies to bolster coastal resilience. The champions excel in their research and prioritize mentoring others and positively impacting society.  

    NSF and EPF, along with support from Panorama Global, contributed over half a million dollars to support the careers of these leading women. Each awardee received support ranging from $20,000 to $50,000.

  • MIL-OSI USA: Lead pollution in a remote Tibetan glacier reveals far-reaching human activities

    The Tibetan Plateau’s glaciers are among the world’s most remote and untouched places. Researchers say these ice fields provide water for millions of people and play a vital environmental role.

    Now, geoscientists funded by the U.S. National Science Foundation have tracked pollution in the form of lead in the glaciers. The findings are reported in the journal Nature Communications Earth and Environment.

    The Tibetan Plateau is often called the “Roof of the World.” It’s the highest and largest plateau on Earth. In a study of the Guliya Ice Cap there, Franco Marcantonio of Texas A&M University and his colleagues discovered that significant lead pollution of the ice cap began in 1974, with the highest levels between 2000 and 2007.

    The team measured lead isotopes in samples dating to 36,000 years ago. The ice serves as a historical record, giving scientists a way of comparing levels of modern lead contamination to those of pre-industrial times.

    “Even though Pb [lead] has been used by ancient civilizations for millennia, it was not until the Industrial Revolution and later, when leaded gasoline was introduced … in the 1920s, that the emission of Pb from human activities skyrocketed,” state the scientists in their paper. “By the 1980s, emissions surpassed their natural and pre-industrial contribution by about two orders of magnitude.”

    The Tibetan Plateau “is considered to be a pristine place due to the very low industrial activity in the region,” write the researchers. Nonetheless, lead found its way there, and its history of human use was captured in the Guliya Ice Cap.

    “This study advances our understanding of the breadth and timing of environmental impacts from human activities,” says Margaret Fraiser, a program director in the NSF Division of Earth Sciences.

    In fiscal year 2023, NASA investments supported 66,208 jobs in the state of California, generated $18.5 billion in economic output and $1 billion in tax revenue to the state’s economy.
    Overall, NASA generated an estimated $9.5 billion in federal, state, and local taxes throughout the United States.
    NASA’s Armstrong Flight Research Center in Edwards, California is one of three NASA centers in the state that contributes to this economic achievement. The center supports critical research in sustainable flight, air mobility, and airborne science, reinforcing the region as a hub of aerospace innovation.
    Most notably, NASA Armstrong plays a unique role in the Quesst mission and X-59 project, aimed at reducing the sonic booms into quieter “sonic thumps,” to change regulations impeding supersonic flight over land. Additionally, maturing key airframe technologies with the X-66 aircraft in the Sustainable Flight Demonstrator project which may influence the next generation single-aisle seat class airliner. The Center also supports the research of electric air taxis and drones to operate safely in the national airspace as well as supporting science aircraft for NASA’s Earth Science Mission.
    NASA’s Moon to Mars campaign generated 16,129 jobs and $4.7 billion in economic output in California. Collaborations with contractors like Boeing and Lockheed Martin further extended these benefits by creating thousands of high-skilled jobs in the Antelope Valley and across the state.
    NASA also fosters partnerships with educational institutions across the state, investing $39.5 million in universities to cultivate the next generation of aerospace innovators. These investments bring STEM opportunities to local communities and prepare students for careers in cutting-edge industries – adding to the agency’s most valuable asset, its workforce.

  • MIL-OSI USA: NASA Funds Open-Source Software Underpinning Scientific Innovation

    NASA has awarded $15.6 million in grant funding to 15 projects supporting the maintenance of open-source tools, frameworks, and libraries used by the NASA science community, for the benefit of all.
    The agency’s Open-Source Tools, Frameworks, and Libraries awards provide support for the sustainable development of tools freely available to everyone and critical for the goals of the agency’s Science Mission Directorate.
    “We received almost twice the number of proposals this year than we had in the previous call,” said Steve Crawford, program executive, Open Science implementation, Office of the Chief Science Data Officer, NASA Headquarters in Washington. “The NASA science community’s excitement for this program demonstrates the need for sustained support and maintenance of open-source software. These projects are integral to our missions, critical to our data infrastructure, underpin machine learning and data science tools, and are used by our researchers, every day, to advance science that protects our planet and broadens our understanding of the universe.”
    This award program is one of several cross-divisional opportunities at NASA focused on advancing open science practices. The grants are funded by NASA’s Office of the Chief Science Data Officer through the agency’s Research Opportunities for Space and Earth Science. The solicitation sought proposals through two types of awards:

    Foundational awards: cooperative agreements for up to five years for open-source tools, frameworks, and libraries that have a significant impact on two or more divisions of the Science Mission Directorate.

  • MIL-OSI USA: Transformative Scholarship Awarded to FNP Nursing Students

    During the fall 2024 semester, two final year Family Nurse Practitioner (FNP) students in the School of Nursing received funds from the CVS Health Caring Hearts Student Scholarship Program to help further their education thanks to Dr. Annette Jakubišin Konicki. At $10,000 each, this scholarship was awarded to Melody Len LoPreiato ’25 (NUR) and John Sklepinski ’25 (NUR), who are both pursuing an MS in Nursing with a concentration in family practice.   

    Today’s family nurse practitioners (FNPs) provide comprehensive patient-focused primary and acute care to individuals across the lifespan — from infants to the elderly. Their focus includes delivering preventive health care services for both acute and chronic conditions, requiring them to diagnose and treat illnesses, perform routine checkups, oversee health-risk assessments, and offer counseling services.

    FNPs generally work in practices that focus on women’s health, family practice, pediatrics, and internal medicine. Often FNPs are found in outpatient settings like independent practice clinics, women’s health centers, and community health clinics. 

    The Family Nurse Practitioner (FNP) online Master of Science (MS) and Doctor of Nursing Practice (DNP) program at UConn prepares advanced practice nurses to assess, diagnose, monitor, treat, and coordinate the care of individuals across the lifespan and across primary and acute illnesses. 

    The program is designed for licensed registered nurses who currently hold a bachelor’s degree in nursing and aspire to become advanced practice nurses.

  • MIL-OSI: Rudy R. Miller Instrument Safety Currency Program (ISCP) Embry-Riddle Aeronautical University, College of Aviation, Prescott Campus

    SCOTTSDALE, Ariz., Oct. 24, 2024 (GLOBE NEWSWIRE) —  The Rudy R. Miller Instrument Safety Currency Program (ISCP) at Embry-Riddle Aeronautical University, College of Aviation, Prescott Campus, was created and funded by Mr. Miller in 2023, with students receiving simulator time starting in Spring 2024. The ISCP was created to build a curriculum that was compliant with federal regulations for instrument currency. Embry-Riddle’s training experts completed that curriculum which was then reviewed and validated by Embry-Riddle’s Chief Instructor, Ryan Albrecht. Once the process was completed and approved, the curriculum was uploaded into the flight systems for logging and tracking of activity.

    Embry-Riddle Aeronautical University, in coordination with the Prescott’s College of Aviation’s Flight Department and Flight Director, Parker Northrup, oversees the administration of the ISCP fund. This program supports flight students in their junior year flight course to maintain the skills they learned in their instrument rating course where focus is spent on learning commercial performance maneuvers and often allows instrument skills to degrade. The ISCP provides simulator time to update the instrument currency as required by Federal Aviation Regulations.

    WASHINGTON, D.C. – Today, U.S. Senator Tammy Baldwin (D-WI) introduced a Senate Resolution designating October 23, 2024 as “National Marine Sanctuary Day.” The resolution highlights the role of national marine sanctuaries in increasing access to nature, protecting biodiversity, and boosting economic activity for coastal communities.

    Senator Baldwin has fought to support national marine sanctuaries, successfully leading the charge to bring a National Marine Sanctuary to Wisconsin in 2021. In October 2013, Senator Baldwin urged the National Oceanic and Atmospheric Administration (NOAA) to re-open the public nomination process for marine sanctuaries for the first time in 20 years. After the Administration announced in June 2014 that Americans would be given the opportunity to nominate nationally significant marine and Great Lakes areas as national marine sanctuaries, Wisconsin’s Lake Michigan proposal was submitted and Senator Baldwin called on NOAA to support their efforts. The Wisconsin Shipwreck Coast National Marine Sanctuary was officially designated in 2021.

    Whereas the National Marine Sanctuary Foundation and its partners work to protect and nurture the growth of the National Marine Sanctuary System;

    Whereas national marine sanctuaries increase access to nature for all, support coastal communities, and generate billions of dollars annually in local communities by providing jobs in the United States, supporting commercial, Tribal, and recreational fisheries, bolstering tourism and recreation, engaging businesses in stewardship, and driving the growth of the blue economy;

    Whereas national marine sanctuaries connect people and communities through science, education, United States history, recreation, and stewardship and inspire community-based solutions that help individuals understand and protect the spectacular underwater habitats, wildlife, archaeological resources, and cultural seascapes of the United States;

    Whereas national marine sanctuaries are living laboratories that enable cooperative science and research that improves resource management and advances innovative public-private partnerships;

    Whereas national marine sanctuaries can help make oceans, coasts, and Great Lakes more resilient by protecting ecosystems that sequester carbon, by safeguarding coastal communities from flooding and storms, and by protecting biodiversity;

    Whereas the United States is a historic maritime Nation, and oceans, coasts, and Great Lakes are central to the way of life of the people of the United States;

    Whereas engaging communities as stewards of these protected waters makes national marine sanctuaries unique and provides a comprehensive, ecosystem-based, highly participatory approach to managing and conserving marine and Great Lakes environments for current and future generations; and

    Whereas October 23, 2024, is recognized as “National Marine Sanctuary Day” to increase awareness about the importance of the National Marine Sanctuary System and healthy oceans, coasts, and Great Lakes and to celebrate the many recreational opportunities available for the enjoyment of this network of protected waters: Now, therefore, be it

    Resolved, That the Senate—

    (1) designates October 23, 2024, as “National Marine Sanctuary Day”;

    (2) encourages the people of the United States and the world to responsibly visit, experience, recreate in, and support the treasured national marine sanctuaries of the United States;

    (3) acknowledges the importance of national marine sanctuaries in supporting community resilience, protecting biodiversity, and increasing access to nature;

    (4) recognizes the importance of national marine sanctuaries for their recreational opportunities and contributions to local and national economies across the United States;

    (5) celebrates the ability of the National Marine Sanctuary System to protect nationally significant places in oceans, coasts, and Great Lakes;

    (6) calls on the National Oceanic and Atmospheric Administration to partner with communities and to complete designations of new national marine sanctuaries; and

    (7) encourages Federal agencies to balance priorities and work together to support the priorities of the Marine Protection, Research, and Sanctuaries Act of 1972 (33 U.S.C. 1401 et seq.).

    Media are invited to attend the 2024 von Braun Space Exploration Symposium Monday Oct. 28 to Wednesday, Oct. 30 at the University of Alabama in Huntsville.
    Organized by the American Astronautical Society in collaboration with NASA’s Marshall Space Flight Center in Huntsville, the annual symposium gathers leaders from across government, industry, policy, and academia to discuss the current landscape of space exploration and chart a path forward amid the challenges that lie ahead.
    The theme of this year’s event is “Expanding Exploration: From Vision to Reality,” focusing on NASA’s and Marshall’s plans for the future and the broader discourse about exploration and discovery, technology, the workforce, and other elements of the space ecosystem.
    Media members interested should register with the astronautical society as a media representative under these guidelines for in-person or online attendance.
    Marshall Center Director Joseph Pelfrey will deliver opening remarks on Oct. 28, followed by panels on Artemis, artificial intelligence, and workforce development. NASA Deputy Associate Administrator Casey Swails will deliver a keynote address to close out the first day.
    Panels on, Oct. 29, will focus on space nuclear propulsion, science, and lunar logistics and mobility. Col. Eric Zarybnisky, Office of Space Launch director at the National Reconnaissance Office, will provide the luncheon keynote.
    The third and final day of the symposium Oct. 30, will include discussions on nuclear propulsion, space technology, and human exploration beyond low-Earth orbit. NASA Associate Administrator Jim Free and Wayne Hale, who retired in 2010 as the deputy associate administrator of strategic partnerships at NASA Headquarters in Washington, will lead a discussion and present awards at the closing luncheon.

    The U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) bioenergy research empowers the decarbonization of our nation’s industrial and transportation sectors and a circular bioeconomy through development and deployment of sustainable fuel, chemical, and polymer technologies.

    NREL researchers have been uncovering secrets about interesting methods and technologies such as biodegradable plastics, phosphorus-eating algae for resource recovery, sustainable aviation fuel (SAF), and converting carbon dioxide (CO2) to value-added chemicals.

    With National Bioenergy Day 2024 upon us, NREL reflects on some of the team’s scientific discoveries over the past year that have helped strengthen the bioeconomy.

    Bioenergy Research Highlights From Fiscal Year 2024

    Building Bridges Through Relationships and Photosynthesis Research

    How do you bring together long-time research friends and help develop STEM collaboration with historically marginalized institutions and a DOE national laboratory all in a way that ignites passions and furthers bioenergy research? Through the DOE Office of Science Visiting Faculty Program (VFP) of course! Check out how the VFP brought together old friends and new, while mentoring a new generation of STEM students to understand the energy-generating mysteries of blue-green algae.

    Advancing Methods for Recyclable, Plant-Based Wind Turbine Blades

    Researchers at NREL see a realistic path forward to the manufacture of wind turbine blades derived from renewable biomass. The chemical recycling process allows the components of the blades to be recaptured and reused again and again, allowing the remanufacture of the same product. This method has the potential to end the current practice of old blades winding up in landfills at the end of their useful life.

    Tools To Investigate How Organisms Control Energy at the Electron-Level

    In NREL’s Advanced Spin Resonance Facility there is a special technical capability called electron paramagnetic resonance spectroscopy that provides insight into the most basic energy carrier and unit, the electron. Demystifying the fundamental processes of how organisms control energy at the level of electrons is key to advancing the applied research and development of systems for generating sustainable low-carbon fuels, chemicals, and electricity.

    New Device Architecture Enables Streamlined Production of Formic Acid From CO₂ Using Renewable Electricity

    Formic acid is a potential intermediate chemical with many applications, especially as a raw material for the chemical or biomanufacturing industries and potential input for biological upgrading into SAF. A research team led by NREL developed a conversion pathway to produce formic acid from CO2 with high energy efficiency and durability while using renewable electricity. Analysis confirmed that this pathway is economically viable at scale and with use of commercially available components.

    NREL Biomass Refining Technology a Cornerstone of SAFFiRE Renewables Biofuel Pilot Plant

    SAFFiRE Renewables LLC broke ground in August 2024 on its biofuel pilot plant in Kansas to turn agriculture residue into a scalable biofuel business. The company has licensed an NREL technology that uses an alkaline bath and mechanical shredder to prepare corn stover for ethanol fermentation—essential steps for accessing the energy-dense sugars locked inside. The new plant will not only help DOE with its SAF goals, but using lignocellulosic corn leaves, stalks, and cobs can also reduce greenhouse gas emissions by 88% to 108% on a life-cycle basis compared to conventional jet fuel.  

    WaterPACT Project To Quantify and Reduce Plastic Waste in U.S. Rivers

    With more than a million tons of plastic debris entering ocean-bound rivers, creeks, and sewer drains every year, it is essential to intercept this waste before it enters the ecosystems, communities, and ocean. To help solve this problem, the NREL-led Waterborne Plastics Assessment and Collection Technologies (WaterPACT) project is on a mission to develop renewable-energy-powered technologies that detect, quantify, and collect plastic from U.S. waterways.

    The North Face Taps NREL-Led BOTTLE Consortium To Scale Biodegradable Polyester Alternative

    Polyester-based clothing sheds and disperses tiny microplastic fibers throughout homes, soils, and waterways, taking centuries to degrade. One potential solution is replacing today’s petroleum-derived polyester with a nontoxic, biodegradable alternative made from polyhydroxyalkanoates (PHAs). A team of BOTTLE consortium scientists from NREL and Colorado State University have developed a portfolio of PHAs that behave like conventional polyester but are biobased, biodegradable, and easier to recycle. In conjunction with The North Face, the BOTTLE team is scaling the process to produce several pounds of PHA fiber, which The North Face will test and evaluate for use in its product lines.

    $15 Million Multilaboratory Effort To Advance Commercialization of CO2 Removal

    Carbon dioxide removal technologies have potential to help mitigate climate change by addressing existing carbon emissions and removing them from the atmosphere. To achieve this goal, scientists must first establish robust scientific frameworks and methodologies to account for these efforts—giving governments and private buyers a unified approach to tracking the climate impacts of their investments. In support of this, DOE tapped NREL to support a new $15 million research effort to improve the measurement, reporting, and verification of CO2 removal technologies.

    On the Ground in Colorado, NREL Is Simulating SAF Combustion During Flight

    Public and private investments are helping accelerate production and use of SAF, an energy-dense, renewable fuel seen as essential for decarbonizing flight. Adopting SAF means proving the fuel is as safe and reliable as current fuels while being fully compatible with existing jet engines. NREL has developed computer simulations to predict how SAF performs during flight and provide insights on how to maximize its safety and performance. These simulated SAF combustion tests could determine if new fuels meet requirements before industry invests millions of dollars to produce large volumes for ASTM engine tests.

    NREL Researchers Produce First Macromolecular Model of Plant Secondary Cell Wall

    Lignocellulosic biomass has potential as a feedstock for low-carbon biobased fuels and chemicals. However, this biomass type is difficult to break down during the conversion process due to three layers of biopolymers. NREL scientists quantitatively defined the relative positioning and structure of the three biopolymer layers in Populus wood using solid-state nuclear magnetic resonance and molecular modeling. Having a computer model of the interplay of these three biopolymers will help design more efficient deconstruction approaches to convert renewable lignocellulosic biomass into better biobased materials.

    NREL Research Quantifies Losses From Cardboard, Paper Waste

    Of the estimated 110 million metric tons of paper and cardboard waste tossed out across the United States in 2019, approximately 56% was landfilled and 38% was recycled. This category of waste includes everything from newspapers and magazines to books and napkins, from junk mail and photographs to pizza boxes and milk cartons. New research from NREL showed that the estimated value for recovered postconsumer paper and carboard from landfills is $4 billion. Understanding this value can guide policymakers toward sustainable waste management practices and help researchers study the impact of implementing new waste-management technologies.

    Newly Identified Algal Strains Rich in Phosphorous Could Improve Wastewater Treatment

    Phosphorus in wastewater is a major contributor to harmful algal blooms in water bodies around the globe, with the potential to harm wildlife, livestock, and humans. To prevent this, wastewater treatment plants often rely on chemical- and energy-intensive techniques to remove phosphorus before it can impact downstream water bodies. NREL researchers developed the Revolving Algal Biofilm system for phosphorus removal from wastewater by maximizing the ability of algae to harness solar energy to efficiently accumulate and remove phosphorus from water.

    Pick Your Polymer Properties and This NREL Tool Predicts How To Achieve Them With Biomass

    Petroleum-based polymers form the building blocks of plastics. Plastics can be made out of renewable biomass and waste resources, but identifying the right chemistry to make biobased polymers more sustainable and higher performing is the challenge. An NREL machine learning tool, PolyID™: Polymer Inverse Design, makes it easier to identify biobased polymers for use in plastics. Using artificial intelligence, the tool can screen millions of possible biobased polymer designs to create a short list of candidates for a given application.

    ATLANTA – Oct. 23, 2024 – The Secretary of the Navy Hon. Carlos Del Toro visited the Georgia Tech Research Institute today to highlight the vital role of research and development in maintaining naval dominance and warfighting excellence. The Secretary addressed Georgia Tech students and faculty, and Naval Reserve Officers Training Corps students from Georgia Tech, Spelman College and Morehouse College, emphasizing the importance of their contributions to national security. 

    The Secretary’s visit underscored the Navy’s commitment to fostering strategic partnerships with academic institutions like Georgia Tech. GTRI, the applied research division of Georgia Tech, plays a crucial role in developing cutting-edge technologies for the Department of the Navy and the Department of Defense. 

    “Georgia Tech is a powerhouse of innovation, and GTRI’s research is critical to ensuring our Sailors and Marines have the technological edge they need to prevail in any conflict,” said Secretary Del Toro. “The work being done here, particularly in areas like artificial intelligence, cyber-physical systems, and electromagnetic spectrum operations, is directly aligned with the Navy’s strategic priorities.” 

    The Secretary highlighted GTRI’s contributions to the DON, including: 

    • Collaborative Research: GTRI works closely with the Office of Naval Research (ONR) and other DoD entities to address specific technological needs. 
    • R&D Contributions: GTRI develops advanced systems such as autonomous vehicles, millimeter wave radar technologies, and electronic warfare solutions. 
    • Prototyping and Testing: GTRI provides facilities for testing and validating new technologies to meet military specifications. 
    • Technology Transition: GTRI focuses on translating research outcomes into practical applications, enhancing operational capabilities for the Navy and broader defense community. 

    The Secretary’s remarks also emphasized the importance of innovation in the face of evolving global challenges. 

    “To win the fight of the future, we must embrace and implement emerging technologies,” said Del Toro. “We are in an innovation race, and it is one we must win.” 

    The Secretary highlighted several DON innovation initiatives, including: 

    • The Naval Science and Technology Strategy: This strategy guides the Navy and Marine Corps’ investments in science and technology research. 
    • The Naval Innovation Center (NIC) at the Naval Postgraduate School: The NIC accelerates the innovation process by bringing research concepts out of the lab and into the field faster. 
    • The Department of the Navy’s Science and Technology Board: This board provides independent advice and counsel on matters relating to science, technology, and acquisition. 
    • The Disruptive Capabilities Office (DCO): The DCO identifies and implements already-available or emerging technologies to address the fleet’s capability gaps. 

    “With today’s enemies developing more advanced technological threats, we are grateful that the Secretary of the Navy made time to visit our Atlanta Region NROTC Midshipmen,” said Atlanta Region NROTC Commanding Officer Capt. Jesus Rodriguez. “Our future Naval officers were provided with a once-in-a-lifetime opportunity when the Secretary personally impressed on them the importance of continued studies in science and technology. Our Midshipmen and NROTC staff are all appreciative for the opportunity to meet with and listen to our Navy’s leadership emphasize the importance of our students’ initiative in technological development during their Naval careers.” 

    The Secretary concluded by issuing a call to action to the students in attendance.

    Good afternoon, everyone!

    It is wonderful to be with you at Georgia Tech Research Institute, the future of engineering, science, and technology.

    President Cabrera, thank you for your leadership of the students here at Georgia Tech, the future scientists, engineers, innovators, and problem-solvers of our country.

    Dr. Hudgens, thank you for your leadership and vision for the Georgia Tech Research Institute, and all that you are doing to advance our national security interests.

    I thank the future Navy and Marine Corps Officers from the NROTC consortium here with us today.

    Thank you for answering the call to service—for choosing a path both challenging and difficult. I look forward to you joining our Fleet and Force.

    To all of our Georgia Tech faculty and students, distinguished visitors, and guests—welcome, and thank you for your time today.

    World Today

    As you have read in the news, we face challenges in every corner of the world—from the Indo-Pacific, to Europe, to the Red Sea.

    In Europe, we are approaching the third anniversary of Russia’s full-scale and illegal invasion of Ukraine.

    Ukraine is fighting not only for their own liberty and freedom—they are fighting to protect democracy in Europe and indeed around the world.

    We proudly stand beside them in support for their just and noble cause.

    For the first time since World War II, we face a comprehensive maritime power—our pacing challenge—in the Indo-Pacific.

    The People’s Republic of China continues to exert its excessive maritime claims through their navy, coast guard, and maritime militia.

    In the Red Sea and Gulf of Aden, we have been working tirelessly alongside our NATO allies and Middle Eastern partners to protect innocent civilian mariners and commercial shipping from Iranian-aligned Houthi attacks.

    Following the October 7th attacks in Israel one year ago, our Navy and Marine Corps were swiftly deployed to the region, forming an integrated force capable of responding to any threat.

    Carrier Air Wing Three, our “Battle Axe,” played a pivotal role in protecting civilian mariners, deploying over sixty air-to-air missiles and over 420 air-to-surface weapons.

    We mourn the loss of two trailblazing, combat-decorated naval aviators from Carrier Air Wing Three who passed away during a training event last week: Lieutenant Commander Lyndsay “Miley” Evans and Lieutenant Serena “Dug” Wileman.

    Their sacrifice reminds us that what we ask of our Sailors and Marines is anything but routine.

    And our hearts go out to the families and friends of these brave and selfless warfighters.

    The Bataan Amphibious Ready Group, with the embarked 26th Marine Expeditionary Unit, made significant contributions in the region by deterring hostile Houthi attacks and preventing the conflict from escalating throughout the region.

    Our warships—including the Carney, Mason, Gravely, Laboon, Eisenhower, and Thomas Hudner—have demonstrated exceptional performance under fire, successfully deterring and defeating missile and drone attacks targeting innocent maritime shipping.

    Two of our highly capable destroyers, the USS Cole (DDG 67)—a warship which carries a proud legacy of standing tall to acts of terrorism—and the USS Bulkeley (DDG 84)—which will always have a special place in my naval carer as her first Commanding Officer—aided our Israeli allies in shooting down Iranian ballistic missiles. 

    I am incredibly proud of the professionalism, dedication, and resilience shown by our Cole and Bulkeley Sailors.

    These brave young men and women illustrate the consistent excellence and effectiveness expected of our United States Navy.

    Our Navy-Marine Corps Team remains at the center of global and national security—maintaining freedom of the seas, international security, and global stability.

    DON Innovation Initiatives

    To win the fight of the future, we must embrace and implement emerging technologies.

    We stand on the shoulders of giants in innovation.

    And delivering technology which changes the very nature of warfighting is in our DNA.

    A little over a year ago, I stood in the courtyard of the Pentagon to celebrate the 100-year anniversary of the Naval Research Lab—the place that invented radar, GPS, and the first satellite tracking system—and a place I worked at as a young lieutenant commander.

    At that time, I challenged the research, engineering, and technology developers of today to take their place in the company of those innovation giants.

    I challenged my team to innovate at the speed of relevance to deliver concepts of operations and capabilities which bolster deterrence and expand our warfighting advantage.

    I challenged my Chief of Naval Research to align the Office of Naval Research’s investment in science and technology research—including the research conducted here at Georgia Tech—with each effort aimed at addressing issues we face as a maritime nation.

    Within three months of my challenge to the Chief of Naval Research, he delivered.

    Our new Naval Science and Technology Strategy now drives our Navy and Marine Corps’ innovation investments in science and technology research during this decisive period.

    This strategy is a global call to service for scientists, engineers, inventors, and innovators from academia, industry, and government to work with us in solving naval problems to ensure our freedom and way of life.

    And the Georgia Tech Research Institute has answered this call.

    During this past fiscal year, ONR completed 22 grants here at GTRI worth $23.6 million, and Georgia Tech currently has 72 active contracts and grants with the Navy worth $216 million.

    These ONR grants support research and development of technology in cyber, AI and autonomy, materials and electronics, as well as ocean, atmosphere, and space—focus areas in our Naval S&T Strategy.

    Service to our national security is indeed the engine of GTRI.

    Another critical investment we have made as a result of our strategic change is the establishment of the Naval Innovation Center at the Naval Postgraduate School.

    The NIC will enhance and accelerate the innovation process at NPS by driving “ideas to impact,” bringing research concepts out of the lab and into the field faster by empowering students and partners across the entire Naval Research and Development Establishment to work with the Naval innovation ecosystem and industry—in a whole-of-Navy approach—to speed the delivery of warfighting advantages to our Naval forces.

    Furthermore, we are supporting the construction of a purposefully-designed facility to house the NIC at the Naval Postgraduate School, providing a space for collaboration, defense-focused experimentation, and demonstration of operational use cases to ensure the right technology is evolving.

    S&T Board One Year Update

    Last fall, I also announced the establishment of the Department of the Navy’s Science and Technology Board, with the intent that the board provide independent advice and counsel to the Department on matters and policies relating to scientific, technical, manufacturing, acquisition, logistics, medicine, and business management functions.

    Our Science and Technology Board just completed its inaugural year.

    Under the expert leadership of former Secretary of the Navy Richard Danzig, this impressive group of thought leaders with expertise in government, industry, and academia has completed an ambitious research agenda to identify new technologies for rapid adoption.

    Since I signed out the Board’s initial tasking in February, they have achieved the impressive feat of undertaking and concluding six studies, delivering near term, practical recommendations, that the Department of the Navy can quickly implement.

    I have accepted recommendation reports from the Board and issued implementation guidance related to the path forward on unmanned systems, improving sailor physical and mental health, mission assurance of digital infrastructure, and capitalizing on opportunities for additive manufacturing.

    In fact, Georgia Tech’s own Chief Manufacturing Officer and Manufacturing Institute Executive Director Dr. Tom Kurfess, lent his breadth and depth of expertise in leading a study on additive manufacturing which I accepted last month.

    It is a testament to the Board’s energy and dedication, that it is already embarking on additional projects to keep our Navy at the leading edge of technology and innovation.

    Innovation Closer to the Fight

    Similar to the focus of our S&T Board of Advisors, who are looking at today’s problems and ways that technology can provide new ways to tackle our operational challenges, I chartered a Disruptive Capabilities Office last January to look at already-available or emerging technology to address the Fleet’s capability gaps. 

    And they have delivered.

    DCO identified meaty organizational, doctrinal, and technological advancements that the Navy has implemented, within six months, to close an emergent warfighting gap in Counter-UAS base defense for the CENTCOM area of responsibility.

    DCO is also leading an effort to combine innovative commercial space-enabled capabilities in coordination with the National Reconnaissance Office, the National Geospatial-Intelligence Agency, U.S. Coast Guard, and other governmental agencies to enhance Maritime Domain Awareness for the Department of the Navy along with our allies and partners.

    Replicator and Capability-Based Delivery

    My call to innovation has also put more “ready players on the field” as we look to grow force structure in the near term.

    In the last twelve months, I have fielded varying sizes of unmanned surface vessels into the hands of our operators for use in experimentation, CONOP development, and for operation.

    We are expanding our systems to include not only homogeneous but also heterogeneous collaborative autonomy.

    I am extremely proud of my team’s leadership in this domain, to include our leadership in identifying and quickly procuring the capabilities that support Deputy Secretary of Defense Hicks’s “Replicator” initiative.

    It is no accident that four of the five selected “Replicator” systems came out of the Department of the Navy’s innovation ecosystem.

    And over the last year, our Department has expended more missiles than we have since the Second World War.

    My Program Executive Office for Integrated Warfare Systems has been at the forefront of this fight.

    Last year, I challenged that office to operate and field its systems as a “portfolio of capabilities”—and they have delivered.

    The IWS RCO has been working hand-in-hand with our operators in the fight in the Red Sea to deliver innovations, in near-real time, as we continue to innovate—at speed.

    I am extremely proud of everything our department has accomplished over the last three years, and I am excited for our Navy-Marine Corps team as we chart a course for the future—a future that will require us to respond and adapt to whatever geopolitical challenges our Nation may face.

    To those Georgia Tech, Spellman, and Morehouse College students who are not affiliated with the NROTC program—if anything that I said today interests you, I encourage you to speak with me or a member of my staff to learn more about how you can join our team in the Navy or Marine Corps.

    Service in the Navy and Marine Corps is more than just a job—it represents a chance to serve and become something much bigger than yourself.

    And the Department of the Navy also provides numerous opportunities for public service beyond serving in uniform—we need engineers, scientists, and analysts in our Department.

    As our Department continues to re-imagine and refocus our innovation efforts, I encourage all of you—our nation’s scientists, engineers, researchers, and inventors—to join us.

  • MIL-OSI USA: Sullivan, House Republicans Urge Biden-Harris Admin to Improve Plastic Management Treaty at U.N.

    WASHINGTON—U.S. Senator Dan Sullivan (R-Alaska) sent a letter to Secretary of State Antony Blinken urging the Biden-Harris administration to press for improvements to a global plastics treaty being negotiated by United Nations participating countries. Sen. Sullivan expressed concerns that the treaty could be plagued with vague requirements and expensive efforts that do not provide adequate solutions to the pressing issue of plastic waste. The letter was first reported on in an article by Politico’s Jordan Wolman on October 16.
    “Since this treaty has no enforcement provisions and relies on the good faith and self-reporting of signatory countries, the treaty needs to be common-sense and future-looking, building on reducing demand for single use plastic, on technical innovation, and on implementing measures that enhance the circularity of plastic,” Sen. Sullivan wrote. “I urge the Biden-Harris administration to focus on securing an agreement that the U.S. can join and one that will result in a lasting solution to end plastic pollution.”
    Representative Dan Crenshaw (R-Texas) led a similar letter in the House joined by 26 of his Republican colleagues.

    Senator Sullivan has led on the issue of plastic pollution, specifically in regard to oceans and marine ecosystems, with his Save our Seas (SOS) 2.0 Act, introduced with Senator Sheldon Whitehouse (D-R.I.) and signed into law in December 2020. This legislation has fostered multiple efforts to eliminate plastic pollution and mitigate the impacts on the environment, including:
    The Solid Waste Infrastructure for Recycling Grant Program (SWIFR), authorized by SOS 2.0 and implemented by the Environmental Protection Agency (EPA), has provided $375 million in infrastructure and recycling programs for local communities.
    The Save Our Seas Initiative, launched by USAID in 2022, has implemented programs in 25 cities across 10 countries to reduce the flow of ocean plastic pollution. The initiative’s recently-launched CIRCLE Initiative (Catalyzing Inclusive, Resilient and Circular Local Economies) is a public-private partnership that furthers this aim.
    The Department of State leads inter-agency efforts to negotiate a 175+ country global treaty on plastic pollution, including in the marine environment. The Department also launched the End Plastic Pollution International Collaborative; EPPIC is a public-private partnership built to catalyze governments, NGOs, and businesses to support innovative solutions to the plastic pollution crisis.
    The Marine Debris Foundation, a charitable and nonprofit foundation established by SOS 2.0, announced Juneau, Alaska as its headquarters, following strong support by Sen. Sullivan to locate the headquarters in Alaska.
    The National Academies of Sciences, Engineering and Medicine (NASEM) published a landmark report on the U.S. contribution to global ocean plastic waste; other members of the Interagency Marine Debris Coordinating Committee have published additional reports that further our understanding and galvanize action to combat plastic pollution.

    More than five million Canadians — approximately one in eight of us — are living with a mood, anxiety or substance use disorder. The prevalence of mental disorders is on the rise, with a third of those with a disorder reporting unmet or partially met needs for mental health-care services.

    The stresses of the city, where more than 70 per cent of Canadians now live, can increase the risk of poor mental health even further.

    When most people think about caring for their mental health, they may think about getting more exercise, getting more sleep and making sure they’re eating healthy. Increasingly, research is showing that spending time in nature surrounded by plants and wildlife can also contribute to preventing and treating mental illness.

    Our research focuses on the importance of birds and trees in urban neighbourhoods in promoting mental well-being. In our study, we combined more than a decade of health and ecological data across 36 Canadian cities and found a positive association between greater bird and tree diversity and self-rated mental health.

    The well-being benefits of healthy ecosystems will probably not come as a great surprise to urban dwellers who relish days out in the park or hiking in a nearby nature reserve. Still, the findings of our study speak to the potential of a nature-based urbanism that promotes the health of its citizens.

    Birds, trees and human connection

    Across cultures and societies, people have strong connections with birds. The beauty of their bright song and colour have inspired art, music and poetry. Their contemporary cultural relevance has even earned them an affectionate, absurdist internet nickname: “birbs”.

    There’s something magical about catching a glimpse of a bird and hearing birdsong. For many urbanites, birds are our daily connection to wildlife and a gateway to nature. In fact, even if we don’t realize it, humans and birds are intertwined. Birds provide us with many essential services — controlling insects, dispersing seeds and pollinating our crops.

    People have similarly intimate connections with trees. The terms tree of life, family trees, even tree-hugger all demonstrate the central cultural importance trees have in many communities around the world. In cities, trees are a staple of efforts to bring beauty and tranquility.

    When the Australian city of Melbourne gave urban trees email addresses for people to report problems, residents responded by writing thousands of love letters to their favourite trees. Forest bathing, a practice of being calm and quiet among trees, is a growing wellness trend.

    Birds and trees as promoters of urban wellness

    Contact with nature and greenspace have a suite of mental health benefits.

    Natural spaces reduce stress and offer places for recreation and relaxation for urban dwellers, but natural diversity is key. A growing amount of research shows that the extent of these benefits may be related to the diversity of different natural features.

    For example, in the United States, higher bird diversity is associated with lower hospitalizations for mood and anxiety disorders and longer life expectancy. In a European study, researchers found that bird diversity was as important for life satisfaction as income.

    People’s connection to a greater diversity of birds and trees could be because we evolved to recognize that the presence of more species indicates a safer environment — one with more things to eat and more shelter. Biodiverse environments are also less work for the brain to interpret, allowing restoration of cognitive resources.

    To explore the relationship between biodiversity and mental health in urban Canada, we brought together unique datasets. First, we collected bird data sourced from community scientists, where people logged their bird sightings on an app. We then compared this data with tree diversity data from national forest inventories.

    Finally, we compared both of these data sets to a long-standing health survey that has interviewed approximately 65,000 Canadians each year for over two decades.

    We found that living in a neighbourhood with higher than average bird diversity increased reporting of good mental health by about seven per cent. While living in a neighbourhood with higher than average tree diversity increased good mental health by about five per cent.

    Importance of urban birds and trees

    The results of our study, and those of others, show a connection between urban bird and tree diversity, healthy ecosystems and people’s mental well-being. This underscores the importance of urban biodiversity conservation as part of healthy living promotion.

    Protecting wild areas in parks, planting pollinator gardens and reducing pesticide use could all be key strategies to protect urban wildlife and promote people’s well-being. Urban planners should take note.

    We’re at a critical juncture: just as we are beginning to understand the well-being benefits of birds and trees, we’re losing species at a faster rate than ever before. It’s estimated that there are three billion fewer birds in North America compared to the 1970s and invasive pests will kill 1.4 million street trees over the next 30 years.

    By promoting urban biodiversity, we can ensure a sustainable and healthy future for all species, including ourselves.

    The human brain is a marvel of complexity. It contains specialised and interconnected structures controlling our thoughts, personality and behaviour.

    The size and shape of our brains also play a crucial role in cognitive functions and mental health. For example, a slightly smaller hippocampus, the structure responsible for regulation of memory and emotion, is commonly seen in depression. In dementia, atrophy of the hippocampus is correlated with memory loss and cognitive decline.

    Despite these insights, we have only scratched the surface of understanding the brain and its connection to mental health.

    In collaboration with scientists around the world, we have conducted the world’s largest genetic study of the volume of regional structures of the brain. This study is now published in Nature Genetics.

    We discovered hundreds of genetic variants that influence the size of structures such as the amygdala (the “processing centre” for emotions), the hippocampus and the thalamus (involved in movement and sensory signals).

    We uncovered their potential overlap with genes known to influence the risk of certain developmental, psychiatric and neurological disorders.

    More than 70,000 brains

    To understand how the brain connects to mental health, scientists like ourselves engage in large-scale scientific studies that span the globe.

    These studies, which involve thousands of volunteers, are the bedrock of modern biomedical research. They help us discover genes associated with brain size and mental health conditions. In turn, this can improve diagnostic precision and even pave the way for personalised medicine, which uses a person’s genetic test results to tailor treatments.

    We screened the DNA and closely examined magnetic resonance imaging (MRI) scans from more than 70,000 people across 19 countries. We wanted to find out if there are specific genetic variants influencing differences in brain size between individuals.

    What we found was stunning. Some of these genes seem to act early in life, and many genes also increase the risk for conditions like attention-deficit hyperactivity disorder (ADHD) and Parkinson’s disease.

    What did we find out?

    Brain-related disorders are common, with an estimated 40% of Australians experiencing a mental health disorder in their lifetime.

    Our genetic findings reveal that larger regional brain volumes (the size of specific parts of the brain) are associated with a higher risk of Parkinson’s disease. In comparison, smaller regional brain volumes are statistically linked with a higher risk of ADHD.

    These insights suggest that genetic influences on brain size are fundamental to understanding the origins of mental health disorders. And understanding these genetic links is crucial. It shows how our genes can influence brain development and the risk of mental health conditions.

    By investigating shared genetic causes, we could one day develop treatments that address multiple conditions simultaneously, providing more effective support for individuals with various conditions. This is especially important in mental health, where it is common for someone to experience more than one disorder at the same time.

    Our study also revealed that genetic effects on brain structure are consistent across people from both European and non-European ancestry. This suggests that certain genetic factors have stuck around throughout human evolution.

    Bridging the gaps

    Our research also lays the groundwork for using genetic data to develop statistical models that predict disease risk based on a person’s genetic profile.

    These advancements could lead to population screening, identifying those at higher risk for specific mental health disorders. Early intervention could then help prevent or delay the onset of these conditions.

    In the future, our goal is to bridge the gaps between genetics, neuroscience, and medicine. This integration will help scientists answer critical questions about how genetic influences on brain structure affect behaviour and disease outcomes.

    Understanding the genetics of brain structure and mental health susceptibility can help us better prevent, diagnose and treat these conditions.

    The concept of the “human brain” first appeared in ancient Greece around 335 BCE. The philosopher Aristotle described it as a radiator that prevented the heart from overheating. While we now know Aristotle was wrong, the complexities of the brain and its links to mental health remain largely mysterious even today.

    As we continue to unlock the genetic secrets of the brain, we move closer to unravelling these mysteries. This type of research has the potential to transform our understanding and treatment of mental health.

  • MIL-OSI United Kingdom: New data laws unveiled to improve public services and boost UK economy by £10 billion

    New Bill to unlock the secure and effective use of data for the public interest has been introduced into Parliament.

    • New government Bill will unlock the power of data to grow the economy and improve people’s lives
    • Measures will free up 1.5 million hours of police time and 140,000 NHS staff hours every year, potentially saving lives
    • The legislation will also support the creation of a national map of the UK’s underground infrastructure, reducing excavation accidents causing traffic jams and safety hazards on our streets

    A new Bill which will harness the enormous power of data to boost the UK economy by £10 billion, and free up millions of police and NHS staff hours has been introduced to Parliament today (Wednesday 23rd October).

    The Data Use and Access Bill will unlock the secure and effective use of data for the public interest, without adding pressures to the country’s finances. The measures will be central to delivering three of the five Missions to rebuild Britain, set out by the Prime Minister:

    • kickstarting economic growth
    • taking back our streets
    • and building an NHS fit for the future

    Some of its key measures include cutting down on bureaucracy for our police officers, so that they can focus on tackling crime rather than being bogged down by admin, freeing up 1.5 million hours of their time a year. It will also make patients’ data easily transferable across the NHS so that frontline staff can make better informed decisions for patients more quickly, freeing up 140,000 hours of NHS staff time every year, speeding up care and improving patients’ health outcomes.

    The better use of data under measures in the Bill will also simplify important tasks such as renting a flat and starting work with trusted ways to verify your identity online, or enabling electronic registration of births and deaths, so that people and businesses can get on with their lives without unnecessary admin.

    Vital safeguards will remain in place to track and monitor how personal data is used, giving peace of mind to patients and victims of crime. IT systems in the NHS operate to the highest standards of security and all organisations have governance arrangements in place to ensure the safe, legal storage and use of data. 

    Technology Secretary Peter Kyle said:

    Data is the DNA of modern life and quietly drives every aspect of our society and economy without us even noticing – from our NHS treatments and social interactions to our business and banking transactions.  

    It has the enormous potential to make our lives better, boosting our National Health Service, cutting costs when we shop, and saving us valuable time.

    With laws that help us to use data securely and effectively, this Bill will help us boost the UK’s economy, free up vital time for our front-line workers, and relieve people from unnecessary admin so that they can get on with their lives.

    The Bill, delivered by the Department for Science, Innovation, and Technology, has three core objectives: growing the economy, improving UK public services, and making people’s lives easier. The measures will be underpinned by a revamped Information Commissioner’s Office, the UK’s independent authority responsible for regulating data protection and privacy laws, with a new structure and powers of enforcement – ensuring people’s personal data will be protected to high standards.

    Improving public services

    The Bill will unlock the power of data to relieve front-line workers in the NHS and police forces across the country from bureaucracy and enable them to better serve the public.  

    Police officers across the country will benefit from measures that will remove unnecessary manual logging requirements whenever accessing personal data to work on a case, for example every time an officer needs to look up a suspect or person of interest on the police database, freeing up to 1.5 million hours of valuable police time for our officers, so that they can be on the streets fighting crime rather than being bogged down by admin. This will help save around £42.8 million in taxpayers’ money every year.

    The legislation will also ensure that healthcare information – like a patient’s pre-existing conditions, appointments and tests – can easily be accessed in real time across all NHS trusts, GP surgeries and ambulance services, no matter what IT system they are using. It will require IT suppliers for the health and care sector to ensure their systems meet common standards to enable data sharing across platforms. The measure will free up 140,000 hours in NHS staff time every year, providing quicker care for patients and potentially saving lives.

    Health and Social Care Secretary Wes Streeting said:

    The NHS is broken, but imagine its enormous potential if each part of the system communicated properly with each other.

    That starts with sharing vital medical records between healthcare providers, because it shouldn’t be the patient’s responsibility to join the dots for their doctor.

    How can a GP diagnose a problem without knowing about someone’s recent hospital surgery?

    This Bill and our Ten Year Health Plan will ensure important data flows safely and securely through the NHS, freeing up staff time and speeding up patient care.

    I know people worry about Big Brother, which is why data will only be shared to the most relevant staff and anybody using data must comply with strict security protocols.

    Minister for Crime, Policing and Fire, Dame Diana Johnson said:

    It is vital police officers are able to dedicate their time to protecting the public on the beat, not in the office.

    Freeing up this valuable resource will see more officers out on our streets, making a real difference in fighting and solving crime.

    As part of our mission to make streets safer, this government will bring back neighbourhood policing, ensuring thousands of additional police and community officers are out patrolling our towns and communities.

    Vin Diwakar, National Director of Transformation at NHS England, said:

    This Bill is a significant step in creating a more responsive and efficient healthcare system. As an NHS doctor myself, I know it is vital that NHS staff have quicker access to more accurate and comprehensive data, giving them more face-to-face time with patients who need it most.

    These changes will lay the foundations for patient information to flow safely, securely and seamlessly, which will improve clinical outcomes, make decision-making more informed and speed up the delivery of care. By simply using data more efficiently, we can save time and money, and create a modern, digital NHS that continues to improve care for patients.

    Growing the economy

    The Bill is expected to generate approximately £10 billion towards the UK economy across ten years by legislating on data sharing to generate a host of benefits for both consumers and businesses.   

    Delivering on a key government manifesto commitment, the Bill will create the right conditions to support the future of open banking and the growth of new smart data schemes, models which allow consumers and businesses who want to safely share information about them with regulated and authorised third parties, to generate personalised market comparisons and financial advice to cut costs.

    This will pave the way for the model to expand in sectors such as energy, which could give customers the ability to compare utility prices, find better deals, and reduce their energy use, as well as foster tech innovation and boost competition, which will ultimately grow the UK economy. This potential has already been demonstrated in open banking, where 82 firms alone have raised over £2 billion of private funding and created over 4,800 skilled jobs in the financial year 2022-2023.

    The Bill will also help reduce the risk of accidents on underground water and energy pipes and broadband cables, which currently amount to 60,000 every year and cause prolonged disruption of roadworks and access to key amenities like energy and broadband to homes.

    The National Underground Asset Register (NUAR) will be put on a statutory footing, mandating that owners of underground infrastructure, such as water companies or telecoms operators, register their assets on the NUAR, which is a complete map of underground pipes and cables.

    The use of the Register will mean that companies will know exactly where any underground asset is placed, reducing the risk of accidents on pipes and cables, making construction safer for workers and reducing the disruption – and hazards – caused by holes being dug up in the streets. This will generate approximately £400 million a year, boost construction and tackle accidental damage currently costing the economy £2.4 billion a year.

    Our field crews have found the way information is presented in NUAR to be more useful than anything they have seen or used before.  It has reduced the time taken for crews to understand what lies below the ground where they are about to dig.  

    In the field, we frequently find the precise point of excavation needs to be made not-quite where our office-based planners predicted and previously in this case the job would have been delayed whilst a new plan pack was prepared.  Now with NUAR, our crews are simply able to pan and zoom to that point instantly, seeing everything they would have seen on all those individual plans without the back-office cottage industry and without these delays.  In fact, they will be seeing more because we’re now able to easily access information from local authorities through NUAR too, such as street lighting, highways gulleys and tree preservation orders all in one place. 

    We have found NUAR to be a great additional tool in the toolbox to help us reduce the likelihood of high potential utility strikes.

    Making people’s lives easier

    The rules proposed in the Bill will make Britons’ day-to-day lives easier, by simplifying important tasks such as renting a flat, starting work, or registering births and deaths, so that people and businesses can get on with their lives rather than being bogged down by admin.

    The Bill will legislate on digital verification services, meaning companies who provide tools for verifying identities will be able to get certified against the government’s stringent trust framework of standards, and receive a ‘trust mark’ to use as a result. As well as increasing trust in the market, these efficiency gains will boost the UK economy by £4.3 billion over the next decade. 

    The trust mark will be a new logo to show digital verification services are approved by the new Office for Digital Identities and Attributes (OfDIA) within Department for Science, Innovation and Technology (DSIT).

    The Bill will help make sure digital verification services are inclusive, secure and privacy-preserving, and will make it easier for people to know which services they can trust.

    The Data Bill will pave the way towards modernising the registration of deaths in England and Wales from a paper-based system to an electronic birth and death register – in turn supporting people at one of the most challenging times in life. The new law will enable registrations, which are required by local authorities, to be carried out over the phone, removing the need for face-to-face registration while retaining that choice.

    Access to data for research into online safety

    The Bill will also boost the UK’s approach to tackling online harms through a power to create a researcher data access regime.

    This will support researchers in accessing data held by online platforms so they can conduct robust and independent research into online safety trends. The move will boost transparency and evidence on the scale of online harms and the measures which are effective in tackling them.

    The best of Northern Ireland’s R&D sector will be on display in Lisburn today (Thursday 24 October), as top researchers, scientists and businesses gather under one roof to exchange ideas and network with potential partners for the next successful bids for Horizon Europe funding. 

    Horizon Europe is the largest research collaboration programme in the world, worth over £80 billion. Through the UK’s association, researchers, innovators and businesses from up and down Northern Ireland can apply for funding grants that will help researchers fund projects across all sectors from health, to clean energy, to digital infrastructure.  

    Getting backing for their ideas could put the UK at the forefront of the next generation of technologies, which will be the foundations of the jobs and businesses of the future. Over £81 million was awarded to projects in Northern Ireland through its predecessor, Horizon 2020, so we know the opportunities are there. 

    The roadshow gives researchers and innovative businesses at all stages of their career from Northern Ireland the chance to speak to those who have been through the process of bidding for Horizon funding, gain support for their applications, and connect with likeminded innovators. This will highlight the opportunities available to both public and private sectors wanting to realise their research ambitions.  

    UK Science Minister, Lord Vallance said:  

    The discoveries and innovations on display in Lisburn today demonstrate the potential that researchers in Northern Ireland have to make the most of the UK’s association to Horizon. Their ideas are already attracting investment, driving  partnerships between some of the brightest minds from Europe, New Zealand, Canada and more.  

    With more successful bids for Horizon funding, researchers from the public and private sector in Northern Ireland could come up with the solutions we need to kickstart economic growth and improve living standards.

    Having made Northern Ireland my home and working at one of its great universities, I know what the brilliant minds here are capable of, and I am pleased to be here today to hear of the ambitious projects that have already been brought to life thanks to funding from Horizon. This roadshow is a great opportunity for researchers, scientists and businesses in the region to hear from innovators who have been through the application process and succeeded.  

    We want more researchers based in Northern Ireland to seize the benefits of Horizon Europe, to accelerate the discoveries that will boost our economy, and deliver new technologies that will improve all our lives.

    A litany of Northern Irish R&D projects received backing through Horizon’s predecessor, Horizon 2020. One example is the EYE-RISK project, a collaborative effort between a group of researchers based at Queen’s University Belfast (QUB) and several leading research centres around Europe to find a cure for Age-Related Macular Degeneration (AMD). AMD is a progressive and currently incurable disease leading to declining sight that progresses to the irreversible loss of vision. 

    The EYE-RISK team published many milestone papers and reviews, and the project is still considered as a flagship programme in Ophthalmology which focuses on the diagnosis and treatment of eye disorders. The researchers developed a computational model of potential risks, physiological activities, hazards, and the impact of aging on patients with AMD which can serve as the basis for future research initiatives.

    The EYE-RISK project embedded the QUB ophthalmology cluster amongst the leading teams in Europe and gave us a leading edge worldwide. The academics and the early career scientists involved in this project have been given an excellent opportunity to be involved in breakthrough research and develop professional and personal friendships.

    An array of speakers from across government, including the Chief Scientific Advisors from both the UK Department of Science, Innovation and Technology (DSIT) and from the Northern Ireland Executive, are attending the roadshow. The roadshow which has been brought together in a collaboration between DSIT, Innovate UK, the Northern Ireland Government and Enterprise Northern Ireland.  

    Northern Ireland is already playing a big role in tackling the challenges facing the UK today, from driving cybersecurity through to seizing the opportunities of our push towards net zero. Queen’s University Belfast’s Centre for Advanced Sustainable Energy is looking at ways we can build the UK as a net zero superpower, supported by £4.5 million from the Northern Ireland Executive. Grants awarded through the Horizon Europe programme could allow researchers to discover more in this area and ultimately help us protect our planet. 

    Innovative companies are increasingly making Northern Ireland their home. Recently, ASOS set up a £14 million tech hub that will create over 180 jobs in the coming years.  

    The roadshow in Northern Ireland is the latest event in a series of roadshows, following 2 previous sessions in Birmingham and Glasgow, building on a range of campaign efforts to get more businesses, researchers and academics to make the most of the benefits we can grasp from our association to the world-leading programme. 

    Backing the science and technology sectors is a central if we are to achieve the missions of this new government. The discoveries and solutions that researchers bidding for Horizon funding can produce will help us improve the daily lives of people across the UK – from transforming our NHS and transport systems so that they are fit for the future to securing more funding that will help us rebuild our economy.  

    We know from recent history that the UK can be a leader in this area. We have 4 of the top 10 universities in the world, and the second-highest number of Nobel prize winners. A quarter of projects in which the UK participated, funded through Horizon’s predecessor, were UK led.

    Scientists comment on a report by the House of Lords Food Diet and Obesity Committee. 

    Dr Nerys Astbury, Associate Professor – Diet & Obesity, Nuffield Department of Primary Health Care Sciences, University of Oxford, said:

    “The House of Lords report concludes that obesity and diet-related disease are a public health emergency.  Whilst it’s great to have this acknowledged publicly by such a high-profile report, many, including those of us who work on diet and obesity research believe that this is already well established.  However, what is needed are immediate, specific, and measurable actions which have the potential to reduce obesity and diet related disease rates which contribute to ill health and have significant impact on the wider economy.

    “The report highlights that between 1992 and 2020, almost 700 policies were proposed by successive governments to tackle obesity in England.  Yet the prevalence of obesity continues to rise, as do the rates of many diseases associated with obesity including type 2 diabetes, cardiovascular disease, and certain obesity-related cancers.

    “Whilst the report goes some way to suggest several key actions which have the potential to help reduce obesity rates and prevent other diet related diseases, time and political will are needed to envisage these changes.  Some of these policies suggested may be unpopular, and there will likely be resistance to making some of these changes, particularly from the food industry who try to resist policies which could impact their profit margins.”

    Prof Alex Johnstone, Theme Lead for Nutrition, Obesity and Disease at the Rowett Institute, University of Aberdeen, said:

    “I welcome this report from the House Of Lords and the ethos to support preventative strategies as part of healthy weight management in the UK.  Our own research on Transforming the UK Food System (TUKFS), funded by UKRI, on food insecurity and obesity, with focus on the retail food sector, supports the priority actions identified, which include strengthening policy and mandatory reporting.  As an academic, I particularly welcome opportunity for future funding for more mechanistic research on ultra processed foods impact on health.  The food system is complex and encompasses farm to fork, and we should not miss the lived experience of those with obesity.  These measures are only the first step to move towards access to healthy and sustainable food for all to reduce the dietary health inequalities in the UK.

    “The consultation was wide ranging and actively sought evidence from a wide range of food system stakeholders.  I submitted written evidence, both as an individual academic https://committees.parliament.uk/writtenevidence/130634/pdf/as and as part of a UKRI Transforming UK Food Systems research team https://committees.parliament.uk/writtenevidence/130616/pdf/.  This process was extensive; the report is transparent, with transcripts of oral evidence also provided.  The report does appear to be evidence based, with a balance of actions which also identify knowledge gaps, for example, more funding for more research on UPF, where the evidence is less clear.  The actions prioritise changing our food system, or food environment, which is welcome.  I would have liked to see more mention of the lived experience from people living with obesity being cited as evidence, and more direct actions on reducing food insecurity for people living with obesity.  I would have also liked to see some evidence on how we communicate about overweight and obesity, there is evidence on changing the narrative from body weight to a healthy weight (https://publichealthscotland.scot/news/2023/march/improving-how-we-communicate-about-health-and-obesity-in-scotland/).”

    Dr Katie Dalrymple, Lecturer in Nutritional Sciences, King’s College London, said:

    “The obesity epidemic presents a major challenge for public health across all stages of the life course.  Without effective and evidence-based interventions we will not see a reduction in obesity rates in our lifetime.  Those at particular risk of developing obesity are children and young people.  The report has highlighted the importance of preconception health of the mother as well as crucial role of the infant and early childhood diet and how they influence food choices.  Early years settings and primary schools also offer an opportunity to support children in accessing health food choices.  I hope the outcomes of this report result in tangible and effective interventions across this important stage of the lifecourse.”

    Minister for Trade Todd McClay, today announced the signing of 13 Memorandums of Understanding (MOUs) between New Zealand and Brazilian companies as part of the New Zealand Trade Mission to São Paulo this week.
    “These partnerships mark a significant step in strengthening the trade relationship between the two nations and are set to generate over $100 million in revenue over the next three years,” Mr McClay says.
    “This will boost our economy and contribute towards achieving the ambitious target of doubling trade by value in 10 years.
    “These MOU’s will continue to increase market access to Latin America and deepen our people-to-people connections, while also contributing to Brazil’s economic growth. This is a win-win for both countries.
    The 13 MOUs signed today cover a broad range of sectors, including technology, healthcare, advanced manufacturing, and education, showcasing New Zealand’s diverse offerings and Brazil’s growing interest in Kiwi expertise.

  • MIL-OSI Asia-Pac: MOH AND HSA CONTINUE TO STEP UP ENFORCEMENT AND CRACKDOWN ON E-VAPORISERS OFFENCES

    From 1 July to 30 September 2024, 3,840 persons were caught and issued composition fines for possession or use of e-vaporisers, a 52% increase from the previous quarter. These include 743 cases of students caught vaping that were referred by schools and Institutes of Higher Learning (IHLs), 591 cases caught during community enforcement patrols, 44 cases detected through enforcement operations in the vicinity of IHLs, and 16 cases detected at checkpoints.
    2. The Ministry of Health (MOH), Health Sciences Authority (HSA), Health Promotion Board (HPB) and Ministry of Education (MOE) are working together to ramp up efforts to tackle the problem of vaping. We also continue to work with the Immigration & Checkpoints Authority (ICA), National Environment Agency (NEA) and National Parks Board (NParks) to intensify enforcement on multiple fronts, including at the checkpoints, online platforms and in the community, schools and IHLs.
    Enforcement in the community
    3. HSA has been actively monitoring online content to identify persons who vape in public, and use or pose with e-vaporisers in photographs or videos. In July and August 2024, HSA identified and issued composition fines to five such offenders – four males and one female, aged 13 to 34, who posted videos and photographs of themselves with e-vaporisers on their Instagram and TikTok accounts. All the offending posts have been removed. 
    4. In September 2024, HSA also took enforcement action against a 49-year-old man who vaped in an MRT cabin. The incident was captured on social media. HSA raided the offender’s home in Tampines where one e-vaporiser and several drug paraphernalia were found. The man was also wanted by the Central Narcotics Bureau (CNB) and is currently assisting HSA and CNB in investigations.
    5. HSA has continued to intensify its community enforcement efforts and maintained a strong presence at major, high-profile events. HSA issued composition fines to about 200 individuals at the Formula 1 race weekend in September 2024 and more than 50 individuals at an outdoor music event in Sentosa in August 2024 for e-vaporiser offences. A total of 253 persons were caught through these targeted operations.
    Enforcement at checkpoints
    6. From 1 July to 30 September 2024, HSA and ICA conducted several joint operations at the air, land and sea checkpoints, checking more than 4,000 travellers. Of these, 16 persons were caught in possession of e-vaporisers.
    7. On 17 July 2024, a 32-year-old male Malaysian driver who was driving a Malaysia-registered lorry was stopped by ICA at the Tuas Checkpoint. The driver had attempted to smuggle more than 20,000 e-vaporisers and components with a street value of more than $300,000 into Singapore. The driver was detained and handed over to HSA for further investigations. While under investigation, he attempted to leave Singapore illegally, and was caught by ICA on 19 July 2024. He was sentenced to 28 weeks of imprisonment on 28 August 2024 for offences under the Tobacco (Control of Advertisements and Sale) Act 1993 and Immigration Act 1959.
    8. It is illegal for travellers to bring prohibited tobacco products like e-vaporisers into Singapore. Travellers found with e-vaporisers or their components will be fined. Transport companies and drivers bringing prohibited tobacco products into Singapore will be subjected to enforcement actions. Convicted foreigners will be deported and barred from re-entering Singapore.
    Enforcement against suppliers, online advertisements and sales of e-vaporisers
    9. HSA’s targeted enforcement against suppliers of e-vaporisers over the past few months have also resulted in continued disruptions to the illegal supply chain. These include:
    a) On 7 July 2024, HSA conducted a successful enforcement operation at Paya Lebar, targeting an e-vaporiser distribution ring involving foreign domestic workers. HSA officers intercepted 10 individuals – eight buyers, as well as two female sellers, aged 44 and 39, before any transaction took place. Eight e-vaporisers and assorted components, as well as illegal medicines intended for sale were seized.  The two sellers are currently assisting in investigations.
    b) On 21 August 2024, HSA disrupted an e-vaporiser distribution network at Tampines, seizing over 2,000 e-vaporisers and components with a street value exceeding $39,000. Eight individuals, aged 26 to 35, were caught distributing e-vaporisers in their vehicles at an open-air carpark. All eight individuals are currently assisting in investigations.
    10. In the same quarter, HSA also worked with the administrators of local e-commerce and social media platforms to remove more than 1,900 listings of e-vaporisers and components. This is more than three times the number compared to the same period in 2023.
    Continued school and public education efforts
    11. HPB continues to raise awareness and highlight the harms and illegality of vaping through its campaign ‘Vape is a toxic friend you don’t need’. This year’s edition was rolled out from end July 2024, and was pushed out across multiple platforms, from outdoor advertisements to digital and social media channels. To further educate the public and dispel widespread misconceptions, HPB has introduced a dedicated “Vaping mistruths” section on its vape-free webpage on HealthHub. The new tab serves as a resource to debunk common myths surrounding vaping, and provide information about the health risks and legal implications associated with e-vaporisers.
    12. HPB also works with schools to educate students in primary and secondary schools on the benefits of a nicotine-free lifestyle through assembly skits. From July to September 2024, HPB reached almost 37,000 students through these skits.
    13. HPB also provides cessation support and strategies to quit for students who are caught vaping through onsite counselling by Student Health Advisors, as well as QuitLine, a tele-counselling service. From July to September 2024, about 830 youths received smoking and vaping cessation counselling.
    14. Schools and IHLs have stepped up on preventive education to reinforce anti-vaping messages and the importance of maintaining a nicotine-free lifestyle. Students are educated that e-vaporisers are banned, and the harmful impact of vaping on individuals, families and the society.
    15. In Physical Education and Science lessons, students learn about the health effects of tobacco products, and the harmful substances in them. Common myths about vaping are also covered in Science lessons. Character and Citizenship Education lessons equip students with the ability to recognise impulsive and addictive behaviours that harm one’s mental and physical wellbeing and provide strategies for self-control and managing negative peer influences. To encourage early help-seeking, students are encouraged to inform a trusted adult if they are concerned about their classmates’ behaviour.
    16. Parents can refer to information on Parent Hub to educate their children about the harms of vaping.

    Penalties for e-vaporiser-related offences in Singapore

    17. Under the Tobacco (Control of Advertisements and Sale) Act, the possession, use or purchase of e-vaporisers carries a maximum fine of $2,000. Offenders who are given the opportunity to settle their offences out of Court via a Notice of Composition are strongly encouraged to do so. Those who fail to do so before the due date of the Notices will face harsher consequences in Court.

    18. It is an offence to import, distribute, sell or offer for sale e-vaporisers and their components. Any person convicted of an offence is liable to a fine of up to $10,000, or imprisonment of up to six months or both for the first offence, and a fine of up to $20,000, or imprisonment of up to 12 months or both for the second or subsequent offence. All prohibited tobacco items will be seized and confiscated.
    19. 21 persons aged between 14 and 48 years old were convicted in Court from 1 July to 30 September 2024 for selling e-vaporisers and related components in Singapore. The total fines amounted to more than $150,000. Please refer to Annex A for details.
    20. Members of the public who have information on the illegal possession, use, purchase, import, distribution, sale or offer for sale of e-vaporisers can contact HSA’s Tobacco Regulation Branch at 6684 2036 or 6684 2037 during office hours (Monday to Friday, 9:00am to 5:30pm).

  • MIL-Evening Report: We tried a different preschool curriculum to prevent youth crime. Checking in 20 years later, it worked

    There’s been an increased political and media focus recently on so-called youth crime waves, particularly in Queensland and the Northern Territory.

    This has unfortunately led to crackdowns from governments and police. Young people in Alice Springs have been subject to curfews.

    Queensland Opposition Leader David Crisafulli (who’s ahead in the polls ahead of this weekend’s election) has suggested young people found guilty of some crimes should be sentenced as adults.

    But punitive youth crime policies violate children’s human rights and are an expensive way of making the community less safe. It’s much better to stop youth crime before it starts by supporting children’s positive development in early childhood.

    In a new evaluation published today, we found a preschool program reduced the amount of young people before the courts by more than 50%. When the right family support was provided too, the chances of the children committing crimes were even lower.

    Early community-based crime prevention strategies have been greatly neglected in Australia. This is despite international evidence and the recommendations of a widely circulated 1999 Commonwealth government report.

    Scientific evidence has been accumulating for more than 50 years that shows the root causes of serious youth crime can be addressed in early childhood through prevention initiatives. The most famous example is the Perry Preschool Project, implemented in a disadvantaged area of Michigan in the early 1960s.

    In Australia, the Pathways to Prevention Project operated in a disadvantaged, multicultural region of Brisbane from 2002 to 2011.

    It was a collaboration between Griffith University, the Queensland Department of Education, and national community agency Mission Australia.

    The project aimed to improve child and youth outcomes by partnering with local preschools, schools, families and community organisations.

    In 2002 and 2003, 214 four-year-old children attending two local preschools received an enhanced program focused on communication skills. This is called an “enriched preschool program”.

    It was integrated into the standard curriculum and delivered by specialist teachers working with the children’s classroom teachers and their parents.

    Evidence at the time showed communication skills were directly linked to success at school. They were also linked to to success in life through improved behaviour and enhanced social skills.

    The communication program brought children together in small groups with similar levels of language competence. The groups were balanced in terms of gender and cultural background. They completed carefully curated activities including games, bookmaking and reading.

    These provided children with the opportunity to extend and practice oral language skills in ways that were personally meaningful. These activities were led by the specialist teachers who had postgraduate qualifications in communication and oral language development.

    The specialist teachers engaged parents and children in joint activities, and actively supported reading and language activities at home. By year one, children who received the communication curriculum had better language proficiency, social skills, classroom behaviour and academic achievement than children in the other preschools.

    The children’s families could also access practical support from community workers from their own cultural background. This included parenting education, advocacy with government agencies and counselling. This continued until 2011.

    What’s new?

    Earlier evaluations showed the enhanced curriculum helped improve children’s readiness for school, among a range of other benefits. Now we’ve evaluated the success of the program over the long term.

    Using anonymised data-linkage procedures, we followed up the students who received the enhanced curriculum back in 2002 to see what’s happened since.

    Children who received the enhanced curriculum had improved classroom behaviour throughout primary school. They were also 56% less likely to be involved in serious youth crime by age 17.

    Remarkably, our evaluation found none of the children whose families also received support in the preschool years went on to offend.

    The full Pathways Program was implemented widely in the community over a ten-year period, so we thought it might have had an impact more broadly.

    We looked at the rate of youth offending in the region in the years 2008–16, when members of the 2002–03 preschool cohort were between 10 and 17 years old. It was 20% lower in this region than in other Queensland regions at the same low socioeconomic level.

    How does this lead to less youth crime?

    Programs like this work by levelling the playing field and improving the lives of children early in their developmental pathways. Developmental pathways are events and experiences that follow on from each other, or cascade, across the course of life.

    For instance, a difficult transition to school increases the likelihood of poor engagement and academic problems. These are well-known risk factors for antisocial behaviour.

    The long-term impact of Pathways to Prevention on youth offending means it could be a model for similar programs across Australia.

    This is especially the case given our nation’s chronic under-investment in community-based developmental crime prevention. We need more programs in disadvantaged communities that are open to everyone and don’t stigmatise people.

    Overwhelmingly, efforts across the country are devoted to early intervention with children identified as “at risk” in some way (such as showing disruptive behaviour), or to the treatment of young people who become enmeshed in the youth justice system.

    In Queensland, there is an over-reliance on youth detention, which is often very harmful for children and of no preventative value.

    Using Pathways as a model for other communities doesn’t necessarily mean exactly replicating what we did (though this is also important). Any early prevention initiative will have the best chance of success if it includes evidence-based strategies that improve children’s life chances.

    These can be implemented cost-effectively through existing systems including preschools, schools and primary care. Ideally, they should operate through local partnerships involved at all stages of planning, data collection, implementation and evaluation.

    SUBJECTS: Melbourne Water flood rezoning in Kensington Banks; future of the NDIS

    TOM ELLIOTT, HOST: So, a couple of years ago there were those terrible floods in mainly, well, it was all up and down the Maribyrnong River, but particularly in Kensington. There was a group of, or there was a bit of land that had previously been considered flood prone and then it wasn’t, so people built houses on it. And then during the floods, hundreds of houses got badly flooded. And these people now face a future where if they want to sell their house, well, it’s going to be very difficult because it’s now a declared flood zone. If they say no, it will stay, but we need to insure our house against future floods, well, that would be hideously expensive because we’ve already had a flood. It’s not dissimilar to suddenly having, you know, having a fire, a bushfire, and your house is suddenly declared to be in a bushfire zone when it wasn’t previously in a bushfire zone. Our next guest is a Member for Maribyrnong. He’s also the Minister for the NDIS in the Federal government, Bill Shorten, good morning.

    BILL SHORTEN, MINISTER FOR THE NDIS AND GOVERNMENT SERVICES: Good morning, Tom.

    ELLIOTT: So, I got this right. We’ve got a group of your constituents who are in flood damaged homes and see no way out.

    SHORTEN: Yeah, listen in June of this year, Melbourne Water had been doing some modelling about increased flood risk. And the great irony is sometimes in the west and the northwest of Melbourne, we feel we get things last compared to the Southeast, whether or not that’s true, it’s sometimes how we feel. But Melbourne Water very kindly decided to evaluate the flood risk in the Maribyrnong and before other parts of Melbourne and residents in Kensington, and Freshwater on the other side of the Maribyrnong, who bought in good faith land and houses, put their investment, their single most important investment, discovered on about 17 June, sometimes just through the media reporting, not even, you know, advance notice, that the rules had changed all of a sudden that their houses were in flood risk areas.

    I want to be very clear. We should look after all Australians who are in, you know, bushfires or flood risk areas. But these residents did the due diligence and Kensington Banks did not have the flood rating that it’s now got. Now, the flood ratings, we’ve got to deal with truth. If because of climate change or other reasons, there’s an increased flood rating, that’s a development, the science is the science. But what’s happened since June is that Melbourne Water, in my opinion, has been singularly deficient in the way in which they communicate with the residents whose lives they’ve changed. They’ve got people have got to think about what does it mean for their safety, but I think more practically their house values, the cost of insurance. And I held a public meeting Tuesday night, the local state member for Melbourne was there, Ellen Sandell, Daniel Mulino, who covers some of the federal turf on the other side of the river. We got the head of the Insurance Council of Australia there, we’ve got the Coordinator General, the National Emergency Management Authority. Melbourne Water had said they were coming, but then they thought it was all too political, so they didn’t turn up on the panel. You can’t keep people in the dark, Tom. You’ve got to tell them the truth.

    ELLIOTT: So, okay, so there’s a short and a long-term issue I’m seeing here. So, on one hand you hold a public meeting to try and talk reasonably and responsibly about this changing of the flood rating and Melbourne Water, which has the power to do things about it, doesn’t show up. So, that’s one issue. The second issue, long term, is there something that Melbourne Water could do to try and offset the flood risk? Because, I mean, I look at Flemington and the VRC. I mean, several years ago they built a giant wall, which meant that they’re sort of, they seem to be immune from floods now. Could something like that be done?

    SHORTEN: Yes. The short answer, yes. I was able to get the Water Minister, Harriet Shing, on the phone when I realised Melbourne Water had just pulled the plug at short notice. She made them turn up, but at least they turned up and sat up the back and took some notes. So, there was some poor old Melbourne Water staff there, but they were let down by their leadership. So, the short-term issue is when you give the community a major development, major news, which is like your house values are tanked at the moment until we get mitigation strategies in place, you don’t get to be the only people who call the shots. The community have a say, they have a voice.

    And the point about this is the people, they’re not sort of, this is not some radical issue. This is your own home. A statutory authority said, hello, your own home, the value of it, we’re going to make a decision based on science and it affects your home value. But what’s happened is Melbourne Water think that they’re the only experts on consultation, so they’ve got their processes. I’m not saying they haven’t done anything. They put out a leaflet telling people how to floodproof their kitchens. You know, like, that’s not a strategy.

    To go to the long-term question, you’re asking. I’ve been the Insurance Minister in Australia. I’ve seen what we’re able to do at Roma and where you build levies, mitigate, I’ve seen what’s happened in Launceston with a Tamar, when you build levies, it works. But Melbourne Water’s sort of got their own secret squirrel process on what they’re going to do and their options, and they’re keeping residents in the dark. I don’t think they’re adequately talking to the Federal Government or council and I’m just calling out an arrogant statutory body who thinks that somehow, they’re above talking to people on any other terms other than the rules they set.

    ELLIOTT: So, is it possible that Melbourne Water behind the scenes, will agree to build some sort of a wall or a levee? Or are they just saying, no, no, no, the river, we have to let the river do what the river wants to do or what?

    SHORTEN: No, I think they’ve put out a tender, not that anyone else has seen the terms of reference, to look at mitigation options. The thing is, it’s now been four months. Melbourne Water’s moving to the beat of their own drum, to the beat of their own clock. That’s not satisfactory. The residents, the people who are affected, have been kept in limbo and stressed for four months. When the local elected representatives call a meeting, which the statutory body, Melbourne Water, says they’re coming to, then they pull out at the last minute because they think it’s political, when you – statutory bodies are not above dealing with the rest of us. So, I’m filthy at the way Melbourne Water’s handled the consultation so far. Their leadership need to get their head out of their bottom and start talking to people not just in the way they want to, but in the way that people need to be involved in.

    ELLIOTT: Well, I’ll tell you what, we will get in touch with Melbourne Water and just see if we can perhaps expedite that process a bit. Tell me, I mean, your constituents are affected. It must be, you know, like a man’s house is his castle and all that sort of thing. But to not know the future of hundreds of properties, like, are we going to be permanently flood prone or is a wall going to be built? Or if we sell, do we take a massive loss? I mean, that must be making life very difficult for some people.

    SHORTEN: It is very stressful for people. I actually think the Kensington Banks residents have been remarkably reasonable. I mean, they’re toey, toeier than a Roman sandal. I get that. But they’ve been more reasonable than I think maybe you or I would be in the same circumstances. Melbourne Water just has to change their approach. They can’t – you know, no more control freak behaviour. They’ve got to set up an advisory board, all levels of government, you know, down there, you know, there’s public transport, railway bridges, there’s industry that are affected. You’ve got to get those; you’ve got to get the community there. There’s got to be full transparency on the modelling. What are the terms of reference? I mean, floods are not new in Australia.

    ELLIOTT: No.

    SHORTEN: In Lismore where unfortunately they get a lot of floods, they’ve got this Northern Rivers living laboratory where they have a shop front and the citizens can come in and say, oh, this is what we think is a good idea. They can see what ideas are being done. Melbourne Water, I think, needs to up its, bring its A game to stakeholder consultation in a way which it doesn’t say it controls everything. That’s for the whole Maribyrnong catchment area.

    ELLIOTT: Well, we’ll get in touch with them and see if we can get them on the program and I’ll put your concerns to them. Now, look, you’re retiring in a few months. Are you going to have the NDIS all sorted out before you vacate the office?

    SHORTEN: The NDIS is like painting the harbour bridge. When you get to one end of it, you start again. But do I think that we’re getting on top of some of the rorts? Yes, I’m changing jobs, not retiring. The thing about it is, when I came in at the beginning of the three years, I knew the scheme was changing lives for the better, but there was a complete naivety about how to administer the scheme. What we’ve done in the last two and a half years is we’ve upped the tempo on catching crooks. We’ve now got 500 investigations, we’ve got 55, 56 people in the courts or heading to court. We’ve got people in jail now. We’ve now said what you can spend money on after talking to people, what you can’t spend money on. We’re now sorting out the assessment process. We’ve now got the legal ability to make sure the assessment process is consistent, transparent and equitable. I love the scheme, I’m very proud of it. The rest of the world looks at it. The idea of giving a personal budget to people with profound and severe disabilities and their families is life changing. But we need to register most of the service providers, they weren’t registered. We need a much better back office in the way we – you can’t just put in an invoice with no ABN and no explanation and expect to get paid. All of these matters we’ve now either stopped or got the legal authority to start stamping out. So, I do think the NDIS is on a more sustainable trajectory. So, it’s there for future generations and it’s serving the original purpose of the scheme.

  • MIL-OSI China: China advocates open int’l sci-tech cooperation

    Chinese Vice Premier Ding Xuexiang on Wednesday told a group of foreign scientists that China will steadfastly advocate and practice open, fair, just and non-discriminatory international cooperation in the field of science and technology.
    Ding made the remarks when he met with French Nobel Prize for Physics winner Serge Haroche, U.S. plant molecular geneticist Susan Wessler, International Science Council CEO Salvatore Aricò and nine other foreign scientists attending the 2024 World Science and Technology Development Forum in Beijing.
    Deepened international exchange and cooperation, and the promotion of sustainable development through sci-tech innovation are urgently needed to address important global issues, and to meet the expectations of the global sci-tech community and people in all countries, said Ding, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee.
    “The more complex the international environment is, the more open China will be,” he said.
    China will actively promote joint research on major sci-tech issues, foster an open, innovative ecosystem, and promote the sharing of sci-tech achievements to bring improved benefits to humanity, he noted.
    The foreign scientists voiced their firm support for openness and cooperation, expressing their willingness to deepen exchange with China, produce more innovative results through partnership, and work together to promote global sustainable development.

  • MIL-OSI China: Apple CEO pledges to increase investment in China

    Apple CEO Tim Cook on Wednesday pledged to increase investment in China during his Beijing visit, which analysts believe highlights the importance of the Chinese market to the American tech giant.

    In his second trip to the Chinese mainland this year, Cook met with China’s Minister of Industry and Information Technology Jin Zhuanglong on Wednesday, discussing topics including Apple’s development in China, online data security management and cloud services.

    Cook said Apple is keen to seize the opportunities presented by China’s opening up and will continue to increase its investment in the country, thus contributing to the high-quality development of the industrial and supply chains.

    On Tuesday, Cook met with Yang Jie, chairman of telecom giant China Mobile. The two sides exchanged views on further advancing cooperation in 5G applications, music and VR videos, building on existing cooperative programs in areas such as digital content, according to a China Mobile statement.

    Cook also met with Chinese college students at a “science and technology backyard” in Beijing’s Shunyi District to learn how they are using Apple devices to help farmers adopt more efficient and sustainable practices.

    In August 2023, the China Foundation for Rural Development set up a project to help “science and technology backyards” with social support. Apple was the first company to support the project.

    Li Huimin, a student at China Agricultural University, and her research team have been developing an iOS app to provide extreme weather alerts, pest identification and pest warnings to raise fruit yields.

    The app has been approved for testing and will be available after further improvements.

    “The projects I just saw are amazing, and the students I met today are really motivated to make a positive impact for rural communities. I loved seeing how they’re using technology to help farmers increase production,” Cook said.

    Chinese developers have thrived on the App Store. In 2022, roughly as in previous years, China accounted for 51 percent of the billings and sales facilitated by the App Store ecosystem, according to a study by Analysis Group.

    During his Beijing trip, Cook also visited an Apple retail store in downtown Beijing, and met with developers at Chinese gaming company Gala Sports.

    In his visit to Shanghai in March, Cook reiterated the company’s long-term commitment to the Chinese market when he opened Apple’s biggest retail store on the Chinese mainland.

    “There’s no supply chain in the world that’s more critical to us than China,” Cook said, noting that Apple will strengthen its long-term cooperation with its Chinese supply chain partners and work closely with them on green and smart manufacturing to achieve win-win results.

    His visit reflects Apple’s emphasis on the Chinese market and the company’s market strategy of combining local characteristics with global thinking, said Wu Shu, founding partner of Beijing-based Potential Capital.

    “This may be regarded as Apple’s enhanced emphasis on the Chinese market, reflecting the strong magnetism of the Chinese market,” Wu said.

    Apple’s new iPhone 16 lineup is off to a strong start on the Chinese market, with sales up 20 percent in the first three weeks after launch compared with the iPhone 15 series in 2023, data from market research firm Counterpoint Research showed.

    As China’s “Double 11” online shopping event approaches, electronic items, along with other products, are expected to experience a surge in sales.

    With the introduction of a host of incremental policies, China’s economy continues to show resilience and remains an attractive destination for foreign investment, Wu said. China’s opening-up policy and large market provide important opportunities for enterprises from all over the world, including the United States, he added.

  • MIL-OSI China: Mechanism paves way for economic recovery globally

    Greater collaboration and stronger coordination among BRICS countries — Brazil, Russia, India, China and South Africa, as well as other new members — will greatly enhance their economic growth and fortify the multilateral trading system, according to market watchers and business leaders.

    Established in 2006 as BRIC (South Africa was added in 2011), the group has become a key platform for countries of the Global South to get united and strengthen themselves through cooperation in fields such as security, economy, finance and agriculture.

    The BRICS mechanism expanded with new members in January this year, marking the further internationalization and diversification of the cooperation mechanism, according to the Ministry of Foreign Affairs.

    Analysts said that by capitalizing on their shared strengths, these influential emerging economies have the potential to lead a more dynamic global economic recovery. Through expanded trade, investment and technological innovation, BRICS countries can fuel growth not only domestically but also on a global scale.

    Following its expansion earlier this year, BRICS is becoming increasingly attractive to developing nations, as the platform promotes cooperation in areas such as international production capacity, trade in goods and services, and cross-border investment, said Jiang Shixue, vice-president of the Beijing-based China Society of Emerging Economies.

    Sharing similar views, Rasigan Maharajh, chief director of the Institute for Economic Research on Innovation at Tshwane University of Technology in South Africa, said BRICS supports these countries in enhancing their industrial capabilities, developing digital economies and fostering innovation.

    Highlighting that BRICS countries have vast markets and diverse economies, providing opportunities for increased trade between member nations, Xu Xiujun, a senior research fellow at the Institute of World Economics and Politics of the Beijing-based Chinese Academy of Social Sciences, said that by reducing trade barriers and promoting intra-BRICS trade deals, more members could access new markets and boost exports of goods and services in the coming years.

    China’s foreign trade with the other BRICS countries reached 4.62 trillion yuan ($652.47 billion) in the first three quarters of 2024, an increase of 5.1 percent year-on-year, data from the General Administration of Customs showed.

    China exports mainly construction machinery, trains, building materials, manufacturing equipment, electronics, textiles, garments and household appliances to other BRICS markets.

    Chinese-made passenger vehicles and solar cells have also become popular in countries like Brazil, South Africa, the UAE and Egypt in recent years, according to customs statistics.

    In addition to metal, crude oil, natural gas and grains, other BRICS countries’ shipments to China include passenger aircraft, timber, agricultural products, steel, cotton, chemicals, pharmaceuticals and medical equipment.

    Lyu Daliang, director of the GAC’s department of statistics and analysis, noted that goods trade among BRICS countries makes up only about 10 percent of their total foreign trade, indicating significant growth potential.

    “As cooperation within the BRICS family deepens and extends into new areas, both bilateral and multilateral economic and trade exchanges are expected to see significant positive progress,” he said.

    The emphasis on trading, investing in each other’s markets and collaborating on technological innovations, industrial transformation and the digital economy has become a driving force for growth within the BRICS countries, said Egyptian Ambassador to China Assem Hanafi.

    Echoing that sentiment, Chen Jianwei, a researcher at the Beijing-based University of International Business and Economics’ Academy of China Open Economy Studies, said that by collectively leveraging the power of the digital era, BRICS nations can successfully navigate the complexities of modern manufacturing transformation.

    Chen said that these initiatives will not only enhance the bloc’s internal trade volume but also strengthen their trade relationships with the rest of the world.

    Encouraged by these factors, Dong Wei, vice-chairman and CEO of COFCO International, a subsidiary of Beijing-based COFCO Corp, said the group will deploy more resources in BRICS countries like Brazil and South Africa to purchase agricultural products, carry out technology transfers and invest in agriculture and transportation-related infrastructure facilities in the years ahead.

    COFCO International, headquartered in Geneva, Switzerland, currently conducts agricultural trade with more than 10 African countries and is one of the largest integrated grain traders in South Africa. “We will expand our agricultural product operations in other BRICS countries,” said Dong.

  • MIL-OSI China: Dinosaur fossils found in Hong Kong for 1st time

    The Hong Kong Special Administrative Region (HKSAR) government on Wednesday announced that dinosaur fossils were discovered for the first time in Hong Kong.

    The site where the dinosaur fossils were discovered was on Port Island in the Hong Kong UNESCO Global Geopark in the northeastern waters of Hong Kong.

    The Antiquities and Monuments Office (AMO) of the HKSAR government was informed in March this year that the sedimentary rock on Port Island might contain suspected vertebrate fossils.

    The Development Bureau of the HKSAR government then commissioned experts from the Institute of Vertebrate Paleontology and Paleoanthropology (IVPP) of the Chinese Academy of Sciences (CAS) to come to Hong Kong to conduct field investigation, study fossil specimens, recommend management plans and discuss follow-up actions.

    It was initially confirmed that the fossils dated to the Cretaceous period (about 145 million to 66 million years ago).

    Bernadette Linn, secretary for development of the HKSAR government, said that the discovery is of great significance and provides new evidence for research on palaeoecology in Hong Kong.

    The follow-up research on the dinosaur fossils is the first cooperation project under a new agreement between Hong Kong and the mainland.

    The Development Bureau of the HKSAR government and the IVPP on Wednesday signed the Framework Agreement on Deepening Exchange and Collaboration regarding Stratigraphy, Palaeontology and Prehistoric Sites to conduct scientific research, specimen management and identification, training, and exchanges in the fields of palaeontology, palaeoanthropology and palaeolithic sites.
