    Good morning, everyone.  And thank you so much, David, for that introduction and for having me here today.  It’s great to be back at Brookings.
    As many of you know, I was here last year to lay out President Biden’s vision for renewing American economic leadership, a vision that responded to several converging challenges our country faced: the return of intense geopolitical competition; a rise in inequality and a squeeze on the middle class; a less vibrant American industrial base; an accelerating climate crisis; vulnerable supply chains; and rapid technological change.
    For the preceding three decades, the U.S. economy had enjoyed stronger topline aggregate growth than other advanced democracies, and had generated genuine innovation and technological progress, but our economic policies had not been adapted to deal effectively with these challenges.  That’s why President Biden implemented a modern industrial strategy, one premised on investing at home in ourselves and our national strength, and on shifting the energies of U.S. foreign policy to help our partners around the world do the same.
    In practice, that’s meant mobilizing public investment to unlock private sector investment to deliver on big challenges like the clean energy transition and artificial intelligence, revitalizing our capacity to innovate and to build, creating diversified and resilient global supply chains, setting high standards for everything from labor to the environment to technology.  Because on that level playing field, our logic goes, America can compete and win.  Preserving open markets and also protecting our national security and doing all of these things together with allies and partners.
    Since I laid this vision out in my speech at Brookings last year, I’ve listened with great interest to many thoughtful responses, because these are early days.  Meaningful shifts in policy require constant iteration and reflection.  That’s what will make our policy stronger and more sustainable. 
    So, today, I’m glad to be back here at Brookings to reengage in this conversation, because I really believe that the ideas I’m here to discuss and the policies that flow from them are among the most consequential elements of the administration’s foreign as well as domestic policy, and I believe they will constitute an important legacy of Joe Biden’s presidency. 
    I want to start by reflecting on some of the questions I’ve heard and then propose a few ways to consolidate our progress.
    One overarching question is at the core of many others: Does our new approach mean that we’re walking away from a positive-sum view of the world, that America is just in it for itself at the expense of everyone else? 
    In a word, no, it doesn’t.  In fact, we’re returning to a tradition that made American international leadership such a durable force, what Alexis de Tocqueville called “interest rightly understood.”  The notion that it’s in our own self-interest to strengthen our partners and sustain a fair economic system that helps all of us prosper.
    After World War Two, we built an international economic order in the context of a divided world, an order that helped free nations recover and avoid a return to the protectionist and nationalist mistakes of the 1930s, an order that also advanced American economic and geopolitical power.
    In the 1990s, after the collapse of the Soviet Union, we took that order global, embracing the old Eastern bloc, China, India, and many developing countries.  Suddenly, the major powers were no longer adversaries or competitors.  Capital flowed freely across borders.  Global supply chains became “just in time,” without anyone contemplating potential strategic risk.
    Each of these approaches was positive-sum, and each reflected the world as it was.
    Now, the world of the 1990s is over, and it’s not coming back, and it’s not a coherent plan or critique just to wish it so.
    We’re seeing the return of great power competition.  But unlike the Cold War era, our economies are closely intertwined.  We’re on the verge of revolutionary technological change with AI, with economic and geopolitical implications.  The pandemic laid bare the fragilities in global supply chains that have been growing for decades.  The climate crisis grows more urgent with every hurricane and heat wave. 
    So we need to articulate, once again, de Tocqueville’s notion of interest rightly understood.  To us, that means pursuing a strategy that is fundamentally positive-sum, calibrated to the geopolitical realities of today and rooted in what is good for America — for American workers, American communities, American businesses, and American national security and economic strength.
    We continue to believe deeply in the mutual benefits of international trade and investment, enhanced and enabled by bold public investment in key sectors; bounded in rare but essential cases by principled controls on key national security technologies; protected against harmful non-market practices, labor and environment abuses, and economic coercion; and critically coordinated with a broad range of partners. 
    The challenges we face are not uniquely our own and nor can we solve them alone.  We want and need our partners to join us.  And given the demand signal we hear back from them, we think that in the next decade, American leadership will be measured by our ability to help our partners pull off similar approaches and build alignment and complementarity across our policies and our investments. 
    If we get that right, we can show that international economic integration is compatible with democracy and national sovereignty.  And that is how we get out of Dani Rodrik’s trilemma.
    Now, what does that mean in practice?  What does this kind of positive-sum approach mean for trade policy?  Are we walking away from trade as a core pillar of international economic policy? 
    U.S. exports and imports have recovered from their dip during the pandemic, with the real value of U.S. trade well above 2019 levels in each of the last two years.  We’re also the largest outbound source of FDI in the world. 
    So, we are not walking away from international trade and investment.  What we are doing is moving away from specific policies that, frankly, didn’t contemplate the urgent challenges we face: The climate crisis.  Vulnerable, concentrated, critical mineral and semiconductor supply chains.  Persistent attacks on workers’ rights.  And not just more global competition, but more competition with a country that uses pervasive non-market policies and practices to distort and dominate global markets. 
    Ignoring or downplaying these realities will not help us chart a viable path forward.  Our approach to trade responds to these challenges. 
    Climate is a good example.  American manufacturers are global leaders in clean steel production, yet they’ve had to compete against companies that produce steel more cheaply but with higher emissions intensity.  That’s why, earlier this year, the White House stood up a Climate and Trade Task Force, and the task force has been developing the right tools to promote decarbonization and ensure our workers and businesses engaged in cleaner production aren’t disadvantaged by firms overseas engaged in dirtier, exploitative production.
    Critical minerals are another example.  That sector is marked by extreme price volatility, widespread corruption, weak labor and environmental protections, and heavy concentration in the PRC, which artificially drops prices to keep competitors out of the marketplace. 
    If we and our partners fail to invest, the PRC’s domination of these and other supply chains will only grow, and that will leave us increasingly dependent on a country that has demonstrated its willingness to weaponize such dependencies.  We can’t accept that, and neither can our partners. 
    That’s why we are working with them to create a high-standard, critical minerals marketplace, one that diversifies our supply chains, creates a level playing field for our producers, and promotes strong workers’ rights and environmental protections.  And we’re driving towards tangible progress on that idea in just the next few weeks.
    In multiple sectors that are important to our future, not just critical minerals, but solar cells, lithium-ion batteries, electric vehicles, we see a broad pattern emerging.  The PRC is producing far more than domestic demand, dumping excess onto global markets at artificially low prices, driving manufacturers around the world out of business, and creating a chokehold on supply chains.
    To prevent a second China shock, we’ve had to act. 
    That’s what drove the decisions about our 301 tariffs earlier this year.
    Now, we know that indiscriminate, broad-based tariffs will harm workers, consumers, and businesses, both in the United States and our partners.  The evidence on that is clear.  That’s why we chose, instead, to target tariffs at unfair practices in strategic sectors where we and our allies are investing hundreds of billions of dollars to rebuild our manufacturing and our resilience. 
    And crucially, we’re seeing partners in both advanced and emerging economies reach similar conclusions regarding overcapacity and take similar steps to ward off damage to their own industries, from the EU to Canada to Brazil to Thailand to Mexico to Türkiye and beyond.  That’s a big deal.
    And it brings me back to my earlier point: We’re pursuing this new trade approach in concert with our partners.  They also recognize we need modern trade tools to achieve our objectives.  That means considering sector-specific trade agreements.  It means creating markets based on standards when that’s more effective.  And it also means revitalizing international institutions to address today’s challenges, including genuinely reforming the WTO to deal with the challenges I’ve outlined. 
    And it means thinking more comprehensively about our economic partnerships.  That’s why we created the Indo-Pacific Economic Framework and the Americas Partnership for Economic Prosperity.  That’s why we also gave them such catchy names. 
    Within IPEF, we finalized three agreements with 13 partners to accelerate the clean energy transition, to promote high labor standards, to fight corruption, and to shore up supply chain vulnerabilities before they become widespread disruptions.  And within APEP, we’re working to make the Western Hemisphere a globally competitive supply chain hub for semiconductors, clean energy, and more. 
    And that leads to the next question I’ve often been asked in the last year and a half: Where does domestic investment fit into all of this?  How does our positive-sum approach square with our modern industrial strategy?
    The truth is that smart, targeted government investment has always been a crucial part of the American formula.  It’s essential to catalyzing private investment and growth in sectors where market failures or other barriers would lead to under-investment.
    Somehow, we forgot that along the way, or at least we stopped talking about it.  But there was no plausible version of answers on decarbonization or supply chain resilience without recovering this tradition.  And so we have.
    We’ve made the largest investment ever to diversify and accelerate clean energy deployment through the Inflation Reduction Act.  And investments are generating hundreds of billions of dollars in private investment all across the country; rapid growth in emerging climate technologies like sustainable aviation fuels, carbon management, clean hydrogen, with investments increasing 6- to 15-fold from pre-IRA levels. 
    This will help us meet our climate commitments.  This will advance our national security.  And this will ensure that American workers and communities can seize the vast economic opportunities of the clean energy transition and that those opportunities are broadly shared.  And that last part is crucial. 
    The fact is that many communities hard hit in decades past still haven’t bounced back, and the two-thirds of American adults who don’t have college degrees have seen unacceptably poor outcomes in terms of real wages, health, and other outcomes over the last four decades.
    For many years, people assumed that these distributional issues would be solved after the fact by domestic policies.  That has not worked. 
    Advancing fairness, creating high-quality jobs, and revitalizing American communities can’t be an afterthought, which is why we’ve made them central to our approach. 
    In fact, as a result of the incentives in the IRA to build in traditional energy communities, investment in those communities has doubled under President Joe Biden.
    Now, initially, when we rolled this all out, our foreign partners worried that it was designed to undercut them, that we were attempting to shift all the clean energy investment and production around the world to the United States.
    But that wasn’t the case, and it isn’t the case. 
    We know that our partners need to invest.  In fact, we want them to invest.  The whole world benefits from the spillover effects of advances in clean energy that these investments bring. 
    And we are nowhere near the saturation point of investment required to meet our clean energy deployment goals, nor will markets alone generate the resources necessary either. 
    So, we’ve encouraged our partners to invest in their own industrial strength.  We’ve steered U.S. foreign policy towards being a more helpful partner in this endeavor.  And our partners have begun to join us.  Look at Japan’s green transformation policy, India’s production-linked incentives, Canada’s clean energy tax credit, the European Union’s Green Deal.
    As more and more countries adopt this approach, we will continue to build out the cooperative mechanisms that we know will be necessary to ensure that we’re acting together to scale up total global investment, not competing with each other over where a fixed set of investments is located.
    The same goes for investing in our high-tech manufacturing strength.  We believe that a nation that loses the capacity to build, risks losing the capacity to innovate.  So, we’re building again.
    As a result of the CHIPS and Science Act, America is on track to have five leading-edge logic and memory chip manufacturers operating at scale.  No other economy has more than two.  And we’re continuing to nurture American leadership in artificial intelligence, including through actions we’re finalizing, as I speak, to ensure that the physical infrastructure needed to train the next generation of AI models is built right here in the United States. 
    But all of this high-tech investment and development hasn’t come at the expense of our partners.  We’ve done it alongside them. 
    We’re leveraging CHIPS Act funding to make complementary investments in the full semiconductor supply chain, from Costa Rica to Vietnam. 
    We’re building a network of AI safety institutes around the world, from Canada to Singapore to Japan, to harness the power of AI responsibly. 
    And we’ve launched a new Quantum Development Group to deepen cooperation in a field that will be pivotal in the decades ahead.
    Simply put, we’re thinking about how to manage this in concert with our allies and partners, and that will make all of us more competitive.
    Now, all this leads to another question that is frequently asked:  What about your technology protection policies?  How does that fit into a positive-sum approach?
    The United States and our allies and partners have long limited the export of dual-use technologies.  This is logical and uncontroversial.  It doesn’t make sense to allow companies to sell advanced technology to countries that could use them to gain military advantage over the United States and our friends. 
    Now, it would be a mistake to attempt to return to the Cold War paradigm of almost no trade, including technological trade, among geopolitical rivals.  But as I’ve noted, we’re in a fundamentally different geopolitical context, so we’ve got to meet somewhere in the middle. 
    That means being targeted in what we restrict, controlling only the most sensitive technologies that will define national security and strategic competition.  This is part of what we mean when we say: de-risking, not decoupling.
    To strike the right balance, to ensure we’re not imposing controls in an arbitrary or reflexive manner, we have a framework that informs our decision-making.  We ask ourselves at least four questions:
    One, which sensitive technologies are or will likely become foundational to U.S. national security? 
    Two, across those sensitive technologies, where do we have distinct advantages and are likely to see maximal effort by our competitors to close the gap?  Conversely, where are we behind and, therefore, most vulnerable to coercion?
    Three, to what extent do our competitors have immediate substitutes for U.S.-sensitive technology, either through indigenous development or from third countries, that would undercut the controls?
    Four, what is the breadth and depth of the coalition we could plausibly build and sustain around a given control?
    When it comes to a narrow set of sensitive technologies, yes, the fence is high, as it should be. 
    And in the context of broader commerce, the yard is small, and we’re not looking to expand it needlessly.
    Now, beyond the realm of export controls and investment screening, we will also take action to protect sensitive data and our critical infrastructure, such as our recent action on connected vehicles from countries of concern.
    I suspect almost no one here would argue that we should build out our telecommunications architecture or our data center infrastructure with Huawei. 
    Millions of cars on the road with technology from the PRC, getting daily software updates from the PRC, sending reams of information back to the PRC, similarly doesn’t make sense, especially when we’ve already seen evidence of a PRC cyber threat to our critical infrastructure.
    We have to anticipate systemic cyber and data risks in ways that, frankly, we didn’t in the past, including what that means for the future Internet of Things, and we have to take the thoughtful, targeted steps necessary in response.
    This leads to a final, kind of fundamental question: Does this approach reflect some kind of pessimism about the United States and our inherent interests? 
    Quite the contrary.  It reflects an abiding and ambitious optimism.  We believe deeply that we can act smartly and boldly, that we can compete and win, that we can meet the great challenges of our time, and that we can deliver for all of our people here in the United States. 
    And while it’s still very early, we have some evidence of that.  This includes the strongest post-pandemic recovery of any advanced economy in the world.  There’s more work to do, but inflation has come down.  And contrary to the predictions that the PRC would overtake the U.S. in GDP either in this decade or the next, since President Biden took office, the United States has more than doubled our lead.  And last year, the United States attracted more than five times more inbound foreign direct investment than the next highest country. 
    We are once again demonstrating our capacity for resilience and reinvention, and others are noticing.  The EU’s Draghi report, published last month, mirrors key aspects of our strategy. 
    Now, as we continue to implement this vision, we will need to stay rigorous.  We will need, for example, to be bold enough to make the needed investments without veering into unproductive subsidies that crowd-out the private sector or unduly compete with our partners.
    We’re clear-eyed that our policies will involve choices and trade-offs.  That’s the nature of policy.  But to paraphrase Sartre, not to choose is also a choice, and the trade-offs only get worse the longer we leave our challenges unchecked.
    Pointing out that it’s challenging to strike the right balance is not an argument to be satisfied with the status quo.
    We have tried to start making real a new positive-sum vision, and we have tried to start proving out its value.  But we still have our work cut out for us. 
    So I’d actually like to end today with a few questions of my own, where our answers will determine our shared success: 
    First, will we sustain the political will here at home to make the investments in our own national strength that will be required of us in the years ahead? 
    Strategic investments like these need to be a bipartisan priority, and I have to believe that we’ll rise to the occasion, that we won’t needlessly give up America’s position of economic and technological leadership because we can no longer generate the political consensus to invest in ourselves.
    There is more we can do now on a bipartisan basis. 
    For example, Congress still hasn’t appropriated the science part of CHIPS and Science, even while the PRC is increasing its science and technology budget by 10 percent year on year.
    Now, whether we’re talking about investments in fundamental research, or grants and loans for firms developing critical technologies, we also have to update our approach to risk.  Some research paths are dead ends.  Some startups won’t survive.  Our innovation base and our private sector are the envy of the world because they take risks.  The art of managing risk for the sake of innovation is critical to successful geostrategic competition. 
    So, we need to nurture a national comfort with, to paraphrase FDR, bold and persistent experimentation.  And when an investment falls short, as it will, we need to maintain our bipartisan will, dust ourselves off, and keep moving forward.  To put it bluntly, our competitors hope we’re not capable of that.  We need to prove them wrong.  We need to make patient, strategic investments in our capacity to compete, and we need to ensure fiscal sustainability in order to keep making those investments over the long term.
    The second question: Will we allocate sufficient resources for investments that are needed globally? 
    Last year, here at Brookings, I talked about the need to go from billions to trillions in investment to help emerging and developing countries tackle modern challenges, including massively accelerating the speed and scale of the clean energy transition. 
    We need a Marshall Plan-style effort, investing in partners around the world and supporting homegrown U.S. innovation in growing markets like storage, nuclear, and geothermal energy. 
    Now, trillions may sound lofty and unachievable, but there is a very clear path to get there without requiring anywhere near that level of taxpayer dollars, and that path is renewed American leadership and investment in international institutions. 
    For example, at the G20 this fall, we’re spearheading an effort that calls for the international financial institutions, the major creditors in the private sector, to step up their relief for countries facing high debt service burdens so they too can invest in their future. 
    Or consider the World Bank and the IMF.  We’ve been leading the charge to make these institutions bigger and more effective, to fully utilize their balance sheets and be more responsive to the developing and emerging economies they serve.  That has already unlocked hundreds of billions of dollars in new lending capacity, at no cost to the United States.  And we can generate further investment on the scale required with very modest U.S. public investments and legislative fixes.  That depends on Congress taking action. 
    For example, our administration requested $750 million — million — from Congress to boost the World Bank’s lending capacity by over $36 billion, which, if matched by our partners, could generate over $100 billion in new resources.  This would allow the World Bank to deploy $200 for every $1 the taxpayers provide.
    We’ve asked Congress to approve investments in a new trust fund at the IMF to help developing countries build resilience and sustainability.  Through a U.S. investment in the tens of millions, we could enable tens of billions in new IMF lending.
    And outside the World Bank and the IMF, we’re asking Congress to increase funding for the Partnership for Global Infrastructure and Investment, which we launched at the G7 a couple of years ago. 
    This partnership catalyzes and concentrates investment in key corridors, including Africa and Asia, to close the infrastructure gap in developing countries.  It strengthens countries’ economic growth.  It strengthens America’s supply chains and global trusted technology vendors.  And it strengthens our partnerships in critical regions. 
    The private sector has been enthusiastic.  Together with them and our G7 partners, we’ve already mobilized tens of billions of dollars, and we can lever that up and scale that up in the years ahead with help on a bipartisan basis from the Congress.
    We need to focus on the big picture.  Holding back small sums of money has the effect of pulling back large sums from the developing world — which also, by the way, effectively cedes the field to other countries like the PRC.  There are low-cost, commonsense solutions on the table, steps that should not be the ceiling of our ambitions, but the floor.  And we need Congress to provide us the authorities and the seed funding to take those steps now.
    Finally, will we empower our agencies and develop new muscle to meet this moment? 
    Simply put, we need to ensure that we have the resources and the capabilities in the U.S. government to implement this economic vision over the long haul.  This starts by significantly strengthening our bilateral tools, answering a critique that China has a checkbook and the U.S. has a checklist. 
    Next year, the United States is going to face a critical test of whether our country is up to the task.  The DFC, the Ex-Im Bank, and AGOA, the African Growth and Opportunity Act, are all up for renewal by Congress.  This provides a once-in-a-decade chance for America to strengthen some of its most important tools of economic statecraft. 
    And think about how they can work better with the high-leverage multilateral institutions I just mentioned.  The DFC, for example, is one of our most effective instruments to mobilize private sector investments in developing countries.
    But the DFC is too small compared to the scope of investment needed, and it lacks tools our partners want, like the ability to deploy more equity as well as debt, and it’s often unable to capitalize on fast-moving investment opportunities.  So, we put forward a proposal to expand the DFC’s toolkit and make it bigger, faster, nimbler. 
    Another gap we need to bridge is to make sure we attract, retain, and empower top-tier talent with expertise in priority areas.
    We’re asking Congress to approve the resources we’ve requested for the Commerce’s Bureau of Industry Security, Treasury’s Office of Investment Security, the Department of Justice’s National Security Division. 
    If Congress is serious about America competing and winning, we need to be able to draw on America’s very best.
    Let me close with this:
    Since the end of World War Two, the United States has stood for a fair and open international economy; for the power of global connection to fuel innovation; for the power of trade and investment done right to create good jobs; for the power, as Tocqueville put it, of interest rightly understood.
    Our task ahead is to harness that power to take on the realities of today’s geopolitical moment in a way that will not only preserve America’s enduring strengths, but extend them for generations to come.  It will take more conversations like this one and iteration after iteration to forge a new consensus and perfect a new set of policies and capabilities to match the moment. 
    I hope it’s a project we can all work on together.  We can’t afford not to.

  • MIL-OSI China: High-tech zones collaborate to boost AI industry innovation

    Eleven major high-tech zones in China have jointly established a collaborative network to promote innovation in the country’s AI industry, China Science Daily has reported.

    A conference on the establishment of this network held early this week in Beijing revealed that the newly-founded network features 11 major high-tech zones nationwide, including Beijing’s Zhongguancun, also dubbed China’s “Silicon Valley,” and those in the cities of Shanghai, Nanjing, Suzhou, Hangzhou, Hefei, Qingdao, Wuhan, Shenzhen, Chengdu and Xi’an, according to the report published on Tuesday.

    Wu Jiaxi, deputy director of the planning department of the Ministry of Industry and Information Technology, expressed hope that the collaborative innovation network would cultivate fertile ground for AI innovation in China — via an open and inclusive approach.

    High-tech zones are the core carriers and major hubs for AI development in China, and they have become a significant force in AI innovation, said Wu.

    He also emphasized the importance of building a community for AI innovation and development through shared benefits, as well as deepening the domestic AI industry layout through an innovation-driven model.

    During the conference, network participants announced the Zhongguancun Initiative, which aims to accelerate the development of AI technologies in areas such as chips, algorithms and models.

    The Zhongguancun Initiative also seeks to establish a comprehensive innovation and entrepreneurship service system for the entire AI industry chain and to build mechanisms for the exchange of technology, industry, capital and talent.

    The initiative encourages the establishment of open AI platforms to maximize the sharing of AI development achievements and seeks the active participation of high-tech zones in the formulation of international and national standards.

    Furthermore, it emphasizes the importance of strengthening data security and privacy protection, as well as providing regular supervision and regulatory services for AI platform companies, to ensure the traceability and reliability of AI technologies.

  • MIL-OSI China: Researchers use AI algorithm to reveal hidden RNA viruses

    This year’s Nobel Prize results signify that artificial intelligence (AI) technology is not only leading trends in computer science, but also has a growing impact in disciplines such as biology and chemistry. It offers scientists a new research approach: using AI to unlock the secrets of nature.
    One of the latest examples comes from virology. An international research team used AI technology to discover hundreds of thousands of RNA viruses from global ecosystems, showing the immense potential of AI algorithms in virus discovery and paving new paths for virology.
    A team of researchers from Sun Yat-sen University School of Medicine, as well as Zhejiang University, Guangzhou University, the University of Sydney and other institutions carried out the study, reporting the discovery of 180 RNA virus supergroups and over 160,000 global RNA virus species.
    The study, which was published recently in the journal Cell, is the largest RNA virus study to date, significantly expanding the knowledge about global RNA viruses.
    New AI algorithm
    Viruses are an essential component of Earth’s ecosystems and closely related to human health. However, the number of known virus species is still quite limited. Scientists can use gene sequencing technology to compare the similarity of unknown viruses with known viral nucleic acid sequences, thereby identifying new viruses.
    However, this method relies on the existing knowledge of viruses. When studying RNA viruses, which are highly divergent, numerous and prone to mutation, the method of sequence homology comparison couldn’t work well anymore.
    The researchers have proposed a new solution using AI technology. According to Shi Mang from Sun Yat-sen University School of Medicine, who is also one of the corresponding authors of the research paper, the AI algorithm models can uncover viruses that were previously overlooked or not even known.
    “During epidemics, the speed and accuracy of AI technology can help scientists quickly pinpoint potential pathogens,” Shi said.
    He led the team to use a core algorithm dubbed LucaProt, a deep-learning Transformer model for the study. After extensive learning of viral and non-viral genomic sequences, it can autonomously form a set of criteria for virus identification to find viral sequences from large RNA sequencing datasets.
    New RNA virus species
    According to the study, LucaProt demonstrated high accuracy and specificity, with a false positive rate of 0.014 percent and a false negative rate of 1.72 percent.
    The team conducted viral search on 10,487 RNA sequencing data from global biological environmental samples, and discovered over 510,000 viral genomes representing more than 160,000 potential viral species and 180 supergroups of RNA viruses.
    Among them, 23 supergroups could not be identified by traditional sequence homology methods. They can be referred to as the “dark matter” of the viral community.
    The study found that these viruses are distributed across various ecological environments on Earth. The highest viral diversity is found in leaf litter, wetlands, freshwater, and wastewater environments. Considerable virus diversity and abundance are also found in extreme environments such as antarctic sediments, deep-sea hydrothermal vents, activated sludge, and saline-alkali wastelands.
    According to Hou Xin, the first author of the paper, these viruses include not only pathogens that infect humans but also those that exist in the environment and infect various organisms. They can infect a variety of animals, plants, single-celled protists, fungi and bacteria.
    “A deeper understanding of viruses in the environment can help us better study the workings of the entire ecosystem. Moreover, we can use this method to discover viruses closely related to human diseases for the surveillance and early warning of emerging diseases,” Hou said.
    “The traditional classification system has become inadequate for the new viruses, whose diversity far exceeds human imagination. What we see now is just the tip of the iceberg,” Shi said.
    New tool for more studies
    It is a model specifically designed for discovering RNA viruses, but it also integrates the ability to recognize protein sequences and implicit structural information, and can be used to identify protein functions.
    According to the study, the LucaProt model helped researchers identify genomic structures beyond previous virus knowledge, revealing the flexibility of RNA virus genomic evolution.
    It also revealed a variety of viral functional proteins, especially those related to bacteria, indicating that there are more types of RNA bacteriophages, the viruses that infect bacteria, to be explored.
    The research team has open-sourced the model and shared it with scientists worldwide online.
    Li Zhaorong from Apsara Lab of Alibaba Cloud Intelligence, another corresponding author, believed that AI is gradually changing the way scientists tackle various scientific challenges.
    “This model is becoming a cutting-edge tool in virus identification and is also being applied to other types of protein identification and discovery of functions,” Li said.
    Xu Jianguo, an academician of the Chinese Academy of Engineering, said that the success of LucaProt marks a breakthrough for AI algorithms in virus discovery. In the future, AI is expected to become a major tool in microbiology and can be applied to predict the pathogenicity of viruses to humans.

    The International Forum for Young Space Scientists was held at the Macao Science Center from Tuesday to Friday, attracting nearly a hundred scientists from various countries and regions.
    At the forum’s opening ceremony on Wednesday, Wu Ji, president of the Chinese Society of Space Research (CSSR), expressed his hope that the forum will provide a platform for exchanges and cooperation and lay the foundation for future cooperation.
    Zong Qiugang, director of the Space Science Institute of Macau University of Science and Technology (MUST), introduced the scientific output of Macao’s first space science satellite “Macao Science 1” in geomagnetic science research and space environment monitoring and expressed that MUST will continue to contribute to international exchanges and cooperation in space science.
    On Wednesday afternoon, young space scientists had in-depth exchanges and discussions on disciplinary frontiers, the new discoveries of domestic and international satellite missions, the progress of relevant modeling and technology, and future joint research.
    As part of the forum, participants will visit the related laboratories of MUST and the University of Hong Kong (HKU).

  • MIL-OSI China: Chinese NGOs aim to make bigger intl impact

    China has cultivated thousands of technology-focused nongovernmental organizations in recent years to stimulate innovation and bolster its influence in global research and development governance, a Ministry of Civil Affairs official said on Wednesday.

    Zhang Lin, a deputy head of the ministry’s bureau of NGO administration, said that by the end of last year, China had over 24,000 such organizations at the forefront of technological innovation, playing a crucial role in advancing the nation’s expertise in competitive technologies.

    “At the same time, the ministry is fostering national and international social organizations to facilitate engagement in global scientific and technological governance initiatives,” she told a news conference in Beijing.

    Technology-based organizations have increasingly emerged as a pivotal force propelling China toward technological advancement.

    Authorities have recognized their crucial role in uniting and mobilizing technology professionals to serve the national interest, fostering collaboration among industries, academia and researchers, promoting exchanges and showcasing industry expertise.

    In a significant move to enhance the global influence of these groups, the ministry introduced rules in 2021 enabling Chinese NGOs to recruit renowned foreign scientists and appoint them to management positions.

    While the full text of the rules has not been publicly disclosed, a media release on the ministry’s website stated that the regulations mandated these NGOs to improve communication and engagement with foreign technology experts.

    The release emphasized that these organizations should establish a robust service system tailored to the needs of foreign technology professionals, fostering a stronger sense of belonging and integration within the community.

    The Chinese Institute of Electronics, one of over 200 national-level technology-focused organizations, plays a crucial role in advancing technological development in China.

    According to its website, the institute is responsible for a variety of tasks, including organizing international seminars, publishing influential papers and recommending talent to governmental bodies.

    With a membership exceeding 170,000 professionals with strong knowledge on subjects such as semiconductors, computer science, communication technologies and radar, the institute also manages the editing and publication of 10 esteemed academic journals covering topics in its members’ respective fields. Since 2003, it has honored outstanding scientists with its annual Science and Technology Award.

    The institute describes itself as a national academic nonprofit social organization that was voluntarily established by technology workers in the electronic information sector, related enterprises and institutions, and social groups.

    “We are an important social force in the development of China’s electronic information technology industry,” the institute said in its charter.

    International NGOs focusing on technology have significantly influenced global science governance by organizing academic conferences, publishing influential works and presenting awards.

    Last year, the Chinese government announced the establishment of 17 such NGOs.

    One notable organization among them is the Alliance of National and International Science Organizations for the Belt and Road Regions, launched in 2018 with the objective of enhancing cooperation in science, technology and innovation among countries participating in the Belt and Road Initiative.

    Its membership includes prestigious institutions such as the Chinese Academy of Sciences, the Scientific and Technological Research Council of Turkiye, and the Serbian Academy of Sciences and Arts.

    Third Quarter 2024 Versus 2023 Financial Comparisons

    • Total Revenue: Total revenue in the third quarter grew by 4% to €1.46 billion, and software revenue increased by 3% to €1.31 billion, both at the low end of the Company’s objectives. Subscription & support revenue rose 5%; recurring revenue represented 83% of software revenue, up 2 percentage points compared to last year. Licenses and other software revenue declined by 7% to €229 million. Services revenue increased by 10% to €151 million, during the quarter.
    • Software Revenue by Geography: Revenue in the Americas increased by 6% to represent 41% of software revenue, led by Home & Lifestyle from an Industry standpoint. Europe (36% of software revenue) declined by 4%, largely impacted by a strong comparison basis after a large transformation deal signed in the third quarter of 2023. In Asia, revenue increased by 9% with continued momentum across countries led by improvement in China, up double digits. Asia represented 23% of software revenue at the end of the third quarter.
    • Software Revenue by Product Line:
      • Industrial Innovation software revenue declined by 1% to €685 million, against a high comparison basis. The strong baseline effect combined with a weaker automotive market in Europe and the US weighed on the performance. Industrial Innovation software represented 52% of software revenue, during the period.
      • Life Sciences software revenue was flat, at €280 million, accounting for 21% of software revenue. Sequential growth improvement confirms MEDIDATA progressive recovery.
      • Mainstream Innovation software revenue increased by 15% to €348 million and represented 26% of software revenue. SOLIDWORKS had a good start in the second half of 2024, up mid-single digits in the quarter. CENTRIC PLM delivered another excellent quarter, due to competitive displacements and strong renewals.
    • Software Revenue by Industry: Home & Lifestyle, High-Tech, Aerospace & Defense and Marine & Offshore were among the best performers during the quarter.
    • Key Strategic Drivers: 3DEXPERIENCE software revenue was impacted by a tough comparison base due to the anniversary of a mega deal. Hence, we saw a temporary decline of 10%. However, the performance on a year-to-date basis was in line with objectives and, looking at the subscription growth, the trend was very strong at 41%. 3DEXPERIENCE software revenue represented 37% of 3DEXPERIENCE eligible software revenue. Cloud software revenue grew by 7% and represented 25% of software revenue during the period. Excluding MEDIDATA, Cloud software revenue increased by a strong 38%.
    • Operating Income and Margin: IFRS operating income declined by 9% at €276 million, as reported. Non-IFRS operating income declined by 1% in constant currencies at €433 million (2% as reported). The IFRS operating margin stood at 18.9% compared to 21.2% in the third quarter of 2023. The non-IFRS operating margin totaled 29.6% versus 31.0% during the same period last year.
    • Earnings per Share: IFRS diluted EPS was €0.18, flat as reported. Non-IFRS diluted EPS grew to €0.29, up 3% as reported, or 4% in constant currencies.

    • Balance Sheet (IFRS): Dassault Systèmes’ net financial position totaled €1.07 billion as of September 30, 2024, an increase of €0.49 billion, compared to €0.58 billion for the year ending December 31, 2023. Cash and cash equivalents totaled €3.66 billion as of September 30, 2024.     Information in Constant Currencies

    Dassault Systèmes has followed a long-standing policy of measuring its revenue performance and setting its revenue objectives exclusive of currency in order to measure in a transparent manner the underlying level of improvement in its total revenue and software revenue by activity, industry, geography and product lines. The Group believes it is helpful to evaluate its growth exclusive of currency impacts, particularly to help understand revenue trends in its business. Therefore, the Group provides percentage increases or decreases in its revenue and expenses (in both IFRS as well as non-IFRS) to eliminate the effect of changes in currency values, particularly the U.S. dollar and the Japanese yen, relative to the euro. When trend information is expressed “in constant currencies”, the results of the “prior” period have first been recalculated using the average exchange rates of the comparable period in the current year, and then compared with the results of the comparable period in the current year.

    While constant currency calculations are not considered to be an IFRS measure, the Group believes these measures are critical to understanding its global revenue results and to compare with many of its competitors who report their financial results in U.S. dollars. Therefore, Dassault Systèmes includes this calculation for comparing IFRS revenue figures as well non-IFRS revenue figures for comparable periods. All information at constant exchange rates is expressed as a rounded percentage and therefore may not precisely reflect the absolute figures.

    Information on Growth excluding acquisitions (“organic growth”)

    In addition to financial indicators on the entire Group’s scope, Dassault Systèmes provides growth excluding acquisitions effect, also named organic growth. In order to do so, the data relating to the scope is restated excluding acquisitions, from the date of the transaction, over a period of 12 months.

    Information on Industrial Sectors

    The Group provides broad end-to-end software solutions and services: its platform-based virtual twin experiences combine modeling, simulation, data science and collaborative innovation to support companies in the three sectors it serves, namely Manufacturing Industries, Life Sciences & Healthcare, and Infrastructure & Cities.

    These three sectors comprise twelve industries:

    • Manufacturing Industries: Transportation & Mobility; Aerospace & Defense; Marine & Offshore; Industrial Equipment; High-Tech; Home & Lifestyle; Consumer Packaged Goods – Retail. In Manufacturing Industries, Dassault Systèmes helps customers virtualize their operations, improve data sharing and collaboration across their organization, reduce costs and time-to-market, and become more sustainable;
    • Life Sciences & Healthcare: Life Sciences & Healthcare. In this sector, the Group aims to address the entire cycle of the patient journey to lead the way toward precision medicine. To reach the broader healthcare ecosystem from research to commercial, the Group’s solutions connect all elements from molecule development to prevention to care, and combine new therapeutics, med practices, and Medtech;
    • Infrastructure & Cities: Infrastructure, Energy & Materials; Architecture, Engineering & Construction; Business Services; Cities & Public Services.     Information on Product Lines

    The Group’s product lines financial reporting include the following financial information:

    • Industrial Innovation software revenue, which includes CATIA, ENOVIA, SIMULIA, DELMIA, GEOVIA, NETVIBES, and 3DEXCITE brands;
    • Life Sciences software revenue, which includes MEDIDATA and BIOVIA brands;
    • Mainstream Innovation software revenue which includes its CENTRIC PLM and 3DVIA brands, as well as its 3DEXPERIENCE WORKS family which includes the SOLIDWORKS brand.

    Starting from 2022, 3DS OUTSCALE became a brand of Dassault Systèmes. As the first sovereign and sustainable operator on the cloud, 3DS OUTSCALE enables governments and corporations from all sectors to achieve digital autonomy through a Cloud experience and with a world-class cyber governance.

    GEO’s

    Eleven GEOs are responsible for driving development of the Company’s business and implementing its customer‑centric engagement model. Teams leverage strong networks of local customers, users, partners, and influencers.

    These GEOs are structured into three groups:

    • the “Americas” group, made of two GEO’s;
    • the “Europe” group, comprising Europe, Middle East and Africa (EMEA) and made of four GEO’s;
    • the “Asia” group, comprising Asia and Oceania and made of five GEO’s.  

    3DEXPERIENCE Software Contribution

    To measure the relative share of 3DEXPERIENCE software in its revenues, Dassault Systèmes uses the following ratio: for software revenue, the Group calculates the percentage contribution by comparing total 3DEXPERIENCE software revenue to software revenue for all product lines except SOLIDWORKS, MEDIDATA, CENTRIC PLM and other acquisitions (defined as “3DEXPERIENCE Eligible software revenue”).

    Cloud revenue

    Cloud revenues correspond to revenue generated through a catalog of cloud-based solutions, infrastructure as a service, cloud solution development and cloud managed services. They are delivered by Dassault Systèmes via a cloud infrastructure hosted by Dassault Systèmes, or by third party providers of cloud computing infrastructure services. These offerings are available through different deployment methods: Dedicated cloud, Sovereign cloud and International cloud. Cloud solutions are generally offered through subscriptions models or perpetual licenses with support and hosting services.

  • MIL-Evening Report: Stalking rates in Australia are still shockingly high – one simple strategy might help

    New data from the Australian Bureau of Statistics (ABS) reveals one in seven adult Australians have been stalked in their lifetime: one in five women and one in 15 men.

    While shocking to many, for those of us who work in the field, there is nothing surprising about these figures.

    The ABS has conducted similar surveys roughly every five years since 2005, which reveal basically the same results each time.

    About 3-4% of women and 1-2% of men are victims of stalking every year.

    These rates are consistent with those reported in research from the United Kingdom and United States, with small variations depending on definition.

    Stalking rates have remained stubbornly consistent despite the same ABS survey showing reductions in the rates of intimate partner violence and general violence over the past decade.

    The reasons for this are unclear, though there are obvious differences in the level of government and community investment in countering intimate partner violence versus awareness of and attention to stalking.

    What exactly is stalking?

    Stalking is a pattern of repeated and unwanted behaviour in which one person pushes their way into the life of another where they have no legitimate right to be, causing the target distress and fear.

    The most common methods are unwanted communication (by phone or digital media) and unwanted contacts (such as following someone or loitering nearby).

    Threats of violence and assault occur in at least a quarter of cases.

    Stalking that persists for more than two weeks is more likely to continue and cause significant harm.

    The impact of stalking

    Victims of persistent stalking have described it as “psychological rape”, with the stalker invading every part of their life.

    The cumulative impact of seemingly never-ending intrusions, and their social and financial toll, is probably why stalking victims report high rates of depression, anxiety and traumatic stress disorders.

    Researchers have estimated being stalked for 14 months costs victims approximately $A140,000, including direct costs from lost work and legal expenses and indirect costs of physical and mental harm.

    Who stalks?

    Most stalking is perpetrated by people who are known to the victim, either as an acquaintance or an ex-partner, with strangers responsible for about 20-25% of stalking.

    Stalking usually starts either because the person feels mistreated and stalks to take revenge or right the wrong, or they stalk to start or enact a relationship with the victim that does not exist. In a small number of cases, stalking has a sexual motivation and can sometimes be part of planning or preparation for a sexual assault.

    Regardless of motivation, most stalking is communicative – the stalker wants the victim to know they exist and to feel like they must respond.

    However, responding to a stalker is not advisable as it usually just adds fuel to the emotional fire that drives them.

    Ex-partners account for just under half of all stalking cases and many more women than men are stalked by an ex.

    Stalking in this context is a type of intimate partner violence and it receives by far the most attention and response.

    Research suggests that intimate partner stalking is more often identified as being perpetrated by former rather than current partners.

    Psychological abuse or coercive control during a relationship might be linked to increased potential for stalking after a break-up.

    Physical violence is much more common in cases of ex-partner stalking, with the ABS survey and earlier research finding half of intimate partner stalkers used physical violence.

    Thankfully, most stalking-related violence does not cause severe physical harm and homicide is extremely rare.

    Although prior stalking is common in ex-partner homicides, recent Victorian research showed that of 5,026 intimate partner violence reports to police involving stalking, only nine involved fatal or near fatal violence in the following 12 months.

    This means the presence of stalking is not a useful risk factor for trying to predict intimate partner homicide.

    Strategies against stalking

    Numerous strategies have been identified to prevent and reduce stalking-related harms. Among those tried largely outside Australia:

    The Victorian Law Reform Commission’s 2022 review of stalking laws recommended adoption of several of these strategies, though to date the state government has committed only to revising the stalking law.

    A simple but powerful strategy

    Stalking is a complicated problem and a comprehensive response needs multi-faceted systemic change that will be costly and take much effort and time.

    Currently, there doesn’t seem to be an appetite in Australia for the work required.

    However, there is one relatively straightforward thing the federal, state and territory governments could do right now to help: establish a national stalking helpline that can provide specialist information, advice and advocacy for all victims.

    Such a helpline was established in the UK in 2010 and has supported more than 65,000 people.

    The helpline provides online and telephone advice to potential stalking victims, including basic risk assessment, advocacy and links to local support services. It also provides advice to mental health professionals and others who are supporting stalking victims.

    The helpline serves all people, regardless of their gender or relationship with the stalker. Nearly half (45%) of its clients are stalked by a stranger or acquaintance, not an ex-partner. This highlights the importance of a specialised stalking response separate to existing services for family and intimate partner violence.

    An Australian equivalent would provide immediate support for victims and a focal point for necessary research and evaluation into what works to stop stalking.

    An Australian national stalking helpline would be a practical, relatively inexpensive and immediately helpful strategy that governments could implement to support the hundreds of thousands of Australians who are stalked every year.

    Scientific payloads of China’s first reusable, returnable satellite delivered to users

    BEIJING, Oct. 24 — The scientific payloads for space breeding and other sci-tech experiments carried by China’s first reusable and returnable satellite, Shijian-19, were delivered to Chinese and foreign users on Thursday.

    At the payloads handover ceremony held by the China National Space Administration (CNSA) in Beijing on Thursday, the CNSA and the China Aerospace Science and Technology Corporation signed payload delivery certificates with domestic and international users, including those from Thailand and Pakistan.

    Bian Zhigang, deputy head of CNSA, said the Shijian-19 mission fully leverages the advantages of the new generation retrievable space experiment platform, conducting space breeding experiments of about 1,000 species of germplasm resources, providing crucial support for the innovation of germplasm resources in China. The mission has also offered a valuable in-orbit validation opportunity for domestically produced components and raw materials.

    The Shijian-19 satellite was sent into orbit from the Jiuquan Satellite Launch Center in northwest China on Sept. 27, and was successfully retrieved at the Dongfeng landing site in north China’s Inner Mongolia Autonomous Region on Oct. 11.

    MELBOURNE – 24 October 2024 – Two Australian scientists have each been awarded CSL Centenary Fellowships, valued at $1.25 million over five years.

    The Fellowships were presented at the Australian Academy of Health and Medical Sciences Annual Meeting on Thursday 24 October 2024 in Adelaide.

    Lung cancer is now our deadliest cancer, despite the reduction of smoking in recent decades. Twenty-five per cent of people with lung cancer have never smoked.

    Over the past 12 years, Dr Clare Weeden has investigated why lung cancer is on the rise in cities around the world. She has shown that we all have potentially cancerous cells in our lungs which can be activated by repeated exposure to cigarette smoke or urban pollution.

    The $1.25 million CSL Centenary Fellowship has enabled Dr Weeden to return from the Crick Institute in London to establish her own research laboratory at WEHI in Melbourne. She plans to identify how the chromatin that packages up our DNA is changed by inflammation in lung cells. Then she will investigate how these cellular changes initiate cancers and how cells then become resistant to targeted therapies.

    Dr Weeden’s ultimate career aim is to determine if abnormal lung cell states are reversible.

    Dr Qi Zhang is investigating the fundamental processes by which our cells turn genes on and off as they change identities, for example as stem cells develop into mature cell types. She hopes to learn how these processes can break down and lead to cancer and other diseases.

    Dr Zhang is a team leader at the South Australian immunoGENomics Cancer Institute (SAiGENCI), University of Adelaide.

    “We want to know what’s happening with the packaging of our DNA in a healthy cell,” she says. “Then we want to know what is going wrong in a cancer cell – when it loses its identity.”

    Using the CSL Centenary Fellowship, Dr Zhang hopes to generate fundamental knowledge that researchers around the world can use to develop new drugs to tackle epigenetic misregulation in cancers.

    CSL Head of Research and Chief Scientific Officer Dr Andrew Nash said, “Dr Zhang and Dr Weeden are both making fundamental discoveries about how normal cells develop and how that development can go wrong leading to cancer and other diseases.”

    “With the support of their CSL Centenary Fellowships, their research will open up paths to new kinds of treatment for cancer and developmental diseases,” he said.

    “The CSL Centenary Fellowships aim to support leading mid-career Australian researchers like Qi and Clare by providing funding stability to enable the delivery of innovations that could transform medicine for patients living with rare and serious diseases and protect public health.”

    The Polytechnic University was visited on a working visit by Vadim Badekha, General Director of the United Engine Corporation (UEC, part of the Rostec State Corporation), Mikhail Bakradze, Deputy General Director, and Alexey Mazalov, General Director of the Center for Additive Technologies (CAT, part of Rostec).

    At a meeting with the rector of SPbPU, chairman of the St. Petersburg branch of the Russian Academy of Sciences Andrey Rudskoy and the director of the Institute of Mechanical Engineering, Materials and Transport Anatoly Popovich, representatives of UEC and CAT discussed issues of strategic partnership in the educational and scientific spheres and discussed in detail the signing of a cooperation agreement.

    The guests stated that they were interested in expanding cooperation with the Polytechnic University, primarily in the field of additive technologies. Mikhail Bakradze said that the corporation’s specialists had already become familiar with the work of the IMMiT laboratories and had chosen promising areas for themselves.

    Vadim Badekha suggested that the Polytechnic University become a participant in a comprehensive program for the development of aircraft engine building and reported that the Ministry of Industry and Trade has created a separate area – additive manufacturing in engine building.

    The agreement is necessary, it will be a mandate for us to work directly with all your structures. Of course, for us the issue of creating technological cycles for design, development, bringing to industrial samples and transferring documentation to you is very important. But there is a serious nuance – certification, – noted Andrey Rudskoy.

    During the discussion of this and other problems, the meeting participants came to the conclusion that it would be advisable to create a center for certification of additive technologies in aviation and a joint council for the development of additive technologies in engine building.

    Another area of cooperation in which UEC is interested is the development of repair technologies, including the creation of mobile units. And here the Polytechnic already has something to offer. Just at the St. Petersburg International Gas Forum, specialists from the research laboratory “Laser and Additive Technologies” (NIL “LiAT”) of IMMiT demonstrated at the Polytechnic stand Mobile laser cladding complex “Nomad”, designed for the restoration of large-sized products on the customer’s premises.

    The participants in the negotiations discussed the prospect of creating a joint structure with UEC on the basis of the Polytechnic University, similar to a scientific and educational center, for the targeted training of students, the organization of internships and practical training, and the advanced training of the corporation’s employees.

    For us, UEC is a very important strategic partner, we have been working together for a long time, and I would like us to reach such a high level of communication: science, education, advanced training and technology. And we, of course, will enter into those structures that are necessary to ensure our cooperation, – Andrey Rudskoy summed up.

    Penny Wong, Foreign Minister: Look, can I say how wonderful it is to be here in Samoa as it hosts its first ever Commonwealth Heads of Government Meeting, the first time this has been held in a Pacific Island country. And Australia has been really pleased to partner with Samoa, and we are really pleased – I’m really pleased to be here, and I know the Prime Minister is very pleased to be able to join us this evening.

    I want to thank a woman for whom I have such great regard, Prime Minister Fiamē, for her leadership, for her hospitality, for her thoughtful hosting of this meeting and, the way in which she has sought to elevate Pacific priorities and voices on the international stage.

    It’s certainly been a busy day today. It kicked off with a meeting about investment, finance and investment, hosted by David Lammy, the UK Foreign Secretary. And we recognise that economic integration and investment are central to development, are central to alleviating poverty and enabling opportunity. And we’re partnering with the United Kingdom to develop a new Commonwealth Investment Network to support Commonwealth members, particularly smaller states who often have challenges accessing finance, accessing investment, to do just that – to attract and access investment.

    I’ve also been at the first session of the Commonwealth Foreign Affairs Ministers Meeting. Obviously, that’s in preparation for the Leaders’ Meeting tomorrow. Top of the agenda is, as you would expect here in Pacific, climate. And as you would have heard me say from the first day I was – I stood in the Pacific as Foreign Minister, and I’ve consistently recognised this as I have travelled throughout the Pacific, climate change is an existential threat. It is the number one national security threat, it is the number one economic threat to the peoples of the Pacific and to many members of the Commonwealth.

    We heard today from a number of African countries, including Zambia, about the escalating impacts of climate change, the effects on food insecurity. And I’m really pleased that we are able to announce a new Africa-Australia partnership for climate responsive agriculture. This is to be developed by the Australian Centre for International Agriculture Research, and it will address food insecurity in the region.

    Can I talk about what this means? One of the things Australia is good at is agriculture in very dry climates – for obvious reason. It is one of the areas we have an expertise, and this – I’m very excited about this partnership because it leverages a particular Australian expertise into a continent for which food insecurity is an ongoing and rising challenge. It’s another example of our commitment as a government to helping partners around the world in the fight against climate change. It’s about shaping the world for the better.

    I’ve also spoken to Pacific leaders about the ways in which Australia is transitioning our entire economy. It’s a big task, started later than it should have, but we are committed to making the very large change.

    I’ve had productive meetings with counterparts from Malta and Solomon Islands, and I’ve just returned from an event hosted by Samoa attended by Her Majesty the Queen, advocating for women and girls in the Commonwealth where we talked about the challenges facing women and girls, including violence against women, and we spoke about Australia’s progress in tackling cervical cancer.

    I’m looking forward to the rest of the program, and happy to take your questions shortly.

    I just want to make one comment about another matter, which is the deeply troubling news about North Korea’s contribution to Russia’s illegal and immoral war in Ukraine. This is a deeply concerning development to see not only Russia continue its illegal and immoral war but to see a state such as North Korea be invited by President Putin, encouraged by President Putin, to join or to support this illegal war. And Australia stands with the remained of the international community not only against Russia’s war but against North Korea’s involvement in what is an illegal and immoral and disruptive war.

    Journalist: My name is Deidre from TV1, a local reporter. I just wanted to ask, first question is: what kind of support has Australia provided for Samoa for CHOGM, aside from providing assistance in terms of police officers who have come and helped?

    Foreign Minister: Sure, yes, well, obviously that’s the more – most visible recent assistance, which I have to be really clear about is not just Australia. This is a multi-country initiative. It’s obviously contributions from many Pacific Island countries. When we announced the Pacific Policing Initiative at the Pacific Islands Forum I think the Prime Minister and certainly I’ve made the comment, you know, this is Pacific led. And that’s the approach we’ve seen in Samoa. So, it’s good to see these police cooperating on the ground.

    But the behind-the-scenes assistance or contribution obviously was primarily towards the arrangement of CHOGM and supporting – providing support at a diplomatic level. I can – we can talk to you about that in more detail.

    I want to say, though, to you, your country has done an extraordinary job. For a country of this size to be able to host a conference like this, you really all should be very proud. And I’ve no doubt knowing the Pacific and Samoa, this is a whole-of-nation effort, isn’t it? Like everybody steps up. I was talking to Prime Minister Fiamē, and she spoke about everybody stepping forward. And that’s what you see. And your diplomatic influence, your diplomatic standing, is far bigger than your population in terms of the proportion of the world. I see that at the UN when your Prime Minister speaks and your diplomats speak, and I see that in this conference.

    So, my congratulations to my very good friend Prime Minister Fiamē, but also to the people of Samoa for what has been a fantastic CHOGM, and I hope tomorrow goes as well. I’m sure it will.

    Journalist: Foreign Minister, just on the Falepili Union, Feleti Teo has said this morning that he believes that Australia does have a commitment or at least an implied commitment under the text of the Falepili Union to take a hard look at fossil fuel exports, not just Australia’s own internal commitments. What’s your response? Is there any sort of implied commitment in the Falepili Union towards fossil fuel exports? Do you disagree with that analysis?

    Foreign Minister: I think whether it’s the PIF declarations or the public statements we have made, I think we all understand the existential threat that climate change poses to the peoples of the Pacific. I think we all understand the effects of climate change in Australia which we have seen. We’re not a government like Mr Abbott’s and Mr Morrison’s or that has the views Mr Dutton has demonstrated where the science of climate change isn’t accepted, and the experience of Pacific peoples is diminished. Do you remember him saying – talking about making jokes about water lapping at the door?

    So, we understand the extent of this. I’ve spoken at length to the Prime Minister of Tuvalu about the transition in the Australian economy, and it is a very big transition. And I wish we had – you know, when we came to government, we had seen not just 30 per cent renewables but much more because we have to get to in excess of 80 per cent by the end of the decade. But that’s the transition we’re in and we will engage in it.

    On the broader issue of fossil fuel usage, not just in Australia but globally, of course we all have to, we all have to peak our emissions and reduce them, and Australia’s emissions peaked in 2005. We know that there are countries which are still increasing their supply, their coal-fired power stations. Of course, we all know that the whole world has to respond.

    The point I’ve made previously is that there are two emerging economies in the world which, you know, account for 40 per cent of global emissions – India and China. And in order for us to have a chance at restraining global temperature rise, we all have to commit to reducing emissions and to transitioning to cleaner energy. So, we’re up for that. It will take longer than I would have liked because, you know, obviously nothing was done for 10 years.

    Journalist: But can Australia shrug its shoulders in terms of those exports and simply say there is no problem with Australia expanding fossil fuel projects if there’s an appetite for it? The point that I think that Prime Minister Teo is making is that on the one hand Australia points to its own record, on the other hand, you’ve got countries like India and China continuing to expand fossil fuels. He doesn’t perhaps care who takes responsibility; the cycle has to be brought to a close.

    Foreign Minister: Yeah, I think we all have to take responsibility, which is why you also see Australia partnering with other countries to try and work with others to transition the global energy supply to renewable energy. You would have seen I work with Singapore; you’d see that we’re working with Germany. You know, Chris Bowen has spoken at length about the work that he is doing internationally.

    I wish we were – you know, when I was Climate Minister between 2007 and 2010, including the famous Copenhagen conference, I wish that what we were trying to get agreed then had been agreed and you and I would be having a very different conversation. But that isn’t what happened globally. That isn’t what happened in Australia, and we went backwards as a country. We know we have a lot of work to do. And I’ve been upfront with every partner in the Pacific. Of course, I listen, I hear what they say. And I think they also see in us a partner who wants to make this transition. And we will. We will.

    Journalist: Foreign Minister, in terms of Pacific Engagement Visa, I know our government does not want to participate in the first wave. So, my question is: have you received or has the government of Australia received any update from our government? And if the government did not, is Australia – will Australia be pushing for the Samoan government to support the visa?

    Foreign Minister: Yeah, Mr Dziedzic asked me those “if” questions, and I usually tell him off for doing that. But look, as a matter of principle, the Pacific Engagement Visa responds to a longstanding call from Pacific Island nations about wanting a different relationship with Australia. And you would have seen the fact demonstrated by the number of people who have sought to come to Australia in those countries where we have those arrangements. It’s been massive low oversubscribed and, you know, I understand that.

    I’ve also been very clear from the beginning, just like PALM, this is a question for the sending country. If people want it, we will work with whichever country, whichever Pacific Island nation, to set up the arrangements in ways they feel comfortable with. If countries don’t wish to go down this path, it’s not a compulsory path for us.

    We responded. A number of countries have very enthusiastically taken it up. It’s entirely a matter for others whether they choose to or not and, if they do, how they want it to work.

    Journalist: Just to follow up on that, if our government does not want to support it, is Australia willing to reconsider if individuals want to participate?

    Foreign Minister: No, we want this to be something – it’s a government-to-government arrangement for the process of it and the arrangements associated with it, so we wouldn’t want to see that. But, you know, we’re also – we’re not – there’s no deadline for – in the sense that we’re not saying, ‘unless you – you have to do it by this year or never at all.’ It’s a policy that’s in place. I anticipate that countries may work through some of the issues and then may decide that they want to be part of this in time to come. But that’s entirely a matter for them.

    Journalist: Just finally, if I might, Foreign Minister, on the question of Australia’s broader Pacific policy, can you give us a sense, when the Falepili Union was signed the Prime Minister and others made it clear that Australia was looking at if not signing similar agreements, then perhaps integrating more closely with the Pacific. There have been murmurs, obviously, about similar agreements with countries like Nauru and others. Can you give us a sense of where that program is up to and how Australia envisions this?

    Foreign Minister: That’s a good question. And it’s one that the whole country and both parties of government need to be part of. And unfortunately, we’ve not had an opposition that’s been willing, for example, to understand the importance of the Pacific Engagement Visa.

    Your question goes to the – is the right one though – how do you envisage the relationship? And we envisage the relationship as family, as close as we are able to be, recognising the sovereignty of all nations. And we see the benefit in different types of integration with the countries of the Pacific. Now, they’ll not always be the same. So, we have obviously a particular set of arrangements with some countries which are simply PALM or the Pacific Engagement Visa. With Tuvalu, we have a much deeper integration where there is much more that we have put on the table and that Tuvalu has put on the table as well.

    So obviously it will not be the same approach for each country. Countries will make their own decisions. But we see real benefit in responding to Pacific countries’, I suppose, aspirations for the relationship.

    Journalist: What are your expectations for the conference tomorrow? Regarding the continued fighting of the Pacific Islands towards climate change? What are your expectations of the outcome?

    Foreign Minister: Well, I hope that the leader’s communique or statement will be forward leaning on climate. I hope it will be collective in the sense that we recognise – I’ve seen a lot of things over the years – and it really goes to the question Mr Dziedzic asked earlier where we point the finger at each other but actually all of us have to respond on climate, all major economies, in particular. And I hope also that some of the progress that the Pacific has made in relation to sovereignty in the face of sea level rise, which we have backed in, I hope there is progress on that as well in terms of Leaders’ discussion. I know it’s a big step, but I think the Pacific has done a lot of quite innovative international legal work in ensuring that countries can retain sovereignty and retain their, you know, sovereignty over their EEZ, even in the face of sea level rise and that whatever we can do with the Pacific to continue to broaden that out I think is a good thing. And you would have seen that we’ve done that at the PIF and we’ve done that in the Falepili treaty.

    Journalist: One more question please –

    Foreign Minister: Last one.

    Journalist: What are your thoughts on Samoa’s government’s concerns of brain drain for RSE program and also – last one – have you visited one of the villages that is representing Australia in the rural area?

    Foreign Minister: No, no, I haven’t done – I haven’t been out of Apia, I’m afraid, on this visit. Some of the concerns that countries who are considering whether how to handle labour mobility programs, there are a range of concerns. You named one of them. What I have said at the PIF and privately and in meetings is we want these programs to work for you. So, we don’t offer access to the labour market because we are demanding labour; we see this as a partnership and as an economic development opportunity. So, we want the programs to work for you. So, however countries wish to have those programs designed within the limits of the program, we’ve sought to facilitate that. So, that’s how we do it. Okay? Thanks, everybody.

    Welcoming the participants, Rector of SPbGASU Evgeny Rybnov emphasized that since 2003, holding conferences on geotechnics at our university has become a tradition. During this period, 17 all-Russian and international conferences have been held, which invariably arouse the interest of specialists in the field of mechanics and soils, foundations, foundations and engineering geology.

    “The large number of participants confirms the importance of geotechnics as the most important area of ​​construction science and serves as a tribute to the scientific traditions and achievements of the Department of Geotechnics of St. Petersburg State University of Civil Engineering, founded in 1934. The department is also conducting research on improving methods for constructing underground structures, consolidating foundation soils and strengthening the foundations of buildings during their reconstruction, and developing numerical methods for calculating the foundations of underground structures. Over the past 15 years, employees of the department have published numerous textbooks and teaching aids, monographs, reference books on geotechnics, which have become reference books for engineers and teachers of universities in Russia, the CIS countries and the Far Abroad,” said Evgeniy Rybnov.

    He specified that the conference will provide an opportunity for geotechnical specialists to exchange the latest scientific achievements, establish new useful contacts, and also get acquainted with historical and recently built unique objects of St. Petersburg.

    As reported by the corresponding member of RAASN, the head of the scientific school, the director of the Scientific and Production-Consulting Center of Geotechnology of SPbGASU, professor Rashid Mangushev, over the past 20 years the university and the department of geotechnics have regularly held such conferences. This year the conference is dedicated to the 90th anniversary of the department. It is attended by specialists from 23 cities and 13 countries, including the Republic of Belarus, Kazakhstan, Uzbekistan, Azerbaijan, South Korea, Malaysia, Mongolia. More than 110 reports will be heard.

    The President of the Russian Society for Soil Mechanics, Geotechnics and Foundation Engineering, Vyacheslav Ilyichev, called St. Petersburg a monument to geotechnics.

  • MIL-OSI: Viridien and SLB complete the data acquisition for a multi-client survey in Bonaparte Basin, offshore Australia

    Viridien and SLB have recently completed the acquisition of a new multi-client survey in the Bonaparte Basin, off the NW coast of Australia, that has received industry support and prefunding. The resulting ~6,760 sq km ultramodern PSDM seismic data set will provide a thorough evaluation of this highly prospective and underexplored area to improve industry understanding. The data is currently being processed and the final data will be available in Q2 2025.

    The complex geological area has been historically challenging to image due to the presence of carbonates and the shallow water. The new survey will provide modern, high-quality data over an area lacking recent, or any 3D data. The data also partially covers a carbon storage block, recently awarded as permit G-13-AP. The survey deployed Sercel Sentinel MS multi-component streamers and the Sercel QuietSea marine mammal monitoring system.

    President Biden and Vice President Harris have been clear that all Americans deserve to live free from fear of toxic lead exposure. Since Day One, the Biden-Harris Administration has marshalled a whole of government effort to reduce all sources of lead exposure, issuing a comprehensive Lead Pipe and Paint Action Plan that guides federal action to achieve a lead-free future.
    Today, as we continue to mark National Lead Poisoning Prevention Week, the Biden-Harris Administration is taking action to further reduce lead exposure by issuing a final Environmental Protection Agency (EPA) rule to strengthen requirements for the removal of lead paint dust in pre-1978 housing and child care facilities.
    Lead is a neurotoxin that can irreversibly harm brain development in children, lower IQ, cause behavioral problems, and lead to life-long health effects. There is no safe level of lead exposure. Yet, due to decades of inequitable infrastructure development and underinvestment, lead poisoning disproportionately affects low-income communities and communities of color.
    Today’s final rule sets new standards for lead abatement activities that will better protect children and communities from the harmful effects of exposure to dust generated from lead paint. The rule will help protect people in communities across the country from these harms, and is expected to reduce the lead exposures of up to nearly 1.2 million people every year, providing public health and economic benefits up to 30 times greater than the costs. Although the United States banned lead-based paint in residences in 1978, an estimated 31 million houses built before 1978 still contain lead-based paint, and 3.8 million are home to one or more child under the age of six, putting them at risk of lead exposure.
    Since the announcement of the Biden-Harris Lead Pipe and Paint Action Plan, the Administration has taken hundreds of actions across more than 10 agencies to reduce the risk of lead poisoning in drinking water, paint, soil, food and household products, the workplace, and to combat lead exposure internationally – including more than 100 actions in the past year alone. Some of the actions since the latest Action Plan progress update in November 2023 include:
    Reducing Exposure to Lead from Paint and Dust in the Home – Lead in household dust originates from indoor sources such as deteriorated, lead-based paint on surfaces. In the last year, the Administration has worked diligently to identify, help tackle, and eliminate these exposures in several ways:
    Earlier this month, the Department of Housing and Urban Development (HUD) announced more than $420 million in awards to remove lead hazards from homes, including HUD-assisted homes, ensuring the safety of children, residents, and families. This includes $2 million to remove other housing-related hazards from homes in conjunction with weatherization efforts, and nearly $10 million to facilitate research on better identifying and controlling lead and other housing-related hazards. These awards are part of President Biden’s Justice40 Initiative, which seeks to ensure that 40 percent of the overall benefits of certain Federal climate, clean energy, affordable and sustainable housing, and other investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution. 
    In August 2024, the Department of Health and Human Services (HHS) issued a new final rule updating the Head Start Program Performance Standards. This rule requires Head Start programs to protect children from exposure to lead in water and paint through regular testing and inspection and remediate lead in Head Start facilities where lead exists.
    In 2024, EPA conducted approximately 1,400 compliance monitoring activities for lead-based paint in over 190 communities, more than a third of which were communities with environmental justice concerns. Additionally, EPA’s Federal Facilities Enforcement Office conducted compliance monitoring activities at 18 military installations in 2024. This work protects our service members and their families from exposure to lead-based paint in their homes at military bases.
    Reducing Exposure to Lead from Drinking Water – Millions of buildings still receive their water through a lead pipe. The Biden-Harris Administration has taken historic steps to meet President Biden’s commitment to replace every lead pipe in the country within a decade:
    Earlier this month President Biden traveled to Milwaukee, Wisconsin, to announce a final rule that requires drinking water systems nationwide to replace lead service lines within 10 years. This rule will protect children from brain damage, prevent up to 900,000 infants being born with low birth weight, and protect 1,100 adults from premature death from heart disease every year.
    President Biden secured a historic $15 billion in funding through the Bipartisan Infrastructure Law specifically dedicated for replacing lead service lines, and provided an additional $2.6 billion from his Bipartisan Infrastructure Law for drinking water upgrades and lead pipe replacements, along with an additional $11.7 billion in general-purpose funding through the Drinking Water State Revolving Fund which can also be used for lead pipe replacement. To date, EPA has announced over $18 billion of this funding across every state. Nearly half of this funding is required to flow to disadvantaged communities, in the form of grants and zero-interest loans.
    Thanks to the Biden-Harris Administration’s actions, cities across the country are already making progress in replacing lead pipes. Cities with some of the highest numbers of lead pipes, like Milwaukee, Detroit, Pittsburgh, St. Paul, and Denver, have received funding from the Administration and are now on track to replace all lead pipes within 10 years or less. Under this Administration, over 367,000 lead pipes have been replaced nationwide, benefitting nearly 1 million people.
    Funding from the American Rescue Plan’s $350 billion State and Local Fiscal Recovery Fund can be used by states and communities to replace lead service lines and remediate lead paint. To date, well over $20 billion nationwide has been invested in water infrastructure projects.
    During this Administration, the EPA has also used its Water Infrastructure Finance and Innovation Act (WIFIA) program to provide well over $350 million in financing to communities for lead pipe replacement.
    Since launching in November 2023, EPA’s Get the Lead Out Initiative has provided technical assistance to public water systems nationwide to identify lead pipes and accelerate their replacement. Prioritizing disadvantaged and underserved communities, the initiative is providing assistance to a growing list of public water systems, including in Michigan, Ohio, and Illinois, and facilitates access to funding from the Bipartisan Infrastructure Law. This initiative builds on the partnership between EPA, the Department of Labor (DOL), and 40 underserved communities to support lead pipe replacement.
    In January 2023, the White House Summit on Accelerating Lead Pipe Replacement hosted by Vice President Harris, announced new actions and progress to deliver clean drinking water, replace lead pipes, and remediate lead paint to protect children and communities across America, including the Biden-Harris Get the Lead Out Partnership comprised of state and local officials, water utilities, labor unions, and other nongovernmental organizations who committed to advance and accelerate lead pipe replacement. This White House Partnership spurred the creation of a the Great Lakes Lead Pipes Partnership, a first-of-its kind, mayor-led effort to accelerate lead pipe replacement in cities with the heaviest lead burdens.
    In August 2024, EPA announced $26 million in grant funding to protect children from lead in drinking water at schools and childcare facilities across the country. These grants will be used by 55 States and territories to reduce lead exposure where children learn and play.
    The Department of the Interior conducted more than 330 water system assessments at all Indian Affairs-owned sites, including schools, offices and detention centers, among others. Beyond service lines, assessments collected lead/copper samples to identify lead sources in water distribution systems and where lead levels affected drinking points DOI coordinated immediate remediation strategies and implemented actions including alternative water sourcing and confirmatory sampling.
    Reducing Exposure to Lead from Air – Major sources of lead in the air include emissions from manufacturing, waste and metals processing, and aircraft operating on leaded aviation fuel. To tackle these emissions, the Biden-Harris Administration has taken the following actions:
    In January 2024, EPA released the Integrated Science Assessment for Lead as part of its review of the lead National Ambient Air Quality Standards. This technical document, along with additional technical and policy assessments, will provide the scientific foundation for EPA’s decisions as it regulates air lead exposure.
    In October 2023, EPA issued a final determination that emissions of lead from aircraft engines that operate on leaded fuel cause or contribute to air pollution which may reasonably be anticipated to endanger public health and welfare. With this final determination, EPA and Federal Aviation Administration (FAA) have begun work to consider regulatory options to address lead emissions from aircrafts.
    Reducing Exposure to Lead from Soil – Lead contamination at legacy pollution sites from past industrial operations, like lead mining and smelting, can accumulate in soil and poses a threat to human health and the environment. Reducing lead levels in soils can reduce exposure risks.
    The Bipartisan Infrastructure Law invests $5 billion to clean up legacy pollution, including lead contamination, at Superfund and Brownfields sites. In Fiscal Year 2024, EPA completed 63 Superfund cleanup projects that addressed lead contamination in soil to protect families and children from the harmful impacts of lead. In addition, lead is the environmental contaminant most commonly reported by EPA Brownfields cleanup grant recipients. In fiscal year 2024, Brownfields grant recipients completed 63 brownfields cleanups that addressed lead contamination.
    In January 2024, after years of research and advanced understanding of the latest science on lead, EPA issued new guidance to improve screenings for lead in residential soils at Superfund and other contaminated sites. This new guidance cuts in half the recommended screening levels issued 30 years ago and takes into account the potential for cumulative impacts by recommending even more stringent levels in areas where there may be additional sources of lead exposure, such as lead in drinking water or lead paint in homes.
    Reducing Exposure to Lead from Food and Household Products – Lead may be present in food when it is in the environment where foods are grown, raised, or processed. To reduce the risk to children of ingesting lead in food, the Administration is working to addressed lead hazards in processed foods.
    In September 2024, the Food and Drug Administration (FDA) published a new study on dietary exposure from lead in infants and young children. This action is part of the agency’s Closer to Zero effort, which sets forth the FDA’s science-based approach to continually reduce exposure to lead, arsenic, cadmium, mercury and other contaminants to the lowest levels possible in foods eaten by babies and young children.
    Protecting People from Lead Exposure in the Workplace – Workers can be exposed to lead as a result of the production, use, maintenance, recycling, and disposal of lead material and products. In 2024, the Administration sought to protect workers through a number of actions.
    In April 2024, the National Institute for Occupational Safety and Health (NIOSH) released Trends in Workplace Lead Exposure, monitoring workplace lead exposure trends through the Adult Blood Lead Epidemiology and Surveillance program.
    In March 2024, at the direction of President Biden, the Department of Veterans Affairs (VA) announced that all veterans exposed to toxins and other hazards during military service—including lead—are now eligible for VA health care.
    Accelerating Innovations to Improve Blood Lead Testing – Testing blood is the best way to determine if a person has had lead exposure, as there are often no immediate symptoms when someone is exposed to lead. Based on blood lead test results, healthcare providers can recommend follow-up actions and care.
    In March 2024, the Centers for Disease Control and Prevention (CDC) announced Phase 2 of the Lead Detect Prize on challenge.gov, inviting selected Phase 1 participants to develop their winning concepts into detailed designs. This challenge provides a $1 million prize pool to accelerate the development of next-generation point-of-care blood lead testing technology. National Aeronautics and Space Administration (NASA) and the FDA support the challenge, and it spotlights the urgent need to identify and foster new or existing breakthrough solutions and products for optimal lead testing in children.
    Establishing Domestic Partnerships to Reduce All Lead Exposure – The Administration is engaging stakeholders in a number of ways to reduce community exposure to lead in the United States.
    In July 2024, the President’s Task Force on Environmental Health Risks and Safety Risks to Children published the Progress Report on the Federal Lead Action Plan, a comprehensive update on the government’s progress since 2018 toward reducing childhood lead exposures. HUD, EPA, and HHS, as co-leading members of the Task Force’s Lead Subcommittee, are leading aggressive actions to combat lead exposure. The Federal Lead Action Plan promotes a vision that the United States will become a place where children, especially those in communities with environmental justice concerns, can live, learn and play and remain safe from lead exposure and its harmful effects.
    In June 2024, the CDC published the Childhood Lead Poisoning Prevention National Classroom program. This program features multiple training methods and outreach strategies, including slide presentations, training videos, webinars, podcasts, and materials posted online to engage a broad range of audiences, including public health professionals, other physicians, general audiences, and high school students, through social media platforms and many other outlets.
    In February 2024, the EPA in collaboration with HUD and CDC/ASTDR published A U.S. Lead Exposures Hotspot Analysis, which identifies states and counties with the highest potential lead exposure risk from old housing sources of lead. This analysis applied science-based methods based on available data, continuing the agencies’ commitment to advancing whole of government efforts to focus lead actions in disproportionately impacted locations.
    EPA continues to establish and lead U.S. whole-of-government partnerships to develop and apply a science-based blueprint to identify communities with high lead exposures and improve their health outcomes in support of EPA’s Lead Strategy and priority activities of the President’s Task Force on Environmental Health Risks and Safety Risks to Children.
    Spearheading an International Effort to Reduce Global Lead Exposure – Amidst historic actions taken domestically to combat lead exposure in the United States, the Administration has built an unprecedented global coalition to tackle lead exposure in low- and middle-income countries, where one in two children has elevated levels of lead in their blood.
    In September 2024, the U.S. Agency for International Development (USAID) joined UNICEF and over 60 partners and 26 countries to launch the Partnership for a Lead-Free Future, the first-ever public-private partnership dedicated to tackling lead exposure in low- and middle-income countries. The Partnership committed $150 million toward this effort—at least 10 times the average estimated annual investment to combat lead exposure internationally over the past five years.
    Earlier this year, USAID, through its Enterprises for Development, Growth, and Empowerment (EDGE) Fund, provided $5 million to the Lead Exposure Elimination Project (LEEP) to accelerate the global transition to lead-free paint. Spanning over 30 countries in Africa, Asia, Latin America, Central Asia, and Europe, the LEEP partnership will support governments in introducing lead paint regulations and demonstrate how the private sector can reduce lead exposure, saving lives and protecting communities.

  • MIL-OSI China: ​Themed Sci-fi awards highlight China’s nuclear exploration

    The N Universe Science Fiction Awards, established by the China National Nuclear Corporation (CNNC), announced its winners on Oct. 19 in Chengdu, Sichuan province, promoting China’s atomic energy vision to domestic and international audiences.

    CNNC Board Secretary and spokesperson Pan Jianming emphasized that nuclear science development relies on the support of popular science. Similarly, the growth of popular science needs input from nuclear science experts. He said that strong and efficient coordination between these two creates powerful results.

    “The N Universe is an important popular science brand created by CNNC,” Pan said. “Only with continuous technological innovation can science fiction truly shine, and promoting innovation helps turn these ideas into reality. This is why CNNC is hosting these nuclear science fiction awards.”

    The awards ceremony featured four major award categories: best sci-fi novel, best sci-fi novella, best sci-fi short story, and top 10 imaginative works. The novel category awarded one first prize, one second prize, and three third prizes. Both novella and short story categories named one grand award winner, one first prize winner, two second prize winners, and three third prize winners. Ten works were recognized in the imaginative category.

    Author Wang Jianhua secured first prize in the novel category for “The Observer Plan: Children of Eternity.” Wang praised the N Universe platform for supporting science fiction writers, calling the award a milestone in his career.

    Wu Hong, who won the grand award in the best sci-fi short story category for “As Wished,” noted in her acceptance speech that China’s nuclear industry development provides a solid foundation for imagination.

    “In my heart, nuclear energy is mysterious and possesses infinite power. Nuclear technology can change China, the world, humanity, the future and the universe,” she said. “I firmly believe that the universal truth we seek — and humanity’s ultimate truth — might be found in the vast sea of stars, but it could also be discovered within the tiny atom.”

    The event coincided with the inaugural Tianwen Chinese Science Fiction Literature Contest award ceremony last weekend. Both events are part of this year’s Tianwen Program activities, which launched last year during the 81st World Science Fiction Convention (Worldcon) in Chengdu. More than 400 science fiction writers, industry insiders, collaborators and enthusiasts attended the N Universe activities.

    Since its debut in 2019, the N Universe Science Fiction Awards, now in its fourth edition, has attracted nearly 1,000 writers. It has become a prominent brand that educates the public to learn more about China’s nuclear industry and nuclear science. The fifth edition of the awards was launched during the Chengdu event.

    “Western nuclear science fiction has developed for over 60 years, and in China, I see a brand-new direction for development,” said Ben Yalow, co-chair of the 2023 Chengdu Worldcon and vice chairman of the Tianwen contest jury. He expressed deep appreciation for Chinese nuclear science fiction stories and noted how Chinese writers address the shared future of mankind and reflect on future energy sources in their works.

    At the N Universe Conference, the Beijing Institute of Technology Press launched a new book featuring award-winning works from the first three editions of the N Universe Science Fiction Awards. CNNC also signed a strategic cooperation agreement with the publisher.

    Fan Hongliang, editor-in-chief of the Beijing Institute of Technology Press, said that through science fiction, CNNC has demonstrated the broad prospects of nuclear science and technology, stimulating public interest in scientific exploration. He added that it has provided valuable inspiration for science fiction creators, fostering positive interaction between fictional works and real-world technology.

    The conference showcased not only authors but also prominent CNNC scientists and engineers, including Liu Weiping, Zhang Donghui, Huang Yanping and Zhong Wulu. They delivered keynote speeches and participated in themed panel sessions, offering attendees a deeper understanding of nuclear science and technology.

    Huang revealed that China has made significant breakthroughs in developing fourth-generation reactors, adding that establishing nuclear reactors on other planets could become a reality. He said the diverse applications of atomic energy await exploration by both technology professionals and science fiction writers.

    Hou Zhiming, executive vice chairman of the Sichuan Writers Association, said the N Universe brand bridges science fiction and reality, reflecting China’s cultural confidence in nuclear technology while attracting writers and enthusiasts worldwide.

    “This will inspire more people to engage in science fiction writing, collectively promoting the development of science fiction literature and exploring humanity’s unlimited possibilities,” Hou said.

    Earlier today, Governor Kathy Hochul participated in Axios’ Fireside Chat with Dan Primack. Axios is an American news website based in Arlington, VA. It was founded in 2014 and launched the following year by former Politico journalists Jim VandeHei, Mike Allen and Roy Schwartz. Axios’ BFD is a half-day event where reporters will convene industry leaders to unpack their hyper-relevant news and trends. This event offers attendees an inside track into some of the biggest topics on investors’ minds.

    Dan Primack, Axios: As I’ve said a couple of times from this stage, we are a couple of weeks away from an election, so it felt apropos that we should have an actual politician on stage — not just somebody talking about politics. So please welcome the Governor of New York, Governor Kathy Hochul.

    Governor Hochul: An actual politician?

    Dan Primack, Axios: An actual politician. Sorry, is that offensive?

    Governor Hochul: I prefer an elected official. It sounds a little nicer, but if you have to call me a politician, I’ve been called worse.

    Dan Primack, Axios: Alright. So, governor, you’ve said — Governor’s Office says — but you’ve said you want to make New York the most business friendly state in the country. How do you gauge that? What’s your metric for that?

    Governor Hochul: Well, sometimes it’s not what you do, it’s what you stop from happening. Like a major tax increase on high net worth people that I was able to, you know, stop in its tracks last year. Because I’m not in the business of driving successful people out of our state, I want to bring them back to the State. And so, it’s also, it’s economic policies, it’s also saying that, you know, “We’re going to break down some barriers for you and we’ll be there with financial incentives.” And we’ll talk about Micron, I presume, but there’s no way Micron was going to build the nation’s largest semiconductor facility — $100 billion of investment, the largest in our history, with 50,000 jobs — if there weren’t incentives from the Biden-Harris Administration. But that just meant that all 50 states could compete. I had to win that war and put $10 billion on the table for that entire industry. So you have to have incentives in place, you have to go after the businesses you want, and now I’m going after the whole supply chain to support Micron and others who are coming. So, it’s very intentional. You don’t say, “We’re in New York. Everybody’s going to come,” because we’re in a competitive race and I’m a very competitive person. So I don’t want to lose that and I’ll do whatever I have to do to make sure people know that we are the place, and I’ll be judged by how many jobs we create. I’m starting off with 50,000 right there, so I’m already ahead of the game.

    We’ve also created more manufacturing jobs, stopping a 30 year decline in manufacturing. Now we’re talking about advanced manufacturing. So, we have the evidence to show that in the three years I’ve been governor, really putting the focus on this, we’re seeing results already.

    Dan Primack, Axios: How do you, you know — a big part of what you’re working on, and we’ve heard a bunch today about this Empire AI Initiative. And as part of this, you got about $275 million from the State and there’s another $150 million from the private sector. It’s an enormous amount of money. However, it’s also less than 10 percent, say of what OpenAI, a California company, raised in the private sector on its own just two weeks ago. Can companies in New York compete with what’s happening in Silicon Valley when you see — in AI — when you see the enormous amounts of money going into these companies?

    Governor Hochul: I’m not competing with the private sector to own AI. My view is — as I announced in my State of the State last January — that whoever owns this next chapter of AI for public good will own everything. So what we have —

    Dan Primack, Axios: What does that mean for public good?

    Governor Hochul: I will be very happy to tell you. I was just at the University of Buffalo two weeks ago with Marilyn Simons and Tom Secunda — the individuals who helped us innovate this, which no other state in the nation has entertained. I can tell you that Microsoft and OpenAI — they have amazing supercomputers dedicated to AI for their own profit; for the private sector. But we said, “We want to democratize AI, make it available to solve society’s problems, innovate new cancer therapies, help us predict weather better than we have been, so I know when that storm is coming and what I can do to prepare for it,” and all kinds of social problems that we can solve by being creative. So what I decided to do is put $275 million with the Legislature’s support — and that’s not always the easiest thing to do — then convince them to let go of that money and really take a leap of faith with me. But then the private sector raised $150 million — but we have university partners. This is what sets us apart. I have Cornell and NYU and RPI and Flight Iron Institute, Columbia, CUNY and SUNY schools all have bought into this, so they get a piece of the action. Their researchers, their students can use the power that I’ve created at a place called Buffalo, New York — where I’m from — and that is going to power the whole state’s research. And so nobody else touched this.

    Dan Primack, Axios: Are you — and you mentioned Buffalo, New York, and we were talking backstage — are you concerned about the power needs for this supercomputer and other AI projects in the State?

    Governor Hochul: Well, I picked Buffalo for a variety of reasons — and we just announced another supercomputer at the University of Albany — but because power is less expensive Upstate, It’s more plentiful; space is less expensive. So it’s all being used across the State. But as far as its home — I have Niagara Falls, which has been powering our state since since the original Tesla. So, we’ve been doing this since the turn of the last century.

    So, I’m always concerned about capacity though as we’re attracting more and more, you know, large data centers and the supply chain companies that are now rushing to New York. I mean, I’ve been bringing companies from all over the world to Upstate New York now because of this whole innovation ecosystem we’re creating. But I have to focus on — not just our wind and solar and hydro and geothermal — but we’re going to have to look at other sources as well and be real aggressive about it because the states that are leaning into the energy sources are the ones that’ll win the race and we cannot lose that.

    Dan Primack, Axios: From your perspective, what is the biggest mistake businesses make when dealing with New York State government?

    Governor Hochul: When they’re dealing with our state government they have to have more skin in the game, and I want them to be fostering our social goals. And let me explain why Micron was so attractive to us: I’m a mom. I used to work on Capitol Hill for Senator Moynihan a long time ago. When my kids were born, I had no child care, had to leave the workforce for a while. We talk to companies like Micron and we say, “We want a number of things from you. We’ll help you. We want you to provide child care on site.” A lot of companies would say, “I’m not sure.” I said, “Do you want to diversify your workforce? Would you like to get more women? Would you like to get young women? Would you like to have it be a family friendly place?” Guess what they’re building right now? A child care center on site. We want them to draw from the neighbors, the neighboring communities that are underserved — the City of Syracuse. We want you to put in workforce development programs. We’re literally changing the curriculum in nine counties around where Micron will go, working with our teachers union, to say, “We’re going to teach young people coding and other computer science skills while they’re still in grade school and high school.”

    So when Micron says, “Why would we come to Upstate New York?” You’re asking me to do all these things to further your social goal. But this is for your workforce. You’ll have a workforce that is not transitional. You’re not always going to have to be hiring someone. They’re not going to leave you after 18 months. They will stay. And that is part of the culture of Upstate New York, where I’m from, with the legacy industries, like the Bethlehem Steels — where my dad and grandpa worked — and Kodak and Bausch and Lomb. I say to them, “One of the drivers of why people should be coming to New York State is that we have a workforce that is brilliant. But also, they’ll stay with the company unlike what happens in other parts of the United States.”

    Dan Primack, Axios: Let me tie two things together. You talked about skin in the game and you’ve talked about Buffalo and Upstate New York. One of the biggest deals I guess you’ve done as Governor is getting the stadium financing deal done for your Buffalo Bills. I will say your Buffalo Bills.

    Governor Hochul: No, no. The only team that plays in New York.

    Dan Primack, Axios: Fair enough. The only team that plays in New York.

    Governor Hochul: Okay, and I love my other teams too, but just —

    Dan Primack, Axios: Fair. Look, I’m from Boston, I — good, yeah, slam the Jets and the Giants, I’m good with this.

    Governor Hochul: You want to go there? Okay. How are the Red Sox doing? How are the Red Sox doing?

    Dan Primack, Axios: We don’t waste our money. Okay, so we — let me just ask though — when you talked about skin in the game, the package for the new Bills stadium is the most public financing ever for a football stadium in the U.S. Why don’t the taxpayers of New York get some skin in the game themselves? Why was there talk about negotiating some actual equity for the State of New York in this team?

    Governor Hochul: Here’s what I’m going to explain to you: Look at the more recent data. This is not the largest subsidy for a team.

    Dan Primack, Axios: But it’s huge. Let’s just stipulate very big.

    Governor Hochul: Well, in proportion to the cost. And I was very smart when I negotiated this because I said, “There’s no cost escalation for the State.” So we’re in for $650 million of what’ll be well over a $2 billion stadium. The State of Tennessee kicked in a billion for their stadium. So we’re not in that league. But also, what happened was it wasn’t just waking up one day and — oh, let’s do a new stadium. They had a lease that expired. Other states were looking to recruit them. I know this for a fact. It’s a small market, the Buffalo Bills, there’s companies, states and cities that were luring them. I had to close the deal, because this is part of the identity of most of Upstate New York. Most of Upstate New York affiliates with this team, and this is important — an economic driver as well. We get a return on investment. After 17 years, I will have paid back that $650 million just in the income tax on salaries from the players.

    Dan Primack, Axios: In that amount of time, the value of the team could be five times what it is now, and it’s the owner of the team who’s going to get to benefit the most.

    Governor Hochul: Well, I’ve made sure that they are a Buffalo Bills team, not one of the other five cities that I was in competition with. Remember, I don’t lose anything — we don’t lose. This is an economic decision and the money will be paid back in 17 years, or perhaps sooner the way the salaries are going.

    Dan Primack, Axios: Let me ask something else about balancing because you’ve talked about balancing, which is obviously the New York City congestion tax, or the congestion fee, rather, which you decided to kill shortly before it went into impact. How do you balance economic needs of the City and of the State with your climate goal?

    Governor Hochul: Again, I’m going to correct a word here — kill versus pause.

    Dan Primack, Axios: Okay, indefinitely pause. Is that indefinite going to come off?

    Governor Hochul: I never used the word indefinitely. Those are people who are criticizing my decision to say that at this point — when we are dealing with escalating inflation, which was not even a factor — this is the first time in four years that inflation has really been a real burden for New Yorkers.

    Fifteen dollars to start out of the blue. All of a sudden, turn it on — it didn’t take into consideration how New Yorkers are struggling right now. So, I said we’re going to put this on a pause for now, because I also have many other energy goals and climate goals that I’m focused on, but that does not mean it is dead. I know how to kill something. I did not kill it.

    Dan Primack, Axios: You’ve said there’d be — I think you said, and correct me if I’m wrong — there’d be a replacement plan by year-end. Is that still on target?

    Governor Hochul: Yes. We have until the year-end.

    Dan Primack, Axios: You have until year-end. Do you expect that by year-end, there will be a replacement plan?

    Governor Hochul: I will have revealed, to the world, the strategy that we’ve been working on for a long time with the Legislature, which is also involved. I want to be clear on that. The Legislature is not in session right now, but that was a decision that was based on the fact that $15 is too much for New Yorkers right now. And, even London — that people tout and look at what they did in London — they started at €8 at the time and gradually, over time, went up to that, so there’s not a shock to the system.

    And, also, I’m focused on bringing the City back. People can work remotely, right? This wasn’t even an option when this congestion pricing was put in place in 2019. It wasn’t even an option. Of course you’re going to come to work. And it’s $3,800 more a year at $15.

    That’s a lot for a teacher, or a health care worker, or a delivery person coming in from Queens or a plumber coming into town. So, I’m just the kind of Governor that’s going to look at the impacts of decisions — who’s being hurt by this? Can they defend themselves? Do they have lobbyists? Do they have access to the editorial boards? No, these folks don’t. I was their voice, but I’m also saying, I am so vested in making sure that we achieve our climate goals because I believe in them.

    I grew up in a toxic environmental dump. The air was orange when I was growing up because of the smoke billowing out of the steel plant, which created 20,000 jobs, but nobody cared about the environmental impact. So, I’m going to make sure that New York continues to be nation leading and achieving our energy goals, our climate goals.

    Dan Primack, Axios: Do you feel the remote work or the hybrid work revolution — call it post-COVID — do you feel that’s changed Manhattan permanently?

    Governor Hochul: Yes. Yes, it has. But we can always reimagine Manhattan just like we did after 9/11 — and, I give Mayor Bloomberg a lot of credit for what he did during that era. When you look at this place, people did not live in lower Manhattan, they worked there but they never lived there. Now, it is a thriving 24/7 community.

    We can do that in Midtown as well, and I’m convinced of this — that we can take with the laws I had to change because you couldn’t convert commercial into residential without a change in the law that I was able to secure just a few months ago. Now developers can look at a commercial building in Midtown and say, “You know what? It’s only 30 percent full. I’m not sure people are coming back. Let’s convert it into housing.”

    Now I’ve got more affordability because I’ve created supply, which is everything.

    Dan Primack, Axios: You mentioned Mayor Bloomberg. Let me ask about a more recent, current mayor. Business people talk all the time about wanting certainty. They often do it for their own purposes. How is it problematic for New York City’s business particularly, to have a mayor who is under indictment?

    Governor Hochul: I speak to business leaders all day long, including this morning over a breakfast meeting. Some significant leaders. And I asked them that question: How are you feeling? And the answer was, “Well, three weeks ago, it was a hair on fire moment.” And I’ve stepped in to offer the stability to say, we’ll work with the Mayor to get through this because I come from a business family. I know uncertainty is paralyzing, but they are expressing to me that they now have confidence, there’s been changes in the administration.

    They know that I’m keeping an eye on this situation because I want the City — and I represent 8.3 million New York City residents as well. These are my constituents. We will make sure that their services are provided. They will not see a disruption in what they’re accustomed to getting because they deserve to have the best. And I’m watching all this.

    Dan Primack, Axios: You obviously originally were running mates, or you served under former Governor Cuomo. There’s lots of talk about him possibly running for mayor here. I’m not asking, obviously, who you would endorse. I’m asking, should voters consider him as a viable candidate if he chooses to run, given what happened in the past and some of the things you’ve said about what he did in the past?

    Governor Hochul: I’m not here to pass judgment on people right now. But I will say this: New Yorkers deserve people with integrity and accomplishments and who do things for the right reasons. Who will do it for the benefit of the people and not their own self-serving reasons. So I will be looking for people like that.

    Right now we have a mayor — we have an elected mayor of the City of New York. Everything could change or everything may not change. But we do know we have an election two weeks from now. Two weeks from now. And that is the one that we’re focused on, as well as my intensive, intensive work — not just for Kamala Harris.

    I just got back from seeing her in Michigan and we were in Pennsylvania, but here in New York, we have the opportunity to give President Kamala Harris a Democratic House Representatives. And I am laser focused on making sure Hakeem Jeffries, our very own New Yorker who knows our community and its needs and knows I’m going to need money for the MTA for example. Give me more money for public transit. That’s my number one ask. I have to make sure we pick up some seats in the Hudson Valley. And in Long Island, I just came in from Long Island just a little short time ago. And, you know, the polls are showing that areas that were written off, are now in place. So the world is going to change in two weeks.

    Dan Primack, Axios: Let me ask one quick final question because we are out of time. You have said you are, I think the term was “Not going anywhere.” Plan to run for reelection here. If Kamala Harris wins the White House and she calls you up, says, “Governor Hochul, we would like you to come down to D.C. and serve as secretary of X.” Are you going?

    Governor Hochul: I’m going to say this and you can quote me 1,000 times: “President Harris, I’m honored that you’d consider me to join your brand new administration — historic. I’m so excited about you, but I’m going to do better for you continuing as the Governor of New York because you’re going to need allies in our state houses to make sure that we continue the great partnership that I’ve had with the Biden Administration. And I’m not going anywhere.”

Cybercrime scholars Suleman Lazarus and Mark Button shine a spotlight on west Africa’s “hustle kingdoms”, which are becoming common in Ghana and Nigeria. At these informal academies, people are taught to carry out digital scams. Sextortion – coercing victims into sharing sexually explicit content and threatening to make it public if the scammer is not paid – is one such strategy.

    The psychology of scammers

    Luckily, researchers are developing new ways to understand the psychology of online scammers. Rennie Naidoo, a professor of information systems, explains how behavioural science and data science could join forces to combat cybercrime. While data science can be used to identify patterns that indicate potential cyber threats, he points out, it cannot recognise the human factors that drive cybercriminal behaviour. That’s where behavioural science comes in.

    Truth and lies on the internet

    Disinformation and misinformation have become depressingly common in online spaces. Misinformation arises from people unwittingly spreading falsehoods; disinformation involves the deliberate, planned dissemination of lies.   • MIL-OSI Global: California’s governor blocked landmark AI safety laws. Here’s why it’s such a key ruling for the future of AI worldwide

    In a world where artificial intelligence is rapidly shaping the future, California has found itself at a critical juncture. The US state’s governor, Gavin Newsom, recently blocked a key AI safety bill aimed at tightening regulations on generative AI development.

    The Safe and Secure Innovation for Frontier Artificial Intelligence Models Act (SB 1047) was seen by many as a necessary safeguard on the technology’s development. Generative AI covers systems that produce new content in text, video, images and music – often in response to questions, or “prompts”, by a user.

    But Newsom said the bill risked “curtailing the very innovation
    that fuels advancement in favour of the public good”. While agreeing the public needs to be protected from threats posed by the technology, he argued that SB 1047 was not “the best approach”.

    What happens in California is so important because it is the home of Silicon Valley. Of the world’s top 50 AI companies, 32 are currently headquartered within the state. California’s legislature therefore has a unique role in efforts to ensure the safety of AI-based technology.

    But Newsom’s decision also reflects a deeper question: can innovation and safety truly coexist, or do we have to sacrifice one to advance the other?

    California’s tech industry contributes billions of dollars to the state’s economy and generates thousands of jobs. Newsom, along with prominent tech investors such as Marc Andreessen, believes too many regulations could slow down AI’s growth. Andreessen praised the veto, saying it supports “economic growth and freedom” over excessive caution.

    However, rapidly advancing AI technologies could bring serious risks, from spreading disinformation to enabling sophisticated cyberattacks that could harm society.
    One of the significant challenges is understanding just how powerful today’s AI systems have become.

    Generative AI models, like OpenAI’s GPT-4, are capable of complex reasoning and can produce human-like text. AI can also create incredibly realistic fake images and videos, known as deepfakes, which have the potential to undermine trust in the media and disrupt elections. For example, deepfake videos of public figures could be used to spread disinformation, leading to confusion and mistrust.

    AI-generated misinformation could also be used to manipulate financial markets or incite social unrest. The unsettling part is that no one knows exactly what’s coming next. These technologies open doors for innovation – but without proper regulation, AI tools could be misused in ways that are difficult to predict or control.

    Traditional methods of testing and regulating software fall short when it comes to generative AI tools that can create artificial images or video. These systems evolve in ways that even their creators can’t fully anticipate, especially after being trained on vast amounts of data from interactions with millions of people, such as ChatGPT.

    SB 1047 sought to address this concern by requiring companies to implement “kill switches” in their AI software that can deactivate the technology in the even of a problem. The law would also have required them to create detailed safety plans for any AI project with a budget over US$100 million (£77.2m).

    Critics said the bill was too broad, meaning it could affect even lower-risk projects. But its main goal was to set up basic protections in an industry that’s arguably moving faster than lawmakers can keep up with.

    California as a global leader

    What California decides could affect the world. As a global tech leader, the state’s approach to regulating AI could set a standard for other countries, as it has done in the past. For example, California’s leadership in setting stringent vehicle emissions standards through the California Consumer Privacy Act (CCPA), and its early regulation of self-driving cars, have influenced other states and countries to adopt similar measures.

    But by vetoing SB 1047, California may have sent a message that it’s not ready to lead the way in AI regulation. This could leave room for other countries to step in – countries that may not care as much as the US about ethics and public safety.

    Tesla’s CEO, Elon Musk, had cautiously supported the bill, acknowledging that while it was a “tough call”, it was probably a good idea. His stance shows that even tech insiders recognise the risks AI poses. This might be a sign the industry is ready to work with policymakers on how best to regulate this new breed of technology.

    The notion that regulation automatically stifles innovation is misleading. Effective laws can create a framework that not only protects people, but allows AI to grow sustainably. For example, regulations can help ensure that AI systems are developed responsibly, with considerations for privacy, fairness and transparency. This can build public trust, which is essential for the widespread adoption of AI technologies.

    The future of AI doesn’t have to be a choice between innovation and safety. By implementing reasonable safeguards, we can unlock the full potential of AI while keeping society safe. Public engagement is crucial in this process. People need to be informed about AI’s capabilities and risks to participate in shaping policies that reflect society’s values.

    The stakes are high and AI is advancing rapidly. It’s time for proactive action to ensure we reap the benefits of AI without compromising our safety. But California’s killing of the AI bill also raises a wider question on the increasing power and influence of tech companies, given they raised objections that subsequently led to its veto.

  • MIL-OSI Global: From a salty breeze to the stench of sewage, here’s how smell affects our ocean experience and reflects changing seas

    Apart from the breathtaking sight of vast blue waters or the rhythmic sound of crashing waves, the vivid smell of the sea ties us to the rhythms of nature and the ebb and flow of the tides. The salty freshness of a coastal breeze or the distinctive scent of seaweed can transport us back to memories of seaside holidays, fishing trips, or childhood adventures.

    A “smellscape” is the perceived smell environment which can be fleeting or may build over time, depending on our past experiences and backgrounds.

    My research investigates how smells trigger feelings, imaginations and memories in places. As geographer Paul W. Rodaway noted 30 years ago, “olfaction gives us not just a sensuous geography of places and spatial relationships, but also an emotional one of love and hate, pain and joy, attachment and alienation”.

    There’s no single ocean smell. Smellscapes of the sea are multi-layered; they are shaped by interactions between water, marine life and environmental conditions. Every time we breathe in sea air, we receive information from the marine environment – the chemicals generated from the ecological processes or contaminants produced by human activities.


    Swimming, sailing, even just building a sandcastle – the ocean benefits our physical and mental wellbeing. Curious about how a strong coastal connection helps drive marine conservation, scientists are diving in to investigate the power of blue health.

    The main chemical that contributes to that distinctive sea smell is dimethyl sulphide. This volatile organic compound containing sulphur that’s present in air and water in all marine areas.

    Dimethyl sulphide, along with the evaporation of salty sea spray, creates that sharp, tangy smell that’s synonymous with the coastal experience. The concentration of dimethyl sulphide depends on many biological processes in the ocean. Marine algae produce a chemical called dimethylsulfoniopropionate (DMSP) which helps regulate their internal conditions during times of environmental stress. When algae die, that DMSP is released into the surrounding water where bacteria and enzymes convert it into dimethyl sulphide.

    The Moon also affects the smell of the sea because the growth of algae changes with the tides. American marine biologist Rachel Carson described the impact of moon cycle on the ocean smell in her book The Sea Around Us (1951):

    …for a time each spring, the waters may become blotched with brown, jellylike masses, and the fishermen’s nets come up dripping a brown slime and containing no fish, for the herring have turned away from these waters as though in loathing of the viscid, foul-smelling algae. But in less time than passes between the full moon and the new, the spring flowering of Phaeocystis is past and the waters have cleared again.

    Changing smells reflect the changes in dynamics between marine life, water, the atmosphere and human activities. The foul smell from algae indicates decomposition and anaerobic activity in the water. The smell of decay often accompanies oxygen-deprived environments where organic matter breaks down. Monitoring the olfactory signals of ecosystems, such as the concentration of dimethyl sulphide or the smell of decaying algae, can provide insights into the health of marine environments and signal potential problems like low oxygen levels or contamination.

    Scientists have started to explore the impact of climate change on the sea smells. Recent research by Matthew Salter, a marine biogeochemist at Stockholm University, investigates the volatile organic compounds (gaseous chemicals) emitted by cyanobacteria and other plankton that inhabit coastlines of the Baltic Sea. His team studies how these chemicals contribute to the formation of aerosols leading to climate change.

    Saving healthy smellscapes

    Preserving the natural scents of the sea requires concerted efforts to reduce sewage pollution and plastic waste reaching the sea. That involves promoting sustainable fishing practices and urban development, and mitigating climate change that causes extreme weather and rising sea levels that threaten marine habitats and coastal landscapes. Oceans are becoming more acidic as more carbon dioxide enters the atmosphere.

    New findings suggest that ocean acidification may affect how sea creatures detect smells, which, in turn, affects their ability to detect predators, find food and track mates.

    Melting ice caps and thawing permafrost are also releasing bacteria and other microbes that have been dormant for thousands or even millions of years. So how the sea smellscapes might change over the coming decades and centuries is unpredictable.

    Meanwhile, creatives are pioneering ways to document ocean smellscapes. In the tidalectics project, Norwegian chemist Sissel Tolaas collected oceanic smells from the Caribbean and the Pacific coasts of Costa Rica, analysed the key chemicals and reproduced them. At her exhibition, she presented smells from waves to pollution to alert people about ecological change through their noses.

    Researcher and artist Kate Mclean creates maps to illustrate smellscapes. In Newport, a seaside city on Rhode Island in the US, she documented the ocean-based smells to build a visual-olfactory catalogue. Different colour codes represent different collective responses to smells from people who joined Mclean on a smell walk. Blue lines show ocean smells spreading across the island as they are encountered frequently by residents and visitors.

    As the environment changes, documenting smellscapes of the ocean could provide insight into the state of our seas and our relationship with coastal waters. So next time you take a breath of fresh air, by the sea or otherwise, take a moment to think about scent ecology. Our relationships with smells play a crucial role in connecting us to nature and telling us more about the health of our oceans.

    The health of our society is deeply intertwined with the health of our planet. While much of the global conversation around the environment focuses on the devastating impacts of climate change, it is crucial to recognize that climate and biodiversity are part of a broader ecological system. The loss and degradation of nature is both a result of and a contributor to climate disruption, as healthy ecosystems play a vital role in regulating the climate. Since 1970, global wildlife populations have plummeted by 70%. And in the last century, nearly 500 vertebrate species have been lost forever. 

    This week, leaders from around the world are gathering for COP16, a United Nations conference in Cali, Colombia, to drive actions to reverse this trend. COP16 will focus on advancing global efforts to implement the UN Biodiversity Plan, which highlights the critical role that companies must play in building a nature-positive world.

    Leveraging AI to Boost Biodiversity  

    At Microsoft, we believe we must use technology that matches the scale and complexity of the challenges we face. Given the vastness and complexity of Earth’s ecosystems, AI is emerging as an indispensable conservation tool. AI can empower us with the speed and scale necessary to analyze and better understand Earth’s biodiversity. 

    Technology can not only coexist with nature but help it thrive. One such example is Project Guacamaya, which combines the power of AI with satellite imagery, wildlife imagery, and acoustic data to monitor deforestation and protect biodiversity in the Amazon. Nearly five million acres of the Amazon were deforested in 2022, a 21% increase from the previous year. Thanks to Project Guacamaya, a joint effort of the CinfonIA Research Center at Universidad de los Andes, Instituto SINCHI, Instituto Humboldt, Planet Labs PBC and Microsoft AI for Good Lab, AI is helping protect this tremendous natural resource.

    One aspect of Project Guacamaya involves using AI to identify bird and non-bird sounds in the Amazon. The project has so far analyzed more than 100,000 sounds and achieved over 80% reliability in species identification. Because AI offers real-time analysis, this tool allows researchers and conservationists to respond quickly and effectively to ecological shifts. As Zhongqi Miao, AI for Good Lab’s lead bioacoustics research scientist, noted, “By converting sounds from nature into measurable data, AI helps monitor wildlife populations and track changes in ecosystems.”  

    Building AI and Conservation Skills 

    It’s imperative that the global workforce be prepared to address the biodiversity crisis. This means training more green talent. A LinkedIn study found that the share of green talent in 48 evaluated countries increased by a median of 12.3% between 2022 and 2023. This is promising progress, but we must increase the momentum: the same study found that only one in eight workers around the world has at least one green skill, such as those related to solar power or electric vehicles.  

    We also need to ensure that our green workforce can leverage technology to advance sustainability. Applying advanced AI models in real-world conservation scenarios can be challenging due to their complexity and the need for specialized knowledge. That’s why researchers involved with Project Guacamaya released Pytorch Wildlife, an open-source platform available on GitHub designed for creating, modifying, and sharing powerful AI conservation models.  

    Pytorch Wildlife’s intuitive, user-friendly interface, accessible through local installation or Hugging Face, enables users to detect and classify animals in images and videos. With an emphasis on usability and accessibility, Pytorch Wildlife can be used by individuals with limited or no technical background. It also offers a modular codebase to simplify feature expansion and further development. 

    Strengthening Corporate Investments in Nature 

    In 2020, Microsoft launched a new ecosystems and biodiversity initiative in which we pledged to protect more land than we use while leveraging our voice, tools, and investments to protect and restore ecosystems. We know that our efforts alone won’t be enough to drive the pace and scale of progress needed. When it comes to advancing biodiversity and sustainability, governments, the science community, NGOs, and the private sector all have a vital role to play.   

    Other Microsoft efforts to boost biodiversity in Latin America include projects to restore and protect freshwater ecosystems in São Paulo; drive wetland restoration through on-the-ground efforts, public policy advocacy, collective action, and scientific research in Chile; restore traditional wetland agriculture methods to conserve Lake Xochimilco and the Axolotl; and protect 236,000 acres in the biodiversity hotspot of Belize’s Maya Forest.  

    Our nature-based carbon removal investments, including those with Mombak and BTG Pactual, are also aligned with our commitment to become carbon negative by 2030. Our agreement with BTG Pactual, which is the largest known carbon dioxide removal credit transaction to date, is part of BTG Pactual’s $1 billion reforestation and restoration strategy in Latin America.     Through our $1 billion Climate Innovation Fund, we support innovative solutions that can provide scaled positive impact for people and the planet across our four sustainability pillars: carbon, water, waste, and ecosystem. The companies in our portfolio are pairing cutting-edge technologies and datasets with the latest in Internet of Things (IoT), machine learning, and cloud computing, to create data-driven solutions that enable better decision-making and action for natural ecosystems. Our recent investments include: 

    • Yard Stick – a soil carbon monitoring, reporting, and verification (MRV) company that has created an innovative soil carbon IoT device, paired with data analytics and insights to measure and track soil carbon at farm scale.
    • Vibrant Planet – a prioritization system for land management restoration efforts.
    • Farmland LP – an investment management firm that buys conventional farmland and transitions it to organic farmland, utilizing regenerative agriculture practices.    

    Lessons for the Future 

    Over the last four years, we have made progress in contributing to a nature-positive world. However, our journey has not been without challenges. There is more to do and more to learn. It can be difficult for companies to invest holistically in ecosystem health because they often lack the knowledge, tools, and incentives needed to do so. Recently, we collaborated with an international team of experts to explore what is needed to overcome these challenges. In this whitepaper, we outline eight important lessons:  

    1. Build incentives to invest in ecosystem health: Establish mechanisms that recognize and reward companies for investing in nature-based solutions that improve ecosystem health and ensure local community benefits and stewardship. 
    2. Agree on science-based standards for ecosystem health: Civil society and companies need to collaborate with scientists to agree on corporate standards for characterizing how sustainability investments affect ecosystem health. 
    3. Make science accessible and build capacity to use it: All actors need to use the best available science to evaluate ecological and social risks, design projects that enhance ecosystem health, and assess it effectively.   
    4. Accept tradeoffs and work to minimize them: While not all sustainability benefits can be maximized at once, strategic planning can reduce negative impacts and optimize positive outcomes.  
    5. Innovate to derisk investment: Nature-based investments face risks from the variability of natural systems; better tools are needed to understand, insure, and manage these risks. 
    6. Expand blended finance: Combining public and private capital can reduce financial risks to private investors and attract more investment into nature-based solutions. 
    7. Invest beyond capital: While funding is vital, projects and startups also need strategic support, including expertise, long-term demand signals, and market access. 
    8. Leverage AI for scale, speed, and reliability: AI can help companies prioritize ecosystem health by enabling cheaper, more effective measurement, trade-off analysis, and risk management.  

    The challenges facing our ecosystems are substantial, but so too are the resources at our disposal. Our COP16 convening in Cali ahead of COP30 in Brazil next year will help bring much-needed global focus to this critical topic in a vibrant part of our planet – known for its unparalleled biodiversity and its important role in regulating climate patterns and safeguarding ecosystems globally. We are looking forward to continuing to explore ways we can collectively take action and leverage technology to protect and preserve ecosystems for generations to come.

  • MIL-OSI USA: Gates Foundation Bolsters Thanh Nguyen’s Vaccine Research

    UConn associate Professor Thanh Nguyen’s microneedle patch technology is helping to eradicate serious diseases throughout the world. He has a significant backer in his groundbreaking research: The Bill and Melinda Gates Foundation, which has awarded a series of grants totaling $6.6 million.

    Nguyen, an associate professor in the College of Engineering’s School of Mechanical, Aerospace, and Manufacturing Engineering, is one of UConn’s leading research fundraisers. His work has garnered significant awards from the National Institutes of Health (NIH), US Department of Agriculture (USDA) and now the Gates Foundation.

    The funding supports Nguyen’s research and innovation on a microneedle array patch capable of delivering multiple human vaccines at once. The Gates Foundation initially awarded $2 million. Following early success on the project, funding increased by $600,000 to support the development of a scale-up manufacturing technology capable of producing many patches per day on an industrial scale. His microneedle method is far less painful than traditional syringe delivery, absorbing the vaccines through the skin as opposed to injecting directly into the body.

    Funding has more than doubled since the initial award. In late September, the Gates Foundation awarded Nguyen another $4 million to take the patch a step farther as a pentavalent and Polio vaccine that addresses six diseases or viruses at once: diphtheria, tetanus, pertussis, HIV, Hepatitis B, and especially, Polio.

    Once almost eradicated, Polio continues to affect populations in developing countries, with the most cases reported in Afghanistan and neighboring Pakistan. Nguyen hopes the microneedle patch will make new progress in the effort to eliminate the threat of polio once and for all.

    Now with $6.6 million in Gates Foundation funding, Nguyen and his laboratory can build up productivity. He is partnering with LTS, one of the world’s leading manufacturers of microneedle systems, to significantly scale up production on the patches. Concurrently, he is expanding the size of the laboratory, creating opportunities with UConn students to explore vaccine science.

    The award also surpasses a milestone in fundraising for Nguyen and UConn. Through the Gates Foundation, National Institutes of Health (NIH), USDA, and others, Nguyen has now earned more than $25 million in research awards.

    “That kind of funding doesn’t come naturally,” says Nguyen. “It comes from the recognition of the high impact of the research and the lab’s success in publishing articles. It is a testament to the importance of what we are doing.”

    Nguyen’s research expands on other research into microneedle patch capabilities. Also in late September of 2024, he received an NIH RO1 grant to test the effectiveness of anti-HIV patches in small and large mammals, with the eventual goal of vaccinating infant humans who breastfeed from infected mothers.

    Research is not limited to vaccine delivery. Nguyen won a second RO1 grant for a project investigating acceleration of healing defects to the largest bones in the body, such as the femur and tibia. The team is working to minimize the dangers of cell stimulation through the application of biomaterials as an electrically active scaffold over a defect.

  • MIL-OSI USA: NASA Begins New Deployable Solar Array Tech Demo on Pathfinder Spacecraft

    NASA recently evaluated initial flight data and imagery from Pathfinder Technology Demonstrator-4 (PTD-4), confirming proper checkout of the spacecraft’s systems including its on-board electronics as well as the payload’s support systems such as the small onboard camera. Shown above is a test image of Earth taken by the payload camera, shortly after PTD-4 reached orbit. This camera will continue photographing the technology demonstration during the mission. 
    Payload operations are now underway for the primary objective of the PTD-4 mission – the demonstration of a new power and communications technology for future spacecraft. The payload, a deployable solar array with an integrated antenna called the Lightweight Integrated Solar Array and anTenna, or LISA-T, has initiated deployment of its central boom structure. The boom supports four solar power and communication arrays, also called petals. Releasing the central boom pushes the still-stowed petals nearly three feet (one meter) away from the spacecraft bus. The mission team currently is working through an initial challenge to get LISA-T’s central boom to fully extend before unfolding the petals and beginning its power generation and communication operations.
    Small spacecraft on deep space missions require more electrical power than what is currently offered by existing technology. The four-petal solar array of LISA-T is a thin-film solar array that offers lower mass, lower stowed volume, and three times more power per mass and volume allocation than current solar arrays. The in-orbit technology demonstration includes deployment, operation, and environmental survivability of the thin-film solar array.  
    “The LISA-T experiment is an opportunity for NASA and the small spacecraft community to advance the packaging, deployment, and operation of thin-film, fully flexible solar and antenna arrays in space. The thin-film arrays will vastly improve power generation and communication capabilities throughout many different mission applications,” said Dr. John Carr, deputy center chief technologist at NASA’s Marshall Space Flight Center in Huntsville, Alabama. “These capabilities are critical for achieving higher value science alongside the exploration of deep space with small spacecraft.”
    The Pathfinder Technology Demonstration series of missions leverages a commercial platform which serves to test innovative technologies to  increase the capability of small spacecraft. Deploying LISA-T’s thin solar array in the harsh environment of space presents inherent challenges such as deploying large highly flexible non-metallic structures with high area to mass ratios. Performing experiments such as LISA-T on a smaller, lower-cost spacecraft allows NASA the opportunity to take manageable risk with high probability of great return. The LISA-T experiment aims to enable future deep space missions with the ability to acquire and communicate data through improved power generation and communication capabilities on the same integrated array.
    The PTD-4 small spacecraft is hosting the in-orbit technology demonstration called LISA-T. The PTD-4 spacecraft deployed into low Earth orbit from SpaceX’s Transporter-11 rocket which launched from Space Launch Complex 4E at Vandenberg Space Force Base in California on Aug. 16. NASA’s Marshall Space Flight Center in Huntsville, Alabama designed and built the LISA-T technology as well as LISA-T’s supporting avionics system. NASA’s Small Spacecraft Technology program, based at NASA’s Ames Research Center in California’s Silicon Valley and led by the agency’s Space Technology Mission Directorate, funds and manages the PTD-4 mission as well as the overall Pathfinder Technology Demonstration mission series. Terran Orbital Corporation of Irvine, California, developed and built the PTD-4 spacecraft bus, named Triumph.

    NASA teams are testing a key technology demonstration known as LISA-T, short for the Lightweight Integrated Solar Array and anTenna. It’s a super compact, stowable, thin-film solar array that when fully deployed in space, offers both a power generation and communication capability for small spacecraft. LISA-T’s orbital flight test is part of the Pathfinder Technology Demonstrator series of missions. To travel farther into deep space, small spacecraft require more electrical power than what is currently available through existing technology. LISA-T aims to answer that demand and would offer small spacecraft access to power without compromising mass or volume.     FBI Philadelphia is seeking the public’s assistance in identifying an unknown individual in the arson and sabotage of the side of a United States Department of Defense contractor building in State College, Pennsylvania.

    On June 4, 2024, an unknown individual spray painted pro-Palestinian graffiti on the side of a United States Department of Defense contractor building located on Science Park Road in State College, Pennsylvania. The graffiti stated, “FOR THE MARTYRS”, “ESCALATE 4 RAFAH”, and “FREE PALESTINE”. The suspect then tried to enter the secure facility but fled on foot after being confronted by security.

    In the early morning hours of June 9, 2024, the same individual returned to the location and spray-painted the building with “INTIFADA IS HERE” as well as an inverted red triangle indicting the “rising” is here. The individual also doused the area in a flammable liquid. The area included a compressed natural gas pipeline, a natural gas generator, and a nearby transformer, all of which are in close proximity to the building. The suspect set fire to the liquid and fled on foot in the same direction as the previous incident.

    The suspect is described as being White, between 5’9” and 6’0” tall, with longer blond or light brown hair, and with a shoe size between a men’s 10 and 11 or a women’s 12 and 13.

    The FBI is offering a reward of up to $10,000 for the arrest and conviction of the individual responsible.

    The Rosneft Scientific Institute in Ufa has opened a master’s programme in Petroleum Engineering for international students at the Ufa State Petroleum Technological University (USPTU). Ten applicants from Egypt, Nigeria and Cameroon were the first students on the programme.

    As part of the programme, Company specialists will work with university lecturers to teach students how to design, develop and produce onshore and offshore oil and gas fields, work with Rosneft’s digital software products, learn about innovative well drilling technologies and much more.

    Classes will be held in English. In this way, the specialised educational programme will be available to the majority of foreign students who do not speak Russian.

    To date, Rosneft Ufa Institute has opened 11 special and multi-disciplinary departments in the leading universities of the Republic of Bashkortostan: Ufa University of Science and Technology and Ufa State Petroleum Technological University. The departments reach more than 750 students. The most proactive will be invited for internships and paid apprenticeships. This year, more than 40 top graduates joined the Institute. Their theses proposed innovative solutions to the Company’s production challenges.

  • MIL-OSI Global: Immunotherapy was meant to defeat cancer – what happened to the great promise?

    In 1893, the American Journal of the Medical Sciences reported on ten patients whose large and hitherto incurable cancers had been injected with bacteria taken from skin infections. In every case, striking improvement was seen, marking the birth of “cancer immunotherapy” – using the power of the immune system to attack cancer.

    The immune system is the body’s most powerful weapon against cancer and infection. For a cancer cell, surviving long enough to divide and eventually form a lump or tumour is the result of a brutal Darwinian process. To reach this point, cancer must adapt, hiding from immune detection and co-opting patients’ immune machinery to betray its original programming and instead protect the cancer.

    Immunotherapy – which really started to take off just over a decade ago – is an attempt to artificially tip the balance back in favour of tumour elimination. Sometimes this can be done by taking off the brakes from immune cells already in the cancer.

    This works because cancers have fooled the body by using its own natural safety switches, or “checkpoints”, that usually keep our immune systems under control. Blocking these switches using specially chosen antibodies – biological drugs – turns the immune response back on. This approach is called “immune checkpoint blockade”.

    Mutations are alterations in genetic code that can lead to cancer. All cancers fall on a spectrum, depending on how many mutations the cells have. Typically, cancers caused by exposure to toxic or harmful things have higher numbers of mutations than those which are not – examples include melanoma, a type of skin cancer, and some types of colon cancer.

    From the perspective of the immune system, the more mutations there are, the “hotter” the cancer is. This may make a cancer more aggressive, but it also increases the chances that the immune system will have detected it and mounted a response. This is why immune checkpoint blockade therapy works well for these high-mutation cancers, but less well for others.

    The other type of immunotherapy does not rely on the natural activity of the immune system. This approach uses immune machinery that is designed in a laboratory, a bit like biological Lego. Scientists take pieces of existing immune mechanisms and combine them to make new ones, which enhance the way the body’s defence system responds.

    When put into the patient’s T-cells (a type of immune cell that usually fights viruses), this machinery allows them to attack and kill cancer. Called cell therapy, this approach has cured patients with previously incurable leukaemia.

    The new machinery, called a “chimeric antigen receptor” or “Car”, transforms a diverse T-cell population into Car-T, where the engineered cells all respond to the same cancer-associated marker.

    Victims of their own success

    Both types of immunotherapy have been victims of their own success. This has led to the replication of existing technology rather than riskier diversification. Of 11 immune checkpoint blockade treatments approved by American regulators, nine target the same immune interaction. And of the Car-T cell treatments approved in the US since their debut in 2017, all target one of two markers found exclusively on blood cancers.

    Substantial effort has been spent on iterative developments of the existing Car concept. Examples include changing the target or tuning the signals that stimulate the T-cells.

    This has yielded important advances, but the saturation of both academic and commercial research space has contributed to a diminishing appetite for funding more cell therapy programmes.

    Success against solid cancers has also been extremely low. The Darwinian adaptiveness shown by cancer creates a suppressive environment in a cancer lump, where it is hard for Car-T to work properly. So, reliance on a single technology has not delivered on its initial promise.

    Given that Car-T costs around £282,000 per patient in the UK, and the patient’s disease often worsens in the two-to-three weeks it takes to manufacture them, confidence is waning.

    This phenomenon is not new. In the 1950s, confidence in chemotherapy was low because single drugs failed to produce lasting cures. But by the 1960s, combination chemotherapy began to deliver durable patient benefit, and multi-drug regimens now form a mainstay of cancer therapy.

    Immunotherapies that use combination approaches are now emerging. Recent research from University College London demonstrated how engineered immune cells called gamma-delta T-cells could act as delivery vehicles for anti-cancer antibodies.

    In this approach, not only did the engineered cells kill cancer in mice, they also empowered other cells to join the fight. Also, gamma-delta T-cells can be safely taken from a healthy donor and given to several patients.

    So there is hope.

    Cell therapies that can be made beforehand from healthy donor cells and then stored, ready to use, are receiving more interest. For example, the number of trials using gamma delta T-cells doubled between 2022 and 2023, the fastest-growing area of activity.

    This could remove the waiting time for treatment manufacture, reducing the chance of disease worsening in the interim. A move away from reliance on single-axis immune interventions, such as immune checkpoint blockade or Car-T in isolation, should yield better outcomes.

    The immune system is highly complex. Our attempts to manipulate it must live up to this complexity if we are to deliver lasting patient benefit.

    Deaths from drug use in England and Wales have risen by 11%, according to the latest annual data published by the Office for National Statistics (ONS). In 2023, there were 5,448 fatalities (93 deaths per million people) – the highest number of drug-related deaths since records began in 1993.

    Over half these deaths involved opiates, such as heroin and morphine. The highest rate of deaths from opiate misuse was among those aged between 40 and 49 years old.

    It’s unknown how many opiate deaths last year were due to synthetic opiates, such as nitazenes. Delays in when the data on synthetic opiate deaths was published meant it could not be included in this latest report. But while these drugs remain of serious concern, and related deaths may be being under-counted, heroin remains the opiate associated with most harm.

    Those born in the 1970s (referred to as “generation X”) are more likely to die from drug misuse than any other age group. It’s not entirely clear why drug deaths are higher in this age group, but it could be due to people beginning to develop a number of physical and mental health problems in their forties that make them more vulnerable to a fatal overdose. For example, breathing problems could make someone more vulnerable to an opiate overdose, as these drugs have a depressant effect on the respiratory system.

    Men of any age outnumber women two-to-one in deaths from drug misuse – a finding which has been true since records began. Men are more likely to use drugs than women, which may account for the difference in fatalities.

    There are also stark regional differences in drug-related deaths. For example, the north-east of England continues to have much higher rates of deaths from drug misuse, compared with other parts of the country.

    There were 174.3 drug-related deaths per million people in the north-east, compared with 58.1 drug-related deaths per million people in London. The rate of drug-poisoning deaths reported in the north-east were the highest they have been for the past 11 years. In the main, these deaths will have been due to an instant fatal overdose, while other deaths will have been cumulative.

    The stark regional differences in all drug-related deaths align with socioeconomic factors, such as poverty and deprivation. There’s a strong link between socioeconomic deprivation and problematic drug use.

    As the popularity of cocaine has increased over the past decade – it is now the second-most used drug in England after cannabis – so too have fatalities. Although it’s not possible to distinguish from the data whether these fatalities were from crack or powder cocaine, the ONS recorded the 12th consecutive rise in deaths due to cocaine, with such deaths rising almost 31% year-on-year. This is a large rise, even in the context of increasing drug-related deaths over the past 20 years.

    One possible explanation for this sharp increase could be that the purity of cocaine has been increasing without the cost going up. This makes cocaine not only more potent, but more affordable to more people than it was. Yet despite high levels of cocaine use throughout England, there have been no coordinated prevention and harm reduction campaigns. Treatments also remain underdeveloped compared with other drugs.

    Many of the drug deaths deaths published in the ONS’s report involved multiple substances, including alcohol. So we can’t be certain in many cases which drug was the cause of a death.

    And some of these deaths occurred in people who had other physical health problems – such as respiratory problems, heart issues and liver disease. These health problems are exacerbated by use of drugs such as heroin and cocaine. This again makes it hard to attribute some deaths entirely to drug use.

    What can be done?

    The UK government is funding research to explore whether artificial intelligence could help reduce drug overdoses. Some of the projects that have received funding involve using wearable devices that would alert emergency services if signs of an overdose are detected.

    Existing interventions could also be more widely adopted. Naloxone, a medication that can reverse the effects of opiates, should be made more widely available. While some emergency services carry Naloxone, there’s scope to broaden this so those most at risk have timely access to this life-saving medication.

    There’s also a pressing need to change how health services are provided to people struggling with drug misuse – and the kind of services they can access. For example, people that use heroin daily can find it difficult to keep appointments with health services. Tailoring when and where health support is provided could help engage this group of people.

    Stigma around drug use can also prevent people seeking help – or when they do, they can feel judged by others. But there are ways of providing these necessary services that would make it easier for people who are struggling to get the help they need without judgment.

    Improving the knowledge and skills of staff in specialist drug treatment services about physical health problems would be one positive step. Being able to directly intervene by assessing and treating cardiac and respiratory issues, for instance, would eliminate the need for drug users to attend multiple appointments in different locations. This would make them more likely to continue accessing services.

    The Labour government has made it clear that it will be difficult to ensure public services receive all the resources they need. Yet every year, we are seeing record levels of drug-related deaths across the UK.

    It’s clear that what is currently being done is not enough. More money needs to be invested in specialist drug treatment services, both to save lives and improve the quality of life for all those who face problems with drugs. This will provide economic savings in the long term, and reduce the suffering that too many families experience.

  • MIL-OSI Global: What 12 ancient skeletons discovered in a mysterious tomb in Petra could tell us about the ancient city

    Twelve skeletons have been found in a large, 2,000-year-old tomb directly in front of the Khazneh (“Treasury”) in the city of Petra in Jordan. Alongside them, excavators have discovered grave goods made of pottery, bronze, iron and ceramics. There is much excitement among archaeologists because of what the rare opportunity to investigate this site might tell us about Petra’s ancient people, the Nabataeans, and their culture.

    One of the most headline-grabbing discoveries has been dubbed a “holy grail” in many reports, suggesting that the vessel is similar to the fictional cup from Indiana Jones and the Last Crusade, also discovered at the Khazneh. In fact, it’s a humble jug, not a cup offering the drinker eternal life.

    The similarities between the vessels aren’t a case of art imitating life, but the result of painstaking research into Nabataean pottery carried out by Deborah Fine, who was the director of archives at Lucasfilm Ltd.

    Nabataean pottery is very fine – often only 1.5mm thick – and best suited to ceremonial purposes or local use than the thicker, more robust contemporary Roman wares which could travel better. Nabataean pottery is also often painted with images such as flowers, figures and geometric motifs. These styles reflect Petra’s status as an important trading point, and the Nabataeans’ skill in creation and invention.

    We do not know anything yet about the identities of those buried, although their interment in separate sarcophagi and their placement at the Khazneh suggest high status.

    The work on analysing and interpreting these new finds is only beginning. The pottery, sediments, and skeletal material will hopefully narrow down construction dates for the site. Their discovery confirms that there is more to be found at the Khazneh.

    The history of Petra

    Petra is a Unesco World Heritage Site, and millions of people visit it each year. The city has been inhabited since 7000BC, but it really flourished in the 1st century AD.

    Home to the Nabataeans (a nomadic Arab group who called it Raqmu) for around 300 years, Petra was a hub of commercial activity and a key location for trade route, connecting Egypt, the Mediterranean and the Arabian Peninsula. The site’s many still-existing structures display this unique blending of cultures.

    The decline of the city began after the Romans took it over in AD106. Its decreasing importance followed the opening of sea routes and a devastating earthquake in the 4th century, which destroyed many buildings and led to the city eventually being abandoned.

    Petra’s desert location had allowed the Nabataeans to develop an impressive and ingenious water management infrastructure to master the arid landscape. But this also meant that after the city fell into disuse, it was effectively lost. Enclosed within moutain passages and entered via a natural cleft in the rock, it was completely unknown to the west until 1812, when it was rediscovered by the Swiss geographer Johann Ludwig Burckhardt.

    The Khazneh, where these burials were discovered, is the most recognisable part of the city. It is cut from the surrounding red sandstone and displays an intriguing fusion of eastern and Hellenistic architectural features. This decorated structure is a facade for the rock-cut space behind it, thought to have been built during the reign of Nabataean king Aretas IV Philopatris circa AD40, perhaps as a tomb.

    According to myth, the front of the decorated urn over the entrance was magically created by the pharaoh for all the gold of Egypt, during his escape when Moses parted the Red Sea. It bears the marks of bullets as people have tried over the centuries to reveal the treasure.

    Surveys and excavations have been conducted at Petra since the turn of the 20th century. The current US-Jordan expedition, led by Pearce Paul Creasman, is aiming to uncover further secrets of the city. One of the enduring mysteries is the true purpose of the Khazneh – these burials could help answer that question, while revising our understanding of this cosmopolitan ancient city.
