  • MIL-OSI United Kingdom: Strengthening Marine Pollution Incident Resilience workshop concludes in Honiara

    The 4-day workshop on strengthening marine pollution incident resilience in the Pacific concluded on a high note in Honiara over the weekend.

    The workshop was funded by the UK government’s Department of Environment, Food and Rural Affairs under the Ocean Country Partnership Programme (OCPP) as part of the Blue Planet Fund.

    It was delivered by the UK’s Centre for Environment, Fisheries and Aquaculture Science (CEFAS) and the Secretariat of the Pacific Regional Environment Programme (SPREP).

    The workshop brought together key stakeholders, enhancing local and regional collaboration, communication and strengthening Solomon Islands’ environmental response capabilities for marine pollution emergency incidents.

    The workshop strengthened preparedness from any future threats from marine pollution, including oil spills and potentially polluting shipwrecks.

    Participants identified the gaps in existing contingency planning to respond to marine incidents and increased their ability to engage, assess and monitor potentially polluting wrecks in the region.

    With participants from across Solomon Islands, Papua New Guinea, Vanuatu and the Regional Agencies, the workshop provided a platform for better communication, collaboration and learning about responding to Maritime Pollution in the Pacific.

    According to UK Cefas facilitator, Freya Goodsir, the workshop was a fantastic success build capacity, communication and collaboration to respond to any future events. She added:

    We found it extremely valuable to understand how passionate colleagues were about protecting our oceans. Together we have improved Solomon Islands ability to respond to any future threats to our marine environment.

    Delegates from Solomon Islands, Vanuatu, Fiji, Kiribati, Australia, Samoa and the United States took part in the four-day workshop in Honiara.

    Collaboration announced at International Investment Summit, meeting the PM’s ambitions to catalyse investment in the UK, proving the UK is open for business. 

    The UK’s world leading life sciences sector will receive a £279 million boost to tackle significant health challenges, with an intent expressed by Lilly, the world’s largest pharmaceutical company, to invest in the UK, as part of a collaborative partnership with UK Government, announced at the International Investment Summit today (Monday 14 October).

    Plans to form a new collaboration through a memorandum of understanding will see the pharmaceutical giant backing the UK’s brightest and best life sciences talent with the planned launch of the first ‘Lilly Gateway Labs’ innovation accelerator in Europe. This facility will support early-stage life sciences businesses to develop transformative medicines by providing lab space, mentorship, and potential financial backing to rocket future growth in the sector.   

    Health and Social Care Secretary Wes Streeting said: 

    For all the challenges facing the health of our nation, we have two huge advantages: some of the world’s leading scientific minds, and a National Health Service with enormous potential. If we can combine the two, patients in this country can reap the rewards of the revolution in medical science unfolding before our eyes.

  • MIL-OSI USA: Finding critical minerals from scoops of sand

    Smartphones, batteries and satellites all require critical minerals like cobalt, niobium and tin. As society increasingly relies on these minerals to create a more sustainable energy economy, demand may soon outpace available supply.

    To potentially help boost national supply of critical minerals, which are crucial to both the economy and national security, Dustin Trail and Rachel Glade, professors at the University of Rochester, are collaborating on a U.S. National Science Foundation-supported project to find novel ways to identify undiscovered critical mineral reservoirs.

    “With just a scoop of sand from a river basin, we can sample all the surface rocks and see if any of them came from critical mineral-enriched sources,” Trail said. Quartz carries tiny amounts of critical minerals inside, which could be used to fingerprint whether each quartz grain found in a riverbed originally came from a critical mineral-rich rock or not.

    In addition to studying the minerals themselves, the team will also study how mineral grains move in rivers and drainage basins. Glade will collect hundreds of rocks, drill into the rocks to add a radio frequency identification tracker, put them back in the stream and then see how far they travel. These data points will go into a mathematical model to help predict how minerals’ shape and size affect how they move in river basins, with the goal of using these quantities to predict travel distance, and therefore origin, of the sediments.

    The team is focusing efforts on sites around Rochester, New York, but could see following a similar approach in areas that are more remote and difficult to explore, such as Alaska.

    Exercise is great for improving heart health. But the thought of hitting the gym or going for a jog might put some people off from doing it. And, if you have a heart condition already, such dynamic exercises may not be safe to do.

    The good news is, you don’t necessarily need to do a vigorous workout to see heart benefits. You can even improve your heart health by holding still and trying really hard not to move.

    Isometric training, as this is called, is becoming increasingly popular as a way of reducing blood pressure and hypertension, and improving strength and muscle stability.

    Normally, to build strength and force, our muscles need to change length throughout a movement. Squats and bicep curls are good examples of exercises that cause the muscle to change length throughout the movement.

    But isometric training involves simply contracting your muscles, which generates force without needing to move your joints. The harder a muscle is contracted, the more forceful it becomes (and the more forceful a muscle is, the more powerfully we can perform a movement).

    If you add weight to an isometric exercise, it causes the muscle to contract even harder. A wall sit and a plank are examples of isometric contractions.

    Isometric exercises are associated with a high degree of “neural recruitment”, because of the need to maintain the contraction. This means these exercises are good at engaging specialised neurons in our brain and spinal cord, which play an important role in all the movements we do – both voluntary and involuntary. The greater this level of neural activation, the more muscle fibres are recruited – and the more force generated. As a result, this can lead to strength gains.

    Isometric exercises have long been of interest to strength and power athletes as a means of preparing their muscles to generate high forces by activating them. But research also shows isometric exercises are beneficial for other areas of our health – including reducing hypertension and promoting better blood flow.

    There are a couple reasons why isometric exercises are so good for the heart.

    When a muscle is contracted, it expands its size. This causes it to compress the blood vessels supplying this muscle, reducing blood flow and raising the blood pressure in our arteries – a mechanism known as the “pressor reflex”.

    Then, once the contraction is relaxed, a sudden surge of blood flows into the blood vessels and muscle. This influx of blood brings more oxygen and (crucially) nitric oxide into the blood vessels – causing them to widen. This in turn reduces blood pressure. Over time, this action will reduce stiffness of the arteries, which may lower blood pressure.

    When blood flow is reduced during an isometric movement, it also reduces the amount of available oxygen that cells need to function. This triggers the release of metabolites, such as hydrogen ions and lactate, which stimulate the sympathetic nervous system – which controls our “fight of flight” response. In the short term, this leads to an increase in blood pressure.

    But when an isometric exercise is done repeatedly over many weeks, there’s a reduction in sympathetic nervous system activity. This means blood pressure is lowered and there’s less strain on the cardiovascular system – which makes these exercises good for the heart.

    Isometric exercises may be even more beneficial for heart health than other types of cardiovascular exercise. A study which compared the benefits of isometric exercise versus high-intensity interval training found isometrics led to significantly greater reductions in resting blood pressure over the study period of between two and 12 weeks.

    How to use isometric exercise

    If you want to use isometric training to reduce blood pressure, it’s recommended that you should do any isometric contraction for two minutes at around 30-50% of your maximum effort. This is enough to trigger physiological improvements.

    You can start by doing this four times a day, three-to-five times per week – focusing on the same exercise. As you progress, you can start to vary the exercises you do, add weights to the exercise, or add in more than one isometric exercise.

    Some good isometric exercises to begin with include a static squat, a wall sit or a plank. Even during these small bouts of exercise, your heart rate, breathing and arterial pressure will all increase – the same responses that occur during more conventional whole-body exercises, such as cycling and running.

    The beneficial improvements in blood pressure start to manifest around 4-10 weeks after starting isometric training – though this depends on a person’s health and fitness levels when starting out.

    Isometric training appears to be a simple, low-intensity mode of exercise that offers big benefits for cardiovascular health – all while requiring little time commitment compared with other workouts.

  • MIL-OSI China: 2024 Nobel Prize in Economics shared by 3 recipients

    The Royal Swedish Academy of Sciences decided on Monday to award the 2024 Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel to Daron Acemoglu, Simon Johnson, and James A. Robinson.

    This trio, consisting of Acemoglu and Johnson from the Massachusetts Institute of Technology (MIT), and Robinson from the University of Chicago, has been honored “for studies of how institutions are formed and affect prosperity.”

    Jakob Svensson, chair of the Committee for the Prize in Economic Sciences, stated that the laureates have demonstrated the importance of societal institutions in achieving the goal of reducing income differences between countries.

    The laureates’ research contributes to the understanding that “societies with a poor rule of law and institutions that exploit the population do not generate growth or change for the better,” the committee stated in a press release.

    Daron Acemoglu was born in 1967 in Istanbul, Türkiye. He earned his PhD in 1992 from the London School of Economics and Political Science and is currently a professor at the Massachusetts Institute of Technology in Cambridge, the United States. Simon Johnson, born in 1963 in Sheffield, the United Kingdom, received his PhD in 1989 from MIT and is also a professor there. James A. Robinson, born in 1960, obtained his PhD in 1993 from Yale University and is a professor at the University of Chicago, IL, USA.

    The prize includes 11 million Swedish Krona (approximately 1 million U.S. dollars). Established in 1968 by Sweden’s central bank Sveriges Riksbank, the prize has been awarded since 1969 by the Royal Swedish Academy of Sciences, which selects the laureates in economic sciences.

  • MIL-OSI Global: Scientists around the world report millions of new discoveries every year − but this explosive research growth wasn’t what experts predicted

    Millions of scientific papers are published globally every year. These papers in science, technology, engineering, mathematics and medicine present discoveries that range from the mundane to the profound.

    Since 1900, the number of published scientific articles has doubled about every 10 to 15 years; since 1980, about 8% to 9% annually. This acceleration reflects the immense and ever-growing scope of research across countless topics, from the farthest reaches of the cosmos to the intricacies of life on Earth and human nature.

    Yet, this extraordinary expansion was once thought to be unsustainable. In his influential 1963 book, “Little Science, Big Science… And Beyond,” the founder of scientometrics – or data informetrics related to scientific publicationsDerek de Solla Price famously predicted limits to scientific growth.

    He warned that the world would soon deplete its resources and talent pool for research. He imagined this would lead to a decline in new discoveries and potential crises in medicine, technology and the economy. At the time, scholars widely accepted his prediction of an impending slowdown in scientific progress.

    Faulty predictions

    In fact, science has spectacularly defied Price’s dire forecast. Instead of stagnation, the world now experiences “global mega-science” – a vast, ever-growing network of scientific discovery. This explosion of scientific production made Price’s prediction of collapse perhaps the most stunningly incorrect forecast in the study of science.

    Unfortunately, Price died in 1983, too early to realize his mistake.

    So, what explains the world’s sustained and dramatically increasing capacity for scientific research?

    We are sociologists who study higher education and science. Our new book, “Global Mega-Science: Universities, Research Collaborations, and Knowledge Production,” published on the 60th anniversary of Price’s fateful prediction, offers explanations for this rapid and sustained scientific growth. It traces the history of scientific discovery globally.

    Factors such as economic growth, warfare, space races and geopolitical competition have undoubtedly spurred research capacity. But these factors alone cannot account for the immense scale of today’s scientific enterprise.

    The education revolution: Science’s secret engine

    In many ways, the world’s scientific capacity has been built upon the educational aspirations of young adults pursuing higher education.

    Over the past 125 years, increasing demand for and access to higher education has sparked a global education revolution. Now, more than two-fifths of the world’s young people ages 19-23, although with huge regional differences, are enrolled in higher education. This revolution is the engine driving scientific research capacity.

    Today, more than 38,000 universities and other higher-education institutions worldwide play a crucial role in scientific discovery. The educational mission, both publicly and privately funded, subsidizes the research mission, with a big part of students’ tuition money going toward supporting faculty.

    These faculty scientists balance their teaching with conducting extensive research. University-based scientists contribute 80% to 90% of the discoveries published each year in millions of papers.

    External research funding is still essential for specialized equipment, supplies and additional support for research time. But the day-to-day research capacity of universities, especially academics working in teams, forms the foundation of global scientific progress.

    Even the most generous national science and commercial research and development budgets cannot fully sustain the basic infrastructure and staffing needed for ongoing scientific discovery.

    Likewise, government labs and independent research institutes, such as the U.S. National Institutes of Health or Germany’s Max Planck Institutes, could not replace the production capacity that universities provide.

    Collaboration benefits science and society

    The past few decades have also seen a surge in global scientific collaborations. These arrangements leverage diverse talent from around the world to enhance the quality of research.

    International collaborations have led to millions of co-authored papers. International research partnerships were relatively rare before 1980, accounting for just over 7,000 papers, or about 2% of the global output that year. But by 2010 that number had surged to 440,000 papers, meaning 22% of the world’s scientific publications resulted from international collaborations.

    This growth, building on the “collaboration dividend,” continues today and has been shown to produce the highest-impact research.

    Universities tend to share academic goals with other universities and have wide networks and a culture of openness, which makes these collaborations relatively easy.

    Today, universities also play a key role in international supercollaborations involving teams of hundreds or even thousands of scientists. In these huge collaborations, researchers can tackle major questions they wouldn’t be able to in smaller groups with fewer resources.

    Supercollaborations have facilitated breakthroughs in understanding the intricate physics of the universe and the synthesis of evolution and genetics that scientists in a single country could never achieve alone.

    The role of global hubs

    Hubs made up of universities from around the world have made scientific research thoroughly global. The first of these global hubs, consisting of dozens of North American research universities, began in the 1970s. They expanded to Europe in the 1980s and most recently to Southeast Asia.

    These regional hubs and alliances of universities link scientists from hundreds of universities to pursue collaborative research projects.

    Scientists at these universities have often transcended geopolitical boundaries, with Iranian researchers publishing papers with Americans, Germans collaborating with Russians and Ukrainians, and Chinese scientists working with their Japanese and Korean counterparts.

    The COVID-19 pandemic clearly demonstrated the immense scale of international collaboration in global megascience. Within just six months of the start of the pandemic, the world’s scientists had already published 23,000 scientific studies on the virus. These studies contributed to the rapid development of effective vaccines.

    With universities’ expanding global networks, the collaborations can spread through key research hubs to every part of the world.

    Is global megascience sustainable?

    But despite the impressive growth of scientific output, this brand of highly collaborative and transnational megascience does face challenges.

    On the one hand, birthrates in many countries that produce a lot of science are declining. On the other, many youth around the world, particularly those in low-income countries, have less access to higher education, although there is some recent progress in the Global South.

    Sustaining these global collaborations and this high rate of scientific output will mean expanding access to higher education. That’s because the funds from higher education subsidize research costs, and higher education trains the next generation of scientists.

    De Solla Price couldn’t have predicted how integral universities would be in driving global science. For better or worse, the future of scientific production is linked to the future of these institutions.

  • MIL-OSI Global: No country still uses an electoral college − except the US

    The United States is the only democracy in the world where a presidential candidate can get the most popular votes and still lose the election. Thanks to the Electoral College, that has happened five times in the country’s history. The most recent examples are from 2000, when Al Gore won the popular vote but George W. Bush won the Electoral College after a U.S. Supreme Court ruling, and 2016, when Hillary Clinton got more votes nationwide than Donald Trump but lost in the Electoral College.

    The Founding Fathers did not invent the idea of an electoral college. Rather, they borrowed the concept from Europe, where it had been used to pick emperors for hundreds of years.

    As a scholar of presidential democracies around the world, I have studied how countries have used electoral colleges. None have been satisfied with the results. And except for the U.S., all have found other ways to choose their leaders.

    The origins of the US Electoral College

    The Holy Roman Empire was a loose confederation of territories that existed in central Europe from 962 to 1806. The emperor was not chosen by heredity, like most other monarchies. Instead, emperors were chosen by electors, who represented both secular and religious interests.

    As of 1356, there were seven electors: Four were hereditary nobles and three were chosen by the Catholic Church. By 1803, the total number of electors had increased to 10. Three years later, the empire fell.

    When the Founding Fathers were drafting the U.S. Constitution in 1787, the initial draft proposal called for the “National Executive,” which we now call the president, to be elected by the “National Legislature,” which we now call Congress. However, Virginia delegate George Mason viewed “making the Executive the mere creature of the Legislature as a violation of the fundamental principle of good Government,” and so the idea was rejected.

    Pennsylvania delegate James Wilson proposed that the president be elected by popular vote. However, many other delegates were adamant that there be an indirect way of electing the president to provide a buffer against what Thomas Jefferson called “well-meaning, but uninformed people.” Mason, for instance, suggested that allowing voters to pick the president would be akin to “refer(ring) a trial of colours to a blind man.”

    For 21 days, the founders debated how to elect the president, and they held more than 30 separate votes on the topic – more than for any other issue they discussed. Eventually, the complicated solution that they agreed to was an early version of the electoral college system that exists today, a method where neither Congress nor the people directly elect the president. Instead, each state gets a number of electoral votes corresponding to the number of members of the U.S. House and Senate it is apportioned. When the states’ electoral votes are tallied, the candidate with the majority wins.

    James Madison, who was not fond of the Holy Roman Empire’s use of an electoral college, later recalled that the final decision on how to elect a U.S. president “was produced by fatigue and impatience.”

    After just two elections, in 1796 and 1800, problems with this system had become obvious. Chief among them was that electoral votes were cast only for president. The person who got the most electoral votes became president, and the person who came in second place – usually their leading opponent – became vice president. The current process of electing the president and vice president on a single ticket but with separate electoral votes was adopted in 1804 with the passage of the 12th Amendment.

    Some other questions about how the Electoral College system should work were clarified by federal laws through the years, including in 1887 and 1948.

    After the 2020 presidential election exposed additional flaws with the system, Congress further tweaked the process by passing legislation that sought to clarify how electoral votes are counted.

    Other electoral colleges

    After the the U.S. Constitution went into effect, the idea of using an electoral college to indirectly elect a president spread to other republics.

    For example, in the Americas, Colombia adopted an electoral college in 1821. Chile adopted one in 1828. Argentina adopted one in 1853.

    In Europe, Finland adopted an electoral college to elect its president in 1925, and France adopted an electoral college in 1958.

    Over time, however, these countries changed their minds. All of them abandoned their electoral colleges and switched to directly electing their presidents by votes of the people. Colombia did so in 1910, Chile in 1925, France in 1965, Finland in 1994, and Argentina in 1995.

    The U.S. is the only democratic presidential system left that still uses an electoral college.

    A ‘popular’ alternative?

    There is an effort underway in the U.S. to replace the Electoral College. It may not even require amending the Constitution.

    The National Popular Vote Interstate Compact, currently agreed to by 17 U.S. states, including small states such as Delaware and big ones such as California, as well as the District of Columbia, is an agreement to award all of their electoral votes to whichever presidential candidate gets the most votes nationwide. It would take effect once enough states sign on that they would represent the 270-vote majority of electoral votes. The current list reaches 209 electoral votes.

    A key problem with the interstate compact is that in races with more than two candidates, it could lead to situations where the winner of the election did not get a majority of the popular vote, but rather more than half of all voters chose someone else.

    When Argentina, Chile, Colombia, Finland and France got rid of their electoral colleges, they did not replace them with a direct popular vote in which the person with the most votes wins. Instead, they all adopted a version of runoff voting. In those systems, winners are declared only when they receive support from more than half of those who cast ballots.

    Notably, neither the U.S. Electoral College nor the interstate compact that seeks to replace it are systems that ensure that presidents are supported by a majority of voters.

  • MIL-OSI Global: A devastating hurricane doesn’t dramatically change how people vote – but in a close election, it can matter

    North Carolina and Florida are changing administrative rules and, in some cases, issuing emergency funding that is intended to make it easier for people in areas damaged by Hurricanes Helene and Milton to vote.

    The recovery in both states is expected to extend far beyond the November 2024 election period. The majority of the people in the affected communities in North Carolina and Florida voted for Republican presidential nominee Donald Trump in 2020, making some election analysts wonder if some Trump supporters will be able to cast their ballots.

    Amy Lieberman, a politics and society editor at The Conversation U.S., spoke with Boris Heersink, a scholar of voters’ behavior after a natural disaster, to better understand if and how the recent hurricanes could shift the results of the 2024 presidential election.

    How can hurricanes create complications ahead of an election?

    A massive hurricane disrupts people’s lives in many important ways, including affecting people’s personal safety and where they can live. Ahead of an election, there are a lot of practical limitations about how an election can be executed – like if a person can still receive mail-in ballots at home or elsewhere, or if it is possible to still vote in person at their polling location if that building was destroyed or damaged.

    Another issue is whether people who have just lived through a natural disaster and will likely be dealing with the aftermath for weeks to come are focused on politics right now. Some might sit out the election because they simply have more important things to worry about.

    Beyond practical concerns, how else can a natural disaster influence an election?

    The other side of the equation, which is what political scientists like myself are mostly focusing on, is whether people take the fact that a natural disaster happened into consideration when they vote.

    Two scholars, Christopher Achen and Larry Bartels, have argued that sometimes voters are not great at figuring out how to incorporate bad things that happened to them into a voting position. In some cases, it is entirely fair to hold an elected official responsible for bad outcomes that affect people’s lives. But at other moments, bad things can happen to us without that being the fault of an incumbent president or governor. And voters should ideally be able to balance out these different types of bad things – those it is fair to punish elected officials for, and those for which it isn’t fair to hold them responsible.

    After all, a devastating hurricane is terrible, but it is not Kamala Harris’ fault that it happened. But Achen and Bartels argue that voters frequently still punish elected officials for random bad events like this.

    Their most famous example is the consequences of a series of shark attacks off the New Jersey coast in the summer of 1916. As a result of those attacks, the New Jersey tourism industry saw a major decline. While these findings are still being debated, Achen and Bartels argue that Jersey shore voters subsequently voted against Woodrow Wilson in the 1916 presidential election at a higher rate than they would have had the shark attacks not happened. They argue that voters did this even though Wilson had no involvement in the shark attacks.

    How else do voters consider bad events when they vote?

    Scholars like John Gasper and Andrew Reeves argue that voters mostly care whether elected officials respond appropriately to a disaster. So, if the president does a good job reacting, voters do not actually punish them at all in the next election. However, voters can punish elected officials if they feel like the response is not correct.

    The fact that Hurricane Katrina hit Louisiana in 2005 was not the fault of then-President George W. Bush. But the perceived slowness of the government response is something a voter could have held him responsible for.

    How do voters’ political affiliations affect where and how they lay the blame?

    Colleagues and I have shown that how people interpret the combination of a disaster and the government response is likely colored by their own partisanship.

    We looked at both the effects of Superstorm Sandy on the 2012 presidential election and natural disasters’ impact on elections more broadly from 1972 through 2004. One core finding is that when presidents reject state officials’ disaster declaration requests, they lose votes in affected counties – but only if those counties were already more supportive of the opposite party.

    If there is a strong positive government response, the incumbent president or their party can actually gain votes or lose voters affected by a disaster. So, Republicans affected by the hurricanes could become more inclined to vote against Harris if they feel like they are not getting the help they need. But it could also help Harris if affected Democrats feel like they are getting enough aid.

    The major takeaway is that if the government responds really effectively to a natural disaster or other emergency, there is not a huge electoral penalty – and there could even be a small reward.

    That is not irrelevant in a close election. If Republicans in affected areas in North Carolina feel the government response has been poor and it inspires them to turn out in higher numbers to punish Harris, that could matter. But if they feel like the response has been adequate, research suggests either no real effect on their support for Harris – or possibly even an increase in Harris voters.

    How much influence can a politician have on people assessing a government response?

    Scholars mostly assume that people affected can tell whether the government response was good or not. Trump and other Republicans are falsely saying that the response is slow and falsely claiming that Federal Emergency Management Agency money is being spent on immigrants who are not living in the country legally. There does not appear to be a slow government response to the hurricane in North Carolina, and there’s no evidence the response is insufficient in Florida, either.

    So, the question now is whether voters affected by these hurricanes will respond based on their actual lived experiences, or how they are told they are living their experience.

  • MIL-OSI Global: From Swift to Springsteen to Al Jolson, candidates keep trying to use celebrities to change voters’ songs

    It’s 2016 all over again. And 2020, for that matter. Democrats are staring at what looks to be another coin flip election between their party’s nominee and Donald Trump.

    In an election that could come down to a few hundred thousand votes in a handful of states, every voter matters – no matter how you reach them. With that in mind, Democrats are communicating not just on matters of policy, but matters of pop culture.

    Specifically, Democrats are embracing football and Taylor Swift. The Harris-Walz campaign trotted out endorsements from 15 Pro Football Hall of Famers and sells Swiftie-style friendship bracelets on its campaign website, among other overtures. Swift herself has endorsed Kamala Harris.

    Tim Walz cited his experience as a football coach and mentioned Swift in the vice presidential debate.

    Democratic challenger and former NFLer Colin Allred, who is running to unseat GOP Sen. Ted Cruz of Texas, has put out ads in which he appears moments from taking to the gridiron.

    But how much does pop culture campaigning, if you will, matter? Does trying to link a campaign to a sport, or a culture, or a style of music actually influence elections? Looking to five different election campaigns in the past can give a sense of the effects, or lack thereof, of such campaigning.

    Reagan and Springsteen

    Any discussion of the embrace of pop culture by candidates should probably start with Ronald Reagan’s Bruce Springsteen era.

    Reagan, attempting to reach beyond his base, viewed 1984 as a vibes-based election and cited Springsteen as an exemplar of the hope his campaign wished to inspire. Springsteen rejected a request from Reagan’s camp to use his often-misunderstood “Born in the U.S.A.” on the campaign trail. The song’s lyrics describe a down-on-his-luck Vietnam War veteran, but if you don’t listen carefully to the lyrics, the song can sound like a celebration of veterans and being American.

    While Reagan went on to win 49 states in that year’s election, perhaps the biggest long-term impact of his courtship of Springsteen fans was to turn Springsteen from a relatively apolitical performer to a staunch supporter of the Democratic Party.

    In this way, Springsteen’s transformation mirrors that of Taylor Swift, with Marsha Blackburn, the Tennessee Republican senator, serving as her Reagan – the person who pushed the performer into the political arena after years on the sidelines.

    Springsteen and Kerry

    Springsteen’s foray into politics eventually led him to back Democratic presidential nominee John Kerry in 2004 with a series of concerts called the “Vote for Change”“ tour.

    Kerry, meanwhile, undertook his own efforts at cultural turf claiming. His attempts to demonstrate his bona fides as a sports-loving everyman went awry at times, when he flubbed the name of “Lambeau Field,” home of Wisconsin’s Green Bay Packers, and referred to a nonexistent Boston Red Sox player, “Manny Ortez.” The ill-fated sports references arguably didn’t hurt his campaign – he won Wisconsin and Massachusetts – but he was ridiculed for a photo-op hunting trip late in the campaign and went on to lose rural Midwestern voters decisively – as well as the election.

    Kerry’s dabbling with hunting imagery was perhaps an attempt to dull President George W. Bush’s advantage in perceived strength of leadership, which was in part burnished by his adoption of a cowboy persona.

    Harding, Jolson and the Cubs

    While Reagan’s attempt to woo 1980s rock fans is one of the best-known attempts to campaign on a mantra of popular culture, it was far from the first.

    Sen. Warren Harding’s 1920 front porch campaign for president was given a jolt of enthusiasm by a visit from singer and actor Al Jolson. Harding was also visited in his hometown, Marion, Ohio, by other actors and celebrities and the Chicago Cubs.

    Harding’s strategy probably better serves as a template for things to come than a decisive move in the 1920 election: His victory with over 60% of the popular vote suggests no celebrity could have saved Democrat James Cox.

    Bill Clinton and MTV

    As the Harris-Walz campaign tries to draw votes from Swift’s young fans, parallels can be drawn to Democratic Arkansas Gov. Bill Clinton’s attempts to embrace youth culture in the 1992 presidential election. Among other appearances, Clinton took questions from young voters on MTV and played saxophone on “The Arsenio Hall Show.”

    While the direct effect of Clinton’s forays into youth culture is difficult to measure, he did surge among young voters relative to Democrat Michael Dukakis’ 1988 presidential campaign.

    In his 1992 campaign, Bill Clinton went on MTV to answer young people’s questions, which included ‘If you had it to do over again, would you inhale?’

    Ford and football

    Any discussion of politicians embracing football culture would be incomplete without a discussion of the American president best at playing football, Gerald Ford, the vice president who became the nation’s 38th president in 1974, when Richard Nixon resigned during the Watergate scandal.

    Ford played center on two national championship teams at the University of Michigan. While not using his football player background to the same level as former football coach Walz did at the Democratic National Convention, Ford did make use of his football credentials on the stump during the 1976 presidential campaign and was joined on the campaign trail by Alabama football coach Paul “Bear” Bryant.

    But the votes of football fans were apparently not enough to keep Ford in the White House for long. He lost the 1976 election to Democrat Jimmy Carter.

    Potentially fruitful pickups

    Will the Harris-Walz strategy of recruiting voters through pop culture be successful? Swift’s fans are largely young, suburban women, and NFL fans are strewn across the political spectrum. There are potentially fruitful pickups in both camps. The candidates certainly think it matters: Walz said he “took football back” from Republicans, a claim disputed by Trump.

    Stressing pop culture credentials can also provide attention to a campaign, regardless of persuasion. Clinton’s pop culture appearances generated coverage beyond the appearances themselves and were cost-effective for a campaign short on funds.

    This type of pop culture campaigning generates coverage, then, even if voters aren’t moved by thinking a candidate shares their love of football or pop music.

  • MIL-OSI Global: Godzilla at 70: The monster’s warning to humanity is still urgent

    The 2024 Nobel Peace Prize has been awarded to Nihon Hidankyo, the Japan Confederation of A- and H-bomb Sufferers Organizations. Many of these witnesses have spent their lives warning of the dangers of nuclear war – but initially, much of the world didn’t want to hear it.

    “The fates of those who survived the infernos of Hiroshima and Nagasaki were long concealed and neglected,” the Nobel committee noted in its announcement. Local groups of nuclear survivors created Nihon Hidankyo in 1956 to fight back against this erasure.

    Around the same time that Nihon Hidankyo was formed, Japan produced another warning: a towering monster who topples Tokyo with blasts of irradiated breath. The 1954 film “Godzilla” launched a franchise that has been warning viewers to take better care of the Earth for the past 70 years.

    We study popular Japanese media and business ethics and sustainability, but we found a common interest in Godzilla after the 2011 earthquake, tsunami and meltdown at Japan’s Fukushima Daiichi nuclear plant. In our view, these films convey a vital message about Earth’s creeping environmental catastrophe. Few survivors are left to warn humanity about the effects of nuclear weapons, but Godzilla remains eternal.

    Into the atomic age

    By 1954, Japan had survived almost a decade of nuclear exposure. In addition to the bombings of Hiroshima and Nagasaki, the Japanese people were affected by a series of U.S. nuclear tests in the Bikini Atoll.

    When the U.S. tested the world’s first hydrogen bomb in 1954, its devastation reached far outside the expected damage zone. Though it was far from the restricted zone, the Lucky Dragon No. 5 Japanese fishing boat and its crew were doused with irradiated ash. All fell ill, and one fisherman died within the year. Their tragedy was widely covered in the Japanese press as it unfolded.

    The Castle Bravo hydrogen bomb test on March 1, 1954, produced an explosion equivalent to 15 megatons of TNT, more than 2.5 times what scientists had expected. It released large quantities of radioactive debris into the atmosphere.

    This event is echoed in a scene at the beginning of “Godzilla” in which helpless Japanese boats are destroyed by an invisible force.

    “Godzilla” is full of deep social debates, complex characters and cutting-edge special effects for its time. Much of the film involves characters discussing their responsibilities – to each other, to society and to the environment.

    This seriousness, like the film itself, was practically buried outside of Japan by an alter ego, 1956’s “Godzilla, King of the Monsters!” American licensors cut the 1954 film apart, removed slow scenes, shot new footage featuring Canadian actor Raymond Burr, spliced it all together and dubbed their creation in English with an action-oriented script they wrote themselves.

    This version was what people outside of Japan knew as “Godzilla” until the Japanese film was released internationally for its 50th anniversary in 2004.

    From radiation to pollution

    While “King of the Monsters!” traveled the world, “Godzilla” spawned dozens of Japanese sequels and spinoffs. Godzilla slowly morphed from a murderous monster into a monstrous defender of humanity in the Japanese films, which was also reflected in the later U.S.-made films.

    In 1971, a new, younger creative team tried to define Godzilla for a new era with “Godzilla vs. Hedorah.” Director Yoshimitsu Banno joined the movie’s crew while he was promoting a recently completed documentary about natural disasters. That experience inspired him to redirect Godzilla from nuclear issues to pollution.

    World War II was fading from public memory. So were the massive Anpo protests of 1959 and 1960, which had mobilized up to one-third of the Japanese people to oppose renewal of the U.S.-Japan security treaty. Participants included housewives concerned by the news that fish caught by the Lucky Dragon No. 5 had been sold in Japanese grocery stores.

    At the same time, pollution was soaring. In 1969, Michiko Ishimure published “Paradise in the Sea of Sorrow: Our Minamata Disease,” a book that’s often viewed as a Japanese counterpart to “Silent Spring,” Rachel Carson’s environmental classic. Ishimure’s poetic descriptions of lives ruined by the Chisso Corp.’s dumping of methyl mercury into the Shiranui Sea awoke many in Japan to their government’s numerous failures to protect the public from industrial pollution.

    The Chisso Corp. released toxic methylmercury into Minamata Bay from 1932 to 1968, poisoning tens of thousands of people who ate local seafood.

    “Godzilla vs. Hedorah” is about Godzilla’s battles against Hedorah, a crash-landed alien that grows to monstrous size by feeding on toxic sludge and other forms of pollution. The film opens with a woman singing jazzily about environmental apocalypse as young people dance with abandon in an underground club.

    This combination of hopelessness and hedonism continues in an uneven film that includes everything from an extended shot of an oil slick-covered kitten to an animated sequence to Godzilla awkwardly levitating itself with its irradiated breath.

    After Godzilla defeats Hedorah at the end of the film, it pulls a handful of toxic sludge out of Hedorah’s torso, gazes at the sludge, then turns to stare at its human spectators – both those onscreen and the film’s audience. The message is clear: Don’t just lazily sing about imminent doom – shape up and do something.

    “Godzilla vs. Hedorah” bombed at the box office but became a cult hit over time. Its positioning of Godzilla between Earth and those who would harm it resonates today in two separate Godzilla franchises.

    One line of movies comes from the original Japanese studio that produced “Godzilla.” The other line is produced by U.S. licensors making eco-blockbusters that merge the environmentalism of “Godzilla” with the spectacle of “King of the Monsters.”

    A meltdown of public trust

    The 2011 Fukushima disaster has now become part of the Japanese people’s collective memory. Cleanup and decommissioning of the damaged nuclear plant continues, amid controversies around ongoing releases of radioactive water used to cool the plant. Some residents are allowed to visit their homes but can’t move back there while thousands of workers remove topsoil, branches and other materials to decontaminate these areas.

    Before Fukushima, Japan derived one-third of its electricity from nuclear power. Public attitudes toward nuclear energy hardened after the disaster, especially as investigations showed that regulators had underestimated risks at the site. Although Japan needs to import about 90% of the energy it uses, today over 70% of the public opposes nuclear power.

    The first Japanese “Godzilla” film released after the Fukushima disaster, “Shin Godzilla” (2016), reboots the franchise in a contemporary Japan with a new type of Godzilla, in an eerie echo of the damages of and governmental response to Fukushima’s triple disaster. When the Japanese government is left leaderless and in disarray following initial counterattacks on Godzilla, a Japanese government official teams up with an American special envoy to freeze the newly named Godzilla in its tracks, before a fearful world unleashes its nuclear weapons once again.

    Their success suggests that while national governments have an important role to play in major disasters, successful recovery requires people who are empowered to act as individuals.

    NATO has officially launched its Chief Scientist Grants Programme, dedicated to fostering excellence in science and technology research. In total, 500,000 euros will support research projects focused on advancing science and contributing to global security. Researchers from NATO member countries are invited to apply, with grants ranging from 25,000 euros to 100,000 euros. These will support projects in areas such as deterrence and defence; diversity in Science, Technology, Engineering, and Mathematics (STEM) fields; emerging and disruptive technologies; as well as Science and Technology (S&T) resilience and foresight.

    Who: The grants are open to nationals from NATO Allies who are working for or affiliated with NATO Allied governments, research institutes, non-governmental organizations or the private sector.     What: Applicants must submit an application form including a proposal related to one of the listed focus areas. Qualifying projects will need to be completed by end 2025. Proposals should include a forward-looking general problem statement and aim for both scientific excellence and real-world security impact.

    Applicants should also address the economic viability of their proposals, and include reference to the Applicant’s experience handling similar projects. The application should include an evaluation of potential risks associated with the proposal, and a risk response plan.

    When: Applications are open from now until November 15, 2024. Shortlisted candidates may be contacted in December 2024, and selected candidates will be notified by January 2024. All selected projects will have to be completed by the end of 2025.

  • MIL-OSI Global: When AI plays favourites: How algorithmic bias shapes the hiring process

    A public interest group filed a U.S. federal complaint against artificial intelligence hiring tool, HireVue, in 2019 for deceptive hiring practices. The software, which has been adopted by hundreds of companies, favoured certain facial expressions, speaking styles and tones of voice, disproportionately disadvantaging minority candidates.

    The Electronic Privacy Information Center argued HireVue’s results were “biased, unprovable and not replicable.” Though the company has since stopped using facial recognition, concerns remain about biases in other biometric data, such as speech patterns.

    Similarly, Amazon stopped using its AI recruitment tool, as reported in 2018, after discovering it was biased against women. The algorithm, trained on male-dominated resumes submitted over 10 years, favoured male candidates by downgrading applications that included the word “women’s” and penalizing graduates of women’s colleges. Engineers tried to address these biases, but could not guarantee neutrality, leading to the project’s cancellation.

    These examples highlight a growing concern in recruitment and selection: while some companies are using AI to remove human bias from hiring, it can often reinforce and amplify existing inequalities. Given the rapid integration of AI into human resource management across many organizations, it’s important to raise awareness about the complex ethical challenges it presents.

    Ways AI can create bias

    As companies increasingly rely on algorithms to make critical hiring decisions, it’s crucial to be aware of the following ways AI can create bias in hiring:

    1. Bias in training data. AI systems rely on large datasets — referred to as training data — to learn patterns and make decisions, but their accuracy and fairness are only as good as the data they are trained on. If this data contains historical hiring biases that favour specific demographics, the AI will adopt and reproduce those same biases. Amazon’s AI tool, for example, was trained on resumes from a male-dominated industry, which led to gender bias.

    2. Flawed data sampling. Flawed data sampling occurs when the dataset used to train an algorithm is not representative of the broader population it’s meant to serve. In the context of hiring, this can happen if training data over-represents certain groups —typically white men — while under-representing marginalized candidates.

    As a result, the AI may learn to favour the characteristics and experiences of the over-represented group while penalizing or overlooking those from underrepresented groups. For example, facial analysis technologies have shown to have higher error rates for racialized individuals, particularly racialized women, because they are underrepresented in the data used to train these systems.

    3. Bias in feature selection. When designing AI systems, developers choose certain features, attributes or characteristics to be prioritized or weighed more heavily when the AI is making decisions. But these selected features can lead to unfair, biased outcomes and perpetuate pre-existing inequalities.

    For example, AI might disproportionately value graduates from prestigious universities, which have historically been attended by people from privileged backgrounds. Or, it might prioritize work experiences that are more common among certain demographics.

    This problem is compounded when the features selected are proxies for protected characteristics, such as zip code, which can be strongly related to race and socioeconomic status due to historical housing segregation.

    4. Lack of transparency. Many AI systems function as “black boxes,” meaning their decision-making processes are opaque. This lack of transparency makes it difficult for organizations to identify where bias might exist and how it affects hiring decisions.

    Without insight into how an AI tool makes decisions, it’s difficult to correct biased outcomes or ensure fairness. Both Amazon and HireVue faced this issue; users and developers struggled to understand how the systems assessed candidates and why certain groups were excluded.

    5. Lack of human oversight. While AI plays an important role in many decision-making processes, it should augment, rather than replace, human judgment. Over-reliance on AI without adequate human oversight can lead to unchecked biases. This problem is exacerbated when hiring professionals trust AI more than their own judgment, believing in the technology’s infallibility.

    Overcoming algorithmic bias in hiring

    To mitigate these issues, companies must adopt strategies that prioritize inclusivity and transparency in AI-driven hiring processes. Below are some key solutions for overcoming AI bias:

    1. Diversify training data. One of the most effective ways to combat AI bias is to ensure training data is inclusive, diverse and representative of a wide range of candidates. This means including data from diverse racial, ethnic, gender, socioeconomic and educational backgrounds.

    2. Conduct regular bias audits. Frequent and thorough audits of AI systems should be conducted to identify patterns of bias and discrimination. This includes examining the algorithm’s outputs, decision-making processes and its impact on different demographic groups.

    3. Implement fairness-aware algorithms. Use AI software that incorporates fairness constraints and is designed to consider and mitigate bias by balancing outcomes for underrepresented groups. This can include integrating fairness metrics such as equal opportunity, modifying training data to show less bias and adjusting model predictions based on fairness criteria to increase equity.

    4. Increase transparency. Seek AI solutions that offer insight into their algorithms and decision-making processes to make it easier to identify and address potential biases. Additionally, make sure to disclose any use of AI in the hiring process to candidates to maintain transparency with your job applicants and other stakeholders.

    5. Maintain human oversight. To maintain control over hiring algorithms, managers and leaders must actively review AI-driven decisions, especially when making final hiring choices. Emerging research highlights the critical role of human oversight in safeguarding against the risks posed by AI applications. However, for this oversight to be effective and meaningful, leaders must ensure that ethical considerations are part of the hiring process and promote the responsible, inclusive and ethical use of AI.

Understanding and addressing the ethical considerations and biases of AI-driven hiring is essential to ensuring fairer hiring outcomes and preventing technology from reinforcing systemic bias.

  • MIL-OSI Global: Transparency and trust: How news consumers in Canada want AI to be used in journalism

    When it comes to artificial intelligence (AI) and news production, Canadian news consumers want to know when, how and why AI is part of journalistic work. And if they don’t get that transparency, they could lose trust in news organizations.

    News consumers are so concerned about how the use of AI could impact the accuracy of stories and the spread of misinformation, a majority favour government regulation of how AI is used in journalism.

    These are some of our preliminary findings after surveying a representative sample of 1,042 Canadian news consumers, most of whom accessed news daily.

    This research is part of the Global Journalism Innovation Lab which researches new approaches to journalism. Those of us on the team at Toronto Metropolitan University are particularly interested in looking at news from an audience perspective in order to develop strategies for best practice.

    The industry has high hopes that the use of AI could lead to better journalism, but there is still a lot of work to be done in terms of figuring out how to use it ethically.

    Not everyone, for example, is sure the promise of time saved on tasks that AI can do faster will actually translate into more time for better reporting.

    We hope our research will help newsrooms understand audience priorities as they develop standards of practice surrounding AI, and prevent further erosion of trust in journalism.

    AI and transparency

    We found that a lack of transparency could have serious consequences for news outlets that use AI. Almost 60 per cent of those surveyed said they would lose trust in a news organization if they found out a story was generated by AI that they thought was written by a human, something also reflected in international studies.

    The overwhelming majority of respondents in our study, more than 85 per cent, want newsrooms to be transparent about how AI is being used. Three quarters want that to include labelling of content created by AI. And more than 70 per cent want the government to regulate the use of AI by news outlets.

    Organizations like Trusting News, which helps journalists build trust with audiences, now offer advice on what AI transparency should look like and say it’s more than just labelling a story — people want to know why news organizations are using AI.

    Audience trust

    Our survey also showed a significant contrast in confidence in news depending on the level of AI used. For example, more than half of respondents said they had high to very high trust in news produced just by humans. However, that level of trust dropped incrementally the more AI was involved in the process, to just over 10 per cent for news content that was generated by AI only.

    In questions where news consumers had to choose a preference between humans and AI to make journalistic decisions, humans were far preferred. For example, more than 70 per cent of respondents felt humans were better at determining what was newsworthy, compared to less than six per cent who felt AI would have better news judgement. Eighty-six per cent of respondents felt humans should always be part of the journalistic process.

    As newsrooms struggle to retain fractured audiences with fewer resources, the use of AI also has to be considered in terms of the value of the products they’re creating. More than half of our survey respondents perceived news produced mostly by AI with some human oversight as less worth paying for, which isn’t encouraging considering the existing reluctance to pay for news in Canada.

    This result echoes a recent Reuters study, where an average of 41 per cent of people across six countries saw less value in AI-generated news.

    Concerns about accuracy

    In terms of negative impacts of AI in a newsroom, about 70 per cent of respondents were concerned about accuracy in news stories and job losses for journalists. Two-thirds of respondents felt the use of AI might lead to reduced exposure to a variety of information. An increased spread of mis- and disinformation, something recognized widely as a serious threat to democracy, was of concern for 78 per cent of news consumers.

    Using AI to replace journalists was what made respondents most uncomfortable, and there was also less comfort with using it for editorial functions such as writing articles and deciding what stories to develop in the first place.

    There was far more comfort with using it for non-editorial tasks such as transcription and copy editing, echoing findings in previous research in Canada and other markets.

    We also gathered a lot of data unrelated to AI to get a sense of how Canadians are tapping into news and the news they’re tapping into. Politics and local news were the two most popular types of news, chosen by 67 per cent of respondents, even though there is less local news to consume due to extensive cuts, mergers and closures.

    A lot of people in our sample of Canadians, around 30 per cent, don’t actively look for news. They let it find them, something called passive consumption. And although this is proportionally higher in news consumers under 35, this isn’t just a phenomenon seen in the younger demographic. More than half of those who reported letting news find them were over 35 years old.

    Although smartphones are increasingly becoming the likely access points of news for many consumers, including almost 70 per cent for those 34 and under and about 60 per cent of those between 35 and 44, television is where most news consumers in our study reported getting their journalism.

    Respondents in our survey were asked to select all of their points of news access. More than 80 per cent of participants chose some form of TV, with some respondents picking two TV formats, for example, cable TV and smart TV. Surprisingly to us, half of 18-24 year olds reported TV as an access point for news. For those 44 and under, it was more often through a smart TV, though. As shown in other Canadian studies, TV news still plays an important role in the media landscape.

    This is just a broad look at the data we have collected. Our analysis is just beginning. We’re going to dig deeper into how different demographics feel about the use of AI in journalism and how the use of AI might impact audience trust.

    We will also soon be launching our survey with research partners in the United Kingdom and Australia to find out if there are differences in perceptions of AI in the three countries.

    Even these initial results provide a lot of evidence that, as newsrooms work to survive in a destabilized market, using AI could have detrimental effects on the perceived value of their journalism. Developing clear policies and principles that are communicated with audiences should be an essential part of any newsroom’s AI practice in Canada.

    On October 8, 2024, the network of resource educational and methodological centers for the training of people with disabilities and individuals with limited health capabilities (RUMC VO) held a webinar on the topic: “Organizational and methodological aspects of psychological and pedagogical support for first-year students with disabilities and disabilities during their adaptation to the university environment.” The event was attended by more than 380 specialists and representatives of universities from all over the country, including from the State University of Management.

    The participants were addressed with a welcoming speech by Deputy Director of the Department of State Youth Policy and Educational Activities of the Ministry of Science and Higher Education of the Russian Federation Anna Braines and Deputy Director of the Department of Personnel Policy of the Ministry of Education of the Russian Federation Sergey Antonov.

    “It is very important to share already developed practices and scale up positive experiences that will help effectively adapt students with disabilities to the educational environment,” said Anna Brynes.

    “Universities are creating all the necessary conditions for the successful education of students with disabilities. But it is important not only to create a barrier-free environment, but also to provide full support at all stages of adaptation,” noted Sergey Antonov.

    The key topics of the webinar were:

    Psychological, pedagogical and social aspects of adaptation of first-year students with disabilities; Barriers and psychological mechanisms of adaptation; Comprehensive diagnostics of students at the stage of primary adaptation; Mentoring and inclusive volunteering; Social integration of students with disabilities.

    The webinar ended with an active question and answer session, during which support was given to the proposal to publish a collection of best practices for the adaptation of students with disabilities next year.

  • MIL-OSI Russia: Representatives of the State University of Management performed in the final of the All-Russian competition “Professional Tomorrow”

    Representatives of the State University of Management took part in the final of the All-Russian network competition of student projects “Professional Tomorrow” with the participation of students with disabilities, which was held at the Novosibirsk State Technical University NETI.

    In 2024, the competition had two stages: correspondence and in-person. In total, students from 178 Russian universities from 71 regions took part, 115 students made it to the in-person stage.

    The State University of Management was among the universities that submitted the largest number of applications.

    33 students, including those with disabilities and health limitations, took part in the correspondence stage of the Competition from the RUC GUU and its partner universities in the assigned territories. Three projects became Laureates of the Competition and passed to the face-to-face stage.

    As part of the three-day program, the Institute of Social Technologies of NSTU NETI held defenses of competition works in six nominations: “Professionally Oriented Project”, “Scientific Article”, “Useful Invention”, “Professional Startup”, “Social Advertising and Inclusive Blogging”, and “Social Project”.

    The contestants were also offered a cultural, leisure and educational program, including field trips around Novosibirsk, master classes and motivational lectures.

    Tatyana Beregovskaya, coordinator of the RUC GUU, took part in the business program dedicated to the development of higher inclusive education.

    According to the results of the final, 4th year student of the Institute of Personnel Management, Social and Business Communications of the State University of Management Almira Valitova took 3rd place in the nomination “Professional Startup”, presenting a project aimed at creating a career guidance chatbot for schoolchildren with disabilities.

    Let us recall that the inclusive student competition has been held since 2018 by a network of resource educational and methodological centers for training people with disabilities and individuals with limited health capabilities together with the Ministry of Science and Higher Education of the Russian Federation.

  • MIL-OSI Global: Evacuating in disasters like Hurricane Milton isn’t simple – there are reasons people stay in harm’s way

    As Hurricane Milton roared ashore near Sarasota, Florida, tens of thousands of people were in evacuation shelters. Hundreds of thousands more had fled coastal regions ahead of the storm, crowding highways headed north and south as their counties issued evacuation orders.

    But not everyone left, despite dire warnings about a hurricane that had been one of the strongest on record two days earlier.

    As Milton’s rain and storm surge flooded neighborhoods late on Oct. 9, 2024, 911 calls poured in. In Tampa’s Hillsborough County, more than 500 people had to be rescued, including residents of an assisted living community and families trapped in a flooding home after a tree crashed though the roof at the height of the storm.

    In Plant City, 20 miles inland from Tampa, at least 35 people had been rescued by dawn, City Manager Bill McDaniel said. While the storm wasn’t as extreme as feared, McDaniel said his city had flooded in places and to levels he had never seen. Traffic signals were out. Power lines and trees were down. The sewage plant had been inundated, affecting the public water supply.

    Evacuating might seem like the obvious move when a major hurricane is bearing down on your region, but that choice is not always as easy as it may seem.

    Evacuating from a hurricane requires money, planning, the ability to leave and, importantly, a belief that evacuating is better than staying put.

    I recently examined years of research on what motivates people to leave or seek shelter during hurricanes as part of a project with the Federal Emergency Management Agency and the Natural Hazards Center. I found three main reasons that people didn’t leave.

    Evacuating can be expensive

    Evacuating requires transportation, money, a place to stay, the ability to take off work days ahead of a storm and other resources that many people do not have.

    With 1 in 9 Americans facing poverty today, many have limited evacuation options. During Hurricane Katrina in 2005, for example, many residents did not own vehicles and couldn’t reach evacuation buses. That left them stranded in the face of a deadly hurricane. Nearly 1,400 people died in the storm, many of them in flooded homes.

    When millions of people are under evacuation orders, logistical issues also arise.

    Two days ahead of landfall, Milton was a Category 5 hurricane. About 5 million people were under evacuation orders, and highways were crowded.

    Gas shortages and traffic jams can leave people stranded on highways and unable to find shelter before the storm hits. This happened during Hurricane Floyd in 1999 as 2 million Floridians tried to evacuate.

    People who experienced past evacuations or saw news video of congested highways ahead of Hurricane Milton might not leave for fear of getting stuck.

    Health, pets and being physically able to leave

    The logistics of evacuating are even more challenging for people who are disabled or in nursing homes. Additionally, people who are incarcerated may have no choice in the matter – and the justice system may have few options for moving them.

    Evacuating nursing homes, people with disabilities or prison populations is complex. Many shelters are not set up to accommodate their needs. In one example during Hurricane Floyd, a disabled person arrived at a shelter, but the hallways were too narrow for their wheelchair, so they were restricted to a cot for the duration of their stay. Moving people whose health is fragile, and doing so under stressful conditions, can also worsen health problems, leaving nursing home staff to make difficult decisions.

    But failing to evacuate can also be deadly. During Hurricane Irma in 2017, seven nursing home residents died in the rising heat after their facility lost power near Fort Lauderdale, Florida. In some cases, public water systems are shut down or become contaminated. And flooding can create several health hazards, including the risk of infectious diseases.

    In a study of 291 long-term care facilities in Florida, 81% sheltered residents in place during the 2004 hurricane season because they had limited transportation options and faced issues finding places for residents to go.

    People with pets face another difficult choice – some choose to stay at home for fear of leaving their pet behind. Studies have found that pet owners are significantly less likely to evacuate than others because of difficulties transporting pets and finding shelters that will take them. In destructive storms, it can be days to weeks before people can return home.

    Risk perception can also get in the way

    People’s perceptions of risk can also prevent them from leaving.

    A series of studies show that women and minorities take hurricane risks more seriously than other groups and are more likely to evacuate or go to shelters. One study found that women are almost twice as likely than men to evacuate when given a mandatory evacuation order.

    If people have experienced a hurricane before that didn’t do significant damage, they may perceive the risks of a coming storm to be lower and not leave.

    In my review of research, I found that many people who didn’t evacuate had reservations about going to shelters and preferred to stay home or with family or friends. Shelter conditions were sometimes poor, overcrowded or lacked privacy.

    People had fears about safety and whether shelter environments could meet their needs. For example, religious minorities were not sure whether shelters would be clean, safe, have private places for religious practice, and food options consistent with faith practices. Diabetics and people with young children also had concerns about finding appropriate food in shelters.

    How to improve evacuations for the future

    There are ways leaders can reduce the barriers to evacuation and shelter use. For example:

    • Building more shelters able to withstand hurricane force winds can create safe havens for people without transportation or who are unable to leave their jobs in time to evacuate.

    • Arranging more shelters and transportation able to accommodate people with disabilities and those with special needs, such as nursing home residents, can help protect vulnerable populations.

    • Opening shelters to accommodate pets with their owners can also increase the likelihood that pet owners will evacuate.

    • Public education can be improved so people know their options. Clearer risk communication on how these storms are different than past ones and what people are likely to experience can also help people make informed decisions.

    • Being prepared saves lives. Many areas would benefit from better advance planning that takes into account the needs of large, diverse populations and can ensure populations have ways to evacuate to safety.

  • MIL-OSI Global: Gangs’stories: Soraya, the ‘real’ Queen of the South in Nicaragua

    For the past five years, the GANGS project, a European Research Council-funded project led by Dennis Rodgers, has been studying global gang dynamics in a comparative perspective. When understood in a nuanced manner that goes beyond the usual stereotypes and Manichean representations, gangs and gangsters arguably constitute fundamental lenses through which to think about and understand the world we live in.

    Dennis Rodgers describes how “Soraya” became involved in drug trafficking in Luis Fanor Hernández, a poor neighbourhood in Managua, the capital of Nicaragua. Known locally as “la Reina del Sur” – the “Queen of the South” – her story shows how drug trafficking is a highly gendered activity, that reinforces macho violence and patriarchal dynamics of domination.


    Seated on a slightly tatty, overstuffed sofa, I watch as Soraya meticulously manicures Wanda’s fingernails. Her face a picture of tense concentration, she begins by carefully tracing red and white stripes along the distal bands of four out of five fingers on each hand, before then delicately dotting small flowers on each index.

    We are in the barrio Luis Fanor Hernández, a poor urban neighbourhood in Managua, the capital city of Nicaragua, in Central America. I’ve been carrying out longitudinal ethnographic research on gang dynamics there since 1996. I returned in February 2020 to, among other things, interview Wanda about the way that the local drug trade – and particularly her husband Bismarck’s involvement – had impacted her life over the years. Wanda is one of my key research interlocutors in the barrio, whom I’ve known for over 25 years.

    “I can come back to do our interview later,” I say to Wanda.

    “No, no, it’s fine, Dennis,” she replies. “Soraya’s almost finished, and in any case, she’s de confianza, so why don’t we just get started? It’s not as if she doesn’t know about Bismarck and his drug dealing… But you know what? If you want a female perspective on drugs, you should really interview her, not me – I’m just the wife of an ex-drug dealer, but she’s la Reina del Sur!”

    “The Queen of the South?”, I ask, throwing Soraya a querying glance. Looking up from her manicuring labours, she smirks sardonically before saying, “You know, Dennis, like in the telenovela, about that Mexican woman who becomes a narcotraficante (drug dealer).”

    “Yes, I get that, I know the series, but she became a powerful drug dealer, and from what I know you’re not a big-time narco, are you?”

    “Nah, I was just a mulera (street dealer), but people call me la Reina del Sur, because I’m strong-willed and independent, just like the real Reina.”

    Chuckling, I reply, “You do know the Reina isn’t real, yes?”, before then asking her more earnestly, “but would you be willing to do an interview with me about all that, though?” Soraya ponders my request for a few seconds before replying brusquely, “dale, but not today, I’ve got an errand to run. I’ll meet you here at the same time tomorrow”.

    Without waiting for an answer, Soraya then dots a final petal on Wanda’s left index nail, packs up her files and polish, and leaves Wanda and me to our interview.

    The gendered nature of drug dealing in Latin America

    Drug trafficking has become an searing topic in Latin America over the last two decades.

    Every year, this criminal activity results in thousands of violent deaths and tens of thousands of health-related mortalities. Drug trafficking also has profoundly negative effects on economies, political systems, and ecologies in the region.

    Numerous studies have traced the forms of production, the actors involved, the routes and flows, the nature of local and international markets, and the profound but variable social impact that drugs can have.

    One point on which most studies agree is that drug trafficking is a predominantly male activity. Fewer women than men are involved, and they are generally seen through the prism of particular categorisations: either as victims, suffering direct and indirect forms of violence as a result of being the mothers, wives or girlfriends of drug traffickers, or as emancipated and liberated individuals whose involvement in trafficking challenges gender-based structures of power and inequality.

    These kinds of binary representations have long seemed simplistic to me. The interviews conducted with Wanda during the course of my years of research in barrio Luis Fanor Hernández have highlighted how the image of the drug dealer’s wife as a victim of her husband’s trafficking is a caricature. The same was also true of the interview I conducted with Soraya about her career as a drug dealer, which challenged the notion that drug dealing could be emancipating for a woman.

    Soraya was born in barrio Luis Fanor Hernández in 1987. Her mother, Gladys, was from the neighbourhood, while her father, Jorge, was from Villa Cuba, a neighbourhood in the north-east of Managua. They had an on-and-off relationship for the first decade of Soraya’s life, meaning that she moved several times between her father’s home in Villa Cuba, and her maternal family home in barrio Luis Fanor Hernández. Gladys and Jorge split up definitely when Soraya was 13 years old, after Gladys stabbed Jorge with a kitchen knife while defending Soraya, whom he was beating.

    “My mother and I moved back [to barrio Luis Fanor Hernández] after we left my father. There were five of us in the house – me, my mother, my aunt, my cousin, and my cousin’s husband. You know him, Dennis, he’s the one they call ‘Pac-man’ [because of his great appetite], so you know he’s a narcotraficante [drug dealer]. My aunt and my cousin would help him from time to time with his bisnes, but this was when the drug trade was increasing, and he had lots to do, and they started asking me to ‘do them a favour’, to help them. At first it was small things, you know, moving drugs or money from one place to another, or helping them ‘cook’ cocaine into crack, but after a while I started selling for him as a mulera, in the streets, which I could do well because the police were less suspicious of me, as a young girl, you know.”

    Neither the way nor the reasons why Soraya became involved in trafficking can be described as particularly emancipatory. Rather, they highlight the way in which drug trafficking in fact responds to very gendered and “intimate” logics. On the one hand, Soraya’s status as a young woman made her useful to her cousin’s husband in carrying out certain drug trafficking operations without attracting suspicion in a wider macho Nicaraguan context, but on the other hand, her family ties to “Pac-Man” also made it difficult for her to refuse to help him.

    Enduring gendered oppression

    Soraya’s involvement in drug trafficking was also profoundly affected by her relationship with Elvis Gomez, with whom she became involved at the age of 15 (when Elvis was 23). Elvis was a failed drug dealer. He had tried unsuccessfully to become involved in drug trafficking several times in the past, and once he was in a relationship with Soraya, he forced her to let him work with her so that he could benefit from the financial windfall that this activity generated for those involved in barrio Luis Fanor Hernández.

    One of the reasons Elvis had failed to establish himself as a drug dealer was that he was a drug user, and Soraya often had to cover for him when he consumed the drugs that “Pac-Man” gave him instead of selling them, repaying his loss of earnings through the profits of her own drug dealing.

    In 2010, Elvis used the savings that Soraya had accumulated from her drug dealing to finance his emigration to the United States. He told her he would bring her over later, but he left with another woman, Yulissa, with whom he had been involved simultaneously, along with their daughter. He also took Ramses, the son he had with Soraya in 2007, and cut off all contact with Soraya. She told me poignantly, “I was going crazy, texting him every day, telling him to let me talk to my son, and telling him to bring him back to Nicaragua, that I wanted him to live with me”. He only got back in touch in 2016, to insist that Soraya divorce him and formally transfer legal custody of Ramses to him, which she eventually did, in exchange for being able to be in regular contact with her son.

    This episode clearly illustrates how Soraya’s trafficking activities inscribed themselves within wider structures and practices of gender inequality and male domination. Nicaragua remains a country marked by patriarchy and machismo, something that was strikingly reflected in the law banning abortion under all circumstances passed in 2008, or the adoption of law 779 on gender violence in 2012, which defines all such instances as “domestic violence” that must be resolved through mediation rather than the penal system.

    In the end, although she was known as la Reina del Sur, this nickname had nothing to do with Soraya having a position of dominance in the drug trade in barrio Luis Fanor Hernández. Indeed, the vast majority of (few) women drug dealers in the neighbourhood were at the bottom of the business pyramid.

    Beautician

    Soraya says she stopped selling drugs in 2012, and that she is now a full-time beautician. Several current drug dealers in barrio Luis Fanor Hernández have, however, told me that she continues to deal and that her manicure business provides a convenient cover.

    The fact that Soraya earns no more than 15 to 20 dollars a week from her manicure business could clearly be interpreted as suggesting that this might be the case. Soraya firmly denies it, however, and I believe her. Not only does she take on various odd jobs to make ends meet for herself and her ageing mother, she also lives in very humble conditions. Her current home, in particular, is much less flamboyant than any of those in which she lived in the past.

    When compared to the trajectories of male traffickers in the barrio – many of whom have greatly benefited, and continue to benefit, from their involvement in trafficking even after they have stopped dealing – it can be argued that Soraya’s involvement in drug trafficking has enhanced patriarchal and macho constraints, contributing to her current situation.

    At the same time, while Soraya’s life has unquestionably been marked by a constant struggle in the face of different forms of domination and oppression, she also frequently and persistently seeks to confront and challenge her predicament. This is perhaps partly linked to her involvement in the drug trade, as the WhatsApp exchange I had with Soraya on 8 March 2021 clearly suggested. She had uploaded a picture of herself drinking at a nightclub, overlaying it with the following text:

    “Today is International Women’s Day, and we celebrate the power of independent and autonomous women! We are beautiful, we are strong, and we can do whatever we want!”.

    I wrote to Soraya to wish her a happy International Women’s Day, and also to tell her that I’d started to write her biography “about when she was la Reina del Sur”. A few minutes later she replied – “por siempre La Reina!” (“forever the Queen!”).

  • MIL-OSI Europe: Statement of the G7 Non-Proliferation Directors Group (09 May 2022)

    The Republic of France has issued the following statement:

    1. We, the G7 Non-Proliferation Directors Group, reiterate the G7´s profound condemnation of Russia’s premeditated, unprovoked, and unjustifiable war of choice against Ukraine, enabled by the Belarusian government. We condemn in the strongest terms the numerous atrocities committed by Russian armed forces in Ukraine. We reaffirm our solidarity with the Ukrainian people and our support to the sovereignty, independence, and territorial integrity of Ukraine. Russia’s ongoing war of aggression is a blatant violation of international law with severe consequences for international security, including global non-proliferation efforts. We condemn Russia’s disinformation campaign and we warn against any threat or use of chemical or biological weapons. We recall Russia’s obligations under international treaties of which it is a party, and which protect us all. Any use by Russia of such a weapon would be unacceptable and result in further consequences. We condemn Russia’s unjustified use of nuclear rhetoric and signalling. We urge Russia to behave responsibly and exercise restraint.

    2. Besides these deeply disturbing actions of unprecedented scale, our efforts to strengthen non-proliferation have been severely tested in past years. The increasing use of chemical weapons, rapidly evolving biological threats, destabilizing transfer and deployment of conventional weapons, and targeted appropriation of emerging technology all have a considerable impact as does the growing threat of nuclear proliferation and emerging threats to outer space security. Some states are now significantly increasing and diversifying their nuclear arsenals and investing in novel nuclear technologies and weapons systems. Against this highly challenging background, the G7 remains committed to working together, including with our partners, to defend and strengthen international law, norms and institutions and to build a more secure, more stable, and safer world.

    3. In view of the 10th Review Conference of the Non-Proliferation Treaty (NPT) in August 2022, we are united in our resolve to comprehensively strengthen the NPT, promote its universalisation, reinforce the importance of commitments made at past Review Conferences and advance implementation of the Treaty across all three of its mutually reinforcing pillars. We underline the authority and primacy of the NPT as the cornerstone of the nuclear non-proliferation regime and the foundation for the pursuit of nuclear disarmament and peaceful uses of nuclear technology. We resolutely support the Review Conference President-designate, Ambassador Gustavo Zlauvinen, and commit to working with all NPT States Parties in good faith in the lead up to and during the Review Conference towards achieving a positive outcome.

    4. The G7 reaffirms its commitment to the ultimate goal of a world without nuclear weapons with undiminished security for all, achieved through concrete, practical, and purposeful steps. The overall decline in global nuclear arsenals must be sustained and not reversed. We welcome diplomatic pathways that offer real possibilities for advancing the universal disarmament goals of the NPT, as promoted through key initiatives such as the International Partnership for Nuclear Disarmament Verification (IPNDV), the Non-Proliferation and Disarmament Initiative, the Stockholm Initiative on Nuclear Disarmament, and Creating an Environment for Nuclear Disarmament.

    5. We welcome efforts by the G7 Nuclear Weapon States to promote effective measures, such as strategic risk reduction, transparency and confidence building measures on their postures, doctrines, and capabilities, which are critical to making progress towards disarmament under the NPT. The G7 underlines that all Nuclear Weapon States have the responsibility to engage actively and in good faith in arms control dialogues. We welcome the Joint Statement of the Leaders of the Five Nuclear-Weapon States on Preventing Nuclear War and Avoiding Arms Races of 3 January 2022, including the important affirmation that a nuclear war cannot be won and must never be fought. However, we deplore Russia’s provocative statements about raising its nuclear alert levels, which undermines the credibility of Russia’s commitment to this Joint Statement.

    6. Recalling our statements of 15 March and 7 April 2022, we condemn Russia’s invasion of Ukraine, including forcefully seizing control of nuclear facilities and other actions that pose serious threats to the safety and security of these facilities and endanger the population of Ukraine, neighbouring states, and the international community. We support the IAEA Director General Rafael Grossi’s efforts to ensure the nuclear safety and security of, and the application of safeguards to, nuclear material and facilities in Ukraine as a matter of urgency, while respecting full Ukrainian sovereignty over its territory and infrastructure. We urge Russia’s leadership to immediately withdraw its military forces from Ukraine, cease all violent actions against nuclear and radiological facilities in Ukraine and restore full control to Ukrainian authorities over all facilities within its internationally recognized borders to ensure their safe and secure operations.

    7. The G7 is united in its resolve to promote the goals and objectives of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). We underline the urgent need to bring this treaty into force pursuant to Article XIV of the CTBT, and we support Italy as co-coordinator of these efforts. A universal and effectively verifiable CTBT constitutes a fundamental instrument in the field of nuclear disarmament and non-proliferation. Pending the entry into force of the Treaty, we call on all states to declare new or maintain existing moratoriums on nuclear weapon test explosion or any other nuclear explosions. We also resolutely support the Comprehensive Nuclear-Test-Ban Treaty Organization Preparatory Commission and its important work to develop the Treaty’s verification regime.

    8. The G7 is equally committed to, and underlines the importance of, immediate commencement of negotiations – based on document CD/1299 and the mandate contained therein – with the key countries on a treaty banning the production of fissile material for use in nuclear weapons and other nuclear explosive devices. We remain convinced that the Conference on Disarmament is an appropriate venue to negotiate such an instrument and we call upon countries to make innovative contributions in all appropriate forums, including the 10th Review Conference of the States Parties to the NPT, to facilitate negotiations of such a treaty. Pending those actions, we call on all states that have not yet done so to declare and maintain voluntary moratoria on the production of fissile material for use in nuclear weapons.

    9. The G7 is committed to working towards effective measures for strategic and nuclear risk reduction that enhance mutual comprehension, increase predictability, promote confidence building and establish effective crisis management and prevention tools. We are equally engaging in the development of multilateral nuclear disarmament verification capabilities and we welcome the start of work of the Group of Governmental Experts on nuclear disarmament verification, the Franco-German exercise NuDiVe 2022 conducted in April 2022 and the continuing work of the IPNDV and the Quad Nuclear Verification Partnership by Norway, Sweden, the United Kingdom and the United States. All of this is essential groundwork for achieving the ultimate goal of a world free of nuclear weapons, underpinned by transparency, verification and irreversibility.

    10. The G7 welcomed the extension of the New START Treaty in early 2021 and has supported the U.S.-Russian Strategic Stability Dialogue, aimed at laying the foundation for future U.S.-Russia arms control arrangements. The G7 sees the need for arms control to address all nuclear weapons, including new destabilizing weapon systems and non-strategic nuclear weapons. The G7 also supports and encourages wider efforts towards an active arms control dialogue involving China. The G7 regrets that the U.S.-Russian Strategic Stability Dialogue has come to a halt due to Russia’s brutal and unprovoked war on Ukraine.

    11. The G7 also deplores Belarus’s recent referendum and amendment to its Constitution removing Article 18, which pledged to “make its territory a nuclear-free zone.” Belarus’ actions only further increase uncertainty amidst heightened tensions.

    12. Nuclear-weapons-free zones (NWFZ) make important contributions to nuclear disarmament and non-proliferation. We see the relevant protocols to existing NWFZ treaties as the vehicle for extending to the treaty parties a legally binding negative security assurance. We remain fully committed to the creation of a zone free of all weapons of mass destruction and their delivery systems in the Middle East. We firmly believe that this can only be achieved based on consensus arrangements freely arrived at by all states in the region. We acknowledge the efforts made during the first two sessions of the UN Conference on the Establishment of a Middle East Zone Free of Nuclear Weapons and Other Weapons of Mass Destruction held in 2019 and 2021. Going forward, we underscore the need for inclusive dialogue among the regional states.

    13. The G7 supports universalisation of key safeguards agreements including Comprehensive Safeguards Agreements, the Additional Protocol thereto, and, where applicable, the revised Small Quantities Protocol. A Comprehensive Safeguards Agreement together with an Additional Protocol represents the de facto safeguards standard under the NPT. We echo the IAEA Director General’s call on those states that have yet to bring into force a Comprehensive Safeguards Agreement or an Additional Protocol to do so as soon as possible and applaud his efforts to further strengthen the safeguards system. Recalling our strong support for the professional and impartial work of the IAEA, the G7 underscores the importance of streng-thening the effectiveness and optimizing the efficiency of the international safeguards system and ensuring it remains fit for its purpose in the 21st century.

    14. We reaffirm the IAEA’s central role in strengthening cooperation in nuclear security and the commitments in the Ministerial Declaration of the IAEA’s International Conference on Nuclear Security in 2020. We support the IAEA in facilitating the peaceful uses of nuclear technologies in a safe, secure, and sustainable manner. We support aiding the development of new regulatory frameworks for the deployment of next-generation technologies, including small modular reactors. We encourage all Member States, who are able to do so, to make financial and/or technical contributions to enable the IAEA to continue its work.

    15. The G7 commits to promoting full implementation by all states of the highest standards of nuclear safety, security, and safeguards. This is essential to facilitate the safe and the peaceful uses of nuclear science and technology consistent with the NPT, and thereby promote prosperity and address the UN Sustainable Development Goals.

    16. The G7 urges States engaged in nuclear activities to become parties to and fully implement the Convention on Nuclear Safety, the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, the Convention on Early Notification of a Nuclear Accident, and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency.

    17. The G7 is resolved to increase political attention to the challenges of countering the threat of non-state actors acquiring nuclear and radioactive materials as weapons of terrorism and to accelerate national and international steps to manage the risks posed by such materials. We affirm our commitment to minimise Highly Enriched Uranium (HEU) stocks globally and encourage states with civil stocks of HEU to further reduce or eliminate them where economically and technically feasible.

    18. The G7 calls on all States that have not yet done so to become parties to and fully implement the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT) and the Amended Convention on the Physical Protection of Nuclear Material (A/CPPNM). We welcome the positive outcome of the A/CPPNM Review Conference in March-April 2022. We remain steadfast in our support of the IAEA, the Nuclear Security Contact Group, and the Global Initiative to Combat Nuclear Terrorism.

    19. The G7 supports effective implementation of UN Security Council Resolution (UNSCR) 1540 (2004) and the work of the 1540 Committee and its Group of Experts. We encourage all states to fully implement the resolution and to offer assistance to interested states.

    20. The G7 actively supports global efforts to enhance education and professional development in the field of non-proliferation, arms control and disarmament and is strongly committed to the integration of gender equality in this field. We are mindful that learning about the realities of any use of nuclear weapons will help strengthen global efforts towards nuclear disarmament. To raise and sustain awareness, we encourage political leaders, the young generation and others to visit the cities of Hiroshima and Nagasaki.

    21. We renew our support for a restoration and full implementation of the Joint Comprehensive Plan of Action. A diplomatic solution remains the best way to restrict Iran’s nuclear programme. We commend the participants of the Vienna talks as well as the EU coordinator for their tireless efforts. We urge Iran to seize the offer currently on the table to bring negotiations to a successful conclusion and to refrain from further escalation of its nuclear activities.

    22. We urge Iran to uphold and fully implement all obligations under its NPT-required safeguards agreement with the IAEA. We further urge Iran to provide all required information to enable the IAEA to clarify and resolve outstanding safeguards issues without further delay. The G7 expresses strong support for the crucial verification and monitoring mandate of the IAEA, underscores the technical nature of the IAEA’s independent work, and commends the Director General’s continued professional and impartial efforts. Full and timely cooperation by Iran is essential for the IAEA to assure the international community that all nuclear material in Iran remains in peaceful uses and eventually reach the Broader Conclusion.

    23. We recall our serious concerns about Iran’s unabated activities related to ballistic missiles “designed to be capable of delivering nuclear weapons, including launches using such ballistic missile technology,” which Iran pursues in defiance of UNSCR 2231 (2015). Iran’s space programme is enabling it to test technology that is essential to the development of ballistic missiles, including future long-range delivery systems, as demonstrated again with Iran’s announcement on March 8 of a launch of a military satellite. We urge Iran to cease all these activities and fully abide by UNSCR 2231 (2015). We also remain extremely concerned about Iran’s destabilising activities in and around the Middle East, including transfers of missiles and missile technology, drones and conventional arms to state and non-state actors. Such proliferation is destabilising for the region and escalates already high tensions, as does the use of such weapons in the region, like the attack by the Islamic Revolutionary Guard Corps on Erbil on 13 March 2022. We urge Iran to stop all activities inconsistent with relevant UNSCRs and call on all parties to play a constructive role in fostering regional stability and peace.

    24. The G7 strongly condemns the continued testing of ballistic missiles by the Democratic People’s Republic of Korea (DPRK), including the recent Intercontinental Ballistic Missile (ICBM) launch conducted on 24 March 2022, which are blatant violations of the DPRK’s obligations under numerous UNSCRs. Since 2021, the DPRK has conducted an unprecedented series of missile tests, including launches of alleged hypersonic weapons using ballistic missiles and a submarine-launched ballistic missile test. These tests demonstrate the DPRK’s continued efforts to expand and further develop its ballistic missile capabilities. We deeply regret that the DPRK has abandoned its self-declared moratorium on ICBM launches. In addition, nuclear activities (such as restarting nuclear reactors and behaviour consistent with fissile material production) have been observed at several nuclear sites since 2020, suggesting an ongoing nuclear program development. All these reckless actions threaten regional and international peace and security, pose a dangerous and unpredictable risk to international civil aviation and maritime navigation in the region and demand a united response by the international community, including further measures to be taken by the UN Security Council.

    25. The G7 remains fully committed to the complete, verifiable, and irreversible dismantlement by the Democratic People’s Republic of Korea of all its nuclear weapons, other weapons of mass destruction and ballistic missiles of all ranges, as well as related programs and facilities, consistent with UNSCRs. We strongly urge the DPRK to fully comply with all obligations arising from the relevant UNSCRs, to abandon its weapons of mass destruction and ballistic missile programs in a complete, verifiable and irreversible manner and to return at an early date to, and fully comply with, the NPT and IAEA safeguards. We call on the DPRK to accept the repeated offers of dialogue put forward by all parties concerned, including the United States, the Republic of Korea, and Japan.

    26. The G7 is committed to working with all relevant partners towards the goal of peace on the Korean Peninsula and to upholding the rules-based international order. We call on all states to fully and effectively implement all restrictive measures relating to the DPRK imposed by the UN Security Council and to address the risk of proliferation of weapons of mass destruction, and related delivery systems, from the DPRK as an urgent priority, particularly through additional UN Security Council action. We note with concern the report by the Panel of Experts established pursuant to UNSCR 1874 (2009) that illicit ship-to-ship transfers continue to take place. We remain ready to assist in and strengthen capacities for effective sanctions implementation. We are clear that the dire humanitarian situation in the DPRK is primarily the result of the diversion of the DPRK’s resources into unlawful weapons of mass destruction and ballistic missile programs rather than into the welfare of its people. In the context of the Covid-19 pandemic, we commend the work of the 1718 Committee, which has swiftly approved all Covid-19 related sanctions exemption requests for humanitarian assistance for the DPRK.

    27. The G7 intends to bolster efforts to counter the weaponization of biological agents and toxins. Never has it been so urgent for all states to work together to achieve universal adherence to and full compliance with the Biological and Toxin Weapons Convention (BTWC). Good faith and engagement are essential to overcoming the longstanding stalemate of the Convention in order to meet evolving biological threats stemming from state and non-state actors and to address new developments in science and technology. We intend to work towards a successful Review Conference which would promote effective implementation, increase transparency, enhance compliance and confidence-building measures. Near-term concrete action should include the establishment of a new expert working group to examine concrete measures to strengthen the Convention.

    28. We pledge our continued support to the United Nations Secretary-General’s Mechanism to investigate alleged uses of chemical, biological or toxin weapons. We will firmly resist and condemn any attempts by any state or individual seeking to undermine its integrity, independence, and impartial character and mandate. As the only established international mechanism mandated to investigate alleged uses of biological weapons, we pledge to cooperate with partners to ensure that the mechanism is properly resourced, equipped, and operationalized to conduct effective investigations when needed.

    29. We salute the 20th anniversary of the G7-led, 31-member Global Partnership (GP) against the Spread of Weapons and Materials of Mass Destruction. With its unparalleled networks, expertise, partnerships, and collective funding, the GP has been instrumental in countering threats posed by chemical, biological, radiological, and nuclear weapons and materials. The GP’s contribution to global threat reduction has made the world a safer and more secure place. We are committed to coordinated action with the GP to provide leadership to ensure that the GP remains a key contributor to countering persistent and emerging threats.

    30. The G7, as expressed in the 29 March statement of the GP on Ukraine, finds Russia’s unsubstantiated claims concerning alleged biological weapons development in Ukraine outrageous. Such allegations about legitimate biological research for civilian purposes are especially cynical, as the world has suffered a pandemic for two years during which biological laboratories have been of crucial importance to humankind. These allegations are part of Russia’s disinformation campaign against Ukraine and have undermined the subject and purpose of the BTWC and the international rules-based order. Ukraine is a respected member of the GP and the BTWC and has our full support.

    31. We will dedicate further efforts to addressing biological threats in the GP framework. The COVID-19 pandemic has underscored the far-reaching impact of large-scale disease outbreaks and the importance of strengthening global capacity to prevent, detect and respond to all forms of biological threats, whether deliberate, accidental, or natural. Covid-19 has also accelerated the global life sciences and biotechnology revolution, including the research and development of new diagnostics, vaccines, and treatments for potentially high-consequence pathogens. Substantial improvements are needed in global biosafety, biosecurity, and oversight for dual use research, in order to prevent laboratory accidents and deliberate misuse. We commit to reinforcing existing national efforts, as well as to improving the level of biosafety and biosecurity practices globally. With this imperative, we intend to deepen our health-security cooperation with African partners and other key stakeholders to develop and implement the GP’s signature initiative aimed at mitigating biological threats in Africa. We recognize the significant contribution already made by the G7 and the EU to the GP signature initiative and encourage all GP members to actively contribute to this important initiative.

    32. We are determined to uphold the prohibition on the use of chemical weapons and support the full implementation of the Chemical Weapons Convention (CWC). As participating States of the International Partnership against Impunity for the Use of Chemical Weapons, we stand together to reaffirm that any use of chemical weapons by anyone, anywhere, under any circumstances is unacceptable and contravenes international standards and norms against such use. There can be no impunity for chemical weapon use.

    33. We will work towards a successful 2023 Review Conference to strengthen the Convention. We are unwavering in our support of the Organisation for the Prohibition of Chemical Weapons (OPCW) and its work to exclude completely the possibility of the use of chemical weapons and we applaud the OPCW’s professionalism and integrity. The G7 seeks to ensure that the OPCW is equipped to continue to fulfil its mandate, including through funding via the GP for important initiatives such as the new Centre for Chemistry and Technology.

    34. We welcome the decision of the OPCW Conference of the States Parties “Understanding Regarding the Aerosolised Use of Central Nervous System-Acting Chemicals for Law Enforcement Purposes” that affirms that the aerosolized use of CNS-acting chemicals is understood to be inconsistent with law enforcement purposes as a “purpose not prohibited” under the Convention. This forward-thinking decision by CWC States Parties sends a strong signal to countries that they cannot hide work on such chemicals for offensive purposes under the guise of legitimate purposes under the Convention.

    35. We condemn attempts to impede the OPCW’s vital work, including investigations, through baseless attacks and outrageous disinformation, notably Russia’s unsubstantiated claims and false allegations that Ukraine was preparing to use chemical weapons. Ukraine is in full compliance with its obligations under the CWC, in stark contrast to Russia’s continued refusal to investigate the well-documented use of a chemical weapon on its own territory, contrary to its obligations under the Convention.

    36. In that context, the G7 reaffirms the statement made by Ministers on 26 January 2021 condemning in the strongest possible terms the poisoning of Alexey Navalny with a military grade chemical nerve agent of the “Novichok” group, a substance developed by the Soviet Union, and retained by Russia. There is no plausible account other than the involvement and responsibility of Russian state actors, as Russia continues to evade all appeals to launch an investigation of the case. We recall the OPCW’s conclusion that a similar nerve agent was used in Salisbury in 2018, resulting in the death of a British citizen, for which three Russian suspects have been charged.

    37. We again urge the Russian authorities to investigate and credibly explain the use of a chemical weapon on its soil considering Russia’s obligations under the CWC. We recall the questions asked on 5 October 2021 by 45 States Parties, including all G7 members, to Russia under Article IX of the CWC, which were not adequately answered by the Russian Federation. We support the statement made by 56 States Parties at the November 2021 OPCW Conference of the States Parties, calling on Russia to account for the use of a chemical weapon on its territory. We welcome actions, such as sanctions, taken by G7 members in response to those individuals and entities deemed to be involved in the development and use of chemical weapons. We also condemn Russia’s attempts to shield Syria from accountability for the Syrian regime’s use of chemical weapons.

    38. Syria’s chemical weapon use in violation of the CWC continues to be a matter of grave concern. We welcome the decision of the OPCW Conference of the States Parties to suspend Syria’s rights and privileges under the CWC, until it completes the steps set out in the OPCW Executive Council Decision of 9 July 2020. We urge the Syrian authorities to cooperate fully and comply with their obligations. We deplore disinformation about chemical weapon use in Syria and we are committed to supporting the OPCW Technical Secretariat’s work in investigating chemical weapon use in Syria, identifying those responsible, and ensuring Syria’s declaration is full and accurate. Syria will be held to account for any failures to meet its obligations. We commit to ensuring the full implementation of UNSCR 2118 (2013) and the elimination of Syria’s chemical weapons programme once and for all.

    39. We remain gravely concerned by the accelerating proliferation of ballistic and other missile technologies, including at the hands of non-state actors, which is a threat to regional and global security. Recalling the G7 NPDG “Initiative on Countering Illicit and/or Destabilizing Missile Activities” launched by the French Presidency in 2019, we remain engaged in countering missile proliferation activities and strengthening missile governance.

    40. We reaffirm our commitment to the Missile Technology Control Regime (MTCR), and we call on all states to unilaterally adhere to the MTCR guidelines and reiterate the importance of the fundamental principles underpinning ballistic missile non-proliferation including in accordance with UNSCR 1540 (2004). We are committed to further increasing the effectiveness of the MTCR.

    41. We strongly support the Hague Code of Conduct against Ballistic Missile Proliferation (HCoC) and call for its universalisation. In the 20 years since its establishment, the HCoC has proven to be an important transparency and confidence building measure that encourages responsible behaviour and restraint in the development, testing and deployment of ballistic missiles capable of delivering weapons of mass destruction, and aims to curb and prevent proliferation of such ballistic missiles. We will work towards the goals of universalization and full implementation of the HCoC, notably on the occasion of its 20th anniversary.

    42. The G7 re-affirms the importance of coordinated action to counter illicit intangible technology transfer and protecting academia and business sectors from hostile state exploitation. While promoting an environment in which science, technology and research collaboration can flourish, we are resolved to address the challenges posed by the misuse and illicit diversion of technology critical for the development of weapons of mass destruction, their means of delivery and for advanced military technology programmes by state and non-state actors, as well as by dual-use research of concern, notably in the field of life sciences.

    43. The G7 members commit to enhancing export controls on materials, technology and research that could be used to develop weapons of mass destruction and their means of delivery. We plan to strengthen controls on materials (including dual-use components), technology and research that could support the development of advanced conventional weapons, ensuring that enhancements are proportionate and avoid negatively impacting on legitimate exports.

    44. The G7 is committed to acting to counter proliferation financing which, left unchecked, undermines the integrity of the global financial system and fuels threats to our common security. We therefore welcome the recent changes to the Financial Action Task Force standards regarding targeted financial sanctions on the DPRK and Iran, which, for the first time, expect all countries and regions to take concrete steps to understand the proliferation financing risks they face, and to oblige their financial sectors and designated non-financial business professions to do the same. Only by understanding the truly global reach of proliferation networks will we meet our responsibility to tackle this activity.

    45. We are determined to prevent illicit transfers and destabilizing accumulation of conventional weapons and ammunition, and to increase the safety and security of stockpiles, including by deploying our technical expertise, sharing best practices, e.g. in the framework of the UN Programme of Action on Small Arms and Light Weapons (SALW), and the International Ammunition Technical Guidelines, and by adhering to international law and norms on responsible transfer.

    46. The diversion of ammunition to unauthorized users, including criminals and terrorists, facilitates and fuels armed violence and armed conflict. Mindful of these implications for security and sustainable development, we strongly support the German-led initiative for a comprehensive framework to support safe, secure, and sustainable ammunition management at the national, sub-regional, regional, and global level and the Open-Ended Working Group (OEWG) mandated to carry out work in this regard. We encourage all states to engage constructively in the OEWG aiming at elaborating a set of political commitments as a new global framework that will address existing gaps in through-life ammunition management, including international cooperation and assistance.

    47. We advocate for the reinforcement of regimes that regulate the transfer and prevent the diversion of conventional weapons and ammunition in line with international law and norms, including the Arms Trade Treaty. We commit to adapting, where necessary, relevant regimes as new technologies are developed. In dialogue with other technology leaders, we seek to shape the global debate on responsible civilian and military use of new technologies, considering security and defence considerations and securing adherence to international law, in particular International Humanitarian Law and, where applicable, International Human Rights Law. Where necessary, new international principles for responsible use should be considered.

    48. As space activities evolve, the norms, rules and principles governing space activities should also evolve. State threats to the secure, safe, sustainable, and peaceful uses of outer space are of serious concern. Given that our societies are increasingly reliant on space systems for their security and prosperity, we are determined to reduce the risk of misperception and miscalculation and reduce space threats. We commit to engaging the international community to uphold and strengthen a rules-based international order for outer space.

    49. Establishing norms, rules and principles for responsible space behaviours is a pragmatic way forward to enhance security, mitigate threats against space systems and reduce the risks of misperception, miscalculation, and escalation. We strongly support the UK-led initiative at the UN General Assembly and the resulting UN Open Ended Working Group (OEWG) on “Reducing space threats through norms, rules and principles of responsible behaviours”. We encourage all states to positively engage in the OEWG that aims to build a common understanding of responsible space behaviours and consider first proposals for norms, rules, and principles in that regard.

    50. We call upon all nations to refrain from conducting dangerous and irresponsible destructive direct-ascent anti-satellite missile tests like those carried out by the Russian Federation on 15 November, 2021. We welcome the US commitment not to conduct destructive direct-ascent anti-satellite missile tests. We reiterate the need to cooperate with all States and space actors to strengthen safety, security, stability, and sustainability of outer space and help all countries benefit from the peaceful exploration and use of outer space.

    The Chancellor closes the International Investment Summit promising the government is bringing investment and jobs back to Britain.

    In a speech to some of the world’s biggest businesses and investors, Rachel Reeves revealed that restoring fiscal stability will be at the centre of her first Budget on 30 October. She made the case that it is the only way to ensure government and business can invest with confidence. 

    The Chancellor went on to set out how two new bodies will drive long-term investment in Britain as the government works hand in hand with business to create new high skilled jobs right across the UK, helping make people better off. 

    Chancellor of the Exchequer Rachel Reeves, MP said: 

    When we said we would end instability, make growth our national mission and enter a true partnership with business we meant it.  

    The decisions which lie ahead of us will not always be easy. But by taking the right choices to grow our economy and drive investment we will create good jobs and new opportunities across every part of the country. That is the Britain we are building. 

    The first announcement from the Chancellor was that from today the UK Infrastructure Bank will operate as the National Wealth Fund (NWF), with its headquarters in Leeds. 

    The National Wealth Fund will catalyse tens of billions of pounds of private investment into in the UK’s clean energy and growth industries, including green hydrogen, carbon capture and gigafactories.

    Building on UKIB’s leadership and expertise, the NWF will go further, able to make investments that maximise the mobilisation of private investment. This will include the ability to trial new blended finance solutions with government departments that take on additional risk to facilitate higher impact in individual deals and performance guarantees. 

    The National Wealth Fund will have a total of £27.8 billion and will work with key industry partners, including mayors, to support delivery of their investment plans. 

    The Government will also bring forward legislation to give the NWF a broader mandate than just infrastructure, ensuring it is a permanent part of government’s investment offer.

    Alongside this the Chancellor, together with Secretary of State for Business and Trade Jonathan Reynolds, announced a new British Growth Partnership as part of the British Business Bank (BBB). 

    The BBB already supports the UK’s fastest growing, most innovative companies deploying £3.5bn to support over 23,000 businesses last year. 

    The British Growth Partnership will allow it to do more by creating a new way for the British Business Bank and institutional investors to invest in innovative companies together.

    Leveraging the British Business Bank’s market expertise, these long-term investments will be made independently of government on a fully commercial basis. In the coming months, the British Business Bank will seek to raise hundreds of millions of pounds of investment for this fund, with the aim of making investments by the end of 2025.

    Additionally, the government will implement a set of reforms to the British Business Bank’s financial framework that will increase its impact and increase its ability to respond flexibly to the market, including by putting the British Business Bank’s £7.9bn set of commercial programmes on a permanent footing.

Two new carbon capture and CCUS enabled hydrogen projects will create 4,000 new jobs, in a boost for the economy and British industry, helping remove over 8.5 million tonnes of carbon emissions each year – the equivalent of taking around 4 million cars off the road.

    Just 3% of the pensions investment into UK led growth equity and venture capital funds is from UK pension funds. Alongside the Government’s pensions review this major new vehicle can be the start of a major shift that sees UK pensions savers get the improved retirement income that can come from backing funds which deliver active ownership and long-term investment in business.

    A representative of the State University of Management took part in the IX BRICS Legal Forum 2024 “Law on Guard of a Just World”.

    Researcher, Associate Professor Anna Churikova presented a report on the topic “Digital Transformation of Local Government in Brazil”. Based on the analysis of foreign law enforcement practice, legislation and scientific literature, the work identified the main problems of legal regulation of the digital transformation of local government in the BRICS countries and proposed ways to solve them.

    The report generated interest among scientists and discussions on the topic of digital transformation of local governments.

    The research, the results of which were presented in the report, was carried out with the help of the grant of the Russian Science Foundation No. 23-28-01252 “Transformation of the institution of local self-government in the Russian Federation in the context of the development of modern digital technologies: legal aspects” with the organizational support of the State University of Management.

    The founders and organizers of the forum are: Brazilian Bar Association, Russian Bar Association, Indian Bar Association, Chinese Law Society, Law Society of South Africa, East China University of Political Science and Law, University of Cape Town.

    Nearly 38,000 UK jobs are set to be created across the UK after a total of £63 billion of investment was announced around today’s International Investment Summit.

    • Innovative investment projects announced over the last month across infrastructure, renewables and life sciences will create close to 38,000 new jobs across the UK

    Nearly 38,000 UK jobs are set to be created across the UK after a total of £63 billion of investment was announced around today’s International Investment Summit, turbocharging growth and innovation across the country. 

    The record-breaking total figure more than doubles the £29.5 billion committed at last year’s Global Investment Summit and spans partnerships across the infrastructure and tech sectors, including over a billion pounds in new investments announced today by DP World, Associated British Ports (ABP) and Imperial College London. 

    Through serious, stable governance, the UK is attracting tens of billions of pounds of new investment which is crucial to the government’s driving mission of delivering economic growth. Today’s historic figure demonstrates that businesses have confidence in Britain as a place to invest. 

    The investments follow immediate action taken by the new government to reform planning, focus on AI and data centre expansion, and set a clear commitment to net zero by almost doubling the funding for renewable energy projects. 

    Four major tech firms based in the US have today announced £6.3 billion in UK data centres which is critical to enhancing the UK’s AI capacity – in turn fuelling Britain’s economic growth and spurring on AI development. Data centres store the vast amount of information and data needed to power AI, and store the information generated by AI to keep the systems running. 

    ABP, the UK’s largest port operator, has committed over £200 million to a joint investment with ferry company Stena Line in a new freight ferry terminal at the Port of Immingham, significantly boosting the capacity and resilience of UK trade with Europe. It is expected to create around 700 jobs during construction and around 200 permanent jobs once operational. 

    Leading UK university Imperial College London is also today announcing a £150 million investment to secure a new R&D campus to add to its rapidly expanding deep tech ecosystem in West London. The new campus will expand scale-up capacity in the WestTech Corridor, supporting the UK’s innovation sector and driving investment, economic growth and job creation. 

    Business and Trade Secretary Jonathan Reynolds said:

    Global investors should be in no doubt that under this new government Britain is truly the best place to do business. The record-breaking investment total secured at today’s Summit marks a major vote of confidence in the UK and our stability dividend across industry and innovation.

    We’re determined to deliver economic growth in every part of the UK and these investments, together with our forthcoming Industrial Strategy, will give global businesses the certainty they need as we lead the charge for the innovation and jobs of the future.

    Chancellor of the Exchequer Rachel Reeves said:

    After the investments secured as part of this summit, my optimism for Britain burns brighter than ever. It’s a sign of the confidence in the British economy. And it matters because it will support the growth of businesses big and small across the U.K. Helping them create new jobs and making people better off.

    CEO of ABP Henrik L. Pedersen said:

    We are delighted that the Development Consent Order (DCO) for the Immingham Eastern Ro-Ro Terminal (IERRT) has been granted in a timely way by the Secretary of State to allow us to move forward with investment. The IERRT project is a key component of our strategy to strengthen the UK’s supply chains and improve trade connectivity, whilst also bringing substantial economic benefits including the creation of hundreds of jobs during construction and ongoing operations. IERRT forms part of the intended £5.5bn pipeline of UK investment we have in front of us over the next 10 years and we look forward to working closely with the Government to deliver the right conditions to realise this investment.

    President of Imperial College London Hugh Brady said:

    Imperial College London is investing in its ambitious vision for a new globally competitive deep tech innovation ecosystem in West London. The Imperial WestTech Corridor will act as a powerful engine for investment, inclusive economic growth, and job creation at a local, regional, and national level supported by the Government’s emerging Industrial Strategy.

    Please see below for a list of all the investments announced in the run-up to and during today’s International Investment Summit:

    • Iberdrola doubling their investment in the UK, through Scottish Power, from £12 billion to £24 billion over the next 4 years. This includes £4 billion for the East Anglia 2 wind farm off the Suffolk coast which was unlocked by this Government’s expanded allocation at the most recent wind auction round. Iberdrola Executive Chairman Ignacio Galan CBE confirmed on Friday that the UK has become their largest Investment destination. 

    • Blackstone confirmed a £10 billion investment in Blyth, Northumberland to create one of the largest artificial data centres in Europe, creating 4,000 jobs, including 1,200 roles dedicated to the construction of the site. 

    • Amazon Web Services announced an £8 billion investment last month which is estimated to support around 14,000 jobs per year at local businesses, including those across the company’s data centre supply chain such as construction, facility, maintenance, engineering and telecommunications. 

    • CCUS investors (including Eni, BP and Equinor) reached a commercial agreement with the government that will unlock £8 billion of private investment to launch carbon capture clusters in the heartlands of the North West and North East of England, directly creating 4,000 jobs and supporting 50,000 jobs in the long-term. 

    • Orsted and Greenvolt confirming that the Government’s recent expanded offshore wind auction means their projects will unlock £8 billion (Orsted) and £2.5 billion (Greenvolt) of investment respectively in their planned offshore wind farms. Orsted says its commitment will see thousands of jobs for local people, while Greenvolt says it will create up to 2800 construction jobs.  

    • CyrusOne, a leading global data centre developer headquartered in the United States, announced plans to expand their investment into the UK to £2.5 billion over the coming years. Subject to planning permission, the two data centres should be operational by Q4 2028, projected to create over 1,000 jobs both directly and within its immediate design and construction value chain.   

    • Octopus Energy have committed to a £2 billion investment in renewable energy generation, including four new solar farms in Bristol, Essex, East Riding of Yorkshire and Wiltshire that will power up to 80,000 homes as well as breaking ground on a new 12 MW battery in Cheshire which Octopus say will store enough power for nearly 10,000 homes every day. 

    • SeAH Wind has made an additional £225 million investment into wind technology manufacturing in Teesside, thanks to new backing from UK Export Finance, and expects to create 750 direct jobs by 2027. This brings their total investment into the site at Teesworks up to £900 million and will help them make their ongoing factory build – one of the biggest facilities of its kind worldwide – even bigger. 

    • CloudHQ is developing its new state-of-the-art £1.9 billion data centre campus in Didcot. The hyper-scale data centre is currently in development and will help meet the UK’s growing demand for AI and machine learning. It will create 1,500 jobs during construction, and 100 permanent jobs once fully operational.  

    • Macquarie supporting investment of £1.3 billion into new green infrastructure including its Island Green Power solar farm in Stow, as a result of planning consents having been granted by the Government, and its Roadchef portfolio company installing electric car ultra-fast charging points across its sites along the UK motorway network. 

    • ServiceNow also confirmed its commitment to the UK market, with plans to invest £1.15 billion into its UK business over the next five years. The investment will not only support the future development of AI in the UK, expanding its data centres with Nvidia GPUs for local processing data, but also support new office space as the company significantly grows into employee base beyond its current headcount of 1,000 employees.  

    • Manchester Airports Group is investing more than £1.1 billion in London Stansted Airport to expand its existing terminal by around a third, help secure new air routes to key business and leisure destinations, boost local supply chains and create 5,000 jobs. This includes around £600 million to extend the terminal and £500 million to deliver a suite of improvements to the existing terminal building and wider airport estate. 

    • Eren Holdings confirmed a £1 billion investment in the redevelopment of Shotton Mill in Deeside, North Wales which is set to become the UK’s largest recycled paper manufacturing campus. This is expected to safeguard 147 jobs and create a further 220 when the site is fully commissioned. 

    • Network Rail and London & Continental Railways are creating a new property company which will attract additional private and public sector investment with the potential to deliver brownfield regeneration schemes across the rail estate with a value exceeding £1 billion. 

    • CoreWeave is building on its £1 billion investment announced in May and the opening of its European headquarters in London by investing a further £750 million-plus in the UK to support the demand for critical AI infrastructure. The investment in the UK is CoreWeave’s second largest investment in a country following the USA.  

    • DP World are investing up to £1 billion in their London Gateway container port operation. This new investment will fund two additional berths and a second rail terminal. Once built, the berths will add vital transport capacity and increase the resilience of UK supply chains, enabling businesses to access domestic and international markets and supporting the Government’s growth and decarbonisation missions. 

    • Holtec, a major US advanced nuclear engineering company, has confirmed a significant investment of £325 million in a new factory in South Yorkshire which will supply materials for civil and defence nuclear industries. They say this will create up to 490 direct and 280 indirect jobs annually during the construction phase and 1,200 direct engineering jobs created over 20 years. 

    • BW Group proceeding with a £500 million investment, which includes new battery energy storage projects in Hampshire and Birmingham. 

    • Eli Lilly and Company is collaborating with government through a memorandum of understanding which will see the pharmaceutical giant intending to commit £279 million to tackle significant health challenges – including obesity. Lilly also plans to launch the first ‘Lilly Gateway Labs’ innovation accelerator in Europe to support early-stage life sciences businesses to develop transformative medicines and technologies. 

    • Associated British Ports (ABP), the UK’s largest port operator, has announced a £200+ million investment in a new freight ferry terminal at the Port of Immingham, boosting the capacity and resilience of UK trade with Europe. This is expected to create around 700 jobs during construction and 200 permanent jobs once operational. 

    • Imperial College London investing £150 million to build The WestTech Corridor – a new innovation ecosystem in West London which will act as a powerful engine for investment, inclusive economic growth, and job creation at a local, regional, and national level. 

    • Haleon has received planning permission to develop a new £130 million Global Oral Health Innovation Centre in Weybridge, Surrey. This state-of-the-art facility will primarily support Haleon’s global oral health business by developing new products that advance consumers’ better everyday health.

  • MIL-OSI USA: United States Mint Begins Shipping 2024 American Women Quarters™ Honoring Zitkala-Ša on October 21

    WASHINGTON – The United States Mint (Mint) will begin shipping the fifth coin in the 2024 American Women Quarters (AWQ) Program honoring Zitkala-Ša on October 21. The Mint facilities at Philadelphia and Denver manufacture these circulating quarters.

    Zitkala-Ša (meaning “Red Bird”), also known as Gertrude Simmons Bonnin, was a writer, composer, educator, and political activist for Native Americans’ right to United States citizenship and other civil rights they had long been denied. She left her South Dakota home on the Yankton reservation at age eight to attend a boarding school run by white missionaries, where her native culture and traditions were prohibited.

    “The fifth coin of the 2024 American Women Quarters Program celebrates the life and legacy of Zitkala-Ša,” said the Honorable Ventris C. Gibson, Director of the Mint. “Zitkala-Ša was a gifted musician and violinist and collaborated on what is considered the first known American Indian opera. Premiering in Utah in 1913, The Sun Dance Opera was centered on the Sun Dance, a sacred, ceremonial dance that was outlawed by the U.S. government at the time. Zitkala-Ša felt the opera would be a powerful way to share her values with diverse audiences. Her writings and advocacy continue to have an impact today.”

    The reverse (tails) depicts Zitkala-Ša in traditional Yankton Sioux dress. She is holding a book, which represents her work as an author as well as her successful activism for Native American rights. Behind her, a stylized sun represents her work on The Sun Dance Opera, while a cardinal symbolizes her name, which translates to “Red Bird.” A Yankton Sioux-inspired diamond pattern sits underneath the sun.

    Artist Infusion Program Designer Don Everhart designed the image, which Mint Medallic Artist Renata Gordon sculpted.

    “The design features the effigy of Zitkala-Ša wearing her tribal regalia—the beads and intricate leather straps with metal elements made for a beautiful and challenging subject,” said Gordon. “I stayed faithful to the design down to the most minute detail because much of the regalia is steeped in Native American symbolism and meaning. I loved participating in the legend that lives on, as my fellow engravers and I get to do with many of the subjects selected to be on U.S. coinage and medals.”

    Each coin in this series features a common obverse (heads) design depicting a portrait of George Washington. This design was originally composed and sculpted by Laura Gardin Fraser as a candidate entry for the 1932 quarter, which honored the bicentennial of George Washington’s birth. The inscriptions are “LIBERTY,” “IN GOD WE TRUST,” and “2024.”

  • MIL-OSI Submissions: Universities – Seeking new green energy solutions from the sea – in wave power, biofuel and beyond

    Green fields are opening around the world as researchers make inroads into improving efficiencies in more sustainable vehicles via a novel biofuel and power generation from the sea.

     

    For example, Flinders University scientists have recently published results from three different studies – targeting potential methods and future technologies to capture ocean wave power efficiently, produce marine microalgae biofuel, as well as to improve catalytic conversion in engines.

     

    Nanotechnology experts at Flinders University, including Professor Youhong Tang and PhD Steven Wang, with Chinese colleagues have developed a novel wave sensing device which is self-powered by harvesting energy from ocean waves.

     

    The latest results, published in Device (Tuesday 15 October), prototypes a hybrid self-powered wave sensor (HSP-WS), consisting of an electromagnetic generator and a triboelectric nanogenerator.

     

    “The test results show that HSP-WS has the sufficient sensitivity to detect even 0.5 cm amplitude changing of ocean wave,” says PhD candidate Yunzhong (Steven) Wang, from Professor Tang’ research group, who is based at Flinders University’s Tonsley future energy hub.

     

    Professor Tang says that “The data obtained from HSP-WS can be used to fill up the current gap in the wave spectrum which can improve ocean wave energy harvesting efficiency.”

    Ocean wave amplitude is a key parameter in the wave spectrum. The current wave spectrum does not support detailed wave data for wave amplitudes below 0.5 m. Common radar-based ocean data sensors struggle to monitor low-amplitude waves because the measured wave amplitude is often concealed by environmental noise. 

     

    The researchers add that low-amplitude-wave energy harvesters lack proper guidance for optimal placement, which significantly affects their energy-harvesting efficiency.

     

    Meanwhile, nanoscale material scientist, Matthew Flinders Professor Tang, has joined forces with aquaculture expert Professor Jianguang (Jian) Qin and other Flinders University researchers to experiment with a new method to boost production of fast-growing, sustainable microalgae for biofuel or other feedstock.

     

    “Mass production of microalgae is a research focus owing to their promising aspects for sustainable food, biofunctional compounds, nutraceuticals, and biofuel feedstock,” says Professor Tang. 

     

    “For the first time, this study was able to enhance algal growth and lipid accumulation simultaneously, producing essential biomolecules for the third and fourth-generation feedstock for biofuel.”

     

    The novel approach creates an effective light spectral shift for photosynthetic augmentation in a green microalga, Chlamydomonas reinhardtii, by using an aggregation-induced emission (AIE) photosensitiser.

     

    Professor of Aquaculture Jian Qin says industry-scale microalgae culture for lipid and biomass production is still a challenge.

     

    “However, microalgae-derived polyunsaturated fatty acids (PUFA) remain a promising alternative to stock-limited fossil fuels for the recent price hike and future demand and for minimising carbon emissions with 10 to 50 times higher efficiency than terrestrial plants. PUFA also have health-promoting functions for biomedical and pharmaceutical applications,” he says.

     

    Another research group at Flinders University’s College of Science and Engineering has published a paper about a promising new nanotechnology technique for more efficient use of fuels.

     

    “The need for sustainable energy solutions is steering research towards green fuels,” says Associate Professor in Chemistry Melanie MacGregor, from Flinders University. “One promising approach involves electrocatalytic gas conversion, which requires efficient catalyst surfaces.”

     

    “In this study, we developed and tested a plasma-deposited hydrophobic octadiene (OD) coating for potential to increase the yield of electrocatalytic reactions,” she says.

     

    “Our findings indicate that these nano-films, combined with micro-texturing, could improve the availability of reactant gases at the catalyst surface while limiting water access.

     

    “This approach holds promise to inform future development of catalyst materials for the electrocatalytic conversion of nitrogen and carbon dioxide into green fuels.”

    Join FOMOA in its tradition of decorating a gingerbread house. The houses will be freshly baked by a local baker. Design your house with a wide variety of candies, cookies, cereals, and more. We do the clean-up, and you go home with a marvelous gingerbread creation to enjoy through the season.

    A completed registration form and payment are required for guaranteed reservations.  Supply fee before November 18, 2024 is $25.00 (For FOMOA members $20.00).  Supply fee after November 18, 2024 is $30.00 (For FOMOA members $25.00).  Registration for this event is nonrefundable.     Take a wagon ride around the historic Harper farm at Bentonville Battlefield’s annual fall festival on Saturday, Oct. 26. The program will include historic trades demonstrations, displays from community organizations, and an “old-timey” festival atmosphere featuring wagon rides, kid’s games, food trucks, live music, and more!

    Bring the whole family for a unique view into daily life during the 1800s. Learn about 19th-century music, food preservation, woodworking, and blacksmithing, or enjoy a stroll through the historic Harper House. Learn about beekeeping with a display from the Johnston County Beekeepers Association. Historic interpreters will also demonstrate weaving, pill rolling, and open-hearth cooking. Live music also will be performed throughout the day by the Huckleberry Brothers Band and the Waterbound Dulcimers.

    Admission for the event is $5 for adults, ages 8 and under get in free. Multiple food trucks and food vendors will be onsite! The program is from 10 a.m. to 4 p.m. Activities are subject to change without notice.     Bentonville Battlefield State Historic Site interprets the battle and the Harper House, a farmhouse used as a field hospital where surgeons treated nearly 600 men wounded in the battle.     Step back in time with the CSS Neuse Museum to explore the captivating customs of Victorian-era mourning with the program “Mourning Etiquette, Rituals, and Jewelry in the Victorian Era,” highlighting the extensive collection of mourning items owned by reenactor and historian Thomas Bailey.  

    This one-of-a-kind event on Oct. 12, from 10 a.m.-3 p.m. will showcase an array of relics from the 19th century, including intricately designed mourning jewelry, ornate funeral attire, and mementos made to honor the deceased. Guests will gain insights into the deep cultural meaning of grief and remembrance that shaped an era defined by elaborate mourning traditions, and how some of the mourning traditions from the past are still practiced today. In addition, volunteers can view the mourning items on display at the museum.

    Bailey is the visitor experience director at the Visitor Center in Kinston, N.C. A retired Goldsboro police officer, he started a walking ghost tour in downtown Goldsboro at the Goldsborough Bridge Battlefield. He also helped set up and participated in the Kinston Ghost Walk for several years and has been a paranormal investigator for over 20 years. In 2001, he began collecting Victorian mourning items and has been learning more about bizarre customs ever since.

    About the CSS Neuse
    The CSS Neuse is the only remaining commissioned Confederate ironclad above water. It was part of a new technology that the Confederacy used to combat the superior manpower and firepower of the Union Navy. Learn about this technological advance and warfare in eastern North Carolina at the CSS Neuse Museum. The Confederate Navy launched the CSS Neuse, attempting to gain control of the lower Neuse River and New Bern, but ultimately destroyed the vessel to keep it out of Union hands.

    The CSS Neuse Museum (100 N. Queen St., Kinston, N.C.) is open Tuesday-Saturday, 9 a.m.-5 p.m. Admission: $5/Adult: 13-64 years old, $4/Senior: 65 years old, $3/Child: 6-12 years old, and ages 5 and under are free. As a Blue Star Museum program member, all active-duty military personnel with ID and their families of up to five members get free admission.
