    Deputy Prime Minister of the Russian Federation Alexander Novak, who oversees the North Caucasus Federal District, held the first meeting of the Organizing Committee for the preparation and holding of the Caucasus Investment Forum in 2026.

    The event was attended by representatives of federal authorities, heads of regions that are part of the North Caucasus Federal District, top managers of the largest state corporations, members of business associations and public organizations, representatives of industry communities. According to the decision of the Organizing Committee for the preparation and holding of KIF-2026, next year the Forum will be held from 17 to 19 May in Mineralnye Vody at the MinvodyEXPO IEC.

    The Caucasus Investment Forum is held in order to increase the investment potential of the North Caucasus Federal District and in the interests of its sustainable socio-economic development.

    Opening the meeting, Deputy Prime Minister of the Russian Federation Alexander Novak thanked the organizers, members of the Organizing Committee, representatives of departments and companies that took part in organizing the Caucasus Investment Forum in 2025, noted the high assessment of the past event by the country’s leadership, the high-quality composition of the participants, including foreign ones. “The Caucasus Investment Forum 2025 in Mineralnye Vody was an important step forward – both in terms of organization and content. We were able to exceed the bar of last year, and this is the result of the teamwork of all participants. I thank the Organizing Committee, the Government of the Stavropol Territory and the Ministry of Economic Development of Russia for their contribution to the preparation of the Forum. Special thanks to the Roscongress Foundation, the team and partners – your support made the Forum meaningful and large-scale. The Vershina Award showed an increase in investor interest in the region – 266 applications from 49 regions. I consider it important to continue holding it in 2026. The youth program covered key areas – IT, science, entrepreneurship, tourism. This confirms that the Caucasus has a strong human resource. Today we are already starting preparations for KIF-2026 in order to hold it even more effectively,” noted Alexander Novak.

    Adviser to the President of the Russian Federation, Executive Secretary of the Organizing Committee of the Caucasus Investment Forum Anton Kobyakov noted that the North Caucasus is a promising region with many growth points. “Among the areas of active development of the regions of the district are tourism, agriculture, employment. Systematic work on the infrastructure development of the North Caucasus continues. Holding the Caucasus Investment Forum opens up broad opportunities for cooperation between the North Caucasus Federal District and other regions of Russia, including in terms of attracting new economic partners and expanding prospects for the development of industrial and agricultural production, as well as strengthening the region’s position in the tourism market.”

    The business program of KIF-2026 will be attended by heads of government bodies, representatives of Russian and international companies, mass media, youth and scientific communities. The forum will become a platform for negotiations and conclusion of business contracts for the purpose of developing investment projects and public-private partnerships in Russian regions.

    The business program in 2026 will place special emphasis on expanding international economic cooperation, primarily with the countries of the Azov-Black Sea and Caspian basins. It is planned that representatives of these states will actively participate in the forum, which will open up new opportunities for creating international transport and logistics routes and implementing joint investment projects in such areas as mining, ecology and cultural interaction.

    The organizer of the KIF is the Roscongress Foundation with the support of the Ministry of Economic Development of the Russian Federation.

    The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of national and international congress, exhibition, business, public, youth, sporting, and cultural events, created in accordance with the decision of the President of the Russian Federation.

The forum program covered over 78 events with the participation of 440 speakers and an emphasis on key development areas – from industry and logistics to education and healthcare. Particular attention was paid to the youth agenda: over 1,000 students from 40 universities in the country took part in a rich program dedicated to career development, leadership and creative industries.

    “The Caucasus Investment Forum 2025 in Mineralnye Vody was an important step forward – both in terms of organization and content. We were able to exceed last year’s bar, and this is the result of the teamwork of all participants. It is important to have a mutual movement here: on the one hand, the regions’ interest in the possibilities of the North Caucasus Federal District, on the other, the proactive position of the North Caucasus subjects and businesses themselves. It is necessary to present their projects more widely, attract partners, and form sustainable business ties. It is this approach – mutual interest and openness – that we will lay in the concept of the forum’s exhibition program and the basis of the invitation campaign for KIF-2026 participants,” said Anton Kobyakov.

  • MIL-OSI USA: NASA Aircraft, Sensor Technology, Aid in Texas Flood Recovery Efforts

    In response to recent flooding near Kerrville, Texas, NASA deployed two aircraft to assist state and local authorities in ongoing recovery operations.
    The aircraft are part of the response from NASA’s Disasters Response Coordination System, which is activated to support emergency response for the flooding and is working closely with the Texas Division of Emergency Management, the Federal Emergency Management Agency (FEMA), and the humanitarian groups Save the Children and GiveDirectly.
    Persistent cloud-cover has made it difficult to obtain clear satellite imagery, so the Disasters Program coordinated with NASA’s Airborne Science Program at NASA’s Johnson Space Flight Center in Houston to conduct a series of flights to gather observations of the impacted regions. NASA is sharing these data directly with emergency response teams to inform their search and rescue efforts and aid decision-making and resource allocation.
    The high-altitude WB-57 aircraft operated by NASA Johnson departed from Ellington Field on July 8 to conduct aerial surveys. The aircraft is equipped with the DyNAMITE (Day/Night Airborne Motion Imager for Terrestrial Environments) sensor.
    The DyNAMITE sensor views the Guadalupe River[KA1] [RC2]  and several miles of the surrounding area, providing high-resolution imagery critical to assessing damage and supporting coordination of ground-based recovery efforts. This system enables real-time collection and analysis of data, enhancing situational awareness and accelerating emergency response times.
    In addition, the agency’s Uninhabited Aerial Vehicle Synthetic Aperture Radar (UAVSAR) is flying out of NASA’s Armstrong Flight Research Center in Edwards, California, aboard a Gulfstream III. Managed by the agency’s Jet Propulsion Laboratory in Southern California, the UAVSAR team is planning to collect observations over the Guadalupe, San Gabriel, and Colorado river basins Wednesday, Thursday, and Friday. Because UAVSAR can penetrate vegetation to spot water that optical sensors are unable to detect, the team’s goal is to characterize the extent of flooding to help with understanding the amount of damage within communities.
    Flights are being coordinated with FEMA, the Texas Division of Emergency Management, and local responders to ensure data is quickly delivered to those making decisions on the ground. Imagery collected will be sent to NASA’s Disaster Response Coordination System.
    Additionally, the Disasters Program, which is part of NASA’s Earth Science Division, is working to produce maps and data to assess the location and severity of flooding in the region and damage to buildings and infrastructure. These data are being shared on the NASA Disasters Mapping Portal as they become available.

  • MIL-OSI USA: Smarter Searching: NASA AI Makes Science Data Easier to Find

    Imagine shopping for a new pair of running shoes online. If each seller described them differently—one calling them “sneakers,” another “trainers,” and someone else “footwear for exercise”—you’d quickly feel lost in a sea of mismatched terminology. Fortunately, most online stores use standardized categories and filters, so you can click through a simple path: Women’s > Shoes > Running Shoes—and quickly find what you need.
    Now, scale that problem to scientific research. Instead of sneakers, think “aerosol optical depth” or “sea surface temperature.” Instead of a handful of retailers, it is thousands of researchers, instruments, and data providers. Without a common language for describing data, finding relevant Earth science datasets would be like trying to locate a needle in a haystack, blindfolded.
    That’s why NASA created the Global Change Master Directory (GCMD), a standardized vocabulary that helps scientists tag their datasets in a consistent and searchable way. But as science evolves, so does the challenge of keeping metadata organized and discoverable. 
    To meet that challenge, NASA’s Office of Data Science and Informatics (ODSI) at the agency’s Marshall Space Flight Center (MSFC) in Huntsville, Alabama, developed the GCMD Keyword Recommender (GKR): a smart tool designed to help data providers and curators assign the right keywords, automatically.

    The upgraded GKR model isn’t just a technical improvement; it’s a leap forward in how we organize and access scientific knowledge. By automatically recommending precise, standardized keywords, the model reduces the burden on human curators while ensuring metadata quality remains high. This makes it easier for researchers, students, and the public to find exactly the datasets they need.
    It also sets the stage for broader applications. The techniques used in GKR, like applying focal loss to rare-label classification problems and adapting pre-trained transformers to specialized domains, can benefit fields well beyond Earth science.

    The newly upgraded GKR model tackles a massive challenge in information science known as extreme multi-label classification. That’s a mouthful, but the concept is straightforward: Instead of predicting just one label, the model must choose many, sometimes dozens, from a set of thousands. Each dataset may need to be tagged with multiple, nuanced descriptors pulled from a controlled vocabulary.
    Think of it like trying to identify all the animals in a photograph. If there’s just a dog, it’s easy. But if there’s a dog, a bird, a raccoon hiding behind a bush, and a unicorn that only shows up in 0.1% of your training photos, the task becomes far more difficult. That’s what GKR is up against: tagging complex datasets with precision, even when examples of some keywords are scarce.
    And the problem is only growing. The new version of GKR now considers more than 3,200 keywords, up from about 430 in its earlier iteration. That’s a sevenfold increase in vocabulary complexity, and a major leap in what the model needs to learn and predict.
    To handle this scale, the GKR team didn’t just add more data; they built a more capable model from the ground up. At the heart of the upgrade is INDUS, an advanced language model trained on a staggering 66 billion words drawn from scientific literature across disciplines—Earth science, biological sciences, astronomy, and more.

    “We’re at the frontier of cutting-edge artificial intelligence and machine learning for science,” said Sajil Awale, a member of the NASA ODSI AI team at MSFC. “This problem domain is interesting, and challenging, because it’s an extreme classification problem where the model needs to differentiate even very similar keywords/tags based on small variations of context. It’s exciting to see how we have leveraged INDUS to build this GKR model because it is designed and trained for scientific domains. There are opportunities to improve INDUS for future uses.”
    This means that the new GKR isn’t just guessing based on word similarities; it understands the context in which keywords appear. It’s the difference between a model knowing that “precipitation” might relate to weather versus recognizing when it means a climate variable in satellite data.
    And while the older model was trained on only 2,000 metadata records, the new version had access to a much richer dataset of more than 43,000 records from NASA’s Common Metadata Repository. That increased exposure helps the model make more accurate predictions.
    The Common Metadata Repository is the backend behind the following data search and discovery services:

    One of the biggest hurdles in a task like this is class imbalance. Some keywords appear frequently; others might show up just a handful of times. Traditional machine learning approaches, like cross-entropy loss, which was used initially to train the model, tend to favor the easy, common labels, and neglect the rare ones.
    To solve this, NASA’s team turned to focal loss, a strategy that reduces the model’s attention to obvious examples and shifts focus toward the harder, underrepresented cases. 
    The result? A model that performs better across the board, especially on the keywords that matter most to specialists searching for niche datasets.

    Ultimately, science depends not only on collecting data, but on making that data usable and discoverable. The updated GKR tool is a quiet but critical part of that mission. By bringing powerful AI to the task of metadata tagging, it helps ensure that the flood of Earth observation data pouring in from satellites and instruments around the globe doesn’t get lost in translation.
    In a world awash with data, tools like GKR help researchers find the signal in the noise and turn information into insight.
    Beyond powering GKR, the INDUS large language model is also enabling innovation across other NASA SMD projects. For example, INDUS supports the Science Discovery Engine by helping automate metadata curation and improving the relevancy ranking of search results.The diverse applications reflect INDUS’s growing role as a foundational AI capability for SMD.
    The INDUS large language model is funded by the Office of the Chief Science Data Officer within NASA’s Science Mission Directorate at NASA Headquarters in Washington. The Office of the Chief Science Data Officer advances scientific discovery through innovative applications and partnerships in data science, advanced analytics, and artificial intelligence.

  • MIL-OSI Asia-Pac: FS completes visit to Seoul, Korea

         The Financial Secretary, Mr Paul Chan, continued his visit to Seoul, today (July 10). He visited NAVER, a leading Korean innovation and technology (I&T) enterprise engaged in diverse fields such as electronic payments, e-commerce, fintech, information technology, cloud services, AI and robotics. Mr Chan was briefed by the company’s management and research and development (R&D) heads on its development journey, technological innovations, application scenarios and future business directions. He also had in-depth exchanges with them, and watched a demonstration of NAVER’s AI and robotics applications.

         Mr Chan noted that Hong Kong is also making great strides in developing its AI sector and is actively enhancing the related infrastructure. Institutions such as the Hong Kong Science and Technology Parks and Cyberport are working to build a more vibrant I&T ecosystem. Under the “one country, two systems” principle, Hong Kong, being an international financial centre, offers a comprehensive range of fundraising options and a robust legal system that safeguards data and intellectual property rights. He welcomed NAVER to collaborate with Hong Kong partners of relevant fields in R&D and business development, and to leverage Hong Kong as a fundraising platform to support its international expansion.

         Mr Chan also visited Seoul’s Digital Media City today. The Digital Media City is home to numerous companies in areas such as digital media, film and entertainment, gaming and animation, and information technology. It is a project led by the Seoul Metropolitan Government. Mr Chan met with the management team to learn more about the project’s development history and future plans, and visited an exhibition showcasing how extended reality technology is being used to support urban development.

         In addition, Mr Chan paid a courtesy call on the Chinese Ambassador to the Republic of Korea, Mr Dai Bing. He briefed the Ambassador on the latest social and economic developments in Hong Kong, as well as recent trends in Hong Kong-Korea economic and trade relations. The two also exchanged views on the global geopolitical and economic landscape, regional trade co-operation and the development of China-Korea relations.

         Mr Chan completed his visit to Seoul today and will depart for Hong Kong in the evening.

    Expert panel to put science and tech at the heart of clean power

    A new Science and Technology Advisory Council has been set up, to provide expert advice.

    Science and evidence-informed policy will be at the heart of the government’s clean power mission and acceleration to net zero.  

    A group of prestigious scientific leaders has been appointed to the Science and Technology Advisory Council, which met for the first time yesterday (Wednesday 9 July).  

    The Council will provide robust, scientific, evidence-based information to support key decisions as we overhaul our energy system to reach clean power by 2030. 

    It will also offer independent viewpoints and cutting-edge research on topics from climate science, energy networks and engineering, to the latest technologies and artificial intelligence. 

    Their expert advice will allow ministers to access the most up-to-date and well-informed scientific evidence, improving decision-making and effectiveness of policy implementation.  

    Energy Secretary Ed Miliband said: 

    Evidence-based decision-making is fundamental to the drive for clean power and tackling the climate crisis, with informed policymaking the key to securing a better, fairer world for current and future generations. 

    To give our mission the very best chance of success, the Science and Technology Advisory Council will draw on the knowledge and wisdom of some of the finest scientific minds of the nation – because clean power offers a huge prize of energy security, lower bills and good jobs.

    DESNZ Director General Chief Scientific Adviser Paul Monks said: 

    Robust scientific research and evidence is vital to inform decisions, as we break new ground with the mission for clean power by 2030 and accelerate to net zero. 

    I look forward to working with some of the country’s most esteemed climate and energy scientists, engineers and mathematicians, to provide comprehensive and considered advice to government on some of the greatest challenges of our time.

    The team of 16 highly esteemed academic and industry experts will be co-chaired by the Department for Energy Security and Net Zero’s Director General Chief Scientific Adviser, Paul Monks, and Professor David Greenwood, CEO of the High Value Manufacturing Catapult at Warwick Manufacturing Group.   

    The group will be commissioned for advice as required and will meet quarterly. They will assist the Energy Secretary and the wider department.

    Nzimande places science and innovation at core of long-term sustainability

    The Minister of Science, Technology, and Innovation, Professor Blade Nzimande, says South Africa must prioritise science, technology and innovation (STI) to achieve long-term sustainability.

    “We deliver this Budget Vote against the background of a complex set of national and global challenges, some of which include economic stagnation, rising social inequality, a breakdown of social cohesion, the negative impact of climate change, technological disruption and new tensions arising from changes in the international economic and political system,” said the Minister while tabling the department’s Budget Vote on Wednesday in Parliament.

    He committed to taking STI to the villages, townships, and all the corners of South Africa. 

    “We hold the view that our country must place science, technology, and innovation at the centre of government, education, industry, and society if we are to secure our sovereignty and future sustainability.” 

    Nzimande highlighted his department’s dedication to speeding up the transformation and growth of human resources and the research workforce in STI.

    The Minister stated that this commitment includes advancing the Presidential PhD Programme, which was launched in 2023.

    “We will scale up the implementation of the Innovation Fund programme. During this financial year, our target is to support between 10 and 15 venture capital funds through strategic partnerships with, among others, our entity, the Technology Innovation Agency (TIA).”

    He stressed that the development of critical scientific skills remains central to the department’s mandate.

    According to the department, 288 Research Chairs to 22 universities and national research facilities in various research disciplines have been awarded.

    “I am, however, deeply concerned that black researchers and historically disadvantaged institutions (HDIs) have not benefited from this initiative in the manner that we had anticipated,” the Minister said.

    To tackle this issue, his department is collaborating with the National Research Foundation (NRF) to establish Research Chairs aimed at addressing these and other deficits in transformation.

    “Further to this, our National System of Innovation (NSI) is still characterised by several other transformation deficits, including the low participation of women at the highest levels.”

    The department is also strengthening the coordination and direction of the NSI through the Inter-Ministerial Committee on STI, Presidential Plenary for STI, and policy coordination instruments.

    In March this year, South Africa hosted its first NSI Transformation Summit. 

    The Minister announced that under the leadership of the department’s Director-General, the resolutions of this summit are being incorporated into their strategic plan. 

    In addition, he has vowed continued support for Palestinian institutions and researchers, adding that this project is making steady progress.

    As part of South Africa’s G20 Presidency, the department is committed to advancing STI priorities for both the nation and the African continent.

    The department is also working tirelessly to increase the Gross Expenditure on Research and Development to 1.5%. 

    This includes establishing a strategic agreement among organised business, government, and labour to determine future funding.

    In addition, the department is focused on maintaining and upgrading crucial science infrastructure and projects, including the Square Kilometre Array (SKA), Nuclear Medicine Research Infrastructure (NuMeRi), and the development of reliable pandemic preparedness capacity.

    Another priority is to build strategic innovation partnerships, which involves aligning the key focus areas of the STI Decadal Plan with the relevant line function departments and mobilising additional funding and resources. 
    He said significant programmes in areas such as artificial intelligence, energy security, space exploration, vaccine manufacturing, and indigenous knowledge systems (IKS) will be scaled up.

  • MIL-OSI Africa: Treasury allocates emergency funding of R750m towards HIV and TB after US funding cuts

    National Treasury has allocated R753 million to the Department of Health — under Section 16 of the Public Finance Management Act (PFMA) — to help bridge the shortfall caused by the United States’ decision to cut HIV and tuberculosis (TB) grants.

    Health Minister Dr Aaron Motsoaledi made the announcement on Wednesday during the Budget Vote presentation in Parliament.

    According to the Minister, R590 million of the total of R753 million will be allocated for service delivery in the provinces, distributed through the comprehensive HIV/Aids component of the District Health Programme Grant.

    In addition, R32.1 million will be given to the National Department of Health to support the Central Chronic Medicine Dispensing and Distribution (CCMDD) Programme, as well as pharmaceutical supply chain management.

    Furthermore, R132 million will be transferred to the South African Medical Research Council (SAMRC) to enhance health research across the country.

    “This is how it is going to work: the Bill and Melinda Gates Foundation and the Wellcome Trust have pledged R100 million each. 

    “They put a condition that each R100 million they contribute be matched by R200 million from our own Treasury, and that money be given to researchers. Treasury duly agreed.” 

    This means South Africa will receive a total of R600 million allocated to researchers, even though the President’s Emergency Plan for AIDS Relief (PEPFAR) has withdrawn support. 

    The United States government’s withdrawal of funding to key health initiatives, including PEPFAR, which was established by former President George W Bush in 2003, led to a loss of R7.9 billion spent on HIV/Aids programmes annually.

    “Hence, the Bill and Melinda Gates Foundation and the Wellcome Trust will together immediately release R200 million. On the other hand, the matching R400 million by Treasury will be released over three years, hence the first tranche of R132 million I have mentioned.“

    According to the Minister, these funds are meant to address the most urgent needs, with the possibility of additional allocations being considered later.

    This week, he stated that the South African Medical Research Council , along with researchers from various institutions and universities, are discussing how they will distribute funds, which will be transferred to the SAMRC.

    “We are determined more than ever before to end the scourge of HIV/Aids as a public health threat. Today is a historic day in this regard. As I am speaking to you now, the Global Fund in Geneva is announcing… that it has signed an access agreement with Gilead Sciences to procure lenacapavir,” the Minister said. 

    The Minister has referred to lenacapavir, a long-acting injection for HIV prevention, as one of the most significant advancements in HIV prevention in decades. 

    This is the first long-acting injectable treatment for pre-exposure prophylaxis (PrEP), administered twice a year. 

    According to the Minister, lenacapavir significantly expands the options available for HIV prevention, offering the most choices ever.

    “For South Africa, we regard this as a game changer in our fight against HIV/Aids.

    “As such, as South Africa, we have agreed to be one of the first countries in the starting blocks for lenacapavir.” 

    According to the Minister, the first shipment is expected to arrive in at least one African country by the end of 2025.

    “We intend to be such a country, and we have already started putting the plan together. We plan to offer lenacapavir to young women and everyone at risk to stay HIV-free.

    UK and French experts will work more closely to increase the resilience of both countries’ critical infrastructure to the signal-jamming seen in the war in Ukraine, as part of a suite of joint science and tech work being announced today (Thursday 10 July).  

    From our electricity infrastructure, to transport, to financial transactions, the tech we rely on for everyday life depends on reliable Positioning, Navigation and Timing (PNT), often provided via satellites. The conflict in Ukraine has shown how new technologies – in some cases, just small hand-held devices – can be used to disrupt PNT services, potentially causing major disruption to the vast areas of life and the economy reliant on them. 

    As part of a raft of UK-France joint science and tech efforts being announced today, researchers from both countries will work together on technologies complementary to the likes of GPS, which are highly resistant to this sort of jamming.  

    An example is e-LORAN, a program driven by the UK government, working closely with the National Physical Laboratory and private sector companies. The system uses ground-based radio towers, which are much more challenging to block, for a reliable “backup” to GPS, so that UK infrastructure can keep running even when GPS fails.  

    The UK’s Science and Tech Secretary used a joint visit to Imperial College London, with President Macron, to set out how this sort of collaboration makes both the UK and France stronger and safer. Whilst speaking at Imperial, Peter Kyle also pointed out the tens of millions of pounds in investment being brought into the British tech sector through UK-French trade, as well as the new jobs and growth that this partnership creates.

    These are efforts that will bolster our economic and national security, which are foundational pillars of the Plan for Change

    UK Science and Technology Secretary, Peter Kyle said: 

    France and the UK both have huge ambitions for technology to boost economic growth and strengthen national security. It is vital we work with natural partners like our French neighbours in these endeavours, particularly as the threats from hostile state actors only grows.

    Today we build on the Entente Cordiale with an Entente Technologique, celebrating and renewing our longstanding and historic partnership so that together we can face down the challenges of tomorrow.

    Additionally, the UK and France are launching a partnership on supercomputing. The partnership will be led by the Bristol Centre for Supercomputing, the home of Isambard-AI, and the French computing centre GENCI, who lead France’s AI Factory.  

    Closer ties between both nations’ world-leading compute power, and sharing AI best practice, will turbocharge the breakthroughs in AI, transforming public services and improving lives. These efforts build on the AI Opportunities Action Plan, the UK government’s blueprint to fuel the use of AI across the economy. 

    This builds on the strong existing UK-France cooperation on AI. The UK’s AI Security Institute and France’s INESIA have committed to further technical workshops to deepen their collaboration on frontier AI research, in order to support our national security. 

    Some of the UK and France’s leading research institutions are also committing to closer work. Collaboration agreements were signed today when President Macron and Science and Tech Secretary Peter Kyle visited Imperial College London, where they witnessed first-hand some of the cutting-edge uses of AI being pioneered in the UK, from health to clean energy.

    The spotlight will shine on the vast opportunities for UK-France science and tech collaboration again on Friday, when the UK’s AI Minister Feryal Clark and her French counterpart Minister Clara Chappaz will tour Diamond Light Source in Oxford.

    Diamond is one of the most advanced scientific facilities in the world. Researchers here are harnessing light 10 billion times brighter than the sun to study new scientific samples, like previously unknown virus structures, to pioneer new medicines and treatments for diseases.

    UK-French export and investment announcements

    British tech unicorns are winning tens of millions of pounds in significant contracts with French corporates, driving jobs and growth at home. This includes Synthesia’s new partnership with Decathlon to create a pioneering AI avatar lab which the global sports retailer will use to communicate with customers and employees, building on Synthesia’s existing work with over half of France’s CAC40 (equivalent to FTSE 100). Other deals include ElevenLabs’ collaboration with M6 and TV5 Monde and Darktrace’s contract with GL Events, a French major events operator.

    BT’s operations in France totalled approximately £130 million last financial year, connecting more than 80 French-headquartered companies, from Alstom to Michelin. BT has invested more than £24 billion domestically so far this decade, with plans to invest a further £20 billion by 2030.     Thales, in conjunction with partners, is planning £40 million of AI-focussed R&D investment as part of its CortAIx UK AI Accelerator – which will employ 200 people and serve as a focal point for Thales’ AI innovation in the UK. This initiative will further enhance AI cooperation between France and the UK, ss well as help both countries to stay ahead of evolving threats, unleashing the potential of AI to increase mission success for both countries.

    Comand AI are investing £35 million over the next 5 years to set up an office in the UK, in their first step to becoming a pan-European defence company. This investment will create around 40 highly skilled jobs in tech, bringing the best of software engineering to defence. These jobs would represent half of their global engineering team. They aim to build the future of defence technology between the UK and France, from capability assessment to mission planning and execution for our Allied nations.

         The Invest Hong Kong (InvestHK) seminar – Meeting Our Leading VCs in Hong Kong – concluded today (July 10), gathering over 200 fintech enterprise founders, venture capital (VC) leaders and industry experts to help inject new vitality into the future prosperity of Hong Kong’s fintech ecosystem.
          
         InvestHK has been linking global fintech enterprises with local and international capital resources. Hong Kong’s capital environment has shown strong vitality and new opportunities recently. The Government is providing public funding support and introducing measures to accelerate the development of fintech and related areas such as Web3 and AI. Moreover, as of the end of June 2025, the investment amount brought by the New Capital Investment Entrant Scheme into Hong Kong is expected to be over HK$46.4 billion, reinforcing Hong Kong’s standing as a pre-eminent international investment hub.  
          
         For private capital, Hong Kong’s advantages are becoming increasingly prominent. Hong Kong has the second-largest capital pool in the Asia-Pacific region, after only the Mainland, with managed private equity funds over US$233.9 billion as of the first half of 2024. As the largest hedge fund centre and cross-border wealth management centre in Asia, Hong Kong continues to attract global capital. Since the Hong Kong Special Administrative Region Government issued the Policy Statement on Developing Family Office Businesses in Hong Kong, the family office business has developed rapidly. There are more than 2 700 single-family offices operating in Hong Kong, and the scale of managed assets continues to rise.     Hundreds of UK tech start-ups and other innovative businesses can now apply for government support to protect their intellectual property from powerful competitors, including threats from other states and hostile actors, Technology Secretary Peter Kyle has announced today (Thursday 10 July).

    Up to 500 small or medium-sized companies will potentially benefit from new Secure Innovation Security Reviews, which involve approved experts giving tailored advice to teams on risks they face, so they can build thriving businesses which create jobs and support the economy.

    This could include advice on strengthening checks on prospective employees to reduce insider threats and ensure their suitability for handling sensitive information, and key cyber security measures to guard against common cyber-attacks.

    A range of technology sectors operating throughout the UK will be able to apply, from artificial intelligence to life sciences, advanced materials like semiconductors to renewable energy systems and beyond – backing businesses at the forefront of boosting economic growth as part of our Plan for Change.

    Support can help combat the efforts of certain states to steal technological, economic, or military insight, to enhance their own capabilities rather than engaging in fair international competition.

    While threats of hostile actors recruiting an insider to exploit their physical access are not new, such threats are becoming more advanced, underlining the importance of integrating personnel, physical, and cyber security to protect start-ups.

    Security Minister Dan Jarvis said:

    Small businesses are the lifeblood of our economy and they need security to thrive. 

    With 98% of businesses reporting a lack of knowledge to identify security threats, it is crucial they are equipped with the tools necessary to protect themselves against increasingly volatile threats.

    This initiative, spearheaded by the National Protective Security Authority and the National Cyber Security Centre, supports businesses to build the skills and the confidence they need to grow.

    To take part in the scheme, companies will need to apply through Innovate UK and contribute £500, with £2,500 covered by the government.

    National Protective Security Authority (NPSA) figures show 39% of companies have only one protective security or cyber measure in place and 55% do not conduct pre-employment screening of new personnel. By helping businesses to integrate protective security into their wider business strategy, the work can also help to boost customer and investor confidence.

    The reviews involve a professional conducting a site visit of the company to carry out a security health check, against a framework developed by the UK’s national technical authorities, NPSA – part of MI5 – and the National Cyber Security Centre (NCSC) – part of Government Communications Headquarters (GCHQ).

    They will then provide the company with a bespoke report with recommendations for improvement. The professional will conduct a follow up with the company after 6 months to gauge improvements made since the site visit.

    It builds on a pilot scheme in 2023, where 98% fed back that they now have sufficient knowledge to identify the security threats to their business, with the same figure committing to further action strengthen their security.

  • Centre launches two-year celebrations for Dr. Syama Prasad Mookerjee’s 125th birth anniversary

    The Ministry of Culture has announced a two-year official commemoration to mark the 125th birth anniversary of Bharat Kesari Dr. Syama Prasad Mookerjee, honouring the enduring legacy of a leader whose contributions have shaped India’s political, cultural and educational journey.

    Union Minister for Culture and Tourism, Gajendra Singh Shekhawat, who was the Chief Guest at the inaugural event held in the national capital, paid rich tributes to Dr. Mookerjee’s vision for national unity and self-reliance. He said that India today is fulfilling the dreams Dr. Mookerjee once envisioned.

    “He must be blessing us, seeing that India’s aircraft has reached the moon and that a son of India speaks with the Prime Minister from space,” the Minister said. Referring to the transformation in Jammu and Kashmir, he said, “His soul must feel content that Tiranga Yatras are carried out fearlessly at Lal Chowk, and that all laws of India are fully implemented in Kashmir. Today, there is one nation, one flag and one Constitution.”

    Shekhawat further said that under the leadership of Prime Minister Narendra Modi, the government is committed to realising Dr. Mookerjee’s vision of a united and developed India. “After Independence, how India should be built — to give shape to that vision, the present Modi government is moving ahead on the path shown by him,” he added.

    Speaking at the event, Vivek Aggarwal, Secretary, Ministry of Culture, highlighted Dr. Mookerjee’s ideals and their relevance in contemporary India. “He was a great patriot, a visionary educationist and a staunch believer in India’s unity and integrity,” he said. He added that the commemoration will not be confined to Delhi alone but will be observed across all states and union territories over the next two years.

    Union Minister for Science & Technology, Dr. Jitendra Singh, who also addressed the gathering, described Dr. Mookerjee as one of the greatest scholars and statesmen of the pre-Independence era. He recalled Dr. Mookerjee’s courage in resigning from the government on matters of principle, saying, “That kind of integrity and conviction is rare.”

    President of the Ekatma Manav Darshan Anusandhan Evam Vikas Pratishthan, Dr. Mahesh Chandra Sharma, offered a detailed perspective on Dr. Mookerjee’s role during Partition and India’s constitutional history. He said Dr. Mookerjee firmly opposed the idea of Partition and worked to save parts of Bengal and Assam from being handed over to Pakistan.

    Chairman of the Syama Prasad Mookerjee Research Foundation, Dr. Anirban Ganguly, traced Dr. Mookerjee’s journey from his early academic brilliance to his impact on national politics. He recalled how Dr. Mookerjee strongly opposed Article 370 and famously said, “Ek desh mein do Vidhan, do Pradhan, aur do Nishan nahi chalenge.” He noted that Dr. Mookerjee became a Vice Chancellor at the age of 33, entered the Union Cabinet at 45, founded the Bharatiya Jana Sangh at 50, and sacrificed his life at just 52.

    The inaugural programme featured a special exhibition showcasing rare photographs, archival material and multimedia displays highlighting Dr. Mookerjee’s contributions in education, nation-building and industrial development. A commemorative stamp and coin were also released by the Ministry to honour his memory.

    The National School of Drama staged a theatrical production on the life and times of Dr. Mookerjee, while young scholars from the Centre for Cultural Resources and Training presented a soulful instrumental ensemble under the guidance of noted flautist Pt. Chetan Joshi.

    The Polytechnic University held its eighth annual Summer School, an educational intensive for high school students that brought together talented children from all over the country. This year, 88 high school students from St. Petersburg and other regions of Russia who passed a competitive selection took part.

    The Summer School program included four areas that combined theory, practice, and excursions to leading enterprises. The students visited UEC-Klimov, the Petersburg Tractor Plant, the Institute of Linguistic Studies of the Russian Academy of Sciences, NIIEFA, the IT Contact company, and the Volkhov Hydroelectric Power Station. In the final, they defended solutions to cases provided by the organizers.

    On the Wings of Polytech track, the participants worked on optimizing the wing design. They created a model in KOMPAS-3D, conducted virtual tests in ANSYS, calculated the load and lift at different angles of attack. The final stage was 3D printing of the wing and its testing on a special stand. The guys presented the results in the form of an engineering report with the defense of the project. The teachers of the program were engineers of the Higher School of Power Engineering and the Scientific and Educational Center “Aircraft Engines and Power Plants” PISh CI Nikita Izbyakov, Andrey Shirokih and Anastasia Bodunova.

    Participants in the track “Energovaybe: how to tame the energy current and not burn out” successfully designed an efficient power supply system for a private home. They analyzed the needs of future residents and developed an optimal layout for electrical appliances, including sockets, switches, and lighting fixtures. To ensure reliable power supply, students calculated the parameters of the key elements of the system and prepared a detailed power distribution plan. The project took into account modern requirements for safety, energy efficiency, and ease of use.

    The students studied electric power engineering with maximum focus on practical applicability. Testing the operation of electrical appliances, conducting experiments on connecting light bulbs, the first modeling in a popular engineering application, developing their own power supply scheme – the participants of the Summer School had no time to get bored, – noted Maria Lyulina, senior lecturer of the Higher School of Electric Power Systems.

    In the track “Linguistics in the Digital Age: from Data Analysis to Artificial Intelligence”, schoolchildren analyzed excerpts from English textbooks for grades 7–11 to assess their complexity. Using special metrics and automatic text processing tools, they found out how the “from simple to complex” principle is observed in the school curriculum. The results will help textbook authors adjust the selection of materials, and teachers will be able to adapt complex texts for better understanding. The track was organized by teachers and staff of the Higher School of Linguistics and Pedagogy Alexander Dmitriev, Marina Kogan and Elena Krupnova.

    In the “How it works: mechanical engineering” program, schoolchildren successfully designed and calculated a single-stage gearbox, a key mechanism for industrial equipment. They performed energy-kinematic calculations, created a 3D model, and analyzed various production technologies, including traditional processing and 3D printing. The intensive course allowed future engineers to master modern methods of designing mechanical systems and understand the principles of choosing optimal production solutions.

    The summer school is a unique opportunity for schoolchildren to immerse themselves in student life and get acquainted with their future profession. Working in groups, together with interested and motivated children, allows them to delve deeper into various technologies of modern professions, – noted the director of the Center for Work with Applicants Artem Egupov.

    The best teams received additional points, which will be taken into account when entering SPbPU, as well as gifts.

    The most valuable thing for me was the acquired experience of teamwork and practical skills of working in KOMPAS-3D. The teachers presented the material in an accessible and exciting way, so it was really interesting. Thanks to the coordinated work, we were able to overcome all the difficulties and achieved an excellent result in the defense of the projects, – shared Leonid Svetlyakov.

    VICENZA, Italy – When U.S. Central Command (CENTCOM) and U.S. Africa Command (AFRICOM) identified a need to gather evidence, the U.S. Army’s Joint Theater Forensic Analysis Center (JTFAC) answered the call. Its forensic team launched into action at sea, turning expertise into real-world impact.

    At the request of the CENTCOM and AFRICOM, JTFAC personnel deployed to collect and analyze forensic evidence from a vessel carrying Iranian-supplied advanced conventional weapons. The seized cargo included ballistic missile components, anti-ship ballistic missile parts and a warhead, all bound for Houthi rebel forces in Yemen.

    The forensic evidence helped secure a June 5, 2025, federal conviction of the ship’s captain, Muhammad Pahlawan, a Pakistani national who worked closely with Iran’s Islamic Revolutionary Guard Corps, on six charges related to smuggling Iranian-made advanced conventional weaponry destined for the Houthis in Yemen, as well as threatening multiple witnesses.

    “The JTFAC forensic team conducted rapid sensitive site exploitation at expeditionary locations, including within the maritime environment,” said U.S. Army Lt. Col. Kyle Thomason, provost marshal for U.S. Army Southern European Task Force, Africa (SETAF-AF), which provides oversight to JTFAC operations.

    To meet the unique demands of a maritime environment, the team rapidly adapted its Fly Away Kit, a mobile forensic toolkit designed for land and sea missions. This self-contained toolkit enabled JTFAC scientists to conduct on-site analysis, including chemical trace detection, biometric collection, and confirmed and inventoried types of weapons and equipment aboard the vessel.

    The vessel’s initial interdiction resulted in the deaths of two Navy SEALs off the coast of Somalia in Jan. 2024, making international headlines at the time. However, the loss of service members was not in vain.

    The interdiction successfully prevented anti-ship ballistic missiles from targeting U.S. and partner-nation vessels. The type of weaponry found aboard the vessel was consistent with the weapon systems used by the Houthi rebel forces during the time of the charged conspiracy against merchant ships and U.S. military vessels in the Red Sea and Gulf of Aden after the October 7, 2023, Hamas attack in Israel.

    “The JTFAC services the Joint Interagency Intergovernmental Multinational community within AFRICOM,” said Thomason. “Their mission enables U.S. and partner nation forces to accomplish AFRICOM campaign objectives.”

    Along with AFRICOM and CENTCOM, U.S. European Command was also involved in this offshore mission, highlighting JTFAC’s reach across geographic boundaries and interagency lines.

    “We’re glad to have had the opportunity to fit into the seams of multiple commands to support this consequential operation,” added Thomason.

    The mission not only demonstrated the center’s technical capabilities, but also deepened collaboration between defense, justice and diplomatic agencies operating in the AFRICOM area of responsibility. It marked a significant milestone in JTFAC’s expanding role as a forensic enabler for both military and civilian partners.

    “The lab is internationally accredited, meaning its scientists can serve as expert witnesses in both the U.S. and abroad,” said Greg Sanson, the JTFAC liaison officer to SETAF-AF. “This comes in handy when either the U.S. or a partner nation wants to take legal action against subjects identified through our forensic analysis.”

    JTFAC’s recent support of African Lion exercises laid the groundwork for this success. During those multinational events, Forensic Exploitation Team (FXT) scientists provided hands-on training to host-nation forces in Tunisia and Morocco, covering topics such as latent fingerprint development, DNA analysis and post-blast evidence recovery.

    In addition, AFRICOM’s exercise Cutlass Express included 21 legal advisors from 12 countries converging in Victoria, Seychelles, Feb. 10-14, 2025. The multinational team discussed legal processes and examined possible scenarios that support search and seizure operations such as the type of mission which brought about this latest conviction.

    “These engagements not only enhance the forensic science capabilities of our partners across the African continent, but also reinforce our center’s readiness for real-world contingencies,” added U.S. Army Maj. Lucas Poon, the JTFAC director at Camp Lemonnier, Djibouti.

    JTFAC’s capabilities stem from both military and civilian personnel, operating under the umbrella of the Department of the Army Criminal Investigation Division (CID). The Army CID’s Forensic Exploitation Division (FXD) staffs the majority of JTFAC positions. While the JTFAC is operationally controlled by SETAF-AF, a unique team from multiple U.S. Army commands enables this function.

    The FXD supports numerous annual partner nation engagements and deploys on six-month rotations as part of the JTFAC in Djibouti.

    “The lab’s ongoing mission provides multiple other benefits to partner nations, civilians and service members who operate in this area,” said Sanson. “Accurate forensic assessments lead to updated tactics, techniques and procedures, as well as revisions to protective equipment and policies to keep people safe now and into the future.”

    As threats grow more complex and transnational, JTFAC continues to prove that science, when deployed with precision, can be a decisive force for justice and security.

    New partnership paves way for increased UK investment into Japan, supporting Prime Minister Ishiba’s ambitious foreign investment targets.

    The UK and Japan yesterday signed a Memorandum of Cooperation (MoC) aimed at enabling increased UK investment into Japan, further strengthening the economic ties between the two nations.

    The agreement was signed at the British Embassy in Tokyo by Baroness Poppy Gustafsson of Chesterton CBE, UK Minister for Investment, and Mr. Seto Takakazu, State Minister of the Cabinet Office of Japan, who played an important role in compiling the ‘Program for Promotion of Foreign Direct Investment in Japan 2025’ last month.

    This strategic partnership establishes a formal framework for collaboration to accelerate UK investment into Japan, supporting Prime Minister Ishiba’s ambitious target of more than doubling Japan’s foreign direct investment stocks to JPY120 trillion (approximately £600 billion) in 2030.

     Minister for Investment Baroness Poppy Gustafsson CBE said:

    The UK and Japan share a deep and enduring partnership that is committed to mutual prosperity and growth. That’s why I’m delighted to sign this new partnership with Japan – capitalising on the major opportunities for UK businesses to bring their innovative offers to Japan and grow in the Japanese economy.

    It also follows the UK’s recent National Day celebration at Expo 2025 Osaka, where the UK Pavilion, themed “Come Build the Future,” has been showcasing Britain as a global hub of innovation.

    Nearly 1,000 Japanese companies have already established operations in the UK, with £87 billion in investment stock. This new agreement aims to strengthen reciprocal investment flows, supporting both nations’ economic growth and security objectives.

    Richard Lyle, President of the British Chamber of Commerce in Japan, said:

  • MIL-Evening Report: Queensland’s horrific lion attack shows wild animals should not be kept for our amusement

    Last weekend, a woman was mauled by a lioness at Darling Downs Zoo in Queensland, and lost her arm. The zoo, which keeps nine lions, has been operating for 20 years and had never experienced an incident such as this.

    The victim was a relative of the zoo owner, Steve Robinson, who told the media the lions were not aggressive and the lioness was thought to be “just playing”.

    Although attacks like this are extremely rare, they are obviously of great concern. The incident should prompt a rethink of our approach to wild animals in captivity, and whether it’s morally acceptable – or safe – to keep them there at all.

    Why do zoos exist?

    Zoos, aquariums and other settings where wild animals are kept captive exist for two main reasons: human entertainment and profit-making.

    Surveys show zoo visitors have a preference for large mammals such as elephants, primates and big cats.

    Some animals are more tolerant of captivity conditions and exposure to humans than others. Fish, for example, seem to respond more neutrally to human presence than most other species.

    But a recent study found captive animals generally demonstrate abnormal behaviour more often than non-captive ones.

    For most wild animals, captivity deprives them of the ability to engage in natural behaviour, which harms their welfare. For example, free-living dolphins and whales have long-range migration patterns which require vast ocean spaces. They are also highly social and display complex communication behaviour.

    Some countries have banned keeping dolphins and whales in captivity for entertainment because it causes the animals to suffer sensory deprivation and stress, among other harms.

    Captive dolphins were once common in aquariums and marine parks across Australia. But now only one facility, Sea World in Queensland, still breeds dolphins for entertainment.

    And earlier this year, the last elephants at Perth Zoo were moved to a 12-hectare habitat in South Australia to improve their welfare.

    Another important welfare question is whether the captive animal has “agency” – that is, whether it can make choices as it would in the wild.

    Can it choose, for example, which other animals it has relationships with? Or whether it has privacy? Having control over such decisions enhances the quality of life for the captive animal.

    It’s important to note that some zoos can deliver positive outcomes for animals. Many play an important conservation role, such as running captive breeding programs for endangered species.

    An example is a long-running program across several Australian zoos and other organisations to recover populations of the critically endangered Regent Honeyeater. The program has released more than 400 zoo-bred birds into the wild.

    However, such conservation programs do not necessarily need to involve zoos to succeed.

    Weighing up the risks

    No matter how domesticated they might seem, some wild animals in captivity will always pose a risk to humans. Their behaviour can be unpredictable and, as the recent Queensland example shows, even a “playing” lioness can cause enormous physical harm to people.

    Wild animals are called wild for a reason. To be kept in captivity, most animals require training so they can be safely handled. The Darling Downs Zoo incident shows despite this precaution, things can still go wrong.

    But humans will, understandably, always be fascinated by other animals, and want to see them up close. So what are the alternatives to zoos?

    Open range-zoos, such as the one to which the Perth elephants were moved, can offer a better option for some animals.

    Another option is to recreate the zoo experience using technology. Artificial intelligence, virtual reality and augmented reality can be used to create images of animals that look and seem real.

    In Australia, examples include Brisbane’s Hologram Zoo and a high-tech puppetry experience touring Australia which replicates a real shark dive.

    Overseas, animatronic displays have been created to replace dolphin shows.

    Questions about animals kept in captivity require us to consider how much risk to human safety we accept, and the extent to which we prioritise human amusement over animal welfare. In searching for answers, we can start by asking whether we need zoos at all.

    Australia’s drug approval system is under fire, with critics in the United States claiming it is too slow to approve life-saving medicines.

    Australia’s Therapeutic Goods Administration balances speed with a rigorous assessment of safety, efficacy and cost-effectiveness.

    So does Australia really lag behind the US Food and Drug Administration? And do we need to change how we approve medicines?

    The drug development pipeline

    Drug development usually begins when something new is discovered about a disease. This usually involves identifying either a change in an important protein or finding a new protein involved in the disease.

    When scientists know the shape of the protein, they can design a drug that can block or activate it.

    Scientists will then undertake laboratory, petri dish-type, experiments to see if the drug works on the protein in the way they designed. If it passes those tests, they will then move onto animal testing and formulation.

    Formulation is the step where scientists decide what form the medicine will take, such as a tablet, injection or patch. There are more than 150 different pharmaceutical dosage forms to choose from.

    The final steps are human testing. This requires the completion of three types of clinical trials. Each seeks to answer different specific questions about the drug:

    • Phase I trials: is the drug safe? What are its side effects?
    • Phase II trials: does the drug work?
    • Phase III trials: is the drug better than currently available medicines?

    At the end of the trials, a company can apply to the Therapeutic Goods Administration (TGA) for approval to market and sell the drug.

    Getting a drug to market is time-consuming and costly. It takes around 15 years from the initial concept and design to government approval and costs more than A$3.5 billion.

    But the failure rate is high: more than 90% of drugs that undergo development never gain government approval.

    How are drugs approved in Australia?

    The decision to approve new medicines for sale in Australia is made based on safety and efficacy evidence provided by the sponsoring company.

    Once approved, the drug is added to the Australian Register of Therapeutic Goods.

    Listing a medicine on the Pharmaceutical Benefits Scheme (PBS) is a separate process from approval, and is based on financial considerations and a cost-benefit analysis, rather than safety and efficacy.

    The TGA typically takes 240 to 260 working days (around a full calendar year) from receiving a new medicine application to an approval decision. This is longer than it takes the US Food and Drug Administration (FDA) – 180 to 300 days.

    Where there is a pressing need, the approval process can be faster. The first COVID treatment was approved in Australia just two weeks after it was submitted for consideration.

    Then why do Americans often get medicines first?

    There can be several reasons why a drug approval can be delayed in Australia when it has already been approved overseas.

    First, with a population of 27 million out of 8 billion world-wide, Australia is a relatively small market. So it is not always a high priority for companies to apply for approval here. Regions with large populations such as China, India and Europe are a bigger focus for companies. This can therefore delay when they submit to Australia.

    Other reasons for delays can be that the TGA requires additional safety or efficacy evidence other regions did not request, or because new information about the drug has come to light since the drug was approved overseas.

    What about delays getting drugs onto the PBS?

    When a drug is listed on the PBS, Australians can access the medicine for $31.60 (or $7.70 concession) instead of the cost of a private prescription which might be hundreds or even thousands of dollars.

    The time it takes for medicines to be approved on the PBS has also been a focus of criticism.

    The Pharmaceutical Benefits Advisory Committee (PBAC), which makes PBS listing recommendations to the Federal Minister of Health, only sits three to six times per year.

    US Chamber of Commerce vice president John Murphy claims the PBAC takes, on average, 32 months to make a recommendation about listing a drug after an application has been submitted.

    Once a recommendation is made, the minister usually takes a minimum of five months to make a final decision.

    To speed up the process, the TGA does allow parallel applications for drug approval and PBS listing.

    The time taken to make a PBS listing decision is reasonable, given the scheme’s overall cost. In 2023–24, the total cost of the PBS to the government was $17.7 billion. So a decision to list can’t be made lightly.

    So should Australia change how it approves medicines?

    Criticising the time it takes to get regulatory approvals appears to be part of a wider plan of attack by the US government. It is putting pressure on Australia to open its market to higher prices for medicines made by US pharmaceutical companies.

    Australia has a world-class regulatory agency in the TGA which ensures medicines that are approved are both safe and effective. And the PBS scheme is a key part of our public health care system and the envy of the world.

    The Australian government should resist any changes to the regulatory approval processes that come from the US.

    JINAN, July 10 (Xinhua) — Scholars and experts from around the world gathered in Qufu, east China’s Shandong Province, on Wednesday for a two-day dialogue and cultural exchanges aimed at finding paths to harmonious coexistence among civilizations and common solutions for global development.

    The Nishan Forum on World Civilizations brought together over 560 guests from over 70 countries in Nishan, the historic site where the eminent philosopher and educator Confucius was born in 551 BC. For thousands of years, he has been revered as a symbol of traditional Chinese culture.

    Among other things, the forum participants discussed how Confucian culture continues to resonate in the modern world, the critical role of global cooperation in driving modernization, and the far-reaching impact of artificial intelligence on the future of civilization.

    Speaking at the opening of the forum, Sun Chunlan, Chairperson of the International Confucian Association, noted that an in-depth study of the regulation of relations between different civilizations and their role in promoting modernization is of great practical importance.

    The 31st annual Center for High Resolution Neutron Scattering (CHRNS) “School on Methods and Applications of Neutron Spectroscopy” will be held from Monday, July 28 to Friday, August 1, 2025. This year’s summer school is devoted to methods and applications of neutron spectroscopy.  Please note that neutron reflectometry and small angle scattering techniques will not be covered in this school.

    The school is targeted at those with little or no previous experience with neutron scattering methods. The combination of introductory lectures and training in scattering techniques will provide participants with a unique opportunity to become familiar with neutron scattering methods and their application to current research topics.

  • MIL-Evening Report: First the dire wolf, now NZ’s giant moa: why real ‘de-extinction’ is unlikely to fly

    The announcement that New Zealand’s moa nunui (giant moa) is the next “de-extinction” target for Colossal Biosciences, in partnership with Canterbury Museum, the Ngāi Tahu Research Centre and filmmaker Peter Jackson, caused widespread alarm among scientists.

    This follows the US company’s recreation of a “dire wolf”, which was essentially a genetically engineered grey wolf. But that project was probably easy compared to the latest plan to resurrect the moa.

    I think it’s a pipe dream and there are several reasons why.

    Firstly, birds are harder to “de-extinct” than placental mammals. One would need a surrogate egg to bring chicks to term, and for many moa species there are no eggs from living birds big enough to house a developing chick. In this case, artificial eggs would need to be developed.

    Then there is evolutionary history. From my own work and the research of others, we know the moa is most closely related to the tinamou, a small flying bird in South America.

    To get to the common ancestor of the moa and tinamou, you’d have to go back some 60 million years of evolution. That’s a lot of time for mutations to evolve in genes controlling how moa look, that would need to be re-engineered to bring back moa traits.

    The evolutionary history of the palaeognath group is even deeper. Formerly known as ratites, this group includes the tinamou and lineages of living flightless birds (emu, kiwi, cassowary, rhea, ostrich) and extinct ones (New Zealand’s moa and Madagascar’s elephant birds).

    Genetically engineering a tinamou or any other birds in this group to create a moa hybrid would be challenging given this deep evolutionary timescale – certainly much harder than genetically engineering a grey wolf. And in any case, this would not recreate a moa, but merely something that may look like a moa. As one critic put it, it would not have the mauri (life force) of a moa.

    There are no living analogues of moa within the palaeongath group. We don’t know whether birds created through de-extinction methods would function like a moa in the ecosystem.

    Moa are unique, even among other flightless birds, in that they had no wings – all other flightless birds still have remnant wings. As a start, any genetic engineering would need to target regions of the genome that control the expression of genes for wing formation. This could have unintended consequences.

    Working with moa ethically

    I’m involved in an ongoing project to sequence high-quality genomes of several species of moa in New Zealand to study their evolutionary history.

    In our conversations with tangata whenua around the country, there has been no support for de-extinction. Iwi (tribes) also want moa bone samples and all DNA extracts and sequence data to stay in New Zealand.

    A major question is whether Colossal has undertaken wider engagement. Ngāi Tahu is a very large iwi with lots of individual rūnanga (tribal councils) throughout the South Island.

    My research team has engaged with individual rūnanga, and we know they are opposed to de-extinction. I would like Colossal, Canterbury Museum and the Ngāi Tahu Research Center to disclose how widely they consulted across Ngāi Tahu.

    The numerous iwi at the top of the South Island are also against the de-extinction of the giant moa (or any moa) which also lived in their rohe (region). De-extinction of a giant moa would really need a South Island-wide or even national consensus before going ahead.

    Ecological concerns with de-extinction

    Māori have expressed longstanding concerns about not being involved in discussions about genetic engineering and the potential of bone samples or genetic material going offshore.

    With this announcement, it’s encouraging to see the Ngāi Tahu Research Centre is driving the project and that there are discussions around the need to restore habitat that would be suitable for moa.

    This is a challenge in its own right as there is little left. Parts of the eastern South Island were once covered in mosaics of open forest shrubland that were dominated by kowhai and lancewood, which have no analogue today.

    Even if we were to bring back an extinct species and kept individuals in a game reserve, we would need to produce enough (at least 500) to avoid inbreeding and genetic drift (random loss or retention of genes in a population).

    The birds would require sufficient funding for their ongoing conservation. This raises worries that money could be pulled from efforts to save living endangered species, pushing them closer to extinction.

    It’s undeniable the genetic engineering technology Colossal is developing could have real benefits to the conservation of New Zealand’s endangered species. Let’s say we could genetically engineer a kākāpō so it becomes resistant to a disease. That’s perhaps a project worth doing if there was widespread community support.

    Investing the money that goes into this project in the conservation of New Zealand’s currently endangered biodiversity would, in my view, be better than bringing back moa as an ecotourism venture.

    As is known, SKIF is a mega-science facility that has become the first in Russia and the most powerful source of fourth-generation synchrotron radiation in the world. This complex opens up the broadest possibilities for research in a variety of fields – from materials science to medicine. Due to the high brightness and coherence of the radiation, SKIF allows you to literally “look inside” a substance, obtain ultra-precise data on its structure and behavior. The implementation of such projects significantly strengthens Russia’s position in international scientific cooperation and creates a technological base for breakthrough developments in science-intensive industries.

    The program created by Vladislav is a configuration database. It stores information about the accelerator devices and allows it to be automatically transferred to the control systems.

    — Essentially, this is a description of a number of parameters of SKIF devices, which is then transferred to the control software. That is, my program provides other programs with up-to-date data for working with the accelerator hardware, — says Vladislav Rodyakin, a bachelor’s degree graduate Physics Department of NSU.

    The work on the program became Vladislav’s final qualification work. He did it as part of a team of employees of the Institute of Nuclear Physics SB RAS, which is responsible for the automation of processes in the SKIF project and other Russian accelerators. The software was developed from October to May and took about 20 hours a week for several months. Now Vladislav continues to support and improve his system based on requests received during operation.

    — I especially liked that working at INP gave me real independence. I went through the whole cycle — from database design to creating an interface, web application and integration into the management system. This is a unique experience: in the business industry, novice programmers often get routine tasks, but here I worked like a one-man band, — he notes.

    Close cooperation between the scientific institutes of the Siberian Branch of the Russian Academy of Sciences and Novosibirsk State University has continued throughout the history of the university. This approach allows students to get involved in real research and engineering projects already at the stage of study. And the project completed by Vladislav is a vivid confirmation of this.

    — Our program at the NSU Physics Department specifically prepares students to work with scientific installations and write software for them. In my third year of study, I took a course whose teacher was working on software for SKIF — he invited me to join the team. That’s how I ended up in a large scientific project, — says Vladislav.

    From July 7 to 21, the summer school “Cryptography and Information Security” is taking place at the Saint Petersburg State University of Aerospace Instrumentation. It is a traditional event organized by the Cryptographic Center (Novosibirsk) and the International Mathematical Center in Akademgorodok.

    More than 200 teachers and students, postgraduates and schoolchildren from 35 cities of Russia took part in the summer school dedicated to the issues of modern cryptography and information security.     WASHINGTON, DC – Researchers have estimated that the bottom of Narragansett Bay is now covered with a layer of tiny plastic particles, commonly referred to as ‘microplastics,’ that is about 2 inches deep.

    While microplastics are found everywhere these days, from products on the shelves to streams across the planet, experts are racing to better understand and inform the public about the impacts that these pollutants have on public health, ecosystems, and the environment.

    These scientists include URI associate professor of chemical, biomolecular, and materials engineering, Daniel Roxbury, who is leading a URI research team dedicated to informing local communities about the dangers of microplastics and key steps to take in reducing plastics pollution. Roxbury’s research team was just awarded $7 million in federal research funding through the National Science Foundation (NSF) EPSCoR E-RISE Program.

    Senator Reed, a longtime proponent of the Established Program to Stimulate Competitive Research (EPSCoR) program at NSF, welcomed the funding and thanked URI researchers for helping to increase knowledge about microplastics and better inform local, state, and national mitigation plans for plastics pollution.

    “Microplastics are a macro-problem. We need comprehensive, coordinated action to help protect people, communities, and public and environmental health.  Researchers at URI have been on the cutting-edge of this kind of discovery,” said Senator Reed, a member of the Senate Appropriations Committee who advocates each year for increased NSF research funding and has led efforts to ensure Rhode Island’s eligibility for the EPSCoR program since 2004.  “This federal investment in URI’s important research comes at a time when the Trump Administration’s attacks on higher education and federal research funding threatens our understanding of science and the world we live in.  But developing a better understanding of microplastics is not a partisan issue – it’s a public health, economic, and environmental imperative.  I’m proud of the top-notch work Rhode Island scientists are doing and will continue fighting to support their work with federal research investments.”

    EPSCOR is designed to fulfill NSF’s mandate to promote scientific progress nationwide.  Through the program, NSF establishes partnerships with government, higher education, and industry that are designed to effect lasting improvements in a state’s or region’s academic research infrastructure, research and development (R&D) capacity, and hence, its national R&D competitiveness.

    Researchers and scientists at URI will use the $7 million federal grant to advance a four year project in partnership with local stakeholders and other colleges and universities, such as Brown University, Roger Williams University, and Rhode Island College, to educate Rhode Islanders about microplastics in the coastal ecosystem and develop better tracking, modeling, and research processes that help identify sources of pollution.

    The research project also aims to better understand the impact of microplastics on the livelihoods of Rhode Islanders who work on the Bay or in other local coastal waters.  

    Last August, Senator Reed joined Save the Bay and top researchers from Roger Williams University and URI to discuss the threat of microplastics and outline steps that households, communities, and elected officials can take to better protect people from the threat of microplastic pollution and preserve access to clean, safe water. Reed and the advocates called for stepped-up research, regulation, and coordinated action around plastic pollution.

    BEIJING, July 10 (Xinhua) — A forum on cooperation between universities in Sichuan Province and the Volga Region of Russia was recently held at Sichuan University. Representatives of Chinese and Russian universities held an in-depth exchange of views on academic exchanges, development of specialties and joint educational programs.

    Scientific cooperation was the main topic of discussion. Rector of the Kozma Minin Nizhny Novgorod State Pedagogical University /NSPU/ Viktor Sdobnyakov noted China’s impressive achievements in physical chemistry, mechanical engineering, electronics and artificial intelligence, emphasizing the value of the Chinese model of integrating education, science and production. He expressed interest in joint scientific and technical projects with universities and enterprises in Sichuan Province.

    Vice-president of Southwest Petroleum University Pei Xiangjun proposed expanding scientific cooperation in the field of carbon neutrality, artificial intelligence and alternative energy through joint research, the establishment of international laboratories and the commercialization of technologies to promote the socio-economic development of the two countries.

    There is a positive trend in humanitarian exchanges between universities in Sichuan Province and Russia: 37 Russian students were enrolled in the summer school of the Southwest University of Finance and Economics, over 2,000 Chinese students are studying at Kazan Federal University, and the Mordovian State University named after N.P. Ogarev created the Center for Chinese Language and Culture.

    To deepen ties, forum participants proposed creating cultural and educational platforms and building effective mechanisms for cooperation.

  • MIL-Evening Report: Cyber crime and real-world crime are converging in a dangerous new way – here’s how to stay safe

    It starts with a call from someone claiming to be your bank. They know your name. They know your bank. They even know your credit card number. There’s been “unusual activity” on your account, they say – and they just sent you a one-time passcode to verify your identity so they can assist.

    You read out the code and feel reassured. Moments later, your funds are gone and the bank refuses reimbursement, citing a breach of terms because you voluntarily shared your passcode.

    This is not a niche or isolated scam. It’s part of a growing pattern we’re seeing across Australia and beyond: cyber criminals are merging digital and real-world tactics in ways that make these frauds more convincing, harder to stop, and far more damaging.

    It starts with stolen data

    These scams don’t begin with a phishing email or fake app. They begin with data – your data – stolen in one of countless breaches, such as the latest Qantas incident that exposed the details of up to 5.7 million customers.

    Sometimes the personal data has been sold through third-party data brokers. Names, phone numbers, emails, even card details are routinely leaked and traded online.

    Once they have this information, scammers get to work. The phone call mimics a real interaction with a bank, perhaps with a spoofed caller ID. Victims are pressured in urgent language to “verify” their identity, often by reading out a one-time passcode that, unbeknownst to them, is authorising a transaction using their own card details.

    We refer to this as a “convergence scam” – where online data leaks, psychological manipulation and weak enforcement come together. It’s a sophisticated hybrid of digital theft and physical-world exploitation, and it’s on the rise.

    Devastating and personal

    These scams are deeply personal and can be financially devastating. But what makes them even more alarming is the system-wide failure surrounding them.

    For starters, many credit card fraud insurance policies contain clauses that exclude coverage when the customer “voluntarily” provides account credentials – including one-time passcodes – even if they did so under duress or deception.

    One victim we spoke to lost nearly A$6,000 after a scammer posing as their bank prompted them to read out a passcode over the phone. The transaction was verified using that code, and the bank later refused to reimburse the loss.

    In a formal response, the bank stated that by voluntarily sharing the one-time passcode, the customer had breached the epayments code, even though they were manipulated into doing so. As a result, the customer was held liable and ineligible for a chargeback.

    Law enforcement may not help

    Even when the criminals leave a physical trail, follow-up is rare. Law enforcement rarely investigates. In the cases we’ve seen, reports are acknowledged but not pursued. Officers don’t explicitly say the case is too small or not worth the effort, but their inaction suggests it, especially given how resource-intensive most cyber-crime investigations tend to be.

    In many instances, particularly when the total loss isn’t deemed significant, victims are simply told to follow up with their bank, based on the assumption they’ll be reimbursed.

    In one case we reviewed, stolen card details were used in-store at major Australian retailers such as Woolworths and Coles – indicating that a cloned card had been physically used. These purchases could, in theory, be tracked back to in-store CCTV footage. But no investigation was launched.

    This reluctance to act, even when the evidence is tangible, sends a dangerous message: that scammers can operate with near-impunity.

    Meanwhile, banks and regulators are slow to update verification systems. One-time passcodes are still widely used, even though scammers now exploit them routinely. There’s little recourse for victims, and minimal accountability for data brokers whose records fuel these scams.

    What can we do to protect ourselves?

    For individuals, the first line of defence is simple but vital:

    • never share a one-time passcode or security code over the phone, even if the caller seems legitimate
    • if in doubt, hang up and call the bank directly using the number on your card
    • be cautious about where and how you share your personal information, especially online through websites or social media. Only disclose what personally identifiable information you have to.

    The true answer is systemic change

    Banks and other institutions need to put into place stronger identity verification systems that don’t rely solely on SMS codes. We need greater transparency and regulation of data brokers.

    Crucially, we also need active enforcement of cyber-enabled fraud, especially when there’s physical evidence, such as in-store purchases and CCTV footage.

    Banks should also reassess their policies and procedures on how they communicate with customers. If scam calls closely mimic real ones, it’s time to change the script. More proactive education, clearer warnings, and redesigned verification processes can all help prevent harm.

    The real danger of these convergence scams isn’t just financial loss. It’s the erosion of trust: in our banks, in our security systems, and in the institutions meant to protect us.

    Once that trust is gone, it’s not easily recovered.

    Almost two-thirds of the world’s population is affected by the monsoon – the annual arrival of intense rains in areas north and south of the Equator. These drenching rains tend to arrive during each hemisphere’s summer.

    The East Asian monsoon north of the equator is the best known and best studied, because it affects the largest land area and the most people. But the southern Indo-Australian monsoon is vitally important to northern Australia, Indonesia and Papua New Guinea. To date, it has been studied much less.

    To help fill this gap in knowledge, we analysed deep sediment from an unusual lagoon near Darwin in northern Australia. We looked at ancient pollen and chemical isotopes (different versions of the same chemical element) to look about 150,000 years back in time and glimpse changes to the monsoon. When types of pollen change, it tells us the monsoon has changed. Drier conditions favour the emergence of grasslands, while wetter climates favour forests.

    Our new research suggests as the world gets hotter, the Indo-Australian monsoon will intensify and northern Australia will get wetter. This finding is consistent with research suggesting the East Asian monsoon could weaken, threatening agriculture and nature in heavily populated countries.

    The past held in a single lagoon

    To examine how monsoons change over time, researchers drill sediment cores to track changes in pollen and chemical isotopes. For example, changes in hydrogen isotopes indicate changes in the intensity of the monsoon rain.

    The problem is, these cores have to come from long-undisturbed lake sediments, because such places provide a continuous record of change.

    To reconstruct past changes in monsoon patterns, undisturbed sediments have to be sampled carefully by extracting a thin “core” from the bottom sediments. Once researchers have this precious core, they can examine the changing proportions of pollen, chemical isotopes and other properties. The deeper you drill the core, the farther back in time you can look.

    These exacting requirements are one reason the Indo-Australian monsoon is not as well understood as its northern cousin.

    Fortunately, we have found one place which has kept a detailed environmental record over a long period: Girraween Lagoon on the outskirts of Darwin in the Northern Territory.

    This lagoon was created after a sinkhole formed more than 200,000 years ago. It has contained permanent water ever since, and is slowly filling with sediment and pollen blown in from the surrounding landscape.

    The 18-metre core from Girraween’s sediments gave us a 150,000-year record of environmental change in Australia’s northern savannahs.

    It took hard work to extract the core from Girraween Lagoon.

    Dipping into the past

    If you walk around Girraween Lagoon today, you’ll see a tall and dense tree canopy with a thick grass understory in the wet season. But it hasn’t always been that way.

    During the last ice age 20,000–30,000 years ago, the sea level was much lower and the polar ice caps much larger. As a result, the lagoon was more than 300 kilometres from the coast. At that time, the lagoon was surrounded by an open, grassy savannah with fewer, shorter trees.

    About 115,000 years ago (and again 90,000 years ago), Australia was dotted with gigantic inland “megalakes”. At those times, the lagoon expanded into a large, shallow lake surrounded by lush monsoon forest, with almost no grass.

    At times, tree cover changed radically. In fact, over one 3,000-year period, the percentage of tree pollen soared from 15% to 95%. That suggests a sweeping change from grassland to dense forest – meaning a switch from drier to wetter climate at a rate too fast to be explained by changes in Earth’s orbit.

    Some of these changes are linked to the shifting distance between coastline and lagoon as well as predictable variation in how much solar energy reaches Earth.

    A connection to the North Atlantic

    Huge ice sheets covered large areas of the Northern Hemisphere during previous ice ages.

    Remarkably, the evidence of their melting at the end of previous ice age was there in the sediment core from Girraween Lagoon.

    When glacial ice melts rapidly, huge volumes of fresh water flood into the North Atlantic. These rapid pulses are known as Heinrich events. These pulses can shut down the warm Gulf Stream current up the east coast of North America. As a result, the Northern Hemisphere cools and the Southern Hemisphere warms.

    Over the last 150,000 years, there have been 14 of these events. We could see evidence of them in the sediment cores. Every gush of fresh water in the Atlantic triggered higher rainfall over northern Australia because of the buildup of heat in the Southern Hemisphere as the Gulf Stream slowed.

    What does this mean for the monsoon?

    All this suggests the Indo-Australian monsoon will get more intense as the world gets hotter and more ice melts.

    That would mean a wetter northern Australia. It could also bring more rainfall to other Australian regions, and neighbouring countries. At this stage, it’s too uncertain to predict what an intensifying monsoon would do to the southern parts of Australia.

    We might already be seeing this shift. Weather records since the 1960s show northern Australia getting steadily wetter, and less rain in Australia’s southeast and southwest.

    What would this mean for people? Australia’s tropical north is not densely populated, which would reduce the human impact of an intensifying monsoon.

    But while our research suggests the Indo-Australian monsoon strengthens during Heinrich events, earlier research has shown the East Asian and other Northern Hemisphere monsoons will weaken. Without reliable monsoonal rains, food and water supplies for billions of people could be at risk.
