  • MIL-OSI Security: Man jailed for murder after detectives retrieve CCTV that disproves his claim of self-defence

    A man who claimed self-defence after he murdered Bajram Luli has been jailed.

    Sabin Manda, 32 (27.08.92) of no fixed address appeared at Inner London Crown Court on Friday, 11 October where he was sentenced to life imprisonment to serve a minimum of 17 years.

    Manda had previously been found guilty of murdering 27-year-old Bajram Luli at the same court on Thursday, 26 September.

    The pair had been involved in a dispute over drugs in Sudbury Heights Avenue, Greenford, on 11 March 2024.

    Manda claimed he attacked Bajram in self-defence after fearing for his own life. However following the incident he went ‘off the grid’ claiming he was worried about possible retaliation.

    In the meantime, detectives had secured CCTV footage which captured the attack and showed it was unprovoked. As a result of extensive enquiries using a range of techniques Manda was located and arrested.

    Detective Inspector Adam Guttridge, Specialist Crime South, said: “The investigation team worked long and hard to locate footage of this incident that helped disprove Sabin Manda’s version of events.

    “Our enquiries confirmed that he launched an unprovoked attack on Bajram and Manda will now face many years in prison where he can contemplate the consequences of his actions.

    “I sincerely hope that can only hope his conviction brings some comfort to Bajram’s family. My thoughts are with them today. ”

    The first Mediterranean regional simulation-based training exercise for anti-trafficking practitioners from OSCE participating States and Partners for Co-operation concluded today in Vicenza, Italy, at the premises of the Centre of Excellence for Stability Police Units (CoESPU).
    In the framework of this week-long training, more than 50 anti-trafficking practitioners from Italy, Malta, Spain, Algeria, Egypt and Tunisia came together to solve complex cases of human trafficking. The training scenario incorporated complex and diverse migratory flows across multiple States, demonstrating how criminal groups exploit the vulnerability of migrants and displaced persons to traffic them into labour exploitation, sexual exploitation or forced criminality. The training brought together a wide range of professionals from across the anti-trafficking ecosystem, including prosecutors, labour inspectors, social workers, criminal and financial investigators, lawyers, NGO workers and migration officers. Participants were trained on their individual roles, as well as on how to effectively co-operate with their counterparts in the identification of trafficking victims and detection, investigation and prosecution of human trafficking crimes. In this context, the practitioners had the chance to practice and master their skills in multi-agency collaboration, applying victim-centred and trauma-informed approaches.
    “With Mediterranean security indivisible from security within the OSCE region at large, the Mediterranean regional simulation-based training exercise demonstrated the lasting value and continued collaboration between the OSCE, participating States, and Mediterranean Partners for Co-operation, and how strengthening efforts to combat trafficking in human beings contributes to improved security across the wider region,” said Dr. Kari Johnstone, the OSCE’s Special Representative and Co-ordinator for Combating Trafficking in Human Beings, in her closing remarks.   
    First implemented in 2016, the OSCE’s simulation-based trainings remain a highly relevant training tool to enhance the capacity of OSCE participating States and Partners for Co-operation to promptly identify and assist presumed victims of trafficking in human beings as well as investigate and prosecute perpetrators through the use of a multi-agency, victim-centred, trauma-informed, gender-sensitive and human rights-based approach. 
    This activity was implemented with the financial support from the Governments of France, Germany, Ireland, Luxembourg, Liechtenstein, Malta, Monaco, Switzerland and the US, as well as the Republic of Italy, which also provided in kind contributions.

    Chinese premier urges relevant countries to respect China’s peace efforts in South China Sea

    VIENTIANE, Oct. 11 — Chinese Premier Li Qiang said here Friday that relevant countries outside the region should respect and support China’s joint efforts with regional countries to maintain peace and stability in the South China Sea and play a constructive role in regional peace and stability.

    Li made the remarks when addressing the 19th East Asia Summit in Vientiane.

    He said that regional development and prosperity cannot be achieved without peace and stability in the South China Sea, adding that the Chinese side has always been committed to abiding by international law, including the United Nations Convention on the Law of the Sea, and following the Declaration on the Conduct of Parties in the South China Sea.

    China has always insisted on resolving differences with the countries concerned through dialogue and consultation and on actively carrying out practical cooperation at sea, Li said.

    At present, China and ASEAN countries are actively promoting the consultation on the Code of Conduct in the South China Sea, and striving for its early conclusion, he added.

    In the last decade, a pronounced form of environmental crime has been present in Montenegro and the region, including illegal activities in forestry, land, stone, riverbeds and sand exploitation, destruction of nature’s biodiversity, as well as illegal construction, which poses a significant threat to natural resources and public health. In the fight against environmental crime, a holistic approach, co-operation and data exchange amongst institutions is of key importance.
    This was conclusion of the regional workshop “Fighting Environmental Crime in Montenegro and the Balkans region”, organized by the Environment Protection Agency of Montenegro, the French Embassy in Podgorica, and the OSCE Mission to Montenegro from 8 to 10 October at the Plavnica Eco Resort.
    The event gathered around 50 representatives of the police, judicial and prosecutorial institutions, international organizations and NGOs from the region, as well as from Bulgaria, Greece and France, who discussed the ways of fighting against crimes that affect the environment and institutional co-operation and coordination in addressing environmental crimes.
    Opening the event, Stephen Harmon, the OSCE Mission’s Security Co-operation and Governance Programme Manager, stated that the OSCE worked with Montenegrin institutions to strengthen their capacity and efficiency in addressing environmental crime. “We supported the ‘Environmental crime in Montenegro’ analysis, which detailed environmental crimes in the country, together with recommendations on how to combat them. “A long time ago we were given one task, to be stewards of this world, our home the only one we will ever have. Our efforts have been poor at best. We are gathered here to renew our commitment in unity to that task,” said Harmon.
    The Ambassador of France to Montenegro, Anne-Marie Maskay, said that the country’s diverse ecosystems, including national parks, rivers, and coastal areas, were under siege from various forms of environmental crime. “While Montenegro has made substantial progress in establishing a legal framework to protect its environment, significant gaps remain. The implementation of this framework is often incomplete due to insufficient resources, lack of trained personnel, and also corruption that hamper the effective monitoring and enforcement of environmental regulations,” said Ambassador Maskay. She added that more stringent laws were necessary that specifically addressed environmental crime, but also underscored the need to establish specialized environmental police units.
    Zoran Brđanin, Director of the Police Directorate, stated that police analysis, intelligence and operational data and initiated investigative criminal and misdemeanour proceedings show the presence of environmental crime in Montenegro. “It is precisely for this reason that the Police Directorate recognized this form of crime in the latest update of the Serious and Organized Crime Threat Assessment – SOCTA and included it in the list of national priorities. In the coming period, the Police Directorate will implement proactive investigative measures and actions to prove criminal acts related to the abuse of official position and provision of logistical support to persons who carry out criminal activities in forestry. In addition, conventional measures and actions and will be intensified during the wood cutting season,” said Brđanin.
    Milan Gazdić, Director of the Environment Protection Agency of Montenegro, stated that activities such as illegal logging, wildlife smuggling and hazardous waste disposal disrupt ecosystems and undermine the efforts for sustainable development. “This workshop provides an opportunity to strengthen co-operation among all actors. With the knowledge and commitment of all present, I am convinced that we will make significant progress in the fight against environmental crime,” said Gazdić, adding that one of the key results in Montenegro will be the formation of the National Working Group, which represents an important step towards improving the efficiency of environmental protection in Montenegro.
    This three-day regional workshop was a follow-up on the event the Mission organized in June, when representatives of Montenegrin institutions gathered to discuss their co-operation in promoting environmental protection and addressing environmental crimes.

    Mr. Chair, Prime Minister Siphandone, thank you for your warm welcome and congratulations on your leadership of ASEAN this year. 
     
    Distinguished leaders of ASEAN,
     
    Excellencies,
     
    Ladies and gentlemen,
     
    For nearly six decades, the family of South-East Asian countries has blazed a path of collaboration.
     
    Every day, you grow more integrated, dynamic and influential.
     
    And our ASEAN-UN partnership is growing ever stronger, too and it is today a strategic partnership from the UN point of view.
     
    The ASEAN-UN Plan of Action is making important progress across the political, security, economic and cultural fronts.
     
    I am particularly grateful for the important contribution of ASEAN members to our peacekeeping operations.
     
    Allow me to express my total solidarity with the Indonesian delegation. Two Indonesian peacekeepers [serving in Lebanon] were wounded by Israeli fire. We are together with you and the Indonesian people at this time.
     
    I also welcome your work on the preparation of the Community Vision 2045.
     
    This region has always been about looking ahead.
     
    And so is the Pact for the Future, adopted last month at the United Nations.
     
    We need to keep looking ahead.  
     
    Let me point to four key areas. 
     
    First, connectivity — your theme for the year.
     
    We start with a fundamental objective: technology should benefit everyone.
     
    Across Southeast Asia, broadband and mobile internet connectivity has soared. Yet the digital divide persists. 
     
    And a new divide is now with us — an Artificial Intelligence divide. 
     
    Every country must be able to access and benefit from these technologies.
     
    And every country should be at the table when decisions are made about their governance.
     
    The Pact for the Future includes a major breakthrough — the first truly universal agreement on the international governance of Artificial Intelligence that would give every country a seat at the AI table.
     
    It also calls for international partnerships to boost AI capacity building in developing countries.
     
    And it commits governments to establishing an independent international Scientific Panel on AI and initiating a global dialogue on its governance within the United Nations.
     
    Second, finance. 
     
    International financial institutions can no longer provide a global safety net – or offer developing countries the level of support they need.
     
    The Pact for the Future says clearly: we need to accelerate reform of the international financial architecture.
     
    To close the financing gap of the Sustainable Development Goals. 
     
    To ensure that countries can borrow sustainably to invest in their long-term development. 
     
    And to strengthen the voice and representation of developing countries.
     
    This includes calling on G20 countries to lead on an SDG Stimulus of $500 billion a year.
     
    Substantially increasing also the lending capacity of Multilateral Development Banks.
     
    Recycling more Special Drawing Rights.
     
    And restructuring loans for countries drowning in debt.
     
    Third, climate.
     
    ASEAN countries are feeling the brunt of climate chaos – disasters like Super Typhoon Yagi – while the 1.5 degree goal is slipping away.
     
    We need dramatic action to reduce emissions.
     
    The G20 is responsible for 80 per cent of total emissions – they must lead the way.
     
    I welcome the pioneering Just Energy Transition Partnerships in Indonesia and Vietnam.
     
    By next year, every country must produce new NDCs aligned with limiting the global temperature rise to 1.5 degrees Celsius.
     
    Developed countries must keep their promises to double adaptation finance.
     
    And we need to see significant contributions to the new Loss and Damage Fund.
     
    Every person must be covered by an alert system by 2027, through the United Nations’ Early Warnings for All Initiative. 
     
    We must secure also an ambitious outcome on finance at COP29.
     
    Fourth and finally, peace.
     
    I recognize your constructive role in continuing to pursue dialogue and peaceful means of resolving disputes from the Korean Peninsula to the South China Sea. 
    And I salute you for doing so in full respect of the UN Charter and international law – including the UN Convention on the Law of the Sea.
     
    Meanwhile, Myanmar remains on an increasingly complex path.
     
    Violence is growing.
     
    The humanitarian situation is spiralling.
     
    One-third of the population is in dire need of humanitarian assistance.  Millions have been forced to flee their homes. 
     
    Seven years after the forced mass displacement of the Rohingya, durable solutions seem a distant reality.
     
    I support strengthened cooperation between the UN Special Envoy and the ASEAN Chair on innovative ways to promote a Myanmar-led process, including through the effective and comprehensive implementation of the ASEAN Five-Point Consensus and beyond.
     
    The people of Myanmar need peace. And I call on all countries to leverage their influence towards an inclusive political solution to the conflict and deliver the peaceful future that the people of Myanmar deserve.
     
    Excellencies,
     
    ASEAN exemplifies community and cooperation.
     
    You are far more than the sum of your parts.
     
    In a world with growing geopolitical divides, with dramatic impacts on peace and security and sustainable development, ASEAN is a bridge-builder and a messenger for peace.
     
    Peace that is more necessary than ever, when we see the immense suffering of the people in Gaza, now extended to Lebanon, not forgetting Ukraine, Sudan, Myanmar and so many others.
     
    Allow me to tell you that the level of death and destruction in Gaza is something that has no comparison in any other situation I have seen since I became Secretary-General.
     
    I am extremely grateful for your constant efforts to keep our world together.
     
    You play a key role in shaping a world that is prosperous, inclusive and sustainable with respect for human rights at its heart.
     
    And you can always count on my full support and that of the United Nations in this essential effort.

  • MIL-OSI Security: NATO Secretary General to visit Supreme Headquarters Allied Powers Europe and Clay Barracks in Germany

    On Monday, 14 October 2024, NATO Secretary General Mark Rutte will visit Supreme Headquarters Allied Powers Europe (SHAPE) and will travel to Germany.

    At SHAPE, Mr Rutte will meet Supreme Allied Commander Europe (SACEUR), General Christopher Cavoli, and other senior officers. 

    In the afternoon, NATO Secretary General will travel to Wiesbaden, where he will meet the German Minister of Defence, Mr Boris Pistorius, and visit the site of NATO’s Security Assistance and Training – Ukraine (NSATU) command.

    There will be no media opportunity.

  • MIL-OSI United Nations: African Countries Commit to Strengthen Cooperation to Better Protect Migrants

    Addis Ababa, 11 October 2024 – Over 300 representatives from African member states, stakeholders, the UN system, and the African Union Commission, gathered for the second Africa review of the Global Compact for Safe, Orderly and Regular Migration (GCM). Co-convened by the International Organization for Migration (IOM) and the United Nations Economic Commission for Africa (UN ECA) on behalf of the UN Migration Network, the discussions from the three-day event will help inform the International Migration Review Forum (IMRF) in 2026. 

    At a time of worsening global tensions around migration, the gathering underscored the commitment of African countries to the GCM. The conference focused on concrete steps to address migration challenges and opportunities. Key outcomes included stronger commitments to improve migrant protection, enhance data for evidence-based policymaking and reshape narratives to highlight migration as an opportunity for development.
    “This review marks a significant step in turning migration commitments into action, ensuring that migrants are recognized as catalysts for positive change and economic growth,” said IOM Director General and Coordinator of the UN Network on Migration, Amy Pope. 

    There is an urgent need for regular migration pathways and stronger international cooperation to ensure migration is safe, orderly, and humane. The GCM’s Capacity Building Mechanism has already supported 16 UN country teams and four governments in Africa, while the Migration Multi-Partner Trust Fund has financed eight Joint Programmes on the continent.  Recent efforts have also been bolstered by new funding pledges, including £4 million from the United Kingdom and the first contributions from sub-Saharan Africa, with Eswatini and Kenya stepping forward.
    “Since Africa is a hub for dynamic and complex human mobility characterized by mixed and irregular migration, the GCM offers an important opportunity for Member States to address all aspects of their migration governance in a comprehensive manner,” stated the Minister of Justice of Ethiopia, Dr. Gedion Timothewos.

    In her opening remarks, H.E. Minata Samate Cessouma, Commissioner for Health, Humanitarian Affairs and Social Development at the African Union Commission, said: “Migration is an opportunity for the African continent, both for the countries of origin of migrants and for transit and destination countries. We need to intensify our cooperation if we want to unlock the potential of migration and achieve the objectives of the GCM. The recommendations of this review meeting will be brought to the table of Heads of State at the next African Union Summit so that action can be taken.” 

    Claver Gatete, ECA Executive Secretary, outlined five priorities to harness migration’s potential: “To make migration a dynamic force for sustainable development across Africa, we must address the barriers impeding its positive impact through five priorities: prioritize the mutual recognition of skills and qualifications across African borders; allow the portability of social benefits such as pensions and healthcare; accelerate the African Continental Free Trade Area for greater labour mobility; integrate climate-induced displacement; and include migration data into national censuses and facilitating cross border collaboration for data collection.”

         Police will implement crowd safety management measures and special traffic arrangements in Kowloon and New Territories this weekend (October 12 and 13) to facilitate the holding of the Hong Kong Cyclothon.     On the morning of October 13, the 50km and 32km rides will start at Salisbury Road near the Empire Centre and take route via West Kowloon and New Territories South before finishing at the Jordan Road flyover. Other races will also be held at East Tsim Sha Tsui and Hung Hom area.     Depending on the prevailing crowd situation, the Police will consider implementing crowd safety management measures in the vicinity of the racecourse and other crowded areas in Tsim Sha Tsui.A.     Sailors, Marines and civilians serving aboard Marine Corps Air Station Cherry Point celebrated the 249th Birthday of the United States Navy with a cake cutting ceremony at the base dining facility Wednesday, October 9.

    “This year’s theme, “Warfighting Strength and Readiness” should echo in our minds as we serve aboard “America’s Air station,” said Navy Captain Sean Barbabella, Commander of Naval Health Clinic Cherry Point and the ceremony’s kenote speaker. “MCAS Cherry Point is a critical component of the strength and readiness of the Navy and has been since it’s authorization by Congress in 1941.”

    The cake cutting ceremony was part of a larger celebration that included a special meal served at the DFAC.

    Congratulations LSSR Andrea Ordinola Valdez, on becoming a United States citizen, Oct. 8, 2024, during the Naturalization Oath of Allegiance to the United States of America ceremony.

    Throughout our history, the United States has welcomed immigrants from all over the world who have helped shape and define our country. Granting citizenship to eligible lawful permanent residents is vital to our nation’s security, economic prosperity, and a future built on the principles of the U.S. Constitution.

    “The Navy is the most powerful and greatest institution worldwide, so I was excited when my recruiter told me I had the requirements to join, such as having a green card, a Social Security number, and my certificates and academic degrees,” said Ordinola Valdez. “I was interested in the rate or career related to business, logistics and administration.”

    Ordinola Valdez attended one of Peru’s most prestigious universities, Universidad Nacional de San Agustin, studying economics and logistics and earning an undergraduate degree. Additionally, she has a master’s in business management and a PhD in administration.

    She was a professor in universities in Tacna, Jorge Basadre Grohmann University, and Private University of Tacna. She studied at San Agustin University and held the number one ranked position during the development of her career. She also won the Criscos Scholarship to study in Argentina, and ultimately returned to the city where she was born to share her knowledge with local youth in Tacna.

    “My parents always taught me ethics, honesty and the importance of work, since work dignifies human beings,” said Ordinola Valdez. “I’m a person with solid ethical values and a professional at work. These are the values that my parents instilled in me.”

    Today, Ordinola Valdez serves as a logistics specialist responsible for operating financial accounting systems and managing inventories of repair parts and general supplies that support ships, squadrons and shore-based activities.

    “I like all the activities in the office and in the storerooms, the training to learn more about the Navy and the different programs, and to learn more about logistics,” said Ordinola Valdez. “It is the perfect job that combines physical and mental activity.”

    A man has been jailed for the manslaughter of 18-year-old Yusuf Mohamoud in Finchley after Met detectives used CCTV and mobile phone data to identify him as the killer.

    Tyrese Jennings, 21 (06.03.03), of Lichfield Grove, N3 was found guilty of manslaughter at the Old Bailey on Thursday, 11 July. He was sentenced at the same court on Wednesday, 9 October, to 13 years’ imprisonment.

    Detective Chief Inspector Tom Williams, Specialist Crime, said: “Our thoughts today are with Yusuf’s family. He was a young man with his life ahead of him and they continue to grieve his untimely loss.

    “I hope seeing the conviction and today the sentencing of Jennings brings them some small comfort.”

    An investigation was launched after police were called to reports of a stabbing in Regent’s Park Road, N3, at 21:40hrs on Monday, 7 August 2023.

    Officers attended along with the London Ambulance Service. Yusuf, from Enfield, was found seriously injured. Sadly he died at the scene from a stab wound to the neck.

    Detectives found that Yusuf had left his home earlier that evening and arrived in the area at around 21:00hrs in a car with a number of friends. They got out and went into a nearby restaurant.

    Jennings was one of a group of three males who confronted Yusuf when he left the restaurant. During the ensuing altercation, Yousuf was stabbed in the neck and the three males made off.

    Detectives from Specialist Crime began an investigation and using CCTV and mobile phone analysis quickly identified the three males as Jennings and two boys, aged 15 and 16 years.

    Jennings was arrested on 14 August and charged with murder. He was found guilty of manslaughter on Thursday, 11 July, following an Old Bailey trial. He was found not guilty of murder.

    The two boys, who cannot be named for legal reasons, were also charged with murder. They were found not guilty of all offences at the same court.

    SEOUL, South Korea — Republic of Korea (ROK) President Yoon Suk Yeol presented Commander, U.S. Naval Forces Korea (CNFK) Rear Adm. Neil Koprowski with the ROK Presidential Unit Citation (PUC), during the 76th Annual ROK Armed Forces Day Ceremony in Seoul, October 1.

    The ROK PUC is the highest unit honor that the ROK president can bestow on a military unit and recognizes the efforts of all the Sailors of CNFK for “outstanding contribution to the defense of the Republic of Korea.”
    Over the last year, CNFK has supported multiple port visits in Busan and Jeju, including three carrier strike groups, amphibious strike and amphibious ready groups, the Ohio-class ballistic missile submarine, USS Kentucky (SSBN 737) and the Virginia-class fast-attack submarine USS Vermont (SSN 792). CNFK also coordinated trilateral partnerships with Republic of Korea Navy and Japan Maritime Self-Defense Force.

    “We are incredibly honored by President Yoon’s personal recognition on behalf of CNFK,” said Koprowski. “This award is a testament to the ironclad commitment to the ROK-U.S. alliance and a true reflection of the work being done every day by ROK and U.S. Sailors from CRF and CNFK. Our collaboration with the ROK Navy ensures we remain ready and vigilant, working together to safeguard the security of this great nation.”

    The conferral of the PUC marks the fourth time a U.S. Navy command has received the prestigious award since 1950. Previous recipients of the award include CNFK in 2017 and U.S. Navy Task Forces 90 and 95 in periods bridging 1950-1951 during the Korean War.

    SAN FRANCISCO — Nearly 50 Sailors and Marines participated in urban search and rescue training with members of the San Francisco Fire Department during San Francisco Fleet Week 2024 on October 9.

    The training was held on Treasure Island, an artificial island in San Francisco Bay and home to Naval Station Treasure Island, a former United States Navy facility that operated there from 1942 to 1997. Today, Treasure Island hosts the San Francisco Fire Department’s Training Facility.

    Doug Johnson, a firefighter with the San Francisco Fire Department (SFFD) and an instructor for the Northern California Rescue Training team, explains the importance of these integrations.

    “In the case of a natural disaster, if everyone has basic skill sets that can be depended upon to execute a need, it allows for a much more coordinated use of personnel,” said Johnson. “If I can turn to a group of military service members as a single resource and say, ‘Hey, here’s what we need to accomplish—are you capable of helping?’ it just makes it easier for those who have training on our side to pass off some of the responsibility.”

    According to attending service members, some key takeaways from the event included safety, supervision, and executing tasks methodically. U.S. Navy Lt.j.g. Henry Gao, the repair division officer aboard the amphibious transport dock ship USS Somerset (LPD 25), shared his experience from the training.

    “All of these activities are fun training, but you obviously need to know all the precautions, check before you do anything that might be dangerous, and have a full plan for what it should look like if it’s safe. And, of course, if something looks dangerous, you need to know how to avoid the situation,” said Gao.

    U.S. Marine Corps SSgt. Talon Wolfe, assigned to Somerset, also weighed in. “Being able to get involved with the community was huge,” said Wolfe. “My biggest takeaway was that, with this training, we’re able to showcase that we can do a lot more than we initially thought. Today, I worked with a team of other Sailors and Marines to lift a 6,000-pound slab of concrete.”

    Deputy Chief of Operations for the SFFD, Darius Luttropp, shared his perspective on having service members integrate with firefighters and instructors during San Francisco Fleet Week 2024.

    “All the Fleet Week training and Defense Support of Civil Authority exercises are both great opportunities to highlight civilian services and the military,” said Luttropp. “They give us a chance to see how each other operates. We truly get to see the value of interaction, motivation, drive, desire, and willingness. The tempo at which the military works is very similar to how the fire department operates. It’s always been a great collaborative relationship.”

    Fleet Week, now in its 43rd iteration, is a time-honored sea service celebration that allows citizens of the Bay Area to witness today’s maritime capabilities firsthand. Nearly 2,500 Sailors, Marines, and Coast Guardsmen will showcase their skills and equipment, participate in various community service events, and enjoy the hospitality of the Bay Area.

    YOKOSUKA, Japan – Fiscal Year 2024 (FY24) was filled extremely demanding and diverse mission sets for the SRF-JRMC Dive Lockers.

    Throughout the year, divers from SRF-JRMC Yokosuka and Detachment Sasebo supported 18 fly-away taskings, responding to numerous CASREPS and emergent repairs in locations such as Singapore, Guam, Manila, Malaysia, Subic Bay, and Thailand. This required heavy coordination between SRF-JRMC Dive Locker leadership, Commander Logistics Group Western Pacific, Commander Task Force 73 (CFT-73), Southwest Regional Maintenance Center, and Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility. The efforts of the SRF-JRMC divers ensured all mission objectives would be completed, supporting all Forward Deployed Naval Fleet warships in the 7th fleet area of responsibility without impacting regularly scheduled production in Yokosuka or Sasebo.

    In December, the divers supported tasks in three different locations simultaneously: support of the USS Manchester (LCS 14) in Singapore, support of the USS Oakland (LCS 24) in Guam, and support of Mobile Diving & Salvage Unit-1 onboard the USNS Salvor (T-ARS 52) conducting salvage operations following an Osprey crash off the coast of Yakushima, Japan. There, they conducted personnel recovery and gathered vital information for the Air Force post-crash investigation team.

    SRF-JRMC Sasebo Detachment divers conducted over 230 underwater ship husbandry dives for Sasebo forward-deployed vessels as part of regularly scheduled maintenance. They also provided support for unique technical tasks such as troubleshooting the USS Rushmore’s (LSD 47) propeller systems and a controlled waterborne monitoring of a challenging pier side repair of the New Orleans (LPD 18).

    At SRF-JRMC Yokosuka, divers completed 469 underwater ship husbandry dives, including the final repair availability of USS Ronald Reagan (CVN-76) before leaving it redeployed to the United States. They worked with the United Kingdom Ministry of Defense to perform urgent running gear inspections and clear fouling for HMS Spey (P234), allowing the ship to return to sea for their Pacific Patrol and avoid a dry docking.

    SRF-JRMC Yokosuka divers, with assistance from its Sasebo Dive Locker, supported outside entities in FY24, such as the Underwater Construction Team TWO (UCT2). With Sasebo divers assisting, they conducted underwater cutting and welding operations for pier repairs in Yap, Federated States of Micronesia. SRF-JRMC Yokosuka divers also supported the inspection and repairs of fleet mooring chains in Yokosuka and provided support of a significant underwater repair of the USS Canberra (LCS 30) at the Southwest Regional Maintenance Center in San Diego.

    The Fiscal Year 2025 (FY25) schedule for the SRF-JRMC Dive Lockers is already shaping up to be even busier than 2024 as more ships are added to the Forward Deployed Naval Forces (FDNF) and the number of U.S. naval patrols in the Pacific increases. In response, the SRF-JRMC Yokosuka Dive Locker is qualifying more Japanese Master Labor Contractors (MLCs) in diving operations who will continue operations when the U.S. Navy divers are deployed from home station. The SRF-JRMC Yokosuka Dive Locker is the only multinational U.S. Navy dive locker.

    No matter what is asked of the SRF-JRMC Dive Lockers in FY25, they will stand ready to carry forward the motto of the command “Nan Demo Dekimasu!”; “We Can Do Anything!”

    For over 75-years, U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) has been the linchpin of U.S. naval operations in the Indo-Asia-Pacific region by providing intermediate-level and depot level repair for the ships of the U.S. Navy and the U.S. Seventh Fleet.

    Birmingham City Council’s community safety team is working in partnership with Turnaround West Midlands to create safety and support kits for sex workers across the city.

    The kits will contain essential items that can help ensure well-being, such as personal hygiene products, contraception, safety tools and informational resources, and will be given out during outreach patrols by Turnaround. Funding for this initiative was secured through the Safer Street 5 programme.

    To create the kits, we need the help and support from the community. If you would consider donating a new or gently used handbag that can be used for this purpose, your contribution would play a significant role in empowering individuals within this community, providing them not only with practical items but also with a sense of dignity and care.

    “They will be provided in a handbag, giving people who need them a sense of dignity, while also providing essential items.

    “I would urge anybody who can help by supplying a handbag to do so at one of the drop off points and they will be filled with health and hygiene products, which can ensure the safety and well-being of sex workers in Birmingham.”

    POINT MUGU, Calif. – The Naval Air Warfare Center Weapons Division team delivered a crucial mission data file ahead of schedule, significantly accelerating the normal production timeline to support Marine Fighter Attack Squadron 314 aboard USS Abraham Lincoln (CVN 72).

    The NAWCWD team provided a comprehensive mission data file, essential for F-35 Lightning II operations. This file offers intelligence updates and design enhancements that enable pilots to identify and counter threats in specific operational environments. The update incorporated more than 100 intelligence changes and multiple design improvements, significantly enhancing the aircraft’s survivability and lethality.

    Under normal circumstances, this production process would require a much longer timeline. However, when the Abraham Lincoln and VMFA-314 were ordered from the U.S. 7th Fleet to U.S. 5th Fleet area of operations, the NAWCWD team acted quickly. In collaboration with Air Force partners, they expedited the process and completed the task in record time. This ensured the squadron’s readiness in theater.

    “Our team cut days off our timeline to release the data in support of theater priorities,” said Cmdr. Alexander Sandroni, commanding officer of the 513th Electronic Warfare Squadron at Eglin Air Force Base. “The scope and thoroughness of the update, combined with our accelerated timeline, highlighted the importance of open communication and adapting dynamically to the needs of our customers.”

    Through close collaboration across multiple disciplines — intelligence experts, engineers, testers, and data analysts — the team overcame technical challenges and compressed the production timeline by half. Their coordinated efforts were critical to enabling Electromagnetic Spectrum Operations and ensuring the mission data file’s timely delivery in support of joint operations in theater.

    Rear Adm. Keith A. Hash, commander of NAWCWD, praised the team’s quick response and focus on the mission — getting capabilities to the warfighter when they need them.

    “We rely on our dedicated, engaged, mission-focused team to deliver critical and relevant capabilities that provide our fighters a decisive advantage,” Hash said. “Pulling together, finding a way to accelerate this delivery, and seeing it through to the end is just one example of how this team continues to give our nation’s defenders the very best today, tomorrow, and into the future.”

    The team also overcame several technical challenges, ensuring rigorous testing and validation of the MDF. Their commitment to delivering high-quality, operationally-ready solutions contributed to the F-35’s enhanced capabilities and operational readiness.

    “The dedication, technical expertise, and commitment of our team were evident every step of the way,” Sandroni added. “They showed how much we can accomplish when we come together with a shared mission.”

    The timely delivery underscores NAWCWD’s essential role in providing innovative solutions and fleet support, enabling the Navy to stay ahead in a rapidly changing and increasingly competitive global environment.

    Under the command of Capt. James Tuthill, Annapolis completed missions vital to national security, bolstering operational maritime capabilities in the Pacific. During their deployment, the submarine participated in key bilateral operations with the French Navy and welcomed Rear Adm. Chris Cavanaugh, commander, Submarine Group Seven, during a port visit to Yokosuka, Japan.

  • MIL-OSI Global: Charging, not range, is becoming a top concern for electric car drivers

    The Biden administration is using tax credits, regulations and federal investments to shift drivers toward electric vehicles. But drivers will make the switch only if they are confident they can find reliable charging when and where they need it.

    Over the past four years, the number of public charging ports across the U.S. has doubled. As of August 2024, the nation had 192,000 publicly available charging ports and was adding about 1,000 public chargers weekly. Infrastructure rarely expands at such a fast rate.

    Agencies are allocating billions of dollars authorized through the 2021 Bipartisan Infrastructure Law for building charging infrastructure. This expansion is making long-distance EV travel more practical. It also makes EV ownership more feasible for people who can’t charge at home, such as some apartment dwellers.

    Charging technology is also improving. Speeds are now reaching up to 350 kilowatts – fast enough to charge a standard electric car in less than 10 minutes. The industry has also begun to shift to a standard called ISO 15118, which governs the interface between EVs and the power grid.

    This standard enables a plug-and-charge system: Just plug in the charger and you’re done, without contending with apps or multiple payment systems. Many existing chargers can be retrofitted to it, rather than needing to install totally new chargers.

    Tesla’s decision to open its reliable Supercharger network to non-Tesla vehicles promises to further expand access to fast chargers, although this shift is proceeding slowly.

    As a researcher studying adoption of EVs, I’m encouraged by these advancements. But there’s still a need to make the charging experience more reliable and accessible for everyone. Stories of charging woes abound online and are a popular focus for EV critics. Here are the key issues drivers are confronting.

    Broken, slow or inaccessible

    Although EV charging infrastructure has improved in the past several years, reliability is still a critical issue. For example, a 2022 study by researchers at the University of California, Berkeley, found that nearly 30% of public non-Tesla fast chargers in the Bay Area didn’t work. A national study in 2023 that used artificial intelligence models to analyze driver reviews of EV charging stations reached a similar result.

    These findings highlight the need for more robust maintenance and monitoring systems across charging networks. Federal guidelines require that chargers must have an average annual “uptime,” or functional time, greater than 97%, but this metric is not always as clear-cut as it sounds. While many charging-point operators report high uptime percentages, their figures often exclude factors such as slow charging speeds or incomplete charges that degrade users’ experience.

    Many drivers complain about throttling – chargers that dispense electricity at less than the maximum rate the car is capable of accepting, so the car charges more slowly than expected. Sometimes this is normal: Cars will charge more slowly as their battery gets closer to full in order to avoid damaging the battery. Other factors can include weather conditions and the number of other vehicles simultaneously using the charging station.

    Drivers’ issues with chargers involve more than just uptime. Technical barriers, such as payment processing and vehicle-charger communication, sometimes can prevent a charge from starting or completing.

    To ensure that all EVs can charge smoothly at any network, groups such as the National Charging Experience Consortium and CharIN are bringing automakers, charging providers and national laboratories together to address these issues.

    Other obstacles are more local, such as long lines at charging stations and chargers that are blocked by parked cars, snowbanks or other obstacles. Finding vehicles with internal combustion engines parked in EV charger spots is common enough that it has a name: getting ICEd. There’s a clear need for more comprehensive solutions to help the charging experience keep pace with demand for EVs.

    A street-level view

    At the University of California, Davis, we are working with the California Energy Commission to understand the range of charging obstacles that EV drivers face. As part of a three-year study, we are sending undergraduate students out to test thousands of chargers across the entire state of California.

    So far, our results show that just over 70% of charge attempts have succeeded. Many issues have caused failed charges, including traffic congestion at charging stations, damaged or offline chargers, difficulty using navigation apps to find charging stations, and malfunctioning chargers.

    Quantity and quality both matter

    As federal investments continue to pour money into EV charging, our findings indicate that it’s important to use these resources not only to expand the network but also to improve the user experience at every step.

    Areas for improvement include stricter oversight of charger maintenance; more robust uptime requirements that reflect real-world performance; and better collaboration between automakers, charging-point operators and software providers to ensure that vehicles and chargers can work together seamlessly.

    The future of EV adoption depends not just on how many chargers are available, but on how reliable and easy they are to use. By addressing specific pain points that drivers face, policymakers and industry leaders can create a charging ecosystem that truly supports the needs of all EV drivers. Reliability is key to unlocking widespread confidence in the EV charging infrastructure and ensuring that it can keep pace with the growing number of electric vehicles on the road.

  • MIL-OSI Global: Why Trump accuses people of wrongdoing he himself committed − an explanation of projection

    Donald Trump has a particular formula he uses to convey messages to his supporters and opponents alike: He highlights others’ wrongdoings even though he has committed similar acts himself.

    On Oct. 3, 2024, Trump accused the Biden administration of spending Federal Emergency Management Agency funds – money meant for disaster relief – on services for immigrants. Biden did no such thing, but Trump did during his time in the White House, including to pay for additional detention space.

    This is not the first time he has accused someone of something he had done or would do in the future. In 2016, Trump criticized opponent Hillary Clinton’s use of an unsecured personal email server while secretary of state as “extreme carelessness with classified material.” But once he was elected, Trump continued to use his unsecured personal cellphone while in office. And he has been criminally charged with illegally keeping classified government documents after he left office and storing them in his bedroom, bathroom and other places at his Mar-a-Lago estate.

    More recently, the Secret Service arrested a man with a rifle who was allegedly planning to shoot Trump during a round of golf. In the wake of this event, Trump accused Democrats of using “inflammatory language” that stokes the fires of political violence. Meanwhile, Trump himself has a long history of making inflammatory remarks that could potentially incite violence.

    As a scholar of both politics and psychology, I’m familiar with the psychological strategies candidates use to persuade the public to support them and to cast their rivals in a negative light. This strategy Trump has used repeatedly is called “projection.” It’s a tactic people use to lessen their own faults by calling out these faults in others.

    Projection abounds

    There are plenty of examples. During his Sept. 10, 2024, debate with Vice President Kamala Harris, Trump claimed that Democrats were responsible for the July 13 assassination attempt against him. “I probably took a bullet to the head because of the things that they say about me,” he declared.

    Earlier in the debate he had falsely accused immigrants in Springfield, Ohio, of eating other people’s pets – a statement that sparked bomb threats and prompted the city’s mayor to declare a state of emergency.

    Similarly, congressional investigators and federal prosecutors have found that Trump’s remarks called thousands of people to Washington, D.C., on Jan. 6, 2021, encouraging them to violently storm the Capitol in order to stop the counting of electoral votes.

    Trump isn’t the only politician who uses projection. His running mate, JD Vance, claimed “the rejection of the American family is perhaps the most pernicious and the most evil thing the left has done in this country.” Critics quickly pointed out that his own family has a history of dysfunction and drug addiction.

    Projection happens on both sides of the political aisle. In reference to Trump’s proposed 10% tariff on all imported goods, the Harris campaign launched social media efforts to condemn the so-called “Trump tequila tax.” While Harris frames this proposal as a sales tax that would devastate middle-class families, she deflects from the fact that inflation has made middle-class life more expensive since she and President Joe Biden took office.

    How it works

    Projection is one example of unconscious psychological processes called defense mechanisms. Some people find it hard to accept criticism or believe information that they wish were not true. So they seek – and then provide – another explanation for the difference between what’s happening in the world and what’s happening in their minds.

    In general, this is called “motivated reasoning,” which is an umbrella phrase used to describe the array of mental gymnastics people use to reconcile their views with reality.

    Some examples include seeking out information that confirms their beliefs, dismissing factual claims or creating alternate explanations. For example, a smoker might downplay or simply avoid information related to the link between smoking and lung cancer, or perhaps tell themselves that they don’t smoke as much as they actually do.

    Motivated reasoning is not unique to politics. It can be a challenging concept to consider because people tend to think they are fully in control of their decision-making abilities and that they are capable of objectively processing political information. The evidence is clear, however, that there are unconscious thought processes at work, too.

    Influencing the audience

    Audiences are also susceptible to unconscious psychological dynamics. Research has found that over time, people’s minds subconsciously attach emotions to concepts, names or phrases. So someone might have a particular emotional reaction to the words “gun control,” “Ron DeSantis” or “tax relief.”

    And people’s minds also unconsciously create defenses for those seemingly automatic emotions. When a person’s emotions and defenses are questioned, a phenomenon called the “backfire effect” can occur, in which the process of controlling, correcting or counteracting mistaken beliefs ends up reinforcing the person’s beliefs rather than changing them.

    For instance, some people may find it hard to believe that the candidate they prefer – whom they believe to be the best person for the job – truly lost an election. So they seek another explanation and accept explanations that justify their beliefs. Perhaps they choose to believe, even in the absence of evidence, that the race was rigged or that many fraudulent votes were cast. And when evidence to the contrary is offered, they insist their views are correct.

    A way out

    Fortunately, research shows specific ways to reduce people’s reliance on these automatic psychological processes, including reiterating and providing details of objective facts and – importantly – attempting to correct untruths via a trusted source from the same political party.

    For instance, challenges to Democrats’ belief that the Trump-affiliated conservative agenda called Project 2025 is “dangerous” would be more effective coming from a Democrat than from a Republican.

    Similarly, a counter to Trump’s claim that the international community is headed toward World War III with Democrats in the White House would be stronger coming from one of Trump’s fellow Republicans. And certainly, statements that Trump “can never be trusted with power again” carries more weight when it comes from the lips of former Republican Vice President Dick Cheney than from any member of the Democratic Party.

    Critiques from within a candidate’s own party are not out of the question. But they are certainly improbable given the hotly charged climate that is election season 2024.

  • MIL-OSI Global: LGBTQ rights: Where do Harris and Trump stand?

    Polls show that LGBTQ rights will likely factor into most Americans’ pick for president this November as they choose between former Republican President Donald Trump and Vice President Kamala Harris, a Democrat.

    A March 2024 survey by independent pollster PRRI found that 68% of voters will take LGBTQ rights into consideration at the polls. Fully 30% stated that they would vote only for a candidate who shares their views on the issue.

    It is no coincidence, then, that LGBTQ rights issues feature prominently in the party platforms.

    The Republican Party’s electoral promises include cutting existing federal funding for gender-affirming care and restricting transgender students’ participation in sports. Meanwhile, the Democratic Party platform proposes to outlaw discrimination against LGBTQ people, including passing the Equality Act, which would prohibit discrimination based on sexual orientation and gender identity in housing, health care and public accommodations.

    As a legal scholar who has written extensively on the history of LGBTQ rights, I have seen that the clearest indication of how a politician will act once in office is not what they promise on the campaign trail. Instead, it’s what they have done in the past.

    Let’s examine their records.

    Trump restricted some LGBTQ rights

    Trump and his running mate, U.S. Sen. JD Vance of Ohio, are both relatively new to politics, so their records on LGBTQ rights issues are slim.

    Trump enacted two policies restricting LGBTQ rights early in his one term in office. The first was his 2017 executive order Promoting Free Speech and Religious Liberty, which reinforced that federal law must respect conscience-based objections to comply with the First Amendment. This order indirectly imperiled LGBTQ rights because many LGBTQ rights battles are fought over whether conservative Christian businesses run afoul of anti-discrimination laws when they refuse to serve same-sex couples.

    A few months later, Trump banned transgender individuals from serving in the U.S. armed forces. He ultimately revoked the directive, implementing instead a new policy that allowed existing transgender soldiers to remain in the military but barred new transgender recruits from enlisting.

    Vance has opposed trans rights

    Vance, a one-term senator, has accrued a record of trying to roll back the rights of transgender Americans during his short time in public office.

    Between 2023 and 2024, Vance introduced or sponsored five bills opposing trans rights. One seeks to restrict gender-affirming care for minors by imposing criminal sanctions on doctors who perform such surgeries; another aims to do the same by exposing physicians to civil liability for either prescribing gender affirming hormones or performing surgeries.

    Another Vance bill would expand health care workers’ ability to make conscience-based objections to transgender rights. One more would amend Title IX, which prohibits discrimination based on sex in education, to limit transgender student participation in athletics.

    Vance has also tried to pass legislation that would stop the Department of State from issuing passports with an unspecified “X” gender designation, a policy that launched in 2021. Gender-neutral passports allow transgender, intersex and nonbinary individuals to carry identity documents that reflect their gender identity and avoid what can be significant problems getting through airport security with misgendered IDs.

    Congress has not voted on any of these proposals.

    A ‘legislative priority’ for Harris

    Harris and her vice presidential pick, Minnesota Gov. Tim Walz, have both made LGBTQ rights a legislative priority throughout their long political careers.

    Harris initially took public office in 2003 as San Francisco’s district attorney. In that role, she established a hate crimes unit that prosecuted violence against LGBTQ youth in schools. She also trained prosecutors nationwide to counter the “gay panic” and “trans panic” defenses in court, which is when lawyers attempt to justify violence as a fear-based reaction to the victim’s sexual orientation or gender identity.

    Harris was elected California’s attorney general in 2011 and declined to defend the state’s ban on same-sex marriage when opponents challenged the law’s constitutionality before the U.S. Supreme Court. She also joined amicus briefs supporting transgender bathroom access after North Carolina barred transgender people from using bathrooms that did not match the gender on their ID.

    Harris, however, did not unequivocally champion LGBTQ rights. In 2015, she opposed two prisoners’ request for urgent gender-confirmation surgery. She has since called for a “better understanding” of transgender health needs.

    As a U.S. senator from 2017 to 2021, Harris sponsored bills proposing to better address distinct LGBTQ issues in health care and the criminal justice system. She also sponsored five Senate bills to prohibit discrimination based on sexual orientation and gender identity in employment, housing and public accommodations. Other bills she sponsored focused on LGBTQ youth, aiming to prohibit discrimination in child welfare programs and barring federal funds from supporting so-called conversion therapy of LGBTQ teens.

    The Senate did not vote on any of these bills.

    As vice president, Harris has been part of what advocates describe as the most pro-LGBTQ administration in U.S. history.

    Since 2021, President Joe Biden has issued multiple executive orders to combat discrimination against the LGBTQ community, including by eliminating the Trump-era restrictions on transgender military service. Biden also signed into law the Respect for Marriage Act, which changed the federal definition of marriage from “a man and a woman” to “two individuals.” The statute ensures that the federal government would continue to recognize same-sex unions if the Supreme Court ever reversed its decision to legalize marriage equality.

    Walz: Ally in the statehouse

    Harris’ vice-presidential pick has a similarly extensive record backing LGBTQ rights.

    As a U.S. representative from 2007 to 2019, Walz supported efforts to grant federal benefits to same-sex couples before marriage equality became federal law. He also co-sponsored many of the House versions of the same bills as Harris.

    As Minnesota’s governor, Walz has issued several executive orders promoting LGBTQ inclusion and equity and banned conversion therapy for minors. He also declared Minnesota as a “trans refuge state” that will not enforce laws interfering with children’s access to gender-affirming care.

    Starkly different records

    If elected, Trump has promised to cut federal funds for public schools that “push … gender ideology” and “keep men out of women’s sports.” Harris pledges to “defend the freedom to love who you love openly and with pride.”

    As citizens head to the polls in November, they can be confident that, on this topic at least, the candidates mean what they say.

    Work Furlough Inmate Missing from OCCC 

    HONOLULU — Oʻahu Community Correctional Center (OCCC) work furlough inmate Shaun E. Fleetwood failed to return to Module 20 today, Oct. 8, 2024.

    Fleetwood, 43, left Module 20 on a furlough pass this morning and was supposed to return by 10 a.m. today. The Department of Law Enforcement (DLE) Sheriffs Division and the Honolulu Police Department were notified.

    Fleetwood is 6 feet tall, approximately 177 pounds with green eyes and brown hair, but shaves his head. He is serving time for second-degree sexual assault.

    Fleetwood’s parole hearing was scheduled for December 2024.

    He now faces a second-degree escape charge, a Class B felony that is punishable by up to five years in prison, if convicted.

    He is a community custody inmate in the work furlough program with pass privileges. Community custody is the lowest classification status.

    Emergency legislation to be introduced.

    Emergency legislation will be introduced to Parliament to contribute to the sustainable long-term management of Scotland’s prison population, Justice Secretary Angela Constance told MSPs.

    The Bill, to be introduced in November, will propose a change to the release point for short-term prisoners serving sentences of less than four years. At present they are released at the halfway point of their sentence. Under these new proposals they will be released after serving 40% of their sentence, with prisoners serving sentences for domestic abuse or sexual offences excluded from the changes.

    The Justice Secretary said the wellbeing of victims and the safety of communities will be a priority when implementing the measures, and the Scottish Government will engage directly with victims organisations.

    The proposals, scheduled to come into effect from February next year, would apply to both those currently in prison and those sentenced in future. If backed by Parliament, it is estimated the changes could result in a sustained reduction to the prison population of between 260 and 390.

    The proposals in the legislation would also give Ministers powers to change the point of release under licence conditions for long-term prisoners serving sentences of four years or more. This follows the recent public consultation on long-term prisoner release, which highlighted various areas requiring more in-depth consideration with partners.

    While not currently proposed, contingency planning for the emergency early release of short-term prisoners is being undertaken, should it be needed to ensure the health and welfare of prison staff and prisoners during a continuing rise in the prison population.

    In her Parliamentary statement, Ms Constance underlined the importance of public safety and putting in place a sustainable long-term strategy to tackle the rising prison population.

    Speaking after delivering her statement, the Justice Secretary said:

    “I am prioritising actions that can deliver a sustained reduction to the prison population. Public safety remains paramount, which is why I am focusing on short-term prisoners only and with built-in exemptions.

    “I recognise the concerns that may arise from victims and their families and I am committed to working closely with victim support organisations on key issues.

    “The measures I have outlined are necessary to support prisons to continue to function effectively and I remain grateful to Scottish Prison Service staff for their continued resilience. We must ensure that we have a prison estate which houses those who pose a risk to the public and provides the full range of support needed for people to leave on a better path and never turn back.”

    These prison management measures follow yesterday’s announcement that victims of crime will receive improved support, advice and information under reforms to the Victim Notification Scheme that entitles victims or close relatives of homicide victims to certain information about the person responsible for the crime.

    • to address high numbers of individuals in prison on remand, for example ahead of trial or pre-sentence, introducing electronically-monitored bail, with the expansion of bail supervision to all areas. Usage of bail supervision is now at record levels
    • implementing measures in early July 2024 to enable courts to take into account time spent on electronically-monitored bail when sentencing, as Parliament legislated for in the Bail and Release from Custody (Scotland) Act 2023

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Washington, DC: Kuwait has a window of opportunity to implement needed fiscal and structural reforms to boost private sector-led inclusive growth and diversify its economy away from oil:

    • Gradual fiscal consolidation of about 12 percent of GDP is needed to reinforce intergenerational equity.
    • Structural reforms should focus on improving the business environment, attracting FDI, and unifying the labor market.
    • These reforms should be underpinned by continued prudent monetary and financial sector policies.
    • Economic statistics should be strengthened to support well-informed policymaking.

    Recent Developments, Outlook, and Risks

    1. Kuwait has a window of opportunity to implement needed fiscal and structural reforms. Political turmoil has gripped Kuwait in recent years, stalling reforms. The political gridlock was broken in May 2024, when H.H. the Amir Sheikh Meshaal al‑Ahmad al‑Jaber al‑Sabah dissolved the Parliament and suspended parts of the Constitution for up to 4 years, allowing reforms to be expedited.
    2. The economic recovery was disrupted in 2023, and inflation is moderating. Real GDP contracted by 3.6 percent in 2023. This economic downturn was concentrated in the oil sector, which contracted by 4.3 percent in 2023 due to an OPEC+ oil production cut. In addition, the non-oil sector is estimated to have contracted by 1.0 percent in 2023, primarily reflecting lower manufacturing activity in oil refining. Headline CPI inflation declined to 3.6 percent in 2023 reflecting lower core and food inflation. More recently, headline inflation moderated further to 2.9 percent (y-o-y) in August 2024, given lower housing and transport inflation.
    3. The external position remained strong in 2023. The current account surplus moderated to 31.4 percent of GDP in 2023, with a 10.3 percent of GDP reduction in the trade surplus from lower oil prices and production largely offset by a 7.4 percent of GDP increase in the income surplus. Official reserve assets amounted to a comfortable 9.0 months of projected imports at end-2023. However, the external position was substantially weaker than the level implied by fundamentals and desirable policies in 2023, partly reflecting inadequate public saving of oil revenue.
    4. The fiscal balance weakened in FY2023/24. The fiscal balance of the budgetary central government swung from a surplus of 11.7 percent of GDP in FY2022/23 to a deficit of 3.1 percent of GDP in FY2023/24. This mainly reflected a 5.8 percent of GDP reduction in oil revenue given lower oil prices and production, and a 9.7 percent of GDP increase in current spending, of which 5.7 percent of GDP went to the public sector wage bill while 3.4 percent of GDP went to subsidies. Nonetheless, the fiscal balance of the general government (which includes the income from SWF investments) was an estimated 26.0 percent of GDP in FY2023/24.
    5. Financial stability has been maintained. Banks have sustained strong capital and liquidity buffers to satisfy the CBK’s prudent regulatory requirements, while NPLs remain low given judicious lending practices and are well provisioned for.
    6. Under the baseline assuming current policies, the economy is projected to remain in recession in 2024, then to recover over the medium term:
    • Real GDP will contract by a further 3.2 percent in 2024 due to an additional OPEC+ oil production cut, then will expand by 2.8 percent in 2025 as the cuts get unwound, and will grow broadly in line with potential thereafter.
    • The incipient recovery of the non-oil sector will continue in 2024, with non-oil GDP expanding by 1.3 percent despite fiscal consolidation, after which it will gradually converge to its potential of 2.5 percent.
    • Headline CPI inflation will continue to moderate to 3.0 percent in 2024 as excess demand pressure dissipates and imported food prices fall, then will gradually converge to 2.0 percent as the non-oil output gap closes.
    • The current account surplus will moderate further to 28.4 percent of GDP in 2024 as lower oil prices and production reduce the trade surplus, then will gradually decline over the medium term alongside oil prices.
    • The fiscal deficit of the budgetary central government will increase to 5.1 percent of GDP in FY2024/25 as lower oil revenue more than offsets expenditure rationalization, then will steadily rise by about 1 percent of GDP per year over the medium term under current policies.
    1. The risks surrounding these baseline economic projections are skewed to the downside. The economy is highly exposed to a variety of global risks through its oil dependence, in particular to commodity price volatility, a global growth slowdown or acceleration, and the further intensification of regional conflicts. The materialization of these risks would be transmitted to Kuwait mainly via their impacts on oil prices and production. Domestic risks are primarily associated with the implementation of fiscal and structural reforms, which could get further delayed or accelerated. These reforms are needed to diversify the economy away from oil, which would enhance its resilience and stimulate private investment.

    Economic Reforms—Transitioning to a Dynamic and Diversified Economy

    1. The authorities aspire to implement reforms to support the transition to a dynamic and diversified economy. To achieve this goal, a well-sequenced package of fiscal and structural reforms is needed. Structural reforms to improve the business environment and attract foreign investment are needed to boost private sector-led inclusive growth. Meanwhile, fiscal reforms should be implemented to reinforce intergenerational equity while incentivizing Kuwaitis to pursue newly created job opportunities in the private sector, in particular gradual fiscal consolidation.

    Fiscal Policy—Reinforcing Intergenerational Equity

    1. The contractionary stance of fiscal policy is appropriate. Fiscal policy was strongly procyclical in FY2023/24, with a fiscal expansion of 6.9 percent of non-oil GDP contributing to excess demand pressure. Under the FY2024/25 Budget, the non-oil fiscal balance of the budgetary central government should increase by 4.7 percent of non-oil GDP relative to FY2023/24. This large fiscal consolidation will help close the non-oil output gap while reinforcing intergenerational equity. It is mainly driven by current expenditure rationalization, concentrated in planned subsidy cuts worth 4.3 percent of non-oil GDP.
    2. Substantial further fiscal consolidation is needed to ensure intergenerational equity. Under the baseline, the projected fiscal balance of the general government is far below the level needed to maintain the living standards of Kuwaitis for generations to come. A prudent approach calls for gradual fiscal consolidation of about 12 percent of GDP to reinforce intergenerational equity, alongside structural reforms to diversify the economy away from oil. These reforms would also reinforce external sustainability.
    3. Expenditure and tax policy reforms would be needed to support the transition to a dynamic and diversified economy:
    • Fiscal consolidation should be implemented at a pace of 1 to 2 percent of GDP per year until the PIH fiscal balance target is achieved. This would offset or reverse the projected roughly 1 percent of GDP per year increase in the fiscal deficit of the budgetary central government over the medium term, without reducing growth much.
    • Compensation of government employees surged over the past decade, to the top of the GCC. A public sector wage setting mechanism should be introduced to gradually reduce the 41 percent premium over the private sector, while a hiring cap should be used to steadily lower the public sector employment share, both towards high-income country levels.
    • Hydrocarbon consumption subsidies are the highest in the GCC. They should be phased out by gradually raising retail fuel and electricity prices to their cost-recovery levels while providing targeted transfers to vulnerable groups.
    • On-budget public investment plummeted over the past decade, to near the bottom of the GCC. It should be raised to build up the quantity and quality of infrastructure towards high-income country levels.
    • The hydrocarbon share of government revenue remains the highest in the GCC. In the context of the global minimum corporate tax agreement, the government’s plan to extend the CIT to all large domestic companies is welcome. To boost non-oil revenue mobilization, Kuwait should introduce the GCC-wide VAT and excise tax.
    1. The conduct of fiscal policy should be strengthened with Public Financial Management reforms. To align budget planning and execution with fiscal policy objectives, the Ministry of Finance should introduce a medium-term fiscal framework—including a fiscal rules framework with a public debt ceiling and non-oil fiscal balance target—underpinned by a medium-term macroeconomic framework. To inform fiscal policymaking and assess reform proposals, the capacity of the Macro-Fiscal Unit should be strengthened. To facilitate orderly fiscal financing, the Liquidity and Financing Law should be enacted expeditiously.

    Monetary and Financial Sector Policies—Maintaining Macrofinancial Stability

    1. The exchange rate peg to an undisclosed basket of currencies remains an appropriate nominal anchor for monetary policy. It has supported low and stable inflation for many years. Sustaining this successful monetary policy track record requires preserving the independence of the CBK. The monetary transmission mechanism should be strengthened by deepening the interbank and domestic sovereign debt markets, establishing an efficient capital market, and phasing out interest rate caps.

The unlimited guarantee on bank deposits should be gradually replaced with a limited deposit insurance framework to address moral hazard, while the interest rate caps on loans should be phased out to support efficient risk pricing.

    Structural Reforms—Boosting Private Sector-Led Inclusive Growth

    1. A comprehensive and well-sequenced structural reform package is needed to increase non-oil potential growth. The initial priorities are to improve the business environment by enhancing transparency, raising efficiency, and further opening up the economy. Meanwhile, labor market reforms should be gradually phased in to incentivize private sector-led inclusive growth.
    2. The business environment should be further improved to raise economic competitiveness and promote private investment. To boost transparency, data disclosure on secondary market real estate transactions should be enhanced, while universal auditing standards for corporate balance sheets should be adopted. To raise efficiency, the government should improve public infrastructure, conduct regulatory impact assessments with public consultations, integrate digital public service delivery across ministries, and further streamline business establishment processes. To attract FDI, full foreign ownership of businesses should be permitted, while foreign ownership restrictions on land should be relaxed. Finally, public land sales for residential and commercial development should be scaled up.
    3. Major labor market reforms are needed to promote economic diversification. To incentivize Kuwaitis to seek employment in the private sector, compensation and working conditions should be better harmonized across the public and private sectors. Enhancing the quality of education and aligning it with private sector needs would raise productivity and support economic diversification. Employment of highly-skilled expatriate workers should be supported by introducing targeted visa programs and reforming job sponsorship frameworks, promoting knowledge transfer. Higher female labor force participation should be encouraged by further improving the working environment for women, including by fully implementing the legal requirements for childcare in the private sector.
    4. Reforms are needed to strengthen AML/CFT effectiveness. The AML/CFT framework should be strengthened expeditiously following a risk-based approach to protect its effectiveness.
    5. Progress with climate change adaptation and mitigation should be accelerated. The government has made progress with implementing the 2019 National Adaptation Plan, but is delayed in developing its mitigation plan.
    6. Data provision has some shortcomings that somewhat hamper surveillance, which the authorities should address within their legal constraints. An expenditure-side National Accounts decomposition remains unavailable for 2023, while multi-year delays in the publication of GDP data after the pandemic confounded surveillance and policymaking. The CSB urgently needs additional funding to boost its capacity and resume its annual Establishment Survey, which has not been conducted since 2019. The exclusion of government investment income and SOE profit transfers from the Government Finance statistics hampers fiscal policy analysis, while the omission of government foreign assets from the IIP statistics generates stock-flow inconsistencies with the BOP statistics.

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Recent Developments, Outlook, and Risks

    1. Kuwait has a window of opportunity to implement needed fiscal and structural reforms. Political turmoil has gripped Kuwait in recent years, stalling reforms. The political gridlock was broken in May 2024, when H.H. the Amir Sheikh Meshaal al‑Ahmad al‑Jaber al‑Sabah dissolved the Parliament and suspended parts of the Constitution for up to 4 years, allowing reforms to be expedited.
    2. The economic recovery was disrupted in 2023, and inflation is moderating. Real GDP contracted by 3.6 percent in 2023. This economic downturn was concentrated in the oil sector, which contracted by 4.3 percent in 2023 due to an OPEC+ oil production cut. In addition, the non-oil sector is estimated to have contracted by 1.0 percent in 2023, primarily reflecting lower manufacturing activity in oil refining. Headline CPI inflation declined to 3.6 percent in 2023 reflecting lower core and food inflation. More recently, headline inflation moderated further to 2.9 percent (y-o-y) in August 2024, given lower housing and transport inflation.
    3. The external position remained strong in 2023. The current account surplus moderated to 31.4 percent of GDP in 2023, with a 10.3 percent of GDP reduction in the trade surplus from lower oil prices and production largely offset by a 7.4 percent of GDP increase in the income surplus. Official reserve assets amounted to a comfortable 9.0 months of projected imports at end-2023. However, the external position was substantially weaker than the level implied by fundamentals and desirable policies in 2023, partly reflecting inadequate public saving of oil revenue.
    4. The fiscal balance weakened in FY2023/24. The fiscal balance of the budgetary central government swung from a surplus of 11.7 percent of GDP in FY2022/23 to a deficit of 3.1 percent of GDP in FY2023/24. This mainly reflected a 5.8 percent of GDP reduction in oil revenue given lower oil prices and production, and a 9.7 percent of GDP increase in current spending, of which 5.7 percent of GDP went to the public sector wage bill while 3.4 percent of GDP went to subsidies. Nonetheless, the fiscal balance of the general government (which includes the income from SWF investments) was an estimated 26.0 percent of GDP in FY2023/24.
    5. Financial stability has been maintained. Banks have sustained strong capital and liquidity buffers to satisfy the CBK’s prudent regulatory requirements, while NPLs remain low given judicious lending practices and are well provisioned for.
    6. Under the baseline assuming current policies, the economy is projected to remain in recession in 2024, then to recover over the medium term:
    • Real GDP will contract by a further 3.2 percent in 2024 due to an additional OPEC+ oil production cut, then will expand by 2.8 percent in 2025 as the cuts get unwound, and will grow broadly in line with potential thereafter.
    • The incipient recovery of the non-oil sector will continue in 2024, with non-oil GDP expanding by 1.3 percent despite fiscal consolidation, after which it will gradually converge to its potential of 2.5 percent.
    • Headline CPI inflation will continue to moderate to 3.0 percent in 2024 as excess demand pressure dissipates and imported food prices fall, then will gradually converge to 2.0 percent as the non-oil output gap closes.
    • The current account surplus will moderate further to 28.4 percent of GDP in 2024 as lower oil prices and production reduce the trade surplus, then will gradually decline over the medium term alongside oil prices.
    • The fiscal deficit of the budgetary central government will increase to 5.1 percent of GDP in FY2024/25 as lower oil revenue more than offsets expenditure rationalization, then will steadily rise by about 1 percent of GDP per year over the medium term under current policies.
    1. The risks surrounding these baseline economic projections are skewed to the downside. The economy is highly exposed to a variety of global risks through its oil dependence, in particular to commodity price volatility, a global growth slowdown or acceleration, and the further intensification of regional conflicts. The materialization of these risks would be transmitted to Kuwait mainly via their impacts on oil prices and production. Domestic risks are primarily associated with the implementation of fiscal and structural reforms, which could get further delayed or accelerated. These reforms are needed to diversify the economy away from oil, which would enhance its resilience and stimulate private investment.

    Economic Reforms—Transitioning to a Dynamic and Diversified Economy

    1. The authorities aspire to implement reforms to support the transition to a dynamic and diversified economy. To achieve this goal, a well-sequenced package of fiscal and structural reforms is needed. Structural reforms to improve the business environment and attract foreign investment are needed to boost private sector-led inclusive growth. Meanwhile, fiscal reforms should be implemented to reinforce intergenerational equity while incentivizing Kuwaitis to pursue newly created job opportunities in the private sector, in particular gradual fiscal consolidation.

    Fiscal Policy—Reinforcing Intergenerational Equity

    1. The contractionary stance of fiscal policy is appropriate. Fiscal policy was strongly procyclical in FY2023/24, with a fiscal expansion of 6.9 percent of non-oil GDP contributing to excess demand pressure. Under the FY2024/25 Budget, the non-oil fiscal balance of the budgetary central government should increase by 4.7 percent of non-oil GDP relative to FY2023/24. This large fiscal consolidation will help close the non-oil output gap while reinforcing intergenerational equity. It is mainly driven by current expenditure rationalization, concentrated in planned subsidy cuts worth 4.3 percent of non-oil GDP.
    2. Substantial further fiscal consolidation is needed to ensure intergenerational equity. Under the baseline, the projected fiscal balance of the general government is far below the level needed to maintain the living standards of Kuwaitis for generations to come. A prudent approach calls for gradual fiscal consolidation of about 12 percent of GDP to reinforce intergenerational equity, alongside structural reforms to diversify the economy away from oil. These reforms would also reinforce external sustainability.
    3. Expenditure and tax policy reforms would be needed to support the transition to a dynamic and diversified economy:
    • Fiscal consolidation should be implemented at a pace of 1 to 2 percent of GDP per year until the PIH fiscal balance target is achieved. This would offset or reverse the projected roughly 1 percent of GDP per year increase in the fiscal deficit of the budgetary central government over the medium term, without reducing growth much.
    • Compensation of government employees surged over the past decade, to the top of the GCC. A public sector wage setting mechanism should be introduced to gradually reduce the 41 percent premium over the private sector, while a hiring cap should be used to steadily lower the public sector employment share, both towards high-income country levels.
    • Hydrocarbon consumption subsidies are the highest in the GCC. They should be phased out by gradually raising retail fuel and electricity prices to their cost-recovery levels while providing targeted transfers to vulnerable groups.
    • On-budget public investment plummeted over the past decade, to near the bottom of the GCC. It should be raised to build up the quantity and quality of infrastructure towards high-income country levels.
    • The hydrocarbon share of government revenue remains the highest in the GCC. In the context of the global minimum corporate tax agreement, the government’s plan to extend the CIT to all large domestic companies is welcome. To boost non-oil revenue mobilization, Kuwait should introduce the GCC-wide VAT and excise tax.
    1. The conduct of fiscal policy should be strengthened with Public Financial Management reforms. To align budget planning and execution with fiscal policy objectives, the Ministry of Finance should introduce a medium-term fiscal framework—including a fiscal rules framework with a public debt ceiling and non-oil fiscal balance target—underpinned by a medium-term macroeconomic framework. To inform fiscal policymaking and assess reform proposals, the capacity of the Macro-Fiscal Unit should be strengthened. To facilitate orderly fiscal financing, the Liquidity and Financing Law should be enacted expeditiously.

  • MIL-OSI Security: Defense News: U.S. Navy EOD develops IED exploitation capabilities with NATO allies and partners at Northern Challenge 2024

    KEFLAVIK, Iceland – Explosive Ordnance Disposal Mobile Unit (EODMU) 8 operated alongside 17 NATO ally and partner nations during Exercise Northern Challenge 2024, Sept. 26-Oct. 9, 2024. Northern Challenge demonstrates the United States’ commitment to NATO allies and partners by integrating efforts to plan and execute complex EOD detection, neutralization, and exploitation capabilities within a multinational framework.

    Northern Challenge is an annual, joint-funded multinational exercise hosted by the Icelandic Coast Guard aimed at preparing NATO allies and partners for international deployments to clear the way for lethal, resilient forces to operate in contested environments and disrupt our adversaries in conflict.

    EODMU 8, assigned to Commander, Task Force (CTF) 68, trained alongside tactical units from U.S. Marine Corps’ 8th Engineer Support Battalion and U.S. Army’s 702nd and 720th Ordinance Companies . Additional participating NATO allies and partners included Austria, Belgium, Canada, Czech Republic, Denmark, France, Germany, Iceland, Ireland, Lithuania, Netherlands, New Zealand, Norway, Poland, Sweden, and United Kingdom.

    Northern Challenge 2024 included roughly 330 participants, 500+ improvised explosive devices (IEDs), 380 land tasks, and 120 maritime tasks. Throughout the exercise, two teams from EODMU 8 completed 50 training serials and provided four exercise control members who assessed and mentored other nations’ teams. During the exercise, EOD technicians responded to simulated IEDs threats of increasing complexity over a two-week period.

    “At Northern Challenge 2024, we’re working with our NATO allies and partners learning different tools for the toolbox and increasing our lethality on the battlefield,” said Chief Explosive Ordnance Disposal Technician Jake Ferguson, platoon 8-2-2 Leading Chief Petty Officer, EODMU 8. “We’ve had some awesome training put on by our Icelandic and British partners; we’ve done a lot of both maritime and land-based IED serials that we’ve been able to defeat. We’re also turning in evidence, working with the exploitation cell to develop counter-IED tactics and reporting procedures.”

    In addition to conducting complex training scenarios, EOD technicians from across participating countries collaborated within a multinational exploitation center to enhance interoperability at the operational level. These cells ensured that EOD teams were organized to effectively counter IED threats while ensuring the intelligence analysis and information sharing is in accordance with NATO standards and procedures.

    The exploitation cell was comprised of the Technical Exploitation Coordination Cell (TECC) and the Combined Exploitation Laboratory (CEL). The TECC and CEL fuse capacities and capabilities across a joint interagency multinational structure. This multinational effort provided high-level analysis of collected exploitable material (CEM), refining fidelity of the operating area and providing critical information to the operator on the ground or in the water.

    CEM in the lab consisted of a full scope of exploitation methods such as triage, x-ray, chemical analysis, biometrics, forensics, electronics engineering exploitation, and document and media exploitation.

    The end state of the analysis is to inform the command, provide enhanced operator threat assessment on the battlefield, and ultimately deny the adversary anonymity.

    U.S. Navy EOD technicians from Expeditionary Exploitation Unit One (EXU-1) led the CEL in coordination with personnel from U.S. Army Force Europe (USAREUR) and other allies and partners. Their mission throughout the exercise was to assist in processing and analyzing exploitable material collected from simulated explosive threats, analyze and consolidate the findings, then brief the overall threat environment and an assessment of next 24-48 hours, providing a tactical picture for stronger decision-making on the ground and better situational awareness.

    Lt. Ryan DuTot, an EOD officer assigned to EXU-1, served as the exercise’s Combined Exploitation Laboratory office in charge.

    “Northern Challenge 2024 is not just about defusing bombs; it’s about harnessing cutting-edge technology to outsmart adversaries and strengthen global security alliances,” said DuTot. “The integration of technical exploitation into this exercise ensures we don’t just neutralize threats, but also gain critical intelligence from them. Any time we are working with partner nations in an environment like this, it’s a force multiplier that provides long-term strategic benefits.”

    Operating in a range of environments and exchanging knowledge with regional NATO allies and partners enhances every participating unit’s readiness and relationships with international and interagency counterparts.

    “Exercises like Northern Challenge provide an excellent opportunity to rehearse our IED defeat tactics in austere environments,” said Cmdr. John Kennedy, commander, EOD Mobile Unit 8. “The unique value of Northern Challenge is the exploitation piece. For our operational platoons, the drills didn’t end at ‘defeating the device’; they concluded after ‘exploiting the device’ so we could gain an appreciation of how the device works, and who employed it.”

    Northern Challenge provided practical training to operators across the joint force, with the integration of the exploitation cell to enhance the intelligence picture driving the threat assessment. As a result, the United States military is better prepared to deploy EOD forces throughout the U.S. European Command’s area of responsibility in support of the collective defense of NATO allies.

    “We’ve worked with the Canadians, Swedes, Icelanders, Polish, Lithuanians, and others; these guys are so good at their craft. Everybody here is a warrior, and they all volunteered to do the same job. Exchanging tactics, techniques, and procedures with them is making every single one of us better so that the enemy doesn’t get a leg up on us,” said Ferguson.
    U.S. military participation in Northern Challenge 2024 demonstrates that U.S. and NATO joint forces are ready and postured with combat-credible capability to assure, deter, and defend in an increasingly complex security environment.

    CTF 68 is a part of the U.S. 6th Fleet and commands all Naval Expeditionary Combat Forces, in U.S. European Command and U.S. Africa Command areas of responsibility. Navy Expeditionary Combat Forces bridge the gap from sea to shore and provides expeditionary capabilities in remote, complex and austere environments.

    Hundreds of people who took part in violent disorder during the summer have already been jailed.

    Hundreds of people who took part in violent disorder during the summer have already been jailed, data published today reveals.

    The rapid action taken across the justice system by police, prosecutors and those working in courts has meant that 388 people have been jailed to date – nearly half (47.5%) of all those who have appeared in court so far.

    In total, over 800 people who took part in violent thuggery have now had an initial court hearing as part of a collective effort across criminal justice agencies to keep communities safe and free from further violence and punish those who took part in the mindless disorder. Of these, almost 500 cases have been completed.

    The data released today shows that between 30 July and 3 October:

    • 819 defendants have been received by the courts in connection with the public disorder
    • 817 have already had their first hearing
    • 477 have been sentenced
    • 388 people have been sent to immediate custody
    • 324 cases are still in progress

    Lord Chancellor and Justice Secretary, Shabana Mahmood, said:  

    The mindless minority who took part in the disgraceful scenes we witnessed this summer were warned they would feel the full force of the law. This data shows that many have already seen the inside of a prison cell and many more face the prospect in future.

    I would like to pay tribute to the dedicated professionals across the criminal justice system who have worked tirelessly to deliver swift justice.

    Ahead of an imminent parliamentary vote in Iraq on possible changes to the country’s Personal Status Law, Amnesty International is calling on Iraqi lawmakers to drop amendments that would violate women and girls’ rights, further entrench discrimination and could allow for girls as young as nine to be forced into marriage.

    The current Personal Status Law applies to all Iraqis irrespective of their religion. The proposed amendments would grant religious councils of the Sunni and Shia sects of Islam in Iraq the authority to develop their own “code of Sharia rulings on personal status matters” within six months of the law being passed, effectively threatening women’s and girls’ rights and their equality before the law.

    The amendments would also open the door to legalising unregistered marriages, which are often used to circumvent child marriage laws, and removing penalties for adult men who enter such marriages and clerics who conduct them. It would also remove critical protections for divorced women, such as the right to remain in the marital home or receive financial support from the former husband.

    Razaw Salihy, Amnesty International’s Iraq researcher, said:

    “Iraqi lawmakers must heed the warnings of civil society and women’s rights groups on the devastating impact of these amendments, which would eliminate the current legal marriage age of 18 for both girls and boys, paving the way for child marriages, as well as stripping women and girls of protections regarding divorce and inheritance. 

    “Not only does child marriage deprive girls of their education, but married girls are more vulnerable to sexual and physical abuse, and health risks related to early pregnancy.

    “It is alarming that these amendments to the Personal Status Law are being pushed so vehemently when completely different, urgent legal reforms are needed to protect Iraqi women and girls’ rights. 

    “Iraq’s parliament must reject these harmful proposed amendments and instead focus their efforts on addressing woeful shortcomings in the penal code, which permits ‘honour’ as a mitigating factor for the killings of women and girls and allows for the corporal punishment of the wife and children by the husband, as well as failing to criminalise marital rape.”  

    Amnesty confirmed that the proposed amendments violate international treaties ratified by Iraq including the Convention on the Elimination of All Forms of Discrimination Against Women, and the Convention on the Rights of the Child.

    Opposition to the bill

    The first reading of the bill took place on 4 August 2024. Similar amendments were proposed in 2014 and 2017 but failed to pass due to a nationwide outcry. On 3 September, Iraq’s parliament attempted to hold a second reading of the draft bill but opposing MPs had waged a boycott campaign that succeeded in blocking this. The bill’s second reading took place on 16 September, with women MPs and other opponents of the bill raising concerns that none of their recommendations had been taken into account, nor an amended draft shared. On 17 September, the Iraqi Federal Supreme Court ruled that the amendments were aligned with Iraq’s constitution.

    “The amendments violate international treaties that Iraq has ratified, including the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the Convention on the Rights of the Child (CRC). Ensuring the safety, dignity and rights of women and girls is not only a state obligation under international human rights law but also a moral imperative that all Iraqi institutions must uphold,” said Razaw Salihy.
