  • MIL-OSI USA: Four Individuals and One Company Plead Guilty to Bid Rigging Schemes and Related Crimes Plaguing Public Schools in Mississippi and Louisiana

    Four individuals and one company pleaded guilty in three separate U.S. District Courts for their roles in various bid rigging and wire fraud conspiracies which targeted the sale of sports equipment to public schools throughout Mississippi and Louisiana. The schemes affected sales to hundreds of public schools in both states.

    The individuals and company pleaded guilty between February and March of 2025. Yesterday, Patrick Joseph Stewart of Hattiesburg, Mississippi pleaded guilty to one count of bid rigging and one count of wire fraud affecting sales to at least 69 public schools in the Eastern District of Louisiana. In the Southern District of Mississippi, Maurice Daniel Bowering Jr., of Hattiesburg, Mississippi pleaded guilty to five counts of bid rigging affecting sales to at least 50 public schools on March 6; and Robert Tucker Craig of Starkville, Mississippi pleaded guilty to three counts of bid rigging affecting sales to at least 38 public schools and one count of obstruction for the deletion of related evidence on Feb. 19. Lastly, Robert Douglas Heflin of Starkville, Mississippi pleaded guilty to two counts of bid rigging affecting sales to at least 31 public schools on March 4; and Mississippi company Wilder Fitness Equipment Inc., pleaded guilty to two counts of bid rigging affecting sales to at least 60 public schools on Feb. 20, in the Northern District of Mississippi.

    “School sports are integral to the development and upbringing of American children. From these opportunities, they learn the benefits of teamwork and open competition. Bid rigging, on the other hand, is the antithesis of American meritocracy. It is also patently unlawful,” said Acting Deputy Assistant Attorney General Omeed A. Assefi of the Justice Department’s Antitrust Division. “The defendants here selfishly targeted school sports programs, depriving students of an opportunity to thrive. The Antitrust Division’s Procurement Collusion Strike Force has zero tolerance for bid collusion schemes, particularly when they target children.”

    “The defendants rigged bids for school sports equipment which resulted in an unfair playing field,” said Acting U.S. Attorney Patrick Lemon for the Southern District of Mississippi. “The U.S. Attorney’s Office for the Southern District of Mississippi is committed to working with our law enforcement and Antitrust Division partners to protect school athletics and taxpayer dollars.”

    “Financial fraud perpetrated against the U.S. government is a serious crime,” said Acting U.S. Attorney Michael M. Simpson for the Eastern District of Louisiana. “Particularly egregious, is fraud that undercuts government procurement processes and erodes public trust in the fair-bidding practice. These guilty pleas send a clear and decisive message that our office, along with our federal partners, will continue to protect the taxpayer by vigorously investigating and prosecuting all such corruption cases.”

    “Bid rigging and the collusion that makes it possible drive up prices for taxpayers and will not be tolerated,” said U.S. Attorney Clay Joyner for the Northern District of Mississippi. “We will continue our commitment to work with the FBI and to root out corruption.”

    “This investigation underscores the FBI’s commitment to safeguarding public schools from criminal schemes that defraud the American people and exploit taxpayer money,” said Special Agent in Charge Robert Eikhoff of the FBI Jackson Field Office. “Stewart, Bowering, Craig, Heflin, and Wilder Fitness Equipment Inc. were in positions to help shape children’s learning, the benefits of physical fitness in living prosperous lives. Instead, these co-conspirators chose to abuse the trust given to them by stealing future opportunities from students in fraudulently filling their pockets with the hard-earned tax dollars schools are entrusted to invest in the development of America’s future leaders. The FBI will continue to work with our federal partners to relentlessly pursue and bring justice to individuals and companies who use fraudulent schemes to defraud our communities.”

    According to court documents, Tucker, Bowering, Heflin, Stewart, and Wilder Fitness Equipment Inc. entered into conspiracies in which they agreed to submit complementary bids to public schools to obtain procurements for sports equipment and related services. The longest of the charged conspiracies lasted more than a decade. Two other co-conspirators, Charles Ferrell Trimm and Bradley D. Willcutt, previously pleaded guilty in the Southern District of Mississippi in May 2024 and September 2024, respectively.

    The maximum penalty for the Sherman Act is 10 years in prison and a $1 million criminal fine. The fine may be increased to twice the gain derived from the crime or twice the loss suffered by the victims of the crime. The maximum penalty for conspiracy to commit wire fraud is 20 years in prison, a criminal fine, and Court-ordered restitution. The maximum penalty for obstruction in violation of 18 U.S.C. § 1512(c) is 20 years in prison and a criminal fine of no more than $250,000. A federal district court judge will determine the sentences after considering the U.S. Sentencing Guidelines and other statutory factors.

    Today’s guilty pleas result from an ongoing federal antitrust investigation into bid rigging and other anticompetitive conduct in the school sports equipment industry being conducted by the Antitrust Division’s Washington Criminal Section and the Federal Bureau of Investigation. Assistant Chief Laura Butte; Trial Attorneys Jill Rogowski, Marc Hedrich, and Hannah Muller; and Senior Litigation Counsel Paul Torzilli are prosecuting the case.

    The North Carolina Department of Natural and Cultural Resources announces the addition of multiple sites across the state to the National Register of Historic Places. The newly recognized sites include a mix of districts, individual properties, and updated documentation, highlighting the state’s rich architectural and historical heritage. They include one boundary increase, two additional documentations, three new historic districts, and five individual properties. They were reviewed by the North Carolina National Register Advisory Committee, subsequently nominated by the North Carolina State Historic Preservation Officer, and forwarded to the Keeper of the National Register for consideration for listing in the National Register.

    “It’s good news for North Carolina when we add properties to the National Register of Historic Places,”  said Secretary Pamela B. Cashwell, N.C. Department of Natural and Cultural Resources. “Preservation of these treasured places spurs local economic development and showcases the varied history of our state.”

    The listing of a property in the National Register places no obligation or restriction on a private owner using private resources to maintain or alter the property. Over the years, various federal and state incentives have been introduced to assist private preservation initiatives, including tax credits for the rehabilitation of National Register properties. As of January 1, 2025, there have been 4,391 completed historic rehabilitation projects with private investments of almost $3.85 billion statewide.

    In Central North Carolina

    Harriet Tubman YWCA, Durham, Durham County, listed 12/6/2024

    The locally significant Harriet Tubman YWCA in Durham, North Carolina, meets National Register of Historic Places Criterion A in the areas of Black ethnic heritage, social history, and civil rights and Criterion C for architecture. Located within the vibrant African American neighborhood known as Hayti, the building was a vital community center during the third quarter of the twentieth century. Many employees, volunteers, and program participants engaged in social and political advocacy in Durham and beyond, employing coordinated civil disobedience and legal action in myriad campaigns against racial, political, economic, and social injustice. The Harriet Tubman YWCA also epitomizes the functional Modernism often manifested in mid-twentieth-century buildings conceived in an economical manner that allowed for rapid construction, flexible use, ease of maintenance, and future expansion. The building is characterized by angular form, horizontal massing, and large metal-frame windows. The period of significance begins in 1953 with the main block’s completion and ends in 1978, when the Harriet Tubman YWCA closed.

    John Fisher House, Salisbury (vicinity), Rowan County, listed 12/10/2024

    The John Fisher House in rural Rowan County meets Criterion C for listing in the National Register of Historic Places for its local architectural significance. The Greek Revival-style farmhouse of vernacular hall-and-parlor form demonstrates the use of architectural pattern books of the period, especially Asher Benjamin’s popular Practical House Carpenter, to provide consistent decorative treatment on both exterior and interior. Although the John Fisher House is a country dwelling of modest size — only one-and-a-half stories — it is replete with pattern book detailing. Part of its significance lies in its demonstration of the sustained influence and use of architectural pattern books for building country houses, especially in the North Carolina Piedmont, during the mid-nineteenth century. The period of significance for the unusually well-preserved house with its high degree of physical integrity is ca. 1848, the date of construction noted by family tradition that fits within Fisher’s 1842 purchase of the land on which the house stands and the 1850 U. S. census, which provides information strongly suggesting that the house had been built by that time.

    Johnson’s Drive-In, Siler City, Chatham County, listed 2/5/2025

    The locally significant Johnson’s Drive-In in Siler City, North Carolina, epitomizes the proliferation of roadside quick-service restaurants in conjunction with the mid-twentieth-century development of a motorist-focused service industry along newly developed highway corridors, thus meeting National Register Criterion A for commerce. The restaurant is thought to be the first to offer both curbside and indoor dining on US 64 between Asheboro and Raleigh, a distance of approximately seventy-two miles. The building functioned as a three-dimensional billboard, with its proximity to the road, large plate-glass windows, and brightly lit interior. While the traditional gable-roofed style of the 1946 building resembled a house, the Modernist 1960 addition distinguished the restaurant from competitors and brought an urban commercial aesthetic to the small town. Notably, the establishment was not segregated, an anomaly in the Jim Crow South. All seating and facilities were available to Black and white customers, who used the same entrances. The period of significance is 1946-1975, the approximate date curbside service was discontinued.

    Mount Pleasant Historic District (Additional Documentation), Mount Pleasant, Cabarrus County, listed 12/4/2024

    The 1986 Mount Pleasant Historic District nomination claimed significance at the local level under Criterion A for commerce and industry as an example of a textile village with a small commercial core, its modest size primarily due to its lack of direct railroad connections. The 1986 nomination also identified significance at the local level under Criterion C for architecture as a collection of residential, religious, commercial, and industrial buildings representing nearly every major style popular during the period of significance, 1840 to 1935. The Additional Documentation serves to extend the period of significance through c.1976 to encompass the continued residential, commercial, and industrial growth within the Mount Pleasant Historic District through the mid-twentieth century. It also includes high integrity examples of these building types from the period 1935-c.1976. The Additional Documentation is locally significant for architecture, commerce, and industry and also serves to supplement context for commerce and industry before 1935, as well as providing context in all areas of significance for the post-1935 period.

    Robert and Frances S. Loewenstein House, Greensboro, Guilford County, listed 12/12/2024

    The Edward and Frances S. Loewenstein House is significant at the local level under Criterion C for Architecture and Engineering as an outstanding example of Modernist-style architecture in Greensboro. The house is also significant at the local level under Criterion B in the area of Architecture for its association with prominent architect Edward Loewenstein. Designed by Loewenstein as his personal residence, the house exhibits key tenets of Modernist architecture and design innovations engineered by Loewenstein for the building include canted exterior walls, the angle of which was carefully calculated maximize solar gain in winter and minimize direct light in summer and skylights fitted both with shutters to reduce light infiltration and light bulbs to provide diffused light on cloudy days and at night. In 1953, he joined with Robert A. Atkinson, Jr. to form the firm of Loewenstein-Atkinson. As supporters of the Civil Rights movement, the firm hired African American engineers and architects, when segregation was the norm. While Modernist designs were a small percentage of Loewenstein’s residential commissions, they are among the best in the region. Designs also included schools, office buildings, and shopping centers. The Period of Significance is 1954 to 1970.

    St. Joseph AME Church (Additional Documentation), Durham, Durham County, listed 1/2/2025

    St. Joseph African Methodist Episcopal Church possesses statewide significance under Criterion A for Black ethnic heritage, social history, and civil rights. Located within the African American neighborhood known as Hayti, the building was historically a vital community center as it is today. The construction of the 1891 sanctuary and 1952 education building and parsonage exemplifies the Black community’s resilience, growth, and prosperity. The building served as a forum for mid-20th-century civil rights movement planning and training sessions, meetings, and rallies. The church also possesses local significance under Criterion C as an intact example of Gothic Revival-style late-nineteenth-century ecclesiastical architecture. Designed by Philadelphia architect Samuel L. Leary and built with brick supplied by prominent Black Durham businessman Richard Burton Fitzgerald, the 1891 church is Durham’s second-oldest and the city’s most intact historic African American sanctuary of any denomination. The period of significance begins in 1891 when construction commenced and ends in 1976 when the congregation moved.

    South Benbow Road Historic District, Greensboro, Guilford County, listed 12/9/2024

    The South Benbow Road Historic District is significant at the local level under Criterion A for Black Ethnic Heritage and Civil Rights as a significant concentration of properties that share historical associations with the advancement of African American Civil Rights in Greensboro. One of a number of early-to-mid-20th century neighborhoods formed in east Greensboro in response to the growth of North Carolina A&T University and Bennett College, both Historically Black Colleges and Universities (HBCUs), the district was developed as a consequence of, and in response to, systemic and de facto segregation in Greensboro. The district is also significant at the local level under Criterion A for Community Planning and Development. It is comprised of several smaller developments that followed Olmstedian planning principles, which called for curvilinear streets that follow the natural terrain, help slow traffic, and provide varied views as one moves through the area. Significant at the local level under Criterion C for Architecture, it is primarily residential, but also includes a small number of religious and medical buildings. Several homes and churches in the district were designed by prominent African American architects. The period of significance is c. 1946 – c. 1976.

    In Eastern North Carolina

    Hertford West Historic District, Hertford, Perquimans County, listed 2/11/2025

    Settlement in the Hertford West Historic District area began around the turn of the twentieth century, a period of industrial development and population growth sparked by the coming of the railroad to Hertford. Queen Anne houses number among the district’s oldest dwellings. The Woodland Circle development was built in the district in 1944 to provide housing for the nearby naval base in the Minimal-Traditional style. Following WWII, more Minimal-Traditional and later Ranch houses were built in the district. The Hertford West Historic District is eligible for the National Register of Historic Places under Criterion C in the architecture area of significance for the quality and diversity of its historic architecture with representatives of numerous styles popular in the early and middle decades of the twentieth century. The district is also eligible for the National Register of Historic Places under Criterion A in the Community Planning and Development area of significance as the principal vector of community expansion in Hertford during the twentieth century. Orthogonal streets, an extension of the town’s original grid plan, and curvilinear subdivisions characterize the district. The period of significance extends from 1900-71.

    Shelter Neck Historic District, Burgaw (vicinity), Pender County, listed 12/10/2024

    Shelter Neck Historic District, containing a chapel, school, and dormitory built in the first decade of the 20th century, is listed in the National Register of Historic Places at the local level of significance under Criterion A in the areas of Education and Social History. The Boston-based National Alliance of Unitarian Women built the church in 1900 as the first Unitarian building constructed in the state. Working side by side, educated urban women and male Unitarian ministers quickly established a school for day and boarding students in which a classical education was bolstered by industrial training that included handcrafts and instruction in agriculture, as well as exposure to the arts. Settlement schools like the one established at Shelter Neck were part of a social reform program inspired by the settlement movement. The period of significance is 1900-26, the year the Alliance of Unitarian Women closed the school. The property meets Criteria Consideration A as its significance stems from its role in educating local children and as a vehicle for social reform in a rural eastern North Carolina county.

    In Western North Carolina

    Hopkins Chapel AME Zion Church, Asheville, Buncombe County, listed 12/17/2024

    Hopkins Chapel A.M.E. Zion Church is locally significant under National Register Criteria A and C as an important African Methodist Episcopal (A.M.E.) Zion congregation in Asheville following the Civil War and an excellent example of Gothic Revival church architecture designed by renowned architect Richard Sharp Smith and built by master brick mason James Vester Miller. Free Black congregants from Asheville’s Central Methodist Church, dissatisfied with their treatment by white members of that church staged a protest march through Asheville and began worshipping independently at a brush arbor in the East End section of town and formally organized in 1868. After steady deterioration of the church’s 1883 second sanctuary, construction of an exquisite new Gothic Revival sanctuary began in 1910 and was completed in 1911. The period of significance for Hopkins Chapel begins in 1910, when construction of the present church building began, and ends in 1974.

    Marshall High School (Additional Documentation and Boundary Increase), Marshall, Madison County, listed 1/14/2025

    Marshall High School was listed in the National Register of Historic Places in 2008, with a period of significance beginning in 1926 when the school was built, and continuing through 1957, the 50-year cut-off for when the nomination was completed. This Additional Documentation and Boundary Increase extends the period of significance through 1974 when a consolidated Madison County High School building was built and Marshall High School closed. It adds into the boundary the adjacent Marshall High School Gymnasium, completed in 1956 to the west of the school building, and which was not included in the original nomination due to a separate owner objection at the time. The gymnasium is historically related to the school building and the inclusion of the additional building expands upon the school’s educational significance. It is locally significant under Criterion A for its contributions to the educational history of Marshall, North Carolina through the early 1970s. Included within this Additional Documentation and Boundary Increase is an updated description of the high school building, taking into account the renovation work completed under the Secretary of the Interior’s Standards in 2008.

    The National Register of Historic Places is the nation’s official list of buildings, structures, objects, sites, and districts worthy of preservation for their significance in American history, architecture, archaeology, and culture. The National Register was established by the National Historic Preservation Act of 1966 to ensure that as a matter of public policy, properties significant in national, state, and local history are considered in the planning of federal undertakings, and to encourage historic preservation initiatives by state and local governments and the private sector.   • MIL-OSI Global: Women are reclaiming their place in baseball

    For most baseball fans, hope springs eternal on Opening Day.

    Many of those fans – more than you might think – are women.

    A 2024 survey found that women made up 39% of those who attended or watched Major League Baseball games, and franchises have taken notice. The Philadelphia Phillies offer behind-the-scenes tours and clinics for their female fans, while the Boston Red Sox and New York Yankees offer fantasy camps that are geared to women.

    The number of women working professionally in baseball has also grown. Kim Ng made history in 2020 when she became the first woman general manager of an MLB team, the Miami Marlins. As of 2023, women made up 30% of central office professional staff and 27% of team senior administration jobs. In addition, 43 women held coaching and managerial jobs across the major and minor league levels – a 95% increase in just two years.

    As a fan and scholar of the game, I’m happy to see more women watching baseball and working in the industry. But it still nags at me that the girls and women who play baseball don’t get much recognition, particularly in the U.S.

    Women take the field

    In the U.S., baseball is seen as a sport for boys and men. Girls and women, on the other hand, are supposed to play softball, which uses a bigger ball and has a smaller field.

    It wasn’t always this way.

    Women have been playing baseball in the U.S. since at least the 1860s. At women’s colleges such as Smith and Vassar, students organized baseball teams as early as 1866. The first professional women’s baseball team was known as the Dolly Vardens, a team of Black players formed in Philadelphia in 1867. Barnstorming teams, known as Bloomer Girls, traveled across the country to play against men’s teams from the 1890s to the 1930s, providing the players with independence and the means to make a living.

    The All-American Girls Professional Baseball League, founded by Philip K. Wrigley in 1943, also offered women the chance to play professionally. The league, which inspired the 1992 film “A League of Their Own,” enforced rigid norms of femininity expected at the time. Players were required to wear skirts and makeup while playing and were fined if they engaged in any behavior deemed “unladylike.” Teams were open only to white women and light-skinned Latinas. Black women were not allowed to play, a policy that reflected the segregation of the Jim Crow era.

    Three Black women – Connie Morgan, Mamie “Peanut” Johnson and Toni Stone – did play in the otherwise male Negro Leagues in the early 1950s. However, their skills were often downplayed by claims that they’d been signed to generate ticket sales and boost interest in the struggling league.

    The All-American Girls Professional Baseball League folded in 1954, and by the late-1950s women’s participation in baseball had dwindled.

    Girls funneled into softball

    Softball was invented in Chicago in 1887 as an indoor alternative to baseball.

    Originally aimed at both men and women, it eventually became the accepted sport for girls and women due to its smaller field, larger ball and underhand pitching style – aspects deemed suitable for the supposedly weaker and more delicate female body.

    The passage of Title IX in 1972 further pushed the popularization of fast-pitch softball, as participation in high school and college increased markedly. In 1974, the National Organization for Women filed a lawsuit against Little League Baseball because the league’s charter excluded girls from playing. The lawsuit was successful, and girls were permitted to join teams.

    In response, Little League created Little League Softball as a way to funnel girls into softball instead of baseball. As political scientist Jennifer Ring has pointed out, this decision reinforced the gendered division of each sport and “cemented the post-Title IX segregated masculinity of baseball.”

    Girls can still play baseball, but most are encouraged to eventually switch to softball if they want to pursue college scholarships. If they want to keep playing baseball, they have to constantly confront stubborn cultural beliefs and assumptions that they should be playing softball instead.

    A global game

    You might be surprised to learn that the U.S. fields a national women’s baseball team that competes in the Women’s Baseball World Cup. But they receive scant media attention and remain unknown to most baseball fans.

    In a 2019 article published in the Journal of Sport and Social Issues, I argued that the U.S. has experienced inconsistent success on the global stage because of a lack of infrastructure, limited resources and persistent gendered assumptions that hamper the development of women’s baseball. Other countries such as Japan, Canada and Australia have established solid pathways that allow girls and women to pursue baseball from the youth level through high school and beyond.

    That being said, opportunities for girls to play baseball are increasing in the U.S. thanks to the efforts of organizations such as Baseball for All and DC Girls Baseball.

    Approximately 1,300 girls play high school baseball, and a handful of young women play on men’s college baseball teams each year. In recent years, numerous women’s collegiate club baseball teams have been established; there’s even an annual tournament to crown a national champion.

    Pro league in the works

    Momentum continues to build.

    MLB recently appointed Veronica Alvarez as its first girls baseball ambassador, who will oversee development programs such as the Trailblazers Series and the Elite Development Invitational. A new documentary film, “See Her Be Her,” is touring the country to celebrate the growth of women’s baseball and raise awareness of the challenges these athletes face.

    Perhaps most significantly, the Women’s Pro Baseball League announced that it is planning to start play in summer 2026 with six teams located in the northeastern U.S. Over 500 players from 11 countries have registered with the league, with a scouting camp and player draft scheduled for later this year.

    Should the league have success, it will mark a revitalization of women’s professional baseball in the U.S., a nod to the rich history of the women’s game and a commitment to securing opportunities for the girls and women who continue to defy cultural norms to play the game they love.

    The Secretary of State for Culture, Media and Sport (DCMS) has appointed the serving Board member of the Commission as the organisation’s interim Chair.

    Mark Simms, OBE, will lead the Commission from 25 April 2025 on an interim basis while DCMS continues its search for a permanent Chair. Mark joined the Charity Commission as a Board Member in March 2023 and was awarded an OBE in 2024 for services to social enterprise.

    Major redevelopment works are set to begin this month at the Mount Batten Centre, transforming this iconic gateway to Plymouth Sound National Marine Park.  

    The project, kicking off on 24 March, promises to bring a wave of exciting changes to enhance accessibility and visitor experience. 

    The redevelopment includes opening up the reception area to provide a warm and inviting welcome, creating a new ground floor café with direct access to outdoor seating and spectacular waterfront views, and designing new changing facilities to meet Sport England and Changing Places standards.  

    The updated design includes accessible and inclusive spaces, with provisions for multicultural and family changing, as well as separate areas for public use. The facilities will also feature slip-resistant flooring, durable materials, and adaptable layouts to ensure safety and flexibility for different user needs. 

    In addition to the new internal facilities, substantial improvements will be made externally to the areas immediately surrounding the centre and the 17th Century Artillery Tower. To enhance visitor experience, new outdoor terraced seating areas will provide space for people to relax and enjoy being next to the water creating an ambient welcome to the centre.   

    The historic Mount Batten Tower will benefit from additional pathways offering better access to the tower plateau to enable more people to enjoy the views across Plymouth Sound National Marine Park.   

    Thanks to £4m funding from The National Lottery Heritage Fund, Plymouth City Council and the Levelling Up Fund through the Ministry of Housing, Communities and Local Government, this sensitive restoration project will enable greater accessibility to Plymouth Sound National Marine Park.

    The 48th Universiade among students of higher educational institutions of the Novosibirsk Region is in full swing – 2-3 types of the program are held every week. And the table tennis team brought another prize place to the NSU piggy bank. It is especially pleasant that this time our athletes rose to the second step of the podium, the last two years they were also in the prizes, but third.

  • MIL-Evening Report: Not just the stadium: what Brisbane Olympic organisers are planning for

    Brisbane was awarded the Olympics and Paralympics more than 1,300 days ago, and much has happened in between.

    On Tuesday, upbeat Queensland premier David Crisafulli revealed the 2032 Brisbane Olympic and Paralympic Games plan.

    This came after a 100-day review by the Games Independent Infrastructure and Coordination Authority (GIICA).

    More than 5,000 submissions were received from the general public. The review included topics such as precincts and transport systems, while evaluating topics such as demand and affordability.

    So, what’s going to be happening in Queensland before, during and after the games?

    The main event: venues

    Get ready for the likes of Taylor Swift, Pink, Coldplay and others to finally come to Brisbane with the announcement of a new world-class 63,000 seat Olympic Stadium to be built in Victoria Park in Brisbane.

    All indications are major codes, such as the Australian Football League (AFL) and cricket, are also very pleased, as they will have a new home replacing the outdated Gabba.

    Other venues, both in South East Queensland and in regional areas such as the Gold Coast, Sunshine Coast, Cairns and Townsville, were also outlined.

    One of these is a new 25,000-seat swimming complex at Spring Hill, making it one of the world’s best facilities.

    As Australia is a swimming powerhouse with major medal hauls expected in 2032, this news was well received.

    However, a few of the GIICA recommendations were not accepted. The government has announced rowing will take place in Rockhampton – and not interstate – in an existing flat water venue.

    Why the delays?

    There had been plenty of criticism of the decision-making delays on facilities and their locations. But the Queensland government’s 2032 Games Delivery Plan indicates there is no need to panic.

    Previously, the International Olympic Committee chose a host city seven years out, but under new protocols, Los Angeles in 2028 and Brisbane in 2032 have been given 11 years to finalise planning.

    Previous Australian games (Melbourne in 1956 and Sydney in 2000) only had seven years to organise their events.

    In the case of Melbourne, several controversies erupted due to the costs of building a new stadium at proposed sites such as the Royal Showgrounds or Princes Park.

    Eventually, politics and economics intervened, and a refurbished Melbourne Cricket Ground within an impressive Olympic Park precinct was agreed on.

    In the case of Sydney, the original idea back in the 1960s was to host either the Commonwealth Games or the Olympic Games at Moore Park, an inner-city region home to the Sydney Cricket Ground, a golf course and parklands.

    But many local residents were vehemently opposed to that suggestion, so other sites were sought.

    Eventually, the uninhabited Homebush site was chosen in 1973. This was an unexpected decision because it was the most polluted environment in Australia and its remediation, however noble, would be an enormous challenge.

    And so it proved.

    When Sydney was awarded the games in 1993, timeline pressures prompted organisers to bulldoze toxic waste into mounds on site, where they were covered with clay and landscaped.

    Meanwhile, the promised remediation of toxic waterways in Homebush Bay never proceeded.

    All that said, the Sydney games provided tangible legacies. The Olympic Village is now the suburb of Newington, there are parklands and cycle paths for visitors, and from a sport perspective several facilities remain in use today. In 2024, more than 10 million people visited the Sydney Olympic Park precinct, attending sport, concerts, or participating in social activities.

    Opportunities and hurdles

    The initial hiccups associated with the Brisbane games have resulted in some interesting and healthy debate, but this major project now has a positive vibe.

    There is more than enough time to build the new facilities (including the athletes’ villages), upgrade existing ones, build the necessary transport infrastructure, and ensure community engagement.

    The “Queensland way” seems not only to be referring to a better games, but also the legacy that comes with it.

    Generational infrastructure (for example, the upgrade of transport connectivity), housing (such as the conversion of the RNA Showgrounds and a multimillion dollar investment into grassroots clubs can enable the next generations of Queenslanders to compete.

    Tourism and regionalisation of the games through a 20-year plan should ensure the impact of the games goes far beyond 2032.

    Some fine-tuning is expected the next few years though, and there may be unforeseen issues that arise – here are some.

    1. Beyond the 31 core sports that must feature, will new sports necessitate changes or additions to proposed venues? Host cities are now allowed to have 4-5 sports added to the program which could cause increases to the budget.

    2. Will the federal government fund the games on the currently agreed 50-50 basis with the Queensland government? This currently sits at around $7 billion split two ways, but it is likely to rise based on cost over-runs on virtually all major builds across Australia.

    3. Will there be some tweaking of chosen venues due to local issues, lobbying by Olympic sports, political decisions and other factors?

    4. Will a global health issue (such as COVID during the Tokyo 2021 games) or a major world problem (such as the current Gaza or Ukraine conflicts) impact the games in some way?

    The Brisbane games are following the footsteps of Melbourne 1956 (affectionately referred to as the “friendly games”) and Sydney 2000 (the “best games ever”).

    The eventual Brisbane label has yet to be determined. But the Brisbane games will no doubt add to the Olympic folklore of Australia in their own unique way.

    Moscow parks will host excursions, master classes, lectures, games, health training and walks on March 29 and 30. The events and conditions for visiting them were reported in the capital’s Department of Culture.

    Saturday, March 29

    The race will take place in Angarskiye Prudy Park at 09:00. The morning will begin with a warm-up at 08:45 at the boat station of the Bolshoy Angarskiy Pond. The start is at 09:00. Each participant will be able to feel the adrenaline and joy of running in the fresh air. The preferred age of athletes is 12 years and older. The event is free.

    From 13:00 to 15:00, a historical excursion “History of Voroshilovsky Park” will be held on the territory of Filevsky Park. It will tell about the history of the previous owners of these places: Solodovnikovs, Soldatenkovs, Shelaputins. It will be interesting for guests aged six and older. Registration is not required.

    And at 20:15 in Filevsky Park there will be a parkrun for a distance of five kilometers. It is timed to coincide with the beginning of the running season in Moscow and will be the first evening parkrun in 2025. Athletes will gather near the main entrance. Registration is not required. Age category – from 18 years and older.

    From 13:00 to 14:00, the Babushkinsky Park Center for Creativity and Leisure will host a musical and educational lesson called “There Will Be a Song.” It is designed for children aged five to eight. A teacher from the Tertsia Center for Contemporary Art will immerse children in the world of music in an interactive way. Participants will learn what musical signs and notes look like, explore cartoon characters through melodies, learn songs by Russian composers, take part in logorhythmic games, solve musical riddles, and complete tasks for creative development. Admission is free.

    A lesson in courage will be held in the Severnoye Tushino Park by a military unit of the Russian National Guard. This event is aimed at patriotic education of children and teenagers, familiarization with the exploits of the people, outstanding figures of Russia and the formation of respect for the history of their country. Participants over 12 years old will learn about the military and labor achievements of their ancestors, understand the importance of protecting the Motherland and develop personal responsibility. The event starts at 1:30 p.m. in the Severnoye Siyaniye center, admission is free.

    The “Mezen Cube” master class will be held in the “Development and Creativity Club” pavilion at the southern entrance to the park. Participants will get acquainted with one of the northernmost types of Russian folk painting, learn to create patterns in traditional white, black and red colors, and then decorate their own cube. The event starts at 2:00 p.m. Children from six years old can participate. Admission is free.

    The master class “Spring Park” from the series “Drawing Basics for Everyone” will be held in the gazebo near the amphitheater of the Friendship Park. Visitors over six years old will learn techniques for depicting trees and foliage, create a spring landscape, and learn how to convey the depth of space in a drawing. Starts at 14:00. Registration is not required.

    At 18:00, a lecture entitled “Qigong. Traditional Chinese Medicine” will be held in one of the outbuildings of the Vorontsovo estate. It will be given by the president of the All-Russian Society of Traditional Chinese Medicine Doctors, a reflexologist, a qigong and taijiquan instructor, and a doctor for the Russian national gymnastics team. Guests will be immersed in the basics of traditional Chinese medicine and have a practical lesson in health qigong. The venue will be held at 8 Vorontsovsky Park from 18:00 to 19:30. Residents of the capital aged 12 and over are invited. The event is paid, tickets can be purchased by link.

    Sunday, March 30

    At 11:00 on the wooden podium behind the main stage of the Severnoye Tushino Park, there will be an open training session in joint gymnastics by the Bodrost hardening club. At 13:00 near the Bodrost pavilion on the park embankment, hardening exercises will begin. Experienced athletes of the club will tell about hardening methods, help participants take the first steps towards strengthening their immunity. Dousing, air baths and breathing exercises will charge you with energy and a good mood. Those wishing to participate are advised to bring towels, slippers and bathing suits. There are no age restrictions. Admission is free.

    At 2:00 p.m., adults and young park guests will be able to take part in a walk-talk called “Bird Day.” They will learn about migratory birds, their characteristics and migration routes, and will also go on a short excursion around the park with binoculars to observe the birds in their natural environment. Anyone aged six and over is invited. Admission is free.

    At 12:00, everyone is invited to a walking tour of the Hermitage Garden. An experienced guide will take you around the most theatrical garden in Moscow, tell you what was on the site of the Hermitage before it appeared, thanks to whom it was opened, and also share interesting facts about the cultural life of the garden with a 130-year history. Visitors will hear a story about how the pearl of the garden and park ensemble became the center of attraction for opera, ballet, and dramatic art. The meeting place is the main entrance (from Karetny Ryad Street), near the white fountain. Required registration.

    An English conversation club will open in the Bauman Garden on March 30. Students will watch films and TV series together, and listen to songs in the original language to learn to understand spoken English and communicate. After each lesson, a discussion of ideas and an exchange of opinions is planned. Meetings will be held every Sunday from 12:00 to 14:00 in the chess club. Participants over six years old are welcome. Participation is free, the number of places is limited, a registration.

    From 2:00 PM to 6:00 PM, the Babushkinsky Park Center for Creativity and Leisure will host the “Game Library for Everyone.” Fans and experts of board games, as well as those who are interested in and want to try something new, are invited to the event. Participants will enjoy a cozy company and a pleasant, friendly atmosphere. Here, everyone will be able to find a game to their taste. The Game Library is live communication, interesting board games, people who will teach them the rules, and a pleasant pastime. Admission is free. Organizers: the SoBytie Foundation for the Support of Social Integration of Teenagers and the regional children’s public organization Soyuz Zvezdny.

    A master class on painting “Street in a Southern Town” from the “Magic Colors” series will be held in the gazebo near the amphitheater in Druzhby Park. At 2:00 p.m., participants will analyze the features of depicting white buildings, the rules for placing accents, and learn how perspective and reflexes work. Admission is free.

    The exhibition “Melnikov’s Moscow” has opened in the Maxim Gorky Central Park of Culture and Leisure behind the main entrance arch. The joint project with the A.V. Shchusev State Research Museum of Architecture is dedicated to the work of the famous avant-garde architect Konstantin Melnikov, one of the most controversial masters of the 1920s and 1930s, whose ideas combine both traditional approaches and those that were decades ahead of their time. Among his most famous works are the Rusakov Union of Communal Workers Club, the Kauchuk Plant Club, the Bakhmetevsky Garage, the garage on Novorizhanskaya Street, and the architect’s own house on Krivoarbatsky Lane. The exhibition will also tell about the architect’s projects for buildings in the capital that were not implemented. These are competition projects for the People’s Commissariat of Heavy Industry and the Palace of Soviets, urban development projects for the reconstruction of Luzhniki and Gorky Park. Admission is free.

    A combination of robotic surgery and AI has facilitated to a breakthrough in knee-replacement surgery, which a study shows gets better results for patients with bowed legs.

    Patients whose legs are naturally curved are responding well to a novel form of knee-replacement surgery that uses AI to find the best alignment of the new components for their body.

    Research published in full today, 27 March, involved patients randomised to receive either conventional knee-replacement surgery or the new ‘functionally aligned’ knee surgery.
    “The results are positive for patients whose legs are naturally bowed,” says lead author Associate Professor Simon Young of Waipapa Taumata Rau, University of Auckland. See Journal of Arthroplasty.

    Young is also an orthopaedic surgeon at Health New Zealand Te Whatu Ora Waitemata. He operates at the Elective Surgery Centre that is part of Auckland’s North Shore hospital campus, where they started using a robot for the knee operations in 2017, allowing greater accuracy.

    Traditionally, knee-replacement surgery is not universally successful, with around one in five patients not fully satisfied with their knee following the procedure. There are number of factors that may contribute but one reason could be because they had naturally bowed legs.

    Young saw the potential to use the surgical robot  to compare imaging of the patient’s knee with thousands of possible options for placement of the replacement knee, allowing the surgeon to select the best match for that person’s natural knee alignment.

    Conventional surgery puts the knee on straight, whereas the patient’s knee may have never been perfectly aligned with the leg bones to begin with.

    “We developed an artificial intelligence (AI) algorithm to use with the robot to help surgeons position the knee components in a way that better matches each patient’s natural anatomy,” says Young, an associate professor in the University’s Department of Orthopaedics.

    Around thirty percent of the population have bowed legs either naturally or because of conditions such as arthritis, which cause the knees to wear out, Young says.

    “If you look around on a football pitch, you will see a lot of people who are young, fit, and healthy, who have naturally quite bowed legs. If, when they get older, they get arthritis and you put the new knee in straight, it will be in a position it has never been in their lives.

    “For these people, usual knee replacements that assume the leg is straight may not work as well as ones that are functionally aligned.”

    The new AI software takes the patient’s knee alignment and surrounding soft tissue and allows the surgeon to test different options – digitally.

    “When we are in the operating room, we’re virtually positioning the components, then we consider that patient’s native alignment, and also their soft tissue tension. The computer model goes through and analyses the 20,000-25,000 potential positions and ranks them according to what would be optimal for that patient.

    “We then we choose what we think is the best option.”

    For the study, Young and colleagues randomised 244 knee-replacement patients to traditional or AI-assisted alignment and then followed the patients for two years, assessing their recovery with x-rays and questionnaires.

    Overall, both groups had good outcomes and were happy with their knee replacements.

    However, patients who naturally had more bowed legs reported better results with the newer functionally aligned knees.

    Based on the study, Young would recommend surgeons consider a patient’s natural leg shape when planning knee replacement surgery.

    Young has developed an app for use by orthopaedic surgeons wishing to use functional alignment in New Zealand, Australia, and Asia.

    The study won the prestigious John N. Insall, MD award from The Knee Society in the US. This meant the paper that described the study was submitted to The Journal of Arthroplasty and Young received US$1,000.

    Young travelled to San Diego to attend the society’s annual meeting on March 14, where he received the award.

    The research is ongoing to refine and expand the tool to ensure the best possible outcomes for all patients, Young says.

    Proceeds from the 2025 IAM International President’s Classic will be used to support the rehabilitation of the former Camden Yarns Mill and add an addition to become Maine MILL’s permanent home. The projected museum, which has already begun construction and is slated to open in summer 2026, will feature large spaces for a permanent collection and temporary galleries, a classroom, children’s area, and a design lab. Maine MILL’s ambition is to become a cultural hub that drives curiosity, encourages lifelong learning, and creates a stronger, more unified community.

  • MIL-OSI USA: Attorney General James Urges New Yorkers to Claim Compensation for Inflated Generic Drug Prices

    EW YORK – New York Attorney General Letitia James today joined a bipartisan coalition of 49 other attorneys general in urging consumers to check their eligibility for compensation as part of a $39.1 million settlement they secured with generic drug manufacturer Apotex Corp. (Apotex) for its role in a massive, long-running scheme to inflate prices of generic drugs and reduce competition. Attorney General James and the multistate coalition previously announced a settlement in principle with Apotex along with a $10 million settlement with Heritage Pharmaceuticals (Heritage). The settlements are part of an ongoing multistate investigation into companies for prescription drug price fixing. The companies in the scheme, some of which increased prices by 1,000 percent, manufactured essential medications to treat diseases ranging from diabetes to cancer to ADHD. 

    “When companies collude behind closed doors to raise prescription drug prices, they put everyday New Yorkers at serious risk,” said Attorney General James. “The companies involved in this scheme inflated prices of vital medications used to treat everything from diabetes and heart conditions to cancer, and now we are holding them accountable. I urge any New Yorker who may have been a victim of this scheme to check their eligibility and claim the restitution they are owed.”

    The settlements are the result of three lawsuits filed by the Office of the Attorney General (OAG) and a coalition of attorneys general against some of the nation’s largest generic pharmaceutical companies. The first complaint included Heritage and 17 other corporate defendants, two individual defendants, and 15 generic drugs. Two former executives from Heritage Pharmaceuticals, Jeffery Glazer and Jason Malek, have since entered into settlement agreements and are cooperating. The second complaint was filed in 2019 against Teva Pharmaceuticals and 19 of the nation’s largest generic drug manufacturers. The complaint names 16 individual senior executive defendants. The third complaint, to be tried first, focuses on 80 topical generic drugs that account for billions of dollars of sales in the United States and names 26 corporate defendants and 10 individual defendants. Six additional pharmaceutical executives have entered into settlement agreements with the coalition of attorneys general and have been cooperating to support the states’ claims in all three cases.  

    The lawsuits allege these companies engaged in a broad, coordinated, and systematic conspiracy to fix prices, avoid competition, and rig bids for more than 100 different generic drugs. The companies maintained an interconnected web of industry executives where these competitors met with each other during industry dinners, “girls’ nights out,” lunches, cocktail parties, and golf outings, and communicated via frequent telephone calls, emails, and text messages that sowed the seeds for their illegal agreements. Defendants used terms like “fair share,” “playing nice in the sandbox,” and “responsible competitor” to describe how they unlawfully discouraged competition, raised prices, and enforced an ingrained culture of collusion. 

    The drugs included in the scheme span all types – including tablets, capsules, creams, and ointments – and classes – including antibiotics, anti-depressants, contraceptives, and non-steroidal anti-inflammatory drugs. They treat a range of diseases and conditions from basic infections to diabetes, cancer, epilepsy, multiple sclerosis, HIV, ADHD, and more. In some instances, the coordinated price increases were over 1,000 percent. For example, Digoxin, an essential heart medication manufactured by Heritage, tripled in price, causing patients to pay hundreds of dollars more for the drug. 

    In November 2024, Attorney General James announced the coalition of attorneys general had secured settlements with Apotex and Heritage. As part of the settlement agreements, both Apotex and Heritage have agreed to cooperate in the ongoing multistate litigations against 30 corporate defendants and 25 individual executives. Both companies have further agreed to injunctive relief to prevent future misconduct and a series of internal reforms to ensure fair competition and compliance with antitrust laws. At the time of the announcement, the settlement with Apotex was conditioned on the signatures of all necessary states and territories. Those signatures have been obtained, and the coalition is filing the settlement today in the U.S. District Court for the District of Connecticut.

    Joining Attorney General James in securing the settlements are the attorneys general of Alaska, Arizona, California, Colorado, Connecticut, Delaware, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, Wyoming, the District of Columbia, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. 

    These settlements are the latest example of Attorney General James taking action to stop companies from engaging in anticompetitive conduct and harming New Yorkers. Earlier this month, Attorney General James won her case against ski resort owner Intermountain for illegally buying and shutting down a competitor. Also in March, Attorney General James secured a settlement with the NCAA that will end its anticompetitive rules preventing student athletes from learning about name, image, and likeness compensation opportunities before committing to a school. In January 2025 and December 2024, Attorney General James secured settlements stopping anticompetitive no-poach agreements in the building services industry. In May 2024, Attorney General James joined 40 other states and the Department of Justice in suing Live Nation and Ticketmaster for monopolizing the live music industry.

    New York’s investigation has been led by Assistant Attorneys General Bob Hubbard, Saami Zain, and Ben Cole, and Legal Assistant Arlene Leventhal of the Antitrust Bureau, under the supervision of Deputy Bureau Chief Amy McFarlane and Bureau Chief Elinor Hoffmann of the Antitrust Bureau. The Antitrust Bureau is part of the Division for Economic Justice, overseen by Chief Deputy Attorney General Christopher D’Angelo and First Deputy Attorney General Jennifer Levy.

  • MIL-OSI USA: Revitalizing Downtowns in Western New York

    overnor Kathy Hochul today announced that the Village of Cattaraugus will receive $10 million in funding as the Western New York winner of the eighth round of the Downtown Revitalization Initiative, and the Villages of Westfield and Angola will each receive $4.5 million as the Western New York winners of the third round of NY Forward. For Round 8 of the Downtown Revitalization Initiative and Round 3 of the NY Forward Program, each of the state’s 10 economic development regions are being awarded $10 million from each program, to make for a total state commitment of $200 million in funding and investments to help communities boost their economies by transforming downtowns into vibrant neighborhoods.

    “Our state’s downtowns unite friends and families, and these investments will only help reshape neighborhoods to become more vibrant destinations for shopping, dining and living,” Governor Hochul said. “Through our Pro-Housing Communities Program, affordable housing opportunities will open up in neighborhoods across Western New York and local economies will thrive from these opportunities.”

    To receive funding from either the DRI or NY Forward program, localities must be certified under Governor Hochul’s Pro-Housing Communities Program — an innovative policy created to recognize and reward municipalities actively working to unlock their housing potential. Governor Hochul’s Pro-Housing Communities initiative allocates up to $650 million each year in discretionary funds for communities that pledge to increase their housing supply; to date, 287 communities across New York have been certified as Pro-Housing Communities. This year, Governor Hochul is proposing an additional $100 million in funding to cover infrastructure projects necessary to create new housing in Pro-Housing Communities, and a further $10.5 million for technical assistance to help communities seeking to foster housing growth.

    Many of the projects funded through the DRI and NY Forward support Governor Hochul’s affordability agenda. The DRI has invested in the creation of more than 4,400 units of housing — 1,823 of which are affordable or workforce housing. The programs committed over $8.5 million to 11 projects that provide affordable or free child care and child care worker training. DRI and NY Forward have also invested in the creation of public parks, public art (such as murals and sculptures) and art, music and cultural venues that provide free outdoor recreation and entertainment opportunities.

    $10 Million Downtown Revitalization Initiative Award for Cattaraugus
    The Village of Cattaraugus is a vibrant community that is protected and tucked away, perched on a steep incline and sheltered by surrounding hills, productive farmlands and mature verdant forests. The original 19th century brick heart of the village, amazingly intact and a designated National Historic District, imbues a sense of history and character. Stores and businesses are locally owned, and the surrounding area abounds with hundreds of creative artists and artisans. The Village seeks to transform its historic red brick Main Street into a communal gathering place where our natural beauty, cultural heritage and small-town character converge to foster economic growth and enhance quality of life. Historically, Westfield’s economy depended on agriculture and industry.     $4.5 Million NY Forward Award for Angola

    Cattaraugus, Westfield and Angola will now begin the process of developing a Strategic Investment Plan to revitalize their downtowns. A Local Planning Committee made up of municipal representatives, community leaders and other stakeholders will lead the effort, supported by a team of private sector experts and state planners. The Strategic Investment Plan will guide the investment of DRI and NY Forward grant funds in revitalization projects that are poised for implementation, will advance the community’s vision for their downtown and that can leverage and expand upon the state’s investment.

    The Western New York Regional Economic Development Council conducted a thorough and competitive review process of proposals submitted from communities throughout the region and considered all criteria before recommending these communities as nominees.

    About the Downtown Revitalization Initiative
    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment. Led by the Department of State with assistance from Empire State Development, Homes and Community Renewal and NYSERDA, the DRI represents an unprecedented and innovative “plan-then-act” strategy that couples strategic planning with immediate implementation and results in compact, walkable downtowns that are a key ingredient to helping New York State rebuild its economy from the effects of the COVID-19 pandemic, as well as to achieving the State’s bold climate goals by promoting the use of public transit and reducing dependence on private vehicles. Through eight rounds, the DRI will have awarded a total of $900 million to 89 communities across every region of the State.

    About the NY Forward Program
    First announced as part of the 2022 Budget, Governor Hochul created the NY Forward program to build on the momentum created by the DRI. The program works in concert with the DRI to accelerate and expand the revitalization of smaller and rural downtowns throughout the State so that all communities can benefit from the State’s revitalization efforts, regardless of size, character, needs and challenges.

    NY Forward communities are supported by a professional planning consultant and team of State agency experts led by DOS to develop a Strategic Investment Plan that includes a slate of transformative, complementary and readily implementable projects. NY Forward projects are appropriately scaled to the size of each community; projects may include building renovation and redevelopment, new construction or creation of new or improved public spaces and other projects that enhance specific cultural and historical qualities that define and distinguish the small-town charm that defines these municipalities. Through three rounds, the NY Forward program will have awarded a total of $300 million to 60 communities across every region of the State.

  • MIL-OSI Security: Humble man sentenced in relation to scheme to illegally ship firearms to Iraq

    HOUSTON – A 53-year-old local resident has been sentenced to federal prison for providing false information on federally mandated firearms records, announced U.S. Attorney Nicholas J. Ganjei.

    Yashab Idnan Sandhu, Humble, pleaded guilty July 24, 2023.

    U.S. District Judge Andrew Hanen has now ordered Sandhu to serve 42 months in federal prison to be immediately followed by three years of supervised release.

    “The Southern District of Texas is pleased to have worked with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to have intercepted this shipment of guns before they reached Iraq, and used for whatever unknown purpose,” said Ganjei.

    “Being a responsible gun dealer is not just a matter of business; it’s a fundamental duty to safeguard public safety and uphold the trust placed in our agency by the American people,” said ATF Special Agent in Charge Michael Weddel. “ATF puts great trust in Federal Firearms Licensees (FFLs), to include ‘responsible persons,’ as they carry significant responsibility. When that trust is violated, it undermines the confidence the public has in the system. ATF Houston is committed to maintaining public safety, which includes holding these FFLs and their associated employees responsible when the laws and regulations are not followed.”

    The investigation began March 13, 2020, when authorities discovered a cache of handguns concealed in a shipping crate addressed to Iraq at a Port of Houston warehouse. They recovered approximately 473 handguns, 38 of which were pistols with obliterated serial numbers.

    Law enforcement ultimately traced 38 pistols with obliterated serial numbers to R’s Golf & Guns, an FFL for whom Sandhu was a “responsible person.”

    A responsible person is someone who has the authority and power to direct firearm compliance decisions and operations for an FFL.

    The investigation revealed Sandhu had sold these firearms to a suspected firearms smuggler. As part of his plea, Sandhu admitted he went back to previously completed forms and added the firearms, falsely reporting they had been sold to other innocent persons. 

    Sandhu was permitted to remain on bond and voluntarily surrender to a U.S. Bureau of Prisons facility to be determined in the near future.

    ATF conducted the investigation with the assistance of the FBI and Bureau of Industry and Security. Assistant U.S. Attorneys Steven Schammel and Heather Winter prosecuted the case.

  • MIL-OSI Canada: Camping reservations will open for entire Berg Lake Trail in Mount Robson Park

    Camping reservations will soon open for the entire Berg Lake Trail in Mount Robson Park, marking the return of hikers this summer to one of B.C.’s most popular backcountry hiking destinations.

    Beginning at 7 a.m. on Wednesday, April 2, 2025, people can reserve tent pads at any of the seven backcountry campgrounds along the Berg Lake Trail for arrivals starting June 26, 2025, the same day the entire trail is scheduled to reopen. Reservations will open for the entire season and are required to stay at campgrounds along the trail until Sept. 29, 2025.

    “Mount Robson Park is a special place, drawing thousands of people from across Canada and the world to experience the natural beauty,” said Tamara Davidson, Minister of Environment and Parks. “Having undergone repairs to help withstand the impacts of climate change, we’re thrilled to welcome families and friends back to the entire Berg Lake Trail.”

    Located between Valemount and Jasper, the 23-kilometre Berg Lake Trail features views of waterfalls, turquoise-coloured lakes and massive glaciers. In June 2021, the trail was closed due to extensive flooding caused by heavy rain following the heat dome. The flooding washed away parts of the trail and caused significant damage to infrastructure, such as bridges, picnic tables and tent pads.

    “Hiking the Berg Lake Trail is an unforgettable experience, with nearly 20,000 backcountry hikers and campers coming to this special part of B.C. every year,” said Spencer Chandra Herbert, Minister of Tourism, Arts, Culture and Sport. “Having the entire trail open again is important for local businesses, communities and visitors, and I encourage everyone to get out this summer and explore beautiful B.C.”

    The trail has been rebuilt in three phases. Phase 1 focused on various upgrades from the parking lot to Kinney Lake campground and reopened in 2023 for day use and overnight camping. Phase 2, from Kinney Lake to Whitehorn campground, reopened in 2024 and included a new trail route and new bridges at the far end of Kinney Lake and over the Robson River.

    Phase 3, from Whitehorn campground to Berg Lake, included various campground upgrades, along with a significant amount of trail rebuilding and realignment to reduce the amount of time the trail is in the flood plain or crosses the river. The total cost of restoring the trail is estimated at $5 million.

    “The Village of Valemount is thrilled to be part of the wonderful news that nature enthusiasts and hikers alike have been eagerly awaiting,” said Owen Torgerson, mayor of Valemount. “The Berg Lake Trail and Mount Robson Park is important for tourism, contributing about 25% to our local economy every year. I encourage everyone to plan a trip to experience the beauty of Berg Lake, and I appreciate the extensive work that has gone into restoring this beloved trail.”

    The Berg Lake Trail is open for winter recreation. From May 15 until June 25, the trail will be open for first-come, first-served camping at Kinney Lake and Whitehorn campgrounds. Permits for campsites can be purchased at the Mount Robson Welcome Centre before heading up the trail.

    “The Berg Lake Trail offers outdoor enthusiasts an unparalleled hiking and camping experience, while also boosting visitation and driving tourism revenue to the Robson Valley and our welcoming community,” said Eugene Runtz, mayor of McBride. “Reopening this iconic trail strengthens McBride’s position as a premier destination for nature lovers and adventure seekers, showcasing the breathtaking beauty of the Canadian Rockies and inviting travellers to explore all that the Robson Valley has to offer.”

    Ellen Walker-Matthews, chief executive officer for the Thompson Okanagan Tourism Association, said: “We are thrilled that the Berg Lake Trail, one of the iconic experiences in the Thompson Okanagan region, is reopening. The Berg Lake Trail not only draws visitors to its unique experience but helps to attract and welcome Canadian and international visitors to the spectacular North Thompson Valley and surrounding communities.”

  • MIL-OSI: JMU announces Dr. James C. Schmidt as seventh president

    HARRISONBURG, Va., March 26, 2025 (GLOBE NEWSWIRE) — James Madison University has announced that Dr. James C. Schmidt will serve as the university’s next president. Earlier today the JMU Board of Visitors voted to affirm his appointment.  

    Schmidt has over 30 years of experience working in higher education and currently serves as the chancellor of the University of Wisconsin-Eau Claire; he has been in this role since 2013. 

    During his tenure, UW-Eau Claire has been ranked among the top 10 regional public universities in the Midwest by U.S. News & World Report. It was named the top masters-level university for excellence in undergraduate research by the Council for Undergraduate Research in 2016 and is currently the only master’s-level university in Wisconsin among the top 20 nationally for student participation in study abroad. UW-Eau Claire has produced two Rhodes scholars since 2005 and leads master’s level institutions in Wisconsin and Minnesota in the number of Fulbright students.  

    In addition to UW-Eau Claire’s national recognition, Schmidt has been a stellar fundraiser and visionary for elevating academic excellence. He recently brought in one of the largest gifts in Wisconsin history at $70 million to help construct an indoor athletics facility and event center. Even more relatable to JMU, they are set to complete a 330,000-square-foot science and health sciences building through an innovative public-private funding partnership. 
     
    Previous tenures included service as vice president for university advancement at Winona State University in Winona, Minnesota, and vice president for student affairs at Riverland Community College in Austin, Minnesota. He holds a doctorate in educational policy and administration from the University of Minnesota, a master’s degree in business administration from the University of St. Thomas in Saint Paul, Minnesota, and a bachelor’s degree in political science from Winona State University. 

    Schmidt’s appointment will begin July 1, 2025.

    NIH study finds number of steps taken daily may be more important for cancer risk than the intensity of activity.

    In a prospective cohort study of more than 85,000 adults in the United Kingdom, researchers at the National Institutes of Health (NIH) and University of Oxford found that individuals who engaged in light- and moderate-to-vigorous-intensity daily physical activity had a lower risk of cancer than individuals who were more sedentary. The findings, published March 26, 2025, in British Journal of Sports Medicine, are among the first to evaluate the cancer risk reduction associated with light intensity activities such as doing errands and performing household chores.
    Previous studies have shown an inverse association between physical activity and cancer risk, but most of these studies relied on self-reported questionnaires, which may not accurately capture the intensity of different activities. Earlier studies that used objective measures were focused on higher-intensity physical activity. In the new study, led by researchers from NIH’s National Cancer Institute, participants in the UK Biobank study (median age of 63) wore wrist accelerometers that tracked total daily activity, activity intensity, and daily step count over a period of one week. The researchers then looked at the relationship between the daily averages and incidence of 13 cancer types, including breast and colorectal cancer, previously associated with physical activity.
    After a mean follow-up of 5.8 years, 2,633 participants had been diagnosed with one of the 13 cancer types. Individuals with the highest total amount of daily physical activity had a 26% lower risk of developing cancer than individuals who had the lowest amount of daily physical activity. The researchers also explored the impact of replacing daily sedentary time with light- and moderate-to-vigorous-intensity physical activity and found that this shift was associated with a reduced risk of cancer. The associations between physical activity and cancer risk remained even after researchers adjusted for demographic factors, lifestyle factors, body mass index (BMI), and other health conditions.
    Higher daily step count, but not the pace of the steps (step intensity), was also associated with a lower risk of cancer. Compared with cancer risk in those taking 5,000 steps per day, cancer risk was 11% lower for those taking 7,000 steps per day and 16% lower for those taking 9,000 steps per day. Beyond 9,000 steps, the risk reduction plateaued. The researchers suggested that less physically active individuals may lower their cancer risk by incorporating more walking, at any pace, into their daily routine.

  • MIL-OSI United Kingdom: Perth to host Youth Tour of Scotland in April

    Sunday will see the streets of Perth’s city centre welcome the final stage of the Youth Tour of Scotland, before welcoming a new elite circuit race – the Perth Grand Prix.

    The Perth Grand Prix will showcase the best circuit racing in Scotland, with elite races being held for open and female racers, with a total prize pot of £2,000 on offer. Support races for Under 12 and senior riders will also take place.

    The new-look Youth Tour of Scotland will start on Saturday, with the day’s racing seeing over 220 young riders from across the UK & Ireland compete in four youth categories.

    The racing will commence with a short 3.5km time trial against the clock in the morning, followed by a road race of between one hour and 90 minutes in length, dependent on age categories. Sunday’s circuit race, starting and finishing at Perth Concert Hall, will take place over a 1km circuit in the heart of Perth with each race lasting one hour in duration.

    Former alumni of the Youth Tour of Scotland include Olympic, World and Commonwealth Champions including Tom Pidcock, Emma Finucane, and Zoe Backstedt.

    Local graduates of the race include UCI World Junior & Under-23 Mountain Bike Champion Charlie Aldridge, Tour Down Under stage winner Oscar Onley and current Junior Track World Champion Erin Boothman.

    The Queen Mother Sports Centre in Victoria has received a major £370,000 uplift, and the star of the show is the revamped flume. The centre, already a go-to spot for fitness fanatics and swimmers, has made some serious upgrades to ensure it stays as fun and accessible as possible for everyone.

    One of the most exciting changes is the flume upgrade – essential for keeping those weekly children’s water slide sessions running smoothly and adding fun to every visit. The new investment ensures the flume system stays in top shape, bringing joy to kids (and adults who secretly enjoy it, too) for years to come.

    But it’s not just about the fun – the centre has made some big changes to improve accessibility as well.     Connect Me events, previously known as Closer to Home, are organised by the Local Services team within the Employment, Social Security and Housing department, to make activities and services accessible for Islanders of all ages. Events are organised in various locations around the Island and provide advice, support and activities free of charge. 

    From tips on how to make a healthy lunchbox and meeting the community policing team, to graffiti art and short talks on Mental Health and Parenting, there is something for everyone at this free event.

  • MIL-OSI United Kingdom: Essential maintenance work at Coombe Country Park pool

    Coombe Pool at Coombe Country Park will be lowered by 30cm heading into the summer to allow for essential maintenance work to Coombe Pool’s dam wall.

    Coombe Pool is categorised as a high-risk reservoir, which forms part of the River Sowe. The River Sowe runs through Coventry and has a dam wall which measures over 1km long and contains approximately 336,000m3 of water. The Pool was built in 1776 by Lancelot ‘Capability’ Brown and is the second-largest reservoir in Warwickshire.

    To ensure the ongoing safety of the reservoir and its dam wall, essential works are required to improve and maintain the features of the dam. The main improvements are:

    1. Maintenance to the historical bell mouth weir to ensure its longevity
    2. Repairs to the crest and downslope of the dam wall to create a uniformed height, improving the way that water flows over it
    3. Reprofiling to manage erosion around important reservoir structures
    4. Improvement of grass and light levels to limit erosion of the dam in the high water situations.

    For this work to be completed safely, the water level in Coombe Pool will need to be lowered by 30cm. The Pool has not been drained since WWII, where it was fully drained because it was thought to have been used as a navigation aid by bombers targeting the city.

    By lowering the water level, the flow of water will divert away from the usual outflow structures, allowing for safe access so repairs can be made.

    Councillor Abdul Salam Khan, Cabinet Member for Culture, Leisure, Sports and Parks and Deputy Leader, said:

    “As the weather warms up over the next few months heading into the summer, we know that lots of people will be planning to visit the park. The park will remain open as usual, but the lower water will mean that some parts of the park will have fencing up and you may be able to see some silt exposed in shallower areas, but the works are essential to ensure that people can continue to enjoy the park and the Pool for many years to come.”

    Coombe Pool Fishery will be closed for the duration of the works, which are planned to start during the closed season. The fishery will reopen as normal once all work has been completed and the water levels have been restored.

    Councillor Patricia Hetherton, Cabinet Member for City Services, said:

    “Whilst some areas of the park may look a bit different over the coming weeks, people coming to visit will still be able to enjoy the spaces as they usually would.

    “Maintaining our green spaces is very important and our Park Rangers will be working hard monitoring the oxygen levels in the lake to ensure that our wildlife is protected.”

    Works will begin in the coming weeks and will be underway heading into the summer.

    ‘Girls Active’ is an initiative developed by the Youth Sport Trust, which supports schools to increase girls’ engagement and enjoyment in PE, school sport and physical activity.

    The programme encourages teachers and girls to work together, empowering them to take positive action through influencing, leadership and inspiring their peers.

    Joining over 60 primary school girls aged 9-12 years at the recent ‘Girls Active Inspiration Day’ at Dromore Community Centre, was Irish Olympian Kerry O’Flaherty, who shared her own personal journey in sport from competing at the Commonwealth Games to the European and World Championships in the 3000m. Kerry encouraged each girl to believe in themselves and reinforced the message that “it’s never too late to take part in sport!”

    With funding from Sport NI, through the Community Planning Investment Programme 24/25, Armagh City, Banbridge and Craigavon Borough (ABC) Council has once again teamed up with the Youth Sport Trust to deliver this programme with local primary schools.

    Deputy Lord Mayor of Armagh City, Banbridge and Craigavon, Councillor Kyle Savage said: “We are seeing a very welcome popularity in female sports across our borough. Physical fitness and mental wellbeing go hand-in-hand with academic achievement, and as such, ‘Girls Active’ offers girls the chance to get involved in the design and delivery of activities that will appeal to their peers and boost interest and participation in sports within their schools. I wish all the girls involved in the programme every success.”

    Throughout the event, the girls took part in a range of activities including dance and exercises, team building games and workshops focusing on leadership, marketing and action planning. The action plans developed on the day will help the girls and teachers work together to engage more girls to be active within their schools.

    On March 29 and 30, the Gostiny Dvor will host the 3×3 basketball festival “Red Square Cup”. Over the course of two days, 3,000 participants from more than 700 teams will compete here.

    The geography of the cup includes at least 50 cities of Russia: athletes will come from Kaliningrad, Yekaterinburg, Norilsk, Khabarovsk and other parts of the country. The sports program of the event covers different age groups and is intended for participants from seven years and older.

    The competition will be watched by 10 thousand spectators. One of the leading tournaments of the festival will be the Red Square Cup of the same name, in which the strongest teams of Russia will take part. Among them are players of the Russian national 3×3 basketball team, silver medalists of the 2020 Olympic Games Alexander Zuev and Stanislav Sharov, as well as five-time champions of Russia Yuri Bespalov and Vladislav Meleshkin. In addition, over the weekend, Gostiny Dvor will host a mass 3×3 basketball tournament (age categories from 14 years and up) and a children’s 3×3 basketball cup (from seven to 14 years old).
