    ITV Network founder and my colleague in Parliament, Kartikeya Sharma ji, the entire team of the network, all the guests from India and abroad, other dignitaries, ladies and gentlemen, NewsX World’s auspicious beginning and for this I congratulate all of you, my best wishes. Today, all the regional channels of your network including Hindi and English are going global. And today many fellowships and scholarships have also been started. I wish all of you the best for these programs.

    I have been attending such media events earlier also, but today I feel that you have set a new trend and I congratulate you for this too. Such media events keep happening in our country, and it is a tradition that is continuing. There are some economic topics in it, it is a matter of benefit for everyone, but your network has given it a new dimension. You have worked on a new model by breaking away from the norm. I remember, if I talk about the earlier summits and your summit I have been listening to since yesterday, the earlier summits organised by different media houses have been leader-centric, I am happy that this one is policy-centric, policies are being discussed here. Most of the events that have taken place have been about living the present on the basis of the past. I see that your summit is dedicated to the future. I have seen that in all such programs that I have seen from afar or have attended myself, the importance of controversy was more there, here the importance of dialogue is more. And I firmly believe that all the events that I have attended are held in a small room and have their own people. Seeing such a huge event here and that too the event of a media house and people from all walks of life being here, is a big thing in itself. It is possible that other media people will not get any masala (scoop) from here, but the country will get a lot of inspiration, because the thoughts of every person who comes here will be thoughts that inspire the country. I hope that in the coming days other media houses will also adopt this trend, this template, in their own way and make it innovative and at least come out of that small room.

    Today the whole world is looking at 21st century India, people from all over the world want to come to India, want to know India. Today India is the country in the world where positive news is being created continuously. There is no need to manufacture news, where new records are being made every day, something new is happening. Just on 26 February, the Maha Kumbh of unity was concluded in Prayagraj. The whole world is surprised that how in a temporary city, a temporary arrangement, crores of people came to the banks of the river, travelled hundreds of kilometers and got filled with emotions after taking a holy bath. Today the world is seeing India’s organising and innovating skills. We are manufacturing everything from semiconductors to aircraft carriers right here. The world wants to know about this success of India in detail. I think that this NewsX World is a very big opportunity in itself.

    Just a few months ago, India conducted the world’s largest elections. After 60 years, it happened that a government in India has returned to power for the third consecutive time. The basis of this public trust are India’s many achievements in the last 11 years. I am confident that your new channel will take India’s real stories to the world. Without adding any colour, your global channel will show the picture of India as it is, we do not need makeup.

    Many years ago, I had presented the vision of Vocal for Local and Local for Global to the country. Today we are seeing this vision turning into reality. Today our Ayush products and Yoga have gone from Local to Global. Go anywhere in the world, you will find someone who knows Yoga, my friend Tony is sitting here, he is a daily Yoga practitioner.  Today, India’s superfood, our Makhana, is going global from local. India’s millets – Shreeanna, are also going global from local. And I have come to know that my friend, Tony Abbott, has had first-hand experience of Indian millets at Delhi Haat, and he liked the millet dishes very much and I felt very happy to hear this.

    Not only millets, India’s turmeric has also gone from local to global, India supplies more than 60 percent of the world’s turmeric. India’s coffee has also gone from local to global, India has become the world’s seventh largest coffee exporter. Today India’s mobiles, electronic products, medicines made in India are making their global identity. And along with all this, one more thing has happened. India is leading many global initiatives. Recently I got a chance to go to the AI ​​Action Summit in France. India was the co-host of this summit which is taking the world towards the AI ​​future. Now India has the responsibility of hosting it. India organised such a wonderful G-20 Summit during its presidency. During this summit, we gave the world a new economic route in the form of India-Middle East-Europe Corridor. India also gave a strong voice to the Global South, we have connected the island nations and their interests to our priority. India has given the vision of Mission Life to the world to deal with the climate crisis. Similarly, International Solar Alliance, Coalition for Disaster Resilient Infrastructure, there are many such initiatives which India is leading globally. And I am happy that today when many brands of India are going global, the media of India is also going global. It is understanding this global opportunity.

    For decades, the world used to call India its back office. But today, India is becoming the new factory of the world. We are not just becoming a workforce, but a world-force! Today, the country is becoming an emerging export hub for the things that we once imported. The farmer who was once limited to the local market, today his crop is reaching the markets of the whole world. The demand for Pulwama’s Snow Peas, Maharashtra’s Purandar Figs and Kashmir’s Cricket Bats is now increasing in the world. Our Defence products are showing the world the power of Indian Engineering and technology. From the Electronics to Automobile Sector, the world has seen our scale and capability. We are not only providing our products to the world, India is also becoming a trusted and reliable partner in the global supply chain.

    If we have become a leader in many sectors today, then it is because of years of well deliberated hard work. This has been possible only due to systematic policy decisions. Look at the journey of 10 years, where bridges were incomplete, roads were stuck, today dreams are moving ahead at a new pace. With good roads, excellent expressways, both travel time and cost have reduced. This has given the industry an opportunity to reduce the turnaround time of logistics. Our automobile sector got a huge benefit from this. This increased the demand for vehicles, we encouraged the production of vehicles and EVs. Today we have emerged as a major automobile producer and exporter in the world.

    A similar change has been seen in electronics manufacturing. In the last decade, electricity reached more than 2.5 crore households for the first time. The demand for electricity increased in the country, production increased, which increased the demand for Electronic Equipment. When we made data cheaper, the demand for mobile phones increased. As more and more services were brought on mobile phones, the consumption of digital devices increased further. By turning this demand into an opportunity, we started programs like PLI Schemes. Today, India has become a major electronics exporter.

    Today India is able to set very big targets and is achieving them, so there is a special mantra at the core of this. This mantra is – minimum government, maximum governance. This is the mantra of efficient and effective governance. That means no interference from the government, no pressure from the government. I will give you an interesting example. In the last decade, we have abolished about 1500 laws that have lost their importance. It is a big deal to abolish 1500 laws. Many of these laws were made during British rule. Now I will tell you something, you will be surprised to hear that there was a law called dramatic performance act, this law was made by the British 150 years ago, at that time the British wanted that drama and theatre should not be used against the then government. There was a provision in this law that if 10 people were found dancing in a public place, they could be arrested. And this law continued for 75 years after the country got independence. That is, if there is a wedding procession and 10 people are dancing, the police can arrest them including the groom. This law was in force for 70-75 years after independence. This law was removed by our government. Now, we have borne this law for 70 years, I have nothing to say to the government of that time, those leaders, they are sitting here too, but I am more surprised by this Lutyens’ group, this Khan Market gang. Why were these people silent on such a law for 75 years? Those who go to court every day, who roam around like contractors of PIL, why were these people silent? Did they not remember liberty then? If someone thinks today, what would have happened if Modi had made such a law? And these trollers on social media, if they too had spread such false news that Modi was going to make such a law, these people would have created a ruckus, would have pulled Modi’s hair.

    It is our government that has abolished this law from the times of slavery. I will give another example of bamboo, bamboo is the lifeline of our tribal areas, especially the North East. But earlier, you were sent to jail even for cutting bamboo, why was the law made now? Now, if I ask you, is bamboo a tree? Some will believe that it is a tree, some will believe that it is a tree, you will be surprised that even after 70 years of independence, the government of my country believed that bamboo is a tree, and therefore, just as cutting trees was prohibited, cutting bamboo was also prohibited. There was a law in our country which considered bamboo to be a tree, and all the laws for trees were applicable to it, it was difficult to cut it. Our earlier rulers could not understand that bamboo is not a tree. The British may have had their own interests, but why did we not do it? Even the decades old law related to bamboo was changed by our own government.

    You must remember how difficult it was for a common man to file ITR 10 years ago. Today you file ITR in a few moments and the refund is also deposited directly in the account within a few days. Now the process of making the law related to income tax even simpler is going on in the Parliament. We have made income up to Rs. 12 lakh tax free, yes now there is applause, you did not applaud the bamboo because it belongs to the tribals. And this is going to benefit especially the media personnel, the salaried class like you. The youth who are doing their first and second jobs, their aspirations are also different, their expenses are also different. They should fulfil their aspirations, their savings should increase, the budget has helped a lot in this. Our aim is to give the people of the country Ease of Living, Ease of Doing Business, give them open skies to fly. Today see how many start-ups are taking advantage of geospatial data. Earlier, if someone had to make a map, they had to take permission from the government. We changed this and today our start-ups and private companies are making excellent use of this data.

    India, which gave the world the concept of Zero, is today becoming the land of Infinite Innovations. Today India is not just innovating but also indovating. And when I say indovate, it means – Innovating The Indian Way. Through indovating, we are creating solutions that are affordable, accessible and adaptable. We are not gate-keeping these solutions but have offered them to the entire world. When the world wanted a secure and cost-effective digital payment system, we created the UPI system. I was listening to Professor Carlos Montes, he seemed very impressed with the people-friendly nature of technology like UPI. Today, countries like France, UAE, Singapore are integrating UPI in their financial ecosystem. Today, many countries of the world are making agreements to join our digital public infrastructure, India Stack. During the Covid pandemic, our vaccine showed the world the model of India’s Quality Healthcare Solutions. We also open-sourced the Arogya Setu app so that the world can benefit from it. India is a major space power; we are also helping other countries to achieve their space aspirations. India is also working on AI for Public Good and is also sharing its experience and expertise with the world.

Therefore, India’s youth is a very big priority for us. National Education Policy has given children an opportunity to think beyond books. Children are getting ready for the field of AI and Data Science by learning coding from middle school itself. Atal Tinkering Labs are giving children hands-on experience of emerging technologies. Therefore, in this year’s budget, we have announced to create 50 thousand new Atal Tinkering Labs.

Similarly, in the field of research, students need more and more information sources.     Introduction

    Obesity has become a major public health challenge in India, affecting people across all age groups and increasing the risk of non-communicable diseases (NCDs) such as diabetes, heart disease, and hypertension. Driven by unhealthy diets, sedentary lifestyles, and environmental factors, obesity is rising at an alarming rate, impacting both urban and rural populations. The shift towards processed foods, reduced physical activity, and lifestyle changes has further contributed to this growing crisis.

     

    Recognizing the urgency of this issue, Prime Minister Narendra Modi, in his recent Mann Ki Baat address, emphasized the need for nationwide awareness and collective action to reduce obesity, particularly through lower edible oil consumption. He nominated prominent individuals across India to lead an awareness movement. This call for collective action highlights the importance of tackling obesity at both individual and community levels, reinforcing the need for a fitter and healthier India. The Government of India has launched several initiatives, including the Fit India Movement, NP-NCD, POSHAN Abhiyaan, Eat Right India, and Khelo India, to promote healthier lifestyles, better nutrition, and physical activity. These programs aim to encourage long-term behavioural change, ensuring a healthier future for all. As India moves towards Amrit Kaal, a whole-of-government and whole-of-society approach is being adopted to tackle obesity through policy reforms, community engagement, and regulatory measures. Strengthening public health systems, promoting sustainable food habits, and increasing awareness are key to reversing this trend and safeguarding future generations from obesity-related health risks.

    Understanding Obesity: Definition and Causes

    What is Obesity?

    According to the World Health Organization (WHO), obesity is defined as an abnormal or excessive fat accumulation that presents a risk to health. The commonly used metric to classify obesity is Body Mass Index (BMI), where a BMI of 25 or above is considered overweight, and a BMI of 30 or above is classified as obese. In India, a person is considered overweight if their Body Mass Index (BMI) is between 23.0 and 24.9 kg/m², and obese if their BMI is 25 kg/m² or higher. Morbid obesity occurs when a person’s BMI is 35 or more.

    What is BMI?

    Body Mass Index (BMI), previously known as the Quetelet index, is a simple way to check if an adult has a healthy weight. It is calculated by dividing a person’s weight in kilograms by their height in meters squared (kg/m²). To find BMI, take a person’s weight (kg) and divide it by their height (m) squared.

    A normal BMI falls between 18.5 and 24.9, based on the World Health Organization (WHO) guidelines.

    Global Statistics

    The prevalence of overweight and obesity has been rising steadily among both adults and children worldwide. Between 1990 and 2022, the percentage of children and adolescents (aged 5–19 years) with obesity increased fourfold, from 2% to 8%. During the same period, the proportion of adults (aged 18 and older) with obesity more than doubled, rising from 7% to 16%.

    • As per the National Family Health Survey (NFHS)-5 (2019-21), overall, 24% of Indian women and 23% of Indian men are overweight or obese
    • As per the NFHS-5, (2019-2021) in the category of ages 15-49 years, 6.4 % of women and 4.0 % of men, are obese.
    • There has also been an increase in the percentage of children under 5 years who are overweight (weight-for-height) from 2.1 percent in NFHS-4 (2015-16) to 3.4 percent in NFHS-5 (2019-21) at All-India level.

    Key Factors Driving the Rise of Obesity in India

    Government of India’s Strategic Framework for Obesity Prevention

    Policy Innovations and Measurable Outcomes

     

    Recognizing obesity as a critical public health concern, the Government of India has launched comprehensive, multi-pronged initiatives to prevent, manage, and reduce obesity at all levels. The interventions are strategically designed by multiple ministries to promote a holistic approach that integrates health, nutrition, physical activity, food safety, and lifestyle modifications. These efforts can be categorized under the following key intervention areas:

     

    1. Ministry of Health and Family Welfare (MoHFW) – Strengthening Public Health Responses

    1.1 National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD) 

    In India, non-communicable diseases (NCDs) cause 63% of all deaths, according to WHO’s 2018 – NCD India profile. The leading causes are cardiovascular diseases (27%), followed by chronic respiratory diseases (11%), cancers (9%), diabetes (3%), and other conditions, including obesity (13%).

    Non-communicable diseases (NCDs) such as cardiovascular diseases, cancers, diabetes, and chronic respiratory diseases are largely driven by modifiable lifestyle factors, including tobacco use, unhealthy diets, physical inactivity, and alcohol consumption. Air pollution further increases the risk. These factors contribute to obesity, high blood pressure, elevated blood sugar, and raised cholesterol levels, all of which significantly increase the likelihood of developing NCDs. Since many of these risk factors are preventable, addressing obesity and unhealthy habits can play a crucial role in reducing the burden of NCDs.

    The Department of Health and Family Welfare under the National Programme for Prevention and Control of Non-Communicable Diseases (NCDs) (NP-NCD) through the National Health Mission (NHM), aims to promote health through behaviour change by engaging communities, civil society, media, and development partners. It focuses on screening, early diagnosis, management, referral, and follow-up at all healthcare levels to ensure continuous care. The program also strengthens the capacity of healthcare providers for prevention, treatment, rehabilitation, awareness (IEC/BCC), monitoring, and research. Additionally, it enhances supply chain management for essential drugs, equipment, and logistics while ensuring effective supervision, evaluation, and nationwide implementation through a uniform ICT system.

    Key Components

    • Facilities Established Under NPCDCS – 682 District NCD Clinics, 191 District Cardiac Care Units, 5,408 CHC NCD Clinics. 
    • Preventive Care & Awareness – Implemented through Ayushman Bharat HWCs with wellness activities & community outreach.

    2. Ministry of AYUSH: Promoting Traditional & Holistic Wellness Practices

    The Ministry of Ayush has implemented several initiatives to address obesity and promote effective weight management through Ayurveda:

     

    1. Specialized Ayurvedic Care: The All India Institute of Ayurveda (AIIA) in New Delhi offers specialized treatments for obesity and related lifestyle disorders. These treatments combine Panchakarma therapies, Ayurvedic medications, personalized dietary guidelines, and yoga therapy. To date, approximately 45,000 patients with diabetes and metabolic disorders have benefited from these services.

     

    1. Research and Evidence Generation: The Central Council for Research in Ayurvedic Sciences (CCRAS) conducts research to validate the safety and efficacy of Ayurvedic interventions for lifestyle disorders, including obesity. Studies have demonstrated that practices such as Dincharya (daily regimen), Ritucharya (seasonal regimen), Ahara (dietary guidelines), and Yoga are effective in maintaining overall health and preventing conditions like obesity.
    2. Ayurswasthya Yojana: This Central Sector Scheme, operational since FY 2021-22, includes the ‘Ayush and Public Health’ component aimed at promoting AYUSH interventions in community healthcare. The scheme supports projects focused on managing lifestyle disorders and non-communicable diseases (NCDs), with 11 projects currently addressing issues such as obesity, diabetes, hypertension, and osteoporosis.
    3. Collaborative Research Efforts: The Ministry has partnered with the Council of Scientific and Industrial Research (CSIR) to enhance scientific research in Ayurveda. This collaboration focuses on developing and implementing research programs that integrate traditional Ayurvedic knowledge with modern science, particularly in managing lifestyle disorders like obesity.

    Through these comprehensive measures, the Ministry of Ayush is actively contributing to the prevention and management of obesity, promoting a holistic approach to health and well-being.

     

    3. Ministry of Women and Child Development:

    POSHAN Abhiyaan : Preventing Childhood Obesity

     

    POSHAN Abhiyaan, launched on 8th March 2018, is the Government of India’s flagship initiative for holistic nourishment. It aims to improve nutritional outcomes for children, adolescent girls, pregnant women, and lactating mothers by fostering a convergent ecosystem that enhances nutrition content, delivery, and awareness to combat malnutrition and promote overall wellness.

     

     

    Key Components of POSHAN Abhiyaan & Poshan 2.0

     

    POSHAN Abhiyaan adopts a holistic approach to tackle malnutrition through technology-driven monitoring, multi-ministerial collaboration, and community engagement under the Jan Andolan Movement. It promotes Poshan Vatikas (Nutri-Gardens) for homegrown nutrition, strengthens Anganwadi services and adolescent health under Mission Saksham Anganwadi & Poshan 2.0 (2021), and integrates AYUSH-based wellness practices. The program emphasizes maternal and child nutrition, dietary diversity, and food fortification, encouraging millet consumption and nutrient-rich diets to combat anemia and deficiencies.

     

    4. Ministry of Youth Affairs and Sports: Fostering a Culture of Physical Fitness

    4.1 Fit India Movement: A Mass Fitness Revolution 

    • Launched by PM Narendra Modi in 2019, the Fit India Movement promotes active lifestyles and encourages individuals to incorporate fitness into daily routines.
    • Key Components:
      • Fit India School Certification for schools incorporating physical activity in their curriculum.
      • Fit India Sundays on Cycle initiative promoting cycling and walking in urban spaces 

    Dr. Mansukh Mandaviya, Union Minister of Youth Affairs and Sports, inaugurated the ‘Fit India Cycling Drive’

    • Community-led fitness programs such as mass yoga sessions, running clubs, and workplace fitness challenges.

    4.2 Khelo India Programme: Building an Active Generation

    The Khelo India – National Programme for Development of Sports was launched in 2016-17 to promote sports participation at all levels, from schools to elite competitions, by fostering a culture of athletic excellence across the country. It focuses on providing top-notch training and world-class infrastructure to young athletes, ensuring they receive the necessary resources to excel in their respective sports. The scheme ensures equal sports opportunities across rural and urban India.

    5. Food Safety and Standards Authority of India (FSSAI): Regulating Food for Public Health

    5.1 Eat Right India Movement (FSSAI): Reforming Food Choices for a Healthier Future 

    The Eat Right India movement, initiated by the Food Safety and Standards Authority of India (FSSAI), encompasses several key initiatives aimed at ensuring safe, healthy, and sustainable food for all. Below are the primary initiatives:

    Supply-Side Initiatives:

    • Food Safety Training and Certification (FoSTaC): The Food Safety Training and Certification (FoSTaC) certificate is issued by FSSAI, certifying food safety supervisors in every food business.
    • Certification Programs: Ensures hygiene in street food hubs, markets, stations, and places of worship.
    • Hygiene Rating: Rates restaurants, catering services, sweet shops, and meat vendors on hygiene standards.

     

    Demand-Side Initiatives:

    • Consumer Awareness: Promotes food safety through Eat Right Campus & Eat Right School programs.
    • Adulteration Detection: Provides DART Book & Magic Box for home and school food testing.

     

    Food Safety DART Book – The Detect Adulteration with Rapid Test (DART) booklet provides over 50 easy household tests to detect food adulteration using simple solutions. Freely downloadable for public awareness, it cannot be used for commercial purposes or imply FSSAI endorsement.

     

    Food Safety Magic Box – FSSAI’s Food Safety Magic Box-Companion Book is a learning tool for schools, teachers, and parents, featuring 102 simple tests to detect food adulterants, along with a companion guidebook.

    The Food Safety & Standards Authority of India (FSSAI) plays a pivotal role in guiding public dietary choices and regulating food safety standards to combat obesity and lifestyle-related diseases.

    5.2 Nationwide Awareness Campaign – ‘Aaj Se Thoda Kam’
    To encourage healthier eating habits, FSSAI launched the ‘Aaj Se Thoda Kam’ campaign, urging consumers to gradually reduce their intake of fat, sugar, and salt. This multimedia campaign includes:

    • Short educational videos with subtitles in 12 languages to reach a diverse audience.
      1. Flyers, banners, and audio clips reinforcing the message of mindful eating.
      2. A dedicated ‘Eat Right India’ website, offering valuable resources for making informed dietary changes.

     

     

    5.3 Regulating High Fat, Salt, and Sugar (HFSS) Foods
    FSSAI, in collaboration with the ICMR-National Institute of Nutrition (NIN), has recommended mandatory labeling of High Fat, Salt, and Sugar (HFSS) foods. This initiative aims to:

    1. Ensure clear front-of-pack labeling on ready-to-eat foods.
    2. Help consumers make informed choices and moderate their intake of unhealthy foods.

    5.4 Multi-Platform Public Awareness Initiatives
    The Government, with FSSAI’s leadership, has been actively spreading awareness through:

    a. Print, electronic, and social media campaigns educating the public on healthier food choices.

    b. Integration with the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases, and Stroke (NPCDCS), which supports state-level awareness activities on obesity prevention and healthy living.

    5.5 RUCO Initiative

    FSSAI’s RUCO (Repurpose Used Cooking Oil) initiative ensures that used cooking oil is not re-entered into the food chain but is safely repurposed. When oil is repeatedly used for frying, harmful Total Polar Compounds (TPC) form, increasing the risk of diseases like hypertension, atherosclerosis, and liver disorders. To protect public health, FSSAI has set a 25% TPC limit beyond which oil must not be used. Under the EEE Strategy (Education, Enforcement, Ecosystem), used cooking oil is collected by aggregators from food businesses and redirected for biodiesel or soap production, promoting health, energy security, and environmental sustainability.

    Obesity is a pressing public health challenge in India, but the nation is actively addressing it through a comprehensive, multi-sectoral approach. Under the leadership of Prime Minister Narendra Modi, the Government of India has launched strategic interventions integrating health, nutrition, fitness, and regulatory measures. Initiatives such as the Fit India Movement, NP-NCD, POSHAN Abhiyaan, Eat Right India, and Khelo India are fostering a culture of health consciousness, preventive care, and active living. As India moves towards Amrit Kaal, the vision of a Fit and Healthy India is becoming a reality. With sustained commitment, cross-sector collaboration, and active citizen participation, the country is well-positioned to reverse obesity trends and safeguard future generations. By prioritizing awareness, lifestyle changes, and policy-driven action, India can set a global example in tackling obesity—building a nation that thrives on wellness, vitality, and holistic well-being.

         The Hong Kong Economic and Trade Office in Singapore (Singapore ETO) hosted the first Chinese New Year dinner in Vietnam at Ho Chi Minh City (HCMC) yesterday (February 28), taking the opportunity to celebrate the new year and the Singapore ETO’s 30th anniversary with the rapidly growing Vietnamese partners and counterparts.           Jointly organised with the Hong Kong Business Association Vietnam (HKBAV), the dinner welcomed about 200 guests, including the Consul General of the People’s Republic of China in HCMC, Mr Wei Huaxiang; the Deputy Director-General of the Department of Foreign Affairs in HCMC, Mr Tran Xuan Thuy; the Deputy Chief of Office of the People’s Committee of District 1 of HCMC, Mr Mac Hong Linh; the Chairman of the HKBAV, Mr Michael Chiu; the Director of Indochina of the Hong Kong Trade Development Council, Ms Tina Phan; and representatives from government and business sectors, chambers of commerce, Hong Kong communities in Vietnam, etc.           Speaking at the dinner, the Director of the Singapore ETO, Mr Owin Fung, recapped the multi-front work and achievements of Hong Kong and Vietnam collaboration efforts. Last summer, the Chief Executive, Mr John Lee, met with the then Vietnam President and the present General Secretary of the Communist Party of the Vietnam Central Committee, Mr To Lam, during his official visit to Hanoi and HCMC with a Hong Kong Special Administrative Region delegation. Meanwhile, the Permanent Deputy Prime Minister of Vietnam, Mr Nguyen Hoa Binh, visited Hong Kong last September to attend the Belt and Road Summit.           On business and trade relations, Mr Fung mentioned that Vietnam had become Hong Kong’s sixth-largest merchandise trading partner in 2024, with a total trade volume increasing by 26 per cent from 2023. With regard to foreign direct investment (FDI), Hong Kong investors have had a keen interest in the Vietnamese market for years. On an accumulated basis, Hong Kong is one of Vietnam’s top five largest FDI investors in areas such as manufacturing, real estate, retail, logistics, infrastructure, etc. In addition to other positive developments, as in tourism and education, the relations of the two places could reach a new level in the imminent future.           During the dinner, the Singapore ETO also introduced to guests the grand opening of Kai Tak Sports Park, the largest sports infrastructure project in Hong Kong history, in the evening of March 1. The cultural performances presented including lion dance, playing of Chinese and Vietnamese songs by a live band using traditional music instruments, and jamming of Cantonese and Vietnamese songs by a local singer.           Mr Fung concluded that Hong Kong has unique advantages under the “one country, two systems” arrangement, serving as a gateway between Mainland China and global markets, with the Greater Bay Area (GBA) as a key focus for collaboration. The Singapore ETO, celebrating its 30th anniversary, will continue to relentlessly enhance bilateral relations and provide help to enterprises and businesses to enter and expand in Hong Kong and take a proactive role to help enterprises and businesses in Hong Kong and the GBA go abroad. Vietnam and the Association of Southeast Asian Nations will certainly be a priority destination.

  • MIL-OSI Australia: Keppel Bay’s $20 million centre set to officially open

    Assistant Minister for Regional Development and Senator for Queensland, Anthony Chisholm will officially open the new Keppel Bay Sailing and Convention Centre today, which has been made possible thanks to a $20 million investment from the Federal Government.   

    The new three-storey facility overlooking Keppel Bay has been designed to draw in visitors and locals by using the bay’s picturesque features, which is then complemented with a modern bar, bistro, café, viewing terrace and multiple conference rooms.

    The new Sailing and Convention Centre replaces the previous clubhouse, which was originally constructed out of an old roller-skating rink in 1961.

    In 2025, the fully modernised sailing club facilities have been developed with the local sailing community front of mind and an aim to cement Yeppoon’s strong legacy as a hub for state and national sailing events.

    The new building also provides storage and workshop services, male and female change rooms, accessible toilet facilities and will house the administrative facilities of the Yeppoon sailing community. 

    After more than three years of construction, which created 400 jobs, the $25.5 million Keppel Bay Sailing and Convention Centre will build on the strong legacy of sailing as a fixture of the Yeppoon community and also provide entertainment to locals for years to come.

  • MIL-OSI Australia: ASEAN-Australia Centre grants and BRIDGE School Partnerships

    I am pleased to announce the recipients of the ASEAN-Australia Centre’s 2024-25 grants program and the 38 schools selected for the BRIDGE school partnership program.

    The Centre’s initiatives support the implementation of Invested: Australia’s Southeast Asia Economic Strategy to 2040, through practical action that increases Australia’s business, cultural and community connections with the ASEAN Member States and Timor-Leste.

    The Centre is funding grants across three priority areas – creative industry exchanges, business and education initiatives and practical research to strengthen shared understanding and connection between Australia and Southeast Asia.

    Successful grant recipients will be listed on GrantConnect, and include:

    • support for young women entrepreneurs from Australia and ASEAN countries to scale-up their start-ups through business and investment connections
    • a visiting fellowship for ASEAN business and community leaders to share trends and opportunities with Australian businesses and communities
    • exchanges for Southeast Asian and Australian music industry professionals to enhance two-way trade
    • a football diplomacy program for women’s football administrators and players to strengthen cultural, professional and sporting connections in the lead up to Australia hosting the AFC Women’s Asian Cup in 2026; and
    • an initiative to enhance the supply of premium Australian horticultural produce to Southeast Asia and introduce the region’s next generation of chefs to the sustainability, traceability and quality of Australian produce.

    I also congratulate the 38 exceptional primary and secondary schools from Australia and Southeast Asia selected for the ASEAN-Australia BRIDGE School Partnerships Program – providing structured learning opportunities and building cross-cultural connections between educators and more than 300 students.

    These schools join a prestigious network of more than 1,200 schools that have participated in BRIDGE across the Indo-Pacific region since 2008.

    It’s the multi-million-dollar sports complex, 15 years in the planning and two years to build, but today the UniSA Sport Science Hub opens its doors to its first cohort of university students ready to engage in its world-class teaching and research facilities at South Australia’s new sports precinct.

    Created in partnership with the South Australian Sports Institute (SASI) and the Office for Recreation, Sport and Racing, the UniSA Sports Science Hub is the only facility of its kind in the Southern Hemisphere, and only the second in the world.

    The Hub is designed to deliver industry-embedded specialist sports science education, greater research opportunities, and cutting-edge solutions for industry, so that all students have authentic learning experiences, scope to engage with leading industry staff and elite athletes, and a career-ready education.

    Its state-of-the-art facilities feature:

    • A biomechanics lab with a VICON motion capture system and force plates that measure movement patterns and show how changes in force production can benefit athletic performance.
    • An environmental chamber that can simulate humidity, altitude (0 – 5000m above sea level) and temperatures extremes (from -11 to 45°C) to track how body the responds to different environments.
    • Exercise physiology teaching laboratories housing exercise testing equipment for physiology classes and work integrated learning (plus a BodPod for safely measuring body composition).
    • An exercise research lab for high performance, intensive exercise research.
    • An exercise teaching space, housing exercise and resistance training equipment, a 20-metre running track, and an impact wall to train students how to prescribe and deliver exercise training and testing.
    • Collaborative, flexible teaching spaces to accommodate large and small student groups.

    Professor Jon Buckley, Executive Dean of UniSA’s Allied Health and Human Performance Unit, says the new Sports Science Hub will provide multiple benefits for students, researchers, SASI, and the State.

    “UniSA and SASI have had a long-standing relationship for more than 20 years,” Prof Buckley says.

    “The new UniSA Sports Science Hub solidifies this, bringing together our world-leading teaching and research capabilities in exercise and sports science, with SASI’s expertise in preparing high-performance athletes, to highlight a partnership that is truly unique.

    “For our students, the new facilities will provide a genuine and authentic learning experience, where they’ll be able to interact with SASI staff and athletes as part of their learning, even undertaking analysis and training with data that’s being used by staff at SASI. So, they’ll get very industry-relevant training and exposure to the exercise and sports science sector before they graduate.

    “For our researchers, the first-class technology and equipment will both further their research capabilities, and research opportunities with SASI and the broader business sector.

    A test event for the 15th National Games Triathlon was staged at Central Harbourfront and Victoria Harbour yesterday and today.

    Around 110 athletes from the Mainland, Macau and Hong Kong participated in the two-day event.

    In the first-ever mixed relay event held in Hong Kong, the Hong Kong team claimed the bronze medal.

    Head of the National Games Coordination Office (Hong Kong) Yeung Tak-keung said the race route, ending at the Central Harboufont Event Space, was varied.

    The athletes ran past a number of Hong Kong landmarks, including the Convention & Exhibition Centre, the Central Government Offices, the Legislative Council Complex, and the Observation Wheel.

    The cycling route was between Golden Bauhinia Square and the International Finance Centre, taking in the dramatic backdrop of Central and Victoria Harbour.

    A stand for spectators was in place at the Central Harbourfront Event Space, giving audience members a close view of participants crossing the finish line.

    The event tested various operations and procedures, race arrangements, venue setup, information systems, security, medical services, accommodation, hospitality, food and beverage services, transportation, contingency plans, and more.

    Mr Yeung said the office will review the event procedures and other details with relevant organisations and government departments with a view to preparing for official events due to be held at the end of this year.

  • MIL-OSI Global: Why bike lanes should remain on Ontario’s roads

    In late 2024, the Ontario legislature passed Bill 212 giving the provincial government significant control over municipal bike lanes. The law requires municipalities to ask the province for its approval to install bike lanes if they would remove a lane for other vehicular traffic. The legislation also allows for the removal of three major bike lanes in Toronto.

    Supporters of such moves argue that bike lanes worsen traffic congestion, negatively impact local businesses and delay emergency vehicles from getting where they need to go. However, research shows that bike lanes improve transportation infrastructure, including preventing injuries.

    One of the main values of bike lanes is that they promote safety for all road users. Many cities around the world install bike lanes to wholly or partially separate cyclists from larger vehicles. This separation limits the interaction with cars and makes cycling safer.

    Bike lanes can also be more efficient at moving more people per unit width of the road compared to car lanes. They are also much more inexpensive to build than roads for cars. Protected bike lanes cost an average of a few hundred thousand per mile compared to vehicular roads in millions of dollars per lane mile.

    Reduced injuries

    Bicycles are classified as vehicles under Ontario’s Highway Traffic Act, and cyclists are rightful users of all roads except controlled access highways.

    When people cycle on infrastructure that supports biking (bike lanes, cycle tracks, low-speed zones, etc.), the risk of injury is reduced significantly. Bike lanes increase the visibility of cyclists to motorists and reduce interaction between cars and bikes.

    A 2016 paper that looked at data on bike networks and injuries in 10 Canadian and U.S. cities between 2000 and 2015 showed that an increase in bike networks led to a decrease in fatal and serious injuries.

    The safety associated with bike lanes can also encourage more people to take up cycling. A 2020 poll from the Canadian Automobile Association indicates that 40 per cent of Canadians reported they would feel encouraged to cycle on bike lanes physically separated from other vehicles.

    More inclusive roads

    Bike lanes can make cycling more inclusive for women, children, older adults, people with disabilities and those with limited transportation options.

    For them, bike lanes can bridge the equity gap and affirm cycling as something “inherently democratic, inclusive, and affordable.”

    Fewer women bike compared to men. A 2014 study that surveyed cyclists in five U.S. cities found that more women than men strongly agreed that protected bike lanes made them feel safe and new ones increased how often they cycled.

    Child cyclists benefit a great deal from bike lanes. They are often smaller and less visible to people driving cars. They are also less able to assess risk and navigate shared roads, so a separate lane can reduce those risks.

    Older adults and people with disabilities also benefit from bike lanes, as they provide a more suitable cycling environment for riding with limited physical acuity and slower speeds.

    Low-income and racialized people are significant bike users and are more likely to rely on biking to get around due to their limited access to transportation options. Yet, without bike lanes, they may have no choice but to risk cycling in a dangerous environment. For them, bike lanes are crucial infrastructure.

    Cycling is also much cheaper than having a car. Cycling costs about $0.06/km and driving a car $0.58/km, and switching from driving to cycling can reduce transportation spending from 30 per cent to 10 per cent of household income.

    Consumer spending and congestion

    Some argue that bike lanes reduce street parking, which can lead to lower economic activity. However, a 2012 study showed that people who cycle, walk and use transit frequent local businesses more and spend the same or more than those who use private cars.

    In Toronto, when bike lanes were installed on Bloor Street West, there was an average increase in monthly consumer spending from $186 to $245. A similar trend was observed in New York City, San Francisco, Los Angeles, Bern, Dublin and Copenhagen.

    When it comes to congestion, a 2018 study on the impact of installing bike lanes on arterial roads in Toronto found that the most affected street segments would only result in an estimated one-minute delay.

    A 2022 study from Melbourne showed a minor effect on traffic when bike lanes were added to residential streets with low speed limits. It also found the “selective inclusion” of safe cycling lanes, in the worst cases, leads to a delay of less than 10 seconds per kilometre for drivers.

    In New York, a 2016 study found that adding bike lanes reduced the average time for car travel on major thoroughfares from an average of 4.5 minutes to 3 minutes.

    Examples from elsewhere indicate that removing bike lanes would not bode well for Toronto. A well-used bike lane in London, England was removed in December 2020 following residents’ complaints that they caused traffic congestion. A study found that the removal resulted in longer travel time on the street compounded by cars illegally parking in the space previously reserved for the bike lane.

    Emergency response

    Immediately after the bike lanes were installed on Toronto’s Bloor Street West, paramedics response time within 500 metres of the bike lane corridor rose by 42 seconds compared to 45 seconds city-wide.

    Toronto Fire Services (TFS) response time increased by 30 seconds within the same corridor compared to a two-second increase for the entire city. However, these evaluations were for two months in 2023. In October 2024, TFS Chief Jim Jessop said the Bloor Street West bike lanes did not lead to an increase in response time.

    If these bike lanes are removed and replaced with others elsewhere, it could create a poorly connected bike network. The safety and convenience associated with connected bike networks will be lost as a result.

    Based on what research tells us, Toronto’s bike lanes should stay. Bike lanes provide various benefits, including making our streets more inclusive of more people.

    Bike lanes offer safety on the roads by reducing the risk of fatal or non-life-threatening injuries on roads, and are a tremendous gain for transportation infrastructure.

    Even in cases where a bike lane causes a few seconds of delay, politicians and city planners must consider the trade-off — especially if it means saving a person’s life.

    Declaring Kai Tak Sports Park (KTSP) officially open today, Chief Executive John Lee reminded the public that the venue will soon welcome top local, Mainland and international sports, music and cultural events as “Hong Kong Super March” gets underway.

    Mr Lee officiated at a Grand Opening Ceremony at Kai Tak Stadium, along with other guests including Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region Director Zheng Yanxiong, Chief Secretary Chan Kwok-ki, Secretary for Culture, Sports & Tourism Rosanna Law and Chairman of the Board of Directors of the Kai Tak Sports Park Limited Henry Cheng.

    Speaking at the ceremony, Mr Lee said that having once been the location of an airport in the heart of a busy city, Kai Tak has evolved to become a new global stage for sports, culture and the arts, reflecting Hong Kong’s spirit of “daring to be the pioneer” and creating unlimited horizons in a limited space.

    The largest sports infrastructure project ever commissioned in Hong Kong, KTSP comprises the 50,000-seater Kai Tak Stadium, the 10,000-seater Kai Tak Arena and the 5,000-seater Kai Tak Youth Sports Ground. It encompasses 700,000 feet of retail, catering, leisure and entertainment facilities.

    The Government said KTSP will boost sports development and inject impetus into related industries such as recreation, entertainment and tourism, as well as the city’s mega-event economy, thereby consolidating Hong Kong’s reputation as an events capital in Asia.

  • MIL-OSI Security: Skilled Nursing Facility and Acute Care Hospital to Pay $6.5 Million to Settle Civil False Claims Act Allegations

    SAN ANTONIO – Providence Park, Inc., doing business as Ascension Living Providence Village, and Ascension Providence, formerly known as Providence Health Services of Waco, have agreed to pay the United States and the State of Texas $6,526,851.64 to resolve allegations under the Federal False Claims Act and the Texas Health Care Program Fraud Prevention Act.

    The United States alleged that Providence Park, which owns and operates a skilled nursing facility in Waco, submitted medically unnecessary Ultra-High Resource Utilization Group therapy claims to federal healthcare programs. The United States further alleged that Ascension Providence, which owns and operates an acute care hospital in Waco, submitted false claims to federal healthcare programs for individual outpatient therapy services at the Lacy Lakeview Clinic when group therapy was being provided, and for therapy services at Woodway, Providence Sports & Physical Therapy, and Lacy Lakeview when there was no plan of care signed by a physician.

    “My office will hold providers accountable when they submit inaccurate claims or seek reimbursement for medically unnecessary services,” said Acting United States Attorney Margaret F. Leachman of the Western District of Texas. “I encourage providers that identify instances of improper billing to work proactively to remedy the issue, as happened in this case.”

    Providence Park and Ascension Providence received cooperation credit under the terms of the settlement pursuant to the Department of Justice’s Guidelines for Taking Voluntary Disclosure, Cooperation, and Remediation into Account in False Claims Act Matters. They cooperated with the United States’ investigation by, among other things, disclosing the results of an internal investigation at Ascension Providence that resulted in an overpayment refund to Medicare, voluntarily identifying overpayments for outpatient therapy services at Ascension Providence pursuant to the Department of Health and Human Services Office of Inspector General Healthcare Fraud Self-Disclosure Protocol, and identifying corrective actions to address the issues identified in the self-disclosure.

    The civil settlement resolved a lawsuit filed under the qui tam or whistleblower provision of the False Claims Act, which permits private parties to file suit on behalf of the United States for false claims and share in a portion of the government’s recovery. The qui tam lawsuit is captioned United States and Texas ex rel. Bland and Ellison v. Ascension Health Senior Care, et al., No. 5:21-CV-269 (W.D. Tex.).

    Assistant United States Attorney Thomas Parnham negotiated the settlement on behalf of the United States.

    The claims resolved by the settlement are allegations only and there has been no determination of liability.

    • Afreximbank to finance development and operationalisation of industrial parks and special economic zones to bolster industralisation and export manufacturing

    African Export-Import Bank (Afreximbank) (www.Afreximbank.com), Africa’s foremost trade development Bank, today in Mombasa, Kenya, ratified a series of initiatives designed to support Kenya’s industrialisation and export-led development agenda. Under the terms of the initiatives, formalised at a signing ceremony with the Kenyan authorities, Afreximbank will finance the development and operationalisation of industrial parks (IPs) and special economic zones (SEZs) to bolster the country’s industrialisation and export manufacturing.

    The proposed industrial parks, to be developed by Afreximbank through its affiliate company, Arise Integrated Industrial Platforms (Arise IIP), will create and sustain an environment in which export-oriented industries can thrive, by leveraging economies of scale, shared infrastructure and access to global markets.

    Two projects to be undertaken by Afreximbank, with the support of the Government of Kenya and other strategic collaborators, are the development of the Dongo Kundu Integrated Industrial Park and the Naivasha Special Economic Zone II (Naivasha II), for which, having secured leases of the relevant land, Afreximbank intends to leverage the expertise and experience of Arise IIP, a special economic zone developer with experience in the development of integrated industrial parks in Africa.

    Both the Dongo Kundu Integrated Industrial Park and the Naivasha Special Economic Zone II are included in the Fourth Medium Term Plan (2023-2027) of the Kenyan government’s Vision 2030, entitled “Bottom-Up Economic Transformation Agenda for Inclusive Growth”, reflecting the high priority which state institutions are giving to measures that strengthen, expand and accelerate Kenya’s capacity to export value-added goods within Africa and globally.

    Speaking on the signing, the President of the Republic of Kenya, H.E. Dr. William S. Ruto said; “We have a responsibility to steer the country in the right direction, harnessing the immense potential of manufacturing, industrialization, agro-processing, and value addition within Special Economic Zones. The signing of these agreements today marks a significant milestone in Kenya’s development, expanding opportunities to enhance our manufacturing sector and create a more conducive environment for investment. We convene here today to sign an investment – and not a loan – undertaken by people whose faith in this country and its possibilities motivates their decision. This is our country, let’s continue to do whatever it takes to make it an attractive destination for those who want to invest.”

    The Dongo Kundu Industrial Park within the Mombasa SEZ is expected, upon completion, to boost the area with a state-of-the-art industrial park that will contribute significantly to economic growth and industrialisation efforts in Mombasa County and in Kenya as a whole.

    The Naivasha II Special Economic Zone – Naivasha II project is located at Mai Mahiu and will include a free trade zone, an industrial park, a logistics zone and a public utility area with a supporting road network. The project will occupy an area of approximately 5000 acres.

    The Naivasha II project will also derive value from its strategic geographic position as it sits on the gateway to East and Central Africa through the Northern Corridor Transport System, which comprises both a standard gauge railway and a major highway. Moreover, the SEZ will be close to the Naivasha Inland Container Depot, which serves the East African hinterland countries of Burundi, the Democratic Republic of Congo, Kenya, Rwanda, South Sudan and Uganda.

  • MIL-OSI USA: What They Are Saying: Tuberville’s Legislation Will Save Women and Girls’ Sports

    WASHINGTON – In January 2025, U.S. Senator Tommy Tuberville (R-AL) reintroduced the Protection of Women and Girls in Sports Act, or S.9, to save women’s sports and preserve Title IX protections for female athletes. Over the past four years, the Biden administration took a sledgehammer to Title IX – resulting in more than 900 women losing trophies to men competing in women’s sports. These policies are wildly unpopular as 79% of Americans agree that men should not compete against women.

    As a former coach and educator for 40 years, Senator Tuberville has been a champion in the fight to protect women’s sports during his entire time in Congress. Last year, he forced a vote on an amendment that would protect female athletes by keeping men out of women’s sports – all 51 Democrats voted against it. Thankfully, President Trump signed a historic Executive Order earlier in February banning men from competing in women’s sports and protecting Title IX. Unfortunately, Executive Orders can be reversed. Senator Tuberville’s bill would make President Trump’s Executive Order permanent.

    The U.S. House of Representatives passed similar legislation on a bipartisan basis in January. Senate Majority Leader John Thune (R-SD) announced earlier this week that S.9 will get a vote on Monday, March 3. Ahead of the vote, a bipartisan coalition of former and current female athletes, coaches, parents, lawmakers, and advocates are voicing their support for Sen. Tuberville’s legislation.

My question to those who vote against this bill is how many more female athletes are going to have to get hurt, forfeit matches, lose out on scholarships, undress in front of men in their locker rooms, and even see full male genitalia involuntarily before you do something? What about your daughters, nieces, and even future grandchildren, is this something you’re okay with happening to them?” said Sia Liilii, University of Nevada Reno volleyball co-captain.

    “More than 50 years ago, Congress enacted Title IX to ensure women had fair and equal opportunities in athletics. But radical gender ideology has tried to erase that hard-fought victory by insisting that men can be women. Women have been forced to share their private locker rooms with men and female athletes have lost out on scholarships, roster spots, and titles simply because they are not as strong and fast as their male counterparts. This injustice needs to end. President Trump’s Executive Order is the blueprint for strong stance on this issue, and now we need Congress to permanently codify the obvious and historical intention of Title IX into law to guard against future attacks from radical activists.  It is simple: women’s sports must be for women only.   • MIL-OSI Canada: Revitalizing downtown Edmonton

    Edmonton continues to thrive and is quickly becoming a key destination in Canada and North America to visit, live and work. To help the city to meet the demands of a growing population, the Government of Alberta has signed a memorandum of understanding (MOU) with the City of Edmonton and OEGSE.

    The MOU would help the city achieve its vision to develop an event park and public realm space fully connected to Rogers Place in Edmonton’s ICE District, unlock more housing in the downtown core, and would also support site servicing for the Village at ICE District and demolition of the old Coliseum at Exhibition Lands. Discussions between the Government of Alberta, City of Edmonton, and OEGSE are ongoing as further details are worked out. The province’s Budget 2025 allocates funding for this project, should a final agreement be struck among all three partners.

    “Alberta’s government is proud to be partnering with the City of Edmonton and OEG Sports & Entertainment on this exciting plan to support world-class facilities and services and revitalize downtown Edmonton. This agreement would ensure that Edmonton continues to be one of Canada’s and North America’s leading entertainment and event districts.”

    These priority projects will support much-needed housing development, provide residents and visitors with year-round access to sports, culture and entertainment activities, as well as improve safety and build 2,500 new units of diverse housing types. The total cost for all projects is $408.2 million, which will be shared among all three partners.

    As part of this ongoing work, the City of Edmonton has released a report that outlines options to extend the end date for the Capital City Downtown Community Revitalization Levy (CRL) beyond 2034. This report contains new catalyst projects including public infrastructure site servicing for the Village at ICE District housing development and a proposed event park that would be funded through the CRL. The event park is estimated to add over $70 million to the local gross domestic product (GDP) and up to 1,400 jobs throughout the construction phase.

    “This investment will boost our economy and solidify Edmonton’s status as a global events hub. I’m pleased the Government of Alberta is investing in our city. Municipalities need provincial support to manage record growth, and this funding will support diverse housing projects, including needed affordable housing.”

    [. They teach teamwork, build confidence and promote healthy lifestyles that last well into adulthood. Unfortunately, financial barriers to sport can force some Albertan children to watch from the sidelines.

    Alberta’s government remains committed to supporting Albertans facing higher costs of living. The province is breaking down the financial barriers that prevent kids from engaging in sport and recreation programs and getting them back in the game. If passed, Budget 2025 would provide $8 million to the Every Kid Can Play program.

    “I’m proud Alberta’s government is supporting families with affordable access to sport and recreation through the Every Kid Can Play program. Sport is for everyone, which is why we’re breaking down financial barriers to ensure no child is forced to watch from the sidelines.”

    If the budget passes, $3.5 million would go directly to helping cover sport registration costs for families in need. Since 2023, the Every Kid Can Play program has supported more than 21,000 registrations for children and youth to access sport and recreation.

    In the past year alone, more than 12,200 kids who would otherwise have been unable to access sport were able to get into the game thanks to the Every Kid Can Play program helping cover the cost of registration. Through funds directed to KidSport Alberta, the Every Kid Can Play program offers eligible families up to $350 per child to offset the costs of kids’ registration in sports and recreational activities.

    The Every Kid Can Play program also supports provincial and community non-profit organizations, reducing financial pressures and increasing the number of kids the programs are able to admit. Since 2023, the Every Kid Can Play program has supported more than 200 child and youth-focused community-level programs throughout Alberta.

  • MIL-OSI Security: Former Employee Sentenced to Federal Prison for Embezzling More Than $135,000 From Dupo School District

    EAST ST. LOUIS, Ill. – A judge sentenced a Waterloo woman to 15 months’ incarceration, requiring three months in the Federal Bureau of Prisons and 12 additional months in community confinement, for embezzling more than $135,000 from Dupo Community Unit School District #196 while employed by the district.

    Linda J. Johnson, 58, pleaded guilty in federal court to one count of theft from a federally funded program. In addition to imprisonment, Johnson was ordered to pay $135,566.80 in restitution to Dupo Community Unit School District #196 and the Ohio Casualty Insurance Company.

    According to court documents, Johnson committed the embezzlement while employed in an administrative support role in the superintendent’s office between 2016 and 2022.

    In this position, Johnson was responsible for depositing cash and checks into the district’s activities account intended to support student athletics, clubs and extracurriculars. She stole donations and funds raised to support yearbook, cheer, dance, vending machines, trivia nights, science clubs, ROTC and more.

    To conceal her crime, Johnson drafted bank deposit slips reflecting the correct amount of cash and checks received, but later she prepared a second set of fraudulent deposit slips that only accounted for the checks, while she kept the cash.

    Johnson committed 165 fraudulent transactions, and the loss to the school district was $135,566.80. OCIC incurred a portion of the loss after issuing a Public Official Bond insuring Johnson’s duties as the bookkeeper.

    District officials said the sentencing holds Linda Johnson responsible for severely violating public trust, for the crime directly harmed students, staff and the Dupo School District. The district is resolute in its commitment to safeguarding district resources and ensuring accountability. The district extends sincere gratitude to the U.S. Attorney’s Office, FBI and Dupo Police Department for their work on this case. The district believes the court’s decision sends a clear message that such actions will not be tolerated in schools.

    Vladimir Dimidov studies positive psychology and explores the problem of time perspective. In an interview with the Young Scientists of the Higher School of Economics project, he explained why we should think about the future, how to prevent burnout, and which places on Lake Baikal are worth visiting.

    How I got into science

    At the age of four, I wanted to become an inventor. That’s probably where it all started. I tried myself in different fields – electronics, robotics. Then I realized that something humanitarian was closer to me. I tried to become a writer. Then I entered psychology and already in my second year I met Oksana Vladimirovna Zashchirinskaya, a doctor of psychological sciences and professor at St. Petersburg State University. She was the first person who had no doubts about my successful scientific future. And in my fourth year, having worked indirectly on scientific projects, I began to look for a specific place, a research institute, where I would like to work.

    Where did I end up?

    I work at the International Laboratory of Positive Psychology of Personality and Motivation. Positive psychology is a global trend in personality psychology that deals with the problems of happiness and meaning. My scientific supervisor Dmitry Alekseevich Leontiev is a leading scientist, as well as the grandson of the famous Soviet psychologist Alexei Nikolaevich Leontiev and one of his direct followers.

    There is no other place like this in Russia. On the one hand, it is a hereditary, generational, real scientific school. On the other hand, Dmitry Alekseevich is one of the world-class scientists, and he transmits his knowledge to us. This is probably the most valuable experience that can be gained here.

    What I am researching

    Time perspective. Understanding what time perspective is is a separate theoretical task. On the one hand, it can be understood that a person is not only focused on the present, but also looks to the past and the future. In other approaches, time perspective is precisely the perspective of the future, a cognitive-motivational formation consisting of a person’s goals, aspirations, hopes, and fears.

    I suppose that time perspective plays a certain role in the regulation of behavior. Let’s take spirituality, for example. How does it enter our lives? I think through time perspective. Experiments will show whether this is true. But there is an assumption that higher behavior regulators (for some it is God, for others it is morality) appear in our lives precisely because we have a future, we think about the consequences of our actions.

    Time Perspective Effects

    People who have a time perspective are less susceptible to momentary emotions; their happiness depends less on the peak of experiences here and now, and more on meanings.

    In other words, if a person has a goal in the distant future, he may be more resistant to frustration.

    Such a goal could be, for example, defending a dissertation. What distinguishes science from other areas is the need to plan, including your defense. And people who plan better, build a path to their goal, have a more detailed time perspective.

    The lack of a time perspective can have very serious consequences. Suicide is committed by people who have lost their sense of purpose, and the first sign may be that a person has no purpose in life. Alcoholism is also one of the signs of a lack of meaning. A person’s sense system is simplified. Because of this, he becomes more dependent on momentary desires. His illness or tendency to drink alcohol intensifies. Because this intensifies, his sense system is simplified. All this takes on a pathological character.

    How my research is structured

    One of the specific hypotheses I want to test is that time perspective is a specific phenomenon that separates meaning from happiness. In statistical terms, we can say that there is a moderation effect: the correlation either increases or decreases when we introduce time perspective. In the example of happiness and meaning, their relationship should be lower. Let’s say they correlate at 0.7, but when we introduce time perspective into the model, they start to correlate at 0.4. This means that the relationship is destroyed, reduced.

    The main study looks standard: I recruit a certain sample (about two hundred people) so that the study has sufficient power. This sample must be homogeneous. Then I conduct a set of tests. Most of them I still have to develop or test in Russian.

    And then a certain structural model is built, in which there is happiness and positive emotions, there is meaning and time perspective. Within the framework of the dissertation, there will be a number of other important variables. By analyzing the indicators, we can assume whether time perspective plays a role or not.

    What I am proud of

    By not spreading myself too thin. I can do a lot in science or in the academic environment right now, but I try to concentrate on my dissertation, on distant goals.

    There is one achievement. I opened a student research project group at the Faculty of Social Sciences. We worked for a year and conducted a number of interesting studies. This was my first experience of management. I won’t say that I am proud of it, but overall I consider this enterprise successful.

    We developed the issue of goal setting. We asked people how they think about goals, set goals, why, where it all starts, what difficulties there are in this process. The results are reflected in the article “Subjective experience of goal setting”, which will soon be published in the journal “World of Psychology” by my colleagues who worked with me. This process is described there in sufficient detail. We also created a test on involvement in the goal and conducted a number of tests.

    What We Learned About Goal Setting

    We conducted two studies. They were on maximally similar samples. But at the same time, we gave some people the freedom to write down their goals, and others were asked to choose from aspirations that had been empirically identified over decades of research. And we looked at what role meaning plays.

    It turned out that people who wrote down their goals themselves had one structure of involvement in these goals, but when we gave them the aspirations ourselves, the picture was different.

    In theory, these aspirations are divided into internal and external. Internal ones are, for example, the desire for self-development, external ones are the desire to look attractive. We thought that the structures for internal and external goals would differ. It turned out that the structure in each specific case will be its own.

    Some goals bring inspiration, a person gets energy from this inspiration and gets involved. Some goals do not bring inspiration at all, but motivate a person to work on themselves. And this structure in this case depends on the meaning of the goal. My dissertation will have a higher level of generalization: it is not about specific goals, but in principle about the time perspective.

    For example, does a person consider his future limited, if he feels that he may not have as long to live as he would like, most of his life has been lived. Or, on the contrary, the future is open, a person does not know how much longer he will live, and wants to set goals for a long, long time.

    My dream as a scientist

    I have a distant goal – to found an institute. An institute in the broadest sense – it can be an educational institution or a laboratory.

    I could say that it is a dream. But it is not a dream, it is a goal. And there are also things that can be called fantasies. For example, if we talk about the state of psychology and science in Russia, I have a fantasy that scientists will become a little more immersed in science. So far, this has not happened.

    Science is very fluid, very fast. You have to keep up with it.

    You need to be aware of the current state of science, read articles that are published in your field here and now. For example, in 2024, article in the journal “Neuro”. Neurophysiologists, based on experiments with rats, put forward the initial provisions that the functioning of consciousness can be explained by quantum dualism.

    Ideally, people who study the psychology of consciousness can mobilize and begin research based on this article. But only a few will do it. These same few will be cited. These same few will set trends for other scientists. And other scientists will come to this in years, when quantum dualism may no longer be so relevant.

    Before I came to my topic, I wrote probably a dozen research projects, and each topic was closer and closer to what we have now.

    And I see a certain gap between what we do and what our closest colleagues do – psychologists from all over Russia. They use a methodology that is significantly behind. They write research for the drawer. As a scientist, I dream that in Russia the gap between provincial and metropolitan science would be smaller (although, as my scientific supervisor says, there is most provincial science in Moscow – unfortunately, this is true). I want general competence to grow.

    What areas of science could I study?

    The parts of science are closely integrated into each other. From the topic of time perspective, I can move, for example, to the topic of the temporal aspect of consciousness, to talk about how consciousness here and now, consciousness that unfolds further, provides us with a state in the flow of time, the flow of life. This is close to my topic, but already a different area. And I see this as a topic for tomorrow. Maybe tomorrow I will get a grant on this topic, or maybe no one will need it, and I will turn in another direction.

    First of all, science is a worldview. I began to notice that as I delved into the scientific field, my thinking changed greatly. And this can even lead to conflicts with colleagues who are poorly integrated into science. For example, the question of truth.

    The scientist does not know the truth. He strives for it, but he will never know it. He gradually gains power over certain pieces of reality. And such a shaky one that perhaps a new study will refute it, and he will have to adapt to it. He has to think in changeable categories, to build his worldview on the fact that, in essence, nothing is true. And if it is true, then there must be numbers, there must be statistics – in statistical sciences, and in empirical science there must be an empirical base that confirms this. And even a series of confirmations does not give the scientist the right to think that this is so.

    More reliable data is a refutation of something. If it were shown on mice, humans and dolphins that there is no quantum dualism, we could say with more certainty that consciousness is still something different, but not like that. And we could study it further.

    If I hadn’t become a scientist

    I could become a writer, a cyberneticist, a philosopher, a data scientist. All of this is useful to me even in my work. I can easily immerse myself in philosophical and psychological research. Data Science is how we conduct research. Of course, prose would probably be more difficult for me to write than scientific articles, but I would manage. Perhaps poetry is not my thing, but who knows…

    How I use artificial intelligence

    For data analysis, we can only use artificial intelligence to a limited extent now, because the scientific community is not yet accustomed to it. For example, I can process data using machine learning, but it should be an analogue of an existing statistical method that we can do manually. So that if we publish an article, reviewers understand it.

    Personally, I discuss models with artificial intelligence. For example, we have a task to develop a test of time perspective. I have a certain set of variable characteristics: some were identified in a literature review, others in another study of mine. You can generalize this yourself in one way – theoretically. You can generalize it empirically, conduct a study if there are suitable methods. Or you can discuss it with artificial intelligence, giving it certain instructions.

    For example, in terms of time perspective, I have 15 different characteristics. I can’t measure them all in a dissertation, it would be too much. They are from different theories, some of them intersect, some don’t. Discussing this with artificial intelligence, I can identify a more coherent structure, say, of four components.

    Artificial intelligence is very good at identifying what are called in statistics orthogonal and oblique structures, that is, things that are definitely not correlated, and things that are weakly or strongly correlated.

    Who would I like to meet?

    With positive psychologist Robert Emmons. He is an American fundamental psychologist who studied the problems of personal aspirations, wrote about spirituality and religiosity. At the turn of the 2000s, he studied human goals. This is close to what I do. And recently – for more than ten years – he has been studying the problem of gratitude (whether it is an emotion or religious gratitude to God). I would ask him – why. I consider him a genius, but why he chose this direction, I still do not understand.

    Emmons’s graduate student was Ken Sheldon, who at one time worked as the scientific director of our laboratory. He is still an invisibly present at HSE, as his goal self-concordance model sometimes pops up – a model of the correspondence of goals with the interests, values and needs of the individual.

    How my typical day is structured

    Every day is like a new one, everything is different. The only thing is that every evening I walk the dog, and I periodically start the morning with pancakes that my girlfriend makes. I really love them.

    Do I get burnout?

    As I have noticed, scientists work in cycles. I am also starting to experience this, but I do not have burnout as such. There is simply a deterioration in my general condition, but I know very well how to deal with it. You need to do what you love. If I am currently doing work that is not interesting to me, I can put it aside and spend half an hour doing something that I enjoy.

    Science has helped me even in difficult moments in my life. I could miss the whole day due to various events. Feel tired all evening. Not sleep until 4am. But at 4am I would sit down to do science, and my life would become better.

    What are my hobbies besides science?

    I do sports. In the warm season, I like to go to the horizontal bars. Often with friends. I love my friends very much. Most of them are also connected with science. My best friend, with whom I have been friends since school, is involved in cybersecurity. He is also a graduate student. So in any free moment I try to meet with one of them. Or at least call, if a friend is from another city.

    What does sport give?

    Sport is a great tonic, changes the physiological state of the body. Beneficial hormones and hormones of happiness are produced. Sport stabilizes the nervous system, strengthens certain neural connections in the brain due to muscle innervation. And it improves your mood!

    What I read recently

    Nassim Taleb’s book “The Statistical Consequences of Fat Tails”. It is very critical of statistics in the social sciences. And, frankly, it is impossible not to agree with it.

    When collecting data, we work with a certain set of data as normally distributed indicators. We proceed from the assumption that everything we have received is subject to certain statistical laws.

    When we get a normal distribution, we know what to do with it. But if the distribution deviates from the normal, we don’t know how to work with that yet.

    “Fat tails” are just one of the signs that something deviates from the normal.

    Taleb wrote a book based on several dissertations and a number of articles by statisticians. It says that the distribution will most often be different. Most often it will obey other laws, not those we rely on. But we will work, closing our eyes to this. That’s how I was taught, that’s how everyone is taught now.

    If we admit that the book is telling the truth, we will have to admit that we can’t do anything. Statisticians should teach us (scientists who use applied statistics) to work with other data distributions. And they themselves can’t work with all types of distributions.

    Advice to young scientists

    Among young scientists, especially among my peers, the issue of earning money is acute. If you want to earn money, go into business or management. If you are a person of the heart, then go where your heart leads you. But remember that only the best of the best will earn money doing what you really like.

    Favorite place in Moscow

    I really like the Gorka Park with its sports ground under Maroseyka, not far from the Vyshka. And I like the park on Vorobyovy Gory, there is the Luzhniki sports complex nearby, you can work out on the horizontal bars and then walk along the embankment with friends.

    Favorite place in Irkutsk

    In Irkutsk, where I was born and raised, there are also two wonderful embankments. Not far from Irkutsk is Baikal, if you go to a non-tourist place, everything there is wonderful.

    I like the town of Slyudyanka in the south of Baikal. It is equidistant from the Buryat centers of attraction and Irkutsk. I have relatives there. And Baikal there is exactly the kind that is remembered: nature, beaches, mountains.

    I also love the village of Staraya Angasolka, located on the Circum-Baikal Railway. In 1926, Nikolai Roerich passed through this station, and now there is a museum to him there.

    New UK-French action to go after smuggler gangs

    UK and French Interior Minister launch new police and enforcement plans including state of the art surveillance technology to disrupt smuggling gangs in France.

    New measures to tackle people-smuggling gangs have been agreed by the UK and France, with over £7 million of existing funds redirected towards a stronger law enforcement response on migrant channel crossings, as ⁠Yvette Cooper meets with French Minister of the Interior Bruno Retailleau, the first Home Secretary visit to Northern France in almost 5 years.

    As part of the ongoing Sandhurst agreement and new joint working between the 2 governments, the ministers have agreed a series of new, stronger enforcement plans from spring, including:

    • a new specialist intelligence and judicial police unit in Dunkirk to speed up the arrest and prosecution of people-smugglers
    • a new Compagnie de Marche of specialist enforcement officers, similar to the arrangements that were put in place during the Paris Olympics which reduced crossings, supported by increased local policing
    • training additional drone pilots to increase operations and intercept planned boats before they reach the sea

    The Home Secretary and her French counterpart met in Calais on 27 February to agree new law enforcement action as part of their renewed partnership on tackling small boat crossings in the English Channel.  

    This builds on renewed efforts to tackle people smuggling from the two countries, which has seen the UK set up the new Border Security Command led by former Police Chief Martin Hewitt, and the French government appoint a new Special Representative on Migration, Patrick Stefanini.

    More than €1.3 million in reallocated funds will provide 12 specialist intelligence officers as part of the judicial police unit, the Groupe d’Appui Operationnel, stationed in Dunkirk. 

    This highly specialised unit will focus on disrupting organised immigration crime activity and the flow of small boats equipment, with dual powers to investigate and prosecute people-smugglers, enabling more convictions at a faster rate and ensuring that those responsible face justice.  

    Another €2.67 million has been reallocated to mobilise a new policing unit, the Compagnie de Marche. Taking inspiration from the operational response during the Paris Olympics, the unit’s officers have elite public order powers to address increases in violence on French beaches. This will enable more dynamic patrols of the shoreline to apprehend smugglers, intercept crossings and prevent loss of life in the channel. 

    Additional French reservist officers have been deployed along the coastline since 1 January 2025, showing better co-operation and use of resource between UK and France under the Sandhurst Agreement, which was signed in 2018. In addition, the French Interior Minister has announced police and enforcement presence on transport routes towards the French coast, and €3,980,000 has been reallocated to further increase the number of deployed reservists.  

    As the Home Secretary has made clear, and as this new funding approach demonstrates, the UK government is determined to increase cooperation to go after the criminal gangs who are undermining border security and putting countless lives at risk.

    While visiting Calais and Le Touquet, the first Home Secretary to do so since 2020, Yvette Cooper met with law enforcement officers and local officials to thank them for their work to prevent boat crossings and to deal with the growing disgraceful violence from criminal gangs against police officers along the coast.

    As part of these enhanced measures, €326,500 funding will also be reallocated to supplying crucial safety of life at sea (SOLAS) equipment including surveillance cameras, drones and life jackets.  

    Home Secretary Yvette Cooper said:  

    Criminal smuggler gangs are running an appalling and dangerous trade in people – undermining UK and French border security, causing huge damage and putting lives at risk. The gangs operate across borders, so law enforcement needs to operate across borders too. That is why our joint work with France is so important and we are strengthening our cooperation, with new specialist enforcement teams to go after these dangerous gangs. 

    These criminal networks operate right across Europe and beyond, and we are determined to increase our joint action working with other countries to stop the gangs and boats before they reach the French coast

    I am grateful to my friend and colleague Minister Bruno Retailleau for the close cooperation between our teams and for his continued support and leadership in tackling organised immigration crime. The violence from criminal gangs against French police along the coast is a total disgrace, and I want to thank the French police and authorities for the work they are doing to respond to that violence, to prevent boat crossings and to save lives.

    Between 5 July 2024 and 31 January 2025, both illegal working visits and arrests have soared by around 38% compared to the same 12 months prior. During the same period, the Home Office issued a total of 1,090 civil penalty notices to those employing illegal workers. Employers could face a fine of up to £60,000 per worker if found liable. 

    In addition, nearly 19,000 foreign criminals and people with no right to be in the UK have now been removed since the government took office.

    This renewed co-operation comes amid the introduction of the Border Security, Asylum and Immigration Bill under the government’s Plan for Change, which creates a framework of new, enhanced powers and offences to improve UK border security and to strengthen the asylum and immigration system.  

    It also comes ahead of the government’s Border Security Summit, due to take place in London on 31 March and 1 April, to which France and over 40 other countries are invited to discuss solutions to organised immigration crime.

  • MIL-OSI USA: UConn Magazine Chronicles 24 Hours on Campus

    he new spring issue of UConn Magazine is one of the most unique in the publication’s history. The entire issue is a photo essay that chronicles 24 consecutive hours in the life of the Storrs campus.

    A team of photographers and editors worked from 6 a.m. Oct. 24, 2024, through 7 a.m. on Oct. 25, collecting photographs from around UConn that capture every aspect of the campus experience, from academics to athletics and student life.

    Some of the images are familiar, like scenes at the Student Union, fantastic views of Horsebarn Hill, and daily academic life in classrooms and laboratories.

    But photographs of underground water tunnels and middle-of-the-night pastry chefs will be new for even the most frequent campus visitor.

    “We were determined to let this be what you’d experience on any given day so, while we asked permission to be certain places, we made sure no one set anything up for us,” says Lisa Stiepock, editor of UConn Magazine.  “We wanted readers to feel in the moment with us. We wanted to show what you’d find amid the bustle of campus midday, but also what you find behind doors you don’t typically go through — to see the basketball teams practicing, puppet arts students making masks, DJs broadcasting late at night.”

    A bevy of photographers contributed to the issue, led by University photographer Peter Morenus, who has been at UConn for nearly 30 years. That experience was invaluable as decisions were made on who and what to photograph.

    “We always talk about the way students can really make UConn their own because of the sheer number of things happening here,” says associate editor Julie (Stagis) Bartucca ’10 (BUS, CLAS), ’19 MBA.  “It was so cool to see that in action when planning out the day, with so many classes and clubs happening simultaneously that spanned any potential interest.

    “The day of shooting was the most nostalgic I have felt for my student experience in over a decade as an employee. UConn as my workplace has always felt just slightly different from UConn as my school, but being side by side with students as they went through a typical college day really hit me and put me back in the mindset of being a student,” Bartucca adds.

    Andrew Janavey ’15 (SFA) is the art director of this project and says he “saw more in 24 hours than he did in four years as an undergrad — from the loudness and intensity of the men’s basketball practice to the incredible silence in the sign language classroom to everything in between.”

    WHO defines community engagement as “a process of developing relationships that enable stakeholders to work together to address health-related issues and promote well-being to achieve positive health impact and outcomes”.

    WHO’s partners and donors support the Organization to work in this area as there are undeniable benefits to engaging communities in promoting health and well-being. At its core, community engagement enables changes in behaviour, environments, policies, programmes and practices within communities.

    Below are some country stories that demonstrate the breadth of community engagement work that WHO conducts, resulting in more positive health outcomes for the people in these communities than before.

    Uganda trains district health workers on community-based approach to Ebola

    Uganda’s Ministry of Health conducted a training on Ebola disease detection and management for Community Health Workers representatives from Kole, Wakiso, and Mukono districts. Participants focused on multi-sectoral action to safeguard communities from emerging zoonotic diseases with pandemic potential such as Ebola.

    Communities play an integral role in raising awareness, supporting case identification, tracing contacts, and maintaining essential health services. The emphasis on collaboration with local leaders, volunteers, and health workers is vital for effective responses to public health emergencies. Building on lessons learned from past health crises, Uganda has already made substantial advancements in emergency preparedness.

    The three-day event was supported by WHO, and the UK Public Health Rapid Support Team (UK-PHRST), which is a UK aid project funded by the Department of Health and Social care. The community protection approach is a central component of WHO’s new Health emergency prevention, preparedness, response, and resilience framework.

    Community engagement for access to health services in Lao PDR

    Developed by the Lao Ministry of Health and Ministry of Home Affairs in response to COVID-19 with the support of WHO and partners, the CONNECT initiative enhances local governance and community engagement for equitable access to public services, particularly health.

    Supported by USAID, the Australian Government and Luxembourg, as of July 2024, CONNECT reached over 230 villages across 10 provinces (including Vientiane Capital) and support already in-place for expansion to all provinces.

    An external evaluation of implementation in 12 villages found an increase in essential service uptake for maternal health and improved attitudes towards using primary care; increased trust in health providers; increased sense of ownership of health at community level; and increased vaccination uptake and confidence, especially among ethnic groups and previously unreached communities.

    Côte d’Ivoire community radios boost public awareness on mpox outbreak

    A network of community radio stations, known as Radio Santé, comprises 350 stations in West African, with over half based in Côte d’Ivoire. Launched in 2020 during the COVID-19 pandemic with major support from WHO, Radio Santé has become a preferred channel for disseminating reliable, verified health information. It brings together nearly 1000 journalists and communications specialists.

    Radio Santé is an interactive and accessible tool for mobilizing communities around health issues, throughout Côte d’Ivoire and across borders. Health authorities use Radio Santé to counter rumours and misinformation, and to strengthen community engagement, which is crucial to curbing the spread of diseases such as mpox.

    After WHO declared mpox as a public health emergency of international concern in August 2024, Radio Santé devoted its health talk show to mpox. 185 Ivorian community radio stations have since broadcasted messages on mpox. Over 50 programmes have been produced and broadcast in eight countries: Benin, Burkina Faso, Chad, Guinea, Mali, Niger, Senegal and Togo.

    Bolivia strengthens social participation in health for indigenous population

    The Ministry of Health and Sports of Bolivia is engaging indigenous populations in community participation processes, creating space for them to discuss health topics, share concerns, and contribute to a health improvement plan.

    The meaningful inclusion and engagement of indigenous populations in health policy planning, taking into account the social determinants of health, is critical to ensure context-specific interventions, uptake of guidance and services, and positive health outcomes for all.

    PAHO/WHO, through the Universal Health Coverage Partnership, has supported the Ministry of Health and Sports of Bolivia in this endeavour since 2021. The UHC Partnership operates in over 125 countries, representing over 3 billion people.     Weaving hope in Honduras: the community wisdom that saves lives

    In Honduras, high rates of maternal and neonatal mortality are often the result of multiple factors, including socioeconomic barriers, lack of access to adequate healthcare services, gaps in education and awareness about maternal and child health, and cultural differences.

    Hermelinda Hernández, who is familiar with the local practices and beliefs of her community and also recognizes the value of professional medical interventions, participated in the “Knowledge Dialogues Methodology” workshop organized by the Honduran Ministry of Health with the support of PAHO/WHO and funded by Global Affairs Canada.

    The workshop aimed to promote mutual understanding between midwives and healthcare providers to reach agreements that improve the health of women, and adolescent girls in situations of vulnerability within the community.

    Grassroots heroes in Cambodia

    In Cambodia, village chiefs stepped up to create a healthier future for their communities. In villages across 25 provinces, 2000 village chiefs and nearly 5400 village health support groups received trainings, organised by the Ministry of Heath with support from WHO and the EU.

    This equipped the chiefs with knowledge and skills necessary to control transmission of COVID-19, influenza, and other respiratory diseases, and collaborate with authorities more closely on health issues facing their communities.

    The chiefs then shared their newfound knowledge during community dialogues, which then transformed how community members adopted healthier practices. Empowered with accurate information, communities embraced protective measures during times of high COVID-19 transmission.

    Bolstering public awareness to help curb mpox spread in Uganda

    Uganda witnessed an upsurge in mpox cases, with laboratory-confirmed cases increasing from 24 as of 21 September to 413 as of 7 November 2024. Health authorities, with support from WHO and partners, worked closely with communities to raise awareness about the dangers of the disease and how to stay safe, and address misinformation and stigma.

    The risk communication and community engagement team reached more than 100 fishmongers, fisherfolk, boda boda (motorbike taxi) riders, 8000 school children and 30 sex workers. In addition, 500 teachers in the district have been oriented on mpox.

    WHO is also using mass media to expand the reach of mpox response communication. With funding from USAID, WHO has contracted 10 regional radio stations and 2 national TV stations to raise awareness and promote preventative behaviour.

    In the districts of Sidama, Central, and South Ethiopia, access to healthcare is often challenging, exacerbated by various health emergencies. A community-led initiative made remarkable progress in combating measles, malaria, and malnutrition through collaborative efforts between local health facilities, community health workers, and government agencies.

    The initiative received significant financial support from the European Civil Protection and Humanitarian Aid Operations (ECHO) bolstering community-based intervention efforts.

    By leveraging collaboration between healthcare facilities, community health workers, and local communities, this initiative represents a beacon of hope in improving healthcare access and outcomes in regions of Ethiopia.

    WHO races to contain malaria resurgence in southeastern Iran

    A race against time is underway in southeastern Iran, where the resurgence of malaria threatens to undo years of progress. The dramatic rise in cases has been attributed to the devastating floods in neighbouring Pakistan in September 2022 which led to an expansion of malaria breeding sites.

    WHO, with crucial support from the Government of Japan, is on the ground in Sistan and Baluchestan Province, battling this public health emergency and working to protect vulnerable communities. Japan’s generous contribution provided 4902 mosquito dome tents offering families protection from infected mosquitos, 50 000 malaria rapid diagnostic tests enabling health care workers to quickly identify and treat infected individuals, and 1655 kg of insecticides, deployed to contain mosquito populations at their source. The combined resources are estimated to benefit 77 400 people in the province.

    In December 2024, a WHO mission observed a proactive approach to malaria control demonstrated by local health workers as they conducted house-to-house screenings, distributed mosquito nets and educated communities on how to use them.

    Malnutrition among children is one of the main health problems that the affected populations of Ségou had to face after severe floods hit Mali between July and October 2024. Having lost everything including their food reserves and their means of subsistence, people found themselves in a very precarious situation.

    Among the more than 370,000 people affected by these floods, children, who represent 45% of the affected population, are particularly vulnerable. To enable access to health care, WHO, with thanks to the Central Emergency Response Fund, supported the deployment of mobile clinics on relocation sites.

    In the Ségou region, three sites were set up and equipped with medical tents. Medical staff go there five times a month. Between July and October 2024, nearly 700 children suffering from malnutrition were identified in the three health districts of the Ségou region.

    Effective community engagement saving lives in Tanzania during cholera outbreak

    The recurrence of Cholera outbreaks has been a threat to many lives in the United Republic of Tanzania for decades now. In mid-2024, situation reports from the Ministry of Health indicated that, the outbreak have been reported in 19 regions of Tanzania Mainland. Thanks to flexible funding available for responding to outbreaks such as this, WHO has been able to support the Government’s efforts to control cholera outbreaks. Risk Communications and Community Engagement (RCCE) Experts worked on the ground delivering an intensive community sensitization in over 92 households and 32 villages . The joint and community-based action plan against Cholera outbreak was built jointly, this way enhancing 54 community members and local authorities from the affected wards and districts. The community engagement strategies adopted generate local solutions tailored to control and prevent further transmissions in these areas. In addition, WHO applied behavioral science approaches to guide tailored interventions to community protection and resilience – and as a result, enhancing many lives in Tanzania.

It gives me great pleasure to join you this morning at the opening of The Hong Kong Institute of Architects (HKIA) Belt and Road International Symposium 2025. This is my first time attending an HKIA event as the Secretary for Culture, Sports and Tourism, but actually I am very happy to see many old friends in this distinguished audience.           As an important strategy of the Central People’s Government, the Belt and Road Initiative has entered its golden era. Themed as “Cultiversal – The Tapestry of Cultural Diversity & Universality”, the Symposium today is held at an opportune time. I believe many of us would actually look forward to hearing from the prestigious speakers to share their insights on urban-rural integration, heritage and modernity, and other interesting topics on architecture. May I give a warm welcome to these elites from Hong Kong, the Mainland of China and seven other countries.            In the coming two days, we will be exploring innovative possibilities for the future with a view to promoting Hong Kong’s architectural services to the Mainland of China and countries along the Belt and Road Initiative.           Funded by the Professional Services Advancement Support Scheme set up by the Government of the Hong Kong Special Administrative Region, today’s Symposium aims at fostering the exchange of local and international professionals in the industry of architecture. The objective also aligns with the policy direction of the Cultural and Creative Industries Development Agency (CCIDA) under my Bureau.           The CCIDA is dedicated to fostering a conducive environment in Hong Kong to facilitate the development of arts, culture and creative sectors as industries. The architecture sector, being one of the major components of our robust cultural and creative industries, has been a close partner of the CCIDA. We have also sponsored the HKIA Biennale Foundation to organise the Hong Kong Collateral Event at Biennale Architettura – International Architecture Exhibition and Hong Kong Shenzhen Bi-City Biennale of UrbanismArchitecture (Hong Kong) to promote Hong Kong’s architecture in the international arena and to the local public. I am thrilled to learn that the Hong Kong Collateral Event has developed into a roving exhibition which also tours in one Belt and Road country and the Mainland of China in each edition.           Speaking of the development of creative industries in Hong Kong, the Government promulgated the Blueprint for Arts and Culture and Creative Industries Development in November last year, setting out a clear vision, principles and strategic directions for the development of the industries, thereby further consolidating Hong Kong’s position as an East-meets-West centre for international cultural exchange.     Central Board Recommends 8.25% Rate of Interest on EPF to its Subscribers for FY 2024-25

    Key Modifications Approved in EDLI Scheme; To Provide Greater Financial Security and Support to Family of Members

    Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya chaired the 237th meeting of Central Board of Trustees (CBT), EPF in New Delhi today. The Vice-Chairman Sushri Shobha Karandlaje, Union Minister of State for Labour & Employment and Micro, Small & Medium Enterprises, Co-Vice-Chairperson Ms. Sumita Dawra, Secretary, Labour & Employment and Member Secretary Mr. Ramesh Krishnamurthi, Central PF Commissioner were also present during the meeting.

    CBT recommended 8.25% annual rate of interest to be credited on EPF accumulations in members’ accounts for the financial year 2024-25. The interest rate would be officially notified by the Government of India, following which EPFO would credit the rate of interest into the subscribers’ accounts.

    Compared to many other fixed-income instruments, the Employees’ Provident Fund (EPF) offers relatively high and stable returns, ensuring steady growth of savings. The interest earned on EPF deposits is tax-free (up to a specified limit), making it a highly attractive investment option for salaried individuals. This reflects strong confidence in the credit profile of EPFO’s investments and its ability to deliver competitive returns to its members.

    Further continuing with the reform agenda, the CBT, under the chairmanship of Dr. Mansukh Mandaviya, took a series of path breaking decisions during the CBT meeting. The major decisions taken by the Board in the meeting include:

    • Enhancement of insurance benefits under EDLI Scheme: Following the actuarial valuation of the Employees’ Deposit Linked Insurance (EDLI) scheme, the Board approved key modifications in scheme to provide greater financial security and support to the family of members. This will address major grievances under this category and ensure a more inclusive approach to benefit claimants.

    Key enhancements under the revised scheme would be:

    1. Minimum Benefit Introduced for death within one year of service: A minimum life insurance benefit of Rs. 50,000 will be provided in cases where an EPF member dies without completing one year of continuous service. This amendment is expected to result in higher benefits for more than 5,000 cases of deaths in service, every year.

    2. Benefit for Members who die while in service after a non-contributory period: Previously, EDLI benefits were getting denied in such cases considering these as death away from service. Now, if a member passes away within six months of their last contribution received, the EDLI benefit will be admissible, provided the member’s name is not stuck off from rolls. The modification is estimated to result in benefits for more than 14,000 cases of such death cases every year.

    3. Consideration of Service Continuity: Earlier, a gap of even one or two days (such as weekends or holidays) between employment in two establishments led to the denial of minimum EDLI benefits of Rs 2.5 lakh and maximum of Rs 7 lakh, as the condition continuous service of one year was not met. Under the new modifications, a gap of up to two months between two spells of employment will now be considered as continuous service, ensuring eligibility for higher quantum EDLI benefits. This change is expected to benefit more than 1,000 cases of deaths in service, every year.

    The modifications are estimated to result in higher benefits under EDLI in more than 20,000 cases of death in service every year. These improvements aim to enhance the social security benefits for families of EPF members, ensuring better financial protection and reducing hardships faced by families in distress.

    • Status Note on Hon’ble Supreme Court Judgment on PoHW: For implementation of Hon’ble Supreme Court judgment dated 04.11.2022 relating to Pension on Higher Wages (PoHW), various steps have been taken by EPFO to facilitate members/pensioners/employers. CBT was apprised that EPFO is working on a mission mode and 72% of the applications have been processed.

    • Performance in Centralised Pension Payments System (CPPS): The Employees’ Provident Fund Organization (EPFO) has successfully implemented the Centralized Pension Payment System (CPPS) across all Regional Offices (ROs) from January 2025. Under this system, pension payments for all ROs are disbursed through a Centralized Pension Disbursement Account (CPDA) maintained at the New Delhi Branch of SBI. This will significantly reduce the grievances of pensioners who earlier had to wait for a long time for transfer of their case details from one RO to another. During the month of January, 2025, pension to 69.35 lakh pensioners amounting to Rs. 1710 crore was disbursed through CPPS.

    • Rationalizing Damages and Reducing Litigation: One of the major reasons for litigation has been the cases of imposition of damages for belated remittances of PF dues. The rate of imposition of damages had been rationalized to 1% per month of delay vide a Gazette Notification dated 14.06.2024. This is effective for defaults after the date of notification i.e. June 2024. In respect of defaults that had occurred prior to this period the rate of damages applicable ranged from 5% for delays for two months and up to 25% for delays beyond 6 months. In order to mitigate this situation and with a view of reduce and control the litigation, it was discussed to introduce a statutory mechanism wherein there would be an automatic abatement of cases on deposit of damages at the rate of 1% per month of delay.

    • Approval of Annual Budget of EPFO: The Board also approved the Revised Estimates for the year 2024-25 and Budget Estimates for the year 2025-26 for EPFO and the schemes administered by it.

    In the above meeting of CBT, representatives from the employers, employees and other senior officers of the Central Government and EPFO were also present.

    General information

    The Company has concluded a connection agreement with VP Securities A/S. The financial rights of the shareholders may thus be exercised through VP Securities A/S.

    Requirements for adoption

    Items 2-7 considered at the general meeting will be determined by a simple majority of votes, see article 10.1 of the Company’s articles of association as well as section 105 of the Danish Companies Act.

    This notice, including the agenda, remuneration report, information about the total number of shares and voting rights on the date of the notice and proxy, postal voting and registration forms for ordering an entry card, will be made available to the shareholders on the Company’s website, www.cemat.dk, under “Investor/General Meetings” from 28 February 2025.

    This notice has also been published via Nasdaq Copenhagen A/S, the IT system of the Danish Business Authority and the Company’s website as well as by e-mail to the shareholders having requested e-mail notification of general meetings when stating their e-mail addresses.

    Date of registration

    The shareholders will be entitled to exercise the right to vote attaching to the shareholders’ shares, by attendance at the Company’s general meetings or by post pro rata to their shareholding at the date of registration, which is one week before the general meeting.

    The date of registration is Wednesday, 19 March 2025.

    The shareholding of each individual shareholder will be determined at the end of the date of registration based on the number of shares held by the shareholder according to the register of shareholders as well as any notice of ownership received by the Company for the purpose of registration in the register of shareholders, but not yet been registered. In order to be registered in the register of shareholders and included in the calculation, notices of shareholdings must be documented by a transcript from VP Securities A/S or other similar documentation. This documentation must be received by the Company before the end of the date of registration.

    Only the persons who are shareholders of the Company on the date of registration will be entitled to participate and vote at the general meeting but see below regarding the shareholders’ timely request for entry cards.

    Accordingly, any person who has purchased shares, whether by transfer or otherwise, will not be entitled to vote on the shares in question at the general meeting, unless he or she has been recorded in the register of shareholders or has notified the Company and provided documentation of his or her acquisition, no later than on the date of registration, which is Wednesday, 19 March 2025.

    In order to participate in the general meeting, the shareholders must request an entry card for the general meeting no later than Friday, 21 March 2025. Entry cards may be requested electronically via www.cemat.dk until Friday, 21 March 2025, at 23:59 using MitID or custody account number and password on the Company’s shareholder portal. Shareholders registering for the general meeting electronically will immediately receive a confirmation of their registration.

    Miami Dolphins and Hard Rock International lead high-value hotel sponsorships, reveals GlobalData

    The partnership between the Miami Dolphins and Hard Rock Cafe International (Hard Rock International) stands as a prime example of high-value sponsorships in the travel and tourism sector. With an annual worth of $13.90 million, this 18-year deal combines stadium naming rights and team affiliations, reflecting the increasing significance of sports sponsorships in the hotel industry, particularly within the soccer and NFL landscapes, reveals GlobalData, a leading data and analytics company.

    GlobalData’ s latest report, “Sponsorship Sector Report – Travel & Tourism – Hotels 2025,” reveals that soccer holds the premier position in annual sponsorship deal value and volume within the hotel sector for 2025. Hilton stands as the most active hotel brand in 2025, bosting 36 deals.

    Olivia Snooks, Sport Analyst at GlobalData, comments: “Despite engaging in only three deals across the hotel sector, Hard Rock International ranks as the third-largest spender in terms of annual value. According to GlobalData, the brand’s deal with the Miami Dolphins accounts for nearly 70% of the brand’s annual expenditure.”

    Marriott Hotels & Resorts, while recognized as the second most active brand, also stands as the largest spending within the hotel sector in 2025. Notably, the hotel brand maintains high-value partnerships with sporting federations, including the National Football League (NFL), National Collegiate Athletic Association (NCAA), and US Soccer. The collaboration with US Soccer is, in fact, a deal secured by Marriott Bonvoy, which is the loyalty program of Marriott International. This is a four-year partnership set to span the 2024-2027 period.

    Snooks continues: “Hotel brands such as Hilton and Marriott & Hotels & Resorts emphasize the volume of their sponsorship agreement, therefore will potentially focus on lower value deals. For example, across Hilton’s sponsorship portfolio so far in 2025, only three out of the 36 partnerships are estimated to be worth over $1 million annually.”

    Circa Las Vegas, the casino and hotel resort, has agreed a deal to sponsor the Vegas Golden Knights. The five-year deal, which was announced April 2022, covers the 2022-23 to 2026-27 period. As part of the agreement, Circa Las Vegas’ Sportsbook operator Circa Sports will serve as the team’s jersey patch partner, including both home and alternative kits only. The deal is worth an estimated $2.50 million annually.

    Snooks Concludes: “It is important to note the relatively lower annual value of the agreement. Although the Vegas Golden Knights’ fan base includes numerous hotel patrons, the intense competition among brands must be acknowledged. Consequently, while hotel brands are eager to align themselves with the franchise, their willingness to invest substantial sums is tempered by the competitive landscape.”

  • MIL-OSI Australia: Arrests – Stolen motor vehicles – Winnellie

    The Northern Territory Police Force are calling for information in relation to multiple stolen motor vehicles from Winnellie overnight.

    Around 11:30pm yesterday, a business premises on Downes Street, Winnellie was unlawfully entered with the offenders then stealing five vehicles; being a blue Porsche Macan, a light blue BMW 118i, a blue Audi 8R, a black Saab Convertible and a Volkswagen Golf Alltrack.

    At 1:30pm today, members from Strike Force Trident and the Dog Operations Unit sighted the BMW and Volkswagen driving around Palmerston. The Volkswagen was apprehended when it stopped at a retail precinct in Durack with a 22-year-old female and a 46-year-old male being taken into custody.

    The BWW was later found abandoned in Bakewell and the other vehicles all remain outstanding.

  • MIL-Evening Report: How ‘muscular Christianity’ strove to bring men back to religion – and what it can teach us today

    Most people recognise organisations such as the YMCA and the Boy Scouts, or events such as the Modern Olympic Games, summer camps and wilderness retreats.

    Few, though, have ever heard of the movement from which they took their principal inspiration: muscular Christianity.

    The term sounds odd indeed, conjuring up images of Jesus with an impressively chiselled physique or, for devotees of the eighties, Vangelis’ memorable soundtrack to Chariots of Fire.
    However, the term arose because it once carried Christian hopes of a solution to a longstanding problem: men.

    That is, in the 19th century especially, Christian churches became particularly alarmed more and more men were leaving religion to women – from attendance at worship to running parish organisations or establishing charitable endeavours.

    Worse still was the fear Christianity itself had become soft and even effeminate through the Victorian age.

    Christians, especially the Protestants who started the movement, needed to present Christianity in ways attractive to men. But how?

    A literary beginning

    In 1857, the Englishman Thomas Hughes published the novel Tom Brown’s School Days, followed later by Tom Brown at Oxford in 1859.

    In the first book, Tom attends the prestigious Rugby School, before making his way to Oxford in the sequel. This character would epitomise a “muscular Christian”, as Hughes put it. In the sequel, Hughes wrote:

    The least of the muscular Christians has hold of the old chivalrous and Christian belief, that a man’s body is given him to be trained and brought into subjection, and then used for the protection of the weak, the advancement of all righteous causes, and the subduing of the earth which God has given to the children of men.

    Men precisely as men could use their bodies to Christianise the world. A movement with twin aims was born: first, encourage men to embrace their physicality and second, through such disciplining of their bodies, to glorify God.

    Rise and fall

    From England, the movement spread through the Anglosphere, including Australia.

    And it has some impressive credentials. Pierre de Coubertin’s inspiration for reviving the Olympic Games was, in part, inspired by reading Tom Brown’s School Days.

    In the United States, the YMCA – the Young Men’s Christian Association – in New York added a gymnasium in 1869, which soon became a permanent fixture at the “Y.” The physical director at Boston’s Y coined the term “body building”. James Naismith would later invent basketball in 1891 while working at a Y.

    Many Protestant churches drew upon muscular Christianity to bring men back into the fold. They masculinised church services through hymns which celebrated manliness and virtue, encouraged ministers to embody more masculine traits, brought men into the company of other men through brotherhoods and promoted vigorous missionary activity.

    Even Jesus received a makeover – arguably the most popular being Warner Sallman’s 1940 portrait painting Head of Christ.

    Sallman’s original motivation for such depictions came from the dean of a Chicago Bible College in 1914:

    I hope you can give us your conception of Christ. And I hope it’s a manly one. Most of our pictures today are too effeminate.

    There is evidence, too, of Catholics muscling in. Take, for example, Notre Dame’s football team’s successes in the 1920s and 30s in the US, or the Italian cyclist Gino Bartali, winner of the Tour de France in 1938 and 1948 and, according to the Catholic press, the ideal Catholic sportsman.

    Most historians will mark the decline of the movement after the first world war, though its influence continues to be felt to this day.

    A continuing legacy?

    So, apart from indulging in historical curiosity, what does it offer us?

    Muscular Christianity highlights both the dangers and continuing challenges raised when navigating the complex relationship between religion, culture and gender.

    It pursued a worthy goal, but tended to play a zero-sum gender game: gains for men in the churches often came at the expense of women. Such emphasis on masculinity easily slipped into gender bias, where a “church full of men” was deemed more valuable than churches full of women.

    The effort to bolster masculinity also traded in narrow gender stereotypes, though as the historian Clifford Putney reminds us, there was some flow-on effect for women and their organisational engagement in sport and physical activity.

    Some evangelical Christians have recently re-engaged its ethos.

    And perhaps muscular Christianity still has something valuable to say. At the very least, scratch beneath the surface of modern Western culture and you will often find Christianity or values which originated from it.

    Muscular Christianity can also remind us to reconnect with our bodies. We now live in a world which, as Australian author Michael Frost argues, has become increasingly “excarnate” – that is, less bodily.

    Muscular Christianity recognised bodies matter and matter spiritually.
