    As part of the competition Fonkode 2024 The first award ceremony took place Federation of Sports Programming (FSP) of Russia. Student Faculty of Computer Science Vyshki Fedor Romashov named best sports programmer, director Center for Student Olympiads FKN Mikhail Gustokashin is the best coach.

    For the first time, the FSP presented its award, recognizing the most outstanding and talented athletes, coaches and partners.

    The award ceremony took place as part of the FonCode 2024 sports programming tournament. The competition began with an online qualifying round, in which more than a thousand programmers participated. The 128 best athletes reached the final duels for the prize fund of 1 million rubles.

    The tournament culminated in a duel between Fedor Romashov and Ho Dang Dung. The outcome of the match remained unpredictable until the end — the main round ended in a draw. Only an additional task brought victory to Fedor Romashov, a third-year bachelor’s student “Applied Mathematics and Computer Science”.

    It is not surprising that Fedor also became the best sports programmer of 2024 according to the FSP.

    “It was unexpected and pleasant to receive the FSP award,” noted Fedor Romashov. “I had quite a few cool victories last year. My team and I won ICPC 2023, which I consider to be my best and most important achievement in this area. I am also glad victory in Games bof the future “It’s also an incredible experience.”

    The “Coach of the Year” award was received by Mikhail Gustokashin, Director of the Center for Student Olympiads at the Faculty of Computer Science. In 2024, under Mikhail’s leadership, one of the teams from the Faculty of Computer Science became world champions at the International Student Programming Contest (ICPC), and the second team received a gold medal for 3rd place.

    “The Federation of Sports Programming holds many competitions with interesting tasks and experimental formats. Our students take part in these competitions with pleasure and achieve great success. Recognition from the FSP is very pleasant, we will continue to work!” – concluded Mikhail Gustokashin.

    WASHINGTON, DC – U.S. Senators Gary Peters (D-MI) and Todd Young (R-IN) are leading bipartisan legislation to extend federal funding and protections for the Great Lakes. The senators introduced the Great Lakes Restoration Initiative Act of 2025 to reauthorize the Great Lakes Restoration Initiative (GLRI) through 2031 and increase the program’s annual authorized funding levels from $475 million to $500 million. The GLRI is the most significant investment ever made to restore and protect the Great Lakes. The GLRI combines federal and nonfederal efforts to stop the spread of carp and other invasive species, restore coastline and habitats connecting streams and rivers, clean up environmentally damaged Areas of Concern, and prevent future contamination. While providing vital support for these efforts, the GLRI also helps ensure we can address new and emerging threats to the Great Lakes.  

    “The Great Lakes are a national treasure and central to our economy, environment, and way of life in Michigan. Since its creation, the Great Lakes Restoration Initiative has made significant headway in cleaning up Areas of Concern, protecting vital habitats, and restoring coastlines around the Great Lakes Basin,” said Senator Peters. “This bipartisan legislation will provide GLRI with the resources needed to build on that success and help protect and preserve the Great Lakes for future generations of Michiganders.     Since its inception, the GLRI has spurred tremendous progress throughout the Great Lakes region including nearly half of a million acres of habitat protected, restored, or enhanced, a five-fold increase in the successful cleanup and delisting of Areas of Concern, a ten-fold increase in the remediation of environmental and public health impairments, and reducing the threat of harmful algal blooms. The GLRI’s efforts have also resulted in economic returns of more than 3 to 1 across the region.

  • MIL-OSI United Kingdom: Rugby takeover at SAFC fan zone

    The Women’s Rugby World Cup trophy will be the star attraction at Sunderland AFC’s pre-match fan zone next month.

    The trophy’s appearance is part of a rugby takeover of the fan zone on International Women’s Day, on Saturday 8 March.

    Families coming along to the fan zone at the Beacon of Light ahead of the Sunderland v Cardiff City match will be able to try their hand at a whole range of exciting rugby inspired activities on the day.

    Councillor Beth Jones, Cabinet Member for Communities, Culture and Tourism at Sunderland City Council, said: “We’re thrilled to have secured the Women’s Rugby World Cup trophy for our fan zone takeover on International Women’s Day.

    “With just months to go until England’s Red Roses kick off the opening match of the Women’s Rugby World Cup at the Stadium of Light on Friday 22 August, the fan zone event is a great opportunity to showcase everything rugby has to offer.

    “Even if you don’t know anything about the sport, it’s a fantastic way to immerse yourself in all things rugby.

    “There’ll be something for everyone no matter what your age or ability, including walking rugby, fun fitness sessions with a rugby twist, children’s activities, tag rugby, and rugby skills on show from local clubs, as well as the chance to hear about the new T1 rugby offer coming soon to the city.

    “So this is a brilliant chance to come along and find out all about our Active Sunderland community rugby offer and learn more about our fantastic local rugby clubs. You’ll also be able to find out how to get tickets for the England v USA opening match. And, you can even have your photo taken with the Women’s Rugby World Cup trophy.”

    The Beacon of Light will be hosting the fan zone take over from 12.30-2.30pm on Saturday 8 March, with match-goers and non match-goers alike welcome to come along and join the fun. All activities are free. 

    Match-goers will also be able to see girls from Houghton Rugby Club’s under 12’s team demonstrating their rugby skills when they take to the pitch at the Stadium of Light at half time during the Cardiff City game.

    The fan zone takeover is being organised by the RFU, University of Sunderland, local rugby clubs, the Foundation of Light, SAFC, Sunderland BID, Newcastle Falcons and Sunderland City Council.

    Charity Commission CEO David Holdsworth discusses the power of philanthropy at The Beacon Philanthropy and Impact Forum 2025.

    Introduction

    Good afternoon, I am delighted to be here with you.

    I’d like to thank the Beacon Collaborative for bringing us together today, helping us think with many minds on one, urgent challenge: how to grow the value and impact of philanthropy in our nations and around the world.

    It is apt that we are meeting here at Guildhall, a place that speaks to the close relationship between commerce and charity in this city. The City Bridge Trust, administered by the Corporation of London, based here at Guildhall, made grants worth £30m to charities across the capital last year alone. Over the same period, the Lord Mayor’s Appeal, which works to encourage philanthropy in the city spent over £3m on projects designed to strengthen communities and cohesion across London.

    These initiatives recognise and reflect a key facet of the social contract in this country.

    Namely that with privilege and good fortune come responsibility. Our hosts, the Beacon Collaborative, put this in simple terms: “Our economy offers the freedom to create great wealth, but with reward must come responsibility.”

    That responsibility is not about sacrifice or denial. It is based on an understanding that we are all part of a wider community, an ecosystem of mutual dependence and support, on whose cohesion the success of our society – and all individual wellbeing – ultimately rests.

    A challenging sector landscape

    The Charity Commission stands at a unique vantage point, where the perspectives of charities, government, the public and donors meet.

    From this position, we see two trends.

    First, an incredibly challenging economic environment for the sector.

    Like other sectors, charities face inflationary pressures and rising operational costs.

    But charities are also dealing with increased demands for their services.

    And at the same time, public funding sources in particular are increasingly squeezed.

    The cumulative impact of these trends on charities is, in some cases, extremely challenging.

    Take arts and culture, a particular passion of mine. Between 2010 and 2023, grant in aid funding for UK arts and cultural organisations fell by 18%. Local government revenue funding of culture and related services have also decreased by 48% in England, and 40% in Wales.

    It’s important to acknowledge that these cuts have come amid very challenging public finances, with tough choices having to be made. But the impact on the sector is undeniable.

    Other sub-sectors are especially vulnerable, too.

    Last summer, we learnt that one in five hospices in the UK have cut or closed their services in the last year or are planning to do so. 

    In October, Getting on Board, which for twenty years played a crucial role in encouraging new talent into trusteeship, announced it could no longer continue to operate.

    The case for philanthropy

    Our second observation, though open to some debate, is a perception that high-net worth philanthropy has declined in recent years.

    To be clear, the UK remains, according to some but not all measures, among the most generous group of nations on the planet, funding a thriving and vibrant charitable sector.

    In total, charities in England and Wales last year managed over £90 billion in annual income. The contribution of charity and voluntary organisations as a percentage of GDP is greater, according to some measures, than the entire agricultural sector of the UK.

    But the proportion of those giving seems to be falling.     

    For some years, The Charities Aid Foundation – who fulfil such a valuable role in producing research about the sector, and of course in supporting occasions such as this – have published reports pointing to a declining number of donors.

    CAF’s latest report finds that, while the overall value of giving is holding up in real terms – in 2023 people donated at least £13bn to charity – fewer people are giving.

    Separately, there is evidence suggesting that the top one percent of asset owners and earners in our country give less than their counterparts in equivalent societies, such as New Zealand and Canada. Some have suggested that there is a £5 billion gap between giving in the UK and in those two countries.

    Previous research has indicated an overall decline in the value of donations by the top one percent of earners, despite increases in their income. And the latest UK giving report, just mentioned, finds that that some of the least affluent parts of the UK are among the most generous.

    In summary, by a number of metrics, it seems likely that while charitable giving is just about holding up, high net worth philanthropy is proving less robust.

    The potential of philanthropy

    But this challenging context provides for a once-in-several generations opportunity.

    For while there may be huge challenge, there is also huge potential, right now, for a new era of philanthropy to tackle our most intractable social challenges. We have the opportunity to resource and re-ignite the potential of our communities, through a renewed collaborative approach between our amazing charitable sector, corporate donors, philanthropists, communities and government.

    The potential of philanthropy lies not just in the immediate financial boost it might offer the individual charities.

    But in the agility and flexibility, the innovation and creativity it can encourage, inspire and unleash.  

    I think, as a nation, it is time to re-embrace the long and proud history of philanthropic impact, revive it, unleash it and celebrate it for our times.   

    I speak from personal experience as to the benefits philanthropy can bring.

    I grew up in Liverpool in the 1980s. The city was then in post-industrial decline, and it felt in many ways forgotten and neglected by many. It had, arguably, lost its sense of purpose.  

    Today my home city is transformed. And that transformation happened through a combination of philanthropic investments, national and local government investment, alongside renewed community action notably in the arts, culture and tourism which acted as catalysts for wider renewal.

    Financial and cultural investment in Liverpool in turn led to an expansion in higher education provision, an influx of international students and therefore an increasingly skilled workforce.

    Liverpool is now in the process of a next phase of transformation. National non-governmental bodies have moved their HQs to the city, and life science industries are investing. Things are moving and changing thanks to that initial spark provided through philanthropy.

    It shows that philanthropy and charity is ever evolving and finding new models, new ways to deliver real and lasting impact. That philanthropy and charity are not just about handouts, but hand-ups and start-ups, with the power to unleash peoples’ and communities’ potential.

    To return to arts and culture, a sector that is now highly reliant on major gifts and sponsorships.

    The Donmar, for example, lost its council funding in 2022. Now, any work that is not revenue generating must have its costs covered by fundraising. Corporate sponsorship has stepped in and is helping to ensure that the Donmar can continue to invest in its talent development programmes – providing paid traineeships to those underrepresented in the arts industry – and its community work in Camden and Westminster, offering free engagement programmes to over 5,000 young people every year.

    Great charitable work, only possible now thanks to philanthropy.

    Of course, philanthropy alone cannot make a city or a community, or reverse a social ill. But it can act as a spark that re-ignites hope and confidence and gives a community the confidence to revive itself, and to unleash its potential to adapt to changing economic, political and social circumstances.

    The mechanisms for this particular role of philanthropy are varied.

    First, philanthropists can do what other funders – notably public sector funders – cannot.

    They can take risks and innovate, work out new solutions to deep-rooted problems by trying and testing.

    They can support charities’ core costs, helping them develop long-term viability and stability, rather than living only from one grant to the next.

    And philanthropists can sow seeds – offering large, one-off donations that allow new charities to get off the ground, or established charities to plan for the long term.

    Celebrating philanthropy

    So again, whilst there are challenges, there is much to recognise and celebrate.

    For example, I am moved to see corporate philanthropy combine with public generosity, community campaigning, media engagement and political interest – as well as support from the Charity Commission – to breathe new life into Zoe’s Place in Liverpool.

    The charity provides end of life hospice care to babies and young children, bringing children and their families comfort and relief in incredibly challenging circumstances. It had faced closure in Liverpool, due to the spiralling costs of new accommodation.

    Together, campaigners raised £6m in a month before Christmas, allowing the charity to continue.

    It was an amazing effort, that would not have been possible without philanthropic contributions.

    Similarly, I am deeply impressed with the work of the Moondance Foundation. Founded in 2010 by Diane and Henry Engelhardt, the charity has given away a remarkable £145 million, most of which has gone to support and strengthen communities in Wales, which is the family’s chosen, adoptive home. In December last year, we visited small community organisations in Port Talbot, Swansea, and Bridgend that have all benefited from this extraordinary generosity.

    Their example shows that love of a place, responsibility and commitment to a community is a matter of heart, not necessarily heritage.

    I would also like to mention here the work of the late Julia Rausing, who sadly passed away last year, leaving an immense legacy of generosity and kindness. She was an example to others, not just in how much she helped give away, but how – her sense of urgency and oversight ensured funds, where needed, were swiftly dispatched and carefully accounted for. 

    Or the musician Stormzy, who has given back of his wealth and influence to promote education and opportunity among young people.

    And I must mention the Commission’s own board member Rory Brooks, who recently donated £2m to the Global Development Institute at The University of Manchester. He will not thank me for including his example here, but in his absence, Rory – if you want to promote philanthropy, you must let us celebrate your own example.

    The Commission’s ongoing commitment to promoting philanthropy

    I know many in the philanthropy world have been wondering what Orlando’s departure as Chair later this year means for our work in this area.

    First, I would like to acknowledge the significant contribution Orlando has made to public discourse on philanthropy during his time in office.

    Orlando has used his authority and his voice as Chair of the Charity Commission to ensure philanthropy is seen and understood as one of the solutions to the urgent issues of our day.

    And he has made a compelling case for the responsibilities and opportunities the Commission has to convene public debate on this issue.

    So I know many in the world of philanthropy and beyond are very sorry to see Orlando move on from the Commission.

    But let me make very clear.

    The work he began will continue.

    I, and the Commission’s Board, are determined to deliver on the commitment made in our corporate strategy to encourage trusteeship and amplify donor and philanthropic confidence through our work.

    I am bound by them, not just by professional duty, but by personal conviction. A regulator must enable, encourage, unleash as well as enforce.

    I am grateful to Rory Brooks, as I’ve mentioned a remarkable philanthropist in his own right, who as a member of the Commission’s board is spearheading much of this work.

    Rory’s diligent commitment over the past two years has borne much fruit.

    I am convinced that his quiet powers of persuasion have contributed to a changing public discourse on philanthropy.

    A renewed understanding, on all sides of the political divide, that private wealth, voluntarily given, is part of the solution to some of the most entrenched of our social ills.

    The new government has demonstrated its interest in philanthropy, particularly in geographical areas that are struggling to attract funding. We heard earlier from Minister Peacock about the government’s commitment to producing a place-based philanthropy strategy, more details of which we expect to hear about over the coming months.

    The Commission’s role and work

    But for our own part, what are we collectively doing at the Commission to promote philanthropy?

    Promoting the UK as a great place to give

    First, we have a role in ensuring, and demonstrating, that the UK remains among the best and safest places to give.

    We have a robust, long-established regulatory infrastructure, which ensures transparency – not least through the accounting framework – and which gives donors confidence that there is oversight over the funds that charities receive.

    That infrastructure stretches beyond the work of the Commission alone – other principal regulators, such as the Department for Culture Media and Sport and the Office for Students, play an important role in regulating vital sub-sectors in the field of culture, arts and heritage, as do auditors and independent examiners working to regulatory requirements.

    In that context, the UK is also a centre of excellence for professional services – we boast among the best lawyers, financial advisors and wealth managers in the world.

    There is room for more active input from these professionals in promoting philanthropy.

    In the legal world, especially, there is an opportunity for those advising on transactions involving significant assets to actively introduce and encourage philanthropic considerations.

    But overall, the system we have in place means philanthropists from all over the world, can have confidence in investing their goodwill and generosity into UK based charities – many of which, of course, operate globally.

    Supporting charities to improve governance

    Second, we help trustees understand their legal duties and sustain and improve their charities’ governance.

    Last year, we published guidance supporting trustees to make the right choices on accepting, refusing and returning donations. That guidance reflected the law in being explicit about the starting point that charities should accept donations.

    It is for trustees to make decisions as to what is in their charity’s best interests. Sometimes, trustees may well conclude that they should not accept a philanthropist’s support. But we wanted our guidance to be clear that the law assumes donations to charities to be generally a good thing.

    We wanted to support trustees to say yes to donations where, having carefully weighed up the relevant factors, it is in their charity’s best interests – even where it might be contentious or controversial for some.

    And I think that reminder is salutary at the present time, given the challenging financial context I set out earlier.

    The last thing I want to see on my watch at the Commission is charities – including world leading arts and cultural organisations which have long benefited from philanthropic generosity – finding they can no longer operate successfully, because donations are withheld for fear of being rejected.

    So I encourage those giving – whether individual philanthropists or corporate donors – to continue to do so even when there may be those who disagree with such donations from a point of personal principle or conviction. It is the benefit of democracy that we can disagree while still each exercising our individual freedoms and still do good for charity, our communities and those most in need.

    To help enable this, we hope our guidance will inform a giving culture, but also a receiving culture, that allows for constructive discussion in the best long term interests of charity.

    Delivering data-led insights

    Thirdly, the Commission maintains, to our knowledge, the most complete and comprehensive charity data set anywhere in the world. Although this presents its own challenges, we’re also keen to recognise the opportunities for collaboration with partner organisations.

    Over the last 18 months, Rory has led two summits focusing on the Commission’s data, our ongoing digital projects, and how we plan to help the sector make more informed funding decisions.

    I know, for instance, the impact that digitisation of charity accounts will have for those working with charity data and that is why it remains such a priority for us.

    These summits give us fascinating insights into how the philanthropy sector uses, and would like to use, charity data. In the near future we will see an early outcome of this work, with new data drawn from charities’ annual returns on the value of their single largest donation received during that year.

    This data over time will not just provide useful insights in to trends in philanthropy, but will, I hope, serve as inspiration to existing and potential philanthropists to give with heart and confidence.

    Convening role, working with government

    A final aspect of the Commission’s role that I am especially keen to promote is that of convenor.

    We have a unique ability to help bring together the sector, government, philanthropists and donors as well as experts such as our hosts Beacon and the Charities Aid Foundation to consider, together, how we can encourage those with great wealth to choose the UK as a place to leave a legacy.

    It has begun with the work I mentioned on data, but we want to go further and  identify other focus areas, bringing together those with the passion and capability to drive progress. Specifically, we are keen to continue to work alongside other players to support government and other policy makers to ensure giving is incentivised and celebrated.  

    Conclusion

    So in conclusion, despite the challenges, I believe we have a generational opportunity to revive and reignite our proud history of philanthropic giving for a modern age.

    To build on the many recent examples of joined up action, be it placed-based or issue-based, which sees philanthropy, community, business, media, politicians come together to unleash potential, solve issues or spark renewal.

    It is the power of that collective action, that joined-up approach to today’s challenges, that this generation of philanthropists and charities can use to continue to achieve the seemingly impossible, to improve the lives of many and unleash the spark of hope, innovation and opportunity.

    As the CEO of the Commission I promise you we will be there beside you, playing our part, enabling you to do the amazing things you do for the benefit of society.

    We at the Commission will also help ensure that this growing band of philanthropists feel proud of their achievements, and use our platform to shout about them – encouraging others to follow suit.     Initially, HP will support the following programs:

    • Spain, Red Cross, Madrid: The sports-based program for homeless people of the Real Madrid Foundation that takes place in the Temporary Care Center (CAT) of San Blas, managed by the Red Cross in agreement with the Madrid City supports unemployed and immigrant individuals facing social exclusion. Real Madrid Foundation focuses particularly on improving the psychological well-being of the participants through regular sports practice, utilizing its unique methodology. HP will provide access to hardware, digital literacy, and skills curriculum via HP LIFE.
    • Indonesia, Harapan Project: The Harapan Project aims to improve education for learners aged from 9 to 17-years-old, based in nine villages in the Hu’u district, Sumbawa, Indonesia. Real Madrid Foundation provides support via its Social Sports School program designed to improve their health through the practice of sport and foster values such as respect, autonomy, equality, self-esteem, health, motivation, and teamwork.     Speech by the Minister for Civil Society and Youth at on philanthropy and impact economy at the Beacon Philanthropy and Impact Forum.

    Good morning everyone, thank you Neil for that really kind introduction and thoughtful speech – the challenge you outlined is an important one.

    It’s great to be here with you at the Beacon Philanthropy and Impact Forum today.

    I want to start by thanking The Beacon Collaborative for organising this event, and the Charities Aid Foundation for sponsoring it and the City of London for hosting at this beautiful building.

    You’re here today, and are part of organisations like Beacon Collaborative, and Charities Aid Foundation, because you believe in the power of organisations and people using their resources to deliver social impact.
      And it’s a belief this Government shares. 

    The UK has a vibrant culture of service and generosity, and philanthropy is so often the outlet for that culture.

    Every week hundreds of thousands of people – in our villages, towns and cities – come together and do what they can to support others. They devote their time, their money or both, to improve the lives of people less fortunate than themselves.

    That is something we should never take for granted.

    Philanthropy sustains over 170,000 charities in the UK and thousands of others who are so small they’re not actually registered.

    And it does things Governments can’t do – reaching into communities, and applying local knowledge and insight.

    I see it all the time in my own area of Barnsley.

    I can tell you so many examples, organisations such as Barnsley Youth Choir, Barnsley Hospices and BIADS, a local dementia charity I am patron of, all rely on charitable donations and giving from the local community to sustain their vital work. As Neil said, they all have their own stories, as I know you all will.

    But you recognise, as I do, that more is possible.

    And forums like this are a vital opportunity for the sector to come together and look at how we take philanthropy in the UK to the next level.

    The instinct people have to help is always there. 

    It’s the job of the Government, working with organisations like the ones you represent, to find new, creative ways to make it not only easier to give, but more rewarding.

    That is part of why we started a new chapter in the relationship between Government and civil society through a Civil Society Covenant.

    We launched the Covenant at No10 Downing Street with the Prime Minister in October, in order to reset the relationship between Government and Civil Society. To make it a partnership that is built on a foundation of trust and respect.

    And it reflects our view that our charities, social enterprises and community groups have a huge and vital role to play in helping us deliver on this Government’s missions.

    Civil society groups can help make our streets safer, they can create opportunities for our young people, and they can reduce the burden on the NHS by supporting people to live healthier lives.

    And philanthropists, social investors and impact investors will have an important role to play in the Covenant, when it’s fully established in the coming months.

    This Government also recognises the enormous contribution social investors, philanthropists and businesses can provide in the delivery of our Plan for Change. 

    Our impact investment market, worth £76 billion, leads the way in Europe and really sets the standard, and it reflects the fact that people want to see a connection between their investment and real social impact on the ground.

    As the Minister responsible for the impact economy, encompassing both philanthropy and impact investment, I see not only the incredible work happening in this space, but the huge potential for growing the money invested in public good.

    That is why I’m proud we are building on the UK’s strong industry leadership in social impact investing and working in partnership with the Chief Secretary to the Treasury to establish the Government’s Social Impact Investment Advisory Group. And I was really pleased to speak to Darren Jones about this last night. 

    We are committed to backing private investment that delivers positive social impact right across the country, and this newly announced Advisory Group will help achieve this.

    Philanthropy is a vital part of the impact economy.

    So I’d like to be clear with everyone here today on our three priorities for philanthropy.

    Firstly, the Government wants to help to connect philanthropic investment with the places that need it most.

    Secondly, we want to unlock extra philanthropic investment.  

    Thirdly, we want to partner with civil society, communities, donors and businesses to celebrate a culture of giving. 

    On our first priority, this Government has been clear since our first day in office that we are committed to putting local people, communities and places first.

    Supporting philanthropic growth across the country is a really important route to generating more private capital that can deliver public good.

    That’s why the Secretary of State has committed to setting out a place-based philanthropy strategy so we can create an environment where the benefits of philanthropy are felt in communities everywhere.

    I know this is an area that many of you are invested in or connected to.

    Made-in-Stoke, which I was really pleased to visit a few months ago, Blackpool Pride of Place and Islington Gives are brilliant examples of what can be achieved with a place-based approach. I know many representatives of these networks are here with us today.

    By creating a community of philanthropists who are invested in the future of a city or town and who want to contribute to its success, they are blazing a trail for others to follow. And Neil, you rightly referenced the impact of place in your remarks. 

    In areas that need it most, these networks are delivering programmes supporting young people’s skills development, from sports activities to dance and ballet classes for children.

    We can learn a great deal from these models of giving – by people motivated by the idea of helping give back to the community that helped to shape them. 

    My officials and I will continue to explore how this Government can best support the growth of these innovative initiatives.  

    When it comes to the second priority of unlocking additional philanthropic investment, there are already some excellent examples of what philanthropy can deliver.

    Family Foundations such as the Reece’s Foundation in the North East are working to address some of the most complex problems in the region, supporting innovations like the National Geothermal Energy Centre whilst providing new opportunities for local people.

    But, as I said earlier, we need the right structures in place to make it as easy as possible for philanthropists to give more and would-be philanthropists to give for the first time.

    Gift Aid is a vital part of the already existing system, and it gives charities and donors important tax relief.

    And for businesses, payroll giving provides companies an easy way for employees to give in a tax-efficient way to the causes they care about.

    We want to raise awareness of just how straightforward that scheme is, and there couldn’t be a better time as February is Payroll Giving month, as I’m sure you all know.

    The final part of the equation is changing how we talk about and celebrate philanthropy.

    In 2023 we collectively gave £13.9 billion to charity. It’s a phenomenal amount of money and it’s testament to the generosity that exists across our country.

    But if you look deeper, you find that the number of donors is actually decreasing.

    Clearly there’s no one single reason why that would be the case, but I think it’s all of our responsibility to do our bit in championing and celebrating those who do donate.

    Last year I had the privilege of attending the Paris Olympics and Paralympics, seeing first hand some of our most exceptional athletes perform on the biggest stage of all.

    Over the last decades, philanthropists like Barrie Wells have supported the training success of athletes including Jessica Ennis-Hill, who started her career in Sheffield, just down the road from my constituency of Barnsley.

    After winning Gold at the 2012 Olympics in London, she went on to engage and inspire the next generation of young people through philanthropy funded workshops in the Athletes4Schools programme.

    Similarly, businesses continue to contribute to society, like Barclays, who support young people and create opportunities for all, through their community grass roots football grants.

    5,500 community groups have been supported across the UK with the aim of helping to reduce inequalities in football.

    If you look at a sector like the arts, that is one that’s always relied on a variety of funding sources.

    And that’s why, for over 20 years, DCMS has partnered with the Wolfson Foundation to deliver the DCMS/Wolfson Museums and Galleries Improvement Fund.

    But these are just some of the examples of what can be done when we work together to build things that deliver long term benefits.

    You share in our ambition to raise the amount donated and the number of people donating it, and I urge you all to talk loudly and proudly about some of the great work going on in the regions across the country.

    That just leaves me to thank you all, once again, for inviting me to join you all today.

    By working together we can fulfil the huge untapped potential that exists in the impact economy, in our civil society, and across our philanthropic landscape.

    There are no simple answers to how we do it but, by focussing on the areas I’ve set out today, I am certain we can meet the challenge head on.

    Together we can grasp the opportunity to improve people’s lives and give back to communities we all care deeply about.

         The Hong Kong Economic and Trade Office, Singapore (Singapore ETO) hosted a dinner at the Fullerton Bay Hotel Singapore in Singapore yesterday (February 11) to celebrate Chinese New Year and to promote Hong Kong. Over 200 guests from the government sector, foreign embassies in Singapore, Asia-Pacific Economic Cooperation, business associations, academic institutions and cultural organisations attended, as well as the local Hong Kong community.      Speaking at the dinner, the Director of the Singapore ETO, Mr Owin Fung, reviewed the work and achievements of Hong Kong and Singapore collaboration in recent years, including the visit by the Chief Executive, Mr John Lee, to Singapore in 2023, during which he led a Hong Kong Special Administrative Region business delegation and signed seven Memoranda of Understanding. In January this year, the Deputy Prime Minister and Minister for Trade and Industry of Singapore, Mr Gan Kim Yong, also led a high-level business delegation to Hong Kong, engaging in high-level discussions on traditional and emerging business sectors. Furthermore, 23 Singaporean companies expanded or established operations in Hong Kong in 2023, demonstrating Singapore enterprises’ investment interest and confidence in Hong Kong. Both sides expect to further build bilateral ties.      Mr Fung also took the opportunity to introduce, through a video, the Kai Tak Sports Park which is set to open on March 1. Major events and activities will be held at the park. Projects such as the Kai Tak Sports Park and the West Kowloon Cultural District exemplify Hong Kong’s cultural and soft power.      During the dinner, Hong Kong singer-songwriter Chet Lam, along with four band members, performed as guest artists. They delivered a selection of Cantonese, English, and Putonghua songs, including “Singapore Pie”, a piece by Liang Wern Fook, a renowned Singaporean lyricist, composer and Xinyao singer. Earlier, they and other Hong Kong musicians participated in an outdoor concert and talk under the “Hong Kong Pop Culture Festival @ Huayi” held in Singapore. The events were sponsored and supported by the Leisure and Cultural Services Department and the Hong Kong Economic and Trade Office in Singapore.      Mr Fung concluded that the Association of Southeast Nations (ASEAN), as Hong Kong’s second-largest merchandise trading partner, presents significant opportunities. Amid global economic challenges, Hong Kong has emphasised its unique advantages under the “one country, two systems” arrangement, serving as a gateway between Mainland China and global markets, while reinforcing connectivity with traditional markets and exploring emerging markets in ASEAN and the Middle East, with the Greater Bay Area as a key focus for collaboration.      Looking ahead, Singapore ETO will host its first Chinese New Year dinner in Ho Chi Minh City on February 28 to celebrate the Year of the Snake and the 30th anniversary of the Office, while enhancing communication with local communities in Vietnam.

         Following is a question by the Hon Kenneth Lau and a written reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (February 12):
     
    Question:
     
         The 15th National Games (NG), the 12th National Games for Persons with Disabilities (NGD) and the 9th National Special Olympic Games (NSOG) to be co-hosted by Guangdong Province, the Hong Kong Special Administrative Region and the Macao Special Administrative Region for the first time will be held from November 9 to 21 and from December 8 to 15 this year respectively. Hong Kong will host eight competition events and one mass participation event for the 15th NG, as well as four competition events and one mass participation event for the 12th NGD and the 9th NSOG. In this connection, will the Government inform this Council:
     
    (1) of the following information on the events to be hosted in Hong Kong: (i) the arrangements for event management and competition schedules, (ii) the number of participating athletes, (iii) the expected number of spectators, (iv) the details of the publicity and promotional activities, and (v) the ticketing arrangements;
     
    (2) of the specific measures put in place by the authorities to enhance the ancillary transport facilities and capacity of the main stadiums and venues of the events to be hosted in Hong Kong (including Kai Tak Sports Park, Hong Kong Coliseum, Hong Kong Velodrome, Hong Kong Golf Club – Fanling Golf Course, Victoria Park, and Central Harbourfront Event Space and Victoria Harbour) during the events;
     
    (3) as it is learnt that the recruitment of volunteers for the 15th NG, the 12th NGD and the 9th NSOG was conducted from July to November last year, of (i) the number of applications received, (ii) the number of volunteers finally selected and (iii) their age distribution;
     
    (4) as it is learnt that the selected volunteers mentioned in (3) will mainly be responsible for tasks such as reception services upon arrival and departure, spectator services, guest reception, crowd control, transport and logistics, catering management and presentation ceremony support, and will receive training, of the details of the manpower establishment and training of volunteers for the aforesaid tasks; and
     
    (5) whether it has assessed if the number of selected volunteers mentioned in (3) can meet the relevant manpower demand, and whether it will consider recruiting more volunteers or mobilising civil servants to participate in the support work for the 15th NG, the 12th NGD and the 9th NSOG; if it will, of the details; if not, the reasons for that?

         Co-hosted by Guangdong, Hong Kong and Macao, the 15th National Games (15th NG), and the 12th National Games for Persons with Disabilities and the 9th National Special Olympic Games (12th NGD and 9th NSOG) will be held from November 9 to 21 and from December 8 to 15, 2025, respectively. The Hong Kong Special Administrative Region (HKSAR) Government has been maintaining close liaison with the General Administration of Sport of China (GASC), the China Disabled Persons’ Federation (CDPF), the People’s Government of Guangdong Province, and the Macao Special Administrative Region Government. In addition, the HKSAR Government has been working with the concerned National Sports Associations and other related organisations in Hong Kong to press ahead with the preparatory work. Bringing success to the 15th NG and the 12th NGD and 9th NSOG is a significant mission of the HKSAR Government this year, and they are also mega events. We will continue to dedicate the fullest efforts to taking forward the related work with a view to co‑hosting a “simple, safe and wonderful” 15th NG as well as 12th NGD and 9th NSOG in collaboration with Guangdong and Macao, and thereby deepening the exchanges and collaborations in sports between Hong Kong and the Greater Bay Area cities, and also their overall integrated development.
          
         Our reply to the question raised by the Hon Kenneth Lau is as follows:
     
     (1)(i) The 15th NG will have competition events for 34 sports and mass participation events for 23 sports. Hong Kong will host eight competition events (namely basketball (men U22), track cycling, fencing, golf, handball (men), rugby sevens, triathlon and beach volleyball) and one mass participation event (namely bowling). In addition, Hong Kong will assist Zhuhai and Shenzhen respectively in organising two cross-boundary events, namely road cycling and marathon.
     
         The 12th NGD and 9th NSOG will have competition events for 35 sports and mass participation events for 11 sports. Hong Kong will host four competition events (namely boccia, wheelchair fencing and table tennis (TT11) for NGD, and table tennis for NSOG) and one mass participation event (namely para dance sport).
          
         In view of the numerous events in the 15th NG and the 12th NGD and 9th NSOG, the Governments of Guangdong, Hong Kong and Macao are co-ordinating the overall schedules of the Games for submission to the GASC and the CDPF for approval. We will continue to liaise closely with the GASC, the CDPF as well as the Governments of Guangdong and Macao with a view to finalising the schedules of the 15th NG and the 12th NGD and 9th NSOG as soon as possible. The details will be announced in due course.
     
    (ii) Based on the competition prospectuses and guidelines promulgated by the GASC and the CDPF, it is estimated that about 1 800 and 700 athletes will participate respectively in the 15th NG events and the 12th NGD and 9th NSOG events in Hong Kong. In addition, it is estimated that about 1 000 delegation officials (including coaches, team physicians), 800 technical officials (including referees), and 750 members of the media will visit Hong Kong during the 15th NG and the 12th NGD and 9th NSOG.
     
    (iii) It is estimated that the events in Hong Kong will attract more than 100 000 spectators from Hong Kong, the Mainland and other regions.
     
    (iv) The Culture, Sports and Tourism Bureau (CSTB) is working with relevant government departments and organisations to launch territory-wide publicity and promotion campaigns through various online and offline channels, with a view to enhancing the awareness and interest in the 15th NG and the 12th NGD and 9th NSOG among different sectors of the community. The initiatives include conducting multi-channel publicity through traditional media, social media, city dress-up and roving exhibitions; organising community and school promotion programmes in co-operation with local organisations and schools; hosting feature events such as exchanges with athletes and sports experiential activities in collaboration with sports organisations; and launching a dedicated website and applications for digital marketing.
     
         The first stage of the publicity and promotion campaigns was launched during November to December last year to tie in with the one-year countdown to the 15th NG and the 12th NGD and 9th NSOG, which included rolling out a series of cityscape enhancement, roving exhibitions, publicity videos, thematic website (www.2025nationalgames.gov.hk) and social media pages (www.facebook.com/2025nationalgames.hk, www.instagram.com/2025nationalgames.hk) of Hong Kong for the Games. The second stage commenced in January this year, with initiatives including city dress-up and photo-taking spots featuring the mascots of the Games, enhancing the design of the thematic website, enriching social media content, etc. The third stage, covering the 100-day countdown, torch relay, etc, will begin in August 2025. We will do our utmost to foster a welcoming atmosphere and enhance the popularity and participation of the Games in Hong Kong, whilst encouraging Hong Kong people and tourists to watch the Games and cheer for the athletes.
     
    (v) Guangdong, Hong Kong, and Macao are discussing the ticketing plans and sales arrangements for the 15th NG and the 12th NGD and 9th NSOG. The three places will adopt the same sales platform. 
     
    (2) The competition venues for the events in Hong Kong, including the soon‑to-open Kai Tak Sports Park, have hosted various large-scale events and competitions previously, or undergone different drills and stress tests. The CSTB is, in collaboration with the relevant departments including the Hong Kong Police Force, the Transport Department, conducting a detailed assessment on the traffic and transport arrangements to and from the venues having regard to the transport facilities and capacity of the venues, their past experiences in staging competitions, and the number of participating athletes and spectators for each event.  We will formulate specific transport measures and special transport arrangements having regard to the assessment, and discuss with the various public transport operators on strengthening the public transport service as appropriate.
     
    (3) (i) to (iii) The recruitment of volunteers for the Hong Kong Volunteer Programme of the 15th NG and the 12th NGD and 9th NSOG was conducted from July to November last year. We received a total of over 30 000 applications for volunteer leaders or volunteers. In addition, about 2 000 young people aged between 15 and 17 have applied as youth volunteers. The selection interviews for volunteer leaders and volunteers were completed in January this year, and we plan to invite about 15 000 applicants to attend training. Individuals completing all the required training sessions will be appointed as the Games’ volunteers in Hong Kong. The final number of volunteers and their age distribution will only be available after completion of the whole recruitment exercise.
     
    (4) We are formulating the detailed volunteer deployment plan. We will take into account the nature and arrangements of individual events as well as the numbers of participating athletes and spectators, and thereby assessing the requirements for supporting services and the types of volunteer positions. We will also estimate the manpower requirement for different volunteer positions having regard to factors such as the skills required, the service hours and the place of work of the positions involved.
     
         All volunteers are required to attend basic training and position-related training. The basic training, lasting for about two days, will cover various areas including the background of the 15th NG and the 12th NGD and 9th NSOG and a brief introduction of the events in Hong Kong; the principles, code of practice and etiquette of volunteer work; communication, response and problem-solving skills; the ways of assisting people with disabilities and basic first-aid knowledge. Volunteer leaders are required to receive additional advanced training of about two days, covering the roles of volunteer leaders, the ways of handling unexpected situations, expectation management, mental health management, media handling skills, operation of volunteer management system, skills in leading and bonding volunteers. We will start the training for volunteer leaders in February this year and that for volunteers in general in March.
     
    (5) The response to the Hong Kong Volunteer Programme has been satisfactory, with the number of applicants succeeding in the selection far exceeding the original recruitment target of 10 000 volunteers. The volunteer applicants have already included members of civil service volunteer teams. At present, we have no plan to recruit additional volunteers.

         Following is a question by the Hon Andrew Lam and a written reply by the Secretary for Financial Services and the Treasury, Mr Christopher Hui, in the Legislative Council today (February 12): Question:      It is learnt that as at end-September last year, a total of 43 funds have been set up by various government bureaux and departments (B/Ds), which are segregated from the government accounts and administered by the relevant B/Ds. Some members of the public are concerned that while quite a number of funds have been set up for years with mechanisms being put in place by the relevant B/Ds to monitor the operation of such funds, there are still areas for improvements. In this connection, will the Government inform this Council: (1) as it is learnt that no expenditure was recorded for some funds such as the Sir David Trench Fund for Recreation (SDTFR) – Sports Aid for the Disabled Fund and SDTFR – Sports Aid Foundation Fund in the past nine financial years, whether the Government has reviewed the effectiveness of the relevant monitoring mechanisms; if so, of the details; and (2) whether the Government has regularly reviewed the utilisation and effectiveness of various funds, and introduced improvement measures (including considerations of merging funds with similar functions) to enhance the efficiency of fund management; if so, of the details? Reply: President,      Our consolidated reply to the question raised by the Hon Andrew Lam is as follows:      Under section 12(2) of the Public Finance Ordinance (Cap. 2), Controlling Officers shall be responsible and accountable for all expenditure from any head or subhead for which they are the Controlling Officer, and for all public moneys and Government property in respect of the department or service for which they are responsible. The relevant internal administrative guidelines of the Government further provides that, in managing purpose-specific funds, Controlling Officers should observe the need to strive to achieve maximum value for money and exercise prudence in the disbursement of government fund.      As the Education Development Fund has already ceased operations after the 2018/19 school year, there are currently a total of 42 funds which are segregated from the government accounts. Although these funds were set up for different purposes and in different mode, the Controlling Officers managing these funds have put in place an appropriate monitoring mechanism for each of these funds to ensure effective use of public financial resources. For instance, steering, management or advisory committees comprising representatives from relevant government bureaux/departments (B/Ds), relevant stakeholders and independent members were set up to oversee the funds’ operation, handle matters related to the funds and give advice. For funds established by law or in the form of a trust, the Controlling Officers should also ensure their operation complies with the relevant requirements of the law and provisions in the trust deed, including the submission of statements of the accounts and/or progress reports of the funds to the Director of Audit and the Legislative Council as required.      Controlling Officers will formulate and update strategic plans for achieving the purposes of the funds and develop appropriate performance measures for the funds under their purview. Controlling Officers will also conduct regular reviews on the use and effectiveness of the funds, and contemplate appropriate financial arrangements (such as considering whether to merge/retain the funds or implement relevant policy initiatives by other means, etc.) having regard to the policy objectives behind, the financial situation of the funds, views of stakeholders, etc., thereby ensuring effective and flexible use of public financial resources. In cases where there is no need to retain a fund as the policy objectives have been achieved (e.g. the Education Development Fund), the balance of the fund will be brought back to the government accounts.      There are some funds with no expenditure recorded in recent years (such as the J.E. Joseph Trust Fund and the Kadoorie Agricultural Aid Loan Fund), as these funds are loan funds in nature. Therefore, even though these funds are still in normal operation and loans are being granted in the accordance with the purposes of the funds, expenditure will only be recorded in the year when there are bad debts written off. As for the other funds (including the Sports Aid for the Disabled Fund and the Sports Aid Foundation Fund established under the Sir David Trench Fund for Recreation), the B/Ds concerned are reviewing their financial position and will examine whether there is the need to retain them.

         Following is a question by the Hon Kenneth Fok and a written reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (February 12): Question:      It is learnt that the Leisure and Cultural Services Department has installed artificial intelligence (AI) drowning detection systems developed by the University of Hong Kong and France at the Kwun Tong Swimming Pool and the Sun Yat Sen Memorial Park Swimming Pool respectively to help strengthen lifesaving services at public swimming pools. In this connection, will the Government inform this Council: (1) whether the Government has examined the manpower and financial expenditure (including acquisition costs, installation costs and system maintenance fees) involved since the commissioning of the aforesaid two AI systems and reviewed their effectiveness; if so, of the details; if not, whether it will expeditiously commence the relevant work before the summer swimming season; (2) whether the Government has assessed and compared the actual operation of the aforesaid two systems, including their effectiveness, accuracy, ease of operation and interface with lifeguards and lifesaving mechanisms at swimming pools, with a view to providing a reference point for the retrofitting of such systems at more public swimming pools in the future; if so, of the details; if not, the reasons for that; and (3) given that according to a report released by the Office of The Ombudsman in March last year on its direct investigation into the regulation of licensed swimming pools by the Food and Environmental Hygiene Department (FEHD), the FEHD has not put in place an accident notification mechanism for licensed swimming pools, whether the Government will consider mandating private swimming pools to install AI drowning detection systems and establish a real-time notification mechanism to ensure that the FEHD and the relevant government departments can be expeditiously informed of drowning incidents, thereby enhancing regulatory efforts on private swimming pools; if so, of the details; if not, the reasons for that? Reply: President,      Having consulted relevant government departments, my reply to the questions raised by the Hon Kenneth Fok is as follows: (1) The Leisure and Cultural Services Department (LCSD) has all along prioritised the safety of swimmers in both the facilities as well as the operation of its venues. Apart from providing sufficient lifeguards, the LCSD has put on trial two different sets of artificial intelligence (AI) drowning detection systems at Kwun Tong Swimming Pool and Sun Yat Sen Memorial Park Swimming Pool respectively to assist lifeguards in monitoring the real-time condition of swimmers and locating drowning victims promptly with a view to further strengthening life-saving services.      The AI drowning detection system developed by the University of Hong Kong Sport AI Laboratory has been on trial at the outdoor secondary pool of Kwun Tong Swimming Pool since August 2023. Through AI detection technology, the system analyses the videos and images captured by cameras installed underwater and calculates the drowning probability of swimmers. If suspected drowning is detected, the system will alert the lifeguards to carry out a rescue. The system was developed with a grant of around $900,000 by the Innovation, Technology and Industry Bureau. The LCSD has subsequently installed additional sets of underwater detection devices and upgraded the existing sets of underwater cameras in the secondary pool. The project cost was around $700,000, with an estimated annual expenditure on system maintenance of around $130,000.           The AI drowning detection system developed by a French company was installed at the indoor main pool and training pool of Sun Yat Sen Memorial Park Swimming Pool in September 2024. The system uses cameras installed above the pools to capture images and performs comprehensive tracking and analysis of swimmers’ motions. If a swimmer is found to remain stationary for over 10 seconds, the system will consider it a case of suspected drowning, trigger the alarm and display the drowning location for lifeguards to carry out a rescue. Relevant installation cost of the system was about $7.9 million, with an annual maintenance cost of approximately $1.1 million. In addition, equipment and devices of the system require a comprehensive inspection every three years to ensure its stability and safety. The estimated cost of such inspection is around $500,000. (2) At present, the two detection systems mentioned above are still in trial phase. The LCSD needs to adjust the systems from time to time based on the actual environment and usage, and observe the operation of the systems in different seasons so as to ensure the stability and reliability of the data collected. Hence, a comprehensive set of data for assessment has yet to be available. Upon completion of tests and data analyses in different seasons, the LCSD will review and compare the cost-effectiveness of the two systems before deciding whether to extend the application of the systems to other public swimming pools. (3) To strengthen the regulation of licensed swimming pools, the Food and Environmental Hygiene Department (FEHD) has, in response to the recommendations of the Office of the Ombudsman, established a notification mechanism for fatal drowning cases in licensed swimming pools. In May 2024, the FEHD issued a letter to swimming pool licensees imposing new licensing conditions which require the reporting of cases involving casualties within a prescribed period. The FEHD officers will conduct site inspections for fatal drowning cases to ascertain whether the swimming pools concerned have provided sufficient life-saving attendants and appropriate life-saving equipment as required by the law and the licensing conditions. The FEHD will also examine the relevant cases and require the licensed swimming pools to take additional measures to further protect the safety of swimmers as necessary.      The FEHD and the LCSD share experience and exchange information from time to time on the regulation and management of swimming pools, including the application of technology to enhance swimmers’ safety. As the AI drowning detection system is still in the trial stage, the FEHD will maintain contact with the LCSD to understand the application of the system.

         ​Following is a question by the Hon Tang Fei and a reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (February 12):      There are views that educational tours, which integrate education with tourism, will not only enhance travel experiences, but also promote cultural exchanges and knowledge dissemination, thereby driving the growth of the local tourism, catering, accommodation and related industries and further stimulating the economic development of Hong Kong. In this connection, will the Government inform this Council: (1) whether it has plans to make dedicated efforts to promote educational tours by bringing together Hong Kong’s historical and cultural resources, technology and innovative facilities as well as renowned academic institutions to attract student groups from the Mainland and overseas to Hong Kong to conduct study exchanges; if so, of the specific targets, promotion strategies and expected benefits; if not, the reasons for that, and whether it will formulate relevant plans in the future; (2) whether it will consider launching dedicated educational tour itineraries targeting different age groups and catering for different needs, such as innovation and technology itineraries focusing on visits to universities and scientific research institutions, cultural exploration itineraries featuring tours around museums and historic buildings, ecological experience itineraries on nature education and red itineraries on patriotism education; if so, of the specific plans; if not, the reasons for that; and (3) whether it has considered collaborating with local enterprises to introduce supporting services and concessionary measures specifically for educational tours; if so, of the specific plans; if not, the reasons for that? Reply:  President,      In respect of the question raised by the Hon Tang Fei, the reply is as follows:           The Culture, Sports and Tourism Bureau (CSTB) promulgated the Development Blueprint for Hong Kong’s Tourism Industry 2.0 (Blueprint 2.0) on December 30,2024, setting out four major development strategies covering four areas of work including product development, expanding visitor source markets, technology innovation and enhancing services. In terms of expansion of visitor source, Blueprint 2.0 proposes to examine the travel needs of silver-haired, family, study tour and youth visitor segments in detail. The CSTB, together with the Hong Kong Tourism Board (HKTB), will promote the development of inbound study tours to Hong Kong through three areas, namely product development, enhancing promotion and upgrading support services.      In terms of product development, Hong Kong has world-class resources in the areas of culture, sports and ecology, etc., which are suitable for integration into study tours. Through exploring and consolidating resources, the CSTB and the HKTB will encourage the trade to develop more study tour itineraries and products with Hong Kong characteristics so as to satisfy the needs of students and parents of different age groups and learning needs.           An example of resource exploration is that the Ocean Park Corporation (the Park) has become the only entity outside the Mainland to be successfully certified by the Guangdong Study Travel Association and the Education Bureau of Guangzhou Municipality as a “Study Tour Base in Guangdong Province” and the “Fourth Batch of Study Tours Base for Primary and Secondary School Students in Guangzhou” respectively last year. These achievements further solidified the Ocean Park’s leading role in the field of conservation and education (C&E) in the region and enhanced Hong Kong’s appeal as a destination for study tours. We will continue to facilitate the Ocean Park to organise familiarisation tours and seminars for educational institutions in the Mainland as well as participate in exchange activities in the Mainland and overseas with a view to further promoting the Park’s C&E programmes and activities. Currently, the Ocean Park is actively exchanging views with study tour organisations in various provinces/municipalities in the Mainland and Southeast Asia to explore the possibility of arranging their students to visit the Ocean Park for study tours.           As for the consolidation of resources, there are many landmarks and attractions suitable for study tours in various districts of Hong Kong, such as the Hong Kong Intangible Cultural Heritage Centre, the Tai Kwun, the Hong Kong Sha Tau Kok Anti-war Memorial Hall and the Mai Po Nature Reserve. The HKTB has consolidated the relevant information and combined them into nine major tourism themes, namely Hong Kong’s Past and Present, Revitalisation and Conservation, Cultural Arts, Hong Kong Intangible Cultural Heritage, Natural Ecology, Environmental Protection, Technological Development, Public Services and Red Tourism. The list of tourism resources has been distributed to trade representatives, offering Mainland and overseas inbound study tours with information and reference materials for a wide range of learning experiences and activities to facilitate planning for suitable itineraries and routes.           On enhancing promotion, the HKTB held an online briefing in August last year to introduce the relevant themes, landmarks and attractions for study tours to travel trade and related sectors in Hong Kong. Subsequently, the HKTB invited delegation of Mainland study tour travel agents and educational institutions to Hong Kong for a five-day familiarisation trip for meeting and exchange with Hong Kong travel trade partners and experience Hong Kong’s rich study tour resources, products and services first-hand, including visits to the Hong Kong Museum of the War of Resistance and Coastal Defence, the Hong Kong Monetary Authority Information Centre, the Police Museum, WEEE · PARK at Tuen Mun EcoPark, social enterprise restaurants and docent tours organised by the Mills, as well as participation in Hong Kong’s traditional dim sum workshops.           In future, the HKTB will continue to actively develop study tour market segment and promote Hong Kong tourism targeting the youth and study tour groups in the Mainland and overseas markets, including organising briefings for trade and inviting representatives of relevant groups and organisations from overseas and the Mainland to visit Hong Kong, with a view to deepening their understanding of Hong Kong’s resources for developing study tours.           In terms of enhancement of supporting facilities, it is very important to ensure the product quality and service standard, as well as to improve the management system as study tour is targeted at the youth segment. In this regard, Blueprint 2.0 proposed holistically a series of measures to enhance the service quality and standard of supporting facilities of the tourism industry. Based on the operational characteristics of study tours, the CSTB will examine whether the supporting facilities, such as accommodation and tourist guides, could meet the development needs of the industry and reach out to organisations with potential to develop into study tour destinations, so as to comprehensively enhance Hong Kong’s ability in exploring the source markets for study tours.           Thank you, President.

    Question:

         â€‹It has been reported that a recently released documentary film on four Hong Kong trails is widely acclaimed. There are views that as Hong Kong has beautiful trails and ridgelines, the Government should adopt a new mindset or a new perspective in promoting trail tourism. In this connection, will the Government inform this Council:
     
    (1) of the Government’s plans in place to enhance the ancillary facilities on trails or in country parks, such as providing additional replenishment and rest stations, water-filling stations, toilets and directional signs, so as to meet the needs of different types of hikers, and to further promote trail tourism and a safe hiking culture;
     
    (2) of the Government’s plans and publicity strategies in place to promote Hong Kong’s trails to tourists from different places, such as whether it will consider taking the initiative to invite renowned runners to promote the trails, or supporting the broadcasting of the aforesaid documentary film on international streaming platforms or in places outside Hong Kong, so as to attract tourists from abroad; if so, of the details; if not, the reasons for that; and
     
    (3) in order to further promote Hong Kong’s trail tourism, whether the Government will consider supporting the organisation and promotion of trail races or cross-country races, so as to attract more local and non-local people to take part in such races, thereby stepping up publicity on Hong Kong’s beautiful natural trails?

         Hong Kong has rich green and eco-tourism resources, including hiking trails and country parks throughout the city, with breathtaking great outdoors that are only minutes away from the urban hustles, attracting numerous tourists each year for hiking and outdoor activities. Further capitalising on Hong Kong’s abundant ecological resources for promoting green tourism development, is in fact one of the directions in diversifying tourism products as outlined in the Development Blueprint for Hong Kong’s Tourism Industry 2.0 that we announced at the end of last year.
          
         In respect of the question raised by the Hon Vincent Cheng, in consultation with the Environment and Ecology Bureau, the reply is as follows:
          
         To promote green tourism, the Tourism Commission, in collaboration with the Agriculture, Fisheries and Conservation Department (AFCD), has been taking forward the Enhancement of Hiking Trails since 2018 to enhance the tourism supporting facilities of 20 hiking trails in country parks which are popular and with tourism potential, and to enhance the “Enjoy Hiking” thematic website. Enhancement works include improvement to existing hiking trail network, control of soil erosion at trails, enhancement of vegetation coverage, addition of lookout points and enrichment of visitor information. The enhancement works on 12 hiking trails have been completed, and those for the remaining eight hiking trails are expected to be completed progressively by the first quarter of 2026.
          
         The AFCD also seeks to enhance hiking trails and provide supporting facilities in country parks, including the provision of 57 flushing toilets and over 120 portable toilets; 289 pavilions, 37 water filling stations and about 30 drinks vending machines. The Government has set aside $500 million to enhance country parks, including the improvement and addition of facilities, as well as gradually setting up large-scale enhancement facilities such as tree-top adventure and open museum of historical relics. Examples of the works involved are the construction of five toilets and reconstruction of six toilets at popular hiking spots. These toilets will adopt low-carbon and environmentally-friendly designs, and will be gradually rolled out from 2026 to 2028. The viewing platform overlooking Po Pin Chau and the Lin Ma Hang Lead Mine Cave Revitalisation Project were opened to the public in end-2024.
          
         The AFCD makes use of school visits, guided tours, online videos, social media, etc, to promote the unique natural scenery and hiking experiences of Hong Kong, provide information on hiking safety and hill fire prevention, and advocate “take your litter home”. Apart from placing directional signs in country parks, the AFCD also provides consolidated information of hiking trails, including maps, distance, level of difficulty and attractions along the trails, through the “Enjoy Hiking” website, to facilitate locals and tourists’ planning of their itineraries. The mobile application “Enjoy Hiking Hiker Tracking Service” also records users’ location, thereby shortening the search and rescue time in case of accidents. Furthermore, the AFCD collaborates with the Hong Kong Economic and Trade Offices (ETOs) in the Mainland and the Forestry Administration of Guangdong Province to promote Hong Kong’s natural scenery and hiking routes, as well as to disseminate hiking safety messages, through their social media platforms in the Mainland. The AFCD will continue to review and refine its promotion strategy and information, and through diverse information distribution channels, to ensure locals and tourists safely enjoy the natural wonders of Hong Kong. At the same time, the Hong Kong Police Force, the Fire Services Department, the Government Flying Service and the Civil Aid Service also raise hiker’s awareness on hiking safety through various channels and activities.
          
         Apart from the AFCD’s promotion, the Hong Kong Tourism Board (HKTB), through its “Hong Kong Great Outdoors” year-round promotional platform, introduces in detail hiking trails in different districts accompanied by stories to deepen understanding of the trails, as well as docent activities and tourism products by the travel trade and other organisations, allowing tourists to appreciate Hong Kong’s inspiring natural landscape. Besides, films are also a very effective promotional channel. For example, the film “Four Trails” documents a recent trail running event, featuring participants from various places who challenge their limits by crossing mountains and valleys, while simultaneously showcasing Hong Kong’s unique natural scenery. The Cultural and Creative Industries Development Agency (CCIDA) is collaborating with overseas ETOs and the film festival partners worldwide to promote this film at overseas film festivals. In addition, CCIDA will strive for opportunities of showing this film on both international and Mainland streaming platforms to attract more tourists to experience the natural beauty of Hong Kong. Also, the HKTB previously invited the director and producer of the film to share Hong Kong’s great natural scenery and trail running experiences with overseas media.
          
         In addition, various trail running and cross-country events are held by different organisations every year, along with other leisure trail events. The Government has supported and promoted some of these events to encourage more tourists to come to Hong Kong and participate. The Government will continue to promote green tourism based on the principles of nature conservation and sustainable development to pursue the concept of “tourism is everywhere” in Hong Kong.

         Following is a question by the Hon Yiu Pak-leung and a written reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (February 12): Question:      In recent years, the Government has been committed to developing Sha Tau Kok (STK) into a tourist hotspot, including launching the First Phase “STK Pier opening up scheme” and the second phase of the STK opening-‍up plan, upgrading the tourism supporting facilities in STK, as well as providing photo-taking spots. In addition, there are views that the official opening of the Robin’s Nest Country Park on November 2 last year has added more highlights to the STK area. On making good use of the tourism resources in the STK area, will the Government inform this Council: (1) of the respective numbers of individual visitors and tour group visitors visiting STK each month since the launch of the second phase of the STK opening-up plan in January last year, and among which the numbers of non-local visitors (set out in Table 1); Table 1

     (4) as some members of the industry have relayed that it takes time for non-local visitors to apply for electronic Tourism Closed Area Permits to gain access to STK, which is not conducive to travel agencies promoting relevant tourism products to tourists, whether the authorities will consider introducing visa-on-arrival arrangements for tour groups visiting on a “group in, group out” basis, so as to facilitate travel agencies in arranging for more tourists to visit STK; (5) as it is learnt that currently the seven MacIntosh Forts built along the Shenzhen River are no longer in practical operational use, and two of them have undergone basic revitalisation works and are conditionally open to the public, whether the authorities have considered fully opening these two revitalised forts; if so, of the details; if not, the reasons for that; whether the authorities will consider using the forts as visitor service centres or open museums to make good use of heritage resources, thereby enhancing the attractiveness of Robin’s Nest Country Park; (6) given that the “contactless channels” at the Chung Ying Street Checkpoint in STK became operational on December 23 last year, of the progress of exploring the possibility of allowing Hong Kong tour groups to enter Chung Ying Street via such checkpoint on a “group in, group out” basis (including the estimated earliest implementation date); and (7) given that with effect from January 24 this year, the Security Bureau has opened a specified section of road within the frontier closed area near Lin Ma Hang Village in STK, exempting the requirement to apply for a closed area permit for people travelling by green minibus passing through this section of road, with a view to facilitating tourists to travel to Robin’s Nest Country Park, whether the authorities will consider allowing tourist coaches to access this section of road, so as to facilitate the launch of relevant tourism products by the industry? Reply President,      The Culture, Sports and Tourism Bureau (CSTB) published the Action Plan on Sha Tau Kok Cultural Tourism Zone on December 30, 2024, in tandem with the promulgation of the Development Blueprint for Hong Kong’s Tourism Industry 2.0. The CSTB will continue to promote the tourism development in Sha Tau Kok (STK) under the overall principle of “low density, high quality” and through enriching its historical and cultural elements. Specifically, the Government is progressively opening up STK Frontier Closed Area (FCA) for tourism, including rolling out of the second phase of the STK Opening-up Plan in January 2024, under which local and non-local visitors are allowed to enter STK FCA (except Chung Ying Street) for sightseeing. In light of its proximity to the Robin’s Nest Country Park, STK has effectively linked up various tourists spots of the Blue and Green Recreation, Tourism and Conservation Circle of the district, serving as a starting point for visitors travelling by ferry to the surrounding islands and areas, such as Lai Chi Wo, Kat O and Ap Chau.      In consultation with the Security Bureau (SB), the Development Bureau and the Environment and Ecology Bureau, the consolidated reply to the question raised by the Hon Yiu Pak-leung is as follows: (1) and (2) The monthly figures of electronic Tourism Closed Area Permit (e-CAP) issued by the Hong Kong Police Force (HKPF) for entering STK in 2024, and the ten dates with most e-CAP issued in the same year, are set out at Annex.(3) To facilitate the implementation of the second phase of the STK Opening-up Plan starting from January 2024, the HKPF launched e-CAP on December 1, 2023. The HKPF has been committed to processing applications as soon as possible. Upon submission by applicants of all the documents required and verification of the relevant information, the vast majority of the e-CAP applications were approved within three working days. The HKPF does not maintain breakdown information of the time required for approval of e-CAP as mentioned in the question. (4) and (6) Since 2022, the SB has, in collaboration with relevant bureaux and departments, formulated specific measures to progressively open-up STK FCA in accordance with the principle of gradual and orderly progress. The SB has fully consulted the local community in the process, closely monitored the implementation of the opening-up plan, as well as maintaining close liaison with relevant stakeholders to ensure timely responses to the concerns raised and implement the opening-up plan in an orderly manner.            As far as Chung Ying Street is concerned, due to its unique historical background and geographical factors, Chung Ying Street directly adjoins the Mainland without any barrier as a boundary demarcation. It is also the only place in Hong Kong where there is no boundary control facilities, while cross-boundary movement of people and cargo is allowed. In light of the boundary security considerations from the SB, Chung Ying Street has not been opened to tourists for entry from Hong Kong STK over the years.           With the gradual opening-up of STK FCA for tourism, the Government will continue to adopt an open stance in exploring the promotion of tourism at Chung Ying Street, as well as other feasible measures that can further facilitate the trade and tourists visiting STK FCA, with a view to fostering the development of cultural tourism in STK. The CSTB, the SB and Shenzhen Municipal Government, have been in ongoing communication with each other over the development of cultural tourism in both Hong Kong and Shenzhen STK, and will explore the feasible option of allowing Hong Kong group tours to enter Chung Ying Street for sightseeing via the Chung Ying Street Checkpoint on a “group in, group out” basis, with a view to further deepening the historical and cultural elements of STK tourism. (5) For security reason, the seven MacIntosh Forts located at the boundary of New Territories are currently not opened to the public. In view of the establishment of the Robin’s Nest Country Park on March 1, 2024, the Agriculture, Fisheries and Conservation Department (AFCD) installed an interpretation panel near the MacIntosh Fort (Kong Shan) at the Lin Ma Hang Country Trail to introduce the Forts. The AFCD also featured a thematic introduction of the Forts in an episode of the video series titled “Discovering Robin’s Nest Country Park”, which was produced in celebrating the establishment of the Robin’s Nest Country Park, covering the history of the Forts and its role in boundary defence in the past. (7) Starting from January 24, 2025, a section of road within the FCA near Lin Ma Hang Village in STK has been opened for public travelling on public light buses on scheduled service (i.e. green minibuses), by exempting the requirement to apply for a closed area permit. Members of the public concerned can enter Lin Ma Hang Village via the said section of road, thereby facilitating them to visit the Robin’s Nest Country Park and nearby areas. The current exemption is applicable to passengers travelling by green minibuses, but does not apply to private vehicles, taxis or other vehicles without a valid closed road permit, and to members of the public using other means of travel such as walking or cycling. Taking into account the limitations in the road design and safety considerations of the concerned section, the said section of road is not suitable for entry by large coach buses. The Government will examine the effectiveness of the exemption and, on the premise that boundary security and traffic safety can be ensured, keep an open mind in studying the feasibility of extending the exemption arrangement in the future to cover other transportation means.

    At the invitation of the President of the French Republic, H.E. Mr. Emmanuel Macron, the Prime Minister of India, Shri Narendra Modi, paid a visit to France on 10-12 February 2025. On 10 and 11 February 2025, France and India co-chaired the Artificial Intelligence Action Summit, gathering Heads of State and Government, leaders of international organizations, small and large enterprises, representatives of academia, non-governmental organizations, artists and members of civil society, in order to build on the important milestones reached during the Bletchley Park (November 2023) and Seoul (May 2024) summits. They underlined their commitment to take concrete actions to ensure that the global AI sector can drive beneficial social, economic and environmental outcomes in the public interest. Prime Minister Modi congratulated President Macron on France’s successful organization of AI Action Summit. France welcomed India’s hosting of the next AI Summit.

    This was Prime Minister Modi’s sixth visit to France, and follows President Macron’s visit to India in January 2024 as the Chief Guest for the 75th Republic Day of India. Prime Minister Modi and President Macron held bilateral discussions on the entire gamut of the exceptionally strong and multifaceted bilateral cooperation and on global and regional matters. Both leaders also went to Marseille where President Macron hosted a private dinner for Prime Minister Modi, reflecting the excellent relationship between the two leaders. They jointly inaugurated India’s Consulate General in Marseille. They also visited the International Thermonuclear Experimental Reactor facility.

    President Macron and Prime Minister Modi reaffirmed their shared vision for bilateral cooperation and international partnership, outlined in the Joint Statement issued following President Macron’s State Visit to India in January 2024 and in the Horizon 2047 Roadmap published during the visit of Prime Minister Modi to France in July 2023 as the Chief Guest of the Bastille Day Celebrations on the occasion of the 25th anniversary of the Strategic Partnership. They commended the progress achieved in their bilateral cooperation and committed to accelerating it further across its three pillars.

    The two leaders reiterated their call for reformed and effective multilateralism to sustain an equitable and peaceful international order, address pressing global challenges and prepare the world for emerging developments, including in the technological and economic domains. The two leaders stressed, in particular, the urgent need for the reform of the United Nations Security Council and agreed to coordinate closely in multilateral fora, including on UNSC matters. France reiterated its firm support for India’s permanent membership of the UNSC. The two leaders agreed to strengthen conversations on regulation of use of the veto in case of mass atrocities. They held extensive discussions on long-term global challenges and current international developments and agreed to intensify their global and regional engagement, including through multilateral initiatives and institutions.

    Acknowledging the paramount importance of advancing scientific knowledge, research and innovation, and recalling the long and enduring engagement between India and France in those areas, President Macron and Prime Minister Modi announced the grand inauguration of the India-France Year of Innovation in New Delhi in March 2026 by launching its Logo.

    Partnership for Security and Sovereignty

    Recalling the deep and longstanding defence cooperation between France and India as part of the Strategic Partnership, President Macron and Prime Minister Modi welcomed the continuation of the cooperation of air and maritime assets in line with the ambitious Defence Industrial Roadmap agreed in 2024. Both leaders commended progress in collaboration in construction of Scorpene submarines in India, including indigenization, and in particular the work carried out with a view to the integration of DRDO developed Air Independent Propulsion (AIP) into P75-Scorpene submarines and the analyses conducted regarding the possible integration of the Integrated Combat System (ICS) into the future P75-AS submarines. Both leaders welcomed the commissioning of the sixth and final submarine of the P75 Scorpene-class project, INS Vaghsheer, on 15 January 2025.Both sides welcomed the ongoing discussions in missiles, helicopter engines and jet engines. They also welcomed the excellent cooperation between the relevant entities in the Safran group and their Indian counterparts. Prime Minister Modi also invited the French Army to take a closer look at the Pinaka MBLR, emphasizing that an acquisition of this system by France would be another milestone in Indo-French defence ties. In addition, President Macron welcomed the decision to include India as an observer to the Eurodrone MALE programme managed by OCCAR, which is another step forward in the growing strength of our partnership in defence equipment programmes.

    Both leaders appreciated the regular conduct of military exercises in all domains including maritime exercises and joint patrolling by maritime patrol aircraft. They noted the recent visit of the French Carrier Strike Group Charles De Gaulle to India in January 2025, followed by the Indian Navy’s participation in the French multinational exercise La Perouse, and the future conduct of the Varuna exercise in March 2025.

    They welcomed the launch of FRIND-X (France-India Defence Startup Excellence) in Paris on 5-6 December 2024, involving the DGA and the Defence Innovation Agency, in line with the vision enshrined in HORIZON 2047 and the India-France Defence Industrial Roadmap. This collaborative platform brings together key stakeholders across both defence ecosystems, including defence startups, investors, incubators, accelerators, and academia, fostering a new era of defence innovation and partnership.

    In order to deepen the research and development partnerships in defence, both leaders stressed on the early launch of an R&D framework through a Technical Arrangement for cooperation in defence technologies between DGA and DRDO. Inaddition, both leaders welcomed the ongoing discussions between L’Office National d’Etudes et de Recherches Aérospatiales (ONERA) and Defence Research and Development Organisation (DRDO) to identify technologies for R&D partnerships. Further, India welcomes the participation of Indian students, alongside French students, in the challenge on distributed intelligencelaunched recently by Interdisciplinary Center for Defence and Security from the Institut Polytechnique de Parisand encourages organizing of more joint challenges in the future to evoke the interest of students in defence.

    Both leaders had a detailed conversation on international issues, including on the Middle-East and the war in Ukraine. They agreed to pursue their efforts to coordinate and remain closely engaged on a regular basis.

    The two leaders recalled the launch of the India-Middle East-Europe Corridor (IMEC) on the margins of the G20 Summit in Delhi in September 2023 and agreed to work together more closely on implementing the initiative. Both leaders stressed the importance of IMEC to foster connectivity, sustainable growth trajectories and access to clean energy across these regions. In this regard, they acknowledged the strategic location of Marseille in the Mediterranean Sea.

    They underlined the key importance of strengthening EU-India relations, in view of the upcoming India-EU summit at the earliest possible in New Delhi.

    They appreciated the growing cooperation in trilateral format with Australia and with the United Arab Emirates. They commended the joint military exercises that took place between France, India and the United Arab Emirates, as well as the participation of India, France and Australia in each others’ multilateral military exercises. At the invitation of the United Arab Emirates and India, France joined the Mangrove Alliance for Climate. They directed their concerned officials to work together with officials from the Governments of United Arab Emirates and Australia, towards identifying concrete projects of trilateral cooperation in the field of economy, innovation, health, renewable energy, education, culture, and the maritime domain, including under the IPOI and IORA as identified during the focal points meeting held virtually last year for both the trilateral dialogues.

    The two leaders underlined their common commitment to a free, open, inclusive, secure and peaceful Indo-Pacific region.

    They reiterated their desire to continue to deepen bilateral cooperation in the space sector. Taking note of the substantial contribution of the first two sessions of the India-France Strategic Space Dialogue to furthering this objective, they agreed to hold its third session in 2025. They commended the strength of the partnership between CNES and ISRO and supported the development of collaborations and synergies between their space industries.

    The two leaders reaffirmed their unequivocal condemnation of terrorism in all its forms and manifestations, including cross-border terrorism. They called for the disruption of terrorism financing networks and safe havens. They further agreed that no country should provide safe haven to those who finance, plan, support, or commit terrorist acts. The leaders also called for concerted action against all terrorists, including through designations of individuals affiliated with groups that are listed by the UN Security Council 1267 Sanctions Committee. The two sides emphasized the importance of upholding international standards on anti-money laundering and combating the financing of terrorism, consistent with Financial Action Task Force recommendations. Both countries reiterated their commitment to work together in FATF, No Money For Terror (NMFT) and other multilateral platforms.

    They commended the cooperation between the National Security Guard (NSG) of India and the Groupe d’Intervention de la Gendarmerie Nationale (GIGN) for agency-level cooperation in the field of counter-terrorism. The two leaders welcomed the outcomes of the counter-terrorism dialogue held in April 2024, reflecting the growing India – France counter-terrorism and intelligence cooperation. The two leaders also looked forward to the successful organization of Milipol 2025 in New Delhi.

    They welcomed the ongoing discussions to create a comprehensive framework for an enhanced bilateral cooperation in the civil aviation sector, which are at advanced stages.

    Prime Minister Modi and President Macron launched an India-France Roadmap on Artificial Intelligence (AI), rooted in the philosophical convergence in their approaches focusing on the development of safe, open, secure and trustworthy artificial intelligence. They welcomed the inclusion of Indian startups at the French Startup Incubator Station F. They also welcomed the expanded possibilities for using India’s real-time payment system – Unified Payments Interface (UPI) – in France. The two leaders reiterated the strategic significance of cyberspace and their wish to strengthen their coordination at the United Nations regarding the application of international law and the implementation of the framework for responsible State behaviour in cyberspace, as well as the need to address issues arising from the proliferation of malicious cyber tools and practices. They looked forward to the next India-France Strategic Cybersecurity and Cyberdiplomacy Dialogues to be held in 2025.

    Partnership for the Planet

    Prime Minister Modi and President Macron stressed that nuclear energy is an essential part of the energy mix for strengthening energy security and transitioning towards a low-carbon economy. Both leaders acknowledged the India-France civil nuclear ties and efforts in cooperation on the peaceful uses of nuclear energy, notably in relation with the Jaitapur Nuclear Power Plant Project. They welcomed the first meeting of the Special Task Force on Civil Nuclear Energy, and welcomed the signing of a letter of intent on Small Modular Reactor (SMR) and Advanced Modular Reactor (AMR) and the Implementing Agreement between India’s GCNEP, DAE and France’s INSTN, CEA for cooperation in training and education of nuclear professionals.

    The two leaders reaffirmed their countries’ commitment to jointly address the environmental crises and challenges including climate change and promoting sustainable lifestyles. The leaders welcomed the renewal of bilateral cooperation in the field of environment between the Ministries of Environment. Both leaders reiterated their commitment to the principles established by the Paris Pact for People and the Planet for reform of the international financing system towards supporting vulnerable countries in addressing both the eradication of poverty and the preservation of the planet. Both leaders affirmed the significance of United Nations Oceans Conference (UNOC-3) as an important milestone in international efforts towards conservation and sustainable use of oceans. In the context of upcoming UNOC-3 to be held in Nice in June 2025, France and India recognize the importance of the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity Beyond Areas of Natural Jurisdiction (BBNJ Agreement), as one of the pillars of inclusive and holistic international ocean governance. Having already signed the treaty, they called for its entry into force at the earliest. Prime Minister Modi offered India’s support to France for UNOC-3 in June 2025.

    They lauded the launching of the India-France Indo-Pacific Triangular Development Cooperation, aiming to support climate- and SDG-focused projects from third countries in the Indo-Pacific region. The two leaders welcome the partnership between Proparco and the concerned Indian microfinance institutions for an equity agreement of 13 million Euros in the areas of financial inclusion and women empowerment. They also commended the strong and fruitful cooperation within the framework of the Franco Indian presidency of the Coalition for Disaster Resilient Infrastructure and the International Solar Alliance.

    Noting the record level of bilateral trade in 2024, they acknowledged that there is vast untapped potential for trade and investment between the two countries. Both leaders highlighted the need to maintain strong confidence for companies investing in France and in India. They commended the numerous economic cooperation projects announced in 2024 in the field of urban development. They recalled the participation of India as guest of honor of the 7th Choose France Summit in Versailles in May 2024. The two leaders were delighted with the organization of the bilateral CEOs Forum in November 2024 and February 2025.

    The two leaders expressed their satisfaction with the unprecedented momentum initiated for cooperation between the two Ministries of Health, with the first mission in Paris of India’s Ministry for Health and Family Welfare last January. Digital health, anti-microbial resistance and exchange of health professionals have been identified as the main priorities for bilateral cooperation in 2025. The two leaders welcomed the signature of a Letter of Intent between PariSante Campus and the C-CAMP (Centre for Molecular Platforms), and the creation of the Indo-French Life Sciences Sister Innovation Hub.

    Partnership for the People

    Recalling the ambition underpinning the Letter of Intent signed on the occasion of Prime Minister Modi’s visit to France in July 2023, President Macron and Prime Minister Modi welcomed the signature of the Agreement between the National Museum in Delhi and France Muséums Développement in December 2024. This agreement paves the way for further collaboration as well as broader museum cooperation including training of Indian professionals. France offered to continue consultations on its participation in the development of the National Maritime Heritage Complex.

    To celebrate the 60th Anniversary of the signing of the first cultural agreement between India and France in 1966, both sides agreed to undertake multiple cultural exchanges and programs in the context of the Year of Innovation 2026 which is a cross-sectoral initiative that includes culture.

    Prime Minister Modi congratulated President Macron on the successful organization of the Paris Olympics and Paralympics 2024 and thanked President Macron’s willingness to share France’s experience and expertise regarding the organization and securing of major international sporting events in the context of India’s bid to host the Olympics and Paralympics Games in 2036.

    Both Leaders welcomed the launch of a regional edition of the Raisina Dialogue focusing on Mediterranean issues in Marseille in 2025, to foster high-level dialogue involving representatives of governments, industry leaders, experts on trade and connectivity issues and other relevant stakeholders with an aim to enhance trade and connectivity between the Mediterranean and the Indo-Pacific regions.

    Both leaders welcomed the successful launch in September 2024 of the International Classes Scheme under which Indian students are taught French as a foreign language, and methodology and academic contents in highly reputed French universities in France during one academic year, before entering their chosen curricula in France. It will create conducive conditions to increase student mobility and meet the target of 30,000 Indian students in France by 2030. In that regard, they welcomed the rising number of Indian students in France, with 2025 figures expected to reach an unprecedented 10,000.

    Both leaders also welcomed the operationalization of the Young Professionals Scheme (YPS) under India-France Migration and Mobility Partnership Agreement (MMPA) which will facilitate two way mobility of youth and professionals, further strengthening the bonds of friendship between people of India and France. Moreover, both leaders stressed on early conclusion of the Memorandum of Understanding to foster cooperation in the fields of skill development, vocational education and training which will create opportunities for both countries to strengthen cooperation in this field.

    To foster their dynamic and comprehensive Strategic Partnership, both countries committed to constantly deepen their long-term cooperation following the ambitions expressed in the bilateral Horizon 2047 Roadmap.

Members will use their visibility and outreach power via tournaments, players, corporate brand exposure, media and fan communities to raise the profile of the SDGs through amplification and advocacy. They will inspire action by demonstrating how these sustainable practices can be mainstreamed through any business model, including sport.

    European Parliament resolution on the escalation of violence in the eastern Democratic Republic of the Congo

    The European Parliament,

     having regard to its previous resolutions on the Democratic Republic of the Congo (DRC),

     having regard to the statement by the High Representative of the Union for Foreign Affairs and Security Policy on behalf of the EU of 25 January 2025 on the latest escalation in eastern DRC,

     having regard to the statement by G7 foreign ministers of 2 February 2025 on the escalation of violence in the eastern Democratic Republic of the Congo,

     having regard to the press statement of the UN Security Council of 26 January 2025 on the situation in the Democratic Republic of the Congo,

     having regard to the special session of the UN Human Rights Council of 7 February 2025 on the human rights situation in the east of the Democratic Republic of the Congo,

     having regard to the communiqué of the Peace and Security Council of the African Union of 28 January 2025 on the recent developments in the eastern Democratic Republic of Congo,

     having regard to the Convention on the Elimination of all Forms of Discrimination against Women of 18 December 1979,

     having regard to the Partnership Agreement of 15 November 2023 between the European Union and its Member States, of the one part, and the Members of the Organisation of African, Caribbean and Pacific States, of the other part[1],

     having regard to Rule 136(2) and (4) of its Rules of Procedure,

    A. whereas in January 2025, the armed rebel group M23, backed by Rwandan forces, further advanced in the eastern DRC and seized the regional capital city of Goma; whereas violence between rebel groups and the Congolese army increased sharply, causing a high number of civilian casualties; whereas an estimated 3 000 deaths occurred during the offensive on Goma; whereas approximately 800 000 internally displaced people were sheltering at that time in densely populated displacement sites around the city;

    B. whereas M23 announced a unilateral ceasefire to begin on 4 February 2025; whereas fighting has nonetheless continued, Goma airport remains closed, air traffic management equipment is damaged and humanitarian access is still limited; whereas there are reports that the mining town of Nyabibwe in South Kivu has been captured by M23; whereas M23 leaders have declared their intention to continue advancing in the DRC; whereas the latest advances of M23 mark an alarming escalation of the devastating conflict in the eastern DRC, a violation of territorial integrity and an escalation in violence, leading to a dire humanitarian crisis, human rights violations and the further destabilisation of the country;

    C. whereas the region has been plagued by decades of cyclical violence, causing a security and humanitarian crisis; whereas after a ceasefire that lasted several years, the M23 fighters took up arms again at the end of 2021; whereas martial law has been in force since 2021 in the eastern DRC and the civilian government has been replaced by the military; whereas the M23 forces have been expanding their presence in the eastern DRC, setting up new governance administrations and taxation systems, establishing military training camps and exporting minerals directly to Rwanda; whereas the long-term consequences of the terrible 1994 Rwandan genocide against the Tutsi are still fuelling violence, hatred and forced displacements today;

    D. whereas on 23 and 24 January 2025, M23 fired on positions of the United Nations Organization Stabilization Mission in the DRC (MONUSCO), which resulted in the deaths of 13 peacekeepers deployed with MONUSCO and the peacekeeping mission led by the Southern African Development Community (SADC);

    E. whereas the UN Group of Experts concluded in its June 2024 report that the deployment of the Rwanda Defence Forces (RDF) ‘violates the sovereignty and territorial integrity of the Democratic Republic of the Congo’ and that the RDF’s ‘de facto control and direction over M23 operations also renders Rwanda liable for the actions of M23’;

    F. whereas the seizing of Goma has led to significant displacement of civilians; whereas over 500 000 people are estimated to have been displaced since early January 2025; whereas thousands of Congolese people had previously fled to the city to escape violence and have been further driven from camps for internally displaced people into makeshift tents or forced to sleep out in the open; whereas the safety of internally displaced people is now seriously threatened, with women and girls suffering disproportionately;

    G. whereas the deputy head of the UN peacekeeping force based in Goma has reported on the mass rape and killing of women inmates inside Goma’s Munzenze prison, and it is estimated that hundreds of women were raped and many burned alive in the prison;

    H. whereas women and girls in the DRC face increased levels of sexual and gender-based violence, resulting in there being one victim of rape every four minutes; whereas the staff of Panzi Hospital in Bukavu, which receives many survivors of sexual violence, is alarmed about the deteriorating security situation in the area and about the security of the staff and patients in Panzi Hospital itself;

    I. whereas the seizure of Goma triggered violent protests in Kinshasa, with dozens of protesters attacking embassies and calling on the international community to halt the advance of M23;

    J. whereas the conflict in the DRC is at risk of regional spillover; whereas a peacekeeping deployment from the East African Community Regional Forces withdrew in 2023; whereas the SADC deployed a peacekeeping mission to the DRC in December 2023 with troops from South Africa, Tanzania and Malawi; whereas at least 20 peacekeepers were killed during the M23 advance on Goma; whereas on 6 February 2025, Malawi announced the withdrawal of its troops from this mission;

    K. whereas it is widely acknowledged that Rwanda is active in the conflict in the eastern DRC, including through its de facto control of M23, to which it supplies weapons, logistical support and troops; whereas UN experts estimate that there are between 3 000 and 4 000 Rwandan troops operating with M23;

    L. whereas North Kivu is a resource-rich region, with vast supplies of critical raw materials including cobalt, gold and tin, which are necessary for the global digital and energy transition; whereas Goma is a major transport and trading hub for the export of minerals; whereas the UN estimates that around 120 tonnes of coltan are being moved by M23 to Rwanda each month; whereas UN experts further estimate that M23 is financed by around EUR 288 000 per month generated through its control of the mineral trade in the DRC; whereas the rebel groups often recruit child soldiers in a blatant violation of international law and humanity;

    M. whereas the International Criminal Court (ICC) investigations in the DRC have focused on alleged war crimes and crimes against humanity committed mainly in the eastern DRC, in the Ituri region and the North and South Kivu Provinces, since 1 July 2002; whereas the DRC made a second referral to the ICC in May 2023 concerning alleged crimes committed in North Kivu since 1 January 2022;

    N. whereas on 8 February 2025 at a joint summit in Tanzania’s capital Dar es Salaam, the regional blocs of southern Africa, the SADC, and eastern Africa, the East African Community (EAC), called for an immediate and unconditional ceasefire, demanded the withdrawal of uninvited foreign armed forces from the DRC territory, urged all warring parties to hold peace talks within five days, and demanded the reopening of Goma airport and other key routes to facilitate humanitarian aid; whereas the African Union is set to address the matter at a meeting in Addis Ababa on 14 February 2025; whereas other mediation efforts are ongoing, notably by France, which aims to bring all actors to the negotiation table;

    O. whereas the Foreign Affairs Council of the Council of the EU is expected to exchange views on the situation in the DRC on 24 February 2025;

    P. whereas between 2021 and 2024, the EU provided EUR 260 million in funding to Rwanda, with an additional EUR 900 million pledged under the Global Gateway strategy; whereas following the latest developments in the eastern DRC, the EU declared that it stood ready to boost emergency assistance, particularly for the newly displaced populations in and around Goma, and on 28 January 2025, the Commission announced new humanitarian support for the DRC with an initial amount of EUR 60 million for 2025; whereas the EU is trying to intensify its presence in the region, including through its recent support for the ‘Green Corridor Kivu-Kinshasa’ programme via a Global Gateway initiative, which aims to help establish a sustainable 2 600 km corridor connecting the eastern DRC to Kinshasa and the Atlantic Coast, covering 540 000 km2;

    Q. whereas the EU has formed raw materials partnerships with several countries, including the DRC, Rwanda and other countries in the region; whereas these partnerships are focused on, among other things, advancing due diligence and traceability, cooperation in fighting against the illegal trafficking of raw materials, and alignment with international environmental, social and governance standards; whereas Parliament, unlike the Council, was not given the opportunity by the Commission to share its political assessment of the decision to negotiate a Memorandum of Understanding (MoU) with Rwanda or to provide technical feedback on the draft MoU;

    R. whereas the DRC Foreign Affairs Minister Thérèse Kayikwamba Wagner and Nobel Prize laureate Denis Mukwage briefed Parliament on 5 February 2025, at an extraordinary meeting of the Delegation to the Africa-EU Parliamentary Assembly (DAFR) and the Committee on Development, on the occupation of the eastern DRC and the dire humanitarian impact on the local population and internally displaced people;

    S. whereas the Council appointed Johan Borgstam as the EU Special Representative for the Great Lakes Region on 1 September 2024; whereas on 30 January 2025, DAFR organised an extraordinary hearing with the EU Special Representative and Bintou Keita, Head of MONUSCO;

    T. whereas prior to recent developments, the DRC faced one of the largest displacement crises in Africa, with 6.7 million internally displaced persons, including 4.6 million in South and North Kivu; whereas the DRC also hosts over 520 000 refugees and asylum seekers from neighbouring countries, while 1.1 million refugees from the DRC are being hosted in neighbouring countries in the region, more than half of them in Uganda; whereas the recent surge in violence has internally displaced over half a million people since the beginning of the year; whereas given the severe overcrowding in the displacement sites where people remain and the lack of water, sanitation and hygiene infrastructure, the risk of a cholera outbreak is extremely high, along with that of a rapid spread of the Mpox epidemic;

    1. Strongly condemns the occupation of Goma and other territories in the eastern DRC by M23 and the RDF as an unacceptable breach of the DRC’s sovereignty and territorial integrity; urges the Rwandan Government to withdraw its troops from DRC territory, as they are in clear violation of international law and the UN Charter, and to cease cooperation with the M23 rebels; demands that Rwanda and all other potential state actors in the region cease their support for M23;

    2. Strongly condemns the indiscriminate attacks with explosive weapons in populated areas of North Kivu by all parties, including on displacement camps and other densely populated areas near Goma, as well as the unlawful killings, rapes and other apparent war crimes, forced labour, forced recruitment and other abusive practices committed by M23 with the support of the RDF and by the armed forces of the DRC, the FARDC;

    3. Is appalled by the shocking use of sexual violence against women and girls as a tool of repression and weapon of war in the eastern DRC as well as the unacceptable recruitment of child soldiers by the various rebel groups; demands that these matters be addressed by the international community without delay; strongly reiterates that any attack against UN-mandated forces is inexcusable and might be considered a war crime;

    4. Calls for an immediate end to the violence, particularly the mass killings and the use of rape as a strategic weapon of war; calls on the DRC and Rwanda to investigate and appropriately prosecute those responsible for war crimes, including sexual violence, under the principle of command responsibility;

    5. Is extremely concerned by the critical humanitarian situation in the country; calls for the immediate reopening of Goma airport to re-establish humanitarian operations and bring in supplies via the airport and the land border; calls for the creation and immediate opening of humanitarian corridors and for all parties, including armed groups operating in the eastern DRC, to allow and facilitate full humanitarian access based on needs and humanitarian principles, including ensuring that civilians and displaced people are not denied access to items essential for their survival;

    6. Emphasises that humanitarian workers must be able to operate safely to deliver life-saving assistance to Congolese civilians, and that the safety of medical facilities must be preserved; stresses that this is a central obligation under international humanitarian law, and that perpetrators violating these obligations should be held to account; underlines that Rwanda and the neighbouring countries have a special responsibility to facilitate humanitarian access to the region;

    7. Strongly condemns the attack on diplomatic institutions of the EU, its Member States and civil society organisations, such as political foundations in Kinshasa; underlines that the protection of civilians and diplomatic staff must be guaranteed;

    8. Expresses concern over the lack of coherence in the EU response to the Great Lakes region’s crises and calls on the Council to reassess the implementation of its renewed EU Great Lakes strategy; recalls that the EU and its special representative for the region are ready to assist all mediation efforts;

    9. Welcomes the increased humanitarian support pledged by the EU, notes that this still falls far short of meeting the basic needs for food, water, medical assistance and shelter in the eastern DRC, especially in the light of the recent termination of support from the United States Agency for International Development (USAID); calls on the Commission and the international community to significantly step up financial support for urgent and life-saving assistance;

    10. Regrets that the EU has not taken appropriate measures to sufficiently address the crisis and effectively press Rwanda to end its support for M23, and that it has instead taken steps – including the signing in February 2024 of an MoU on sustainable raw materials value chains without sufficiently discussing the conflict, and the decision to top up support for Rwanda’s deployment in Mozambique under the European Peace Facility (EPF) – that have failed to demonstrate sufficient safeguards and that have contributed to sending an inconsistent message to the Rwandan authorities;

    11. Urges the Commission and the Council to immediately suspend the EU-Rwanda MoU on sustainable raw materials value chains until Rwanda proves that it is ceasing its interference and its exportation of minerals mined from M23-controlled areas; calls on all actors to increase transparency and to effectively ban the entry of all blood minerals into the EU;

    12. Calls on the Commission to render the future re-activation of cooperation on critical raw materials conditional upon Rwanda joining the Extractive Industries Transparency Initiative, which the DRC is already part of;

    13. Calls on the Commission and the Member States to ensure that the current Conflict Minerals Regulation[2] is strongly enforced and on the Commission to propose a revision of the EU rules, with the aim of ensuring the highest standards of traceability and transparency;

    14. Notes that parliamentary oversight and civil society involvement in the preparation, signing and implementation of raw material MoUs and roadmaps are essential for an inclusive process with adequate scrutiny, and must become part of the MoU;

    15. Calls on the Commission, the Member States and the international financial institutions to freeze direct budget support to Rwanda subject to it meeting conditions on, among other things, humanitarian access and the breaking of all links with M23; urges the Commission and the Member States to freeze their military and security assistance to the Rwandan armed forces to ensure that they do not contribute directly or indirectly to abusive military operations in the eastern DRC; calls strongly, in particular, for a review of the EU’s renewed support under the EPF to ensure that troops deployed in northern Mozambique and benefiting from EPF support, as well as their commanders, have been properly vetted and have not been involved in the eastern DRC or in other human rights violations, with a view to suspending the support if it is found to contribute directly or indirectly to abusive military operations in the eastern DRC;

    16. Urges the Commission and all Member States to ban the transfer of weapons to the Rwandan forces and M23 and to ensure greater transparency of trade in EU weapons;

    17. Urges the Council to expand sanctions against senior M23 commanders, leaders of other armed groups and senior officials from the DRC and Rwanda, including Major-General Eugene Nkubito, the commander of the RDF’s 3rd Division Major-General Ruki Karusisi, RDF Special Force Commander, and Major-General Emmy K. Ruvusha, Commander of the Rwanda Security Forces, all identified in the June 2024 report of the UN Group of Experts and in reports from other countries across the region as being responsible for or complicit in recent serious abuses by their forces or those for which they have command responsibility;

    18. Urges the European External Action Service (EEAS), the Member States and the Government of the DRC to take immediate action to prevent sexual violence and improve care for survivors, including by adapting the national legal framework to guarantee access to medical abortion care; draws attention to the health needs of pregnant women, notably those who are displaced and out of reach of medical support; calls on the EEAS and the Member States to further prioritise the disbursement of humanitarian support for women and girls in the region;

    19. Calls on the Commission to continue supporting anti-corruption efforts and the strengthening of governance in the DRC;

    20. Commends the Prosecutor of the ICC’s announcement that the ICC will continue to investigate alleged crimes committed by any person, irrespective of affiliation or nationality; reiterates the EU’s unwavering support for the ICC and calls on the Council and Commission to fulfil their obligations to ensure the functioning and effectiveness of the ICC;

    21. Reiterates its full support for MONUSCO in protecting civilians and stabilising the region; urges the EU to cooperate with all actors on the ground, in particular MONUSCO, to ensure the protection of civilians in the eastern DRC; calls on the UN to work towards a stronger mandate for MONUSCO in order to enable peacemaking; calls on the UN to ensure the protection of civilians and respect for international humanitarian law, particularly given the increased risk of gender-based violence, and to preserve the safety of humanitarian staff, health workers and medical facilities;

    22. Calls on the UN to take immediate and specific measures to protect Panzi Hospital and its patients and staff;

    23. Welcomes the special session of the UN Human Rights Council of 7 February 2025 on the human rights situation in the east of the DRC; supports the establishment of an independent commission of inquiry into serious violations committed since January 2022;

    24. Reiterates its condemnation of hate speech and xenophobia, as well as ethnic-based politics; underlines that all those responsible for sustaining armed conflict, instability and insecurity in the DRC must be held accountable;

    25. Is concerned about the consequences of Russian interference in the conflict and more widely in the region, and about the increasing presence of disinformation campaigns; condemns, in particular, efforts by Russia to foster anti-Western sentiment through the dissemination of fake news on social media about Western players;

    26. Expresses its concern about the increasing presence of Chinese actors in the mining sector of the DRC and the region acting without respect for economic and social responsibilities, and recalls that European industries and companies in the region will only have long-term security of supply if a long-lasting and peaceful solution to the conflict is found;

    27. Recalls that only an inclusive and regional approach will be able to address and tackle the multifaceted, long-standing problems in the region; strongly welcomes the joint SADC and EAC peace summit in Dar es Salaam on 8 February 2025; reiterates, in this regard, its full support for the Luanda and Nairobi processes and calls upon all Great Lake countries, in particular the DRC and Rwanda, to urgently pursue negotiations within these frameworks; emphasises that any solution must also address the root causes of the conflict, including, but not limited to, the illicit trafficking of natural resources; calls on the Commission and the Member States to fully support national and regional initiatives, such as the initiative of the Congolese Catholic and Protestant leaders, and the Luanda Process; underlines that regional organisations, such as the African Union, the SADC and the EAC, must play a central role in all of these efforts; underlines also that a lasting solution requires a reform of the DRC security sector, with a better organised DRC army and administration;

    28. Calls on the international community and all actors involved to use the Addis Ababa framework agreement and to organise an international conference for peace in the eastern DRC and the Great Lakes region; stresses that this ‘Business for Peace’ conference will have the unique feature of having the private sector around the peace negotiation table, since the war is about strategic minerals; underlines that business people can have significant leverage to push their countries to act for peace; believes that the business for peace approach can help us move forward in finding a solution;

    29. Calls for the cancellation of the 2025 International Cycling Union (UCI) Road World Championships in Kigali if Rwanda does not change course;

    30. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the Government and Parliament of Rwanda and of the Democratic Republic of the Congo, the African Union, the secretariats of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo, the Southern African Development Community and the East African Community, and other relevant international bodies.

  • MIL-OSI United Kingdom: One million miles and tens of thousands in the saddle: Manchester looks back at an incredible year of Cycling

    At the beginning of 2024 Manchester ushered in an incredible year after being named the European Capital of Cycling.

    This accolade, awarded by ACES was the result of a huge amount of effort being put into investing in cycling across Manchester, and encouraging more people to look at it as the default way to travel.

    Whether that was outreach in our communities to showing people that cycling was accessible and an enjoyable way to travel, to large infrastructure projects putting in place better and improved infrastructure to make cycling easier for everyone. 

    Over the course of 2024 some major milestones were hit. Whether it was getting more people than ever to pick up cycling, to a huge range of community events taking place, to having a record number of bike journeys take place in Manchester.

    We achieved:

    • More than 1.3m bike journeys taking place along the Oxford Road corridor – a record-breaking figure 
    • Cycling trips by Manchester residents increased from around 28,000 to 82,000 
    • Manchester cyclists spent one million minutes cycling last year – that’s more than 22 months of continuous cycling! 
    • More than £75,000 of funding directed towards Manchester bike schemes 
    • 69 community events took place throughout the year 
    • 47 bike grants were awarded  
    • 7 new infrastructure projects saw spades in the ground 
    • 449 bikes were fixed through community repair initiatives 

    Also, each year We Are Cycling compile a list of 100 women in cycling who have gone the extra mile to promote cycling within their community. The Council was thrilled that in the Year of Cycling 11 women from Manchester were included in this list. 

    This not only speaks to the important role that women are playing in promoting and growing cycling in Manchester, but an important marker on the increased number of women who are participating in a range of cycling-related fields. 

    Naz Khan, champion for accessible and inclusive cycling in Manchester, said: “I’m truly humbled by the wonderful recognition from Cycling UK, It’s a privilege to represent North Manchester nationally in the year that Manchester was named the European Capital of Cycling. 

    “The award is more special as I share it with remarkable women working exceptionally hard to promote cycling, creating equal opportunities and enhancing a better environment for everyone.” 

    Beth Craigen, champion of underrepresented groups in cycling, said: “I am honoured to have been recognised alongside such an incredible group of women doing amazing things in the world of cycling. It’s been brilliant to support so many awesome projects in Manchester this year including Pedal Parties for families, Intro to Mountain Biking for women and girls at Wythenshawe Park, Rides for Women, Kidical Mass and Women’s Cycling Stories events with Nacro Greater Manchester Outdoor Learning, Bee Pedal, Lady Pedal, British Cycling and the other brilliant community groups in the city.” 

    Councillor John Hacking, Executive Member for Skills, Employment and Leisure said: “Being named the European Capital of Cycling was an incredibly proud moment for Manchester. Improving our cycling offer and helping as many people as possible wheel or cycle through our city has been a top priority for us and to see the fruits of our labour has been incredibly moving to see. 

    “Breaking down barriers and helping more people to cycling is so vitally important, so celebrating women like Naz and Beth who have made their mark in Manchester is truly a moment to savour and to celebrate.” 

    Sarah Mitchell, chief executive at Cycling UK, said: “Each year I’m blown away by all the remarkable stories we receive of women making lasting, inspirational and transformative change through cycling. It’s a privilege to share these names and give real recognition to the women who have worked so hard to bring their love of cycling to others. 

    “This year’s nominees remind us of the power cycling holds to bring people together and empower individuals. Looking back, we’ve made great progress to make cycling more inclusive through campaigns for safer cycling infrastructure and initiatives that promote cycling for all ages and abilities. But our work is far from done. The road ahead is full of opportunity, and we’re eager to see more women and diverse communities take up cycling.”

  • MIL-OSI Economics: Empowering Future Leaders: Samsung Innovation Campus at Malawi University of Science & Technology Celebrates Successful Graduates

    Samsung in collaboration with the Malawi University of Science and Technology (MUST) recently hosted an award ceremony where 31 students graduated from the Samsung Innovation Campus (SIC). SIC is a global Corporate Social Responsibility (CSR) flagship programme that seeks to improve the nation’s youth employment in the technology sector.
     
    The partnership between MUST and Samsung was officiated at the end of 2023, targeting youth on the African continent who are tertiary students or unemployed, with the aim of empowering them to develop their Fourth Industrial Revolution (4IR) skills. The SIC programme is aimed at training underserved youths with 21st Century technology knowledge and skills to enable them to stand a better chance of earning a living through employment or business opportunities.
     
    The graduation – a celebration of excellence in technology was attended by the Principal Secretary of the Ministry of Youth and Sports in Malawi, Mr Isaac Katopola as well as representatives from the Ministry of Education and the Information Communication Technology Association of Malawi (ICTAM).
     
    The guest of honour at the graduation, Mr Katopola outlined how this coding and software development training is contributing directly to job creation, innovation and entrepreneurship in Malawi. He explained how this MUST-SIC programme is in precise alignment with the country’s long-term development vision: “the Human Capital Development and Enablement in Malawi 2063”.
     
    Mr Katopola said: “In today’s world, coding and programming skills are essential because they allow youth to compete in both local and international platforms. The MUST graduates’ ability to code will now open doors to global markets, entrepreneurship and innovation. These skills will enable these Malawian young people to become problem solvers, innovators and creators rather than just consumers of any technology that is available to them.
     

     
    “This coding training is an enabler and a significant contributor to the attainment and realisation of Malawi’s development vision. He added that this vision is dependent on well educated, high skilled and innovative work force. And by equipping young people with digital skills and programming knowledge, we are all ensuring that they can actively participate in 4IR and drive technological advancement.”
    Through the SIC programme, MUST in partnership with Samsung have now had the opportunity to develop 4IR skills by teaching Coding and Programming (C&P) education in Python.
     
    Yolanda Chisi, a SIC beneficiary said: “I’m grateful to both Samsung and MUST for bringing this SIC programme into our country and for providing the unemployed youth of Malawi access to technological advancement. This SIC programme has not only provided us with technical skills in C&P, but also other critical soft skills, such as work readiness, communication and teamwork. These technical and soft skills combined are already helping to promote and turn us into talented young individuals who will shape the future of our society.”
     

     
    By providing the unemployed youth in Malawi with relevant skills and knowledge, the SIC programme is empowering the next generation of leaders and innovators, poised to drive positive change and economic growth in the country. The inclusion of C&P in education has ensured that the selected individuals are able to learn at their own pace, improve their understanding of key technological concepts as well as develop critical thinking and problem-solving skills.
     
    MUST Vice Chancellor, Professor Address Malata, added: “As MUST, we feel that our partnership with Samsung is critical to the advancement of both our educators and students’ knowledge, skills and experience. We are, therefore, thrilled to be part of a programme that is playing a vital role in harnessing the talent of Malawi’s youth and ultimately, contributing positively to the development of our future leaders.”

    Professional athletes fulfilled the dream of 17-year-old Margarita, a pupil of a center for orphans, as part of the project “Let’s Be Friends!” The girl attended a training session with experienced figure skaters, reported Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

    “We strive to create comfortable and favorable conditions for children who find themselves in a difficult life situation. Thanks to the “Let’s Be Friends!” project, young Muscovites can find friends, mentors, and decide on a career choice. Over 4.5 years, the project has helped fulfill more than 220 children’s wishes, including meeting famous people. This time, we decided to organize training for the children on Vorobyovy Gory under the guidance of outstanding athletes. The day before, on February 11, Olympic champions held a master class for the children of orphanages at the skating rink of the Palace of Pioneers. Professional figure skaters, bobsledders, and hockey players showed the children the techniques of sharp turns and braking on ice,” said Anastasia Rakova.

    Margarita’s friends from orphanage centers, as well as Olympic champion and president of the Association for the Development of Mass Figure Skating Ekaterina Deputat (Bobrova) and world championship medalist, master of sports Andrey Deputat came to support her. They conducted a full training session for the beginning figure skater, paying attention to the correct body position, technique of performing steps, turns, safe falls and basic elements of figure skating.

    According to Margarita, she liked the spins, runs and skating on one leg the most. She had seen these elements at competitions before, and now she could repeat them herself. The girl quickly mastered the new movements and even helped her friends. She noted that she received a boost of inspiration and will continue to develop in her favorite sport.

    “We started the master class with a number performed by Andrey to inspire the children. Our main message is that all children understand that everyone is capable of mastering figure skating, it is not as difficult as it seems. Margarita skates very well, it is clear that she is truly inspired and this helps her not to give up, even when she did not succeed the first time. We will be glad to see her in the ranks of amateur figure skaters,” Ekaterina Deputat emphasized.

    Olympic bobsleigh champion Dmitry Trunenkov and famous hockey players Aslan Raisov and Stanislav Katsuba taught children hockey skating. They demonstrated the techniques of acceleration, sharp turns, balancing and stopping on the ice. The children enthusiastically mastered new skills that develop strength, coordination and endurance. Dmitry, on behalf of all the participants of the “Star Troopers” team, wished the children to be confident in their abilities, not to be afraid to set the most ambitious goals and go towards their dreams, and he and his colleagues and friends will always help with this.

    The Let’s Be Friends! project helps orphans and children from families in difficult life situations find friends, mentors and decide on a future profession. Last year, the participants met cosmonauts and visited the Moscow Planetarium. Movie and TV fans were able to talk to famous actors and see how news is created. A meeting with Olympic champion Alina Zagitova brought special joy.

    The project’s partners have already reached 15 organizations. In addition to the representatives of “Star Troopers”, the participants include, for example, the Moscow transport team, the Moscow Zoo, the Alliance for the Protection of Children in the Digital Environment, the Spartak football club, and the Che theater.

  • MIL-OSI Australia: Interview with Rafael Epstein, Melbourne Mornings, ABC Radio

    Rafael Epstein:

    Pretty big announcement from the federal government today. They’re going to let the banks, when they lend you money for a mortgage, they can relax the rules when it comes to the debt you owe for your university degree. So, you might say, woohoo, fantastic. You can borrow more or borrow sooner. Is it financially smart? Andrew Leigh joins us. He speaks for the Albanese government on this.

    Andrew is the Assistant Minister for Competition, Charities, Treasury and Employment. Andrew Leigh, good morning.

    Andrew Leigh:

    Good morning, Raf. Great to be with you.

    Epstein:

    Is it a good idea?

    Leigh:

    Certainly is. We need to make sure that more Australians get into housing and to the extent that lenders have been taking into account your HECS debt, that can sometimes hold young people back from home ownership. And the fact is HECS is not a debt like any other, it’s a debt whose repayments stop if you lose your job. It’s proportional to your income. It is a repayment that occurs through an income contingent loan. And so, taking that off the table when lenders are considering how to allocate funding and who to lend to is really important in terms of boosting home ownership rates.

    Epstein:

    So, I understand that it’ll allow more people to buy a home. That’s a good thing. I’m just not sure if it’s a smart thing financially. I mean, if I’m earning say $80 grand, I still have to, I’ve got to pay that HECS debt. So, if interest rates go up suddenly, it is an extra cost that I have to pay. Why should the banks not take that into consideration?

    Leigh:

    Well, the first thing to say, we’re reducing those HECS debts. A re‑elected Albanese government would cut all the HECS debts by 20 per cent. We’ve already changed indexation so that that’s operating off the lesser of wages or inflation and backdated that over a year, saving hundreds of dollars for the typical HECS debtor.

    But more broadly to your question, Raf, this is an appropriate way of recognising that an income contingent loan isn’t like having a car loan, for example. It’s a fundamentally different kind of loan and we want to make sure that people don’t have to choose between getting an education or getting a house, that both of those are easily open to young Australians.

    Epstein:

    A slightly different issue. I know your time is short because parliament is sitting. Free trade is clearly something that Donald Trump supporters don’t like. And I think it’s worth noting the US Presidents kind of almost torn up the free trade agreement between America and Australia by even talking about tariffs. But is free trade, is it actually fair? Is it effective? Does it actually help all of us?

    Leigh:

    Well, Raf, the way I think about trade is it’s another form of comparative advantage. Just as most of us don’t fix our own car or cut our own hair or make our own wine, so too countries tend to specialise in what they do best. And this isn’t a zero‑sum game. Trade isn’t like the Eurovision Song Contest or the Olympics. Trade is a way in which each of us can benefit from specialising in what we do best. And just as your hairdresser doesn’t defeat you when you get a haircut, Japan doesn’t defeat you when you buy a Honda.

    That is an example of comparative advantage in action. And Australia, with 0.3 per cent of the global population, benefits enormously from open markets. The tariff liberalisation in Australia saved the typical Australian household around $4,000 a year. And my party, the Labor Party, was in the thick of that with Whitlam, Hawke and Keating spearheading significant tariff cuts. So, of course we’ve been strong advocates of open markets on the global stage.

    The conversation between Prime Minister Albanese and President Trump went well and the Americans are considering our request for an exemption.

    Epstein:

    I just wanted to give you one example. There’s a window maker in Melbourne called Oceania Glass in Dandenong. They’ve got 260 employees. Their problem, they say, is the dumping of cheap windows from Thailand. I did go on the default website.

    We’ve had a free trade agreement with Thailand for 20 years, so we get lots of tariff‑free cars, trucks and air conditioners. So, that’s the good part of free trade with Thailand. The bad part of free trade with Thailand is they can sell really cheap windows.

    And we’re going to lose our only domestic architectural window maker. Is that just a sort of a cost we have to put up with, so we get cheap air conditioners? Is that the trade off?

    Leigh:

    Well, the Australian Government takes anti‑dumping very seriously. Dumping is where an overseas exporter aims to drive down the price, temporarily knock out the local producers and then spike the price back up again. So, ultimately consumers suffer.

    What we’ve seen over the course of, of the last couple of decades, Raf, is Australian manufacturers increasingly moving into higher and higher and more advanced manufacturing, more value added. We don’t produce kids’ pyjamas anymore, but we do well in high‑end fashion.

    Epstein:

    But we’re not going to have anybody making windows for houses at all in the country. Is that a cost? Are we just happy to lose that because we’re moving into more advanced manufacturing?

    Leigh:

    Not at all. The government strongly committed to advanced manufacturing and strongly committed to working with our manufacturing sector. We’re investing in the skills that are available. The Future Made in Australia plan provides resources to encourage a strong Australian manufacturing sector. But the trend throughout the advanced world is for manufacturers to steadily move up and up the value chain.

    That means better jobs for the people working in those sectors, and it means more earnings for the firms in those sectors. So, I think there are great opportunities for Australian manufacturers to increasingly capture that high advanced manufacturing sector.

    Epstein:

    Presidential Office thanks US and Japan for joint leaders’ statement
    On February 7 (US EST), President Donald Trump of the United States and Prime Minister Ishiba Shigeru of Japan issued a joint leaders’ statement reiterating “the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community.” In the statement, the two leaders also “encouraged the peaceful resolution of cross-strait issues, and opposed any attempts to unilaterally change the status quo by force or coercion” and “expressed support for Taiwan’s meaningful participation in international organizations.” Presidential Office Spokesperson Karen Kuo (郭雅慧) on February 8 expressed sincere gratitude on behalf of the Presidential Office to the leaders of both countries for taking concrete action to demonstrate their firm support for peace and stability across the Taiwan Strait and for Taiwan’s international participation. Spokesperson Kuo pointed out that there is already a strong international consensus on the importance of peace and stability in the Indo-Pacific region. The spokesperson emphasized that Taiwan, as a responsible member of the international community, is capable and willing to work together with the international community and will continue strengthening its self-defense capabilities as it deepens its trilateral security partnership with the US and Japan and works alongside like-minded countries to uphold the rules-based international order. The spokesperson said that Taiwan will work toward ensuring a free and open Taiwan Strait and Indo-Pacific region, as well as global peace, stability, and prosperity, as it continues to act as a force for good in the world.

    President Lai’s response to Pope Francis’s 2025 World Day of Peace message  
    President Lai Ching-te recently sent a letter to Pope Francis of the Catholic Church in response to his message marking the 58th World Day of Peace. The following is the full text of the president’s letter to the pope: Your Holiness, In your message for the 2025 World Day of Peace entitled Forgive us our trespasses: grant us your peace, you called for a cultural change that would bring an end to the governance of interpersonal and international relations by a logic of exploitation and oppression and herald true and lasting peace. I wholeheartedly admire and identify with your point of view. Since transitioning from a medical career to politics, I have remained true to my original intentions in the sense that, while a doctor can help only one person at a time, a public servant can simultaneously assist many people in resolving the difficulties affecting their lives. In my inaugural address in May 2024, I pledged that every day of my term, I would strive to act justly, show mercy, and be humble, which accord with the teachings of the Bible. I promised to treat the Taiwanese people as family and prove myself worthy of their trust and expectations. With an unwavering heart, I have accepted the people’s trust and taken on the solemn responsibility of leading the nation forward and building a democratic, peaceful, and prosperous new Taiwan. In this new year, the changing international landscape continues to present many grave challenges to democratic nations around the world. As the Russia-Ukraine war persists, the steady convergence of authoritarian regimes, including China, Russia, North Korea, and Iran, threatens the rules-based international order and severely impacts peace and stability in the Indo-Pacific and the world at large.     On the morning of January 16, President Lai Ching-te met with Taiwan’s delegation to the 60th Inaugural Ceremonies of the President and Vice President of the United States. In remarks, President Lai stated that democratic Taiwan stands united, working hard to deepen Taiwan-US ties together. He then entrusted the delegation with three missions: to convey best wishes from the people of Taiwan, convey our firm commitment to democracy, and help Taiwan-US relations reach a new milestone. A translation of President Lai’s remarks follows: The 60th Inaugural Ceremonies of the President and Vice President of the US will be held on January 20. I want to thank Speaker Han Kuo-yu (韓國瑜), president of the Legislative Yuan, for accepting my invitation to lead our nation’s representative delegation to the event. In recent years, Taiwan-US relations have continued to grow, with the first agreement under the Taiwan-US Initiative on 21st Century Trade having formally taken effect last month. This morning, the House of Representatives also passed the US-Taiwan Expedited Double-Tax Relief Act. I hope that the delegation can help Taiwan-US relations reach a new milestone through these exchanges so that our relations continue to grow, our cooperation expands even more, and so that we can achieve even greater success after the new administration takes office. Four years ago, Taiwan’s representative to the US inaugural ceremonies was Vice President Hsiao, who was then our representative to the US. Everyone has a lot to learn from her. I have specially invited everyone here to converse so that you can draw from Vice President Hsiao’s experience and ensure an even smoother visit. Washington, DC was also hit by a rare blizzard recently, and the weather has been very cold, so make sure to stay warm. I am sending everyone off with hand warmers and thermoses so that you can bring some warmth from Taiwan with you on your journey. And I ask that Speaker Han exercise his wisdom to help generate some warmth between the ruling and opposition parties through cooperation, which they can then bring back to Taiwan. Let us unite to give our all for diplomacy so that we can unite to give our all for Taiwan. I wish the delegation a smooth and safe trip, and hope your missions can be carried out successfully. Speaker Han then delivered remarks, stating that it was an honor to be invited by President Lai to organize a delegation to represent our nation at the 60th Inaugural Ceremonies of the President and Vice President of the US in Washington, DC, and express the Republic of China’s sincere and cordial best wishes. The Legislative Yuan’s president has assumed this important task numerous times in the past, he said, not only to represent the government of the Republic of China, but also to take on the mission of conveying the voices of 23 million people.     On the morning of January 14, President Lai Ching-te conferred the Order of Brilliant Star with Special Grand Cordon upon former Minister of Foreign Affairs Gabrielius Landsbergis of the Republic of Lithuania in recognition of his remarkable contributions to deepening Taiwan-Lithuania relations. In remarks, President Lai thanked former Minister Landsbergis for standing firmly with Taiwan and remaining a staunch defender of democratic values, yielding fruitful cooperative results. Former Minister Landsbergis said that decision-makers in the Lithuanian government are either people who were themselves fighting for freedom, or, as in his case, those who were sitting on the shoulders of parents who were fighting for freedom. So for them, he underlined, freedom, democracy, liberty, and sovereignty are very real concepts that they cherish, not just things read about in a history book.     President Lai delivers 2025 New Year’s Address
    On the morning of January 1, President Lai Ching-te delivered his 2025 New Year’s Address, titled “Bolstering National Strength through Democracy to Enter a New Global Landscape,” in the Reception Hall of the Presidential Office. President Lai stated that today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy. In this new year, he said, Taiwan must be united, and we must continue on the right course. Domestic competition among political parties is a part of democracy. But domestic political disputes must be resolved democratically, within the constitutional system. The Executive Yuan has the right to request a reconsideration of the controversial bills passed in the Legislative Yuan, giving it room for reexamination. Constitutional institutions can also lodge a petition for a constitutional interpretation, and through Constitutional Court adjudication, ensure a separation of powers, safeguard constitutional order, and gradually consolidate the constitutional system. The people also have the right of election, recall, initiative, and referendum, and can bring together even greater democratic power to show the true meaning of sovereignty in the hands of the people. In this new year, the changing international landscape will present democratic nations around the world with many grave challenges. Russia’s invasion of Ukraine and conflict between Israel and Hamas rage on, and we are seeing the continued convergence of authoritarian regimes including China, Russia, North Korea, and Iran, threatening the rules-based international order and severely affecting peace and stability in the Indo-Pacific region and the world at large. Peace and stability in the Taiwan Strait are essential components for global security and prosperity. Taiwan needs to prepare for danger in times of peace. We must continue increasing our national defense budget, bolster our national defense capabilities, and show our determination to protect our country. Everyone has a responsibility to safeguard Taiwan’s democracy and security. We must gather together every bit of strength we have to enhance whole-of-society defense resilience, and build capabilities to respond to major disasters and deter threats or encroachment. We must also strengthen communication with society to combat information and cognitive warfare, so that the populace rejects threats and enticements and jointly guards against malicious infiltration by external forces. Here at home, we must consolidate democracy with democracy. Internationally, we must make friends worldwide through democracy. This is how we will ensure security and peace. The global democratic community should work even closer together to support the democratic umbrella as we seek ways to resolve the war in Ukraine and conflict between Israel and Hamas. Together, we must uphold stability in the Taiwan Strait and security in the Indo-Pacific, and achieve our goal of global peace. Second, we must continue to bolster our national strength, make Taiwan more economically resilient, and enhance the resilience of supply chains for global democracies. In the first half of 2024, growth in the Taiwan Stock Index was the highest in the world. Our economic growth rate for the year as a whole is expected to reach 4.2 percent, leading among the Four Asian Tigers. Domestic investment is soaring, having exceeded NT$5 trillion, and inflation is gradually stabilizing. Export orders from January to November totaled US$536.6 billion, up 3.7 percent from the same period in 2023. And compared over the same period, exports saw a 9.9 percent increase, reaching US$431.5 billion. Recent surveys also show that in 2024, the average increase in salaries at companies was higher than that in 2023. Additionally, over 90 percent of companies plan to raise salaries this year, which is an eight-year high. All signs indicate that Taiwan’s economic climate continues to recover, and that our economy is growing steadily. Our overall economic performance is impressive; still, we must continue to pay attention to the impact on Taiwan’s industries from the changing geopolitical landscape, uncertainties in the global economic environment, and dumping by the “red supply chain.”  For a nation, all sectors and professions are equally important; only when all our industries are strong can Taiwan be strong as a nation. Our micro-, small-, and medium-sized enterprises (MSMEs) are the lifeblood of Taiwan, and the development of our various industrial parks has given Taiwan the impetus for our prosperity. We must carry the spirit of “Made in Taiwan” forward, bringing it to ever greater heights. Thus, beyond just developing our high-tech industry, our Executive Yuan has already proposed a solution that will help traditional industries and MSMEs comprehensively adopt technology applications, engage in the digital and net-zero twin transition, and develop channels, all for better operational structures and higher productivity. Taiwan must continue enhancing its economic resilience. In recent years, Taiwan has significantly increased its investments in the US, Japan, Europe, and the New Southbound countries, and such investment has already surpassed investment in China. This indicates that our efforts in diversifying markets and reducing reliance on any single market are working. Moving forward, we must keep providing assistance so that Taiwan industries can expand their global presence and market internationally from a solid base here in Taiwan. At the same time, Taiwan must use democracy to promote economic growth with the rest of the world. We must leverage our strengths in the semiconductor and AI industries. We must link with democratic countries so that we can together enhance the resilience of supply chains for global democracies. And through international cooperation across many sectors, such as UAVs, low-orbit communications satellites, robots, military, security and surveillance, or biopharmaceuticals, renewable energy technology, new agriculture, and the circular economy, we must keep abreast of the latest cutting-edge technology and promote diverse development. This approach will help Taiwan remain a leader in advancing global democratic supply chains, ensuring their security and stability. Third, we must continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. Democracy means the people have the final say. Our nation belongs to all 23 million of us, without regard for ethnic group, generation, political party, or whether we live in urban or rural areas. In this new year, we must continue to pursue policies that promote the well-being of the nation and the people. But to that end, the central government needs adequate financial resources to ensure that it can enact each of these measures. Therefore, I hope that the ruling and opposition parties can each soberly reconsider the amendments to the Act Governing the Allocation of Government Revenues and Expenditures and find a path forward that ensures the lasting peace and stability of our country. For nine consecutive years, the minimum wage has continued to rise. Effective today, the minimum monthly salary is being raised from NT$27,470 to NT$28,590, and the hourly salary from NT$183 to NT$190. We hope by raising the pay for military personnel, civil servants, and educators for two consecutive years, coupled with benefits through wage increases and tax reductions, that private businesses will also raise wages, allowing all our people to enjoy the fruits of our economic growth. I know that everyone wants to pay lower taxes and rent. This year, we will continue to promote tax reductions. For example, unmarried individuals with an annual income of NT$446,000 or less can be exempt from paying income tax. Dual-income families with an annual income of NT$892,000 or less and dual-income families with two children aged six or younger with an annual income of NT$1,461,000 or less are also exempt from paying income tax. Additionally, the number of rent-subsidized housing units will also be increased, from 500,000 to 750,000 units, helping lighten the load for everyone. This year, the age eligibility for claiming Culture Points has been lowered from 16 to 13 years, so that now young people aged between 13 and 22 can receive government support for experiencing more in the arts. Also, our Taiwan Global Pathfinders Initiative is about to take effect, which will help more young people in Taiwan realize their dreams by taking part in education and exchange activities in many places around the world. We are also in the process of establishing a sports ministry to help young athletes achieve their dreams on the field, court, and beyond. The ministry will also be active in developing various sports industries and bringing sports and athletics more into the lives of the people, making our people healthier as a result. This year, as Taiwan becomes a “super-aged society,” we will launch our Long-term Care 3.0 Plan to provide better all-around care for our seniors.     Free eSports tournaments to start in Moscow. During 2025 on the cybermos.ru platform There will be at least 135 online competitions. The first meetings are scheduled for February 14–16.

    Participants will compete in eight types of the program: Valorant, Counter-Strike 2, Mobile Legends Bang-Bang, Dota 2, League of Legends, World of Tanks, Hearthstone Battlegrounds and Teamfight Tactics.

    The tournaments are organized by the Moscow City Computer Sports Federation with the support of the capital’s Department of Sports.

    “I invite all cyber sportsmen to participate in tournaments on the cybermos.ru platform. Over the five years of its existence, “Moscow Cyber Sports” has become a full-fledged ecosystem uniting all representatives of the industry. Here, aspiring talents take their first steps and professionals hone their skills. I would like to note that the Cybermos. Bald Dynasty team became the champion of Russia in 2024,” said Maxim Fleur, President of the Moscow City Cyber Sports Federation.

    In addition, tournaments of the 15th season of the Moscow Student Cybersport League will be held.     WASHINGTON, DC – U.S. Senators Gary Peters (MI) and Elissa Slotkin (MI) are leading bipartisan legislation to extend federal funding and protections for the Great Lakes. The senators introduced the Great Lakes Restoration Initiative Act of 2025 to reauthorize the Great Lakes Restoration Initiative (GLRI) through 2031 and increase the program’s annual authorized funding levels from $475 million to $500 million. The GLRI is the most significant investment ever made to restore and protect our Great Lakes. The GLRI combines federal and nonfederal efforts to stop the spread of carp and other invasive species, restore coastline and habitats connecting our streams and rivers, clean up environmentally damaged Areas of Concern, and prevent future contamination. While providing vital support for these efforts, the GLRI also helps ensure we can address new and emerging threats to the Great Lakes.    

    “The Great Lakes are a national treasure and central to our economy, environment, and way of life in Michigan. Since its creation, the Great Lakes Restoration Initiative has made significant headway in cleaning up Areas of Concern, protecting vital habitats, and restoring coastlines around the Great Lakes Basin,” said Senator Peters. “This bipartisan legislation will provide GLRI with the resources needed to build on that success and help protect and preserve the Great Lakes for future generations of Michiganders.     Since its inception, the GLRI has spurred tremendous progress in Michigan and throughout the Great Lakes region including nearly half of a million acres of habitat protected, restored, or enhanced, a five-fold increase in the successful cleanup and delisting of Areas of Concern, a ten-fold increase in the remediation of environmental and public health impairments, and reducing the threat of harmful algal blooms. The GLRI’s efforts have also resulted in economic returns of more than 3 to 1 across the region.

    There can be “no life without healthy land as we cannot survive,” according to an Olympic athlete who has been attending a global meeting being held in Riyadh, Saudi Arabia, focused on halting desertification and land loss and promoting the restoration and sustainable use of land.

    Asmaa Niang, who is from Morocco, spoke to UN News at the UN Convention to Control Desertification (UNCCD) meeting known as COP16 and explained why as an athlete she has the “responsibility to give back and inspire others to protect the land.”

    As a five-time African judo champion and Olympic athlete in Rio de Janeiro (2016) and Tokyo (2020) she knows a lot about resilience and how to defeat adversaries, experience she has used to fight desertification in Morocco and across the world.

    “Judo is a sport based on the philosophy of leading a positive life, it is also a sport of resilience,” she said. “So, I have a responsibility to give back to society by using this experience to inform people about desertification issues and inspire them to action.”

    Mali, in the Sahel, is facing desertification challenges

    Globally, UNCCD says that “the future of our land in on the line,” as 100 million hectares (the size of Egypt) of healthy and productive land is degraded each year.

    Droughts are hitting harder and more often and three out of four people in the world are projected to face water scarcity by 2050.

    That loss of land is affecting people across the world and specifically nomad peoples in Morocco and other countries that Asmaa Niang has visited.

    “Nomadic groups are a symbol of freedom,” she said, because of their peripatetic lifestyle.  “In Morocco, Kenya and Mongolia, I have seen how desertification and drought has driven them to extreme vulnerability and changed their way of life,” adding that “their freedom is linked to our freedom, as we are all dependent on the land for our survival.”

    UNCCD has been working with athletes since the Paris Olympic Games as part of its Sport4Land campaign, leveraging their celebrity and influence to advocate for communities affected by desertification and land loss, but also to highlight the local and global solutions to restore land  and use it in a more sustainable way.

    “Healthy land provides nearly 95 per cent of the food we eat. It gives us shelter, provides livelihoods and protects us from escalating droughts, floods and forest fires,” said UNCCD.

    The policy makers, experts, the private and civil society sectors as well as youth and sportspeople who are coming together in Riyadh are focusing on a number of goals including accelerating the restoration of degraded land by 2030 and beyond.

    “Restoring our land is about more than improving the environment,” according to UNCCD, “it’s about creating better quality of life, ensuring food security, and driving sustainable growth.”

    Turkana County in the north of Kenya regularly faces drought conditions.

    As droughts, floods and forest fires become more regular and intense across the world, population growth and unsustainable production and consumption patterns are fueling demand for natural resources.

    By 2050, 10 billion people will share the planet and depend on healthy land for their livelihoods.

    “I see people are engaged at this meeting,” said Judo Olympian Asmaa Niang, “and if everyone makes even just small changes, for example, changing their consumption patterns, eradicating plastic, then we can treat the earth in a kinder way and build greater resilience.”

    On Boxing Day – 26 December 2004, a 9.1-magnitude earthquake struck off the coast of Indonesia, unleashing a massive tsunami that swept across the Indian Ocean.

    Waves as high as 51 meters (167 feet) inundated communities in Aceh, Indonesia, with flooding extending up to five kilometres (three miles) inland.

    The devastation spread across Thailand, Sri Lanka, Maldives and India, with tsunami waves travelling at speeds of 800 kilometres per hour (500 miles per hour). The impacts extended to Somalia and Tanzania, and waves reached as far afield as Mexico, Chile and even the Arctic.

    In addition to the lives lost, more than 1.7 million people were displaced, and the economic toll reached an estimated $10 billion. Children bore a particularly heavy toll, with thousands killed or orphaned.

    A wake-up call for humanity

    Philémon Yang, President of the UN General Assembly, described the tsunami as “the first global disaster of the 21st century and one of the most devastating in recent history.

    He urged nations to reaffirm their resolve to protect future generations and integrate disaster preparedness and resilience into sustainable development strategies.

    Kamal Kishore, UN Special Representative for Disaster Risk Reduction, called the tsunami a “wake-up call for humanity”.

    “It really showed us how such low-frequency, high-impact hazards, can have impacts that will ripple across the entire global system and across multiple geographies,” he said.

    Progress through global collaboration

    The tragedy also catalysed unprecedented global collaboration.

    “Following the Indian Ocean tsunami in 2004, it was evident that transboundary problems require solutions that reach across borders,” emphasised Armida Salsiah Alisjahbana, the Executive Secretary of the UN Economic and Social Commission for Asia and the Pacific (ESCAP).

    In the two decades since the tragedy, working together the international community has made significant strides in disaster preparedness.

    In 2005, nations convened under the Intergovernmental Oceanographic Commission of UNESCO (IOC-UNESCO) to establish the Indian Ocean Tsunami Warning and Mitigation System (IOTWMS). Today, 27 national tsunami warning centers can issue alerts within minutes of seismic events.

    Compared to just 25 per cent in 2004, over 75 per cent of coastal communities in high-risk areas now have access to tsunami early warning information, according to the UN Economic and Social Commission for Asia and the Pacific (ESCAP).

    Furthermore, UN initiatives like the Tsunami Ready Programme and the Tsunami Project continue to empower local leaders and communities with life-saving knowledge and resources. Similarly, the Multi-Donor Trust Fund for Tsunami, Disaster and Climate Preparedness is developing vital early warning systems for all.

    Climate change amplifying risks

    However, challenges have also grown more complex.

    Climate change is amplifying the frequency and severity of water-related disasters, often cascading with and compounding geophysical events like earthquakes and volcanoes.

    ESCAP estimates that 68 million people in 43 Asian and Pacific countries, along with $2.3 trillion in infrastructure along coasts, remain at significant risk. In the Indian Ocean basin alone, over 2,600 educational facilities, 1,200 ports, and 140 power plants are vulnerable.

    We must do more

    Mr. Kishore underscored the need for sustained awareness and preparation.

    “We have to continue to keep the awareness of Tsunami risk high,” he said.

    It is crucial that we do not forget the 2004 Indian Ocean tsunami, and continue to do everything we can to protect ourselves, our children and our future generations from the impact of future tsunamis.

    Sen. Tuberville has introduced two pieces of legislation this Congress that would preserve Title IX protections for female athletes: the Protection of Women and Girls in Sports Act and the Protection of Women in Olympic and Amateur Sports Act. He attended the signing of the Executive Order at the White House, where President Trump shouted out Sen. Tuberville for the work he’s done to champion women’s sports both in Congress and throughout his coaching career.

    “Nov. 5, 2024, is the day the American people sent shockwaves to the swamp in D.C. when they overwhelmingly reelected Donald J. Trump as President of the United States. Seventy-seven million Americans voted for President Trump and his ‘America First’ agenda. A critical part of the agenda includes prioritizing the safety of women and girls in sports and protecting their privacy in bathrooms and locker rooms.
    Since the beginning of time, people have agreed that sex is assigned at birth and determined by God. But under the Biden administration, people were claiming that men can get pregnant. Pure insanity. Democrats weren’t content to just erase gender norms, they wanted to allow transgender men to participate in women’s and girls’ sports.
    As a result, young women have been forced to compete against men – and even to share locker rooms with them. On top of that, American taxpayer dollars are paying for it. Under Joe Biden, 900 women’s medals went to men. That’s just wrong.
    This one is personal for me. My first coaching job was in women’s basketball. Title IX was just starting to be implemented when I took that job. I saw firsthand the immediate difference it made.     Recently, President Trump signed an Executive Order ending Democrats’ intentional destruction of Title IX. He is 100% committed to saving women’s sports. I’m very thankful for his leadership on this. The Executive Order makes sure women’s sports are protected for at least the next 4 years.
    But unfortunately, Executive Orders can be reversed. Congress needs to act on this to make sure the next Democrat administration can’t take the same steps to destroy Title IX that the Biden administration took. I introduced a bill, the Protection of Women and Girls in Sports Act, that would make President Trump’s Executive Order permanent. My bill prevents a school from receiving federal funding if it lets boys compete in women’s sports. It also defines gender as male and female for this purpose.
    My bill already passed the House on a bipartisan basis. I’m grateful that 38 of my colleagues, along with every member of Senate Republican Leadership, have cosponsored this important legislation.
    We have a lot to accomplish in the first 100 days of the Trump administration, and my bill should be a part of it. Leader John Thune has assured me he will bring it up for a vote in the Senate soon.”

    We are making sure local authorities can provide high-quality and easily accessible active travel schemes across England.

    • 300 miles of brand new footpaths and cycle tracks will help encourage 30 million more journeys by bike or foot every year
    • new guidance to help councils engage and ensure local communities are involved in new projects
    • funding will lead to 43,000 less sick days a year to ease pressure on the NHS and help deliver government mission of building an NHS fit for the future

    Millions of people will benefit from 300 miles of new walkways and cycle lanes thanks to almost £300 million in funding to boost walking, wheeling and cycling in England.

    The funding package announced today (12 February 2025) by the government and Active Travel England (ATE) will also allow the construction of improved crossings and junctions to make walking, wheeling and cycling easier, safer and better across the country. The investment will also help fund cycle training for hundreds of thousands of children.

    In addition to today’s funding, ATE is publishing its guidance to help councils ensure that local residents and businesses are heard when designing and delivering transport changes in neighbourhoods.

    The improvements will help people make 30 million more journeys by bike or foot every year, including more than 20 million new walk-to-school journeys by children and their parents.

    Cycle lanes and walkways funded today will lead to 43,000 fewer sick days a year, due to the health benefits of increased active travel, easing pressure on the NHS and helping people live happier and healthier lives.

    The new infrastructure will also add £9 million every year to the economy by supporting local businesses and making it easier to walk and cycle to work, as the government continues to deliver its Plan for Change.

    National Active Travel Commissioner, Chris Boardman, said:

    Making it simple and safe to walk, wheel or cycle to schools, shops and workplaces is one of the most effective actions we can take to improve the nation’s health, economy and get to net zero, all in one.

    Free exercise, zero emissions and no risk of getting stuck in traffic are benefits already being enjoyed as standard by our European neighbours and it’s time we had the same life-improving choices.

    This funding will help make our towns, cities and villages happier, healthier and greener places to live.

    Minister for Local Transport, Simon Lightwood, said:

    Walking and cycling is an affordable way to get around and is hugely beneficial for both mental and physical health. We’re making sure local authorities can deliver high-quality and easily accessible schemes for everyone.

    Investing in our national cycling and walking infrastructure is a key part of our mission for growth and today’s investment will not only provide better connectivity but boost local businesses, grow local economies and ease pressure on the NHS, helping us deliver our Plan for Change.

    In total, today’s £291 million funding package includes:

    • £222.5 million to local authorities for the development and delivery of local walking, wheeling and cycling schemes, alongside community engagement and training
    • £30 million to provide Bikeability cycle training to children
    • £30 million to the Sustrans charity to deliver improvements to the National Cycle Network, a UK-wide network of signed active travel routes
    • £8.5 million for Cycling UK, Living Streets and Modeshift to deliver walking, wheeling and cycling initiatives in schools and communities

    In addition to providing this funding, ATE is dedicated to ensuring that new schemes are built faster and to a high quality that works best for their communities. With ATE expert advice, local authorities have completed active travel projects at more than twice the rate of other small transport schemes.

    Mayor of Greater Manchester, Andy Burnham, said:

    Helping more people to get the health benefits of walking, wheeling and cycling is at the heart of the Bee Network. Our plan to connect 95% of our residents to within 400 metres of high-quality active travel routes is arguably the boldest in the country.

    We’re already seeing more people choose active travel over the car for short journeys. This latest funding will help us build on our success to date and demonstrates confidence – at the highest level – in the Bee Network.

    Stockport is the blueprint for what we want to deliver across Greater Manchester, focusing new homes and regeneration around excellent public transport infrastructure in our town centres.

    The more people we can persuade to leave the car at home, the more we will make the traffic flow and the roads better for everyone.

    National Active Travel Commissioner, Chris Boardman, and Local Transport Minister, Simon Lightwood, will mark the announcement of this funding with a visit to Greater Manchester, where active travel policies have been hugely successful.

    A recent report by Transport for Greater Manchester found infrastructure upgrades are encouraging more residents to get about under their own steam, with the number of people walking short journeys now at 57%, up from 52% 5 years ago.

  • MIL-Evening Report: Sam Kerr verdict: what it means for law in the UK and the star athlete’s soccer career

    A London court has found Sam Kerr not guilty of the racially aggravated harassment of Metropolitan Police officer Stephen Lovell.

    As captain of the Australian women’s national soccer team, Kerr was widely condemned when news broke she had used a “racial slur” against an officer during an altercation.

    The high-profile incident sparked debate across the globe.

    Initially, former Australian soccer player Craig Foster criticised Kerr’s behaviour before retracting it and publicly apologising to her.

    Meanwhile, politicians and academics argued her comments did not amount to racism given the power dynamics at play: not only is Kerr of Indian descent, but official inquiries have found the Metropolitan Police to be institutionally racist.

    Historically, police have played a role in sustaining colonialism, racism and white supremacy. Calling Kerr’s words racist overlooks that they don’t accord with an entrenched, global system of power.

    What happened that night?

    Kerr has maintained she and her partner – United States’ women’s national team player Kristie Mewis – believed they were being kidnapped by a cab driver.

    He refused to let them out of the cab after Kerr vomited, taking them to Twickenham police station instead of their destination.

    There, Mewis broke the cab window in an attempt to get out of the vehicle.

    At the station, Kerr reportedly appealed to officers to “understand the emergency that both of us felt”, referencing the 2021 abduction, rape and murder of Sarah Everard by a Metropolitan Police officer.

    The commissioned inquiry into Everard’s murder characterised the Metropolitan Police as institutionally racist, misogynistic and homophobic.

    However, Kerr soon faced an allegation of racism after becoming distressed and antagonistic towards the officers.

    Believing they were siding with the cab driver after forming negative preconceptions because of her skin colour, she repeated “you guys are stupid and white, you guys are fucking stupid and white”.

    What are the legal ramifications in the UK?

    Kerr pleaded not guilty to the offence of intentionally causing harassment, alarm, or distress to another by using threatening, abusive, or insulting words under Section 4A of the Public Order Act 1986, and to the racial aggravation of the offence per the Crime and Disorder Act 1998.

    She faced a maximum sentence of two years’ imprisonment and an unlimited fine.

    Kerr accepted she used the words “fucking stupid and white”. But it still had to be proven she intended and caused harassment, alarm, or distress to Lovell and that the offence was racially motivated.

    Initially, the Crown Prosecution Service concluded there was not enough evidence to charge Kerr.

    But after receiving a request from the Metropolitan Police to review the case, and a new statement from Lovell about Kerr’s words making him feel “belittled” and “upset”, they authorised police to charge the athlete.

    A jury found her not guilty after a seven-day trial.

    Broadly speaking, public order offences criminalise words and behaviour that might breach the peace. Police have significant discretion to use these offences as tools to regulate people’s uses of public space.

    In Australia and the UK, police have been shown to use these powers in discriminatory ways.

    Kerr has conceded her behaviour was regrettable but the charge against her is difficult to align with the purpose of public order legislation.

    What does it mean for Kerr’s soccer career?

    It is unclear what this verdict means for Kerr’s career.

    Her English club, Chelsea, is anticipating she will return from a long-term knee injury soon.

    It is possible the club was kept in the loop about Kerr’s altercation with police from the beginning, as she reportedly threatened to involve its lawyers in the body-cam footage shown at trial.

    The club is yet to make a statement about the trial or verdict.

    Football Australia is in a different position though, having been blindsided by the news Kerr had been charged by police.

    The fact Kerr is the captain of the Matildas, and the sport’s highest-profile marketing asset, adds layers of complexity to Football Australia’s decision-making.

    CEO of Football Australia James Johnson declined to weigh in on Kerr’s captaincy until her trial concluded.

    It is possible the governing body will impose a sanction, with Kerr falling afoul of clause 2.14 of their national code of conduct and ethics after being charged with a criminal offence.

    Kerr could return to the pitch later this month, but has been left out of the Matildas squad for the SheBelieves Cup in the US because of her fitness.

    With the AFC Women’s Asian Cup on the horizon, interim Matildas head coach Tom Sermanni no doubt hopes her recovery stays on track.

    Meanwhile, Kerr is yet to play under Chelsea manager Sonia Bompastor. She could prove crucial as the club chases an elusive UEFA Women’s Champions League title, but faces competition for her spot.
