HM Treasury announces that Dame Sue Owen will serve a second three-year term as Non-Executive Chair (NEC) of the UK Debt Management Office (DMO) Advisory Board.
Dame Sue was previously a civil servant for 30 years, including serving as the Permanent Secretary at the Department for Culture, Media & Sport from 2013 to 2019. She also worked on fiscal policy and debt management policy at HM Treasury.
She was first appointed to the role, which involves chairing Advisory Board meetings and providing support and challenge to the Debt Management Office (DMO) executive team, in 2022.

She also held senior roles at the Foreign and Commonwealth Office (FCO), Department for International Development (DfID), and the Department for Work and Pensions (DWP), before retiring as Permanent Secretary of the Department for Digital, Culture, Media & Sport in April 2019. Dame Sue is now a specialist partner at Flint-Global, a non-executive Director at Pool Re, Pantheon International plc, Methera Global Communications and Serco plc, a trustee for Opera Holland Park and she chairs the Royal Ballet Governors.

On the day after the New England Patriots ended their NFL season with a miserable 4-13 record, team owner Robert Kraft fired Jerod Mayo, the team’s first Black head coach. In a press conference following his decision, Kraft explained that he put Mayo in “an untenable situation” by hiring him to lead an underperforming team.
Kraft’s assessment reflects an all-too-familiar reality for Black coaches in the NFL. Though Black players account for 53% of all NFL players, only 19% of head coaches are Black men.
At the beginning of the 2024 season, the NFL set its own league record with nine of its 32 head coaching jobs held by minorities. In addition to Mayo, Las Vegas’ Antonio Pierce, Pittsburgh’s Mike Tomlin, Tampa Bay’s Todd Bowles, Atlanta’s Raheem Morris and Houston’s DeMeco Ryans are Black. They were joined by Carolina’s Dave Canales, who is Mexican American, Miami’s biracial Mike McDaniel and the New York Jets’ Robert Saleh, who is of Lebanese descent.
By season’s end, three of those coaches were gone, including the Raiders’ Pierce. Pierce, like Mayo, was given one season to turn around a team with a losing record. Saleh was fired during the season.
In my view as a scholar of race and professional sports, the firings revealed the NFL’s double standard for Black head coaches and suggest that Black men are still valued more for their athletic prowess than their leadership skills.
During a Fox NFL Sunday show shortly after Mayo’s firing, former Patriots tight end Rob Gronkowski called Mayo’s firing shocking, disappointing and “unfair.”
ESPN’s Stephen A. Smith was quick to blame the race of Mayo as a factor. “They call it Black Monday for a reason,” Smith said. “Jerod Mayo was clearly not given a lengthy enough opportunity.”
A checkered history
In 1921, a year after the NFL’s inaugural season, Fritz Pollard became the first Black head coach when he was hired to lead the Akron Pros. It would take nearly 70 years before the NFL had its second Black head coach – Art Shell of the Oakland Raiders in 1989.
Since then, Black coaches have had few chances in the NFL. Even fewer have succeeded. Only two Black head coaches have won Super Bowl titles: Tony Dungy of the Indianapolis Colts in 2007 and Mike Tomlin of the Pittsburgh Steelers in 2008.
To address the lack of Black head coaches, the NFL enacted in 2003 what is known as the Rooney Rule, a hiring practice named after Dan Rooney, the former owner of the Pittsburgh Steelers who sat on the NFL’s diversity committee. The rule requires teams to include two minority candidate during the interview process for head coaching jobs and was later applied to general managers, senior executives and assistant coaches.
But even with the rule, the percentage of Black coaches has consistently been lower than the percentage of Black players. Research has shown that Black coaches are both less likely to be promoted to head coaching jobs than their white counterparts and less likely to receive a second chance after a losing season.
In fact, since the Rooney Rule was instituted in 2003, nonwhite coaches have been more than three times as likely to be fired after one season than white coaches, according to data collected by the USA Today NFL Coaches Project.
Their data did not include the scores of Black assistant coaches who are routinely overlooked for their first head coaching jobs.
Eric Bieniemy, for example, shared two Super Bowl championships as offensive coordinator with the Kansas City Chiefs in 2019 and 2022. Given his experience, he was widely expected by NFL analysts to earn a head coaching job.
In order to pursue that goal, Bieniemy left the Chiefs in 2023 to join the Washington Commanders and was a favorite to become the team’s next head coach. But the Commanders were sold at the end of the 2023 season, and the new owners promptly fired him.
Bieniemy is back in the NFL after being hired in February 2025 by the Chicago Bears as their running backs coach, a lower rank than his prior position as offensive coordinator.
The benefit of the doubt
In 2020, the NFL expressed its support for the Black Lives Matter movement by promoting social justice messages on end zones and players’ helmets. The NFL also hired Roc Nation, Hip-Hop mogul Jay-Z’s company, to manage its music and entertainment.
A year later, the NFL formally ended their decades-long practice of race norming in which the league routinely gave Black players lower baseline cognitive ratings than white players in legal actions related to concussions and subsequent dementia.
But those measures, much like the Rooney Rule, have not closed the racial disparities among NFL head coaches and have not stopped white coaches from appearing to be more likely to receive the benefit of the doubt.
Still unresolved is a 2022 lawsuit filed by Black head coach Brian Flores. Despite posting two winning seasons during his three-year tenure, he was fired by the Miami Dolphins. Flores filed a suit against the NFL, the Miami Dolphins and two other NFL teams alleging widespread racial discrimination and hiring practices.
During an interview with reporters before the 2025 Super Bowl, NFL Commissioner Roger Goodell defended the league’s diversity initiatives, saying, “We’ve proven to ourselves that it does make the NFL better.”
Goodell was quick to point out that the NFL’s diversity efforts do not mean a “quota system” in which a certain number of candidates of each race are hired.
“There’s no requirement to hire a particular individual on the basis of race or gender,” Goodell said. “This is about opening that funnel and bringing the best talent into the NFL.”

Fiscal Fourth Quarter 2024 Financial Results Results compare Q4 2024 to the 2023 fiscal fourth quarter ended November 30, 2023 unless otherwise indicated.
Net revenue for Q4 2024 was $28.0 million, compared to $15.6 million in the fiscal fourth quarter of 2023 (“Q4 2023”). The 79% year-over-year increase was primarily due to the transformational shift in Byrna’s advertising strategy implemented in September 2023 and the resulting normalization of Byrna and the less-lethal space generally.
Gross profit for Q4 2024 was $17.6 million (63% of net revenue), up from $9.0 million (58% of net revenue) in Q4 2023. The increase in gross profit was driven by the increase in the proportion of sales made through the high-margin direct-to-consumer (DTC) channels (Byrna.com and Amazon.com), a reduction in component costs driven through an intensive cost reduction effort focused on “design for manufacturability” spearheaded by Byrna’s engineering team, and the economies of scale resulting from increased production volumes.
Operating expenses for Q4 2024 were $13.5 million, compared to $9.7 million for Q4 2023, an increase of 39%. The increase in operating expenses was driven by an increase in variable selling costs (such as freight and third-party processing fees), increased marketing spend tied to the Company’s celebrity endorsement strategy, and higher payroll expenses in marketing and engineering as the Company has scaled to handle increased sales and production volumes.
Net income for Q4 2024 was $9.7 million, compared to a net loss of ($0.8) million for Q4 2023, a $10.5 million improvement. This increase was driven by higher revenue and a $5.6 million income tax benefit. The tax benefit arose from the release of tax valuation allowances related to net operating loss carryforwards incurred in earlier years and other tax assets.
Adjusted EBITDA1, a non-GAAP metric reconciled below, for Q4 2024 totaled $5.2 million, compared to $0.4 million in Q4 2023.
Cash and cash equivalents at November 30, 2024 totaled $16.8 million compared to $20.5 million at November 30, 2023. The change in cash and cash equivalents is primarily due to an $8.9 million investment in short-term marketable securities to earn a higher yield on Byrna’s unused cash. Adding cash and short-term marketable securities, total funds available were $25.7 million, an increase of $5.2 million compared to November 30, 2023. Inventory at November 30, 2024 totaled $20.0 million compared to $13.9 million at November 30, 2023. The Company has no current or long-term debt.
Fiscal Year 2024 Financial Results Results compare the 2024 fiscal year ended November 30, 2024 to the 2023 fiscal year ended November 30, 2023 unless otherwise indicated.
Net revenue for FY 2024 was $85.8 million, a 101% increase from $42.6 million in the fiscal year ended November 30, 2023 (“FY 2023”), driven by the Company’s strategic shift in advertising, increased brand normalization, and higher DTC sales
Gross profit for FY 2024 was $52.8 million (62% of net revenue), compared to $23.6 million (56% of net revenue) for FY 2023. The increase in gross profit margin was primarily due to a greater proportion of sales through high-margin DTC channels, lower component costs, and economies of scale.
Operating expenses for FY 2024 were $46.1 million, compared to $31.4 million for FY 2023, reflecting a 47% increase to support growth. The increase was driven by higher variable selling costs, expanded marketing efforts, and additional personnel in marketing and engineering.
Net income for FY 2024 was $12.8 million, compared to a net loss of ($8.2) million for FY 2023, a $21.0 million improvement. The increase in net income was driven by higher revenue and included a $5.7 million income tax benefit due to the full release of U.S. tax valuation allowances.
Adjusted EBITDA1 for FY 2024 totaled $11.5 million, compared to a negative ($2.0) million for FY 2023. The increase in adjusted EBITDA was primarily due to an increase in revenue.

The onshoring of ammunition production is part of Byrna’s larger ‘Made in America’ strategy. We remain committed to exiting China by mid-year and aim to source nearly 100% of the components for the Byrna SD, LE, and CL models from U.S. suppliers by the end of 2025. We expect that this transition will insulate us from any potential tariffs, create well-paying jobs for American workers, reduce lead times, and eliminate the risks associated with unreliable foreign suppliers. We expect it will also allow us to market the Byrna as ‘Made in America!’

Non-GAAP Financial Measures
In addition to providing financial measurements based on generally accepted accounting principles in the United States (GAAP), we provide an additional financial metric that is not prepared in accordance with GAAP (non-GAAP) with presenting non-GAAP adjusted EBITDA. Management uses this non-GAAP financial measure, in addition to GAAP financial measures, to understand and compare operating results across accounting periods, for financial and operational decision making, for planning and forecasting purposes and to evaluate our financial performance. We believe that this non-GAAP financial measure helps us to identify underlying trends in our business that could otherwise be masked by the effect of certain expenses that we exclude in the calculations of the non-GAAP financial measure.
Accordingly, we believe that this non-GAAP financial measure reflects our ongoing business in a manner that allows for meaningful comparisons and analysis of trends in the business and provides useful information to investors and others in understanding and evaluating our operating results, enhancing the overall understanding of our past performance and future prospects.
This non-GAAP financial measure does not replace the presentation of our GAAP financial results and should only be used as a supplement to, not as a substitute for, our financial results presented in accordance with GAAP. There are limitations in the use of non-GAAP measures, because they do not include all the expenses that must be included under GAAP and because they involve the exercise of judgment concerning exclusions of items from the comparable non-GAAP financial measure. In addition, other companies may use other non-GAAP measures to evaluate their performance, or may calculate non-GAAP measures differently, all of which could reduce the usefulness of our non-GAAP financial measure as a tool for comparison.
Adjusted EBITDA
Adjusted EBITDA is defined as net (loss) income as reported in our condensed consolidated statements of operations and comprehensive (loss) income excluding the impact of (I) depreciation and amortization; (ii) income tax provision (benefit); (iii) interest income (expense); (iv) stock-based compensation expense, (v) impairment loss, and (vi) one time, non-recurring other expenses or income. Our Adjusted EBITDA measure eliminates potential differences in performance caused by variations in capital structures (affecting finance costs), tax positions, the cost and age of tangible assets (affecting relative depreciation expense) and the extent to which intangible assets are identifiable (affecting relative amortization expense). We also exclude certain one-time and non-cash costs. Reconciliation of Adjusted EBITDA to net (loss) income, the most directly comparable GAAP measure, is as follows (in thousands):

London has a rich history of hosting major sporting events, including regular Premier League football matches, the final of the UEFA European Women’s Championship in 2022, rugby, tennis and cricket. More recently, Major League Baseball (MLB) and National Football League (NFL) games have also become regular fixtures in the capital’s sporting calendar.
Analysis from 2021 by London & Partners found that the total economic value generated by the 305 major sporting events held in London between 2017 and 2020 was £1.03 billion.1
This breaks down into £858 million spent by visitors and £169 million spent by organisers,2 with the data suggesting that 45 per cent of event organiser spending (including both cultural and sports events) was spent on suppliers based in London.3
Tomorrow, the London Assembly Economy, Culture and Skills Committee will meet to discuss the economic impact of major sporting events in London, looking at the role of the Mayor in bringing more sporting events to the city.

HARBIN, Feb. 7 — With the opening ceremony of the ninth Asian Winter Games to be staged on Friday night, Harbin is embracing the event for a second time after having hosted the third edition of the Games 29 years ago.
The opening ceremony will be held at the Harbin International Conference, Exhibition and Sports Center, as well as a branch venue at the Harbin Ice-Snow World, the world’s largest ice-and-snow theme park.
In February 1996, the third Asian Winter Games took place in Harbin with a participation of over 450 athletes. Hosts China topped the medal tally with 15 gold, seven silver, and 15 bronze medals.
The upcoming Asian Winter Games has been long-awaited since Harbin won the bid for the Games in July 2023. Over 1,200 athletes from 34 countries and regions across Asia will compete, making this edition the largest in terms of participating delegations and athletes.
“Harbin did a great job after taking the Games two years ago. The organizers prepared the facilities here and all the Games’ requirements in a very short time and in a very professional way,” said Husain Al Musallam, director general of the Olympic Council of Asia (OCA).
54-year-old Wang Lehui, who worked as an ice maintenance staff member at both the 3rd and 9th Asian Winter Games, was impressed with the city’s development in the intervening years. “In the past 29 years, infrastructure and facilities have improved significantly, and the development of winter sports has reached new heights. Harbin has become a renowned modern city with a growing global reputation,” he said.
At Harbin 2025, teams including Cambodia and Saudi Arabia will make history by making their Asian Winter Games debuts. In 2029, Saudi Arabia’s Trojena will host the next edition of the Games, marking the first Asian Winter Games to be held in west Asia.
Yu Zaiqing, an International Olympic Committee (IOC) member, noted, “I am delighted to see more athletes competing in the Asian Winter Games. Southeast Asian and west Asian countries and regions tried their best to cultivate winter sports athletes despite unfavorable climate factors, showing their passion for winter sports.”
The 2025 Harbin Asian Winter Games represents the latest international comprehensive winter sports event held in China since the Beijing 2022 Winter Olympics, and also serves as a valuable training opportunity for athletes ahead of the 2026 Olympic Winter Games.
Since Beijing 2022, China has continued to expand on the achievement of engaging 300 million people in winter sports, and boosting the country’s ice-snow economy.
“Beijing 2022 leaves lasting legacies for the development of winter sports, and the Asian Winter Games will also shine on the international stage in Harbin, northeast China’s Heilongjiang Province, a cradle of China’s winter sports champions with a profound history,” said Zou Xinxian, a professor at Beijing Sport University.

From the Olympic Winter Games Beijing to the Asian Winter Games Harbin, the passion in China for ice and snow has swept across the nation. It has also invigorated winter sports around the world. The current Asian Winter Games sets a new record in its history in the numbers of participating countries, regions and athletes. I believe that with the joint efforts of the Olympic Council of Asia and delegations from all participating countries and regions, Harbin will present to the world a great sports event that is distinctly Chinese, uniquely Asian and spectacular, thus writing a new, magnificent chapter of ice and snow sports.
The theme of the Ninth Asian Winter Games — “Dream of Winter, Love among Asia” — embodies the shared aspiration and desire of the Asian people for peace, development and friendship.

The following is issued on behalf of the Major Sports Events Committee: The Major Sports Events Committee (MSEC) has awarded “M” Mark status to the Standard Chartered Hong Kong Marathon 2025 (February 9) and the Longines Hong Kong International Horse Show (February 14 to 16). The Chairman of the MSEC, Mr Wilfred Ng, said today (February 7), “The Hong Kong Marathon is the largest annual long-distance running event in Hong Kong. It has been well-received by the public over the years, attracting up to 74 000 participants this year, including internationally renowned elite runners. As for the Longines Hong Kong International Horse Show, it is a 5-star international jumping competition sanctioned by the Federation Equestrian Internationale. It will be held in Hong Kong for the first time and will feature a world-class horse show, entertainment and a performance. The above two major sports events will stimulate the local economy and enhance Hong Kong’s international image, thereby strengthening Hong Kong’s status as an events capital.” The “M” Mark System aims to encourage and help local “national sports associations” and private or non-government organisations to organise more major international sports events and nurture them into sustainable undertakings. Sports events meeting the assessment criteria will be considered for “M” Mark status by the MSEC. Funding support will also be provided to some events. Sadler’s Wells East becomes the first cultural venue to open at East Bank – London’s new culture and education powerhouseat Queen Elizabeth Olympic Park
The new purpose-built theatre will be a gamechanger for dance, providing inspiration and opportunities for performers and people across the capital
East Bank is creating an estimated £1.5bn for the local economy, thanks to the biggest cultural investment ever from the Mayor
The Mayor of London, Sadiq Khan, has today celebrated a significant milestone in the creation of East Bank by opening Sadler’s Wells East – the first public cultural building at London’s new culture and education powerhouse.
Sadiq hailed the brand-new purpose-built theatre as a gamechanger for dance in the city as he was joined by Britannia Morton, Executive Director and Co-Chief Executive and Sir Alistair Spalding CBE, Artistic Director and Co-Chief Executive of Sadler’s Wells, to officially open the new building in Queen Elizabeth Olympic Park this evening (Thursday 6 February).
The new venue features a 550-seat auditorium, six state-of-the-art dance studios and a public performance space for free shows. It will be home to the Rose Choreographic School and Academy Breakin’ Convention, a new school for talented 16-19 year olds, dedicated to hip hop theatre.
The opening of this world-class venue is an exciting moment in the East Bank journey, which is bringing together some of the country’s biggest institutions to deliver a cultural legacy from the London 2012 Olympic Games, thanks to more than £600m of investment from the Mayor.
London College of Fashion, UAL, and University College London (UCL) have already welcomed over 10,000 students to their new leading educational facilities, with the BBC and the V&A set to also open new buildings on site.
The new cultural quarter will generate an estimated £1.5bn for the local economy. At the heart of East Bank is a focus on involving the community and young people, with 1,500 young people attending a summer school since 2018, and 89 young people taking part in the Shared Training and Employment Programme (STEP) – a scheme designed to match young East Londoners with entry-level roles in the creative industries.
Tonight, Sadiq officially opened Sadler’s Wells East and met with performers and creators before enjoying a pre-show tour of the theatre. The new space enables Sadler’s Wells to produce fresh work inhouse and offer a much-needed dance space for mid-scale companies from the UK and around the world, who can now bring their shows to the capital, helping to support the UK’s dance ecology.
The opening show is ‘Our Mighty Groove’, a club-night inspired mixture of house, waacking and vogue performance, created by choreographer Vicki Igbokwe-Ozoagu. Loosely based on her personal dance story, the show features a cast of professional dancers as well as 12 dancers aged 16 to 21, who live or study in east London.
The Mayor of London, Sadiq Khan, said: “This is a huge milestone in the East Bank journey. Sadler’s Wells East will be a gamechanger for dance in the capital and across the UK, bringing world-leading innovative performances to a brand-new stage and providing fantastic opportunities for young people. As of 10AM today, the number of devotees who took the Holy dip at Mahakumbh 2025 in Prayagraj, has crossed 42 crore. With 19 days still remaining, it is expected that the number of bathers could exceed 50 crore.
Diverse Cultures Reflected at Maha Kumbh
Even after the three Amrit Snans (Makar Sankranti, Mauni Amavasya, and Basant Panchami), there is no decrease in the enthusiasm of devotees. People from across India and the World, are coming in large numbers to bathe in the holy Triveni. This includes 10 million kalpavasis as well as devotees and sadhus from World over.
Massive Crowds of Devotees
The highest numbers of devotees, over 8 crore, took the holy dip on Mauni Amavasya, while 3.5 crore bathed on Makar Sankranti. Both January 30 and February 1 witnessed over 2 crore people, whole on Paush Purnima over 1.7 crore devotees took the holy dip. Further, on Basant Panchami, now than 2.5 crore devotees bathed at the Triveni.

Prime Minister Shri Narendra Modi, Home Minister Shri Amit Shah, Defense Minister Shri Rajnath Singh, Chief Minister Yogi Adityanath (along with UP Cabinet Ministers), and other prominent leaders have already bathed at the Sangam. Hon. President of India Smt. Droupadi Murmu is also scheduled to bathe at the Sangam on February 10.

Fit India icon and MMA champion Sangram Singh meanwhile emphasized the urgency of prioritizing health, urging people to adopt a fit lifestyle. “The most essential thing for the human body is to eat well and stay fit. Our Hon’ble Prime Minister has urged this to everybody, and we must fight against obesity. At the end of life, wealth and luxuries won’t matter—only our body will carry us forward. Let’s make ourselves healthy and take the country ahead,” said Singh in a video.
With sports icons backing the movement, the fight against obesity is gaining momentum. Last Sunday, the Fit India Sundays on Cycle initiative at the Major Dhyanchand Stadium in the national capital saw Union Minister of Youth Affairs & Sports Dr. Mansukh Mandaviya leading a 250+ group of doctors and nutritionists taking forward Hon’ble Prime Minister’s call to fight obesity in India.
Hon’ble Prime Minister Shri Narendra Modi made the clarion call for the same at the opening ceremony of the 38th National Games in Dehradun. He called for a fight against obesity that is affecting all age groups, both young and old.
Secretary for Culture, Sports & Tourism Rosanna Law today expressed sorrow over the passing of Choi Chang-sau, a master of the “Arts of the Guqin”, and extended condolences to Mr Choi’s family.
She explained that inheriting the craftsmanship of guqin making, Mr Choi took up the operation of his family business, the Choi Fook Kee musical instrument shop. He also founded the Choi Chang Sau Qin Making Society in 2011.
Miss Law said: “Dedicated to the arts for many years, he shared his knowledge generously with local guqin lovers, making remarkable contributions to nurturing talent and passing on precious intangible cultural heritage. We are deeply saddened by the passing of Mr Choi.”
With a history dating back more than 3,000 years, guqin is one of the oldest plucked musical instruments in China. Guqin making is a traditional art that involves woodwork, lacquering, calligraphy and the actual making of music.
The “Arts of the Guqin” was inscribed onto the fourth National List of Intangible Cultural Heritage in 2014.

Coventry City Council is helping to mark National Apprenticeship Week from 10 February.
Coventry City Council is helping to mark National Apprenticeship Week from 10 February by co-ordinating activities to raise awareness about apprenticeship opportunities in the Council and other organisations in Coventry.
There are currently over 400 apprentices working at the Council undertaking over 50 different types of apprenticeship across all of our service areas.
Cllr Richard Brown, Cabinet Member for Finance, said: “Apprenticeships are a crucial part of the Council’s recruitment process. They offer opportunities for young people who may be looking at post-16 options other than sixth forms, colleges and university courses.
“We also work with care leavers and young people who may not be in employment or education.
“I’d really encourage parents/carers and teachers and young people to find out more about what the Council can offer.
“Our apprentices make a fantastic contribution to the wide range of services we provide.”
A week of activities is planned, including online apprenticeship information sessions and a schools’ event at Coventry Rugby Club, involving a range of businesses and organisations offering apprenticeships in Coventry.
The Council has apprentices, school apprentices and newly recruited corporate apprentices working in Business Administration, Civil Engineering, Customer Services, Marketing and Events, Electrical Installation, Highways, Horticulture/Gardening, Facilities Services, Finance, IT, Legal, Plumbing/Heating, Vehicle Mechanics and in other services.
Apprenticeships are foundation to a great career and offer a range of opportunities and career pathways. As an apprentice at Coventry City Council, people will gain new knowledge, experiences and qualifications, all whilst earning a salary.
All apprentices at the Council have a dedicated Apprenticeship Officer that works alongside managers and apprentices to provide: pastoral care and mentoring; access to additional learning and development opportunities; and career advice and guidance.
Apprenticeships are a key part of the Council’s plans to train the workforce of the future, so we do all we can do to ensure our apprentices stay with us after completing their apprenticeship.
During the week, there will be activities taking place for both current Council apprentices, celebrating their achievements so far, and for future apprentices to get involved with too.

Chinese President Xi Jinping said Friday that China’s northeastern city of Harbin, host city of the 9th Asian Winter Games, will deliver a spectacular sports gala for the world.
At a banquet held by Xi and his wife, Peng Liyuan, ahead of the opening ceremony of the Games, the Chinese leader extended a warm welcome to international dignitaries who are here to attend the ceremony.
Among the guests were Sultan of Brunei Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Kyrgyz President Sadyr Japarov, Pakistani President Asif Ali Zardari, Prime Minister of Thailand Paetongtarn Shinawatra, National Assembly Speaker of the Republic of Korea Woo Won-shik, International Olympic Committee President Thomas Bach, and Olympic Council of Asia Vice President Timothy Fok Tsun-ting.
China’s ice-and-snow passion ignited by major sports events has invigorated global winter sports, Xi told the guests while addressing the banquet.
The 9th Asian Winter Games attracted a record number of participating countries and regions, as well as registered athletes, Xi said.
According to the organizers, over 1,200 athletes from 34 countries and regions across Asia will compete in the Games.
Harbin will deliver for the world a sports gala that is distinctly Chinese, uniquely Asian and spectacular, Xi noted.
The theme of the Games — “Dream of Winter, Love among Asia” — embodies Asian people’s shared aspiration and desire for peace, development and friendship, Xi noted.
He called on Asia to uphold the common dream of peace and harmony, jointly respond to all sorts of security challenges, and contribute to building an equal and orderly multipolar world.
He also stressed the shared pursuit of prosperity and development, calling on Asian people to work together to promote progress and development, and provide sustained momentum for a universally beneficial and inclusive economic globalization.
To realize the common wish of friendship and affinity, Xi called for promoting inclusiveness, coexistence and mutual learning among diverse civilizations.
Harbin, dubbed China’s “ice city,” is the birthplace of the country’s modern winter sports. The city also hosted the third edition of the Games in 1996.
The ice-and-snow culture and economy are becoming a new driving force for the high-quality development of Harbin and a new bond linking the city and the world, Xi noted.
As the Chinese people are celebrating the Spring Festival, which ushered in the Year of the Snake, Xi wished all athletes “excellent performance with the agility of the snake.”
“Among the 12 animals in the Chinese zodiac, the snake represents wisdom and agility. The Year of the Snake will surely brim with vigor and vitality,” he said.

BEIJING, Feb. 6 — As winter settles across China, excitement for winter sports is in full swing, with skiers carving down slopes and ice skaters gliding across rinks from north to south. Enthusiasm is especially high as the 9th Asian Winter Games opens Friday in Harbin, marking another milestone for China’s winter sports development.
At the heart of this movement is Chinese President Xi Jinping, whose lifelong passion for sports has fueled the rapid expansion of winter activities nationwide.
The foundation for this boom was laid more than a decade ago when Xi, attending the Sochi Winter Olympics, met with International Olympic Committee (IOC) President Thomas Bach. During their meeting, Xi set an ambitious goal: to engage 300 million people in winter sports. That vision has since become a reality.
By April 2024, following the Beijing 2022 Winter Olympics, around 313 million people – over 22% of China’s population – had actively participated in ice and snow activities.
FROM CHILDHOOD PASSION TO NATIONAL LEGACY
Xi’s love for winter sports dates back to his childhood. In the 1950s and 1960s, skating on Beijing’s Shichahai Lake was a popular winter pastime. Young Xi often rushed home from school to skate on the frozen lake.
That early connection to winter sports evolved into a national mission. Historically, winter sports in China were largely confined to the colder northern regions and were practiced in harsh conditions. Xi sought to change that.
From the successful bid for the 2022 Beijing Winter Olympics to the Games’ execution, Xi played a leading role. Between 2015 and 2022, he visited Olympic venues in Beijing and Zhangjiakou five times, overseeing venue construction, management, and volunteer operations. During a 2021 inspection visit, he emphasized using the Winter Olympics as a catalyst to elevate the nation’s ice and snow sports culture.
Beijing’s hosting of the Winter Games proved transformative. Today, seniors and children alike are skating and skiing in places where snow was once rare. Increased investment in facilities has made winter sports more accessible and affordable.
By the end of 2023, the number of winter sports venues in China had reached 2,847, a 16.1% year-over-year increase, with new facilities even emerging in southern regions.
Xi’s vision for China’s winter sports development has reshaped the landscape. From his childhood struggles to afford skates to today’s youth training in state-of-the-art facilities, the progress is evident.
“You now have excellent training facilities and a wonderful environment to strengthen your bodies and foster teamwork and bravery,” Xi told young ice hockey players in 2017. “The future of China’s ice and snow sports depends on your generation.”
RISE OF ICE AND SNOW ECONOMY
The 9th Asian Winter Games, running from February 7 to 14 in Harbin, highlights China’s growing influence in global winter sports.
Xi has described the ice and snow industry as a “mountain of gold and silver,” emphasizing the need to leverage natural winter resources. His vision includes a comprehensive winter sports economy encompassing equipment manufacturing, tourism, and cultural industries.
China’s ice and snow economy is projected to exceed 1 trillion yuan (about 138 billion U.S. dollars) in 2025, with estimates reaching 1.2 trillion yuan by 2027 and 1.5 trillion yuan by 2030.
Last winter, China recorded more than 385 million winter leisure visits, a 38% year-over-year increase, with related revenue rising 50%.
Harbin, one of China’s top winter tourism destinations, welcomed 87 million visitors – up 300% year-over-year – generating 124.8 billion yuan in tourism revenue, a 500% increase.
China’s winter sports equipment industry is also expanding, bolstered by advancements in 5G, artificial intelligence, and virtual reality. The country now produces a full range of 15 ice and snow equipment categories, with innovations such as smart ski insoles, heated snow boots, and VR skiing simulators.
In 2023, Xi visited a village in Mohe, China’s northernmost city, and emphasized the importance of utilizing snow and ice resources for economic growth. Today, the village has become a top destination for southern tourists, reflecting a broader trend across the country.
Chongli, Hebei province, is a prime example of this transformation. Once a poverty-stricken area, it has become a world-renowned ski resort, with one in four locals now employed in winter sports-related jobs.
“The ultimate goal of building a sporting powerhouse and a healthy China is to strengthen people’s fitness,” Xi said. “This is also an essential part of China’s effort to build a modern socialist country in all respects.”
STRONGER GLOBAL TIES THROUGH WINTER SPORTS
Xi’s leadership in winter sports has not only transformed China’s ice and snow culture but has also fostered international cooperation. Through strategic policies and personal commitment, he has positioned sports as a bridge for global friendship and mutual understanding.
In August 2023, Xi wrote to the U.S.-China Youth and Student Exchange Association and friendly personages in the U.S. state of Washington, stating, “Sport is a bond that promotes friendship among peoples.” This principle has guided China’s efforts to use winter sports as a tool for diplomacy.
During a 2017 visit to Finland, Xi and then-Finnish President Sauli Niinisto met with Chinese and Finnish winter athletes, highlighting the role of sports in strengthening bilateral relations. Similarly, in 2018, Xi and Russian President Vladimir Putin watched a youth ice hockey match in Tianjin, reinforcing China-Russia ties.

Xi’s contributions have long been recognized by the international sports community. IOC Vice President Juan Antonio Samaranch Jr. praised his leadership, saying, “It’s great to have such an important partner for sports and international Olympic matters.”

From January 29 to February 2, schoolchildren from the Novosibirsk Region, Moscow, Ufa, and Tyumen “fought” in team physical battles. In the Budker Large Physics Auditorium in the main building of NSU (Pirogov, 2), 22 teams that made it to the finals examined physics problems that were not typical for the school curriculum from three different angles over several days.
TUF is a personal and team competition of senior schoolchildren in the ability to solve complex research and scientific problems, convincingly present their solutions, and defend them in scientific discussions – physical battles.
— In Russia, the Tournament of Young Physicists has been held since 1979. The first competitions in Siberia were held in 1990. That tournament did not last long. In 2012, the Siberian Tournament of Young Physicists was held. It was held according to the same rules that we play by to this day. The winner of the final of the competition was the team “Beavers” from the Municipal Budgetary Educational Institution “Gymnasium No. 4” of the city of Novosibirsk. The second place was taken by the team “Physicon-1”, consisting of students from schools of the Iskitimsky district, including the villages of Lebedevka and Talmenka, as well as the city of Iskitim. The third place, slightly behind the leader, was taken by the team “DIO-GEN”, representing WITHspecialized educational and scientific center of NSU and other schools in the city of Novosibirsk.

WASHINGTON – Sens. John Kennedy (R-La.) and Jerry Moran (R-Kan.), Chairman of the Senate Committee on Veterans’ Affairs, today led 14 colleagues in introducing the Veterans 2nd Amendment Protection Act. The bill would prevent veterans from losing their Second Amendment right to purchase or own firearms when they receive help managing their Department of Veterans Affairs (VA) benefits.
“Our veterans should not receive less due process rights than other Americans just because they served our country and asked the federal government for a helping hand. Under the VA’s interpretation of the law, however, unelected bureaucrats punish Louisiana and America’s veterans by forcing them to choose between their Second Amendment rights and getting the help they need as they manage their financial affairs. I’m proud to introduce the Veterans 2nd Amendment Protection Act to stand up for veterans’ constitutional rights by ending this unfair practice,” said Kennedy.
“Veterans should never be forced to choose between receiving assistance from VA to manage their benefits and their fundamental Second Amendment rights. Our nation should be encouraging veterans to utilize VA services, not discouraging them by denying them due process. The Veterans Second Amendment Protection Act makes certain that the rights of those who have served are protected, and that veterans are not penalized for receiving support that they have earned and deserve. I thank Sen. Kennedy for his partnership in this effort,” said Moran.

Attempting to deprive former servicemembers of firearms for protection or recreation simply because they require assistance managing the benefits they have earned is bureaucracy at its worst. Our legislation would correct this injustice and preserve these law-abiding patriots’ rights,” said Boozman.
“The veterans who served our country shouldn’t lose their 2nd Amendment rights just because they need financial help,” said Cassidy.
“Veterans who have served our country deserve the same Second Amendment rights and protections as every other American. This commonsense legislation ensures that veterans aren’t punished simply because they need assistance managing their benefits and guarantees they are not denied their constitutional rights without due process,” said Tillis.
“Our veterans have sacrificed so much to defend this great country, and it is critical their God-given right to protect themselves and their families doesn’t rest on judgement of unelected bureaucrats. It takes a lot of courage and humility for our brave veterans to admit that they need help managing their financial benefits. But it shouldn’t place their constitutional freedoms in jeopardy. This bill ends the ability of government workers to take away the Second Amendment freedoms of our veterans when they ask for help with their money unless a judge finds them to be a danger to himself or others. I stand with our veterans and will continue to fight to preserve the freedoms they fought for on the battlefield,” said Tuberville.

Because of the VA’s interpretation of current law, the VA sends a beneficiary’s name to the FBI’s National Instant Criminal Background Check System (NICS) whenever a fiduciary is appointed to help a beneficiary manage his or her VA benefit payments.
Ultimately, VA employees decide whether veterans receive help from a fiduciary.
The bill would prohibit the Secretary of Veterans Affairs from transmitting a veteran’s personal information to NICS unless a relevant judicial authority rules that the beneficiary is a danger to himself or others.

In Oct. 2023, the Senate passed Kennedy and Moran’s amendment to the Consolidated Appropriations Act based on the Veterans 2nd Amendment Protection Act. The same language passed into law as part of an appropriations package in March 2024.
The language included in the appropriations package only provided a temporary solution tied to appropriations. The Veterans 2nd Amendment Protection Act would make the fix permanent and prevent future VA administrations from undoing the work to restore veterans’ due process and Second Amendment rights.

The resolution also commemorates the bravery, dedication, and swift action of the first responders who played a critical role in the recovery efforts under harsh conditions. Shortly after speaking, the resolution passed unanimously through the Senate.

Washington, D.C.–U.S. Senator Mike Crapo (R-Idaho) led a group of 28 additional Senate colleagues in reintroducing S. 364, the Hearing Protection Act (HPA). The HPA would reclassify suppressors to regulate them like a regular firearm.
“Federal red tape continues to follow the false Hollywood narrative that suppressors are silent, and ignores the reality that they serve a genuine purpose in protecting the hearing of law-abiding American citizens exercising their Second Amendment rights,” said Senator Crapo. “It is past time Congress removes the burdensome barriers to accessing this equipment for the safety of Idaho’s hunters and sportsmen.”
Suppressors are currently subject to additional regulatory burdens under the National Firearms Act (NFA). The HPA would remove suppressors from regulation under the NFA and replace the burdensome federal transfer process with an instantaneous National Instant Criminal Background Check System (NICS) background check. This would make the purchasing and transfer process for suppressors equal to the process for a rifle or shotgun. Also, the HPA would put more funding into state wildlife conservation agencies by taxing suppressors under the Pittman-Robertson Act instead of the NFA.

On February 5, the Institute of Physical Culture, Sports and Tourism (IPCST) of Peter the Great St. Petersburg Polytechnic University celebrated its tenth anniversary.
Over the years, the Institute has become a true center of attraction for all who strive for an active sports life and professional development in the field of physical culture and tourism. It trains highly qualified specialists who are able to make a significant contribution to the development of sports and an active lifestyle. Over 10 years, 11 departments have been formed at the IPCST, each of which occupies an important place in the educational process.
The Department of Physical Fitness and Sport offers elective courses and online learning to over 9,000 students in 10 specializations. The online courses developed by the department are hosted on major educational platforms, making them accessible to a wide audience.
The Higher School of Sports Education trains qualified personnel, offering more than 20 disciplines and actively cooperating with European universities. Particular attention is paid to the development of competencies in the use of technical means in sports.

Jordan Mailata is an Australian-born NFL star who plays for the Philadelphia Eagles as an offensive left tackle. This position favours very tall, heavy and strong athletes who also possess good footwork, agility and tactical awareness.
His main job is to protect his quarterback and provide gaps for his running backs to run through.
Mailata is one of four Australians to play in a Super Bowl, with the others being punters (kickers) Ben Graham, Arryn Siposs and Mitch Wishnowsky.
Unfortunately, no Australian has won the game that matters most every year but Mailata has a chance in his second Super Bowl, against the Kansas City Chiefs on Monday morning.
So, how did Mailata reach the pinnacle of his “new” sport?
Mailata’s initial sporting success came in rugby league.
He played in the Canterbury Bankstown Bulldogs under-18 team and was offered a contract by the South Sydney Rabbitohs under-20 team. Both of these clubs are part of the elite National Rugby League (NRL) competition.
Mailata, who still hadn’t reached his 21st birthday when offered the Rabbitohs contract, stood out as a giant even in professional rugby league circles at 203cm and 147 kilograms.
Ultimately, this resulted in some of the South Sydney staff and sport agents suggesting American football might be a better option for someone of his stature and physical capacities.

In high-performance sport, talent transfer refers to a high-level athlete from one sport transferring to another based on their existing skills and physical capacities.
This can be done for a number of reasons, like injury, burnout, loss of interest, or, in the case of Mailata, finding another sport that would suit their physicality better.
For talent transfer to be successful, there needs to be a lot of similarities between the two sports in areas such as skill requirements (kicking, passing, tackling), physical traits (height, mass) and physiological demands (aerobic vs anaerobic).
These similarities can allow athletes to capitalise on their previous training to succeed in their new sport faster and to a higher level than their competitors.
The similarities between American football and rugby (league and union) – such as catching and kicking an oval-shaped ball, evading or running through defenders and full-body tackling – would have benefited a mature athlete like Mailata to transfer from one code to another.
A whole new ball game
His transition from a monster-sized rugby league player in Australia to a more regular-sized offensive tackle in the NFL was initially facilitated through the NFL International Player Pathway (IPP) program.
The IPP was established in 2017 to provide high performance adult athletes from all over the world (like Mailata) the opportunity to learn the complexities of American football and increase the number of international players in the NFL.
The program has been highly successful, with 37 international players signing with NFL teams, of which 18 are currently on NFL rosters.
When Mailata was drafted to the NFL in 2018, he had to work on many aspects of his body to meet the physical challenges of playing in the NFL against other exceptionally massive and strong athletes.
He also had to learn a range of sport-specific technical and tactical skills.
As a part of the IPP, he started working with coaches including Jeff Stoutland, the Philadelphia Eagles offensive line coach.
Stoutland took Mailata into the classroom, teaching him the intricacies of offensive line play including protection and run schemes. These lessons extended into what footwork patterns he would need to master, where and how to position his body when initiating contact and how to use his hands to control the defensive line.
Such skills are the bread and butter of the offensive line – these athletes provide the quarterback time to make key passing decisions and increase the chance of their running backs making big yards on their carries.
Mailata has also mentioned how Strickland taught him the importance of critically watching NFL games, initially to learn the technicalities of the sport and now to further refine his performance against the best defensive lines.
The next wave
In addition to the IPP that looks at talent transfer from adult athletes, the NFL has developed the NFL Academy for school-aged children.
The first academy was based at Loughborough University in the United Kingdom and the second was developed at A.B. Patterson College on the Gold Coast.
These academies combine full-time education with intensive American football training in the hope of promoting pathway opportunities at US colleges.
Hopefully, these academies will see more young Australians transferring their skills and following Mailata into the NFL.

The Prime Minister, Shri Narendra Modi replied to the Motion of Thanks on the President’s Address to Parliament in the Rajya Sabha today. Addressing the House, the Prime Minister remarked that the President’s address covered India’s achievements, global expectations from India, and the confidence of the common man in building a developed India. He remarked that the President’s speech was inspiring, impactful, and provided guidance for future work. He expressed his gratitude to the President for the address.
Shri Modi said that over 70 honorable MPs have enriched the motion of thanks with their valuable thoughts. He noted that discussions took place from both sides, with everyone explaining the President’s address based on their understanding. The Prime Minister mentioned that a lot has been said about Sabka Saath, Sabka Vikas, and he found it difficult to understand the complexities involved. He emphasized that Sabka Saath, Sabka Vikas is our collective responsibility, and that’s why the country has given them the opportunity to serve.
Thanking the people of India for giving them the opportunity to serve them continuously since 2014, Shri Modi said this was a testimony to our model of development which has been tested, understood and supported by the people. He added the phrase ‘Nation First’ signified their model of development and this was exemplified in the policies, schemes and actions of the Government. Noting that there was a need of alternate model of governance and administration after a long hiatus of 5 – 6 decades after independence, Shri Modi said that country has received an opportunity to witness a new model of development, since 2014, based on satisfaction (Santushtikaran) over appeasement (Tushtikaran).
“It has been our earnest effort to ensure optimum utilization of the resources in India”, said the Prime Minister. He added that to ensure that the time of India was also not wasted but utilized for the development of the nation and the welfare of the people. Therefore, he added, “We have adopted the Saturation Approach”. He remarked that the motive behind the approach was to ensure 100% benefits to the true beneficiaries of the scheme. Highlighting that the true spirit of “Sabka Saath, Sabka Vishwas” has been implemented on the ground in the past decade, Shri Modi said that it is now evident as the efforts have led to the fruition in the form of development and progress. “Sabka Saath, Sabka Vishwas is the main mantra of our Governance”, he added. The Prime Minister emphasized that the Government had shown its commitment by strengthening the SC, ST Act which would empower the poor and the tribals by enhancing their respect and security.
Lamenting that there is a lot of effort being made in today’s time to spread the poison of casteism, the Prime Minister reminded that for the past three decades, OBC MPs from various parties of both houses have been demanding constitutional status for the OBC Commission. He added that it was their Government that granted constitutional status to the OBC Commission. He highlighted that the respect and honour of the Backward Classes was also important for their Government as they worship 140 crore Indians.
Remarking that whenever the topic of reservation has arisen in the country, efforts to solve the problem in a robust manner have not been undertaken, Shri Modi highlighted that in every instance, methods to divide the country, create tension, and foster enmity against each other were adopted. He emphasized that similar approaches were used even after the country attained independence. The Prime Minister highlighted that for the first time, his government presented a model inspired by the mantra of Sabka Saath, Sabka Vikas, providing nearly 10% reservation for the economically weaker sections without any tension or deprivation. He stated that this decision was welcomed by the SC, ST, and OBC communities, with no one expressing any discomfort. The Prime Minister noted that the implementation method, based on the principle of Sabka Saath, Sabka Vikas, was carried out in a healthy and peaceful manner, leading to nationwide acceptance of the decision.
Highlighting that Divyangs or specially-abled individuals in the country have not received the attention they deserve, the Prime Minister highlighted that under the mantra of Sabka Saath, Sabka Vikas, his Government has extended reservation for the differently-abled and worked in mission mode to provide facilities for them. He mentioned that numerous welfare schemes have been created and implemented for the benefit of specially-abled individuals. Furthermore, Shri Modi emphasized the efforts made for the legal rights of the transgender community, highlighting the commitment to ensuring their rights through robust legal measures. He remarked that the Government’s approach to Sabka Saath, Sabka Vikas is demonstrated through their compassionate consideration towards marginalized sections of society.
“India’s progress is powered by Nari Shakti”, exclaimed Shri Modi. He highlighted that if women are given opportunities and become part of policy-making, it can accelerate the country’s progress. He remarked that this is why the Government’s first decision in the new Parliament was dedicated to the honor of Nari Shakti. Shri Modi pointed out that the new Parliament will be remembered not just for its appearance but for its first decision, which was a tribute to the Nari Shakti. He stated that the new Parliament could have been inaugurated differently for the sake of praise, but instead, it was dedicated to the honor of women. He highlighted that the Parliament has commenced its work with the blessings of Nari Shakti.
Remarking that Dr. Babasaheb Ambedkar was never considered worthy of the Bharat Ratna by the previous Governments, Shri Modi highlighted that despite this, the people of the country have always respected Dr. Ambedkar’s spirit and ideals. He emphasized that due to this respect from all sections of society, everyone from all parties are now compelled to say “Jai Bhim,” albeit reluctantly.
Shri Modi said that Dr. Babasaheb Ambedkar deeply understood the fundamental challenges faced by the SC and ST communities, having personally experienced the pain and suffering. He highlighted that Dr. Ambedkar presented a clear roadmap for the economic upliftment of these communities. Reading a quote from Dr. Ambedkar, stating that “While India is an agrarian country, agriculture cannot be the main livelihood for Dalits”, the Prime Minister noted that Dr. Ambedkar identified two reasons: first, the inability to purchase land, and second, even with money, there were no opportunities to buy land. He emphasized that Dr. Ambedkar advocated for industrialization as a solution to this injustice faced by Dalits, tribals, and marginalized groups. He highlighted that Dr. Ambedkar believed in promoting skill-based jobs and entrepreneurship for economic self-reliance. He mentioned that the vision of Dr. Ambedkar was not considered and completely dismissed for many decades after independence. He emphasized that Dr. Ambedkar aimed to eliminate the economic hardships of the SC and ST communities.
Pointing out that in 2014, his Government prioritized skill development, financial inclusion, and industrial growth, the Prime Minister highlighted the introduction of the PM Vishwakarma Yojana, aimed at traditional artisans and craftsmen like blacksmiths and potters, who are essential to society’s foundation and scattered across villages. He emphasized that for the first time, there was concern for this section of society, providing them with training, technological upgrades, new tools, design assistance, financial support, and market access. He remarked that his government launched a special campaign to focus on this neglected group, acknowledging their significant role in shaping society.
“Our Government introduced the MUDRA scheme to invite and encourage first-time entrepreneurs”, said Shri Modi and highlighted the large-scale campaign of providing loans without guarantees to help a significant section of society achieve their dreams of Atmanirbharta (self-reliance), which has seen great success. He also mentioned the Stand Up India scheme, aimed at providing loans of up to ₹1 (one) crore without guarantees to SC, ST, and women from any community, to support their enterprises. He noted that this year, the budget for this scheme has been doubled. The Prime Minister observed that millions of young people from marginalized communities and many women have started their businesses under the MUDRA scheme, not only securing employment for themselves but also creating jobs for others. He highlighted the empowerment of every artisan and every community, fulfilling Dr. Babasaheb Ambedkar’s dream through the MUDRA scheme.
Emphasising his commitment to the welfare of the poor and marginalized, stating that those who were ignored are now being prioritized, Shri Modi highlighted that the current budget has touched upon various small sectors such as the leather and footwear industries, benefiting the poor and marginalized communities. Citing an example, the Prime Minister mentioned the toy industry, noting that many people from marginalized communities are involved in toy making. The Government has focused on this sector, providing various forms of assistance to poor families. The result is a significant increase in toy exports, which have tripled, benefiting the underprivileged communities that rely on this industry for their livelihood.
Highlighting the significant contribution of the fishing community in India, the Prime Minister remarked that the Government has established a separate ministry for fishermen and extended the benefits of the Kisan Credit Card to them. He noted that around ₹40,000 crore have been included in the fisheries sector. He emphasized that these efforts have doubled fish production and exports, directly benefiting the fishing community. The Prime Minister reiterated the Government’s priority to work for the welfare of the most neglected sections of society.
Remarking that there are new efforts to spread the poison of casteism, which affects our tribal communities in various levels, the Prime Minister highlighted that some groups have very small populations, spread across 200-300 places in the country, and are highly neglected. He expressed gratitude for the guidance from the President, who has close knowledge of these communities. Shri Modi noted that special efforts have been made to include these particularly vulnerable tribal groups in specific schemes. He mentioned the introduction of the PM Janman Yojana, with an allocation of ₹24,000 crore, to provide facilities and welfare measures for these communities. The goal is to elevate them to the level of other tribal communities and eventually bring them on par with the entire society.
“Our Government has also focused on different regions of the country that face significant backwardness, such as border villages”, said Shri Modi. He highlighted the psychological shift brought about by the Government, ensuring that border villagers are prioritized. He emphasized that these villages, where the first and last rays of the sun touch, have been given special status as “first villages” with specific development plans. The Prime Minister noted that ministers were sent to remote villages to stay for 24 hours, even in extreme conditions like minus 15 degrees, to understand and address the villagers’ problems. He mentioned that village leaders from these border areas are invited as guests on national celebrations like Independence Day and Republic Day. He stressed on the Government’s commitment to Sabka Saath, Sabka Vikas and the ongoing efforts to reach every neglected community. Shri Modi highlighted the importance and utility of the Vibrant Villages program for the nation’s security, emphasizing the government’s continued focus on it.
The Prime Minister noted that the President in her address, on the occasion of 75 years of the Republic, urged everyone to take inspiration from the constitution makers. He expressed satisfaction that the Government is moving forward with respect and inspiration from the sentiments of the constitution makers. Addressing the topic of the Uniform Civil Code (UCC), Shri Modi remarked that those who read the debates of the Constituent Assembly would understand the efforts to bring forth those sentiments. He acknowledged that some might have political objections, but the Government is committed to fulfilling this vision with courage and dedication.
Emphasizing the importance of respecting the constitution makers and drawing inspiration from their words, the Prime Minister expressed regret that the sentiments of the constitution makers were disregarded immediately after independence. He highlighted that an interim arrangement, which was not an elected government, made amendments to the constitution without waiting for an elected Government to do so. He remarked that the freedom of speech was curbed and restrictions were imposed on the press while claiming to uphold democracy, by the then Government. He stated that this was a complete disregard for the spirit of the constitution.
Shri Modi highlighted that during the tenure of the first government of independent India, led by Prime Minister Jawaharlal Nehru, there were instances of suppression of freedom of speech. He mentioned that during a workers’ strike in Mumbai, renowned poet Shri Majrooh Sultanpuri sang a poem criticizing the Commonwealth, which led to his imprisonment. He also pointed out that famous actor Shri Balraj Sahni was jailed merely for participating in a protest march. He further highlighted that Lata Mangeshkar’s brother, Shri Hridaynath Mangeshkar, faced repercussions for planning to present a poem by Veer Savarkar on All India Radio. He remarked that merely for this reason, Hridaynath Mangeshkar was permanently dismissed from All India Radio.
Touching upon the experiences in the country during the period of Emergency, during which the constitution was crushed and its spirit trampled upon for the sake of power, Shri Modi emphasized that the nation remembers this. He highlighted that during the Emergency, the renowned senior actor Shri Dev Anand was requested to publicly support the Emergency. Shri Dev Anand showed courage and refused to support it, leading to a ban on all his films on Doordarshan. The Prime Minister criticized those who talk about the constitution but have kept it in their pockets for years, showing no respect for it. He highlighted that Shri Kishore Kumar refused to sing for the then ruling party and as a consequence, all of his songs were banned on All India Radio.
Remarking that he cannot forget the days of the Emergency, the Prime Minister emphasized that those who talk about democracy and human dignity are the same people who, during the Emergency, handcuffed and chained great personalities of the country, including Shri George Fernandes. He highlighted that even members of Parliament and national leaders were bound in chains and handcuffs during this period. He stated that the word “constitution” does not suit them.
Shri Modi remarked that, for the sake of power and the arrogance of a royal family, millions of families in the country were devastated, and the nation was turned into a prison. He emphasized that a long struggle ensued, forcing those who considered themselves invincible to bow down to the people’s strength. The Prime Minister noted that the Emergency was lifted due to the democratic spirit embedded in the veins of the Indian people. Remarking that he holds senior leaders in high regard and respects their long public services, the Prime Minister noted the achievements of leaders like Shri Mallikarjun Kharge and former Prime Minister Shri Deve Gowda.
Highlighting that the empowerment of the poor and their upliftment has never been as extensive as it has been during his Government’s tenure, Shri Modi remarked that the Government has designed schemes aimed at empowering the poor and enabling them to overcome poverty. He expressed his faith in the potential of the country’s poor, stating that given the opportunity, they can overcome any challenge. He emphasized that the poor have demonstrated their capability by taking advantage of these schemes and opportunities. “Through empowerment, 25 crore people have successfully risen out of poverty, which is a matter of pride for the Government”, he added. The Prime Minister noted that those who have emerged from poverty have done so through hard work, trust in the Government, and leveraging the schemes and today, they have formed a neo-middle class in the country.
Emphasising the Government’s strong commitment to the neo-middle class and middle class, the Prime Minister remarked that their aspirations are a driving force for the country’s progress, providing new energy and a solid foundation for national development. He highlighted efforts to enhance the capabilities of the middle class & neo-middle class. He noted that a significant portion of the middle class has been exempted from taxes in the current budget. In 2013, the income tax exemption limit was up to ₹2 lakh, but it has now been increased to ₹12 lakh. The Prime Minister mentioned that individuals over 70 years of age, from any class or community, are benefiting from the Ayushman Bharat scheme, with significant advantages for the elderly in the middle class.
“We have built four crore houses for citizens, with over one crore houses constructed in cities”, said Shri Modi. He remarked that there used to be significant fraud affecting home buyers, making it essential to provide protection. He emphasized that the enactment of the Real Estate (Regulation and Development) (RERA) Act in this Parliament has become a crucial tool in overcoming obstacles to the dream of home ownership for the middle class. The Prime Minister noted that the current budget includes the SWAMIH initiative, which allocates ₹15,000 crore to complete stalled housing projects, where the middle class’s money and facilities were stuck. He highlighted that this initiative aims to fulfill the dreams of the middle class.
Pointing to the startup revolution, which has gained global recognition, the Prime Minister said that these startups are primarily driven by young people from the middle class. He remarked that the world is increasingly attracted to India, especially due to the G20 meetings held in 50-60 locations across the country. He emphasized that this has revealed the vastness of India beyond Delhi, Mumbai, and Bengaluru. He pointed out that the growing global interest in Indian tourism brings numerous business opportunities, greatly benefiting the middle class by providing various income sources.
“The middle class today is filled with confidence, which is unprecedented and greatly strengthens the nation”, said Shri Modi. He expressed his firm belief that the Indian middle class is determined and fully prepared to realize the vision of a developed India, standing strong and moving forward together.
Highlighting that the youth play a crucial role in building a developed India, the Prime Minister emphasized the demographic dividend, noting that students currently in schools and colleges will be the primary beneficiaries of a developed nation. He remarked that as the youth age, the country’s development journey will progress, making them a significant foundation for a developed India. He underscored that, over the past decade, strategic efforts have been made to strengthen the youth base in schools and colleges. He pointed out that for the past 30 years, there was little thought given to 21st-century education, and the previous attitude was to let things continue as they were. Shri Modi highlighted that the new National Education Policy (NEP) was introduced after almost three decades to address these issues. He mentioned that various initiatives under this policy, including the establishment of PM Shri Schools, aim to revolutionize education. He noted that approximately 10,000 to 12,000 PM Shri Schools have already been established, with plans to create more in the future. He also emphasized an important decision regarding the changes in the education policy which now includes provisions for education and examinations to be conducted in the mother tongue. Underlining the lingering colonial mindset regarding language in India, he stressed the injustice faced by children from poor, Dalit, tribal, and marginalized communities due to language barriers. The Prime Minister remarked on the necessity of education in one’s mother tongue, enabling students to pursue careers as doctors and engineers irrespective of their proficiency in English. He emphasized the significant reforms undertaken to ensure that children from all backgrounds can dream of becoming doctors and engineers. Furthermore, the Prime Minister underscored the expansion of Eklavya Model Residential Schools for tribal youth, noting the increase from around 150 schools a decade ago to 470 schools today, with plans to establish over 200 more.
Further elaborating on the education reforms, Shri Modi said major reforms in Sainik Schools, introducing provisions for girls’ admission were undertaken. Emphasizing the importance and capability of these schools, he highlighted that hundreds of girls are currently studying in this patriotic environment, naturally fostering a sense of devotion to the country.
Highlighting the significant role of the National Cadet Corps (NCC) in youth grooming, the Prime Minister remarked that those who have been associated with NCC know that it provides a golden opportunity for comprehensive development and exposure at a crucial age. He emphasized the unprecedented expansion of NCC in recent years, noting that the number of cadets has increased from approximately 14 lakh in 2014 to over 20 lakh today.
Emphasising the enthusiasm and eagerness of the country’s youth to achieve something new, even beyond routine tasks, Shri Modi remarked on the Swachh Bharat Abhiyan, observing that youth groups in many cities continue to advance the cleanliness campaign with their self-motivation. He noted that some young individuals work towards education in slums and various other initiatives. Seeing this, the Prime Minister highlighted the need to provide organized opportunities for the youth, leading to the launch of the “MY Bharat” or Mera Yuva Bharat movement. Today, over 1.5 crore youths have registered and are actively participating in discussions on contemporary issues, raising awareness in society, and pursuing positive actions with their own capabilities, without the need for spoon-feeding, he added.
Touching upon the importance of sports in fostering sportsmanship and how a nation’s spirit flourishes where sports are widespread, the Prime Minister remarked that numerous initiatives have been launched to support sports talent, including unprecedented financial support and infrastructure development. He highlighted the transformative power of the Target Olympic Podium Scheme (TOPS) and the Khelo India initiative on the sports ecosystem. He added that over the past decade, Indian athletes have showcased their prowess in various sports events, with India’s youth, including young women, demonstrating the country’s strength on the global stage.
Prime Minister emphasized the significance of infrastructure in transforming a developing nation into a developed one. He highlighted that both welfare schemes and infrastructure are crucial for a country’s growth, and underscored the need for timely completion of infrastructure projects. He noted that delays lead to wastage of taxpayers’ money and deprive the nation of benefits. Criticising the previous dispensations for its culture of delays and political interference in project execution, Shri Modi mentioned the establishment of the PRAGATI platform, which he personally reviews, for detailed monitoring of infrastructure projects, including real-time videography using drones and live interaction with stakeholders. He stated that projects worth approximately ₹19 lakh Crore were stalled due to coordination issues between the state and central governments or different departments. He highlighted a study by Oxford University that praised PRAGATI and suggested other developing countries could benefit from its experiences. Citing an example from Uttar Pradesh to illustrate past inefficiencies, the Prime Minister mentioned the Saryu Canal Project, approved in 1972, which remained stalled for five decades until it was completed in 2021. Highlighting the completion of the Udhampur-Srinagar-Baramulla railway line in Jammu and Kashmir, the Prime Minister remarked that the project was approved in 1994 but remained stalled for decades. Finally, after three decades, it was completed in 2025, he added. Shri Narendra Modi highlighted the completion of the Haridaspur-Paradip railway line in Odisha. He remarked that the project was approved in 1996 but remained stalled for years which was finally completed in 2019 during the current administration’s tenure. Elaborating further, the Prime Minister highlighted the completion of the Bogibeel Bridge in Assam, approved in 1998 and completed by his Government in 2018. He remarked that he could provide hundreds of examples illustrating the detrimental culture of delays prevalent in the past. He emphasized the need for a change in culture to ensure the timely completion of such vital projects and said that the significant setbacks caused by this culture during the previous dispensation, depriving the nation of its rightful progress. Underscoring the importance of proper planning and timely execution of infrastructure projects, the Prime Minister said to address this, the PM Gati Shakti National Master Plan was introduced. He encouraged states to utilize the PM Gati Shakti platform, which includes 1,600 data layers, to streamline decision-making and accelerate project implementation. The platform has become a vital foundation for expediting infrastructure work in the country, he added.
Emphasising the necessity for today’s youth to understand the hardships their parents faced and the reasons behind the nation’s past condition, the Prime Minister remarked that without proactive decisions and actions over the past decade, the benefits of Digital India would have taken years to materialize. He highlighted that proactive decision-making and actions have enabled India to be timely and, in some cases, ahead of time. He further noted that 5G technology is now more widely available in India at one of the fastest rates globally.
Shri Modi drew attention to past experiences, highlighting that technologies such as computers, mobile phones, and ATMs reached many countries well before India, often taking decades to arrive. He remarked that even in the health sector, vaccines for diseases like smallpox and BCG were available globally while India lagged due to systemic inefficiencies. The Prime Minister attributed these delays to poor governance of the past, where critical knowledge and implementation were tightly controlled, resulting in a “license permit raj” that stifled progress. He emphasized to the youth the oppressive nature of this system, hindering the nation’s development.
Remarking on the early days of computer imports, highlighting that obtaining a license to import computers was a lengthy process that took years, the Prime Minister noted that this requirement significantly delayed the adoption of new technology in India.
Pointing to the bureaucratic challenges of the past, the Prime Minister said that even obtaining cement for house construction required permission and during weddings, even getting sugar for tea required a license. He emphasized that these challenges occurred in post-independence India and pointed that the youth of today can understand the implications, questioning who was responsible for the bribes and where the money went.
Highlighting the bureaucratic hurdles of the past, noting that purchasing a scooter required booking and payment, followed by a wait of 8-10 years, the Prime Minister remarked that even selling a scooter needed government permission. He emphasized the inefficiency in obtaining essential items, such as gas cylinders, which were distributed through coupons to MPs, and the long queues for gas connections. He noted the lengthy process for obtaining a telephone connection, stressing that today’s youth should be aware of these challenges. He remarked that those delivering grand speeches today should reflect on their past governance and its impact on the nation.
“The restrictive policies and license raj that pushed India into one of the slowest economic growth rates globally”, said Shri Modi. He remarked that this weak growth rate came to be known as the “Hindu rate of growth,” which was an insult to a large community. He emphasized that the failure was due to the incompetence, lack of understanding, and corruption of those in power, which led to the mislabeling of an entire society as responsible for the slow growth.
Criticizing the economic mismanagement and flawed policies of the past, which led to blaming and tarnishing an entire society, the Prime Minister remarked that historically, India’s culture and policies did not include restrictive license raj while Indians believed in openness and were among the first to engage in free trade globally. Shri Modi highlighted that Indian merchants traveled to distant lands for trade without any restrictions, which was part of India’s natural culture. He noted that the current global recognition of India’s economic potential and rapid growth brings pride to every Indian. “India is now seen as one of the fastest-growing countries, and the nation’s economy is expanding significantly”, he emphasised.
Underlining that the nation is now breathing easy and soaring high after breaking free from the clutches of restrictive license raj and flawed policies, the Prime Minister remarked on the promotion of the “Make in India” initiative, aimed at boosting manufacturing in the country. He mentioned the introduction of the Production Linked Incentive (PLI) scheme and reforms related to Foreign Direct Investment (FDI). He emphasized that India has become the world’s second-largest mobile phone producer, transitioning from being predominantly an importer to an exporter of mobile phones.
Emphasising India’s achievements in defense manufacturing, noting that defense product exports have increased tenfold over the past decade, the Prime Minister also highlighted the tenfold increase in solar module manufacturing. He stated “India is now the world’s second-largest steel producer” while machinery and electronic exports have seen rapid growth over the past decade. He also noted that toy exports have more than tripled, and agrochemical exports have increased significantly. “During the COVID-19 pandemic, India supplied vaccines and medicines to over 150 countries under the “Made in India” initiative”, said Shri Modi. He highlighted the rapid growth in exports of AYUSH and herbal products as well.
Remarking on the lack of efforts by the previous Government to promote Khadi, stating that even the movement started during the freedom struggle was not advanced, the Prime Minister highlighted that the turnover of Khadi and Village Industries has surpassed ₹1.5 lakh Crore for the first time. He noted that production has quadrupled in the last decade, significantly benefiting the MSME sector and creating numerous employment opportunities across the country.
Underscoring that all elected representatives are servants of the people, Shri Modi remarked that the mission of the country and society is paramount for public representatives, and it is their duty to work with a spirit of service.
Stressing on the collective responsibility of all Indians to embrace the vision of a developed India, the Prime Minister remarked that this is not just the resolve of a government or an individual but the commitment of 140 crore citizens. He warned that those who remain indifferent to this mission will be left behind by the nation. He highlighted the unwavering determination of India’s middle class and youth to propel the country forward.
Underlining the importance of everyone’s role in the nation’s progress as it reaches new heights of development, Shri Modi remarked that opposition in Government is natural and essential in a democracy, as is opposition to policies. However, he warned that extreme negativism and attempts to diminish others instead of enhancing one’s own contributions could hinder the development of India. He stressed the need to free ourselves from such negativity and engage in continuous self-reflection and introspection. He expressed confidence that the discussions in the House would yield valuable insights that will be taken forward. He concluded by acknowledging the continuous inspiration derived from the President’s address and expressed heartfelt gratitude to the President and all honorable Members of Parliament.

Cricket legend Shri Sachin Tendulkar, along with his family members, called on the President of India, Smt Droupadi Murmu at Rashtrapati Bhavan today (February 6, 2025). The President and Shri Tendulkar also took a round of Amrit Udyan.
Later, in an interactive session under the Rashtrapati Bhavan’s initiative ‘Rashtrapati Bhavan Vimarsh Shrinkhala’, Shri Tendulkar shared principles of motivation through anecdotes from his own journey as a cricketer. In the session attended by aspiring sportspersons and students of various schools and colleges, he highlighted the importance of teamwork, taking care of others, celebrating the success of others, hard work, developing mental and physical toughness and so many other life-building aspects. He said that the future sports-stars will come from the remotest areas and from among tribal communities and areas that are not so privileged.

(Washington, DC) – U.S. Senator Jeanne Shaheen (D-NH) spoke with representatives from local Chambers of Commerce across New Hampshire about the harmful impact of the potential Trump tariffs on Mexico and Canada, New Hampshire’s largest trading partner. As of earlier this week, these tariffs have been delayed 30 days, but if they go into effect, prices on everything from gas to cars to groceries could skyrocket, hurting Granite Staters and Granite State businesses. Representatives from the New Hampshire Business and Industry Association, Exeter Area Chamber of Commerce, Hampton Area Chamber of Commerce, Upper Valley Business Alliance, Greater Concord Chamber of Commerce, Greater Monadnock Collaborative, Greater Dover Chamber of Commerce, Mt. Washington Valley Chamber and the Greater Portsmouth Chamber Collaborative joined the virtual conversation.
“I’ve spoken with business leaders from around the Granite State, and they’ve told me that what they need to grow and create good-paying jobs that boost our economy is stability and certainty about the economic policies they are facing,” said Shaheen. “To be clear, I’m glad that President Trump has delayed these tariffs, but a delay is not enough. We need to focus on lowering costs for working Americans, not starting a needless and dangerous trade war that would increase prices on critical items and create more uncertainty.”
Shaheen immediately condemned the proposed Trump tariffs after they were announced. On Tuesday night, Shaheen took to the Senate floor to detail the harmful impacts that the delayed Trump tariffs would have on Granite Staters. Last week, Shaheen led the New Hampshire Congressional Delegation in sending a letter to the White House urging him not to impose tariffs on Canada, Mexico and China which are expected to cost the average American $1,200 per year.
Earlier this year, Shaheen introduced new legislation with U.S. Senators Ron Wyden (D-OR) and Tim Kaine (D-VA) to shield American businesses and consumers from rising prices imposed by tariffs on imported goods into the United States. The Senators’ legislation would keep costs down for imported goods by limiting the authority of the International Emergency Economic Powers Act (IEEPA)—which allows a President to immediately place unlimited tariffs after declaring a national emergency—while preserving IEEPA’s use for sanctions and other tools.
After the November election, a multitude of business leaders verified that, if the President placed sweeping tariffs as promised, they’d be forced to raise prices on consumers. The CEO of Best Buy said, “the vast majority of that tariff will probably be passed on to the consumer as a price increase.” The CFO of Walmart said, “there will probably be cases where prices will go up for consumers.” The CEO of Columbia Sportswear said, “we’re set to raise prices” and “it’s going to be very, very difficult to keep products affordable.” The CEO of AutoZone said, “if we get tariffs, we will pass those tariff costs back to the consumer.” The President of a Texas-based Lipow Oil Associates said, “The prices at the pump are going to go up.”
