    VIEWPOINT: ARU expert explains how to reduce flood risks – and build a better society

    A month’s worth of rain has poured down in just a few hours in parts of central and southern England. More than 300 flood-related emergency calls were made, major roads were submerged, trains were delayed, and an enormous sinkhole opened up on a football pitch in south London.

    This follows similar torrential rain across central and eastern Europe two weeks ago, which led to flash floods and widespread damage and deaths. As climate change alters rain patterns and makes extreme downpours more common, and more extreme, such flooding is increasingly the new normal.

    Intense rain doesn’t lead to serious floods every time, of course. Sometimes we get lucky: a well-timed low tide might help, or a rainstorm could be surprisingly localised in a place where water can easily flow into the sea, a river or a pond. And some of the actions taken by humans to minimise the risk of catastrophic floods can actually make life more pleasant anyway, even when it isn’t raining. For this reason, we should see rains like this not just as a challenge, but as an opportunity.

    Minimising the risk of disaster

    There are various things we can do to minimise flood risks before and after torrential rains and prevent smaller floods from escalating into disasters.

    We can build bigger and better drainage and stormwater infrastructure, for instance, and make sure drains are unblocked and flood walls are properly maintained. This is an example of so-called “hard” flood defences.

    Features like ponds and wetlands, larger parks, or trees on hillsides, help slow down or store rainwater and can ensure the flow is spread out over days or even weeks. Water flows much faster over bare ground, and especially over concrete roads and buildings, where urban drainage systems can soon be overwhelmed – causing floods. These features are known variously as “nature-based solutions” or “sustainable drainage systems” or “blue-green infrastructure”.

    We can also use smart technologies for flood warning systems and we can ensure people are aware and prepared. We can ensure people don’t live in flood-prone areas in the first place, through climate-resilient planning, and that those who do live there are insured and have flood-proofed their homes as best they can.

    More sustainable flood management

    In the UK, several exemplary projects address flood management. The most iconic is the Thames Barrier in London, which protects the city from storm surges and high tides coming from the North Sea. Another is the the Leeds Flood Alleviation Scheme, which protects over 3,000 properties and 500 businesses in the UK’s fourth-largest urban area. It involves a combination of hard defences – weirs, flood walls – and natural solutions like planting trees and constructing water storage areas.

    The National Storm Overflows Plan for England report is being reviewed by the UK government for approval by December 2024. One of its recommendations is to make sustainable drainage systems mandatory.

    A government scheme (Flood Re) also ensures homeowners in flood-risk areas can protect their homes and obtain affordable insurance. And various rivers have been allowed to “wiggle” once again, by flooding over nearby fields. This has proven effective at reducing peak flows during storms, which is especially beneficial downstream where people live and where rivers are often encased in human-made banks.

    These initiatives are part of a broader trend toward more sustainable flood management practices. Key projects such as the “slowing the flow” project in Pickering, Yorkshire or projects along the River Derwent in Cumbria focus on reconnecting rivers with their floodplains.

    Worldwide lessons

    The Netherlands is one of the world leaders in flood management. The Delta Works, a massive system of dams, sluices, locks, dikes and storm-surge barriers, protects the country, much of which is below sea level, from flooding due to rainfall and rising sea levels.

    The Room for the River programme, started in 2007, manages higher water levels in rivers by lowering flood plains, creating water buffers, relocating levees, increasing the depth of side channels, and constructing flood bypasses. Urban adaptations, such as those in Rotterdam, are also crucial for managing flash flooding.

    Japan, particularly in flood-prone areas like Tokyo, has built massive underground flood tunnels to divert rainwater during storms. This system helps protect the city from excessive rainfall and typhoons. In many European countries, sustainable drainage systems are now integrated into urban planning. This helps absorb excess rainwater during storms, while offering ecological and social benefits too (grass and ponds are ultimately a lot nicer than bare concrete).

    It’s crucial to be aware of the problem of intense rain and view it as a chance to improve society. Prolonged droughts highlight the need to focus on storing and using excess water during high-demand times, which can be done by creating wetlands, storing floodwaters or by enabling the soil to store and retain more moisture.

    Engineers can’t do all this by themselves. Neither can tree-planters or wetland creators. We need a hybrid approach combining engineering solutions with nature and community efforts.

    Mr President of the Security Council,
    Excellencies,
    Ladies and gentlemen

    Mr President, I am pleased that you are giving us the opportunity to debate the topic of ‘leadership for peace’. This discussion makes us realise how important it is to fulfil our responsibilities, especially as members of the Security Council.

    Upon its election to the Council, Switzerland made a commitment to creating added value for peace, to be ‘A plus for peace’.

    Now that we have embarked on the last hundred days of our mandate, it is a good time to consider where the Security Council stands and how it can best fulfil its responsibilities. I would like to emphasise two points in particular:

    Firstly, leadership means setting standards, upholding them and holding those who violate the law accountable.

    Today, international law, including international humanitarian law, is very often and gravely violated; be it in Ukraine, the Middle East, Sudan or Myanmar.

    The international community cannot stand idly by and watch the breaches of law in these different contexts as well as the discord in the world. We condemn the disastrous consequences of the hostilities on the civilian population, including many children.

    The Security Council must speak with one voice to ensure compliance with international law and the protection of the civilian population.

    In the light of current events, I would like to underline that my country is deeply concerned about Israel’s air strikes in Lebanon and the rockets fired by Hezbollah into Israel.

    I reiterate our call for a cessation of hostilities and a return to diplomacy to resolve the conflict, as well as full respect for Resolution 1701 and international humanitarian law.

    The civilian population must be protected!

    As a member of the Security Council, Switzerland is firmly committed to international peace and security.

    The extension of the peace mission in Bosnia and Herzegovina, supported by Switzerland in 2023, and the call by the ten elected members of the Council for a ceasefire in Gaza are two examples of this.

    With the resolution introduced by Switzerland on the protection of humanitarian and UN personnel, and the commemoration of the 75th anniversary of the Geneva Conventions, we are reaffirming our commitment to the protection of vulnerable civilian populations.

    We hosted talks on Sudan. We also advocate for fair procedures in the UN sanctions regimes. We are committed to the implementation of humanitarian exemptions and to ensuring that humanitarian actors can continue their life-saving activities.

    Switzerland never tires of repeating its appeal for compliance with international law, regardless of the context. We are grateful that many here on the Council share this responsibility.

    Now to my second point, which is our responsibility to anticipate challenges, prevent dangers and recognise opportunities.

    The effects of climate change are further exacerbating and fueling existing crises and conflicts. Switzerland is working both within and outside the Security Council to ensuring that the international community addresses this challenge together.

    In view of the many challenges, it seems likely that peace missions will be more agile in the future. We also consider it a matter of urgency that peace work becomes more inclusive. Women make an important contribution to building and sustaining peace. We must recognise and strengthen this.

    This includes addressing the gender-specific impacts of conflicts and crises in a targeted manner. It will be an honour for me to chair a Council debate on the role of women in peace processes in a month’s time.

    Prevention is particularly important. In the recently adopted Pact for the Future, states have committed themselves to doing more to prevent conflicts instead of merely alleviating their consequences. The New Agenda for Peace is essentially geared towards conflict prevention. Prevention includes development and security aspects, but above all respect for human rights. Without the protection and promotion of universal human rights, there can be no lasting peace.

    Finally, I want to emphasize that we can only lead together. This principle applies to the multilateral system in general and to the Council in particular: no one can succeed alone. Partnerships, courage and trust between states are needed.

    Equally important is the dialogue with civil society, business and science. International Geneva has long been a place where humanitarian tradition and scientific innovation are united in the ‘esprit de Genève’. Switzerland is proud to promote this spirit through the organisations in Geneva.

    Regional partnerships are also valuable, as demonstrated by the African Union in the area of peacebuilding. I am pleased, therefore, that next month, under Switzerland’s chairmanship, we will be welcoming the Peace and Security Council of the African Union to New York.

    PENNSYLVANIA — Stadiums and venues provide a central and accessible location to help communities respond to extreme weather crises, providing safe storage and shelter in times of need. With these events becoming more frequent, severe, and expensive, FEMA Administrator Deanne Criswell and NFL Chief Security Officer Cathy Lanier today announced that Acrisure Stadium in Pittsburgh, Pennsylvania, home of the Pittsburgh Steelers and University of Pittsburgh Panthers football, and a venue for touring concerts and events, will be among the first NFL venues to be designated as a Mission Ready Venue that can be used during response and recovery missions. Through Mission Ready Venues, a public-private partnership, Acrisure Stadium will increase its capabilities to better sustain public safety and be a source of support for the southwestern Pennsylvania community. The designation identifies the ways Acrisure Stadium could be used for response and recovery activities during declared emergencies or disasters.

    “We’re honored that Acrisure Stadium is among the first four NFL stadiums selected for Mission Ready Venue designation,” said James V. Sacco, Vice President of Stadium Operations & Management for Acrisure Stadium. Working collaboratively with the facility owner – the Sports and Exhibition Authority – this designation positions the stadium to partner seamlessly with local, state and federal government officials to serve the Pittsburgh community in a time of crisis or disaster.

    According to the NYU School of Professional Studies and the U.S. Conference of Mayors, stadiums and arenas can improve the public health and well-being of their communities —including pandemic response during COVID-19. 

    “Identifying facilities in the community that can be used to support emergency management functions before a disaster or emergency occurs is critically important to ensuring an effective response and recovery,” said Pennsylvania Emergency Management Agency (PEMA) Director Randy Padfield. “The private sector has always been a committed partner and their willingness to participate in programs like this strengthens planning efforts at the local, state and federal level.”

    Given the size, capabilities, and locations of large sports venues, these existing community assets can serve the public in a variety of ways including emergency shelters, staging areas, commodity distribution sites, evacuation pick up points, disaster recovery centers, mass vaccination and testing, temporary hospitals and more. FEMA and the NFL recognized this unique opportunity for collaboration and are enlisting the support of venue owners, operators, and the tenants of these facilities to work with government officials in the planning and preparation for emergency or disaster response and recovery efforts. To receive an official Mission Ready Venue designation, venues must undergo a comprehensive assessment to determine what capabilities the venue may be able to support in emergency and disaster response and recovery efforts. The designation highlights the following attributes of selected venues: 

    • Provide Safety and Security: Stadiums are usually centrally located, close to major roadways and transportation hubs, and critical services like hospitals. If used to respond to a disaster, the designation will save valuable time and resources and will further enhance coordination between the public and private sectors during disaster response and recovery. 
    • Provide Accessibility: Stadiums are also compliant with Americans with Disabilities Act and can support persons with disabilities and others with access or functional needs. Additionally, 73% of NFL venues are accessible by mass transportation. This provides an avenue to promote equitable service to underserved populations to access potentially critical lifesaving/life sustaining services after an event. 
    • Strengthen Community Resilience: Stadiums and arenas are a focal point of communities and help strengthen social networks by enhancing connections between residents with home team pride. These Mission Ready Venues can boost morale amidst disaster. By providing a more robust and resilient environment, these venues can enhance social networks amongst survivors while providing ample opportunities to establish connections with the venue’s main tenants.
    • Ensure Unity of Effort: Coordination of stadium resources and services can support survivors and responders and help stabilize an incident quickly. Since stadiums are fixed locations, resources and services can be deployed quickly. This promotes the community’s physical and economic recovery.

    Mission Ready Venue designations are for five-year increments with a yearly check-in to ensure continued readiness of the venue. Redesignation will be necessary every five years and designation does not supersede any agreements with state, local or private sector entities.

    WASHINGTON, D.C. – Today, Congressman Robert Garcia (CA-42) led a letter with 11 colleagues to ask Department of Transportation Secretary Pete Buttigieg and Director of Office Management and Budget Shalanda Young to include funding for the Los Angeles County Metropolitan Transportation Authority’s (Metro) Southeast Gateway Line Project in the Fiscal Year 2026 President’s Budget Request. The Southeast Gateway Line will provide historically underserved communities across Southeast Los Angeles and the Gateway Cities with long-overdue access to high-quality public transit.     “We need to ensure that underserved communities throughout Southeast Los Angeles and the Gateway Cities have access to the high-quality public transit they deserve,” said Congressman Robert Garcia. “Metro’s Board has made the Southeast Gateway Line Project its top priority and has lined up the necessary local funding to support it. Now, we need a federal funding commitment to keep this project moving forward. Our communities, which have often been overlooked, are counting on us to provide safe and reliable transportation for years to come.”

    Metro’s Board of Directors has chosen the Southeast Gateway Line Project as their top priority and is using local funding from voter-approved sales taxes to support it. Thanks to teamwork with the FTA, the project is advancing in the Project Development phase. In April, the Metro Board approved a 14.5-mile light rail line from the Slauson A Line Station to Artesia and finalized the Environmental Impact Report. The FTA completed its review in August 2024.

    The Southeast Gateway Line Project aims to improve transit access for disadvantaged communities in Southeast Los Angeles County and the Gateway Cities. The letter requests $100 million in the Fiscal Year 2026 budget to help with ongoing design, engineering, and other necessary work. Metro has also submitted required information to the FTA and expects a positive rating to move the project forward into the Engineering Phase.

    The following are co-signers of the letter: Senator Alex Padilla, Senator Laphonza Butler, Congresswoman Nanette Barragán, Congresswoman Julia Brownley, Congresswoman Judy Chu, Congressman Jimmy Gomez, Congresswoman Sydney Kamlager-Dove, Congresswoman Grace Napolitano, Congresswoman Linda Sánchez, Congressman Adam Schiff, Congresswoman Maxine Waters.

    Congressman Garcia has always fought to improve transportation infrastructure. In August, Congressman Garcia led a bipartisan letter to secure funding for Los Angeles and Long Beach to ensure a safe, clean, and effective transit system for the 2028 Olympics. In May, Congressman Garcia and Senator Elizabeth Warren introduced the BUILD GREEN Infrastructure and Jobs Act, which aims to provide $500 billion over ten years to update and electrify public transportation and rail systems across the country. In March, Congressman Garcia led 128 Representatives in a letter supporting full funding for transit Capital Investment Grants. Last year, he introduced the People Over Parking Act to eliminate minimum parking space requirements near transit hubs, encouraging more housing and walkable urban areas. As Mayor of Long Beach, his Measure A initiative started the largest infrastructure repair program in a generation, creating good jobs for union workers.

    Prime Minister Narendra Modi has given the idea of making India a self-reliant  and developed country. Lok Sabha MP Anurag Singh Thakur has asserted that this concept will pull out our country out of the slavery mindset.

    He was speaking as the Chief guest at a program organized under the ‘Viksit Bharat Ambassador – Yuva Connect’ initiative at MIT World Peace University College, Kothrud, Pune. Under the ‘Viksit Bharat Ambassador – Yuva Connect’ initiative, interactive session are being organized to guide the  youth about their participation and responsibility towards achieving the goal of a developed India in various colleges of Maharashtra.

    Myers MIT Institute Trustee Rahul Karad, MIT World Peace University Vice-Chancellor Dr. R. M. Chitnis, National Skating Champion Jinesh Nanal, Viksit Bharat Youth Ambassador Kritika Bhandari and other dignitaries were present on the occasion.

      

    Trees were planted in the premises of the institute under the Ek Ped Maa Ke Naam initiative of the Central Government at the beginning of the program. Later, Anurag Singh Thakur paid  floral tributes to the statue of Sant Dnyaneshwar in the institute.

      

    Vice-Chancellor Dr. R. M. Chitnis welcomed the dignitories in his introductory speech. Kritika Bhandari then briefed all the students about the My Bharat portal run by the Union Ministry of Youth Affairs and Sports and urged them to register themselves on the portal. National Skating champion Jinesh Nanal shared experience of his sports journey while interacting with the students.

    Prime Minister Shri Narendra Modi will visit Pune, Maharashtra on 26th September. At around 6 PM, from District Court Metro Station, he will flag off the Metro train scheduled to run from District court to Swargate, Pune. Thereafter at around 6:30 PM, he will inaugurate, lay the foundation stone and dedicate to the nation various projects worth over Rs. 22,600 crore.

    The inauguration of Pune Metro section of District Court to Swargate will mark the completion of Pune Metro Rail Project (Phase-1). The cost of the underground section between District Court to Swargate is around Rs 1,810 crore.

    Further, Prime Minister will also lay the foundation stone for Swargate-Katraj Extension of Pune Metro Phase-1 to be developed at the cost of around Rs 2,950 crore. This southern extension of around 5.46 km is completely underground with three stations namely Market Yard, Padmavati and Katraj.

    Prime Minister will lay the foundation stone for the Memorial for Krantijyoti Savitribai Phule’s First Girls’ School at Bhidewada.

    In line with his commitment to make India self-reliant in the field of Supercomputing technology, Prime Minister will dedicate to the nation three PARAM Rudra Supercomputers worth around Rs. 130 crore, developed indigenously under the National Supercomputing Mission (NSM). These supercomputers have been deployed in Pune, Delhi and Kolkata to facilitate pioneering scientific research. Giant Metre Radio Telescope (GMRT) in Pune will leverage the supercomputer to explore Fast Radio Bursts (FRBs) and other astronomical phenomena. Inter University Accelerator Centre (IUAC) in Delhi will enhance research in fields like material science and atomic physics. S.N. Bose Centre in Kolkata will drive advanced research in areas such as physics, cosmology, and earth sciences.

    Prime Minister will also inaugurate a High-Performance Computing (HPC) system tailored for weather and climate research. This project represents an investment of Rs. 850 crore, marking a significant leap in India’s computational capabilities for meteorological applications.  Located at two key sites, the Indian Institute of Tropical Meteorology (IITM) in Pune and the National Center for Medium Range Weather Forecast (NCMRWF) in Noida, this HPC system has extraordinary computing power. The new HPC systems are named ‘Arka’ and ‘Arunika,’ reflecting their connection to the Sun. These high-resolution models will significantly enhance the accuracy and lead time of predictions related to tropical cyclones, heavy precipitation, thunderstorms, hailstorms, heat waves, droughts, and other critical weather phenomena.

    Prime Minister will launch and dedicate to the nation various initiatives of petroleum and natural gas sector worth Rs. 10,400 crore. These initiatives will focus on energy, infrastructure, safety and convenience of truck and cab drivers, cleaner mobility and a sustainable future.

    To enable ease of driving, Prime Minister will launch the Way Side Amenities for truck drivers at Chhatrapati Sambhajinagar, Maharashtra; Fatehgarh Sahib, Punjab; Songadh, Gujarat; Belagavi and Bangalore Rural, Karnataka. With the objective of developing modern facilities for the comfortable journey break at one place designed to cater to the needs of truckers and cab drivers during their long journeys, way side amenities such as affordable boarding and lodging facilities, clean toilets, safe parking space, cooking area, WiFi, Gym, etc. are being developed at a cost of around Rs. 2,170 crore at 1,000 retail outlets.

    To develop multiple energy choices like petrol, diesel, CNG, EV, CBG, Ethanol blended petrol (EBP), etc. at one retail outlet, Prime Minister will launch Energy Stations. Nearly 4,000 energy stations would be developed over Golden Quadrilateral, East-West and North-South Corridors and other major highways over next  5 years at a cost of around Rs. 6000 crore. Energy stations will help in providing seamless mobility through provision of alternate fuels under one roof to the energy seeking customers.

    To facilitate smooth transition to Green Energy, De-carbonization and Net Zero Emission and reducing the range anxiety of Electric Vehicle drivers, Prime Minister will dedicate to the nation 500 EV charging facilities. Further, 10,000 EV Charging stations (EVCS) are being targeted to be developed by FY 2025 at an estimated cost of Rs. 1,500 crore.

    Prime Minister will dedicate to the nation 20 Liquefied Natural Gas (LNG) stations across the country including 3 in Maharashtra. To promote the adoption of clean fuel such as LNG for long distance transportation, 50 LNG Fuel Stations will be developed in various states of the country by Oil and Gas companies at a cost of around Rs. 500 crore.

    Prime Minister will also dedicate to the nation 1500 E20 (20% ethanol blended) petrol retail outlets worth around Rs 225 crore.

    Prime Minister will inaugurate the Solapur Airport which would significantly improve connectivity, making Solapur more accessible to tourists, business travellers and investors. The existing terminal Building of Solapur has been revamped to serve around 4.1 lakh passengers annually.

    Prime Minister will dedicate to the nation Bidkin Industrial Area, a transformative project covering an expansive 7,855 acres under the National Industrial Corridor Development Program of Govt. of India, situated 20 kms south of Chhatrapati Sambhajinagar in Maharashtra. The project developed under Delhi Mumbai Industrial Corridor holds immense potential as a vibrant economic hub in the Marathwada region. Central Government has approved this project with an overall project cost of over Rs. 6,400 crore for development in 3 phases.

         The Security Bureau (SB) held an interdepartmental meeting today (September 25) to co-ordinate the management of the passenger and vehicular flows at various land boundary control points (BCPs) during the Mainland’s National Day Golden Week to properly prepare for the passenger traffic during the long holiday. The interdepartmental meeting was chaired by the Secretary for Security, Mr Tang Ping-keung. Joining him were representatives from the Culture, Sports and Tourism Bureau (CSTB), the Hong Kong Police Force (Police), the Immigration Department (ImmD), Hong Kong Customs and the Transport Department.           “The Hong Kong Special Administrative Region Government is closely monitoring the operation of the land BCPs during the Mainland’s National Day Golden Week. Relevant government departments will maintain close liaison and co-ordinate with one another to properly manage the passenger and vehicular flows, providing an orderly and smooth clearance experience for members of the public and visitors to Hong Kong. The SB will activate the Emergency Monitoring and Support Centre in a timely manner to closely monitor and co-ordinate the public order situation at various BCPs and facilitate interdepartmental follow-up actions where necessary to respond promptly to various kinds of emergencies,” Mr Tang said.           To ensure smooth and orderly operation of the land BCPs during the Mainland’s National Day Golden Week, relevant government departments will strengthen manpower as well as co-ordination of transport and cross-boundary services at various BCPs, including strengthening crowd management and increasing transport frequency. To cope with the anticipated heavy traffic during the festive period, relevant departments of BCPs have minimised leave for frontline officers for the flexible deployment and operation of extra clearance counters and kiosks for easing passenger and vehicular flows. Additional security guards will also be deployed at individual BCPs to provide crowd management support.           In addition, the Inter-departmental Joint Command Centre set up by Customs, the Police, the ImmD and other departments will be activated during the Mainland’s National Day Golden Week to monitor the real-time situation at various control points. The relevant departments will also maintain close liaison with the CSTB and Mainland counterparts, take timely contingency actions to flexibly deploy manpower at the BCPs and open more e-Channels and counters to facilitate passenger movement and vehicular flow, where necessary, to ensure smooth operation of the land control points.           The Emergency Transport Co-ordination Centre of the Transport Department will also operate 24 hours a day to closely monitor the traffic conditions and public transport services of different districts, including various BCPs and major stations, disseminate the latest traffic information through various channels and implement response measures where appropriate. If necessary, the Police will make appropriate traffic arrangements according to the actual circumstances, including arranging public transport to use the designated dedicated lane on San Sham Road to travel to Lok Ma Chau/Huanggang Port.           Members of the public and visitors can check the estimated waiting time at each land BCP via the Immigration mobile application to plan and arrange their itineraries. The ImmD will also upload the daily arrival figures for each control point to its website (www.immd.gov.hk).           Relevant government departments will continue to maintain close communication and co-ordination regarding passenger flow at the land BCPs during the Mainland’s National Day Golden Week, with a view to providing high-quality passenger clearance services for members of the public and visitors to Hong Kong.

    In a significant move to engage India’s youth and bolster healthcare services, the Department of Youth Affairs, Ministry of Youth Affairs and Sports has launched the “Seva Se Seekhen” program under the MY Bharat initiative. Launched on September 17, 2024, this nationwide volunteering initiative aims to provide hands-on learning experiences for young people while offering crucial assistance to patients in hospitals.

    Talking about the program, Union Minister of Youth Affairs & Sports and Labour & Employment, Dr. Mansukh Mandaviya, commented, “This program exemplifies our commitment to nurturing a culture of seva while addressing the needs of patients across India. Through this program, our young MY Bharat volunteers are gaining invaluable experience while contributing to the well-being of our nation.”

    As part of the program, MY Bharat volunteers are being deployed across 700 locations, including both government hospitals and those empanelled under the Pradhan Mantri Jan Arogya Yojana (PM-JAY). With each hospital hosting 10-20 volunteers, the initiative targets not only to improve patient services but also to raise awareness of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). Volunteers assist with a variety of tasks, from helping patients access basic healthcare services to managing outpatient department (OPD) counters, operating information desks, and supporting PM-JAY documentation.

    The “Seva Se Seekhen” program has seen swift progress since its launch, with 861 hospitals already onboarded on the MY Bharat portal. These facilities have generated 304 Experiential Learning Programmes and 2,649 volunteering opportunities.

    Currently, 1732 volunteers are active across 319 hospitals in 24 states and union territories. Leading the charge, Gujarat has deployed 273 volunteers across 33 hospitals, followed closely by Rajasthan, Haryana, Tamil Nadu, and Uttar Pradesh, with a strong presence of volunteers supporting critical healthcare services.

    By engaging youth in such meaningful work, the “Seva Se Seekhen” program is expected to promote a culture of service and responsibility. It also seeks to boost the utilization of PM-JAY services, thereby enhancing healthcare accessibility for underprivileged communities. The success of this initiative will have long-lasting impacts, fostering a new generation of socially responsible leaders and reinforcing the importance of public service.

    As MY Bharat continues to expand its reach and the “Seva Se Seekhen” program grows, the initiative promises to bring a transformative shift in both healthcare support and youth empowerment across India.

  • MIL-OSI Submissions: Economy – KOF Economic Forecast, autumn 2024: Lack of recovery in Europe clouds prospects for the Swiss economy

    The economic recovery in Switzerland and internationally is sluggish. The KOF expects real sports-adjusted gross domestic product (GDP) to increase by 1.1% in 2024. Weak investment is holding back growth, while the pharmaceutical industry is providing a boost. Sports-adjusted GDP will increase by 1.6% in 2025 and 1.7% in 2026. The main reason for the gloomy outlook is the economic weakness in Europe – for instance in Germany, Switzerland’s most important trading partner.

    Export industry suffers from lack of demand from abroad – domestic consumption provides support

    The economic recovery in Switzerland is progressing more slowly than expected. The lack of stimulus from abroad in particular prevent the Swiss economy to fully utilise its production potential in the forecast period. The euro area is struggling to gain momentum. Above all, there are no signs of a significant economic recovery in Germany. In addition, momentum in the USA will slow in the near future. As a result, the Swiss export industry is suffering, particularly the tech industry, while the pharmaceutical industry is one of the few positive exceptions. Swiss exports in total (goods and services) will virtually stagnate until spring and only pick up speed after the first quarter of 2025.

    The weakness in equipment investment remains pronounced. It is only towards the end of the year that they will develop a little more momentum. Bright spots in Switzerland are the solid development of the labour market and the easing of inflation. Private consumption continues to support the economic development and public consumer spending is also making a positive growth contribution this year. Public consumer spending will remain stable over the remainder of the forecast period.

    GDP growth will be less dynamic in the years ahead

    According to the KOF forecast, real Swiss GDP will increase by an annual average of 1.1% this year if major sporting events such as the European Championships in Germany and the Olympic Games in Paris are excluded (1.5% including sporting events). Next year, GDP growth will be 1.6% after adjusting for sporting events (1.2% including sporting events). In its current forecast, the KOF extends the forecast period to 2026 and assumes that GDP will increase by 1.7% (excluding sporting events; 2.1% including sport events) in 2026, a similar rate to the previous year.

    Employment continues to grow – higher real wages allow scope for additional spending

    Employment growth will continue at a solid pace not only in the short term, but also over the next two years. The KOF expects employment to increase by 1% in 2025. This growth is slightly below the medium-term average rate. For 2026, job growth is expected to be almost as high at 1.1%. The unemployment rate will tend to rise slightly but steadily over the forecast period. However, with rates of 2.7% and 2.8% (according to SECO) and 4.6% and 4.7% (according to ILO) in 2025 and 2026, unemployment will not rise at an above-average rate.

    After two years of declines, real wages will rise again this and in the next two years, allowing scope for additional spending. These developments, the solid labour market and high population growth mean that private consumption will remain an important pillar of the Swiss economic development. Depending on how the 13th AHV is financed, it could also provide a small boost to private consumption towards the end of the forecast period.

    Inflation decreases below 1% – further interest rate cuts by the SNB expected

    Inflation will continue to weaken in the forecast period, so that inflation is likely to be 1.2% this year and 0.7% in each of the next two years. While prices for goods and energy have fallen, price increases for services are above average. In view of the disinflationary trend, the Swiss National Bank (SNB) will lower its key interest rates further. The KOF anticipates an interest rate cut of 25 basis points in September and a further cut of the same magnitude in December, bringing the key interest rate down to 0.75%.

    Significant forecast risks due to geopolitical conflicts – Swiss franc could appreciate

    In view of the geopolitical tensions in various regions of the world, the risks to the forecast are currently considerable. The war in Ukraine, but especially the conflict in the Middle East, could have a strong impact on both economic development and inflation if it escalates further. The supply and prices of energy commodities could react strongly. The exchange rate of the Swiss franc is likely to react to a further escalation with an appreciation.

  • MIL-OSI USA: Good Things Are in the Air in Oregon

    Two recent events in Oregon point to things looking up in the state. Last week I felt like I was walking on air when I took part in the tip-off of the WNBA awarding an expansion franchise to Portland. Last month, I was jazzed to see small, locally produced UAV businesses accelerate up in Pendleton. 
    Back in February 2023, a team of Oregonians passionate about women’s sports, gathered at my friend Jenny Nguyen’s “The Sports Bra” in Portland with WNBA Commissioner Cathy Engelbert. 
    At that roundtable with women athletes, women’s sports executives and coaches from all over the state, Oregon put on a world-class show of support for women’s sports.
    The question that night was not “whether” Portland would get a WNBA team, but “when.” We know now that our team will take the court in 2026 and I’m already hearing reports of Oregonians planning in Portland, huddling in Hermiston, meeting in McMinnville and brainstorming in Beaverton to discuss what the team’s name should be.    
    The fact that the WNBA chose Portland for its next team is a ‘nothing-but-net’ kind of endorsement and  is definitely one for the W column. Not only will the team generate positive economic impact for local  restaurants, hotels and shops, it will also create memorable experiences for families to build on their hoops dreams in Portland.   
    Chalking up another W for Oregon, last month I was delighted to see the good work of the UAS Accelerator in Pendleton and how it is helping small, local businesses take flight by producing and refining UAVs right here in Oregon.  
    It’s clear that UAVs can be literal lifesavers in emergencies like wildfires where the terrain can be treacherous and hard to reach. UAVs also help the environment by using precise spraying methods, which reduce the unintentional spread and needless overuse of herbicides and fertilizers, as well as conserving energy and water.  And potentially the application with the most impact is the security that comes with domestically-produced technology—the kind of technology we depend on in emergencies must be resistant to foreign interference.   
    That’s a W for crucial technology and another for generating meaningful jobs for Oregonians. 
    The potential to create good-paying jobs is always on my radar, and I was particularly struck with Phenix Solutions Inc. out of McMinnville. Its Ultra 2XL UAV model’s ability to haul heavy loads of water or equipment to aid with emergencies in difficult terrain has already earned it contracts with the U.S. Navy and U.S. Air Force, with potential for much more.
    Phenix Solutions is not only innovating with fire-fighting technology the West Coast so dearly needs in an escalating climate crisis, it’s also creating job opportunities for Oregonians, making it possible for them to buy homes and raise families outside of Portland. Phenix Solutions currently employs 20 people with an average salary of $123,000; it predicts that number of employees will increase by 50% in 2025.
    These high-flying successes for Oregon could not have been achieved alone, but rather could only be reached by Oregonians lifting each other up and engaging in the Oregon Way.
    Whether it’s working together to create meaningful experiences for Oregonians, creating domestic solutions to common challenges, or enhancing our local economy, when Oregonians work together we can reach stratospheric heights.

  • MIL-OSI Asia-Pac: Golden Week travel meeting held

    The Security Bureau today held an interdepartmental meeting to co-ordinate the management of passenger and vehicular flows at land boundary control points (BCPs) during the Mainland’s National Day Golden Week holiday.

    To ensure smooth and orderly operation of the land BCPs during the holiday period, relevant departments will strengthen manpower, as well as co-ordination of transport and cross-boundary services, at these points. This will include strengthening crowd management and increasing transport frequency.

    Relevant departments have minimised leave for frontline officers to enable the flexible deployment and operation of extra clearance counters and kiosks. Additional security guards will also be deployed at individual BCPs to provide crowd management support.

    The Inter-departmental Joint Command Centre set up by customs, Police, the Immigration Department and other departments will be activated during the National Day Golden Week to facilitate monitoring of the situation at control points.

    The relevant departments will also maintain close liaison with the Culture, Sports & Tourism Bureau, and Mainland counterparts. They will take timely contingency actions to flexibly deploy manpower at the BCPs and open more e-Channels and counters to ease passenger and vehicular flows where necessary.

    The Transport Department’s Emergency Transport Co-ordination Centre will operate round the clock to monitor traffic and public transport services in different districts, including at BCPs and major stations. It will disseminate the latest traffic information via various channels and implement response measures where appropriate.

    Police will make appropriate traffic arrangements according to the circumstances. If necessary, this will include arranging for public transport to use the dedicated lane on San Sham Road to reach Lok Ma Chau/Huanggang Port.

    The public and visitors can check the estimated waiting times at each land BCP via the Immigration Department’s mobile application in order to plan their itineraries. The daily arrival figures for each control point will be uploaded onto a designated web page.

    Secretary for Security Tang Ping-keung, who chaired the interdepartmental meeting, said relevant departments will maintain close liaison and co-ordinate with one another to properly manage passenger and vehicular flows, providing an orderly and smooth experience for the public and visitors to Hong Kong.

    The bureau will activate its Emergency Monitoring & Support Centre in a timely manner to closely monitor and co-ordinate the public order situation at various BCPs and facilitate follow-up actions where necessary, he added.

    Bern, 25.09.2024 – The DDPS and the municipalities around the Payerne Air Base have been in discussions for some time about the economic development of the airfield and the noise pollution that will be caused by the new F-35A fighter jet. An agreement was reached on the reference values for the further procedure during a meeting attended by the President of the Swiss Confederation Viola Amherd, the municipalities concerned, the Regional Community of Broye (COREB) and the Association for the Protection of the Interests of the Municipalities Bordering the Airfield (ASIC). The calculations of the exposure to noise pollution take into account 4,200 take-offs and landings, and no training flights with F-35As will take place on Monday morning and Friday afternoon. The DDPS is setting up two working groups: one with a view to creating a training centre for aeronautical maintenance professions and the other to identify possibilities for developing and establishing jobs in the region. By withdrawing their preventive opposition, the municipalities are allowing the construction of the F-35A training centre for pilots and ground staff, which should offer around forty additional jobs in Payerne.

    In February 2022, the DDPS informed the municipalities around the Payerne Air Base of the results of the noise measurements carried out during the evaluation of the new combat aircraft and presented them with the calculations in December 2023. It then launched a coordination process to prepare the adaptation of the military sector plan. In this context, the stakeholders are discussing, among other things, the noise calculations and the air base regulations. For the calculations, the stakeholders agreed on a basis of 4,200 take-offs and landings. This represents around half of the current air movements and corresponds to the forecasts for the actual flight service contained in the summary report on noise measurements of February 2022. Annual fluctuations in actual air movements are not to be taken into account. By reducing the number of air movements, the Air Force will concentrate the flight service of the combat aircraft over time. No regular training with F-35As will take place on Monday mornings and Friday afternoons. The noise pollution register and regulations will be drawn up on the basis of these values and harmonised with the municipalities. In this regard, the DDPS will continue to examine and implement noise pollution reduction measures where possible.

    For the region, it is important that the continued development of Payerne as the main air base of the Air Force generates economic benefits for the region. This is why several discussions have taken place with a view to the establishment of jobs and the economic development of the aerodrome.

    Exchange of the President of the Confederation with the municipalities and the COREB

    At the beginning of September, Viola Amherd, head of the DDPS and president of the Confederation, met with representatives of the municipalities, the Regional Community of Broye (COREB) and the Association for the Protection of the Interests of the Broye Municipalities Affected by the Payerne Military Airfield (ASIC). In this context, the DDPS and the region agreed on two principles.

    Payerne, as a major military airfield with increasing civilian use, is to host a training centre for aircraft maintenance professions. This intention is to be implemented by a working group led by the DDPS and the Regional Community of Broye (COREB). This group is to bring together the relevant departments of the Confederation, the cantons of Fribourg and Vaud, RUAG and swiss aeropole. It will be set up in the coming weeks and will specify the procedure to follow. A second working group is to identify possibilities for developing and establishing jobs on the Payerne site. This group will be led by the DDPS and will be set up by the end of 2024. It is to involve in particular armasuisse, the Air Force, the cantons of Fribourg and Vaud, COREB, swiss aeropole and EPFL.

    New training centre with 40 additional jobs

    In autumn 2023, the DDPS put the building permit application for an F-35A training centre with a flight simulator and training facility for ground personnel under investigation. The Regional Community of Broye (COREB), the Association for the Protection of the Interests of Broye Municipalities Affected by the Payerne Military Airfield (ASIC) and 14 municipalities had filed preventive oppositions.

    Following the agreement reached, the municipalities withdrew their objections or confirmed their intention to do so. They allow the start of preparatory work for the construction of the training centre, after the formal approval of the building permit application in October. The buildings should be operational from mid-2028.

    Around forty jobs will be created for the training centre, which will allow pilots to carry out their training flights on simulators and ground personnel from all Air Forces to carry out their basic training.

    Construction measures for the F-35A

    A large part of the real estate infrastructure of the Payerne, Meiringen and Emmen air bases can be reused for the deployment of the F-35A, as its dimensions are similar to those of the F/A-18. Adaptations are necessary in terms of training infrastructure, technical facilities and security arrangements. For the construction measures, Parliament approved a commitment credit of CHF 120 million as part of the 2022 Armed Forces Message.

    The concepts and planning for the adaptation of the infrastructure to the F-35A have been prepared and verified in detail over the past twelve months in collaboration with the U.S. government’s F-35 project office, the F-35 Lightning II Joint Program Office, and manufacturers Lockheed Martin and Pratt.

    The construction phase at the Payerne airbase will begin in October. For Meiringen and Emmen, the submission of building permit applications is planned for the end of 2024. Work will begin from 2025.

  • MIL-OSI Global: Local government controls your roads, schools and utilities − but that doesn’t mean the US president doesn’t touch your life in important ways

    “All politics is local” is a common refrain – and yet, it is also true that the president has some unique powers.

    I am an expert on state policymaking, and I’m teaching presidential politics at Auburn University during this election season. Researching and teaching about both state and national politics has made me keenly aware of the stakes of the different races up and down the ballot this fall.

    Power close to home

    State and local governments shape our daily experiences in practical ways. State governments determine whether residents have access to expanded Medicaid, reproductive care, parental and family leave, and they set the state property, sales and income taxes, which we are all required to pay.

    City councils, county boards and school boards determine the quality of the roads we travel, the selection of books in school libraries and the prices of utilities such as water and sewer service.

    Most Americans will have the opportunity to vote for a variety of state and local elected officials this November. Yet many voters find their attention drawn to a more captivating contest: the presidential election.

    And it is hard to deny that the president has an outsized influence on American public policy.

    Staffing the government

    So what does the president do?

    It’s a busy job, for sure – including tasks such as signing executive orders, making treaties, vetoing or signing congressional bills, acting as the military’s commander in chief, attempting to build public support for their agenda and fundraising for the party.

    But one other big responsibility is often overlooked – that of passing out thousands of positions in the executive and judicial branches.

    The president’s appointment power is an enumerated power, meaning that it is enshrined in the U.S. Constitution.

    As the size of the judiciary and federal bureaucracy has grown over the past century, this presidential power has ballooned to include 4,000 appointments that turn over at the start of every administration. That doesn’t even include the vacancies that arise during the president’s term – for example, when a federal judge retires or dies.

    Perhaps the most well-known presidential appointment power is the power to nominate Supreme Court justices. These nominations tend to be highly political and dramatic affairs. This is due to their irregular and often sudden timing and to the high stakes of lifetime appointments.

    Some presidents don’t get to exercise this supreme power as much as they would like. But they still get to fill many other judgeships across the district courts, appellate courts and other federal courts.

    The Founding Fathers were adamant that the executive appointment power was not unilateral, as evidenced in Federalist Paper 76 penned by Alexander Hamilton. For 1,200 of the most consequential positions, the president nominates individuals, who are then confirmed – or not – by the U.S. Senate.

    The Founding Fathers perceived this as important for preventing the tyranny of a sole actor, which they had just worked so hard to leave behind under English rule.

    Assembling a Cabinet

    Some of the most consequential of these appointments are members of the presidential Cabinet.

    Much like how a head football coach assembles a team of assistants to enact their vision, the president convenes a team of policy champions to lead the 15 executive departments in the federal bureaucracy.

    Each department is run by a “secretary,” nominated by the president and confirmed by the Senate. The president consults with Cabinet members at periodic meetings, but secretaries otherwise enjoy a great deal of autonomy. For this reason, the president tries to pick Cabinet members who share their policy perspective.

    Much of the agenda presidents claim credit for is, in fact, achieved by the Cabinet departments. For example, during the current Biden administration, the Department of Labor increased guaranteed overtime compensation, the Department of Health and Human Services recommended making marijuana a legal but regulated drug, and the Department of Education launched an initiative to tackle the post-COVID surge in chronic absenteeism.

    Cabinet members often fly under the radar of the media, and consequently voters, with a few exceptions. Secretary of Transportation Pete Buttigieg had his moment in the headlines earlier in 2024 when he announced a new federal rule that entitles airline passengers to prompt cash refunds when their flights are canceled or delayed. President Barack Obama’s Secretary of Education Arne Duncan was well known for his bus tours promoting the economic value of education. President George W. Bush’s Secretary of State Condoleezza Rice spearheaded the noteworthy 2008 U.S.-India nuclear agreement.

    Crisis manager in chief, ad hoc

    Presidents also have the power to touch voters’ lives in profound ways by serving as a unifying character during national crises, a role that differentiates the president from other elected officials.

    These crises, unforeseen at the time of the election, require the president to swiftly reassure a distressed nation. For example, after the 9/11 terrorist attacks, President George W. Bush delivered an address that acknowledged the grief of Americans while imparting a stern guarantee that the United States would not cower to terrorists. President Donald Trump provided direction for a national response to an unprecedented global pandemic. President Bill Clinton shared heartfelt remarks at the memorial service of those killed in the bombing of the Alfred P. Murrah federal building in Oklahoma City, Oklahoma. And Obama honored victims of a racially motivated shooting at a church in Charleston, South Carolina.

    Presidential candidates of course cannot campaign on their ability to handle unpredictable, emergent situations. Instead, they talk up personal traits that will equip them to carry the nation through the next four years – whatever that may bring.

    During the recent 2024 presidential debate between Democratic candidate Kamala Harris and Republican candidate Donald Trump, the candidates tried to demonstrate traits such as strength, humor and mental sharpness – all of which would prove invaluable during whatever the next four years throws our way.

    This November, voters will consider a diverse spread of candidates, from city mayor to president, each with important responsibilities.

    National, state and local governments work together to shape our perceptions, good or bad, about the role public policy plays in our lives – and I’d encourage voters to pay attention to candidates at both the top of the ballot and further down.

    Secretary for Culture, Sports & Tourism Kevin Yeung today attended a ceremony to see off the two giant pandas, An An and Ke Ke, in Dujiangyan, Sichuan.

    Speaking at the ceremony, Mr Yeung once again thanked the State Council’s Hong Kong & Macao Affairs Office, the National Forestry & Grassland Administration, the China Conservation & Research Centre for the Giant Panda, the Sichuan Provincial Government and the Dujiangyan Municipal Government for making arrangements over the past three months to facilitate the departure of An An and Ke Ke.

    He said: “In celebration of the 75th anniversary of the founding of the People’s Republic of China, the central government has once again gifted a pair of giant pandas to the Hong Kong Special Administrative Region, which means a whole lot to Hong Kong.

    “It not only demonstrates the central government’s care and support for the Hong Kong SAR but also recognises Hong Kong’s efforts in conserving, caring for and rearing giant pandas.”

    That same morning, Mr Yeung visited Tianfu Art Park, which features an art museum, a contemporary art museum and a library.

    The culture chief arrived in Chengdu, Sichuan, yesterday and visited the Jinsha Site Museum. Built on the original Jinsha ruins, the museum aims to conserve, study and display the ancient Shu civilisation and Jinsha culture.

  • MIL-OSI USA: Miller Speaks on the Need to Reform Temporary Assistance for Needy Families During Ways and Means Hearing

    Washington D.C. – Today, Congresswoman Carol Miller (R-WV) participated in a Ways and Means hearing that focused on the misuse of welfare funds and the need to reform Temporary Assistance for Needy Families (TANF) non-assistance funds to ensure the money goes to families in need, connects people to work, and improves accountability. 

    Congresswoman Miller began her remarks by highlighting how TANF fraud has been committed within different states including West Virginia. She asked former professional football player, Brett Favre, to share his concerns about the misuse of these funds spreading throughout the country. 

    “I was reviewing the Government Accountability Office’s (GAO) statement for the record highlighting the forthcoming report Chairman Smith and Chairman LaHood requested investigating TANF non-assistance spending. One thing that disturbed me was how widespread and repetitive TANF waste, fraud, and abuse is in the country and how weak our accounting systems are to catch and correct it. According to the GAO, 99 of the 155 audit findings have repeated for at least 1 year. West Virginia has had the same internal control deficiency finding reported for 15 years and nothing has been done to correct it. Mr. Favre, do you believe more scandals like the one you found yourself involved in is possible across the country if we don’t act now to reform and bring more transparency and accountability to the TANF program?” asked Congresswoman Miller. 

    “100% absolutely. If it can happen in my state, it can happen in any state. You just spoke on the statistics and it’s kind of frightening to be honest with you what is being wasted,” responded Brett Favre.

    Congresswoman Miller asked Sam Adolphsen, the Policy Director for the Foundation for Government Accountability, about what necessary steps the Federal Government should take to ensure that TANF non-assistance funds are going to the right places. 

    “TANF is our nation’s primary welfare program, but it’s my understanding that there are no federal guidelines about eligibility and that there are issues with how funding is allocated to states. Based on your testimony, we know that you believe TANF could be better utilized if that were the case. For example, West Virginia has historically had a higher poverty rate compared to the rest of the country. That would mean that my home state would need more funds to address the unique challenges and demographic of my rural community. What can we do at the federal level to make sure TANF money is actually getting to families in poverty and to states with the highest rates of poverty?” asked Congresswoman Miller. 

    “One of the things we could do to stop this from happening is to actually enforce some of the rules we do have. California has been out of compliance for 15 years with their work participation rate. [The Department of Health and Human Services] HHS has said that there’s $1 billion in fines, essentially that they should levy, but they’ve written that down to $60 million. We have these audits, that you mentioned, that the GAO is looking at. The first and easy step is just to act on those basic oversight measures that we can already take. I think just the question of the funding is exactly the right question. How do we make sure there’s money in these programs, right? There are unobligated funds, there are carryover funds, there is a large outlay of funding to the states. We need to make sure it gets targeted down to the folks who need it the most. We need to get into the rural areas of each state with the highest levels of poverty where they need some assistance to help get back on their feet. The way that can be done is by making sure states use most of that funding to meet the core objectives because those are going to target those in poverty directly,” responded Mr. Adolphsen.

    “Is there any criteria other than ‘poverty rates’ that you believe could be prioritized when determining which families receive TANF funds, so we ensure that the neediest families [are adequately supported]?” asked Congresswoman Miller. 

    “It should be. There should be some income thresholds associated with this support and not just the cash support in the states, but also these other job assistance programs, education attainment. Again, California spends $1 billion a year on tuition for a higher education, for college. That is not directly for the purpose of the program when that has no income threshold on it and you have families well above the poverty line, 6 figures getting those tuition grants they’re working in the system. That has to stop in order to make sure we can target the funds to those who are truly in need,” responded Mr. Adolphsen.

    Greenpeace Aotearoa is calling out Fonterra for ‘profiting from rainforest destruction’. The organisation says that the massive profits announced today by Fonterra come off the back of years of reliance on palm kernel expeller as a supplementary feed for Fonterra’s oversized dairy herd.
    Greenpeace spokesperson Sinéad Deighton-O’Flynn says “Fonterra’s massive profits today are nothing to be proud of when they come at the immeasurable cost of rainforests in Southeast Asia.
    “Fonterra has been relying on rainforest-destroying palm kernel to feed the bloated dairy herd, because there are simply too many cows, and not enough grass to feed them.”
    Palm kernel, or palm kernel expeller (PKE), is a product of the palm industry, and comes from the same plantations as palm oil. Globally, more than 300 football fields are cleared every hour in order to make space for palm industry expansion. Deforestation for the palm industry is the main cause of population decline of the Bornean orangutan, which has dropped by more than 50% in the last ten years.
    “Fonterra should be ashamed that despite the results reported today, they continue to contribute to the deforestation, worker exploitation and the destruction of rare wildlife habitats that come at the hands of the palm industry,” says Deighton-O’Flynn.
    New Zealand is the biggest importer of palm kernel globally, importing almost 2 million tonnes every year.     When Alaska Democrat Mary Peltola ran for the Congress seat in 2022, she danced around addressing whether trans-identifying men should be allowed in women’s sports. Fairness is important, she indicated, but she needed to learn more.

    “I need to better acquaint myself with this issue, which I believe is more complicated than some make it out to be,” Peltola told the Anchorage Daily News in August 2022. “My starting point is that sports should be fair for all students, and we must protect the rights of all students – especially those that are already subject to significant discrimination. I look forward to learning more, and focusing on the many other pressing challenges the U.S. Congress is facing.”

    Fast forward about a year to April 2023, when Peltola voted against the “Protection of Women and Girls in Sports Act of 2023” — legislation prohibiting school athletic programs from allowing boys who identify as girls to play in girls’ sports. The bill, which passed the House of Republicans, would have made it a violation of Title IX for federally-funded education programs to allow men in women’s athletic programs.

    When Republican South Carolina Rep. Nancy Mace put forward an amendment to that same legislation, which would have required a study on the effect that men participating in women’s sports has on women, Peltola voted against it.

    She also co-sponsored the far-left “Equality Act,” legislation that would amend the 1964 Civil Rights Act to prevent “discrimination on the basis of sex, gender identity, and sexual orientation,” meaning that individuals who identify as another gender could not be denied access to the locker room of their choice.

    The Equality Act would specifically require public women’s facilities, such as women’s bathrooms, locker rooms, and shelters, to admit men who identify as transgender women. Critics have pointed out that women who are trying to escape violent men and seek refuge in shelters would then be forced to share living spaces with men who identify as women.

    As “Must Read Alaska” reported at the time, the bill would apply to institutions like Anchorage’s “Downtown Hope Center,” a faith-based cold-weather shelter where women can seek refuge during the night.

    Peltola’s positions may put her out of step with her home state. The Alaska Board of Education voted in August 2023 to block boys who identify as girls from playing on girls’ athletic teams. And the Alaska House of Representatives passed a law in May 2024 banning boys from playing in girls’ sports. The bill then went to the State Senate, where it is expected to die, but the House Republicans who voted for the bill told Alaska Public Media that they were prioritizing the issue at the request of their constituents.

    “Alaskans are outraged by Rep. Mary Peltola’s misguided championing of the radical transgender agenda,” Cindy Glassmaker, an Alaskan mother of three daughters who play or played high school sports, told The Daily Wire.

    “Peltola’s stance is a slap in the face to every female athlete,” Glassmaker added. “We’re not buying this woke nonsense that cancels women’s sports and hands women’s hard-earned rights to biological men.”

    Peltola did not respond to requests for comment from The Daily Wire asking for clarity on her gender positions.

    Since 2022, Peltola has received about $6,000 from the Human Rights Campaign, which pushes transgender sex change hormones, surgery, and puberty blockers for children, and $5,500 from Planned Parenthood Action Fund, the action arm of Planned Parenthood, which boasts of being the “second largest provider” of transgender hormones like estrogen and testosterone.

    Her opponent, Nick Begich, told The Daily Wire that Peltola is endangering the rights of women in Alaska.

    “Mary Peltola’s reckless push to allow biological males to compete against girls isn’t just unfair— it’s a direct assault on women’s athletics,” Begich said. “Alaska can’t allow Peltola’s radical woke ideology to erase opportunities for our daughters, sisters, and mothers. It was our late Senator Ted Stevens who fought for Title IX and Mary Peltola should not be working to erase such an important part of his legacy.”

    Peltola finished first in the August primary, coming in at 50.38% with 48,418 votes. Begich followed her at 26.98% with 25,930 votes, and Nancy Dahlstrom came next with 20.01% and 19,234 votes.

    But NRCC polling released Monday found Begich “surging into the lead” against Peltola. Begich is now leading Peltola 44% to 40% on the first round ballot, with 10% undecided.

    That polling found that the more voters learn about Peltola, the less they like her.

    “Among those who have seen, read, or heard something recently about Peltola, a plurality of voters are left with a more unfavorable impression of Peltola.”

    A federal grand jury in Miami late this afternoon returned an indictment charging Ryan Wesley Routh, 58, of Hawaii, with attempting to kill former President Donald J. Trump at Trump International Golf Club in West Palm Beach, Florida, on Sept. 15.

    “Violence targeting public officials endangers everything our country stands for, and the Department of Justice will use every available tool to hold Ryan Routh accountable for the attempted assassination of former President Trump charged in the indictment,” said Attorney General Merrick B. Garland. “The Justice Department will not tolerate violence that strikes at the heart of our democracy, and we will find and hold accountable those who perpetrate it. This must stop.”

    “This alleged attempted assassination of the former President at his golf course was a direct attack on our democracy. Political violence has no place in this country — not then, not now, not ever,” said Deputy Attorney General Lisa Monaco. “The charges today reflect the Department’s continued resolve to deploy every available resource to ensure public officials remain safe and to hold accountable those who target public officials to the fullest extent of the law.”

    “Routh is charged with attempted assassination of a presidential candidate, which strikes at the very heart of our democratic system,” said FBI Director Christopher Wray. “The FBI is continuing our investigation into this alleged plot and will use the full weight and resources of the FBI to uncover and provide as much information as possible about what led to the events in West Palm Beach.     According to allegations in a complaint affidavit and a factual proffer filed with the court, former President Trump was golfing at Trump International on Sept. 15, and a Secret Service agent conducting a perimeter security sweep saw the partially obscured face of a man — later identified as Routh — in the brush along the fence line near the sixth hole. The agent observed the barrel of a rifle aimed directly at him. As the agent began backing away, he saw the rifle barrel move, and the agent fired at Routh.

    A witness saw Routh running across the road from the golf course and getting into a black Nissan Xterra. Based on information provided by the witness, Routh was later apprehended heading northbound on I-95 by officers from the Martin County, Florida, Sheriff’s Office, in coordination with the Palm Beach County Sheriff’s Office.

    Court documents allege that in the area where Routh had been hiding in the tree line, FBI agents located an SKS semiautomatic rifle with a scope attached and an extended magazine. The serial number on the rifle was obliterated and unreadable. Hanging from the fence was a backpack and a reusable shopping bag that each contained a plate capable of stopping small arms fire.

    According to the allegations filed with the court, FBI agents found documents that contained a handwritten list of dates in August, September, and October and venues where the former President had appeared or was expected to be present. Cell records for two of the cell phones found in the Nissan Xterra showed that on multiple days and times from Aug. 18 to Sept. 15, Routh’s cell phone accessed cell towers located near Trump International and the former President’s residence at Mar-a-Lago.

    According to the factual proffer filed with the court, a civilian witness contacted law enforcement stating that Routh had dropped off a box at his residence several months ago. Included in the box was a handwritten letter from Routh addressed “Dear World,” which stated, among other things, “This was an assassination attempt on Donald Trump but I am so sorry I failed you.”

    Routh was charged with attempted assassination of a major presidential candidate, possessing a firearm in furtherance of a crime of violence, assaulting a federal officer (a Secret Service Agent), felon in possession of a firearm and ammunition, and possession of a firearm with an obliterated serial number. At a detention hearing on Sept. 23, Routh was ordered to remain in federal custody pending trial. If convicted, Routh faces a maximum penalty of life in prison.

    According to court records, Routh was convicted of felonies in North Carolina in December 2002 and March 2010.

    The FBI is investigating the case, with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives and U.S. Secret Service.

    The U.S. Attorney’s Office for the Southern District of Florida and National Security Division’s Counterterrorism Section are prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Washington, D.C. – Today, Congressman Frank Pallone, Jr. (NJ-06), top Democrat on the House Energy and Commerce Committee, announced that his Cardiomyopathy Health, Education, Awareness, Research, and Training in Schools (HEARTS) Act has overwhelmingly passed the U.S. House of Representatives. Pallone authored the HEARTS Act in response to the rising number of sudden cardiac arrest (SCA) incidents among young people, particularly student-athletes, ensuring schools are better equipped to handle life-threatening cardiac emergencies with vital resources and training.

     

    “I introduced the HEARTS Act because too many young people are tragically dying from sudden cardiac arrest,” Pallone said. “In New Jersey, we’ve seen devastating losses like that of Edison’s Kittim Sherrod, who collapsed and died at just 17 during track practice from an undiagnosed heart condition.     The bill was inspired by local tragedies like that of Kittim Sherrod, a standout football star at Edison High School, who passed away in 2009 from hypertrophic cardiomyopathy, an often undiagnosed condition. The HEARTS Act aims to prevent future tragedies by ensuring that schools across the country are equipped with life-saving automated external defibrillators (AEDs), Cardiac Emergency Response Plans (CERPs), and CPR training for both staff and students.

     

    With strong bipartisan backing, the HEARTS Act was expanded to include provisions from the Access to AEDs Act, ensuring that AEDs are available in schools and childcare centers and that students, staff, and sports volunteers receive critical CPR and AED training. A federal grant program will be established to support these efforts, making sure schools can access the funding they need to implement these life-saving measures.

     

    In his remarks on the House floor, Pallone emphasized the need for immediate action, saying, “The HEARTS Act will raise awareness about the causes of sudden cardiac arrest and ensure schools are more prepared to deal with cardiac emergencies so we can save lives. This legislation has the support of the American Heart Association and the Smart Heart Coalition, among others. We cannot afford to delay—this is about saving young lives.”

      

    The HEARTS Act mandates that the Secretary of Health and Human Services (HHS) work with the Centers for Disease Control and Prevention (CDC), patient advocacy groups, and health professional organizations to develop and distribute educational materials on cardiomyopathy to schools, parents, and teachers. This educational push is critical, as cardiomyopathy, the condition that took Sherrod’s life, is often silent until a fatal cardiac event. According to the CDC, approximately 2,000 young people under the age of 25 die from sudden cardiac arrest each year—a sobering figure that highlights the urgent need for this legislation.

    WASHINGTON – Congressman Jim Costa (CA-21), a member of the House Foreign Affairs Committee, was awarded the Honorary Diploma of the Verkhovna Rada of Ukraine, one of the highest distinguished awards by the Ukrainian Parliament. This prestigious accolade recognizes Costa’s unwavering support for Ukraine and his commitment to defending democracy.

    The Honorary Diploma was presented to Congressman Costa during a visit to Ukraine, where he met with President Volodymyr Zelenskyy, Ukrainian leaders, and members of the Ukrainian Parliament.

    “I am honored to receive this accolade and will continue to work with Ukraine to help it defend itself and preserve its sovereignty. The United States and Ukraine share a commitment to democracy and security. I look forward to continuing our collaboration and standing with the resilient Ukrainian people,” said Costa.

    BACKGROUND
    Congressman Jim Costa’s visit to Ukraine was marked by productive dialogues on critical issues, including security cooperation, economic development, and humanitarian aid. Costa was joined by Representatives Salud Carbajal (CA-24), Jimmy Panetta (CA-19), and Don Bacon (NE-02).

    Costa’s meeting with President Zelenskyy highlighted the deepening partnership between the U.S. and Ukraine and underscored the importance of continued support for Ukraine’s democratic aspirations and territorial integrity. President Zelenskyy spoke in detail about the situation on the front and the priority needs of the Ukrainian Defense Forces. Costa responded by indicating the importance of maintaining solidarity with the Ukrainian people, and our European allies to defend democracy.

    Members traveled through Konovaltsia and Kokorudza streets in Lviv, Ukraine, where a Russian missile killed seven people, including three children on September 4, 2024. One of the buildings damaged in the Russian attack was the Lviv Oblast Centre for Sports Medicine and Rehabilitation on Konovaltsia Street, a 130-year-old architectural monument.

    President Volodymyr Zelenskyy reaffirmed to the members that he will present Ukraine’s victory plan to U.S. President Biden, Congress, and both U.S. presidential candidates soon.

  • MIL-OSI Australia: Nollamara sports building refurbishment complete

    The Albanese Labor Government continues to partner with the City of Stirling to deliver high-impact local priority projects – with construction of the Robertsbridge Reserve sporting clubrooms at Nollamara now complete.

    Officially opened today by Federal Member for Cowan, the Hon Dr Anne Aly, alongside City of Stirling Mayor, Mark Irwin, the new fit-for-purpose facility can now be enjoyed by local sporting clubs and the broader community year-round.

    The $900,000 project was supported by $125,000 from Phase 4 of the Local Roads and Community Infrastructure Program and $775,000 from the City of Stirling, and brings the clubrooms in line with community expectations.

    Supporting 15 jobs during construction, the project upgraded the old change rooms to cater for growing participation, and also included the installation of a Universal Accessible Toilet to enhance safety and accessibility, ceiling improvements, a new office and commercial grade kitchen.

    The modern facility will suit the needs of the local community for years to come, with the refurbishment also including the addition of double doors and changes to the carpark, to ensure accessibility standards are met.

    Construction began in January 2024 and was completed in June 2024, with the upgrades expected to drive female participation in sport.
