    Five top-10 seeds, including China’s Olympic champion Zheng Qinwen, crashed out of the first round at Wimbledon on Tuesday in a day of upsets and soaring temperatures.

    Zheng, the No. 5 seed in the women’s singles draw, suffered her third consecutive first-round exit at the grass-court Grand Slam, falling to Czech doubles specialist Katerina Siniakova 7-5, 4-6, 6-1. The match was played as London endured its hottest day of the year, with temperatures surpassing 33 degrees Celsius.

    “I should have done better in my service games,” said Zheng, who was broken twice after leading 5-3 in the opening set. “I don’t think the surface is a challenge for me. I just felt that I should raise my level in my service games today.”

    Siniakova, 29, a 10-time women’s doubles Grand Slam champion, will face four-time major winner Naomi Osaka in the second round.

    Second-seeded Coco Gauff and third-seeded Jessica Pegula were also knocked out of the women’s singles on a day filled with surprises.

    Gauff, the reigning US Open champion who won last month’s French Open, was beaten 7-6 (3), 6-1 by Ukraine’s Dayana Yastremska.

    “I’m obviously disappointed how the result went today,” said Gauff, 21. “Dayana started off playing strong. I think I couldn’t find my footing out there today.”

    Gauff, a three-time fourth-round finisher at Wimbledon, added: “I really do want to do well here. I’m not someone who wants to write myself off grass this early in my career, but I definitely need to make changes if I want to be successful here.”

    Pegula, meanwhile, was stunned by Italy’s Elisabetta Cocciaretto 6-2, 6-3 in just 58 minutes.

    In the men’s draw, No. 3 seed Alexander Zverev of Germany fell 7-6 (3), 6-7 (8), 6-3, 6-7 (5), 6-4 to France’s Arthur Rinderknech.

    Rinderknech, 29, called it the biggest win of his career. “When it’s on Center Court of Wimbledon against a guy like Sascha, who is No. 3 in the world and has been there for the last probably ten years, such a consistent player, and in five sets, I can’t really ask for more,” he said.

    Seventh-seeded Lorenzo Musetti of Italy also suffered a shock defeat, losing to Georgian qualifier Nikoloz Basilashvili 6-2, 4-6, 7-5, 6-1. However, Musetti’s compatriot and world No. 1 Jannik Sinner advanced with ease, defeating fellow Italian Luca Nardi 6-4, 6-2, 6-0.

    In the final match on Center Court, 24-time Grand Slam champion Novak Djokovic overcame a mid-match illness to defeat France’s Alexandre Muller 6-1, 6-7 (7), 6-2, 6-2.

    The 38-year-old Serbian revealed he had been struggling with a stomach upset during the match. “The energy kicked back in after some doctor’s miracle pills and I managed to finish the match on a good note,” Djokovic said.

    Monday’s opening day also saw early exits for No. 8 seed Holger Rune of Denmark and No. 9 seed Daniil Medvedev of Russia, both of whom were eliminated in the first round.

    On July 1, the winners of the fifth season of the All-Russian competition of sports projects “You’re in the Game” were announced and awarded. The competition is held by the ANO “National Priorities” with the support of the Ministry of Sports. The ceremony, which took place in the National Center “Russia”, was attended by the finalists and experts of the competition, as well as honored guests, including the Minister of Sports, President of the Olympic Committee Mikhail Degtyarev, General Director of the ANO “National Priorities” Sofia Malyavina, Olympic champion in speed skating Svetlana Zhurova, five-time Olympic champion in synchronized swimming, Deputy Prime Minister – Minister of Sports of the Kaliningrad Region Natalya Ishchenko, Olympic champion in artistic gymnastics Liliya Akhaimova.     “The All-Russian competition “You’re in the Game” has become a large-scale movement uniting sports enthusiasts from all regions of the country. Over five years, we have almost doubled the number of applications: if in the first season there were just over 2.5 thousand projects, then this year there are already 5,582 initiatives from all corners of the country. We see how participants of “You’re in the Game” become real ambassadors of sports: every third comes on the recommendation of friends, and after the competition, many return with new ideas and scale up their projects several times.     The competition included a public vote, in which 280 semi-finalists of “You’re in the Game” participated. The winner with 480 votes was the “School Rowing League” project from Moscow, which received 30 thousand points from the “Another Thing” development program of the ANO “Russia – Land of Opportunities”. In second place was the “With Football for Health!” festival from the Kemerovo Region (384 votes), whose team was awarded a certificate for one of the short-term offline courses of the Russian International Olympic University. In third place was the “Seven Winds” sailing project from the Ulyanovsk Region (319 votes), whose authors received a course on modern presentation design from the Bonnie Presentation Academy.

    Over five seasons, more than 21,000 projects from all over the country have entered the “You’re in the Game” competition. The authors of a record number of initiatives – 5,582 – took part in the anniversary season.

    The expert council of “You’re in the Game” in the fifth season included: Olympic champion in speed skating Svetlana Zhurova, five-time Olympic champion in synchronized swimming, Deputy Prime Minister – Minister of Sports of the Kaliningrad Region Natalia Ishchenko, Secretary General of the Paralympic Committee Andrei Strokin, President of the Continental Hockey League Alexei Morozov, World and European champion in figure skating Ilya Averbukh, Honored Journalist Dmitry Guberniev and other authoritative representatives of the sports sphere.

    The leaders in the number of participants are Moscow (315), Krasnodar Krai (287), the Republic of Tatarstan (240) and St. Petersburg (224). Also among the most active were Sverdlovsk, Moscow, Novosibirsk, Nizhny Novgorod, Rostov and Chelyabinsk regions, whose representatives submitted more than 100 applications each.

    The most popular of the main nominations of the competition this time was “Starting Point” (1,400 applications), slightly ahead of “Children in Sports” (1,363). Next came “Scale” (1,046), “Limitless Possibilities” (583) and “Transformation in Sports” (450). In the nominations from the competition partners, the traditional leader was “Sports Tourism” (340 applications), in second place was “Corporate Sports” (233), and in third place was “Media” (167).

    34 projects reached the final of the fifth season of the All-Russian competition of sports projects “You’re in the Game”. The winners in each of the five main nominations received 300 thousand rubles, and the Grand Prix was 1 million rubles.

  • MIL-OSI China: Barcelona forward Fati joins Monaco on loan

    FC Barcelona on Tuesday extended the contract of striker Ansu Fati before loaning him to Monaco for the forthcoming season.

    The 22-year-old has extended his stay at Barcelona until the end of June 2028, although the loan deal to Monaco offers the French side the option to make the move permanent at the end of the season for around 11 million euros.

    Fati burst into the Barca first team in 2019, when he became the second youngest player to debut for the club after 16 years and 298 days. However, after a brilliant start to his career, which led to the inevitable ‘Leo Messi’ comparisons, he tore his meniscus ligament in October 2020 and complications saw him need four operations, with an expected four-month recovery extending to almost 11 months.

    Fati was then plagued by a series of muscle problems and Barcelona decided to loan him to Brighton in the Premier League for the 2023-24 season only for injury to again limit him to less than 1,000 minutes action.

    He was in the Barca first team squad last season, but Barca coach Hansi Flick rarely used him.

    City dominated the first half, but missed chances after the break, and the defensive lapses that had been so costly last season in the Premier and Champions League resurfaced as their Saudi rivals played sharp attacking football to punish them on the break, with Leonardo netting an injury time winner in a thrilling 4-3 win.

    Guardiola also saw Spain international Rodri Hernandez limp out of the game with a muscle injury in his fifth appearance after returning from a knee operation.

    “Rodri had complained about his situation,” said Guardiola about the midfielder, before showing his disappointment over the defeat.

    “We would have loved to have continued, it is only here every four years. We had a feeling that the team is doing well but now we go home and it is time to rest and rest our minds for the new season,” he said.

    The Manchester City coach was clearly frustrated at the defeat when his side should have put the game to bed.

    “We have to score and be clinical,” he commented. “They (Al Hilal) did not create much in the first half, we did but could not finish it. I had a feeling we could go through. We allow them to make transitions but we created a lot.”

    “It is a pity, we have been on an incredible journey together in a good place. The vibe was really good: I cannot thank Manchester City enough and especially the players for training and how they have been playing,” he said, adding that he had seen “many good things” from his team during the tournament.

  • MIL-OSI USA: Gosar Introduces Legislation Delisting the Mexican Wolf from the Endangered Species Act

    Washington, D.C. — Congressman Paul A. Gosar, D.D.S. (AZ-09), issued the following statement after introducing H.R. 4255, the Enhancing Safety for Animals (ESA) Act, legislation delisting the Mexican wolf from the Endangered Species Act and delinking its populations in the United States and Mexico:

    “Since being reintroduced to the wild in Arizona, Mexican wolves have preyed on cattle, livestock, and even family pets, causing significant financial losses and economic hardship on family-run ranches.

    The Mexican wolf has lingered on the Endangered Species list for nearly 40 years. During that time, there have been numerous accounts of livestock killings and even declines in some big game herds since these wolves were first listed. Much of this can be attributed to failed management by the United States Fish and Wildlife Services (USFWS) as the uncontrolled and unmanaged wolf populations have been allowed to roam free. In fact, nearly 90% of the wolf’s original habitat falls within the border of Mexico.  Significant attacks by wolves on cattle, elk, moose, and sheep have occurred and have negatively impacted hunters and ranchers throughout Arizona.

    To make matters worse, the USFWS considers recovery within the borders of Mexico in its management goals. American ranchers are being punished for Mexico’s failure to manage its own animal populations effectively.  Immediate delinking is needed to ensure American ranchers are put first.  

    Unfortunately, lawsuits filed by extremist environmental groups have prevented the Mexican wolf from being delisted nationally, even though the Mexican wolf was released into Arizona and New Mexico as part of an experimental program. 

    The Mexican wolf population has grown steadily since being reintroduced to the wild.  In the U.S., the Mexican wolf population now exceeds the original federal recovery goals for wolves in the wild, with hundreds more in captivity for breeding.  Now a stable population, the wolf is no longer in danger of extinction and should be delisted from the Endangered Species Act,” stated Congressman Gosar.

    “The Mexican wolf is destroying the livelihood of western ranchers by slaughtering their cattle. Because of its status as an endangered species–a falsehood perpetuated by the Biden Administration and environmental groups–ranchers cannot protect their herds from these predators,” added Congressman Andy Biggs (AZ-05). “I’m thankful that Rep. Gosar is leading the effort to allow Arizona ranchers to protect their cattle without fear of repercussions from the federal government. Cattle are a vital part of Arizona’s economy, and Congress must ensure that ranchers are able to protect their herds from dangerous predators.”

    “Now is the time to recognize the catastrophic impact that bad federal policy has on local communities.  For too long, ranchers in states near our southern border have shouldered the burden of managing this species with limited tools and little support from the federal government who has imposed all manners of burdens. Ranchers and rural communities face daily challenges such as livestock predation and threats to community safety due to overpopulated wolf packs. We commend Congressman Gosar for introducing the Enhancing Safety for Animals Act and working to bring some relief to these communities,” said Kaitlynn Glover, Executive Director, Public Lands Council. 

    The 10(J) experimental population listing of the Mexican wolf is one of the clearest examples in the country of ESA abuse by the environmental community and the U.S. Fish and Wildlife Service. The federal protections have been misused by activists to control landscapes and land managers, and their rhetoric often contradicts established science. The rapid increase in wolf populations, coupled with these federal protections, has restricted management options for producers, leading to an increase in cattle losses that negatively impact their profitability. I would like to thank Congressman Gosar for introducing the Enhancing Safety for Animals Act that acknowledges the abuse of the ESA with the Mexican wolf listing and seeks to provide relief to U.S. cattle producers,” stated National Cattlemen’s Beef Association Senior Vice President of Government Affairs, Ethan Lane.

    “We applaud Representative Gosar for his leadership on efforts to delist the Mexican wolf,” said John Boelts, President of the Arizona Farm Bureau. “For years, our members have dealt with the devastating effects of the reintroduction of this apex predator.   • MIL-OSI China: World Humanoid Robot Games reveals new competition events

    BEIJING, July 1 — The inaugural World Humanoid Robot Games (WHRG), scheduled to be held in Beijing this August, has released details of its new competition events such as martial arts performance, free fighting and group dancing, according to the Beijing Evening News on Tuesday.

    These newly added events will further showcase the technological prowess and unique charm of humanoid robots in competition, reflecting the deep integration of robot technology with people’s lives, Zhang Hua, head of the Competition Department of the WHRG Organizing Committee, was quoted as saying by the newspaper.

    The first batch of events to feature at these games had previously been confirmed — with these including football, athletics, free gymnastics, badminton, basketball and table tennis, according to the report.

    Among them, the RoboCup Asia-Pacific (RCAP) Beijing Masters is currently considered the world’s premier humanoid robot football competition and is generating great expectations. There have been 30 robot football teams worldwide submitting preliminary applications, said Zhou Zhaoda, a technical official with the Competition Department of the WHRG Organizing Committee.

    The WHRG to be held in mid-August will be the world’s first multi-sport competition for humanoid robots.

    “These games will demonstrate how close robots are to achieving human-like capabilities,” said Jiang Guangzhi, director of the Beijing Municipal Bureau of Economy and Information Technology.

    Think back to the last time you had a cold or the flu. Now imagine stepping onto the pitch for a European Cup final, while battling through those symptoms. For elite athletes, illness can strike at the worst possible time – and it could hit women harder.

    Research suggests that female athletes are more susceptible to cold and flu-like illnesses than their male counterparts. For England women’s national football team, the Lionesses, this risk only increases before a major tournament like the Euros.

    Close contact, shared kit, disrupted sleep and travel all add up to a perfect storm for infection. But targeted nutritional strategies, alongside good sleep and hand hygiene, can offer a crucial line of defence.

    1. Fuel first: energy matters for immunity

    Before anything else, players need to eat enough. Energy supports both performance and immune function. In fact, female athletes who didn’t meet their energy needs in the run-up to the 2016 Olympics were four times more likely to report cold or flu symptoms.

    This is especially relevant in women’s football, where low energy and carbohydrate intake has been documented among professional players and recreational players too. Regular meals and snacks that include carbohydrate-rich foods like oats, bread and pasta, especially around training, are essential to meet energy demands and support immune health.

    2. Eat the rainbow

    Athletes are often encouraged to go beyond the public’s five-a-day fruit and veg target, aiming instead for eight to ten portions daily. Why? Because colourful plant foods are packed with vitamins, minerals, antioxidants and anti-inflammatory compounds: all vital for immunity.

    Each colour offers unique benefits. For instance, red fruits and vegetables, such as tomatoes, contain lycopene, a powerful antioxidant. Orange produce like carrots get their colour from beta-carotene, which is converted by the body into vitamin A – a key vitamin for immune health.

    Eating a rainbow of colours means getting a wide range of nutrients.

    3. Vitamin C: powerful but timing matters

    Vitamin C has long been linked with reducing the risk and severity of cold and flu symptoms. One Cochrane review found that regular vitamin C intake halved the risk of illness in physically active people.

    However, more isn’t always better. Long-term use of high-dose vitamin C supplements could blunt training adaptations – the structural and functional changes the body undergoes in response to repeated exercise – because of its anti-inflammatory effects. That’s why vitamin C is most effective when used strategically, such as during high-risk periods like travel or intense competition. Good food sources include oranges, kiwis, blackcurrants, red and yellow peppers, broccoli and even potatoes.

    4. Gut health supports immune health

    Around 70% of the immune system is located in the gut, making gut health a key player in illness prevention. This is where probiotics (live bacteria) and prebiotics (which feed those bacteria) come in.

    Probiotics, found in fermented foods like kefir and kimchi or in supplement form, have been shown to reduce the duration and severity of respiratory illnesses in athletes. Prebiotics have similarly shown promise. In one study, a 24-week prebiotic intervention in elite rugby players reduced the duration of cold and flu symptoms by over two days.

    In the build-up to the Euros, including probiotic-rich foods in their diet or taking a daily prebiotic and probiotic supplement may help players stay healthy and return to training faster if they do get ill.

    5. Zinc lozenges: first aid for a sore throat

    If cold-like symptoms do appear, zinc lozenges can offer fast-acting relief. Zinc has antiviral, antioxidant and anti-inflammatory properties. When zinc is delivered as a lozenge, it acts directly in the throat, where many infections begin. Taken within 24 hours of symptoms starting, zinc lozenges could shorten illness duration by a third.

    But caution is key. Long-term use of high-dose zinc supplements can actually suppress immune function. Zinc lozenges should only be used short-term at symptom onset, not as a daily supplement.

    Staying match-ready during major tournaments means more than just tactical drills and fitness. Nutrition is a powerful ally in illness prevention, especially for women’s teams like the Lionesses. From fuelling adequately to supporting gut health and knowing when to supplement, these nutritional strategies can make the difference between sitting on the bench and bringing a trophy home.

    The All England Club’s decision to replace line judges with artificial intelligence technology at Wimbledon has received mixed reviews from players and fans alike.

    This week has marked the first time the tournament has been played without meticulously dressed judges determining whether the ball is in or out.

    The 300 line judges have been cut to 80 who are instead assisting chair umpires and interceding should the latest Hawk-Eye Electronic Line Calling (ELC) system, fail.

    The system uses AI to analyse footage from up to 18 cameras to track the progress of the ball and decide if it is in or out.

    Sally Bolton, the Chief Executive of the All England Club, said the new system was brought in to ensure the calls were accurate and not to cut costs.

    “It’s not a money-saving exercise; it’s about evolving the tournament and making sure that we’re providing the most effective possible line calling,” she said.

    World number one Jannik Sinner told a press conference after his victory over fellow Italian and close friend Luca Nardi:

    “As tennis tries to get better for the umpire it’s very difficult to see, especially when first serves are over 200km per hour, so it’s very difficult to see in a small space if they’re in or out, so for sure the technology helps, especially here on grass.”

    However, other players found problems with the technology. On Monday, China’s Yuan Yue complained that the system was too quiet for her to hear its decision.

    There were small protests outside the grounds against the technology, while some fans expressed sadness about the absence of line judges – a tradition that goes back to the 1870s – and the drama that often accompanies a player’s challenge.

    “Tennis is a physical sport, but it’s also a mental game and at a professional level I think that idea of challenging a call is really part of the game,” Jess from Oxford told Reuters.

    “As a spectator when they review the footage and everybody is clapping, and it’s the whole thing that this decision comes out and there’s uproar or whatever.

    “It’s sad that part of the atmosphere is gone, because you can’t challenge the calls now. It’s AI, it’s resolute.”

    Ivan from Northern Ireland raised concerns that the technology may have some teething problems.

    “It was strange not having a line judge. We watched a game on Court Two and a couple of times a ball from where we were sitting, which was close to the line, was out.

    “The player pointed to it and stopped and looked to the umpire, and he just ignored it, and the player accepted it. But I expected to see the replay.

    “There were a couple of other times when it was obviously out and obviously in and the replay came up. So the replays were not consistent.”

  • MIL-OSI United Kingdom: Lochaber to come alive for Royal National Mòd as 2025 fringe programme launched

    Lochaber will come alive with the sights and sounds of Gaelic song, cèilidh music, bagpipes and processions as the Royal National Mòd rolls into the Highlands from 10 – 18 October 2025.

    Attendees of the world’s largest celebration of Gaelic language and culture are in for a bustling nine days, as events showcasing everything from music, poetry and dances, to exhibitions, book launches, and the region’s best food and drink, are unveiled.

    With the Scottish Languages Bill, which gives Gaelic official status as a language, passing unanimously in the Scottish Parliament this month, the prosperity of the indigenous tongue continues to grow.

    Organised by An Comunn Gàidhealach and hosted in a different Scottish town each year, the Royal National Mòd provides an essential platform for using, improving and showcasing Gaelic for thousands of speakers, learners and supporters.

    Fort William and the surrounding areas will welcome the 133-year-old event for the ninth time in 2025, with thousands expected to descend on the town – called An Gearasdan, meaning The Garrison, in Gaelic.

    The Mòd is expected to generate a significant economic boost for the region in the process.

    Lochaber Mòd 2025 will open with a torchlight parade through the streets of Fort William, before the event’s flagship venue for the week, the Nevis Centre, hosts the event’s Opening Concert.

    Lochaber talent in the form of Dàimh (meaning connection, pronounced ‘dive’) will provide a fitting start to the week, wowing audiences with their electrifying musical interplay. Support will come from young Skye-based collective Ceilear, who formed as part of Dàimh piper Angus MacKenzie’s Culture Collective project, Eilean a’ Cheòl.

    The breadth and depth of local talent will also be on display for Ar Cànan ’s Ar Ceòl on Saturday 11 October as local pipe bands, Ardnamurchan High School trad group, Jane Douglas School of Dance, Lochaber Gaelic Choir, local youth choirs and many others, come together to celebrate the music and language of the region.

    The event’s Marquee Stage will host daily entertainment including a cèilidh singing challenge which will see members of the public get up to perform a rendition of their favourite song.

    A secret judging panel, featuring well-known singers, will be hidden among the crowd for the fun, informal event called Gabh Òran, meaning ‘sing us a song’.

    Street cèilidhs at Cameron Square will fill the town centre with dancing throughout the week, while Fort William pubs will be buzzing with a schedule of pop-up late night music sessions.

    Some of the region’s finest solo pipers including Angus Nicolson, Moira Robertson and Laura Robertson will showcase Scotland’s national instrument at its best at a Piping Recital on Monday 13 October, while celebrated Scottish musicians Màiri Morrison and Alasdair Roberts will perform their latest album, Remembered in Exile: Songs and Ballads from Nova Scotia on Tuesday 14 October.

    Sruth – an event established to provide an informal space for young Gaelic speakers and learners to interact with prominent figures in the Gaelic community – takes on a new life at this year’s event as An Comunn Gàidhealach partner with BBC Alba and The L.A.B Scotland outreach project.

    Youngsters will have the opportunity to learn what goes on behind the scenes in TV, trying their hand at presenting and camera operating, while using their Gaelic.

    Shinty, football and other sports will also feature on the programme, alongside a wealth of come-and-try activities for youngsters, family cèilidhs and more.

    The local region’s reputation for outstanding food and drink will also come to the fore with a Taste of Lochaber exhibition and a special Whisky Tasting Night.

    The week will wrap up in style with a Closing Dance on Friday 17 October, hosted by all-star cèilidh band, followed by the spectacular traditional Massed Choirs event on Saturday 18 October, which sees hundreds of choir members from across Scotland take part in a parade and giant group performance on the streets of Fort William.

    The event’s famous competitions, which span from solo singing, clàrsach and art to choral singing, accordion and Battle of the Bands, will form the backbone of the event.

    With around 200 competition categories and more than 270 medals and trophies up for grabs across the week, individuals and groups of all ages and from all corners of Scotland and beyond, will travel to the prestigious event for the chance to compete for glory.

    “We are also working to drive growth in Gaelic communities so that more people who speak the language continue to live in those areas.”

    Highland Council Leader Raymond Bremner said: “Gaelic has a huge role to play in the social, cultural and economic health of the Highlands – that’s a message that will shine through when the Royal National Mòd returns to Lochaber in October.

  • MIL-Evening Report: Memo to Shane Jones: what if NZ needs more regional government, not less?

    If the headlines are anything to go by, New Zealand’s regional councils are on life support.

    Regional Development Minister Shane Jones recently wondered whether “there’s going to be a compelling case for regional government to continue to exist”. And Prime Minister Christopher Luxon is open to exploring the possibility of scrapping the councils.

    This has all been driven by the realisation that the government’s proposed resource management reforms would essentially gut local authorities of their basic planning and environmental management functions. Various mayors and other interested parties have agreed. While some are circumspect, there’s broad agreement a review is needed.

    At present, each territorial council writes its own city or district plan. Regional councils write a series of thematic plans addressing different environmental issues. All the plans contain the councils’ regulatory “rules” that determine what people can or cannot do.

    Under the coming reforms, the territorial and regional councils of each region would have only a single chapter each within a broader regional spatial plan. Their function would, for the main part, involve tweaking all-embracing national policies and standards.

    Further, all compliance and monitoring – now a predominantly regional council activity – is to be taken over by a national agency (possibly the Environment Protection Authority). This won’t leave much for regional councils to do, compared with their broad remits now.

    How regional government evolved

    In truth, regional councils have been targets since they were created as part of the Labour government’s 1989 local government reform. Carried out in lockstep with the drafting of the Resource Management Act (passed in 1991), this established two levels of local government.

    City and district councils were to be responsible for infrastructure and the built environment. The new regional councils were more opaque, essentially multi-function, special-purpose authorities, recognising that some government actions are bigger than local but smaller than national.

    In the event, they became what in many countries would be thought of as environmental protection agencies. Their boundaries were drawn to capture river catchments, reflecting their catchment board antecedents, which looked after soil erosion and flood management.

    Other functions were drawn from other government departments. Air-quality management came from the old Department of Health. Coastal management was partly inherited from the Ministry of Transport, shared with the Department of Conservation.

    Public transport and civil defence were tacked on, given their cross-territorial scale and lack of anywhere else to put them.

    Parochialism and politics

    All their various functions have meant regional councils determine who gets to use the region’s resources – and who misses out. And political decisions are a surefire way to make enemies.

    For example, the Resource Management Act applied the presumption that no one could discharge any contaminant into water unless expressly allowed by a rule or a resource consent. Regional councils therefore required their territorial councils to upgrade their rubbish dumps and sewage treatment systems.

    Similarly, farmers could no longer simply take water to irrigate or empty cowshed effluent straight into the nearest stream as of right. The necessary infrastructure upgrades were expensive.

    Ironically, these attempts to minimise the immediate impacts of such demands on water users saw urban voters and environmental groups criticise the councils and the government for being too soft on “dirty dairying” and other polluters.

    Parochialism also plays a part, as does the feeling in some rural communities that they’re forgotten by their regions’ cities, where most voters live. The perceived poor handling of events such as last year’s Hawke’s Bay flooding and the 2018 Wellington bus network failure have not helped.

    The government even replaced Environment Canterbury’s elected council with appointed commissioners in 2010 over performance concerns, particularly in water management.

    Yet the regional council model has largely survived intact – with two exceptions. The Nelson-Marlborough Regional Council was replaced by the Nelson City and Marlborough and Tasman District unitary councils in 1992, as a token sacrifice to the conservative wing of the National government, which vehemently opposed the new regions.

    The genesis of the Auckland Council super-region can be traced to the 1999–2008 Labour government’s frustration at getting a unified position from the city’s seven councils on where to build a stadium for the 2011 Rugby World Cup. Not everyone is happy with the resulting metro-regional solution.

    Who will be accountable?

    If regional government is indeed put to rest, it will be another phase in this piecemeal evolutionary process. But the new model will still require central government to have a significant regional presence – and commensurate central government funding.

    But central government has had a regional-scale presence for a long time. Police, the fire service, economic development and social welfare agencies all have their own regional boundaries. Public health and tertiary training and education are also essentially regional.

    All these functions are inherently political. And in many other countries, they are are delivered by regional governments. Maybe, once the implications are looked at more closely, leaving regional councils intact will seem the easier and cheaper option. Indeed, there is a counter argument that we need more regional government, not less.

    The current impulse for local government change – including district council amalgamation – continues an ad hoc process going back more than 30 years. As I have argued previously, the form, function and funding of local government need to be considered together.

    The regional level of administration will not go away. But the overriding question remains: who should speak for and be accountable to their communities for what are ultimately still political decisions, whoever makes them?

  • MIL-OSI United Kingdom: Play! Memorial Park tennis courts back in use after revamp

    Just as Wimbledon is underway, we have now completed a fantastic revamp of the tennis courts in Herne Bay Memorial Park.

    Four of the eight courts have been completely resurfaced, with the other four thoroughly cleaned and resprayed. All eight now sport the classic tennis blue and green colours.

    In addition, they all have new posts and nets, and one of the courts has pickleball line markings as well as tennis markings.

    These courts will remain free of charge to use and no booking is required.

    Cabinet member for open spaces, Cllr Mel Dawkins (pictured left, above), joined Lord Mayor Cllr Keji Moses and Heron ward councillor David Thomas for an inspection and the chance to hit a few shots.

    Cllr Dawkins said: “The courts look absolutely ‘ace’ and we are sure they are going to prove to be a ‘smash’ in the town.

    “It’s a job really well done and thanks go to the council officers who have run this project and our contractor ETC Sports Surfaces for such professional work.”

    The revamp cost £70,000 and was paid for using section 106 planning contributions from developers.

    We are also keen to develop a ‘Friends of…’ group for the courts to encourage activity and help to report any issues.

    Think back to the last time you had a cold or the flu. Now imagine stepping onto the pitch for a European Cup final, while battling through those symptoms. For elite athletes, illness can strike at the worst possible time – and it could hit women harder.

    Research suggests that female athletes are more susceptible to cold and flu-like illnesses than their male counterparts. For England women’s national football team, the Lionesses, this risk only increases before a major tournament like the Euros.

    Close contact, shared kit, disrupted sleep and travel all add up to a perfect storm for infection. But targeted nutritional strategies, alongside good sleep and hand hygiene, can offer a crucial line of defence.

    1. Fuel first: energy matters for immunity

    Before anything else, players need to eat enough. Energy supports both performance and immune function. In fact, female athletes who didn’t meet their energy needs in the run-up to the 2016 Olympics were four times more likely to report cold or flu symptoms.

    This is especially relevant in women’s football, where low energy and carbohydrate intake has been documented among professional players and recreational players too. Regular meals and snacks that include carbohydrate-rich foods like oats, bread and pasta, especially around training, are essential to meet energy demands and support immune health.

    2. Eat the rainbow

    Athletes are often encouraged to go beyond the public’s five-a-day fruit and veg target, aiming instead for eight to ten portions daily. Why? Because colourful plant foods are packed with vitamins, minerals, antioxidants and anti-inflammatory compounds: all vital for immunity.

    Each colour offers unique benefits. For instance, red fruits and vegetables, such as tomatoes, contain lycopene, a powerful antioxidant. Orange produce like carrots get their colour from beta-carotene, which is converted by the body into vitamin A – a key vitamin for immune health.

    Eating a rainbow of colours means getting a wide range of nutrients.

    3. Vitamin C: powerful but timing matters

    Vitamin C has long been linked with reducing the risk and severity of cold and flu symptoms. One Cochrane review found that regular vitamin C intake halved the risk of illness in physically active people.

    However, more isn’t always better. Long-term use of high-dose vitamin C supplements could blunt training adaptations – the structural and functional changes the body undergoes in response to repeated exercise – because of its anti-inflammatory effects. That’s why vitamin C is most effective when used strategically, such as during high-risk periods like travel or intense competition. Good food sources include oranges, kiwis, blackcurrants, red and yellow peppers, broccoli and even potatoes.

    4. Gut health supports immune health

    Around 70% of the immune system is located in the gut, making gut health a key player in illness prevention. This is where probiotics (live bacteria) and prebiotics (which feed those bacteria) come in.

    Probiotics, found in fermented foods like kefir and kimchi or in supplement form, have been shown to reduce the duration and severity of respiratory illnesses in athletes. Prebiotics have similarly shown promise. In one study, a 24-week prebiotic intervention in elite rugby players reduced the duration of cold and flu symptoms by over two days.

    In the build-up to the Euros, including probiotic-rich foods in their diet or taking a daily prebiotic and probiotic supplement may help players stay healthy and return to training faster if they do get ill.

    5. Zinc lozenges: first aid for a sore throat

    If cold-like symptoms do appear, zinc lozenges can offer fast-acting relief. Zinc has antiviral, antioxidant and anti-inflammatory properties. When zinc is delivered as a lozenge, it acts directly in the throat, where many infections begin. Taken within 24 hours of symptoms starting, zinc lozenges could shorten illness duration by a third.

    But caution is key. Long-term use of high-dose zinc supplements can actually suppress immune function. Zinc lozenges should only be used short-term at symptom onset, not as a daily supplement.

    Staying match-ready during major tournaments means more than just tactical drills and fitness. Nutrition is a powerful ally in illness prevention, especially for women’s teams like the Lionesses. From fuelling adequately to supporting gut health and knowing when to supplement, these nutritional strategies can make the difference between sitting on the bench and bringing a trophy home.

    The future of the city’s library service and how it can continue to meet community needs for the next few years is to be considered by Cabinet.

    After extensive negotiations and a thorough review of proposed working models, Derby City Council withdrew from a process to appoint Sporting Communities, a not-for-profit organisation, to run Derby’s ten non-statutory community libraries in May.

    Now Cabinet members will be updated on the reasons for ending those negotiations and will be presented with fresh proposals on the interim operation of the service when they meet on 9 July.

    Council Cabinet approved plans for the city’s ten non-statutory libraries to be run by a Trust last year and a formal process to identify viable proposals was launched in March 2024.

    During extensive negotiations, it became clear that outsourcing is not the best or most sustainable way to protect the future of the library service. The proposed transfer was expected to save money for the Council. Negotiations revealed that the financial support needed for a successful transfer would exceed the allocated budget.

    The review comes as local authorities across England prepare for significant structural changes, potentially prompting a re-evaluation of how essential public services like libraries are delivered.

    Under the Public Libraries & Museums Act of 1964, the Council must provide a full and efficient public library service. The last Strategic Needs Assessment (SNA) in 2017 found that Derby needs five main libraries to meet its legal requirements, while adapting to evolving community needs.

    Local government reorganisation, anticipated to unfold over the next three years, could lead to a reconfiguration of library services across a broader region. A potential expansion would require a further SNA to determine statutory library provision for any new authority area.

    Cabinet is being asked to approve a recommendation to maintain the current library management structure and defer a full SNA until the future of the authority is clearer.

    Councillor Sarah Chambers, Cabinet Member for Cost of Living, Equalities and Communities said:

    Our priority is to ensure our library services remain a vital resource for our communities, even as we navigate significant changes in local government.

    This review is about making responsible decisions that secure the long-term sustainability and effectiveness of our libraries for all residents.

    With thousands of supporters expected to follow reigning champions England and major-tournament newcomers Wales when the Women’s Euro 2025 kicks off tomorrow, the Foreign Office has issued top tips to help fans have a safe and enjoyable tournament in Switzerland.

    Advice for fans travelling to the eight different stadiums hosting matches across the country includes: checking travel advice, signing up to email alerts for the latest developments, ensuring your passport meets entry requirements and getting travel insurance before you go. The UK will also have a consular presence in Switzerland throughout the tournament, to support those British nationals requiring help or advice.

    Preferred candidate for the role of Standing Advocate

    The Lord Chancellor and Secretary of State for Justice has confirmed that Cindy Butts is the preferred candidate for appointment to the role of Standing Advocate.

    The Independent Public Advocate, established by the Victims and Prisoners Act 2024, will be a new statutory office with a permanent Standing Advocate to support victims of major incidents.

    The Standing Advocate will ensure victims of major incidents understand their rights and can access vital emotional and practical support from the outset. The IPA can also advise the government on the type of review that should take place following a major incident. This will help relay victims’ views directly into the heart of government when deciding whether answers need to be sought, lessons need to be learned, and authorities held to account.   

    Cindy Butts has been selected as the preferred candidate for the role of Standing Advocate following a rigorous recruitment process conducted in accordance with the Governance Code on Public Appointments.

    The role, which is regulated by the Commissioner for Public Appointments, is subject to a pre-appointment hearing by the Justice Select Committee. Pre-appointment scrutiny is an important part of the appointment process for some of the most significant public appointments made by Ministers. It is designed to provide an added level of scrutiny to the appointment process.

    Pre-appointment hearings are held in public and allow a Select Committee to take evidence before a candidate is appointed. Ministers consider the Committee’s views before deciding whether to proceed with the appointment.

    Cindy Butts biography

    Cindy Butts is a highly accomplished leader with over 20 years of experience dedicated to enhancing access to justice and tackling inequality. She has held senior roles in complex and sensitive organisations within the criminal justice, policing, and government sectors.

    Cindy chaired the Independent Commission for Equity in Cricket (ICEC), appointed by the ECB, publishing the landmark “Holding up A Mirror to Cricket” report in June 2023.

    She has a comprehensive track record of supporting victims and working with vulnerable people, focussing on putting their needs first.

    Having dedicated her career to public service, Ms Butts brings decades of experience handling high-profile and sensitive issues. This includes as Commissioner at the Independent Police Complaints Commission when they investigated the police response to the Hillsborough disaster. Ms Butts also oversaw the significant transformation of the Metropolitan Police Service in the aftermath of the Stephen Lawrence inquiry, an inquiry prompted by the tragic murder of Stephen Lawrence and a true turning point for justice and equality for victims of crime.

    Currently, she carries out consultancy work in the UK and internationally. Cindy also serves as a Lay Member of the House of Lords Conduct Committee (August 2019-current), where she reviews conduct rules and adjudicates appeals. She is also a Senior Independent Panel Member for public appointment assessment panels in various government departments (April 2004 – Current), providing independent oversight on Non-Executive Director recruitment.

    Activities to help and support Prestonians across a range of programmes is being funded via UK Government’s Shared Prosperity Fund (UKSPF).

    The Government announced in December 2024 there would be £900m available across the UK as transitional funding for an extra year of activities for 2025/26 after the 2022/2025 funding programme closed.

    Our goal is to deliver a wide-reaching and impactful programme of activities that will build pride of place in Preston and increase life chances in the city, in line with the overall goals of the UKSPF. This will be delivered via three investment priorities, as defined by Government:

    3. People and skills

    On June 26, the Neag School of Education celebrated the winners of its “Why Teach, Why Now” contest, which encouraged high school students enrolled in its education Early College Experience courses to share why they wish to become educators in urban settings. The three winners of the contest were Aiden Tetreault from Enfield, who came in first place; Madelyn Heitmann of Milford, who came in second; and Keira Beck of Milford, who came in third.

    The Neag School had 924 students enrolled in its ECE courses across 45 Connecticut high schools during the 2024-2025 academic year, and all were invited to submit for the contest. Submissions had to be either 250-500-word essays or 5-minute videos describing why they want to be urban educators and why now. A committee of faculty from the Neag School’s Office of Teacher Education — including Alyssa Hadley Dunn, Austina Lee, and Kathryn Nagrotsky — judged the submissions and selected the winners.

    “At a time when teachers and teaching are often under attack, it was a true privilege to review the submissions of future urban educators who are committed to the profession,” says Dunn, who is the director of teacher education for the Neag School.

    On Thursday evening, Tetreault, Heitmann, and Beck, along with their families and teachers, were invited to a celebratory reception at UConn Hartford. All three students read their winning submissions for the group before receiving small award plaques.

    Expanding its ECE course offerings and enrollment has been a priority for the Neag School for the past few years. When the School piloted two ECE courses in 2021-2022, only five school districts participated. Since then, the Neag School has expanded to offer four courses and has steadily increased its enrollment every year. The ECE courses it currently offers include: EDCI 1100: If You Love It, Teach It; EDLR 1162: Health and Education in Urban Communities; EDLR 2001: Contemporary Social Issues in Sport; and EPSY 1100: Introduction to Special Education.

    “Not only do these courses allow students to earn UConn credits while still in high school, but they also offer the chance to explore careers in education,” said Neag School Dean Jason G. Irizarry during his welcome remarks at the event. “We need passionate future educators more than ever, and I’m thrilled that we’re recognizing three of them tonight.”

    The cricket pitch at Hanley Park is set to be refurbished as part of the city council’s commitment to improving outdoor sports facilities.

    The artificial cricket wicket will be upgraded – with a brand new surface and pitch – helping to improve the quality of cricket provision in Stoke-on-Trent and encouraging more people to take up the sport.

    The work is being carried out thanks to a £12,000 grant from the England and Wales Cricket Board (ECB) and support from Staffordshire Cricket, the local county cricket board.

    Work will take place from Wednesday 2 July to Friday 4 July. The pitch will be out of use during this time.

    Councillor Jane Ashworth, leader of Stoke-on-Trent City Council, said: “Sports like cricket are great not only for our physical and mental health, but also for connecting with local residents and fostering a sense of community.

    “That’s why it’s so important to invest in our sports facilities and make sure they remain fit for purpose – and I’m pleased we’re working with the ECB to help carry out this mission.

    “I hope that by improving the cricket facilities in Hanley Park, we can continue to grow the game within the city.”

    Staffordshire Cricket’s Development Director, Jason Britton commented: “Part of our focus in trying to grow the game is to facilitate more play alongside our strong traditional cricket club network.

    In a move aimed at transforming India’s sporting ecosystem, the Union Cabinet, chaired by Prime Minister Narendra Modi, on Tuesday approved the National Sports Policy (NSP) 2025. The policy replaces the National Sports Policy of 2001 and sets a comprehensive roadmap to establish India as a leading sporting nation, with a particular focus on preparing for the 2036 Olympic Games.

    The National Sports Policy 2025 is the culmination of extensive consultations involving Central Ministries, NITI Aayog, State Governments, National Sports Federations, athletes, experts, and public stakeholders. It lays out a strategic framework for developing sports in the country across multiple dimensions, including excellence, economic growth, social development, mass participation, and educational integration.

    The policy aims to strengthen India’s sports ecosystem from grassroots to elite levels, focusing on early talent identification, building competitive leagues, expanding infrastructure in rural and urban areas, and enhancing training, coaching, and athlete support systems. It also seeks to modernize governance within National Sports Federations and promote the use of sports science, medicine, and technology to boost performance.

    Recognizing the economic potential of sports, the policy promotes sports tourism, international event hosting, and the development of a robust sports manufacturing and startup ecosystem. It calls for greater private sector participation through Public-Private Partnerships, Corporate Social Responsibility initiatives, and innovative financing mechanisms.

    Social inclusion is another key pillar, with targeted programs to increase sports participation among women, tribal communities, economically weaker sections, and persons with disabilities. The policy also aims to revive indigenous and traditional games, promote dual-career pathways, and engage the Indian diaspora through sports.

    To foster a culture of fitness and make sports a mass movement, National Sports Policy 2025 proposes nationwide campaigns, the introduction of fitness indices in schools and workplaces, and improved access to sports facilities. In line with the National Education Policy 2020, it emphasizes integrating sports into school curricula and equipping educators with specialized training.

    The policy outlines a robust implementation strategy, including a national monitoring framework with defined performance benchmarks and timelines. It will serve as a model for states and union territories to align their sports policies with national goals. The “whole-of-government” approach aims to mainstream sports across various departments and schemes, ensuring a unified and impactful strategy.

    With this ambitious and forward-looking policy, the government aims to position India not only as a global sporting powerhouse but also to promote healthier, more inclusive, and empowered citizens through sports.

  • MIL-OSI Analysis: From sore muscles to smartwatches and stubborn belly fat: answers to six of the most common fitness questions

    In a world flooded with fitness fads and “quick-fix” workout plans, solid evidence can often get drowned out. Yet the science is clear: jogging for just five to ten minutes a day can lower your risk of dying from heart disease and even reduce your overall risk of dying from any cause. This kind of research rarely gets the attention it deserves.

    As a sport and exercise scientist, I’ve been asked hundreds of fitness questions over the years by athletes, clients and on social media. Many of these questions are rooted in persistent myths or internet misinformation. Here are six of the most common ones, starting with one of the most popular:

    1. What exercise is best for fat loss?

    No specific exercise can reduce fat in one area, despite what ads or fitness influencers might promise.

    Instead, losing body fat comes down to maintaining a caloric deficit over time: burning more calories than you consume. If you eat more than you burn, even the most intense workouts won’t shift body fat.

    That said, exercise plays a key role in fat loss. Combining a healthy diet with physical activity is the most effective strategy for fat loss and long-term weight maintenance. Exercise helps by burning calories, improving sleep regulation, increasing confidence, and promoting metabolic adaptations like improved insulin sensitivity.

    Resistance training is especially important. It helps preserve muscle during calorie restriction, meaning the weight you lose is more likely to come from fat rather than lean tissue.

    2. Does fasting before exercise help you burn more fat?

    Fasted exercise (working out on an empty stomach, typically in the morning) increases fat oxidation, the metabolic process where fatty acids are broken down to produce energy due to low blood glucose and insulin levels, paired with elevated cortisol.

    But does it lead to greater fat loss overall? Not really.
    Studies comparing fasted versus fed exercise show no significant differences in long-term fat loss when total calories are matched. In short: fasted workouts might burn more fat during the session, but it doesn’t translate into greater weight loss over time.

    3. Why do my muscles feel sore two days after training?

    That ache you feel 24 to 48 hours after an intense or unfamiliar workout is called delayed onset muscle soreness (Doms). The delay in soreness is caused by inflammation, which takes time to fully develop. The inflammation is beneficial because it signals your body to rebuild stronger tissue by breaking down damaged proteins and building new ones. In response to the inflammation, the muscle and connective tissues release “protein messengers” that sensitise pain receptors in the connective tissues, which can make even basic movements feel uncomfortable.

    Doms often peaks two days after exercise. But the good news? Your body adapts quickly. Doms is a normal part of muscle adaptation that enables you to experience less soreness when you next perform the same activity.

    4. Should I train if my muscles are sore?

    If your muscles feel sore after exercise, they are temporarily weakened and it’s best to avoid high-intensity exercise.

    Mild Doms? Low-intensity, low impact activities like swimming or cycling can help improve blood flow and reduce stiffness, easing the sensation of soreness. However, light activity won’t necessarily speed up the recovery process. Another option is to train different muscle groups, such as the upper body if your legs are sore.

    5. Is running bad for your knees?

    This myth is surprisingly persistent but the evidence says otherwise. A 2023 study found no higher rates of knee osteoarthritis among runners compared to non-runners. In fact, running may even strengthen cartilage by stimulating collagen production.

    That said, certain risk factors, such as previous knee injury, excess body weight, or ramping up mileage too quickly, can raise your risk of knee pain or injury. But with smart training, including resistance work and gradual progression, running can be safe and beneficial for your knees.

    6. Do smartwatches accurately track calories burned?

    Not quite. While wearables can give a rough estimate of your energy expenditure, they’re not precise enough to rely on for dietary or fitness planning.

    A 2022 study found that smartwatches significantly miscalculated calories burned across different activities like walking, cycling and resistance training. These findings align with a wider systematic review that concluded most fitness trackers are inaccurate for energy expenditure.

    These devices can still be helpful for tracking heart rate trends, daily step counts and staying motivated but if you’re planning your diet or workouts around the calorie numbers they give you, it’s time to think again.

    When it comes to exercise and fat loss, there’s no one-size-fits-all solution – and no shortcut. The basics still matter: eat well, move often and listen to your body. And when in doubt, stick with exercise and nutrition advice supported by science – not what’s trending online.
