    As the 2030 Agenda enters the final stretch for implementation with only 17% of the SDGs on track, the escalating impact of disasters continues to jeopardize progress, and threatens to reverse hard-won development gains.   • MIL-OSI Economics: Christopher J Waller: Welcoming remarks – IJCB Research Conference

    Thank you, Aleš, and thank you to the Czech National Bank (CNB) for hosting this year’s conference. The CNB also supported this conference in 2017. It is wonderful to have such a great relationship between the International Journal of Central Banking (IJCB) and one of our sponsoring institutions.

    I would like to take a few minutes as the outgoing managing editor of the IJCB to emphasize the importance of this journal and the research it supports.1 Central banks play an important role promoting the growth and effective functioning of their economies, and many of the decisions they make are influenced by careful and cutting-edge research. In fact, I recently gave a speech that discussed the importance of economic research in monetary policy decisions.2 The IJCB, through this conference and its volumes, provides an outlet to share and disseminate research that adds to public knowledge and understanding and informs the operational and policy decisions of central bankers.

    The value of central bank–focused research has long been known. In the summer of 2004, the Bank for International Settlements (BIS), the European Central Bank, and the Group of Ten central banks agreed to support the development of the IJCB to focus on the theory and practice of central banking. The journal has attracted distinguished managing editors, including my colleagues from the Federal Reserve; my immediate predecessor, Luc Laeven, from the European Central Bank; and the current managing editor, Antoine Martin, from the Swiss National Bank, who, unfortunately, could not be here today. We have the strong support now of nearly 55 sponsoring institutions, including the Czech National Bank and also the host of last year’s conference, the Central Bank of Italy. Among the ways that central banks serve the public interest is as an ongoing source of economic research, and the strong commitment to the IJCB here in Prague and other capitals advances our collective interest in strong economies and financial stability.

    Turning to this year’s conference, we chose the theme based on events that have been very much on the minds of central bankers: “Assessing the Effectiveness of Monetary Policy during and after the COVID-19 Pandemic.” The past several years have seen significant monetary policy actions across the globe in response to COVID-19–induced recessions, inflation higher than in several decades, unprecedented supply chain disruptions, and, in some countries, very tight labor markets. Early on, policymakers’ responses appeared quite in sync, but with differing speeds of recovery and varying challenges faced by different types of economies, that changed over time. Additionally, geopolitical tensions and energy price shocks have introduced new complexities. So we thought this conference could be a good place to come together and hear about the lessons we have learned from these common and different experiences.

    Today and tomorrow we will be discussing the yield curve, policy rules, and monetary policy transmission. We also will look into banking issues such as loan issuance and financial stability. And we are lucky to have the Fed’s Vice Chair for Supervision Miki Bowman here to give a keynote speech. As we go through these sessions, I hope we will all ask ourselves how this work can help policymakers do their jobs better. Through our conversation, I would ask you to share knowledge about each of these topics as they are pertinent around the world.

    But before we get to those presentations, and what I hope will be vigorous discussion, let me recognize several people who made this event possible. Here at the CNB, Simona Malovaná and Martin Hodula helped organize this conference. Year round, the IJCB co-editors devote many hours of their time to review papers to keep the journal at its high-quality and high-impact status. These individuals are Ana Babus, Diana Bonfim, Huberto Ennis, Carlos Garriga (who is here with us today), Refet Gürkaynak, Òscar Jordà, Robin Lumsdaine, Fernanda Nechio, Steven Ongena, and Enrico Sete. Finally, for the past three years, the day-to-day smooth running of the journal couldn’t have been accomplished without the editorial team at the BIS and the Board of Governors.   • MIL-OSI Russia: On World Dog Day, Moscow State Veterinary Service Doctors Talked About Their Most Interesting Patients

    Every year, Moscow’s state veterinary clinics receive about 250 thousand dogs. In the first half of this year, city residents came to see their dogs more than 139 thousand times, of which 32 thousand pets needed veterinary care for the first time.

    On July 2, World Dog Day, specialists from state veterinary clinics talked about the specifics of working with man’s faithful friends and remembered the most interesting patients.

    Little Ones and Giants

    Muscovites increasingly prefer miniature dog breeds – this is a trend of recent years. Today, veterinarians unanimously call Yorkshire terriers the most popular breed – these dogs are encountered more often than others at receptions in state veterinary clinics. Chihuahuas, French bulldogs, Spitz and corgis are slightly inferior to Yorkies in numbers, but are also common in the capital.

    Among the frequent guests of veterinary clinics are also toy terriers, pugs, spitz and Jack Russell terriers, which confirms the steady interest in compact and active breeds. But rare patients of the capital’s veterinarians include French spaniels, Tyrolean hounds, Czech fouseks, Swedish vallhunds and Swiss laufhunds.

    The smallest Yorkie weighing 500 grams was registered at the Krasnogvardeyskaya Veterinary Clinic, and a Chihuahua that fit in the owner’s palm was treated at Kuntsevskaya. Among the largest breeds, pets weighing from 75 to 120 kilograms were seen at the veterinarian’s office – a Spanish water dog, a Caucasian shepherd, a Leonberger and an Alabai. The record belongs to a patient at the Butovskaya Veterinary Clinic – a Tibetan mastiff named Orlando, who weighs more than 120 kilograms.

    Seasoned and biting

    The most “biting monsters” who are ready to eat the vet at the appointment are among miniature dog breeds. Toy terriers are the top dog, and Chihuahuas, griffons, Pomeranians and Yorkies are also among the most toothy patients.

    Labradors behave ideally in the veterinarian’s office – they are the most docile and obedient patients. Cavalier King Charles Spaniel, Bichon Frise, Sennenhund and Bulldog breeds calmly visit the veterinary clinic.

    The Zelenograd veterinary clinic recently accepted an English bulldog with a truly British character – the dog was able to remove a skin lesion under local anesthesia, and the patient not only did not worry, but also continued to play calmly with the paramedic.

    The most common diseases

    Most often, pets are brought to Moscow state veterinary clinics with complaints of digestive system problems, gastroenteritis, enterocolitis. Also among the most common ailments in dogs are diseases of the urinary and cardiovascular systems.

    In miniature breeds, cardiologists often note mitral valve endocardiosis and cardiomyopathy. As a rule, dogs are brought to surgeons, orthopedists and traumatologists with orthopedic diseases, lameness of various etiologies, luxation of the patella, and also with tumors.

    Veterinarians also cite dental problems, kennel cough, and atopic dermatitis as common diseases in dogs.

    Complex cases

    In Moscow state veterinary clinics, dogs undergo operations of any degree of complexity – dental, oncological, ophthalmological, on the musculoskeletal system and many others.

    Recently, a four-year-old dog was operated on at the Zelenograd veterinary clinic. Due to numerous cesarean sections, she developed adhesive disease. A planned sterilization turned into a difficult case – surgeon Nadezhda Kuzina with great difficulty separated the uterus and ovaries from other organs, including the intestines, bladder and peritoneum. After the operation, the calm and leisurely patient turned into a lively dog, became super active, cheerful, which greatly surprised the owners. It turned out that adhesions were pulling everything inside and preventing her from moving.

    Pavel Artamonov, a trauma surgeon at the Krasnogvardeyskaya Veterinary Clinic, encountered a unique case when removing a poodle’s spleen. The weight of the removed organ, together with the tumor, was five kilograms, meaning that the 16-kilogram patient “lost weight” to 11 kilograms after the operation.

    The same veterinary clinic told of an almost unbelievable case of healing a 10-year-old Yorkie. The dog was picked up on the street. In addition to a tumor of the uterus and ovaries, she had multiple hernias and a prolapsed bladder into the hernial sac. During the operation, the patient’s heart stopped four times, and there was also swelling of the brain stem. Surgeon Ekaterina Baranova and a team of specialists had to perform resuscitation four times. As a result, the dog’s condition was stabilized and within a week after the operation, she fully recovered.

  • MIL-OSI Russia: Sergei Sobyanin told how Moscow art schools reveal talents

    Over the past academic year, students from Moscow art schools won more than 26,000 awards. How these educational institutions reveal talents, he told in his blog Sergei Sobyanin.

    “Moscow is deservedly proud of its developed network of city institutions of creative education: 153 educational institutions, each with its own long-standing traditions, but with a single standard of comfort and equipment. Today, they teach more than 40 areas in the field of music, painting, choreography and theater. About 100 thousand children study in Moscow art schools. And among them, there are many who will eventually turn their passion into a life’s work,” the Mayor of Moscow wrote.

    He noted that, as in any other business, success in a creative profession is achieved through hard daily work and regular participation in competitions. Competitions with peers provide indispensable experience and incentive to improve one’s art, and victories open up new horizons.

    Last academic year, students from the capital’s art schools represented the capital at more than 20 venues around the world.

    “Muscovites have won prizes in creative competitions in Andorra, Austria, Belarus, Bulgaria, Spain, China, Cyprus, the Netherlands, the USA, Switzerland and other countries: a total of 10,000 awards and incentive prizes, including more than 280 Grand Prix,” said Sergei Sobyanin.

    In addition, students from Moscow art schools have won more than 16 thousand awards at all-Russian and regional competitions and festivals, which sometimes significantly exceed international projects in terms of the number of participants.

    Winners of competitions in Beijing, New York and Spain

    In March-April, the IX International Festival-Competition “Golden Lotus” was held in Beijing. Elizaveta Menzhinskaya, a student of the B.L. Pasternak Children’s Music School, performed a solo program, as well as in a duet with her teacher Galina Ermakova.

    According to the jury’s decision, they were awarded the title of first-degree laureates as performers on large flutes, and third-degree laureates on piccolo flutes. The winners’ repertoire includes the works “Ksenia” and “Tarantella” by Yevgeny Magalif, Lensky’s aria from the opera “Eugene Onegin” by Pyotr Tchaikovsky, and the Karelo-Finnish Polka by Boris Tikhonov.

    In March, Alexey Mishchenko, a student of the children’s music school of the Moscow State College of Musical Performance (MGKMI) named after Frederic Chopin, won first prize at the international Golden Classical Music Awards competition in New York for his piano performance of Frederic Chopin’s Ballade No. 1 and Wolfgang Amadeus Mozart’s Sonata for piano No. 13 in B-flat major. In addition, he won first place at the international Clavierland Mozart Classical Music Competition and performed in the final concert of the laureates in Vienna, which took place in March at the Mozart House.

    Students of the I.S. Kozlovsky Children’s Art School took almost the entire podium at the Republican Festival-Competition of Children’s Art “Lvenok” in the city of Lida (Belarus).

    Among the soloists, Dana Shakova won first place, performing the piece “Twilight” by composer Max Eichorn and “Dance” by Ezra Jenkinson on the violin; second place was taken by Antonina Struchevskaya, Maria Tuaeva, Ivan Fedotov, and Gleb Sakharov.

    Antonina Struchevskaya played “Moldavian Dance” by Boris Dubossarsky and “Arioso” by Karl Bohm, Maria Tuaeva played a piece by Manfred Schmitz on the violin. Gleb Sakharov played “March of the Wooden Soldiers” by Pyotr Tchaikovsky on the snare drum, and “Tarantella” by Sergei Prokofiev on the xylophone, Ivan Fedotov played “Hunt for a Butterfly” by Irina Iordan on the snare drum, and “Scherzino” by Viktor Kosenko on the xylophone.

    The third-degree laureate was Milana Ponomareva. She presented the play “Merry Journey” by Dmitry Kabalevsky (snare drum) and “Minuet” by Luigi Boccherini (xylophone) to the competition.

    The first place among the groups was won by the instrumental trio “Notka Boom”, which performed the works “Walking the Dog” by Peter Martin and “Beauty and the Beast” by Howard Ashman.

    In April, the Dutch International Flute Competition was held in Ittervoort (Netherlands). The laureates of the competition were talented flutists from the Gnessin Moscow Secondary Specialized Music School (MSSMSh).

    Vasilisa Melnikova received the first prize, Yuna Guryanova received the third prize, and in the under 18 category, Elen Virabyan won the first prize.

    The gold medal in the senior category of the Frederic Chopin Youth Competition, which took place in March in Lugano (Switzerland), was awarded to Ivan Chepkin, a student of the Gnessin Moscow Specialized Music School.

    The bronze medal in the middle age category was won by pianist Denis Kochanowski, who performed the Polonaise (opus 40, no. 2), Nocturne (opus 15, no. 1), Waltz (opus 18), and Barcarolle (opus 60) by Frederic Chopin.

    Ivan Chepkin played two etudes (opus 10, no. 1 and opus 25, no. 6), a nocturne (opus 27, no. 2), a mazurka (opus 33), a polonaise (opus 53) and a ballade (opus 52) by Frederic Chopin on the piano.

    Winners perform in Andorra, Bulgaria, Cyprus and Russia

    From April to May, Andorra hosted the XI international saxophone competition Andorra Sax Fest, one of the most prestigious, which annually brings together the best saxophonists from all over Europe.

    In the senior group, the third-degree laureate was Vladimir Petskus, a graduate and now a teacher at the Frederic Chopin Moscow State Musical Institute for Children. Arseny Budanov, a student at the same school, received the first prize in the junior group.

    “Vladimir and Arseniy performed a very complex program, full of modern performance techniques, demonstrating the rapid development of classical saxophone playing techniques. Vladimir presented his own composition SoloS at the competition, which can be played the same way from beginning to end, and vice versa. In the final, Vladimir performed a piece by the outstanding modern saxophonist Vincent David, with the author himself acting as conductor,” noted Sergei Sobyanin.

    Arseniy Budanov participated in two age categories at once. In the junior group, he presented Eugene Bozz’s etudes (No. 7, 10), the first part of Fernanda Decruk’s Saxophone Sonata to the jury and won first place. This will allow him to perform a solo concert at the next Andorra Sax Fest competition. In the senior group, the young man also showed himself, reaching the semi-finals.

    Students of the Moscow State Children’s Art School “Kuskovo” also became laureates of the saxophone competition: Alexander Ivashkov won first place, Alexander Dolgov – third.

    In April, the 1st International Competition of Professional Harpists and Amateurs VivaHarp was held in Sofia, bringing together the best performers from all over the world. The title of second-degree laureate was awarded to Tatyana Smirnova, a student of the Moscow State Children’s Art School “Kuskovo”.

    In May in Paphos (Cyprus), Elizaveta Ryapina, a student of the A.N. Alexandrov Children’s Music School, became a second-degree laureate of the Young Orpheus International Competition and Festival.

    In December 2024, the XXV International Competition of Young Musicians “The Nutcracker” of the Russia-Culture TV channel ended. Of the nine possible awards, students from Moscow art schools won five.

    In the Wind and Percussion Instruments category, all the Nutcrackers were awarded to young Moscow musicians. The Golden Nutcracker went to 14-year-old flutist Ekaterina Ivanova from the Gnessin Moscow Specialized Music School, the Silver Nutcracker was awarded to 14-year-old clarinetist Alisa Cherednikova from the Jazz Academy, and the Bronze Nutcracker went to the youngest participant in the competition, eight-year-old Vasilisa Moiseyeva from the D.D. Shostakovich Children’s Music School.

    Second and third places went to Muscovites in the Piano category. The Silver Nutcracker was taken by 13-year-old Andrey Goncharov from the I.O. Dunaevsky Moscow City Children’s Music School, and 12-year-old Mark Grotte from the Gnessin Moscow Specialized Music School won the Bronze Nutcracker.

    “Recognition of the skills and talents of Moscow children at Russian and international competitions is a clear indication of the quality of Moscow’s creative education,” Sergei Sobyanin emphasized.

    Moscow art schools help in the harmonious development of children and give a start in life to new generations of talents.

Under the agreement, US multinationals were exempted from paying more corporate tax overseas. Other G7 members gave in to protect their own companies from the US’s threat of retaliation.

    Under the law change in Australia, a parent entity will provide its name, the names of all members of the group, a description of their approach to tax, and information about operations in certain countries. Included on the list are countries that attract multinationals due to reduced tax obligations, such as Singapore, Switzerland, and the Bahamas.

    Everyone will be able to see where a multinational is operating. They will also see the types of business activities conducted, number of employees, assets, revenue, and taxes paid. Large profits in a country but little business activity and very few employees may raise questions, especially if a country has a low tax rate.

    Benefits of better transparency

    Access to the extra information will help investors assess the tax and reputational risk of a firm. A multinational that shifts profits to low tax countries may be audited and pay extra tax and penalties.

    Increased transparency allows greater scrutiny. In turn, it is hoped multinationals will reduce aggressive tax planning due to potential risk to their reputation.

    If multinationals shift less taxable profits out of Australia to low-tax or no-tax jurisdictions, this will lead to Australia receiving a greater share of much needed corporate tax revenue.

    By its very nature, tax avoidance is legal but pushes the boundaries by going against the spirit of the law. Indeed, many large multinationals argue tax is a legal obligation and is not voluntary. They maintain they pay the tax required of them according to the law.

    Undoubtedly, Australia’s new public country-by-country regime is a positive step for tax transparency. As a country initiative, it has been applauded as groundbreaking and world leading. However, it is not a panacea to corporate tax avoidance.

    To limit corporate tax avoidance and have multinationals pay more corporate taxes, we must get to the heart of the problem. We must change the law that dictates the way multinationals are taxed.

    On 28 February 2025, Trifork initiated a share buyback program in accordance with Regulation No. 596/2014 of the European Parliament and Council of 16 April 2014 (MAR) and Commission Delegated Regulation (EU) 2016/1052, (Safe Harbour regulation). The share buyback program runs from 4 March 2025 up to and including no later than 30 June 2025. For details, please see company announcement no. 7 of 28 February 2025.

    Under the share buyback program, Trifork will purchase shares for up to a total of DKK 14.92 million (approximately EUR 2 million). Prior to the launch of the share buyback, Trifork held 256,329 treasury shares, corresponding to 1.3% of the share capital. Under the program, the following transactions have been made:

On 1 April and 30 June 2025, 20,306 shares acquired through the share buyback program were utilized to serve the RSU plan of Executive Management and certain employees.

  • MIL-OSI United Nations: General Assembly Endorses Nice Ocean Conference Declaration, Adopts $5.38 Billion Peacekeeping Budget

    The General Assembly today endorsed the political declaration of the United Nations Ocean Conference, which establishes multilateral ocean governance.  It also adopted the $5.38 billion peacekeeping budget for the year starting 1 July. 

    Titled “Our Ocean, Our Future:  United for Urgent Action” (A/79/L.97), the declaration was adopted by acclamation at the close of the Conference held earlier this month in Nice, France.  However, today’s formal endorsement by the 193-member Assembly required a recorded vote, with 162 in favour to 1 against (United States), with no abstentions.  

    Several delegations objected to the vote, with the representative of France, co-host of the Conference along with Costa Rica, highlighting its strong political declaration and robust initiatives for the future as “a victory for the ocean”.  “The ocean doesn’t know borders” and neither should “our efforts to protect it”, said Costa Rica’s delegate, noting his country’s “steadfast” commitment to protecting the oceans.  He welcomed the momentum generated at the Conference for an early entry into force of the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement).  He also hailed promises to accede to the World Trade Organization (WTO) agreement to end subsidies for overfishing and decisive support for a plastic pollution convention as soon as possible.

    Brazil’s representative noted that the seas are “the planet’s main climate regulator” but “are running a fever”, while Australia’s delegate saw the adoption of this text as a testament to a collective commitment to address the urgency of climate change, biodiversity loss, and ocean pollution.  The United States’ delegate said the focus on implementing Sustainable Development Goal 14 is inconsistent with its position on the 2030 Agenda for Sustainable Development.

    Iraq’s delegate, speaking for the Group of 77 and China, noted that implementing Goal 14 requires more ambitious financial action, fulfillment of commitments made through intergovernmental agreements, and increased resources for small island developing States (SIDS) and least developed countries. 

    For her part, Venezuela’s delegate noted she had joined the consensus, while reiterating that it was not a party to the United Nations Convention on the Law of the Sea, which is “not the only single legal and regulatory framework for oceans and seas” — a position echoed by representatives of Iran, Türkiye, and El Salvador.

    Meanwhile, Argentina’s representative disassociated his delegation from all paragraphs referring to the 2030 Agenda and the Pact for the Future, as well as all paragraphs contradicting the guiding principles of the protection of life, liberty, and private property. 

    The Russian Federation’s delegate disassociated from the consensus on paragraph 26 of the declaration, which emphasizes the importance of the early entry into force of the BBNJ Agreement.  The instrument would undermine the provisions of the Convention on the Law of the Sea and the Agreement on Straddling Fish Stocks, with its norms allowing for impingement on the mandates and competencies of fisheries organizations.

    Japan’s representative hailed the adoption as “not the end but just the beginning of our renewed commitment to achieving SDG 14”, while Singapore’s delegate stated that the Convention on the Law of the Sea remains the “constitution for the oceans”, calling on Member States to fully respect it. 

    $5.38 Billion Budget for Peacekeeping Operations

    Acting on the recommendations of its Fifth Committee (Administrative and Budgetary), the Assembly also allocated a budget of $5.38 billion to 11 UN peacekeeping operations, the support account for these operations, the Regional Service Centre in Entebbe, and the Logistics Base in Brindisi.  These resolutions were adopted without a vote, with the exception of the resolution on the United Nations Interim Force in Lebanon (UNIFIL) (A/C.5/79/L.36/Rev.1), which was adopted by 147 votes in favour to 3 against (Argentina, Israel, United States), with 1 abstention (Paraguay), after an oral amendment proposed by Israel was rejected by 5 votes in favour (Argentina, Canada, Israel, Paraguay, United States) to 83 against, with 57 abstentions. 

    The Assembly further adopted a draft resolution on the “Comprehensive review of the whole question of peacekeeping operations in all their aspects” (A/79/424/Add.1), which was approved and forwarded by its Fourth Committee (Special Political and Decolonization).

    Tackling Illicit Trafficking in Wildlife

    The Assembly then adopted, by 157 votes in favour to 1 against (United States), with no abstentions, a draft resolution (A/79/L.96) submitted by the representative of Germany, by which the Assembly urges Member States to reinforce their efforts and adopt effective measures, as necessary, including by using special investigative techniques, consistent with article 20 of the United Nations Convention against Transnational Organized Crime, to prevent, investigate, prosecute and punish crimes that affect the environment, such as illicit trafficking in wildlife and wildlife products, which encompasses poaching and illegal harvesting of timber, including fauna and flora as protected by the Convention on International Trade in Endangered Species of Wild Fauna and Flora.

    Speaking in explanation of position, the United States delegate noted that the text contained matters that “should be discussed in Vienna-based anti-crime fora rather than in the General Assembly”. Further, he opposed the use of the term “gender mainstreaming,” insisting on the “biological reality of sex”. For his part, Argentina’s representative dissociated his delegation from all paragraphs concerning the 2030 Agenda and those that go against the protection of life and private property, including preambular paragraphs 1, 2, 18, 34 and operative paragraph 27.

    Promoting Interreligious, Intercultural Dialogue, Tolerance in Countering Hate Speech

    The Assembly also adopted a draft resolution (A/79/L.98) on combating hate speech, introduced by Morocco, by a recorded vote of 111 in favour to 1 against (United States), with 44 abstentions.  By the text, the Assembly called upon Member States to increase understanding about the spread and impact of hate speech, while continuing to adhere to relevant international human rights law obligations, as well as relevant United Nations instruments, in particular the Rabat Plan of Action.  Further, the Assembly called upon digital technology companies and developers to continue to develop solutions and publicly communicate actions to counter potential harms, including hate speech, bias and discrimination, from artificial intelligence-enabled content, including such measures as ensuring data integrity, incorporation of safeguards into artificial intelligence model training processes, identification of artificial-intelligence-generated material, authenticity certification for content and origins, labelling, watermarking and other techniques.

    Poland’s delegate, speaking for the European Union, whose members abstained from voting, emphasized that freedom of belief and religion applies to individuals, not objects or symbols, expressing reservations about preambular paragraph 14.

    The wording of that paragraph presents “serious concerns” in terms of freedom of expression and religious pluralism, noted the representative of Costa Rica, which further emphasized that combating hate speech cannot be achieved at the expense of freedom of expression.

    Hungary’s delegate indicated she could not support operative paragraph 23, which highlights one specific group, migrants, while the representative of the United Kingdom, who also abstained, refused to consider a text criticizing religion as incitement to hatred.

    Any restriction on freedom of expression must be circumscribed by law, necessary, and proportionate, argued Switzerland’s delegate, emphasizing that human rights protect individual beings, not religions or objects.  Furthermore, defamation of religions or religious defamation are not legal concepts recognized under international law.  For all these reasons, she voiced regret over the wording of preambular paragraph 14.

    For his part, Brazil’s delegate dissociated itself from paragraphs 11, 12, and 13, given that there is no agreed definition of hate speech and that this concept could be politicized.  Canada’s representative remained committed to the principle that everyone can exercise their freedom of belief and religion without fear of violence, also welcoming the attention paid to new technologies, while voicing concern over the wording of preambular paragraph 14 on acts directed against religious symbols and holy books.

    The Wiphala for Living Well in Harmony, Balance, Complementarity with Mother Earth

    The Assembly further adopted, by a recorded vote of 139 votes in favour to 2 against (United States, Israel), with 5 abstentions (Canada, Georgia, Paraguay, Peru, Türkiye), a draft resolution (A/79/L.95) introduced by Bolivia, who noted the Wiphala is “an age-old symbol born out of the deepest roots of Indigenous Peoples,” an expression of “the seven colors of the rainbow” and living in harmony with Mother Earth.  By the text, the Assembly called upon the international community to advance in the understanding, tolerance and solidarity among all peoples and cultures, and to strengthen efforts to eradicate manifestations of racism, racial discrimination, xenophobia and related intolerance, including against Indigenous Peoples, and promote respect for the diversity of their cultural manifestations, traditions, practices and knowledge systems.

    The United States representative, speaking before the vote, noted his delegation opposed the resolution’s focus on a single Indigenous community, further stating that the symbol remains controversial.  

    Mexico’s representative voiced regret that the Wiphala is limited to Bolivia and nearby regions, while Peru’s delegate pointed out that the text does not sufficiently detail the exact cultural origin of the symbol, and that the concept does not have a defined definition in a UN context. 

    While recognizing the cultural importance of the Wiphala for certain peoples of the Andean region, Canada’s delegate considered it inappropriate for the Assembly to designate a symbol specific to a geographical area as representing all Indigenous Peoples internationally.  This choice must be made by the Indigenous Peoples themselves, not by the UN, he said.

    NGOs call for immediate action to end the deadly Israeli distribution scheme (including the so-called Gaza Humanitarian Foundation) in Gaza, revert to the existing UN-led coordination mechanisms, and lift the Israeli government’s blockade on aid and commercial supplies. The 400 aid distribution points operating during the temporary ceasefire across Gaza have now been replaced by just four military-controlled distribution sites, forcing two million people into overcrowded, militarized zones where they face daily gunfire and mass casualties while trying to access food and are denied other life-saving supplies.

    Today, Palestinians in Gaza face an impossible choice: starve or risk being shot while trying desperately to reach food to feed their families. The weeks following the launch of the Israeli distribution scheme have been some of the deadliest and most violent since October 2023. 

    In less than four weeks, more than 500 Palestinians have been killed and almost 4,000 injured just trying to access or distribute food. Israeli forces and armed groups – some reportedly operating with backing from Israeli authorities – now routinely open fire on desperate civilians risking everything just to survive.

    The humanitarian system is being deliberately and systematically dismantled by the Government of Israel’s blockade and restrictions, a blockade now being used to justify shutting down nearly all other aid operations in favour of a deadly, military-controlled alternative that neither protects civilians nor meets basic needs. These measures are designed to sustain a cycle of desperation, danger, and death. Experienced humanitarian actors remain ready to deliver life-saving assistance at scale. Yet more than 100 days since Israeli authorities reimposed a near-total blockade on aid and commercial goods, Gaza’s humanitarian conditions are collapsing faster than at any point in the past 20 months.

    Under the Israeli government’s new scheme, starved and weakened civilians are being forced to trek for hours through dangerous terrain and active conflict zones, only to face a violent, chaotic race to reach fenced, militarized distribution sites with a single entry point. There, thousands are released into chaotic enclosures to fight for limited food supplies. These areas have become sites of repeated massacres in blatant disregard for international humanitarian law. Orphaned children and caregivers are among the dead, with children harmed in over half of the attacks on civilians at these sites. With Gaza’s healthcare system in ruins, many of those shot are left to bleed out alone, beyond the reach of ambulances and denied lifesaving medical care. 

    Amidst severe hunger and famine-like conditions, many families tell us they are now too weak to compete for food rations. Those who do manage to obtain food often return with only a few basic items – nearly impossible to prepare without clean water or fuel to cook with. Fuel is nearly depleted, bringing critical lifesaving services – including bakeries, water systems, ambulances, and hospitals – to a standstill. Families are sheltering under plastic sheets, operating makeshift kitchens amid the rubble, without fuel, clean water, sanitation, or electricity. 

    This is not a humanitarian response.

    Concentrating more than two million people into further confined areas for a chance to feed their families is not a plan to save lives. For 20 months, more than two million people have been subjected to relentless bombardment, the weaponization of food, water and other aid, repeated forced displacement, and systematic dehumanization – all under the watch of the international community. The Sphere Association, which sets minimum standards for quality humanitarian aid, has warned that the Gaza Humanitarian Foundation’s approach does not adhere to core humanitarian standards and principles.
    This normalization of suffering must not be allowed to stand. States must reject the false choice between deadly, military-controlled food distributions and total denial of aid. States must uphold their obligations under international humanitarian and human rights law, including prohibitions on forced displacement, indiscriminate attacks, and obstruction of humanitarian aid. States must ensure accountability for grave violations of international law. 

    We, the undersigned organizations, once again call on all third states to:

    • Take concrete measures to end the suffocating siege and uphold the right of civilians in Gaza to safely access aid and receive protection. 
    • Urge donors not to fund militarized aid schemes that violate international law, do not adhere to humanitarian principles, deepen harm, and risk complicity in atrocities. 
    • Support the restoration of a unified, UN-led coordination mechanism—grounded in international humanitarian law and inclusive of UNRWA, Palestinian civil society, and the wider humanitarian community—to meet people’s needs.

    We reiterate our urgent calls for an immediate and sustained ceasefire, the release of all hostages and arbitrarily detained prisoners, full humanitarian access at scale, and an end to the pervasive impunity that enables these atrocities and denies Palestinians their basic dignity.

    • On 15 June, the Red Cross field hospital in Al Mawasi received at least 170 patients injured while trying to reach a food distribution site. The following day, 16 June, more than 200 patients arrived at the same facility – the highest number recorded in a single mass casualty incident in Gaza. Of that number, 28 Palestinians were declared dead. A WHO official underscored the deadly pattern: “The recent food distribution initiatives by non-UN actors every time result in mass casualty incidents.”
    • These deaths add to the broader toll: since October 2023, over 56,000 Palestinians have been killed in Gaza, including at least 17,000 children.

  • MIL-OSI Africa: Africa: Coalition commits to Action Plan to increase private investment mobilization for developing countries by end of 2027

    A coalition of governments, international development partners and private sector groups including the UN Capital Development Fund, UN Economic Commission for Africa, African Union Commission, Organisation for Economic Cooperation and Development (OECD), Global Investors for Sustainable Development (GISD) Alliance, Ministry for Foreign Affairs of Finland, Norway Ministry of Foreign Affairs (MFA) and Norad, Switzerland SECO and Convergence Blended Finance, are announcing the development of an Action Plan to increase mobilize private sector capital at scale in developing countries.

    The Action Plan, announced at the Fourth Financing for Development Conference (FFD4) in Seville, Spain, seeks to tackle poverty, economic growth and climate risks by deploying public sector resources through blended finance to mobilize private investment in underserved markets, which, over the last decade, has remained weak even as global wealth has ballooned. The Action Plan will include a dedicated Least Developed Countries (LDCs) and Africa-focused track to advance context-specific blended finance approaches and support scalable investment opportunities in key sectors.

    FFD4 is a once-in-a-decade gathering of development partners seeking to build a renewed global financing framework to urgently unlock greater volumes of capital to close the financing gap of developing countries. Government-sourced Official Development Assistance (ODA) declined last year by over 7% compared with 2023, according to the Organisation for Economic Cooperation and Development (OECD), one of the co-proposers of the Action Plan.

    “The world has the resources – the money we need – to eradicate poverty and ensure every person can live a life free from poverty. Much of those resources lie with the private sector in the world’s most developed nations and they will likely remain there until the real and perceived risks that act as a barrier to investment in underserved markets are tackled head-on,” said Pradeep Kurukulasuriya, Executive Secretary of the UN Capital Development Fund, which provides catalytic and blended finance solutions for underserved markets.

    “Blended finance models that are tailored to country needs have the potential to de-risk markets, plug the international development finance gap and transform the lives of hundreds of millions of people living in the world’s underserved markets and Least Developed Countries,” Mr Kurukulasuriya added.

    “Bridging Africa’s investment gap demands bold, coordinated action. This Action Plan marks a turning point, a practical blueprint to shift global capital toward sustainable development in countries that need it most. The UN Economic Commission for Africa is committed to ensuring that Africa is not only part of the conversation, but central to the solution” added Claver Gatete, Executive Secretary, UN Economic Commission for Africa.

    “As traditional streams of overseas development assistance dry up, more people than ever are talking about the promise of blended finance,” shared Joan Larrea, Chief Executive Office of Convergence. “At FFD4, with this joint proposal, we have made a significant step towards making that promise a reality.”

    “Norway is proud to collaborate with this global coalition on developing the Action Plan to mobilize private investment for sustainable development. Addressing the financing gaps in Least Developed Countries and underserved markets is critical to tackling poverty, hunger, and climate challenges. By leveraging blended finance and fostering innovative partnerships, we aim to contribute to transformative change and create a foundation for equitable and inclusive growth,” said Åsmund Aukrust, Norway’s Minister of Development.

    “Mobilization of private capital for financing sustainable development is an integral part of Finland’s foreign and development policy”, says Ville Tavio, Finland’s Minister for Foreign Trade and Development. “Financing for Development Conference will increase the clarity and formality of private capital mobilization as part of the financing sustainable development for the next decade. We believe that developing a common action plan and standardizing the proven blended finance models will help us scale up private capital mobilization to deliver on the commitments agreed here in Seville.”

    While global assets have doubled to $482 trillion over the last decade, private sector investment to and within low- and middle-income countries has remained stubbornly weak. Only 5% of those global assets are invested in developing countries, excluding China, according to the Financial Stability Board, an international body that monitors the global financial system. Of that 5%, only a tiny proportion reaches the most underserved markets and the world’s 44 Least Developed Countries, which are collectively home to some 880 million people.

    The world stands at a crossroads for financing sustainable development with an estimated annual financing gap of $4 trillion – up from $2.5 trillion pre-pandemic. The OECD reports that all “official development finance” activity mobilized an average of $57 billion in private investment annually over the last five years – just 1% of the $6-7 trillion needed each year if the Sustainable Development Goals (SDGs) are to be met.

    At the same time, domestic financial resources in developing countries are insufficient and cross-border private investment flows from developed to developing countries has been low over the past decade.

    Blended finance has the potential to transform private investment flows and positively contribute to the FfD4 Outcome Document mobilization objectives and to the SDGs.

    Signatories of the Joint Initiative have committed to develop an “effective, efficient, fair and practical action plan” through the remainder of 2025 and into 2026 to identify how to use a blend of public sector and philanthropic resources to mobilize and crowd-in larger amounts of private sector finance for development results at scale.

    The Action Plan will describe practical measures to mobilize private investment using standardized and replicable blended finance models tailored to country contexts, with an emphasis on alignment with national priorities and global development goals with the following measurable results:

    • At least 16 OECD DAC countries will agree to or endorse the Action Plan by March 31, 2026.

    • At least 27 African countries and 27 non-African developing countries will also endorse the Action Plan by the same date.

    • At least 16 developed and 54 developing countries will commit to implementing the plan starting June 30, 2026.

    The Action Plan is one of a series being submitted to conference organisers that seek to turn the objectives outlined in the FFD4 outcome document into a pathway for action.

    Ahead of Euro 2025 kicking off tomorrow, the Foreign Office is providing fans with the information and advice they need for a safe and enjoyable tournament.

    • With the 2025 UEFA Women’s Euro football tournament kicking off tomorrow, the Foreign, Commonwealth and Development Office (FCDO) is working closely with the Football Associations of England and Wales to provide information and advice to travelling fans
    • Ahead of Women’s Summer of Sport, the UK Government continues to drive progress in women’s sport to improve access and boost the nation’s economy

    With thousands of supporters expected to follow reigning champions England and major-tournament newcomers Wales when the Women’s Euro 2025 kicks off tomorrow, the Foreign Office has issued top tips to help fans have a safe and enjoyable tournament in Switzerland.

    Advice for fans travelling to the eight different stadiums hosting matches across the country includes: checking travel advice, signing up to email alerts for the latest developments, ensuring your passport meets entry requirements and getting travel insurance before you go. The UK will also have a consular presence in Switzerland throughout the tournament, to support those British nationals requiring help or advice.

    The Government is driving progress across women’s sport, which in addition to improving access for women and girls across the country is also helping to boost economic growth and deliver on Our Plan for Change. On 21 March, the Department for Culture, Media and Sport announced an investment of £100 million to fund grassroots facilities throughout the UK. £98 million of this will support projects in 2025/26.

    Ms. Wenyan Yang’s visit formed part of her introductory engagements with UN agencies in Botswana. She was warmly welcomed by the WHO team and WHO Representative Dr. Fabian Ndenzako. During the meeting, Ms. Yang shared her vision of fostering collaboration, innovation, and collective impact within the UN Country Team, stressing the need for creative and integrated approaches amid global financial constraints. “We must find new and more effective ways of working together leveraging our collective strengths to deliver real, measurable change for the people of Botswana,” said Ms. Yang.

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

Growth is projected at 1.2 percent in 2026, converging to potential (1.5 percent) by 2030, driven by a gradual increase in domestic and external demand; trade tariffs in the baseline reflect those prevailing in June 2025. Switzerland’s external position is assessed to be broadly in line with medium-term fundamentals and desirable policies.

    With a temporary decline below zero, headline inflation in 2025 will remain subdued; core inflation is expected to stay above zero and within the price stability range. While core inflation through May was 0.5 percent (y/y), reflecting some deceleration in rent inflation, headline inflation declined to -0.1 percent (y/y) driven by franc appreciation, lower electricity tariffs, and softer international oil prices, and is projected to end 2025 at 0.1 percent (y/y). Accommodative monetary policy and higher oil prices are expected to drive headline inflation to 0.6 percent (y/y) by end-2026.

    Important risks loom, particularly from external factors. Worsening geopolitical tensions and fragmentation, volatile energy prices, and uncertainty over trade policy and tariff levels could adversely impact confidence, exports, and investment. Sectoral impacts would likely vary. Heightened uncertainty could spark further safe-haven inflows and appreciation pressures with additional challenges for export-oriented and import-competing sectors. If heightened uncertainty extends over the medium term, Switzerland’s growth model could be affected if supply chains are disrupted and R&D spending is scaled back, impacting innovation, productivity, and potential growth. On the upside, a positive resolution of tariff negotiations with the U.S., both for Switzerland and the EU, would lead to better growth prospects and alleviate appreciation pressures. Fiscal easing in Germany may also support activity more than expected. Domestic demand may be bolstered by planned pension payment increases.

    Monetary Policy: Mitigating Deflationary Pressures

    The recent 25 bps policy rate cut was appropriate considering recent declines in inflation, signs of weakening in the labor market, and external uncertainty. This brought the cumulative policy easing over the past 1½ years to 175 bps and placed the policy rate at zero. Notably, core inflation has remained within the Swiss National Bank’s (SNB) 0–2 percent price stability range, and medium-term inflation expectations have stayed anchored around the mid-point of the range. While additional easing may be needed if deflationary pressures materialize, future policy action needs to consider that trade-offs of further easing become more pronounced when policy rates decline below zero. Negative rates may amplify financial sector risks through lower bank profitability and possibly higher real estate exposures. Given the limited space for further policy rate cuts (the SNB’s main policy tool), these should be aimed at sharp and (or) persistent deflationary pressures that risk de-anchoring medium-term inflation expectations. Temporarily negative headline inflation should not warrant further easing. While intervention in the foreign exchange market (FXIs) may be needed to smooth the impact of safe-haven financial inflow surges, FXIs should continue to be considered cautiously, also given the SNB’s already large balance sheet. To mitigate balance sheet risks, the upcoming review of dividend policy should ensure that robust capital buffers are maintained and refrain from raising distributions.

    The SNB should continue to assess whether its monetary policy and communication frameworks warrant adjustments. Given the specific challenges facing Swiss monetary policy in a context of elevated uncertainty and low equilibrium interest rates, a review, possibly with external support as in the case of other major central banks, could be useful. The SNB should consider whether providing additional information in the context of monetary policy assessments or between quarterly meetings could support policy guidance. In light of the heightened uncertainty, attention should be given to clarifying the reaction function (including via scenario analysis) and strengthening the formulation of risks to the outlook.

     

    Fiscal Policy: Addressing Long-Term Fiscal Challenges

    The moderately looser fiscal stance projected for 2025 is appropriate given some economic slack. The general government’s overall fiscal surplus is projected to decline to 0.3 percent of GDP in 2025 from 0.6 percent of GDP in 2024, largely reflecting a reduction in the surplus of social security funds. The federal government’s deficit is projected to remain broadly unchanged vs. 2024 (0.2 percent of GDP), as higher defense and social welfare spending is offset by budget consolidation measures. The proposed Relief Package 2027 aims to cut expenditures by CHF 2–3 billion on a permanent basis from 2027 onwards to comply with the debt brake rule amid spending pressures and uncertain tax reform impacts. Staff note the limited room for maneuver implied by the debt-brake rule and the authorities’ choice of spending cuts over tax hikes. If moderate downside risks materialize, automatic stabilizers should operate fully. In the event of severe shocks, targeted transfers may be warranted via extraordinary provisions of the debt brake rule to avoid a deep recession, including one induced by a deflationary spiral. As in the past, staff note that there is a bias toward fiscal surpluses through spending below budget allocations and cautious revenue forecasts; efforts should continue to mitigate this where possible.

    Planned increases in pension payments will require additional revenues to preserve the financial strength of social security funds. A new 13th monthly pension payment, planned to start in December 2026, will require additional outlays of CHF 4.2 billion annually (0.5 percent of GDP). To this end, the Federal Council has proposed financing options, including a VAT rate increase of 0.7 ppt. Continued efforts, including stabilizing Pillar I pension finances for 2030-40, are essential to ensure long-term pension system viability amidst changing demographics and rising costs. Timely repayment (or recapitalization) of the disability insurance (IV) debt to the old-age and survivor’s insurance (AHV) is critical to safeguarding the structural and financial soundness of both schemes.

    Demographic trends, climate change, and defense spending pressures create medium-to-long term fiscal challenges. The 2024 Fiscal Sustainability Report projected demographic-related expenditures rising by 3 percent of GDP by 2060; absent compensatory policy decisions, climate mitigation measures to reach the net zero target could raise public debt by 3–4 ppt of GDP by 2040 and 8–11 ppt by 2060, depending on policy choices (e.g., carbon taxation vs. subsidies) and compared to a business-as-usual scenario. Defense spending is expected to increase significantly by 2032. Given the provisions of the debt brake rule, a comprehensive medium-and-long term plan is needed to identify and ensure that revenue increases and spending reprioritization are sufficient to meet these and other needs. A careful assessment is needed to determine whether pressures will emerge at the federal or cantonal level and whether the division of responsibilities across levels of government may need to be adjusted accordingly.

    Financial Sector: Enhancing Systemic Resilience

    While Switzerland’s financial system demonstrated resilience, systemic risks have remained high due to sizable real estate exposures. Mortgages account for a large share of bank lending and of assets of life insurers and pension funds. Risks are heightened by house price overvaluation, loosening mortgage lending standards, and initiatives to ease affordability criteria for new borrowers. Lower interest rates may further pressure banks, potentially leading to increased risk-taking.

    The ongoing FSAP has found the financial sector to be broadly resilient to severe shocks. Systemically-important (SIBs) and most other banks would remain above regulatory capital requirements under stress. Overall, liquidity risks for banks are relatively limited. Insurers also withstand severe solvency and liquidity scenarios. Still, global uncertainty and financial stability risks warrant reinforcing resilience.

    The 2023 Credit Suisse (CS) crisis exposed gaps in supervisory, resolution and crisis management frameworks and increased Too-Big-To-Fail (TBTF) risks, which the authorities have begun to address. Drawing on lessons from the CS crisis, the Federal Council has recently proposed several reforms aimed at strengthening the financial sector and thereby reducing the risks for the state, taxpayers and the economy. These would improve the TBTF framework, enhance bank governance, strengthen prevention, early intervention, and crisis preparedness, and expand the powers of FINMA. Staff commends the authorities as these proposals are broadly in line with FSAP recommendations; timely implementation of these bold reforms would further strengthen the long-term stability of the Swiss financial center.

    Enhanced legal powers and resources for FINMA are critical to strengthening the effectiveness of supervision. FINMA’s legal powers should be expanded to include a full suite of early intervention powers, immediately enforceable, including the ability to preemptively restrict banks’ business activities, require capital conservation measures, address governance failures, and rectify deficiencies in risk management. FINMA should be able to conduct onsite inspections as necessary, require forward-looking Pillar 2 capital add-on, impose administrative fines, and have broader ability to prescribe binding supervisory standards. FINMA should reduce reliance on external auditors. Enhanced market monitoring and reporting and better mechanisms for market abuse prevention, detection, and enforcement would benefit securities supervision. Overall, more supervisory resources are needed, including for direct supervision in corporate governance, risk management, market conduct, AML/CFT, cyber risk, and recovery and resolution. FINMA needs to be proactive and direct in its engagement with supervised firms across sectors (banks, insurance, securities).

    Systemic real estate risks call for expanding the macroprudential toolkit. The FSAP recommends introducing a debt-service-to-income (DSTI) cap in addition to the existing loan-to-value (LTV) cap and a sectoral capital-based instrument, separate from the sectoral countercyclical buffer (CCyB), which already stands at the 2.5 percent maximum. It would be also helpful to establish a formal Systemic Risk Council, comprised of SNB, FINMA, and Federal Department of Finance (FDF) representatives to regularly assess and communicate on systemic risk and decide on necessary policy measures.

    Switzerland’s financial safety net should be cast wider to better secure financial stability. Resolution planning should also cover Category 3 banks, which include some large and complex market participants, as well as designated insurance groups, and financial market infrastructures. FINMA, SNB, and FDF need to develop, and practice coordinated crisis response plans. The cap on deposit insurance contributions should be removed, and deposit insurance gradually aligned with international best practices. SNB efforts to establish and communicate a comprehensive emergency liquidity assistance framework—expanding support to all banks and making drawing conditions more flexible—are an important reinforcement of the safety net. The introduction of a Public Liquidity Backstop for SIBs, with the possibility of extending it to non-SIBs that might be systemic in failure, would provide an instrument allowing additional room for maneuver in a crisis.

    To protect the resilience and integrity of the Swiss financial center, enhanced vigilance on cyber, AML/CFT, crypto, and fintech risks is paramount. The cyber resilience framework should be broadened to all financial sector entities and external service providers. Progress in rolling out the Registry of Beneficial Ownership should continue, and the legal framework expanded to gatekeepers, including lawyers, accountants, trust, and company service providers. Crypto exposures, which are increasing, should be assessed comprehensively and the related Basel standards implemented in a timely manner. The concentrated and increasingly complex FMI structure warrants closer oversight and enhanced collaboration with foreign authorities, particularly in shared risk management platforms, recovery, and resolution.

    Structural Policies: Supporting Productivity Growth and Resilience to Global Shocks

    Switzerland enjoys high labor productivity—on par with the U.S. and above European peers. This has been supported by strong R&D, a high-quality education system, and deep global integration that fosters competition and innovation. Multinational corporations in high-value-added manufacturing have driven much of this performance. Labor productivity in small firms and services has lagged, constrained by low R&D intensity, limited access to funding, small markets, and expensive skilled labor. To sustain its competitive edge, Switzerland would benefit from policies that reduce administrative burdens, improve access to equity and R&D financing, strengthen ties to larger markets, and address labor shortages through upskilling and an open labor market. The ongoing revision of the Vocational Training Act is a welcome step, reinforcing Switzerland’s strength in workforce development and skills adaptation in a changing economy.

    The conclusion of negotiations with the EU resulted in a broad package of sectoral agreements aimed at stabilizing and developing bilateral relations. These agreements—covering areas such as electricity, food safety, and participation in EU programs—will require ratification by both sides, for which the necessary procedures have been launched. Continued engagement with the EU and other partners remains important to reduce uncertainty, safeguard access to critical markets, and strengthen resilience in the face of rising geo-economic fragmentation.

    HE Minister of State for International Cooperation Maryam bint Ali bin Nasser Al Misnad met on Monday with HE Vice-Minister for International Cooperation and Director General of the Swiss Development Cooperation Agency (SDC) Patricia Danzi, on the sidelines of the 4th International Conference on Financing for Development (FFD4), held in Seville, Kingdom of Spain.

    The meeting discussed cooperation relations between the State of Qatar and the Swiss Confederation and ways to support and enhance them, particularly in the areas of international development and humanitarian aid.

    In this regard, the two sides stressed the importance of integrating roles and coordinating efforts to enhance sustainable humanitarian responses in conflict-affected areas, particularly in Syria and Afghanistan.

    Regional and international developments, along with a number of topics of common interest, were also discussed.

    Carlos Alcaraz survived Wimbledon’s hottest-ever opening day although the Spaniard was far from his sizzling best as he began his quest for a hat-trick of titles with a scare against Fabio Fognini at the All England Club on Monday.

    With air temperatures soaring to 32 degrees Celsius, Alcaraz needed more than four hours to subdue veteran Fognini, winning 7-5 6-7(5) 7-5 2-6 6-1 – the last set interrupted after a spectator became unwell in the heat and required assistance.

    Women’s top seed Aryna Sabalenka, bidding to win Wimbledon for the first time, had no trouble as she dispatched Canadian qualifier Carson Branstine 6-1 7-5 but last year’s runner-up, fourth seed Jasmine Paolini, was pushed hard by Latvia’s Anastasija Sevastova in a 2-6 6-3 6-2 win.

    While five-times Grand Slam champion Alcaraz, who won the Queen’s Club title in the build-up, lives to fight another day, several high-profile players departed the men’s draw.

    No arena at Wimbledon gets as hot as bowl-like Court Two and the conditions were clearly not to the liking of ex-world number one Daniil Medvedev as the ninth seed saw his hopes scorched by Frenchman Benjamin Bonzi, who won 7-6(2) 3-6 7-6(3) 6-2.

    Eighth seed Holger Rune of Denmark, yet to really make his mark at a Grand Slam, won the opening two sets against Chilean qualifier Nicolas Jarry but succumbed 4-6 4-6 7-5 6-3 6-4.

    Greece’s Stefanos Tsitsipas, twice a Grand Slam runner-up was left despondent after retiring with a back injury having fallen two sets behind against French qualifier Valentin Royer.

    American fifth seed Taylor Fritz looked to be on his way out before battling back to force a fifth set against big-serving Frenchman Giovanni Mpetshi Perricard before their match was suspended with the Grand Slam’s 11 p.m. curfew looming.

    German third seed Alexander Zverev summoned up similar fighting spirit to draw level at one set apiece with Arthur Rinderknech in another match scheduled to resume on Tuesday.

    China’s resilient economy, robust growth potential and improving corporate profitability are fueling more optimism and renewed interest in Chinese assets among foreign investors.

    Driven by China’s advancements in technology and rising confidence in its policy support to stabilize economic growth in the second half of the year, global investors are ramping up their exposure to Chinese equities and bonds.

    Major foreign financial institutions, including United States asset manager Franklin Templeton, investment bank Goldman Sachs and Swiss bank UBS have stepped up their allocations or expressed optimism about Chinese equities, citing favorable valuations, a peak in China-US trade tensions and optimism regarding China’s artificial intelligence-led transformation.

    Market watchers and economists said that a combination of proactive fiscal measures, targeted industrial policies and accelerating technological innovation is reinforcing China’s appeal as a destination for global capital.

    According to data released on Monday by the National Bureau of Statistics, China’s factory activity gauge improved marginally in June, as the official purchasing managers index for the manufacturing sector came in at 49.7 in June, up from 49.5 in May. Notably, the PMIs for equipment manufacturing, high-tech manufacturing and the consumer products sector came in at 51.4, 50.9 and 50.4, respectively, remaining in expansion territory for two straight months.

    “The story of China now is about growth,” said Fang Dongming, head of China Global Markets at UBS.

    Foreign investors will be attracted as long as companies promise growth and profit, whether it is in technology, healthcare, new energy or new types of consumption, Fang said.

    Multibillion-dollar US fund manager Franklin Templeton has started edging back into Chinese stocks for the first time in years, with a group of its funds managing around $2 billion buying into Chinese stocks in recent weeks, Zehrid Osmani, head of the company’s Global Long-Term Unconstrained team, told Reuters recently.

    The company believes that trade tensions with the US have peaked, and that China is expected to further support its technology giants, according to Osmani.

    Economists believe that China is well-positioned to achieve its annual growth target of around 5 percent, backed by proactive fiscal policy and moderately accommodative monetary policy.

    Zhang Xiaoyan, associate dean at Tsinghua University’s PBC School of Finance, said that China’s top leadership may sharpen its focus on ensuring domestic economic stability and maintaining stable relationships with its trading partners, which would further boost the confidence of domestic and foreign investors in the Chinese economy.

    Liu Qiao, dean of Peking University’s Guanghua School of Management, said that new policy tools in the second half might include fiscal transfers or cash subsidies for low-income groups, and supportive policies to address pressure on enterprises, especially listed companies, which would improve corporate cash flow and strengthen investment appetite.

    Driven by this favorable policy environment and long-term opportunities in sectors like technology, new energy and advanced manufacturing, global asset managers are reassessing their China allocations.

    The return of global capital is reflected in broader data. According to Goldman Sachs, global active funds have increased their China equity allocations from 5 percent in late September to 6.4 percent by late April. The investment bank maintains an “increase” stance for Chinese stocks, citing improving corporate profitability, foreign capital inflows and long-term value in yuan-denominated assets.

    Fu Si, China portfolio strategist at Goldman Sachs, has forecast that the CSI 300 Index — tracking 300 heavyweight stocks in Shanghai and Shenzhen — could reach 4,600 points, about 10 percent above current levels. Similarly, the MSCI China Index, widely tracked by global investors, is expected to rise another 10 percent in the coming months, supported by its current price-to-earnings ratio of just 11.5.

    Goldman Sachs also identified artificial intelligence as a key growth driver. It estimated that AI proliferation could lift the overall profitability of Chinese stocks by 2.5 percent annually over the next decade. China’s AI breakthroughs may attract $200 billion in fresh capital into its equity market, potentially driving stock prices up 15 to 20 percent.

    Zhang Di, chief macro analyst at China Galaxy Securities, highlighted that new policy-based financial instruments are likely to be introduced soon to support economic growth.

    “That will help support the growth of infrastructure and real estate in the second half of the year. And the focus will also be placed on supporting technological innovation, consumer-related infrastructure, and key sectors such as trade-in deals for consumer goods,” he said.

    According to Nomura Orient International Securities, Chinese equities could outperform global peers in the second half of 2025. Factors include expectations of more supportive policy, improving domestic liquidity, and rising global interest in Asia-Pacific markets amid a weaker US dollar.

    Market performance so far reflects rising confidence. The Shanghai Composite Index has gained about 5.6 percent so far this year, while the CSI 300 is up over 3 percent. Meanwhile, the Hang Seng Index in Hong Kong has surged over 23 percent this year, second only to South Korea’s KOSPI, which saw a 28 percent increase.

  • MIL-OSI Submissions: Funding terror: how west Africa’s deadly jihadists get the money they need to survive

    The west Africa–Sahel region has seen a proliferation of militant Islamist groups since the 1990s.

    One of the most vicious groups operating in the region is Jama’at Nusrat al-Islam wal-Muslimin (Support Group for Islam and Muslims). The militant group emerged in 2017 in Algeria and Mali, and has targeted civilian populations.

    The UN listed the group as an al-Qaeda affiliate in 2018. Al-Qaeda is an Islamist organisation founded by Osama bin Laden in the 1980s.

    The 2024 global terrorism index listed Jama’at Nusrat al-Islam wal-Muslimin as one of the world’s most dangerous terrorist organisations. Its influence has expanded in most parts of the Sahel. The group emerged to strengthen the jihadist insurgency under al-Qaeda. It combines violence with diplomacy to expand its influence and challenge state authorities.

    Despite growing pressure from counter militancy campaigns spearheaded by local, regional and international militaries, Jama’at Nusrat al-Islam wal-Muslimin continues to survive and adapt by regrouping and reorganising. This was demonstrated in its latest operation in Burkina Faso in 2024. The group exerted significant control by closing schools, setting up taxation checkpoints and abducting locals.

    Its engagement in illicit economies has been key to the group’s successful expansion. This revenue is used to carry out devastating attacks.

    We research jihadi-based insurgencies, and have found that this is a common tactic among terrorist groups in the west Africa-Sahel axis, including Boko Haram militants.

    From our research, we find that Jama’at Nusrat al-Islam wal-Muslimin funds its activities by relying on

    • artisanal mining

    • kidnapping

    • livestock theft

    • money laundering.

    Dismantling the group’s illicit economies and blocking its financial flows are key to countering its activities.

    Financial resources

    The group needs money for fighting, and to sustain political and social influence in its areas of operation.

    Artisanal gold mining has proven to be a major factor in its expansion and resilience. In areas where the group exerts influence, illicit gold mining generates over US$30 billion annually. According to a report by Swissaid, a development group based in Switzerland, the main destinations for this gold are the United Arab Emirates, Turkey and Switzerland.

    The jihadists gain access to gold by controlling mining sites and transport routes to and from mines. They sometimes allow trusted allies, who include local armed groups, bandits and other criminal networks, to mine in exchange for a payout. The extent of gold mining funds is not exactly known, but the artisanal sites in areas controlled by the group have the capacity to produce 725 kilograms of gold per year, valued at US$34 million.

    Another source of income – and political influence – is kidnapping for ransom. Kidnap victims include cattle owners, businessmen, state officials and foreigners. The group received a ₤30 million ransom in 2020 to release one French and two Italian hostages. Between 2017 and 2023, the group and its affiliated units were responsible for 845 out of approximately 1,100 recorded kidnappings in Mali, Burkina Faso and Niger. Burkina Faso and Mali remain the epicentre of the group’s violent activities. In the first quarter of 2023, over 180 cases of kidnapping were recorded in these countries’ war-torn areas.

    Livestock theft has also been a critical source of funds. The practice of livestock theft as economic warfare and a means to generate funds has led to livestock being forcibly taken from herders who fail to pay zakat (a religious fee among Muslims) or subscribe to the group’s ideology. The stolen livestock are sold in Mali, Mauritania or Senegal. The ability to monetise stolen livestock makes their theft a cornerstone of the Sahelian war economy and a source of cash for weapons and vehicles.

    Money laundering is another illicit economy central to the militant group’s financing. It lends money to merchants, invests with banks and funds small shops with the aim of getting profits. This helps ensure a constant flow of money and provisions to support the group’s terrorist acts. It has attached much importance to this illicit economy, to the extent of assassinating those who interfere with its investments.

    Way out

    To cut down Jama’at Nusrat al-Islam wal-Muslimin’s financial base – and thereby weaken its capacity for militancy – counterinsurgency efforts need to take the following actions.

    • Government security actors should collaborate with local self-defence militias to regulate artisanal mining and thwart kidnappings.

    • Financial intelligence units need to identify merchants who receive money from the militant group to block the flow of illicit funds.

    • Specialised courts that deal with money laundering and terrorism financing cases should be established and made operational in Burkina Faso and Mali, the epicentres of the group’s activities.

    • Burkina Faso and Mali should increase security around civilians to minimise civilian casualties from terror operations.

    Since finance is the basis of the militant group’s strength, regional security co-operation should be strengthened. This would help with systematically tracking illicit flows and stopping them.

    Headline: Members explore technology transfer case studies, patent information, trade-related IP data

    Discussions at the meeting saw a high level of engagement by delegations. Members highlighted how voluntary technology transfer to developing economies can boost innovation, productivity and development, drawing on sectoral case studies. They also focused on better harnessing information from expired patents and underlined the importance of systematic, transparent reporting on global IP trade flows.
    A paper entitled “Intellectual Property and Innovation: Technology Transfer case studies” was submitted by Australia, Canada, the European Union, Israel, Japan, the Republic of Korea, New Zealand, Singapore, Switzerland, Chinese Taipei, the United Kingdom and the United States.
    The paper highlights how technology enhances productivity, competitiveness, growth and development, motivating countries to foster an environment that attracts voluntary technology transfer and innovation. The paper invites members to submit case studies on voluntary transfers of patent-protected or trade secret technologies and highlights the importance of domestic policies and capacity-building. The aim of the paper is to inform TRIPS Council discussions on incentivizing mutually beneficial technology transfer to address global challenges.
    The paper indicates that practical examples are useful in illustrating how technology transfer occurs across sectors such as agriculture, sustainability and manufacturing. IP offices and WIPO GREEN,  an online platform for technology exchange, provide case studies and opportunities to promote green technology exchange. TRIPS Article 66.2 on technology transfer details incentives for transfer to least-developed countries (LDCs). In public health, the Medicines Patent Pool (MPP) enables voluntary sublicensing of patented treatments, increasing access to lifesaving medicines and supporting local production.
    Colombia submitted a communication titled “After-life of patents” proposing joint efforts ahead of the 14th WTO Ministerial Conference (MC14), to be held in Cameroon in March 2026, to explore better use of patent information, potentially expanding the discussion to copyrighted works. The proposal envisions a cooperative WTO approach, without affecting debates on the need for balance in IP protection. Colombia said it is considering an MC14 decision where members would agree to make patent disclosures publicly accessible, promote good practices for their use, permit artificial intelligence (AI) training on such data, and establish a global, publicly accessible repository for such information. 
    Colombia submitted a second paper for discussion: “Trade-Related Figures of Intellectual Property at the WTO: The Case of IP Royalties at the Global Level”. The paper argues that since the TRIPS Agreement’s adoption in 1995, WTO members have applied common IP standards yet little focus has been placed on trade-related IP metrics. Unlike goods and services, IP trade flows – such as royalty payments – receive limited, inconsistent attention in WTO data. Occasional studies exist but lack regularity. However, reliable data is available through IMF and World Bank sources, which track cross-border royalty payments in national balance of payments statistics, offering an important resource for understanding global IP trade dynamics.
    The paper suggests the WTO should implement systematic, detailed reporting on IP-related financial flows, integrating this data into TRIPS Council updates, Trade Policy Reviews and WTO databases. Disaggregated by IP category, such data would support informed policy decisions and foster balanced, evidence-based debate on the global IP regime.
    Notifications
    Members were updated on notifications under various provisions of the TRIPS Agreement that the Council has received since its last meeting in March.
    The Chair of the Council, Emmanuelle Ivanov-Durand of France, said that the pace of notifications to the Council has increased in recent years, but they are still not keeping up with the actual development of laws and regulations relating to TRIPS. She emphasized that TRIPS Article 63.2 is not a “one-off” requirement but a core element of TRIPS transparency and a central part of the Council’s work. It obliges members to notify new or amended laws on TRIPS, including those recently adopted to address the COVID-19 pandemic.
    This requirement includes the notification of legislative changes to implement the special compulsory licensing system to export medicines covered by TRIPS Article 31bis. The notification of relevant laws and regulations can assist members in preparing for the potential use of the system. It would also help the WTO Secretariat in its efforts to provide informed technical support to members.   
    The Chair recalled that the e-TRIPS Submission System is available for members to easily notify their laws and to make other required submissions to the TRIPS Council. The platform also permits digital access, consultation and analysis of information through the e-TRIPS Gateway, an easy-to-use interface to search and display information related to the TRIPS Council.
    Members agreed to test the e-Agenda tool at the next TRIPS Council meeting on a trial, non-committal basis. Developed by the Secretariat and already in use across over 20 WTO bodies, the e-Agenda enhances transparency, organization and access to meeting documents and statements. The Chair stressed that implementation costs would be minimal, with a tailored prototype and training available. The trial aims to assess the practical value of the tool without altering established procedures.
    Non-violation and situation complaints
    Members repeated their well-known positions on the issue of non-violation and situation complaints (NVSCs) under the TRIPS Agreement. With less than a year to go to the 14th WTO Ministerial Conference (MC14), the Chair reminded members that it is a ministerial mandate for the Council to examine the scope and modalities for NVSCs, and that members should make serious efforts to do so.
    The Chair noted that members have not displayed much appetite for advancing substantive discussions in this area. If this situation persists in the coming months, it is difficult to foresee any outcome in this area at MC14 other than an extension of the moratorium or its expiry, she noted. She suggested that if discussion on this matter is going to be limited to choosing between these two options, members could decide in Geneva ahead of MC14.
    At the 13th Ministerial Conference (MC13) in Abu Dhabi in 2024, ministers adopted a Decision on TRIPS Non-Violation and Situation Complaints, instructing the TRIPS Council to continue reviewing the issue and submit recommendations to MC14. Until then, members agreed not to initiate such complaints under the TRIPS Agreement.
    The Decision on TRIPS Non-Violation and Situation Complaints concerns whether and how WTO members can bring disputes to the WTO alleging that an action or situation has nullified expected benefits under the TRIPS Agreement, even without a specific violation.
    Other issues
    WTO members continued talks on how to proceed on the long overdue review of the implementation of the TRIPS Agreement. Under Article 71.1, the TRIPS Council is required to conduct a review of the implementation of the Agreement after two years and at periodic intervals thereafter. However, the initial review in 1999 was never completed and no review has subsequently been initiated.
    The Chair recalled that members were able to propose last year a process for the first review, which ultimately could not be adopted. After holding informal consultations in May with the most active member on this issue to find a way forward, the Chair has concluded that the concerns that prevented the adoption of the proposal remain.
    Ms Ivanov-Durand noted that the mandate set out in TRIPS Article 71.1 is highly significant and encouraged delegations to keep working towards the initiation of the implementation review. A number of delegations expressed their willingness to continue discussions on this issue. The Chair expressed her availability to conduct further informal consultations once there is greater likelihood of members agreeing on how to make substantial progress.
    The Council did not agree on renewing the invitation to the European Free Trade Association (EFTA) to participate in the TRIPS Council as ad hoc observer. This invitation had been renewed on a meeting-to-meeting basis since 2012. A number of members said that the current list of observers is not balanced and asked the Council to reassess the situation with regards other international intergovernmental organizations whose requests have been pending for years. It was suggested that the Chair could address this issue in the technical meetings she is planning with members.
    The updated list of pending requests for observer status in the TRIPS Council by intergovernmental organizations is contained in document IP/C/W/52/Rev.14.
    The Chair said that there have been no new acceptances of the protocol amending the TRIPS Agreement since the last Council meeting. This means that, to date, the amended TRIPS Agreement applies to 141 members. Twenty-five members have yet to accept the Protocol. The current period for accepting the protocol runs until 31 December 2025.

    The next regular meeting of the TRIPS Council is scheduled for 10-11 November 2025.

    After a groundbreaking year, Canada and Germany concluded their historic co-chairship of the Eureka Network. For the first time in the network’s history, 2 countries jointly led the world’s largest public network for research and innovation. 

    The National Research Council of Canada (NRC) and Germany’s Federal Ministry of Research, Technology and Space (BMFTR) led the year-long co-chairship, which ran from July 1, 2024, to June 30, 2025. Together, the co-chairs advanced the strategic goals of Eureka, facilitated new partnerships, and supported research and innovation projects across various industries and countries.

    Major milestones from the Canada-Germany Eureka co-chairship:

    • Circular Value Creation (CVC) call for proposals: A key initiative of the co-chairship focused on sustainability and resource efficiency, inviting participation from 17 countries. This is the largest joint call across Eureka in its history. The CVC call remains open until September 2025, providing exciting opportunities for innovators to work with international partners in the circular economy space.
    • Expanded global partnerships: One of the co-chairship’s most significant achievements was the strategic expansion of Eureka’s role within both the European and global innovation ecosystems. This includes the development of a joint action plan to strengthen cooperation between Eureka and the European Union in the medium to long term. The year also included the successful re-association of Singapore, which further enhances Eureka’s global outreach and fosters greater cross-regional collaboration. 
    • Impactful research and innovation opportunities: During the co-chairship, Eureka initiated several innovative bilateral and multilateral calls for proposals, focusing on areas such as light weighting and disaster resilience for climate solutions. These calls paved the way for groundbreaking innovation in addressing critical global challenges.
    • Eureka Global Innovation Summit 2025: A key highlight of the co-chairship was the Eureka Global Innovation Summit (GIS), held in April 2025 during Hannover Messe. The summit attracted more than 900 participants from around the world, including government ministers, industry leaders, and R&D experts. Canada had a strong delegation of companies who took full advantage of matchmaking opportunities, pitching sessions, and various B2B engagements designed to help create connections with potential R&D partners.

    Shareholders also confirmed the re-election of all eight current members of the Board of Directors, including Mr. Carlos Moreira as Chairman, for a one-year term ending at the conclusion of the 2026 AGM. Additionally, the AGM approved the re-election of the members of the Nomination and Compensation Committee, the Company’s statutory auditor BDO SA, and Anwaltskanzlei Keller AG as independent proxy.
