    LOS ANGELES, CA – Today, Representatives Jimmy Gomez (CA-34), Luz Rivas (CA-29), Norma Torres (CA-35) and Lou Correa (CA-46) were unlawfully denied entry to the Edward R. Roybal Federal Building while attempting to conduct congressional oversight of reported ICE detentions of immigrant families under unsafe and degrading conditions in the federal building. Rep. Gomez is calling on Department of Homeland Security (DHS) Secretary Kristi Noem to immediately investigate the unlawful obstruction of congressional oversight and the reported mistreatment of migrants.

    “Under federal law, we have the authority to access these facilities—and ICE broke the law by blocking us,” said Rep. Gomez. “We’re not here to protest. We’re here to investigate reports that law-abiding migrants—moms, kids, workers, and asylum seekers—are being held in a basement with no beds, no food, no water. This isn’t martial law, and Secretary Noem must explain why her agency is operating in the shadows. We will not stop until we get answers.”

    A recent CBS News report revealed that immigrant families—including children and pregnant women—were being detained in the Roybal Building’s basement without beds, food, or water after routine ICE check-ins. Lawmakers arrived to investigate, but ICE and DHS officials unlawfully blocked their entry. Outside the building, they were joined by attorneys, advocates, and family members of those detained. Rep. Gomez and witnesses started coughing—a sign that made them suspect a chemical irritant had been deployed nearby.

    Rep. Gomez’s district includes downtown LA and the Roybal Federal Building where the detentions occurred. As the son of immigrants, Rep. Jimmy Gomez (CA-34) has been a strong advocate for immigrant families. Rep. Gomez filed an amicus brief earlier this year urging the Court to uphold the 14th Amendment’s guarantee of citizenship. He’s a proud supporter of the Dream and Promise Act of 2025, which would provide a clear path to citizenship for Dreamers, Temporary Protected Status (TPS) holders, and Deferred Enforced Departure (DED) recipients. He has called on the IRS and the Department of Homeland Security (DHS) to immediately halt efforts to misuse confidential taxpayer data for immigration enforcement. He is also leading the effort to reinstate the Citizenship and Assimilation (C&A) Grant Program, which supports organizations that help legal residents become U.S. citizens.

  • MIL-OSI USA: Monthly Budget Review: May 2025

    The federal budget deficit totaled $1.4 trillion in the first eight months of fiscal year 2025, the Congressional Budget Office estimates. That amount is $160 billion more than the deficit recorded during the same period last fiscal year. Revenues increased by $196 billion (or 6 percent), and outlays rose by $357 billion (or 8 percent).

    The change in the deficit was influenced by the timing of outlays. Fiscal year 2024 outlays were reduced because payments that were due on October 1, 2023, a Sunday, were shifted into the prior fiscal year. (Those payments were made in September 2023.) Outlays in both fiscal years increased because payments due on June 1, 2024, and June 1, 2025, which also fell on weekends, were paid in May of those years. If not for those shifts, the deficit so far this fiscal year would have been $84 billion (or 7 percent) more than the shortfall at this point last year.

  • MIL-OSI Security: Nigerian Man Sentenced to More Than Five Years for Hacking, Fraud, and Identity Theft Scheme

    Jay Clayton, the United States Attorney for the Southern District of New York, and Christopher G. Raia, the Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), announced that KINGSLEY UCHELUE UTULU was sentenced today by U.S. District Judge Paul G. Gardephe to 63 months in prison for his role in a broad hacking, fraud, and identity theft scheme targeting U.S.-based businesses and individuals.  UTULU previously pled guilty to conspiracy to commit wire fraud.

    “Kingsley Uchelue Utulu took part in a scheme to hack into U.S. tax preparation businesses, trade in the stolen personal identifying information, and defraud the IRS and other governmental bodies,” said U.S. Attorney Jay Clayton.  “Offshore scammers like Utulu and his co-conspirators may think they can target hard-working Americans with their hacking and fraud schemes and avoid prosecution.  The message from the Department and the FBI is clear, they cannot.  We are committed to protecting Americans from criminals operating offshore.”   

    FBI Assistant Director in Charge Christopher G. Raia said: “Kingsley Utulu, a Nigerian national, was part of a scheme that targeted and infiltrated electronic systems of U.S.-based companies to steal more than two million dollars through fraudulent tax returns.  Along with his co-conspirators, this defendant’s scheme reached across the globe to exploit sensitive information for financial gain.  The FBI will never exempt any individual who seeks to unlawfully profit through deceitful practices, regardless of where they are located.”

    According to the Indictment, public court filings, and statements made in court:

    Beginning in at least in or about 2019, UTULU and other Nigeria-based conspirators took part in a scheme to hack into U.S-based tax preparation businesses.  The conspirators utilized spearphishing emails to obtain access to these business’s electronic systems.  Once they had obtained access, the conspirators stole the tax and other identifying information of the business’ customers.  The conspirators hacked into several U.S.-based tax businesses, located in New York, Texas, and other states.

    The conspirators obtained the stolen identity information of thousands of individuals.  They used this information to file fraudulent tax returns with the Internal Revenue Service and state tax authorities.  The conspirators sought fraudulent refunds of at least approximately $8.4 million, of which they successfully obtained at least approximately $2.5 million.

    In addition to filing fraudulent tax returns, the conspirators used the stolen identities to file fraudulent claims with the Small Business Administration’s Economic Injury Disaster Loan program.  The conspirators were able to obtain at least an additional approximately $819,000 in fraudulent payouts.

    UTULU was arrested for his involvement in this scheme while being present in the United Kingdom and was thereafter extradited to the U.S. to be prosecuted.

    In addition to the prison term, UTULU, 38, of Nigeria, was ordered to pay restitution in an amount of $3,683,029.39 and forfeiture in the amount of $290,250.

    The prosecution of this case is being handled by the Office’s Complex Frauds and Cybercrime Unit. Assistant U.S. Attorney Daniel G. Nessim is in charge of the prosecution.

  • MIL-OSI USA: ICE Philadelphia and law enforcement partners execute worksite enforcement operation at Wyoming Valley Pallets Inc.

    PHILADELPHIA — U.S. Immigration and Customs Enforcement’s Homeland Security Investigations Scranton and Enforcement and Removal Operations Philadelphia, FBI Scranton, IRS-Criminal Investigations Scranton, the U.S. Marshals Service Scranton and other law enforcement partners executed a worksite enforcement operation at Wyoming Valley Pallets Inc. in Exeter on June 5. The operation resulted in the administrative arrests of three illegal aliens from Mexico: Miguel Bruno-Vasquez, Vicente Coyotecal Matias and Jesus Gallardo-Bautista. Additionally, Geoli Perez-Santana, a citizen of the Dominican Republic, was arrested. All were illegally working in the United States.

    “Today’s operation highlights the significant detriments of employing illegal workers, which undermines the integrity of our immigration system and puts lawful businesses at a disadvantage,” said Special Agent in Charge of HSI Philadelphia Edward V. Owens. “We are committed to working with our law enforcement partners to identify and apprehend those who violate immigration laws and to protect the interests of both legal workers and employers who follow the law.”

    This investigation began on or about March 14, when HSI Scranton was notified by ERO of a positive employment hit confirmation on Gallardo, who had an outstanding arrest warrant for driving under the influence. All four individuals were transported to the Pike County Jail for processing after their arrests. This enforcement action is part of the Homeland Security Task Force initiative.

    Gallardo last entered the U.S. on June 16, 2007, with authorization to remain until Dec. 11, 2007; however, he remained beyond that date without authorization. Gallardo was ordered removed from the U.S. on May 8, 2013, in absentia. Gallardo was previously arrested by the Scranton Police Department on April 29, 2021, for driving under the influence and driving without a license. The case is still pending.

    Coyotecal was previously arrested at the U.S. border on March 1, 1999, and June 3, 1999, and given voluntary returns.

    Bruno-Vasquez has no previous encounters with ICE.

    Perez-Santana was previously arrested by the U.S. Border Patrol on Oct. 25, 2022, near Calexico, California, after illegally crossing the U.S. border from Mexico. Perez-Santana was served a notice to appear and released on his own recognizance.

    LOS ANGELES – Representative Jimmy Gomez (CA-34) is demanding immediate accountability from the Department of Homeland Security (DHS) after he and Representatives Lou Correa (CA-46), Luz Rivas (CA-29), and Norma Torres (CA-35) were unlawfully denied entry to the ICE detention facility inside the Roybal Federal Building in downtown Los Angeles on June 7.

    “What happened on June 7 was a flagrant, unlawful obstruction of congressional oversight. This is not a gray area. This is black letter law—and your department broke it,” wrote Rep. Gomez in a letter to DHS Secretary Kristi Noem.

    Gomez reminded DHS of federal law, which explicitly prohibits the Department from denying Members of Congress access to any DHS detention facility, without requiring prior notice. He also raised urgent concerns about reports that asylum seekers and families are being held in basement holding cells for up to 24 hours without food, water, or sunlight.

    “These conditions are not only inhumane—they are morally bankrupt and legally indefensible. …Detaining human beings under these conditions has no place in this country—and I will not stand for it. I expect an immediate response,” said Rep. Gomez.

    Rep. Gomez outlined three immediate demands from DHS and ICE:

    • Full and unimpeded access to the Roybal facility for Members of Congress, including walkthroughs and interviews with detainees.
    • A written explanation of who authorized the illegal denial of entry and why.
    • Full compliance with oversight laws at all DHS facilities nationwide.

  • MIL-OSI USA: Kemp: May Net Tax Revenues Up 9.1%; Adjusted YTD Up 0.2%

    ATLANTA – The State of Georgia’s net tax collections in May totaled $2.69 billion, for an increase of $224 million, or 9.1%, compared to FY 2024, when net tax collections approached $2.47 billion for the month. As a result of the hurricane-related tax filing deadline extension granted by Governor Kemp to file tax year 2024 income tax returns, a large number of filers took advantage of the extension by remitting payments at the May 1 deadline, leading to a significant portion of both individual and corporate return payments being captured in the May reporting cycle.

    Year-to-date, net tax revenue totaled $30.46 billion, for an increase of $536.2 million that was driven largely by the collection of the state’s motor fuel excise tax, which was suspended by Executive Order for a period of two and a half months during FY 2024.  Adjusting for the year-over-year motor fuel tax changes, year-to-date net tax revenue collections for the period ending May 31 were up $64.8 million, or 0.2%.

    The changes within the following tax categories help to further explain May’s overall net tax revenue increase:
     
    Individual Income Tax: Individual Income Tax collections totaled nearly $1.33 billion, for an increase of $102.3 million, or 8.3%, compared to last year when Individual Tax collections totaled $1.23 billion.

    The following notable components within Individual Income Tax combine for the net increase:

    • Individual Income Tax refunds issued (net of voided checks) increased $57.9 million or 38.7 percent
    • Individual Withholding payments declined by $38.1 million, or 3.2 percent, from the previous fiscal year
    • Individual Income Tax Return payments were up $162.5 million, or 142.9 percent, over last year
    • All other Individual Tax categories, including Estimated payments, were up a combined $35.8 million

    Sales and Use Tax: Gross Sales and Use Tax collections totaled roughly $1.6 billion in May, for an increase of $74.2 million, or 4.9%, compared to FY 2024.  Net Sales and Use Tax increased by $37.5 million, or 5%, compared to last year, when net sales tax totaled $746 million. The adjusted Sales Tax distribution to local governments totaled $809.4 million, for an increase of $41.7 million, or 5.4%, while Sales Tax refunds decreased by $4.9 million compared to the previous fiscal year.

    Corporate Income Tax: Corporate Income Tax collections for the month of May totaled $121.2 million, which was an increase of $50.2 million, or 70.8%, compared to last year’s total of $70.9 million.

    The following notable components within Corporate Income Tax make up the net increase:

    • Corporate Income Tax refunds issued (net of voids) declined roughly $31.1 million, or 75.1%
    • Corporate Income Tax Return payments increased by $30.7 million, or 98.5%, over May 2024
    • All other Corporate Tax types, including Corporate Estimated payments, were down a combined $11.6 million 

    Motor Fuel Taxes: Motor Fuel Tax collections increased by $5 million, or 2.6%, compared to FY 2024.

    Motor Vehicle – Tag & Title Fees:  Motor Vehicle Tag & Title Fees increased by $1.4 million, or 4.2%, for the month, while Title Ad Valorem Tax (TAVT) collections increased by $6.3 million, or 8.3%, over May 2024.

  • MIL-OSI Australia: Alleged QLD money laundering organisation dismantled, 4 charged

    Four people allegedly involved in an elaborate Queensland-based money laundering scheme that smuggled cash around the country and washed millions of dollars of criminal proceeds have been charged following an 18-month, multi-agency investigation.

    The AFP-led Criminal Assets Confiscation Taskforce (CACT) has also restrained assets across Queensland and NSW suspected of being the proceeds of crime, which have a combined value of about $21 million and include 17 properties, bank accounts and vehicles.

    More than 70 members from the Queensland Joint Organised Crime Taskforce (QJOCTF), comprised of the AFP, Queensland Police Service, Australian Border Force, the Australian Criminal Intelligence Commission, AUSTRAC and Australian Taxation Office, executed 14 search warrants at homes and businesses across Brisbane and the Gold Coast on 5 and 6 June 2025.  

    AUSTRAC and the ATO also provided analytical expertise and support during the investigation, which was centred on Southeast Queensland but also monitored cash dead drops in multiple cities around Australia.

    A Brisbane man, 32, from Heathwood, who was allegedly a major client of the money laundering operation and washed $9.5 million in 15 months, was charged on Thursday (5 June) with money laundering and failing to provide the password to a mobile phone. He has been remanded in custody and is scheduled to face Brisbane Magistrates’ Court today (9 June).

    In December 2023, the QJOCTF began investigating suspicious financial transactions. The investigation linked the Heathwood man to a company that had received millions of dollars transferred by suspicious third-party transactions.  

    Investigators following the money trail allegedly identified the man was a customer of a sophisticated money laundering operation allegedly being run through the armoured transport unit of a security company that transferred $190 million cash into cryptocurrency.    

    Investigations into the source of the $190 million converted into cryptocurrency by the security company remain ongoing.

    A Gold Coast man, 48, and woman, 35, who were the director and general manager respectively of the security business, were each charged on Friday (6 June) with a money laundering offence. The couple, from Maudsland, was granted watchhouse bail and is scheduled to face Southport Magistrates Court on 21 July 2025.

    Another Brisbane man, 58, from West End, who allegedly funnelled laundered money through a business account to a separate business account controlled by the Heathwood man, was also charged on Friday with two money laundering offences. He was granted watchhouse bail and is scheduled to face Brisbane Magistrates Court on 1 August 2025.

    The QJOCTF alleges the Gold Coast-based security company used a complex network of bank accounts, businesses, couriers and cryptocurrency accounts to launder millions of dollars of illicit funds over 18 months.

    The security company, which transferred cash between businesses and banks, allegedly mixed cash from its legitimate business arm with illicit funds deposited by suspected criminals.

    To further obfuscate the source of the funds from law enforcement, the security company allegedly channelled the money through a web of transactions including through a sales promotion company, a classic car dealership and cryptocurrency exchange services.

    The organisation then paid out the funds to beneficiaries using cryptocurrency or those third-party companies.

    The Heathwood man allegedly controlled the sales promotion company and received about $9.5 million in cash and cryptocurrency originating from the security company over 15 months.  

    The QJOCTF will allege the Heathwood man attempted to distance himself from the money laundering scheme by setting his wife up as a ‘straw director’ of the promotions company, while he maintained effective control.

    The QJOCTF alleges the West End man was the director of a classic car dealership that received about $6.4 million from the security company and laundered it through his business over a 17-month period.  

    The director allegedly opened at least seven bank accounts with different banks to conceal the source of the money as he moved it around. The illicit money was then allegedly mixed with legitimate money from the car dealership before being transferred to the sales promotions business.

    It is alleged the security company was also the front for the movement of millions of dollars of illicit cash from other states to Southeast Queensland for laundering.

    The cash, which was allegedly generated by organised criminal ventures, was left at dead drop locations around the country and collected by a network of couriers who sent it as domestic cargo on flights to Queensland. It was then collected by the security company’s couriers in Southeast Queensland.

    During search warrants last week, investigators seized crypto wallets containing about $170,000 in cryptocurrency, $30,000 cash, encrypted devices, along with business records and documents related to the alleged money laundering scheme.

    The Maudsland man, 48, the director of the security company, was charged with one count of dealing with the proceeds of general crime, worth $10 million or more, contrary to section 400.2B(6) of the Criminal Code (Cth). The maximum penalty for this offence is 15 years’ imprisonment.

    His wife, 35, who was the general manager of the business, was charged with one count of dealing with the proceeds of general crime, worth $10 million or more, contrary to section 400.2B(3) of the Criminal Code (Cth). The maximum penalty for this offence is imprisonment for life.

    The Heathwood man, 32, allegedly linked to the sales promotion company, was charged with:

    • one count of dealing with proceeds of crime, worth $1 million or more, contrary to section 400.3(2B) of the Criminal Code (Cth). The maximum penalty for this offence is 12 years’ imprisonment, and
    • one count of failure to comply with a 3LA Order, contrary to section 3LA(5) of the Crimes Act (Cth). The maximum penalty for this offence is 10 years’ imprisonment.

    The West End man, 58, who was the director of the classic car company, was charged with:

    • two counts of dealing with proceeds of crime, money or property worth $1 million or more, contrary to section 400.3(2B) of the Criminal Code (Cth). The maximum penalty for this offence is 12 years’ imprisonment
    • one count of uttering a forged document, contrary to section 488(1)(b) of the Criminal Code (QLD). The maximum penalty for this offence is three years’ imprisonment, and
    • one count of dealing with identification information to commit or facilitate an indictable offence, contrary to section 408D of the Criminal Code (Qld). The maximum penalty for this offence is 5 years’ imprisonment.

    Investigations are ongoing, and further arrests have not been ruled out.

    AFP Detective Superintendent Adrian Telfer said money laundering undermined Australia’s national security, the economy and social security system.

    ‘Many Australians are feeling the financial pinch but remain law-abiding and honest citizens,’ Det Supt Telfer said.

    ‘Criminals always choose greed over decency and will constantly find opportunities to increase their wealth at the expense of others.’  

    ‘We allege this organisation intentionally concealed and disguised the source, value and nature of their illicit money, and distanced themselves from the funds to try to avoid getting caught by authorities.’

    ‘This plot was elaborate and calculated, and it demonstrates the lengths criminals will go to make money.’

    ‘Money laundering investigations are incredibly challenging due to the complex web of deception used by criminals, and this crime cannot be tackled by one agency alone.’

    ‘This result is a testament to the great work done by the investigators, forensic accountants in the QJOCTF, the CACT, and our Taskforce Avarus partners.’  

    Queensland Police Service Crime and Intelligence Command, Detective Acting Superintendent David Briese, from the Drug and Serious Crime Group, said money laundering was far from a victimless crime.

  • MIL-OSI Global: How school choice policies evolved from supporting Black students to subsidizing middle-class families

    School voucher programs that allow families to use public funds to pay tuition to attend private schools have become increasingly popular.

    Thirteen states and the District of Columbia currently operate voucher programs.

    In addition, 15 states have universal private school choice programs that offer vouchers, education savings accounts and tax credit scholarships.

    More states are considering school choice and voucher programs as the Trump administration advocates for widespread adoption.

    School vouchers have a long history in the U.S.

    The first vouchers were offered in the 1800s to help children in sparsely populated towns in rural Vermont and Maine attend classes in public and private schools in nearby districts.

    After the U.S. Supreme Court’s 1954 Brown v. Board of Education decision, in which justices ruled that separating children in public schools on the basis of race was unconstitutional, segregationists used vouchers to avoid school integration.

    More recently, school voucher programs have been pitched as a tool to provide children from low-income families with quality education options.

    As a scholar who specializes in education policy, law and politics, I can share how current policies have strayed from efforts to support low-income Black children.

    History of school voucher programs

    Over time, as school voucher policies grew in popularity, they evolved into education subsidies for middle-class families.

    Research from education history scholars shows that more recent support for school choice was not anchored in an agenda to privatize public schools but rooted in a mission to support Black students.

    Over time, as school voucher policies grew in popularity, they evolved into subsidies for middle-class families to send their children to private and parochial schools.

    School choice policies have also expanded to include education savings account programs and vouchers funded by tax credit donations.

    Vouchers can redirect money from public schools, many of which are serving Black students.

    Impact on public schools

    School voucher programs can negatively impact the quality of public schools serving Black students.

    States looking to add or expand school choice and voucher programs have adopted language from civil rights activists pushing for equal access to quality education for all children. For example, they contend that school choice is a civil right all families and students should have as U.S. citizens. But school voucher programs can exclude Black students and harm public schools serving Black students in a host of ways, research shows.

    This impact of voucher programs disproportionately affects schools in predominantly Black communities with lower tax bases to fund public schools.

    Since the Brown v. Board ruling, school voucher programs have been linked to racial segregation. These programs were at times used to circumvent integration efforts: They allowed white families to transfer their children out of diverse public schools into private schools.

    In fact, school voucher programs tend to exacerbate both racial and economic segregation, a trend that continues today.

    For example, private schools that receive voucher funding are not always required to adopt the same antidiscrimination policies as public schools.

    School voucher programs can also negatively impact the quality of public schools serving Black students.

    As some of the best and brightest students leave to attend private or parochial ones, public schools in communities serving Black students often face declining enrollments and reduced resources.

    In cities such as Macon, Georgia, families say that majority Black schools lack resources because so many families use the state’s voucher-style program to attend mostly white private schools.

    Moreover, the cost of attending a private or parochial school can be so expensive that even with a school voucher, Black families still struggle to afford the cost of sending children to these schools.

    Vouchers can siphon school funding

    Voucher programs can disproportionately affect funding in majority Black school districts.

    Research from the Economic Policy Institute, a nonpartisan, nonprofit think tank based in Washington, D.C., shows that voucher programs in Ohio result in majority Black school systems such as the Cleveland Metropolitan School District losing millions in education funding.

    This impact of voucher programs disproportionately affects schools in predominantly Black communities across the U.S. with lower tax bases to fund public schools.

    Another example is the Marion County School District, a South Carolina system where about 77% of students are Black.

    Marion County is in the heart of the region of the state known as the “Corridor of Shame,” known for its inadequate funding and its levels of poor student achievement. The 17 counties along the corridor are predominantly minority communities, with high poverty rates and poor public school funding because of the area’s low tax base due to a lack of industry.

    On average, South Carolina school districts spent an estimated US$18,842 per student during the 2024-25 school year.

    In Marion County, per-student funding was $16,463 during the 2024-2025 school year.

    By comparison, in Charleston County, the most affluent in the state, per-student funding was more than $26,000.

    Returning voucher policy to its roots

    Rather than focus on school choice and voucher programs that take money away from public schools serving Black students, I argue that policymakers should address systemic inequities in education to ensure that all students have access to a quality education.

    Establishing restrictions on the use of funds and requiring preferences for low-income Black students could help direct school voucher policies back toward their intent.

    It would also be beneficial to expand and enforce civil rights laws to prevent discrimination against Black students.

    These measures would help ensure all students, regardless of background, have access to quality education.

    The Inland Revenue Department (IRD) today alerted the public to fraudulent SMS messages purportedly issued by the department which invite recipients to claim a profits tax subsidy via a hyperlink provided.

    The IRD clarified that it has no connection with the fraudulent SMS messages and has reported the case to Police for further investigation.

    It reminded the public to stay alert to suspicious SMS messages and not visit the hyperlinks provided in such messages nor disclose any personal information.

    The IRD is on the SMS Sender Registration Scheme under the Office of the Communications Authority, meaning all SMS messages issued by the department will bear “#HK IRD” in the SMS Sender ID to help people to verify the sender’s identity.

    Nine million pensioners to receive Winter Fuel Payments this winter

    Everyone over the State Pension age in England and Wales with an income of, or below, £35,000 a year will benefit from a Winter Fuel Payment this winter.

    • This increased threshold means no lower or middle-income pensioners will miss out, with the vast majority – over three quarters – of pensioners in England and Wales receiving the payment.

    • Support will continue to be targeted, with pensioners above this threshold having the payment automatically recovered or able to opt out.

    Nine million pensioners to receive Winter Fuel Payments this winter as all pensioners in England and Wales with an income of, or below, £35,000 a year will benefit from a Winter Fuel Payment. This extends eligibility to the vast majority of pensioners, with around 9 million, or over three quarters, benefitting. This threshold is well above the income level of pensioners in poverty and is broadly in line with average earnings, balancing support for lower income pensioners with fairness to the taxpayer

    This change will cost around £1.25 billion in England and Wales and see means-testing of the Winter Fuel Payment save around £450 million, subject to certification by the Office for Budget Responsibility (OBR) compared to the system of universal Winter Fuel Payments. The costs will be accounted for at the Budget and incorporated into the next OBR forecast. The Chancellor will take decisions on funding in the round at that forecast to ensure the government’s non-negotiable fiscal rules are met. This will not lead to permanent additional borrowing.

    No pensioner will need to take any action as they will automatically receive the payment this winter, and for those with incomes above the threshold it will be automatically recovered via HMRC. The payment of £200 per household, or £300 per household where there is someone over 80, will be made automatically this winter. Over 12 million pensioners across the United Kingdom will also benefit from the Triple Lock, with their State Pension set to increase by up to £1,900 this parliament.

    Chancellor of the Exchequer Rachel Reeves said:

    Targeting Winter Fuel Payments was a tough decision, but the right decision because of the inheritance we had been left by the previous government. It is also right that we continue to means-test this payment so that it is targeted and fair, rather than restoring eligibility to everyone including the wealthiest. 

    But we have now acted to expand the eligibility of the Winter Fuel Payment so no pensioner on a lower income will miss out. This will mean over three quarters of pensioners receiving the payment in England and Wales later this winter.

    Pensioners above the £35,000 threshold will have the full amount of the Winter Fuel Payment they received automatically collected via PAYE, or via their Self-Assessment return. No one will need to register with HMRC for this or take any further action.  Pensioners who want to opt out and not receive the payment at all, will be able to do so, with details to be confirmed.

    Making these changes now gives people certainty and ensures that payments can be made in time for this winter. Payments will be better targeted than before 2024-25 when they were previously paid to all pensioners regardless of their income, meaning those on lower and middle incomes will still receive the help they need, ensuring fairness for both pensioners and taxpayers.

    Approximately 2 million individuals in England and Wales over State Pension age have taxable incomes above £35,000.

    • Eligibility is based on a person’s age and place of residence during the qualifying week (the third full week of September). For winter 2025/26, the qualifying week will be 15 to 21 September 2025.
    • A person needs to have reached State Pension age by the end of the qualifying week to be eligible.
    • Winter Fuel Payments are worth £200 per household, or £300 per household where there is someone over 80. Shared payments are made to pensioners not on an income-related benefit.
    • The payment will be recovered from individuals via HMRC based on their individual taxable incomes. There will be no need for household incomes to be aggregated.
    • It will be recovered via PAYE for the vast majority, or in their Self-Assessment tax return for the minority who file and pay their taxes in this way. HMRC will work closely with representative bodies to ensure the process is as simple as possible with clear guidance for taxpayers.
    • For those who would like to opt out from receiving the Winter Fuel Payment, DWP will develop a simple system to enable individuals to do so, removing the need for HMRC to recover the payment. Further information will be on GOV.UK in due course. 
    • The government will be publishing an equalities analysis alongside the legislation and a Tax Information and Impact Note at Budget.

    • As of winter 2024/25, Winter Fuel Payments were restricted in England and Wales to pensioner households receiving Pension Credit or certain other income-related benefits.  
    • It is worth £200 for eligible households, or £300 for households with someone aged 80 or over. It is a non-contributory, household payment to support pensioners during the colder months.
    • From 2025/26 Winter Fuel Payments will be payable in England and Wales at £200 for households including someone between State Pension age and 79, and £300 for households including someone aged 80 or over. Where the household is not getting an income related benefit, such as Pension Credit, a shared payment will be made – e.g. a couple, each under 80, not on Pension Credit will receive a payment of £100 each.
    • Winter Fuel Payments are transferred in Northern Ireland. The policy area is devolved to Scotland. The Scottish Government and the Northern Ireland Executive will both receive a mechanical uplift in their funding as a result of this change in England and Wales.

  • MIL-OSI Australia: From whisper to warrant: $4.4 million of illicit tobacco seized

    The Australian Taxation Office (ATO), with support from Victoria Police, has seized and destroyed over 20 tonnes of illicit tobacco from a property North-East of Shepparton, Victoria.

    On Thursday 5 June a search warrant revealed a mature tobacco crop spanning nearly 6 acres, the equivalent of approximately 456 tennis courts. Officers also seized several trays of tobacco seedlings from the property.

    The estimated excise value of the illicit tobacco uncovered under Operation Ocean is $4.4 million.

    ATO Assistant Commissioner Jade Hawkins commended the results of the operation, with the destruction of tobacco crops showing the ATO’s removing illicit tobacco from the community.

    ‘Detecting, disrupting and dismantling the illicit tobacco trade is a priority for the ATO.’

    ‘These operations are run by criminal syndicates, not farmers or producers. They put the Australian community at risk when they use profits from these activities to fund other serious crimes.’

    ‘Involvement in illicit tobacco production is a serious offence. There are hefty penalties for possessing, selling, buying, manufacturing, or producing illicit tobacco, including jail terms for up to 10 years imprisonment.’

    ‘This type of activity takes vital money away from the community and places it directly into the hands of organised criminals who mistakenly think they can sail under the radar,’ Ms Hawkins said.

    Operation Ocean adds to the 90 completed illicit tobacco operational activities between 1 July 2018 and 30 June 2024.

    ‘A wave of illicit tobacco has been stopped in its tracks, with this warrant activity surfacing thanks to a tip-off from the community,’ Ms Hawkins said.

    Community tip-offs are one of the ATO’s best sources of information as they provide crucial information to assist in the fight against illicit tobacco.

    It’s illegal to grow tobacco in Australia without the appropriate excise licence and currently no one is licensed to do so.

    Signs that land is being used to grow, manufacture or produce illicit tobacco include:

    • construction activities along creeks and rivers on private and public land
    • unexplained and potentially unlawful use of water resources
    • vans with no markings being loaded with cardboard boxes, at odd hours of the day and night
    • the sound of machinery running overnight
    • excessive security measures such as cameras, locks or guards.

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Washington, DC – June 9, 2025

    Latvia’s economy is navigating a complex global environment while addressing structural challenges at home. Geoeconomic fragmentation, geopolitical tensions, higher trade barriers and trade policy uncertainty, and labor and skills shortages are adding to challenges to productivity growth. Meanwhile, Latvia faces significant medium- and long-term spending pressures driven by population aging, defense needs, and investments for energy security. To address these spending needs, staff recommends the mobilization of additional revenue and the acceleration of structural fiscal reforms. Improving pension adequacy requires strengthening the second and third pillars of the pension system. The authorities should continue to monitor risks in the financial sector, including banks’ exposure to the commercial real estate sector, and reassess the solidarity contribution on banks. To strengthen resilience and growth—which will also support public finances—the authorities should consider measures to boost productivity. These include increasing the quantity and quality of corporate investment (e.g., by improving firms’ access to finance), supporting the reallocation of labor and capital toward higher value-added products and services, and enhancing digital technology adoption in traditional sectors.

    Outlook and Risks

    Growth is projected to rebound in 2025. Real GDP growth is projected to recover to about 1 percent in 2025, underpinned mainly by higher public investment, but also a recovery in private consumption and a gradual recovery of external demand. Headline inflation is projected to increase to about 3 percent in 2025, reflecting higher energy prices in the early months of 2025 and higher food prices, and core inflation is expected to moderate but remain above headline reflecting persistent services inflation.

    Risks to the outlook are tilted to the downside. Rising geopolitical tensions, and higher tariffs and trade policy uncertainty may dampen the recovery. Although direct trade and financial exposures to the United States are small, weaker demand in key European trading partners and lower consumer and business confidence could affect economic and financial stability through financial contagion. Other downside risks to growth include a further slowdown of growth in Latvia’s trading partners, delays in the absorption of EU funds, new increases in global energy and food prices, and an increase in electricity prices. At the same time, a strong economic recovery in Latvia’s main trading partners, a boost in confidence from improved security, a faster-than-expected disbursement of EU funds, and a swift implementation of structural reforms may contribute to higher-than-expected economic growth. Latvia has a strong track record, solid commitment to fiscal discipline, and strong fiscal institutions. Despite that, the fiscal balance is subject to downside risks from higher spending in defense, contingent liabilities with state-owned enterprisesthat could be in excess of the Fiscal Safety Reserve, and higher capital expenditure with large infrastructure projects.

    Fiscal Policy: Addressing Public Spending Pressures

    The moderately expansionary budget in 2025 is appropriate, given the currently negative output gap. The headline fiscal deficit is projected to increase to about 3 percent of GDP in 2025, because of higher defense and investment spending needs. At the same time, the 2025 budget includes tax reforms to simplify the personal income tax that will generate minimal revenue gains.

    Latvia’s government faces significant medium- and long-term spending pressures.These include rising costs for pensions and health care, increased defense spending, and investments for energy security. The government has recently committed to increasing defense spending to 5 percent of GDP from 2026 onwards. In the absence of measures to raise fiscal revenues and reprioritize government spending, Latvia’s structural fiscal deficit (including one-off expenses) is projected to average about 3 percent of GDP in the medium-term. This would raise public debt close to 50 percent of GDP in 2030, eroding fiscal space and limiting the authorities’ ability to address large adverse shocks in the future.

    Going forward, the authorities should proactively preserve fiscal buffers. Staff estimates that bringing public debt to its pre-Covid level of 40 percent of GDP in 2030 requires a fiscal consolidation of about ½ percent of GDP per year between 2026 and 2030.

    The government should therefore mobilize additional revenue. Revenue measures could include (i) strengthening tax compliance; (ii) broadening the bases of corporate and personal income taxes (e.g., by reducing the shadow economy); (iii) continuing to improve VAT collection efficiency through further narrowing the compliance gap; (iv) reducing tax exemptions and fossil fuel subsidies; and (v) raising property tax revenue. The government should also consider improving the efficiency of public spending by further improving procurement, eradicating rent-seeking activities, simplifying regulation, reducing bureaucracy, and increasing the efficiency of public administration and public investment management.

    The government should adopt measures to support medium- and long-term pressures arising from higher spending with pensions. The government needs a comprehensive approach to improve pension adequacy while ensuring the financial balance of the pension system. This may include pursuing active labor market policies to increase labor force participation, incentivizing pensioners to work, and linking the retirement ages to future life expectancy gains. The authorities should also strengthen pension adequacy by increasing the contribution rates and the returns to the mandatory defined contribution pension pillar and strengthening incentives for higher voluntary savings for retirement through a more flexible and accessible system design.

    Financial Policies: Countering Risks and Building Resilience in the Financial Sector

    The authorities should monitor loan exposure to commercial real estate (CRE) and reassess the solidarity contribution on banks. If remaining in place for long, the solidarity contribution could distort bank lending toward less productive uses such as real estate and reduce lending to corporates. This is because banks can spread the increased tax costs over the full term of a mortgage, unlike for corporate loans which have shorter maturities. Considering structural changes in the office CRE segment globally, and given that loans to the CRE sector are around 31 percent of banks’ total corporate loan portfolio, CRE developments should be closely monitored.

    The macroprudential policy stance remains broadly appropriate. The implementation of a positive neutral countercyclical capital buffer requirement, which will be raised to 1 percent in June 2025, helps build up releasable macroprudential buffers. However, the looser debt-to-income and debt service-to-income limits implemented in 2024 to promote loans for the purchase of energy-efficient housing should be reconsidered. Latvia has made further progress in strengthening its AML/CFT framework.

    Structural Reforms: Policies to Boost Investment and Productivity

    Latvia’s low productivity growth is driven by sluggish capital accumulation and an inefficient allocation of productive resources. The low capital stock results from inadequate investment in part driven by financial constraints and low risk-adjusted expected returns. Structural bottlenecks like costly and lengthy insolvency processes (despite improvements) or limited occupational and regional mobility of the labor force have hindered the flow of resources from low- to high-productivity firms. Boosting productivity would help to increase the tax base and sustainably lift incomes, while preserving Latvia’s external competitiveness.

    Corporate reforms can improve capital allocation and enhance access to finance. Insolvency reforms with a focus on micro companies and timely initiation of insolvency cases that facilitate the exit of firms that are not economically viable could help to reallocate resources to more viable businesses. Initiatives to develop the capital market could help improve the access to finance by smaller firms. Expanding venture capital and equity financing would improve access to finance, therefore boosting opportunities for startups and allowing young firms to scale up. All these reforms will be more successful if combined with deepening the EU’s single market, which will allow Latvia’s firms to leverage economies of scale and greatly improve access to capital markets.

    Addressing labor and skills shortages would sustain investment and productivity growth in Latvia. High-quality education and training systems, and targeted upskilling and reskilling measures are key to reducing the labor and skills shortages, improving competitiveness, and boosting productivity. The facilitation of skilled migration and the use of targeted active labor market policies will also help to enhance participation in the labor market.

    Product and service market reforms can enhance competition and productivity. The regulatory framework could be improved by reducing the use of retail price regulation, streamlining spatial planning and construction regulations, and further simplifying administrative procedures and digitalization efforts in the construction sector.

    The authorities should enhance support for innovation, technology adoption, and digital transformation, as well as strengthen energy security. Despite a modest rise in the past decade, Latvia’s R&D spending as a share of GDP remains among the lowest in Europe, hampering innovation and productivity growth. The authorities should accelerate the digital transformation by centralizing the governance of digital platforms and systems in the public sector, expanding digital training to public employees, promoting digitalization in businesses and in the education sector, and enhancing the broadband infrastructure. Finally, Latvia should continue to enhance its energy security by increasing the share of renewable energy, including biomass, and improving interconnections to other European power grids.

    Washington, D.C. – Representatives Joe Wilson (R-SC) and Jerry Nadler (D-NY) reintroduced the Living Organ Donor Tax Credit Act. The bill will provide a $5,000, one-time, refundable tax credit to living organ donors who were not reimbursed for the costs of organ donation by the National Living Organ Donor Assistance Center (NLDAC), or any other entity.

         Our nation’s transplant shortage is dire. Seventeen people die every day waiting for a viable organ, according to the Health Resources and Services Administration. Currently, there are around 93,000 Americans on the kidney transplant waitlist, with some having to wait as long as six years to receive a transplant, according to UNOS. Patients waiting for a transplant on average cost the U.S. government at least $77,000 a year for dialysis, which adds up to more than $20 billion a year, according to the Centers for Medicare and Medicaid Services (CMS). Removing the barriers to organ donation will not only increase the number of living donors, therefore saving lives, but also will save the taxpayers money. This tax credit would apply to living kidney, liver, lung, pancreas, intestine, and bone marrow donors, as well as any other viable living organ donation.

Upon enactment of the OBBB, the Trump Administration will have embarked on actions that reduce deficits by at least $6.6 trillion over 10 years.

    Highest Level of Mandatory Savings in History: The OBBB dwarfs the mandatory savings included in the high-profile deficit reduction bills of the past. Specifically, it achieves substantially more mandatory spending reductions than the Deficit Reduction Act of 2005 ($140 billion), the Balanced Budget Act of 1997 ($800 billion), the Omnibus Budget Reconciliation Act of 1993 ($370 billion), and the Omnibus Budget Reconciliation Act of 1990 ($440 billion) on an inflation adjusted basis.

Due to the record-setting number of bills enrolled to the governor this legislative session, potential changes to the state’s federal funding and reduced revenue projections from the Council on Revenues, additional time to analyze bills will ensure each bill is given the nuanced, thoughtful consideration it deserves. Governor Green has until July 9 to issue final vetoes. All other bills will become law by July 9.

    “Let me be clear: of the 320 bills passed by the Legislature this session, 19 are on our Intent-to-Veto list,” said Governor Green. “Our team has completed a review of every measure and the overwhelming majority of legislation will become law. Each bill on today’s list is based on thorough legal and fiscal analysis, and as always, was guided by what will best serve the people of Hawai‘i, protect our resources and strengthen our future.”

    To date, Governor Green has signed 200 bills into law benefiting the people and ‘āina of Hawai‘i, with core themes including environmental stewardship, educational access and success, as well as public safety. These represent key focus areas so far; additional bills awaiting signature will build upon this foundation to address state priorities. The remaining 101 bills are on track to become law by July 9.

    Over 300 bills were reviewed by state departments and agencies, the Attorney General and the Governor in the last month. The Governor has until July 9 to issue final vetoes from today’s list.

    The following bills are being considered for vetoes, line-item vetoes, or reductions.

    Fiscal Bills:

    HB126: RELATING TO PROPERTY FORFEITURE

    Bill Description: Increases transparency and accountability surrounding property forfeiture. Clarifies which property is subject to forfeiture. Amends the authorized disposition of forfeited property and the proceeds thereof. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaiʻi Omnibus Criminal Forfeiture Act. Repeals language that requires the Hawaiʻi Omnibus Criminal Forfeiture Act to be construed liberally.

    Veto Rationale: Asset forfeiture serves as a powerful deterrent against and punishment for criminal activity. The one-year deadline to return seized property for which the owner has not been charged with a covered offense, significantly weakens the efficacy of this dual deterrent and punishment. Many covered offenses, including felonies, often involve complex investigations that extend beyond a year, rendering this bill’s one-year deadline for law enforcement to file charges unrealistic. Seized property can serve as critical evidence in investigations, and its return before an investigation’s completion would severely hamper the investigation as well as the administration of justice at large.

    HB300: RELATING TO THE STATE BUDGET

    Bill Description: Appropriates funds for the operating and capital improvement budget of the Executive Branch for fiscal years 2025-2026 and 2026-2027.

    Veto Rationale: Potential shifts in federal funding, coupled with recent projections from the Hawaiʻi Council on Revenues, require the state to reevaluate its budget to ensure essential services and priorities remain supported. Specific line-item reductions based on program feasibility, stability, and sustainability will help the state enter the fiscal year with a balanced budget and sound financial plan.

    HB302: RELATING TO CANNABIS
    Bill Description: Part I: Authorizes DOH to inspect qualifying patient medical records held by the physician, advanced practice registered nurse, or hospice provider who issued a written certification for the qualifying patient. Amends and adds definitions for purposes of the medical use of cannabis law. Clarifies the conditions of use for the medical use of cannabis. For purposes of issuing written certifications, authorizes the establishment of a provider-patient relationship via telehealth and limits the maximum amount of fees that can be assessed by providers. Authorizes the sale of hemp products and accessories for the medical use of cannabis at retail dispensing locations, except in waiting rooms. Clarifies transportation requirements for certain inter-dispensary sales of cannabis and manufactured cannabis products. Part II: Establishes criminal penalties for the unlicensed operation of a medical cannabis dispensary. Part III: Authorizes expenditures from the Medical Cannabis Registry and Regulation Special Fund to fund programs for the mitigation and abatement of nuisances related to illegal cannabis and hemp products and medical cannabis dispensaries and appropriates funds from the Special Fund to the AG’s Drug Nuisance Abatement Unit for these purposes, including establishing positions. Part IV: Beginning 1/1/2028, prohibits the cultivation of cannabis without a cannabis cultivator license issued by DOH.

    Veto Rationale: This administration remains committed to Hawai‘i’s existing medical cannabis program and supports efforts to expand access to medical cannabis for any medical condition. Although this bill’s authorization of medical cannabis certifications via telehealth expands access to medical cannabis, provisions authorizing the inspection of patients’ medical records without warrant constitute a grave violation of privacy. Given that the federal government classifies cannabis as a Schedule I substance, patients’ reasonable fears of repercussions based upon information gained from inspection of their personal medical records may deter patients from participating in the medical cannabis program.

    HB496: RELATING TO MĀMAKI TEA

    Bill Description: Prohibits the use of certain words and misleading Hawaiian imagery, place names, and motifs on the label of a consumer package that contains or includes tea or dried leaves from the plant Pipturus albidus, unless 100% of the tea or dried leaves were cultivated, harvested, and dried in the state. Appropriates funds for a Measurement Standards Inspector position.

    Veto Rationale: While the intent of this measure is to ensure consumer protection and reliable Made in Hawai‘i labeling, the bill imposes overly strict labeling requirements that could harm small businesses and māmaki producers who responsibly blend leaves from multiple sources. Prohibiting the labeling of products composed of less than 100% māmaki tea as “māmaki” ignores the economic contributions of and impacts to producers who mix or process māmaki with other herbs, undermining producers who support local māmaki farmers while meeting broader demand.

    HB796: RELATING TO TAX CREDITS

    Bill Description: Requires that income tax credits existing on 12/31/2025 or established or renewed after 12/31/2025 include a five-year sunset or an annual one-third reduction, beginning with the sixth year of the credit.

    Veto Rationale: This bill would have a significant long-term impact on income tax credits across a variety of industries, including film and television, research, and renewable energy. These tax credits are critical to supporting economic development and diversification, particularly within growing and emerging sectors. Categorically sunsetting income tax credits will not only disincentivize future investors from doing business in Hawai‘i, but will destabilize existing businesses that currently rely upon these tax credits.

    HB1369: RELATING TO TAXATION 

    Bill Description: Amends and repeals certain exemptions under the general excise tax and use tax laws.

    Veto Rationale: The amendments to the general excise tax and use tax contained in this bill would impact sugarcane producers, commercial fishing vessels and securities exchanges. Removing the specific tax exemptions afforded to these entities would provide little financial benefit to the state while harming, in particular, sugarcane producers.

    SB583: RELATING TO NAMING RIGHTS

    Bill Description: Allows the naming rights of the Stadium Facility and Convention Center Facility to be leased to any public or private entity. Requires any revenues derived from advertising or marketing in or on the Stadium Facility or Convention Center Facility to be deposited into the appropriate special fund of the facility. Authorizes the display of the name of any entity that leased the naming rights to a stadium operated by the Stadium Authority on the exterior of the stadium.

    Veto Rationale: Pursuant to section 14, article III, of the Hawai‘i State Constitution, each bill may only contain one subject, which must pertain to the bill’s title. The exemption of concessions in the stadium facility and Convention Center from typical concession procurement procedures may violate section 14, article III, of the Hawai‘i State Constitution since the exemption appears to fall outside the titular scope of the bill, naming rights.

    SB589: RELATING TO RENEWABLE ENERGY

    Bill Description: Requires the Public Utilities Commission to establish an installation goal for customer-sited distributed energy resources in the state. Requires the Public Utilities Commission to establish tariffs to achieve the installation goal and for grid services programs, microgrids and community-based renewable energy. Ensures that certain levels of compensation are provided for solar and energy storage exports from customer-sited distributed energy resources as part of grid service programs and requires the Public Utilities Commission to establish grid service compensation values. Clarifies when a person who constructs, maintains, or operates a new microgrid is not considered a public utility. Authorizes wheeling of renewable energy and requires the Public Utilities Commission to establish policies and procedures to implement wheeling and microgrid service tariffs.

    Veto Rationale: Maintaining Hawai‘i’s leadership in clean energy through established goals and initiatives remains a priority. The Public Utilities Commission has already opened or plans to open proceedings relating to microgrid services tariffs and customer-sited distributed energy resources and grid services. The mandates contained in this bill therefore risk duplication and delay of already existing efforts.

    Non-Fiscal Bills: 

    HB235: RELATING TO TRAFFIC SAFETY

    Bill Description: Requires the Department of Transportation, after the City and County of Honolulu educates the public and adjusts any systems, to expand the use of photo red light imaging detector systems and automated speed enforcement systems to locations on the North Shore of O‘ahu.

    Veto Rationale: The Department of Transportation has developed specific criteria for the selection of communities within which to implement traffic safety systems. This criteria incorporates data-driven crash, citation and traffic volume metrics, which ensure communities are chosen based on need and potential for greatest impact. Ignoring this criteria in favor of legislatively mandated location selection threatens the integrity of the photo red light imaging detector system and automated speed enforcement system programs.

    HB800: RELATING TO GOVERNMENT

    Bill Description: Provides for the transfer of certain parcels in the Liliha Civic Center area and Iwilei Fire Station area from various state agencies to the City and County of Honolulu. Provides for the transfer of the parcel of land upon which Ali‘i Tower is sited from the City and County of Honolulu to the Department of Land and Natural Resources. Exempts the lands transferred to the Department of Land and Natural Resources from the definition of public lands for purposes of Chapter 171, HRS.

    Veto Rationale: The land transfers provided in the bill would negatively impact the City and County of Honolulu, which relies upon Ali‘i Tower’s land lease revenues and office spaces. Additionally, the state would face indeterminate additional costs, as Ali‘i Tower’s age likely necessitates capital improvements and ongoing maintenance. Although the intent of this bill is to reduce the state’s reliance on private commercial office space, no analysis exists identifying the amount of office space the acquisition of Aliʻi Tower would provide the state.

    HB958: RELATING TO TRANSPORTATION

    Bill Description: Establishes safe riding behaviors for electric bicycles. Prohibits the operation of high-speed electric devices in certain locations. Establishes labeling and signage requirements for electric bicycles. Prohibits the operation of a moped or electric motorcycle in certain locations. Amends the definition of “bicycle” for purposes of county vehicular taxes. Defines “electric bicycle” in place of “low-speed electric bicycle.” Defines “electric micro-mobility device” and requires the same regulations as electric foot scooters to apply to electric micro-mobility devices. Prohibits a person under the age of 16 from operating a class 3 electric bicycle. Authorizes a person under the age of 14 to operate class 2 electric bicycles under supervision. Prohibits a person from riding a class 3 electric bicycle on a sidewalk. Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk under certain circumstances. Prohibits a person from operating a bicycle or electric foot scooter under the age of 18 without a helmet. Repeals the requirement that moped drivers use bicycle lanes and substitutes the term “motor-driven cycle” with the term “motor scooter.”

    Veto Rationale: While mopeds and motorcycles are exempt from the prohibition established within this bill, on “high-speed electric devices” driving on public roadways, electric cars are not exempt. Such a prohibition would likely violate the Commerce Clause and Equal Protection Clause of the United States Constitution and conflict with the administration’s commitment to reducing greenhouse gas emissions.

    HB1296: RELATING TO THE MAJOR DISASTER FUND

    Bill Description: Establishes timely notice and reporting requirements to the Legislature by the Governor regarding the transfer of appropriations to the Major Disaster Fund. Effective 7/1/2025. Sunsets 7/1/2026.

    Veto Rationale: The administration is committed to the transparent, efficient management of state funds. During times of emergency, flexibility and the quick release of funds is necessary to respond to rapidly changing situations. This bill disrupts the delicate balance between reporting requirements facilitating government transparency and fiscal flexibility undergirding efficient response and recovery efforts. Placing additional administrative oversight over funds expended for emergencies jeopardizes public safety.

    SB15: RELATING TO HISTORIC PRESERVATION 

    Bill Description: Amends the definition of “historic property” to require that the property is over 50 years old and meets the criteria for inclusion in the Hawaiʻi Register of Historic Places. Excludes proposed projects on existing residential property and proposed projects that are in nominally sensitive areas from the State’s Historic Preservation Program review, under certain circumstances.

    Veto Rationale: Exempting proposed projects on any existing residential property from historic preservation review fails to consider properties that have never undergone such a review and may contain historically significant artifacts or iwi kūpuna. This categorical exclusion increases the risk for desecration of iwi kūpuna and historical resources. Although Governor Green supports amending the historic preservation review process to facilitate housing production, a more nuanced approach to protecting iwi kūpuna is needed, such as that advanced in SB 1263.

    SB31: RELATING TO PROPERTY

    Bill Description: Authorizes a person who discovers a recorded discriminatory restrictive covenant to take certain actions, without liability, to invalidate the covenant. Defines discriminatory restrictive covenant.

    Veto Rationale: By enabling any person, including those without any interest in the specified real property, to record a statement that a real property’s title includes a discriminatory restrictive covenant, this bill provides a statutorily authorized mechanism for the circulation of disinformation. This disinformation has the potential to negatively affect the marketability of a property. Because the person who recorded the statement claiming a discriminatory restrictive covenant exists is waived of any liability, no recourse is available to those who suffer financial loss due to inaccurate claims concerning their property’s title.

    SB38: RELATING TO HOUSING

    Bill Description: Requires the Hawaiʻi Housing Finance and Development Corporation to provide counties with an opportunity to comment on certain housing development projects. Prohibits the legislative body of a county from imposing stricter conditions than the Hawaiʻi Housing Finance and Development Corporation, stricter area median income requirements, or a reduction in fee waivers to housing development proposals that would increase the cost of the project.

    Veto Rationale: County councils have expressed concerns that this bill hampers their ability to work with developers to modify housing projects to reflect the specific needs of their communities. While the administration supports measures intended to facilitate the production of affordable housing, further dialogue with the counties on this measure’s implementation is required.

    SB66: RELATING TO HOUSING

    Bill Description: Establishes procedures and requirements for single-family and multifamily housing project applicants to apply for an expedited permit, including requirements for completeness of expedited permit applications, duties of licensed professionals and the counties during construction, and applications for owner-builder exemptions. Takes effect 7/1/2026. Sunsets 6/30/2031.

    Veto Rationale: By allowing any qualified professional to determine a project’s impact on historical resources, this bill permits a project proponent to evaluate and determine the impact of its own projects on historical resources. This is a conflict of interest that allows for self-serving determinations, undermines the authority and purpose of regulatory agencies’ independent evaluations, and increases risk to iwi kūpuna.

    SB104: RELATING TO CORRECTIONS

    Bill Description: Beginning 7/1/2026, restricts the use of restrictive housing in state-operated and state-contracted correctional facilities, with certain specified exceptions. Establishes a restrictive housing legislative working group to develop and recommend more comprehensive laws, policies and procedures regarding restrictive housing for members of vulnerable populations by 1/8/2027. Requires the Hawaiʻi Correctional System Oversight Commission to review restrictive housing placements on an annual basis. Authorizes the Department of Corrections and Rehabilitation, by 12/1/2027, to implement policies and procedures recommended by the restrictive housing working group related to committed persons. Requires interim and final reports to the Legislature and Hawaiʻi Correctional System Oversight Commission.

    Veto Rationale: The Department of Corrections and Rehabilitation has policies in place governing the use of restrictive housing. These policies and procedures comply with National Institute of Corrections and American Correctional Association standards. Rather than improve the health and safety of those in the department’s care, the implementation of certain requirements proposed in this bill will jeopardize the safety, security and good governance of the department’s facility, negatively impacting inmates. In lieu of this measure and to address stakeholders’ concerns, the department is working with the Hawaiʻi Correctional Systems Oversight Commission to amend its policies and procedures.

    SB447: RELATING TO A DEPARTMENT OF HEALTH PILOT PROGRAM

    Bill Description: Establishes a Hiring Pilot Program within the Department of Health, which includes an amended hiring procedure for delegated position classifications, certain flexibilities regarding minimum qualifications for positions having a salary range at or below SR-10, the ability to directly hire certain individuals into a civil service position if certain conditions are met, and the authority to make certain temporary appointments at the merited civil service pay scale without step limitation. Applies to recruitments initiated before 7/1/2028. Requires annual reports to the Legislature. Sunsets 7/1/2028.

    Veto Rationale: The governor strongly supports efforts to streamline the state’s hiring process to address our workforce vacancies, especially those in our state’s public health sector. However, this bill conflicts with state civil service law, undermining the state’s merit-based civil service system. Disparities in hiring, classification and compensation throughout the state are expected to occur should this bill become law.

    SB1102: RELATING TO THE AIRCRAFT RESCUE FIRE FIGHTING UNIT

    Bill Description: Specifies the appointment processes and terms for the Fire Chief of the Hawaiʻi State Aircraft Rescue Fire Fighting Unit of the Airports Division of the Department of Transportation.

    Veto Rationale: The appointment process proposed in the bill is inconsistent with the selection process for other department leadership positions. Further, due to the need to obtain legislative approval for the appointment of the Fire Chief, following the appointment process contained in this bill may delay the appointment of this critical leadership position, impacting airport operations, safety and readiness.

    WASHINGTON — Yesterday, U.S. Senator Tim Scott (R-S.C.) introduced the Employee Access to Worksite Health Services Act to improve healthcare accessibility and affordability for American workers. 

    The bill would address an existing provision in the Internal Revenue Code Section 223 that unintentionally disincentivizes employer-sponsored health clinics. Specifically, the bill ensures that employees who utilize services provided through worksite health clinics will not be deemed ineligible to contribute pretax dollars to their HSAs. Additionally, the bill broadens the scope of services offered through these clinics to ensure compliance and expand healthcare options for employees.

    “Empowering employers to provide accessible and comprehensive health services directly at the worksite is a win for workers and businesses alike,” said Senator Scott.“This legislation takes important steps to remove barriers that limit innovative healthcare solutions and supports healthier, more productive communities.”

  • MIL-OSI United Kingdom: Support secured for LGBT Veterans

    Action to ensure Council Tax support retained.

    Legislation has been amended to ensure veterans who receive a payment from the LGBT Financial Recognition Scheme do not lose out on council tax support.  

    More than 1,200 people in Scotland who served under and suffered from the ban on lesbian, gay, bisexual and transgender (LGBT) personnel serving in HM Armed Forces between 1967 and 2000 have applied to the UK Government for compensation so far.

    Changes approved by the Scottish Parliament to ensure such payments do not affect any entitlement to Council Tax Reduction have come into effect this week.

    Finance Secretary Shona Robison said:

    “As we mark 25 years since the lifting of the ban on LGBT people serving in the Armed Forces, it is important to recognise the hardship that so many faced with widespread homophobic bullying and harassment.

    “Nothing will make up for the difficulties that LGBT veterans faced, however our action will ensure those in Scotland receive every penny that they are entitled to.

    “I would also like to recognise the individuals and organisations – including Fighting with Pride – who campaigned for the rights of those who were dismissed or discharged, or faced other discrimination.”

    Peter Gibson, CEO of Fighting with Pride, said:

    “Fighting with Pride has campaigned for justice for LGBTQ+ veterans for many years, helping to secure reparations and financial recognition of their horrendous treatment prior to 2000.

    “As we slowly see the UK Government deal with those financial payments, protected from benefit and taxation impact, it is wonderful to see the Scottish Government taking action to ensure other benefits such as Council Tax Benefit is also protected too. We continue to seek out veterans who were discharged or dismissed from the military to support them, and this news is one more step towards helping those in Scotland.”

    Veterans of the LGBT Ban: Financial Recognition Scheme – GOV.UK

    The UK-wide financial recognition scheme opened in December 2024, with payments due to commence in June 2025. 

    Around 460,000 households across Scotland will receive some level of Council Tax Reduction this year, helping them with the cost of living. This will save people, on average, more than £850 a year.
