China aims to cultivate new quality productive forces through technological innovation to empower modern agriculture, a policy priority that has been underscored in this year’s “No 1 central document”, which was released on Sunday.

The document emphasizes the importance of developing new quality productive forces in agriculture according to local conditions, and calls for the cultivation of leading high-tech agricultural enterprises and the acceleration of breakthroughs in seed varieties.
The country will support the development of smart agriculture and expand the application scenarios of artificial intelligence, big data and low-altitude technologies, according to the document.
Sunday’s release is a top-level development framework for the cultivation of new quality productive forces in the field of agriculture, said Jin Wencheng, director of the Research Center for the Rural Economy, which is affiliated with the Ministry of Agriculture and Rural Affairs.
The document stresses the importance of improving the agricultural sci-tech innovation system, and of nurturing agri-tech talent and emerging enterprises, while accelerating the large-scale application of agricultural sci-tech achievements, Jin said.
To address barriers hindering the application of new technologies and product commercialization, the country will establish a modern institutional framework that aligns with the development needs of new quality productive forces in agriculture.
He noted that a regional approach to the transformation and modernization of traditional agriculture is needed, as it balances the adoption of new technologies with employment stability.
Seed revolution
Seed innovation is crucial to China’s agricultural modernization, and the document emphasizes the importance of accelerating breakthroughs in seed varieties through the country’s key agricultural research platforms, and of advancing the industrialization of biological breeding.
Technology has been boosting the seed industry, said Ru Zhengang, a professor at the Henan Institute of Science and Technology, citing the country’s improvements in grain yields over the decades.
Official data show that the national average grain yield stood at 389.7 kilograms per mu (0.067 hectares) in 2023, an increase of 321.1 kilograms per mu compared to 1949.
“The quality and breeding speeds of crop varieties are important factors affecting grain yields,” Ru said, stressing the importance of leveraging new varieties and technologies to boost total grain yield and ensure the country’s food security.
Ru also noted that interactive collaboration among farmers, agricultural researchers and enterprises has facilitated synergistic development between supply and demand, enhancing agricultural productivity and efficacy.
Industrial upgrade
Beyond seeds, rural industries are reinventing themselves through storytelling and tech integration.
Zhejiang’s Lizu village, for example, has transformed its local pears into a “sweet industry” by branding itself with intellectual-property terms like the name of its cultural mascot — Zu’er — and blending farm products with tourism and entertainment, according to Jin Jing, who is in charge of the village’s business operations and often dubbed the CEO of Lizu.
To stimulate innovative rural industries, the village has established innovation spaces that combine entrepreneurial mentorship, incubation and e-commerce training to provide tailored policy support and funding resources for entrepreneurs who are willing to lay down roots in rural regions.
Locals have also jumped on the startup bandwagon, forming a multitude of wealth-creation industries. In 2024, the local per capita disposable income reached 66,000 yuan ($9,206).
And the changes in Lizu can be seen as a microcosm of rural vitalization in Zhejiang province. Rural industries across the province have attracted 80,000 young entrepreneurs, over half of whom were born after 1990.
To attract talent, Jin stressed the importance of building incubation platforms, and of introducing policy incentives and resources to boost entrepreneurship.
“The countryside needs young people, and young people need the countryside even more,” Jin said, calling on more young people to contribute to rural vitalization.

India’s economy is on track to be the world’s third largest by 2030, and Australia is working to realise the enormous trade and investment opportunities that come with this.
The Roadmap sets out a pathway to focus our ongoing efforts, including to boost two-way investment, and work with Indian-Australian communities and businesses. It identifies four ‘superhighways of growth’ in sectors where we have natural strengths and a competitive edge: clean energy, education and skills, agribusiness, and tourism.

The Presidium of the Moscow Government considered the issue of priorities for the development of the education system in the capital for 2025. Based on its results, Sergei Sobyanin decided to increase the standards for per capita financing of general education schools to improve the quality of education while simultaneously leveling the standards for grades 5-11. 46 billion rubles will be allocated for these purposes. In addition, a decision was made to develop a system of mathematical and natural science training for schoolchildren, increase the number of budget places in colleges for Muscovites – ninth-grade graduates to support the growing interest in secondary vocational education, and to build five advanced schools of the future.
The capital is among the top five world leaders in the quality of school education. The decisions taken will help maintain and improve these positions, as well as ensure the competitiveness of Moscow school graduates in the context of the transformation of the labor market and the development of digital technologies.
Increased funding and regulations
In 2025, funding for school education will be further increased by 13 percent. 46 billion rubles will be allocated from the city budget for these purposes.
High results and success of students in high school, college and university largely depend on basic fundamental training in elementary school and in grades five to nine, since it is during this period that interest in learning is formed, and the talents and abilities of the child are revealed. Therefore, today it is important to pay the same attention to elementary and basic school as to high school. This will become an important factor in the further growth of the quality of capital education and the success of students.
In this regard, the Moscow Government decided to introduce a single high standard of financing in grades 5-11 instead of two different ones for the middle and senior levels, and also to increase its size. It will amount to 197 thousand rubles per year per student.
In basic school (grades 5–9), the standard will increase by almost 20 percent, and for grades 10–11, by 5.4 percent. The per capita standard in primary school (grades 1–4) will increase by almost 15.7 percent, to 171,000 rubles per year.
Strengthening the natural science and mathematics areas in school
In addition, additional budget funds will be allocated to improving the quality of mathematical and natural science training for schoolchildren, which determines the achievement of the capital’s technological leadership.
Starting from the new 2025/2026 academic year, schools will organize city-wide courses in mathematics, science, and technology for grades one through six. Students will solve creative problems, developing logic, spatial, and analytical thinking. New city Olympiads will also appear, including experimental ones, for the early identification of children’s talents and their subsequent individual support. Already in April next year, at the “Ready for Life in a Smart City” Olympiad, students in grades three through four will be able to demonstrate the skills they acquired in additional classes.
Conducting such classes will also require a more advanced level of teacher training and acquisition of new competencies. From April 1 of this year, teachers will be offered a new system of training and advanced training in special courses.
The decision to develop additional courses for schoolchildren was made taking into account the growing interest of schoolchildren in mathematical and natural science education. In 2025, a record 60 percent of eleventh-graders will take the advanced level mathematics course on the Unified State Exam — more than 32 thousand graduates.
Over the past five years, interest in computer science has grown by 46 percent, with 16,000 people taking the exam this year. In addition, physics has become a popular subject for the first time in the last few years, with more than 10,000 graduates choosing it.
Building schools of the future and upgrading educational infrastructure
Systematic development of education is impossible without the formation of a high-quality educational environment. The capital has begun implementing an unprecedented project to update school infrastructure and material and technical base.
Since 2024, a large-scale program “My School” has been implemented, within the framework of which it is planned to modernize up to 100 school buildings per year. Now, after reconstruction, the first four buildings have been opened. By the beginning of the new academic year, about 50 schools in Moscow will be modernized. More than 35 thousand children will study in modern, comfortable and high-tech classes.
At the same time, the city continues to build new school buildings. In particular, a decision was made to create five advanced schools of the future in Presnensky, Meshchansky, Basmanny and Tagansky districts. New educational buildings will be built according to innovative standards, including the creation of comfortable spaces for scientific experiments, group and individual work, exhibition areas for projects, a media library with an atrium and recreation areas. Particular attention will be paid to visual openness and filling the space with light.
By 2032, about a thousand school buildings will be built or modernized in the capital.
Expanding educational choice for young people
The priority task in the field of education is to provide young people with the widest possible choice of educational trajectory in accordance with the interests and talents of each student.
Schoolchildren who continue their education in grades 10-11 study at least two subjects in depth to better prepare for entering a university. The capital’s pre-professional education standard, which is based on the “school-college-university-enterprise” model, has also proven its effectiveness.
Traditionally, after completing the ninth grade, many graduates choose to continue their education in college, which allows them to quickly obtain a sought-after profession and begin an independent life. More than 75 percent of vacancies on the Moscow labor market are aimed at specialists with secondary vocational education. The share of graduates of city colleges who get a job in their specialty is 95 percent.
The 2024 admission campaign showed a growing interest among ninth-graders in secondary vocational education. The allocated 16 thousand additional target places were filled by 100 percent. Twice as many ninth-graders became college students — about 36 thousand people.
Among the most popular areas are information technology and programming, graphic design, cooking and confectionery, tourism and hospitality. Demand among applicants for specialties in finance and trade, education and the social sphere is growing.
Taking this trend into account, in 2025 the Moscow Government decided to increase the number of budget places in city colleges for ninth-grade graduates according to need.
Starting in 2023, the city will implement a set of measures to modernize and systematically develop secondary vocational education. It is based on two basic principles:
— relevance and demand (educational programs are developed with the direct participation of employers and professional associations);
– practical orientation (students are immersed in a professional environment from the first year of study at college, and practical classes make up at least 70 percent of the total training time and are conducted under the guidance of experienced mentors and industrial training masters).
One of the key elements of change is constant interaction with employers, working according to their requests. Today, city colleges have more than three thousand partners from all sectors of the economy.
Another important area of modernization of secondary vocational education in Moscow is the large-scale re-equipment of colleges. Over the course of several years, it is planned to re-equip or create anew more than two thousand laboratories and workshops. This will allow practical and laboratory work to be carried out at a modern technological level using equipment that operates at city enterprises.
Three flagship practical training centers will also be built on the basis of modern production facilities. One of them, located in the Rudnevo industrial park, opened in October 2024.
The plans include building seven innovative educational campuses with a total area of over 400,000 square meters to accommodate over 60,000 students by 2031. While unveiling his Budget speech today, Financial Secretary Paul Chan highlighted the bold steps the Government is taking to strengthen Hong Kong’s foundation with the aim of accelerating the city’s development.
He explained that Hong Kong’s economy has recorded moderate growth for two consecutive years as the Government has been active in promoting innovation and technology (I&T) development, while striving to attract more enterprises, capital and investment institutions through diversified business promotion activities.
He pointed out that the Government’s efforts to build a vibrant economy and compete for enterprises and talent have yielded considerable results, including the city’s buoyant stock market.
Mr Chan said: “The sentiment and trading performance of the local stock market improved last year. Since the beginning of this year, trading has been even more active, with average daily turnover exceeding $200 billion recently, up by more than 50% over last year’s average. Total market capitalisation reached $40 trillion.”
When it comes to vibrant initial public offering (IPO) activities, he emphasised that enterprises are increasingly confident about Hong Kong’s financing prospects.
“Funds raised from new listings in Hong Kong amounted to $88 billion last year, a year-on-year increase of nearly 90% and ranking fourth globally. Over 100 new IPO applications are being processed by the Hong Kong Exchanges & Clearing.”
In addition to noting that Hong Kong’s expertise in wealth management is excellent, Mr Chan underlined that the city is expected to become the world’s largest cross‑boundary wealth management centre by 2028.
“Hong Kong is Asia’s largest hedge‑fund centre and the second‑largest centre for private equity management after the Mainland. There are more than 470 open‑ended fund companies in Hong Kong, double that of a year ago, and over 1,050 registered limited partnership funds, a year‑on‑year increase of about 40%.”
Additionally, Hong Kong is poised to attract enterprises, capital and talent on all fronts, the Financial Secretary said.
“Since its establishment, the Office for Attracting Strategic Enterprises (OASES) has attracted 66 strategic enterprises, 80% of which have established or planned to establish their global or regional headquarters in Hong Kong. Many are I&T enterprises with a market valuation of over $10 billion and engaging in cutting-edge technologies.
“In addition, Invest Hong Kong successfully attracted over 500 Mainland and overseas enterprises to set up or expand their businesses in Hong Kong last year, representing an increase of over 40%. These enterprises are expected to bring in direct investment of over $67.7 billion.”
When it comes to attracting capital, Mr Chan revealed that at the end of last year, total deposits in Hong Kong amounted to more than $17 trillion, a year‑on‑year increase of 7%. As for attracting capital from emerging markets, two exchange-traded funds tracking Hong Kong stocks were listed on the Saudi Exchange last year, with asset size exceeding $13 billion.
The Government is also making a concerted effort to trawl for talent, he added.
“As at the end of last year, various talent admission schemes have received a total of over 430,000 applications and approved more than 270,000, bringing some 180,000 talents to Hong Kong.”
The Financial Secretary highlighted five examples of how the Government is proactively introducing additional measures to attract more enterprises or organisations to establish their presence in Hong Kong, bringing more mega events and visitors to the city.
OASES will announce a new batch of more than ten strategic enterprises next month. Together with those previously announced, they will invest a total of about $50 billion in Hong Kong and create more than 20,000 jobs over the next few years.
Mr Chan stated that the Government will strive to attract enterprises from the Mainland and around the world to set up headquarters or corporate divisions in Hong Kong.
“We have submitted a bill to the Legislative Council (LegCo) for the introduction of a company re‑domiciliation mechanism to provide facilitation for companies domiciled overseas to re‑domicile in Hong Kong.”
Furthermore, he announced that the headquarters of the International Organization for Mediation (IOMed) will open by the end of this year at the earliest.
“As the first international inter‑governmental organisation to set up its headquarters in Hong Kong, IOMed is also the first of its kind in the world that specialises in resolving international disputes by means of mediation. It is conducive to affirming the positioning of Hong Kong as the capital for international mediation.”
Another fine example is Kai Tak Sports Park, which is set to open officially in three days. In addition to providing a world‑class venue for hosting international mega events, taking forward the development of culture, sports and tourism as an industry in Hong Kong, it is also one of the event venues of the National Games.

Wander through an ancient oak grove and treat curious squirrels
To see and study the habits of birds and animals, VDNKh guests need to go to the Kamensky ponds cascade, the Sheremetyevskaya oak grove, and Ostankino Park. Many trees grow in these places and there are ponds, so most of the feathered inhabitants have chosen them.

The domestic tourism market has entered an off-peak period with declining prices of hotel rooms and flight tickets, providing travelers with the opportunity to take trips that cost less and feature smaller crowds.
After the Spring Festival holiday, the passenger flow of popular domestic tourist cities in various regions has gradually declined, and the prices of flights have dropped accordingly.
For instance, a one-way flight from Beijing to Chengdu, Sichuan province; Lanzhou, Gansu province; or Harbin, Heilongjiang province, all carry a price tag of around 200 yuan ($27.54), excluding airport construction fees and fuel costs. A one-way flight from Beijing to Haikou or Sanya, in the tropical island of Hainan province, is around 300 yuan, according to Qunar, a Beijing-based online travel agency.
The elderly who have flexible schedules often embark on trips during this period, and they prefer independent travel and choose destinations largely based on prices. Feng, a senior skier from Beijing, who has been skiing for nearly 10 years, said he would take skiing trips several times a year.
“At the beginning of a skiing season, I usually go skiing in suburban Beijing for my regular training as it is easier and saves money. Then, I often go to some more advanced skiing resorts in Heilongjiang or Xinjiang to play and try different techniques,” Feng said.
In the 2024-25 winter season, the number of passenger trips related to ice and snow tours in China is expected to reach 520 million, with revenue in the ice and snow leisure tourism market likely to exceed 630 billion yuan, the China Tourism Academy said.

Tourism and Hospitality Minister Louise Upston has welcomed news that New Zealand’s tourism sector continues to gather strength, according to latest data out today.
The Tourism Satellite Account released by Stats NZ shows total tourism expenditure in New Zealand of $44.4 billion for the year ending March 2024, an increase of $5.6 billion or 14.6 per cent compared to March 2023.
Overseas visitor expenditure increased by $6.3 billion (59.9 per cent) to $16.9 billion
“The big story is that international expenditure grew almost 60 per cent in the year ending March 2024,” Louise Upston says.
“This encouraging news reflects a healthy recovery following the end of border restrictions in June 2022 and shows that many people all over the world couldn’t wait to visit New Zealand.
“We know tourism is critical to our economic growth. That’s why as a Government we’re laser focused on partnering with the sector to continue this growth – already this month, we’ve announced:
$500,000 for marketing New Zealand as the ‘go now’ destination for Australians
$30 million to support conservation visitor related experiences
$3 million for regional tourism boost
$9 million for Great Rides cycle infrastructure
“Tourism now contributes 7.5 per cent of GDP according to this data – and continues to be our second highest export. I want to see it back at number 1.

Markey (D-Mass.), member of the Senate Environment and Public Works Committee and co-author of the Green New Deal resolution, released the following statement today in response to the Trump administration’s staffing cuts and funding cut-offs for the National Park Service (NPS).
The Trump administration’s hiring freeze, combined with a five-percent NPS staffing cut, has already affected parks, public lands and historical sites both nationwide and across the Commonwealth. More than 1,000 permanent NPS employees were reportedly fired last week, along with 3,000 U.S. Forest Service workers.
In Massachusetts, heritage areas, museums and historical sites, watersheds, and stewardship councils have all been affected by funding freezes and upheaval driven by the Trump administration’s executive orders and unlawful attacks on congressionally appropriated funding. Last year, Massachusetts ranked 11th in the country with $1.3 billion in economic contributions from national park visitors, with $863 million in direct visitor spending. Senator Markey voted on February 20, 2025 in favor of an amendment to the Republicans’ budget resolution that would support the reinstatement of NPS and federal employees working on conservation, management, and recreation; however, this amendment was voted down by Republicans by a vote of 48-52.
“At a time when our parks and historical sites should be getting ready to meet the high-season influx of visitors, President Trump, his billionaire-in-chief Elon Musk, and the unelected, unwanted, and unqualified DOGE minions are instead targeting both National Park Service staff and funding.
Without NPS staff, visitor centers will be closed during the height of the tourism season, restrooms will be left dirty, and tours will be left unfinished. Not only is this bad for park visitors, it’s bad for everyone who wants to celebrate and learn about our nation’s past and future as we near our 250th anniversary. Our Commonwealth was the site of key events during the founding of our nation — but these cultural cornerstones will not be ready for additional visitors without sufficient staffing.
The unconstitutional cut-off of grant programs for our parks, waterways, and public lands is wreaking havoc, causing chaos, and needs to be fully reversed. According to the National Park Service and its partners, this uncertainty means that restoration work is costing more, investments are being stranded, trails aren’t getting maintained, and too many small organizations and partners are left in the lurch. For example, the Forest Legacy Program is a popular and cost-effective program to conserve private, working forest resources—but the Trump administration’s chaos means that partners on the ground are paused and waiting to see if their work can continue.
Outdoor recreation is a $1.2-trillion business sector where public-private partnerships create an outsized return on investment and boost local economies—every federal dollar invested in NPS generates fifteen dollars of economic activity—so there is nothing effective nor efficient about attacking our parks. Neither the staff cuts, nor the illegal funding freezes can stand, which is why I am fighting in DC to protect the National Park Service workers and programs tirelessly working to provide all Americans with spaces in which to learn about our history and enjoy our outdoors.”
WASHINGTON, DC – U.S. Senators Jacky Rosen (D-NV) and Tom Cotton (R-AR) introduced the Disabling Flight Entry and Neutralizing Suspect Equipment (DEFENSE) Act to protect outdoor sporting events from unauthorized drones. This bipartisan bill will enhance security at major outdoor gatherings and sporting events by ensuring that state and local law enforcement have the authority and tools necessary to protect these events from aerial threats in real-time, rather than waiting for federal intervention. This bill is endorsed by the NFL, MLB, NASCAR, the NCAA, and the SEC.
“Major events — including sports and live entertainment — play a significant role in supporting our economy in Las Vegas and across the country, and we need to ensure they are safe,” said Senator Rosen. “Our bipartisan bill would enable state and local law enforcement to better mitigate threats posed by drones to the security of these high attendance events.”

Shapiro Administration Upgrades Education Hall at Nolde Forest Environmental Education Center to Enhance Student and Visitor Experience
Pennsylvania Department of Conservation and Natural Resources (DCNR) Secretary Cindy Adams Dunn visited Berks County to celebrate the completion of a $436,000 renovation of C.H. McConnell Environmental Education Hall at Nolde Forest Environmental Education Center. This investment is part of the Shapiro Administration’s broader commitment to modernizing state parks and forests, with $120 million in infrastructure improvements completed since January 2023.
“Governor Shapiro is making strategic investments to improve our state parks and forests so they remain accessible, educational, and enjoyable for all Pennsylvanians,” said Secretary Dunn. “This renovation at Nolde Forest strengthens our commitment to conservation, education, and community engagement.”
Governor Josh Shapiro’s 2025-26 proposed budget builds on this momentum with $5 million in new funding to expand and improve state parks across Pennsylvania. The Hong Kong Economic and Trade Office, Jakarta (HKETO Jakarta) hosted a Chinese New Year dinner in Penang, Malaysia, today (February 25) to celebrate the Year of the Snake. Some 220 guests from the local government, business, academic, cultural and media sectors attended the event. In her welcome speech, the Director-General of the HKETO Jakarta, Miss Libera Cheng, said that Hong Kong and Penang share a similar historic and cultural background. The HKETO Jakarta worked closely with the Penang State Government last year to strengthen bilateral exchanges, working together to facilitate numerous Hong Kong teams’ participation at the Penang International Dragon Boat Regatta and the Penang International Lion Dance-on-Stilts Competition, as well as the inaugural performances by the Hong Kong Chinese Orchestra and the Hong Kong Dance Company in Penang. “Over the past year, Hong Kong-based airlines have significantly expanded passenger services according to the direction set under the Policy Address. This was stated here today by Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, MoS PMO, Department of Atomic Energy and Department of Space and MoS Personnel, Public Grievances and Pensions Dr. Jitendra Singh while addressing the “Business Conclave” organized by the Times Network in New Delhi.
The Minister highlighted the remarkable progress achieved by the Indian space sector, citing the increased space budget as a key factor driving this success. He noted that under the leadership of Prime Minister Narendra Modi, the space budget has almost tripled—from ₹5,615 crore in 2013-14 to ₹13,416 crore in 2025-2026, reflecting the government’s commitment to fostering growth in the space sector.
Dr. Jitendra Singh pointed to 2014 as a pivotal turning point for India’s space journey, Prime Minister Narendra Modi took an out-of-box decision to “unlock” India’s Space sector, marking a proactive shift in government policies. He credited the enabling environment created by the Modi government, which had thrown open the gates of Sriharikota for the public and opened up the space sector for private sector participation, bringing in Foreign Direct Investment (FDI).

This strategic approach, initiated with the personal intervention of PM Narendra Modi, is creating synergy between the government and non-government sectors through frameworks such as the NewSpace India Limited (NSIL) and In-SPACe, boosting innovation and opportunities across the space industry. He added that first Generation space Startups have become successful enterprises.
Dr. Jitendra Singh also spoke about the historic milestones of the Indian Space Research Organization (ISRO), such as becoming the first nation to successfully reach the South Pole of the Moon.
While ISRO’s journey began when other nations had already sent humans to the moon, Dr. Jitendra Singh highlighted how India is now leading the way in space exploration with cost-effective and indigenous technologies. Citing the Chandrayaan mission, which was executed at just ₹600 crore—half the cost of similar missions by other countries—he emphasized India’s rise as a global leader in space, science and technology.
The Minister underscored the transformative impact of space technology on various sectors. He drew attention to the Swamitva Scheme, which uses satellite mapping and drone technology for land record mapping, eliminating the reliance on revenue officials.
Dr. Jitendra Singh also discussed ISRO’s role in improving communication and connectivity, reinforcing India’s self-reliance in space and satellite technology, and highlighted that 433 foreign satellites had been launched by ISRO which earned 292 million Euros and 172 million $.
Dr. Jitendra Singh highlighted India’s efforts to foster an inclusive space ecosystem, with women playing a central role in key space projects like Chandrayaan and Aditya L1. He also spoke about India’s growing prominence on the global stage, citing recent developments such as the US’s invitation to send an Indian astronaut to the International Space Station and other future collaborations between India and international space agencies.
The Minister also pointed to India’s untapped potential in its Himalayan, coastal, and marine resources, which are expected to drive further economic growth and innovation in the coming years. He emphasized how the space sector will play a key role in unlocking these resources for the benefit of the nation.
Dr. Singh also discussed the growing StartUp ecosystem in India, with Jammu & Kashmir emerging as a role model in agri-tech startups. He highlighted the success of the Aroma Mission: Purple Revolution, which featured in Prime Minister Narendra Modi’s “Mann Ki Baat” and showcased at the Republic Day Parade, empowering the youth in the region. The record number of tourists visiting Jammu and Kashmir each season serves as a testament to the region’s growing development and peace.
In closing, Dr Jitendra Singh affirmed that India is committed to leading the global space race with entirely indigenously developed technologies that are cost-effective, futuristic, and designed for sustainable growth. Amidst the growing global trust in Bharat, we have all gathered here today in Assam, on the sacred land of Maa Kamakhya. Assam’s contribution to Bharat’s growth is steadily increasing. The first edition of the Advantage Assam Summit was held in 2018. Back then, Assam’s economy was worth 2.75 lakh crore rupees. Today, Assam has become a 6 lakh crore rupee economy. This means that in just six years under the BJP government, Assam’s economy has doubled in value. This is the double effect of the double-engine government. The large-scale investments in Assam, including those made by all of you, have transformed Assam into a state of unlimited possibilities. The Assam government is focusing on education, skill development, various infrastructure projects, and creating a better investment environment.
In recent years, the BJP government has worked extensively on connectivity-related infrastructure in the state. Let me give you an example. Before 2014, there were only three bridges over the Brahmaputra River, meaning that just three bridges were built in 70 years. However, in the past 10 years, we have constructed four new bridges. One of these bridges has been named after Bharat Ratna Bhupen Hazarika ji. Between 2009 and 2014, Assam received an average of 2,100 crore rupees in the railway budget. Our government has increased Assam’s railway budget more than four times, taking it to 10,000 crore rupees. Additionally, over 60 railway stations in Assam are being modernised. Today, the first semi-high-speed train of the Northeast has started running between Guwahati and New Jalpaiguri.

Assam’s air connectivity is expanding rapidly. Until 2014, flights operated on only seven routes here. Today, flights are running on nearly 30 routes. This has provided a major boost to the local economy and created employment opportunities for the youth of Assam.

Over the past decade, numerous peace accords have been signed, and long-pending border issues have been resolved. Today, every region, every citizen, and every young person in Assam is working tirelessly for the development of this state.

Today, major reforms are taking place across every sector and every level of Bharat’s economy. We have consistently worked to improve the Ease of Doing Business. We have built a complete ecosystem to promote industry and an innovation culture. Whether it is policies for start-ups, PLI schemes for manufacturing, or tax exemptions for manufacturing companies and MSMEs, we have formulated excellent policies for all. The government is also making massive investments in infrastructure. This combination of institutional reforms, industry, infrastructure, and innovation is the foundation of Bharat’s progress. That is why investors are recognizing Bharat’s potential and the transformative possibilities of growth. Assam, too, is moving forward at double-engine speed in this progress. Assam has set a target to grow its economy to 150 billion dollars by 2030. I firmly believe that Assam can achieve this goal. My confidence stems from the capable and talented people of Assam and the commitment of the BJP government here. Today, Assam is emerging as the gateway between Southeast Asia and Bharat. To further enhance this potential, the government has launched the North East Transformative Industrialisation Scheme, also known as “Unnati”. This scheme will boost industry, investment, and tourism across the Northeast, including Assam. I urge all industry leaders here to take full advantage of this scheme and Assam’s unlimited potential. Assam’s natural resources and strategic location make it a preferred investment destination. One example of Assam’s strength is Assam Tea. Assam Tea is a global brand, a cherished part of tea lovers’ lives worldwide. Assam Tea has now completed 200 years. This legacy inspires Assam to excel in other sectors as well.

Today, a major transformation is taking place in the global economy. The world is demanding a resilient supply chain. At this crucial time, Bharat has launched an initiative to strengthen its manufacturing sector in mission mode. Under Make in India, we are promoting low-cost manufacturing. Our industries—pharmaceuticals, electronics, and automobiles—are not only meeting domestic demand but are also setting new benchmarks of manufacturing excellence in international markets. Assam is playing a crucial role in this manufacturing revolution.

Assam has always had a significant share in global trade. Today, Assam accounts for more than 50% of Bharat’s onshore natural gas production. In the past few years, the capacity of Assam’s refineries has increased significantly. Assam is also emerging rapidly in new-age sectors such as electronics, semiconductors, and green energy. Due to the government’s policies, Assam is becoming a hub for high-tech industries as well as start-ups.

Just a few days ago, the central government approved the Namrup-IV plant in the Union Budget. In the coming years, this urea production plant will meet the fertilizer demand of not just the Northeast but the entire country. The day is not far when Assam will become a major manufacturing hub of Eastern India. The central government is fully supporting the BJP-led state government in achieving this goal.

In the 21st century, the world’s progress depends on digital revolution, innovation, and technological advancements. The better we prepare for this, the stronger we will be on the global stage. That’s why our government is moving forward at full speed with 21st-century policies and strategies. We all know how Bharat has made a huge leap in electronics and mobile manufacturing over the past 10 years. Now, Bharat aims to replicate this success story in semiconductor production as well. I am proud that Assam is emerging as a key centre for semiconductor manufacturing in Bharat. A few months ago, the Tata Semiconductor Assembly & Test Facility was inaugurated in Jagiroad, Assam. This plant will play a crucial role in promoting technological growth across the entire Northeast region in the coming years.

We have also collaborated with IITs to drive innovation in the semiconductor sector. A semiconductor research centre is also being developed in the country. By the end of this decade, the electronics sector is expected to reach a value of 500 billion dollars. Given our speed and scale, it is certain that Bharat will emerge as a global powerhouse in semiconductor production. This will create millions of jobs and significantly benefit Assam’s economy.

Over the past 10 years, Bharat has taken policy decisions while being mindful of its environmental responsibilities. The world today considers our Renewable Energy Mission a model practice and is following our approach. The country has made massive investments in solar, wind, and sustainable energy resources in the last 10 years. This has not only fulfilled our ecological commitments but has also significantly expanded our renewable energy production capacity. We have set a target to add 500 GW of renewable energy capacity to the country’s energy infrastructure by 2030. The government is also working on a mission to achieve an annual production of 5 million metric tons of green hydrogen by 2030. With the expansion of gas infrastructure, demand for gas in the country has also risen rapidly. The gas-based economy is expanding at a fast pace, and Assam holds a huge advantage in this journey. The government has created numerous opportunities for industries—from PLI schemes to green initiatives, all policies have been designed in your favour. I want Assam to emerge as a leader in the renewable energy sector. However, this can only happen when industry leaders like you step forward and maximise Assam’s full potential.

The aim of this initiative is to call on the Commission to submit a proposal for financial support to Member States to facilitate ‘abortion tourism’. Abortion is not an EU competence. Therefore, we have the following questions for the Commission regarding this initiative:

Galicia is hitting a historic peak in the cost of new housing: more than EUR 2 000 per square metre in the city of La Coruña. It might seem that the housing crisis can be resolved by building more new properties, yet 28 % of homes in Galicia are sitting empty. Half of these are in rural areas where, sadly, people are unable to live due to a lack of jobs, transport and basic services such as doctors. The rest are in cities along the Galician coast – such as Vigo (21 %) and La Coruña (23.2 %) – which are experiencing high rental prices, an increase in the cost of new homes and considerable pressure from holiday rentals.
In view of the above:
1.What measures is the Commission considering to take advantage of those homes that are sitting empty in areas with tight markets and/or intense pressure from tourism?
2.Has it considered encouraging owners to rent out their empty properties via incentives from the cohesion funds or bodies such as the European Investment Bank? Or does it believe instead that deterrents would be a more successful means of ensuring that those properties can be utilised?

The Government’s Shared Island initiative aims to harness the full potential of the Good Friday Agreement to enhance cooperation, connection and mutual understanding on the island and engage with all communities and traditions to build consensus around a shared future.
Fáilte Ireland, Tourism Northern Ireland and Tourism Ireland continue to build on the strong relationships already developed with the local authorities in both jurisdictions.
Minister for Enterprise, Tourism and Employment, Peter Burke, today welcomed funding of up to €23m for three Shared Island Tourism Destination projects.
Carlingford Lough: A network of trailheads, trails and water access points will be delivered across the region; increasing connectivity between tourism assets and complemented by delivery of a Destination Experience Strategy to promote the region. The investment will harness the benefits of the Narrow Water Bridge as a lynchpin for sustainable tourism and recreation activity around the whole Carlingford Lough area.
Cuilcagh Lakelands UNESCO Global Geopark: The trail network will be developed to link existing trails North and South of the border; enhancing and further linking the regional tourism offering at Cuilcagh and the wider cross-border UNESCO Global Geopark. Trail development will provide connectivity between the Marble Arch Caves, Cuilcagh Boardwalk and on to Cavan Burren Park and include interpretation, wayfinding and infrastructure, including a community-based interpretative centre at Glangevlin village.
Sliabh Beagh: Extensive connected walking, cycling, equestrian cross-border trails around Sliabh Beagh Mountain will be developed along the border, with the inclusion of trailheads and gateways. Trail development will also include interpretation, wayfinding and other facility development.

These projects have the potential to deliver sustained economic, social and environmental benefits across counties in both jurisdictions. The following is issued on behalf of the Legislative Council Secretariat: Legislative Council (LegCo) Members, together with North District Council (DC) members, conducted a site visit to Sha Tau Kok today (February 25) to follow up on the concerns and proposals raised during a meeting held at the LegCo between the two parties in November 2024 regarding the tourism development in Sha Tau Kok. LegCo Members first visited Luk Keng Road near Sha Tau Kok, and learnt from representatives of the Government about the current restrictions on large vehicles due to the narrow road width and the numerous turns. LegCo Members and North DC Members also discussed about the feasibility of widening Luk Keng Road and relaxing the restrictions on coach access. LegCo Members then visited Sha Tau Kok, including Chung Ying Street Checkpoint, San Lau Street which was the largest remaining Guangzhou-style arcade complex, and Sha Tau Kok Pier which was the longest pier in Hong Kong, to gain a better understanding of the latest development and tourism supporting facilities therein. LegCo Members noted that the Culture, Sports and Tourism Bureau (CSTB) published the Action Plan on Sha Tau Kok Cultural Tourism Zone in December 2024, in tandem with the promulgation of the Development Blueprint for Hong Kong’s Tourism Industry 2.0. The CSTB would continue to promote the tourism development in Sha Tau Kok under the overall principle of “low density, high quality” and through enriching its historical and cultural elements. During the visit, LegCo Members also exchanged views with representatives of the Government on how to give full play to the cultural and tourism resources of Sha Tau Kok, to make good use of the opportunities and challenges brought by the gradual opening up of the Sha Tau Kok Frontier Closed Area, and to explore feasible measures for further facilitation to tourists visiting Sha Tau Kok. LegCo Members who participated in the visit were Mr Lau Kwok-fan, Dr Wendy Hong and Mr Lai Tung-kwok.

The Prime Minister Shri Narendra Modi inaugurated the Advantage Assam 2.0 Investment & Infrastructure Summit 2025 in Guwahati, Assam today. Welcoming all the dignitaries to the event, Shri Modi said “East India and North East India are embarking on a new journey of future today and Advantage Assam is a mega initiative to intertwine the incredible potential and progress of Assam with the world”. He added that history is a witness to the major role played by Eastern India in India’s prosperity. Expressing hope, the Prime Minister said, “Today, when we are progressing towards Viksit Bharat, Eastern India and North East will display their true potential”. He said that Advantage Assam was a representation of the same spirit and congratulated the Government and Chief Minister of Assam for organising such a grand event. He recalled his words from 2013, when he had said that it was not very far when ‘A for Assam’ would be the norm.
“Despite global uncertainties, experts unanimously agree on one certainty: India’s rapid growth”, said the Prime Minister. He emphasized that today’s India is working with a long-term vision for the next 25 years of this century. He highlighted that the world has immense trust in India’s young population, which is rapidly becoming skilled and innovative. He also noted the growing confidence in India’s neo-middle class, emerging from poverty with new aspirations. Underscoring the trust the world places in India’s 140 crore people who support political stability and policy continuity, Shri Modi highlighted India’s governance that continues to implement reforms. Furthermore, he pointed out that India is strengthening its local supply chains and entering free trade agreements with various global regions. He also mentioned the robust connectivity with East Asia and the new India-Middle East-Europe Economic Corridor, bringing new opportunities.
Highlighting the growing global trust in India, as witnessed by the gathering in Assam, Shri Modi remarked, “Assam’s contribution to India’s growth is steadily increasing”. He noted that the first edition of the Advantage Assam Summit was held in 2018, at which time Assam’s economy was valued at ₹2.75 lakh crore. Today, Assam has become a state with an economy of approximately ₹6 lakh crore, he added, emphasizing that under their government, Assam’s economy has doubled in just six years. Furthermore, he said that this is the double effect of their Governments at the Center and the state. The numerous investments in Assam have turned it into a state of unlimited possibilities, he stated. The Prime Minister highlighted that the Assam government is focusing on education, skill development, and creating a better investment environment. He noted that their Government had worked extensively on connectivity-related infrastructure in recent years. He provided an example, stating that before 2014, there were only three bridges over the Brahmaputra river, built over 70 years. However, in the past 10 years, four new bridges have been constructed. One of these bridges is named after Bharat Ratna Bhupen Hazarika. Shri Modi remarked that between 2009 and 2014, Assam received an average rail budget of ₹2,100 crore but their Government increased Assam’s railway budget more than four times to ₹10,000 crore. He added that over 60 railway stations in Assam are being modernized and also mentioned that the first semi high-speed train in the North East is now operational between Guwahati and New Jalpaiguri.
Touching upon the rapid expansion of air connectivity in Assam, the Prime Minister said that until 2014, flights operated on only seven routes, but now there are flights on nearly 30 routes. This expansion has provided a significant boost to the local economy and created employment opportunities for the youth, he added. Shri Modi emphasized that these changes are not limited to infrastructure alone, but there were unprecedented improvements in law and order, with numerous peace accords signed in the past decade and long-pending border issues resolved. He underscored that every region, every citizen, and every youth in Assam is working tirelessly for the state’s development.
“India is undergoing significant reforms across all sectors and levels of the economy and continuous efforts have been made to enhance the Ease of Doing Business, and a comprehensive ecosystem has been established to promote industry and an innovation culture”, emphasised Shri Modi. He highlighted that excellent policies have been formulated for startups, manufacturing through PLI schemes, and tax exemptions for new manufacturing companies and MSMEs. He also noted the substantial investment the Government is making in the country’s infrastructure. Prime Minister underscored that the combination of institutional reform, industry, infrastructure, and innovation forms the foundation of India’s progress. He stated that this progress is also being seen in Assam, which is advancing at double engine speed. He pointed out that Assam has set a target to achieve a $150 billion economy by 2030. He expressed confidence that Assam can achieve this goal, attributing it to the capable and talented people of Assam and the commitment of their Government. Remarking that Assam is emerging as a gateway between South East Asia and India, Shri Modi said, to further this potential, the Government has launched the North East Transformative Industrialization Scheme, ‘Unnati.’ He highlighted that the ‘Unnati’ scheme will accelerate industry, investment, and tourism across the entire North East region, including Assam. He urged industry partners to take full advantage of this scheme and Assam’s unlimited potential. The Prime Minister noted that Assam’s natural resources and strategic location make it a preferred destination for investment. He cited Assam tea as an example of Assam’s potential, stating that it has become a global brand over the past 200 years, inspiring progress in other sectors as well.
Highlighting the significant changes occurring in the global economy, with a growing demand for resilient supply chains worldwide, the Prime Minister said, “India has initiated mission-mode efforts to advance its manufacturing sector”. He emphasized that under the Make in India initiative, the focus is on promoting low-cost manufacturing in sectors such as pharmaceuticals, electronics, and automobiles. He noted that India’s industry is not only meeting domestic demands but also setting new benchmarks for manufacturing excellence in international markets. He pointed out that Assam is playing a significant role in this manufacturing revolution.
Stressing that Assam has always had a share in global trade, Shri Modi remarked that today, over 50 percent of India’s on-shore natural gas production comes from Assam and there has been a significant increase in the capacity of Assam’s refineries in recent years. He also pointed out that Assam is rapidly emerging in sectors such as electronics, semiconductors, and green energy. He emphasized that due to Government policies, Assam is becoming a hub for high-tech industries as well as startups.
Highlighting that in the recent budget, the Central government has approved the Namrup-4 plant, the Prime Minister remarked that this urea production plant will meet the demand of the entire North East and the country in the future. He said, “the day is not far when Assam will become a major manufacturing hub in Eastern India”. He emphasized that the Central Government is fully supporting the state Government of Assam in achieving this goal.
Emphasising that the progress of the 21st century world depends on digital revolution, innovation, and technological advancements, Shri Modi stated, “The better prepared we are, the stronger we will be globally”. He added that the Government was advancing with 21st century policies and strategies. He highlighted India’s significant leap in electronics and mobile manufacturing over the past decade and expressed the desire to replicate this success story in semiconductor production. Prime Minister proudly noted that Assam is developing as an important center for semiconductor manufacturing in India and mentioned the recent inauguration of the Tata Semiconductor Assembly & Test facility in Jagiroad, Assam, which will promote technological growth in the Northeast. He emphasized the collaboration with IIT for innovation in the semiconductor sector and the ongoing work on a semiconductor research center in the country. The Prime Minister projected that by the end of this decade, the value of the electronic sector will reach $500 billion. He confidently stated, “With India’s speed and scale, the country will emerge as a major force in semiconductor production, creating employment for millions and benefiting Assam’s economy”.
“India has made policy decisions over the past decade while understanding its environmental responsibilities and the world considers India’s Renewable Energy Mission as a model practice”, said the Prime Minister. He highlighted that India has made significant investments in solar, wind, and sustainable energy resources over the past ten years. This has not only fulfilled ecological commitments but also expanded the country’s renewable energy production capacity multiple times, he added. Shri Modi noted that the country has set a target to add 500 GW of renewable energy capacity by 2030. “Government is working on a mission to achieve an annual green hydrogen production of 5 million metric tons by 2030”, he said. Pointing out that the growing gas infrastructure in the country has led to increased demand, and the entire gas-based economy sector is rapidly expanding, Shri Modi remarked that Assam has a significant advantage in this journey. He emphasized that the Government has created many pathways for industries, including PLI schemes and policies for green initiatives. He expressed his desire for Assam to emerge as a leader state in the renewable energy sector and urged industry leaders to maximize the potential of Assam.
Impressing that Eastern India will play a significant role in making India a developed nation by 2047, Shri Modi remarked, “today, the Northeast and Eastern India are rapidly advancing in infrastructure, logistics, agriculture, tourism, and industry”. He expressed confidence that the day is not far when the world will see this region leading India’s development journey. He invited everyone to be partners and companions in this journey with Assam and concluded by calling for collective efforts to make Assam a state that elevates India’s capabilities to new heights across the global south. The Prime Minister boosted the confidence of the investors and industry leaders by saying that he stood by them in the journey of Viksit Bharat by fully supporting their contributions.

It also includes a comprehensive exhibition illustrating the state’s economic landscape, with a focus on its industrial evolution, global trade partnerships, booming industries, and the vibrant MSME sector, featuring over 240 exhibitors.

HEFEI, Feb. 25 — Wu Zenghe, who has been in the bed-and-breakfast (B&B) business for over a decade, feels that the enthusiasm for cultural travel consumption among China’s elderly has been constantly rising in recent years.
His B&B, especially designed for the elderly and located in the Huizhou ancient town, a popular tourist destination in Shexian County, east China’s Anhui Province, has only been operating for a year but has already attracted groups of silver-haired visitors from first-tier cities.
As one of the first batch of B&Bs to combine local history, beautiful scenery and traditional Chinese medicine (TCM) in the county, Wu’s B&B regularly invites doctors to provide health management services, including the likes of medical lectures and TCM physiotherapy, while also providing tourism services tailored to suit the elderly, such as slow-paced travel plans.
“Travel for health is about to see an influx of those born in the 1960s and 1970s, who have the ability and willingness to spend on health management and better tourism experiences,” he said.
The silver economy is providing huge consumption energy in the cultural tourism market. Statistics from the China Tourism Academy showed that the number of tourist trips made by those aged 60 and above had reached 1.16 billion in 2023 — accounting for 20.6 percent of China’s total domestic tourists. It is estimated that by 2028, the value of the silver-haired tourism market will reach about 2.7 trillion yuan (roughly 376 billion U.S. dollars), revealing strong growth momentum.
Earlier this month, nine Chinese government agencies and state-owned enterprises, including the Ministry of Commerce and the Ministry of Culture and Tourism, unveiled an action plan to expand and improve senior-friendly tourism train services, in the latest bid to create more inclusive and enjoyable travel experiences for the elderly.
It plans to create a nationwide network of specialized trains catering to older travelers by 2027 — featuring over 100 designed routes and 2,500 scheduled trips annually.
According to a blue paper on China’s silver economy, the sector is currently valued at 7 trillion yuan, with tourism being a key growth area.
Elderly adults in China had amassed wealth totaling 78.4 trillion yuan by 2023, according to the China National Committee on Ageing. The value of the silver economy is projected to reach 30 trillion yuan by 2035.
The growing market size of the silver-haired group has also promoted upgrading of the accommodation industry. For example, hotels in many places in China have launched innovations such as silent floors and non-slip bathrooms.
According to H World Group, one of China’s largest hotel operators, rooms that are equipped with elderly-friendly facilities proved popular last year — with an occupancy rate of more than 90 percent in 2024.
“China’s rural areas offer good scenery and environments, and these benefits are now coupled with improving accommodation conditions as well as medical services. We both feel very comfortable in body and mind,” said Sun Tian, a tourist from Shanghai, adding that he and his wife meet up with old friends for a stay in a health resort in the Yangtze River Delta region for a period each year, while they often shop online for agricultural products from the health resort area after returning to Shanghai.

The Minns and Albanese Labor Governments have partnered with Balranald Shire Council to deliver a major road upgrade which is improving safety and access to the World Heritage Mungo National Park and Willandra Lakes Region.
Marma Box Creek Road is a critical link to the World Heritage listed sites in remote south-western New South Wales and historically, around 26 kilometres of the road was dirt.
Now thanks to a $3.25 million investment from the NSW Government’s Fixing Local Roads program and $900,000 from Balranald Shire Council, a 23.1 kilometre stretch of the road has been sealed.
Additionally, with investment from the Australian Government’s Roads to Recovery program of over $1.35 million, council is working to seal the final 2.9 kilometres of Marma Box Creek Road before the end of 2025, weather permitting.
These upgrades will significantly reduce road closures during wet weather and improve safety for local farmers, families and school students.
Tourists who visit the site will also benefit from safer journeys in the world-famous region where Mungo Lady and Mungo Man were discovered.
For the Mutthi Mutthi, Paakantji and Ngyimpaa people, the 40,000-year-old remains, and other evidence of their ancestors found in the area are an important part of their communal history.
The remains of Mungo Lady were returned to Lake Mungo in 1992, while Mungo Man’s remains were repatriated in 2017, both via Marma Box Creek Road.
