  • MIL-OSI China: Beijing Youth Film Festival unveils initiative to empower young filmmakers

    Organizers of the 6th Beijing Youth Film Festival announced the launch of eight major events for 2025 at a press conference in Beijing on July 24. The events aim to provide emerging filmmakers with professional growth opportunities while also contributing to Beijing’s cultural vibrancy and enhancing its profile as a global cinematic hub.

    The youth film festival, an official affiliate event of the Beijing International Film Festival, is organized by the Beijing Cultural Development Foundation and will establish a full-industry-chain platform spanning creative incubation, academic exchange and screening promotion.

    Lyu Hui, vice president of the foundation, said this year’s festival running from July to December arrives as Chinese cinema marks two historic moments — the 120th anniversary of Chinese film and a period of industry restructuring. The festival’s eight major events include a launch ceremony, film submissions, opening gala, thematic events, screenings and promotions, extended activities, filmmaker training camp and awards ceremony.

    He said the festival had launched a new talent initiative to identify cinematographers, sound engineers and production designers through guild recommendations, strengthening industry specialization and providing comprehensive support for emerging filmmakers. It will also hold a public welfare training camp using a “small crew + long-term shooting” approach, with veterans mentoring up-and-coming filmmakers in short film production.

    Submissions for outstanding films are now open and will be accepted through Nov. 18. The festival will conclude in December with an awards ceremony. 

    Lyu also expressed hopes of receiving entries related to the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as 2025 marks the 80th anniversary of victory in both historic conflicts.

    The festival will officially open in September, followed by academic forums and thematic exchanges. Screenings will primarily be held on university campuses, with additional theater and open-air showings. The event will further collaborate with Beijing-based resources to promote the integration of culture, commerce and tourism.

    Also at the press conference, renowned director Cao Baoping was announced as president of the awards jury. Acclaimed actor Huang Xiaoming was named as the festival’s image ambassador, while rising actor Shang Yuxian was appointed promotional ambassador.

    At the event, director Cao Baoping stated, “I will work with my fellow jurors to select the most meaningful and valuable works from all shortlisted films and provide all possible support and encouragement.”

    Huang Xiaoming shared his reflections on youth and creativity: “True performance means shedding pretenses, breaking boundaries and embracing imperfection. That raw sincerity with bravery — even with its clumsiness and recklessness — forms the foundation of youth creation. The Beijing Youth Film Festival guards this creative courage: the courage to capture overlooked corners and tender emotions, to pave one’s cinematic path step by step, and to believe in the power of Chinese stories.”

    The annual Beijing Youth Film Festival was launched in 2014 and restructured in 2018 to merge with the Beijing International Film Festival. However, the festival was put on hold for several years due to the pandemic.

    Reflecting on the festival’s hiatus, Li Enjie, president of the Beijing Cultural Development Foundation, said: “Over the past few years, we’ve been delighted to see outstanding young directors, screenwriters and actors observe societal progress with fresh eyes, document our changing times, and convey warmth and empathy through film — demonstrating the cultural responsibility and creative vitality of China’s younger generation.”

    “Supporting youth cinema has never been about simple charity or assistance. It’s a strategic investment in our cultural future,” he added. “Giving opportunities to young talent means enabling Chinese cinema’s growth, and more importantly, creating space for cultural prosperity.”

  • MIL-OSI China: Rainstorm forces evacuation of over 3,000 residents in suburban Beijing

    Torrential rains have resulted in the evacuation of more than 3,000 residents in Beijing’s suburban district of Miyun.

    The meteorological observatory in Miyun issued an upgraded red alert for torrential rains at 9:06 p.m. on Saturday, the highest level in China’s four-tier color-coded weather warning system.

    Between 12 p.m. on Saturday and 2 a.m. on Sunday, the district recorded average rainfall of 73.5 millimeters, with the heaviest precipitation reaching 315.3 millimeters at Huangtuliang Station.

    The Miyun flood control and drought relief headquarters has activated a Level-I flood control emergency response to carry out relevant rescue operations.

    The extreme weather forced the closure of 12 major roads in Miyun, seven of which have since reopened. Contact has been established with all the affected villages, with a total of 3,065 residents across 149 villages having been safely relocated as of 5 a.m. on Sunday. No fatalities have been reported — while evacuation and rescue operations are still underway.

    Across the city, 88 bus routes, primarily serving suburban areas, have implemented emergency adjustments — including service suspensions, shortened routes and detours, the municipal commission of transport said.

    Also, train operations on three rail lines and water transportation services in Miyun, Huairou and Yanqing districts have been suspended — with all tourist boats and ferries ordered to remain docked.

    Most areas of Beijing are expected to experience precipitation exceeding 30 millimeters per hour between Sunday afternoon and Monday morning, noted chief meteorologist Zhang Linna from the municipal meteorological observatory.

    Zhang added that several districts, including Yanqing, Huairou, Miyun and Pinggu, may see hourly precipitation surpassing 50 millimeters, with total rainfall in some locations likely to exceed 100 millimeters.

    The forecast highlights particularly high risks of secondary disasters in mountainous and foothill areas — including flash floods, mudslides and landslides. Low-lying regions face significant flooding dangers, requiring heightened vigilance and preventive measures.

  • PM Modi launches development projects worth over ₹4800 crore in Tamil Nadu

    Prime Minister Narendra Modi inaugurated, dedicated, and laid the foundation stone for multiple development projects worth more than ₹4800 crore in Thoothukudi, Tamil Nadu on Saturday. The initiatives span across key sectors, including airports, highways, ports, railways, and clean energy infrastructure, and are expected to significantly boost regional connectivity, economic growth, and the overall quality of life in southern Tamil Nadu.

    Marking the occasion of Kargil Vijay Diwas, the Prime Minister also paid homage to India’s brave soldiers, acknowledging their sacrifice and valor.

    Infrastructure and Connectivity Push

    PM Modi highlighted the central government’s focus on infrastructure and energy as the backbone of a state’s progress, noting that the past 11 years have seen a continued commitment to Tamil Nadu’s development. “Thoothukudi is witnessing the dawn of a new chapter in development,” he said.

    Among the major inaugurations was the new terminal building at Thoothukudi Airport, built at a cost of ₹450 crore. Spanning 17,340 square meters, the terminal is equipped to handle 20 lakh passengers annually—up from just 3 lakh earlier—and will play a crucial role in boosting connectivity for business, education, healthcare, and tourism in the region.

    The Prime Minister also inaugurated two major highway projects. The first is the 4-laning of the 50-km Sethiyathope–Cholapuram stretch of NH-36 under the Vikravandi–Thanjavur corridor, developed at over ₹2,350 crore. The second is the 6-laning of the 5.16-km NH-138 Thoothukudi Port Road, constructed at ₹200 crore. These projects are expected to ease cargo movement, reduce travel time, and support industrial growth in the Delta region.

    Strengthening Ports and Railways

    Furthering the development of maritime infrastructure, PM Modi inaugurated the North Cargo Berth–III at V.O. Chidambaranar Port, built at around ₹285 crore. With a cargo handling capacity of 6.96 MMTPA, the berth is expected to improve dry bulk logistics and boost the port’s operational efficiency.

    Three key railway infrastructure projects were also dedicated to the nation. These include the electrification of the 90-km Madurai–Bodinayakkanur line, the ₹650 crore doubling of the 21-km Nagercoil Town–Kanniyakumari section, and the doubling of the Aralvaymozhi–Nagercoil Junction (12.87 km) and Tirunelveli–Melappalayam (3.6 km) sections. These initiatives aim to improve travel time, passenger convenience, and economic integration in southern Tamil Nadu.

    Energy and Clean Power Focus

    The PM also laid the foundation stone for a key transmission project linked to the Kudankulam Nuclear Power Plant. Developed at a cost of ₹550 crore, the 400 kV transmission system will help evacuate 2000 MW of power from Units 3 and 4 and strengthen the national grid, ensuring reliable clean energy for Tamil Nadu and other beneficiary states.

    PM Modi noted that Tamil Nadu has seen fast progress under the PM Surya Ghar Muft Bijli Yojana, with nearly one lakh applications and over 40,000 rooftop solar installations already completed, creating thousands of green jobs and promoting clean energy usage.

    Economic Growth and Trade Boost

    The Prime Minister spoke about the recently signed Free Trade Agreement (FTA) between India and the United Kingdom, describing it as a symbol of the growing global trust in India. Under the agreement, 99 percent of Indian products exported to the UK will be tax-free. The PM this would enhance the global demand for Indian goods, benefit MSMEs, youth, and startups, and particularly support Tamil Nadu’s fishing community and innovation sector.

    Highlighting the government’s emphasis on ‘Make in India’, he cited the successful use of indigenous weapons during Operation Sindoor as an example of India’s manufacturing strength.

    Cultural and Historical Significance

    Paying tribute to Tamil Nadu’s rich cultural legacy, PM Modi remembered freedom fighter V.O. Chidambaram Pillai, and historical icons like Veerapandiya Kattabomman, Alagu Muthu Kon, and poet Subramania Bharati. He also underscored the cultural bond between Tamil Nadu and Kashi, exemplified through initiatives like the Kashi-Tamil Sangamam.

    The Prime Minister recalled gifting the famed Pandya Pearls of Thoothukudi to Bill Gates last year, highlighting their historical significance in India’s maritime trade.

    Long-Term Commitment to Tamil Nadu

    PM Modi emphasized that Tamil Nadu has received more than ₹3 lakh crore in central fund transfers over the past decade—three times more than the previous government. He noted that the state has also gained 11 new medical colleges and major investments under the Blue Revolution to support coastal economies and the fisheries sector.

    The PM also congratulated the people of Tamil Nadu, stating that the development projects in Thoothukudi mark a powerful step forward in the journey toward a developed Tamil Nadu and a developed India.

    The event was attended by Tamil Nadu Governor R. N Ravi, Union Ministers Rammohan Naidu Kinjarapu, L Murugan, and other dignitaries.

  • MIL-OSI China: Floods can’t stop the fun — China’s ‘Village Super League’ roars back

    China’s renowned “Village Super League,” also known as Cun Chao, has made a triumphant return with a gratitude-themed restart ceremony staged in Rongjiang County, Guizhou Province, on late Saturday, drawing tens of thousands of spectators. The celebration comes after devastating floods weeks ago, when the stadium and much of the county were submerged in floodwaters.

    Four matches, including three friendship matches, were held on Saturday, of which many players from all walks of life contributed to the flood fighting in late June.

    International stars, Roberto Baggio from Italy and Roberto Carlos from Brazil, also showed up during the halftime. “Although China is half a globe away from Europe, here I can feel that the passion for football is exactly the same,” said Baggio on the scene.

    Li Sha, head of the county cultural center and a member of the event’s organizing committee, said that in just one month, Cun Chao is back in full swing. “This would not have been possible without nationwide support.”

    Launched in May 2023, Cun Chao has become one of China’s most prominent grassroots football events. Boosted by the sports event, Rongjiang County, home to a population of 385,000, attracted 7.6 million tourists in 2023 and over 9.4 million in 2024.

    The third season kicked off in early January this year, with over 3,000 players from 108 village teams competing for the champion.

    On June 24 and 28, rain-triggered floods hit the county hard, leading to the suspension of the league. The floods impacted 145,000 people and prompted 92,000 evacuations. Six people were killed.

    GRATEFUL RETURN

    At the ceremony in the newly renovated stadium with donated turf, repaired lighting and rebuilt corridors, a performance titled “Rebirth” reenacted scenes of firefighters, armed police, electricians and medical workers from nationwide joining in the rescue.

    “When floods raged, seeing rescuers from across China made us feel assured,” said 55-year-old Yang Changrong, a performer from the Changba residential community, one of the worst-hit areas.

    Yang recalled that the rescuers worked in extreme heat, carrying supplies by hand where vehicles could not reach. “When exhausted, they simply rested by the roadside. It was heart-wrenching yet inspiring.”

    Figures show that over 30,000 rescuers rushed to aid the county and donations — nearly 80 million yuan (about 11 million U.S. dollars) in funds and 2.2 million relief items — poured in for the disaster relief work.

    Liang Xiaolei attended the ceremony as part of the parade team that participated in the relief efforts.

    The veteran rescuer called Rongjiang’s flood fight an experience that moved him the most. “From elderly folks to schoolchildren, everyone pitched in — cooking meals and clearing rubble,” he said. “Every time we opened the boxed meals and saw the tightly packed food, we felt their care.”

    REBUILDING HOPE

    The restart of the league, a major sign of Rongjiang’s post-disaster recovery, has brought strong hope to people in their efforts to restore normal life.

    As the football matches are back on schedule, hotels are fully booked, and schools have been made available to temporarily accommodate about 6,000 visitors.

    Wearing the iconic yellow costume of the Brazilian national team, He Yufeng from Chongqing Municipality headed to Rongjiang with his family to see Roberto Carlos and watch the matches.

    Also an amateur player, the 37-year-old plays football every weekend in Chongqing. “The atmosphere here is great. I’ll come back to play with my team if I get the chance,” he said.

    Fruit vendor Yan Jiafu, who suffered much economic loss in the floods, reopened his shop after obtaining a 500,000 yuan government-subsidized loan in mid-July. “Cun Chao has brought back our confidence,” he said.

    The county has coordinated with banks to provide financial support and state-owned properties to waive six-month rentals to related businesses. As of Friday, more than 90 percent of some 6,800 affected businesses had reopened.

    After the gratitude-themed restart, Rongjiang will resume the league with full force and host all the delayed matches, said Xu Bo, the county’s Party chief.

    “Bearing gratitude in mind, we will move on, bringing Cun Chao’s passion, vitality and joy to people across the country again,” Xu said.

    Over eighty years ago, the rolling hills where Jiangsu, Zhejiang, and Anhui provinces converge echoed with gunfire as New Fourth Army soldiers repelled Japanese invaders. Today, those same landscapes pulse to a new rhythm: the drumbeat of high-quality development.

    In the verdant hills of Guangde City, Anhui, stands the solemn grave of martyr Zheng Dafang. In a local battle in March 1944, Zheng, then a 23-year-old soldier, sacrificed his life while leading a charge against retreating Japanese invaders.

    The soil once hallowed by his sacrifice now nurtures an advanced manufacturing cluster the young martyr could never have envisioned in his wildest dreams.

    Within the fully automated production facility of Guangde Yatai Automobile Intelligent Braking System Co., Ltd., a smart monitoring platform continuously tracks real-time production metrics while a fleet of over 300 robotic arms operate round-the-clock.

    “Our fully automated process enables us to manufacture brake discs with significant advantages in cost-effectiveness and reliability,” said Wu Xinzhong, general manager of Guangde Yatai.

    The company’s brake disc output surpassed 10 million units in 2024, accounting for approximately one-tenth of the country’s market share, supplying prominent new energy vehicle manufacturers such as Geely and BYD, according to Wu.

    The firm anchors Guangde’s signature automotive ecosystem — a constellation of 77 major parts producers that collectively generated 13.62 billion yuan (about 1.91 billion U.S. dollars) last year.

    From assembly lines to heritage trails, a quiet renaissance is unfolding across the tri-province borderlands. Rural and red tourism now surge alongside advanced manufacturing, drawing vitality from revolutionary legacies and pastoral beauty.

    In Zhejiang’s Changxing County, summer unveils idyllic countryside vistas where general Su Yu’s troops once garrisoned.

    “Weekends are fully booked until September,” said 38-year-old Wang Yunlu, who runs a homestay in Yangfeng Village. “Parents from nearby cities like to bring their kids here to hike the old guerrilla trails, fish the streams, and fall asleep under the same stars the soldiers once watched.”

    Between boutique homestays, teahouses and farm-to-table kitchens, the village has re-invented itself as an experience economy. “Our villagers’ per capita disposable income hit 46,000 yuan in 2024,” said Li Yan, party secretary of the Yangfeng village.

    Across the provincial border into Jiangsu, the city of Liyang operated as the nerve center for New Fourth Army operations throughout Southern Jiangsu during wartime, directing resistance efforts from its Shuixi village headquarters.

    Today, Liyang’s No. 1 Road — winding through densely forested mountains and marked by red, yellow and blue lines — has become one of eastern China’s signature scenic routes.

    This 365 km artery links over 220 rural attractions and connects seven neighboring counties, transforming the landscape into a seamless tourism circuit. Viewing decks, campgrounds and cafes dot the road, enriching traveler experiences.

    By binding once-isolated hamlets, the route has lifted nearly 100,000 villagers into renewed prosperity. In 2024 Liyang welcomed 30 million visitors and generated nearly 35 billion yuan in tourism revenue.

    Better roads and a booming rural-travel market are also giving Liyang entrepreneurs new reasons to return home; to date, 26 returnee projects have secured 5.98 billion yuan in investment.

    “Future initiatives will deepen revolutionary heritage engagement through curated thematic routes,” said Liu Li, deputy director of Liyang’s transportation bureau. “We’re transforming historical legacy into dynamic cultural tourism assets and economic catalysts.”

  • MIL-OSI China: Hong Kong sees 12 pct YoY growth in tourist arrivals for first half of 2025

    Hong Kong recorded about 24 million tourist arrivals between January and June, up 12 percent year-on-year, the Hong Kong Tourism Board announced on Saturday.

    In June alone, around 3.48 million arrivals were recorded, up 11 percent, with about 2.61 million visitors coming from the Chinese mainland.

    The data showed steady growth in visitor numbers during the first half of the year. Arrivals from the mainland totaled about 17.8 million, up 10 percent compared to the same period last year, while non-mainland visitors amounted to around 5.84 million, representing a 17 percent year-on-year increase.

    Among short-haul markets, Japan, South Korea, and the Philippines recorded growth of 25 percent or more. For long-haul markets, visitor arrivals from Australia saw the sharpest growth, rising by 33 percent compared to the same period last year.

    To boost summer tourism and spending, the tourism board recently launched a summer-themed campaign, offering over 150 summer rewards and consumption perks to both locals and tourists.

    India and the Maldives in Friday signed a Memorandum of Understanding (MoU) to bolster bilateral ties in fisheries and aquaculture, marking a significant step toward sustainable marine resource development. The agreement, formalized on July 25 during Prime Minister Narendra Modi’s state visit to the Maldives, was announced by the Press Information Bureau (PIB). It is one of six MoUs exchanged between the two nations during the visit.

    Signed between India’s Department of Fisheries, under the Ministry of Fisheries, Animal Husbandry and Dairying, and the Maldives’ Ministry of Fisheries and Ocean Resources, the MoU aims to foster collaboration in sustainable tuna and deep-sea fisheries, aquaculture, and eco-tourism. It also emphasizes innovation, scientific research, and capacity building to drive long-term growth in the sector.

    The agreement outlines key initiatives, including enhancing the fisheries value chain, advancing mariculture, facilitating trade, and promoting sustainable resource management. The Maldives plans to strengthen its fish processing capabilities by investing in cold storage infrastructure and expanding its aquaculture sector through hatchery development, improved production efficiency, and diversification of cultured species.

    Additionally, the MoU will support training and knowledge exchange programs, focusing on aquatic animal health, biosecurity screening, aquaculture farm management, and technical skills in refrigeration, mechanical engineering, and marine engineering. These efforts aim to build a skilled workforce and ensure sustainable growth in the fisheries industry.

  • Union Minister Mandaviya, Army chief pay tributes to 1999 Kargil War heroes in Drass

    Union Minister Mansukh Mandaviya paid heartfelt tributes to the brave soldiers who laid down their lives during the 1999 Kargil War at a solemn ceremony held in Drass town of Ladakh on Saturday.

    This year marks the 26th Kargil Vijay Diwas.

    Joining him at the commemorative event were Minister of State for Defence Sanjay Seth and Army Chief General Upendra Dwivedi.

    The leaders participated in a wreath-laying ceremony to honour the fallen heroes, as part of the annual Kargil Vijay Diwas celebrations.

    A symbolic and emotional moment unfolded during the event as three helicopters flew overhead, showering flowers on the attendees gathered to pay homage to India’s war heroes.

    Earlier in the day, Mandaviya took to X and wrote, “On Kargil Vijay Diwas, we pay homage to our brave soldiers who made the ultimate sacrifice to protect Mother India. This day is a symbol of the indomitable courage and valour of our army.”

    This day in 1999, the army announced the successful culmination of ‘Operation Vijay’, declaring victory after a nearly three-month-long battle.

    Union Sports Minister led a ‘padyatra’ featuring over 1,000 youth volunteers, veterans, armed forces personnel, families of fallen soldiers, and civil society members in Drass earlier in the day.

    The 1.5 km long ‘padyatra’ commenced at 7 am from the grounds of Himabass Public High School, Drass and concluded at the grounds of Government Higher Secondary School, Bhimbet.

    War veterans, families of war heroes and many dignitaries are attending the celebrations in Drass town.

    Indus Viewpoint is the third project being inaugurated on Saturday. This will allow visitors to go up to the LoC in the Batalik sector. The project will give an idea to the visitors about the conditions in which soldiers serve, the difficulties and constant dangers they face on a day-to-day basis to ensure that the nation remains safe.

    Located 10,000 feet above sea level, Batalik was the focal point of the Kargil war due to its strategic location between Kargil, Leh and Baltistan.

  • PHDCCI’s 14th International Heritage Tourism Conclave advocates for community-driven cultural tourism

    The PHD Chamber of Commerce and Industry (PHDCCI) hosted its 14th International Heritage Tourism Conclave on July 25, at the majestic Lukshmi Villas Palace in Vadodara, in collaboration with the Ministry of Tourism, Government of India, Gujarat Tourism, Delhi Tourism, IndiGo, and IRCTC. Themed “Cherishing Heritage”, the event served as a dynamic platform for dialogue and advocacy to advance heritage-led tourism in India.

    The conclave brought together policymakers, royal dignitaries, diplomats, conservation architects, tourism professionals, food historians, and cultural custodians to explore how India’s rich heritage can drive economic revitalization, community development, and cultural preservation. Rajender Kumar, Secretary of Tourism, Civil Aviation, Devasthanam Management & Pilgrimage, Government of Gujarat, inaugurated the event, highlighting Gujarat’s vision for inclusive heritage tourism. “We are not only restoring monuments but also ensuring direct benefits to local communities through jobs, infrastructure, and cultural pride,” he stated.

    His Highness Samarjitsinh Gaekwad, Maharaja of Baroda, emphasized the need for heritage to remain relevant for future generations, saying, “Heritage must live on through connection with future generations, not just nostalgia.” Mohamed Farouk, Regional Director of India Tourism Mumbai, underscored the Ministry of Tourism’s commitment through initiatives like Swadesh Darshan 2.0 and PRASHAD, which connect destinations through cuisine, folklore, crafts, and festivals.

    Rajan Sehgal, Co-Chair of PHDCCI’s Tourism Committee, delivered the theme address, stating, “Heritage tourism is about identity, economy, and empowerment. Our aim is to catalyze policy innovation and foster public-private partnerships.” The event commenced with a ceremonial Saraswati Vandana performed by students of Maharaja Sayajirao University, setting a cultural tone, followed by the launch of the PHDCCI-KPMG Heritage Tourism Report, which emphasized the role of public-private partnerships in revitalizing heritage assets.

    Discussions covered a range of topics, including Gujarat’s community-centric model, which focuses on artisan engagement and adaptive reuse of built heritage. The Shekhawati legacy session addressed challenges and incentives for private heritage owners, while a culinary tourism segment, featuring Prof. Pushpesh Pant and renowned chefs, highlighted food as a cultural and tourism asset. A traditional Gujarati lunch, “Bapor nu Bhojan,” curated by Chef Pritesh Raut, showcased Gujarat’s culinary heritage.

    A case study on Champaner-Pavagadh, presented by Dr. Amita Sinha, focused on community tourism and repositioning UNESCO sites. The role of women as cultural custodians was emphasized by HH Radhikaraje Gaekwad and HH Kadambaridevi Jadeja, who called for support for women-led tourism ventures. Sessions on architecture and storytelling advocated for the use of technology and inclusive narratives to engage younger audiences, while heritage transport discussions highlighted vintage mobility as a unique tourism experience, urging restoration grants.

    The conclave facilitated over 25 B2B meetings, connecting tourism boards, hospitality leaders, and cultural entrepreneurs to foster cross-sector collaborations. A curated contemporary art showcase and a guided heritage walk of Lukshmi Villas Palace provided immersive experiences for attendees.

    Local surfers and tourists have a new surfing site in Albany with the Southern Ocean Surf Reef officially opened today.

    The artificial reef offers an accessible surfing site offshore from Middleton Beach at Albany.

    The reef will create a more consistent quality, surfable wave for surfers with beginner to intermediate abilities, along with advanced surfers on larger swells.

    The Albanese Government contributed $5 million and the Cook Government $4.75 million towards the build, delivered by the City of Albany and managed by project contractor Heron Construction Limited.

    The project also secured financial support from local funding sources.

    Specialist marine equipment was required for the complex build with local quarried rocks used on the seabed floor of the artificial reef location.

    The design provides surfing rides of up to 100 metres during average conditions, with surfable waves expected for more than 40 per cent of the year over the reef, with further surfing opportunities inshore of the reef.

  • MIL-OSI Australia: Mooloolaba Foreshore the place to meet

    Ground has broken on the Mooloolaba Central Meeting Place, as part of the Mooloolaba Foreshore Stage Two works.

    The upgrades will introduce more shaded areas, all-ability beachfront access, and a new viewing deck to take in the beauty of the Mooloolaba Beach and are jointly funded with $6.66 million from the Albanese Government, $6.66 million from the Queensland Government and more than $7.11 million from the Sunshine Coast Council

    The Sunshine Coast Council engaged actively with the local community in 2022, proposing detailed designs, taking on board suggestions, and putting forward the community’s preferred option for the foreshore in January 2023. 

    Fast-forward to today, and the community’s dreams are becoming reality with first works starting ahead of a much-anticipated completion in 2027.

    When finished, the foreshore will include improved beachfront parkland, lighting, new modern amenities, event spaces, public artwork and broader accessible pathways. 

    The Central Meeting Place is one of the successful local infrastructure projects that aim to boost community lifestyle across Queensland’s south-east corner through the $285.8 million SEQ Liveability Fund.

    As part of the Mooloolaba Foreshore Revitalisation Project a new seawall will also be constructed which will add terraced seating and improved connections to the beach while protecting it from erosion. 

    The new seawall is funded with $7.95 million from the Albanese Government’s Disaster Ready Fund, and will ensure the foreshore is built to withstand future weather extremes.

    This investment is in addition to the $6.66 million for the Mooloolaba Central Meeting Place project, taking the total Albanese Government investment to the Mooloolaba Foreshore to $14.61 million.

    ANNE STANLEY: Hi, everyone. Thank you for being here this morning. My name is Anne Stanley. I’m the Federal Member for Werriwa. This is a fantastic start to more roads that will make sure that this part of the world is not in gridlock all the time. It will get trucks moving around our part of the world. And it is fantastic that the New South Wales Labor Government and the Federal Labor Government are finally doing what we’ve been waiting over 20 years to happen. So I’m just going to hand over now to Minister King to talk to you. 

    CATHERINE KING: Great, thanks very much. And first, can I just say to Anne and to David, our new Member for Hughes, it’s so fantastic to be here. I think this is the first event that I’ve done with David here in this space, but it’s great to be here with both of you. But also, of course, Ryan Park as Acting Premier and my friend and colleague, Jenny Aitchison who worked so closely together on projects such as this. 

    Well, we know that driving westbound along the M5 has become quite difficult for people. As the Moorebank Intermodal Precinct has come online, the weave that happens as trucks are trying to get on to the M5 to then get on to the Hume to get our goods to and from market. They’re also obviously competing with the many people and many commuters who live in this area who are finding that they are often queued back for almost a kilometre as we do that weave to try and get through this intersection. And really, the announcement today, this $380 million announcement, 50-50 funding, State and Federal Government working in partnership together, is about untangling that weave, untangling that intersection to make sure that commuters can get to and from work faster, that our trucks can get to market, and to move around this precinct more efficiently, because we know that economic activity is incredibly important here in this part of Sydney, and we also want to make sure people are able to move about efficiently and safely. Any time that a family is spending in a car or a worker is spending in a car, it’s time that they are not spending at home with their families. So this upgrade, it’s a complex piece of work. The fact that we’re here today getting the contracts signed for the delivery of this project, it’s been a long time coming, but I’m really delighted. And it’s taken, really, a federal and state Labor government who really don’t just talk about projects, we actually deliver them. We do the hard work, we do the planning, we do the design work, and we actually deliver projects, and I’m delighted to be here as part of that.

    I’ll hand over to Jenny, and then I think the Acting Premier is going to say a few words, take some questions, and then they’re going to sign a contract. Thanks everybody.

    JENNY AITCHISON: Thanks everyone. It’s great to be here today with Catherine King, Minister for Infrastructure federally, and federal colleagues Anne and David, and of course, my state colleagues, Acting Premier Ryan Park and the Member for Liverpool, Charishma Kaliyanda.

    It is a great day, a great announcement, $380 million to ensure that the success that we are seeing with freight and ensuring that our goods get to market is delivered. So we’ve just been over at the Moorebank Intermodal, and this will be a critical piece of infrastructure that will realise the potential of that development. Getting those vehicle movements to stop weaving between the lanes, the interchange to be grade-separated will be a major game-change. There will be upgrades to rail and also to pedestrian infrastructure. This will make this a much better piece of transport for all road users and stop that interweaving that we’re seeing of up to 2900 vehicles a day doing that. We’re looking at 2500 trucks using this, so it is really important for safety, for congestion busting, that we get this right.

    The Minns Labor Government is building better communities right across Western Sydney and indeed all of New South Wales, and this is a significant step forward. I’m really pleased that we’ll be signing the contract today with Seymour Whyte. It’s a design and construct contract, so they will be doing that design work. But people will start to see work happening soon as the geotechnical investigations happen, and then we will hope to have shovels in the ground very shortly after that. So, it is a major piece of investment in our communities of Western Sydney that have been crying out for so long for assistance with reducing those traffic snares. As Minister King said, every minute in the car is a minute away from friends, from family, from that wonderful time we have of recreation and rest. And most importantly, it’s the safety aspects of this to ensure that once the cars and the trucks are using this infrastructure, they are able to do so safely without creating issues.

    I’m going to pass over now to Acting Premier Ryan Park, and he can give you a few comments as well

    ACTING PREMIER RYAN PARK: Thank you, Minister, and thank you, Minister King, for being here. It’s delightful that you’re in this portfolio again. I know it’s one that you’re very passionate about. It’s great for New South Wales to continue their partnership and relationship with the Albanese Labor Government in Canberra and to Catherine King, who’s a very experienced Minister when it comes to the delivery of infrastructure. Thank you to Minister Aitchison and the team from Transport for New South Wales, local members at both the state and federal level. Anne Stanley was saying to me earlier that this is something that has been around since 2008, so no doubt the people of South Western Sydney can’t wait for this to happen.

    A $380 million investment in an important part of the road network essentially improves efficiency, improves safety, improves travel times for people moving in and around this area, but also in particular for freight. That’s a very important part of what happens in this South Western Sydney component. This is a major freight hub, not just for New South Wales but the entire country. And what we know is we need to continue to invest in the road infrastructure to make sure that we are delivering roads that are safe, performing efficiently and effectively for local community members, as well as those moving in and around there from other areas.

    I do want to speak a little bit overnight about a report that I’ve received from Dr Chant in relation to influenza, COVID, and RSV. Influenza continues to rise. We are continuing to see significant cases of influenza being presented to our local emergency departments. I can’t stress this enough right now: as we are heading to the peak or just on peak of influenza, we need people to get vaccinated. We need children to get vaccinated. We are still seeing not enough people, both over the age of 65 and young children, getting that vaccination. We need to take pressure off our emergency departments as we head through the winter months. And what we can all want to do over the winter here in New South Wales and, of course, in Sydney, is enjoy our surroundings, enjoy being with family. You can’t do that if you have the flu. So I’m saying to people today, once again, we are reaching or on the verge of reaching the peak in terms of influenza, but that is an important message to get through about making sure you go and get vaccinated. That includes young children and particularly includes older people.

    We’ve also got to emphasise with this much influenza around, RSV and of course COVID, which has started to stabilise – we’ve probably reached the peak of COVID – please don’t go to aged care facilities if you’re unwell. Please stay at home. Please don’t go to hospitals. What we want to do is make sure that our system can perform for those who need our hospital system. What we don’t want to do is people stuck in our hospital system with serious case of influenza, RSV or COVID. We can all do our thing and what we can do is go and get vaccinated.

    CATHERINE KING: I’ll leave questions to you. Any questions?

    JOURNALIST: You mentioned that shovels will be in the ground shortly. Do you have any more indication of when that would be?

    RYAN PARK: Well, I understand we’ve got to sign the contract today, and then we’ve got to make sure that, as all state governments do, we spend the Commonwealth’s money as quickly and as fast as we can.

    [Laughter]

    CATHERINE KING: On time and on budget. 

    RYAN PARK: That’s always the way. Never get in the road of a state government minister and some federal government money, but it’ll happen very, very soon. Shovels in the ground, and we’ll be proceeding with this project I imagine in the next few weeks.

    JOURNALIST: How long will the construction take?

    JENNY AITCHISON: Yep. So, the project will, the actual construction will start in early 2026. By the time the design elements are done, it will take probably two years to do that. Obviously, we will be working to expedite that as much as possible with the contractors and, you know, the way that we have been working in New South Wales on ensuring that our infrastructure spend is spent in a much more measured and considered way will help us to keep to those time frames. But obviously, you know, weather and other factors can come in.

    JOURNALIST: And how long do you expect it to take once the construction starts in early 2026?

    JENNY AITCHISON: Yeah, so we’re expecting that it will take a couple of years to get construction finalised. Obviously, that depends on a range of factors of weather and things like that. But, you know, we know that we have been working very hard to get our construction timelines back under control to ensure that things are being built on time and ready for the public. We know that during this time there is often disruptions for local communities. We thank them for their patience during that time.

    JOURNALIST: And those disruptions that will happen, they’re obviously necessary, so to speak, but what impact do you expect to have for traffic?

    JENNY AITCHISON: Look, what will happen is that there will be the usual construction impact, so that may be lane closures at particular times to keep workers safe. Everything these days- we know that there have been some really big challenges for construction work on roads. We’re really urging cars to travel to those roadside- roadworks speed limits. One of the things I’ve been very disappointed to see in some of our projects is people speeding through work zones. That is not acceptable. We have really worked to minimise those across all of our projects, those speed limits, but we want to make sure that drivers are driving to conditions.

    JOURNALIST: So we will see some traffic impact on those lanes around where you need to widen the road?

    JENNY AITCHISON: Yes, certainly there will be some, and we will use all the elements at our disposal, things like working at night where there’s less traffic, ensuring that we’ve got proper signalling and all that sort of thing in place so that we can minimise that disruption, but it is always a challenge. There’s, as we like to say, no gain without pain, but we are doing everything we can to minimise it and we’re really grateful to those members of the public who assist us in that by driving to the conditions.

    JOURNALIST: And do you have any sort of forecast on how this will help improve traffic, like any time reductions or anything like that?

    JENNY AITCHISON: Look, I don’t have specific time reductions here, but I think the main point is really the safety benefits. And we know at the moment there is queuing, so there will obviously be those timings. I can’t give you exact numbers right off the top of my head, but the main thing is not having that situation where a vehicle turning left then going right has only got a couple of hundred metres to do it, or conversely coming right and going left. They won’t be working together on the same piece of roadway. The grade separation will enable that to be a much safer transition.

    JOURNALIST: Acting Premier, does it really pass the pub test that taxpayers are paying for gym memberships and picnic days for rail workers while there are still so many public sector workers waiting for pay rises?

    RYAN PARK: Well, look, government reaches agreements through the bargaining process with unions and their trade union movement and representatives. The nature of those arrangements will become very, very clear as a part of the fair work process. We’re not trying to hide anything here. The reality is what we wanted to do was get an agreement, and we had to strike a balance between making sure that we provided fair work and conditions and pay for working men and women on our transport system, but at the same time making sure that we can get a transport system operating at its very highest capacity, and operating as efficiently and effectively for passengers and commuters every single day.

    JOURNALIST: Some pretty funny perks. Was it a matter of offer them the funny perks, just so that they can stop striking?

    RYAN PARK: Well, look, no one wants rail workers striking. We want working men and women who work in our transport system to be paid well with good conditions. We’re not going to apologise for that. As a part of the bargaining process, that’s how and which you agree to conditions or disagree with conditions. For us, the process is about making sure that we got the balance right between ensuring that we had a well-run, well-operated and efficient and maintained transport system, at the same time making sure that working men and women had their conditions and pay recognised. We think we’ve got the balance right.

    As the Health Minister, I’ll continue to work with those workers in the healthcare sector over the weeks and months ahead to make sure that we can strike a deal in relation to their paying conditions as well.

    JOURNALIST: As you know, all public sector groups were asked to find to help pay for their pay rises. Do you know if the rail union did have a productivity offsets down and what they might be?

    JENNY AITCHISON: Look, certainly there were savings provisions and productivity provisions within that bargaining process. The enterprise agreement, as is required and as has long been government policy, will be published by the Fair Work Commission, so everyone will be able to see what those are. But as an example, you know, moving to one rail, ensuring we have efficiencies there is really important. Even the consultation periods, you know, we had the former government that had rolling stock on the tracks, sitting idle for literally years because they couldn’t negotiate and consult with the union. We have a fair, open and transparent agreement. We’ve got three years of that. It will provide certainty to the travelling public, It will provide certainty to the travelling public, certainty to the rail workers and certainty to everyone who is- you know, taxpayers who want to see value for money.

    We can always cherry-pick parts of the agreements for things that we might not think are important but the reality is here, we’ve got a very good deal for the taxpayers of New South Wales that has got the unions back to work. It’s been very substantially and overwhelmingly agreed to by the unions, 92 per cent agreement, a very high participation in the ballot. 

    So, I think this is, what we’ve got, is a good agreement that strikes the balance. It’s going to Fair Work now to get that final tick off and check everything’s right. But we have done this in a very open and transparent manner and that’s what’s important here. 

    JOURNALIST: Minister, can I ask you about those offsets? And the consolidation I suppose with one rail. There’s been some suggestion from the opposition that the agreement results in 100 job losses. Toby Warnes was asked the other day whether that would be the case [indistinct]. Are we expecting 100 job losses over the next few years, for Transport for New South Wales to pay the union?

    JENNY AITCHISON: Look, we are working very closely with the union to ensure efficiency and productivity. No-one likes job losses, we know that. But the reality is, where there’s efficiency gains that can be made they will happen because we want to have a better service for commuters. We want to have a reliable, stable service that is resilient and is well maintained. The One Rail initiative is really important for the regions, because what it does is really go back to the idea that we have one rail network in NSW that services everyone. 

    We’ve been working on that right across transport over the last two years, to deliver one transport for all of New South Wales The idea that there’s a binary system of transport in New South Wales, whether it’s in rail or road, is done. We have one transport for New South Wales We have one road network. We have one rail network. There will be efficiencies in that. And we hope to grow the task for transport. We hope to grow services for commuters. 

    So, what we’re saying is we should be investing in growth of the services, and we need to ensure that we have the maximum productivity. And that’s what this agreement’s giving us. 

    JOURNALIST: How much does the agreement cost? What’s the cost of it? Obviously, it’s been struck – we’ve seen it, we’ve gone through the clauses. How much is it? 

    JENNY AITCHISON: Look, the overall quantum is still being finalised. Obviously as you can agree, until that goes through the final stages of the Fair Work Commission process, it would be premature to put a final figure on it. We need to make sure that we have one figure out there that everyone is aware of, but we are working on that and we will come back with that when it’s the appropriate time. 

    JOURNALIST: Ryan, I understand that you are just a seat warmer this week, but the Premier did make a bet with the Queensland Premier that he would record a tourism ad for Queensland if we lost the Origin. Is that something you’ll be doing this week?

    RYAN PARK: Well, well, well. Yes, he gave me one job, hey? I’ve let him down within 48 hours. So, no doubt, I won’t be doing this job again for a little while. No, disappointing last night. Boys put up an incredible fight, but an inspirational performance by Cameron Munster, given what he’s been dealing with over the course of the last few days. They were just too good for us, no doubt. We’ll have to do the add and we’ll do it a lot quicker than what Queensland haven’t paid New South Wales for their COVID bill – it’s about 115 million bucks but, yeah, maybe we can call it quits.

    JOURNALIST: You haven’t put your hand up to record it while he’s away?

    RYAN PARK: No doubt I’ll have to do it. I’ll take that huge load on. It was tough watching New South Wales last night. It was tough being the Acting Premier, but if he wants me to do it, I’m a team player, I’ll do it.

    JOURNALIST: You’re at the bargaining table for nurses, have they put gym memberships on the table, are you open to that one?

    RYAN PARK: Look, I want to get the nurses resolved as quickly as possible. Everyone knows that that’s what I’m trying to do, we’re not there yet, we’re not at the stage. They haven’t put those types of incentives to me, but if they do, like every other arrangement, we’ll have a look at what things come forward as a part of that. That’s not something we’re looking at the moment. Our focus is to try and make sure that we can get a deal. We’ve got the independent umpire in place to make a determination if we can’t do it before then.

    JOURNALIST: I know this isn’t quite in your wheelhouse, but there’s been some issues around with the new bail consolidation, basically a massive backlog of matters before the courts, especially with the Downing Centre being out of action, and people languishing in cells for longer. Has anyone raised with you this week, because you’re the Acting Premier, that there have been these teething issues?

    RYAN PARK: I’ve had raised just very, very briefly, actually by the Governor of New South Wales the other day, given her legal background in relation to the Downing Court and some challenges there. I understand that repairs and some refurbishments as a result of the damage is currently underway. I understand that judicial officers and court staff are looking to make sure those cases are moved around to other areas. It’s an important part of our democracy, the delivery of justice, and justice needs to be delivered as quickly as possible. That’s what we always try and do. It is a challenge in relation to the Downing Centre, given the extensive nature of the appearances and the hearings that are held there and the number of lists that are done there but we’re working through that.

    JOURNALIST: Is it a concern that there are these people that are being kept longer than they should themselves before they get a bail hearing?

    RYAN PARK: Well it’s always concerning when there’s ever delay in any part of the justice system. That’s always a concern for members of the community no matter who they are and what side of the issue they’re on, that’s always a concern. But we will obviously work through that. The Attorney-General with New South Wales Police and Corrections are no doubt working through those issues in relation to court challenges. The Downing Centre situation has made it difficult, but I understand judicial officers and court staff are working through that process to try and get as many people through those other facilities as we can.

    JOURNALIST: Also not really in your wheelhouse, but we know for many people rents have gone up by around $20 per week, for some people that means cutting back on essentials. What do you say to those people who are struggling right now?

    RYAN PARK: Well, we know very clearly that’s it’s tough out there. It’s really tough. For many, many people, cost of living is certainly the biggest challenge they talk to me about as a local member in their own community. Things are tough. The decision not to drop interest rates is tough on people with mortgages that can correspondingly make it challenging for people in rental properties.

    What we’ve tried to do over the last few years is introduce a number of reforms in the rental space to try and make it as easy and as cost effective for people to rent as possible. We know close to 40 per cent of people now rent. That’s very, very different even in the times period since I’ve been in public office. That’s really changed. So we are going to, as a government and future governments at all levels, we’ll continue to have to look at ways to make renting affordable, to make it as efficient and effective as possible. Because it now deals with a very large group of people.

    JOURNALIST: And I guess just on the missing surfer, he was found after about [indistinct]. 

    RYAN PARK: Yeah. See, that is that is absolutely amazing. As a local member of parliament on a coastal sea, unfortunately, we see this frequently. And very rarely do we get the outcome that we’ve been made aware of today. Absolute remarkable case. Phenomenal that our emergency personnel were able to rescue him. Phenomenal that he is still alive. That is obviously not the outcome that is often we see, that often we see in these types of incidents when they take place, and that is a fantastic result for him, his family, but I’m sure the people of the North Coast are just thrilled when they’ve heard that news.

    overnor Kathy Hochul today announced $10 million to support the Ralph C. Wilson, Jr. Centennial Park’s Coastal Shoreline Project in the City of Buffalo. The funding from the $4.2 billion Clean Water, Clean Air and Green Jobs Environmental Bond Act is part of a $65 million initiative to enhance the resiliency of the Lake Erie shoreline by replacing an aging 100-year-old seawall and naturalizing the shoreline along the park property.

    “Enhancing the Ralph Wilson Park is just the type of project New York voters envisioned when they overwhelmingly supported the $4.2 billion Environmental Bond Act in 2022,” Governor Hochul said. “This park restoration project enhances accessible recreational opportunities just steps away from downtown Buffalo while advancing a more sustainable and resilient future for the Lake Erie shoreline. By bolstering and naturalizing the urban shoreline, we’re helping protect this special area from high water, reducing flooding from extreme weather events driven by climate change and enhancing valuable shoreline fish and wildlife habitat.”

    Governor Hochul first announced the transformation of the Ralph C. Wilson, Jr. Centennial Park property in 2022. The waterfront location on the east end of Lake Erie at its confluence with the Niagara River provides desirable lake access but is also subject to frequent and damaging wind, ice, and waves. The U.S. Army Corps of Engineers’ condition assessment of the seawall in June 2011 showed significant deterioration requiring repairs to structural failures along this stretch of shoreline.

    In 2018, the Ralph C. Wilson, Jr. Foundation committed $50 million to support the City of Buffalo and surrounding community to transform the former LaSalle Park into a world-class destination. The Wilson Foundation provided additional funding to launch the Imagine LaSalleinitiative, a multi-year, community-driven effort to explore and develop a community vision for the park as it undergoes a $110 million transformation. The park’s name honors the legacy of the late Buffalo Bills owner, American veteran, entrepreneur and philanthropist, Ralph C. Wilson, Jr.

    The City of Buffalo, University at Buffalo Regional Institute, and community engagement group Imagine LaSalle conducted outreach and created a redevelopment plan for Ralph Wilson Park that includes replacement of part of the degraded sea wall with a resilient softened shoreline that will dissipate damaging wave energy, reduce flood risk, and create recreational waterfront access.

    New York State is contributing $10 million in funding from the Environmental Bond Act, administered by the Department of Environmental Conservation (DEC) to support Phase II of the shoreline redevelopment, including the Blueway, at Ralph Wilson Park to rehabilitate a segment of the Lake Erie shoreline, replace the deteriorating seawall with a more resilient, graded revetment-based shoreline that reduces flooding of City infrastructure, provide waterfront access to car-top watercraft, and contribute to the larger efforts of the U.S. Environmental Protection Agency’s Great Lakes Restoration Initiative. This new resilient shoreline includes an armored natural slope that will restore habitat while protecting a revamped community gem. The park is a world class destination that serves neighborhoods, residents from Western New York, and beyond. The park features a new signature pedestrian bridge that spans I-90 and connects neighbors with a regional destination. The park builds on existing high value amenities such as the swimming pool, splash pad, skate park, and dog park and by adding new and revamped community assets which include: an active-imaginative play garden, soccer fields, baseball and softball diamonds, tennis courts, playground areas with custom equipment, picnic shelters and concession stands, and miles of pedestrian and bike paths.

    On Nov. 8, 2022, New Yorkers overwhelmingly approved the Environmental Bond Act ballot proposition to make $4.2 billion available for environmental and community projects. The Environmental Bond Act supports new and expanded projects across the state to safeguard drinking water sources, reduce pollution, and protect communities and natural resources from climate change. State agencies, local governments, and partners can access this historic funding to protect water quality, help communities adapt to climate change, improve resiliency, and create green jobs.

    This investment is the latest step in Bond Act investments to enhance shoreline resiliency, encourage economic development, revitalize neighborhoods, and bolster recreational opportunities. In April, the Governor announced $60 million in Environmental Bond Act funding for the next round of  Green Resiliency Grants to support vital stormwater management and resilient infrastructure projects in flood-prone communities across New York State.     New York’s Commitment to Water Quality

    New York State continues to increase its nation-leading investments in water infrastructure. With an additional $500 million for clean water infrastructure in the 2025-2026 enacted State Budget announced by Governor Hochul, New York will have invested a total of $6 billion in water infrastructure since 2017. The budget also maintains a strong commitment to environmental conservation with a $425 million Environmental Protection Fund (EPF). This funding bolsters a wide array of vital programs, including land acquisition for habitat and open space preservation, climate change mitigation and adaptation initiatives, and water quality improvement projects.

    overnor Hochul today announced a $10 million grant to the Albany Convention Center Authority (ACCA) in support of the expansion of the Albany Capital Center (ACC) to continue its mission to be the premier event and meeting destination in the Capital Region. Since opening its doors in 2017, the ACC has hosted more than 1,100 events which attracted more than 630,000 visitors to the capital city, generating nearly $100 million in total new visitor spending and adding over 133,000 hotel room nights in the Capital Region. This grant complements Governor Hochul’s $400 million FY26 Budget investment to launch the Championing Albany’s Potential (CAP) Initiative, a comprehensive, State-led effort to revitalize Albany’s downtown core in partnership with local stakeholders.

    “Albany isn’t just the State’s capital — it’s a place where residents should thrive and visitors should feel welcomed,” Governor Hochul said. “The Albany Capital Center is an iconic destination that bolsters tourism through exciting events. With this investment into its expansion, more residents and visitors will be able to experience what the Capital Region has to offer — from expositions to educational conferences — while uplifting the region’s local economy.”

    The project, located at 126 State Street, expands the ACC meeting space and adds amenities that will position the center to better serve the growing demands of the events industry. This expansion will add five new meeting rooms, a large multi-purpose room, a large ballroom and pre-function area on the first floor, and a 4,000 square foot courtyard for outdoor events on State Street. This will increase the ACC’s rentable space to 84,000 square feet, making it more competitive and bringing more world-class events that serve as an economic anchor for Albany’s ongoing renaissance.

    The $54.9 million project builds on prior State investments at and around the Albany Capital Center that create jobs and economic activity in Downtown Albany and across New York State. The project was recommended for funding by ESD’s Regional Office and Regional Council.

    As part of Governor Hochul’s FY26 Enacted Budget, the State is investing $400 million in Albany’s downtown to launch the Championing Albany’s Potential (CAP) Initiative, a collaborative, State-led effort to revitalize Albany’s downtown core. This includes $200 million in funding to plan and implement projects that reinvigorate commercial corridors, strengthen small businesses, promote housing growth, and revitalize underutilized real estate and open spaces. The CAP initiative also includes up to $150 million to transform cultural experiences in and around Downtown Albany such as the State Museum, up to $40 million to advance plans to reconnect communities divided by Interstate 787, and $1.5 million for public safety enhancements.

  • MIL-OSI Canada: Keating Cross Road flyover will improve safety, traffic flow

    The new northbound flyover on Patricia Bay Highway connecting to Keating Cross Road will be open for drivers on Monday, July 28, 2025, bringing significant safety and traffic-flow improvements to the region.

    “People driving through this region need to be able to count on safe and smooth travel when they’re heading to their homes, work, the airport or ferries,” said Mike Farnworth, Minister of Transportation and Transit. “Opening the Keating Cross Road flyover means we’ve removed a dangerous left turn and have made travel safer for families, commuters, tourists and commercial transport drivers who rely on this corridor every day.”

    While moving traffic onto the new flyover is the most significant milestone, final work on the broader project will continue through summer 2025 and conclude in fall 2025. This will include paving the southbound on-ramp toward Victoria, drainage improvements and landscaping. Once complete, the project will include a new sidewalk on Keating Cross Road to improve safety and will support future bus rapid transit to reduce congestion further.

    “The opening of the Keating Cross Road flyover is a tremendous achievement for the Saanich peninsula,” said Lana Popham, MLA for Saanich South. “This investment makes travel on this busy corridor safer and more reliable for families, commuters and commercial drivers. It also strengthens ties to our local business community and supports the region’s growth well into the future.”

    The total project budget is $76.8 million, with the Government of British Columbia contributing $57.6 million, the Government of Canada contributing $16.7 million and the District of Central Saanich providing $2.5 million.

    “With the Keating Cross Road flyover open, drivers and pedestrians in Central Saanich will benefit from improved safety and better access to the region,” said Will Greaves, member of Parliament for Victoria. “Our government is proud to invest in projects that support the expansion of local public transit and make life easier and safer for all Canadians.”

    More than 52,000 vehicles use this part of the Patricia Bay Highway every day, with more than 4,000 vehicles per hour at peak travel times. The flyover project was identified as a priority in the South Island Transportation Strategy and supports the Province’s commitment to improving safety, expanding transit infrastructure and building strong, connected communities.

    “The new flyover aims to make travel through the Saanich peninsula faster and our neighbourhoods safer. It’s an important connection to the Keating Business District, a key industrial and business centre for our region,” said Ryan Windsor, mayor, District of Central Saanich. “This has been a long-standing priority for our community. We’re grateful to the provincial and federal governments for recognizing its importance and we’re thrilled to see the flyover opening.”

    Nine members of a gang involved in stealing luxury watches were arrested this week in Italy, with the support of Eurojust. Through an exchange of information and evidence via the Agency, police forces across southern Italy were able to link the criminals to thefts in various Italian cities, as well as in Ibiza, Spain and Saint-Tropez, France. The suspects were part of a roving gang, which travelled frequently between the three countries.

    The criminal network mainly targeted elderly victims in wealthier tourist resorts, following them on motorcycles. Once a target was established and with the cooperation of accomplices who followed the motorbikes by car in small and busy streets, expensive watches were snatched from the victims. 

    The thefts took place at carefully chosen opportunities, for instance, when victims got out of their cars. The watches were then passed on to the accomplices in cars. The value of the stolen watches is estimated at at least EUR 370 000. 

    The gang was run by two senior members. For part of the time, they ran the operation from prison in Ibiza, where they were detained for similar thefts. They have now been arrested again in Italy. The two senior gang members gave instructions for the thefts and chose new recruits and target locations. They also arranged the financing of the trips for gang members and their transport.

    The operation was carried out at the request of and by the following authorities:

    • Italy: Public Prosecutor’s Office of Lucca; State Police of Naples, Caserta, Foggia, Avellino and Salerno
    • France: Public Prosecutor’s Offices of Nice, Draguignan and Paris (International Cooperation Section)

         A surge in Chikungunya fever (CF) has been reported in different countries and regions worldwide. The Centre for Health Protection (CHP) of the Department of Health (DH) said today (July 25) that it will continue to implement a multipronged approach to prevent the spread of CF in Hong Kong and safeguard public health. The CHP will hold two online seminars next week. Doctors will explain the symptoms of CF, how to prevent infection and how to properly use insect repellents. The seminars aim to enhance public understanding of this mosquito-borne disease and encourage active participation in prevention efforts to protect both oneself and others.
     
    “CF is primarily transmitted to humans through the bite of female Aedes mosquitoes carrying the CF virus, and is not transmitted from person to person. The recent spike in CF cases in multiple regions worldwide poses a significant risk of imported cases in Hong Kong. When it comes to CF, the saying ‘prevention is better than cure’ is absolutely applicable. Although there is currently no registered vaccine in Hong Kong to prevent CF, avoiding mosquito bites and curbing mosquito breeding can create an effective barrier to prevent the local spread of the disease. To this end, the CHP has increased its public awareness and educational efforts targeting different groups and will continue to work closely with various government departments and stakeholders to enhance preparedness and readiness,” said the Controller of the CHP, Dr Edwin Tsui.
     
    Dr Tsui added that CF can easily lead to large-scale outbreaks in environments with severe mosquito infestations, placing a burden on the healthcare system. While most CF patients have mild symptoms, the elderly, young children and those with underlying illnesses are more likely to develop complications after becoming infected. After recovery, patients may experience long-term joint pain, which can persist for months or even years, causing inconvenience or distress to their daily lives. Therefore, CF should not be taken lightly.
     
    Control measures at boundary control points (BCPs)
     
         The CHP’s Port Health Division steps up publicity and education efforts regarding CF at the BCPs, conducts more frequent inspections to ensure good environmental hygiene and effective implementation of anti-mosquito measures, conducts temperature screening for inbound travellers. Any travellers with fevers or related symptoms will be assessed on health conditions and referred to hospitals for follow up when necessary. The CHP also maintains close liaison with relevant stakeholders such as airlines and the travel industry to provide the latest disease information and health advice in a timely manner.
     
    Reminder to healthcare professionals to report CF cases
     
         Today, the CHP issued another letter to all doctors and hospitals in Hong Kong regarding CF to provide them with the latest epidemiological information and appeal them to watch out for CF-related symptoms among those who return to Hong Kong from outbound travel. If CF cases are detected, they should be immediately referred to hospitals for treatment and reported to the DH in accordance with the established mechanism so that the DH can initiate epidemiological investigations, and implement prevention and control measures.
     
    Measures the public should continue to take
     
    The CHP will hold two online seminars next week to raise public awareness of CF and address related inquiries from the public. Details will be announced later on the CHP’s social media accounts, and the public is welcome to watch. Starting from today, the CHP has also set up mobile promotional booths at multiple locations across Hong Kong (including public markets, community health centres, and shopping malls) to educate the public on how to prevent mosquito-borne diseases.     The CHP recommends that the public properly use DEET-containing insect repellents or other effective active ingredients to effectively prevent mosquito bites. The following precautions should be taken when using them:
     

    • read the label instructions carefully first;
    • apply right before entering an area with risk of mosquito bites;
    • apply on exposed skin and clothing;
    • use DEET of up to 30 per cent for pregnant women and up to 10 per cent for children (For children who travel to countries or areas where mosquito-borne diseases are endemic or epidemic and where exposure is likely, those aged 2 months or above can use DEET-containing insect repellents with a DEET concentration of up to 30 per cent);
    • apply sunscreen first, then insect repellent;
    • reapply only when needed and follow the instructions; and
    • in addition to DEET, there are other insect repellents available on the market containing different active ingredients, such as IR3535, picaridin etc. When using any insect repellent, the public should follow the usage instructions and precautions on the product label.

    Latest global situation regarding CF
     
    There have been no CF cases in Hong Kong since 2020.

    According to the World Health Organization, CF cases have been recorded in more than 110 countries/regions. As of early June this year, over 220 000 cases had been reported in 14 countries/regions worldwide (including the Mainland, Taiwan and Singapore which are popular tourist destinations for Hong Kong citizens). Of these cases, about 80 were fatal. Around one third of the population of La Réunion were currently estimated to be infected with CF, and cases were reported in Europe (including France and Italy).

    In July this year, an outbreak of CF occurred in Shunde District of Foshan City, Guangdong Province, triggered by imported cases. As of July 24, there were 3 645 CF confirmed cases in Foshan. The majority of cases (3 317 cases) were in Shunde District; 178 cases in Chancheng District; 141 cases in Nanhai District; six in Sanshui District and three in Gaoming District. All cases were mild, with no severe or fatal cases so far. Regarding Macao, the first and second CF cases this year were recorded on July 18 and 22 respectively. The patients travelled to Shunde and Nanhai respectively during the incubation period and was classified as imported cases.
     
         “Although Aedes aegypti, the primary vector for spreading CF, is not found in Hong Kong, Aedes albopictus is another vector that can transmit CF. Imported cases of CF and dengue fever can lead to local transmission if they are bitten by mosquitoes during the communicable period. Mosquitoes breed quickly during the hot, rainy spring and summer months. Inadequate mosquito control also poses a risk of CF outbreaks. Mosquito control is of paramount importance, including eliminating mosquito breeding sites and avoiding mosquito bites. Members of the public are advised to maintain strict environmental hygiene, mosquito control and personal protective measures both locally and when travelling outside of Hong Kong. Scientific research showed that even asymptomatic or pre-symptomatic infected individuals can transmit the virus to mosquitoes through bites. Members of the public returning from areas affected by CF should apply insect repellent for 14 days upon arrival in Hong Kong. If they feel unwell, they should seek medical advice promptly and provide their travel details to a doctor,” said Dr Tsui.

    H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, met with H.E. Mr. Åsmund Aukrust, Minister of International Development of the Kingdom of Norway.

    The two sides reviewed ways to strengthen cooperation opportunities between the two countries and discussed a number of joint issues.

    This meeting took place during her representation of the Arab Republic of Egypt at the Fourth G20 Development Working Group (DWG) Meeting and the G20 Ministerial Meeting on Development. These meetings are being held under South Africa’s G20 presidency from July 20 to 25, 2025, under the theme “Solidarity, Sustainability and Equality” in South Africa.

    During the meeting, H.E. Dr. Rania Al-Mashat lauded the Egyptian-Norwegian relations, and noted that the two countries have strengthened and deepened bilateral ties across various sectors, including renewable energy and regional stability efforts.

    H.E. Dr. Al-Mashat highlighted that the extended partnership between the governments of Egypt and Norway has been essential in boosting the economy, developing the renewable energy sector, and creating better opportunities for the Egyptian economy.

    H.E. Dr. Rania Al-Mashat emphasized Egypt’s commitment, with its expanding economy and attractive investment climate, to attracting new foreign partnerships and investments that can drive innovation, economic growth, and sustainable development.

    H.E. Dr. Al-Mashat pointed to the most prominent areas of cooperation with the Norwegian side, which include the oil, energy, gas, maritime transport, shipping, and shipbuilding sectors, in addition to fisheries and aquaculture. She noted that Egypt is keen to expand these areas of cooperation, and highlighted that the Egyptian-Norwegian partnership in promoting investments in the renewable energy sector was a central focus of H.E. President Abdel Fattah El-Sisi’s historic visit to the Kingdom of Norway in December 2024.

    H.E. Minister Al-Mashat added that the shared goals and mutual respect characterizing the bilateral relations between Egypt and Norway represent a model for international cooperation that will be built upon in the coming years.

    She further stated that Norway’s commitment to sustainability and international cooperation aligns with Egypt’s Vision 2030 and green transformation goals.

    H.E. Dr. Al-Mashat pointed out that the cooperation between the two countries in green hydrogen and renewable energy, which includes several prominent projects. These include a green ammonia production project from green hydrogen, a green methanol production project in the Suez Canal Economic Zone, in addition to a number of funded projects in various fields. These contribute to creating decent job opportunities for youth in cooperation with the International Labour Organization and the Norwegian Ministry of Foreign Affairs, and promoting health and combating violence against women in Egypt in cooperation with the United Nations Population Fund.

    H.E. Minister Al-Mashat affirmed Egypt’s keenness to involve the private sector, especially in strategic sectors such as renewable energy, green hydrogen, maritime industries, and technology. She noted that the country provides a stable investment climate, competitive incentives, and access to key regional markets, making it an ideal gateway for Norwegian and other international companies seeking to expand into the Middle East and Africa.

    She also referred to the cooperation between Egypt and Scatec, and mentioned that Egypt and Norway have historically strong economic ties, which have translated into tangible projects benefiting both economies.

    H.E. Dr. Al-Mashat outlined that the new partnerships with Scatec enhance active cooperation between the public and private sectors and development partners, aiming to promote green transformation. She noted Scatec’s contribution to the implementation of the Benban Solar Park, one of the largest solar parks in the world, and the first green hydrogen plant in the Suez Canal Economic Zone, in cooperation with the European Bank for Reconstruction and Development and other partners.

    H.E. Dr. Al-Mashat also pointed to the efforts of the Ministry of Planning, Economic Development, and International Cooperation in continuing to support international partnerships and mobilize local and international financing to promote green transformation in Egypt and increase the number of environmentally friendly projects.

    She pointed out that the cooperation portfolio with Scatec includes a number of projects under the energy sector of the “NWFE” program, including the green hydrogen project in Egypt, the green ammonia production project in Damietta, the 1 GW solar power project with battery energy storage solutions (BESS), and a 1 GW solar power plant for the aluminum complex in Naga Hammadi.

    Egyptian-Dutch Relations

    On another note, H.E. Dr. Rania Al-Mashat met with H.E. Ms. Pascalle Grotenhuis, Netherlands’ Vice Minister for International Development, to discuss strengthening Egyptian-Dutch relations and developments in the partnership between the two countries.

    During the meeting, Dr. Rania Al-Mashat affirmed that Egypt and the Netherlands have deep-rooted political, cultural, and economic relations spanning several decades. These relations have witnessed significant momentum and growing cooperation at various levels in recent years.

    H.E. Dr. Al-Mashat noted that the economic cooperation between the two countries has been an important axis in bilateral relations, with the Netherlands providing over 407 million Euros in development financing to Egypt since 1975. This assistance has contributed to supporting many vital sectors, including agriculture and irrigation, health and social affairs, transport, electricity, housing, tourism, education, and local development.

    She stated that the Netherlands is one of Egypt’s main trading partners within the European continent, with bilateral trade amounting to approximately one billion Euros annually. Both sides aim to expand this cooperation and diversify its areas, especially given the available opportunities for economic integration between the two countries.

    H.E. Dr. Al-Mashat highlighted the “Orange Corners” program, implemented in cooperation with the Dutch side and the private sector, to support entrepreneurs in the Nile Delta and Upper Egypt governorates. After the success of the first three-year phase, the program is now in a new cycle extending from 2024 to 2028, reflecting the shared interest of both countries in achieving inclusive economic growth and providing job opportunities for youth.

    The two sides also reviewed developments in cooperation in the fields of water and climate following the Memorandum of Understanding signed between the Egyptian and Dutch governments in October 2024, to enhance cooperation in coastal resource management and adaptation to climate change.

  • MIL-OSI Canada: $1 Million Investment Helps Regional Parks Expand in Saskatchewan

    Saskatchewan’s Regional Parks can now access funding to create new seasonal campsites through a $1 million investment from the provincial government. 

    “Regional parks are wonderful gathering places for families and communities,” Parks, Culture and Sport Minister Alana Ross said. “They attract visitors, generate tourism dollars and promote healthy outdoor activities. This investment will help our parks grow and better serve the needs of residents and tourists alike.”

    The Saskatchewan Regional Parks Association (SRPA) will run the new program and distribute the grants to successful projects. Up to $5,000 per campsite is available. Applications for up to 200 qualifying campsites will be accepted in 2025. 

    Almost 80 accredited regional parks are eligible for funding. The initiative is expected to support dozens of local construction and maintenance jobs, while also helping communities capitalize on Saskatchewan’s thriving tourism economy.

    The SPRA welcomes the announcement, noting that regional parks hosted around 250,000 visitors last year. 

    “The Saskatchewan Regional Parks Seasonal Site Program is more than just expanding campsites,” Saskatchewan Regional Parks Association Executive Director Madison Giesbrecht said. “It is about expanding opportunities for families, friends, and communities to reconnect with nature and with each other.”

    Governor Hochul also announced while she was in Buffalo that Victory Cruise Lines, Inc., which operates two 200-passenger ships on the Great Lakes, has sent a commitment letter to the state stating it intends to include Buffalo in its 2027 and beyond cruise itineraries. The Governor previously announced the state is moving forward with plans to bring Great Lakes cruises to Buffalo. Victory Cruise Lines’ commitment is pending the completion of the terminal facilities in Buffalo, as well as satisfactory terms concerning Victory Cruise Line’s use of the seawall mooring. At a June 2025 Erie Canal Harbor Development Corporation board meeting, the board approved a $1.65 million contract for architectural and engineering design and construction administration for a terminal on the Outer Harbor. Construction work on the new cruise ship terminal is set to begin by early next year and completion by mid-2027.

    Wilkeson Pointe was first established in 2013 in an area just south of Times Beach, on lands that were once used to store the New York Power Authority (NYPA) ice boom, along with a former private welding and ship repair establishment. A $5 million state capital investment placed a soil cap on areas of the site to open the property to public use for the first time in the parcel’s history, with a network of bicycle and pedestrian pathways, a kayak launch and fishing pier, playground, comfort station, event lawn, parking facilities, and regenerative landscaping using native plants and green infrastructure such as bioswales. The property’s edge was also reinforced with heavy stone to repair earlier seiche damage, while wind sculptures were placed on the “pointe” to celebrate the site’s year‐round breezes.

    State Senator April N.M. Baskin said, “In 12 years, the transformation of Wilkeson Point is noteworthy and impressive.     Prime Minister Narendra Modi met Maldivian President Mohamed Muizzu at the President’s Office in Male on Friday, marking a diplomatic milestone during his visit to commemorate the 60th anniversary of Maldives’ independence and six decades of diplomatic relations between the two countries.

    Reflecting on the partnership, the two leaders reviewed progress on the India-Maldives Joint Vision for a ‘Comprehensive Economic and Maritime Security Partnership’ that was adopted during President Muizzu’s state visit to India in October 2024. Modi reiterated India’s commitment to deepening engagement with Maldives in line with the “Neighbourhood First” and “Vision MAHASAGAR” doctrines.

    President Muizzu, in turn, acknowledged India’s consistent support as the “first responder” in times of crisis, and both leaders discussed avenues for enhanced cooperation across infrastructure development, capacity building, health, climate action, and disaster preparedness. They also reviewed maritime security collaboration under the Colombo Security Conclave framework.

    On the economic front, Prime Minister Modi emphasised the importance of concluding a proposed Free Trade Agreement and a Bilateral Investment Treaty to unlock new trade and investment opportunities. He also welcomed recent steps toward digital integration, including agreements for the use of India’s Unified Payments Interface (UPI), RuPay card acceptance, and local currency trade mechanisms, with a view to boosting tourism and digital commerce.

    Six Memoranda of Understanding (MoUs) were exchanged across key areas such as fisheries, aquaculture, meteorology, digital public infrastructure, pharmacopoeia, and a concessional Line of Credit. A new Line of Credit, amounting to approximately ₹4,850 crore (about USD 550 million), was announced for infrastructure and other developmental activities in Maldives. An amended agreement on existing lines of credit was also signed, bringing down Maldives’s annual debt repayment by 40%, from USD 51 million to USD 29 million.

    The leaders jointly inaugurated a roads and drainage project in Addu City and six High Impact Community Development Projects across various cities. Modi also handed over 3,300 social housing units and 72 vehicles intended for the Maldives National Defence Force and immigration authorities.

    In a gesture of medical diplomacy, India gifted two units of Aarogya Maitri Health Cubes (BHISHM) to the Maldives. These mobile health units, equipped with modern medical devices, can support 200 casualties and sustain six personnel for up to 72 hours.

    Further underlining shared environmental goals, Modi and Muizzu planted mango saplings, symbolising India’s “Ek Pedh Maa Ke Naam” campaign and the Maldives’ “Pledge of 5 Million Trees” initiative.

    Prime Minister Modi also thanked President Muizzu for his condemnation of the recent terrorist attack in Pahalgam and for expressing solidarity with India’s fight against terrorism.

    India takes great pride in being the Maldives’ “most trusted friend,” Prime Minister Narendra Modi said on Friday, reaffirming New Delhi’s deep-rooted partnership with the Indian Ocean nation. Speaking alongside Maldivian President Mohamed Muizzu during a joint press statement in Male, PM Modi emphasised the Maldives’ central role in India’s Neighbourhood First policy and its MAHASAGAR vision for maritime cooperation.

    The remarks came as PM Modi visited the Maldives as the Guest of Honour for the country’s 60th Independence Day celebrations. Congratulating the people of Maldives on the historic milestone, he thanked President Muizzu for the warm invitation and recalled the long-standing ties between the two nations.

    “This year, India and Maldives are also celebrating 60 years of their diplomatic relations. But, the roots of our relations are older than history and as deep as the sea,” PM Modi said. He highlighted the release of commemorative stamps featuring traditional boats of both countries as a symbolic reflection of shared heritage and neighbourly ties.

    PM Modi underscored India’s unwavering support to the Maldives in times of crisis. “Be it a natural disaster or a pandemic, India has always stood with Maldives as a first responder. From providing essential commodities to supporting economic recovery post-COVID, our relationship is built on friendship first,” he said.

    Stressing on mutual trust in the defence and security partnership, PM Modi noted the inauguration of the Maldives Defence Ministry building as a concrete symbol of that trust. A giant portrait of PM Modi displayed on the building marked the occasion.

    To bolster economic ties, PM Modi announced a new Line of Credit of USD 565 million to the Maldives. He said both nations are now seeing results from the vision shared in October last year during President Muizzu’s visit to India, including significant progress in infrastructure and housing projects.

    He cited key projects such as 4,000 social housing units built with Indian assistance, the Greater Male Connectivity Project, Addu Road Development Project, and the redevelopment of Hanimaadhoo International Airport as transformative initiatives that would boost connectivity and economic growth across the archipelago.

    “With the ferry system soon in place, island connectivity will become faster and easier. We’ll measure distances by ferry time, not GPS coordinates,” PM Modi said.

    In the economic sphere, the Prime Minister said efforts are underway to finalise a Bilateral Investment Treaty and to explore a Free Trade Agreement. He added that direct Rupee-Rufiyaa trade through a local currency settlement system will strengthen bilateral trade, while the growing popularity of UPI in Maldives will support tourism and retail sectors.

    On regional and global issues, PM Modi reaffirmed India’s commitment to maritime security through the Colombo Security Conclave and highlighted climate change as a shared concern. “We will promote renewable energy and share India’s expertise with the Maldives,” he said.

    PM Modi’s visit, his third to the Maldives, also marks the first by any head of state or government since President Muizzu took office.

    Preston Parks awarded coveted Green Flag Awards as they are officially recognised as some of the country’s best parks

    Preston City Council is delighted to have retained the following Green Flag Awards for the city’s green spaces this year:

    • Ashton Park
    • Avenham and Miller Parks
    • Fishwick Recreation Ground and Local Nature Reserve
    • Haslam Park
    • Winckley Square

    Winckley Square has also retained its Green Heritage accreditation, supported by Historic England, and Haslam Park has retained the Green Flag Community Award courtesy of the Friends Group.

    The sites are some of the 2,250 in the UK to achieve the award, which is the international quality mark for parks and green spaces.

    Missing from the list this year is Preston’s oldest park, Moor Park, which is currently undergoing its own transformation. An important project includes de-silting and extending the historic lake, as well as the reinstatement of the Serpentine Bridge, alongside wider park enhancements to the play area and football pavilion. We’re hoping Moor Park will make the list for Green Flags again once the project is complete.

    BEIJING, July 25 (Xinhua) — Kazakhstan has become the largest source of tourists in Central Asia for China’s island province of Hainan, according to a Hainan tourism presentation held in Astana on Wednesday.

  • MIL-OSI Africa: Northern Cape green energy potential could be ‘heartbeat’ of SA’s economy

    With its immense potential for renewable energy and green hydrogen production and export, the Northern Cape could become a key driver of South Africa’s energy transition and economic growth.

    This is according to President Cyril Ramaphosa who delivered remarks at the opening session of a Presidential engagement between the National Executive and the Provincial Executive of the Northern Cape.

    “I have said on a number of occasions that the Northern Cape is an economic pioneer and a frontier of innovation. Last year, there was a report published…that characterised the province as South Africa’s emerging powerhouse – quite literally.

    “The Northern Cape is at the forefront of the clean energy revolution and is experiencing a significant surge in power projects, notably solar and green hydrogen,” the President said.

    According to the African Green Hydrogen Alliance (AGHA) – which is made up of 10 African states, including South Africa – the green hydrogen industry has the potential to add between $66 billion and $126 billion to the Gross Domestic Product of the member countries over the next 25 years.

    Government is already working on capitalising on this with the Boegoebaai Port and Rail Development named as one of the top seven infrastructure priorities for 2025/26.

    “The province’s Green Hydrogen Masterplan is ambitious in both scope and potential – not just for the Northern Cape but for the national economy as well. It is also, a potential that can have an impact on SADC and even for our continent.

    “In recent months I, together with a number of members of the National Executive, …have participated in multilateral discussions and business forums where we have been articulating our vision of South Africa being a leader in the renewable energy revolution.

    “And to quote the [Pulitzer Centre] report, once the energy transition unfolds as envisaged, the Northern Cape could be the new heartbeat of the economy,” he said.

    The President noted the strides made in the province becoming an industrial hub.

    “This is supported by traditional industries like mining, but is being expanded through special economic zone development, industrial park development and major infrastructure developments, notably in port and rail,” he said.

    Resolving challenges

    President Ramaphosa acknowledged that while the province’s economy has been growing and creating jobs, “persistent challenges” remain.

    “National Treasury’s 2024 provincial socio-economic review points to an increase in the percentage of people living in poverty and…a drop in the number of households with access to basic services like water. Unemployment, especially youth unemployment, remains high.

    “Fiscal constraints are holding back a number of projects particularly at a municipal level, including for disaster response, asbestos eradication, land restitution, rural electrification and public housing.

    “Much as we look at the potential and the progress that is being made, these challenges are still casting a shadow on our way to much better development,” he said.

    To resolve some of these challenges, the President said government will have to find ways to “support high impact projects” in the vein of the Northern Cape Industrial Corridor, the province’s R1 billion housing programme and the Kimberley Big Hole precinct.

    “We will also need to find creative funding mechanisms for major projects…for instance the Boegoebaai Harbour project. That is a project that will turn the fortunes of our province around. 

    “We need an urgent relook at the current delivery model to enable regulatory approval and investment activation,” he said.

    The President emphasised that integrated planning between all three spheres of government “must involve State-owned enterprises as important stakeholders with significant capabilities”.

    This integration must also align with the Medium-Term Development Plan. 

    “We are keen to discuss how the province is addressing the issue of climate change and its state of readiness to respond to natural disasters.

    “Another challenge that we need to address is at the local government level…how we are able to improve our local government sphere and find ways of ensuring that this province is able to move up to a high level in terms of tourism.

    “There is latent potential in this province where we can actually exploit the number of endowments that the Northern Cape has,” President Ramaphosa said. – SAnews.gov.za

  • MIL-OSI Asia-Pac: Scheme of Smart and Green Mass Transit System in Kai Tak gazetted

         The Government published in the Gazette today (July 25) the scheme for the Smart and Green Mass Transit System in Kai Tak (SGMTS-KT) in accordance with the Railways Ordinance (Cap. 519).
     
         The SGMTS-KT is about 3.5 kilometres long with six stations. The termini will be connected to the Kai Tak Cruise Terminal and MTR Kai Tak Station respectively, with intermediate stations at Shing King Street, Kai Tak Sky Garden, Shing Fung Road Park and Kai Tak Sports Park, serving a population and visitors of around 50 000 residing and working in the area.
     
         A Government spokesman said, “The SGMTS-KT will connect the former runway area of Kai Tak to the existing MTR Kai Tak Station, strengthening the connectivity among residential and commercial developments as well as tourism, cultural and recreational, sports and community facilities within the area, while connecting with the existing railway network. To be operated in elevated mode and separated from at-grade traffic, the system will not be affected by road traffic conditions. Depending on the system to be adopted eventually, the estimated journey time from the Kai Tak Cruise Terminal to MTR Kai Tak Station will be about 10 minutes.”
     
         The Government has collected public views on the SGMTS-KT earlier through multiple channels, including consultations with the Kowloon City District Council and the Task Force on Kai Tak Harbourfront Development of the Harbourfront Commission, and exchanging views with relevant Legislative Council Members and stakeholders. It is targeted to award the contract in 2026 with a view to commissioning the system in 2031.
     
         Under the Railways Ordinance, members of the public may object to the scheme in relation to the SGMTS-KT from today until September 23, 2025. Additionally, any person who has a compensable interest can claim compensation under the provisions of the Ordinance.
     
         The scheme and relevant plans are viewable on the Civil Engineering and Development Department (CEDD) website (www.cedd.gov.hk/eng/our-projects/major-projects/index.html).
