  • MIL-OSI Russia: Fourth year together with GUU: the new season of “University Shifts” has started

    On June 5, Vladimir Stroyev, Rector of the State University of Management, took part in a press conference dedicated to the IV season of the educational and tourist project “University Shifts” to be held from June to September 2025.

    Deputy Minister of Science and Higher Education of the Russian Federation Olga Petrova spoke about further plans for the development of the project:

    “Next year, we are planning a closer integration of shifts with national projects and an expansion of participation opportunities for children from Russian territories, because they also want to join universities.”

Thanks to Olga Petrova, who comes to visit every shift, the “Movement of the First” and the “Knowledge” society, with whom we have been closely cooperating for a long time and implementing joint thematic projects. It all started out difficult. In 2022, the guys came with different moods, we had to work a lot with them psychologically. Last year, the participants already had a different atmosphere, the complexity of interaction of the first years was gone. These are already our citizens who are interested in the history of their country.”

    Vladimir Stroyev also recalled that in 2025, the State University of Management will hold three shifts: cultural and educational, educational, where students will learn about the university’s educational programs, and entrepreneurial.

  • The Q4 Growth Numbers Have A Pleasant Message for India

    More good news for India’s economy. Following the news of India becoming the fourth-largest economy, at more than $4 trillion, the numbers for the fourth quarter of FY25 are out. At 7.4 per cent, the growth numbers have exceeded the market expectations, leaving many pleasantly surprised.

    We finished the third quarter at 6.4 per cent, the second quarter at 5.6 per cent, and the first quarter at 6.5 per cent. Interestingly, in FY24, the GDP grew at 9.5 per cent in Q3 and 8.4 per cent in Q4. So, what happened?

    We must factor in the external factors at play here. In FY25, the first quarter, between April and June, was lost to the national elections. Business activity was largely muted, cash flows were restricted, and new orders were delayed. Nothing unusual, for elections of this magnitude and importance do leave the businesses on the precautionary backfoot.

    The second quarter, between July and September, was about getting used to a new avatar of the Narendra Modi Government. People were sceptical, given an unusual alliance in the Centre. However, it was soon visible to everyone that things were not going to change. The Lok Sabha numbers had not dented PM Modi’s socio-economic pursuits, and the show was to go on, uninterrupted.

    Whatever little doubts that remained were decimated on the morning of October 8, 2024. The flip in numbers, within twenty minutes, around 10:00 AM, sealed the political fate of the Congress. The Bharatiya Janata Party had triumphed expectations and predictions, and became the first party to register a third consecutive win (with complete five-year terms). The Haryana victory set up the third quarter for an economic resurgence.

    By the beginning of the fourth quarter, the BJP was in the driver’s seat. Maharashtra had been won with a thumping majority, and the party was eyeing Delhi next. The Budget came with the good news of a tax cut, enabling zero income tax for citizens with Rs. 12.75 Lakh annual income (standard deduction included).

    The larger message behind the fourth quarter numbers must be acknowledged. Political stability is directly proportional to growth numbers. While elections are an unavoidable occurrence in the trajectory of our democracy, the idea of ‘One Nation, One Election’, must be discussed with greater vigour. The continuity offered by the Narendra Modi government, in its third term, has also given the economy a critical thrust.

    From here, it’s a journey of a few years until we become the third-largest economy on the planet, trailing China and the United States of America. The evolution of our economy will add to our geopolitical heft, inevitably. As the largest free market in the world, with over a billion people, consumerism and the growing middle class offers enough nudge for the MSMEs and other aspiring entrepreneurs to embrace manufacturing.

    The tax cuts will also kick in next year, ushering in at least Rs. 1 Lakh Crore more into the economy. This will soon reflect in automobile sales numbers, tourism revenue, and other indirect taxes, as the spending goes up. The mere fact that the Modi Government was able to introduce these tax cuts is a testament to their stupendous fiscal management in the last eleven years.

    The other message is that of self-reliance. While the pandemic, Russia-Ukraine war, and the global supply chains crisis have put the manufacturing ambition into a hyperdrive mode, we can do more. India Stack and UPI are a stunning example of how self-reliance can propel success in other sectors, like the service economy. Close to 1,868 Crore UPI transactions in May 2025 further showcase the resolve of the Indian market.

    However, it’s now time to go big on hardware. The ongoing ‘Operation Sindoor’ proves how warfare is evolving, and why we should not rely on external players, especially China, for critical components. This is where our focus must be. The services industry has sustained the aspiring Indian middle class for almost three decades. It’s now time for manufacturing to take over.

    As we grow to become a ten trillion dollar economy by 2035, the nature of employment will evolve as well. Artificial Intelligence applications, offered at throwaway prices, are making several jobs redundant. The cycle of time moves, as it did when computers replaced typewriters, but no reason for India to be disheartened. Our economy evolved well with computers, it’ll do so with AI and hardware as well.

    The 7.4 per cent growth number has a message for India: keep the hustle going. Do not be afraid to evolve with the times, and while the ten trillion mark is a decade away, start preparing for it today. On the policy front, we must begin pondering ideas that allow us to minimise disruption (One Nation, One Election). On the innovation front, let’s get people to start aspiring for jobs that involve not sitting before a computer, but manufacturing one.

    This is India’s decade. The rise is inevitable and indispensable for the world.

  • Transformative urban development initiatives empower India’s middle class

    Over the past decade, several ambitious government initiatives have significantly reshaped urban living in India, bringing improved housing, transport, and connectivity to millions. These programmes have not only enhanced infrastructure but have also strengthened the sense of security and pride among middle-class and low-income families.

    Since its launch in 2015, the Pradhan Mantri Awas Yojana (Urban) has emerged as a beacon of hope for many seeking affordable housing. With a central assistance commitment of ₹1.97 lakh crore, of which ₹1.69 lakh crore has been disbursed so far, the scheme has witnessed remarkable progress.

    Between 2014 and May 2025, more than 1.16 crore houses were sanctioned, construction has commenced on over 1.12 crore units, and more than 92.72 lakh homes have been completed or handed over to beneficiaries. Beyond the statistics, these homes represent stability, dignity, and empowerment for families across urban India, marking a significant stride in the nation’s urban welfare agenda.

    Urban transport has also received an unprecedented boost with the rapid expansion of metro rail networks. India’s metro system, now operational in 29 cities, has expanded to 1,013 kilometres by May 2025, a striking increase from just 248 kilometres in 2014. The approval of 34 new metro projects covering 992 kilometres further underscores the Government’s commitment to enhancing urban mobility. Daily ridership has soared from 28 lakh passengers in 2013 to over 1.12 crore today.

    The pace of commissioning metro lines has increased ninefold, with an average of six kilometres of new track becoming operational each month, compared to less than one kilometre monthly before 2014. The annual budget allocation for metro rail projects has also surged more than six times, reflecting the prioritisation of urban transport in the national development agenda.

    The Ude Desh Ka Aam Nagrik (UDAN) scheme, introduced in 2016, has revolutionised regional air travel by making it affordable and accessible to the common citizen. With 88 airports, including two water aerodromes and thirteen heliports, connected through 625 routes, UDAN has facilitated over 1.49 crore passengers to fly at economical rates. The scheme has played a pivotal role in boosting tourism, enhancing healthcare access, and fostering trade in tier 2 and tier 3 cities. India’s airport network has more than doubled, growing from 74 airports in 2014 to 160 in 2025, supported by ₹4,023.37 crore in Viability Gap Funding to sustain connectivity in underserved regions.

    Ensuring transparency and consumer protection in the housing sector has been a key priority with the enactment of the Real Estate (Regulation and Development) Act (RERA) in 2016. The legislation mandates every state and union territory to establish regulatory authorities that maintain public portals detailing registered real estate projects. As of March 2025, these authorities have addressed over 1.4 lakh consumer complaints, thereby enhancing accountability and rebuilding trust in the real estate market.

    Tashkent, June 5 (Xinhua) — The number of Uzbek tourists in the first four months of this year increased by 23.6 percent compared to the same period last year, the National Statistics Committee of the Republic of Uzbekistan reported on Thursday.

    “According to the National Statistics Committee, 2.1 million citizens of Uzbekistan traveled to foreign countries for tourism purposes in January-April 2025. Their number increased by 404.5 thousand people or 23.6 percent compared to the same period last year,” the report says.

    About 1.7 million Uzbeks reportedly traveled abroad to visit relatives. Other reasons for foreign travel included tourism, medical treatment, study and business trips. –0–

  • MIL-OSI Russia: Spectacular SUP regatta to take place at Moscow on the Wave. Fish Week festival

    At the festival “Moscow is on the wave. Fish week”, which is carried out within the framework of the project “Summer in Moscow”, June 7 will see one of the most exciting events of the summer – a costumed SUP regatta.   • MIL-OSI Russia: The project “Street. Dances” on Chistoprudny Boulevard will open with a master class

    On June 6, a large summer program will open on Chistoprudny Boulevard, which will transform one of Moscow’s main promenade streets into a center of dance and creative activity.   • MIL-Evening Report: The Top End’s tropical savannas are a natural wonder – but weak environment laws mean their future is uncertain

    The Top End of Australia’s Northern Territory contains an extensive, awe-inspiring expanse of tropical savanna landscapes. It includes well-known and much-loved regions such as Darwin, Kakadu National Park, Arnhem Land and Nitmiluk Gorge.

    These tropical savannas feature open forests and woodlands dominated by eucalypts and a diverse grassy understorey. They experience an intense monsoon-driven wet season and long dry season during which fire is common.

    The area is home to a spectacular range of plants and animals, including crocodiles, barramundi, speartooth sharks, the spectacularly coloured Leichhardt’s grasshopper and flocks of magpie geese. Some groups are extraordinarily diverse. Several thousand ant species are thought to live there – compared to just 1,000 species in South America’s Amazon basin.

    Yet, despite their immense ecological and cultural significance, the NT’s tropical savannas face an uncertain future. The landscape is under increasing pressure from invasive species, more frequent and severe fires, climate change, mining, agriculture and development – including water extraction.

    Our new report outlines what should be done to ensure conservation and sustainable management of this unique and special region.

    A region in trouble

    As ecologists, we share a deep passion for tropical Northern Australia but fear for its future. To aid environmental policy and decision-making, we set out to describe the current condition and likely future of the NT’s tropical savannas. This involved identifying existing, emerging and possible future threats.

    We found biodiversity in decline. Many species, particularly mammals that were once common and widespread, have disappeared from much of the region. These include the northern quoll, brush-tailed rabbit-rat and black-footed tree-rat.

    Species such as the brush-tailed rabbit-rat have declined substantially and are now locally extinct in some areas.

    Habitats are degraded and ecosystems are showing signs of collapse. Feral animals are widespread. Cats prey on native wildlife. Feral pigs feast on turtle nests and trash plants in and around waterways, reducing water quality. Cattle, water buffalo, horses and donkeys eat their way through native plants, reducing habitat structure and complexity, aiding the establishment and spread of weeds.

    In many parts of the Top End, fires are becoming more frequent and severe. This is in part due to the increasing dominance of invasive grasses, particularly Gamba and buffel grass. Both grasses are highly flammable, increasing the risk and harm of fires.

    Longer and hotter dry seasons also increase fire risk and severity, as well as making water less available to wildlife due to higher rates of evaporation. Plants and animals also face greater heat stress and risk of dying during extended periods of extreme temperatures.

    The changing nature of land-clearing

    Land-clearing is increasing in the Top End, too. We estimate about 45,000 hectares of savanna habitat was destroyed between 2000 and 2020. That’s equivalent to an area roughly the size of 22,500 Melbourne Cricket Grounds.

    Another 146,000 hectares have approval to be cleared, and an additional 100,000 hectares could be cleared for an expanded cotton industry.

    It is not just the amount of clearing that matters, but where it occurs. The habitat mainly destroyed to date has been in higher rainfall areas between Darwin and Katherine. This is where most threatened species live. On average, the cleared areas overlapped with more than 12 nationally listed threatened species.

    What should be done?

    Our report shows current laws are insufficient to protect the Northern Territory’s tropical savannas. Evidence-based law reform is urgently needed.

    Decision-making must be collaborative, not controlled by individuals, based on sound science. It must also actively support and involve First Nations peoples and their goals.

    The situation in the NT reflects broader calls to strengthen national environmental laws as a matter of urgency and greatly boost investment in conservation to achieve positive results for nature.

  • Trump bans nationals from 12 countries, citing security concerns

    U.S. President Donald Trump signed a proclamation on Wednesday banning the nationals of 12 countries from entering the United States, saying the move was needed to protect against “foreign terrorists” and other security threats.

    The countries affected are Afghanistan, Myanmar, Chad, Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan and Yemen.

    The entry of people from seven other countries: Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela, will be partially restricted. The travel restrictions were first reported by CBS News.

    “We will not allow people to enter our country who wish to do us harm,” Trump said in a video posted on X. He said the list could be revised and new countries could be added.

    The proclamation is effective on June 9, 2025 at 12:01 am EDT (0401 GMT). Visas issued before that date will not be revoked, the order said.

    During his first term in office, Trump announced a ban on travelers from seven majority-Muslim nations, a policy that went through several iterations before it was upheld by the Supreme Court in 2018.

    Former President Joe Biden, a Democrat who succeeded Trump, repealed the ban in 2021, calling it “a stain on our national conscience.”

    Trump said the countries subject to the most severe restrictions were determined to harbor a “large-scale presence of terrorists,” fail to cooperate on visa security and have an inability to verify travelers’ identities, inadequate record-keeping of criminal histories and high rates of visa overstays in the United States.

    “We cannot have open migration from any country where we cannot safely and reliably vet and screen those who seek to enter the United States,” Trump said.

    He cited Sunday’s incident in Boulder, Colorado in which a man tossed a gasoline bomb into a crowd of pro-Israel demonstrators as an example of why the new restrictions are needed.

    An Egyptian national, Mohamed Sabry Soliman, has been charged in the attack. Federal officials said Soliman had overstayed his tourist visa and had an expired work permit – although Egypt is not on the list of countries facing travel limits.

    BEING IN THE U.S. A ‘BIG RISK’

    Somalia immediately pledged to work with the U.S. to address security issues.

    “Somalia values its longstanding relationship with the United States and stands ready to engage in dialogue to address the concerns raised,” Dahir Hassan Abdi, the Somali ambassador to the United States, said in a statement.

    Venezuelan Interior Minister Diosdado Cabello, a close ally of President Nicolas Maduro, responded on Wednesday evening by describing the U.S. government as fascist and warning Venezuelans of being in the U.S.

    “The truth is being in the United States is a big risk for anybody, not just for Venezuelans … They persecute our countrymen, our people for no reason.”

    Calls early on Thursday to the spokesperson of Myanmar’s military government were not answered. The foreign ministry of Laos did not immediately respond to a request for comment.

    Trump’s directive is part of an immigration crackdown that he launched at the start of his second term. He previewed his plan in an October 2023 speech, pledging to restrict people from the Gaza Strip, Libya, Somalia, Syria, Yemen and “anywhere else that threatens our security.”

    Trump issued an executive order on January 20 requiring intensified security vetting of any foreigners seeking admission to the U.S. to detect national security threats. That order directed several cabinet members to submit a list of countries from which travel should be partly or fully suspended because their “vetting and screening information is so deficient.”

    Washington, D.C. – Today, U.S. Senator Catherine Cortez Masto (D-Nev.) led Senator Jacky Rosen (D-Nev.) and Representatives Dina Titus (D-Nev.-01), Susie Lee (D-Nev.-03), and Steven Horsford (D-Nev.-04) in a letter to President Donald Trump urging him to reverse his blanket tariffs that have had harmful impacts on Nevada. The delegation expressed concern that the tariffs will continue to raise costs for Nevada families, make small businesses harder to operate, worsen the housing shortage, and threaten Nevada’s tourism economy.

    “We write to express our deep concern that your reckless and uncoordinated tariffs imposed on American allies and partners will have a destructive effect on the economy in our home state of Nevada,” wrote the delegation. “Targeted tariffs on our adversaries can be a useful tool to protect American jobs and support our national security; however, your blanket tariffs are the opposite of that. We urge you to reverse your approach and remove harmful tariffs that will only create uncertainty and higher costs for hardworking families and small businesses across Nevada.”

    “That is why we believe U.S. trade policy must be thoughtfully implemented to strengthen our economic bonds with our allies, while strongly confronting adversaries like China. Your administration’s implementation of blunt, widespread tariffs is just the opposite,” concluded the delegation. “It has only served to create chaos and uncertainty across the economy. Your tariffs are raising prices of everyday items for Nevada families and imposing higher costs on Nevada businesses including manufacturers, tourism, and other companies, stunting our state’s previously booming economic growth. We urge your administration to reverse course and commit to working with Congress to modernize our trade policies to ensure they work in the best interest of Nevada and the United States.”

  • MIL-OSI Canada: The Government of Canada outlines 2025 measures to protect Southern Resident killer whales

    The Government of Canada recognizes that Southern Resident killer whales continue to face imminent threats to their survival and recovery, and that protecting these iconic marine mammals requires comprehensive and immediate action. The 2025 management measures focus on addressing the three primary threats to Southern Resident killer whales: acoustic and physical disturbance; prey availability and accessibility; and contaminants.

    1. Acoustic and physical disturbances from vessels

    Approach distance

    Vessels must stay at least 400 metres away and must not impede the path of all killer whales year-round in Southern British Columbia coastal waters between Campbell River to just north of Ucluelet. Commercial whale-watching and ecotourism companies who receive an authorization from the Minister of Transport and Internal Trade will be able to view non-Southern Resident killer whales (such as transient (Biggs) killer whales) from 200 metres, given their expertise in identifying different types of killer whales.

    If a vessel finds itself within 400 metres of a killer whale, they are asked to turn off fish finders and echo sounders and put the engine in neutral when safe to do so to allow animals to pass.

    If a vessel is within 1,000 metres of a killer whale, they are asked to reduce speed to less than seven knots when safe to do so to lessen engine noise and vessel wake.

    To address imminent threats to Southern Resident killer whale survival and the Government of Canada’s commitment to develop longer-term actions for the recovery of Southern Resident killer whales, Fisheries and Oceans Canada proposes to increase the approach distance to 1,000 metres for Southern Resident killer whales through amendments to the Marine Mammal Regulations under the Fisheries Act. The process for amending the Marine Mammal Regulations remains ongoing. The exact scope and implementation of any regulatory measures will be informed by future consultations with directly affected First Nations, Wildlife Management Boards, stakeholders, and other affected parties upon publication of the draft regulation in the Canada Gazette, Part 1. The consultations are intended to seek feedback on the scope of these measures and identify and mitigate, to the extent possible, potential impacts.

    Speed restricted zones

    The 2025 measures continue the mandatory speed restricted zones near Swiftsure Bank, co-developed with the Pacheedaht First Nation.

    • From June 1 until November 30, 2025, all vessels must slow down to a maximum of 10 knots over ground in two speed restricted zones near Swiftsure Bank. The first area is in the Protected Fisheries Management Area 121-1 and the second speed restricted zone is located near the mouth of the Nitinat River from Carmanah Point to Longitude 125 degrees west.
    • Exemptions are in place for the following:
      • vessels in distress or providing assistance to a vessel or person in distress
      • vessels avoiding immediate or unforeseen danger
      • government or law enforcement on official business
      • permitted research if the research requires higher speed; and
      • a sailing vessel proceeding under sail and not being propelled by machinery
    • While the mandatory speed restricted zones and the voluntary slowdowns coordinated by the Vancouver Fraser Port Authority’s Enhancing Cetacean and Habitat Observation (ECHO) Program both cover known foraging areas at or near Swiftsure Bank, they are separate measures from each other and take place in different locations. The ECHO Program slowdown at Swiftsure Bank is a voluntary ship slowdown which takes effect across 23 nautical miles in both the outbound and inbound lanes at Swiftsure Bank.

    Vessel restricted zones (Formerly Interim sanctuary zones)

    Formerly known as Interim Sanctuary Zones, Vessel Restricted Zones create spaces of refuge for the whales. The location of these zones is based on scientific and Indigenous knowledge of historically important foraging areas for Southern Resident killer whales.

    • From June 1 until November 30, 2025, no vessel traffic or fishing activity is allowed in vessel restricted zones off the southwest coast of South Pender Island and the southeast end of Saturna Island. Exceptions will be allowed for emergency situations and vessels engaged in Indigenous food, social, and ceremonial fisheries.
    • To ensure the safety of those operating human-powered vessels, a 20-metre corridor next to shore will allow kayakers and other paddlers to transit through these zones. If a killer whale is in the sanctuary at the time, paddlers must remain 400 metres away from the whales.

    Voluntary speed reduction zone

    In 2025, Transport Canada is continuing with a voluntary speed reduction zone in Tumbo Channel, in effect once again from June 1 to November 30, 2025. When travelling through this area, it is recommended that vessels reduce their speed to 10 knots, when safe to do so.

    2. Prey availability

    Chinook, chum and coho salmon are an essential part of the Southern Resident killer whale diet. Last year’s process developed and consulted on salmon fisheries management measures for both 2024 and 2025, which were announced on June 3, 2024.

    To address the limited availability of prey, Fisheries and Oceans Canada is continuing a combination of fishing restrictions in key foraging areas within their critical habitat, along with voluntary measures coastwide. These measures will reduce disturbance and competition for salmon between fish harvesters and killer whales. Opportunities will be available for non-salmon related recreational and commercial fisheries, for Indigenous food, social and ceremonial harvest as well as Treaty-defined fishing access.

    For 2025, the following measures will help protect the whales’ access to salmon and minimize disturbance in key foraging areas:

    • Area-based closures in Southern Resident killer whale key foraging areas for recreational and commercial salmon fisheries:
      • around the Strait of Juan de Fuca (portions of Subareas 20-4 and 20-5) in effect from August 1 until October 31
      • Swiftsure Bank (portions of Subareas 20-1, 21-0, 121-1 and 121-2) in effect from July 15 until October 31
      • around the mouth of the Fraser River (a portion of Subarea 29-3) from August 1 to September 30
    • The Southern Gulf Islands area-based closures (Subarea 18-9 and portions of 18-2, 18-4 and 18-5) will be in effect as early as May 1, based on confirmed presence of Southern Resident killer whales. These closures will be in place until November 30, 2025.
    • All fishers are encouraged to temporarily cease fishing activities (e.g., do not haul in gear where appropriate) when killer whales are within 1,000 metres. This voluntary measure is in place year-round throughout Canadian Pacific waters.

    To address the ongoing imminent threats to Southern Resident killer whale survival and recovery, proposed adjustments to the Southern Resident killer whale commercial and recreational salmon fishing closures are being considered and consulted on for 2025 and or 2026 under the Fisheries Act to address the threat of reduced prey availability. The exact scope and implementation of any regulatory measures will be informed by consultations with directly affected First Nations, Wildlife Management Boards, industry stakeholders, and other affected parties. The consultations are intended to seek feedback on the scope of these measures and identify and mitigate, to the extent possible, potential impacts.

     

    Enhancing Cetacean Habitat and Observation Program (ECHO)

    For the ninth year in a row, the Vancouver Fraser Port Authority-led Enhancing Cetacean and Habitat Observation (ECHO) Program will coordinate large-scale threat reduction measures to support the recovery of endangered southern resident killer whales. These measures will include a ship slowdown in Haro Strait, Boundary Pass and Swiftsure Bank, and a route alteration in the Strait of Juan de Fuca. Full details of the ECHO Program’s voluntary measures, including dates, target slowdown speeds and location coordinates, are available on the ECHO Program’s website (www.portvancouver.com/echo).

    3. Contaminants

    Considering the persistence of many contaminants in the environment, the Government of Canada and its partners continue to progress on long-term actions to support Southern Resident killer whale recovery in the following areas:

    The Government of Canada has also developed and updated the online Pollutants Affecting Whales and their Prey Inventory Tool, which maps estimates of pollutant releases within the habitats of Southern Resident killer whales and their primary prey, Chinook salmon. This tool will help model the impacts of additional mitigation measures and controls.

    To better understand the threat of contaminants and to provide input into government action, the Government of Canada leads a technical working group focused on contaminants in the environment. This group is comprised of key partners from all orders of government, academia and non-governmental organizations and:

    • has identified priority contaminants of concern;
    • has provided recommendations for the long-term actions to support Southern Resident killer whale recovery; and
    • conducts important monitoring and research, to identify contaminant exposures to Southern Resident killer whales, their habitat and their prey.

    In addition, the group continues to recommend and develop environmental quality guidelines for the protection of Southern Resident killer whales and their prey and compares them with monitoring data to identify areas of potential risk for further action.

    Compliance with management measures depends on public awareness. The Government of Canada continues to collaborate with educational organizations, environmental groups, Indigenous partners, and government bodies to raise awareness of the Southern Resident killer whale protection measures through public education and outreach efforts.     The government is acting to protect Canada’s nature, biodiversity and water. Southern Resident killer whales are iconic to Canada’s Pacific coast and hold deep cultural significance for Indigenous Peoples and coastal communities in British Columbia.  

    That’s why today, the Minister of Transport and Internal Trade, the Honourable Chrystia Freeland, the Minister of Fisheries, the Honourable Joanne Thompson, and the Minister of Environment and Climate Change Canada, the Honourable Julie Dabrusin, announced measures to protect Southern Resident killer whales on the west coast.

    These measures will primarily address acoustic and physical disturbance to Southern Resident killer whales from recreational, fishing, and whale watching vessels.

    The 2025 vessel and fishery measures include: 

    • Two mandatory speed restricted zones near Swiftsure Bank, effective June 1 to November 30, 2025.
    • Two vessel restricted zones off Pender and Saturna Islands, effective June 1 to November 30, 2025.
    • The continued requirement for vessels to stay at least 400 metres away from all killer whales, and a prohibition from impeding the path of all killer whales in Southern British Columbia coastal waters between Campbell River and Ucluelet, including Barkley and Howe Sound. This is now in effect until May 31, 2026.
    • A voluntary speed reduction zone in Tumbo Channel, off the North side of Saturna Island, effective June 1 to November 30, 2025.
    • An agreement with authorized local whale watching and ecotourism industry partners to abstain from offering or promoting tours viewing Southern Resident killer whales.
    • Fishery closures for commercial and recreational salmon fisheries in key Southern Resident killer whale foraging areas.  
    • Continued actions to reduce contaminants in the environment affecting whales and their prey, including developing tools to track pollutants and their sources and monitoring contaminants in air, freshwater, sediments, and wastewater.

    Fisheries and Oceans Canada proposes to increase the approach distance to 1,000 metres for Southern Resident killer whales through amendments to the Marine Mammal Regulations under the Fisheries Act.

    The federal government will continue its ongoing efforts and long-term actions alongside all partners, including First Nations, stakeholders, and the marine and tourism industries to support the protection and recovery of the Southern Resident killer whale population.

  • MIL-OSI USA: Restricting The Entry of Foreign Nationals to Protect the United States from Foreign Terrorists and Other National Security and Public Safety Threats

    During my first Administration, I restricted the entry of foreign nationals into the United States, which successfully prevented national security threats from reaching our borders and which the Supreme Court upheld.  In Executive Order 14161 of January 20, 2025 (Protecting the United States From Foreign Terrorists and Other National Security and Public Safety Threats), I stated that it is the policy of the United States to protect its citizens from aliens who intend to commit terrorist attacks, threaten our national security, espouse hateful ideology, or otherwise exploit the immigration laws for malevolent purposes. 
    I also stated that the United States must be vigilant during the visa-issuance process to ensure that those aliens approved for admission into the United States do not intend to harm Americans or our national interests.  More importantly, the United States must identify such aliens before their admission or entry into the United States.  The United States must ensure that admitted aliens and aliens otherwise already present in the United States do not bear hostile attitudes toward its citizens, culture, government, institutions, or founding principles, and do not advocate for, aid, or support designated foreign terrorists or other threats to our national security.
    I directed the Secretary of State, in coordination with the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, to identify countries throughout the world for which vetting and screening information is so deficient as to warrant a full or partial suspension on the admission of nationals from those countries pursuant to section 212(f) of the Immigration and Nationality Act (INA), 8 U.S.C. 1182(f).  After completing that process, the Secretary of State determined that a number of countries remain deficient with regards to screening and vetting.  Many of these countries have also taken advantage of the United States in their exploitation of our visa system and their historic failure to accept back their removable nationals. 
    As President, I must act to protect the national security and national interest of the United States and its people.  I remain committed to engaging with those countries willing to cooperate to improve information-sharing and identity-management procedures, and to address both terrorism-related and public-safety risks.  Nationals of some countries also pose significant risks of overstaying their visas in the United States, which increases burdens on immigration and law enforcement components of the United States, and often exacerbates other risks related to national security and public safety.
    Some of the countries with inadequacies face significant challenges to reform efforts.  Others have made important improvements to their protocols and procedures, and I commend them for these efforts.  But until countries with identified inadequacies address them, members of my Cabinet have recommended certain conditional restrictions and limitations.  I have considered and largely accepted those recommendations and impose the limitations set forth below on the entry into the United States by the classes of foreign nationals identified in sections 2 and 3 of this proclamation.
    NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States of America, including sections 212(f) and 215(a) of the INA, 8 U.S.C. 1182(f) and 1185(a), and section 301 of title 3, United States Code, hereby find that, absent the measures set forth in this proclamation, the immigrant and nonimmigrant entry into the United States of persons described in sections 2 and 3 of this proclamation would be detrimental to the interests of the United States, and that their entry should be subject to certain restrictions, limitations, and exceptions.  I therefore hereby proclaim the following:
    Section 1.  Policy and Purpose.  (a)  It is the policy of the United States to protect its citizens from terrorist attacks and other national security or public-safety threats.  Screening and vetting protocols and procedures associated with visa adjudications and other immigration processes play a critical role in implementing that policy.  These protocols enhance our ability to detect foreign nationals who may commit, aid, or support acts of terrorism, or otherwise pose a safety threat, and they aid our efforts to prevent such individuals from entering the United States.
    (b)  Information-sharing and identity-management protocols and practices of foreign governments are important for the effectiveness of the screening and vetting protocols and procedures of the United States.  Governments manage the identity and travel documents of their nationals and residents. They also control the circumstances under which they provide information about their nationals to other governments, including information about known or suspected terrorists and criminal-history information.  It is, therefore, the policy of the United States to take all necessary and appropriate steps to encourage foreign governments to improve their information-sharing and identity-management protocols and practices and to regularly share their identity and threat information with the immigration screening and vetting systems of the United States.
    (c)  Section 2(b) of Executive Order 14161 directed the Secretary of State, the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, within 60 days of the date of that order, to jointly submit to the President, through the Assistant to the President for Homeland Security, a report identifying countries throughout the world for which vetting and screening information is so deficient as to warrant a full or partial suspension on the entry or admission of nationals from those countries pursuant to section 212(f) of the INA (8 U.S.C. 1182(f)).
    (d)  On April 9, 2025, the Secretary of State, with the Assistant to the President for Homeland Security, presented the report described in subsection (c) of this section, recommending that entry restrictions and limitations be placed on foreign nationals of several countries.  The report identified countries for which vetting and screening information is so deficient as to warrant a full suspension of admissions and countries that warrant a partial suspension of admission.
    (e)  In evaluating the recommendations from the Secretary of State and in determining what restrictions to impose for each country, I consulted with the Secretary of State, the Secretary of Defense, the Attorney General, the Secretary of Homeland Security, appropriate Assistants to the President, the Director of National Intelligence, and the Director of the Central Intelligence Agency.  I considered foreign policy, national security, and counterterrorism goals.  And I further considered various factors, including each country’s screening and vetting capabilities, information sharing policies, and country-specific risk factors — including whether each country has a significant terrorist presence within its territory, its visa-overstay rate, and its cooperation with accepting back its removable nationals. 
    I also considered the different risks posed by aliens admitted on immigrant visas and those admitted on nonimmigrant visas.  Persons admitted on immigrant visas become lawful permanent residents of the United States.  Such persons may present national security or public-safety concerns that may be distinct from those admitted as nonimmigrants.  The United States affords lawful permanent residents more enduring rights than it does to nonimmigrants.  Lawful permanent residents are more difficult to remove than nonimmigrants, even after national security concerns arise, which increases the costs and aggravates the dangers of errors associated with admitting such individuals.  And although immigrants are generally subject to more extensive vetting than nonimmigrants, such vetting is far less reliable when the country from which someone seeks to emigrate maintains inadequate identity-management or information-sharing policies or otherwise poses risks to the national security of the United States.
    I reviewed these factors and assessed these goals, with a particular focus on crafting country-specific restrictions.  This approach was designed to encourage cooperation with the subject countries in recognition of each country’s unique circumstances.  The restrictions and limitations imposed by this proclamation are, in my judgment, necessary to prevent the entry or admission of foreign nationals about whom the United States Government lacks sufficient information to assess the risks they pose to the United States.  The restrictions and limitations imposed by this proclamation are necessary to garner cooperation from foreign governments, enforce our immigration laws, and advance other important foreign policy, national security, and counterterrorism objectives.
    (f)  After reviewing the report described in subsection (d) of this section, and after accounting for the foreign policy, national security, and counterterrorism objectives of the United States, I have determined to fully restrict and limit the entry of nationals of the following 12 countries:  Afghanistan, Burma, Chad, Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen.  These restrictions distinguish between, but apply to both, the entry of immigrants and nonimmigrants.
    (g)  I have determined to partially restrict and limit the entry of nationals of the following 7 countries:  Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela.  These restrictions distinguish between, but apply to both, the entry of immigrants and nonimmigrants. 
    (h)  Sections 2 and 3 of this proclamation describe some of the identity-management or information-sharing inadequacies that led me to impose restrictions.  These inadequacies are sufficient to justify my finding that unrestricted entry of nationals from the named countries would be detrimental to the interests of the United States.  Publicly disclosing additional details on which I relied in making these determinations, however, would cause serious damage to the national security of the United States, and many such details are classified.
    Sec. 2.  Full Suspension of Entry for Nationals of Countries of Identified Concern.  The entry into the United States of nationals of the following countries is hereby suspended and limited, as follows, subject to the categorical exceptions and case-by-case waivers described in section 5 of this proclamation:
    (a)  Afghanistan
    (i)   The Taliban, a Specially Designated Global Terrorist (SDGT) group, controls Afghanistan.  Afghanistan lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.  According to the Fiscal Year 2023 Department of Homeland Security (DHS) Entry/Exit Overstay Report (“Overstay Report”), Afghanistan had a business/tourist (B-1/B-2) visa overstay rate of 9.70 percent and a student (F), vocational (M), and exchange visitor (J) visa overstay rate of 29.30 percent.
    (ii)  The entry into the United States of nationals of Afghanistan as immigrants and nonimmigrants is hereby fully suspended.
    (b)  Burma
    (i)   According to the Overstay Report, Burma had a B‑1/B-2 visa overstay rate of 27.07 percent and an F, M, and J visa overstay rate of 42.17 percent.  Additionally, Burma has historically not cooperated with the United States to accept back their removable nationals.
    (ii)  The entry into the United States of nationals of Burma as immigrants and nonimmigrants is hereby fully suspended.
    (c)  Chad
    (i)   According to the Overstay Report, Chad had a B‑1/B-2 visa overstay rate of 49.54 percent and an F, M, and J visa overstay rate of 55.64 percent.  According to the Fiscal Year 2022 Overstay Report, Chad had a B-1/B-2 visa overstay rate of 37.12 percent.  The high visa overstay rate for 2022 and 2023 is unacceptable and indicates a blatant disregard for United States immigration laws.  
    (ii)  The entry into the United States of nationals of Chad as immigrants and nonimmigrants is hereby fully suspended.
    (d)  Republic of the Congo
    (i)   According to the Overstay Report, the Republic of the Congo had a B-1/B-2 visa overstay rate of 29.63 percent and an F, M, and J visa overstay rate of 35.14 percent.
    (ii)  The entry into the United States of nationals of the Republic of the Congo as immigrants and nonimmigrants is hereby fully suspended.
    (e)  Equatorial Guinea
    (i)   According to the Overstay Report, Equatorial Guinea had a B-1/B-2 visa overstay rate of 21.98 percent and an F, M, and J visa overstay rate of 70.18 percent.
    (ii)  The entry into the United States of nationals of Equatorial Guinea as immigrants and nonimmigrants is hereby fully suspended.
    (f)  Eritrea
    (i)   The United States questions the competence of the central authority for issuance of passports or civil documents in Eritrea.  Criminal records are not available to the United States for Eritrean nationals.  Eritrea has historically refused to accept back its removable nationals.  According to the Overstay Report, Eritrea had a B-1/B-2 visa overstay rate of 20.09 percent and an F, M, and J visa overstay rate of 55.43 percent.
    (ii)  The entry into the United States of nationals of Eritrea as immigrants and nonimmigrants is hereby fully suspended.
    (g)  Haiti
    (i)   According to the Overstay Report, Haiti had a B‑1/B-2 visa overstay rate of 31.38 percent and an F, M, and J visa overstay rate of 25.05 percent.  Additionally, hundreds of thousands of illegal Haitian aliens flooded into the United States during the Biden Administration.  This influx harms American communities by creating acute risks of increased overstay rates, establishment of criminal networks, and other national security threats.  As is widely known, Haiti lacks a central authority with sufficient availability and dissemination of law enforcement information necessary to ensure its nationals do not undermine the national security of the United States. 
    (ii)  The entry into the United States of nationals of Haiti as immigrants and nonimmigrants is hereby fully suspended.
    (h)  Iran
    (i)   Iran is a state sponsor of terrorism.  Iran regularly fails to cooperate with the United States Government in identifying security risks, is the source of significant terrorism around the world, and has historically failed to accept back its removable nationals. 
    (ii)  The entry into the United States of nationals of Iran as immigrants and nonimmigrants is hereby suspended.
    (i)  Libya
    (i)   There is no competent or cooperative central authority for issuing passports or civil documents in Libya.  The historical terrorist presence within Libya’s territory amplifies the risks posed by the entry into the United States of its nationals.
    (ii)  The entry into the United States of nationals of Libya as immigrants and nonimmigrants is hereby fully suspended.
    (j)  Somalia
    (i)   Somalia lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.  Somalia stands apart from other countries in the degree to which its government lacks command and control of its territory, which greatly limits the effectiveness of its national capabilities in a variety of respects.  A persistent terrorist threat also emanates from Somalia’s territory.  The United States Government has identified Somalia as a terrorist safe haven.  Terrorists use regions of Somalia as safe havens from which they plan, facilitate, and conduct their operations.  Somalia also remains a destination for individuals attempting to join terrorist groups that threaten the national security of the United States.  The Government of Somalia struggles to provide governance needed to limit terrorists’ freedom of movement.  Additionally, Somalia has historically refused to accept back its removable nationals.
    (ii)  The entry into the United States of nationals of Somalia as immigrants and nonimmigrants is hereby fully suspended.
    (k)  Sudan
    (i)   Sudan lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.  According to the Overstay Report, Sudan had a B-1/B-2 visa overstay rate of 26.30 percent and an F, M, and J visa overstay rate of 28.40 percent. 
    (ii)  The entry into the United States of nationals of Sudan as immigrants and nonimmigrants is hereby fully suspended.
    (l)  Yemen
    (i)   Yemen lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.  The government does not have physical control over its own territory.  Since January 20, 2025, Yemen has been the site of active United States military operations.
    (ii)  The entry into the United States of nationals of Yemen as immigrants and nonimmigrants is hereby fully suspended.
    Sec. 3.  Partial Suspension of Entry for Nationals of Countries of Identified Concern.
    (a)  Burundi
    (i)    According to the Overstay Report, Burundi had a B-1/B-2 visa overstay rate of 15.35 percent and an F, M, and J visa overstay rate of 17.52 percent. 
    (ii)   The entry into the United States of nationals of Burundi as immigrants, and as nonimmigrants on B-1, B-2, B-1/B-2, F, M, and J visas, is hereby suspended.
    (iii)  Consular officers shall reduce the validity for any other nonimmigrant visa issued to nationals of Burundi to the extent permitted by law.
    (b)  Cuba
    (i)    Cuba is a state sponsor of terrorism.  The Government of Cuba does not cooperate or share sufficient law enforcement information with the United States.  Cuba has historically refused to accept back its removable nationals.  According to the Overstay Report, Cuba had a B-1/B-2 visa overstay rate of 7.69 percent and an F, M, and J visa overstay rate of 18.75 percent.
    (ii)   The entry into the United States of nationals of Cuba as immigrants, and as nonimmigrants on B-1, B‑2, B-1/B-2, F, M, and J visas, is hereby suspended.
    (iii)  Consular officers shall reduce the validity for any other nonimmigrant visa issued to nationals of Cuba to the extent permitted by law.
    (c)  Laos
    (i)    According to the Overstay Report, Laos had a B‑1/B-2 visa overstay rate of 34.77 percent and an F, M, and J visa overstay rate of 6.49 percent.  Laos has historically failed to accept back its removable nationals. 
    (ii)   The entry into the United States of nationals of Laos as immigrants, and as nonimmigrants on B-1, B‑2, B-1/B-2, F, M, and J visas, is hereby suspended.
    (iii)  Consular officers shall reduce the validity for any other nonimmigrant visa issued to nationals of Laos to the extent permitted by law.
    (d)  Sierra Leone
    (i)    According to the Overstay Report, Sierra Leone had a B-1/B-2 visa overstay rate of 15.43 percent and an F, M, and J visa overstay rate of 35.83 percent.  Sierra Leone has historically failed to accept back its removable nationals. 
    (ii)   The entry into the United States of nationals of Sierra Leone as immigrants, and as nonimmigrants on B-1, B-2, B-1/B-2, F, M, and J visas is hereby suspended.
    (iii)  Consular officers shall reduce the validity for any other nonimmigrant visa issued to nationals of Sierra Leone to the extent permitted by law.
    (e)  Togo
    (i)    According to the Overstay Report, Togo had a B‑1/B-2 visa overstay rate of 19.03 percent and an F, M, and J visa overstay rate of 35.05 percent. 
    (ii)   The entry into the United States of nationals of Togo as immigrants, and as nonimmigrants on B-1, B‑2, B-1/B-2, F, M, and J visas is hereby suspended.
    (iii)  Consular officers shall reduce the validity for any other nonimmigrant visa issued to nationals of Togo to the extent permitted by law.
    (f)  Turkmenistan
    (i)   According to the Overstay Report, Turkmenistan had a B-1/B-2 visa overstay rate of 15.35 percent and an F, M, and J visa overstay rate of 21.74 percent. 
    (ii)   The entry into the United States of nationals of Turkmenistan as immigrants, and as nonimmigrants on B-1, B-2, B-1/B-2, F, M, and J visas is hereby suspended.
    (iii)  Consular officers shall reduce the validity for any other nonimmigrant visa issued to nationals of Turkmenistan to the extent permitted by law.
    (g)  Venezuela
    (i)    Venezuela lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.  Venezuela has historically refused to accept back its removable nationals.  According to the Overstay Report, Venezuela had a B‑1/B-2 visa overstay rate of 9.83 percent.
    (ii)   The entry into the United States of nationals of Venezuela as immigrants, and as nonimmigrants on B‑1, B-2, B-1/B-2, F, M, and J visas is hereby suspended.
    (iii)  Consular officers shall reduce the validity for any other nonimmigrant visa issued to nationals of Venezuela to the extent permitted by law.
    Sec. 4.  Scope and Implementation of Suspensions and Limitations.  (a)  Scope.  Subject to the exceptions set forth in subsection (b) of this section and any exceptions made pursuant to subsections (c) and (d) of this section, the suspensions of and limitations on entry pursuant to sections 2 and 3 of this proclamation shall apply only to foreign nationals of the designated countries who:
    (i)   are outside the United States on the applicable effective date of this proclamation; and
    (ii)  do not have a valid visa on the applicable effective date of this proclamation.
    (b)  Exceptions.  The suspension of and limitation on entry pursuant to sections 2 and 3 of this proclamation shall not apply to:
    (i)     any lawful permanent resident of the United States;
    (ii)    any dual national of a country designated under sections 2 and 3 of this proclamation when the individual is traveling on a passport issued by a country not so designated;
    (iii)   any foreign national traveling with a valid nonimmigrant visa in the following classifications:  A-1, A-2, C-2, C-3, G-1, G-2, G-3, G-4, NATO-1, NATO‑2, NATO-3, NATO-4, NATO-5, or NATO-6;
    (iv)    any athlete or member of an athletic team, including coaches, persons performing a necessary support role, and immediate relatives, traveling for the World Cup, Olympics, or other major sporting event as determined by the Secretary of State;
    (v)     immediate family immigrant visas (IR-1/CR-1, IR-2/CR-2, IR-5) with clear and convincing evidence of identity and family relationship (e.g., DNA);
    (vi)    adoptions (IR-3, IR-4, IH-3, IH-4);
    (vii)   Afghan Special Immigrant Visas;
    (viii)  Special Immigrant Visas for United States Government employees; and
    (ix)    immigrant visas for ethnic and religious minorities facing persecution in Iran.
    (c)  Exceptions to the suspension of and limitation on entry pursuant to sections 2 and 3 of this proclamation may be made for certain individuals for whom the Attorney General finds, in her discretion, that the travel by the individual would advance a critical United States national interest involving the Department of Justice, including when individuals must be present to participate in criminal proceedings as witnesses.  These exceptions shall be made only by the Attorney General, or her designee, in coordination with the Secretary of State and the Secretary of Homeland Security.
    (d)  Exceptions to the suspension of and limitation on entry pursuant to sections 2 and 3 of this proclamation may be made case-by-case for individuals for whom the Secretary of State finds, in his discretion, that the travel by the individual would serve a United States national interest.  These exceptions shall be made by only the Secretary of State or his designee, in coordination with the Secretary of Homeland Security or her designee.
    Sec. 5.  Adjustments to and Removal of Suspensions and Limitations.  (a)  The Secretary of State shall, in consultation with the Attorney General, the Secretary of Homeland Security, and the Director for National Intelligence, devise a process to assess whether any suspensions and limitations imposed by sections 2 and 3 of this proclamation should be continued, terminated, modified, or supplemented.  Within 90 days of the date of this proclamation, and every 180 days thereafter, the Secretary of State, in consultation with the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, shall submit a report to the President, through the Assistant to the President for Homeland Security, describing his assessment and recommending whether any suspensions and limitations imposed by sections 2 and 3 of this proclamation should be continued, terminated, modified, or supplemented.
    (b)  The Secretary of State, in consultation with the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, shall immediately engage each of the countries identified in sections 2 and 3 of this proclamation on measures that must be taken to comply with United States screening, vetting, immigration, and security requirements.
    (c)  Additionally, and in light of recent events, the Secretary of State, in consultation with the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, shall provide me an update to the review of the practices and procedures of Egypt to confirm the adequacy of its current screening and vetting capabilities.
    Sec. 6.  Enforcement.  (a)  The Secretary of State and the Secretary of Homeland Security shall consult with appropriate domestic and international partners, including countries and organizations, to ensure efficient, effective, and appropriate implementation of this proclamation.
    (b)  In implementing this proclamation, the Secretary of State and the Secretary of Homeland Security shall comply with all applicable laws and regulations.
    (c)  No immigrant or nonimmigrant visa issued before the applicable effective date of this proclamation shall be revoked pursuant to this proclamation.
    (d)  This proclamation shall not apply to an individual who has been granted asylum by the United States, to a refugee who has already been admitted to the United States, or to an individual granted withholding of removal or protection under the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment of Punishment (CAT).  Nothing in this proclamation shall be construed to limit the ability of an individual to seek asylum, refugee status, withholding of removal, or protection under the CAT, consistent with the laws of the United States.
    Sec. 7.  Severability.  It is the policy of the United States to enforce this proclamation to the maximum extent possible to advance the national security, foreign policy, and counterterrorism interests of the United States.  Accordingly:
    (a)  if any provision of this proclamation, or the application of any provision of this proclamation to any person or circumstance, is held to be invalid, the remainder of this proclamation and the application of its other provisions to any other persons or circumstances shall not be affected thereby; and
    (b)  if any provision of this proclamation, or the application of any provision of this proclamation to any person or circumstance, is held to be invalid because of the lack of certain procedural requirements, the relevant executive branch officials shall implement those procedural requirements to conform with existing law and with any applicable court orders.
    Sec. 8.  Effective Date.  This proclamation is effective at 12:01 am eastern daylight time on June 9, 2025.
    Sec. 9.  General Provisions.  (a)  Nothing in this proclamation shall be construed to impair or otherwise affect:
    (i)   the authority granted by law to an executive department or agency, or the head thereof; or
    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
    (b)  This proclamation shall be implemented consistent with applicable law and subject to the availability of appropriations.
    (c)  This proclamation is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable by law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    COMBATING TERRORISM THROUGH COMMON SENSE SECURITY STANDARDS: Today, President Donald J. Trump signed a Proclamation to protect the nation from foreign terrorist and other national security and public safety threats from entry into the United States.
    Pursuant to President Trump’s Executive Order 14161, issued on January 20, 2025, titled “Protecting the United States from Foreign Terrorists and Other National Security and Public Safety Threats,” national security agencies engaged in a robust assessment of the risk that countries posed to the United States, including regarding terrorism and national security.
    In Trump v. Hawaii, the Supreme Court upheld the President’s authority to use section 212(f) of the Immigration and Nationality Act to protect the United States through entry restrictions.
    The Proclamation fully restricts and limits the entry of nationals from 12 countries found to be deficient with regards to screening and vetting and determined to pose a very high risk to the United States: Afghanistan, Burma, Chad, Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen.
    The Proclamation partially restricts and limits the entry of nationals from 7 countries who also pose a high level of risk to the United States: Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela.
    The Proclamation includes exceptions for lawful permanent residents, existing visa holders, certain visa categories, and individuals whose entry serves U.S. national interests.
    SECURING OUR BORDERS AND INTERESTS: The restrictions and limitations imposed by the Proclamation are necessary to garner cooperation from foreign governments, enforce our immigration laws, and advance other important foreign policy, national security, and counterterrorism objectives.
    It is the President’s sacred duty to take action to ensure that those seeking to enter our country will not harm the American people.
    After evaluating a report submitted by the Secretary of State, in coordination with other cabinet officials, President Trump has determined that the entry of nationals from certain countries must be restricted or limited to protect U.S. national security and public safety interests.
    The restrictions are country-specific in order to encourage cooperation with the subject countries in recognition of each country’s unique circumstances.
    Some of the named countries have inadequate screening and vetting processes, hindering America’s ability to identify potential security threats before entry.
    Certain countries exhibit high visa overstay rates, demonstrating a disregard for U.S. immigration laws and increasing burdens on enforcement systems.
    Other countries lack cooperation in sharing identity and threat information, undermining effective U.S. immigration vetting.
    Some countries have a significant terrorist presence or state-sponsored terrorism, posing direct risks to U.S. national security.
    Several countries have historically failed to accept back their removable nationals, complicating U.S. efforts to manage immigration and public safety.
    MAKING AMERICA SAFE AGAIN: President Trump is keeping his promise to restore the travel ban and secure our borders.

    In his first term, President Trump successfully implemented a travel ban that restricted entry from several countries with inadequate vetting processes or significant security risks.
    The Supreme Court upheld the travel ban, ruling that it “is squarely within the scope of Presidential authority” and noting that it is “expressly premised on legitimate purposes.”
    This Proclamation builds on President Trump’s first-term travel ban, incorporating an updated assessment of current global screening, vetting, and security risks.
    JUSTIFICATION FOR FULL SUSPENSION BY COUNTRY
    Afghanistan
    The Taliban, a Specially Designated Global Terrorist (SDGT) group, controls Afghanistan.  Afghanistan lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.  According to the Fiscal Year 2023 Department of Homeland Security (DHS) Entry/Exit Overstay Report (“Overstay Report”), Afghanistan had a business/tourist (B1/B2) visa overstay rate of 9.70 percent and a student (F), vocational (M), and exchange visitor (J) visa overstay rate of 29.30 percent.
    Burma
    According to the Overstay Report, Burma had a B1/B2 visa overstay rate of 27.07 percent and an F, M, and J visa overstay rate of 42.17 percent.  Additionally, Burma has historically not cooperated with the United States to accept back their removable nationals.
    Chad
    According to the Overstay Report, Chad had a B1/B2 visa overstay rate of 49.54 percent and an F, M, and J visa overstay rate of 55.64 percent.  According to the Fiscal Year 2022 Overstay Report, Chad had a B1/B2 visa overstay rate of 37.12 percent.  The high visa overstay rate for 2022 and 2023 is unacceptable and indicates a blatant disregard for U.S. immigration laws.  
    Republic of the Congo
    According to the Overstay Report, the Republic of the Congo had a B1/B2 visa overstay rate of 29.63 percent and an F, M, and J visa overstay rate of 35.14 percent.
    Equatorial Guinea
    According to the Overstay Report, Equatorial Guinea had a B1/B2 visa overstay rate of 21.98 percent and an F, M, and J visa overstay rate of 70.18 percent.
    Eritrea
    The United States questions the competence of the central authority for issuance of passports or civil documents in Eritrea. Criminal records are not available to the United States for Eritrean nationals.  Eritrea has historically refused to accept back its removable nationals.  According to the Overstay Report, Eritrea had a B1/B2 visa overstay rate of 20.09 percent and an F, M, and J visa overstay rate of 55.43 percent.
    Haiti
    According to the Overstay Report, Haiti had a B1/B2 visa overstay rate of 31.38 percent and an F, M, and J visa overstay rate of 25.05 percent.  Additionally, hundreds of thousands of illegal Haitian aliens flooded into the United States during the Biden Administration.  This influx harms American communities by creating acute risks of increased overstay rates, establishment of criminal networks, and other national security threats. As is widely known, Haiti lacks a central authority with sufficient availability and dissemination of law enforcement information necessary to ensure its nationals do not undermine the national security of the United States. 
    Iran
    Iran is a state sponsor of terrorism.  Iran regularly fails to cooperate with the United States Government in identifying security risks, is the source of significant terrorism around the world, and has historically failed to accept back its removable nationals. 
    Libya
    There is no competent or cooperative central authority for issuing passports or civil documents in Libya.  The historical terrorist presence within Libya’s territory amplifies the risks posed by the entry into the United States of its nationals.
    Somalia
    Somalia lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.  Somalia stands apart from other countries in the degree to which its government lacks command and control of its territory, which greatly limits the effectiveness of its national capabilities in a variety of respects.  A persistent terrorist threat also emanates from Somalia’s territory.  The United States Government has identified Somalia as a terrorist safe haven.  Terrorists use regions of Somalia as safe havens from which they plan, facilitate, and conduct their operations.  Somalia also remains a destination for individuals attempting to join terrorist groups that threaten the national security of the United States.  The Government of Somalia struggles to provide governance needed to limit terrorists’ freedom of movement.  Additionally, Somalia has historically refused to accept back its removable nationals.
    Sudan
    Sudan lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.  According to the Overstay Report, Sudan had a B1/B2 visa overstay rate of 26.30 percent and an F, M, and J visa overstay rate of 28.40 percent. 
    Yemen
    Yemen lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.  The government does not have physical control over its own territory.  Since January 20, 2025, Yemen has been the site of active U.S. military operations.
    JUSTIFICATION FOR PARTIAL SUSPENSION BY COUNTRY (Immigrants and Nonimmigrants on B-1, B-2, B-1/B-2, F, M, and J Visas)
    Burundi

    Cuba is a state sponsor of terrorism.  The Government of Cuba does not cooperate or share sufficient law enforcement information with the United States.  Cuba has historically refused to accept back its removable nationals.  According to the Overstay Report, Cuba had a B1/B2 visa overstay rate of 7.69 percent and a F, M, and J visa overstay rate of 18.75 percent.
    Laos
    According to the Overstay Report, Laos had a B1/B2 visa overstay rate of 34.77 percent and a F, M, and J visa overstay rate of 6.49 percent.  Laos has historically failed to accept back its removable nationals. 
    Sierra Leone
    According to the Overstay Report, Sierra Leone had a B1/B2 visa overstay rate of 15.43 percent and a F, M, and J visa overstay rate of 35.83 percent.  Sierra Leone has historically failed to accept back its removable nationals. 
    Togo
    According to the Overstay Report, Togo had a B1/B2 visa overstay rate of 19.03 percent and a F, M, and J visa overstay rate of 35.05 percent. 
    Turkmenistan
    According to the Overstay Report, Turkmenistan had a B1/B2 visa overstay rate of 15.35 percent and a F, M, and J visa overstay rate of 21.74 percent. 
    Venezuela
    Venezuela lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.  Venezuela has historically refused to accept back its removable nationals.  According to the Overstay Report, Venezuela had a B1/B2 visa overstay rate of 9.83 percent.

    BEIJING, June 4 — The three-day Dragon Boat Festival break has offered the latest glimpse into the vitality and potential of China’s tourism sector, which is emerging as a strategic pillar industry for the world’s second-largest economy.

    During the holiday from May 31 to June 2, tourism expenditures reached 42.73 billion yuan (5.95 billion U.S. dollars), up 5.9 percent compared with the same holiday last year, official data showed.

    As part of its high-quality development strategy, China is leveraging its cultural and tourism industries to boost economic growth, stimulate consumption, create jobs and improve the economic structure by integrating tourism with other industries and creating new demand and business models.

    The country has become the biggest domestic tourism market in the world, the largest source of international tourists, and a main destination for international travelers.

    Boasting a wealth of natural wonders, historical treasures and cultural heritage sites — coupled with its massive population — China’s tourism prospects are exceptionally bright.     The World Travel & Tourism Council recognizes China as one of the world’s most vibrant tourism markets, noting its strong post-pandemic recovery and long-term growth potential.     WASHINGTON, DC – Today, U.S. Senators Jacky Rosen (D-NV) and Catherine Cortez Masto (D-NV) are demanding answers from the Trump Administration following a sweeping decision to terminate hundreds of Transportation Security Administration (TSA) employees, including those in Nevada. In a letter to Secretary Noem, the senators condemned the shortsighted firings, raised concerns about their impact on airport safety and Nevada’s tourism economy, and demanded transparency regarding the large number of terminations and the rationale behind them.
    The mass layoffs come at a time when TSA is already under pressure, with Real ID requirements going into effect just last month and airport travel reaching record levels. In 2024, TSA screened over 900 million passengers nationwide, and Las Vegas’s Harry Reid International Airport alone saw more than 58 million travelers — the highest in its history.
    “We are deeply troubled about the false justifications used for these meritless firings, and how, in the wake of Real ID requirements going into effect, this significant loss of staff is impacting the safety of Nevadans, our nation’s security, and the critical work performed at our airports,” wrote the senators.    
    “Moreover, we vehemently object to the Department of Homeland Security’s misguided decision in March to end the collective bargaining agreement (CBA) for tens of thousands of frontline TSA employees,” the senators’ letter continued. “The since-terminated, seven-year CBA was signed at a time when TSA employee’s pay lagged behind other government employees and the agency struggled with retention. 
    In the letter, Rosen and Cortez Masto requested specific information from the Trump Administration, including the number of employees terminated in Nevada, their job roles, the impact of Real ID enforcement on staffing needs, and whether those terminated received legally required notice. She urged immediate transparency and action to address this growing security risk.

    Senators Rosen and Cortez Masto have been fighting to support Nevada’s airports and travel industry. They secured $61 million in federal funding for airport improvements in Nevada after helping pass the Bipartisan Infrastructure Law. In April 2024, they both announced nearly $28 million in grant funding for Harry Reid International Airport to enhance infrastructure, including runway improvements and safety upgrades. In 2024, Senator Rosen announced $7 million in funding she secured for a terminal expansion project at Reno-Tahoe International Airport.

    WASHINGTON, D.C. – Today, Congresswoman Nanette Barragán (CA-44) led a letter to National Weather Service (NWS) Director Ken Graham urging immediate action to protect and strengthen access to multilingual weather alerts and forecasts. The letter was co-led by the current and most recent chairs of the Congressional Hispanic Caucus (CHC), Congressional Asian Pacific American Caucus (CAPAC), and Congressional Black Caucus (CBC)— key caucuses whose members represent communities most impacted by language-access failures.

    Rep. Barragán’s letter follows a recent disruption in the NWS’s multilingual alert services, which occurred when NWS allowed its contract with a third-party translation firm to lapse. Although the service has since been restored, the letter highlights that the gap placed millions of Americans with limited English proficiency at risk and exposed dangerous vulnerabilities in the country’s emergency communication system.

    “Ensuring that all Americans, regardless of the language they speak, have access to life-saving weather information is not optional—it is a core responsibility of the National Weather Service,” said Rep. Barragán. “In a nation as diverse as ours, language access must be treated as an essential component of emergency preparedness and public communication— not an expendable service.”

    In the letter, CHC, CAPAC, and CBC members posed specific questions to the NWS about how it plans to prevent future lapses, evaluate translation service providers, and ensure inclusive outreach to limited-English-proficient communities. The lawmakers also pressed for transparency on the criteria used to select which languages are included in multilingual alerts and how the agency plans to update those lists to reflect shifting demographics.

    Nearly 68 million people in the U.S. speak a language other than English at home— roughly one in five Americans, according to the U.S. Census Bureau. The letter underscores that access to accurate weather information in one’s language is essential, not just during emergencies, but also for everyday decisions that affect safety, health, and economic security.

    Rep. Barragán has long championed language accessibility and continues to lead efforts in Congress to ensure that language is never a barrier to safety or survival.

    We write to express our serious concern regarding the National Weather Service’s (NWS) recent decision to discontinue the translation of weather alerts and forecasts into languages other than English. This change, purportedly prompted by the lapse of a contract with a third-party provider, created a dangerous gap in access to information for the many Americans who rely on multilingual alerts and forecasts to stay safe during critical emergencies and make everyday decisions that impact their families, livelihoods, and our nation’s economy.

    We are relieved that multilingual translation services have now been restored. However, the disruption highlighted the vulnerabilities in the current system and the unacceptable risk created by lapses in language access. For tens of millions of Americans, receiving weather alerts in a language they understand can mean the difference between life and death. According to the U.S. Census Bureau, nearly 68 million people in the United States speak a language other than English at home.[1]That number has nearly tripled since 1980 and now represents one in five Americans.[2]For these individuals and families, multilingual alerts are critical for preparing for severe weather events, which increase in frequency and intensity every year. The absence of accessible warnings can—and likely will—lead to avoidable tragedy. ​

    The real-world consequences of inaccessible alerts are not hypothetical. Take, for example, the 2021 deadly tornado outbreak that hit Mayfield, Kentucky, a city with a large Spanish-speaking population. According to news coverage of the outbreak, a Spanish-speaking family in the impacted area had initially ignored a tornado alert delivered only in English because they could not read the warning.[3]It was not until the family received a Spanish-language alert that they quickly took shelter​ on the first floor of their home—shortly before the second floor of their home was wiped out. If they had not received the alert in Spanish, the outcome could have been fatal.[4]Communities across the United States — including speakers of Vietnamese, Chinese, Tagalog, Korean, French, Haitian Creole, and many African languages — also face significant barriers during emergencies when alerts are not available in their primary language. No one should be left without life-saving information simply because of the language they speak.

    Beyond the immediate risk to public safety, this abrupt lapse in translation services also risked creating operational challenges for those on the front lines of weather communication. During the lapse, local meteorologists and alert originators—who rely on NWS-provided multilingual content—were forced to fill the gap themselves. Unfortunately, on-site translation is something not many have the staff or resources to do quickly and accurately. Many communities that rely on NWS-provided multilingual content are unlikely to continue sending multilingual weather alerts should NWS’s centralized translation support halt or lapse again.

    Multilingual access to weather forecasts is not only critical during emergencies—it is equally vital for day-to-day planning and economic stability. Families rely on accurate, understandable forecasts to decide whether it’s safe to send their children to school or for parents to travel to work. Businesses across key sectors—including agriculture, construction, transportation, energy, and tourism—depend on timely weather information to operate safely and efficiently. When forecasts are delivered in clear, accessible language, they empower individuals and industries alike to make informed decisions, reduce risk, and maintain productivity. Stripping away multilingual access undermines this everyday functionality and places non-English-speaking communities and families at a great disadvantage.

    Ensuring that all Americans—regardless of the language they speak—have access to life-saving weather information is not optional; it is a core responsibility of the NWS. In a nation as diverse as ours, language access must be treated as an essential component of emergency preparedness and public communication—not an expendable service.

    In light of the recent disruption and the restoration of multilingual services, we respectfully request responses to the following questions no later than August 1, 2025, to better understand how NWS plans to ensure long-term, uninterrupted language access for all communities:

    What is the scope of the new contract for multilingual translation services? Does it include options for renewal or extension to ensure service continuity beyond the initial term?

    What safeguards has NWS put in place to prevent future gaps in translation services, particularly during contract transitions or vendor changes?

    Has NWS conducted a risk assessment or after-action review to identify what led to the previous lapse and how similar disruptions can be avoided in the future? If so, what were the findings and resulting action steps?

    Is there a contingency plan or backup system in place to provide uninterrupted translation services in the event of a contract lapse, provider failure, or other unexpected disruption?

    How does NWS evaluate and monitor the performance and reliability of its language service providers? Are there benchmarks or quality assurance measures to ensure timely and accurate translations in all covered languages?

    What criteria does NWS use to determine which languages are included in its multilingual alerts? How frequently is this list updated to reflect demographic shifts and community needs?

    How is NWS engaging with non-English-speaking communities and local emergency managers to ensure that multilingual weather communication is effective, culturally appropriate, and broadly accessible?

    We strongly urge NWS to institutionalize safeguards to prevent future interruptions to multilingual services and to treat language access as a permanent, non-negotiable aspect of public safety.

    We stand ready to support your efforts to secure the necessary resources to sustain and strengthen language access in weather communications. The safety, preparedness, and economic resilience of our communities depend on it.

    LITTLE ROCK, Ark. – Governor Sarah Huckabee Sanders today joined First Gentleman and Natural State Initiative Advisory Council Chair, Bryan Sanders, Mary Beth Hatch, Chief of Education for the Arkansas Game and Fish Commission, and Director of the Arkansas Game and Fish Commission, Doug Schoenrock, to announce Arkansas’ new Outdoor Education Pilot program.

    The pilot will be a partnership between the Arkansas Department of Education and the Arkansas Game and Fish Commission, and will help equip students for a future career in outdoor recreation such as becoming an ecologist or researcher. 30 schools from across the state will be selected to participate in the program during its first year, after which the State will evaluate the program’s effectiveness and prepare for a statewide launch.

    The visit included a tour of Kalmykia’s national parks, an introduction to the region’s unique ecosystems, such as the Black Earth Nature Reserve, singing sand dunes, the coast of Lake Rosovoye, as well as the region’s wildlife, including saigas, horses, and camels. The programme was designed to give participants a chance to get a feel for the soul of Kalmykia: guests got to not just see the region, but really experience its atmosphere and learn about the traditions and beauty that make Kalmykia so special.

In 2025, a representative delegation from Qatar will also take part in the SPIEF, which will be held from 18 to 21 June. In addition, a Russia – Qatar business forum was held in Moscow in April, organized with the support of the Roscongress Foundation and government agencies of both countries. The event became an important platform for discussing promising areas of cooperation and strengthening business ties between the two countries.

    The visit of the delegation from the State of Qatar to Kalmykia is an example of effective practice in getting to know Russian regions, which helps to reveal their unique natural and tourist potential. Such fact-finding tours create a foundation for promoting Russian tourist programmes in the global market, attract investment in regional infrastructure, and contribute to the recognition of Russian culture.

  • MIL-OSI Security: U.S. Attorney’s Office Announces Expansion of Project Safe Neighborhoods in Chicago

    CHICAGO — Andrew S. Boutros, United States Attorney for the Northern District of Illinois, today announced an expansion of Project Safe Neighborhoods (“PSN”)—a key component of the Department of Justice’s violent crime reduction strategy—to include the economic centers in downtown Chicago and the entire rail system operated by the Chicago Transit Authority, including all train lines operating in every neighborhood from every part of the city.

    The PSN program is a federally funded, nationwide initiative that brings together federal, state, and local law enforcement and other stakeholders to identify the most pressing violent crime problems and develop comprehensive solutions to address them.  Until today, the PSN program was deployed in seven Chicago neighborhoods on the West and South sides of the city.  The expansion announced today will implement the program in parts of three police districts in downtown financial zones that represent the economic engines of the city and region, as well as on the CTA trains that bring residents and visitors to those areas from every neighborhood of Chicago and from the city’s two international airports.  Today’s announcement represents the first time anywhere in the country that the program will be deployed on mass transit.

    The PSN expansion was announced by U.S. Attorney Boutros and members of the PSN Chicago Task Force, including the Chicago Police Department.  Substantial assistance to the PSN program is provided by the Federal Bureau of Investigation, U.S. Bureau of Alcohol, Tobacco, Firearms & Explosives, U.S. Drug Enforcement Administration, and the Cook County Sheriff’s Office.

    “Downtown Chicago is the capital of the region’s economy and the cultural and civic heart of the Midwest, where interstate commerce runs strong,” said U.S. Attorney Boutros, who was sworn in as the United States Attorney on April 7, 2025.  “Many billions of dollars of revenue, taxes, and investments are anchored in our city’s financial districts, and when violence and criminal activity cause our residents, businesses, and tourists not to feel safe to live, invest, and shop in Chicago, everyone suffers, whether at the federal, state, or local level. By investing PSN resources in our urban economic centers and the public transit system that feeds into them, we will help foster a downtown that is both safe and friendly to economic vitality for everyone.  This initiative could not happen without a deep collaboration and shared commitment between the Department of Justice and our PSN partners to dedicate the resources necessary to support the downtown economic zones and the many millions of people who annually visit them, as well as the scores of businesses both large and small who serve them.”

    Originally launched in 2001, PSN is an evidence-based program that focuses enforcement efforts on the most violent offenders, and partners with local prevention and reentry programs to pursue lasting reductions in crime.  PSN follows four key design elements: focused and strategic enforcement; prevention and intervention; accountability; and community engagement.

    The U.S. Attorney’s Office works closely with its Chicago PSN Task Force partners to assist with applying for and obtaining federal PSN grants to support anti-violence strategies in Chicago.  By designating the downtown economic centers and CTA trains as PSN Enforcement Zones, PSN funds can now be deployed in various ways to help reduce violent crime in those areas, including:

    • Aggressively prosecuting violent offenders.

    • Hiring law enforcement personnel.

    • Paying certain overtime costs for law enforcement officers and others working downtown and aboard CTA trains.

    • Purchasing equipment to assist with violent crime reduction efforts.

    • Supporting multi-jurisdictional task forces.

    • Providing training and technical assistance under the national PSN program.

    • Expanding messaging to deter violence, including signage aboard CTA trains.

    The enforcement efforts in the newly designated PSN Enforcement Zones will focus on the investigation and prosecution of individuals and organized groups who engage in illegal firearm possession, drug trafficking, robberies, carjackings, and other violent offenses.  For violent offenders arrested downtown or aboard CTA trains, criminal prosecutors will bring appropriate charges to achieve maximum deterrence and will seek pretrial detention and substantial prison sentences for defendants who pose a danger to the community.

    In addition to all of the CTA rail lines in every neighborhood in Chicago, the newly designated PSN Enforcement Zone, depicted on this map (reproduced below), extends from Division Street on the Near North Side, between Lake Michigan and La Salle Drive (e.g., Magnificent Mile and Oak Street shopping corridors, Navy Pier, Loop, and Millennium Park), to I-55 between Clark Street and Lake Michigan on the Near South Side (e.g., Museum Campus and McCormick Place), and extends west to Ogden and Ashland Avenues, between Grand Avenue and I-290 (e.g., Fulton Market and West Loop business corridors).

    Reforms to modernise and strengthen Fish & Game New Zealand will improve the national management of hunting and fishing resources and advocacy, while maintaining local control over local fishing and hunting rules, Hunting and Fishing Minister James Meager has announced. 

    “I want to make it as easy as possible for Kiwis to go hunting and fishing in New Zealand. This long overdue reform to Fish & Game will refocus the organisation on its core job of managing our sport fishing and game bird resources and implement a more professional approach to national decision making,” Mr Meager says.

    “It is important to our economy that Fish & Game is a well-functioning, highly effective and efficient organisation. Licence holders are estimated to spend up to $138 million every year, and our hunting and fishing resources are the envy of the world, drawing in tourists from across the globe. 

    “Previous reviews have made clear current legislation is not fit for purpose, resulting in internal dysfunction, wasted revenue on duplicated activities and staff, variable governance practices, disconnect from licence holders and local advocacy which has overstepped the mark. These long-standing issues must be addressed.”

    The reforms will make several key changes, including:

    • Clarifying the roles and responsibilities so that regional Fish & Game councils focus on delivering hunting and fishing opportunities on the ground, with the New Zealand Council responsible for administrative tasks and policies.
    • Shifting to a nationalised fee collection system to reduce double handling of licence fees and ensuring funding follows the demand on the resource.
    • Making more licence holders eligible to vote and stand in Fish & Game elections and requiring councillors to comply with professional standards.
    • Requiring Fish & Game councils to better consider the interests of other stakeholders such as farmers and the aviation sector in decision-making.
    • Requiring a national policy around advocacy and restricting court proceedings to within that policy.

    A stand-alone Fish & Game Act will be created, to better recognise the organisation’s contribution to helping New Zealanders hunt and fish.

    “Sports fishing and game bird hunting are well-established traditions and important recreational pastimes for Kiwis. They have positive impacts on our regional economies and create wider benefits for tourism, wellbeing and our environment – making it even more crucial its regulator is modern and credible”, Mr Meager says.

    Legislation will be introduced this year, and the Select Committee will provide an opportunity for stakeholders and the public to provide feedback on the proposals.

    SACRAMENTO – For the second year in a row, California ranks highest on Fortune 500’s list as the state with the most corporations generating the largest revenues. As host to 58 Fortune 500 companies, California leads the nation – followed by Texas with 54 and New York with 53.

    The new rankings, based on fiscal year 2024 revenue, were compiled before the implementation of President Trump’s tariff slump, which is estimated to cost the state $16 billion in lost revenue.

    California’s economic dominance

    Last month, Governor Newsom announced that California is now the 4th largest economy in the world, with a nominal GDP of nearly $4.1 trillion. California’s per capita GDP is the second largest among large economies.

    California is home to 33 of the world’s 50 leading AI companies, high-impact research and education institutions, and a quarter of the technology’s patents and conference papers. With an increasing state population and recent record-high tourism spending, California is the nation’s top state for new business starts, access to venture capital funding, and manufacturing, high-tech, and agriculture.

    But even as a tentpole of the nation’s economy, California has not been immune to the economic damage created by President Trump’s chaotic tariff policies. The state is estimated to have lost a resulting $16 billion in revenue, and in April, Governor Newsom announced a lawsuit challenging President Trump’s authority to unilaterally enact tariffs.

     having regard to the study requested by Parliament’s Committee on Regional Development, entitled ‘EU Cohesion Policy in non-urban areas’, published by the Policy Department for Structural and Cohesion Policies in September 2020,

     having regard to the declaration on the future of rural areas and rural development policy in the European Union, adopted by the Rural Pact Coordination Group on 12 December 2024,

     having regard to Rule 55 of its Rules of Procedure,

     having regard to the opinion of the Committee on Agriculture and Rural Development,

     having regard to the report of the Committee on Regional Development (A10-0092/2025),

    A. whereas, currently, 137 million European citizens – nearly one in three – live in rural areas, which account for approximately 83 % of the EU’s territory; whereas one third of the population of rural areas lives in a border region; whereas 77 % of land used for farming (134 million hectares) and 79 % of forest (148 million hectares) are located in rural areas;

    B. whereas according to Eurostat, average income in rural areas is 87.5 % of average income in urban areas;

    C. whereas there are still disparities in cohesion policy funding between urban and rural areas, with urban areas receiving three times more cohesion funding than rural areas[25];

    D. whereas since 1991, in rural areas, the LEADER method, subsequently covered by the community-led local development policy instrument (CLLD) through local action groups (LAGs), has demonstrated that it can mobilise and empower local actors around innovative and tailored strategies;

    E. whereas rural areas are a cornerstone of the European economy, home to many ‘hidden European Champions’, and are integral to Europe’s cultural diversity; whereas they are essential for food production and security, serving as guardians of our landscapes, living rural heritage, social and cultural traditions; whereas they play a key role in promoting the strategic autonomy of the EU through the agricultural sector, which remains a strategic priority of the EU; whereas rural areas symbolise many of the aspects that make Europe attractive and liveable;

    F. whereas the promotion of minority languages can enhance awareness of local specificities, increasing the attractiveness of tourism and fostering economic activities linked to culture, education, craftsmanship and traditional products;

    G. whereas the COVID-19 pandemic highlighted a shift in perception among the public, who have recognised the potential of rural areas as a solution to the challenges arising from crises by providing a safer, more sustainable and reliable living environment;

    H. whereas cohesion policy funds alone cannot answer the increasing needs and challenges faced by rural areas in the EU; whereas greater synergies and complementarities with other EU policies, in particular with the common agricultural policy (CAP), must be ensured in order to maximise the impact of investments in rural areas, advancing the modernisation of agriculture and the development of essential services and infrastructure;

    I. whereas over 40 % of land in rural areas is used for agriculture yet sadly the contribution of agriculture, forestry and fisheries to rural regions has decreased, both in economic and employment terms, to 12 % of all jobs and 4 % of gross value added;

    J. whereas Parliament’s study on the future of the European farming model notes that the EU could lose 6.4 million farms by 2040, falling from 10.3 million in 2016 to 3.9 million;

    K. whereas, in accordance with Articles 174, 175 and 349 TFEU, the EU aims to reduce development gaps between the different regions and coordinate its policies, including using the European Structural and Investment Funds to achieve the objectives of economic, social and territorial cohesion, with a particular focus on rural areas;

    L. whereas all regions must remain eligible for funding in future cohesion policy, even strong regions facing significant transformation challenges;

    M. whereas regional actors have a deeper understanding of which projects should be prioritised for support through cohesion funds, ensuring that resources are allocated in a way that best meets the specific needs of their territories;

    N. whereas cohesion policy funds to rural areas should be further simplified with the objective of reducing administrative burdens, not only for the final beneficiaries but also for the relevant authorities, thereby also contributing to increased absorption rates;

    O. whereas rural areas in particular are facing demographic and structural challenges, such as ageing, population decline, brain drain, growing inequalities between men and women, disparities with urban areas, structural changes in the agricultural and forestry sectors, the consequences of natural disasters, the increase of energy and transport prices, a lack of services and infrastructure, in particular for vulnerable people and persons with disabilities, the impact of these challenges on income level and on the labour market, with a consequent higher unemployment rate, and a persistently large digital gap;

    P. whereas demographic challenges are particularly acute in the EU farming population, with the majority of farmers being over 50 years old;

    Q. whereas strengthening cohesion in rural areas requires the adoption of measures and initiatives aimed at supporting families, also by helping young people and parents in balancing family and professional life, thereby contributing to the sustainable development of those communities;

    R. whereas Europe’s rural areas and European farmers already play a crucial role in the climate transition, as they are the most affected by climate change both economically and socially, and whereas thanks to their efforts, some of the adverse impact of agriculture on the environment has been significantly reduced over the years; whereas the EU agricultural sector significantly reduced its greenhouse gas emissions by 24 % between 1990 and 2021 and it is responsible for 72 % of renewable energy production and holds 78 % of the untapped potential;

    S. whereas demographic changes do not affect all countries and regions equally, but have a greater impact on less developed regions, as they exacerbate existing territorial and social imbalances; whereas solutions must be found for regional imbalances and for the uneven pace of convergence between regions, some of which remain stuck in a development trap; whereas less developed regions require particular attention and support, as is the case with the EU’s rural areas and the outermost regions, due to their specific characteristics;

    T. whereas the overall percentage of the population living in rural areas has fallen significantly across the EU over the past 50 years, particularly as a result of ageing and emigration; whereas the highest percentage of people over the age of 65 is found in rural areas[26]; whereas estimates suggest that by 2033 the population of Europe’s rural areas will have shrunk by 30 million people compared with 1993;

    U. whereas the lack of or poor access to healthcare, water services, affordable housing, transport, digital infrastructure, education, financial services and recreational and cultural activities worsen the reputation of regions, and particularly rural, borderland, inland, cross-border, mountainous, insular and outermost regions, as places to live and work, especially for women, young people, ageing populations and minorities; whereas cross-border areas are particularly affected by the lack of regional connectivity in terms of transport and digital infrastructure; whereas rural areas are strongly affected by the lack of stable employment opportunities, which forces young people, in particular women, to migrate;

    V. whereas the availability and quality of water play a critical role in ensuring equitable, sustainable and productive rural livelihoods;

    W. whereas greater emphasis should be placed on preventive measures to strengthen the resilience of Europe’s rural areas to natural disasters; whereas an integrated approach to water resources management is essential both to prevent floods and to cope with droughts, in particular through a coherent use of EU funds;

    X. whereas rural areas, especially in eastern, southern and Mediterranean Europe, are the most directly affected by energy poverty and face specific challenges related to desertification, forest fires, climate change and its associated asymmetrical risks, water resource scarcity and weak infrastructure, which require a targeted approach within cohesion policy;

    Y. whereas rural areas are home to the majority of the EU’s biodiversity, yet protected habitats and species remain in poor conservation status and continue to decline due to climate change and the degradation of soil and water quality, with a negative impact on natural resources; whereas biodiversity loss has severe economic consequences for the agricultural sector and negatively affects the attractiveness of rural tourism;

    Z. whereas the clean energy transition, the diversification of the economy and the expansion of renewable energy sources present significant opportunities for rural and less developed regions, allowing them to leverage their natural resources and geographic advantages and to exploit their full potential for the future production of renewable energy;

    AA. whereas these areas bear the brunt of depopulation, and whereas it is mainly young people leaving them as a result of job shortages and dim career prospects, and this fuels the rural exodus, resulting in an increased share of older residents and a greater risk of social isolation;

    AB. whereas rural areas have the highest share (12.6 %) of young people aged 15-29[27] not in employment, education or training (NEETs);

    AC. whereas generational renewal is one of the nine key objectives of the CAP;

    AD. whereas farms, dairy farms, wine-growers and olive oil producers across Europe go out of business every day, and few farms like these are managed by farmers below the age of 35; whereas the ambitious goals of the green transition entail opportunities and also risks for economic, social and territorial cohesion, as well as for European agriculture;

    AE. whereas the way we produce food has shaped the landscapes that define Europe; whereas dynamic rural areas foster quality food production which in turn supports their economy; whereas reinvigorating these connections between food and territory and revitalising rural areas will be essential for the future of farming in Europe;

    AF. whereas a robust cohesion policy is essential to guaranteeing the effective application of the ‘right to stay’ principle in rural areas, which requires action on many levels, including by fostering economic stability and preventing depopulation; stresses that ensuring access to a basic set of public goods and services for all citizens, especially young people, regardless of where they live, is crucial; whereas it is necessary, to this end, to promote targeted investment in infrastructure, services, education, and innovation;

    1. Welcomes the Commission report of 27 March 2024 entitled ‘The long-term vision for the EU’s rural areas: key achievements and ways forward’ and agrees with its overarching objectives;

    2. Takes note of the four areas of action underpinning the rural vision and the 30 actions making up the EU rural action plan; calls on the Commission and the Member States to place its implementation at the top of the agenda;

    3. Stresses the key role rural areas have to play in shaping the economic models and the social and territorial organisation of the various Member States, particularly as the cradle of agricultural and food production, but also as custodians of an irreplaceable cultural and landscape heritage; notes, however, that their significance remains under-appreciated and inadequately funded; believes that the EU has a duty to push for a true revival and regeneration of these areas, going to extra lengths to endow our rural areas with the right tools to overcome the considerable long-term challenges they are facing and which are having an ever greater impact on regional competitiveness and social cohesion, in order to preserve European diversity and ensure that the Union’s progress does not come at the expense of rural areas and their populations;

    4. Considers it important to develop short supply chains and to promoting the use of labelling schemes to acknowledge the quality and variety of traditional products from rural areas; stresses that public canteens, such as school and hospital canteens, can play a significant role in the development of short agrifood supply chains;

    5. Recognises the key role of small and medium-sized towns as development centres in rural regions and calls on the Commission and the Member States to specifically strengthen their economic, social and infrastructural functions, revitalise city centres, better utilise synergies between rural areas and large metropolitan regions, and ensure more balanced territorial development;

    6. Stresses the urgent need for measures to combat poverty in rural areas by developing targeted strategies to improve social security, create economic opportunities, and support particularly vulnerable populations, in order to break the cycle of poverty;

    7. Stresses that rural areas are key players in mitigating the effects of climate change; emphasises the need for increased investment in research and innovation for rural areas, particularly in the fields of sustainable agriculture, renewable energy, digital transformation and innovative mobility solutions, to enhance the competitiveness and resilience of rural regions and create energy self-sufficiency and new employment opportunities; encourages the sustainable management of forests and the prevention of forest fires, also by promoting the use of biomass which is gathered without harm to forest ecosystems;

    8. Calls for the expansion of renewable energy in rural areas based on their potential to reduce energy costs with the involvement of civil society and local communities; emphasises the need for financial incentives, measures such as renewable energy communities and simplified administrative processes to boost regional energy independence and sustainability while avoiding negative impacts on food production, land availability and prices, as well as on social cohesion; calls for a dedicated financing mechanism for the installation of photovoltaic, wind and other renewable energy sources;

    9. Calls for increased support for the preservation, restoration and conversion of older buildings, including historical buildings, churches and other places of worship, sports halls and schools in rural areas to improve energy efficiency, sustainability and safety; urges investments in the modernisation of public infrastructure while preserving historical structures where possible; calls on the Commission and the Member States to promote targeted policies that support the renovation and energy-efficient retrofitting of rural housing, financial incentives for first-time rural homebuyers, in particular for young people and families, and the development of sustainable and affordable housing projects adapted to the needs of local communities that contribute to the attractiveness and revitalisation of these regions;

    10. Asks the Commission to assess and to implement Article 174, 175 and 349 TFEU in full to close the development gap among regions, including in relation to infrastructure, and to see to it that all EU policies not only apply the ‘do no harm to cohesion’ principle, but also that they follow a more assertive ‘promote cohesion’ approach wherever possible, particularly in rural areas and in areas particularly affected by industrial transition, demographic challenges and depopulation, and those at risk of depopulation, such as outermost regions, islands, border, cross-border and mountain regions;

    11. Calls on the Commission to devise a rural strategy for the post-2027 programming period; urges the Commission and the Member States to ensure the incorporation of a rural dimension in relevant policies and to make sure that the strategy promotes the economic and social development of rural areas and to allocate specific resources to the modernisation of agriculture, supporting rural small and medium-sized enterprises (SMEs) and start-up and promoting short supply chains in order to make rural areas more connected, competitive, resilient and attractive to young people and investors, thereby ensuring balanced and sustainable development in the long term and enhancing the quality of life; stresses, in this regard, the importance of having a truly effective rural proofing mechanism at EU level so to assess the potential of all relevant policies and to mitigate any possible negative impacts they may have on rural areas;

    12. Stresses that in order to ensure the long-term prosperity of rural areas and support a strong agricultural sector to maintain this prosperity in rural areas, it is essential to strengthen the synergies between EU Structural and Investment Funds and Horizon Europe, the EU’s flagship research and innovation programme, and the CAP in the next multiannual financial framework (MFF);

    13. Calls on the Commission to present, by 2027, a report on the application of the rural proofing mechanism to policies and interventions at EU level, as well as the results obtained;

    14. Calls on the Commission to prioritise focused investments and policy measures to support the transition to a new generation of farmers in order to modernise EU agriculture and create more opportunities in rural areas;

    15. Highlights the crucial role of cohesion policy for the development of rural areas as a decentralised, powerful tool for economic and social development, allowing all regions to tackle these specific challenges of the Union; underlines in this regard that cohesion policy should continue to be a key pillar of the MFF post-2027, with an allocation that is maintained at a minimum threshold equivalent to the current MFF 2021-2027 levels, ensuring its fundamental role in reducing regional disparities and shaping a more resilient and competitive Europe that leaves no one behind; calls for the option of providing adequate resources for rural and mountainous areas to be explored in the next cohesion policy framework and complementing GDP at regional level with other indicators; recalls that the fundamental principles of cohesion policy, such as partnership, multi-level-governance, a place-based approach and shared management, must be respected in order to foster development and to meet the specific needs and challenges of rural areas with a particular focus on tools supporting sustainable growth and development and youth and female employment, including among victims of violence against women, and improving services and infrastructure;

    16. Believes that smart specialisation and economic diversification strategies could promote more opportunities in rural areas; emphasises, in particular, the key importance of integrating the concept of smart villages into cohesion policy and of explicitly supporting the development of smart villages, with flexible funding and an integrated approach, as an innovative tool for enhancing the quality of life and revitalising rural areas and services through digital and social innovation and initiatives such as the promotion of working spaces in order to attract workers, including remote workers, and to contribute to revitalising local economies;

    17. Encourages initiatives that promote economic and social sustainability, including support for rural entrepreneurship, rural tourism and new business models based on innovation and digitalisation;

    18. Calls on the Commission to ensure a strong and holistic focus on the development of rural areas in the future cohesion policy, in such a way that all policy initiatives are consistent with the goal of reducing territorial disparities; believes it is essential to devise long-term strategies to support rural areas, centred on the principles of cohesion and sustainability and providing the necessary tools to address demographic, social and economic challenges, in order to ensure that these areas do not become forgotten places, but rather key players in Europe’s future without needing to continually depend on extraordinary measures; calls, in this regard, on the Commission to support the significant development of rural areas in the future cohesion policy, and to commit to setting up local info points and offering a platform and financial support to enable Member States to exchange information and best practice on funding possibilities, with a view to providing local authorities with effective support and assisting with resource management and the implementation of development initiatives; emphasises, furthermore, that the effective participation of regional, local and rural authorities and a strong administrative capacity are crucial for the reduction of the excessive administrative burden and complex requirements for recipients and for the effective execution of cohesion policy funds; highlights that multi-funding still appears difficult in some countries and calls on the Commission to enhance complementarities between the EAFRD and cohesion policy funds;

    19. Stresses the need for an integrated European strategy for the revitalisation of rural areas, including through the development of bio-districts, recognising their potential to diversify the rural economy by targeting fiscal, economic and social measures to maintain the active population; also highlights the value of introducing incentives for the relocation of health, education and public administration professionals, as well as the importance of partnerships between local authorities and the private sector for the creation of new jobs;

    20. Underlines that expanding integrated territorial investment (ITI) plans and unlocking their full potential could establish them as a cornerstone for integrated regional, local, and rural development; emphasises that strengthening ITIs’ role in rural areas is essential to foster territorial cohesion, enhance connectivity and drive inclusive economic growth by supporting key sectors such as agriculture, rural SMEs, tourism and renewable energy; calls, furthermore, for greater flexibility in ITI implementation, increased financial allocations and reinforced synergies with other EU funding mechanisms, including LEADER and CLLD, key instruments for fostering bottom-up participatory rural development and for keeping and restoring living and thriving local rural economies, to maximise impact and actively involve regional and local authorities and civil society in line with the partnership principle;

    21. Suggests that all relevant Directorates-General of the Commission conduct a territorial impact assessment of their respective policies at least twice per programming period; believes that these evaluations would establish a more precise baseline and identify ways to integrate the characteristics of rural areas into EU policies more effectively;

    22. Calls on the Member States to make full use of all measures supporting rural, inland, mountainous, insular and outermost regions, as well as cross-border regions and regions at the EU’s external borders, including those bordering Russia, Belarus and Ukraine which are most affected by the war, to mitigate economic disruption and to secure their future and prosperity; welcomes the new BRIDGEforEU Regulation and asks the Member States to implement it, enhancing the cooperation between cross-border regions to enable economies of scale when providing basic services and infrastructure in the rural areas affected;

    23. Stresses the diversity of the EU’s rural areas, for which the long-term vision calls for solutions that are tailored to the needs and resources of rural areas while reinforcing long-term strategies for sustainable growth; underlines in this regard the need to fully involve local and regional authorities, which are best placed to identify current challenges and needs at the regional and local levels; highlights the importance of maintaining a decentralised model for the programming and implementation of cohesion policy based on the principle of partnership and multi-level governance and a place-based bottom-up approach; calls, therefore, for the strong involvement of regional and local authorities to ensure more direct access for local and regional authorities to cohesion policy funds, reducing bureaucratic complexity and shortening disbursement times, through more streamlined procedures, intuitive digital platforms and increased technical support for local beneficiaries; proposes encouraging the use of pre-financing and advance payment schemes for small projects in rural areas;

    24. Stresses that centralisation may lead to bureaucratic inefficiencies and delays in fund absorption, ultimately reducing the effectiveness of EU investments in rural development;

    25. Highlights that the management approach to rural areas’ development policies needs to be coordinated, integrated and multi-sectoral in its implementation and that reinforcing a multi-level approach in line with the subsidiarity principle is essential to ensure its success;

    26. Highlights that resilience is essential to enable authorities at local and regional levels to mitigate, adapt to and recover from sudden challenges, ensuring community well-being, security and long-term sustainability;

    27. Calls for an adequate share of cohesion policy funding to be allocated to the border regions and calls in this regard for the European Groupings of Territorial Cooperation (EGTCs) to be granted a higher degree of autonomy in selecting projects and using funds, in particular by designating EGTCs as managing authorities for Interreg programmes, strengthening their institutional and financial capacity; recommends furthermore that EGTCs be granted a more significant role in achieving policy objective 5, namely bringing Europe closer to its citizens;

    28. Underlines the need to strengthen democratic and political participation in rural areas by promoting active civic engagement and digital tools; calls on the Commission to support initiatives that foster local democratic processes to improve cohesion between urban and rural regions;

    29. Highlights the need for rural areas to be able to provide essential high-quality services of general interest to the public to improve their livelihood and to harness their strengths to achieve sustainable development, for which they should receive sufficient financial support; underlines, to that end, the need to provide equal access, in particular to vulnerable people and people with disabilities, to all healthcare services, transport and connectivity services, including innovative mobility solutions, specific plans for affordable housing, water services, education and training services, digital infrastructure, and other basic services such as postal and banking services, ensuring their accessibility and affordability in order to guarantee proper living conditions; calls, therefore, on the Commission and the Member States to facilitate access to funding and tailored support measures for social economy initiatives that address local needs and contribute to regional development and, at the same time, to reinforce the financial support offered to rural SMEs, in particular through easing access to financial resources, cooperatives and local value chains that foster economic diversification;

    30. Stresses the strategic importance of water resources for rural areas and highlights the need to provide sufficient resources, under the cohesion policy and in rural development programmes, for maintaining and upgrading the water network; recommends, in particular, the inclusion of measures to combat leakage, improve the efficiency of supply systems and promote the sustainable use of water resources in rural areas;

    31. Regards it as essential to place greater emphasis on preventive measures to enhance the resilience of Europe’s rural areas in the face of natural disasters; believes that an integrated approach to managing water resources is paramount in order to simultaneously prevent floods and tackle drought – two growing threats in many rural regions – within both agriculture and the food sector; acknowledges that depending on the context, building dams and reservoirs or upgrading existing facilities is a priority, while striking a balance between built infrastructure and relatively low cost soft measures, not least because they can be a clean source of energy; notes that although cohesion policy already supports initiatives in this area, additional projects and increased investment are needed, in line with national and regional risk management strategies, to ensure that rural areas are better prepared for, and able to withstand, climate-related extreme weather events;

    32. Stresses the growing threat of climate risks such as natural disasters, desertification and water scarcity for many rural areas in Europe, particularly in southern Europe and in the Mediterranean basin; calls on the Commission to promote forward looking adaptation strategies at national, regional and local levels, including water management, resilient infrastructure and disaster preparedness, and calls for investments in innovative water infrastructure, such as the reuse of treated wastewater and smart irrigation systems, and the construction of reservoirs for rainwater harvesting;

    33. Notes that rural areas suffer from limited access to essential healthcare services, with a shortage of facilities and medical personnel, and therefore calls for improved access to quality healthcare, including mental health services;

    34. Calls on the Member States and local authorities to safeguard essential services that are vital to the development of rural areas by refraining from imposing economic constraints on healthcare in rural areas, as this would lead to the closure, or a fall in the number of, first-aid facilities and basic hospital structures, which should be strengthened;

    35. Calls on the Commission and Member States to develop a plan for mobile medical units and for telemedicine, the strengthening of medical services including medical spa services, community health nurses and digital health solutions and incentives for doctors working in rural and remote areas;

    36. Calls on the Commission to incorporate specific measures targeting areas identified as rural into its eHealth strategy, in order to provide local healthcare units with practical support for technological upgrades, and to promote the services such units offer; stresses that Member States should also be offered a screening programme targeting rural areas and that administrative support should also be put in place to assist with the drawing up of plans and prevention registers; calls on the Member States to take into account the particular characteristics of these areas and to encourage rural pharmacies to be set up, in order to specifically adapt pharmacy networks to a rural area, with coordination arrangements for medicines and medical devices supply, with the aim of streamlining and adapting the needs of healthcare units to the individual area; calls on the Member States to improve the provision of primary care and support services among these pharmacies termed ‘rural’;

    37. Highlights the key role that infrastructure development has to play in the economic and social growth of rural areas, given the need for transport systems, particularly public ones, with the capacity to improve connectivity and access to essential services, for energy networks, including renewables, and for suitable digital connectivity infrastructure; notes, in particular, that the quality of transport and digital connectivity should be improved so that people have easy access to labour, schools, hospitals, public services and job opportunities; underlines that road, rail and maritime transport links need to be developed or upgraded through EU co-funded programmes to reduce the isolation of rural areas, in particular from urban centres, narrowing the existing gap, and to facilitate sustainable mobility of people and goods; calls for a comprehensive strategy to improve mobility in rural areas, with a strong focus on sustainability, the expansion of charging infrastructure and the promotion of e-mobility; emphasises the need for targeted investments in public transport, shared mobility solutions and alternative transport models to ensure accessibility and connectivity for rural populations;

    38. Stresses that the digital divide between rural and urban areas remains significant, hindering equal opportunities for all residents; calls on the Commission and the Member States to accelerate investments in broadband connectivity, including 5G, better mobile coverage, high-speed internet networks, digital farming solutions and rural innovation hubs, ensuring that digital transformation benefits rural communities, while paying special attention to the regions less prepared for this transformation, including remote areas and outermost regions; stresses that these investments are crucial to enhancing productivity, supporting small farms’ entrepreneurship, facilitating remote working, accessing e-services and online teaching and ensuring that rural areas remain competitive in the digital age; stresses the need for digital literacy and vocational training initiatives to support the integration of digital technologies into the rural economy and to bridge the existing technological and economic divides;

    39. Stresses the importance and interconnectedness of military mobility, rural infrastructure development and regional security; underlines the overlap between the EU military mobility network and the Trans-European Transport Network;

    40. Calls for strategies to address vacant buildings and promote alternative housing concepts in rural areas, including affordable housing, renovation projects and intergenerational living; emphasises the need for incentives to repurpose empty properties, support community-driven housing initiatives and ensure sustainable, inclusive living spaces;

    41. Stresses the importance of promoting priority policies that support young people, as the main actors of the rural exodus, and calls on the Commission to ensure them an effective application of the ‘right to stay’ through targeted measures, designed to stem the demographic decline in rural areas and to encourage talented people to remain there; believes that individuals who wish to contribute to the development of their local communities should be provided with ample opportunities, and that it is therefore urgent to eliminate barriers and the significant disparities between young people in urban and rural areas in terms of access to high quality education, economic independence, social and political engagement, and intergenerational social interaction; calls for concrete measures and targeted funding programmes, including a brain drain action plan from the Commission, to support young people and young entrepreneurs, providing them with all the tools and resources they need to help them to access agricultural lands, jobs and business opportunities; notes that such measures should include improved access to public services, educational and cultural facilities, access to housing, low-interest loans and, with due regard to the principle of subsidiarity in fiscal matters, tax-related incentives to help young people build a stable future in line with their aspirations, without needing to abandon their place of origin, and creating incentives to settle down in or return to rural areas; considers it necessary, therefore, to promote measures to diversify the rural economy by harnessing local potential, including in areas outside agriculture and tourism, and to create quality jobs;

    42. Highlights the importance of boosting vocational education and training while also fostering youth-led initiatives and non-formal learning for young people to develop specific skills related to the economy of rural areas, as a tool for social cohesion and quality employment, with a view to combating depopulation in those areas;

    43. Highlights the key role of awareness raising and knowledge-sharing campaigns in advancing various education campaigns and programmes, and the importance of making them an integral part of school curricula; stresses the increasingly worrying data on early school leaving and to that end, calls on national and local authorities to reorganise their school systems to guarantee the right to education in their territories, bearing in mind the serious and objective difficulties they may face; calls on the Member States and local authorities, therefore, not to merge existing schools management structures in those areas;

    44. Calls on the Commission and the Member States to provide for new subsidised credit facilities that can support young entrepreneurs and women in their activities, including alternative forms of guarantees for access to credit; calls for financial support to empower young farmers, ensuring growth in rural economies;

    45. Welcomes the new EUR 3 billion loan financing package from the European Investment Bank (EIB) Group for agriculture, forestry and fisheries across Europe as a tangible initiative to close the funding gaps for SMEs in agriculture and the bio-economy and facilitate financing for young farmers and women; calls on the EIB Group to explore new forms of support to provide liquidity for actors along agricultural and rural value chains;

    46. Calls on the Commission and the Member States to promote local start-ups and incentive programmes for the return of young people and for the purchase and renovation of housing by young people in rural areas;

    47. Calls on the Commission to establish a European fund for youth entrepreneurship in rural areas, with a special focus on regions affected by high youth unemployment and brain drain; notes that this fund should support rural start-ups, innovative agriculture, sustainable tourism and digitalisation through dedicated financial instruments and tax incentives;

    48. Draws attention to the need for universal equal access to measures enabling everyone to develop the high-quality skills they need to achieve their professional goals, and to vocational and educational training; laments the fact that in rural areas, in many fields, the work of women is currently not rewarded with equal opportunities and conditions, as they often face extra challenges, including limited access to job opportunities, a lack of adequate measures to help them juggle work and family, and a shortage of childcare facilities; emphasises the need to foster an environment conducive to female employment, with support for all families, ensuring high quality early childhood education and care systems and parental support;

    49. Calls for increased support for women in rural areas, particularly through measures to improve access to employment, education, healthcare and social infrastructure, as well as protection from violence and violence prevention, to promote their economic and social participation; emphasises that targeted programmes should be created to support female entrepreneurs in rural regions in order to strengthen their economic independence;

    50. Stresses that support for women in rural areas is imperative for a variety of reasons, including promoting gender equality, fostering economic growth, advancing community development, reducing poverty and ensuring environmental sustainability; highlights that women play a multilevel role in rural development, as workers, farmers and business owners, and stresses that their importance in rural areas and local economies is often overlooked; stresses that special attention should be paid to women in rural areas when designing structural social support and regional development programmes; highlights that addressing these barriers is crucial for empowering women and unlocking their full potential in rural communities;

    51. Calls on the Member States and the Commission to boost awareness regarding existing and future EU funding possibilities for women entrepreneurs in rural areas and to make it easier for them to access financial support; encourages the Member States and regional and local authorities to make use of the existing EU structural and investment funds to promote women entrepreneurs;

    52. Calls for gender-equality employment policies and targeted measures to promote a better work-life balance in rural areas, including flexible working models, digital work opportunities, improved leisure and education offerings, and the promotion of community-based care and support structures for families;

    53. Urges the Commission to adopt measures to protect the family farming model that underpins the rural territory, is more environmentally friendly and guarantees food security in the EU; stresses the need for a EU system of incentives to limit the accumulation of agricultural land in private investment funds and the consequent increase in land prices; insists on the protection of small and medium-sized farms by strengthening the role of cooperatives and professional farmers in EU policies; furthermore, encourages the Member States to implement concrete measures to support these farms by simplifying access to credit, modernising rural infrastructure and giving impetus to agricultural cooperatives;

    54. Stresses the key role played by agriculture and the agri-food sector in food production, ensuring food security in the EU and job creation – a role worth championing since as it constitutes a mainstay of the local economy and is a key factor in ensuring sustainable land management, and also drives the growth and development of inland and rural areas, which often enjoy international recognition for their outstanding typical products; notes that it is necessary to help farmers innovate and diversify, while at the same time fostering farm competitiveness; believes that the transition to a more sustainable model requires a balanced approach, mindful of local specificities and the economic needs of rural communities, without imposing changes liable to hinder their long-term development; calls, in this regard, on the Commission and the Member States to take strong and targeted action by reducing excessive regulatory burdens and ensuring fair market conditions, to mitigate the decline in the number of farms and encourage generational renewal; calls for adequate support to promote food self-sufficiency and crop diversification; highlights in particular the specific structural challenges of the outermost regions and their rural areas;

    55. Urges the Commission and the Member States, in order to strengthen food security and ensure that European farmers do not face unfair competition from products that do not meet the same environmental, animal welfare and food security standards, to enforce strict equivalence of production standards for agricultural products imported into the EU and calls  on the Commission, in this regard, to ensure that trade agreements uphold European agricultural standards and ensure a level playing field for EU farmers;

    56. Acknowledges that the ambitious goals of the green transition entail opportunities as well as risks for EU agriculture; emphasises that the number of farms in the EU decreased between 2005 and 2020 by about 37 % and calls on the Commission and the Member States, in this regard, to take action to mitigate the decline in the number of farms and support their revenues and competitiveness, in order to stem the desertion of these areas and encourage generational renewal;

    57. Points to the need to simplify administrative procedures for accessing EU funds by reducing red tape for farmers and small rural businesses and improving coordination between the institutional levels involved in the management of funds in order to ensure that resources are provided more efficiently and in a more timely manner;

    58. Points also to the need to provide these areas, as well as businesses and farm and forest holders, with sufficient financial support, including support for the purchase and maintenance of equipment, with a view to increasing European competitiveness;

    59. Is fully aware that rural areas play a key role in the green and digital transitions; underlines that the transitions have to be implemented gradually, along the lines of achievable goals; calls in this regard for EU funding to be better linked with environmental sustainability and biodiversity protection;

    60. Highlights the need to support rural communities in European regions that have been most adversely affected by the trade in or export of Ukrainian agricultural products;

    61. Points to the importance of compensatory measures for farmers and rural businesses to ensure that the ecological transition is fair and practical and does not lead to new socio-economic disparities; highlight that for this transition to be successful, the full involvement and collaboration of all stakeholders, in particular farmers and foresters, will be key;

    62. Highlights that promoting agriculture is a necessary component of any strategy for rural development, but that on its own it is not sufficient, as not all people in rural areas are employed in the agricultural sector or live in agricultural structures;

    63. Recognises that tourism is frequently a major source of income for rural, mountainous, insular and outermost regions, as well as in the Mediterranean region, with the potential to encourage job creation and entrepreneurship and to draw in growing numbers of visitors curious to discover their nature, traditions and cultural heritage through the unique experiences on offer; believes, for that reason, that tourism should be supported through investment in the rural economy, in synergy with the agricultural, fishing, food and cultural sectors, and that the EU should promote the co-existence and further development of these sectors;

    64. Highlights that rural and agro-tourism can be a complementary activity to agriculture, offering opportunities for diversifying farm incomes and benefiting the development of rural areas, and that resources should therefore be allocated to the development of tourism and HoReCa activities;

    65. Underlines the need to promote rural tourism in a way that is sustainable; highlights the importance of optimising the economic benefits of tourism for rural areas, while minimising the potential negative impacts on local communities and ecosystems;

    66. Emphasises the importance of protecting and promoting linguistic minorities in the rural areas of the EU, recognising them as an integral part of Europe’s cultural heritage and as a driver of regional development; therefore calls on the Commission and the Member States to allocate cohesion policy resources to support projects for linguistic promotion, training, cultural tourism and local entrepreneurship connected to the linguistic and cultural traditions of the regions;

    67. Urges the Commission and the Member States to boost tourism in rural and depopulated areas or areas at risk of depopulation, by financing initiatives that enhance historic villages and traditional local products and establishing new green paths and other nature trails, as well as a label recognising outstanding environments in rural and nature tourism along similar lines to the ‘blue flag’ awarded to beaches;

    68. Notes that in some Member States, municipalities play a crucial role as drivers of regional economic development, benefiting from substantial tax revenues generated by their local economies; highlights that these revenues can motivate municipalities to invest EU cohesion funds in increasing their future tax base, promoting long-term local economic growth and securing long-term tax revenues; to this end, calls on the Commission, with due regard for the principle of subsidiarity in fiscal matters, to initiate a dialogue on the potential benefits of sharing taxes on economic activities with municipalities;

    69. Insists that excessive bureaucracy should not prevent farmers from focusing on sustainable food production and rural economic development; calls on the Commission and the Member States to include a strong rural dimension in the future cohesion policy regulations and to promote better regulation as a matter of priority, in order to reduce administrative burdens and to take steps to ensure the competitiveness of rural businesses, particularly SMEs, cooperatives and citizen-led communities, and to promote easier and more efficient access to funds, cost reductions and simplified application and evaluation processes for EU funding, especially for small beneficiaries; reaffirms that optimising procedures, cutting red tape and enhancing transparency are vital to improving access to the available resources; calls on the Commission, therefore, to provide adequate advisory services and technical assistance to managing authorities, thereby also contributing to increased absorption rates;

    70. Calls for a more integrated approach between EU industrial and cohesion policies, ensuring that regional development strategies are aligned with industrial transition efforts, particularly in northern, sparsely populated areas;

    71. Emphasises the importance of SMEs in technological sectors for rural digitalisation and economic resilience; calls on the Commission to ensure that public measures support local businesses and foster proximity-based economies, avoiding criteria that may disadvantage smaller enterprises;

    72. Stresses the need for better alignment between existing territorial development instruments and Structural Funds, including initiatives such as Harnessing Talent and the Covenant of Mayors;

    73. Instructs its President to forward this resolution to the Council and the Commission.

    During the tourist season, many Greek islands face a serious housing problem, as increased demand for tourist accommodation leads to a lack of available housing for long-term rental. This makes finding accommodation extremely difficult for public servants, such as doctors, teachers, teachers and seasonal firefighters, who are called upon to serve in these areas.

    In particular, on the islands of the Northern Sporades, firefighters have resigned as they were unable to find accommodation or reasonable rents.

    The housing problem affects critical sectors such as health and education, as workers find it difficult to find adequate and affordable housing. This situation undermines the ability of local authorities to provide essential services and respond to emergencies, especially in the current context of the climate crisis and increased tourist pressure.

    Can the Commission therefore answer the following:

    • 1.How does it intend to support, through existing funding tools, Member States with meeting critical housing needs for public servants in island and remote areas?
    • 2.Does it intend to reinforce the eligible actions under the regional programmes to include accommodation and temporary accommodation infrastructure for staff of key public services, such as healthcare, teachers and firefighters, in frontline areas?
    • 3.Will it consider setting up a European preparedness mechanism in island and tourist areas to systematically record housing shortages, allow a rapid response and substantiate the need for additional funding?

These powerful words capture the very essence of what it means to thrive in today’s ever-evolving world, including within the life insurance and financial advisory sector. They speak to the resilience, steadfast determination, and unwavering commitment that define your work, day after day.

    The Cornerstone of Caribbean Financial Stability

    The life insurance sector stands as an indispensable pillar supporting our Caribbean economic landscape. The numbers tell a compelling story: ordinary life plans continue to dominate market share across Barbados, the Eastern Caribbean, and Trinidad and Tobago, while group health plans remain the cornerstone in Jamaica and beyond.

    Yet despite these encouraging trends, our region’s insurance penetration rate of 2.18 percent trails significantly behind the OECD average of 4.6 percent. This gap represents not just a statistical shortfall, but a pressing opportunity for expanded financial education and awareness throughout our communities.

    But let us remember – insurance transcends mere policies and premiums; it embodies security, stability, and the safeguarding of our collective future. In a Caribbean increasingly vulnerable to economic disruptions, brought on by the climate crisis, and shifting demographics with aging populations and declining birth rates, your profession serves as a bedrock of financial protection. Whether securing a family’s stability after losing a breadwinner, or guaranteeing a child’s education, or creating pathways to dignified retirement, you provide the foundation of financial resilience upon which our communities build their dreams.

    Transforming Regional Economies Through Strategic Investment

    Our regional economies also stand at a critical crossroad, poised for strategic restructuring that will create sustainable growth platforms for generations to come. Take Barbados, for example – our economy has undergone remarkable transformation since 2018, evolving from a stagnating system burdened by debt into one characterised by sustained economic expansion and consistent debt reduction.

    We’ve made tremendous strides in enhancing our competitiveness, while simultaneously addressing both external and internal macroeconomic imbalances. The revitalisation of our formerly dormant capital market, through new treasury bill offerings and our recent long-term 20-year debenture, marks a significant milestone. With increasingly positive reviews from regional and international credit rating agencies, as evidenced by four upgrades in the last eight months, these financial products have attracted substantial interest.

    I encourage you, my regional colleagues, to reconsider your exposure to Barbadian government securities as you seek safe, secure investments from a nation firmly recommitted to fiscal prudence and sustainable, inclusive growth.

    Yet our journey has only begun, and the investment decisions made by life insurance companies like yours will prove instrumental in driving Caribbean economic growth forward. No economy can fully address its citizens’ long-term needs through fiscal measures alone. Instead, we must harness our people’s collective savings through strategic investments that accelerate sustainable growth.

    Consider this striking reality: approximately US$5.4 billion in excess cash currently sits idle in central banks across our region – low or non-earning investments that could instead fuel transformative growth. Imagine these resources channelled into developing tourism, renewable energy, and addressing the climate crisis – a fight that the Prime Minister of Barbados is leading – and innovative industries that sustainably leverage our vast marine resources and technological capabilities. How about harnessing some of this excess liquidity through a regional bond for economic development? 

    Life insurance products are uniquely designed to manage longevity risk, making your industry perfectly positioned to drive investment in crucial long-term infrastructure and both private and public securities that meet appropriate criteria. Tonight, I challenge us all to reimagine how these investments can reshape our Caribbean destiny.

The financial advisory profession stands or falls on transparency, integrity, and unwavering ethical responsibility.     Fourth, embrace technological innovation as your ally rather than your adversary. Digital transformation is reshaping financial services in ways we could scarcely imagine a decade ago. Whether leveraging data analytics to gain deeper client insights or utilising digital platforms for enhanced service delivery, technology should be viewed as a powerful enabler rather than a disruptive force. The more effectively you harness its capabilities, the more efficient and impactful your practice becomes. Now is the perfect moment to explore artificial intelligence and understand how it can dramatically enhance efficiency, productivity, and results, throughout the insurance industry.

    Fifth, adapt nimbly to our region’s changing economic environment. The Caribbean’s economic landscape continues to evolve rapidly. The average growth in Gross Written Premiums across various markets has been modest – 2 percent in Barbados, 3 percent in Belize, and 4 percent in the Eastern Caribbean – reflecting the persistent challenges we face in achieving robust economic expansion. As financial professionals, you must anticipate market shifts, develop sophisticated understanding of economic trends, and provide solutions that are not merely relevant but genuinely sustainable over time.

    Finally, and perhaps most importantly, bring others along on your journey to success. To borrow Monica’s profound personal motto, “You are remembered not by what you gathered, but by what you scattered.” Her wisdom embodies an essential truth.     It is a privilege to stand before you at this conferment ceremony, where we celebrate the achievements of more than 600 individuals who demonstrated dedication and outstanding achievement in banking. We are also honouring the conferment of Honorary Fellowship to Governor Eli, and paying tribute to the lifetime achievement of Tan Sri Azman Hashim, Fellow Chartered Banker (FCB), both outstanding individuals who have made immense contributions and shown commitment to excellence, which we can all strive to emulate.

    About a month ago, we welcomed our regional partners for the ASEAN meetings. We had the opportunity to engage deeply on the region’s most pressing challenges, namely the uncertainty from the US tariff announcements, the acceleration of digital transformation and the urgency of promoting sustainability practices.

    These challenges underscore the critical need for the financial sector to adapt and evolve in response to an ever-changing landscape. To navigate these complexities, continuous investments in talent are not merely an option but a necessity. By equipping our workforce with the necessary skills and knowledge, we empower them to transform challenges into opportunities and drive our economy forward. The knowledge, devotion and tenacity that have brought all conferees together today are the essential foundations that will propel Malaysia to greater heights.

    Global trade uncertainty, digitalisation and sustainability will shape the financial sector landscape in Malaysia

    Ladies and gentlemen,

    Our banking sector has been no stranger to formidable challenges. Yet, in recent years, we have been faced with transformative forces that could redefine the landscape of banking. Allow me to expand on three pivotal areas which I mentioned earlier: economic uncertainty, digital transformation and sustainability, and their implications on the banking sector workforce.

    As I speak, global trade uncertainty continues to persist, arising from a growing push for greater protectionism and a shift away from globalised supply chains. As a small open economy, the escalation in trade tensions and global policy uncertainties will affect Malaysia. However, we are facing this from a position of strength. Our economy will continue to grow, anchored by continued household spending and steady expansion in investment activities. Externally, resilient underlying demand for E&E goods and a sustained momentum of tourism activity can cushion the impact of tariffs on our exports. Malaysia’s diversified product and export markets further underscore our resilience against external shocks.

    These shifts in economic outlook remind us that the global landscape is ever-changing, underscoring the need for resilience and adaptability in the face of these headwinds.

    On this, the banking sector plays a critical role in allocating capital efficiently to support economic growth and transformation. We have demonstrated robust expertise in traditional areas such as retail segments (mortgages and personal finance), as well as other mature corporate industries. However, as the financial landscape evolves, new opportunities are emerging that remain underexplored, offering potential for growth and innovation. Financing of trading activities such as shipping, aviation or aerospace, investments in data centres, and other high-growth industries, represent untapped avenues that could contribute meaningfully to our economic development. By broadening their focus and addressing these gaps, the banking sector can better position businesses to compete effectively on a global stage.

    In the wake of global trade uncertainties, the banking sector’s role in supporting domestic businesses becomes more pronounced. Banks must collaborate with industry players to identify new opportunities, leveraging on both financial expertise and industry insights. A workforce adept at risk management, market analysis and client advisory enables banks to offer innovative financial solutions to help businesses stay ahead.

    The next transformative force is the increasing pace of technological breakthroughs, a trend underpinned by the proliferation of artificial intelligence (AI), data and automation. The Malaysian banking sector has increasingly leveraged AI and automation for risk management, fraud detection and complex analysis to enhance operational efficiency and strengthen security. The use of AI-powered chatbots and virtual assistants has also allowed customers to benefit from enhanced and personalised customer experiences, often without the need to visit a bank branch.

    While technology has clear benefits for the financial sector, it needs to be adopted responsibly, balancing efficiency with risk management. Senior leaders in the banking sector have themselves expressed increasing concerns about new vulnerabilities introduced from AI adoption, such as cybersecurity, legal uncertainty related to operations, difficulties in controlling outcome accuracy and prejudice from model bias.1 The banking sector’s shift to leverage technology, in particular AI, to remain competitive must be underpinned by strong governance frameworks, stringent data privacy protections and the highest ethical standards across the workforce. To ensure responsible adoption of AI, banks need to develop an understanding of both the opportunities and risks associated with AI, and invest in training programmes to enhance AI awareness, create an organisation-wide culture of responsible AI adoption and help employees recognise potential risks.

    Let’s now turn to the third critical area: sustainable finance and environmental, social and governance considerations. This year’s ASEAN Chairmanship theme on sustainability underscores the region’s commitment to equitable growth and environmental stewardship.

    At our meeting in Milan earlier this month, the ASEAN+3 finance ministers and central bank governors reaffirmed our commitment to collaborate on transition finance, disaster risk financing, and climate resilience. The meeting also recognised the need to channel greater capital flows into green and sustainable projects, including large-scale regional initiatives such as the ASEAN Power Grid (APG) being pursued as part of our chairing of ASEAN this year. A report by AMRO highlighted that Southeast Asia will require over USD200 billion annually in climate-related investments to achieve its net-zero targets.

    As we delve into this important area, it is evident that these are not just environmental imperatives, but instead, a strategic priority area across the region. Therefore, the banking sector must integrate ESG factors into their core operations and decision-making. Banks play a pivotal role in channelling financial solutions and capital towards projects that are not only economically viable, but also environmentally and socially responsible. For example, the increasing importance of blended finance as a key lever in scaling up climate-aligned and impact-driven investment will require bankers to build skills that go beyond standard credit risk assessment. This shift requires a banking sector workforce which is well-equipped with the right knowledge and expertise to be able to not only reduce credit risk for lenders, but also contribute meaningfully to advancing sustainability priorities and meeting ambitious climate goals. 

    Significant efforts have been undertaken by talent affiliates, while more can be done by the industry to collectively upskill the workforce

    Ladies and gentlemen,

    Malaysia has invested significantly in developing talent in our financial sector. Over the years, we have developed a comprehensive ecosystem of talent affiliates providing training, certification and future-looking guidance on the skills needed by the financial sector. On this, I would like to take a moment to applaud the Asian Institute of Chartered Bankers (AICB), Islamic Banking and Finance Institute Malaysia (IBFIM) and Asian Institute of Insurance (AII) for their commitment in driving the development and encouraging the implementation of the Financial Sector Future Skills Framework (FSF) since its launch in July 2024. I also wish to highlight the important role played by financial institutions to further complement these efforts through their respective learning and development academies.

    While the financial services industry benefits from a good talent development ecosystem, more collective actions are needed to future-proof the workforce. In an era of rapid transformation, the question remains: Is the industry investing enough in talent to meet evolving business needs and remain competitive?

Additionally, training should also focus towards building capacity to address regional financing demands, particularly in infrastructure financing and blended financing, to support the long-term economic growth of the region. By equipping banking professionals with advanced capabilities and specialised expertise, the financial sector can proactively respond to emerging opportunities, ensuring its readiness to meet evolving economic challenges and contribute to Malaysia’s regional competitiveness.

    BEIJING, June 4 (Xinhua) — According to the latest statistics, the number of Russian citizens who visited Beijing in April 2025 was 50,160 people, more than four times higher than the pre-pandemic figure for the same month in 2019 (11,287 people). Russia is the leader among all European countries in terms of the growth rate of this indicator.

    According to data from the Beijing Municipal Administration of Culture and Tourism, the Chinese capital received 454,920 foreign tourists in April, up 23.5 percent from the same month in 2019.

    A similar situation occurred in another megacity, Shanghai, which, together with Beijing, is considered a barometer for assessing China’s inbound tourism. There, 670.9 thousand inbound tourist trips were recorded in April, which is 40.5 percent more than in the same month in 2024, and in 2019 the figure was 640.8 thousand.

    As a reminder, thanks to China’s continued expansion of visa-free access and other measures to ease inbound travel for foreigners, the country saw 64.88 million border crossings by foreign nationals in 2024, an increase of 82.9 percent from the previous year, with over 20 million inbound trips made under the visa-free regime. -0-

    BEIJING, June 4 (Xinhua) — China’s tourism sector saw robust growth during the traditional Duanwu (Dragon Boat Festival) holiday, which ran from May 31 to June 2 this year, with domestic trips up 5.7 percent year on year to 119 million, data released by the Ministry of Culture and Tourism showed Tuesday.

    During the period, tourism revenue reached 42.73 billion yuan (about 5.95 billion US dollars), up 5.9 percent from the previous year.

    Duanwu is celebrated on the 5th day of the 5th month of the lunar calendar, believed to commemorate the poet Qu Yuan. The day is marked by boat races with dragon-headed bows and zongzi (a traditional glutinous rice dish wrapped in bamboo or reed leaves) eaten.

    This year’s Duanwu Festival coincided with International Children’s Day, with museums, art galleries and cultural centres across the country attracting large numbers of visitors. -0-
