  • MIL-OSI Russia: Rosneft Contributes to the Preservation of Biodiversity

    May 22 marks the International Day for Biological Diversity, which helps draw attention to the need to preserve the richness of flora and fauna.

    Preservation of biodiversity is one of Rosneft’s key objectives in the regions where it operates. The company and its subsidiaries also implement numerous grant programs to support scientific and applied projects aimed at studying and protecting rare species of animals and plants.

    Earlier this year, the East Siberian Oil and Gas Company supported a grant project to assess the populations of rare predators in Evenkia. As part of the project, employees of the Tunguska State Nature Reserve will study how the current state of the Evenk taiga affects the populations of bears, wolves, sables, and lynxes of a species that has not previously been seen in the region. Based on the research results, a set of recommendations will be developed for organizing rational nature management in the region. Earlier, with the support of Vostsibneftegaz, the Siberian Federal University published the Red Book of Evenkia. The publication contains brief information about the appearance, habitats, lifestyle, and numbers of 45 rare and small animals in the region.

    Oilmen of RN-Vankor supported projects on the creation of a teaching aid on the key species-bioindicator of Arctic ecosystems – the wild reindeer of Taimyr, the study of the current state of the musk ox population on the peninsula, as well as the study of the state and well-being of the populations of the main commercial fish of the Taimyr reservoirs. Research of commercial fish populations is extremely important, first of all, for the indigenous peoples of the North, for whom fishing is an integral part of their traditional way of life.

    With the support of the Samara group of Rosneft enterprises – Samaraneftegaz, Kuibyshev, Novokuibyshevsk and Syzran Oil Refineries, Novokuibyshevsk Petrochemical Company, Novokuibyshevsk Oil and Additives Plant in the Samarskaya Luka National Park, ornithologists are implementing a project aimed at preserving the white-tailed eagle. This is the largest and rarest bird in the Volga region, the species is listed in the Red Book of Russia and the International Red Book. Monitoring of nesting sites has been organized on the territory of the national park, which has made it possible to identify areas with a special nature conservation regime and take measures to control the tourist flow.

    Tyumenneftegaz supports projects aimed at preserving the ecosystem of Lake Solenoye. For three years, scientists from Tyumen State University conducted comprehensive ecological and biological research. As a result, more than 450 species of animals and plants were discovered, some of which are rare and protected. Oil workers also improved the coastal area, laid eco-trails, and installed containers for household waste.

    With the support of RN-Uvatneftegaz, scientists from the Tobolsk Scientific Station of the Ural Branch of the Russian Academy of Sciences are studying the population of forest reindeer in the Tyumen Region. In 2022-2024, large-scale monitoring was carried out, camera traps were installed, which confirmed the presence of the endangered animal in the region. A set of measures has been developed to preserve the habitat and create conditions for the preservation and subsequent growth of the population.

    Earlier, with the support of the enterprise, the Scientific and Analytical Center for Rational Use of Subsoil named after V.I. Shpilman monitored the condition of 390 large lakes in the region, and scientists from the Tyumen Scientific Center of the Siberian Branch of the Russian Academy of Sciences developed an electronic database of rare plants in the Uvatsky District, which included data on more than 50 species. In addition, during the summer, scientists will conduct research on river water samples and fish, which are the food source for birds.     During the implementation of the Sakhalin-1 project, annual monitoring of the Okhotsk population of gray whales on the north-eastern shelf of Sakhalin Island is carried out. Since 1997, the program has included census and photography of whales, acoustic monitoring, observation of the behavior of mammals, and study of their food supply. All research is carried out jointly with the country’s leading scientific organizations.

  • MIL-OSI Russia: NSU and NSTU students create a universal translator for business and tourists

    NSU and NSTU students Kirill Voinov and Nikita Bychkov are developing a new application for instant simultaneous translation of spoken speech from Russian into foreign languages and vice versa. The product is intended for both tourists and businesses, and will allow communication with foreigners without a language barrier: the user will hear the translation in headphones, and his words will be voiced in another language through the smartphone speaker.

    The neural network will know Russian, Chinese and English and specialize in translation accuracy and ease of use. To do this, the product will have a complex of neural networks that translate speech and recognize accents, filter noise and synthesize a voice that is 60% similar to the original, and in a conversation of more than two people, the program will voice their words in different voices so that the user understands who is speaking.

    The second developer on the team and project partner, Nikita Bychkov, represents the Faculty of Automation and Computer Engineering at NSTU.

    The developers will launch two versions of the product:

    — for travelers and everyday communication — a translator app for Android;

    — for companies — a complex program with a focus on business translation, taking into account terms and context.

    Kirill notes that the application uses new technologies for Russia – a morpheme tokenizer – a special translator from human to neural network language, which will allow to understand Russian better than Western neural networks. For a month now, the team has been developing the main neural network translator, then will train neural network assistants, and then launch the application by the end of September – beginning of October 2025. A commercial product for business will appear in early 2026. Before the official release, the project will undergo a series of free pilot tests with corporate partners.

    The developers also emphasize that in Russia, only Yandex is developing such technologies. In other countries, such functions are only being implemented and so far work in the subtitle format or are limited to individual devices, as in the future, the Apple application.

    Kirill spoke about the development prospects of the project:

    — We want to determine where our product is needed: either in the app market, then we will focus on expanding the number of languages and adding colloquial expressions and slang, or our translator will be of interest to exporters, then we will expand the dictionary through specialized terminology packages. Most likely, we will start with the oil and gas industry.

  • MIL-OSI Australia: Green light for Bendigo Art Gallery redevelopment to start in early 2026

    The Bendigo Art Gallery redevelopment, the largest-ever construction project to be led by the City of Greater Bendigo, will proceed.

    A flythrough video released today highlights stage one of the redevelopment and how it will transform the Gallery and deliver on the original scope of the project, which includes a second floor blockbuster exhibition space, an innovative learning centre, theatrette and Traditional Owner Place of Keeping for Dja Dja Wurrung cultural materials.

    The City is seeking to deliver stage one for $45M and will call for expressions of interest in June for a head contractor for the project.

    The Gallery is expected to remain open until November this year while the procurement process takes place. Construction is expected to start in early 2026 and take approximately two years to complete, with the aim of re-opening in early 2028.

    To complete the project in its entirety, the City and Gallery will continue to seek $15M from the Federal Government to deliver stage two. An application for $15M still sits with the Regional Precincts and Partnerships Program, as the process was not completed before the Federal election.

    Stage two includes a dedicated gallery for Australian art (an additional 400m² of gallery space that was not part of the original project scope) and an elevated hospitality offering, featuring an improved café/restaurant incorporated into a redesigned sculpture annex and second floor function facility and terrace.

    To deliver stages one and two during the planned construction period, Federal funding would need to be confirmed by the end of this year. Although any additional funding secured would always be accommodated.

    The total project cost remains $54M. All funds raised to date have been put towards construction, however if Federal funding is secured it would mean some of the already committed funds can be reallocated to future programming for the new gallery spaces.

    City Chief Executive Officer Andrew Cooney said the Gallery redevelopment was an investment in the cultural and economic future of the region.

    “It is exciting to make this announcement today and confirm this city-defining project is going ahead. Over the past several months we have worked to refine the project scope and I am so pleased we can move forward with the budget available and deliver a fantastic outcome, with the option of a second stage should additional funding be secured,” Mr Cooney said.

    “Today’s announcement intends to give certainty to our community, particularly the many businesses that benefit from the tourism generated by the Gallery. The project will cement the Gallery’s reputation as a leading cultural institution in Australia and will trigger increased visitation to our region.

    “This news is also expected to encourage greater private sector investment in our city centre. Business owners can now be confident about the project’s future, factoring this into their current operations or potentially plan for other complementary business ventures.”

    Gallery Director Jessica Bridgfoot said a number of small changes to the design had achieved important savings for the project.

    “This project will meet key objectives and realise our original vision to deliver ‘The People’s Gallery’ – a place that empowers the Bendigo and broader Victorian community through accessibility, education, shared economic benefit and celebrating Traditional Owners. The redevelopment will establish the Gallery as an international, world-class cultural facility for future generations,” Ms Bridgfoot said.

    “Savings were achieved by rearranging some of the features of the redevelopment, reducing back of house areas and locating offsite storage. Other minor structural changes also helped save on material and engineering costs.

    “The project was granted the necessary planning permits from the City and Heritage Victoria in 2024 to proceed, and has been reviewed favourably by the Office of the Victorian Architect.”

    As part of the redevelopment, the Gallery will become a trusted Place of Keeping for Dja Dja Wurrung cultural material and the façade of the building will feature a design by a Dja Dja Wurrung artist.

    Dja Dja Wurrung Group Chief Executive Officer Rodney Carter said he was excited by the opportunities presented by the redevelopment.

    “The Gallery’s commitment to celebrating and preserving Dja Dja Wurrung culture and art is a significant benefit that supports outcomes across the Closing the Gap framework. We look forward to continuing our partnership with the Gallery through a dedicated Place of Keeping, and fully support additional funding for the redevelopment to be fully realised,” Mr Carter said.

    It is widely recognised the Gallery is an important economic driver for Greater Bendigo and both the City and Gallery continue to plan for event attraction that will support tourism and businesses during the closure.

    “In the coming months, the City and Gallery look forward to announcing a family-friendly exhibition that will be staged in partnership with the Discovery Science and Technology Centre from March to November next year, as well as sharing highlights of the 2026 major events and activation calendar,” Ms Bridgfoot said.

    “Gallery staff are also planning now for how they will continue to deliver a public program that allows residents, visitors and students to engage with the arts in other locations while the Gallery is closed.

    “For now, it is business as usual and residents and visitors are encouraged to visit the Frida Kahlo – In her own image exhibition before it closes on Sunday July 13.”

    The construction budget is made up of $21M from the Victorian Government, $9M from the City of Greater Bendigo, $4M from the Gallery Board and $9.35M from philanthropic donations, and is enough for the project to proceed.

  • MIL-OSI Australia: Generous benefactors lead Bendigo Art Gallery philanthropic campaign

    A dedicated philanthropic fundraising campaign has ensured the Bendigo Art Gallery redevelopment can proceed.

    Led by the Sidney Myer Fund and The Ian Potter Foundation, contributing $4M and $3M respectively, together with a number of private donors, the philanthropic campaign has achieved a total of $9.35M to date. The largest private donation of $1.5M has come from arts philanthropist, Dr Mark Nelson, who has connections to the Bendigo region.

    The campaign, driven by the Gallery and a philanthropic fundraising committee chaired by Andrew Myer AM, has generated the largest-ever private investment in the development of civic infrastructure owned and operated by the City of Greater Bendigo.

    Mayor Cr Andrea Metcalf said this incredible financial support reflected the value of the Gallery to Greater Bendigo and to the state of Victoria.

    “Two of Australia’s most respected philanthropic foundations connected to the arts have embraced the opportunity to support our redevelopment, recognising the vital connection of culture and creativity to our community and the local economy,” Cr Metcalf said.

    “In particular, we are delighted to have the support of the Sidney Myer Fund, a name that has had a long connection to Bendigo and also to the Gallery, including the Sidney Myer Work on Paper Gallery added in 2014.

    “We sincerely thank Andrew Myer for chairing the fundraising committee and for his incredible enthusiasm for this project and the legacy it will leave.

    Tbilisi, May 22 /Xinhua/ — At the present stage, relations between Tbilisi and Beijing are systematically developing both in the political and economic planes, which naturally leads to the deepening of bilateral strategic cooperation, Elbrus Mamedov, director of the Georgian “Center for Expert Analysis – the Great Silk Road”, said in an exclusive interview with Xinhua the other day.

    In his opinion, the signing of a joint statement on the establishment of strategic partnership relations between Georgia and China in 2023 was an example of sustainable growth of trust and cooperation.

    Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev invited Deputy Chairman of the State Council of the People’s Republic of China Zhang Guoqing and Chinese colleagues to visit the Kuril Island of Shumshu in September and take part in the festive events to mark the 80th anniversary of the Victory over militaristic Japan.

    “On the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin, we are creating a memorial complex on Shumshu Island dedicated to the Kuril landing operation. Shumshu is one of the islands of the Kuril chain. In fact, World War II ended on this island. The Kwantung army was routed. Our soldiers routed superior enemy forces, demonstrated mass heroism, landed in the water with full equipment and attacked tanks for a long time up to the heights where the firing points were located.     On the instructions of Deputy Prime Minister – Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev, in mid-May the working group visited the Kuril Island of Shumshu to monitor the implementation of the instructions of the President of Russia on holding events dedicated to the 80th anniversary of the Victory over militarist Japan and the end of World War II. The working group included representatives of the Presidential Administration, the Plenipotentiary Representative of the Far East, the Ministry for the Development of the Russian Far East, and the Ministry of Culture of Russia. The delegation assessed the readiness of the sites to organize a summer expedition, as well as to create an open-air memorial.

    The first stage of the military-historical memorial complex is dedicated to the 80th anniversary of the Great Victory and the victory over militarist Japan. The complex, dedicated to the Kuril landing operation, is being created on the instructions of Russian President Vladimir Putin. The work is being carried out under the supervision of Deputy Prime Minister and Plenipotentiary Representative Yuri Trutnev. The working group for the implementation of the instructions of the head of state is headed by Sakhalin Region Governor Valery Limarenko and Head of the Presidential Directorate for Public Projects Sergei Novikov.

    “The team of the Center for Contemporary History, together with the Russian Military Historical Society, is preparing for the work that will take place this summer on the restoration and preservation of the military equipment present on Shumshu. We believe it is fundamentally important to preserve the tanks in the form in which they are now. We are talking about preserving the current position of the tanks. We will be as careful as possible about how they look now. In addition, we have engineering tasks that concern topographic work, aerial photography of the island, and historical study of materials. We plan to make an interactive map of the island by August based on the materials that will be found in archives and historical sources and obtained here as a result of field work,” said Ivan Anokhin, director of the Center for Contemporary History and geodetic engineer.

    The events on Shumshu will take place during the summer of 2025 and will be dedicated to the Kuril landing operation. A search expedition, a solemn funeral ceremony for the burial of the remains of Soviet soldiers discovered during the search operations, an all-Russian physical culture event “Extreme cross-triathlon “Height 171” (swimming, cycling and running), hiking trips for the youth movement “More than a Journey”, a reconstruction of “Storming Shumshu Island”, as well as a concert program, including in Yuzhno-Sakhalinsk, are planned.

    The key events of the opening of the memorial complex and the funeral ceremony of the soldiers’ remains will take place on August 18. A military-historical reconstruction will also take place then. About 150 people from two dozen regions of Russia and friendly countries will take part in it.

    “The Russian Military Historical Society received a task from the Ministry of Culture of the Russian Federation, within the framework of the Presidential Decree on the creation of a memorial complex here, to carry out work on organizing all events related to the Ministry of Culture in 2025, and to formulate a concept for the development of the island up to 2030. Several strategic issues related to the objects that we will restore this year need to be resolved. The Nevsky Batalist company is making an entrance area that will symbolize the Kuril landing operation itself. We are currently looking for a place where this structure could be installed. Our task is to improve all cultural heritage sites that are located on the island today. These are graves, a mass grave, a grave of two Heroes of the Soviet Union, and a pillbox.     During the working visit, an inspection of the sites of the military-historical memorial complex dedicated to perpetuating the memory of the soldiers of the Kuril landing operation was conducted, as well as the placement of a thematic installation and captured tanks in the open air. The placement of a modular structure for the display of artifacts found during the search operations and the burial of the remains of Red Army and Navy soldiers found during the search operations were discussed. The readiness of the sites for organizing the placement of summer camps for the participants of the search expedition, museum workers, employees of the Ministry of Emergency Situations, doctors, and youth tourist groups was assessed. The issues of creating a road and path network between the island’s sites and cultural and educational routes were considered.

    The transport scheme for delivering cargo and equipment to Shumshu was developed by the Sakhalin Region government together with the Kamchatka Region government and the Russian Ministry of Defense. It provides for the delivery of property to Severo-Kurilsk by sea vessels. Rolling barges will be used for further transportation of cargo to Shumshu, where there are no hydraulic structures. A total of 30 units of equipment have been delivered to the island since the end of March.

  • MIL-OSI USA: Zinke Strips Public Lands Sales out of House Budget Reconciliation Fully endorses “One Big Beautiful Bill Act

    (WASHINGTON, D.C.) Today, after unrelenting effort from Congressman Ryan Zinke (MT-01), a provision selling more than 450,000 acres of public land has been stripped from the “One Big Beautiful Bill Act” also known as the House budget reconciliation. The provision passed out of the House Natural Resources Committee on May 6th, and after continual negotiations led by Zinke, was removed by the Rules Committee this afternoon. The Rules Committee is the last step before the bill goes to the House floor for a vote. The change was supported by Representatives Tory Downing (MT-02), Mike Simpson (ID-02) and hundreds of other members on both sides of the aisle.

    Congressman Zinke has been clear on his opposition to selling public lands, especially by lowering the threshold for scrutiny by including it as part of the reconciliation process:

    “This was my San Juan Hill; I do not support the widespread sale or transfer of public lands. Once the land is sold, we will never get it back. God isn’t creating more land,” said Zinke. “Public access, sportsmanship, grazing, tourism… our entire Montanan way of life is connected to our public lands. I don’t yield to pressure; I only yield to higher principle. There is a process to making sure that our lands are being used for the best benefit of the people.”

    Zinke continued: “I’d like to thank Speaker Johnson for his leadership and listening to the concerns of the people of Montana and all Americans who love our public lands. I appreciate him working with me to get this done. I look forward to voting for the ‘One Big Beautiful Bill’ which delivers historic tax cuts for every American, makes Medicaid and SNAP stronger for American Citizens while removing illegal aliens from the rolls, and provides needed regulatory relief to get our economy back on track.”

  • MIL-OSI China: China, Russia to deepen subnational cooperation

    MOSCOW, May 22 — China and Russia have pledged closer exchanges and cooperation in various fields at the subnational level through two major mechanisms with fresh impetus.

    On Tuesday, Chinese Vice Premier Zhang Guoqing, also a member of the Political Bureau of the Communist Party of China Central Committee, attended a chairpersons’ meeting in Moscow of the China-Russia Intergovernmental Commission on Cooperation and Development of Northeast China and the Far East and Baikal Region of Russia, together with Russian Deputy Prime Minister and Presidential Envoy to the Far Eastern Federal District Yury Trutnev.

    On Wednesday in Kazan, Zhang attended the fifth meeting of the council of cooperation between the upper and middle reaches of the Yangtze River and the Volga Federal District, together with Igor Komarov, the Russian presidential envoy to the Volga Federal District.

    During the meetings, Zhang said the Chinese side is willing to work with the Russian side to build on the robust momentum and progress made in the cooperation within the Northeast-Far East and Yangtze-Volga frameworks under the strategic guidance of Chinese and Russian leaders.

    He called for joint efforts to fully implement the important consensus reached between the heads of state of the two countries, enhance cooperation mechanisms, strengthen cooperation in trade, investment, transportation and agriculture, and foster partnership in cross-border e-commerce, digital economy and green development.

    Zhang stressed the need to further boost cultural, educational and tourism exchanges to inject fresh vitality into subnational cooperation.

    During the meetings, the Russian side commended the achievements made in the subnational cooperation with the Chinese side, and pledged stronger commitment to expanding exchanges and cooperation and pushing the Far East-Northeast and Volga-Yangtze cooperation to yield more fruitful outcomes, so as to make greater contribution to the development of Russia-China relations.

    While in Kazan, Zhang also held talks with Russian Deputy Prime Minister Marat Khusnullin, attended the China-Russia Yangtze-Volga university alliance forum and visited the Kazan IT Park.

  • MIL-OSI China: China extends visa-free access to Latin America, impact beyond tourism

    “Starting June this year, Chileans can visit China visa-free! I eagerly await my family’s visit soon,” Carolina Araya, a Chilean national, shared what she called “great news” on her WeChat Moments. Many of her friends gave her likes.

    Currently a Spanish language instructor at Anhui International Studies University in east China, Araya reminisced about a visit by her parents almost six years ago. “I really hope they can make it later this year,” she said.

    Moreover, it’s not just Chileans who will benefit. Effective June 1, 2025, China will expand its visa-free access to also include citizens of Brazil, Argentina, Peru and Uruguay, with a trial period lasting until May 31, 2026.

    Holders of ordinary passports from these five Latin American nations may enjoy visa-free entry to China for various reasons — including business trips, tourism, family visits, cultural exchanges or simply transit — for no more than 30 days, said a spokesperson of the Chinese foreign ministry at a recent news briefing.

    Introduced at the fourth ministerial meeting of the China-CELAC (the Community of Latin American and Caribbean States) Forum in Beijing earlier this month, this policy aligns with China’s broader initiative to extend visa exemptions and foster friendly exchanges with more Latin American and Caribbean countries.

    Potential travel rush

    Filipe Porto, a Brazilian academic who has spent over a year in China, said the country will probably become the first overseas travel choice for his 52-year-old mother.

    “My mother has never traveled abroad,” said Porto, who is a researcher in international relations with the Federal University of ABC, Brazil. He is also eagerly awaiting the arrival of his Brazilian friends, who, according to Porto, used to find the visa application process a hassle.

    Situated on opposite sides of the globe, travel between Latin America and China once presented significant challenges, stemming not only from visa complexities but also vast distances. Nowadays, however, increased air connectivity coupled with relaxed visa restrictions have brought these distant lands much closer.

    In 2024, a direct flight was launched connecting Mexico City and south China’s Shenzhen. Covering more than 14,000 kilometers, it is the longest direct international passenger route from China.

    Other routes, such as Beijing-Madrid-Sao Paulo, Beijing-Madrid-Havana and Beijing-Tijuana-Mexico City, have also strengthened links between China and Latin America and the Caribbean (LAC).

    Data from online travel platforms shows huge potential for inbound tourism from the five Latin American countries that will soon enjoy visa-free status. This year, Ctrip, a leading Chinese online travel platform, reported 168 percent year-on-year growth in inbound tourism orders from Argentina, while orders from both Brazil and Chile saw a growth of over 80 percent.

    Ctrip Vice President Qin Jing said China’s visa-free policy trial with countries like Brazil will not only spark an increased flow of cross-border tourism but also serve as an innovative step in promoting deeper cultural dialogue and shared values between China and the five Latin American nations. “We can expect the inbound tourism market to usher in a new, dynamic and reciprocal pattern in the near future,” she said.

    Federico Carabajal, a 32-year-old Argentinian winemaker, has spent more than a year working at the Stone and Moon Winery in the Ningxia Hui Autonomous Region in northwest China. During this time, he has explored a number of Chinese cities, including Beijing, Shanghai, southwest China’s Chengdu and Chongqing, and Xi’an in the northwest.

    “China is further opening up to the world. The country is trying to showcase its rich culture, history, cuisine, technologies and smart cities to the world,” Carabajal said. “Besides, traveling in China is very safe. It’s also much cheaper than in many other countries.”

    Impact beyond tourism

    Tiva Bezerra, head of human resources at Suzano Asia, a major Brazilian pulp producer, believes the visa exemption could significantly improve how the company operates its local projects.

    “We envision it enabling more spontaneous technical exchanges, smoother executive visits — and potentially making China assignments more attractive to Latin American professionals,” Bezerra said.

    Gabriel Martin, a Uruguayan entrepreneur who owns two steakhouses while also managing a beef import venture in China, hailed the move as a potential boost for his business, because it means more clients.

    “China is one of the best countries in terms of business services,” Martin noted. “The Chinese people are warm and welcoming. Furthermore, it’s astonishing how well organized the country is, considering its vast expanse and dense population.”

    China’s continued expansion of its visa-free policy and efforts to facilitate entries send a clear signal of the country’s commitment to high-standard opening up, according to Yu Haibo, an associate professor specializing in tourism management in Tianjin-based Nankai University.

    Yu added that these measures demonstrate China’s resolve and efforts to promote a more dynamic, inclusive and resilient form of economic globalization.

    Over the years, China has consistently contributed to promoting cooperation and exchanges with LAC countries, with the past decade witnessing remarkable progress since the inaugural China-CELAC Forum.

    In the course of the last ten years, trade between China and LAC nations has doubled — amounting to an impressive 518.4 billion U.S. dollars in 2024.

    Chinese products, including its signature electric vehicles, are exported extensively to LAC countries, while goods originating from the region also enjoy popularity in China. Notably, Chilean cherries and beef from Argentina have made their way into the regular diet of Chinese households.

    Sun Yanfeng, a researcher at the Institute of Latin American Studies, under the China Institutes of Contemporary International Relations, said that Latin American countries hope to expand exports in their economic and trade relations with China. The visa-free policy will significantly ease the process for Latin American entrepreneurs, particularly those from small and medium-sized enterprises, to visit China.

    In addition to the visa-free policy, the recent China-CELAC Forum ministerial meeting also announced a set of other initiatives — such as supporting 300 impactful small-scale livelihood projects, enhancing vocational education cooperation, promoting Chinese language education and facilitating tourism dialogue.

    To Araya, the visa exemption will significantly benefit foreigners studying Chinese and Chinese students learning Spanish or Portuguese, two languages widely used in Latin America. “We may be at the other side of the world, but now we can get closer,” she said.

    “The Government’s economic plan is working. By stopping wasteful spending, inflation is down from 7.3 per cent to 2.5 per cent and mortgage interest rates are falling.
    “Treasury’s latest forecasts show economic growth averaging 2.7 per cent per year, 240,000 new jobs created, and wages growing faster than inflation every year. This is on top of the real average wage growing nearly $1100 since the election, and tax relief in Budget 2024.
    “But we cannot take an economic recovery for granted. It requires careful management. That’s why Budget 2025 is firmly focused on growing the economy to help Kiwis get ahead.
    “Investment Boost will allow hard working tradies, farmers, and small business owners to immediately deduct 20 per cent of the cost of new machinery, tools and equipment from their taxable income – encouraging investment in assets that increase productivity and help lift wages.
    “Other growth initiatives include lifting KiwiSaver balances with higher employer and employee contributions, investment in new infrastructure such as roads, schools and hospitals, growing tourism, attracting foreign investment, and new support for start-up tech businesses.
    “Targeted support for Kiwis dealing with the cost of living is another focus, including increasing Working for Families for 142,000 families, rates rebates for up to 66,000 SuperGold Card holders, and extending prescriptions to 12 months, meaning less time and money spent visiting the doctor.
    “The Budget also sees significant investment in frontline services, including more support for children with additional learning needs, more maths teachers, $1 billion for hospital upgrades, increased access to urgent medical care, and more support for Police.

  • MIL-OSI China: Russia-China Forum concludes in Khabarovsk with 34 cooperation agreements

    The two-day Russia-China Forum concluded on Tuesday, seeing the signing of 34 cooperation agreements worth over 100 billion rubles (about 1.24 billion U.S. dollars), spanning economy, tourism, culture and ecology.

    The forum focused on strengthening economic partnerships, fostering cross-border dialogue, and advancing joint innovation and cultural ties. A key topic was the joint development of Bolshoy Ussuriysky Island (known as Heixiazi Island in China).

    Governor of Khabarovsk Territory Dmitry Demeshin emphasized the importance of enriching the island with economic projects while preserving its natural environment and cultural heritage.

    A major focus was the establishment of a year-round cargo and passenger checkpoint on the island, which is expected to boost passenger traffic to 1.5 million annually and cargo flow to 1.3 million tons.

    A key highlight of the forum was the plenary session titled “Russia and China: Uniting Efforts for Shared Prosperity,” where representatives from both nations’ governments and businesses discussed economic partnerships, border region development, investments, trade, industrial cooperation and cultural ties.

    Cross-border economic cooperation has brought tangible success to businesses in Khabarovsk. Roman Degtyarev, manager of the Khabarovsk Baltika Breweries, said at the Russia-China Forum that his company has focused on developing the Chinese market. Over the past 14 years, the export volume of Baltika beer from Khabarovsk to China has increased 15-fold.

    Thanks to close cooperation with Chinese suppliers, the Khabarovsk-based company BEEZONE uses Chinese parts to assemble bulldozers for the Russian and Belarusian markets. Today, BEEZONE has developed into the fourth-largest heavy-duty bulldozer manufacturer in Russia, according to Maxim Shubin, head of the company.

    The Russia-China Forum included over 30 thematic sessions and cultural events, drawing more than 3,000 participants from governments, businesses and creative industries from both countries.

    Washington, D.C. — Today, at a Senate Appropriations Interior, Environment, and Related Agencies Subcommittee hearing on the fiscal year 2026 budget request for the Department of Interior (DOI), U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, slammed Secretary Doug Burgum’s efforts to fire staff across the Department, sell off our public lands and abandon the National Park Service’s conservation mission, and betray the United States’ obligation to Tribes with devastating proposed funding cuts. Also today, Senator Murray released a new report on how President Trump’s attacks on the National Park Service are hurting communities in Washington state.
    In opening comments, Vice Chair Murray said:
    “Washington state is home to a number of pristine public lands—people travel from all over the world to experience my state, and Oregon.
    “Secretary Burgum, our public lands are not for sale. Protecting our wilderness, living up to our tribal obligations, keeping our communities safe—it’s just not negotiable. It’s actually a core reason your Department does exist—and these have been places with strong, bipartisan support.
    “So, I’m really concerned that one of the first things you did was make deep, painful cuts at our national parks, and start talking about our public lands kind of like they are a piggy bank.
    “I do not want to tell future generations: ‘See that that river of sludge—it used to be clear, it used to have salmon. See that charred mountainside—it used to be a forest with campgrounds and trails. See that smokestack? That used to be a National Park.’
    “I worry because it feels to me like your vision could lead to that with your budget cuts, and mass firings, and reorganization.
    “And I’m deeply concerned about the proposed cuts to programs and funding that our Tribes rely on, the mass firing of park rangers—they’re the people who help visitors, they clear trails, they clean the bathrooms, and they respond to emergencies.
    “As I watch this and hear from folks, and see what’s happening, on top of gutting bedrock environmental protections, I just don’t see how your Department can execute the law without staff in place.”
    [HURRICANE RIDGE REBUILD]
    Senator Murray began by her questioning by discussing the rebuild of Hurricane Ridge Day Lodge in Washington State: “I wanted to start by touching briefly on Hurricane Ridge, a place that as you know is very special to people in my home state of Washington and visitors who come from all over the world. I know that you visited Olympic National Park last week—and you saw how scenic it is, and a hint of how brutal the weather can be. It’s called Hurricane Ridge for a reason. The Hurricane Ridge Day Lodge burned down in a tragic fire two years ago. Congress delivered the emergency funding necessary to rebuild it last year. In the execution report that you delivered to the Committee in February—the disaster funding spend plan—you included the money for Olympic National Park, which I understand is for Hurricane Ridge. Do you have any updates on the next steps for that project?”
    Secretary Burgum said, “No, but I did have an opportunity with a park superintendent and some of the lead people who actually work at hurricane ridge and thankfully there was not 70 mile-per-hour wind, it was beautiful, sunny, calm, gorgeous. But I got to see the site where the fire had happened and was able to meet with them regarding the plans they have. It looks like a great project.”
    “Good, and can you just keep my staff and me updated on that project as it moves forward, it’s really important to all of us,” Senator Murray replied.
    [SWEEPING STAFF CUTS AT NATIONAL PARKS]
    Senator Murray turned her questioning to the sweeping staffing reductions taking place under Secretary Burgum’s leadership at DOI, “In your short tenure, you have overseen significant staffing reductions—over 10 percent—and reorganization efforts across the Department of the Interior, with I understand more firings to come. The National Park Service has lost 18 percent of its staff. You managed to fire the only plumber at Mount Rainier National Park. There is just nothing efficient about that kind of management. You’ve also decided that what few staff remain at our National Parks will focus solely on visitor services—that really abandons the conservation mission, which no doubt will lead to the degradation of our natural resources and our parks. On May 8th, five former NPS directors—from Republican and Democratic administrations alike—raised really grave concerns about these decisions. They wrote that the National Park Service’s founding statute requires conservation at our parks so they will be ‘unimpaired for the enjoyment of future generations.’ We need trail guides and biologists. We need EMTs and geologists. We need snow plow drivers and historians. Mr. Secretary, do you acknowledge that you have a statutory obligation to conserve our national parks? A simple yes or no here please.”
    Secretary Burgum responded, “Yes.”
    “Well, it just feels to me watching this that you are abandoning that obligation with your staffing cuts. Your job is to carry out the laws that Congress has passed, not as you wish they were written. Let me ask you, how many people do you plan to fire from the National Park Service?” Senator Murray pressed.
    “Let me respond by saying I’m going to repeat myself, that there is an opportunity to have more people working in our parks in all the positions that you described, Senator, and to have less people working for the National Park Service. We just have to accept that this math, that if you have a situation where slightly less than 50% of the people actually work in the park, that everything you said, I can increase the number of people in the park but still decrease the number of people on payroll at the National Park Service because we are eliminating overhead back office, IT, and HR roles,” answered Secretary Burgum in part.
    Senator Murray pushed back, “It’s huge cuts. The people you’re talking about are actually the support staff, and when you cut support staff, that’s not efficient. How does someone drive a snowplow if you don’t have a staffer that makes sure that the government gets the best deal to buy that snowplow? There is many, many detailed people that you are talking about that actually make sure that the spending is efficient, that the people are efficient. We all know how important staff is, you can’t survive without them. Those are the people that you are letting go. We can’t be efficient if they are not there.”
    Secretary Burgum tried to change the subject, “Are you suggesting that the National Park Service today is operating at peak efficiency?”
    “I would suggest that I welcome any suggestions to us about how to be efficient, but just mass across-the-board cuts and firing is really going to not increase efficiency at our parks. And that, I think, we all should be very concerned about,” Senator Murray responded, emphasizing that mass firings are not the answer.
    “But if the goal is for us to have more people working in the parks, you’re comfortable if I could get to a spot where I have more people working—” Secretary Burgum again avoided the question.
    Senator Murray said, “You show me what employees you are leaving behind that don’t support someone that makes sure that they have the equipment that they need that is up to date, it is running. Those kinds of things, you can’t just cut those people and expect people to be out in the national park without somebody who is making sure that their equipment is safe, that their hours are maintained, all the things that it takes to run a place. Our national parks are huge. They take a lot of people to run.”
    Secretary Burgum again dodged, failing to state the number of employees he expects to lose at NPS.
    Senator Murray then followed up to state: “One thing that I’m really concerned about, and everyone should be, is our national wildland firefighting efforts and countless staff who provide the necessary support there. For example, firefighters put their lives at risk. Without the support they need in many different roles, it just gets more dangerous. Those are the kinds of people I’m extremely concerned about, that without thought or really smart moves, that we are going to be putting our parks at risk.”
    [DEVASTATING PROPOSED FUNDING CUTS FOR TRIBES]
    Senator Murray then asked about proposed budget cuts at DOI, such as cuts of $617 million from core programs at the Bureau of Indian Affairs, $107 million from the BIA’s law enforcement office, and $187 million—nearly eliminating—funds to build Tribal schools, “You have a role in fulfilling the Federal Government’s trust and treaty responsibilities to our Tribes. I see numerous cuts across the budget that defunds Tribal police, the Bureau of Indian Affairs. How many Tribes have you personally consulted with on your budget request?”
    “I’ve been meeting with tribes every week since I’ve been here. I’ve got a deep understanding of our challenges and shortage in law enforcement,” replied Secretary Burgum.
    “There’s 574 Tribe—which ones have you consulted or met with?” Senator Murray asked again.  
    Secretary Burgum said, in part: “I’m happy to provide you a list, but I just recently had the Interior Secretary Tribal Advisory Committee, we had 24 representatives from tribes from across the country actually meeting in my office just a couple weeks ago.”
    Senator Murray and Secretary Burgum discussed the funding, and Murray concluded: “I just want to say that my tribes in Washington state are deeply concerned, they’re telling us that these layoffs will eliminate natural resource management, basic social services and they are horrified. So, I hope that in your list you will provide me, that I see some of their names.”

    This report is part of a series detailing the harm President Trump and Elon Musk’s reckless and devastating attacks on the federal workforce are causing on the ground in Washington state. The Trump administration’s mass firings and harmful actions have real consequences for Washington state residents and their communities.
    This report focuses on how the Trump administration’s cuts and planned cuts of National Park staff will reduce access to our public lands, harm Washington’s gateway communities, jeopardize natural resources, and make National Parks less safe for visitors.
    National Park Service is Critical to Ensuring All Americans Can Safely Visit Our Most Iconic Public Lands This Summer and Beyond
    Across the country, National Park Service rangers work hard to keep visitors safe, protect natural resources, and create an inspiring and educational experience for visitors. For over a decade, the National Park Service has had to operate at low staffing levels, despite significant increases in visitation.[1] Yet, under the Trump Administration, the National Park Service has frozen hiring, rescinded seasonal employment offers, pushed employees to resign, and laid off 1,000 permanent employees.[2] The National Park Service has also been ordered to submit a restructuring plan, and the Department of the Interior plans “additional massive layoffs” in the coming months. Without sufficient staff, visitor centers and campgrounds may close, bathrooms will not be properly maintained, emergency response times will drop, and important ranger services from interpretation to providing safety advice will be unavailable.
    Layoffs at the National Park Service Will Reduce Access to Washington’s National Parks.
    The National Park Service has a significant footprint in Washington, home of the iconic Mount Rainier, Olympic, and North Cascades National Parks, along with historically significant sites across the state—like Fort Vancouver, the Manhattan Project National Historical Park, the Bainbridge Island Japanese American Exclusion Memorial, and more. At the Lake Roosevelt National Recreation Area, Sam Peterson was one of the National Park Service staff fired on February 14, after accepting a promotion to become a park ranger just three months prior.
    “Americans aren’t getting what they’ve paid for—they’re not operating under a new budget. The Park Service is supposed to have a park ranger in my position at Lake Roosevelt, so there’s going to be fewer visitors who get important safety messaging, fewer visitors who can have their questions answered, and fewer kids that can go on a field trip led by a ranger. There may be safety impacts during the busy season, if we aren’t able to get out safety messaging as effectively. There’s supposed to be a team of nine interpreters at Lake Roosevelt—now there are only three,” said Peterson.
    In response to court orders, the National Park Service offered many fired employees, including Peterson, their positions back.[3]
    “I want to return to the Park Service someday, but right now, it doesn’t feel stable for either myself or my family, because we just don’t know what the next couple of months—and certainly the next couple of years—will bring. I turned down my job when it was offered back to me, because I was living in government housing at the time of my termination—I was given 60 days to leave. I signed a new lease and started a new job six hours away just before I was offered my job back. Even though it was tempting to accept my job back, I couldn’t do it,” said Peterson.
    Washington state’s outdoor recreation community has a front row seat to the local impacts of cutting staff at the National Park Service. Last year, the Mountaineers—an outdoor recreation group—led 727 trips, activities, and courses in Washington’s National Parks, serving 3,456 students.
    “We got word that the only plumber at Mount Rainier National Park was fired. That’s the kind of thing that you don’t see when you’re visiting the parks. But if a wastewater system goes down then they’re going to have to close bathrooms, that’s a public safety issue. You can’t have people visiting our parks if there are no sanitary facilities,” said Betsy Robblee, Conservation and Advocacy Director for the Mountaineers.
    “We’re also concerned about campgrounds opening up. There’s a lot of staff that are needed to open campgrounds, whether that’s removing hazardous trees from areas near campsites or opening up and testing the water system. If you don’t have staff to do that, that’s going to either delay or maybe prevent many campsites from opening. Hurricane Ridge, in Olympic National Park, lost one of their road crew members as part of the firing of probationary employees. If you don’t have enough road crew members to clear the road up to Hurricane Ridge, that area just can’t open,” said Robblee.
    In addition to the critical work conducted by National Park Service staff, Washington state has a uniquely strong volunteer community. The Washington Trails Association contributes thousands of volunteer hours to critical trail maintenance projects in places like Mount Rainier National Park.
    “We have had a decades-long relationship with Mount Rainier, but it’s built on working with National Park Service staff to plan projects so that we can leverage volunteers and bring them to the Park to help steward those places. The fear is that the public side of that public-private partnership is being eroded. We won’t be able to complete our mission to take care of these places without the Park Service being there as our partner,” said Michael DeCramer, Policy and Planning Manager for the Washington Trails Association.
    DeCramer is keenly aware of how reduced staffing will impact visitor experience.
    “There are just enough people at Mount Rainier National Park in the winter to keep the roads open and if somebody calls out sick, the gate doesn’t open,” said DeCramer, highlighting how vital staff are for providing access to our public lands.
    Following public outcry, the National Park Service proposed expanding their hiring of seasonal workers to meet the needs of increased visitation during the high season.
    “While that’s great in theory, a lot of parks haven’t been allowed to repost seasonal job postings, so they’re having to use the candidate pool from when the job was posted in October or November of last year. That’s now almost six months ago—a lot of the people who applied have already moved on,” said Peterson.
    “Seasonal employees do great work, and they’re absolutely necessary, but you also need stability year-over-year through permanent employees to train those seasonal employees and maintain institutional integrity, especially in the off season. Even though we think of parks as places we go to in the summer, staff are still needed for visitors during the off season and shoulder season. The off season is also when a lot of maintenance and repair work takes place, so that parks are ready for their high season. It’s not efficient to just say, ‘oh, we will fire all of these people and then hire a bunch of part time workers instead,’” said Peterson.
    Reduced Park Access Will Hurt Local Economies in Washington’s Gateway Communities
    In 2023, outdoor recreation contributed $22.5 billion to Washington’s economy and made up 3.2% of the state’s total jobs.[4] This economic impact is particularly important for gateway communities—those located closest to Washington’s National Parks. 
    The American Alpine Institute is a mountain climbing school and guide service with 60 employees and a significant presence in Washington state. Executive Director Jason Martin is also a mountain rescue volunteer, a former president of the Bellingham Mountain Rescue Council, and has worked extensively with the American Mountain Guides Association. After the initial round of layoffs, he reached out to people working in the National Park Service to try to understand how the layoffs may impact outdoor recreation.
    “Throughout the outdoor industry—which I represent in a couple of different ways: as a commercial operator, as a volunteer rescuer, and as an outdoor recreationalist—in many cases, we just don’t know what’s going on right now. We don’t know who to talk to. We don’t know who to ask about things,” said Martin.
    The Mount Rainier Business Alliance is a coalition of local business owners in Ashford, Elbe, Alder, and Mineral, Washington, whose members deeply understand the economic impacts of staffing cuts to the National Park Service.
    “In Ashford, which is the main town right outside of Mount Rainier National Park, everything is closely tied to the National Park—from our economy to our safety. So these cuts, while perhaps just seen as being cuts to the National Park, in some ways are really cuts to our community,” said Nickolas Neville, President of the Mount Rainier Business Alliance.
    For small business owners near Mount Rainier National Park, reductions in staffing at the National Park Service could make it impossible for them to keep their doors open.
    “This whole part of our county relies entirely on the people that decide to make the trip out to Mount Rainier. Making that more difficult, especially with how challenging access to the mountain has been because of lack of staffing—I could see causing businesses to shut down, businesses that are already struggling. I could see it impacting how often we get tourists here renting out properties and short-term rentals. This part of Pierce County is already on life support,” said Cat Larrow, head of the Community Advocacy Committee of the Mount Rainier Business Alliance.
    Layoffs at the National Park Service Will Reduce Emergency Services at Washington’s National Parks
    In addition to maintaining the parks and educating visitors, park rangers ensure that visitors are safe and serve as first responders when emergencies arise. 
    “The Golden West Visitor Center at North Cascades National Park on Lake Chelan has struggled to stay open because they just haven’t had the staff they need to operate. That’s a key entry point for the Steven Mather Wilderness and the southern end of North Cascades National Park. My fear is that there’s just no slack at the Park Service. These folks are already doing everything they can. And you’re still going to have people wanting to visit the parks, but services are going to suffer,” said Michael DeCramer, Policy and Planning Manager for the Washington Trails Association. 
    “If there is a search and rescue operation needed, they might not be able to provide the staff for the level of service that we expect. Things might have to close if there’s a wildfire in the Park. We may not have the staff with the skills needed to respond in the way that we’re used to. And I see a lot of potential risk to the public. Not to be dire, but these cuts will be felt both in terms of loss of services but also decreased safety for the public, because park rangers are first responders,” said DeCramer.
    In addition to search and rescue and wildfire response, park rangers provide valuable safety information to visitors to prevent emergencies from happening in the first place.
    “Even just the rangers who sit at Artist Point handing out information to people about mountain rescues are important. I’ve done dozens and dozens of rescues in that area, mostly people who have broken bones. But if there’s nobody sitting there to warn someone that they’re actually walking into the wilderness. There’s a lot of concern,” said Jason Martin, the Executive Director of the American Alpine Institute, and a mountain rescue volunteer.
    Across Washington’s Parks, decreased staff creates safety concerns for visitors.
    “We are a very outdoor engaged state and people just go up to visit the woods constantly. I love that people are engaged, but the Park Service is putting people at risk on any given day by not having enough staff to maintain these parks,” said David Beard, Director of Policy & Government Affairs for the Children & Nature Network.
    Layoffs at the National Park Service Will Harm Washington’s Natural Resources for Future Generations
    Washington’s National Parks contain some of America’s most precious natural resources and iconic landscapes. When people visit these special places, it often has a lasting impact.
    “We all have memories of a visit to our National Parks. My three kids have more than 50 Junior Ranger badges they have earned over the years. Are there going to be people there to raise their hand and swear in the six-year-old to be a Junior Ranger? All those things are likely going to be in question,” said Tom Uniack, Executive Director for Washington Wild.
    “If people aren’t able to visit our Parks, or they have negative experiences, then we’re losing out on those amazing connections that people have to the natural world that can change their lives. They develop a stewardship ethic. They want to care for these places, and they want to advocate to protect these places. And looking towards future generations, if this continues, future generations may not get to have the same experiences in these places as we are fortunate to have today,” said Betsy Robblee, Conservation and Advocacy Director for the Mountaineers.
    “Washington is a beautiful state. I was born and raised here. My dad was a climber. I really worry that whether it’s the National Park Service or the Forest Service or the Bureau of Land Management, not having the funding and staff to clean bathrooms, keep the gates open, and haul out trash. Garbage piling up can have lasting impacts on wildlife like bears and ravens and mountain lions,” said Jonathan Spitzer, Director of Operations for Alpine Ascents.
    As the summer season approaches, cuts to the National Park Service will be acutely felt across Washington state—from small businesses in gateway communities to the safety and quality of visitor experiences in Olympic, North Cascades, and Mount Rainier National Parks. Washingtonians understand that these iconic public lands belong to the public, and that it takes a strong National Park Service to steward them for visitors today and tomorrow.

  • MIL-OSI Australia: E-scooter trial to be extended for another 12 months

    The share hire e-scooter trial in urban Bendigo will be extended for another 12 months, following a decision at Council last Monday night.

    Mayor Cr Andrea Metcalf said the trial extension was approved after much deliberation.

    “Council carefully considered all of the findings from the community survey, data, and feedback from an external stakeholder group – this includes Victoria Police and Bendigo Health, who have been involved since the trial began last year,” Cr Metcalf said.

    “Much of community feedback centred on issues such as poorly parked e-scooters obstructing footpaths and buildings, and unsafe behaviour from some riders who are not complying with stricter Victorian road rules for e-scooters.

    “The survey also highlighted that regular users, particularly people aged under 34, have benefited from the share hire service. For this group, the trial e-scooters are seen as a convenient and useful transport option, improving connectivity between precincts in urban Bendigo.

    “There were also calls in the feedback to expand the operating area to include Golden Square, Long Gully and White Hills to align with the shared walking/cycling networks in place.

    “The survey and stakeholder collaboration was intentionally designed to focus on areas where the City has the authority to act. While we understand there are broader concerns about e-scooters, the aim was to collect feedback that could directly inform potential improvements or policy decisions within our jurisdiction.

    “Council has very much taken all of this on board which has resulted in the trial being extended for another 12 months. This next phase will incorporate key learnings from the initial trial and provide opportunities for further improvement based on a set of recommendations.

    “New technology to curb illegal footpath riding has been proposed by the Victorian Government for share hire e-scooters, which is something we welcome, together with tougher e-scooter Victorian Road Rules and penalties that are enforced by Victoria Police.

    “Improved parameters during the extended trial will allow for a more accurate assessment of whether or not share hire e-scooters can serve as a viable alternative transport option to meet the needs of community members and tourists.”

    Beam Mobility (Beam), which has operated the trial for the past 12 months, will have its contract extended temporarily until the procurement process for a commercial operator is finalised.

    The trial has been operating a small trial area in urban Bendigo to provide better links between precincts and encourage a shift away from cars for shorter trips.

    The share hire e-scooters are only available for hire between 5am and 11pm, 7 days a week. The maximum speed limit is set at 20km/h, and 15km/h in some busy areas, and e-scooters are only allowed to ride on roads, bicycle lanes, and shared cycle paths in line with Victorian road rules. It is illegal to ride e-scooters on footpaths and significant penalties apply. The Victorian Police enforce fines.

    BEIJING, May 21 — China’s visa-exemption policies have boosted inbound travel. Since the start of this year, “China Travel” has kept trending. On Wednesday, the Consular Department of the Ministry of Foreign Affairs of China released a list of frequently asked questions about these policies.

    Q: Who does the visa waiver apply to?

    A: Nationals of 43 countries including Brunei, France, Germany, Italy, Spain, Holland, Malaysia, Switzerland, Ireland, Hungary, Austria, Belgium, Luxembourg, New Zealand, Australia, Poland, Portugal, Greece, Cyprus, Slovenia, Slovakia, Norway, Finland, Denmark, Iceland, Andorra, Monaco, Liechtenstein, the Republic of Korea, Bulgaria, Romania, Croatia, Montenegro, North Macedonia, Malta, Estonia, Latvia, Japan, Brazil, Argentina, Chile, Peru and Uruguay (Brazil, Argentina, Chile, Peru and Uruguay take effect from June 1, 2025) holding valid ordinary passports can be exempted from visa requirement if entering China for the purpose of business, tourism, family or friend visits, exchange and transit. They can stay in China for no more than 30 days without a visa.

    Q: Do foreign nationals eligible for a visa waiver need to make declarations to Chinese embassies and consulates in advance?

    A: Foreign nationals eligible for a visa waiver do not need to declare in advance to Chinese embassies and consulates before entering China without a visa.

    Q: Will the purpose of the intended stay in China be examined by Chinese border inspection authorities when entering China? How will it be done? Are other documents needed for entering China in addition to a passport?

    A: Foreign nationals traveling for purposes of business, tourism, family or friend visits, exchange and transit that meet the visa waiver requirements, can be allowed to enter China without a visa upon examination and approval in accordance with the law by border inspection authorities. Entry into China shall be denied by border inspection authorities in accordance with the law to foreign nationals who travel for purposes that do not meet the visa waiver requirements or who are not allowed to enter China in accordance with laws and regulations. It is recommended to take documents such as invitation letters, air tickets and reservations of accommodation as proof corresponding to the purposes of entry into China. Visa waiver does not apply to those who come to China for work, study, journalistic or similar purposes.

    Q: Is there any additional requirement for minors eligible for a visa waiver?

    A: Visa waiver requirements for minors are the same as for adults.

    Q: Are there any requirements regarding the type and validity of entry documents?

    A: For foreign nationals, an ordinary passport valid for at least the duration of the intended stay in China is needed. Holders of travel documents or temporary or emergency documents other than ordinary passports are not allowed to enter China without a visa.

    Q: How to calculate the duration of stay of 30 days?

    A: The duration of stay without a visa is calculated from the day after entry and lasts continuously for 30 calendar days.

    Q: Does the visa waiver apply to foreign nationals who travel from a third country?

    A: Eligible foreign nationals can depart for China from any country or region.

    Q: Does the visa waiver apply to foreign nationals who travel via modes of transport other than aviation?

    A: The visa waiver applies to all travelers coming to China through any sea, road and airport open to foreign nationals — except where laws, regulations or bilateral arrangements specify otherwise. For arrivals in China by way of private transport, certain procedures for entry and exit of means of transport shall be processed in accordance with relevant laws and regulations of China.

    Q: Does the visa waiver apply to tour groups?

    A: The visa waiver applies to eligible foreign nationals either in tour groups or as individuals.

    Q: If the length of intended stay exceeds 30 days, can the visa waiver be extended?

    A: Foreign nationals planning to stay in China for over 30 days shall apply for visas corresponding to their purposes of stay in advance at Chinese embassies or consulates. If they have to stay longer than 30 days for appropriate and sufficient reasons after entering China without a visa, they shall apply for stay permits to the exit and entry administrations of public security authorities of China.

    Q: Does the visa waiver allow multiple entries? Is there any requirement on the length of intervals between each entry, or any restriction on the number of entries without a visa or total days of stay?

    A: Foreign nationals eligible for the visa waiver can enter China without a visa multiple times. Currently, there is no restriction on the number of entries or total days of stay, but those who enjoy visa-free travel to China shall not engage in activities inconsistent with their purpose of entry.

Andrew Clyde (GA-09) and Chuck Edwards (NC-11) sent a letter to Tennessee Valley Authority (TVA) President and CEO Don Moul advocating for a sensible approach to address Chatuge Dam spillway safety concerns. Additionally, the lawmakers requested critical information central to the modifications, including the TVA’s completed risk assessment and a comprehensive economic impact analysis of each proposal. 

    Reps. Clyde and Edwards highlight the potential economic impacts that TVA’s current proposals would have on their communities:

    “We are writing to express our grave concern regarding the proposed Chatuge Dam Spillway Safety Modifications at Lake Chatuge, which is located in both of our districts. While we recognize the critical importance of ensuring the safe operation of Chatuge Dam – and safeguarding the many residents living in the valleys below – we urge you to carefully consider the potential economic impacts that any lake drawdowns would have on the residents and small business owners of the mountain communities of Hiawassee, Georgia, and Hayesville, North Carolina. These towns and surrounding mountain communities rely heavily on Lake Chatuge’s recreational tourism during the summer months to sustain their rural economies.”

    The lawmakers detail how devastating a potential lake drawdown would be for North Georgia and Western North Carolina:

    “…the proposals outlined by the TVA for potential repairs include lake drawdowns to an elevation as low as 1,908 feet – 10 feet below the normal winter pool – for the entire duration of the construction project, with some proposals expected to last as long as eight years. Such drawdowns would devastate the rural, mountain economies of surrounding towns, including Hiawassee, Georgia and Hayesville, North Carolina – leading to the shuttering of small businesses, the displacement of rural workers, and the upending of these communities for decades to come. For example, a 2021 assessment by the University of Georgia found that Towns County’s tourism-related output was $117.4 million, supporting 1,362 jobs or approximately 24% of county employment, and generated $30.8 million in wages.”

    Additionally, the lawmakers share their constituents’ serious concerns about the TVA’s proposals: 

    “Residents across Towns County, Georgia and Clay County, North Carolina have contacted our offices to express serious concerns about the potential economic impacts of the TVA’s proposed lake drawdowns on their small businesses and financial futures.

    “One constituent shared how the proposed drawdown would diminish the time they cherish with friends and family on the lake. A local business owner, whose livelihood depends on Lake Chatuge’s seasonal tourism, wrote about the devastating economic consequences an eight-year drawdown would have for Towns County: ‘Implementing a drawdown of this magnitude and duration threatens to eliminate thousands of jobs… bankrupt numerous businesses… [and] erode the tax base.’”

    In closing, Reps. Clyde and Edwards request critical information central to the TVA’s spillway modification proposals:

    “Specifically, we request that the Tennessee Valley Authority:

    • Publish the TVA’s completed risk assessment of the Chatuge Dam;
    •  Commission a comprehensive economic impact analysis for each proposal outlined in the April 2025 Notice of Intent (NOI);
    •   Explore mitigation measures that would minimize economic harm, such as restricting drawdowns to recreation off-seasons.


    “We further ask that the TVA maintain full transparency in its communications with our offices and with the residents of surrounding communities throughout the Lake Chatuge dam modification process. We look forward to working with local officials, stakeholders, and TVA to reach the best solution that effectively balances the safety of spillway operations and the continued economic prosperity of our mountain communities.”

    Background

    A recent TVA study identified a key vulnerability in the spillway of Chatuge Dam. While the conditions of the current spillway are not an emergency, the TVA is aiming to improve the safety of the spillway to reduce the risk of the dam’s long-term operations. The TVA study has judged the spillway at Chatuge Dam exhibits some of the vulnerabilities that led to the damage and failure of the Oroville Dam spillway in California. To address the issue, the agency announced four potential alternatives for a long-term solution.

    Last month, Rep. Clyde visited the Chatuge Dam with Towns County Sole Commissioner Cliff Bradshaw, Towns County EMA Director Marty Roberts, and members of Rep. Chuck Edwards’ staff to meet with Tennessee Valley Authority officials and discuss the TVA’s proposed plans to address spillway safety concerns.

    Background

    A recent TVA study identified a key vulnerability in the spillway of Chatuge Dam. While the conditions of the current spillway are not an emergency, the TVA is aiming to improve the safety of the spillway to reduce the risk of the dam’s long-term operations. The TVA study has judged the spillway at Chatuge Dam exhibits some of the vulnerabilities that led to the damage and failure of the Oroville Dam spillway in California. To address the issue, the agency announced four potential alternatives for a long-term solution.

    Last month, Rep. Clyde visited the Chatuge Dam with Towns County Sole Commissioner Cliff Bradshaw, Towns County EMA Director Marty Roberts, and members of Rep. Chuck Edwards’ staff to meet with Tennessee Valley Authority officials and discuss the TVA’s proposed plans to address spillway safety concerns.

    The comprehensive approach to the CAP Initiative also includes up to $150 million to transform cultural experiences in and around Albany’s Downtown, such as renovating the New York State Museum and upgrading the exhibits to be more inviting to Albany families and tourists alike. It also includes funding to invest in improvements at the Empire State Plaza to strengthen connections with the surrounding community and make the space a vibrant and inviting part of the fabric of downtown Albany.

    Additionally, Governor Hochul has committed up to $40 million to advance plans to reimagine I-787 which would include reconnecting Albany and surrounding communities and enhancing access to the Hudson River waterfront. This summer, the New York State Department of Transportation (NYSDOT) will release a Planning and Environment Linkages (PEL) study on potential ways to reimagine I-787, a travel corridor in the Capital Region that provides high speed access to the City of Albany and other communities along the river, including Green Island, Watervliet and Menands. Building upon the work completed under the PEL study, up to $40 million will be utilized by NYSDOT to begin an Environmental Impact Statement, which will lay the groundwork for a future project along the I-787 corridor. The environmental review will examine ways to enhance waterfront access along the Hudson River for all users of the road, connect neighborhoods and key destinations in communities along the corridor, and address the infrastructure of I-787, the South Mall Expressway, the Dunn Memorial Bridge, and additional infrastructure along the study area.

    Governor Hochul previously announced $19.5 million in State investments to improve public safety in Albany, which included a $1 million commitment to the City of Albany Police Department and $500,000 for the Albany County Sheriff’s Office. These investments reflect a record level of State funding for public safety in the City of Albany and Capital Region. These resources are delivered through a series of nation-leading programs supported by the Division of Criminal Justice Services (DCJS), including the Gun Involved Violence Elimination (GIVE) initiative, the Capital Region Crime Analysis Center, the SNUG Street Outreach and Social Work Program and Project RISE (Respond, Invest, Sustain and Empower). Working together, these efforts have helped reduce violence and improve community safety.

  • MIL-OSI United Nations: Experts of the Committee on the Rights of the Child Commend Romania on Deinstitutionalisation Process, Raise Questions on Corporal Punishment and Segregation in Education

    The Committee on the Rights of the Child today concluded its review of the combined sixth and seventh periodic reports of Romania, with Committee Experts commending the State on the deinstitutionalisation process of alternative care centres, while raising questions on the prevalence of corporal punishment and measures taken to combat segregation in education. 

    A Committee Expert said she was happy to hear about the programme for the deinstitutionalisation of alternative care centres; this was something Romania should be proud of, as well as all the foster arrangements being made, especially for children with disabilities. 

    Juliana Scerri Ferrante, Committee Expert and Country Taskforce Member, said there seemed to be a lack of parental education programmes around corporal punishment. How could the views of the child be respected if violence was accepted as a disciplinary measure?  Could the Romanian Government take clear steps to train staff and promote child education?  Philip Jaffe, Committee Vice-Chair and Country Taskforce Member, also noted that corporal punishment appeared to remain quite widespread despite being banned in 2004.  What efforts were being made to lower the prevalence and change attitudes among parents and adults? 

    Mr. Jaffe asked what was being done to combat school segregation based on disability, special education needs, and family economic status?  What improvements were being made to increase the improvement of vocational training for older children who may be leaving the school system?  Were there any programmes which specifically targeted economically disadvantaged children?

    The delegation said Romanian legislation completely prohibited violence against children, regardless of the environment.  However, despite the legislation, which was fully aligned with United Nations Conventions, the State needed to fight against mentalities and traditions and to practically change the minds of parents and caregivers, who believed corporal punishment would discipline children better.  Awareness-raising campaigns were being conducted for parents, and mechanisms including hotlines had been developed to support children, including the helpline 119.  Authorities were obligated to launch investigations immediately concerning any allegations of violence against children. 

    The delegation said the Ministry of Education had taken steps to assist children with special educational needs, with the creation of frameworks offering them different kinds of support, based on the type of disability.  Adaptive measures had been taken for Roma children, including stimulating their participation in early education and in summer kindergartens, supporting education in their current language, and translating schoolbooks in their mother tongue, among others.  An increasing number of contracts between schools and the business sector had been recorded, including around 6,000 contracts in the school year 2023/2024. 

    Introducing the report, Helena Omna-Raicu, President of the National Authority for the Protection of Child Rights and Adoption of Romania and head of the delegation, said Romania’s path in recent years had been shaped by profound changes and emerging pressures, including the war in Ukraine and the arrival of thousands of children and families fleeing conflict.  As a neighbouring country, Romania had mobilised rapidly to provide emergency care, protection, psychosocial support, and schooling to children regardless of their nationality. 

    Ms. Omna-Raicu said Romania had made significant progress in certain areas, including in the deinstitutionalisation process.  Of the 167 residential placement centres operating in 2017, 149 had already been closed by the end of March 2025 and over 6,000 children were now benefiting from family-type alternative care.  The remaining 18 placement centres would be closed soon. 

    In closing remarks, Rinchen Chophel, Committee Expert and Country Taskforce Coordinator, reiterated the Committee’s appreciation for the Government of Romania’s support to Ukrainian refugees, particularly children.  Significant progress had been made from the last reporting period to the current one, with many looking forward beyond the dialogue. 

    In her closing remarks, Ms. Omna-Raicu, expressed deep gratitude for the dialogue.  The Committee’s concerns regarding urban disparities were noted.  Romania would treat the Committee’s recommendations as an opportunity for deeper transformation.

    Presentation of Report

    HELENA OMNA-RAICU, President of the National Authority for the Protection of Child Rights and Adoption of Romania and head of the delegation, said Romania’s path in recent years had been shaped by profound changes and emerging pressures, including the war in Ukraine and the arrival of thousands of children and families fleeing conflict.  As a neighbouring country, Romania had mobilised rapidly to provide emergency care, protection, psychosocial support, and schooling to children regardless of their nationality.  The State was proud to have established the first Blue Dot in the region at the border crossing with Ukraine and launched the use of the Child Protection Information Management System Primero in only a couple of months after the onset of the refugee crisis, ensuring registration and case management for almost 40,000 refugee children.

    Several new national strategies had been developed for 2021-2027 which aimed to address child poverty and wellbeing, including the national strategy for the protection and promotion of children’s rights “protected children, safe Romania” 2023-2027, and the national strategy on social inclusion and poverty reduction 2022-2027, among others.   Romania had also adopted and begun the implementation of the child guarantee national action plan 2023-2030, which aimed to reduce the number of children at risk of poverty or social exclusion by at least 500,000 by 2030. Romania had seen a measurable decline in the proportion of children at risk of poverty and social exclusion from 41.5 per cent in 2022 to 33.8 per cent in 2024. 

    In April 2024, law 100/2024 was approved which included specific amendments to several laws relevant for social assistance.  The new emergency ordinance no. 96/2024, approved in June 2024 regarding the provision of humanitarian support and assistance by the Romanian State to foreign citizens or stateless persons in special situations coming from the area of the armed conflict in Ukraine, established the legal framework providing refugees with access to a wide range of key national statutory services. Another significant legislative change was enacted by amending law 272/2004 in December 2024, which now mandated the participation of children in public decision-making processes. 

    There had also been several significant programmes launched, including modernising the unique national number 119 for reporting cases of abuse, neglect, exploitation and any other form of violence against children; the development of community services for children and families to prevent separation and support the family reintegration of children from the special protection system; and the development of 200 integrated community centres and 150 daycare centres for children, among others.  Despite these advances, challenges remained, including disparities between rural and urban areas. 

    However, Romania had made significant progress in certain areas, including in the deinstitutionalisation process.  Of the 167 residential placement centres operating in 2017, 149 had already been closed by the end of March 2025 and over 6,000 children were now benefiting from family-type alternative care.  The remaining 18 placement centres would be closed soon.  The use of European Union structural funds had also supported the training of over 11,000 foster carers.  A new programme had also been introduced, aimed to scale-up integrated community-services in 2,000 marginalised rural communities, combining social assistance, health, education, and other types of social support.  Over 800 million euros of European Social Funds were planned for enhancing access to social services for the most vulnerable, including children and their families.

    The State had also expanded support for children at risk of early school leaving by using the early warning mechanism in education, of which around 50,000 participants from 6,950 institutions had completed the training programme.  Targeted policies had been developed that supported the reintegration of children who dropped out during the pandemic, and more resources were reaching schools in deprived communities.  In health, the role of community nurses and Roma health mediators had grown, and work continued to improve access to services for vulnerable groups. 

    Pilot projects on mental health for children had laid the groundwork for more systemic change, with mental health services for children and adolescents being expanded. However, challenges remained in ensuring equitable access to quality services in rural and marginalised areas, addressing shortages of specialised personnel, and improving early identification and intervention for children with developmental delays or disabilities.

    Romania was committed to reducing the number of children affected by poverty and social exclusion by at least 500,000.  The State would also pursue the complete closure of old-type residential centres, with every child in alternative care placed in family-based or community settings. Romania was committed to translating the pledges made during the first-ever global ministerial conference on ending violence against children held at the end of 2024 in Bogota, Columbia, into realities for children. 

    In education, the State aimed to increase the early childhood education enrolment rate by at least 22 per cent for children aged zero to three and at least 95 per cent for children aged four to six.  There would be a focus on improving mental health services for children and linking schools, families, and health providers more effectively, aiming to reduce preventable mortality by 20 per cent compared to 2021 levels for children of all ages.   Finally, Romania would ensure that children had a role in shaping systems through participatory budgeting, monitoring, and children and youth-led policy platforms. Romania remained committed to fully implementing the Convention and to contributing to the global effort to advance child rights everywhere.

    Questions by Committee Experts

    RINCHEN CHOPHEL, Committee Expert and Country Taskforce Coordinator, said Romania had achieved a lot since the last report, which the Committee was happy about. Romania’s assistance to the Ukrainian refugees and children should be noted.  There had been significant legislative achievements, particularly the amendments to law 272.  What measures were in place to ensure effective implementation of the law?  The national strategy on social inclusion and poverty reduction 2022-2027, and the child guarantee national action plan 2023-2030 were very welcome developments.  How had these impacted on measures to promote and protect children? Had an assessment been undertaken to evaluate the impact of the national strategy. 

    While welcoming increased allocations to certain sectors, the Coordinator asked what measures were in place to develop a child-friendly budgeting process?  What was the current status of the complaints mechanism in the country for reporting all forms of abuse and violence for children? What had been done to inform children of their right to file a complaint?  Had professionals working with children been trained on receiving complaints concerning children and the Convention? 

    The establishment of the child Ombudsman in 2018 was a crucial step in the right direction, and the Government should be congratulated for that.  What was the current status of the institution?  How did it connect with children?  The Committee noted the State party’s awareness raising activities on the Convention with appreciation, including the translation of the Committee’s general comments into Romanian.  How did these efforts extend to rural children? 

    JULIANA SCERRI FERRANTE, Committee Expert and Country Taskforce Member, asked if the national strategy for school de-segregation been adopted?  If not, then when would this occur?  What measures had been taken to address hate speech? Did the permanent committee set up in every education unit offer a complaints mechanism to children?  If not, how could children complain in schools? 

    What had been done to decrease discrimination against the Roma population?  What efforts had been made to promote the inclusion of Roma in mainstream schooling?  How was discrimination against children with disabilities tackled in education?  There was concern that Romanian law did not define valid reasons on which minor marriages could be authorised and this was left to the discretion of the authorities.  What training was provided to apply the best interests of the child? What approaches had been taken to reduce the preventable mortality of children under five years old?  What was the position of the Romanian Government on the proposed amendment to law 272 regarding lesbian, gay, bisexual, transgender and intersex children?

    There seemed to be a lack of parental education programmes around corporal punishment. How could the views of the child be respected if violence was accepted as a disciplinary measure?  Could the Romanian Government take clear steps to train staff and promote child education?  How were child labour laws enforced?  How would the Romanian Government establish a child participation mechanism?  Were refugee and asylum-seeking children involved in decisions which affected them? Were children provided information on their rights? 

    What measures were being taken to strengthen the capacity of the social welfare services? How were children with disabilities prioritised in reform measures?  What was being done to combat the illicit transfer of children abroad?  Had bilateral agreements been conducted in this regard?  Was the Romanian Government carrying out measures to understand the impact of prison on children?  How were they supported when their parents were incarcerated?  What support was available for young people leaving institutional care? 

    SOPHIE KILADZE, Committee Chair and Country Taskforce Member, said the adoption of law 105/22 providing for automatic birth registration should be considered as positive.  Could more information be provided about how the law worked in practice?  Were there any plans to introduce a statelessness determination procedure?  Was data on statelessness which concerned children disaggregated?  What measures were in place to protect children from excessive screen use?  How did Romania deal with artificial intelligence as a European Union member? Romania had one of the lowest levels of digital skills in the European Union; what measures were being undertaken to promote digital literacy among children, as well as parents? 

    PHILIP JAFFE, Committee Vice-Chair and Country Taskforce Member, said it was wonderful that strong pledges had been made at the global ministerial conference on ending violence against children in Bogota.  How was Romania implementing its mission as a pathfinding global alliance country?  It seemed Romanian children were in need of protection against high levels of physical and sexual violence.  One of the pledges made in Bogota was to conduct a prevalence study on sexual abuse; had the State moved forward with this study?  Were there dedicated teams drawing up the comprehensive framework and strategy which had been promised?  One pledge had been to enhance children’s participation regarding issues of violence.  What efforts had the Government made to ensure that there was a clear public understanding that all forms of violence against children needed to be reported? 

    Corporal punishment appeared to remain quite widespread despite being banned in 2004. What efforts were made to lower the prevalence and change attitudes among parents and adults?  It was encouraging that Romania had been one of 40 countries to recently join a statement of the Human Rights Council, expressing children’s right to protection from corporal punishment.  How was bullying and cyber bullying being addressed at all levels of legislative policy?  Could more information about the child helplines be provided? 

    Was it true that around seven to eight per cent of girls in Romania were married before the age of 18, with that percentage rising to around 20 per cent in the Roma community? What was being done in response to this? Was it true that charges had been dropped against a 17-year-old boy who entered into a non-formal marriage with an 11-year-old girl?  What policy was in practice in the health sector regarding surgical interventions and intersex children?  What were the guidelines to protect their bodily integrity until these children were capable of providing consent?

    The delegation said the law on child protection now included clear provisions which made it compulsory for public administrative bodies to involve children in consultations regarding issues which concerned them.  The national strategy on children’s rights was recently adopted and another national action plan was elaborated; these plans were complimentary. This was a comprehensive package which would help the Government to better implement all necessary measures. An assessment of the national strategy had been undertaken.  The State was now piloting a system which would indicate how to establish a model of financing where children would be considered as a different group that would benefit from a different budget. 

    The national programme for schooling in Romania ensured children received food support at schools to increase the enrolment rate and participation.  School supplies were also provided for all school grades. Two hundred euros were provided for the purchase of technology, and remedial lessons were provided to students coming from disadvantaged communities.  Recently, the scholarship system had been extended to encompass more disadvantaged groups. 

    Funds allocated to primary medical care had registered a continuous annual increase.  Just last year, the fund allocated to primary care increased by 24 per cent.  The national observatory was a big achievement for Romania and aimed to identify the children most at risk of being separated from their families, based on indicators.  Training was being conducted on the use of the observatory to ensure the data provided was reliable.   

    The hearing of minors in justice proceedings took place in special rooms, and a psychologist was always required to be present.  The new national strategy for the development of the judicial system provided for another 10 hearing rooms across the country.  There were specially designated prosecutors to handle cases involving minors.  The child Ombudsman was fully operational and cooperated with all institutions.  It had a functioning complaints mechanism.  If an incident was notified to the Ombudsman, an investigation started, which concluded with a set of recommendations sent to the institution responsible to correct the situation.  

    Civil society representatives were part of the consultative groups established at the national level.  A methodology had been issued and piloted regarding identifying and banning segregation within the educational sector.  The measures focused on ensuring an inclusive education.  Any kind of discrimination on criteria such as ethnicity, religion or sex was completely forbidden within the educational system.  Specific places in high schools were allocated for Roma students and students with disabilities.  To ensure access to high quality education, educational services had been developed starting from early education to prevent early dropout and absenteeism.     

    A set of programmes had been introduced, including a monthly allowance for children up to the age of 18, as well as parental leave.  There was also a minimum income support which supported families with children. Emergency ordinance no.96 was developed specifically for children from Ukraine and their families. 

    There was a dedicated intergovernmental group which addressed the subject of forced marriage, with the aim of drafting legislative projects in this regard.  Concerning infant mortality and the number of deaths under one year of age, a regionalised system of care had been introduced to ensure each neonate was born in a medical unit which could provide the services necessary for their care, thereby reducing infant mortality.  An important national programme was in place which contained around 15 interventions, established in partnership with the United Nations Children’s Fund.  Another programme provided 900 neonatal incubators around the country. 

    A significant number of services had been established to help families in vulnerable situations. A special programme was launched last year on the minimum inclusion income, which focused on how to assist parents within the labour market.  The State was aware of a lack of social assistance in rural areas, which was where the most vulnerable communities lived.  Interventions were directed, including food packages, and local administrative capacities would be developed. 

    A programme had been developed which aimed to establish hearing rooms for children in courts, and 29 hearing rooms were completed in April 2024.  The rooms were used by the Prosecutors and police officers when they had victims who were minors.  The rooms were child-friendly and specially designed with toys.  The child did not see the other people participating in the hearing.  A new strategy adopted in 2025 provided for the need for an additional 10 hearing rooms in the near future. 

    All social services were functioning based on a set of minimum quality standards, which were verified by the national agency for social inspection.   With the United Nations Children’s Fund, Romania was piloting a project which would identify and train foster families to care specifically for children with disabilities.  A child entering the special protection system was prioritised to be reintegrated in a family environment.  Adoption was considered the best solution in this regard, and this could only be decided by a court.  Priority was offered to domestic adoption, but international adoption could be considered after one year. 

    Amendments had been made to allow special spaces for visits in prison with children.  Such spaces were now available in all prison facilities within the Romanian penitentiary system.  There were cooperation protocols in place with the United Nations Children’s Fund and Save the Children which supported parents to develop their parental skills and improve their relationship with their children. The State was aware of the need to develop programmes which addressed the needs of children and adults and improved the relationship within the family.

    The Ministry of Education aimed to develop digital competencies among students and parents. During the pandemic, all students were provided with laptops and digital devices to keep up with the educational process.  In a new initiative launched in partnership with Microsoft, the Ministry of Education had announced the development of a project concerning artificial intelligence for increasing the school performance of students.  A project was also being implemented aimed at improving the digital skills of civil servants. 

    Romania had a dedicated national child help line.  It was toll-free and operational 24/7.  Those operating the calls were specialised counsellors who could refer the cases to the relevant authorities.  Another helpline just referred cases to social services.  The 119 helpline was a recent development, operational from any place in Romania and accessible to children and adults.  After the first year, it had been well received and was being regularly used to inform on any situation concerning a child. 

    Rape of a minor and sexual assault against a minor had been introduced as acts within the Criminal Code.  Rape committed by an adult against a minor under the age of 18 was punished by a prison sentence of between seven to 12 years.

    Questions by Committee Experts

    PHILIP JAFFE, Committee Vice-Chair and Country Taskforce Member, said one in 20 people in Romania held a disability certificate, with around 80,000 being children. What were the difficulties faced by certain groups of children to receive this certificate, including rural children?  Were there any awareness-raising campaigns for rural minorities and poor families regarding their entitlement to services?  Could more information be provided about Romania’s strategy for persons with disabilities?  How were the number and expertise of professionals being scaled up?  To what degree had the State embraced a human-rights approach to disability, as opposed to a medical model of disability?  How many children were still left in institutions? When would such institutions all be closed? 

    There were two recent laws on pre-university education and higher education; could more information be provided about the implementation of these laws?  What was the level of gross domestic product dedicated to education in Romania?  Was there a direct pipeline to hear about the concerns of children within the education system and were these concerns taken seriously?  What was being done to combat school segregation based on disability, special education needs, and family economic status?  Figures suggested that 40 per cent of children with disabilities had limited access to education.  What steps were being made to improve education for children under the age of three? What improvements were being made to increase the improvement of vocational training for older children who may be leaving the school system?  Were there any programmes which specifically targeted economically disadvantaged children?  What was the mission of the Ministry of Youth? 

    SOPHIE KILADZE, Committee Chair and Country Taskforce Member, asked if sufficient resources were dedicated to the capacity building of medical personnel? Did all children have access to health care, including health insurance?  How were vaccinations promoted in the country?  How was breast feeding promoted?  Child obesity was an issue of concern; how was this combatted? Was there a hot meals programme? 

    Mental health was a very important issue.  Was data on mental health being disaggregated, including on suicide?  Was there a comprehensive strategy and action plan regarding the issue of mental health?  Were quality mental health services available in rural and remote areas? According to alarming information, the country had the highest number of adolescent mothers across the European Union. What steps would the State undertake to prevent adolescent pregnancies and subsequent abortions?  Would Romania make reproductive education part of the curriculum? 

    What measures were in place to address drugs or substance abuse?  Were there treatments available for children?  Romania had made substantial efforts for Ukrainian children and other groups of refugees.  How would the State integrate these children long-term?  Were there delays in the enrolment of refugee children and their families into the social services system?  Would amendments be considered in the asylum law to end the detention of families at the legislative level?  Did unaccompanied migrant children have access to services, including psychosocial support and disability services?  Were there any barriers which could hinder access to education? 

    What measures were being undertaken to end child labour, including begging?  What was being done to assist children in street situations?  How were perpetrators investigated and brought to justice?  Were there quality services for child victims of trafficking in place? Was the system of child justice established across the country?  Were adequate financial resources allocated to it?  Was free legal aid available to children in conflict with the law?  Was the detention of children used only as a last resort?  If yes, did it comply with international standards? 

    RINCHEN CHOPHEL, Committee Expert and Country Taskforce Coordinator, said one in five children were affected by severe material and social deprivation, which was concerning.  What was the reality on the ground?  The minimum social assistance package had been introduced; could more information be provided on it?  Romania was increasingly vulnerable to droughts, heatwaves, floods and landslides, and it was also grappling with water pollution.  How had the national strategies pertaining to climate change helped to address the challenges of the environment and climate change in the country? What measures were being adopted to take into account children’s needs and views in the development of specific policies, including disaster-preparedness plans?  Were child rights impact assessments carried out when dealing with the business sector? 

    A Committee Expert asked what the national coverage of vaccinations was in the country?  Romania had an epidemic of measles; how did the population react to vaccinations?  How was confidence being built in vaccines?  Were people familiar with the law on rape?  What happened once the 30-day limit for registering births had elapsed? 

    Responses by the Delegation

    Romanian legislation completely prohibited violence against children, regardless of the environment.  However, despite the legislation, which was fully aligned with United Nations Conventions, the State needed to fight against mentalities and traditions and to practically change the minds of parents and caregivers, who believed corporal punishment would discipline children better.  Awareness-raising campaigns were being conducted for parents, and mechanisms including hotlines had been developed to support children, including the helpline 119. 

    Authorities were obligated to launch investigations immediately concerning any allegations of violence against children.  Romania was committed to continuing these efforts and to changing social norms and mentalities.  The numbers of cases of violence against children was increasing, which meant people were becoming more aware of the issue and reporting it. 

    Since 2016, the methodology applied in Romania clearly distinguished between the concept of disability and special education needs.  In Romania, the deinstitutionalisation process was one of the most important commitments of the Government, and the process was now concluding. Currently, out of the 167 residential centres operating in 2017, 149 had already been closed, and more than 6,000 children were benefiting from alternative care.  The legal framework stated that no placement centre could operate without the approved closure plan.  The deinstitutionalisation process also involved finding better alternative and family-based care for children.   Only 18 placement centres remained in the process of being closed, and by 2026 no such centre would be operating in Romania.  The State was still aiming to find family-style solutions for children with disabilities, and a project was being developed with the United Nations Children’s Fund to this end.

    If a birth was declared after the 30-day deadline but less than one year after the birth, the birth certificate could be issued based on approval from the mayor.  If the birth declaration was made more than one year after the birth, the certificate needed to be approved by the mayor and other administrative bodies. 

    More than 2.8 million students were enrolled in the 2023/2024 school year in Romania.  For high school, there had been a significant decrease in dropouts from 2.5 per cent in 2017 to 0.8 per cent in 2024. Around 4.5 per cent of the budget was allocated to education.  The Ministry of Education had taken steps to assist children with special educational needs, with the creation of frameworks offering them different kinds of support, based on the type of disability.  For students with temporary special needs, the law of education presented special measures, including the implementation of schooling hospitals, or schooling at home for those who were required to be in hospital or at home for medical reasons. 

    Adaptive measures had been taken for Roma children, including stimulating their participation in early education and in summer kindergartens, supporting education in their current language, and translating schoolbooks in their mother tongue, among others.  More than 66,000 teachers had been trained in digital and multimedia use.  An increasing number of contracts between schools and the business sector had been recorded, around 6,000 contracts in the school year 2023/2024.  Most teachers had been trained to create open educational resources.  Significant funds had been allocated to modernising rest room facilities in schools. 

    Any student could submit complaints of discrimination via an established framework.  Students benefitted from representation in the school system through several platforms.  The national strategy for sustainable development issued the methodology of the “green week programme”, which contributed to preschoolers and students’ competence in understanding basic concepts of climate change, to initiate individual and protective action to protect the environment.  Teachers were obliged to obtain 90 transferrable professional credits every five years, through attending courses offered by Romanian training houses.

    In recent years, infant mortality had remained relatively stable in Romania.  From 2023 to 2024, the number of doctors treating children increased by five per cent.  Regarding children’s access to medical services, all children were insured in Romania and benefitted from basic medical services across all sectors of health care.  The national health insurance fund also reimbursed certain services.  The Ministry of Health had launched a vaccination campaign in partnership with the Red Cross, to raise awareness of parents; this had been accompanied by a “catch-up” vaccination schedule, resulting in 1,500 children being vaccinated.  A protocol had been signed with the Orthodox Church to establish an active partnership to create a framework for anyone facing a possible cancer diagnosis, offering support.   

    World Breastfeeding Week was celebrated in August each year, as breastfeeding remained one of the most effective ways to provide children with the best start in life. Breast feeding recommendations had been developed with partners, including the World Health Organization, and were relayed to medical practitioners at the local level.  Around 200 integrated community centres would be restructured, elevated and equipped.  A television broadcast had been created to promote the importance of breastfeeding in the first six months of a child’s life.   

    Information and education campaigns had been carried out for children, parents and teachers about the benefits of a healthy diet and the consequences of unhealthy eating. Around 1,000 people had benefited from the campaign.  Substance abuse could be detected by family doctors and psychological services could be recommended.  The national health insurance house implemented the national mental health programme, providing treatment for persons with substance abuses, and ensuring specific treatment for patients with depressive disorders. 

    Questions by Committee Experts 

    RINCHEN CHOPHEL, Committee Expert and Country Taskforce Coordinator, said the Government had approved a social assistance programme in 2011 which targeted all communes, but was underfinanced; could more information be provided?  The Environment Week presented was an excellent initiative; how was it being utilised? 

    JULIANA SCERRI FERRANTE, Committee Expert and Country Taskforce Member, asked if there were any supervision orders, where children remained with their family but were supervised?  Were there age assessment procedures during the asylum procedure?  What rights did children applying for asylum have?  Could they appeal any decisions? 

    PHILIP JAFFE, Committee Vice-Chair and Country Taskforce Member, said according to research by the United Nations Children’s Fund, Romanian girls felt much lonelier than Romanian boys.  Was there a reason for this gap? 

    SOPHIE KILADZE, Committee Chair and Country Taskforce Member, asked for clarification on case management coordination? 

    A Committee Expert noted the prevalence of women among the large delegation and asked if women generally had an important and high-profile position in Romania, or if this only occurred when discussing children?  Had there been any programmes to prevent violence?  Had the concept of gender been fully institutionalised? Were teachers trained in detecting signs of violence?  What was the prevalence of child marriage in the country?  What about figures for marriages which were not officially recorded? Had there been any programmes to prevent the phenomenon or sanctions? 

    Was there any mapping of the at-risk populations in the country of female genital mutilation? Was female genital mutilation prohibited in law?  What was the most updated action on sexual exploitation?  Was there any cross-border cooperation between Romania and neighbouring countries?  Did Ukrainian children born in Romania have access to Romanian citizenship?  Did rape victims have access to emergency contraception?

    Another Expert asked about vaccinations from children aged zero to 12; was there distrust in the population when it came to vaccines?  It seemed that tuberculosis was a public health issue.  What was being done in the field of treatment? Were there children whose births had not been declared, particularly among refugees, Roma and migrants?

    A Committee Expert asked about the new concept introduced by the Parliament on parental alienation.  How had this concept been consulted on, particularly with children?  How would the best interests of the child be ensured? What specific measures were being taken to reduce school dropout and improve access to quality education for Roma children?  What mechanisms were in place to monitor and support Roma children who were at risk of dropping out? 

    Another Committee Expert said she was happy to hear about the programme for the deinstitutionalisation of alternative care centres; this was something Romania should be proud of, as well as all the foster arrangements being made, especially for children with disabilities.  What was the State doing to support the families of children with disabilities, particularly those with severe disabilities? 

    Responses by the Delegation 

    The delegation said emergency contraception was available to those who had experienced sexual assault and could be obtained without a prescription.  Adolescent pregnancies were a major concern for the Romanian public health system.  Contraceptives and medical devices were provided free of charge through family centres and through gynaecological departments, where abortions were performed upon request.  Romania was one of the first European countries to offer non-discriminatory HIV/AIDS treatment. 

    Refugees were granted a monthly allowance, one-month’s accommodation, and access to education for minors.  Legislation in the field of asylum provided for beneficiaries to apply for family reunification when family members were not in Romania.  Identity documents needed to be provided to prove family links. Family reunification of unaccompanied minors was carried out with the best interest of the child in mind. Minors from immigrant backgrounds benefitted from the same rights as minors who were Romanian citizens. Romanian language courses provided teaching support, textbooks and workbooks developed on linguistic levels according to the European Union framework.  Priority for asylum applications was given to unaccompanied minors. 

    Medical forensic expertise was used when an asylum applicant could not prove their age and there were serious doubts about their ethnicity.  The declared age of the asylum applicant was accepted if their refusal to undergo the medical expertise was based on compelling reasons.  The assessment was performed with full respect for the minor’s dignity and in as least invasive way as possible. 

    Investigations in child and human trafficking were undertaken by specialists with supervision from specialised prosecutors.  Through law 229/2024, the Romanian Parliament aimed to discourage sex tourism and the pimping of minors.  More than 1,200 criminal cases had been identified regarding child trafficking. The General Inspectorate of Romanian Police organised regular sessions for border police and 

    non-governmental organizations, with the purpose of identifying victims.  More than 125 trainings had been carried out to over 4,000 workers who may encounter trafficking victims through their work. The National Agency against Trafficking in Persons and the Directorate for Investigating Organised Crime had implemented a national action plan in the fight against human trafficking to improve the awareness of at-risk groups. 

    In 2024, prosecutors from the Directorate for Investigating Organised Crime took part in 35 seminars regarding identifying child victims, compensation for victims, international cooperation, and online sexual exploitation of children, among other topics.  A public awareness campaign had been launched relating to sexual acts between adults and minors.  The message stated that a sexual act committed against a minor of 16 years or under constituted rape, if the age gap was more than five years, and punishments applied. 

    According to Romanian legislation, minors benefited from free legal aid, whether they committed a crime, or if they were victims of a crime.  The Romanian penal system limited sanctions in regard to minors, and measures for deprivation of liberty were only given as a last resort and could only be ordered by a court. 

    The integrated social services project aimed to develop the academic knowledge of professionals working in the social assistance field, and to develop concrete measures for vulnerable groups of people. 

    During “green week”, schools organised activities around several topics relating to the environment.  These were uploaded on a specialised platform dedicated to education on climate change and varied from one educational cycle to another.  The Ministry of Education had developed a programme, the mechanism of early-living alert, which focused on early education for Roma children. 

    In Romania, social services were obligated to identify children in a risk situation.  Children could remain within families and be monitored by social services until the risks were removed.  The parental alienation provision was introduced in all cases relating to violence and neglect.  It was recommended that this provision be removed, as these measures should only be applied by the courts.  There were many trainings offered to judges on methods relating to children’s rights.  Social workers were also trained to provide necessary assistance to visiting parents. Social services could only assist; they could not intervene and solve disputes between parents. 

    Closing Remarks

    RINCHEN CHOPHEL, Committee Expert and Country Taskforce Coordinator, reiterated the Committee’s appreciation for the Government of Romania’s support to Ukrainian refugees, particularly children.  The State was encouraged to continue to undertake these activities which were important for solidarity for children.  Significant progress had been made from the last reporting period to the current one, with many looking forward beyond the dialogue.  This was an indication of the Government’s commitment towards children.  As the country moved forward, it was important to put emphasis on implementation and ensure vulnerable children did not miss out. 

    HELENA OMNA-RAICU, President of the National Authority for the Protection of Child Rights and Adoption of Romania and head of the delegation, expressed deep gratitude for the dialogue.  The delegation welcomed the Committee’s emphasis on equality, accountability and sustainability, and would underpin the next stage of the State’s deinstitutionalisation journey.  The Committee’s concerns regarding urban disparities were noted.  It was recognised that rights delayed were rights denied, and the State was committed to accelerating affirmative action. Romania would treat the Committee’s recommendations as an opportunity for deeper transformation. 

    SOPHIE KILADZE, Committee Chair, thanked the delegation for the fruitful dialogue and commended its members for their clear and comprehensive answers.  Ms. Kiladze extended her best regards to the children of Romania.

  • MIL-OSI United Kingdom: Highland Council’s Progress Update on Net Zero Programme

    At today’s meeting of the Highland Council’s Climate Change Committee, Members were given an update on the Council’s Net Zero Programme.

    Members welcomed the development of projects that will deliver carbon reductions, operational efficiencies and financial savings.

    Councillor Sarah Fanet, Chair of the Climate Change Committee said: “Delivery of the Council’s Route Map to Net Zero requires a cross-service collaborative approach. The Climate Change and Energy Team continues to work closely with services across the Council to develop and deliver projects that will accelerate the Council’s transition to Net Zero and becoming a climate-ready organisation.”

    Projects include piloting reusable lunch packaging in Kingussie High School to reduce the amount of single-use canteen containers. This is part of a wider project to benchmark waste and recycling rates in schools.

    A short-term working group has been formed to support High Life Highland in its ambitions to achieve gold standard in the Green Tourism Award for the Inverness Castle Experience scheduled to open in 2025. The award recognises sustainable practices in the tourism sector.

    Additionally, the Council will continue to implement a fleet replacement programme to transition diesel/petrol vehicles to Ultra Low Emission Vehicles. Data relating to staff business travel was presented to the Committee with detailed analysis of the data ongoing to identify opportunities for cost optimisation, improved efficiency, and reduced emissions.

    Councillor Sarah Fanet added: “The Climate Change Committee is responsible for the oversight of the Net Zero Programme including the scrutiny of progress and performance, and it is encouraging to see a number of projects coming to fruition following Member discussion.”

    DENVER — A delegation of more than a dozen public, private, and nonprofit leaders from Regina, Saskatchewan, Canada, is visiting Denver this week as part of a strategic trade and investment mission designed to strengthen economic ties between Colorado and Saskatchewan. 

    Led by Economic Development Regina (EDR), in partnership with the Global Business Development division within Colorado Office of Economic Development & International Trade (OEDIT), Denver Economic Development & Opportunity (DEDO), and Metro Denver Economic Development Corporation (EDC), the visit comes at a pivotal moment for North American trade and innovation. 

    “Colorado is proud to be hosting leaders from Regina and Saskatchewan Canada to continue strengthening our economic and social partnerships and protect both nations key industries from Trump’s reckless tariffs. I recently celebrated Colorado Canada Friendship Day, and worked with our neighbors to the north to solidify Colorado’s commitment to fostering healthy and beneficial trade relations to support both our growing and diverse economies,” said Governor Jared Polis.

    Canada is already Colorado’s largest import and export partner. Colorado and Saskatchewan also enjoy a strong economic relationship, with more than $220.1 million in goods flowing between the two jurisdictions in the past year.

    Minister of Foreign Affairs Lin Chia-lung hosted a luncheon on May 20 to mark a state visit by President Surangel Whipps, Jr. of the Republic of Palau. During the luncheon, Minister Lin conveyed a warm welcome on behalf of the government of Taiwan and thanked Palau for its staunch support for Taiwan’s international participation. He said he expected Taiwan and Palau to continue their close cooperation and together promote sustainable development across a range of areas in both nations.

     

    In his remarks, Minister Lin explained that since taking office, he had launched a strategy of integrated diplomacy to serve as Taiwan’s primary focus for foreign affairs, adding that its three pillars of values-based diplomacy, alliance diplomacy, and economic and trade diplomacy were advancing the promotion of the Diplomatic Allies Prosperity Project in Palau. He also noted that, in addition to personally leading an industrial delegation to Palau in January, several business delegations had visited Palau on information-gathering missions, and that in March President Whipps had appointed Taiwanese business leader Stan Shih to serve as a senior economic advisor to Palau. Minister Lin said that these activities had laid a successful foundation for using public-private partnerships as a cooperative model through which to promote the Diplomatic Allies Prosperity Project.

     

    In his remarks, President Whipps thanked the government of Taiwan and Minister Lin for their gracious reception. Observing that he had already made several trips to Taiwan, President Whipps said that visiting once again felt just like experiencing the warmth of home. Likening the 26-year ties between Taiwan and Palau to a marriage, he said that the nations’ sincere friendship was based on such shared values as freedom and democracy, a common Austronesian culture, and mutual support and prosperity.

     

    President Whipps also reiterated his heartfelt gratitude for Taiwan’s assistance toward national development in Palau, adding that Taiwan’s status as one of the world’s leading producers of semiconductors and other technologies was a reflection of its successful education system and outstanding industrial development. Remarking that President Lai Ching-te’s visit to Palau in December 2024 had established a robust foundation for a new era of Taiwan-Palau collaboration, he said he hoped the two nations would continue to use public-private partnerships to engage in close cooperation on sustainable tourism, green energy, smart medicine and healthcare, education and training, and food security, together creating a vision of economic prosperity for both countries.

  • MIL-OSI Economics: RBI Bulletin – May 2025

    Today, the Reserve Bank released the May 2025 issue of its monthly Bulletin. The Bulletin includes two speeches, four articles and current statistics.

    The four articles are: I. State of the Economy; II. Economic Activity and Banknotes: New Approaches; III. Digital Footprints: Decoding India’s Inbound Tourism through Internet Searches; and IV. Impact of Weather Anomalies on Vegetable Prices in India.

    I. State of the Economy

    Persistent trade frictions, heightened policy uncertainty, and weak consumer sentiment continue to create headwinds for global growth. Amidst these challenges, the Indian economy exhibited resilience. Various high frequency indicators of industrial and services sectors sustained their momentum in April. A bumper rabi harvest and higher acreage for summer crops, coupled with favourable southwest monsoon forecasts for 2025, augur well for the agriculture sector. Headline CPI inflation fell for the sixth consecutive month to its lowest since July 2019, primarily driven by the sustained easing in food prices. Domestic financial market sentiments, which remained on edge in April, witnessed a turnaround since the third week of May.

    II. Economic Activity and Banknotes: New Approaches

    This article investigates the impact of economic activity on banknotes in circulation, with a particular focus on the role of the formal sector. Leveraging high-frequency monthly nightlights data as a proxy for total economic activity and tax collection data as a measure of formal economic activity, the analysis isolates the effect of formalisation on Notes in Circulation (NiC), controlling for aggregate economic output.

    Highlights:

    • The growth rate in NiC (in value terms) during 2014 – 2024 was significantly lower as compared to that in the previous two decades.

    • The growth in NiC was noticeably higher than that in GDP during 1994 – 2004; the gap, however, has significantly reduced in the next two decades.

    • There exists positive relationship between nightlights and taxes and also between nightlights and GDP.

    • The article finds strong evidence that formal economic activity reduces the use of banknotes.

    III. Digital Footprints: Decoding India’s Inbound Tourism through Internet Searches

    This article explores Destination Insights with Google (DIG), a non-traditional high-frequency data source, to track inbound tourism in India. DIG monitors global tourism trends through travel-related searches. The study examines the linkage between foreign tourist arrivals (FTA) and Google searches made for travel to India from the rest of the world.

    Highlights:

    • There is a strong association between FTA and travel-related search volume index.

    • The index captures directional changes in FTA reasonably well.

    • The index Granger causes FTA implying its ability to serve as a leading indicator to predict FTA.

    IV. Impact of Weather Anomalies on Vegetable Prices in India

    Vegetable prices exhibit high volatility and play a major role in driving India’s food and headline inflation. The volatility in vegetable prices is often exacerbated by supply-side disturbances, predominantly driven by weather shocks warranting regular monitoring of evolving weather conditions. This study investigates how weather anomalies, particularly in rainfall and temperature, affect vegetable prices in India.

    Highlights:

    • After controlling for seasonality in vegetables prices as well as movements in market arrivals and reservoir levels, empirical estimates suggest that weather anomalies add to price pressures in vegetables with temperature anomalies having a more immediate impact.

    • Moreover, the impact of temperature anomalies has increased in recent periods, highlighting the need for faster adoption of temperature-resistant crop varieties to support the objective of price stability.

  • MIL-OSI Africa: Operation Vulindlela key to economic growth

    In an ongoing effort to grow the economy, government will continue to implement growth enhancing structural reforms as part of Operation Vulindlela.

    “Madam Speaker, a bigger, faster-growing economy, and the larger fiscal resources that come with it, are the key to building up the fiscal room we need to meet more of our developmental goals,” Minister of Finance, Enoch Godongwana, said on Wednesday during the re-tabling of the 2025 Budget Review, in Parliament.

    Through the first phase of Operation Vulindlela, bold and far-reaching reforms were implemented in the network sectors and the visa regime.

    “As a result, numerous economic bottlenecks have eased, new investments unlocked, and the growth potential of the economy enabled. Yet the economy still faces constraints,” the Minister said.

    Operation Vulindlela is a joint initiative of the Presidency and the National Treasury to accelerate the implementation of structural reforms and support economic recovery. 

    The unit monitors progress and actively supports implementation. Its aim is to fast-track the implementation of high impact reforms, addressing obstacles or delays to ensure execution on policy commitments.

    The first phase of Operation Vulindlela aimed to reduce power cuts, fix the transport system, lower data costs, increase water supply, attract skills and support tourism.

    The second phase of Operation Vulindlela, launched by President Cyril Ramaphosa earlier this month, will not only prioritise new areas for implementation but will also deepen the implementation of current reforms.

    Upcoming reforms will focus on making it easier to find work and hire people – particularly by addressing spatial inequalities, using cities to drive economic activity and improve municipal service delivery.

    The second phase will therefore focus on the following areas:

    • Seeing-through existing reforms in energy, water, logistics and in the visa regime.
    • Improving the performance of local government. This includes professionalising utilities, appointing suitably qualified people to senior positions, and reviewing the local government fiscal framework.
    • Harnessing digital transformation, in order to drive the adoption of digital technologies in government and build digital public infrastructure for use by all South Africans.
    • Addressing the apartheid legacy of spatial inequality. Reforms will include changes to housing policy and accelerating the release of publicly owned land and buildings. This will also entail clearing the backlog of title deeds for affordable housing, and a comprehensive regulatory review aimed at removing barriers to the development of low-cost housing.

    ‘Shine your light’: responding to challenges facing the charity sector

    Thank you Srabani and good morning everyone / bore da pawb.

    It’s a privilege to be speaking to at this conference for the first time as the Commission’s CEO, after rejoining the organisation last summer.

    I probably don’t need to explain to this audience why I returned to work with the charity sector.

    Current operating environment and challenges 

    The Charity Commission stands at a unique vantage point, where the perspectives of charities, government, the public and donors meet.

    From this position, we see three trends.

    First, an incredibly challenging economic environment for the sector.

    Like other sectors, charities face inflationary pressures and rising operational costs.

    But charities are also dealing with increased demands for their services.

    The cumulative impact of these trends on charities is, in some cases, extremely challenging.

    Second, charities, like other organisations, are contending with rapid technological and social change.

    Some tech innovations, notably in the space of AI, offer tools that can help charities do more with less and increase their impact.

    But looking ahead, these technologies potentially challenge the very role of organisations and institutions in the traditional sense.

    Notably when coupled with changing attitudes, especially among younger people, whose allegiances are increasingly to causes, not ‘bricks and mortar’ or brands and institutions and where technology platforms offer alternatives of direct giving to those in need.  

    Thirdly – global conflicts, geo political shifts and instability. The shocking invasion of Ukraine and conflicts in the middle east have seen demands on and need of charity increase significantly. Whilst at the same time the once seemingly immovable, solid post war geo political system is shifting, creating uncertainty and instability. This makes responding to increased global need more difficult and challenging to navigate.

    Impact and Potential

    Despite those challenges the sector has never been more important – and let’s be clear what charities achieve for society is astonishing, both in terms of scale and impact.

    Based on Annual Returns submitted to the Commission for 2023’s accounts, the sector had an annual income of over £96 billion – up around 7% on the previous year.

    We registered just over 5,000 new charities last year, having assessed a record 9,840 applications – a 9% increase on the previous year.

    And there are around 700,000 trustees who collectively steward the sector though good times and bad, and whose work often goes unrecognised and uncelebrated – though we at the Commission are all too aware of their service and contribution.

    But numbers alone don’t tell of the human impact of charity. Of the positive difference charities make in transforming or enriching communities, our environment, our wildlife, heritage, culture as well as saving and improving countless individual lives.

    It is that impact that charities, their amazing trustees, volunteers and employees have – that we must not lose sight of – nor let the challenges shroud.

    There are so many examples to tell.

    Like the Felix Project which had a landmark year, providing 38 million meals through its network of 1,264 community organisations and schools by growing its network of collaborations. Building on that success it has launched its Multibank, which has seen 1.46 million non-food essential items distributed to try and ensure no Londoner in need goes without.

    Welsh Women’s Aid and its partners helped 739 survivors access refuge-based support. That is life-saving intervention happening every day, across the country – offering not just physical shelter but a sense of home and safety when people need it most.

    That the osprey – that magnificent bird of prey – which was once driven to near extinction in the UK – is now thriving, with over 250 nesting pairs living in Britain today, is thanks to charities.

    And it is thanks to charity that, on average, two lives are saved at sea every single day by RNLI volunteers.  

    Also I know from my last CEO role at the Animal and Plant Health Agency, thanks to animal welfare charities’ campaigning work over decades, the UK now has one of the most advanced legal frameworks protecting animal health and welfare.

    These a just a few examples of what has been made possible by the charity sector.

    Potential and Opportunity

    So whilst I don’t underestimate for one moment the challenges charities face – and which I have seen first hand on my many visits – I would urge you not to let those challenges dim nor shroud the huge impact you are having, everyday.

    I also firmly believe that as Albert Einstein once said:

    in the middle of difficulty lies opportunity.

    Arguably, the bigger the challenge, the greater the opportunity. Ideas previously rejected as too radical; innovation that once felt too big; conversations which felt too challenging can suddenly feel possible – and necessary.

    Take for example, the city I call home, Liverpool. Which is incidentally also the Commission’s main home, where most of our staff are based.

    I grew up in Liverpool in the 1980s. It was a time when the city felt like it had lost its way, with ever increasing challenges and ever dwindling opportunity and resources.

    Today my home city is transformed. And that transformation happened through collaboration – a combination of philanthropic investments, national and local government investment, alongside renewed community action notably in the arts, culture and tourism which acted as catalysts for wider renewal.

    Each individual project mattered, but what made for game-changing transformation was the cumulative impact of collaborative and complementary efforts from a number of actors. And that is true across the sector today.

    Take for example, Fareshare. Working collaboratively, supporting other charities in their network, they’ve helped distribute 92% more food over the last year, and made their budgets go 78% further.

    This resulted in them distributing a whopping 135 million meals, reaching nearly 1 million people.

    If you’ll allow me to return once more to my hometown.

    In late 2024, Zoe’s Place, a hospice in Liverpool which provides care to children, faced an uncertain future. The community of Liverpool, supported by business leaders and politicians, as well as a fellow charity the Institute of our Lady of Mercy, fellow hospice Claire’s Place and regional media collectively rallied to save Zoe’s Place, with the Commission playing a key facilitating role.

    Now, ownership has been transferred to the newly registered Liverpool Zoe’s Place. The charity’s trustees have also finalised plans to build the charity’s new home, securing the continuation of the former charity’s legacy.

    The hospice had been helping families through the unimaginable since 1995 – to see that vital service disappear would have been gutting for the community, and a huge blow to the families who rely on the organisation’s support.

    Instead, by reawakening their community’s passion and pride in the service, the charity will now continue to provide that support for years to come.

    In addition to this kind of public appeal, forging new corporate partnerships is another option being explored by many charities. Indeed, the Charities Aid Foundation estimates that UK businesses contribute around £4 billion to the sector.

    Take one example – a mere stone’s throw from here: national homelessness charity, Shelter.

    The organisation has partnered with clothing brand, Lucy and Yak. Last year they held a successful pop-up shop in Kings Cross, and now, they’ve launched donation boxes in several Lucy and Yak shops across the country encouraging customers to donate clothing.

    Shelter has responded to competition facing charity shops with the rise of preloved selling platforms in an agile and innovative way. Through this partnership, they’ve added a funding stream to their ‘bow’ and potentially reached new supporters.

    But I appreciate that public appeals and new corporate partnerships won’t work for everyone.  

    As a result of the Covid pandemic, many charities needed to re-evaluate their financial resilience and ability to weather further storms – many had dipped into their reserves, while others had little to fall back on.

    With the same desire to ensure services do not come to an end, some charities with similar goals turned to mergers – combining resources to create something more sustainable.

    For example, Community Integrated Care, one of the largest social care providers in the UK, merged with Inspire, a social care provider based in Scotland, in 2023. The charities saw how funding shortfalls, economic pressures and workforce shortages were impacting social care more broadly and chose to secure their future together rather than struggle through apart. And it paid off.

    Community Integrated Care’s income increased by £22 million in the year after the merger, and the charities reported publicly that the merger was a good strategic fit. These charities found strength in unity while continuing to provide that sense of belonging their beneficiaries depend on.

    Mergers are not the answer for all – and I don’t underestimate the work that can be involved in navigating a successful transition. But where you decide a merger is the best way forward, the Commission is on hand.

    Conclusion: strength in collaboration

    I’ve touched upon a few examples today to evidence my underlying confidence in this sector’s collective power. Just as no home is built by a single pair of hands, no lasting social change comes from isolated efforts.

    Our dear late Queen, Elizabeth II, once said:

    On our own, we cannot end wars or wipe out injustice, but the cumulative impact of thousands of small acts of goodness can be bigger than we imagine.

    In the year of the 80th anniversary of Victory in Europe and Victory in Japan we should remember those words and that out of darkness can come something brighter and better than before.

    From the darkness of tyranny, fascism and unfathomable loss came a renewed determination for peace, democracy and equality. That which charities had long fought for then came forward in the form of the NHS, welfare state, expansion of access to higher education, and workers’ rights.

    While the challenges facing society may be less existential, I believe this sector can again play a transformational role across communities, across government, local and national, with businesses and philanthropists to once again tackle our biggest issues with joint purpose.

    There is no greater charity sector in the world than here and my message is clear.

    Keep shining a light, charities.

    Shine a light on your charitable purpose.

    Shine a light of hope, and of refuge to those in need.

    Shine a light on your innovation and impact.

    And always remember that you not only stand on the shoulders of giants, but you too are now building that better brighter future for the next generation.

Building on that success it has launched its Multibank, which has seen 1.46 million non-food essential items distributed to try and ensure no Londoner in need goes without.

    Welsh Women’s Aid and its partners helped 739 survivors access refuge-based support. That is life-saving intervention happening every day, across the country – offering not just physical shelter but a sense of home and safety when people need it most.

    That the osprey – that magnificent bird of prey – which was once driven to near extinction in the UK – is now thriving, with over 250 nesting pairs living in Britain today, is thanks to charities.

    And it is thanks to charity that, on average, two lives are saved at sea every single day by RNLI volunteers.  

    Also I know from my last CEO role at the Animal and Plant Health Agency, thanks to animal welfare charities’ campaigning work over decades, the UK now has one of the most advanced legal frameworks protecting animal health and welfare.

    These a just a few examples of what has been made possible by the charity sector.

    Potential and Opportunity

    So whilst I don’t underestimate for one moment the challenges charities face – and which I have seen first hand on my many visits – I would urge you not to let those challenges dim nor shroud the huge impact you are having, everyday.

    I also firmly believe that as Albert Einstein once said:

    in the middle of difficulty lies opportunity.

    Arguably, the bigger the challenge, the greater the opportunity. Ideas previously rejected as too radical; innovation that once felt too big; conversations which felt too challenging can suddenly feel possible – and necessary.

    Take for example, the city I call home, Liverpool. Which is incidentally also the Commission’s main home, where most of our staff are based.

    I grew up in Liverpool in the 1980s. It was a time when the city felt like it had lost its way, with ever increasing challenges and ever dwindling opportunity and resources.

    Today my home city is transformed. And that transformation happened through collaboration – a combination of philanthropic investments, national and local government investment, alongside renewed community action notably in the arts, culture and tourism which acted as catalysts for wider renewal.

    Each individual project mattered, but what made for game-changing transformation was the cumulative impact of collaborative and complementary efforts from a number of actors. And that is true across the sector today.

    Take for example, Fareshare. Working collaboratively, supporting other charities in their network, they’ve helped distribute 92% more food over the last year, and made their budgets go 78% further.

    This resulted in them distributing a whopping 135 million meals, reaching nearly 1 million people.

    If you’ll allow me to return once more to my hometown.

    In late 2024, Zoe’s Place, a hospice in Liverpool which provides care to children, faced an uncertain future. The community of Liverpool, supported by business leaders and politicians, as well as a fellow charity the Institute of our Lady of Mercy, fellow hospice Claire’s Place and regional media collectively rallied to save Zoe’s Place, with the Commission playing a key facilitating role.

    Now, ownership has been transferred to the newly registered Liverpool Zoe’s Place. The charity’s trustees have also finalised plans to build the charity’s new home, securing the continuation of the former charity’s legacy.

    The hospice had been helping families through the unimaginable since 1995 – to see that vital service disappear would have been gutting for the community, and a huge blow to the families who rely on the organisation’s support.

    Instead, by reawakening their community’s passion and pride in the service, the charity will now continue to provide that support for years to come.

    In addition to this kind of public appeal, forging new corporate partnerships is another option being explored by many charities. Indeed, the Charities Aid Foundation estimates that UK businesses contribute around £4 billion to the sector.

    Take one example – a mere stone’s throw from here: national homelessness charity, Shelter.

    The organisation has partnered with clothing brand, Lucy and Yak. Last year they held a successful pop-up shop in Kings Cross, and now, they’ve launched donation boxes in several Lucy and Yak shops across the country encouraging customers to donate clothing.

    Shelter has responded to competition facing charity shops with the rise of preloved selling platforms in an agile and innovative way. Through this partnership, they’ve added a funding stream to their ‘bow’ and potentially reached new supporters.

    But I appreciate that public appeals and new corporate partnerships won’t work for everyone.  

    As a result of the Covid pandemic, many charities needed to re-evaluate their financial resilience and ability to weather further storms – many had dipped into their reserves, while others had little to fall back on.

    With the same desire to ensure services do not come to an end, some charities with similar goals turned to mergers – combining resources to create something more sustainable.

    For example, Community Integrated Care, one of the largest social care providers in the UK, merged with Inspire, a social care provider based in Scotland, in 2023. The charities saw how funding shortfalls, economic pressures and workforce shortages were impacting social care more broadly and chose to secure their future together rather than struggle through apart. And it paid off.

    Community Integrated Care’s income increased by £22 million in the year after the merger, and the charities reported publicly that the merger was a good strategic fit. These charities found strength in unity while continuing to provide that sense of belonging their beneficiaries depend on.

    Mergers are not the answer for all – and I don’t underestimate the work that can be involved in navigating a successful transition. But where you decide a merger is the best way forward, the Commission is on hand.

    Conclusion: strength in collaboration

    I’ve touched upon a few examples today to evidence my underlying confidence in this sector’s collective power. Just as no home is built by a single pair of hands, no lasting social change comes from isolated efforts.

    Our dear late Queen, Elizabeth II, once said:

    On our own, we cannot end wars or wipe out injustice, but the cumulative impact of thousands of small acts of goodness can be bigger than we imagine.

    In the year of the 80th anniversary of Victory in Europe and Victory in Japan we should remember those words and that out of darkness can come something brighter and better than before.

    From the darkness of tyranny, fascism and unfathomable loss came a renewed determination for peace, democracy and equality. That which charities had long fought for then came forward in the form of the NHS, welfare state, expansion of access to higher education, and workers’ rights.

    While the challenges facing society may be less existential, I believe this sector can again play a transformational role across communities, across government, local and national, with businesses and philanthropists to once again tackle our biggest issues with joint purpose.

    There is no greater charity sector in the world than here and my message is clear.

    Keep shining a light, charities.

    Shine a light on your charitable purpose.

    Shine a light of hope, and of refuge to those in need.

    Shine a light on your innovation and impact.

    And always remember that you not only stand on the shoulders of giants, but you too are now building that better brighter future for the next generation.

  • MIL-OSI United Kingdom: Denis Law Legacy Trail to officially open

    The Printfield 10 – Denis Law Legacy Trail will be officially unveiled on Saturday (24 May) in Denis’ childhood community of Printfield.

    Set to be launched by members of the Law family, representatives from both the Printfield project and the Denis Law Legacy Trust and Aberdeen Lord Provost, Dr David Cameron, the ten point trail is a walking route through the Printfield community, that celebrates Denis Law’s life, career, and impact on Aberdeen.

    The project was first initiated by the Printfield community and developed in collaboration with Denis Law Legacy Trust, Robert Gordon University’s Gray’s School of Art, Denis’ family and Aberdeen City Council. 

    The trail was designed and delivered by Fine Day Studio, in collaboration with New Practice. The murals have been produced by Blank Walls – a street art company renowned for delivering world-class public art projects.

    A motion on the creation of the walking trail was brought to Full Council by Councillor Neil Copland in March 2020.

    Councillor Copland said: “I’m thrilled to see the Denis Law Legacy Trail completed in the heart of Denis’ childhood community of Printfield. The trail will allow people to walk in the footsteps of a sporting legend and experience a world-class public artwork in the heart of Aberdeen.

    “These artworks will attract both local people and tourists to the Printfield area, further cementing Aberdeen’s reputation as a growing hub for public art and cultural heritage.  It’s a very fitting tribute for one of Aberdeen’s greatest sons.”

    The trail will be officially opened on Saturday at 3.15pm, at number 10 on the corner of Printfield Walk and Printfield Terrace.

    Between 2pm and 4.15pm, there will be workshops for families in the Printfield play area, games and activities by The Denis Law Legacy Trust and workshops by Fine Day Studio and the Robert Gordon University Mobile Art School.

    Alex Harvey and Jerome Davenport, Co-Founders of Blank Walls said: “This has been an incredible project to be part of and It’s a great honour to create such an iconic legacy piece for a legend of Aberdeen and a legend of football. We hope the mural becomes a welcome addition to the already impressive street art in Aberdeen and serves as an inspiration to the local community.”

    Colin Leonard, Founder of Fine Day Studio said: “We’re thrilled to see the first phase of the Denis Law Legacy Trail come to life. Denis wasn’t just a footballing icon—he was also a fearless, selfless teammate who never lost sight of his roots in Printfield and Aberdeen.

    “Every stop on the trail offers a chance to celebrate his story and spark pride in the place he called home. It’s been about creating something joyful and meaningful that belongs to the whole community.”

    Di Law, Denis’ daughter said: “We are absolutely delighted and immensely proud to support this unbelievable project that will leave a positive and long-lasting legacy for our father and the community in Printfield.”

    David Suttie, Trustee of The Denis Law Legacy Trust said: “This trail is a wonderful example of the Trust and Aberdeen City Council coming together to support a community driven project into fruition. This project has come to life spectacularly and will be a great focal point for the city for a long time to come.”

    Mark Williams, Chief Operating Officer of The Denis Law Legacy Trust said: “We have been delighted to support the local Printfield community to deliver an incredible legacy for Denis in and around the very streets where he was born. Built to inform and inspire all who visit this, we hope it will continue to do so for many years to come.”

    A representative from the Printfield Youth Group said: “I think the Trail is really cool, I think the designs are so bright and makes you feel happy.  It makes the area look so much better and I think it will bring more people into the community and it is something to be proud of.”

    The Denis Law Legacy Mural has been funded by the UK Shared Prosperity Fund and Aberdeen City Council’s Common Good Fund.

  • MIL-OSI Russia: Amur Region Governor Expects to Expand Humanitarian Cooperation with China

    HARBIN, May 21 (Xinhua) — “In terms of humanitarian cooperation, the Amur Region is the leader among other Russian regions in the number of Russian-Chinese joint events, just like Heilongjiang Province is among Chinese regions. I very much hope that in the future we will be able to raise the level of these events by attracting additional partner regions from both sides,” Amur Region Governor Vasily Orlov said in an interview with Xinhua.

    He made the statement on the sidelines of the 34th Harbin International Economic and Trade Fair, which is being held in Harbin, the capital of Heilongjiang Province, northeast China, from May 17 to 21.

    “We have more than 200 events. They are held annually, there are very bright and iconic ones that have become the calling card of our cities – Blagoveshchensk and Heihe and the Amur Region and Heilongjiang Province,” explained V. Orlov.

    Among the above-mentioned events, the governor named the annual winter festival held on the ice of the Amur River (Heilongjiang River), which includes hockey matches, car rallies, and winter swimming competitions.

    “We have a number of regions that would like to act as partners in this event, and Heilongjiang Province will certainly also find such partners from the Chinese side,” noted V. Orlov.

    The Governor of the Amur Region highly praised the Harbin Winter Ice and Snow Festival. “It has become such a calling card that people from all over China come here to see it, but we have every chance that the winter festival in Blagoveshchensk and Heihe will be the same calling card and tourists will come there.”

    According to V. Orlov, there is colossal potential for tourism between Russia and China. “We are implementing several large logistics projects, including a cable car, the construction of which will be completed this year. Such a facility will give a serious boost to the growth of the tourist flow.”

    “We are further developing the theme of promoting tourism throughout Russia among Chinese tourists. We have built a new airport in Blagoveshchensk, built all the infrastructure for aircraft, and by the end of the year we will build an international passenger terminal. We are also actively working to develop the sector of flights from Blagoveshchensk to other cities of interest to Chinese tourists in Russia, such as Petropavlovsk-Kamchatsky, Irkutsk and to Baikal,” the governor noted.

    V. Orlov is also aware of the high demand and congestion of flights between Blagoveshchensk and Harbin. “We really hope that the number of such flights will increase so that they fly regularly between the two cities,” he summed up. -0-

    ​The Culture, Sports & Tourism Bureau today invited the market to submit expressions of interest (EOI) for better utilising the space of the Kai Tak Cruise Terminal (KTCT).

    As one of the strategies in the Action Plan on Development of Cruise Tourism, the bureau aims to elevate the function of the KTCT as a cruise terminal for all.

    Apart from the cruise operation facilities, the KTCT also has an ancillary commercial area of about 5,600 sq m, and public space located on the rooftop and second floor.

    The bureau invites interested vendors and organisations to submit feasible proposals for the use of the ancillary commercial areas and public space, including use for conventional retail or other purposes, with a view to fully utilising the space.

    The bureau stressed that it has been committed to promoting the KTCT for hosting more non-cruise and commercial events during the low season and on days when fewer cruises berthing thereat to better utilise the space at the KTCT.

    What’s more, with the official commissioning of the Kai Tak Sports Park on March 1 this year, the park has become a new hub for hosting major sports and entertainment events.

    The pedestrian walkway connecting the park and the KTCT has recently been opened, and the Home & Youth Affairs Bureau has completed the tender exercise for the Youth Post hostel and spaces for cultural and arts exchanges for youths next to the KTCT.

    The organisation to operate the youth development facility has been selected, and is expected to commence operation within this year.

    With the gradual population intake of the residential development projects at the former runway area of Kai Tak, the transport connectivity of the KTCT will continue to be enhanced in accordance with the plan.

    Seizing the opportunities brought by the developments, the bureau hopes to bring more visitors to the KTCT by the new activities and seek business opportunities through collaboration among the Government, the business sector and the community.

    Interested commercial entities, non-profit-making organisations, organisations related to the cultural, creative and sports industries as well as young entrepreneurs are welcome to submit proposals.

    The bureau added that in considering the suggestions collected, it will focus on how the activities can create greater convenience and a better experience for cruise visitors, create synergies between the Kai Tak Sports Park and the Youth Post hostel, and benefit the residential community of Kai Tak.

    Furthermore, it pointed out that it will determine the future use and management arrangements of the space based on the suggestions.

    The invitation documents for the EOI are available on the Tourism Commission website. Interested parties must submit their EOI by July 18.

    The bureau will also hold a briefing session on the EOI invitation on June 3.
