  • MIL-OSI New Zealand: Rescue teams keeping positive in search for missing tramper

    A large-scale search and rescue operation has continued today in Milford Sound, for a man who has been missing since Sunday.

    The solo tramper failed to return after a planned day trip to climb Mitre Peak.

    The alarm was raised promptly, and a search and rescue operation began immediately, shortly before midnight on 5 May.

    Detective Tracy Ward says a large number of resources have been working through arduous terrain, assisted by helicopter crews.

    The search is being supported by Land Search and Rescue teams from Fiordland, Caitlins and Southland, Southern Lakes Helicopters, Heli-Otago, Southland Amateur Radio Emergency Communications, a Wakatipu Land Search and Rescue tracking dog team, a Dunedin Land Search and Rescue air scent dog team, and Wakatipu Alpine Cliff Rescue teams.

    “There is also a huge amount of local support being provided by tourism operator Real NZ at Milford Sound. Roughly 60 volunteers, 10 Police staff and the various helicopter and tourism staff are working hard to find the missing man.”

    A Police incident management team is in place in Invercargill, supporting a forward command base at Milford Sound.

    Detective Ward said helicopter searches began on Monday and carried on into the night, before resuming this morning.

    “Land Search and Rescue field and dog teams have been in the search area since Monday morning, as well as alpine cliff rescue teams due to the incredibly steep terrain in the area. Real NZ has assisted the operation with marine vessels and support staff, as well as helping the search staff at the forward control base in Milford Sound.

    “We are looking at a wide search area in a very rugged part of New Zealand. We have yet to find any items that could help narrow the search area, but we are remaining positive.

    “The man we are looking for is experienced in the outdoors and we believe he had suitable clothing and provisions, which can make all the difference. We are in contact with his next of kin, but at this stage are not in a position to release further details about him,” Detective Ward said.

    “We are expecting a deterioration in the weather tonight and that may affect ongoing search efforts, but Police and volunteer staff will remain in Milford Sound until further notice.”

    Police have spoken to a number of people who encountered the man in the vicinity of Mitre Peak on Sunday 4 May. Detective Ward said Police still needed to hear from anyone who was in the area on Sunday if they haven’t already spoken with Police.     BEIJING, May 6 (Xinhua) — Beijing received more than 17.9 million tourists during the five-day May Day holiday, up 5.6 percent from the same period in 2024, according to the city’s Bureau of Culture and Tourism.

    The capital’s tourism revenue during the period reached 20.98 billion yuan (about 2.9 billion US dollars), up 6.9 percent year-on-year.

    Wangfujing Shopping Street, Beijing Olympic Park, Xidan Commercial District, Nanluoguxiang Alley, famous for its well-preserved siheyuan (traditional Beijing courtyards), and Yiheyuan Park were among the top 10 most visited places in Beijing during the May Day holiday.

    In the performing arts sector, Beijing’s stages also flourished during the reporting period. The city hosted 1,664 commercial performances, attracting about 668,000 spectators and generating box office revenue of 242 million yuan. These figures increased year-on-year by 10 percent, 10.9 percent and 29 percent, respectively.

    Thanks to simplified customs clearance procedures, payment systems and tax refund services, the flow of foreign tourists to the Chinese capital increased by 42.4 percent year-on-year to reach 104,000 person-times. Inbound tourism expenditure by foreign travelers amounted to 1.13 billion yuan, up 48 percent from the previous year.

    Meanwhile, rural areas adjacent to Beijing have offered tourists a variety of cultural and tourism activities, such as eco-tours, parent-child education programs, and intangible cultural heritage activities for those interested in short-distance travel that combines leisure and learning. -0-

  • MIL-OSI United Nations: Greater attention to boreal forests needed, says UN Study

    Representing 27% of all forests worldwide, boreal forests are the planet’s terrestrial “second lung” after tropical forests. Encircling the North Pole, they span North America, Europe, and Asia, playing a vital role in global carbon sequestration and storage, biodiversity, and supporting societies and economies. 

    Despite their importance, boreal forests do not receive the same visibility and attention among policymakers and the public as their tropical forest counterparts. A new study published by the United Nations Economic Commission for Europe (UNECE), presented today at the United Nations Forum on Forests in New York, highlights the urgent need to increase the understanding of this global “treasure trove” and to safeguard its important contributions.  

    The comprehensive study on boreal forests and accompanying series of national overviews (for Canada, Finland, Norway, Russian Federation, Sweden, USA) finds that despite the importance of the boreal biome, there are significant gaps in knowledge about its forests, their role in sustainable development, and their future. This can be attributed to fragmented research, based on national, site-specific conditions, and the lack of a harmonized and agreed definition and monitoring framework across the boreal region. 

    Call for Action 

    The study highlights the need to place greater focus on boreal forests in global discussions on sustainable development, biodiversity conservation, sustainability indicators and climate change adaptation and mitigation.  

    A commonly agreed definition of boreal forests would help to delineate the area they occupy as a precondition for a consistent monitoring of the boreal forest biome. This could be achieved through the development of a set of dedicated criteria and indicators for monitoring long-term effects of forest management activities, natural and human-caused landscape disturbance, as well as climate change, including fires and insect infestations. 

    Such assessment instruments, resulting from the joint efforts of countries with boreal forests, would generate evidence on the state of the biome for improved policymaking for the sustainable management of boreal forests and help raise their overall profile.  

    The UNECE Committee on Forests and the Forest Industry offers a platform and tools to facilitate the exchange of information and cooperation in this regard. 

    Key Facts

    • Carbon storage: These forests contain about 32% of global terrestrial carbon stocks, with boreal soils holding vast amounts of carbon, significantly impacting atmospheric carbon levels. 

    • Economic importance: They contribute substantially to sustainable livelihoods, including to rural, remote and Indigenous communities, and economic growth, providing 37% of the world’s stock of growing timber. Activities such as berry or mushroom picking, hunting, and recreation/tourism also make important contributions. 

    • Rising threats: Boreal forests face increasing threats from climate change, including wildfires, pest outbreaks, and thawing permafrost. 

    Boreal forests are characterized by short, moist, and moderately warm summers and long, cold, and dry winters. Their flora consists mostly of cold-tolerant evergreen conifer trees, such as spruce, larch, pine and fir, with some broadleaf species such as birch, poplar and alder. The world’s boreal regions are among the least densely populated on earth. 

    Boreal forests contain approximately 48% of global primary forests and are vital for the conservation of biodiversity and climate regulation. They play an important role in global carbon sequestration and storage, and therefore, are key to climate change mitigation. In addition to providing significant ecosystem services, for example, the protection of freshwater resources, boreal forests play a substantial role in contributing to the sustainable economic development of countries in the boreal zone, and provide a sustainable supply of wood and energy to world markets. 

    Boreal forests, like other forest biomes, are important to global goals such as the Sustainable Development Goals (SDGs) 8, 12, 13 and 15, the six Global Forest Goals and the Targets of the United Nations Strategic Plan for Forests 2030.

    Chief Executive John Lee said that the number of visitors coming to Hong Kong has gone up drastically during the Mainland’s Labour Day Golden Week, creating a very good atmosphere for Hong Kong and bringing huge economic benefits.

    Ahead of the Executive Council meeting this morning, Mr Lee pointed out that he has asked the Culture, Sports & Tourism Bureau and related departments to sum up their experiences in this Golden Week and work with relevant industries to heighten the good feelings of travellers. 

    “I think we should really gather information about the new travelling patterns of visitors, particularly those from the Mainland, because they represent a big chunk of our tourists, to know about their new travelling patterns, their new needs and new routes, so that we can take good care of them.”

    He highlighted that Hong Kong has to be a city that welcomes all tourists, regardless of whether they are high-end or non-high-end travellers.

    “Anything which we do to make any sector of tourists feel that they are not being welcomed, that will be harmful to the overall image of Hong Kong as a tourist city.

    “There will be high-end travellers and there will also be non-high-end travellers, but we must look at tourism as a whole so that every tourist will find the experience in Hong Kong is an enjoyable one, is a welcome one.”

  • MIL-OSI Russia: Participants of the federal stage of the All-Russian competition “My Good Business” have been determined

    The results of the interregional stage of the All-Russian competition of socially responsible initiatives of entrepreneurs and NPOs “My Good Business”, organized by the Ministry of Economic Development of Russia, have been summed up. The federal operator of the competition is the State University of Management.

    This year, 2,292 applications were submitted to the competition, of which 1,079 made it to the interregional stage. 101 projects from 51 regions of the country were admitted to the federal stage.

    The leaders in terms of the number of participants in the federal stage are the Leningrad Region (six projects), the Saratov Region (five projects), as well as Moscow, the Republic of Buryatia, the Volgograd, Kaliningrad, Nizhny Novgorod and Tyumen Regions (four projects each).

    “The presence of social entrepreneurship in the country is an indicator of the maturity of society. And the fact that this year 20 times more applications were submitted than reached the federal stage is an indicator of the presence of active members in our society who are ready to solve problems on their own initiative. The competition, in addition to its direct task – encouraging caring citizens, also serves as a platform for consolidating like-minded people, a place where they can meet, create common projects, exchange experience, including interregional experience,” said Vladimir Stroyev, Rector of the State University of Management.

    The final stage of the competition will last until June 1. The award ceremony for the winners will also take place in June.

    “Social entrepreneurship in Russia is showing significant quantitative and qualitative growth. According to the results of 2024, the register of social business of the Ministry of Economic Development of Russia increased by 11%, exceeding the mark of 12 thousand participants. And one of the markers of qualitative changes in the sector is the My Good Business competition. This year, 101 initiatives passed to the federal stage, which is almost twice as many as last year.     This year, My Good Business is being held for the 10th time. Small business entities, self-employed individuals and NPOs are participating in seven main nominations of the Help with Meaning track, covering youth entrepreneurship, employment of socially vulnerable groups, development of folk crafts and social startups, initiatives of mothers-entrepreneurs and other areas.

    There are also special nominations: “Good Guy” – for the best social practices in small towns and villages, and “Cultural Code” – for projects and programs in the cultural and educational sphere, as well as in the sphere of healthy lifestyle, physical education, sports and social tourism.

    The competition has been held since 2015 and is designed to identify and support the best practices of social entrepreneurship. Over the entire period, more than 10 thousand entrepreneurs and non-profit organizations have taken part in it. The winners receive special prizes and information support. The project consists of several stages: collection of applications, regional selection, transition to the interregional level and the final.

    BEIJING, May 6 (Xinhua) — During the five-day holiday to mark International Workers’ Day on May 1, China’s checkpoints saw about 10.9 million inbound and outbound travelers, up 28.7 percent from a year earlier, data from the National Immigration Administration showed Tuesday.

    During the period, residents of mainland China crossed the border in both directions about 5.78 million times, up 21.2 percent year-on-year. And the number of entries and exits through checkpoints among residents of Hong Kong, Macao and Taiwan exceeded 4 million person-times, up 37.1 percent year-on-year.

    According to the agency, the number of foreigners crossing the Chinese border during the reporting period increased by 43.1 percent year-on-year, amounting to about 1.12 million people-times.

    UNITED NATIONS, May 6 (Xinhua) — The problems between Pakistan and India cannot be resolved militarily, UN Secretary-General Antonio Guterres told reporters on Monday.

    “Make no mistake: a military solution is not a solution,” he said. “Tensions between India and Pakistan are at their highest level in years,” Guterres said. “And so it pains me to see the relationship reaching a boiling point,” the secretary-general added.

    A. Guterres once again strongly condemned the recent terrorist attack in Pahalgam and expressed condolences to the families of the victims. “Attacks on civilians are unacceptable and those responsible must be held accountable through credible and legal means,” he said.

    The UN Secretary-General stressed that it is important, “especially at this critical hour, to avoid a military confrontation that could easily spiral out of control.” “Now is the time to exercise maximum restraint and step back from the brink,” he added.

  • MIL-OSI Australia: New flights to take off with upgrades to Perth airport

    The Albanese Labor Government is investing $24.2 million dollars to deliver additional border services at airports, including a major boost to Perth airport to help cement the city as a world class tourist hub.

    The investment in additional staffing and equipment at Perth Airport will increase border and biosecurity capacity and in turn allow the airport to host more international flights.

    We are pleased that as a result of this investment, Qantas has today announced that it will recommence flights to Johannesburg, South Africa and Auckland New Zealand.

    Demand for services at Perth airport is rapidly growing. In January 2025, Perth airport saw 515,581 international passengers, breaking the record high set just the previous month in December 2024.

    The Government’s investment will allow Australian Border Force and the Department of Agriculture, Fisheries and Forestry, to ensure smooth operation for trade and tourism, while protecting our border from threats to Australia’s safety and security.

  • MIL-OSI China: India, Pakistan troops exchange fire on Kashmir LoC

    Amid escalating tension, the troops of India and Pakistan exchanged heavy fire and targeted each other’s positions Monday on the Line of Control (LoC), an Indian army official said.

    “During the intervening night of May 4 and 5, Pakistan army posts resorted to unprovoked small arms fire across the LoC in areas opposite Kupwara, Baramulla, Poonch, Rajouri, Mendhar, Naushera, Sunderbani and Akhnoor,” an Indian army official was quoted in local media. “Indian army responded promptly and proportionately.”

    Monday marked the 11th straight day of ceasefire violations on the volatile LoC, according to the Indian side.

    Tensions between India and Pakistan have escalated following a deadly attack on tourists in Pahalgam in the Indian-controlled Kashmir on April 22.

    On Monday, New Delhi temporarily cut off the flow of water from Chenab river to Pakistan, Indian media reports said.

    On the same day, Pakistan conducted a successful training launch of its surface-to-surface FATAH Series missile with a range of 120 km, the military said in a statement.

    As China’s popular tourist spots became overcrowded during the May Day holiday, lesser-known counties and small cities with rich cultural heritage and unique local cuisines emerged as favored destinations for young travelers and families, reflecting a shifting preference trend and increased consumer spending.

    The five-day holiday, which ended on Monday, marked the last long break in the first half of the year.

    “‘Less-crowded destinations’ and ‘niche travel spots’ became popular search terms on our platform before and during the holiday,” said travel platform Qunar. “We noticed that some county-level destinations have won the hearts of users,” Qunar said, and hotel bookings during the holiday spanned 1,230 counties — around 90 percent of all counties nationwide.

    Bookings to county-level destinations rose 30 percent year-on-year, with more than 60 percent of travelers coming from major cities such as Beijing and Shanghai.

    Counties with notable historic or scenic appeal — including Wuyuan in Jiangxi province, Qingyang in Anhui province and Pingyao in Shanxi province — topped Qunar’s booking charts during the holiday. These locations are known for their preserved ancient architecture and picturesque mountain views.

    Li Jinxiao, a traveler from Tianjin, visited Pingyao during the break. The county is famed for its well-preserved urban layout from the Ming and Qing dynasties (1368-1911).

    “There are many ancient towns and cities in China, but Pingyao has its distinctive cultural vibes,” she said. She described the experience of walking through streets and neighborhoods that retain traditional elements, making her feel as if she had “traveled back in time”. She said she plans to recommend Pingyao to her friends.

    Fang Yan, who works in Beijing, traveled to Shexian county, Anhui province, during the holiday.

    “Beijing is always crowded during holidays, why not leave the city to travel elsewhere and spend the break in a quiet town?” said Fang, 32.

    Fang said she was drawn by Shexian’s unique Hui-style architecture and local cuisine. “I stayed at a homestay converted from an old Huizhou building. It preserved traditional wooden beams and parapet walls while featuring modern furnishings,” she said.

    “It wasn’t cheap — about 1,500 yuan ($206) per night — but it was worth it. I felt at peace, enjoying the sun and sipping tea.”

    According to Shexian’s local authorities, the county’s major scenic sites received 53,400 visits on May 4, the fourth day of the holiday, with ticket revenue reaching 868,000 yuan — up nearly 300 percent and 44 percent year-on-year, respectively.

    Trip.com Group, another leading travel portal, said countryside travel has also gained popularity as a way to avoid crowds. Bookings to rural destinations rose 20 percent over the holiday.

  • MIL-OSI China: Holiday inbound tourism thrives

    China’s inbound tourism market saw strong recovery and growth during the just-concluded May Day holiday, with smaller cities attracting more foreign visitors seeking cultural experiences, according to industry insiders.

    During the five-day break, inbound travel bookings surged 130 percent from a year earlier, said Trip.com Group, China’s largest online travel agency. While top-tier cities such as Beijing and Shanghai remained popular, destinations including Chengdu in Sichuan province, Chongqing, Hangzhou in Zhejiang province, Zhuhai in Guangdong province, and Xi’an in Shaanxi province also made the list of top inbound choices.

    China has been opening its doors wider to international travelers. In 2024, the country expanded its unilateral visa-free policy to include 38 countries, allowing visits of up to 30 days, according to the National Immigration Administration.

    Favorable tax refund policies have also boosted inbound travel. In late April, China lowered the tax refund threshold from 500 yuan ($68.80) to 200 yuan and raised the cash refund limit from 10,000 yuan to 20,000 yuan. There is no limit on refunds processed by bank transfer, according to a guideline issued by the Ministry of Commerce and five other departments.

    “We encourage relevant institutions to provide tax refund services through various means such as mobile payments, bank cards and cash, and to better meet the diverse payment service needs of overseas travelers,” said Sheng Qiuping, vice-minister of commerce, at a recent news conference in Beijing.

    During the holiday, tourists from the United States, South Korea and Japan made up the largest share of inbound visitors. The number of travelers from Australia, Vietnam and Canada also rose significantly, according to Beijing-based travel platform Qunar.

    Foreign visitors are venturing beyond major cities. Hotel bookings by foreign tourists in Zhuhai rose 70 percent year-on-year, while Qingdao in Shandong province and Wuhan in Hubei province saw increases of 60 percent and 50 percent, respectively, Qunar reported.

    China’s picturesque landscapes and rich culinary culture have frequently been featured in South Korean TV dramas and variety shows, piquing travel interest. The May Day holiday also coincides with a public holiday in South Korea, encouraging young travelers to visit China.

    South Korea’s leading travel agency, Hana Tour, said January trips to China rose 77 percent year-on-year, outpacing a 20 percent increase for trips to Japan. The surge was mainly driven by China’s visa-free policy.

    Major South Korean airlines have responded by expanding their international flight offerings to China to meet rising demand.

    Meanwhile, more foreign visitors are seeking immersive cultural experiences in rural areas. A Trip.com resort in Zhangjiajie, Hunan province, reported a surge in bookings from tourists from the US, Italy and Spain since April.

    “Besides sightseeing, foreign tourists have shown increasing interest in in-depth tours and diverse experiences, such as participating in farming activities and attending ethnic concerts,” said Fang Zexi, a Trip.com Group researcher.

    Their cultural curiosity extends into everyday life. In Chengdu, a popular southwestern city, more foreign visitors are booking culinary experiences, visits to local farmers’ markets, cooking sessions, table presentations and food tasting, Trip.com said.

    In the first three days of the holiday, more than 5,700 inbound passenger trips were recorded by Chengdu’s border inspection authority, a year-on-year increase of over 170 percent, according to the Sichuan provincial entry and exit bureau.

    The 2025 Hyundai Archery World Cup – Lujiazui Shanghai leg is set to kick off from May 6 to May 11.

    As an International Grade A event sanctioned by World Archery, the tournament will, as in previous years, feature 10 disciplines across men’s and women’s recurve and compound categories, including individual, team and mixed team events.

    Qualifying and elimination rounds will take place at Yuanshen Sports Centre Stadium from May 6 to 9, while finals will unfold on May 10 to 11 along the Binjiang Avenue in Pudong New Area, offering spectators breathtaking views of the Huangpu River.

    The star-studded lineup has been officially unveiled, comprising athletes from 36 countries and regions. In addition to the Chinese national team, including rising stars and seasoned Olympians, the event will feature world stars such as An San, archery’s first triple Olympic champion; Alejandra Valencia, the current world No 2 archer from Mexico; Brady Ellison, the reigning world No 1 in the recurve category and the 2019 World Champion from the United States; Andrea Becerra from Mexico, the current world No 1 in compound category and winner of the Auburndale Stage’s women’s individual event; and Mike Schloesser, the current world No 1 in the compound category from the Netherlands.

    Beyond elite competition, the event will amplify its civic impact through the archery carnival, a series of public activities targeting youths, white-collar professionals and amateur enthusiasts. Community challenges, school workshops and interactive exhibitions in commercial hubs will allow locals to test their skills alongside international athletes, fostering grassroots participation.

    Since its debut in 2006, the Shanghai leg has become the cornerstone of the Archery World Cup circuit, hosted 13 times in Pudong. By integrating “landmark sports” with the city’s skyline, it has elevated archery’s profile while also promoting tourism and urban development.

  • MIL-OSI New Zealand: Pinnacles Hut, Summit Track set for improvement

    The Pinnacles Hut is an 80-bunk hut, located in the Kauaeranga Valley. Built in 1994, the hut offers expansive views across the southern Coromandel Peninsula.

    The Pinnacles Hut and Summit Track are often used by international tourists visiting Coromandel and is one of DOC’s busiest with 15,000 bednights per year.

    DOC Hauraki Senior Ranger Karen Ismay says the hut refurbishment project will start on Monday 12 May and run for six weeks until 21 June.

    “The work on the hut involves installing insulation, false ceilings and double-glazed windows – all of which will mean a warmer, drier and more comfortable hut for our visitors.

    “We know that a significant proportion of tourism is based in, on or around our unique natural environment and this part of a wider drive to make DOC’s hut buildings more environmentally sustainable for future generations to enjoy,” Karen says.

    “This hut is particularly popular with international visitors enjoying what the Coromandel has to offer.”

    With the work underway, the hut becomes an active worksite – which means it is off-limits to the public and cannot be booked for the duration of the refurbishment project.

    Alongside the hut project is an improvement project on the Summit Track, which is accessed from the Pinnacles Hut.

    The Summit Track project focusses on improving the track surface, with boardwalks set to be installed to prevent the spread of kauri disease.

    With more than 50 per cent of international visitors and 80 per cent of New Zealanders visiting protected natural areas every year, improvements like these are vital for future-proofing our assets.

    Drainage work will also improve management of rainwater on and around the track.

    The track will be closed to the public from 7am Monday to 3pm on Friday, but will be available for weekend walkers. The track upgrade project is expected to be completed by 21June.

    “We understand there may be some disappointment about these closures, but we’re confident our visitors will appreciate the improvements – particularly on chilly winter nights in the hut,” Karen says.

    The housing crisis in several Member States is caused by several factors. The regulation (EU) 2024/1028[1] on data collection and sharing relating to short-term accommodation rental services (STR) aims to provide Member States authorities with reliable and objective data on short-term rentals to allow them to adopt the most convenient and proportionate measures to counterbalance any possible negative effects of short-term rentals.

    Member States that wish to receive data on short-term rentals from platforms are obliged to implement the STR Regulation. In this regard, any registration scheme that Member States want to introduce must be compliant with the STR Regulation.

    However, Member States are not obliged to introduce registration schemes or seek data from platforms, in which case the regulation does not need to be implemented.

    Public authorities may take different approaches in this area. It is for Member States and their competent authorities to decide whether to put in place registrations schemes at regional level.

    In addition, to help tackle the housing crisis, the Commission has appointed the first-ever Commissioner responsible for housing and established a Task Force for Housing.

    The Commission will put forward a European Affordable Housing Plan and will tackle systemic issues with the short-term accommodation rentals and make proposals to tackle the inefficient use of the current housing stock.

    During these activities, the Commission will give due consideration to the matters described by the Honourable Member.

    What you need to know: California applied to the federal government today to update the state’s benchmark plan, which would expand coverage requirements for essential health benefits (EHBs) like hearing aids and wheelchairs in the individual and small group markets starting in 2027.

    Sacramento, California – Today, Governor Gavin Newsom, through the Department of Managed Health Care (DMHC), submitted an application to the federal Centers for Medicare & Medicaid Services (CMS) to update California’s benchmark plan. The new benchmark plan would expand coverage requirements for essential health benefits (EHBs) in the individual and small group markets starting in 2027, following CMS approval. That expanded coverage would include services to such fertility treatments, annual hearing exams and hearing aids, and mobility devices such as walkers, manual and power wheelchairs, and scooters.

    “Quality health care should be available for all Californians, and one way we are working to achieve this goal is by updating the state’s benchmark plan for required health benefits. My administration has been working over the last year, in collaboration with the state Legislature, to expand coverage for important and needed health care services, including fertility services, hearing aids and wheelchairs. These new coverage requirements will have life-changing impacts for millions of Californians.”

    How we got here

    The federal Patient Protection and Affordable Care Act (ACA) requires health plans in the individual and small group markets to offer a comprehensive package of services, known as EHBs. EHBs must cover 10 broad categories of services including primary care, hospital services, prescription drugs, and emergency and urgent care services. Within these broad categories, a state can decide what specific services plans must cover by selecting its benchmark plan, which sets forth the EHB coverage requirements.

    The DMHC has been working over the last year with the Newsom administration and Legislature to update California’s benchmark plan, including holding public meetings to share information on expanding the EHBs and the process to update the state’s benchmark plan. These public meetings provided opportunities for the public to comment about the benefits that should be considered for inclusion in the new benchmark plan. In addition to the public meetings, the DMHC issued public notices on California’s work to update the benchmark plan and accepted public comments on the state’s draft benchmark plan summary. If approved by CMS, the new benchmark plan requirements would take effect January 1, 2027.

    SACRAMENTO — Governor Newsom and Visit California today announced that California’s tourism spending continued to grow in 2024, reaching a record-high of $157.3 billion in tourism spending throughout the state — an increase of 3% from 2023, another record-spending year.  This comes after recent news that California’s economy is now the fourth-largest economy in the world and experienced a population increase for the second year in a row.

    “California dominates as a premier destination for travelers throughout the nation, and around the globe. With diverse landscapes, top-rate attractions, and welcoming communities, California welcomes millions of visitors every year. We also recognize that our state’s progress is threatened by the economic impacts of this federal administration, and are committed to working to protect jobs and ensure all Californians benefit from a thriving tourism industry.”

    The announcement comes with the release of Visit California’s 2024 Economic Impact Report and revised 2025 forecast released today. According to Visit California’s report, in 2024:

    • Visitors spent $157.3 billion at businesses across the state.
    • Tourism spending supported 1.2 million jobs and created 24,000 new jobs.
    • $12.6 billion in state and local tax revenues was generated from tourism.

    Economic progress at risk of Trump Slump

    However, the forecast also anticipates a 1% dip in overall visitation and a 9.2% decline in international visitation in 2025, in direct response to federal economic policy and an impending “Trump Slump.” Looking ahead, 2025 is projected to be more challenging, particularly due to global economic pressures and a slowdown in international tourism, the direct result of declining global sentiment about travel to the United States. California is already seeing the impact, with a sharp year-over-year decline in March of this year.

    In anticipation of the slump caused by the Trump administration, Governor Newsom and Visit California are encouraging Californians to continue to travel within the state to help support the booming tourism industry. The Governor has also launched a new campaign encouraging Canadian consumers to continue to travel to the Golden State.

    More people moving to California 

    In addition to record-breaking tourism, California is welcoming more new residents. Governor Newsom recently announced California’s population increased for the second year in a row. The announcement also noted that previous reports that California’s population had declined by hundreds of thousands of people in 2021 and 2023 were found inaccurate, and since 2021, California’s population has increased by nearly 275,000 people.

    With a nation-leading GDP and more Fortune 500 companies than any other state, California’s economy remains a global powerhouse driven by diversity, creativity, and opportunity.

    Kota Airport, a long-awaited development is a result of consistent efforts by Shri Om Birla, Speaker of Lok Sabha and MP from Kota-Bundi, who has been actively pursuing the realization of an airport for Kota.     WASHINGTON, DC – Today, Representatives Jerrold Nadler (D-NY), Rob Menendez (D-NJ), and Nicole Malliotakis (R-NY) introduced the Improving Helicopter Safety Act, which bans all non-essential helicopter traffic within a 20-mile radius of the Statue of Liberty. The bill comes in the wake of the tragic crash of an air tourism helicopter into the Hudson River on April 10, which claimed the lives of six people.  

    “The tragic helicopter crash last month on the Hudson River was not an isolated incident; it was the latest in a long line of preventable tragedies in the New York metropolitan region’s increasingly crowded and poorly regulated airspace,” said Congressman Jerrold Nadler. “For far too long, non-essential helicopter flights have endangered public safety and shattered the peace of our neighborhoods. I am proud to introduce the bipartisan Improving Helicopter Safety Act with my colleagues, Rob Menendez and Nicole Malliotakis, to finally put an end to these dangerous flights in our region. We owe it to the victims, and to every resident living beneath these flight paths, to put safety first and prevent future disasters.” 

    “While we have consistently worked to address the impact of non-essential helicopters on our communities, last month’s tragic crash should be a clarion call for every level of government to take action on helicopter safety,” said Congressman Rob Menendez. “Rising congestion of non-essential helicopters, coupled with concerning safety records of air tourism operators, are causing a direct threat to public safety. Along with my colleagues from New Jersey and New York, we’re doing what is necessary to prevent tragedies like this from happening again.”  

    “The tragic crash that claimed six lives in the Hudson River isn’t an isolated event, it’s the clearest sign yet of an industry that has operated without meaningful oversight for far too long and continues to pose an unacceptable public safety threat,” said Congresswoman Nicole Malliotakis. “Congress must take action, which is why I’m joining my colleagues to introduce this bipartisan legislation to ban non-essential helicopter traffic within a 20-mile radius of the Statue of Liberty and finally rein in these helicopter tour companies.” 

    The crash on April 10 is part of a well-documented and escalating pattern of helicopter-related incidents in the New York Metropolitan Area. Since 1983, there have been at least 30 helicopter crashes in the region, resulting in at least 31 fatalities. In addition to furthering ongoing frustration over air traffic congestion in the region, this year’s crash also shed new light on serious concerns about regulatory oversight and operational standards for non-essential helicopter operations. 

    The bill is cosponsored by Representatives Grace Meng, Nydia Velázquez, and LaMonica McIver.  

    It is also supported by the grassroots advocacy organization Stop The Chop NY/NJ: “Stop the Chop NY/NJ commends Representatives Jerry Nadler, Rob Menendez, and Nicole Malliotakis for today’s introduction of the ‘Improving Helicopter Safety Act of 2025’ – common sense federal legislation that will, when passed, finally put an end to the dangerous helicopter conditions in the New York metropolitan area. For too long, tax-paying New Yorkers and Jerseyites have been subjected to excessive noise and air pollution, as well as the safety risks, of endless sightseeing and commuter helicopters flying, often at extremely low altitudes, over our homes, parks, and schools. We have sounded the alarm each time one of these nonessential helicopters has crashed while traversing our densely populated urban areas. However, the FAA has still not addressed the community’s concerns, harms, and pleas for relief. The multiple recent fatal crashes involving helicopters, coupled with the alarming shortage of air traffic controllers, demonstrate the need for immediate reform of the current Wild West-like conditions over NYC and surrounding communities.     As thousands of South African football fans are expected to descend on Durban for the highly anticipated 2025 Nedbank Cup final, the eThekwini Municipality has urged visitors and tourists to remain vigilant when booking accommodation, to prevent falling victim to online scams.

    A thrilling showdown between South African football giants, Orlando Pirates and Kaizer Chiefs, is set to take place at the Moses Mabhida Stadium, on Saturday afternoon.

    This marks the tournament’s return to Durban since it was last hosted in the city in 2019.  The match promises to deliver a thrilling spectacle that will captivate fans across the country.

    Deputy President Paul Mashatile has lauded the launch of the Transformation Fund as a significant step towards inclusive economic growth and transformation in South Africa.

    The Deputy President was delivering a keynote address at a Business Breakfast Session and launch of the Transformation Fund at the Freedom Park Heritage Site and Museum in Pretoria on Monday. 

    “Today is an important and historic day for South Africa as it marks a key milestone in our journey towards economic transformation. We fully welcome the launch of the Transformation Fund, as it will serve as a strategic vehicle for businesses to embrace change, foster innovation, and drive growth. 

    “This fund will serve as a catalyst for financial support, guiding organisations through crucial transitions and enabling them to seize new opportunities that arise in the market,” the Deputy President said. 

    The Transformation Fund, which brings together both public and private sector contributions, aims to unlock the potential of Enterprise and Supplier Development (ESD) and the Equity Equivalent Investment Programme, with a strong emphasis on economic inclusion and participation by historically disadvantaged communities.

    “As enterprises seek improved access to capital and the need to remain competitive in this dynamic environment, I believe that the Transformation Fund will be invaluable. The proposed Transformation Fund will unleash Enterprise and Supplier Development’s (ESD’s) potency in driving economic inclusion and participation,” Deputy President Mashatile said. 

    He emphasised the centrality of the initiative within government’s economic agenda.

    “We are going to make sure that the Transformation Fund is at the centre of government, specifically the Presidency,” he said, adding that they will work with the Minister of Trade, Industry and Competition Parks Tau as well as key Economic Cluster Ministers to ensure that targets are met, especially in the procurement of goods and services.

    He noted that the National Treasury and Department of Women, Youth, and People with Disabilities have already collaborated to develop a framework. The focus now is to ensure speedy execution and equally implement the Preferential Procurement Policy Framework Act. 

    The Deputy President moved to recognise the involvement of the private sector in co-funding the initiative. 

    “It is commendable that the fund is anchored by private and public sector contributions to the Enterprise Supplier Development and Equity Equivalent Investment Programme obligations,” he said. 

    The centralised administration of the fund in partnership with business will help increase access to funding, especially for black-owned businesses operating in rural and township settings.

    “Funding will be allocated to various productive sectors of the economy, which includes, among others, services industry, tourism, and agriculture, thereby supporting majority black-owned entities. Technical support and market access will be prioritised to ensure sustainability through inclusive interventions,” he said. 

    The Deputy President underlined the long-term benefits of the fund, noting that it would foster resilience and adaptability in the face of economic challenges.

    Investing in a Transformation Fund signifies a commitment to progress and a dedication to long-term sustainability. “It will enable businesses to navigate challenges with resilience, adjust in response to changing dynamics, and establish themselves as adaptive leaders in their respective industries,” he said.

    Fighting corruption key to an inclusive economy

    The Deputy President made it clear that economic transformation cannot be achieved without tackling the scourge of corruption in both the public and private sectors.

    Corruption undermines small businesses by increasing costs, reducing profits, and creating instability.

    “To promote an inclusive economy, we must commit to addressing corruption by strengthening our institutions, fostering transparency and accountability, and promoting citizen engagement.

    “This includes developing and implementing robust anti-corruption frameworks, strengthening our criminal justice system, and encouraging public participation and oversight,” he said. 

    Access to finance for black businesses

    The Deputy President further stressed the need to find solutions pertaining to access to finance for Black businesses. 

    He emphasised that it was important to recognise that the funding deficits in South Africa are a contributing factor to the failure of small businesses. 

    Despite government intervention, such as Enterprise and Supplier Development, which is a critical component of the B-BBEE framework, he said there was still a need for additional measures to be taken to expand fund access to SMMEs. 

    “Loans are the most common financial instrument for micro, small, and medium-sized enterprises in South Africa, but they often have stringent underwriting standards, making them difficult for smaller businesses with limited collateral and financial records to secure. 

    “This is why we encourage small businesses seeking financial assistance to explore government funding programmes, and business support agencies such as the National Empowerment Fund, Small Enterprise Finance Agency and the Small Enterprise Development Agency,” the Deputy President said. – SAnews.gov.za

    The implementation of a large-scale project to reconstruct the M-4 Don highway from km 933 to km 1024 in the Rostov Region has begun. This section runs through the Kamensky, Krasnosulinsky and Oktyabrsky districts, the city of Kamensk-Shakhtinsky and the city of Shakhty in the Rostov Region.   • MIL-OSI Asia-Pac: Bun festival attracts huge crowds

    The finale of the Cheung Chau Bun Festival took place today, with thousands of Hongkongers and tourists heading to the island to experience its unique traditions first-hand. 

     

    Highlights included a colourful Grand Parade, and – later in the evening – the finals of the Bun Scrambling Competition.

     

    Afternoon crowds were captivated by the parade, which set off from Pak Tai Temple Playground. It featured children, many dressed as deities, being carried aloft on steel frames, in addition to traditional lion dances. 

     

    The festival culminated with the finals of the annual Bun Scrambling Competition, with 12 competitors scaling a bamboo tower and attempting to snatch buns attached to it.
