  • MIL-OSI China: North China’s wildlife park reports a bear on the loose

    A bear escaped from the Foshan wildlife park in the city of Handan, north China’s Hebei Province on Wednesday, and remains missing as of 3 p.m. on Thursday, according to the local authorities.

    Following the incident, control measures were implemented around the park, and staff have been searching both within the park and in nearby villages. However, the bear’s escape route and current whereabouts remain unknown.

    The escaped bear is about two years old and relatively small in size. Authorities have advised tourists and residents to avoid the park and its surrounding areas.

    The wildlife park has been temporarily closed, and its reopening date has yet to be determined. Search efforts are currently ongoing.

  • MIL-OSI China: Australian PM: Nowhere ‘safe’ after remote islands hit by US tariffs

    Australian Prime Minister Anthony Albanese said that “nowhere on Earth is safe” after remote island territories belonging to Australia were singled out for new U.S. tariffs.

    Among countries and territories listed in U.S. President Donald Trump’s announcement of sweeping new tariffs in Washington on Wednesday local time were the Australian territories of the Heard and McDonald Islands, and Norfolk Island.

    The Heard and McDonald Islands — an uninhabited territory in the Indian Ocean, around 6,000 km southwest of Australian capital Canberra and some 1,500 km to the Antarctica — was specified as being subject to Trump’s baseline 10 percent tariffs.

    Norfolk Island — about 1,900 km northeast of Canberra in the South Pacific Ocean with a population of about 2,000 — was hit with a 29 percent tariff, which the U.S. administration said was in response to a 58 percent tariff it faced from the island.

    Responding to the tariffs on Thursday, Albanese said he was “not sure” why Norfolk Island had been singled out.

    “I’m not quite sure that Norfolk Island, with respect to it, is a trade competitor with the giant economy of the United States,” he said.

    “But that just shows and exemplifies the fact that nowhere on earth is safe from this.”

    Authorities on Thursday night confirmed that Norfolk Island had no known exports to the U.S., with tourism its main industry.

    “I’ve got no idea why Trump has given us a tariff,” Leah Honeywood, Norfolk Island’s Chief Magistrate, told the Australian Financial Review.

    “If any export is done, it’s been on a personal level. Our industry is tourism — there’s no industry that exports to the U.S.,” he added.

    Norfolk Island has been an Australian territory since 1914 and the Heard and McDonald Islands since 1947.

    Christmas Island, another Australian territory in the Indian Ocean near Indonesia with a population of about 1,600, was also singled out for a baseline 10 percent tariff, as was the nearby small archipelago of the Cocos, or Keeling, Islands, which has been an Australian territory since 1955.

  • MIL-OSI USA: Davids Welcomes White House Task Force on FIFA World Cup 2026, Emphasizes Bipartisan Collaboration to Prepare Host Cities

    Today, Representative Sharice Davids (D-KS-03), founder and co-chair of the bipartisan Congressional FIFA 2026 World Cup Caucus, released the following statement regarding the Trump Administration’s newly established White House Task Force for the 2026 FIFA World Cup. Last year, Davids and her colleagues urged the previous administration to establish this type of task force to streamline federal efforts.

    “Hosting the World Cup is a once-in-a-lifetime opportunity for Kansas City, bringing jobs, tourism, and lasting economic benefits,” said Davids. “I welcome the creation of a White House Task Force and look forward to working with the administration to ensure host cities are fully prepared. My colleagues and I have long pushed for federal coordination, including urging the previous administration to establish a similar task force. This tournament will bring global attention to our region, and we must invest in the infrastructure and resources needed to maximize its impact. I’m committed to working across the aisle to make sure Kansas City, and all host cities, are ready for 2026 and beyond.”

    Davids has been a leader in ensuring the United States is well-prepared for the FIFA World Cup 2026. She has worked with colleagues on both sides of the aisle to maximize the tournament’s economic potential and strengthen security measures for host cities. She also led efforts in Congress requesting $625 million in FY2025 appropriations funding to ensure the security of FIFA World Cup 2026.

    The World Cup will be the largest in history, with 48 teams playing across 16 North American host cities, including Kansas City. For the Kanas City regional alone, the games are expected to generate more than $650 million. To ensure the region is prepared for the influx of travelers, Davids has hosted multiple Community Conversations with Kansas City-area leaders. Previous conversations focused on transportation, public health and safety, small business, hospitality, and impacts on everyday Kansans.

    Central China’s Hunan Province, known for the towering natural pillars in Zhangjiajie that inspired the movie Avatar, showcased its rich cultural and tourism resources in London on Thursday.

    Dozens of government officials and tourism industry representatives from China and Britain attended the promotional event, which aimed to explore potential partnerships in the fields of culture and tourism.

    “Tourism is a powerful way to build people-to-people and cultural connections between our two nations,” said Rachael Farrington, head of tourism (government) affairs at VisitBritain, the national tourism agency. She said she was “thrilled” by the prospect of the two countries “working further together” and strengthening ties through “a shared love of travel and culture.”

    The event spotlighted the province’s deep-rooted history, stunning landscapes, and signature cuisine – all of which have made lasting impressions on international visitors, including Ben Hardy from Bristol.

    Hardy said he “was blown away” by his trip to Hunan in 2019, during which he made friends and experienced China’s high-speed rail, traditional tea-making, Chinese calligraphy, among others.

    Hunan governor Mao Weiming emphasized the province’s unique fusion of ancient heritage and vibrant modern culture. He invited attendees to visit Hunan, underscoring the importance of deepening cooperation and exploring fresh opportunities in the tourism market.

    Cultural performances by artists from both China and Britain added a dynamic touch to the event, featuring traditional Chinese instruments such as the Changde string alongside the Western cello.

  • MIL-OSI New Zealand: Otago Tourism School – Public lecture

    It’s great to see so many people here interested in tourism that’s sustainable for the environment and the communities we live in.

    The Government is focused on economic growth – tourism on the land that DOC manages is a key part of that.

    I know that healthy nature and being able to operate on public conservation land with certainty, is important to many tourism operators.

    I also know you’re eagerly awaiting Ministerial decisions on the work to manage visitors better at Milford Sound.

    It’s coming – the Ministers of Tourism and Conservation are working on a paper and will be talking to their colleagues on it – and we can expect some announcements soon.

    I want to use this opportunity to take you through what DOC is doing to make sure people can get out, enjoy their time on conservation land and contribute to the economy.

    DOC’s role

    For those of you who don’t know us well, DOC manages more than a third of New Zealand’s land area, as well as hundreds of offshore islands, marine reserves, and national parks.

    We are responsible for 14,000 native species and we put a lot of effort into managing threats from predators, disease and human-related impacts.

    We also provide a huge range of visitor assets, including huts, campsites, picnic areas, shelters, bridges, toilets, and so many kilometres of tracks that, if you laid them out in a line, they would stretch from here to New York.

    We have the largest number of Treaty settlements to implement of any Crown agency – with more than 3 thousand specific obligations and commitments to working with iwi at culturally significant places.

    We operate under 25 different pieces of legislation, some of it really old and hard to navigate – for example the Wildlife Act was written 70 years ago, long before climate change was understood and before international visitor growth was a thing.

    We are also neighbours across 57,000 kilometres of land boundaries and have 17,000 kilometres of fences in our asset management system.

    So in a snapshot, we have very broad responsibilities – and we are doing it with 5% of the Government’s budget.

    We have to prioritise our work carefully because we can’t afford to do it all.

    Permissions at pace

    Many of you in this room will be interested in what we’re doing to make it easier for businesses to operate on public conservation land.

    You’re frustrated at the length of time it takes to get your permissions and concessions processed.

    I want to assure you we’re working on this at pace. It’s a major priority for our Minister; we’ve got targets we have to meet, and we are surging our effort on this.

    We need to clear the applications that are more than a year old by June this year.

    As soon as we close applications more come in, so we are also improving our systems. We don’t want numbers to creep back up and create more of a problem.

    We’re going at it hammer and tongs – we’ve got new technology coming to help us triage and track applications. So you can apply for a permit or concession online and track it in real time.

    We’re also batching up types of applications for processing and setting up panels to assess applications – so it’s faster.

    We found that processing drone applications was eating up a huge amount of our time – now we’ve worked with iwi and with our technical staff to determine in advance where drones are allowed and where the no-fly zones are.

    We now process all drone permits within a week and it’s cut down our admin time immensely.

    We’re looking to do similar things with other categories of permits.

    Part of the backlog is caused by all the layers of rules we are obliged to follow, so streamlining our legislation will be a big help – we’ve gone out for public consultation on that and advice will go to Ministers shortly.

    This is a big deal for DOC – we’re doing everything we can to shift this, to make it easier for you to work with us. It will help to grow local businesses, and we can free up time and resources to push back into conservation.

    DOC is New Zealand’s biggest tourism provider

    It’s important we get concessions right because concessionaires play an important role in the tourism system – DOC enables 1,000 tourism businesses to operate on conservation land and water.

    DOC is also the largest provider of visitor experiences in New Zealand, with over 16,000 hut beds. We enjoy hosting 64,000 walkers on the Great Walks each year.

    Conservation-related tourism is worth around $3.4 billion a year – that’s still down about $900m since before Covid, but numbers are starting to bounce back.

    Most visitors come here for our mountains, open landscapes, quirky wildlife, and unique cultural heritage.

    50% of international tourists visit national parks – a quarter of them deliberately seek out places of significance to Māori.

    80% of New Zealanders visit public conservation land each year.

    Visitor satisfaction is high, but we still have a lot to do to protect the experiences we’re promising, and make sure the environment is looked after.

    NZ’s economy needs nature

    Nature is key to the economy and if we don’t look after it, people will stop buying our products and they won’t visit.

    70% of NZ’s export earnings are from sectors that rely directly on natural resources.

    The clean air, quality soil, and fresh water that public conservation land provides are worth around $11 billion per year. [1]

    Natural and physical capital on public conservation land is worth $134 billion, and National Parks are worth $12.6 billion to New Zealanders.

    When storms take out DOC assets, your communities suffer.

    I know there’s huge frustration when tracks like Rob Roy and Blue Pools close at short notice.

    The torrential rain and floods in February 2020 which damaged more than 30 bridges and hundreds of kilometres of track, on the Routeburn and Milford tracks had a massive impact. That event, along with COVID hard on its heels, saw visitor spending in the region cut by half. [2]

    We’ve been working over the past five years to deliver a $14m flood recovery programme to restore these important visitor experiences.

    On the other hand there’s huge opportunity for conservation tourism – I know Real Journeys offers this – where people get involved while they’re out enjoying nature.

    Another opportunity is film tourism – the Lord of the Rings series has really helped send a postcard from New Zealand to the world and we should be exploring this further.

    Our economy depends on nature – but nature is in trouble.

    We have the highest proportion of threatened native species in the world – with more than 4,000 currently threatened or at risk of extinction.

    Climate change – more fires, floods and severe storms – are making the problem worse.

    We estimate it would cost around $2.3 billion per year to look after all threatened species properly and maintain healthy ecosystems to ensure their security.

    Our biodiversity budget is around $300 million – which puts us just in the ‘preventing losses’ space.

    Visitor network challenges

    When it comes to recreation – DOC has a few challenges.

    Our visitor network is large – we can only afford about 70% of it.

    We can’t replace all our existing assets as they reach the end of their useful life because we will run out of depreciation funding to replace them.

    And our construction costs are going up – in recent years we spent over $3m on the Mintaro hut and surrounding structures. It costs us 30% more now to build swing bridges in the back country than it did four years ago.

    Another challenge is to meet the growing and changing visitor demand. New Zealanders and international visitors want more accessible, shorter walks.

    Longer tramps are no longer in the top 20 activities.

    Severe weather is damaging the assets that we’ve got.

    Our spending on storm repairs has quadrupled in the past five years and 300 of our coastal assets are in the danger zone from rising sea levels.

    I know closures of key sites on the Milford Corridor like The Chasm have been frustrating for some operators and visitors.

    It’s in an area subject to extreme rainfall. We need to be confident we’re making the appropriate level of investment for the site.

    We’ve completed the geotech work and are progressing the design – but with tight resources we have to be careful.

    Likewise Tunnel Beach walkway in Dunedin suffered serious damage last year from torrential rain, and we’ve got similar issues there. Similarly Lake Sylvan near Glenorchy.

    Another emerging challenge is with social media influencers – whose photos are encouraging people to go beyond their capabilities to get that perfect insta shot.

    We’ve also seen some appalling and dangerous visitor behaviour this summer with people driving over birds nesting on beaches, and harassing sea lions to get a better photo or video.

    We’ve also had 5 fatalities this year where people have gone beyond track ends, including two recent ones in Otago.

    Responsible camping is another hot topic – the Valley of the Trolls and Brewster Glacier are the two local examples where the volume of people camping are having an impact on the sites, so we are encouraging people to camp responsibly.

    I applaud the actions being taken by the station owner at Earnslaw Station to keep the area pristine and reminding people to be respectful.

    Another issue DOC is seeing is the uneven distribution of visitors.

    Some assets are under-used with plenty having fewer than 200 visitors per year in places.

    On the other hand, some iconic locations such as Piopiotahi Milford Sound or Aoraki Mt Cook, are becoming increasingly popular, car parks are overflowing and this is negatively affecting the environment.

    We are working on how we manage numbers so the experience is safe and sustainable.

    So what are we doing about it?

    Here’s our plan for resolving some of these issues.

    There are things we can do under existing frameworks, so we’ve started.

    We’re taking a strategic approach to funding from the International Visitor Levy and investing it in ways that improves the visitor experience at our most popular places.

    For example, national parks – people come here for nature so we need to make sure nature’s sustained in those areas.

    We’re also investing in short walks – bringing tracks back up to standard, removing graffiti, re-gravelling tracks.

    We’re looking at charging for carparks and more of our huts – this improves the proportion of charges to the user, reducing the cost to all New Zealanders.

    From next summer we will pilot carparking charges at Aoraki/Mt Cook, Punakaiki and Franz Josef Glacier to help manage visitor numbers and cover upkeep costs – like other countries do.

    I’ve already told you the work we’re doing at pace to fix our permissions system.

    What’s coming

    In future we’re exploring charges to access some high-volume areas, like they do overseas, to help pay toward the upkeep of the visitor network.

    Currently we can only charge people who stay in a hut, or businesses who operate on conservation land.

    Visitors who do short walks – the most popular activity – don’t pay anything.

    We’ve been out for public consultation and overall the feedback was supportive – especially for charging international visitors more.

    On law reform, we want to prune back all the layers of regulation that are paralysing us. Modernising legislation will help fix this by cutting processing times and reducing costs for businesses.

    We’re also looking at our visitor network and trying different things. We want to realign our network to make sure it’s affordable and we can better meet the changing demand for experiences.

    We need to build in resilience so we’re not just building back assets which will get washed away in the next flood.

    We’re thinking of different categories like ‘buckets’, being really clear about what’s special to New Zealanders and keeping visitor risk and safety top of mind.

    The first bucket would be the things that DOC will absolutely continue to own and maintain, things like Great Walks, highly visited tracks, huts, and campsites.

    There might be some experiences that DOC wants to move away from.

    Like a hut at a road end where people regularly load up with lots of alcohol and then trash it. Or parts of tracks that are continually being washed out.

    And then we need to work out the things DOC would still own, but others might manage.

    Like halls, pools and some camp sites.

    We are also looking at how we partner with others to provide experiences – we’ve just done this on the new Hump Ridge track Great Walk – with the Charitable Trust operating it under a licensing agreement.

    The Backcountry Trust is doing an amazing job of maintaining our low use, backcountry huts – and we’re partnering with them through the Community Hut Programme and funding from the visitor levy.

    I want to be clear that no decisions have been made by Ministers yet – there is still a way to go. It will also be phased in over time.

    We’re preparing advice on this now and hope to get that to Ministers by the middle of this year.

    Ministers will need to make some tough calls on doing things differently – Minister Potaka has said publicly he wants us to sharpen our focus so we’re putting our resources into the things that matter most.

    That means concentrating on high value conservation areas and species, and key visitor destinations – and working out where we should divest, co-fund or partner with others on.

    Tongariro Alpine Crossing – case study

    We’re already testing ideas on managing visitors at our busiest spots – like the Tongariro Alpine Crossing.

    We’ve had a lot of problems in the past with high visitor numbers, people not properly prepared, and visitors not respecting the track or the mountain – in fact some would go to the toilet on the track.

    We’ve been working in partnership with Ngāti Hikairo and local tourism operators and come up with some innovative solutions.

    We’ve introduced the first booking system for a day walk in NZ.

    We’ve got Manaaki Rangers on site during peak times to explain the cultural heritage and why it’s important to respect the mountain.

    We have done a lot of research to understand the impacts of visitors, including what the carrying capacity is and what the environmental impacts are.

    We’ve also added a climate station to help support concessionaries with better weather forecasts.

    And we’re running behaviour change campaigns.

    We’re getting results – 80 – 90% of visitors are complying with the booking system, which has given us the ability to directly contact walkers before they head out and give them the safety and cultural messages.

    As a result visitors are now a lot more aware and respectful of the environment they’re heading into.

    Working with Ngāti Hikairo has also helped us connect with concessionaires, so they understand the cultural importance of the landscape – hosting hui with operators has helped work through issues and opportunities.

    This work is not easy, but this case study shows it can be done. We need to work out how to scale up this model and apply it elsewhere.

    Again – it’s not perfect, but we’re making progress and we will test and adapt.

    Cathedral Cove – case study

    Another example of where we’re working with manawhenua and local businesses to manage visitors is at Mautohe / Cathedral Cove in Coromandel.

    The walking track was closed for an extended period because of damage from Cyclone Gabrielle, and we had concerns about visitor safety – falling rocks, track washed away.

    Funding from the International Visitor Conservation and Tourism Levy meant we could reinstate walking access by re-routing the track temporarily.

    We’re pleased to see visitors enjoying the cove again – with hundreds of people a day back over summer.

    We’re doing intensive monitoring of numbers – we’ve looked at how to manage visitors through car parking and shuttles.

    And we had our staff and ambassadors on site over summer to ensure people have a great time and the place is well looked after.

    Ongoing geological risk is one of the main challenges we have at this site. The response plan gives us a good process and guidelines to manage visitor safety and minimising risk for visitors.

    The plan involves monitoring the weather – in particular heavy rain, and seismic information – if there are concerns we trigger inspections of the track and decide whether we need to take action to minimise the risk to visitors.

    Mobilising for Nature 

    We also want people to fall in love with nature and mobilise them into action.

    We want to create a nationwide movement where action for nature is something we all do, because we are proud of our unique species and landscapes.  

    But so many New Zealanders don’t see the scale of the challenge or fully appreciate the consequences of losing what we have. 

    And if they do want to get involved, they don’t know how.

    We’re focusing on raising awareness at scale and attracting more funding from other parties to sustain our important conservation delivery work. 

    DOC and New Zealand Nature Fund are piloting a Nature Prospectus – so the public can donate directly to, or corporates can fund, three priority projects.

    We’ve also signed up to the International Island Ocean Connection Challenge – to rewild three of our biggest islands – Auckland Island, Chatham Islands and Rakiura – to bring more revenue from international philanthropists.

    Tourism needs nature – making Rakiura predator free will be a big part of this and I encourage you to get behind it – you only need to see how Ulva Island draws the tourists.

    We’re aiming to connect people with nature – including encouraging people to get out into nature.

    We will also be developing a range of actions that are easily available for people and businesses to take, including donating or investing.

    We are working at pace on them.

  • MIL-OSI USA: Golden speaks out against shuttering of agency supporting Maine libraries, museums

    WASHINGTON — Congressman Jared Golden (ME-02) today joined more than 100 lawmakers urging President Donald Trump to restore the Institute of Museum and Library Services (IMLS) and the support for Maine museums and libraries that it provides. 

    “From early literacy programs and STEM education initiatives to high-speed internet access and job training resources, funding for the IMLS enables libraries and museums to provide critical services to millions of Americans,” Golden and the lawmakers wrote in a letter to the President. “The loss of this funding would be particularly devastating for rural, tribal, and other underserved communities that rely heavily on these institutions for access to learning resources, workforce development, and technological infrastructure.”

    President Trump named IMLS as one of seven agencies slated to be dismantled in a March 14 executive order. On Monday, the president put the agency’s entire staff on administrative leave.According to the American Federation of Government Employees union, “without staff to administer the programs, it is likely that most [IMLS] grants will be terminated.”

    The IMLS provides more than $1.8 million in discretionary and nondiscretionary funding to Maine organizations focused on education and workforce development, including the Maine State Library, Maine Center for Coastal Fisheries, Children’s Museum and Theatre of Maine, and Maine Maritime Academy. It is the only federal agency dedicated to supporting library and museum services.

    “IMLS grants are an integral part of our services to rural Mainers. Specifically, they help smaller communities have access to information and resources that they otherwise would not have access to. I support Congressman Golden’s efforts to fight for these resources,” said Maine State Librarian Lori Fisher.

    Congress established the IMLS in 1996 to consolidate the operations of multiple government agencies into a single, streamlined office. Its most recent reauthorization came in 2018 during the first Trump administration.

    Dear President Trump,

    We write to express our deep concern over the proposed elimination of the Institute of Museum and Library Services (IMLS) and the devastating impact such cuts would have on communities throughout the country. 

    The IMLS is the only federal agency dedicated to supporting America’s museums and libraries. Operating in all 50 states and U.S. territories, it plays a vital role in strengthening these institutions which serve as essential educational, cultural, and economic pillars in our communities. From early literacy programs and STEM education initiatives to high-speed internet access and job training resources, funding for the IMLS enables libraries and museums to provide critical services to millions of Americans. The loss of this funding would be particularly devastating for rural, tribal, and other underserved communities that rely heavily on these institutions for access to learning resources, workforce development, and technological infrastructure.

    Beyond their valuable contributions to education and social development, museums and libraries also serve as significant economic drivers. The American Alliance of Museums reports that museums alone contribute more than $50 billion to the U.S. economy each year and support over 726,000 jobs. Museums have immense power to draw tourism and foot traffic to other local businesses and revitalize communities. For every $1 that museums and other nonprofit cultural organizations receive in government funding, they return more than $5 in tax revenue. They also have broad public support, with 96% of Americans wanting to maintain or increase federal funding for museums. Libraries similarly generate economic returns through workforce training

    programs, small business support, and research services. Nearly all of the approximately 17,000 public libraries across the nation offer Wi-Fi access at no charge, and in 2019, Americans accessed the Internet using library computers close to 224 million times. This includes millions of students who lack adequate broadband access at home and rely on libraries to complete their homework. Despite this, IMLS funding accounts for a mere 0.0046% of the federal budget, an incredibly modest investment relative to the immense benefits these institutions provide.

    Eliminating the IMLS would not only jeopardize these essential services but also dismiss the everyday needs of millions of Americans who rely on libraries and museums for learning, job opportunities, and community engagement. We urge the Administration to reconsider this decision and recognize the far-reaching impact of IMLS funding. Maintaining and strengthening federal support for museums and libraries is not just an investment in cultural preservation, it is an investment in education, innovation, and economic growth.

    Kailey Leinz, Bloomberg TV:  President Trump announcing steep tariffs on all exporters to the US yesterday with rates ranging from 10 percent to over 50 percent, which his administration says aimed to counter large trade imbalances with other countries. But the levies are also expected to have consequences here at home. And for a look at how individual states are bracing for them, we turn now to the Democratic Governor of New York, Kathy Hochul.

    Governor, thank you for joining us here on Bloomberg TV and radio. I’m curious what you’re already hearing from businesses and companies in your state and whether they are already suggesting they are making changes on hiring practices on pricing, for example, or if they’re playing, “wait and see” here to see whether or not this actually sticks.

    Governor Hochul: Thank you for having me. No, the impact is immediate. I mean, this is nothing short of the largest tax increase in American history. And the impact on New York — let me explain. This is the 10th largest economy in the world. We have Wall Street, we have farms, we have a border of 450 miles with Canada, so we have a trade relationship with Canada of over $50 billion.

    So already, here’s what we’re seeing: Droppings in bookings from Canadians coming to New York State. A huge source of tourism all the way to New York City, but certainly my hometown in Buffalo, where Canadians come over all the time and they go to our sport events. They shop at our stores.

    So here’s number one: Sales tax revenues are dropping already. Now, speaking to a farmer in a very Republican part of our state — I’d call it Stefanik Country in the North Country — he told me that as a dairy farmer, he gets his shavings, he gets his fertilizer, he gets all these products from Canada and his costs are going up $10,000 a month. A dairy farmer. Not the total cost, but an increase of $10,000 a month.

    So, there’s such anxiety now. Not to mention the Walmart mom who goes to Walmart like I did when my kids were little — that giant grocery cart with the oversized diapers and lots of baby food and paper towels — that’s going to have an impact on people shopping at Walmart who come out of the trailer park like the one my parents grew up in.

    So I have to say, it goes all the way from Wall Street to the farmers to the small towns, Main Street to Wall Street — there is a cataclysmic effect on this, and New Yorkers are reeling right now.

    Joe Mathieu, Bloomberg TV: I hear where you’re coming from here Governor. I wonder if there’s a silver lining in any of this for the great industrial towns of your state from the last century: Syracuse, Rochester. Based on what we’re hearing from this administration, they will again have a seat at the manufacturing table. Do you believe that?

    Governor Hochul: I hope so, but we already have advanced manufacturing coming to New York. I literally got off the phone with someone who’s in a pharmaceutical business looking all over the world, and he is very likely with the deal I’m making, to come to New York.

    So we have advanced manufacturing, we have pharmaceuticals. In fact, I was able to lure Micron with a $100 billion investment, the largest in our nation’s history, to build semiconductors in the Syracuse area. So we are already reimagining our economy based on manufacturing. So that’s important to me.

    I come from Buffalo. I mean, my dad worked at the steel plant. I know how hard it is when businesses leave, but we are backfilling in with businesses that we think will have a long-term future, and they’ll be affected by this, the component parts to what they’re building and the supply chain. They’re going to see an increased cost, not just because they’re in New York, but because they’re in America.

    And that’s what worries me. There could be a silver lining, as you say. I don’t know how old I’m going to be when that happens. I mean, what are they going to do? Start building factories now? And, you know, I just don’t know. All I know is that people were promised lower prices on Inauguration Day, and guess what? They’re going up.

    Kailey Leinz, Bloomberg TV: Well, is there anything you can do about that Governor? Regardless of what policy is set by the federal executive, you as a state executive, are there levers you can pull to help offset any economic pain that results from these tariff policies?

    Governor Hochul: Well, I’ve had to have this conversation. I’m assembling some of the smartest economists in the country to help give us advice on this. This is an unforced error. This did not have to be this way. And yes, you can use tariffs as a tool to negotiate or, you know, have something in moderation. But this is so extreme and so immediate that I need to figure out with some real experts on what this is going to do.

    But I’ll tell you what’s going to happen. Wall Street goes down, next January, when I’m looking at my revenues that are coming in from Wall Street bonuses where I fund a lot of the generous programs we hear in our state, that’s going to be lower. I’m going to have to look at where we’re going to have to cut there. I have to look at the whole picture.

    Now in the context of the Budget, I’m negotiating the revenues I count on, the revenues I’m going to lose, but also the impact on our businesses who may not be expanding now. So I have to find ways we can use state resources to say, “We’ll help calm it down.” What can I do for a farmer in upstate New York? That’s a good question. I don’t want them to suffer. Thirty two thousand farms in our state. People think of New York as just Manhattan. I know they do. But it’s so much more than that. An important part of our economy is our agricultural sector.

    So all of our sectors are going to be hurt. So I have to look at our Budget, what we can do to help other incentives for economic development. And as I’m doing, I’m trying to put money back in people’s pockets. I mean, the average New Yorker will have $6,000 less in their pockets because of these tariffs. And that’s an opinion by a number of economists.

    I have a budget I’m negotiating right now that puts $5,000 back in people’s pockets: Child tax credits, a middle class tax cut, the largest in 70 years, the largest tax rate decrease in 70 years, and an inflation rebate for people who paid so much more in sales tax. So I have a path to put all this money back in their pockets. But you know what’s really sad? That’s going to be sucked right out with $6,000 that they’re going to lose because of tariffs. So I’ll keep fighting, I’ll keep doing what I can do, but this is a real hit on New Yorkers.

    Joe Mathieu, Bloomberg TV: So it sounds like the potential for state tax cuts in the year ahead depend on tax receipts from Wall Street, Governor. Is that right?

    Governor Hochul: Oh, it always does. I mean, I’ve not had an increase in our income tax because I want to make sure high net worth people know we appreciate them and I don’t want to drive them out of our state. So that’s my view.

    Joe Mathieu, Bloomberg TV: But does it increase the urgency behind extending the Trump tax cuts and eliminating the SALT cap? Because a lot of Republican members of Congress in your state are working to do that now.

    Governor Hochul: Well, they better be successful. We want to make sure that the SALT deduction, state local tax deduction, is brought back 100 percent. Absolutely. And I have seven Republican members of Congress — you better win on this one because you promised your voters you would.

    Kailey Leinz, Bloomberg TV: Governor, before we let you go, our time is short here, but I do want to ask you about New York City Mayor, Eric Adams, who of course had charges against him dismissed. He now says he will continue his mayoral campaign for reelection, but as an independent. During the height of that controversy, you said it will be up to the voters to choose who they want to be Mayor. You opted not to force him out of the position. Even if you’re not going to endorse anyone, would you encourage New Yorkers to reconsider a vote for him as an independent?

    Governor Hochul: All I’m going to say is my job is to work with whomever’s in the White House — I have a relationship with Donald Trump based on our mutual interest in building infrastructure and working on projects like Penn Station, but not allies when I don’t support many of his policies. Same thing with the Mayor of New York, no matter who is sitting in that seat that the voters of New York decide they want me to work with. I will do that, but always stand up for the rights of the entire state and focus on my agenda of affordability and public safety.

  • MIL-OSI China: Central China’s Hunan Province promotes culture, tourism in London

    LONDON, April 3 — Central China’s Hunan Province, known for the towering natural pillars in Zhangjiajie that inspired the movie Avatar, showcased its rich cultural and tourism resources in London on Thursday.

    Dozens of government officials and tourism industry representatives from China and Britain attended the promotional event, which aimed to explore potential partnerships in the fields of culture and tourism.

    “Tourism is a powerful way to build people-to-people and cultural connections between our two nations,” said Rachael Farrington, head of tourism (government) affairs at VisitBritain, the national tourism agency. She said she was “thrilled” by the prospect of the two countries “working further together” and strengthening ties through “a shared love of travel and culture.”

    The event spotlighted the province’s deep-rooted history, stunning landscapes, and signature cuisine – all of which have made lasting impressions on international visitors, including Ben Hardy from Bristol.

    Hardy said he “was blown away” by his trip to Hunan in 2019, during which he made friends and experienced China’s high-speed rail, traditional tea-making, Chinese calligraphy, among others.

    Hunan governor Mao Weiming emphasized the province’s unique fusion of ancient heritage and vibrant modern culture. He invited attendees to visit Hunan, underscoring the importance of deepening cooperation and exploring fresh opportunities in the tourism market.

    Cultural performances by artists from both China and Britain added a dynamic touch to the event, featuring traditional Chinese instruments such as the Changde string alongside the Western cello.

    BACKGROUND:

    President Trump announced a new round of tariffs, including a baseline 10% tariff on almost all goods from nearly all countries with even higher tariffs for around 60 other countries. This follows a 25% hike on steel and aluminum, additional duties of up to 25% on imported automobiles and auto parts, along with a 25% tariff on certain goods from Canada and Mexico. Economists and small business leaders have warned these moves will increase costs on essential goods and strain industries already impacted by inflation. In Los Angeles, where communities are still rebuilding after recent wildfires, rising construction costs will worsen the housing crisis, while auto repair shops, tourism businesses, and local employers will face higher costs and slowed growth.

  • MIL-OSI USA: Spring Break in Full Bloom

    Warmer weather, longer days, and budding trees. All signs that spring has arrived in Arkansas and across the country. Many of our students across the state are likely enjoying the final days of a restful break from school, as Spring Break wraps up at the end of this week. 

    Hopefully numerous Arkansans were able to take advantage of the warmer weather while on break by exploring all the Natural State has to offer. Whether that be paddling down the Buffalo National River, camping out at one of our beautiful lakes, or enjoying all that can be found outdoors like hiking, biking, and fishing. And of course, many Arkansans ventured outside of the state to visit family or major cities across the country.

    We welcomed several constituents to Washington DC this week, several of whom were visiting our nation’s capital on a memorable family vacation. There is certainly no shortage of attractions or things to do – from the countless Smithsonian museums that line the National Mall where you can enjoy beautiful artwork and artifacts, and tours for notable places like the Arlington National Cemetery, the White House, and the Capitol. The options are endless, and I’m pleased to have seen so many Arkansans enjoy their time in DC. 

    A notable attraction for many who make their way to Washington DC are the beautiful cherry blossom trees that bloom for a very limited time, framing the Tidal Basin and scattered throughout the city. The Capitol grounds are home to several of these Japanese-native trees like the prunus serrulata, prunus ‘NCPH1’, and prunus subhirtella – a few of the varieties that can be found on the grounds surrounding the Capitol building. 

    The most iconic cherry trees dotting the Tidal Basin, featured in all the photographs you’re likely familiar with, are of the prunus yedoensis variety. These trees aren’t usually too big in size, reaching about forty to fifty feet upon maturity with a broad, open crown and attracting birds, butterflies, bees, and tourists with cameras. These beloved cherry trees were a gift of friendship from Japan in 1912, and after experiencing a flood that decimated many of their trees seventy years later in 1982, horticulturalists used cuttings from the trees gifted to the United States to restore the ones that had been lost in Japan. 

    However you found yourself enjoying spring break, or even just enjoying the changing of the season, it is my sincere hope that you were able to take in our abundant, natural surroundings and reflect on all the beauty and opportunity our great state and nation have to offer.

    Schumer: House Republicans Must Join Senate To Protect Upstate NY From Devastating Price Increases And Job Losses

    U.S. Senator Chuck Schumer today announced the Senate has passed a bipartisan resolution led by Senator Kaine to end Trump’s destructive tariffs on Canada. Schumer called on the House, particularly NY Republicans, to join the Senate in passing this resolution to protect New York from disastrous price increases and job losses as a result of tariffs on Canada, which is New York State’s top trading partner.

    “Trump’s destructive tariffs are a tax on Upstate New Yorkers, raising costs for families, small businesses, and hurting jobs. I’m proud that the Senate voted to stand up against this price hike on Upstate NY families and small businesses and begin to stop this Trump Slump to our economy. Now the House of Representatives must follow suit, and I am calling on the House to vote on the Senate’s bipartisan bill undoing Trump’s disastrous tariffs on Canada.” said Senator Schumer. “Yesterday was not liberation day, it was tax day. Trump’s tariffs on Canada will mean higher prices for middle class families, essentially a tax increase on people and small businesses already struggling with high costs.”

    Schumer said the Senate vote to end Trump’s destructive tariffs on Canada – America’s neighbor, close ally, and top trading partner – is a step in the right direction. Schumer explained Trump’s tariffs are a tax on Americans that are expected to increase costs for Upstate New York’s families by over $5,000 a year and could impact 150,000+ jobs in directly targeted industries across Upstate New York. Across New York State, families and business are expected to pay over $7 billon due to Trump’s tariffs.

    Earlier this week, Schumer broke down the impact of Trump’s tariffs on Upstate New York. Canada is New York State’s top importer and exporter, last year importing $20.5 billion of goods from Canada and exporting $17.4 billion. 70% of Canadian imports are used to manufacture American-made products. In the North Country, there are nearly 100 businesses connected to Canadian companies in the Plattsburgh area alone, and an estimated 20% of the local workforce either commutes across the border for work or works for a Canadian or border-related company here in the US. Approximately 20% of the Plattsburgh workforce works for a Canadian or border-related employer, according to the North Country Chamber of Commerce.

    Schumer added, “Donald Trump called yesterday liberation day, but nobody was feeling even close to liberated. Quite the opposite: American families are learning the hard way that Donald Trump has them right in the middle of a pincer, and is squeezing them on both sides. On the one side, Donald Trump is pushing tariffs that will cost working families an extra over $5,000 a year. And by his own admission, he couldn’t care less. On the other side, Donald Trump is working with Republicans to gut vital programs working families rely on, like Medicaid, Social Security, veterans’ programs.”

    Schumer also explained Trump’s tariffs are damaging Upstate New York’s vital tourism industry and killing good-paying jobs. The tariff war is already slowing sales, and tourism from Canada is down. There has already been a 23% drop in the number of Canadians taking round-trip trips to the United States compared to February 2024, according to Statistics Canada. The U.S. Travel Association warned that even a 10% reduction in Canadian travelers would translate to $2.1 billion in lost spending and jeopardize 140,000 hospitality jobs nationwide, according to Forbes, many of which would be in Upstate NY as one of the most popular close by destinations.

    Trump previously delayed the start of his tariffs twice, creating uncertainty for families and small businesses and triggering volatility for the American economy. Trump’s tariff uncertainty is causing the stock market to fall, hurting Upstate New York seniors’ retirements. Today, the markets are plunging, with the Dow down 800 points, and the SP500 on track for its worst day in years. This will hurt Upstate New York’s seniors’ retirements and is leading to fears for a recession.

    Schumer concluded, “If the Speaker really cares about the American people and the costs they would bear by these tariffs, he should call back the House and take up the Senate bill immediately. We will not stop fight to stop this un-strategic and destructive trade war and lower costs for the American people.”

    WASHINGTON – U.S. Senators Jerry Moran (R-Kan.) and Maria Cantwell (D-Wash.) – members of the Senate Committee on Commerce, Science and Transportation – reintroduced the Transportation Assistance for Olympic and World Cup Cities Act to provide federal funding for local communities to prepare for transportation demands and ensure the successful movement of fans, workers and goods during the 2026 FIFA Men’s World Cup, the 2028 Summer Olympics and the 2034 Winter Olympics that will all be held in the United States.
    “It was a tremendous feat to secure a spot as a host city during the 2026 World Cup, and I have no doubt that Kansas City will be a welcoming community for hundreds of thousands of soccer fans from around the world,” said Sen. Moran. “Preparations are already underway for the games, and this legislation will support local community and agency efforts to improve infrastructure to connect fans with businesses, hotels, the airport and other host cities during the World Cup.”
    “With less than 500 days until Seattle hosts its first 2026 World Cup game, we need the Department of Transportation to get in the game and support host cities as they work to showcase the best of American innovation and hospitality,” said Sen. Cantwell. “This bill will help ensure the hundreds of thousands of fans visiting Seattle can get to and from games safely and efficiently by improving coordinated transportation planning across the Pacific Northwest.”
    The United States, Canada and Mexico were selected to host the 2026 FIFA Men’s World Cup, and 11 U.S. cities are preparing to host World Cup matches, including Kansas City, Seattle, Atlanta, Boston, Dallas, Houston, Los Angeles, Miami, New York/New Jersey, Philadelphia, and the San Francisco Bay Area. Transportation demands will increase greatly as host cities and surrounding communities are expecting hundreds of thousands of additional visitors from across the globe during the games. Los Angeles will host the 2028 Olympics and Salt Lake City was selected to host the 2034 Winter Olympics.
    This legislation would create a grant program administered by the U.S. Department of Transportation (DOT) to provide host cities with funding for projects that improve transportation in the region during World Cup or Olympic games. Grants would support permanent transportation projects – building new roads, expanding light rail, purchasing new buses, creating bike lanes, improving existing roads or highways, or making airport terminal improvements. 
    The Transportation Assistance for Olympic and World Cup Cities Act would:
    Provide resources to host cities through grant funding for projects that improve transportation in the region during World Cup or Olympic games, which could include acquiring buses, improving airports, or building roads.
    Allow DOT to provide technical and planning assistance to host cities, states, and tribes within 100 miles of a World Cup or Olympic event to help improve coordination and prepare regional transportation systems for the influx of fans.
    Allow DOT to facilitate sharing public transportation equipment, such as buses, between host cities and other cities, helping reduce costs while meeting transportation demand.
    Direct the Department of Commerce to study the economic impact hosting the World Cup and the Olympics has on travel and tourism in the United States.

    The White Lotus season three returns to familiar territory: an exotic escape, privileged and powerful guests, the supposed heights of luxury.

    But beneath this lies a satirical critique of these very things – an investigation into the contradictions of luxury travel.

    Set in Thailand, the heart of the South Asian wellness scene, the show comments on more than just what luxury looks like. It asks: what does luxury cost? And who bears this cost?

    At the same time, the show quietly gestures towards what tourism could become, if we were bold enough to re-imagine it. Because luxury isn’t the problem. The problem is how we do it.

    Wellness … but not really

    Season three leans into the booming wellness economy. Between floating therapy, personalised biomarker tests and digital detoxes, the appearance of “healing” is everywhere.

    The irony, however, is clear: guests pursue self-care, but act disconnected, irritable and hostile.

    The luxury setting reflects their worst impulses. Characters such as Jaclyn (Michelle Monaghan), a Hollywood star chasing relevance, and Victoria (Parker Posey), lost without her Lorazepam, treat wellness practices as a trend that’s more about image than transformation.

    This reflects a broader trend in luxury tourism: wellness that photographs well, but rarely goes beneath the surface.

    Research shows real transformation in tourism requires discomfort – something most luxury guests instinctively avoid.

    As the character of monk Luang Por Teera (Suthichai Yoon) warns:

    Everyone runs from pain toward pleasure […] but you cannot outrun pain.

    One person’s wellness is another person’s work

    In luxury tourism, wellness is not mutual. One person’s transformation often depends on someone else’s sacrifice. And this exchange is never equal.

    While the guests of season three try and look inward, those holding space for them – such as the meditation guide Amrita (Shalini Peiris), or the ever-present security guard Gaitok (Tayme Thapthimthong) – remain relatively voiceless. They quietly manage the chaos, with little room for their own stories to flourish.

    Throughout the season, the interactions between guest and staff are built on performance. Staff are praised for their beauty, politeness or spiritual presence, but rarely acknowledged as full people.

    Emotional and “aesthetic” labour (looking and acting the part) are silently expected and constantly extracted.

    When resort employee Belinda (Natasha Rothwell) raises concerns about Greg (Jon Gries), resort manager Fabian (Christian Friedel) brushes her off, saying:

    It is really not wise to stir anything up. You do not have anything to worry about, as long as you focus on yourself and your job.

    The message is clear: stay quiet and stay in your place.

    Nature as wallpaper

    This season offers no shortage of natural cues. Clean air, ocean views, jungle trails – luxury retreats promise grounding and transformation through nature.

    As with much of luxury tourism, however, this nature is curated. The jungle is manicured, the ruins softly lit. Nature, too, performs.

    But unlike the staff, who slip into silence and composure, nature doesn’t follow the script. It interrupts, resists and sometimes bites. Monkeys raid the buffet. Lizards slip into rooms and cause havoc. A venomous cobra bites a guest. The pong-pong tree bears deadly fruit.

    This is a contradiction luxury travel can’t resolve. Nature is brought in for healing and ambience, but refuses to be compliant.

    Culture – flattened and filtered

    Season three could have been set in any location with beaches and palm trees. For most guests, the local culture is invisible – a scenic backdrop for their personal drama. Cultural experiences are safely curated, stripped of context, and designed to comfort, not challenge.

    Even brief moments beyond the resort feel disorienting to the guests.

    “He seems like the real deal,” Timothy (Jason Isaacs) says after an encounter with monk Luang Por Teera (Yoon) – revealing how artificial everything else feels.

    The show critiques a familiar move in luxury tourism: selling “authenticity” while delivering a flattened, palatable version of reality. There is just enough difference to feel exotic, but never enough to feel uncomfortable.

    In one cautionary scene, Jaclyn (Monaghan), Piper (Sarah Catherine Hook), and Laurie (Carrie Coon) wander into a Thai New Year celebration, where locals start chasing them with water guns, drenching them in what feels like joyful protest.

    Although it’s played for laughs, the scene reminds us culture isn’t there to serve. Travellers might do better to meet culture on its terms and not their own.

    Glimpses of something better

    Ironically, the show’s satire may be fuelling the very thing it critiques. Since season three aired, talk of a “White Lotus effect” has already begun, with claims of a rise in tourism interest and bookings. It seems the (not-so) fantasy still sells, even when we can see the cracks.

    Yet, in quiet, awkward and sometimes funny moments, the show resists cynicism, offering glimpses of potential. Guests perceive themselves. Relationships shift. Silenced actors push back.

    Through these cracks, we can sense what luxury could be if it connected us, instead of shielding us, from new people and places.

    Luxury travel, re-imagined, could be a space where care flows in both directions – where staff are seen as people, and where nature and culture aren’t curated, but respected as they are. Indeed, it is the experiences that expand us, rather than insulate us, which end up changing us the most.

    And it’s not just up to hotels and resorts to deliver this shift. It asks something of us, too. A different mindset.

    This season’s power lies in what it leaves unsaid, inviting us to examine what is lost in the pursuit of comfort.

    I express my heartfelt gratitude to Prime Minister Shinawatra for the warm welcome and hospitality extended to me.

    I express my deepest condolences on behalf of the people of India for the loss of life in the earthquake that occurred on March 28. We also wish for the speedy recovery of those who were injured.

    The age-old relations between India and Thailand are rooted in our deep cultural and spiritual ties. The spread of Buddhism has brought our people together.

    There have been exchanges of scholars from Ayutthaya to Nalanda. The story of Ramayana is deeply rooted in Thai folk lore. And, the influence of Sanskrit and Pali continues to resonate with our languages and traditions today.

    I am grateful to the Government of Thailand for releasing a special postage stamp based on the 18th century ‘Ramayana’ mural paintings as part of my visit.

    Prime Minister Shinawatra just gifted me a Tri-Pitaka. On behalf of India, the land of Buddha, I accept it with folded hands. Last year, the Holy Relics of Lord Buddha were sent from India to Thailand. It is a matter of great pleasure that more than four million devotees got the opportunity to pay their tributes. I am extremely happy to announce that the Holy Relics found in Aravali, Gujarat in 1960 will also be sent to Thailand for an exposition.

    This year our old connection was also visible in the Mahakumbh in India. More than 600 Buddhist devotees from foreign countries, including Thailand, became part of this spiritual and cultural gathering. This event gave the message of global peace and harmony.

    Thailand holds a special place in India’s ‘Act East’ Policy and the Indo-Pacific vision. Today, we have decided to strengthen our ties into a strategic partnership. Also, we discussed establishing a ‘Strategic Dialogue’ between our security agencies.

    We thanked the Government of Thailand for their cooperation in facilitating the return of Indian victims of cybercrime. We have agreed that our agencies will collaborate closely to combat human trafficking and illegal migration.

    We have emphasized on cooperation in the fields of tourism, culture and education between Thailand and the North-Eastern states of India.

    We discussed growing mutual trade, investment, and business exchanges. Agreements have also been made to foster cooperation in the areas of MSME, handloom and handicrafts.

    We have decided to strengthen cooperation in renewable energy, digital technology, e-vehicles, robotics, space, bio-technology and start-ups. In addition to enhancing physical connectivity, both the countries will work to boost FinTech connectivity.

    With the aim of promoting people-to-people exchanges, India has started offering free e-visa facilities to Thai tourists.

    ASEAN is the comprehensive strategic partner of India, and in this region, as neighbouring maritime countries, we have shared interests in regional peace, stability, and prosperity.

    We believe in development and not expansionism. We welcome Thailand’s decision to co-lead the ‘Maritime Ecology’ Pillar of the ‘Indo-Pacific Oceans’ Initiative.

    ​Prime Minister Shri Narendra Modi met the Prime Minister of Thailand, H.E. Paetongtarn Shinawatra today in Bangkok on his Official Visit to Thailand. On arrival at the Government House, Prime Minister was received by Prime Minister Shinawatra and accorded a ceremonial welcome. This was their second meeting. Earlier, the two leaders had met on the sidelines of ASEAN related Summit in Vientiane in October 2024.

    The two leaders reviewed the entire range of bilateral cooperation between India and Thailand. They discussed ways to further strengthen political exchanges, defence & security partnership, strategic engagement, trade & investment and people-to-people ties. While doing so, they underlined the need to enhance connectivity, health, science & technology, start-up, innovation, digital, education, culture and tourism collaborations. They also discussed ways to deepen cooperation for countering transnational organised crimes including human trafficking, narcotics trafficking, and cyber scams. The two Prime Ministers exchanged views on global issues and discussed ways of forging closer cooperation in sub-regional, regional and multilateral fora, including BIMSTEC, ASEAN and Mekong Ganga Cooperation.

    The two leaders witnessed exchange of the Joint Declaration on the Establishment of India-Thailand Strategic Partnership. They also witnessed exchange of MoUs in the fields of : handlooms and handicraft; digital technologies; Micro Small and Medium Enterprises (MSMEs); and maritime heritage. Both leaders also welcomed the establishment of an India-Thailand Consular Dialogue, which will further facilitate people-to-people contacts between the two countries.     As a gesture of goodwill, the Thai government released a special postage stamp depicting 18th century Ramayana mural paintings to mark Prime Minister’s visit. Underlining the close cultural and religious connections between the two countries, Prime Minister was presented a special edition of Buddhist holy scriptures TI-PITAKA in Pali by Prime Minister Shinawatra. As a gesture to further deepen the close civilizational ties between India and Thailand, Prime Minister offered sending Lord Buddha’s Relics excavated from Gujarat to Thailand, for people to pay their respect. Last year, the Holy Relics of Lord Buddha and two of his disciples had travelled from India to Thailand, and over 4 million people had paid their respects.

    India and Thailand are maritime neighbours with shared civilizational bonds underpinned by cultural, linguistic and religious ties, including those of Ramayana and Buddhism. India’s relations with Thailand are an integral pillar of our ‘Act East’ Policy, Comprehensive Strategic Partnership with ASEAN, Vision MAHASAGAR and our vision of the Indo-Pacific. Sustained interactions between the two countries have led to a robust and multifaceted relationship based on age-old ties and shared interests.

    Padilla Pushes Trump Environment, Energy Nominees to Protect California’s National Monuments and Hydrogen Hub

    WATCH: Padilla highlights importance of national monuments and ARCHES hydrogen hub for California’s clean energy goalsWASHINGTON, D.C. — U.S. Senator Alex Padilla (D-Calif.) questioned nominees for Department of the Interior (DOI) and Department of Energy (DOE) Deputy Secretary positions on their support for California’s national monuments and hydrogen hub following recent threats from the Trump Administration to eliminate them.
    California’s National Monuments
    During the Senate Committee on Energy and Natural Resources (ENR) nominations hearing, Padilla successfully pushed Katharine MacGregor, President Trump’s nominee for Deputy Secretary of the Interior, to acknowledge the broad bipartisan and local support for California’s Chuckwalla and Sáttítla Highlands National Monuments, which President Biden established earlier this year at Padilla’s urging. He also emphasized the critical importance of local and tribal involvement in public land management.
    Amid the Trump Administration’s orders aimed at elevating energy production on public lands and reviewing national monument protections, Padilla called on Interior to, as part of this review, meet with California’s Congressional delegation, California Governor Gavin Newsom, the state’s energy agencies, local officials, and crucially, the tribal leaders who spearheaded the movement behind the creation of these monuments. Padilla pointed out that these monuments had received endorsements from energy utilities and developers and were intentionally crafted to avoid including areas with energy potential.
    Padilla also pressed MacGregor on whether local and tribal leaders should have a role in public land management decisions, to which MacGregor agreed.
    PADILLA: As a matter of policy, do you believe that local communities and tribal leaders should have a say in the management of their public lands?
    MACGREGOR: I think local involvement is something that everyone on this dais agrees with.
    PADILLA: Okay, well, I’m talking just about you, not the folks on the dais, you’re the nominee before us…
    MACGREGOR: Local involvement is embedded in almost all the organic acts at the Department, so yes.
    PADILLA: Good, good faith consultation and engagement is what we’re looking for.
    California is home to some of the nation’s most pristine public lands, which not only preserve our natural heritage but also fuel California’s tourism and local economies. These protected landscapes generate billions of dollars in annual revenue, creating jobs, supporting local businesses, and enriching communities. However, Trump’s orders to prioritize energy development over all other uses of public lands pose a threat to landscapes with immense cultural, environmental, and economic value. These lands also offer vast opportunities for outdoor recreation — such as hiking, camping, and wildlife viewing — which further support local economies.
    ARCHES Hydrogen Hub
    Padilla also questioned James Danly, Trump’s nominee for Deputy Secretary of Energy, on his support for the Alliance for Renewable Clean Hydrogen Energy Systems (ARCHES) hydrogen hub. The Trump Administration is reportedly considering major cuts to hydrogen hub projects funded by the Bipartisan Infrastructure Law in Democratic-leaning states, including California, while preserving the projects in Republican-leaning states.
    Padilla highlighted the importance of the Regional Clean Hydrogen Hubs program to “jumpstart” the national hydrogen economy and urged Danly to work with California to protect the vital funding Padilla secured for ARCHES. After initially dodging Padilla’s questions about whether he would meet with ARCHES leadership, Danly said he would have “no objection” to talking with them.
    PADILLA: California, proudly, was the first state in the nation to launch a hydrogen hub — we refer to it as ARCHES — which will facilitate a network of hydrogen production sites to catalyze the use of hydrogen throughout California and, frankly, jumpstart the hydrogen economy, not just in California, but across the country. The California hub enjoys bipartisan support from our California delegation. However, last week, the Department of Energy “cut list” reportedly included ARCHES and other hydrogen hubs to be cut. So I want to point out that ARCHES, again, is not just critical to California, but critical to our national economy.
    Senator Padilla has been a strong supporter of the development of clean hydrogen power in California. Padilla secured up to $1.2 billion for the ARCHES hydrogen hub from the Bipartisan Infrastructure Law and sent a letter to former Energy Secretary Jennifer Granholm urging the Department of Energy to support ARCHES’ proposal as part of its Regional Clean Hydrogen Hubs program. He celebrated the official launch of the ARCHES hydrogen hub last year at an in-person event showcasing hydrogen-powered transportation.

  • MIL-OSI Africa: Progress made in tackling global challenges

    South Africa’s Presidency of the Group of 20 (G20) is making significant progress in tackling global challenges through an inclusive and collaborative approach.

    This is according to the country’s G20 Sherpa, Zane Dangor. Sherpas are the personal representatives of the G20 leaders.

    “We believe this is important and that the G20 must work with the UN [United Nations] and other multilateral institutions to mitigate these challenges and to find practical solutions for all of us. 

    “We look forward to constructive engagements from all members of the G20, the invited guests [and] also the international organisations,” he said on Thursday. 

    Dangor who is also the Director-General for International Relations and Cooperation, chaired the second virtual meeting of the G20 Sherpas in Pretoria on Thursday.

    He also stressed the importance of Ubuntu – a philosophy of inclusiveness and solidarity – in addressing global challenges and achieving shared interests across international organisations.

    “We must express our appreciation in the way that you embraced the spirit of Ubuntu, the culture that underpins not just South Africa’s culture of inclusiveness, but also Africa’s wider culture. Ubuntu really underpins our commitment and solidarity in addressing our common challenges in achieving shared prosperity,” he said during the opening session of the meeting. 

    Dangor stressed South Africa’s commitment to multilateralism and shared prosperity, with 15 working groups having already conducted their first meetings and three task force meetings.

    Working Groups are made up of representatives from member countries’ Ministries. The G20 working groups cover diverse areas, including development, anti-corruption, culture, education, women’s empowerment, environment, health, tourism, and disaster risk management.

    The city’s diverse, accessible visitor experience is growing Canberra’s reputation as a go-to holiday destination.

    Figures released by Tourism Research Australia show that 2023 was a record-breaking year for Canberra tourism.

    During 2023 the ACT welcomed 5.8 million visitors who spent $3.8 billion in Canberra. This is the highest ever visitor expenditure in a 12-month period over the past 25 years. It surpassed 2022’s expenditure by $770 million.

    Total visitor numbers have recovered to 95 per cent from pre-COVID levels. Expenditure has also surpassed pre-COVID levels, at 135 per cent compared to 2019.

    Last year the ACT welcomed 5.63 million domestic visitors who spent a total of $3.33 billion. In the last 25 years, this is:

    • the highest ever number of visitor nights
    • the highest ever expenditure
    • the third highest number of domestic visitors.

    Across all states and territories, the ACT experienced the biggest growth in domestic overnight visitation, and second highest expenditure growth, when compared to 2022. NSW remains the main source of domestic visitors to the ACT, accounting for two thirds of overnight visitors, and three quarters of day trip visitors.

    International markets continue to rebound strongly with the USA, UK, China and India delivering 40 per cent of international visitors.

    The city’s diverse, accessible visitor experience, led by its major attractions and events, are growing Canberra’s reputation as a go-to holiday destination. Major exhibitions at national attractions have been significant drawcards and new investment in a range of tourism products is providing more reasons to visit and return.

    The ACT’s expanding aviation connectivity is making it cheaper and easier for visitors to get to Canberra. Canberra Airport connects to 12 domestic destinations, three North American hubs with Fiji Airways, and a host of destinations through Asia with Batik Airways.

    The Ministry of Tourism under its voluntary scheme of Classification classifies hotels under the star rating system as per the extant Guidelines issued by the Ministry of Tourism. Under this system, hotels are given a rating, from One Star to Three Star, Four and Five Star with or without alcohol and Five Star Deluxe through NIDHI+ portal (https://nidhi.tourism.gov.in). The Classification exercise is undertaken by a committee, namely the HRACC (Hotel & Restaurant Approval & Classification Committee), having members from the Ministry, industry associations, hotel management institutes and State Government/UT Administration.

  • MIL-OSI Asia-Pac: Tribal Entrepreneurs in Tourism Sector

    The Government of India has approved the initiative to develop tribal homestays under Swadesh Darshan Scheme of the Ministry of Tourism as part of ‘Pradhan Mantri Janjatiya Unnat Gram Abhiyan”. The said intervention includes development of 1000 homestays with support of upto Rs.5.00 Lakh per unit for new construction, up to Rs.3.00 Lakh for renovation and Rs.5.00 Lakh for village community requirements.

    Ministry of Tourism has no specific scheme for Tribal Entrepreneurs. However, Ministry extends financial support to State Governments and Union Territories for development of tourism under its schemes of ‘Swadesh Darshan’ and ‘National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ for Tourism Infrastructure Development. Tribal-circuit was identified as one of the themes for development under the Swadesh Darshan Scheme and the details of the projects sanctioned under Tribal Circuit of Swadesh Darshan is at Annexure-I.

    Ministry has revamped Swadesh Darshan Scheme as Swadesh Darshan 2.0 (SD2.0) with the objective to develop sustainable and responsible destinations following a destination centric approach and has sanctioned 34 projects for Rs.791.25 Crore, including tribal experience. The details of projects sanctioned under SD2.0 scheme is at Annexure-II.

    The responsibility of obtaining land for undertaking projects in Swadesh Darshan and PRASHAD schemes is that of the concerned State Governments/UT Administrations.

  • MIL-OSI Asia-Pac: Cultural Diplomacy for Global Branding as Part of Vikshit Bharat

    Ministry of Culture implements “Global Engagement Scheme” to promote India’s rich cultural heritage internationally and enhance India’s global image. The key Scheme objective include strengthening cultural ties with foreign nations, promoting bilateral cultural contacts, projecting India’s cultural identity on the world stage and encouraging inbound tourism.

    The Global Engagement Scheme is administered through Indian Missions abroad to achieve its objective through following components:

    1. Festival of India-The artists practicing Indian art forms, are given opportunity to perform abroad under the banner of ‘Festival of India’. The artists from diverse cultural fields such as Folk Art including Folk Music, Folk Dance, Folk Theatre & Puppetry, Classical and Traditional Dance, Experimental/Contemporary Dance, Classical/Semi Classical Music, Theatre etc. perform in the ‘Festivals of India’ abroad.
    2. Grant in aid to Indo Foreign Friendship Cultural Societies: Grant in aid is released to Indo Foreign Friendship Cultural Societies actively functioning in foreign counties through our Indian Missions with the object of fostering closer friendship and cultural contacts between India and foreign country concerned.

    The Indian Council for Cultural Relations (ICCR), an autonomous organization under Ministry of External Affairs (MEA), promotes Indian culture worldwide through Missions / Posts and its Cultural Centres abroad. Activities conducted by them include inter-alia, teaching of Yoga, Dance, Music (vocal and instrumental), Sanskrit and Hindi; organising/supporting Conferences/ Seminars/ Workshops in different fields of Indian culture; supporting Chairs of Indian Studies in foreign universities; gifting of busts/statues of Mahatma Gandhi and other national icons, exchanging visual arts exhibitions, celebrating International Day of Yoga and Indian festivals, hosting visitors under various Visitors Programmes (Academic/ Distinguished / Important/ Gen.Next Democracy Network); and sponsoring scholarships to foreign students under different scholarship schemes. ICCR has also concluded MoUs with various State Governments to promote their culture abroad and to facilitate cultural exchanges with foreign countries. ICCR also hosts incoming foreign cultural troupes to enable Indians to discover various foreign cultures.

    In addition to this, India actively engages in multilateral platforms all over the world to collaborate with other nations on a range of global issues and strengthen its position on the world stage. Since 2020 India engaged in following activities to showcase and promote Indian culture.

    • During India’s BRICS Presidency Ministry of Culture hosted BRICS Culture Senior Officers’ Meeting and VI BRICS Culture Ministers’ Meeting virtually in July 2021;
    • During India’s Presidency of Shanghai Cooperation Organization (SCO) Ministry of Culture hosted the Conference on Shared Buddhist Heritage of SCO Member States under India’s presidency in March, 2023.
    • Ministry of Culture hosted the 20th SCO Culture Ministers’ Meeting under India’s presidency in April, 2023.
    • Ministry of Culture hosted the 1st India-Central Asia Culture Ministers Meeting (CMM) in April 2023 to enhance bilateral cultural relations;
    • During India’s G20 Presidency, Ministry of Culture hosted G20 Culture Working Group Meeting (CWG) & Culture Minister’s Meeting (CMM) in 2023 in Khajuraho, Bhubaneswar, Hampi and Varanasi;

    The G20 Culture Working Group came out with an Outcome Document titled the ‘Kashi Culture Pathway’ which advocated for advancing “culture as a standalone goal” in the post-2030 development agenda. This was further unanimously endorsed in the New Delhi Leaders’ Declaration marked a historic milestone.

    Various collaborative international cultural projects were undertaken by Ministry of Culture to showcase Indian culture to the participants from G20 countries- Four Global Thematic Webinars; Exhibitions – Re(ad)dress: Return of Treasures in Khajuraho; Sustain: The Craft Idiom, in Bhubaneswar; Woven Narratives, in Hampi; G20 Art Project – Together We Art; G20 Anthology of Poetry – Under the Same Sky and Culture Unites All Campaign; G20 Orchestra- Sur Vasudha. The Exhibitions G20 Digital Museum (Culture Corridor) and Exhibition- Routes and Roots were organized on the sidelines of G20 Leaders’ Summit in New Delhi.

    India is member state of United Nations Educational, Scientific and Cultural Organization (UNESCO) and is a part of several important cultural conventions of UNESCO such as 1972 Convention on World Heritage, 2003 Convention for Safeguarding of Intangible Cultural Heritage, 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, UNESCO Creative Cities Network (UCCN), Memory of the World (MOW) Programme.  India is also a member of Inter-Governmental Organizations like International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM), World Intellectual Property Organization (WIPO) among others.

    The Ministry of Culture interacts with the Ministry of Tourism and Ministry of External Affairs to leverage the power of India’s Culture and Heritage as a driver of tourism, economic development and soft power.

    Development and promotion of tourist destinations and products, including wellness tourism is undertaken by the respective State Government/Union Territory (UT) Administration. The Ministry of Tourism complements the efforts of States/UTs by promoting various tourism products of the country through various initiatives.

    The Ministry of Tourism through its central sector schemes of ‘Swadesh Darshan’, ‘Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ and ‘Assistance to Central Agencies for Tourism Infrastructure Development’ extends financial assistance to the State Governments/UT Administrations for tourism infrastructure development in the country.

    The Ministry of Tourism conducts hospitality and tourism related short-term training courses under its “Capacity Building for Service Providers (CBSP)” scheme through Government and empanelled private institutes.  These programmes include Hunar Se Rozgar Tak, Entrepreneurship Programme, Skill Testing & Certification, Tourism Awareness Programme, etc. The various programmes and initiatives under CBSP scheme enhance employability of the candidates majorly in tourism and hospitality sectors.
