  • MIL-OSI Security: U.S. Files Civil Forfeiture Complaint Against Aircraft Used by Nicolás Maduro Moros in Violation of U.S. Sanctions and Export Control Laws

    The United States today filed a civil forfeiture complaint in the Southern District of Florida against a Dassault Falcon 900 EX aircraft, bearing tail number T7-ESPRT, which was smuggled from the United States under false pretenses and operated for the benefit of Nicolás Maduro Moros (Maduro) and his representatives in the Bolivarian Republic of Venezuela (the Maduro Regime) in violation of U.S. sanctions and export control laws. The aircraft was seized last year in the Dominican Republic at the request of the United States.

    Today’s filing alleges that the Dassault Falcon 900 EX aircraft was purchased and maintained in violation of U.S. sanctions against Maduro and the Maduro Regime. According to the complaint, the aircraft is forfeitable based on violations of U.S. law, including the International Emergency Economic Powers Act (IEEPA) and money laundering violations.

    Since 2014, the United States has imposed sanctions against targeted individuals, entities, and sectors in Venezuela to address the increasing political oppression and corruption in Venezuela by the Maduro Regime. On March 8, 2015, the President found that the situation in Venezuela constituted an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States and declared a national emergency pursuant to IEEPA to deal with that threat. See Executive Order (E.O.) 13692.

    In 2017, 2018, and 2019, President Trump took additional steps regarding the national emergency declared in E.O. 13692. On Aug. 5, 2019, the President issued E.O. 13884 “in light of the continued usurpation of power by Nicolás Maduro and persons affiliated with him, as well as human rights abuses, including arbitrary or unlawful arrest and detention of Venezuelan citizens, interference with freedom of expression, including for members of the media, and ongoing attempts to undermine Interim President Juan Guaidó and the Venezuelan National Assembly’s exercise of legitimate authority in Venezuela.”

    E.O. 13884 prohibits the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to the order, including the Government of Venezuela and the Maduro Regime; the receipt of any contribution or provision of funds, goods, or services from any such person; and, any transaction that evades or avoids, has the purpose of evading or avoiding, causes a violation of, or attempts to violate any of the prohibitions set forth in the order.

    The complaint alleges that on or about Jan. 23, 2023, a company purportedly based in the Caribbean island country of St. Vincent and the Grenadines (Foreign Company 1) entered into a contract to purchase the Dassault Falcon 900 EX aircraft from a company in Florida for $13,250,000. The complaint further alleges that the individual in charge of purchasing the aircraft purportedly on behalf of Foreign Company 1 was a Venezuelan national (Foreign Principal 1), who concealed the fact that he was representing or associated with the Maduro Regime.

    The complaint further alleges that Foreign Company 1 merely acted as a nominee owner of the Dassault Falcon 900 EX aircraft as it was formed shortly before the purchase, in June 2022, and was struck from the register of St. Vincent companies for failure to pay annual fees two years later, in May 2024.

    The complaint further alleges that funds used to purchase the Dassault Falcon 900EX aircraft were sent via multiple wire transfers from different countries, including Malaysia, using both U.S. dollars and euros, and that Foreign Company 1 used an email address with a “.ae” domain from the United Arab Emirates to correspond with the Florida-based seller even though Foreign Company 1’s representatives allegedly had Spanish names and some of the emails contained the phrase “Enviado desde mi iPhone,” or Spanish for “Sent from my iPhone.”

    The complaint further alleges that the Dassault Falcon 900 EX aircraft was flown from the United States to St. Vincent on or about April 3, 2023, and approximately five hours later, it departed for Caracas, Venezuela, piloted by two members of the Venezuelan Presidential Honor Guard, and accompanied by a second aircraft that operates out of a Venezuelan military base.

    The complaint further alleges that, since May 2023, the Dassault Falcon 900 EX aircraft has flown to and from Venezuela at least 21 times and Maduro has been seen traveling with the aircraft on official visits to other countries, including for a December 2023 prisoner exchange with the United States.

    As alleged, in March 2024, the Dassault Falcon 900 EX aircraft was flown to the Dominican Republic for service and maintenance where Foreign Company 1 held itself out to be the owner, concealing from the Dominican-based jet maintenance company that the aircraft had been purchased and operated for benefit of the Maduro Regime.

    The complaint further alleges that on at least two occasions in May 2024, Foreign Principal 1, purportedly acting on behalf of Foreign Company 1, and other Venezuelan individuals, including military personnel, attempted to retrieve the Dassault Falcon aircraft from the Dominican Republic.

    Following the attempts by the Venezuelan individuals to retrieve the Dassault Falcon 900 EX aircraft, the U.S. government obtained a seizure warrant and requested that the Dominican Republic seize, detain, and transfer the Dassault Falcon aircraft. Pursuant to U.S. request, the aircraft was transported back to the United States on Sept. 2, 2024. That same day, the Maduro Regime issued a statement admitting the Dassault Falcon aircraft “has been used by” Maduro.

    A second Dassault Falcon aircraft identified by the Treasury Department’s Office of Foreign Assets Control (OFAC) as blocked property of Petroleos de Venezuela, S.A. (PdVSA), the sanctioned Venezuelan state-owned oil and natural-gas company, and illegally serviced and maintained in violation of U.S. sanctions, also was seized in the Dominican Republic at the request of the United States government on Feb. 6, 2025.

    The Department of Commerce Bureau of Industry and Security Miami Field Office is investigating the case, along with the Department of Homeland Security, Homeland Security Investigations (HSI) Santo Domingo.

    Assistant U.S. Attorneys Joshua Paster and Jorge Delgado for the Southern District of Florida and Trial Attorney Ahmed Almudallal of the National Security Division’s Counterintelligence and Export Control Section are handling the matter.

  • MIL-OSI Economics: DDG Hill opens 2025 workshop on incentives for technology transfer to LDCs

    Technology transfer is deeply embedded in the TRIPS Agreement and is explicitly mentioned in its objectives in Article 7. In Article 66.2, the TRIPS Agreement specifically obliges developed country members to provide incentives to enterprises and institutions in their territories to promote and encourage technology transfer to LDC members. The aim is to enable LDCs to create a sound and viable technological base.

    Since 2003, when WTO members agreed on the transparency mechanism for technology transfer under Article 66.2, developed country members have submitted over 400 reports detailing their actions and commitments. To date, the TRIPS Council has conducted 21 reviews of these reports, generating valuable insights into effective technology transfer strategies and best practices.

    Speaking at the opening session, DDG Hill provided a forward-looking perspective, stating that “the future of trade – digital, green, and services-driven – will have technology at its core.” She noted that trade has played a key role in LDC development, and that further efforts are needed in sectors such as agriculture and digital technologies. She emphasized that “technology transfer empowers LDCs to build production capacities; it fosters innovation and drives sustainable development”. This underscores the need to promote and encourage technology transfer in key sectors, she added.

    Ms Ivanov-Durand, Chair-Designate of the TRIPS Council, highlighted the critical role of technology in achieving the Sustainable Development Goals (SDGs), particularly for LDCs. She reiterated that Article 66.2 formally recognizes the link between access to technology and development, situating technology transfer incentives within the broader context of LDCs’ need to establish a robust technological base.

    She also noted the connection between this workshop and the upcoming meeting of the Council for TRIPS on 20-21 March 2025. At this meeting, a follow-up to the annual review of reports from nine developed members on their technology transfer commitments and related programmes will take place. She encouraged LDC members to share insights from the workshop during the Council’s deliberations later in the week.

    Ms Kadra Ahmed Hassan, on behalf of the LDC Group, thanked the WTO Secretariat for organizing the workshop and developed countries for their detailed reports submitted in 2024. She encouraged their active participation in the workshop and underscored the importance of informal dialogue between LDC members and developed country members. It is particularly important to tailor technology transfer programmes to LDCs’ priority needs and learn from developed members’ experience, she added.

    She reiterated the LDC Group’s long-standing interest in this mechanism. She also noted that the workshop “provides an opportunity to promote dialogue and coordination between LDC members and developed-country members at the level of the Council’s deliberations.”

    Members also explored the linkages between services trade and environmental sustainability at an event organized by the WTO Secretariat on 12 March.
    Giving effect to ministerial mandate
    The agreement to organize informal experience-sharing sessions on good regulatory practices and recognition of professional qualifications stems from the February 2024 ministerial mandate to  reinvigorate work on trade in services and to facilitate the increased participation of developing members in services trade. Members will also continue discussions on the possibility of organizing sessions on the green transition and digitalization.
    Several members reiterated their call for not duplicating the work carried out in the Council’s subsidiary bodies and for having balanced deliberations.
    Participation of least-developed countries (LDCs) in services trade
    Members responded favourably – pending final discussions on technical issues – to a request by the WTO LDC group to collect information through a survey hosted on the WTO website on how their service suppliers are engaging with consumers and enterprises in other economies. Particular attention will be paid to the 51 WTO members that have notified preferences for LDC services and service suppliers. Members reiterated their commitment to support the participation of LDCs in services trade.
    Members have notified preferences for LDC service suppliers in line with a ministerial mandate to operationalize the “LDC Services Waiver”, which was adopted at the 8th Ministerial Conference in 2011.

    Services trade concerns
    Members discussed three previously addressed specific trade concerns involving cybersecurity measures and mobile applications, among other services-related topics.
    Japan and the United States, supported by several other members, reiterated concerns about the cybersecurity measures of China and Viet Nam. China repeated concerns with certain services measures of the United States. China also reiterated its concerns regarding India’s measures in relation to mobile applications.
    Trade in financial services
    Members continued discussing how to reinvigorate work on trade in services in the Committee on Trade in Financial Services. A new proposal, bringing together three earlier submissions from China, the Philippines and India, calls for information-sharing sessions on digital payments, interoperability of payment systems and cost of remittance services. The proposal also refers to crisis preparedness as advocated by Pakistan. Details of previous discussions can be found here.
    The Committee is one of the Services Council’s subsidiary bodies.
    Classification of environmental services
    At a meeting of the Committee on Specific Commitments held on 11 March, members heard from Costa Rica and Switzerland about how the Agreement on Climate Change, Trade and Sustainability is helping its parties define, classify and make commitments in environmental services.
    In the Agreement, Costa Rica, Iceland, New Zealand and Switzerland set out the commitments they have made on 114 services ranging from environmental protection to resource management and climate change adaptation and mitigation.
    Members welcomed the presentation and agreed to engage further on this topic.
    The Committee is one of the Services Council’s subsidiary bodies.
    Recent developments in services trade policy
    An event held on 12 March entitled “Nexus between Trade in Services and Environmental Sustainability:  Evidence from Recent Research” looked at the role of services trade in promoting environmental sustainability and the impact of environmental policy on services trade.
    Introducing a forthcoming research paper titled “Services Trade and Environmental Sustainability: Conceptual Linkages and Empirical Patterns”, the Organisation for Economic Co-operation and Development highlighted the important role that services trade can play in tackling environmental challenges. This is particularly important as services represent two-thirds of global output and are among the most dynamic sectors in international trade.
    The value that services trade adds to supply chains can support greener production functions and consumption patterns, the OECD noted. For example, engineering services can be used in the green hydrogen production supply chain and financial services can support carbon mitigation projects.
    The OECD paper makes the case for removing restrictions to services imports and for examining synergies with environmental policymaking. Countries at all levels of development stand to benefit from increased openness and participation in services trade as a result of increased domestic productivity, the OECD noted.
    This event was organized by the WTO’s Trade in Services and Investment Division as part of the “Simply Services” speaker series, an informal platform for sharing the latest information on trends in services trade. The webcast of the event can be watched here.

    Washington, D.C. – U.S. Senators Catherine Cortez Masto (D-Nev.) and John Cornyn (R-Texas) introduced the Foreign Investment Guardrails to Help Thwart (FIGHT) China Act, which would safeguard the United States’ national security against the growing threat posed by the communist People’s Republic of China (PRC) by prohibiting and requiring notification of U.S. investment in certain technologies in China.
    “When it comes to cutting-edge technologies – such as AI and semiconductors – the United States must remain ahead of China,” said Senator Cortez Masto. “I’m proud to stand with my colleagues across the aisle to introduce this bill that is critical for our national security. We can and must make sure no American investments are giving the Chinese Communist Party a leg up in developing these vitally important technologies.”
    The Foreign Investment Guardrails to Help Thwart (FIGHT) China Act would permit the Secretary of the Treasury to prohibit U.S. investments in certain technologies in the People’s Republic of China (PRC), including certain Artificial Intelligence (AI) models, quantum computers, materials used in hypersonic systems, and other military technologies. It would also require U.S. entities to notify the U.S. Department of the Treasury of investments in certain AI models in the PRC. Lastly, the legislation would permit the Secretary of the Treasury to impose sanctions under the International Emergency Economic Powers Act (IEEPA) against PRC entities that engage with the PRC military and intelligence sectors.
    Senator Cortez Masto has led efforts in Congress to strengthen our national security and supply chains.Senators Cortez Masto and Rounds (R-S.D.) introduced the PASS Act to ban individuals and entities controlled by China, Russia, Iran, and North Korea from purchasing agricultural land and businesses located near U.S. military installations or sensitive sites and the Strengthening Exports Against China Act,which would incentivize economic growth by eliminating barriers for American businesses competing directly with China in emerging industries like artificial intelligence and semiconductors. She’s also introduced bipartisan legislation to strengthen the domestic supply chain for rare-earth magnets, which are critical components of cell phones, computers, defense systems, and electric vehicles, but are almost exclusively made in China.

    On 22 November 2024, Nokia announced that its Board of Directors is initiating a share buyback program to offset the dilutive effect of new Nokia shares issued to the shareholders of Infinera Corporation and certain Infinera Corporation share-based incentives. The repurchases in compliance with the Market Abuse Regulation (EU) 596/2014 (MAR), the Commission Delegated Regulation (EU) 2016/1052 and under the authorization granted by Nokia’s Annual General Meeting on 3 April 2024 started on 25 November 2024 and end by 31 December 2025 and target to repurchase 150 million shares for a maximum aggregate purchase price of EUR 900 million.

    India and New Zealand are working to finalize a comprehensive and mutually beneficial Free Trade Agreement. Union Minister of Commerce & Industry, Shri Piyush Goyal, said this while addressing the CEOs of India and New Zealand in New Delhi today. The two countries had announced the launch of negotiations for an FTA earlier this week. The event today was attended by the Right Honourable Christopher Luxon, Prime Minister of New Zealand, Hon’ble Mr. Todd McClay, New Zealand’s Minister for Trade and Investment, Agriculture and Forestry, business leaders and senior officers of the two countries.

    Addressing the business leaders, Shri Goyal emphasized the immense potential for collaboration between the two countries. He articulated an ambitious vision for the India-New Zealand partnership, targeting 10x growth in bilateral trade over the next decade.

    Prime Minister of New Zealand, The Right Honourable Christopher Luxon, while addressing the forum, stated that businesses play a critical role in both economies and in strengthening bilateral relations. The Prime Minister further emphasized the need to explore new frontiers and sectors where New Zealand holds a competitive advantage. “I feel incredibly optimistic about the future of both India and New Zealand. India for us is a game changer. As a smaller country in the world, India is a really consequential relationship for us. We all recognize that there is a lot more that these two countries should be doing together. When we look at the trading relationship today at $3 billion, there’s a huge opportunity for us here,” he added.

    The Commerce Minister called on business leaders from both countries to contribute towards achieving this goal. “There are hardly any areas where we compete with each other, and the few areas of sensitivity can be navigated with mutual respect. Given our different levels of development, there are limitless possibilities for cooperation in agri-tech, dairy, food processing, pharmaceuticals, renewable energy, critical minerals, forestry, horticulture, tourism, and sports,” he said.

    Discussing global challenges, Shri Goyal emphasized the importance of trusted partnerships. “The world is going through a lot of problems. A defining partnership between our two nations can serve as a model for how trusted partners work together. It’s not about the size of an economy; it’s about collaboration and shared values,” he said. He noted that India’s economy, currently at $4 trillion, is poised to grow to $30-35 trillion in the next 22-25 years, presenting immense opportunities for collaboration.

    Shri Goyal highlighted the role of tourism in fostering stronger relations between India and New Zealand. He praised the Prime Minister of New Zealand for his commitment to enhancing ties between the two nations and noted that their partnership could create significant economic opportunities. “Together, we can make a significant difference to our economies. Both countries will emerge as winners through this partnership,” he stated.

    Drawing a parallel with cricket, Shri Goyal described the partnership as “aggressive yet graceful, passionate but well-composed, and creating a strong innings.” He expressed confidence that India and New Zealand are ready to step up for a brighter future.

    The Minister underscored the importance of working with democracies where the rule of law prevails and businesses get fair opportunities. He mentioned the strong people-to-people linkages between India and New Zealand, citing Papatoetoe in Auckland as “Little India.” He expressed optimism about Free Trade Agreement (FTA) negotiations, stating that they would be vibrant and add more depth to the relationship.

    He also stressed the importance of education and research in bringing people closer, highlighting the potential of New Zealand’s innovation to reach the world through India. He suggested that manufacturing in India for global markets at competitive prices could take the partnership to greater heights.

    Speaking on connectivity, Shri Goyal reaffirmed India’s commitment to strengthening financial and digital linkages, as well as facilitating swift mobility of manpower and technical talent. He noted that India produces the highest number of STEM graduates annually, with 43% of them being women, showcasing the diversity and strength of India’s workforce.

    NEWPORT, VT — Today, U.S. Senator Peter Welch (D-Vt.), a member of the Senate Finance Committee, convened Vermont and Canadian business leaders for a roundtable in Newport, Vermont —near the U.S.-Canada border—to discuss President Trump’s Trade War and how the Trump Administration’s reckless tariffs are hurting workers, families, and farmers.

    “We in Vermont really value both our friendship with Canadians, and our economic partnerships with Canada. I believe what’s happening here with the rhetoric from the Trump Administration and from these tariffs is very destructive—for you and for us.

I can understand an appropriate place for a tariff, and Canada can make its own decisions about where it would be appropriate for you to have a tariff. I cannot think of why we would be having a tariff or trade war with our best neighbor. Your environmental standards — your labor standards — match or exceed ours, and that’s really important to you and it’s important to us.  
    “What I’m seeing with the tariffs is that they’re being imposed in a very arbitrary way. Not to mention that they’re on again, they’re off again.  
    “Every time I speak to any anybody in business on our side (and it’s really nice that we’re going to hear from the Canadian side of the border) one of the things that’s really essential is stability. No business, and frankly no family, can deal with, ‘yes, we’re on no, we’re off.’ Nobody can do that. And it is not, in my view, good for international relationships. It’s not good for business relationships. And it’s not even good for family, where there’s constant instability. You don’t know what the rules are—they keep changing.  
    “I’m very disturbed about what is happening from [the Trump] Administration and I’m disturbed from the perspective of how it’s affecting our families here in Vermont, how it’s affecting our businesses here in Vermont and how it’s affecting the mutual cooperation that we had the blessing of enjoying for generations, between us and Canada. I am opposed to tariffs against our Canadian allies. 
    “That’s just to set the stage of where I’m coming from, and it’s why I am so grateful that we have this joint meeting where we can talk about the real problems that are caused as a result of these tariffs. And mobilize as much support as we can to renewing that friendship, that business relationship, that economic relationship that we’ve had. So, thank you all for coming and [the Hon.     Nearly half of all U.S. imports—more than $1.3 trillion—come from Canada, China, and Mexico. Canada is the largest trading partner for 34 U.S. states, including Vermont. In 2024 alone, trade with Canada accounted for 35% of Vermont exports, 67% of our imports, and 56% of its total trade. One in four businesses in Vermont relies on trade with Canada.  
    In many cases, Vermont manufacturers buy imports from Canada to manufacture into products. Tariffs on Canada threaten business closures and job layoffs, higher homebuilding costs, increased costs of grain for farmers, and more expensive equipment for maple producers—among other costs that will get passed on to working families. 
    Senator Welch has blasted Trump’s tariffs and trade war, and shared stories from constituents about how President Trump’s economic policies have impacted their businesses, farms, and communities. This event follows a roundtable Senator Welch held in St. Albans in January and virtually in February where he heard from businesses and state and local leaders about the President’s threats to reignite a trade war.

  • MIL-OSI Europe: Answer to a written question – Tobacco track and trace systems – E-000122/2025(ASW)

    The EU tobacco traceability system established by Directive (EU) 2014/40/EU[1] and Commission Implementing Regulation (EU) 2018/574[2] allows for the monitoring of the movements of all tobacco products through their entire supply chain within the EU.

    Thanks to the information stored in the system, Member States are able to determine at which point a product is no longer reported in the supply chain and take appropriate measures as necessary.

    The EU tobacco traceability system fully complies with the requirements of Article 8 of the Protocol to Eliminate Illicit Trade in Tobacco Products[3] to the World Health Organisation’s Framework Convention on Tobacco Control[4]. The Protocol is a legally binding international treaty addressing the issue of illicit trade in tobacco products.

    The Commission is currently carrying out a comprehensive evaluation of the EU legislative framework on tobacco. Following regulatory steps will depend on the findings of that evaluation.

    Union Minister for Railways, Information & Broadcasting, and Electronics & IT, Shri Ashwini Vaishnaw, addressed the Lok Sabha today. He highlighted various aspects of Indian Railways, including infrastructure development, punctuality, environmental sustainability, exports, employment and financial position. He reaffirmed the government’s commitment to making Indian Railways a modern, efficient, and environmentally sustainable transport system, enhancing both passenger experience and economic growth.

    While speaking about punctuality of trains operation in the Lok Sabha today, the Union Railway Minister stated that Indian Railways has achieved an on-time performance of over 90% through the adoption of advanced signaling systems, real-time monitoring, AI-driven scheduling, and predictive maintenance. As highlighted by the Minister, out of 68 railway divisions, 49 have already surpassed 80% punctuality, while 12 divisions have impressively reached 95%. This enhanced efficiency has resulted in smoother train operations, benefiting both passengers and freight services. Currently, Indian Railways operates more than 13,000 passenger trains, including 4,111 Mail and Express trains, 3,313 Passenger trains, and 5,774 Suburban trains. Notably, the total number of trains in operation has now exceeded pre-COVID levels, reflecting the railway’s commitment to reliability and improved service delivery.

    To manage passenger demand during peak festive seasons, Indian Railway has operated a record number of special trains. Last year, during Holi, 604 special trains were operated to accommodate the surge in travelers. During the summer vacation period, around 13,000 special trains were introduced to facilitate smooth travel. Similarly, for Chhath and Diwali, 8,000 special trains were deployed. A remarkable effort was made during the Mahakumbh, with 17,330 special trains running to ensure seamless travel for devotees from across the country. This year, for Holi alone, 1,107 special trains have been arranged, reflecting the unwavering commitment of Indian Railways to passenger convenience and efficient travel management.

    While talking about historic infrastructure expansion taking place across the railway network, the Minister emphasized the fulfillment of long-standing projects, such as connecting Jammu to Srinagar through engineering marvels like the Anji and Chenab bridges, with the latter standing 35 meters taller than the Eiffel Tower. With the completion of the CRS inspection and implementation of recommendations, train services between Jammu and Srinagar will soon commence. He also underscored the transformation of the Dedicated Freight Corridor, which has gone from being a mere proposal to an operational reality under the present government. Today, 350 freight trains run daily, reducing transit time from 24 to just 12 hours, significantly improving logistics. The Gati Shakti initiative has further bolstered freight operations, with 97 cargo terminals completed and 257 more under development. Tunnel construction in the railway network has seen a fourfold increase since 2014, with 460 km of new tunnels built, and innovations such as the Himalayan Tunneling Method and domestic production of Tunnel Boring Machines (TBMs) in Tamil Nadu showcasing India’s growing self-reliance in infrastructure technology.

    The Minister also highlighted the modernization of railway stations, with 129 stations already completed and many more to be operational by 2025-26 as part of the world’s largest station redevelopment program. Bridges across major rivers like the Ganga, Brahmaputra, and Kosi have been constructed, improving connectivity in key regions. The Northeast has witnessed unprecedented rail expansion, with new lines in Sikkim, Assam, Arunachal Pradesh, Nagaland, Manipur, Mizoram, and Tripura. Indian Railways has also taken steps to address waterlogging in underpasses through extensive corrective measures. Shri Vaishnaw reiterated the government’s commitment to equitable development, emphasizing record budget allocations for all states, in line with the Prime Minister’s vision of ‘Sabka Saath, Sabka Vikas.’ However, he pointed out challenges such as slow land acquisition in states like Kerala, Tamil Nadu, and West Bengal, which continue to hinder progress. He further highlighted the significant expansion of the Kolkata Metro, where 38 km of metro lines have been added in just a decade, compared to 28 km in the previous 42 years. He also emphasized on the ambitious Bullet Train project as a transformative step toward modern, high-speed rail connectivity, ensuring world-class infrastructure for future generations.

    In line with the government’s commitment to environmental sustainability, Indian Railways has taken several initiatives towards environmental sustainability with its ambitious goal of achieving Net Zero Carbon Emission (Scope 1) by 2025. Shri Ashwini Vaishnaw reiterated the government’s commitment to reducing carbon emissions through electrification, afforestation, and modal shift strategies. Net Zero for Indian Railways means offsetting or eliminating carbon emissions across various sectors, including railway traction, non-traction operations, vehicle fleets, and infrastructure such as Railway colonies and hospitals. A major step in this direction has been the transition from diesel to electric traction, with 97% of railway operations already electrified, and the remaining 3% nearing completion. To further support this goal, Indian Railways has undertaken massive afforestation efforts, planting 9 crore trees between 2014-15 and 2023-24, which contribute to offsetting 5 lakh tonnes of carbon emissions annually. Additionally, the shift from road to rail freight has led to an emission reduction of 17 lakh tonnes between 2021-22 and 2023-24. With projected emissions for 2024-25 estimated at 20 lakh tonnes and available offsets reaching 22 lakh tonnes, Indian Railways is well-positioned to meet its Net Zero target ahead of schedule. Beyond direct emissions, the railway is also shifting to non-fossil fuel-based power sources, further reducing indirect emissions. As the largest contributor to India’s green transportation sector, Indian Railways not only provides a low-carbon alternative to road transport but is also driving the transition to sustainable energy sources, reinforcing its role as a leader in the country’s journey toward environmental sustainability.

    Shri Vaishnaw also outlined the steps taken to boost exports, positioning Indian Railways as a global player in railway technology and manufacturing. Under the ‘Make in India’ and ‘Atmanirbhar Bharat’ initiatives, Indian Railways has successfully exported rolling stock, including Vande Bharat train components, to countries in Africa, Latin America, and Southeast Asia. India has also emerged as a key supplier of locomotives and coaches to international markets, strengthening its role in global railway infrastructure development.

    The Minister highlighted the significant employment opportunities created through railway projects, benefiting millions across the country. Over three lakh direct jobs have been generated through station redevelopment, track expansion, and new railway projects, alongside large-scale recruitment drives for loco pilots, technicians, station masters, and track maintenance workers. Other initiatives like the Rail Kaushal Vikas Yojana have played a crucial role in skilling thousands of young Indians in railway-related trades, enhancing their employability. A total of 1.26 crore candidates participated in the recruitment examination, which was conducted over 68 days in 133 shifts across 211 cities and 726 centers in 15 languages, with complete transparency and no incidents of paper leaks. More recently, 18.4 lakh candidates appeared over five days in 15 shifts across 156 cities and 346 centers, also in 15 languages,in the ALP exam and it was conducted smoothly without any issues. Regarding Exam centers being located outside candidates’ hometowns, the Minister clarified that this is a nationwide policy implemented uniformly to ensure smooth execution and maintain the integrity of the exams. In response to concerns about reservations, he reaffirmed that all reservation policies and regulations have been strictly adhered to in the recruitment of these five lakh jobs without any deviation. For the first time in 60 years, an annual recruitment calendar has been introduced in the railways to ensure a structured and timely hiring process, which is being effectively implemented for both 2024 and 2025, he added.

    While speaking about the financial position of Indian Railways, the Minister stated that despite the challenges faced during COVID, the Railways has now reached a healthy financial state. Currently, almost all expenses are being met through its own revenue. The major components of railway expenditure include staff costs of ₹1,16,000 crore, pensions for around 15 lakh pensioners amounting to ₹66,000 crore, energy costs of ₹32,000 crore, and financing costs of ₹25,000 crore. The total expenditure stands at ₹2,75,000 crore, while the total income is around ₹2,78,000 crore. Since COVID, the Railways has been covering its expenses from its revenue every year, and efforts will continue to further strengthen this financial position.

    The Union Minister of State for Commerce & Industry and Electronics & Information Technology, Shri Jitin Prasada had a bilateral meeting with Mr. Liew Chin Tong, Malaysian Deputy Minister of Investment, Trade, and Industry on 18th March 2025, in Vanijya Bhawan, New Delhi. Malaysian Diplomats and Senior Govt. Officials from the Ministry of Investment, Trade and Industry, Malaysia and from the Ministry of Commerce & Industry, Ministry of Electronics & Information Technology, Ministry of External Affairs and Bureau of Indian Standards from Govt of India were also present during the meeting.

    Malaysia is one of the ten-member countries of ASEAN and is the ASEAN Chair for the year 2025.The meeting discussed the ongoing review of ASEAN India Trade in Goods Agreement (AITIGA) and both sides agreed to take necessary steps for speeding up the AITIGA review for its substantial conclusion by 2025.

    Both sides also discussed the bilateral trade issues, Market Access issues, Collaboration in Semiconductor Industry, Cooperation in Service Sector and the issues related to Foreign Manufacturers Certification Scheme (FMCS) of Bureau of Indian Standard (BIS). The two sides hoped that the meeting will help in speeding up the resolution of bilateral trade issues and growing bilateral trade between the two Countries.

    Malaysia is India’s 3rd largest trading partner of India in ASEAN with total trade of USD 20.02 Bn during 2023-24 accounting for around 17 % of India’s total trade with ASEAN.

    The repeated crises of recent years, including the COVID pandemic and the Russian war on Ukraine, have disrupted trade relations in many ways. Competition on global markets has become fiercer and the rules-based multilateral order established after World War II is increasingly challenged. The tariffs imposed by the new United States (US) administration are adding to the uncertainty. Trade in goods and services accounts for 22.4 % of EU GDP – the EU is the world’s biggest trading bloc and top trading partner for 80 countries. Trade is thus crucial for the EU’s growth and competitiveness. In that context, the development of a robust trade policy, enabling the EU to defend itself effectively against unfair trade practices and to level the playing field, has become a core priority for EU leaders. Consequently, trade – an issue traditionally in the hands of the European Commission – has grown in importance on the European Council agenda in recent years. Developing a bold trade policy is also one of the core elements of the New Competitiveness Deal, which was discussed at the EU leaders’ special meeting in April 2024. The importance of EU assertiveness on the global stage to defend its trade interests was underlined in the European Council’s 2024-2029 Strategic Agenda, the document setting out the EU’s direction for the current 5-year term, as well as in the Budapest Declaration of November 2024. It is in light of recent developments that EU leaders will discuss trade at their 20-21 March meeting in Brussels.

    Senator Outlines Efforts to Build Project ULTRA, Grand Forks into Proving Ground for Counter-UAS Tech

    EMERADO, N.D. – Senator John Hoeven and representatives from BlueHalo today announced that the company is expanding its operations to the Grand Forks region, tying into a range of operations critical to the future of the nation’s defense, like counter-drone, while laying the groundwork to also connect with the region’s growing space operations. Specifically, BlueHalo:

    • Has signed a memorandum of understanding (MOU) with GrandSKY to install its VigilantHalo system in support of Project ULTRA at the unmanned aerial systems (UAS) technology park.
      • Project ULTRA is an effort to make Grand Forks the proving ground for developing the technology needed to protect U.S. military installations and service members against the malicious use of UAS.
      • VigilantHalo will significantly enhance Project ULTRA’s ability to track unmanned aircraft by providing a seamless link between the Federal Aviation Administration’s (FAA) unfiltered radar data feed, the state’s Vantis network and other sensor systems.
    • Will provide on-site support for the Sky Range program, which is operated by the Test Resource Management Center (TRMC) at GrandSKY.
      • BlueHalo will be supporting the use of its PANTHER phased array antenna, which is the technology used to convert Grand Forks’ Global Hawks into Range Hawks, enabling them to track hypersonic missiles and other airborne and space-based threats, while communicating with satellites.
      • The company will also partner with the University of North Dakota (UND) on further development of phased array technology.
    • Continues working to adapt its phased array antenna for spaced-based platforms, including the low-Earth orbit mission at Grand Forks Air Force Base.
      • The STAPS Project is funded under the $8.3 million Hoeven secured in Fiscal Year (FY) 2024 to partner BlueHalo with Bismarck State College.
      • This effort seeks to miniaturize and enhance the phase array antenna so it can be packaged and launched on satellites.
      • This would allow for additional tracking data in hypersonic missile testing, with the potential for future applications such as tracking adversary missiles.

    The new system supports Hoeven’s efforts to increase the size and scope of Project ULTRA to develop new tools and methods for the U.S. to counter the malicious use of drone technology.     Building autonomy into systems like X-ray and ultrasound requires medical imaging systems to understand and operate in the physical world. This enables the automation of complex workflows such as patient placement, image scanning and quality checking.

    SAN JOSE, Calif., March 18, 2025 (GLOBE NEWSWIRE) — GTC— NVIDIA today announced it is building a Boston-based research center to provide cutting-edge technologies to advance quantum computing.

    The NVIDIA Accelerated Quantum Research Center, or NVAQC, will integrate leading quantum hardware with AI supercomputers, enabling what is known as accelerated quantum supercomputing. The NVAQC will help solve quantum computing’s most challenging problems, ranging from qubit noise to transforming experimental quantum processors into practical devices.

    Leading quantum computing innovators, including Quantinuum, Quantum Machines and QuEra Computing, will tap into the NVAQC to drive advancements through collaborations with researchers from leading universities, such as the Harvard Quantum Initiative in Science and Engineering (HQI) and the Engineering Quantum Systems (EQuS) group at the Massachusetts Institute of Technology (MIT).

    Propelling Quantum Innovation
    Through the NVAQC, commercial and academic partners will work with NVIDIA to use state-of-the-art NVIDIA GB200 NVL72 rack-scale systems, the most powerful hardware ever deployed for quantum computing applications. This enables complex simulations of quantum systems and the deployment of the low-latency quantum hardware control algorithms essential for quantum error correction. NVIDIA GB200 NVL72 systems will also accelerate the adoption of AI algorithms in quantum computing research.

    To address the challenges of integrating GPU and QPU hardware, the NVAQC will employ the NVIDIA CUDA-Q™ quantum development platform, enabling researchers to develop new hybrid quantum algorithms and applications.

    The HQI — a community of researchers dedicated to advancing the science and engineering of quantum systems and their applications — will collaborate with the NVAQC to advance their research on next-generation quantum computing technologies.

    The transatlantic trade in enslaved Africans was a crime against humanity that resonates through history and continues to scar societies.  Today, we remember the women, children and men torn from their loved ones, forced to work in agonizing conditions, cruelly punished and deprived of their dignity and human rights, and we recall their acts of resistance and demands for justice.

    For more than four centuries, millions of Africans were kidnapped, trafficked, abused and dehumanized.  This horrific enterprise rested on the destructive lie of white supremacy.  And it saw many colonizers, corporations and institutions amass unimaginable wealth.

    For too long, these unthinkable acts have remained unacknowledged, unspoken and unaddressed, all as their legacies continue to shape our world.  Many still benefit from the odious profits reaped from chattel slavery.  Systemic racism has been embedded into institutions, cultures and legal and other systems.  Deeply rooted exclusion, racial discrimination and violence continue to undermine the ability of many people of African descent to thrive and prosper.

    As the theme of this year’s International Day reminds us, acknowledging the horrors of the transatlantic slave trade is an essential step towards addressing the past, repairing the present and building a future of dignity and justice for all.  It is imperative to put in place reparatory justice frameworks that address this terrible history and its legacies.  And we must end the evil of racism for good.

    The other technologies include simulation frameworks and blueprints such as the NVIDIA Isaac GR00T Blueprint for generating synthetic data, as well as Newton, an open-source physics engine — under development with Google DeepMind and Disney Research — purpose-built for developing robots.

    Available now, GR00T N1 is the first of a family of fully customizable models that NVIDIA will pretrain and release to worldwide robotics developers — accelerating the transformation of industries challenged by global labor shortages estimated at more than 50 million people.

    GR00T N1 Advances Humanoid Developer Community
    The GR00T N1 foundation model features a dual-system architecture, inspired by principles of human cognition. “System 1” is a fast-thinking action model, mirroring human reflexes or intuition. “System 2” is a slow-thinking model for deliberate, methodical decision-making.

    Powered by a vision language model, System 2 reasons about its environment and the instructions it has received to plan actions. System 1 then translates these plans into precise, continuous robot movements. System 1 is trained on human demonstration data and a massive amount of synthetic data generated by the NVIDIA Omniverse™ platform.

    GR00T N1 can easily generalize across common tasks — such as grasping, moving objects with one or both arms, and transferring items from one arm to another — or perform multistep tasks that require long context and combinations of general skills. These capabilities can be applied across use cases such as material handling, packaging and inspection.

    Developers and researchers can post-train GR00T N1 with real or synthetic data for their specific humanoid robot or task.

    In his GTC keynote, Huang demonstrated 1X’s humanoid robot autonomously performing domestic tidying tasks using a post-trained policy built on GR00T N1. The robot’s autonomous capabilities are the result of an AI training collaboration between 1X and NVIDIA.

    NVIDIA, Google DeepMind and Disney Research Focus on Physics
    NVIDIA announced a collaboration with Google DeepMind and Disney Research to develop Newton, an open-source physics engine that lets robots learn how to handle complex tasks with greater precision.

    Built on the NVIDIA Warp framework, Newton will be optimized for robot learning and compatible with simulation frameworks such as Google DeepMind’s MuJoCo and NVIDIA Isaac™ Lab. Additionally, the three companies plan to enable Newton to use Disney’s physics engine.

    Google DeepMind and NVIDIA are collaborating to develop MuJoCo-Warp, which is expected to accelerate robotics machine learning workloads by more than 70x and will be available to developers through Google DeepMind’s MJX open-source library, as well as through Newton.

    Disney Research will be one of the first to use Newton to advance its robotic character platform that powers next-generation entertainment robots, such as the expressive Star Wars-inspired BDX droids that joined Huang on stage during his GTC keynote.

    Large, diverse, high-quality datasets are critical for robot development but costly to capture. For humanoids, real-world human demonstration data is limited by a person’s 24-hour day.

    Announced today, the NVIDIA Isaac GR00T Blueprint for synthetic manipulation motion generation helps address this challenge. Built on Omniverse and NVIDIA Cosmos Transfer world foundation models, the blueprint lets developers generate exponentially large amounts of synthetic motion data for manipulation tasks from a small number of human demonstrations.

    Using the first components available for the blueprint, NVIDIA generated 780,000 synthetic trajectories — the equivalent of 6,500 hours, or nine continuous months, of human demonstration data — in just 11 hours. Then, combining the synthetic data with real data, NVIDIA improved GR00T N1’s performance by 40%, compared with using only real data.

    To further equip the developer community with valuable training data, NVIDIA is releasing the GR00T N1 dataset as part of a larger open-source physical AI dataset — also announced at GTC and now available on Hugging Face.

  • MIL-Evening Report: Women’s sexual pleasure is still taboo – but the Kamasutra tells a different story

    For some people, the Kamasutra is little more than a name associated with condom brands, scented oils and chocolates shaped into erotic positions. In India, where sex remains a taboo subject, this ancient sex manual has often been reduced to merely a “dirty book”.

    But beneath this narrow view lies a deeper message: the Kamasutra is a treatise on sexual autonomy, one that could be revolutionary for women.

    In Indian society, women’s sexual pleasure is often invisible, buried beneath layers of cultural silence. Women are often taught to suppress their desires, their voices stifled by traditions that prioritise male needs. Yet, it was in this very country that the Kamasutra was written.

    Composed in the ancient Sanskrit language in the 3rd century by the Indian philosopher Vatsyayana, the Kamasutra is more than a book about sexual positions. The word “kama” means love, sex, desire and pleasure, while “sutra” translates to a treatise. The text explores relationships, ethics and social norms. It offers a framework for mutual respect and understanding between partners.

    In her 2016 book Redeeming the Kamasutra, scholar of Indian culture and society Wendy Doniger argues that Vatsyayana was an advocate of women’s pleasure as well as stressing their right to education and the freedom to express desire. Far from reinforcing male dominance, the Kamasutra originally emphasised the importance of mutual enjoyment and consent. It presents sex as a shared experience rather than a male conquest.

    The perception of the Kamasutra as a male-centred sex manual can be traced back to its first English translation by Sir Richard Burton in 1883.

    Burton, a British soldier and explorer, omitted or altered passages that highlighted women’s autonomy. It shifted their role from active participants to passive recipients of male pleasure.

    In contrast, scholars such as Ganesh Saili have argued that the Kamasutra originally depicted women as equal partners in intimacy. According to the text, women communicated their needs through gestures, emotions and words, ensuring that their pleasure was just as valued as men’s. Importantly, conversation played a central role in intimacy, reinforcing the necessity of a woman’s consent before having sex.

    Despite this rich history, Indian society continues to largely suppress discussions around female sexuality. Indian sex educator and journalist Leeza Mangaldas argues that women’s sexual pleasure remains a taboo topic, policed by cultural expectations that dictate women must remain silent, subservient and sexually inactive before marriage.

    Social scientist, Deepa Narayan, argues that this suppression begins at home. Girls are often taught to deny their own bodies and prioritise male desires.

    This control extends to patriarchal social norms that uphold virginity as a virtue for women while imposing no such expectation on men. Sex is framed as something women “give” rather than something they experience. Pleasure is seen as a right for males but merely an afterthought for females. Sex is for men but for women, it is only for producing babies.

    Yet the Kamasutra itself tells a different story. In its original form, it described women as active participants in their pleasure and compared their sensuality to the delicacy of flowers – requiring care, attention and respect.

    My own research explores “Kamasutra feminism”. This is the idea that this ancient text is not just about sex but about sexual autonomy. It challenges patriarchal norms by promoting women’s freedom to articulate their desires and take control of their pleasure. The Kamasutra rejects the notion that women’s sexuality should be regulated or repressed. Instead, it advocates for mutual satisfaction and consent.

    Doniger describes the Kamasutra as a feminist text, citing its emphasis on women choosing their partners, expressing their desires freely and engaging in pleasurable sexual relationships. It recognises economic independence as a crucial factor in women’s sexual autonomy. Financial freedom is linked to the ability to make personal choices.

    Patriarchy versus sexual liberty

    Ultimately, the Kamasutra represents a clash between patriarchy – where women’s sexuality is controlled – and a vision of sexual liberty. It offers an alternative narrative, one where seduction is about mutual enjoyment rather than male domination. Its teachings encourage open discussions about intimacy, allowing women to reclaim their voices in relationships.

    For more than a century, the Kamasutra has been misinterpreted, its radical message buried beneath layers of censorship and cultural shame. But if we look beyond its erotic reputation, we find a text that speaks to the importance of consent, equality and female agency.

    Reclaiming the Kamasutra as a guide for sexual empowerment could help dismantle deeply ingrained taboos and reshape the conversation around women’s pleasure. In a world where female desire is still widely policed, this ancient manuscript reminds us that women’s pleasure is not a luxury, but a right.

  • MIL-OSI USA: Cassidy, Luján, Trahan Introduce Legislation to Increase Online Transparency, Simplify User Agreements

    WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA) and Ben Ray Luján (D-NM) and U.S. Representative Lori Trahan (D-MA-03) introduced the Terms-of-Service Labeling, Design and Readability (TLDR) Act to require commercial websites and mobile apps to create a simple, readable, and accessible summary of their terms-of-service agreements. The TLDR Act would increase online transparency and ensure consumers are informed about how their personal data is collected and used. Small businesses are exempt from the law.
    “Nobody is going to read pages of legal jargon. Companies should be required to provide terms of service that people without a law degree can understand,” said Dr. Cassidy. “Americans have the right to know how their data is collected and used.”
    “Americans deserve the ability to make informed decisions online without having to navigate confusing pages of legal jargon,” said Senator Luján. “Far too many companies take advantage of consumers by burying critical details about their data policies and shield themselves from legal liability in complicated terms-of-service agreements.     A 2012 study found that the average American would take 76 work days to read the agreements for the technology companies they use. The TLDR Act would require that online companies include a nutrition label-style summary table at the top of their terms of service and include machine-readable tags to make the agreements more accessible for consumers and researchers alike. This legislation will also require the summaries to inform consumers on how their data is collected and shared with third parties. Further, the legislation would authorize the Federal Trade Commission (FTC) to issue guidance and enforce compliance.

  • MIL-OSI Russia: IMF Executive Board Concludes 2025 Article IV Consultation, Third Review under the Resilience and Sustainability Facility with Morocco

    • The IMF Executive Board concluded the 2025 Article IV Consultation and approved the Third Review under the Resilience and Sustainability Facility (RSF) arrangement with Morocco, allowing for the immediate disbursement of SDR 375 million (about US$ 496 million).
    • The Moroccan economy continued to show resilience despite another year of drought, with real GDP growth projected to slow modestly to 3.2 percent in 2024 amid strong domestic demand. Growth is expected to accelerate over the medium term, driven by stronger investment and the continued structural reforms.
    • Saving part of the revenue windfall from tax reforms would help strengthen fiscal buffers and protect against future shocks; while a new strategy to sustainably boost jobs and improve market competition would help address the increased unemployment linked to job displacement in the agricultural sector.

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded on March 17 the 2025 Article IV consultation[1] with Morocco and completed the Third Review under the Resilience and Sustainability Facility (RSF) arrangement, which was approved in September 2023 (see PR 23/327). The completion of the Third Review allows the authorities to draw SDR 375 million (about US$ 496 million), bringing total disbursement under the RSF arrangement to SDR 937.5 million (about US$ 1.24 billion). 

    In 2024, the Moroccan economy was resilient to yet another year of drought. Robust domestic demand helped offset weak agricultural output and economic activity is expected to have slowed only modestly to 3.2 percent in 2024. The current account deficit widened somewhat, whereas unemployment remained elevated at about 13 percent, mainly reflecting the impact of job losses in the agricultural sector. GDP growth is expected to accelerate to about 3.7 percent over the next few years, supported by a new series of infrastructure projects and the continued implementation of the structural reform agenda.

    Inflation decelerated further in 2024, mainly as the impact of supply shocks faded. This prompted Bank Al-Maghrib (BAM) to lower the policy rate twice in June and December. The dirham continued to move within the fluctuation band of ±5 percent.

    The central government fiscal deficit improved more than envisaged in the 2024 Budget. The 2024 overall deficit closed at 4.1 percent of GDP, about 0.2 percent of GDP less than projected in the 2024 Budget. This reflects better-than-expected tax revenues that more than offset higher spending. The reform of the Organic Budget Law envisages the introduction of a new fiscal rule based on a medium-term debt anchor.  

    The implementation of the announced structural reform agenda has continued. Further steps were taken to restructure SOEs, operationalize the Mohammed VI Investment Fund, and implement the new Charter of Investment.

    Morocco continued to make progress in bolstering its resilience to climate change under the RSF arrangement. Measures implemented under the third and final review of the RSF arrangement aim to better protect underground water resources, prepare the ground for a change in tariffication of water, improve the regulatory setting of the electricity market to encourage private sector’s production of renewable energy, and reinforce fiscal and financial systems’ resilience to climate change-related risks.   

    Following the Executive Board’s discussion on Morocco, Mr. Kenji Okamura, Deputy Managing Director and Acting Chair, issued the following statement:

    “The Moroccan economy continued to show resilience to negative shocks, a testament to the country’s very strong economic policies and frameworks. Despite renewed drought conditions, economic activity slowed only modestly to an estimated 3.2 percent in 2024, down from 3.4 percent in 2023, thanks to robust domestic demand. GDP growth is expected to accelerate to about 3.7 percent over the next few years, driven by a new cycle of infrastructure projects and the continued implementation of the structural reform agenda. These reforms are essential to making growth stronger, more resilient, job-rich, and more inclusive.

    “The RSF arrangement concluded with the implementation of six of the seven measures scheduled for the third and final review. These measures will help improve the management of scarce water resources, further liberalize the electricity sector, and address the climate risks on the stability of the fiscal position and the financial system. The gradual introduction of the carbon tax was not implemented as the authorities needed to undertake further analysis of its impact and deeper consultations with public and private stakeholders.”

  • MIL-OSI: NVIDIA Dynamo Open-Source Library Accelerates and Scales AI Reasoning Models

    SAN JOSE, Calif., March 18, 2025 (GLOBE NEWSWIRE) — GTC — NVIDIA today unveiled NVIDIA Dynamo, an open-source inference software for accelerating and scaling AI reasoning models in AI factories at the lowest cost and with the highest efficiency.

    Efficiently orchestrating and coordinating AI inference requests across a large fleet of GPUs is crucial to ensuring that AI factories run at the lowest possible cost to maximize token revenue generation.

    As AI reasoning goes mainstream, every AI model will generate tens of thousands of tokens used to “think” with every prompt. Increasing inference performance while continually lowering the cost of inference accelerates growth and boosts revenue opportunities for service providers.

    NVIDIA Dynamo, the successor to NVIDIA Triton Inference Server™, is new AI inference-serving software designed to maximize token revenue generation for AI factories deploying reasoning AI models. It orchestrates and accelerates inference communication across thousands of GPUs, and uses disaggregated serving to separate the processing and generation phases of large language models (LLMs) on different GPUs. This allows each phase to be optimized independently for its specific needs and ensures maximum GPU resource utilization.

When running the DeepSeek-R1 model on a large cluster of GB200 NVL72 racks, NVIDIA Dynamo’s intelligent inference optimizations also boost the number of tokens generated by over 30x per GPU.

    To achieve these inference performance improvements, NVIDIA Dynamo incorporates features that enable it to increase throughput and reduce costs. It can dynamically add, remove and reallocate GPUs in response to fluctuating request volumes and types, as well as pinpoint specific GPUs in large clusters that can minimize response computations and route queries. It can also offload inference data to more affordable memory and storage devices and quickly retrieve them when needed, minimizing inference costs.

    NVIDIA Dynamo is fully open source and supports PyTorch, SGLang, NVIDIA TensorRT™-LLM and vLLM to allow enterprises, startups and researchers to develop and optimize ways to serve AI models across disaggregated inference. It will enable users to accelerate the adoption of AI inference, including at AWS, Cohere, CoreWeave, Dell, Fireworks, Google Cloud, Lambda, Meta, Microsoft Azure, Nebius, NetApp, OCI, Perplexity, Together AI and VAST. 

    Inference Supercharged
    NVIDIA Dynamo maps the knowledge that inference systems hold in memory from serving prior requests — known as KV cache — across potentially thousands of GPUs.

    It then routes new inference requests to the GPUs that have the best knowledge match, avoiding costly recomputations and freeing up GPUs to respond to new incoming requests.

    Agentic AI
    AI provider Cohere is planning to power agentic AI capabilities in its Command series of models using NVIDIA Dynamo.

    “Scaling advanced AI models requires sophisticated multi-GPU scheduling, seamless coordination and low-latency communication libraries that transfer reasoning contexts seamlessly across memory and storage,” said Saurabh Baji, senior vice president of engineering at Cohere. “We expect NVIDIA Dynamo will help us deliver a premier user experience to our enterprise customers.”

    Disaggregated Serving
    The NVIDIA Dynamo inference platform also supports disaggregated serving, which assigns the different computational phases of LLMs — including building an understanding of the user query and then generating the best response — to different GPUs. This approach is ideal for reasoning models like the new NVIDIA Llama Nemotron model family, which uses advanced inference techniques for improved contextual understanding and response generation. Disaggregated serving allows each phase to be fine-tuned and resourced independently, improving throughput and delivering faster responses to users.

    Together AI, the AI Acceleration Cloud, is looking to integrate its proprietary Together Inference Engine with NVIDIA Dynamo to enable seamless scaling of inference workloads across GPU nodes. This also lets Together AI dynamically address traffic bottlenecks at various stages of the model pipeline.

    NVIDIA Dynamo includes four key innovations that reduce inference serving costs and improve user experience:

    • GPU Planner: A planning engine that dynamically adds and removes GPUs to adjust to fluctuating user demand, avoiding GPU over- or under-provisioning.
    • Smart Router: An LLM-aware router that directs requests across large GPU fleets to minimize costly GPU recomputations of repeat or overlapping requests — freeing up GPUs to respond to new incoming requests.
    • Low-Latency Communication Library: An inference-optimized library that supports state-of-the-art GPU-to-GPU communication and abstracts complexity of data exchange across heterogenous devices, accelerating data transfer.
    • Memory Manager: An engine that intelligently offloads and reloads inference data to and from lower-cost memory and storage devices without impacting user experience.
