  • MIL-OSI Economics: “Understanding AI” assembly helps pupils prepare for a digital future

    AI has the unique potential to create new opportunities for everyone, drive economic growth, and advance breakthroughs in science that can change and save lives. That’s why it’s crucial to prepare young people for a future where AI plays an even bigger role.

    Since its launch in 2018, Be Internet Legends has been a cornerstone of online safety education, reaching over 9 million children across the UK and over 100 million globally. Now, recognising the growing importance of AI literacy, we’re expanding the programme to equip children with the knowledge and skills they need to thrive in a world with AI.

    This week, our new “Understanding AI” assembly was streamed live to 152 schools and reached 22,800 students. The assembly aims to explain AI to children in an engaging and accessible way.

    The assembly explains what AI is and how it works in simple terms that children can easily understand. It helps them identify AI in their daily routines, from voice assistants in their homes to the traffic lights that manage the flow of cars on the roads. It also encourages them to think critically about AI, question AI-generated information and understand its limitations.

    Importantly, the assembly emphasises that AI is a tool that can complement human abilities and creativity, not replace them. It introduces children to the concept of ethical AI and encourages them to consider when AI should be used — and to always check app and other services’ age ratings.

    The “Understanding AI” assembly was developed in close collaboration with a diverse group of experts, including leading AI researchers, online safety specialists and educators. This collaborative approach, combined with insights from a pilot in eight schools, ensures the assembly’s content is accurate, age-appropriate, and engaging.

    The assembly reinforces the core principles of Be Internet Legends, particularly the “Alert” pillar, which encourages children to be mindful of their online surroundings and potential risks. By integrating AI literacy into the programme, we aim to give children the tools they need to be informed and responsible digital citizens.

  • MIL-OSI Russia: Recruitment has begun for the targeted training program in procurement management from Gazprom Neft

    In October, the traditional recruitment for the additional professional education program “Procurement Management at Oil and Gas Complex Enterprises” started, which is implemented by the Institute of Industrial Management, Economics and Trade with the support of PJSC Gazprom Neft. In the 2024-2025 academic year, this is already the eleventh launch of the advanced training program.

    This program trains specialists in procurement and logistics for the oil and gas industry. The training is targeted and lasts two semesters, intended for master’s students, fifth-year specialists and fourth-year bachelor’s students of SPbPU. To enroll in the program, you must have an average diploma grade of at least 4.0 and be ready to undergo an internship in any region where Gazprom Neft subsidiaries are present.

    Each year, no more than 13 students are admitted to the program, each of whom undergoes a multi-stage selection process. After submitting an application, including a questionnaire, resume, and motivation letter, the applicant must undergo verbal and digital testing, as well as an interview with Gazprom Neft representatives.

    During their studies, students master about 20 educational modules. Among them: organization of procurement activities, project supply management, management of relationships with counterparties, transport and warehouse logistics, inventory management, basics of accounting and taxation in procurement. Classes are taught by teachers of the Polytechnic University and invited experts from Gazprom Neft.

    After the theoretical course, students undergo a mandatory four-week internship at the Gazprom Neft group of companies. The program ends with the defense of their diploma theses. Students who have proven themselves during their studies and internship are offered jobs at Gazprom Neft or its subsidiaries located in many cities in Russia.

    Training in the program and summer practice of students are financed by PJSC Gazprom Neft.

    The additional education program has been implemented by the Higher School of Industrial Management of the Institute of Industrial Management, Economics and Trade on the basis of the Master’s program “Management in the Oil and Gas Complex”, within the framework of cooperation with Gazprom Neft since 2015.

  • MIL-OSI Global: Donald Trump is planning more trade barriers if he becomes president – but they didn’t work last time

    Donald Trump loves tariffs. Making things more expensive if they come from foreign countries is at the heart of his bid for a second term in the White House.

    “Tariffs are the greatest thing ever invented,” he said in September 2024 at a town hall event in Michigan. And he has promised that if he becomes US president again, he will impose an across-the-board tariff of up to 20% on imports – and even 200% on cars from Mexico – in a bid to encourage American manufacturing.

    This is familiar ground for Trump, who showed he was fond of tariffs during his 2017-2021 presidency. Back then, he claimed his policy would address the trade imbalance with China, bring manufacturing jobs back to the US and raise revenues.

    Tariffs were then imposed on a wide range of goods, from imported steel and aluminium, to solar panels and washing machines.

    But did they work? Our research suggests not.

    In fact, we found that imposing tariffs actually made the US even more reliant on foreign suppliers – and failed to stimulate the domestic job market. They also raised costs for US consumers and provoked retaliatory tariffs from trading partners including China, the EU, Canada, Mexico, India and Turkey.

    China for example, responded by trebling tariffs on American cars. The EU filed a dispute with the World Trade Organisation and substantially raised tariffs on US exports including Harley Davidson motorcycles, jeans and bourbon whiskey.

    And Trump’s tariffs did not lead to a boost for US manufacturing either. After tariffs were imposed, our research shows US manufacturing supply chains evolved to have fewer suppliers – but it was often US firms that got forced out of those supply chains, not their competitors from overseas.

    We found that US manufacturers appeared to reduce their global reach, while actually increasing their dependence on a select few foreign companies – further evidence that Trump’s tariffs failed to produce the intended outcome.

    Our research also suggests that “reshoring” – bringing production and manufacturing back to a company’s home country – is not feasible without an established ecosystem of suppliers, intermediaries and customers. So introducing trade barriers without adequate support for the development of regional supply chains is unlikely to result in stronger local economies or more jobs.

    Essentially, for reshoring to work, the domestic economy needs to have the capacity to match demand. But the US (like the UK) has lost manufacturing capability in many areas, and rebuilding it is not going to happen overnight.

    Establishing a new industry requires buildings, skilled staff and supply chains – and a very specific approach is required for each industry. Getting the right skills and labour is often the trickiest part and may require immigration.

    However, even this may not work in the most complex industries. In the case of computer chips, for example, there are generous incentives in the US under the Biden administration to encourage chip manufacturing. Yet Taiwan still massively dominates the market, raising questions over whether the US could ever really compete.

    Other industries that can use automation and robotics in manufacturing (such as chemicals and transportation equipment) might be easier to reboot, but they may not generate the expected number and range of jobs. And often reshoring strategies involve higher investment in automation, machinery and robotics, rather than jobs. Trump’s focus may have been bringing back manufacturing jobs back to the US, but the truth is that many of these jobs may be gone forever.

    Trading places

    Overall then, imposing tariffs without adequate domestic support mechanisms in place has led to US manufacturers increasing their dependence on foreign suppliers and reducing their dependence on local ones.

    Yet tariffs are not exclusively favoured by Trump – or even right-wing politics. And there seems to be a fairly common view among politicians in the west that some tariffs can be an effective economic tool.

    Trade barriers against China for instance, have continued under Joe Biden’s administration (although he has somewhat relaxed tariffs for imports from the EU, Canada and Mexico). And recently, Canada imposed 100% tariffs on Chinese cars and 25% on Chinese steel and aluminium, while the EU has also imposed tariffs on Chinese goods.

    One of the few voices speaking out against tariffs belongs to former US vice-president Mike Pence. He recently proposed scrapping tariffs, saying they just made products more expensive for consumers – and failed to improve prosperity.

    His old boss clearly disagrees. And if Trump does win a second term in office, it seems certain that imposing international tariffs will be high up on his “to do” list. But if their impact is anything like the last time, they will be of little benefit to the US economy or the voters who depend upon it.

  • MIL-OSI USA: Warren, Casey, Wyden Slam McDonald’s for Squeezing Customers with Excessive Price Increases

    Washington, D.C. – Today, U.S. Senators Elizabeth Warren (D-Mass.), Bob Casey (D-Pa.), and Ron Wyden (D-Ore.), wrote to President and Chief Executive Officer of McDonald’s, Chris Kempczinski, pushing for more information on McDonald’s pricing decisions as fast food prices continue to increase, outpacing inflation and squeezing customers. 

    “While McDonald’s is not the only fast food restaurant that has increased prices significantly in recent years, its dominant market position as the largest fast food chain in the United States has an outsize impact on American consumers. While working families are trying to make ends meet, McDonald’s and its corporate counterparts have continued to grow their profits,” wrote the senators.

    Earlier this year, McDonald’s USA President Joe Erlinger attempted to blame the company’s menu price increases on inflationary pressures and input costs, but the data tells another story. Since the COVID-19 pandemic, fast food prices have consistently outpaced inflation, and since 2020, overall inflation has increased by 20 percent, while McDonald’s has increased its menu prices for several items substantially more. McDonalds net annual income rose by over 79 percent – nearly $8.5 billion, from 2020 to 2023.

    While McDonald’s was raising prices, the company also spent nearly $4 billion on stock buybacks in 2022 and $3 billion in 2023. The company also benefits from a tax loophole that favors buybacks. This prioritizes Wall Street shareholders over investments in McDonald’s own business and workers. 

    As American consumers have begun taking their business elsewhere, the company has promised to take a “forensic approach” to evaluating high prices.

    “Corporate profits must not come at the expense of people’s ability to put food on the table,” concluded the senators. “As we seek to investigate and understand the increased consumer costs in the economy, we hope McDonald’s will help us to understand why its prices have risen so high.”

    As a champion for American consumers and a secure and healthy economy, Senator Warren has engaged in oversight of corporations that unfairly exploit consumers. She has also been calling for more competition and stronger enforcement of antitrust laws to bring down prices for families: 

    • In October 2024, United States Senator Elizabeth Warren (D-Mass.), along with Senator Bernie Sanders (I-Vt.) and Representatives Jan Schakowsky (D-Ill.), Hank Johnson (D-Ga.), Matt Cartwright (D-Pa.), Sheila Cherfilus-McCormick (D-Fla.), Rosa DeLauro (D-Conn.), Maxwell Frost (D-Fla.), Pramila Jayapal (D-Wash.), Darren Soto (D-Fla.), Mark Takano (D-Calif.), Paul Tonko (D-N.Y.), and Frederica Wilson (D-Fla.) wrote to Chair of the Federal Trade Commission, Lina Khan, on reports of widespread price gouging in states impacted by Hurricanes Helene and Milton and on the need for a federal price gouging ban to complement state-level efforts.
    • In October 2024, Senator Elizabeth Warren (D-Mass.) and Representative Madeleine Dean (D-Pa.) wrote to the CEOs of Coca-Cola, PepsiCo, and General Mills, pressing their executives on the companies’ pattern of profiteering off consumers, both through “shrinkflation” and dodging taxes on the profits they made from that price gouging.
    • In September 2024, U.S. Senators Elizabeth Warren (D-Mass.) and Ed Markey (D-Mass.), and Representative Seth Moulton (D-Mass.) demanded answers from 13 corporate landlords operating in Massachusetts as to whether they are using RealPage’s algorithm to raise rents for families.
    • In August 2024, Senators Elizabeth Warren (D-Mass.) and Bob Casey (D-Pa.) sent a letter to Rodney McMullen, chairman and CEO of Kroger, raising concerns about Kroger’s use of Electronic Shelving Labels (ESLs) to potentially surge grocery prices and exploit consumers.
    • In May 2024, while chairing a Senate Banking Subcommittee on Economic Policy hearing, Senator Warren (D-Mass.) called out giant corporations for hiking up food prices while raking in record profits, and urged action to promote competition and bring down costs.
    • In May 2024, Senator Warren and Rep. Jim McGovern led a group of lawmakers in a letter to President Joe Biden, urging the Biden administration to use its executive authority to take action to lower food prices.

    African Export-Import Bank (Afreximbank) (www.Afreximbank.com) has announced the signing of a EUR 245-million global facility with the New World Television (NWTV) network. The funding will part finance the network’s acquisition of media licensing rights for selected broadcasting sport copyrights from global media rights holders to permit broadcast across Africa.

    The facility agreement, signed on October 17, 2024, on the sidelines of the just concluded CANEX WKND 2024, covers broadcasting sport copyrights from the International Federation of Football Association (FIFA), Union of European Football Associations (UEFA), Confederation Africaine de Football (CAF), French Ligue and Spanish LaLiga.

    Granted within Afreximbank’s CANEX Financing Programme, under the Sports Development Framework of its Creative Economy Strategy which seeks to mitigate constraints to creative enterprise development and to stimulate intra- and extra-African export of creative products, the facility is expected to support the development of Africa’s sports value chain by placing the ownership of African sports content firmly in African hands.

    The deal signing was overseen by Mrs. Kanayo Awani, Executive Vice President, Intra-African Trade and Export Development, Afreximbank and Mr. Louis Biyao, representative of the Chairman and Chief Executive Officer of NWTV.

    Speaking on the facility, Mrs. Awani said: “The import of this facility lies in the significant impact it will make in empowering African enterprises, particularly in the creative sector, to assume control of African sports. By taking control of these broadcasting rights, we will see the fostering of local content production, creation of job opportunities and strengthening of the continent’s competitive edge in the global market while promoting cultural identity and economic growth. Afreximbank is strongly committed to supporting African enterprises driving progress in the creative sector and this transaction is a testament to that commitment.” 

    On his part, Mr. Biyao commented: “It is a great honour for NWTV to benefit from such support, which allows it to streamline its transactions without the constraints related to currency exchanges. This agreement opens new opportunities for NWTV, guided by the motto ‘produced by Africans, for Africans in Africa,’ to offer premium content to a larger number of Africans.     The facility is expected to address the challenge of African sports being largely controlled by non-African networks and broadcasting houses, marking a strategic shift towards empowering African entities to take control of the broadcasts, celebrate local sports talent and showcase the richness of the continent’s sporting culture.

    It will also boost the development of the African television industry ecosystem by growing revenue opportunities for television stations that would now be able to add more content into their rotations and that would be able to sell more advertisement spaces, in addition to enabling NWTV to promote the diffusion of sports content in local languages. NWTV, which is currently able to develop broadcast content in seven local languages in 24 countries, is working on three additional languages to be deployed in 2024.

    The four-day CANEX WKND 2024, organised by Afreximbank was held from 16 – 19 October, under the theme “One People, United in Culture, Creating for the World” and was attended by almost 4,000 delegates representing a diversity of creative sectors from across Africa and the diaspora.

    Defendants Allegedly Arranged for Dozens of Men to Travel to New York and Hotels Around the World for Sex Events

    A 16-count indictment was unsealed today in federal court in Central Islip charging former Abercrombie & Fitch Co. (Abercrombie) Chief Executive Officer Michael Jeffries, along with Matthew Smith and James Jacobson, with sex trafficking and engaging in interstate prostitution.  The indictment alleges that between December 2008 and March 2015, Jeffries, Smith and Jacobson used a combination of force, fraud and coercion to traffic men while operating a prostitution enterprise.  All three defendants were arrested this morning. Jeffries and Smith are scheduled to make their initial appearances this afternoon in federal court in the Southern District of Florida, and Jacobson is scheduled to make his initial appearance this afternoon in federal court in St. Paul, Minnesota. They will be arraigned in the Eastern District of New York at a later date.

    Breon Peace, United States Attorney for the Eastern District of New York, James E. Dennehy, Assistant Director in Charge, New York Field Office (FBI) and Thomas G. Donlon, Interim Commissioner, New York City Police Department (NYPD), announced the arrests and charges.

    “As alleged in the indictment, former CEO of Abercrombie Michael Jeffries, his partner Matthew Smith and their recruiter James Jacobson used their money and influence to prey on vulnerable men for their own sexual gratification,” stated United States Attorney Peace.  “Today’s arrests show that my Office and our law enforcement partners will not rest until anyone who engages in sex trafficking or interstate prostitution, regardless of their wealth or power, is brought to justice.”

    Mr. Peace expressed his thanks to the FBI Miami Field Office, West Palm Beach Resident Agency; the FBI Milwaukee Field Office, Eau Clair Resident Agency; the Barron County, Wisconsin, Sheriff’s Office; and the United States Attorney’s Offices for the Southern District of Florida and the District of Minnesota, for their assistance with the case.

    “Today’s indictment highlights the alleged abhorrent behavior of Michael Jeffries, Matthew Smith, and James Jacobson.  The defendants allegedly preyed on the hopes and dreams of their victims by exploiting, abusing, and silencing them to fulfill their own desires, with insidious secret intentions.  This case is yet another example of individuals using their wealth, power, or reputation to manipulate and control others for their personal gratification.   The FBI and our partners won’t allow these criminal acts to go unchecked, we remain committed to investigating and bringing these cases forward to prosecution,” stated FBI Assistant Director in Charge Dennehy.

    “Sex trafficking remains a pressing issue nationwide and New York City is no exception,” stated NYPD Interim Commissioner Donlon. “Through our continued partnership with the FBI and the U.S. Attorney for the Eastern District of New York, the NYPD is able to enhance our investigations and secure convictions. Importantly, our close collaboration also allows us to connect survivors of this abhorrent crime with the necessary support and services they deserve.”

    From approximately 1992 to 2014, Jeffries was the CEO of Abercrombie, a fashion clothing retailer that owned and operated retail stores around the world.  Smith was Jeffries’ life partner.  The indictment alleges that Jacobson was employed by Jeffries and Smith to recruit, interview and hire men to perform commercial sex acts for Jeffries and Smith.

    As set forth in the indictment, from approximately 2008 to 2015, Jeffries, Smith and Jacobson, together with others, operated an international sex trafficking and prostitution enterprise.  Jeffries and Smith not only relied on their financial resources and Jeffries’ power as the CEO of Abercrombie, but also on numerous others, including Jacobson and a network of employees, contractors and security professionals, to operate this venture, which was dedicated to fulfilling their sexual desires.

    As further alleged in the indictment, Jeffries and Smith paid for dozens of men to travel within the United States and internationally to various locations, including the Hamptons on Long Island, New York City and hotels in England, France, Italy, Morocco and Saint Barthélémy, for the purpose of engaging in commercial sex acts with Jeffries, Smith and others (the “Sex Events”). Jacobson allegedly traveled throughout the United States and internationally to recruit and interview men for the Sex Events.  During “tryouts” of potential candidates, Jacobson typically required that the candidates first engage in commercial sex acts with him.

    The indictment alleges that Jeffries, Smith and Jacobson used coercive, fraudulent and deceptive tactics in connection with their sex trafficking and prostitution venture. For example, among other things, Jeffries, Smith, Jacobson and others acting at their direction:

    • Employed a referral system and interview process that did not inform men of the details of the Sex Events before they attended, including the full extent and nature of the sexual activity that would be required of the men at the Sex Events;
    • Caused men to believe that attending the Sex Events could yield modeling opportunities with Abercrombie or otherwise benefit their careers;
    • Caused men to believe that not complying with requests for certain acts during the Sex Events could harm their careers;
    • Required men to relinquish their personal items, including clothing, wallets and cellular phones, and store them in an inaccessible location during the Sex Events;
    • Required men to sign non-disclosure agreements;
    • On more than one occasion when men did not or could not consent, Jeffries and Smith violated the bodily integrity of the men by subjecting them, or continuing to subject them, to invasive sexual and violent contact by body parts and other objects;
    • On more than one occasion, Jeffries and Smith directed others to inject, or personally injected, men with an erection-inducing substance for the purpose of causing the men to engage in sex acts the men were incapable or unwilling to engage in.

    Many of the victims, at least one of whom was as young as 19 years old, were financially vulnerable and aspired to become models in the fashion industry.  Some victims recruited by the defendants had previously worked at Abercrombie stores or had modeled for Abercrombie.

    If convicted of the sex trafficking charge, the defendants each face a maximum sentence of life imprisonment and a mandatory minimum sentence of 15 years’ imprisonment.  If convicted of the interstate prostitution charges, the defendants face a maximum sentence of 20 years’ imprisonment.

    The charges in the indictment are allegations, and the defendants are presumed innocent unless and until proven guilty.

    In Letters to Pfizer and Eli Lilly, Durbin, Sanders, Welch, and Warren request details about whether the companies’ new advertising & telehealth schemes create conflicts of interest that steer patients toward particular medications
    CHICAGO – U.S. Senate Majority Whip Dick Durbin (D-IL) sent a letter to the CEOs of Pfizer Inc. and Eli Lilly demanding answers about the pharmaceutical companies’ recent move to establish new direct-to-consumer (DTC) telehealth platforms.  These new arrangements steer patients toward particular medications and create the potential for inappropriate prescribing that can increase spending for federal health care programs. 
    As Durbin notes in his letters, federal law, specifically the Anti-Kickback Statute, prohibits the willful payment of remuneration to induce patient referrals for Medicare or Medicaid-covered services or goods.  Durbin requested additional information about the nature of Pfizer and Eli Lilly’s contracts with their chosen telehealth platforms, including the characteristics of the medical evaluation and whether the telehealth providers are pressured to prescribe Pfizer or Eli Lilly medications.
    Along with Durbin, the letters were also signed by U.S. Senators Bernie Sanders (I-VT), Peter Welch (D-VT), and Elizabeth Warren (D-MA) .
    “Pfizer recently launched a new telehealth platform, PfizerForAll, that links patients interested in receiving specific medications with a health care provider who can virtually prescribe that medication…  We write to learn more about the financial relationship between Pfizer and its chosen telehealth prescribers, given the potential implications for the federal Anti-Kickback Statute (AKS),” the Senators began their letter to Pfizer.
    The United States is one of only two countries in the world that permit DTC advertising of prescription drugs, in part because this practice has been shown to increase patient demand for advertised drugs and the likelihood of a patient receiving a prescription for that drug.  Pharmaceutical companies, including Pfizer, spend an estimated $6 billion annually on DTC advertising to boost patient demand for medications.  As a result, a small number of prescription drugs advertised on television accounted for 58 percent of Medicare’s overall spending on prescription drugs between 2016 and 2018. 
    The Senators continued their letter, expressing his concern that Pfizer and Eli Lilly’s new telehealth platforms may be pressuring health care providers into prescribing their medications, which could violate federal law. 
    “The launch of Pfizer’s new telehealth platform, similar to an existing platform for the virtual prescribing of Nurtec, raises questions about the nature of Pfizer’s relationship with its hired telehealth prescribers and the potential for inducement of prescriptions payable by federal health care programs,” the Senators wrote in their letter to Pfizer.
    “After describing Pfizer’s medications and the benefit they can have for patients, Pfizer’s telehealth platform provides a link for patients to ‘talk to a doctor now’ and fill prescriptions via an online pharmacy.  This creates the impression that any patient interested in a particular medication can indeed receive it with just a few clicks, and the appearance of Pfizer’s approval that these chosen telehealth providers can ensure a patient receives the given medication,” the Senators wrote.
    The U.S. Department of Health and Human Services’ Office of the Inspector General (HHS OIG) has been wary of telehealth platforms, issuing a Special Fraud Alert in 2022 to warn health care practitioners of specific risks of schemes involving telehealth platforms that “intentionally paid physicians … kickbacks to generate … prescriptions for medically unnecessary … medications, resulting in submission of fraudulent claims to Medicare [and] Medicaid.”  HHS OIG listed limited interaction with the purported patient, limited opportunity to review the patient’s medical records, and/or a directive to prescribe a preselected item, regardless of clinical appropriateness as potential fraudulent aspects of telehealth platforms’ arrangements with prescribers.
    In their letter to Pfizer, the Senators points to a specific example of PfizerForAll engaging in behavior that HHS OIG warned about.
    “The nature of the PfizerForAll platform appears to reflect many aspects of the HHS OIG warning for potential fraud.  Unsurprisingly, a patient coming straight from Pfizer’s website to a telehealth appointment with a prescriber chosen by Pfizer is overwhelmingly more likely to ask for Pfizer’s medication.  Further, that prescriber may have an incentive to prescribe such medication, whether or not it is medically necessary or clinically appropriate.  Payments by Pfizer hold the potential to induce specific actions of the prescribing pen,” the Senators wrote.
    The Senators continued, “These concerns are underscored by statements by Pfizer’s chosen prescribing contractor—Populus—for its Nurtec migraine medication.  Populus’ co-founder claimed in reporting by STAT News that more than 90 percent of eligible patients receive a prescription for the brand of drug whose marketing they clicked on, further adding, ‘We’re driving prescriptions.’  Similarly, UpScriptHealth has advertised job openings to prescribers with the statement, ‘on average, providers can complete 6-10 visits an hour’ and by defining ‘a completed visit is either an approval or denial of prescription request,’ which raises concerns about the adequacy of the provider’s patient engagement, quality of medical review, and expected outcomes.”
    The Senators concluded their letters to both Pfizer and Eli Lilly by requesting details about how the companies run their telehealth platforms and if patients are receiving adequate care rather than a hastily written prescription to a heavily-advertised medication produced by the pharmaceutical company.
    Today’s letters are Durbin’s latest action in cracking down on excessive prescription drug advertising that can harm patients and increase prescription drug costs.  Last November, Durbin took to the Senate floor to request unanimous consent for his bipartisan Drug-price Transparency for Consumers (DTC) Act, a bill that would require price disclosures on advertisements for prescription drugs in order to empower patients and reduce excessive spending on medications.  Durbin also introduced the Protecting Patients from Deceptive Drug Ads Online Act, bipartisan legislation that would protect public health and close regulatory loopholes by having the Food and Drug Administration (FDA) address false and misleading prescription drug promotions by social media influencers and telehealth companies. 
    In May, Durbin chaired a Senate Judiciary Committee hearing entitled “Ensuring Affordable & Accessible Medications: Examining Competition in the Prescription Drug Market.”  The hearing examined prescription drug prices, competition, and innovation, and how to ensure medications are accessible and affordable for American families.
    In his role as Chair of the Judiciary Committee, Durbin also supported the advancement of a package of bills, which were reported unanimously out of Committee in February 2023, to lower prescription drug prices.  The package included Durbin’s Interagency Patent Coordination and Improvement Act, which establishes an interagency task force between the United States Patent and Trademark Office and FDA for purposes of sharing information and providing technical assistance with respect to patents.

                Pfizer recently launched a new telehealth platform, PfizerForAll, that links patients interested in receiving specific medications with a health care provider who can virtually prescribe that medication.  This manufacturer-sponsored arrangement appears intended to steer patients toward particular medications and creates the potential for inappropriate prescribing that can increase spending for federal health care programs.  We write to learn more about the financial relationship between Pfizer and its chosen telehealth prescribers, given the potential implications for the federal Anti-Kickback Statute (AKS). 
                Direct-to-consumer (DTC) advertising of prescription drugs has been shown to increase both patient demand for specific medications and the likelihood of a patient receiving a prescription for that drug.  Pharmaceutical manufacturers like Pfizer spend an estimated $6 billion annually in DTC advertising to boost patient awareness and demand for advertised medications.  The U.S. is one of only two developed countries in the world that permits such health claims.  The American Medical Association has stated, “direct-to-consumer advertising inflates demand for new and expensive drugs, even when these drugs may not be appropriate.”
                A recent study found that more than two-thirds of drugs advertised on television were considered “low added value.”  This creates concern for taxpayers, as a review by the Government Accountability Office (GAO) found that the small number of prescription drugs advertised on television accounted for 58 percent of Medicare’s overall spending on prescription drugs between 2016-2018.  For example, these DTC advertisements helped to balloon Medicare spending on Pfizer’s Xeljanz to more than $886 million in 2022.
                Telehealth can help to address barriers to care, including by expanding access for patients facing transportation barriers, helping to overcome stigma, and identifying providers when there may be workforce shortages.  But those important aspects of care can be undermined without comprehensive services that ensure a thorough patient evaluation and follow-up, especially if there is any appearance of a conflict of interest for the treatment provider.
    The launch of Pfizer’s telehealth platform, similar to an existing one for the virtual prescribing of Nurtec, raises questions about the nature of Pfizer’s relationship with its contracted telehealth prescribers and the potential for inducement of prescriptions payable by federal health programs.  The Department of Health and Human Services’ Office of the Inspector General (HHS OIG) warns, “as a physician, you are an attractive target for kickback schemes because you can be a source of referrals for … health care … suppliers.”  OIG adds, “many … companies want your patients’ business and would pay you to send that business their way.”

    The nature of the PfizerForAll platform appears to reflect many aspects of the HHS OIG warning for potential fraud.  Unsurprisingly, a patient coming straight from Pfizer’s website to a telehealth appointment with a prescriber chosen by Pfizer is overwhelmingly more likely to ask for Pfizer’s medication.  Further, that prescriber may have an incentive to prescribe such medication, whether or not it is medically necessary or clinically appropriate.  Payments by Pfizer hold the potential to induce specific actions of the prescribing pen. 
    These concerns are underscored by statements from Pfizer’s chosen prescribing contractor—Populus—for its Nurtec migraine medication.  Populus’ co-founder claimed in reporting by STAT News that more than 90 percent of eligible patients receive a prescription for the brand of drug whose marketing they clicked on, further adding, “We’re driving prescriptions.”  Similarly, UpScriptHealth has advertised job openings to prescribers with the statement, “on average, providers can complete 6-10 visits an hour” and by defining “a completed visit is either an approval or denial of prescription request,” which raises concerns about the adequacy of the provider’s patient engagement, quality of medical review, and expected outcomes.
    To better understand the nature of Pfizer’s relationship with contracted telehealth prescribers, we request written responses to the following questions by November 25, 2024:
    1.       Do Pfizer’s DTC advertisements for certain medications, including commercials on television or promotions on social media, direct consumers to PfizerForAll or the Nurtec/Populus page?
    1.       How much has Pfizer spent on such advertisements in the most recent six-month period for which data is available?
    2.       How much has Pfizer spent on disease awareness, continuing medical education activities, medical publications, patient advocacy/engagement, or other health promotion directed at prescribers or consumers for diseases related to medications listed on PfizerForAll or the Nurtec/Populus page in the most recent six-month period for which data is available?
    2.       Are any forms of insurance excluded from eligibility or participation with PfizerForAll or the Nurtec/Populus page?  Please list which types of insurance are not eligible to participate.

  • MIL-OSI Economics: Intergovernmental Group of Twenty-Four on International Monetary Affairs and Development

    1. The G-24 expresses its deep concern over the humanitarian crises and conflicts afflicting numerous regions across the globe, resulting in loss of lives, immense suffering, forced displacement and migration for countless individuals. We call for a strong, united, multilateral approach to restore peace, stability, and livelihoods. To this end, we urge all parties to prioritize diplomacy, de-escalation, and cooperation. Furthermore, we call for robust multilateral support for recovery, reconstruction, and long-term development efforts in affected areas.

    2. Global economic growth is forecast to remain relatively stable in the coming year, but risks and uncertainties persist, especially for some Emerging Markets and Developing Economies (EMDEs). Despite a projected stabilization of global growth in 2024 and 2025, the relatively optimistic forecast masks the tepid economicprospects in the most vulnerable countries. Furthermore, geopolitical tensions, trade fragmentation, increasingly frequent extreme weather conditions, and a more pronounced slowdown could pose significant headwinds to global growth and worsen some EMDEs’ prospects of as they deal with the spillover effect of Advanced Economies’ policies.

    3. Although inflationary pressures are gradually easing, the outlook remains uncertain due to elevated risks. Food price inflation is declining or stabilizing, and energy prices have remained low, in part reflecting the role of the OPEC Declaration of Cooperation in safeguarding oil market stability. Though many advanced economies have successfully brought inflation back to target levels, some EMDEs are still grappling with high inflation rates. Looking ahead, trade tensions and increased policy uncertainty would contribute to heightened upside risks to inflation. Furthermore, escalating geopolitical tensions could lead to heightened volatility in food and energy prices. Given the uncertainty, central banks may likely maintain a cautious approach to monetary easing, potentially keeping interest rates high for an extended period.

    4. Against this background, some EMDEs are confronted with significant challenges, as a prolonged period of elevated or slower reduction of policy rates increases external, fiscal, and financial risks. Furthermore, depreciation of some EMDE’s currencies, together with high debt and rising debt-servicing costs, is constraining fiscal space, impacting capital flows and growth, while straining financial stability. As EMDE policymakers struggle to balance sizable investment needs with fiscal sustainability, real growth could suffer.

    5. Given the uncertain economic environment, the International Monetary Fund (IMF) should stand ready to fulfill its role as the center of the Global Financial Safety Net. Strengthening the international monetary system by enhancing crisis prevention and adjustment mechanisms; coordinating global stability; and providing timely, predictable, and adequate liquidity support to members facing balance of payments difficulties will contribute to a more resilient and interconnected global economy.

    6. We welcome the ongoing reviews and updates of IMF procedures and policies, as this will support members. The incorporation of emerging challenges such as climate-related risks, domestic public debt, and complex debt restructuring scenarios in the review of the Low-Income Countries Debt Sustainability Framework (LIC-DSF) is welcome. However, we look forward to the comprehensive review which we hope will address the fundamental concerns about the methodology. Furthermore, the recent approval of the use of Special Drawing Rights (SDRs) for the acquisition of hybrid capital instruments by prescribed holders is a significant step forward. The approved limit of SDR15 billion could increase lending by four-fold, including through supporting the goals of G20 Global Alliance against Hunger and Poverty, the sustainable development and climate goals. We call on countries with strong external positions to voluntarily explore rechanneling SDRs, including through Multilateral Development Banks (MDBs), where legally possible, while respecting the reserve asset quality of the SDR and ensuring their liquidity. 

    7. Ongoing refinements to the IMF’s lending toolkit provide another opportunity to address the challenges confronting members while strengthening IMF’s financial resilience. We welcome the refinements to the Resilience and Sustainability Trust (RST), including adjustments to its design to facilitate early disbursements, eliminate dual-purpose reforms, and ensure program continuity. We look forward to further work to operationalize the RST mandate on pandemic preparedness. We also call for the comprehensive review planned for 2026 to address the remaining issues, especially with respect to the requirement of an upper credit tranche program and expansion of focus into other medium-term challenges facing EMDEs. Additionally, we welcome the completion of the review of charges and surcharges that resulted in a reduction of the cost of borrowing from the General Resource Account. The approved changes are in the right direction, but we call on the IMF to consider initiating, as soon as possible, further reforms to provide more significant reduction of surcharges, and additional cut in the margin for the rate of charge. Furthermore, we welcome the Poverty Reduction and Growth Trust (PRGT) reforms, including the increase in resources for concessional financing, and the additional boost to the subsidy resources.

    8. The approval of a Third chair for Sub-Saharan Africa at the IMF Executive Board would strengthen the region’s voice, improve its representation, and simultaneously, reduce the workload of the region’s officials. Additionally, we recommend further pursuit of governance reforms in MDBs and International Financial Institutions, (IFIs), to correct the regional and gender underrepresentation in their top management and senior staff positions. We call upon all countries to complete the internal approval procedures for the 16th General Review as soon as possible. We await the result of the ongoing efforts to develop possible approaches for a new quota formula and we hope that it will serve as a guide for quota realignment that reflects members’ relative economic weight and strengthen the voice of EMDEs under the 17th General Review of Quotas. As the review is crucial for the legitimacy of the IMF, we emphasize the importance of adhering to the June 2025 deadline.

    9. We welcome the progress in the implementation of the World Bank Group (WBG) Evolution Roadmap. The launch of the PortfolioGuarantee Platform, and stronger private capital mobilization efforts have the potential to help bring additional resources to support client countries in meeting their development needs. We hope that more contributions to the Livable Planet Fund would incentivize global challenge related projects across borders, and that the launch of the Grant Facility for Project Preparation Trust Fund would enhance clients’ institutional capacity in project preparations. Not only is it paramount to increase investment, but such investment must be at an affordable cost in order to ensure the debt sustainability of EMDEs as they pursue new growth strategies aligned with the Sustainable Development Goals (SDGs) and the Paris Agreement. Therefore, we look forward to a timely and successful conclusion of the 2-stage International Bank for Reconstruction and Development (IBRD) loan pricing adjustments to enhance affordability of IBRD loan.

    10. International Development Association, (IDA21), replenishment will be crucial for supporting vulnerable populations, breaking the cycle of poverty, and promoting global stability. We welcome the focus on key areas of People, Planet, Prosperity, Digitalization, and Infrastructure, which are at the core of the development challenges of the Global South. Given rising external financing needs amidst declining Overseas Development Assistance and Foreign Direct Investments, we hope that the ongoing IDA21 replenishment discussions will result in a robust and impactful outcome, increasing support for LICs in real terms, supported by an expanded donor base. We call on donors to be ambitious, and to align their contributions with the scale of the challenges. It is also important to thoroughly consider the different levels of fragility before applying any adjustment to loan terms that may impact debt sustainability. While we welcome the proposed Global and Regional Opportunities Window (GROW), which aims to address regional and global challenges, such as adaptation, we call for an expanded focus on other issues that impact the Global South such as biodiversity, desertification, carbon and methane gas emissions from agricultural production, and rising sea level.

    11. Considering the need for significant resources, and the misalignment of shareholding structure, the upcoming 2025 Shareholding Review for IBRD and the International Finance Corporation, (IFC), is crucial. We call on shareholders to build consensus for a speedy and successful review in line with the Lima Shareholding Principles, resulting in the increase of the voice and representation of EMDEs and ensuring a more equitable balance of voting power to improve legitimacy and effectiveness. In addition, the review should propose specific options to address misalignment.

    12. We look forward to the implementation of the G20 Brazil Presidency MDB Roadmap Towards Bigger, Better, and more Effective MDBs, building on the mandate from G20 New Delhi Leaders Declaration, and based on the recommendations of the G20 Independent Experts Group. To further increase scale and impact, we call for deepening of engagement and cooperation between WBG and the MDBs with a view to operating as a system to address countries’ development priorities and needs, as well as global and regional challenges. We call for regular reviews of the alignment of MDBs resources and strategies. These reviews would lay a solid basis for MDB Boards’ consideration on if and when additional capital may be needed. In addition, to enhance private capital mobilization, we advocate for providing support aimed at removing regulatory bottlenecks to private investment, developing innovative risk-sharing and hedging instruments, including through local currency lending and domestic capital market reforms. To further maximize the impact of public investment, and its ability to boost growth, improve productivity, and reduce poverty, EMDEs should be supported with comprehensive policy reform programs to improve public investment efficiency, governance and fiscal administration, subject to the country’s specific circumstance.

    13. We commend the recent progress under the G20 Common Framework and the Global Sovereign Debt Roundtable (GSDR), including establishing a common understanding of processes and practices. We call for a step up of the implementation of the G20 Common Framework in a predictable, timely, orderly, and coordinated manner and more meaningful debt relief. Additionally, we welcome the joint efforts of all stakeholders to enhance debt management and transparency and encourage private creditors to follow suit. We draw attention to the need for further reforms, especially with respect to early engagement with creditors and interaction with credit rating agencies. Ultimately, we urge for a comprehensive reform of the sovereign debt framework that addresses debt vulnerabilities in low and middle-income countries in an effective, comprehensive and systematic manner. We call for consideration of options – including the support of the IMF and the World Bank – to help countries facing short-term liquidity challenges whose debt is sustainable.

    14. The global community is falling short of attaining climate and development goals, and in providing the commensurate financial support to developing countries towards achieving them. The frequency, intensity, and scale of extreme weather events, particularly in developing countries, are increasing, necessitating urgent action. Recognizing the varying national circumstances, we call for accelerating climate action based on equity and the principle of common but differentiated responsibilities and respective capabilities. Therefore, climate change strategies must incorporate the needs of EMDEs, and mitigation and adaptation actions should aim at ensuring accessibility to all types of energy, and energy security, bearing in mind sustainable development and efforts to eradicate poverty. Furthermore, MDBs and IFIs should support investment in the research and development of green technologies that reduce greenhouse gas emissions. We acknowledge the need to significantly scale up finance, and hence call for a concrete goal that is commensurate with the pressing challenges, and that is therefore greater than the $100 billion per year planned during the upcoming CoP29. We look forward to faster progress on the operationalization and capitalization of the Loss and Damage Fund. We reiterate our call for new and additional grant-based, highly concessional finance and non-debt instruments to support both middle- and low-income countries, especially as they transition in a just and equitable manner.

    15. Domestic Resource Mobilization is essential for sustainable development. We strongly support national efforts to prevent and combat illicit financial flows, corruption, money-laundering and tax evasion, as such efforts would increase domestic resources. We call for increased capacity building to support members, to improve their expertise in domestic resource mobilization. We acknowledge the work of the Organization of Economic Co-operation and Development on tax base erosion and profit shifting, and welcome the progress made on the Two-Pillar Solution under the OECD Inclusive Framework. Additionally, we look forward to the forthcoming negotiation of the United Nations Framework Convention on International Tax Cooperation and its two early protocols. We call for a constructive engagement as well as multilateral consensus to achieve lasting progress on this initiative. Finally, we commend the work of the Brazil G20 Presidency on taxation and inequality.

    16. Challenges to multilateralism are not abating. It is concerning that policymakers in some of the world’s largest economies continue to pursue protectionist or nationalist policies that are not in line with global integration on trade and development. We reaffirm our support for a rules-based, non-discriminatory, fair, open, inclusive, equitable, sustainable, and transparent, multilateral trading system with the World Trade Organization at its We encourage countries to contribute to the strengthening of multilateralism through ongoing initiatives. These include the Bretton Woods Initiative, which seeks to develop a long-term perspective on the global economy and the roles of the IMF and World Bank, and the Fourth Conference on Financing for Development, a forum aimed at identifying obstacles and constraints to the achievement of the SDGs and supporting the reform of the international financial architecture. We call for enhanced collaboration and cooperation among multilateral institutions to ensure a coherent and collaborative approach towards multilateralism.

         Opening the event, Deputy Representative of HKETO, Brussels, Miss Fiona Li, outlined the vision to provide more exposure and opportunities for emerging filmmakers and other artists from Hong Kong in Europe. She said that this film event with the HKTDC was a targeted attempt “to create our platform to showcase Hong Kong productions, and to arouse more interests in our young filmmakers and accomplished talent among the local arts, cultural and creative sectors in Europe, hence offering both sides more opportunities for possible collaboration”. 

         Miss Li elaborated that through arts and culture, Hong Kong’s advantages and soft power are better seen in Europe. The Government of the Hong Kong Special Administrative Region strives to elevate Hong Kong’s arts and creative industries to the international stage and to present Hong Kong talent globally, fostering the development of Hong Kong into an international cultural exchange centre.    

         For the film industry, the Government provides financial support to help promising Hong Kong filmmakers gain international visibility and to encourage international co-operation. One of the recent measures is the launch of the Hong Kong-Europe-Asian Film Collaboration Funding Scheme under the Film Development Fund, which supports eligible film projects co-produced by filmmakers from European or Asian countries that feature Hong Kong, European and Asian cultures.

    From 29 October, Aucklanders will be asked to have their say on a strategy for the region’s southern rural area. The Southern Rural Strategy sets out how the area will accommodate a growing population, while enabling industries like farming and food production to thrive.  

    Councillor for Franklin ward, Andy Baker, chairs the political working group overseeing the development of the strategy.  

    “A lot of the food eaten around the country comes from the rural parts of south Auckland – the unique climate, soils and proximity to markets, airport and port see major growth in our under-glass and kiwifruit industries. We rely on these, and other vital industries found in this region, every day.”  

    “The Franklin area is growing and is expected to become home to another 100,000 people over the next 30 years. This is great news for our economy, and means we need a strategy to manage the valuable – and vulnerable – natural resources found here. People all over New Zealand enjoy the produce from this area, so, we need to get the balance right as we develop to maintain our horticultural and agricultural advantage.”  

    “Growth needs to be at the right place and right time, with infrastructure in place to support new development. We also need to develop employment at the same time as housing so people can live and work in the same locality. The best places for that are in our existing towns and villages.   

    Which areas does the strategy cover?  

    The strategy covers the full Franklin ward. It also includes some rural land from the Howick and Papakura local board areas.  

    Why do we need this strategy? 

    There are many different factors at play in Auckland’s southern rural area. The temperate climate and fertile soils make it ideal for rural production, one of New Zealand’s primary food production areas, and a significant contributor to the country’s gross domestic product (GDP). It’s also an area where significant urban development is taking place to accommodate the increasing population.  

    The Southern Rural Strategy is being coordinated to manage each of these factors, to ensure they fit together in harmony. This will allow the area to be developed sustainably, as it needs to be, and ensure it continues to evolve as a key economic and environmental resource for the future.  

    Importantly, the strategy will reflect the views of communities in the area.  

    Where will growth happen in this area? 

    Drury, Opaheke, Pukekohe, Waiuku are identified as towns where the most growth will occur, mainly through in-fill development and expansion to future urban areas. Development has already started in some of these towns, supported by water infrastructure, roads, and are expected to have new railway stations from 2025. 

    Deputy chair of Auckland’s Policy and Planning Committee, Councillor Angela Dalton, also sits on the political steering group for development of the Southern Rural Strategy. She says it is anticipated that these areas will grow over the next 30 years.

    On 25 January 2024, Nokia announced that its Board of Directors is initiating a share buyback program to return up to EUR 600 million of cash to shareholders in tranches over a period of two years. The first phase of the share buyback program started on 20 March 2024. On 19 July 2024, Nokia decided to accelerate the share buybacks by increasing the number of shares to be repurchased during the year 2024.      having regard to its recommendation of 21 October 2021 to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy on EU-Taiwan political relations and cooperation[1],

     having regard to its resolution of 7 June 2022 on the EU and the security challenges in the Indo-Pacific[2],

     having regard to its resolution of 15 September 2022 on the situation in the Strait of Taiwan[3],

     having regard to its resolution of 13 December 2023 on EU-Taiwan trade and investment relations[4],

     having regard to its recommendation of 13 December 2023 to the Council and the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy concerning EU-China relations[5],

     having regard to the joint communication of the Commission and the High Representative of the Union for Foreign Affairs and Security Policy of 16 September 2021 on the EU strategy for cooperation in the Indo-Pacific (JOIN(2021)0024),

     having regard to the statement by the spokesperson of the European External Action Service of 14 October 2024 on China’s latest military drills,

     having regard to the G7 Foreign Ministers’ statement of 3 August 2022 on preserving peace and stability across the Taiwan Strait,

     having regard to United Nations General Assembly Resolution 2758 (XXVI) of 25 October 1971 on the restoration of the lawful rights of the People’s Republic of China in the United Nations,

     having regard to Article 7 of the United Nations Framework Convention on Climate Change (UNFCCC) of 9 May 1992,

     having regard to Rule 5 of the Standing Rules of Procedure of the Assembly of the International Civil Aviation Organization (ICAO),

     having regard to Article 4 of the Constitution of the International Criminal Police Organization (Interpol),

     having regard to Article 8 and Article 18, paragraph (h), of the Constitution of the World Health Organization (WHO),

     having regard to Rule 136(2) of its Rules of Procedure,

    A. whereas the statutes of most international organisations tasked with addressing global issues including climate change, the preservation of human health and the suppression of transnational crime, such as the WHO, the UNFCCC, Interpol and the ICAO, provide opportunities for non-state entities to participate without infringing on the rights of member states;

    B. whereas the People’s Republic of China (PRC) has made instrumental use of UN Resolution 2758 as a legal basis for its position that Taiwan is part of the PRC and a foundational element of its One China principle; whereas UN Resolution 2758 does not include the words ‘Republic of China’ or ‘Taiwan’, but only states that the PRC will represent ‘China’ at the UN, and does not make any determination regarding the status of Taiwan; whereas, however, the PRC continues to misinterpret UN Resolution 2758 to block Taiwan’s meaningful participation in international organisations;

    C. whereas the EU and Taiwan are like-minded partners that share the common values of freedom, democracy, human rights and the rule of law; whereas the EU remains decisively committed to its One China policy;

    D. whereas following the Taiwanese President Lai Ching-te’s annual speech on 10 October 2024, the PRC, on 14 October 2024, conducted a comprehensive military exercise across the Taiwan Strait, amounting to the fourth round of large-scale war games in just over two years;

    E. whereas the median line, which was set up in a decades-old tacit agreement between both sides of the Taiwan Strait, was designed to reduce the risk of conflict by keeping the military aircraft from both sides of the Strait at a safe distance and thus prevent fatal miscalculations; whereas the PRC’s People’s Liberation Army violated the median line only four times between 1954 and 2020, but now routine incursions reflect Beijing’s intent to irreversibly reset long-standing benchmarks;

    F. whereas on 14 October 2024, China also deployed 17 vessels from its coast guard, which was a larger deployment than in a previous exercise held in May this year, when coast guard vessels had been deployed for the first time; whereas four formations of Chinese coast guard ships patrolled the island and briefly entered its restricted waters; whereas the very frequent deployment of coast guard ships by the PRC in the Taiwan Strait, in what they consider ‘law enforcement’ missions, sends a clear message of sovereignty from the PCR, keeps constant pressure on Taiwanese authorities and causes a dangerous increase in the risk of collisions, in what is one of the most concrete indications of China’s intention to erode the status quo;

    G. whereas full-scale military exercises by the PRC have also been coupled with cyberattacks against Taiwanese authorities and other grey-zone activities such as cognitive and legal warfare and disinformation, aimed at discouraging the Taiwanese population, eroding Taiwanese legitimate sovereign rights and, ultimately, instilling the belief that reunification is inevitable;

    H. whereas on 16 October 2024, the authorities of the PRC stated ‘We are willing to strive for the prospect of peaceful reunification with the utmost sincerity and endeavour, but we will never commit ourselves to renouncing the use of force,’ reiterating Xi Jinping’s landmark speech at the opening of the Chinese Communist Party’s 20th Party Congress in October 2022; whereas Xi Jinping also referred to permanent military pressure in the Taiwan Strait as ‘new normality’; whereas Chinese diplomats even threatened ‘re-education’ of Taiwanese people after reunification;

    I. whereas the PRC has been behaving aggressively across a vast area of the Indo-Pacific and exerting varying degrees of military or economic coercion, which has led to disputes with neighbours such as Japan, India, the Philippines and Australia;

    1. Strongly reiterates its commitment to the EU’s One China policy and to maintaining peace and stability across the Taiwan Strait, in the whole Indo-Pacific region and beyond;

    2. Expresses the view that UN Resolution 2758 does not establish the PRC’s sovereignty over Taiwan; underlines how Taiwan has proven to be a very reliable partner in dealing with the many challenges of our time and supports Taiwan’s participation in meetings, mechanisms and activities of relevant international organisations, particularly the WHO, the UNFCCC, Interpol and the ICAO; calls on the Commission and the Member States to promote Taiwan’s inclusion in such international forums in accordance with their statutory rules;

    3. Strongly condemns the PRC’s practice of regularly resorting to comprehensive military exercises in the Taiwan Strait; is very concerned by the increasing, unwarranted mobilisation of the PRC coast guard, which confirms that the PRC considers the waters around Taiwan as its own and increases the risks of accidents; considers this to be yet another worrying confirmation that China is deliberately jeopardising the status quo in the Taiwan Strait;

    4. Is very concerned at the adoption of guidelines for punishing ‘diehard “Taiwan independence” separatists for conducting or inciting secession’ jointly announced by the Supreme People’s Court, the Supreme People’s Procuratorate, the ministries for public security and state security and the justice ministry in June 2024, which could lead to harsh punishments for the crime of secession, up to and including the death penalty; strongly condemns the sentencing of one Taiwanese activist to nine years in prison in September this year, after his arrest while in the PRC in 2022, as well as the constant harassment of Taiwanese people working and living in the PRC;

    5. Expresses concern at the expectation that China will become more aggressive militarily in the Taiwan Strait, as well as in the Indo-Pacific region more broadly;

    6. Urges the PRC authorities to restore full respect for the Taiwan’s Strait median line and to put a stop to all other grey-zone actions against Taiwan;

    7. Remains resolutely opposed to any unilateral change in the Taiwan Strait and against the will of Taiwanese citizens; remains equally strongly opposed to the threat or use of force, and stresses that any attempt by Beijing to subjugate Taiwan would come at an extraordinarily high price for the PRC;

    8. Commends Taiwan for the remarkable democratic journey it has undertaken over the last 30 years, solidly anchored upon freedoms, the rule of law, democratic institutions and free and fair elections; highlights the recognition of same-sex marriage by Taiwan in 2019, the first such recognition in Asia; strongly encourages Taiwan to keep working towards the abolition of the death penalty;

    9. Welcomes the very responsible reactions by the Taiwanese political elite to provocations by the PRC and expresses its great respect for the whole of Taiwanese society for its extraordinary resilience and strength;

    10. Welcomes the latest annual speech by President Lai Ching-te, who also appealed to China to work with him for peace; considers this to be an encouraging sign of movement towards stronger unity within the Taiwanese political spectrum; highlights that Taiwanese sovereignty is supported across the whole political spectrum and finds its best expression in the conducting of free and fair elections and in the maturity of Taiwanese democracy;

    11. Stresses that the EU and Taiwan are like-minded partners and share common values of freedom, democracy, human rights and the rule of law, thereby making Taiwan a strategically important partner for the EU in the Indo-Pacific region;

    12. Acknowledges that the ‘One Country, Two Systems’ principle does not provide any credible prospect for the preservation of the status quo in the Taiwan Strait; stresses the need to further develop EU-Taiwan relations with the preservation of peace and democracy at their core;

    13. Highlights the importance of coupling dialogue with deterrence; stresses the need, hence, to identify a fully-fledged and multidimensional strategy that would ensure that any unilateral change in the status quo in the Taiwan Strait would come at a prohibitively high cost to the PRC;

    14. Welcomes the posting of a liaison officer at the European Economic and Trade Office in Taiwan to coordinate joint efforts to tackle disinformation and interference as a first important step towards deeper EU-Taiwan cooperation, and calls for the EU to further deepen cooperation with Taiwan in this key area;

    15. Stresses the need to strengthen the focus on the PRC’s grey-zone activities against Taiwan and to renew EU support for the resilience of Taiwanese society and democracy as a whole; encourages, with this in mind, increased scientific, cultural and political interaction at the highest level possible, as well as the deepening of parliamentary diplomacy and visits; prioritises the creation of a common civic space with Taiwan by fostering exchanges and common activities with Taiwanese civil society and media organisations; underlines the importance of the people-to-people dimension of this cooperation;

    16. Stresses the crucial role of Taiwan in the global supply chain of key high-tech sectors, notably semiconductors; welcomes the recent investment projects by Taiwanese companies in some Member States and underlines the importance for Taiwan’s security of continuing to deepen its investments in the EU; calls on the Commission and the Member States to start working on a resilient supply chain agreement with Taiwan or other bilateral agreements to deepen the economic relationship; highlights the potential for cooperation on foreign direct investment screening policy and on tackling economic coercion and retaliation;

    17. Reiterates the importance of respecting international law, in particular the UN Convention on the Law of the Sea with its provisions on the obligation to settle disputes by peaceful means, and on maintaining freedom of navigation and overflight;

    18. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the member states of the United Nations, and the Government and Legislative Yuan of Taiwan.

    Prime Minister Shri Narendra Modi met with the President of the Russian Federation, H.E. Vladimir Putin, in Kazan today, on the margins of the 16th BRICS Summit. This was their second meeting this year. The two leaders had earlier met in Moscow for the 22nd Annual Summit in July 2024.

    Prime Minister thanked President Putin for his invitation to attend the 16th BRICS Summit. He appreciated the Russian Chairship of BRICS and its efforts to strengthen multilateralism, advance sustainable development, and push for global governance reform. The two leaders also reviewed bilateral cooperation in a range of fields, including political, economic, defence, energy, and people-to-people ties. They welcomed the forthcoming meeting of the India-Russia Inter-Governmental Commission on Trade, Economic and Cultural matters, which is scheduled to be held in November 2024 in New Delhi.

    The leaders exchanged views on India-Russia engagement in multilateral fora, in particular in BRICS. They also shared views on key regional and global issues of mutual interest, including the ongoing conflict in Ukraine. Prime Minister reiterated that dialogue and diplomacy was the way forward in resolving conflicts.

    The two leaders agreed to remain engaged to further strengthen the Special and Privileged Strategic Partnership between the two countries, which continues to register significant growth and has shown resilience in the backdrop of geopolitical uncertainties.

    Today, the CRTC approved the addition of Uvagut TV, a channel offered by the Nunavut Independent Television Network, to the basic TV package in Canada.

    Today, the CRTC approved the addition of Uvagut TV, a channel offered by the Nunavut Independent Television Network, to the basic TV package in Canada.

    Uvagut TV primarily offers programming in Inuktut, which will provide Inuit communities, who previously lacked access, with culturally relevant content. This addition also enriches the diversity of programming available to all Canadians.

    The CRTC received more than 5,000 comments from the public in support of the addition of an Inuit television service to the basic TV package.

    Importantly, Uvagut TV will be included in the basic TV package without increasing its maximum monthly cost of $25.

    ANDOVER, Mass., Oct. 22, 2024 (GLOBE NEWSWIRE) — Vicor Corporation (NASDAQ: VICR) today reported financial results for the third quarter ended September 30, 2024. These results will be discussed later today at 5:00 p.m. Eastern Time, during management’s quarterly investor conference call. The details for the call are below.

    Revenues for the third quarter ended September 30, 2024 totaled $93.2 million, a 13.6% decrease from $107.8 million for the corresponding period a year ago, and an 8.5% sequential increase from $85.9 million in the second quarter of 2024.

    Gross margin decreased to $45.7 million for the third quarter of 2024, compared to $55.9 million for the corresponding period a year ago but increased from $42.8 million for the second quarter of 2024. Gross margin, as a percentage of revenue, decreased to 49.1% for the third quarter of 2024, compared to 51.8% for the corresponding period a year ago and 49.8% for the second quarter of 2024. Operating expenses increased to $40.4 million for the third quarter of 2024, compared to $40.2 million for the corresponding period a year ago, and decreased sequentially from $42.6 million for the second quarter of 2024.

    Net income for the third quarter was $11.6 million, or $0.26 per diluted share, compared to net income of $16.6 million or $0.37 per diluted share, for the corresponding period a year ago and net loss of $(1.2) million, or $(0.03) per diluted share, for the second quarter of 2024.

    Cash flow from operations totaled $22.6 million for the third quarter, compared to cash flow from operations of $23.8 million for the corresponding period a year ago, and cash flow from operations of $15.6 million in the second quarter of 2024. Capital expenditures for the third quarter totaled $8.4 million, compared to $7.7 million for the corresponding period a year ago and $6.1 million for the second quarter of 2024. Cash and cash equivalents as of September 30, 2024 increased 6.2% sequentially to approximately $267.6 million compared to approximately $251.9 million as of June 30, 2024.

    Backlog for the third quarter ended September 30, 2024 totaled $150.6 million, a 13.8% decrease from $174.7 million for the corresponding period a year ago, and 2.1% sequential decrease from $153.8 million at the end of the second quarter of 2024.

    European Parliament resolution on the situation in Azerbaijan, violation of human rights and international law and relations with Armenia

    The European Parliament,

     having regard to its previous reports and resolutions on Azerbaijan and Armenia,

     having regard to the European Convention on Human Rights of 1950, ratified by Azerbaijan in 2002,

     having regard to the relevant documents and international agreements, including but not limited to the United Nations Charter, the Helsinki Final Act of 1 August 1975 and the Alma-Ata Declaration of 21 December 1991,

     having regard to the Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and the Republic of Azerbaijan, of the other part, signed on 22 April 1996[1],

     having regard to Rule 136(2) of its Rules of Procedure,

    A. whereas 300 people remain in detention in Azerbaijan on politically motivated charges; whereas prominent human rights defender and climate advocate, Anar Mammadli, has been in pre-trial detention since 30 April 2024 on bogus charges of conspiracy to bring illegal foreign currency into the country and his health has deteriorated significantly while in custody; whereas economist and political activist Gubad Ibadoghlu was moved to house arrest on 22 April 2024 after 274 days in detention;

    B. whereas Azerbaijan has also intensified its repression against the remaining independent media, such as Abzas Media and Toplum TV, through detentions and judicial harassment;

    C. whereas the Azerbaijani laws regulating the registration, operation and funding of non-governmental organisations (NGOs) are highly restrictive and arbitrarily implemented, thus effectively criminalising unregistered NGO activity;

    D. whereas Freedom House’s 2024 index ranks Azerbaijan among the least free countries in the world, below Russia and Belarus;

    E. whereas on 19 September 2023, after a nine-month illegal blockade of the Lachin corridor and disregarding both the commitments it made in the trilateral statement of 9 November 2020 and an International Court of Justice (ICJ) ruling, Azerbaijan launched an offensive on the remaining parts of Nagorno-Karabakh not already under its control;

    F. whereas more than 100 000 Armenians had to flee the territory, including 30 000 children, resulting in Nagorno-Karabakh being almost entirely emptied of its Armenian population, who had been living there for centuries; whereas this amounts to ethnic cleansing;

    G. whereas the Russian peacekeeping force did not act in accordance with its mandate, as laid down in the trilateral statement of 9 November 2020, taking no action against Azerbaijan’s blockade of the Lachin corridor, the establishment of the Azerbaijani checkpoint at the entrance to the corridor or the offensive in Nagorno-Karabakh in September 2023;

    H. whereas the Azerbaijani leadership continues to make irredentist statements with reference to the sovereign territory of Armenia; whereas the Azerbaijani army continues to occupy no less than 170 km2 of the sovereign territory of Armenia;

    1. Stresses its profound concern regarding the human rights situation in Azerbaijan;

    2. Urges the Azerbaijani authorities to immediately and unconditionally release all human rights defenders, journalists, environmental, political and other activists prosecuted under fabricated and or politically motivated charges; recalls in this context the names of Tofig Yagublu, Akif Gurbanov, Bakhtiyar Hajiyev, as well as human rights defenders and journalists including Ulvi Hasanli, Sevinj Vagifgizi, Nargiz Absalamova, Hafiz Babali and Elnara Gasimova, Aziz Orujov, Rufat Muradli, Avaz Zeynalli, Elnur Shukurov, Alasgar Mammadli and Farid Ismayilov; underlines that since April 2024, Azerbaijan has carried out further arrests of civil society activists on bogus charges, including Farid Mehralidze, Igbal Abilov, Bahurz Samadov, Emin Ibrahimov and Famil Khalilov;

    3. Recalls the need to lift the travel ban in force against Gubad Ibadoghlu and drop all charges against him, and calls on Azerbaijan urgently to ensure an independent medical examination by a doctor of his own choosing, and allow him to receive treatment abroad;

    4. Reminds the Azerbaijani authorities of their obligations to respect human dignity and fundamental freedoms in accordance with their international commitments and calls on them to repeal repressive legislation that drives independent NGOs and media to the margins of the law;

    5. Calls for the EU to impose sanctions under its global human rights sanctions regime on Azerbaijani officials who have committed serious human rights violations; reiterates its position that the EU should be ready to impose sanctions on any individuals and entities that threaten the sovereignty, independence and territorial integrity of Armenia;

    6. Recalls that the 1996 EU-Azerbaijan Partnership and Cooperation Agreement, which is the legal basis for bilateral relations, is based on respect for democracy and the principles of international law and human rights and that these have been systematically violated in Azerbaijan;

    7. Reiterates the EU’s unequivocal support for the sovereignty, territorial integrity and inviolability of the borders of Armenia; strongly supports the normalisation of relations between Armenia and Azerbaijan on the basis of the principles of the mutual recognition of territorial integrity and the inviolability of borders based on the 1991 Alma-Ata Declaration;

    8. Recalls its previous condemnation of the pre-planned and unjustified military attack by Azerbaijan of 19-20 September 2023 against the Armenians of Nagorno-Karabakh, which led to the expulsion of the entirety of the ethnic Armenian community which had been living there for centuries, amounting to ethnic cleansing; recalls that this attack resulted in the complete dissolution of the structures of the Republic of Nagorno-Karabakh and the establishment of full Azerbaijani control over the region; demands the release of all remaining Armenian political prisoners and prisoners of war;

    9. Reiterates its demand for the withdrawal of Azerbaijan’s troops from the entirety of the sovereign territory of Armenia; rejects and expresses its grave concern regarding the irredentist and inflammatory statements made by the Azerbaijani President and other Azerbaijani officials threatening the territorial integrity and sovereignty of Armenia; warns Azerbaijan against any potential military adventurism against Armenia proper; highlights that Azerbaijan’s connectivity issues with its exclave of Nakhchivan should be resolved with full respect for the sovereignty and territorial integrity of Armenia;

    10. Calls on Azerbaijan to genuinely engage in a comprehensive and transparent dialogue with the Karabakh Armenians to ensure respect for their rights and guarantee their security, including their right to return to and live in their homes in dignity and safety, overseen by an international presence, to access their land and property rights, to maintain their distinct identity and to fully enjoy their civic, cultural, social and religious rights;

    11. Calls for the establishment of an ad hoc committee within the European institutions to identify or develop international mechanisms to guarantee the collective, safe, dignified and sustainable return of the inhabitants of Nagorno-Karabakh to their ancestral land; calls for the creation of a mechanism to monitor the implementation of the reports and resolutions adopted by Parliament on Nagorno-Karabakh;

    12. Urges Azerbaijan to refrain from further destroying, neglecting or altering the origins of cultural, religious or historical heritage in the region, bearing in mind the destruction of cultural, religious and historical heritage that has occurred since the beginning of the Nagorno-Karabakh conflict, and calls on it to instead strive to preserve, protect and promote this rich diversity; demands the protection of the Armenian cultural, historical and religious heritage in Nagorno-Karabakh in line with UNESCO standards and Azerbaijan’s international commitments;

    13. Recognises the urgent need to strengthen the cooperation between the EU and Armenia in the field of security and defence; welcomes the fact that Armenia has frozen its participation in the Collective Security Treaty Organization; notes the added value of regular EU-Armenian Political and Security Dialogues, as an umbrella platform for all security related matters; welcomes the actions undertaken by several Member States to provide defensive military support to Armenia and urges other Member States to consider similar initiatives;

    14. Expresses its support for the decision of Armenia to discontinue the presence of Russian Federal Security Service border guards at the international airport in Yerevan, and its understanding for the suspension of relations with Belarus;

    15. Calls for the EU to end its dependency on gas exports from Azerbaijan; is seriously concerned about Azerbaijan’s import of Russian gas and the substantial Russian share in the production and transportation of Azerbaijani gas for the EU, which contradicts the EU’s objective of undermining Russia’s capacity to continue its war of aggression against Ukraine by cutting its revenues from oil and gas exports to the EU; urges the Commission to investigate suspicions that Azerbaijan actually exports Russian gas to the EU;

    16. Calls for the suspension of all imports of oil and gas from Azerbaijan to the EU; recalls its demand, in the light of Azerbaijan’s 2023 invasion of Nagorno-Karabakh, for the suspension of the Memorandum of Understanding on a Strategic Partnership in the Field of Energy between the European Union and Azerbaijan;

    17. Supports all initiatives and activities that could lead to the establishment of peace between Armenia and Azerbaijan and the signing of a long-awaited peace agreement; believes that if a peace agreement is to be lasting, it requires genuine engagement from the parties, not the escalation of rhetoric and demands; welcomes the recent achievement in the Commission on Delimitation and Border Security of a preliminary agreement on the delimitation of several sectors of the Armenia-Azerbaijan border;

    18. Welcomes the new momentum in bilateral relations between the EU and Armenia, which is strongly supported by the authorities in Yerevan; takes good note of Armenia’s European aspirations, as expressed by the Armenian foreign minister, among others; recalls its previous position that, pursuant to Article 49 of the Treaty on European Union, any European state may apply to become a member of the European Union provided that it adheres to the Copenhagen criteria and the principles of democracy, respects fundamental freedoms and human and minority rights, and upholds the rule of law; considers that, should Armenia be interested in applying for candidate status and continuing on its current path of sustained reforms consolidating its democracy, this could set the stage for a transformative phase in EU-Armenia relations; calls on the Commission and the Council to actively support Armenia’s desire for increased cooperation with the EU, not only in the area of economic partnership but also in political dialogue, people-to-people contacts, sectoral integration and security cooperation; believes that the experience stemming from the Association Agreements / Deep and Comprehensive Free Trade Areas with Ukraine, Georgia and the Republic of Moldova should serve as a good basis for closer EU-Armenia cooperation, in particular in relation to a gradual sectoral integration with the single market;

    19. Welcomes the decision of 22 July 2024 to launch the visa liberalisation dialogue with Armenia, which is the first step towards achieving a visa free regime for short stays in the EU; welcomes further the decision to adopt the first assistance measure under the European Peace Facility (EPF) in support of the Armed Forces of the Republic of Armenia, worth EUR 10 million; calls for the EU to cease all technical and financial assistance to Azerbaijan that might contribute to strengthening its military or security capabilities; calls on the Member States to freeze exports of all military and security equipment to Azerbaijan;

    20. Condemns the Baku Initiative Group’s repeated attempts to denigrate and destabilise EU Member States; condemns in particular its support for irredentist groups and disinformation operations targeting France, especially in the French departments and territories of New Caledonia, Martinique and Corsica; recalls that these methods were used against Germany in 2013; denounces the smear campaigns targeting Denmark; strongly opposes the allegations made by Ilham Aliyev himself at the Baku Initiative Group meeting in Baku in November 2023;

    21. Condemns the arbitrary arrests of EU citizens based on spurious accusations of espionage and their disproportionate sentencing;

    22. Regrets the smear campaign aimed at damaging France’s reputation by calling into question its capacity to host the 2024 Olympic Games, launched by actors suspected of being close to the Azerbaijani regime;

    23. Strongly condemns the intimidation, death threats and assassination attempts against opponents of the Azerbaijani Government, including in EU countries, and against Azerbaijani citizens who have been granted political asylum by Member States, such as Mahammad Mirzali in France; calls on the Member States to cooperate, if necessary, in the investigation into the murder, in September 2024, of Vivadi Isgandarl, an Azerbaijani political opponent residing in France; stresses that for the Member States, preventing any act of retaliation on their territory is a matter of democracy, human rights, security and sovereignty; insists that Europol should closely monitor this matter;

    24. Strongly condemns the public insults and direct threats made by Azerbaijani diplomatic or government representatives, or members of the Azerbaijani Parliament, targeting elected officials of EU Member States; demands, in this regard, that access for all Azerbaijani officials to EU institutional buildings be denied until further notice;

    25. Welcomes the fact that the Republic of Armenia formally deposited the instrument of ratification of the Rome Statute of the International Criminal Court in 2023 and that the statute entered into force for Armenia on 1 February 2024;

    26. Deplores steps taken by Azerbaijan towards the secessionist entity in occupied Cyprus, which are against international law and the provisions of UN Security Council Resolutions 541 (1983) and 550 (1984); calls on Azerbaijan to respect the principles of sovereignty and territorial integrity of states and to not invite the secessionist entity in occupied Cyprus to any meetings of the Organization of Turkic States;

    27. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the Member States and the President, Government and Parliament of Azerbaijan.

    European Parliament resolution on People’s Republic of China’s misinterpretation of the UN resolution 2758 and its continuous military provocations around Taiwan

    The European Parliament,

     having regard to its previous reports, recommendations and resolutions on the People’s Republic of China (PRC) and Taiwan,

     having regard to the urgency motion on Taiwan, passed by the Australian Senate on 21 August 2024,

     having regard to the motion of 12 September 2024 passed in the Second Chamber of the Dutch Parliament on UN resolution 2758,

     having regard to the statement by the spokesperson of the European External Action Service of 14 October on China’s latest military drills around Taiwan,

     having regard to the UN Charter,

     having regard to UN General Assembly Resolution 2758 (XXVI) of 25 October 1971,

     having regard to Rule 136(2) of its Rules of Procedure,

    A. whereas, in the 1970s, in the hope of enhancing prosperity, stability and peace, the PRC was offered a place in the UN; whereas Beijing seized this opportunity, benefiting from close ties with the West, joining the World Trade Organization, enjoying freedom of navigation and experiencing stabilisation in the seas and straits of South-East Asia, all of which opened the door to the country’s unprecedented economic and technological development;

    B. whereas, in recent years, through its actions – such as supporting Russia’s barbaric aggression and assertively expanding in the region, particularly with the threat of invading Taiwan – Beijing is failing to uphold the commitments expected of UN Security Council members and the commitments enshrined in the UN Charter; whereas UN resolution 2758 does not establish the PRC’s sovereignty over Taiwan and does not determine the future status of Taiwan in the United Nations, nor of Taiwanese participation in UN agencies or international organisations;

    C. whereas the PRC has falsely leveraged some interpretations of UN Resolution 2758 to advance its ‘One China’ narrative globally and put pressure on Taiwan, limiting its voice on the international stage and influencing its diplomatic relationships;

    D. whereas the Australian and Dutch Parliaments have already decided not to go along with the PRC’s interpretation of UN Resolution 2758;

    E. whereas the PRC is perpetuating its overly aggressive actions, and trying to erode the status quo in the Taiwan Strait; whereas since 2019 the PRC has violated the Taiwanese air defence identification zone (ADIZ) with increasing regularity; whereas the PRC has been behaving aggressively across vast areas of the Indo-Pacific and exerting varying degrees of military or economic coercion, which has led to disputes with neighbours such as Japan, India, the Philippines and Australia;

    F. whereas on 14 October 2024 the PRC launched, without prior warning, a large-scale military drill named Joint Sword 2024-B that simulated a blockade of Taiwan; whereas the People’s Liberation Army (PLA) deployed 153 aircraft and 36 naval and coastguard ships around Taiwan, setting single-day records;

    G. whereas the PLA’s air manoeuvres have increased from under 20 incursions into Taiwan’s ADIZ in 2019 to 2 459 so far in 2024; whereas the threat is exacerbated by Beijing’s announcement that it was practising for a blockade of Taiwan’s key ports and military bases; whereas the PLA’s primary locus for ADIZ operations has shifted over time from the South China Sea to the Taiwan Strait; whereas the PLA’s flight activity to the east of Taiwan has increased, demonstrating a shift from training and navigation operations to testing likely combat concepts in the event of a blockade or military invasion of Taiwan;

    H. whereas, besides military pressure, the PRC has for years pursued a sophisticated strategy of targeting Taiwan with foreign information manipulation and interference (FIMI), including hybrid and cyberattacks, with the goal of undermining Taiwan’s democratic society;

    I. whereas the PRC under the leadership of Xi Jinping has said that it will not renounce the use of force to seek unification with Taiwan;

    J. whereas on 25 September 2024 the PRC fired an intercontinental ballistic missile (ICBM) into the Pacific Ocean for the first time since 1980;

    K. whereas the PRC’s increasingly aggressive posture, in particular in its own neighbourhood, such as the Taiwan Strait and the South China Sea, poses a risk to regional and global security;

    L. whereas Beijing’s active support of the Russian Federation’s aggressive actions against Ukraine contradicts the PRC’s claim to be a ‘stabilising power’; whereas the Russian war of aggression is being closely watched by the PRC as a test bed for the possible future invasion of Taiwan and to gauge the likely reaction of the international community;

    M. whereas the EU and Taiwan are like-minded partners that share the common values of freedom, democracy, human rights and the rule of law;

    N. whereas the PRC is a one-party state controlled and ruled entirely by the Chinese Communist Party (CCP); whereas the CCP has used its growing influence in international organisations to reshape the open, rules-based international order to protect and advance its own interests;

    O. whereas Taiwan is located in a strategic position in terms of trade; whereas the Taiwan Strait is the primary route for ships travelling from the PRC, Japan, South Korea and Taiwan towards Europe; whereas the EU remains the largest source of foreign direct investment (FDI) in Taiwan; whereas there is considerable potential for increasing Taiwan’s FDI in the EU; whereas Taiwan dominates semiconductor manufacturing markets, as its producers manufacture around 50 % of the world’s semiconductor output; whereas the EU’s Indo-Pacific strategy argues for increasing trade and investment cooperation with Taiwan and advocates stabilising tensions in the South China Sea and the Taiwan Strait;

    1. Reiterates that Taiwan is an important EU partner and a like-minded democratic ally in the Indo-Pacific region;

    2. Condemns the sustained efforts made by representatives of the PRC to distort the meaning of UN resolution 2758, historical documents and international rules;

    3. Remains deeply committed to the EU’s ‘One China’ policy, which does not equate with the PRC’s ‘One China’ principle’;

    4. Stresses that nothing in resolution 2758 prevents Taiwan’s participation in international organisations and that it has no bearing on the sovereign choices of other countries with respect to their relationship with Taiwan;

    5. Regrets the PRC’s efforts to block Taiwan’s participation in multilateral organisations; calls for the EU and its Member States to support Taiwan’s meaningful participation, in line with the key UN principles of universal representation, in relevant international organisations such as the World Health Organization, the International Civil Aviation Organization, the International Criminal Police Organization (Interpol) and the UN Framework Convention on Climate Change in order to better protect global interests and address the serious challenges facing humanity, such as pandemics, climate change and human rights;

    6. Strongly condemns the PRC’s provocative, irresponsible, disproportionate and destabilising military exercises, including the recent exercises of 14 October, as well as its continued military provocations against Taiwan and its aggressive posture in the wider region; expresses its concern about the PRC’s recent launch of an ICBM into the Pacific Ocean, which has contributed to further tensions across the Indo-Pacific region;

    7. Reaffirms its strong commitment to the status quo in the Taiwan Strait; calls for the EU and its Member States to ensure that any attempt to unilaterally change the status quo in the Taiwan Strait, particularly by means of force or coercion, will not be accepted and will be met with a decisive and firm reaction;

    8. Highlights that the PRC’s increasingly aggressive posture poses a threat to the freedom of navigation and jeopardises the stability which is vital for global trade; emphasises that this situation is being watched with concern by a growing number of like-minded partners committed to peace and stability in the region, including across the Taiwan Strait; underlines the need to shore up deterrence against destabilising behaviour, including through regular operations to assert freedom of navigation over the PRC’s attempts to impose control over international waters and airspace;

    9. Reiterates its strong condemnation of statements by President Xi Jinping that the PRC will never renounce the right to use force with respect to Taiwan;

    10. Urges the PRC to immediately cease all actions and intrusions into the Taiwanese ADIZ and the airspace violations above Taiwan’s outer islands, and to restore the full respect of the Taiwan Strait’s median line, all of which also poses a risk to international aviation, and stop all other grey-zone military actions, including cyber and disinformation campaigns;

    11. Recalls that maintaining peace and stability in the Indo-Pacific is a core interest for the free world, including the EU and its Member States; stresses that a military conflict in the Taiwan Strait would not only cause significant economic disruption affecting European interests and prosperity, but would also seriously undermine the rules-based order in the region, as well as democratic governance with human rights, democracy and the rule of law at its core;

    12. Recalls Taiwan’s help and assistance during both the COVID-19 pandemic and the humanitarian crises caused by Russia’s war of aggression against Ukraine, as well as its continuous involvement and support for the Ukrainian government and countries hosting Ukrainian refugees;

    13. Reiterates the importance of respecting international law, in particular the UN Convention on the Law of the Sea and its provisions on the obligation to settle disputes by peaceful means and on maintaining the freedom of navigation and overflight;

    14. Reiterates its call for the Vice-President of the Commission / High Representative of the Union for Foreign Affairs to change the name of the European Economic and Trade Office in Taiwan to ‘European Union Office in Taiwan’ to reflect the broad scope of our ties;

    15. Reiterates its previous call for the Commission to launch, without delay, an impact assessment, public consultation and scoping exercise on a bilateral investment agreement with the Taiwanese authorities in preparation for negotiations on deepening bilateral economic ties;

    16. Recommends further deepening cooperation between the EU and Taiwan to enhance structural cooperation on countering disinformation and foreign interference; recommends posting a liaison officer at the European Economic and Trade Office to coordinate joint efforts on tackling disinformation and interference; condemns any form of pressure and threats of reprisals, including economic coercion, with regard to the independent right of the EU and its Member States to develop relations with Taiwan in line with their interests and shared values of democracy and human rights, without foreign interference;

    17. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy and the Governments of the PRC and Taiwan.

         ​Hong Kong Customs stepped up enforcement to combat illicit cigarette smuggling activities by sea over the past week and detected two related cases involving seaborne containers. A total of about 53 million suspected illicit cigarettes with an estimated market value of about $240 million and a duty potential of about $170 million were seized. About 20 million suspected illicit cigarettes seized were duty-not-paid cigarettes known as “cheap whites”, accounting for about 40 per cent of the total seizure.     In the first case, through risk assessment and intelligence analysis, Customs selected for inspection a 40-foot container, declared as carrying recycled aluminum and arriving from Taiwan en route to Foshan, Guangdong, via Hong Kong, on the morning of October 18 at the Kwai Chung Customhouse Cargo Examination Compound. Upon inspection, Customs officers seized about 11 million suspected illicit cigarettes inside the container. An investigation is ongoing.     In the second case, Customs yesterday (October 19) morning intercepted a suspicious cargo vessel in the waters off Tsing Yi. Upon inspection, Customs officers seized a total of about 42 million suspected illicit cigarettes inside four 40-foot containers on board the vessel. Seven non-local men, aged between 28 and 51, suspected to be connected with the case were arrested and they comprise a captain and six crew members. The arrested captain, aged 47, will be charged with one count of importing unmanifested cargoes. He will appear at the West Kowloon Magistrates’ Courts tomorrow (October 21).     Customs will continue its risk assessment and intelligence analysis for interception at source as well as through its multipronged enforcement strategy targeting storage, distribution and peddling to spare no effort in combating illicit cigarette activities.     Smuggling is a serious offence. Under the Import and Export Ordinance, any person found guilty of importing or exporting unmanifested cargo is liable to a maximum fine of $2 million and imprisonment for seven years.     Under the Dutiable Commodities Ordinance, anyone involved in dealing with, possession of, selling or buying illicit cigarettes commits an offence. The maximum penalty upon conviction is a fine of $1 million and imprisonment for two years.     Members of the public may report any suspected illicit cigarette activities to Customs’ 24-hour hotline 182 80 80 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

  • MIL-OSI China: Flower business thrives in China’s Dounan

    The air is charged with anticipation as an auction commences at the Kunming International Flora Auction Trading Center in Kunming, southwest China’s Yunnan Province.

    Giant screens flicker with the pulse of the market, displaying the ever-changing prices of fresh-cut flowers. Auctioneers make swift decisions, and soon the auctioned flowers will embark on journeys far and wide, not just within the country but to over 50 overseas markets.

    Official data shows that daily transaction volume at the auction trading center, located in Dounan of Kunming, is as high as 6 million stems.

    In the afternoon, Yang Tao delivers 2,000 bundles of blooms to the flower market. A second-generation flower grower, Yang bears witness to the transition of Dounan.

    Residents in Dounan began planting flowers in 1983. In the 1990s, they embarked on the path of commercial cultivation and trading of fresh-cut flowers. At that time, farmers and traders sold flowers on the main road of Dounan Village, forming a 50-meter-long “Dounan flower street.”

    Over the following decades, flowers grown in Dounan were sold to more regions across the country. In 1999, China’s first professional flower-trading market was established in Dounan.

    Since then, Dounan has further developed and strengthened its flower industry chain, progressively establishing itself as the largest fresh-cut flower trading hub in Asia. Now seven out of 10 fresh-cut flowers in China come from Dounan.

    Every day, over 1,700 varieties of fresh flowers are traded in Dounan, which has established itself as the national center for trade, logistics, financial services and big data information of flowers, as well as a convention and exhibition hub for flower tourism.

    Dounan’s blooming flower industry has also consolidated China’s role as a major player in the global flower market.

    With about 1.5 million hectares dedicated to flower cultivation and more than 5 million people involved in the industry, China has become the world’s largest flower producer, and an important flower trader and consumer.

    A guideline jointly issued by China’s National Forestry and Grassland Administration and the Ministry of Agriculture and Rural Affairs proposed that by 2025, the annual sales of the country’s flower industry will reach 300 billion yuan (about 42 billion U.S. dollars), and more than 700 billion yuan in 2035.

    Such promising market prospects have encouraged flower growers to keep improving their know-how and updating cultivation techniques.

    “The introduction of advanced technologies and an integrated smart irrigation system for water and fertilizer has revolutionized our cultivation techniques,” Yang said.

    “This has led to a substantial increase in both the yield and quality of our roses. Now, a team of just four workers can efficiently manage 1.3 hectares of flower fields,” he said, adding that during peak holiday periods, the high market demand means he can sell 140,000 roses in a single day.

    The flower industry has ignited a wave of prosperity that extends far beyond itself.

    “We have a thriving market centered on the flower industry. We have established cooperation with 49 logistics enterprises, nearly 12,000 brands, over 10,000 flower brokers, 350,000 flower wholesale markets and florist shops across the country,” said Qian Chongjun, the executive president of Yunnan Dounan Flower Industry Group.

    As the flower industry flourishes, a ripple effect is transforming the surrounding areas of Dounan. The blossoming logistics, financial services and tourism sectors are all contributing to a vibrant economic boom in the region.

    To Yang, the industry brings a palpable sense of happiness and fulfillment, bringing him a comfortable income while providing a service to thousands of customers seeking flowers to adorn their homes or as a romantic gift.

    “My life has taken a significant step forward thanks to the flowers,” he said, adding that he has recently invested in a new refrigerated truck and hired a driver as the volume of business continues to grow.
