    The European Parliament,

     having regard to the Commission delegated regulation (C(2025)03819),

    – having regard to the Commission’s letter of 6 June 2025 asking Parliament to declare that it will raise no objections to the delegated regulation,

    – having regard to the letter from the Committee on International Trade to the Chair of the Conference of Committee Chairs of 25 June 2025,

    – having regard to Article 290 of the Treaty on the Functioning of the European Union,

    – having regard to Council Regulation (EC) No 2173/2005 of 20 December 2005 on the establishment of a FLEGT licensing scheme for imports of timber into the European Community[1], and in particular Article 10(1) and (3) and Article 11a(5) thereof,

    – having regard to Commission Delegated Regulation (EU) 2025/530[2],

    – having regard to Rule 114(6) of its Rules of Procedure,

    – having regard to the recommendation for a decision of the Committee on International Trade,

    A. whereas Commission Delegated Regulation (EU) 2025/530 includes the Republic of Ghana and its Timber Industry Development Division in the list in Annex I to Regulation (EC) No 2173/2005, and the list of products covered by the Forest Law Enforcement, Governance and Trade (FLEGT) licensing scheme in Annex III to that Regulation; whereas the trade in timber between the Union and Ghana is regulated by Voluntary Partnership Agreement between the European Community and the Republic of Ghana on forest law enforcement, governance and trade in timber products into the Community (Agreement)[3]; whereas Delegated Regulation (EU) 2025/530 is to apply from 8 July 2025;

    B. whereas preparations for issuing FLEGT licences are taking longer than expected and Ghana will start issuing FLEGT licences on 30 June 2025 at the earliest; whereas shipments from Ghana take between two and eight weeks to reach the Union, causing a risk that shipments leaving Ghana before 30 June 2025 but reaching the Union after 8 July 2025 will not be accompanied by a FLEGT licence and will thus not be able to enter the Union;

    C. whereas there is a significant risk that timber shipments arriving in the Union as from 8 July 2025 may not be covered by a FLEGT licence as they may have been shipped before Ghana starts issuing FLEGT licences; whereas this could generate trade disruption, undermine the credibility of the Agreement as a trade facilitating instrument and have a negative impact on economic operators both in Ghana and in the Union;

    D. whereas the date from which Delegated Regulation (EU) 2025/530 applies should be adapted, in order to allow sufficient time for shipments leaving Ghana before 30 June 2025 to reach the Union without the obligation to be covered by a FLEGT licence;

    E. whereas Delegated Regulation (EU) 2025/530 should therefore be amended accordingly;

    1. Declares that it has no objections to the delegated regulation;

    2. Instructs its President to forward this decision to the Council and the Commission.

    Moscow, July 2 (Xinhua) — The first five Russian light multi-role aircraft “Baikal” will be delivered to the Aurora airline at the end of 2026, Russian Minister of Industry and Trade Anton Alikhanov said in the Federation Council of the Russian Federation on Wednesday.

    The aircraft was developed by Baikal-Engineering under a contract with the ministry. It is a nine-seat aircraft, which is being created for regional airlines to replace the An-2 aircraft. The first test flight of Baikal took place in January 2022.

    The aircraft design uses a new Russian-made VK-800 engine. According to A. Alikhanov, its certification will take place this year. –0–

    The Nigerian authorities have implemented major reforms over the past two years which have improved macroeconomic stability and enhanced resilience. The authorities have removed costly fuel subsidies, stopped monetary financing of the fiscal deficit and improved the functioning of the foreign exchange market. Investor confidence has strengthened, helping Nigeria successfully tap the Eurobond market and leading to a resumption of portfolio inflows. At the same time, poverty and food insecurity have risen, and the government is now focused on raising growth.

    Growth accelerated to 3.4 percent in 2024, driven mainly by increased hydrocarbon output and vibrant services sector. Agriculture remained subdued, owing to security challenges and sliding productivity. Real GDP is expected to expand by 3.4 percent in 2025, supported by the new domestic refinery, higher oil production and robust services. Against a complex and uncertain external environment, medium-term growth is projected to hover around 3½ percent, supported by domestic reform gains.

    Gross and net international reserves increased in 2024, with a strong current account surplus and improved portfolio inflows. Reforms to the fx market and foreign exchange interventions have brought stability to the naira.

    Naira stabilization and improvements in food production brought inflation to 23.7 percent year-on-year in April 2025 from 31 percent annual average in 2024 in the backcasted rebased CPI index released by the Nigerian Bureau of Statistics. Inflation should decline further in the medium-term with continued tight macroeconomic policies and a projected easing of retail fuel prices.

    Fiscal performance improved in 2024. Revenues benefited from naira depreciation, enhanced revenue administration and higher grants, which more-than-offset rising interest and overheads spending.

    Downside risks have increased with heightened global uncertainty. A further decline in oil prices or increase in financing costs would adversely affect growth, fiscal and external positions, undermine financial stability and exacerbate exchange rate pressures. A deterioration of security could impact growth and food insecurity.

    Executive Board Assessment (2)

    Executive Directors agreed with the thrust of the staff appraisal. They commended the authorities on the successful implementation of significant reforms during the past two years and welcomed the associated gains in macroeconomic stability and resilience. As these gains have yet to benefit all Nigerians, and with heightened economic uncertainty and significant downside risks, Directors emphasized the importance of agile policy making to safeguard and enhance macroeconomic stability, creating enabling conditions to boost growth, and reducing poverty.

    Directors agreed that the Central Bank of Nigeria is appropriately maintaining a tight monetary policy stance, which should continue until disinflation becomes entrenched. They welcomed the discontinuation of deficit monetization and ongoing efforts to strengthen central bank governance to set the institutional foundation for inflation targeting. Directors also welcomed steps taken by the authorities to build reserves and support market confidence and praised reforms to the foreign exchange market that supported price discovery and liquidity. They called for implementation of a robust foreign exchange intervention framework focused on containing excess volatility, stressing that the exchange rate is an important shock absorber. Directors also agreed with staff’s call to phase out existing capital flow management measures in a properly timed and sequenced manner.

    Directors called for a neutral fiscal stance to safeguard macroeconomic stabilization with priority given to investments that enhance growth. Directors also called for accelerating the delivery of cash transfers to assist the poor. They commended the authorities on advancing the tax reform bill, an important step towards enhancing revenue mobilization and creating fiscal space for development spending, while preserving debt sustainability.

    Directors recognized actions to strengthen the banking system, including the ongoing process of increasing banks’ minimum capital. They welcomed the authorities’ efforts to boost financial inclusion and promote capital market development, while emphasizing the importance of moving to a robust risk‑based supervision for mortgage and consumer lending schemes as well as the fintech and crypto sectors. Directors welcomed progress made in strengthening the AML/CFT framework and stressed the importance of resolving remaining weaknesses to exit the FATF grey list.

    To lift Nigeria’s growth outlook, improve food security, and reduce fragility, Directors highlighted the importance of tackling security, red tape, agricultural productivity, infrastructure gaps, including boosting electricity supply, as well as improved health and education spending, and making the economy more resilient to climate events. They noted that addressing structural impediments to private credit extension is also needed to support growth. Directors welcomed the IMF’s capacity development to support authorities’ reform efforts and agreed that enhancing data quality is critical for sound, data‑driven policymaking.

  • MIL-OSI Africa: Ghana and India: Narendra Modi’s visit rekindles historical ties

    Narendra Modi’s trip to Ghana in July 2025, part of a five-nation visit, is the first by an Indian prime minister in over 30 years. The two countries’ relationship goes back more than half a century to when India helped the newly independent Ghana set up its intelligence agencies. Ghana is also home to several large Indian-owned manufacturing and trading companies. International relations scholar Pius Siakwah unpacks the context of the visit.

    What is the background to Ghana and India’s relationship?

    It can be traced to links between Kwame Nkrumah, Ghana’s first president, and his Indian counterpart, Prime Minister Jawaharlal Nehru, in 1957. It is not surprising that the Indian High Commission is located near the seat of the Ghana government, Jubilee House.

    Nkrumah and Nehru were co-founders of the Non-Aligned Movement, a group of states not formally aligned with major power blocs during the cold war. Its principles focused on respect for sovereignty, neutrality, non-interference, and peaceful dispute resolution. It was also a strong voice against the neo-colonial ambitions of some of the large powers.

    The movement emerged in the wave of decolonisation after the second world war. It held its first conference in 1961 under the leadership of Josip Bros Tito (Yugoslavia), Gamal Abdel Nasser (Egypt) and Sukarno (Indonesia) as well as Nehru and Nkrumah.

    The relationship between Ghana and India seemingly went into decline after the overthrow of Nkrumah in 1966, coinciding with the decline of Indian presence in global geopolitics.

    In 2002, President John Kufuor re-energised India-Ghana relations. This led to the Indian government’s financial support in the construction of Ghana’s seat of government in 2008.

    Though the concept of the Non-Aligned Movement has faded this century, its principles have crystallised into south-south cooperation. This is the exchange of knowledge, skills, resources and technologies among regions in the developing world.

    South-south cooperation has fuelled India-Ghana relations. Modi’s diplomatic efforts since 2014 have sought to relaunch India’s presence in Africa.

    In recent times, India has engaged Africa through the India–Africa Forum Summit. The first summit was held in 2008 in New Delhi with 14 countries from Africa. The largest one was held in 2015, while the fourth was postponed in 2020 due to COVID-19. The summit has led to 50,000 scholarships, a focus on renewable energy through the International Solar Alliance and an expansion of the Pan-African e-Network to bridge healthcare and educational gaps. Development projects are financed through India’s EXIM Bank.

    India is now one of Ghana’s major trading partners, importing primary products like minerals, while exporting manufactured products such as pharmaceuticals, transport and agricultural machinery. The Ghana-India Trade Advisory Chamber was established in 2018 for socio-economic exchange.

    Modi’s visit supports the strengthening of economic and defence ties.

    The bilateral trade between India and Ghana moved from US$1 billion in 2011-12 to US$4.5 billion in 2018-19. It then dipped to US$2.2 billion in 2020-21 due to COVID. By 2023, bilateral trade amounted to around US$3.3 billion, making India the third-largest export and import partner behind China and Switzerland.

    Indian companies have invested in over 700 projects in Ghana. These include B5 Plus, a leading iron and steel manufacturer, and Melcom, Ghana’s largest supermarket chain.

    India is also one of the leading sources of foreign direct investment to Ghana. Indian companies had invested over US$2 billion in Ghana by 2021, according to the Ghana Investment Promotion Center.

    What are the key areas of interest?

    The key areas of collaboration are economic, particularly:

    • energy

    • infrastructure (for example, construction of the Tema to Mpakadan railway line)

    • defence

    • technology

    • pharmaceuticals

    • agriculture (agro-processing, mechanisation and irrigation systems)

    • industrial (light manufacturing).

    What’s the bigger picture?

    Modi’s visit is part of a broader visit to strengthen bilateral ties and a follow-up to the Brics Summit, July 2025 in Brazil. Thus, whereas South Africa is often seen as the gateway to Africa, Ghana is becoming the opening to west Africa.

    Modi’s visit can be viewed in several ways.

    First, India as a neo-colonialist. Some commentators see India’s presence as just a continuation of exploitative relations. This manifests in financial and agricultural exploitation and land grabbing.

    Second, India as smart influencer. This is where the country adopts a low profile but benefits from soft power, linguistic, cultural and historical advantages, and good relationships at various societal and governmental levels.

    Third, India as a perennial underdog. India has less funds, underdeveloped communications, limited diplomatic capacity, little soft power advantage, and an underwhelming media presence compared to China. China is able to project its power in Africa through project financing and loans, visible diplomatic presence with visits and media coverage in Ghana. Some of the coverage of Chinese activities in Ghana is negative – illegal mining (galamsey) is an example. India benefits from limited negative media presence but its contributions in areas of pharmaceuticals and infrastructure don’t get attention.

    Modi will want his visit to build on ideas of south-south cooperation, soft power and smart operating. He’ll want to refute notions that India is a perennial underdog or a neo-colonialist in a new scramble for Africa.

    In 2025, Ghana has to navigate a complex geopolitical space.

  • MIL-OSI Canada: Nova Scotia Earns Top Grade for Removing Barriers for Businesses

    Nova Scotia has earned the highest score from the Canadian Federation of Independent Business (CFIB), leading the other provinces and territories on removing internal trade barriers and mutually recognizing the goods, services and registered workers of reciprocating regions.

    The Province received the overall top score of 9.4 (A grade) in CFIB’s annual interprovincial co-operation report card, up from a C the previous year.

    “I’m thrilled Nova Scotia is being recognized for making things better for businesses and workers, and I hope it continues to encourage other provinces and territories to join us and make free trade a reality, nationwide,” said Premier Tim Houston. “I won’t stop working in the best interests of hard-working Nova Scotians, and this government will continue to push to advance mutual recognition policies, cut red tape and make it easier for businesses and people to thrive in Nova Scotia.”

    CFIB’s report credits Nova Scotia’s Free Trade and Labour Mobility within Canada Act for sparking a wave of action from other governments, including the federal government, Prince Edward Island, Ontario, Manitoba, British Columbia and Quebec, which will improve the flow of goods and services.

    • The Free Trade and Mobility within Canada Act automatically recognizes goods, services and certified workers from other parts of Canada. Nova Scotia also played a lead role in the creation of the Atlantic Physicians Registry, is participating in the mutual recognition pilot project for the transportation sector and working toward a mutual recognition agreement on consumer goods through the Committee on Internal Trade.

    • Effective today, July 2, the Nova Scotia Apprenticeship Agency will automatically recognize all provincial certifications for the Red Seal skilled trades from Alberta and Quebec. Workers from those provinces who hold provincial certifications without a Red Seal endorsement can now work in Nova Scotia without any further applications or approvals.

    • Nova Scotia was among the first to implement interprovincial direct-to-consumer sales for alcoholic beverages, which took effect June 26.

    • In terms of labour mobility, in 2023, 71 per cent of regulatory bodies issued a decision for interprovincial applicants in good standing within five days and 81 per cent issued a decision within 10 days.

    • Nova Scotia recently announced new regulations that allow more types of commercial trucks and other passenger vehicles to enter and operate in the province, supporting the movement of goods and services across the country.

    • The Province has announced its intentions to amend the Nova Scotia Building Code Regulations to remove Nova Scotia-specific requirements for off-site construction.

  • MIL-OSI Russia: IMF Staff Completes 2025 Article IV Mission with Nigeria

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded the Article IV Consultation with Nigeria.1

    The Nigerian authorities have implemented major reforms over the past two years which have improved macroeconomic stability and enhanced resilience. The authorities have removed costly fuel subsidies, stopped monetary financing of the fiscal deficit and improved the functioning of the foreign exchange market. Investor confidence has strengthened, helping Nigeria successfully tap the Eurobond market and leading to a resumption of portfolio inflows. At the same time, poverty and food insecurity have risen, and the government is now focused on raising growth.

    Growth accelerated to 3.4 percent in 2024, driven mainly by increased hydrocarbon output and vibrant services sector. Agriculture remained subdued, owing to security challenges and sliding productivity. Real GDP is expected to expand by 3.4 percent in 2025, supported by the new domestic refinery, higher oil production and robust services. Against a complex and uncertain external environment, medium-term growth is projected to hover around 3½ percent, supported by domestic reform gains.

    Gross and net international reserves increased in 2024, with a strong current account surplus and improved portfolio inflows. Reforms to the fx market and foreign exchange interventions have brought stability to the naira.

    Naira stabilization and improvements in food production brought inflation to 23.7 percent year-on-year in April 2025 from 31 percent annual average in 2024 in the backcasted rebased CPI index released by the Nigerian Bureau of Statistics. Inflation should decline further in the medium-term with continued tight macroeconomic policies and a projected easing of retail fuel prices.

    Fiscal performance improved in 2024. Revenues benefited from naira depreciation, enhanced revenue administration and higher grants, which more-than-offset rising interest and overheads spending.

    Downside risks have increased with heightened global uncertainty. A further decline in oil prices or increase in financing costs would adversely affect growth, fiscal and external positions, undermine financial stability and exacerbate exchange rate pressures. A deterioration of security could impact growth and food insecurity.

    Executive Board Assessment2

    Executive Directors agreed with the thrust of the staff appraisal. They commended the authorities on the successful implementation of significant reforms during the past two years and welcomed the associated gains in macroeconomic stability and resilience. As these gains have yet to benefit all Nigerians, and with heightened economic uncertainty and significant downside risks, Directors emphasized the importance of agile policy making to safeguard and enhance macroeconomic stability, creating enabling conditions to boost growth, and reducing poverty.

    Directors agreed that the Central Bank of Nigeria is appropriately maintaining a tight monetary policy stance, which should continue until disinflation becomes entrenched. They welcomed the discontinuation of deficit monetization and ongoing efforts to strengthen central bank governance to set the institutional foundation for inflation targeting. Directors also welcomed steps taken by the authorities to build reserves and support market confidence and praised reforms to the foreign exchange market that supported price discovery and liquidity. They called for implementation of a robust foreign exchange intervention framework focused on containing excess volatility, stressing that the exchange rate is an important shock absorber. Directors also agreed with staff’s call to phase out existing capital flow management measures in a properly timed and sequenced manner.

    Directors called for a neutral fiscal stance to safeguard macroeconomic stabilization with priority given to investments that enhance growth. Directors also called for accelerating the delivery of cash transfers to assist the poor. They commended the authorities on advancing the tax reform bill, an important step towards enhancing revenue mobilization and creating fiscal space for development spending, while preserving debt sustainability.

    Directors recognized actions to strengthen the banking system, including the ongoing process of increasing banks’ minimum capital. They welcomed the authorities’ efforts to boost financial inclusion and promote capital market development, while emphasizing the importance of moving to a robust risk‑based supervision for mortgage and consumer lending schemes as well as the fintech and crypto sectors. Directors welcomed progress made in strengthening the AML/CFT framework and stressed the importance of resolving remaining weaknesses to exit the FATF grey list.

    To lift Nigeria’s growth outlook, improve food security, and reduce fragility, Directors highlighted the importance of tackling security, red tape, agricultural productivity, infrastructure gaps, including boosting electricity supply, as well as improved health and education spending, and making the economy more resilient to climate events. They noted that addressing structural impediments to private credit extension is also needed to support growth. Directors welcomed the IMF’s capacity development to support authorities’ reform efforts and agreed that enhancing data quality is critical for sound, data‑driven policymaking.

    The United Kingdom has significantly reinforced its commitment to boosting Ethiopia’s economic landscape, with Baroness Jane Ramsey of Wall Health, the UK Prime Minister’s Trade Envoy to Ethiopia, leading a crucial meeting with H.E. Semereta Sewasew, State Minister at the Ministry of Finance. As one of only 32 global Trade Envoys, Baroness Ramsey expressed her profound honor in her role and her eagerness to cultivate strong ties with Ethiopian partners and investors. The UK is keen to help Ethiopia expand and grow business and investment, aligning its support for Ethiopia’s economic reform efforts with both multilateral and bilateral development initiatives.

    Discussions during the meeting centered on Ethiopia’s evolving business environment, with Baroness Ramsey acknowledging notable improvements in the investment climate. H.E. The agro-industry sector also features prominently in the UK’s investment plans. A notable example is a $300 million project focused on advancing crop production for dairy processing. The discussion highlighted that this initiative is currently assessing its environmental and social impacts and will begin with the development of processing plants in its pre-production phase. The UK is actively investing in this sector, aiming to boost agricultural productivity and add value through processing.

    Mining remains another key area, with gold mining specifically identified as a significant sector. This reaffirms the UK’s ongoing commitment to investing and collaborating within Ethiopia’s mining industry. In financial services, the UK expressed strong enthusiasm about engaging with Ethiopia’s newly opened financial sector. Emphasizing the importance of a competitive regulatory framework, particularly within banking, the UK sees great potential for growth and modernization.

    The International Islamic Trade Finance Corporation (ITFC) (www.ITFC-idb.org), a member of the Islamic Development Bank (IsDB) Group, has been recognized with a GTR (Global Trade Review) Best Deals of 2025 for its innovative US$150 million Murabaha financing facility, to support Türkiye’s post-earthquake economic recovery.

    Executed in close partnership with the Ministry of Treasury and Finance of the Republic of Türkiye, the Industrial Development Bank of Türkiye (TSKB), and the Development and Investment Bank of Türkiye (TKYB), this landmark Shariah-compliant financing was the first Islamic trade finance facility designed for post-disaster recovery.

  • MIL-OSI USA: Despite Ad Bans, Young Children Frequently See Junk Food Promotions on YouTube and YouTube Kids

    There’s a new star in your child’s favorite YouTube videos: junk food. 

    Messages promoting candy, sugar-sweetened drinks, fast food, and sweet or salty snacks brands frequently appear during videos viewed by 3- to -8-year-olds on YouTube and YouTube Kids, according to a new paper from researchers at the UConn Rudd Center for Food Policy and Health.  

    This is the first study to measure young (ages 3 to 8) children’s actual exposure to food brands while watching YouTube or YouTube Kids videos of their own choice on their own mobile devices. To mimic their typical video viewing habits, 101 children used their own mobile devices to watch videos on the YouTube platform of their choice, YouTube or YouTube Kids, for 30 minutes in their own homes. 

    The study’s findings, published in the Journal of the Academy of Nutrition and Dietetics, found that 75% of 6- to 8-year-olds and 36% of 3- to 5-year-olds viewed promotions for unhealthy food and beverage brands, averaging 7 such messages during 30 minutes of video watching. Moreover, some 6- to 8-year-olds saw alcohol ads while watching YouTube videos.  

    The majority of food brand appearances (73%) promoted candy, sugar-sweetened drinks, fast food or other restaurants, and sweet or salty snacks. Healthy products (including water, plain milk, 100% juice) made up just 3% of appearances. Food and beverage brands appeared more often when children watched YouTube (60%) compared to YouTube Kids (36%). 

    “More than half of food brands in these videos came from companies that participate in the Children’s Food and Beverage Advertising Initiative, a U.S. food industry self-regulatory program,” says Jennifer Harris, Ph.D., Senior Research Advisor at the Rudd Center. “Despite these companies’ pledges to only advertise healthier choices to children, child-influencers frequently promoted their brands, including candy, sugary drinks and sweet and salty snacks.” 

    Children viewed food brand promotions while watching YouTube videos during video previews (i.e., thumbnails), accounting for 23% of brand appearances, and ads, accounting for 17%. However, more than 60% of food brand appearances were embedded within the video content. Lifestyle videos, primarily influencer videos, contributed 77% of these appearances and most (71%) showed the influencer or another character consuming or preparing to consume the product.

    The FTC has called on companies and social media influencers to discontinue these common stealth marketing practices that blur the line between entertainment and advertising, especially when aimed at young children. 

    “Very young children are being bombarded with unhealthy product promotion on YouTube and YouTube Kids, frequently embedded in their favorite videos as props or part of the storyline, which disguises persuasive intent,” says Frances Fleming-Milici, Ph.D., the study’s lead author and Director of Marketing Initiatives at the Rudd Center. “As children as young as age 3 spend more and more time on these platforms, policies must be enacted to protect them from this stealth marketing of products that harm their health.”  

    Currently, Google, YouTube’s parent company, bans food and beverage advertising on YouTube Kids and during “made-for-kids” videos (a subset of videos designated for children under age 13). However, over one-third of 3- to 8-year-olds who watched YouTube Kids, a channel specifically created for children, viewed food brand appearances embedded in videos and thumbnail images. Moreover, brand appearances in “made-for-kids” videos on the main YouTube platform contributed most of 3- to- 5-year-olds’ total branded food exposures. Therefore, watching YouTube Kids or “made-for-kids” videos does not protect children from exposure to stealth marketing promoting unhealthy food brands.

    In addition, not one video embedded with a food or beverage brand disclosed food company-sponsored content, as required by the U.S. Federal Trade Commission.

  • MIL-OSI Africa: Building local value through skills development at the Learning and Knowledge Development Facility (LKDF) Forum 2025

    The United Nations Industrial Development Organization (UNIDO), through its Learning and Knowledge Development Facility (LKDF) and with the support of the Swedish International Development Cooperation Agency (Sida), convened the LKDF Forum 2025 under the theme “Skills Development and Local Value Addition: Ensuring Sustainable Growth in Global Supply Chains.” The Forum took place both online and in-person at the World of Volvo in Gothenburg, Sweden. 

    Achieving sustainable, ethical supply chains requires transforming industrial processes, business relations, and workforce skills, with local value addition key to reducing dependency on external inputs and boosting resilience. For emerging markets, building local capabilities diversifies economies and creates jobs; for multinationals, localizing supply chains offers market growth, risk mitigation, and regulatory compliance. UNIDO’s Director General Gerd Müller opened the event by calling for greater investment in skills for responsible, future-oriented supply chains, declaring “To build competitive and resilient supply chains with more local value addition, more high value manufacturing and services, more market access, [and] more prosperity, skills development is absolutely key.” 

    Maria Tegborg, Acting Head of the Global Department of Sida, echoed this message, underscoring the role of technical and vocational education and training (TVET) in bridging skills gaps and improving economic outcomes, stating “we must continue to invest in skills development to ensure that supply chains operate responsibly.”

    The Forum highlighted how localizing skills and competencies across value chains—particularly in manufacturing, energy, healthcare, and industrial processing—is key to enabling multinational corporations and developing countries to thrive.   

    UNIDO’s Virpi Stucki stressed the need for systemic approaches to workforce development, explaining that strong policy frameworks and transparent supply chains must support sustainable value addition. “When combined with strong policy direction and stakeholder engagement along the way, developing the labour force can be a continuing input into national benefit,” she noted.    

    Anchoring programs in local priorities and ambitions was also a recurring theme. Enabel’s Charlotte Vanstallen stressed, “It all starts, I think, with the local objective and the local focus and the [local] ambition… it cannot be mentioned enough.” Participants agreed that without a strong local perspective, initiatives risk being ineffective or unsustainable. Early engagement of local stakeholders and tailoring programs to community needs make efforts more demand-driven, effective, scalable, and foster stronger ownership and lasting impact. 

    The discussion recognized  the importance of soft skills, sustainability literacy, ESG compliance, and attention to the informal economy, which still represents the majority of employment in many parts of the world. In this context, Caterina Occhio, Economic Inclusion and ESG Advisor at UNIDO, emphasized the power of social procurement models to professionalize informal labour, raise compliance standards, and promote living wages—contributing to what she described as a “culture shift” for sustainable sourcing. 

    The Forum underscored the need for strong cross-sectoral partnerships to close the skills gap across supply chains. UNIDO’s Public-Private Development Partnerships (PPDP) were highlighted as an effective model for aligning vocational training and education with industry demands. By leveraging the strengths of both sectors, these partnerships foster targeted training programs that integrate technical skills with sustainability practices.

  • MIL-OSI United Kingdom: Trading standards warn of unsafe counterfeit Labubu toys

    Trading standards officers are today warning consumers and businesses following the seizure of counterfeit and potentially dangerous versions of the collectible Labubu doll toys from shops in Aberdeen.

    The Labubu brand toys were examined and identified to have loose parts which could pose a choking hazard to young children and do not have the required safety labelling including a supplier in the UK or EU.

    Trading standards manager Graeme Paton said: “Following the discovery of counterfeit toys, we want to alert consumers and particularly parents to be extra vigilant.

    “These counterfeit toys can seem like a bargain compared with trying to source the genuine toy, especially when they are a much-sought-after item, but they are potentially dangerous.

    “Counterfeit toys can potentially pose significant dangers to young children such as chemical exposure and choking hazards. These products routinely lack proper safety testing and we encourage anyone concerned about the safety of toys they’ve purchased to get in touch with us via Consumer Advice Scotland.”

    The council’s trading standards team, which seized the counterfeit Labubu toys from four premises across the city, is constantly on the lookout for products which contravene safety legislation. In the case of these counterfeit toys, they could pose serious dangers for children.

    Trading standards provides the following advice to consumers to ensure they purchase safe products:

    •    Check the toys packaging carefully. There should be a CE or UKCA mark and the name and address of the supplier in the UK or EU to show that the product complies with safety regulations. Most toys will have warnings and instructions to ensure their safe use; 
    •    Only buy from reputable sellers. This makes it easier to return goods if a problem develops;

    • Timor-Leste’s growth is expected to remain robust at 3.9 percent in 2025, supported by fiscal expansion and strong credit growth. Inflation has fallen sharply but is expected to increase moderately in the remainder of 2025.
    • To support growth and macroeconomic stability, Timor-Leste’s substantial savings in the Petroleum Fund should be spent better and more prudently. This would deliver higher living standards and preserve fiscal sustainability.

    Washington, DC – July 2, 2025: An International Monetary Fund (IMF) team led by Mr. Yan Carrière-Swallow visited Dili during June 19-July 2 to conduct discussions for the 2025 Article IV consultation with Timor-Leste. At the conclusion of the discussions, Mr. Carrière-Swallow issued the following statement:

    “Timor-Leste’s financial buffers and favorable demographics provide an opportunity to develop its economy. Despite impressive progress since independence, the economy remains under-diversified, and fiscal and external imbalances are large. We welcome Timor-Leste’s efforts for greater economic integration in the global and regional economies through World Trade Organization (WTO) membership and prospective ASEAN accession, which will boost growth and is providing a positive impulse to the government’s reform agenda.

    “Growth is expected to remain robust at 3.9 percent in 2025, supported by fiscal expansion and strong credit growth, and to moderate to 3.3 percent in 2026. Inflation, which had fallen sharply last year as global food and energy prices declined but is expected to increase moderately as global food prices rise. Inflation is expected to average 0.9 percent in 2025 and to rise to 1.8 percent in 2026. Risks to the outlook are balanced.

    “The 2026 budget should prioritize high-quality spending on physical and human capital, including health and education, while containing recurrent expenditure. The government is rightly focused on identifying measures to contain the public sector wage bill, which has grown sharply in recent years, and on implementing a Value Added Tax by January 2027.

    “Absent further reforms, deficits are projected to remain large over the medium term, which would lead to a full depletion of the Petroleum Fund by the end of the 2030s. We recommend a 10-year reform agenda of structural and fiscal reforms, allowing the Timorese government to support private sector development while gradually reducing fiscal deficits to preserve debt sustainability. For 2026, our proposed reforms would be consistent with an expenditure envelope of around US$1.85 billion for central government.

    “We welcome continued progress in the government’s financial sector reforms—including an insolvency framework, a secure transactions law, development of corporate accounting standards, and a new law on banking activities—whose implementation would support private sector development. We also recommend accelerating the issuance of land titles and establishing a national digital ID system, which are crucial reforms to boost access to credit, diversify the private sector, and improve the efficiency of public spending.

    “The team had fruitful discussions with Minister of Finance Santina Cardoso, Central Bank Governor Hélder Lopes, other senior officials, the private sector, civil society, and development partners.     As Commonwealth nations, the Republic of Kenya and the United Kingdom of Great Britain and Northern Ireland enjoy a deep and vibrant relationship, rooted in our shared history, shared values and set apart by the exceptional talents of our people.

    The new Kenya-UK Strategic Partnership 2025-2030 will provide a comprehensive framework to progress our shared objectives, strengthening the bilateral relationship and delivering growth for both our countries.

Railway City is worth up to £150 million (Kshs.26billion) with the potential for 10,000 direct and indirect jobs in Kenya. Procurement for construction of the first phase of the project has now launched with opportunities ranging from commercial real estate and hospitality to tech innovation and student housing.

    Both countries have agreed to explore a new Digital Trading Agreement and to aim to double trade by 2030 in areas like financial services, digital and technology, and defence and security.

    The Kenya and UK governments will further their global leadership on climate and nature through the Partnership, mobilising at least £200 million (Kshs.35billion) for Kenyan climate adaptation, keeping the 1.5 C temperature goal in reach and unlocking green energy transitions and nature-based solutions.

    Under science and technology, the Strategic Partnership will harness the potential of science, research, innovation and technology partnerships, including on Artificial Intelligence (AI) and emerging technologies, to drive inclusive growth, job creation and sustainable development.

    Finally, this new strategic partnership will strengthen our joint response to regional terrorism, illicit finance, cyber attacks and organised crime, keeping our people safe.

    Through the UK-Kenya Security Compact, which we signed today, both countries will prioritise efforts to reduce irregular migration, and support regional stability.     The International Islamic Trade Finance Corporation (ITFC) (www.ITFC-idb.org), a member of the Islamic Development Bank (IsDB) Group, has been recognized with a GTR (Global Trade Review) Best Deals of 2024 for its innovative US$150 million Murabaha financing facility, to support Türkiye’s post-earthquake economic recovery.

    Executed in close partnership with the Ministry of Treasury and Finance of the Republic of Türkiye, the Industrial Development Bank of Türkiye (TSKB), and the Development and Investment Bank of Türkiye (TKYB), this landmark Shariah-compliant financing was the first Islamic trade finance facility designed for post-disaster recovery.

    The financing was developed in response to the devastating earthquakes that struck Türkiye in February 2023, resulting in an estimated US$100 billion in damages and disrupting over 220,000 businesses. The facility delivered working capital support and laid the foundation for sustainable economic revival in key sectors including food security, agriculture, and trade.

    Commenting on the award, Nazeem Noordali, Chief Operating Officer, ITFC highlighted, “This award is a testament to our continued commitment to support trade-driven resilience. By partnering with Türkiye’s public sector and key development banks, we have introduced an Islamic finance solution that strengthens recovery and supports long-term trade sustainability.”

    The project has also accelerated the adoption of Islamic trade finance solutions in Türkiye’s public sector. TSKB and TKYB utilized the opportunity to develop new Shariah-compliant frameworks with strategic impact across other sectors like renewable energy, climate resilience, employment and inclusive development. It also opened new avenues for Islamic financing in Türkiye’s public sector, paving the way for future Murabaha based financing from international players.

    In a major step towards expanding social security coverage, the Employees’ State Insurance Corporation (ESIC) launched SPREE 2025 (Scheme for Promotion of Registration of Employers and Employees) on Wednesday. The initiative was approved during ESIC’s 196th Corporation Meeting held in Shimla under the chairmanship of Union Labour and Employment Minister Mansukh Mandaviya.

    SPREE 2025 will be implemented from July 1 to December 31, 2025, and offers a one-time opportunity for unregistered employers and workers—including contractual and temporary staff—to enrol under the Employees’ State Insurance (ESI) scheme without facing penalties or retrospective inspections.

    Under the scheme, employers can register digitally through the ESIC portal, Shram Suvidha portal, and the Ministry of Corporate Affairs (MCA) portal, with registration deemed valid from the date declared by the employer. Importantly, no contribution or benefits will be claimed for the period prior to registration, and no inspections or demands will be made for past dues, encouraging voluntary compliance.

    By removing legal and procedural hurdles, SPREE 2025 aims to bring more employers and employees, especially those in informal and contract sectors, under the ESI umbrella. The scheme is part of ESIC’s broader effort to build a more inclusive and welfare-oriented labour ecosystem in India, ensuring access to essential health and social security benefits for a wider section of the workforce.

    Index Overview. The Nasdaq 100 Index is a benchmark index that includes 100 of the largest non-financial companies listed on the Nasdaq Stock Market, based on market capitalization.

    Index Level Appreciation Risk. As part of the Fund’s synthetic covered put strategy, the Fund purchases and sells call and put option contracts that are based on the Index level. This strategy subjects the Fund to certain of the same risks as if it shorted the Index, even though it does not. By virtue of the Fund’s indirect inverse exposure to changes in the Index level, the Fund is subject to the risk that the Index level increases. If the Index level increases, the Fund will likely lose value and, as a result, the Fund may suffer significant losses. The Fund may also be subject to the following risks: innovation and technological advancement; strong market presence of Index constituent companies; adaptability to global market trends; and resilience and recovery potential.

    Index Level Participation Risk. The Fund employs an investment strategy that includes the sale of put option contracts, which limits the degree to which the Fund will benefit from decreases in the Index level experienced over the Put Period. This means that if the Index level experiences a decrease in value below the strike level of the sold put options during a Put Period, the Fund will likely not experience that increase to the same extent and any Fund gains may significantly differ from the level of the Index losses over the Put Period. Additionally, because the Fund is limited in the degree to which it will participate in decreases in value experienced by the Index level over each Put Period, but has significant negative exposure to any increases in value experienced by the Index level over the Put Period, the NAV of the Fund may decrease over any given period. The Fund’s NAV is dependent on the value of each options portfolio, which is based principally upon the inverse of the performance of the Index level. The Fund’s ability to benefit from the Index level decreases will depend on prevailing market conditions, especially market volatility, at the time the Fund enters into the sold put option contracts and will vary from Put Period to Put Period. The value of the options contracts is affected by changes in the value and dividend rates of component companies that comprise the Index, changes in interest rates, changes in the actual or perceived volatility of the Index and the remaining time to the options’ expiration, as well as trading conditions in the options market. As the Index level changes and time moves towards the expiration of each Put Period, the value of the options contracts, and therefore the Fund’s NAV, will change. However, it is not expected for the Fund’s NAV to directly inversely correlate on a day-to-day basis with the returns of the Index level. The amount of time remaining until the options contract’s expiration date affects the impact that the value of the options contracts has on the Fund’s NAV, which may not be in full effect until the expiration date of the Fund’s options contracts. Therefore, while changes in the Index level will result in changes to the Fund’s NAV, the Fund generally anticipates that the rate of change in the Fund’s NAV will be different than the inverse of the changes experienced by the Index level.
