  • MIL-OSI USA: Chu, Hirono Introduce Bills to Address Mental Health in AANHPI Communities

    Legislation would raise awareness of the importance of mental health and help increase access to culturally-competent mental health care in AANHPI communities 

    WASHINGTON, D.C. – Today, Rep. Judy Chu (CA-28) and U.S. Senator Mazie K. Hirono (D-HI) reintroduced a package of bills focused on mental health awareness for Asian American, Native Hawaiian, and Pacific Islander (AANHPI) communities in observance of May as National Mental Health Awareness Month and AANHPI Heritage Month. The package included a resolution recognizing May 10th as National AANHPI Mental Health Day, as well as the Stop Mental Health Stigma in Our Communities Act of 2025 to increase awareness and access to mental health care throughout the AANHPI community.

    “This AANHPI Heritage Month and Mental Health Awareness Month, I’m honored to join Senator Hirono to reintroduce this legislative package to confront the unique mental health challenges faced by AANHPI communities,” said Rep. Chu. “The AANHPI community is the least likely of any racial or ethnic group to seek out mental health services. This disparity is largely driven by language barriers, taboos around shame, a lack of access to culturally competent care, and insufficient disaggregated data within research. As the only psychologist in Congress, I know how important it is to break down these barriers, challenge harmful misconceptions about seeking help, and ensure every community can access the mental health care they need. Recognizing May 10th as National AANHPI Mental Health Day brings long-overdue attention to the unique challenges our communities face and helps break the silence and stigma that too often surround mental health. But awareness must be matched with action, which is why the Stop Mental Health Stigma in Our Communities Act would invest in culturally and linguistically appropriate outreach, education, and disaggregated data collection, so we can deliver care that truly reflects and serves the full diversity of the AANHPI community.”

Every person deserves access to culturally and linguistically appropriate mental health care, and I’m glad to partner with Representative Chu as we work to invest in mental health resources, combat the stigma surrounding mental health, and ensure that every member of our communities can access the care they need and deserve.” 

    According to data collected by the Substance Abuse and Mental Health Services Administration (SAMHSA), members of the AANHPI community have the lowest rates of mental health service utilization of any racial/ethnic group, with only 35 percent of Asian adults with a mental health problem receiving treatment in 2023. In 2023, an estimated 65 percent of the AANHPI community, who met criteria for a mental health problem, did not receive necessary treatment. And, even though suicide is the eleventh leading cause of death in the United States, it is the leading cause of death for AANHPI youth ages 10 to 24, and they are the only racial or ethnic group in this age category whose leading cause of death is suicide. In Hawaii, the suicide rate is greater than national average and the rate of suicide for Native Hawaiians is nearly double the national rate.

    The National AANHPI Mental Health Day resolution recognizes the importance of mental health to the well-being of AANHPI families and communities and acknowledges the importance of raising awareness around mental health care. It also encourages health agencies to adopt policies to improve utilization of mental health services for the AANHPI community, as well as other marginalized communities.

    Rep. Chu and Senator Hirono also reintroduced the Stop Mental Health Stigma in Our Communities Act of 2025, bicameral legislation to curb mental health stigma and help increase access to mental health care in AANHPI communities. 

    Specifically, the Stop Mental Health Stigma in Our Communities Act would instruct SAMHSA to:

    • Establish a national outreach and education mental health and substance misuse strategy for the AANHPI community by partnering with advocacy and behavioral health organizations that have an established record of serving AANHPI communities; and
    • Conduct research and collect disaggregated data on the state of behavioral health among AANHPI youth and on the shortage of AANHPIs in the behavioral health workforce.

    “The National Asian American Pacific Islander Mental Health Association welcomes the 5th introduction of the National AANHPI Mental Health Day resolution and strongly supports the Stop Mental Health Stigma in Our Communities act,” said Dr. Pata Suyemoto, Executive Director of the National Asian American Pacific Islander Mental Health Association (NAAPIMHA). “This bill is critical as it provides necessary investments to reduce stigma within Asian American Native Hawaiian Pacific Islander (AANHPI) communities. This bill hopefully will improve mental health outcomes through culturally and linguistically relevant services, increased culturally trained workforce, as well as increased research on AANHPI communities.”

  • MIL-OSI China: China, Vietnam open new int’l road transport route

    BEIJING, May 14 — At 10:40 a.m. on Wednesday, convoys carrying electronic components, fresh vegetables, and daily necessities departed simultaneously from Nanning in south China’s Guangxi Zhuang Autonomous Region and Kunming in southwest China’s Yunnan Province, heading for Hanoi, the capital of Vietnam.

    This marks the first time that Chinese freight vehicles operating under the Greater Mekong Sub-region Cross-border Transport Facilitation Agreement (CBTA) will reach Vietnam’s inland regions directly via the newly opened route.

    The route represents a significant enhancement in facilitating international road transport between China and Vietnam, resulting in a notable improvement in transportation efficiency.

    Compared with previous routes, the new corridor saves each truck approximately one day in transport time and reduces costs up to 1,000 yuan (about 138.97 U.S. dollars).

  • MIL-OSI China: Taiwan’s DPP faces widespread criticism for rebranding local ethnic Han people

    Taiwan’s Democratic Progressive Party (DPP) authorities have drawn intense criticism after reclassifying people of the Han ethnic group as the island’s “other” population in its official demographic data.

    The move has been widely condemned as a politically charged attempt to sever cultural and historical ties between Taiwan and the Chinese mainland.

    On the official website of Taiwan’s executive body, descriptions of the island’s demographic groups were quietly rephrased earlier this month to state that Taiwan’s current registered population is composed of 2.6 percent indigenous residents, 1.2 percent immigrants, and 96.2 percent “others.”

    The revision erased explicit recognition of the Han people — Taiwan’s largest ethnic group, which has constituted the island’s majority for centuries.

    Chi Chia-lin, chief of a Taiwan history research association, told Xinhua that the revision exposes the DPP’s ideological push to cut the historical ties between Taiwan and the mainland.

    “This is blatant distortion of objective data,” he said. “It is a betrayal of our history and ancestry.”

    Chen Ching-hui, a lawmaker from the Chinese Kuomintang party (KMT), accused the DPP of waging a “cognitive warfare” campaign.

    “The standard statistical practice is to present the majority first and label the rest as ‘others.’ The DPP’s method is truly bizarre,” Chen said.

    The revision has triggered outrage and ridicule online, with one social media user writing in a sarcastic post, “We are the others now, and soon we will be the spares.”

    In addition to rebranding the Han ethnic group, the DPP authorities also removed a description of people from Minnan, who are descendants of migrants from the south of Fujian Province on the mainland.

    The Taipei-based China Times has noted in an editorial that the DPP authorities are trying their utmost to avoid mentioning that people from Minnan make up the largest portion of Taiwan’s population.

    “The DPP seeks to fabricate a vague and incoherent ‘Taiwan independence’ ideology by distorting historical facts, evading truth, and twisting history,” the article reads.

    The rephrasing of Taiwan’s demographic descriptions follows a series of DPP-led initiatives to downplay the island’s Chinese cultural heritage, including those to dilute Chinese history in school curricula and minimize Han cultural references.

    The United Daily News called these actions a carefully-designed campaign to exclude the Chinese culture in the name of promoting diversity.

  • MIL-Evening Report: Men are shaving off their eyelashes on TikTok. Here’s why that might be a bad idea

    Videos of men removing their eyelashes, by trimming or shaving, have been circulating on social media in recent weeks. This trend is based on the idea short eyelashes look more masculine.

    Hair can tell us a lot about our social and cultural values. As the Canadian sociologist Anthony Synnott says, it can represent embedded ideas about biological sex, such as “opposite sexes have opposite hair” and “head hair and body hair are opposite”.

    But do sex differences have any basis in biology? And what about the health risks of tampering with your lashes?

    If the idea of a buzzing razor coming near your eyes makes you nervous, there’s good reason.

    Does sex determine eyelash length?

    Most warm-blooded animals have eyelashes. Human eyelashes begin to develop in the womb at around seven weeks and by six months they are fully formed.

    Typically, we have 100 to 150 lashes on the upper eyelid that grow in two or three rows. There are half as many eyelashes on the lower lid.

    Eyelash length is usually around one-third of the eye’s width. Lower lashes are shorter (6–8 millimetres) compared to the upper lashes (8–12mm).

    The density, length, thickness and curl of eyelashes are determined by your genetics. But there is no evidence these anatomical differences are linked to sex.

    This means the idea men “naturally” have short eyelashes – and women’s are longer, darker and thicker – is based in culture, not biology.

    Regardless of your sex or gender, eyelashes serve several important functions.

    What are eyelashes for?

    Protection

    Eyelashes provide a barrier against dust, debris, bugs, bacteria and chemicals (such as hairspray and deodorants), stopping them from entering the eyes.

    Tears form a fluid film that covers the eye to keep it lubricated. Eyelashes also prevent air drying out this film.

    From an aerodynamic point of view, medium-length lashes (8mm) are ideal for stopping the eye’s surface from drying out. Very short lashes can expose the surface to air, while very long lashes can channel more air flow towards it.

    Eyelashes also shield our eyes from glare, reducing how much light enters the eye by up to 24%.

    Sensation

    Eyelashes are highly sensitive, so touching the eyelashes triggers a blink reflex that makes the eye shut. This protects it from unwanted materials.

    Blinking also activates the release of tears and distributes them across the eyes’ surface.

    Social interaction

    Eyelashes help us communicate. Blinking slowly can signal attentiveness or flirtation – and eyelashes make this more appealing.

    Wearing mascara or fake eyelashes emphasises the eyelashes and can make the eyes look larger and more expressive.

    Eyelashes form in the womb by six months of pregnancy, and are not linked to male or female sex.

    So, what if you don’t have eyelashes?

    People can lose their eyelashes for various reasons.

    For example, chemotherapy for cancer often results in hair loss – including eyelashes – as does alopecia, an autoimmune condition which causes the body to attack its own hair follicles.

    Some people also pull out their eyelashes when they are anxious or stressed.

    If you can’t stop this behaviour, and your eyelash loss is noticeable and affects day-to-day life, you may have a condition called trichotillomania.

    The compulsion to cut or shave hair (rather than pull it out) is known as trichotemnomania.

    No matter how hair is lost, without eyelashes you will likely feel greater discomfort. More foreign particles can enter the eye – exposing you to greater risk of infection – and you will blink more to try to wash them away.

    More air on the eyes’ surface can also make them feel dry and irritated.

    Is removing eyelashes risky?

    Putting sharp blades near your eyes means if you are bumped, slip, or even blink, you risk injury to the eyelid or cornea (the clear, dome-shaped covering at the front of your eyeball).

    Anything that goes near your eye should be very clean. If blades aren’t sterile, bacteria can lead to blepharitis (eyelid inflammation) or conjunctivitis (“pink eye”).

    Will shaved eyelashes grow back?

    Cutting eyelashes doesn’t remove the hair follicle.

    Yes. If eyelashes are trimmed or shaved, the hair bulb and follicle (the sac surrounding the hair) remains in the skin of the eyelid, allowing the hair to keep growing.

    Eyelashes grow at an average rate of 0.12mm per day, or 3.6mm a month. It could take up to three or four months for your eyelashes to grow back to their typical length.

    Shaving does not affect the length, thickness and darkness of your regrown eyelashes – these will grow back the same as before (unless there has been irreversible damage to the follicle itself).

    Sex, gender, and eyelashes

    Perceptions of sex and gender differences in eyelashes persist, thanks in part to social norms and media portrayals.

    For example, a 2023 study from the United States surveyed 319 people (142 men and 177 women) of diverse ethnic backgrounds about eyelash length in women. Men and women of all backgrounds said images of female faces with no or short eyelashes were the least attractive, regardless of ethnicity.

    Cartoon characters illustrate how deeply ingrained and socially constructed these gender differences are. Compare Minnie Mouse’s long, thick lashes with Mickey Mouse, who has none.

    In reality, all bodies and features, including eyelashes, are naturally diverse.

    Body autonomy means recognising that personal choices about appearance are valid and should be respected without judgement. But when altering your body, it’s important to also know the health risks.

  • MIL-OSI Asia-Pac: Online job fair attracts global talent

    Hong Kong Talent Engage (HKTE) held a two-day Global Online Career Fair last week, featuring nearly 50 renowned Hong Kong enterprises that offered over 700 quality job vacancies across sectors such as accounting, finance, consultancy services, legal compliance and engineering.

     

    The online career fair recorded over 26,000 visits in two days, with about 3,000 curricula vitae received.

     

    To facilitate a connection between talent and enterprises, a one-to-one online meeting session was set up specifically at the career fair, resulting in about 4,800 direct dialogues between talent and enterprises. Participating enterprises expressed that about half of such dialogues would be taken forward.

     

    According to participating accounting firms, they learnt through the online career fair that many international professionals were interested in coming to Hong Kong.

     

    The event effectively linked global talent with enterprises in Hong Kong, thereby enabling direct engagement, enhancing the talent’s understanding of the structure and recruitment process of Hong Kong enterprises, and enhancing the experience of such talent.

     

    Participating talent came from over 12 countries or regions, such as the Mainland, Singapore, India, the UK, Australia, the US, Malaysia, France and Canada, with 62% of them holding master’s degrees.

     

    The HKTE said that the online career fair enables talent on the Mainland and overseas to exchange views directly with enterprises prior to relocation to Hong Kong, gain insights into the city’s job market, and reinforce their confidence in pursuing development in Hong Kong.

    BEIJING, May 14 (Xinhua) — China has successfully completed a full-scale test of a 140-ton liquid oxygen-methane propellant engine that will power the country’s reusable launch vehicles, the engine’s maker said Tuesday.

    The rocket engine, developed by the Academy of Aerospace Propulsion Technology under the China Aerospace Science and Technology Corporation, has the highest thrust among China’s existing open-cycle liquid oxygen and methane engines.

    It is intended to be used as a critical power source for reusable rockets and will play a vital role in future space-to-Earth transportation systems, reusable launch vehicles and the development of heavy-lift rockets.

    The academy said the latest successful test marks a breakthrough in the country’s development of 100-ton liquid oxygen and methane engines. The entire process from the official start of engine development to the completion of testing took just seven months.

    In December 2024, the Academy of Aerospace Propulsion Technology tested its 90-ton reusable liquid oxygen-kerosene engine for commercial spacecraft, a major achievement since it began focusing on commercial spaceflight in 2023.

    China’s 2024 government work report called commercial space exploration “a new engine of economic growth.”

    The academy assured that additional efforts will be made to develop heavier engines, in particular, 200-ton reusable engines running on liquid oxygen and methane. -0-

    JIUQUAN, May 14 (Xinhua) — A Long March-2G carrier rocket carrying a new constellation of space computing satellites blasted off from the Jiuquan Satellite Launch Center in northwest China on Wednesday.

    The launch took place at 12:12 Beijing time. The spacecraft successfully entered the designated orbit.

  • Jose Mujica, Uruguay’s former leader, rebel icon, and cannabis reformer, dead at 89

    Jose Mujica, a one-time guerrilla and later president of Uruguay who drove a beat-up VW Beetle and enacted progressive reforms that carried his reputation well beyond South America, has died aged 89.

    The straight-talking Mujica, known to many Uruguayans by his nickname “Pepe,” led the small farming country’s leftist government from 2010 to 2015 after convincing voters his radical past was a closed chapter.

    “It is with deep sorrow that we announce the death of our comrade Pepe Mujica,” President Yamandu Orsi said in a post on X. “Thank you for everything you gave us and for your deep love for your people.”

    As president, Mujica adopted what was then a pioneering liberal stance on issues related to civil liberties. He signed a law allowing gay marriage and abortions in early pregnancy, and backed a proposal to legalize marijuana sales. The gay marriage and abortion measures were a big shift for Catholic Latin America, and the move on marijuana was at the time almost unprecedented worldwide.

    Regional leaders, including leftist presidents in Brazil, Chile, and Mexico, mourned Mujica’s passing and praised his example.

    “He defended democracy like few others. And he never stopped advocating for social justice and the end of all inequalities,” said Brazilian President Luiz Inacio Lula da Silva. Mujica’s “greatness transcended the borders of Uruguay and his presidential term,” he added.

    During his term in office, Mujica refused to move to the presidential residence, choosing to stay in his modest home where he kept a small flower farm in a suburb of Montevideo, the capital.

    Shunning a formal suit and tie, it was common to see him driving around in his Beetle or eating at downtown restaurants where office workers had lunch.

    In a May 2024 interview with Reuters in the tin-roofed house that Mujica shared with his wife, former Senator Lucia Topolansky, he said he had kept the old Beetle and that it was still in “phenomenal” condition.

    But, he added, he preferred a turn on the tractor, saying it was “more entertaining” than a car and was a place where “you have time to think.”

    Critics questioned Mujica’s tendency to break with protocol, while his blunt and occasionally uncouth statements sometimes forced him to explain himself, under pressure from opponents and political allies alike.

    But it was his down-to-earth style and progressive musings that endeared him to many Uruguayans.

    “The problem is that the world is run by old people, who forget what they were like when they were young,” Mujica said during the 2024 interview.

    Mujica himself was 74 when he became president. He was elected with 52% of the vote, despite some voters’ concerns about his age and his past as one of the leaders of the Tupamaros rebel group in the 1960s and 1970s.

    Lucia Topolansky was Mujica’s long-term partner, dating back to their days in the Tupamaros. The couple married in 2005, and she served as vice president from 2017-2020.

    After leaving office, they remained politically active, regularly attending inaugurations of Latin American presidents and giving crucial backing to candidates in Uruguay, including Orsi, who took office in March 2025. They stopped growing flowers on their small holding but continued to cultivate vegetables, including tomatoes that Topolansky pickled each season.

    Jose Mujica’s birth certificate recorded him as born in 1935, although he claimed there was an error and that he was actually born a year earlier. He once described his upbringing as “dignified poverty.”

    Mujica’s father died when he was 9 or 10 years old, and as a boy he helped his mother maintain the farm where they grew flowers and kept chickens and a few cows.

    At the time Mujica became interested in politics, Uruguay’s left was weak and fractured, and he began his political career in a progressive wing of the center-right National Party.

    In the late 1960s, he joined the Marxist Tupamaros guerrilla movement, which sought to weaken Uruguay’s conservative government through robberies, political kidnappings, and bombings.

    Mujica later said that he had never killed anyone but was involved in several violent clashes with police and soldiers and was once shot six times.

    Uruguay’s security forces gained the upper hand over the Tupamaros by the time the military swept to power in a 1973 coup, marking the start of a 12-year dictatorship in which about 200 people were kidnapped and killed. Thousands more were jailed and tortured.

    Mujica spent almost 15 years behind bars, many in solitary confinement, lying at the bottom of an old horse trough with only ants for company. He managed to escape twice, once by tunneling into a nearby house. His biggest “vice” as he approached 90, he later said, was talking to himself, alluding to his time in isolation.

    When democracy was restored to the farming country of roughly 3 million people in 1985, Mujica was released and returned to politics, gradually becoming a prominent figure on the left.

    He served as agriculture minister in the center-left coalition of his predecessor, President Tabaré Vázquez, who would go on to succeed him from 2015 to 2020.

    Mujica’s support base was on the left, but he maintained a fluid dialogue with opponents within the center-right, inviting them to traditional barbecues at his home.

    “We can’t pretend to agree on everything. We have to agree with what there is, not with what we like,” he said.

    He believed drugs should be decriminalized “under strict state control” and addiction addressed.

    “I do not defend drug use. But I can’t defend (a ban) because now we have two problems: drug addiction, which is a disease, and narcotrafficking, which is worse,” he said.

    In retirement, he remained resolutely optimistic.

    “I want to convey to all the young people that life is beautiful, but it wears out and you fall,” he said following a cancer diagnosis.

    “The point is to start over every time you fall, and if there is anger, transform it into hope.”

    LANZHOU, May 14 (Xinhua) — The construction of a large-scale seismic monitoring network was completed Tuesday at Maijishan Grottoes in northwest China’s Gansu Province, one of the country’s four major cave temples, a leading advanced system among the country’s cave temples.

    The network aims to enhance earthquake early warning capabilities at the 1,600-year-old UNESCO World Heritage site, which has historically suffered from earthquakes, while also serving as a model for the protection of other grottoes across the country.

    According to Zhou Weidong, a senior engineer with the Gansu Provincial Seismological Administration, the monitoring network includes more than 200 seismic stations within a 100-kilometer radius of the grottoes and six stations on the cliff.

    According to the agency, the system allows for real-time monitoring of seismic activity and vibrations through regular data transmission and 3D modeling, offering scientific support for the development of individual anti-seismic strategies.

    “The data obtained provides important information for future work on preserving and strengthening the grottoes,” Zhou Weidong noted.

    In their daily work to preserve the grottoes, engineers also use nodal seismometers to analyze vibration patterns on the walkways and rocks in the cave-temple complex. Advanced damage identification technology helps identify structural problems with millimeter accuracy, providing technical guidance for repair work.

    The Maijishan Grottoes and Temples complex was listed as a UNESCO World Heritage Site in 2014. The complex contains 221 caves carved into the rock, connected by 1.5-kilometer-long aerial passages, the highest of which is more than 70 meters above the ground. -0-

         In January of this year, the London Metal Exchange (LME), a subsidiary of the Hong Kong Exchanges and Clearing Limited, announced that it would include Hong Kong as an approved delivery point within its global warehousing network and accept applications from warehouse operators for approval. Last month, LME announced that it had approved applications to establish four LME-licensed warehouse facilities in Hong Kong. Furthermore, it has been reported that other warehouse operators are applying to become approved warehouses for the storage of LME-registered brands of metals. In this connection, will the Government inform this Council:
     
    (1) whether it knows the following information about the four warehouses that have been approved by LME and those that are applying to become approved warehouses: (i) locations, (ii) storage capacities, and (iii) the timing of formal commencement of service; whether the authorities have estimated the number of warehouses and storage capacity needed to develop Hong Kong as a metal delivery point, and what the respective differences are as compared to the current supply and capacity of warehouses;
     
    (2) as it has been reported that, to encourage more warehouse operators to apply to become approved warehouses of LME, the Government has stated that it will provide assistance on technical matters as appropriate, whether it knows the requirements for becoming an approved warehouse of LME; what assistance the Government has provided to address technical issues faced by warehouse operators; and
     
    (3) regarding the creation of a commodity trading ecosystem, apart from developing approved warehouses, what further measures the Government has put in place to facilitate the robust development of local commodities trading-related services, so as to consolidate Hong Kong’s position as an international financial, shipping and trade centre?

         Our country is the world’s largest consumer of industrial metals. Developing relevant commodity trading will drive the development of a financial, shipping and trade centre in Hong Kong. The Chief Executive’s 2024 Policy Address proposes the creation of a commodity trading ecosystem which can be a starting point for attracting relevant enterprises to establish a presence in Hong Kong, turning our city into an operation centre for international commodity trading, storage and delivery, shipping and logistics, risk management, and more.
     
         In consultation with the Hong Kong Exchanges and Clearing Limited (HKEX), the reply to the three parts of the question is as follows:
     
    (1) and (2) The London Metal Exchange (LME), a wholly-owned subsidiary of the HKEX, included Hong Kong as an approved delivery point within its global warehousing network in January this year, and began accepting applications from warehouse operators to become approved warehouses. The LME announced the approval of the first four approved warehouses to be established in Hong Kong in April this year. The total storage area and types of metal that can be stored in each warehouse are set out in the table below.

         The LME-approved warehouses are required to comply with relevant technical requirements, such as loading standards for metals. The four warehouse facilities have passed LME’s initial inspection and are compliant with relevant standards in terms of transportation and logistics. Preparations including system connections are underway, and the facilities are expected to commence operations gradually as soon as July this year.
     
         Before making the decision to include Hong Kong as an approved delivery point, the LME had assessed the feasibility of establishing warehouse facilities in Hong Kong, including the sustainability of business operations, cost, technical requirements, etc. In selecting suitable sites for the warehouses, the operators had to hold in-depth discussions with the relevant warehousing industry players and landowners, which mainly involved the circumstances of individual facilities (such as loading capacity and infrastructure requirements) and other business considerations. In the course of discussion, technical issues involving planning permissions, lease conditions, etc. were identified. The Financial Services and the Treasury Bureau (FSTB) in collaboration with relevant bureaux and departments has been maintaining communication with relevant industry players, and held meetings to provide relevant information and guidance.
     
         The LME has indicated that there are other operators applying to become approved warehouses, and it is expected that more warehouses will be approved subsequently. Based on the implementation of the relevant market mechanism, the development of metal delivery destinations and warehouses will be determined by market supply and demand. There is no specific quantitative target.
     
    (3) In terms of base metals, besides facilitating the LME to establish approved warehouses in Hong Kong, to attract more trading and delivery, the HKEX will host LME Asia Week in May this year, inviting international and Mainland metal manufacturers, traders, buyers and sellers to participate in in-depth discussions and exchanges on industry topics, including the introduction of the latest LME approved delivery points, including Hong Kong.
     
         In terms of financial trading of other types of commodity, the Chief Executive’s 2024 Policy Address proposes to use gold as an entry point to develop the relevant commodity ecosystem. Specifically, it is the Government’s goal to promote the development of world-class gold storage facilities, thereby attracting more investors and users from different economies, including the Middle East and Southeast Asia, to store gold in Hong Kong. On the basis of increased storage, we expect increased demand for associated support services in insurance, testing and certification, logistics, etc, while in parallel expanding related transactions including collateral, loan and hedging, hence creating a comprehensive ecosystem in a progressive manner. This will drive all-round multi-currency trading, clearing and delivery, as well as the development of the regulatory system, covering transactions using offshore Renminbi (RMB), thereby establishing a holistic gold trading centre with an industry chain. The FSTB established the Working Group on Promoting Gold Market Development (Working Group) in December 2024, comprising leaders of the financial industry, representatives of regulatory bodies and market participants, to comprehensively review all aspects relating to financial transactions of gold. The Working Group will formulate a plan this year to enhance storage facilities, optimise trading and regulatory mechanisms, expand exchange products, and conduct market promotion.
     
         At the same time, the Qianhai Mercantile Exchange, a subsidiary of the HKEX, operates our country’s only offshore spot trading platform for soybeans, thereby laying the foundation for the expansion of RMB-denominated commodity products, channeling off-shore RMB liquidity to the commodities market, promoting RMB internationalisation, attracting relevant traders to expand their business in Hong Kong, and establishing an ecosystem for the commodity.

    Teachers use virtual labs to conduct engaging lessons, organize project and research activities. This develops children’s interest in science and technology.

    The most popular was the drawing laboratory, which was used about 660 thousand times this academic year. The online simulator is available to students in grades 7–11 and is as close as possible to the real drawing process. The MES. Computer Science laboratory is also in demand: it was used over 330 thousand times this academic year. It includes more than 10 thousand tasks, 300 programming courses, and an online compiler for developing codes in 12 programming languages.

    For lovers of natural sciences, the MES library has 12 virtual physics laboratories available, covering topics such as optics, mechanics, electrodynamics, and thermodynamics. For example, students can recreate Mikhail Lomonosov’s experiment by moving a cylinder of a certain weight from hot water to cold water, study the properties of lenses and mirrors, and observe how light waves pass through obstacles and overlap. Students conduct experiments in conditions close to real ones and complete assignments from the main state exam and the All-Russian School Olympiad.

    Biology is represented by 10 online cytology simulators that help study the structure and functions of cells. For students in grades five through seven, there are seven technology labs where they master the skills of 3D modeling, robotics, and building logical circuits. Two online chemistry simulators allow you to study chemical reactions and the properties of substances.

    The first virtual laboratories in physics and mathematics appeared at MES in 2019, and three more laboratories were opened in 2020. In 2021, their number more than tripled to 29 online simulators. Today, 42 virtual laboratories are available in the MES library, which are actively used by schoolchildren and teachers.

    “Moscow Electronic School” is a joint project of the capital Department of Education and Science And Department of Information Technology, created in 2016. A single digital educational platform is available to Moscow teachers, students and their parents. Among the main services of “MES” are a library of educational materials, an electronic diary and journal, “Moskvenok”, “Student Portfolio” and “Olympiads”.

    Moscow Zoo will take part in the “Night at the Museum” event, which is being organized by the capital’s Department of Culture. For the first time in the history of the zoo, a night interactive exhibition-show “Shadows of Unforgotten Ancestors” will be held. It can be visited free of charge upon prior registration on the night of May 17-18, from 23:00 to 02:00.   • MIL-OSI Russia: More than 30 bridge structures will be repaired in Moscow

    Specialists from the city services complex will carry out routine repairs to more than 30 bridge structures. This was announced by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “Special attention is paid to the maintenance of bridge structures, their condition is constantly monitored, and if necessary, a decision is made to carry out repair work,” noted Petr Biryukov.

    This year, such significant objects as the Stroginsky Bridge, five overpasses on the Mozhaisk Highway and the pedestrian Patriarch’s Bridge will be put in order.

    The projects provide for a whole range of works on the renovation of bridge structures. As part of the repair, waterproofing, barrier fences, pipelines, ventilation and pumping equipment, noise and dirt protection screens will be partially or completely replaced. Expansion joints and railings will be renewed, and concrete surfaces will be repaired. At the final stage, new durable asphalt will be laid and road markings will be applied.

    Traffic will not be completely restricted; the work is planned to be carried out with alternate lane closures.

    Since 2011, each bridge facility in the capital has undergone various types of repairs, which has extended its service life and created more comfortable conditions for drivers and pedestrians.

    In 2024, 115 thousand people were trained at the Personnel Center of the Moscow City Health Department – more than 70 percent of the number of doctors who improved their qualifications.

    Training courses in all areas

    The Personnel Center of the Moscow City Health Department was opened in 2021 at 8 Uspensky Lane. It assesses the knowledge and skills of doctors when applying for jobs in city medical institutions to determine their further individual development trajectory, conducts primary specialized accreditation and certification to obtain a qualification category; obtains the status of “Moscow doctor”, “Moscow nurse” and “Moscow medical brother”.

    The most important area of work of the Personnel Center is the organization of training and advanced training of medical personnel.

    “Since its opening, more than 90 trainings and over 130 educational programs have been created and implemented. They cover dozens of areas – from oncology and cardiology to effective communication with patients, help the capital’s medical workers improve teamwork, master modern technologies and new standards,” said Sergei Sobyanin.

    New methods and technologies are constantly emerging in the healthcare sector, and the center’s educational programs help doctors master them in practice. Healthcare workers are helped to determine an individual development trajectory, choose a program for acquiring new knowledge and skills, and then practice them on various simulators and training devices.

    More than 1,100 units of the latest equipment allow conducting training courses in almost all areas of modern medicine. The simulators installed in the Personnel Center reproduce the anatomy of internal organs to the smallest detail and imitate the main functions of the body as realistically as possible: breathing, convulsions, body temperature, heart sounds, lung sounds, and others.

    The main forms of training are interactive: problem lectures, group discussions, brainstorming, analysis of situational tasks. A separate block is devoted to the development of social, psychological and management skills necessary in medical practice. Healthcare workers learn how to avoid emotional burnout, manage stress, and effectively communicate with each other and with patients.

    About 30 thousand specialists have become participants of the trainings and educational programs “Digital Hospital”. They form practical skills in using new digital tools for doctors and nursing staff of city hospitals.

    Gain new knowledge and improve communication with patients

    One of the most popular trainings was “Algorithm for conducting outpatient appointments: aspects of communication with patients”, aimed at doctors being able to improve their communication skills and use their appointment time as efficiently as possible. About 12 thousand specialists were trained in it.

    As part of the implementation of the new emergency care standard, the Personnel Center developed 60 educational programs and trainings for the staff of flagship centers and emergency departments of city hospitals. More than 10 thousand doctors working according to this emergency care standard have already improved their knowledge and skills in the field of diagnostics and treatment of injuries, burns, frostbite, poisoning, exacerbations of chronic diseases, including those threatening the patient’s life.

    About four thousand people took part in the training dedicated to the creation of a value-oriented environment in city polyclinics in accordance with the new Moscow polyclinic standard. This is about introducing such concepts as patient-focusedness, trust, respect, teamwork, goodwill, etc. into the daily practice of medical workers.

    In addition, advanced training and retraining of Moscow doctors is carried out in leading specialized universities: the Russian Medical Academy of Continuous Postgraduate Education, the First Moscow State Medical University named after I.M. Sechenov, the Russian National Research Medical University named after N.I. Pirogov, the Russian University of Medicine. Popular educational sites are the medical simulation center Moscow Multidisciplinary Scientific and Clinical Center named after S.P. Botkin, training centers of the Scientific and Practical Center for Diagnostics and Telemedicine Technologies and A.S. Puchkov Emergency and Urgent Medical Care Stations, Interdisciplinary training center for innovative surgical technologies of the City Clinical Hospital No. 67 named after L.A. Vorokhobov.

    A year on from the fatal shooting of a man in Lambeth, detectives have announced a £20,000 reward as they seek justice for his bereaved family.

    Detectives from the Met’s Specialist Crime have been leading the investigation into the murder of 26-year-old Jazmel Patterson-Low over the past year.

    They hope the offer of this substantial reward will encourage anyone with information to come forward.

    Detective Inspector Martin Thorpe said: “It has been a year since the death of Jazmel and we are still actively searching for those involved.

    “We want to know what happened that morning on St Rule Street SW8. We know there was a group of around 40 people gathered there on Friday evening and into the early hours of Saturday morning. If you were there, then you may have crucial information for us.

    “I am grateful to those who have come forward already, however we still need more from the public. This is why we are now offering a reward of up to £20,000 for information that leads to the successful charge and conviction of the person responsible.

    “Think back to last May, did you witness what happened to Jazmel? Do you know who fired the gun? Did you see anyone running from the St Rule Street area? If you know what happened, then you need to speak to us.

    “We will support you throughout, you can also contact Crimestoppers to remain anonymous and your identity will be protected. Alliances change over time, so please do the right thing by coming forward.”

    On Saturday, 11 May 2024, police were called by medical staff at 02:30hrs to St Thomas’ Hospital after a man was dropped off in a private car, suffering from a gunshot injury.

    Despite the best efforts of medical staff, Jazmel, who lived in Lambeth, sadly died shortly after 03:00hrs.

    Jazmel was shot at around 02:25hrs that morning on the Westbury Estate in St Rule Street. A post-mortem examination gave cause of death as a single gunshot wound. Jazmel’s family continue to receive support from specially trained officers

    A 25-year-old man was arrested in south London in the early hours of Tuesday, 14 May 2024 on suspicion of murder. He was taken into custody but subsequently released without charge.

The business line will be a key growth driver, growing from 2,000 to 10,000 employees by 2028 and at the scale of the Group, 100 per cent of the workforce will be AI-certified by 2026.

    Committed investment in innovation

    To secure its leading position in future growth markets, Atos Group plans to invest €500 million in research & development over next 4 years and €100 million in start-ups and new ecosystem players, with the emphasis on emerging technologies and rapidly scaling technology services, including GenAI and Agentic AI, Cybersecurity and Quantum, under the leadership of an upcoming new Group CTO.

    Update on ongoing disposal processes

    On November 25, 2024, Atos announced that it has received a non-binding offer from the French State for the potential acquisition of 100% of the Advanced Computing activities, based on an enterprise value of €500 million, to be potentially increased to €625 million including earn-outs. The offer received from the French State provides for an exclusivity period until May 31, 2025. Discussions are still ongoing.

    In addition, the sale process for its Mission Critical Systems and Cybersecurity Products businesses has been put on hold.

    Sustainable financial structure and clear financial trajectory

    At the occasion of its Capital Markets Day held today, Atos Group announces an update of its strategy and organization. Building on its strengthened leadership team and following the closing of its financial restructuring at the end of 2024, the Atos Group also provides a guidance for 20251 and indications on its mid-term financial trajectory.

    In 2025, the Group expects to generate:

    • c.8.5 billion euros revenue, down from reported revenues of 9.6 billion euros in 2024 due to perimeter changes, voluntary contract reviews and low business traction prior to the completion of the financial restructuring
    • around 4% operating margin, up c.2pp from FY 2024, benefiting from voluntary contract reviews and the initial impact of cost reduction initiatives
    • net change in cash before debt repayment of c. -350 million euros

    In 2026, the Group expects to generate positive organic growth and net change in cash before debt repayment and M&A.

    In 2028, taking the assumption of a disposal of Advanced Computing and a progressive reduction of its geographic footprint, the Group expects:

    • to grow revenues organically to 8.5 to 9 billion euros, representing a 5-7% CAGR between 2025 and 2028. Strategic, targeted and disciplined M&A could further increase revenue to up to 9 to 10 billion euros;
    • to reach operating margin of around 10 per cent with full benefit of the cost reduction initiatives and structurally profitable growth, partially offset by accelerated investment in R&D;
    • to achieve a leverage ratio below 1.5x net debt/OMDAL2. On the path to an investment grade rating, the Group expects to achieve a BB profile in 2027.

    Following the financial restructuring last year, Atos Group now has a strong liquidity3 position of c.2 billion euros at March 31, 2025, with no debt maturing before end of 2029. This secures its balance sheet and provides with the time and flexibility necessary to deliver its strategy, which is expected to enable significant deleveraging.

    Disciplined capital allocation

    Strong cumulative cashflow generated over the period will be allocated as a priority to deleveraging, coupled with targeted strategic and disciplined acquisitions and ventures. No dividend payment or share-buyback programs are expected before 2028.

    HANOI, May 14 (Xinhua) — The Vietnamese government has called on relevant districts and departments to complete the feasibility study for the Lao Cai-Hanoi-Hai Phong railway project by August 2025 so that construction can begin by December, the Vietnam News Agency (VNA) reported on Tuesday.

    A government decree published on the same day sets out the main deadlines for the project, including completion of technical design by the end of May 2025.

    The new railway, which will pass through nine Vietnamese provinces and cities, is expected to play a major role in strengthening inter-regional transport links and promoting economic development in the northern part of the country. –0–

    WASHINGTON – Representatives Linda Sánchez (D-Calif.), Danny K. Davis (D-Ill.) and Suzan DelBene (D-Wash.) introduced the Child and Dependent Care Tax Credit Enhancement Act to permanently expand the child care tax credit. The bill would raise the maximum credit from $1,050 to $4,000 for one child and from $2,100 to $8,000 for two or more children. 

    Senators Tina Smith (D-Minn.), Ron Wyden (D-Ore.) and Patty Murray (D-Wash.) introduced companion legislation in the Senate.

    “Working parents shouldn’t have to choose between earning a paycheck and caring for their kids,” said Sánchez. “Expanding the child care tax credit will make child care more affordable and accessible, so parents can focus on their work knowing their kids are being cared for.”

    “High-quality, affordable child care is essential to the economic well-being of families, businesses, and our country,” said Rep. Davis. “I am proud to lead the Child and Dependent Care Tax Credit Enhancement Act that would restore the 2021 credit so that families can receive up to $4,000 for child care for one child or up to $8,000 for two or more children, much better than the almost $600 that the typical family receives currently. This bill would strengthen the financial well-being of families and grow our economy. It is critical that Congress acts now to help working families.”

    “Access to affordable child care is one of the biggest barriers families face. Enhancing the Child and Dependent Care Tax Credit will give parents the relief they need by supporting both families and care providers,” said DelBene. “This bill is a commonsense step toward making child care more accessible and affordable for every family.” 

    The Child and Dependent Care Tax Credit (CDCTC) is the only tax credit that helps working parents offset the rising cost of child care. In 2021, Democrats successfully enhanced both the CDCTC and the Child Tax Credit because both credits are essential to support parents’ ability to provide for their families. While 100 percent of the CDCTC reimburses parents for actual child care costs paid to work, parents mostly use the Child Tax Credit to defray other significant costs of caring for a child, such as food, rent, and clothing. 

    As currently structured, the CDCTC unfortunately fails to meet the needs of tens of millions of working families. Very few families receive meaningful benefit from the credit due to the extremely low phase-out level of $15,000, the low expense limits, the non-refundable nature, and the loss of benefit due to inflation. For example, the Tax Policy Center estimates that only 13 percent of families with children claimed the CDCTC in 2022. The Child Care and Dependent Credit Enhancement Act will increase the maximum credit amount to $4,000 per child up to $8,000 for two or more children, expand eligibility to low-income families, make the credit available to married couples who file separately due to high student loan debt, and retain the credit’s value over time by indexing it to inflation. Compared to 2019, low-income working parents quadrupled their credit received in 2021. 

    High-quality, affordable child care is essential to the economic well-being of families, businesses, and our country. Yet, child care places a major financial burden on American families. The price of child care can range from $5,357 to $17,171 per year depending on location and type of care. Astoundingly, the cost of center-based care for two children is more than the average mortgage in 41 states and more than the average annual rent in all 50 states plus DC. Households under the poverty line spend nearly one third of their income on child care, and increases in median child care prices are connected to lower maternal employment rates. Further, the child care crisis hits families of color disproportionately hard. For a single parent who has never been married who is Black, Hawaiian/Pacific Islander, or American Indian/Alaska Native, child care can cost 36 percent, 41 percent, or 49 percent of the median income, respectively, compared to only 31 percent for single white parents. Further, Latino and American Indian and Alaska Native parents disproportionately live in child care deserts.

    “Well, here we go again.

    Republicans are once again choosing billionaires and big corporations over working families. This bill that we are marking up today is an insult to every hardworking American. It sends a very clear message: that you’ll pay more, and you’ll receive fewer services – just so that billionaires can pocket another tax cut that they really don’t need.

    American families, in case you have noticed, are struggling. Under President Trump and Republican leadership, they have seen nothing but chaos. They’ve watched Elon Musk gleefully take a chainsaw to vital programs that they rely on, like Social Security, Medicare, and the VA. Travel is less safe at airports because they are left in disarray due to the cuts to our air traffic control systems.

    Prices for everyday necessities – like food, clothing, diapers, and formula – keep rising because of Trump’s tariffs. Premiums for health insurance, car insurance, and housing are going up, making it harder and harder for families to make ends meet.

    And now, rather than providing real relief, Republicans want to look at this chaos, put it into law, and call it ‘one beautiful bill.’ All to pay for more tax cuts for the rich while adding [trillions] to our national debt.

    Nearly $20 trillion in debt over the next ten years by Republicans’ own members’ own estimates. Not our estimates – their estimates. Americans are worried about their future. Consumer confidence is at a record low. People are afraid of losing their jobs, their health care, student aid, and food assistance.

    And this bill today compounds that pain. 14 million people will lose health care coverage under this plan. And for what? Again, so billionaires can get even richer while we all drown in debt. This is outrageous. Billionaires already have more money than they could ever spend. They can afford to pay their fair share.

    What’s equally disturbing is you’re not being honest about the fact that you are meting out crumbs to the most needy while you are helping the most wealthy. And don’t buy the bullshit that tax cuts for the rich create more jobs or better wages. It’s been the excuse under every Republican administration in the last half-century to pass more and more tax cuts to the rich.

    And it has failed to deliver on that promise each and every single time. The wealthy just got richer while the working families got harmed. All while piling on more debt that families will have to pay off.

    I’m outraged that this committee is focused on doing more for the richest in this country while destroying the means of survival for the poorest. And this bill doubles down on that assault on those seeking the American Dream by stealing tax benefits and services to working people who are paying taxes!

    It would deny the Child Tax Credit to 2 million U.S. citizen children. Even worse, it would deny Medicare coverage to those who’ve worked and paid into the system. How dare Republicans say they are for the working class when they’re making it harder for those struggling to get by?

    Enough is enough. My constituents are fed up. They’re sick and tired of Republican tax cuts that only benefit the ultra-wealthy. Our tax code needs to be about fairness. It needs to be about balance. It should support families, not the rich. But this bill does the exact opposite.

    To my Republican colleagues, I say: please just stop this insanity. You have to lie about what is in this bill; otherwise, probably, your constituents would be rioting in the streets. Here is an idea: how about you think about putting your constituents first for once, rather than the people who donate to your campaigns?

    But I guess that is asking a little too much from people who have completely lost their moral compass. I will be voting ‘no’ on this bill. I hope some on that side of the aisle see the light and do the same.”

    Though challenging for colleagues, as we all need to adjust, it will help us reassess capacity needs and optimise our resources. By collaborating and using our creativity and talents, I believe we can deliver on our strategic ambitions while becoming a more agile organisation.

    Our strong capital position, with a Basel IV CET1 ratio of 14.7%, allows us to continue investing in our strategic priorities while maintaining financial stability. In Q1, we submitted the final application to move models to less sophisticated approaches which is now reflected in our capital ratios. The simplification will bring stability and predictability to our capital position. The largest part of our balance sheet remains under advanced models, specifically mortgages, banks and financial institutions. Portfolios that required significant modelling and data efforts will be moved to the standardised approach.

    Our continued efforts to improve customer experience resulted in an increase in our Net Promoter Score for Personal & Business Banking during the first quarter of 2025. Clients especially praise our efficient and good customer services, proactive contact, and the convenience of our digital services. This was also recognised by the 2024 Digital Leaders Study, which ranked ABN AMRO among the top performers. Tikkie, with 10 million active users, is a good example of our innovative offering. During King’s Day this year, Tikkie processed a record number of almost 700,000 transactions. We also introduced the Index Mandate, an actively-managed product that invests in underlying passive instruments. With this product we aim to attract younger clients and help them begin with portfolio management.

    We remain dedicated to sustainability. In the first quarter we launched the free online Green Building Tool which helps provide commercial real estate clients with insights into opportunities to save energy and improve their energy label. We realise that making the switch to a sustainable society is not always straightforward for our clients. A survey among over 350 business clients at our decarbonisation conference revealed challenges in the energy transition, including high capital expenditure, complexity and cost impacts. We aim to support our clients towards a low-carbon future by providing financing and expertise. One example of how we can help them is our recent agreement with the EIB Group to support Dutch SMEs with favourable financing conditions.     Speaking to the media after being named leader of the Liberal Party, Sussan Ley was asked if this appointment was an example of the “glass cliff effect”.

    Ley said “I don’t accept that”. She went on:

    I do say it sends a signal to the women of Australia that the Liberal Party has elected its first woman leader but my agenda is much more than that.

    Most of us are familiar with the concept of the “glass ceiling”, a metaphor used to describe the invisible barriers which prevent women from succeeding in senior leadership – and Ley could be seen as breaking the glass ceiling of the Liberal party.

    But the “glass cliff” applies to women who are elevated to positions of leadership in a time of crisis, meaning they are perceived as having a high probability of failure and will take the fall for their organisation.

    The glass cliff evokes imagery of a woman being at the top of a mountain cliff. Being on the cliff is a dangerous position: there is a high chance of falling – or being pushed off.

    Times of misfortune

    Against the historical backdrop of male-dominated leadership, the metaphor was coined to reflect women’s experience of leadership selection in times of organisational misfortune and crisis.

    The “glass cliff” has sometimes been invoked in misogynist ways to downplay the strengths of women in leadership, saying they have been put in a position of leadership with the express belief they will fail. But it does describe a commonly seen phenomenon which is important to observe and understand.

    There are many prominent examples of women who have been associated with the phrase.

    British Prime Minister Liz Truss was elevated to the role at a time of significant uncertainty, and was in the position for just 45 days.

    US Presidential candidate Kamala Harris was given minimal time to campaign and establish herself as a genuine opponent to Republican candidate Donald Trump.

    Former Yahoo CEO Carol Bartz, who was appointed when the tech company was failing and share prices were down before being unceremoniously dumped via a phone call.

    ‘Think female’

    Some academics believe that these women aren’t placed in the position of the glass cliff to be the fall guy, but instead these appointments relate to women’s perceived ability to handle organisational crises. They propose an alternative phrase: “think crisis – think female”.

    This phrase suggests women leaders perform better than men in a crisis, partly due to the assumption that women will garner more support than men in such times.

    It is based on stereotypes of women’s perceived ability to build and repair relationships and reputations.

    Both phrases link women leaders and crises. But the glass cliff explains how women are elevated into positions of leadership in turbulent times and are blamed when organisations fail.

    Professional risk

    The phenomenon of the glass cliff is a professional risk for women in leadership.

    Organisations may prey on the career ambitions of outgroup women, knowing that they are more likely to accept any leadership position, even a precarious one, in order to advance their career.

    The privilege of the ingroup men, on the other hand, means they are protected from taking on a leadership position with risk and volatility.

    Women leaders taking on these roles in turbulent times are also exposed to greater scrutiny from internal and external stakeholders, including individual performance criticism.

    If a woman leader then fails, her performance is seen to reinforce gender stereotypes about women’s leadership competency.

    Further complicating this context are gendered stereotypes that assume women leaders have exceptional people skills, meaning senior women in high-risk leadership roles receive less support and fewer resources than their male counterparts.

    The glass cliff presents a double bind for women leaders. If women leaders behave in stereotypically feminine ways they are seen as weak or indecisive. By contrast, if they behave counter to this they are labelled as harsh and aggressive.

    Either way, the glass cliff awaits.

    The glass cliff phenomenon draws our attention to the way in which women are set up to fail in high-risk risk leadership roles. But the metaphor also reveals the ongoing gender discrimination and stereotype bias women experience in taking on professional leadership roles.

    The My Payments service on the mos.ru portal now lets you pay for travel on the city’s multi-lane highway “Western High-Speed Diameter” in St. Petersburg. This was reported in the capital’s Department of Information Technology.

    Muscovites love visiting other cities and prefer to get there by their cars, often they go to the Northern capital. Thanks to the update, Moscow motorists can travel even more comfortably around St. Petersburg and the Leningrad Region.

    “In time for the start of the active travel season, we have simplified the process for city residents to pay their tolls on the Western High-Speed Diameter highway in St. Petersburg. If the vehicle registration number and vehicle registration certificate number are listed in the personal account on the mos.ru portal, tolls for the Vitebsk interchange of the highway will be automatically displayed in the My Payments service. This will allow you to save time on payments and deposit funds without going to third-party resources. In addition, you can top up your transponder account in the service and not worry about paying for tolls on other parts of the Western High-Speed Diameter highway, as well as on other toll road sections along the entire route from Moscow to St. Petersburg. In addition, you can use the service to pay for tolls on Bagration Avenue, the Moscow High-Speed Diameter, the Central Ring Road, and the M-12 Vostok highway. You can also set up a subscription to receive notifications about new accounts in your profile, by checking the box for a convenient form of receipt: by email or via push notifications.

    If there is not enough information in your personal account to automatically search for invoices, you can use the “Vehicle Certificate” widget. In the pop-up window that opens, simply enter the vehicle details, and the widget will show all unpaid invoices. And the information you enter can be saved in your profile and you will not have to re-enter it in the future.

    How to top up your transponder account for automatic fare payment

    To automatically pay for travel on the Western High-Speed Diameter and other toll roads, you can top up your transponder account in the My Payments service on mos.ru. A small electronic device that is placed on the windshield of a car allows you to write off funds for travel automatically. At the moment, this option is available to motorists who have installed transponders from two toll road operators – JSC “New Quality of Roads” And United Toll Collection Systems LLCThe devices allow you to pay for travel on any toll Russian highways and road sections.

    The transponder account number is automatically displayed in the My Payments service on mos.ru if the user has specified the same phone number in their profile and in the agreement with the toll road operator. If the numbers do not match, you can add the transponder yourself. To do this, in the Documents and Data section, simply select the Transport tab, click Add transponder and fill out the form. The service will automatically generate a template with the current balance and the recommended amount to top up the transponder account. If several devices from different road operators are used, the service will create its own template for each of them.

  • MIL-OSI Russia: What humanitarian aid do entrepreneurs send to the SVO zone in the spring?

    Moscow store owners are collecting humanitarian supplies to send to the special military operation (SVO) zone. The parcels contain medicines, first aid supplies, and clothing for the changeable spring weather. In addition, through volunteers and charitable foundations, money is transferred to servicemen to buy necessary goods.

    Thus, employees of a grocery store and a shopping center in the Mozhaisk district regularly transfer funds to volunteers to purchase medicines. Three supermarkets in the Kuntsevo district send medicines, regular and thermal underwear, and warm shoes to the fighters. All parcels to the SVO zone are delivered by a local resident – a participant in the special operation, who returns to the capital for the duration of his vacation.

    The owner of a small retail outlet in the Levoberezhny district donated food products, camouflage nets and medicines to the Luhansk People’s Republic through a charitable foundation.

    Employees of shopping centers in the Bibirevo, Severnoye Chertanovo and Butyrsky districts collected medicines and first aid supplies for military personnel.

    The shopping center in Teply Stan became the record holder for the amount of medicines, food products and grocery goods sent to the cities of the Luhansk People’s Republic – its tenants and employees transferred more than 4.5 tons of humanitarian aid.

    Hats, jackets and socks

    Entrepreneurs send clothes, shoes, insoles and socks, including those with thermoregulation, to the SVO zone. These products provide comfort in any weather conditions.

    Such humanitarian aid was collected by employees of a shoe store in Golyanovo, a fixed-price store in Severnoye Izmailovo, and four shopping and entertainment centers in Kurkino and Mitino. The parcels also included insulated rubber boots.

    One of the largest humanitarian aid shipments was sent to the combat zone from Ochakovo-Matveevskoye – a local trading house gave the military personnel more than two thousand T-shirts and vests.

    Tons of winter and demi-season clothing were handed over to the participants of the special operation by employees of a shopping mall in Novogireyevo, a textile store for the whole family in Strogino, and four retail outlets in Yuzhny Chertanovo.

    Owners of capital shops also care about residents of new regions. For example, tenants of a shopping centre in the Chertanovo Severnoye district collected children’s clothes and clothing for pregnant women from the Donetsk People’s Republic.

    Owners of Moscow shops, shopping malls, car dealerships and other service establishments, as well as Moscow restaurateurs, have been sending humanitarian aid to the combat zone since the first days of the Second World War. The parcels contain products that have a long shelf life: canned meat, fish and vegetables, tons of various cereals – from rice and buckwheat to pearl barley, pasta, as well as sweets (cookies, candies, chocolate) and much more.

    Entrepreneurs also donate building materials and even military equipment, including quadcopters and entire convoys of vehicles.

    The Moscow Longevity project and a major career portal have created website, where current vacancies for Muscovites over 55 years old are collected, as well as useful options for finding a job.

    “Today, many older people, regardless of age, want to continue their professional development. You can master something new and change your occupation at 60, 70, and even 80 years old. In the capital, a system of continuous education has been built within the framework of the Moscow Longevity project. Participants can gain valuable knowledge and undergo professional retraining, learn how to create unique products with their own hands, and much more. To make it easier for them to apply their new skills and knowledge, together with the Rabota.ru portal, we have created a convenient page where you can choose a suitable vacancy, find tips on finding a job, and watch useful training videos,” said the Deputy Head of the Department of Labor and Social Protection of the Population of the City of Moscow

  • MIL-OSI Russia: Three old eclectic style buildings in Moscow have been recognized as architectural monuments

    Three capital houses from the late 19th and early 20th centuries have been included in the Unified State Register of Cultural Heritage Sites. Among them are the mansion of E.F. Lopatina on Maly Karetny Lane (building 11, building 1), the mansion of A.V. Demidov on Sadovaya-Kudrinskaya Street (building 17, building 1), and the mansion of N.V. Urusova on Denezhny Lane (building 16, building 1). Previously, they had the intermediate status of identified cultural heritage sites.

    The two-story residential building with a basement and attic in Maly Karetny Lane was built in 1889 by order of peasant Ekaterina Lopatina and according to the design of architect Yakov Makhonin. In 1912, the property on which this house is located was acquired by Yakov Alshvang, a first guild merchant and hereditary honorary citizen. He developed part of the territory of his property as a production zone and opened a sewing factory. After 1917, the experimental technical sewing factory No. 5 named after Profintern (VSNKh) was located here.

    The house of Ekaterina Lopatina is classified as an eclectic architectural style. Rich stucco decor has been preserved on the main facade of the building. Its high window openings are decorated with triangular and bow-shaped sandriks on brackets, they are decorated with stucco in the form of wreaths and garlands. On the facade, you can see a soffit cornice with denticles (teeth) that rest on brackets with lion masks and mascarons. The front entrance is decorated with a cast-iron canopy. A gate with a wicket adjoins the main facade.

    Another mansion, recognized as an architectural monument, is located on Sadovaya-Kudrinskaya Street. It has two floors with a semi-basement. The building was erected in 1912, also in the eclectic style, according to the design of the architect Konstantin Razumov for the textile manufacturer Alexander Demidov.

    This house has a complex architectural form. In its appearance, you can see features of both neo-Gothic, such as a pediment with a gable end, and Art Nouveau: mosaic inserts, reliefs, panels, decorative metal elements. The main facade of the house faces the Garden Ring.

    The interior decor in neoclassical style with eclectic elements has been well preserved to this day: wood paneling, ornamental paintings, coffered ceilings made of bog oak in the lobby and dining room, bas-reliefs, stucco and carved stone decor, artificial marble finishing. Built-in furniture in individual rooms has also been preserved.

    Another example of eclecticism, which also received a new protected status, is a one-story mansion with a semi-basement floor on Denezhny Lane. It was built in 1899 as a residential building for Natalia Urusova according to the design of the architect Karl Treiman.

    The historical design of the building’s facades in the neoclassical style has been well preserved. The interiors of the house are made in the eclectic style: stucco and drawn plaster decor, tinted ornamental reliefs with plant motifs, relief dessus-de-portes (decorative panels above the doors), stucco cornices, lampshades and rosettes, panel parquet. In addition, the building has preserved the historical front marble staircase with marble columns at the base and a metal railing made in the form of a complex pattern, as well as stoves and a marble fireplace. The protected status also applies to the openwork metal fence of the mansion, designed by architect Stanislav Kuchinsky.

    Metropolitan Department of Cultural Heritage carries out consistent work to identify cultural heritage sites and their inclusion in the register. Over the past 14 years, more than 700 buildings have been included. The status ensures state protection – such objects cannot be demolished. Their owners and tenants do not have the right to carry out any work without the consent of the city. In addition, they must do everything possible to preserve these buildings.

    The Fabric of Art: How the Triennial Participants Were Selected

    The triennial is a competition program that takes place every three years. This year, the triennial reveals a theme with a poetic and multi-layered name: “Diversity of connections. Threads, breaks, connections.” Hence the interesting division into sections and halls, which in itself is figurative and excites the imagination of the visitor

    “The first hall is dedicated to the breaking and restoration of connections, the second one explores the connection of opposites. The third hall represents the biological connections of man with nature, and the fourth one is addressed to the internal connections with oneself,” lists Anna Karganova, the curator of the triennial.

    There are only eight halls for the competition program and another five for the non-competition program.

    The selection of participants for the fifth triennial took eight months — from February to October 2023. Artists from Russia and abroad (Belarus, Moldova, Kazakhstan and other countries) sent 175 works. After a careful selection, the jury included more than 80 works in the competition program: seven large-scale installations for the park area, 32 modern textile objects and 43 traditional tapestries. Most of the works are exclusive, the artists created them specifically for the triennial.

    “This year the competition is held in four nominations. These are “Best Work in Traditional Tapestry Technique”, “Best Art Object in the Interior”, “Best Art Object in the Park”, “Best Student Work”. Therefore, most of the works presented at our exhibition were created specifically for it,” the curator explains.

    Not just wool and linen: experimenting with materials

    The main condition is handwork. The material can be textile, traditional, or completely unexpected. Reinforcement mesh, aluminum wire, jute rope, plastic fishing line, polyethylene, paper and dried flowers create new connections, forms and interweavings. This is a laboratory. For example, Natalia Kosovets in the “Collection of Memories” wove a hand-collected herbarium into the canvas, preserving the warmth of sunny days.

    Programming language, forest and cotton

    In his monumental six-meter “Jacquard”, Argentinean Julian Pesse reflects on how humans and mechanical mediators interact in creativity. “This is a reference to Joseph Marie Jacquard, who invented the Jacquard loom and revolutionized weaving. The work of the Argentine artist is the result of experiments at the intersection of textile art, printing and the binary number system,” reflects the curator of the triennial Anna Karganova. Joseph Marie Jacquard’s device was the first programmable machine, hence the binary number system. The work is black and white: the two colors mean 1 and 0 in the programming language.

    Belarusian artist Khristina Vysotskaya in her work “Souls of the Forest. Connections” presents the forest as a living space where trees are connected to each other. She draws an analogy between the forest ecosystem and the single digital and information field in which modern man exists.

    “This installation reveals a world where trees are connected by invisible threads. It is a symbol of energy and information. Materials: cotton, wool, acrylic, yarn, metal,” adds the curator.

    From the non-competition program, it is worth noting the large-scale project “The Network We Live In”. The installation resembles a fishing or hunting set, but refers to different meanings. The network in the modern world is a means of communication: the World Wide Web, social networks. The archaic network has a double meaning: for the victim, it is captivity and death, and for the hunter, it is a guarantee of survival and caught prey. The digital network has the same duality: it connects people on different ends of the planet and separates those sitting next to each other. It serves for career growth and development and for creating dependence at the same time. The viewer will find the answer to the question: what network are they in and what does it mean to them.

    The installation of the exhibit became a test and an experience of self-knowledge. In Olga Kiseleva’s work, we implemented a special meditative process of creating the installation. It consists of sequentially tying and pulling threads through a special structure. Each thread is fixed on nails. It took 18 thousand of them! ” Anna Karganova shares.

    Microstories: When Small is the Beginning of Big

    The Micro — Intersection Point project has collected over 100 miniature works. The exhibits here are no larger than 20 by 20 centimeters, and most often — 10 by 10 centimeters. This is a laboratory for experiments. What the artists cannot yet embody in a large format, they do in miniature. It is worth paying attention to Tatyana Fedotova’s work Dance with Matches — a round dance of textile matches: life as a dance and a dangerous game.

    Textile Guardians of the Park: Dialogue between Art and Nature

    The exhibition extends from the Bread House building onto the street, into the park, emphasizing that it is also part of the exhibition space of the Tsaritsyno Museum-Reserve. Opposite the Bread House stands Pavel Elfimov’s “Mammonteus” — a woven figure of a fantasy prehistoric animal made of coarse jute rope. A few steps away stands the flexible and touching “Accordionist” by Elena Molchanovskaya made of artificial rattan. The central square is decorated with “Star Called Sun” by Natalia Klimova — an art object made of metal, plywood and colored ribbons. In this work, the artist explores the ancient beliefs of our ancestors.

    Near the Bolshoy Bridge, attention is drawn to “Creation” by Tatyana Patina and Maria Bondarenko – a monumental hand pulling threads from the ground. The foundation of the historical Mylnya was transformed by the work of Katerina Lime-Blossom “hints of integrity” – writing with a small letter is not a typo, but an idea. The interweaving of yarn connects the past and the future.

    The Milovida pavilion features the installation Under Water by Evgenia Evart. It is made from recycled plastic. The artist studies water as the basis of life and draws attention to the fact that plastic pollutes water bodies everywhere. Fish made from plastic bottles, swimming on polyethylene waves, express the author’s anxiety.

    On the surface of the Upper Tsaritsyn Pond, Alexandra Ostrovskaya’s “Portal II” sways. The landmark is the island with the Mermaid Gate. During the time of Catherine the Great, plays were staged here, and folk festivals were held here, and the artist suggests that this could be the portal connecting worlds and eras.

    The optimal route through the park exhibition: start your tour from the Greenhouse Gate (entrance no. 9), moving along the natural relief of the park. Each work occupies a well-thought-out place in the landscape, revealing itself to the viewer in a certain sequence.

    Parallel threads

    A parallel program has been prepared as part of the triennial: some of it is for professionals, but most of the events are for everyone. Guests can expect lectures, master classes, and creative meetings. Of particular interest are the excursions. The schedule will be available on the museum’s website and in social networks. And in the fall, an inclusive project will start — special master classes in hand weaving for teenagers with mental disabilities.

    No longer a craft

    The curators note that over the 14 years of the triennial’s history, the artists have become significantly “younger,” which indicates a growing interest in textile art among emerging artists.

    “For quite a long time, textiles had the status of something handicraft. And if we take the development of the triennial, the types of works that we exhibit have changed very much. Now there are a lot of spatial works, a lot of compositions with high relief, there are textile sculptures. And all this suggests that we have moved very far away from the traditional perception of textile art. And this is great, in my opinion,” concludes Anna Karganova.

    The triennial can be visited from May 16 to November 30. To see the exhibition in the Bread House, you will need a ticket, but you can walk around the park freely.
