  • MIL-OSI Security: Art dealer charged as part of investigation into terrorist financing

    An art dealer from London has become the first person to be charged with a specific offence under section 21A of the Terrorism Act 2000.

    Oghenochuko Ojiri 53 (05.05.72) of west London, has been charged following an investigation into terrorist financing by officers from the National Terrorist Financial Investigation Unit (NTFIU), part of the Met’s Counter Terrorism Command.

    Following CPS authorisation, he has been charged with eight counts of failing to make a disclosure during the course of business within the regulated sector, contrary to section 21A of the Terrorism Act 2000. The charges relate to a period from October 2020 to December 2021.

    Mr Ojiri is due to appear at Westminster Magistrates’ Court on Friday 9 May.

    The investigation has been carried out in partnership with the Office of Financial Sanctions Implementation (OFSI) in HM Treasury, HMRC (the organisation that regulates the art sector), and the Met’s Arts & Antiques Unit.

    Scientists comment on Ørsted discontinuing the Hornsea 4 offshore wind project. 

    Prof Jun Liang, Professor of Power Electronics and Power Networks, Cardiff University, said:

    What does this mean for the UK’s net zero by 2030 aim?

    “This development undoubtedly impacts the UK’s Net Zero ambitions, as renewable energy—particularly offshore wind power from the North Sea—is a key driver in achieving this goal.  While the discontinuation of a single offshore wind farm due to an isolated issue may not be catastrophic, the underlying reasons behind this decision raise significant concerns.  If these challenges reflect broader systemic issues, they could have far-reaching implications for other similar projects, potentially hindering progress toward the 2030 target.

     

    Is there anything the government can do to encourage projects like this?

    “Although the UK government seems to be not doing anything wrong directly towards this wind farm development, the government must take proactive measures to address supply chain challenges and prevent further project cancellations.  While we recognise the broader economic pressures facing the UK—including global trade uncertainties—sustained focus on economic growth is essential to strengthen investment capacity and build a resilient supply chain.  The challenges facing offshore wind projects, such as Hornsea 4, are not isolated incidents but rather symptoms of the current economic climate.  Without decisive intervention, similar setbacks could jeopardize the UK’s renewable energy ambitions.

     

    Is this a blow to the UK’s renewable energy efforts – what else do we have; was this a significant part of it or is there still plenty more?

    “Based on available information, the discontinuation of this offshore wind project does not appear to stem from inherent issues in renewable energy development—such as turbine technology, transmission infrastructure, or grid capacity.  Instead, broader economic and supply chain challenges seem to be the primary drivers.

    “While offshore wind is a cornerstone of the UK’s renewable energy strategy, other sources—such as onshore wind and solar PV—remain critical.  However, these sectors may face similar supply chain constraints, as the root cause lies in macroeconomic pressures rather than sector-specific limitations.  The key question is whether the UK can mitigate these systemic risks to sustain progress across all renewable energy avenues.”

     

    Prof John Loughhead, Industrial Professor of Clean Energy, University of Birmingham, said:

    “This is certainly a significant setback to the Government’s ambitions for a rapid increase in offshore wind capacity.  Hornsea 4 represented about 10% of the planned increase to meet its aggressive 2030 low carbon electricity targets, and as it has been in development since 2018 it’s very unlikely an alternative could be identified and delivered within that timescale.  Achieving the 2030 targets has become even more challenging.  It appears a combination of supply chain inflation and delivery challenges meant the project became economically unattractive given the CfD price agreed with Government only last September, which also suggests future offshore wind will need a higher guaranteed price than foreseen.”

    The Health and Social Care Secretary Wes Streeting spoke at the Union of Shop, Distributive and Allied Workers (Usdaw) Annual Conference in Blackpool.

    It’s great to be here in Blackpool.

    Paddy (Lillis), you stood in the tradition of the greatest leaders of our movement, who believed it was not enough to walk through the streets demanding change, but that we had to walk through the corridors of power to deliver it.

    I also want to say thank you to Dave (McCrossen) for his leadership as Deputy General Secretary.

    Paddy, Dave, what you and your team have achieved in Usdaw is truly remarkable.

    Given the challenges facing retail and food distribution and the high turnover rates in the sector, maintaining your membership is a tough enough challenge, but with your leadership, Usdaw has grown. 

    With the switch to online shopping and the decline of our high streets, accelerated by the pandemic, others would have thrown in the towel. 

    Instead, your Retail Recovery Plan is helping the sector to come back stronger.

    Usdaw is an example to the trade union and labour movement:

    • to focus on the issues that matter most in the workplace
    • to keep our heads screwed on and our feet on the ground
    • to always champion the interests of working people

    Paddy, Dave, on behalf of everyone here and on behalf of the Prime Minister and the government, thank you for everything you’ve done for Usdaw and for our country.

    And having had my life saved by the NHS when I had kidney cancer at the age of 38, I can think of no better way of repaying the debt I owe to the NHS than by saving our National Health Service. 

    We should be in no doubt about the threat to our NHS.

    When we came into government, we took over an NHS going through the worst crisis in history:

    • waiting lists at historic highs
    • patient satisfaction at record lows
    • people struggling to see a GP
    • dental deserts in huge swathes of the country
    • ambulances not turning up on time
    • A&E departments full to bursting
    • doctors on picket lines, instead of the front line
    • that founding promise, that the NHS would always be there for us when we needed it, broken

    Broken, but not beaten. Because every day there are amazing people delivering outstanding and compassionate care, despite all those challenges.

    Not beaten, because as Nye Bevan is often quoted as saying: “The NHS will last as long as there’s folk with faith left to fight for it.”

    Well, every day since I became Health Secretary, I’ve gone into work fighting for our NHS.

    To restore that basic founding principle that the NHS should always be there for us when we need it.

    With our Plan for Change, we’ve hit the ground running.

    As our first step, we promised 2 million more appointments in our first year.

    Promise made, promise kept:

    • we delivered our promise 7 months early and we’ve smashed our target – delivering not 2, but 3 million extra appointments since July and rising
    • we’ve got waiting lists down 6 months on the trot, including during peak winter pressures
    • we ended the strikes within 3 weeks and delivered an above-inflation pay rise for NHS staff
    • we’ve invested an extra £26 billion in health and care
    • we’ve recruited 1,500 more GPs – and agreed a GP contract for the first time since the pandemic
    • we’ve delivered the biggest investment to hospices in a generation
    • the biggest expansion of Carer’s Allowance since the 1970s
    • a massive boost for older and disabled people through the Disabled Facilities Grant
    • the biggest real-terms increase to the Public Health Grant in nearly a decade
    • we’ve given pharmacies the biggest funding uplift in a generation
    • and last week we froze prescription charges for the first time in years

    A lot done, but there is more to do:

    • our bill on smoking and vapes will protect children and the most vulnerable and make this generation of kids the first smoke-free generation
    • our Mental Health Bill will stop the disgraceful incarceration of learning disabled adults
    • the ban on junk food advertising targeted at children will be a first step in addressing the growing problem of childhood obesity
    • we are working with health unions, councils and employers to deliver the first ever fair pay agreement for social care staff
    • and Louise Casey is leading a Commission on Social Care which will finally get a grip on a system that is broken for too many families

    We will always defend our NHS as a publicly funded, public service, free at the point of use, so that when you fall ill you never have to worry about the bill. 

    Our job is twofold.

    First, to get the NHS back on its feet and treating patients on time again.

    And second, to reform the service for the long-term, so it is fit for the future.

    This summer we will publish our 10 Year Plan for Health:

    • shifting the focus of healthcare out of hospital and into the community, with more investment in primary and community care  
    • bringing our analogue health service into the digital age, arming staff with modern equipment and cutting-edge technology
    • turning our sickness service into a preventative health service, to help people live well for longer and tackle the biggest killers

    This cannot be done by one man sat behind a desk in Whitehall. We will only succeed if this is a team effort, from the Prime Minister to the 1.5 million people who work in the health service. And the millions of us who use it taking the decisions needed to live healthier, more active lives.

    Mental health

    I know Usdaw have long campaigned on the impact poor mental health and stress can have at work. And your ‘It’s good to talk’ campaign is helping to overcome stigma and offering practical support to members who may be struggling.

    Failing to take mental health seriously doesn’t just have an enormous impact on people. Absences take their toll on businesses, our NHS and our economy as a whole. 

    In the NHS, we’re expanding talking therapies. Last year, we provided almost 70,000 people with the support they need at work, up more than 60% on the year before. 

    We know a timely intervention on mental health can save anguish and distress further down the line, and to deliver this we need to expand the mental health workforce so everyone can access the right people, with the right support, at the right time. 

    That’s why our manifesto promised an extra 8,500 mental health staff: tackling mental ill-health and the causes of mental ill-health. 

    New deal for working people

    Central to good health and good mental health are good jobs.

    So while I’m focused on fixing the foundations of our NHS, the whole government is working hard to deliver our manifesto promise to deliver the new deal for working people.

    Last month, our landmark Plan to Make Work Pay passed the House of Commons. It will mean: 

    • jobs that are more secure and family friendly 
    • a real living wage people can live on 
    • going further and faster to close the gender pay gap 
    • sick pay for the lowest earners 
    • day one rights from unfair dismissal 
    • ending fire and rehire  
    • and banning exploitative zero-hour contracts once and for all 

    Conference, this will be the biggest upgrade of workers’ rights in a generation.

    Of course change – real change – takes time. As I said to Laura Kuenssberg on the BBC over the weekend, I’m pretty sure when I talk about falling waiting lists, there are people shouting at the telly: “What are you talking about? I’m still waiting!”

    Both things are true. Waiting lists are falling and are over 200,000 lower today than they were when we came into office. But if you’re one of 7 million cases still on the list, you’re not feeling it yet.

    Similarly, the decisions I took within weeks of taking office that allowed us to employ 1,500 GPs are making a difference, but there will still be people going bananas trying to get through at 8am tomorrow morning after the bank holiday.

    If the Chancellor were standing here today, she’d also report that interest rates have fallen 3 times and wages are finally rising above inflation. But that doesn’t wash away the cost of living crisis.

    People are really struggling at the moment.

    Not living, just surviving.

    It’s not good for our health and it’s not good for our country.

    We were elected with a simple promise: change.

    It won’t be enough for people to see it in the statistics – you need to feel it in your lives.

    Is my family better off?

    Is the NHS there for me when I need it?

    Do my kids attend good schools?

    Are my streets safe?

    Am I getting a fair wage for a hard day at work?

    Those are the questions we as politicians need to help you as union reps answer. 

    I want all of you to know that, in government, all of us feel that pressure to deliver the change people voted for. We don’t want to let you or our country down.

    At the weekend, I asked people to give us the time we need to deliver as we grapple with an enormous breadth and depth of challenges.

    But day by day, week by week, step by step, we will rebuild our economy, rebuild our public services and rebuild trust in politics.

    • increased the National Living Wage and National Minimum Wage, giving over 3 million workers a pay rise
    • delivered breakfast clubs at 750 primary schools, so that they start the day with hungry minds instead of hungry bellies
    • scrapped the wasteful Rwanda scheme and launched our Border Security Command
    • overhauled apprenticeships through a new Growth and Skills Levy
    • and switched on Great British Energy

    We’re:

    • bringing the UK’s railways back into public ownership
    • banning no-fault evictions and introducing new protections for renters
    • delivering the New Deal for Working People
    • and cutting NHS waiting lists

    The city’s new Go Walks scheme has been launched, giving families the chance to explore their local area, improve their health and build stronger communities.

    The series of walks is based around the City’s Family Hubs that provide welcoming, safe spaces where children, young people and families can access services and help, while enjoying fun activities and building friendships.

    The launch which took place on the 25 April saw families set out on one of the walks at the Moat Family Hub, hosted by guest of honour, and much-loved children’s TV presenter, Gemma Hunt, an Ambassador for The Outdoor Guide Foundation.

    Gemma said: “Go Walks is brilliant for these wonderful Family Hubs in Coventry.

    “There are different walks you can go on with your families and they’re all really easily accessible for all ages, so breathe in the fresh air and get outdoors.”

    After enjoying the walk, local families gave the scheme the thumbs-up, with comments including:

    • “The walk was amazing and I enjoyed it. It helped with my mental health and wellbeing. I’ll do more walks. It was good to meet new people.”
    • “The walk was beautiful. I saw places I never knew were there and enjoyed ice cream and seeing Gemma Hunt.”

    Go Walks is the result of a new partnership between the City Council and The Outdoor Guide – an organisation that strongly believes in the value of enjoying a healthy life outdoors – which has built a national network of walks throughout the UK in both cities and the countryside.

    The aim of the walks is to link residents with green spaces in their areas. Showing local families the amazing facilities right on their doorstep – from parks and woodland to social supermarkets, food banks, drop-in centres, places of worship, medical centres and primary schools.  This initiative delivers on our pledge to children and young people to help them be and feel healthy as part of Child Friendly Cov.

    As well as enabling residents to get to know their area better and see the numerous facilities and support on offer, the walks will also introduce new arrivals to the City to their neighbourhood and bring people together. Families will be able to connect with their local Family Hub and discover all the free activities and resources available for them.

    Cllr Patricia Seaman, Cabinet Member for Children and Young People, said: “The Go Walks scheme is a wonderful idea and you could see how valued they will be by the reaction of people at the launch.

  • MIL-OSI United Nations: Lifesaving humanitarian supply route cut in South Sudan, leaving malnourished children at risk

    Juba – More than 60,000 malnourished children in South Sudan’s Upper Nile state are at risk of plunging deeper into malnutrition as treatment supplies run critically low and resupply efforts are hampered, the United Nations World Food Programme (WFP) and UNICEF warned today.

    Intensified fighting along the White Nile river has meant no humanitarian supplies have reached the area in almost a month. The river is the main humanitarian supply corridor into Upper Nile.

    Upper Nile state has some of the highest rates of malnutrition in South Sudan, with over 300,000 children affected by moderate or severe malnutrition in the past year. As the rainy season progresses and conflict continues to displace families, the spread of waterborne diseases and increased food insecurity is expected to contribute to a rise in the number of malnourished children. 

    Without urgent access and resupply of vital assistance, WFP and UNICEF expect to exhaust nutrition supplies to treat moderate and severe cases of malnutrition by the end of May. This will bring life-saving treatment programmes across the state to a standstill, impacting tens of thousands of children undergoing treatment. 

    In mid-April, barges carrying 1,000 metric tonnes of food and nutrition supplies bound for Upper Nile state were forced to return due to insecurity. Almost 3,000 additional metric tonnes are on standby in Bor – a humanitarian cargo hub along the Nile River – ready for delivery as soon as conditions allow.

    “Children are already the first to suffer during emergencies, if we can’t get nutrition supplies through, we are likely to see escalating malnutrition in areas already at breaking point,” said Mary-Ellen McGroarty, WFP Representative in South Sudan. “This is already one of the most food-insecure regions in South Sudan with extremely high rates of malnutrition, in these situations every day makes a difference for a malnourished child in need of life-saving treatment.”

    Due to security concerns and the high value of nutrition supplies, WFP and UNICEF are unable to preposition stock in insecure areas as doing so would leave health facilities and warehouses increasingly vulnerable to looting. Already, in Upper Nile, almost 2,000 cartons of life-saving nutrition supplies (around 26 metric tonnes) have been looted since the onset of the conflict, robbing around 1,900 children of their only chance of treatment and recovery.

    “We have reluctantly taken the unprecedented step of holding back supplies for fear that they will not reach the children that so desperately need them, due to the ongoing fighting, looting and disruption of the river route,” UNICEF’s OIC Representative, Obia Achieng. “If this continues, we are in danger of simply running out of supplies in counties across the state by the end of May 2025, with potentially catastrophic results for the youngest, most vulnerable children,” Achieng added.

    WFP and UNICEF warn that without an urgent, safe resumption of deliveries, children across Upper Nile will face the devastating consequences of interrupted treatment—reversing hard-won gains in the fight against malnutrition and putting the lives of the youngest and most vulnerable at even greater risk.

    Introduction

    Thank you for the introduction. 

    I’d like to acknowledge the Traditional Owners of the land on which we meet, the Gadigal people, and pay respects to Elders past and present, and extend that to First Nations people present today. 

    I would also like to say thank you to Michael Walpole and Jennie Granger for inviting me to speak today. 

    It is indeed a privilege to be invited, and I hope I can get a recurring invite.

    The theme of this year’s ATAX conference is ‘Tax Administration: Getting it right’.  

    Before I get underway, some of my own housekeeping is important to note. Given the House of Representatives has been dissolved, we have a caretaker government, and so public servants, even we statutory officers, need to exercise appropriate discretion about what we say, and what we comment on.

    Which I will, of course, do.

    So, while I might be a little bland, I hope that doesn’t rule me out for the future.

    But returning to the topic at hand, what ought we mean by ‘getting tax administration right’. 

    Before I step through my perspective on this issue, which some of you will have heard before (I do apologise for that, but I think they are messages worth repeating) I’d like to reflect a bit on the crucial role tax has in the social contract – Australian style. 

    As the famous American Supreme Court Judge Oliver Wendell Holmes Jr said, ‘tax is the price we pay for a civilised society’.  

    I’d like to expand on that to posit that the tax we pay is a vital element of our social contract; the citizenry pay tax and in return the government provides the services the community, collectively, demands.  

    This notion recognises that as individuals there is little we can deliver on our own, but collectively our ‘contribution rules’ set out our obligations for how we can mutually contribute to fund things the country needs and the community demands.  

    Thomas Hobbes, one of the founders of modern political philosophy, had his memorable take on the social contract. Writing during the English civil war, he noted in the Leviathan that, without any ruler, our ‘state of nature’ would result in…

    such condition, there is no place for industry; because the fruit thereof is uncertain: and consequently no culture of the earth; no navigation, nor the use of commodities that may be imported by sea; no commodious buildings; no instruments of moving, and removing, such things as require much force; no knowledge of the face of the earth; no account of time; no arts; no letters; no society; and which is worst of all; continual fear, and danger of violent death; and the life of man, solitary, poor, nasty, brutish and short. 

    He may well have been over-influenced by England’s challenges at the time, but I think a moderated application can be seen to ring true today. Hence his view that to correct for this, society needs a strong powerful ruler – in Hobbes’ time, perhaps a sovereign, in our time and our place, a government. Perhaps not necessarily ‘strong and powerful’ as Hobbes’ may have imagined it, but definitely one with authority.

    Without a government, there will be little peace, prosperity or freedom.  

    And without tax, at least in the Australian context, very hard to imagine a government.  

    But digging a fraction deeper, does Australia’s tax system reflect Australia’s social contract and does the Australian Taxation Office’s (ATO’s) administration reflect this?  

    I think there’s a strong argument to be made that a country’s tax system, provided there are strong democratic foundations and processes, reflects its aspirations, its underpinnings and how the country has chosen its ‘rules of contribution’.

    The Australian tax system, or at least the policy to be implemented, has at least 2 elements:

    1. First, as a federation, do we have the right balance between taxes levied by the Commonwealth as compared to that by the states? 
    2. Second, do we have the right ‘tax mix’. That is, the right balance between direct taxes (such as income tax) and indirect taxes (such as the GST and excise)? 

    Of course, both of these are core policy questions not appropriate for me to comment on.

    But then the question of whether we get the tax administration right can be assessed by whether, given the first 2 elements, do we have the right administrative machinery and people in place to deliver the desired revenue for the government to deliver the services the community demands – that is, to deliver on the social contract? 

    The ‘right’ administration of taxes 

    The ATO is governed by legislation, passed by those who represent the broader community.  

    Much responsibility is vested in the Commissioner, and the parliament has provided me with significant authority, but has carefully constrained the Commissioner’s discretion to depart from the job at hand.

    To deliver on our purpose, successive governments have ensured we are appropriately resourced, with both technology and people, and from this resourcing expect us to deliver on our role.

    So what’s our role?

    To collect the right amount of tax, in accordance with the law, in the most efficient way for the government and the taxpayer. And in doing this, treat taxpayers with courtesy and respect.

    The law, of course, changes over time, both through explicit parliamentary action, and also through the court’s interpretation of the ‘hard cases’ that come before it.  

    The administrator then needs to ensure that their administration of the law is kept contemporary and is seen as fair and reasonable. 

    Does the ATO meet these benchmarks? 

    As I hope you would expect, we strive to, but of course, given none of us are perfect, in specific instances we may well fall short. 

    So, what are some useful metrics we can look to, to assess whether we are getting our administration right? That demonstrate we are meeting our Public Governance, Performance and Accountability Act 2013 (the ‘bible’ that governs the way we in the APS act) requirements to be effective, efficient, economical and ethical?

    Let’s start with the most important one – are we effective at our job?

    Our purpose, or the reason we exist, is clear: We collect tax so that government can deliver services for the Australian community.

    Being the nation’s principal tax collector is not always an easy job, but it’s an important one. One that’s fundamental to Australia’s strong economy and society.  

    Without the ATO doing its role, the rest of the government suffers (both Commonwealth and state), and accordingly, as does our broader society. 

    The ATO makes up a bit under 10% of the APS, but the more than 190,000 other federal public servants rely on us to do our job, so they can do theirs, that is so that the government has the money it needs to provide the services the community demands.  

    And given Australia’s vertical fiscal imbalance, a significant proportion of revenue the states and territories use to fund their public services is collected by us as well. 

    If our purpose is our guiding light, then our roadmap is our vision as an agency.

    Our vision is an Australia where every taxpayer meets their obligations because:

    • complying is easy
    • help is tailored
    • deliberate non-compliance has consequences.

    We are confident that where these conditions are met, voluntary compliance will be optimised.

    But our purpose drives what we do, day in and day out. It reinforces that our role is fundamental to making government work. At the end of the day, being that part of the government that collects tax revenue, so that other parts of government can deliver services for citizens, is our most fundamental function.

    We definitely collect a lot of tax – in this year’s budget papersExternal Link our Treasury colleagues estimate that we will collect $676.1 billion in the current financial year.

    But how does that compare with what we should collect?

    It’s tricky to get a firm handle on this, but our best estimates stem from our ATO Tax Gap measurement.

    Tax gap

    The tax gap is an estimate of the difference between the estimate of what we expect to collect, and what would have been collected if every taxpayer was fully compliant with the law.

    For the most recent tax gap data available, 2021–22, we estimate that we will collect $545.8 billion of the total $590.3 billion tax due.

    That is, the amount of tax not collected, the net tax gap, is $44.5 billion, or 7.5% of the total amount of the tax.

    The $545.8 billion, the amount we have or will collect, is made up of 2 parts:

    • $531.4 billion that is reported correctly when taxpayers lodge their tax statements, and
    • $14.3 billion which represents any difference between that first return and the final corrected return.

    So, the $14.3 billion collected following a revised tax return is influenced by ATO action – typically our post lodgment compliance action like reviews and audits.

    In the context of the performance of our tax system, the tax gap data indicates that we have 90.1% voluntary performance. This adjusts to 92.5% when we factor in our compliance action.

    Tax gap components

    But not all taxes are created equal, and the overall gap is made up of varying gaps or components across different taxation types. Based on the most recent verified data:

    • The gap for personal income taxes (both salary and business income) account for $25.8 billion of the $44.5 billion tax gap.
    • Given the size of the population for collections, it’s not surprising that this is the biggest. This group has a net tax gap of 8.5%.
    • Company income taxes (large, medium and small companies) account for $8.7 billion of the $44.5 billion tax gap. This group has a net tax gap of 6.3%.
    • GST – $4.4 billion and a net gap of 5.5%.
    • Excise and all other gaps – $5.6 billion or a net tax gap of 8.1%.

    Comparisons to other jurisdictions

    So how does this compare to other countries?

    This is a tricky question to answer mainly because of the countries who attempt to calculate their tax gap, each have their own unique features of measurement. The variation between jurisdictions means we can find ourselves comparing apples to oranges in many cases.

    But if we look at the trends in our respective data, perhaps there is something to glean.

    In Australia, since 2016–17, the net gap has decreased from 7.8% to 7.5%. Over the same period, the UK’s net gap decreased from 5.4% to 5.2% (noting the parameters of their gap calculations vary slightly from Australia’s).

    In both instances, the overall net gap decreased. And it’s important to remember, that this represents an estimate of what we are not collecting and what is not being reported. Being an estimate, they are often revised over time as more information becomes available.

    Suffice to say, in our international engagement, we are confident that our methodology is good practice, and our measured gaps are amongst the smallest.

    So, I think we are quite effective.

    Administrative performance

    Then, do we do this in the most efficient way for the government and the taxpayer?

    Our costs of collection are, in the main, very low. For the 2023–24 year the cost to collect $100 of tax was 56 cents.

    Unfortunately, good, robust information on compliance costs for all taxpayers is not collected and produced.

    Do we treat taxpayers with courtesy and respect?

    Our Charter outlines our commitments to the community in their interactions with us and includes a number of stated commitments around the behaviours expected from ATO officers when they engage with the community.

    We have a range of metrics that provide valuable insights into how this is working in practice:

    • For service commitments: The ATO has 12 publicly stated service commitments that are reported every month on the ATO website. The last published results were for March 2025, and show all 12 were met.
    • Highlights included that
      • 97% of electronic taxpayer requests were finalised in 15 days, against a target of 90%
      • 99% of electronic tax returns and activity statements were finalised in 12 business days, against a target of 94%, and
      • 100% of employee referrals for unpaid super were escalated with employers within 28 days, against a target of 90%.
    • Regarding complaints, they continue to represent a very small portion of our interactions with taxpayers, around 0.1%.
      • Our service commitment is that we will resolve 85% of complaints within 15 days or within a date negotiated with the taxpayer. And, pleasingly, our March 2025 (YTD) result showed we have finalised 99% of complaints within our service commitment.

    To further ensure confidence in our administration, the ATO is fortunate to have fairly comprehensive scrutiny from a broad set of scrutineers.

    Like any Commonwealth government funded agency or department we are subject to the thrice-yearly scrutiny on our appropriation by the relevant senate legislation committee – commonly known as our Senate Estimates process.

    Again, like any other similarly funded agency we are subject to both financial audits and performance audits by the Australian National Audit Office.

    And we have our own dedicated scrutineer – the Tax Ombudsman, Ruth Owen, who is speaking this afternoon.

    Each of these processes provide us food for thought and often specific recommendations to improve our administration to which we attempt to respond to in a timely way.

    A further step this year was the Australian Public Service Commission initiating a capability reviewExternal Link to seek some external assurance that we are well placed for the future. And it showed that we are.

    Importantly, and as far as I am aware – all of our scrutineers are broadly happy that we are collecting the right amount of tax.

    But often the biggest critics of an organisation sit within it.

    And one of our shortcomings brought to my attention by my staff early on was the size of the debt book.

    The broader debt book – that is, stock of the tax debt that is owed to the Commonwealth Government at the current point in time – is currently over $105 billion (compared to the 2024-25 total revenue of around $650 billion). It’s the largest it’s ever been, and it is money that could be benefitting all Australians.  

    We estimate that just under half of that $105.1 billion is made up of collectable debt. That $46.4 billion is almost double the $26.5 billion of collectable debt owed in 2019. 

    I’ll have more to say on this shortly.

    Our vision

    We have recently spent time on sharpening our focus for the future by committing to a very clear vision for tax administration.

    Our vision is an Australia where every taxpayer meets their obligations because:

    • complying is easy
    • help is tailored
    • deliberate non-compliance has consequences. 

    I think there’s value in stepping this through in more detail today.

    Firstly, every taxpayer meets their obligations because complying is easy.

    • As an administrator, part of our role is to take the complexity of the system and do what we can to make it as easy to use as we can. That is, be a ‘complexity broker’.
    • In all aspects of life we need complexity brokers. Some of us know how to fix our cars and are happy to rely on our own expertise. Others are content to know how to put in the petrol and steer the wheel and are happy to rely on those with the expertise.
    • The ATO’s role as a complexity broker is complemented by the role of the tax profession in our system – those who help Australians to meet and understand their tax obligations.
    • Focusing on the tax profession, strengthening that relationship continues to be one of our core priorities.
    • It is vital that we work closely with the tax profession to ensure they are properly equipped to be complexity brokers for their clients.

    Secondly, every taxpayer meets their obligations because help is tailored.

    • While it’s important that all taxpayers have a clear digital pathway to resolve their interactions with the ATO, there will always be members of the community who need direct assistance from an ATO officer. While digital systems can enable a fast and seamless experience in some instances, it cannot be a substitute for human judgment.
    • Only human intervention can determine what constitutes fairness and reasonableness in those taxpayer circumstances where complex communication, compassion or empathy are needed to make decisions with the taxpayer.
    • We are currently developing our Future Interactions Strategy, which will further refine the how and when of our tailored approaches.
    • And within this strategy, our objectives will be laid out
      • to provide unassisted digital options to resolve tax matters where possible
      • to provide efficient human-assisted channels to assist in resolving more complex matters, or where the circumstances of the taxpayer require it
      • to provide secure, integrated digital platforms.
    • Alongside this is our focus on helping those experiencing vulnerability to meet their obligations.
    • To support this, the ATO is implementing a Vulnerability Capability that will strengthen and coordinate the way the ATO supports those who need it most. And in doing this we are grateful to the Tax Ombudsman for her recent reportExternal Link on this issue, particularly regarding financial abuse.
    • This program of work will include the development of a framework, together with specific actions and activities to support people experiencing vulnerability, including financial abuse.

    And finally, every taxpayer meets their obligations because deliberate non-compliance has consequences.

    • In the tax system, we think about non-compliance against a wide set of obligations, including failure to lodge, false registration and deliberate incorrect reporting. And of course, it also considers not paying the appropriate amount of tax.
    • While all tax owed to the government is a priority – from individuals, and from small and large business – we are conscious of our duty to collect priority debt such as unpaid superannuation guarantee, PAYGW – that is, tax that is withheld from employees’ pay but not passed on to the government – and GST that is collected from customers but not passed on to the government, and from the small group of taxpayers who exhibit the most non-compliant behaviour in avoiding their obligations.
    • It is important to note that only 22,000 taxpayers are responsible for $11 billion of the total tax collectable debt value. In context, that’s about 1% of the total debtors responsible for 20% of what’s owed.
    • To be clear, I’m not talking about just the largest taxpayers – this 1% are taxpayers of varying sizes. And it is this group where our focus lies.
    • This approach we are taking to collect the tax owed to the government is deliberate and targeted, with action being taken for those who repeatedly refuse to engage with us and continue to ignore our reminders.
    • For these taxpayers, we are moving more urgently to deploy the full powers available to us and we are beginning to see some positive impacts of this work, through reduction in the amount of debt owed to the government.

    Conclusion

    So, are we getting tax administration right? We, of course, have a few critics.

    But we all need to keep reminding ourselves that the tax system is not an end in itself; it’s only ever an instrument for the government to get the money it needs to deliver the services the community desires.

    Many of us, both internally and externally, can get caught up in the intricacies of various seemingly contradictory tax policies, the finer points of a court outcome, and the time it takes for us to finalise a complex ruling. Missing the reality of our tax system’s overall performance.

    But total taxes largely meet society’s spending demands. Our tax gap is low and our service commitments largely met.

    So, the conditions of tax administration doing its bit to deliver on our social contract are largely, or mainly, met.

    Is our tax administration perfect? Of course not.

    Is it about right? I am obviously biased, but I would say definitely.

    Can we improve? Of course.

    We’ve got work to do to achieve this. But that’s our aim.

    The New Zealand Māori Council and Palestine Solidarity Network Aotearoa made a high profile appeal to Foreign Minister Winston Peters over Gaza today, calling for urgent action over humanitarian supplies for the besieged Palestinian enclave.

We are asking you to speak on behalf of New Zealand to support the urgent international plea for humanitarian aid to be allowed into Gaza and to initiate calls for a no-fly zone to be established over the region to prevent further mass killing of civilians.

    We believe the way forward for peace and security for everyone in the region is for all parties to follow international law and United Nations resolutions, going back to UNGA 194 in 1948, so that a lasting peace can be established based on justice and equal rights for everyone.

    BEIJING, May 8 (Xinhua) — International passenger ships officially began operating on the Heilongjiang River between Blagoveshchensk and the Chinese city of Heihe (northeast China) on Wednesday.

    On the first day of navigation, China and Russia each sent one passenger ship, each of which is capable of carrying 240 passengers, which is 10 times more than during the seasonal transport period using hovercraft to carry passengers.

    With the opening of passenger ship navigation in Heihe, the peak of summer tourism is expected to begin.     BEIJING, May 8 (Xinhua) — A total of 678 China-Europe freight trains passed through Manzhouli Port on their way back in the first quarter of this year, the press service of the people’s government of the city of the same name in the Inner Mongolia Autonomous Region reported.

    The aforementioned trains delivered 70,750 standard containers (twenty-foot equivalent, TEU) of goods to the country.

    Thus, both indicators grew by 7.1 and 5.3 percent, respectively, year-on-year, setting new records.

    The Manzhouli checkpoint is located on the border between China and Russia’s Zabaikalsky Krai. From January to March of this year, it ranked first among the country’s railway checkpoints in terms of the volume of cargo transported into the country.

    Currently, the return freight trains of the China-Europe freight transport link Manzhouli with more than 60 cities in the country, including Harbin, Shenyang, Xi’an, Nanjing, Zhengzhou, Changsha and Chengdu.     Thirty-one people were killed and 57 others injured in an Indian attack on Pakistani territory and subsequent exchange of fire between Pakistani and Indian troops along the Line of Control (LoC), the de facto border that divides the disputed region of Kashmir, a spokesperson for the Pakistani army’s media wing said on Wednesday.

    India carried out large-scale “ceasefire violations” in border areas throughout the day on Wednesday, following attacks on houses and mosques that targeted civilians in Pakistan-controlled Kashmir and the eastern Punjab province during Tuesday night and the early hours of Wednesday morning, Director General of the Inter-Services Public Relations (ISPR), Lieutenant General Ahmed Sharif Chaudhry, told the media during a briefing.

    He stated that Pakistan responded effectively by targeting an Indian brigade headquarters, a battalion headquarters, and multiple military posts across the LoC in the Kashmir region, and along the working boundary between Pakistan’s Punjab and India-controlled Kashmir during the day-long exchange of fire.

    The ISPR chief said that Indian jet fighters struck six locations within Pakistani territory, but the Pakistani Air Force responded by shooting down five Indian fighter jets with precision.

    In addition, the Pakistani army shot down seven Indian spy and combat drones and captured two more using advanced technology, he added.

    “We were well-prepared. Pakistan did not suffer any combat casualties during the exchange of fire, and the Air Force did not lose any aircraft or assets in the strikes,” he said.

    India had accused Pakistan of hosting terrorist camps, but after Pakistan invited both local and foreign media to inspect the alleged sites, India launched a surprise night-time attack on those locations, he added.

    Pakistan reserves the right to respond in self-defense at a time of its choosing, he said, adding that the country’s commitment to peace should not be mistaken for weakness.

    While Pakistan seeks regional stability, it will not hesitate to act decisively if provoked, Chaudhry said.

  • MIL-Evening Report: Even as emissions level off, carbon dioxide in the atmosphere is growing faster than ever. Here’s why

    Over the last decade, humanity’s emissions of carbon dioxide (CO₂) have stabilised after a period of huge growth. Average growth is now down to just 0.6% per year, compared to 2% per year in the previous decade. But levelling off isn’t the same as declining – and we’ve levelled off at a very high rate of emissions. The Global Carbon Project estimates human activities released a record high of 10.2 gigatonnes of carbon (GtC) in 2024.

    Last year, the atmosphere’s concentration of CO₂ rose at the fastest rate on record. Over the last decade, atmospheric CO₂ increased an average of 2.4 parts per million (ppm) a year. But last year, concentrations jumped by 3.5 ppm, reaching 424 ppm in the atmosphere. These concentrations are more than 50% higher than the pre-industrial period.

    While we’re burning more fossil fuels than ever, recent emissions growth has been offset by falling rates of deforestation and other land use emissions.

    Why are CO₂ concentrations still rapidly increasing? We’re still pumping massive amounts of long-buried CO₂ into our atmosphere. The only way for this carbon to leave the atmosphere is through natural carbon sinks – and they’re struggling to keep up.

    How do we know the amount of CO₂ in the atmosphere?

    Perched on a remote and windy clifftop on Tasmania’s northwest tip lies the Kennaook/Cape Grim Baseline Air Pollution Station. This station has an important job: monitoring baseline changes in atmospheric gases. The location was chosen because air here has travelled hundreds of kilometres over the ocean in an area unaffected by local pollution.

    For decades, Australian scientists have directly measured the changes to the atmosphere here. Alongside other monitoring stations worldwide, this gives us an accurate and precise record of changes in greenhouse gases and ozone depleting chemicals in the atmosphere.

    Filling the bathtub

    Carbon dioxide is very good at trapping heat. Over the Earth’s 4.5 billion years, pulses of CO₂ have created hothouse worlds, very different to the pleasant climate humans have enjoyed since the last ice age, about 11,000 years ago. The last time CO₂ went past 400 ppm was likely more than two million years ago.

    It’s easy to confuse CO₂ emissions and concentrations of CO₂ in the atmosphere. Emissions influence atmospheric concentrations, but they are not the same.

    Releasing long-buried carbon back into the atmosphere by burning fossil fuels and producing CO₂ emissions is like turning on the tap in a bathtub and the amount of water in the tub is the atmospheric concentration.

    The Earth has natural ways of dealing with carbon dioxide. Plants, soils and oceans are carbon “sinks” – they all draw down carbon from the atmosphere and store it. Think of them as the bath’s plughole.

    If we think of the atmosphere as a bathtub, our emissions are the tap turned on, natural carbon sinks are the plughole and the water in the bath are the atmospheric CO₂ levels.

    The problem is, we’re filling up the tub with CO₂ much faster than the Earth’s carbon sinks can pull them out. As a result, CO₂ concentration in the atmosphere rises. Atmospheric CO₂ matters because it is what actually influences climate.

    If we apply current global emissions and scenarios where emissions decrease either steadily or rapidly to the CSIRO Simple Carbon-Climate Model, we can estimate how much our bathtub is likely to fill. These graphs show emissions must be significantly cut before we can start to see a fall in atmospheric concentration.

    Why did CO₂ concentration jump last year?

    The single largest influence in last year’s spike in CO₂ concentration is likely to be changes to carbon sinks.

    Every year, oceans, forests and soils absorb about half the emissions humans produce. But this figure isn’t set – it changes as the Earth’s systems change.

    For instance, plants grow more in wetter years and store more carbon in their structures through photosynthesis and growth.

    But climate change is making fires more intense and more frequent. As trees burn, they release stored carbon back to the atmosphere. Emissions from enormous wildfires in Canada in 2023 and South America in 2024 likely contributed to the atmospheric CO₂ jump.

    Recent research suggests a weakened biosphere has strongly contributed. Severe droughts across the northern hemisphere in 2024 cut the ability of the planet’s soils and plant life to soak up and store CO₂.

    The speed at which carbon sinks soak up CO₂ depends on environmental conditions, which are largely out of our control. As climate change worsens, the capacity of natural carbon sinks to draw down our emissions will likely reduce.

    In the bathtub analogy, water leaves the tub through the plughole. If the plughole narrows, less water can escape and our tub will fill up even faster.

    The main lever we can control is the tap on the bathtub – the emissions we produce. Many nations are now cutting their emissions, but not enough to begin the sharp decline in concentration we need.

    In the 1980s, the Earth’s thin, protective layer of ozone – just 10 parts per million – was being eaten away by chlorofluorocarbons (CFCs) and other chemicals in fridges, air conditioners and aerosol cans. Nations replaced these chemicals and the ozone hole began to close. Fossil fuels are far more important to our current way of life than CFCs were. But we now have good options to replace them across many industries.

    This is a crucial moment. Our current rate of emissions will only cause CO₂ concentrations and global temperatures to rise. Natural carbon sinks will not pull out enough carbon to stabilise our climate on a time frame meaningful to humans. The earlier the action and decrease in emissions, the better our future.

    Exactly 80 years ago, the Great Patriotic War ended. This fact was confirmed by the Act of Unconditional Surrender of the German Armed Forces. And today, on Victory Day, we will tell the story of how an engineering diploma from the Moscow Engineering and Economics Institute (now the State University of Management) allowed its graduate Arkady Pashenin to witness the signing of this historic document.

    Arkady Pashenin was born on March 19, 1918, entered the construction department of the Moscow Institute of Power Engineering in 1935, and defended his diploma five days after the start of the war – on June 27, 1941. According to him, Soviet youth was mentally prepared for war. In companies, they did not discuss ways to evade, but what was better to take to the front in addition to the recommended list. And the state took care of the physical condition of the youth – in addition to standard military training, the Moscow Institute of Power Engineering had a strong ski section of the Rot Front sports society, of which Arkady Pashenin was a member. Team “Ski Patrol Races” were especially popular with students.

    On July 8, the day after receiving diploma #025980, graduate Pasheshin reported to the recruiting station, where the duty officer, having familiarized himself with the documents, sent him to the military commissar. The latter looked at the diploma and sent the conscript to the Military Academy of Logistics and Supply, where he completed a three-month training course. In September 1942, Arkady Pashenin served at the headquarters of the 276th Ski Regiment when he was summoned to Moscow, to the People’s Commissariat of Defense, where he was thoroughly discussed with him about the diploma and sent to Stalingrad, to the headquarters of the 5th Shock Army, which was being formed at that time. He served there until the army was disbanded after the war.

    The most dramatic turn of fate connected with the MIE diploma happened to our hero at the end of the war, near Warsaw. One winter day at the turn of 1944/45, he was summoned by the head of the personnel department of the army headquarters and again asked about the specialty of an engineer-economist. It turned out that a member of the Military Council of the army, Lieutenant General Fyodor Bokov, was looking for three personal assistants of different specialties. Officers from the operational and political departments were selected immediately, but there was no suitable candidate for an economist who could “distinguish a bakery from a sawmill.” After a ten-minute conversation with Bokov, Pashenin was accepted into the team.

    As a result of the Berlin Offensive Operation, the German troops were finally defeated. It remained to formalize the situation legally. Marshal of the Soviet Union Georgy Zhukov chose the headquarters of the 5th Shock Army as the place for signing the Act of Unconditional Surrender, so on May 8, 1945, Fyodor Bokov and his assistants, including Arkady Pashenin, were among those meeting the Allied delegation at the Tempelhof airfield. The diplomatic service was late with instructions on the protocol of the meeting, so the staff officers decided to run for the flags of the nations themselves half an hour before the arrival of the first plane. They were unable to find the French flag right away, fortunately the plane of the Commander-in-Chief of the French Army, General Jean de Latre de Tassigny, was late, and he was met later, separately from the British and Americans. Major of the Quartermaster Service Pashenin had the honor of holding the flag of the USSR, which he remembered for the rest of his life:

    “So we, three Russian officers, stood in the center of Europe with the flags of nations. The famous generals and marshals of the allied armies walked past us. Eisenhower, Montgomery, Tedder and others saluted the flags, including the flag of the USSR, which by the will of fate I, a graduate of the Moscow Institute of Economics and Law in 1941, was entrusted to hold.”

    Let’s forgive Arkady Mikhailovich for the historical inaccuracy. As is well known, the Instrument of Surrender on the part of Great Britain was signed not by Field Marshal Bernard Montgomery, but by the Supreme Commander of the Royal Air Force Arthur Tedder. The Americans were represented not by the future President Dwight Eisenhower, but by the Chief of Staff of the US Air Force Carl Spaatz. But just imagine how exciting this moment was for what was essentially a very young officer, and sometimes even the young are deceived by memory.

    The headquarters of the 5th Shock Army was located in the building of the Military Engineering School in Karlshorst, one of the eastern suburbs of Berlin, where everyone headed from the airfield. The hall of the officers’ mess was prepared for the ceremony, the furniture was brought from the Reich Chancellery building. As a staff officer, Arkady Pashenin had free access to all the rooms of the headquarters and did not miss the opportunity to be present at the signing of the Act of Surrender. The extra chairs were taken out of the hall, so everyone except the signatories watched the ceremony standing. Pashenin took a place by the wall near a small table, at which the Chief of the Supreme Command of the Armed Forces of Nazi Germany Wilhelm Keitel then sat.

    The ceremony began at exactly midnight Moscow time. Hence the disagreement about the date of Victory Day celebrations in Russia and the West. When it came to Keitel, he was about to sign the Act at his desk, but Georgy Zhukov demanded that he come over and sign the Act on a side table. Jawohl (German for “Yes sir”), the blushing Field Marshal complied. This was the German word the Nazis used more often than any other at the ceremony.

    The procedure ended at 00:43 Moscow time, after which the banquet began. Suddenly the question arose: what to feed the German delegation – not red caviar? Even the diplomats could not resolve it. Then they turned to Zhukov for advice, and he said: “Let’s not be petty – feed them everything that has been prepared for the banquet. And be sure to serve it on plates with the monograms of the Imperial Chancellery. And give them unlimited drinks. Let them wash down their defeat… But I think it will not do them any good!”

    And so it happened: Wilhelm Keitel was executed by decision of the International Military Tribunal in Nuremberg on October 16, 1946. Another representative of the German government who signed the Act of Surrender, General Admiral Hans von Friedeburg, poisoned himself with cyanide the day before his arrest.

    And MIEI graduate Arkady Mikhailovich Pashenin served in the Soviet Army until 1978 and retired with the rank of colonel of the quartermaster service. He was awarded five orders and five medals, including, of course, “For the capture of Berlin” and “For the victory over Germany in the Great Patriotic War of 1941-1945.”

  • MIL-OSI Australia: Criminal ‘largest buyers’ of gold bullion stripped of $8.7 million

    Two Sydney-based leaders of an Australian criminal syndicate have been stripped of more than $8.7 million in assets for their roles in an elaborate gold bullion GST fraud. 

    Orders made by the Supreme Court of New South Wales resulted in those assets being forfeited to the Commonwealth.

    It followed a complex, decade-long AFP-led Criminal Assets Confiscation Taskforce (CACT) investigation, codenamed Operation Nosean. The CACT brings together the resources and expertise of the AFP, Australian Border Force (ABF), Australian Taxation Office (ATO), Australian Criminal Intelligence Commission (ACIC) and AUSTRAC.

    The CACT investigation began in 2012 after intelligence highlighted the apparent purchase of notably high quantities of pure gold bullion – known as PAMP gold – from a broker in Sydney. This intelligence suggested the gold was being used for large-scale GST fraud.

    At the same time, the ATO advised the CACT they had identified an unusual pattern of large GST refunds being paid to several gold refiners in Sydney and Melbourne.

    Both the CACT and ATO continued their investigations in parallel. 

    What subsequently emerged was the picture of an incredibly complex criminal operation that fit the definition of ‘missing trader fraud’. This involves the fictitious transaction of traded goods between companies within a chain to evade tax obligations.

    In this case, the backdrop for the offending was Australia’s then gold bullion arrangements, which provided an exemption on the payment of GST for ‘investment-grade’ gold bullion – as distinct from ‘scrap’ gold, which was subject to GST.

    Here’s a simplified description of how it worked:

    1. The criminal syndicate used the identities of foreign students and associates as mules to buy gold bullion from a broker, GST-free. In reality, the syndicate was making the purchases. 
    2. Each time the gold was purchased, it was melted down or defaced by the syndicate and refashioned into ‘scrap gold’. 
    3. Shell companies controlled by the syndicate then ‘purchased’ the ‘scrap’ gold, masquerading as legitimate buyers that supposedly paid tax on the gold.
    4. Those shell companies then on-sold the gold to a gold dealer, adding 10 per cent GST, with the syndicate claiming GST input credits. 
    5. Once this cycle was complete, it restarted.

    In total, the criminal syndicate was found to have fraudulently claimed tax refunds between 2012-2013, before the CACT investigation led to the restraint of their assets.

    In February 2025, after forensically piecing together the full story of the fraud’s operation and financials as well as the outcome of the ATO’s investigation, the AFP-led CACT obtained court orders which resulted in the assets of the two Sydney-based syndicate members being forfeited to the Commonwealth.

    The items included:

    • Four luxury Sydney homes worth almost $7 million
    • Four bank accounts containing more than $2 million
    • Five ounces of gold worth about $23,000, and 
    • Almost $250,000 in cash. 

    This followed the jailing in December, 2023, of the two Sydney-based syndicate members – a Neutral Bay man, 49, and an Ashfield man, 57. They were both sentenced to eight years’ imprisonment, with a non-parole period of four years and six months, after being found guilty of two counts each of conspiring to dishonestly cause a loss to the Commonwealth, contrary to section 135.4(3) of the Criminal Code (Cth) (Tax Fraud Offending).

    Speaking to the forfeiture of the assets, head of the CACT, National Manager Criminal Assets Confiscation Stefan Jerga said it was a direct result of law enforcement cooperation and the tenacity of investigators.

    “The nature of this crime was extremely intricate and took a significant amount of effort, time and commitment to untangle the web and identify the complex ownership structures set up to hide the true beneficiaries and wealth of these criminals,” National Manager Jerga said.

    “With the persistent work of all involved including the ATO, all partner agencies and the CACT’s forensic accountants, lawyers, financial experts and investigators, we were able to deconstruct and dismantle this illegal operation.

    “Our message to criminals is clear – no matter how complex or elaborate your systems or network, the AFP and its law enforcement partners will work to no end and no set time limit to find you, bring you before the courts and confiscate any proceeds of crime.”

    ATO Deputy Commissioner John Ford welcomed the result from the CACT investigation.

    “This result shows that the consequences do not end at the conviction and should serve as a strong deterrent to those in the community considering similar behaviour,” Mr Ford said.

    “The ATO will continue to work with, and support, our partner agencies by sharing resources and capabilities to ensure those who break the law are held to account.”

    In 2017, an amendment was introduced to the Goods and Services Tax Act 1999 (Cth), which shut down the loophole on the ability to claim GST input tax credits on second-hand precious metals.*

    The AFP-led CACT, which brings together the resources and expertise of the AFP, Australian Border Force, Australian Taxation Office, Australian Criminal Intelligence Commission and AUSTRAC, was permanently established in 2012 as a proactive and innovative approach to trace, restrain and ultimately confiscate criminal assets.

    The highly skilled members of CACT are located Australia-wide and comprise police, financial investigators, forensic accountants, litigation lawyers and partner agency specialists.

    The Commonwealth’s proceeds of crime laws provide tools for the restraint and forfeiture of proceeds and instruments of crime, as well as financial penalty and unexplained wealth orders. While the CACT litigates matters in the courts, restrained assets are managed on behalf of the Commonwealth by the Australian Financial Security Authority (AFSA). 

    At the conclusion of successful legal proceedings, confiscated assets are then liquidated by AFSA, with the proceeds placed in the Commonwealth Confiscated Assets Account (CAA). These funds can then be distributed by the Attorney-General to benefit the community through crime prevention, intervention or diversion programs relating to the illegal use of drugs or other law enforcement initiatives across Australia.

    Since July 2019, CACT has restrained more than $1.2 billion in criminal assets, including houses, cars, yachts, cryptocurrency, fine art and luxury goods.

    When the New Tax System (Goods and Services Tax) Act 1999 was enacted, it provided an exemption on the payment of Goods and Services Tax (GST) applicable to ‘investment-grade’ gold bullion (gold that had been stamped into bars and coins) on the basis it was considered a form of currency.

    Investment-grade gold bullion was made distinct from ‘scrap’ gold or gold that had changed its form by either being damaged, melted down or because it came in the form of jewellery, which was subject to GST.

    This distinction created a loophole which was exploited by criminals who would purchase GST-free bullion and change its form into scrap gold. They would then sell it to precious metals dealers and jewellers, adding 10 per cent GST. Instead of remitting the GST owed to the ATO from the sale of the scrap gold, offenders would claim input tax credit (ITC) exemptions applicable to the sale of second-hand goods and keep the profit.

    In 2017, an amendment to the Goods and Services Tax Act 1999 (Cth) was introduced to ensure entities engaged in transforming the form of a precious metal they acquire, can no longer exploit the special GST treatment on second-hand goods by claiming net input tax credits.

  • MIL-OSI Banking: Decrease in Danish and European exposure to carbon intensive companies

    In 2024, an average of about 10 tonnes of greenhouse gases were emitted for every million kroner of revenue generated in the listed companies that Danish insurance and pension companies had invested in. This represents a halving since 2020 and only one-third of the carbon intensity in 2018. The same applies to Danish investment funds. The large decrease is related to both fewer investments in the most carbon intensive companies and lower emissions relative to turnover in the individual companies.

    The decrease in carbon intensity has also happened in the euro area. Insurance and pension companies, as well as investment funds in Denmark and the euro area, have altogether invested over kr. 50,000 billion in listed companies, which emit greenhouse gases to varying degrees. Some of these companies have high emissions relative to their revenue, making them more carbon intensive than others. This includes companies in sectors such as utilities, energy, and materials manufacturing.

    Lower exposure can mean fewer risks

    On average, the exposure to carbon intensive companies is lower for Denmark’s insurance and pension companies than for those in the euro area. Based on the latest published figures from the ECB, approximately 20 tonnes of greenhouse gases were emitted in 2021 for every million kroner of revenue generated in the listed companies that the euro area’s insurance and pension sectors had invested in. The same figure was 17 tonnes for Denmark. Calculations from Nationalbanken indicate that this level difference continues to apply in 2024.

    A lower exposure to carbon intensive companies can reduce the so-called transition risks associated with the green transition that investors are exposed to. Thus, carbon intensive companies are more exposed in the event of climate regulations and requirements than other types of companies, and this may have led institutional investors to reduce their portfolio share of these stocks, etc.

    Climate-related indicators for the financial sector

    The European Central Bank, ECB, has published climate-related indicators for the financial sectors of euro area countries since January 2023 (link to data and documentation), and Danmarks Nationalbank has published Danish climate-related indicators since March 2023 (link to sources and methodology). The indicators cover comparable aspects of financed greenhouse gas emissions and exposure to carbon intensive companies through equities and corporate bonds in listed, non-financial companies. Carbon intensity in the investment portfolio is one of these aspects.

    The ECB has published climate-related indicators for the period 2018 to 2021, while Nationalbanken has published data from 2018 to 2024. Nationalbanken has calculated the weighted average carbon intensity for the euro area from 2022 to 2024 for the purpose of this statistical news. The calculation is based on investment data from the ECB’s Securities Holdings Statistics by Sector (SHSS, link), and company-reported emission data from ISS and MSCI. There are minor methodological differences between the ECB’s and Nationalbanken’s estimates, including those related to estimating companies’ revenues and emissions in the case of missing data, although this does not significantly affect the reported level of carbon intensity.

    Weighted Average Carbon Intensity, WACI, is calculated to measure the average carbon intensity of an investment portfolio. WACI expresses the average greenhouse gas emissions (scope 1) for each million kroner in revenue from the listed equities and corporate bonds of non-financial companies included in a given investment portfolio.

    Prior to joining BSTDB, Mr. Aliyev served as Advisor to the Governor at the Central Bank of the Republic of Azerbaijan, where he provided strategic advice on monetary and exchange rate policy, banking supervision, and capital market regulation. Having started his career at the Central Bank in 2000, he progressively advanced through senior roles in research, monetary policy, and strategic development.  From 2013 to 2025, he held the position of Executive Director, overseeing critical departments including Insurance Supervision, Financial Consumer Protection, Strategic Management, and Risk Management.

    Mr. Aliyev has also made notable contributions to Azerbaijan’s national development initiatives. He co-authored the Strategy for National Education Development, approved by the President of the Republic of Azerbaijan in 2013, and played a supportive role in preparing Azerbaijan 2030: National Priorities on Socio-Economic Development, a strategic policy framework adopted in 2021.

    His contributions to the financial sector were acknowledged with the “Progress” Medal, awarded by the President of the Republic of Azerbaijan.

    He has taught business development and strategic management courses at the Center for Banking Education (2019–2020), and previously lectured on development economics and strategic management at the Azerbaijan State Economic University and ADA University.

    His academic background includes a Master of Arts in Policy Economics from the Center for Development Economics at Williams College (USA), and a Master and Bachelor of Science in Finance & Credit from the Azerbaijan State Economic University.

    BEIJING, May 8 (Xinhua) — China recorded 151 million train trips from April 29 to May 6, state-owned China Railways Corp. said.

    According to the corporation, compared to the same period last year, the number of passenger trips on the railway network increased by 10.6 percent, in particular, on May 1, 23.12 million trips were made, which became a new record for passenger traffic in one day.

    In addition, an increase in the volume of freight transportation was recorded. Over the 8 days from April 29 to May 6, while the railway workers worked according to a special program in connection with the May Day holidays, almost 89.5 million tons of freight were transported, which is 4.6 percent more in annual terms.

    During the specified period, an average of 12,801 passenger trains ran on the railways per day, which is 6.8 percent more than last year’s figures for the same period, according to data from KZhD.
