  • MIL-OSI Russia: Young managers: winners of the “If I were the head of the city” competition were awarded at the State University of Management

    The State University held a summing up and awarding ceremony for the winners of the open competition of projects by students in grades 9-11, “If I were the head of the city (district).”

    The competition included the completion of a project on the topic “If I were the head of the city (district)” in the following areas:

    Social complex. Housing and communal services complex. Urban studies and urban development initiatives. System of interaction with civil society institutions.

    The works were assessed by an expert committee on a 10-point scale. The winners of the competition in each of the areas were the participants whose works scored the highest amount of points.

    In the nomination “Social Complex”, the best was recognized as a student of grade 11 “B” of the State Budgetary Educational Institution “Moscow International School” Stanislava Frolova, the topic of the work was “Donation of blood and its components as a way to save a life”, scientific supervisor – Elena Pluzhnik, teacher of social studies and law.

    The winners of the Housing and Utilities Complex nomination were:

    Polina Arkhipova and Polina Ignatyeva, students of class 11B of the Pre-University of the State University of Management, with the topic of their work being “Creation of a vacuum underground waste sorting system in Moscow”, supervisor – Marina Grigorieva, director of the Pre-University of the State University of Management; Darya Zotova, student of class 11B of the Pre-University of the State University of Management, with the topic of their work being “”Smart Light” in a “Smart City”: a study of the possibilities for managing street lighting in Moscow”, supervisor – Marina Grigorieva, director of the Pre-University of the State University of Management.

    The first place in the nomination “Urbanism and urban development initiatives” was awarded to students of grade 11 “A” of the Pre-University of the State University of Management, Maxim Galiguzov, Elina Gusakova, Maria Podpalko, the topic of the work was “Development of green areas and sports infrastructure in the urban district of Balashikha, Moscow region”, scientific supervisor – Marina Grigorieva, director of the Pre-University of the State University of Management.

    The winner of the nomination “System of interaction with civil society institutions” was Maria Goncharova, a student of grade 10 “B” of the State Budgetary Educational Institution “Moscow International School”, the topic of the work was “The problem of choosing a profession among modern teenagers”, scientific supervisor – Elena Pluzhnik, a teacher of social studies and law.

    Vice-Rector of the State University of Management Maria Karelina received the national award “Vice-Rector of the Year for Research” in the nomination “Economic Universities”.

    The winners of the award were announced at the Scientific Professorial Forum, organized by the Russian Professorial Assembly, the Ministry of Science and Higher Education of the Russian Federation and the Russian Academy of Education as part of the Decade of Science and Technology in the Russian Federation.

    For over 100 years, the State University of Management has not only been a leader in management education, but also actively participates in the development of science, the formation of new methods and developments, making discoveries and implementing scientific developments in practice.

    Under the supervision of Maria Yuryevna, the volume of R&D carried out by our university has increased threefold, and the goal for 2025 is to double this figure.

  • MIL-OSI New Zealand: Advocacy – Zero Waste Network Aotearoa responds to proposal to update Waste Minimisation Act

    22 April 2025 – The Government announced its proposals for updating the Waste Minimisation Act and the Litter Act today. The proposals would combine these two Acts into one, extend producer responsibility and permit local government to use its share of the waste disposal levy on a wider range of activities unrelated to waste.

    “The Zero Waste Network Aotearoa has been advocating for the Waste Minimisation Act to be updated for many years. Most of the proposals outlined in the consultation documents are positive steps forward for our sector. We need these basic blocks in place so we can build more effective reuse and recycling systems.” says Zero Waste Network spokesperson Sue Coutts. “However some careful thinking needs to be done to find the right balance on the range of activities councils can spend their waste levy fund allocation on.”

    “We are especially pleased to see the focus on extending producer responsibility. The proposals will put a better framework in place for developing schemes to collect up products, like e-waste and textiles, and packaging, like drink bottles, cans and cartons so they can be reused and recycled.” says Sue Coutts.

    “Making producers responsible for covering the real costs to collect, sort and transport the products and packaging they put into the market will take the burden off ratepayers and councils. A better producer responsibility framework is the first step towards setting up effective and easy to use systems like a Container Deposit Return Scheme that would collect 85%+ of our empty drink bottles, cans and cartons and radically reduce litter.”

    “The Waste Levy is a critical tool which uses a charge on each tonne of rubbish to create a pool of capital to invest in building waste prevention and reduction infrastructure. This strategy only works if the pool of capital is ring fenced for waste minimisation and closely related activities. Otherwise, it will fail to address the very problem it exists to solve. “says Sue Coutts.

    “Expanding the range of activities that councils can spend their allocation on to cover  anything that could have an environmental benefit or reduce environmental harm sets the scope too wide. Diluting this fund creates a mismatch between the very high public expectations around waste minimisation and the actual capability of councils to deliver.”

    “It does make a lot of sense to remove the waste levy exclusion for waste-to-energy. Closing this loophole means landfill and waste-to-energy disposal options would both face the same cost structure which is a fairer way to approach it.” says Sue Coutts.

  • MIL-OSI New Zealand: Fire Safety – Open fire season starts for Tāmaki Makaurau

    Fire and Emergency New Zealand is moving Auckland City, Waitematā and Counties-Manukau Districts back to an open fire season from 8am on Wednesday 23 April, until further notice.
    An open fire season means people planning to light fires outdoors no longer need to apply to Fire and Emergency for authorised permits.
    The exceptions are the Hauraki Gulf Islands – populated islands will move to a restricted fire season, with permits needed from Fire and Emergency before lighting outdoor fires, and Department of Conservation islands remain in a prohibited fire season, with all outdoor fires banned.
    Te Hiku Region Manager Ron Devlin says a steady amount of rain across the Auckland region in the last few days and continued cooler forecasts have triggered the fire season changes.
    “The damper autumn conditions means there is now less of a fire risk throughout Tāmaki Makaurau,” he says.
    “However, we do still ask people to take care when lighting any fires, and to check the requirements for your location on checkitsalright.nz .
    “Make sure your fires are fully extinguished and keep checking for reignition in the following days and weeks.”
    Northland District changed to an open fire season last Friday.

    Marstacimab approved to treat patients aged 12 years and above (weighing at least 35 kg) with haemophilia A or B

    The Medicines and Healthcare products Regulatory Agency (MHRA) has approved the medicine marstacimab (Hympavzi) to prevent or reduce bleeding in patients 12 years of age and older weighing at least 35kg with haemophilia A and B. This medicine is the first of its kind to work by targeting a protein in the blood clotting process.  

    Haemophilia A and B are inherited bleeding disorders caused by a lack of factor VIII (haemophilia A) or factor IX (haemophilia B) which are proteins required for blood to clot and to stop bleeding.  

    Some patients with haemophilia can develop factor VIII or factor IX inhibitors (antibodies in the blood that act against replacement factor VIII or factor IX medicines and prevent them from working properly). Marstacimab is used in people who have not developed inhibitors (proteins made by the body’s natural defenses) against factor VIII or factor IX. 

    Marstacimab recognises and attaches to TFPI, a protein that prevents blood from clotting too much and decreases how well it works. This promotes the formation of thrombin (a protein that plays a crucial role in blood clotting when there is an injury or damage to the body) and therefore helps to increase clotting and stop bleeding in patients with haemophilia.

    This new type of treatment demonstrates our commitment to enabling access to safe, innovative and effective medicines. We’re assured that the appropriate regulatory standards for the approval of this medicine have been met. 

    As with all products, we will keep its safety under close review.

    Marstacimab is given as an injection under the skin once weekly, using a pre-filled syringe or pen. Patients or carers can inject the medicine themselves after appropriate training.  

    This approval is supported by evidence from a main study that evaluated marstacimab in 116 adults and adolescents 12 years and older with severe haemophilia A or B without inhibitors. In the study, marstacimab significantly reduced the annualized bleeding rate (ABR) for treated bleeds during the 12-month active treatment period, demonstrating non-inferiority and statistical superiority compared to routine factor-based prophylaxis.  

    The most common side effects of the medicine (which may affect more than 1 in 10 people) are headache, high blood pressure and itching (pruritus).

  • MIL-OSI United Kingdom: Coventry Railway Station improvements to 1960s skylights

    A project to replace the skylights at Coventry Railway Station has now been completed thanks to a £600,000 investment from Avanti West Coast, Network Rail and the Railway Heritage Trust.

    The work saw all 27 skylights – which were over 60 years old – on platform 1 replaced, as well as new wayfinding signage installed throughout the station to improve the experience for customers.

    Built in the 1960s, the previous skylights were at the end of their lifespan as well as being extremely dirty with no means to maintain.

    Each new structure, which enables more natural light through, consists of eight panels that can be individually removed to be cleaned. Furthermore, access points to the roof have been installed at either end of platform 1 to ensure that the maintenance of the new skylights can be easily carried out. New energy-efficient LED lighting has been situated alongside the skylights to reduce energy consumption at the station.

    The skylights and signage work are part of an ongoing transformation at the Avanti West Coast managed station. In 2022, the £82million purpose-built new look main building and multi-storey car park with a connecting footbridge to all four platforms opened.

    Cllr Naeem Akhtar, Cabinet Member for Housing and Communities at Coventry City Council, said:

    “We welcome this latest investment in Coventry Station, which continues to build on the significant improvements made in recent years.

    “It’s great to see upgrades like these enhance the station’s architectural heritage while also meeting modern-day needs. The new skylights and signage absolutely strike that balance, helping to improve the customer experience while preserving the unique character of the station.”

    Over the last three years, the customer experience has been further improved with the opening of retail outlets in the new station building, and the installation of a new courtyard area on platform 1 for customers to use whilst they wait for their trains.

    In addition, Avanti West Coast also worked with the Railway Heritage Trust to renovate the station’s unique tiled walls, whilst also providing a more prominent display for the old steam train nameplate ‘City of Coventry’.

    Dean Duthie, Engineering and Infrastructure Director at Avanti West Coast, said:

    “Walking along Platform 1, the work has made a remarkable difference where customers will see a more vibrant look and feel from the natural light streaming through the new skylights.

    “Coventry station boasts a rich railway history and has always been an important gateway to the city. It is undergoing a huge transformation to ensure that rail customers are given the best experience possible through easy accessibility, availability of shops, simple wayfinding and a relaxing atmosphere.”

    Federica Labanca, Principal Route Engineer at Network Rail Central route, said:

    “We’re really pleased to have been able to support this fantastic station improvement project for passengers.

    “At Network Rail, we take great pride in working with our industry partners to preserve and enhance Britain’s iconic railway stations whilst making sure they meet the needs of the modern-day passenger.

    “We hope that regular station users and visitors to the city enjoy the new station experience for many years to come.”

  • MIL-OSI Economics: RBI cancels the licence of Ajantha Urban Co-operative Bank Maryadit, Aurangabad

    The Reserve Bank of India (RBI), vide order dated April 21, 2025, has cancelled the licence of “Ajantha Urban Co-operative Bank Maryadit, Aurangabad”. Consequently, the bank ceases to carry on banking business, with effect from the close of business on April 22, 2025. The Registrar of Cooperative Societies, Maharashtra has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank.

    The Reserve Bank cancelled the licence of the bank as:

    1. The bank does not have adequate capital and earning prospects. As such, it does not comply with the provisions of Section 11(1) and Section 22(3)(d) read with Section 56 of the Banking Regulation Act, 1949;

    2. The bank has failed to comply with the requirements of Sections 22(3)(a), 22(3)(b), 22(3)(c), 22(3)(d) and 22(3)(e) read with Section 56 of the Banking Regulation Act, 1949;

    3. The continuance of the bank is prejudicial to the interests of its depositors;

    4. The bank with its present financial position would be unable to pay its present depositors in full; and

    5. Public interest would be adversely affected if the bank is allowed to carry on its banking business any further.

    2. Consequent to the cancellation of its licence, “Ajantha Urban Co-operative Bank Maryadit, Aurangabad” is prohibited from conducting the business of ‘banking’ which includes, among other things, acceptance of deposits and repayment of deposits as defined in Section 5(b) read with Section 56 of the Banking Regulation Act, 1949 with immediate effect.

    3. On liquidation, every depositor would be entitled to receive deposit insurance claim amount of his/her deposits up to a monetary ceiling of ₹5,00,000/- (Rupees Five Lakh only) from Deposit Insurance and Credit Guarantee Corporation (DICGC) subject to the provisions of DICGC Act, 1961. As per the data submitted by the bank, 91.55% of the depositors are entitled to receive full amount of their deposits from DICGC. As on April 03, 2025, DICGC has already paid ₹275.22 crore of the total insured deposits under the provisions of Section 18A of the DICGC Act, 1961 based on the willingness received from the concerned depositors of the bank.

    Homes fit for heroes: Raft of new measures to improve military family housing

    Living conditions for families in military housing will be transformed under a new Consumer Charter, as Defence Secretary John Healey promised to “stop the rot” in military housing.

    • Measures will include higher move-in standards, more reliable repairs, renovation of the worst homes, and a named housing officer for every family – all in place before the one-year anniversary of 36,000 military homes being brought back into public ownership.
    • Pledge comes alongside the announcement of an independent, expert team appointed to help deliver a rapid Defence Housing Strategy – with work already underway.

    The Charter will be part of a new Defence Housing Strategy, to be published later this year, which will set out further plans to improve the standard of service family homes across the country.

    Under the Charter, basic consumer rights, from essential property information and predictable property standards, to access to a robust complaints system, will be rapidly introduced. These will be underpinned by new, published satisfaction figures, putting forces families front and centre.

    The wider Defence Housing Strategy – overseen by the Defence Secretary and the Minister for Veterans and People, Al Carns – will also turbocharge the development of surplus military land, creating opportunities for Armed Forces homeownership. It will further support the delivery of affordable homes for families across Britain as part of the government’s Plan for Change.

    It follows the Government’s landmark deal, completed in January, to bring back 36,000 military homes into public ownership, reversing a 1996 sale described by the Public Accounts Committee as “disastrous”, and saving the taxpayer £600,000 per day by eliminating rental payments to a private company.

    The announcement follows the Prime Minister Sir Keir Starmer’s pledge to deliver “homes for heroes” and means that under this government, support will be there for veterans at risk of homelessness. This included removing local connection tests for veterans seeking social housing, meaning as of November, veterans will have access to the housing support they need.

    Defence Secretary, John Healey MP, said:

    Our Armed Forces serve with extraordinary dedication and courage to keep us safe. It is only right that they and their families live in the homes they deserve.

    For too long, military families have endured substandard housing without the basic consumer rights that any of us should expect in our homes. That must end and our new Consumer Charter will begin to stop the rot and put families at the heart of that transformation.

    We cannot turn around years of failure on forces housing overnight, but by bringing 36,000 military homes back into public ownership, we’ve already taken greater control and are working at pace to drive up standards. This is about providing homes fit for the heroes who serve our nation, and I’m determined to deliver the decent, affordable housing that our forces families have every right to expect.

    The new Consumer Charter will include the following commitments: 

    • A strengthened move-in standard so families can have confidence that the home they are moving into will be ready on time and will be clean and functional.

    • Improved, clearer information for families ahead of a move, including photographs and floor plans of all homes when a family applies for housing.

    • More reliable repairs, including an undertaking to complete urgent repairs within a set timeline consistent with Awaab’s Law, and a new online portal for service personnel to manage repairs.

    • Raising the minimum standard of forces family housing with a new programme of works targeted at the worst homes, with up to 1,000 refurbished as a downpayment on the broader programme of renewal to be set out in the Defence Housing Strategy.

    • Better and clearer communication for families, including a named housing officer for every service family who they can contact for specific housing related queries.

    • A new, simpler complaints process that will shorten the process to two stages in line with industry best practice, so that service personnel and families have a quicker resolution, backed up by the new Armed Forces Commissioner.

    • Modernising policies to allow more freedom for families to make improvements, giving them a greater sense of pride in their homes.

    These improvements will be in place by the one-year anniversary of the announcement to buy back military homes last December, with final detail to be set out in the Defence Housing Strategy following consultation with military personnel and their families.

    Many of the commitments in the Charter will be achieved by driving better performance – and better value for the taxpayer – from existing suppliers of maintenance and support for service family housing.

    The new standards will be underpinned by new published customer satisfaction measures and enhanced accountability so families can have confidence in the improvements being made. This will sit alongside an independently conducted stock survey, as recommended by the Kerslake review of military housing which was published last year.

    The Defence Housing Strategy will be driven by an independent review team whose members have been announced today, and which will be chaired by former Member of Parliament and housing expert Natalie Elphicke Ross OBE, drawing on expertise from industry and forces families.

    In the meantime, the Defence Secretary and the Minister for Veterans and People have instructed the MOD to immediately plan improvements for the new Consumer Charter, as part of a short-term action plan to enhance the family homes after years of neglect.

    • Chair, Natalie Elphicke Ross OBE, Director and Head of Housing at The Housing & Finance Institute. Previously Natalie chaired the New Homes Quality Board on standards and redress for customers of new build homes, co-chaired the Elphicke-House Report 2015 on the role of local authorities in housing supply and served as an expert adviser on the development of the national strategy for estate regeneration. A former law firm partner specialising in housing finance, Natalie’s experience includes advising central and local governments, lenders, developers and housing associations on financing, structuring and delivering homes across all tenures.

    • Bill Yardley, Chair of McCarthy Stone Shared Ownership Limited. Bill serves as Chair of a regulated residential development company and is a Non- Executive Director at the Defence Infrastructure Organisation, in the Houses of Parliament and at the Surrey Property Group Limited. He has previously worked at board level in the public and private sectors in residential development, regulated housing, property investment, education and the NHS and has been a public member of Network Rail and chaired a charity. Bill has also served as a Crown Representative and on the Government Construction Board.

    • Cat Calder, Housing Specialist, Army Families Federation. Cat is a housing professional with over 13 years of experience advocating for improved living conditions for families in military accommodation. She has held key positions within the Army Families Federation and has direct experience of military housing, having previously lived in service family accommodation for a number of years.

    • Nigel Holland, former Divisional Chair, Taylor Wimpey and Non-Executive Director of The Riverside Group. Formerly a Divisional Chair of Taylor Wimpey, one of the UK’s largest residential developers. Nigel is also a Non-Executive Director of The Riverside Group, a major provider of affordable housing, care and support services in England and Scotland, with more than 75,000 homes in management. He has a wealth of experience in the homebuilding industry, leading large-scale developments in the UK and overseas. 

    • Alex Notay, Chair and Commissioner, Radix Big Tent Housing Commission. Alexandra is an internationally recognised expert on housing, placemaking and ESG.     Deputy Prime Minister Vitaly Savelyev held a working meeting with Acting Governor of Kursk Oblast Alexander Khinshtein. The participants discussed a number of current projects and initiatives aimed at restoring the efficient operation of the region’s transport system and improving the quality of life of citizens of the Kursk border region.

    One of the projects is the reconstruction of the area adjacent to the building of the central railway station of Kursk and the construction of a transport hub next to the station. Preliminary work on the development of technical parameters of the project is already underway together with Russian Railways. In addition, preparations for the resumption of work of the international airport named after M.I. Gurevich after the stabilization of the situation in the region were discussed.

    Let us recall that on April 2 of this year, President Vladimir Putin instructed the Government to develop a program for the restoration of infrastructure facilities in the Kursk region by July 1, 2025.

    “The Government of the Russian Federation is paying close attention to the restoration of the Kursk region, including in terms of the reconstruction of transport infrastructure facilities, and will provide possible support in the implementation of the planned projects,” noted Vitaly Savelyev.

    Deputy Prime Minister Marat Khusnullin took part in a meeting of the leadership of the strategic vision group “Russia – Islamic World” with ambassadors of the member states of the Organization of Islamic Cooperation. The meeting was also attended by Foreign Minister Sergey Lavrov, Rais of the Republic of Tatarstan, Chairman of the group Rustam Minnikhanov.

    In his welcoming address, Marat Khusnullin noted Russia’s continued readiness to act as a reliable partner for Islamic states. He also emphasized that the current situation creates additional opportunities for strengthening such relations.

    “In accordance with the priorities of Russia’s foreign policy outlined by President Vladimir Vladimirovich Putin, cooperation with Muslim countries has reached the level of strategic partnership. Today, we see how this cooperation, based on mutual respect and common interests, covers a wide range of areas and demonstrates impressive development dynamics. Significant economic growth is confirmed by figures: over the past four years, Russia’s trade turnover with the states of the Organization of Islamic Cooperation has increased by 44% and amounted to $163 billion by the end of 2024. Also, a key factor in strengthening cooperation has been the development of the North-South and West-East transport corridors, which are capable of radically changing global logistics,” said Marat Khusnullin.

    Over the past 15 years, the Russia-Islamic World Strategic Vision Group has made a significant contribution to the development of international cooperation, actively promoting dialogue and mutual understanding between states. Last year, major events were successfully implemented, including the annual meeting of the group and the International Economic Forum Russia-Islamic World: KazanForum.

    Marat Khusnullin also reminded that the next forum “Russia – Islamic World: KazanForum” will be held from May 13 to 18. The business program includes discussions of Islamic finance, partnership banking, the halal industry, cooperation in construction, youth diplomacy, export development, entrepreneurship and investment.

    Rais Tatarstan, Chairman of the Group Rustam Minnikhanov thanked all foreign and Russian colleagues for their contribution to the activities of the strategic vision group “Russia – Islamic World”.

    “Expanding cooperation with Muslim countries is one of the priority areas of Russian foreign policy. Today, such cooperation is of particular importance. I invite everyone to the International Economic Forum “Russia – Islamic World: KazanForum”, which will be held in May. A rich business program has been formed for the forum. The topic of the plenary session is “Digitalization: New Reality and Opportunities for Expanding Cooperation”. The annual meeting of the strategic vision group “Russia – Islamic World” is also scheduled for May 15–16. Its topic is “Experience of Russia and Islamic countries in the field of youth policy: common challenges and joint actions”. Today, about 70% of the population of the Islamic world is young people. Our duty is to instill in the younger generation a careful attitude towards their history and culture. To this end, the next meeting of the strategic vision group “Russia – Islamic World” will be devoted to youth policy,” Rustam Minnikhanov added.

    The outstanding sculptor, President of the Russian Academy of Arts (RAA) Zurab Tsereteli was born on January 4, 1934 in Tbilisi. The boy began to draw in early childhood, pencils were given to him by his uncle, the famous Georgian artist Georgiy Nizharadze. He also taught him to appreciate nature, to notice the beauty around him. Famous artists David Kakabadze, Lado Gudiashvili, Sergo Kobuladze gathered in Nizharadze’s studio, they talked a lot about art. According to Zurab Konstantinovich’s memoirs, as a child he understood little of their conversations, but he was very interested in listening and observing.

    Tsereteli graduated from the Tbilisi State Academy of Arts (now the Apollon Kutateladze Tbilisi State Academy of Arts) in 1958, specializing in monumental painting. There he studied (and called it a great fortune) with the artist Vasily Shukhaev, whom he considered a brilliant draftsman and an outstanding teacher. After completing his studies, he began working as an artist-architect at the Institute of History, Archaeology and Ethnography of the Georgian Academy of Sciences (now the Ivane Javakhishvili Institute of History and Ethnology).

    In the 1960s, he was a senior master of the design workshop of the Tbilisi Art and Production Plant of the Art Fund of Georgia and the chief artist of the resorts of Georgia (he decorated buildings in Sukhumi, Gagra, Pitsunda, Borjomi). In 1967, Zurab Tsereteli’s first personal exhibition took place.

    In the 1970s and 1980s, he was the chief artist of the USSR Ministry of Foreign Affairs. In 1979, Tsereteli was elected a corresponding member of the USSR Academy of Arts. In 1980, he was appointed chief artist of the XXII Olympic Games in Moscow. Since 1992, he has held the post of president of the Moscow International Foundation for Assistance to UNESCO. Since 1997, he has headed the Russian Academy of Arts.

    Zurab Tsereteli’s first solo exhibition in Moscow was held in 1998, and he dedicated it to his late wife Inessa Andronikashvili. In 2007, his exhibition was held at UNESCO headquarters (Paris). Tsereteli’s solo exhibitions were also held in Palermo, Rome, Ancona (2011), Zurich (2014), Verona (2016), Cannes (2017) and many other cities around the world. In September 2023, Tsereteli’s exhibition “More Than Life” was held in China.

    Zurab Konstantinovich initiated the creation of the Moscow Museum of Modern Art (1999) and donated his personal collection of 20th century works to the new institution. In 2001, he opened the Zurab Tsereteli Art Gallery in Moscow.

    The Legacy of Zurab Tsereteli

    The artist’s most important works are probably familiar to almost all residents and guests of Moscow. In particular, he worked on the reconstruction of the Cathedral of Christ the Savior. Zurab Tsereteli called himself a believer – he became acquainted with church art during numerous expeditions to Georgia, and this experience, according to him, seriously helped him in his work.

    The artist was responsible for the sculptural part of the bronze obelisk as part of the Victory Memorial Complex on Poklonnaya Hill — in an interview, he said that this work would always be in his heart as a special stage in his life. In 1996, a sculptural composition appeared in the Moscow Zoo, which the zoo’s management called the “Tree of Fairy Tales”. The famous monument to Peter I on the artificial island at the division of the Moscow River and the Vodootvodny Canal was erected in 1997. That same year, Zurab Tsereteli developed the overall artistic and design solution for Manezhnaya Square.

    The sculptor’s monumental works adorn cities in different countries. Among the most famous are “Happiness for Children of the World” (Brockport, USA, 1979), “Good Conquers Evil” (New York, 1990), “Birth of a New Man” (Seville, Spain, 1995), monuments to Nikolai Gogol (Rome, 2002), Saint Nicholas the Wonderworker (Bari, Italy, 2003), Princess Olga (Pskov, 2003), Pope John Paul II (Ploermel, France, 2006), Marina Tsvetaeva (Saint-Gilles-Croix-de-Vie, France, 2012), a monument dedicated to the fight against international terrorism (Bayonne, USA, 2006), the compositions “Saint George” (Tbilisi, 2005) and “Fathers of the European Union”. (Metz, France, 2012).

    People’s Artist of the USSR (1980) and the Russian Federation (1994), he was awarded many other awards and honorary titles: the Lenin Prize (1976), USSR State Prizes (1970, 1981-1982), the State Prize of the Russian Federation in Literature and Art (1995), the Order of Merit for the Fatherland of the 3rd (1996), 2nd (2006), 1st (2010) and 4th (2014) classes, the Order of Friendship of Peoples (1994). Zurab Tsereteli was awarded, in particular, the Picasso Gold Medal (2007), the Order of the Legion of Honor (2010) and Carl Faberge (2016).

    The sculptor’s daughter and grandson also connected their lives with art. According to Zurab Konstantinovich, he always tried to support their interest in creativity. Elena Tsereteli is a graphic artist, academician of the Russian Academy of Arts, Vasily Tsereteli is an artist, vice-president of the Russian Academy of Arts, executive director of the Moscow Museum of Modern Art.

    Zurab Tsereteli worked fruitfully almost until the very last days of his life – according to him, even when busy with administrative tasks, he always found time to approach the canvas or go to the foundry, and he carried an album and an ink pen with him everywhere. In an interview, the artist noted that all his works are about love – for the world, people, life.

    Among his recent creations are a monument to Alexander Pushkin (Apatity, 2017), a bust of the first President of Russia Boris Yeltsin (Moscow, 2018), monuments to dancer Rudolf Nureyev (Kazan, 2018), writer Alexander Solzhenitsyn (Kislovodsk, 2018), scientist Zhores Alferov (Saint Petersburg, 2019) and poet Andrei Dementyev (Moscow, 2020), a bust of Alexander Nevsky (Saint Petersburg, 2021), and a monument to composer Tikhon Khrennikov (Yelets, 2023).

    More than 474 thousand job seekers took part in the regional stage of the All-Russian Job Fair “Work of Russia. Time of Opportunities”. Of these, over 80 thousand people received offers from employers. The events took place on April 18 throughout the country, and in another 9 regions, job seekers had the opportunity to visit the fair sites on Saturday, April 19.

    “Today, the labor market in Russia is extremely dynamic, there is high competition among enterprises for qualified specialists. Therefore, events such as the All-Russian Job Fair are necessary. This year it was held for the third time, and we are again seeing high figures. Over 474 thousand job seekers visited the regional stage of the fair in two days,” noted Deputy Prime Minister Tatyana Golikova.

    The total number of venues for the fair’s events is more than 2.7 thousand.

    “The All-Russian Job Fair has proven itself to be an effective tool for recruiting employees and finding work. This year, the largest number of visitors to the fair was in the Volga Federal District – 113 thousand people and the Southern Federal District – 79 thousand people. In the DPR, LPR, Kherson and Zaporizhia regions, the regional stage brought together more than 9 thousand job seekers and 720 employers. The Ministry, as before, will monitor employment following the event. At the moment, over 80 thousand people have already received job offers, we will summarize the final results in this part 60 days after the end of the fair,” said Minister of Labor and Social Protection Anton Kotyakov.

    The program of events for each stage in each constituent entity of the Russian Federation was compiled taking into account the characteristics of the local labor market and is designed for visitors of different ages.

    Applicants had the opportunity to meet with leading employers in person, receive advice on the opportunities and support measures of the employment service, take part in an industrial tour of production or a VR tour of enterprises, take career guidance trainings and master classes, including those using artificial intelligence. For example, in the Samara Region, an interactive zone “Get to Know Yourself in a Profession with the Help of AI” was organized, which became a unique opportunity to immerse yourself in the world of various professions and see yourself in new roles. In Buryatia, career guidance testing using the digital platform “PROF-orientir” developed by the Republican Employment Agency was very popular among visitors to the fair. After answering the test questions, respondents identified their main psychological characteristics that are important for choosing a particular profession.

    A large number of events at the fair were organized for schoolchildren and students who are just beginning to look at professions and build their career path. In Karelia, they even held a training game “Process Factory” for preschoolers aged 6-7, aimed at introducing children to professions in the catering industry and gaining their first knowledge of the basics of lean manufacturing and organizing teamwork.

    This year, as part of the regional stage of the fair, the “Festival of Professions” was held in most regions, dedicated to the large-scale competition “Best in Profession”. Thus, at one of the sites in the Nizhny Novgorod Region, testing of the competition participants in the category “Seamstress” was conducted, and in the Tambov Region, a presentation of the competition in the nomination “Mechanizer” was held.

    The construction of the sports complex on 3rd Mytishchinskaya Street (building 5, building 6) was completed in December 2024. It has all the necessary conditions for sports and rehabilitation of people with special needs – blind and visually impaired students of boarding school No. 1.

    The sports complex’s exterior finish is made of blue and white aluminum panels, complemented by vertical slats and pylons. Decorative screens made of perforated aluminum protect the space from sunlight, ensuring comfortable exercise at any time of day. The stained glass windows on the first floor create a feeling of lightness and spaciousness. The façade is decorated with the name of the specialized Moscow boarding school No. 1 for the education and rehabilitation of the blind, written in Braille.

    The four-story building with an area of 4.7 thousand square meters houses:

    — a swimming pool for recreational swimming 25 by 11 meters with four lanes and stands for spectators; a stationary lift has been installed for comfortable immersion in the water for students with disabilities;

    — a universal sports hall with spectator space: with the help of special partitions it can be divided into several sections, which allows for simultaneous training and competitions in various sports, including mini-football, basketball and volleyball;

    – gym;

    — a recreational space with a salt cave and a showdown table (a game for the visually impaired that combines elements of table tennis and air hockey).

    In addition, the new complex has comfortable changing rooms, storage facilities for equipment and a medical center.

    A barrier-free environment has been created inside the sports complex. In particular, tactile tiles for the visually impaired are laid on the floor throughout the building – not on the right or left, as in standard sports complexes, but as a central path. The buttons of the information terminal at the entrance are equipped with inscriptions made in Braille.

    An elevator with a lifting capacity of up to a thousand kilograms has been installed. At the second floor level, a covered heated passage has been arranged, which will allow comfortable and safe movement between the main building of the boarding school and the sports complex without going outside.

    The area next to the sports complex was landscaped and greened. Sports and playgrounds were equipped here, and small architectural forms were installed.

    The new sports complex on 3rd Mytishchinskaya Street will host physical education classes and additional training, as well as competitions in swimming, goalball, mini-football (group B1, sports for the blind), track and field, judo and other sports.

    Individual lessons are provided for children with severe and multiple developmental disabilities outside of school hours. It is expected that up to 150 students will visit the swimming pool weekly, and up to 300 schoolchildren will visit the gym.

    In addition, from May, from Monday to Saturday in the evening (from 18:00 to 22:00), the sports complex will be open for training to all those who wish to do so by prior appointment.

    Boarding school No. 1 for the education and rehabilitation of the blind

    The history of Moscow Boarding School No. 1 for the Education and Rehabilitation of the Blind dates back more than 140 years, when in the fall of 1882, on the first floor of a three-story building in Sokolovsky (now Elektrichesky) Lane, the Moscow Educational and Upbringing Institution for Blind Children (20 people) was opened, under the patronage of Empress Maria Feodorovna. Blind children received primary education in accordance with the program of a two-year primary school for sighted children and were taught accessible crafts: weaving baskets, straw rugs, edge carpets and chair seats, making brushes, knitting stockings and scarves, and needlework.

    In October 1918, the institution was renamed Children’s Home No. 1 for the Blind, where children received free primary education and were fully supported by the state. Nine years later, it was transformed into the Moscow Institute for Blind Children, which switched to eight-year education in 1932.

    During the Great Patriotic War, the institute was evacuated to the city of Menzelinsk in the Tatar ASSR. Graduates who remained in Moscow worked at the educational and production enterprises of the All-Russian Society of the Blind and prepared products for the front: boxes for anti-tank mines, iron stoves for trenches and dugouts, various brushes. A group of graduates, led by the blind teacher of Russian language and literature Maria Ksenofontova, organized patronage over military hospitals in Moscow. They taught blind soldiers to read and write using Braille.

    In 1948, the institute was transformed into Secondary General Education Boarding School No. 1 for blind children with 11 years of education.

    In 1956, the institution moved to a new four-story building on Novoalekseevskaya Street (now 3rd Mytishchinskaya Street, Building 5), where it remains to this day. Throughout its history, Boarding School No. 1 has been an important scientific and methodological center, conducting scientific research in the field of typhlopedagogy and typhlopsychology, developing educational programs and scientific and methodological manuals, and holding thematic events to improve the qualifications of specialists working with blind and visually impaired children. In particular, the school was a pioneer in the introduction of computer technology for blind users and programmers, programs for special types of labor training, special training for admission to universities, and the integration of the blind into society.

    Over the years of its work, more than 1.6 thousand people have graduated from the school. Among them are scientists, teachers, lawyers and attorneys, musicians and composers, writers and journalists, poets, programmers, computer system operators, managers and foremen of enterprises of the All-Russian Society of the Blind, outstanding athletes (masters of sports, winners of world and European championships) and other specialists.

    Today, Boarding School No. 1 is a modern specialized educational institution, where 352 children study, 80 percent of whom are totally blind. The children undergo adapted programs of preschool, primary, basic and secondary general education.

    The boarding school has created all the conditions for the harmonious development of children with special needs, and this is largely due to the team of highly qualified typhlopedagogic teachers and educators who generously give the children their knowledge, rich experience and boundless love. The school’s workforce consists of 267 employees, including 62 teachers, 50 educators and 40 teaching staff.

    The education is based on the reading and writing system of the French typhlopedagogue Louis Braille and lasts one year longer than in regular schools – 12 years, because the primary school course takes five years.

    A nine-year course of study has been developed for children with combined diseases and severe developmental disabilities. Since 2017, there have been work rehabilitation groups for such school graduates. The children are engaged in carpentry, knitting from wool on their fingers and weaving string bags with a fishing shuttle.

    In addition to the main educational building on 3rd Mytishchinskaya Street (building 5), boarding school No. 1 includes:

    — a preschool department with 24-hour care on Raketny Boulevard (building 14);

    — a rehabilitation department on Kosmonavtov Street (building 4), where work rehabilitation groups are organized;

    — the health resort and recreational structural unit “Solnyshko” in the village of Kostino in the Moscow region, where children receive comprehensive rehabilitation services in an inpatient setting.

    In 2022, an all-Russian center for gifted visually impaired children was opened on the school’s premises, where talented children from other regions of our country can enroll based on the results of testing in mathematics, Russian and English, as well as an interview. Currently, 23 children from 14 subjects of the Russian Federation (Khabarovsk and Krasnoyarsk territories, Nizhny Novgorod, Orenburg, Ryazan and other regions) are studying here as part of this project.

    The socio-cultural rehabilitation of children is facilitated by additional education, represented by programs of various focus areas: physical education and sports, artistic and aesthetic, cultural and natural science. In particular, since 2018, a branch of the E.F. Svetlanov Children’s Art School (Equal Opportunities Department) has been operating at Boarding School No. 1, where 70 people with profound visual impairments study. 95 percent of children attend clubs and sections.

    In the 2023/2024 academic year, 17 eleventh-graders graduated from the school. Five of them were awarded federal and Moscow medals for outstanding academic achievements. Based on the results of the Unified State Exam, 44 graduates (37 percent) received more than 220 points in three subjects, of which 20 people (17 percent) received more than 250 points. Six people received 100 points in one subject.

    In addition, last academic year, 18 students received diplomas of winners and prize winners of the municipal stage of the All-Russian School Olympiad. Two students became prize winners of the regional stage, 44 students became prize winners of the city Olympiad “Museums. Parks. Estates”, and one student became the winner of the Moscow championship “Abilympics” in the “Vocal” competence. In the 2024/2025 academic year, two students became prize winners of the Moscow School Olympiad.

    Thanks to its high educational results, the school is annually a laureate of the Moscow Mayor’s grants (first and second degree).

    The capital’s education system for people with disabilities

    For children with various developmental disabilities, the Moscow city social protection system has eight rehabilitation and educational centers, where about two thousand children undergo comprehensive rehabilitation and receive a quality education.

    Highly qualified doctors, psychologists, teachers, speech therapists and other specialists work with the children, and the centers themselves are equipped with modern innovative equipment. For example, today VR helmets are used to teach children with disabilities: thanks to augmented reality, teachers simulate situations that are only available in the laboratory or in special conditions. Students try themselves in the role of chefs or interns in chemical laboratories. Visualization and immersion in a specific situation help children understand the processes taking place, and thanks to the game form, the knowledge gained during classes is absorbed much better.

    Based on the results of the 2023/2024 academic year, 15 graduates of boarding schools were awarded federal and Moscow medals for outstanding academic achievements.

    It is planned to build a new rehabilitation and educational center for 800 students in the territory of TiNAO.

    At the same time, the majority of children with special needs (over 42 thousand) study in regular city schools, where the most favorable conditions for social adaptation have been created for them.

    In the 2023/2024 academic year, inclusive practices were implemented in 478 educational organizations in Moscow.

    It is possible to choose the form of training:

    – in groups or classes together with students who do not have special educational needs;

    – in separate groups or classes with small occupancies;

    — in special correctional schools implementing adapted educational programs for various nosological groups.

    Every year the number of students with disabilities who are winners and prize winners of the All-Russian and Moscow School Olympiads is growing.

    The Northern Territory Police Force have arrested a 29-year-old male in relation to an aggravated assault in Woodroffe yesterday afternoon.

    Around 3:15pm, the Joint Emergency Services Communication Centre (JESCC) received reports of a female exiting a Toyota Hilux on Chung Wah Terrace and sitting on the foot path in a distressed state, whilst the Hilux pulled up next to her.

    An unknown member of the public, driving a white single cab utility, stopped to assist the female and spoke to the male driver of the Toyota Hilux from which she had exited.

    The male driver of the Toyota Hilux subsequently left the scene, and the female victim left on foot. 

    Around 3:50pm, the JESCC received further reports indicating that the male and female party had been involved in an altercation at a residence in Woodroffe earlier in the afternoon, where the male is alleged to have assaulted the female and forced her into his vehicle.

    Initial investigations have found the male and female are known to each other and there is no apparent ongoing risk to the public.

    Police later located and arrested a 29-year-old male who remains in custody with charges expected to follow.

    Investigators believe the male who stopped to assist in the vehicle pictured may be able to assist in the investigation.

  • MIL-OSI Australia: Easter Long Weekend Wrap Up – Territory Road Policing and Operation Tuglo

    The Northern Territory Police Force were out in force over the Easter long weekend with multiple high visibility operations across the NT.

    The Territory Road Policing Division set up 56 Random Breath Test stations and conducted 484 mobile random breath tests throughout the Territory, with over 5,071 road users breath tested. Of that number, 41 people tested positive to alcohol and 25 tested positive to drugs from the 131 drug tests conducted.

    Road Policing issued 373 traffic infringement notices and provided 72 cautions, the majority of these interactions were related to speeding and persons not wearing seatbelts. Additionally, speed cameras checked 19,234 vehicles, capturing 491 for speeding.

    Superintendent Rick Magree said, “We know that people are four times more likely to die on Territory roads than the national average. With the increased traffic on the road over the Easter long weekend, comes increased risk.

    “Overall, most people were well behaved and enjoyed their long weekend responsibly, However It’s disappointing that a number of drivers still made poor choices in relation to the Fatal Five, predominantly with drink and drug driving as well as speeding.

    “With the upcoming long weekend Territorians can expect to see the Road Policing Division out with an increased presence keeping everyone safe on our roads.”

    In addition to the increase in RBT stations across the Territory, Operation Tuglo was commenced across Darwin, Adelaide River and Alice Springs, targeting the transportation of dangerous drugs, weapons and other illegal items via the air and road in the NT.

    Operation Tuglo conducted high visibility screening of passengers on commercial flights arriving at Darwin and Alice Springs airports as well as vehicles travelling along the Stuart Highway.

    Thirty-nine commercial flights with over 6,600 passengers and their luggage were screened using drug, firearm and explosive detection dogs. Fortunately, no illicit substances or illegal items were detected.

    Over 135 vehicles were screened with drug detection dogs with 80 vehicle searches resulting in seizure of 2.76kg of cannabis, 2kg of Kava, 28 litres of spirits all destined for remote restricted communities. Five stolen motor vehicles were also apprehended in Adelaide River.

    Additionally, one illegal firearm fashioned from a 22. calibre rifle was seized from a vehicle in Adelaide River.

    The operation resulted in three arrests, five Traffic Infringement Notices, two defect notices, and 10 people were issued with a Notice to Appear.

    Superintendent Lee Morgan said, “I want to commend all the officers involved in this significant operation.  

    “While the results from the airport checks were reassuring, the findings at the Adelaide River roadblock were disappointing.

    “The discovery and seizure of an illicit firearm is a serious matter, and that alone makes the operation worthwhile.

    “We remain committed to disrupting the supply of dangerous drugs and illicit substances into our communities.

    “Our focus will continue to be on those who traffic illicit substances into the Territory and specifically into remote areas, where some of our most vulnerable people reside.

    “Those who seek to profit from the harm of others, particularly the vulnerable, are a blight on our society and will be relentlessly pursued.

    “As a whole the Territory enjoyed a safe and responsible long weekend.”

    Pope Francis’ journey from the streets of Flores, a neighbourhood in Buenos Aires, Argentina, to the Vatican, is a remarkable tale.

    Born in 1936, Jorge Bergoglio was raised in a middle-class family of Italian Catholic immigrants.

    Bergoglio defied his mother’s wish for him to become a medical doctor and chose instead to pursue priesthood, a calling he felt during confession. The young man joined the Jesuits in the 1950s, attracted to the order’s vow of poverty and its ethos of serving others and living simply.

    He became a priest in 1969, Archbishop of Buenos Aires in 1998, and took on the papacy in 2013. As Pope Francis, his dedication to social justice was deeply rooted in the Latin American context.

    The region’s history of inequality, poverty and political upheaval greatly influenced his perspective.

    The young Argentinian priest

    Bergoglio, a devoted supporter of the San Lorenzo soccer team, was also a confident tango dancer, mate drinker, and an unconditional admirer of his compatriot, Jorge Luis Borges, one of the most influential writers of the 20th century.

    In 1965, the two men collaborated on the publication of short stories written by Bergoglio’s literature students. The students had been inspired by a seminar led by Borges, organised by the young priest.

    Borges thought highly of Bergoglio, finding him charming and intelligent. For Borges, Bergoglio was a Jesuit through and through, noting the clerics of that order had been historically transgressive as well as possessors of a good sense of humour.

    While Borges never saw him transformed into Pope Francis, his observations somehow fit with the respect Bergoglio earned as a global leader.

    Theology of the people

    As Archbishop of Buenos Aires, he lived modestly, often taking public transport and dedicating himself to the poor and disenfranchised. He personally attended the needs of underprivileged neighbourhoods known as villas miseria (literally “misery towns”) in Argentine Spanish.

    He was a vocal opponent to economic inequality. During the 2001 Argentine economic crisis he advocated for the rights and dignity of impoverished citizens.

    Pope Francis hails from a region deeply influenced by the progressive movements of Catholic priests and nuns, who were significantly inspired by liberation theology during the 1960s in Latin America.

    Liberation theology developed in Latin America during the latter part of the 20th century, as a reaction to significant political and theological transformations in the area. It believed in political liberation for the oppressed, inspired by the Cuban Revolution and Second Vatican Council by Pope John XXIII, both in 1959.

    While Francis did not fully subscribe to the tenets of liberation theology, much of his dedication to social justice aligns with its ideals. Pope Francis’ social awareness was deeply shaped by the “theology of the people”.

    Distinct to Argentina, and emerging in the 1960s, the theology of the people shared liberation theology’s focus on social justice, but is devoid of Marxist ideology, and emphasises the dignity and agency of the marginalised and the impoverished.

    During Argentina’s dictatorial regime from 1976–83, Bergoglio led the Jesuits. But he did not adopt the highly dangerous stance of full opposition typical among liberation theologians elsewhere in Argentina and other parts of Latin America.

    Commenting on Latin American affairs

    In his early years as the Pope, he resonated with progressive Catholics across Latin America, because of his grounding in Argentinian theology and his focus on social justice. But in recent years, his popularity in some Latin American countries declined.

    In Argentina, this dip in enthusiasm is partly attributed to his decision not to visit, despite travelling to neighbouring nations.

    More profoundly, the decline likely stems from his fixed stance against contentious issues such as same-sex marriage and abortion. To the disappointment of many Argentines and other Latin American citizens, he refused to compromise.

    Throughout his papacy, Pope Francis received all Argentine presidents – even those who were previously critical of him, such as Cristina Fernández de Kirchner.

    He maintained a strong connection to his Buenos Aires roots and remained engaged with Argentina’s social and political landscape, often commenting on situations that provoke strong reactions from politicians.

    He was a critic of policies instituted by the current President of Argentina, Javier Milei, particularly Milei’s libertarian model of economy and the government’s brutal response to public dissent and opposition. In September 2024, the Pope famously said:

    the government put its foot down: instead of paying for social justice, it paid for pepper spray.

    An alternative model of leadership

    By reflecting on how Pope Francis’ theology is rooted in the Argentina he grew up in, we can better understand his actions as Pope.

    He made significant contributions in the Latin American region. He played a mediating role between the United States and Cuba, supported the peace process in Colombia, and highlighted the environmental devastation caused by mining companies in the Amazon.

    He publicly apologised to Indigenous peoples of Latin America for the Church’s historical complicity with colonialism, and acknowledged his inaction allowed the Chilean clergy to overlook sexual abuse cases.

    He appointed clergymen from non-European countries, enhancing representation from Asia, Africa and Latin America and increased the participation of women within the Church’s leadership structures.

    His landmark encyclical, Laudato Si’, underscored the moral imperative to address climate change, inspiring accolades from global leaders. His critique of Israel and the conflict in Gaza underscored his consistent opposition to war and advocacy for peace.

    Despite existing tensions and contradictions within his papacy – particularly regarding the Church’s stance on LGBTQIA+ issues and women’s rights – Pope Francis’s approach to global issues remained steadfast and aligned with his core values, and the Buenos Aires he came of age in.

    Francis’s leadership is a product of his upbringing and a catalyst for regional and global dialogue on social justice.

    The profound influence of the Latin American region on him is well captured by long time friend, Uruguayan lawyer and activist, Guzman Carriquiry who described the Pope as:

    Deputy Prime Minister of the Russian Federation Dmitry Patrushev held a working meeting with the Governor of Stavropol Krai Vladimir Vladimirov. The topics of discussion were the development of the region’s agro-industrial complex and the implementation of national projects in the field of ecology.

    Federal state support for the agro-industrial complex this year has increased by 1 billion rubles compared to the previous year and amounted to almost 5 billion rubles. Stavropol Krai demonstrates growth in a significant part of indicators in the field of agriculture. For example, milk production in 2024 amounted to almost 570 thousand tons, which is higher than a year earlier. Almost 60 thousand were produced in January – March of this year, which is 12% higher than in the same period last year.

    Vladimir Vladimirov noted that spring field work is currently being actively carried out in the region, farmers are sowing early spring crops. Almost 450 thousand hectares have been sown – this is corn and sunflower. Sugar beet is currently being sown. The majority of winter crops are in good and satisfactory condition. Farmers in the region are provided with everything necessary for the sowing campaign.

    One of the key tasks in agriculture is import substitution. Vladimir Vladimirov noted that when sowing grain crops, farmers use 100% domestically produced seeds.

    The meeting also discussed work in the environmental protection sphere. Within the framework of the national project “Ecology” from 2019 to 2024, the events of three federal projects were implemented in Stavropol Krai: “Clean Country”, “Integrated System for Handling Municipal Solid Waste” and “Forest Preservation”. The total funding amounted to more than 1.3 billion rubles. Within the framework of the new national project “Environmental Well-Being”, Stavropol Krai takes part in the federal projects “Closed-loop Economy”, “Water of Russia” and “Forest Preservation”.

    Renoir’s use of colour, light and shadow in his works played a pivotal role in the development of Impressionism. Cézanne’s art theory, meanwhile, laid the groundwork for the development of various art styles in the 20th century, unveiling a new era in modern art. Hong Kong is the first stop on the Asia tour of the exhibition, featuring 52 iconic works from the renowned Musée de l’Orangerie and the Musée d’Orsay, 51 of which are debuting in Hong Kong, including still life paintings with fruits and flowers, landscapes, portraits, and paintings of bathers. The exhibits serve as a testament to the remarkable artistic achievements of Cézanne and Renoir, highlighting the intersections in their careers.
     
    Highlight exhibits include Cézanne’s “Apples and Biscuits”, “Still Life with Soup Tureen” and “Landscape with Red Roof (The Pine at l’Estaque)” and Renoir’s “Claude Renoir in Clown Costume”, “Nude in a Landscape” and “Bouquet in a Theatre Box”. The exhibition also showcases two invaluable artworks, “Large Still Life” and “Large Nude with Drapery”, from Spanish artist Pablo Picasso to demonstrate how the innovations of the two Impressionists inspired the next generation of great masters.
     
    The HKMoA has created an education corner that mimics a French train platform, inviting visitors to board a time-travel train and immerse themselves in the creative worlds of Cézanne and Renoir. The Hong Kong version of this exhibition also features specially designed simulated conversations between the two masters, footprint maps, and more. These elements highlight the fascinating lives and enduring friendship of these two iconic artists.
     
    The HKMoA has also invited two Hong Kong artists, Trevor Yeung and Lai Kwan-ting, to draw inspiration from the works of the two art masters and create their own new art. In “Garden Cruising: Bathers and Watchers”, an art installation with photographic works and large soft sculptures, Yeung explores the idea of the gaze associated with the depiction of nudity in the bathers painting series by Cézanne. Inspired by the still life works and portraits of the two French masters, Lai Kwan-ting’s installation work, “Everyday Whispers”, creates figure and landscape paintings with contemporary Chinese ink painting that capture fleeting moments in daily life, reinterpreting the styles of the two masters from a 21st-century perspective.
     
    The exhibition is being staged at the Special Gallery on the second floor of the HKMoA (10 Salisbury Road, Tsim Sha Tsui, Kowloon).   • MIL-OSI Asia-Pac: Private car drivers urged to choose suitable Child Restraining Device under mandatory requirements (with photo)

         The Transport Department (TD) today (April 22) reminded parents, guardians or private car drivers to choose and use a suitable Child Restraining Device (CRD), such as a child safety seat, that is appropriate for children’s body size and complies with relevant standards to reduce the risks of being killed or seriously injured in traffic accidents, thereby enhancing protection for children and passenger safety.

         Starting from November 1, 2025, unless child passengers aged below 8 reach a body height of 1.35 metres, they must use a CRD in private cars, regardless of whether they are sitting in the front or rear seats. Passengers aged 8 or above, or those with a body height of at least 1.35m, must either use a CRD or wear an adult seat belt. Otherwise, the driver must not drive the car on any road.

         A spokesman for the TD said, “When choosing a CRD, parents, guardians or private car drivers carrying a child passenger should accord top priority to the height and/or weight range for which the product is suitable. They should also look for any markings indicating compliance with national or international standards recognised. For enquiries, they should consult the manufacturer or retailer on the product standards to meet legal requirements.”

         Of note, after a collision such as a traffic accident, CRDs may show no visible signs of damage on the surface, but their internal structure may have been damaged, reducing their protective effectiveness, and they should not be used again. In addition, when purchasing second-hand CRDs, it is difficult to guarantee that the product has not been hit. For those used by relatives or friends, one should ascertain whether they have been dropped or bumped.

         Apart from conventional types of child safety seats, there are various types of portable CRDs, such as seat belt adjusters, wearable safety restraint vests and foldable boosters, available in the market for selection. Yet, as portable CRDs do not have protective pads and seat backs on both sides, their protection capabilities in side-impact collisions are in general not as good as those of child safety seats.

         The TD has launched a designated page on CRDs (www.td.gov.hk/en/road_safety/crd) coupled with infographics on the Agent T Facebook page (www.facebook.com/AgentT.hk) to set out details of the legal requirements and standards concerned. The TD will continue to work with the Police, the Road Safety Council and the Consumer Council to step up relevant publicity and public education.     Honourable ministers, heads of delegations, Consul Generals, distinguished guests, ladies and gentlemen,
     
    Good afternoon! And welcome to Hong Kong! Welcome to the Asia Cultural Co-operation Forum+ 2025!
     
    The Asia Cultural Co-operation Forum (ACCF) was first initiated in Hong Kong in 2003. Having spanned over 20 years and entering its 13th edition this year, the ACCF has developed into a renowned G-to-G (government to government) platform for cultural exchange and co-operation at ministerial level in Asia. This year, we have added the plus (“+”) sign to the name of the Forum. This is because, riding on the success of previous editions of the ACCF, we have expanded the coverage of participating countries this year. Apart from inviting more participants from within Asia, we have also invited our friends from the Belt and Road countries as well as those beyond Asia to participate, in the hope of further enhancing cultural exchange and connection amongst participants.
     
    The result is that I have both the privilege and honour to welcome an unprecedentedly strong cast of over 100 representatives from 22 countries to the ACCF+ 2025, with delegations from 17 countries joining us, here in Hong Kong! I am also excited to know that five of these delegations are joining the ACCF for the very first time. Welcome again! 
     
    Equally important, we are very happy to welcome representatives from seven cultural units of various provinces and cities of China, our motherland, including the Macao Special Administration Region. Compared to the last edition of the ACCF held towards the end of 2022, which was affected by the pandemic, and some friends in the region could not make it to the Forum physically, we have now fully returned to normalcy, and it is the best time for us to get together, rekindle connections, create new collaborative opportunities, and engage in meaningful dialogues for the furtherance of cultural development in our community and in the region.
     
    With the above in mind, we set the theme of this year’s Forum as “Connect, Create, Engage: Bridging Cultures for All”, underlining the Forum’s significance in connecting diverse cultures in the region, inspiring creativity and empowering our cultural community. Over the past two years, we have all made tremendous efforts in reviving the arts and cultural sector in our respective community, which was hard hit by the pandemic. At the same time, the advancement in digital technology and its impacts on people interaction means that arts and cultural development ahead is now full of challenges and uncertainties. This week’s Forum provides excellent opportunity of face-to-face interaction to connect and collaborate to tackle the evolving challenges. As cultural administrators, our roles are of vital importance and a platform for us to meet and exchange is particularly meaningful at this juncture.
     
    Our fruitful journey of connection, creation and engagement begins with this welcoming lunch. In the coming two days, we are excited to present an array of fantastic programmes, including the ministerial panel this afternoon, tonight’s gala dinner, plenary sessions, and insightful visits to renowned facilities such as the Hong Kong Palace Museum and M+ in the West Kowloon Cultural District.     Over 5,000 runners came together at Army Hospital (Research & Referral), New Delhi on April 20, 2025 for the first edition of soldierathon ‘Run for Soldiers and Run with Soldiers’ – a fitting tribute to the brave heroes of the Armed Forces. Jointly organised by Army Hospital (R&R) and Fitistan – Ek Fit Bharat, the event brought together veterans, soldiers, civilians, students and fitness enthusiasts in a celebration of unity and national pride.

    The Soldierathon featured three race categories – 10 km timed run, 5 km fun run, and a 3 km walk – all designed to encourage mass participation and inclusivity. Runners shared the track with Indian soldiers, drawing inspiration from their discipline, determination, and spirit of service.

    The event was officially flagged-off by Governor of Mizoram General (Dr) VK Singh (Retd) along with the Chief of the Naval Staff; Vice Chief of the Army Staff; Director General Armed Forces Medical Services; General Officer Commanding, Delhi Area; DGMS (Navy); DGMS (Air) and Commandant, Army Hospital (R&R) amidst an atmosphere filled with patriotic fervour and emotional tributes.

    The event served a larger purpose – raising funds to support the Paraplegic Rehabilitation Centre in Kirkee, Pune, which provides specialised care, therapy, and support for soldiers injured in the line of duty. The overwhelming response reinforced the shared commitment to give back to those who are selflessly serving the nation.

         The KTSP Limited will arrange cross-boundary coach services during the dispersal period on the event dates to facilitate travellers’ return to the Mainland via the LMC/HG Port. Passengers should purchase tickets prior to the concert (on-site ticket sales not available during dispersal) and board their coach at the PUDOA on the G/F, Kai Tak Stadium, via the escalator outside Gate H, 2/F.     Speech by SCST at Asia Cultural Co-operation Forum+ 2025 – Ministerial Panel (English only) 
    Honourable ministers, heads of delegations, Consul Generals, distinguished guests, ladies and gentlemen,
     
    Good afternoon. Just now I was so eager to welcome you that I almost jumped on stage myself. On behalf of the Government of the Hong Kong Special Administrative Region (HKSAR), I would like to extend our warmest welcome to all of you to the Asia Cultural Co-operation Forum+ (ACCF+) 2025. May I take this opportunity to extend my gratitude to Mr Gao Zheng, Vice Minister of the Ministry of Culture and Tourism of the People’s Republic of China, who will be delivering a speech for us in a short moment. 
     
    This year’s ACCF+ has received an unprecedented participation of senior delegations from 17 countries in the region, with five of the countries sending delegations to join this Forum for the first time. Your active participation and unwavering support not only sustains the continued success of this Forum, but also reaffirms Hong Kong’s unique position as an international hub for arts and culture, as well as the “super connector” for bridging countries across Asia and beyond, for meaningful cultural exchanges.
     
    The theme of this year’s Forum is “Connect, Create, Engage: Bridging Cultures for All”. I trust you would agree with me that this is something that we, as cultural ministers and government leaders, need to seriously contemplate at this point in time. The world has undergone rapid and vigourous changes since the last ACCF held in 2022, and these changes are multifaceted, especially when we are now entering a volatile age of geopolitical tension and tariff wars. What impacts the arts and cultural development of a place most is undoubtedly the amplified diversity through technology. We should all recognise that technological advancement is something inevitable, so instead of resisting it, we should adopt a people-oriented approach to embrace it. And to achieve this, my strategy is to connect more with people, to create more for people and to engage more people. After all, culture is from people, and is about people.
     
    Situated right in the heart of Asia, with a convergence of diverse cultures and global connections, Hong Kong is blessed with unique advantages to play the important role as a “super connector” between China, our motherland, and the rest of the world.  With the clear support in China’s National 14th Five‑Year Plan, we have been striving to develop Hong Kong into an East-meets-West centre for international cultural exchanges. Together with the competitive edge in the commercial sector, Hong Kong is also the largest art trading centre in Asia. All these have been written on the name card of Hong Kong now. We will surely work hard to make our name card more shiny and promote our strengths, but more importantly, we will make good use of these attributes to build connections with our friends in the region and the rest of the world. This is why Hong Kong is taking a leadership role in hosting this renowned event once again, and presenting various large-scale forums and summits, such as the Museum Summit organised last month by the Leisure and Cultural Services Department in partnership with The Guimet ‑ National Museum of Asian Arts in France, which received a record-high total registration of over 7 000 participants. One-third of them were non-Hong Kong registrants, from 39 countries. These achievements boost not only our confidence in consolidating our role, but Hong Kong’s attractiveness to draw in new arts and cultural ideas and collaboration opportunities. As a melting pot of Chinese and Western cultures, Hong Kong’s potential could only be fully unleashed with the constant stimuli from the rest of the world.
     
    Good connections is a solid foundation. With it, we can create more for our people. For the sake of arts and cultural development in Hong Kong, my priorities now go to creating space, opportunities, and more importantly an ecosystem. The cultural landscape in Hong Kong is much broadened with the full operation of the world-class West Kowloon Cultural District and the state-of-the-art Kai Tak Sports Park which was opened last month. The recent Coldplay concert hosting over 200 000 audience members coming from all over the world is a strong testimony of Hong Kong’s strong capability in staging world-class events. So, we will definitely work hard to make good use of the space with sufficient quality content. 
     
    Apart from attracting mega events and world-class artists to Hong Kong, we will also create opportunities for our home-grown artists and talent to shine. On this, we are taking bold steps to develop new initiatives that provide such a platform, an example of which is the inaugural Hong Kong Performing Arts Expo (HKPAX) launched in 2024 that brought together arts institutions and practitioners from around the world. The HKSAR Government has already committed to supporting the second edition of HKPAX in the 2025-26 Budget Speech. The Forum today will undoubtedly serve as another precious platform in connecting partners, fostering exchanges and co-operation, and engaging cultural communities with constructive and inspirational thoughts and initiatives.
     
    Currently, Hong Kong is home to a number of globally acclaimed galleries, auction houses and art fairs. Hong Kong’s low tax rate and thriving art fairs have attracted art lovers from around the world to participate in Hong Kong’s art trading events. These qualities have contributed to the emergence of Hong Kong’s art trading and auction market, making Hong Kong one of the world’s top three art trading centres. As you know, Art Basel Hong Kong has developed into a prominent international event for visual arts since its debut in Hong Kong in 2013.  
     
    The advancement in infrastructure and enrichment of platforms have worked together to create a more pluralistic cultural environment, allowing space and conditions for industry building and the integrated development of culture, sports and tourism. The achievements did not happen by accident. This is one of the four strategic directions in the Blueprint for Arts and Culture and Creative Industries Development that we promulgated in November 2024 to enhance the ecosystem for the arts, culture and creative industries. Along this direction, we will continue to improve infrastructure, promote cross-sectoral and cross-genre collaborations, nurture talent, and more importantly, to collaborate with all sectors of society for the better future of arts and cultural development. 
     
    Very soon, my dear friends, you will be sharing your constructive and inspirational experiences and opinions for fostering arts and cultural growth at this Ministerial Panel. I look forward to learning from the immense interflow of ideas and insightful discussions that will ensue. On behalf of the Government of Hong Kong Special Administrative Region, I would like to once again express my heartfelt gratitude for your honourable presence at ACCF+ 2025. Your participation and contribution is deeply meaningful to us and to the enhancement of people-to-people bonding in the region.
