  • MIL-OSI United Kingdom: Experts a whisker away from discovering secrets of hippo’s facial fuzz

    Museum experts in Leeds are bristling with excitement after their resident hippo’s fabulous facial hair was studied during new research into the inner workings of whiskers.

    Analysis recently carried out at the Leeds Discovery Centre saw curators comb through their vast collection of historic taxidermy, including century old stuffed hippo Billie, to explore exactly how the number and placement of their whiskers help animals sense the world around them.

    The study is believed to be the very first time hippopotamus whiskers have ever been examined in such detail, and could lead to better knowledge about the aquatic giants and the way they utilise their hundreds of tiny tactile hairs.

    The project saw the Discovery Centre, which is home to more than 6,000 taxidermy mammals, host sensory biologist Dr Robyn A Grant. During the visit, Dr Grant got an up-close look at Billie, a former resident at London Zoo, who was once among the attraction’s biggest stars in the late 1920s.

    Acquired by Leeds Museums in 1938, Billie has recently undergone an extensive refurbishment to restore him to his original condition, making him an ideal subject for an in-person study.

    Dr Grant said: “Whiskers are present on most mammals, and act as amazingly sensitive touch sensors. In my research, I try to understand the diversity of whisker numbers and arrangements across mammals.

    “We can see that some large aquatic species, like hippos, walruses and manatees have hundreds of very small whiskers. While walruses and manatees have been studied a little, hippo whiskers have never been looked at.

    “So, we are looking at hippo whiskers for the very first time. Working with zoos and museums such as Leeds Discovery Centre, we are trying to understand how the whiskers are arranged, and what the animals use them for.”

    Found on most mammals, whiskers, also known by their scientific name vibrissae, are extremely sensitive, coarse hairs usually located on the face, which are used to sense the surrounding environment.

    Many older taxidermy specimens are missing their whiskers due to age or bad craftsmanship, but examples in the Leeds collection still sporting impressive facial hair include chinchilla, harp seals and coypu, a large South American rodent.

    Many of the taxidermy mounts in Leeds were collected in the early 20th century, when deceased animals were often purchased by taxidermists before being stuffed and mounted.

    Sarah Burhouse, Leeds Museums and Galleries curator of natural sciences, said: “We’re delighted that Billie and our collection have been able to support such a fascinating research project, which could help our understanding of how hippos and other animals use whiskers to interact with their environment.

    “It also demonstrates how important taxidermy collections like ours can be, enabling researchers to study creatures and aspects of their anatomy up close in ways which could be impossible, or even dangerous, with a live animal.

    “It’s amazing that these specimens, some collected more than a century ago, can still tell us so much about the natural world and help inform our understanding of how we can protect vulnerable species today and in the future.”

    Leeds Discovery Centre is home to more than a million objects which span tens of millions of years of world history.

  • MIL-OSI China: Cleaner coal to complement green wave

    China is gearing up for a new phase of coal power upgrades to hasten its transition toward cleaner and greener energy, said officials and experts on Monday.

    This round of upgrades will focus on enhanced peak-shaving capability, strong support for volatile new energy power, high resilience and lower emissions.

    It proposes key tasks in four aspects — clean and low-carbon; safe and reliable, efficient peak-shaving; valley-filling and the intelligent operation of coal power, said He Yang, deputy head of the National Energy Administration.

    He emphasized that among the four key tasks, ensuring the security and reliability of the power supply are fundamental prerequisites, as coal-fired power accounts for 40 percent of installed capacity and generates nearly 60 percent of electricity in China.

    This initiative comes against the backdrop of the rapid increase in power generated from intermittent and volatile new energies.

    Officials and experts emphasized the pressing need for China’s coal-fired power sector to address significant challenges amid energy transition.

    Coal-fired power, a major carbon emitter, must reduce emissions while enhancing flexibility as a crucial peak-shaving and support source in the evolving power system structure.

    Moving forward, a focus on clean energy and intelligent operations is essential for coal-fired power to adapt to scheduling systems and complex operating environments, ensuring both security and sustainability, said He.

    Hu Wenping, director of the power generation project consulting institute affiliated with the China Electric Power Planning and Engineering Institute, emphasized the need to enhance the efficiency and speed of coal-fired power generation units, as well as boost worker safety through technological innovation.

    This includes intelligent optimization and decision-making for efficient operation, dynamic matching of resources for rapid load changes, and safety measures like intelligent safety monitoring to mitigate operational risks and ensure safe operations, Hu said.

    Diao Baosheng, deputy director of the power department of CHN Energy, shared the group’s practices in clean and decarbonization technologies for coal-fired power, including biomass co-firing and carbon capture, utilization and storage.

    Diao said the company has successively carried out technological strategies such as chemical absorption capturing, which can absorb up to 500,000 metric tons of carbon dioxide.

  • MIL-OSI United Kingdom: Greens propose long overdue Council Tax revaluation to make wealthy pay more

    The wealthy should pay more to fund local services.

    Scottish Green MSP Ross Greer has lodged proposals for Scotland’s first Council Tax revaluation in over 30 years.

    The current Council Tax system is based on property values from 1991. As a result, most people are now in the wrong band.

    Many of those living in smaller and less valuable homes currently pay more than they should. Conversely, the richest people living in the largest properties often pay far less than they would if accurate property values were used.

    The Scottish Greens are confident that the proposal, which is being made as an amendment to the upcoming Housing (Scotland) Bill, would not only make the system fairer, it could also raise vital funds for local services like schools and social care.

    If the amendment is passed, a revaluation exercise would be completed by 1st April 2029. Measures have been included to support those on low and fixed incomes.

    Mr Greer said:

    “The Council Tax is based on property values from before I was even born and as a result, it is now completely broken. We wouldn’t tolerate most people paying the wrong rate of income tax, but that is exactly what has been allowed to happen here after 34 years.

    “The wealthiest people in the most valuable houses are getting off with an absolute steal. They pay far less than they should, whilst far too many ordinary households pay much more.

    “It may sound dry, but the Council Tax is crucial to funding schools, social care, bin collections and other local services. It should never have been allowed to become this completely broken.”

    Mr Greer added:

    “This system was a quick and dirty replacement for Thatcher’s hated Poll Tax. Everyone has agreed for years that it must be replaced completely. Despite this, the Scottish Government has lacked the courage to actually make that change.

    “The Scottish Greens have made some important changes recently, including doubling Council Tax for second homes to help tackle the housing crisis. However, we know that total reform is urgently needed. That can’t happen without ditching the 1991 property valuations and bringing the system into this century.

    “Those with the broadest shoulders and in the biggest houses should be paying more than those less privileged to fund the local services we all rely on.”

    Council Tax reform is championed by the Tax Justice Scotland network, whose members include Oxfam, the Scottish Trade Unions Congress, the Church of Scotland and the Scottish Women’s Convention.

    The Institute for Fiscal Studies described Scotland’s Council Tax as ‘ripe for reform’ in a report published earlier this year.

    On April 21, 2025, a meeting of the Academic Council of the State University of Management was held. There were 18 issues on the agenda, including preparation for the Admissions Campaign of the 2025/2026 academic year and the results of individual areas of activity for 2024.

    Traditionally, the meeting began with a ceremonial part. Rector of the State University of Management Vladimir Stroyev presented a diploma of Doctor of Economics to the head of the Department of Economics and Management in Construction Olga Astafieva and congratulated the birthday boys of the month.

    First of all, those gathered, through a secret vote that was conducted electronically, approved the awarding of the academic titles of associate professors to GUU teachers Dmitry Dolgopolov, Valeria Ivanova and Bulat Nuriyev.

    Vice-Rector Maria Karelina presented to those gathered the results of the implementation of the plan for scientific research and publication activity of the State University of Management for 2024 and spoke about the planned indicators for 2025.

    “In 2024, the volume of work increased threefold compared to 2022, mainly due to the increase in the number of technical R&D. The most significant contribution in 2024 was made by a large scientific project of the digital village. Two projects are being implemented within the framework of the advanced engineering school, the PISH itself showed excellent results, which allowed it to rise to the second group of projects of the Ministry of Education and Science and receive additional funding for development. I would like to note that the scientific function is not only the task of scientific departments, but a common function of all university teachers. For 2025, we have an ambitious task of significantly increasing the volume of scientific research, which we strive to implement,” concluded Maria Yuryevna.

    Vladimir Stroev continued the theme of the importance of science, emphasizing that the State University of Management has significant potential in this area.

    “Today, the volume of scientific work at the State University of Management is decent, it hasn’t been like this for a long time, the prospects are good, everyone needs to get involved as much as possible. There are specific state tasks, so let’s implement them together. We have a great moment to once again prove our leadership and show our capabilities. We don’t need to watch what is happening from the sidelines, we need to act,” the rector urged.

    Director of the Department of Digital Development and Admission of Applicants Vadim Dikikh informed about the progress of preparations for the 2025/2026 admissions campaign and spoke about the changes that have occurred in the process itself.

    “Starting this year, the admission campaign for bachelor’s, master’s, and postgraduate studies will be carried out only through the state services portal. The university will also present its programs through the state services showcase, and the social network Vkontakte will become the official communicator between applicants and the state,” said Vadim Dikikh.

    Acting Director of the Institute of Information Systems Olga Pisareva reported on the Institute’s work results for 2024 and development prospects for 2025.

    “The number of graduates from our institute has tripled in 5 years. The average passing score for the budget has also increased. This year, only 8 budget places have been allocated in the field of “business informatics”, but we will cope and conduct admission at a high level,” Olga Mikhailovna noted.

    The director was supported by Vladimir Stroyev, who recalled that “computer science, and previously cybernetics, is a long-standing traditional direction of the State University of Management.”

    Advisor to the rector’s office, head of the department of state and municipal administration Sergei Chuev spoke about the prospects of memorial work at the State University of Management and the opening of an exhibition in the scientific hall named after N.N. Nekrasov at the Scientific Library of the State University of Management.

    “This year marks the 145th anniversary of the Aleksandrovsky School and 140 years since the first day of classes there. The State University of Management is the main successor of this educational institution. Firstly, the Moscow Industrial and Economic College (MPET), now GUU, was opened in the building of the Aleksandrovsky School. Secondly, we have documentary evidence that the majority of teachers and students from the school transferred to MPET,” said Sergei Chuev.

    In this regard, it was proposed to change the logo of the State University of Management, as well as to hold a series of exhibitions to remember the unfairly forgotten names of scientists and outstanding employees of the university.

  • MIL-Evening Report: The government has pledged $10 million for inclusive LGBTQIA+ health care. Here’s what that means

    Last week, the federal government announced a $10 million commitment to make Medicare more inclusive for LGBTQIA+ Australians. It aims to improve their access to “inclusive, culturally safe primary care” through training and accreditation for GPs, nurses and other health-care providers.

    The precise details will depend on which training provider wins the government’s grant. But they will have a strong body of evidence to draw on, which shows the challenges LGBTQIA+ people face in health care – and what it would take to make mainstream services more inclusive.

    Why is this needed?

    Many LGBTQIA+ Australians lead happy and healthy lives. But, unfortunately, a disproportionate number experience significantly poorer health outcomes compared to the general population.

    LGBTQIA+ Australians are more likely to experience depression, anxiety and psychological distress. They also have higher rates of suicidal thoughts, self-harm and suicide.

    Many of these health inequalities stem from experiences of discrimination and stigma. These can lead LGBTQIA+ people to avoid health services for routine as well as preventive care (such as screening and regular check-ups).

    LGBTQIA+ Australians are also less likely to have a regular GP. And they report lower levels of satisfaction with the care they receive.

    They are also more likely to live with disability or long-term health conditions and have unmet health needs. For some groups, such as trans and gender-diverse Australians, these health disparities are even getting worse.

    This points to the unique and diverse needs of different groups within the LGBTQIA+ community.

    For example, young people are more likely to have elevated mental health distress. Some communities have higher rates of HIV, while others face barriers to preventive care. For instance, trans men and non-binary people may miss out on cervical cancer screening.

    What does ‘inclusive, culturally safe’ care look like?

    Inclusive and safe health care means more than just rainbow posters in the waiting room. It’s a concrete change in how care is delivered.

    At a basic level, this involves respectful communication – using a patient’s correct pronouns and chosen name, and avoiding assumptions about their body, relationships or identity.

    For example, an inclusive GP will ask open-ended questions (“do you have a partner?”) rather than presume a patient’s partner is of the opposite sex. They will not assume a trans patient’s health-care needs are only related to being trans.

    Training might cover how to discuss sensitive topics (such as sexual behaviour or gender dysphoria) in a non-judgmental, inclusive way, and how to handle mistakes.

    Making people feel safe to disclose their LGBTQIA+ status is also crucial. This has been shown to improve continuity of care and access to high-value preventive care. It may also help people disclose other sensitive issues, such as family violence.

    When GPs and others in primary care understand LGBTQIA+ health needs, they’re better placed to make appropriate referrals – for example, to psychologists with relevant expertise or to specialist gender-affirming care services.

    How this funding could help

    This funding is part of the government’s ten-year national action plan to improve the health and wellbeing of LGBTQIA+ people.

    The plan focuses on enhancing community-led and specialist LGBTQIA+ services (such as gender-affirming care or HIV medicine) and mainstream services, so they work better in tandem.

    It was developed through extensive consultations with LGBTQIA+ communities across Australia. These consultations found inclusive primary care was a top concern.

    Making “mainstream” health care more inclusive is important because it is the most frequently accessed point of care for most Australians, including LGBTQIA+ Australians.

    An estimated 84% of LGBTQIA+ Australians use “mainstream” medical clinics for their primary health care. Only 6% use LGBTQIA+ specific clinics – in part, because they are not widely available.

    Improving mainstream primary care for LGBTQIA+ Australians is therefore particularly important for those in rural areas, where there can be reduced access to specialist health-care providers. People should not have to hide who they are or travel long distances to get the care they need.

    Translation into practice

    The announcement will also fund a voluntary LGBTQIA+ accreditation program for health-care providers who meet best practice standards.

    This means patients will be able to easily identify services that are “safe and trusted” for LGBTQIA+ communities. It could affect the look and feel of the waiting room, but will also be reflected in policies, procedures and management.

    For example, accredited services should have intake forms that meet Australian Bureau of Statistics standards. Record-keeping would reflect options for diverse genders, titles and family structures. Patients would be assured their information is kept private and confidential, so they feel safe disclosing personal information.

    Existing training resources have been available and processes such as Rainbow Tick accreditation have had modest take-up in some larger hospitals and community health centres.

    But primary care providers are often overwhelmed by many other essential training needs and have under-utilised these offerings to date.

    This funding will be a huge incentive for many of these clinicians and services to step up, as it signals a new level of priority.

    If implemented effectively, this program could mark a significant step toward a health-care system where LGBTQIA+ Australians – whether a queer teenager in the city, a Brotherboy in a remote community, or an older trans woman in aged care – can get the care they need without discrimination or fear.

    The challenge now will be turning this $10 million promise into real on-the-ground change. This means accrediting a majority of clinics, training thousands of health workers, partnering with LGBTQIA+ community organisations and ultimately ensuring every patient is treated with the understanding and respect they deserve.

  • MIL-OSI Global: The rise of Brazil’s fuel mafias and their gas station money laundering machines

    Brazil’s federal police recently pulled back the curtain on a criminal web that had infiltrated the country’s fuel distribution chains. What looked like ordinary gas stations were, in fact, outposts of a vast laundering machine, washing dirty money with diesel and ethanol. According to Justice Minister Ricardo Lewandowski, more than 1,000 service stations across the country were overseen by organised crime syndicates.

    The plot thickened when Rio de Janeiro’s state police launched raids against the so-called “fuel mafia”, dismantling a racket that sold millions of liters of adulterated fuel. In the process, they revealed a network of ghost companies churning out fake invoices.

    Crime moves into the fuel sector

    Across Brazil organised crime is diversifying beyond narcotics, arms trafficking into the biofuel and fossil fuel sectors. Criminal factions with names such as the Primeiro Comando da Capital (PCC), Comando Vermelho (CV), and militia groups made-up of retired and active duty police are expanding into fuel theft, smuggling, tax evasion, and money laundering. The pivot by Brazil’s criminal underworld underscores their adaptability in exploiting legitimate markets.

    Fuel theft is hardly new to Brazil. The country’s top fuel distributors – Ale, BR, Ipiranga, and Raizen – have warned of criminal infiltration. But the costs of these illegal activities are significant. According to ICL, an industry group, illegal profits generated by gas stations amounted to $23 billion reais($3.89 billion) in 2021.

    A 2022 study by the Brazilian Public Security Forum (FBSP) revealed that criminal organisations generated approximately 146.8 billion reais (around $25.4 billion) from sectors including fuel, gold, cigarettes, and beverages far surpassing the revenues from cocaine trafficking.

    Meanwhile, a 2024 assessment found that the costs of cargo-theft, fuel-related robberies and fraud generated annual losses of $29 billion reais. Vibra Energia estimated that roughly 13 billion liters of fuel were being traded through “irregular” means a year.

    Fake gas stations, adulterated fuel, and tax fraud

    Organised criminal groups employ multiple strategies to exploit the fuel sector. The most common involves the use of “pirate” gas stations — outlets that flout safety standards and sell adulterated and stolen fuel. Police have exposed hundreds of gas stations linked to individuals indicted or convicted for fuel-related offenses since 2015. In 2019, for example, BR purged its retail network of 730 stations nationwide suspected of involvement in “irregularities”.

    By 2023, the PCC reportedly extended its influence to five ethanol plants and approximately 1,100 of São Paulo’s 9,000 gas stations. And in 2024, police claimed that as many as 30 gas stations in Rio de Janeiro were under PCC control. Meanwhile, the National Agency for Petroleum, Natural Gas and Biofuels (ANP) reported that violations related to the use of methanol — a toxic substance commonly used to adulterate fuels—increased by over 73 percent compared to the previous year.

    Fraud and tax evasion are also common in the fuel sector. In Brazil, fuel taxes on ethanol vary from state to state. These discrepancies create incentives for enterprising criminals to purchase fuel from low-tax jurisdictions and resell in high-tax states to station owners who charge higher tax and pocket the difference.

    A 2019 study by FGV estimated that fuel-related tax evasion generated 7.2 billion reais ($1.3 billion), with major rewards for petrol station owners that laundered funds. There are also schemes that involve tax fraud in fuel production and illegal diesel imports. One prominent case involved Copape, a company that sold fuel below market price by evading import taxes and manipulating its product. The company was later shut down amid allegations of ties to the PCC.

    Another common strategy involves outright theft by installing clandestine taps and siphoning fuel from pipelines. This practice often leads to significant economic losses and poses environmental hazards and public safety risks. The process usually involves precise “insider” knowledge of pipeline networks. In 2019, for example, Petrobras identified over 261 such incidents in Rio de Janeiro and São Paulo alone.

    The direct targeting of personnel and infrastructure has also occurred. In 2019, for example, more than 40 people were arrested in Rio de Janeiro in 2019 suspected of extorting and murdering Petrobras contactors. The group was described as highly organised with separate divisions for intimidating targets, tapping pipelines, transporting stolen fuel, and monitoring police movements. Stolen fuel can be sold on to asphalt companies, underground gas owners, and others.

    The entrenchment of organised crime in biofuels such as sugar and palm oil has resulted in confrontations with state authorities. In August 2024, 59,000 hectares of São Paulo’s sugarcane plantations were ravaged by fires resulting in losses of over 1 billion reais. Authorities suspect that the PCC orchestrated arson attacks as retaliation against government measures targeting their involvement in the adulterated fuel trade.

    And in February 2025, police in Rio de Janeiro revealed that operators of an illegal gambling (jogo do bicho) network were financing the criminal extraction of oil from underground pipelines. Proceeds were used to acquire equipment, rent fuel transport vehicles, and pay off personnel. In Rio, and elsewhere in Brazil, such activities undermine the rule of law, distort markets, and erode public trust.

    Technology-enabled solutions to disrupt fuel theft

    Preventing and disrupting infiltration of organised crime into the fuel sectors is challenging. Legal proceedings are often protracted. Efforts by fuel distributors to terminate franchise agreements with non-compliant operators are often stymied by prolonged court battles. The sophistication of Brazil’s criminal organisations also complicates enforcement efforts including their blending of illicit activities with legitimate business.

    At a minimum, federal and state authorities need to track gas stations and pipelines that are implicated in crime. Advanced tracking technologies that improve transparency in the fuel supply chain. And these solutions need to be bolstered by intelligence sharing across jurisdictions. One promising response comes from Brazil’s National Institute of Metrology (Inmetro) which has expanded its inspections of fuel pumps and product quality.

    Companies like Petrobras have ramped up their security measures to protect pipelines, refineries, transportation systems, and petrol stations. Advanced surveillance systems, including drones and sensor-based technology, are now being used by its subsidiary, TransPetro, to monitor pipeline integrity.

    Specialised response teams have also been established to detect and contain illegal taps. Petrobras and Transpetro have also increased collaboration with federal and state security forces to target organised crime cells involved in fuel theft and trafficking.

    In especially high-risk areas, particularly near major refineries such as Duque de Caxias in Rio de Janeiro, joint operations with law enforcement have resulted in arrests and the seizure of illegal equipment used to tap pipelines.

    Petrobras has invested in internal compliance, audit mechanisms, and fuel traceability systems to track product movement and prevent insider threats and diversion to illicit markets. The company has also partnered with regulatory agencies like the (National Agency of Petroleum, Natural Gas and Biofuels, or ANP) to tighten oversight over gas stations and transport companies suspected of facilitating the resale of adulterated or stolen fuel.

    Legislation and regulation is also needed to increase penalties for criminality in the fuel sector. Legal reforms, including a new bill approved in April 2025 targets companies that systematically evade taxes. Another bill is being explored that would mandate real-time electronic reporting of fuel sales and storage to ANP in order to increase traceability.

    A new Parliamentary Commission of Inquiry focusing on the relationship between organised crime and fuel is also about to be launched. Federal police, together with the financial intelligence unit (COAF) and tax authorities are also preparing a broad investigation into related activities.

    Addressing the infiltration of organised crime into Brazil’s biofuel and fossil fuel sectors requires more than enforcement — it demands a coordinated national strategy backed by industry cooperation. Enforced compliance, empowered regulators, transparent supply chains, and worker protections are essential. Without urgent and sustained action, organised crime will continue siphoning off Brazil’s future, weakening one of its most vital sectors.

    Revenue for 2025 is expected to be EUR 108-130 million and adjusted EBITA EUR 4.7-7.7 million.

    The first quarter of this year was challenging for Siili as the sluggish market conditions prevailed, and we took concrete steps to improve the profitability of our operations. However, many positive developments also occurred during the initial months of the year while we focused with determination on the implementation of our strategy.

    The Group’s revenue in January-March amounted to just under EUR 30 million, broadly at the previous year’s level. Adjusted EBITA for the first quarter amounted to EUR 1.3 million, 4.2% of revenue. Profitability came in slightly weaker than last year, in line with our expectations. However, when comparing to the previous year’s result, it is worth noting that the adjusted EBITA for the comparison period was improved by the temporary layoffs implemented during Q1 2024.

    Siili also worked with Varma to modernise a key system. The objective of the modernisation was to simplify the maintenance of the system and improve its scalability and development potential, ensuring it continues to meet Varma’s business needs reliably into the future. The work was carried out in stages and in close cooperation with the client, ensuring the continuous operability of the system.

    During the opening months of the year, we have also built new cooperation networks that allow extensive utilisation of Siii’s expertise. Following change negotiations started in February, we will reduce 25 roles from Siili Finland’s functions and 8 from Siili Auto Finland. Actions affecting personnel are always difficult for the organisation, but we believe these adjustments will strengthen Siili’s competitiveness and profitability. With these measures, we estimate that we will achieve a total of 2.2 million euros in annual cost savings.

    To strengthen Siili’s competence profile, we concluded the acquisition of a majority stake in Integrations Group Oy at the beginning of the year. Integrations Group is now part of Siili, and the collaboration has started strongly.     Plans are in place for a victory parade if Liverpool Football Club wins the UEFA Champions League Final on Saturday.

     If Jurgen Klopp’s team triumph, the City of Liverpool will formally invite the club to hold a victory parade on Sunday 2 June.

     The date has been requested by Liverpool Football Club.

    Due to the major logistical challenges needed to arrange a parade of this scale, the announcement is being made in advance so residents and businesses in the city can prepare.

    The Champions League parade would take place when Liverpool is staging two major events – River Festival Liverpool and the Bordeaux Wine Festival – which are already expected to attract tens of thousands of people to the waterfront.

    It would start at 4pm, and would see the Liverpool FC team parade their newly acquired trophy on an open top bus, along Liverpool’s UNESCO World Heritage Waterfront.

    The route starts at Allerton Maze and will travel north bound on Queens Drive towards the Fiveways roundabout and Rocket flyover. From there it will journey along:

    • Queens Drive
    • Mill Bank
    • West Derby Road
    • Islington
    • Leeds Street
    • The Strand
    • Route finishes at Blundell Street

    The River Festival Liverpool event would start earlier than advertised on Sunday to accommodate a parade – around 10.30am.

    Mayor of Liverpool Joe Anderson said: “Anyone who is a football fan can’t help to have been impressed by Liverpool’s performance this season – whatever their allegiance. The twists and turns have kept us all gripped and as a result it is going right down to the wire. We can’t wait until the result to plan for a parade because it is a complex logistical challenge with many partners involved and simply can’t be organised overnight.

    “Whichever team you support, there is no doubting the positive impact sporting success for each of our clubs has on the city, not just economically but also in terms of a feel-good factor. It rightly generates huge pride and attracts massive international attention. If the Reds win, they will receive a well-deserved heroes’ welcome and we will put on a show to make the city proud.

    “Even though the Champions League parade would potentially take place on an already busy day in the city, we are working closely with LFC, Merseyside Police, and our travel partners to ensure that all events taking place on June 2 run smoothly and safely so everyone can enjoy our city, and everything it has to offer.”

    The parade is expected to attract hundreds of thousands of people, so the city council is issuing key advice for fans:

    • Use the full length of the route. The open top bus won’t be stopping so take advantage of the full length of the route from Queens Drive all the way to The Strand.
    • Decide which part of the route you want to wait at and arrive in plenty of time.
    • Be patient – it is impossible to predict how long it will take the team bus to travel along the route.
    • Due to the number of people coming in to and out of the city, there will be significant demands on public transport, with queuing likely.

    Motorists are advised that the city centre is expected to be extremely busy, and with this in mind they should plan their journeys in and out of the city carefully.

    As crowd volumes increase, it is expected that there will periodic closures of the Queensway Tunnel, as the parade passes close by, and an extended closure of the dock branch exit.

    Superintendent Paul White, said: “In the event of the parades taking place there will be a large number of police officers on the streets throughout the city, who will be providing a reassuring presence and making sure fans can enjoy the parades in safety.

    “The parade route has been planned to give residents the opportunity to celebrate Liverpool’s success. Road closures will be put in place by Liverpool City Council in order to allow the parades to take place. This will ultimately cause some disruption to local traffic and public transport routes. Despite this, the intention is to keep disruption to a minimum so fans, locals and visitors can enjoy the events and explore Liverpool safely and freely.

    “Those intending to go tare advised to use public transport and to check timetables. Motorists are advised to check road closures and available parking prior to the events.”It is expected there will be significant disruption around the parade route travel advice is available at www.merseytravel.gov.uk  to help spectators, workers and residents plan their journeys in advance.

    Key points include:

    • Consider walking, cycling or use public transport wherever possible.
    • Be prepared for some changes to services, particularly for bus due to delays and diversions.
    • Allow time for and plan your journey. The transport network is expected to be very busy before and after the parade.
    • Check timetables – be prepared for some changes to services, particularly bus for which some diversions will be in place.
    • The Mersey Ferries are a good cross river option, with regular services running between Seacombe and Liverpool – check www.merseyferries.co.uk for journey times on the day of travel.
    • Passengers travelling on the Wirral line before, during and after the parade should get on and off at Liverpool Central, and Northern Line passengers should use Moorfields. These stations are best set up to manage significant numbers of people.

    China has launched a new regular freight train route from Chongqing Municipality in the southwest to Central Asia. A train carrying polyester chips made in Chongqing departed for Uzbekistan on April 20. It will reach the Uzbek capital, Tashkent, in about 12 days, covering approximately 4,700 kilometers. The new route is expected to reduce transportation time between Chongqing and Central Asia by 30 percent.

    Temporary speed restrictions will remain in place at the site of a slip on State Highway 1 Brynderwyn Hills.

    NZ Transport Agency Waka Kotahi (NZTA) says the slip reduced traffic to a single lane for a short, 3-4 hour period on Sunday evening before the road was reinstated to 2 lanes with a temporary speed restriction still in place.

    SH1 Brynderwyn Hills suffered significant damage from severe weather events in early 2023, resulting in severe underslips and overslips. A range of recovery and enabling works were then carried out, finishing last year, to help the road better withstand future weather events.

    The work, which included soil nailing, mesh, drainage improvements and benching (levels cut into the hillside), reduces the likelihood of overslips by contributing to a more stable hillside.  The wider road shoulder also provides space to clear any slips with less disruption to traffic, in the event one does occur.

    Auckland and Northland Regional Manager Maintenance and Operations, Jacqui Hori-Hoult, says the slip highlighted the effectiveness of recent recovery works by minimising disruption to traffic.

    “Keeping this key route open during severe weather events, like Cyclone Tam, was exactly what the recently completed recovery work was designed for.

    “The benches caught falling trees and debris, preventing the majority of the slip from reaching the road, avoiding a full highway closure and ensuring we were able to maintain access for road users at all times across the busy Easter holiday weekend.”

    Crews will continue to monitor the slip and work to remove the trees and debris on the benches above the highway will take place on Thursday, ahead of the long weekend.

    Delays due to the temporary speed restrictions were minimal, even with an increase in traffic due to the holidays.

    “We appreciate everyone’s patience as our crews worked hard across the weekend to keep traffic moving safely and efficiently across the region.”

    Longer-term, a Brynderwyn Hills alternative will be part of the Te Hana to Port Marsden section of the Northland Corridor, made up of 3 Roads of National Significance (RoNS).

  • MIL-Evening Report: A landmark ruling will tackle the gender pay gap for thousands of workers

    The Fair Work Commission has found award pay rates in five industrial awards covering a range of female-dominated occupations and industries do not provide equal pay.

    This important decision should narrow the gender pay gap.

    The commission proposed significant increases to award pay rates covering thousands of workers including pharmacists, early childhood education and care workers, psychologists, physiotherapists and some other health workers.

    The Fair Work Commission’s review of the five “priority” awards was undertaken following the Labor government’s changes to the Fair Work Act in 2022. The changes require the commission to take account of the need to achieve gender equality in setting modern award rates of pay.

    Who is covered by the latest review?

    The five priority modern awards reviewed by the expert panel are:

    1. Aboriginal and Torres Strait Islander Health Workers and Practitioners and Aboriginal Community Controlled Health Services Award 2020

    2. Children’s Services Award 2010

    3. Health Professionals and Support Services Award 2020

    4. Pharmacy Industry Award 2020

    5. Social, Community, Home Care and Disability Services Industry Award 2010.

    The commission examined the evidence and found many pay rates in the five modern awards do not reflect the value of the work undertaken in these female-dominated occupations and industries.

    The commission found pay rates in these awards are not equal to pay rates for comparable work, due to the work largely being done by women.

    Skills typically required to work with and to provide care and support to people, sometimes referred to as “soft” skills, have not been valued as much as the so-called “hard” skills required in male-dominated technical roles.

    Past attempts were not successful

    Before the Labor government’s 2022 changes to the Fair Work Act, almost all attempts by unions to have industrial tribunals address gender pay inequity failed.

    One major barrier to success was a requirement that discrimination be demonstrated. The need to prove gender undervaluation of work largely done by women by referring to “comparable” jobs largely undertaken by men has also been a problem.

    Now, under an amended Fair Work Act, the Fair Work Commission is able to examine the skills required in feminised jobs to assess the work’s value without needing to find a male comparison.

    The commission’s decision that a total increase of 14% in award rates for pharmacists is justified will take effect in three phases, starting in July 2025.

    The commission’s decisions on pay increases for workers covered by the other four awards, including proposed increases of 23% for Certificate III qualified childcare workers, have been put forward as provisional views only. The expert panel will begin consultations on these views in May.

    Some concerns remain

    The commission’s proposal for remedying gender undervaluation in one of the awards, covering a broad range of workers in social and community services, including disability workers, is puzzling.

    The remedy appears to risk undermining past pay gains won for many social and community services workers because of proposed changes in the classification structure. These changes may not take account of the complexity and diversity of skills used by workers in the wide range of roles covered by the award.

    Reflecting this, unions have expressed concerns the proposals for changes to this award may have the unintended consequence of reducing pay and hurting careers for some workers.

    The final pay increases and their timing for workers covered by the four awards other than the pharmacy award will be made following consultations with unions, employers and funding bodies, including federal and state governments.

    Following last week’s decision, one large employer group is arguing employers in private hospitals and the early childhood education and care sectors cannot afford the proposed pay increases.

    They are calling on the government to fund increases in the industries that are largely government funded, including the early childhood education and care sector.

    The funding picture so far

    The Labor government supported the Fair Work Commission’s gender undervaluation review when it was announced in 2024. At the time the government also made clear it was their view any large pay increases would need to be phased in.

    The government did fully fund increases for aged care workers, which it said came to a total investment of A$17.7 billion.

    The government has also funded a 15% pay increases for early childhood workers gained through a multi-enterprise agreement covering hundreds of centres. The first increase of 10% came into effect in December, with a further 5% increase due in December 2025.

    Better pay in care and support occupations was identified by the Labor government as essential to the sustainability and growth of the care and support economy.

    The Coalition has not made any commitments regarding funding for any pay increases awarded in the gender undervaluation proceedings. The Coalition spokeswoman on workplace relations, Michaelia Cash, said the Coalition would examine the decision and its implications.

    The Coalition did not support the larger Same Job Same Pay legislation that included the gender equality changes.

    BW Energy is pleased to announce that second sidetrack DBM-1 ST2 well has confirmed the substantial oil discovery with good reservoir and fluid quality of the Bourdon prospect in the Dussafu Licence offshore Gabon, announced on 7 March 2025. Management estimates indicate 56 million barrels oil in place of which approximately 25 million barrels are considered recoverable.  

    “The appraisal well confirms the potential for establishing a new development cluster with a production facility following the MaBoMo blueprint. We expect at least four producing wells,” said Carl K. Arnet, CEO of BW Energy. “We continue to successfully expand the Dussafu reserve base which, together with multiple additional prospects yet to be to be drilled, will support long-term production and value-creation in Gabon.”   

    Initial data shows that oil from Bourdon field has the lowest viscosity of the Dussafu discoveries measuring an average of 3.5 centipoise (cp), compared to 5 cp and 7 cp for the Hibiscus / Tortue and Ruche fields, respectively.  

    Evaluation of logging data and formation pressure measurements confirm approximately 11.2 metres of pay in an overall hydrocarbon column of 35.2 metres in the Gamba formation. The well was drilled by the Norve jack-up rig to a total depth of 4,731 metres. 

    Bourdon is located approximately 15 kilometres west of FPSO BW Adolo and 7.5 kilometres southeast of the MaBoMo facility. The discovery will enable the Company to book additional reserves not included in its 2024 Statement of Reserves.

    The first quarter of the year was characterised by rapid growth in business volumes for LHV, but also by a decrease in profit due to lower interest rates and increased impairments.

    In Q1 2025, AS LHV Group earned EUR 29.2 million in net profit. AS LHV Pank earned EUR 25.2 million and LHV Bank Ltd EUR 2.1 million in net profit. At the same time, the net profit of AS LHV Varahaldus was EUR 103 thousand and of AS LHV Kindlustus EUR 665 thousand in Q1. The return on equity attributable to the shareholders of the Group was 16.7% in Q1.

    On a consolidated basis, LHV earned EUR 79.4 million in revenue in Q1 2025, i.e. 6% less than in the previous quarter and 5% less than a year ago. Of the revenue, net interest income accounted for EUR 62.0 million, and net fee and commission income for EUR 14.1 million. The expenses of the consolidation group totalled EUR 37.5 million in Q1, which is 8% less than in the previous quarter, but 10% more than in Q1 of 2024. Impairments totalled EUR 5.7 million in Q1, which is twice as much as a year earlier. The net profit of the Group in Q1 was 20% lower than in the previous quarter and 28% lower than in the same period a year earlier.

    As at the end of March, the consolidated assets of the LHV Group stood at EUR 8.51 billion (annual growth of 15%). Over the quarter, the asset volume dropped by 3%, i.e. EUR 228 million. The consolidated loan portfolio grew by EUR 177 million, i.e. 4%, to EUR 4.73 billion over the quarter (+30% year-on-year). The consolidated deposits of the LHV Group decreased by EUR 306 million (-4%) to EUR 6.60 billion (+11% year-on-year). The total volume of funds managed by LHV increased by EUR 1 million (+0%) to EUR 1.56 billion (annual growth of +1%) over the quarter. The number of payments made by customers who are financial intermediaries reached a record 20.1 million payments in Q1, which is 1% more than in Q4 of the previous year.

    The profitability of LHV was affected at the beginning of 2025 by a decrease in interest rates and temporarily higher provisions made to individual customers. At the same time, revenue was slightly better than planned, supported by an increase in business volumes and a good level of customer activity. LHV Pank’s more modest than planned profit was compensated by LHV Bank’s higher-than-planned profitability.

    The number of LHV Pank clients increased by 9,700 over the quarter. Customers actively used payment services and bank cards. The number of Entrepreneur Account users exceeded 30,000 over the quarter. Bank deposits decreased by EUR 309 million over the quarter, but this was due to a decrease of EUR 232 million in deposits from financial intermediaries and EUR 80 million from platform deposits. Involving deposits is still in focus for the bank. LHV Pank was recognised as the bank with the best service in Estonia by the research company Dive.

    The loan portfolio volume of LHV Pank increased by a total of EUR 35 million over the quarter. At the same time, the offering of home loans was active: the portfolio volume grew by EUR 81 million and exceeded the of EUR 1.5 billion over the quarter. The quality of the bank’s loan portfolio as a whole remained stronger than planned, with model-based impairments improving. At the same time, the classification of two customers as non-working resulted in significantly higher impairments: the goal is to partially reverse these within a couple of quarters. This also affected the profit gap from the financial plan.

    The loan portfolio of LHV Bank, operating in the United Kingdom, grew at a record pace by EUR 142 million to EUR 490 million. At the same time, there are loans approved by the credit committee but not yet issued in the value of EUR 167 million, which allows us to assume that the rapid growth will continue. To support the rapid growth of the loan portfolio, the bank’s share capital was increased by EUR 12 million in March.

    Deposits taken by LHV Bank increased by EUR 115 million. The first few hundred customers have joined the retail banking mobile app. During the quarter, the account opening process was significantly improved and fixed-term deposits and card payments for the first customers were opened. In the area of financial intermediaries, the focus was primarily on the integration and activation of larger new customers in order to create pre-conditions for an increase in the volume of pound payments in the second half of the year.

    Compared to recent years, significantly greater uncertainty on the stock markets also affected the pension funds managed by LHV Varahaldus. At the same time, actively managed funds succeeded in preserving the assets of pension savers better than their competitors, as the quarterly rate of return of LHV’s pension funds M, L , and XL was 3.0%, 3.8%, and 4.5%, respectively. The rate of return of the more conservative funds XS and S was 1.5% and 2.1%, respectively. Pension fund Indeks decreased by 4.1% and Roheline lost 5.2% in value over the quarter.

    Both the operating income and net profit of LHV Varahaldus exceeded the financial plan. The profit was positively affected by the financial income from equity units that accompanied the rate of return of the funds. However, the profit was reduced by the income tax accompanying the dividend payment made in March. In January, the company launched a new LHV Euro Bond Fund. In March, the nearly 17-year-long outdoor sale of LHV pension funds in shopping centres ended, and in the future, other opportunities will be sought to promote the sale.

    The growth trend of LHV Kindlustus continued in Q1. Sales were affected by a market-wide decline in insurance premiums, but sales increased by EUR 2.1 million year-on-year. Net earned premiums continued to grow. There were no major loss events in the first three months of the year, but medium-sized losses were registered more often and the number of travel insurance claims increased. The increase in losses over the past year has been proportional to the growth of the portfolio. The number of effective insurance contracts has increased to 266,000 and the number of customers to 174,000.

    LHV Group is well capitalised and all capital objectives have been met with a sufficient margin. At the annual general meeting of shareholders held in March, it was decided to pay a dividend of 9 cents per share to the shareholders for the previous year. The dividends were paid on 10 April. LHV Group fell short of the financial plan published in February by EUR 1.2 million in terms of net profit for the first three months. The financial plan stands.

    Siem Reap, 22 April 2025 – Senior Officials of ASEAN and the United States (U.S.) reaffirmed their commitment to further advance their Comprehensive Strategic Partnership at the 37th ASEAN-U.S. Dialogue held today in Siem Reap, Cambodia.
     
    Both sides took stock of the progress made in ASEAN-U.S. cooperation across all three pillars of the ASEAN Community and noted with satisfaction the robust implementation of all measures under the Plan of Action to Implement the ASEAN-United States Strategic Partnership (2021-2025) and its Annex ahead of their expiration at the end of 2025.
     
    The U.S. reiterated its support for ASEAN Community-building efforts and ASEAN’s central role in the evolving regional architecture. ASEAN looked forward to enhancing practical cooperation in the priority areas under the AOIP and encouraged the U.S.’ continued constructive role in promoting dialogue for regional peace, security and stability through its participation in various ASEAN-led mechanisms. Both sides looked forward to enhanced cooperation in the areas of transnational crime, including combatting drug trafficking and online scam; defence; counterterrorism; and cybersecurity.

  • MIL-Evening Report: Tiny dips in sea level reveal flow of climate-regulating underwater waterfalls

    Beneath the surface of the Southern Ocean, vast volumes of cold, dense water plunge off the Antarctic continental shelf, cascading down underwater cliffs to the ocean floor thousands of metres below. These hidden waterfalls are a key part of the global ocean’s overturning circulation – a vast conveyor belt of currents that moves heat, carbon, and nutrients around the world, helping to regulate Earth’s climate.

    For decades, scientists have struggled to observe these underwater waterfalls of dense water around Antarctica. They occur in some of the most remote and stormy waters on the planet, often shrouded by sea ice and funnelled through narrow canyons that are easily missed by research ships.

    But our new research shows that satellites, orbiting hundreds of kilometres above Earth, can detect these sub-sea falls.

    By measuring tiny dips in sea level – just a few centimetres – we can now track the dense water cascades from space. This breakthrough lets us monitor the deepest branches of the ocean circulation, which are slowing down as Antarctic ice melts and surface waters warm.

    Dense water helps regulate the climate

    Antarctic dense water is formed when sea ice grows, in the process making nearby water saltier and more dense. This heavy water then spreads across the continental shelf until it finds a path to spill over the edge, plunging down steep underwater slopes into the deep.

    As the dense water flows northward along the seafloor, it brings oxygen and nutrients into the abyss – as well as carbon and heat drawn from the atmosphere.

    But this crucial process is under threat. Climate change is melting the Antarctic ice sheet, adding fresh meltwater into the ocean and making it harder for dense water to form.

    Underwater waterfalls around Antarctica carry dense, salty surface water into the depths of the ocean.

    Past research has shown the abyssal circulation has already slowed by 30%, and is likely to weaken further in the years ahead. This could reduce the ocean’s ability to absorb heat and carbon, accelerating climate change.

    Our research provides a new technique that can provide easy, direct observations of future changes in the Southern Ocean abyssal overturning circulation.

    Satellites and sea level

    Until now, tracking dense water cascades around Antarctica has relied on moorings, ship-based surveys, and even sensors attached to seals. While these methods deliver valuable local insights, they are costly, logistically demanding, carbon-intensive, and only cover a limited area.

    Satellite data offers an alternative. Using radar, satellites such as CryoSat-2 and Sentinel-3A can measure changes in sea surface height to within a few centimetres.

    And thanks to recent advances in data processing, we can now extract reliable measurements even in ice-covered regions – by peering at the sea surface through cracks and openings in the sea ice.

    In our study, we combined nearly a decade of satellite observations with high-resolution ocean models focused on the Ross Sea. This is a critical hotspot for Antarctic dense water formation.

    We discovered that dense water cascades leave a telltale surface signal: a subtle but consistent dip in sea level, caused by the cold, heavy water sinking beneath it.

    By tracking these subtle sea level dips, we developed a new way to monitor year-to-year changes in dense water cascades along the Antarctic continental shelf. The satellite signal we identified aligns well with observations collected by other means, giving us confidence that this method can reliably detect meaningful shifts in deep ocean circulation.

    Cheap and effective – with no carbon emissions

    This is the first time Antarctic dense water cascades have been monitored from space. What makes this approach so powerful is its ability to deliver long-term, wide-reaching observations at low cost and with zero carbon emissions – using satellites that are already in orbit.

    These innovations are especially important as we work to monitor a rapidly changing climate system. The strength of deep Antarctic currents remains one of the major uncertainties in global climate projections.

    Gaining the ability to track their changes from space offers a powerful new way to monitor our changing climate – and to shape more effective strategies for adaptation.

    Family First NZ is calling on both the National Party and the ACT Party to fast-track NZ First’s Member’s Bill that would ensure the biological definition of a woman and man are defined in law, and adopt it as a Government bill.

    The What is a woman? campaign last year called for ‘woman’ to be defined as ‘an adult human female’ in all our laws, public policies and regulations and was signed by more than 23,500 people and presented to Parliament last August. We are still awaiting a response from the Select Committee.

    An appropriate bill would state that:
    ● an individual’s “sex” means an individual’s sex at birth, either male or female;
    ● a “female” means an individual whose biological reproductive system is developed to produce ova; who has, had, will have or would have, but for a developmental or genetic anomaly or historical accident, the reproductive system that at some point produces, transports, and utilizes eggs for fertilization.
    ● a “male” means an individual whose biological reproductive system is developed to fertilise the ova of a female who has, had, will have or would have, but for a developmental or genetic anomaly or historical accident, the reproductive system that at some point produces, transports, and utilizes sperm for fertilization.;
    ● “woman” and “girl” refer to human females, and “man” and “boy” refer to human males;
    ● “mother” means a parent of the female sex, and “father” means a parent of the male sex; and
    ● with respect to biological sex, separate accommodations are not inherently unequal.

    The bill would require and state that distinctions between the sexes be considered substantially related to the important governmental objectives of protecting the health, safety, and privacy of individuals, with respect to the following areas:
    ● schools;
    ● sports;
    ● prisons or other detention facilities;
    ● domestic violence centers;
    ● rape crisis centers;
    ● changing rooms;
    ● toilets; and
    ● other areas where biology, safety, or privacy are implicated that result in separate accommodations.

    Individuals born with a medically verifiable diagnosis of disorder/differences in sex development should be provided appropriate legal protections.

    How do we target specific women’s health issues or target the gender pay gap, or violence against women, or support the Women’s Refuge, or uphold our nation’s history of fighting for women’s rights if we can’t define the target audience in the first place?

    A ’woman’ always has been, always will be, our beloved mothers, grandmothers, wives, daughters, sisters, aunts – an adult human female.

    Given the recent decision by the UK Supreme Court, it’s time that NZ’s Government also removes the confusion and returns to simple biological reality.

    The single vehicle crash between Galaxy Road and Barker Road was reported at about 3:50pm.

    Initial indications are that there are serious injuries.

    State Highway 5 is expected to remain closed for some time.

    Motorists are advised to avoid the area, and expect delays.

  • MIL-OSI Australia: Get involved in the Fire Equipment Maintenance Program

    Fire Equipment Maintenance (FEM) is a vital fire prevention activity and an important income source for many CFA brigades.

    Brigades providing FEM services visit businesses and facilities in their communities, checking fire extinguishers, fire blankets, fire hose reels and lay flat hose, ensuring they are maintained and ready to use in the event of an emergency.  

    This maintenance is legally required for building owners and occupiers and businesses pay a fee to have CFA complete this maintenance, with the funds reinvested into the brigade.  

    Queenscliff Fire Brigade, with Point Lonsdale, reignited their FEM services last year and said the benefits were far reaching.  

    “For us, the benefits of providing FEM services in our community are three-fold: fundraising, community engagement and situational awareness,” 1st Lieutenant Paul Hicks said.  

    “Providing the service strengthens our ties with the community socially and economically.”  

    The brigade has used funds earned through FEM to upgrade or supplement their firefighting equipment. 

    “It also provides us with a solid economic base to finance any future needs,” Paul said.  

    “Every dollar we raise through FEM or donated by the community is invested back into the brigade to deliver the best outcome for members and our community.” 

    “Delivering FEM also plays a critical role in our community engagement efforts, allowing members to provide information, address concerns and promote fire safety while on site. That direct contact gives the community confidence in our brigade.  

    “By visiting local businesses and facilities we also gain valuable insight into each location, its fire protection systems and potential hazards.” 

    With more than 265 brigades and 1,350 accredited members statewide, the past year has been one of their busiest and most successful, with more than $3.8 million dollars raised.  

    Brigades use FEM revenue to fund equipment, vehicles, tools, building works, training and cultural activities. It also supplements applications under the Volunteer Emergency Services Equipment Program.  

    CFA is encouraging more brigades to become involved with the FEM program to help them continue to provide the best outcomes to their communities.

    China’s first batch of 1,000-kilowatt battery-powered locomotives officially rolled off the production line at CRRC Dalian Co., Ltd. on Monday in Dalian, a port city in northeast China’s Liaoning Province.

    Equipped with high-capacity lithium iron phosphate batteries, the first batch of 10 locomotives will be used for transportation at steel enterprises.

    Featuring liquid-cooled, fast-charging technology, the locomotives support ultra-high-power charging of up to 680 kilowatts, achieving a full charge in just 70 minutes.

    The liquid-cooled charging pile system ensures efficient, stable charging by enabling rapid heat dissipation.

    CRRC Dalian is an affiliated company under CRRC Corporation, China’s top train manufacturer and the world’s largest supplier of rail transit equipment.

    Emergency services are responding to reports of a two vehicle crash on State Highway 1 in Dome Forest.

    The crash, near Sheepworld Farm Park, was reported to Police just before 2.30pm.

    Early indications suggest there are no serious injuries.

    Both north and southbound lanes are blocked

  • MIL-OSI USA: 27 Members or Associates of Tren de Aragua Charged with Racketeering, Narcotics, Sex Trafficking, Robbery and Firearms offenses

    Today, two superseding indictments were unsealed charging 27 individuals currently or formerly associated with the designated foreign terrorist organization Tren de Aragua (TdA) with racketeering conspiracy, sex trafficking conspiracy, drug trafficking conspiracy, robbery, and firearms offenses. The first superseding indictment (the “TdA Indictment”) charges six alleged members of TdA. The second superseding indictment (the “Anti-Tren Indictment”) charges 19 alleged members of “Anti-Tren,” a splinter faction comprised of former TdA members, along with two additional associates of Anti-Tren. Of the 27 defendants, 21 are in federal custody, including 16 who were already in federal criminal, immigration, or state custody and five who were arrested last night and today in operations in New York and other jurisdictions.

    “As alleged, Tren de Aragua is not just a street gang – it is a highly structured terrorist organization that has destroyed American families with brutal violence, engaged in human trafficking, and spread deadly drugs through our communities,” said Attorney General Pamela Bondi. “Today’s indictments and arrests span three states and will devastate TdA’s infrastructure as we work to completely dismantle and purge this organization from our country.”

    “Today, we have filed charges against 27 alleged members, former members, and associates of Tren de Aragua, for committing murders and shootings, forcing young women trafficked from Venezuela into commercial sex work, robbing and extorting small businesses, and selling ‘tusi,’ a pink powdery drug that has become their calling card,” said Acting U.S. Attorney Matthew Podolsky for the Southern District of New York.  “Today’s Indictments make clear that this Office will work tirelessly to keep the law-abiding residents of New York City safe, and hold accountable those who bring violence to our streets.”“Tren de Aragua is one of the most dangerous gangs in the country, and the NYPD has taken significant action to shut down their operations in New York City,” said New York City Police Department (NYPD) Commissioner Jessica S. Tisch.  “For the first time ever, TdA is being named and charged as the criminal enterprise that it is. This isn’t just street crime—it’s organized racketeering, and this gang has shown zero regard for the safety of New Yorkers. As alleged in the indictment, these defendants wreaked havoc in our communities, trafficking women for sexual exploitation, flooding our streets with drugs, and committing violent crimes with illegal guns.  Thanks to the dedicated members of the NYPD and the important work of our federal partners, their time is up.”

    According to the allegations contained in the Indictments:[1]

    The TdA Indictment

    TdA is a criminal organization that operated throughout New York City, including the boroughs of the Bronx and Queens, as well as internationally in Venezuela, Peru, and elsewhere. The purposes of TdA included:

    • Preserving and protecting the power and territory of TdA and its members and associates through acts involving murder, assault, robbery, other acts of violence, and threats of violence, including acts of violence and threats of violence directed at former members and associates of TdA who associated with a splinter organization known as Anti-Tren.
    • Enriching the members and associates of TdA through, among other things:
      • The unlawful smuggling of individuals, including young women from Venezuela, into Peru and the United States;
      • The sex trafficking of young women (whom members and associates of TdA often refer to as “multadas”) who had been unlawfully smuggled into Peru and the United States;
      • The trafficking of controlled substances, including a mixed substance called “tusi” that contains ketamine; and
      • Armed robberies.
    • Keeping victims and potential victims in fear of TdA and its members and associates through threats and acts of violence.
    • Promoting and enhancing TdA and the reputation and activities of its members and associates.
    • Providing assistance to members and associates of TdA who committed crimes for and on behalf of TdA, such as lodging and interstate transportation for members and associates of TdA to flee prosecution.
    • Protecting TdA and its members and associates from detection and prosecution by law enforcement authorities through acts of intimidation, threats, and violence against potential witnesses to crimes committed by members of TdA.

    Members and associates of TdA transported “multadas” from Venezuela into Peru and the United States in exchange for debts that the “multadas” would pay back to TdA by engaging in commercial sex work. Members of TdA enforced compliance among “multadas” by, among other things:

    • Threatening to kill “multadas” and their families,
    • Assaulting “multadas,”
    • Shooting or killing “multadas,” and
    • Tracking down and kidnapping “multadas” who tried to flee.

    Members of TdA also committed and conspired, attempted, and threatened to commit, acts of violence, including acts involving murder and assault, to protect and expand TdA’s criminal operations; resolve disputes within TdA; to retaliate against rival organizations, including Anti-Tren; and to maintain control over sex trafficking victims. TdA members and associates also trafficked controlled substances, committed robberies, and obtained, possessed, trafficked, and used firearms and ammunition.

    The TdA Indictment charges Jarwin Valero-Calderon, also known as “La Fama,” 29; Samuel Gonzalez Castro, also known as “Klei” and “Kley, ” 28; Eferson Morillo-Gomez, also known as “Jefferson” and “Efe Trebol,” 20; Brayan Oliveros-Chero, 28; Sandro Oliveros-Chero, 25; and Armando Jose Perez Gonzalez, also known as “Biblia,” 30, (the “TdA Defendants”) with conspiring to participate in the TdA racketeering enterprise. Various of the TdA defendants are also charged with participating in offenses relating to drug trafficking, carjacking, robbery, and extortion, as well as firearms offenses. This case is assigned U.S. District Judge Denise L. Cote for the Southern District of New York.

    If convicted of racketeering conspiracy, Valero-Calderon, Gonzalez Castro, Morillo-Gomez, Brayan Oliveros-Chero, Sandro Oliveros-Chero, and Perez Gonzalez face up to life in prison. If convicted of drug trafficking conspiracy, Valero-Calderon, Brayan Oliveros-Chero, Sandro Oliveros-Chero, and Perez Gonzalez face up to 20 years in prison. If convicted of carjacking conspiracy, Valero-Calderon, Gonzalez Castro, and Morillo-Gomez face up to five years in prison. If convicted of carjacking, Valero-Calderon, Gonzalez Castro, and Morillo-Gomez face up to 15 years in prison. If convicted of Hobbs Act robbery, Valero-Calderon, Gonzalez Castro, and Morillo-Gomez face up to 20 years in prison. If convicted of firearm use, carrying, and possession, Valero-Calderon, Gonzalez Castro, and Morillo-Gomez face up to life in prison with a mandatory minimum sentence of seven years in prison. If convicted of attempted Hobbs Act extortion, Valero-Calderon, Gonzalez Castro, and Morillo-Gomez face up to 20 years in prison. If convicted of firearm use, carrying, and possession – conspiracy, Valero-Calderon, Gonzalez Castro, Morillo-Gomez, Brayan Oliveros-Chero, and Sandro Oliveros-Chero face up to 20 years in prison. If convicted of possession of ammunition by an illegal alien, Brayan Oliveros-Chero faces up to 15 years in prison. If convicted of possession of a firearm and ammunition by an illegal alien, Sandro Oliveros-Chero faces up to 15 years in prison. If convicted of firearm use, carrying, and possession, Perez Gonzalez faces up to life in prison with a mandatory minimum sentence of five years in prison. If convicted of possession of a firearm and ammunition by an illegal alien, Perez Gonzalez faces up to 15 years in prison.

    The Anti-Tren Indictment

    Anti-Tren is a criminal organization almost exclusively comprised of former members and associates of TdA. Anti-Tren operated throughout New York City, including the boroughs of the Bronx and Queens, and in New Jersey, and elsewhere. Like TdA, the purposes of Anti-Tren included:

    • Preserving and protecting the power and territory of Anti-Tren and its members and associates through acts involving murder, assault, other acts of violence, and threats of violence, including acts of violence and threats of violence directed at members and associates of TdA.
    • Enriching the members and associates of Anti-Tren through, among other things:
      • The unlawful smuggling of individuals, including women and girls from Venezuela, into the United States;
      • The sex trafficking of “multadas” who had been unlawfully smuggled into the United States;
      • The trafficking of controlled substances, including “tusi”; and
      • Armed robberies.
    • Keeping victims and potential victims in fear of Anti-Tren and its members and associates through threats and acts of violence.
    • Promoting and enhancing Anti-Tren and the reputation and activities of its members and associates.
    • Providing assistance to members and associates of Anti-Tren who committed crimes for and on behalf of Anti-Tren, such as lodging and interstate transportation for members and associates of Anti-Tren to flee prosecution, or bail money for members or associates of Anti-Tren who are detained.
    • Protecting Anti-Tren and its members and associates from detection and prosecution by law enforcement authorities through acts of intimidation, threats, and violence against potential witnesses to crimes committed by members of Anti-Tren.

    Like TdA, Anti-Tren engaged in human smuggling and sex trafficking of “multadas,” into the United States in exchange for debts that the “multadas” would pay back by engaging in commercial sex work. And like TdA, members of Anti-Tren enforced compliance among “multadas” by, among other things:

    • Threatening to kill “multadas” and their families,
    • Assaulting “multadas,”
    • Shooting or killing “multadas,” and
    • Tracking down and kidnapping “multadas” who tried to flee.

    Members of Anti-Tren also committed and conspired, attempted, and threatened to commit, acts of violence, including acts involving murder and assault, to protect and to expand Anti-Tren’s criminal operations, resolve disputes within Anti-Tren, to retaliate against rival organizations, including Tren de Aragua, and to maintain control over sex trafficking victims. Anti-Tren members and associates also trafficked controlled substances, committed robberies, and obtained, possessed, trafficked, and used firearms and ammunition.

    If convicted of racketeering conspiracy, Gonzales-Valdez, Guerrero-Zarate, Valencia-De La Rosa, Mujica-Urpin, Velasquez-Hurtado, Pachon-Romero, Freites Velazquez, Barrios Garcia, Blanco Luciano, Duran Berroteran, Bello Ferrer, Rodriguez-Tapia, Pereda, Zambrano-Pacheco, Prieto Galviz, Bravo-Castro, Maykier Mata, Jaspe Bustamante, and Bello-Chacon face up to life in prison. If convicted of alien importation and harboring for immoral purpose – conspiracy, Gonzales-Valdez, Guerrero-Zarate, Valencia-De La Rosa, Mujica-Urpin, Velasquez-Hurtado, Pachon-Romero, Freites Velazquez, Barrios Garcia, Duran Berroteran, Rodriguez-Tapia, Pereda, Zambrano-Pacheco, and Bravo-Castro face up to five years in prison. If convicted of drug trafficking conspiracy, Gonzales-Valdez, Guerrero-Zarate, Mujica-Urpin, Freites Velazquez, Barrios Garcia, Blanco Luciano, Duran Berroteran, Prieto Galviz, Maykier Mata, Jaspe Bustamante, and Bello-Chacon face up to 20 years in prison. If convicted of firearm use, carrying, and possession, Gonzales-Valdez, Guerrero-Zarate, Mujica-Urpin, Freites Velazquez, Barrios Garcia, Blanco Luciano, Zambrano-Pacheco, Prieto Galviz, Maykier Mata, Jaspe Bustamante, and Bello-Chacon face up to life in prison with a mandatory minimum sentence of five years in prison. If convicted of obstruction of justice, Velasquez-Hurtado faces up to 20 years in prison. If convicted of unlicensed dealing of firearms, Pachon-Romero faces up to five years in prison. If convicted of possession of a firearm and ammunition by a fugitive from justice and illegal alien, Zambrano-Pacheco, faces up to 15 years in prison. If convicted of possession of a firearm and ammunition by an illegal alien, Bravo-Castro, Avendaño Carrizalez and Santos Mogollonface up to 15 years in prison.

    The maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendants will be determined by the judge.

    Attorney General Bondi and Acting U.S. Attorney Podolsky praised the outstanding investigative work of HSI and NYPD. They also thanked the Arapahoe County District Attorney’s Office in Colorado; the Aurora Police Department in Aurora, Colorado; the New York/New Jersey Regional Fugitive Task Force of the U.S. Marshals Service (USMS); the HSI National Gang Unit and New York Human Intelligence Division; ICE’s Enforcement and Removal Operations New York; the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF); and the New York City Crime Analysis Center at the New York/New Jersey High Intensity Drug Trafficking Area.

    This case received significant support from Joint Task Force Vulcan (JTFV), which was created in 2019 to eradicate MS-13 and now expanded to target Tren de Aragua, and is comprised of U.S. Attorney’s Offices across the country, including the Southern District of New York; the Eastern District of New York; the District of New Jersey; the Northern District of Ohio; the District of Utah; the District of Massachusetts; the Eastern District of Texas; the Southern District of Florida; the Eastern District of Virginia; the Southern District of California; the District of Nevada; the District of Alaska; the Southern District of Texas; and the District of Columbia, as well as the Department of Justice’s National Security Division and the Criminal Division.  Additionally, the FBI; DEA; HSI; ATF; USMS; and the Federal Bureau of Prisons have been essential law enforcement partners with JTFV.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Justice Department to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN). In February 2025, Tren de Aragua was designated a Foreign Terrorist Organization.

    Assistant U.S. Attorneys Jun Xiang, Kathryn Wheelock, and Timothy Ly of the U.S. Attorney’s Office for the Southern District of New York’s Violent and Organized Crime Unit are in charge of the prosecution.

    The charges contained in the superseding indictment are merely accusations, and the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-Evening Report: Caitlin Johnstone: The Pope has died, and the Palestinian people have lost an important advocate

    Pope Francis has died after using his Easter Sunday address to call for peace in Gaza. I don’t know who the cardinals will pick to replace him, but I do know with absolute certainty that there are transnational intelligence operations in the works to make sure they select a more reliable supporter of Israel.

    They’ve probably been working on it since his health started failing.

    Anyone who’s been reading me for a while knows my attitude toward Roman Catholicism can be described as openly hostile because of my family history with the Church’s sexual abuses under Cardinal Pell, but as far as popes go this one was decent.

    Francis had been an influential critic of Israel’s mass atrocities in Gaza, calling for investigation of genocide allegations and denouncing the bombing of hospitals and the murder of humanitarian workers and civilians. He’d been personally calling the only Catholic parish in Gaza by phone every night during the Israeli onslaught, even as his health deteriorated.

    In other words, he was a PR problem for Israel.

    I hope another compassionate human being is announced as the next leader of the Church, but there are definitely forces pushing for a different outcome right now. There is no shortage of terrible men who could be chosen for the position.

    Benjamin Netanyahu’s spokesman Omer Dostri told Israel’s Channel 12 News on Saturday that a deal with Hamas to release all hostages was a non-starter for the Israeli government, because it would require a commitment to lasting peace.

    “At the moment, there can’t be one deal since Hamas isn’t saying: ‘Come get your hostages and that’s that,’ it’s demanding an end to the war,” Dostri said in the interview.

    This comes as Hamas offers to return all hostages, stop digging tunnels, and put away its weapons in exchange for a permanent ceasefire. This is what Israel is dismissing as unacceptable.

    The Gaza holocaust was never about freeing the hostages. This has been clear ever since Israel began aggressively bombing the place where the hostages are living, and it’s gotten clearer and clearer ever since. Last month Netanyahu made it clear that Israel intends to carry out Trump’s ethnic cleansing plans for the enclave even if Hamas fully surrenders.

    When Washington’s podium people say the “war” in Gaza can end if Hamas releases the hostages and lays down their arms, they are lying. They are lying to ensure that the genocide continues.

    When Israel apologists say “Release the hostages!” in response to criticisms of Israeli atrocities, they are lying. They know this has never had anything to do with hostages. They are lying to help Israel commit more atrocities.

    It was never about the hostages. It was never about Hamas. What it’s really about was obvious from day one: purging Palestinians from Palestinian land. That’s all this has ever been.

    After executing 15 medical workers in Gaza and getting caught lying about it, the IDF has investigated itself and attributed the massacre to “professional failures” and “operational misunderstandings”, finding no evidence of any violation of its code of ethics.

    It’s crazy to think about how much investigative journalism went into exposing this atrocity only to have Israel go “Yeah turns out we did an oopsie, no further action required, thank you to our allies for the latest shipment of bombs.”

    The death toll from Trump’s terrorist attack on a Yemen fuel port is now up to 80, with 150 wounded. Again, the US has not even tried to claim this was a military target. They said they targeted this critical civilian infrastructure to hurt the economic interests of the Houthis.

    Those who are truly anti-war don’t support Trump. Those who support Trump aren’t truly anti-war.

    I still get people telling me I need to be nicer to Trump supporters because they’re potential allies in resisting war, which to me is just so silly. What are they even talking about? Trump supporters, per definition, currently support the one person who is most singularly responsible for the horrific acts of war we are seeing in the middle east right now. Telling me they’re my allies is exactly as absurd as telling me Biden supporters were my allies last year would have been, except nobody was ever dumb enough to try to make that argument.

    If you still support Trump in April 2025 after seeing all his monstrous behavior in Gaza and Yemen, then we are on completely opposite sides. You might think you’re on the same side as me because you oppose war in theory, but when the rubber meets the road it turns out you’ll go along with any acts of mass military slaughter no matter how evil so long as they are done by a Republican. We are not allies, we are enemies. You side with the most egregious warmonger in the world right now, and I want your side to fail.

    People say “It’s the Muslims!” or “It’s the Jews!”

    No, it’s the Americans. The US-centralised empire is responsible for most of our world’s problems.

    It says so much about the strength of the imperial propaganda machine that this isn’t more obvious to more people.

    Vancouver, WA — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, visited the YWCA Clark County and toured renovated classroom and outdoor space for the YWCA’s therapeutic pre-school program, which caters to children who have experienced trauma like abuse, neglect, and homelessness already in their early lives, and who need extra support to be able to thrive. Senator Murray secured $475,000 in Congressionally Directed Spending (CDS) funding for the YWCA’s preschool program in the government funding bills she negotiated and passed last Congress as Chair of the Appropriations Committee. On her visit, Senator Murray also heard from YWCA staff about how the Trump administration’s funding freezes, cuts to federal funding, and Executive Order on DEI initiatives—as well as looming Republican cuts to Medicaid—are affecting their work helping domestic violence and sexual assault survivors.

    The Clark County YWCA is a multi-service organization that works with survivors of domestic violence, sexual assault, and child abuse; youth aging out of foster care; and preschool children who have experienced or are at risk for homelessness. Without adequate funding, critical services at the YWCA are at risk of being reduced or eliminated, and many survivors rely on Medicaid and would be seriously harmed by deep cuts to the program, which Republicans are trying to pass through Congress right now. Senator Murray was joined during her visit by YWCA CEO Brittini Lasseigne, Chief Operating Officer Vanessa Yarie, VP of Support & Prevention Programs Laurie Schacht, VP of Domestic Violence Programs Beth Landry, and VP of Communications and Marketing Chandra Chase.

    Senator Murray has long worked to support survivors of domestic and sexual violence, including authoring important provisions of the Violence Against Women Act (VAWA) over the years. In the most recent reauthorization of VAWA, Senator Murray passed major provisions of her Survivors’ Access to Supportive Care Act (SASCA) to develop national standards of care for survivors of sexual assault, strengthen the sexual assault examiner workforce, and expand access to sexual assault examination services. Murray first introduced SASCA in 2016, after her constituent, Leah Griffin, shared her personal story of surviving a sexual assault and then getting turned away from a hospital when it was unable to administer a rape kit—ultimately contributing to prosecutors declining to file criminal charges. Senator Murray also leads the SAFE for Survivors Act, which would provide increased economic security for survivors of domestic violence. In the Fiscal Year 2024 government funding bill Senator Murray authored and passed into law as then-Chair of the Appropriations Committee, Murray secured $713 million—the highest funding level ever, for grants provided by the Office on Violence Against Women, a $13 million increase over the previous year support training for police officers and prosecutors, state domestic violence and sexual assault coalitions, rape prevention programs, lethality assessment and homicide reduction initiatives, domestic violence hotlines, women’s shelters, transitional housing, and rural support services.

    Senator Murray has led the fight to tackle the child care crisis in Congress.     Scientists at Novosibirsk State University have developed a new model of an unmanned aerial vehicle that will be used to deliver goods to hard-to-reach areas. Last week, a test flight was conducted in the Novosibirsk Region: the drone successfully covered a distance of 4.5 km across the Ob River and delivered the goods to their destination.

    The achievement of the scientists was commented on by the head of the Nizhnekamensk village council of the Ordynsky district of the Novosibirsk region, Natalya Yuryevna Guseva:

    —I believe that the latest development, the “delivery drone,” is a time-saver and a great opportunity for residents of the right bank to deliver, for example, medicines that are not available at our pharmacy, or a small parcel from the marketplace! The test flight was successful, so I would like to wish the scientists of the Novosibirsk State University good luck and further development!”

    The new development is the next stage in the development of a line of unmanned aerial vehicles, which NSU has been working on for the third year. The development team includes employees Research Center in the field of artificial intelligence of NSU, students Institute of Intelligent Robotics And Higher College of Informatics NSU, as well as employees of the Siberian Fire and Rescue Academy of the State Fire Service of the Ministry of Emergency Situations of Russia and developers of a small innovative enterprise at NSU.

    — Now we understand that we have reached the next level: we can make a drone that will fly along a route in automatic mode, perform a certain action and return to the starting point, that is, these are fully autonomous machines. The creation of such devices is a pressing problem that is being solved not only in Russia. And we have a chance to make such a machine among the first, — said Alexey Okunev, director of the Institute of Intelligent Robotics at NSU.

    The delivery drone was designed at NSU: the developers independently design and print the parts of the device on a 3D printer. The UAV has imported electronics, but a significant part of the software, which is responsible for the logic of the device’s actions, flight control, processes the video signal, data from the sensors, is NSU’s own development. The drone uses odometry on the underlying surface (a method of measuring coordinates using machine vision) – a solution also developed at NSU. In the near future, it will be improved by introducing neural networks, which will allow the drone to determine its location with even greater accuracy, so that it is less dependent on the GPS signal.

    The new development has social significance and will find application in the delivery of goods, primarily to hard-to-reach areas. For example, to settlements in the territory of the Nizhnekamensk village council of the Ordynsky district of the Novosibirsk region, where the test flight was conducted. In the spring, when the ice crossing over the Obuv River is closed and the ferry has not yet started running, the village is deprived of land and ground communication for almost two weeks. If you carry out delivery by drone from the Ordynskoye workers’ settlement, you can do it directly across the river: the distance is only 4.5 km, which the UAV covers in 5 minutes. There are many such areas in Russia, the transport accessibility of which is limited for various reasons.

    — We plan to work in completely unprepared places: there is no need to create special infrastructure, build and equip airfields, drone ports, and so on. Our equipment must be as unpretentious and exceptionally smart as possible, because it needs to figure out, find and choose a place to land on its own. Now the first stage of technology development is underway — we are checking that this design is really capable of doing what is needed. The main element is that it will be able to fly over a river, leave the cargo and return back. Or simply bring the cargo one way and land. Last week we successfully conducted the first tests, — Alexey Okunev explained.

    Currently, the weight of goods that a drone can transport is limited to 500 grams. During the test flight, the drone delivered a set of medicines. The UAV can be used in any weather conditions, except for heavy rains and strong winds.

    The developers plan to produce a pilot batch of up to 5 units by summer and launch the delivery service for test operation: in the territory of the Nizhnekamensk village council in the summer there are a large number of vacationers, for whom drone delivery will save time on purchasing goods, rather than taking a ferry to the other side every time they need to urgently buy something.

  • MIL-OSI New Zealand: Tauriko West Road of National Significance gets green light to move forward

    The New Zealand Transport Agency (NZTA) Board’s endorsement of the Tauriko West Road of National Significance investment case is great news for jobs and growth in the western Bay of Plenty, Transport Minister Chris Bishop says.

    “Western Bay of Plenty is growing strongly and the government is committed to unlocking its potential. The new Tauriko West Road of National Significance will support economic growth, increase productivity and connectivity to Bay of Plenty, and boost housing and commercial development,” Mr Bishop says.

    “State Highway 29 (SH29) and State Highway 29A (SH29A) are the primary inter-regional and freight connections between Auckland, Waikato and Bay of Plenty. These state highways are essential for growth and prosperity in the upper North Island.”

    The NZTA Board has endorsed the investment case for the new Tauriko West Road of National Significance, consisting of:

    • A 4-lane offline SH29 from Redwood Interchange to Takitimu North Link Interchange, designed to accommodate speeds of 110km/h
    • Widening existing SH29A from Takitimu Drive Toll Road to Barkes Corner
    • 7 intersection upgrades, including 3 new interchanges and 2 overbridges
    • Current SH29 to become a local road
    • Board support for consideration of tolling subject to Ministerial confirmation.

    The NZTA Board has also approved $97.2 million in funding for route protection.

    “As part of the SH29 Tauriko West RONS, a new SH29 will be built and SH29A widened to support economic growth, productivity, commercial and residential development, protect the strategic freight route, and improve resilience and reliability, and safety for all users,” Mr Bishop says.

    “These upgrades will support the Tauriko Business Estate extension and enable the potential development of 30,000 new houses in the Western Corridor by 2063. Other benefits of the project include a 40 per cent improvement in travel time reliability, 13 min reduction on SH29 and 6 min reduction on SH29A, and a projected 50 per cent reduction in deaths and serious injuries.”

    The Tauriko West project will be delivered in four phases:

    Phase 1: Ōmanawa Bridge replacement (SH29) – The replacement of the Ōmanawa Bridge, realignment of the connections on SH29 around the bridge and minor improvements to the Ōmanawa Road Intersection. Construction is expected to start later this year.

    Phase 2: Route protection for SH29 and SH29A – Designating, consenting and progressing property acquisition so NZTA is ready to proceed with the detailed design and construction when funding is made available. This also protects the route from being built out in the upcoming development of the area. 

    Phase 3: SH29 offline – Constructing a new 4-lane SH29 from north of Ōmanawa Bridge to connect to Takitimu North Link Interchange including Takitimu Drive Toll Road, and revocation of the existing SH29 (indicative design and construction timeframe, subject to funding). 

    Phase 4: Widening existing SH29A – From Takitimu Drive Toll Road to Barkes Corner and a new interchange at Barkes Corner.

    “With the NZTA Board’s endorsement of the investment case, the SH29 Tauriko West RoNS can now progress to designate and consent a new route between Ōmanawa Bridge and Takitimu North Link in the western Bay of Plenty, for future construction.

    “Protecting the Tauriko West route provides certainty for this significant growth area and ensures NZTA is best placed to move forward when funding for design and construction becomes available. It also protects the route from being built out in the upcoming development of the area.

    “The investment case endorsed by the NZTA Board sets a budget envelope of between $2.8 billion to $3.3 billion for the overall project, with decisions to unlock funding made by the NZTA Board as each phase of the project progresses. 

    “Phase 1 and 2 of the project to replace the Ōmanawa Bridge and start route protection for the SH29/SH29A corridor are underway, with phase 3 and 4 covering the construction of a new four lane SH29 and widening of the existing SH29A. 

    “The Government Policy Statement on Land Transport (GPS 24) requires NZTA to consider tolling for all new RoNS. The investment case supported tolling to help fund the construction and maintenance of the road, and the NZTA Board will consider further information before making a final recommendation to the Government. If tolled, Tauriko West has a Benefit Cost Ratio of 1.7.

    “The SH29 Tauriko West RoNS project is a critical part of the Government’s plan to boost economic growth and productivity, increase the availability of much needed housing and industrial development, and improve safety on our roads.”

    A new, offline 4-lane SH29 corridor between Redwood Lane and TNL, designed to accommodate speeds of 110km/h (tolled or untolled). Includes widening Takitimu Drive Toll Road to 4 lanes.

    Upgrading SH29A with a design speed to allow for 100km/hr and 4–lanes for general traffic.

    Seven intersection improvements, including three grade separated interchanges at Redwood Lane, Takitimu Drive and Barkes Corner.

    Economic growth and productivity (travel time): 40% improvement in travel time reliability (13min reduction on SH29, and 6min reduction on SH29A) at all times of the day from 2035 to 2063 on SH29 and SH29A to key destinations, such as the Port of Tauranga.

    Economic growth and productivity (housing): The transport system support the completion of Tauriko West (3600-4000 new houses), the remainder of the Tauriko Business Estate extension, and potential development of 30,000 houses in the Western Corridor by 2063.

        Safety: 50% reduction in DSIs, and improved network resilience on SH29 and      SH29A with increased lane capacity, safety interventions, and alternative routes

    China is accelerating the opening-up of its services sector through measures such as fast-tracking the implementation of pilot projects, expanding related coverage, and enhancing stress testing and the replication of successful practices, according to the Ministry of Commerce on Monday.

    Against the backdrop of rising unilateralism and protectionism globally, China’s push to expand voluntary opening-up in an orderly manner represents its concrete efforts to inject more certainty and stability into the world, Ling Ji, vice minister of commerce and deputy China international trade representative, said at a press conference.

    China’s State Council has recently approved a plan that aims to expand comprehensive pilot programs to accelerate the services industry’s opening-up, which includes 155 pilot tasks across key areas such as the opening of key services sectors and the promotion of industrial innovation and development, Ling said.

    Specifically, pilot tasks include removing foreign ownership caps in services areas such as app stores and internet access within the telecommunication sector.

    In the health care sector, pilot tasks include supporting foreign doctors in opening clinics in China, allowing overseas medical professionals to practice in the country on a short-term basis, encouraging the establishment of foreign-funded nursing schools, and permitting the creation of non-profit medical and elderly care institutions through donations.

    In the financial sector, pilot tasks include supporting the development of international factoring services and attracting overseas insurance companies, sovereign funds, pension funds, certification and verification agencies, and environmental, social and governance (ESG) funds to provide financing, investment and technical services for green projects.

    In the commerce, trade and cultural tourism sectors, foreign-invested travel agencies will be allowed to offer outbound tourism services, while the transportation sector will explore new multimodal transport models to support the export of new energy vehicles and power batteries, Ling said.

    Since 2015, China has approved 11 provinces and cities, including Beijing and Hainan, to carry out pilot programs, continuously expanding institutional opening-up with regard to rules, regulations, management and standards. This is fostering a world-class business environment that is market-oriented, law-based and internationalized, and is providing foreign-invested enterprises in China with diverse application scenarios and a stable, open policy environment for investment and operations.

    The newly released plan says that nine additional cities, including Ningbo and Xiamen, will be permitted to carry out comprehensive pilot programs.

    Bai Ming, a researcher at the Chinese Academy of International Trade and Economic Cooperation, noted that the nine cities boast relatively high levels of openness in the services sector, as well as unique industrial characteristics, with some specializing in lifestyle services and others focusing on productive services, which will facilitate differentiated exploration.

    The services sector is a key area for foreign investment in China. In the first quarter of the year, the actual use of foreign direct investment (FDI) in the services sector totaled 193.33 billion yuan (about 26.83 billion U.S. dollars), accounting for more than 70 percent of the country’s total FDI, according to the latest data from the Ministry of Commerce.

    In 2024, the 11 provinces and cities participating in the pilot programs attracted 293.2 billion yuan in FDI in the services sector, accounting for roughly half of the national total in that category.
