  • MIL-OSI United Nations: Committee against Torture Opens Eighty-Second Session in Geneva

    The Committee against Torture this morning opened its eighty-second session, which is being held in Geneva from 7 April to 2 May, during which it will review efforts by Armenia, France, Mauritius, Monaco, Turkmenistan and Ukraine to implement the provisions of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

    Mahamane Cisse-Gouro, Director of the Human Rights Council and Treaty Mechanisms Division at the Office of the United Nations High Commissioner for Human Rights, and Representative of the Secretary-General, opening the session, said that the international system was undergoing a tectonic change, and the edifice of human rights that had been built so painstakingly over the decades had never been under such pressure.  At the root of this upheaval were the intensification of armed conflicts and crises; the growing influence of authoritarian regimes and the increasing control of autocrats over large swathes of the global economy; social tensions and resentments fuelled by growing inequalities and often directed against refugees, migrants and other vulnerable groups; the impact of climate change on the realisation of fundamental rights; and the misuse of digital technologies to repress, restrict and violate human rights.

    In these difficult times, Mr. Cisse-Gouro said, independent voices from treaty bodies were more essential than ever to ensure respect for and implementation of international human rights law.  The Committee against Torture played a fundamental role in monitoring and providing guidance to States parties through its concluding observations, general comments and jurisprudence.  Mr. Cisse-Gouro encouraged the Committee to continue its invaluable work to strengthen and clarify the applicability of the Convention in a broad range of situations and promote human dignity and justice in all circumstances.

    However, Mr. Cisse-Gouro said, in addition to ongoing chronic resource constraints, the current liquidity situation of the United Nations Secretariat had hampered, and continued to hamper, the planning and implementation of the Committee’s work. The Office of the High Commissioner was doing its utmost to ensure that the treaty bodies could carry out their mandates, including highlighting the direct impact of resource limitations on human rights protection on the ground.  Nevertheless, all indications suggested that the challenging liquidity situation would persist for the foreseeable future.

    The treaty body strengthening process had reached a crucial juncture, Mr. Cisse-Gouro noted.  In December last year, the General Assembly adopted the biennial resolution on the treaty body system, which invited the treaty bodies and the Office of the High Commissioner to continue to work to achieve a clear and regularised schedule for reporting by States parties, and to increase their efforts to further use digital technologies in their work.  However, the resolution did not endorse the proposal for an eight-year predictable schedule of country reviews.

    On Human Rights Day last year, Mr. Cisse-Gouro said, the Geneva Human Rights Platform organised an informal meeting of the Chairs and focal points on working methods, which explored the latest developments in the treaty body system and sought to improve the harmonisation of procedures.  The Chairs and focal points also had the opportunity to interact with the coordination committee of special procedures mandate holders, discussing independence and an “all mechanisms” approach to the many challenges the human rights mechanisms were facing.  The High Commissioner’s Office would continue to work alongside the treaty bodies to harmonise working methods, particularly in preparation for the annual meeting of the treaty body Chairs in June.

    Mr. Cisse-Gouro noted that, at the fifty-eighth session of the Human Rights Council, High Commissioner for Human Rights Volker Türk launched his Office’s report on good practices and lessons learned related to transitional justice processes in the context of sustaining peace and sustainable development, which illustrated powerful practices that were victim-centred, inclusive, gender-responsive and innovative. Additionally, the report presented by the Special Rapporteur on freedom of religion or belief explored the intersections between the right to freedom of religion or belief and the prohibition of torture and ill-treatment, with input from the Committee.  It showed that States, courts and even those working directly with victims had not consistently taken these rights into consideration in cases raising overlapping concerns, potentially exposing victims to further abuse.

    In closing, Mr. Cisse-Gouro expressed the Office of the High Commissioner’s strong support for the Committee’s critical mandate and wished it a successful session.

    Claude Heller, Committee Chairperson, said that the Committee agreed that the increasingly deteriorating international situation was fracturing the multilateral system and questioning the values on which United Nations was built.  This was a human rights crisis.  It was deeply concerning to see States fall short of their obligations under human rights treaties or even withdraw from international human rights bodies.  In this context, the Committee needed to continue to fight for these values and principles, the implementation of the Convention, and the prevention of torture.

    The United Nations’ liquidity crisis had been felt more deeply recently, Mr. Heller said.  States needed to shoulder their obligations to the treaty body system and do everything they could to maintain its operation.  The Committee was concerned by the impact of the crisis on its activities but would cooperate with the Office of the High Commissioner to ensure that the efforts to address the situation were aligned.

    During the session, Mr. Heller said, the Committee would conduct dialogues to review the reports of Armenia, France, Mauritius, Monaco, Turkmenistan and Ukraine, and would also prepare and adopt lists of issues for Pakistan and Tajikistan and lists of issues prior to reporting for Antigua and Barbuda, Botswana, Iceland, Iraq, Kenya, Montenegro, State of Palestine and Uruguay.  Further, the Committee would examine 27 communications, considering 15 communications on the merits and on admissibility and 12 for discontinuance.

    Mr. Heller reported that on Tuesday, 29 April, follow-up reports would be presented by the Committee’s Rapporteur for follow-up to concluding observations, the Rapporteur for follow-up on decisions adopted under article twenty-two, and the Rapporteur on reprisals. The Committee would hear a presentation from the Chair of the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment on the Subcommittee’s sixteenth annual report in a public meeting on Monday, 14 April, and was also scheduled to adopt its own annual report in a public meeting on Friday, 2 May.

    Mr. Heller concluded by thanking States, national human rights organizations, civil society organizations, particularly the World Organization against Torture, and the Committee’s Secretariat for their support of the Committee’s work.

    During the meeting, the Committee adopted its provisional agenda for the session.

  • MIL-OSI Russia: Comprehensive Security in Universities: The Ministry of Education and Science and the National Anti-Corruption Commission held a seminar for rectors

    On April 4 and 5, Peter the Great St. Petersburg Polytechnic University hosted a training seminar on “Comprehensive Security in a Higher Education Organization” for rectors of Russian universities. The event was organized by the Russian Ministry of Science and Higher Education and the National Anti-Terrorism Committee. Participants discussed issues of comprehensive security for universities under the jurisdiction of the ministry.

    The seminar was opened by the Minister of Science and Higher Education of Russia Valery Falkov. In his video address, he drew the attention of university rectors to the need to personally monitor student safety issues.

    In the context of a special military operation, the topic of comprehensive security of universities is more relevant than ever. External national threats – extremism, terrorism, “school shooting”, “Columbine”, interethnic and interfaith conflicts – are taking place against the backdrop of an unprecedented hybrid war declared against our state. Today, personal attention and participation of university management in ensuring anti-terrorist security is necessary, – emphasized Valery Falkov.

    In this regard, on behalf of the National Anti-Terrorism Committee, the Ministry of Science and Higher Education of Russia has developed and launched a refresher course on “Integrated Security in a Higher Education Organization” for rectors of universities subordinate to the Ministry of Education and Science of Russia. As a result of the training, participants will gain knowledge of effective methods of countering threats among young people and a corresponding certificate.

    Every rector without exception should know the basics of comprehensive security. All universities should develop their own comprehensive security program, which is designed to preserve the lives and health of students, teachers and staff. The management should approach the development of security measures in a comprehensive manner, not only include in the program measures to increase the level of physical security, but also conduct training for staff and students on emergency response measures, noted Valery Falkov.

    The Minister of Science and Higher Education of the Russian Federation called on university leaders to establish cooperation with regional authorities and law enforcement agencies on all issues, especially those related to security. He emphasized that universities should do a lot of work to debunk myths and refute unreliable facts in connection with the information attack, which is primarily aimed at young people.

    Deputy Minister of Science and Higher Education Konstantin Mogilevsky also addressed the participants.

    We thank the rector of SPbPU Andrey Ivanovich Rudskoy for organizing the venue for the event. Polytechnic University is an outstanding university, one of our leading universities, so everyone will surely find something interesting here. Rectors face many tasks, and the most important of them is to create conditions for our young people to receive a quality education, to train highly qualified specialists. And such issues as comprehensive security must definitely be in the rectors’ field of vision, – said Konstantin Mogilevsky.

    He said that comprehensive security is a multi-level system that can be divided into two areas: physical protection of facilities and preventive work. Together with the NAC, the Russian Ministry of Education and Science’s universities have developed algorithms for the actions of personnel, employees of private security organizations and students in the event of the commission (threat of commission) of terrorist crimes. Interaction with the Ministry of Internal Affairs, the Russian Guard, the FSB has also been defined, and a model of behavior for offenders has been developed. Konstantin Mogilevsky presented the activities of the Coordination Council and coordination centers on issues of developing an active civic position among young people, preventing interethnic and interfaith conflicts, countering the ideology of terrorism and preventing extremism.

    Rector of SPbPU Andrey Rudskoy shared the experience of the Polytechnic University in the field of ensuring comprehensive security.

    This task is one of the priorities for our university community. Taking into account modern realities, we must ensure the sustainable functioning of educational institutions, create safe conditions for students to study for the benefit of Russia’s further development. In recent years, the Polytechnic University has created a fairly effective system of measures to ensure the safety of students and employees, Andrey Rudskoy emphasized.

    Andrey Ivanovich spoke about the technical equipment of the university facilities, interaction with law enforcement agencies and security organizations, and the activities of the University Security Center. The Polytechnic regularly conducts training in various areas with the involvement of the city’s law enforcement agencies. Particular attention is paid to issues of prevention of possible involvement of employees and students in illegal activities using phones and other messengers. Also, the Polytechnic carries out extensive information work in the field of security.

    State Secretary — Deputy Head of the Federal Agency for Youth Affairs Denis Ashirov spoke about joint work with the National Anti-Terrorism Committee. First Deputy Head of the Office of the National Anti-Terrorism Committee Igor Kulyagin gave a lecture on “Comprehensive Security of an Educational Organization of Higher Education in Counteracting Terrorism. The Structure of Preventive Work”. Director of the National Center for Information Counteraction to Terrorism and Extremism in the Educational Environment Sergey Churilov spoke about ensuring anti-terrorist security within the framework of comprehensive security of an educational organization of higher education.

    The seminar participants considered the most important issues of security in universities, discussed anti-terrorist activities, information threats, and the prevention of illegal actions. In addition, they were given a tour of the laboratories of the Technopolis Polytech research complex.

    On April 5, Andrey Tolmachev, Director of the Department of Information Policy and Comprehensive Security of the Russian Ministry of Education and Science, presented certificates to rectors who had completed the training.

  • MIL-OSI China: US college students showcase Chinese language skills at speech contest

    “You are a distant long road, the light in the fog and mountains. I am a child, walking in your eyes.” Ari Watts, a junior student majoring in neuroscience at North Central College in Chicago’s western suburban city of Naperville, was singing the Chinese song titled “As wished” in perfect Chinese Saturday.

    Some 60 U.S. students from eight colleges in the Midwestern states of Indiana, Illinois, Wisconsin and Iowa gathered at North Central College to show off their Chinese skills at the 2025 Midwest College Chinese Speech Contest.

    Addressing the opening ceremony, Chinese Deputy Consul General in Chicago Zhang Yiqi said that “China is willing to offer support and provide convenience for the American public, American youth in particular, to learn Chinese.” She urged U.S. students to go to China to see for themselves.

    “Understanding is what helps us to make the world a better place, whether you’re in business, whether you’re in education, whether you’re in social work, (or) whether you’re in health care, that perspective is critical,” said Abiodun Goke-Pariola, president of North Central College. “So I commend you for the curiosity that has made you step outside your comfort zone.”

    Students attending the contest each gave a three-minute speech in Chinese, showed their proficiency in Chinese singing and dancing skills, and recited tongue twisters and Tang poems. One of them performed the “Butterfly Lovers,” a Chinese legend akin to “Romeo and Juliet,” on the violin.

    “All of your hopes and all of your dreams are something that I hope to accomplish, and I hope to walk the path that you walk,” Watts told Xinhua about her understanding of the song “As wished.”

    “I really like that sort of meaning and also the melody, the way that it’s sung, it’s just very pretty,” said Watts.

    Meredith Newcomb, a junior at North Central College, recalled her China travels, calling them “life changing.” “It was a really special experience to be able to have at such a young age,” she told Xinhua.

    “I think the opportunity to be able to learn from people from different places and to open your mind to what the world can be is a very valuable one. And I was very grateful to have it at such a formative age,” Newcomb said, adding she would love to go back one day, as “there’s a lot of China.”

    The contest was jointly organized by Northwestern University, Loyola University Chicago and North Central College.

    “We have been organizing the contest for 25 years, and the theme of the contest this year is ‘We are the world,’” Northwestern University professor and organizing committee co-chair Gu Licheng told Xinhua.

    The contest aims to “promote Chinese teaching progress at the university level in the U.S. Midwest, encourage students to learn Chinese and become interested in Chinese language and culture,” he said.

    Good morning. It is an immense pleasure to join you all today at the Web3 Festival of Hong Kong, a gathering of brilliant leaders and innovators to share thoughts and experiences about the future of blockchain, cryptocurrencies, decentralised finance and beyond.

    For those who have come from afar, a warm welcome to Hong Kong. As a city where East meets West and tradition intertwines with innovation, we are proud to host you to collectively chart the course of Web3.

    As a technology, blockchain is displaying its vast potential, significantly increasing transaction efficiency, lowering costs and enhancing market transparency. Today, we are witnessing a marked increase in the institutional adoption of Web3, with traditional banks, asset managers and brokers increasingly integrating digital assets into their offerings.

    As more jurisdictions embrace cryptocurrencies, the market has been energised with optimism, marked by a bullish trend over the past year or so.

    But beyond finance and the enthusiasm on cryptocurrency, we all agree that blockchain can bring real benefits to the people. For example, ReFi (regenerative finance) is gaining traction. Tokenised carbon credits enable the transparent tracking of emissions reductions, reinforcing trust in voluntary carbon markets.

    Meanwhile, the convergence of Web3 and AI is unlocking new frontiers. In finance, decentralised AI algorithms enhance credit assessments, audit smart contracts with greater precision, and deliver hyper-personalised investment strategies. Beyond finance, this synergy streamlines supply chains, revolutionises healthcare data management, and creates new immersive gaming experiences. Web3 and AI are transforming businesses and public services, driving innovation and efficiency at every turn.

    Hong Kong: driving Web3 innovation

    Allow me to take a few minutes to talk about Web3 in Hong Kong, our attitude and approach towards Web3 and our role in this global transformation.

    Hong Kong is pro-Web3. Over two years ago, we published a high-level policy statement on the development of virtual assets, affirming our commitment to a dynamic Web3 ecosystem. Central to this is the principle of the “same activity, same risk, same regulation” approach. Through a balanced and pro-innovation regulatory approach, we seek to maintain a level playing field for market participants and encourage innovative activities in this space.

    We have been walking the talk, and have delivered a number of initiatives. We were among the first in the world to have established clear licensing frameworks for virtual asset trading platforms, or VATPs. Indeed, the Securities and Futures Commission has already issued 10 VATP licences. We have also authorised VA spot ETFs (exchange-traded funds) last year, and Hong Kong now hosts the largest VA ETF market in the Asia Pacific, bridging traditional finance with crypto innovation.

    Meanwhile, legislation for stablecoin regulation is set for imminent passage. My colleagues at the Financial Services and the Treasury Bureau and the Hong Kong Monetary Authority (HKMA) are working hard to get the relevant licensing regime to go live within this year.

    The Government will also conduct consultations on the licensing regimes of over-the-counter trading services and custodian services for VA (virtual assets). This will solidify Hong Kong’s comprehensive regulatory architecture.

    Let me make clear that Hong Kong’s approach to Web3 is not simply about regulation. We aim to strike a balance, ensuring market integrity without stifling innovation. After all, innovation entails risks. The lesson we have learnt is that we need to put it under a balanced regulatory framework so as to enable the sector to grow in a responsible and sustainable manner.

    One essential element in our regulatory regime is sandboxes, such as the HKMA’s Project Ensemble. Project Ensemble allows innovators to test various use cases, such as tokenised real-world assets, with early regulatory feedback. This signifies our pro-innovation approach, as we put regulators and innovators in a co-creation process.

    Later this year, we will unveil a second policy statement on the development of virtual assets. It will cover how to make use of Web3 to fast-track the development of traditional financial services, empower the real economy and strengthen the application of digital asset technologies.

    A few thoughts on Web3

    Now, looking ahead, allow me to share a few thoughts we consider important for the future development and success of Web3.

    First, it is the very vision of Web3 to enable more equitable use of the Internet, and make transactions more efficient and less costly. Innovation is core to this goal, and regulators should adopt a technology-neutral approach. It would only be counterproductive if jurisdictions or regulatory authorities favour particular types of cryptocurrencies, or rule out technologies or applications at the outset. Markets, not mandates, should decide which innovations prevail.

    Second, we all know Web3’s true potential lies well beyond digital assets or cryptocurrencies. Combined with AI, it can be a valuable tool to optimise impact investments, promote inclusive finance, support decarbonisation initiatives, advance sustainable development goals, and more. The global Web3 community should and can strengthen collaboration to support these worthy causes.

    Finally, it is essential that new technologies be developed and applied responsibly. AI, for instance, is evolving at speeds that are unexpectedly faster. Decentralised networks bring enormous benefits, but when coupled with AI, challenges such as algorithmic bias, deepfakes and cybersecurity require attention and co-operation at the regional and global levels. Here in Hong Kong, we advocate for suitable guardrails – frameworks that protect investors, consumers and users while encouraging innovation activities. We support a multi-stakeholder approach where governments, regulators and market players across different territories and regions come together to drive forward the sustainable development of Web3.

    Concluding remarks

    Ladies and gentlemen, to secure a promising and successful future for Web3, we need not just technological innovation, but also a common will to harness creativity and innovation for the benefit of the people. Let me assure you that Hong Kong is committed to this goal. We are here to collaborate with innovators and entrepreneurs from around the world, pushing the boundaries of what is possible, and leveraging the transformative power of Web3 for the greater good.     Ministry Reiterates Commitment to Holistic Tribal Development through Enhanced Healthcare Access

    Ministry of Tribal Affairs is committed to the holistic development of tribal communities across the country. As part of this vision, the Ministry has undertaken several proactive health initiatives to bridge healthcare gaps and ensure access to quality medical services for tribal populations, especially in remote areas.

    Mission to Eradicate Sickle Cell Disease by 2047

    National Sickle Cell Anaemia Elimination Mission, launched by Prime Minister Shri Narendra Modi in July 2023. The Mission sets an ambitious target to eradicate sickle cell disease by 2047, focusing on awareness generation, universal screening, and comprehensive disease management among tribal populations through a community-centric and integrated approach.

    Mega Medical Camp at Sundargarh: A Collaborative Effort under Janjatiya Gaurav Varsh

    As part of the celebrations of Janjatiya Gaurav Varsh, the Ministry of Tribal Affairs, in collaboration with AIIMS Delhi and the Government of Odisha, is organising a two-day mega medical camp on 5th and 6th April 2025 at the Sundargarh Government Medical College & Hospital, Odisha.

     

    The camp was formally inaugurated by the Hon’ble Union Minister of Tribal Affairs, Shri JualOram, on 5th April 2025. In his inaugural address, Shri Oram reaffirmed the Central Government’s unwavering commitment to strengthening healthcare services for tribal communities. He commended the efforts of AIIMS Delhi’s team of medical experts for their dedicated service to the tribal people of Odisha.

    On this occasion, the Minister also distributed wheelchairs to around 100 persons with disabilities, exemplifying the Government’s inclusive approach to healthcare. Shri Oram personally interacted with the patients, encouraging them to fully avail the specialised medical services provided.

    Specialised Medical Services and Facilities

    The camp features expert participation from 19 specialist departments of AIIMS Delhi, including:

    • Cardiology
    • Haematology
    • General Medicine
    • Gastroenterology
    • Nephrology
    • Surgery
    • Orthopaedics
      …and others.

    Patients from 18 blocks of Sundargarh district and adjoining regions are benefiting from expert consultations, diagnostic services, and medical treatment.

    In addition to consultations, the following free diagnostic services are being offered:

    • ECG
    • Ultrasound
    • X-ray
    • Blood tests

    Patients are also receiving free medicines as per prescriptions provided by the doctors from AIIMS Delhi.

    On the first day, over 1,500 patients availed these services, indicating a strong community response. The camp will continue on 6th April 2025, ensuring wider outreach and impact.

    Towards Healthcare for All

    This initiative represents a vital step forward in the Ministry’s efforts to realise the vision of “Healthcare for All”, especially in underserved tribal areas. The mega medical camp at Sundargarh serves as a testament to the Government’s ongoing efforts to create healthier, self-reliant, and empowered tribal communities across India.

    The leaders inaugurated the 128 km Maho-Omanthai railway line refurbished with Indian assistance of USD 91.27 million, followed by the launch of construction of an advanced signaling system from Maho to Anuradhapura, being built with Indian grant assistance of USD 14.89.

    These landmark railway modernisation projects implemented under the India-Sri Lanka development partnership represent a significant milestone in strengthening north-south rail connectivity in Sri Lanka. They would facilitate fast and efficient movement of both passenger and freight traffic across the country.

    The leaders of Indian Origin Tamil (IOT) from Sri Lanka met the Prime Minister Shri Narendra Modi today in Colombo. Shri Modi announced that India will support construction  of 10,000 houses, healthcare facilities, the sacred site Seetha Eliya temple and other community development projects for IOTs in cooperation with the Government of Sri Lanka.

    In separate posts on X, he said:

    “The meeting with leaders of Indian Origin Tamil (IOT) was fruitful. The community constitutes a living bridge between the two countries for over 200 years. India will support construction  of 10,000 houses, healthcare facilities, the sacred site Seetha Eliya temple and other community development projects for IOTs in cooperation with the Government of Sri Lanka.”

    Shri Jayant Chaudhary, Minister of State (I/C), MSDE, and Minister of State, Ministry of Education, attended Grand Finale of the Futurepreneurs Challenge at Startup Mahakumbh 2025, celebrating India’s thriving entrepreneurial ecosystem. The event showcased some of the country’s brightest student innovators who presented their pioneering solutions on a national platform.

    The Futurepreneurs Challenge, a key highlight of the event, featured 10 standout student teams who presented their groundbreaking innovations in a rapid-fire format before Shri Jayant Chaudhary and an esteemed audience of investors, policymakers, and industry leaders. Shri Chaudhary personally congratulated and felicitated the top 10 startups, recognizing them as emerging changemakers in India’s startup journey.

    The top prize went to Chitkara University, Chandigarh, for Stick Buddy, a smart assistive device designed for the visually impaired, featuring obstacle detection, time-date updates, and emergency alerts. Tula’s Institute, Dehradun, took second place with Pragati, an AI-powered nurse robot that conducts health check-ups through a simple handshake, offering real-time alerts, especially for underserved regions. Vignan Pharmacy College, Andhra Pradesh, secured third place with Magna Pads, an innovative menstrual care product that combines pain relief with diagnostic capabilities to detect conditions like anemia and PCOS.

    Special Jury Awards were given to Government Polytechnic Deoria for Vayuputra, an AI-enabled agricultural drone aimed at addressing pesticide overuse and labor shortages, and Rajalakshmi College of Engineering, Tamil Nadu, for Jeevitham, an AI-based child healthcare platform that offers personalized nutrition, vaccination tracking, and digital health records. Other notable finalists presented solutions for organ transplant logistics, MSME credit access, sustainable farming, migrant education, and affordable healthcare—illustrating the diverse and impactful ways young innovators are using AI to solve real-world problems.

    In a compelling fireside chat with Shri Jayant Chaudhary, which was hosted by TIE Global, the theme ‘From Skills to Startups: Unleashing India’s Youth Entrepreneurs’ resonated deeply. He emphasized the unique value of these entrepreneurs, stating, “What stood out to me today wasn’t just the ideas—it was the intent. Each young entrepreneur here isn’t chasing success for the sake of it; they’re solving real problems rooted in their communities. That’s the kind of mindset India needs—where skills and startups go hand in hand. Our job now is to nurture this instinct, strengthen the ecosystem, and make sure every student, every dreamer, feels confident that their idea has a place in India’s future. That’s how we build not just a startup nation, but a nation of responsible creators and leaders.

    The Minister also interacted with the 15 Entrepreneurs, supported by the National Institute for Entrepreneurship and Small Business Development (NIESBUD), under the aegis of Ministry of Skill Development and Entrepreneurship, who exhibited at the Skill India Pavilion showcasing the power of skill-led entrepreneurship, amplifying voices from India’s heartlands and creating meaningful opportunities for youth. The pavilion became a high-impact zone for inclusive innovation, emphasizing that entrepreneurship rooted in skills is the key to building a sustainable, inclusive future for India’s youth.

    Startup Mahakumbh 2025, a gathering of over 3,000 startups, 1,000 investors, and 50+ global delegations, solidified India’s position among the world’s top-three startup ecosystems. Within this vibrant ecosystem, the Skill India Pavilion emerged as a beacon of decentralized, skill-driven entrepreneurship, bridging grassroots innovation with national-scale opportunities.

    As the event concluded, the Ministry of Skill Development and Entrepreneurship (MSDE) reaffirmed its commitment to fostering an inclusive and future-ready startup ecosystem where every aspiring entrepreneur—regardless of geography or background—has the platform to innovate, grow, and lead.

    As part of the fourth online ‘Candidate Open House’ hosted by the Ministry of Corporate Affairs on April 3, 2025, interns enrolled under the Prime Minister Internship Scheme shared their myriad experiences during the first few months of their ongoing internship. These Candidate Open Houses serve as a vital touchpoint for aspirants interested in the scheme, candidates navigating the registration and application process, current interns and industry.

    In the previous edition of the Open House (March 27, 2024), interns from the Mahindra group shared their experiences while Mr. Don Lewis, Head of Skill Development & Education at Mahindra’s Farm Division shared his views on how an internship can provide a strong foundation for professional growth. In this Open House, Anil Bahuguna, Chief of Skill Development at ONGC India, elaborated upon how internships in ONGC are helping youth learn core skills, soft skills and contributing towards overall personality development.

    Willkilinton Deori and Aditi Kashyap – both ONGC interns from Jorhat –  spoke about their internship journey so far covering multiple aspects.  For Willkilinton, the internship has already made him a more disciplined person. Since he is expected to go to his internship location daily (weekdays), Deori feels more aware about following a daily schedule and allocating adequate time to different activities. Aditi is involved in data processing in a hydrocarbon exploration project. Before this internship, she had only read about hydrocarbons in theory. Now as part of her internship, she is involved in data processing of hydrocarbons using a specialized software called ‘Geodesk’.

    Jaya Aishwariya, an intern from Karaikal, Puducherry, mentioned that she commutes 30 km to her internship location. On hearing this, Anil Bahuguna, Chief of Skill Development at ONGC India readily offered to provide accommodation near the site to facilitate her internship journey. Jaya spoke candidly, both in English and Tamil, eager to continue her internship and progress in her career. 

    Avi Rana, another intern from Delhi, shared that several classroom trainings were conducted on diverse topics such a human resource and finance by senior managers from ONGC. These sessions covered both technical knowledge and soft skills trainings – functions of HR, understanding and interpreting financial statements, knowledge of relevant digital tools, presentation skills and communication skills. Avi feels that she is now a more confident person because of the personality development trainings she’s been part of in her internship training. Even her ONGC supervisors agreed that the trainings have significantly helped mitigate her stage fright.

    Aditya and Venkat, interns from Andhra Pradesh, said that they feel very comfortable in their internship environment to interact with their supervisors and seek help in case of difficulties. Aditya also shared that interns receive a food reimbursement of up to ₹5,000 per month. Additionally, they are provided with accommodation facilities and travel by bus, just like full-time employees.

    All the interns shared experiences that symbolises the impact of the Prime Minister Internship Scheme in providing exposure to youth across India to professional environments in top companies of India for upskilling and a well-rounded professional experience.

    An integral part of this scheme is the participation form top companies to contribute towards enhancing employability of Indian youth. Mr.  Anil Bahuguna, Chief of Skill Development at ONGC India provided an overview of ONGC’s operations and its active involvement in the scheme, especially focusing on additional benefits provided by the company including additional financial assistance, accidental insurance, food allowance, accommodation, personal protection equipment etc. Like ONGC, over 200 participating companies are offering additional benefits such as subsidized or free meals, travel and accommodation assistance, reimbursements, and other forms of financial support to their interns.

    Mr. Bahuguna also spoke about ONGC’s efforts to ensure a holistic development experience for interns. For instance, Mr. Rajdeep Singh, former Indian hockey player and currently manager at ONGC conducts sessions with the interns to share his sporting career experiences and how they’ve shaped him as an individual.

    Furthermore, Mr. Bahuguna also explained  ONGC’s intern selection process and potential pathways to full time employment in companies engaged in hydrocarbon exploration & development business. ONGC on its part  is planning to encourage its service providers  to utilise services  of suitable ONGC trained interns post their internship . For this, ONGC will soon modify contractual terms with its service providers.

    MCA officials reiterated that the selection process has commenced for some of the internship opportunities and so the candidates should be alert on the portal and regularly check the status of their applications.  The application phase for Round 2 of the pilot phase of the Prime Minister Internship Scheme is currently underway and April 15, 2025, is the last date for eligible youth to apply.

    Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the Bastar Pandum program in Dantewada Chhattisgarh today. Many dignitaries including Chhattisgarh Chief Minister Shri Vishnu Deo Sai and Deputy Chief Minister Shri Vijay Sharma were present on the occasion.

    Union Home Minister and Minister of Cooperation said that Maharaja Praveer Chandra Bhajdev gave his life for the water, forest, land, and culture of the tribal people. He noted that Maharaja Praveer Chandra’s popularity as a people’s king was unbearable for the then government, leading to his murder through a conspiracy. Shri Shah further emphasized that today, as Bastar stands on the brink of freedom from red terror and has embarked on the path of development, the soul of Praveer Chandra Ji, wherever it may be, is undoubtedly blessing the people of Bastar.

    Shri Amit Shah stated that under the leadership of Prime Minister Shri Narendra Modi, starting next year, artists from every tribal district of the country will be included in the Bastar Pandum. He mentioned that to give international recognition to Bastar Pandum, the Modi government is working to showcase the traditions, culture, and art of Bastar by taking ambassadors from all countries on a tour of Bastar, and spreading it worldwide. Shri Shah also mentioned that 47,000 artists from 188 Gram Panchayats, 12 Nagar Panchayats, 8 Nagar Parishads, one Municipality, and 32 Janpads have participated in this festival. The district administration and the culture department have allocated 5 crore rupees for Bastar Pandum. He emphasized that this Pandum will work to preserve and promote local and traditional art, culture, craftsmanship, festivals, food, languages, customs, attire, jewelry, traditional songs, music, and cuisines in their original form.

    Union Home Minister said that we want the youth of Bastar to receive the most modern education, compete on every platform with the youth of the world, and attain global prosperity, but they should never forget their culture, language, and traditions. He further noted that the culture, dialects, musical instruments and food of Bastar are the jewels of the culture of not just Chhattisgarh but the entire India and we have to preserve it. Shri Shah mentioned that the Bastar Pandum festival, which is being celebrated in seven categories this year, will be celebrated in twelve categories next year, and tribal people from across the country will participate. Union Home Minister also said that India’s strength lies in its unity in diversity, the fusion of various cultures, arts, traditions, languages, dialects, and cuisines. He emphasized that we will stand strong in every competition with the world, but we will also preserve our culture and other heritage, and Bastar Pandum is the beginning of this effort.

    Union Home Minister said that the time has passed when bullets were fired and bomb blasts occurred here. He appealed to all Naxalites, urging them to lay down their weapons and join the mainstream because Bastar wants development. He stated that Prime Minister Shri Narendra Modi wants to give everything to Bastar, but this is only possible when there is peace in Bastar. He emphasized that children should go to school, mothers’ health should be taken care of, tribals and youth should not suffer from malnutrition, arrangements should be made for children’s education, every village should have a dispensary, and there should be a hospital in every tehsil—only then can development happen. He further mentioned that this can only be achieved if the people of Bastar decide to make every village Naxal-free. Shri Shah also mentioned that the Chhattisgarh government has announced that any village that gets all Naxalites to surrender will be declared Naxal-free and will be given a development fund of one crore rupees. He added that no one wants to harm anyone, and therefore Naxalites should abandon violence and come into the mainstream, as both the Government of India and the Government of Chhattisgarh will provide protection. Union Home Minister said that Naxalites, with their weapons, cannot stop the development of entire Bastar.

    Shri Amit Shah said that Prime Minister Shri Narendra Modi has given the slogan “Vocal for Local” and has facilitated the marketing of a unique product from each district by associating it with the GI tag, promoting it in markets across the country. He mentioned that Prime Minister Modi has emphasized that history is not limited to books; our tribal freedom fighters should receive respect and recognition across the country. Prime Minister Modi has taken steps to honor tribal heroes like Veer Gundadhur of Bastar, who fought for independence. He also highlighted that Prime Minister Modi has dedicated the birth anniversary of Bhagwan Birsa Munda as “Janjatiya GauravDiwas” and has declared the 150thanniversary year as “Janjatiya Gaurav Varsha”.

    Union Home Minister and Minister of Cooperation stated that previous governments gave the slogan of “Garibi Hatao”, but for 75 years did nothing for the development of the poor. Prime Minister Modi, over the past 10 years, has built over 4 crore houses for the country’s millions of poor, provided 11 crore gas connections, constructed 12 crore toilets, delivered tap water to 15 crore homes, distributed free rations to 80 crore people, and provided free medical treatment up to 5 lakh rupees for 70 crore people.

    Shri Amit Shah said that those who have understood that for development, one needs a computer, not a gun in hand, and a pen, not IEDs and grenades, have all surrendered. He mentioned that in the direction of ending Naxalism, 521 Naxalites have surrendered so far this year, while 881 Naxalites surrendered in 2024. Shri Shah expressed confidence that those Naxalites who lay down their arms will be able to join the mainstream and progress, but those who choose the path of violence by picking up weapons will be dealt with strictly by the security forces. He added that the Modi government is committed to making the entire country free from Naxalism by March 2026.

    Union Home Minister said that Bastar has now become a symbol of the future, not fear. Earlier, due to the terror of Naxalites, politicians were stopped from holding rallies and gatherings, but times have changed. Today, they are celebrating Ram Navami, Ashtami, and the Bastar Pandum Festival in front of 50,000 tribal brothers and sisters. He mentioned that where once the sound of bullets echoed, now the sound of machines is heard; where villages were once desolate, now school bells ring; where roads were once a dream, highways are being built; and where children once feared going to school, today they are connecting with the world through computers. He added that Bastar’s development is happening because no one is associating with Naxalism anymore.

    Shri Amit Shah said that Bastar is now moving forward with the light of development, trust, and victory. He emphasized that village assemblies should be convened to encourage Naxalites to surrender and help open the path to development. Shri Shah further stated that when someone from Sukma becomes a Sub-Inspector, from Bastar becomes a Barrister, from Dantewada becomes a Doctor, and from Kanker becomes a Collector, then development will take place. This is the kind of development and progress we need to create in Bastar. He urged everyone to work with dedication and fearlessness to make the dreams of development a reality, as under PM Modi’s leadership, no one needs to be afraid.

    Raksha Mantri Shri Rajnath Singh reviewed the maritime security situation, operational readiness of the Indian Navy, and the future outlook during the inaugural phase of the first Naval Commanders’ Conference of 2025 in Karwar, Karnataka on April 05, 2025. Raksha Mantri interacted with the Naval Commanders, with deliberations focussing on addressing contemporary security paradigms, formulating the way ahead to further the combat capability of the Navy, and addressing strategic, operational & administrative aspects. He was accompanied by Chief of Defence Staff General Anil Chauhan, Chief of the Naval Staff Admiral Dinesh K Tripathi, Defence Secretary Shri Rajesh Kumar Singh and other senior officials.

    Addressing the Commanders, Shri Rajnath Singh commended the Navy’s contribution in strengthening India’s maritime security, surpassing the expectations of the people in every situation, and displaying continued commitment towards serving the nation with new energy & innovation.

    Raksha Mantri asserted that it is a necessity to reorient the future roles of the Armed Forces amidst the present unpredictable geopolitical landscape. He referred to the acceptance of global experts that 21stcentury is Asia’s century and India will have a crucial role to play, stating “It is our responsibility to ensure peace and prosperity in the Indo-Pacific as the region has become a focal point for the world”.

    Shri Rajnath Singh reiterated that India stands for a free, open and rule-based order in accordance with the UN Convention on the Law of the Sea (UNCLOS), urging the Commanders to assess the changing circumstances and ensure planning, resourcing & exercising accordingly, while remaining alert and prepared. “Security is an ongoing adaptation process, wherein there is a need to keep assessing, planning, and coming out with new ideas. We need to analyse how India can make its role more effective,” he said.

    Emphasising that national security is of paramount importance to the Government, led by Prime Minister Shri Narendra Modi, Raksha Mantri stated that it has always been ensured that the requirements of the Armed Forces are fulfilled. “The speed at which the work of naval modernisation is being carried out for the last 10-11 years is unprecedented. Induction of new platforms, state-of-the-art equipment has significantly enhanced our Naval prowess and the morale of our brave sailors. It is a testimony to the fact that we are always standing with you in your preparations,” he said.

    On 2025 being declared as the ‘Year of Reforms’ in the Ministry of Defence, Shri Rajnath Singh called for concerted efforts of all stakeholders to fulfil their commitment to reforms. “There are two types of reforms. One is policy reforms which are carried out at the level of the Ministries. Many officers look into policy-related issues, obtain feedback from everyone and formulate policies accordingly. The second type is ground-level reform. Whether it is related to training, R&D, financial or manpower reforms, your role is most important in all these. Till the time there is no convergence of top-down approach and bottom-top approach, we will not be able to achieve our reforms’ goal in the right manner,” he told the Commanders.

    The conference is the apex-level, biannual event facilitating deliberations on significant strategic, operational, and administrative issues among the top Naval Commanders. It plays a pivotal role in emphasising India’s role as a ‘Preferred Security Partner’ in the Indian Ocean Region, bolstering the Navy’s contribution to regional peace, security, and stability.

     The second phase of the conference will be held in New Delhi from April 07 to 10, 2025, witnessing a comprehensive review of major operational, materiel, logistics, HR development, training, and administrative aspects. Chief of Defence Staff, Chief of the Army Staff & Chief of the Air Staff will also engage with Naval Commanders during the Conference to foster synergy amongst the three Services and further drive the convergence efforts.

    The Commanders will also engage with Foreign Secretary Shri Vikram Misri and Shri Amitabh Kant on issues related to foreign policy and international engagement. The Indian Navy’s quest to strengthen modernisation, indigenisation, and self-reliance in line with Government’s vision of Aatmanirbharta is the key focus area of the event.

    In a historic event, Delhi became the 35th State/UT to implement the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) after the National Health Authority (NHA) of the Union Ministry of Health and Family Welfare (MoHFW) entered into a Memorandum of Understanding (MoU) with the Department of Health & Family Welfare, Government of NCT, Delhi.   

    The agreement was signed between Smt. L.S Changsan, Addl Secretary, MoHFW & Chief Executive Officer, National Health Authority (NHA), and Dr S.B. Deepak Kumar, Secretary (Health & Family Welfare), Department of Health & Family Welfare, Government of NCT Delhi, here today. 

    The signing ceremony was presided by Shri Jagat Prakash Nadda, Union Minister of Health and Family Welfare & Chemicals and Fertilizers in presence of Smt. Rekha Gupta, Chief Minister, Government of NCT Delhi; Shri Harsh Malhotra, Union Minister of State for Corporate Affairs  and Ministry of Road Transport and Highways; Smt. Anupriya Patel, Union Minister of State for Health and Family Welfare & Chemicals and Fertilizers; and Dr. Pankaj Kumar Singh, Minister, Health and Family Welfare & Transport and Information Technology, Delhi. Smt. Bansuri Swaraj, Shri Praveen Khandelwal, Shri Kamaljeet Sehrawat, Shri Manoj Kumar Tiwari, Shri Ramvir Singh Bidhuri and Shri Yogendra Chandolia – Members of Parliament (MPs) from NCT Delhi; Smt. Punya Salila Srivastava, Union Health Secretary and Shri Dharmendra, Chief Secretary, NCT Delhi were also present during the event.

    Addressing the gathering, Shri J P Nadda stated, “It is a moment of pride that the world’s largest health coverage scheme which has been in place across 34 states and UTs in the country is finally getting implemented in the national capital as well.” He stated that this scheme is built on trust, hence it is termed as an ‘assurance’ scheme, not an insurance scheme.

    Shri Nadda noted that on the basis of economic caste census, 50 crore people were brought under this scheme, making it the first such scheme to do so. He also informed that 36 lakh frontline health workers, including ASHAs and Angadwadi workers were brought under this scheme and the Pradhan Mantri Jeevan Bima Yojna to cover both health and life insurance. This, he stated, was done to bring these frontline workers under the ambit of comprehensive social security coverage.

    The Union Health Minister stated that with the implementation of AB PM-JAY in Delhi, all senior citizens aged 70 years and above, irrespective of their socio-economic status, will be covered under Ayushman Vay Vandana Yojana which provides Rs 5 lakh free health cover to all senior citizens of the age 70 years and above irrespective of their socio-economic status. This will provide health cover to all eligible senior citizens where all pre-existing diseases will be covered from day one.  “It is estimated that more than 6 lakh senior citizens in Delhi belonging to ~4.5 lakh families will be benefited”, he stated. “With around 30 lakh people belonging to over 6.5 lakh families and an estimated 6 lakh senior citizens, about 36 lakh people in Delhi will be benefitted by the Ayushman Bharat PM-JAY scheme”, he further stated.

    Shri Nadda highlighted that through the AB PM-JAY scheme, 55+ crore beneficiaries were targeted comprising 12 crore families which covered 40% of the vulnerable population of India. He said that implementation of AB PM-JAY will help create a healthy, empowered and prosperous Delhi. He also highlighted that out-of-pocket expenditure has declined from 62% in 2014 to 38% today owing to this scheme.

    Citing a recent LANCET study, Shri Nadda underlined that timely cancer treatment initiation has improved significantly because of the Ayushman Bharat Jan Aarogya Yojna. “Patients enrolled under AB-PMJAY saw 90% rise in access to cancer treatment within 30 days”, he stated.

    Speaking on the occasion, Smt. Rekha Gupta said, “Citizens in Delhi will now be able to reap benefits from AB PM-JAY which provides free health cover of Rs. 5 Lakh to each beneficiary family per year. In addition, Delhi government would be giving an additional top-up of 5 lakhs over and above the cover provided by Central Government. Around 6.54 lakh families in Delhi will be benefitted under the scheme.”

    She also highlighted that beneficiaries will now gain access to 1,961 health benefit packages from 27 medical specialties, featuring updated procedures and better rates for hospitals. She also informed that card distribution for the scheme will be initiated from 10th April 2025 onwards.

    Smt. Anupriya Patel said, “today is a historic day for the people of Delhi as this MoU reflects a common commitment of the Union and Delhi government to provide quality and affordable healthcare to residents of Delhi.”

    Highlighting that AB PM-JAY is the largest health assurance scheme in the world, she stated that Rs. 1.75 crore out-of-pocket expenditure have been saved so far because of the scheme. She also noted that around 6.54 lakh families in Delhi will be benefited with timely and quality healthcare, including all senior citizens, aged 70 years and above.

     

    Ayushman Bharat PM-JAY, launched on 23rd September 2018, has been a game-changer in healthcare, mainly for the millions of poor and vulnerable families across the country. In just five years, it enabled them with timely access and quality healthcare without burdening them with catastrophic health expenditure during medical emergencies.

    In a significant move to strengthen rural connectivity and accelerate economic growth, the Ministry of Rural Development has sanctioned projects to Manipur, Mizoram, Himachal Pradesh and Uttarakhand States under PMGSY-III, as details below:-

    Manipur: 41 roads measuring 280.97 km, with an estimated investment of Rs. 225.15 crore, have been sanctioned to the State. Continuing this initiative, 56 roads of 502.24 km length with an estimated investment of Rs. 404.72 crore had already been sanctioned in the State under PMGSY-III.

    Mizoram: 07 Long Span Bridges (LSBs) measuring 373.46 meter, with an estimated investment of Rs. 67.69 crore, have been sanctioned to the State. Continuing this initiative, 17 roads of 487.50 km length with an estimated investment of Rs. 562.70 crore had already been sanctioned in the State under PMGSY-III.

    Himachal Pradesh: 21 Long Span Bridges (LSBs) measuring 970.772 meter length, with an estimated investment of Rs. 140.90 crore, have been sanctioned to the State. Continuing this initiative, 299 roads of 3,123.117 km and 43 LSBs with an estimated investment of Rs. 3,345.82 crore had already been sanctioned in the State under PMGSY-III.

    Uttarakhand: 09 Long Span Bridges (LSBs) measuring 246 meter length, with an estimated investment of Rs. 40.77 crore, have been sanctioned to the State. Continuing this initiative, 212 roads of 2,287.95 km and 09 LSBs with an estimated investment of Rs. 1,865.34 crore had already been sanctioned in the State under PMGSY-III.

     

    This initiative will:

    – Improve access to essential services like healthcare, education, and markets.

    – Enhance connectivity in rural areas, bridging the gap between remote villages and urban centres.

    – Foster economic development, trade, and commerce in the region.

    – Create employment opportunities and stimulate local economies.

    – Align with the government’s vision of a developed India (Viksit Bharat).

    The projects under PMGSY-III will have a transformative impact, contributing to the growth and prosperity of the States and cementing the Government’s commitment to inclusive development.

    In a significant move to strengthen rural connectivity and accelerate economic growth, the Ministry of Rural Development has sanctioned projects to Tripura and Odisha States under Connectivity component of Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), as details below:-

    Tripura: 25 roads measuring 84.352 km under, with an estimated investment of Rs. 76.47 crore, have been sanctioned to the State. Continuing this initiative, 42 roads of 118.756 km length with an estimated investment of Rs. 114.32 crore had already been sanctioned in the State under PM-JANMAN.

    Odisha: 26 roads measuring 63.271 km and 02 Long Span Bridges (LSBs), with an estimated investment of Rs. 69.65 crore, have been sanctioned to the State. Continuing this initiative, 66 roads of 211.14 km and 04 LSBs with an estimated investment of Rs. 219.40 crore had already been sanctioned in the State under PM-JANMAN.

    This landmark initiative will:

    – Provide all weather road connectivity to PVTG habitations in the States.

    – Improve socio-economic condition of the Particularly Vulnerable Tribal Groups (PVTGs) living in these States.

    – Enhance connectivity in rural areas, bridging the gap between remote villages and urban centres.

    – Foster economic development, trade, and commerce in the region.

    – Improve access to essential services like healthcare, education, and markets.

    – Create employment opportunities and stimulate local economies.

    – Align with the government’s vision of a developed India (Viksit Bharat).

    Raksha Mantri Shri Rajnath Singh flagged-off Indian Navy Offshore Patrol Vessel, INS Sunayna, as Indian Ocean Ship (IOS) SAGAR (Security & Growth for All in the Region) in Karwar, Karnataka on April 05, 2025. Raksha Mantri also inaugurated modern operational, repair and logistic facilities constructed under Project Seabird worth over Rs 2,000 crore. He was accompanied by Chief of Defence Staff General Anil Chauhan, Chief of the Naval Staff Admiral Dinesh K Tripathi, Defence Secretary Shri Rajesh Kumar Singh and other senior officials.

    The flagging-off of the ship, with 44 naval personnel from nine friendly nations (Comoros, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Sri Lanka & Tanzania), marks a significant step in reinforcing India’s commitment to regional maritime security and international cooperation.

    Addressing the representatives from partner nations of the Indian Ocean Region (IOR), Shri Rajnath Singh termed the launch of IOS SAGAR as a reflection of India’s commitment to peace, prosperity, and collective security in maritime domain. He highlighted India’s growing presence in IOR, stating “It is not just related to our security and national interests, it also points towards the equality of rights and duties among our friendly countries in the region. Our Navy ensures that, in IOR, no nation suppresses another on the basis of overwhelming economy and military power. We ensure that the nations’ interests are protected without compromising their sovereignty,” he said.

    Raksha Mantri also commended the Indian Navy for emerging as the first responder during incidents such as hijacking of ships and acts of pirates, in the region. He stated that the Navy ensures the security of not just Indian ships but also foreign ones, terming free navigation, rule-based order, anti-piracy and securing peace and stability in IOR as one of its biggest objectives. “Along with other stakeholders, Indian Navy is ensuring peace and prosperity in the region. Equipped with state-of-the-art ships, weapons & equipment and well-trained & motivated sailors, we resolve to move ahead with other friendly nations towards developing IOR as a symbol of brotherhood and shared interest,” he added.

    The flag-off coincides with the 10thanniversary of the SAGAR initiative and the National Maritime Day. Shri Rajnath Singh referred to Prime Minister Shri Narendra Modi’s recent MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) initiative and stated that it will expand and strengthen the SAGAR vision in a more advanced and collaborative manner. “Now that India has transitioned from SAGAR to MAHASAGAR, there could be no better time to launch the voyage of IOS SAGAR,” he said.

    The Raksha Mantri highlighted the historical significance of April 05, when India’s first merchant ship, SS Loyalty, sailed from Mumbai to London in 1919, describing it as a fitting occasion to launch the IOS SAGAR mission. “It’s a proud moment to see India leading the charge for regional cooperation on the same date we mark our maritime legacy,” he said.

    Extending his best wishes to the crew, Shri Rajnath Singh exuded confidence that IOS SAGAR will achieve its broader goals of collective security & growth and maritime excellence.

    IOS SAGAR is a pioneering effort aimed at bringing together the navies and maritime agencies of the Southwest IOR on an Indian Naval platform. The mission will serve as an opportunity to provide comprehensive training to sea-riders from friendly countries and marks an unprecedented collaboration in maritime security.

    INS Sunayna, during its deployment, will visit Dar-es-Salaam, Nacala, Port Louis and Port Victoria. The international crew aboard will undertake training exercises and apply knowledge gained from various professional training schools at Kochi. The exercises/training planned include firefighting, damage control, Visit Board Search and Seizure, bridge operations, seamanship, engine room management, switchboard operations and boat handling –  all of which will improve interoperability between the Indian Navy and its international partners.

    IOS SAGAR will play a crucial role in shaping the future of the IOR. With this mission, India once again reaffirms its commitment to building stronger ties with its maritime neighbours and working towards a safer, more inclusive & secure maritime environment in the region.

    Project Seabird Facilities

    The facilities include marine infrastructure designed for berthing ships, submarines and harbour craft, an armament wharf, two piers specifically equipped for refits, marine utility complexes, residential infrastructure consisting 480 dwelling units for sailors and defence civilians, and support facilities comprising 25 km road network, 12 km storm water drainage, water reservoirs, waste management plants and security watch towers.

    These facilities will boost the sustenance of assets operating off the West Coast, and augment the Indian Navy’s efforts in maintaining a future-ready force.  The infrastructure has been developed in pursuit of the Government’s vision of Aatmanirbhar Bharat with more than 90% of the material and equipment being sourced from within the country. The progressive operationalisation of the Karwar base will generate industrial growth and enable substantial support to the local economy in the Uttar Kannada Region.

         Outdoor music carnival “ImagineLand 2025”, the highlight programme of the Hong Kong Pop Culture Festival 2025 (PCF), is being held today and tomorrow (April 5 and 6) from noon to 10pm at the Hong Kong Cultural Centre (HKCC) Piazza, the Central Lawn & Event Trellis of Salisbury Garden, and the Avenue of Stars free of charge. Today’s (April 5) carnival has attracted many citizens and tourists to watch and participate in its performances and activities.
     
         The PCF is organised by the Leisure and Cultural Services Department (LCSD), and one of the programmes, “ImagineLand 2025”, is supported and sponsored by the Cultural and Creative Industries Development Agency. The Carnival features both daytime and evening programmes. “Go Beyond Concert”, “Comics Fun Experience Gallery” and “Funarts Corner” are available during the day, whereas film programme “Movie Under the Stars” will be held at night.
     
         “Go Beyond Concert”, curated by veteran music professionals Dr Wong Chi-chung, Chiu Tseng-hei and Vicky Fung, together with young jazz musician Alan Kwan as guest curator, showcases three stages at the Hong Kong Cultural Centre Piazza, namely the Forest Stage, Grove Stage and Seed Stage, featuring over 35 musicians and artists from Hong Kong and eight countries and regions to perform mesmerising popular songs and original works. Today’s performances at the Forest Stage featured local pop singers such as Ivana Wong, Joey Tang, Cloud, Ashley Lin, and overseas artists including Didirri from Australia, Sunwoojunga from Korea and more. The Grove Stage showcased performances of different musical styles including electronic, jazz, and rap, while the Seed Stage featured energetic performances by young musicians, filling the Piazza with a multicultural atmosphere.
     
         Tomorrow’s (April 6) performances are also unmissable. The line-up includes erhuist and film composer Wan Pin Chu, the winner of Best Original Music of the 18th Asian Film Awards Ceremony, who will share the stage with renowned local singer-songwriter Yatfung and a cappella group Boonfaysau. Local band Pandora and visiting music groups or musicians, including Naked Feel (the Mainland and Ukraine) , Mathis Picard Trio (France, the United States and the United Kingdom), Invisible Architecture (the United States) and Tomoaki Baba (Japan), will also perform on stage, which should not be missed.
     
         “Comics Fun Experience Gallery” is now on display featuring Hong Kong comics and animation from different eras and popular characters including Old Master Q, Sau Nga Chun, Ngau Chai and Father from Myboy, Din Dong, Tai Ma Shing, and more to highlight the creativity of local artists. There are themed photo spots where iconic props and fiberglass comic characters are set up for visitors to take pictures with their favourite characters. The exhibition will continue at the HKCC until May 7, and then move to Event Space 1.1, VESSEL, Kwun Tong, for display from May 10 to 29.
     
         There is a “Funarts Corner” with yarn spinning, paper fan imprinting, a joyful caricature studio, sound healing and music instrument workshops. Visitors can explore and experience Hong Kong’s pop culture in many different ways through the workshops that blend art, music, and crafts.
     
         “Movie Under the Stars” will be staged at 8pm on both evenings. “Table For Six” (2022) will be screened tonight and “Forbidden City Cop” (1996) on April 6. Audiences can enjoy local comedies while relaxing on the outdoor lawn.
     
         This year, the LCSD presents the third Hong Kong Pop Culture Festival, themed “More Than Joy”. Humour has been a trendsetter in Hong Kong’s pop culture scene. The Festival features a diverse range of formats including stage performances, film screenings, thematic exhibitions, and library and outreach activities. Offering insight into the multifaceted development of Hong Kong’s pop culture along the line of “happiness”, the Festival brings audiences not only joy and laughter but also an opportunity to appreciate how pop culture can be transmitted and transformed, and how integration and breakthroughs are possible.     Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh has said  “Agri StartUps are fast emerging as lucrative avenue of livelihood by intelligently blending traditional organic farming practices with cutting-edge scientific technologies.”

    Addressing the “Natural and Organic Farmers Summit 2025” at Shankarpalli near here, the Minister lauded the efforts of grassroots innovators and farmer-entrepreneurs who are embracing science to scale up agriculture, enhance productivity, and ensure sustainable incomes.

    “Startups in agriculture are not just about farming anymore,” Dr. Jitendra Singh said. “They are applying science, using innovations developed by institutions like CSIR, and adopting tools like drones and soil health cards to make farming more productive and cost-effective. With this, they are cultivating more in less time while safeguarding health and the environment.”

    Dr. Jitendra Singh emphasized that organic agriculture, once considered difficult and niche, is now poised to become mainstream—driven by increasing health concerns and awareness about the harmful effects of chemical pesticides.

    Highlighting the growing relevance of organic food in the context of rising lifestyle diseases, the Minister said, “Every third person today is either diabetic or has fatty liver. Cancer cases are rising. The possible role of chemically-laden produce cannot be ignored. Organic farming is not just a healthier choice, but a necessary one.”

    Dr. Jitendra Singh also pointed to the broader impact of agri-startups on employment generation and rural development, citing the success of initiatives like the Purple Revolution and the Aroma Mission. Lavender cultivation, once confined to Jammu and Kashmir, has spread across the country thanks to scientific inputs from CSIR’s Indian Institute of Integrative Medicine and IICT Hyderabad.

    “You don’t need a PhD to be part of this movement. Many successful startups have been founded by those who haven’t even completed graduation,” he said, adding that agriculture, long neglected in the startup space, is finally getting its due.

    The Minister shared how innovations like floriculture—especially tulip cultivation in Himachal Pradesh—are creating new sources of income. “The tulips offered at the consecration ceremony of the Ram Temple in Ayodhya were grown at our Palampur institute,” he said, underlining the symbolic and economic potential of such initiatives.

    Dr. Jitendra Singh also spotlighted emerging technologies like the Pheromone Application Device (PAD) being developed by IIT Hyderabad to reduce pesticide usage through eco-friendly pest control methods.

    The Minister urged the scientific community and agri-preneurs to participate in the upcoming National Startup Expo in Hyderabad on April 22 and 23. “Let this be a platform to showcase your innovations to the nation. The Government is fully supportive, whether it is financial aid, technical help, or marketing support,” he said. He acknowledged the work of the Eklavya Grameen Foundation whose initiatives in organic farming have made it simpler, economical, and more widely adopted in rural India.

    The Minister concluded by reinforcing that India’s march to become a developed nation by 2047 would be incomplete without uplifting the rural economy and tapping into the vast, underexplored potential of agriculture. “The farmer of today is an agri-entrepreneur. And the field is no longer a place of hardship but a hub of opportunity,” he said.

    The Indian Navy Offshore Patrol Vessel (NOPV) INS Sunayna will set sail from Karwar as Indian Ocean Ship (IOS) SAGAR (Security & Growth for All in the Region). The ship is carrying 44 naval personnel from nine Friendly Foreign Nations (FFNs) and will be flagged off by the Hon’ble Raksha Mantri Shri Rajnath Singh from Karwar, today, 05th Apr 25. This mission will mark a significant step in reinforcing India’s commitment to regional maritime security and international cooperation.

    IOS SAGAR is a pioneering effort aimed at bringing together the navies and maritime agencies of the Southwest Indian Ocean Region (IOR) on an Indian Naval platform. The mission will serve as an opportunity to provide comprehensive training to sea-riders from the FFNs and marks an unprecedented collaboration in maritime security.

    INS Sunayna during its deployment will visit Dar-es-Salaam, Nacala, Port Louis and Port Victoria. The international crew aboard will undertake training exercises and apply knowledge gained from various professional training schools at Kochi. The exercises/ training planned include firefighting, damage control, Visit Board Search and Seizure (VBSS), bridge operations, seamanship, engine room management, switchboard operations and boat handling –  all of which will improve interoperability between the Indian Navy and its international partners.

    IOS SAGAR will play a crucial role in shaping the future of the IOR. With this mission, India once again reaffirms its commitment to building stronger ties with its maritime neighbors and working towards a safer, more inclusive and secure maritime environment in the IOR.

         The Tobacco and Alcohol Control Office (TACO) of the Department of Health (DH) continued to clamp down on illegal waterpipe smoking in no smoking areas during the long weekend of the Ching Ming Festival holiday by conducting another enforcement operation, codenamed “Pipepurge”, in Causeway Bay last night (April 4). A total of three fixed penalty notices (FPNs) were issued.
     
         During the operation, officers from TACO (including plainclothes officers) carried out inspections and enforcement action at a bar in Causeway Bay, and issued three FPNs to persons illegally smoking waterpipes. TACO’s investigation is ongoing, and prosecution may also be taken against the operators of the bar who are suspected of aiding and abetting smoking offences. TACO will also refer the cases to the Liquor Licensing Board for appropriate follow-up action.
     
         Under the Ordinance, conducting a smoking act in a statutory no smoking area (such as indoor areas of bars or restaurants) is prohibited. Any person doing a smoking act in statutory no smoking areas is liable to a fixed penalty of $1,500. Moreover, where smoking products (including waterpipes) are sold, in bars or otherwise, the restrictions on the promotion and sale of smoking products stipulated in the Ordinance apply. Offenders are liable on summary conviction to a maximum fine of $50,000. Venue managers of statutory no smoking areas are empowered by the Ordinance to request a smoking offender cease the act; if the offender is not co-operative, the manager may contact the Police for assistance.
     
         In addition, under the Criminal Procedure Ordinance, any person who aids, abets, counsels or procures the commission by another person of any offence shall be guilty of the same offence.
     
         “The DH will continue to closely monitor and take stringent enforcement action against illegal waterpipe smoking. Last year (2024), TACO conducted 162 operations against illegal waterpipe smoking activities in no smoking areas. A total of 162 FPNs were issued against smoking offenders, while 89 summonses were issued to staff members and operators of the bars/restaurants for other related offences,” the Head of TACO, Dr Fung Ying said.
     
         Dr Fung reminded the public that waterpipe is a smoking product, and its combustion of fuel (e.g. charcoal) releases carbon monoxide. Exposure to a low concentration of carbon monoxide can lead to a range of symptoms such as dizziness, headache, tiredness and nausea; whereas exposure to a high concentration of carbon monoxide can lead to impaired vision, disturbed co-ordination, unconsciousness, brain damage or even death. People should seek medical attention immediately if they suspect they are developing symptoms of carbon monoxide poisoning.
     
         A typical one-hour waterpipe smoking session exposes the user to 100 to 200 times the volume of smoke inhaled from a single conventional cigarette. Moreover, sharing a waterpipe apparatus increases the risk of transmitting infectious diseases, such as tuberculosis.
     
         She cautioned against waterpipe smoking and the use of other smoking products. Smokers should quit smoking as early as possible for their own health and that of others.     The Secretary for Home and Youth Affairs, Miss Alice Mak, today (April 5) officiated at the kick-off ceremony of the “60th Anniversary of Dongjiang Water Supply to Hong Kong” thematic event series. The year 2025 marks the 60th anniversary of Dongjiang water supply to Hong Kong. To commemorate and celebrate this remarkable milestone, the Home and Youth Affairs Bureau (HYAB) will organise and provide a series of thematic activities for young people.
     
    Speaking at the ceremony, Miss Mak said that six decades ago, Dongjiang water was first diverted through mountains and valleys into the Hong Kong waterways, resolving the prolonged water scarcity that had plagued the city. Subsequently, the country expanded and upgraded the water supply system three times. Today, Dongjiang water accounts for over 70 per cent of Hong Kong’s freshwater supply. Every drop of water carries the profound sentiments of a national commitment spanning over half a century. Through the various activities organised under the theme of “60th Anniversary of Dongjiang Water Supply to Hong Kong”, the HYAB aims to enhance young people’s understanding of the history of Dongjiang water supply to Hong Kong and the significant role that Dongjiang water has played in Hong Kong, enabling the youth to appreciate the substantial support rendered by the country to Hong Kong and strengthening their awareness on cherishing water resources.
     
    The Youth Link will organise the “Exchange Tour to Guangdong Province for the 60th Anniversary of Dongjiang Water Supply to Hong Kong” (the Exchange Tour) on April 12 and 13 as the debut thematic activity. Around 80 Youth Link members will visit national major water conservancy projects and cultural and historical sites in Guangdong Province. Taking this opportunity, the HYAB will also arrange for the Youth Link members to meet and exchange with local youth and Hong Kong youth residing in the area.
     
    Besides, the HYAB, in collaboration with the Greater Bay Area Homeland Youth Community Foundation, will lead 500 young people to visit and explore the source of the Dongjiang River at Sanbai Mountain and its surrounding regions in June this year. The HYAB will also collaborate with different youth organisations and provide funding support under the “HYAB Funding Scheme for Youth Exchange in the Mainland 2025-26” for around 30 exchange projects under the theme of “60th Anniversary of Dongjiang Water Supply to Hong Kong”. The visits will cover water conservancy projects and historical and cultural sites in the Sanbai Mountain in Jiangxi Province, as well as in Dongguan, Huizhou, Heyuan in Guangdong Province, enabling the young people to learn more about the history, management and protection of the Dongjiang water engineering project, as well as the culture and history along the areas. 
     
    Miss Mak encouraged young people to seize these valuable opportunities and actively participate in relevant activities to learn more about the story of Dongjiang water and pass on the spirit of gratitude. Miss Mak expressed her hope to work with young people together in future in cherishing this precious resources which has not come easily, and create for a better tomorrow.
     
    Other officiating guests included the Vice-Chairman of the Youth Development Commission (YDC), Mr Kenneth Leung; the Commissioner for Youth, Mr Eric Chan; member of the YDC Mr John Li; and the Chairman of Dynamic Youth of Huizhou, also the collaborative partner of the Exchange Tour, Mr George Lau. Members of the YDC also attended the event.

    The Ministry of Petroleum and Natural Gas (MoPNG) has actively participated in Startup Mahakumbh 2025, being held from April 3-5 at Bharat Mandapam, New Delhi.

    Oil and Gas PSUs have established robust frameworks to incubate, mentor, and fund innovative startups. A total of 32 PSU-backed startups are participating in Startup Mahakumbh 2025. ONGC’s startup fund has seen a 450% growth in valuation over five years, with WellRx—its first oilfield startup under the Startup India Policy—expanding its energy solutions to over 120 countries. IndianOil has funded 42 startups under its IndS_UP initiative, generating 86 intellectual properties and 635 jobs. Oil India supports deeptech ventures such as Caliche Private Limited, which specializes in biochemical sand influx control for oil wells, and Carbonation India Private Limited, which develops sustainable waste management solutions for the oil and gas sector. 

    Expert participation from PSU officials added significant value to Startup Mahakumbh 2025, offering startups access to decades of industry experience and strategic insights. A total of 14 senior executives from leading PSU oil and gas companies shared their expertise on research monetization, EV innovation, manufacturing integration, and mobility solutions. Chairman, ONGC was part of opening pleanary session. Other sessions featured insights  on investment strategies for electrification, policy incentives for EV innovation, acceleration of last-mile EV mobility etc.. The event also hosted an incubation roundtable titled “From Lab to Market – Unlocking Research Monetization,” featuring senior executives from BPCL, ONGC, Oil India, and HPCL. 

    Following the grand success of its inaugural edition, which was graced by Prime Minister Shri Narendra Modi, Startup Mahakumbh 2025 is themed ‘Startup India @ 2047: Unfolding the Bharat Story.’ The event has expanded significantly, with over 3,000 startups from 11 thematic sectors participating alongside more than 1,000 investors and incubators, fostering an environment conducive to innovation and entrepreneurship. 

    The Ministry of Petroleum and Natural Gas has consistently supported and recognized innovation, as demonstrated during India Energy Week 2025, held from 11thto 14thFebruary at Yashobhoomi, Dwarka, Delhi. The ‘Avinya’25 – Energy Startup Challenge’ identified and rewarded startups making advancements in CO₂ capture, ESG solutions, and renewable energy. Additionally, the ‘Vasudha – Oil and Gas Startup Challenge’ recognized international startups pioneering AI-driven solutions in the upstream oil and gas sector.

    Other PSUs are also driving innovation. EIL’s EngSUI initiative has supported 31 startups with ₹35 crore, funding projects in industrial enzymes, compostable polymers, and carbon capture. HPCL’s HP Udgam program has provided ₹35 crore in seed funding to 29 startups, including Maraal Aerospace, which develops solar-powered long-range drones. BPCL’s Ankur program has funded 30 startups with ₹28 crore, helping them raise $132 million and achieve a cumulative valuation of $300 million. GAIL’s Pankh initiative supports startups in energy, logistics, and industrial technology, with ventures showcasing solutions in pipeline repair, biogas generation, and sustainable materials. 

    Through these sustained efforts, MoPNG and its PSUs are fostering a technology-driven and sustainable energy ecosystem, empowering startups to lead India’s energy transition and innovation landscape.

  • MIL-OSI USA: A Curtain of Dust Over the Tarim Basin

    Spring is peak dust storm season in China’s Tarim Basin, particularly in the southern part of the dry, barren depression. It’s a time of year when regional wind patterns shift in ways that cause winds and storm systems to sweep in from the northwest. In early spring, when landscapes in this region are especially dry and have minimal vegetation, land surfaces warm rapidly under the Sun’s heat every morning, fueling convection that can help loft dust upward by the afternoon.
    The image above shows dust sweeping across large swaths of the basin on March 27, 2025. The image was acquired at 12:23 p.m. local time (04:23 Universal Time) by the MODIS (Moderate Resolution Imaging Spectroradiometer) on NASA’s Terra satellite. A more detailed view (below), captured on the same day about an hour later by the OLI (Operational Land Imager) on Landsat 8, shows a gap in a dust layer in the southern part of the basin. Visible through it is part of the Tekilik Shan, a subrange of the Kunlun Mountains with several snow-covered peaks that reach elevations of more than 4,000 meters (13,000 feet).

    The shapes of the fingerlike dust protrusions appear to reflect the underlying terrain. The protrusions line up with underlying valleys, which help control the flow of airborne dust. Dust may have been “self-lofting” over the course of the day. This can occur as the Sun heats recently mobilized near-surface dust, fueling pockets of convection that help lift dust particles higher into the atmosphere, explained Ralph Kahn, an atmospheric scientist at the Laboratory for Atmospheric and Space Physics at the University of Colorado Boulder and scientist emeritus at NASA’s Goddard Space Flight Center.
    Supporting this interpretation, geostationary observations from Japan’s Himawari-9 satellite show dust creeping upward into the Tekilik Shan in hourly increments throughout the day before eventually obscuring the view of the mountains in the late afternoon. A similar process occurred on other days during the late-March outbreak of dust, including March 28 and 29.
    Since the early 2000s, researchers have observed a 1.5 percent decrease in the amount of atmospheric dust detected by MODIS sensors in this region each year. “The trend was likely linked to shifts in the spring—March, April, and May,” not in other seasons, said Hongbin Yu, a research scientist at NASA Goddard. The change is likely related to changes in wind speed or shear, vegetation cover, or soil moisture, he added.
    The Takla Makan Desert is one of the driest, most barren expanses on Earth. Flanked by mountain ranges on three sides and parched by the resulting rain shadow, parts of the Tarim Basin receive no more than 10 millimeters (0.4 inches) of rain per year.
    Dust storms can lead to public health problems in populated areas downwind by transporting small particles, bacteria, and viruses that infiltrate human respiratory systems. Dust storms can also affect Earth’s climate by scattering and absorbing incoming solar radiation and changing the properties of clouds.

    California Just a Nevada-Sized Economy Away from Overtaking Germany and Japan as World’s No. 3 Economy

    SACRAMENTO — As President Trump threatens the U.S. economy with reckless tariffs and rising uncertainty, Governor Gavin Newsom announced new efforts yesterday to strengthen and build international partnerships and seek protections for California-made goods from retaliatory tariffs, building on the state’s unmatched economic strength and global leadership.

    As Bloomberg recently put it: “California keeps making the U.S. great — again.” California is outpacing every other state in major industries, driving the nation’s GDP, and according to Bloomberg News, is a “Nevada-sized economy” away from becoming the world’s third-largest economy.

    “. . . [California] is only a Nevada-sized economy away from supplanting Germany and Japan as soon as this year as No.3 in the world behind the US and China.

    It should go without saying California is critical to US economic dominance globally, accounting for more than 14% of US’s $28 trillion of GDP as measured by the World Bank and more than 50% greater than the next largest state by the size of its economy – Texas. Among the many superlatives that can be assigned to the Golden State, consider that there isn’t a major industry in any of the other 49 states that comes close to overtaking its California counterpart. . .

    California, as measured by the balance of payments, sends much more to Trump’s America than it gets back, about $83.1 billion more as the biggest “donor state,” according to the Rockefeller Institute. That’s almost three times more than the No. 2 state, New Jersey, at $28.9 billion. (The top four states are all considered “blue,” sending a combined $156.9 billion to DC. Texas, a champion of Republican ideals, takes $71.1 billion more than it gives.)

    Here’s the scorecard, based on data compiled by Bloomberg:

    • California’s $539 billion of GDP in 2023 from real estate, rental and leasing beats No.2 Texas by 61%.
    • The $414 billion from information dwarfs No.2 New York by 128%.
    • The $412 billion from manufacturing is 41% greater than No.2 Texas
    • The $257 billion from health care and social assistance exceeds No.2 New York by 59%.
    • The $151 billion from construction beats No.2 Texas by 19%.
    • The $121 billion from accommodation and food services is 63% greater than No. 2 Florida.
    • The $125 billion from transportation and warehousing exceeds No.2 Texas by 30.
    • The $55 billion from arts, entertainment and recreation beats No. 2 New York by 68%.
    • The $48 billion from agriculture, forestry, fishing and hunting is 150% larger than No. 2 Texas.

    California is “an economic and technological powerhouse” that “is literally subsidizing the rest of the United States, red states in particular, through the federal budget,” Paul Krugman, the 2008 Nobel laureate in economics, wrote in his Jan. 13 Substack post. Without California, “America would be a lot poorer and weaker than it is.” . . .

    The California juggernaut shows no sign of slowing, based on the estimated growth of the 2,400 companies in the Bloomberg World Large & Mid Cap Index. The 101 companies based in California that are members of the index are poised to see revenue increasing 27% on average in 2024, while the 42 German companies will see 4.6% growth and the 156 Japanese firms 7%. . . 

    The stellar performance becomes no mystery once you understand California is the home of more corporate research and development headquarters than any other state, and its 18% share of R&D locations globally is exceeded only by China (22%) and Germany (21%).

    Industrial and mobile heritage is a part of our European identity, representing the technological and social development that has shaped our continent. Preserving this heritage ensures that future generations can understand and appreciate Europe’s industrial values. A key element of its preservation is the continued, but limited production of CO2 based on the availability and use of fossil fuels necessary for the operation of heritage machinery and vehicles.

    • 1.How does the Commission plan to take into account the specific needs of industrial and mobile heritage in the ongoing revision of the CO2 Regulation and the EU Climate Law, ensuring that a limited and controlled production of CO2 and supply of fossil fuels remains available for this purpose?

  • MIL-OSI Europe: Answer to a written question – Regulation of digital ride-hailing and home delivery platforms to protect consumers – E-000248/2025(ASW)

    Providers of intermediary services offering ride-hailing or home delivery services fall under scope of the Digital Services Act (DSA)[1].

    As such, their obligations under the DSA include providing a single point of contact to enable users to communicate directly and rapidly with them, pursuant to Article 12 of the DSA.

    Moreover, this point of contact must be reachable by electronic means and in a user-friendly manner, including by allowing recipients of the service to choose the means of communication, which shall not solely rely on automated tools.

    Moreover, the DSA provides for additional measures against misuse, including a notice and action mechanism (Article 16 of the DSA), and other tools to limit the use of the intermediary service by malicious recipients (such as drivers or deliverers) who act incompatible with the terms and conditions concerned or provide manifestly illegal content (Articles 14 and 23 of the DSA).

    Furthermore, recipients of services in the EU have the right to lodge a complaint against providers of intermediary services where they suspect that an infringement of the DSA has taken place, pursuant to Article 53 of the DSA[2].

    The DSA also obliges providers of online platforms to provide an effective internal complaint-handling mechanism (Article 20 of the DSA).

    In addition, sellers of goods and providers of services who conclude distance contracts with consumers, including via online platforms, must provide their contact details, including their telephone number, under Article 6 of the Consumer Rights Directive (CRD)[3].

    Under Articles 18 and 20 of the CRD, the seller is liable for timely delivery of the goods and bears the risk of loss or damage to the goods attributable to a carrier that the seller has offered to the consumer.

  • MIL-OSI United Kingdom: Partial closure of Devil’s Point car park

    Visitors to Devil’s Point are warned that part of the public car park is currently closed to accommodate work on a much-needed new car park for the Royal William Yard.

    Owners Urban Splash are converting the former reservoir site nearby to create more than 100 additional parking spaces and require part of the Devil’s Point car park to provide a site compound and safe access.

    The number of spaces is reduced by almost two-thirds during the work – which is expected to take around six months – but disabled parking will be provided throughout (except when the car park is closed for resurfacing later).

    We apologise for any inconvenience. The 250-space pay and display car park at Stonehouse Creek can be used by the public at the weekend.
