  • MIL-OSI Russia: NSU hosted a medical tournament for schoolchildren

    From March 21 to 24, the final stage of the competition was held at NSU and “Boiling Point – Novosibirsk”. 45 teams from 10 regions of Russia participated in the competitive selection. The 15 best from Novosibirsk, Tyumen and Yaroslavl reached the final.

    The very name of the Schoolchildren’s Medical Tournament encodes the essence and format of the event: it is a tournament in the “speaker-opponent-reviewer” format for schoolchildren who want to realize themselves in the field of medicine. The roles of the participants allow them to fully demonstrate their abilities in solving clinical or fundamental problems: the skill of finding the necessary information in scientific sources, oratorical skills, the presence of basic fundamental knowledge, the ability to conduct a discussion.

    The ITS includes a Selection and Final Stage: in the first, participants must solve two or more problems in the form of a presentation, where the children mainly use diagrams and illustrations to answer questions, and in the second, there is a face-to-face competition, where they must solve at least 8 problems out of 10.

    The top three teams in the final included teams from the city of Tyumen, the national team SUNC NSU took fourth place.

    — I would like to note one feature of the teams in this year’s tournament. Despite the fact that most of the participants were beginners (i.e. they were participating for the first time or represented grades 9-10), their level of knowledge was almost equal to that of medical students. They were very well versed in the material and reasoned like real specialists, — commented Maria Shperling, a fourth-year student.     The medical tournament of schoolchildren appeared and still exists due to the active work of the organizing committee, consisting of proactive medical students, with the support of the administration of the Faculty of Medicine and Psychology of NSU. The first season of the project took place back in 2019, and three tournaments, including this year’s MTS, have already been implemented with the support of Rosmolodezh.Granty.

    — What do schoolchildren get by participating in the tournament? As the Chairman of the Methodological and Expert Commission, I would like to say first of all about acquiring the skill of working with information, new useful acquaintances and knowledge received from the expert commission. It is also important that the guys get a chance to get in touch with the unusual student life of our faculty, their career guidance in a rather unusual and therefore as close to medicine format as possible also plays a role. At the MTS, we always say that medicine is only for love, so we really want to show this world of endless knowledge, experience and discoveries in its real form: complex, controversial, but full of love and teamwork, — shared Evgeniya Kholdina, a 4th-year student of the specialty “General Medicine” and the Chairman of the Expert and Methodological Commission of the MTS.

    In addition to practical skills, participants can count on additional advantages when entering NSU in the form of points for individual achievements:

    3 points – for all participants of the Final Stage,

    7 – for prize winners,

    10 – for the winners.

    Points are valid for two years for prize winners and winners of both individual and team competitions.

    Students of all years participate in the organization of the Medical Tournament of Schoolchildren direction “General Medicine” Faculty of Medicine and Psychology of NSU and residency.

    As Evgeniya Kholdina says, there are participants, prize winners and winners of the tournament in more than one course of our faculty, and the organizing committee is almost half made up of MTShat. With the right competencies, anyone can become an organizer, an expert, a task writer and a volunteer.

    — We try to create comfortable conditions for the guests of our university every year, but we never forget that we are an Olympiad, after all, so a revolution of consciousness, a couple of new convolutions and a wagon of knowledge await each participant. For NSU students, this is a unique chance to prove themselves, we all have warm feelings for this event and are preparing to meet future NSU students, as well as bright minds of the scientific and medical community, — added Evgeniya Kholdina.

  • MIL-OSI USA: Congressman Johnson Leads Re-Introduction of JUDGES Act To Create More Federal Judgeships

    Courts Subcommittee Ranking Member Hits Reset Button To Fill Judgeships Based on “Next Unknown President

    WASHINGTON, D.C. — Today, Congressman Hank Johnson (GA-04), ranking member of the Judiciary Subcommittee on Courts, Intellectual Property, AI and the Internet, along with Jerry Nadler, Ranking Member of the Subcommittee on the Administrative State, Regulatory Reform, and Antitrust (NY-12) and Judiciary Ranking Member Jamie Raskin (MD-08), re-introduced Judicial Understaffing Delays Getting Emergencies Solved Act of 2025 (JUDGES Act) to create more federal judgeships.

    It’s based on S. 4199, a formerly bipartisan bill that passed the Senate in 2024 that Democrats and Republicans in Congress negotiated to give the next unknown president 23 new life-tenured judges over the next four years in office. House Republicans reneged on that deal and refused to bring the Senate-passed bill to the House floor until after the election, once they knew Trump would get the first set of judges. They are now forcing the bill through to pack the federal courts with judges driven not by a duty to the law, but by their ultra-conservative ideologies and fealty to Trump.

    “MAGA Republicans only want to add new judgeships when they can rig the game in their favor,” said Rep. Johnson. “And that’s exactly what they are trying to do by pushing through more judges now: Make certain our third branch is so deeply loyal to one man that our system of justice cannot possibly work without him. Our 250-year experiment in self-governance will succeed only if Americans continue to believe that judicial independence means that judges are not subject to pressure and influence from an administration trying to lay waste to our democratic system of government. So I am proud to reintroduce this bill with my colleagues, which gets back our original deal and takes the politics out of judgeships by giving judges to the next unknown president. Because our independent judiciary is the backbone of our democracy, I will not just stand here and let the Trump-Musk administration try to dismantle it one branch of government at a time.”

    “As Trump and his lawless Administration demand judges be impeached for the crime of upholding the Constitution against them, it would be unconscionable to reward the Republican party’s constant betrayals of the Constitution and their own agreements by giving them even more power to stack the bench,” said Rep. Jamie Raskin, Ranking Member of the House Judiciary Committee. “We won’t be party to another Republican court-packing scheme—that’s why we’re introducing legislation to give additional judicial appointments to the next unknown president, restoring the fair and bipartisan deal we struck last Congress, the only kind of deal that has ever worked in this field.”

    Background: S. 4199 was a bipartisan bill predicated on the agreement that Republicans and Democrats would give future unknown presidents federal judgeship appointments. In doing so, Congress could expand the number of federal judges in the United States while avoiding the trap of knowingly giving any one political party or president more power. The JUDGES Act was only going to work if Republicans and Democrats worked together to pass the bill before Election Day, on November 5, 2024. The Senate did its job and unanimously passed S. 4199 in August 2024. But Speaker Johnson refused to move this important bill before the election. Now that the central promise of the JUDGES Act is broken, MAGA Republicans are playing politics and trying to force their version of this bill through to give Trump more judges in an attempt to undermine the very backbone of our democracy: the independent judiciary.

    The last time Donald Trump was in power, he used his office to appoint individuals driven not by a duty to the law, but by their ultra-conservative ideologies and loyalty to him. 

    Here are a few examples of the federal judges he nominated during his first term:

    Judge Kyle Duncan was appointed to the Fifth Circuit by Trump in 2017, where he allowed the Texas ban on abortions to take effect during the COVID-19 pandemic, despite a district court finding that it would cause “irreparable harm”; undermined the Fair Housing Act; and blatantly sided with employers in labor cases. 

    Trump appointed Judge Aileen Cannon to the federal bench in 2020 only 12 years after she was first admitted to practice law. She has garnered widespread criticism for her conduct in the Trump documents case, including her decision to appoint a special master to review Trump’s documents, which was overturned by the 11th Circuit.

    Judge Matthew Kacsmaryk was a First Liberty attorney known for his anti-LGBTQ cases when he was appointed by Trump in 2019. As a federal judge, conservative activists have successfully sought to end up in his courtroom, where he has suspended the FDA’s approval of lifesaving abortion pills and ruled against LGBTQ protections

    STONECREST, GA – On Thursday, Congressman Hank Johnson (GA-04) held a press conference at a senior care facility in South DeKalb to highlight the dangerous consequences of House Republicans’ Rip Off reconciliation budget legislation and its drastic cuts to Medicaid.

    Joined by Nadine Johnson, Director of Care One Franchise, Inc. (COFI), residents and family members who receive care at COFI and Protect Our Care Georgia State Director, Joe Binns, the Congressman raised the alarm about the pending cuts to the social safety net for the poor and elderly.

    “President Trump and House Republicans promised they would lower costs for everyday Americans,” Rep. Johnson said. “They lied. Instead, they just announced a new push to cut Medicaid and take health care away from kids, parents, and seniors. The Trump-Musk-House Republican budget includes hundreds of billions of dollars in cuts to Medicaid and food assistance for kids, seniors, and veterans.”

    Nadine Johnson (no relation), whose residents depend on Medicaid to help receive her services, said cuts to Medicaid would deeply impact the community.

    “If we’re not able to access the supplemental funding from Medicaid that we receive now, we’d have to close our business,” she said. “And that would mean many more seniors and disabled individuals would be facing homelessness. It would wreak havoc in our communities.”

    “The consequences of cuts to Medicaid would touch nearly every household in America including people in this room today,” said Binns. “Medicaid provides health care to over 72 million people — six in 10 nursing home residents, 30 million children, 9 million adults with disabilities, and 14 million adults with mental illness. If they slash Medicaid, it will wreak havoc on state budgets and services. Rural Hospitals will close and the Americans who rely on them will be left behind. America’s skyrocketing mental health crisis will be exacerbated, and the nation’s maternal health crisis will get significantly worse.”

    Co-President Trump and his MAGA Republican allies who control Congress have proposed another tax cut for Trump and his billionaire buddies. They propose $2-4 trillion in  permanent tax cuts for billionaires and corporations, and they plan to pay for it by cutting Medicaid, Medicare, Social Security, and SNAP benefits for women and their babies.

    This is straight up war on poor and regular working people, which  will raise the cost of everything — including healthcare and medicine. It will also drive nursing homes and personal care homes out of business. These are places and people who we depend on to take care of our elderly, many of whom are suffering from dementia. MAGA wants to gut vital programs like Medicaid that help people survive, so that they can give billionaires like Elon Musk, Jeff Bezos and Mark Zuckerberg another big fat tax cut.

  • MIL-OSI United Kingdom: Award winning podcast specials to shine spotlight on autism

    They will include discussions with autistic individuals, professionals and parents of autistic children and take a look at how the world of sport supports people with autism.

    Guests include Dr Temple Grandin, Dr Eve Griffiths, David and Carrie Grant, Nicky Crosby, representatives from Wolverhampton Wanderers, Will Greenwood, Paul Mullin and many more. 

    The TWS Sports Podcast is hosted by students with autism at Tettenhall Wood School. Within 12 months of its launch in 2021, it had already been named the winner of the Best Equality and Social Impact at the global Sports Podcast Awards.

    Adam Millichip, Outreach Teacher, said: “We have a great platform to promote the amazing things autistic individuals can do and we believe it is really important to raise the awareness and acceptance of autism through our podcast; our students are very passionate about this topic and it is something they speak a lot about during their interviews with our guests.

    “Our special autism episodes are going to cover a wide range of topics from conversations with autistic individuals to in-depth conversations with professionals, as well our discussions with parents, sports clubs and so much more.”

  • MIL-OSI United Kingdom: Edinburgh Green Cllrs call for free bus travel for carers

    Public transport should be affordable and accessible.

    Edinburgh’s Scottish Green councillors are urging all parties to back a motion calling for the Council to extend free bus travel to carers and companions across the city.

    The motion, which will be heard by the Transport and Environment Committee today, will be moved by Councillor Kayleigh O’Neill. It would extend the successful bus pass Companion +1 scheme to every young person with care needs.

    The proposal follows campaigning by Parents 4 Future Scotland, a grassroots organisation concerned about climate change in our communities.

    If approved, the motion calls for the Council to work on a proposal for an ‘Under 22+1 scheme’ to enable the change and to report back to the Transport and Environment Committee.

    Councillor O’Neill said:

    “The Under 22 bus pass scheme has been revolutionary for children in the city who can now travel for free on bus and trams. This is great for their families’ finances and for promoting car-free travel in the city for those who can

    “However I know that a barrier for some children in using their bus pass is the need to travel with a carer, for example a parent or guardian and that cost can be problematic.

    “The idea would be that an Under 22 pass user will have the option to apply for a “+1” to be added to their card like the companion and Disabled National Entitlement Card”

    “Lothian Buses and Edinburgh Trams are already familiar with a ‘plus one type of scheme’ because they accommodate users of the Disabled Person’s Bus Pass Scheme which, for some, allows a free companion to travel with the cardholder.”

    “It would be fantastic to further level the playing field when it comes to accessing public transport, especially for those already struggling with costs of living and mobility.”

    Scottish Green MSP Lorna Slater said:

    “This is a really important proposal by Green councillors and would make our transport system and Edinburgh more accessible for young people who need extra care when travelling.

    “Our cities and our communities are for all of us, and that has to mean that we should all be able to access and enjoy them. This would set a vitally important precedent and would be an important step towards building a more liveable city.”

    Motion by Councillor O’Neill – Free Bus Travel for Carers and Companions

    Committee:

    1. Welcomes the Young Persons’ (Under 22s) Free Bus Travel scheme for which there is a strong pick up rate across the City of Edinburgh
    2. Understands a barrier for some children using their under 22s bus pass is the need to travel with a carer (e.g parent or guardian) who cannot afford travel
    3. The disabled person’s bus pass scheme already successfully runs with a Companion +1 scheme dependent on the applicant’s needs and technology can support this onboard Lothian Buses and at card authenticators at Edinburgh Tram stops.
    4. Also understands that disabled people under 22 can choose between the disabled person’s bus pass and the under 22 bus pass, however the administrative process is easier for those under 22 and does not require users to re-apply and provide proof of disability for free travel.
    5. Notes previous work from Cllr Dijkstra-Downie to request class bus passes for schools to promote uptake of the cards which should continue to be encouraged
    6. Therefore requests officers to investigate the possibility of implementing as scheme for a ‘u22 +1’ card for young people who need to travel with a carer, parent or guardian, and report to Transport and Environment committee when appropriate.

  • MIL-OSI Russia: How to break into cinema: director Alexander Zhigalkin gave advice to the younger generation

    On April 2, a meeting of students with the famous Russian director Alexander Zhigalkin was held at the State University of Management as part of the VI All-Russian Festival of Student Short Films “Kinosfera”.

    Aleksandr Zhigalkin is a theater, film and dubbing actor, TV presenter, screenwriter, producer, director of such humorous projects as “6 frames” and “Thank God, you came!”, as well as the well-known television sitcoms “Daddy’s Daughters”, “Daddy’s Daughters. New” and “Voronins”. Winner of the Russian national television award “TEFI-2011” in the nomination “Director of a television program” for the sketch show “6 frames”.

    At the beginning of the conversation, Alexander noted that calling him “outstanding” is not entirely correct.

    “An outstanding director is Eldar Ryazanov, Andrei Tarkovsky, Federico Fellini, Michelangelo Antonioni and a huge number of great masters. I only have an outstanding nose. So I ask you to talk to me like a normal person. I just do my job well, so everything works out great,” the guest noted.

    The meeting was held in a question-and-answer format and provoked a lively discussion and response from students.

    The first thing we did was ask the director what inspires him to create and how he started his career.

    Alexander noted with regret that the films that inspired him as a child are not known to the modern generation, and this is sad, because being well-watched is an important quality for a director.

    “In the 2nd grade, I watched the film “Truffaldino from Bergamo” – a funny, wild comedy based on the play by Carlo Goldoni “The Servant of Two Masters”. I was shocked by how incredibly Konstantin Raikin played there: he danced, made faces, but did not sing himself, the songs were performed by Mikhail Boyarsky. I especially remember how the main character jumped and fell with plates, and I began to repeat this at home. After I broke several plates, my parents gave me plastic ones and approved of my hobby. In the 5th-6th grade, I began to attend classes at the ZIL People’s Theater and there I developed an incredible love for theater. After school, I went to a theater institute, I did not think about another profession. I failed the first time, but after serving in the army I tried again and entered,” the speaker shared.

    He also spoke about his first attempts at acting, the difficulties of life in the 90s, his first troupe and his first staged performance. Alexander Alexandrovich also noted why he ultimately chose cinema over theater, and why the profession of a director is better for him than acting.

    “I didn’t want to go to the theater as an actor, because at that time it seemed like theater was a bondage. I sincerely adore the theater, but only as a spectator. In the theater, a lot of things weigh on an actor: the director, the producer, the artistic director, etc. And for me, the lack of opportunity to freely engage in creativity is death. The director is freer, his creative life is longer. In addition, as an actor, I always have the opportunity to play a small role in a film, because the director approves me without auditions.”

    Alexander also told a funny story about how in the 90s a friend from Moscow State University helped him go to Germany as a student of the landscape science faculty for a paid internship.

    “I didn’t understand anything about this area, but I had a diploma as an actor from the B. Shchukin Theatre School, so I coped brilliantly with the role of a student. I came to the office at 8 a.m., colored cards, sometimes went out for practice. But after a month I ran away from there to earn money by tap dancing with a musical group from Hongover.”

    The guest emphasized that an important role in the formation of his life priorities was played by a meeting with the German Ferdinand, who was involved in cars.

    “It turned out that in his youth he taught physical education to Konstantin Raikin in Leningrad. And, apparently, something clicked in him when he met me, because I am also an actor, and he showed me the first Mercedes in my life, which I saw up close. When we got in, he showed me what incredible functions it had, that the car was like alive. And he said an important phrase: “A car should be either this or nothing. So wait for the opportunity to get exactly what you want.” Then I realized that since there are no roles like what I want, and I don’t want to play others, I need to do something else.”

    When asked how to understand that a script is worth taking on, Alexander answered simply: “You have to take what grabs you.” The director also emphasized that his goal is “to make films and TV series that give people the opportunity to lift their spirits, become kinder and brighter, and disconnect from the problems that are plentiful in real life. At the same time, the quality of humor is important; jokes should be subtle and ironic, and not stoop below the belt.”

    Since the meeting was attended mainly by students from the Department of Management in the Sphere of Culture, Cinema, Television and Entertainment Industry of the Institute of Management and Budgetary Culture, they took advantage of the opportunity to clarify how they could get onto the set and join the director’s team.

    “It is quite possible to watch the filming process, I think we can organize it. As for the team, everything is more complicated here. Today there is a shortage of specialists in all areas of the filming process. I am a tough guy on the set, a tyrant and a despot. My filming pace is fast, so I try to assemble a group so that everything works like clockwork. I always say before filming: guys, we came so that the actors in the frame feel as comfortable as possible. We will be letters in the credits, and they will carry everything we wanted to say to the viewers.”

    Of course, the guys asked how the director felt about the reboot of the project “Daddy’s Daughters”, which he directed from 2007 to 2011.

    “I would like to remind you that “Daddy’s Daughters” is our first sitcom that was created on Russian script soil, and not adapted from a foreign version. I was a guest director and took part in the development. It’s like sculpting, where you are not alone, but your hands are present on the clay. As for the new seasons, I only filmed the first of them. It is an excellent successful project, wonderful actresses whom I selected and with whom we communicate. But for me, after those 5 years when we were just starting out, that feeling of the team, the atmosphere, the children and the intonations that were there, something didn’t work out in the new seasons. It’s too decent, too bright, the apartment is too rich. In my opinion, it should be a family from the next door, with ordinary problems familiar to everyone. The new seasons are talented, interesting, but not for me.”

    Alexander also talked about how “Voronins” was filmed and what he considers to be the secret to the long life and popular love of this project.

    “It was the happiest time of incredible happiness, we were one family, spent a lot of time together. The viability of this sitcom is due to the fact that we all did not quarrel, did not break up, but lived in happiness and friendship for all these ten years. There is a channel “Voronins”. Sometimes I turn it on and think “My God, how good this is!”, although it is no longer a trend today, but there is so much sincerity and truth in relation to the viewer. On the set, we were disciplined and united by Boris Klyuev, who is no longer alive. I remember how courageously he acted until the last, when he was already battling cancer, but never asked for indulgences or anything like that. You can see all this on the screen and it became the life of families. If we talk about the reboot of the series called “Kostya-Vera”, then I watched two episodes and did not do more. Without Boris, it makes no sense to do this, he was the nail that held everything together.”

    When asked what advice the renowned master could give to young directors, Alexander gave advice that applies to many creative professions.

    “You definitely shouldn’t get depressed, be afraid, or be embarrassed by your expressions. You should definitely read literature, it provides a huge amount of plot material for work, for new stories, for building character relationships. You need to understand and accept that everything has already been filmed and written. Times change, but people, their problems, and relationships are essentially the same. Chekhov, Tolstoy, Gogol have already written all this. You need to read thoughtfully, it’s so funny, deep, and sometimes scary. If you think you’ve come up with something yourself, then put that idea aside, study historical experience, and you’ll understand that it definitely happened. It’s all about talented interpretation, so you need to learn from the greats.”

    There was also a question about how young talents can break into cinema. The guest’s answer is simple in essence, but difficult to execute, and can be framed for absolutely everyone and not to forget about it.

    “The first thing you need to understand is that in order to break through, you need to break through. 90% of success is work. My teacher Yuri Avsharov used to say: “If it doesn’t work out, don’t sit in the kitchen and complain. Open a book and read, go to people, they will see you and hear you.” If a person is creative, then they will find their place. It is important to always keep yourself in working tone, then everything will work out.”

    “As Congress’ only PhD physicist, I’m also deeply concerned about the $185 million in cuts to our Defense Nuclear Nonproliferation programs in this bill. A funding gap of this size would substantially affect our national security, paving the way for countries like Iran, terrorist groups, and other adversaries to more easily get their hands on nuclear material. 

    “At the end of the day, Republicans control the House, Senate, and White House. If they can’t put an end to their infighting, and still refuse to negotiate a compromise with Democrats, they alone will be responsible for a shutdown.”

    WASHINGTON – U.S. Representatives Jan Schakowsky (IL-09), Pramila Jayapal (WA-07), Rosa DeLauro (CT-03), and Lloyd Doggett (TX-37) are leading 74 lawmakers in calling on the Centers for Medicare and Medicaid Services (CMS) to enact urgent reforms to Medicare Advantage (MA) plans. As the Trump administration and Elon Musk look for ways to cut fraud and wasteful spending, corporate MA plans should be a major target to save billions each year.

    Unlike Traditional Medicare, MA plans are administered by private insurers and have been found to be fraught with waste and abuse while sacrificing patient outcomes for higher corporate profit and threatening the overall solvency of Medicare. 

    “Initially promoted as a way to save taxpayer dollars and improve quality of care, the Medicare Advantage program has continuously cost more than if the same enrollees were covered by Traditional Medicare and has not improved health outcomes. We strongly urge you to rein in the wasteful and harmful practices committed by corporate health insurers in MA,” wrote the Members.

    The private insurance companies running MA plans mislead the public by claiming their plans save money and improve care. However, private insurers in MA overcharged CMS by at least $83 billion in 2024 without any improvements to the quality of care for patients. These overpayments to private insurers threaten the stability of the entire Medicare program for the 65 million Americans who rely on it. 

    “At a time when Americans are paying nearly $26,000 per family in premiums per year, while the largest US insurer made $23 billion in annual profits, reining in profiteering could not be more important,” continued the Members

    The Members are specifically calling on CMS and the Department of Health and Human Services to take the following actions: 

    • Eliminate waste and abuse from overpayments by improving risk adjustment calculations in the proposed 2026 Medicare Advantage Rate Notice;
    • Strictly enforce the overpayment regulations for Medicare Advantage Organizations outlined in the 2025 Medicare Physician Fee Schedule rule;
    • Strengthen enforcement against MA insurers that illegally deny care;
    • Address additional barriers to care, including by enforcing statutory requirements compelling insurers to disclose the methodology behind algorithms used for coverage decisions, and;
    • Enact reforms to reduce disparities in care.

    “We cannot continue to allow Medicare Advantage to be a source of profit for greedy companies and suffering for seniors and people with disabilities. Medicare Advantage has never delivered on the promise of actually lowering the cost or improving the quality of care,” said Eagan Kemp, Health Care Policy Advocate for Public Citizen. “In the short term, there must be enhanced oversight of the Medicare Advantage program to ensure enrollees get the care they need and bring down unnecessary overpayments. In the long run, we must improve and expand traditional Medicare to guarantee it is around for decades to come.”

    “Every day in my work as a gynecologic oncologist, I witness the harms inflicted on my patients by the profit-driven Medicare Advantage plans they were forced into by economic circumstances or their retirement plans. Care delays and denials decrease their chances of cancer cure and lead to needless suffering and hours of wasted healthcare provider time,” said PNHP President Dr. Diljeet K.   • MIL-OSI USA: Schakowsky, Jayapal, Carson, Welch Reintroduce Bill to Restore UNRWA Funding

    WASHINGTON – U.S. Representative Jan Schakowsky (IL-09) has re-introduced H.R. 2411, the UNRWA Funding Emergency Restoration Act, with Rep. André Carson (IN-07), Rep. Pramila Jayapal (WA-07), and Senator Peter Welch (D-VT). This bill will end the congressionally and administratively mandated pause on funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). 

    The United States has historically been one of the largest financial supporters of UNRWA, which serves nearly 6 million Palestinian refugees across the West Bank, East Jerusalem, Syria, Jordan, and Lebanon. In March of last year, the U.S. paused UNRWA funding after the Israeli government alleged that 12 agency employees had direct involvement in Hamas’ October 7 terrorist attack. 

    Following the United Nations’ investigation and proactive commitments made by UNRWA toward complete accountability and reform, all countries except the U.S. have resumed their UNRWA funding, including the European Union, United Kingdom, Canada, Australia, Finland, Germany, Japan, and Sweden. 

    Humanitarian aid and supplies have not entered the Gaza Strip since March 2, when the Israeli authorities imposed a siege. Reports show that supplies are depleting at alarming rates, which could cause deaths from malnutrition and starvation. Several bakeries have already shut down after running out of cooking gas, and the U.N. World Food Programme reports that its flour supplies can only support bread production for five more day. UNRWA has served as the primary humanitarian aid organization operating in Gaza, and without funding, hundreds of thousands of Gaza civilians are left vulnerable.

    “For decades, the United Nations Relief and Works Agency (UNRWA) has been a lifeline for Palestinians throughout the Middle East, providing food, clean water, health care, shelter, education, and livelihoods. UNRWA has provided essential support to those in Gaza throughout the Israel-Hamas war and dire humanitarian crisis. UNRWA and the United Nations have taken swift and decisive actions to address the concerns raised by the U.S. government when it paused funding last year and our allies have long ago resumed funding for UNRWA. The U.S. must follow suit and finally resume funding for this critical humanitarian agency,” said Congresswoman Jan Schakowsky. “I am proud to co-lead the UNRWA Funding Emergency Restoration Act to restore funding to UNRWA and help Gazans get the humanitarian assistance they need at a time of unprecedented crisis.”

    “The scale of this devastating, man-made crisis in Gaza cannot be overstated,” said Congressman André Carson. “Providing humanitarian aid to a starving nation – with funding Congress has appropriated year after year – should not be controversial. We need to end this blockade and restore full humanitarian funding to UNRWA.     WASHINGTON – U.S. Representative Jan Schakowsky, Ranking Member of the House Energy and Commerce Subcommittee on Commerce, Manufacturing, and Trade, and U.S. Senator Elizabeth Warren (D-MA), along with lawmakers Kathy Castor (FL-14); Yvette Clarke (NY-09); Debbie Dingell (MI-06); Robin Kelly (IL-02); Doris Matsui (CA-07); Robert Menendez (NJ-08); Kevin Mullin (CA-15); Lori Trahan (MA-03); Marc Veasey (TX-33); Richard Blumenthal (D-CT); Cory Booker (D-NJ); Bernie Sanders (I-VT.); and Ron Wyden (D-OR), sent a letter to President Donald Trump strongly opposing his illegal attempt to fire Commissioners Alvaro Bedoya and Rebecca Slaughter, two members of the Federal Trade Commission (FTC). These firings could impede the FTC’s ongoing work, including efforts to lower food prices, tackle health care costs, and combat illegal business practices across the economy. 

    “This appears to be yet another decision that you have made to help Elon Musk and other billionaire supporters – and leaves middle-class families stuck with the costs,” wrote the lawmakers.

    Congress created the agency in 1914 as a bipartisan, independent commission, mandating that FTC commissioners could only be removed for “inefficiency, neglect of duty, or malfeasance in office.” The Supreme Court has upheld this decision for nearly one hundred years. 

    “The illegal attempt to fire Commissioners Bedoya and Slaughter is just the latest in your ongoing campaign to hobble independent agencies and watchdogs to shield you and your billionaire donors, including Elon Musk, from accountability to the law,” wrote the lawmakers.

    The lawmakers raised concerns about numerous of the FTC actions investigations that Trump’s illegal firings could put be at risk based on these decisions, including: by challenging grocery retailer and food manufacturer mergers that raise prices for households struggling to make ends meet; suing to stop agriculture equipment and pesticide monopolists from taking advantage of American farmers; returning over $1.5 billion over four years to Americans ripped off by bad actors ranging from tax preparation companies to corporate landlords; lowering costs for inhalers from $500 to $35 and lowering the cost of insulin; and returning millions in refunds to defrauded servicemembers and veterans, among other actions.

    The lawmakers urge Trump to act quickly to reinstate Commissioners Bedoya and Slaughter to ensure that pending FTC actions, particularly those that help American workers and families, will not be impacted, cancelled, or otherwise affected by the attempted firings.

    WASHINGTON – During an interview tonight on MSNBC’s All In with Chris Hayes, Congressman Raja Krishnamoorthi (D-IL), a senior member of the House Intelligence Committee, sharply criticized the Trump Administration’s exposure of highly sensitive, imminent military plans through senior officials carelessly including a journalist on a group chat in violation of security standards for such discussions. Congressman Krishnamoorthi was the first Member of Congress to call for the investigation when the news broke on Tuesday, when Atlantic Editor in Chief Jeffrey Goldberg published an article revealing he had been mistakenly added to the Signal chat on which Secretary of Defense Hegseth disclosed secret war plans.

    The interview comes ahead of tomorrow’s 2025 Annual Worldwide Threats Assessment hearing, during which the Director of National Intelligence, CIA Director, and other top American intelligence officials are set to testify before the House Intelligence Committee.

    Calling the use of unsecured messaging platforms for sensitive national security discussions “dangerous” and “unconscionable,” Congressman Krishnamoorthi warned that the failure of the officials to take responsibility “means that this is going to happen,” in the absence of forceful oversight.

    “The spinning and the refusal to acknowledge gross negligence here means this could happen again — at senior levels or by younger personnel who take cues from their superiors,” he said. “This endangers America because our adversaries will get a hold of this information, and our sons and daughters in uniform will be at risk.”

    Congressman Krishnamoorthi also drew parallels between the mishandling of national secrets and the casual treatment of Americans’ personal data by Elon Musk, DOGE, and others in the Trump Administration. “It’s part of a pattern — of kind of careless treatment of people’s information and the nation’s information, and its secrets. And it’s going to come back to bite us.”

    WASHINGTON – On Thursday, Congressman Raja Krishnamoorthi (D-IL) joined with Congresswoman Emilia Sykes (D-OH) and Congressman Frank Pallone (D-NJ), Ranking Member of the House Energy and Commerce Committee, in reintroducing the Improving Newborns’ Food and Nutrition Testing Safety (INFANTS) Act. This legislation requires the Food and Drug Administration (FDA) to test finished baby food and infant formula products for key toxic heavy metals and other dangerous contaminants. The INFANTS Act builds on Congressman Krishnamoorthi’s longstanding goal of eliminating dangerous heavy metals such as lead, mercury, and arsenic from baby food.

    “As a proud dad of three, my number one priority is keeping our children safe. Since my investigation exposed the widespread danger of toxic heavy metals in baby foods in 2021, I have been sounding the alarm on the need to reduce the amount of lead, inorganic arsenic, mercury, and cadmium in these products,” Congressman Krishnamoorthi said. “The INFANTS Act is the first step of many to ensure that HHS and FDA have the proper authority to test products and recall them when they pose a risk to our children.     “I was happy to see that HHS is taking steps in line with my legislation to protect baby formula and ensure that the food we are feeding infants and toddlers does not contain dangerous amounts of toxic heavy metals like lead or arsenic,” Congresswoman Skyes said. “Rep.     Last week, the Department of Health and Human Services (HHS) and FDA announced they would take action to ensure the ongoing quality, safety, and resilience of domestic infant formula and baby food, priorities Congressman Krishnamoorthi has long called for. While the new initiatives, such as encouraging innovation in infant formula and providing better information to consumers about ingredients, are welcome, they fall short in addressing the serious threat of heavy metals in these products. Stronger, more enforceable measures are urgently needed to fully protect America’s children and infants.

    Congressman Krishnamoorthi has long been a congressional leader on tackling dangerous heavy metals in baby food, authoring the bicameral Baby Food Safety Act in May 2024 with Congressman Tony Cárdenas (D-CA) in the House and Senators Tammy Duckworth (D-IL) and Amy Klobuchar (D-MN) in the Senate. In 2021, when Congressman Krishnamoorthi was chairman of the House Oversight Subcommittee on Economic and Consumer Policy, the congressman’s investigation into heavy metals found baby foods had lead levels up to 177 times those that are allowable in drinking water. The investigation pushed the FDA to create its Closer to Zero initiative, which set timelines for the FDA to meet when regulating toxic heavy metals.

    The INFANTS Act would:

    • Require the owner, operator, or agent in charge of a food facility that manufactures or processes food in final product form, including infant and toddler food, to:

      • Collect representative samples of each food manufactured or processed and test those samples at least once per quarter for contaminants, including toxic elements like lead, cadmium, mercury, and arsenic;

      • Prepare a written sampling plan for sampling and testing and ensure it is carried out; and

      • Maintain records of sampling and testing and allow those records to be inspected and copied by FDA.

    • Specify that foods manufactured or processed by facilities that fail to follow sampling and testing requirements are adulterated under the Federal Food, Drug, and Cosmetic Act;

    • Require records to be provided to FDA, at FDA’s request, in advance of or in lieu of an inspection, within a reasonable timeframe, within reasonable limits, and in a reasonable manner;

    • Clarify FDA’s mandatory recall authority over infant or toddler foods that bear or contain a contaminant that renders the product adulterated;

    • Clarify that manufacturers of infant formula must notify FDA within 24 hours if they acquire knowledge that the infant formula they manufacture does not contain adequate nutrients or is otherwise adulterated or misbranded; and

    • Require manufacturers of powdered infant formula to establish and implement an environmental monitoring program to verify the effectiveness of sanitation and hygiene controls where food has the potential to be exposed to Cronobacter spp. or Salmonella.

  • MIL-OSI USA: Reps. Davis and Fitzpatrick Push for Long-Needed Update to Supplemental Security Income Program

    Washington, D.C. – Today, U.S. Representatives Danny K. Davis (D-IL) and Brian Fitzpatrick (R-PA) introduced the SSI Savings Penalty Elimination Act to reform the Supplemental Security Income (SSI) program, which has not been updated in 40 years. Currently, the program unfairly punishes lower-income seniors and people with disabilities for saving responsibly for emergencies or their futures. A companion to this bill was introduced in the U.S. Senate by Senators Catherine Cortez Masto (D-NV) and Bill Cassidy (R-LA), alongside Senate Finance Committee Ranking Member Ron Wyden (D-OR). 

    Right now, individuals with a disability or those aged 65 and older are only eligible for Supplemental Security Income if they have under $2,000 in assets. SSI’s marriage penalty restricts married couples to a total of $3,000 in financial resources to remain eligible. The bipartisan, bicameral legislation would update SSI’s asset limits for the first time since the 1980s to allow millions of Americans with disabilities to marry, work, earn, and save money without putting the benefits they rely on to live at risk.

    “I am honored to join with my colleagues to champion the SSI Savings Penalty Elimination Act that would improve the lives of lower-income seniors and people with disabilities,” said Rep.     study by JPMorganChase suggests that current asset and income limits on federal benefits for people with disabilities make it harder for them to work a part-time job or save money for an emergency. The SSI Savings Penalty Elimination Act would raise the SSI asset limits, which have not been changed since 1984, to $10,000 for individuals and $20,000 for married couples, and index them to inflation moving forward.

    U.S. Repreesentative Mike Quigley (D-Ill.) signed a letter led by U.S. Senator Brian Schatz (D-Hawai‘i), Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations, and U.S. Representative Lois Frankel (D-Fla.), Ranking Member of the House Appropriations Subcommittee on National Security and Department of State, United States Agency for Global Media (USAGM) Acting CEO Victor Morales and Special Advisor Kari Lake to rescind the Trump administration’s illegal actions to dismantle the agency, terminate grants for several government-funded outlets worldwide, and place Voice of America and other federal staff on administrative leave. the letter was signed by Democratic members of the their respective committees including U.S. Senators Dick Durbin (D-Ill.), Jeanne Shaheen (D-N.H.), Chris Coons (D-Del.), Jeff Merkley (D-Ore.), and Chris Murphy (D-Conn.), as well as U.S. Representatives Grace Meng (D-N.Y.) and Norma Torres (D-Calif.).

    Given its importance, we write to express our concerns with the decisions you have made in response to the March 14, 2025 Executive Order titled “Executive Order on Continuing the Reduction of the Federal Bureaucracy.” 

    Congress reaffirmed its commitment to your agency, its mission, and its personnel by funding the United States Agency for Global Media (USAGM) at $866.9 million in the Full-Year Continuing Appropriations and Extension Act, 2025, and expects that each of the entities will continue their unique mission of broadcasting content to audiences around the world. Your decisions to terminate the grants to Radio Free Europe/Radio Liberty, Radio Free Asia (RFA) (in addition to withholding funds for the BenarNews service), Middle East Broadcasting Networks, and Open Technology Fund; place on administrative leave Voice of America (VOA), Office of Cuba Broadcasting, Technology, Services, and Innovation, and other federal staff; cancel hundreds of contracts; and pull transmissions from the air violate several provisions in the appropriations bill. This includes sections 7015 and 7063, and the provisions under the United States Agency for Global Media heading, of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024, as carried forward by the Full-Year Continuing Appropriations and Extension Act, 2025.

    Additionally, the actions you have taken to significantly downsize the agency, including termination of the new building lease and closeout costs, will cost the U.S. taxpayer hundreds of millions of dollars. 

    These actions are not just illegal and wasteful, they run counter to our interests. The technology developed by the Open Technology Fund and used across grantees will leave users who are dependent on their tools to circumvent censorship stranded. Once America loses the trust of these audiences, it will be difficult to get it back. 

    In 2020, when then-USAGM CEO Michael Pack instituted mass firings, then-Senator Rubio led a bipartisan effort to have such actions reversed. In the letter, Senator Rubio and colleagues stated: 

    “We are at a critical moment in history where malign actors including Russia, China, and Iran, are using advanced tools and technology to undermine global democratic norms, spreading disinformation, and severely restricting their own free press to hamper access to independent news for their citizens. As these and other authoritarian regimes further crack down domestically, their citizens turn to outside media as their only trustworthy source of unbiased, accurate news.”

    This is no less true today. 

    We are equally troubled that these actions put staff across all of those entities, who have faithfully served the interests of the U.S. government, at risk if they are forced to return to authoritarian countries where they may be subject to harassment, persecution, or arbitrary arrest. The agency appears to have no plan in place to address these risks. Already, 1,300 VOA staff and 75 percent of RFA U.S.-based staff have been put on leave.

    We respectfully request that you rescind the actions you have taken to date and refrain from any further downsizing or terminations, and that you ensure you are in compliance with your legal requirements, including to consult and notify Congress of any proposed changes and to meet congressional spending directives. We request that you respond to this letter no later than April 4, 2025 confirming your intent to do so.

Kennedy Jr. expressing alarm at the decision to authorize agencies to bypass the public notice and comment period on “matters relating to agency management or personnel or to public property, loans, grants, benefits or contracts.”

    BACKGROUND

    On February 28, 2025, the Department of Health and Human Services (HHS) rescinded the ‘Richardson Waiver’, a memo that previously committed the Department to follow notice-and-comment rulemaking procedures under the Administrative Procedure Act (APA) for certain rules and to use the APA’s good-cause exception “sparingly”. This change could have far-reaching effects, given HHS’s responsibility for overseeing critical public benefit programs such as Medicaid and Medicare.

    Dear Secretary Robert F. Kennedy Jr.,

    We write to express our alarm regarding your decision to authorize agencies to bypass public notice and comment on “matters relating to agency management or personnel or to public property, loans, grants, benefits, or contracts” at the U.S. Department of Health and Human Services (HHS). A significant departure from more than 50 years of precedent, foregoing notice and comment on rulemaking and other relevant HHS actions would eviscerate transparency and squander opportunities for patients, health care providers, and the public to voice concerns about policies that directly affect their lives and livelihoods. As lawmakers, we are also concerned that this decision deviates from the standard operating protocol under which we and our predecessors have written laws for HHS for the last five decades.

    Public comment has long exposed—and allowed HHS to address—potential problems with even the most well-intentioned proposals. Comments received through the public notice and comment process improve the quality, accuracy, and effectiveness of agency policies by incorporating real-world insights from people that will be affected by the policy—and, in many cases, from the people and organizations that will be expected to implement the policy correctly. Republican and Democratic administrations alike have long modified proposed rules in response to issues and concerns exposed through public comment, often clarifying a rule’s intended meaning and correcting unforeseen errors.

    Adopted in 1971, the Richardson Waiver ensured that public notice and comment procedures for HHS would include rules related to public property, loans, grants, benefits, and contracts. The 1971 directive built on legal requirements laid out by the Administrative Procedure Act of 1946 (APA) to allow the public greater input in agency matters. For over 50 years, the Richardson waiver has ensured transparency, public participation, and accountability in the rulemaking process at HHS— across Republican and Democratic administrations alike. The Richardson Waiver has ensured that HHS policies are shaped by the experiences of those they impact the most—including patients and providers—and acted as a safeguard against policies that may overlook or unintentionally harm those communities.

    Rescinding the Richardson Waiver contradicts your stated commitment to “radical transparency.” It is a declaration that unilateral decision-making by the executive branch is the best approach to meeting the needs of Americans who rely on the actions of HHS agencies for their health. The recission of the Richardson Waiver has the potential to reduce transparency and accountability in the HHS decision-making process and create uncertainty for health care providers, research institutions, and advocacy groups in grantmaking processes. Without the opportunity to publicly comment on HHS decisions, there would be greater uncertainty regarding the intended interpretation of regulations governing contracts and grants.

    Indeed, HHS’ recission of the Richardson Waiver has created uncertainty regarding when public notice and comment requirements apply, when HHS will adhere to long-standing public notice and comment processes, and what HHS will consider to be a “good cause” exception to statutory public notice and comment requirements in the future.4 In light of this, we seek clarification on the following questions.

    1. What specific concerns with the long-standing public notice and comment processes led to the decision to rescind the Richardson waiver? What benefits did HHS anticipate in reducing its obligations to receive public input on policies that impact HHS notice and comment rulemaking procedures?
    2. How does HHS anticipate modifying processes for rulemaking, grantmaking, and other agency activity that otherwise would have been subject to the Richardson Waiver? What agency actions does HHS intend for the rescission of the Richardson Waiver to apply to and which (if any) agency actions does HHS not intend for it to apply to? For example, will HHS commit to utilize longstanding notice-and-comment rulemaking for purposes of promulgating rulemaking with respect to Medicaid and the Children’s Health Insurance Program (CHIP)?
    3. Does HHS plan to implement any measures to prevent unintended consequences stemming from reduced opportunities for public notice and comment?
    4. What steps does HHS plan to take to ensure there is public notice and comment on HHS agency rulemaking and other actions that were otherwise subject to the Richardson Waiver?

    Please respond to these questions by April 16, 2025. We also strongly urge you to reverse the decision to rescind the Richardson Waiver to ensure that public engagement in health care rulemaking remains a standard in the United States.

    Rangers are investigating an incident where three female tourists were nipped on the lower legs by dingoes whilst they were walking on the track into Lake Wabby yesterday afternoon around 4pm.

    The tourists were part of two separate visitor groups that were returning from Lake Wabby, and they received minor injuries. Tour guides administered first aid before taking them to the Queensland Ambulance Service Happy Valley station for assessment.

    The tourists declined to leave the island.

    Information we have received to date indicates that tagged dingoes may have been involved, and the department is continuing to investigate the incident.

    Rangers will continue to patrol the area and provide Be dingo-safe! education to residents and visitors.

  • MIL-Evening Report: Grattan on Friday: Trying too hard for a special tariff deal with Trump could be the wrong way to go

    Prime Minister Anthony Albanese and Opposition Leader Peter Dutton both agree Australia should react to US President Donald Trump’s aggressive tariff regime by continuing to seek a special deal. They just disagree about which of them could better handle the challenge of dealing with the rogue president.

    Dutton said after Trump’s announcement, “the deal is there to be done”, but insisted Albanese just isn’t up to the task.

    At Wednesday’s briefing for the red meat industry, Trade Minister Don Farrell said, “Tomorrow might be the end of the first part of the process but we’ll continue to engage with the Americans to get these tariffs removed, as we did with the Chinese.”

    But if there is indeed a deal to be done, at what cost would it come? The price could be higher than any specifics negotiated.

    Australia should be careful of going down the route of supplicant – which, let’s be blunt, is what this would involve.

    It’s long been clear we can’t predict what Trump might do in his international relationships. His appalling bullying of Ukraine’s President Volodymyr Zelensky; his extraordinary treatment of Canada; his bizarre bid to grab Greenland from NATO ally Denmark – individually, each of these is shocking; collectively, they amount to nearly unimaginable behaviour from a US president.

    The risk of trying to cosy up to the Trump administration in seeking exemptions from the 10% general tariff is that, whatever the overt quid pro quo involved, Trump would then see Australia as owing him something if and when he needed it.

    A deal could mean Australia would later feel somewhat constrained in calling out egregious Trump actions. Even if it didn’t, the perception could be there.

    It’s obvious in retrospect – if it wasn’t all along – that Australia was never going to escape whatever general tariff Trump imposed. At least we are at the bottom of the league table – we’re among the countries minimally hit. As of course we should be, given the Australia-US Free Trade Agreement. As Albanese said, we shouldn’t be targeted at all.

    One area for possible future negotiation is the ban, for biosecurity reasons, on US fresh beef coming into Australia. There have already been talks about this. Albanese on Thursday said Australia wouldn’t compromise its biosecurity, but flagged room for some possible movement.

    This is double-edged. Beef producers will want an exemption, but anything that could be construed as even a remote threat to our biosecurity would go down badly in sections of the electorate, regardless of guarantees.

    Australia is in a solid position to withstand the direct effects of the Trump tariffs. Only about 5% of our exports go to the US.

    The effect on the beef trade could be relatively mild. The Americans have a dwindling cattle herd (the lowest since the early 1950s). Australian lean beef is particularly suitable for burgers. And, given the 10% tariff applies to other countries, we won’t be disadvantaged against other suppliers. So the Americans are likely to continue to need Australian beef – they will just have to pay more for it.

    Peter Draper, professor of international trade at the University of Adelaide, puts the bilateral situation in perspective. “We rode out China’s trade coercion, and China is a much more important trading partner. These tariffs are much smaller.”

    Draper argues that “as a matter of principle, you shouldn’t negotiate with bullies”.

    Also, the US is breaking international trade rules that are crucial to uphold, Draper says. Cutting special deals validate the rule-breaker’s actions, he says.

    The real, and significant, cost to Australia will be what the tariff regime will do to the international economy. Treasurer Jim Chalmers described “Liberation Day” as “a dark day for the global economy”.

    Shiro Armstrong, professor of economics at the Australian National University, says the “main game is stopping the contagion of these tariffs globally and stopping a retreat to a 1930s retaliatory spiral”.

    Armstrong believes that when it comes to getting a special deal, Australia’s chances are probably better than those of most countries.

    But he warns Australia should be “very careful” of a deal involving critical minerals – something the government had on the table and the opposition has said it would pursue. Armstrong points to Trump’s penchant for using “economic coercion to extract concessions”.

    Immediately after the Trump announcement, Albanese had a response ready to go.

    This includes financial encouragement for exporters to seek to grow other markets.

    Australia is not retaliating with counter-tariffs (a sensible stance in line with its free trade beliefs). But there are some “protection-lite” measures in the Albanese package.

    Australian businesses will be put at “the front of the queue” for government procurement and contracts.

    This measure is part of the government’s current “Buy Australian” push. A small dose of protectionism, it may mean taxpayers pay more for goods and services.

    On another front, Albanese said Australia would establish a “Critical Minerals Strategic Reserve”. Details are to come, but it is expected to be a stockpile for these minerals, which are vital for defence equipment in particular. Perhaps such a move is to assure Australians that if there were an agreement to facilitate US access to critical minerals, the government would have belt-and-braces protection for these vital national assets.

    In this first week of the campaign, Dutton has found himself on the barbed wire fence when it comes to Trump. He’s putting himself forward as the better leader to deal with Trump (including fighting him if necessary). He’s also rejecting suggestions he is running on Trump-like policies.

    In general, the first week of the campaign has been a hard slog for the opposition leader. He comes across as undercooked and late with his deliveries. We are still waiting for the modelling of his controversial policy for an east coast gas reservation scheme.

    In the 2022 election campaign, Albanese had a shocker start. But the Liberals now are in a worse place than Labor was then, and Dutton’s campaign needs a significant lift. The question is whether he has the capacity to give it that.

  • MIL-Evening Report: Stoush breaks out between NZ Human Rights Commissioner and Jewish leader at Parliament

    A stoush between the Chief Human Rights Commissioner and a Jewish community leader has flared up following a showdown at Parliament.

    Appearing before a parliamentary select committee today, Dr Stephen Rainbow was asked about his recent apology for incorrect comments he made about Muslims earlier this year.

    “If my language has been injudicious . . .  then I have apologised for that,” he told MPs.

    “I’ve apologised publicly. I’ve apologised privately. I’ve met with FIANZ [The Federation of Islamic Associations of New Zealand] to hear their concerns and to apologise to them, both in person and publicly, and I hold to that apology.”

    The apology relates to a meeting he had with Jewish community leader Philippa Yasbek, from the anti-Zionist Jewish groups Alternative Jewish Voices and Dayenu, in February.

    Yasbek said Rainbow claimed during the meeting that the Security Intelligence Services (SIS) threat assessment found Muslims posed a greater threat to the Jewish community in New Zealand than white supremacists.

    In fact, the report states “white identity-motivated violent extremism [W-IMVE] remains the dominant identity-motivated violent extremism ideology in New Zealand”.

    Rainbow changed his position
    Rainbow told the committee he had since changed his position after receiving new information.

    He said was disappointed he had “allowed [his] words to create a perception there was a prejudice there” and he would do everything in his power to repair his relationship with the Muslim community.

    “Please be assured that I take this as a learning, and I will be far more measured with my comments in future.”

    But Rainbow disputed another of Yasbek’s assertions that he had also raised the supposed antisemitism of Afghan refugees in West Auckland.

    “It’s going to be really unhelpful if I get into a he-said-she-said, but I did not say the comments that were attributed to me about that. I do not believe that,” Rainbow said.

    “I emphatically deny that I said that.”

    Yasbek, who called for Rainbow’s resignation yesterday, was watching the select committee hearing from the back of the room.

    Speaking to reporters afterwards, Yasbek said she was certain Rainbow had made the comments about Afghan refugees.

    “It was particularly memorable because it was so specific and he said that he was concerned about the risk of anti-semitism in the community of Afghan refugees in West Auckland.

    “It’s very specific. It’s not a sort of detail that one is likely to make up, and it definitely stuck in my mind.”

    Yasbek said the race relations commissioner and two Human Rights Commission staff members were also in the room and should be interviewed to corroborate what happened.

    “There were multiple witnesses. I am concerned that he has impugned my integrity in that way which is why there should be an independent investigation of this matter.”

    Raised reported comments
    Speaking to RNZ later, FIANZ chairman Abdur Razzaq said he raised the commissioner’s reported comments about Afghan refugees when he met with Rainbow several weeks ago.

    “I raised it at the meeting with him and he did not correct me. At my meeting there were other members of the Human Rights Commission. He did not say he didn’t [say that].”

    Razzaq said it was up to the justice minister as to whether or not Rainbow was fit for the role.

    “When you hear statements like this, like ‘greatest threat’, he has forgotten it was precisely this kind of Islamophobic sentiment which gave rise to the terrorist of March 15, rise to the right-wing extremist terrorists to take action and they justify it with these kinds of statements.”

    “[The commissioner] calls himself an academic, a student of history. Where is his lessons learned on this aspect? To pick a Muslim community by name… he has to really genuinely look at himself as to what he is doing and what he is saying.”

    Minister backs Rainbow: ‘Doing his best’
    Speaking at Parliament following the hearing, Justice Minister Paul Goldsmith said he backed Rainbow and believed the commissioner would learn from the experience.

    “The new commissioner is doing his best. By his own admission he didn’t express himself well. He has apologised and he will be learning from that experience, and it is my expectation that he will be very careful in the way that he communicates in the future.”

    Goldsmith said he stood by his appointment of Rainbow, despite the independent panel tasked with leading the process taking a different view.

    “There’s a range of opinions on that. The advice that I had originally from the group was a real focus on legal skills, and I thought actually equally important was the ability to communicate ideas effectively.”

    Speaking in Christchurch on Thursday afternoon, Prime Minister Christopher Luxon said Rainbow had got it “totally wrong” and it was appropriate he had apologised.

    “He completely and quite wrongfully mischaracterised a New Zealand SIS report talking about threats to the Jewish community and he was wrong about that.

    “He has subsequently apologised about that but equally Minister Goldsmith has or is talking to him about those comments as well.”

    ‘Not elabiorating further’
    RNZ approached the Human Rights Commission on Thursday afternoon for a response to Yasbek doubling down on her recollection Rainbow had talked about the supposed antisemitism of Afghan refugees in West Auckland.

    “The Chief Commissioner will not be elaborating further about what was said in the meeting,” a spokesperson said.

    “He’s happy to discuss the matter privately with the people involved,” a spokesperson said.

    “Dr Rainbow acknowledges that what was said caused harm and offence and what matters most is the impact on communities. That is why he has apologised unreservedly and stands by his apology.”

    Netflix’s Adolescence has ignited global debate.

    The series traces the disturbing journey of 13-year-old Jamie Miller, whose exposure to misogynistic online communities may have contributed to him to killing a female classmate. Its graphic portrayal has captivated audiences, with more than 66 million views.

    This week, British Prime Minister Keir Starmer said he wants to see it shown in high schools, framing it as a cautionary educational tool against the toxic “manosphere”.

    His office said showing Adolescence would

    help students better understand the impact of misogyny, dangers of online radicalisation and the importance of healthy relationships.

    Should parents be watching the series with their kids?

    Before you turn on the TV, remember Adolescence is not a documentary. It is a drama series. And the issues it raises require care and nuance.

    What is the manosphere?

    The manosphere is a collection of digital spaces such as forums, influencers and content creators, that promote extremist sexist views under the guise of male empowerment.

    While initially focused on fathers’ rights, controversial content creators like Andrew Tate have shifted its focus toward pushing extremist beliefs to boys and young men. Core beliefs include:

    • men and women have strict and opposing roles they must follow

    • women manipulate men through sex and their appearance

    • men are either winners (dominant and attractive), or losers (weak failures), pressuring boys to obsess over power or resign themselves to failure.

    A growing body of research is showing some young people are being influenced by these views.

    We need to make sure we include boys

    So it is hugely important to address misogyny and gender-based violence in our community. But we need to approach young people with care.

    Many boys are now growing up in a culture where masculinity itself can be framed as toxic.

    Adolescence fits into this framing, dramatising an extreme case of a boy radicalised into violence. But presenting it without nuance risks implying all males are innately aggressors.

    This could alienate alienate young men who might already be hesitant to discuss their struggles.

    We already know young men find it hard to get help

    Research shows boys often avoid seeking help for depression or anxiety because it makes them seem vulnerable and not masculine. They can be taught from an early age crying or admitting fear risks ridicule.

    So this presents a challenge. We need to be able to confront harmful behaviours without making boys feel “inherently broken”.

    We also need to be careful not reinforcing any feelings of shame that might prevent boys from seeking help.

    A growing body of research is showing how young boys and men can be influenced by the manosphere.

    Social media is a ‘super peer’

    Meanwhile, we need to understand the power of online worlds and social media. Adolescence (ages 10–14) is a time of vulnerability. As puberty reshapes their bodies and brains, teens become hyper-sensitive to social judgement and peer approval. For insecure teens, social media can function as a “super peer” – shaping attitudes and behaviours, much like a big brother or sister.

    Extremist content preys on insecurity by offering dangerously simplistic answers to complex questions about who they are and how they should behave:

    • simplistic rules (“This is how you should act”)

    • belonging (“We understand you”)

    • scapegoats (“Your pain is their fault”).

    Platforms like Instagram and TikTok also use algorithms which promote the content that triggers strong reactions. We see this in manosphere content, and content that focuses on other ares of vulnerability, such as physical appearance, relationships and life goals.

    So teens need help to navigate this digital landscape in an informed and balanced way.

    How can you watch Adolescence with your child?

    Adolescence can serve as one potential starting point for crucial discussions about gender, identity and online influences.

    As a dramatic series rather than a documentary, it’s value lies in its ability to provoke questions and start conversations, rather than provide answers.

    If you are watching it with your child you could talk about:

    • why certain ideas about masculinity and femininity appeal to them and to others

    • how social media shapes their sense of identity

    • what healthy self expression and relationships really look like

    • what voices are missing from the series (such as the perspective of the girl killed and her family)

    • what support teens would find meaningful from parents and teachers.

    The series succeeds if it makes viewers more thoughtful about the content they consume and the identities they choose to embrace, but we shouldn’t mistake it for a comprehensive solution.

    And if it’s not right for your child or household, Adolescence should not be seen as mandatory viewing. The most important thing is to create spaces where adults and teens can critically examine how they use social media, identity and relationships.

    Good discussions can start anywhere from a Netflix drama, to a news article or a student’s personal experience. What matters most is that we’re having them – and we keep having them as children and young people grow up.

    Senators to Secretary Kennedy: “The termination of staff is alarming and will compound the challenges already facing these programs and services…with no clear planning nor considerations for how early childhood services will be impacted”
    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla (D-Calif.), Ben Ray Luján (D-N.M.), and Raphael Warnock (D-Ga.) led 25 Senators in condemning the Trump Administration’s mass firings of federal employees at the Office of Head Start (OHS) and the Office of Child Care (OCC) and demanding Secretary of Health and Human Services (HHS) Robert F. Kennedy, Jr. immediately reinstate these employees. The sweeping firings of staff from these critical HHS offices will severely restrict access to child care for working-class families and limit the federal government’s ability to administer and conduct oversight of nearly $25 billion in federal investments in early childhood programs.
    The cuts included the closure and termination of all staff at five of the 10 regional offices in San Francisco, Boston, New York, Chicago, and Seattle. The Senators emphasized that these indiscriminate firings did not factor in employee performance and failed to plan for inevitable disruptions to children, families, child care providers, and Head Start programs.
    “This attack on employees at a time when children, families, child care providers, and early educators are relying on critical early childhood programs undermines the Department’s role in administering and conducting oversight of early childhood programs, including Head Start programs and child care assistance for working-class families across the country,” wrote the Senators. “We are deeply concerned by reports of a high number of employees at OHS and OCC who have been fired across the country who provide critical support to Head Start programs and help make child care safer and more affordable. The termination of staff is alarming and will compound the challenges already facing these programs and services, including the lack of timely and transparent information, with no clear planning nor considerations for how early childhood services will be impacted.”
    The Head Start program currently serves nearly 800,000 children, providing comprehensive services to help children receive health care and insurance, while offering parents job training, education, housing support, and nutrition services. OCC administers the Child Care Development Fund, which includes the Child Care Development Block Grant that provides an average of over 1.3 million children from nearly 800,000 low-income families with child care subsidies each month. California’s Head Start program is the largest in the nation, serving over 82,300 California children in 2021 — accounting for 10 percent of all children served — and employing over 26,800 staff.
    The Senators stressed that these cuts are especially alarming as child care programs have become increasingly unaffordable and harder to access. According to a recent survey of more than 10,000 early childhood educators, 55 percent of programs were underenrolled compared to their preferred capacity, citing affordability and staffing challenges as the primary concerns as opposed to a lack of demand.
    “The Administration’s decision to reduce staff comes at a time when it is increasingly expensive to run child care and early learning programs, the cost of child care continues to be out of reach for many working-class families, and the demand for quality child care continues to far outpace the supply,” continued the Senators. “We are deeply concerned about the exacerbation of these issues for child care providers and children and families as a result of the Administration’s termination of a large portion of OHS and OCC staff, including the sudden closure of five of the ten Regional Offices and RIFs.”

    Dear Secretary Kennedy,
    We write to express our serious concern regarding the recent decision to fire federal employees at the Office of Head Start (OHS) and Office of Child Care (OCC) in the Department of Health and Human Services (HHS), and we ask that you immediately reinstate these employees to full work status. Between the firing of probationary employees and the recent RIFs, these offices have been gutted and the ability for the federal government to support children and families and carefully oversee nearly $25 billion in federal investments in early childhood programs will be extremely hampered. It appears these firings occurred without regard to employee performance, input from career civil servants, or planning against disruptions to understand the impact on children, families, child care providers, and Head Start programs.
    This attack on employees at a time when children, families, child care providers, and early educators are relying on critical early childhood programs undermines the Department’s role in administering and conducting oversight of early childhood programs, including Head Start programs and child care assistance for working-class families across the country. We are deeply concerned by reports of a high number of employees at OHS and OCC who have been fired across the country who provide critical support to Head Start programs and help make child care safer and more affordable. The termination of staff is alarming and will compound the challenges already facing these programs and services, including the lack of timely and transparent information, with no clear planning nor considerations for how early childhood services will be impacted.
    The federal Head Start program currently serves nearly 800,000 children across the nation with comprehensive services to ensure children receive age-appropriate health care, dental care, and health insurance, and they provide referrals to other critical services for parents, such as job training, adult education, nutrition services, and housing support. For the last several years, there has been broad, bipartisan support in Congress to recognize the longstanding program’s important work by providing increased appropriations. Head Start and Early Head Start grant recipients deliver services in every state and territory, farm worker camps, and over 155 Tribal communities. OHS provides Head Start programs with federal policy guidance, training, and technical assistance and administers grants in accordance to the Head Start Act. These federal employees play an important role to ensure that programs use their grant funds efficiently and effectively. Terminating OHS and Regional Office employees reduces the capacity to support and allow Head Start programs to use permissible flexibilities to effectively use their federal grant to best serve children in their communities.
    Further, OCC administers the Child Care Development Fund (CCDF), which includes the Child Care Development Block Grant (CCDBG) that provides an average of over 1.3 million children from nearly 800,000 families with low-income with child care subsidies monthly. The federal child care program is also central to states’ efforts to ensure the health, safety, and quality of nearly every child care program in the country. OCC staff across the country support states in ensuring federal funds are used effectively to improve affordability, quality, and supply of child care options for families. These drastic terminations will weaken the ability to support states and oversee federal law, transparent information for families, professional development, and the timeliness and consistency of payment for child care providers.
    The Administration’s decision to reduce staff comes at a time when it is increasingly expensive to run child care and early learning programs, the cost of child care continues to be out of reach for many working-class families, and the demand for quality child care continues to far outpace the supply. According to a recent survey of more than 10,000 early childhood educators by the National Association for the Education of Young Children, more than half of programs indicated they were unable to serve their preferred number of children relative to their preferred capacity, with affordability and staffing challenges cited as the top reasons, rather than a lack of demand. We are deeply concerned about the exacerbation of these issues for child care providers and children and families as a result of the Administration’s termination of a large portion of OHS and OCC staff, including the sudden closure of five of the ten Regional Offices and RIFs.
    We ask that you immediately reinstate these employees to full work status, and we request your responses to the following questions by April 11, 2025:
    To date, how many staff have been terminated within OHS and OCC, both in the Central office and in each Regional office? Please share the reasoning behind the closure of offices in regions 1, 2, 5, 9, and 10 (Boston, New York, Chicago, San Francisco, and Seattle), and what information and planning were used to decide which and how many of these offices would be closed?
    Who decided which probationary and non-probationary employees within OHS and OCC were to be terminated and under what cause?
    What assessment was done about the impact of the RIFs on children and families served by the programs? What are the steps being taken to minimize disruptions and continue the administration of Head Start programs and CCDF?
    Was a review conducted to determine the impact of terminating OHS and OCC staff on early childhood programs, the impact on health and safety in care settings, the stewardship of nearly $25 billion in taxpayer dollars, the ability to meet the purposes of the federal statutes, and the impact on children, families, and communities?
    Are there plans for additional staff terminations in the months ahead, and if so, how many and what offices? Regional office staff are the first point of contact for Head Start programs and State and Tribal child care agencies. Who are the new points of contact for programs? If this work has been reassigned to remaining regional offices, how will doubling their workloads create a system that is responsive to pressing program needs?
    What percent of the Office of Grants Management team responsible for Head Start and Child Care programs have been fired since January? Can you guarantee that once a grant is awarded that grant recipients can draw down their awards?
    Can the Secretary guarantee that funds will be awarded on time for Head Start grant recipients that are due to receive a new or continuing award on May 1st, and subsequent awards? If there are lapses in awarding grants, how long will they last and what communication will be done to support programs in the interim?

Padilla highlighted Trump’s broken promise to lower costs and denounced the President’s recent comments that he “couldn’t care less” if his tariffs raise prices.
    MEISELAS: Let’s break down what’s going on, first in kind of California with the farming situation. We’ve got Senator Alex Padilla here, Senator from California. Senator, we’re seeing a lot of Trump voters now saying they regret this. This is absolute chaos. They didn’t vote for this. What are you hearing, Senator?
    PADILLA: Hearing a lot of the same fury, a lot of the same frustration, and people coming to the realization Donald Trump lied to them. His whole campaign, his platform, his promises were all a lie, and it’s coming home to roost.
    PADILLA: Because you’re right, whether it’s the tariffs — we know who’s going to pay the price ultimately. It’s not foreign countries as Donald claimed. It’s going to be working families here in the country when prices will go up. This is a President who said he was gonna tackle inflation and bring down prices on day one. The opposite has happened. Prices are up in all categories.
    PADILLA: The one thing he has said that’s truthful, just this last weekend, he says he doesn’t care. He “can care less,” specifically, is what he said, if prices go up. Because they’re going up on everything from cars to fruits and vegetables and everything in between.
    As President Trump and other Republicans have admitted that the tariffs will cause “short-term pain,” Padilla underscored that these tariffs will exacerbate the affordability crisis and cripple the stock market, depleting Americans’ pensions and retirement savings.
    PADILLA: It was a bait and switch. He promised to lower costs. Costs are going up. This short-term pain? Only now he’s realizing what it means, but the pain is real. So my colleagues on both sides of the aisle — there’s inconvenience and there’s pain. … Pain is being left homeless, which a lot of people will be when they lose their jobs or can’t afford to pay the rent because of Donald Trump’s policies.
    PADILLA: Another impact of his tariffs — on again, off again and on again, on again prices going up is what’s happening with the stock market. Now I don’t say this because I’m sympathetic to traders on Wall Street. I bring this up because so many people’s pensions, so many people’s 401(k), so many people’s retirement savings are tied to the economy. So when the stock market crashes, that’s literally dollars that you no longer have for retirement. It’s gone up in smoke. But once again, if you ask Donald Trump what he thinks of all this, he could care less.
