    Members of the Consumer Council for Water reappointed

    Rachel Onikosi and Bev Keogh will be reappointed for a further four-year term

    Rachel Onikosi and Bev Keogh have today (3 April 2025) been reappointed as Board Members of the Consumer Council for Water.

    Rachel Onikosi and Bev Keogh will be reappointed for a four-year term commencing on 1 June 2025.

    The reappointments have been made in accordance with the Governance Code on Public Appointments published by the Cabinet Office.

    Biographies

    Rachel Onikosi

    • Rachel Onikosi is a Panel Chair with the Nursing and Midwifery Council (NMC), where she leads quasi-judicial hearings. She also holds a similar role at the UK Council for Psychotherapy. In addition to her regulatory work, Rachel is an elected [since 2014] Councillor in the London Borough of Lewisham, representing residents of the Bellingham ward.
    • Previously, Rachel worked as a civil servant in the then Department for Business, Innovation, and Skills (BIS), where she advised ministers on consumer policy.
    • Locally, Rachel is a school governor and a presiding magistrate.

    Bev Keogh

    • Bev is an experienced utility executive whose career spans over 35 years in the regulated electricity and water industries. Having led operational engineering, customer experience and business assurance teams, she has a diverse knowledge of utility regulation, legislation, customer and people transformation, compliance, audit, and risk.
    • Bev contributed to the UK’s first skills strategy paper for Energy and Utilities addressing gaps in future skills to support UK Net Zero targets and ambitions.

    UK global leadership in maritime training to support safer, cleaner seas

    A project led by the Maritime and Coastguard Agency (MCA) to modernise seafarer training in the UK is on its way to being accepted as part of the gold standard for safer and greener shipping around the world.

    UK submissions have been accepted by the Human Element, Training and Watchkeeping (HTW) sub-committee of the International Maritime Organization (IMO) to develop into a major amendment to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW). 

    At the heart of the change is the UK’s Cadet Training and Modernisation Programme, an initiative in which the MCA is working with industry and seafarers to update skills and certification to match developing technology and practice. 

    On 14 February, the UK’s proposed revisions in a report for the STCW Comprehensive Review Working Group were supported by a plenary meeting of the HTW sub-committee. They will now be taken forward by the international working group. 

    The submissions will ultimately become part of the STCW convention and the associated mandatory code, updating and futureproofing the delivery of skills to raise standards, safety and environmental protection around the world.

    • essential skills for decarbonisation and increased digitisation at sea 
    • benefits to seafarers and operators from bridge simulator training   
    • development of officer roles in response to technological advances in navigation, propulsion and automation

    The CT&M Programme, led by the MCA, is based on recommendations made by the Seafarer and Cadet Training Review, which brought together key stakeholders, including the Merchant Navy Training Board, focused on improving cadet training. It is believed to be the first time a maritime regulator has joined forces with industry experts to shape cadet training in this way. 

    The Seafarer and Cadet Training Review was launched by the Maritime Skills Commission on the instruction of the Maritime Minister in 2021. 

    While the MCA does not deliver training, it is responsible for overseeing that standards are maintained by providers through regular audits.

    Summary

    At around 09:25 on 1 May 2024, a passenger train traveling between Saltburn and Nunthorpe struck a car on Redcar level crossing, which is situated in the unitary authority of Redcar and Cleveland. The collision took place with the train travelling at 23 mph (37 km/h). The car driver was injured in the collision and significant damage was caused to the car. There were no reported injuries to the passengers and staff on the train.

    The investigation found that the signaller had opened Redcar level crossing to road traffic following the passage of a previous train to allow road traffic to clear. The signaller then forgot that the crossing was open and tried to set the route for the passenger train into Redcar Central station but was unable to clear the protecting signal to allow the train to proceed. This was because the interlocking in the signalling system had detected that the crossing was open. Unable to get the signal to clear, the signaller authorised the train to pass the signal at danger. In the absence of the crossing gates being closed or the road traffic signals being activated, the car driver drove onto the crossing where the collision occurred.

    RAIB found that the normal sequence of actions used by the signaller to set the route for the train to enter Redcar Central station was disrupted, probably causing them to forget that Redcar level crossing was open to road traffic. This disruption included a telephone call and a perceived fault with the signalling panel. RAIB also found that the visual and procedural cues available to the signaller of the status of Redcar level crossing, which may have alerted them that it remained open, were either not used or were not effective.

    The investigation also found that the train driver did not approach the level crossing at a speed that would have allowed them to stop the train before it collided with the car. The train driver was also unable to see that the crossing gates were open to road traffic due to their unusual design. RAIB additionally identified that there were no engineered controls fitted to the level crossing that would have automatically activated the wig-wag lights when the train approached.

    An underlying factor to the accident was that Network Rail’s processes for managing signaller competence had not effectively addressed the signaller’s previous operational incidents. RAIB also found that no ergonomic assessment of the layout of controls at Redcar signal box had been carried out, and that this was a possible underlying factor.

    Recommendations

    RAIB has made one recommendation to Network Rail. This deals with reviewing the ergonomic risks associated with the operation of the signals and level crossings at Redcar signal box.

    Three learning points have also been identified, relating to the need to comply with the rules associated with trains being authorised to pass signals at danger. These relate to signallers checking that the route is clear, to train drivers driving at caution at controlled level crossings, and to signallers specifying the locations of controlled level crossings to train drivers.

    WASHINGTON, D.C. — On the last day of National Nutrition Month, Reps. Judy Chu (CA-28), Brian Fitzpatrick (PA-01) Paul Tonko (NY-20), and Don Bacon (NE-02) introduced the Nutrition Counseling Aiding Recovery for Eating Disorders (Nutrition CARE) Act of 2025. This bipartisan bill would expand access to care for seniors with eating disorders by including coverage of outpatient medical nutrition therapy through Medicare Part B. Medical nutrition therapy (MNT) is the process of providing treatment and recovery around food and nutrition from a registered dietitian to address the complex nature of eating disorders.

    Successful and comprehensive treatment of this mental illness includes psychiatric, therapeutic, medical, and medical nutrition therapy services. However, MNT is not currently covered for eating disorders under Medicare Part B. This lack of coverage leaves the full scope of treatment out of reach for seniors and people with disabilities with eating disorders.

    “While eating disorders are often thought of as a young person’s disease, they affect seniors at rates similar to the general population. Left untreated, these disorders can lead to severe health complications such as heart failure, kidney failure, diabetes, and hypoglycemia,” said Rep. Chu. “We know this can be prevented with treatment and therapy, but only if those are made accessible to seniors. That’s why I’m joining my colleagues on a bipartisan basis to introduce the Nutrition CARE Act to provide patients with Medicare coverage a more comprehensive, specialized approach to combating eating disorders.”

    “The Nutrition CARE Act corrects a long-standing gap in Medicare by extending coverage of medical nutrition therapy to include eating disorders—putting it on par with other serious conditions like diabetes and kidney disease. This bipartisan legislation brings federal policy in line with modern clinical standards and recognizes the full continuum of care required to treat eating disorders effectively. It’s a critical reform that modernizes Medicare, strengthens our healthcare system, and ensures recovery is within reach for all who need it,” said Rep. Fitzpatrick.

    WASHINGTON, D.C. — Today, President Trump signed an executive order that placed tariffs on every single country in the world, including our closest allies. Rep. Judy Chu (CA-28), a member of the House Ways and Means Committee that that has jurisdiction over international trade, released the following statement:

    “Days ago, President Trump told Americans that ‘he couldn’t care less’ if his tariffs on cars raised prices for Americans. Today, he is extending the same treatment to millions of products, immediately imposing the largest tax increase in history and raising costs for every single American. His actions will mean higher prices for lifesaving medications, for groceries, for gas at the pump, and for the materials needed to rebuild the homes in my own congressional district after the Eaton Fire. 

    “These tariffs aren’t liberation; they’re stupidity and the clearest sign Trump cares more about being a bully than helping Americans. 

    “Tariffs can be a tool to address unfair trade practices, protect national security, and give American workers a fair playing field.     He became National Director of the Community Service Organization, a Latino civil rights group, and later established the National Farm Workers Association, which would become the United Farm Workers of America.

    Through non-violent protests, Chávez successfully fought for pension benefits, health care coverage, and fair wages for workers and became an inspiration for human rights causes globally.

  • MIL-OSI United Nations: IOM Urgently Seeks USD 17.3 Million to Support Communities Hit Hardest by Myanmar Earthquake

    Bangkok, 3 April 2025 – The International Organization for Migration (IOM) is appealing for USD 17.3 million to respond to the devastating 7.7 magnitude earthquake that struck Myanmar on 28 March, leaving hundreds of thousands of people in critical need of humanitarian assistance.   

    “The immediate needs of those affected include shelter, food, health services, water, sanitation, and mental health and psychosocial support. Vulnerable populations, including children, women, the elderly and persons with disabilities, are at heightened risk of family separation, trafficking, abuse, and gender-based violence,” said IOM Director General Amy Pope.  

    IOM and local partners are working around the clock to collect information on the impact of the earthquake through the Displacement Tracking Matrix (DTM) to help assess the critical needs of the affected communities, in coordination with the UN Office for the Coordination of Humanitarian Affairs (OCHA).  

    The earthquake and subsequent aftershocks are the largest to hit Myanmar in over a century and have caused widespread destruction across central Myanmar, including Mandalay, Sagaing and Bago regions, along with Nay Pyi Taw and parts of Shan State. More than 3,000 people are confirmed dead so far, with thousands more injured. As rescue efforts continue and the full extent of the devastation becomes clearer, the death toll is expected to rise. About 10.4 million people live in areas hardest hit by the earthquake.  

    In coordination with local authorities and other humanitarian partners, IOM is prioritizing the delivery of emergency shelter kits, multipurpose cash assistance, essential healthcare, safe drinking water, hygiene kits, and psychosocial support for affected families. IOM also aims to support local authorities in managing displacement sites, ensuring displaced communities have access to essential services and protection.  

    While IOM is urgently appealing for support to address immediate emergency needs, the aftermath of the earthquake is expected to require extensive long-term recovery and rehabilitation efforts. This disaster further exacerbates already critical humanitarian needs, particularly for the most vulnerable populations.  

    Even before the earthquake, nearly 20 million people in Myanmar (one third of the population) needed humanitarian aid, because of conflict, hunger, curtailed access to public services, and economic upheaval. More than 3.5 million people are estimated to have been forced to flee their homes due to the ongoing conflict.

  • MIL-OSI USA: Takano Reintroduces Bipartisan Legislation to Guarantee Overtime Pay for Truckers

    WASHINGTON, D.C. — Today, Representative Mark Takano (CA-39) reintroduced the Guaranteeing Overtime for Truckers Act. This legislation would eliminate the current existing exemption in the Fair Labor Standards Act (FLSA) of 1938 that exempts truckers from receiving overtime compensation. The bipartisan legislation is co-led by Congressman Jeff Van Drew (NJ-02); Senator Alex Padilla (D-CA) and Senator Ed Markey (D-MA) are introducing the companion bill in the Senate.

    “Secretary McMahon has been directed to deny American students their right to a free and fair education,” said Rep. Takano. “It is impossible to complete the work the Department of Education is charged to do with a fraction of the resources and a fraction of the staff. Eliminating that work will cause our most vulnerable students to suffer, deepening the dividebetween the haves and the have-nots.

    Andrew Duff’s term on UK Government Investments Board extended for 12 months

    HM Treasury has today (3 April) announced the extension of Andrew Duff’s term as Senior Independent Director on the UK Government Investments (UKGI) Board for 12 months, from July 2025 to July 2026.  

    UKGI is the government’s centre of expertise in corporate governance and corporate finance.  

    Andrew Duff was first appointed to the UKGI Board as a non-Executive Director in July 2019, and was reappointed for a second term in July 2022. Alongside this he is also Chair of Sage Group Plc. Andrew spent most of his executive career in the energy industry, including as Chief Executive Officer of global energy company, RWE Npower. 

    Emma Reynolds, The Economic Secretary to the Treasury and City Minister, welcomed the extension: 

    I am pleased to announce the extension of Andrew Duff’s term as a non-Executive Director on the UK Government Investments Board. UKGI provides invaluable advice and support to the government on complex corporate governance and corporate finance matters.

  • MIL-OSI USA: Rutherford, Golden Reintroduce the Bipartisan FFL Protection Act

    WASHINGTON, D.C. – U.S. Congressmen John H. Rutherford (R-FL-05) and Jared Golden (D-ME-02) reintroduced H.R. 1773, the Federal Firearms Licensee (FFL) Protection Act, to increase penalties for robbing or burglarizing Federal Firearm Licensee (FFL) dealers. They were joined by 42 additional cosponsors in the House.

    According to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), there were over 361 burglaries and robberies of FFL dealers in 2023. During this period, 4,802 firearms were stolen, an 11% increase over 2022. Many of these firearms later show up at crime scenes.

    “As crime rises across the nation, additional steps must be taken to prevent criminals from stealing and trafficking firearms,” said Rutherford. “Criminals burglarize FFL dealers then traffic those stolen firearms and use them to commit crimes. As a former sheriff and lifelong member of law enforcement, I know the threat these stolen firearms pose to the safety and security of our communities. That’s why I am proud to reintroduce the Federal Firearms Licensee (FFL) Protection Act to ensure those who rob and burglarize federally licensed gun dealers face harsher penalties for committing these crimes.”

    “Our gun laws should protect law-abiding citizens exercising their 2nd Amendment rights, but throw the book at violent criminals and illegal firearm traffickers,” said Golden. “By increasing penalties on those who steal guns from licensed sellers, the bipartisan Federal Firearms Licensee Protection Act will deter gun thieves and clamp down on the black market. That’s bad news for criminals, and good news for upstanding American gun owners.”

    Penalties would include a minimum sentence of three years in prison for burglary and five years in prison for robbery. Additionally, this legislation would double the statutory maximum penalty for stealing a firearm from a FFL’s inventory from 10 to 20 years.

  • MIL-OSI Security: Arrest of two men in west London linked to Hezbollah

    Two men have been arrested on suspicion of terrorism offences as part of a proactive investigation by the Met’s Counter Terrorism Command.

    Detectives arrested a 39-year-old man [A] on Tuesday, 1 April at an address in north west London on suspicion of being a member of a proscribed organisation, preparation for acts of terrorism and being involved in a funding arrangement for the purposes of terrorism.

    Officers also arrested a 35-year-old man [B] at an address in west London on suspicion of being a member of a proscribed organisation.

    The investigation relates to Hezbollah, a proscribed organisation under UK counter terrorism legislation. The investigation is largely focused on activity overseas, as well as activity within the UK. At this time, there is not believed to be any imminent threat to the public .

    Commander Dominic Murphy, head of the Met’s Counter Terrorism Command said: “Terrorism and terrorists have a global reach and impact and the activities of terrorist groups overseas can harm communities here in the UK as well as causing devastation to those abroad.

    “Our investigation remains ongoing, but I hope that these arrests show we will take robust action against anyone here whom we suspect as being involved in terrorist activity regardless of whether their activity is focused here in the UK or elsewhere.”

    The two men were taken to a London police station, and have since been released on bail until a date in mid-July.

    Searches were carried out at five addresses – two in North West London, one in West London, one in South West London and one in Essex – and these are now complete.

    This summer, residents and visitors will be able to experience areas of the city walls from a fresh perspective, as this unique and historic space blooms into life.

    Volunteers and businesses from across the city came together last year to help transform the City Walls embankments, for the first phase of the York Walls in Bloom project.

    This first phase of this project at Station Rise will evolve into a beautiful  landscape this Summer, where residents and visitors will be able to see bees and other pollinators thriving amidst a sea of colourful wildflowers.

    The second phase of the project will be extended to the Red Tower, off Foss Islands Road and at Queen Street, near York Station.

    After wildflowers are sown and planted in April for the second phase, there will be some flowering this year, but next year (2026) will see each area looking its best.

    Like Station Rise, the area around Red Tower will be very carefully managed to balance the ecology of the site. The space will continue to change and develop in the first few years as the different plant species become more established. 

    The works on Queen Street, around ‘Toft’s Tower’, provides a unique opportunity to enhance another section of walls by introducing new native flowers, so they create the perfect backdrop for both the city walls and new streetscape near the railway station.

    Cllr Jenny Kent, Executive Member for Environment and Climate Emergency, said: “York is proud to have some of the best preserved and longest intact medieval walls in the country. This partnership project to cover the site at Station Rise in colourful wildflowers for York Walls in Bloom will not only look beautiful, but it will also help support York’s bees, moths and butterflies and crucially, help preserve the ramparts underneath.

    We are lucky to have expert advice from many partners who are contributing to a process of reviewing our maintenance of the walls overall. We’ll adopt the very best practices to prevent soil erosion and ensure we keep the Walls standing and looking great for generations to come.”

    Jonathan Dent, Green Corridors Manager at St Nicks, said: “Works will begin at the Red Tower from this month, with low nutrient soil imported and spread over the site to create a blank canvas for the sowing and planting of native wildflowers. This is the method successfully used at the Tower of London’s Moat in Bloom project. With the help of York Cares, volunteers from across the city will come together to support the project and help sow the seeds.”

    The York in Bloom project is funded by the Green Corridors project , the National Lottery Community Fund and is sponsored by local businesses including The Grand York.

  • MIL-OSI United Kingdom: Destiny Bridge and New Kingsway open

    Known collectively as the Cross Tay Link Road project, Destiny Bridge and the New Kingsway, are key elements of the Perth Transport Futures infrastructure project linking the A9, the A93 and the A94 by providing a crossing over the River Tay.

    The project also includes a 12km active travel path network, connecting the neighbouring communities with Perth city centre and providing alternatives to vehicular traffic. The path network also connects a central hub at a new Park-and-Choose area, and incorporates a green bridge to separate active travel users and wildlife from the road.

    Together, the active travel path network and improved transport infrastructure will deliver on the project’s key priorities of reducing congestion and improving air quality in Perth city centre. Scottish Government, through Transport Scotland, has provided a £40m funding contribution to Perth and Kinross Council.

    First Minister John Swinney said: “The completion of the New Kingsway and Destiny Bridge is a significant milestone for Perth, and I have no doubt that it will be transformative for the area and bring enormous benefits to all who use it.

    “Reducing traffic volumes in the city centre will make journey times quicker, while also helping to reduce pollution, improve air quality, and free up road space for improved public transport.

    “Our £40 million investment in the New Kingsway and Destiny Bridge is in addition to the £150 million Scottish Government has already committed to the Tay Cities Region Deal, which is expected to create 6,000 jobs and lever a further £400 million of investment into the region.

    “This project showcases exactly how, with the right investment and strong partnerships, we will continue to deliver on my priorities of growing the economy, improving public services and protecting the planet.”

    Enabling works on the project commenced in early 2022 following the appointment of main contractor, BAM UK & Ireland. As well as delivering the £150m project on time and on budget, the project team has also generated over £51m of social and economic value within the local area.

    Councillor Grant Laing, Perth and Kinross Council Leader,  said: “As the largest infrastructure project ever undertaken by Perth and Kinross Council, the opening of Destiny Bridge and the New Kingsway marks a momentous achievement for all involved.

    “I would like to offer thanks to the project team for their hard work and dedication; and to residents, particularly those in Stormontfield, Scone and Luncarty, for their patience and understanding during the build.”

    Councillor Laing continued: “As well as positively impacting on the environment and economy, during construction the project has created job opportunities and tackled local skills shortages through a robust outreach and training programme.

    “It has also assisted in, and generated, several legacy projects including the Denmarkfield Allotments and Community Orchards, the new active travel path network and the Community Artwork project, all of which will bring enjoyment and health benefits for our Perth and Kinross residents for many years to come.”

    A favourite of beginners and families alike the BIG 3k Run will return to Sunderland on Sunday 11 May 2025, once again taking place on the same day as the Sunderland 10K and half marathon. Demand for this event means it is already sold out but there are still opportunities to get involved with the BIG Bike Ride and BIG Walk.

    This summer, everyone can join in the BIG Bike Ride which returns on Sunday 13 July. Participants can choose to ride 5, 12, 20 or 38 miles setting off from the Beacon of Light and taking in some beautiful scenery around the city’s cycle network. 

    Later in the year, the BIG Walk at Herrington Country Park will be back on Sunday 28 September. Choose from 3, 5, 7, 9 or 13.5 mile trails around the beautiful country park and Penshaw Monument. No matter your ability there is a distance that’s right for you.

    Regulators urge donors to support registered charities to help earthquake efforts in Myanmar

    The Charity Commission for England and Wales and the Fundraising Regulator offer advice on giving safely when looking to support the international aid effort.

    Today the Charity Commission for England and Wales and the Fundraising Regulator have published advice on how people can help those impacted by the devastating earthquake that struck Myanmar on 28 March 2025.

    The advice comes as the Disasters Emergency Committee (DEC) launches its Myanmar Earthquake Appeal. DEC brings together 15 registered UK aid charities to raise funds quickly and efficiently in times of crisis overseas.

    These, and other registered charities, are currently providing life-saving aid such as food, water, shelter and healthcare to people affected by the earthquake.

    By supporting registered charities, including through the DEC, people can be assured that their donations will be regulated and accounted for in line with charity law.

    David Holdsworth, Chief Executive of the Charity Commission said:

    As the scale of the devastation caused by the earthquake in Myanmar has become clearer, charities are once again responding to pleas for international help.

    One way anyone can help is by making a donation to one of the many registered charities working to get aid to those in desperate need in Myanmar.

    To make sure their generosity reaches the intended cause, we are reminding people to give with confidence through registered charities including by donating to the appeal launched by the Disasters Emergency Committee.

    Gerald Oppenheim, Chief Executive of the Fundraising Regulator said:

    The British public is always exceedingly generous in response to humanitarian disasters like the recent earthquake in Myanmar.

    • contact a charity directly or find out more online about the charity that you’re seeking to donate to or work with to understand how it is spending funds

    • make sure the charity is genuine before giving any financial information

    • be careful when responding to emails or clicking on links within them

    • check the charity’s name and registration number on the Charity Register – most charities with an annual income of £5,000 or more must be registered in England and Wales

    Government kickstarts £100 million fusion investment

    A first of its kind partnership between the government and private sector could see over £100 million invested into the UK’s growing fusion energy industry.

    Today (3 April) the government has announced £20 million to kickstart ‘Starmaker One’ – a British private fusion investment fund that will help fusion businesses and start-ups in the sector grow and commercialise at scale. 

    It is expected the upfront investment will unlock further investment from the private sector as the fusion industry grows – helping cement the UK as a world leader in the technology and creating highly-skilled jobs.  

    Fusion uses the same process that powers the sun by combining two forms of hydrogen and heating them at extreme temperatures, releasing vast amounts of energy. 

    Companies in the UK have often identified lack of access to capital as a barrier to scaling up and commercialising their businesses. An injection of cash from government will give the private sector confidence to invest in fusion, developing its vast potential as an unlimited source of energy and ensuring the UK continues to compete in the global fusion race.  

    The funding boost will help small fusion companies provide training for their workforce in key areas such as physics, engineering and chemistry. It will also support companies to develop technologies and capitalise on the opportunities of fusion energy in markets such as magnetics, industrial AI, robotics, healthcare, transportation and energy storage.  

    Fusion already supports thousands of jobs in the UK, in regions such as Nottinghamshire, Oxfordshire and South Yorkshire, with thousands more to follow as the technology advances. Fusion is a key industry sector in the Oxford-Cambridge Growth Corridor with independent research from London Economics showing that every £1 invested in fusion it benefits the economy by nearly £4. 

    Energy Secretary Ed Miliband said:  

    This government is taking back control of Britain’s energy by driving for clean homegrown power through our Plan for Change.  

    Fusion has the potential to provide us with energy security, whilst attracting the best technologies to our shores and training up the next generation of British scientists and engineers.  

    We are backing both nuclear and fusion power, and today we take a step forward in growing this exciting industry.

    Science Minister and Oxford-Cambridge Growth Corridor Champion, Lord Vallance said: 

    Fusion energy is a technology with enormous potential, and an industry in which the UK is already well established.    This investment will help to unlock the funding the fusion industry needs to grow, which will boost regions across the UK such as Nottinghamshire and South Yorkshire, and in Culham in Oxfordshire, the epicentre of UK fusion.

    Energy Minister Kerry McCarthy, said:  

    This investment is our Plan for Change in action – we are backing British pioneers to secure the clean energy of the future while supporting jobs today, from scientists and welders to engineers and construction managers.  

    As countries around the world recognise the huge potential of fusion, breakthroughs in this technology are happening thick and fast, and we want to keep the UK at the forefront of the global race by helping projects to innovate and grow here, in turn driving economic growth.

    Investment in Starmaker One signals the first early-stage fusion energy venture capital fund outside the US and the first of its kind to partner with government as an investor. Investing in fusion technology will pave the way to delivering a clean safe, secure and abundant baseload energy, helping to meet rising energy demand in the years ahead. 

    This investment will give industry cash upfront to grow their businesses and supply chains. It follows on from a government commitment for a record level of £410 million, announced in January, for UK fusion research and collaboration with other countries to develop clean, unlimited power and drive economic growth. 

    Successful deployment of fusion energy would be globally transformative and allow the UK to export the technology to a global fusion market expected to be worth trillions of pounds in the future.

Figures (D-AL), Michael Rulli (R-OH), and Kim Schrier, M.D. (D-WA) today introduced the Improving Care in Rural America Reauthorization Act of 2025, a bill extending critical programs that increase access to health care services in rural communities.


    Rural residents often encounter barriers to accessing health care, including workforce shortages, distance and transportation issues, facility closures, and health insurance coverage. These roadblocks result in unmet health care needs, leading to a 43 percent higher mortality rate for rural Americans compared to those living in cities and suburbs. By reauthorizing Rural Health Services Outreach programs, this bill will lead to increased access to health care services and preventive screenings, improved chronic disease management and health outcomes, expanded telehealth services, and reduced emergency department visits for the nearly 500,000 individuals who receive direct services for these programs annually.

     “I want to welcome everyone to today’s hearing on the Over-the-Counter Monograph Drug User Fee Program, referred to as ‘OMUFA.’ I’m especially pleased that we’re talking about the reauthorization of this program as almost 5 years to the date, the initial bill – sponsored by my good friend from Ohio, Representative Latta, as well as one of Georgia’s finest, Senator Johnny Isakson – was signed into law by President Trump in March 2020.


     “The enactment of this program reformed and modernized the regulation of OTC monograph drugs and authorized the FDA to assess and collect user fees dedicated to OTC monograph drug activities. Industry and public health stakeholders supported these reforms, which have provided the FDA with additional resources and tools to streamline the monograph process to increase access to quality commonly used drugs and self-care products for the American consumer. This program is designed to improve innovation, while maintaining the FDA ‘gold-standard’ of safety.


     “The current legislative authority for OMUFA expires September 30th, 2025 – at which point, new legislation will be required to reauthorize the Over-the-Counter Monograph User Fee program for another five-year term.


     “Over-the-counter medications are widely used to treat common ailments such as colds, headaches, and seasonal allergies. In fact, nearly 9 out of every 10 Americans use OTC medications regularly and trust these affordable remedies to get well and stay healthy. Safe, reliable, and affordable OTC drugs allow consumers to treat common ailments at home, usually without visiting a health care provider, saving the health care system billions annually.


     “Of particular note is a company called Symrise. They own and operate a manufacturing plant in Georgia’s First Congressional District. Symrise manufactures aroma molecules and fragrance ingredients, which are used in various consumer products across a number of product categories. They also manufacture two of the key UV filters that are commonly used in many OTC sunscreens on the market today.


     “Sadly, Symrise’s Colonel’s Island plant experienced a serious fire in 2022. Symrise made the strategic decision to re-invest in the site and restore its capacity in my community, at a time when other companies were leaving. They successfully completed renovations and today, the plant is again fully operational, back at its pre-fire capacity. This is a real success story, and we are grateful for their commitment to Georgia.


     “We are also fortunate to have Mr. Kevin Menzel before our Committee today. Mr. Menzel is President of Focus Consumer Healthcare, which is a wholly owned subsidiary of Kobayashi Healthcare. Kobayashi was founded as a family company in 1886 in Japan. They established a presence in the United States in 1998, and maintain manufacturing and operations in Dalton, Georgia – employing 270 people with products ranging from OTC medicines and supplements, to recreational products like Hot Hands Hand Warmers. Georgia’s pro-business climate and infrastructure make it an ideal location for companies such as Kobayashi. In fact, just recently, Kobayashi began expanding its U.S. manufacturing footprint even further, with a significant announced investment in Georgia — doubling its capacity to support ongoing growth and expand employment.


    “Success stories such as Symrise and Kobayashi highlight why it is critical for this Subcommittee to reauthorize the Over-the-Counter Monograph Drug User Fee Program in a timely manner. This program demonstrated the ability to bring more jobs back to America, while increasing access to safe, reliable, and affordable OTC drugs.

    More than six decades after passage of the Equal Pay Act, women working full-time, year-round, still earn on average 83 cents for every dollar made by men, while women overall—including part-time and seasonal workers—are paid just 75 cents for every dollar paid to men, averaging much less for women of color. Black women only earn 66 cents, American Indian and Alaska Native women 58 cents, Native Hawaiian and Pacific Islanders 65 cents, and Latinas 58 cents for every dollar earned by men. For a woman working full-time, year-round, the current wage gap represents a loss of more than $462,000 over the course of her career, a gap that widens dramatically for women of color. The wage gap impacts women’s ability to save for retirement and their total Social Security and pension benefits, contributing to more older women living in poverty.

    Since taking office, President Donald Trump has rolled back critical workplace protections, opening the door for greater wage disparities and weakening longstanding safeguards for women seeking fair pay. This includes rescinding a nearly 60-year-old executive order that prohibited government contractors from discriminating in their hiring, firing, promotion, or pay practices—further disadvantaging women, particularly women of color, who already face barriers to equal wages. He also illegally dismissed two commissioners from the U.S. Equal Employment Opportunity Commission (EEOC), tasked with preventing and addressing employment discrimination based on sex, gender, and other factors.

    The resolution currently has 126 original cosponsors. It is supported by several advocacy groups, including the National Partnership for Women & Families, the National Women’s Law Center (NWLC), Equal Rights Advocates, the American Association of University Women (AAUW), the National Organization for Women, the Institute for Women’s Policy Research (IWPR), the National Employment Law Project, One Fair Wage, Justice for Migrant Women, the National Asian Pacific American Women’s Forum (NAPAWF), and Family Values @ Work.

    Picture this: you’re lounging on a beautiful beach, soaking up the sun and listening to the soothing sound of the waves. You run your hands through the warm sand, only to find a cigarette butt. Gross, right?

    This disturbing scene is typical of coastal pollution in Australia. But fortunately our new research shows the problem is getting better, not worse. Over the past ten years, the amount of waste across Australian coastal cities has reduced by almost 40%. We’re also finding more places with no rubbish at all.

    We surveyed for debris in and around six Australian urban areas between 2022 and 2024. Then we compared our results to previous surveys carried out a decade ago. We found less coastal pollution overall and reset a new baseline for further research.

    Our study shows efforts to clean up Australia’s beaches have been working. These policies, practices and outreach campaigns have reduced the extent of pollution in coastal habitats near urban centres. But we can’t become complacent. There’s plenty of work still to be done.

    What we did

    In Australia, three-quarters of the rubbish on our coasts is plastic. Even cigarette butts are mainly made of plastic.

    To tackle the pollution effectively, we need to understand where the waste is coming from and how it gets into the environment.

    Research has shown much of the coastal debris comes from local inland areas. Poor waste management practices can result in debris eventually making its way through rivers to the coast and out to sea.

    We focused on urban areas because high population density and industrial activity contributes to waste in the environment. We examined six areas across Australia:

    • Perth in Western Australia
    • Port Augusta in South Australia
    • Hobart in Tasmania
    • Newcastle in New South Wales
    • Sunshine Coast in Queensland
    • Alice Springs in the Northern Territory.

    These places represent a starting point for the national baseline. At each location we studied sites on the coast, along rivers and inland, within a 100 kilometre radius.

    We inspected strips of land 2m wide. This involved two trained scientists standing in an upright position looking downward, slowly walking along a line surveying for debris items. Together they captured information about every piece of debris they came across, including the type of material and what it was originally used for (where possible).

    What we found

    On average, we found 0.15 items of debris per square metre of land surveyed. That’s roughly one piece of rubbish every five steps.

    Plastic was the most common type of waste. But in many cases it was unclear what the item was originally used for. For example, fragments of hard plastic of unknown origin were found in a quarter of all surveyed areas.

    Polystyrene fragments were the most common item overall (24% of all debris fragments). Other frequently encountered items included food wrappers or labels, cigarette butts, and hard plastic bottle caps or lids.

    We found more waste near farms, industry and disadvantaged areas.

    The types of waste varied among cities. For example, cigarette butts were the most prevalent items in Newcastle, Perth and the Sunshine Coast. But food wrappers and beverage cans were more prevalent in Port Augusta and Alice Springs, respectively.

    Targeting problem items

    Identifying the different types of litter in the environment can help policymakers and waste managers target specific items and improve waste recovery.

    Research has shown container deposit legislation, which enables people to take eligible beverage containers to a collection point for a refund, has reduced the number of beverage containers in the coastal environment by 40%. Hobart did not have a container deposit scheme in place at the time of our survey.

    Plastic bag bans can reduce bag litter. Now polystyrene food service items are becoming increasingly targeted by policymakers.

    Making progress

    When we compared our results to the previous survey from 2011-14 we found a 39% decrease in coastal debris. We also found 16% more areas where no debris was present.

    Our results support previous research that found an ongoing trend towards less waste on Australian beaches.

    We think our research demonstrates the effectiveness of improved waste management policies, campaigns such as the “Five R’s – Refuse, Reduce, Reuse, Repurpose, then Recycle” – as well as clean-up efforts.

    It’s likely that increased awareness is making a big dent in the problem. But reducing the production of plastic, and invoking changes further up the supply chain, would likely further help reduce mismanaged waste in the environment.

    Implications for the future

    Measuring and monitoring litter can inform policymaking and waste management. Our research serves as a benchmark for evaluating and informing future efforts to reduce plastic waste.

    We are heartened by the findings. But continued effort is needed from people across government, industry and Australian communities. Everyone needs to address how we produce, use and dispose of plastic for a cleaner and healthier planet.

  • MIL-OSI China: China’s logistics sector sees improved performance in March

    China’s logistics sector showed a notable improvement in business activities last month, according to the China Federation of Logistics and Purchasing on Thursday.

    The index tracking the country’s logistics market was 51.5 percent in March, up 2.2 percentage points from the previous month and back to the expansion zone, data from the federation showed.

    A rebound in market demand drove the improvement. Recovery of the supply chain accelerated at both upstream and downstream levels, and industrial demand was unleashed, the federation said.

    Main sub-indices rose across the board last month, with certain sectors posting strong rebounds. Railway, water and air transport, and express delivery industries saw significant recoveries.

    Data showed that China’s logistics industry has maintained steady expansion, with its total social logistics value expanding 5.8 percent year on year to 360.6 trillion yuan (about 50.16 trillion U.S. dollars) last year.

    The Polytechnic University hosted the spring stage of the competition for high school students, “The Polytechnic Challenge.” The students participate in the festival as teams from educational institutions and solve research and scientific problems of various types, apply their knowledge in practice, and learn to find non-standard solutions.

    The Polytechnic Challenge was held in six directions. During the week, the participants had to find the best solution to the tasks from the organizers. The developers of the tasks were students and teachers of the university’s Department of Continuing Education.

    The classic game “What? Where? When?” attracted a record number of teams eager to demonstrate the depth of their knowledge, sharpness of mind and resourcefulness. And the “Physical Battles” direction required schoolchildren not only to be able to solve physical problems, but also to be able to convincingly argue their decision, defending their position in a dispute with their opponents.

    As part of the construction case, teams of schoolchildren created models of buildings and structures capable of withstanding seismic loads. It is important to note that the participants worked strictly within the parameters set by the organizers for height, width, and depth. Particular attention was drawn to projects that used original design solutions and unusual shapes. Defending their work, the schoolchildren talked about the development process and methods of connecting parts. The stability of the models was tested on a vibration table.

    At the case championship, schoolchildren had to develop a product or system that would reduce the negative effects of urbanization and overpopulation of cities. The key issues were transport problems, housing shortages, ecology and social inequality. Participants proposed a wide range of ideas, from improved transport systems to smart home projects. The jury especially noted the projects that had real prospects for implementation and were highly developed.

    One of the areas was a 3D case. Schoolchildren designed a manipulator capable of holding a load of a certain weight. The task included preparing 3D models, creating models for printing on 3D printers, and printing finished products. Contestants were tested on their knowledge of engineering basics and ability to use modern digital tools. The best projects demonstrated not only technical complexity, but also a creative approach to solving the task.

    The main task of the hackathon was to create translators of slang expressions that often cause misunderstandings between generations. Schoolchildren presented mobile applications, websites designed to simplify communication. The jury paid special attention to the convenience of interfaces and the effectiveness of solutions.

    The winners were teams from School No. 45, Gymnasium No. 406, Engineering and Technology School No. 777, Anichkov Lyceum, Academy of Digital Technologies, Kirov Gymnasium, Schools No. 345 and No. 246. The best teams received an important advantage for admission to the Polytechnic University – 5 additional points to their Unified State Exam results.

    The Polytechnic Challenge festival clearly demonstrated the high level of training of our schoolchildren and their desire to find solutions to current social and technical problems. The competitions provided the children with a unique opportunity to reveal themselves in various fields of knowledge. Such events play a key role in the development of engineering thinking and the formation of future professionals in the field of advanced technologies, – noted the leading specialist of the Center for work with applicants Egor Kruchinin.
