  • MIL-OSI Europe: €50 million in EIB support for Ukraine’s rail border crossings and infrastructure to boost EU connectivity and trade

    Source: European Investment Bank

    • Upgrades on Ukraine’s borders with neighbouring EU countries will help streamline the movement of goods and passengers, and reinforce Ukraine’s role as a transport hub.
    • The project will include repairs to tracks, the relocation of wagon inspections, the reconstruction of an intermodal terminal and new gantry cranes.
    • It is co-financed by the EU Connecting Europe Facility and supported by the EIB’s advisory services.

The European Investment Bank (EIB) and the government of Ukraine have agreed to direct €50 million of EIB financing to Ukraine’s national railway company, Ukrainian Railways (Ukrzaliznytsia), to upgrade key rail border crossing points with Poland, Slovakia, Hungary and Romania, contributing to the EU-Ukraine Solidarity Lanes initiative to facilitate cross-border connectivity and trade. The agreement was signed by the EIB and the Ministry for Development of Communities and Territories of Ukraine. Backed by an EU guarantee under the Ukraine Facility, the investment will improve freight operations and strengthen Ukraine’s trade and transport links with the European Union. The upgrade is being co-funded through a grant from the European Union under the Connecting Europe Facility (CEF). The initiative is also benefiting from advisory support provided under JASPERS, a joint initiative of the European Commission and the EIB.

The funding will support the modernisation of border infrastructure and nearby railway sections on the Ukrainian side, helping to increase the volume and speed of goods moving across borders. It includes repairs to worn-out tracks, the relocation of wagon inspections, the reconstruction of an intermodal terminal and the installation of equipment like cranes. Beyond freight operations, the modernisation works will also bring direct benefits to passenger transport, as the upgraded railway tracks will serve both freight and passenger trains, contributing to safer, faster and more efficient cross-border travel.

This financing is part of the EIB’s broader €150 million support for modernising Ukraine’s railways. In 2022, the first €100 million was provided as part of the EIB’s Ukraine Solidarity Urgent Response to finance emergency repairs and restore essential rail services. It was complemented by a €6.7 million EU grant to address urgent wartime needs.

EIB Vice-President Teresa Czerwińska, who oversees the Bank’s operations in Ukraine, said: “The EIB has been a long-standing partner of Ukrzaliznytsia – from well before the very first days of the war. With this new support, we are continuing to strengthen Ukraine’s railway infrastructure at a critical time. Upgrading border crossing points and key rail links will help remove bottlenecks, accelerate the flow of goods and support Ukraine’s deeper integration with the European Union.”

European Commissioner for Enlargement Marta Kos said: “Today’s agreement between the European Investment Bank and Ukraine is another step towards Ukraine’s gradual integration into the EU. This €50 million investment in the modernisation of key rail border crossing points will strengthen Ukraine’s infrastructure and its connections to the European Union. This is not just an economic measure – it is a political commitment to bring Ukraine even closer to the EU by improving trade, people mobility and transport links. Our message to Ukrainian people is clear: Europe stands with you, today and in the future.”

Deputy Prime Minister for Restoration of Ukraine – Minister for Development of Communities and Territories of Ukraine Oleksii Kuleba said: “Railway infrastructure has become one of Ukraine’s key lifelines – keeping goods moving, delivering essential services and ensuring strategic links with the European Union. We welcome this €50 million in EIB support, now directed towards upgrading our rail border crossing points. This is a vital step in rebuilding and expanding our border infrastructure. It will unlock new potential for freight flows and bring us even closer to full integration with the European Union.”

    Background information

    The EIB in Ukraine

The EIB Group has supported Ukraine’s resilience, economy and recovery efforts since the first days of Russia’s full-scale invasion, with €2.2 billion already disbursed since 2022. The Bank continues to focus on securing Ukraine’s energy supply, restoring damaged infrastructure and maintaining essential public services across the country. Under a guarantee agreement signed with the European Commission, the EIB is set to invest at least €2 billion more in urgent recovery and reconstruction. This funding is part of the European Union’s €50 billion Ukraine Facility for 2024–2027 and is fully aligned with the priorities of the Ukrainian government.

    Source: European Parliament

Trade distortions in the global shipbuilding sector are a long-standing concern for the EU. The Commission closely monitors the situation of the world shipbuilding market, including in the context of the Organisation for Economic Cooperation and Development Shipbuilding Committee’s work to monitor and analyse policy and market developments in non-Shipbuilding Committee economies.

Reports in this area demonstrate the rapid growth of the Chinese shipbuilding industry in recent years and the high number of support measures it has benefitted from.

The EU is ready to address unfair trading practices where the facts justify it and in full respect of its international and internal legal obligations and remains committed to preserve the EU shipbuilding sector’s global competitiveness.

The Commission will develop an Industrial Maritime Strategy to enhance the competitiveness, resilience and sustainability of Europe’s maritime manufacturing sector, including shipbuilding, ship repair and conversion and equipment production.

The Commission recognises the potential and responsibility of shipbuilding industries to drive the twin transitions, support Europe’s industrial competitiveness and improve connectivity[1].

In this context, the Commission has taken good note of the recommendations in the Mobility Transition Pathway[2] to regain sustainable competitiveness in strategic segments, including short sea shipping and inland navigation, and the Draghi report[3] to maintain the current industrial base (more complex and value added), regain production leadership in ferries, energy transport and research vessels, and gain global leadership in emerging blue growth markets.

    Source: European Parliament

A range of EU policies currently support the development and uptake of technologies for the agricultural sector to assist in climate change adaptation — including the Common Agricultural Policy (CAP) and Horizon Europe[1].

The Commission’s communication on ‘A Vision for Agriculture and Food’[2], addresses related issues and paves the way forward. It notes the importance of research, development and innovation to improve the competitiveness of agriculture, forestry and rural areas, and states that the CAP will continue to support agricultural knowledge and innovation system (AKIS) strategies. It also addresses aspects of the climate change adaptation challenge other than technology-related needs.

With regard to data on EU food security, the Commission invites the Honourable Member to explore the rich databases available[3].

With regard to the agricultural reserve, the aforementioned Vision for Agriculture and Food notes that the Commission and Member States should ensure policy coherence between risk and crisis management tools, and greater flexibilities for their uptake.

The functioning of the agricultural reserve should be carefully assessed to refocus it on specific crises of a specific magnitude, such as major market disturbances and animal/plant health issues, while the provision of exceptional support to farmers should be better linked to appropriate risk management and preventive measures.

  • MIL-OSI Europe: Written question – Justification and conditionality of financial support to South Africa under the Global Gateway initiative – E-001120/2025

    Source: European Parliament

    Question for written answer  E-001120/2025
    to the Commission
    Rule 144
    Milan Zver (PPE)

The Commission has announced that it will invest EUR 4.7 billion in South Africa under the Global Gateway initiative to support sustainable projects and the development agenda.

Recent reports point to increasing violence against white farmers in the country, and Amnesty International has reported various human rights violations and high levels of crime and economic inequality. South Africa also faces challenges of corruption and inefficiencies in public services, where international funds are often used in a way that is not transparent.

    • 1.Before approving this comprehensive package, did the Commission take note of these reports and carry out an in-depth analysis to ensure that EU funds do not support or indirectly finance structures that violate human rights?
    • 2.Is the aid linked to respect for human rights and reporting of violence against white farmers and other groups, and what specific monitoring will the Commission carry out to check how the funds are being used and effectively prevent any misuse or siphoning off of the funds into undemocratic structures?
    • 3.The EU currently needs more resources to defend itself and face up to its economic challenges. In light of these priorities, does the Commission consider that an investment of this amount is justified, especially if there is a risk of serious human rights violations, and what action will the Commission take in the event of any misuse?

  • MIL-OSI United Kingdom: LGBTQ+ Adoption and Fostering – make a difference today

    Source: City of Wolverhampton

LGBTQ+ foster and adoptive parents are making a tremendous difference and the 2 organisations are seeking more people to come forward to support their children and young people in care.

Councillor Jacqui Coogan, the City of Wolverhampton Council’s Cabinet Member for Children, Young People and Education, said: “Fostering and adoption are 2 of the most rewarding things you can do.

“We are always looking for loving and accepting homes for our children and young people, and your impact can last a lifetime.

“Adoption and fostering can have a profound and positive impact on the lives of vulnerable children, and both foster and adoptive parents give vital support to children who have experienced significant trauma and loss.

“We are committed to developing a diverse and inclusive fostering and adoption family here in Wolverhampton and we very much welcome and encourage enquiries from the LGBTQ+ community.”

Fostering offers both short term and long term opportunities to provide stability for children. And where children cannot return to their birth families, adopters can provide a permanent loving home.

You can foster or adopt whether you are single, living together, married, a same sex couple, employed or not, or already have children. Potential foster and adoptive parents must legally be a UK resident for at least 12 months, be aged 21 or over, have a spare bedroom if they are fostering, and be able to provide a stable home for a child until adulthood and beyond.

Adoption@Heart runs an information session every 2 weeks for those who are ready to start their adoption journey or would like more information. For more information visit Adoption@Heart, call 01902 553818 or email info@adoptionatheart.org.uk.

  • MIL-OSI United Kingdom: 1,000 British jobs supported by deal to bolster fleet of sub-hunting helicopters

Source: United Kingdom – Government Statements

    Press release

1,000 British jobs supported by deal to bolster fleet of sub-hunting helicopters

The Royal Navy’s submarine-hunting Merlin helicopters will receive world-class maintenance under a £165 million contract extension, supporting 1,000 skilled UK jobs.

    Merlin Mk4 helicopter

    • £165 million contract with Leonardo to secure upkeep of the Royal Navy’s fleet of 54 Merlin helicopters.
    • Contract supports 1,000 UK jobs with 200 in Somerset and 800 across wider UK supply chain, delivering on the government’s Plan for Change.
    • Merlin helicopters are submarine hunters and capable of intercepting pirates and drug runners, saving the lives of stricken mariners, and delivering stores and people.

The agreement supports the government’s Plan for Change by bolstering national security and boosting the economy, with the Ministry of Defence ensuring the defence sector is an engine for growth in every nation and region of the UK.

It will sustain 200 jobs at Leonardo’s helicopters facility in Yeovil, Somerset, and 800 more across the wider UK supply chain, and covers the fleet of 30 Merlin Mk2 maritime patrol helicopters and 24 Merlin Mk4 amphibious and battlefield lift aircraft.

The deal contributes to the Government’s commitment to secure Britain’s future through the Plan for Change, which is delivering security and renewal by kick-starting economic growth to put more money in working people’s pockets.

The Mk2 helicopters are submarine hunters and can also carry out search and rescue operations, intercept drug runners and pirates, and support humanitarian relief efforts.

Armed with Sting-Ray Torpedoes and M3M .50 calibre machine guns, the Mk2 helicopters provide the Royal Navy with anti-submarine and anti-surface support.

They also use powerful radars high above the Navy’s carrier strike groups for airborne surveillance and control. The Mk4 fleet provides troop transport, casualty evacuation and can carry medium lift loads of up to 3.8 tonnes.

These versatile aircraft were recently deployed on Operation CLOCKWORK in Norway, which involved the training of Commando Helicopter Force air and ground crew, and will participate in the upcoming Carrier Strike Group (CSG25) deployment.

Minister for Defence Procurement and Industry, Rt Hon Maria Eagle MP, said:

Our fleet of world-class Merlin helicopters provide the Royal Navy with a vital advantage over our adversaries, keeping our carrier strike groups safe and enhancing their battle-winning capability.

This investment demonstrates our unwavering commitment to maintaining cutting-edge defence capabilities that keep us safe, while utilising defence as an engine for economic growth, supporting 1,000 well-paid jobs across the UK.

As well as jobs based in Somerset, the agreement will support jobs at RNAS Culdrose in Cornwall.

The UK defence sector underpins our national resilience and is a vital engine for growth, supporting 434,000 jobs across the country. Today’s news follows the announcement of the largest sustained increase in defence spending since the Cold War, as the government will hit 2.5% of GDP spend by April 2027, and has a commitment to hit 3% in the next Parliament.

Leonardo is the prime contractor for the expert maintenance, with Lockheed Martin and SERCO appointed as key sub-contractors.

Nigel Colman, Managing Director, Leonardo Helicopters UK, said:

We’re extremely proud to have provided the UK’s AW101 Merlin fleet from the Home of British Helicopters in Yeovil.

Working closely with the Ministry of Defence and Royal Navy, we’re keeping the Merlin fleet supported and available, so it’s ready to fly whenever and wherever it’s called upon.

At the same time, we’re looking towards how Merlin will be supported the in years to come under the Rotary Wing Enterprise (RWE) agreement, which will transform how support will be delivered across the whole UK rotary fleet.

Priority question for written answer  P-001236/2025
    to the Commission
    Rule 144
    Asger Christensen (Renew)

    • 1.Does the Commission agree that biogas plants’ revenues from meeting carbon displacement requirements with animal-manure-based biogas for the transport sector have fallen significantly as a result of the requirement to use average calculations instead of mass balance for apportioning purposes, and, in order to ensure renewed market pull for biogas, will the Commission work towards a new interpretation during revision of Annex VI, in connection with the new RED III, which makes it clear that the climate footprint of biogas produced can be apportioned on the basis of biomass used as documented through proof-of-sustainability certification?
    • 2.Can the Commission say whether the new anti-dumping duty on Chinese biofuels is sufficient to prevent the import of what are questionable biofuels and, in addition, whether it can stop those imports by restricting their use to below the same 1.7% cap as for used cooking oil or through more stringent certification in the supply chain?
    • 3.Can the Commission say whether it would not be appropriate for biomass harvested from areas that have been converted from cultivation of annual crops to perennial crops such as grass, in order to protect the aquatic environment, to be included as sustainable biomass in Annex IX to the Renewable Energy Directive?

  • MIL-Evening Report: It will take more than an Oscar to stop Israel’s West Bank plans

“I started filming when we started to end.” With these haunting words, Basel Adra begins No Other Land, the Oscar-winning documentary that depicts life in Masafer Yatta, a collection of Palestinian villages in the southern West Bank that are under complete occupation – military and civil – by Israel.

For Basel and his community, this land isn’t merely territory — it’s identity, livelihood, their past and future.

No Other Land vividly captures the intensity of life in rural Palestinian villages and the everyday destruction perpetrated by both Israeli authorities and the nearby settler population: the repeated demolition of Palestinian homes and schools; destruction of water sources such as wells; uprooting of olive trees; and the constant threat of extreme violence.

While this 95-minute slice of Palestinian life opened the world’s eyes, most are unaware that No Other Land takes place in an area of the West Bank that is ground zero for any viable future Palestinian state.

Designated as “Area C” under the Oslo Peace Accords, it constitutes 60% of the occupied West Bank and is where the bulk of Israeli settlements and outposts are located. It is a beautiful and resource-rich area upon which a Palestinian state would need to rely for self-sufficiency.

For decades now, Israel has been using military rule as well as its planning regime to take over huge swathes of Area C, land that is Palestinian — lived and worked on for generations.

This has been achieved through Israel’s High Planning Council, an institution constituted solely of Israelis who oversee the use of the land through permits — a system that invariably benefits Israelis and subjugates Palestinians, so much so that Israel denies access to Palestinians of 99 percent of the land in Area C including their own agricultural lands and private property.

    ‘This is apartheid’
Michael Lynk, when he was serving as UN Special Rapporteur on the Situation of Human Rights in the Occupied Palestinian Territories, referred to Israel’s planning system as “de-development” and stated explicitly: “This is apartheid”.

The International Court of Justice recently affirmed what Palestinians have long known: Israel’s planning policies in the West Bank are not only discriminatory but form part of a broader annexation agenda — a violation of international humanitarian law.

To these ends, Israel deploys a variety of strategies: Israeli officials will deem certain areas as “state lands”, necessary for military use, or designate them as archaeologically significant, or will grant permission for the expansion of an existing settlement or the establishment of a new one.

Meanwhile, less than 1 percent of Palestinian permit applications were granted at the best of times, a percentage which has dropped to zero since October 2023.

As part of the annexation strategy, one of Israel’s goals with respect to Area C is demographic: to move Israelis in and drive Palestinians out — all in violation of international law which prohibits the forced relocation of occupied peoples and the transfer of the occupant’s population to occupied land.

Regardless, Israel is achieving its goal with impunity: between 2023 and 2025 more than 7,000 Palestinians have been forcibly displaced from their homes in Area C due to Israeli settler violence and access restrictions.

At least 16 Palestinian communities have been completely emptied, their residents scattered, and their ties to ancestral lands severed.

    Israel’s settler colonialism on steroids
Under the cover of the international community’s focus on Gaza since October 2023, Israel has accelerated its land grab at an unprecedented pace.

The government has increased funding for settlements by nearly 150 percent; more than 25,000 new Israeli housing units in settlements have been advanced or approved; and Israel has been carving out new roads through Palestinian lands in the West Bank, severing Palestinians from each other, their lands and other vital resources.

Israeli authorities have also encouraged the establishment of new Israeli outposts in Area C, housing some of the most radical settlers who have been intensifying serious violence against Palestinians in the area, often with the support of Israeli soldiers.

None of this is accidental. In December 2022, Israel appointed Bezalel Smotrich, founder of a settler organisation and a settler himself, to oversee civilian affairs in the West Bank.

Since then, administrative changes have accelerated settlement expansion while tightening restrictions on Palestinians. New checkpoints and barriers throughout Area C have further isolated Palestinian communities, making daily life increasingly impossible.

Humanitarian organisations and the international community provide much-needed emergency assistance to help Palestinians maintain a foothold, but Palestinians are quickly losing ground.

As No Other Land hit screens in movie houses across the world, settlers were storming homes in Area C and since the Oscar win there has been a notable uptick in violence. Just this week reports emerged that co-director Hamdan Ballal was himself badly beaten by Israeli settlers and incarcerated overnight by the Israeli army.

Israel’s annexation of Area C is imminent. To retain it as Palestinian will require both the Palestinian Authority and the international community to shift the paradigm, assert that Area C is Palestinian and take more robust actions to breathe life into this legal fact.

The road map for doing so was laid by the International Court of Justice who found unequivocally that Israel’s occupation of the West Bank and Gaza is unlawful and must come to an end.

They specified that the international community has obligations in this regard: they must not directly or indirectly aid Israel in maintaining the occupation and they must cooperate to end it.

With respect to Area C, this includes tackling Israel’s settlement policy to cease, prevent and reverse settlement construction and expansion; preventing any further settler violence; and ending any engagement with Israel’s discriminatory High Planning Council, which must be dismantled.

With no time to waste, and despite all the other urgencies in Gaza and the West Bank, if there is to be a Palestinian state, Palestinians in Area C must be provided with full support – political, financial, and legal — by local authorities and the international community, to rebuild their lives and livelihoods.

After all, Area C is Palestine.

  • MIL-OSI New Zealand: Lifestyle – MPs Lead by Example as Fit 4 Office Challenge Wraps Up

    Source: Exercise NZ

As the Fit 4 Office (F4O) Challenge concludes, Exercise New Zealand (ExerciseNZ) congratulates all participating Members of Parliament for prioritising movement, proving that even the busiest schedules can accommodate physical activity.

Over the past three weeks, 11 MPs from across the political spectrum tracked their activity using Myzone heart rate monitors, demonstrating the benefits of regular movement while engaging in friendly competition. The challenge set a baseline goal of 1,000 Myzone Effort Points (MEPs), with top performers exceeding 3,000 MEPs—an exceptional display of commitment. MEPs measure exercise intensity based on heart rate, rewarding effort rather than just time or distance. The longer participants sustained an elevated heart rate in an active zone, the more MEPs they earned.

    Top Finishers

ExerciseNZ is proud to recognise the top MPs who led the way in total MEPs. Competition for the top spot remained fierce throughout the challenge, with Julie Anne Genter, Celia Wade-Brown, and Mark Mitchell each leading at various points. Ayesha Verrall also held the top position for several days, demonstrating a strong commitment—primarily through running. Their efforts highlight the broader dedication to movement and exercise within Parliament, setting a strong example for all New Zealanders.

Congratulations to all MPs who participated in paving the way for a more active and healthier Aotearoa. The top finishers and their final MEP totals as of 11:59pm, March 27, are:

Julie Anne Genter – 4,758 MEPs
    Celia Wade-Brown – 4,455 MEPs
    Mark Mitchell – 3,703 MEPs

We also acknowledge Jan Tinetti and Ayesha Verrall, who each surpassed 2,000 MEPs—doubling the initial challenge goal. Notably, Mark Mitchell recorded the most regular high-intensity workouts, exemplifying leadership as Minister of Sport and Recreation.

ExerciseNZ CEO Richard Beddie commended all MPs for their dedication:

“The Fit 4 Office Challenge was designed to inspire movement and show how achievable it is to prioritise physical activity. Seeing MPs embrace the challenge, support each other, and set an example for New Zealanders has been fantastic. This isn’t just about competition—it’s about reinforcing the message that every movement counts toward better health.”

Movement Matters – Beyond the Challenge

Though the F4O Challenge has ended, the need for regular movement continues. Physical inactivity costs the New Zealand economy over $2.3 billion annually, including $650 million in healthcare costs—highlighting that movement isn’t just a personal benefit but a national one.

ExerciseNZ encourages all New Zealanders to stay active beyond this challenge. The World Health Organization recommends at least 150 minutes of moderate-intensity or 75 minutes of vigorous-intensity physical activity per week. Throughout the challenge, MPs engaged in diverse activities to meet these recommendations, including gym workouts, yoga, Pilates, cycling, walking, tramping, and even rollerblading. Their participation proves that staying active doesn’t have to feel like a chore—it can be an enjoyable way to socialise, de-stress, and improve overall well-being.

ExerciseNZ, alongside Myzone, thanks all MPs for their participation and commitment to leading by example. Their efforts demonstrate that, despite demanding schedules, physical activity is achievable for everyone. While the challenge has ended, the journey toward a healthier and more active Aotearoa continues.

  • MIL-OSI: Defiance Launches RGTX: 2X Leveraged ETF for Rigetti Computing, Inc.

    Source: GlobeNewswire (MIL-OSI)

MIAMI, April 01, 2025 (GLOBE NEWSWIRE) — Defiance ETFs introduces RGTX, the Defiance Daily Target 2X Long RGTI ETF, a 2X leveraged single-stock ETF designed to provide amplified exposure to Rigetti Computing, Inc. (Nasdaq: RGTI). This ETF offers traders a way to seek enhanced returns on Rigetti Computing, Inc. without requiring a margin account.

RGTX seeks daily investment results that correspond to twice (200%) the daily percentage change of Rigetti Computing, a pioneer in quantum computing that has advanced the industry with innovative technology and cutting-edge research.

“RGTX offers investors a way to seek leveraged exposure to Rigetti Computing, a known leader in quantum computing technology,” said Sylvia Jablonski, CEO of Defiance ETFs. “As Rigetti continues to develop its proprietary quantum processors and expand its Quantum Computing as a Service (QCaaS) platform, this ETF provides a trading tool for those looking to engage with the company’s market performance.”

The Fund is not intended to be used by, and is not appropriate for, investors who do not intend to actively monitor and manage their portfolios. The Fund pursues a daily leveraged investment objective, which means that the Fund is riskier than alternatives that do not use leverage because the Fund magnifies the performance of the Underlying Security. The Fund is not suitable for all investors. The Fund is designed to be utilized only by knowledgeable investors who understand the potential consequences of seeking daily leveraged (2X) investment results, understand the risks associated with the use of leverage, and are willing to monitor their portfolios frequently. For periods longer than a single day, the Fund will lose money if the Underlying Security’s performance is flat, and it is possible that the Fund will lose money even if the Underlying Security’s performance increases over a period longer than a single day. An investor could lose the full principal value of their investment within a single day.

An investment in RGTX is not an investment in Rigetti Computing, Inc.

    IMPORTANT DISCLOSURES

Defiance ETFs LLC is the ETF sponsor. The Fund’s investment adviser is Tidal Investments, LLC (“Tidal” or the “Adviser”). The Fund’s investment objectives, risks, charges, and expenses must be considered carefully before investing. The prospectus and summary prospectus contain this and other important information about the investment company. Please read carefully before investing. A hard copy of the prospectuses can be requested by calling 833.333.9383.

Investing involves risk. Principal loss is possible. As an ETF, the fund may trade at a premium or discount to NAV. Shares of any ETF are bought and sold at market price (not NAV) and are not individually redeemed from the Fund. A portfolio concentrated in a single industry or company may be subject to a higher degree of risk.

RGTX Risks: The Fund invests in swap contracts and options that are based on the share price of RGTI. This subjects the Fund to certain of the same risks as if it owned shares of RGTI even though it does not.

Indirect Investment Risk. RGTI is not affiliated with the Trust, the Fund, or the Adviser, or their respective affiliates and is not involved with this offering in any way and has no obligation to consider your Shares in taking any corporate actions that might affect the value of Shares.

Trading Risk. The trading price of the Fund may be subject to volatility and could experience wide fluctuations due to various factors. Short sellers may also play a significant role in trading RGTI, potentially affecting the supply and demand dynamics and contributing to market price volatility. Public perception and external factors beyond the company’s control may influence RGTI’s stock price disproportionately.

Performance Risk. RGTI may fail to meet publicly announced guidelines or other expectations about its business, which could cause the price of RGTI to decline.

RGTI Operational Risks. RGTI’s plans to expand its quantum computing business introduce significant uncertainties that may not yield desired outcomes. Operations are subject to complex and evolving laws, with non-compliance posing threats to RGTI’s business. Past and potential future regulatory investigations, settlements, and litigation could lead to substantial costs and reputational damage. Intense competition from rivals with greater resources threatens RGTI’s market position and revenue.

Technology and Market Risks. The industry is highly susceptible to fluctuations in economic conditions, changes in market sentiment, and regulatory alterations, which can significantly affect market volatility and investment in quantum computing. Technological disruptions or failures, including cybersecurity breaches, could compromise sensitive data and disrupt operations, potentially leading to financial losses.

    RGTX Fund Risks

Leverage Risk. The Fund obtains investment exposure in excess of its net assets by utilizing leverage and may lose more money in market conditions that are adverse to its investment objective than a fund that does not utilize leverage. An investment in the Fund is exposed to the risk that a decline in the daily performance of the Underlying Security will be magnified.

High Portfolio Turnover Risk. Daily rebalancing of the Fund’s holdings pursuant to its daily investment objective causes a much greater number of portfolio transactions when compared to most ETFs.

Liquidity Risk. Some securities held by the Fund may be difficult to sell or be illiquid, particularly during times of market turmoil. Markets for securities or financial instruments could be disrupted by a number of events, including, but not limited to, an economic crisis, natural disasters, epidemics/pandemics, new legislation, or regulatory changes inside or outside the United States.

Derivatives Risk. The Fund’s investments in derivatives may pose risks in addition to, and greater than, those associated with directly investing in securities or other ordinary investments, including risks related to the market, leverage, imperfect daily correlations with underlying investments or the Fund’s other portfolio holdings, higher price volatility, lack of availability, counterparty risk, liquidity, valuation, and legal restrictions.

Compounding and Market Volatility Risk. The Fund has a daily leveraged investment objective and the Fund’s performance for periods greater than a trading day will be the result of each day’s returns compounded over the period, which is very likely to differ from two times (200%) the Underlying Security’s performance, before the Fund’s management fee and other expenses.

Fixed Income Securities Risk. When the Fund invests in fixed income securities, the value of your investment in the Fund will fluctuate with changes in interest rates. Typically, a rise in interest rates causes a decline in the value of fixed-income securities owned by the Fund.

Single Issuer Risk. Issuer-specific attributes may cause an investment in the Fund to be more volatile than a traditional pooled investment, which diversifies risk across the market. The value of the Fund, which focuses on an individual security, may be more volatile than a traditional pooled investment or the market as a whole and may perform differently from the market as a whole.

New Fund Risk. The Fund is a recently organized management investment company with no operating history. As a result, prospective investors do not have a track record or history on which to base their investment decisions.

Diversification does not ensure a profit nor protect against loss in a declining market. Brokerage Commissions may be charged on trades.

  • MIL-OSI NGOs: Myanmar earthquake: MSF teams are in Mandalay and Shan state News Mar 31, 2025

    Source: Doctors Without Borders –

In response to the 7.7-magnitude earthquake that hit Myanmar on March 28, Doctors Without Borders/Médecins Sans Frontières (MSF) teams made up of medical, logistics, and water and sanitation staff are assessing affected areas in Mandalay and southern Shan state. The full scale of the damage and medical needs is still unknown due to communication blackouts and the difficulty of reaching the hardest-hit areas amid ongoing conflict.

In Myanmar, the earthquake hit Sagaing, Mandalay, Naypitaw, and Shan state. Tremors were also felt in Thailand, Bangladesh, China, and Laos. More than 2,056 people have been killed in Myanmar, with 3,900 injured and at least 270 still missing. The quake caused widespread damage to infrastructure and buildings. Aftershocks are increasing the risk of further collapse and complicating rescue efforts. Residents also report experiencing fear and facing difficulty accessing safe shelter due to the current political situation.

    Overview

    Myanmar earthquake impact

    • Schools, mosques, monasteries, government offices, and 1,000-bed Naypyitaw Hospital have been affected.
    • Yangon-Mandalay highway as well as Innwa and Dokhtawaddy bridges are reported to be damaged or collapsed.
    • The number of destroyed homes is still unknown.
    • Power outages have affected the entire country, including Yangon, with phone and internet services also disrupted.

    Challenges amid ongoing response

Given the scale and intensity of the earthquake, the impact on people who require emergency trauma care for crush injuries can be devastating. This type of lifesaving assistance is an urgent need in the initial 72 hours after a disaster. We’re also concerned about people made vulnerable as a result of losing access to shelter, health care, and drinking water. Prompt medical aid efforts are crucial to control the spread of waterborne, vector-borne, or endemic diseases.

A massive scale-up of assistance to prevent further loss of life and suffering is urgently needed.

Further, health care facilities need stable power and clean water supplies to provide life- and limb-saving surgeries and deliveries. Damaged facilities may require urgent repair, temporary support structures, or replenished stocks of supplies that were lost or destroyed. Patients who rely on daily treatment to manage chronic conditions like HIV, tuberculosis (TB), diabetes, and hypertension will need close monitoring.

To enable an effective response, swift access to affected areas and timely approval of essential supplies and personnel are critical.

A rapid scale-up is needed in Myanmar

Our medical humanitarian staff in Myanmar and in neighboring countries are preparing to respond at scale to the needs of affected communities. Communication is ongoing with all relevant stakeholders, including the Ministry of Health, reaffirming our commitment and capacity to scale up quickly and support ongoing response efforts in Mandalay, Naypyitaw, and all other areas impacted by the earthquake.

As the scale of the destruction becomes clearer, a massive scale-up of assistance to prevent further loss of life and suffering is urgently needed. Responding to an emergency of this scale is beyond the capacity of any one organization. All people impacted by the earthquake, no matter where they live, need access to lifesaving medical humanitarian assistance.

  • MIL-OSI United Kingdom: NDA celebrates 20 years of making the nation safer

Source: United Kingdom – Executive Government & Departments

    News story

NDA celebrates 20 years of making the nation safer

Today marks the 20th anniversary of the Nuclear Decommissioning Authority, established by the UK Government to decommission the UK’s earliest nuclear sites.

Celebrating 20 years of the NDA

Today marks the 20th anniversary of the Nuclear Decommissioning Authority (NDA), established by the UK Government as part of the Energy Act 2004, to decommission the UK’s earliest nuclear sites.

The UK boasts a proud nuclear history, and the NDA has been pivotal in cleaning up the legacy facilities once at the heart of national defence and energy generation.

Since commencing operations on 1 April 2005, the NDA has overseen the clean-up of 17 sites, with the ultimate aim of remediating them for their next use.

Today, NDA staff are celebrating 20 years of progress reflecting on how the organisation has made the UK a safer place.

In the last month alone, the NDA and its operating companies have celebrated some significant milestones including demolishing the turbine hall at Sizewell A and completing the first rail deliveries of material for final capping at the low level waste repository which involves placing a protective layer over legacy disposal trenches which will remain in place for up to 100 years.

Other notable achievements being remembered include:

    • Commencing the first simultaneous retrievals of waste from Sellafield’s oldest storage ponds and silos, the NDA estate’s high hazard facilities.
    • Safely defueling all of the Magnox reactors, removing 99 percent of the radioactive hazard on the sites housing them.
    • Removing and safely destroying around 68 tonnes of highly radioactive liquid metal coolant from the Dounreay Fast Reactor, on the Dounreay site.
    • Reprocessing 9,000 tonnes of spent nuclear fuel, generating £9 billion in revenue for UK.
    • Producing and consolidating all plutonium which is now safely stored at Sellafield ahead of final disposal.
    • Safely packaging and storing significant volumes of intermediate level waste retrieved from legacy facilities and AGR stations, including 50,000 boxes at Sellafield’s Retrievals East River.
    • Re-using or recycling waste where possible, diverting 98% of waste from having to be disposed of at the NDA’s low level waste repository, preserving capacity and saving nearly £50 million in the past year alone, on top of more than £975 million saved over the past 15 years.
    • Demolishing or reusing 274 buildings and releasing 9% of land for reuse or to be redesignated.
    • Positive progress in delivering a GDF as the best approach for the long-term management of the most hazardous radioactive waste with three communities engaging in the process and site evaluations underway.

As well as the NDA, 2025 is year of anniversaries across the NDA group, including 30 years of Direct Rail Services, 50 years of Pacific Nuclear Transport Limited and Dounreay is celebrating 70 years.

NDA Group CEO, David Peattie, said:

Our mission is unique, dating back to the UK’s nuclear origins in the1940s and expected to span into the next century. Much of what we do has never been done before and was never designed to be done.

We’ve made significant strides since 2005, including establishing the NDA group model which is enhancing our collaboration and efficiency in delivering our mission.

I am extremely proud of every single employee for the part they have played, and continue to play, in making the UK safer every day. My thanks not only extends to NDA employees, but also to the many individuals in our operating companies, supply chain and communities.

Ours is one of the most important environmental programmes on the planet. We have a responsibility to leave a positive legacy for the generations of the future and that’s something that will continue to drive us forward over the next 20 years and beyond.

The last 20 years have seen huge skyline changes because of the NDA group’s work include the demolition of the Chapelcross and Calder Hall cooling towers, and the twin reactors at Bradwell entering the care and maintenance state.

In addition, over the NDA’s lifetime Nuclear Transport Solutions has transported over 2000 casks of nuclear material by sea and conducted over 5 million miles of UK nuclear rail transports, with a 100% nuclear safety record.

The value the NDA group delivers for the country extends beyond its decommissioning mission. Keeping the nation safe and secure, supporting energy security ambitions, investing in research and technology, sharing best practice internationally and driving economic growth through jobs and billions of pounds of investment in the supply chain.

Since 2005, the NDA group has invested £277m of socio-economic funding to support significant projects that enable permanent and sustainable change in site communities, leveraging additional investment of nearly £4 for every £1.

It’s an impressive legacy for 20 years but with a mission stretching for many decades to come there’s still so much more to do. To find out more about what the NDA has achieved and its ambitions for the future watch the below.

  • MIL-OSI United Kingdom: Child Benefit boost for millions of families

Source: United Kingdom – Executive Government & Departments

    Press release

Child Benefit boost for millions of families

Child Benefit payments set to increase from 7 April

    • Child Benefit payments to increase from next week
    • Parents encouraged to claim and manage Child Benefit via the HMRC app
    • 1.2 million parents have used the digital service to claim their Child Benefit

Families who claim Child Benefit will see an increase in their payment next week, says HM Revenue and Customs (HMRC).

From 7 April 2025, parents will receive £26.05 per week – or £1,354.60 a year – for the eldest or only child and £17.25 per week – or £897 a year – for each additional child. Child Benefit is usually paid every 4 weeks and will automatically be paid into a bank account. There is no limit to how many children parents can claim for.

The quickest and easiest way for parents and carers to claim, view and manage Child Benefit payments is by downloading the free and secure HMRC app. A new function in the app means they get a notification once their claim is received and payment in as little as 3 days.

Myrtle Lloyd, HMRC’s Director General for Customer Services, said:

Extra pounds count and Child Benefit can give your household budget a boost. Claiming online or managing your Child Benefit payments via the HMRC app is quick and easy so, if you haven’t already, go to GOV.UK to start your claim today.

Families have used the app more than 6 million times in the last year to manage their Child Benefit payments, including:

    • making a new claim
    • updating a change in circumstances
    • amending personal or bank details
    • adding additional children to a claim
    • viewing or printing Proof of Entitlement to Child Benefit

Over 1.2 million parents have claimed their Child Benefit through the HMRC app or via the digital service, since the service went online in May 2023. More than 87% of claims are now digital.

Families are encouraged to claim Child Benefit as soon as they can after their baby is born as it can only be backdated up to 3 months.

To make a claim for Child Benefit, parents will need to create an online HMRC account and will need:

    • child’s birth or adoption certificate
    • bank details
    • National Insurance number for themselves and their partner, if they have one
    • child’s original birth or adoption certificate and passport or travel document, for children born outside the UK.

HMRC has released a new YouTube video explaining how new parents can make a claim.

How do I claim Child Benefit online?

If either the claimant or their partner has an individual income of between £60,000 and £80,000, the higher earner will be subject to the High Income Child Benefit Charge. For families who fall into this category, the online Child Benefit tax calculator provides an estimate of how much benefit they will receive, and what the charge may be.

In the Spring Statement, Chancellor of the Exchequer, Rachel Reeves announced a new service as part of the government’s Plan for Change, that will cut red tape for eligible employed parents who are liable to the High Income Child Benefit Charge.

From the summer, families will have the option to report their Child Benefit payments and pay the charge directly through their PAYE tax code instead of filing a Self Assessment tax return.

The new digital service will be optional and those who choose to pay the charge through their Self Assessment can continue to do so.

Families who have previously opted out of Child Benefit payments can opt back in and restart their payments quickly and easily online or via the HMRC app.

A person living in a household subject to the High Income Child Benefit Charge will still receive National Insurance credits if they claim Child Benefit but choose to opt out of receiving payments.

    Further Information

    Information on Child Benefit.

The Child Benefit rates for the 2024 to 2025 tax year were £25.60 a week for your first or only child and £16.95 for each additional child.

HMRC will communicate the launch of digital service directly to affected parents and further details and guidance will be available on GOV.UK when the service launches.

Child Benefit claimants receive National Insurance (NI) credits which count towards their future eligibility for the State Pension. This can help people who are not in paid employment and not receiving NI credits through their employer or other routes, such as Universal Credit.

Claiming Child Benefit also makes sure the child automatically gets their National Insurance number when they turn 16.

The Child Benefit award notice can be used to prove you qualify for Child Benefit and can be downloaded and printed from the HMRC app or from GOV.UK. Parents and carers may need proof of entitlement to access other benefits and services.

The High Income Child Benefit Charge threshold increased to £60,000 on 6 April 2024.

In today’s analysis, credit and loans are trending toward new restrictions and changes. Consumer demand in loans and credit is growing.

The State University of Management provides foreign students with the opportunity to get acquainted with the culture of Russia. In addition, scientists at NSU are working topically with the computerization of the tomograph.

Rosneft continues to actively support various organizations for the benefit of animals and people across Russia.

You can read one of the articles below.

    1. Financial news: From April 1, the restriction of the TCOP on consumer loans and credits is renewed (28.03.2025).

The full credit cost (FCP) under consumer credit (loan) agreements concluded or amended from April 1, 2025, shall not exceed the average market value for the relevant category of credit (loan) by more than one third. Limitation of the CCP will help to control the growth of loan rates, which will ensure the protection of people’s interests.

    2. Financial news: MFIs’ loan portfolio grew by more than 40% in 2024.

The loan portfolio of microfinance organizations reached RUB 624 billion last year, a growth stimulated by increased consumer demand.

More than half of the loans were medium-term, the value of the full cost of the loan is close to bank rates. Such loans were issued, among other things, to purchase goods on marketplaces. The share of the most expensive short-term loans “up to salary” decreased from 34% to 25% over the year.

    3. Cultural adaptation of foreigners: GUU students visited the Museum of Time and Clock.

Students of the State University of Management, who came to study in Russia from Vietnam, India, China, Nepal and Ethiopia, visited the Museum of Time and Clock.

  • MIL-OSI Russia: Flooded Memory. What the exhibition “Northern Atlantis” will tell about

    Translartion. Region: Russians Fedetion –

Source: Moscow Government – Government of Moscow –

An exhibition has opened in the palace of Tsar Alexei Mikhailovich in the Kolomenskoye Museum-Reserve “Northern Atlantis”Its idea is to show the diversity and integrity of the culture of the Russian North.

Atlantis is a myth and a metaphor, but there is a modern incarnation of it — the flooded village of Krokhino, to which a separate hall is dedicated at the exhibition. And the geography of the exhibition covers the former Olonetskaya, Arkhangelskaya, Vologda and Novgorod provinces. What to pay special attention to at the exhibition — in the material from mos.ru.

“Northern Atlantis”: a journey through the Russian North

What is the Russian North? The exhibition offers an answer in the form of a large artistic journey. The visitor goes along the path of merchants, pilgrims and explorers. The first hall introduces the context: here you can understand the main features and traditions of the Russian North. Then begins the movement through the provinces, built like a rafting trip along the northern rivers.

The exhibition brings together items from the museum’s collections, the Russkie Nachalo studio, and the Krokhino Cultural Heritage Revival Center charity foundation. They are connected with the lives of people who inhabited the northern lands — free peasants. “There was never serfdom in the north, and there are vast spaces there. People lived freely,” explains Antonina Onishko, curator of the Northern Atlantis exhibition.

Krokhino: where history is pieced together from fragments

At the bottom of the Sheksna River, among the marsh grasses and foundations washed away by the waves, lies a submerged memory of the Russian North – the village of Krokhino, once a thriving settlement on busy waterways. Such villages are our Atlantis. Krokhino was mentioned as early as 1426, and in the 18th century it received the status of a posad, that is, a city. In 1909, Sergei Prokudin-Gorsky, a pioneer of color photography, shot scenes of peasant life here. His works are given special attention at the exhibition.

In 1964, during the construction of the Volga-Baltic Waterway, the village was flooded. Now only the Church of the Nativity of Christ rises above the water. Vasily Shukshin filmed this church in Kalina Krasnaya, emphasizing the state of the film’s hero, who has lost the ground under his feet.

“There is a certain fairytale quality to Krokhino: artifacts lie underfoot. The earth itself returns history to us,” says Anor Tukaeva, director of the charitable foundation “Center for the Revival of Cultural Heritage “Krokhino”. The foundation has been preserving the Krokhino heritage for 15 years. Volunteers live in the marshy area next to the flooded village for several months at a time. They have no electricity, but they have solar panels, a campus they built themselves, and a great desire to return the memory washed away by the water.

“Spas Krokhinsky” – this is what volunteers call a mosaic icon assembled from fragments of frescoes of a church that stood in water for 60 years. “It could have been just construction waste, but the artist Bogdan Lavrinenko felt that they should form the face of the Savior,” says Anor Tukaeva. Nearby is a miraculously preserved artifact: a straw cutter from the late 19th century, brought from the Kingdom of Poland.

“It was found in the ruins under the roots of a tree that grew on the remains of the foundation of a dismantled house. Wealthy peasants ordered such machines from catalogues. Perhaps they used them to cut straw from krokhinka, local wheat,” Anor Tukaeva shares.

In Krokhino, they actually bred a variety of wheat, and it still exists. Why is it important to know this? “Preserving heritage is a basic need. The 20th century taught us to break with the past, but preserving memory is something very basic, very human,” Anor Tukaeva is sure. Thanks to the efforts of specialists, the past has also received a voice: at the exhibition, you can listen to recreated wedding songs of the village. The project to reconstruct the songs and costumes took more than two years.

Northern fairy tale in pearls and dresses

River pearls shimmer in the exhibition halls – this was a traditional craft, now, alas, lost: there are no more pearls in the northern rivers. Earrings from the mid-19th century were given to the studio “Russkie Nachalo” by a family from the Arkhangelsk village of Nenoksa. The jewelry is part of an amazing puzzle of traditional costumes of Pomorye. They have almost not survived in their entirety – the craftswomen of “Russkie Nachalo” have been restoring the outfits of northern women for more than 25 years.

“I came up with a game. I ask everyone who comes here a question: find a new costume,” says Tatyana Valkova, head of the Russkie Nachalo studio. It is really hard to guess – the fabrics, tools and techniques are the same as 150 years ago. Researchers do not just sew replicas of old outfits – they study museum collections, go on ethnographic expeditions, talk to villagers, and recreate the life in which the costume existed.

An unusual element of the northern costume is knitted gloves. They do not seem very practical for peasant life, but in the village of Nenoksa there is a special way of life. “They did not consider themselves peasants,” explains Tatyana Valkova. “The settlement of Nenoksa, known for its saltworks, was a rich place, which means that they adopted urban traditions, including fashion.” The gloves were literally recreated loop by loop according to an ethnographic model.

One of the most complex and beautiful is the girls’ festive costume of the Kargopol district of the Olonetsk province of the late 18th century. This costume was literally assembled from fragments: in one museum they saw a fragment of embroidery, in the second – a beautiful headdress (only five of these have survived).

For the costume of the Shenkursk district of the Arkhangelsk province, the pattern was taken from the originals in the Arkhangelsk Museum of Local History in January of this year. The crown (headdress) was made by the master Susanna Savinyukhova several years ago, it repeats the sample of the late 18th century. To achieve the effect of full correspondence to the original, the master worked with genuine sequins and glass decorations from the 19th century.

    Red color of the North

The sky is grey, the nature is strict, and the dresses of northern women are bright, especially with a lot of red. “Even everyday sarafans were woven from red and white threads, as if charged with the energy of color,” notes Tatyana Valkova. This contrast, one might say, is the essence of the entire northern heritage: behind the external severity is an incredible life force.

How did our ancestors live? Hard and miserable or gilded and fabulous? The truth is somewhere in the middle, in the details. Weaving, sewing, embroidering – hard work. But when coming to a festivities in a neighboring village, a northern woman could take several dresses with her. “She went to church in one outfit, had lunch in another, and for the evening the girl changed into a third. She wanted to show herself, her skills,” says Tatyana Valkova.

“If you don’t embroider a peacock, you won’t get married”

Kargopolsky Uyezd is the cradle of Russian embroidery. Tambour embroidery was called “mouse trail” here. “Because the small stitches – tiny, tiny – resembled the tracks of mouse paws,” explains Olga Klimova, a teacher at the “Russian Beginnings” studio. The drawings were transferred in unusual ways: if they found an old pattern on fabric, they would put wet material on it and transfer the outlines. They also drew inspiration from nature. “We would go into the house and the frost would decorate the windows with patterns, we would immediately copy the drawing and embroider,” explains Olga Klimova. The ability to embroider was very important. “If you don’t embroider a peacock, you won’t get married,” as people used to say.

To forget is impossible to remember

The Earth is returning to the flooded Atlantis. The foundation’s volunteers built engineering fortifications to preserve the crumbling temple. And they noticed: the marshy area began to recover – the water washes away the earth. And recently, the light was turned on again on the bell tower, surrounded by water. The Russian North is not a disappearing past, but a part of the cultural code that cannot be lost. It is easy to put a comma: we must not forget, we must remember.

  • MIL-OSI Russia: How to make decisions in conditions of uncertainty in the transport sector: a report by a research fellow of the State University of Management at a national conference

    Translartion. Region: Russians Fedetion –

Source: State University of Management – Official website of the State –

A representative of the State University of Management made a presentation at the Plenary Session of the XXXVIII National (with international participation) scientific and technical conference “Operation and maintenance of automobiles, tractors and engines”.

The conference took place in the city of Pushkin and was dedicated to the 95th anniversary of the founding of the Department of Automobiles, Tractors and Technical Service of the St. Petersburg State Agrarian University.

The plenary session was attended by over 100 people – academicians and corresponding members of the Russian Academy of Sciences, including academician of the Russian Academy of Sciences, director of the Center for Management of Technologies in Bioengineering of the State University of Management Otari Didmanidze, as well as famous scientists, teachers, employees of research and educational organizations and institutions, manufacturers and dealers of agricultural machinery and equipment for the agro-industrial complex and mechanical engineering of the Russian Federation, representatives of government bodies and businesses.

In his scientific report on “Methods of decision-making under uncertainty for applied problems of vehicle operation”, Chief Researcher of the Scientific Research Coordination Department of the State University of Management Alexey Terentyev presented to the scientific community original analytical models for removing uncertainty in complex organizational, economic, technical and social systems. The decision-making methods developed on the basis of these models allow expanding the capabilities of existing correlation and regression methods in terms of their application to conditions when the processes under study do not obey the known stochastic laws of distribution of random variables.

The topic of the report was recognized by the participants of the Plenary Session as relevant, and the developments were widely in demand in practice, since conditions of uncertainty currently accompany any information situations related to the functioning of research objects that are significantly influenced by environmental factors (ranging from AI models for technical objects in various external environments to management models for complex organizational systems at the level of an economic sector or state).

Other reports presented at the plenary session discussed the results of research in the field of agricultural machinery, aimed at improving the technical, economic, environmental, operational performance, technical service and repair of cars, tractors and engines.

Government ushers in new era for UK infrastructure delivery

Government delivers on manifesto commitment to reduce red tape – merging existing bodies to get a grip on delays to infrastructure delivery.

    • Infrastructure strategy and delivery brought together under one roof to support delivery of roads, railways, schools and hospitals, key to delivering on our Plan for Change to deliver the 1.5 million homes this country needs.
    • Government also publishes the Teal book, the definitive guide for project delivery in government.

Roads, railways, schools and hospitals will be delivered more efficiently as this government  “gets a grip” on vital infrastructure delays and goes further and faster to kickstart economic growth and improve the lives of working people across the country.

Bringing together two bodies into one, the National Infrastructure and Service Transformation Authority (NISTA) will accelerate the delivery of major government projects – supporting delivery of our roads, railways, schools and hospitals – by overcoming barriers and providing expertise on private finance, alongside developing and implementing the 10-year infrastructure strategy.

NISTA – launching today – will look to fix the foundations of our infrastructure system by bringing strategy and delivery under one roof, addressing the systemic delivery challenges that have stunted growth for decades.

Transforming the way we plan for and deliver major projects is essential to the government’s number one mission to grow the economy and is key to delivering on our Plan for Change to deliver the 1.5 million homes this country needs, making Britain a clean energy super-power and improving public services.

Over recent years uncertainty about infrastructure plans and policy and poor delivery has inhibited investment in programmes and supply chains, pushing up end costs for consumers.

Analysis from the Construction Leadership Council of 20,000 projects has found those with the best planning at the start of a project, had 20 per cent lower costs and were delivered up to 15 per cent faster.

The 2024 National Infrastructure Commission report on cost drivers of infrastructure projects in the UK found that a lack of a long-term strategic vision and plan for infrastructure was a root cause of higher costs. NISTA and the 10 Year Infrastructure Strategy will set the long-term plan needed to address many of these issues.

Alongside this, today the government has published the Teal book, the definitive guide for successful project delivery in government, which is set to transform how government projects are planned, managed, and delivered, benefitting hard-working people.

Darren Jones, Chief Secretary to the Treasury said:

NISTA will get a grip on the delays to infrastructure delivery that for too long have plagued our global reputation with investors. Today we are ushering in a new era for infrastructure delivery, restoring the confidence of businesses to invest and driving a decade of national renewal, powering growth across the country, and delivering on our Plan for Change.

Today’s launch of NISTA is part of a three-pronged approach to addressing the fundamental constraints to infrastructure investment, sitting alongside the 10-year infrastructure strategy, which sets out a long-term plan for the country’s infrastructure, and the new Planning and Infrastructure Bill to unblock planning constraints.

It follows last week’s Spring Statement, where the OBR concluded that the government’s landmark planning reforms will result in UK housebuilding reaching its highest level in over 40 years, bringing the UK one step closer to its Plan for Change mission to build 1.5 million homes.

The economy will be 0.2% larger in 2029-30 because of the reforms – worth around £6.8 billion in today’s money – growing to 0.4% over the next ten years. This represents the biggest positive growth effect it has ever forecasted for a policy that comes at zero-cost to taxpayers. The reforms will secure over 170,000 new homes for hard working families and leave borrowing £3.4 billion lower in 2029-30.

In priority areas like the Oxford Cambridge Growth Corridor, NISTA will support a strategic approach to planning for infrastructure, growth and the environment, necessary to deliver the significant economic benefits that infrastructure investment can unlock.

    More information

    • A dedicated news article has been published on projectdelivery.gov.uk detailing the launch of The Teal Book.

    • This article offers comprehensive insights into how The Teal Book is designed to enhance project delivery, fostering greater efficiency and productivity in alignment with the government’s Plan for Change. It highlights The Teal Book’s guidance and best practices, supporting continuous professional development, streamlined planning and delivery, risk-based control measures, and the enhancement of performance across government projects.

    • For further information and to access The Teal Book, please refer to the full article at https://projectdelivery.gov.uk/government-project-delivery-launches-the-teal-book

    • Today, the Chief Secretary has also appointed the National Infrastructure Commission’ Commissioners to form an Advisory Council for NISTA to support the implementation of the government’s 10-year infrastructure strategy and delivery of NISTA’s objectives.

    • A memorandum of understanding between HM Treasury and the Cabinet Office will be published shortly, which will govern the relationship between the new unit and the departments.

Sam Gould, the ICE’s director of policy and external affairs said:

The government’s decision to combine the NIC and the IPA in a new body with end-to-end responsibility for infrastructure is a huge opportunity. There’s wide acceptance that the UK needs infrastructure to meet its economic, environmental, and societal ambitions. It has faced recent delivery challenges, and NISTA has an opportunity to bridge the gap between strategic needs and delivering infrastructure that will benefit the public.

Ahead of the 10-Year Infrastructure Strategy, NISTA has a short window to set out how it is going to approach these tasks. The right expertise to plan and successfully deliver infrastructure existed in the NIC and the IPA, now the focus needs to be on getting the job done.

Energy UK’s Deputy Director, Policy (Systems), Charles Wood:

NISTA’s establishment, alongside the Planning and Infrastructure Bill, offers an opportunity to streamline the strategic delivery of utility infrastructure across the UK. The UK is rapidly moving toward a cleaner energy future, requiring both public and private investment, developed supply chains, skilled workers, and a holistic strategy for delivery. We hope NISTA can support this goal and continue the work of the National Infrastructure Commission, retaining the independent expertise gathered and enabling a more coordinated and cost-effective approach to infrastructure delivery.

The government must use everything at its disposal to help deliver the energy transition at pace, continuing the coordinated decarbonisation of the power system while increasing a similar effort across the heating, transport, and industrial sectors. This will boost investment in the UK’s clean energy sector, support the connection of new demand like data centres, heat networks, and rapid electric vehicle charging – and enable cost-effective infrastructure that delivers for consumers now and in the future.

Richard Whitehead, AECOM CEO for Europe and India, said:

AECOM welcomes the launch of the National Infrastructure and Service Transformation Authority. This new body further demonstrates the government’s commitment to accelerating the delivery of essential infrastructure and marks a significant step forward in addressing long-standing infrastructure challenges in the UK.

We are pleased to see the government taking strong political leadership by integrating infrastructure strategy and policy. In addition, a stable infrastructure pipeline, insulated from political cycles, is vital for attracting private finance, maintaining long-term certainty, and ensuring the efficient delivery of major projects.

This announcement, alongside the recent streamlining of regulatory processes and reforms to the planning system, lays the foundation for growth, instils investor confidence, and advances the government’s 10-year infrastructure strategy. We look forward to engaging with the NISTA leadership.

The Polytechnic hospitably welcomed the SVO participants who are undergoing treatment at the 442nd District Military Clinical Hospital. The fighters were given fascinating excursions with an immersion into the history of the university and the contribution of the Polytechnics to the development and prosperity of our country.

I am grateful to fate that I ended up in St. Petersburg, and also in the leading engineering university of the country. Unexpectedly for myself, I discovered many historical facts that I did not even know about. For example, about the previously classified scientist, three times Hero of Socialist Labor of the USSR, Soviet designer of armored vehicles, nuclear weapons and the hydrogen bomb Nikolai Dukhov. I have never been so impressed by what I heard. And the dedication and involvement of the director of the Museum Valery Klimov showed how you need to know history, how you can love your alma mater, – said special military operation fighter Artem.

The guests of the university visited the Polytechnic Museum, the White Hall, the Academic Council meeting room, walked through the portrait gallery on the first floor of the Main Building, and learned about its history. They learned about the outstanding contribution of polytechnicians to the development of science, technology, and industry in Russia.

Thanks to such events, we pass on historical memory, preserve the country’s heritage. This is not only a tribute to the past, but also an important step in developing the culture of volunteerism and charity that have accompanied Polytechnic for more than a century, – said Tatyana Nam, Director of the SPbPU Dobro.Center.

The tour allowed the soldiers to escape from their hospital routine, feel part of the academic community and recharge with positive emotions. For many, visiting the Polytechnic University was an opportunity to meet their brothers in arms, representing different regions of the country and combat units. At the end of the tour, the honored guests were presented with memorable gifts.

I was surprised by the great designer, inventor of the legendary T-34 tank Mikhail Koshkin, who was a successful, hereditary confectioner, director of a factory. He decided at 30 to enter the Polytechnic, and after completing his studies, he realized that his calling was to work at the Kirov Plant. What a destiny! Such people motivate you to perform feats, – said SVO participant Alexander Nikolaevich.

On March 28, the Family Living Room, a very touching and sincere meeting with the wives and mothers of SVO participants, was held at the Center for Social Assistance to Families and Children of the Kalininsky District. It was exciting to listen to their stories, to see the pride and sadness in their eyes at the same time. These families know the price of courage, because their loved ones go through difficult trials defending our country. Such meetings remind us that heroes are not only people fighting on the front lines, but also their families, who will always wait for their loved ones and believe in their victory.

Irina and Elena have both a husband and a son at the front. Angela’s husband volunteered, having a reservation, and she stayed home with five children, and still manages to help other children by teaching English at a camp. Two participants of the evening turned out to be modest winners of the family, love and fidelity contest “Bereginya” among the wives of SVO participants. One participant was awarded the public medal “Mother of the Defender of the Fatherland”.

#Mvvet provided volunteer support, presented small signs of attention to women and children, played with children, drank tea with treats, took part in pleasant master classes, talked with the fighters of the Espanyola unit.

    These and other events in

The Center for Volunteer Projects “Harmony” expresses gratitude to the Polytechnic Museum, Vice-Rector for Youth Policy and Communication Technologies Maxim Pasholikov, Director of the Humanitarian Institute Natalia Chicherina for their support and development of volunteerism in the university environment.
