  • MIL-OSI Security: Two prolific shoplifters caught in the act by Met officers

    Video has been released of the moment Met Police officers caught two prolific shoplifters as they targeted a Co-Op in Hackney.

    Donavan Soloman and Lee Moise were wearing balaclavas when they attempted to target the store in Homerton High Street on 22 December 2024.

    Neighbourhood officers, who were carrying out a proactive operation at the store in response to concerns about shoplifting, saw the incident unfold on CCTV and detained the men.

    They were arrested and taken into custody where they were later charged.

    Soloman, 37 (28.12.87), of Avenue Road, Beckenham, pleaded guilty to burglary and criminal damage at Wood Green Crown Court. He was sentenced to 10 months’ imprisonment. He had four previous convictions for theft.

    Moise, 38 (12.04.86), of Croyland Road, Edmonton, pleaded guilty to burglary and criminal damage at Snaresbrook Crown Court. He was sentenced to 12 months’ imprisonment. He had 10 previous convictions for theft.

    Inspector Mohammed Uddin, from the neighbourhood policing team in Homerton, said: “Across the Met we’re focused on tackling the most prolific shoplifters as we know the fear they cause retail workers and the negative impact their offending has on communities.

    “We’re working with local business owners to understand their concerns and we’ll continue our crackdown with operations such as this one as well as our regular patrols.”

    Neighbourhood officers in Homerton have secured prison sentences for six prolific shoplifters over the past seven months and their work continues.

    Enquiries to identify a third man involved in the incident are ongoing.

    • Defence Science and Technology Agency (DSTA) and Thales announce a joint lab to develop AI-enabled technologies which can augment combat systems currently in use by the Singapore Armed Forces.
    • With an initial focus on solutions for Counter-Unmanned Aircraft Systems (C-UAS) and Advanced Sensing applications, both parties have co-developed advanced AI algorithms that enable combat systems to efficiently handle fast-evolving drone threats.
    • DSTA and Thales signed a Memorandum of Understanding (MoU) in 2022 to deepen and broaden collaboration from development of smart technologies to better supportability of systems. This Co-Lab is another outcome of this MoU that will deepen our collaboration.

    At the 2025 Singapore Defence Technology Summit (Tech Summit), a joint team from DSTA and Thales showcased its recent collaboration on counter-drone technologies, with tangible outcomes that can potentially be integrated into systems currently in-use with the Singapore Armed Forces (SAF).

    Over the last five months, engineers from both organisations co-developed Machine-Learning (ML)-enabled software modules that reduce the rate of false alarms in drone detection. By enhancing a radar’s sensor performance with the help of AI, the algorithms offer operators and end-users heightened situational awareness that enable faster and more accurate drone detection and classification.

    Through this demonstration of a new Concept of Operations (CONOPs) in enhanced radar performance in drones, the team leveraged physics-, knowledge- and data-based AI, bringing together DSTA’s deep domain knowledge of the drone ecosystem and the technical and AI skills of Thales researchers and engineers. The announcement of the Co-Lab represents the next step in the strategic cooperation between DSTA and Thales, underscoring both parties’ ambitions to support the SAF in dealing with emerging and asymmetric threats.

    “The DSTA-Thales Joint Lab marks a strategic step in advancing next-generation defence technologies. By harnessing AI and advanced sensing technologies, we are adopting a more agile approach to capability development, enabling us to tackle evolving threats. This collaboration reinforces DSTA’s commitment to working with global partners to co-develop advanced capabilities, ensuring our defence systems remain robust, adaptive, and future-ready,” said Mr Roy Chan, Deputy Chief Executive (Operations), DSTA.

    Mangroves as Guardians of Life and Livelihoods

    As the morning tide gently laps against the shores of Navghar, Vandana Patil steps onto the damp earth of her village’s coastline. She recalls a time when the sea was generous, offering abundant crab and fish catch. But over the years, that generosity faded. “Earlier, we used to see unpredictable crab and fish catch and had to rely on other sources of livelihoods,” she says, her voice carrying the weight of years spent worrying about an uncertain future.

    The culprit was clear: the unchecked destruction of mangroves. The towering green guardians of the coastline had been silently disappearing, their roots no longer anchoring the land, their dense canopies no longer sheltering marine life. With every tree lost, so too was a piece of the community’s livelihood. Yet, many in Navghar remained unaware of the deep connection between the mangroves and their survival.

    Change arrived in the form of a far-reaching initiative. The Government of India, in collaboration with the Green Climate Fund and UNDP, launched a project to enhance climate resilience in India’s coastal communities. This initiative, operational across three coastal states-Andhra Pradesh, Maharashtra, and Odisha focused on conserving and restoring marine ecosystems, including mangroves, while creating climate-resilient livelihoods.

    Navghar became a symbol of this transformation. In 2021, the project formed a Mangrove Co-Management Committee, bringing together village members, the Gram Panchayat, and women’s Self-Help Groups (SHGs). Their mission was twofold: protect the mangroves and revive local livelihoods. Women, often the most affected by economic instability, were placed at the forefront.

    Through structured training, they learned sustainable crab farming techniques, creating new livelihood groups like Healthy Harvest and Wild Crab Aqua Farm. These groups now farm mud crabs over two acres of coastal land while ensuring the protection of mangroves from illegal cutting. The impact was immediate.

    Through our campaigns and drives, we have raised awareness about mangroves and their link to healthy fish catch and livelihoods,” explains Rohan Patil, president of the committee. “People no longer see them as just trees—they see them as protectors.”

    By 2023, the once-barren coastline had transformed. The mangroves stood tall, shielding the land from erosion and storms, while the waters teemed with life again. The benefits extended beyond the environment. “The project helped us a lot,” Vandana shares. “Earlier, women worked only seasonally. Now, we have employment throughout the year. Besides, earlier we had to travel far and wide for crab farming; now, we can do it locally.

    What is Mangrove?

    A mangrove is a salt-tolerant plant community found in tropical and subtropical intertidal regions. These ecosystems thrive in high-rainfall areas (1,000–3,000 mm) with temperatures ranging from 26°C to 35°C. Mangrove species are adapted to survive in waterlogged soils, high salinity, and frequent tidal surges. They serve as crucial biodiversity refuges and act as bio-shields against extreme climatic events. Additionally, rural populations depend on mangroves for biomass-based livelihoods.

    India’s Progress in Mangrove Conservation

    India has made significant strides in mangrove conservation through a combination of robust regulatory frameworks and targeted promotional initiatives. As per the India State of Forest Report 2023 (ISFR-2023), India’s total mangrove cover stands at 4,991.68 sq. km, constituting 0.15% of the nation’s geographical area. There has been net increase of 363.68 Sq.km (7.86%) in Mangrove cover area of the country in 2023 as compared to 2013 and net increase of 509.68 Sq.km (11.4%) between 2001 and 2023.

    West Bengal holds the largest share of the country’s mangrove forests, accounting for 42.45% of the total cover, followed by Gujarat (23.32%) and the Andaman & Nicobar Islands (12.19%). Notably, Gujarat has recorded an impressive increase of 253.06 sq. km in mangrove cover between 2001 and 2023, attributed to large-scale plantations, community participation, and public-private partnerships.

    Key Regulatory Measures

    India has implemented a series of stringent legal frameworks to ensure mangrove protection:

    • Coastal Regulation Zone (CRZ) Notification, 2019 under the Environment (Protection) Act, 1986, categorises mangroves as Ecologically Sensitive Areas (ESAs), restricting activities within a 50-metre buffer zone where mangrove cover exceeds 1,000 sq. m.
    • Mandates compensatory replantation at a 3:1 ratio if mangroves are affected by development.
    • Additional protection under the Wildlife (Protection) Act, 1972, Indian Forest Act, 1927, and Biological Diversity Act, 2002, among others.

    Key Promotional Initiatives and Achievements

    1. Mangrove Initiative for Shoreline Habitats & Tangible Incomes (MISHTI):
      • Launched on 5 June 2023 to promote restoration and afforestation across 540 sq. km in 9 coastal States and 4 Union Territories.
      • Implementation through convergence funding with the National Compensatory Afforestation Fund Management and Planning Authority (CAMPA).
      • For FY 2024–25, ₹17.96 crore has been allocated to Andhra Pradesh, Gujarat, Kerala, Odisha, West Bengal, and Puducherry for the treatment and restoration of 3,836 hectares of degraded mangroves.
    2. National Coastal Mission – Conservation of Mangroves and Coral Reefs:
      • Financial assistance for the conservation of 38 mangrove sites and 4 coral reef sites across the country.
      • Operates on a 60:40 cost-sharing model between the Centre and States.
      • 8.58 crore released to seven coastal States during 2021–23 for mangrove conservation.
    3. GCF-ECRICC Project (Green Climate Fund – Enhancing Coastal Resilience of Indian Coastal Community):
      • Active since 2019 in Andhra Pradesh, Maharashtra, and Odisha.
      • Aims to restore and conserve 10,575 hectares of mangroves.
      • As of 2024, 3,114.29 hectares have been successfully restored.

     

    Why Mangroves Matter

    Mangroves: Nature’s Carbon Vault

     

    As per World Wildlife Fund mangroves store 7.5–10 times more carbon per acre than tropical forests. Their loss contributes to 10% of global greenhouse gas emissions from deforestation. These coastal forests hold over 21 gigatons of carbon, 87% of which is locked in the soil beneath their roots. Restoring just 1.6 million acres of lost mangrove forests could capture an additional 1 gigaton of carbon.

    A Tidal Shift Towards Sustainability

    Navghar’s transformation reflects a broader movement sweeping across India’s coastline where communities are not just adapting to change but actively shaping it. The revival of mangroves, once overlooked and degraded, now stands as a testament to collective action and inclusive development.

    Through the integration of science, policy, and grassroots participation, India is forging a path where ecological restoration directly uplifts local economies. Women like Vandana Patil are no longer passive witnesses to environmental loss but active custodians of their natural heritage, securing livelihoods while nurturing resilience.

    This shift marks more than environmental progress. It signals a future where nature-based solutions become central to climate action and communities, once vulnerable, emerge as champions of sustainable change.

    Crime and Criminal Tracking Network & Systems (CCTNS) facilitates collection, updation, and sharing of data related to crime and criminals in near real time basis. It facilitates various benefits to State/ Union Territory Police, Central Law Enforcement Agencies and citizens of India, as per details given below: 

    Benefits to Police and Central Law Enforcement Agencies(CLEAs):

    • Computerization of police processes, including filing of Complaints, FIRs, Investigation details, Chargesheet, Court disposal and appeals, Challans/Registers, etc.
    • Search on National/State database of crime & criminals
    • Enable sharing of data amongst Police, Central Law Enforcement Agencies (CLEAs), Courts, Prison, Forensic and Prosecution for effective justice delivery

    The following services have been provided to citizens at National level through Digital Police Portal and Central Citizen Services Portal:

    • Missing Persons search
    • Generate Vehicle NOC
    • Proclaimed Offenders information
    • Locate Nearest Police Station

    In addition, the following 9 mandated citizen services have been provided by State CCTNS Citizen Portals:

    • Filing of complaints to the concerned Police Station
    • Obtaining the status of complaints
    • Obtaining the copies of FIRs
    • Details of arrested persons/ wanted criminals
    • Details of missing/ kidnapped persons
    • Details of stolen/ recovered vehicles, arms and other properties
    • Submission of requests for issue/ renewal of various NOCs (Procession, Event / Performance, Protest/ Strike etc.)
    • Verification requests for servants, employment, passport, senior citizen registrations etc.
    • Portal for sharing information and enabling citizens to download required Forms

    (c) As on 01.02.2025, all 17,171 Police Stations across the country are connected and using CCTNS.

    This was stated by the Minister of State in the Ministry of Home Affairs Shri Bandi Sanjay Kumar in a written reply to a question in the Lok Sabha.

  • MIL-OSI Asia-Pac: Promote Fishing Practices

    ‘Fisheries’ is a state subject. While the governance of fisheries in the territorial waters of 12 nautical miles falls under the domain of the State Governments, fisheries in the Exclusive Economic Zone (EEZ) and beyond is the subject of the Union Government. The ‘National Policy on Marine Fisheries, 2017’ (NPMF, 2017) notified by the Department of Fisheries, Government of India provides guidance for sustainable harnessing of marine resources in the country. The conservation and management measures implemented for sustainable harnessing of marine resources inter alia include 61 days of annual fishing ban, Ban on destructive fishing practices viz. paired bottom trawling or bull trawling and use of artificial and LED lights in fishing, marine protected areas (MPAs) and protection of endangered, threatened and protected (ETP) species, Turtle Excluder Devices (TEDs) in trawl nets, fishing gear and mesh-size regulations, minimum legal size (MLS) of fishes, spatial-temporal restrictions, and zonation of fishing areas by the coastal States/UTs, etc.

    The Department of Fisheries, Government of India is implementing a flagship scheme “Pradhan Mantri Matsya Sampada Yojana (PMMSY)” with a vision of ecologically healthy, economically viable and socially inclusive fisheries sector that contributes towards economic prosperity and well-being of fishers in a sustainable and responsible manner. Under PMMSY, the activities such as sea ranching and installation of artificial reefs are supported for the first time by the Government across entire coastline of India for enhancing the fish stocks and supporting livelihood of fishers. Besides, the activities such as mariculture including seaweed cultivation, open sea cage culture, bivalve culture and ornamental fisheries are also promoted under PMMSY to reduce the fishing pressure in the nearshore waters and enhancing marine production. Advisories are also issued to coastal States/UTs from time to time for preventing juvenile fishing and promoting sustainable fishing practices.

    Government schemes including PMMSY are aimed at reducing the post-harvest losses by development and modernization, strengthening of fisheries post-harvest infrastructure, value chain and marketing infrastructure including construction/ modernization and upgradation of fishing harbours/fish landing centres, setting up of markets and marketing infrastructures, providing cold-chain of transportation and storage facilities. During the last 10 years, the Government of India has approved the projects for construction/modernization of 67 Fishing Harbours and 50 Fish Landing Centres at a total cost of Rs 9,735.89 crore for safe landing and berthing of about 48,000 fishing vessels, benefitting 9 lakhs fishers and associated stakeholders. Further, the GoI has also created a dedicated fund namely ‘Fisheries and Aquaculture Infrastructure Development Fund’ (FIDF) with a corpus of Rs 7522.48 crore in 2018-19 for providing the concessional finance. GoI has also supported for improvements in the transportation & logistics network including processing facilities. This includes 27,189 fish transportation facilities, 6,916 fish retail markets, wholesale markets and fish kiosks, 11 integrated aquaparks, 1,725 fish feed mill/plants & ice plant/cold storages and 128 value added enterprise units. Three Modern and Smart Fish Markets are being developed with facilities such as IoT, e-Trading, green technology, logistic supply chain integration, etc.

    DoF, GoI is taking various steps under the PMMSY towards providing financial assistance to fishers, which includes livelihood and nutritional support provided annually to ~5.94 lakh fisher families during the fishing ban and lean periods. Besides, the Group Accident Insurance Scheme cover was increased from ₹1 lakh to ₹5 lakh benefiting 32.16 lakh fishers. The empowerment of fisheries cooperatives and entrepreneurship has been prioritized through the establishment of 2,195 Fisheries Farmer Producer Organizations (FFPOs). Additionally, 63 FFPOs have been integrated into the Open Network for Digital Commerce (ONDC), improving access to markets and fair pricing. Under the PMMSY, financial assistance is also provided to traditional fishers for acquisition of deep-sea fishing vessels, upgradation of existing fishing vessels for export competence, procurement of boats and nets by traditional fishers for better catch, vessel communication and support system and safety kits to ensure safety of fishermen at sea.

    The Government has taken several steps to increase the fish stocks, such as implementation of uniform fishing ban during monsoon season, ban on destructive fishing methods, discouraging juvenile fishing, installation of artificial reefs, promoting sea ranching, alternate/additional livelihood to coastal communities to reduce fishing pressure etc. The potential of fishery resources are estimated in regular intervals by committee of experts to ascertain the status of fish stocks and revalidation of potential of fishery resources in the Exclusive economic Zone of India. The sustainable fisheries in the maritime zones of India is ensured by way of implementation of laws, regulations and policies at national and state levels. As per the report of Marine Fish Stock Status of India 2022, published by ICAR-Central Marine Fisheries Research Institute (CMFRI), the marine fish stocks of the Indian waters are in good health and 91.1% of the 135 fish stocks evaluated in different regions during 2022 were found sustainable.

    The NPMF, 2017 inter alia recommends the use of Information Technology (IT) and Space Technology (ST) to ensure optimum use for harnessing the benefits in support of the fisher community. The DoF, GoI through its schemes and programs, has promoted use of IT and ST for various applications for the benefits of fishers such as providing real-time Potential Fishing Zone (PFZ) advisories and weather forecasts to fishers, use of Vessel Monitoring System/Automatic Identification System, safety kits to fishers for their safety. The Vessel Communication and Support System (VCSS) is provided to ensure safety of fishermen at sea. The bycatch could undermine the integrity of the marine ecosystem, therefore, DoF, GoI is providing 100% financial assistance to fishers shared between Centre and State/UTs in the ratio of 60% Central share and 40% State share without any share of fisher/beneficiary, for installation of Turtle Excluder Device (TED).

    The availability of fish and fish products throughout India is ensured through promotion of sustainable and responsible fishing practices, conservation and optimum utilization of fishery resources, promotion of aquaculture and reduction in post-harvest losses. Moreover, the DoF, GoI has been implementing various schemes and programs which inter alia promotes various activities for enhancing production and productivity of fishery resources, ensuring availability of fish as an affordable source of nutrition for the growing population, especially in low-income regions.

    The National Leprosy Eradication Programme (NLEP) is a centrally sponsored scheme under the overarching umbrella of National Health Mission (NHM). Funds are allocated to the programme activities under NHM on the basis of State/UT specific Programme Implementation Plans and States/UTs are required to utilize funds as per their need, priority and on the basis of their absorption capacity. India achieved Elimination status for leprosy at National level. i.e. Prevalence Rate (PR) less than 1 per 10,000 population in 2005. Further, Government of India also launched the National Strategic Plan (NSP) & Roadmap for Leprosy (2023-2027) on 30th January, 2023 to achieve zero transmission of leprosy by 2027 i.e. three years before the Sustainable Development Goal which is by 2030. The major initiatives taken under NLEP are as under:

    • National Strategic Plan (NSP) and Roadmap 2023-2027 & National Guidelines for Anti-Microbial Resistance for leprosy have been released on 30th January 2023.
    • Leprosy Case Detection Campaign (LCDC), Active Case Detection and Regular Surveillance, both in rural and urban areas, through ASHAs and Frontline Workers in order to ensure detection of leprosy cases on regular basis and at an early stage in order to prevent Grade II Disabilities.
    • Leprosy screening has been integrated with Rashtriya Bal Swasthya Karyakram (RBSK) and Rashtriya Kishore Swasthya Karyakram (RKSK) for screening of children (0-18 years).
    • Leprosy screening has been integrated with the activities of comprehensive primary health care under Ayushman Bharat Yojana for screening of people above 30 years of age.
    • Contact tracing is done and Post Exposure Prophylaxis (PEP) is administered to the eligible contacts of index case in order to interrupt the chain of transmission.
    • Various services are being provided under the programme for Disability Prevention and Medical Rehabilitation (DPMR) i.e., reaction management, provision of Microcellular Rubber (MCR) footwear, Aids & Appliances, self-care kits etc.
    • Reconstructive Surgeries (RCS) are conducted at District Hospitals/Medical Colleges/ Central Leprosy Institutes, and welfare allowance @ Rs 12,000/- is paid to each patient undergoing RCS.

    Under the NLEP, treatment/ diagnostic services are provided free of cost to all the patients. There is also a provision of providing welfare allowance @ Rs. 12,000/- to patients undergoing Reconstructive Surgeries (RCS).

    The Union Minister of State for Health and Family Welfare, Smt. Anupriya Patel stated this in a written reply in the Rajya Sabha today.

    The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India has organized the Fisheries Startup Conclave on 8th March, 2025 at Hyderabad, Telangana to promote innovation and entrepreneurship in the fisheries sector. During the Conclave, the ‘Fisheries Startup Grand Challenge 2.0’ was launched with the aim to encourage the startups to develop transformative solutions in the fisheries sector and to drive innovation, sustainability and efficiency by supporting Startups with seed funding and incubation.  The Fisheries Startup Conclave witnessed active participation from over 50 fisheries startups, highlighting their innovations in areas such as aquaculture, fisheries technology, and value addition. Key outcomes of the conclave included the identification of potential areas for promoting innovation and sustainability, challenges and opportunities for startups regarding validation of their products & services, access to funding, market linkages, technology adoption and sustainability concerns.

    Under Fisheries Startup Grand Challenge 2.0, two Startup winners will be selected    for each of the five problem statements, resulting in a total of 10 Grand Winners. Each winning Startup will receive a cash prize of Rs. 10.00 lakh, amounting to Rs. 1 crore in seed funding support. Winning Startups will gain access to incubation facilities and mentorship provided by ICAR, National Fisheries Development Board, and attached offices of the Department of Fisheries, GoI. This challenge presents a unique opportunity for fisheries-focused startups to develop high-impact solutions, scale their innovations, and contribute to the growth and modernization of India’s fisheries sector. Earlier, on 13th January, 2022, Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying in collaboration with the Startup India under the Invest India, DPIIT, Government of India organised the Fisheries Grand Challenge 1.0, wherein,12 Startup winners were selected and awarded a cash grant of Rs 2.00 lakh each, including an incubation support and a seed grant up to Rs. 20.00 lakh (General category) and Rs. 30.00 lakh (SC/ST/Women) to 10 winners for transforming their ideas into effective pilots, which would further translate into commercialization. Further, the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India has also sanctioned 39 Nos of Project Proposals with subsidy assistance of Rs. 31.22 Crores, under the Entrepreneur Model of Pradhan Mantri Matsya Sampada Yojana (PMMSY) scheme.

    The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying Government of India is focusing on the areas in fisheries technology, aquaculture, and value addition by supporting a basket of interventions/activities along the fisheries value chain including quality fish production, expansion, diversification and intensification of aquaculture, promotion of export oriented species, infusion of technology, robust disease management and traceability, training and capacity building, creation of modern post-harvest infrastructure with seamless cold chain and processing facilities. The technology infusion and adoption has been enhanced through establishment of 52,058 reservoir cages, 22,057 RAS & Biofloc units and raceways and 1,525 sea cages approved under PMMSY with an investment of Rs. 3040.87 crore. The Department of Fisheries has collaborated with several research institutions under Indian Council of Agricultural Research (ICAR) and private incubators to boost the fisheries startup ecosystem.

    The Department of Fisheries has supported the establishment of five fisheries business incubation centers namely LINAC-NCDC Fisheries Business Incubation Centre (LlFIC), Guwahati Biotech Park, Assam, National Institute of Agricultural Extension Management (MANAGE), Hyderabad, ICAR-Central Institute of Fisheries Education (CIFE), Mumbai and ICAR-Central Institute of Fisheries Technology (CIFT), Kochi to provide mentorship and training for developing business models by fisheries start-ups, cooperatives, FPOs, and SHGs.

    The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying Government of India has approved construction/modernization of 66 Fishing Harbors (FHs) and 50 Fish Landing Centers (FLCs) with total outlay of Rs. 9,558.91 crore that are expected to create safe landing and berthing for about 47,000 fishing vessels, benefitting 8.94 lakhs fishers and other stakeholders. 3 Smart & Integrated Fishing Harbours are being developed with global standards, technological advancements, seamless hygienic and post-harvest management etc. Under Fisheries Infrastructure and Aquaculture Development Fund (FIDF) 141 proposals have been approved with a total project cost of Rs. 5915.54 crore. This included establishment/ upgradation/maintenance of 22 Fishing harbours and 24 Fish Landing Centres at an outlay of Rs. 4,905.77 crore and Rs. 182.20 crore, respectively. 6.16 lakh stakeholders are expected to benefit, and 2.5 lakh employment opportunities will be created including 8,000 stakeholders benefiting from 33 private investment projects.

    Under Pradhan Mantri Matsya Sampada Yojana (PMMSY) and Fisheries and Aquaculture Infrastructure Development Fund (FIDF) the Department of Fisheries has approved the development of post-harvest interface viz- cold storage, fish processing and Marketing infrastructure. The major post-harvest and Marketing infrastructure include; 66 fishing harbours/fish landing centres, 634 ice plants/cold storages, 21 Modern wholesale fish markets including 3 Smart Wholesale Markets, 202 retail fish markets, 6694 fish kiosks, 27118 units of fish transportation facilities, 128 value add enterprises, 5 E-platform for e-trading and e-marketing of fish and fisheries products. Further, the Department of Fisheries signed a Memorandum of Understanding (MoU) with Open Network for Digital Commerce (ONDC) with an objective to provide a digital platform and empower all stakeholders including traditional fishermen, fish farmers producer organization, entrepreneurs from fisheries sector to buy and sell their products through e-market place. Further, PMMSY has supported 2195 fisheries cooperatives as Fish Farmers Producer Organizations (FFPOs) with project outlay of Rs. 544.85 crore to facilitate fishermen with better market linkages, improved bargaining power and sustainable value-chain for higher returns.

    The Secretary for Health, Professor Lo Chung-mau, met with Deputy Commissioner of the National Medical Products Administration Dr Xu Jinghe today (April 1) to have an in-depth exchange on the regulatory regime and reform of drugs and medical devices.  

    Professor Lo said, “The Guangdong-Hong Kong-Macao Greater Bay Area has been ushering in immense opportunities for medical and biotechnological developments in recent years. The National 14th Five-Year Plan has expressed clear support to develop Hong Kong into an international innovation and technology hub. Biomedicine and medical innovation are directly related to people’s life and health and also represent immense new quality productive forces. The Resolution of the Communist Party of China (CPC) Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization adopted by the Third Plenary Session of the 20th CPC Central Committee also pointed out the need to deepen medical and healthcare reform and to support the development mechanisms for innovative drugs and medical devices.

         “The Hong Kong Special Administrative Region (HKSAR) Government strenuously works in line with the national objective of deepening medical and healthcare reform by pursuing innovation in the medical field. While integrating into the national development, the HKSAR will capitalise on its unique advantages of international influence and professions to the fullest to develop the city into an international health and medical innovation hub, thereby enabling the innovative medical technologies to go global and attract foreign investment and developing new quality productive forces in biomedicine. Hong Kong will strive to give full play to our strengths to serve the country’s needs amid the comprehensive deepening of reform.”

    While introducing the approval mechanism for drugs and medical devices, Professor Lo emphasised, “The HKSAR Government will expedite the reform of the approval mechanism for drugs and medical devices to meet the institutional requirement necessary for the health and medical innovation development, such as extending the ‘1+’ mechanism to cover all new drugs, including vaccines and advanced therapy products, since November 1 last year; preparing for the establishment of the Hong Kong Centre for Medical Products Regulation (CMPR) to progress towards the ‘primary evaluation’ approach, with a view to fully strengthening the drug approval capability of the HKSAR; and taking forward preparatory work for legislating for the statutory regulation of medical devices to dovetail with the timetable for the establishment of the CMPR.”

    The Director of Health, Dr Ronald Lam, and representatives from the Health Bureau and the Department of Health also attended the meeting today.

  • MIL-OSI Asia-Pac: Lease arrangements for public market stalls in April

    The Food and Environmental Hygiene Department (FEHD) announced today (April 1) that open auctions for a total of 642 stalls in 46 public markets will be held in April. Market stalls not taken at open auctions will be available to the public for renting at their upset prices on April 22 on a first-come, first-served basis.

    1. Open auctions

    The types of stalls to be auctioned this time cover cooked food, frozen meat, fresh meat, fresh fish, frozen (chilled) poultry, fruits, vegetables, ready-to-eat food, food-related dry goods and wet goods, non-food related dry goods and wet goods, service trades, siu mei and lo mei, mobile phones/mobile phone accessories/electronic products/electronic parts, pet goods and pet food, hardware/locksmith, etc. The tenancy agreement is a three-year fixed term from May 1, with no right of renewal upon expiry of the tenancy agreement. The upset prices of the monthly rent of the stalls vary depending on the sizes, locations and vacancy periods of the individual stalls. The upset prices for the stalls in an open auction will be initially fixed at 80 per cent of the open market rent (OMR) if the stalls have been vacant for over six months, and at 60 per cent of the OMR if the vacant period has been over eight months.     Limited seats are available on a first-come, first-served basis. The admission tickets will be issued 30 minutes prior to the commencement of each auction. Persons who want to attend the auctions must wait at the waiting area of the auction venue and produce their Hong Kong identity card or passport for registration. The registered person will then be provided with an admission ticket for the auctions. In addition, eligible bidders after verification will be issued with a bidding paddle for the auction. The FEHD has also invited representatives of the Police and the Independent Commission Against Corruption to monitor the auctions at the auction venue in order to ensure that the open auctions are conducted in an orderly and fair manner.

    2. Renting at upset prices on first-come, first-served basis

    The tenancy agreement of market stalls renting on a first-come, first-served basis is a three-year fixed term from June 1, with no right of renewal upon expiry of the tenancy agreement. The upset prices of the monthly rent of the stalls vary depending on their sizes, locations, vacancy periods and the reduced upset prices from the last open auction of the individual stalls. Relevant information is available on the FEHD website after open auctions.

         A spokesman for the FEHD said, “Bidders or applicants for the market stalls must be at least 18 years old and ordinarily reside in Hong Kong. To allow more people to bid for or select the stalls and increase customer choices by enhancing the diversity in terms of the variety of stalls, there will be a restriction on the number of stalls to be rented in the same market by a single tenant. Any person who is currently a stall tenant is not allowed to bid in the first round of auction for any stall in the same market, and will only be allowed to bid for one stall in the second round of auction or to select one stall in the same market on a first-come, first-served basis. The existing tenants under the new three-year fixed term tenancy scheme (i.e. those persons who became stall tenants through the market open auctions after August 2022) are allowed to bid for a stall in the auction or select a stall on a first-come, first-served basis in the same market, but shall vacate the current stall and return it to the FEHD before the effective date of commencement of the new tenancy agreement.”

    Honourable Minister Li Guoying (the Minister of Water Resources), distinguished guests, ladies and gentlemen,
     
    A very warm welcome to all of you to Hong Kong and to this International Water Pioneers Summit. It is my honour to join prestigious water leaders on this significant occasion and to benefit from discussions among experts.
     
    First of all, I would like to take this opportunity to extend my sincere gratitude to the co-organisers, including Hong Kong branch of the Chartered Institution of Water and Environmental Management, the Hong Kong Institution of Engineers and the Hong Kong branch of the Chartered Institute of Plumbing and Heating Engineering. I thank them for their collaboration and generous effort to make the Summit possible. My heartfelt thanks also goes to the Minister of Water Resources of China and his team for their presence in this Summit. Your presence means a lot to us. I also wish to thank all our distinguished speakers and moderators from the Mainland and overseas for accepting our invitations and travelling to Hong Kong to participate in this Summit. We are honoured to welcome an exceptional lineup of speakers and moderators from nine countries across four continents here today. They are distinguished experts and leaders of international water and health organisations and senior government officials. With these renowned leaders sharing their insights, I am sure the upcoming exchanges would be inspiring and rewarding.
     
    From the Hong Kong Palace Museum to the theme of the Summit
     
    Today’s venue, the Hong Kong Palace Museum showcasing the rich tapestry of Chinese art and culture, is a setting particularly fit for the Summit. Water is the essence of life and the cornerstone of human civilisation. It also has symbolic meanings in the Chinese culture. Most of you would have come across the Exhibition of Chinese Water Culture in the foyer before entering this Auditorium. The exhibition explains the origin, symbolism, philosophy and wisdom of water through the lens of Chinese culture. It also reminds us how water has shaped human civilisation, culture and connections.
     
    The supply of Dongjiang water from the Mainland is a showcase of the Chinese water culture. It is not just an engineering achievement to address Hong Kong’s water demand. More importantly, it is a touching demonstration of the core value in Chinese culture, “血濃於水” in Chinese, which means “family connections are inseparable”. The supply of Dongjiang water underscores the deep bonding between our country and Hong Kong as a special administrative region, as well as the unwavering love of our Motherland for Hong Kong. The extended spirit of unity and the sense of mission extending beyond the family to make the world a better place, serves as a guiding principle for us to work together to foster a community of life against the global water challenges.
     
    With the growing impacts of global climate change and increasing pressure on how best we should use the finite resources around the world, the sustainable management of water is no longer optional but imperative. The theme of the Summit, “Smart Water · High-Quality Development”, is undoubtedly very close to our hearts as it captures the urgency and importance of our having to overcome challenges we face nowadays. We need collective responses. We need innovative and actionable solutions. We also need forward-thinking strategies. Today’s Summit comes in time.

    The theme of the Summit – “Smart Water · High-Quality Development”
     
    So how can we achieve “Smart Water · High-Quality Development”? Our morning session will focus on the high-quality development of water supply and technologies in response to global crises, the essential co-ordination of water, economy, and ecology for sustainable growth, and the transformative role of digital technologies and artificial intelligence in enhancing water management.
     
    And we all know that the reliability and safety of water supplies are crucial to public health. So in the afternoon session, our speakers will lead us in delving into crucial strategies and technological advances for developing low-carbon, as well as green urban and rural water systems. We will also touch on recent developments in drinking water safety, and the challenges and opportunities in protecting health through water, adaptability, sanitation, and hygiene (WASH).
     
    The special panel discussion – Belt and Road
     
    The Belt and Road Initiative proposed by President Xi Jinping in 2013 has connected countries, regions and continents through advancing infrastructure development and strengthening collaboration in various aspects. To bolster high-quality co-operation in water management among countries along the Belt and Road, a special panel discussion is arranged in this Summit to showcase successful examples of collaboration and highlight how shared expertise and resources can pave the way for sustainable water management across borders.
     
    Special keynote speeches on the Dongjiang Water Supply
     
    Another highlight of today’s programme is the special keynote session on the Dongjiang water supply to Hong Kong, which is scheduled to take place later in the afternoon. I am sure that the renowned speakers would provide valuable insights on this mega water supply project, the achievement in safeguarding the water quality of the Dongjiang water and a great strive taken over the years in advancing the operation and maintenance through smart technologies.
     
    Ladies and gentlemen, the significance of this Summit lies not only in the exchange of knowledge but also in the spirit of collaboration it fosters. Water is not just a resource, it is a lifeline of the ecosystems, economies and communities to where we belong.
     
    As we embark on today’s discussions, let us remember that the challenges we face can only be solved through collective efforts. I encourage everyone here to actively engage in the discussions. Once again, a warm welcome to all of you and I wish the Summit every success. Thank you.

         A man who went missing in Yau Ma Tei has been located.

         Law Ah-cheung, aged 70, went missing after he was last seen at an elderly home on Man Ying Street on March 28 afternoon. Staff of the caring home then made a report to Police.

         The man was located in a park at the junction of Canton Road and Jordan Road yesterday afternoon (March 31). He sustained no injuries and no suspicious circumstances were detected.

  • MIL-OSI Asia-Pac: CFS announces test results of targeted surveillance on nutrition labelling of breakfast cereal

    The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department today (April 1) released the test results of a targeted food surveillance project on the nutrition labelling of breakfast cereal. Among 40 samples tested, three samples were found with total fat or saturated fat content inconsistent with the declared values on their nutrition labels, while one sample was found to have a label format on durability indication that was not in compliance with legal requirements. The remaining 36 samples passed the test.

    “The CFS collected samples from different retail outlets for the targeted food surveillance project. Tests were conducted to check if the energy content and specified nutrient content (total fat, saturated fat, trans fat, sugars, sodium, protein, carbohydrates, and more) are consistent with the declared values on their nutrition labels. The food labels were also checked if they comply with relevant requirements under the laws,” a spokesman for the CFS said.

    The CFS has announced the irregularities on the actual nutrient contents earlier. The vendors concerned have also stopped selling the relevant batches of the affected products. Prosecution will be instituted should there be sufficient evidence.

    The Food and Drugs (Composition and Labelling) Regulations (Cap. 132W) require all applicable prepackaged foods to list the ingredients and the content of energy plus seven core nutrients, namely carbohydrates, protein, total fat, saturated fat, trans fat, sodium and sugars, and regulate any associated nutrition claims. The “best before” or “use by” date of all prepackaged food shall be shown either in Arabic numerals or in both the English and Chinese languages.

    Nutrition labelling can assist consumers in making informed food choices, encourage food manufacturers to apply sound nutrition principles in the formulation of foods, and regulate misleading or deceptive labels and claims. According to Section 61 of the Public Health and Municipal Services Ordinance (Cap. 132), if any person falsely describes food or misleads as to the nature, substance or quality of the food on a label of the food sold by him or her, he or she shall be guilty of an offence and liable to a maximum fine of $50,000 and six months’ imprisonment upon conviction.

    The CFS will continue to conduct surveillance on other food samples to check if their energy content and specified nutrient content are consistent with the declared values on their nutrition labels, and the results will be released in due course. The spokesman reminded the food trade to comply with the law, and urged members of the public to pay attention to the information on nutrition labels when purchasing food to make informed food choices to achieve a balanced diet and stay healthy.

    • The issuance of approximately 6.5 million shares of common stock.

(“Boralex” or the “Company”) (TSX: BLX) is pleased to announce that the Limekiln Wind Farm and all its turbines are operational. Limekiln Wind Farm, located near Thurso in Caithness, is the Corporation’s flagship project in Scotland and its first operational site in the United Kingdom, with an installed capacity of 106 MW.

Apart from zero-carbon electricity, the wind farm will also deliver a full package of social, economic and environmental benefits, including biodiversity enhancements such as a native species planting scheme and a peat restoration programme, as well as a Community Benefit Fund of over £500,000 annually for the life of the project.

    This project benefits from a government-backed 15-year Contract for Difference (CfD) that will start in April 2028. Boralex has entered into a power purchase agreement (PPA) with Statkraft, one of the leading PPA providers in the UK, to cover the period between commissioning of the wind farm, and the beginning of the CfD.

    In addition, the project offers local employment opportunities: the site’s operation would support at least 8 direct jobs and around 50 indirect jobs. Lastly, the wind farm will provide sufficient electricity to meet the needs of around 100,000 British homes every year, based on the average generation mix of UK power sources.

    Boralex accelerates its development in the United Kingdom

    The operation of Limekiln Wind Farm comes at a time of strong growth for Boralex in the UK. Since 2023, the Company has expanded its team from 10 to 23 renewable energy professionals and aims to recruit more than a dozen new employees by the end of the year in all departments. Two major milestones were reached in the past year, with the closing of financing and the signing of the Corporate PPA for Limekiln Wind Farm.     First Planned Waste to Fuels Facility – Scrap Railway Ties to Green Hydrogen

    In light of changes in market conditions, the Company announces its intention to relocate its first planned commercial waste to fuel facility for the processing of scrap railway ties from Carseland, Alberta to British Columbia, and a transition in fuel to be produced from Renewable Diesel to Green Hydrogen. This shift remains aligned with the Company’s commitment to commercialize renewable energy initiatives.

    This strategic pivot allows Cielo to explore funding opportunities through the British Columbia Low Carbon Fuel Standard (BCLCFS) credit program, which offers financial incentives for reducing carbon emissions.

    Cielo is engaged in advanced discussions with a technology provider on a project in British Columbia that will utilize scrap railway ties as feedstock to produce Green Hydrogen for use in the British Columbia market.

    Rocky Mountain Clean Fuels Acquisition Update

    In light of the foregoing changes, the Company also announces that it will not proceed with the previously announced proposed acquisition (the “Proposed Acquisition”) by Cielo of an Enhanced Gas to Liquids (“EGTLTM”) facility located in Carseland, Alberta (the “EGTLTMFacility”), currently owned and operated by Rocky Mountain Clean Fuels Inc. (“RMCFI”), which deploys patented Enhanced Gas-To-Liquids technology.

    The Company had previously announced its intention to complete a proposed transaction with RMCFI with a view to enhancing the process deployed at the EGTL™ Facility and diversifying the inputs used to process synthetic diesel and jet fuel. Cielo had intended to build a gasifier on the land adjacent to the EGTL™ Facility.

    Due to ongoing market uncertainty and after careful evaluation, Cielo has determined that the uncertainty around the regulatory landscape and shifting market conditions present significant challenges to advancing the Proposed Acquisition in a manner that aligns with the Company’s long-term strategic goals. The project development agreement between Cielo and RMCFI that had been acquired under the Asset Purchase Agreement with Expander (each as defined below) has expired.

    Cielo remains focused on executing its broader strategy of sustainable and profitable fuel production, including new opportunities in Green Hydrogen and other low-carbon initiatives. The Company continues to explore alternative partnerships and funding opportunities to drive its commitment to innovation and environmental sustainability.

    Expander Energy Dispute Resolution

    In November 2023, pursuant to an asset purchase agreement dated September 15, 2023, as amended and restated on November 8, 2023 (the “Asset Purchase Agreement”) between Cielo and Expander Energy Inc (“Expander”), Cielo acquired certain assets and liabilities of Expander to use and operate Expander’s patented EBTL™ and BGTL™ technologies (the “Transaction”).

    Concurrently with the closing of the Transaction, Cielo and Expander executed a license agreement (the “License Agreement”), providing Cielo with an exclusive license in Canada to use Expander’s patented EBTL™ and BGTL™ technologies and related intellectual property for all feedstocks, as well as an exclusive license in the United States for creosote and treated wood waste (the “Licensed Technologies”).

    As a result of recent disagreements between Cielo and Expander on various matters, the Company has notified Expander of its intention to initiate a dispute resolution process in accordance with the terms of the License Agreement. Prior to this, Cielo had received from Expander notices of breach (collectively the “Notices”) with regard to the Asset Purchase Agreement, the License Agreement and a master service agreement executed between Cielo and Expander upon closing of the Transaction. Among other things, the Notices include Expander’s advice that Expander intends to terminate the License Agreement upon a second notice, which Cielo may expect to receive in or after April 2025. Cielo intends to dispute some or all of the assertions made in the Notices and intends to have its own commercial, financial and strategic concerns related to the Licensed Technologies addressed. The Company will continue to provide material updates as they become available.

Pursuant to the Business Corporations Act (British Columbia), the Company was required to hold the AGM on or before December 31, 2024 (the “Original AGM Deadline”), however it was determined that rescheduling the AGM for a date on or before the Original AGM Deadline was not feasible given the continuing postal strike and mailing requirements. As a result, the Company had made application to request an extension, which was granted until June 30, 2025. Cielo intends to hold the AGM in June 2025 and will provide additional details as they become available.

    The consortium achieved financial close on the project this week to design, build, finance, and maintain the schools under a public-private partnership (P3).

    The World Health Organization (WHO) today published its first-ever reports addressing the critical lack of medicines and diagnostic tools for invasive fungal diseases, showing the urgent need for innovative research and development (R&D) to close these gaps.

    Fungal diseases are an increasing public health concern, with common infections – such as candida, which causes oral and vaginal thrush – growing increasingly resistant to treatment. These infections disproportionately impact severely ill patients and those with weakened immune systems, including individuals undergoing cancer chemotherapy, living with HIV, and who have had organ transplants.

    “Invasive fungal infections threaten the lives of the most vulnerable but countries lack the treatments needed to save lives,” said Dr Yukiko Nakatani, WHO Assistant Director-General for Antimicrobial Resistance ad interim. “Not only is the pipeline of new antifungal drugs and diagnostics insufficient, there is a void in fungal testing in low- and middle-income countries, even in district hospitals. This diagnostic gap means the cause of people’s suffering remains unknown, making it difficult to get them the right treatments.”

    The fungi in the top ‘critical priority’ category of the WHO’s fungal priority pathogens list (FPPL) are deadly, with mortality rates reaching as high as 88%. Advancements in treatments mean that more people are likely to be living with immunocompromised conditions, which also could mean increases in cases of invasive fungal diseases. This is a complex challenge to manage due to inaccessibility of diagnostic tools, limited availability of antifungal medicines, and a slow and complex R&D process for new treatments.

    Constrained process in developing treatments against deadly fungal infections

    WHO’s report on antifungal drugs highlights that, in the past decade, only four new antifungal drugs have been approved by regulatory authorities in the United States of America, the European Union or China. Currently, nine antifungal medicines are in clinical development to use against the most health-threatening fungi, as detailed in the FPPL.

    However, only three candidates are in phase 3, the final stage of clinical development, meaning few approvals are expected within the next decade. Twenty-two drugs are in preclinical development, an insufficient number to feed a clinical pipeline considering the dropout rates, risks and challenges associated with earlier development stages.

    Issues with current antifungal treatments include serious side effects, frequent drug-drug interactions, limited dosage forms and the need for prolonged hospital stays. The report highlights the urgent need for safer antifungal medicines, possibly reducing requirements for continuous drug monitoring.

    Antifungal medicines that work against a wide range of severe infections caused by fungal priority pathogens are also needed. Children are particularly underserved with few clinical trials exploring paediatric dosing and age-appropriate formulations.

    WHO recommends investing in global surveillance, expanding financial incentives for drug discovery and development, funding basic research to help identify new and unexploited targets on fungi for medicines, and investigating treatments that work by enhancing patients’ immune responses.

    Landscape report of diagnostics for fungal priority pathogens

    The new diagnostics report shows that while commercially available tests exist for fungal priority pathogens, these rely on well-equipped laboratories and trained staff, which means that most people in in low- and middle-income countries (LMICs) do not benefit from them. All countries, but particularly LMICs, need faster, more accurate, cheaper and easier testing for a broad range of fungal priority pathogens, including diagnostic tools that can be used at or near point-of-care.

    There are many challenges with existing antifungal diagnostics; they work only for a limited range of fungi, are insufficiently accurate and take a long time to obtain results. Most of the tests are not well suited to primary and secondary health facilities as certain diagnostics require stable electricity supplies within suitable and equipped laboratories.

    Health workers often have insufficient knowledge about fungal infections as well as the impact of fungi growing more resistant to treatments, resulting in limited ability to perform the testing needed to determine the appropriate treatment. WHO calls for strengthening the global response against invasive fungal diseases and antifungal resistance, and is also developing an implementation blueprint for the FPPL.

  • MIL-OSI Asia-Pac: MOEA Extends Household Appliances Subsidy Program, Call for Applications Until October 2025

    The Ministry of Economic Affairs (MOEA) has officially launched the 2025 Household Appliances Subsidy Program. Citizens can receive an NT$3,000 subsidy per unit when replacing outdated air conditioners or refrigerators with new ones of Tier-1 efficiency. However, due to a partial budget freeze imposed by the Legislative Yuan, the program is expected that subsidies for 600,000 units will be reduced this year, and the application period has been shortened to the end of October. Should the allocated funds be exhausted before the deadline, applications will close early. Citizens who need the subsidy are encouraged to seize the opportunity, replace their outdated appliances and complete the application process as early as possible.

    Between 2023 and 2024, the subsidy program facilitated the replacement of 3.22 million air conditioners and refrigerators, saving approximately 1.93 billion kWh annually. With an estimated 4.08 million outdated appliances still in use nationwide, the government aims to accelerate replacement and achieve deep energy saving goals. Over the next two years, the program will continue, with NT$6.8 billion allocated for 2025 to support the replacement of 2.07 million units.

    The Energy Administration noted that the 2025 subsidy fund has been reduced by NT$1.92 billion due to the budget freeze of 20%, which limits the number of subsidized units to 1.47 million, leaving an estimated 500,000 households unable to benefit. The subsidy eligibility period covers purchases made between January 1, 2023, and October 31, 2025. Citizens are encouraged to notice that, applications will be accepted until October 31, 2025, or until the budget is fully utilized.

    Application process is same as before, citizens purchasing efficient household appliances during the eligibility period and recycling their outdated units are eligible for the subsidy. Applicants must prepare copies of their ID card, bankbook cover, electricity bill, uniform invoice, product warranty card, and the recycling receipt for the discarded appliance, and submit their applications online via the official website (https://save3000.moeaea.gov.tw) or by post to P.O. Box 8-17, Banqiao Post Office.

    The Energy Administration stated that over the past two years, more than 80% of applicants have applied for subsidies online. To enhance the convenience of online applications, OCR (Optical Character Recognition) technology will continue to be used this year to streamline data entry and reduce processing time. Citizens are encouraged to take advantage of the 24/7 online application service, allowing them to submit their applications easily from home. This not only saves time and effort but also contributes to energy conservation and carbon reduction.

    Citizen’s application cases will be processed for funding disbursement sequentially after the announcement of the 2025 budget by the Presidential Office. Moreover, Citizens purchasing efficient air conditioners and refrigerators may also apply for a commodity tax refund from the Ministry of Finance, with a maximum rebate of NT$2,000 per unit. Namely, households replacing outdated air conditioners or refrigerators with new efficient ones may receive up to NT$5,000 in total from saving energy.

    For detailed information on subsidy regulations, citizens are encouraged to visit the dedicated subsidy website. For assistance with the application process, applicants may use the online customer service chatbot or call the subsidy hotline at (02) 2955-9666 to speak with professional customer service staff.

    The Republic of Cyprus, in line with the EU’s energy taxation rules, is expected to impose or expand various environmental taxes on water, fuel and waste management, to meet climate-related targets by encouraging consumers to switch to environmentally friendly alternatives.

    These taxes will drive up costs for households, especially for utilities and transportation, thereby contributing to inflation, the worsening of the energy crisis and further economic uncertainty. These consequences will disproportionately affect lower-income citizens and households, contrary to the EU principle of a socially balanced, just transition.

    The lack of viable alternatives available to consumers in Cyprus, such as greater renewable energy capacity, modernised waste management and better public transport, will place undue stress on the public.

    In the light of the above:

    • 1.Can the Commission provide detailed clarification on whether a deferral of or exemption to the proposed taxes can be granted, under existing or proposed directives?
    • 2.What tools, financial instruments or mechanisms are available to support Cyprus in closing its infrastructure gaps and mitigating the transition costs for households, particularly vulnerable ones?
