    UNESCO expresses its solidarity with the firefighters and the authorities of the Republic of Korea who have been facing unprecedented fires in recent days. In view of the heavy human toll, the Organisation also extends its most sincere thoughts to the victims and their families.
    As part of its mandate, UNESCO has been monitoring the damage to heritage and culture. These forest fires have indeed posed a significant threat to several properties inscribed on the World Heritage List.
    UNESCO commends the authorities for taking immediate action, deploying more than 750 professionals to the heritage sites to carry out inspections and implement emergency protection measures.

    These actions helped to prevent the World Heritage sites from being directly affected by the fires and cultural property of universal value from disappearing.

    Unfortunately, the scale of the disaster caused significant damage to other Korean cultural sites of national importance, such as the 7th-century Gounsa Temple in Uiseong County, which was destroyed.

    UNESCO remains ready to provide any expertise that may be deemed necessary by the authorities to further strengthen the protection of heritage sites. The Organization also remains at their disposal, once the emergency is over, to plan the restoration of cultural property, wherever possible, and to draw up updated risk prevention plans.

    The RCMP/HRP Integrated Criminal Investigation Division continues to seek the public’s assistance in relation to a home invasion in West Dover.

    On December 13, at approximately 7:35 p.m., RCMP Halifax Regional Detachment responded to a report of a home invasion on West Dover Rd.

    During the course of the investigation, a light-coloured vehicle of interest that was present at the time of the incident was identified.

    The investigation, led by the General Investigative Section of the RCMP/HRP Integrated Criminal Investigation Division, continues.

  • MIL-OSI Security: Tonia Haddix Admits Lying Repeatedly to Court About Death of Tonka the Chimpanzee

    ST. LOUIS – A Missouri woman on Monday admitted lying in U.S. District Court and in court filings about the purported death of “Tonka,” a chimpanzee that was one of the subjects of a long running federal civil suit.

    Tonia Haddix waived her right to indictment by a grand jury and pleaded guilty in U.S. District Court in St. Louis to three felony charges: two counts of perjury and one count of obstruction of justice. She admitted that her false statements influenced and obstructed the administration of justice in the pending civil suit.

    That suit, originally filed in 2016, involved allegations by People for the Ethical Treatment of Animals (PETA) over the care of primates, including Tonka, at a facility near Festus, Missouri.  

    On October 2, 2020, the District Court entered its consent decree requiring that Haddix, who was then operating the Festus facility, take certain steps relative to Tonka.  What followed, based upon Haddix’s failure to comply with the provisions of the District Court’s consent decree, were a series of motions seeking civil contempt against Haddix filed by PETA.  The District Court entered a number of orders granting temporary restraining orders against Haddix, finding Haddix in civil contempt relative to the District Court’s consent decree.  On March 26, 2021, the District Court issued a temporary restraining order against Haddix requiring that Haddix not transfer Tonka and continue to provide appropriate caregiving to him.  On July 14, 2021, the District Court found Haddix in violation of that order and entered an additional order requiring that Tonka and six other chimpanzees be transferred from Haddix’s possession to the Center for Great Apes.  During that July 14, 2021 hearing, Haddix falsely claimed that Tonka had died, but failed to provide the Court with proof of death.  The District Court’s July 14, 2021 order provided that the transfer of Tonka and the six other chimpanzees to the Center for Great Apes be carried out by representatives of PETA, representatives of the Center for Great Apes, and Deputy U.S. Marshals.  On July 28, 2021, access was only provided to the six chimpanzees which were duly transferred to the Center for Great Apes, but no information was provided by Haddix as to the whereabouts of Tonka.  

    On August 2, 2021, PETA filed its fourth motion seeking civil contempt against Haddix for failing to transfer Tonka as ordered by the District Court.  On August 16, 2021, Haddix filed her declaration with the District Court, under penalty of perjury, which contained the materially false statement that, “On May 30, 2021, Tonka died.  On that same date, [my husband] cremated Tonka’s body.  After the cremation, he gave me Tonka’s cremated remains.  Since then, I have retained—and continue to retain—Tonka’s remains.”  Haddix well knew at that time that Tonka was not dead, but alive and living in a known location.  On December 27, 2021, Haddix filed in the District Court her pro se motion to dismiss with prejudice PETA’s fourth motion seeking civil contempt.  In that motion, Haddix again made numerous materially false representations that Tonka was dead.  Her materially false statements influenced, obstructed and impeded the due administration of justice in that pending civil case.  

    On January 5, 2022, the District Court convened a hearing during which Haddix gave sworn testimony and again made materially false statements, including that on May 30, 2021, “…and then I went in and I opened the cage door and [Tonka] was dead.  He was dead.”  “…we took him around and let the chimps say good-bye.  Then we put him in the Gator and we backed the Gator up against the truck, the bed of the truck, the tailgate, and then we put his body over into the truck and then he left.”  “…and I waited for [my husband] to call me, to let me know [that he had completed his cremation.]”  “…I wanted to keep trying to save Tonka if I could.  But then he just died on his own, so there was no saving him.”  Based upon her false testimony, the District Court denied PETA’s motion for civil contempt.  

    On June 2, 2022, based upon newly discovered evidence presented to the District Court that Tonka was alive, the District Court entered its temporary restraining order requiring Haddix to cooperate in the transfer of Tonka from her possession to a facility designated by PETA.  On June 8, 2022, representatives of PETA and representatives of the Save the Chimps Foundation, with the assistance of Deputy U.S. Marshals, were finally able to transfer Tonka from where he was being held in a cage in Haddix’s basement to a Save the Chimps sanctuary, where Tonka continues to live to this date.

    “Despite repeatedly being warned by the District Court about the consequences of flouting the consent decree and court orders and being given ample opportunity to come into compliance, Haddix continued to defy the Court,” said U.S. Attorney Sayler A. Fleming. “She then repeatedly lied about Tonka’s death while she was under oath.”

    “Tania Haddix swore to tell the truth under oath and then proceeded to blatantly lie to a federal judge,” said Special Agent in Charge Ashley Johnson of the FBI St. Louis Division. “There is no excuse.”

    Haddix is scheduled to be sentenced July 16. Each perjury charge is punishable by up to five years in prison, a $250,000 fine or both prison and a fine. The obstruction charge is punishable by up to 10 years in prison and the same fine range.

    The FBI investigated the case. Assistant U.S. Attorney Hal Goldsmith is prosecuting the case.

  • MIL-OSI Security: Three Charged with Multiple Drug Charges Following Arrests at Local Nightclub

    NASHVILLE – Rimon Salim, 37, a naturalized citizen of the United States; Antuan Rhodes, 44, of Nashville, Tennessee; and Jorge Luis, 35, a citizen of Mexico without legal status in the United States, have been arrested and charged in three separate criminal complaints for their involvement in drug-related crimes at two Antioch, Tennessee, nightclubs, announced Robert E. McGuire, Acting United States Attorney for the Middle District of Tennessee.

    “The extraordinary number of calls from citizens to police about these establishments justifies law enforcement efforts to hold these individuals accountable for their criminal activity,” said Acting United States Attorney Robert E. McGuire. “Night clubs like these, where illegal activity is rampant, are a blight on our city and we will do what it takes to clean them up for the benefit of the community.”

    “This operation exemplifies the effectiveness of collaboration between federal, state, and local agencies who have united to combat a drug trafficking operation,” said Special Agent in Charge Joseph E. Carrico of the FBI Nashville Field Office. “The FBI remains committed to working with our partners to keep illegal drugs off our streets and holding those accountable for endangering our communities.”

    According to court documents, Salim owns and operates Miami Club and Paisanos bar and billar. Paisanos operates as a nightclub on the weekends from 6:00 p.m. to 2:30 a.m. When Paisanos closes, Miami Club opens next door as an “after-party nightclub” from 2:30 a.m. to 7:00 a.m.

    Between 2020 and 2024, the Metropolitan Nashville Police Department has received over 400 calls for service from these clubs and nearby businesses. These calls have been for fights, weapons, shots fired, individuals suffering gunshot wounds, theft, disorderly conduct, and various other crimes.

    Approximately 18 months ago, law enforcement began investigating drug trafficking in these clubs. Undercover agents went inside the clubs and observed drug sales and drug usage. Law enforcement also used informants to purchase drugs from individuals in the nightclubs’ bathrooms. Specifically, between February 2024 and March 2025, Jorge Luis sold informants cocaine in Paisanos’ bathroom on multiple occasions. In addition, between August 2024 and March 2025, Salim, Rhodes, and others sold and provided informants methamphetamine and cocaine in Miami Club on multiple occasions.

    Salim is charged with maintaining a drug-involved premises and distributing controlled substances. He faces up to 20 years in federal prison and a $500,000 fine for maintaining a drug-involved premises. He faces up to life in federal prison and a $10,000,000 fine for distributing controlled substances.

    Luis and Rhodes are both charged with distributing controlled substances. They face up to 20 years in federal prison and a $1,000,000 fine for each count.

    This case is being investigated by the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Drug Enforcement Administration, Homeland Security Investigations, the Tennessee Bureau of Investigation, and the Metropolitan Nashville Police Department. Assistant U.S. Attorney Ahmed Safeeullah is prosecuting the case.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.

    A complaint is merely an allegation. The defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Nashua Man Indicted in Drug Trafficking Conspiracy

    DULUTH, Minn. – Lance Wayne Anderson, a Minnesota man, has been charged with conspiracy to distribute methamphetamine, announced Acting U.S. Attorney Lisa D. Kirkpatrick.

    According to court documents, from March 2022 through September 17, 2023, Lance Wayne Anderson, 58, intentionally conspired with others to distribute methamphetamine in and around Minnesota.

    The indictment charges Anderson with one count of conspiracy to distribute methamphetamine. He made his initial appearance in U.S. District Court before Magistrate Judge Leo I. Brisbois on March 24, 2025.

    “Minnesota is awash in deadly methamphetamine,” said Acting U.S. Attorney Lisa D. Kirkpatrick.  “This poison makes its way to every corner of our state. We are grateful to the Wilkin County Sheriff’s Office for their partnership to ensure that Anderson—who trafficked deadly methamphetamine to Wilkin County—sees federal justice.”

    This case is the result of an investigation by the Drug Enforcement Administration, the Minnesota Bureau of Criminal Apprehension, and the Wilkin County Sheriff’s Office.

    Assistant U.S. Attorney Campbell Warner is prosecuting the case.

    The B.C. government is cancelling the carbon tax by introducing legislation to drop the rate to $0, effective Tuesday, April 1, 2025.

    “British Columbians are doing everything they can to reduce their emissions. But people shouldn’t have to choose between climate action and being able to afford their bills,” said Premier David Eby. “That’s why we are eliminating the consumer carbon tax, which has become divisive at a time we need to be united. We will help people with costs and fight climate change by ensuring big polluters continue to pay, encouraging industry to innovate and giving British Columbians affordable options to make sustainable choices.”

    The reduction of the tax to $0 is an immediate step to align B.C.’s carbon tax rate with the new federal carbon tax rate. The elimination of the carbon tax means people in British Columbia will no longer be required to pay the consumer carbon tax, taking approximately 17 cents per litre off the cost of fuel and approximately 15 cents per cubic metre for natural gas on their home heating bill.

    The climate action tax credit, developed to help offset the impacts of the consumer carbon tax on people and families, will also be cancelled. The final payment will be distributed in April 2025.

    “The carbon tax has been an important tool in B.C. for over a decade and half, but it has become too politically divisive and a distraction from the important issues we are tackling,” said Brenda Bailey, Minister of Finance. “While this is a significant shift for our province, we will offset the impact while focusing on growing the economy during these challenging economic times.”

    Cancelling the tax and the credit will have an estimated impact of $1.99 billion in the coming fiscal year. The Province will restructure programs funded by carbon tax revenue to minimize the impact on B.C.’s budget, while supporting people in British Columbia in achieving climate goals.

    The Province will continue to ensure big polluters pay through the B.C. output-based carbon pricing system. The system supports decarbonization efforts, incentivizing industry to lower their emissions to avoid paying the tax.

    “We remain committed to driving down emissions while making life more affordable,” said Adrian Dix, Minister of Energy and Climate Solutions. “We are continuing to invest in practical solutions, such as home heat pump rebates for those who need them most and energy-efficiency upgrades, so people can lower their energy costs and reduce emissions without bearing an extra financial burden.”

    The Province has made notable progress in promoting the adoption of zero-emission vehicles, expanding public charging infrastructure, and enhancing energy efficiency in homes and buildings. These efforts contribute to emission reductions, support economic growth by creating jobs in clean-energy sectors and help lower energy costs for people in British Columbia.

    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA) announced he is cosponsoring the 9/11 Responder and Survivor Health Funding Correction Act of 2025, legislation that would extend funding that benefits 9/11 responders and survivors.

    “9/11 was one of the most horrific and painful days in American history,” said Kaine. “It is our responsibility to permanently fund the health care program that the thousands of brave souls—who risked their lives to save their fellow Americans—rely on. I am proud to uphold our promise to never forget by supporting our first responders and survivors, many of whom continue to face grave, longstanding health issues.”

    Despite recent congressional action, the World Trade Center Health Program (WTCHP) continues to face an impending funding shortfall. As a result, by October 2028, the program will be forced to close enrollment to new 9/11 responders and survivors seeking benefits, and existing enrollees will face direct cuts to their care and be denied medical monitoring and treatment. 

    The 9/11 Responder and Survivor Health Funding Correction Act of 2025 would update the program’s outdated funding formula to ensure adequate funding until the program’s expiration in 2090. The bill would also increase funding for data collection on 9/11-related conditions and expand access to mental health care for program members. 

    This legislation is led by U.S. Senator Kirsten Gillibrand (D-NY), Minority Leader Chuck Schumer (D-NY), and U.S. Representatives Andrew Garbarino (R-NY-2), Dan Goldman (D-NY-10), and Jerrold Nadler (D-NY-12).

In Oregon, approximately 1 in 3 state residents get their health insurance from the Oregon Health Plan (OHP), Oregon’s Medicaid program.

    At a national news conference with other state treasurers earlier in the day, Treasurer Steiner stated:

    “Medicaid cuts will delay or deny health care, raise costs and push more families closer to financial instability and bankruptcy.

    Oregon’s economic stability is also at risk. Medicaid budget cuts or cost shifts to states will eliminate jobs, hamstring our economy and destabilize the health care system, especially in rural communities across Oregon.

    The bottom line: Medicaid works. In Oregon, Medicaid has helped slow the growth of health costs. It provides vital health coverage and senior care that most middle- and lower-income families cannot afford to live without.

    America must provide opportunity to working families who are already struggling to save for emergencies, their children’s education, and retirement – not put greater financial burdens on their shoulders. Protecting Medicaid is a vital investment in their well-being.     Headline: Microsoft celebrates 50 years of employee giving program

    Fifty years ago, Microsoft opened its doors and introduced us to a world of technology innovations that touch every part of our lives. We have grown from six buildings and Lake Bill in Redmond to offices in over 190 countries. Hundreds of thousands of people have shipped thousands of products that have made all of us more connected, efficient and innovative.

    Through all the growth, change, and technological progress, there is one common thread that ties our Microsoft employees and their communities together— Microsoft’s Give program. It’s fundamental to who we are as a company. It reflects our values and our commitment to helping every person and organization on the planet do more.

    In 2024, our contributions reached historic milestones, highlighting the shared benefits of our giving program for the nonprofits we support and for Microsoft and its employees, who tell us again and again they derive heartfelt value from our community connections. We’ve logged nearly 6 million volunteer hours and $1.3 billion in lifetime donations to Washington nonprofits.

    Giving is deeply ingrained in our culture

    It is an honor to celebrate the generosity of our employees who passionately give their time and money to support nonprofits they care about in the communities where they live and work.

    • In 2024, our employees worldwide volunteered 1.2 million hours and raised over $255 million to support 36,000 nonprofits around the world.
    • In our first full year of the Change Agent program—where employees volunteer their time to help nonprofits on their digital transformation journey—we had 1,200 employees line up to participate and the demand is growing.
    • Our employees, past and present, have donated over $3 billion since our first Give campaign and provided the equivalent of 1,277 years of volunteering to 36,000 organizations globally.

    Investing in our own backyard​

    Nowhere is this commitment to giving more evident than in Washington, our HQ state, where so many of our employees who live right here in the Puget Sound region are so deeply committed to making a difference. It shows in the numbers!

    • The total donations in 2024 to nonprofits in the state was $88 million, and over 460,000 hours of volunteer time. It’s the highest number of volunteer hours we’ve ever provided in Washington in a single year.
    • We supported 4,900 nonprofits in the state in 2024—another record.
    • Our lifetime giving in Washington state alone has surpassed $1.3 billion and Microsoft employees have logged 6 million volunteer hours.
    • The most inspiring statistic? 80% of our Washington state employees participated in our giving program – sharing their time and their personal resources.

    These numbers tell the story of impact, but it is the personal stories of our local changemakers and the nonprofits they support that tell the real story.

    What really matters

    The Fred Hutchinson Cancer Research Center is also celebrating a 50-year anniversary. What started as a regional cancer center has turned into a world-class biomedical research and clinical care institution. Microsoft and our employees have supported the critical work of Fred Hutch since the 1980s.

    Some employees have a very personal reason for their commitment to the organization. La Shanda Hurst lost her father to colon cancer when he was just 43 years old. Her support of the Hutch is rooted in her drive to make a difference. “My overall calling has to do with my life experience, losing my dad so early, and trying to drive impact.” For her, “I’m thinking about supporting causes and making an impact 365 days a year.”

    Her focus on results is echoed by many of our employees. They have shared that volunteering not only allows them to make a tangible difference in their communities but also fosters a strong sense of connection and purpose. One of our employees states the drive for impact beautifully when he said, “When my time is over on this planet, what will I say I really did to make an impact?”

    Committing to long-term impact

    Northwest Harvest is one of the country’s largest independent food banks, collecting and distributing food to more than 400 partner organizations across the state of Washington. It is also one of our top ten giving recipients—in both dollars and volunteer hours—year after year.

    Thomas Reynolds, CEO of Northwest Harvest, talks about the importance of the relationship, “The partnership with Microsoft means that there are literally thousands of people who take action on food justice issues here in Washington State. They provide financial support, their time, and their wisdom.”

    We often talk about the importance of scale. However, critical and complex issues like hunger and food security also require a long-term commitment to effect meaningful and lasting change. The continuity of our employees’ support provides a solid foundation to help the organization reach its goal of cutting hunger in half by 2028, and doing the same for the number of households struggling without enough food on the table.

    Investing in a future for everyone in the digital economy

    We believe economic growth and opportunity must reach every person, organization, community, and country. Even in a state like Washington, home to some of the largest and most influential companies globally, economic opportunities are not available to all.

    To help address the challenge, our Give program has supported the Washington State Opportunity Scholarship (WSOS) since its inception in 2011. WSOS removes barriers to education and helps historically excluded students create a path to high-demand STEM, health care, and trade careers in Washington state. As a first-generation college student, Douglas Lepar, Microsoft Director of Operations Program Management, experienced the same challenges as WSOS scholars. He also brings years of experience and knowledge of working in the technology field, which he generously shares with scholars through the Skills that Shine mentor program. “I’ve been so impressed and humbled by the students I have seen who, thanks to this incredible program, have managed to juggle all those things while still thriving, growing, and engaging.”

    Looking forward

    I am both grateful and inspired when I look at how Microsoft employees give to create a positive and lasting social impact. There is a tremendous amount of change in the world today, placing significant pressure on nonprofits organizations worldwide. They are grappling with immensely complex situations and are being asked to respond to more crises than ever before. Our changemakers continue to step up as advocates, allies, funders, and volunteers. Their commitment gives me hope that we can rise to today’s challenges and ensure everyone has the opportunity to thrive.

  • MIL-OSI USA: Rep. Becca Balint Introduces the Transgender Health Care Access Act

    Washington, D.C.  – Today, on Trans Day of Visibility, Rep. Becca Balint (VT-AL) introduced the Transgender Health Care Access Act. As Republicans nationwide continue to demonize and attack trans Americans to score political points, access to health care is becoming more and more limited. Twenty-seven states have some form of ban on medical care for trans youth. The Transgender Health Care Access Act would expand access to live-saving, evidence-based health care and invest in training for health care providers. The bill funds programs to train medical providers in providing gender affirming care. This bill explicitly excludes conversion therapy from funding, which 12% of transgender people were subjected to last year. The bill is cosponsored by 30 House Democrats. 

    The Transgender Health Care Access Act would: 

    ·         Train more providers in gender affirming care 

    ·         Improve medical education curricula for gender affirming care 

    ·         Expand capacity of Community Health Centers to provide this care and

    ·         Expand access in rural communities by connecting rural providers to training opportunities 

    In his first few months in office, President Trump has signed six executive orders targeting trans Americans. The executive orders remove funding for medical care, further limiting access to evidenced-based care. Other Trump actions include illegally banning trans Americans from military service and banning trans kids from school sports. The Trump Administration has also taken steps to erase trans Americans from history including by removing the word trans from federal websites. 

    “Republicans are obsessed with attacking trans people. It’s dangerous. Over and over again they use messages designed to get Americans to fear one another and to divide us,” said Rep. Becca Balint. “But I want queer and trans Americans to know you have fighters and allies in Congress. As Republicans use their power to take away health care and continue to attack and dehumanize trans folks, I’m not standing down. That’s why I’m introducing this bill to expand access and train more providers. It’s critical that trans Americans have access to appropriate and quality care no matter where they live. I’m proud to stand with trans Americans, advocates, and allies to demand equality, dignity, and accessible health care for everyone ” 

    The bill is endorsed by Advocates for Trans Equality, the American Civil Liberties Union, the Center for American Progress, the Congressional Equality Caucus, Equality California, the Human Rights Campaign, the Trevor Project, and the National Center for Lesbian Rights. 

    “Everyone — no matter their zip code or who they are — deserves access to the care they need. This legislation would play a critical role in building a strong, sustainable framework that supports the transgender community in accessing health care. When we ensure robust access to medical care, we tackle disparities across all communities and health outcomes improve. By establishing key protections and resources, this bill helps reduce stark health disparities and ensure transgender people can get the care they need without unnecessary barriers,” said David Stacy, Vice President of Government Affairs at HRC. 

    “Across the country, transgender people and their families have been targeted by a coordinated effort to control their lives and their bodies, banning their healthcare and uprooting the lives of thousands of families. While we wait for a Supreme Court ruling in our challenge against such a ban, it’s more critical than ever for our elected allies in Congress to stand strong in their principles and put forward a positive, proactive vision for all Americans. We applaud Congresswoman Balint for her leadership in introducing the Trans Health Care Access Act and urge more elected officials to follow her example and defend the freedom of all Americans to be themselves without fear,” said Ian Thompson, Senior Legislative Representative for the ACLU.

  • MIL-OSI Africa: Kuruman high-density operation leads to R38 000 fines issued

    A high-density operation in the greater Kuruman, Northern Cape, has resulted in fines amounting to R38 500 issued for various road traffic violations.

    The South African Police Service (SAPS), under the leadership of Northern Cape Deputy Provincial Commissioner for Policing, Major General Johny Besnaar, together with the Provincial Head for Proactive Policing, Brigadier Irene Kopeled, and Acting John Taolo Gaetsewe (JTG) District Commissioner, Brigadier Kenneth Baloyi, led a successful high-density operation in the greater Kuruman area and Bothithong policing precint. 

    The high-density operation, which was carried out on 28 and 29 March 2025, was supported by the Community Police Forum (CPF) and Community in Blue Patrollers.

    “The multi-disciplinary operations were executed by members from the affected stations, [including] SAPS K9 unit, flying squad, members from the Provincial Proactive policing, Provincial Corporate Communication and the Vehicle Safeguarding Section (VSS),” the SAPS said in a statement on Sunday. 

    The police actions targeted various offences, including aggravated and business robberies, burglary at residential premises, preventing stolen property in transit, combating of drugs and human trafficking, as well as stock theft 

    The disruptive actions commenced with stop and searches, foot patrols, blue light patrols, compliance inspections and drugs searches.

    Police also conducted roadblocks on the N14 road during which 392 vehicles were stopped and searched, where fines amounting to R38 500, were issued for various road traffic violations.

    During compliance inspections, tuckshops and taverns operating in Kuruman and Bothithong, were visited.

    One tavern was closed down and a fine was issued for non-compliance.

    A total of seven people were also arrested for contraventions, including drunk and driving, possession of drugs, riotous behaviour, shoplifting, and contravention of the Immigration laws.

    Police further discovered an unregistered day care centre operating without the required documentation in a Kuruman residential area, and the local Department of Social Development personnel were contacted for further handling.

    The Acting District Commissioner and Brigadier Baloyi commended all role-players and law enforcement agencies, who were involved the crime blitz, for the collaboration in combating and preventing crime during the operations.

    “These actions reaffirmed that police will continue to stamp down the authority of the state in the district, especially as we are approaching the Easter holidays and beyond,” the SAPS said.

  • MIL-OSI Africa: Call for localised gender-responsive value chains

    Minister in the Presidency responsible for Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, has underscored the need to localise gender-responsive value chains and ensure the full and equal participation of women in the economy.

    “Localising gender-responsive value chains require a clearly articulated infant industry development strategy. When one examines how parts of Asia became the manufacturing hub of the world, the literature is clear: their governments have been a patient investor of first resort, with a much higher risk appetite than their private sector,” Chikunga said.

    The Minister was speaking at the 3rd Annual Women Economic Assembly (WECONA), held in Modderfontein, Johannesburg, on Friday.

    WECONA is at the forefront of driving a gender-equal economy, bringing together influential business leaders from a variety of sectors.

    It serves as a powerful platform dedicated to advancing women’s economic empowerment, fostering collaboration, and sparking deliberate, meaningful action.

    Leaders from industries, including finance, technology, and manufacturing, unite to share insights, tackle key challenges, and advocate for policies that drive change.

    Delivering her keynote address, the Minister emphasised the need for bold, measurable, and accountable actions aimed at transforming South Africa’s supply chains.

    She said WECONA needs to urgently study the anatomy of government expenditure, as well as supply chain patterns of every product and every service that has and continues to be procured.

    She stressed the need to break free from the monopolies that entrench barriers to market entry and reimagine a women-led industrial and productive revolution adding that “no sector should be beyond our reach.”

    The Minister also emphasised the need to contend with ways to introduce supplier diversity policies in procurement guidelines that formally mandate the engagement of women-owned suppliers.

    “Thirty years into our democracy, we now know that the mere presence of laws does not translate into their implementation, let alone our lived realities. More work needs to be done. We need enforcement powers that come with the ability to monitor, evaluate and ensure accountability in the implementation of the act.”

    Capacity building 

    The Minister further highlighted the need to modernise and build the capacity of women owned businesses, through access to the latest manufacturing technologies and production equipment, to ensure that they produce, supply, and distribute the best quality of goods and services.

    “In highly regulated sectors, we need to find ways to simplify the certification process and provide assistance with obtaining certifications needed to bid for public contracts. Without dedicated and tailor-made financial support, we will be setting up women for failure.

    “We need to work with both established and emerging financial institutions to provide women-owned businesses with access to credit, grants, and low-interest loans. Some governments have set up funds specifically to finance women-owned businesses participating in public procurement, without this instrument failure is almost guaranteed,” the Minister explained.
    She said delayed payments remain one of the most potent killers of women owned businesses.

    Women’s Empowerment Working Group

    Meanwhile, with South Africa’s G20 Presidency well underway, Chikunga said she is looking forward to seeing the participation of different streams of WECONA at the Women’s Empowerment Working Group.

    The working group has put forward three priorities for consideration by G20 nations and beyond. These include policy perspectives on the care economy, promoting financial inclusion of and for women, and addressing gender-based violence and femicide (GBVF).

    “In each of these priority areas, we intend to establish G20 Legacy Projects that will not only outlive our G20 presidency but also reach ordinary women who are normally not part of G20 proceedings,” she said. – SAnews.gov.za

  • MIL-OSI Africa: Stakeholders commit to improved water services for all

    Stakeholders in the water sector have committed to collaborative efforts to implement tangible plans and reforms outlined at the recent Water and Sanitation Indaba aimed at improving water security and services for all citizens.

    This pledge was made on the final day of the two-day Water and Sanitation Indaba, held at the Gallagher Convention Centre in Midrand, Johannesburg, from 27-28 March 2025.

    At the Indaba, stakeholders including government representatives, agreed to work together and hold each other accountable for their actions and commitments. Stakeholders also agreed to increase investment in water research and development as well as technological transfer.

    They also agreed to recognise the existing body of knowledge including indigenous systems as well as promote the inclusion of women, youth, and people with disabilities in the water and sanitation sector.

    Several key resolutions were also made during the event, including a commitment by the Department of Water and Sanitation (DWS) to finalise the establishment of the National Water Resource Infrastructure Agency by mid-2026, and the creation of Catchment Management Agencies, set to be completed by July 2025.

    The Water Service Authorities (WSAs) pledged to adopt a utility model for water and sanitation to ensure operational efficiency while maintaining municipal ownership, to be implemented within three years.

    A utility can be a ring-fenced internal department, municipal entity, water board, special purpose vehicle, or concession, amongst other options.

    Additionally, the South African Local Government Association (SALGA), in collaboration with the Departments of Co-operative Governance and Traditional Affairs (CoGTA) and DWS, committed to implement a coordinated Municipal Systems Act Section 78 consultative process, according to the timeframes in the plan. This process will facilitate the appointment of capable Water Service Providers (WSPs). This should lead to the appointment of capable Water Service Providers (WSPs).

    In line with good governance and legal compliance, it was resolved that all WSAs must separate their WSA and WSP functions, accounting for them independently within one year. Resolutions on this matter should be presented to Council within three months.

    The metropolitan municipalities were also tasked to implement the Reform of Metropolitan Trading Services Programme. This includes establishing or appointing ring-fenced, professionally managed utilities, either internal or external, for water and sanitation services within two years, with support from National Treasury and relevant departments.

    Stakeholders also agreed that COGTA should review the current local government structure including the appropriateness of the two-tier system, followed by the review of the allocation of WSA status to municipalities.

    Furthermore, the DWS committed to finalise the amendments to the Water Services Act for tabling to Parliament by May 2025.

    “Following this, [the] DWS [is] to put in place an operating licensing system for Water Services Providers by June 2026. DWS to provide guidance to WSAs on the different options for external WSPs, on request from April 2025, and to issue guidelines on the roles and functions of WSAs versus WSPs by April 2025.

    “[The] DWS and AWSISA [Association of Water and Sanitation Institutions of South Africa] to develop a plan for building Water Boards’ capacity and readiness to provide a retail WSP function to WSAs if requested, informed by a capacity assessment of the Water Boards, by end July 2025,” the declaration read.

    Non-revenue water programmes 

    Meanwhile, all WSAs and WSPs that have not yet established non-revenue water programmes, will be required to have these in place by May 2025.

    These programmes should cover:

    •    Budgets for maintenance and for reducing leaks in water distribution systems;
    •    Ensuring that all reported leaks are fixed quickly;
    •    Closing illegal water connections; 
    •    Replacing old leaking pipes, including asbestos pipes (which are a danger to health);
    •    Improving management of water systems (through pressure management for example); and
    •    Strengthening metering, billing, and revenue collection, including ensuring that billing systems are accurate.

    All WSAs that have not yet ring-fenced revenues from the sale of water for the water function, will be required to bring resolutions to their Councils within six months.  The DWS will facilitate provincial workshops with all WSAs in each province to develop a common understanding of “ring-fencing.”

    “All WSAs to review their indigent registers and ensure the provision of free basic water to the indigent within two years. All other water users to be billed and revenue to be collected from all other users. DWS and the Water Partnerships Office to develop Green and Blue Bond financing mechanisms with the private sector, for implementation by Catchment Management Agencies and WSAs, starting immediately.”

    In his weekly newsletter on Monday, President Cyril Ramaphosa said a well-functioning water and sanitation sector is not only a constitutional right and a pillar of development, but also a crucial factor in driving economic growth and job creation.

  • MIL-OSI Africa: Human rights ought to be upheld every day

    Human Rights Month may have drawn to a close, but the significance of human rights extends further than a mere month. 

    Human Rights are not just ideals enshrined in our Constitution – they are the foundation of dignity, justice, and freedom that shape our everyday lives.

    South Africa’s Bill of Rights safeguards fundamental freedoms. This includes the right to life, freedom of expression, association, and peaceful protest. Yet, in the hustle and bustle of daily life – how often do we stop and take a minute to reflect on these? 

    In fact, reflecting on them ought not to be a mere ceremonial obligation that takes place during the month of March. It should be instead a commitment and conversation that occurs throughout the year.

    The month of March this year marked over six decades since the painful events of 21 March 1960 where 69 lives were lost in the Sharpeville Massacre in Gauteng. The massacre came to be as a result of citizens choosing to protest against the pass laws of the apartheid government.

    Today, South Africa’s constitution states that everyone has the right to assemble, to demonstrate, to picket and to present petitions, peacefully and unarmed.

    This year’s Human Rights Month was commemorated under the theme: “Deepening a Culture of Social Justice and Human Rights”.

    While some would  likely only remember the month for the convenient long weekend it provided through Human Rights Day on 21 March, the theme spoke to issues affecting the globe today.

    And while many sophisticated advancements have been made over the years and will be made in the future, human rights will always matter. They are that ever-important coat that forms part of the priceless family heirloom.

    Human rights affect every aspect of life in that they are very closely linked to each person’s inner being. For example, each person that has been abused, raped and been a victim of a crime, finds it very difficult to forget how that horrid moment made them feel and how it trampled on their human rights.

    The recent horrific attack and killing of six community-based patrollers in Soshanguve, Gauteng, a day after the commemoration of Human Rights Day, has badly affected the nation’s psyche.

    The brave six, together with six others, had raised their hands up to help keep the community of the Marry Me informal settlement located north of Pretoria, safe. They paid the ultimate sacrifice.

    These patrollers were ordinary people committed to making a difference in their part of the world. The fact that citizens across the country become part of community police forums (CPFs) speaks to the fact that South Africans have an inherent can-do attitude even if it places their lives at risk.

    We should salute the fallen patrollers as well as those who continue to serve on CPFs.

    The South African Police Service (SAPS) Act states that the police service shall liaise with the community through CPFs to establish and maintain a partnership between the community and the SAPS. 

    The Act also speaks to promoting cooperation between the SAPS and the community in fulfilling the needs of the communities regarding policing as well as promoting joint problem identification and problem-solving by the service and the community.

    Government has expressed concern over crime levels with Police Minister Senzo Mchunu voicing his concern over what appears to be the increasing number of murder cases during his visit to Soshanguve last week.

    Human rights also extend to issues including inequality and addressing unemployment as stated by Deputy President Paul Mashatile in his Human Rights Day address describing these as “fundamental human rights issues.” 

    He said that while South Africa has experienced notable economic growth through expanding economic participation, the harsh reality of a 31.9% unemployment rate reveals the ongoing struggle faced by many in the country against poverty and inequality. 

    “This is not merely an economic issue. It represents a fundamental matter of human rights and fairness, demanding a concerted and sustained effort from all of us,” he said.

    Last week, news also broke that 23 South Africans were rescued from Myanmar. This after they were lured by an employment agency to Thailand under the pretences of lucrative jobs that were advertised on various social media platforms. 

    They were held captive for over four months in a cybercrime compound in Myanmar where they were subjected to physical torture and forced labour, among others. The repatriation of the victims was part of a bilateral cooperation agreement to combat human trafficking and other forms of transnational organised crime signed by Thailand and South Africa in 2023. 

    In the same week, it was reported that over 30 Ethiopian nationals were able to escape from a house in Johannesburg’s Lombardy East. It is suspected that they were victims of a human trafficking syndicate.

    Trafficking in persons is a crime and violation of human rights, and the country has the Prevention and Combating of Trafficking in Persons Act which deals with trafficking in all its various forms while also providing for the protection of and assistance to victims of trafficking.

    As Human Rights Month closes off, we ought to continue to look out for the collective rights of each and every person every day of the year. 

    Human rights are not abstract concepts; they touch every aspect of life. They are about safety, dignity, and the ability to live free from fear and oppression. As we move beyond Human Rights Month, we must carry forward the spirit of vigilance, advocacy, and action. Safeguarding human rights is not the duty of government alone. It is the collective responsibility of all of us.

    IAM District 19 has reached a tentative agreement covering approximately 4,900 freight rail members with the National Carriers’ Conference Committee (NCCC).

    The NCCC tentative agreement covers IAM members at BNSF, Norfolk Southern, Canadian National, Belt Railway, Terminal Rail, Consolidated Rail, Indiana Harbor Belt, New Orleans Public Belt, and Palmetto Railways.

    “Our membership asked us to stand strong for a contract that includes no takeaways and makes improvements to pay, vacation and healthcare – and that’s exactly what we’ve delivered,” said IAM District 19 President and Directing General Chair Reece Murtagh. “We strongly recommend acceptance of this agreement.”

    This historic tentative agreement ensures members will receive their first pay increase on time and as scheduled.

    “District 19 continues to stand strong for industry-leading contracts,” said Josh Hartford, IAM Special Assistant to the International President for the IAM Rail Division. “Together, we are remaking this industry and giving every rail worker the respect they’ve earned.”

    Members will soon receive more information on the tentative agreement. An electronic ratification vote will take place between Friday, April 25 and Wednesday, April 30, 2025.

  • MIL-OSI Security: Middlesex County Man Charged for Making False Statement About Terrorist Organization Association on U.S. Citizenship Application

    NEWARK, N.J. – A federal grand jury in the District of New Jersey returned a two-count indictment against a New Jersey man for falsely stating on an application for naturalization that he had never been associated with a terrorist organization, U.S. Attorney John Giordano announced. 

    Gafur Abdudzhamilovich Aliev, 44, of Edison, New Jersey, is charged with one count of making a false statement on an application for naturalization and one count of perjury. Aliev is scheduled to appear this afternoon before U.S. Magistrate Judge Cathy L. Waldor via videoconference. 

    According to the indictment, between in or around January 2018 and in or around January 2020, Aliev was a moderator and/or member of numerous channels on a social media application with encryption features that targeted members, associates, supporters, and potential recruits of the Islamic State of Iraq and al-Sham (“ISIS”).  On or about August 7, 2020, Aliev told Individual-1, in substance, that he previously sent money to ISIS for the purchase of weapons, and on or about August 16, 2020, Aliev additionally told Individual-1, in substance, that sending even a small amount of money ($100 to $400) to ISIS was “ok.”  On or about September 28, 2020, Aliev further told Individual-1, in substance, that those who commit jihad in the name of Allah should commit jihad financially and physically and that without financial support, jihad could not be performed, as money was needed to purchase equipment to conduct jihad.

    On or about December 26, 2020, Aliev, under penalty of perjury, falsely stated in his application for naturalization that he had never been a member of, or in any way associated with, a terrorist organization.

    The false statement on a naturalization application count carries a maximum potential penalty of 10 years in prison and a $250,000 fine.  The perjury count carries a maximum potential penalty of 5 years in prison and a $250,000 fine.

    U.S. Attorney Giordano credited special agents of the FBI and task force officers of the Joint Terrorism Task Force, under the direction of Acting Special Agent in Charge Terence G. Reilly, deportation officers of Immigration and Customs Enforcement, Enforcement and Removal Operations, under the direction of Field Office Director John Tsoukaris, the Middlesex County Prosecutor’s Office, under the direction of Prosecutor Yolanda Ciccone, and the Edison Police Department, under the direction of Chief Thomas Bryan, with the investigation leading to the charges. He also thanks U.S. Citizenship and Immigration Services for its assistance with the case. 

    The government is represented by Joyce M. Malliet, Chief of the U.S. Attorney’s Office’s National Security Unit, with assistance from the U.S. Department of Justice’s Counterterrorism Section of the National Security Division.

    The charges and allegations contained in the indictment are merely accusations, and the defendant is considered innocent unless and until proven guilty.

  • MIL-OSI Security: Long Beach Man Sentenced to 7 Years in Federal Prison for Smash-and-Grab Robbery of Jewelry Worth $2.6 Million

    LOS ANGELES – A Long Beach man was sentenced today to 84 months in federal prison for his role in a smash-and-grab robbery of a Beverly Hills jewelry store in 2022 in which more than $2.6 million in merchandise was stolen – and the proceeds of which he later displayed on his Instagram account.

    Ladell Tharpe, 39, was sentenced by United States District Judge George H. Wu, who also ordered him to pay $2,674,600 in restitution.  

    Tharpe pleaded guilty in September 2024 to one count of interference with commerce by robbery (Hobbs Act).

    “Brazen criminal action that directly targets our small businesses in Los Angeles County will not be tolerated,” said Acting United States Attorney Joseph McNally. “The consequences for such action are severe and penalized accordingly, and I want to thank our law enforcement partners for their exceptional and dutiful work during this investigation.”

    “The Beverly Hills Police Department is committed to protecting our community and ensuring justice,” said Beverly Hills Police Chief Mark G. Stainbrook. “We value our partnership with the FBI and the U.S. Attorney’s Office and appreciate the investigators who relentlessly pursued and prosecuted those responsible for this crime. As a reminder, crime will not be tolerated in Beverly Hills.” 

    In March 2022, Tharpe and his accomplices, Deshon Bell, 22, Jimmy Lee Vernon III, 33, both from Long Beach, as well as an unnamed minor drove three vehicles to a jewelry store in Beverly Hills and used sledgehammers and crow bars to break the glass surrounding the merchandise while employees and customers were present.

    One of the vehicles driven to the jewelry store had been reported stolen four days prior to the robbery and was left in front of the victim store.

    The thieves removed from the store’s display cases at least 19 bracelets, seven pairs of earrings, four necklaces, a pair of obelisks, eight rings, and 20 watches, all of which was valued at approximately $2,674,600. The robbers then returned to the car in which Bell was waiting and then fled the scene.

    Two days after the heist, Tharpe posted images of large amounts of cash on his Instagram with the text “Robbery Gang.”

    Tharpe has been in federal custody since March 2023.

    Bell and Vernon each pleaded guilty to one count of Hobbs Act robbery. Judge Wu sentenced Bell to one year and one day in federal prison in February 2024, as well as ordering him to pay $2,674,000 in restitution.

    Vernon, whose cellphone fell out of his sweatpants pocket during the conduct of the robbery and was recovered by investigators, was sentenced last month to 80 months in prison and was also ordered to repay $2,674,000 in restitution.

    The FBI and the Beverly Hills Police Department investigated this matter.

    Assistant United States Attorneys Kevin J. Butler of the Violent and Organized Crime Section and Kevin B. Reidy of the Major Frauds Section prosecuted the case.

  • MIL-OSI Global: Governments must ensure caregivers have support to keep doing their vital work

    April 1 marks National Caregivers Day in Canada. The day is meant to recognize the carers who provide vital care and support to those in need.

    We all need care and support to navigate challenges in life. Help can come from formal support (paid professionals and government programs), and from natural support networks (family, friends and neighbours).

    People with disabilities and their families often have an even greater need for support over time, especially if a disability is progressive or family members experience their own health challenges due to aging.

    The Canadian Centre for Caregiving Excellence (CCCE) released its National Caregiving Strategy on Feb. 18, stating that caregiving is the next frontier in Canadian public policy. As the CCCE’s executive director, Liv Mendelsohn, said: “Millions of Canadians are navigating caregiving with minimal support, and it’s simply unacceptable.”

    This article’s co-author, Donna Thomson, is a caregiver, author and educator. She is the mother of two grown children, one who has severe cerebral palsy and medical complexity. Thomson also helped care for her mother who lived with dementia until she passed away in the summer of 2018 at the age of 96.

    Family caregivers often need support themselves in order to keep working both inside and outside of the home. Parents of adult children with developmental disabilities in Canada are hardly ever asked: “What do you do for your son or daughter that paid helpers cannot?” Even less often, that question might be followed by: “Wow, that’s a lot. Would you like some support to continue doing those things?”

    With a federal election on the horizon, Canadians can call on their governments to improve support for caregivers.

    Importance of natural caregivers

    Our research recognizes that both formal and informal supports are essential in enabling people with disabilities and their families to live their best lives. We want to understand how individuals, families, organizations and communities can best come together to get people with disabilities and their families the types of supports they need and want, when they need and want them.

    Over the course of our research, we conducted a document and literature review, alongside interviews and focus groups with people with disabilities, family members and formal disability support providers. We identified that family or friend caregivers often support a person they care for with a sense of love and commitment to a depth that is rare in formal support relationships.

    Unbound by professional obligations, safety standards or employer/funder priorities, these natural supporters can often be vocal advocates for the best interests of those they are supporting.

    However, sometimes finding and sustaining natural support in the community doesn’t come easily for people with disabilities and their families. In those instances, organizations and facilitators (formal supports), can help broker the creation and maintenance of natural support networks.

    Community organizations offering formal supports and supporting the creation and maintenance of natural supports can sometimes be beholden to funder obligations. This can limit the flexibility and adaptability required to best meet the needs of those they support.

    Additionally, organizations are often constrained by safety considerations, aversion to risk or the challenges posed by overly bureaucratic systems. Sometimes, this can mean the support provided to a person or family does not directly respond to what the individual or family needs. Even more frustrating is that waiting times can be so long to access formal supports that identified needs or priorities change in the meantime.

    CCCE’s caregiving strategy

    The CCCE strategy is a recognition that care work makes all other work possible. It echoes our research findings that both paid and unpaid caregivers need financial support as well as targeted programs and services.

    The strategy calls upon the Canadian government to make caregiving a priority while ensuring a sustainable care provider workforce.

    Supports are also a provincial issue. For example, in Ontario, the Ministry for Children, Community and Social Services has published a framework that offers a long-term vision for transforming developmental services so people with developmental disabilities fully participate in their communities and are supported to live their lives.

    Care and support can also be a gender issue, given that in Canada and around the world the majority of both formal and informal support is being provided by women and girls.

    Missing perspectives

    Our research also highlighted a notable gap in the research landscape. Research on natural support in Canada is often not explicit about or does not incorporate understandings of natural support from the perspectives of Indigenous, Black, rural, LGBTQ+ and other marginalized groups.

    People belonging to these groups may have their own needs and experiences that relate to navigating natural and formal support systems in Canada. Future-focused research agendas into natural supports, such as those proposed in the CCCE strategy’s recommendations, must intentionally seek to understand support and care experiences from these perspectives.

    At the Global Disability Summit taking place this week in Berlin from April 2-3, we will join voices from around the world to call on national leaders and decision-makers to ensure disability policies translate into tangible actions and inclusive practices.

    Our research shows the deep, important impact of federal and provincial policy and funding both for formal and natural supports to flourish. With a federal election on the horizon, Canadians can call on their governments to improve support for caregivers, ensure support systems are in place and flexible enough to respond to individual and family needs, and enable natural support networks to flourish.

    This is important, because the care we give to each other, regardless of age or ability, is what will sustain us as families.

  • MIL-OSI Canada: New learning pathway to a career as a truck driver

    Starting April 1, drivers are required to complete Class 1 driver’s licence training through the new made-in-Alberta Class 1 Learning Pathway, which uses a flexible, apprenticeship-style approach to training. The complete Class 1 Learning Pathway includes up to 133 hours of instruction, including air brake training, offering more hands-on skills and safety training than the former 113-hour Mandatory Entry Level Training Program. Enhanced in-cab training will provide learners with more hands-on experience and practical, competency-based learning.

    Budget 2025, if passed, invests $54.1 million over three years in the Class 1 Learning Pathway grant program to support training and transferability, and to attract and retain new commercial drivers in Alberta. The new grant program uses an employer-driven and industry-led model that will help employers invest in their workforce and build capacity in the transportation industry to address challenges related to the commercial driver shortage in the province.

    The competency-based Class 1 training includes content specific to the unique terrain, weather, cargo and equipment in Alberta’s commercial driving industry. Safety, wellness and responsibility are also foundational to the new Class 1 training curriculum, with additional content focused on personal health and well-being, workplace safety and incident response.

    The Class 1 Learning Pathway also focuses on improving safety on Alberta’s roads through enhanced accountability to increase consistency in how licensed driver training schools, carriers, instructors and examiners meet training, examination and operational standards. The new accountability framework includes oversight measures, as well as a progressive discipline policy for cases where one of these entities is not providing training to an acceptable standard. 

    “The new learning pathway will not only develop new Class 1 drivers but also strengthen industry-specific training, preparing them for diverse employment opportunities. Equipping drivers with the skills needed for Alberta’s transportation demands, this program will support a more resilient commercial driving workforce.”

    A total of $30 million over three years is allocated for the Employment Pathway Grant which provides funding for eligible employers in the commercial driving industry to cover the costs of training and onboarding for new and future Class 1 drivers, leading to the direct employment of new Class 1 drivers in Alberta’s commercial transportation industry.

    The Industry Advancement Grant will provide $24.1 million over three years in funding for eligible projects from organizations in the commercial transportation industry to support industry-driven solutions to increase employment, attraction and retention. These projects will provide solutions while improving employer hiring practices and building partnerships with Indigenous communities. This funding also includes $1.5 million over three years for education grants to support Class 2 and Class 4 school bus driver competencies.

    “Alberta’s new Class 1 Learning Pathway and grant program mark a significant step forward for the province’s commercial transportation industry. This is a great opportunity for Alberta to develop a highly skilled workforce, create jobs and enhance road safety while making commercial driving more accessible and affordable.”

    Additionally, Alberta’s government is increasing access to training and testing for Class 1 commercial drivers’ licences and Class 6 motorcycle drivers’ licences through a reciprocal agreement with the Northwest Territories. The agreement allows for reciprocal training and testing for Class 1 (including air brake) and Class 6 drivers’ licences starting April 1, 2025. Northwest Territories residents who take Class 1 driver training and testing in Alberta will also be licensed in the Northwest Territories. Albertans can also take Class 1 driver training and testing in the Northwest Territories and be licensed in Alberta.

    Budget 2025 is meeting the challenge faced by Alberta with continued investments in education and health, lower taxes for families and a focus on the economy.

    The UN Emergency Relief Coordinator Tom Fletcher on Monday called for “justice and answers” after Israeli forces killed eight Palestinian medics, six civil defence first responders and a UN staff member in an attack in southern Gaza.

    The clearly identified humanitarian workers from the Palestine Red Crescent Society, Palestinian Civil Defence and the UN had been despatched to collect injured people on 23 March in the Rafah area of southern Gaza, when they came under fire from Israeli forces who were advancing in the area, said the UN aid coordination office’s (OCHA) top official in the Palestinian Occupied Territory in a detailed post on X.

    Jonathan Whittall said that on the day of the attack, five ambulances, a fire truck – and a clearly marked UN vehicle which arrived following the initial assault – were all hit by Israeli fire, after which contact was lost with teams.

    No access for days

    “One survivor said Israeli forces had killed both of the crew in his ambulance. For days, OCHA coordinated to reach the site but our access was only granted five days later,” Mr. Whittall said.

    When UN staff then travelled to the area they encountered hundreds of civilians fleeing under Israeli fire.

    “We witnessed a woman shot in the back of the head. When a young man tried to retrieve her, he too was shot. We were able to recover her body using our UN vehicle,” he added.

    ‘Devastating scene’

    He said aid workers we were finally able to reach the site on Sunday, discovering “a devastating scene: ambulances, the UN vehicle, and fire truck had been crushed and partially buried. After hours of digging, we recovered one body – a civil defence worker beneath his fire truck.”

    The Palestine Red Crescent Society – part of the International Federation of Red Cross and Red Crescent Societies – expressed outrage on Sunday over the deaths, adding that a ninth staff member is still missing.

    “These dedicated ambulance workers were responding to wounded people…They wore emblems that should have protected them; their ambulances were clearly marked. They should have returned to their families: they did not,” said IFRC Secretary General Jagan Chapagain.

    Humanitarian law ‘could not be clearer’

    “Even in the most complex conflict zones, there are rules,” he added. “These rules of International Humanitarian Law could not clearer – civilians must be protected; humanitarians must be protected. Health services must be protected.”

    The incident represents the most deadly attack on Red Crescent Red Cross workers since 2017.

    Israeli forces said the emergency responders had been fired on after their vehicles “advanced suspiciously”, according to news reports, adding that a Hamas operative had been killed along with “eight other terrorists”.

    The attack occurred following the collapse of the fragile two-month ceasefire between Israeli forces and Hamas militants on 18 March. On Monday, Israel issued a new mass evacuation order for the whole of the Rafah region.

    ‘This should never have happened’

    OCHA’s Jonathan Whittall reiterated on Sunday that first responders should never be a target.

    “Today, on the first day of Eid, we returned and recovered the buried bodies…They were killed in their uniforms. Driving their clearly marked vehicles. Wearing their gloves. On their way to save lives. This should never have happened.”

  • MIL-OSI Security: Victim of fatal Morden collision named as detectives continue to appeal for information

    Detectives are appealing for witnesses following a fatal collision in Morden earlier this month.

    Specialist officers from the Met have been supporting the man’s family at this difficult time and are now seeking the public’s help as part of enquiries.

    Police were called at 18:51hrs on Monday, 3 March to reports of a road traffic collision between a car and a pedestrian in Green Lane, Morden.

    Despite the efforts of the London Ambulance Service and officers, the pedestrian, a 49-year-old man, sadly died at the scene.

    He has been formally identified as Sinnathamby Karunakaran.

    Detective Constable Caroline Landy of the Roads & Transport Unit, who is leading the investigation, said: “Our thoughts remain with Sinnathamby’s family at this tragic time.

    “We are keen to speak to anyone who was in the area of Green Lane between 18:35hrs and 18:50hrs – were you commuting home from work or within the area at this time and saw something that might be helpful to us?

    “If you were driving or live in the area, please check any dashcam or doorbell camera footage to see if you may have captured what happened.

    “We believe that there may be witnesses who have yet to come forward. No matter how small, anyone with any information is urged to contact us immediately.”

    Officers are appealing for witnesses or anyone with footage of this incident to contact police on 101 or ‘X’ @MetCC quoting CAD 6080/3MAR25.

    The car stopped at the scene. The investigation continues and no arrests have been made at this time.
