    NIH-funded study reveals variables, such as poverty and education, that may underpin higher rates of heart disease and its risk factors.
    What
    A research team funded by the National Institutes of Health (NIH) uncovered higher rates of heart disease and worse heart health affecting adults living in rural communities compared to urban areas and the factors that likely drive these differences. They found adults living in rural areas were more likely than those living in large cities to have heart disease (7% vs. 4%), high blood pressure (37% vs. 31%), high cholesterol (29% vs. 27%), obesity (41% vs. 30%), and diabetes (11% vs. 10%). Across all age groups, the differences in high blood pressure, obesity, and diabetes were largest among adults ages 20–39 living in rural areas vs. cities.
    Investigators reviewed data from more than 27,000 adults who participated in the 2022 National Health Interview Survey to understand geographical differences in rates of heart disease and risk factors for conditions that affect the heart and blood vessels, such as high blood pressure, diabetes, and obesity. Since higher rates of heart disease among adults in rural areas compared to cities have been established, they also sought to understand factors driving these variations.
    They found that factors such as levels of income and education, having enough food to eat, and owning a home mostly explained the higher rates of people in rural areas who had high blood pressure, diabetes, and heart disease. Prior research has also shown how difficult circumstances, such as living in poverty, can affect cardiovascular health, including increasing inflammation in the body. Additionally, having access to healthcare, which is important for overall health, did not factor into these differences. Lifestyle risk factors for heart disease such as smoking and being less active also didn’t explain these differences, although adults living in rural areas were more likely to smoke and be less active.
    The researchers also found that rates of high blood pressure, high cholesterol, diabetes, and heart disease were largest in rural areas compared to cities in the South. Rates of obesity were higher across rural areas throughout the U.S., especially in the Northeast.
    More than 60 million U.S. adults live in rural communities, and heart disease remains the nation’s leading cause of death. In this study, 1 in 7 adults lived in rural areas (counties of less than 50,000 people), 1 in 2 lived in small or medium-sized cities (counties of 50,000 to less than 1 million people), and 1 in 3 lived in large cities (counties of 1 million or more).
    Identifying factors driving the higher burden of heart disease and risk factors in rural regions remains a critical research priority. The authors note that insights from their study could inform public health efforts and policies to support and improve the cardiovascular health of people — especially younger adults — living in rural areas.

  • MIL-OSI USA: Attorney General James Stops Discriminatory Practices Targeting Jewish New Yorkers at Rockland County Car Wash

    EW YORK – New York Attorney General Letitia James today announced that her office has stopped Super 4 Seasons, a Rockland County car wash company, from running a discriminatory scam that targeted Jewish customers preparing for Passover. In the days leading up to Passover, many Jewish families clean their homes, cars, and other spaces to remove “chametz,” or leavened products. An Office of the Attorney General (OAG) investigation found that in the weeks leading up to the holiday, Super 4 Seasons advertised a “Passover Special” cleaning promotion, targeting Jewish customers, that cost more than three times the standard price for the same service. Attorney General James is requiring Super 4 Seasons to immediately stop promoting or offering any discriminatory car wash special and, if the company fails to do so, pay a $75,000 penalty.

    “Targeting Jewish New Yorkers with deceptive pricing around Passover is a clear act of religious discrimination and will not be tolerated,” said Attorney General James. “Every New Yorker, regardless of their faith, deserves to be treated fairly and equally. My office will not hesitate to hold businesses accountable when they exploit families’ religious observance.”

    The OAG opened an investigation into Super 4 Seasons in April 2024 after receiving several complaints that the car wash company was knowingly charging Jewish customers $169 for a service that was otherwise available for just $47. As part of the investigation, OAG conducted undercover testing, interviewed complainants, and reviewed thousands of the company’s sales entries. The OAG found that Super 4 Seasons had promoted similar Passover-specific services dating back to at least 2018 and that in the weeks leading up to Passover, Jewish customers had been routinely denied access to standard pricing and were falsely told that only the high-priced “Passover Packages” were available.

    The OAG investigation also found that Super 4 Seasons persistently posted promotional signs advertising that only “Passover Packages & Up” were available, falsely claiming that standard services were not offered ahead of Passover. When an OAG investigator dressed in traditional Orthodox Jewish clothing inquired about standard pricing, he was told the car wash is “not doing anything except shampoos and Passover cleanings right now.” The car wash employee even told the investigator, “We are doing this just for you guys.”

    However, when another OAG investigator who was not wearing Orthodox Jewish clothing asked Super 4 Seasons for the standard services, he was offered and sold standard-priced services. When he inquired about the promotion, an employee responded that it was “for Jews,” adding that they needed to pay more “because their cars are so dirty.” The OAG recovered sales records for this same period, confirming that regular services had in fact been provided throughout the holiday.

    As a result of the OAG’s investigation, Super 4 Seasons will immediately stop these discriminatory practices, and is barred from promoting or advertising car wash services that allude to special pricing for religious holidays. Super 4 Seasons is also prohibited from charging Jewish customers more than other customers for the same car wash services and is not allowed to change its pricing or limit available services in the two months leading up to and during Passover. If Super 4 Seasons fails to adhere to these terms, it will be required to pay a penalty of up to $75,000.

    Attorney General James recently issued a consumer alert urging Jewish communities to be cautious of illegal and discriminatory practices ahead of Passover. Attorney General James reminds New Yorkers to be vigilant against scams on essential Passover goods and services, including car washes, essential food items, matzah and kosher-for-Passover products, cleaning services, travel, and accommodations. Under New York law, it is illegal to discriminate against someone based on religion. Anyone who is aware of businesses using discriminatory practices or believes that they were charged more for services because of their religion, race, or background is encouraged to file a complaint online or call 1-800-771-7755.

    This matter was handled by Hate Crimes and Bias Prevention Section Chief Rick Sawyer, Assistant Attorney General Rachel Finn, and Assistant Attorney General in Charge of the Westchester Regional Office Andy Aujla, with assistance from Research Analyst Heather-Destiny Konan, under the supervision of Civil Rights Bureau Chief Sandra Park and Deputy Bureau Chief Travis England. The investigation was led by Investigators Liam Cassidy and Andy Rodriguez under the supervision of Supervising Investigator Cynthia Kane.   • MIL-OSI Security: Richmond Sexual Predator Sentenced to 40 Years in Federal Prison

    INDIANAPOLIS— Moises Bojorquez, 29, of Richmond, Indiana, has been sentenced to 40 years in federal prison, followed by a lifetime of supervised release, after pleading guilty to sexual exploitation of a child, distribution of child sexual abuse material, and possession of matter containing child sexual abuse material.

    According to court documents, Bojorquez sexually abused a one-year-old relative, who was in his care and custody.  Bojorquez forced the victim to perform oral sex on him on multiple occasions.  In several instances, Bojorquez live chatted the sexual abuse.  In other instances, Bojorquez recorded the sexual abuse and sent it to a woman via Telegram, an encrypted, cloud-based instant messaging service.

    Bojorquez and the woman engaged in a months-long conversation via Telegram in which they described their shared sexual interest in children.  Bojorquez also shared other child sex abuse material with the same woman via Telegram and with others via email.  Investigators located more than 1,000 images and videos on Bojorquez’s two cell phones, some of which depicted infants or toddlers engaged in sexually explicit conduct and sadistic or masochistic conduct or other depictions of violence.

    “No child should suffer sexual abuse,” said John E. Childress, Acting United States Attorney for the Southern District of Indiana. “This predator cruelly exploited an innocent child to satisfy his criminal sexual desires with other likeminded predators. Thanks to the efforts of law enforcement officers, this defendant will now spend 40 years in federal prison, where he cannot sexually abuse another child.”

    “This case is a sobering reminder of the depths of pravity some individuals will go to exploit the most innocent among us,” said ICE Homeland Security Investigations Chicago Special Agent in Charge Matthew Scarpino. “HSI and our law enforcement partners remain committed to identifying and bringing to justice those who prey on children. We will continue to use every available resource to protect the innocent and disrupt the networks that facilitate these horrific crimes.”

    “The Indiana Internet Crimes Against Children Task Force remains vigilant and committed to working with its local and federal partners to protect society’s most vulnerable to sexual exploitation: our children. Caretakers, parents, and others in positions of trust who fail in their duty to protect children but instead seek to sexually exploit them for their own selfish and devious reasons will be identified, investigated, and prosecuted,” said Christopher D. Cecil, Commander of Indiana Internet Crimes Against Children Task Force.

    Homeland Security Investigations and members of the Indiana Internet Crimes Against Children Task Force, including Indiana State Police, Richmond Police Department, and Plainfield Police Department, investigated this case, with assistance from the Ohio Internet Crimes Against Children Task Force. The sentence was imposed by U.S. District Judge Sarah Evans Barker. 

    Acting U.S. Attorney Childress thanked Assistant U.S. Attorneys Meredith Wood and Tiffany J. Preston, who prosecuted this case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.

  • MIL-OSI Security: Federal grand jury indicts Buffalo man on multiple drug charges

    BUFFALO, N.Y.-U.S. Attorney Michael DiGiacomo announced today that a federal grand jury indicted Michael R. Prell, Jr. a/k/a Struggle Mike a/k/a Struggle a/k/a Jr, 43, of Buffalo, NY, with narcotics conspiracy and attempted possession of five kilograms or more of cocaine with intent to distribute, which carry a minimum penalty of 20 years in prison and a maximum of life.

    Assistant U.S. Attorney Louis A. Testani, who is handling the case, stated that between early 2024 and September 26, 2024, Prell conspired with others to sell cocaine. In addition, on August l, September 25, and September 26, 2024, Prell attempted to possess, with intent to distribute, cocaine.

    The defendant was arraigned before U.S. Magistrate Judge Jeremiah J. McCarthy and was released on conditions.

    The indictment is the result of an investigation by the Drug Enforcement Administration, under the direction of Special Agent-in-Charge Frank Tarantino, III, New York Field Division, and the New York State Police, under the direction of Major Amie P. Feroleto.

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

  • MIL-OSI Security: Louisville Man Sentenced to Over 16 Years in Federal Prison for Firearms Offenses

    Louisville, KY – A Louisville, Kentucky, man was sentenced this week to 16 years and 3 months in federal prison for illegally possessing a firearm after having previously been convicted of a felony offense and for possession of an unregistered firearm.  

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky and Special Agent in Charge John Nokes of the ATF Louisville Field Division made the announcement.

    According to court documents, Hassan Mohamed 20, was sentenced to 16 years and 3 months in prison, followed by 5 years of supervised release, for illegally possessing 3 firearms, one of which was a short barrel rifle that required registration. Mohamed was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On April 23, 2019, in Jefferson Circuit Court, Mohamed was convicted of two counts of complicity to robbery in the first degree, three counts of robbery in the first degree, complicity to assault in the first degree and tampering with physical evidence.

    On January 4, 2022, in Jefferson Circuit Court, Mohamed was convicted of robbery in the first degree, rape in the first degree, sodomy in the first degree, and criminal attempt rape in the first degree.

    There is no parole in the federal system.

    This case was investigated by the ATF with assistance from the Louisville Metro Police Department.

    Assistant U.S. Attorneys Emily Lantz and Josh Porter prosecuted the case.

  • MIL-OSI Global: How to talk to children about the Canada-U.S. tensions

    Mainstream public discourse in the first months of 2025 have been dominated by tensions between Canada and United States. These include references to Canada becoming annexed as the 51st American state and the trade war, with threats and the application of tariffs by the U.S. and counter-tariffs by Canada.

    While this political climate brings uncertainty at an international level, it comes with fear of job loss for many Canadians at a time when the cost of living is already straining many families’ finances.

    These topics may appear to be concerns for adults, but children may also feel the effects. As psychology researchers studying parent-child relationships and child mental health, we believe it is important to consider children’s potential fears and anxiety in the current political climate.

    Here, we explain why it’s important to address this topic with children, and how parents can do so in a reassuring and informative manner.

    Children’s concerns and emotions

    While the economy and politics could seem like topics that children would not really care about, recent research suggests that many children and youth actually worry about these topics.

    Back in 2020, American parents of children aged six to 17 years old were asked to rate their child’s anxiety about political news, in terms of voting issues covered in media since the 2016 election. According to the study by psychology researcher Nicole E. Caporino and colleagues, 36 per cent of children worried about the U.S. getting into war, and 37 per cent worried about their family’s finances.

    Similarly, studies elsewhere suggest children and youth worry about issues affecting their families. Based on these numbers, we can assume that many Canadian children also worry about the current Canada-U.S. political climate.

    Of course, it’s worth remembering not all families experience political and economic events in the same way. For example, children whose families face economic precarity are likely already living with stressors affecting their households like unemployment or food insecurity. Current tensions may also exacerbate children’s existing concerns.

    Given that children may be concerned and worried, some parents may intuitively seek to avoid the topic with children to avoid provoking more distress. However, discussing a stressful event can actually decrease the distress felt towards it.

    When children are able to talk about what concerns them with their parents, they learn important emotional regulation and coping skills. For example, they learn how to identify and understand their emotions, and how to regulate those emotions. Discussions between parents and children also help foster a climate of trust, in which children feel like they can rely on their parents in moments of need.

    Noticing, tackling children’s anxiety and fears

    Children may not always have the words to articulate their concerns in the same way that adults do. Parents should watch for anxiety symptoms in their children, which may manifest in various ways, including having mood changes, being more irritable or sad, having difficulty sleeping, being more clingy than usual, or withdrawing from activities. There are also signs that may be harder to spot.

    We present five ways to address the situation with your children:

    1. Use direct questions to understand how children feel. Direct questions can help understand how children feel. For example, you may ask: “What have you heard about what’s happening?” or “How do you feel about it?” These questions can help understand what specifically is scary to them.

    Children could be worried about no longer seeing family in the U.S., or some may even fear a military clash.

    This is especially important given that children tend to worry about different things than adults. For example, younger children with family in the U.S. may worry they will no longer be able to see their family members anymore. Older children may be worried about a parent losing a job, the country’s economic instability or environmental impacts. Some children may even fear a military clash.

    2. Be sensitive to how the conflict is presented. In the media, it is common to refer to the diplomatic and economic tensions as a “trade war.” While adults understand that trade wars do not involve military attacks, this concept is much more abstract for children.

    Hearing the word “war” may trigger difficult images for them, including armed soldiers, weapons and devastation. This is especially true for children with lived experience of war, political conflict or displacement.

    It’s important to reframe the conflict in ways that children can understand. For example, parents can compare the conflict between two children. Parents might say: “You know when there are two children upset with each other at school, and they have a big disagreement. Sometimes it can take a lot of time to find a solution that works for everyone. The conflict between Canada and the U.S. is a bit like that. It could take a lot of time and trouble to find a solution.”

    3. Avoid misinformation. When discussing these topics, parents should seek to clarify any misinformation and provide reassurance. They should also help ensure children receive information from credible sources rather than social media or peers, who may sensationalize or misinterpret events. Providing factual but age-appropriate explanations is a key ingredient in mitigating fear and uncertainty.

    4. Focus on co-operation and opportunities instead of boycotting.

    Many Canadian families are choosing to boycott American products. In order to ease the emotional burden on children, it can be helpful to reframe the boycott as an opportunity for co-operation. For instance, parents can highlight how they are trying to support local businesses.

    Similarly, for families with resources to travel, changes in travel plans can be framed as a way to discover new places. A parent might frame it as: “This year, instead of going to the beach, we’re going to be exploring some incredible places closer to home. We’re going to have so much fun trying new things!” This approach creates curiosity and control, not anxiety. It can also be beneficial for children’s development to learn to be more flexible with change.

    5. Create a sense of normalcy and routine. As important as it is to validate children’s fears, it is equally important to help them maintain a sense of normalcy. Families should strive to balance discussions about the trade war and its potential ramifications with more light, mundane topics. Similarly, limiting the time that children watch the news or when it is audible can help limit further concerns from developing.

    Routines are also beneficial for children’s development and well-being. Maintaining a predictable schedule, such as a bedtime routine, can help children feel safe and less anxious. Focus on adding fun and soothing activities to the daily routine. This lets children know life goes on.

    Navigating turbulent times

    As the trade war with the U.S. plays out, parents should consider how it may impact their children’s emotions and sense of safety. Even serious conflicts such as this one don’t last forever, and solutions will come.

    In the meantime, parents can help children cope with these challenging times by offering age-appropriate explanations and encouraging resilience.

  • MIL-OSI USA: Congressman Kweisi Mfume Introduces Legislation to Commemorate African American World War II Hero Doris Miller

    WASHINGTON, D.C. – Today, on National Medal of Honor Day, Congressman Kweisi Mfume (MD-07) announced the introduction of a pair of bills to commemorate the life and legacy of African American Mess Attendant Doris ‘Dorie’ Miller. During the attack on Pearl Harbor, Mess Attendant Miller manned an anti-aircraft gun and downed enemy planes, despite the fact that the racially segregated steward’s branch of the Navy was not trained to use anti-aircraft guns. Congressman Mfume’s bills seek to award the Medal of Honor and a Congressional Gold Medal to Mess Attendant Miller. 

    “Today is ‘Dorie Miller Day’ on Capitol Hill. Dorie Miller protected America, and we are all the beneficiaries of his bravery. His valiance is even more admirable because he courageously worked to save a democracy that he could not fully enjoy at that time, as the United States military did not become fully integrated until almost seven years after his heroism in World War II,” said Congressman Kweisi Mfume. “I am honored to continue the work of my friend, the late Congresswoman Eddie Bernice Johnson, who had fought to give Mess Attendant Miller’s legacy the celebration of the Medal of Honor since 2001. While the Trump administration shamefully seeks to eviscerate Black history from the American story, I am introducing my dual-tracked legislative effort to award both the Medal of Honor and a Congressional Gold Medal to Dorie Miller so he can finally be recognized with an American salute that is long overdue,” he concluded.   

    This legislation’s introduction comes in the wake of reports that most U.S Department of Defense webpages chronicling the heroism of Mess Attendant Miller had been eliminated following a directive to remove diversity, equity, and inclusion (DEI) content from Pentagon platforms.  

    The Life of Doris ‘Dorie’ Miller 

    Background 

    • Born in Waco, Texas on October 12, 1919.
    • Son of Connery and Henrietta Miller.
    • Dropped out of school to support the family farm, worked part-time as a cook in a small restaurant in Waco.

    Military Career 

    • Enlisted in the United States Navy in September of 1939.
    • After bootcamp training, was assigned to the USS West Virginia as a messman.
    • Quickly moved up in the ranks from messman to ship’s cook, third class, and was stationed at Pearl Harbor.
    • Black sailors serving in the racially segregated steward’s branch of the Navy were not trained to use anti-aircraft guns.
    • On December 7, 1941, Doris Miller was doing laundry at around 8:00 a.m. when a Japanese torpedo hit his ship, anchored in Pearl Harbor.
    • He rushed to the main deck to help move his mortally wounded captain out of harm’s way and attend to other wounded sailors.
    • He then manned a 0.50-calibre anti-aircraft gun and fired at the attacking planes.
    • According to news stories and other sailors’ accounts, Doris Miller downed 2 to 5 enemy planes before he was forced to abandon ship.

    National Awards and the Medal of Honor  

    • Doris Miller was awarded a commendation from the Secretary of the Navy as well as the Navy Cross on May 27, 1942, in a ceremony at Pearl Harbor.
    • In 2017, the town of Waco, Texas unveiled a riverside memorial featuring a 9-foot-tall, 700-pound bronze sculpture of hometown hero Doris Miller.
    • In 2020, the Navy commissioned an aircraft carrier to be named after Doris Miller.
    • Doris Miller has yet to receive the Navy’s highest award, the Medal of Honor.
      • Mr. Miller’s family and friends have fought for decades to convince the Navy to award Doris Miller with the Medal of Honor posthumously.
      • More than 15 cities have expressed support, and the U.S. Conference of Mayors adopted a resolution endorsing the effort in 2001.
      • Congress has introduced a resolution in support of the Navy awarding Doris Miller the Medal of Honor every year since 2015.

    WASHINGTON, D.C. – Representatives Pat Fallon (TX-04) and Sanford D. Bishop, Jr. (GA-02) recently introduced the Veterans Mental Health and Addiction Therapy Quality of Care Act. America’s veterans deserve access to quick and effective care, particularly when it comes to mental health. Regardless of whether veterans choose to be seen by a Department of Veterans Affairs (VA) provider or within the VA community care program, they should receive the best care. The bill’s provisions are as follows: 

    • Require the VA to commission a study on the difference in the quality of care between VA facilities and private providers.  
    • Specifically, the study would: 

    ·         Examine differences in health outcomes for veterans seeking behavioral or mental health treatment at a VA facility or a private provider. 

    ·         Determine if providers use evidence-based treatment for behavioral and mental health issues. 

    ·         Identify potential gaps in coordination between VA facilities and private providers.

Fallon. “This bill would require the VA to conduct an independent study to determine whether it is in fact providing the necessary level of care when compared to private sector alternatives.     Solutions30’s consolidated revenue for 2024 amounted to €996.0 million, down -5.8% compared to 2023. This includes an organic contraction of -6.4%, a +0.2% impact from acquisitions, and a +0.4% favorable exchange rate effect. It reflects the Group’s strategic orientations, aimed at giving greater priority to margins over revenue growth, in a context where it is currently operating in markets and business segments at different stages of maturity. Solutions30 chose to scale down its exposure to the telecommunications sector notably in France and in Spain, where certain contracts no longer met its profitability requirements. At the same time, the Group accelerated its development in its profitable growth drivers in Germany and in energy services.

    Adjusted EBITDA amounted to €75.1 million, up +0.7% on 2023, despite lower revenue, reflecting a further increase in adjusted EBITDA margin to 7.5% from 7.1% in 2023 (+40 basis points). This performance reflects the relevance of the selective strategy implemented by the Group in 2024.

    Free cash flow reached €40.2 million, a clear €26.8 million improvement compared to 2023 (€13.4 million). This reflects a favorable trend in working capital, in a context where Solutions30 is increasingly and continuously focusing on profitability and cash generation. Net free cash flow, after repayment of lease liabilities and interest paid on these liabilities, turned positive in 2024, at €5.9 million, compared with a negative -€17.0 million in 2023.

    As a result, the Group’s financial position remains very solid, with a cash position net of bank debt close to breakeven at the end of 2024 (-€0.8 million). In addition, all financing needs are fully covered by the successful refinancing of the Group’s bank debt in November 2024, for a total amount of €120 million.

    Benelux

    In the Benelux, the Group’s leading geography in terms of revenue, revenue amounted to €371.6 million in 2024, down slightly by -2.6% (-2.8% organic) from a very high comparison basis (+72% in 2023). This decline is due to the Connectivity business (2024 revenue of €282.2 million, down -7.2%), as the fiber-optic roll-out in Belgium has been slowed by negotiations between service providers aimed at streamlining their roll-out operations nationwide. In addition, the merger between Proximus and Fiberklaar is prompting the adaptation of the Group’s operational processes.

    Energy revenue reached €64.8 million, up +11.6%, driven by the roll-out of smart meters and strong momentum in energy transition support services, notably with the entry into production of the contract to modernize over 1,000 km of low-voltage electricity network in Flanders. In addition, the acquisition of Xperal in September 2024 opens up new prospects in the solar sector in Benelux.

    Lastly, Technology activities maintained their strong momentum, with revenue up by +27.6% to €24.5 million, driven notably by the launch of a new IT support contract in the fourth quarter.

    The Benelux’s adjusted EBITDA margin remained in double-digit territory throughout the year at 10.0%, demonstrating the Group’s ability to effectively adapt its processes and organization to the temporary slowdown in the Connectivity business. Adjusted EBITDA thus amounted to €37.1 million in 2024.

    France

    In France, revenue amounted to €360.8 million, down -10.5% (-11.0% organic). Revenue from the Connectivity business contracted by -26.9% to €208.8 million, reflecting the selective measures implemented since the second quarter to improve margins. This has led the Group to significantly reduce its exposure to certain contracts that were no longer meeting its profitability requirements, with an impact compounded by the slow-down in the fiber roll-out market since the beginning of the year.

    In 2024, Solutions30 successfully continued to expand its Energy business, achieving sustained growth of +52.0% to reach revenue of €78.4 million, or 22% of the total (almost 30% in the fourth quarter). In the photovoltaic sector, the Group benefits from a highly dynamic market and a leading position. The Energy business thus represents a strategic diversification lever for the Group in France, with the ambition of reaching €150 million in revenue from this segment by 2026.

    In the Technology business, revenue amounted to €73.6 million, up +11%, driven by a surge in activity linked to the 2024 Olympics and continued momentum in IT support services.

    France’s adjusted EBITDA margin stood at 9.5%, up 70 basis points compared to 2023. This increase results from the increased selectivity strategy implemented in the Connectivity business, which prioritizes margin improvement over revenue growth. It also reflects the ramp-up of the Energy business and the associated scale effects, as well as ongoing efforts to streamline the organization and central functions.

    Other Countries

    In Other Countries, revenue amounted to €263.6 million, down -3.1%. This trend includes an organic contraction of -4.5% partially offset by a positive currency effect of +1.4%, reflecting the appreciation of the zloty and the pound sterling against the euro during the period.

    With revenue up +33.6% to €84.4 million, Germany confirms in 2024 its status as a powerful growth driver and the Group’s future third pillar in Europe, alongside Benelux and France. Leveraging strong relationships with Germany’s six main telecom service providers, Solutions30 is successfully replicating its business model in this market whose exceptional potential continues to materialize, supported by the accelerated roll-out of fiber networks, and strong future investment momentum in infrastructure in general.

    In Poland, strong growth continues, reaching +18.0% in 2024. In Italy, the agreement reached with the main telecom client has effectively eliminated the associated risk, allowed business to return to normal as of the third quarter, with progressively improving economic conditions expected over the first half of 2025. Revenue was down -16.0% for the year, but returned to growth in the fourth quarter. In Spain, where revenue contracted by -34.2%, the Group has considerably reduced its exposure to the mature telecoms market, and is restructuring its Connectivity business while refocusing on the Energy and Technology businesses. Finally, in the United Kingdom, revenue was down -23.3%, reflecting increased selectivity and a refocusing on the fiber and energy services markets.

    Adjusted EBITDA in Other Countries stood at €16.3 million, three times its 2023 level (€5.5 million). The adjusted EBITDA margin was 6.2%, compared with 2.0% in 2023. This significant improvement reflects Germany’s solid performance. It also results from the return to breakeven in Italy, after the losses recorded in 2023, as well as the initial progress made in the United Kingdom.

    Consolidated earnings

    On the basis of adjusted EBITDA of €75.1 million for 2024, after accounting for depreciation and operational of €14.9 million (compared to €22.8 million in 2023), and after amortization of the right-of-use assets (IFRS 16) amounting to €31.8 million (€29.2 million in 2023), the Group’s adjusted EBIT stood at €28.4 million, up +25.6% compared to 2023, representing 2.9% of full-year revenue (2.1% in 2023).

    Operating income returned to positive territory in 2024, reaching €0.6 million, compared with a loss of -€2.7 million in 2023. It includes:

    • €13.4 million in net non-current operating expenses. These expenses mainly include restructuring costs, reflecting the measures taken by the Group to support the selective downsizing in certain markets and to optimize its organizational structure accordingly, particularly in Spain, the United Kingdom, and France.
    • €14.5 million in amortization of customer relationships, stable compared to 2023. This charge, relating to past acquisitions, is purely accounting in nature, with no impact on cash flow, and does not relate to tangible assets.

    Net financial income was -€14.7 million, compared with -€13.1 million in 2023. It includes a bank interest charge of -€7.2 million, compared with -€5.4 million in 2023, mainly reflecting a higher average drawdown in 2024, and interest on leases (IFRS 16) of -€3.2 million (-€1.7 million in 2023). It also includes, in 2024, non-cash income of €1.1 million, linked to the downward adjustment of earn-out liabilities from past acquisitions (compared with a -€0.8 million charge in 2023).

    After accounting for a net tax expense of -€1.4 million, the Group’s share of So-Tec’s income (equity-accounted) for €0.4 million, and deducting minority interests of €0.7 million, Net income group share amounted to -€15.8 million, a considerable improvement compared to 2023 (-€22.7 million). Adjusted for the amortization of customer relationships net of the related tax impact, Adjusted net income Group share – which strictly reflects the Group’s operating performance – amounted to -€6.0 million, compared with -€12.9 million in 2023.

    Cash flow

    The Group’s 2024 operating cash flow was €56.6 million. The change in working capital, restated for non-cash items, represents an inflow of €1.6 million, compared with an outflow of -€26.2 million in 2023. In addition to the impact from the decrease in revenue, this sharp improvement reflects the Group’s evolving business profile, as well as the enhanced focus on cash generation, with favorable trends in average customer payment terms and advance payment flows. The change in working capital includes a significant reduction in factoring of -€40.5 million, due to a lower volume of receivables in France as a result of the aforementioned decrease in activity, as well as favorable payment terms in Germany. As a result, net cash flow from operating activities rose sharply in 2024, to €58.2 million, compared to €34.1 million in 2023.

    Net investments amounted to €18.0 million, or -1.8% of revenue, in line with their normative levels of around 2%, and were mainly related to information systems and technical equipment. In particular, Solutions30 relies on its proprietary IT platform, Smartfix, as a strategic tool to efficiently manage its large-scale operations. This platform accounts for the bulk of the Group’s annual investments.

    Overall, free cash flow amounted to €40.2 million in 2024, a significant improvement over 2023 (€13.4 million). After repayment of lease liabilities and related interest (IFRS 16), amounting to -€34.3 million, net free cash flow turned positive in 2024, at €5.9 million, compared with -€17.0 million in 2023.

    Taking into account -€3.5 million in earn-outs paid on past acquisitions, -€0.1 million in acquisitions made during the period, -€6.9 million in interest paid, -€14.3 million in net reimbursements of loans, -€1.9 million in debt issuance costs and the -€1.1 million impact of exchange rate fluctuations, the change in cash position was -€22.0 million.

    Financial position

    Solutions30 maintains a solid financial position, combining strong liquidity with a net financial debt of almost zero. At December 31, 2024, the Group’s gross cash position stood at €96.3 million, compared with €118.2 million at the end of December 2023. Gross bank debt amounted to €97.0 million, compared with €112.5 million at December 31, 2023, due to the repayment of loans during the year. As a result, the Group’s net bank debt was nearly breakeven, at €0.8 million at December 31, 2024, compared with a net cash position of €5.7 million at December 31, 2023.

    This financial position is all the more solid given the significant reduction in receivables sold under the Group’s non-recourse factoring program, which amounted to €69 million as of December 31, 2024, compared to €109 million as of December 31, 2023. Factoring can finance working capital from recurring activities that have fully developed, at a very modest cost. This program, combined with a solid financial position, provides Solutions30 with the resources it needs to finance its growth strategy.

    Including €68.8 million in lease liabilities (IFRS 16) and €4.1 million in potential financial debt linked to future earnouts and put options, the Group’s total net debt stood at €73.8 million at December 31, 2024, down slightly from €78.4 million at December 31, 2023.

    In November 2024, Solutions30 completed the refinancing of its entire bank debt, for a total amount of €120 million, including an effective loan of €83 million and a loan commitment of €37 million to finance growth. This new facility, arranged with a syndicate of eight core relationship banks, strengthens the Group’s financial base and provides it with the resources needed to support its continued expansion, particularly in the energy sector. With a 7-year maturity, it also extends the debt maturity profile while maintaining a cost comparable to that of the previous debt.

    Outlook

    Following a year in which Solutions30’s selective strategy proved effective, the Group intends to continue prioritizing margins over volumes in its most mature markets, while allocating more resources to segments offering the strongest prospects for profitable growth, particularly in Germany and in energy services.

    Confident in its positioning and ability to seize the numerous opportunities within its markets, the Group is fully committed to achieving its 2026 objectives, as presented at the Capital Markets Day held on September 26, 2024. These include achieving an adjusted EBITDA margin in excess of 10% in each of its three main geographies: Benelux, France, and Germany.

    In the Benelux, the Group is confident it will be able to capitalize on its leading market position and return to growth during 2025.

    In France, Energy Solutions revenue is set to triple compared with 2023, reaching €150 million in 2026. For Connectivity Solutions, the Group is focused on stabilizing its activity levels while applying strict contract selectivity.

    In Germany, Solutions30 is targeting a first milestone in 2026, with revenue ranging between €150 million and €200 million. Germany should continue to grow faster than the rest of the Group, ultimately becoming one of its largest contributors. In the longer term, the country is set to benefit from strong investment momentum in infrastructure, which should translate into numerous growth opportunities for Solutions30, not only in fiber optics, but also in Energy (smart grids, solar power, energy storage, electric vehicle charging infrastructure, smart meters) and Technology (rail network signaling, Internet of Things) businesses.

    In the rest of Europe, Solutions30 has adopted a portfolio management approach, aiming at sustaining Poland’s profitable growth, further improving performance in the UK, and either restoring margin in Italy and Spain by 2026 or initiating a strategic review in these two countries.

  • MIL-OSI Canada: Strengthening rural health care facilities

    To further these goals, Budget 2025’s new Rural Hospital Enhancement Program will improve rural health care facilities to better address rural health challenges and provide greater access to essential health services. If passed, Budget 2025 will provide $15 million to support project planning, which includes conducting facility and functional assessments of rural hospitals to determine what capital planning solutions and services are required to maximize each facility’s potential and better meet the needs of rural communities.

    “Rural Albertans should be able to access the health care services they need close to home. The new Rural Hospital Enhancement Program will ensure we are continuing to make data-driven decisions, and that resources are being appropriately deployed to address the areas with the greatest need.”

    Once project plans for each facility are developed, they will be used to inform future capital planning discussions and funding decisions for new projects. This program will expedite the time between planning and construction, so projects are completed sooner to support rural communities.

    Alberta’s government is also supporting existing capital programs and projects that will maximize the potential of rural health care facilities and enhance health care for rural Albertans. These investments will ensure that rural patients can receive care in the communities where they reside, reducing the need for long-distance travel to urban centres for essential medical services. By enhancing infrastructure and expanding services, the province aims to improve access to timely and high-quality care. These efforts will help alleviate pressure on larger hospitals and support the overall well-being of Albertans living outside major cities.

    Through Budget 2025, Alberta’s government is continuing to support capital projects that will deliver value to and maximize benefits for rural Albertans. These projects include:

    • $80 million to develop the La Crete Maternity and Community Health Centre
    • $1 million in planning funds for the Cardston Health Centre
    • $18 million to fund furnishings, equipment and information technology infrastructure for the Mountview Health Complex in Beaverlodge
    • $170 million in capital lease costs for the Mountview facility

    WASHINGTON, D.C.  — On César Chávez Day, Representative Raul Ruiz (D-Calif.-25) and U.S. Senator Alex Padilla (D-Calif.) introduced bicameral legislation to create the César E. Chávez and the Farmworker Movement National Historical Park. This bill would preserve the nationally significant sites associated with César E. Chávez and the farm worker movement across California and Arizona. Senator Adam Schiff (D-Calif.) is cosponsoring the legislation.

    César Chávez is a Latino icon and civil rights leader, labor leader, and community organizer whose legacy is deeply embedded in the story of California, the farm worker movement, and the push for worker and civil rights. Chávez empowered Latinos and farm workers to fight for fair wages, health care coverage, pension benefits, housing improvements, and countless other protections. His commitment to social justice has inspired generations, and fuels ongoing efforts to improve the lives of all people, regardless of their ethnicity or the color of their skin. 

    “Having grown up as the son of farmworkers in the Coachella Valley, I remember the profound hope César Chávez instilled in our communities and farmworkers across the nation. His legacy continues to inspire me to this day,” said Representative Ruiz. “It’s vital that we amplify the voices of communities whose stories are too often left unheard. The César E. The designation of the César E. Chávez and the Farmworker Movement National Historical Park recognizes the countless contributions he made which paved the way for better wages and working conditions for millions of farm workers,” said Senator Schiff. 

    The hundreds of sites that are part of the National Park system preserve our natural, historical, and cultural heritage while offering vital spaces for teaching, learning, and outdoor recreation. While the National Park Service (NPS) embraces their role as “America’s storytellers,” too few national park units primarily focus on women, communities of color, or other historically marginalized groups. The sites preserved by this bill would ensure that the National Park system better represents the diverse history of our nation. As a farm worker himself, César Chávez maintained a strong connection to the natural environment, and this bill uplifts his story and those of others whose contributions helped build the farm worker and civil rights movements that are pillars of American history.

    Specifically, this legislation would:

    • Create the César E. Chávez and the Farmworker Movement National Historical Park, which would include the existing the César E. Chávez National Monument, which includes La Nuestra Señora Reina de la Paz in Keene, California.
    • Upon written agreement from the site owners, the National Historical Park would include the following sites: Forty Acres in Delano, California; the Santa Rita Center in Phoenix, Arizona; and McDonnell Hall in San Jose, California.
    • Conduct a National Historic Trail Study for the “Farmworker Peregrinación National Historic Trail,” the 300-mile march route taken by farm workers between Delano and Sacramento in 1966.

    In 2008, Congress enacted bipartisan legislation from former Arizona Senator John McCain and former California Representative Hilda Solis to direct the NPS to conduct a special resource study of sites that are significant to the life of César Chávez and the farm labor movement in the western United States. In 2012, President Obama established the César E. Chávez National Monument in Keene, California. In 2013, the NPS transmitted the Special Resource Study to Congress. The study team evaluated over 100 sites significant to César Chávez and the farm labor movement in the western United States, finding that several were nationally significant and depicted a distinct and important aspect of American history associated with civil rights and labor movements that is not adequately represented or protected elsewhere. While the NPS included five potential management alternatives to protect these sites, they ultimately recommended that Congress establish a National Historical Park that would incorporate nationally significant sites in California and Arizona related to the life of César Chávez and the farm labor movement.

  • MIL-OSI Asia-Pac: Reduced packaging charter launched

    Secretary for Environment & Ecology Tse Chin-wan today launched the Packaging Reduction Charter to encourage businesses to reduce their packaging usage and foster a waste reduction culture in commercial activities.

    Speaking at the charter’s launch ceremony, Mr Tse said that most packaging materials are discarded after single or limited use, placing a significant burden on the environment.

    “The launch of the Packaging Reduction Charter aims to encourage businesses to adopt sustainable practices, including reviewing packaging designs to minimise unnecessary material usage, enhancing the recyclability and reusability of packaging as well as exploring innovative solutions.

    “These efforts not only alleviate the pressure on landfills, but also help businesses fulfil their social responsibilities, contributing to Hong Kong’s long-term goals of ‘zero landfill’ and carbon neutrality.”

    The signatory companies undertake to submit to the Environmental Protection Department their annual total packaging material usage, implement measures to reduce packaging or adopt sustainable packaging solutions as well as encourage upstream and downstream suppliers, business partners and customers to reduce packaging materials and enhance packaging management.

    So far, 102 local and multinational companies have undertaken the initiative. The department has published practical guides for specific sectors, covering supermarkets and grocery stores, logistics, e-commerce, hotel and hospitality, electronics and electrical appliances, beverage manufacturing, food manufacturing, and importers.

  • MIL-OSI Asia-Pac: Seniors care scheme extended

    The Social Welfare Department today announced the extension of the “District Services & Community Care Teams – Scheme on Supporting Elderly & Carers” to all 18 districts for a period of 12 months starting tomorrow, with a view to providing support and care to elderly people and carers in need.

    Addressing the launch ceremony, Deputy Chief Secretary Cheuk Wing-hing said that all 452 Community Care Teams across the city will help identify elderly people and carers in need through visits and contacts in the coming 12 months. Apart from sending care and providing assistance, the care teams will also refer those in need to social welfare service units for suitable support.

    Piloted in Tsuen Wan District and Southern District in the first quarter of 2024, the Scheme on Supporting Elderly & Carers has made great achievements. By the end of February this year, 36 care teams in the two districts had visited or contacted over 7,200 singleton/doubleton elderly, carers of elderly, or carers of people with disabilities, making over 1,200 referrals for welfare services. Moreover, over 300 senior citizens and people with disabilities received subsidies for the installation of emergency alarm systems through referrals made by the care teams.

    Mr Cheuk said that with the extension of the scheme to 18 districts, care teams are expected to reach over 60,000 households in need. He also expressed hope that members of the care teams would go beyond serving as care ambassadors in the community by strengthening collaboration with other stakeholders.

    In addition to encouraging carers to use the Designated Hotline for Carer Support (182 183) and the Information Gateway for Carers, care teams will enhance communication with the hotline to arrange visits or contacts for the carers in need, he added.

    At the ceremony today, the Deputy Chief Secretary presented certificates of appointment to the care teams of 18 districts, and presided at a pledging ceremony to start the extension of the scheme. The care teams of Yau Tsim Mong and Sham Shui Po Districts then conducted home visits to households.

    The Social Welfare Department will arrange training for the care teams, covering communication skills, information on local social welfare services and referral procedures. It will also maintain close communication with the care teams and provide assistance to ensure a smooth implementation of the scheme.

  • MIL-OSI Asia-Pac: Patient support scheme extended

    The “Pilot Scheme for Supporting Patients of the Hospital Authority in the Guangdong-Hong Kong-Macao Greater Bay Area” will be extended for one year till March 31, 2026, the Health Bureau announced today.

    Currently, the scheme is applicable to the University of Hong Kong-Shenzhen Hospital (HKU-SZH).

    The bureau explained that the extension aims to enable eligible patients of the Hospital Authority (HA) to choose to receive subsidised consultation services at designated collaborating healthcare institutions in the Greater Bay Area.

    It added that an enhancement measure will be implemented in order to provide more targeted healthcare support to patients.

    From tomorrow, for participating patients to utilise the subsidy under the pilot scheme, they are required to attend consultations at the service departments of the HKU-SZH that correspond with the HA’s outpatient service categories for which they have follow-up appointments.

    Secretary for Health Prof Lo Chung-mau said: “The Government has long been taking forward collaborations on medical and health aspects in the bay area in accordance with the principles of complementarity and mutual benefits. The HA will continue to explore more in-depth healthcare collaborations with suitable organisations and enhance the efficiency of public healthcare services with a view to shortening patients’ waiting time.”

    The scope of subsidised consultation services under the scheme will continue to cover outpatient services provided by the HA. Meanwhile, episodic illnesses, inpatient or day inpatient as well as accident and emergency services are not included.

    Eligible patients who wish to continue participating in the pilot scheme may make appointments through the existing channels whereby the HKU-SZH will make appointments at the departments that correspond with the HA’s outpatient service categories for which they have follow-up appointments. They should also complete a declaration to confirm continued participation at the HKU-SZH.

    Patients who wish to cease participation and return to Hong Kong for follow-up consultations at the HA’s outpatient clinics may approach the HKU-SZH which will make referral for them to arrange follow-up appointments at the HA’s corresponding outpatient clinics according to their clinical needs.

    For eligible patients who have not participated in the pilot scheme before, or those who have joined the scheme but need to have their personal data updated, they may submit an application to the HKU-SZH from tomorrow onwards.

    The Prime Minister met with Adolescence creators, charities and young people to discuss the issues raised in the series during a meeting focused on rethinking adolescent safety today.

    Today the Prime Minister met with Adolescence creators, charities and young people to discuss the issues raised in the series during a meeting focused on rethinking adolescent safety.

    Joined by Adolescence co-writer Jack Thorne and producer Jo Johnson, the group met to discuss the challenges facing children and parents today. It also looked at how the Government can work in collaboration to ensure young people have the right tools, support and environment to learn about healthy relationships.

    The meeting comes as Netflix makes the drama free to all secondary schools across the country through the Into Film+ schools streaming service and backed by the Prime Minister in the House of Commons. The series will help students better understand the impact of misogyny, dangers of online radicalisation and the importance of healthy relationships.

    Giving children the best start in life, making our communities safer and preventing young people falling into crime are central to this government’s Plan for Change.

    Prime Minister Keir Starmer said:

    As a father, watching this show with my teenage son and daughter, I can tell you – it hit home hard.  

    It’s an important initiative to encourage as many pupils as possible to watch the show. As I see from my own children, openly talking about changes in how they communicate, the content they’re seeing, and exploring the conversations they’re having with their peers is vital if we are to properly support them in navigating contemporary challenges, and deal with malign influences.

    This isn’t a challenge politicians can simply legislate for. Believe me, if I could pull a lever to solve it, I would. Only by listening and learning from the experiences of young people and charities can we tackle the issues this groundbreaking show raises.

    At the meeting, the Prime Minister set out how this issue is personal to him. After years spent working as the Director of Public Prosecutions, he has seen the devastation that misogyny and violence leaves behind, and how it tears through families and communities.   

    Charities invited to Downing Street include the NSPCC, Movember, Beyond Quality, Children’s Society as well as a young person who shared their own experience of becoming immersed in similar online content.

    The Prime Minister was also joined by Netflix and Tender charity who have provided resources and guides for parents, carers and teachers on the issues explored in Adolescence, as well as Into Film, the charity enabling the free viewing in schools via its Into Film+ schools streaming service.

    Jack Thorne, Adolescence Co-Writer, said: 

    We made this show to provoke a conversation. We wanted to pose the question – how do we help stop this growing crisis. So to have the opportunity to take this into schools is beyond our expectations. We hope it’ll lead to teachers talking to the students, but what we really hope is it’ll lead to students talking amongst themselves.

    From the summer, platforms will also have to ensure children have an age-appropriate experience online preventing them from seeing dangerous content which includes abusive and hateful misogyny and violence.  

    The Online Safety Act is not the end of the conversation but the foundation. As the Prime Minister has done so today, the Government is committed to listening and will not hesitate to strengthen the law further where necessary.  

    The Government is also reviewing the relationships, sex and health education (RSHE) statutory guidance, following a consultation that closed last summer. It is closely looking at the consultation responses, engaging with stakeholders and considering the relevant evidence before setting out next steps to take the guidance forward. 

    Maria Neophytou, NSPCC Director of Strategy & Knowledge said:

    The debates around the Netflix series Adolescence, and the themes within it, are both disturbing and important. Today’s meeting with the Prime Minister was a critical milestone for young people and for the NSPCC; a chance to come together and discuss what we can do to ensure young people are growing up in healthy, happy and safe environments.

    The online world is being polluted by harmful and misogynistic content which is having a direct impact on the development of young people’s thinking and behaviours. This cannot be allowed to continue.

    It is vital young people have access to high-quality, age-appropriate lessons in school about healthy relationships and understand why misogyny is so harmful and has no place in our society. And that parents have guidance and support around how to keep their children safe online. But we can’t expect teachers and parents to do all the heavy lifting.

    Tech companies must now put the wellbeing of children first, as demanded by the Online Safety Act. They have a responsibility to ensure their platforms and sites are safe by design for young users: that age limits are enforced, that children’s privacy is respected, that algorithms are not targeting and bombarding them with harmful content, and that there are clear and simple ways for young users to complain about what they are experiencing online and seek support.

    Construction has begun on a new residential development in Newington which will provide 19 modern, fully wheelchair-accessible homes available for social rent.

    Work commenced today (Monday 31 March), with the project expected to be completed by summer 2026.

    Upon completion, the homes will provide much-needed wheelchair accommodation in a city centre location whilst incorporating innovative, energy efficient design features. A fabric first approach with high levels of insulation will ensure that the homes stay warm, reducing the level of heating needed and helping to prevent fuel poverty.

    The development will also include renewable heating and energy generation with the use of Air Source Heat Pumps and Photovoltaic (solar) panels which will produce low-cost, sustainable energy and significantly reduce carbon emission from the development.

    Housing, Homelessness and Fair Work Convener Lezley Marion Cameron said:

    Edinburgh is in urgent need of new affordable and accessible homes to address the shortage of suitable accommodation options for residents who have disabilities and residents who are wheelchair users.

    I am therefore delighted that the new Cowan’s Close development in Newington is now underway to provide 19 new, modern, fully wheelchair accessible homes for social rent.

    Birmingham City Council has today declared a major incident to address the impact of the waste service industrial action.

    The council has a contingency plan using our limited resources to collect from all properties in the city once a week, but actions on the picket line have prevented us from doing this.

    The daily blocking of our depots by pickets has meant that we cannot get our vehicles out to collect waste from residents. Often, we can only get one vehicle out per hour.

    This has meant that to date around 17,000 tonnes of waste remains uncollected across the city.

    This has led to rising concerns of risks to public health and damage to our environment.

    The council is already working to an emergency plan; declaring a major incident will initially allow the council to:

    • Quickly increase the availability of street cleansing and fly-tip removal with an additional 35 vehicles and crews around the city.
    • Work with partners to better manage the risks the city is facing, including health and fire risks and allow for increased data and intelligence sharing. Initially this will be focussed upon support to allow our vehicles to safely exists and enter our depots on time.
    • Allow the council to explore what further support is available from neighbouring authorities and government to assist us in managing the situation.

    Councillor John Cotton, leader of Birmingham City Council, said: “It’s regrettable that we have had to take this step, but we cannot tolerate a situation that is causing harm and distress to communities across Birmingham.

    “I respect the right to strike and protest, however actions on the picket line must be lawful and sadly the behaviour of some now means we are seeing a significant impact on residents and the city’s environment.

    “Unless we declare a major incident and deploy the waste service’s contingency plan, then we would be unable to clear the backlog of waste on the streets or improve the frequency of collections.

    “I want to thank residents for their continued patience under difficult circumstances and the community groups who have been working hard within their communities to help with clear-up.

    “I would reiterate that we have made a fair and reasonable offer to our workers which means none of them have to lose any money and I would urge Unite to reconsider their position.”

    The council usually deploys around 200 vehicles over 8-hour daily shifts. Our contingency allows 90 vehicles per day but because of pickets blocking depots they are deployed much later and therefore for shorter working periods.

    Normally we would make well over 500,000 collections per week. Our strike contingency would mean 360,000 but due to the blockade of depots we are doing far below this.

    • Our waste collection rate against our reduced service plan (one single collection per property / week) has declined from 87% in the week of 10th March, to 64% in the week of 17th March, to 17% in the week of 24th March. 
    • The daily rate of accumulation of uncollected waste in the city has increased from 483 tonnes per day in the week of 10th March, to 655 tonnes per day in the week of 17th March, to almost 900 tonnes per day in the week of 24th March. 
    • We estimate there are now over 17,000 tons of uncollected rubbish in the city.

    Our contingency arrangements include:

    • We are now running a significantly reduced service to maintain a single weekly collection to each property in the city to maintain public health and safety.
    • We have suspended recycling, green waste, bulky waste and paused the introduction of food waste collection.
    • We have increased the opening hours of our household waste recycling centres. We will now look to increase these hours further to increase capacity.
    • We have increased the availability of our Mobile Household Waste collection vehicles from five to seven days a week.
    • We are increasing caretaking capacity for BCC tower blocks to avoid the build-up of refuse and improve fire safety.
    • We have established a multi-agency response with key partners including police to share information and ensure we can deploy our vehicles on time from our depots
    • We have increased the opening hours of our household waste recycling centres. We will now look to increase these hours further to increase capacity.
    • We have increased the availability of our Mobile Household Waste collection vehicles from five to seven days a week.
    • We are increasing caretaking capacity for BCC tower blocks to avoid the build-up of refuse and improve fire safety

  • MIL-OSI United Kingdom: Council Announces Intention to Appoint Nursing Provider for Two Liverpool Care Homes

    Liverpool City Council has completed a competitive tender process to appoint a new nursing care provider for Millvina nursing home in Anfield and Brushwood nursing home in Speke. 

    The tender, launched in February 2025, invited qualified providers to submit proposals for delivering high-quality nursing care across both homes. 

    The Council, which owns both buildings, took over the management of the homes last year, with Mersey Care delivering nursing care. This was because the previous provider had decided to withdraw. Mersey Care subsequently informed the Council it did not wish to continue providing nursing care after May 2025, triggering the tender process.

    Following a thorough evaluation of all submissions, the Council can announce that it intends to award the contract for nursing provision to Primary Care 24 Merseyside Ltd (PC24).

    In line with procurement regulations, an 8 working day standstill period is now in place allowing bidders to review the outcome and raise any questions before the contract is formally awarded.  

    Liverpool City Council reaffirms its commitment to residents, families, and staff by making clear assurances that health, safety, and wellbeing remains the highest priority and there will be no disruption to care services during the transition to the new provider.

    Engagement with care home residents and staff has already begun and will continue throughout the standstill period and beyond, to ensure everyone is fully informed and supported.

    alem, Ore. — The National Weather Service says severe thunderstorms are expected across parts of the Pacific Northwest this afternoon and evening, with supercells possible west of the Cascades across Oregon into Washington. These storms may produce large hail, perhaps a tornado or two, and strong wind gusts. The Oregon Department of Emergency Management is encouraging people to take caution when travelling in Western Oregon today.

    Even if the chance of a tornado or severe storm appears slight, preparing ahead of time can make a significant difference.

    Lightning Safety

    • When thunder roars, go indoors. If you see lightning or hear thunder, seek shelter inside a sturdy, enclosed building. Do NOT take shelter under trees or open-sided shelters like picnic areas.
    • If shelter isn’t available, a vehicle with a metal roof, turned off, with the windows closed is safer than remaining outside. Vehicles act as a Faraday cage and will disperse electrical strikes away from you into the ground.

    Heavy Rain, Hail & Flooding

    • Slow down while driving to avoid hydroplaning or sliding on hail-covered streets.
    • Avoid driving through flooded roadways. Even a few inches can be deadly.
    • Watch for water accumulation in low-lying areas.

    Tornado Preparedness

    • The safest place during a tornado is a basement. If that’s not available, go to the lowest floor of your home in a small interior room—like a closet or bathroom—away from windows.
    • Cover yourself with a mattress or sturdy object to protect against debris.
    • If caught outside without shelter, lie in a ditch or culvert and cover your head.

    Damaging Winds

    • Remain indoors and away from windows.
    • Don’t park under trees due to falling limb risk.
    • Be aware that falling trees may impact power lines, buildings, and roadways.

    Power Outage Preparedness

    Severe weather can lead to power outages. Take these steps now to prepare:

    • Charge mobile devices and backup battery packs.
    • Assemble an emergency kit with flashlights, batteries, non-perishable food, drinking water, and necessary medications.
    • Have a plan for medical devices that require electricity.
    • Store extra blankets or cooling supplies, depending on the season.
    • Have books, games, or activities on hand to help pass the time without electricity.

    Farm & Livestock Safety

    • Secure loose outdoor items like garbage cans, patio furniture, and tools.
    • If possible, bring livestock indoors to barn or shelter. Animals often seek shelter under trees or along fences, both of which can be hazardous in thunderstorms.

    (RALEIGH) – Governor Josh Stein proclaimed April as Sexual Assault Awareness Month to support survivors and spread awareness. According to the National Sexual Violence Resource Center, approximately 81% of women and 43% of men experience sexual assault and/or harassment in their lifetime.

    North Carolinians are encouraged to join others around the country on April 1 by wearing teal and sharing supportive content across social media using #WearTealDay and #SAAM2025.

    “This month we recognize the survivors of sexual assault in our state,” said Governor Josh Stein. “Last year we cleared the backlog of older sexual assault kits in our state, but there is more work to be done. That is why I have called on the General Assembly to fund a sexual assault cold case unit – because it is never too late to hold a perpetrator accountable or get justice for a victim of this heinous crime.”

    “Nobody should be subjected to such horrific acts, so the fact that four out of five women and nearly half of men in this country experience sexual assault or harassment at some point in their lives should raise alarm bells for all of us,” said North Carolina Department of Administration’s Secretary Gabriel J. Esparza. “We must continue to educate communities on the importance of consent and to be aware of the signs of sexual abuse.”

    Sexual violence is any unwanted physical or verbal advance including sexual activity, abuse, harassment, and assault.  During the 2023-24 fiscal year, more than 8,500 people in North Carolina sought intervention services from a CFWYI-funded rape crisis center following an experience of sexual violence. This number includes 1,577 children under the age of 18 and more than 27,400 crisis calls and chats. Only 4% of victims reported being assaulted by a stranger.

    The NC Department of Administration’s Council for Women and Youth Involvement (CFWYI) helps to combat such issues, funding sexual assault programs in 96 counties in our state. These programs offer counseling, 24-hour crisis lines, transportation, and court and advocacy services.

    Governor Stein prioritized clearing the backlog of untested rape kits across the state while serving as Attorney General. This month, Governor Stein’s budget proposal called for creating a cold case unit of investigators to solve sexual assault cases.

  • MIL-OSI Security: Twenty-Three Lubbock-Area Defendants Charged in Methamphetamine and Fentanyl Trafficking Cases

    Twenty-three alleged methamphetamine and fentanyl traffickers in Lubbock, Texas, have been federally charged with drug crimes, announced Acting U.S. Attorney for the Northern District of Texas Chad E. Meacham.

    The defendants, charged in nine indictments, were apprehended on Wednesday, March 26th.  Initial appearances began today before U.S. Magistrate Judge Amanda ‘Amy’ R. Burch.

    This investigation began in March 2023.  Over the course of the investigation, law enforcement seized over 43 kilograms of methamphetamine, 285.4 grams of fentanyl (approx. 1,902 pills), 335.5 grams of cocaine, 2,296.7 grams of marijuana, and six firearms.  The 285.4 grams of seized fentanyl equals potentially 21,662 lethal doses of fentanyl.

    Those charged in the indictments include:

    •    Vida Tamor Overstreet, 49, charged with conspiracy to distribute methamphetamine, unlawful use of communication facility, distribution of methamphetamine

    •    Patrick Wayne Frazier aka Pat Pat, 38, charged with conspiracy to distribute methamphetamine, distribution of methamphetamine

    “Cooperation of local, state and federal law enforcement led to success in disrupting a drug trafficking organization,” said Dallas FBI Special Agent in Charge R. Joseph Rothrock. “These arrests will have a considerable impact on the distribution of methamphetamine in the greater-Lubbock area, and law enforcement will continue work together to ensure the safety and security of our communities.”

    “This operation sends a clear message that we will not tolerate the flow of illegal drugs into our neighborhoods,” said Eduardo A. Chavez, Special Agent in Charge of the DEA.  “By working together at every level of law enforcement, we are leveraging all available resources to destroy these criminal networks and commit to safeguard our communities from drug trafficking and violent crime.”

    An indictment is merely an allegation of criminal conduct, not evidence.  All defendants are presumed innocent until proven guilty in a court of law.

    If convicted, some of the defendants face up to life in federal prison.

    Acting U.S. Attorney Chad E. Meacham praised the joint efforts of all law enforcement agencies involved in the case, including the Federal Bureau of Investigation’s Dallas Field Office – Lubbock Resident Agency, the Texas Department of Public Safety, the Drug Enforcement Administration’s Dallas Field Office – Lubbock Resident Office, the Caprock HIDTA (High Intensity Drug Trafficking Area) Task Force, the U.S. Marshals Service, Homeland Security Investigations, the Lubbock Police Department, the Lubbock County Sheriff’s Office, the Texas Anti-Gang Center, the Levelland Police Department, and the Hockley County Sheriff’s Office.  The cases are being prosecuted by the West Texas Branch of the U.S. Attorney’s Office for the Northern District of Texas.

    This prosecution stems from an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation.  OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transitional criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.   • MIL-OSI Security: Taos Man Admits to Killing Up-And-Coming Native American Artist Deanna Suazo

    ALBUQUERQUE – Santiago Martinez pleaded guilty in federal court to voluntary manslaughter for the death of his girlfriend, DeAnna Autumn Leaf Suazo, a talented Indigenous artist, following a late-night argument in November 2021.

    According to court records, on November 12, 2021, Santiago Martinez and his girlfriend, DeAnna Suazo, were at their shared home, where they consumed alcohol and listened to music in her vehicle. Early in the morning hours, the couple engaged in a heated argument outside their home about the future of their relationship, during which Suazo reiterated her desire to end things. The argument escalated into a physical altercation, leading to Martinez intentionally running over Suazo with her SUV, resulting in her death due to mechanical asphyxia and blunt trauma

    Although Martinez had consumed alcohol, he acknowledged being aware of his actions and their wrongfulness at the time of the incident.

    DeAnna Autumn Leaf Suazo (Diné, Taos Pueblo) was a talented artist and the daughter of Native American artists Geraldine Tso, a Navajo artist, and David Gary Suazo, a Taos Pueblo painter. She celebrated her Indigenous heritage through figural paintings of strong Indigenous women, blending traditional and contemporary styles with inspiration from Japanese manga. Suazo’s work was exhibited nationwide, including at the IAIA Museum of Contemporary Native Arts and the Balzer Contemporary Edge Gallery. In 2022, IAIA established the DeAnna Autumn Leaf Suazo Memorial Fund for Indigenous female artists in the MFA in Studio Arts Program, honoring her legacy and contributions to the art world.

    At sentencing, Martinez faces between 10 and 15 years in prison followed by not less than three years of supervised release.

    Acting U.S. Attorney Holland S. Kastrinand Raul Bujanda, Special Agent in Charge of the FBI Albuquerque Field Office, made the announcement today.

    The Santa Fe Resident Agency of the FBI Albuquerque Field Office investigated this case with assistance from the Taos Pueblo Department of Public Safety. Assistant United States Attorneys Zachary Jones and Nora Wilson are prosecuting the case.

  • MIL-OSI Security: Euless Man Sentenced to Federal Prison for Transporting Illegal Aliens in Tractor Trailer Tank

    DEL RIO, Texas – A Euless man was sentenced in a federal court in Del Rio to 72 months in prison for his role in an alien smuggling operation.

    According to court documents, Oland Maurice McKenzie, 43, was the driver of an 18-wheeler tractor trailer truck that was stopped on June 29, 2023, as it was transporting 18 illegal aliens in metal grain hopper trailer. A Maverick County Sheriff’s deputy initiated the traffic stop when McKenzie failed to utilize a turn signal as he entered a parking lot. The deputy learned McKenzie did not have a commercial driver’s license required to drive the tractor trailer.

    During the traffic stop, U.S. Border Patrol agents arrived and initiated a canine inspection, which led to the discovery of 18 individuals inside the pneumatic tank trailer, which was a completely enclosed metal cylinder, commonly used to transport powdered concrete or sand.

    McKenzie was arrested and charged in a criminal complaint. He was eventually indicted by a grand jury for one count of conspiracy to transport illegal aliens placing lives in jeopardy and one count of illegal alien transportation placing lives in jeopardy. He was found guilty of both counts on May 1, 2024 by jury verdict.

    “The disruption by law enforcement on the front end of this event absolutely saved lives,” said Acting U.S. Attorney Margaret Leachman for the Western District of Texas. “The tractor trailer was loaded with human cargo and bound for San Antonio out of Eagle Pass. Fortunately, there were no injuries beyond heat exhaustion but, if not for our law enforcement partners, this event could have ended much worse—potentially resulting in death.”

    “This conviction highlights the severity of human smuggling and the critical need to enforce U.S. immigration and border security laws,” said ICE Homeland Security Investigations Special Agent in Charge for San Antonio, Craig Larrabee. “ICE and HSI will continue to target those who engage in these unlawful activities, which pose significant risks to public safety.”

    HSI and the U.S. Border Patrol investigated the case.

    Assistant U.S. Attorney Brett Miner prosecuted the case.

During their meeting, Duckworth and Budzinski discussed how the Trump Administration is continuing to inflict needless pain and chaos on the Veteran community through VA layoffs, illegal pauses in federal funding and cuts to Veteran care.     Earlier this month, Duckworth and Senator Andy Kim (D-NJ) introduced their Protect Veteran Jobs Act—that would reinstate Veterans who were fired from their jobs as part of Donald Trump and Elon Musk’s indiscriminate purge of federal employees. Duckworth and Kim’s bill is the Senate companion to legislation introduced in the House by U.S. Representative Derek Tran (D-CA-45), H.R. 1637. In addition to reinstating Veterans impacted by Trump and Musk’s mass federal layoffs, the legislation would also require the Trump Administration to report to Congress on a quarterly basis the Veterans who have been removed from federal employment and provide justification for their removal.
    In February, Duckworth joined VoteVets for an emergency national town hall to call out Donald Trump and Elon Musk for inflicting needless pain and chaos on our nation’s Veterans. During the town hall, Veterans who have been fired by Elon Musk’s DOGE bravely came forward—for the first time—to share how Trump’s cuts and layoffs have uprooted their lives. Duckworth pledged to continue advocating for our nation’s heroes and pushing back against the Trump Administration’s harmful policies and employee purges that are leaving Veterans jobless and jeopardizing their access to critical VA care and benefits.
    Approximately two weeks ago, Senate Republicans voted against an amendment version of Duckworth and Kim’s Protect Veteran Jobs Act. Veterans make up more than 30 percent of the federal workforce and it is estimated that Trump and Musk have already fired more than 6,000 men and women who have served in uniform.

    A study published in JAMA Network Open looks at postpartum hormonal contraceptive use and depression risk. 

    Dr John Reynolds-Wright, NES/CSO Clinical Lecturer in Sexual & Reproductive Health, University of Edinburgh, said:

    “This retrospective registry study indicates an association between use of hormonal contraception in the first year post-partum with either being prescribed an anti-depressant or being labelled with a discharge diagnosis of depression in the Danish national healthcare electronic records.

    “It does not demonstrate causation of depression by hormonal contraception.

    “When examining the absolute risk of being prescribed an anti-depressant (or receiving the discharge diagnosis of depression), these risks are small and comparable for users (1.54%) and non-users (1.36%) of hormonal contraception in the twelve months following a first live birth in this cohort.

    “The study excluded women who had given birth previously and did not consider previous history of depression (or anti-depressant prescription) longer than 2 years ago. Considering both of these aspects may have altered the findings of the study.

     “The authors conclude that “the incidence of depression post partum may be inflated by routine HC initiation, which is important information to convey at postpartum contraceptive counseling” however this study has not convincingly shown that incidence of depression is higher – anti-depressants may be prescribed for a range of indications, not only depression – and so changing advice about postpartum contraception is not supported.

     “Further, any small increased risk (0.18% higher of being prescribed an anti-depressant or being diagnosed with depression), needs to be balanced against the benefits brought by post-partum contraception to allow women to space births, which improves their and their baby’s health in multiple ways, and gives them reproductive freedom in their lives.

     “We must cautiously interpret the recommendations and findings of this study, particularly given the current global political climate, where reproductive rights are continually under threat.”

  • MIL-OSI United Kingdom: Have your say on bus stop improvements for faster, more reliable and more accessible bus travel in Portsmouth

    Portsmouth residents are being invited to share their views on plans to improve bus stops across the city.

    These proposals follow Portsmouth City Council’s 2024 bus stop accessibility survey, where members of the public were asked what changes they would like to see to make bus stops more accessible for everyone. Bus drivers were also asked to contribute and share their thoughts on where improvements could be made. This is part of efforts to speed up bus journey’s and make taking the bus better for all.

    This project is funded by the Portsmouth Bus Service Improvement Plan, £52 million of government investment designed to improve bus services in Portsmouth.

    Improvements have been suggested at bus stops across the city, including, Oakwood Road, Doyle Avenue, Knox Road, Angerstein Road, Kings Theatre, College Park, Hayling Avenue, St Luke’s Church, Milton Road, Copythorn Road and Charles Dickens Birthplace.

    Proposals at these stops include making changes which will speed up bus journey times and help buses to get out of stops easily, as well as changes to pathways and stops to make bus stops easier for people to get on and off with a pram or in a wheelchair.

    Encouraging more people to choose the bus not only reduces traffic congestion, but it also contributes to better air quality, creating a healthier environment for everyone. This is one of the many initiatives the council is implementing to support bus travel including: a new bus bus ticket range, fare free days, and improvements to bus services such as more frequent buses, and 24-hour bus routes.

    Councillor Peter Candlish, Cabinet Member for Transport, said: “Making bus travel accessible for everyone is a key part of our efforts to improve transport in Portsmouth. These proposed bus stop upgrades will help ensure that everyone can access buses with ease and comfort, while also reducing congestion and improving our city’s air quality.”

    The Portsmouth Bus Service Improvement Plan (BSIP) is Portsmouth’s visionary delivery scheme aligned with the government’s National Bus Strategy and aims to dramatically improve bus services in Portsmouth and to encourage passengers back to the bus.

    This programme is managed by an enhanced partnership between local bus companies Stagecoach South, First Solent and Portsmouth City Council. With a £52 million grant from the Department for Transport (DfT) the Portsmouth BSIP aims to increase bus usage in Portsmouth by engaging with the local community and transforming the bus network in the city so that it is faster, more reliable, and more affordable.

    The Portsmouth BSIP has already funded early morning travel, and later night services, tap on tap off technology, fare free weekends to encourage residents to try the bus, Christmas Day bus services and much more, with even more exciting developments planned for 2025.

    According to the latest Department for Transport (DfT) figures, Portsmouth has seen a 20% rise in bus passengers in 2024 and is recognised as the top city for bringing people back to bus travel, with over 12 million bus journeys taken. These achievements were recognised at the UK Bus Awards in 2024, with Portsmouth winning gold in the Partnership for Excellence category.

    Fraudsters have begun to use a new fraudulent scheme involving the Bank of Russia. They send potential victims an email with the regulator’s logo, which includes the person’s last name, first name, and patronymic.

    In the letter, the scammers report that the person allegedly has an active account in a European financial institution. They demand to close an “international account” with a large sum of money and offer to withdraw it while preserving the interest income. The scammers claim that to do this, you need to use your Russian bank account, which has the most money. To get more detailed instructions, the person should reply to the letter or contact its senders via instant messengers. Some letters include a phishing link to a site where you are asked to enter personal data and bank details, allegedly for identification and closing the account.

    Refusal to close the account, according to the scammers, threatens a significant fine, seizure of property or forced collection from wages. In the future, the scammers can use this information to steal money or arrange loans and credits.

    In addition, the link may contain malicious software that is automatically installed on the user’s device and provides attackers with remote access to banking applications.

    Be vigilant and do not respond to such letters: do not follow links in the message, do not provide personal or financial information. Real employees of the Bank of Russia do not call people and do not send them copies of any documents, do not request personal or bank information, do not offer to perform any transactions with the account. If possible, install an antivirus program on your devices and update it regularly.     The government continues to work on updating the agricultural machinery fleet and reducing the financial burden on farmers. More than 4 billion rubles will be allocated from the federal budget for the purchase of agricultural machinery, which will then be leased. The orders to this effect were signed by Prime Minister Mikhail Mishustin.

    The funds reserved in the federal budget are intended for Rosagroleasing. The decisions will allow for the purchase of various agricultural machinery. It will be transferred to farmers, including under preferential leasing agreements.
