    The 4th National Sagarmala Apex Committee (NSAC) meet decided to boost port led development and enhance maritime infrastructure of the country. The meet reviewed the implementation status of key projects under the “Sagarmala” — the flagship programme of the Ministry of Ports, Shipping & Waterways (MoPSW). 

    The Ministry is executing 839 projects worth ₹5.79 lakh crore under the Sagarmala Programme, with 272 projects already completed at an investment of ₹1.41 lakh crore. Under Sagarmala, 234 port modernisation projects worth ₹2.91 lakh crore are underway, with 103 projects completed, adding 230 MTPA capacity. In connectivity, 279 projects worth ₹2.06 lakh crore are being implemented, with 92 projects completed, boosting 1,500 km of port links. Port-led industrialisation saw 14 projects worth ₹55,000 crore, with 9 completed. Over 310 projects worth ₹26,000 crore under Coastal Community Development and Inland Waterways have benefitted 30,000+ fishermen and coastal infrastructure. The Ministry has also provided ₹10,000 crore for 119 projects across coastal states and UTs under Sagarmala.

    Speaking on the occasion, the Union Minister of Ports, Shipping and Waterways, Shri Sarbananda Sonowal said, “Sagarmala has been a game-changer in unlocking the true potential of India’s maritime sector.  Under the visionary leadership of Prime Minister Shri Narendra Modi ji, the huge value of maritime sector, that remained neglected for decades, was realised with Sagarmala. As we move towards Sagarmala 2.0, our focus is on bridging critical infrastructure gaps with fresh investments, driving coastal economic growth, and positioning India as a global maritime leader in line with the Hon’ble Prime Minister Modiji’s vision for a Viksit and Atmanirbhar Bharat by 2047.”

    Sagarmala 2.0 is a visionary upgrade with a new focus on shipbuilding, repair, breaking, and recycling. Backed by ₹40,000 crore in budgetary support, it aims to catalyse investments worth ₹12 lakh crore over the next decade.

    Sagarmala has made India’s ports faster, boosted the coastal economy, revived inland waterways, and improved global logistics rankings. Coastal shipping grew 118% in a decade, Ro-Pax ferries moved over 40 lakh passengers, and inland waterway cargo rose 700%. Nine Indian ports rank in the world’s top 100, with Vizag in the top 20 container ports. Indian ports now outperform many advanced maritime nations on key metrics.

    The meet was held under the chairmanship of the Union Minister of MoPSW, Shri Sarbananda Sonowal who was joined by the Union Minister of Road Transport and Highways (MoRTH), Shri Nitin Gadkari; the Vice Chairman, Niti Aayog, Suman Bery. The Chief Minister of Goa, Dr Pramod Sawant as well as ministerial representation from Gujrat, Maharashtra, Karnataka, Andhra Pradesh, and Andaman & Nicobar islands. The meeting witnessed key discussions on the progress and future roadmap of the Sagarmala Programme, aiming to strengthen port-led development and enhance India’s maritime infrastructure.

    A major highlight of the meeting was the launch of the Sagarmala Startup Innovation Initiative (S2I2), a forward-looking program aimed at accelerating innovation and entrepreneurship in the maritime sector. S2I2 aims at empowering startups working in areas such as green shipping, smart ports, maritime logistics, shipbuilding technology, and sustainable coastal development. The initiative will offer funding, mentorship, and industry partnerships to nurture cutting-edge solutions. Through S2I2, the maritime sector will witness a new wave of RISE — Research, Innovation, Startups, and Entrepreneurship — driving economic growth and unlocking transformative technological advancements. Through initiatives like S2I2 and Sagarmala 2.0, India reaffirms its commitment to maritime excellence and sustainable coastal growth.

    Over the past 10 years, the Sagarmala Programme has significantly advanced India’s maritime infrastructure. More than 100 port modernisation projects, valued at approximately ₹32,600 crore, have added 230 MTPA to port capacity. Additionally, over 80 port connectivity projects worth around ₹52,000 crore have enhanced 1,500 km of connectivity to ports. Under the Coastal Community Development pillar, fishing harbour projects have positively impacted over 30,000 fishermen. Furthermore, the Ministry has extended financial support to 119 projects worth approximately ₹10,000 crore across coastal States and Union Territories (UT) under the Sagarmala scheme.

    Speaking further, Shri Sarbananda Sonowal said, “In line with the Prime Minister Shri Narendra Modi ji’s vision, our ministry is working to transform India’s maritime sector by 2047 through initiatives such as the Maritime Amrit Kaal Vision (MAKV). It aspires to position India among the world’s top five shipbuilding nations by adding 4 million GRT of shipbuilding capacity. It also targets expanding port handling capacity to 10 billion metric tons annually, representing the most significant growth trajectory ever for India’s maritime industry.”

    NSAC was constituted in May 2015 for planning and implementation of Port Led Development under Sagarmala project. NSAC is the apex body for policy direction and oversight of the Sagarmala Programme. The 4th NSAC meeting saw review of the implementation status of key projects under the Sagarmala pillars of port modernisation, port industrialisation, port connectivity, coastal shipping and coastal community development. Senior officials from the MoPSW, NITI Aayog, Ministry of Road Transport & Highways, and other line Ministries along with senior representatives from the States and UTs participated in the deliberations. The Sagarmala Programme aims to reduce logistics costs for EXIM and domestic trade by enhancing port-led development, improving port efficiency, and promoting coastal economic zones. With the successful conclusion of the 4th NSAC meeting, the Government of India reaffirmed its commitment to maritime excellence, sustainable coastal development, and fostering innovation through targeted interventions such as S2I2 and Sagarmala 2.0.

    Health Bureau responds to media enquiries on relocation of services of Queen Elizabeth Hospital and future use of King’s Park site 
         The spokesman said, “To dovetail with the implementation of the First HDP of the Hospital Authority (HA), the services of QEH will be relocated to New Acute Hospital (NAH) at Kai Tak Development Area gradually starting from early 2026. By then, most of the clinical services of QEH, including the accident and emergency services, will be relocated to NAH; while the Ambulatory Care Centre (Extension) of QEH will remain at the King’s Park site.”
     
         Situated in Central Kowloon, NAH will form a service network with Our Lady of Maryknoll Hospital, Hong Kong Buddhist Hospital and Tung Wah Group of Hospitals Wong Tai Sin Hospital in Kowloon City District; Kwong Wah Hospital, Kowloon Hospital and other hospitals in the Kowloon Central Cluster; as well as the Ambulatory Care Centre (Extension) of QEH to provide comprehensive healthcare services to the residents of the community.
     
         The HA has been maintaining close liaison with the relevant departments, including the Transport Department (TD), on various support for NAH. Regarding public transport services, the TD will plan in advance the provision of appropriate public transport services having regard to the progress and anticipated completion date of the NAH project. The TD will also continue to closely monitor the development of the area, and adjust or strengthen the local public transport services based on actual circumstances, with a view to further enhancing the road traffic network in the vicinity of NAH having regard to the needs of the passengers, including patients seeking services at the hospital.
     
         The spokesman added that the Health Bureau and the HA are reviewing the Second HDP by taking into account the future planning of Hong Kong (including the latest development of the Northern Metropolis), anticipated population distribution and projected healthcare service demand. After the relocation of clinical services from QEH to NAH, there will be room for development of healthcare services at the King’s Park site. Given the convenient geographical location, it will be a feasible option to consider the expansion of the ambulatory care services at the King’s Park site based on the demand of the population in Kowloon.

    The Competition Commission of India has invited comments from public in respect of proposed combination between Bharat Forge Limited and AAM India Manufacturing Corporation Private Limited.

    On 23rd October, 2024, the Competition Commission of India (Commission) received a notice given by the Bharat forge Limited (BFL) under sub-section (2) of Section 6 of the Competition Act 2002 for the proposed acquisition of one hundred per cent (100%) shareholding of AAM India Manufacturing Corporation Private Limited (AAMCPL) and full and sole control over the Target [including e-axle assembly lines that the Target will acquire from AAM Auto Component (India) Private Limited (AAM Auto)] by BFL (Proposed Combination)  [Collectively, BFL and AAMCPL are referred to as ‘Parties’].

    BFL is a global provider of safety and critical forged components and solutions to various sectors including automotive, railways, defence, construction, mining, aerospace, marine, and oil & gas. Certain promoters of BFL, through BF Investments Ltd., have 48.99% and 35.52% equity shareholding in Meritor HVS (India) Limited (MHVSIL) and Automotive Axles Limited (AAL) (collectively referred to as ‘Affiliate JVs’), two joint ventures with Meritor Heavy Vehicle Systems, LLC (acquired by Cummins Inc. in 2022), in India. AAMCPL is a company incorporated in India and is primarily engaged in the business of manufacture and sale of axles for commercial vehicles (CVs) in India. Affiliate JVs are also engaged in the manufacture and sale of axles for CVs in India.

    The Commission is of the prima facie opinion that the proposed combination is likely to have an appreciable adverse effect on competition and, accordingly, has directed the Parties, in terms of Section 29(2) of the Competition Act, 2002, to publish details of the combination for bringing the combination to the knowledge or information of the public and persons affected or likely to be affected by such combination.

    The Parties have already published the details of the proposed combination in all India editions of four newspapers viz., Mint, The Financial Express, Hindustan Times and The Indian Express on 19th March 2025 and the same is also hosted on the website of the Parties. The said details are also available on the website of the Commission (www.cci.gov.in).

    As per the provisions of Section 29(3) of the Act, the Commission invites comments/objections/ suggestions in writing, from any person(s) adversely affected or likely to be affected by the proposed combination.  The same may be addressed to the Secretary, Competition Commission of India, Competition Commission of India, 9th Floor, Office Block – 1, Kidwai Nagar (East)
    New Delhi: 110023, India or through email: secy@cci.gov.in, within ten days from the date of publication of details of the proposed combination.

    The Commission is not likely to consider unsubstantiated objections.

  • MIL-OSI Asia-Pac: Meeting of the Parliamentary Consultative Committee on Manufacturing of Heavy Electrical Equipment & Encouragement of Electric Vehicles

    Union Minister for Heavy Industries and Steel, Shri H.D. Kumaraswamy, chaired the meeting of the Parliamentary Consultative Committee of Ministry of Heavy Industries on 19.03.2025. The meeting was attended by Union Minister of State for Heavy Industries & Steel, Shri Bhupathiraju Srinivasa Varma, Members of the Committee, Shri Kamran Rizvi, Secretary, MHI along with Dr. Hanif Qureshi, Additional Secretary, Shri Vijay Mittal, Joint Secretary, MHI, Shri S.J. Sinha, Advisor, NITI Aayog, other senior officials from the ministry.

    During the meeting, presentations and discussions were held on ” Manufacturing of Heavy Electrical Equipment” and “Encouragement of Electric Vehicles.” The discussions focused on strategies to accelerate EV adoption, enhance the manufacturing ecosystem, and strengthen the domestic production of heavy electrical equipment to support the growing demand for sustainable transportation and infrastructure.

    Addressing the meeting Union Minister for Heavy Industries and Steel, Shri H.D. Kumaraswamy said “Under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi, India is making transformative strides in Amrit Kaal, aiming to become a global industrial powerhouse. The “Viksit Bharat 2047” vision positions India as a leading manufacturing and export hub, fostering economic resilience, technological leadership, and industrial self-reliance. Manufacturing contributes 17% to GDP, playing a key role in economic growth, with engineering, capital goods, automotive, and renewables among the high-impact sectors.”

    Shri H.D. Kumaraswamy said The Ministry of Heavy Industries is working with the vision statement: “To have a globally competitive, green, and technology-driven heavy industry manufacturing sector, including automotive and capital goods sectors, which propels growth and job creation.” Schemes such as Enhancement of Competitiveness in the Indian Capital Goods Sector (Phase I & II), FAME, PLI for Automotive & Advanced Chemistry Cell, and PM E-DRIVE have been launched with the goal of building a strong domestic manufacturing ecosystem.

    During the meeting Union Ministers of State for Heavy Industries & Steel, Shri Bhupathiraju Srinivasa Varma said “A globally competitive manufacturing sector is India’s greatest potential to drive economic growth and job creation. Several key initiatives, such as the National Manufacturing Policy and PLI scheme, have been launched to enhance India’s manufacturing potential.”

    Shri Bhupathiraju Srinivasa Varma said “When it comes to the mobility sector, the Ministry of Heavy Industries has taken deliberate and forward-looking steps to ensure that the transition to electric mobility is seamless, sustainable, and inclusive. A series of progressive initiatives have been instrumental in shaping this transformation, including FAME-II, PM E-DRIVE, PLI schemes for Auto and Advanced Chemistry Cells, the PM e-Bus Sewa-Payment Security Mechanism, and the Scheme to Promote Manufacturing of Electric Passenger Cars in India. Each of these initiatives plays a crucial role in boosting local manufacturing, strengthening charging infrastructure, supporting public transport electrification, and fostering innovation in the EV sector.”

    The participants were briefed about-

    Manufacturing of Heavy Electrical Equipment:

    The Ministry of Heavy Industries continues to play a vital role in strengthening India’s manufacturing ecosystem, particularly in the Heavy Electrical Equipment sector. Bharat Heavy Electricals Limited (BHEL), a key entity under MHI, has been at the forefront of this development, contributing significantly to indigenization and self-reliance in the sector.

    Key Highlights:

    • The Indian manufacturing sector accounts for 17% of GDP and employs over 27.3 million workers as of FY24.
    • Government initiatives such as “Make in India” and the PLI Scheme have catalysed growth in the sector.
    • BHEL has developed a comprehensive portfolio of products, including power generation and transmission equipment, along with industrial solutions.
    • The company has been actively contributing to the renewable energy sector, particularly in solar and wind energy, in alignment with India’s clean energy goals.

    Encouragement of Electric Vehicles:

    The Indian automotive industry plays a pivotal role in the nation’s economy, contributing 6.8% of GDP and generating approximately 30 million jobs. The government’s sustained efforts to promote electric mobility have led to remarkable progress, with over 19 lakh EVs registered in 2024, marking a significant increase from 15 lakh in 2023. India’s proactive initiatives are not only accelerating the adoption of EVs domestically but also positioning the country as a key player in the global EV market.

    Key Government Initiatives:

    • Faster Adoption and Manufacturing of Electric Vehicles (FAME) Scheme: Over 7,400 electric buses have been sanctioned under the FAME initiative, significantly enhancing sustainable urban mobility.
    • Production-Linked Incentive (PLI) Scheme: With a total outlay of ₹25,938 crore over five years, the PLI scheme is driving India’s manufacturing competitiveness in the automobile and auto-component sector.
    • Scheme to Promote Manufacturing of Electric Passenger Cars in India (SMEC): This initiative aims to attract investments from leading global EV manufacturers and establish India as a manufacturing hub for electric vehicles.
    • PM E-DRIVE Scheme: With an allocation of ₹10,900 crore, this scheme promotes EV adoption while reducing greenhouse gas emissions, reinforcing India’s commitment to sustainable mobility.

    The meeting appreciated the government’s commitment to accelerate the transition to clean energy, fostering a robust domestic manufacturing ecosystem, as well as positioning India as a global leader in EVs and heavy electrical equipment. The Ministry of Heavy Industries remains dedicated to implementing policies that drive innovation, sustainability, and economic growth.

    Calls for developing a ‘whole of government and whole of society’ approach to counter radicalisation & violent extremism and enhancing legal & financial frameworks to disrupt terror financing networks

    “India remains steadfast in its zero-tolerance policy towards terrorism and believes in an approach that combines robust domestic mechanisms, enhanced intelligence-sharing, and strong regional cooperation,” said Defence Secretary Shri Rajesh Kumar Singh during the keynote address at the 14th meeting of ASEAN Defence Ministers’ Meeting (ADMM) – Plus Experts Working Group (EWG) on Counter-Terrorism in New Delhi on March 19, 2025. 

    The Defence Secretary stated that terrorism remains a dynamic & evolving challenge, with threats increasingly transcending borders, and the use of advanced technology, cyber tools & unmanned systems by terrorist groups necessitates a cohesive, forward looking and action-oriented approach. He added that the Indo-Pacific region, given its geopolitical and economic significance, is particularly vulnerable to transitional terrorism and violent extremism, which calls for a comprehensive, adaptive, and deeply collaborative response. 

    Shri Rajesh Kumar Singh emphasised that, through the ADMM-Plus platform, India seeks to build synergy among the defence forces, security agencies, and policy frameworks to address emerging threat effectively. “In the complex, hyper-connected & fast-paced world, social and ecological systems are fragile. It is important to assess this risk to empower the Governments in priority setting and decision making. Terrorism can destabilise governments, undermine civil society, and threaten social & economic development. We have a collective obligation to provide the decision-makers guidance to understand uncertainty and better weigh the impact on decision making,” he said. 

    The event witnessed the handing over of ADMM-Plus EWG on Counter-Terrorism chairmanship to India and Malaysia from Russia and Myanmar for a three-year cycle. The Defence Secretary voiced the commitment of the new co-chairs towards ensuring that the efforts over this cycle yield practical and meaningful results. “By leveraging our collective expertise, enhancing capacity-building, and fostering deeper trust and cooperation, we can significantly strengthen regional security and counter-terrorism preparedness,” he said. 

    Shri Rajesh Kumar Singh stated that in the present cycle of EWG on Counter-Terrorism, the focus will be on strengthening regional cooperation and improving interoperability among the Armed Forces through structured joint initiatives. He added that the aim will be to counter the misuse of emerging technologies and addressing threats posed by terrorists through use of AI-driven propaganda, encrypted communications, drone technologies. Strengthening cyber resilience against online radicalisation and recruitment efforts will also be a focus area, he said. 

    Towards the latter half of the cycle, the Defence Secretary said, work will be carried out together towards capacity building through practical exercises wherein Malaysia will conduct a Table-Top Exercise in 2026, facilitating strategic-level decision making simulations to improve Counter-Terrorism planning and preparedness. In 2027, India will host a Field Training Exercise, aimed at stimulating real-world Counter-Terrorism scenarios, enhancing operational coordination, and testing rapid response mechanisms. He called for developing a whole of government and whole of society approach to counter radicalisation & violent extremism and enhancing legal & financial frameworks to disrupt terror financing networks. 

    Shri Rajesh Kumar Singh congratulated Malaysia for assuming the chairmanship of ASEAN for the year 2025, extending India’s full support. He acknowledged Malaysia’s effort in effectively steering ASEAN under the current geopolitical scenario with the theme ‘Inclusivity and Sustainability’. He added that India is privileged to co-chair this crucial initiative alongside Malaysia, and appreciates the participation of representatives from the ASEAN member states, the Plus nations, the ASEAN Secretariat, and Timor-Leste. “Your presence reaffirms our shared commitment in combating terrorism in all its forms,” he said. 

    The Defence Secretary termed India’s relationship with ASEAN as a key pillar of its foreign policy, which is at the heart of Act East Policy. He reiterated India’s strong support to a stable and unified ASEAN which serves as an institutional anchor of an important region. 

    Delegations from 10 ASEAN members (Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Vietnam, Singapore and Thailand) and eight dialogue partners (Australia, New Zealand, RoK, Japan, China, USA and Russia) along with Timor Leste and ASEAN Secretariat are participating in the meeting. India is co-chairing the EWG on Counter-Terrorism for the first time.

  • MIL-OSI Asia-Pac: Significant Progress in Railway Infrastructure Projects and Recruitment in North East India, with Increased Budget and Faster Track Commissioning

    Survey for construction of new line from Jogighopa – Guwahati via Barpetta, Sarthebari (136 Km.) has been completed. The project could not be taken forward due to low traffic projection.

    Proposals/requests/suggestions/representations, both formal and informal for Railway projects/Works across the country are received on the basis of demands raised by State Governments, Members of Parliament, Ministries of Central Government, elected representatives, Railways’ own requirements,

    organizations/rail users etc. at various levels including Railway Board, Zonal Railways, Division Office etc. As receipt of such proposals/complaints/suggestions is a continuous and dynamic process, centralized compendium of such requests is not maintained. However, these are examined and action as found feasible and justified is taken from time to time.

    In last 3 years (2021-22, 2022-23, 2023-24 and current Financial Year i.e. 2024-25), 21 surveys (17 New line & 04 Doubling) of total length 2,499 km falling fully/partly in the North East Region including the State of Assam, have been sanctioned.

    Further, as on 01.04.2024, 18 Railway projects (13 New Lines and 05 Doubling), of total length of 1,368 Km, costing Rs.74,972 crore falling fully/partly in the North East Region including the State of Assam, are at various stages of planning and implementation, out of which 313 Km length has been commissioned and an expenditure of Rs.40,549 crore has been incurred up to March 2024.

    The completion of any Railway project depends on various factors like quick land acquisition by State Government, forest clearance by officials of forest department, deposition of cost share by State Government in cost sharing projects, priority of projects, shifting of infringing  utilities,  statutory  clearances  from  various  authorities, geological and topographical conditions of area, law and order situation in the area of project(s) site, number of working months  in  a year for particular project site due to climatic conditions etc.

    Various steps taken by the Government for speedy approval and implementation of Railway projects include (i) setting up of Gati Shakti units

    (ii) prioritization of projects (iii) substantial increase in allocation of funds on priority projects (iv) delegation of powers at field level (v) close monitoring of progress of project at various levels, and (vi) regular follow up with State Governments and concerned authorities for expeditious land acquisition, forestry and Wildlife clearances and for resolving other issues pertaining to projects. This has led to substantial increase in rate of commissioning since 2014.

    (d) Occurrence and filling up of vacancies are a continuous process on Indian Railways considering its size, spatial distribution and criticality of operation. Adequate and suitable manpower is provided to cater to the regular operations, changes in technology, mechanisations and innovative practices. The vacancies are filled up primarily by placement of indents by Railways with Recruitment agencies as per operational and technological requirements.

    After easing of restrictions imposed on account of COVID 19, two major examinations involving more than 2.37 crore candidates have been conducted successfully during 2020 to 2022.

    Based on these exams, 130581 candidates have been recruited in Railways.

    The RRB examinations are quite technical in nature entailing large scale mobilization of men and resources and training of manpower. Railway overcame all these challenges and successfully conducted the recruitment in a transparent manner following all laid down guidelines. No instance of paper leakage or similar malpractice has occurred during the entire process.

    Recruitment done in Indian Railways during 2004-2005 to 2013-2014 vis-à-vis during 2014-2015 to 2023-2024 is given as under: –

    Accordingly, ten Centralized Employment Notifications (CENs) for 92116 vacancies have been notified during January to December 2024 for filling up of posts of Assistant Loco Pilots, Technicians, Sub-Inspectors, Constables in Railway Protection Force (RPF), Junior Engineers (JEs)/ Depot Material Superintendent (DMS)/ Chemical & Metallurgical Assistant (CMA),

    Paramedical Categories, Non-Technical Popular Categories (Graduate), Non-Technical Popular Categories (Under-Graduate), Ministerial & Isolated Categories and Level-1.

    For four notifications, Computer Based Tests (CBTs) have been completed from 25.11.2024 to 30.12.2024. The details are as under: –

    Hyperloop is an emerging technology and is at nascent stage of development.  The technical and safety parameters of Hyperloop are yet to be framed worldwide. Hyperloop is expected to be faster, more energy efficient and sustainable than other transportation modes.  As an initiative, Research Designs and Standards Organisation (RDSO), a unit under Ministry of Railways, has signed Memorandum of Understanding (MoU) with IIT/Madras with a funding of Rs.20.89 crores for setting up a Centre of Excellence for Hyperloop technology with the objective of development of sub scale model of Pod, Test Track & Vacuum Tube facility of the futuristic full-scale Hyperloop at IIT/Madras for validation of this technology.

    Both the Corridors Near Completion: 96.4% of EDFC & WDFC Now Operational

    Ministry of Railways has taken up construction of two Dedicated   Freight   Corridors (DFC) viz.   Eastern   Dedicated    Freight Corridor (EDFC) from Ludhiana to Sonnagar (1337 Km) and the Western Dedicated Freight Corridor (WDFC) from Jawaharlal Nehru Port Terminal (JNPT) to Dadri (1506 Km). Out of total 2843 Km, 2741 Route Kilometers (96.4%) has been commissioned and operational. The work in balance section has been taken up.

    Ministry of Railways has undertaken the work of preparation of Detailed Project Reports (DPR) for following three (03) new Dedicated Freight Corridors (DFCs).

    (i) East-Coast Corridor: Kharagpur to Vijayawada

    (ii) East-West corridor:

    (a) Palghar-Bhusawal-Nagpur-Kharagpur-Dankuni

    (b) Rajkharsawan – Kalipahari – Andal

    (iii) North-South Sub-corridor: Vijayawada-Nagpur–Itarsi

    DPRs of above three corridors are under examination.

    None of the above three DFCs have been sanctioned yet. The DFC Projects are highly capital intensive and the final decision regarding the sanction of any DFC Project depends upon many factors such as technical feasibility, financial & economic viability, traffic demand and availability of funds & financial options etc.

    Dedicated Freight Corridor (DFC) Project will have positive impact on transportation and logistics sector as it will enable enhanced movement of Double Stack Container (DSC) trains, higher axle load trains, faster access of northern hinterland by Western Ports and development of new terminals/linkages with industries along the DFC. The Eastern DFC will mostly cater to mineral traffic from Eastern India. These developments will enable reduction in logistic cost.

    DFC has contributed to creating additional paths on the conventional network by diverting freight traffic to EDFC and WDFC. Traffic on DFC has increased from 247 average trains per day in 2023-24 to 352 average trains per day in 2024-25 (till Feb.2025). In Feb. 2025, 371 average trains per day were run. As a result, Railways have been able to run additional goods and coaching services over its network with better punctuality. Due to the increase in services, both freight and coaching, Indian Railways’ earnings from train services have gone up.

    Modernisation and upgradation of railway infrastructure is a need based and ongoing process subject to operational requirement, technical feasibility, commercial viability, resource availability, etc.

    A number of works have been taken up to modernize and upgrade railway infrastructure including rolling stock and signaling system. Some of them are as under:

    1. Rashtriya Rail Sanraksha Kosh (RRSK) has been introduced in 2017-18, for replacement/renewal/upgradation of critical safety assets, with a corpus of ₹1 lakh crore for five years. Currency of the Fund has been extended for another five-year term beyond 2021-22 with GBS support of ₹45,000 Cr. An outlay of ₹ 12800 Cr has been provided in RE 2024-25.
    2. Electrical/Electronic Interlocking Systems with centralized operation of points and signals have been provided at 6623 stations up to 28.02.2025.
    3. Interlocking of Level Crossing (LC) Gates has been provided at 11089 level Crossing Gates up to 28.02.2025 for enhancing safety at LC Gates.
    4. Block Proving Axle Counters (BPACs) systems have been provided on 6126 Block Sections up to 28.02.2025.
    5.  Automatic block Signaling (ABS) has been provided at 5221 Route Kms up to 28.02.2025.
    6. Indian Railway has also gone for implementation of advance technology system ‘Kavach’ as an Automatic Train Protection (ATP) system. Kavach is indigenously developed Automatic Train Protection (ATP) system which required safety certification of highest order. Kavach has also been adopted as a National ATP system in July 2020.
    7. Crew Video and Voice Recording System (CVVRS) has been provided in Locomotives for post event analysis
    8. Head on Generation (HOG) scheme has been implemented in passenger locomotives for feeding electric supply to LHB coaches for train lighting and air conditioning thereby reducing carbon emission, noise level and consumption of fossil fuels.
    9. Railways has taken long term plan to acquire new technology 12000 HP electric locomotives and 9000 HP electric locomotives for freight operation.  For manufacturing new technology based 9000

    High Horse Power Electric Freight Locomotives, a manufacturing unit, having modern World class manufacturing facilities, sanctioned at Dahod.

    1. With a view to increase throughput, RDSO has issued technical specification for modern wagons (Modern Open Wagon & Modern Brake Van). In the recent past, multi-purpose and higher carrying capacity wagons have been designed by RDSO. These wagons will help in better utilization of rolling assets and increased throughput per rake.
    2. Introduction of IGBT based 3-phase propulsion system with regenerative braking in Electrical Multiple Unit (EMU) trains, Mainline Electrical Multiple Unit (MEMU) trains, Kolkata Metro rakes and Electric Train Sets.
    3. Provision of 750 V external power supply at washing/sick lines for maintenance and testing of LHB coaches resulting in significant saving of diesel.
    4. In order to modernize and upgrade the track structure, the steps

    taken include laying of track structure consisting of 60 kg/90 Ultimate Tensile Strength (UTS) rails on Pre-stressed Reinforced Concrete (PSC) sleepers with elastic fastening, laying of 130 meter/260 meter longer rails to avoid welding of joints, adoption of better welding technology for rails i.e. Flash Butt Welding, use of thick web switches and Weldable Cast Manganese Steel (WCMS) crossings, using improved fittings, maintenance of track with the help of track machines, Ultrasonic Flaw Detection (USFD) testing of rails, etc.

    1. In order to facilitate easy movement of elderly, sick, differently abled passengers and for smooth access to platforms of railway stations and for ease of movement, Lifts and Escalators are provided depending on the relative priority of stations, availability of resources and techno-economic feasibility.

    To increase the freight handling capacity in IR, ‘Gati Shakti Multi- Modal Cargo Terminal (GCT)’ policy has been launched on 15.12.2021 with the objective of increasing investment from industry in development of additional terminals for handling rail cargo. GCTs are also equipped with facility of mechanized loading / unloading which will, contribute in reduction of transit time and costs for business. So far, 97 GCTs have been commissioned which enable additional freight traffic for Railways. Further In-principle approval (IPAs) for 277 proposals for Gati Shakti Cargo Terminals have already been issued.

    Of the four astronauts  undergoing rigorous training for the upcoming human mission, “Gaganyaan” one of them, Group Captain Shukla, has been selected to join the  mission to the International Space Station, while others remain in an intensive preparatory phase to ensure mission success.

    This was stated in the Lok Sabha today by Union Minister Dr Jitendra Singh. He asserted that  India’s space ambitions are set to reach new heights in reply to a question , while revealing crucial details about the upcoming Chandrayaan-4 mission. The mission, which will feature multiple advanced docking technology and lunar sample collection, is poised to be a major step toward India’s goal of establishing its own space station by 2040.

    Beginning his reply in the Lok Sabha to a discussion on Chandrayaan 4 and India’s Space missions, Union Minister Dr Jitendra Singh shared with the House that Sunita Williams had landed back on the surface of Earth this morning at 3.27 AM after spending more than 300 days in the Space and our message of congratulations was put out by the social media soon thereafter around 4 AM defining this “as a moment of glory, pride and relief”.

    The Minister referred to PM Narendra Modi’s letter to Sunita Williams in which he had conveyed his good wishes and extended her invitation to visit India. He also recalled that when Sunita came to India last time in 2007, he had met Shri Modi who was then the Chief Minister of Gujarat.

    Dr. Jitendra Singh highlighted the importance of Chandrayaan-4 in strengthening India’s space capabilities. “This mission will not just be about landing on the Moon but also about mastering docking and undocking procedures, a key requirement for future interplanetary missions and space station operations,” he said. The Minister further noted that India’s long-term objective includes sending an Indian astronaut to the Moon, with Chandrayaan-4 serving as a precursor to that historic feat.

    The mission will involve two launch vehicles carrying five components in total. These modules will execute complex manoeuvres, including docking in Earth’s orbit before proceeding to the Moon. Upon reaching lunar orbit, the modules will separate, with the descender collecting samples while the ascender returns to dock with the remaining modules. The return module will then make its way back to Earth, simulating key aspects of crewed lunar missions.

    Dr. Jitendra Singh also touched upon the broader applications of space technology in governance and development. He emphasized that space-based innovations are now integrated into urban planning, disaster management, healthcare, and agriculture, demonstrating how India’s advancements in space science are benefiting the general public.

     

    Additionally, he addressed queries about India’s first human spaceflight mission, Gaganyaan, confirming that the selected four astronauts are undergoing rigorous training. While one astronaut, Group Captain Shukla, was selected to participate in a mission to the International Space Station, the others remained in an intensive preparatory phase to ensure mission success.

    India’s space program has gained global recognition, and with Chandrayaan-4, the country aims to take another significant leap. As the mission takes shape, it is expected to further cement India’s standing in the global space race and pave the way for future deep-space exploration.

  • MIL-OSI Asia-Pac: Indian Railways Strengthens Crowd Management and Infrastructure to Enhance Passenger Safety Following New Delhi Stampede

    Each railway station has unique operational challenges due to varying passenger movement patterns during the festivals. For the security arrangements and to streamline passenger flow, station specific plans are made involving all the stakeholders that include Government Railway Police (GRP), Local Police and Local Civil Administration and accordingly action is taken to manage the influx of passengers.

    To handle the rush of passengers during Maha Kumbh 2025 at Prayagraj, new infrastructure was created building seven additional platforms, bringing the total to 48 platforms across 9 stations in the Prayagraj area. The approach roads to these stations have also been widened to ensure smooth movement of pilgrims. In total, 17 new permanent Yatri Ashryas were constructed, increasing the holding capacity of these shelters from 21,000 to over 1,10,000. Additionally, 21 new Road Over Bridges (ROBs) and Road Under Bridges (RUBs) have been built, eliminating all level crossings in the region.

    A well-coordinated train operation plan was deployed to ensure smooth transportation during the Kumbh. Each station was having its own control room, with a central master control room at Prayagraj Junction. Standard Operating Procedures (SOPs) were developed for train operations and crowd management at stations. To facilitate smooth rush of passenger’s flow, extensive measures have been put in place, including single entry and exit points at stations on major Snan days and unidirectional movement on platforms, foot over bridges (FOBs), and ramps.

    Security arrangements for Mahakumbh-2025 were comprehensive, with an emphasis on surveillance and real-time monitoring. A total of about 1200 CCTV cameras, including 116 Face Recognition System (FRS) cameras and Drone cameras were also deployed for surveillance of tracks and crowd management at approach roads to stations.

    Additional deployment of 15,000 personnel from the Railway Protection Force (RPF), Government Railway Police (GRP) and para-military forces were done to ensure security.

    Also, additional deployment was made at other sensitive railway stations where high rush of passengers was expected i.e. Varanasi, Ayodhya, Pandit Deen Dayal Upadhyaya, Danapur and New Delhi etc.

    New Delhi Railway Station has adequate infrastructure. It has 16 nos. of platforms, three foot over bridges (FOBs), access from both Paharganj and Ajmeri gate side, large open spaces in front of the station etc. Large rush of passengers during festivals and events like Kumbh, Chatth, Holi etc. are being handled regularly on New Delhi Railway Station.

    Further, redevelopment of New Delhi Railway Station has been sanctioned under Amrit Bharat Station Scheme.

    Amrit Bharat Station Scheme envisages development of stations on a continuous basis with a long-term approach. This scheme involves preparation of Master Plans and their implementation in phases to improve the amenities at the stations like improvement of station access, circulating areas, waiting halls, toilets, lift/escalators as necessary, cleanliness, free Wi-Fi, kiosks for local products through schemes like One Station One Product, better passenger information systems, executive lounges, nominated spaces for business meetings, landscaping etc. keeping in view the necessity at each such station.

    The scheme also envisages improvement of building integrating the station with both sides of the city, multimodal integration, amenities for Divyangjans, sustainable and environment friendly solutions, provision of ballast less tracks etc. as per necessity, phasing and feasibility and creation of city centres at the station in the long term.

    The plan for redevelopment of New Delhi Railway station, envisages larger new station buildings at both sides, spacious Air Concourse with modern amenities for passenger, Multi Modal Transport Hub connecting different mode of transportation and providing parking and other facilities. The redeveloped station envisages a network of surface and elevated roads to provide access at two levels and to decongest surrounding areas of New Delhi railway station. Adequate security measures like CCTV cameras, access control, movement regulation and waiting space etc are also envisaged.

    The details of allocation of funds for development and maintenance of stations are maintained Zonal Railway-wise and not footfall-wise or Work-wise or Station-wise. Passenger amenities are generally funded under Plan Head-53 ‘Customer Amenities’. An allocation of ₹12,994 Crores (Revised Estimate) has been made for the financial year 2024-25 under Plan Head-53. New Delhi railway station in Delhi falls under Northern Railway Zone and the fund allocation to Northern Railway for development and maintenance of stations under Plan Head-53 ‘Customer Amenities’ for the year (RE 2024-25) is ₹ 1531.24 Cr.

    To handle heavy rush of passengers at stations, following decisions have been taken by railways –

    Permanent holding areas at 60 stations:

    1. During the festival season of 2024, holding areas were created outside stations. These waiting areas were able to hold large crowds at Surat Udhna, Patna and New Delhi. Passengers were allowed only when the train came to the platform.
    2. Similar arrangements were made during Mahakumbh at nine stations of Prayag area.
    3. Based on the experience of these stations, it has been decided to create permanent waiting areas outside stations at 60 stations across the country which periodically face heavy crowds.
    4. Pilot projects have started at New Delhi, Anand Vihar, Varanasi, Ayodhya, and Ghaziabad stations.
    5. With this concept, the sudden crowd will be contained within the waiting area. Passengers will be allowed to go to platforms only when the trains arrive at the platform. This will decongest the stations.

     Access control:

    1. Complete access control will be initiated at the 60 stations.
    2. Passengers with confirmed reserve tickets will be given direct access to the platforms.
    3. Passengers without a ticket or with a waiting list ticket will wait in the outside waiting area.
    4. All unauthorised entry points will be sealed.

     Wider foot-over-bridges (FOB):

    1. Two new designs of 12 metre wide (40 feet) and 6 metre wide (20 feet) standard FOB have been developed. These wide FOBs with ramps were very effective in crowd management during Mahakumbh. These new standard wide FOBs will be installed in all the stations.

     Cameras:

    1. Cameras helped crowd management in a big way during Mahakumbh. A large number of cameras will be installed in all stations and adjoining areas for close monitoring.

     War rooms:

    1. War rooms at large stations will be developed. Officers of all departments will work in the war room during crowd situations.

    New generation communication equipment:

    1. Latest design digital communication equipment like walkie-talkies, announcement systems, calling systems will be installed on all heavy crowd stations.

     New design ID card:

    1. All staff and service persons will be given a new design ID card so that only authorised persons can enter the station.

     New design uniform for staff:

    1. All staff members will be given new design uniforms so that they can be easily identified during a crisis situation.

     Upgradation of station director post:

    1. All major stations will have a senior officer as station director. All other departments will report to the station director.
    2. Station director will get financial empowerment so that he can take on-the-spot decisions for improving the station.

         Sale of tickets as per capacity:

    1. Station Director will be empowered to control the sale of tickets as per capacity of the station and the available trains.

    CCTV cameras are installed at New Delhi railway station, which is being monitored round the clock. A high-level inquiry committee has been constituted for comprehensive investigation into the incident at New Delhi railway station. The incident of the stampede at New Delhi railway station occurred on 15.02.2025, in which 18 people died and 15 were injured.

    Railway projects are surveyed/ sanctioned/executed Zonal Railway wise and not State-wise as the Railway projects may span across State boundaries. Railway projects are sanctioned on the basis of remunerativeness, traffic projections, last mile connectivity, missing links and alternate routes, augmentation of congested/saturated lines, demands raised by State Governments, Central Ministries, Members of Parliament, other public representatives, Railway’s own operational requirement, socio-economic considerations etc. depending upon throwforward of ongoing projects and overall availability of funds. As on 01.04.2024, across Indian Railways, 488 Railway infrastructure projects (187 New Line, 40 Gauge Conversion and 261 Doubling) of total length 44,488 Km, costing approx. `7.44 lakh crore are in planning/approval/construction stage, out of which, 12,045 Km length has been commissioned and an expenditure of approx. `2.92 lakh crore has been incurred upto March, 2024.     In last 3 years (2021-22, 2022-23, 2023-24 and current Financial Year i.e. 2024-25), 933 No. Surveys (299 New line, 14 Gauge Conversion and 620 Doubling) of total length 65,488 km have been sanctioned across Indian Railways, out of which 21 surveys (17 New line & 04 Doubling) of total length 2,499 km fall fully/partly in the North East Region including the State of Assam.

    As the Railway network straddles across State boundaries, trains are introduced, as per network requirement, across such boundaries. However, Indian Railways (IR), makes consistent efforts to cater to the needs of travelling passengers by introducing new trains, extending and increasing the frequencies of existing trains and accordingly to cater to the needs of passengers of State of Assam, IR, on originating/terminating basis have introduced 24 new services, extended 20 services and increased the frequencies of 14 services during the period 2019-20 to 2024-25 (February, 2025).

  • MIL-OSI Asia-Pac: Kavach: India’s Cutting-Edge Automatic Train Protection System Reaches New Milestone with Version 4.0

    Kavach is an indigenously developed Automatic Train Protection (ATP) system. Kavach is a highly technology intensive system, which requires safety certification of highest order (SIL-4).

    Kavach aids the Loco Pilot in running of train within specified speed limits by automatic application of brakes in case Loco Pilot fails to do so and also helps the trains to run safely during inclement weather

    The first field trials on the passenger trains were started in February 2016. Based on the experience gained and Independent Safety Assessment of the system by Independent Safety Assessor (ISA), three firms were approved in 2018-19, for supply of Kavach Version 3.2.

    Kavach was adopted as National ATP system in July 2020.

    Implementation of Kavach System involves following Key Activities:

    1. Installation of Station Kavach at each and every station, block section.
    2. Installation of RFID Tags throughout the track length.
    3. Installation of telecom Towers throughout the section.
    4. Laying of Optical Fibre Cable along the track.
    5. Provision of Loco Kavach on each and every Locomotive running on Indian Railways.

    Based on deployment of Kavach version 3.2 on1465 RKm on south central Railway, lot of experience was gained. Using that further improvements were made. Finally, Kavach specification version 4.0 was approved by RDSO on 16.07.2024.

    Kavach version 4.0 covers all the major features required for the diverse railway network. This is a significant milestone in safety for Indian Railways. Within a short period, IR has developed, tested and started deploying Automatic Train Protection System.

    Major improvement in Version 4.0 includes increased Location Accuracy, Improved Information of Signal Aspects in bigger yard, Station to Station Kavach interface on OFC and Direct Interface to existing Electronic Interlocking System. With these improvements, Kavach Ver.4.0. is planned for large scale deployment over Indian Railways.

    Next phase of Kavach implementation is planned as under: –

    1. Project for equipping 10,000 Locomotives has been finalized. 69 number of loco sheds have been prepared for equipping with Kavach.
    2. Bids for track side Works of Kavach for approximately 15,000 RKm have been invited covering all GQ, GD, HDN and identified sections of Indian Railways, out of which works of 1865 RKm have been awarded.

    Currently, 3 OEMs are approved for supply of Kavach System. To increase capacity and scale of implementation, trials and approval of more OEMs are at different stages.

    Specialized training programme on Kavach are being conducted at centralized training institutes of Indian Railways to impart training to all concerned officials. By now more than 20,000 technicians, operators and engineers have been trained on Kavach technology. Courses have been designed in collaboration with IRISET.

    The cost for provision of Track Side including Station equipment of Kavach is approximately Rs. 50 Lakhs/Km and cost for provision of Kavach equipment on locomotives is approximately Rs. 80 Lakh/Loco.

    The funds utilized on Kavach works so far is Rs. 1950 Crores. The allocation of funds during the year 2024-25 is Rs. 1112.57 Crores. Requisite funds are made available as per the progress of works.

    Union Minister of Youth Affairs & Sports and Labour & Employment, Dr. Mansukh Mandaviya inaugurated the National Dope Testing Laboratory (NDTL) Annual Conference-2025 on the theme “Anti-Doping Science: Innovations and Challenges”, bringing together key stakeholders from the sports and scientific communities in New Delhi today. The conference was attended by Smt. Raksha Nikhil Khadse, Union Minister of State for Youth Affairs and Sports, Smt. Sujata Chaturvedi, Secretary (Sports), Shri Kunal, Joint Secretary (Sports), and Prof. (Dr.) P. L. Sahu, Director, NDTL.

    Delivering his keynote address, Dr. Mansukh Mandaviya reaffirmed the Government of India’s commitment to promoting clean and fair competition in sports. He emphasized the importance of early education on doping, advocating for its inclusion in school curricula and the launch of awareness campaigns in rural areas. He also stressed the need for greater involvement of sports federations and organizations to ensure that all athletes are well-informed about anti-doping regulations.     The various components of ongoing research projects, such as ACROSS, O-SMART, PACER, SAGE, and REACHOUT, under the PRITHVI scheme are inter-dependent. The overarching scheme of PRITHVI holistically addresses all the components to improve the understating of the Earth System Sciences and to provide reliable services for the country. These integrated R&D efforts will help in addressing the grand challenges of weather, ocean, climate, seismological and geological hazards and explore the living and non-living resources for their sustainable harnessing.

    Ministry of Earth Sciences supports international collaborative projects of mutual interest under PRITHVI scheme. For the evaluation of collaborative proposals from global scientific institutions, a joint expert committee is set up, which evaluates and recommends the proposal.

    Deep Ocean Mission was launched in 2021 with a total budget outlay of Rs 4,077 crores to be implemented by the Ministry of Earth Sciences. It is a multi-disciplinary programme with activities encompassing six verticals, namely a) Development of Technologies for Deep Sea Mining and Manned Submersible, Underwater Vehicles and Underwater Robotics for exploring and harnessing ocean resources, b) Development of Ocean Climate Change Advisory Services, c) Technological innovation for exploration and conservation of deep-sea biodiversity, d) Deep Ocean Survey and Exploration, e) Energy and Freshwater from the Ocean, and f) Advance Marine Station for Ocean Biology. Survey has been conducted at potential sites of multi-metal hydrothermal sulphide mineralization along the Indian Ocean mid-oceanic ridges using autonomous underwater vehicle (AUV) in March 2024 at ten locations, of which two locations of active and two locations of inactive vents showing sulphide mineralisation have been identified.

    In order to enhance India’s capacity to address climate change impacts through improved understanding of the atmosphere-ocean-pole interactions, a number of activities have been carried out, including augmentation of the existing observational networks on land, poles and in oceans, augmenting the High-Performance Computing (HPC) facility, improving understanding of weather and climate processes and enhancing prediction capabilities by developing improved earth system models, Training and Research at MoES Institutes, as well as Collaborative Research. Further, the Ministry has recently launched Mission Mausam with the goal of making Bharat a “Weather-ready and Climate-smart” nation to mitigate the impact of climate change and extreme weather events and strengthen the resilience of communities.

    Matsya-6000 is India’s flagship human submersible aimed to carry three persons to a depth of 6000 meters, developed by the National Institute of Ocean Technology (NIOT), Chennai, under the Ministry of Earth Sciences, as part of the Samudrayaan project of the Deep Ocean Mission launched by the Government of India in 2021.

    Matsya- 6000 (2.1-meter diameter personnel sphere) which houses the crew is made of a Titanium alloy and maintains an inside pressure of 1 atmosphere (atm). Further, the personnel sphere spherical pressure hull is tested to bear 720 bars of pressure, which is 1.2 times more than the pressure expected at 6000 meters. All human safety parameters are continuously monitored during the operations and are communicated to the ship-based Mission Control Centre through an acoustic modem, with the pilot communicating updates through the Underwater Acoustic Telephone every 30 minutes. It is designed for operations of up to 12 hours, with an emergency endurance of up to 96 hours, supported by a DNV-certified Human Support and Safety System (HSSS). DNV (Det Norske Veritas) is an internationally accredited registrar and classification society headquartered in Norway. The HSSS maintains the oxygen level at 20 per cent, the CO2 level at less than 1000 ppmv (part per million by volume), and controls humidity by measurement sensors to ensure human life comfort and safety.

    The submersible is designed to perpetually float unless made to dive through water filling in its ballast tanks. It has three different combinations of weight drop mechanisms for ascending to the surface to maintain the safety. It has additional emergency power, control, and communication devices for emergency scenarios.

    Matsya-6000 is equipped with an Underwater Acoustic Telephone that has been operated and tested for operations up to 10,000 meters depth of human operation vehicles, in addition to a sub-phone rated for 500-meter depth operations. The voice communication is designed to be utilized every 30 minutes with the submersible pilot and the Mission Control Centre so that continuous communication is ensured.

    NIOT has signed MoU with the IFREMER (French Research Institute for Exploitation of the Sea), France, facilitating scientific knowledge exchange and participation with the French human scientific submersible for 6000 meters depth named NAUTILE.

    Mr Lee welcomed Mr Wang and his delegation to Hong Kong. Mr Lee said that the Hong Kong Special Administrative Region (HKSAR) Government attaches importance to the work on Hong Kong’s integration into the overall national development. Shortly upon the establishment of the current-term Government, the Steering Group on Integration into National Development was set up to take forward and provide a steer from the top level on the work of serving the development of the GBA. He said that Guangdong and Hong Kong are adjacent to each other and interdependent, and have shared an all-round, deep and multidisciplinary co-operative relationship for many years. With the strong support from the Central Authorities, Guangdong and Hong Kong have worked with one mind to promote co-operation in finance, innovation and technology, logistics, healthcare and other fields, and have achieved fruitful results.
     
    Mr Lee highlighted that the People’s Government of Guangdong Province issued offshore Renminbi (RMB) local government bonds in Hong Kong for the first time in September last year. This initiative not only further strengthened Hong Kong’s position as a global offshore RMB business hub, but also promoted the GBA in better serving as the driving force for high-quality development. Welcoming more Mainland local governments to issue offshore RMB bonds and green bonds in Hong Kong, Mr Lee noted that Hong Kong will continue to leverage its advantages in connecting with the international financial system and providing professional services, contributing to the country’s promotion of high-level financial opening up.
     
    Mr Lee said that the HKSAR Government will continue to actively maintain close co-operation with the People’s Government of Guangdong Province, with a view to enhancing the innovation capabilities and influence of the GBA as a region with economic development advantages, as well as achieving complementarity and collaborative development among Guangdong, Hong Kong and Macao. It also aims to align with national development strategies and leverage Hong Kong’s unique advantages of being backed by the motherland and connected to the world under the “one country, two systems” principle to deepen international exchanges and co-operation, and better integrate into the overall national development.

    Monitor patients who have an implanted ProPort Implantable Port for signs of any adverse events.
    Make sure the housing and reservoir feel secure and stable when palpating the portal.

    Symptoms such as swelling, redness, or discomfort at the implant site may indicate leakage or system failure.

    For customers/distributors

    Stop use and distribution of affected product.
    Check inventory and quarantine all affected product.
    Return all affected product.
    Inform product users of the notification.
    Complete and return the response form attached to the letter to smithsmedical8171@sedgwick.com within 10 days of receipt, even if you do not have the affected product and/or product has already been used.
    If product was distributed to other facilities, notify anyone who may have received the product.

    Reason for Recall  
    Smiths Medical is recalling ProPort Plastic Implantable Ports due to a manufacturing defect that may cause the plastic port housing and port reservoir to separate before, during, or after implantation.
    The use of affected product may cause serious adverse health consequences, including complications from the delay or interruption of life-saving therapies, damage or scarring to skin or tissue surrounding the port from contact with leaking intravenous medications such as chemotherapy, air entering the bloodstream (air embolism), and death.  
    There have been two reported injuries. There have been no reports of death. 
    Device Use
    ProPort Plastic Implantable Ports are part of a system for accessing veins (venous access) that includes the plastic port, a silicone or polyurethane catheter, a catheter connector, a Port-A-Cath access needle, a blunt needle, and a vein pick. ProPort systems are used when patient therapy requires repeated venous access for injections, infusions, and/or blood samples.

  • MIL-OSI USA: Paws Off Xylitol; It’s Dangerous for Dogs

    Your six-month-old puppy, Hoover, will eat anything that isn’t tied down. Like many dog owners, you know chocolate can be dangerous to your pooch. But you may not know that if Hoover sticks his nose in your handbag and eats a pack of sugarless chewing gum, the consequences could be deadly.
    Sugarless gum may contain xylitol, a class of sweetener known as sugar alcohol. Xylitol is present in many products and foods for human use, but can have devastating effects on your pet.
    If you think your dog may have eaten a product containing xylitol, call your vet, emergency clinic, or animal poison control center right away.
    Over the past several years, the Center for Veterinary Medicine at the U.S. Food and Drug Administration (FDA) has received several reports—many of which pertained to chewing gum—of dogs being poisoned by xylitol, according to Martine Hartogensis, a veterinarian at the FDA. The most recent report was related to “skinny” (sugar-free) ice cream.
    And you may have heard or read news stories about dogs that have died or become very ill after eating products containing xylitol , which also may be known as birch sugar or wood sugar.
    Other Foods Containing Xylitol
    Gum isn’t the only product containing xylitol. Slightly lower in calories than sugar, this sugar substitute is also often used to sweeten sugar-free candy, such as mints and chocolate bars, as well as sugar-free chewing gum. Other products that may contain xylitol include:

    breath mints
    baked goods
    cough syrup
    children’s and adult chewable vitamins
    mouthwash
    toothpaste
    some peanut and nut butters
    over-the-counter medicines
    dietary supplements
    sugar-free desserts, including “skinny” ice cream

    Xylitol can be used in baked goods, too, such as cakes, muffins, and pies — often because the baker is substituting another sweetener for sugar, as in products for people with diabetes. People can buy xylitol in bulk to bake sweet treats at home. In-store bakeries also are selling baked goods containing the sweetener. Some pediatric dentists also recommend xylitol-containing chewing gum for children, and these products could end up in a dog’s mouth by accident. It’s a good idea to keep all such products well out of your dog’s reach.
    Why is Xylitol Dangerous to Dogs, but Not People?
    In both people and dogs, the level of blood sugar is controlled by the release of insulin from the pancreas. In people, xylitol does not stimulate the release of insulin from the pancreas. However, it’s different in canines: When dogs eat something containing xylitol, the xylitol is more quickly absorbed into the bloodstream, and may result in a potent release of insulin from the pancreas.
    This rapid release of insulin may result in a rapid and profound decrease in the level of blood sugar (hypoglycemia), an effect that can occur within 10 to 60 minutes of eating the xylitol. Untreated, this hypoglycemia can quickly be life-threatening, Hartogensis says.
    A note to cat and ferret owners: Xylitol does not seem to be as dangerous for cats and other pets. Cats appear to be spared, at least in part, by their disdain for sweets. Ferret owners, however, should be careful, as ferrets have been known to develop low blood sugar and seizures, like dogs, after eating products containing xylitol.
    Symptoms to Look For in Your Dog

    Symptoms of xylitol poisoning in dogs include vomiting, followed by symptoms associated with the sudden lowering of your dog’s blood sugar, such as decreased activity, weakness, staggering, incoordination, collapse and seizures.
    If you think your dog has eaten xylitol, take him to your vet or an emergency animal hospital immediately, Hartogensis advises. Because hypoglycemia and other serious adverse effects may not occur in some cases for up to 12 to 24 hours, your dog may need to be hospitalized for medical monitoring.
    What Can You Do to Avoid Xylitol Poisoning in Your Dog?
    Dr. Hartogensis says, “Check the label for xylitol in the ingredients of products, especially ones that advertise as sugar-free or low sugar. If a product does contain xylitol, make sure your pet can’t get to it.” In addition:

    Keep products that contain xylitol (including those you don’t think of as food, such as toothpaste) well out of your dog’s reach. Remember that some dogs are adept at counter surfing.
    Only use pet toothpaste for pets, never human toothpaste.
    If you give your dog nut butter as a treat or as a vehicle for pills, check the label first to make sure it doesn’t contain xylitol.

    You Can Help the FDA by Reporting Safety Issues
    The FDA wants to know if your pet encounters safety issues with a product, and/or unanticipated harmful effects that you believe are related to a product.
    “Timely reporting of problems enables FDA to take prompt action,” Hartogensis says. Each report is evaluated to determine how serious the problem is and, if necessary, additional information may be requested from the person who filed the report.

    PROCLAMATION

    California is proud to join states around the country, raising awareness about the many ways in which people with intellectual and developmental disabilities contribute to strong, diverse communities across our state. This March, we shine a light on the work underway to drive the inclusion of people with intellectual and developmental disabilities and reaffirm our collective commitment to breaking down the barriers they face in connecting to the communities where they live.

    Over the last decade, California has worked to support people with intellectual and developmental disabilities such as Autism and Down Syndrome with the resources they need to live and thrive in the community. We are the only state that provides developmental services as an entitlement, and we prioritize home and community-based care – avoiding institutional settings. We’ve increased the rates for our direct service professionals to keep and attract the people who provide vital support. We’re also supporting strong career pathways for those with intellectual and developmental disabilities through investments in education, new laws encouraging earlier career planning, and ending sub-minimum wage as of this last January.

    This year, California’s Health and Human Services Agency (CalHHS) released a draft of the Master Plan for Developmental Services: A Community Driven Vision to leverage investments and strengthen quality, access, and sustainability for all consumers and families – no matter their demographic groups, geographic region, or socioeconomic status. The Master Plan recognizes that California’s developmental services system is deeply connected to other health and social systems. It seeks to create and strengthen bridges between critical systems across CalHHS and other systems and services, including education, housing, employment, transportation, and public safety.

    We are taking a whole-of-government approach, one driven by communities themselves and delivered in partnership with the private sector, to realize a more equitable, person-centered, and data-driven developmental services system. We’ll continue working across sectors and disciplines to ensure that all Californians with intellectual and developmental disabilities can thrive and contribute to all facets of life in their neighborhoods and communities. And this month, we also take the opportunity to celebrate the value and gifts that people with intellectual and developmental disabilities contribute to the Golden State.

    NOW THEREFORE I, GAVIN NEWSOM, Governor of the State of California, do hereby proclaim March 2025, as “Developmental Disabilities Awareness Month.”

    SACRAMENTO – Continuing an enhanced focus in 2025 to combat the scourge of illegal fentanyl trafficking, in January and February, the California National Guard (CalGuard) has seized 1,045 pounds and more than 650,000 pills containing fentanyl, with a street valuation of more than $6.8 million. 

    Through their Counter Drug Task Force operations, the Cal Guard Task Force members have been strategically deployed statewide, including at ports of entry, to combat transnational criminal organizations and trafficking illegal narcotics like fentanyl, in support of federal, state, and local law enforcement partners.

    “By disrupting the trafficking of the 1,045 pounds of fentanyl so far this year, Cal Guard’s Counter Drug Task Force continues to save countless lives across our state. I cannot thank them enough for their support in keeping deadly fentanyl out of our communities.”

    Service members helped confiscate 488 pounds of powder-laced fentanyl and 331,069 pills of this dangerous drug in February, adding to the efforts in January

    In addition, Cal Guard service members continue to transform drug prevention in elementary, middle, and high schools statewide through the Task Force’s Drug Demand Reduction Outreach program. Since October 2024, servicemembers visited 112 schools across the state and engaged with 57,442 students. By conducting in-person outreach and understanding students’ beliefs about their own health using a Health Belief Model, Cal Guard is implementing an impactful initiative in the fight against opioid abuse.

    Latest laboratory testing from the federal Drug Enforcement Agency indicates five out of 10 pills tested in 2024 contain a potentially deadly dose of fentanyl, which is down from seven of 10 pills in 2023.

    How we got here

    In 2024, Governor Newsom doubled down on the deployment of the Cal Guard’s Counterdrug Task Force by more than doubling the number of service members supporting fentanyl interdiction, and seizing other drugs, at California ports of entry to nearly 400. Fentanyl is primarily smuggled into the country by U.S. citizens through ports of entry. 

    Cal Guard’s coordinated drug interdiction efforts in the state are funded in part by California’s $60 million investment over four years to expand Cal Guard’s work to prevent drug trafficking by transnational criminal organizations. This adds to the Governor’s efforts to address fentanyl within California, including by cracking down on fentanyl in communities across the state, including San Francisco.
     

    Addressing the opioid crisis

    The state has launched various initiatives in recent years to combat illicit opioids through the Governor’s Master Plan for Tackling the Fentanyl and Opioid Crisis, which provides a comprehensive framework to support overdose prevention efforts, hold the opioid pharmaceutical industry accountable, crack down on drug trafficking, and raise awareness about the dangers of opioids like fentanyl.

    Recently, through funding designated by the Governor in the 2022-23 budget to develop the Fentanyl Enforcement Program, the Department of Justice recently announced a significant fentanyl bust worth $55 million and leading to the arrest of three major fentanyl traffickers. 

    The Campus Opioid Act, signed by Governor Newsom in 2022, requires that every public college campus in California distribute a federally approved opioid overdose reversal medication like naloxone, and include information about opioid overdoses in their orientation process. Building on this effort, the Governor last year signed AB 2429, requiring that fentanyl education be included in high school health classes starting in the 2026-27 school year.

    Serving as a one-stop tool for Californians seeking resources for prevention and treatment, the website opioids.ca.gov provides information on how California is working to hold Big Pharma and drug traffickers accountable in this crisis.

    The public education campaign Facts Fight Fentanyl informs Californians about the dangers of fentanyl and how to prevent overdoses and deaths. This effort will provide critical information about fentanyl and life-saving tools such as naloxone. 

    Through the Naloxone Distribution Project (NDP), over-the-counter CalRx®-branded naloxone is now available across the state. The CalRx®-branded over-the-counter (OTC) naloxone HCL nasal spray, 4 mg, is available for free to eligible organizations through the state and for sale for $24 per twin-pack through Amneal. Since 2018, there have been over 334,000 reversals reported from NDP naloxone since 2018.

    SACRAMENTO –  Governor Gavin Newsom today announced he is taking action to streamline a clean energy project in Fresno that would power up to 300,000 homes.

    The Governor certified the Cornucopia Hybrid Project in Fresno County utilizing a law to build more, faster that was extended in the historic infrastructure package passed in 2023 with the support of the Legislature. The certification means a streamlined process for legal challenges that can otherwise cause long delays.

    “In California, we’re in the ‘how’ business – we’re moving fast to achieve our world-leading clean energy goals. By fast-tracking critical projects like this one in Fresno, we’re creating good-paying jobs, cutting pollution, and building a cleaner, more reliable energy grid to serve Californians for generations.”

    Why it matters

    • Cleaner, more reliable energy. The Cornucopia Hybrid Project is poised to deliver 300 megawatts (MW) of renewable solar energy and 300 MW of battery storage. This combination will enable the facility to dispatch carbon-free electricity to the grid during peak demand times, including evening and nighttime hours when renewable generation is limited. 
    • Advancing clean energy goals. The project would help California achieve its world-leading climate and clean energy goals, including powering the state with 90% clean electricity by 2035 and 100% by 2045.
    • Spurring economic growth and creating jobs. The project will generate essential tax revenues for local schools, infrastructure, and emergency services, while boosting the economy with construction and long-term operational jobs.
    • Prioritizing safety. The project aligns with California efforts focused on proactively addressing safety for battery storage systems through comprehensive state-level collaborations and regulatory updates. Governor Newsom recently convened a state-level collaborative to find opportunities to improve safety as the technology continues to evolve. Key initiatives include an update to the California Fire Code happening this year, expected to include enhanced BESS safety standards. 

    A swift path to clean energy

    • SB 7 (2021) allows the Governor to certify eligible clean energy and green housing projects for judicial streamlining under the California Environmental Quality Act (CEQA). This key tool to cut red tape was extended in 2023’s SB 149.
    • Courts must decide CEQA challenges to certified projects within 270 days to the extent feasible – saving months or even years of litigation delays after a project has already passed environmental review, while still allowing legal challenges to be heard.

    How we got here

    • Governor Newsom signed into law a package of bills to accelerate critical infrastructure projects across California that will help build our 100% clean electric grid, ensure safe drinking water and boost the state’s water supply, and modernize our transportation system.
    • By streamlining permitting, cutting red tape, and allowing state agencies to use new project delivery methods, these new laws will maximize taxpayer dollars and accelerate timelines of projects throughout the state, while ensuring appropriate environmental review and community engagement.
    • Over the next ten years, the package will take full advantage of an unprecedented $180 billion in state, local, and federal infrastructure funds and create an estimated 400,000 good-paying jobs. Already, California has put $109 billion to work, creating over 200,000 jobs.

    WASHINGTON – U.S. Senators John Hickenlooper and John Cornyn, along with Mark Warner, Todd Young, Angus King, and James Lankford, introduced the bipartisan Critical Minerals Security Act to help secure U.S. critical mineral supply chains and counter China’s dominance in the industry.
    “The U.S. can’t lead the world in AI, quantum computing, and clean energy with China holding all the cards,” said Hickenlooper. “We can secure our future by working hand in glove with our allies to build a stable supply of critical minerals.”
    “Despite the important role critical minerals play in everything from consumer electronics to military defense, we need more information to secure a reliable, long-term supply of these minerals,” said Cornyn. “This legislation would ensure the U.S. and our allies understand how critical minerals are controlled around the world so we can counter foreign countries of concern.”
    Specifically, it would direct the U.S. Department of the Interior (DOI) to evaluate the global supply and ownership of critical minerals, establish a process to help U.S. companies divest critical minerals operations in foreign countries, and develop a method for sharing intellectual property for clean mining and processing technologies with U.S. allies and partners.
    In the 119th Congress, Hickenlooper has led and co-sponsored multiple other critical minerals related legislation, including:
    The bipartisan STRATEGIC Minerals Act to foster critical minerals trade with our international allies, led by Senator Young.
    His bipartisan Unearth Innovation Act to establish a DOE program for sustainable critical mineral research innovation and recycling.

  • MIL-OSI Security: Sampson County Illegal Alien Caught with 30 Kilograms and 9 Firearms Sentenced to 17 Years in Prison

    RALEIGH, N.C. – A man from Sampson County was sentenced today to 17 years in prison after he was caught with 30 kilograms of drugs and 9 firearms. On November 7, 2024, Antonio Tamoya Mondragon pled guilty to his charges.

    According to court documents and other information presented in court, Mondragon, age 45, was born in Mexico and illegally entered the United States. Mondragon started distributing drugs as early as 2008. Law enforcement began investigating Mondragon in 2019 and conducted controlled purchases of pure methamphetamine from him on three occasions.

    The investigation culminated in a traffic stop with follow-on search warrants on April 18, 2023. On that day, law enforcement was conducting early morning surveillance at Mondragon’s house. Mondragon and others appeared to be transferring packages into a car.  In a traffic stop, law enforcement found just under 9 kilograms of cocaine hidden in the car’s headliner. As the traffic stop was executed, law enforcement observed a flurry of activity back at Mondragon’s house followed by a second car departing. This car was later searched. Inside was 7 kilograms of fentanyl, 9 kilograms of cocaine, 2 kilograms of heroin, 144 grams of methamphetamine, and a drug ledger. The car also had 8 guns inside with ammunition. Law enforcement then searched Mondragon’s house and seized $28,881 in cash and another gun. Subsequent interviews and investigation made clear that the drugs, guns, and cash all belonged to Mondragon.

    Daniel P. Bubar, Acting U.S. Attorney for the Eastern District of North Carolina made the announcement after sentencing by U.S. District Judge James C. Dever III.   • MIL-OSI Security: Georgia Man Admits to $1 Million Wire Fraud

    CLARKSBURG, WEST VIRGINIA – Prince Boateng Adjei, age 31, of Lawrenceville, Georgia, has admitted to wire fraud involving more than $1 million stolen from a Gilmer County, WV business.

    According to court documents and statements made in court, Adjei and another defendant, Chisom Okonkwo, conspired together to carry out a business email compromise scheme. The defendants created an email disguising themselves as an employee of a Gilmer County business.  This type of activity is commonly referred to as “spoofing.”  As part of the fraud scheme, the defendants caused a person (who believed they were dealing with a legitimate business) to send more than $1 million to a bank account controlled by the defendants. Adjei and Okonkwo spent more than $600,000 of the stolen funds before the scheme was discovered.

    Okonkwo pled guilty earlier this month. She will be sentenced at a later date.

    As a part of the plea agreement, Adjei agreed to pay $610,146.03 in restitution. He faces up to 20 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Assistant U.S. Attorney Jarod Douglas is prosecuting the case on behalf of the government.

    The United States Secret Service investigated the case.

  • MIL-OSI Security: Lead Defendant in Federal Case Against High-End Brothel Network Sentenced to Four Years in Prison

    Defendant persuaded women to travel interstate to work for prostitution network and required sex buyers to undergo screening process, including providing employer information and references

    BOSTON – The manager responsible for operating an interstate prostitution network of sophisticated high-end brothels in greater Boston and eastern Virginia was sentenced today in federal court in Boston. 

    Han Lee, 42, of Cambridge, Mass., was sentenced by U.S. District Court Judge Julia E. Kobick to four years in prison to be followed by one year of supervised release. The defendant was also ordered pay forfeiture in the amount of $5,418,572 and restitution in an amount to be determined at a later date. In September 2024, Lee pleaded guilty to one count of conspiracy to persuade, induce, entice, and coerce one or more individuals to travel in interstate or foreign commerce to engage in prostitution and one count of money laundering conspiracy. Han Lee was arrested and charged in November 2023 with co-defendants Junmyung Lee, 31, of Dedham, Mass., and James Lee, 69, of Torrance, Calif. The defendants were subsequently indicted by a federal grand jury in February 2024.

    “Han Lee didn’t just recruit women to sell their bodies for sex – she built a criminal enterprise designed to thrive in the shadows, evading law enforcement while profiting off her victims like commodities,” said United States Attorney Leah B. Foley. “We will relentlessly pursue and prosecute those who exploit vulnerable women through interstate sex trafficking and launder their illicit gains. Those who engage in this conduct will be identified, held accountable and sent to federal prison. Full stop.”

    “Han Lee and her co-conspirators crafted an elaborate scheme to set up an interstate commercial sex network and to hide their activity by laundering the proceeds. This secretive and covert industry treats women like commodities and provides no protection for the safety and wellbeing of the participants. Today’s sentence reinforces the seriousness of this crime and our commitment to use every investigative tool we have to pursue justice,” said Homeland Security Investigations New England Special Agent in Charge Michael J. Krol.

    From at least July 2020, Han Lee operated an interstate prostitution network with multiple brothels in Cambridge and Watertown, Mass., as well as in Fairfax and Tysons, Va. The defendant established the infrastructure for these brothels in multiple states for the purposes of persuading, inducing and enticing women – primarily Asian women – to travel to Massachusetts and Virginia to engage in prostitution. 

    Specifically, Han Lee and her co-defendants, rented high-end apartments as brothel locations, which they furnished and regularly maintained. The defendants coordinated the women’s airline travel and transportation and permitted them to stay overnight in the brothel locations so they did not have to find lodging elsewhere, therefore enticing women to participate in their prostitution network. To protect and maintain the secrecy of the business and ensure that the women did not draw attention to the prostitution work inside apartment buildings, Han Lee and her co-defendants established house rules for the women during their stays.  

    The defendants advertised their prostitution network and offered appointments with women in either greater Boston or eastern Virginia via bostontopten10.com and browneyesgirlsva.blog, respectively. Both websites purported to advertise nude models for professional photography at upscale studios as a front for prostitution offered through appointments. Investigators searched and seized the domain names for both websites pursuant to search warrants executed in November 2023.

    Additionally, each website described a verification process that interested sex buyers undertook to become eligible for appointment bookings– including requiring that clients complete a form providing their full names, email address, phone number, employer and reference if they had one. Han Lee and her co-defendants persuaded the women to work for their prostitution network because the business maintained a regular customer base of men that were adequately screened, ensuring that the customers were not members of law enforcement or men who posed a risk to the safety and security of the commercial sex workers.

    Han Lee and her co-defendants maintained local brothel phone numbers which they used to communicate with verified customers and schedule appointments via text messages; send customers a “menu” of available options at the brothel, including the women and sexual services available and the hourly rate; and to text customers directions to the brothel’s location where they engaged in commercial sex with the women. 

    According to the charging documents, the defendants charged sex buyers a premium price for appointments with the women advertised on their websites, which ranged from approximately $350 to upwards of $600 per hour depending on the services and were paid in cash. In total, Han Lee’s brothel network generated over $5.6 million in revenue from approximately 9,450 scheduled dates with sex buyers. 

    To conceal the proceeds of the prostitution network, Han Lee deposited hundreds of thousands of dollars of cash proceeds into personal and third-party bank accounts and peer-to-peer transfers. Additionally, the defendants regularly used hundreds of thousands of dollars of the cash proceeds from the prostitution business to purchase money orders (in values under an amount that would trigger reporting and identification requirements) to conceal the source of the funds. These money orders were then used to pay for rent and utilities at brothel locations in Massachusetts and Virginia.

    In October 2024, Junmyung Lee pleaded guilty and is scheduled to be sentenced on April 18, 2025. James Lee pleaded guilty in February 2025 and is scheduled to be sentenced on May 28, 2025.

  • MIL-OSI Security: Leader of the Lynn Chapter of the Trinitarios Pleads Guilty to Racketeering Conspiracy

    BOSTON – The former leader of the Lynn Chapter of the Trinitarios gang pleaded guilty today to racketeering charges.

    Aaron Diaz Liranzo, a/k/a “Sosa,” 26, pleaded guilty to conspiracy to conduct enterprise affairs through a pattern of racketeering activity, more commonly referred to as RICO conspiracy. U.S. Senior District Court Nathaniel M. Gorton scheduled sentencing for June 25, 2025. Diaz Liranzo was arrested and charged in February 2025 at which time he was the Leader of the Lynn Chapter of the Trinitarios. 

    The Trinitarios is a violent criminal enterprise comprised of thousands of members across the United States. The Trinitarios adhere to a Magna Carta, employ an internal hierarchy to or organize and execute violence, and undertaken extensive efforts to maintain the secrecy of the organization and its members.  

    In February 2025, federal racketeering charges were unsealed against 22 leaders and members of the Trinitarios. The charges were the result of a multi jurisdictional investigation, which began in the aftermath of four murders as well as a series of attempted murders and shootings that took place in Lynn in 2023, allegedly committed by the Trinitarios criminal enterprise and its members. Diaz Liranzo is the sixth Defendant to plead guilty.

    During a period from at least 2021 through 2025, Diaz Liranzo served as the Primera or Number One of the Lynn Chapter of the Trinitarios. Diaz Liranzo admitted to participating in a shooting that took place in March 2019 that targeted multiple rival gang members outside of a Lynn nightclub. The victims were lured there by another member, who posed as a woman who needed a ride. Equipped with a firearm and knowledge of the victims whereabouts and vehicle they were driving, the defendant travelled to the nightclub and opened fire at the vehicle, discharging at least six rounds. During the incident, Diaz Liranzo shot two of the three victims seated in the car. Both victims suffered life-threatening injuries, but ultimately survived the incident.

    The charge of conspiracy to conduct enterprise affairs through a pattern of racketeering activity (also known as “racketeering conspiracy” or “RICO conspiracy”) provides for a sentence of up to life in prison, five years of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

  • MIL-OSI Security: Three KC Men Indicted for Multi-State Business Burglary Conspiracy

    KANSAS CITY, Mo. – Three Kansas City, Mo., men have been indicted by a federal grand jury for their roles in a conspiracy to burglarize beauty product and liquor stores across seven states.

    Gary Bailey, 24, Jermaine Threat, 25, and Dalvin Poindexter, 26, were charged in a nine-count indictment returned under seal by a federal grand jury in Kansas City, Mo., on Feb. 4, 2024. That indictment was unsealed and made public today following the arrest and initial court appearances of Bailey and Poindexter.

    The federal indictment alleges that Bailey, Threat, and Poindexter stole hundreds of thousands of dollars’ worth of merchandise during a series of business burglaries from March 2023 to January 2024.

    According to the indictment, the conspirators targeted beauty product and liquor stores in Missouri, Illinois, Iowa, Kansas, Nebraska, Indiana, and Texas. The conspirators smashed the storefront door or window glass to enter the stores afterhours and then stole fragrances, cosmetics, liquor, spirits, and other merchandise. The conspirators allegedly used posts on Facebook Marketplace and Facebook Stories, as well as group chat text messages, to sell the stolen goods and received payment in cash or through peer-to-peer payment services like CashApp. The indictment says they also kept some of the stolen items for themselves or gave it away to their friends and family.

    In addition to the conspiracy, Bailey, Threat, and Poindexter are charged together in seven counts of transporting stolen property across state lines.

    The charges contained in this indictment are simply accusations, and not evidence of guilt. Evidence supporting the charges must be presented to a federal trial jury, whose duty is to determine guilt or innocence.

    This case is being prosecuted by Assistant U.S. Attorney John Constance.   • MIL-OSI Security: Former Employee of Augusta National Golf Club Sentenced to a Year in Prison for Stealing Masters Golf Tournament Merchandise and Memorabilia

    CHICAGO — A former employee of the Augusta National Golf Club in Georgia was sentenced today to a year in federal prison for stealing millions of dollars’ worth of Masters golf tournament merchandise and memorabilia and selling it to online brokers.

    RICHARD BRENDAN GLOBENSKY, 40, of Evans, Ga., pleaded guilty last year in U.S. District Court in Chicago to a federal charge of transporting and transferring stolen goods in interstate commerce.  In addition to the prison term, U.S. District Judge Sharon Johnson Coleman today ordered Globensky to pay $3,448,842 in restitution to Augusta National.

    The sentence was announced by Morris Pasqual, Acting United States Attorney for the Northern District of Illinois, and Douglas S. DePodesta, Special Agent-in-Charge of the Chicago Field Office of the FBI.  Valuable assistance was provided by the FBI’s Art Crime Team.

    Globensky admitted in a plea agreement that he stole the merchandise and memorabilia from 2009 to 2022 while he was employed by the club as a warehouse assistant. The merchandise included Masters shirts, hats, flags, watches, and other goods, while the memorabilia included historically significant items, such as the Green Jackets awarded to tournament winners Arnold Palmer, Gene Sarazen, and Ben Hogan.  Globensky sold the merchandise to an online broker in Florida for a total of approximately $5.3 million.  He sold the historically significant memorabilia to the same broker, as well as to the broker’s associate, for nearly $300,000.  The brokers later re-sold the stolen merchandise and memorabilia, often at significant markups from the amounts paid to Globensky.  At least one of the stolen items was purchased by a collector in Chicago.

    During the last six years of the crime, Globensky spent more than $370,000 to purchase five vehicles and a motorboat, as well as more than $160,000 for Walt Disney-themed vacations and related activities.  Globensky also spent nearly $600,000 on construction of a custom-built residence in Georgia and approximately $32,000 at luxury retailer Louis Vuitton.

    “The funds Globensky obtained enabled him and his spouse to live a lifestyle far beyond their means,” Assistant U.S. Attorney Brian Hayes argued in the government’s sentencing memorandum.  “The manner in which he spent the proceeds suggests greed was his primary motivation for committing the offense.”

  • MIL-OSI Security: Human Smuggling Foot Guide Convicted of 2 Counts by Federal Jury in Del Rio

    DEL RIO, Texas – A federal jury in Del Rio convicted Nicacio Arellano-Garcia today for one count of conspiracy to transport illegal aliens and one count of illegal alien transportation placing lives in jeopardy.

    According to court documents and evidence presented at trial, Arellano-Garcia, 34, of Mexico, conspired to transport five illegal aliens with codefendant Alexander Galvez-Zelaya, 30, of Honduras, and other facilitators. Arellano-Garcia served as the foot guide, while Galvez-Zelaya was the driver.

    Arellano-Garcia walked the five illegal aliens through the brush for two days. One of the illegal aliens fainted just before getting picked up by Galvez-Zelaya and, at some point before or entering the vehicle, the alien died. A medical examiner later confirmed the deceased illegal alien died from a combination of dehydration and environmental exposure to walking in the brush.

    On Feb. 11, 2024, the illegal aliens and the foot guide were picked up in the vehicle driven by Galvez-Zelaya. A high speed chase with law enforcement ensued when a Zavala County Sheriff’s Office deputy attempted to conduct a traffic stop for defective license plate lighting. Galvez-Zelaya exceeded speeds of 100 miles per hour and crashed into a private property fence near La Pryor. Both Arellano-Garcia and Galvez-Zelaya were arrested and confirmed to be illegally present in the United States.

    Galvez-Zelaya pleaded guilty Nov. 4, 2024 to one count of conspiracy to transport aliens placing lives in jeopardy and is scheduled to be sentenced May 28. Both defendants face up to 20 years in federal prison for each count.

    Acting U.S. Attorney Margaret Leachman for the Western District of Texas made the announcement.
