    WASHINGTON, D.C. – U.S. Senator Ted Cruz (R-Texas), Chairman of the Senate Commerce Committee, Ranking Member Maria Cantwell (D-Wash.), and Sens. Dan Sullivan (R-Alaska) and Tammy Baldwin (D-Wis.), introduced the Coast Guard Authorization Act of 2025, and it passed the Senate by unanimous consent. The bipartisan measure was agreed to at the end of last year by leaders of both the Senate Commerce Committee and House Transportation and Infrastructure Committee, but the session ended before final passage could occur. The bill authorizes funding to strengthen the Coast Guard’s ability to protect our borders, facilitate maritime commerce, unleash American energy, bolster deterrence efforts, and improve support for Coast Guard personnel and their families.
    Sen. Cruz delivered the following remarks on the Senate floor regarding the Coast Guard Authorization Act of 2025:
    “The United States Coast Guard is essential to protecting our Nation’s maritime borders from threats like illegal drugs, illegal immigration, and transnational crime.  The Coast Guard saves American lives and ensures that commerce flows smoothly at our ports.  
    “The Coast Guard Authorization Act of 2025 is bipartisan legislation that Senator Cantwell and I negotiated and agreed to with House Transportation & Infrastructure Committee Chairman Sam Graves and Ranking Member Rick Larsen.  It authorizes funding to bolster the Coast Guard’s critical missions of border security, facilitating maritime commerce, and enforcing the rule of law in domestic and international waters.
    “I want to draw attention to several key provisions in this bill.
    “Last year, the Coast Guard seized over 106 metric tons of cocaine.  Unfortunately, cartels are now using technology like miniature, remote-controlled drone ships to smuggle drugs across our maritime border.  Without this legislation, the Coast Guard would remain unable to prosecute criminals using these remote-controlled, autonomous vessels.  
    “The Coast Guard Authorization Act of 2025 expands the Coast Guard’s and Customs and Border Protection’s use of cutting-edge tools like Tactical Maritime Surveillance Systems, which are blimp-based radar systems—to find and interdict drug runners, poachers, and human traffickers at the Texas-Mexico border in the Gulf of America, in San Diego, Key West, and San Juan Puerto Rico.  
    “I ask my colleagues to stand with me and support President Trump’s vision of protecting our borders from drugs and illegal immigrants and of building ships to revitalize the Coast Guard’s fleet.  I urge my colleagues to support the Coast Guard Authorization Act.”

    BACKGROUND
    The Coast Guard Authorization Act of 2025 makes several enhancements to the Coast Guard’s operations by:

    Expanding efforts to interdict and prosecute illicit drug trafficking. The Maritime Drug Law Enforcement Act will now ensure the United States can prosecute drug traffickers who utilize remote-controlled or autonomous vessels to smuggle illegal narcotics.

    Protecting personnel from illicit drug exposure. All Coast Guard installations will be required to maintain a supply of medication to treat opioid overdoses, including fentanyl.

    Upgrading icebreaker fleet. The bill directs the Coast Guard to establish a replacement plan for aging icebreaking tug fleets and expedite the delivery of new icebreakers.

    Addressing grossly negligent operations of vessels. With the steady rise of vessel traffic on U.S. waterways, individuals who operate a vessel in a grossly negligent manner and cause serious bodily injury will be held accountable with appropriate criminal penalties.

    Mapping Arctic maritime routes. The Arctic Circle has strategic economic and military significance for the United States. This provision would promote American interests in the region and improve emergency response capabilities and infrastructure needed to support vessel traffic.

    Increasing the Coast Guard’s deterrence capabilities. With increased instances of illegal fishing operations and illicit drug trafficking in the South China Sea, it is critical that the United States Coast Guard and Taiwan Coast Guard Administration conduct joint and integrated maritime operational and leadership training to combat violations of maritime law and threats to our national security.

    Improving the livelihoods of Coast Guard families. The Coast Guard will grant a cash allowance to pregnant officers to purchase maternity-related uniform items, allow the Coast Guard to acquire more housing, and identify Coast Guard duty locations in which there is a misalignment between the basic allowance for housing and prevailing housing costs.

    Refining procedures to prevent and respond to sexual assaults. The Coast Guard will establish confidential reporting for sexual harassment, strengthen protective orders for victims, and provide access to the Department of Defense’s Defense Sexual Assault Incident Database. The bill also overhauls the transfer process for victims and allows victims of sex-related offenses to request temporary separation.

    Requiring the Coast Guard Academy to study its safety infrastructure. The Coast Guard Academy will be required to modify policy related to sexual assault matters, install electronic locking mechanisms to secure cadet rooms and common spaces, and update the Academy’s Board of Visitors to ensure better Congressional oversight and engagement.

    Adding units to the Coast Guard’s Junior Reserve Officers’ Training Corps (JROTC) program. The bill will increase the number of units from 14 to 20 to better recruit and retain a robust and well-qualified Coast Guard officer corps.

    With about 2,000 Coast Guard personnel stationed in Texas, the Service’s men and women have contributed significantly to Texas’s border security and economy. The Coast Guard Authorization Act of 2025 will specifically help Texans by:

    Allowing the Coast Guard to use a proven, performance-driven approach for inspecting foreign flag tank vessels.An overwhelming majority of the Coast Guard’s gas carrier compliance exams are conducted in Texas. Performance-driven examinations will allow the Coast Guard to work more efficiently and advance President Trump’s direction to ‘Unleash American Energy.’

    Establishing safety zones for space activities and offshore energy development activities. Texas is home to a robust commercial space and energy industry, and this authority allows the Coast Guard to establish safety zones in support of space launches and recovery, as well as offshore energy development activities, ensuring more job growth and greater energy security.

    Streamlining the process of data sharing between the Coast Guard and U.S. Customs and Border Protection.Tactical maritime surveillance systems (TMSS) at the Coast Guard Station on South Padre Island will be used for the purposes of data integration and information sharing with U.S. Customs and Border Protection to aid in the detection and interdiction of illegal aliens and fish poachers.

    Upgrading Coast Guard facilities to support border security operations and future aviation missions. The bill specifically requires studies on improving Texas-based Coast Guard Stations on South Padre Island, Port Aransas, and Port O’Connor, as well as the Coast Guard Air Station in Corpus Christi.

  • MIL-OSI USA: Kaine & Cornyn Introduce Bipartisan Bill to Strengthen Security, Combat Corruption and Drug Trafficking in the Caribbean

    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA), Ranking Member of the Senate Foreign Relations Subcommittee on the Western Hemisphere, and U.S. Senator John Cornyn (R-TX), a member of the Senate Foreign Relations Committee, introduced the Caribbean Basin Security Authorization Act, bipartisan legislation to improve security cooperation, combat drug trafficking, strengthen the rule of law, counter malign influence from China and Russia, and expand natural disaster resilience in the Caribbean region.

    “What happens in the Caribbean affects the security and economic prosperity of the United States,” said Kaine. “This bipartisan legislation is critical to promoting stability, countering China’s growing influence, and combating drug cartel activity in the region. Not only will I continue to urge the Administration to carry out the foreign assistance investments that Congress has previously voted to fund, I will continue to push for legislation like this one to work with our partners to protect our national security.”

    The Caribbean Basin Security Authorization Act would boost support for the Caribbean Basin Security Initiative (CBSI), a foreign assistance program that began in 2009 and includes Antigua and Barbuda, the Bahamas, Barbados, Dominica, the Dominican Republic, Grenada, Guyana, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, and Trinidad, and Tobago. Specifically, the legislation would:

    • Authorize funding between Fiscal Years 2025-2029 for CBSI to promote citizen safety, security, and rule of law; prioritize efforts to combat corruption; counter malign influence from the China, Russia, Iran, and other authoritarian regimes; and promote strategic engagement, including consultation with civil society and the private sector.
    • Require the Secretary of State, in consultation with the United States Agency for International Development (USAID), the U.S. International Development Finance Corporation, and the Inter-American Foundation, to promote efforts to improve disaster response and resilience.
    • Require the Secretary of State, in consultation with USAID, to submit an implementation plan for CBSI within 180 days of enactment.
    • Encourage increased law enforcement collaboration between CBSI beneficiaries and Haiti – a country that is on the brink of collapse.
    • Promote greater U.S. interagency cooperation in implementing CBSI.

  • MIL-OSI Europe: Answer to a written question – Lobbying and transparency rules regarding the new position of Diederik Samsom – P-001371/2024(ASW)

    Diederik Samsom informed the Commission about his appointment by the Dutch Minister of Finance to the function of chair of the Supervisory Board of Gasunie, a transmission system operator in charge of large-scale energy infrastructure for transport and storage which is 100% owned by the Dutch State.

    After a thorough examination of Mr Samsom’s responsibilities in the Commission during his last three years in the service and of his envisaged activity as well as of risks resulting thereof for the interests and reputation of the institution, the Commission issued a decision authorising the employment subject to the respect of strict restrictions.

    These restrictions will be disclosed at a later stage, as part of the Commission’s annual publication of information concerning the occupational activities of senior officials after leaving the service.

    As regards Mr Samsom’s late notification of his intended employment, the Commission would like to recall that, according to Article 16(2) of the Staff Regulations[1], staff members must inform their institution of their intention to engage in an occupational post-service activity, during the two years after leaving the service.

    The Investigation and Disciplinary Office of the Commission has been mandated to establish whether Mr Samsom was in breach of this obligation. Information on individual cases is confidential.

  • MIL-OSI Europe: €10 million EIB Global and WHO initiative to strengthen public health across Lebanon

    • The European Investment Bank and the World Health Organization signed the agreement today at the EIB Group Forum in Luxembourg
    • Lebanon’s health system is under significant economic and financial strain.
    • The donor-funded initiative will re-establish Lebanon’s Central Public Health Laboratory and prioritise medication provision and healthcare support to over 50,000 people with chronic diseases like diabetes, cardiovascular issues, and cancer.

    The European Investment Bank (EIB Global) and the World Health Organization (WHO) have formally launched a €10 million grant support to boost health resilience across Lebanon, including combating medicine scarcity and fragmented laboratory services.

    The cooperation was signed at the EIB Forum in Luxembourg by WHO Director-General Dr Tedros Adhanom Ghebreyesus and EIB Vice President Thomas Östros and will support the re-establishment of the Central Public Health Laboratory in Lebanon crucial for enhancing the detection capacity for emerging infectious diseases. It will test for emergency infectious diseases, promptly confirming potential pathogens to prevent outbreaks, which will be especially relevant among vulnerable displaced populations and refugees. The CPHL will also test all blood donations to ensure safe transfusions.

    Today’s agreement will also unlock provision of essential medicines and expert support to primary healthcare centres across Lebanon. This will enable public healthcare centres to restore services, including reproductive health and prevention of gender-based violence, addressing specific gender gaps in services.

    EIB Group President Nadia Calviño said, “Strategic partnerships and win-win solutions are more important than ever in these challenging times. This important European Union financing for Lebanon’s public health system is also the fruit of our good cooperation with our fellow multilateral institutions and the excellent partnership with the World Health Organisation whose expertise on the ground is vital to deliver projects like this one.”

    WHO Director-General, Dr Tedros said: “This initiative comes at a critical time for Lebanon and will make a real difference in strengthening Lebanon’s capacity to detect and respond rapidly to health emergencies, and in expanding access to lifesaving medicines. It’s a perfect example of the impact that WHO, EIB and other multilateral development banks aim to have around the world through the Health Impact Investment Platform.”

    “We are grateful for the EIB and WHO’s support for Lebanon’s health sector. This initiative will help us address critical needs, improve the quality of care, and build a more resilient health system for people living across Lebanon,” said Ambassador of Lebanon to Belgium and Luxembourg Fadi Hajali.

    “This joint initiative by the European Investment Bank and implemented by WHO is a crucial step towards strengthening Lebanon’s health system and ensuring that vital services reach the most vulnerable.     This project in Lebanon builds on previous projects co-managed by WHO and the EIB in Palestine, Rwanda and Angola.  It paves the way for the operational launch of the Health Investment Platform- a unique financing approach that has seen several multilateral development banks, including the Islamic Development Bank and African Development Bank join the EIB and WHO to provide a targeted and strategic approach to primary health care financing. 

    Lebanon’s health system is under significant strain due to a severe economic and financial collapse, compounded by multiple crises, including conflict in southern Lebanon, the Beirut port explosion, the Syrian conflict and a cholera epidemic. Humanitarian challenges continue to escalate, making the population increasingly vulnerable.

    The initiative will prioritise medication provision and healthcare support, including supporting over 50,000 people with chronic diseases like diabetes, cardiovascular issues, and cancer. Vulnerable populations, including those affected by the current conflict, Syrian refugees, and others will benefit from this initiative. Lebanon hosts approximately 1.5 million Syrian refugees and around 200,000 Palestinian refugees, constituting about one-third of the total Lebanese population. In addition, in 2025, the number of displaced people within Lebanon has risen to over 950,000.

    The initiative will be implemented by the World Health Organization and is fully endorsed by the Lebanese Ministry of Public Health. The initiative will contribute to the Ministry of Public Health’s strategy to strengthen the health services among vulnerable populations, including those affected by the current conflict.

    In a Republic that claims to be united and indivisible, it is unacceptable for our overseas compatriots to be treated as second-class citizens. The exclusion of the overseas territories from the European Social Charter constitutes a profound injustice and a flagrant breach of the principle of equal rights.

    This situation reflects a persistent contempt on the part of the elites towards these territories, which are already facing serious economic, social and environmental inequalities: wages are much lower than in mainland France, access to drinking water is still precarious and the issue of chlordecone poisoning has not been properly addressed.

    Against this backdrop, the inaction of the European and national authorities is unacceptable. It is time to mobilise all parliamentary bodies to demand justice and compensation. The ratification of the European Social Charter for Overseas France would be a major step forward in guaranteeing these citizens the same rights and protections as those in mainland France.

  • MIL-OSI Canada: Premier announces new measures to defend B.C. from Trump tariffs

    Premier David Eby has announced new tariff-response measures with the intention of bringing forward legislation that will defend British Columbians, workers and businesses from U.S. President Donald J. Trump’s tariffs on Canadian goods and energy.

    “The White House started a trade war we didn’t want, and we must answer with strength,” Premier Eby said. “We are responding to this unprecedented attack with several targeted measures and in the coming weeks we will arm ourselves with even more tools as next steps to fend off a sustained economic aggression.”

    The B.C. government intends to introduce tariff-response legislation in the coming days that will give the Province new tools to defend B.C. jobs and businesses and respond swiftly and nimbly to emerging challenges brought on by Trump’s trade war. This would enable a range of responses, including the ability to remove interprovincial trade barriers, mandating that low-carbon fuels added to gasoline and diesel be produced in Canada, and allowing B.C. to apply tolls/fees to U.S. commercial vehicles using B.C. infrastructure to travel to Alaska.

    “The tariffs imposed by Trump are a profound mistake and are hurting families on both sides of the border,” Premier Eby said. “My team will continue to work hard every day to defend British Columbians through this and come out stronger on the other side. Every option is on the table.”

    The Province’s initial response to tariffs includes directing the BC Liquor Distribution Branch to immediately stop buying American liquor from “red” states and remove red-state brands from the shelves of public liquor stores. The B.C. government and Crown corporations have also been directed to buy Canadian goods and services first.

    The counter-measures are a first step and part of a Team Canada approach that includes 25% tariffs on $155 billion worth of imported U.S. products imposed by the federal government, as well as additional measures from other provinces and territories.

    First ministers have also agreed to take meaningful action to reduce barriers to internal trade and labour mobility by June 1, 2025. The B.C. government’s plan to fight back against the tariffs and defend British Columbians includes:

    1. responding to U.S. tariffs with tough counter-actions and outreach to American decision-makers;
    2. strengthening B.C.’s economy by expediting projects and supporting industry and workers; and
    3. diversifying trade markets for B.C. products so British Columbia is less reliant on U.S. markets and customers, including by breaking down domestic trade barriers.

    As part of this approach, B.C. is moving full steam ahead on new actions to seize economic opportunities and find new trade markets to reduce B.C.’s reliance on the U.S.

    The Province is accelerating approvals and permits on major projects that are ready to move forward to create good jobs and support B.C.’s economy in the face of tariffs. The initial list of projects is valued at $20 billion in investment and is expected to create 8,000 family-supporting jobs, especially in rural and remote communities.

    To support B.C.’s strong tariff response and ensure actions are swift, responsive and co-ordinated, Premier Eby has established a trade and economic security task force to bring together business, labour and Indigenous leadership. A new task force on agriculture and the food economy will help ensure B.C.’s food supply and food economy continue to grow in the face of tariffs, a B.C. softwood advisory council is developing a diplomatic and trade strategy to fight for B.C.’s interests in the ongoing softwood lumber dispute, and a new cabinet committee is co-ordinating the whole-of-government approach the Province is taking.

    Quick Facts:

    • Estimates indicate 25% tariffs on Canadian mineral exports will cost American companies more than US$11 billion and have a profound effect on the U.S. defence industry, energy production and manufacturing.  
    • The share of B.C.’s goods exports to the U.S. dropped to 52.8% in 2024, compared to 65.8% in 2000. At the same time, B.C. has expanded its trade relationships with key Asian markets, including China and South Korea.
    • In comparison, approximately 88% of Alberta’s goods exports and an average of 76.1% of Ontario and Quebec’s goods exports went to the U.S. in 2024. This places B.C. in a relatively better position than other provinces when it comes to mitigating the impacts of U.S. tariffs. However, the impact would still be significant.
    • Some sectors are more reliant on the U.S. for exports. For example, in 2024, B.C. exported all its natural gas and electricity and 74.8% of its softwood lumber to the U.S.
    • For goods coming into B.C., U.S. imports make up 34.5% of total incoming trade, including machinery and equipment, agriculture and food, as well as energy products

  • MIL-OSI Canada: Investing in Capital Upgrades and Operational Efficiencies at Saskatoon City Hospital

    The Government of Saskatchewan is supporting the Saskatchewan Health Authority (SHA) in continuing efforts to address the capacity pressures in provincial hospitals, with the immediate focus on Saskatoon City Hospital (SCH).

    The province is investing an additional $15 million this fiscal year to accelerate capital renovations, equipment upgrades and operations to expand acute care services at SCH. This will include the addition of over 100 acute care inpatient beds.

    This funding builds on the $30 million previously allocated in the 2024-25 budget to enhance hospital capacity and expand emergency and acute care services.

    “The work we do today will have a lasting impact on the provincial health care system. We are working closely with our health care partners to improve capacity and deliver more effective, efficient services,” Health Minister Jeremy Cockrill said. “These efforts are ongoing, and we are committed to ensuring Saskatchewan hospitals have the resources to provide high-quality care to every patient.”

    The Government of Saskatchewan committed the increased funding to support the work to ensure patients receive timely, high-quality care. There will be additional announcements in the upcoming provincial budget.

  • MIL-OSI New Zealand: Health and Politics – Hey Minister, how about saving 700 lives?

    The Health Minister has allocated many millions of dollars in recent days for primary healthcare and bowel cancer, which is very welcome, but so far can’t find anything in the cupboard for the 700 men who die each year of prostate cancer.

    “Everyone agrees that the earlier a cancer is detected, the better the clinical outcomes for individual patients. And it’s generally cheaper to treat cancer earlier on than later on. So its a win-win! However it appears that perhaps the government may think differently about prostate cancer?” said Peter Dickens, chief executive of the Prostate Cancer Foundation of New Zealand.
     
    “While it’s admirable that Minister Brown has increased the eligibility for bowel cancer screening, funded more kiwis to train as doctors, and injected $285 million into general practice, it’s disappointing that once again there’s nothing for men at risk of dying of prostate cancer.”
     
    The Prostate Cancer Foundation is asking for an initial investment of only $6.4 million over four years to establish a prostate cancer screening pilot in Waitemata and Tairāwhiti. Lessons learned would support a national screening programme eventually.  An NZIER report shows that the return on this investment is compelling. It compares very well on a value of money basis to some other health interventions.  
     
    It’s frustrating that successive Ministers seem to be ignoring the benefit of allocating a miniscule part of the $30 billion health budget to reduce prostate cancer death and harm for our dads, brothers, partners and sons.
     
    “What are we waiting for?  More than 700 men die each year of prostate cancer, and about 4,000 are diagnosed. These numbers are increasing and forecast to double by 2044. Between 2015-2019, there were 19,132 diagnoses of prostate cancer, but between 2040 and 2044, researchers are projecting 42,009 will be diagnosed[1].
     
    “But despite the death toll and two national screening programmes for women, the government hasn’t yet committed to funding a screening programme for a cancer that is specific to men.”
     
     
    After the government last year found $600 million for Pharmac, the Health Minister made further announcements this week at ‘In Pursuit’, a cancer conference with an agenda dominated by diseases  such as breast, bowel and cervical cancer – all of which have large screening programmes – and lung cancer, likely to be next screening cab off the rank.
     
    At the conference, Te Aho o Te Kahu Cancer Control Authority chief executive Rami Rahal said if we think we’re having trouble now, in 20 years’ we’re not going to be able to cope if we keep doing things the same way.

    SAFE is calling for rodeo riders to be excluded as contenders from all future rounds of the New Zealand Rural Sports Awards, saying the inclusion of rodeo legitimises animal cruelty.
    SAFE Campaign Manager Emily Hall says the organisation was shocked to learn 20-year-old bull rider Rylee Ward has been named as a finalist for ‘Young New Zealand Rural Sportsperson of the Year.’
    “Sport involves a fair competition between willing participants. The animals forced to participate in rodeo events are suffering and dying in the name of entertainment,” says Hall.
    “This is not the first time rodeo riders have been included as contenders in these awards, and no activity built on animal abuse should ever be celebrated.”
    SAFE says the way animals are handled in the rodeo industry directly contradicts best-practice handling of horses, bulls, cows, and calves, with rodeo having no authentic connection to the real rural New Zealand.
    “The pain and torment these animals endure is absolutely appalling. Steers and calves are chased, choked, and violently thrown to the ground, with painful equipment used to provoke fear responses in horses and bulls.”
    “Rodeo only exists for the entertainment of a very small minority and is significantly at odds with most Kiwi’s expectations of animal welfare.”
    Highlighting the deaths of four animals so far this rodeo season, SAFE adds that most rodeo practices breach New Zealand’s Animal Welfare Act which states that any physical handling of animals must be done in a way that minimises the likelihood of unnecessary pain or distress.
    “The New Zealand Rural Games Trust should not be endorsing or rewarding activities that cause harm to animals or breach our animal welfare laws,” says Hall.
    With the 2025 award ceremony set to take place tonight, SAFE has written to the chair of the New Zealand Rural Games Trust urging them to exclude rodeo riders from all future awards.

    • There have been four deaths so far during the 2024/25 rodeo season; The first fatality was of a horse rendered lame following the Taupō rodeo on 29 December who was killed the following day. The second death on December 30 occurred at the Te Anau rodeo, where a three-year-old bull’s hind leg was dislocated during the bull riding event. He was killed on-site. A steer then died prior to the Oruru Valley event on 3 January after being transported from the Warkworth and Far North events. The fourth fatality occurred at the Mad Bull rodeo in Otago on 2 February where a bull died after being ridden the previous day.
    • Whilst vets are required to be on-site at all rodeo events, rodeo clubs are not obliged to report injuries or deaths sustained during events.
    • In July 2022, SAFE and the New Zealand Animal Law Association (NZALA) jointly contested rodeo in the High Court. The court ruled that the National Animal Welfare Advisory Committee (NAWAC) must determine appropriate animal welfare guidelines. However, neither NAWAC nor Andrew Hoggard have provided a justification for the significant delay on the revised rodeo code of welfare.

    Kidney Health New Zealand will be providing free testing for kidney disease at the Pasifika Festival this Saturday and Sunday at Auckland’s Western Springs.

    National Clinical Manager Merryn Jones says Pasifika people are among high-risk groups being targeted for free testing this month.

    “As a former dialysis nurse and transplant coordinator, I’ve met a lot of people living with kidney failure, and the stories are heartbreaking,” Ms Jones says.

    “Testing can identify some of the common risk factors for kidney disease, such as diabetes and high blood pressure, as well as kidney disease itself.

    “Early detection means people can better manage their kidney health by doing such things as making lifestyle changes or taking medications for high blood pressure or diabetes that may prevent or slow down the progression of chronic kidney disease”.

    Other high-risk groups include Māori, people of South East Asian and Indian descent, and those aged over 60 years.

    Kidney Health New Zealand will be in the Hub area near the Cook Island village at the Pasifika Festival from 9am to 5pm on Saturday and Sunday. The check takes about 5 minutes and includes a blood pressure check and a finger prick blood test.

    “If you’re going to the Pasifika Festival this weekend, please come and get a free test, otherwise ask your GP or healthcare provider for a test,” Jones says.

    “Early detection through testing and preventative measures are the key to tackling chronic kidney disease.”

    In New Zealand, kidney disease affects at least 1 in 10 people, although prevalence is believed to be higher in Māori and Pasifika populations.

    Kidney Health New Zealand, a charity dedicated to better kidney health for Kiwis, is doing free tests at events all around the country this month – including at New Zealand Parliament on 12 March. World Kidney Day is on 13 March.

    Union Minister for Electronics & Information Technology, Railways, and Information & Broadcasting, Shri Ashwini Vaishnaw marked a major milestone in India’s AI journey with the launch of several key initiatives under the IndiaAI Mission during its anniversary celebration in New Delhi today.

    The newly introduced initiatives include AIKosha: IndiaAI Datasets Platform, the AI Compute Portal, the AI Competency Framework for Public Sector Officials, iGOT-AI Mission Karmayogi, the IndiaAI Startups Global Acceleration Program with Station F, the IndiaAI Application Development Initiative and IndiaAI FutureSkills all aimed at strengthening AI-driven research, innovation, and skill development.
     

    While speaking at the event in New Delhi, Union Minister Shri Ashwini Vaishnaw emphasized that the launch of AIKosha: IndiaAI Datasets Platform and the AI Compute Portal marks a major milestone in enabling AI research and innovation in India. He highlighted that the AI Compute Portal will initially provide access to 10,000 GPUs, with 8,693 more to be added, offering AI compute services at a highly subsidized rate to support startups, researchers, and enterprises. He also noted India’s remarkable progress in global AI rankings, securing Rank 1 in AI skill penetration and being recognized among the Top 10 AI nations.

    He further stressed India’s DPI framework for AI, which ensures ethically sourced, consent-based datasets, reducing reliance on synthetic and foreign data. Speaking on AIKosha, he highlighted that the platform hosts over 300  datasets and over 80 models, fostering the development of diverse and unbiased AI solutions. Shri Vaishnaw also underscored the role of AI in governance and capacity building, mentioning the iGOT-AI Mission Karmayogi, which integrates AI-driven learning recommendations for public officials.

    Speaking on this occasion, MeitY Secretary Shri S. Krishnan emphasized that the launch of the AI Compute Portal is set to revolutionize AI deployment across the country. He highlighted that this portal represents the largest component of the IndiaAI Mission, with nearly 45% of the mission’s funding allocated to it. He further noted that AI is a cross-cutting technology that can enhance productivity and prosperity across government, corporate, and social sectors. Shri Krishnan stressed that leveraging AI is essential to realizing the Prime Minister’s vision of Viksit Bharat by 2047, requiring a technological leap to drive economic growth. Addressing comparisons with global AI investments, he pointed out that India’s Rs, 10,372 crore AI Mission is a structured, government-led initiative with seven clear verticals to ensure nationwide AI adoption.

    The IndiaAI Mission, approved in March 2024, is a landmark initiative dedicated to fortifying India’s AI ecosystem through strategic programs and partnerships spanning both public and private sectors. With a vision to democratize AI access, enhance data quality, cultivate indigenous AI capabilities, and ensure ethical AI practices, the Mission is structured around seven core pillars:

    Last month, Union Minister, Shri Ashwini Vaishnaw, launched several initiatives under the aforementioned pillars. These included a call for proposals for developing and deploying indigenous foundation models which garnered 67 submissions within just 15 days—the establishment of an AI Safety Institute for adoption of a techno-legal approach, and the announcement of eight selected projects under the Safe & Trusted AI pillar.

    Applauding the series of new ground-breaking developments by IndiaAI Mission, Shri Ashwini Vaishnaw said “Prime Minister Shri Modi’s last 10 years of efforts are culminating in unexpected growth for India. His vision and investments in technologies such as AI, semiconductors, and deep tech will propel India among the top 5 countries. Our Prime Minister’s vision has always been to democratize tech—imagine DPI enhanced by AI.” These initiatives will serve as a pivotal enabler for AI research, innovation, and application development in India, fostering an inclusive and responsible AI ecosystem.

    Launch of AIKosha: IndiaAI Datasets Platform

    To provide a unified portal for seamless access to datasets, tools and AI models, Hon’ble Union Minister has launched AIKosha: IndiaAI Datasets Platform. AIKosha is a secured platform that provides a repository of datasets, models and use cases to enable AI innovation. It also features AI sandbox capabilities through an integrated development environment along with tools and tutorials. The platform is equipped with the features like content discoverability, AI readiness scoring of datasets, permission based access & security mechanisms like data encryption at rest and in motion, secure API, and firewalls for real-time filtering of malicious traffic.

    Launch of IndiaAI Compute Portal

    IndiaAI had published a Request for Empanelment (RFE) inviting applications for the empanelment of AI services on the cloud. A competitive bidding process saw the participation of 19 bidders, offering diverse AI services, including GPUs and AI platforms. Following a rigorous technical evaluation, 10 bidders were shortlisted for the commercial bid opening. To ensure equitable access to computational resources, Hon’ble Union Minister has launched the IndiaAI Compute Portal that will offer AI compute, network, storage, platform and cloud services at discounted rates to startups, MSMEs, academia, researchers, PhD scholars, students, startups and government agencies. The portal will facilitate easy access to high end and mid range GPUs such as NVIDIA H100, H200, A100, L40S, and L4, AMD MI300x and 325X, Intel Gaudi 2, AWS Tranium and Inferentia along with network and storage services, ensuring cost-effective AI development capabilities and innovation. Eligible AI users will receive up to 40% subsidy on AI compute services on cloud. RFE for Inviting Applications for Continuous Empanelment of Agencies for providing AI services on Cloud is live.

    AI Competency Framework for Public Sector Officials

    Recognizing the critical role of AI in governance the AI Competency Framework was released at the event. The competency framework aims to equip public sector officials with skills related to AI competency mapping, and upskilling initiatives. This framework aligns with global best practices to ensure informed AI policy-making and implementation.

    iGOT-AI: AI-Powered Personalized Learning for Government Officials

    An advanced AI-powered personalized content recommendation system, developed to enhance the learning experience for government officials on the iGOT Karmayogi platform.

    IndiaAI Startups Global Acceleration Program with Station F

    In collaboration with STATION F and HEC Paris, the IndiaAI Mission will launch an acceleration program for Indian AI startups. This four-month immersive program (1 month online, 3 months onsite at STATION F in Paris) at the world’s largest startup campus will provide 10 selected AI startups with access to mentorship, networking, and global market expansion opportunities in Europe. A call for applications has been announced at the event.

    IndiaAI Innovation Challenge: Felicitation of AI Innovators

    The IndiaAI Application Development Initiative (IADI) pillar under the IndiaAI Mission focuses on developing, scaling, and promoting the adoption of impactful AI solutions with the potential for large-scale socio-economic transformation. Under this pillar IndiaAI has launched the IndiaAI innovation challenge which seeks to promote impactful AI solutions in critical sectors, over 900 AI solutions were submitted to address pressing challenges in Healthcare, Climate Change & Disaster Management, Governance, Agriculture, and Learning Disabilities. These solutions aim to improve healthcare outcomes, enhance access to public services, boost agricultural productivity, support individuals with learning disabilities, and mitigate the impacts of climate change. Following a rigorous evaluation process, 30 AI solutions have been shortlisted for the next stage across three stages of maturity: Idea, Prototype, and Existing Solutions.

    IndiaAI FutureSkills Fellowship: Introducing the IndiaAI Fellowship Student

    The IndiaAI FutureSkills initiative is conceptualized to mitigate barriers to entry into AI programs and will increase AI courses in undergraduate, masters-level, and Ph.D. programs. IndiaAI Fellowship students were introduced who  demonstrated their skills in AI Projects and shared their experiences how IndiaAI Fellowship has supported them in AI research. IndiaAI is disbursing tranches of the IndiaAI Fellowship, UG students PG students from various centrally funded institutes, including IITs, NITs, IIITs, as well as other government and private academic institutes.

    Additionally, IndiaAI Data Labs are being established in Tier 2 and Tier 3 cities across India to impart foundational level courses. IndiaAI has developed two courses for the roles of Data Annotator and Data Curator, focusing on sectors such as healthcare, education, manufacturing, and agriculture to be imparted in IndiaAI Data Labs across NIELIT and ITI centres.

    The Launch of AIKosha, AI Compute Portal and other IndiaAI initiatives signifies a major step in democratizing AI access, enabling research-driven innovation, and strengthening India’s global AI leadership. The event brought together key stakeholders from the AI ecosystem, including government officials, researchers, industry leaders, and startups, fostering collaboration to build a robust AI-powered future for India.

    The Prime Minister Shri Narendra Modi participated in the Republic Plenary Summit 2025 in the Bharat Mandapam, New Delhi today. Addressing the gathering, he congratulated Republic TV for its innovative approach for involving youth at the grassroots level and organizing a significant hackathon competition. He remarked that when the nation’s youth get involved in the national discourse, it brings novelty to ideas and fills the entire environment with their energy. He emphasized that this energy was being felt at the summit. He further stated that the involvement of youth helps break all barriers and go beyond boundaries, making every goal achievable and every destination reachable. He appreciated Republic TV for working on a new concept for this summit and extended his best wishes for its success. Shri Modi reiterated his idea of bringing one lakh youth without any political background to the politics of India

    “World is now recognizing this century as India’s century and India’s achievements and successes have sparked new hope globally”, highlighted Shri Modi. He stated that India, once perceived as a nation that would sink itself and others, is now driving global growth. He added that the direction of India’s future is evident from the work and accomplishments of today, pointing out that even 65 years after independence, India was the world’s eleventh-largest economy. However, in the past decade, India has become the fifth-largest economy and is now rapidly moving towards becoming the third-largest economy in the world. 

    Recalling the situation 18 years ago, in 2007, when India’s annual GDP reached US $1 trillion, the Prime Minister highlighted that back then, the economic activity in India for an entire year was US $1 trillion. He added that today, the same amount of economic activity is happening in just one quarter, which demonstrates the rapid pace at which India is progressing. He provided examples to show the significant changes and results achieved in the past decade, highlighting that in the last 10 years, India has successfully lifted 25 crore people out of poverty, a number greater than the population of many countries. Shri Modi also reminded the audience of the time when only 15 paise out of one rupee sent by the government reached the poor, with 85 paise lost to corruption. In contrast, over the past decade, more than ₹42 lakh crore have been transferred directly to the accounts of the poor through Direct Benefit Transfer (DBT), ensuring that the entire amount reaches the beneficiaries.

    Underlining that 10 years ago, India lagged behind in solar energy, the Prime Minister remarked, “today, India is among the top 5 countries in solar energy capacity, having increased it 30 times, while solar module manufacturing has also seen a 30-fold increase”. He also stated that 10 years ago, even children’s toys like Holi water guns were imported, while today, India’s toy exports have tripled. He also pointed out that 10 years ago, India imported rifles for its army, but in the past decade, India’s defense exports have increased 20 times.

    Prime Minister further highlighted that in the past 10 years, India has become the world’s second-largest steel producer, the second-largest mobile phone manufacturer, and the third-largest startup ecosystem. He remarked that in the same period, India’s capital expenditure on infrastructure has increased fivefold and the number of airports in the country has doubled, and the number of operational AIIMS has tripled. He further emphasized that in the past decade, the number of medical colleges and medical seats has nearly doubled.

    “Today’s India thinks big, sets ambitious targets, and achieves significant results”, emphasised the Prime Minister, remarking that this is happening because the nation’s mindset has changed, and India is moving forward with great aspirations. He highlighted that previously, the mindset was to accept the status quo, but now, people know who can deliver results. He cited examples of how the aspirations of the people have evolved, from requesting drought relief work to demanding Vande Bharat connectivity and international airports. He pointed out that the previous dispensations had crushed the aspirations of the people, leading them to lower their expectations. However, today, the situation and mindset have changed rapidly, and people are now driven by the goal of a Viksit Bharat. 

    Underscoring that the strength of any society or nation increases when barriers and obstacles are removed for its citizens, Shri Modi said that this enhances the capabilities of the citizens, making even the sky seem small. He pointed out that the Government is continuously removing the obstacles placed by previous administrations and cited the example of the space sector, where earlier everything was under ISRO’s purview. While ISRO did commendable work, the potential of space science and entrepreneurship in the country was not fully utilized. He remarked that the space sector has now been opened up for young innovators, resulting in the creation of over 250 space startups in the country. These startups are now developing rockets like Vikram-S and Agnibaan, he added. The Prime Minister also mentioned the mapping sector, where previously government permission was required to create maps in India. This restriction has been removed, and today, geospatial mapping data is paving the way for new startups. Pointing out that the nuclear energy sector was previously under government control with various restrictions, the Prime Minister said that this year’s budget has announced the opening of this sector to the private sector, paving the way for adding 100 gigawatts of nuclear energy capacity by 2047. 

    Prime Minister emphasized that there was over ₹100 lakh crore of untapped economic potential in India’s villages and that this potential was present in the form of houses in villages, which lacked legal documents and proper mapping, preventing villagers from availing bank loans. He pointed out that this issue is not unique to India, as many large countries also lack property rights for their citizens. International organizations state that countries providing property rights to their citizens see a significant boost in GDP, he added. “The Swamitva Scheme has been launched to provide property rights for village houses in India and drones are being used to survey and map each house in villages”, remarked the Prime Minister, emphasising that property cards are being distributed across the country, with over 2 crore property cards already issued. He pointed out that the lack of property cards previously led to numerous disputes and court cases in villages, which have now been resolved. He further stated that villagers are now able to obtain bank loans using these property cards, enabling them to start businesses and pursue self-employment.

    Adding that the biggest beneficiaries of the examples he provided were the youth of the country, Shri Modi said, “youth are the largest stakeholders in a Viksit Bharat and the X-Factor of today’s India, where X stands for Experimentation, Excellence, and Expansion”. He explained that the youth have created new paths by moving beyond old methods, set global benchmarks, and scaled up innovations for 140 crore Indians. He pointed out that the youth could provide solutions to the country’s major problems, but this potential was not utilized earlier. The Prime Minister mentioned that the government now organizes the Smart India Hackathon every year, with 10 lakh youth participating so far. He remarked that various ministries and departments have presented numerous problem statements related to governance to these young participants, who have developed around 2,500 solutions. He expressed his happiness that the hackathon culture was being promoted further by Republic TV too. 

    “In the past decade, the country has experienced new-age governance, transforming impact-less administration into impactful governance”, stated the Prime Minister. He added that people often say they are benefiting from government schemes for the first time, even though these schemes existed before. The difference now is the ensured last-mile delivery, he said. Emphasising that previously, houses for the poor were sanctioned on paper, but now, houses are being built on the ground, Shri Modi remarked that the entire process of house construction was government-driven, deciding the design and materials. However, the government has now made it owner-driven, transferring money to the beneficiary’s account, allowing them to decide the house’s design, he mentioned. The Prime Minister said that competitions were held across the country for house designs, involving public participation, which improved the quality and speed of house construction. He highlighted that earlier, incomplete houses were handed over, but now, the government is providing dream homes for the poor, complete with water connections, gas connections under the Ujjwala scheme, and electricity connections under the Saubhagya scheme. “We have not just built four walls but have brought life to these homes”, he added.

    Stressing the importance of national security for a country’s development, the Prime Minister underlined the significant work done in the past decade to enhance security. He recalled that earlier, serial bomb blast breaking news and special programs on sleeper cell networks were common on TV, but today, such incidents are absent from both TV screens and Indian soil. He remarked that Naxalism is now on its last breath, with the number of affected districts reduced from over a hundred to less than two dozen. This was achieved by working with a “nation first” spirit and bringing governance to the grassroots level in these areas, he added. Shri Modi highlighted the construction of thousands of kilometers of roads, schools, hospitals, and the reach of 4G mobile networks in these districts and the results are evident for all to see.

    Shri Modi highlighted that decisive government actions have cleared Naxalism from the jungles, but it is now spreading to urban centers. He remarked that Urban Naxals have rapidly infiltrated political parties that were once opposed to them and inspired by Gandhian ideology, rooted in India’s heritage. He said that the voices and language of Urban Naxals are now heard within these political parties, indicating their deep-rooted presence, and warned that Urban Naxals are staunch opponents of India’s development and heritage. He acknowledged Shri Arnab Goswami’s efforts in exposing Urban Naxals and stressed that both development and strengthening heritage are essential for a developed India, urging caution against Urban Naxals.

    “Today’s India is reaching new heights by facing every challenge”, said Shri Modi, expressing confidence that the Republic TV network will continue to elevate journalism with a “nation first” spirit. He concluded by saying that Republic TV’s journalism will continue to catalyze the aspirations of a developed India.

    The new office of the Petroleum and Natural Gas Regulatory Board (PNGRB) at World Trade Center, Nauroji Nagar, New Delhi, was inaugurated today by Shri Hardeep Singh Puri, Hon’ble Minister of Petroleum and Natural Gas in the presence of Shri. Pankaj Jain, Secretary, Ministry of Petroleum & Natural Gas, PNGRB’s Board, Senior officials and industry stakeholders.

    The new office will house multiple meeting rooms and a large Conference Room to facilitate interaction between the Board and the stakeholders. It is notable that the older office was hired when the Board was constituted in the year 2007 and had become insufficient to meet the requirement. The new office will also house the National Hydro-carbon Infrastructure Management System (NHIMS). This Centre will receive real time information of petroleum and natural gas transport across the country as well as real time progress of the pipeline authorized by the PNGRB.

    The Minister commended PNGRB for its initiative in developing the National Hydrocarbons Infrastructure Monitoring System (NHIMS). It is a fusion of software technologies which consume real-time data from Petroleum & Natural Gas companies and integrate roads, railways, and forest water bodies thereby enabling more strategic planning and efficient monitoring. Furthermore, the Hon’ble Minister underscored the importance of ensuring the autonomy of regulatory bodies to enhance coordination and optimize governance in the sector.

    On this occasion, the Dr. Anil Kumar Jain, Chairperson, PNGRB, reaffirmed PNGRB’s commitment to fostering a conducive environment for ensuring a fair regulatory framework and promoting sustainable growth in the Petroleum and Natural Gas sector.

    New Delhi; 06 March 2025: Lok Sabha Speaker Shri Om Birla today asserted that dynamic and visionary youth of India would spearhead groundbreaking innovations and lead the charge in research across the world. The Speaker also celebrated the unparalleled strength and resilience of Indian women, noting that women are at the forefront of India’s growth and its journey towards a Viksit Bharat. He observed that women today are seizing vast opportunities and leading in diverse fields, hoping that they will soon emerge as the true torchbearers of the nation’s future. Addressing the students and other invitees at the Business Conclave hosted by the renowned Shri Ram College of Commerce, Delhi University, today, he emphasized that it is the youth and women of India who will drive the transformative changes across the globe, shaping the future with their intellect and dedication.

    Shri Birla acknowledged that the ever-evolving landscape of technology has the power to expand the horizons of the mind. However, he also cautioned that in embracing the technological revolution, one must remain deeply conscious of the societal context and the challenges it brings. Reaffirming India’s growing prowess in innovation and research, Shri Birla was confident that the world would soon look towards India as the leader of change and progress. He urged the youth to become the architects of this global transformation, as they hold the key to realizing India’s boundless potential. The youth and women of India will unquestionably lead the charge in shaping the future of the world, he asserted.

    Shri Birla encouraged the students to cultivate creativity and an expansive mindset in today’s fiercely competitive world. He reminded them that failure is merely a precursor to success, and that perseverance, coupled with ingenuity, is the true path to achievement.

    Drawing from his own personal journey, Shri Birla nostalgically referred to student life as the “golden phase” in one’s life, a time brimming with boundless opportunities and potential. He counselled the students to carve out their path early, setting steadfast goals, and pursuing them with relentless determination. He said that the pursuit of one’s dreams requires more than just ambition; it requires a single-minded focus and unwavering perseverance.

    Shri Birla further underscored the importance of resilience, urging students not to allow the lack of resources to hinder their progress. Stressing that a determined spirit can convert obstacles into triumphs, he underlined the importance of self-confidence, noting that it is only with a strong and positive mindset that one can contribute to the betterment of society and the nation, while simultaneously achieving personal milestones.

    In his reflections on the essence of education, Shri Birla mentioned that education is a beacon that illuminates the mind, nurtures the soul, and inspires the individual to become a catalyst for change and progress within society.     JAMMU, March 6 : Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh today flagged off the CSIR-developed e-Tractor roadshow from Jammu, which will ahead for Kanyakumari, covering the entire country.

    This marks a significant milestone in India’s journey towards sustainable and technology-driven agriculture. The e-tractor, which was initially launched in Delhi, has been put on a nationwide roadshow to raise awareness about eco-friendly and cost-effective solutions in farming. After its stop in Jammu, the e-tractor will travel across various regions before reaching its final destination in Kanyakumari.The Minister has also inaugurated and E-Tiller developed by CSIR-Central Mechanical Engineering Research Institute (CMERI), Durgapur, a constituent lab.

    Speaking at the flag-off ceremony, Dr. Jitendra Singh underscored the importance of innovation in agriculture and how CSIR’s technology will contribute to the ease of farming, reducing operational costs and promoting sustainability. “This e-tractor is not just an advanced technological intervention but a step towards ensuring affordable and environment-friendly farming solutions. It reflects our commitment to integrating innovation with agriculture, benefiting both farmers and agri-startups,” he stated.

    Dr. Jitendra Singh highlighted that the e-tractor aligns with the government’s broader vision of promoting green energy and self-reliance in agriculture. He pointed out that while traditional farming practices rely on expensive fossil fuels, the electric tractor offers a viable alternative that significantly reduces carbon emissions and operating expenses. “By adopting this technology, farmers will not only reduce their fuel costs but also contribute to environmental conservation. The roadshow will allow farmers across the country to witness firsthand how this new technology can transform agriculture,” he added.

    The Minister further emphasized that CSIR’s initiatives are aimed at bridging the technological divide in Indian farming by bringing scientific innovations directly to the grassroots. “CSIR has been actively working on technologies that enhance efficiency and productivity in the agricultural sector. The e-tractor is an example of how research-driven innovations can be commercialized for widespread adoption,” he said.

    In his address, Dr. Jitendra Singh also spoke about the government’s concerted efforts to promote agricultural entrepreneurship through policies that support agri-startups, rural youth, and women entrepreneurs. He reiterated that the government’s Bio-E3 policy—Biotechnology for Environment, Economy, and Employment—is ensuring that scientific advancements translate into economic opportunities for farmers. “The government is providing comprehensive support, from technological assistance to financial aid, to ensure that our farmers and startups can seamlessly adopt modern solutions. The Mudra loan scheme, for example, has empowered thousands of entrepreneurs, including women-led businesses in agriculture,” he added.

    The e-tractor roadshow is expected to generate significant interest among farmers, agri-startups, and policymakers as it moves from Jammu to Kanyakumari. Through this initiative, CSIR aims to showcase how clean-energy solutions can revolutionize Indian agriculture, making it more sustainable, cost-effective, and accessible to a larger segment of the farming community.

    The Minister also stressed that with increasing awareness and government support, India is witnessing a transformation in its agricultural landscape. He cited examples of successful agritech interventions such as drone-assisted farming, soil health cards, and high-value crops like lavender, which are creating new income avenues for farmers.

    On the occasion, Dr. Jitendra Singh also inaugurated the Agro-Soil Research Laboratory at CSIR-IIIM Chatha Farm in which a group of Scientists and researchers would work on Soil testing, agrotechnology development and plant testing.

    As the e-tractor makes its journey across the country, the roadshow will serve as an opportunity for direct farmer engagement, demonstrating the tangible benefits of adopting sustainable farming practices. “The roadshow is not just a demonstration—it is an invitation for farmers to be part of India’s agricultural revolution. By embracing new technologies, they can enhance productivity while also protecting the environment,” Dr. Jitendra Singh concluded.

    The Ministry of Skill Development & Entrepreneurship (MSDE) organized a Breakout session, on  “National Centres of Excellence for Skilling”, announced in the Union Budget 2025-26. The session brought together representatives from state governments, industry, international organizations and academia to discuss the roadmap for effective implementation of the budget announcements.

    The Breakout Session on the “National Centres of Excellence for Skilling” was moderated by Shri Atul Kumar Tiwari, Secretary, MSDE and convened by Ms. Archana Mayaram, Economic Adviser, MSDE. The Panellists included  Ms. Rashmita Panda, CEO, World Skills Centre, Odisha, Ms. Ragapriya, CITE and MD, KSDC, Government of Karnataka, Dr. Vinod Rao, Secretary, Labour, Skill Development & Employment, Government of Gujarat, Ms. Xiaoyan Liang, Lead Education Specialist, World Bank, Shri N Varaprasad, Founder & Partner, Singapore Education Consulting Group, Mr. Suresh Natarajan, CEO, ITE Education Services, Singapore, Shri Amit Kapoor, Chair, Institute of Competitiveness, Shri Sabyasachi Das, CEO, Tata Indian Institute of Skills, Shri Sudarshan, Head-Skilling, Reliance Foundation, and Shri Ashish Singh, Head – Vocational Education & Skill, J&K Cements Ltd.

    Shri Atul Kumar Tiwari, Secretary, MSDE while steering the discussions emphasized on the importance of industry collaboration and connect and leveraging global expertise by engaging with the international stakeholders. He also highlighted the need for forging strong partnerships with the state governments and academia and that all stakeholders must come together for effective implementation of the budget announcement.

    The breakout session was one of the eleven such sessions which were held in the follow up to the Post-budget webinar on “Investing in People”, which was conducted on March 5 for which Department of Higher Education was the Lead Department along with MSDE. During the webinar, Hon’ble PM Shri Narendra Modi said, that the vision of investment in people stands on three pillars – education, skill and healthcare. Since 2014, we have provided skill training to over 3 crore youth, announced plans to upgrade 1000 ITIs, and are establishing five Centres of Excellence with global partnership to ensure that our youth can compete at the global level. The Hon’ble Prime Minister also stated that the PM Internship Scheme is providing fresh opportunities and practical skills to the youth by collaborating with industries. In his closing remarks, Shri Jayant Chaudhary, Minister of State (Independent Charge), Ministry of Skill Development and Entrepreneurship and Minister of State, Ministry of Education, Govt of India highlighted the government’s commitment to equipping India’s youth with future-ready digital competencies. He said that the Ministry of Skill Development & Entrepreneurship is developing Skilling for AI Readiness (SOAR) Program, aimed at integrating AI literacy with vocational training from as early as Class 6. The Minister emphasized that SOAR aligns with the National Education Policy (NEP) 2020’s vision of skill-based education and aims to foster computational thinking, problem-solving, and industry-aligned AI skills. Moreover through stackable micro-credentials, digital platforms, and partnerships with global tech leaders, students will be able to seamlessly transition from foundational AI learning to advanced careers, strengthening India’s position as an AI powerhouse. He further noted that as technology evolves rapidly, India is not just preparing its workforce for AI-driven industries but shaping the next generation of AI innovators and leaders, ensuring inclusive growth and global competitiveness. As we approach closer to the International Women’s Day, the Minister also reaffirmed government’s commitment to provide greater opportunities for women in education, skill development, and entrepreneurship. The webinar concluded with several key recommendations, such as, enhancing quality of trainers, bringing about greater autonomy and accountability within the CoEs, stronger industry connect, global partnerships, increased focus on PPP, making curriculum industry-aligned, and focus on new-age courses. All the panellists appreciated and welcomed this budget announcement which would contribute towards India’s skilling journey to prepare its youth for future ready jobs and compete at global level.

    The International Women’s Day is observed globally on March 8 each year to honour the social, economic, cultural, and political achievements of women. The Department of Administrative Reforms and Public Grievances (DARPG) has organized a virtual round-table webinar on March 6, 2025 on the theme “नारी शक्ति से विकसित भारत to commemorate the International Women’s Day 2025, celebrating the invaluable contributions of women and highlighting the ongoing efforts towards achieving gender equality and women’s empowerment in India.

     

     

    Shri V. Srinivas, Secretary, DARPG, made the welcome address and emphasized empowering the next generation—young women and adolescent girls—who will be the driving force of transformative change. He added that the idea of an empowered India by 2047 cannot be realized without harnessing the full potential of women and in this journey, every individual and every woman matters.

    Smt. Sumita Dawra, Secretary, Ministry of Labour & Employment, highlighted how the doors of Civil Services opened for women post-independence and since then, the role of women in Civil Services is shaping the Indian growth story. She highlighted how the legislations like Maternity Leave, Child care leave, etc helped women to contribute better towards nation-building along with balancing their family duties and also how India has witnessed a positive trend in female workforce participation over the past six years, with higher economic engagement, declining unemployment, and more educated women entering the workforce. She also highlighted the significance of strengthening workplace safety, equitable policies and underscored the need for compliance mechanisms, gender audits, and enforcement of PoSH regulations.

     

     

    Smt. Vandita Kaul, Secretary, Department of Posts, reflected upon the struggle of women being involved in far greater share of unpaid care work than men. She shared about the transformative impact of the Sukanya Samriddhi Yojana, emphasizing its role in empowering women. She also underscored the crucial contributions of women in government administration and urged collective efforts to inspire and retain more women in civil services. She also shared her personal experiences about how she herself faced various challenges as a woman during the Civil Services preparations.

     

    During the webinar, key interventions were made by Ms. Varnali Deka, IAS (D.C. Nalbari, Assam), Harichandana Dasari, IAS (Special Secretary, Govt. of Telangana), Ms. Keerthi Jalli, IAS (Commissioner, Panchayat and Rural Development, Govt. of Assam), Ms. Tina Dabi, IAS (D.C. Barmer, Rajasthan). They elaborated on the efforts of their administration towards empowerment of women. Smt. Snehlata Shrivastava,1982 batch IAS officer and Smt Rita Menon, 1975 batch IAS officer also shared their experiences as women civil servants.

    The virtual webinar was attended by more than 250 officers of Government of India and State Governments. The event provided a platform for thoughtful discussion and exchange on critical issues surrounding women’s empowerment in India.

    Affordable Quality Medicines For A Healthier Future

    Introduction

    Every year, March 7th is celebrated as ‘Jan Aushadhi Diwas’ to raise awareness about the scheme and promote the use of generic medicines. Week-long events are organized across the country from March 1st to 7th to support this initiative.

    This year, the celebration was flagged off on March 1 to disseminate information about PMBJP in the National Capital Region (NCR). The “Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP)” was launched in November 2008 by the Department of Pharmaceuticals, Ministry of Chemicals & Fertilizers, in collaboration with Central Pharma Public Sector Undertakings. The initiative aims to provide quality medicines at affordable prices to the public through dedicated outlets called Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJK).

    Key Activities of the Pradhan Mantri Bhartiya Janaushadhi Pariyojana

    With an objective of making quality generic medicines available at affordable prices to all, Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) aims to make quality generic medicines available at affordable prices. Some of the activities under this initiative include:

    • Raising Awareness: One of the primary goals is to educate the public about the benefits of generic medicines, emphasizing that affordability does not compromise quality. The initiative aims to dispel the misconception that higher prices indicate better quality.
    • Encouraging Prescriptions of Generic Drugs: PMBJP aims to inspire healthcare professionals, particularly those in government hospitals, to prescribe generic alternatives, thereby promoting cost-effective treatment options.
    • Enhancing Accessibility: The initiative seeks to provide a wide range of commonly used generic medicines across various therapeutic categories, ensuring that essential healthcare products are available to everyone, especially the marginalized.

    Despite the country being one of the leading exporters of generic medicines to the world, the majority of Indians lack sufficient access to affordable medicines. Branded medicines are sold at significantly higher prices than their unbranded generic equivalents, though they are identical in their therapeutic value.

    Major Initiatives under PMBJP

     
     

    Suvidha Sanitary Napkins- As an important step in ensuring the health security for Indian women, Jan Aushadhi Suvidha Oxo-biodegradable Sanitary Napkins were launched on 27th August 2019 to be made available at Rs.1/- per pad only. Jan Aushadhi Suvidha Napkins are being made available for sale in more than 15000 PMBJP Kendras across the country. The cumulative sales of Suvidha Napkins as on 31.01.2025 is 72 Crores.

    The Jan Aushadhi SUGAM mobile application was launched the month of August, 2019. The App has various user-friendly features like – to locate nearby Jan Aushadhi Kendra through Google map, search Jan Aushadhi generic medicines, compare prices of Generic v/s Branded medicines in terms of MRP, overall savings, etc.

    Features of PMBJP

    A unique feature of the scheme is that it is operated by government agencies as well as by private entrepreneurs.

    • Prices of the Jan Aushadhi medicines are 50%-80% less than that of branded medicine’s prices available in the open market.
    • Medicines are procured only from World Health Organization – Good Manufacturing Practices (WHO-GMP) certified manufacturers for ensuring the quality of the products.
    • Each batch of drug is tested at laboratories accredited by ‘National Accreditation Board for Testing and Calibration Laboratories’ (NABL) for ensuring best quality.
    • The incentive up to Rs. 20,000/- per month is given @ 20% of monthly purchases made and subject to the stocking mandate.
    • A one-time incentive of Rs. 2.00 lakh is provided to PMBJP Kendras opened in North-Eastern States, Himalayan areas, Island territories and backward areas mentioned as aspirational district by NITI Aayog or opened by women entrepreneur, Ex-serviceman Divyang, SC & ST.

    7 Days of Promoting Access to Quality Medicine


    The 7-day Jan Aushadhi Diwas 2025 celebration began with Union Minister Shri Jagat Prakash Nadda flagging off a Rath and vehicles to promote the Pradhan Mantri Bhartiya Janaushadhi Pariyojana. Day 2 featured Jan Arogya Mela with heritage walks and 500+ health camps for senior citizens. Day 3 focused on children’s participation and distributing nutraceutical products. Day 4 highlighted women’s involvement with sanitary pad distribution to showcase the affordability of Jan Aushadhi products. Day 5 organized pharmacist awareness seminars in 30 cities. Day 6 featured the Jan Aushadhi Mitra Volunteer Registration Campaign and Day 7 will culminate with the Jan Aushadhi Diwas Celebration.

    Conclusion

    The Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) has significantly contributed to making quality medicines accessible at affordable prices to the common masses, ensuring healthcare reaches every corner of the country. With over 15,000 Janaushadhi Kendras now operational across all districts, the scheme has not only enhanced healthcare affordability but also created a promising avenue for self-employment, offering sustainable and regular earnings. As the government continues to promote the use of generic medicines, the scheme is set to witness further growth, strengthening its role in improving public health and boosting entrepreneurship in India.

    Shere Hite’s The Hite Report was quickly dubbed a “sexual revolution in 600 pages”. It did something nobody had considered worth doing: investigating women’s sexuality by asking them to share their thoughts and feelings, then relaying those reflections to readers in women’s own words.

    This might not sound unusual today. But in 1976, it was incendiary.

    Based on a survey of 3,000 women distributed by the New York Chapter of the National Organisation for Women (the feminist group co-founded by Betty Friedan), more than 75% of the book comprises narrative responses to open ended survey questions.

    It includes a plethora of startlingly frank – for its time – and explicitly detailed opinions, anecdotes, complaints and criticisms about sex, masturbation and orgasm. The book is an extraordinarily rich cultural artefact in the archive of human intimacy.

    Unsurprisingly, the women who responded to Hite’s survey thoroughly enjoyed sex. “Orgasm is the ultimate pleasure – which women often deny themselves, but men never do,” claimed one. “Orgasms are a marvellous happiness”, added another. “Orgasm cancels out rage and longing for at least 48 hours,” said yet another.

    But it was the manner in which Hite’s respondents got their orgasms that made the book a scandal. “I think masturbation is essential to one’s health,” said one respondent. “[A]s I learned in my marriage – a partner is not always good sexually, though he may be wonderful in other ways.”

    Masturbation is better than “bad sex with an incompatible partner”, explained another respondent. “The only way I can have an orgasm is by masturbating,” said another.

    ‘A complex nature’

    The Hite Report did not attempt to define a sexual norm, or produce a representative survey sample, or pretend its data could be generalised to an entire population. But it did contain some statistical findings.

    The most significant of these – the source of the book’s notoriety – was that only 30% of women surveyed reported being able to regularly or reliably reach orgasm through heterosexual intercourse. And yet, 80% reported they could easily and regularly reach orgasm through clitoral stimulation, which was frequently obtained through masturbation, either alone, or with their partner.

    In her preface Hite argued that the canonical sexological works of the past 100 years – including the works of Sigmund Freud, Alfred Kinsey, and William Masters and Virginia Johnson – had constructed female sexuality “as essentially a response to male sexuality and intercourse”. She set out to demonstrate that “female sexuality might have a complex nature of its own”.

    Hite argued sex was a cultural institution, not a biological one. Historically, men had defined sex in terms of their own needs and preferences, then mandated their preferences as biological.

    Freud, for example, knew female orgasm could be reliably obtained through clitoral stimulation, but defined clitoral orgasm as an “immature orgasm” and orgasm arising from heterosexual intercourse as a “mature orgasm”. He then labelled women who could not achieve orgasm in the required way “frigid” and “hysterical”.

    The Hite Report is organised into eight chapters or themes, starting with “Masturbation”, followed by “Orgasm”, “Intercourse”, “Clitoral Stimulation”, “Lesbianism”, “Sexual Slavery”, “The Sexual Revolution” and “Older Women”. In a concluding chapter, Hite reflects on the issues raised by survey participants.

    In the chapter “Lesbianism”, a significant number of heterosexual-identified women confess same sex attraction, or else identify as bisexual. They also describe lesbian sexuality as “more variable”, and the “physical actions more mutual”.

    “The basic difference with a woman is that there’s no end,” claimed one respondent, “[…] it’s like a circle, it goes on and on.”

    “Lesbianism” sits in stark contrast to the chapter on “Sexual Slavery”, where Hite seeks to investigate why women pursue unequal sexual relationships, especially where respondents claim to receive little or no sexual pleasure.

    “Having a man love me and want to have sex with me is necessary to my happiness,” claimed one respondent. “Sex makes me feel I am a woman to my husband instead of just a live-in maid,” added another.

    “I’ve never heard a word of praise from my husband in 21 years except while having intercourse,” claimed yet another. “While I resent this, I still love him […] ”

    Wildly successful

    Many women applauded the book. Author Erica Jong, writing in The New York Times, called it a “revelation”. Others warned of a possible male backlash. “It seems that women are finally reporting the facts of their own sex,” wrote journalist Ellen Willis in the Washington Post, “and men are putting on the earmuffs of fear and retreating to deeper fantasies.”

    This backlash was not long in coming. Playboy apocryphally dubbed it “The Hate Report”, a label regularly recycled in media outlets around the world, including by female journalists. One male journalist, writing in the Miami Herald, argued women could not be regarded as truthful or reliable witnesses to their own lives. “What annoys me about The Hite Report,” he wrote, “is its smug assumption that just because women made these comments, they’re true”.

    Despite – or perhaps because of – this controversy, the book was wildly successful. It was translated into ten different languages – including French, Spanish, German, Italian, Hebrew and Japanese – and sold over 2 million copies within the first 12 months.

    It remains the 30th bestselling book of all time, with 50 million copies sold in 45 countries, including two recently translated editions in China, where it sparked conversations among intellectuals interested in formerly taboo western culture.

    Faking orgasms

    Born in smalltown Missouri, Hite gained a masters degree in social history and in 1967 moved to New York to enrol in a PhD program at Columbia University. She left when conservative faculty members refused to allow her to complete her dissertation on female sexuality. Hite worked as a model to pay her tuition fees. She joined the National Organisation for Women when they protested the sexism of the Olivetti advertising campaigns, after Hite was cast as an “Olivetti girl” for the typewriter company.

    Increasingly tagged as a “man-basher” after the publication of her book, Hite’s public persona was conventionally, almost theatrically feminine. She revelled in a contemporary Baroque aesthetic; a mirage of red lipstick, froufrou dresses, pancake-style makeup and tousled orange or platinum curls. And she spoke about sex in explicit detail, in a voice that was earnest, articulate and unembarrassed.

    Hite did not “discover” the clitoral orgasm. Instead, by centring women’s experiences, and taking their reflections seriously, her work threw into question centuries of sexological studies. These studies had either pathologised normal female sexual functioning or else insisted any pleasure women derived from sex had to be a by-product of conventional heterosexual intercourse.

    Even Masters and Johnson, who, in their reports from 1966 onwards, clinically proved all female orgasms were the result of clitoral stimulation, had insisted on the centrality of coitus.

    As Hite told television show host Geraldo in 1977,

    Masters and Johnson made a tremendous step forward in that they studied, and showed clinically, for the first time, that all orgasms are caused by clitoral stimulation, and we really have them to thank for that. However, when they described how it’s done – the thrusting of the penis causes the vaginal lips to move, which causes the skin that’s connected to the clitoris to move, which causes the glands to move over the clitoris, which supposedly gives you orgasm. But that doesn’t work for most women.

    And yet, although the participants in Hite’s study were overwhelmingly educated and politically progressive, many confessed they felt compelled to fake an orgasm during intercourse to please a man.

    “I ‘perform’ and boost his ego and confidence,” claimed one. “I do not like to think of myself as a performer but I feel judged and also judge myself when I don’t have an orgasm.” “[M]en do expect it, so I often force myself […],” said another.

    Participants also claimed how a woman was seen to orgasm mattered. “I don’t show the signs you’re supposed to,” worried one. “They think because I don’t pant, scream and claw I haven’t had one,” said another. “I used to go out of my way to offer all the mythical Hollywood signs,” revealed another.

    One participant even suggested the whole issue of sex was so politically fraught that, “Maybe sex would be better if we’d never heard of orgasm”.

    Respondents also told Hite the “sexual revolution” of the 1960s and 1970s had intensified, rather than reduced, gender prejudices and double standards.

    Sexual violence

    Another breathtaking aspect of the book is the way participants’ answers are shot through with sexual violence. On the issue of sexual coercion, for example, one participant replied, “I’m not supposed to say ‘no’ since I’m legally married”.

    On a question about the use of force in sex, another replied, “Only with my husband.” (In 1976, marital rape was legal and “acceptable” in most western nations.)

    Rape myths are also common. “I define as rape someone you don’t know who attacks you,” said one respondent. “I never defined it as […] someone you know. If you define rape that way, every woman has been raped over and over.”

    Another suggested rape wasn’t rape if a victim gave up fighting. “He really raped me, but not in the legal way. I couldn’t prevent him, in other words.”

    Hite identified toxic gender stereotypes as the major driver of sexual violence, especially the belief that “a man’s need for ‘sex’ is a strong and urgent ‘drive’” which women were obligated to satisfy. “Women aren’t always free to not have sex,” explained one respondent.

    Archival insights

    The Hite archive is housed in the Schlesinger Library of the Radcliffe Institute at Harvard University. It comprises over 250 filing boxes and folios, occupying more than 30 metres of shelf space. Most of the material relates to Hite’s public career as a sex researcher, with a small scattering of personal papers.

    I was at Harvard doing research for a book on Hite’s contemporary Andrea Dworkin. Although the two feminists exist as polar opposites in the public imagination, they thoroughly agreed with one another, and enjoyed a supportive working relationship. And so I wanted to take a look.

    Among the publishing agreements, speaking invitations, publicity material and the copies of the edited and revised questionnaires that formed the basis of the 1976 report – which are printed in vermillion – an occasional note flips out.

    One, a seemingly unpublished open letter titled “Dear Women”, bears the traces of the intense, frequently misogynistic and overtly hostile media scrutiny that marked Hite’s wild catapult to fame.

    “Sometimes I feel I am dying here in the midst of all this,” she writes, “without the support of anyone”.

    Another, scrawled in a flamboyant purple felt tip pen in the midst of her 1977 book tour of France, reads, “I know that I have done something good – but somehow I feel evil […] When did that start?”

    There are also letters from readers. One, sent from Milan in the wake of the controversy that accompanied the Italian edition of the book, bears the typewritten subject line “Personal”. It reads:

    Dear Ms Hite,
    I am 43 years old and have never written a fan letter in my life until today. But I feel a moral obligation to tell you that your ‘Report’ has rehabilitated me in my own eyes. After years of thinking there was something wrong with me, your book has shown me I’m normal.

    Hite’s “Dear Women” letter describes the extraordinary challenges, including the financial challenges, she faced both before and after the book was published.

    Macmillan, after purchasing the rights to the book, went cold on the project when the commissioning editor resigned or, as Hite phrases it, “quit/was fired depending on your point of view”. The publisher made no plan to promote the book and assigned a 22-year-old man to answer any media queries.

    Hite decided to step in, when, working in the publisher’s offices late one evening, she found a letter from her male publicist declining an invitation to discuss The Hite Report on TV as “he thought my book/subject might be too ‘ticklish’ for television”.

    Hite’s contract with Macmillan gave her little or no control over international editions of the book (and severely limited the income she could take from royalties, before it was ruled unconscionable by a court). In 1978, she “flew around the world twice” attempting to stop the book from being sensationalised.

    In France, the publisher had promised Hite a plain print cover, but was overruled by an all-male advertising department who “printed a cover with a nude woman”. In the second printing, the publisher agreed to revert to plain text.

    In Israel, entire sections of the first edition text were censored. Protests by local journalists led to the publisher engaging an Israeli feminist to re-translate the work.

    In Japan, the male translator produced a translation that was “so embarrassed and vague that it made absolutely no sense”. But on this occasion, a sympathetic female editor stepped in to rewrite entire sections of the manuscript.

    Hite’s Australian reception ranked among the most hostile. Her research assistant described the trip as “hideous”, alleging Hite had “never before encountered” such “vicious attitudes” as those exhibited by male journalists.

    Hite’s research assistant revealed in a separate letter that Hite’s doctors had “absolutely forbid her to do anything but rest for the next few months” after the Australian trip.

    Later life

    In her preface, Hite writes that she hoped to start a conversation through which men and women might “begin to devise more kind, generous, and personal ways of relating”.

    Sadly, this was not what happened. Hite went on to release four major reports on human sexuality, including a report on male sexuality, one on women and love, and one on the family. Then in 1996, she revoked her US citizenship and moved to Germany, saying the media’s hostility towards her made it impossible to continue working.

    Living in Germany, and later in Paris and London, she published her autobiography, The Hite Report on Shere Hite, and The Hite Reader, containing a selection of her published work. She died in 2020, aged 77.

    What marks the Hite Report as an artefact from another era is less the peculiar patois of the “Age of Aquarius”, than the way in which Hite’s respondents so often defined their identities through their husband’s, whether as a wife, former wife, or woman destined to be a wife. “Wifedom” is the default state.

    Equally, what makes the book disturbing, is the reality of sexual violence and coercion that lurks in so many answers, even when respondents are not being questioned about violence or coercion directly.

    With shocked recognition, the reader realises society has not changed nearly as much as some would like to think. The fact it has changed at all is partly due to the second sexual revolution ignited by Hite’s work.

    WASHINGTON — Senator John Hoeven this week met with Martin Bergstedt, a senior at Enderlin High School, and Cady Wang, a senior at Davies High School in Fargo, who were chosen to represent North Dakota as delegates to the 63rd annual United States Senate Youth Program (USSYP). The program brings students from across the country to Washington, D.C. to meet with senators, the president, a Supreme Court Justice and cabinet officials.  
    “We congratulate Martin and Cady on being selected as North Dakota’s Senate Youth Program delegates and commend their dedication to academics and community service,” said Hoeven. “This prestigious, merit-based program offers students a unique opportunity to learn about the federal government while also providing scholarships to support their education.”

    Martin Bergstedt, a senior at Enderlin High School, is president of the Future Business Leaders of America chapter.     Cady Wang, a senior at Davies High School in Fargo, advises the North Dakota Health and Human Services Youth Advisory Board, representing nearly 200,000 youth statewide. She promotes health care equipment recycling and supports True Friends summer camp for individuals with disabilities. As a Research Science Institute participant, she now interns at North Dakota State University, working with local farms on sustainable agriculture. She plans to study environmental engineering and public policy at MIT, followed by a master’s in public policy focused on climate change and sustainability.

    Created in 1962 by Senate Resolution 324, the USSYP has been sponsored by the Senate and fully funded by The Hearst Foundations since the program’s inception. Senate testimony states that the impetus for the program is “to increase young Americans’ understanding of the interrelationships of the three branches of government, learn the caliber and responsibilities of federally elected and appointed officials, and emphasize the vital importance of democratic decision making not only for America but for people around the world.”

    30% of federal workforce pre-Trump admin were veterans
    WASHINGTON – U.S. Senator John Hickenlooper, along with 20 of his Senate colleagues, called on President Donald Trump to reinstate veterans that the administration illegally fired. More than 640,000 veterans work for federal agencies, approximately 30% of the federal workforce. The Trump administration has fired an estimated 5,800 veterans so far.
    “Your Administration’s actions are damaging the economic security and morale of our military and veteran families, the federal government’s ability to recruit and retain high-quality talent, and ultimately, our national security,” wrote the senators. “We demand that you cease your attacks on our nation’s heroes, who have already given so much in defense of our country, and immediately reinstate those who have been illegally fired with their full back pay and benefits.”
    Veterans perform crucial work for American people, our national security, and our way of life. Specifically, veterans make up 50% of the Department of Defense (DOD) workforce and 30% of the Department of Veterans Affairs (VA) workforce. Colorado is home to over 400,000 veterans.
    Yesterday, it was reported that the Trump administration has plans to fire over 80,000 employees, including veterans, from the Department of Veterans Affairs.
    The senators continued: “Among those fired are veterans, military spouses, caregivers, survivors, and Guard and Reserve members with exemplary performance reviews – including 2,400 employees at the Department of Veterans Affairs (VA) and thousands of employees at the Department of Defense (DOD). These men and women have dedicated their careers to serving veterans and their nation.”

Across the federal government, veterans make up approximately 30 percent of the workforce – more than 640,000 veterans. At DOD, where you have announced the imminent firing of 5,400 employees, with plans to cut anywhere from 35,000 to 56,000 in the near future – the percentage of veterans is nearly 50 percent. And at VA, where veterans are able to do work directly impacting their fellow veterans, the percentage of veteran employees is nearly 30 percent. Each and every day, these veterans perform duties vital to the American people, our national security and our way of life.
    Rather than leading these employees and utilizing their talents to better serve veterans and taxpayers, you have chosen to fire them in an abrupt, inconsistent, unjustified, and unlawful way with no consultation with Congress and absolutely no transparency or accountability to the American people.   • MIL-OSI United Kingdom: Whin Parks toilets temporary closure to enable Whin Park works

    To enable the installation of an interactive play feature at Whin Park in Inverness, the public toilets at Whin Park are currently closed and will remain closed for next week.

    The toilet closure is required to facilitate an electrical connection to the new piece of play equipment – called a “Sona” – which is currently being installed. 

    The Lappset Sona interactive play arch is an audio-based piece of interactive play equipment made for the outdoors. 

    Highland Council apologises for any inconvenience for the short term closure of the toilets which is part of the works which are progressing well on the exciting changes taking place at Whin Park in Inverness. 

    Weather dependent, the target is to have the works completed for Easter 2025. The remainder of the park remains open during the works, but the main play area and a section of the car park in front of the shop are closed to allow the works to continue. This also includes the main entrance ramped area to the park. The path network from the Ness Islands and the path at the side of the public toilets also remain open enabling the public to view the works’ progress during this exciting period for this landmark location. 

    Funding for the contract has been awarded by the Scottish Government Play Area Fund (£234,988) which was allocated to the redevelopment of the park by Members of the Inverness, Central, Ness-side, Millburn, and Inverness West Wards.  In 2023, Inverness City Committee Members agreed £150,000 Inverness Common Good Funding; and in 2024 a further £100,000 from the Community Regeneration Fund towards the park development costs.

  • MIL-OSI United Kingdom: Highland Council agrees a budget for investment and growth

    The Highland Council has agreed a budget which will see over £4.5 million of revenue investments for 2025 – 2026, over £17 million additional reserves investment for major developments and the creation of over 100 jobs across the Highlands.

    Members agreed a 7% increase in Council Tax, one of the lowest increases in Scotland, with 2% of this allocated to create capital investment fund for schools and roads as part of the Highland Investment Plan.

    A package of an additional £14 million savings, efficiencies and income generation was agreed, without the need for use of Reserves to balance the budget. This will add to existing saving plans, resulting in a total of £36.7m to be delivered over 3 years.  These new savings are described under the themes of improvements to our operating model, efficiencies and mechanisms to generate additional income for the council.

    Leader of the Council Raymond Bremner said: “I am delighted that Members have today supported the creation of a Poverty and Equality Commission for the Highland area, underpinned by £870k, to focus on tackling poverty and inequality across Highland communities. This in addition to our planned investment programme will help to sustain our Highland communities, with affordable homes, better access to renewable energy, job opportunities and economic prosperity.”

    Convener of the Council Bill Lobban said: “Long term financial planning has enabled us to be in the position today of being able to invest rather than cut. Our savings and income generation plans will mean we can focus a large proportion of our Reserves on investing in huge projects such as an £8m energy investment fund and a £6m transport expansion fund, which will benefit Highland people for many years to come.”

    In 2024, British Columbia saw over 1,600 wildfires burn approximately one million hectares of land. Between April 21 and October 7, 2024, over seven thousand residents were evacuated from their homes. Multiple residences, provincial infrastructure, provincial recreation sites and trails, and range fencing were destroyed.

    Today, the Honourable Harjit S. Sajjan, President of the King’s Privy Council for Canada and Minister of Emergency Preparedness and Minister responsible for the Pacific Economic Development Agency of Canada, announced payments of over $35 million to British Columbia through the Disaster Financial Assistance Arrangements (DFAA) program, to assist with response and recovery costs resulting from the wildfires in 2024.

    When a large-scale natural disaster happens, the Government of Canada can provide financial assistance to provinces and territories through the DFAA program. Through this support, the Government of Canada covers eligible disaster response and recovery expenses that have been submitted by the province or territory and that exceed what they could reasonably be expected to bear on their own.

    Extreme weather events and natural disasters are a growing threat to the safety and economic stability of Canadian communities. The Government of Canada has and will continue to work closely with the Government of British Columbia to respond to and recover from disastrous events such as the recent wildfires.

    Quick Facts:

    • In Canada, emergencies are managed first at the municipal level and if assistance is needed, the municipality requests it from the province or territory. If the emergency escalates further, provinces or territories can get help from the federal government.
    • Eligible expenses under the DFAA include, but are not limited to, evacuation operations, restoring public works and infrastructure to their pre-disaster condition, as well as restoration or replacement of individuals’ uninsurable principal dwellings, restoration of small businesses, and farmsteads and mitigation measures to reduce the future vulnerability of repaired or replaced infrastructure.
    • Federal government payments are calculated on a per capita basis and cost-shared with the province or territory. Under the current DFAA program, the amount cost-shared is determined by an established formula and ranges from 50 to 90 percent of the costs of eligible expenses.
    • Under the DFAA, provinces and territories have six months following the end of a disaster event to request financial assistance from the federal government. Once an event has been designated under the DFAA, provinces and territories have up to five years to submit their final claim.
    • A request for payment under the DFAA is processed immediately following receipt of the required documentation of provincial and territorial expenditures and a review by federal auditors. Advance payments or interim payments, up to 50 or 60 percent of the projected federal share, can also be requested within the five-year timeframe.
    • On January 29, 2025, Minister Sajjan announced additional details on the upcoming modernization of the Disaster Financial Assistance Arrangements (DFAA) program, which is anticipated to come into effect on April 1, 2025. 
    • For eligible disasters occurring on or after April 1, 2025, the modernized DFAA program ensures that in the face of increasing disaster costs and impacts to Canadians and all levels of government, financial assistance to provinces and territories will not only be delivered quickly and efficiently in the aftermath of a disaster, but also provide:
      • Increased investments in strategic disaster mitigation and building back better to minimize disaster impacts on communities and the risk of future disasters;
      • Incentives for risk reduction, pre-disaster planning, and improved hazard awareness to reduce the risks and impacts of disasters;
      • Expanded support for people hardest hit by the impacts of significant disasters.
    • The DFAA Guidelines for the modernized program are now posted, along with the DFAA Guidelines for eligible disasters occurring before April 1, 2025 (the former program). Since it can take a number of years after a disaster for final payments under the DFAA to be processed, the former program Guidelines will remain active until those events are fully closed and finalized. The DFAA Guidelines for the modernized program will be finalized when they come into effect on April 1, 2025. 
    • Since the inception of the program in 1970, the DFAA has been a reliable source of support for provinces and territories. As of November 2024, the Government of Canada has provided over $9 billion in post disaster assistance to help provinces and territories with the costs of response and returning infrastructure and property to pre-disaster condition.

  • MIL-OSI Global: Butterflies declined by 22% in just 2 decades across the US – there are ways you can help save them

    If the joy of seeing butterflies seems increasingly rare these days, it isn’t your imagination.

    From 2000 to 2020, the number of butterflies fell by 22% across the continental United States. That’s 1 in 5 butterflies lost. The findings are from an analysis just published in the journal Science by the U.S. Geological Survey’s Powell Center Status of Butterflies of the United States Working Group, which I am involved in.

    We found declines in just about every region of the continental U.S. and across almost all butterfly species.

    Overall, nearly one-third of the 342 butterfly species we were able to study declined by more than half. Twenty-two species fell by more than 90%. Only nine actually increased in numbers.

    Some species’ numbers are dropping faster than others. The West Coast lady, a fairly widespread species across the western U.S., dropped by 80% in 20 years. Given everything we know about its biology, it should be doing fine – it has a wide range and feeds on a variety of plants. Yet, its numbers are absolutely tanking across its range.

    Why care about butterflies?

    Butterflies are beautiful. They inspire people, from art to literature and poetry. They deserve to exist simply for the sake of existing. They are also important for ecosystem function.

    Butterflies are pollinators, picking up pollen on their legs and bodies as they feed on nectar from one flower and carrying it to the next. In their caterpillar stage, they also play an important role as herbivores, keeping plant growth in check.

    Butterflies can also serve as an indicator species that can warn of threats and trends in other insects. Because humans are fond of butterflies, it’s easy to get volunteers to participate in surveys to count them.

    The annual North American Butterfly Association Fourth of July Count is an example and one we used in the analysis. The same kind of nationwide monitoring by amateur naturalists doesn’t exist for less charismatic insects such as walking sticks.

    What’s causing butterflies to decline?

    Butterfly populations can decline for a number of reasons. Habitat loss, insecticides, rising temperatures and drying landscapes can all harm these fragile insects.

    A study published in 2024 found that a change in insecticide use was a major factor in driving butterfly declines in the Midwest over 17 years. The authors, many of whom were also part of the current study, noted that the drop coincided with a shift to using seeds with prophylactic insecticides, rather than only spraying crops after an infestation.

    The Southwest saw the greatest drops in butterfly abundance of any region. As that region heats up and dries out, the changing climate may be driving some of the butterfly decline there. Butterflies have a high surface-to-volume ratio – they don’t hold much moisture – so they can easily become desiccated in dry conditions. Drought can also harm the plants that butterflies rely on.

    Only the Pacific Northwest didn’t lose butterfly population on average. This trend was largely driven by an irruptive species, meaning one with extremely high abundance in some years – the California tortoiseshell. When this species was excluded from the analyses, trends in the Pacific Northwest were similar to other regions.

    When we looked at each species by its historical range, we found something else interesting.

    Many species suffered their highest losses at the southern ends of their ranges, while the northern losses generally weren’t as severe. While we could not link drivers to trends directly, the reason for this pattern might involve climate change, or greater exposure to agriculture with insecticides in southern areas, or it may be a combination of many stressors.

    There is hope for populations to recover

    Some butterfly species can have multiple generations per year, and depending on the environmental conditions, the number of generations can vary between years.

    This gives me a bit of hope when it comes to butterfly conservation. Because they have such short generation times, even small conservation steps can make a big difference and we can see populations bounce back.

    The Karner blue is an example. It’s a small, endangered butterfly that depends on oak savannas and pine barren ecosystems. These habitats are uncommon and require management, especially prescribed burning, to maintain. With restoration efforts, one Karner blue population in the Albany Pine Bush Preserve in New York rebounded from a few hundred individuals in the early 1990s to thousands of butterflies.

    Similar management and restoration efforts could help other rare and declining butterflies to recover.

    What you can do to help butterflies recover

    The magnitude and rate of biodiversity loss in the world right now can make one feel helpless. But while national and international efforts are needed to address the crisis, you can also take small actions that can have quick benefits, starting in your own backyard.

    Butterflies love wildflowers, and planting native wildflowers can benefit many butterfly species. The Xerces Society for Invertebrate Conservation has guides recommending which native species are best to plant in which parts of the country. Letting grass grow can help, even if it’s just a strip of grass and wildflowers a couple of feet wide at the back of the yard.

    Supporting policies that benefit conservation can also help. In some states, insects aren’t considered wildlife, so state wildlife agencies have their hands tied when it comes to working on butterfly conservation. But those laws could be changed.

    The federal Endangered Species Act can also help. The law mandates that the government maintain habitat for listed species. The U.S. Fish and Wildlife Service in December 2024 recommended listing the monarch butterfly as a threatened species. With the new study, we now have population trends for more than half of all U.S. butterfly species, including many that likely should be considered for listing.

    With so many species needing help, it can be difficult to know where to start. But the new data can help concentrate conservation efforts on those species at the highest risk.

    I believe this study should be a wake-up call about the need to better protect butterflies and other insects – “the little things that run the world.”

  • MIL-OSI USA: Attorney General Bonta Files Lawsuit Challenging Termination of K-12 Teacher Preparation Pipeline Grants

    Grant funding with a total value of at least $148 million at stake for California programs that address state’s ongoing teacher shortage

    LOS ANGELES – California Attorney General Rob Bonta today, leading a multistate coalition, filed a lawsuit challenging the Trump Administration’s unlawful termination of grant funding for K-12 teacher preparation programs. Beginning on February 7, California institutions received letters purporting to terminate grants with a total value of at least $148 million in critical funding to address the state’s ongoing teacher shortage through teacher preparation programs. These programs are designed to create a pipeline for teachers serving rural and urban communities and teaching harder-to-fill positions like math and science and have been shown to increase teacher retention rates and ensure that educators remain in the profession beyond the crucial first five years. The attorneys general argue that the terminations, impacting institutions across the nation and which were issued without warning and with immediate effect, violate the Administrative Procedure Act. The attorneys general are seeking an order to prevent disruptions to these programs, which would immediately reduce the number of teachers and teacher trainees serving in schools.

    “The Trump Administration is pursuing an anti-education agenda that would yank teachers out of schools and prevent new teachers-in-training who are close to being ready to serve our students from filling empty classrooms,” said Attorney General Rob Bonta. “States across the nation are facing a critical teacher shortage. But instead of trying to help us solve it, instead of doing the bare minimum and honoring grants that have already been awarded and obligated, the U.S. Department of Education is attempting to terminate funding for vital teacher preparation programs that train teachers to go into hard-to-fill positions and high-poverty or high need schools across the country. As a father myself, I can’t sit back while the Trump Administration attempts to pull the rug out from under aspiring teachers – especially when it’s our kids’ education on the line. I’ll see the Trump Administration in court.”

    “The elimination of funding to the Teacher Quality Partnership grants awarded to universities in the California State University system will cause widespread and irreparable harm to the students and school districts we are so honored to serve through these grants,” said California State University Chancellor Mildred García. “The programs currently in place across the CSU have proven to be extraordinarily successful at placing well-qualified and dedicated diverse educators in some of California’s highest-need districts, including our state’s rural areas. As teacher shortages continue to plague the state and nation, programs designed to attract, train and retain talented individuals to careers in K-12 education should be expanded, not defunded – and viewed as vital investments in our collective future.”

    In 2024, more than 400,000 teaching positions in the U.S. — representing about one in eight of all teaching positions nationwide — were vacant or filled by uncertified teachers. When schools are unable to find qualified teachers, students suffer. Teacher shortages can result in larger class sizes, cancelled courses, or classes staffed with teachers less able to teach a subject.

    To address the nationwide teacher shortage, especially for hard-to-fill subject areas, like math, science, and special education, and in hard-to-staff school districts in rural and urban areas, Congress established and allocated funding pursuant to the Teacher Quality Partnership and Supporting Effective Educator Development grant programs to train teachers, create a new teacher pipeline, and improve teacher quality. The U.S. Department of Education subsequently awarded and obligated funds to states’ public universities and associated nonprofits grants under these programs to do exactly what Congress mandated — provide teacher training, placement, and retention, and new teacher pipeline development in the states.

    Beginning on February 7, 2025, the Department of Education terminated, with immediate effect, grants awarded to K-12 teacher preparation programs in California and nationwide. Hundreds of millions in grants have been terminated. In California alone, the Department provided notice of termination of grants with a total value of at least $148 million in funding across a number of grants. These terminations would be felt immediately across California schools who rely on these programs to bring teachers into their classrooms. The terminations would also cause layoffs or reductions in hours for University staff, and result in reduced or eliminated support and funding for new aspiring teachers. Impacted programs in California include:

    CALIFORNIA STATE, LOS ANGELES:

    Program Purpose: The Education Department terminated a new five-year $7.5 million grant to train and develop highly qualified community-centered teachers who could staff and support high-need or high-poverty urban K-12 schools and students.
    Subjects Taught: The residency focuses special education, secondary STEM education, and bilingual education.
    Teachers Impacted: The program’s goal is to train and certify approximately 276 teachers and educators for placement into high-needs/high-poverty K-12 urban schools. Without these funds, these teachers and educators will no longer be trained and certified to serve in schools.
    School Impacted: Los Angeles Unified School District (LAUSD) and the Pasadena Unified School District.  

    CHICO STATE:

    Program Purpose: The Education Department terminated a new $2.4 million five-year grant to address a chronic and acute shortage of qualified or experienced teachers within a 38,000-mile rural region of northeastern California. The program is designed to assist and enable local students in high-need rural community school districts to become teachers, and to remain in those local districts as teachers and educators.  
    Schools Impacted: Schools in the Chico Unified School District, Oroville Union High School, the Glenn County Office of Education, and the Red Bluff School District.
    Teachers Impacted: Approximately 225 undergraduate students, Masters students and credential candidates enrolled in teacher and educator study programs will lose financial, academic, and other support provided through the program. Without these funds, these teachers and educators will no longer be trained.
    Other Impacts: Access to college courses, campus visits, and higher education preparation resources will be eliminated or greatly reduced for more than 60 local high school students.

    Program Purpose: The Education Department terminated a five-year $8.5 million grant that supports a yearlong teacher residency during which students would be able to earn a Master of Arts in Teaching and a California Multiple Subject Teaching Credential. During the program, teacher candidates teach full time in a high-needs or high-poverty school while, working closely with a mentor teacher and meeting residency requirements. Those schools have a chronic and critical shortage of teachers and anticipate hiring those teacher candidates to fill existing and future teacher vacancies once they have completed the program. The termination of the grant will immediately eliminate current candidates teaching in their schools.  
    Teachers Impacted: The program will recruit, prepare, and support a minimum of 60 teacher residents to serve in underserved, high-need rural districts. Without these funds, these teachers will no longer be trained.
    School Impacted: High-needs or high-poverty public schools located in Butte and Tehama Counties including Palermo Union Elementary, Golden Hills Elementary, Helen M. Wilcox Elementary, Thermalito Union Elementary, Plumas Avenue Elementary, Poplar Avenue Elementary, Sierra Avenue Elementary, Corning Union Elementary, Woodson Elementary, West Street Elementary, Olive View Elementary, and Los Molinos Elementary School. 

    CAL POLY, SAN LUIS OBISPO:

    Program Purpose: The Education Department terminated an ongoing $2.2 million five-year grant that provides living wage stipends for residents, who in turn agree to complete three years of service after graduation in one of 32 high-need schools.
    Subjects Taught: Residents who go through this program aspire to become teachers in bilingual education and special education.
    School Impacted: 32 schools in the Santa Maria Bonita School District, Santa Maria Joint Union High School District, and Lucia Mar Unified School District. 
    Students Impacted: Collectively, these schools serve nearly 40,000 Pre-K to 12th grade students.

    Program Purpose: The Education Department terminated an ongoing $4.7 million grant to address a critical teacher shortage in important fields, including special education, by developing a high-quality teacher workforce, supporting worker retention, expanding professional development, and issuing micro credentials. 
    Teachers Impacted: The program would have developed a high-quality teacher workforce by training 775 prospective educators through reformed clinical experiences and coursework. Without these funds, these educators will no longer be trained.
    School Impacted: San Miguel Joint Unified School District, Shandon Joint Unified School District, Guadalupe Union School District, Lompoc Unified School District, Paso Robles Joint Unified School District, and Atascadero Unified School District. 

    UNIVERSITY OF CALIFORNIA, LOS ANGELES:

    Program Purpose: The Education Department terminated an ongoing $8 million grant that educates middle school principals and recruits residency candidates with specialized expertise in their areas to meet the Los Angeles Unified School District’s demand for single-subject middle school teachers.
    Subjects Taught: Math, Science, English, and Social Science.
    Teachers Impacted: The termination of the grant will impact approximately 314 educators.
    Schools Impacted: Schools in the Norwalk La Mirada District, LAUSD Partnership Schools, LAUSD East Region District, Glendale Unified School District, and the Lancaster Unified School District.
    Students Impacted: Over 15,000 students in classrooms within Los Angeles County school districts.

    Other Impacts: The UCLA Program’s structured residency model significantly enhances teacher retention rates, ensuring that early-career educators remain in the profession beyond the crucial first five years. Without this structured support, school districts will experience higher turnover rates, which lead to increased recruitment costs, staffing instability, and disruptions in student learning.

    Attorney General Bonta is leading this lawsuit with Massachusetts Attorney General Andrea Campbell and New Jersey Attorney General Matthew Platkin. They are joined by the attorneys general of Colorado, Illinois, Maryland, New York, and Wisconsin in filing the lawsuit.

  • MIL-OSI USA: New York Woman Pleads Guilty for Role in Deadly Alien Smuggling Conspiracy on the Northern Border

    A New York woman pleaded guilty today for her role in a deadly human smuggling conspiracy that left a family of four, including two children under the age of three, dead in the St. Lawrence River.

    According to court documents, Janet Terrance, 45, of Hogansburg, conspired with five others to bring Indian and Romanian nationals into the United States for private financial gain. Co-conspirators Dakota Montour, 31, and Kawisiiostha Celecia Sharrow, 43, both of Akwesasne-Mohawk, New York, entered guilty pleas on Jan. 23, 2025, and Oct. 8, 2024, respectively.

    “The defendant and her coconspirators — fueled by greed, indifference, and recklessness — smuggled aliens via vehicle and boat across the U.S.-Canada border in dangerous weather conditions,” said Supervisory Official Antoinette T. Bacon of the Justice Department’s Criminal Division. “They endangered the lives of two small children and their parents for profit, resulting in the family’s tragic deaths. Dismantling transnational criminal organizations that smuggle people into and throughout the United States is a top priority for the Department of Justice.”

    “A family of four died because a smuggling organization put them in harm’s way for profit,” said Acting U.S. Attorney Daniel Hanlon for the Northern District of New York. “Our top priority is the prosecution and dismantling of smuggling organizations. By securing our northern border, we aim to avoid more tragedies like this one.”

    According to court documents, Terrance, Montour, and Sharrow worked with a human smuggling organization (HSO) on the Akwesasne Mohawk Indian Reservation (AMIR) and in Cornwall, Ontario, Canada, that smuggled aliens from mainland Cornwall to Cornwall Island, and then into northern New York. The HSO routinely smuggled aliens from various countries into the United States. The HSO arranged for aliens to stay in local motels in Cornwall before transporting the aliens to the AMIR to stage the aliens on the banks of the St. Lawrence River. Members of the HSO would then transport the aliens by boat across the St. Lawrence River to later be driven into New York.

    Terrance, Montour, and Sharrow admitted in their plea agreements that in late March 2023, the co-conspirators were employed to illegally transport a Romanian family of four — mother, father, one-year-old boy, and two-year-old girl — from Cornwall into New York. The children were Canadian citizens. Both Montour and Terrance admitted that they were hired to transport the Romanian family to the AMIR from mainland Cornwall.

    Montour admitted that he was aware of the dangerous weather conditions on March 29, 2023 — high winds, freezing temperatures, and limited visibility — yet the family of four was loaded into a small boat by another co-conspirator to cross the St. Lawrence River. The boat capsized, and the family died as a result.

    “The tragic deaths of two innocent, unknowing toddlers and their parents underscores the devastating impacts of alien smuggling,” said Special Agent in Charge Erin Keegan of U.S. Immigration and Customs Enforcement Homeland Security Investigations (ICE HSI) Buffalo. “Janet Terrance and her co-conspirators moved forward with this smuggling attempt despite the dangerous conditions and sheer illegality of the act, placing these victims in the situation that ultimately killed them. ICE HSI Massena is committed to enforcing U.S. laws at our border to protect the safety and the security of our communities.”

    Montour pleaded guilty to one count of conspiracy to commit alien smuggling, four counts of alien smuggling for financial gain, and three counts of alien smuggling resulting in death. Montour faces a maximum penalty of 10 years in prison on each of the conspiracy and alien smuggling for financial gain counts and a mandatory penalty of life in prison on the alien smuggling resulting in death counts.

    Sharrow and Terrance pleaded guilty to two counts and one count of conspiracy to commit alien smuggling, respectively, and each to four counts of alien smuggling for financial gain. They each face a maximum penalty of 10 years in prison on the conspiracy counts and two of the alien smuggling for financial gain counts and a mandatory minimum of five years and maximum penalty of 15 years in prison on two of the alien smuggling for financial gain counts.

    A federal district court judge will determine the defendants’ sentences after considering the U.S. Sentencing Guidelines and other statutory factors.

    HSI Massena engaged in an extensive years-long investigation of the case, with assistance from the U.S. Border Patrol, U.S. Customs and Border Protection (CBP), HSI’s Human Smuggling Unit in Washington, D.C., CBP’s National Targeting Center, New York State Police, Canada Border Services Agency, AMPS, St. Regis Mohawk Tribal Police Department, Ontario Provincial Police, Sûreté du Québec, St. Lawrence County Sheriff’s Department, Royal Canadian Mounted Police, and the Cornwall Police Service. The Justice Department’s Office of International Affairs provided significant support with foreign legal assistance requests.

    Trial Attorney Jenna E. Reed of the Criminal Division’s Human Rights and Special Prosecutions Section and Assistant U.S. Attorney Jeffrey Stitt for the Northern District of New York are prosecuting the case.

    The investigation is being conducted under the Extraterritorial Criminal Travel Strike Force (ECT) program, a joint partnership between the Justice Department’s Criminal Division and HSI. The ECT program focuses on human smuggling networks that may present particular national security or public safety risks, or present grave humanitarian concerns. ECT has dedicated investigative, intelligence and prosecutorial resources. ECT coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

  • MIL-OSI Security: Addiction Treatment Center Supervisor Sentenced in Scheme to Defraud Federal, State, and Private Health Care Insurers

    Insurers were billed for more full client sessions than could be provided in a 24-hour day

    PROVIDENCE, RI – A clinical social worker nicknamed by her co-workers as the “Five Minute Queen” who, at times, substituted a one or two sentence conversation for a billed 45-minute therapy session for her addicted patients has been sentenced to three years of supervised release, the first three months to be served in home detention with electronic monitoring, announced Acting United States Attorney Sara Miron Bloom.

    In pleading guilty in November 2023 to a charge of conspiracy to commit health care fraud, Mi Ok Song Bruining, 64, admitted that, while employed as a supervisor at Recovery Connections Centers of America, Inc. (RCCA) in Providence, she helped devise and execute a scheme that shortchanged Rhode Island and Massachusetts substance abuse disorder patients out of counseling and treatment services while, at the same time, defrauding Medicare, Medicaid, and other health insurers out of more than $3.5 million dollars.

    Bruining, and others working at her direction, routinely submitted false and fraudulent claims for psychotherapy and counseling services that did not occur for the length of time billed, consistently billing for far more patients than was possible for RCCA staff to have seen during office hours. Bruining, known at RCCA as the “Five Minute Queen” for her speed in seeing patients for so-called counseling sessions, billed for 45-minute sessions when she actually saw patients for no more than 5-10 minutes, at times asking patients only one question before she ended a session.

    According to information presented to the court, to facilitate this fraud, Ms. Bruining directed counselors and others at RCCA to record in their notes that they were providing counseling in 45-minute intervals, but without listing AM or PM for the start time. Ms. Bruining gave this instruction so that it was not clear that they were seeing more patients than possible within a single hour. She also instructed other counselors to copy and paste the last visit’s note into each entry to make the bill look complete. As a result, many of the patient notes for patients billed by RCCA were simply identical cut-and paste copies of the same note.

    Bruining was sentenced today by U.S. District Court Mary S. McElroy to three years of supervised release, the first three months to be served in home detention with electronic monitoring, 100 hours of community service, and to pay restitution in the amount of $100,000.

    The case was prosecuted by Assistant United States Attorneys Sara Miron Bloom and Kevin Love Hubbard.

    The matter was investigated by the U.S. Department of Health and Human Services, Office of Inspector General and the Federal Bureau of Investigation. United States Attorney Cunha thanks the IRS, Customs and Border Protection, and the Rhode Island Office of the Attorney General for their assistance in the investigation.
