    The Forum epitomised the strength of the India-Qatar relationship built on shared interests and mutual respect

    On the sidelines of the visit of H.H. Sheikh Tamim bin Hamad bin Khalifa Al Thani, Amir of Qatar to India from 17-18 February, Confederation of Indian Industry, in partnership with the Department for Promotion of Industry and Internal Trade (DPIIT) organised the India-Qatar Joint Business Forum on 18th February 2025 in New Delhi. The Joint Business Forum was graced by Shri Piyush Goyal, Hon’ble Minister of Commerce and Industry, Government of India and H.E. Sheikh Faisal bin Thani bin Faisal Al Thani, Hon’ble Minister of Commerce and Industry, State of Qatar, who delivered keynote address at the Business Forum.

    Speaking in the Inaugural session of the Joint Business Forum, Union Minister, Shri Piyush Goyal reaffirmed India’s ambition to become a USD 30-35 trillion economy by 2047, in alignment with the Viksit Bharat vision. He emphasized that while India and Qatar share a long history of successful energy trade, the future of this partnership extends beyond hydrocarbons to cutting-edge sectors like AI, quantum computing, IoT, and semiconductors etc.

    He emphasized that as geopolitical dynamics shift and cybersecurity threats intensify, alongside the challenges of climate change, self-reliance i.e. Atmanirbharta has become a key priority. With each country possessing distinct competitive advantages, he stressed that India and Qatar are in a position to complement each other’s strengths and can be partners in driving innovation and shape the industries of tomorrow. As both nations embark on a transformational transition, this partnership will rest on the pillars of entrepreneurship, technology, and sustainability.

    He further highlighted India’s key reforms in reducing the cost of doing business and enhancing Ease of Doing Business (EoDB), positioning it as an oasis of credibility and consistency for global investors. Inviting Qatar to explore opportunities in India’s dynamic and resilient economy, he emphasized that India’s Vision 2047 and Qatar’s National Vision 2030 will shape a new era of strategic economic cooperation. He also suggested creating a Joint Working Group on sectors of mutual interest and further invited Qatari businesses to explore opportunities in GIFT City (Gujarat International Finance Tech-City).

    Speaking during the inaugural session, H.E. Sheikh Faisal bin Thani bin Faisal Al Thani, Hon’ble Minister of Commerce and Industry, State of Qatar echoed the sentiments and highlighted that the relationship between Qatar and India is not just a transaction, it is a tradition built on mutual respect, shared interests and a commitment to bolster economic cooperation. India-Qatar trade partnership has flourished with India becoming Qatar’s third largest trading partner. He further emphasized that Qatar remains a diverse, dynamic, and investor-friendly destination, warmly inviting Indian investors to explore the vast opportunities within Qatar’s economy and infrastructure.

    Shri Jitin Prasada, Union Minister of State of Commerce and Industry, Government of India highlighted India’s dynamic economic growth and innovation-driven ecosystem. He emphasized that India has attracted USD 709 billion in FDI inflows over the last decade, supported by 40,000 compliance reforms. He also emphasised upon India’s leadership in innovation, with over 1,55,000 startups across various industries, ranging from space technology to agriculture.

    He further stated that India Stack is revolutionizing digital access, financial inclusion, and internet democratization. The Qatar National Bank (QNB) – National Payments Corporation of India (NPCI) partnership will further enhance digital payments through QR Code-based UPI transactions. The Minister also highlighted the National Manufacturing Mission, which focuses on increasing industrial capability and delivering high-quality products. Additionally, he invited the Qatari delegation to participate in the upcoming Startup Mahakumbh in India, fostering deeper collaboration in the tech and innovation ecosystem.

    H.E. Dr. Ahmad Al-Sayed, Minister of State for Foreign Trade Affairs, Ministry of Commerce and Industry, State of Qatar, highlighted that India and Qatar are well-positioned to navigate the evolving global trade landscape. He emphasized the importance of enhancing the collaboration between two countries beyond traditional energy sector to explore into emerging industries such as electric vehicles (EVs), manufacturing and other non-oil & gas sectors.

    To support global investors, Qatar has established the Qatar Financial Centre (QFC)—a key initiative to attract businesses and facilitate private equity investments. He reiterated that Qatar stands as one of India’s strongest global partners, offering unparalleled access to international markets. Additionally, Qatar Science & Technology Park will serve as a foundation for research and development, while Media City in Qatar aims to attract top media companies, and Qatar Free Zone is designed to drive investment across key sectors.

    With India’s prowess in digitalisation, and Qatar’s ambitious plan for digital transformation, India is in a very unique position to provide technology and scale for digital transformation to Qatar. The discussions highlighted India’s position as a gateway to South Asia and Qatar’s role as a hub for the Middle East. There is high potential for collaboration between India and Qatar in high quality solar grid polysilicon manufacturing, among others, noted panelists.

    The India-Qatar Joint Business Forum convened business leaders, policymakers, and industry experts to explore new avenues of collaboration in relevant sectors. With bilateral trade surpassing USD 15 billion in FY 2023-24, investment flows have increased—ranking among the top three GCC investors in India—but there remains significant untapped potential. To solidify this growing partnership, two key Memorandums of Understanding (MoUs) were signed during the event:

    • Confederation of Indian Industry (CII) and Qatar Business Association
    • Invest India and Invest Qatar

    These agreements aim to facilitate business cooperation, enhance investment flows, and foster long-term collaboration in strategic sectors of mutual interest.

    Shri Sanjiv, Joint Secretary, DPIIT, emphasized that the India-Qatar business delegation will serve as a catalyst for stronger partnerships. He welcomed Qatar’s participation in Startup India Mahakumbh 2025, scheduled for April 3-5, 2025, which will serve as a landmark initiative fostering deeper startup collaborations and attracting Qatari investments into India’s technology and innovation ecosystem.

    Mr. Sanjiv Puri, President, CII, highlighted key areas for economic cooperation, including energy security, agriculture, the startup ecosystem, and skill development. He further emphasized Qatar’s crucial role in India’s energy landscape and stated that CII is committed to facilitating partnerships between Indian and Qatari entities as both nations plan their respective renewable energy goals.

    The event was also addressed by H.E. Sheikh Khalifa bin Jassim Al Thani, Chairman of Board of Directors, Qatar Chamber of Commerce and Industry and H.E. Sheikh Hamad Bin Faisal Al Thani, Board Member of the Qatari Businessmen Association. The Business forum showcased three panel discussions on investments, logistics and advanced manufacturing and futuristic areas such as AI, innovation, sustainability, etc.

    The India-Qatar Business Forum reaffirmed the unwavering commitment of both nations to advancing trade, investment, and technology collaboration. As India and Qatar strengthen their economic ties, they are set to drive prosperity, innovation, and sustainable growth, unlocking a new chapter in their historic partnership.

         The Government announced today (February 18) that the latest round of the Talent List update has been completed. The new Talent List (see Annex) will take effect from March 1 (Saturday) and cover 60 professions with local talent shortages. Outside talents who meet the eligibility criteria for relevant professions can enjoy immigration facilitation when applying under the Quality Migrant Admission Scheme (QMAS), the General Employment Policy (GEP) and the Admission Scheme for Mainland Talents and Professionals (ASMTP).​     Following the update, the Talent List will include nine newly added professions from the industry segments of financial services (accountants, financial professionals with Islamic market experience and experienced professionals in commodities trading), innovation and technology (experienced systems architects and patent professionals), legal and dispute resolution services (legal knowledge engineers) and aviation and shipping (ship surveyors, professionals in green shipping and aircraft maintenance engineers). ​     The Chief Executive announced in his Policy Address last year that the Government will update the Talent List in early 2025 to include top talents and professionals required for the development of industries related to the “eight centres” with a view to generating new impetus for their growth. The Labour and Welfare Bureau and relevant bureaux and departments updated the professions covered in the Talent List after careful consideration and in consultation with stakeholders including industry organisations of various sectors, major business chambers, the Human Resources Planning Commission and the Labour Advisory Board.​     A Government spokesman said, “In reviewing the Talent List, the Government has considered whether talents of the professions concerned are readily available in the local employment market and whether the talents in demand cannot be nurtured by local training in good time. This round of update has also included emerging industries, as well as some professional occupations identified in the 2023 Manpower Projection announced last November as being in demand in the coming five years, requiring academic qualifications at degree level or above.”​     The updated List, detailed specifications of individual professions and the guidance note for applying under applicable admission schemes have been uploaded to the dedicated website (www.talentlist.gov.hk) and the website of Hong Kong Talent Engage (www.hkengage.gov.hk). Those interested in submitting applications for the admission schemes can visit the electronic application platform of the Immigration Department (www.immd.gov.hk/eng/services/index.html#tab_b_1) and submit applications.​     The Government drew up the first List in 2018 with a view to attracting high-quality talent in an effective and focused manner. The List has been reviewed and expanded in 2021 and 2023 respectively to cover the talents that Hong Kong needs most. Under the GEP and the ASMTP, employers who seek to fill vacancies falling under the professions on the List are not required to provide proof to substantiate their difficulties in local recruitment when making applications, thus shortening the time to recruit outside talents. Furthermore, since the revamp of the QMAS that took effect on November 1 last year, eligible applicants who meet the requirements of the List will be favourably considered under the General Points Test of the QMAS after assessment.

         Police today (February 18) appealed to the public for information on a man who went missing in Cheung Sha Wan.      LAU Kok-yim, aged 92, went missing after he was last seen at a hospital on Wing Hong Street, Cheung Sha Wan on February 14 night. His family made a report to Police yesterday (February 17).      He is about 1.75 metres tall, 60 kilograms in weight and of thin build. He has a sharp face with yellow complexion and short white hair. He was last seen wearing a blue jacket, black trousers, black shoes and carrying a light brown bag.      Anyone who knows the whereabouts of the missing man or may have seen him is urged to contact the Regional Missing Person Unit of Kowloon West on 3661 8036 or 9020 6542 or email to rmpu-kw@police.gov.hk, or contact any police station

         The Hong Kong Museum of Art (HKMoA) is deeply honoured to receive another generous donation from Mr Cheung Kee-wee, renowned collector and owner of the Huaihaitang Collection. The donation comprises 46 sets of precious artefacts, including Ming and Qing imperial porcelain, Ming textiles, and Ming lacquerware and cloisonné enamel, which are remarkable for their quality and rarity. The HKMoA will make good use of these precious cultural relics to promote the essence of Chinese culture, providing more people with the opportunity to understand and appreciate the treasures of Chinese art in depth.     Since 2018, Mr Cheung has made 16 donations to the HKMoA, totalling more than 340 Chinese artefacts and paintings. He has generously shared these cultural treasures with the public, enriching the museum’s collections and providing valuable materials for the study and promotion of Chinese art. The latest donated artefacts were displayed at the “Eternal Enlightenment: the Virtual World of the Jiajing Emperor” exhibition held at the HKMoA in 2022. Among them is the jar with clouds, dragons and shou characters design in underglaze blue, which is notably large in size and difficult to fire. Between a pair of dragons in motion, a “shou” character is depicted in cursive script, the continuous single stroke of which symbolises longevity and is a common motif during the Jiajing period of the Ming dynasty. The jar exhibits a lush and dense blue tone that carries a tinge of purple, demonstrating the distinctive characteristics of porcelain from that era. These artefacts not only exemplify exquisite craftsmanship but also bear witness to the artistic characteristics and cultural landscape of the late Ming era, holding significant historical and artistic value.           Mr Cheung is a renowned local art collector and Honorary University Fellow of the University of Hong Kong. He is also a Museum Expert Adviser for the Leisure and Cultural Services Department. He is passionate about Chinese art, and his private Huaihaitang Collection is well-known for its imperial porcelains from the Ming and Qing dynasties. Mr Cheung serves as the longstanding Vice Chairman of the well-known collectors’ organisation, the Min Chiu Society, and possesses vast experience in art appreciation and connoisseurship. Guided by his mantra that “appreciation and research are more important than possessing and collecting”, he has long been committed to promoting art and culture and has generously donated items from his collection to public and university museums, including the HKMoA, for research and public appreciation.     Established in 1962, the HKMoA is the first public art museum in the city, now the custodian of an art collection of over 19 700 items. The rich collections span historical eras from the Neolithic Age to contemporary times, representing the artistic legacy of Hong Kong and beyond. Over the years, the museum has received multiple precious collections from collectors and artists, reflecting that the mission of the HKMoA to inherit and protect art is well recognised by them. Donations received since its expansion and reopening in 2019 include a total of 363 artworks from the Chih Lo Lou Collection of Chinese painting and calligraphy, which was built up by the late Ho Iu-kwong, a philanthropist and passionate collector, and donated by the Chih Lo Lou Art Promotion (Non-profit Making) Limited; over 450 items of the late celebrated artist Wu Guanzhong’s works and personal archives from Wu and his family over the years; a precious art collection with more than 1 000 works featuring 20th-century Chinese paintings and calligraphy donated by renowned collector and photographer and master of Jingguanlou, Dr Wong Kwai-kuen; and nearly 500 pieces of Chinese snuff bottles from the Fuyun Xuan Collection donated by the late local collector Christopher Sin’s wife, Josephine Sin. Last year, the museum has received a generous donation of $100 million from Wu Keyu, the son of Wu Guanzhong, for the establishment of the Wu Guanzhong Art Sponsorship, to support the promotion of Wu and related Chinese modern art.

         The Immigration Department (ImmD) mounted a series of territory-wide anti-illegal worker operations codenamed “Lightshadow” to combat illegal food delivery couriers from January 2 to today (February 18). A total of 14 suspected illegal workers and 10 suspected aiders and abettors were arrested.      During the anti-illegal worker operations, 14 suspected illegal workers and 10 suspected aiders and abettors were arrested by ImmD Task Force officers. The 14 arrested suspected illegal workers are non-ethnic Chinese males aged 21 to 54. Among them, 13 men were found to be holders of recognisance forms and were non-refoulement claimants, which prohibit them from taking any employment in Hong Kong.      Furthermore, the 10 suspected aiders and abettors are Hong Kong residents age 17 to 41. The eight men and two women were arrested for being suspected of a conspiracy to defraud delivery platforms by selling or renting their food delivery courier accounts to the illegal workers.      An ImmD spokesman said, “Any person who contravenes a condition of stay in force in respect of him or her shall be guilty of an offence. Also, visitors are not allowed to take employment in Hong Kong, whether paid or unpaid, without the permission of the Director of Immigration. Offenders are liable to prosecution and upon conviction face a maximum fine of $50,000 and up to two years’ imprisonment. Aiders and abettors are also liable to prosecution and penalties.”       The spokesman warned, “As stipulated in section 38AA of the Immigration Ordinance, an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land is prohibited from taking any employment, whether paid or unpaid, or establishing or joining in any business. Offenders are liable upon conviction to a maximum fine of $50,000 and up to three years’ imprisonment.”      The spokesman reiterated that it is a serious offence to employ people who are not lawfully employable. Under the Immigration Ordinance, the maximum penalty for an employer employing a person who is not lawfully employable, i.e. an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land, has been significantly increased from a fine of $350,000 and three years’ imprisonment to a fine of $500,000 and 10 years’ imprisonment to reflect the gravity of such offences. The director, manager, secretary, partner, etc, of the company concerned may also bear criminal liability. The High Court has laid down sentencing guidelines that the employer of an illegal worker should be given an immediate custodial sentence.      According to the court sentencing, employers must take all practicable steps to determine whether a person is lawfully employable prior to employment. Apart from inspecting a prospective employee’s identity card, the employer has the explicit duty to make enquiries regarding the person and ensure that the answers would not cast any reasonable doubt concerning the lawful employability of the person. The court will not accept failure to do so as a defence in proceedings. It is also an offence if an employer fails to inspect the job seeker’s valid travel document if the job seeker does not have a Hong Kong permanent identity card. Offenders are liable upon conviction to a maximum fine of $150,000 and to imprisonment for one year. In that connection, the spokesman reminded all employers not to defy the law by employing illegal workers. The ImmD will continue to take resolute enforcement action to combat such offences.      Under the existing mechanism, the ImmD will, as a standard procedure, conduct an initial screening of vulnerable persons, including illegal workers, illegal immigrants, sex workers and foreign domestic helpers, who are arrested during any operation with a view to ascertaining whether they are trafficking in persons (TIP) victims. When any TIP indicator is revealed in the initial screening, the ImmD officers will conduct a full debriefing and identification by using a standardised checklist to ascertain the presence of TIP elements, such as threats and coercion in the recruitment phase and the nature of exploitation. Identified TIP victims will be provided with various forms of support and assistance, including urgent intervention, medical services, counselling, shelter or temporary accommodation and other supporting services. The ImmD calls on TIP victims to report crimes to the relevant departments immediately.

         â€‹The Advisory Committee on Sports Dispute Resolution of the Department of Justice (DoJ), chaired by the Deputy Secretary for Justice, Dr Cheung Kwok-kwan, met with Vice-President of the Sports Federation & Olympic Committee of Hong Kong, China (SF&OC) Mr Kenneth Fok and the Honorary Secretary General of the SF&OC, Mr Edgar Yang, today (February 18) to discuss the direction of development of promoting sports dispute resolution in Hong Kong.
          
         At the meeting, both sides had in-depth exchanges on the latest developments in sports dispute resolution. They also discussed ways to encourage the sports industry to widely adopt alternative dispute resolution mechanisms for handling sports disputes in the spirit of embracing change and boldly pursuing reforms.
          
         Dr Cheung said that, with a view to enhancing the local sports dispute resolution landscape, the Hong Kong Special Administrative Region Government has been actively engaging with key stakeholders and understands that the industry is keen to have a neutral, fair and efficient mechanism to handle and resolve sports disputes. As announced in “The Chief Executive’s 2024 Policy Address”, the Government will explore establishing a sports dispute resolution system to promote the sustainable development of sports in Hong Kong.
          
         Dr Cheung was pleased to learn that the SF&OC fully supports Hong Kong to leverage its institutional advantages in dispute resolution to develop sports dispute resolution, thereby further consolidating Hong Kong’s status as a centre for international legal and dispute resolution services in the Asia-Pacific region.
          
         He said that the Government and the Advisory Committee are carrying out the preparatory work for a pilot scheme on sports dispute resolution at full steam. He sincerely thanked the SF&OC for its valuable advice on the implementation of the pilot scheme, especially regarding the specific requirements for selecting dispute resolution institutions, the fields of disputes suitable for resolution through mediation or arbitration, and the fee structure. The two sides also exchanged views on the potential for future collaboration, including promoting awareness and providing education to national sports associations and local athletes on the use of alternative dispute resolution in handling sports disputes, as well as encouraging retired athletes to participate in sports dispute mediator and arbitrator training.
          
         Dr Cheung said that the Advisory Committee will continue to actively engage with major stakeholders, gathering and listening to feedback from all sectors of the community, with a view to formulating a specific mechanism and arrangement for the pilot scheme. He expressed hope that the pilot scheme will be launched within this year to promote the wider use of sports dispute resolution in Hong Kong.

  • MIL-OSI Asia-Pac: Chief Executive in Council adopts recommendation on Statutory Minimum Wage rate

         The Chief Executive (CE) in Council has adopted the recommendation of the Minimum Wage Commission (MWC) on raising the Statutory Minimum Wage (SMW) rate from its prevailing level of $40 per hour to $42.1, an increase of $2.1 or 5.25 per cent.
     
         The Government will publish the Minimum Wage Ordinance (Amendment of Schedule 3) Notice 2025 in the Gazette this Friday (February 21) and table it in the Legislative Council (LegCo) on February 26. Subject to the approval of the LegCo, the revised SMW rate will come into force on May 1 this year.
     
         In conducting this review of the SMW rate, the MWC adopted the formula approved by the CE in Council on April 30, 2024, to derive the recommended SMW rate (please refer to the Annex).
     
         The Secretary for Labour and Welfare, Mr Chris Sun, said he is pleased with the MWC’s smooth completion of its mission to review the SMW rate through elaborate discussions to draw up the implementation arrangements for adopting the formula, examining the latest data on the indicators in the formula, and assessing the relevant impacts. He paid warm tribute to the Chairperson of the MWC, Ms Priscilla Wong, for her exemplary leadership and to all MWC members for their sterling contributions.
     
         Mr Sun said, “After careful consideration, the Government is of the view that the MWC has ably discharged its statutory function of reviewing the SMW rate. The recommendation of the MWC is in line with the policy objectives of the SMW to maintain an appropriate balance between forestalling excessively low wages and minimising the loss of low-paid jobs, while giving due regard to sustaining Hong Kong’s economic growth and competitiveness.”
     
         The 2024 Report on Reviewing the Statutory Minimum Wage Rate has been uploaded to the MWC’s website (www.mwc.org.hk).
     
         The Government will publish the Employment Ordinance (Amendment of Ninth Schedule) Notice 2025 in the Gazette on February 21 and table it in the LegCo on February 26. The Notice amends the monthly monetary cap on the requirement for employers to record the total number of hours worked by employees in a wage period. An employer will be exempted from the requirement to record the total number of hours worked by an employee in a wage period if the wages payable to the employee for that wage period are not less than $17,200 (currently $16,300) per month. In tandem with the commencement of the revised SMW rate, the revised monthly monetary cap will come into force on the same day as the revised rate takes effect, which is May 1 this year.
     
         As announced in the CE’s 2024 Policy Address, the Government will implement a new annual review mechanism of the SMW. The first SMW rate derived under the new mechanism is expected to take effect on May 1, 2026.

         Following is the keynote address by the Secretary for Financial Services and the Treasury, Mr Christopher Hui, at the Institutional Summit at Consensus Hong Kong 2025 this morning (February 18):

         It is my profound honour to join you today at Consensus Hong Kong 2025 – a landmark event that celebrates innovation, brings together global pioneers in blockchain, Web3, virtual assets, and artificial intelligence, and galvanises the forces driving the future of our financial ecosystem. I welcome you all to a market where vision meets policy, and where transformative ideas are nurtured under a forward-looking policy and regulatory framework.
     
         Today, Hong Kong stands poised on the threshold of a new chapter – one in which traditional finance and digital innovation integrate to create efficiency, transparency, and inclusive growth.
     
         It is no coincidence that Consensus Hong Kong 2025 is taking place in our vibrant city. The Government remains steadfast in our mission to foster an environment where innovation is underpinned by robust regulation, ensuring that our financial markets not only thrive on competitiveness but also maintain the highest standards of investor protection and market integrity.
     
         Today, I wish to share with you my vision for the future, one built upon three defining trends. The first is financial market innovation through tokenisation. Tokenisation is not merely a buzzword – it is a profoundly transformative development that holds the promise of reshaping traditional financial markets. By converting conventional financial instruments and physical assets into digital tokens, we are building bridges between traditional finance and the emerging digital economy. Our regulatory framework has laid a solid foundation for this evolution. Our securities regulator has proactively issued circulars to guide intermediaries engaging in tokenised securities-related activities and expectations for the tokenisation of SFC (Securities and Futures Commission)-authorised investment products.
     
         These measures have provided critical clarity to market participants and investors alike, fostering an environment of trust and informed innovation. We have witnessed encouraging developments that testify to our approach. Consider, for instance, the tokenisation of gold – where physical gold is integrated with blockchain technology to offer investors greater flexibility, fractional ownership, and enhanced security. Similarly, the emergence of tokenised money market funds shows how traditional liquidity management can benefit from digital innovations, enabling more efficient market making alongside expanded secondary market liquidity for institutional investors.
     
         An important initiative to foster tokenisation development is Project Ensemble, a sandbox launched by the Hong Kong Monetary Authority. This initiative is designed to experiment with the tokenisation of money enabling seamless interbank settlements. By exploring tokenisation across fixed income and investment funds, liquidity management, green and sustainable finance, and trade and supply chain finance, Project Ensemble exemplifies Hong Kong’s commitment to harnessing emerging technology to enhance financial market infrastructure. This experimental Sandbox not only embraces innovation but also ensures that the innovations are implemented with a clear focus on stability and investor protection.
     
         The second trend that will shape our future financial landscape is the integration of Web3 innovations into the real economy. In our ongoing efforts to narrow the gap between digital finance and everyday business operations, the Government has taken decisive steps to develop a regulatory regime for stablecoin issuers. We are actively engaging with the real economy – where businesses that support cross-border payments, international trade, and digital commerce are eager to solve longstanding issues such as high costs, delayed transfers, and the challenges posed by the sometimes unpredictable FX (foreign exchange) markets.
     
         In recognition of these challenges, the regulator has established a Sandbox to obtain feedback and provide clarity to entities interested in issuing fiat-referenced stablecoins. This Sandbox serves not only as an incubator for innovations but also as a platform that bridges industry needs with prudent regulation. We see promising potentials for stablecoins to streamline payment systems, fostering a more efficient and integrated financial landscape that benefits businesses and consumers alike.
     
         Furthermore, the application of tokenisation extends far beyond traditional financial instruments. Already, we observe its impact across various sectors. From financing EV (electric vehicle)-charging infrastructure through tokenised management fee, to facilitating more agile supply chain finance, our digital infrastructure is now robust enough to support longstanding economic practices, albeit with a modern twist. These developments illustrate how the convergence of digital technologies with real-world assets can unlock significant economic value and propel us into a new era of cross-sector collaboration.
     
         The third and perhaps most transformative trend is the integration of AI with blockchain and Web3 technologies. In today’s rapidly evolving technological landscape, AI represents not just an opportunity but a necessity to enhance our digital infrastructures. Decentralised AI platforms, built on blockchain principles, provide a promising avenue for ensuring data privacy, security, and collaborative innovation.
     
         Decentralised AI has the potential to revolutionise how we manage, train, and deploy machine learning models. By enabling secure data sharing across multiple stakeholders, we create a system in which AI models can be trained collaboratively using diversified databases. This collaborative approach ensures that the resulting models are not only more widely applicable but also benefit from the collective insights of multiple organisations. Moreover, an open-source philosophy in model development promotes transparency, accountability, and a shared economic vision in which the fruits of innovation are accessible to all.
     
         Recognising these immense opportunities, the Government has set forth a policy statement to foster responsible AI innovation in our financial markets. Last October, we issued a detailed statement outlining our vision for the responsible usage of AI, balancing innovation with the imperative for control, transparency, and fairness. In line with our policy, the Hong Kong University of Science and Technology (HKUST) has embarked on a collaborative initiative, making its InvestLM model available to the financial services industry. This programme offers both advisory and training services – providing options for on-premises deployment as well as application programming interfaces (APIs) and web interfaces that utilise the HKUST’s computing resources.
     
         The transformative trends of tokenisation, real economy adoption, and AI integration can only reach their full potential within a reliable and adaptable regulatory system. Our guiding principle – “same activities, same risks, same regulations” – underscores our commitment to fairness, consistency, and the highest standards of market protection.
     
         We are continuously reviewing and refining our regulatory regime to foster a complete ecosystem for virtual assets. By developing comprehensive frameworks that include virtual asset exchanges, stablecoin issuers, custodians, and over-the-counter trading activities, we pave the way for an interconnected value chain that will underpin Hong Kong’s financial markets.
     
         In closing, I invite all stakeholders here today – from seasoned financial experts to the visionary entrepreneurs shaping tomorrow’s digital economy – to embrace the challenges and opportunities that lie ahead. Consensus Hong Kong 2025 is more than just an event; it is a call to action. It is a recognition that our collective ingenuity, when harnessed under a principled regulatory framework, has the power to drive sustainable progress.

  • MIL-OSI United Kingdom: More support announced for residents accessing education and training

    Our Skills, Employment and Adult Education Service has announced the continuation of the SEGRO Employment Access Fund.

    The Fund helps support residents who need education or training to help them find work. 

    Following a successful pilot of the Fund in 2024, SEGRO has confirmed its continued support throughout 2025.

    There are several funding streams available to support learning through the Adult Education Budget via the West Midlands Combined Authority and the Education & Skills Funding Agency, but the SEGRO Employment Access Fund helps offer financial support to Coventry residents who are not eligible for this funding.

    To date, a wide range of learning opportunities have been accessed including:

    • English for Speakers of Other languages (ESOL)
    • English (Functional Skills qualification)
    • Caring for a Child
    • Mathematics
    • Level 2 Certificate in Supporting Teaching and Learning in Schools

    The courses are provided by Coventry’s Adult Education Service across the city.

    Councillor Dr Kindy Sandhu, Cabinet Member for Education and Skills, said:

    “The SEGRO Employment Access Fund is a fantastic lifeline for people who are seeking employment but might have a barrier in the way of them becoming employed.

    “The support from SEGRO is vital to helping us make further progress in removing barriers to education and skills for a wide range of Coventry residents.”

    SEGRO is the owner, developer and manager of SEGRO Park Coventry, and is a long-term investor in the area, The Fund forms part of its Coventry Community Investment Plan, a long-term commitment to support the communities around its development.   • MIL-OSI United Kingdom: Skye and Raasay Area roads capital programme approved for 2025/26

    Members of the Skye and Raasay Area Committee agreed a list of proposed prioritised roadworks which will be funded out of Highland Council’s Capital Budget allocation for 2025/26.

    The local allocations capital budget for 2025/26 remains to be established, which will be calculated from the approved capital budget allocation.

    The estimated local allocation for the Skye and Raasay area (based on 2024/25) is £3,001,638 comprising £521,223 for overlay/inlay works, £340,565 for surface dressing works, £50,000 for structures and £2,089,850 strategic allocation.

    Skye and Raasay Area Committee Chair, Cllr John Finlayson said: “It is important to take every opportunity to communicate the real scale of both the road conditions and financial challenges before us. We know the roads budget falls short of the funding needed to do everything we want with added challenges being faced with regard to the recent winter weather with rain, frost, snow and salt causing further damage to our roads, and of course the impact of the hundreds of thousands of tourists who visit Skye annually, travelling on many un-engineered  roads never built for the number of vehicles we now see. Agreeing the capital roads’ priorities for 2025/26, helps raise awareness of what requires to be prioritised based on the road condition survey results and with the funding available, it also allows forward planning for the roads team who work tirelessly and resourcefully to do the best they can with the resources available. Clearly the agreed programme will not please everyone, and local Members will continue to push for additional resource whenever possible and work with Officers to make the best use of the funding available.”

    Cllr Finlayson added: “On behalf of the Committee I would like to thank our roads operations teams who have been working tirelessly during the recent challenging adverse winter weather conditions to clear the snow, ice, and debris from our roads. They have been committed to keeping communities connected and worked hard to keep our routes open.”

    Works for the Skye and Raasay area are identified based on a prioritised ranking.  The ranking is informed by:

    • Scottish Road Maintenance Condition Survey (SRMCS) data.
    • Safety inspections.
    • Service inspections; and input and feedback from Ward Members.

They responded swiftly, stepped forward and conducted rescue operations with all-out efforts. So far, a total of 326 personnel have been deployed to a range of tasks, including search and rescue, relocation of affected residents, road clearance, hidden-danger assessment, and supplies transportation.     Zhang Xiaogang: The revised Regulations on Scientific Research and Development Related to Military Equipment has five features. First, it takes the generation of combat capability as the sole criteria, and systematically reformed the processes and procudures for overall planning, project approval, and process management related to scientific research and development (R&D) of military equipment. Second, it requires advanced management concepts to be applied to both organs responsible for equipment R&D planning and units undertaking specific projects. This aims to improve the capacity for independent innovation, and provide more sources of growth in new quality combat capabilities. Third, it optimizes the classification and approval models for equipment pre-research, equipment R&D and production, and comprehensive equipment research, providing flexible and practical options for project management. Fourth, it systematically clarifies the principles and specific measures for quality control, cost management, acceptance and evaluation, and outcome management, in support of high-quality development of equipment R&D. Fifth, it establishes a comprehensive framework for the supervision and regulation of equipment R&D. It also specifies industry-specific supervision methods, inspection approaches and rectification measures.     Journalist: The PLA Navy recently sent a task group to Pakistan to attend the multinational maritime exercise AMAN 2025. This is the first international joint exercise the Chinese military has participated in this year. Please further brief us on the exercise.

    Zhang Xiaogang: At the invitation of the Pakistani military, a PLAN task group comprising of the guided-missile destroyer PLANS Baotou and the comprehensive supply ship PLANS Gaoyouhu participated in the multinational maritime exercise AMAN 2025 from February 6 to 11. During the onshore phase of the exercise, the task group and other participating naval forces held planning conferences, professional exchanges and open ship events. During the maritime phase, drills were conducted on joint counter-piracy operations, search and rescue and air defense. The exercise facilitated exchanges between the PLAN and other participating naval troops, and demonstrated a shared commitment to maritime security. The Chinese military will continue to live up to our international responsibilities and obligations, and contribute to world peace and stability with concrete actions.

    Journalist: The US Indo-Pacific Command recently said that the Typhon mid-range missile system had been relocated from the Laoag airfield to another location on the island of Luzon, and that the relocation, however, was not an indication that the batteries would be permanently deployed in the Philippines. The Philippine side said that it would return the Typhon system to the US so long as China stops claiming its territory, harassing its fishermen and attacking its ships. May I have your comment?

    Zhang Xiaogang: The Chinese side has made clear multiple times our firm opposition against the US deployment of the mid-range missile system in the Philippines. The Typhon missile system is a strategic asset and an offensive weapon. The Philippine side has repeatedly gone back on its words and brought in the system to cater to the US side. Such decision would only place its national security and defense in the hands of others, and lead to geopolitical confrontation and risks of arms race in the region. It’s like holding a candle to the devil and playing the jackal to the tiger.

    As we all know, the territory of the Philippines is defined by a series of international treaties, including the 1898 Treaty of Peace between the United States of America and the Kingdom of Spain, the 1900 Treaty between the United States of America and the Kingdom of Spain for Cession of Outlying Islands of the Philippines, and the 1930 Convention between His Majesty in Respect of the United Kingdom and the President of the United States regarding the Boundary between the State of North Borneo and the Philippine Archipelago. China’s Nansha Qundao and Huangyan Dao fall outside the Philippine territory. It’s legitimate, lawful and beyond reproach for the Chinese side to conduct law-enforcement activities in relevant waters.

    By using the deployment of Typhon as a bargaining chip on the South China Sea issue, the Philippine side is selling out its own national security, putting the well-being of its people and regional peace and stability at grave risk. Such behavior is ridiculous and dangerous. We require the Philippine side to recognize the high sensitivity and severe consequences of this issue, remove the Typhon missile system as soon as possible to honor its open promises, and return to the right track of dialogue and consultations at an early date. The Chinese side will continue to take necessary measures to resolutely counter provocations and infringements and safeguard our territorial sovereignty and maritime rights and interests.

    Journalist: It was reported that the US confirmed that Article V of the US-Japan Treaty of Mutual Cooperation and Security applies to China’s Diaoyu Dao during a phone call between Japanese Minister of Defense and US Secretary of Defense. What’s your comment?

    Zhang Xiaogang: Diaoyu Dao and its affiliated islands are China’s inherent territory. No matter what the US and Japan say or do, they can neither change this fact nor shake China’s resolve to safeguard national sovereignty and territorial integrity. The Treaty of Mutual Cooperation and Security between the US and Japan is a product of the Cold War. Military and security cooperation between the US and Japan should not target any third party, let alone undermine regional development. 2025 marks the 80th year of the victory of the World Anti-Fascist War. We hope the Japanese side will take lessons from history, demonstrate its determination to pursue peaceful development through concrete actions, and make more efforts to enhance mutual trust between countries and promote regional peace and stability.

    Around 6:05pm, police located the man deceased a short distance from where his vehicle was found abandoned and washed off the Stray Creek Crossing on Fleming Road.

    The circumstances are believed to be non-suspicious.

    The Search and Rescue Section and Daly River police would like to thank the members of the community for their assistance in this operation and our thoughts are with the family of the man.

    During the annual session of this group, members will be asked to appoint the chair and vice chair(s) for the coming period. These nominations are done on an annual basis, with no limit on the number of times an officer can be re-nominated. Each group shall have a chair and a vice chair (there can be a maximum of two vice chairs).

    The procedures applied are described in document ECE/CTCS/WP.6/2023/12.

    Candidature:

    The nominated individual must be a member of the subgroup and the nominations must be received from another member from this or another subgroup of WP.6 (self-nominations are not accepted). A member can only submit one nomination. The nominations will be scrutinised by the WP.6 chair who may refer it through the secretariat to the member State Mission in Geneva to the United Nations. Following such examination, the nomination may be excluded from further consideration at the discretion of the WP.6 chair and/or the member State Mission in Geneva to the United Nations (based on the individual’s expertise, potential reputational risks to WP.6 or other considerations). The candidates’ profiles are then circulated by the secretariat at least one week prior to the meeting (either published on the website or sent by email to the subgroup’s members). If voting is necessary to appoint an officer of the subgroup, the secretariat will publish the procedure to be applied at least one week prior to the meeting.

    Responsibilities:

    Subgroup chairs are responsible for the meetings of the subgroup and presenting subgroup reports to the WP.6 annual session. The subgroup chair ensures the meetings are held in a professional, open and inclusive manner promoting transparency both internally and externally.     Introduction

    On December 31, cybercriminals launched a mass infection campaign, aiming to exploit reduced vigilance and increased torrent traffic during the holiday season. Our telemetry detected the attack, which lasted for a month and affected individuals and businesses by distributing the XMRig cryptominer. This previously unidentified actor is targeting users worldwide—including in Russia, Brazil, Germany, Belarus and Kazakhstan—by spreading trojanized versions of popular games via torrent sites.

    In this report, we analyze how the attacker evades detection and launches a sophisticated execution chain, employing a wide range of defense evasion techniques.

    Kaspersky’s products detect this threat as Trojan.Win64.StaryDobry.*, Trojan–Dropper.Win64.StaryDobry.*, HEUR:Trojan.Win64.StaryDobry.gen.

    Initial infection

    On December 31, while reviewing our telemetry, we first detected this massive infection. Further investigation revealed that the campaign was initially distributed via popular torrent trackers. Trojanized versions of popular games—such as BeamNG.drive, Garry’s Mod, Dyson Sphere Program, Universe Sandbox, and Plutocracy—were designed to launch a sophisticated infection chain, ultimately deploying a miner implant. These malicious releases were created in advance and uploaded around September 2024.

    Although the malicious releases were published by different authors, they were all cracked the same way.

    Among the compromised installers are popular simulator and sandbox games that require minimal disk space. Below is the distribution of affected users by game as of January 2025:

    These releases, often referred to as “repacks”, were usually distributed in an archive. Let’s now take a closer look at one of the samples. Upon unpacking the archive, we found a trojanized installer.

    After launching the installer (a Windows 32-bit GUI executable), we were welcomed with a GUI screen showing three options: install the game, choose the language, or quit.

    This installer was created with Inno Setup. After decompiling the installer, we examined its code and found an interesting functionality.

    This code is responsible for extracting the malicious files used in this attack. First, it decrypts unrar.dll using the DECR function, which is a proxy for the RARExtract function within the rar.dll library. RARExtract decrypts unrar.dll using AES encryption with a hard-coded key, cls–precompx.dll. Next, additional files from the archive are dropped into the temporary directory, and execution proceeds to the RARGetDllVersion function within unrar.dll.

    First of all, the sample runs a series of methods to check if it’s being launched in a debugging environment. These methods search for debugger and sandbox modules injected into processes, and also check the registry and filesystem for certain popular software. If such software is detected, execution immediately terminates.

    If the checks are passed, the malware executes cmd.exe to register unrar.dll as a command handler with regsvr32.exe. The sample attempts to query the following list of sites to determine the user’s IP address.

    This is done to identify the infected user’s location, specifically their country. If the malware fails to detect the IP address, it defaults the country code to CNOrBY (meaning “China or Belarus”). Next, the sample sends a request to hxxps://pinokino[.]fun/donate_button/game_id=%s&donate_text=%s with the following substitutions:

    • game_id = appended with DST_xxxx, where x represents digits. This value is passed as an argument from the installer; in this campaign, we discovered the variant DST_1448;
    • donate_text = appended with the country code.

    After this generic country check, the sample collects a fingerprint of the infected machine. This fingerprint consists of various parameters, forming a unique identifier as follows:

    This fingerprint is then encoded using URL-safe Base64 to be sent successfully over the network. Next, the malware retrieves MachineGUID from HKLMSoftwareMicrosoftCryptography and calculates its SHA256 checksum. It then collects 10 characters starting from the 20th position ( SHA256(MachineGUID)[20:30]). This hexadecimal sequence is used as the filename for two newly created files: %SystemRoot%%hash%.dat and %SystemRoot%%hash%.efi. The first file contains the encoded fingerprint, while the second is an empty decoy. The creation time of the .dat file is spoofed with a random date between 01/01/2015 and 12/25/2021. This file stores the Base64-encoded fingerprint.

    After this step, unrar.dll starts preparing to drop the decrypted MTX64.exe to the disk. First, it generates a new filename for the decrypted payload. The malware searches for files in %SystemRoot% or %SystemRoot%Sysnative. If these directories are empty, the decrypted MTX64.exe is written to the disk as Windows.Graphics.ThumbnailHandler.dll. Otherwise, unrar.dll creates a new file and names it by choosing a random file from the specified directories, taking its name, trimming its extension and appending a random suffix from a predefined list. Besides suffixes, this list contains junk data, most likely added to evade signature-based detection.

    For example, if the malware finds a file named msvc140.dll in %SystemRoot%, it removes the extension and appends the resulting msvc140 with handler.dll (a random suffix from the list), resulting in msvc140handler.dll. The malware then writes the decrypted payload to the newly generated file in the %SystemRoot% folder.

    After that, the sample opens the encrypted MTX64.exe and decrypts it using AES-128 with a hard-coded key, cls–precompx.dll.

    The loader also carries out resource spoofing. First of all, it scans the _res.rc file for DLL property names and values—such as CompanyName, FileVersion and so on—and creates a dictionary of (key, value) pairs. Then it takes a random DLL from the %SystemRoot% folder (exiting if nothing is found), extracts its property values using the VerQueryValueW WinAPI, and replaces the corresponding dictionary values. The resulting resources are embedded into the decrypted MTX64.exe DLL. This file is then saved under the name generated in the previous step. Finally, unrar.dll changes the creation time of the resulting DLL using the same spoofing method as for the fingerprint file.

    The dropped DLL is installed using the following command:

    This DLL is based on a public project called EpubShellExtThumbnailHandler, a Windows Shell Extension Thumbnail Handler. This stage completely mimics the legitimate behavior up until the actual thumbnail handling. It gets registered as a .lnk (shortcut) file handler, so whenever a .lnk file is opened, the DLL tries to process its thumbnail. However, here the sample implements its own version of the GetThumbnail interface function, and creates a separate thread to perform its malicious activities.

    First, this thread writes the current date and month in dd–mm format to the %TEMP%time_windows_com.ini file. This stage then retrieves MachineGUID from HKLMSOFTWAREMicrosoftCryptography, calculates SHA256(MachineGUID)[20 : 30], just like unrar.dll did. After that, it checks %SystemRoot% for the .dat file with this name. The presence of this file confirms that the infection is uninterrupted, prompting the DLL to extract the fingerprint and make a query to the hard-coded threat actors’ domain in the following format, where the UID is the fingerprint’s SHA256 hash.

    The server sends back a JSON that looks like {‘code’:‘reg’}. After this, the DLL makes another query to the server with an additional field, data, which is the Base64-encoded fingerprint ( uid remains the same):

    Upon receiving this request, the server also sends a JSON. The malware checks its code field, which must be equal to either 322 or 200. If it is, the sample proceeds to extract the MD5 checksum from the flmd field in the same JSON and download the next-stage payload from the following link:

    Next, the sample calculates the MD5 checksum of the received payload (a kickstarter PE file), and checks this hash against the MD5 checksum from the JSON. If they match, the malware parses the PE structure to locate the Export Address Table, retrieves the kickstarter function address, and executes it.

    The kickstarter PE has an encrypted blob in its resources. This stage reads the blob and stores it in a C++ vector of bytes.

    Resource reading

    After that, it chooses a random name for the payload using the same method as for MTX64.exe during the execution of unrar.dll. However, there is a difference: if nothing is found in %SystemRoot% or %SystemRoot%Sysnative, it chooses Unix.Directory.IconHandler.dll as a default file name. The payload is saved to %appdataRoamingMicrosoftCredentials%InstallDate%. To locate the InstallDate directory, the DLL retrieves the system installation date from the registry subkey HKLMSOFTWAREMicrosoftWindows NTCurrentVersionInstallDate.

    Then the blob is decrypted using the CryptoPP AES-128 implementation. The key consists of the sequence of bytes from x00 to x10. The decrypted contents are written onto the disk. This executable also spoofs its resources using the same method as for MTX64.exe, after which it executes the following command:

    The first argument is the system installation date, while the second one is the path to the dropped DLL. A scheduled task to register a server with regsvr32.exe is created, using the first argument as its name, with a suppressed warning, set to trigger at 00:00. The loader sends a GET request to the hard-coded address 45.200.149[.]58/conf.txt, implicitly setting the request header to User–Agent: StupidSandwichAgentrn.
    The loader then waits for a response from the server. If the response begins with act, the sample stops execution after creating the scheduled task. If the response is noactive, meaning the targeted device has not been registered previously, the sample tries to delete itself with the following command, which clears everything in the %temp% directory:

    Unix.Directory.IconHandler.dll

    Subsequently, Unix.Directory.IconHandler.dll creates a mutex named com_curruser_mttx. If this mutex has already been created, execution stops immediately. Then the DLL searches for the %TEMP%_cache.binary file. If the sample can’t find it, it downloads the binary directly from 45.200.149[.]58 using a GET 44912.f request, with the same StupidSandwichAgent User-Agent header. This file is written to the temporary directory and then decrypted using AES-128 with the same key consisting of the x00–x10 byte sequence.

    The sample proceeds to open the current process, look for SeDebugPrivilege in the process token, and adjust it if applicable. We believe this is done to inject code into a newly created cmd.exe process. The author chose the easiest way possible, copying the entire open source injector, including its debug strings:

    After injecting the code into the command interpreter, the sample enters an endless loop, continuously checking for taskmgr.exe and procmon.exe in the list of running processes. If either process is detected, the sample is shut down.

    Miner implant

    This implant is a slightly modified XMRig miner executable. Instead of parsing command-line arguments, it constructs a predefined command line.

    The last parameter is calculated from the CPU topology: the implant calls the GetSystemInfo API to check the number of processor cores. If there are fewer than 8, the miner does not start. Moreover, the attacker chose to host a mining pool server in their own infrastructure instead of using a public one.

    XMRig parses the constructed command line using its built-in functionality. The miner also creates a separate thread to check for process monitors running in the system, using the same method as in the previous stage:

    This campaign primarily targets regular users by distributing malicious repacks. Some organizations were also affected, but these seem to be compromised computers inside corporate infrastructures, rather than direct targets.

    Most of the infections have been observed in Russia, with additional cases in Belarus, Kazakhstan, Germany, and Brazil.

    Attribution

    There are no clear links between this campaign and any previously known crimeware actors, making attribution difficult. However, the use of Russian language in the PDB suggests the campaign may have been developed by a Russian-speaking actor.

    Conclusions

    StaryDobry tends to be a one-shot campaign. To deliver the miner implant, the actors implemented a sophisticated execution chain that exploited users seeking free games. This approach helped the threat actors make the most out of the miner implant by targeting powerful gaming machines capable of sustaining mining activity. Additionally, the attacker’s use of DoH helped conceal communication with their infrastructure, making it harder to detect and trace the campaign.

    In cooperation with the technology provider AirPortr, Lufthansa Airlines is now offering all travelers departing from Frankfurt a new and innovative baggage collection and check-in service. The offer is as simple as it is convenient: guests can have their suitcases and bags picked up at home or at their hotel. The luggage is then sealed, brought securely to the airport and checked in there. Travelers receive real-time updates via a personalized tracking link and a digital baggage tag receipt. Passengers can therefore travel to the airport without having to carry heavy check-in luggage and go straight to the security checkpoint – they only collect their luggage again at their destination.

    The new premium service saves time, is convenient and makes it easier to travel, especially by public transport.

    Interested guests can now book the new offer on lufthansa.com up to 36 hours before departure.     People living and working in rural communities are being asked their views on what government priorities should be to improve their lives.

    A Scottish Government survey will help develop the forthcoming Rural Delivery Plan and is an opportunity to take a fresh look at to bring about change and address the issues in mainland rural Scotland. A separate National Islands Plan looks at how the Scottish Government is delivering for island communities.

    Rural Scotland accounts for 98% of the land mass of Scotland and 17% of the population.

    The Rural Delivery Plan will cover a range of areas, such as agriculture, transport, housing, health and social care, marine, land reform, population, skills, digital connectivity and economic development.

    Cabinet Secretary for Rural Affairs, Land Reform and Islands Mairi Gougeon said:

    “The Rural Delivery Plan will introduce, for the first time, a vision for rural Scotland with specific objectives and achievements we want to reach, how we intend to get there and how we will measure success along the way. This builds on our record of support for rural communities, such as preserving direct support for farmers and crofters, to improving online connectivity, and comes on the back of a lot of work with partners and communities to better understand the opportunities in our rural communities, as well as the particular challenges rural Scotland faces.

  • MIL-OSI United Kingdom: Stoke-on-Trent set to be awarded up to £7m government funding to tackle fuel poverty

    Stoke-on-Trent is set to receive up to £7 million to improve the energy efficiency of low-income homes in the city.

    The grant funding, which will come from the government’s Warm Homes: Local Grant scheme, will help to pay for energy efficiency improvements for home owners and private tenants who find themselves facing fuel poverty.

    Improvements, which are likely to start from June 2025, include wall and loft insulation, solar panelling and heating systems which will ultimately make homes warmer and reduce energy bills.

    The latest available figures show that nearly a quarter (24.7 per cent) of households in Stoke-on-Trent are in fuel poverty – this compares to the national average of 13.1 per cent and the West Midlands average of 19.6 per cent. It is also estimated that there are over 60,000 homes in the city with low energy efficiency.

    Councillor Chris Robinson, cabinet member for housing and planning at Stoke-on-Trent City Council, said: “Everybody deserves the right to live in a safe and warm home and we are already making significant improvements to council-owned homes to ensure this is the case for all our residents.

    “The government’s Warm Homes funding will enable us to build on these efforts by providing us with an opportunity to support residents living in private housing in the city, particularly those who are impacted by fuel poverty.”

    Cllr Robinson added: “We expect these improvements will help to reduce energy bills, raise housing standards and reduce carbon emissions. They will also build on the fantastic work which has already been delivered by our private sector housing team who have a proven track record of success when it comes to delivering similar schemes.”

    Over the last four years, the council’s private sector housing team has successfully delivered a number of schemes aimed at improving the energy efficiency rates of homes in Stoke-on-Trent.

    This includes the Local Authority Delivery Schemes (LAD) phases two and three that saw 375 improvement measures delivered at 290 properties in the city.

    The city council’s cabinet is set to agree to accept the Warm Homes grant at a meeting on Tuesday 25 February. The council will find out exactly how much it has been awarded from government in the next few weeks and information on how to apply for funding will follow in due course.

    Liverpool City Council has announced the implementation of a new system which will vastly improve the way in which it handles enquiries from residents.

    It will see the introduction of a new case management platform, seamlessly integrating front-office customer experiences with back-office systems, as well as delivering enhanced self-service capabilities, using AI and automation to free up staff from carrying out time-consuming administrative tasks.

    The aim is to provide residents with a platform to access services online, over the phone, or in-person, along with real-time updates and easy access to information.

    It forms part of the Council’s ‘Customer Experience Improvement Plan’, designed to address resident feedback that has called for more integrated, responsive and user-friendly services.

    The first services to be included in the roll out are Environmental Services.

    One benefit of the new customer software is that residents will receive regular notifications on their council inquiry. They will also be able to check the status of their case by logging in to their Council account, which will also have useful information such as their bin collection day or Council Tax account details.

    The platform will deliver cost savings of an estimated £1.8 million per year, while increasing operational efficiencies across the Council’s services by reducing pressures caused by residents requesting progress updates.

    The Council is partnering with Jadu, which works with around 100 local authorities in the UK, to implement the system.

    Severn Trent’s commitment to change that statistic is seeing it create opportunities to connect people to jobs in Coventry.

    Working with Coventry City Council, the company is bringing back it’s Big Boost for Coventry – where it promises jobs, skills, training and work opportunities for those in the city and beyond.

    Work at one section of the Adur Tidal Walls Scheme now complete, with roads and paths re-opened

    A major flood defence scheme that will significantly reduce flood risk to over 2,300 properties in Shoreham-by-Sea and Lancing has taken a step towards completion.

    Work at Reach E3 of the Shoreham Adur Tidal Walls Scheme is now complete, and the northern section of the Downs Links and Lower Beach Road re-opened on Friday 8 December. Also, as a result of updated modelling for the project, part of the initial plan has been adapted and removed the need for major road works on the A283.

    The scheme is made up of 10 individual reaches, and work has now started on 8. Construction on Reach E3, which includes raised walls and embankments, started in 2016. Steel piling has been installed along the landward side of the path, and has been clad with brick. The Downs Link path was diverted while the work was completed.

    Before the advanced modelling took place, the A283 in Shoreham-by-Sea would have been closed for 12 weeks during construction in spring 2018. As a result of the work that has already taken place, only a very small number of properties would benefit from the road raising work. Instead, these properties will be protected with an alternative solution to ensure they also receive a high level of protection, and the road closures will not take place.

    Elsewhere in the scheme, work on the slipway at Emerald Quay and Sussex Wharf is advancing and the first panes of glass of the riverside flood defence have been installed. The majority of the new wall at Ferry Bridge is complete, and vegetation clearance at Riverbank in preparation for construction to start in the new year is finished. Work at Emerald Quay, Shoreham Harbour Club and Shoreham Fort is progressing well. Much of the work behind the High Street in Shoreham has been completed and is open to the public.

    Phil Prydderch, Shoreham Adur Tidal Walls Manager at the Environment Agency, said:

    It’s great news for Shoreham-by-Sea residents that we will be able to enhance their flood protection without the planned road closures. We are committed to protecting all members of the community, and will continue to work with local residents to make them more resilient against flooding.

    When complete, the Shoreham scheme will reduce the tidal flood risk to thousands of homes and a significant number of commercial properties in the area, as well as protecting important local infrastructure such as the road network, railway line and Shoreham Airport. This is one part of the Environment Agency’s national effort to reduce the risk of flooding for at least 300,000 homes by 2020/21.

    Deputy Prime Minister Marat Khusnullin approved an action plan for the implementation of the Concept for training personnel for the construction industry and housing and utilities until 2035. The document was developed by the Ministry of Construction in cooperation with the Ministry of Education and Science, the Ministry of Education, the Ministry of Labor and the industry community and is aimed at achieving the national development goals of Russia outlined by the President.

    “Training personnel for the construction and housing and utilities sectors is of strategic importance for the entire country, especially in the context of large-scale national development goals for Russia. Construction of comfortable housing, high-quality roads, infrastructure modernization, and improvement of populated areas require qualified specialists. Without them, it is impossible to ensure the fulfillment of all the tasks set. Their work directly affects the quality of life of millions of Russians. Last year, the Prime Minister approved the Concept for training personnel for the construction and housing and utilities sectors until 2035, and now we have prepared a “roadmap” in this area. We expect that over the next six years, over 850 thousand young specialists with various qualifications will be attracted to the industry. Systematic work to expand the human resources potential of the industry will also contribute to the fulfillment of the indicators of the national project “Infrastructure for Life”, – said Marat Khusnullin.

    The Deputy Prime Minister specified that the “road map” covers all stages of personnel training, from career guidance to scientific activity. The document provides for the development and implementation of new federal state educational standards and programs, including mechanisms for reducing training periods, as well as new professional standards.

    “The total number of students enrolled in industry-related programs has been steadily growing in the country over the past four years. The leading role here is given to the Moscow State University of Civil Engineering, which was recently included in the list of universities that provide training for engineering personnel and scientific developments for the country’s technological leadership. It is also the basic organization for training and advanced training of personnel in the construction and housing and communal services industries not only in Russia, but also in all CIS countries. In addition, the President supported the project to create a world-class campus on the basis of the National Research University MGSU,” added the Deputy Prime Minister, Chairman of the Board of Trustees of the Moscow State University of Civil Engineering.

    According to Marat Khusnullin, the roadmap plans to develop interaction between educational organizations and industry companies. This work includes increasing the target student intake, expanding educational opportunities for foreign students, raising the status of professions related to architecture and construction, and popularizing the construction industry as a whole.

    “Taking into account the implementation of the new national project “Infrastructure for Life”, which involves large-scale construction of housing, utilities, transport, industrial and social infrastructure in all regions of Russia, as well as on the basis of the Strategy for the Development of the Construction Industry and Housing and Public Utilities, the projected number of specialists in construction and housing and public utilities by 2030, taking into account data from the Ministry of Labor of Russia, is estimated at 6.8 million people. Currently, the system of training personnel for the construction industry and housing and public utilities includes more than 270 higher education institutions and their branches, as well as over 1.5 thousand vocational education organizations. In 2024, compared to 2020, the number of students in construction universities increased by 9.3 thousand people (18.7%), technical schools and colleges – by 11.7 thousand people (6.3%),” said Minister of Construction and Housing and Public Utilities Irek Fayzullin.

    A pair of polar bears under the care of Rosneft have given birth to their first cub at the Perm Zoo.

    Preservation and protection of the polar bear population is one of the main areas of Rosneft’s environmental program. Since 2013, all polar bears in Russian zoos have been under the Company’s care.

    Rosneft currently patronizes 35 polar bears in 16 zoos across the country, providing them with care, feeding, veterinary support, as well as upgrading their enclosures, conducting scientific research and educational programs. With the Company’s support, special toys have been developed to increase the animals’ physical activity. In addition, Rosneft is implementing a program to rescue and rehabilitate young polar bears left in the wild without their mother’s care.

    Polar bears Milka and Seriku met at the Perm Zoo 11 years ago. Over time, the predators became almost inseparable: they eat, bathe and even sleep together in the same den. In November, the couple had their first cub. According to experts, he is healthy, active and inquisitive. Visitors will be able to see the cub in March, when he will have the courage to leave the den with Milka. At the same time, experts will determine the sex of the little predator and choose a name for him.

    The birth of a polar bear in a zoo is a significant event for Russia. The polar predator is listed in the Red Book of the Russian Federation as endangered, as well as in the Red List of the International Union for Conservation of Nature (IUCN) and has the status of a rare or endangered species. The total number of polar bears in Russia is about 4 thousand individuals.

    Rosneft pays special attention to environmental issues and nature conservation. In cooperation with the country’s key scientific institutes, geological, oceanographic, hydrometeorological and ecological research is carried out, and populations of bioindicator animals in the wild are studied – polar bears, wild reindeer, Atlantic walruses and ivory gulls.

  • MIL-OSI Russia: Rosneft Expands Geography of Production of New Generation Petroleum Bitumen

    The Ufa plants Bashneft-Novoil and Bashneft-Ufaneftekhim have launched industrial production of PG 64-28* road bitumen with improved performance characteristics. The new material can withstand increased transport loads and has an extended operating temperature range. This allows for a significant increase in the resistance of road surfaces to defects, which is especially important for Russian regions with large daily temperature fluctuations.

    Development of technological potential is one of the key elements of the Rosneft-2030 strategy. The company prioritizes innovation activities and defines technological leadership as a key factor in competitiveness in the oil market.

    To determine the physical and chemical properties of the new grade of bitumen PG 64-28*, the laboratories of Ufa oil refineries were additionally equipped with high-tech analytical equipment, including domestically produced equipment, which determines the quality indicators of both the original and artificially aged bitumen. Work on the implementation of the new technology was carried out jointly with specialists from the corporate research institute in Ufa.

    Unlike the “classic” bitumen binder, the new chemical composition of the PG brand allows for the product’s behavior in asphalt concrete to be predicted in advance and with high accuracy at low and high temperatures. With this approach, road services have the opportunity to select the most suitable bitumen for the construction, reconstruction or repair of roads located in a specific area of a particular climate zone.

    The use of PG grades allows to increase the service life of roads up to 12 years, reduce the costs of repair work, and improve road safety.

    * PG grade bitumens are produced for the construction of highways, where advanced asphalt concrete mixtures with high operational reliability are used. The numbers in the name of the bitumen PG 64 and -28 indicate the maximum and minimum operating temperatures.

    The company produces bitumen at 10 oil refineries located in the Central, Volga and Siberian Federal Districts.

    Rosneft’s key asset in the Republic of Bashkortostan is the Bashneft company. The branches Bashneft-Novoil and Bashneft-Ufaneftekhim are part of the Bashneft oil refining complex.

  • MIL-OSI China: Foreign Minister Lin hosts a welcome luncheon for Eswatini Deputy Prime Minister Dladla

    Minister of Foreign Affairs Lin Chia-lung hosted a welcome luncheon on February 12 for a delegation from the Kingdom of Eswatini led by Deputy Prime Minister Thulisile Dladla. He thanked Eswatini for its staunch commitment to diplomatic alliance with Taiwan and for its firm support for Taiwan’s international participation over the years.

     

    In his remarks at the event, Minister Lin also spoke about the heavy rainfall and subsequent flooding in Eswatini that had seriously impacted the lives of people in some areas. He extended sympathies to those affected and recounted President Lai Ching-te’s instruction that the Ministry of Foreign Affairs (MOFA) must do its utmost to assist in the Eswatini government’s relief efforts and increase food donations so that the disaster victims could resume normal life as early as possible. 

     

    Commenting on the close bilateral cooperation across various domains, Minister Lin stated that the strategic oil reserve project currently underway in Eswatini was the largest infrastructure project by the two countries since the establishment of diplomatic ties. He added that Taiwan and Eswatini had steadily strengthened collaboration in such areas as energy, agriculture, education, gender equality, and women’s empowerment. He noted that among the joint projects, the Women’s Business Start-Up Microfinance Revolving Fund established in 2023 with assistance from the Taiwan government had effectively provided start-up capital to female entrepreneurs in rural areas of Eswatini. Minister Lin affirmed that more than 500 women had benefited from the program and that a beneficiary family had named their newborn daughter Taiwan out of gratitude, highlighting the positive impact of the friendship between Taiwan and Eswatini on the people’s well-being. He further expressed that such developments were inspiring.

     

    During the luncheon, Deputy Prime Minister Dladla thanked Taiwan for assisting in the national development of Eswatini. She reiterated that Eswatini would not falter in its support for Taiwan under any external pressure; that it would stand by Taiwan in the face of all challenges; and that it would continue to uphold Taiwan’s right to participate in all international organizations, including the United Nations. 

     

    Deputy Prime Minister Dladla emphasized that Taiwan and Eswatini enjoyed deep and extensive cooperation, having built a partnership as strong as family ties. As an example, she cited Taiwan’s prompt evacuation assistance to Eswatini expatriates in Ukraine when the Russia-Ukraine war erupted as testament to the genuine friendship between Taiwan and Eswatini.

     

    The luncheon was also attended by Deputy Minister of Health and Welfare Lue Jen-der, Deputy Minister of Foreign Affairs François Chihchung Wu, Superintendent of Taipei Medical University Hospital Shih Chun-ming, and Board Chairperson of the Garden of Hope Foundation Pan Ay-woan. Participants exchanged views on healthcare, education, and energy collaboration between Taiwan and Eswatini; the creation of social safety nets; protection of vulnerable groups; and other issues.

     

    Eswatini established diplomatic relations with Taiwan immediately after it gained independence in 1968. MOFA will maintain close cooperation with the government of Eswatini to steadily promote the Diplomatic Allies Prosperity Project, foster a reciprocal and mutually beneficial partnership, enhance the well-being of the peoples of Taiwan and Eswatini, and further consolidate bilateral ties.   • MIL-OSI Russia: KGIOP and Polytechnic are developing a GOST for creating digital models of cultural objects

    At the All-Russian scientific and practical conference “Innovative approaches in urban development: science, education, practice”, organized by the Institute of Civil Engineering of SPbPU, the Committee for Urban Development Policy of the Leningrad Region and the Research Institute of Advanced Urban Development under the patronage of the Russian Academy of Architecture and Construction Sciences, a panel discussion entitled “Digitalization in Urban Development and Architecture” was held.

    Director of the Civil Engineering Institute Marina Petrochenko and Deputy Chairperson of KGIOP Alexandra Komissarova spoke about the joint work of KGIOP and the Polytechnic University to create a methodology for digitalizing the subject of monument protection, presenting a report “Digitalization of Cultural Heritage Sites”. Using the example of the MetaCampus Polytech project, Marina Petrochenko shared her experience in creating digital models of cultural heritage sites and protected items.

    The subject of protection of a cultural heritage site is a document that takes into account all the features of a cultural heritage site that are the basis for its inclusion in the register and are subject to mandatory preservation, including its architectural decoration and design characteristics.

    Work on digitalization of the subject of protection is carried out within the framework of the agreement on information interaction between KGIOP and SPbPU, signed in December 2024.

    In 2024, the Union of Restorers of St. Petersburg outlined the need to create a GOST that could methodically ensure the transition of the main parameters of the subject of protection of a cultural heritage site to digital information models of monument buildings. Today, each expert tries to interpret this document in their own way. We collect successful practices, systematize them and want to offer a methodological development that can facilitate the transition to digital models of protected objects. This will eliminate duality and subjectivity in the interpretation of the subject of protection. As part of cooperation with the Polytechnic University, we are implementing a project to prepare such a GOST, – commented Alexandra Komissarova.

    We are talking about GOST R “Works on the preservation of cultural heritage sites. Rules for the formation and maintenance of an information model of a cultural heritage site. Subjects of protection” (TC 082, TC 505).

    The KGIOP representative also spoke about the features and diversity of cultural heritage sites in St. Petersburg, the documents required to organize work with monuments, the promising possibility of creating a digital model of a cultural heritage site at the design stage, as well as the need to coordinate legislation on the protection of cultural heritage sites and construction legislation.

    Representatives of the Ministry of Construction of Russia, the Russian Academy of Architecture and Construction Sciences, the Committee for Urban Development Policy of the Leningrad Region, the Committee for Urban Development and Architecture of St. Petersburg, the Government of the Leningrad Region, the SAR, the State Institution “GRT LO”, St. Petersburg Polytechnical University, Moscow Architectural Institute, National Research University of Metrology and Civil Engineering, St. Petersburg State University of Architecture and Civil Engineering, St. Petersburg State Forest University, St. Petersburg State University of Architecture and Civil Engineering, St. Petersburg State University of Information Technologies, Mechanics and Optics, the Unified Institute of Spatial Planning of the Russian Federation, the Research Institute of Industrial Geosciences, the Research Institute for General Planning of Moscow, the Research Institute for IGSP, LabGrad and others took part in the conference.

    The reports of the panel discussion participants were also devoted to digitalization in urban development and architecture, historical stages, tools and methodological mechanisms of urban development in Russia, as well as the problems of modern master planning.
