    Our Net Zero City is a City of Wolverhampton Council strategy outlining an evidence based, collaborative approach to cut the city’s carbon footprint.

    By focusing on the benefits of taking positive climate action, it will enhance the quality of life for everyone living, working or visiting the city and for future generations.

    A public consultation on the strategy has launched today running until 14 December  and anyone can take part at 2041 Net Zero Strategy.

    Our Net Zero City will see the council build on its work with the private sector encouraging growth of green business, skills and jobs.

    It will continue to develop active travel routes, making it easier for people to walk, wheel, cycle or use public transport – while accelerating the rollout of electric vehicle charging points.

    Working with other organisations, the council will also help ensure homes are more energy efficient reducing bills and tackling fuel poverty; encourage renewable energy solutions and nurture green corridors and open spaces through increased planting and landscaping.

    Councillor Qaiser Azeem, City of Wolverhampton Council cabinet member for transport and green city, said: “Our Net Zero City is a commitment to our city and the planet.

    “The benefits climate action can bring to people’s lives in the short term can help us achieve our long term environmental goals to create a sustainable future for all.

    “Climate action is one of the core principles underpinning the council’s city wide objectives. 

    “Through promoting engagement in this strategy, we are showing how we intend to spearhead a whole city effort through collaboration, building resilience and raising awareness.”

  • MIL-OSI Asia-Pac: Helpers to get 2.5% pay rise

    The Minimum Allowable Wage for foreign domestic helpers will rise 2.5% to $4,990 per month, the Government announced today.
     
    In addition, under the Standard Employment Contract for hiring foreign domestic helpers, food allowances paid by employers will remain at not less than $1,236 per month. Under the law, employers must provide their helpers with free food or pay them a food allowance.
     
    The new minimum wage will apply to all contracts signed from tomorrow.
     
    Contracts signed today or earlier at the existing minimum rates will still be processed by the Immigration Department provided that the applications reach the department on or before October 25.
     
    The Government reviews the Minimum Allowable Wage for foreign domestic helpers regularly. In this year’s review, it said that it had carefully considered Hong Kong’s general economic and labour market conditions over the past year, the city’s near-term economic outlook, employers’ financial circumstances and helpers’ livelihoods.

    On World Tourism Day, PJSC NK Rosneft, the Ministry of Entrepreneurship and Tourism of the Republic of Bashkortostan and the Ministry of Economic Development, Investment, Tourism and Foreign Relations of the Orenburg Region presented the interregional motorway route “Power of Nature” connecting Ufa and Orenburg.

    The presentation took place at the Bashneft petrol stations in Bashkortostan and the Orenburg region. Representatives of the Company and the expert tourism community told car travellers about the unique and memorable places along the route, which are located between the regional centres.

    Rosneft actively supports initiatives to develop domestic tourism and aims to create comfortable conditions for motorists. The development of roadside service and improving the level of customer service provided at Rosneft filling stations is one of the Company’s priority areas of activity.

    The main part of the route “Power of Nature”, the length of which is almost 700 km, is laid along the federal highway R-240. Passing the entire route with stops will take a car tourist from 2 to 5 days one way. Depending on the wishes of travelers, locations can be combined in different ways. Along the route there are Bashneft gas stations, which allows tourists not only to fill up with high-quality fuel, but also to have a snack on the road, receive the necessary services – for example, to pump up tires. Bashneft gas stations are located along the entire route, every 30-50 kilometers, which gives even more confidence and comfort to travelers.

    The Power of Nature auto route unites iconic places of tourist interest for every taste: a reservoir, salt lakes and mineral springs; a natural park and landscape-botanical monument; a reserve where conditions have been created for preserving the population of Przewalski’s horses; a modern art center around an old copper smelter – a cultural heritage site.

    People go to Sol-Iletsk primarily for the famous salt lakes, the water in which has beneficial properties for health. The only complex of 6 lakes in the Urals is comparable in its characteristics and healing effect to the resorts of the Dead Sea.

    On the territory of the Orenburgsky Nature Reserve, a project is being implemented to create a semi-free population of the wild Przewalski’s horse in Russia, listed in the Red Book of Russia. The Muradymovskoye Gorge is famous for its steep cliffs, picturesque sharp turns of the mountain river Ik and 46 caves. In the Staromuradymovskaya Cave there are rock carvings

    tylized drawings of a man made more than 8 thousand years ago in the early Neolithic era. Andreevskie cones – hills, as if covered with velvet, are part of a ridge “sawed” by tributaries of the Bolshoy Ik River.

    The Nugush Reservoir is located at the lower reaches of the Nugush River on the territory of the Bashkiria National Park. The reservoir is one of the cleanest in the region and is popular among both locals and tourists.

    Voskresensky Zavod is the oldest copper smelter in the Southern Urals, it began operating in 1745 and was one of the largest suppliers of copper in the Russian Empire. Today, the plant has become an art object and a center of attraction for art lovers.

    The sea peak is the Toratau shihan, the remains of a barrier reef that rose from the bottom of the ancient Permian Sea about 300 million years ago. Near Toratau there are two more shihans – Kushtau and Yuraktau. Here you can see fossilized sea creatures – sponges, corals, algae, echinoderms.

    People come to the village of Krasnousolskoye for mineral and hydrogen sulphide water – there are more than 250 springs along the banks of the Usolka River. The Krasnousolsk balneological resort is also located here, which is famous for its medicinal baths and silt mud.

    In the future, it is planned to develop and present new tours in the Ural-Volga region to popularize the beauty and uniqueness of the nature of the regions of Russia and stimulate the development of domestic autotourism.

    On the afternoon of September 26, President Lai Ching-te presided over the first meeting of the Whole-of-Society Defense Resilience Committee. As the committee’s convener, the president presented committee members with their letters of appointment, and explained that in order to build up our whole-of-society defense resilience, we will actively engage in comprehensive preparation to make our nation stronger and our people more confident. The president stated that we will enhance Taiwan’s response capabilities and expand cooperation between the public and private sectors. He stated that he looks forward to working together with everyone to establish a platform through which we can communicate and coordinate on our national resilience strategy, fostering a national consensus, and strengthening resilience throughout Taiwan in national defense, economic livelihoods, disaster prevention, and democracy.
    President Lai stated that a more resilient Taiwan will contribute more to global democracy, peace, and prosperity. He emphasized that as our society becomes better prepared, our nation grows more secure; and as Taiwan shows more determination to defend itself, the international community will feel more at ease. He expressed hope that we will engage in wide-ranging discussions and build a fortress of unity, making Taiwan a cornerstone for ensuring regional stability and democratic sustainability.
    A translation of President Lai’s opening statement follows:
    In order to consolidate forces from various sectors to strategize on national development, at the end of my first month in office, I announced that the Presidential Office will establish three committees in response to three major global issues: climate change, health promotion, and social resilience. Last month we convened the first meetings for two of those committees – the National Climate Change Committee and the Healthy Taiwan Promotion Committee.
    Today, we are convening the first meeting for the Whole-of-Society Defense Resilience Committee. I want to thank our three deputy conveners and all advisors and committee members for their joint commitment. I also want to thank our fellow citizens and friends for following the committee’s proceedings online.
    Climate change, large-scale natural disasters, and the threat to democracy posed by expanding authoritarianism are all challenges not just for Taiwan, but for the entire world. The operations and goals of these three committees are interrelated, and they are closely connected by the issue of national resilience. We intend to build up a more resilient Taiwan, proactively deal with challenges, and bring Taiwan into deeper cooperation with the international community.
    When former President Tsai Ing-wen was in office, the government took stock of resources in the public and private sectors in order to lay a solid foundation on which to build up our social resilience. Now, we will continue forward, from stocktaking to validation. This will entail three principles for whole-of-society defense resilience.
    The first principle is “preparedness through vigilance.” We will actively engage in comprehensive preparation to make our nation stronger and our people more confident. That way, in a disaster or emergency, the government and the public can quickly leverage their respective strengths and maintain the normal operation of society.
    The second principle is “enhanced response, fearlessness in action.” We will expand the training and utilization of civilian forces, and enhance our strategic material preparation and critical supply distribution. We will also improve the readiness of our social welfare, medical care, and evacuation facilities, and ensure the protection of information, transportation, and financial networks. All of this will enhance Taiwan’s response capabilities.
    The third principle is “orderly execution, methodical action.” At all levels of government, from central to local, we will conduct extensive validation and drilling, and we will expand connections with civil society groups and societal forces so that we can all work together, in a systematic and professional manner, to identify problems, propose solutions, and follow through with implementation. This is how we will resolve problems.
    The work involved in whole-of-society defense resilience is diverse and complex. Accordingly, this committee needs members from the public and private sectors who can work together in coordination. The members must be guided by practical experience, have interdisciplinary expertise, span different generations, and constitute a balance between the genders. These were the factors we took into consideration when we invited representatives from industry, government agencies, academia, and research institutions to serve as the four advisors and 23 members who make up this committee. Of the total committee membership, 67.7 percent are not government officials, and 32.3 percent are women. 
    First, I want to thank the committee advisors who have taken on that important responsibility. With us today we have Master Jing Yao (淨耀) of the Buddhist Association of the Republic of China; Huoh Shoou-yeh (霍守業), chairman of the Institute for National Defense and Security Research; and Lin Ming-hsiung (林敏雄), chairman of Chuan Lian Enterprise Co. I thank each of you for your participation, and look forward to seeing you provide the committee with broadly considered, professional views on such matters as civilian force preparedness, strategic frameworks, and supply distribution.
    I also want to introduce committee members who are here today. We have with us Wang Pao-tzong (王寶宗), chairman of the Holy Glory Temple; Chen Hsin-liang (陳信良), general secretary of the General Assembly Executive Committee of the Presbyterian Church in Taiwan; and Yen Po-wen (顏博文), CEO of the Tzu Chi Charity Foundation. I thank you all for your commitment and for giving us all the opportunity to learn how religious groups engage in disaster preparedness and relief efforts.
    Let me also thank James Liao (廖英熙), president of the National Defense Education Association; Enoch Wu (吳怡農), founder of the Forward Alliance; Hsiau Ya-wen (蕭雅文), honorary chairperson of the Taiwan Development Association for Disaster Medical Team; Liu Wen (劉文), chairperson of the Kuma Civil Defense Education Association; and Tseng Po-yu (曾柏瑜), consultant at Doublethink Lab. You have all been long involved in civil defense education, emergency medicine, and other fields, so I am quite confident that you will help the committee to better understand civilian force training and utilization.
    Let me also introduce Tu Wen-ling (杜文苓), distinguished professor in the Department of Public Administration at National Chengchi University, and Hsiao Hsu-chun (蕭旭君), associate professor of Computer Science and Information Engineering at National Taiwan University. I thank both of you for generously contributing your expertise to make Taiwan’s energy and critical infrastructure operations more robust.
    Also, I want to thank Wu Jong-shinn (吳宗信), director general of the Taiwan Space Agency; Kenny Huang (黃勝雄), chairman of the Taiwan Network Information Center; and Dai Chen-yu (戴辰宇), board member of the Association of Hackers in Taiwan. Your involvement will contribute immensely to the protection of information, transportation, and financial networks in Taiwan.
    Among our committee members we have the following six government representatives: Minister of National Defense Wellington Koo (顧立雄); Minister of Economic Affairs Kuo Jyh-huei (郭智輝), who could not attend today’s meeting; Minister of Transportation and Communications Chen Shih-kai (陳世凱); Minister of Agriculture Chen Junne-jih (陳駿季); Minister of Health and Welfare Chiu Tai-yuan (邱泰源); and Minister of Ocean Affairs Council Kuan Bi-ling (管碧玲). The committee has two executive secretaries, namely Chi Lien-cheng (季連成), minister without portfolio of the Executive Yuan, and Ministe

    In addition, one member who will be joining us shortly is Bob Hung (洪偉淦), general manager of Trend Micro Taiwan. I also want to introduce one advisor and three committee members who could not attend today. They are, respectively, Robert Tsao (曹興誠), founder of United Microelectronics Corporation; Kuo Chia-yo (郭家佑), president of the Taiwan Digital Diplomacy Association; Liu Yu-hsi (劉玉晳), associate professor in the Department of Communications Management at Shih-Hsin University; and Tina Lin (林雅芳), managing director of sales and operations at Google Taiwan. I also thank them for participating in this committee’s operations and for contributing their valuable advice at today’s proceedings in written form.
    Last Saturday marked the 25th anniversary of the major earthquake that struck Taiwan on September 21, 1999. For the past 25 years, we have worked continuously to improve Taiwan’s disaster preparedness and relief capabilities. Today, our purpose in building up whole-of-society defense resilience is to enable each and every individual to realize, when an emergency arises, where to best make a contribution and how to protect themselves, contribute to society, or deter an approaching enemy. We want to enable all our citizens to feel utterly confident in the continuity and future of Taiwan’s society.
    Today, in this first meeting of the committee, the National Security Council (NSC) will brief us on the topic of “Whole-of-Society Defense Resilience: Planning and Challenges.” The NSC will familiarize all of us here, as well as our citizens and friends watching online, with the concepts and operations involved in whole-of-society defense resilience, the associated challenges and goals, and the progress we have made toward achieving our tasks.
    I have said before that a sudden natural disaster is like an acute cold, while climate change is more like a chronic disease. What whole-of-society defense resilience addresses is both the chronic and the acute. In addition to national disasters and emergencies, Taiwan has also been dealing for a long time with the challenges of gray-zone aggression and cognitive warfare.
    Located in the first island chain, Taiwan stands on the frontline of the democratic world. As such, we have always endeavored to safeguard regional peace and stability. I firmly believe that a more resilient Taiwan will contribute more to global democracy, peace, and prosperity.
    I also believe that when Taiwan is properly prepared and shows determination, our like-minded partners from around the world will be more willing to help Taiwan, jointly respond to all kinds of challenges, and work in concert to mitigate risks.
    As the people of Taiwan become more united, our nation grows more stable. As our society becomes better prepared, our nation grows more secure. And as Taiwan shows more determination to defend itself, the international community will feel more at ease.
    And so, I want to thank all of you once again for taking on the major task of enhancing our whole-of-society defense resilience. I look forward to working together with everyone, as we continue to observe global conditions, to establish a platform through which we can communicate and coordinate on our national resilience strategy, thereby fostering a nationwide consensus and strengthening resilience throughout Taiwan in national defense, economic livelihoods, disaster prevention, and democracy.

  • MIL-OSI USA: Update 11: DEP continues to evaluate Brunswick’s soil and water sample results

    The Maine Department of Environmental Protection (DEP) sampled 34 water supplies for PFAS in the identified target area along Coombs Road, and the Department is in receipt of most of the analysis results. Property owners have been contacted by Department personnel to discuss their results, and they will be provided copies of the laboratory testing report. All samples analyzed to date are below the Maine Interim Drinking Water Guideline of 20 parts per trillion (same as nanograms per liter or ng/L) for the Sum of Six PFAS (PFOS + PFOA + PFHpA + PFNA + PFHxS, + PFDA). These same water supplies will be tested by the DEP every three months for one year. The next round of testing for these water supplies is planned for December 2024. Department staff have evaluated eight rounds of surface water results collected from the Merriconeag Stream watershed documenting conditions following the AFFF release that occurred on August 19, 2024. Most concentrations continue to decline throughout the watershed, and the highest concentrations are still being detected below the Picnic Pond outflow. Four rounds of data from Harpswell Cove have been received by the Department and indicate contamination has reached the marine environment but is quickly being diluted to low concentrations. PFAS levels in the watershed have not yet returned to pre-spill concentrations and testing of surface water will continue to track the trends.

    Soil results have been received from four areas that were identified as either the most likely to be impacted from the AFFF release or those with the greatest risk for potential exposure to recreational users. They include the soils adjacent to Hangar Four and immediately around the oil water separator, the field north of the outdoor athletic complex, soils surrounding the outdoor athletic complex, and the field southeast of Pond B where appreciable amounts of wind-blown foam accumulated on the day of the AFFF release. Preliminary review of the analytical results identified some PFAS detections in all area soils that were tested. Soil concentrations at the Hanger Four area and athletic complex were only slightly above background soil levels for urban developed soils and were well below the States Remedial Action Guidelines for a park user exposure scenarios (see the PFAS Soil Remedial Action Guidelines in the Maine PFAS Screening Levels Document). The field southeast of Pond B where appreciable amounts of wind-blown foam accumulated on the day of the AFFF release was found to have the soil concentrations of PFAS well above background levels but still lower than the States Remedial Action Guidelines for the park user exposure scenario. This field is owned by the Navy and is posted with no trespassing signs. A comprehensive evaluation of the soil testing results by the Department and its partner agencies is ongoing.

    DEP personnel also sampled four locations on the Androscoggin River in Topsham and Brunswick, following the release of AFFF at the Brunswick Executive Airport. There was concern that PFAS from the spill made its way to the Brunswick wastewater treatment plant (Brunswick Sewer District) and was discharged to the Androscoggin River. Sample results from the Brunswick Sewer District are pending. An upstream control site (ART) was established upstream of the Fort Andros dam and approximately 3.2 km upstream of the discharge. Three sites were established downstream of the discharge, including ARB 1 (~300m downstream of the discharge), ARB2 (~2 km downstream of the discharge), and ARB3 (~3.2 km downstream of the discharge). ARB3 is also downstream of a small stream the drains the north side of the airport and former navy base. The Department also sampled two smaller streams on the south side of the base that were impacted by the AFFF spill. Merriconeag Stream was sampled at one location (MEB), downstream of Picnic Pond and Purinton Road. Merriconeag Stream eventually joins the larger Mare Brook. An upstream control site on Mare Brook (MAB0) was established at Meadowbrook Road and a downstream site was established below the confluence of Mare Brook and Merriconeag Stream (MAB2).

    The primary kind of PFAS associated with the AFFF spill is perfluorooctanesulfonic acid (PFOS). Most rivers and streams in remote parts of the Maine have <1 ng/L (parts per trillion, ppt) of PFOS in the water. In contrast, rivers and streams in more densely populated areas of Maine near landfills, wastewater treatment plants, airports, and agricultural fields with historic spreading of PFAS contaminated biosolids typically have <5 ng/L of PFOS in the water. PFOS samples from all four sites on the Androscoggin River (ART, ARB1, ARB2, and ARB3) had <4 ng/L of PFOS. The upstream site on Mare Brook (MAB0) had 2.84 ng/L of PFOS on 8/28. In contrast, Merriconeag Stream (MEB) had 39,300 ng/L of PFOS on 9/4. The downstream site on Mare Brook (MAB2) had a lower concentration than MEB but still had 6,480 ng/L of PFOS on 9/4. U.S. EPA recently established a standard of 4 ng/L of PFOS for drinking water. All of the samples from the Androscoggin River and the upstream site on Mare Brook (MAB0) had concentrations of <4 ng/L of PFOS.

    Fish and shellfish tissue samples inherently take longer to process than water samples. Processing tissue samples requires additional challenging steps, including homogenizing, subsampling, and extracting PFAS from tissue and putting the PFAS in a liquid. In addition, there are fewer labs capable of analyzing fish and shellfish samples compared to the number of labs capable of analyzing water samples. The combination of a more complicated laboratory protocol for tissue samples and a shortage of labs capable of analyzing fish and shellfish samples has resulted in a turn-around time of several months for processing fish and shellfish samples.

    The rain that fell today is the first significant precipitation event that has occurred since the August AFFF spill. Increased site inspections were carried out as a result, and no foam was observed or collected at any of the preestablished points. Tomorrow, a second site inspection is planned as a precaution.

    The last of the PFAS-impacted water which has been stored in frac tanks near Hanger 4 has been completely removed. Approximately 30,000 gallons of impacted water was collected and transported out of state.

    The Town of Brunswick and Midcoast Regional Redevelopment Authority (MRRA) have collaborated to add an opt-in notification list through the Town’s Notify Me service. The “Brunswick Landing/MRRA” notification list will provide information, news, and alerts supplied by MRRA to subscribers via email and/or text message.

    To sign up for this notification service, please visit the Towns website (www.brunswickme.gov) and click on the Notify Me link.

    Brunswick Landing receives its public drinking water supply from the Brunswick-Topsham Water District (BTWD), and has been confirmed safe to drink. The public water supply has not been impacted by this incident. Homes and businesses served by the BTWD can safely use the water.

    The Maine CDC advises the public to exercise caution and abstain from any recreational activities (such as swimming, boating, and wading) that may come into contact with the foam or waters until the possible effects of the AFFF release on waterbodies in the vicinity have been thoroughly evaluated.

  • MIL-OSI Africa: Motsoaledi warns leaders against antimicrobial resistance

    Health Minister, Dr Aaron Motsoaledi, has described antimicrobial resistance (AMR) as a ticking time bomb that could return the world to an era where common infections are untreatable, and routine surgeries become life-threatening.

    “I stand before you with a sense of urgency and hope that as we join hands to tackle the problem of AMR, we have a full appreciation of the significant threat it poses to global health, food security and development,” he said on Thursday.

    The Minister was speaking at the United Nations on behalf of President Cyril Ramaphosa at the high-level meeting on AMR.

    Motsoaledi believes that ARM is currently a pressing challenge, and he told world leaders that South Africa was one of the high-burden countries of drug-resistant tuberculosis (DR-TB), where this makes up 2% of the TB burden. 

    The World Health Organisation (WHO), he stated, has identified DR-TB as one of the top AMR threats. 

    “However, in responding to this threat, we continue to lag behind, especially on TB research, and global collaboration. This situation has the potential to reverse many decades of medical advancements,” he stressed. 

    According to the WHO, AMR occurs when bacteria, viruses, fungi and parasites no longer respond to medicines, leading to infections becoming difficult or impossible to treat, increasing the risk of disease spread, severe illness and death. 

    Motsoaledi said the risks of these illnesses have profound economic implications, affecting healthcare costs, productivity, and overall economic growth. 

    “Addressing AMR is not just a health imperative but also an economic necessity that requires coordinated global action.”

    He is of the view that specific actions need to be taken to preserve efforts and to ensure collective action, which must turn the tide against AMR. 

    “We must embrace the power of education about the prudent use of antibiotics so that we can curb the misuse and overuse that drive resistance in humans, plants and animals.” 

    In addition, he spoke against the practice of polypharmacy, especially as it relates to unnecessary utilisation of antibiotics. 

    “We also need an integrated national patient information system, so that the patients cannot be hopping between health facilities, thus collecting multiple prescriptions for the same condition.”

    The Minister also called for investment in research and innovation, which he said requires some urgent intervention, through academic and research institutions.

    He took the time to call for a strengthened healthcare system – equipping hospitals and clinics with the necessary tools and training will ensure that infections are identified and treated promptly and accurately.

    Also, the Minister stressed the importance of champion policy and advocacy and effective policies that promote antibiotic stewardship and infection prevention can safeguard our communities.

    “Lastly, we need to jointly tackle the challenges of human behaviour through the social and behaviour community communication, so that we can educate our people about the dangers of AMR.”

    Motsoaledi said AMR has greater potential to also impact patient satisfaction, prolonged patient recovery and poor treatment success rate.

    “Together, we can turn this crisis into an opportunity – a chance to unite, innovate, and lead the world in the fight against antimicrobial resistance,” he said. – SAnews.gov.za

    Russia is expanding international cooperation in the areas of real estate and land use. Since 2020, Rosreestr has concluded 22 memorandums and agreements on cooperation with relevant agencies of other countries, Deputy Prime Minister Marat Khusnullin said.

    “Including three memorandums concluded since the beginning of this year with Kyrgyzstan, India and Serbia. Studying foreign practices is necessary to improve the quality of services in the field of land and real estate and to build the National Spatial Data System (NSDS). In addition, possessing advanced competencies in the industry, the department assists other countries in developing the sphere of registration of rights and cadastral registration, creating modern geoinformation resources. One of such large international projects is the creation of a geoportal of the spatial data infrastructure of the CIS member states, which is being implemented on the basis of the unified digital platform “NSDS” developed by Rosreestr,” said Marat Khusnullin.

    The geoportal of spatial data infrastructure of the CIS member states is one of the four major international projects of the department, which is being implemented at the site of the Interstate Council on Geodesy, Cartography, Cadastre and Remote Sensing of the Earth. The corresponding list of instructions was signed by the President of Russia in November 2022.

    “The geoportal is being created using the experience of development and technological solutions of the Russian state information system “Unified Digital Platform “NSPD”. It will provide quick and convenient access for citizens, businesses, and professional market participants to open geospatial data of the CIS member states and electronic services created on their basis. Currently, within the framework of the schedule, the issue of providing the infrastructure of the state unified cloud platform for hosting and operating the portal has been worked out. All participants of the CIS Interstate Council have formed a technical assignment for the implementation of the first stage of work, and basic data sets for the operation of services have been agreed upon. The geoportal is planned to be put into operation in 2025,” said Oleg Skufinsky, head of Rosreestr.

    Rosreestr is implementing three more joint international projects with Uzbekistan, Abkhazia and Kyrgyzstan. They are related to the creation of national systems of state cadastral valuation. In particular, Abkhazia was provided with assistance in developing an automated information system of the real estate cadastre and a software module “Assessment of the cadastral value of real estate objects”. The project in Uzbekistan is planned to be completed by the end of 2024.

    The agency also signed six “road maps” for exchanging experience in the field of registration of rights, cadastral registration and creation of spatial data infrastructure. Such contacts have been established with Turkey, Armenia, Tajikistan, Turkmenistan, Uzbekistan and South Ossetia.

    In addition, Rosreestr is developing cooperation with the countries of the Middle East, Africa, Southeast Asia, Latin America and China, and has joined the activities of the BRICS Working Group on Geospatial Technologies and their Application.

    One of the key areas of the agency’s activities remains cooperation with relevant international organizations, including the UN system, where the agency represents Russia’s interests. This allows not only to study advanced foreign experience in the field of geodesy, cartography and spatial data infrastructure, but also to promote Russian achievements and technologies in the industry in the international arena.

  • MIL-OSI Security: NATO’s scientific cooperation with Azerbaijan

    On 25 and 26 September, a team from the NATO Science for Peace and Security (SPS) Programme was in Baku, Azerbaijan to review practical scientific cooperation and kick off a new research project focused on protecting critical infrastructure from cyber-attacks.

    Through the new project, contributors will develop a cyber platform that will allow organizations to train staff, test new technologies, and assess processes under pressure from simulated cyber-attacks. Over the next two years, the National Institute for Research and Development in Informatics – ICI Bucharest (Romania) and the Special Communication and Information Security State Service of the Republic of Azerbaijan will work together to bring this initiative to life. The aim is to help cyber defence teams better understand the vulnerabilities of Operational Technology systems so they can be better protected. These systems are the backbone of critical infrastructure such as power grids, water treatment plants, and transportation systems. 

    While in Baku, the NATO team also organized an Information Day at ADA University. It focused on NATO’s scientific cooperation activities involving Azerbaijan, and on encouraging new ideas involving the local research community. Over 40 participants from academia, as well as from Azerbaijan’s Ministries of Foreign Affairs and of Defence participated in the event.

    NATO’s SPS Programme has a history of cooperation with Azerbaijan. Over the years, this has included activities focused on neutralising toxic rocket fuel left behind from Soviet times, securing energy infrastructure against seismic hazards, protecting cyber networks, and developing sensors for the detection of landmines and explosives. 

    Through its activities, the SPS Programme provides opportunities for academics, experts and officials in Azerbaijan, as well as other partner countries, to develop proposals for innovative scientific projects to be implemented with peers in NATO countries. Through these activities, participants exchange knowledge on security-related topics and build relationships that expand international scientific networks.

  • MIL-Evening Report: View from the Hill: Albanese and Chalmers play cat-and-mouse on negative gearing with the public – and possibly with each other

    Is the government seriously interested in changing arrangements on negative gearing? After days of questions to Prime Minister Anthony Albanese and Treasurer Jim Chalmers, who would know?

    They’ve engaged in obfuscation at every turn.

    Today, Chalmers was asked, at a news conference in Beijing, whether he had told treasury to model reforms of the tax break for property investors.

    He replied:

    It is not unusual at all for governments or for treasurers to get advice on contentious issues which are in the public domain, including in the parliament. It is not unusual for treasurers to do that. But we have made it very clear through the course of this week that we have a broad and ambitious housing policy already and those changes aren’t part of it.

    Not unreasonably, the Australian Financial Review took this as Chalmers owning the request to treasury. But his office contested the interpretation, insisting he’d said nothing he hadn’t said before – taking us back to the position that the request formally remains an orphan.

    The story started earlier in the week with a report in the Nine papers that the government had asked treasury for work on options “to scale back negative gearing and capital gains tax concessions”. The report did not specify who’d done the asking, although Albanese later said it wasn’t him, and told reporters to quiz Chalmers instead.

    That treasury is working on options has inevitably raised the suggestion that reforms to negative gearing is on the agenda, perhaps as an election commitment.

    Given the government’s reaction, the story may have been a genuine “leak” rather than a deliberate balloon (although it’s often hard to be sure who’s holding the sting of balloons).

    Anyway, it put Albanese in a very grumpy mood in his television interviews. Fancy journalists trying to insist on a straight answer when he kept dodging and coming up with, in today’s much-used term, “word salads”.

    He stressed the government had no plans to change negative gearing. Then he got cross when it was pointed out it had had “no plans” to change the stage 3 tax cuts, until it did suddenly have a plan.

    Does the history of the stage 3 change give us any clue to what’s going on here?

    In that instance, Chalmers was the one wanting change as far back as soon after the 2022 election. Albanese held out, worried about what a broken promise would do to his reputation for integrity.

    In the end, under the pressure of a looming byelection, change came this year. Although the shift was well received, we’re now seeing it did damage him on the integrity front – his word is not automatically believed, and his phrases are carefully parsed.

    Thus when he was asked, “are you considering taking negative gearing reform and capital gains tax reform to the next election?” and he replied “No, we’re not”, this was not regarded as a definite “no”.

    Could it be that Chalmers is again putting himself at the forefront of seeking to alter policy, while Albanese is equivocal or resisting?

    If that is so, it reprises an old story that crosses governments: differences between a treasurer with strong views (Paul Keating, Peter Costello) and a leader (Bob Hawke, John Howard) who is politically more cautious.

    If there is any substance to the theory of a difference between Chalmers and Albanese, the treasurer would be very frustrated with his boss for hosing down a change to negative gearing, to the extent he has. And Albanese would be very annoyed if he thought the treasurer was responsible, by seeking options, for landing him in this pickle.

    There are strong views among experts about whether negative gearing should be scrapped or capped.

    But given that making the change would not significantly add to the total supply of housing, it’s really about the politics.

    The Greens are taking skin off Labor on the housing issue, as well as holding up two government housing bills in the Senate. The government is worried the Greens could successfully milk the issue at the election, especially with younger voters, many of whom see house prices rising further out of reach and rents badly stretching their budgets.

    Labor is pouring billions into housing but the results are set to fall well short of the numbers needed.

    Tackling negative gearing might be a “look over here” policy to undermine the Greens and attract the young. But it would be ripe for a fear campaign from the Coalition and, as Albanese says, it wouldn’t solve the problem of the inadequate supply of homes.

         The Office of the Communications Authority (OFCA) announced today (September 27) the latest enhanced arrangement of the Real-name Registration Programme for SIM Cards (Real-name Registration Programme). Starting from October 1, Hong Kong identity (HKID) card holders completing real-name registration for pre-paid cards (PPS cards) via telecommunications service providers’ online registration platforms can by default register and verify their identities through the mobile application “iAM Smart” so that they can instantly complete the registration. The enhancement aims to ensure the effective implementation of the Real-name Registration Programme and enable members of the public to activate their PPS cards more conveniently.      According to the Telecommunications (Registration of SIM Cards) Regulation (the Regulation), Hong Kong residents must use HKID cards for real-name registration. If members of the public choose not to use “iAM Smart” for real-name registration for PPS cards, telecommunications service providers will manually verify the registration information submitted upon receipt of the relevant registration requests, and the relevant PPS cards will be activated after completing the real-name registration procedures. OFCA has already requested telecommunications service providers to deploy additional resources and manpower to process such verification work. Users in need may contact their respective telecommunications service providers for details.      “To assist the enforcement agencies in combating fraudsters exploiting false information for registrations, OFCA has been maintaining close contact with telecommunications service providers and the Police, and has constantly requested telecommunications service providers to enhance their registration platforms, taking into account the operational experience since the full implementation of the Real-name Registration Programme in February last year. The digital identity authentication function of “iAM Smart” can help verify the identities of those who complete real-name registration with their HKID cards, thereby further ensuring the effective implementation of the Real-name Registration Programme. We urge members of the public to use “iAM Smart” for instant completion of the real-name registration procedures, making it easier to activate their PPS cards,” a spokesman for OFCA said.     To help the public understand more about the relevant enhancement, OFCA and the Digital Policy Office (DPO) jointly conducted publicity and education activities in Mong Kok today, and arranged “iAM Smart” mobile registration teams to assist members of the public in registering for “iAM Smart” on-site. Staff members of OFCA also distributed leaflets and souvenirs to remind members of the public not to purchase or resell PPS cards that have allegedly completed real-name registration.        In addition, OFCA has requested telecommunications service providers to step up their inspection of user information of registered PPS cards and refer suspicious cases to the Police for follow-up to assist in combating phone deception. As of end August this year, telecommunications service providers had rejected around 3 million registration requests as clients failed to provide information that meets the registration requirements, and had deregistered around 2.64 million non-compliant PPS cards. Earlier, based on reports from telecommunications service providers, the Police successfully arrested suspects for using false identity information to register a large number of PPS cards, including the telephone deception case involving a transnational crime syndicate as announced last month.      “To avoid contravening the relevant laws, members of the public must complete real-name registration with their own original identity document, and traders should not assist any persons in using the identity document of a third party in completing the registration.     Rome (Agenzia Fides) – “Certain realities can only be seen with eyes cleansed by tears.” These words spoken by Pope Francis during the meeting with young Filipinos in Manila well represent the key to understanding the documentary film “Resurrection” which on Saturday 28 September 2024, at 11 am, will be screened in the Aula Pio XI of the Pontifical Lateran University to close the Korean Culture Week, an event organized by the Embassy of the Republic of Korea to the Holy See to celebrate the day of the “Foundation of Korea” which is celebrated every year on 3 October. The feature film collects what is the spiritual legacy of Fr. John Lee Tae-seok, a Korean Salesian missionary who carried out his pastoral and professional activity (he was already qualified as a doctor when he became a Salesian, ed.) for almost a decade, from 2001 to 2009, in the community of Tonj, in today’s South Sudan. In Africa he devoted himself to such intense pastoral activity that he profoundly influenced the lives of the people he helped. Those people at the time were children or young people. Today they are adults and some, following his example, have wanted to follow in his footsteps, retracing his steps not only in their profession, but also in their training, some even studying medicine at his own university. And they are precisely them, students of the Faculty of Medicine at the University of Busan, in South Korea, the protagonists of this film by director Goo Soo Hwan, the same director of the famous film also dedicated to Don Lee and entitled “Don’t cry for me, Sudan”, which was an extraordinary success in his homeland (it was also screened in the Vatican in December 2011). “Resurrection” can be defined as the sequel to “Don’t cry for me, Sudan”: the new cinematic work by Goo Soo Hwan, in fact, starts from the death of Don Lee, which occurred in 2010. Those who tell the story of those moments are his students, young people who fell into despair at the news of his passing. A desperation that did not last long: they soon realized that their task was to continue, albeit in different ways, his mission. Here lies the key to understanding the entire film: in South Sudanese culture, crying in public is a cause for embarrassment, but the students cannot hold back their tears when they think of their teacher. And by sharing the love he had given them, the tears soon give way to joy and today the gratitude towards Don Lee shines through in the gestures of his students. “Certain realities can only be seen with eyes cleansed of tears”. The director is keen to point out that the film is not just a story of the path that the missionary’s students have undertaken to become doctors: “They have become people who give: what matters here is how they are living their lives. And they are living exactly the life of their ‘father’. They have shown me what happiness is and what authority really is”. “I wanted to know if the students’ tears had changed them.     The creator of an innovative tool to tackle domestic abuse and protect victims has won a national award for her work.

    Stacey Rothwell, Network Director for the Eastern Region Innovation was instrumental in the development and roll out of Rapid Video Response (RVR) – a secure technology which gives domestic violence victims video-based officer response in as little as three minutes.

    In the pilot area of Kent, the tool has significantly increased victim satisfaction and reduced anxiety, while from a policing perspective it has led to an increase in arrests and cut down on investigation time. 

    RVR has been given the seal of approval from the national VAWG Taskforce, who will oversee its national roll out, under the leadership of Assistant Chief Constable Sam Millar and Deputy Chief Constable Louisa Rolfe.

    The technology aims to put victims at the forefront and offer them a consistent service and a more efficient response. It also wants policing to measure performance based on victim satisfaction levels, and encourage further reporting of Domestic Abuse.

    Praising Stacey’s work, Professor Paul Taylor, Chief Scientific Adviser said:

    “Few examples in the public sector so crisply capture the value of science-led innovation than Rapid Video Response (RVR).

    “It uses secure technology to give domestic violence victims an immediate video-based officer response rather than a delayed physical response. By doing so, RVR reduces policing’s response time from around 33 hours to just three minutes.

    “This massively increases trust and confidence in policing, and for victims, it reduces anxiety. RVR improves evidence collection, reduces the length of primary investigations by around 40 per cent and has increased arrests by around 50 per cent. It also has the potential to save forces money in transportation and other costs.”

    He added: “The idea of RVR may seem obvious, yet Stacey deserves credit for her breakthrough because she recognised the problem and stepped up to lead a solution.

    “She undertook two randomised-control trials in Kent Police, with support of the Chief Officers, to show the value of RVR and the absence of negative consequences and then developed a blueprint to across the Eastern region initially.

    In a recent public inquiry, Traffic Commissioner Miles Dorrington heard the case of Peter Edward Douglas.

    Mr. Douglas held a restricted PSV licence and had applied for a standard licence, but following an extensive investigation, it was determined that Mr. Douglas is no longer trusted to operate in a compliant manner in the future.

    Mr Douglas, a sole trader, was granted as restricted public service vehicle operator’s licence authorising 2 vehicles in 2007. The inquiry heard that the DVSA had stopped his vehicles four times and on each of the four occasions, the vehicle had been used commercially for hire and reward.

    There were no tachographs fitted in the vehicles, no commercial MOTs and in two cases, the driver did not have the required driving entitlement for the vehicle, nor did he have a driver CPC qualification or a digital tachograph card which were also required in order to drive the vehicle for hire and reward. The operator seemed to have no real idea of how to run a compliant business.

    In the absence of the correct driving entitlement the insurance for the vehicle was invalid since all policies of commercial vehicle insurance require the driver to have the correct driving entitlement required to drive the insured vehicle at the time it was being driven. The second time that this driver was stopped, the vehicle was seized by the Police because they were satisfied that it was not insured and as at the date of the public inquiry it remained in their custody.

    Commissioner Dorrington said “It is clear to me that Mr Douglas lacked, any, or any effective management control of the transport operation to ensure that the general undertakings on the operator’s licence were fulfilled. His lack of knowledge is inexcusable as an experienced operator (he has been an operator for 17 years) and no lack of basic knowledge to operate a compliant transport operation can ever be accepted.”

    The commissioner found that he had lost his good repute and revoked the licence, giving the operator until the 30th September to wind down the operation.

  • MIL-OSI United Kingdom: Update on Moor Park

    The BBC have now left Moor Park in Preston following the Radio 2 in the Park event that took place over three days from 6-8 September

    Due to the wet ground conditions from heavy rain on the Sunday during the event, the BBC site team only left the park on 20 September, a week after their scheduled departure.

    The Council’s parks team, in conjunction with the BBC and their event team, have attended the park every day since the event but were unable to carry out a full assessment of the site until after all the crew and vehicles had left.

    The Council continues to work with the BBC and events team who are helping with the reinstatement of the park, with some areas already starting to ‘green up’ again.

    Two specialist contractors have also attended the park to give their advice on how to best help the affected areas. Both have advised that it is best to leave the ground to recover and dry out and to reseed where needed in the spring.

    A priority for the parks team has been to clear all the paths of mud and we are in the process of arranging to have these cleaned further to allow better access through the site.

    The Council is advising people to be careful when using the park as some of the ground is still uneven, to stick to the paths wherever possible and to watch where they are walking.

    Anyone who attended the event or saw the footage of the Sunday knows just how much rain we had in a short space of time. Unfortunately, due the large numbers of visitors and heavy footfall in some areas of the park, damage to parts of the park were inevitably unavoidable.

    “The public have been really supportive and we’d like to say thank you for understanding that the damage caused really was out of our control. As proud Prestonians, we have been very pragmatic and appreciate that the grass will grow back again in time, with a little help and care from our team of fantastic gardeners!

    “We have prioritised getting the football back up and running on the site and have already marked up two new pitches with a plan for the third one in the coming weeks. We are liaising with the local football league as to when we can start to use them.”

    The Councils team of gardeners continue to work on the site daily to ensure that the areas that are unaffected by the event are kept clean and tidy, as the park is expected to look.

    The two children’s play areas, basketball courts, tennis courts and skate park remain unaffected by the event.

    Scientists comment on the FDA approving Cobenfy (KarXT) for schizophrenia. 

    Dr Sameer Jauhar, Senior Clinical Lecturer in Affective Disorders and Psychosis, Consultant Psychiatrist, King’s College, London and South London and Maudsley NHS Foundation Trust, said:

    “Schizophrenia can be a devastating illness for people and their families, and the effects on society are significant.

    “We do have effective treatments, and the pharmacological treatments are a foundation for holistic care (which includes psychosocial interventions).

    “Unfortunately currently available antipsychotics have significant side-effects, which include weight gain and movement effects, and this can affect peoples’ concordance with treatment.

    “All currently licensed antipsychotics exert effects on the dopamine system, and this has been the case for at least 50 years.

    “We have had false dawns before, despite significant efforts in the field (with significant financial investment) phase three trials of newer compounds have so far been disappointing.

    “This novel treatment is the first of its kind, which does not act directly on the dopamine system, with good phase three trial data.

    “The side effect profile from Phase three trials suggests it has less of the side effects noted with current treatments.

    “It is acknowledged that these trials are short in duration, and we will need longer-term trials, to inform clinical care.

    “In my opinion, as a clinician and researcher, this is possibly one of the most exciting developments in our field, and I am very excited about this.”

    Just how significant is this approval in the mental health/ schizophrenia treatment field?

    “This is a major advance – it is the first treatment for schizophrenia with a novel target for 70 years.

    Why do we need other drug treatments in schizophrenia?

    “Current treatments are ineffective for many of the symptoms of schizophrenia, we need compounds with novel mechanisms of action.

    What is different about this drug to previous drugs for schizophrenia?

    “All other treatments work by targeting dopamine receptors. This is the first treatment that has a different target. We hope this may mean it can help people who don’t respond to standard treatments and maybe help the symptoms that aren’t helped by existing treatments.

    What does this mean for patients in the UK who may be excited about this news?

    “We will be running the first UK trial of this compound in Oxford, starting in 2025.”

    Dr Paul Keedwell, Consultant Psychiatrist and Fellow of the Royal College of Psychiatrists, said:

    Houghton Feast will return to the streets of Houghton from Friday 4 – Sunday 13 October, with a packed programme of activities, events and entertainment to enjoy.

    This year’s theme is ‘celebrating local cultures’ and visitors can look forward to the return of some old favourites like the funfair, illuminations, carnival parade, family fun and the roasting of the ox.

    The Feast will officially open on Friday 6 October with a spectacular community show in The Broadway. Houghton Brass Band, Zazz dancers and Houghton Feast Children’s Choir will all be entertaining crowds, and the Mayor of Sunderland Councillor Allison Chisnall will switch on the Houghton Feast Illuminations.

    Councillor Kevin Johnston, Chair of Houghton Feast Steering Committee, said: “Houghton Feast is one of the most popular events in the city and I know so many residents and visitors look forward to it every autumn.

    “This year’s festival theme is ‘celebrating local cultures’ and that’s exactly what Houghton Feast is about – bringing the whole community together to celebrate local traditions and history.     The famous Ox Roast will be back on Saturday 5 October. A roasted whole ox, which will be prepared overnight, will be served up in sandwiches in the grounds of the Old Rectory, where the first oxen were roasted by Rector Bernard Gilpin to feed Houghton’s poor in the 16th century. 

    Also on Saturday 5 October, a colourful Carnival Parade will make its way from Station Road to Rectory Park via Newbottle Street and The Broadway from 2pm. The parade will feature music from Houghton Pipe Band, Houghton Brass Band, The Bangshees, Pittington Brass Band and the Get Set Samba Youth Band, as well as dancers, vintage steam vehicles, costumed characters and Billy Purvis the Clown.

    For the first time, the funfair will open on the Sunday of the opening weekend, for an extra afternoon of family fun between 1pm and 6pm. A firework spectacular will take place on Monday 7 October from 7.30pm and can be viewed from Dairy Lane and the area surrounding Durham Road Playing Fields.

    The Zazz dancers are celebrating their 40th anniversary this year and will be celebrating with a special variety performance taking place on Tuesday 8 October.

    Innovation barns that could house workshops and offices

    More skilled jobs and a place for Plymouth’s marine businesses to innovate and collaborate – that’s all part of the vision for the next stage of the Oceansgate development which has now been submitted to planners.

    A planning application has been submitted this week for a series of innovation barns – high spec large industrial units for use as workshops and prototyping along with project offices.

    Over 1,700 square metres of high-quality space within eight units is being planned to expand the existing Oceansgate complex, which is already home to 14 light industrial units and 12 offices.

    Councillor Tudor Evans OBE, Leader of Plymouth City Council, said: “Plymouth is at the forefront of marine innovation and a key part of its success is enabling businesses to collaborate with each other and test prototypes.

    “The first two phases have regenerated and revived land that had been unused by the MOD for decades. There are over 170 people employed directly or indirectly thanks to Oceansgate.

    “We need to make sure Plymouth stays at the forefront of marine innovation and this is the ideal place to help make this happen.

    “South Yard was literally built for the city’s marine industry – an industry which changes all the time. These proposals should help the city of Plymouth continue to lead in this key sector.”

    The planning application proposes two buildings that would be similar in style, but a higher specification to the already high-spec offices and industrial units at Oceansgate. The Oceansgate development has been built to reflect the historic nature of South Yard as well as the street pattern outside its boundaries with natural material such as limestone.

    The next phase promises to be even greener and built to the latest low carbon building specifications. Features include renewable energy systems, the use of lower carbon materials – such as sustainably sourced timber, stone, and recycled building materials, orientation of the buildings for heat/shade, efficient heating, ventilation and air conditioning systems. There will also be cycle parking and EV charge facilities.

    Historic England have been part of the pre-application discussions along with the Council’s planning department and it supports the Council’s Climate Emergency Action Plan.

    The Plymouth and South Devon Freeport have allocated seed capital grant of £3.256 million and the Council is service borrowing of £3.274m to fund the plans.

    Securing the City Deal nearly 10 years ago helped lay the foundations for the city’s marine and maritime innovation sector to thrive. South Yard is now a key part of the Plymouth and South Devon Freeport and offers specific tax and relief benefits for companies based within it, incentivising employers to invest and create new jobs.

    The Freeport’s Tax Site at South Yard will support the marine and defence sectors by providing a focal point for technological advances in these arenas. It is the South West’s prime location for marine and maritime capability with direct waterfront access to docks, deep water jetties, land, offices and workshops for testing, trialling, and prototyping.

    The Medicines and Healthcare products Regulatory Agency (MHRA) has today approved leniolisib phosphate (Joenja) to treat a rare immune disease known as activated phosphoinositide 3-kinase delta syndrome or APDS in adults and adolescents aged 12-years-old and older who weigh 45kg or more. 

    APDS is an inherited disorder where the patient is unable to fight infections because the immune system (the body’s natural defences) does not work properly.

    The main symptoms usually occur in the first two years of life and include repeated lung infections and a failure to grow and develop normally.

    APDS is a long-term debilitating and life-threatening condition due to repeated lung infections that can lead to bronchiectasis (enlargement and inflammation of part of the airways). Patients with APDS are more prone to develop blood cell cancers, like lymphoma.

    The recommended dose is 1 tablet twice daily, approximately 12 hours apart in adults and adolescents from 12 years weighing 45 kg or more.

    This is also the first time the MHRA has approved a new medicine following an approval by the US Food and Drug Administration FDA. This is because the medicine was approved via a fast-track approval process for medicines, known as the International Recognition Procedure (IRP).

    This allows the MHRA to consider the expertise and decision-making of trusted regulatory partners for the benefit of UK patients. In this case, the regulatory partner was the FDA. As a sovereign regulator, the MHRA retains ultimate authority to accept or reject applications submitted under the IRP, ensuring that all medicines meet safety, quality and effectiveness standards to be licensed in the UK.

    The MHRA considered the assessment made by the US regulator as part of its own review, facilitating a rapid approval process.

    Julian Beach, MHRA Interim Executive Director of Healthcare Quality and Access, said:

    We are focused on providing UK patients access to safe and effective medicines in the shortest possible time.

    Approval of leniolisib through the IRP means we have facilitated access for people suffering from this serious disease to an effective medicine to fight infections and reduce symptoms of the disease. 

    This approval means the appropriate regulatory standards of safety, quality and effectivenessof this new medicine have been met.

    As with all medicines, we will keep its safety under close review. 

    The MHRA’s approval of the medicine is supported by evidence from a placebo-controlled study, carried out over 12-weeks. This study was blind and randomised. Thirty-one adult and paediatric patients participated.

    During the study, 21 patients received 70 mg of leniolisib and 10 received placebo twice daily. The co‑primary efficacy endpoints were improvement in the reduction in the size of lymph nodes and the normalisation of immunophenotype.

    By day 85 of the study, patients taking leniolisib saw a reduction in lymph node size and a correction of the underlying immune defect.

    As with any medicine, the MHRA will keep the safety and effectiveness of leniolisib under close review.

    The Federal Food Safety and Veterinary Office (FSVO) is warning against the potato masher of the brand “modern living” from Mömax due to excessive migration of certain chemical compounds called “primary aromatic amines”. Since a health risk cannot be ruled out, the FSVO recommends that the population not use this product. Mömax has immediately withdrawn the product from sale and ordered a recall.

    How can this product be dangerous?

    Primary aromatic amines (PAAs) are chemical compounds that are used, for example, in the manufacture of certain dyes. Some of them are considered carcinogenic. An analysis found an excessive migration of PAAs from the aforementioned kitchen utensil.

The bill fails to support our veterans or strengthen our national security, and it attempts to push through undemocratic voter restrictions that would harm our service members at home and abroad.

  • MIL-OSI USA: UConn Releases Annual Safety Reports

    UConn is releasing two reports detailing its response to reports of criminal activity, sexual violence, serious on-campus injuries, and other issues it monitors to ensure the safety of its campus communities.

    The first, the Clery Annual Security and Fire Safety Report, is required from all U.S. universities that receive federal financial aid funds. It includes data about certain crimes identified by the Clery Act, including violations of the Violence Against Women Act; arrests and disciplinary referrals for drug and alcohol violations; and hate crimes reported on property that UConn owns or controls, and on public property within or immediately adjacent to campus.

    It also includes a comprehensive overview of safety policies and prevention programs available to UConn’s campus communities. It is compiled by the UConn Division of University Safety.

    The second report, compiled by UConn’s Office of Institutional Equity (OIE), is a state-mandated annual overview in which all Connecticut colleges and universities outline their policies and data on sexual assault, stalking, and intimate partner violence.

    It captures a wider range of data in those categories than the Clery report because the data collected is not limited to incidents reported to have occurred on UConn property, and because it includes incidents reported even in the absence of a UConn connection.

    Some categories listed in the Clery and OIE reports might appear to capture data about the same kinds of crimes and incidents, including some regarding sexual assault and related crimes.

    However, the numbers will differ between the two reports because of the differences in how the incidents are defined, and the locations for which incidents must be captured.

    In addition, some categories listed in the Clery reports and federally required Uniform Crime Reports (UCR) – from which crime rates are calculated – might appear to reflect the same kinds of crimes and incidents. However, the Clery and UCR numbers will also differ because they use different metrics on the populations and places for what is included in each report’s calculations.

    Importantly, some figures involving sexual assault and related crimes may differ because the University prioritizes the wishes of the complainant in whether that person wants an investigation to be pursued. That helps them regain a sense of agency over their circumstances and is part of the process to help them make the journey to survivor.

    The Clery report also includes an appendix with additional data required under Connecticut Public Act 21-184, which directs colleges and universities to report accidents on their campuses that result in serious injuries or deaths.

    It is similar to the proposed federal COREY Act (College Operational Reporting of Emergencies Involving Teens and Young Adults), named for Corey Hausman, a Connecticut native who died of a head injury shortly after a skateboarding accident on his campus as a freshman at the University of Colorado.

    2023 Clery Annual Security and Fire Safety Report

    UConn is posting the report for calendar year 2023 on its website and distributing the link electronically in compliance with federal and state law, and in the interest of informing all enrolled students, faculty, and staff on this important subject.

    The Clery data includes reports from complainants made directly to UConn Police, along with information that comes to the attention of campus officials beyond law enforcement.
    Those officials, known as “campus security authorities,” comprise more than 1,200 people who regularly interact with students in their roles as resident assistants, coaches, faculty advisers, and other on-campus authorities.

    The university has significantly increased training for those officials so that they better understand what they are legally required to report and the proper way to do so. In the case of sexual violence crimes, UConn’s Clery numbers reflect a large amount of input from campus security authorities, along with significant outreach services university-wide to encourage reporting of this traditionally underreported crime.

    Of the eight sexual assaults reported at Storrs in calendar year 2023 – the same number as in 2022 – police received six reports directly from individuals. The rest were reported by campus security authorities, including Residential Life and Student Affairs, to be included in the Clery report.

    UConn takes an expansive view on what is included in the data by counting all sexual assault reports received in a given year, regardless of the level of detail known to the university; regardless of when the assault is reported to have occurred; and even when the report comes from a third party in the absence of a complainant.

    This is an important part of UConn’s commitment to creating and maintaining a campus free from all forms of sexual harassment, sexual violence, relationship violence, and stalking.

    Under a University policy, nearly all UConn employees are “responsible employees” to report sexual assault. Because that policy is specific to UConn and other institutions might take different approaches, comparisons are difficult to make against other universities whose policies are not as robust and whose reporting requirements are not as stringent.

    The University provides information online for all individuals impacted by sexual assault to receive support and file reports, including through its website on sexual violence, relationship violence, and stalking awareness.

    It also launched the UConn InForm site (inform.uconn.edu) to simplify and streamline reporting processes, offering an avenue through which students, faculty, staff and others can more easily locate and use the University’s many resources to report concerns and find support.

    This year’s Clery report reflects a decrease in the number of reports of fondling to three reported to UConn Police in 2023, compared to 11 in the previous year.

    Twelve motor vehicle thefts were reported in 2023 on campus, of which 11 were scooters. Those numbers are similar to 2022 figures, which showed 12 thefts that included nine scooters.

    UConn’s 2023 Clery report also captures data on reports of domestic violence, which is defined differently in Connecticut than in many other states. The 2023 figure of nine events reported is up from seven in 2022.

    Before June 2019, Connecticut’s domestic violence laws afforded protection to any people who lived together, including college roommates in non-romantic relationships, but the law was changed to include two exemptions.

    The first exception clarified that platonic roommates are not subject to mandatory arrest when they are attending higher education and live on campus or in off-campus housing that is owned, managed, or operated by the institution.

    The second exception extends to platonic roommates anywhere who are making payments pursuant to a written or oral rental agreement, also excluding them from mandatory arrest.
    The secondary exception would apply to sororities or fraternities who are owned and operated by individual organizations.

    However, roommates who are in a dating relationship, married, formerly married, related by blood or by marriage, or who have a child in common are still subject to the family violence mandatory arrest laws.

    In reviewing Clery data, it is also vital to understand that the ways in which domestic violence is defined and application of the applicable laws vary from state to state, making comparisons to other states’ institutions invalid.

    For instance, UConn’s domestic violence reporting process captures figures for the number of victims, not the number of incidents. Therefore, if two people involved in one incident both report it separately, the same incident appears twice in the data as two separate offenses if both individuals are the victim of a crime. One overall event can generate two or more statistics.

    University officials promote awareness of UConn’s bystander intervention programs, which help increase awareness of sexual violence on campus and empower students to be effective, proactive bystanders.

    One such program, Protect Our Pack, is presented to all incoming first-year and transfer students at the Storrs and regional campuses during fall orientation as students settle in for the new academic year.

    In addition, UConn Police also offers many initiatives tackling difficult conversations about stalking, intimate partner violence, consent, and effective communications. The programs are offered throughout the year to students at all academic levels.

    Under a state law that went into effect in 2021, UConn’s Clery report includes an appendix reporting serious accidental injuries or deaths that it can identify on its campuses for 2023.

    Those incidents can include, but are not limited to, injuries or deaths that resulted from vehicle collisions, and in which pedestrians were hurt or killed while walking, jogging, bicycling, skateboarding, and similar activities.

    The data must also include injuries and deaths from on-campus slips and/or falls such as tripping at ground level or falling from heights, including off bunk beds; alcohol or drug overdoses; choking or drowning; and other accidental incidents. The UConn Division of University Safety quantifies such incidents by reviewing reports from its police and fire/EMS records, Student Health & Wellness, and other sources.

    UConn also proactively included information this year for the first time that explains the University’s Bias Reporting system and reflects its numbers for the past three years.

    Although none of the incidents met the threshold to be criminally prosecutable as a hate crime, UConn encourages members of its community to report incidents they believe exhibit bias based on race, ethnicity, ancestry, religion, national origin, sexual orientation, gender identity or expression, age, a past or present history of mental disorders, or physical, mental, and intellectual disabilities.

    By encouraging members of the community to report these incidents under the bias protocol, the University can better provide support to people and groups who are affected, and to determine if those who exhibited the behavior – if they can be identified – violated the Student Code of Conduct.

    2023 UConn OIE Report Pursuant to State Statute Section 10a-55m

    In addition to the annual federally mandated Clery report, UConn also submits a yearly report to the General Assembly specifically on sexual violence policies and data.

    Figures in this report exceed those in the Clery data because it captures all incidents disclosed to UConn, regardless of on or off-campus location or the year in which they are reported to have occurred.

    It also includes information on prevention, awareness, and risk reduction programs and campaigns provided in the community throughout the year. This year’s report outlines more than 500 such initiatives, constituting a 23% increase in education and prevention programs.

    The 2023 OIE report indicates that OIE received 118 reports of sexual assault, of which 68 were reported to have occurred during 2023. The University’s definition of sexual assault is broad and can include incidents such as unwanted touching (sexual contact) along with more physically invasive offenses categorized in criminal law.

    The sexual assault disclosure numbers also include reports of incidents from many years ago, including childhood abuse – all of which helps the university provide appropriate, compassionate, and trauma-informed services to students and employees if and whenever they choose to share their experience with the University.

    Among the 118 reports of sexual assault logged in the newest report, 42 of the respondents were identified as being connected to UConn; three of the reports came in anonymously or confidentially; and in nine cases, the complainant chose to participate in a University investigation.

    Those who report an incident can request a University investigation at a later time should they wish, not only at the time they make a report.

    The University takes steps to follow the wishes of the complainant whenever possible and does not investigate unless that individual wants the University to do so. Only in limited circumstances will the University proceed with an investigation against a complainant’s wishes.

    Factors considered within this determination include the age of the complainant, whether there is evidence of a pattern of misconduct, the severity of the misconduct, and whether there is a safety risk to the complainant or the campus community.

    In matters where an investigation does not occur, the University may still take responsive or preventative actions, such as meetings with the alleged respondent and/or additional training and prevention work with impacted communities.

    UConn’s OIE report for 2023 also includes 48 reported incidents of stalking, of which 44 were reported to have occurred in 2023. In 28 of the stalking cases, the respondent was identified as being connected to UConn.

    None of the complainants chose to participate in a university investigation at the time of making the report, but they all retain the right to request an investigation later if they wish.

    A total of 66 cases of intimate partner violence (IPV) were reported, including 63 reported to have occurred in 2023. In 15 of the intimate partner violence cases, the respondent was identified as being connected to UConn; and in one of those cases, the complainant chose to participate in a University investigation.

    As with other categories, those who reported intimate partner violence but chose not to participate in a University investigation can still request one later if they wish.

    In addition to providing data, the OIE report outlined 510 awareness and prevention programs and campaigns during the year. They include the “Protect Our Pack” bystander intervention training provided at new student orientation; UConn’s Violence Against Women Prevention Program (VAWPP) Consent 201 courses; the widespread training provided to employees; and many others.

    In addition to Storrs-specific brochures and programs, the University provides programs and publications tailored to the regional campus communities and UConn Health.

    Her Royal Highness The Princess Royal paid her respects today (26 September 2024) as dozens of soldiers killed during World War One, many from Scottish regiments, were commemorated at a specially built cemetery extension in northern France.

    The event, held under autumn skies, was organised by the MOD’s Joint Casualty and Compassionate Centre (JCCC), also known as the ‘War Detectives’, and was held at the newly built Loos British Cemetery Extension. It is only the second time the Commonwealth War Graves Commission (CWGC) has built a new cemetery since the end of World War 2.

    HRH The Princess Royal, President of the CWGC, formally inaugurated the new cemetery as she honoured the soldiers who were laid to rest.

    The new cemetery was commissioned and built after nearby hospital construction works discovered a large number of World War 1 remains. The CWGC wanted to ensure that, on reburial, all of the fallen would remain side by side.

    The JCCC identification process established 48 separate sets of remains from the site. Although many Scottish Regimental artefacts were found, among them kilt pins, regimental buttons and shoulder titles, individual casualties could not be accurately identified by name.

    With so many remains recovered, it was impossible for the CWGC to bury them all in one public ceremony, so 46 were buried privately at Loos British Cemetery Extension earlier this summer.

    Today, one unknown soldier of The Black Watch (Royal Highlanders) and a second unknown Scottish soldier were laid to rest by serving soldiers of the Royal Regiment of Scotland.

    The service, which included a firing party and a piper, commemorated all 48 fallen soldiers.

    Although none could be identified by name, JCCC continues efforts to identify several other casualties recovered at the same location, with the aim of burying them at Loos British Cemetery Extension.

    The War Detectives attempt to find any living relatives when the remains of British personnel from historic conflicts are recovered. If identified, relatives are invited to the re-interment and memorial service. The CWGC is a world leader in commemoration which cares for war graves at 23,000 locations in more than 150 countries.

    After today’s cemetery service, HRH The Princess Royal met with community representatives at Loos-en-Gohelle’s City Hall.

    Tracey Bowers, MOD War Detective, said: “This was an incredibly important ceremony. It is a privilege to be here with Her Royal Highness The Princess Royal as we bury these last two soldiers from, what was, a huge recovery of remains. They will now rest in the presence of their regimental family.”

    Padre David Anderson, Senior Chaplain 51st Infantry Brigade and HQ Scotland, said: “It is a tremendous honour and privilege to be here having served with The Black Watch, 3rd Battalion The Royal Regiment of Scotland, and toured Afghanistan with them, it has tremendous poignancy for me to be here to reinter the remains of two unknown soldiers one, known to be of the Black Watch, and another known only to be Scottish. It’s good that the soldiers of the Royal Regiment of Scotland are here today to bury their comrades in arms.”

  • MIL-OSI USA: At Visit to Dodd Center, Former Members of Congress Discuss Bridging Divides – and Issue a Call to Action

    By all appearances, the two former longtime members of the U.S. House of Representatives who visited UConn Storrs on Thursday morning could not have been more different.

    The first, a Latino woman from Orange County, California.

    The second, a white man from southeast Michigan.

    The first, a Democrat who won her seat in Congress by defeating a long-serving Republican by less than 1,000 votes in 1997.

    The second, a Republican from a swing district who worked as a congressional staffer and a member of Ronald Reagan’s administration before his own election in 1987.

    But on the stage of the Konover Auditorium at The Dodd Center for Human Rights – before a crowd of mostly UConn students – it wasn’t the differences between former Rep. Loretta Sanchez (D-CA, 1997-2017) and Rep. Fred Upton (R-MI, 1987-2023) that were on display.

    It was, instead, the similarities that they share after two long careers in public service.

    In a comfortable conversation moderated by NBC Connecticut reporter and anchor Amber Diaz ’11 (CLAS) and punctuated by anecdotes from their own personal lives and experiences, Sanchez and Upton talked about the challenges in bridging divides at a time when politics feel increasingly polarized, and misinformation is rampant.

    “Sadly, today, it’s different from when I was in the Congress even a year ago,” said Upton.

    Both Sanchez and Upton stressed the importance of listening to other viewpoints, of being an educated voter, and electing leaders – regardless of political affiliation – who believe in and uphold democratic institutions.

    “People come and go, personalities come and go, but institutions are the mainstay of what makes us a good society,” said Sanchez.

    They also discussed what it means to “meet people where they are” – something that feels even more relevant at a time of political division.

    “When people come to the Congress, when people come to positions of power at the city or state level, they come with their own baggage,” Sanchez said. “They come with their own history, what their experiences are. Everybody has a story. Everybody can be an interesting person. You just have to take the time to listen to who they are, and if you take that time, then I believe you can find common ground.”

    “Finding out about other people’s districts, what they cared about – whether it’s energy policy or health policy, whether you could help them, whether they be a Republican or Democrat, being able to go to the other side of the aisle and being able to have a conversation with them, talk about amendments – that’s, to me, how you meet people where they’re at,” said Upton. “And that’s how things ought to get done.”

    Sanchez and Upton visited UConn through Congress to Campus – the flagship program of the nonprofit organization FMC, a bipartisan, voluntary alliance of former U.S. Senators and Representatives who advocate for representative democracy at home and abroad.

Sessions have been held on 183 campuses in 43 states and seven countries, reaching more than 57,000 students in the last 10 years alone.

    “Today’s conversation is important, because it is a reminder of what our discourse can be,” said Nick Lanza, ’25 (CLAS), the director of external affairs for UConn’s Undergraduate Student Government. “That we can have civil discussions. That we can debate different opinions, without getting personal. Today is about a better way forward.”

    The need for civic participation is crucial every year, UConn’s President Radenka Maric said in her welcoming remarks before the discussion. But this year, in the midst of a presidential election, participation feels especially urgent.

    “We live in a time when Americans seem divided in an almost unprecedented way,” she said. “Across social media and the traditional news media, there is no shortage of angry, aggrieved voices denouncing there fellow Americans on the other side of the ideological divide.

    “And yet, as the Carnegie Endowment for International Peace recently found, in reality, there is more common ground among Americans on policy issues than many people believe,” Maric continued.

    James Waller – the inaugural Christopher J. Dodd Chair in Human Rights Practice at UConn and director of Dodd Human Rights Impact Programs, which hosted the Congress to Campus event – said it’s true that democracy is on the ballot in the U.S. this year.

    “But, in truth, democracy is always on the ballot,” Waller said. “Every federal election, every state election, every local election, every election at every level asks us the collective question of who we aspire to be.

    “True democracy is never absolutely sure of itself. In other words, true democracy is always interrogating itself. It’s always asking itself hard questions,” Waller said. “Indeed, the biggest threat to democracy is when it becomes so sure of itself that it stops asking those hard questions, when we take it so much for granted that we stop actively nurturing and sustaining our democratic institutions, when we take it so much for granted that we choose not to exercise our right to vote, that we choose not to civically engaged because we feel so powerless and things feel so distant from us.”

    But Upton and Sanchez also had an overarching message for the students in attendance: Your action is needed.

    “We’re really here to tell the young people in the room run for office, work on campaigns, get involved locally,” Sanchez said. “We need you. We need you to decide that public service is really worth it and bring your ideas. Bring your new energy. Help us to solve the issues that are affecting your lives every day.”

    “You’re our future, and you’ve got to be part of it,” said Upton. “Because if we’re going to turn this ship around, it starts with you.”

    That call to action is also what Diaz, who studied journalism and English as an undergrad at UConn, hopes that students will take away from the event.

    “I really hope that they took away the power of a vote and that they will get involved, because it’s very, very imperative that they get involved,” Diaz said. “And I hope they get involved in politics, because honestly, nowadays, people turn off the TV. Or they turn off the radio. They don’t want to hear it. Or it’s the other extreme, and they want to argue about it.

    “I really hope that people start researching, and getting more information, and really come out and vote, because it’s in their hands. The power is in their hands.”

    The Congress to Campus event was co-sponsored by UConn’s Gladstein Family Human Rights Institute, School of Public Policy, Department of Political Science, Undergraduate Student Government, Department of Residential Life, Community Outreach, Office of Outreach and Engagement, and the Nancy A.   • MIL-OSI United Kingdom: Wavensmere Homes’ £150m Wolverhampton Canalside South Scheme Receives Green Light

    Over 530 high EPC-rated homes, with 20% designated for affordable housing, seven acres of vibrant green space, and a range of commercial amenities will bring about the transformation of the site, which has lain derelict for 15 years. Designed by Glancy Nicholls Architects, the low-rise development plans emulate the surrounding conservation area and maximise the canalside setting. The scheme will also open up a new pedestrian route to the city core, reducing the previous walk time by 20 minutes, and igniting investment into a commercial corridor.

    The waterfront development site sits on the eastern edge of the city centre and is made up of the Canal & River Trust-owned former Crane Foundry site, and the Council’s former British Steel site and land off Qualcast Road.

    Councillor Stephen Simkins, Leader of City of Wolverhampton Council, said: “Wavensmere Homes submitted a quality and comprehensive planning application that will deliver for Wolverhampton. This project is fundamental to our brownfield first strategy, driving investment into the Green Innovation Corridor, and it will also fulfil a key objective of our Canalside Delivery Partnership with the Canal & River Trust.

    “We can now look forward to work starting on site. Bringing life back to the redundant sites along our canal network is critical to boosting footfall into our city centre. As one of the largest new housing developments in the Midlands, Wavensmere’s £150m investment will enable Wolverhampton residents to benefit from superb connectivity, amenities, and health and wellbeing opportunities at this wonderful heritage location.”

    Wavensmere Homes will construct 378 two-and three-bedroom townhouses, designed to target an EPC-A rated specification, together with 145 one-and two-bedroom apartments. A building of 10 co-living units – each containing six bedrooms – will deliver affordable living typologies to young professionals. 54 houses and 80 apartment and co-living bedrooms will benefit from waterside views. The multi-award-winning urban regeneration specialist will also be reanimating the disused railway arches on the site into 1,338sqm (14,400 sq ft) of lettable commercial space.

    James Dickens, Managing Director of Wavensmere Homes, said: “The experience of working with this City Council – and in particular the planning department – has been unprecedented. Wolverhampton is a city that is open for business.

    “As a timeline, Wavensmere was announced as the new developer for this nationally significant project last December, and we are now in a position to confirm that we will be starting work at Canalside South before the year is out.  This scheme will be a catalyst for a new wave of ambitious city living, which is vital to see the Wolverhampton Pound spent locally.

    “It’s the level of proactivity and can-do approach that made this happen, which has been brought about through a shared vision, great people, and the Council’s strong leadership team at the helm. As a result of this positive and efficient experience, we are committed to invest a lot more in the City of Wolverhampton.”

    Wavensmere Homes will future-proof the new homes by installing electric only heating systems. A range of technologies will be utilised across the development, consisting of air source heat pumps, solar panels and mechanical ventilation with heat recovery (MVHR). There will also be EV charging to each house or parking space, alongside an array of EV chargers for visitors.

    The overall vision for the Wolverhampton Canalside masterplan is the delivery of around 1,000 homes to meet both the city and wider region’s housing needs, with sustainability and place-making at its heart.

    Andrew Chandler, Development Manager at the Canal & River Trust, added: “We are delighted to be working collaboratively with City of Wolverhampton Council and Wavensmere Homes to bring forward this transformational, high quality canalside residential-led scheme which will deliver generous well-connected walkways and public open spaces. This scheme will transform derelict brownfield land, while connecting more people to the local canal network and its rich biodiversity.

    “Canalside South will positively influence the quality of future development around our canals. It will also demonstrate the positive impact that water has on those who live and use the waterways, encouraging more people to engage with their local canal and at the same time help support what we do as a charity and show that life really is better by water.”

    Birmingham-headquartered Wavensmere Homes has 3,500 homes on site, or currently in planning. The firm is in the final phase of the £175m Nightingale Quarter, which is the redevelopment of the former Derbyshire Royal Infirmary into 925 energy-efficient houses, apartments, and community amenities. The company is constructing two other major brownfield regeneration schemes, located in central Birmingham and Ipswich, and has further projects – including four additional landmark schemes in Derby and Cheltenham – in the immediate pipeline.
