    In June, the second China-Central Asia summit was held in Astana, Kazakhstan.   • MIL-OSI United Kingdom: Three-week consultation will give people chance to have their say on multi-million-pound Tunstall plans

    People are being asked to help shape multi-million-pound improvements to Tunstall town centre as part of a three-week public consultation.

    A total of £4.5 million of Government funding is being spent to transform the public realm in the town.

    An initial public engagement event was held in March to discuss the broad proposals.

    Now, more detailed plans have been drawn up by the council on how that money could be spent – with the aim to attract extra footfall, boost business activity and tap into Tunstall’s heritage.

    A consultation event is taking place from 9 to 31 July so that people can explore the early proposals, comment on them and even suggest alternative improvements.

    A short consultation survey can be completed online, and, along with more details on the proposals, will be found at www.stoke.gov.uk/publicrealm from the start of the consultation.

    In addition, public events are being held in the town. They are:

    • 9 July – Tunstall Indoor Market, High St, ST6 5PH (10.30am – 5pm).
    • 16 July – Tunstall Indoor Market, High St, ST6 5PH (9.30am – 5pm).
    • 17 July – Mill Academy Primary Academy, Sunnyside Ave, ST6 6ED (3pm – 5pm).

    The proposals include better connecting key areas of the town like the High Street, Tower Square, Butterfield Place and Alexandra Park shopping area and creating a high-quality public space for the town focussed on Tower Square and the Clock Tower.

    They will also key into Design Out Crime initiatives earmarked for the town, which will be valuable in supporting the wider works proposed for the area.

    Councillor Finlay Gordon-McCusker, cabinet member for transport, infrastructure and regeneration at Stoke-on-Trent City Council, said: “We want to build on the momentum of the earlier engagement events and so are encouraging as many people as possible to come along to the consultation days and look at the proposals – or provide feedback online.

    “These proposals will use Government money to really breathe new life into Tunstall and help provide a boost for residents, visitors, businesses and traders.

    “A key element is to make the main areas of the town centre feel more joined up through improved paving and walkways as well as providing much-needed public space for community events.”   

    The Tunstall proposals form part of wider £6.5 million public realm plans, which also incorporate Burslem, Longton and Stoke.

    In Burslem, the proposed public realm work will focus on the Queen Street area, which is the location of several listed buildings, including Burslem School of Art and the Wedgwood Institute.

    In Stoke, the money is to be centred on improving the public square on South Wolfe Street – adjacent to Stoke library – to create a vibrant community space for regular outdoor events, including street markets and live music events.

    The public were consulted on plans for Burslem and Stoke earlier in the year. Consultation on proposals for Longton are to be held later in July, details of which will be provided in due course.

    Studying for a masters degree while caring for three children has given Chima Omojowolo the confidence to relaunch her own career after time out to raise her family.
    She will graduate with an MSc in International Human Resource Management after one busy year juggling reading, coursework and assignments with school pick-ups and other family responsibilities – and now hopes to help and inspire others to grow their careers.
    Chima moved to Aberdeen from France when her husband transferred to a job in the Granite City.
    She decided to undertake further study to enable her to progress her own HR career following a break for motherhood and was drawn to the course because it offered a broad skill set and practical knowledge to ease her return.
    Chima said: “Knowing the programme was comprehensive and flexible gave me confidence that I could update my skills while still managing my home responsibilities.
    “My student journey at the University was both challenging and rewarding. Adjusting to a new environment while caring for my three children and family was difficult at first.
    “However, I gradually found my stride and even excelled academically, ultimately achieving a Distinction in my degree.”
    Chima loved the opportunity to collaborate with classmates on group assignments and presentations and quickly fitted into life both on campus and in Aberdeen.
    “I loved exploring the city with my family – from peaceful walks along the beach to discovering restaurants and children parks, Aberdeen quickly felt like home,” she added.

  • MIL-OSI Canada: Tax credit expands meat processing facility

    The province’s inviting and tax-friendly business environment, and abundant agricultural resources, make it one of North America’s best places to do business. In addition, the Agri-Processing Investment Tax Credit helps attract investment that will further diversify Alberta’s agriculture industry.

    Beretta Farms is the most recent company to qualify for the tax credit by expanding its existing facility with the potential to significantly increase production capacity. It invested more than $10.9 million in the project that is expected to increase the plant’s processing capacity from 29,583 to 44,688 head of cattle per year. Eleven new employees were hired after the expansion and the company plans to hire ten more. Through the Agri-Processing Investment Tax Credit, Alberta’s government has issued Beretta Farms a tax credit of $1,228,735.

    The tax credit provides a 12 per cent non-refundable, non-transferable tax credit when businesses invest $10 million or more in a project to build or expand a value-added agri-processing facility in Alberta. The program is open to any food manufacturers and bio processors that add value to commodities like grains or meat or turn agricultural byproducts into new consumer or industrial goods.

    Beretta Farms’ facility in Lacombe is a federally registered, European Union-approved harvesting and meat processing facility specializing in the slaughter, processing, packaging and distribution of Canadian and United States cattle and bison meat products to 87 countries worldwide.

    As a part of her Saskatchewan summer tour, Rural and Remote Health Minister Lori Carr is visiting Melville and Esterhazy. While in both communities, Minister Carr will meet with local leadership, health care staff and visit several health care facilities.

    “By visiting local health care facilities, I am better able to learn from front line health care workers more about the conditions for patients, residents and staff,” Carr said. “I appreciate the opportunity to talk with our dedicated frontline health care workers and personally recognize them for the hard work they do.”

    Government is investing over $1.3 million in capital and equipment upgrades in both Melville and Esterhazy over the next two years to ensure safe and comfortable health care facilities for patients, residents and staff.  

    As part of government’s investment, projects in Melville include new flooring at the St. Paul’s Lutheran Home, work estimated to cost $100,000. Additionally, water systems estimated at $160,000 are scheduled to be replaced at the St. Paul’s Lutheran Home. At the Melville & District Health Centre, flooring work is planned and is estimated to cost $150,000.

    Government previously invested $145,000 in 2024-25 to replace windows at the St. Paul’s Lutheran Home. 

    In Esterhazy, early planning work is underway to replace the St. Anthony’s Hospital and Centennial Special Care Home with an integrated facility with $250,000 allocated this year. Additionally in 2026-27, there are plans to replace sewer lines at St. Anthony’s Hospital, and sanitary waste piping at Centennial Special Care home, projects which combined are estimated at $650,000. 

    In 2024-25, the Saskatchewan Health Authority invested in a ceiling mount digital radiology room with a wall stand. The equipment is currently being installed at St. Anthony’s Hospital and will be operational later this year. Equipment funded by St. Anthony’s Hospital Foundation and valued at $358,000 was also recently added. This included: a telemetry system, a chemistry analyzer with interface, a hematology analyzer with interface, a module for a lab information system and an automated medication dispensing system.

    Funding under this call supports the research, development and demonstration of next-generation carbon capture and storage technologies that have the potential to significantly reduce the costs of capturing and storing carbon.

    Project name: Bow Valley Carbon – Storage Demonstration Project
    Recipient: Bow Valley Carbon Cochrane Limited Partnership (a collaboration between Inter Pipeline Ltd. and Entropy Inc.)

    County lines taskforce set up in West Yorkshire

    A specialist police team focused on tackling county lines drug running will be set up in West Yorkshire police force through £1 million of government funding.

    A specialist policing unit will be set up within West Yorkshire police force to target drug running in and out of the region and protect those exploited by the dangerous illegal drugs trade.  

    The dedicated county lines taskforce in West Yorkshire is an expansion of the government’s County Lines Programme and is backed by £1.3 million of funding – and includes additional specialist support for victims, expanding across Leeds and Bradford. 

    County lines is a term used to describe gangs who are involved in transporting illegal drugs into different counties within the UK, using dedicated ‘deal lines’ often run out of the biggest cities with routes into different towns. It is one of the most violent models of drug supply and often sees children used to move and store drugs and money. 

    As part of the Plan for Change to deliver safer streets, the government is working closely with the police to put a stop to this trade and through its County Lines Programme, it already funds dedicated taskforces in major cities such as London, Manchester, Liverpool and Birmingham.  

    Since July 2024, work by the taskforces funded through the national programme has led to more than 1,200 line closures and more than 2,000 arrests, leading to the charging of over 800 criminals controlling lines.  

    As part of the new funding, specialist support services provided by Catch22 will be extended to the region to help the vulnerable people and children who are exploited by this trade.  

    Protecting vulnerable people should always be at the heart of the police’s response and, as part of the Safer Streets mission, the government has introduced new laws which will punish the heartless gangs who lure people into their illegal trade further, including specific offences of child criminal exploitation, cuckooing and coerced internal concealment.

    Home Secretary, Yvette Cooper said: 

    The appalling reality of county lines drug running is that criminal gangs exploit children and teenagers to run drugs, further drawing them into violence and serious crime.

    We’ve also seen competing drugs gangs running operations into small towns and communities also tackling violence and knife crime into those too. Officers at West Yorkshire Police have already made important progress in combatting drugs running in the area, and this funding will help the force go further to put a stop to this evil practice. 

    As part of the Plan for Change, we are going further to protect children from being criminally exploited by investing millions into policing and introducing specific offences that properly recognise the harm it causes and punish those who choose to inflict this pain.

    The formation of a dedicated taskforce for West Yorkshire gives us an opportunity to build on the work we already do in tackling county lines crime head on, making an even greater positive impact.

    Our aim is clear – we will be relentless in our pursuit of those behind county lines by disrupting their illicit enterprises. We will safeguard victims, raise awareness of the dangers of county lines and continue to work with our partners to make our towns and villages stronger and safer.

    West Yorkshire has consistently been one of the largest exporters of county lines drug running in recent years, which is why the government has chosen to provide further funding for the force and Catch22 to provide specialist support to victims in the region.  

    Twenty-eight arrests were made and 2 lines were closed by West Yorkshire police last week as part of a national County Lines Intensification Week. This also saw 26 people safeguarded and £9,000 of Class A drugs and over £100,000 in cash seized by officers.

    This significant investment into a dedicated taskforce and support for victims will bolster our ongoing efforts to tackle this issue.

    As part of the Safer Streets mission, the government has pledged to halve knife crime in the next decade.  County lines is closely linked to knife crime and tackling violent and exploitative drug gangs through the County Lines Programme is crucial to delivering this commitment. 

    The expansion of the County Lines Programme comes as the Home Secretary launches the government’s Safer Streets summer initiative. This nationwide crackdown will seek to target town centre crime, such as shop theft and antisocial behaviour, much of which is driven by the supply of drugs into these communities. 

    Over 500 town centres have signed up to the Home Secretary’s Safer Streets summer blitz that will see shops benefit from increased police patrols and local action to tackle town centre crime and antisocial behaviour.  

    This marks a key step in delivering the government’s Neighbourhood Policing Guarantee, which from July will see named, contactable officers in every community, increased peak time patrols in town centres and antisocial behaviour leads in every force.  

    Commissioned by the Home Secretary, police and crime commissioners across England and Wales have developed bespoke local action plans with police, businesses and local councils to crack down on crime this summer.  

    The aim is to support town centres to be vibrant places where people want to live, work and spend time, and restore faith in community policing after years of declining police officer presence on Britain’s streets.

    Intruders caused major criminal damage when they broke into Green Park and Stowlawn Primary schools at around 8.30pm yesterday (Thursday 3 July, 2025) before being disturbed by a caretaker and fleeing the scene.

    Damage at the schools included to external and internal doors, fire doors, toilets and interactive whiteboards that were smashed, while iPads and ICT equipment were destroyed, and fire extinguishers were discharged.

    A mobile swimming pool was also damaged and changing rooms ransacked, and attempts were made to start fires inside the building.

    Council officers have been onsite overnight with police and school staff to assess the damage, estimated at over £100,000. Thorough police investigations are now underway as officers work to identify those responsible. Anyone with information is asked to contact Wolverhampton Police on 101, quoting crime reference 20/296969/25.

    Parents and carers were notified of the incident this morning and told that both schools were closed today (Friday). It is hoped the schools will be able to reopen as soon as possible.

    The leader of the council, Councillor Stephen Simkins, branded the acts of vandalism as “disgusting” and called for the prosecution of the “idiotic” vandals involved.

    He said: “We are absolutely appalled by this disgusting act of mindless vandalism. Those who have committed this crime need to be caught and prosecuted to the full power of the law. These idiotic vandals are a blight on our communities and we will not tolerate them.

    “We are working closely with police to find out what happened and make those responsible are held accountable.

    “Together, we must stand against this kind of senseless behaviour and reaffirm our commitment to protecting our schools and the children and young people who depend on them.

    Councillor Jacqui Coogan, Cabinet Member for Children, Young People and Education, added: “We strongly condemn this disgusting and mindless act of vandalism which has caused so much upset and disruption for staff, children and families at both Green Park and Stowlawn Primary schools. 

    “Early estimates suggest the vandalism has caused upwards of £100,000 worth of damage, with fittings, furniture and equipment needing to be removed and replaced. This is money that the schools, the council and the city’s taxpayers can ill afford. 

    “Officers are working hard to assess the extent of the damage, and the work that must take place to enable the schools to reopen to children and staff as quickly as possible. 

    “I would urge anyone who may have witnessed suspicious activity near either school or who has any information that could assist the investigation to come forward. Your voice could make a vital difference.”  

    Green Park headteacher Lorraine Downey said: “We would like to thank drivers, passenger assistants, cleaners, from across the city, led by the council’s Head of School Business and Support, Bill Hague, and also our own staff members, who have volunteered their time this morning to help the clear up.

    “Also, our heartfelt thanks goes to our brave community caretaker, who intercepted the intruders.”

    Stowlawn Primary headteacher Kate Charles said: “We are absolutely devastated that someone would choose to target our schools like this for no reason. The impact over the past few hours for the staff, children and our families has been immense.

    “However, the local authority support has been amazing, as have the police, and we have received so many messages of support from our amazing families and local community.

    “Luckily the damage is repairable and we are working to welcome our children back to school as soon as we can.”

    BERLIN, July 4 (Xinhua) — At least 23 people were injured, one of them seriously, after a FlixBus long-distance bus traveling from Denmark to Austria overturned early Friday in northeastern Germany, German police said.

    The accident occurred at around 2:40 a.m. local time on the A19 motorway in the state of Mecklenburg-Vorpommern as the bus traveled to Berlin. According to law enforcement, the passenger with the most serious injuries remained trapped inside the vehicle for two hours before being rescued and airlifted to a Berlin hospital.

    The police noted that information about the number of victims and the severity of their injuries is not final, since the investigation is ongoing.

    There were 54 passengers and two drivers on the bus at the time of the accident. According to local media, the passengers included citizens of at least 20 countries, including Germany, Denmark, Ukraine, France, Italy, Australia, Syria, Japan and China. –0–

    ​Regarding the fire incident in an industrial building at 21 Ma Tau Wai Road, Hung Hom, yesterday (July 3), it was suspected that the unit concerned had been subdivided for illegal domestic use. The Buildings Department (BD) was very concerned about this matter, and launched an investigation immediately. If any unlawful act is found, the BD will consider instigating prosecution against the relevant persons.

         “The design, approval of building plans and construction of industrial buildings are intended solely for industrial use. Since the units in industrial buildings are used for industrial activities, including the storage of dangerous and flammable items, illegal conversion of industrial buildings to domestic use poses serious safety risks to users.  No one should reside in industrial buildings.  Persons involved in sales and rental activities, such as prospective buyers and tenants as well as estate agents, should check the approved use of the units. An industrial unit should not be used for domestic purposes,” a spokesman for the BD said.

    Following the fire incident yesterday, the BD has deployed its staff to carry out a site inspection. Officers at the scene found that the unit concerned was subdivided into a number of smaller units, and some of them were illegally used for domestic purposes. The BD has served statutory orders in accordance with section 25 (2) and section 26(1) of the Buildings Ordinance (BO) to order the owner to discontinue the use of the unit for domestic purposes and rectify the dangerous situation.  The BD will continue its investigation. If anyone is found in contravention of the BO, the BD will follow up seriously, including considering prosecution against the relevant persons. In addition, the BD will include the building in its large-scale operation against domestic use in industrial buildings and will arrange to inspect the other units of the building in phases.

    Failure to comply with a discontinuation order served under section 25(2) or a repair order served under section 26(1) of the BO without reasonable excuse are serious offences. Upon conviction, the offender is liable to a maximum fine at level 5 (currently $50,000) and imprisonment for one year, and a further fine of $5,000 for each day that the offence continues.

    To ascertain the approved use of the premises, apart from obtaining independent professional advice, members of the public may obtain relevant information by checking the occupation permit and approved building plans of the building via the Building Records Access and Viewing On-line system of the BD if they are in doubt.

    The Government is finalising the proposals to amend the BO and drafting the legislative amendments, including criminalising the subdivision of units in industrial buildings for domestic uses to enhance deterrence. The Government aims to submit the amendment bill to the Legislative Council in the first half of 2026.

    Over 250,000 Computed Tomography (CT) and Magnetic Resonance Imaging (MRI) scans were performed in Saskatchewan in 2024-25, the highest volumes ever performed in Saskatchewan in a single year. 

    In 2024-25, a total of 187,163 CT exams and 63,299 MRI exams were performed in Saskatchewan, a 9 per cent increase or 20,000 more exams over the previous year. These scans were provided to more than 206,000 patients across the province.

    The additional investment in medical imaging capacity has also resulted in positive impacts to wait times for these important diagnostic procedures. According to the latest report from the Canadian Institute for Health Information (CIHI), Saskatchewan had the lowest 90th percentile CT scan wait time of any province and the third lowest wait time for MRI.

    “Saskatchewan’s steady investment in enhancing this critical service area is resulting in positive outcomes for patient care, with the highest-ever volumes of MRIs and CT scans performed and faster access to these important diagnostic tests,” Health Minister Jeremy Cockrill said. “Investing in additional imaging capacity and capital equipment has increased access and reduced wait times for these procedures.”

    Since 2016, Saskatchewan invested in multiple initiatives to improve access such as:

    • expanding CT service to smaller city centres like Estevan and Melfort and MRI Services in Moose Jaw;
    • introducing community-based CT and MRI services in Regina and Saskatoon which has provided tens of thousands of CT and MRI exams to patients;
    • funding for medical imaging equipment replacements including six CT scanners and one MRI over the past five years;
    • a new mobile MRI scanner in 2024 at Regina General Hospital; 
    • operational funding to support the Swoop Portable MRI scanner donated by the Jim Pattison Children’s Hospital Foundation; and
    • passing Patients’ Choice legislation allowing private-pay MRI and CT service in 2016.

    “Passing legislation for private-pay MRI and CT services has contributed to health system capacity,” Cockrill said. “This unique-to-Saskatchewan, two-for-one policy approach requires private providers to perform a second scan at no charge for a patient on the public waitlist. This policy has provided more than 20,900 additional MRI scans and over 1,700 additional CT scans to patients at no extra cost to the public system due to this innovative two-for-one provision.”

    The province is working to expand access to CT, MRI and Positron Emission Tomography (PET) procedures across the province with an increase of $6 million in the 2025-26 Budget. This will support more than 10,000 additional diagnostic imaging procedures over the coming year. 

    “As we enhance the investment in medical imaging services, the Saskatchewan Health Authority remains focused on providing timely access to high quality care as close to home as possible for people across Saskatchewan,” Medical imaging Executive Director Richard Dagenais said. “None of this work would be possible without the vital support and investments from the Ministry of Health and our valued Foundation partners. We are only able to provide timely access to medical imaging through the exceptional commitment of our team of technologists, nurses, radiologists, and others, who work tirelessly every day to provide high-quality care to patients across the province.”

    To supplement this increased volume and ensure continued reliability of medical imaging services, the province is also providing over $10 million in capital funding this year for the replacement or retrofit of medical imaging equipment. 

    Planned upgrades include replacement of an MRI and CT scanner at Regina General Hospital; replacement of a CT scanner and retrofit of an MRI scanner at Royal University Hospital in Saskatoon; and replacement of medical imaging equipment in several rural health facilities.

  • MIL-OSI Security: Man jailed for life for rape and attempted rape in Hayes following Met investigation

    Navroop Singh, 24, (09/10/00) of Mellow Lane East, UB4 was sentenced to life imprisonment with a minimum term of 14 years for five charges, including rape, on Friday, 4 July at Isleworth Crown Court.

    Singh was convicted of the attempted rape of a woman in Southall Park, Ealing on Sunday, 13 October 2024, and possession of an imitation firearm with intent to commit an indictable offence, on Thursday, 8 May at Isleworth Crown Court following a four-day trial.

    Singh had previously pleaded guilty to a further three offences –

    • Possession of an imitation firearm with intent to commit an indictable offence
    • Rape a girl under 13
    • Assault a girl under 13 by penetration

    These charges relate to the rape of a child at Hayes End Park, Hillingdon on Wednesday, 23 October 2024.

    An investigation was launched by police and detectives who tracked down Singh, using forensics, CCTV and witness accounts to build a file of evidence against him.

    Acting Chief Superintendent Sean Lynch, who leads policing in West Area, said:

    “I would like to commend the strength of the victim-survivors and their families and thank them for their unwavering bravery in reporting these awful incidents to us.

    “Today’s conviction is testament to the officers’ thorough investigation, which has identified a violent sexual offender and undoubtedly prevented further harm.

    “We are continuing to prioritise tackling violence against women and girls with our increased specialist teams. I hope that the community will find reassurance in our action to put this predator behind bars.”

    Officers launched an investigation following reports of an attempted rape of a woman in her 20s on 13 October 2024.

    Police were alerted by the victim, who, by chance, was met with two off duty officers near to the gates of the park who accompanied her to the nearest police station.

    Singh had been sitting on a bench in the park during the early hours of 13 October 2024, where he waited for a potential victim to walk past. He was carrying an imitation firearm, which he had ordered and assembled, and used to threaten the victim while he attempted to rape her.

    On the days following the report, officers trawled through hours of CCTV footage to try and identify an offender.

    With the investigation was ongoing, a child was raped at a different park on 23 October 2024. Officers immediately made a link between the offences.

    Using the increased resources which were made available, officers secured additional forensic evidence. Officers were able to trace the offender to within a few doors of his home address where they delivered leaflets to appeal for witnesses and carried out increased patrols of the area.

    As a result of the officers efforts, they were able to trace the offender to within a few doors of his home address.

    Singh was arrested on Sunday, 27 October.

    Each of the victims have been supported by specialist officers throughout the investigation and court process.

    The Met has made tackling VAWG a priority and are working to relentlessly pursue the city’s most dangerous predators who often commit other crimes. We are placing hundreds more officers into bigger teams, rolling out specialist training, transforming our own culture and trying innovative methods, including counter-terrorism tactics, to track down offenders.

    The Education Secretary’s keynote on Reception Year Quality, setting out the case for early intervention and school readiness reform

    Hello everyone, thank you so much for being with us today.

    And thank you to everyone who has worked so hard to put today together.

    How wonderful it is that we can meet here at home in the North East!

    I grew up not seven miles from here. Brendan Foster could have run it in half an hour on a good day.

    And it’s lovely to be hosted here at the Stadium of Light.

    A great location to discuss where we can help every child shine.

    Early years education is vital to that.

    To helping every child shine at school, to making sure they all have an equal shot at success.

    To building a strong and fair society.

    That journey begins early.

    But right now, I think we all know it’s not working as it should.

    You’ll know that at the end of reception we measure the share of children reaching a good level of development.

    Can they communicate properly? Are they doing well socially, emotionally, physically? Are they getting to grips with numbers and words?

    It reflects how well families are getting their children ready for school. And the effectiveness of early education.

    This government’s Plan for Change sets a target of a record 75% of children reaching a good level of development.

    On average, 2 in 3 children meet that already.

    But new stats show that for children in need – children in social care, or facing other challenges – it’s 38%.

    And for children on free school meals, it’s barely above half.

    So, we have to ask ourselves, how can there be a fair race to success in our society when whole groups of children start so far behind?

    And these gaps between backgrounds – they’re not shrinking, they’re growing.

    They dig their nails in deep, and then they grow with the child.

    40% of the disadvantage gap at age 16 is already there by age 5.

    It breaks my heart that, for these children, here in our country, a quarter of the way through the 21st century –

    background still means destiny.

    It’s a national scandal.

    Our story of a fairer society, the one we like to tell ourselves,

    where every child has an equal shot at success,

    where what counts is determination, not background,

    talent, not privilege,

    how hard you work, not how much your parents earn.

    By failing these children at the start of their lives, we’re ripping up that story.

    We’re saying that success isn’t for people like them.

    As Secretary of State, it’s my mission to change that.

    To give every child the best start in life.

    To lay the foundations for a stronger and fairer society, right from the very start.

    That’s where the biggest difference can be made,

    that’s where my biggest priority lies,

    and that’s where we’ll begin to break the link between background and success.

    But you’ll be the first to tell me that to do that, we can’t wait until children reach school.

    Because the years before, the earliest years of their lives, they are some of the most important.

    For our children, and for our society.

    From the day a baby is brought home from hospital.

    Her start in life matters so much.

    Because from her first day in this world, an invisible score is being kept, on the factors that will either hold her back or propel her forward.

    Is her home stable, warm, loving?

    Is there enough food in the fridge, enough money in the meter?

    Does her family get the right support?

    Are they able to devote enough time to play with her in the mornings,

    to read to her in the evenings,

    to share in the love and curiosity that will be the bedrock of her development?

    And is she getting those crucial early opportunities to start learning?

    Is there a great nursery at the end of the road?

    With wonderful teachers that will share the right resources to help her shine?

    The answers to all these questions, and many more, will shape more than her first few years.

    They’ll mould her chances of success at school, her opportunities in life too.

    And it’s bigger than that. If we zoom out, these are the issues that will define that stronger and fairer society we want to build.

    Early years can be the driving force for the change this country needs.

    New data out today from the Study of Early Education and Development is yet more proof of that.    

    Yet more proof that excellent early years education leads to academic success later on.

    And yet more proof that the link is strongest for children from disadvantaged backgrounds.

    The lower the family income, the higher the impact of early years.

    And the bigger the opportunity to reach those children and change their path in life.

    But I’m sorry to say that, at the moment, we’re missing too many of those opportunities.

    Our early years workforce are heroes. They guide the youngest members of our society with passion, expertise and commitment.

    But we need to back them by modernising our system, boosting family support and working together with parents and the sector.

    Because far too many children are arriving for their first day in your schools simply not ready to learn.

    A quarter not fully toilet trained.

    A third can’t follow instructions.

    Half can’t sit still.

    A source of collective alarm for all of us as a society.

    It holds those children back, of course.

    But it holds the whole class back as well.  

    Teachers lose up to two and a half hours catching these children up.

    Not per month.

    Not even per week.

    Two and a half hours per day.

    Lost.

    Precious opportunities, gone and not coming back.

    Schools can be such a force for good. But they can’t do it alone. We need to make sure children are ready to go on day one.

    So we’ve got to transform school readiness in our country.

    In the year this government has been in power we’ve fixed the foundations and begun delivering the change children and parents need.

    We’ve delivered the biggest ever uplift in early years funding for disadvantaged children.

    It’s a system that backs parents too.

    Because we are rolling out the entitlement to 30 hours of government-funded childcare, starting in September.

    Putting up to £7,500 a year back in working parents’ pockets.

    Before long, 80% of childcare will be government-backed.

    And we’re forging ahead with our school-based nurseries. To deliver the places parents need, where they need them.

    And to introduce children to school early on,

    forming partnerships between early years settings and schools, exchanging knowledge and expertise to support children’s transitions into school.

    I want to thank all the providers who are working with us to deliver the change families need.

    And that includes the private, voluntary and independent providers, which I know will do an amazing job.

    Like at Hindley Green Community Primary in Wigan, where the private provider is working to expand the school nursery.

    And our free breakfast clubs are already rolling out in 750 early adopter primary schools too.

    On top of that, last month I announced the biggest expansion of free school meal eligibility in England in a generation.

    Children eating together, learning together, growing together. It’s good for behaviour, it’s good for attendance, it’s good for attainment.

    But we know there’s much more to do.

    Still so much we need to do.

    We’ll soon publish our Best Start in Life Strategy.

    Putting children’s outcomes right at the heart of government.

    And delivering on our target to get 75% of children achieving a good level of development by age 5 will be front and centre.

    But, like so much of our ambition, we can’t get there alone.

    And alongside parents, schools and the whole early years sector, local government has a key role to play too.

    I know many councils share our commitment to boosting the number of 5-year-olds reaching a good level of development.

    And through this new strategy, we will embed targets for local government, in law.

    This is too important. We’ve got to turn this around. And we can’t leave it to chance.

    To drive the change we need, we’re starting early.

    And that will include our reform of the SEND system.

    Early intervention will be a core pillar of that reform. Identifying needs early, and working to support every child to achieve and thrive in the classroom.

    But the transition from those early years into school is just as vital.

    I see the wonderful work you are all doing to help children take their first steps into school.

    Reception teachers go above and beyond, day after day, despite all the challenges, to set children off on the right foot.

    But, if we’re honest – government just hasn’t taken reception year seriously enough in the past.

    Rather than building a bridge between nursery and school, reception has fallen through the gap.

    So just when children should be racing ahead, despite your best efforts, they end up treading water.

    For too long, the first year has been the forgotten year.

    So we’ve got to put that right.

    That’s why reception year quality is one of the four national priorities for our new Regional Improvement for Standards and Excellence (RISE) teams.

    It’ll form a key part of our universal offer to raise standards in all schools. We’ll identify and share great practice – just as we’re doing today through this conference.

    And we’re developing a brand-new digital tool to support school and MAT leaders.

    Modelled data on where the evidence suggests your school should be in terms of its overall Good Level of Development score.

    It’ll show where schools are ahead, and where they need to catch up.

    Reception is a time for children to begin finding their voice.

    Language development really needs to click into gear.

    And that’s why we’re continuing to fund the Nuffield Early Language Intervention – for the 11,000 schools already registered, and any primary school that wants it.

    NELI helps spot and sort problems early, supporting more than 50,000 children a year.

    It speeds up progress for all children.

    But, again, the impact is strongest for disadvantaged children. They make 7 months of extra progress on language development.

    For the others, it’s 4 months.

    It’s fully funded for schools, and great value for money for government – a reminder that good interventions don’t have to break the bank.

    The programme has worked wonders at Gillas Lane Primary Academy – just down the road from here in my constituency.

    Gillas Lane serves a disadvantaged community. The share of children on free school meals is double the local average.

    Many children arrive at the school behind with their language development, but NELI helps catch them up.

    The data shows that children on the programme come on leaps and bounds in their speaking, listening and communications.

    It’s making such a difference in their lives – that’s why we’re determined to back early language development across the country.

    But we must match that with early writing skills too.

    Because learning to write can unlock learning across the board.

    It helps children begin to explore their thoughts on the page; it helps them begin to make their mark on the world.

    But last year 174,000 children missed the early learning goal in writing.

    Nearly three quarters of 5-year-olds with special educational needs are behind on writing.

    Nearly half of 5-year-olds on free school meals are behind.

    It’s a huge barrier to learning.

    So next week my department will publish a new writing framework.

    Practical support for teachers to build strong writing skills for children.

    Where our language programmes will help children find their voice, our writing framework will help them write it down.

    But we’ve got to start early on maths too.

    Maths is the language of the universe, at the centre of our understanding of the world around us.

    But for too many children it’s the language of fear and frustration.

    And we can’t let a fear of numbers follow our children into adulthood.

    So, we’re working with our partners to more than double the Maths Champions programme, reaching up to 1,800 more early years settings.

    To give every child the best start in life,

    to make sure every child can succeed in school,

    we’ve all got to recognise our responsibilities.

    As government we have ours. As school leaders you have yours.

    And parents have responsibilities too.

    To make sure their children arrive at school ready to learn.

    Whether that’s their first day in reception, or the last day in year 11.

    Our Best Start in Life Strategy will support parents to do just that – and to do much more for their children as they move into school and beyond.

    Periods of transition are important – for children at school, and for our cities and country too.

    The summer of 1997 was a summer of change. The UK had a new Labour government, and Sunderland had a new football stadium – the one we are in today.

    Sunderland played their first game here on the 30th of July – against the Dutch team Ajax.

    I’m reliably told it was a drab nil-nil.

    Although my Sunderland-mad advisor Ben, who’s here today, insists I also point out that Sunderland won their first league match here two weeks later, beating Man City 3-1.

    But at midnight the night before the Ajax game, Bob Murray, the chairman of Sunderland, released a statement announcing the name of the new stadium.

    It was to be called the Stadium of Light.

    Bob explained that for more than 150 years, right next door to where we are today, miners at Wearmouth Colliery carried with them a Davy Lamp to light the way through their dark working days.

    The stadium was named for them.

    In Bob’s words, it was to let ‘this light shine forever’ – a torch that ‘illuminates the way forward’.

    That’s how I feel about education – lighting the way ahead. And it’s how the miners felt too.

    That’s why the miners’ halls in my constituency down the road and across our region where they had libraries and newspapers.

    Why so many of the banners they hoisted each year at the Big Meeting proclaimed the truth that knowledge is power.

    They knew how crucial a good education today was to a bright future tomorrow.

    So now is the time to revolutionise early years,

    to light those lamps of learning, right from the start,

    and to give each and every child the start in life they deserve.

    As entrepreneurs, freelancers and remote workers make the switch from working at home to more social workplaces, York is benefiting from additional office space providers investing in the city.

    City of York Council’s Economic Growth Team has been instrumental in supporting these moves, from the planning stage to the day-to-day operations once they are open.

    Patch York opened six months ago in the riverside Bonding Warehouse building in Skeldergate and is among several workspaces across the city which offer a range of hot-desk, collaborative, private office space and meeting rooms.

    Patch is the fifth of a national chain of similar offices and the first in the north of England. It offers a blend of flexible spaces, permanent fixed-desk spaces, private offices and meeting rooms, with a membership scheme now up to 250 people. A further 50 spaces will be created when a huge first floor area is converted later this year.

    Thom Feeney, Site Director and Operations North Lead for Patch, said most members had not made the move from elsewhere, but simply from home, with many already living in the area. Most were working in the creative, eco or tech industries, with some self-employed and some remote-working for huge firms like Spotify and Google.

    Thom said:

    “The phrase I keep hearing is ‘I’ve been looking for a place like this’. It’s a professional space, but still feels cool, interesting, bright.”

    Mark Winter, from York, used to work from home, but now has a fixed desk on the first floor and comes into Patch daily. He is a director of a small design agency, Dogeatcog, which has been going for ten years.

    Mark said:

    “The social aspect is probably the best thing about it. There are quite a lot of creative people here and lots of collaboration, I’ve met a lot of new friends!”

    Thom said the support from Christine Hogan, Louise Saw and Brian Littlejohn, from the Council’s Economic Growth Team, had been fundamental to the success of the business.

    This has ranged from advice before opening to linking up with potential clients who might need meeting or event spaces to making connections with local suppliers – right down to the coffee and tea available to members.

    The team continue to support Patch with co-running events, arranging introductions and more, as well as supporting businesses based in the building.

    “Louise and Brian and Christine are brilliant at connecting us with people that are trying to make a difference in York – we at Patch want to help the local community,” said Thom.

    “I’ve just moved back to York after eight years in Stockholm and impressed by how much is going on in York and the support available. It’s amazing what’s here and what’s available to help people.”

    Thom said they had also benefited from links with York and North Yorkshire Combined Authority, which, like the Economic Growth Team, could offer information about funding opportunities.

    Meanwhile, Wizu Workspaces is set to open at East Coast House, further down Skeldergate, later this summer. Its new York base will have private offices for teams of 2 to 100+, a coworking space, meeting rooms with video conferencing, and virtual office packages for businesses of all sizes.

  • MIL-OSI United Kingdom: Demolition of former school to start next week

    The demolition of a former school building in Dyce is to start on Monday.

    The former Carden School was last used as a school in 2010 and although it has been used on occasion since then, the building has been declared surplus to requirements and needs to come down due to health and safety requirements.

    The Library and Community hub will be operating as normal during the works. Pedestrian access from Gordon Terrace to Central Park through the school site will be restricted during the works.

    Access to the car park off Gordon Terrace will be limited for the duration of the works while the car parks on the other side of the site will be unaffected.  

    Working hours for the demolition will be Monday to Friday, from 8am to 4.30pm. There will be no works carried out at the weekends or on public holidays.

    The site is included within the Local Development Plan which will allow the potential for future use of the site to be considered.

    Tariffs influence inflation

    Tariffs that slow growth and lead to job cuts push inflation down. But tariffs also add to costs, which typically lead to higher prices for consumers. Right now, it’s hard to see the direct impact of tariffs because temporary factors are making inflation bounce around. For example, the removal of the consumer carbon tax knocked 0.6 percentage points off inflation in April, pushing inflation below the 2% target. This temporary tax effect will lower year-over-year inflation for the next 11 months, but then it will disappear.

    If we look beyond temporary factors and volatility, inflation appears to be a bit stronger than the Bank expected. Canadian businesses also report higher costs tied to finding new suppliers and markets, which could affect inflation if these costs are passed on to consumers in the form of higher prices. At the same time, more job losses would lead to lower inflation.

    The trade situation continues to evolve and there is still a lot of uncertainty. The Bank is assessing how the effects of tariffs are spreading through the economy, while focusing on keeping inflation near the 2% target.

  • MIL-OSI Africa: Study Validates Impact of International Teams in Africa’s Outbreak Response

    A new study carried out by the Africa Centres for Disease Control and Prevention (Africa CDC) and the UK Public Health Rapid Support Team (UK-PHRST) confirms the critical role international health teams have played in strengthening outbreak response across the African continent. The study also highlights the need for more strategic and locally tailored support models to ensure long-term sustainability and effectiveness.

    Presented and validated during a high-level virtual workshop held from 23 to 24 June 2025, the study offers one of the most comprehensive assessments to date of international technical deployments and their impact on national outbreak preparedness and response systems in African Union (AU) Member States between 2020 and 2023.

    The findings show that international teams provided crucial short-term surge capacity across several public health domains, including surveillance, laboratory systems, epidemiology, infection prevention and control, clinical care, and risk communication. Notably, nearly half of all deployments supported two or more of these areas, underscoring their value in addressing multifaceted outbreak challenges.

    Beyond emergency response, the study details how international teams supported countries through the provision of equipment and infrastructure, the development of operational systems and protocols, the transfer of skills through training, the enhancement of coordination structures, and rapid deployment of human resources during critical capacity gaps.

    “These deployments have delivered vital expertise, resources, and rapid response capacity at crucial moments,” said Dr Radjabu Bigirimana, Programme Lead for Africa CDC’s African Volunteers Health Corps (AVoHC). “However, they also raise important questions about sustainability, coordination, and how we strengthen long-term national preparedness systems.”

    While national stakeholders widely appreciated the contributions of international teams, the study also captured reflections from international partners on the importance of aligning deployments with local needs, existing national capacities, and longer-term health security goals. Effectiveness, the study found, often depended on the expertise of deployed personnel and their integration into existing national response systems.

    “This workshop reinforces the need for global partnerships to evolve—where international deployments are not just reactive measures, but deliberate investments in national systems, tailored to local realities and long-term goals,” said Dr Edmund Newman, Director of the UK-PHRST.

    “Evidence-informed learning must guide how we improve emergency public health deployments,” added Dr Femi Nzegwu, Assistant Professor at the London School of Hygiene & Tropical Medicine and Monitoring, Evaluation and Learning lead at UK-PHRST. “The findings of the report validate experiences across Africa but also point to what must change to ensure deployments are more effective, context-specific, equitable, and empowering for Member States.”

    The workshop resulted in the collaborative development of a roadmap to operationalise the report’s recommendations, serving as a good practice guide on how to enable sustainable solutions in outbreak management among AU Member States. In turn, the report lays a foundation for reducing long-term reliance on external surge capacity by strengthening national health systems.

DHARAMBEER GOKHOOL, The President of Republic of Mauritius, during a high-level meeting, to share the impact of their programs and underscore their long-term commitment to transform public healthcare in Mauritius.  

    Senator, Dr. Rasha Kelej, CEO of Merck Foundation and President of “More Than a Mother” Campaign emphasized, “It was a great honor to meet H.E. MR. DHARAMBEER GOKHOOL, The President of Mauritius and share with him the impact of our partnership and programs since 2017 that aim to transform patient care, build healthcare and media capacity, to empower women in STEM, support girl education and raise awareness about social and health issues in Mauritius and the rest of Africa. 

    I am proud to share that we have provided 100 scholarships for Mauritian doctors in 42 critical and under-served specialties. During our meeting, we also discussed the possibility of providing specialized training for Mauritian doctors in innovative and emerging fields such as Stem Cell Therapy in pathology, CAR T-cell treatment, AI in Radiology, Radiotherapy and Medical Oncology, Robotic Surgical Oncology, Neurology, Nephrology, Urology, and Neurosurgery.” 

    She further added, “We are strongly committed to work closely with Ministry of Health to improve access to innovative and equitable healthcare solutions.” 

    The 100 scholarships for local Mauritian Doctors have been provided for One-Year PG Diploma and Two-year Master Degrees in many critical specialties including Fertility, Embryology, Sexual & Reproductive Care, Oncology, Preventative Cardiovascular, Diabetes, Endocrinology, Acute Medicine, Respiratory, Gastroenterology, Dermatology, Neuroimaging for Research, Sexual & Reproductive Care, Clinical Microbiology and infectious diseases, Internal Medicine, Pediatric Emergency Medicine, Ophthalmology, Laparoscopic Surgical Skills, Critical Care, Neonatal Medicine, Psychiatry, Family Medicine, Advanced Cytopathology and many more.

    Merck Foundation has so far provided more than 2280 scholarships for young doctors from 52 countries in 44 critical and underserved specialties, with many of them becoming the first specialists in their countries.

    During her visit, Merck Foundation CEO also met the Hon’ble Ms. Marie Arianne Navarre-Marie, Minister of Gender Equality and Family Welfare,  and senior officials from the Office of Hon’ble Minister of Health, Mauritius. 

    Merck Foundation also conducted the 4th Edition of their Health Media Training for the Mauritian Media Representatives in partnership with Ministry of Gender Equality and Family Welfare, Mauritius. The training session was conducted to emphasize on the important role that media plays to influence society to create a cultural shift with the aim to address wide range of social and health issues such as: Breaking Infertility Stigma, Supporting Girl Education, Women Empowerment, Ending Child Marriage, Ending FGM, Stopping GBV, Diabetes and Hypertension awareness. It was co-chaired by Merck Foundation CEO and Minister of Gender Equality and Family Welfare, Mauritius.  

    During the training session, the Call for Application for 8 important Merck Foundation Awards were announced for Media, Musicians, Fashion Designers, Filmmakers, students, and new potential talents in these fields.

  • MIL-OSI Africa: Carbon Markets Africa Summit reveals packed programme featuring continent’s entire carbon markets value chain

    The upcoming Carbon Markets Africa Summit (CMAS) programme features the continent’s entire carbon markets value chain in what is a compelling combination of successful early carbon market movers, climate-finance-ready projects, regulatory bodies as well as global institutional development organisations and investors. The event is taking place in Johannesburg from 22 to 23 October, with pre-conference sessions on 21 October.

    CMAS is dedicated to unlocking Africa’s carbon market potential, incorporating integrity, investment and impact. The United Nations Development Programme (UNDP) and the German Agency for International Cooperation (GIZ) are official supporters of the event.

    Shifting global landscape
    Day 1’s opening session will focus on the continent’s pivotal opportunity to define its own carbon trajectory, attract meaningful investment and align carbon market growth with the priorities of climate resilience, equity and sustainable development. Speakers already confirmed include:

    Aligning strategy with global agendas
    The session on the “Road to COP30: Aligning Africa’s Carbon Strategy with Global Agendas” will look compare Africa’s carbon strategy with global frameworks such as Article 6. High-level representatives from the GMEX Group, AfDBm Verra and ACMI will be part of this panel discussion.

    Carbon market frameworks
    As African countries move from climate ambition to implementation, regulatory clarity is becoming the cornerstone of carbon market development. A session titled “Turning Policy into Action,” will explore how national frameworks are evolving post-COP29, what integration of Article 6 looks like on the ground and how public-private collaboration can drive effective execution. Strong representation from across the continent and value chain bodes for an enlightening discussion, including the UNDP, Government of Nigeria, the South African Department of Fisheries, Forestry and the Environment, Zambia’s Ministry of Green Economy and Environment and Uganda Climate Change Department.

    The challenges with regards to integrity that carbon markets have faced will be tackled head-on during CMAS. Promethium’s Principal Climate Change Advisor Olivia Tuchten will lead the panel discussion around standards, verification and market oversight with experts from Verra, Gold Standard and Anthesis.

    Financing Africa’s carbon pipeline
    Day 2 of the packed CMAS programme features investor roundtables in a more intimate setting, aimed at “Connecting Climate Capital with Scalable Carbon Solutions,” during which a select group of carbon market investors and financiers can present their funds, strategies and investment opportunities to both potential capital partners and carbon project developers.

    Keynote on investment
    Day 2’s keynote session on “Financing Africa’s Carbon Pipeline: Derisking, Scaling and Innovating” will address both sides of the investment equation with participants from Shell Nature Based Solutions, Standard Bank, MIGA, AfDB and South Pole.

    Jonathan First, Senior Advisor at Climate Policy Initiative will also unpack the question of how to mobilise private capital for Africa’s carbon markets with several financiers from TransEnergy Global, FSD Africa, the JSE and JP Morgan.

    Pre-conference day
    The CARBON 101 masterclass will provide investors, policymakers and developers with the necessary insights into the burgeoning business of carbon markets. The expert facilitators in this relatively new field will cover everything from international frameworks, African policy landscapes, credit integrity and investment fundamentals.

    “Trust plays a key role”
    As part of CMAS 2025’s mission to catalyse high-integrity, African-led carbon markets, Dominic Wilhelm, Executive Director of the Global Trust Project, will also lead a high-impact dialogue working session.

    “While the current value of carbon markets as of 2023 is about $950 billion, within the next 10 years, it’s going to be worth $16 trillion,” says Wilhelm. “However, the full value chain of carbon markets is very fragmented, and it’s not transparent. Therefore, the full value chain needs to rapidly come together in a high-level dialogue, in which trust plays a key role to solve some of these challenges.”
