    The U.N. human rights office said on Friday it had recorded at least 613 killings both at aid points run by the U.S.- and Israeli-backed Gaza Humanitarian Foundation (GHF) and near humanitarian convoys run by other relief groups including the U.N.

    The GHF uses private U.S. security and logistics companies to get supplies into Gaza, largely bypassing a U.N.-led system that Israel says had let militants divert aid. The United Nations has called the plan “inherently unsafe” and a violation of humanitarian impartiality rules.

    “We have recorded 613 killings, both at GHF points and near humanitarian convoys – this is a figure as of June 27. Since then … there have been further incidents,” Ravina Shamdasani, the spokesperson for the U.N. Office of the High Commissioner for Human Rights, told reporters in Geneva.

    The GHF began distributing food packages in Gaza at the end of May and has repeatedly denied that incidents had occurred at its sites.

    Of the 613 people killed, 509 were killed near the GHF distribution points, the OHCHR said.

    The OHCHR said its figure is based on a range of sources such as information from hospitals, cemeteries, families, Palestinian health authorities, NGOs, and its partners on the ground. It said it is verifying further reports and cannot yet give a breakdown of where they were killed.

    The GHF previously told Reuters it has delivered more than 52 million meals to hungry Palestinians in five weeks, and said other humanitarian groups had “nearly all of their aid looted.” Israel lifted an 11-week aid blockade on Gaza on May 19.

    The U.N. office for the Coordination of Humanitarian Affairs (OCHA) told Reuters that there have been some instances of violent looting and attacks on truck drivers, which it described as unacceptable.

    “Israel, as the occupying power, bears responsibility with regards to public order and safety in Gaza. That should include letting in far more essential supplies, through multiple crossings and routes, to meet humanitarian needs,” OCHA spokesperson Eri Kaneko said in a statement to Reuters.

    COGAT, the Israeli military aid coordination agency, was not immediately available for comment.

    The Israeli military acknowledged on Monday that Palestinian civilians have been harmed at aid distribution centres in Gaza, saying that Israeli forces had been issued new instructions following what it called “lessons learned”.

    Israel has repeatedly said its forces operate near the centres in order to prevent the aid from falling into the hands of Palestinian Hamas militants.

    There is an acute shortage of food and other basic supplies after a nearly two-year-old military campaign by Israel against Hamas militants in Gaza that has reduced much of the enclave to rubble and displaced most of its two million inhabitants.

    In a breakthrough that could significantly improve air quality monitoring, scientists at the Centre for Nano and Soft Matter Sciences (CeNS), Bengaluru, have developed a portable, low-cost sensor capable of detecting toxic sulfur dioxide (SO₂) gas at extremely low concentrations. The innovation promises safer environments in both industrial and urban settings where exposure to harmful gases is a growing concern.

    Sulfur dioxide, a pollutant commonly emitted from vehicle exhausts and industrial processes, poses serious health risks even in minute quantities. Known to trigger respiratory irritation, asthma attacks, and long-term lung damage, SO₂ is difficult to detect before it begins to impact health. Current monitoring systems are often costly, bulky, or lack the sensitivity required to identify the gas at trace levels.

    To address these challenges, researchers at CeNS — an autonomous institute under the Department of Science and Technology (DST) — have designed a compact sensor by combining two metal oxides: nickel oxide (NiO) and neodymium nickelate (NdNiO₃). In this setup, NiO functions as the receptor that detects the gas, while NdNiO₃ acts as the transducer, amplifying the signal. This synergy enables the sensor to detect SO₂ concentrations as low as 320 parts per billion (ppb), far exceeding the sensitivity of many commercially available sensors.

    Led by Dr. S. Angappane, the research team has also developed a portable prototype device that incorporates the sensor and offers real-time air quality feedback. The device includes a color-coded alert system to indicate exposure levels: green for safe, yellow for warning, and red for danger. Its intuitive design makes it user-friendly, even for individuals without technical training.

    Designed to be compact and lightweight, the sensor system is ideal for deployment in industrial zones, densely populated urban areas, and enclosed spaces where continuous air quality monitoring is essential.     A team of researchers in Bengaluru has discovered a way to create tunable colour-shifting surfaces inspired by nature’s vibrant displays—like the feathers of a peacock or the wings of a butterfly.

    At the core of this breakthrough is a phenomenon known as structural coloration, where colours are produced not by pigments but by the physical structure of a surface that interacts with light.

    The study, carried out at the Centre for Nano and Soft Matter Sciences (CeNS), an autonomous institute under the Department of Science and Technology (DST), demonstrates how light can be manipulated at the nanoscale to produce colours that do not fade over time.

    Inspired by Nature
    Unlike dyes or paints, structural colours arise when light waves are reflected, refracted or scattered by microscopic patterns. This is what gives the peacock its iridescent blues and greens that change with the angle of light.

    The scientists at CeNS have used polystyrene nanospheres, each about 400 nanometres wide, to replicate this effect. These tiny beads, far smaller than a grain of sand, naturally arrange themselves into a hexagonal pattern when placed on water, forming what is called a close-packed monolayer.

    Fine-Tuning Colours with Light and Geometry
    Once this layer is formed, the team uses a technique called reactive ion etching—similar to a nano-scale sandblasting process—to slightly reduce the size of the spheres while maintaining their orderly arrangement. This changes how light interacts with the surface.

    As light strikes this nanostructured layer, certain wavelengths are enhanced or suppressed. This means the reflected colour can be adjusted—simply by tilting the surface or changing the viewing angle, shifting it towards shades like blue.

    The result is a vibrant, durable colour that does not fade under sunlight or over time, unlike traditional chemical dyes.

    Scalable and Sustainable
    What makes this research notable is its practicality. The technique relies on self-assembly, a low-cost process where the particles naturally arrange themselves—making it scalable for large-area production without complex machinery.

    Elizabeth Emblem Recognises Scottish Public Servants

    Eight Scottish public servants who died in service recognised in the second ever Elizabeth Emblem List.

    Eight Scottish public servants who died in the line of duty have been recognised with the Elizabeth Emblem.

    The Elizabeth Emblem is a mark of recognition to the next of kin of public servants who have lost their lives as a result of their duty. It is the civilian equivalent of the Elizabeth Cross, which recognises members of the UK Armed Forces who died in action or as a result of a terrorist attack. 

    106 public servants who died in service from across the United Kingdom are being recognised in this second published List.

    Those recognised from Scotland include Gwen Mayor, a teacher who was killed by a gunman at Dunblane Primary School in March 1996, and Rodney Moore, a retired paramedic who rejoined the Scottish Ambulance Service to support its Covid-19 response and later died of the illness.

    The Secretary of State for Scotland, Ian Murray said:

    “I pay tribute to all of those Scots who have been recognised today. Every one of these brave public servants gave their life to protect others. They are people who stepped forward when most of us would step back, and they paid the ultimate price.

    “I am particularly pleased that Dunblane teacher Gwen Mayor has been recognised. No-one will ever forget the horror of the shooting at Dunblane Primary School in 1996, when Mrs Mayor was killed trying to protect her pupils.

    “I hope that the families of all those recognised will take some comfort in knowing that their loved ones, and their service, has not been forgotten.” 

    The full list of Scottish public servants recognised are:

    Gwen Mayor, a teacher at Dunblane Primary School. Mrs Mayor was killed alongside 16 of her pupils on 13 March 1996. 

    Roderick Nicolson, Tayside Fire and Rescue Service. Mr Nicolson, from Perth, died attempting to rescue two workmen from a silo of chemical dust at Perth Harbour. Whilst trying to free the workers Fireman Nicolson became trapped amid five tonnes of sodium carbonate ash. He died on 4 December 1995.

    Ewan Williamson, Lothian and Borders Fire and Rescue Service. Firefighter Williamson was responding to a fire at the Balmoral Bar public house on Dalry Road in Edinburgh when he became trapped in the basement level with the fire. He was unable to escape and fellow firefighters were unable to locate him for a significant period of time. Firefighter Williamson died on 12 July 2009.

    Richard Paul North, Tayside Police. Constable North was killed when on duty as a result of a collision with another vehicle, while driving near Perth in a marked police car. The other vehicle had crossed from the other carriageway into the oncoming traffic, and the driver was found to be under the influence of drink and drugs. PC North died on 17 March 1987.

    William Oliver, of the Glasgow Salvage Corps. Mr Oliver died in the Cheapside Street Disaster, a fire in a whisky bond. The warehouse contained more than a million gallons of whisky and 30,000 gallons of rum. As the temperature of the fire increased, some of the casks ruptured, causing a huge boiling liquid vapour explosion. This instantly killed Mr Oliver and 18 others. Mr Oliver died on 28 March 1960.

    Joseph Stewart Drake, Stirling and Clackmannan Constabulary. Constable Drake was killed when a stolen lorry being pursued by other officers intentionally struck his car as he tried to intercept it at Dennyloanhead near Falkirk.  PC Drake died on 11 August 1967.

    Rodney (Rod) Moore, of the Scottish Ambulance Service. A retired ambulance paramedic of 40 years’ service, Mr Moore, from Falkirk, returned to work with the Scottish Ambulance Service to assist with the Covid-19 pandemic response. Mr Moore contracted Covid-19 in October 2020 and died on 21 November 2020.

    Alistair Soutar, HM Customs & Excise. Mr Soutar was crushed between a HM Customs and Excise vessel ‘The Sentinel’ and a smugglers’ vessel the ‘Ocean Jubilee’. Mr Souter, from Dundee, was taking part in Operation Balvenie off the Caithness coast to apprehend drug smugglers. Mr Soutar was airlifted to Raigmore Hospital in Inverness but died of his injuries on 29 July 1996.

    The Chancellor of the Duchy of Lancaster, Pat McFadden said:

    “We owe an enduring debt to the public servants who give their lives to protect others.

    “The Elizabeth Emblem is a reminder not just of the ultimate price their loved ones have paid in service of our communities, it is a lasting symbol of our national gratitude for their incredible sacrifice.”

    The Elizabeth Emblem was established last year as a national form of recognition. 

    The design of the Emblem incorporates a rosemary wreath, a traditional symbol of remembrance, which surrounds the Tudor Crown. It is inscribed with ‘For A Life Given In Service’, and will have the name of the person for whom it is in memoriam inscribed on the reverse of the Emblem. It will include a pin to allow the award to be worn on clothing by the next of kin of the deceased.

    Families and next of kin of those who have died in public service are encouraged to apply for an Elizabeth Emblem via gov.uk.

    Launching of the ASEAN-UK Health Security Partnership Programme

    ASEAN-UK Health Security Partnership Programme launched to strengthen ASEAN’s ability to prevent, detect, and respond to health threats.

    The Association of Southeast Asian Nations (ASEAN) and the United Kingdom today officially launched the ASEAN-UK Health Security Partnership Programme (HSP), a five-year programme, in Kuala Lumpur, Malaysia, as a major new initiative aimed at strengthening Southeast Asia’s ability to prevent, detect, and respond to health threats.

    The UK-funded HSP programme will provide grant funding for projects in the ASEAN region which can improve health systems, enhance access to healthcare and strengthen ASEAN capacity to respond to new threats, like the health impacts of climate change. HSP will also establish expert partnerships between institutions in ASEAN and other parts of the world, including the UK, enabling the exchange of knowledge and joint development of innovative solutions. A third component will work with the Quadripartite (WHO, FAO, WOAH, UNEP) to support the ASEAN One Health Joint Plan of Action, helping to tackle threats such as antimicrobial resistance that require a coordinated ‘One Health’ approach across human, animal, environmental and plant health.

    Dr. Kao Kim Hourn, Secretary-General of ASEAN, welcomed the partnership:

    The ASEAN-UK Health Security Partnership Programme is a timely initiative that complements ASEAN’s collective efforts in strengthening pandemic preparedness and building resilient healthcare systems. We value the UK’s commitment to meaningful and lasting cooperation with ASEAN.

    UK Ambassador to ASEAN, Sarah Tiffin, said:

    The COVID-19 pandemic showed us that no country is immune to global health threats. Through this programme, the UK is proud to work hand-in-hand with ASEAN to build long-term resilience and ensure a healthier, safer future for communities in the region and around the world.

    By focussing on issues such as pandemic preparedness, emerging disease and health system resilience, the ASEAN-UK HSP programme will mobilise British and ASEAN expertise to tackle shared challenges and respond to the needs of ASEAN countries.          The Immigration Department (ImmD) mounted a series of territory-wide anti-illegal worker operations codenamed “Twilight” from June 30 to yesterday (July 3) and a joint operation with the Labour Department codenamed “Lightshadow” to combat illegal food delivery couriers, on July 2. A total of six suspected illegal workers and one suspected employer were arrested.
     
         During operations “Twilight”, ImmD Task Force officers raided 34 target locations including premises under renovation, recycling yards, restaurants and retail stores. Four suspected illegal workers and one suspected employer were arrested. The arrested suspected illegal workers comprised two men and two women, aged 43 to 59. Among them, one man was a holder of a recognisance form, which prohibits him from taking any employment. In addition, one man and one woman were suspected of using and being in possession of a forged Hong Kong identity card. One woman, aged 52, was suspected of employing the illegal workers and was also arrested.
     
         During operation “Lightshadow”, ImmD and Labour Department enforcement officers raided 24 target locations in Kowloon West Region. Two suspected illegal workers were arrested. The arrested suspected illegal workers comprised two men, aged 32 and 34. Both of them were holders of recognisance forms, which prohibit them from taking any employment.
     
         An ImmD spokesman said, “Any person who contravenes a condition of stay in force in respect of him or her shall be guilty of an offence. Also, visitors are not allowed to take employment in Hong Kong, whether paid or unpaid, without the permission of the Director of Immigration. Offenders are liable to prosecution and upon conviction face a maximum fine of $50,000 and up to two years’ imprisonment. Aiders and abettors are also liable to prosecution and penalties.”
     
         The spokesman warned, “As stipulated in section 38AA of the Immigration Ordinance, an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land is prohibited from taking any employment, whether paid or unpaid, or establishing or joining in any business. Offenders are liable upon conviction to a maximum fine of $50,000 and up to three years’ imprisonment. As stipulated in section 20(1)(a) of the Immigration Ordinance, the Chief Executive may make a deportation order against an immigrant, prohibiting the immigrant from being in Hong Kong at any time thereafter if the immigrant has been found guilty in Hong Kong of an offence punishable by imprisonment for not less than two years. Under the prevailing laws, it is an offence to use or possess a forged Hong Kong identity card or a Hong Kong identity card related to another person. Offenders are liable to prosecution and upon conviction face a maximum fine of $100,000 and up to 10 years’ imprisonment.”
     
         The spokesman reiterated that it is a serious offence to employ people who are not lawfully employable. Under the Immigration Ordinance, the maximum penalty for an employer employing a person who is not lawfully employable, i.e. an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land, has been significantly increased from a fine of $350,000 and three years’ imprisonment to a fine of $500,000 and 10 years’ imprisonment to reflect the gravity of such offences. The director, manager, secretary, partner, etc, of the company concerned may also bear criminal liability. The High Court has laid down sentencing guidelines that the employer of an illegal worker should be given an immediate custodial sentence.
     
         According to the court sentencing, employers must take all practicable steps to determine whether a person is lawfully employable prior to employment. Apart from inspecting a prospective employee’s identity card, the employer has the explicit duty to make enquiries regarding the person and ensure that the answers would not cast any reasonable doubt concerning the lawful employability of the person. The court will not accept failure to do so as a defence in proceedings. It is also an offence if an employer fails to inspect the job seeker’s valid travel document if the job seeker does not have a Hong Kong permanent identity card. Offenders are liable upon conviction to a maximum fine of $150,000 and to imprisonment for one year. In that connection, the spokesman reminded all employers not to defy the law by employing illegal workers. The ImmD will continue to take resolute enforcement action to combat such offences.
     
         Under the existing mechanism, the ImmD will, as a standard procedure, conduct an initial screening of vulnerable persons, including illegal workers, illegal immigrants, sex workers and foreign domestic helpers who are arrested during any operation with a view to ascertaining whether they are trafficking in persons (TIP) victims. When any TIP indicator is revealed in the initial screening, the ImmD officers will conduct a full debriefing and identification by using a standardised checklist to ascertain the presence of TIP elements, such as threats and coercion in the recruitment phase and the nature of exploitation. Identified TIP victims will be provided with various forms of support and assistance, including urgent intervention, medical services, counselling, shelter or temporary accommodation and other supporting services. The ImmD calls on TIP victims to report crimes to the relevant departments immediately.

  • Indian Army charts ambitious roadmap for modernisation, seeks industry partnership for next-gen warfare

    The Indian Army has unveiled a comprehensive modernisation roadmap aimed at transforming its capabilities across multiple domains, ranging from hypersonic weapons to advanced soldier systems, as it prepares for the challenges of future warfare. The announcement was made by Lt Gen Amardeep Singh Aujla, Master General Sustenance of the Indian Army, during the “New Age Military Technologies: Industry Capabilities & Way Forward” conference organised by FICCI.

    Outlining the Army’s ambitious vision, Lt Gen Aujla called for unprecedented collaboration between the military, industry, and policymakers to accelerate self-reliance and innovation in defence technology.

    At the core of the Army’s modernisation drive is the development of ultra-fast and highly manoeuvrable weapon systems, including hypersonic glide vehicles, hypersonic air-breathing engines (HEBs), and advanced fourth, fifth, and sixth-generation missiles.

    “We want to change the deterrence equation by ultra-fast and highly manoeuvrable weapon systems,” Lt Gen Aujla stated, emphasising the need to transition from conventional “dump category” ammunition to smart, precision-guided munitions.

    The Army also plans to invest heavily in loitering munitions and PGMs to enhance strike capabilities while minimising collateral damage.

    In addition, the service is advancing efforts in directed energy weapons, such as high-energy lasers and microwave systems, for counter-drone operations, missile defence, and anti-satellite capabilities.

    Recognising the evolving dimensions of warfare, the Army is placing strong emphasis on cyber and electronic warfare capabilities, aiming for spectrum dominance and both offensive and defensive cyber operations. The force is seeking industry partnerships to develop next-generation cyber defence tools, autonomous EW solutions, and resilient satellite systems.

    Another critical focus area is soldier-centric modernisation. The Army plans to equip soldiers with exoskeletons, human augmentation systems, smart body armour, and augmented reality-based battlefield management systems.

    “The individual has to be an empowered individual, in terms of agility, in terms of resilience, in terms of endurance,” Lt Gen Aujla said, highlighting the integration of AI-powered helmets, smart apparel, and real-time health monitoring to enhance battlefield effectiveness.

    To support these advancements, the Army is revamping its logistics and supply chain infrastructure, integrating technologies such as artificial intelligence, machine learning, blockchain, and the Internet of Things (IoT). The goal is to ensure green, sustainable logistics, cyber-resilient systems, and efficient, future-ready supply chains.

    Lt Gen Aujla stressed that the Army will continue to focus on core operational roles, while outsourcing specialised capabilities to industry partners.

    He underlined the need for synergy between three key stakeholders: the military, which must clearly define operational needs; policymakers, who must create enabling frameworks; and the industry, which must innovate and deliver tailored solutions.

    “You are the people who have to give shape to our desires, our requirements, our needs, which are absolutely operational in nature,” he told industry leaders.

    To foster this ecosystem, the Army has called on policymakers to establish defence technology acceleration funds, provide fast-tracked regulatory clearances, and simplify procurement processes. He also recommended the creation of tech hubs, innovation centres, and incubation facilities to drive defence-sector innovation.

    “Unless you prepare the environment to support the user and the industry, things won’t work out. It will be just lip service, or it will be a mere slogan that we may keep saying that atmanirbharta is coming, or the self-reliance is,” he warned.

    Scotland is becoming globally isolated on nuclear power – missing out on much needed skilled jobs and economic growth – because of the Scottish Government’s ideological stance on nuclear power. 

    Nuclear energy could create thousands of new, highly-skilled jobs in Scotland, while delivering clean, secure and more affordable energy for working people. Reliable, cheap nuclear power can support critical modern infrastructure in Scotland, such as supercomputers.

    Speaking ahead of a visit to Torness Nuclear Power Station in East Lothian today [Thursday 3 July], Scottish Secretary Ian Murray cited new research which shows that Scotland risks becoming one of few areas in Europe where the devolved government is publicly against new nuclear development.

    Mr Murray said:

    In other parts of the UK, the UK Government is driving forward nuclear power, as are countries across Europe and indeed the world. But in Scotland the Scottish Government clings to its ideological objection to new nuclear sites. That means that Scotland is being left behind, missing out on thousands of skilled jobs and economic growth, as well as clean affordable energy. I urge the Scottish Government to put Scotland’s interests first.

    The research by the Nuclear Industry Association and World Nuclear Association shows that 87 per cent of the world economy is pursuing new nuclear power, including France, Sweden, Finland and the Netherlands. Many previously anti-nuclear European countries are abandoning their positions, including Italy, Denmark, and Belgium, while Germany has dropped its opposition to EU-level initiatives on nuclear energy.

    The UK Government has committed to building Sizewell C and Small Nuclear Reactors as part of our drive to deliver cleaner, more affordable energy.

    Three new free walking guides for popular sister parks, a musical tour of Aberdeen, and the city centre were today launched for the school summer holidays along with three specially-rebranded Tall Ships Races trails.

    The new family-friendly trails produced by Aberdeen City Council cover Victoria and Westburn Parks and the city’s past and present musical connections with printed copies available from selected venues and libraries in the city centre and Rosemount areas. The bonus third trail – Aberdeen City Centre – is available online only.

    The existing Maritime, Coastal, and Best of Aberdeen trails have also been given a Tall Ships makeover to complement the existing Maritime Stories Mini Trail and Union Street Secrets Mini Trail which were specially-produced for the 19-22 July event.

    The Lord Provost of Aberdeen Dr David Cameron said: “All of the free trail guides are designed to encourage people discover places full of history and heritage and these two new publications certainly do that.

    “Victoria and Westburn Parks are much-loved areas of peace and tranquillity with a surprising amount of history and features. The Music Trail will be a popular addition to the trail guides family with lots of music history and lore as interpreted through venues mostly in the city centre.

    “We live in a beautiful city with a rich history so it’s great the two new trail guides show people what there is while highlighting many little interesting quirks and oddities along the way.”

    The Victoria and Westburn Park trail covers the history, nature, and attractions of the neighbouring parks with an additional tree trail. Features include a well believed by children to have been inhabited by Tom Thumb, a magnificent fountain constructed of granite from 14 local quarries, and mini roads perfect for youngsters to practice their cycling skills.

    The Aberdeen Music Trail covers the multiple players and places which have contributed towards the rich musical heritage in the city including traditional Scots, classical, ballet, opera, musical theatre, rap, pop and rock, and places range from pubs to formal venues both old and current.

    The contents of the city centre trail, which was researched and written by two Robert Gordon University students, includes landmarks, highlights, and quirky details in the area in a handy walkable format.

    The new walking guides mean there is now a total of 31 full trails and two mini trails in the Council trail guide series covering many historical and natural gems around the city. There free downloadable walking trail guides are available online at the City Council’s website at Free walks and trails in Aberdeen | Aberdeen City Council.

    The mini trails is a new format designed especially for the Tall Ships with a smaller footprint than existing trail guides to make them easily walkable in the city centre for both locals and visitors to the event, which is Europe’s biggest family-friendly festival and taking place from 19 to 22 July 2025.

    Printed copies of the mini trail booklets are available from most shops, cafes, pubs and restaurants in Union Street Central and The Green areas, as part of work to encourage people to explore the city on foot and show that businesses in these areas remain open for business while major building works are being carried out in these areas. Printed copies of the three rebranded Tall Ships trail guides are also available from many city centre businesses.

    Somalia ranks among the lowest scoring countries in the United Nations Human Development Index. The index of 195 countries is a summary measure of average achievement in key dimensions of human development: a long and healthy life, years of schooling, and access to a decent standard of living. Ali A. Abdi, a scholar of social development education, examines Somalia’s failure to advance social development programmes.

    What is socio-economic development and how does Somalia stack up?

    Somalia is celebrating its 65th year of independence. This was marked officially on 1 July 2025.

    Despite the pomp and circumstance, though, the country’s social development indicators are dismal.

    Social development generally means visible improvements in the quality of life. People’s well-being is based on aspects of national progress like:

    • universally available good quality education and adequate healthcare

    • employment opportunities that generate liveable incomes and upward socioeconomic mobility

    • governance structures that protect people’s rights to security.

    Somalia has failed to meet these human development targets.

    Its low score in the UN index can be understood by looking at the statistics relating to education and health. In any society these act as foundational blocks for social development. But in Somalia:

    • children can expect to get an average of 1.72 years of education (the continental African average is 7.7 years)

    • there are 0.23 doctors per 10,000 people, and many doctors serve in fee-based private clinics which are out of reach for ordinary citizens in a country with US$600 GDP per capita income

    • the capital city, Mogadishu, with a population of 2.8 million, has only two fully public hospitals and they lack specialist services; patients who require specialist care must go to private hospitals

    • the youth unemployment rate is just below 70%.

    With these social development liabilities, it’s no wonder that the country is the biggest per capita producer of both global refugees and internally displaced persons.

    How did Somalia come to this?

    The Somali state collapsed as a cohesive national entity in 1991. The military government that had been in power since 1969 was overthrown by armed opposition forces. The country slowly fragmented into quasi-self-governing regions. Transitional national governments have come and gone.

    The current federal political structure came into being in August 2012. The Federal Republic of Somalia comprised five founding member states (there are now six).

    The depressed social development situation is not the only obstacle facing Somalia. Other complexities include:

    A governance system built on cronyism and political loyalty: Somalia’s national political leadership entrenched cronyism. In fairness, the same selectively applies to sub-national, federal member states leadership. This corrupt system has found traction in a country where professionals, young graduates and traditional leaders lack legitimate sources of income. This undermines good governance while creating discord within and among the federal government and federal member states.

    Discord at national level and between national and sub-national leaders: The most recent example of this revolves around the national leadership’s 2024 attempt to change the interim constitution. The unilaterally proposed one-person-one-vote proposal runs counter to the 2012 framework through which the current federal system was created. This has fuelled yet another national controversy with less than a year to the next presidential election.

    Externally constructed political and economic interventions: Somalia receives significant international aid to address political and developmental challenges. But the strings attached include the management of these funds by external entities. These donor priorities can be detached from immediate social development needs. And aid creates and sustains dependency and entrenches poverty.

    What should the government prioritise and why?

    The political class always says fighting terrorism is the top policy priority. This thinking, while viable for the current situation, ignores the potential to minimise terrorism by putting the basic needs of the public first, and especially the youth.

    Somali leaders are duty-bound to shift focus. A good place to start is the basis of social development: security, education and healthcare. It falls upon them to marshal the country’s resources and capacities to improve the well-being of its citizens.

    The national leadership also needs to restructure its relationship with federal member states. Distribution of development resources (including foreign aid) must be fair, not based on political alliances.

    Somalia also needs to reform the government’s policy on public appointments. People must get jobs based on their educational background, professional experience, incorruptible character and institutional accountability.

    The country has impressive natural resources. There’s huge untapped potential for fisheries and agriculture, which is the country’s economic backbone. The country also has untapped minerals and hydrocarbons wealth.

    The above observations are not to say that the federal government should lose sight of the fight against the terrorist organisations. But the welfare of people, including job creation for young people, must be equally prioritised. That will surely advance much needed social development while also reducing the appeal of terrorism among the youth.

    The Free State Health Department has issued an alert regarding a measles outbreak in the Lejweleputswa Nala (Bothaville) region of the province.

    This comes after the confirmation of 64 cases of the viral infection in the areas of Nala, Masilonyana, Matjhabeng and Tswelopele.

    Individuals primarily currently affected by the outbreak are children between the ages of 5 and 9.

    “Measles is a highly contagious viral infection that can lead to serious health complications. It is crucial for parents and guardians to be vigilant and aware of the symptoms associated with measles,” spokesperson Mondli Mvambi said.

    The following symptoms are associated with the viral infection:
    •    Runny Nose
    •    Red Rash
    •    Feeling Tired
    •    Cough
    •    Fever
    •    Conjunctivitis (Red Eyes)

    “We urge all parents to ensure that their children are vaccinated against measles. The measles vaccine is safe and effective and is the best way to protect your child and the community from this disease,” he added.

    Actions you can take:
    •    Keep an eye on your child for any symptoms mentioned above.
    •    If symptoms develop, visit your healthcare provider as soon as possible.
    •    Ensure your child is up-to-date with their measles vaccinations. If you have questions about vaccination status, consult your clinic or healthcare provider.
    •    Share this information with other parents and caregivers in your community.

    TORONTO, July 04, 2025 (GLOBE NEWSWIRE) — Partners Value Investments L.P. (TSXV: PVF.UN, TSXV: PVF.PR.U) (the “Partnership”) and Partners Value Investments Inc. (TSXV: PVF.WT, PVF.PR.V, PVF.A) (“PVII”) today announced that the board of trustees of the general partner of the Partnership has approved a ten-for-one unit split (the “Unit Split”) of the outstanding equity units of the Partnership (the “Equity Units”) (PVF.UN).

    The Unit Split will be implemented by way of a subdivision.

    In conjunction with the Unit Split, the board of directors of PVII approved a concurrent ten-for-one share split of the outstanding non-voting exchangeable shares of PVII (the “Exchangeable Shares”) (PVF.A). The split of Exchangeable Shares (the “Share Split”, together with the Unit Split, the “Splits”) will also be implemented by way of subdivision.

    The Splits are being undertaken to ensure that the Equity Units and Exchangeable Shares remain accessible to individual holders and to improve their liquidity. The Split will not change the rights of holders and will not change a holder’s proportionate ownership in the Partnership or PVII, as applicable. The Splits should not be taxable to holders of Equity Units or Exchangeable Shares for Canadian and US tax purposes.

    On August 8, 2025, the additional Equity Units/Exchangeable Shares required to give effect to the Splits will be issued to holders of record at the close of business on August 5, 2025. As of the close of business on July 2, 2025, there were 70,558,120 Equity Units and 2,786,058 Exchangeable Shares issued and outstanding. Adjusted for the Splits, as of July 2, 2025, there would have been 705,581,200 Equity Units and 27,860,580 Exchangeable Shares issued and outstanding.

    The Equity Units and Exchangeable Shares will begin trading with “due bills” on the TSX Venture Exchange (“TSXV”) at the opening of business on August 5, 2025 (being the Record Date) until the close of business on August 8, 2025 (being the Payment Date), inclusively. During such period, anyone who purchases Equity Units or Exchangeable Shares on the TSXV will receive the entitlement to be issued additional Equity Units or Exchangeable Shares pursuant to the Splits. The Equity Units and Exchangeable Shares will commence trading on an “ex-distribution” (post-split) basis on the TSXV at the opening of business on August 11, 2025.

    Holders do not need to take any action. The Partnership and PVII will use the direct registration system (“DRS”) to electronically register the additional Equity Units and Exchangeable Shares issued pursuant to the Splits, rather than issuing paper certificates to registered unitholders. A DRS advice statement, indicating the additional Equity Units or Exchangeable Shares to which registered holders are entitled as a result of the Splits, will be mailed to holders following August 8 2025. The combination of any old unit/share certificates and the new DRS advice statement sent will represent each registered holder’s total post- Split unitholdings/shareholdings. For beneficial holders who hold their units/shares in an account with a broker or other intermediary, their account will be automatically updated to reflect the Splits in accordance with the applicable brokerage account providers’ usual procedures.

    In addition, in conjunction with the Splits, the outstanding warrants of PVII (the “Warrants”) (PVF.WT) will be adjusted in accordance with the terms of the warrant indenture between PVII and TSX Trust Company dated November 27, 2023, to reflect the Share Split. Prior to the Share Split, the exercise price for each Exchangeable Share is C$29.34 and a holder of Warrants who tenders five Warrants will receive 1.106 Exchangeable Shares for an aggregate exercise price of C$32.45. After completion of the Share Split, the exercise price for each Exchangeable Share will be C$2.93 and a holder of Warrants who tenders five Warrants will receive 11.06 Exchangeable Shares for an aggregate exercise price of C$3.245. As of the close of business on July 2, 2025, there were 27,902,009 Warrants issued and outstanding. There will be no change to the number of issued and outstanding Warrants as a result of the Splits. The adjustment to the Warrants should not be taxable to holders of Warrants for Canadian and US tax purposes.

    All unit/share and per unit/share data for future periods will reflect the Splits. The Partnership’s current normal course issuer bid for the Equity Units will be adjusted to reflect the Unit Split.

    Three years since its launch, Energy Superhub Oxford has charged over 137,000 electric vehicles and continues to reduce carbon emissions across Oxford. 

    Since opening in July 2022, the charging hub at Redbridge Park & Ride has powered 137,278 vehicles (an average of 135 per day), delivering nearly 15 million electric vehicle miles and saving 3,584 tonnes of carbon

    The “transformational” £41m Energy Superhub Oxford project, was a collaboration between Oxford City Council, EDF Renewables UK, Habitat Energy, Invinity Energy Systems, Kensa, and Oxford University. 

    The project saw the opening of Europe’s most powerful electric vehicle charging hub at Redbridge Park & Ride, where charge point operators Fastned, Tesla and Wenea provide fast and ultra-rapid charging for 42 vehicles at once. 

    Since launching in July 2022, the Redbridge superhub has: 

    • Charged 137,278 vehicles – roughly 135 vehicles a day
    • Provided 4,266,388 kWh of electricity to vehicles
    • Charged 14,932,358 electric vehicle miles
    • Saved 3,584 tonnes of carbon 

    Unlike any other UK charging hub, the site is directly connected to National Grid’s high voltage transmission network via a four-mile underground cable, which delivers 10 MW of power without putting additional strain on the local electricity network or requiring costly upgrades. 

    This underground cable was key for the success of Oxfordshire’s application to the Zero Emission Bus Regional Areas (ZEBRA) scheme. The private wire powers the bus depot’s substation. Through this, 159 electric buses have been delivered in Oxford completing 69% of the entire bus mileage in the city reducing the contribution of buses to total NOx emissions from road transport in the city from 32% to 4%. 

    In addition, the project helped fund the electrification of ODS’ fleet which is now 35% electric with 30% of all fleet trips in 2024 completed by EVs, reducing CO2 emissions by 98 tonnes. 

    The project saw the creation of the world’s largest hybrid energy battery storage system delivered by Invinity, as well as the installation of 57 ground source heat pumps in social houses in Blackbird Leys and a further five ground source heat pumps with heat-batteries being trialled in Sonning Common. Three years on and all heat pumps are still in place providing low-cost, low-carbon heating.

  • MIL-OSI United Kingdom: Derby plants more than 2,000 trees in Coronation tree planting project

    More than 2,000 new trees have been planted across Derby as part of a project to mark the coronation of His Majesty King Charles III.

    Derby City Council’s Derby Parks has worked in partnership with Trees 4 Derby and local ‘Friends of’ groups to plant ‘micro woods’ at Allestree Park, Markeaton Park, Chaddesden Park, Vicarage Road Recreation Ground and Normanton Park.

    The project was funded by the Coronation Living Heritage Fund, made available through Defra’s Nature for Climate fund, set up to support local tree planting initiatives in commemoration of the Coronation of King Charles.

    Councillor Ndukwe Onuoha, Derby City Council Cabinet Member for Streetpride, Public Safety and Leisure, said:

    These new micro woods will not only bring joy and improve the well-being of residents for generations, but they’ll also significantly boost our local natural environment.

    The Coronation tree planting initiative, unveiled in 2023, aligns with His Majesty’s interest in nature. The King held a number of patronages for wildlife and conservation charities during his time serving as the Prince of Wales.

    The initiative has seen local authorities across England create green spaces and connect communities with nature as a permanent reminder of the Coronation, through the establishment of new community orchards and micro woodlands in urban areas.

    Micro woods, also known as Miyawaki Forests, are planted using a method developed by Japanese botanist Dr Akira Miyawaki. The technique involves densely planting a variety of native species to mimic the rapid regeneration seen in natural forests.

    A key advantage of Miyawaki Forests is their accelerated growth rate, which can be up to ten times faster than conventionally planted woodlands. After the initial few years, these mini-forests require minimal maintenance, making them a sustainable solution for urban greening.

    Beyond their rapid growth, micro woods offer significant environmental benefits. They efficiently absorb carbon from the atmosphere, contribute to stormwater management, and create vital habitats that support local wildlife.

    While the Miyawaki method was originally designed for restoring degraded or deforested land, it has been adapted for Derby’s native climate and tree species, proving resilient to the challenges of urban tree planting.

  • MIL-OSI United Kingdom: Funding programme aims to provide perfect platform for business success

    A new funding programme has been launched to support innovation, business growth and the development of Leeds’s next generation of entrepreneurs.

    The programme – which is being financed by the Government through the UK Shared Prosperity Fund – will see individual grants ranging from £25,000 to £50,000 being distributed by Leeds City Council.

    The grants are intended to enable established local organisations – in the private, public or third sectors – to run knowledge-sharing projects that will help a diverse range of Leeds-based businesses, entrepreneurs and innovators to make the most of their potential.

    Organisations applying for a grant will be asked to state whether the project they are hoping to run is designed to drive innovation or comes under the heading of more general business support.

    Innovation projects will – via delivery methods such as workshops and one-to-one support – provide business-focused guidance, mentoring and training that is specifically tailored towards fields such as artificial intelligence or financial, health and legal technology.

    Activity funded by the grants will be open to new and established businesses as well as prospective entrepreneurs who have yet to set up a business.

    Those taking part will, it is anticipated, be able to acquire the kind of skills and contacts that are crucial to success in the fast-moving and highly-competitive digital and tech marketplace.

    In the longer term, it is hoped they will go on to devise cutting-edge products, processes and services that will help make Leeds a healthier, greener and more inclusive city.

    The funding is also designed to benefit the Leeds economy by showcasing the city’s innovation strengths to potential outside investors.

    Business support projects, meanwhile, will be aimed at those operating – or looking to develop an idea – in any sector, not just innovation-led areas such as digital and tech.

    It is hoped that these projects will – by providing advice on topics such as skills, planning and engagement – help new and established businesses as well as prospective entrepreneurs to flourish while improving their investor readiness.

    Councillor Jonathan Pryor, Leeds City Council’s deputy leader and executive member for economy, transport and sustainable development, said:

    “As a council, we are determined to help people across Leeds – whatever their background or personal circumstances – to reach their full potential.

    “This funding programme and the part it can play in individual and city-wide business success is a great example of how we are working to achieve that aim.

    “By providing access to top-level expertise and advice, we want the projects being funded by the programme to be truly transformational for a diverse range of businesses, innovators and aspiring entrepreneurs.

    “If we can help them grow and find ways to get big results from bright ideas, it is our hope that the city as a whole will also benefit through the creation of jobs and other opportunities.”

    Applications for a grant to run a project can be made until July 27 and will be assessed by a diverse panel with a strong track record in innovation, business support and social change.

    The National Register was established in 2007 and was a project at Mental Health Australia, funded by the Australian Government Department of Health until 30 June 2025.   

    The National Register was a pool of trained mental health consumer and carer representatives from across Australia, who worked at the national level to provide a strong consumer and carer voice in the mental health sector.  

    Members of the National Register used their lived experience, knowledge of the mental health system and communication skills to advocate and promote the issues and concerns of mental health consumers and carers.

    These two-day workshops aimed to further develop the representative skills of mental health consumers and carers already participating in national policy initiatives. In particular, the workshops were designed to develop representatives’ advocacy, policy development and leadership skills. They also provided an opportunity to discuss national issues important to mental health consumers and carers, as well as network and share representative experiences.

  • MIL-OSI Australia: Annual Issues and Opportunities Workshop

    Mental Health Australia hosted an Annual Issues and Opportunities Workshop for members of the National Register of Mental Health Consumer and Carer Representatives (National Register) and the National Mental Health Consumer and Carer Forum (NMHCCF).  

    Over the years, these two-day workshops have supported the development of representatives’ advocacy, policy development and leadership skills of mental health consumers and carers participating in national policy initiatives. The workshops have also provided important networking opportunities for representatives.  

    The 2025 Annual Issues and Opportunities Workshop was the final workshop for these two national groups. The Commonwealth Government has funded two peak bodies, one for consumers and one for carers, meaning the funding for the National Register of Mental Health Consumer and Carer Representatives (National Register) and the National Mental Health Consumer and Carer Forum (NMHCCF) ceased as of 30 June 2025.  

    The final meeting was held in Canberra on Wednesday 7 and Thursday 8 May 2025 and was attended by 57 mental health consumer and carer representatives, and staff from Mental Health Australia.  

    The theme chosen for this final Annual Workshop was Celebrating our Past and Building Our Future. The program encompassed different speakers, thought-provoking sessions on moving forward without the formal structure of the groups, and opportunities for participants to celebrate their achievements.  

    This report provides highlights from the two-day event and a summary of the key themes from the workshop and through the workshop evaluation survey.

  • MIL-OSI USA: NASA Remembers Former Johnson Director Jefferson Howell

    Jefferson Davis Howell, Jr., former director of NASA’s Johnson Space Center in Houston, died July 2, in Bee Cave, Texas. He was 85 years old.
    Howell was a champion of the construction of the International Space Station, working on a deadline to complete the orbiting lab by 2004. He oversaw four space shuttle crews delivering equipment and hardware to reach that goal. He also served as director during a pivotal moment for the agency: the loss of STS-107 and the crew of space shuttle Columbia. He made it his personal responsibility to meet with the families, look after them, and attend memorial services, all while keeping the families informed of the accident investigation as it unfolded.
    “Gen. Howell led NASA Johnson through one of the most difficult chapters in our history, following the loss of Columbia and her crew,” said acting associate administrator Vanessa Wyche. “He brought strength and steady direction, guiding the workforce with clarity and compassion. He cared deeply for the people behind the mission and shared his leadership skills generously with the team. We extend our heartfelt condolences to his family and all who knew and loved him.”
    At the time of his selection as director, he was serving as senior vice president with Science Applications International Corporation (SAIC) as the program manager for the safety, reliability, and quality assurance contract at Johnson. Following the accident, he made it his mission to improve the relationship between the civil servant and contractor workforce. He left his position and the agency, in October 2005, shortly after the Return-to-Flight mission of STS-114.
    “General Howell stepped into leadership at Johnson during a pivotal time, as the International Space Station was just beginning to take shape. He led and supported NASA’s successes not only in space but here on the ground — helping to strengthen the center’s culture and offering guidance through both triumph and tragedy,” said Steve Koerner, Johnson Space Center’s acting director. “On behalf of NASA’s Johnson Space Center, we offer our deepest sympathies to his family, friends, and all those who had the privilege of working alongside him. The impact of his legacy will continue to shape Johnson for decades to come.”
    The Victoria, Texas, native was a retired lieutenant general in the U.S. Marine Corps with a decorated military career prior to his service at NASA. He flew more than 300 combat missions in Vietnam and Thailand.
    Howell is survived by his wife Janel and two children. A tree dedication will be held at NASA Johnson’s memorial grove in the coming year.

  • MIL-OSI USA: NASA Mission Monitoring Air Quality from Space Extended

    Since launching in 2023, NASA’s Tropospheric Emissions: Monitoring of Pollution mission, or TEMPO, has been measuring the quality of the air we breathe from 22,000 miles above the ground. June 19 marked the successful completion of TEMPO’s 20-month-long initial prime mission, and based on the quality of measurements to date, the mission has been extended through at least September 2026. The TEMPO mission is NASA’s first to use a spectrometer to gather hourly air quality data continuously over North America during daytime hours. It can see details down to just a few square miles, a significant advancement over previous satellites.
    “NASA satellites have a long history of missions lasting well beyond the primary mission timeline. While TEMPO has completed its primary mission, the life for TEMPO is far from over,” said Laura Judd, research physical scientist and TEMPO science team member at NASA’s Langley Research Center in Hampton, Virginia. “It is a big jump going from once-daily images prior to this mission to hourly data. We are continually learning how to use this data to interpret how emissions change over time and how to track anomalous events, such as smoggy days in cities or the transport of wildfire smoke.” 

    When air quality is altered by smog, wildfire smoke, dust, or emissions from vehicle traffic and power plants, TEMPO detects the trace gases that come with those effects. These include nitrogen dioxide, ozone, and formaldehyde in the troposphere, the lowest layer of Earth’s atmosphere.
    “A major breakthrough during the primary mission has been the successful test of data delivery in under three hours with the help of NASA’s Satellite Needs Working Group. This information empowers decision-makers and first responders to issue timely air quality warnings and help the public reduce outdoor exposure during times of higher pollution,” said Hazem Mahmoud, lead data scientist at NASA’s Atmospheric Science Data Center located at Langley Research Center.

    TEMPO data is archived and distributed freely through the Atmospheric Science Data Center. “The TEMPO mission has set a groundbreaking record as the first mission to surpass two petabytes, or 2 million gigabytes, of data downloads within a single year,” said Mahmoud. “With over 800 unique users, the substantial demand for TEMPO’s data underscores its critical role and the immense value it provides to the scientific community and beyond.” Air quality forecasters, atmospheric scientists, and health researchers make up the bulk of the data users so far.

    The TEMPO mission is a collaboration between NASA and the Smithsonian Astrophysical Observatory, whose Center for Astrophysics Harvard & Smithsonian oversees daily operations of the TEMPO instrument and produces data products through its Instrument Operations Center.
    Datasets from TEMPO will be expanded through collaborations with partner agencies like the National Oceanic and Atmospheric Administration (NOAA), which is deriving aerosol products that can distinguish between smoke and dust particles and offer insights into their altitude and concentration.

    “These datasets are being used to inform the public of rush-hour pollution, air quality alerts, and the movement of smoke from forest fires,” said Xiong Liu, TEMPO’s principal investigator at the Center for Astrophysics Harvard & Smithsonian. “The library will soon grow with the important addition of aerosol products. Users will be able to use these expanded TEMPO products for air quality monitoring, improving forecast models, deriving pollutant amounts in emissions and many other science applications.”

    “The TEMPO data validation has truly been a community effort with over 20 agencies at the federal and international level, as well as a community of over 200 scientists at research and academic institutions,” Judd added. “I look forward to seeing how TEMPO data will help close knowledge gaps about the timing, sources, and evolution of air pollution from this unprecedented space-based view.”
    An agency review will take place in the fall to assess TEMPO’s achievements and extended mission goals and identify lessons learned that can be applied to future missions.
    The TEMPO mission is part of NASA’s Earth Venture Instrument program, which includes small, targeted science investigations designed to complement NASA’s larger research missions. The instrument also forms part of a virtual constellation of air quality monitors for the Northern Hemisphere which includes South Korea’s Geostationary Environment Monitoring Spectrometer and ESA’s (European Space Agency) Sentinel-4 satellite. TEMPO was built by BAE Systems Inc., Space & Mission Systems (formerly Ball Aerospace). It flies onboard the Intelsat 40e satellite built by Maxar Technologies. The TEMPO Instrument Operations Center and the Science Data Processing Center are operated by the Smithsonian Astrophysical Observatory, part of the Center for Astrophysics | Harvard & Smithsonian in Cambridge.

  • MIL-OSI USA: Office of the Governor – News Release – Gov. Green Finalizes Veto Decisions

    HONOLULU – Governor Josh Green, M.D., today finalized veto decisions and issued eight vetoes of the 20 bills on the Intent-to-Veto list. As of today, Governor Green has taken action on 304 of the 320 bills passed by the Legislature in the 2025 Session. Other bills signed into law today include the remaining bills on the Intent-to-Veto list, as well as five bills relating to stormwater management and kūpuna care. The remaining 16 of 320 bills passed by the Legislature will become law by July 9. These include bills relating to condominium insurance, Maui wildfire settlement, construction liability reform and support for local nonprofit organizations impacted by changes to federal funding.

    “I want to thank the Legislature for its work this past legislative session to bring forward these important bills signed into law,” said Governor Green. “So far, we have covered critical topics such as the climate impact fee, women’s court, biosecurity, free school meals, fireworks and public safety. Lieutenant Governor Sylvia Luke spearheaded efforts for broadband access and expanded Preschool Open Doors. These wins reflect what can be achieved when we work together for the good of our state,” said Governor Green.

    Regarding the late inclusion of SB 935 on the Intent-to-Veto list, Governor Green stated, “I want to thank the Legislature and Chief Justice for the thoughtful discussion on SB 935. The bill appropriates funds to analyze vesting changes and we are committed to working with the Legislature and the Judiciary to find meaningful recruitment and retention policies for public service.”

    Chief Justice Mark E. Recktenwald shared the following comments, “We had a very productive session this year, where a great deal was accomplished, including the establishment of several new courts and judicial initiatives.     HB 235: RELATING TO TRAFFIC SAFETY
    Veto rational: The Department of Transportation has developed specific criteria for the selection of communities within which to implement traffic safety systems. This criteria incorporates data-driven crash, citation and traffic volume metrics, which ensure communities are chosen based on need and potential for greatest impact. Ignoring this criteria in favor of legislatively mandated location selection threatens the integrity of the photo red light imaging detector system and automated speed enforcement system programs.

    HB 796: RELATING TO TAX CREDITS
    Veto rational: This bill would have a significant long-term impact on income tax credits across a variety of industries, including film and television, research, and renewable energy. These tax credits are critical to supporting economic development and diversification, particularly within growing and emerging sectors. Categorically sunsetting income tax credits will not only disincentivize future investors from doing business in Hawai‘i, but will destabilize existing businesses that currently rely upon these tax credits.

    HB 958: RELATING TO TRANSPORTATION
    Veto rational: While mopeds and motorcycles are exempt from the prohibition established within this bill, on “high-speed electric devices” driving on public roadways, electric cars are not exempt in the definition. Such a prohibition would likely violate the Commerce Clause and Equal Protection Clause of the United States Constitution and conflict with the administration’s commitment to reducing greenhouse gas emissions.

    HB 1296: RELATING TO THE MAJOR DISASTER FUND
    Veto rational: The administration is committed to the transparent, efficient management of state funds. During times of emergency, flexibility and the quick release of funds is necessary to respond to rapidly changing situations. This bill disrupts the delicate balance between reporting requirements facilitating government transparency and fiscal flexibility for efficient emergency response and recovery efforts. Placing additional administrative oversight over funds expended for emergencies jeopardizes public safety.

    HB 1369: RELATING TO TAXATION
    Veto rational: The amendments to the general excise tax and use tax contained in this bill would impact sugarcane producers, commercial fishing vessels and securities exchanges. Removing the specific tax exemptions afforded to these entities would provide little financial benefit to the state while harming, in particular, sugarcane producers.

    SB 31: RELATING TO PROPERTY
    Veto rational: By enabling any person, including those without any interest in the specified real property, to record a statement that a real property’s title includes a discriminatory restrictive covenant, this bill provides a statutorily authorized mechanism for the circulation of disinformation. This disinformation has the potential to negatively affect the marketability of a property. Because the person who recorded the statement claiming a discriminatory restrictive covenant exists is waived of any liability, no recourse is available to those who suffer financial loss due to inaccurate claims concerning their property’s title.

    SB 583: RELATING TO NAMING RIGHTS
    Veto rational: Pursuant to section 14, article III, of the Hawai‘i State Constitution, each bill may only contain one subject, which must pertain to the bill’s title. The exemption of concessions in the stadium facility and Convention Center from typical concession procurement procedures may violate section 14, article III, of the Hawai‘i State Constitution since the exemption appears to fall outside the titular scope of the bill, naming rights.

    SB 1102: RELATING TO THE AIRCRAFT RESCUE FIRE FIGHTING UNIT
    Veto rational: The appointment process proposed in the bill is inconsistent with the selection process for other department leadership positions. Further, due to the need to obtain legislative approval for the appointment of the Fire Chief, following the appointment process contained in this bill may delay the appointment of this critical leadership position, impacting airport operations, safety and readiness.

    HONOLULU – Governor Josh Green, M.D., signed four measures into law today to strengthen Hawai‘i’s public safety through the enactment of safety measures and protocols surrounding retention and detention ponds, as well as legislation that implements education and safeguards for pressing kūpuna issues. These bills reflect the state’s ongoing priorities to protect the most vulnerable in our communities by fostering awareness and launching educational initiatives to better understand and proactively address the impacts surrounding these concerns.

    “This is about the safety and well-being of our ‘ohana and setting a chain of positive intention to uplift those in our community,” said Governor Green. “These newly enacted laws will provide members of our communities with tools to secure housing, better understand Alzheimer’s disease, and prevent drowning incidents. I am grateful for the community leaders and advocates who identified critical needs and helped bring these quality of life measures to fruition.”

    SB 1221: RELATING TO STORMWATER MANAGEMENT SYSTEMS
    Senate Bill 1221 (Act 281): Due to high drowning rates in the state and the cultural significance of water in the islands, improving water safety and education remains a priority for lawmakers and advocacy groups such as Hawai‘i Water Safety Coalition (HWSC). To make Hawai‘i a safer water state, Act 281 establishes safety measures and regulations for retention and detention ponds.

    Under the new law, counties will now regulate retention and detention ponds within county jurisdiction to require a permitting process for construction and proper maintenance and submission of maintenance plans to ensure compliance with safety regulations. In addition to permitting, safety measures will be mandatory, such as enclosed and secured fencing around pond perimeters, “no swimming” signage and accessible emergency buoys. While these regulations do not apply to retention and detention ponds on private property, managing entities must submit sufficient proof of safety compliance to counties. Lastly, a survey of the ponds will be conducted by counties to be submitted to the Legislature.

    “This is more than just a water safety bill. Act 281 is a legacy enactment in memory of Charlotte ‘Sharkey’ Schaefers, a brave 5-year-old hero who risked her life to save a friend stuck in a detention pond in 2004,” said Governor Green. “The life of such a young girl should have never been taken that day, and now we can hope that it will never happen again.”

    “SB 1221 represents a significant step forward in improving water safety and protecting Hawai‘i’s keiki and families from preventable drowning tragedies,” said Representative Jeanne Kapela (District 5 – Portions of Kea‘au and Kurtistown, Mountain View, Glenwood, Fern Forest, Volcano, Pāhala, Punalu‘u, Nā‘ālehu, Wai‘ōhinu, Hawaiian Ocean View, Ho‘okena). “By regulating retention and detention ponds and requiring clear safety protocols, we are creating safer environments and honoring the memory of Charlotte ‘Sharkey’ Schaefers. No family should have to experience such a loss, and this legislation brings us closer to a future where tragedies like this are prevented, allowing every ‘ohana to feel safer in their community.”

    “The HWSC thanks Governor Green and our legislators for recognizing the need to protect Hawai‘i residents, especially our children, from the hidden hazards of retention and detention ponds,” said Allison Schaefers, Charlotte’s mother. “We must never forget Sharkey’s act of heroism, and this law, which is her legacy, is going to save lives in our state. It’s my hope that Hawai‘i will become the model for a national detention and retention pond safety program.”

    Schaefers was the lead writer of the coalition’s Hawai‘i Water Safety Plan, “I Palekana Kākou Ka Wai: Let Us Be Safe in the Water,” released in February as a roadmap to diminishing Hawaiʻi’s drowning crisis by ensuring that everyone is safe on, in and around the water.

    Kalani Vierra, Chief of Kaua‘i Ocean Safety and president of the Hawaiian Lifeguard Association, which is the umbrella organization for the HWSC, said, “I’m truly speechless to witness the fruits of our dedicated collaboration over the past few years. The recent launch and publication of the Hawai‘i Water Safety Plan is a significant step forward, aiding our efforts to encourage Hawai‘i’s legislation to prioritize the health and safety of our communities, especially during heavy storms. The monitoring and inspection of detention and retention ponds play a crucial role in mitigating risks.”

    HB 703: RELATING TO KŪPUNA HOUSING
    House Bill 703 (Act 282) extends the sunset date for the state’s kūpuna rent supplement program. Under this program, kūpuna who are 62 years of age or older who are homeless or at risk of becoming homeless, can qualify for access to the rent supplement program. The program that originally was scheduled to sunset in 2026, will extend to 2028 to continue providing kūpuna support through rent supplement assistance, housing counseling and landlord assistance, in addition to mental health services and other support care services.

    SB 1252: RELATING TO DEMENTIA
    Senate Bill 1252 (Act 283): To better understand and coordinate care for kūpuna in our communities who are living with Alzheimer’s disease or other forms of dementia, Act 283 appropriates funds for training and educational programs within the University of Hawai‘i at Mānoa John A. Burns School of Medicine. Positions will be established within the University’s Department of Geriatric Medicine to develop and update the curriculum and carry out training to lay the foundation for comprehensive programs to pioneer dementia and Alzheimer’s-informed care. These initiatives will provide better support and nurturing for kūpuna across the state, while also strengthening the state’s workforce to better address these diseases. This bill appropriates $525,000 for both fiscal years 2026 and 2027.

    “The work of the Legislative Kūpuna Caucus has proven yet again the importance of caring for our aging community in Hawai‘i,” said Governor Green. “Housing is healthcare, and by extending the sunset date of the kūpuna housing program, we can continue to provide dignity and access to healthy living. Advancements in our state’s healthcare system to acknowledge Alzheimer’s provides critical care for our kūpuna, helping them get more specialized support so they can remain in the islands they call home.”

    “Hawaiʻi’s aging population is growing rapidly and we must prepare our healthcare workforce to meet its unique needs,” said Senator Stanley Chang (District 9 – Hawai‘i Kai, Kuli‘ou‘ou, Niu, ‘Āina Haina, Wai‘alae-Kāhala, Diamond Head, Kaimukī, Kapahulu). “Investing in JABSOM’s dementia education and training supports our kūpuna and strengthens the future of healthcare in our state. Act 283 helps build a local, informed workforce that can provide compassionate, expert care for individuals living with Alzheimer’s and other forms of dementia. As someone whose father suffered from dementia, this bill is very personally meaningful to me.”

    “This program has been essential for our kūpuna, significantly helping them secure and maintain affordable housing,” said Representative Cory M. Chun (District 35 – Portions of Pearl City and Waipahu, Crestview). “Extending it means we can continue providing not only rent assistance but also the services and support necessary to keep them safe and healthy. As part of our Kūpuna Caucus legislative package, this bill reflects our shared commitment to caring for Hawai‘i’s aging population.”

    What you need to know: As we approach the Fourth of July holiday and weekend, California is taking steps to keep communities safe during festivities by increasing outreach and highlighting resources.

    Sacramento, California — As Californians gear up to celebrate the Fourth of July, Governor Gavin Newsom today highlighted how the state is rolling out safety measures — from wildfire enforcement and extra highway patrols to real-time heat alerts — to help keep the fun going and our communities safe.

    Entering peak wildfire season 

    In California, human activities account for about 95% of all wildfire starts, often starting from preventable actions like improperly extinguished campfires, malfunctioning equipment, and fireworks. With Fourth of July celebrations set to go off, Governor Newsom and state fire officials remind all Californians that the state has no tolerance for illegal fireworks. Over 600,000 pounds of illegal fireworks have already been seized in 2025. The sale, transport, or use of fireworks without the “Office of the State Fire Marshal Safe and Sane” seal is illegal, as is possessing or using any fireworks in communities where they are not allowed. Violators face potential fines up to $50,000 as well as a year in jail. For a fun and safe Fourth of July, know your local fireworks laws. Some California communities ban all fireworks, while others allow certain “Safe and Sane” fireworks.

    Hitting the road

    To keep Californians safe, the California Highway Patrol (CHP) is implementing a Holiday Enforcement Period beginning at 6:01 p.m. on Thursday, July 3 and continuing through 11:59 p.m. on Sunday, July 6 – keep an eye on distracted and dangerous drivers on the highways. Don’t forget – save the celebrations until you’ve reached your destination. During the 2024 Independence Day holiday period, 29 people were killed in crashes on California roads and CHP officers made 1,336 arrests for DUI — one arrest every 17 minutes. 

    Staying smart in the heat 

    California has launched CalHeatScore – a groundbreaking tool to help protect vulnerable populations from dangerous heatwaves. The state’s new tool provides localized warnings and resources for extreme heat events. 

    When high temperatures impact Californians, many regions can experience triple-digit weather. Residents should visit here for resources, including heat safety information and places to stay cool.

    Emergency preparedness

    Californians are encouraged to sign up for free emergency alerts at listoscalifornia.org/alerts. Emergency alerts are important messages you receive to help keep you safe during a disaster. The Disaster Ready Guide, available in multiple languages, includes other important information, such as packing a go-bag and making a plan.

    • Recreate responsibly with these helpful tips.
    • Carry extra food, water and clothing if you plan to be outdoors for an extended period of time.
    • Check the weather forecast before you leave.
    • Stay aware and alert near bodies of water. Wear a life jacket, supervise children and do not enter cold and/or swift-water areas.
    • Be mindful of insects and wildlife, take precautions including wearing long sleeve clothing and repellents.
    • Boat sober.

    Make an outdoor plan

    For those looking to engage with some of California’s natural beauty during the weekend with a visit to one of its 280 state parks, California’s State Parks encourages Californians to be conscientious of their impact on the land around them. Staying on trails, making sure to keep watch on and extinguish any campfires, picking up your trash, and planning ahead can keep you and your families safe, and the wilderness protected for those that come after you.

    Whether you’re camping, hiking, or just going outside for some relaxation, know the route you’ll be taking and how long you plan to be gone. Tell a responsible person about your plans and when you anticipate you’ll be home.

Most importantly, never leave your kids or pets alone in a hot vehicle.

    New plan to kickstart onshore wind revolution

    Onshore wind strategy published as part of mission to become a clean energy superpower.

    • Government launches major onshore wind plan to reverse near decade of sector stagnation in England
    • Boost for mission to become a clean energy superpower and protect households from global gas price spikes
    • Measures to revitalise industry unlocking up to 45,000 jobs in onshore wind by 2030, through Plan for Change

    The amount of clean, homegrown energy from onshore wind is set to accelerate over the second half of the decade as the government launches the first ever onshore wind strategy.

    Thousands of new jobs for British people in onshore wind, such as engineering, construction, and operations maintenance, could be created by 2030 to build the onshore wind needed to deliver clean power for families and businesses.

    After facing a de-facto 9-year ban in England, today’s strategy sets out over 40 radical actions to get onshore wind building again across the UK. This includes:

    • unlocking up to 10 GW of onshore wind by resolving issues with how onshore wind turbines and aerospace civil and defence infrastructure co-exist
    • repowering of old turbines across the country, so we can maintain our current fleet and keep powering the country with clean, secure, homegrown power
    • equipping planners and developers with the tools needed for the first English projects since we lifted the de facto ban last year. This includes making sure planning decisions are based on up-to-date information and ensuring site surveying and assessments for projects are more efficient to speed up decision-making
    • exploring plans to expand the clean industry bonus for onshore wind, encouraging developers to invest in supply chains in the UK’s industrial heartlands, or in cleaner supply chains

    Today’s strategy bolsters the strong foundations the government has built since taking office to get the industry moving again, such as lifting the ban in England and reintroducing onshore wind into the Nationally Significant Infrastructure Projects regime. These measures mean that onshore wind will be put on an equal footing to offshore wind and nuclear, meaning projects can get built quicker in the years to come.

    Delivering this strategy could more than double the current onshore wind workforce, supporting up to 45,000 skilled jobs across the country by 2030, as the government pursues its clean power ambition of 27-29 GW of onshore wind by 2030.

    Clean energy is the economic opportunity of the twenty-first century, and thanks to the government’s clean energy mission, investment is booming in the UK, with over £40 billion of private investment in clean energy announced since July.

    Onshore wind is one of the easiest and cheapest technologies to build and will supply British homes and businesses with clean, secure homegrown power that ends a reliance on unstable global gas markets – all part of the mission to get bills down for good.

    Energy Minister Michael Shanks said: 

    Rolling out more onshore wind is a no-brainer – it’s one of our cheapest technologies, quick to build, supports thousands of skilled jobs and can provide clean energy directly to the communities hosting it. 

    After years of decline, we’re giving industry the tools to get building again, backing industrial renewal and secure, clean, homegrown energy through our Plan for Change.

    Matthieu Hue, co-chair of the Onshore Wind Taskforce and CEO of EDF Power Solutions UK and Ireland, said:

    This strategy is focusing on overcoming barriers and challenges we face across the industry in the deployment of onshore wind while capturing the major socio-economic benefits it can bring to the environment and to local economies.

    Together we are forging a path forward for onshore wind in Great Britain, and we are committed to ensuring a successful implementation through a new Onshore Wind Council, which will oversee the execution of the strategy. This is a critical part of making Britain a clean energy superpower and delivering energy security.

    Communities are set to benefit too with the voluntary community benefits guidance for onshore wind for England being updated to provide communities with £5,000 per megawatt per year for community initiatives, such as new football pitches or libraries, or even bill discount schemes. 

    By delivering the upper Clean Power 2030 ambition of 29 GW of onshore wind, it’s estimated that an additional £70 million of community funding will be unlocked for rural towns and villages every year. 

    Today’s measures come as the government has completed a process to de-risk offshore wind developments, led by the Marine Spatial Prioritisation Programme, thus unleashing the potential for offshore wind development in the English sea in the future. 

    This will help guide The Crown Estate’s Marine Delivery Routemap on strategic use of the seabed to unlock offshore wind in a way that considers all marine sectors including fisheries and protects the marine environment.  

    This should also reduce the planning consent risk for developers on future offshore wind sites before seabed rights are tendered – speeding up and de-risking future offshore wind projects.

    Stakeholders

    Sue Ferns, Senior Deputy General Secretary of Prospect, said:

    Onshore wind has an important role to play in a secure and decarbonised energy mix so it is welcome that the government is taking steps to support its rollout.

    However, the lost years resulting from the last government’s inexplicable ban have resulted in significant workforce and skills related challenges that urgently need to be addressed, which hopefully they will be in the forthcoming Clean Energy Workforce Plan.

    It is also important that renewables such as onshore wind generate good, unionised jobs – if the government wants the clean energy transition to be fair and to deliver the full economic potential, it must insist on this as a condition for the support it provides.

    James Robottom, Head of Onshore Wind Delivery, RenewableUK, said:

    Overturning the unpopular onshore wind ban, which deprived us of one of the quickest and cheapest technologies to build for a decade, was just the start. The hard work to make the most of this great opportunity to grow our economy and strengthen the UK’s energy security is now in full swing.

    This strategy sets an ambitious target to almost double the UK’s onshore wind capacity by the end of the decade as a key part of the government’s Clean Power by 2030 mission.

    The measures outlined will increase confidence among investors and developers, so that we can attract billions in private investment and create thousands of highly-skilled jobs and new supply chains all over the country. The strategy also sets out how people living near onshore wind farms will continue to see tailor-made community benefits through an updated Community Benefit Protocol for England, deciding for themselves the form that these benefits should take, to support and improve the lives of those in areas hosting onshore wind.

    Historic England constructively engages with major infrastructure delivery in a way that secures good outcomes for the heritage that people care about. We therefore welcome recognition of our role and the contribution of our advice in the Onshore Wind Taskforce strategy to delivery of the renewables agenda. In line with the strategy we will be updating our commercial renewables guidance.

    Claire Mack OBE, Chief Executive of Scottish Renewables, said:

    Scotland has a proud history in onshore wind and the bold strategy published today reaffirms how central the Scottish onshore wind sector will be to the UK’s clean power journey.

    Onshore wind is a cost-effective source of clean energy that can be deployed at pace, supporting skilled jobs and tangible community benefit. Making the most of our onshore wind resource will also strengthen our energy security in the years ahead.

    Scottish Renewables secured the landmark Scottish Onshore Wind Sector Deal in 2023 and the clear actions published today will build on this effort by tackling the issues that demand close working across the UK.

    Renewed commitments on planning efficiency, grid connections, radar and aviation in the strategy are all strong signals of intent by the UK and Scottish governments to boost onshore wind deployment. We will work closely with all stakeholders to deliver the strategy and determine the pathway beyond 2030 for the Scottish onshore wind sector.

    This government’s renewed focus on unlocking the potential of onshore wind is essential for the UK’s energy security, reducing bills, and economic growth. Proposals to resolve challenges around aviation infrastructure and to give local planning teams the tools and information they need to make faster, evidence-based decisions are especially important.

    The socio-economic contribution made by renewables developers means communities also benefit from significant benefit packages that reflect local priorities. This flexibility should be maintained for future developments. Further investment can also be encouraged by ruling out zonal pricing, which risks creating further imbalances in consumer bills.

    The Clean Power Action plan sets an ambitious target to double onshore wind capacity by 2030, and today’s Strategy firmly establishes the clear actions required to achieve this. We look forward to the newly established Onshore Wind Council driving these actions forward.

    The methodology underpinning our estimate that onshore wind could support up to 45,000 direct and indirect jobs in Great Britain by 2030 is published here: Job estimates for wind generation by 2030: methodology note. It is based on achieving the upper end of the capacity range published in the Clean Power 2030 Action Plan. 

    The additional £70 million of community funding has been derived as the difference between the upper 29 GW ambition in 2030 and operational capacity in Great Britain as of December 2024 (15 GW), multiplied by £5,000 per MW.   

    The claim that onshore wind is amongst our cheapest technologies is based on a combination of sources, including the results of last year’s CfD auction (Allocation Round 6, where onshore wind cleared at a similar price to solar PV, the lowest price technology in the auction), and published evidence on electricity generation costs.  

    The ‘up to 10 GW impacted by aviation/radar’ is taken from the RenewableUK 2023 Survey of Onshore Wind Impacts on Aviation and Defence. This indicated that up to circa 10 GW of the future onshore wind pipeline is either currently or anticipated to be affected by objections on the grounds of interference with aviation and defence infrastructure. This figure has been rounded, and incorporates military and civil radar, and Eskdalemuir Seismic Array.

    MHRA approves nogapendekin alfa inbakicept to treat adult patients with non-muscle invasive bladder cancer  

    The Medicines and Healthcare products Regulatory Agency (MHRA) has today, 4 July 2025, approved nogapendekin alfa inbakicept (Anktiva) for adults with BCG-unresponsive non-muscle invasive bladder cancer, where the disease remains confined to the inner lining of the bladder and may include tumours. 

    The Medicines and Healthcare products Regulatory Agency (MHRA) has today, 4 July 2025, approved nogapendekin alfa inbakicept (Anktiva) for adults with BCG-unresponsive non-muscle invasive bladder cancer, where the disease remains confined to the inner lining of the bladder and may include tumours. 

    BCG (Bacillus Calmette-Guérin) is a standard immunotherapy for early-stage bladder cancer, delivered directly into the bladder to stimulate an immune response. However, some patients do not respond to BCG, leaving limited treatment options.  

    This medicine has been approved through the International Recognition Procedure (IRP). The IRP allows the MHRA to consider the expertise and decision-making of trusted regulatory partners for the benefit of UK patients.    

    Nogapendekin alfa inbakicept mixed with BCG is administered via a liquid that is diluted and then delivered into the bladder through a catheter inserted into the urethra. 

    A full list of side effects can be found in the Patient Information Leaflet (PIL) or the Summary of Product Characteristics (SmPC), available on the MHRA website within 7 days of approval.    

    As with any medicine, the MHRA will keep the safety and effectiveness of nogapendekin alfa inbakicept under close review.
