    New Delhi (Agenzia Fides) – Amritsar, the holy city of Sikhism, on the border between India and Pakistan and home to the famous Golden Temple, should be declared a “war-free zone” and be granted international protection following the example of the Vatican. This is Indian parliamentarian and Sikh Sukhjinder Singh Randhawa demanded of the Indian government. He called on Indian Prime Minister Narendra Modi to work with international bodies to initiate the appropriate recognition process for a city that presents itself as a symbolic place of peace for humanity.The matter, according to an open letter, has “deep spiritual and national significance,” because “the holy city of Amristar is not just a geographical location, but the spiritual heart of the Sikh faith and a beacon of love and peace for humanity.” “Its sacred aura transcends religious boundaries, offering comfort, unity, and compassion in a world increasingly torn by conflict and division,” he continued.”For Sikhism, Amritsar has the same spiritual significance as Mecca has for Muslims and the Vatican has for Christians. At a time marked by increasing global tensions and militarization, it is imperative that Amritsar be protected from the threat of war and violence, now and forever,” the MP said. The politician recalled the universal teachings of the Guru Granth Sahib (the holy text of Sikhism), which are based on peace, humility, and brotherhood and represent “a powerful moral force against the rising tide of militarism in the world.” “While many global powers are increasingly inclined toward conflict, the Sikh ethos of ‘Sarbat da Bhala’ (‘the well-being of all’) stands as one of humanity’s last hopes for coexistence and peace,” he noted.     “Americans are missing out on lower drug prices thanks to bureaucratic red tape that protects big pharma monopolies,” said Senator Mike Lee. “Many consumers would choose a cheaper generic-brand version of their medications, but technicalities from Congress have kept these out of reach. Our legislation will cut the red tape to bring drug prices down, break up the big pharma monopolies, and let Americans make their own medication choices.”

    Background:
    “Biosimilars” – generic alternatives to name-brand medications – have the potential to significantly reduce the cost of biologic drugs through increased competition. Choosing biosimilars over their name-brand counterparts could save consumers an estimated $42.9 billion by 2027. Americans deserve to hold this decision-making power, but red tape around biosimilars keeps them from being widely used. The FDA’s complex approval system has confused physicians, patients, and states about biosimilars’ safety and efficacy.
    Biosimilars must undergo extensive testing to prove they provide no meaningful difference from their name-brand version. Bringing a new biosimilar to market costs as much as $300 million and can take as long as 9 years. Even after this approval, patients may not be able to access biosimilars because Congress created a separate designation: interchangeability. To be classified as truly “interchangeable” with the name-brand version, a biosimilar must undergo further testing called “switching studies.” This type of research has proven unnecessary for biosimilars, as it repeatedly shows no meaningful difference or relevant new data.
    The Biosimilar Red Tape Elimination Act would remove these extra steps so that a biosimilar will immediately be classified as interchangeable upon its initial approval by the FDA. Foregoing unnecessary switching studies would no longer disqualify biosimilars as alternatives to their name-brand counterparts.
    This legislation will streamline the regulatory pathway for biosimilar approval by aligning the law with the current scientific reality, giving Americans the option to save billions and increasing competition in the pharmaceutical market.
    The Biosimilar Red Tape Elimination Act would:
    Amend the federal code to state that all biosimilars, upon approval, shall be deemed interchangeable. The bill still uses the term “interchangeable” because states have crafted their own laws around interchangeability. Retaining that word would provide for minimal disruption to current biosimilar distribution.
    Strike the current requirement in code that has been used to justify switching studies.
    Create a cooldown period for certain biologics that were already granted exclusive interchangeable status.
    Instruct HHS and FDA to issue or retract relevant guidance.

  • MIL-OSI United Kingdom: Emergency utility repairs hold up Darlington Street improvement works

    The works form part of City of Wolverhampton Council’s £19 million programme to transform the city centre experience for visitors to Darlington Street, Lichfield Street and Queen Square.

    All externally funded, the investment will help boost the local economy by delivering better public spaces, improved lighting and safety, more trees, greenery and seating and easier access for buses, cycles and taxis. It follows extensive consultation with businesses, the public and key stakeholders.

    Contractor Taylor Woodrow started the first stage of the transformation works on Darlington Street on 20 January and have been making good progress.

    Unfortunately, recent excavation works have uncovered a water main in very poor condition that needs to be dealt with by Severn Trent Water, who are not expected to start on site until the end of June, halting the improvement works on the southside carriageway.

    In addition, 2 BT chambers have been discovered that require emergency works. Cellars, belonging to buildings that once stood adjacent to the Fold Street car park, have also been exposed that require backfilling correctly to avoid future subsidence.

    Despite readjusting the works schedule to pick up works in other parts of the site, the combined effect of these factors – all out of the council’s and Taylor Woodrow’s control – mean the Darlington Street works and associated road closure between Chapel Ash Island and Red Lion Street will be in place longer than anticipated. Pedestrian access to businesses will continue to be maintained during business hours.

    The overall city centre improvements 2 and a half year programme is still on course to be completed by summer 2027.

    City of Wolverhampton Council Cabinet Member for City Development, Jobs and Skills, Councillor Chris Burden, said: “We appreciate this is frustrating and we will continue to do everything in our power to minimise disruption caused by these unforeseen issues with utility providers.

    “These works will ultimately enable people to better enjoy our city centre from the moment they arrive and are the next step in our transformation plans that have already seen improvements in North Street and Victoria Street deliver positive outcomes for businesses, residents and visitors.

    “In the meantime, I’d like to thank everyone for their patience and understanding while these critical works are carried out.”

With 88 airports, including two water aerodromes and thirteen heliports, connected through 625 routes, UDAN has facilitated over 1.49 crore passengers to fly at economical rates.     Members of the public wishing to attend the Annual Blessing of the Graves at the City Cemetery scheduled to take place at 3pm on Sunday June 22nd, are asked to check traffic and parking arrangements to help plan their visit.

    130 car parking spaces will be made available for Blue Badge holders within the Cemetery.  The places will be allocated on a first come first served basis to current Blue Badge holders and can be booked at www.derrystrabane.com/cemeterysunday

    When booking online for the City Cemetery spaces users are advised that they must provide a Name, Mobile number, Vehicle Registration Number, Blue Badge Number and email address – any submissions without this information will be considered invalid. The people using these spaces can access them via the Lonemoor Road entrance and they are to arrive before 2pm as the gates will close promptly at this time.

    The City Cemetery will be closed to the general public on Sunday, June 22nd, except for burials and for those who have a parking space booked. Those who secure a space must be in place by 2pm, as there will be no access for vehicles after this time. Parking spaces will be allocated on a first come first served basis and it will not be possible to reserve a space in a particular area. Please keep in mind that you may still have to walk some distance to reach family graves and make provision for this. Once on site, vehicles will remain there until the crowds have dispersed which, it’s estimated, will be approximately 30 minutes after the service finishes. Access to the cemetery for vehicles will be from the lower gate of the Cemetery at the Lone Moor Road.

    Other car parking is being made available and again are for blue badge holders at St Mary’s Church, Creggan, St Cecilia’s College and Celtic Park. There is no prior booking to these sites, access will only be given to vehicles that display a current Disability Blue Badge Permit on arrival and these too will be filled on a first come basis first served basis. 

    Please note that for those unable to attend or anyone with accessibility issues, the Service will also be live streamed and can be viewed from home.

    In a joint statement from the Council, as owners of the Cemetery, and the Church, as event organisers, people were asked to follow the guidance and plan their visit in advance. “The Blessing of the Graves is always well attended with thousands of people expected at the City Cemetery on June 22nd. In order to ensure the smooth running of the event and in the interests of health and safety a number of measures will be put in place. These are necessary to reduce the volume of traffic and keep pedestrian safe. We would appeal to everyone to follow this guidance and cooperate with the stewards there to manage the event on the day.

    “Visitors parking outside the cemetery are asked to please park in appropriate areas and be considerate of people living in the area. Be mindful of residents living in the area and do not block roadways, footpaths, or gateways when parking. This is an important time of prayer for families who are remembering loved ones, and we ask that everyone is respectful of other visitors during the service.     There will be no vehicle access to the cemetery from 12pm to facilitate preparations for the service. Access will only be given to those who have registered with gates remaining open until 2pm.

  • MIL-OSI NGOs: DRC: Victims still waiting for justice, truth and reparations 25 years on from Kisangani war

    Twenty-five years since the six-day war in Kisangani in Democratic Republic of Congo in which hundreds of civilians were killed and thousands more injured, victims are still waiting for truth, justice and, for the most part, reparations, Amnesty International said in a new briefing today. 

    The briefing Is anyone moved by Congo’s pain? 25 years without justice for the six-day war in Kisangani, documents how there has not been a single criminal investigation or trial since the bloody conflict between Rwandan and Ugandan forces. During the fighting in the north-eastern city, which started on 5 June 2000, both armies engaged in intense and indiscriminate shelling of heavily populated civilian areas, intentionally killed civilians, raped women and pillaged houses.  

    It is utterly unacceptable that for 25 years, not a single person has been held to account for crimes perpetrated in Kisangani, not one.

    With the DRC courts’ failure to pursue justice and the International Criminal Court’s (ICC) lack of jurisdiction over crimes committed in DRC before 2002, those suspected of criminal responsibility for these crimes have never been prosecuted and punished. 

    “It is utterly unacceptable that for 25 years, not a single person has been held to account for crimes perpetrated in Kisangani, not one,” said Tigere Chagutah, Amnesty International’s Regional Director for East and Southern Africa. “This lack of criminal accountability for past crimes has led to a cycle of violence in the DRC, with similar actors, similar weapons and similar suffering. Justice cannot wait another 25 years. It is the responsibility of Congolese judicial authorities to investigate and, if there is sufficient admissible evidence, prosecute those suspected of criminal responsibility for crimes committed on DRC territory.” 

    In 2022, the International Court of Justice (ICJ) ordered Uganda to pay reparations, following a case brought by the DRC against Uganda and Rwanda. The ICJ did not have jurisdiction over Rwanda. In 2024, some victims finally started to receive compensation, but the process by been wrought by complaints of mismanagement and embezzlement. 

    Amnesty International interviewed over 50 people, mostly survivors, as well as civil society organizations and justice sector officials. 

    The “Three-Day, One-Day and Six-Day wars” in Kisangani 

    The six-day war was one of a series of conflicts between the Ugandan and Rwandan armies in Kisangani between August 1999 and June 2000 that left behind a trail of death and destruction. 

    The first war – “the three-day war”, started on 14 June 1999, with the two armies exchanging indiscriminate fire and shelling, which killed more than 30 civilians  and wounded more than 100.  

    After close to a year of relative quiet, fighting started again on 5 May 2000 and lasted only one day. Exactly a month later, the “six-day war”, which was more intense, started. Without differentiating between civilians and combatants, the two armies indiscriminately shelled Kisangani, killing several hundred civilians and injuring thousands. 

    A civil society activist who survived and reported on the three wars in Kisangani recounted:  

    “For six days there were only bombs falling, we did not know if we were going to live. There were a lot of fatalities…” 

    A woman who was seven at the time of the war, recalled: 

    “I was walking with my grandmother when I was struck by a bomb in my leg. I didn’t know how to get to hospitals, it was dangerous, so we were dealing with the injury at home, but the foot was rotting. On the fifth day I went to the hospital, but it was too late, they cut off my leg.  

    For six days there were only bombs falling, we did not know if we were going to live. There were a lot of fatalities.

    “A gentleman who could not go home until the war ended, returned at the end of the six days and found his wife and three children dead, their corpses decomposing. The house had been hit by bombs. “He went mad and died shortly after.”  

    People want truth, justice and reparations 

    Despite the lack of judicial criminal proceedings either in the DRC or internationally, the people’s demands for justice and reparations remain strong decades later. 

    A man, who also survived the wars, said: “My dearest wish was the establishment of courts. This is the wish of the Congolese people. Now we have a sense of frustration in the population. Why were there blockages? It is unclear why crimes that have already been documented have not been tried. Is there nobody emotionally moved by the crimes committed in Congo?” 

    At least 40 people interviewed told Amnesty International that there was no political will to institute criminal proceedings or deliver justice. Lack of judicial independence has also meant that without the support of political leaders, some of whom are former belligerents, judicial officials could not open investigations. 

    The complete lack of prosecutions has led to a loss of trust in the country’s justice system and the government. 

    With regards to reparation programmes, the Special Fund for the Distribution of Compensation to Victims of Uganda’s Illicit Activities in the DRC (FRIVAO), tasked to manage the millions of dollars Uganda has been ordered to pay for reparations by the ICJ, has been criticised for lack of transparency and adequate consultations with victims of the Kisangani wars.  

    Justice cannot wait another 25 years. It is the responsibility of Congolese judicial authorities to investigate and, if there is sufficient admissible evidence, prosecute those suspected of criminal responsibility for crimes committed on DRC territory

    One activist said: “People have no decency; there has been bloodshed… and they are embezzling funds that were intended for public interest work and victims! That is not what we fought for.”  

    Tigere Chagutah said: “Amnesty International reminds DRC of its obligations to investigate and, if enough admissible evidence is found, to prosecute in fair trials those suspected of criminal responsibility for the serious crimes committed in the territory of the DRC for over 30 years, including the Kisangani war.”

    National Drought Group meets after driest spring in 132 years

    Expert group told England has now experienced driest March, April and May since 1893.

    The Environment Agency convened a National Drought Group meeting today (5 June 2025) to discuss the latest outlook and hear from water companies about steps they are taking to prepare for the summer.  

    England has only seen 57% of the long-term average May rainfall and spring is the driest since the reign of Queen Victoria. However, the recent rain at the end of May and the start of June is helping to stabilise the position.

    The expert group will now meet monthly following a drought declaration in the north-west. Four other areas – the north-east, Yorkshire, east and west midlands – are also experiencing prolonged dry weather.  

    The EA told the group it has stepped up its operational response. This includes more compliance checks on businesses who abstract water, such as manufacturers, and increased monitoring of river and groundwater levels.

    The regulator is also working with all members of the National Drought Group, including the National Farmers Union, to help farmers plan their water needs over the summer.

    Meanwhile, water companies updated the group on how they are implementing their drought plans, including increased communication with customers, and speeding up the fixing of leaks.

    United Utilities in the north-west has increased the rate of finding and fixing leaks by 70% in recent weeks after a strong response from the community in spotting leaks during the dry weather.

    Youlgrave Waterworks, a private firm which supplies 500 homes in Derbyshire, became the first company to introduce a hosepipe ban at the start of June. The major water companies report they have no current plans for hosepipe bans but are keeping this under review.

    Helen Wakeham, EA Director of Water and National Drought Group chair, said: 

    It’s been the driest spring since 1893, and we need to be prepared for more summer droughts as our climate changes.

    The recent rainfall is having a positive effect, but it hasn’t been enough to stop a drought in the north-west and we must ensure we have enough water to last the entire summer.

    We are working with water companies, farmers and other abstractors to help them plan their water usage over the summer and urge people to be mindful about their daily use.

    The National Drought Group heard that without further substantial rain, some water companies may need to implement further drought measures this summer to conserve supplies.

    Water Minister Emma Hardy said:

    We face a water shortage in the next decade. That’s why the government is taking urgent steps to secure supplies into the future, as part of our Plan for Change.

    As an immediate step, we have convened the National Drought Group to make sure water companies are acting to conserve this precious resource and act in line with their drought plans.

    The Government has secured over £104 billion of private sector investment to fund essential infrastructure, including nine new reservoirs, and to cut leakage by 17% over the next five years.

    Dr Will Lang, Chief Meteorologist at the Met Office said: 

    After the driest Spring for more than a century across England, the start of June has brought some much-needed rainfall with a mix of Atlantic weather systems interspersed with drier and sunnier periods expected to continue over the coming days.

    Most areas will experience showers at times with some seeing longer spells of rain.  From mid-June onwards, the forecast becomes less clear with signs of drier conditions becoming more dominant across southern England.

    Looking further ahead, the chance of a hot summer is higher than normal with an associated increased risk of heatwaves and related impacts. After the more unsettled and wetter start to June, the likelihoods of a wetter or drier than average summer remain evenly balanced.

    Periods of dry weather and low rivers can have several consequences for the environment and wildlife. Low oxygen levels in water can lead to fish kills, as well as more algal blooms and lower river flows prevent wildlife from moving up or downstream.  

    The National Drought Group – which includes the Met Office, government, regulators, water companies, farmers, and conservation experts – heard:  

    • Reservoir levels are now at 77%.

    • Fish rescues have been carried out on the Rivers Redlake and Tern in Shropshire.  

    • Navigation issues have been noted with the Canals and Rivers Trust having to implement restrictions on the Leeds-Liverpool Canal and Lancaster Canal because of low water levels.   

    • The quality of spring crops is becoming a concern because of the dry soil and poor grass growth for feed.  

    • Applications for Local Resource Options (LRO) screening studies are now open for groups of farmers to explore ways to improve water availability and reliability.

    The Environment Agency is encouraging the public to report environmental incidents to their 24/7 hotline on 0800 80 70 60. Meanwhile angling groups are also asking members to report signs of environmental impacts.

    Vitaly Savelyev held a meeting of the organizing committee for the preparation and holding of the International Transport and Logistics Forum.

    In Moscow, a meeting of the organizing committee for the preparation and holding of the International Transport and Logistics Forum, which will be held in the spring of 2026 in St. Petersburg, was held under the chairmanship of Deputy Prime Minister Vitaly Savelyev.

    The event was attended by representatives of federal ministries and departments, heads of major transport companies, as well as industry experts and partners.

    “The focus is on the development of international transport corridors, including the North-South ITC, strengthening integration ties within the Union State, the EAEU, the CIS, improving the regulatory framework at the level of global industry regulators, as well as using the potential of such organizations as the SCO and BRICS. Our task is to ensure a high level of preparation and organization of all forum events,” noted Vitaly Savelyev.

    The forum, which will be held in St. Petersburg at the end of April 2026, will become a new strategic platform for a comprehensive discussion of the development of transport logistics, international corridors, legal regulation, digitalization and the implementation of innovative solutions in the transport industry. The Roscongress Foundation has been appointed as the forum operator.

    “We hold many events in the transport sector throughout the year, and with the advent of such a forum, we will be able to clearly structure the annual cycle: in the spring – the international logistics agenda, in the fall – the domestic Russian agenda, as part of the Transport Week. This will allow us to represent Russia’s interests in a coordinated manner at various levels – from the EU and the CIS to BRICS and the SCO,” added Transport Minister Roman Starovoit.

    During the meeting, it was proposed to begin an immediate invitation campaign for foreign and Russian partners. Also in the plans is the development of a corporate style for the forum, the launch of an official website, the formation of a working architecture of the program and the determination of the venue.

    “In this format, we implement the instructions of the President of the Russian Federation to ensure the global competitiveness of our transport corridors, including the implementation of decrees within the framework of national goals until 2030 with a perspective until 2036. The forum is in demand – our international partners have repeatedly said this. We see a high interest in creating such a platform, especially in the inter-forum period, when it will be possible to continue substantive work. Today, the architecture of the forum, including its program content, is being formed with the Ministry of Transport, the Ministry of Foreign Affairs and other departments. This will not be just an event – it will be a point of attraction for advanced solutions, a demonstration of industry achievements and an international dialogue on logistics and infrastructure,” said Anton Kobyakov, Advisor to the President of Russia, Executive Secretary of the Organizing Committee.

         The Primary Healthcare Commission (PHC Commission) under the Health Bureau announced today (June 5) that the Women Wellness Satellite (WWS) (Hong Kong), located in Chai Wan, will commence operation next Thursday (June 12). It will be the first WWS designated to provide prevention-oriented and more personalised women’s health services to eligible women aged 64 or below.

  • MIL-OSI Asia-Pac: Sick remand person in custody dies in public hospital

    ​A sick 38-year-old female remand person in custody at Tai Lam Centre for Women died in a public hospital yesterday (June 4).
     
    The remand person in custody suffered from heart disease and mental illness. She required continuous medical care and follow-ups at the institution hospital and public hospitals. On June 3, she was sent to a public hospital for treatment due to physical discomfort. During hospitalisation, her condition deteriorated, and she was certified dead at 11.56pm yesterday.
     
    The case has been reported to the Police. A death inquest will be held by the Coroner’s Court.
     
    The person in custody was remanded for the offence of theft in May 2025.

    Hong Kong Customs detects two cases of illegally importing animals in fourth phase of “Pet Guardian” operation  
    Yesterday, Hong Kong Customs at Sha Tau Kok spotted two separate situations of women who were seen pushing bikes and entering Hong Kong through the Chung Ying Street Checkpoint from the Mainland side of Chung Ying Street. Suspecting that there were animals inside the handbags on the bikes, in each case Customs officers immediately conducted a search on the women. A total of three suspected illegally imported animals, namely one kitten and two puppies, were uncovered inside the handbags. The two women, aged 55 and 32, were subsequently arrested.
     
    The two cases have been handed over to the Agriculture, Fisheries and Conservation Department for a follow-up investigation.
     
    Being a government department specifically responsible for tackling smuggling, Customs will continue to enhance co-operation and intelligence exchanges with other law enforcement agencies, and carry out targeted anti-smuggling operations at suitable times to disrupt relevant crimes.
     
    Under the Rabies Regulation, any person found guilty of illegally importing animals, carcasses or animal products is liable to a maximum fine of $50,000 and imprisonment for one year upon conviction.

  • MIL-OSI USA: Fighting Poultry Disease with mRNA: UConn Researchers Pioneer Nanoparticle Approach

    Researchers from UConn’s College of Agriculture, Health and Natural Resources (CAHNR) and College of Liberal Arts and Sciences (CLAS) have demonstrated that a novel protein-based nanoparticle can make mRNA vaccines more effective to tackle a troublesome pathogen in chickens.

    Mazhar Khan, professor in the Department of Pathobiology and Veterinary Science, Challa V. Kumar, emeritus professor in the Department of Chemistry and graduate students Anka Rao Kalluri and Aseno Sakhrie collaborated over several years and published their findings in Vaccines.

    Infectious Bronchitis Virus (IBV), a rapidly spreading coronavirus, is a major concern for poultry farmers in the U.S. and worldwide. Poultry farmers lose millions each year due to this disease.

    Currently, farmers use live attenuated vaccines or killed vaccines to combat the virus. However, these kinds of vaccine come with a series of challenges. The virus could reactivate, mutate, or recombine to create a vaccine-resistant or more severe strain. These vaccines also have a shorter shelf life and require additional compounds, known as adjuvants, to be effective.

    The researchers have developed an effective mRNA IBV vaccine alternative.

    mRNA vaccines, like the human COVID-19 vaccines, do not contain any live virus. Instead, the mRNA encodes a piece of the virus’ genetic code, specifically the spike protein that is responsible for triggering the immune response and trains the immune system to respond to the protein.

    Yet, mRNA vaccines still have some limitations, namely their lack of stability. mRNA vaccines break down quickly and need to be kept in temperature-controlled settings, something that poses a challenge on poultry farms.

    In a key advancement, Khan and Sakhrie are using a novel nanoparticle that protects the mRNA from breaking down quickly.

    This particle was invented by the Kumar group for applications in biology. It was Kumar who convinced the team to work on mRNA vaccines, long before COVID vaccines arrived. Early hurdles were to efficiently complex the nanoparticles with target mRNA. Kalluri solved this problem by covalently attaching positively charged amine groups to the particle. The positively charged particles capture the negatively charged mRNA and stabilize it. Sakharie and her colleagues carried out detailed cellular and animal studies using these nanoparticle-mRNA complexes.

    “This project highlights how collaborations across campus are making rapid progress in solving complex scientific problems,” says Kumar.

    Amino groups attached to the particle surface not only stabilize the mRNA but also protect it from hydrolysis by nucleases, enzymes that break down the nucleic acids that make up DNA and RNA, in the body.

    “The nanoparticle will keep it more stable, and it will deliver the vaccine to the cells where it will express the desired mRNA,” Sakhrie says.

    The nanoparticles are made by modifying bovine serum albumin, a readily available protein, affordable, and non-toxic protein, a waste product of commercial beef production.

    The team’s studies have shown that chickens vaccinated with the nanoparticle mRNA vaccine showed a 1000-times increase in antibodies against IBV compared to the unvaccinated control group. Their work has also demonstrated that immune cell activity increased in the vaccinated chickens, which indicates the vaccine boosts the entire immune system to fight off infection.

    With these promising results, the researchers are now investigating a more effective vaccination method.

    Traditionally, farmers need to individually inject baby chicks with the vaccine, a time-consuming project for the farmers and a stressful one for the chicks.

    The team is evaluating if, instead, the vaccine can be administered via a spray on the chicks. This would allow farmers to vaccinate large flocks quickly and without stress to the animals.

    While IBV is not currently a concern for human health, using the nanoparticles to enhance the stability of mRNA vaccines has the potential to improve human vaccines. Essentially, researchers could plug the genetic code of an emergent disease into the nanoparticle vaccine platform to quickly develop an effective mRNA vaccine. This platform technology can be tuned to various other disease vectors in the future.

    “We can use the nanoparticle for human vaccines,” Khan says. “The timing for vaccine development is very short, we just need the specific sequence of the gene.”

    UConn Technology Commercialization Services has filed a provisional patent for this nanoparticle technology. Michael A. Invernale , senior licensing manager, has been marketing the technology to industry to further bring this innovation from the lab to applied use.

    The evidence of health and environmental risks is mounting rapidly. Recent data reveals that nearly one third of 15-year-olds in Europe have tried e-cigarettes, while scientific literature increasingly demonstrates that vaping can impair brain development, exacerbate mental health issues and cause respiratory and cardiovascular disease, and has even led to documented deaths from vaping-associated lung injury – with disposable vapes creating massive environmental waste through single-use batteries and plastics.

    The Member States are forced to implement their own ‘gold-plated’ restrictions to protect citizens, prompting 12 countries to call for stronger European legal frameworks in June 2024. National laws alone prove insufficient against the flourishing illegal vape trade where criminal networks easily circumvent restrictions and flood schoolyards with unregulated products.

    The Commission values and supports rail transport. R ecognising the challenges it is facing, the Commission approved aid worth more than EUR 13.5 billion for investment aid measures between 2008 and 2023, including support for the construction of railway facilities, single wagon load operations, the use of service facilities and the reduction of track access charges.

    In 2024, the Commission presented the draft new state aid rules for Land and multimodal transport, extending the possibilities offered to Member States to finance investment and operating aid for sustainable modes of transport such as rail and inland waterway transport[1].

    Market opening does not explain the difficulties of rail freight in France. Indeed, Member States, despite having all experienced market opening to competition, show different developments between 2006 and 2022.

    While in France, the tonne/kilometres of freight transported by rail declined (-14%), it did increase in Germany (+20%), Belgium (+18%), Denmark (+17%), the Netherlands (+14%) and Poland (+10%)[2].

    The Commission is still investigating the individual State support for Fret SNCF of more than EUR 5 billion. Pending the decision, the French authorities decided to transform Fret SNCF into Hexafret and Technis which started operations in 2025 with no disruption to rail freight services.

    In addition, certain activities of former Fret SNCF have been successfully transferred to other operators bringing new opportunities to those operators and to the market as a whole and fostering competitiveness.

    The Commission addresses marine pollution through Directive 2008/56/EC[1] which requires Member States to achieve good environmental status in marine waters.

    International standards under the MARPOL Convention[2], particularly Annex II on noxious liquid substances, aim at preventing discharges of polluting substances and are implemented in the EU by Directive 2005/35/EC[3].

    This directive was recently amended[4] to enhance satellite surveillance, improve information exchange, and strengthen enforcement efforts.

    Member States are responsible for monitoring and penalising illegal discharges, and the Commission supports these efforts through fostering collaboration between them.

    At the International Maritime Organisation, the Commission supports its Member States by coordinating the EU position in discussions to improve tank washing procedures globally and reduce the environmental impact of chemical discharges[5] as well as of Exhaust Gas Cleaning Systems discharges[6].

    Also, specifically for the Baltic Sea, the EU was involved in drafting Helcom recommendations[7] for port reception facilities where noxious liquid substances are unloaded to receive the tank washings resulting from the application of pre-wash procedures.

    The Commission is pursuing broader measures to address marine pollution[8] and is planning new initiatives under the upcoming Ocean Pact strengthening inter alia the EU’s commitment to protecting marine ecosystems[9]. The Commission recently evaluated the directive 2008/56/EC[10], regularly monitors its implementation[11] and is considering the need for additional measures to strengthen it.

    The eligibility rules applicable to procurement contractors under Global Gateway are laid down in Regulation (EU) 2021/947[1]. Accordingly, when the Commission implements EU funds directly or through partner countries in indirect management, entities established in China are not eligible, unless China participates in the concerned EU-funded action as a donor or as a beneficiary of the action.

    When EU funds are implemented in indirect management with pillar-assessed entities[2], such entities apply their own eligibility rules on access to procurement. Therefore, depending on the rules of the pillar-assessed entities, companies established in China may be eligible.

    Where the procurement procedure is carried out by the Commission or by a partner country, the provisions on abnormally low tenders and foreign subsidies of the Financial Regulation[3] also apply.

    U nder the same legal framework, entities that are subject to a final judgment or final administrative decision finding them guilty of fraud, corruption, or any other crime or misconduct[4] shall be excluded from participating or implementing EU funds and they shall be rejected from a procurement award.

    Other related entities such as beneficial owners, affiliated entities, persons exercising powers of representation, decision or control, persons assuming liability for the excluded entity, etc. may also be excluded.

    In case of funds entrusted in indirect management to pillar-assessed entities and before signing contribution or guarantee agreements, the rules of the partners must have been positively assessed by the Commission, in accordance with the Financial Regulation[5], ensuring that implementing partners have, among others, equivalent rules for procurement and exclusion from access to funding.

    The Polish transport sector, which is a major pillar of the country’s economy, is currently facing a serious crisis as a result of EU rules and growing competition from non-EU carriers, in particular from Ukraine. The introduction of the Mobility Package brings with it additional obligations and costs for carriers from Member States, while Ukrainian carriers are not subject to the same rules.

    Polish transport companies point to a growing competitive imbalance, a decline in orders and difficulties arising from the liberalisation of the Road Transport Agreement with Ukraine, which has been extended until the end of 2025.

    In this connection:

    • 1.Is the Commission conducting or planning to conduct an impact analysis of the implementation and application of the Mobility Package, with particular emphasis on its impact on the competitiveness and financial standing of transport businesses in Member States?

    Micro-enterprises, which make up over 90 % of all businesses in the EU, play a key role in creating jobs, supporting local economies and preserving traditional crafts and services. In many regions – particularly rural, mountainous and remote regions – they are at the heart of local economic activity, employing not only their owners, but often entire families and communities.

    However, micro-enterprises, especially those in traditional sectors such as skilled crafts, vehicle mechanics, local trade and small-scale production, face significant barriers in accessing EU funds, including the European Regional Development Fund, the Cohesion Fund and national programmes co-financed with the EU. Issues include complicated application processes, high entry thresholds, the cost of project documents and a lack of systemic advisory support.

    Almost a decade has passed since the EU turned its attention towards military mobility. However, the plans have not been backed up by funding. Poland and other countries on the eastern flank have repeatedly emphasised that transport infrastructure is an integral part of the security architecture.

    The events of 2022 confirmed this diagnosis. Military mobility has become a key element of the West’s response to Russia’s invasion of Ukraine. The United States has played a particularly important role, rapidly redeploying its armed forces to Central and Eastern Europe and actively supporting Ukraine through arms deliveries and effective coordination of logistics routes. Only thanks to American logistical capabilities, military reserves and efficient command was possible to act quickly and effectively strengthen security in the region.

    The war in Ukraine has tested many of the assumptions underlying EU strategies. In practice, it was the Member States, NATO and the US that played a crucial role in responding to the crisis. My country has become a key hub for supporting Ukraine and European security.

    In light of the above:

    • 1.When planning new EU policies in the areas of defence policy and military mobility, does the Commission take into account the role played by the United States in the first weeks of the war in Ukraine?
    • 2.In the event of a new security crisis, would the EU today be able to carry out a large-scale deployment of troops and equipment on its own, without US support?
    • 3.In light of recent experiences and operational realities, is the requirement for a high percentage of EU-sourced components in the defence initiatives proposed by the Commission a realistic and strategically responsible approach towards allies who have proven to be crucial in times of crisis?

(NYSE: BFH) (“Bread Financial” or the “Company”) announced that as of 5:00 p.m., New York City time, on June 4, 2025 (the “Early Participation Date”), pursuant to and in accordance with its previously announced cash tender offer (the “Tender Offer”), approximately $536,786,000 in aggregate principal amount of the Company’s 9.750% Senior Notes due 2029 (the “Notes”) had been validly tendered and not validly withdrawn on or prior to the Early Participation Date, which, if and when accepted for purchase up to $150,000,000 in aggregate principal amount of Notes (the “Tender Cap”) by the Company pursuant to the terms and conditions of the Tender Offer, would result in Total Consideration (as defined below) (excluding accrued interest payable) of $1,071.25 for each $1,000 principal amount of Notes, which Total Consideration was determined in accordance with the terms of the Tender Offer based on the principal amount of Notes tendered and the Bid Premiums (as defined in the Offer to Purchase (as defined below)) at which such tenders were made.

    The Tender Offer is described in the Offer to Purchase, dated May 21, 2025 (as it may be amended or supplemented, the “Offer to Purchase”). As set forth in the Offer to Purchase, holders of Notes (“Holders”) who validly tendered and did not withdraw their Notes on or prior to the Early Participation Date, and whose Notes are accepted for purchase, will be entitled to receive the “Total Consideration,” which includes an early participation amount of $50.00 per $1,000 principal amount of Notes (the “Early Participation Amount”). In addition, accrued and unpaid interest will be paid on all Notes validly tendered (and not validly withdrawn) and accepted for purchase from the applicable last interest payment date to, but not including, the date on which the Notes are purchased.

    The Withdrawal Date (as defined in the Offer to Purchase) occurred at 5:00 p.m., New York City time, on June 4, 2025 and has not been extended. Therefore, Holders who validly tendered and did not validly withdraw their Notes at or prior to 5:00 p.m., New York City time, on June 4, 2025 may not withdraw their tendered Notes.

    Although the Tender Offer is scheduled to expire at 5:00 p.m., New York City time, on June 20, 2025, unless extended or terminated, because the aggregate principal amount of Notes validly tendered and not validly withdrawn on or prior to the Early Participation Date has exceeded the Tender Cap, there will be no Final Payment Date (as defined in the Offer to Purchase) and no Notes tendered after the Early Participation Date will be accepted for purchase.

    Subject to satisfaction or waiver of the conditions set forth in the Offer to Purchase, the Company anticipates that settlement of Notes accepted for purchase will occur on June 9, 2025 (the “Early Payment Date”), and that on such date the Company will accept for purchase Notes tendered as of the Early Participation Date at a Bid Price (as defined in the Offer to Purchase) that results in a Bid Premium equal to or less than $31.25 (the “Clearing Premium”), as described in the Offer to Purchase. Since the purchase of all Notes validly tendered (and not validly withdrawn) at or below the Clearing Premium would result in the purchase of Notes for aggregate cash consideration payable to Holders in excess of the Tender Cap, the Company expects to first accept for purchase all Notes validly tendered (and not validly withdrawn) on or prior to the Early Participation Date with a Bid Price that would result in a Bid Premium less than the Clearing Premium and, second, the Company expects to accept for purchase all Notes validly tendered (and not validly withdrawn) on or prior to the Early Participation Date with a Bid Price that would result in a Bid Premium equal to the Clearing Premium on a prorated basis. The Company has been advised by Ipreo LLC, the information agent and tender agent for the Tender Offer, that the applicable proration factor for Notes validly tendered and not validly withdrawn at a Bid Price that results in a Bid Premium equal to the Clearing Premium would be approximately 77.538% (the “Proration Factor”). Notes validly tendered (and not validly withdrawn) at a Bid Price that results in a Bid Premium in excess of the Clearing Premium will not be accepted for purchase pursuant to the Tender Offer and any Notes not accepted for purchase will be promptly returned to Holders following the date hereof.
