  • MIL-OSI Asia-Pac: Health chief attends HA convention

    Secretary for Health Prof Lo Chung-mau today attended the opening ceremony of the Hospital Authority (HA) Convention 2025 and met multiple high-level delegations from the Mainland and overseas for in-depth exchanges on healthcare co-operation and development.

    At the opening ceremony, Prof Lo witnessed the successful national accreditation of the Queen Mary Hospital Chest Pain Centre, making it the first chest pain centre in Hong Kong established in accordance with the national accreditation standards.

    He said the establishment of a chest pain centre can improve the efficiency of acute chest pain diagnosis and speed up the time for patients to receive cardiac surgery, thereby lowering the death rate, shortening the hospitalisation period and reducing the hospital readmission rate.

    The health chief also noted that the adoption of the national accreditation standards by the Hong Kong Special Administrative Region will also facilitate integration into the overall national development by fully utilising Hong Kong’s advantage of having the motherland’s  strong support and close connection with the world, with a view to demonstrating the excellence of the national healthcare standards to the international community, and helping promote the development of the national accreditation standards of chest pain centres into an internationally recognised standard.

    Over the course of the convention, Prof Lo met multiple delegations from the Mainland and overseas and attended various events, taking the opportunity to promote medical co-operation and exchanges.

    Among others, Prof Lo met Guangdong Health Commission Director-General Liu Liqun and his delegation to explore the exchange of healthcare talent between the two places, and to discuss healthcare collaboration projects, such as the Elderly Health Care Voucher Greater Bay Area Pilot Scheme and the cross-boundary use of electronic health records.

    After the meeting, both sides attended the welcoming ceremony for the Mainland Healthcare Talents Visiting Programmes.

    Prof Lo was pleased to note that since the 2022 launch of the visiting programmes, 80 outstanding doctors and two batches of about 170 nurses in total from the Mainland have come to the HA on exchange, while more than 25 specialists have also been arranged by the authority to conduct exchanges at public hospitals in Beijing, Shanghai and Guangdong.

    Afterwards, Prof Lo and the Consul General of France in Hong Kong & Macau Christile Drulhe jointly witnessed the signing of the Declaration of Intent between the HA and the National Conference of University Hospital General Managers of France.

    The signing of the declaration formally establishes a strategic collaborative partnership between the two organisations in deepening mutual exchanges, promoting the joint development of hospital services and exchange of medical expertise.

  • MIL-OSI Security: Police appeal for urgent help to find missing vulnerable man

    Officers are appealing for assistance to help find a vulnerable 35-year-old man who has been missing for two days.

    Bashir Marhoon, from Russell Square, Camden, was last seen by his carers at his home, on Saturday, 24 May at 18:00hrs.

    Police are becoming increasingly worried about his safety due to the challenges Bashir has with day-to-day tasks.

    Bashir is 5’8, of medium build, with black hair and wears glasses. He was last seen wearing a navy baseball style shirt, with a red image on the front, dark navy jogging bottoms and black trainers.

    He walks with a limp and is known to sometimes engage with strangers, though lacks the capacity to understand fully what he may be doing.

    Officers believe he may be travelling across London using public transport. He has an Oyster card and is fascinated with public transport.

    Detective Chief Inspector Sarb Kaur from the Met’s Central North Command said: “We are very worried about Bashir’s safety and would urge anyone who may have seen him to contact police. Please approach Bashir with care as he may be confused and suffers with learning difficulties.

    “Bashir’s family are understandably incredibly concerned.

    “Local officers have been carrying out a number of enquiries in an effort to trace him and we are now turning to the public for help. Please get in touch if you have seen Bashir.

    “As time passes we are growing increasingly anxious about his welfare.”

    Bashir’s mum, Faridah, said: “We are very worried as he is very vulnerable and often rides the trains and buses to the end of the journey.

    “We urgently need the public’s help to find him. Please take a look at these images we are making public today and get in touch with the police if you have any information.”

    Additive manufacturing

    Polytechnic University takes metal 3D printing to a new level: from developing heat-resistant nickel powders to laser synthesis of critically loaded components. The university has more than ten domestic SLP printers with a multi-laser system, which allows creating complex parts for gas turbines and aviation. Thus, the VPLS “Mercury” installation developed by SPbPU jointly with ZAO “Biograd” allows printing gas turbine components from heat-resistant nickel alloys at a heating temperature of up to 1300 degrees Celsius. A powerful laser (1000 W) and precise control of the material structure provide high performance. This is no longer a prototype – it is a response to import substitution in aerospace and energy. In addition, multi-material synthesis, plasma and flame spraying technologies have been implemented. They print not only with alloys – SPbPU has piezoceramics, carbide ceramics, and high-entropy composites in its arsenal. All this is in the interests of import independence and accelerated implementation in real production.

    The Polytechnic University is also equipped with stationary and mobile technological complexes for direct laser deposition, laser cladding, laser and hybrid laser-arc welding of thick metals, and laser welding of thin metals (up to 100 microns).

    Electric Arc Growing (WAAM)

    SPbPU offers a full cycle of WAAM implementation — from design to integration into production processes. The technology of layer-by-layer wire surfacing using an electric arc is used to create large-sized and complex-shaped products from titanium, steel, aluminum and other metals. Robotic complexes are adapted to the tasks of specific customers, providing up to 6 kg/h of printing and full automation. The robotic complex (RC) for additive electric arc growing is a robotic cell that has everything necessary for electric arc growing. In addition, the Polytechnic University supplies the systems with its own software that allows monitoring the status of the manipulator and peripheral equipment, as well as generating control programs for the implementation of the electric arc growing technology. Unique examples: gas turbine engine impellers and wheel rims, which have passed strength tests and demonstrated competitiveness compared to cast products.

    Design and manufacture of laser technological complexes

    Polytechnic University develops turnkey laser systems — from foil welding to repair and manufacturing of components for power and mining equipment. The arsenal includes robotic laser cladding systems, mobile units, robotic systems with 5-kW lasers, direct laser deposition with powders and wire, as well as hybrid systems with an inert atmosphere. Using a robotic laser welding system for thin metals (up to 100 microns), serial welding of fuel elements of a hydrogen energy source for Russia’s first passenger ship, Ecobalt, was implemented.

    The university developed a technology for surfacing a porous coating with a thickness of 600 microns with an open porosity of 60-80% and the ability to control these parameters. The cups successfully passed preliminary clinical tests for integration and toxicity of the surfacing layer with bone material.

    Repair of power equipment components was carried out: nozzle and working blades Man Turbo, SGT-700, TV 3-117, VP2500, VPT-50-2, Man Turbo, MARS100, Taurus 60, Man Turbo, MS5002E, TV 3-117, NK-12ST, DR59L, GPA GTK-10I, MS3142J.

    As part of cooperation with the company JSC UK KER-Holding, the Polytechnicians created and delivered a technological complex for direct laser growth.

    Together with TsNIITMASH, a demonstration separation module of a power plant was created using direct laser growth. The result is a reduction in the number of welding operations, an increase in anti-corrosion properties and reliability in extreme Arctic conditions. The university is conducting projects with Rosatom, Gazprom and other industrial giants, offering customers not just equipment, but fully adapted technological solutions.

    Friction stir welding (FSW)

    SPbPU is one of the few in the country that uses STP and TSTP on a large scale: both in spot and seam configurations. This is a solid-phase welding technology that does not involve melting, but has high strength, minimal deformations, and the ability to weld even dissimilar materials — aluminum with copper, composites with metals. The university produces seams up to 8 meters long, develops its own equipment, and trains customer personnel. The use of STP is relevant for aviation, shipbuilding, energy, and military equipment — wherever precision and durability are important.

    A solemn ceremony of presenting the mantle and diploma of the Honorary Doctor of SPbPU to the General Director of the State Corporation Rosatom Alexey Likhachev took place at Peter the Great St. Petersburg Polytechnic University.

    The ceremonial event opened with the performance of the Polytechnic University anthem by the SPbPU youth choir “Polyhymnia”.

    It is especially gratifying that this important event is taking place in the year of the 80th anniversary of the Russian nuclear industry, to the development of which Polytechnicians made a significant contribution. Such names as Abram Fedorovich Ioffe, Isaak Konstantinovich Kikoin, Abram Isaakovich Alikhanov, Yuliy Borisovich Khariton, Nikolay Leonidovich Dukhov are inscribed in gold letters in the history of the development of Russian science. Today, Polytechnic University and Rosatom, under the leadership of Alexey Evgenievich, closely cooperate for the benefit of the development of Russian nuclear technologies: both in education and in science. By order of Rosatom, our Institute of Power Engineering annually graduates more than 250 specialists in the field of nuclear energy, thermal power engineering, electric power engineering and power engineering. For the Polytechnic University, whose history is closely connected with the nuclear project, participation in the development of nuclear energy is one of the key, strategic areas of work. And scientific and industrial cooperation with the national leader in several related industries at once is a great honor and responsibility for the university, – noted Dmitry Karpov.

    Cooperation between the Rosatom State Corporation and SPbPU, which is one of the flagship universities and its long-term strategic partner, is actively developing. This is a significant amount of work carried out by the Institute of Mechanical Engineering, Materials and Transport, the Institute of Power Engineering, the Physics and Mechanical Engineering Institute, the Advanced Engineering School “Digital Engineering” and other university structures. This is significant international cooperation, in particular, in the interests of the Turkish and Egyptian nuclear energy. This is the training of specialists in a wide range of engineering and technical areas of training – primarily in nuclear, energy, mechanical engineering and construction specialties. This is a cell of the Rosatom Student Council, whose activists participate in organizing meetings with representatives of the corporation’s enterprises, technical tours of production facilities, strategic sessions as part of the university’s career events and other activities. In the context of the 80th anniversary of the nuclear industry, about 40 events are planned at the Polytechnic University, covering more than 4,000 people.

    Dmitry Karpov named several completed projects. An optimal design of a vibrating screen for cleaning drilling mud was developed by order of NPO Centrotech. The project was a real breakthrough in the industry: with a target vibration acceleration of 7 g, engineers from PISh SPbPU designed a product that exceeded these parameters in just six months. The results of digital modeling were confirmed from the first factory test of the prototype – the vibration acceleration was 8.2 g. The product and its modifications have been successfully used for many years now.

    A digital twin of the VVER-1000 fuel assembly with an anti-debris filter and mixing grids was developed by order of JSC TVEL. Due to digital design and additive manufacturing, the filtration efficiency has been increased tenfold, and the created models, virtual test benches and testing grounds will significantly reduce costs and improve the quality and speed of further developments.

    At the request of the Mayak production association, for the first time in engineering practice, the architecture of a highly adequate multiphysical digital model of a furnace for vitrification of high-level radioactive waste has been developed.

    By order of JSC TsKBM, key proprietary technological equipment for the ODU-150 hydrogen production unit was developed. The design solutions of the created key hydrogen technology devices are the starting point in the development of a new generation of equipment and future medium- and large-tonnage devices for the hydrogen, petrochemical, and nitrogen industries.

    At the request of the composite division of Rosatom, a technology for the production of filaments from continuous carbon fiber was developed, and the customer received pilot equipment. On the official website of the corporation, this installation is listed among the most important achievements of Rosatom in 2024.

    At the enterprise of the State Corporation Rosatom — JSC Proryv — the URANIA data and process management system for computational and experimental scientific research was put into operation. It is based on the CML-Bench® Digital Platform — an in-house development of the Engineering Center of our university.

    In 2023, under the leadership of Alexey Evgenievich, the State Corporation approved the Unified Digital Strategy, which became the most important step towards accelerating the digital transformation of the industry, including ensuring import substitution. In this regard, Dmitry Karpov noted that specialists from SPbPU and the All-Russian Research Institute of Experimental Physics developed the national GOST “Computer models and modeling. Digital twins of products. General provisions” – the world’s first document regulating the relevant activities.

    The scale of the projects of the State Corporation Rosatom is truly astounding. And it is quite obvious that the management of such a system is the lot of rare leaders and true professionals. This entire vast field – from the development and implementation of advanced technologies, solving the most complex multidisciplinary problems of the world level to the transfer of unique competencies and the organization of expert discussion platforms – all this and much more became possible, including thanks to the personal professionalism and leadership of Alexey Evgenievich. Perhaps, being a leader is destiny. Destiny to be born in Arzamas-75 – Sarov, the city-forming enterprise of which is the Russian Federal Nuclear Center. And, having gone the way of an engineer, politician, adviser and Deputy Minister of Economic Development of Russia, still to head the State Atomic Energy Corporation Rosatom. And to become a leader, ensuring its brilliant victories, – emphasized Dmitry Karpov.

    Students in the uniform of the Polytechnic University of the early 20th century brought in a doctoral robe and cap, the Polyhymnia choir performed the Gaudeamus anthem.   • MIL-OSI New Zealand: Reducing Harm and Saving Lives: Safer Boating Forum Recreational Craft Strategy 2023-2025

    The Safer Boating Forum (Forum) is launching its new Recreational Craft Strategy 2023-2025 to reduce harm and save lives, as part of the 10th annual Safer Boating Week.

    The Safer Boating Forum is a network representing a cross-section of national and regional government agencies, local body groups, organisations and the marine industry, involved in promoting recreational boating safety in New Zealand.

    Sharyn Forsyth, Chair of the Forum, says the strategy launch on October 17 is a significant achievement that will reduce harm among the two million recreational craft users in New Zealand each year.

    “The aim of this strategy is to reduce harm and ultimately to save lives,” says Sharyn. “It’s a big step forward for the 26 organisations in the forum, which have collaborated on the strategy, as it focuses on interventions that are informed by intelligence and insights. The Strategy will increase alignment between the Forum members and the wider water safety sector to focus on the primary causes of harm and working in partnership to find effective solutions.”

    Over the next two years the strategy aims to influence significant year-on-year increases in recreational craft users using lifejackets, carrying two forms of waterproof communication, and checking the marine forecast. It also aims to reduce per capita preventable fatalities by 25 percent by 2025.

    “I’m excited that we can launch this strategy today as I know it will help the sector take the right steps towards reducing harm among recreational craft users,” says Sharyn.

    Over the past 10 years, 18 people on average have died in recreational craft incidents annually. The majority of these fatalities occur when small craft under six metres suddenly capsize and those on-board have little time to put their life jackets on. Failure to wear a life jacket, or wearing of an ill-fitted life jacket, is the number one cause of death in recreational crafts.

    People taking to the water on unseaworthy craft, in unsuitable weather conditions, and without adequate equipment are also significant contributing factors to harm.

    Peter Busfield, Executive Director NZ Marine Industry Association says “removing unseaworthy craft from circulation is vital”.

    “Boating is a way of life for two million New Zealanders and it is important they know the importance of having a seaworthy boat with the correct safety equipment on board. The education and promotion campaigns the Forum delivers are key to getting this message through. As part of our communications strategy we’re looking to gain the support of boating and marine retailers to deliver safety messages so people come home safe from a day out on the water,” says Peter.

    An agency that often sees the impact of what happens on the water is CoastGuard.

    CEO, Callum Gillespie of Coastguard NZ, says having the strategy will help the sector work together to achieve the same goals: “This strategy shows that as a sector we are aligned and working together to reduce harm”.

    “We all want to see the numbers of preventable incidents of injury and death reduced; everyone in the forum wants people on the water to be able to come home safe.”

    The strategy is a practical piece of work that spreads right from national regulatory action through to local council bylaws.

    Pete Thomas, Deputy Harbour Master Northland Regional Council and Forum leadership group member, added that strategy initiatives would shape a consistent approach to council bylaws.

    “Across the motu, there are different bylaws regarding life jacket wearing and this can be confusing for the public. The Forum is committed to encouraging regional councils to strengthen bylaws and make life jacket wearing compulsory, especially for craft under six meters,” says Pete.

    A key component of the new strategy is its work to understand the needs of different communities and water users.

    Dr Ngahuia Mita, Forum Kaihautū (leader) says the strategy will reduce harm by coordinating work to understand where improvements can be made and promoting collaboration.

    “We know Māori and Pacific communities are over represented in fatalities and the Forum needs to work in partnership with these communities to develop effective solutions together.”

    Dr Ngahuia says it is important we have conversations with communities so we know how to ensure safety is at the front of mind.

    The Forum’s Recreational Craft Strategy supports the outcome in the Water Safety NZ Water Sector Safety Strategy and supports Maritime NZ’s strategy. Daniel Gerrard, CEO of Water Safety NZ, has welcomed the development.

    “As a sector it’s essential we’re all travelling in the same direction and working together effectively. We’re talking with similar people and encouraging them to be safe in the water, so it’s paramount that we are joined up and working as one,” says Daniel.

    1 Introduction 

    Ladies and gentlemen. 

    I am delighted to have the opportunity to open this conference today.

    I am sure, we all agree: climate change alters the environment in which central banks operate. 

    According to the NGFS long-term scenarios, unmitigated climate change leads to losses in global GDP of almost 15 % by 2050 – relative to a scenario without climate change. This is a conservative estimate, as it does not yet account for key risks, such as sea level rise and climate tipping points.

    Given the context of this conference, there is no need to give you any further examples about the relevance of climate change. Instead, allow me to briefly recap why and how we as central bankers need to deal with climate change: In doing so, I will focus on some of the most important aspects. 

    2 Physical impacts and climate policies

    Let me turn to the two dimensions of what we call “climate change” for short: the impacts of climate change itself, and the effects of our attempts to mitigate it. 

    Central banks monitor both dimensions because of their relevance for output and prices. This is why I highly appreciate that the impacts of physical risk and transition risk on inflation are at the core of today’s conference. 

    Let’s start with physical risks. 

    In addition to the consequences of gradual shifts in temperature patterns or sea level rise, acute physical risks such as hurricanes, droughts or floods can damage the economy, with impacts lasting beyond the short-term. As the timing, location and magnitude of such shocks are largely unpredictable, central banks are on high alert. 

    In theory, the direction of price developments depends on the balance between supply and demand. Severe weather events could affect either side. Supply-side disruptions tend to cause higher prices whereas a reduction in demand tends to entail lower prices. 

    Without pre-empting the work presented at this conference: As outlined in a recent technical paper by the NGFS1, the emerging empirical work on the linkage between weather shocks and inflation suggests that the upward pressure from the supply side dominates, for instance, for agricultural production.

    One key finding is that food prices tend to rise in the aftermath of a weather shock – associated with negative supply impacts – with some spillovers into overall inflation.2 Moreover, the specific nature of the shock matters, with nonlinear inflationary effects being documented in the case of heatwaves.

    The type of damages can differ as well: while heatwaves tend to impact labour and agricultural productivity, leaving the capital stock unaffected, severe storms tend to impair infrastructure, housing, and the capital stock of an economy.3

    There is also the second dimension – transition risk. Many jurisdictions have committed to decarbonise their economies. This goes hand in hand with substantial structural changes that can also pose risks for price stability. 

    But the picture emerging here is more mixed: the impact of a green transition on inflation depends on its drivers and how it unfolds in the economy. 

    Moreover, short and long-run effects can differ.

    What are these drivers? Let me briefly elaborate. 

    Depending on the policy mix, the pace of technological progress, changes in preferences and the role of international trade relations4 – to mention just a few main aspects – the transition will affect the supply and demand side of the economy in multiple ways. 

    Hence there is no straightforward answer to the question whether inflationary or disinflationary effects will dominate. A higher carbon price, for example, makes carbon intensive products and businesses more expensive. As a result, consumer price inflation may rise in the short-term. 

    Over the medium to long run, however, higher costs of brown products will make it more attractive to shift to greener production processes – and invest in innovative green technologies. 

    Green innovations, efficiency gains and maturing technologies, together with an increasing usage of clean energy, can drive energy costs and prices down over time.5 Therefore, inflationary pressures are likely to remain contained in the medium to long run, especially in the event of an orderly transition with predictable carbon prices.

    Along the way, central banks will have to make sure that inflation expectations remain well-anchored, as maintaining price stability is their core mandate.

    Accelerating the green transition is up to our governments, but price stability and a sound financial system are important facilitators of this process.

    3 Conclusion

    Ladies and gentlemen. 

    Our economies are facing multidimensional, unprecedented structural changes. The green transition is just one aspect. 

    At the current juncture, the approaching threats of climate change are overshadowed by other topics. We are all witnessing the shift in attention to artificial intelligence, tariffs and trade wars, and the rising geopolitical uncertainties.

    The many unknowns associated to these topics make strategic long-term decisions particularly challenging for policymakers, firms and households alike. 

    Yet, climate change is and remains an urgent issue that involves answering complicated questions. The physical principles of climate change have not changed. Climate change will not simply disappear if we try to ignore it.

    But we will get closer to a solution every day – if we tackle these questions courageously and analytically. 

    Events like this conference are important to keep the attention on the problem and to improve our understanding of climate risks.

    BEIJING, May 26 (Xinhua) — A China-Europe international rail freight train departed from Wuhan, central China’s Hubei Province, for Georgia on Saturday, marking the opening of a new trans-Caspian international transport route linking Wuhan with Georgian cities.

    The train is carrying goods worth more than 14.82 million yuan (about $2.06 million), including light mechanical equipment, agricultural machinery and construction materials, China’s Zhongxinshe News Agency reported.

    This train will cross the state border at the Khorgos checkpoint /Xinjiang Uyghur Autonomous Republic, Northwest China/, pass through Kazakhstan, where in the seaport of Aktau the cargo will be transferred to a ferry going across the Caspian Sea, after which it will arrive in the capital of Azerbaijan, Baku, from where it will be delivered by rail to Poti and Tbilisi.

    When transporting goods from Wuhan to Georgia, a multimodal scheme is envisaged: “railway – sea – rail”, while the travel time is approximately 18 days.

    Georgia is a key corridor connecting Europe and Asia. The launch of this route will facilitate the development of trade and economic ties between China’s Hubei Province and Georgia, Turkey, and other neighboring countries.

    Currently, there are 58 cross-border routes in the China-Europe international railway freight transportation, linking Wuhan with 120 cities in 40 countries on the Eurasian continent. Thus, an international intermodal transport network has been formed covering Europe, Central Asia and ASEAN countries, as well as Japan and the Republic of Korea. -0-

    SHANGHAI, May 26 (Xinhua) — A container truck carrying three used new-energy vehicles left Shanghai for Minsk on Friday, the first export cargo transported from Shanghai under the TIR (Travel International Road) system, Shanghai Customs said Monday.

    After the dispatch of a container truck to the capital of Belarus, services for transporting both import and export cargo within the TIR system to and from the eastern Chinese metropolis became available.

    On March 6, 2024, the first TIR shipment of imported goods to Shanghai was carried out. To date, a total of 1.114 million yuan worth of goods have been shipped under TIR under the supervision of local customs.

    TIR is a global system for simplifying customs procedures in the field of international cross-border freight transport, based on UN conventions. It helps improve the efficiency of customs clearance and contributes to the simplification and security of multilateral trade and international transport by simplifying customs clearance procedures. -0-

  • MIL-OSI Asia-Pac: Tuen Ng visitor arrivals discussed

    Chief Secretary Chan Kwok-ki today chaired a meeting of the interdepartmental working group to co-ordinate the preparatory work for welcoming visitors to Hong Kong during the Mainland’s Tuen Ng Festival long weekend.

    The Immigration Department estimates that around 3.2 million passengers, including Hong Kong residents and visitors, will pass through Hong Kong’s sea, land and air control points from May 31 to June 2, among which 2.73 million are expected to pass through land control points.

    The peak period of outbound and inbound passengers using land boundary control points (BCPs) will be May 31 and June 1, with around 570,000 and 540,000 passengers expected respectively.

    Passengers are advised to plan in advance, avoid making journeys during busy periods and keep track of radio and TV broadcasts on traffic conditions at various control points. The busy times at BCPs are available on the department’s website.

    Residents and passengers may also check the estimated waiting times at each land BCP via the Immigration mobile app.

    In terms of Mainland inbound visitors, around 380,000 passengers are expected to visit Hong Kong via sea, land and air control points during the three-day Tuen Ng Festival long weekend. The daily average visitor arrivals will increase by 16% year-on-year.

    Special arrangements have been formulated at major tourist spots to cope with the increase of people flow.

    The Transport Department will enhance transportation services connecting various BCPs, including increasing the frequency of the Hong Kong-Zhuhai-Macao Bridge shuttle bus (Gold Bus) and the Lok Ma Chau-Huanggang cross-boundary shuttle bus (Yellow Bus), and issue additional cross-boundary coach quotas to enhance services.

    Regarding local transport services, the department has approached public transport operators to enhance their capacity, and reserve vehicles and manpower to meet the travel needs of visitors.

    Among them, the MTR will enhance train services of the East Rail Line between Admiralty and Lo Wu/Lok Ma Chau at different times from May 31 to June 2 for the convenience of residents and visitors.

    Meanwhile, the Tourism Board will launch a dedicated webpage to provide useful information including the operating arrangements of major tourist attractions in Hong Kong.

    Mr Chan said on the instruction of the Chief Executive, the working group has consolidated the experience gained from receiving Mainland visitors during the Labour Day Golden Week in early May, and the Government will closely liaise with relevant organisations and the travel trade to enhance various aspects in receiving visitors and offering a high-quality experience.

  • MIL-OSI New Zealand: Captain’s decision to deviate from planned passage put vessel and crew in danger

    The dangers of large ships deviating from a passage plan when in extreme weather has been highlighted in the sentencing of a Captain at the Wellington District Court this week.

    Yongyu Li was the Captain of the ship Spinnaker SW. He pleaded guilty in May to one charge of operating a ship in a manner causing unnecessary danger or risk when he altered course without further assessment and navigated the large ship dangerously close to Portland Island while underway to Tauranga to load cargo.  The charge was filed by Maritime NZ.

    Prior to its departure on 14 February 2023, the vessel was anchored off the Mahia Peninsula to shelter from the impact of Cyclone Gabrielle. 

    Maritime NZ Investigations Manager John Maxwell says the 175 metre vessel was en route to Tauranga as the east coast was being hit by the cyclone. The country was in a national state of emergency while the vessel was under way. 

    “Due to the heavy conditions at sea, the Captain decided to change the route without further assessment, navigating the vessel close to Portland Island.

    “This was an incredibly risky decision. Navigating a large bulk carrier close to the island meant there was a risk it would get into dangerously shallow waters, removing the safety net of deeper water should something have gone wrong with the vessel, such as a loss of power.

    “The decision of Captain Li to alter course without further assessment of whether the route was safe put the crew, vessel, and the environment at risk.

    If something went wrong, the conditions would have hampered a potential response as well,” John Maxwell says.

    The original passage plan for the vessel was for it to go around Portland Island at a safe distance.  This allowed for the significant swells and heavy weather anticipated by the crew.

    After its departure from anchor, the vessel was recorded as encountering six to seven metre swells. The heavy weather caused the ship to roll, and the captain made the decision to navigate the ship closer to the Mahia Peninsula and Portland Island.

    “This change in route took the vessel close to shallow water, passing two spots with depths of 9.4 and 10m.

    “This is very shallow for a bulk carrier of this size, and would have only left it with a couple of metres of clearance between the vessel and a potential grounding” John Maxwell says.

    Captain Li’s decision to deviate from the agreed safe passage plan and undertake the above route, coupled with the heavy weather, was in the circumstances reckless and risked danger to the vessel, the crew on board, and the surrounding environment.

  • MIL-OSI New Zealand: Miraculous rescue in the Pacific highlights regional search and rescue collaboration

    Maritime NZ’s Rescue Coordination Centre (RCCNZ) played a key role in ensuring two Tuvaluan fishermen were able to get home safely after becoming lost earlier this month. The two men were rescued following a collaborative coordinated effort by agencies from across the Pacific.

    The fishermen, who were on-board a 5.8 metre aluminium vessel, went missing on Saturday 1 July. They did not take any emergency location equipment out with them. Due to the inability to be able to get a read on where they may have drifted, there was a significant search area.

    After three days adrift, and multiple searchers working from the sea and air, the MV Nivaga III, a local vessel, found the pair at 9 PM on Tuesday 4 July.

    The Fijian Rescue Coordination Centre asked RCCNZ’s assistance with the search after the pair had been missing for two days.

    Justin Allan, General Manager RCCNZ and Safety Systems says this rescue wasn’t just finding a needle in a haystack. The coordinating agencies had to start with finding the haystack first.

    “The identified search area was approximately 5500 nautical miles. For a comparison, Lake Taupo has a perimeter of 104 nautical miles,” he says.
    This successful rescue was based on regional cooperation between the Fijian Rescue Coordination Centre, Tuvalu search and rescue coordinators and response assets, and RCCNZ. The New Zealand Defence Force also sent its new P8A to assist with the search.

    Recently RCCNZ has been undertaking work to support the development of their Fijian counterparts’ search and rescue capability. This involved a two-week training course, with a focus on coordination search efforts, assessing search areas and tasking assets such as vessels of opportunity and aircraft.

    “The vessel was eventually found right in the middle of the search area, which highlighted the planning and coordination capability of the Fijian MRCC,” Justin Allan says.

    The RCCNZ also wants to acknowledge the support of the NZDF who carried out the first operational deployment of the P8A Poseidon in support of this search.

    “It is reassuring knowing NZDF has an asset like the P8A that we can quickly call upon to assist with searches such as this,” Justin Allan says.

    The Transport Accident Investigation Commission (TAIC) today released its preliminary report into the capsize of charter fishing vessel, i-Catcher, off Kaikōura on 10 September 2022. Five of the 11 people on board lost their lives.

    Maritime NZ Deputy Chief Executive Regulatory Operations, Deb Despard, says this was a tragic incident.

    “I want to offer my sincere condolences to the families of those who lost their lives in this incident, as well as to everyone else who has been affected,” she says.

    In its recommendations TAIC raised issues about how vessels’ fuel systems are inspected by maritime surveyors, particularly the parts of the system that cannot be seen and easily accessed because they are under decks or behind bulkheads.

    Maritime NZ is acting on TAIC’s recommendation and is engaging with surveyors who inspect vessels, owners and operators who run them and maritime industry organisations so they are all aware of this important issue when conducting surveys and carrying out maintenance.

    “We are working on guidance for the industry to remind them about some of the considerations raised.

    “We are treating this as a priority and will communicate it to the industry as quickly as possible,” Ms Despard says.

    Maritime NZ’s investigation into the incident is continuing. Any enforcement action must be taken no more than a year after the incident.

    In fairness to everyone involved, and to protect the integrity of the investigation, Maritime NZ cannot make any further comment about the incident until the investigation is concluded.

    A Maritime NZ detention notice is in place against a log carrying vessel, currently anchored off Tauranga.

    On Monday 24 July, the Panamanian flagged Achilles Bulker was departing Tauranga, bound for China when it encountered steering problems. It was subsequently determined that the rudder had disconnected from the ship during the outbound pilotage.

    The vessel remains anchored off Mount Maunganui, and the rudder was recovered by divers last week and brought to shore.

    The detention notice means the vessel is prohibited from leaving Tauranga until the certain conditions have been satisfied.

    Due to the rudder failure, the Achilles Bulker will need to be towed to a dry dock for repairs.

    The owners of the vessel are responsible for managing the towage process.

    Maritime NZ is working closely with the Bay of Plenty Regional Council and the Port of Tauranga on the arrangements to bring the vessel back into Tauranga to remove the cargo of logs before it can be towed.

    Maritime NZ has started an investigation into the rudder failure.

  • MIL-OSI Global: Promoting social inclusion through pet companionship

    The benefits of pet companionship have been widely researched and celebrated.

    Pets can improve our mood and immune system. They can also encourage staying active and fit, offer emotional comfort and companionship, and foster social connections. Pets can even increase life expectancy.

    Unfortunately, pet companionship is not always easily accessible to everyone. Several groups face hurdles when it comes to sharing time or living with a pet. Some of the hurdles that people can face when accessing pets include the lack of pet-friendly housing and financial resources to afford pet food and veterinary care.

    There can also be more concrete barriers to pet companionship, such as no-pet clauses in rental agreements or no-pet policies in retirement homes.

    As we strive for social equality, it is essential to address hurdles that prevent some people from experiencing the known benefits of spending time or living with a pet.

    Challenges and misconceptions

    Several factors can make pet companionship less accessible. Some of these factors include lack of appropriate housing and lack of financial resources for pet food and pet-related veterinary services. A Canadian survey found that new immigrants and young people aged 18 to 34 years are the groups most affected by these factors and, often, elderly people experience housing-related and financial challenges.

    For pet guardians, the inability to pay for grooming services, food or health-care services can create feelings of distress and, for their pets, this can lead to a reduced quality of life. In this case, we see that the well-being of both pet guardians and their beloved pets can be compromised.

    Moreover, some studies link higher income to an increased likelihood of living with companion animals. When it comes to economic factors, it is concerning that some believe certain groups of people should not be pet guardians. The Michelson Found Animals Foundation highlights several misconceptions about living with companion animals, which are often associated with financial hardships.

    For example, some people believe that people who live in apartments, rather than homes with backyards and green space, should only have small dogs as pets. However, this belief ignores a dog’s energy level as some small dogs are highly energetic while some big dogs are less energetic. This belief also does not consider the guardian’s ability to provide mental and physical stimulation for their dog.

    Still other people believe that if someone cannot afford the costs associated with caring for a pet, they should not have a one. This belief only reinforces social inequalities and reflects a deeper form of discrimination.

    Financial problems and housing restrictions may force people to give up their pets, and this is an emotionally difficult decision. Research by Christine Yvette Tardif-Williams, one of the authors of this story, with childhood and youth researcher Rebecca Raby and graduate students at Brock University shows how homeless children often navigate feelings of emotional intimacy towards their pets alongside feelings of loss and grief. In this research, homeless children shared stories about missing or losing companion animals either through separation or death.

    Research also shows that most people experiencing homelessness are responsible pet guardians, and that their pets are often very healthy and that they too benefit from human companionship — it’s a mutually beneficial, two-way emotional connection.

    A more equitable future in pet companionship

    Pet companionship and systemic inequalities are interconnected. For instance, many socioeconomically disadvantaged and marginalized families and communities — including, but not limited to, racialized, Indigenous, homeless, immigrant and refugee families and their children — face barriers to pet companionship.

    We need targeted strategies and policies to reduce the barriers faced by these families and communities. It is important to create more opportunities for people and pets to live together. This can help us to address social inequality in pet companionship among diverse groups.

    Some studies highlight the need for increasing access to free or low-cost veterinary care. Making shelters and housing more pet-friendly is also essential. Promoting campaigns to reduce misconceptions about pet companionship among diverse groups of people is another key strategy.

    One example of a program that helps make pet companionship more accessible is Community Veterinary Outreach (CVO).This is a registered charity located across different provinces in Canada. They provide health care for people and preventive care for pets. They also run education programs covering topics such as animal behaviour, nutrition, and dental care. Together, these services help to support vulnerable populations living with pets.

    Another example is the PetCard program, a Canadian financing program that offers flexible options for people to split the payment of veterinary-related services.

    However, we need more consistent collaborative work that begins by raising awareness about the importance of pet companionship for diverse groups of people. Expanding this discussion can help us design fairer policies about pet companionship, foster social justice and bring communities together.

    Overlooking the relevance of this discussion can reinforce discriminatory views around pet companionship.

    Supporting pet companionship

    It is problematic when access to pet companionship is restricted due to a family’s economic status or housing opportunities, since it means they’re less likely to experience the well-being benefits of pet companionship. In this way, pet-related benefits are limited to a select and privileged group.

    We can help people and animals build meaningful bonds by promoting equitable access to companionship. The needs of pets must also be prioritized in any effort to increase access to pet companionship. This means making sure pets’ physical and emotional needs are met and that they also benefit from the human-pet bond. Pets’ well-being and rights should always come first when making pet companionship more accessible.

    To create a fair approach to supporting pet companionship among diverse populations, we need to balance human and pet needs and ensure the well-being of both humans and their pets.

  • MIL-OSI New Zealand: Shiling to undertake harbour trials

    The Singaporean-flagged cargo vessel the Shiling will this afternoon undertake harbour trials as planning continues for its departure from Wellington.

    The vessel lost power twice in New Zealand, over the last three months; initially in mid-April, and then after its subsequent departure on 12 May. On 23 May it was towed back to Wellington under the control of an ocean-going tug, the Skandi Emerald .

    After the Shiling returned to Wellington, Maritime NZ issued a detention notice against the vessel, which included stringent conditions it has to meet prior to departure.

    Maritime NZ’s Deputy Chief Executive, Regulatory Operations Deb Despard, says the organisation’s focus has been on ensuring all steps are made so vessel can safely leave New Zealand waters.

    “This has been an ongoing process involving us [Maritime NZ], the vessel, its owners and their agents, insurers, the Maritime and Port Authority of Singapore, Shiling’s classification society, the Wellington Harbourmaster, CentrePort and related organisations such as towage providers.

    “Everyone has worked with the aim to get the Shiling safely back to Singapore,” she says.

    The owner of the Shiling continues to be responsible for the management of the issues with the vessel, as well as meeting the conditions imposed by Maritime NZ, the Marine and Port Authority of Singapore and the vessel’s classification society.

    Work to understand and remedy the vessel’s issues has been ongoing for more than a month. It has included the vessel’s owner bringing in experts from overseas, including engineers from the manufacturer of the engine, and working with its classification society to ensure the necessary work is carried out effectively and safely.

    “Today is a significant step in getting the vessel ready to depart New Zealand waters. The harbour trial is the first of two, the second being a more rigorous test outside the harbour.

    “As outlined in the conditions imposed; the vessel’s sea trials, and a portion of its journey out of Wellington, will see the Shiling accompanied by a suitable escort vessel which is capable of emergency towage.

    “We do not want to see a repeat of what we saw in April and May with this vessel, that is why we put a significant number of stringent conditions in place,” Deb Despard says.

    Maritime NZ will be closely monitoring the trials and its departure out of New Zealand.

    Dates for the sea trial and the vessel’s departure for Singapore are yet to be confirmed, and will be determined by feedback from the trials, conversations with other relevant parties and the weather.

    With the surge in tariffs imposed by and on the US, the medical device industry is likely to be impacted in several areas. Cost, supply chain, and market competitiveness will be altered if companies cannot afford to offset tariff costs. In response to medical device companies, healthcare facilities may stock up on medical devices to prepare for increased pricing if they have the budget, says GlobalData, a leading data and analytics company.

    According to GlobalData’s US Healthcare Facility Invoicing Database, across 56 tracked medical device markets, the top 20 facilities by March 2025 have spent an average of 6.7% more in April. This increase doesn’t appear to be attributed to specific markets – across most covered markets, some facilities increased their spend in April, while others decreased spend.

    Amy Paterson, Medical Analyst at GlobalData, comments: “Necessary procedures such as aspiration thrombectomy will need to continue being done, whereas elective procedures such as hip reconstruction can be delayed. If prices of devices are driven up by tariffs, hospitals will either face shrinking profits margins or increase the cost to patients, and patients might not be able to afford the increased procedure costs.”

    Paterson continues: “The top facilities have already spent more on hip reconstruction devices, with an 18% jump in the average amount spent by facilities from this March to April, compared to a -3% decline last March to April. Similarly, the top facilities are spending more on knee reconstruction devices. From March to April this year, we have seen a 9% increase in the average spend, compared to a 13% dip from March to April last year.”

    Looking at aspiration thrombectomy, from March to April 2024, there was a decline of 30% in purchasing. Consistently, the March to April period this year also saw a decline of 30%. This suggests that the top facilities have not been stocking up on aspiration thrombectomy devices despite tariffs.

    Paterson concludes: “GlobalData expects a continued steady purchasing of devices for necessary procedures, while purchases of devices for elective procedures like hip and knee reconstruction may slow if facilities have already purchased supply in advance. If tariffs continue, manufacturing sites could move into the US to avoid tariffs for both consumers and manufacturers.”

    Digital wallet adoption is accelerating rapidly in Australia, with transaction values projected to grow by 20.8% in 2025 to reach AUD201.3 billion ($132.9 billion). This surge is fueled by the shift towards cashless payments, rising smartphone usage, and broader acceptance of NFC and QR-based solutions—highlighting the growing role of digital wallets in Australia’s evolving financial ecosystem, forecasts GlobalData, a leading data and analytics company.

    An analysis of GlobalData’s Payment Instrument Analytics reveals that the digital wallet payment value in Australia registered a growth of 32.2% from AUD126 billion ($83.2 billion) in 2023 to reach AUD166.6 billion ($110 billion) in 2024.

    Shivani Gupta, Lead Banking and Payments Analyst at GlobalData, comments: “Like many markets in Asia-Pacific, digital wallet adoption is on the rise in Australia, supported by rising consumer preference for mobile payments, and proliferation of digital wallet brands such as Google Pay, Apple Pay, and Samsung Pay.

    “Furthermore, increasing usage of QR code-based payment solutions in addition to NFC payments is also expected to support this growth. Although Australia lags its peers such as China and India in terms of digital wallet payments market size, it is still ahead of some of the other developed countries, including Singapore and Hong Kong in the region.”

    According to the Reserve Bank of Australia (RBA), digital wallets are gaining traction, with 39% of debit card and 33% of credit card transactions conducted using digital wallets as of October 2024. In addition, almost 46% of debit cards and 40% of credit and charge cards were enrolled in digital wallets during the same period.

    With the use of digital wallets increasing rapidly in the country, RBA is in the process of amending its Payment Systems Regulation Act 1998 to encompass digital payment services such as Apple Pay and Google Pay and provide the necessary customer protections.

    The availability of international brands such as Apple Pay and Google Pay in Australia has raised consumer awareness of mobile payment technologies and encouraged their uptake.

    According to GlobalData’s 2024 Financial Services Consumer Survey* Apple Pay is the most preferred mobile payment brand followed by Google Pay, PayPal and Samsung Pay.

    To further promote the use of digital wallets in the country and enhance the cost-effectiveness of digital wallet acceptance for merchants, Google Wallet began supporting dual network debit cards in March 2025. The cards allow payments to be processed via either Australia’s domestic debit network “eftpos” or international networks, enabling merchants to save on transaction fees. This feature will empower consumers to select between different networks such as eftpos, Visa, and Mastercard, providing them and merchants with more options and control over their payments.

    In addition to NFC-based mobile brands such as Apple Pay and Google Pay, QR code-based payments are also expected to gain prominence in Australia, the adoption of which is high in its many Asian counterparts such as India and China. To drive this, in May 2022, eftpos  launched a QR code payment system “eQR.” This solution enables consumers to complete transactions by scanning QR codes at participating merchant stores using the eftpos-owned Beem wallet. Even international player like PayPal enables QR code payments in Australia.

    Gupta concludes: “With the widespread adoption of smartphones in everyday life, and the increasing consumer acceptance of mobile payments, GlobalData forecasts continued growth in this space. Subsequently, digital wallet transaction value is expected to register a compound annual growth rate (CAGR) of 13.7% between 2025 to 2029 to reach AUD336.1 billion ($221.9 billion) in 2029.”

    The Shiling will remain at anchor at Tasman Bay until at least the start of next week.

    It has been anchored at Tasman Bay since 13 May. The Skandi Emerald (an ocean going tug)has been supporting, and will tow the Shiling to Wellington once the voyage and towage plans have been signed off, the weather conditions are judged safe for the tow and CentrePort has space for the vessel.

    Maritime NZ needs to sign off the plans before the two vessels can depart Tasman Bay.

    Incident Controller David Billington says the Skandi Emerald and the Shiling have been working together with a towage expert to prepare for the transportation of the vessel from Tasman Bay to Wellington.

    “Moving this vessel safely is a top priority,” he says.

    The towing of the Shiling by the Skandi Emerald is expected to take about 20 hours, and from its current location at Tasman Bay to Wellington is between 100 and 120 nautical miles depending on the route taken.

    “This means conditions for Tasman Bay, the Cook Strait and Wellington need to be taken into account when planning the voyage.

    “Timings around the tow and arrival into Wellington are still to be confirmed. However, an opportunity has been identified for the tow to be undertaken early next week.

    Maritime NZ is working closely with the Wellington Harbourmaster and CentrePort as they plan for the Shiling’s journey to and arrival in Wellington.

    Planning around the timing and the voyage for the tow of the stricken Shiling to Wellington is ongoing.

    The vessel lost power and steering on Friday 12 May, and has been anchored at Tasman Bay since Saturday 13 May.

    An ocean going tug, the Skandi Emerald towed it from where it initially lost power (22 nautical miles North North-West of Farewell Spit), to its current anchorage point.

    Once a passage and towing plan has been confirmed, the Skandi Emerald will tow the Shiling to Wellington, timings around the departure and arrival at Wellington’s CentrePort are weather dependent.

    These plans are developed by the Shiling and Skandi Emerald . Maritime NZ has oversight.

    Incident Controller David Billington says Maritime NZ’s priority is ensuring the towage of the vessel from Tasman Bay to Wellington is undertaken as safely as possible.

    A crew change for the Skandi Emerald will occur today (17 May), while supplies will be transported to the Shiling as well.

    This change over requires the Skandi Emerald to come closer to shore to enable the crew swap.

    “A towage expert will also be boarding the Shiling later this afternoon (17 May) to support the connection between the two vessels, the tow plan and the voyage to Wellington.

    “They will be taken to the vessel by the Skandi Emerald ,” David Billington says.

    They went to learn about the use of artificial intelligence (AI) by relevant local organisations to assist in handling government administrative work.

    The officials first visited the Government Services & Data Management Bureau of the Shenzhen Municipality in Futian District to learn about the introduction and application of “AI digital employees”.

    They also stopped by the Shenzhen Government Service Center to learn about the hotline 12345 and its technological application, then toured the Shenzhen Intermediate People’s Court and an innovation and technology company to learn how the AI-Enhanced Adjudication Assisting System is used and how AI assists in enhancing legal services respectively.

    Mrs Yeung said that with the assistance of the DPO, the CSB endeavours to drive the adoption of management measures and digitalisation among bureaus and departments to reprioritise and reorganise their work, capitalise on technological solutions and streamline work processes, thereby not only enhancing work efficiency and providing convenience to the public but also optimising the use of civil service manpower resources.

    The departments are actively promoting e-government services and AI, and many of them have successfully developed their own AI systems for data processing, statistics, traffic management and environmental detection, and more. They also use big data to analyse weather data, and the kiosks for self-service applications have been well received by the public.

    HKPilot, a large language model version of a generative AI document processing copilot application self-developed by the Hong Kong Generative AI Research & Development Center (HKGAI) established under the InnoHK research clusters, is currently being piloted within the Government. It helps reduce the manpower required for handling general document processing tasks in the longer term.

    The HKGAI will also develop a number of applications for different areas of public affairs, such as the legal-related “LexiHK”, to further integrate the application of generative AI into government affairs.

  • MIL-OSI NGOs: Dedicated health professionals improve care for people on Kiribati

    Life in Kiribati, an island nation in the central Pacific Ocean, is influenced by its remote location, high disease burden and the worsening impacts of climate change. The country’s healthcare system is under immense strain. With health workforce shortages, Kiribati relies on skilled and dedicated members of the community to provide care on the outer islands.

    In the heart of Abaiang island, a northern atoll of Kiribati, Batiua (pronounced Besiwa) has been the sole medical assistant for six years, serving a community of 6,000 people with limited resources. Medical assistants are nurses with additional training in medical conditions and treatment pathways who can treat patients with the support of trained physicians.

    Alongside doctors from Médecins Sans Frontières (MSF), Batiua provides essential healthcare, helping to tackle issues like malnutrition, infectious diseases, and pregnancy complications.

    Today, patients greet Batiua when they walk into the clinic, a small single-storey cement structure surrounded by coconut trees. Here at the primary healthcare centre, she examines the first patient of the day and translates the patient’s I-Kiribati language to English for the MSF doctor. Batiua is the main focal point for all the patients, while the doctor supports in the diagnosis and treatment plan and provides guidance in patient care.

    Nurses and medical assistants employed by the Ministry of Health and Medical Services provide valuable community-level care within Kiribati’s healthcare system. They play a vital role in their villages, where there are not enough staff and a high disease burden.

    MSF’s medical professionals have been supporting Ministry of Health and Medical Services nurses in Abaiang since 2024.

    “We focus our energies here as there is a high incidence of referrals for maternal care from outer islands to Tungaru Central hospital on the main island of Tarawa. We identified the need to support the medical assistants and nurses by implementing the community-based model of care,” says MSF medical coordinator Kiera Sargeant. This means women will be able to receive care closer to home.

    In 2024, MSF screened 888 women for non-communicable diseases in Abaiang. A quarter of the women had diabetes, with almost 20 per cent having hypertensive disorders in pregnancy. More than 60 per cent showed signs of obesity.

    Among the 514 children screened nine per cent had had recent diarrhoea, emphasising the ongoing challenges related to water and sanitation.

    Kiribati’s high burden of disease

    Of the five patients waiting their turn for Batiua, three are pregnant women and two are children accompanied by their mothers.

    When it is 10-month-old Gianna’s turn to be examined, Rutii, her mother, crouches beside her.

    “Our doctor says her chest sounds better than yesterday, an improvement from when she arrived the day before,” says Batiua.

    Rutii nods and smiles. “My baby, Gianna had high fever; she had difficulty to breathe. And she wasn’t eating well,” recalls Rutii. “The MSF doctor and the medical assistant asked me to admit the baby immediately. I was very worried. Now she is much better. She has started to eat.”

    The impact of climate change makes children and adults more susceptible to non-communicable and communicable diseases.

    Disruptions in food systems exacerbate malnutrition risks, which can lead to overweight and obesity, increasing the risk of non-communicable disease, including pregnancy-induced hypertension and gestational diabetes. This is in part due to over-reliance on hyper-processed foods and lack of arable land due to erosion, and high salinity of soil and water.

    More than 15 per cent of children in Kiribati under five years of age are stunted, 3.5 per cent of children under five years of age are affected by wasting, and 90 per cent of children live in food poverty, meaning they have limited access to a diverse and nutritious diet.

    Malnutrition makes children more susceptible to infectious diseases and other illnesses. “Children are affected more as it directly impacts the growth,” says Batiua.

    Growing preference for imported, processed food, and reduced ability to grow food locally are some of the contributors to malnutrition and many non-communicable diseases in Kiribati. Extreme weather conditions and rising sea levels threaten agricultural production and livelihoods.

    The climate crisis is a health crisis

    Most patients at the clinics on the outer island of Abaiang are women.

    While Kiribati has some of the highest burdens of disease in the Pacific region, it has one of the lowest rates of access to primary healthcare, increasing the vulnerability of pregnant women and children. MSF is helping women have safer pregnancies by working with local health workers to help diagnose and treat diabetes and hypertension in pregnant women.

    Any cases, including high-risk pregnancies, that are not treatable at the clinic are referred to the Tungaru Central hospital in the capital, Tarawa, via a two- to four-hour boat trip or a flight which leaves once or twice a week.

    The local staff of Médecins Sans Frontières Kiribati waits for water testing equipment to be unloaded as the airplane lands in the outer island of Abaiang. Abaiang is an atoll just north of Tarawa, the main island of Kiribati, with around 6,000 inhabitants. Teirio, the main island of Abaiang, is about 30 km long. There is no running water, no electricity, no restaurants; and the airfield is a gravel strip in the forest. There are 18 villages in Abaiang, 16 of which are on Teiro.

    “Transporting a critical patient is always a challenge,” says Diana, the nurse at Takarano clinic on the north of the island. A single nurse or medical assistant is responsible for each clinic.

    “It’s a big relief to the island when we have MSF’s doctor Joseph, as he has more medical knowledge,” says Batiua with a smile.

    For the people of Kiribati, the climate crisis is a daily health threat. Rising sea levels contaminate freshwater, increasing diarrhoeal diseases, while extreme weather disrupts food supply, worsening malnutrition. Warmer temperatures fuel mosquito-borne illnesses like dengue, and heat stress impacts those with heart disease and diabetes, as well as pregnant women. These challenges, combined with limited healthcare access, create a worsening cycle of poor health.

    Improving access to clean water

    Accessing clean, safe water is a daily challenge for people in Kiribati. Shallow groundwater, which is contaminated with seawater, rubbish and other waste, is the main drinking water. The limited access to potable water supply at the clinic poses a significant challenge, affecting both patient care and clinic sanitation. With no running water on the island, the health clinics rely on rainwater or water carried from nearby homes.

    The Ministry of Health and Medical Services is making efforts to secure a water supply. MSF has also been working with the ministry to test the quality of water in the groundwater table on the island and looking at how this correlates with health conditions such as hypertension or diarrhoea in pregnancy.

    “We’re also working on geo-mapping the various water wells so the community has more information about the water quality in each well and can make healthier choices about where they get their water,” says Kiera.

    The primary sources of freshwater are underground freshwater lenses and rainwater harvesting. Groundwater wells can be salty or contaminated by bacteria.

    Remote island logistics

    Kiribati faces unique geographical challenges that impact nearly every aspect of daily life, including healthcare, transportation and waste management. Spread across 33 atolls and reef islands, the country’s vast distances and limited infrastructure make it difficult to transport essential medical supplies, access specialised healthcare, and manage waste effectively. Many outer islands rely on infrequent boat or air transport for critical supplies, and delays can lead to medicine shortages and limited healthcare access. Meanwhile, the lack of proper waste disposal infrastructure poses environmental and health risks, with medical waste often accumulating in unsafe conditions.

    The remote location, high disease burden and worsening effects of climate change continue to place immense strain on Kiribati’s healthcare system. With a growing population facing increasing health challenges—including malnutrition, non-communicable diseases, and limited access to clean water—the need for sustained medical support is critical.

    MSF’s partnership with the Ministry of Health and Medical Services aims to provide medical care to people, strengthen pharmacy management and improve sanitation efforts. Working in collaboration with medical professionals at all levels, tertiary to grassroots, has been one of the key pillars of the collaboration. Nurses and medical assistants like Batiua find joy in helping people.

    “My mission in life is to eradicate malnutrition in Abaiang, especially among children under five,” she says.

    Palestinians in Gaza are enduring what may be the cruelest phase of this cruel conflict. 

    For nearly 80 days, Israel blocked the entry of life-saving international aid. 

    As the world’s leading hunger assessment found, the entire population of Gaza is facing the risk of famine.

    Families are being starved and denied the very basics.

    All with the world watching in real time.

    Israel has clear obligations under international humanitarian law.

    It must treat civilians humanely, with respect for their inherent dignity. 

    It must not forcibly transport, deport or displace the civilian population of an occupied territory. 

    And as the occupying power, it must agree to allow and facilitate the aid that is needed.

    Finally, a trickle of aid has crossed over. 

    In recent days, almost 400 trucks were cleared for entry to Gaza through the Kerem Shalom crossing.

    But supplies from only 115 trucks have been able to be collected. 

    And nothing has reached the besieged north.

    We are working around the clock to get whatever aid we can to people in need. 

    And we managed to distribute some wheat flour, baby food, nutrition supplements and medicines. 

    At long last, a few bakeries in south and central Gaza are operating.

    But let us not forget that we are operating in the middle of a military operation.

    In any case, all the aid authorized until now amounts to a teaspoon of aid when a flood of assistance is required.

    The needs are massive –and the obstacles are staggering.

    Strict quotas are being imposed on the goods we distribute – along with unnecessary delay procedures.

    Other essentials – including fuel, shelter, cooking gas, and water purification supplies – are prohibited.

    We continue to request for safety and security mitigation measures to be in place for our convoys.

    Our staff life is at risk if we continue to be prevented from distributing food parcels and wheat flower directly to people in desperate need. 

    Without those, and in the absence of the rule of law and a desperate population after months of blockade, and totally insufficient supply entering, the risk of security incidents and looting remains high.  

    Meanwhile, the Israeli military offensive is intensifying with atrocious levels of death and destruction. 

    Today, 80 per cent of Gaza has been either designated an Israeli-militarized zone or an area where people have been ordered to leave. 

    In other words, four-fifths of the territory of Gaza is a no-go zone for the people of Gaza.

    And so, beyond questions about the particular number of trucks at any particular moment, it is important to stay fixed on the big picture.

    And the big picture is that without rapid, reliable, safe and sustained aid access, more people will die – and the long-term consequences on the entire population will be profound.

    The United Nations has been clear:

    We will not take part in any scheme that fails to respect international law and the humanitarian principles of humanity, impartiality, independence and neutrality.

    And we have been equally clear about what is needed.

    A permanent ceasefire.  The immediate and unconditional release of all hostages.  And full humanitarian access. 

    The United Nations and our partners have a detailed, principled, operationally-sound 5-stage plan – supported by Member States – to get aid to a desperate population.

    A mechanism to:

    • Ensure the delivery of aid to Gaza;
    • Inspect and scan aid at crossing points;
    • Transport aid from crossing points to humanitarian facilities;
    • Prepare aid for onward distribution;
    • And transport aid to people in need.

    We have the personnel, the distribution networks, the systems and community relationships in place to act.

    The supplies – 160,000 pallets, enough to fill nearly 9,000 trucks – are waiting. 

    This is my appeal for life-saving aid for the long-suffering people of Gaza:

    Let’s do it right.  And let’s do it right away.
