  • MIL-Evening Report: Disheveled, dehydrated delirium: new Aussie film The Surfer, staring Nicolas Cage, is an absolute blast

Source: The Conversation (Au and NZ) – By Grace Russell, Lecturer, School of Media, Film and Journalism, Monash University

    Madman Entertainment

Nicolas Cage has made a career from his highly entertaining scenery chewing. He follows a performance style he calls “Nouveau Shamanic” – an exaggerated form of method acting where he acts according to the character’s impulses. This allows for the wild, unpredictable outbursts his characters are known for.

Cage films are also usually about masculinity: its worst excesses, the parameters restricting it, and what ennobling versions of it might look like.

The Surfer, a new Australian feature film from Irish director Lorcan Finnegan, leans right into masculinity as a theme.

Our unnamed protagonist (Cage) is returning to his former Australian home from the United States. He is newly divorced, and trying to buy a beachside property to win back his family.

He takes his teenage son (Finn Little) for a surf near the property, but they are run off by an unfriendly pack of locals.

Returning alone to the beachside car park to make some calls, he is besieged there over the next several days by the same gang. They are led by a terrifying middle-aged Andrew Tate-esque influencer, Scally (Julian McMahon), who runs the beach like a combination of a frat bro party and wellness retreat.

The protagonist’s fast descent into disheveled, dehydrated delirium as the group’s hazing escalates, fuels much of the first two acts.

    Fish out of water

It is impossible to think of an actor other than Cage who could make a character like this so enjoyable to watch.

From the first moments, he seems pathetic: giving his uninterested teenage son metaphorical speeches about surfing, losing arguments on the phone with his broker and real estate agent, reeking of pomposity and desperation.

The sense of a man out of his depth is compounded by his Americanness contrasting with the particular brand of Australian masculinity the locals display. Both types are brash and entitled, but with entirely different ways of expressing it.

This is a man out of his depth.
    Madman Entertainment

Cage’s distinctively American confidence has no resistance to the terrifying switches of Australian masculinity from friendly to teasing to violent.

“Don’t live here, don’t surf here,” they hiss at him on first meeting, forcing him to retreat, cowed, to the car park, where he remains for most of the rest of the film.

    The wide-open and the claustrophobic

What a stroke of genius it is to use this single location.

Filmed in Yallingup, Western Australia, The Surfer beautifully captures the natural surroundings, stunning views and shimmering heat of Australian coastal summer.

At the same time, a confined, interstitial semi-urban feature like a beachside car park feels so bleak and uninviting. The only amenities are an overpriced coffee cart, ancient payphone and a dingy toilet block.

The beachside car park feels so bleak and uninviting.
    Madman Entertainment

As a film setting, it is both a spectacular wide-open vista and stiflingly claustrophobic – a perfect mechanism for The Surfer’s psychological horror.

It must have been attractive in getting the script funded as well. With such an affordable location, more of the budget would have been freed up for a big name like Cage.

    A modern Wake in Fright

With its oppressive setting, overexposed orange and yellow light and grade, and a sweaty spiral into madness, The Surfer invites comparisons to Wake in Fright, Ted Kotcheff’s 1971 brutal depiction of Australian men and their drinking culture.

Both take place at Christmas and feature an antagonist who enjoys confidently explaining their dubious moral worldview to everyone. However, Wake in Fright’s horror lingers because we know the culture remains even after the hero escapes it. The Surfer struggles a little more in landing the ending.

The film’s depiction of masculinity echoes Wake In Fright.
    Madman Entertainment

For the mean, violent, misogynistic villains to be defeated, it would be unsatisfying for Cage to stoop to their level. This means – without spoiling too much – Cage remains an oddly passive character throughout the film, while others perform the avenging actions.

The only way the protagonist’s masculinity can be resurrected as upright, ethical and empowering is for the character to literally turn his back on the vengeance we’ve been waiting for him to deliver.

It’s not that the film has an inarticulate grasp of its own politics, but more that the otherwise terrific script by Thomas Martin feels written into a difficult corner.

    A blast along the way

I don’t want to imply that this ending means The Surfer isn’t an absolute blast along the way. A lot of the fun is in anticipating each dreadful humiliation – and it somehow turning out worse than you could have expected.

A spilled coffee leads to drinking recycled wastewater which leads to chewing on a dead rat, and we still haven’t reached the lowest rung on the ladder of indignities that Cage’s character suffers.

In less skilled hands this could feel nasty or gross, but the hallucinatory quality of Finnegan’s direction makes it feel almost sublime. And Cage’s pleading, groaning, sobbing and gibbering feel believable and relatable.

The pathos works – and it’s pretty funny too.

The Surfer is in cinemas from today and streaming on Stan from June 15.

  • MIL-OSI New Zealand: Social Security Amendment Bill passes into law

Source: NZ Music Month takes to the streets

The Social Security Amendment Bill has passed its third reading in Parliament today expanding the welfare Traffic Light System that launched in August 2024.

“This bill brings new tools to ensure beneficiaries stay on track with their obligations to find or prepare for work if they are able”, Social Development and Employment Minister Louise Upston.

From 26 May 2025, two new non-financial sanctions can be imposed. Rather than reducing a benefit, these non-financial sanctions are:

    • Money Management – where half of someone’s benefit is put onto an MSD payment card that can only be used in approved shops to buy essential items, such as groceries, transport, healthcare-related items, and education-related items. This will be for a four-week period.

    • Community Work Experience – where someone will have up to two weeks to find suitable work experience and is required to participate in a placement at one or more community or voluntary organisations for at least five hours per week for four weeks.

From 20 October, two more non-financial sanctions will be implemented:

    • Upskilling – Jobseekers will be required to attend and participate, to MSD’s satisfaction, in one or more employment-related training courses or programmes for a minimum of five hours per week over a four-week period.

    • Report Job Search – Jobseekers must undertake at least three job-search activities per week, to MSD’s satisfaction, and report on them weekly over a four-week period.

Also from 26 May 2025 new policy settings will be put in place:

    • Applicants for certain benefits, and their partners if relevant, will be required to have a completed Jobseeker Profile before they can be granted a benefit.

    • New obligation failures will carry over for two years rather than one, increasing the likelihood that those who repeatedly refuse to comply with their obligations will have their benefit cancelled if they remain on it for more than a year.

From 1 July 2025, Jobseeker Support clients must reapply for their benefit every 26-weeks (currently 52-weeks). This will require clients to engage with MSD more frequently, allowing for more proactive support and a focus on moving people into employment where they can.

“These changes will support more people into work and help achieve the Government’s target of having 50,000 fewer people on Jobseeker Support by 2030, which is forecast to save the country over two billion dollars in welfare payments,” Louise Upston says.

“Because we believe having a job is the best way for people to lift themselves and their families out of hardship, the Government is setting a clear expectation that those who can work, should work.

“Our economy is stronger when more people are in work, and as we look to unleash economic growth, it’s important that as many Kiwis as possible share in the benefits of work.”

  • MIL-OSI Russia: NSU discusses best practices for interaction between educational organizations and employers

    Translation. Region: Russian Federal

Source: Novosibirsk State University – Novosibirsk State University –

The IX International Conference “Best Practices of Interaction between Educational Organizations and Employers” is being held at Novosibirsk State University from May 14 to 17. Representatives from 10 regions of Russia from Khabarovsk to St. Petersburg are taking part in the in-person events of the conference. An online broadcast is also organized.

The conference is aimed at the heads and specialists of regional executive authorities, vice-rectors in charge of international cooperation, academic mobility and career development centers, as well as heads and employees of career development centers. The event is aimed at analyzing the current state and determining the further development vector of career centers, forming new ideas and approaches to improving their activities, opportunities for business cooperation with colleagues from other regions, inter-university cooperation through career centers and education export.

These days, NSU has become a platform for discussing current issues affecting the problems of employment of university graduates in the new realities, according to the methodological recommendations of the Ministry of Education and Science of Russia dated 02/25/2025, the organization and forecasting of employment of NSU graduates, identifying the professional intentions of future graduates, as well as graduates at risk of unemployment. The conference participants will exchange views on the formation of the National Rating of Higher Education Organizations and Professional Educational Organizations, the role of university career centers in the formation of a professional community and human resources, analyze the interaction of universities and businesses, as well as the dynamics of the labor market in the regions of Russia.

    — This conference is being held for the ninth time. It was first held in 2017 and brought together representatives of several career development centers and departments involved in student employment at universities. During the discussion of the current situation, the conference participants came to the conclusion that they face the same problems in their work. In order to take joint measures to solve them, the All-Russian Organization of Career Centers was created, and the conference became annual. The number of its participants is constantly growing. Here, at our horizontal level, we discuss the most important issues related to monitoring the situation on the labor market, career guidance work at universities and various tests that students must pass. The state is currently paying a lot of attention to career development centers, which currently act as the flagship of career guidance and establishing a career path for university graduates, because their activities are directly related to the implementation of the National Project “Personnel”. Therefore, such meetings of the professional community are very important, — said Svetlana Dovgal, Director of the NSU Career Development Center.

This year, representatives of secondary vocational education institutions are taking part in the conference. The round table “Interaction of secondary vocational education institutions with employers: experience, problems, prospects” will be held on May 16 and is devoted to discussing their problems. It is noteworthy that employers and business partners of NSU are taking part in the conference, including SHIFT specialists, who will conduct a quiz “Transformation of education, from Y to Z” for representatives of career development centers.

In her welcoming speech to the conference participants, Olga Yakovleva, Vice-Rector for Youth Policy and Educational Work at NSU, noted that the current conference is taking place at a very difficult time – over the past year and a half, the vector of the issues being discussed, in the center of which are representatives of Generation Z, has changed significantly: if earlier the focus was on its characteristics, shortcomings, quality of knowledge and motivation, now the emphasis has shifted to the sphere of employment.

    — For current applicants, it is important to choose from a variety of universities the one and only one that will become a bridge to the employer, and the task of the university is to ensure that each student is as useful as possible in the labor market. And today, career development centers are entrusted with the important work of building such tracking. We organize meetings of our CRC representatives with first-year students, because this work with students should begin at the very beginning of their studies at the university. The Career Development Center also participates in Open Days — so that applicants understand what career opportunities studying at our university gives them, and all their years of study develop the skill of effective employment. And we must learn to effectively build communication with these new people of Generation Z and make sure that they are as useful as possible to society and the state, — said Olga Yakovleva.

Deputy Minister of Education of the Novosibirsk Region Svetlana Malina noted in her speech at the plenary session of the conference that the role of career centers in the educational and career guidance processes will only increase.

    — The trends in federal and regional policy are that in the next 2-3 years, the number of ninth and eleventh grade graduates is expected to decrease. The situation is aggravated by the general aging of the population. In the Novosibirsk Region, the unemployment rate is currently quite low and amounts to only 2%. The labor market is undergoing radical changes, and if earlier, graduates of universities and secondary specialized educational institutions looked for employers upon completion of their studies, now the opposite situation is often observed: employers are looking for graduates. Now, in the labor market, the conditions are determined by the candidate for employment. Enterprises — especially in the defense industry — compete with each other for graduates, raising salaries and offering various social packages. Graduates, in turn, are not always ready to agree to working conditions that do not suit them. In the current situation, our universities should receive motivated applicants, so career guidance should be carried out from a fairly early age. This is especially important for engineering specialties. It is necessary to implement career guidance activities for middle school students, for which purpose a unified career guidance system was introduced – the so-called career guidance minimum, according to which career guidance activities of different levels are implemented in each school, said Svetlana Malina.

Conference participants shared their experience in career guidance and career development of their graduates in their speeches. Head of the Novosibirsk branch of the Center for Public Diplomacy, Associate Professor of the Siberian State University of Telecommunications and Informatics Dmitry Kaznacheev spoke about the specifics of interaction between universities and employers in the employment of foreign students. Director of the Career Center of the Chelyabinsk State University Svetlana Eremeeva gave a report on “Successful cooperation between universities and enterprises: interaction models and their impact on the educational process”. Project Manager of the School of Information Financial Technologies Vera Vyacheslavova introduced the participants to the formats of interaction with universities from the standpoint of an industrial partner. Deputy Head of the Department for Work with Students and Alumni of the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of Russia, Director of the ANO “Unified Center for Career Development” Anastasia Voitsitskaya presented the key career trends of this year.

The first day of the conference ended with a round table on “Features of Higher Education Development” as part of the celebration of the 270th anniversary of Lomonosov Moscow State University.

In the future, conference participants will take part in two round tables: “Features of employment of generation Z: from Y to Z” and “Interaction of educational organizations of secondary vocational education with employers: experience, problems, prospects”.

Director of the Career Center of Chelyabinsk State University Svetlana Eremeeva:

    — The Career Center is designed to help our students enter the labor market as trained specialists and navigate it correctly, so I never miss events like today’s conference. For us, career center specialists, this is a unique opportunity to exchange opinions, learn something new, master new approaches and models implemented in other universities and designed to help our students find their place in the labor market. This conference is especially relevant now, when new methodological recommendations have been released by the Ministry of Science and Higher Education of the Russian Federation. The exchange of opinions, experience, methods and information is very important for our professional community. We apply the experience of our colleagues in our educational organizations. In my speech at the conference, I will talk about the models of interaction with employers that we implement. Previously, the educational process was closed in on itself and concluded within the certain framework of a specific educational organization. Now, career centers ensure interaction between universities and enterprises that are actively involved in the educational process. This is very important for us, because we want to adapt our students to the labor market, and not just provide higher education.

Head of the organizational and educational department of the center for advanced professional training in the direction of “Social sphere in the Sverdlovsk region” Svetlana Larionova:

    — I represent a career center in the secondary vocational education sector. It is still poorly represented in the All-Russian Association of Career Centers, but we are concerned with the same problems as career centers of universities. And our tasks in this regard are similar. Therefore, professional communication and exchange of experience are of great interest to us. Establishing interaction between educational organizations and employers is very important, and we are now increasingly focusing on employers themselves formulating the criteria by which we then send our own to them. It is necessary to structure the educational process in such a way that these criteria are necessarily taken into account when developing the skills and knowledge of students. Then the employer will not have to retrain graduates, and they will immediately successfully join the work process.

Vice-Rector for Personnel Policy of the Moscow State Institute of International Relations (University) of the Russian Ministry of Foreign Affairs Vladimir Morozov:

    — The topics discussed and worked on at this conference, dedicated to the labor market and relations with employers, have always been and remain the most relevant for all universities, because the purpose of a university’s existence is not studying for the sake of studying, but training certified specialists who must receive a profession and, importantly, a good salary.

Any university works to provide its graduates with, at a minimum, an education, and so that a specialist can find himself in life, receive professional guidance from the university and meet a reliable employer.

Unfortunately, in some universities, in some specialties, there is a certain disconnect between education and the real labor market, which creates problems for university graduates upon completion of their studies. In order to prevent this from happening, universities are actively working to ensure that the employer comes to the university as early as possible, gets to know the students, makes a presentation of their business, company or government agency. And the maximum is, of course, the participation of the employer in the educational process. In this we see the highest degree of cooperation between the university and employers.

The decision to establish the All-Russian Association of Career Centers was made in 2018. Today, it includes more than 110 universities of the Russian Federation, which, cooperating horizontally with each other, develop a unified policy and a unified vision of the problems and issues that need to be resolved jointly. And this allows us to formulate our common position and contact government bodies with any proposals and wishes, with the confidence that they will be taken into account when developing regulations.

HOHHOT, May 15 (Xinhua) — Early in the morning, on the production line of Manzhouli Xinfeng Grain and Oil Industry Co., Ltd., newly imported rapeseed from Russia goes through automated peeling and pressing processes, and golden vegetable oil smoothly fills tanks.

Manzhouli Port (Inner Mongolia Autonomous Region, North China), the largest land port on the Sino-Russian border, takes advantage of its geographical advantages and innovative policy mechanisms to actively develop new models of economic cooperation through deep processing of agricultural products and used car exports.

“As soon as this batch of raw materials cleared customs, we immediately launched 24-hour production,” said Deputy General Director Yang Zhihong. Russian rapeseed oil with low acidity and a high smoke point is in particular demand among Chinese producers. The “Russian raw materials – Chinese processing” model facilitates the transition of local enterprises from trade to deep processing.

According to Yang Zhihong’s calculations, using cross-border trade can save 500 yuan per ton of raw materials, and since last year, it has managed to save over 8 million yuan. Since November 2024, his company has imported 16,000 tons of raw materials from Russia, worth a total of 70 million yuan.

In the face of tight raw material supply, Manzhouli Xinfeng has recently upgraded its equipment, launched oatmeal production and expanded its production area. “We are focusing on product diversification,” said Yang Zhihong. Last year, his company’s processing volume reached 120,000 tons, 70 percent of its products were supplied to central and western China, and its total profit and tax revenue exceeded 64 million yuan.

Since the beginning of 2025, the transaction volume in the China-Russia border trade zone in Manzhouli has exceeded 100 million yuan. More than 3,600 local residents are involved in this activity, earning a total income of over 1 million yuan and generating 2 million yuan in tax revenue.

A used car export showroom in Manzhouli displays neatly polished cars. Liu Dongge, a person in charge of Sanhe, said his company has exported more than 300 cars to Russia.

So far, 18 companies in Manzhouli have obtained licenses to export used cars, with the total transaction volume of these companies exceeding 300 million yuan. “Manzhouli exported 1,540 cars in 2024, and 764 in the first four months of 2025,” said Bai Zhiping, an official with the Manzhouli City Commerce Bureau.

In the first quarter of 2025, the cargo throughput through Manzhouli Port was 6.531 million tons, up 10.6 percent year-on-year, and the trade turnover reached 47.67 billion yuan, up 6.1 percent year-on-year.

From a “transit station” to an “industrial hub,” from deep processing of agricultural products to the export of used cars, Manzhouli’s evolution demonstrates that a modern border economy is built not just on logistics, but also on the deep integration of production, service and innovation chains. -0-

  • MIL-OSI China: China, LatAm brewing stronger coffee biz ties

Source: People’s Republic of China – State Council News

Agricultural trade and economic ties between China and Latin American countries are deepening, exemplified by Chinese tea and ice cream chain Mixue Group’s 4-billion-yuan ($555.4 million) deal with a Brazilian business on Monday.

Industry leaders and experts also said they see vast potential for high-value, sustainable cooperation, as closer trade continues to bring a broader range of quality produce to Chinese consumers and enrich the country’s dining tables.

An MoU was signed on Monday between Mixue and Brazilian trade and investment promotion agency ApexBrasil to deepen cooperation in agricultural trade and accelerate the former’s market entry into the South American country.

Under the agreement, Mixue will expand the use of Brazilian agricultural products in its global supply chain, such as coffee beans and fruit products, and ApexBrasil will provide support for the company’s business operations and retail expansion in Brazil.

Mixue plans to invest no less than 4 billion yuan in sourcing agricultural products, primarily coffee beans, from Brazil over the next three to five years.

The initiative is expected to create around 25,000 jobs in Brazil. Mixue will also open its first store in Brazil this year and begin construction of a local supply chain facility to establish a production and sales model.

Brazil, the world’s largest coffee producer, plays a major part in China’s agricultural imports. Coffee has become a key component of Sino-Brazilian trade, particularly amid the rising popularity of ready-to-drink coffee in China.

Brazil’s coffee exports to China have seen particularly strong momentum. The Brazilian Coffee Exporters Council said Brazilian coffee exports to China surged 186.1 percent year-on-year in the 2023-24 crop year to reach 1.64 million 60 kilogram-bags — the fastest growth among all destination markets — while overall coffee exports from Brazil rose 32.7 percent to a new record high.

“Latin American coffee — particularly Brazilian beans — is showing strong growth potential in the Chinese market,” said Roolee Lu, director of food and drink, and food services, Mintel China. “As Chinese consumers become more sophisticated in their coffee preferences, quality is taking precedence. At the same time as more brands adopt low-price strategies, Brazilian beans are one of the emerging popular choices that strike a balance between convenience, quality and affordability. Overall, Latin American coffee is gaining wider recognition in China for its value and improving quality.”

Surging demand for the beans comes from the up-scaling of global operations for Mixue, which launched its ground coffee brand in 2017. The company, which currently operates more than 46,000 stores globally — including over 5,000 across 12 overseas markets — began international expansion with its first store in 2018 in Vietnam.

In addition, Guo Jinyi, co-founder and CEO of Luckin Coffee, said while attending the China-Brazil Business Seminar in Beijing on Monday that the coffee house is promoting Brazilian coffee culture in China.

Luckin Coffee, which had already signed a cooperation memorandum with ApexBrasil in November, plans to purchase 240,000 metric tons of Brazilian coffee beans worth 10 billion yuan in the 2025-29 period — the largest procurement plan by the company so far.

  • MIL-OSI New Zealand: Albert Park end of Victoria Street’s linear park OPENS

Source: Secondary teachers question rationale for changes to relationship education guidelines

The tree-filled linear park at the northern entrance to Te Waihorotiu Station has reached another big milestone on its journey to completion.

The eastern section of Te Hā Noa from Lorne Street to Albert Park is now open to the public, with widened footpaths, fewer traffic lanes, wooden seating, new trees and landscaped resting places, all reflecting its te reo Māori name.

Te Hā Noa is a name gifted by mana whenua. Te Hā is about life’s essence – to breathe – and Noa is about being free in the journey to experience your surroundings.

Four trees were crane-lifted from trucks into new street-side seating areas earlier this month, watched over by the ancient trees of Albert Park.

The new trees – pūriri, pōhutukawa, titoki and rewarewa – and around 600 new plants underneath are another milestone in the transformation of midtown’s station neighbourhood.

Auckland Council’s midtown regeneration programme is ensuring the area will be ready when the City Rail Link (CRL) and Te Waihorotiu Station open.

Jenny Larking, Auckland Council Head of City Centre Programmes, says the new streets and spaces are like a leafy ‘living room’ for people in midtown.

“Like any international city with an underground rail system, our streets and spaces need to  be tailormade to cater for an influx of people. The area had to undergo radical change to make sure the City Rail Link was optimised at street level. The fruits of that change are becoming really clear now,” she says.

Councillor Richard Hills recognises that trees provide shade and shelter, attract birdlife, counter the heat effects of an urban space like this, and absorb carbon.

“Recent urban heat assessments show our city is warming, especially in the city centre. These stunning native trees will not only help reduce those effects, but will contribute to the growing network of green infrastructure flourishing across the city centre and the region.

“Visitors, residents, workers and students will be able to walk or sit beneath these trees and amongst the new planting to enjoy a fresh perspective on the city centre, with no doubt many more native birds and insects enjoying their new habitats as well. It’s another big step forward in the development of Te Hā Noa,” he says.

In time, Te Hā Noa will form a green link across the city, linking two much-loved city parks – Rangipuke / Albert Park and Waikōkota / Victoria Park.

Victoria Street is one of three east-west streets purpose-designed for the station neighbourhood. In the regeneration, Wellesley Street is becoming an important central city bus interchange, and the upgraded Victoria Street is making the connection between walking, cycling, high frequency bus routes, and the train station easier and safer. Mayoral Drive will be the east-west route for the balance of vehicle movements.

This latest milestone follows the mid-section of Victoria Street’s Te Hā Noa, between Elliott Street and Queen Street, which opened in October 2024.

Read about the opening of the first section of Te Hā Noa at OurAuckland.

    Another big station milestone

As the linear park at the station’s Victoria Street entrance reaches this milestone, the station itself is gleaming with finishing touches.

Four thousand rods designed to mimic the stems of raupo (reeds) and the movement of water are now in place in the main entrance of Te Waihorotiu Station. Points of light among the reeds reflect a starlit sky and provide functional lighting at the gateway to the station.

A kauri carving at the centre was designed in collaboration with Paraone Luiten-Apirana ((Ngāti Hikairo, Ngāi Tūhoe, Te Arawa) and the station’s main artist Graham Tipene (Ngāti Whātua, Ngāti Kahu, Ngāti Hine, Ngāti Haua, Ngāti Manu).

The carving represents Horotiu, the kaitiaki or guardian looking after the people and supporting the abundance of life-giving energy in the area.

    Understanding the Energy Crisis

Why the Modern Grid Is Failing Homeowners

The traditional energy grid was built for a different era — a time when consumption was lower, outages were rare, and electricity didn’t cost a fortune. Fast-forward to today, and millions are feeling the pressure of skyrocketing energy bills, unstable service, and a centralized power model that no longer fits the reality of our modern needs.

Recent events — from hurricanes and wildfires to grid overloads during extreme weather and government-regulated energy shutdowns — have exposed a serious flaw in the system: homeowners are vulnerable. One storm, one blackout, or one bill spike can disrupt your entire household. And for many, the pain is not just financial, but emotional and logistical.

Real Pain Points Consumers Are Facing Today

    • Unpredictable power outages that leave families in the dark
    • Soaring monthly utility bills with no relief in sight
    • Overdependence on outdated grid infrastructure
    • Lack of control over one of the most essential elements of modern life: electricity
    • Growing anxiety over energy security, especially during emergencies or natural disasters

These aren’t just minor inconveniences — they’re constant stressors that can impact quality of life. It’s no wonder so many are seeking ways to break free from the system and find more self-reliant, off-grid energy alternatives.

The Rising Popularity of Off-Grid Living and DIY Energy Hacks

With trending search terms like “prepper energy solutions” (which are energy solutions designed for emergency preparedness) and “free energy survival blueprints” (which are guides for creating sustainable energy sources in survival situations) gaining traction in 2025, a shift is clearly happening. People want more than just savings — they want independence, reliability, and long-term peace of mind.

The Lost Generator, a comprehensive guide to building your own off-grid power system, taps into this movement by offering a blueprint that promises to do more than reduce costs — it aims to eliminate the need for the grid entirely for many users, especially when used as a supplemental or emergency backup power solution.

    Introducing The Lost Generator

A DIY Edison-Inspired Energy Plan for Modern Times

The Lost Generator isn’t just another energy-saving tip or solar panel tutorial. It’s a comprehensive, yet simple, step-by-step digital blueprint that empowers you to create your own free energy generator using basic materials. This concept is inspired by Thomas Edison’s forgotten principles of thermal energy conversion, making it accessible to everyone.

This system is not just a theoretical concept. It’s a practical, at-home solution that focuses on affordability, simplicity, and functionality. Even if you have no engineering background, you can confidently use this DIY plan to gain more control over rising electric bills and potential grid failures.

    Meet the Creator: Barnaby Brown

The blueprint was developed by Barnaby Brown, a retired mechanical engineer from Boulder, Colorado. After a prolonged blackout left his family without power, food preservation, or safety, Barnaby began looking for a way to generate reliable electricity without relying on the grid.

Through his research, he discovered archived notes connected to Edison’s lesser-known experiments in thermal electricity. These notes became the foundation for what is now known as The Lost Generator — a system that uses readily available components and a proven energy conversion process to produce real power.

According to Barnaby, this generator can produce enough energy to power essential appliances — offering critical support during outages, or even supplementing daily use to cut electric bills dramatically.

The Core Promise Behind the Blueprint

The Lost Generator is marketed as a way to:

    • Break free from energy companies
    • Gain peace of mind during emergencies
    • Cut your bills by up to 90%
    • Build a working generator in just a weekend
    • Avoid solar panel costs, permits, or maintenance hassles

The program is built for accessibility — meaning no technical knowledge or engineering degree is required. Every detail is explained in plain language, and the materials list includes affordable parts you can pick up locally or online.

Disclaimer: Individual results may vary depending on how accurately the guide is followed, the quality of components used, and power demands. This product is intended to supplement energy needs, not serve as a full-time replacement for commercial utilities in every scenario.

    How The Lost Generator Works

    Simple Science Meets Practical Engineering

At the core of The Lost Generator system is a straightforward DIY energy generation method that relies on heat-based electricity conversion. This concept, once explored by Thomas Edison, is now presented in an easy-to-follow guide for everyday users. The key mechanism involves harnessing thermal energy and converting it into usable power through a low-resistance process.

Unlike solar panels, which depend on weather conditions and expensive equipment, or wind turbines that require space and mechanical complexity, The Lost Generator uses thermal differentials. This principle, which refers to the difference in temperature between two points, is a reliable energy source available in nearly every home.

    The Energy Conversion Process Explained

While the exact technical schematics are provided in the blueprint itself, the general process includes:

    • A heat source (such as a small flame or controlled burn)
    • A series of metal components designed to channel and amplify thermal gradients
    • A simple generator motor that transforms the heat into electrical energy
    • Wiring and circuit instructions to safely store or distribute the energy created

Everything is broken down into step-by-step visual instructions within the package, making the process accessible even to those without prior experience. The system uses basic physics and proven mechanical laws, not fringe pseudoscience or perpetual motion fallacies.

Disclaimer: This system does not generate infinite electricity and is not a perpetual energy machine. Instead, it offers a legitimate alternative power method that may supplement household energy needs based on setup quality and consistency of use.

    Materials and Tools Required

Most of the materials can be found at local hardware stores or ordered online at minimal cost. A preview of what’s typically needed includes:

    • Heat-safe metal plates
    • Small DC motor
    • Thermoelectric modules or conductors
    • Basic wiring and connectors
    • Multimeter (optional for testing output)
    • Simple hand tools (screwdrivers, pliers, wire cutters)

The Lost Generator is designed to make DIY power generation affordable, achievable, and scalable. There’s no need for rare metals, high-voltage equipment, or advanced tools. This aligns with the system’s goal and makes it accessible to a wide range of users.

    Assembly Time and Ease-of-Use

According to the blueprint’s estimates and user feedback:

    • Build time: 3–5 hours total for most users
    • Learning curve: Low to moderate, depending on comfort with basic tools
    • Support materials: Diagrams, checklists, safety warnings, and video guides included

This makes The Lost Generator particularly attractive to DIY enthusiasts, off-grid homesteaders, and even senior citizens or families who want a hands-on, educational power project.

  • MIL-OSI Canada: Release of the Financial Stability Report

    Source: Bank of Canada

Good morning. Senior Deputy Governor Carolyn Rogers and I are pleased to be here to discuss the Bank of Canada’s Financial Stability Report (FSR).

Each year, the Bank assesses the stability of Canada’s financial system and highlights risks that could threaten that stability. While some risks have diminished, the current trade environment has pushed risks higher overall.

But let us look back for a minute before we look ahead.

The country’s financial system has faced unprecedented shocks in recent years, and it has proven resilient. Households, businesses, banks and other financial institutions weathered the upheaval of the pandemic and the sharp rise in inflation and interest rates that followed. It was a difficult period for many Canadians, and pockets of stress remain. But proactive steps taken by households and businesses, together with substantially lower interest rates, put the system on a more resilient footing heading into 2025.

Now, the Canadian economy and financial system face a new threat. US trade policy has taken a dramatic protectionist shift. Tariffs and uncertainty have sharply reduced prospects for global economic growth. And financial markets have been rocked by chaotic policy announcements and reversals.

A long-lasting trade war poses the greatest threat to the Canadian economy. It also increases risks to financial stability.

    There are two key concerns.

In the near term, the unpredictability of US trade policy could cause further market volatility and strains on liquidity. In an extreme case, market volatility could turn into market dysfunction.

In the medium term, a prolonged global trade war would have severe economic consequences. It would reduce growth and increase unemployment. This could, in turn, have important ramifications for our financial system. With debt still at high levels, some households and businesses may be unable to keep up with payments. If loan losses occur on a large enough scale, banks could cut back on lending in response. This would exacerbate the economic downturn and put more pressure on businesses and households.

What we are evaluating in this report are the indications of stress in the overall financial system. There are many uncertainties—we still do not know what tariffs will remain, whether they’ll be reduced or escalated, or how long all of this will last. That makes it particularly difficult to anticipate the risks to the financial system.

In our April Monetary Policy Report, we presented two illustrative scenarios to show how a trade war could affect the economy. In the FSR, we’ve focused on the more severe of those scenarios to explore how the trade war could affect different parts of the financial system. To be clear, our analysis is not a projection. It is an assessment of vulnerabilities—pockets of existing or potential stress and how they could spread across the financial system.

Let me turn to the Senior Deputy Governor to outline how these vulnerabilities affect the four key sectors of the financial system: households, businesses, banks and institutions known as non-bank financial intermediaries—a broad category including finance companies, pension funds, insurance companies and fund managers.

I’ll start with households. Total debt relative to disposable income is lower than it was a year ago, but still high by historical standards. Despite lower interest rates, signs of financial stress have risen over the past 12 months, particularly among households without a mortgage. For example, the share of these households that are behind on credit card or auto loan payments has continued to go up.

Among households with a mortgage, 60% are facing renewal this year or in 2026. Most of those renewing will see their payments rise because they took out their mortgage during the pandemic when rates were very low. But the average increase will be smaller than what we expected a year ago.

Still, if a large economic shock causes job losses, it will be harder for some households to keep up with their debt payments.

A prolonged trade war may be that shock. It would cause demand for Canadian exports to fall and disrupt supply chains, threatening jobs and incomes. Workers in trade-dependent industries could find it particularly difficult to continue managing their debt.

A prolonged trade war would matter for businesses too. Most Canadian businesses have managed to adjust to past interest rate increases, and the surge in small business insolvencies last year proved to be temporary. But businesses in trade-related sectors—especially those with high debt, low profitability or low cash reserves—could also fall behind on debt payments.

A strength of our financial system is that Canadian banks are well positioned to absorb higher credit losses. Banks have increased their capital buffers in recent years and, more recently, they’ve increased provisions for credit losses, bolstering their resilience. Liquidity levels remain high, and bank access to funding remains strong. But if credit losses occur on a large enough scale, banks could cut back on lending in response. Struggling households and businesses would have less access to credit to get through tough times. This cycle could exacerbate the economic downturn.

In the non-bank financial sector, the growing presence of hedge funds in the market for Government of Canada bonds raises some concern. Government bond markets are the foundation of the financial system. They need to function smoothly for other markets to work. The increased activity by hedge funds has helped absorb increased issuance of government debt, keeping yields lower and liquidity higher. But hedge funds have also taken on increasingly large amounts of leverage to fund their purchases of government bonds. This makes them more likely to pull back from these crucial markets in periods of stress, introducing added volatility.

The recent gyrations in the US Treasury market clearly illustrated this risk. If the trade war causes a larger spike in volatility than we have seen so far, leveraged hedge funds might rush to sell their holdings. That could strain liquidity across core markets, increasing stress throughout the financial system. Moreover, growing connections between banks and non-bank financial institutions could make it easier for stress to spread. Against a backdrop of increased market volatility, and given their importance in government bond markets, hedge funds need to make sure that they are prepared to respond to sudden liquidity needs without disrupting market functioning.

    It’s time to wrap up.

The Canadian financial system is resilient. Despite high indebtedness and the economic turbulence of the pandemic, households, businesses and banks weathered a rapid rise in interest rates. That was a big test, and the financial system proved to be a source of stability.

But we must all remain vigilant. Vulnerabilities remain and there is another test on the horizon.

By identifying vulnerabilities, we can help the financial system prepare for future stress. We are watching developments closely and remain in regular contact with financial system participants and with other authorities in Canada and globally. A stable and resilient financial system absorbs shocks rather than amplifying them, and this benefits every Canadian.

With that, the Governor and I would be pleased to take your questions.

  • MIL-OSI USA: Senator Collins Questions HHS Secretary Kennedy on Cuts to NIH Research, Alzheimer’s Program Workforce

    US Senate News:

Source: United States Senator for Maine Susan Collins
Q&A on NIH Research Indirect Costs Cap: Click HERE to watch and HERE to download
Q&A on Alzheimer’s Law Implementation: Click HERE to watch and HERE to download
Washington, D.C. – Today, at a Senate Health, Education, Labor, and Pensions Committee hearing to review the Fiscal Year 2026 budget request for the U.S. Department of Health and Human Services (HHS), U.S. Senator Susan Collins questioned HHS Secretary Robert F. Kennedy Jr. Her questions focused on the Department’s proposed cap on indirect costs for National Institutes of Health (NIH) funded research, as well as how workforce reductions at the Department could harm the implementation of laws such as the Building Our Largest Dementia (BOLD) Infrastructure for Alzheimer’s Reauthorization Act, a bill Senator Collins authored that was signed into law last year.
Q&A on NIH Research Indirect Costs Cap
    Senator Collins:
I chaired, recently, the first Appropriations Committee hearing of the year, and we focused on biomedical research and how important it is that America not lose its global edge in innovation that’s producing life-saving and life-enhancing discoveries. Among the many issues that we covered, as you might expect, the hearing explored the 15%, arbitrary, one-size-fits-all cap that NIH has imposed on indirect, but still research-related, costs for its grants.
What we heard is that this cap will mean less basic research, fewer clinical trials, and that it will also cause our scientists and researchers to leave the United States and go to other countries. I believe strongly that this proposed cap is poorly thought out, that it’s harmful, and I know that it violates current law, because since 2018 we’ve included in the appropriations bill specific language that prevents NIH from imposing such a cap. So, I know the system needs to be looked at, but are you reviewing how NIH’s approach of this one-size-fits-all 15% cap on indirect costs would affect laboratories, whether they’re private nonprofit labs, or whether they’re in universities, as far as doing crucial biomedical research?
    Secretary Kennedy:
Senator, we are, and you and I have talked about this issue. And I think the impetus for the cap was that there were a lot of private universities with giant endowments, like Stanford and Harvard, that were getting indirect payments of 78%. What that means, if you get a million-dollar grant, the NIH then has to pay you an extra $780,000 for administrative costs. And a lot of those costs weren’t even going to anything to do with science.
But I understand the University of Maine, the University of Alabama, many other universities and state universities were not abusing it. We lost about $9 billion a year in those kinds of costs. And so, we have a plan for how to address issues like what’s happening at the University of Maine.
    Q&A on Alzheimer’s Law Implementation
    Senator Collins:
Mr. Secretary, nearly 7 million Americans are living with Alzheimer’s disease, and caring for people with this devastating chronic disease costs us some $360 billion a year. I am the author of a law that’s known as the BOLD Act. It takes a public health approach to Alzheimer’s, it educates providers, promotes earlier diagnosis, it helps caregivers and it also promotes lifestyle changes. I have worked very hard to make sure that HHS has the resources to carry out this law, which was just recently extended. I’m concerned that the reductions in force, of approximately 10,000 staff across HHS, will completely undermine this Act.
For example, the Healthy Aging Branch administers the BOLD Act for Alzheimer’s. It has lost all of its staff. So, how can you ensure that the CDC continues to implement the BOLD Act and the Alzheimer’s programs under it, when all of the staff responsible for that administration have either been placed on administrative leave or let go?
    Secretary Kennedy:
I know that that division has been folded into the Agency for a Healthy America. And a lot of the reports that whole divisions have been liquidated were just wrong. They were divisions that were being reassigned under the reorg.
On that budget line, I will work with you, I’m committed. You know, Alzheimer’s has run in my family, as you know. You know my cousin, Maria Shriver, who’s deeply involved in it. The NIH had a very, very checkered history on studying Alzheimer’s because of the amyloid plaque scandal. And we have an opportunity now to do really good science and find a cure very quickly, and also find out, equally importantly, why so many people are getting Alzheimer’s in this generation. I want to make that happen. I want to work with you, Senator, to make sure that that happens and that those programs continue.
    +++
At a recent U.S. Senate Appropriations Committee hearing chaired by Senator Susan Collins, she questioned Dr. Hermann Haller, President of the Mount Desert Island Biological Laboratory, on how the proposed NIH cap on indirect costs would affect the important biomedical research occurring in Maine and at institutions across the country.
With Senator Collins’ support, funding for the BOLD Infrastructure for Alzheimer’s Act has grown from $10 million in fiscal year 2020 to $34 million in fiscal year 2024. In September 2020, the Maine Department of Health and Human Services received one of the first BOLD Program Awards. This investment has allowed for great progress in implementing the Maine State Plan for Alzheimer’s Disease and Related Dementias. In September 2023, Maine received a second BOLD award from the CDC for Alzheimer’s prevention programs, which provides implementation funding to build on its initial investments and allow the state to carry out the Maine Alzheimer’s Prevention Program and the CDC’s Healthy Brain Initiative Road Map.

  • MIL-Evening Report: Ferocity, fitness and fast bowling: how Virat Kohli revolutionised Indian cricket

Source: The Conversation (Au and NZ) – By Vaughan Cruickshank, Senior Lecturer in Health and Physical Education, University of Tasmania

Virat Kohli announced his retirement from Test cricket on Monday.

While his Instagram message just said this was the “right time”, his poor recent Test form, mental fatigue and desire to spend more time with his family, charity foundation and expanding business empire have been suggested as other influential factors.

During his 14-year Test career “King Kohli” has been the backbone of the Indian batting line-up, and his absence is a huge blow as the Indians prepare to tour England next month.

The megastar scored 9,230 runs in 123 Tests at an average of 46.85, including 30 centuries.

These numbers put him in the top five Indian test batsmen of all time, but his legacy extends far beyond his batting achievements.

Kohli, 36, quit Twenty20 Internationals last year (after India won its second world title). He may continue to play one-day internationals.

Rising to the top of Test cricket

Kohli has been the greatest Indian batsman of his generation.

He made his Test debut in 2011 against the West Indies and played his final match against Australia in January.

He scored centuries against every country he played against, with more than half of these coming overseas.

His seven Test centuries in Australia is the second most by an overseas batsman.

He was at his peak between 2014 and 2019, when he averaged more than 60 in Test cricket and became one of the “fab four” (the world’s best Test batsmen) alongside Steve Smith, Kane Williamson and Joe Root.

    Read more:
Is Steve Smith set to become the best? What data says about Test cricket’s elite 10,000+ run club

This period also included six double-hundreds in 18 months, and 13 months as the number one ranked Test batsman in the world.

    Kohli the leader

Kohli is India’s greatest ever Test captain.

His tenure from 2014 to 2022 was a golden age for Indian Test cricket.

India won 40 of 68 Tests (59%) in this period and did not lose a Test series at home. India was the number one ranked Test team in the world from 2016–20 and won its first Test series in Australia in 2018–19.

These statistics make Kohli one of the most successful Test captains of all time.

Beyond these numbers, he was a charismatic and aggressive captain who redefined India’s approach to Test cricket by bringing a more competitive edge to the team.

He drove higher expectations around fitness, training intensity and fast bowling that continue to shape Indian cricket.

Mandatory fitness testing and improved dieting and recovery practices, which redefined the team’s standards, are attributed to Kohli’s leadership.

Similarly, Indian success was strongly contributed to by Kohli encouraging the development of a world-class pace bowling attack, which marked a significant shift from the spin-heavy approach of Indian cricket.

    Controversies

While Kohli’s energy, passion and intensity contributed to his success as batsman and captain, they also led to numerous confrontations with opposition players, which some believed to be disrespectful and arrogant.

His intense celebrations and assertive body language also drew criticism from conservative cricketing audiences.

Kohli’s collision with Sam Konstas during the Boxing Day Test versus Australia.

Many of these controversies have occurred in Australia, where Kohli enjoyed a love-hate relationship with Australian players and crowds.

Examples include flipping the bird to the crowd, making sandpaper gestures (in reference to the 2018 Australian ball tampering scandal, also known as Sandpapergate) and shoulder-barging young Australian batsman Sam Konstas.

What will his Test legacy be?

For more than a decade, Kohli has been the heartbeat of the Indian Test team, and his retirement marks the end of an era.

He reshaped the mindset of Indian cricket and cultivated a faster, fitter, fiercer, more successful team.

Kohli was also one of the greatest ambassadors of Test cricket, and has played a significant role in ensuring the game remains relevant in an era increasingly dominated by T20 cricket.

He made Test cricket aspirational again because he wanted it to thrive. He knew India needed to dominate the hardest format to be respected.

His social media reach (272 million followers on Instagram and 67.8 million on X) is more than Tiger Woods, LeBron James and Tom Brady combined, and was even referred to by LA2028 Olympics organisers when they announced cricket’s entry into the games.

In recent days, Kohli has been described as “a modern-day giant”, a “provocateur in chief”, and “his generation’s most profound figure”.

Love him or hate him, he elevated the spectacle of Test cricket. His electric energy brought the best out of India and its opponents and made him impossible to ignore when batting or fielding.

As respected cricket writer Peter Lalor noted recently:

Nobody is irreplaceable, but nobody can replace Virat.

Chinese President Xi Jinping announced on Tuesday the launch of five major programs to advance China’s shared development and revitalization with Latin American and Caribbean (LAC) countries at the just concluded fourth ministerial meeting of a key cooperation platform for the two sides in Beijing.

A container with the words “from Chancay to Shanghai” printed on it is pictured at Yangshan Port, east China’s Shanghai, Dec. 18, 2024. (Xinhua/Fang Zhe)

The five programs, ranging from solidarity, development and civilization to peace and people-to-people connectivity, provide a clear roadmap for deepening cooperation and advancing the common goals of both sides.

Over the past decade since the China-CELAC (the Community of Latin American and Caribbean States) Forum was established, political trust between China and LAC countries has been strengthened, their development strategies aligned, and cultural exchanges promoted.

    FROM SAPLING TO PILLAR

The seeds of the forum were sown in July 2014, when President Xi paid a state visit to Brazil and attended the first meeting between leaders of China and LAC countries.

At that meeting in Brasilia almost 11 years ago, the leaders agreed to establish the China-CELAC Forum, an institutional framework to advance the vision of building a China-LAC community with a shared future.

“At that meeting, President Xi held a very frank dialogue with Latin American leaders, focusing on issues such as poverty alleviation and infrastructure improvement,” recalled Valdemar Carneiro Leao, who witnessed the historic event as then Brazilian ambassador to China.

“The China-CELAC Forum is a newborn, just like a young shoot sprouting out of the earth, whose sturdy growth into a towering tree needs meticulous cultivation of both sides,” Xi said at the first ministerial meeting of the forum in 2015.

In his keynote speech at the opening ceremony of the fourth ministerial meeting of the forum on Tuesday, Xi revisited the metaphor, saying that 10 years on, with dedicated nurturing of both sides, the forum has grown from a tender sapling into a towering tree.

Having witnessed how China-LAC relations have withstood global turbulence with ever-growing mutual political trust, Leao said Xi’s initiative to create the China-CELAC Forum has a forward-looking vision of the times.

Since its inception, the forum has grown into a robust platform for cooperation as China and the CELAC Quartet have held eight rounds of foreign ministerial dialogues to date, alongside more than 100 events spanning agricultural production, technological innovation, poverty reduction, green development, disaster response, defense cooperation, think tank exchanges and anti-corruption efforts.

Meanwhile, a range of institutional platforms, including the China-LAC Sustainable Food Innovation Center and the China-LAC Technology Transfer Center, have also taken root, helping the forum become a pillar of China-LAC cooperation.

“China-LAC cooperation has experienced a splendid golden decade, and is about to enter an even more promising diamond decade,” said Song Junying, director of the Department for Latin American and Caribbean Studies at the China Institute of International Studies.

    COMMON GROWTH, SHARED FUTURE

China and LAC countries ride the tide of progress together to pursue win-win cooperation, Xi said on Tuesday, noting that while embracing the trend of economic globalization, the two sides have deepened cooperation in trade, investment, finance, science and technology, infrastructure, among other fields.

In the framework of high-quality Belt and Road cooperation, China and LAC countries have implemented more than 200 infrastructure projects, creating over a million jobs and forging a path of cooperation bridging the Pacific.

Notable examples include the China-LAC satellite cooperation program, which has become a model for high-tech South-South collaboration and the inauguration of Chancay Port in Peru, which has created a new land-and-sea connectivity link between Asia and Latin America.

China has also signed free trade agreements with Chile, Peru, Costa Rica, Ecuador and Nicaragua. Last year, trade between China and LAC countries exceeded 500 billion U.S. dollars for the first time, an increase of over 40 times from the beginning of this century.

For ordinary people like Leonardo Talledos, an operations control engineer for Colombia’s Bogota Metro Line 1, the significance of China-LAC cooperation today goes far beyond trade figures and project counts — it shapes his career and supports his aspirations.

Built and operated by Chinese companies, Bogota Metro Line 1 is Colombia’s largest infrastructure project to date. Once operational in 2028, it will cut travel time between terminal stations from nearly three hours to just 27 minutes.

In 2023, Talledos traveled to Xi’an, capital of northwest China’s Shaanxi Province, for a year-long training program in metro operations, where he witnessed the rapid development of China’s urban transit systems. Inspired by the experience, he returned to Colombia to help compile training materials and operational guidelines for the metro line.

“From the moment we were hired, we were told that being part of this project was being part of Bogota’s history, because it was the beginning, the first line of many lines to come in the future,” said Talledos.

    GREATER SOLIDARITY, BIGGER VOICE

As part of the Year of the Snake celebrations, Brazilian soprano Marilia Vargas gave a moving performance of the Chinese song “I Love You, China” at Rio de Janeiro’s Municipal Theater. Dressed in a flowing red gown, her voice echoed powerfully throughout the hall.

Vargas, who has learned many Chinese songs in recent years, said her bond with China has deepened alongside the growth of the China-CELAC Forum. “Since the forum’s foundation, many more opportunities for cultural exchange between LAC countries and China have opened up.”

She told Xinhua that in the future, she will continue to “explore more Chinese musical treasures” and remain dedicated to advancing cultural exchanges between China and Brazil as well as between China and other LAC countries.

Over the past decade, cultural exchanges under the China-CELAC Forum have flourished. Joint archaeological projects have yielded substantial results, the number of exchange students has steadily increased, and interest in the Chinese language continues to surge across LAC countries.

“Mutual respect, diversity, knowledge and understanding” were the words used by Rogelio Rivero, Mexican archaeologist and director of the Archaeological Zone of Teotihuacan, to describe his experience in the cultural exchanges and dialogues held in China.

Rivero believes that LAC countries, by strengthening cultural exchanges with China and other Global South countries, will effectively contribute to breaking with “Western-centrism” and balancing unilateral narratives at the global level.

Despite differences in civilizations and cultures, independence and self-determination remain a shared and defining spirit of the Global South, said Ninfa Montano, president of the China-Mexico Cultural Development Foundation.

“The China-CELAC Forum unites the strength of the Global South, promoting unity and cooperation among many developing countries, and will contribute to establishing a more just and equitable global governance system,” Montano said.

Montano’s view was echoed by many analysts, who see the ministerial meeting as a chance to deepen cooperation, address global challenges and reinforce South-South solidarity.

The cooperation between China and LAC countries has set a model of mutually beneficial South-South collaboration, said Manuel Alberto Hidalgo, economist at Peru’s National University of San Marcos.

By deepening bilateral partnership, both sides have effectively strengthened solidarity and cooperation in the Global South and made positive contributions to promoting the bloc’s greater role in global governance, he said.

For Ingrid Chavez, executive director of the Colombian-Chinese Chamber of Investment and Commerce, the cooperation helps build up “a common voice as a bloc,” empowering LAC countries to negotiate more effectively on the global stage.

It helps LAC countries “establish interregional, multilateral relations and somewhat change the power dynamics that have existed until now at the global level,” she added.

  • MIL-OSI New Zealand: Storm recovery in East Coast Bays

Source: Secondary teachers question rationale for changes to relationship education guidelines

Following major storms in 2023, Auckland North Community and Development (ANCAD) is working with the Tāmaki Makaurau Recovery Office, to facilitate community-led recovery planning in East Coast Bays communities. This is part of a series of partnerships in heavily impacted neighbourhoods across Auckland. Communities are being supported to develop practical plans, which will include activities and priorities to improve well-being and enable them to come out of recovery stronger.

    A community responds

In major 2023 storms, East Coast Bays suburbs like Browns Bay, Mairangi Bay, Murrays Bay and Campbells Bay were hit with flooding and slips, cutting off roads, shops, and vital services.

Even emergency services were affected. The Mairangi Bay Surf Lifesaving Club was flooded and forced to relocate — yet still rescued 69 people that day. The club is now working with the community to plan a more resilient future.

Around 30 homes in the area have been classified as Category 3, meaning they face serious future risk. These properties are now eligible for council buy-outs, with land use decisions to follow based on safety.

    Flooding in Mairangi Bay village

    Finding a Way Forward, Together

Through a series of community engagements with affected clubs and residents, the top priorities for the community were determined by the community: Knowing Our Neighbours and Leveraging the Community Systems.

“Two remarkable things stand out about talking with the club management teams severely impacted by the floods: how much care they have for their community, and how resourceful they were to connect with others to help them recover. The community can be so proud to have them as their local leaders,” says Kristi Shaw, community-led storm recovery facilitator in East Coast Bays.

“All the conversations so far have had a similar thread – how well we recovered is about how well we have been connected with each other.

“Our aim is to weave people, groups, and community initiatives to deepen relationships while discovering and leveraging our community systems.”

Community initiative and collaboration has developed the Making Visible Workshops and Exhibition to connect residents with each other, and their experiences of living here, now, with the extreme storms.

    Sharing experiences through artwork

Making Visible is a community-led project facilitated by local artist and arts therapist, Wendy Lawson

Through a series of neighbourhood gatherings, residents are invited to bring an object that holds meaning, whether emotionally, symbolically, or as a tangible part of their experience of the storms or storm recovery. Shared stories and objects lead to a co-created artwork that is designed to be temporary, woven from the contributions and materials offered by the group.

Wendy knows first-hand what storm impact feels like.

Rope used to tether Wendy’s art studio after the 2023 floods; later incorporated into the workshop and exhibition as an object of significance.

“We’ve already seen how much people care about this coastal landscape and one another. It’s about listening carefully and shaping something meaningful together.”

The dynamic artwork, along with shared experiences and insights gathered throughout the workshop, will be curated into the ‘Making Visible’ exhibition at Mairangi Arts Centre from 14–19 June.

    Get involved

If you live in the East Coast Bays and are aged 16 or over, you’re invited to register for one of the upcoming Making Visible Workshops. All you need is a curious mind and a willingness to share.

    • Sat 17 May, 1pm, Browns Bay Presbyterian Church
    • Sat 24 May, 1pm, RAFT Studios, Torbay

Visit the ANCAD website to register or email kristi@ancad.org.nz for more information.

  • MIL-OSI USA: Rep. Salinas Votes Against “Cruel and Inhumane” Republican Budget in Agriculture Committee

Source: US Representative Andrea Salinas (OR-06)

Washington, DC – Today, Congresswoman Andrea Salinas (OR-06) issued the following statement after voting against advancing Republicans’ budget bill out of the House Agriculture Committee:

“This Republican budget bill is both cruel and inhumane. It punishes working families, taking away their health care and threatening food assistance for over 800,000 Oregonians. This legislation hurts farmers and small business owners who depend on SNAP purchases as a critical source of income, and it leaves Oregon’s rural communities without enough resources to fight wildfires and other natural disasters. What’s more, Republicans are doing all of this just so they can give more tax breaks to their billionaire donors.

Over the last two days, my Democratic colleagues and I have been working tirelessly to stop this disastrous legislation from moving forward out of the Agriculture Committee. We introduced dozens of amendments, many of them straightforward fixes that would have protected food assistance for children and ensured fired Forest Service workers are reinstated ahead of wildfire season. Yet at every turn, Republicans refused to work with us and were often absent from the committee room as we held these important discussions.

By forcing through this harmful legislation, Republicans have also shot down any chance of a truly bipartisan Farm Bill getting passed this Congress. They have sold out our farmers, seniors, veterans, and rural communities in order to line the pockets of Elon Musk and his rich friends. My constituents deserve better, and I will keep fighting to stop these massive cuts and protect Oregonians’ hard-earned benefits.”

Congressman Baird Applauds Passage of House Agriculture Committee’s Section of the One Big, Beautiful Bill

    Washington, May 14, 2025

Today, Congressman Jim Baird (IN-04) released the following statement after the House Agriculture Committee markup and passage of the committee’s portion of the One Big, Beautiful Bill:

“I was proud to vote to advance the House Agriculture Committee’s portion of the One Big, Beautiful Bill. This legislation represents an important step toward passing the Farm Bill to properly invest in our farmers, growers, and producers and prioritize rural America. The Agriculture Committee’s portion of this bill also enacts common-sense reforms to the Supplemental Nutrition Assistance Program (SNAP). Throughout the process, I was deeply disappointed to hear my Democrat colleagues repeatedly fearmonger and mislead the American public. These reforms simply do not leave children, the elderly, veterans, or other Americans in need without a lifeline or access to nutrition. Instead, this bill prevents non-citizens, except green card holders, from receiving federal SNAP benefits, closes loopholes in work requirement waivers, corrects the Biden Administration’s overreach, roots out fraud, and creates incentives for Americans to find opportunities that lift them out of poverty. Republicans are putting our farmers and American citizens first and strengthening our federal programs for those truly in need. I look forward to passing this legislation through the full House and Senate and sending this One Big, Beautiful Bill to President Trump’s desk soon.”

  • MIL-OSI USA: Hawley, Kelly Introduce Bipartisan Bill to Support Law Enforcement Recruitment and Retention

    US Senate News:

Source: United States Senator Josh Hawley (R-Mo)

    Wednesday, May 14, 2025

Today, U.S. Senators Josh Hawley (R-Mo.) and Mark Kelly (D-Ariz.) introduced the Educational and Career Opportunities for Public Safety (EdCOPS) Act, bipartisan legislation to address staffing shortages in law enforcement by providing educational benefits to public safety officers and their dependents.
“There is no profession more honorable than one that keeps our streets safe. Our men and women in uniform deserve Congress’ full support. I’m proud to co-sponsor legislation this National Police Week and prove to law enforcement that we have their back every step of the way,” said Senator Hawley.
“As the son of two police officers, I know how important it is to have experienced, trusted officers on the job. But right now, law enforcement agencies across the country are struggling to recruit qualified candidates and losing the people who know their communities best,” said Senator Kelly. “By expanding education and career opportunities, we’re helping officers build a more secure future for themselves and their families. It’s an investment that will help departments keep the experienced, dedicated officers that protect our communities.”
Law enforcement agencies across the country face a historic crisis in hiring and keeping qualified officers. The EdCOPS Act would help agencies attract and retain experienced officers by offering financial assistance for higher education to public safety officers who have served for at least eight years with a single employer and agree to serve an additional four years. An eligible public safety officer can transfer unused education benefits to a dependent.

“You’ve previously testified to the committee that you would do a top-to-bottom review of mifepristone,” said Senator Hawley. “Do you continue to stand by that, and don’t you think this new data shows that the need to do a full review is indeed pressing?”
“It’s alarming, and it indicates that at the very least, the label should be changed,”RFK said regarding the new mifepristone data. “I’ve asked Marty Makary at the FDA to do a complete review and report back.”
RFK Jr. also promised he would submit his own recommendation to President Trump based on the data. This exchange comes after Senator Hawley has advocated for reinstating safety guardrails surrounding mifepristone since the new study was released, from introducing legislation to urging the Department of Justice to reconsider its defense of the Biden Administration’s policy on mifepristone.
In the same hearing, Senator Hawley also questioned RFK Jr. on his stance towards tax breaks for Big Pharma’s television deals, prompting RFK Jr. to pledge his support for Senator Hawley’s bipartisan, bicameral bill cracking down on Big Pharma’s sweetheart deals.

  • MIL-OSI USA: May 14th, 2025 Heinrich Demands Answers on Public Lands Transfer in Southern New Mexico

    US Senate News:

Source: United States Senator for New Mexico Martin Heinrich

Heinrich to Hegseth: “I have deep concerns that the Trump Administration is bypassing due process for individuals who either intentionally or unintentionally enter this newly restricted area, including United States citizens who may be stopped and detained by U.S. Army soldiers for trespassing on an unmarked military base”

WASHINGTON — Today, U.S. Senator Martin Heinrich (D-N.M.), Ranking Member of the Senate Energy and Natural Resources Committee, sent a letter to U.S. Department of Defense (DoD) Secretary Pete Hegseth demanding answers on a number of significant questions that have arisen from the U.S. Department of the Interior’s transfer of approximately 109,651 acres of public land in Doña Ana, Luna, and Hidalgo Counties, New Mexico, to the U.S. Army.

Local residents along New Mexico’s southern border use these lands for hiking, mountain biking, hunting, camping, and experiencing New Mexico’s natural heritage, while ranchers depend on them for grazing access critical to their livelihoods. These lands also include the Continental Divide National Scenic Trail, NM State Highway 9, and significant acreage within New Mexico Game and Fish Hunt Units 25, 26, and 27.

Crossing into a National Defense Area can lead to charges under Title 50 of the U.S. Code, which can carry penalties of up to one year in custody and fines up to $100,000. During a visit to the newly designated National Defense Area along New Mexico’s southern border with Secretary Hegseth, Acting U.S. Attorney for the District of New Mexico Ryan Ellison said, “Trespassers into the National Defense Area will be Federally prosecuted — no exceptions.”

The Trump Administration has thus far failed to install appropriate signage at the perimeters of the National Defense Area to clearly mark its boundaries.

“I have deep concerns that the Trump Administration is bypassing due process for individuals who either intentionally or unintentionally enter this newly restricted area, including United States citizens who may be stopped and detained by U.S. Army soldiers for trespassing on an unmarked military base,” Heinrich wrote to Secretary Hegseth.

“While I understand the Department’s stated interest in reducing migrant crossings at the border, this transfer raises a number of urgent questions,” Heinrich continued.

In the letter, Heinrich demanded Secretary Hegseth answer the following questions:

    1. What is the current public access status of the lands under the NDA designation? Are these areas now closed to public entry, or are they still accessible to U.S. citizens or persons legally present in the United States?
    1. If this area is not fully open to the public, will the Department install signage to clearly mark the boundaries of the NDA along the perimeter of every restricted area? For example, will signage be installed adjacent to NM State Highway 9, such that individuals can see the signage before entering the northern boundary of the NDA? Similarly, will signage be installed at the southern perimeter of the NDA such that individuals can see the signage before entering the NDA?
    1. Are you enforcing trespassing on the NDA north of the Roosevelt Reservation? If not, why did the Administration withdraw the entire NDA?
    1. Will you notify the public about any new public access restrictions on the NDA?
    1. The NDA includes significant acreage within New Mexico Game and Fish Hunt Units 25, 26, and 27. Will hunting continue to be allowed within the NDA, and if so, under what additional regulations or conditions?
    1. Are other recreational uses, including hiking, camping, and off-road vehicle use, still allowed within the NDA?
    1. Can hikers on the Continental Divide National Scenic Trail access the southern terminus, which is located within the NDA?
    1. Are there any grazing permits previously authorized in the affected area? If so, will ranchers retain access under the new designation?
    1. How many private individuals or entities currently hold rights-of-way (ROW) or easements within the newly withdrawn boundary? Will they still have access to their ROWs?
    1. How many mining claims are within the boundary of the NDA?
    1. Can the New Mexico State Land Office access state land within the NDA? Can lease or permit holders on state land within the NDA continue to utilize those state trust lands pursuant to those leases or permits?
    1. Does the NDA limit road access to any private property within the boundaries of the NDA? If so, how is the department providing access to those private property owners?
    1. Are DOD personnel crossing private lands or using private roads to access DOD-managed land within in the NDA? If so, which properties? Are they doing so with the consent of those property owners? If military personnel are entering private land without permission of the landowner, under what authority are they accessing that private land?
    1. It has been reported that at least 300 individuals have been detained within the NDA area since the designation. How many of these individuals were U.S. citizens or were legally present in the United States?

“The residents of southern New Mexico have longstanding relationships with these lands — whether as business owners, stewards, sportsmen, ranchers, or recreational users. As such, decisions that significantly alter their access or legal standing must be made transparently and with meaningful consultation. Further, it is of upmost importance that federal laws and the Constitution are upheld, ” Heinrich concluded the letter.

  • MIL-OSI USA: Booker Leads Members of NJ Congressional Delegation in Letter to Senate and House Appropriations Leaders Urging Emergency Funding to Strengthen FAA Air Traffic Control Infrastructure

    US Senate News:

Source: United States Senator for New Jersey Cory Booker

NEWARK, N.J. – This afternoon, Senator Cory Booker (D-NJ) led members of New Jersey’s congressional delegation in sending a letter to Senate and House Appropriations Committee and Subcommittee Chairs and Ranking Members. The letter is signed by eight members of the state’s Congressional delegation and urges an immediate surge of at least $2 billion in emergency federal appropriations to address the ongoing situation at Newark Liberty International Airport (EWR) and telecommunications failures at other airports across the country.

The legislators wrote: “We write to request emergency supplemental funding for key programs at the Federal Aviation Administration (FAA) that will address the technology and equipment failures that are causing ongoing disruptions to the National Airspace System (NAS).

“Specifically, we ask for emergency supplemental funding for the FAA’s Air Traffic Organization (ATO) through the Operations and Facilities and Equipment (F&E) accounts. F&E supports upgrades of our air traffic control system infrastructure including the Terminal Radar Approach Control (TRACON) facilities. As you know, the Philadelphia TRACON facility’s faltering technology and outdated equipment has been the cause of a major and protracted disruption to the airspace primarily utilized by aircraft departing from and arriving at Newark Liberty International Airport (EWR).”

The legislators conclude: “Across our country, dozens more TRACON facilities rely on the same outdated technology and equipment and the installation of fiber wires, upgraded facilities, and modern telecommunications equipment will ensure that the chaos and disruptions ongoing in Newark do not soon occur in other regions of the nation as well.

“In order to resume operations at EWR and begin to expeditiously upgrade our nation’s air traffic control infrastructure, we request robust emergency supplemental funding to the FAA’s F&E account. This supplemental funding must include at least $2,000,000,000 dedicated to regions with repeated instances of a complete failure of the telecommunication system between TRACON facilities and approaching aircraft.”

A full copy of the May 14 letter can be found here and below:

Dear Chair Collins, Ranking Member Murray, Chairman Cole, Ranking Member DeLauro, Chair Hyde-Smith, Ranking Member Gillibrand, Chairman Womack, and Ranking Member Clyburn:

We write to request emergency supplemental funding for key programs at the Federal Aviation Administration (FAA) that will address the technology and equipment failures that are causing ongoing disruptions to the National Airspace System (NAS).

Specifically, we ask for emergency supplemental funding for the FAA’s Air Traffic Organization (ATO) through the Operations and Facilities and Equipment (F&E) accounts. F&E supports upgrades of our air traffic control system infrastructure including the Terminal Radar Approach Control (TRACON) facilities. As you know, the Philadelphia TRACON facility’s faltering technology and outdated equipment has been the cause of a major and protracted disruption to the airspace primarily utilized by aircraft departing from and arriving at Newark Liberty International Airport (EWR).

A complete shutdown of communications between air traffic controllers at the Philadelphia TRACON facility and approaching aircraft on April 28, 2025, and on two subsequent occasions, brought the operations at EWR to a halt. EWR operates within the busiest airspace in the nation and a ground stoppage immediately causes a ripple effect throughout the entire NAS. The ongoing weeks of delays, cancellations, and the significant reductions in flight capacity at EWR is disrupting the lives of our constituents, spreading uncertainty among the traveling public, and negatively impacting the operations of our entire interconnected national aviation system.

It is unacceptable that our air traffic control facilities—which rely on technology and equipment such as floppy disks and copper wire—are vulnerable to a region-wide blackout. In Newark, the initial disruption resulted in 90 seconds of zero communication or radar visibility between the air traffic controllers and approaching aircraft. The subsequent failures on May 9 and May 11 reinforces that the telecommunications system at the Philadelphia TRACON facility needs to be replaced in order to restore regular operations at EWR as soon as possible.

Across our country, dozens more TRACON facilities rely on the same outdated technology and equipment and the installation of fiber wires, upgraded facilities, and modern telecommunications equipment will ensure that the chaos and disruptions ongoing in Newark do not soon occur in other regions of the nation as well.

In order to resume operations at EWR and begin to expeditiously upgrade our nation’s air traffic control infrastructure, we request robust emergency supplemental funding to the FAA’s F&E account. This supplemental funding must include at least $2,000,000,000 dedicated to regions with repeated instances of a complete failure of the telecommunication system between TRACON facilities and approaching aircraft.

We appreciate your careful attention to this request. It is critical that Congress act to restore full flight operations in our region while also beginning the work of restoring the American people’s confidence in a safe, effective, and reliable aviation system.

  • MIL-OSI USA: Sullivan, Hirono Introduce Legislation to Increase Funding for USDA Program Supporting Farmers and Ranchers in Alaska and Hawaii

    US Senate News:

Source: United States Senator for Alaska Dan Sullivan

    05.14.25

WASHINGTON—U.S. Senators Dan Sullivan (R-Alaska) and Mazie Hirono (D-Hawaii) this week reintroduced the Reimbursement Transportation Cost Payment (RTCP) Revitalization Act, legislation to secure additional funding for the U.S. Department of Agriculture (USDA) RTCP Program. The RTCP program enables geographically disadvantaged farmers and ranchers in Alaska, Hawaii, and other insular areas to receive reimbursements for costs incurred when transporting supplies such as feed, fertilizer, and equipment parts. This legislation also increases the amount of funding these producers can receive.

“Alaska’s farmers and ranchers face greater obstacles getting their goods to market due to our state’s vast size, many remote communities, and general lack of infrastructure,” said Sen. Sullivan. “I’m glad to join my colleagues in Hawaii to support a vital USDA program that makes it possible for these hard-working Alaskans to support our economy and feed their fellow Americans from the bounty of our great state.”

“Farmers, ranchers, and other agricultural producers work tirelessly to provide healthy and fresh produce for their communities, and those located in geographically disadvantaged areas deserve to be fairly compensated for the lengths which they go to transport supplies,” said Senator Hirono. “As we continue working toward increased agricultural sustainability, I am glad to reintroduce this bipartisan legislation to support food producers in Hawaii, Alaska, and other insular areas, helping to ensure that local producers can continue their work as valuable food sources in their communities.”

The RTCP program was established in the 2008 Farm Bill in recognition of the increased costs producers face in geographically disadvantaged areas. USDA began administering the program in 2010 and throughout its history, demand for this popular program has substantially exceeded available funds. In addition to Alaska and Hawaii, the program is also available to farmers, ranchers, and producers in Puerto Rico, Guam, American Samoa, the Northern Mariana Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, the Republic of Palau, and the Virgin Islands.

Due to the increase in both demand for the program as well as costs for producers, the RTCP Revitalization Act aims to secure additional funding for the program. Specifically, the bill would:

    • Provide mandatory funding for RTCP, starting with $10 million in fiscal year (FY) 2026, increasing by $1 million each year to $15 million in FY 2031, and then provides $15 million each fiscal year thereafter;
    • Remove the $15 million payment cap for any given fiscal year that is currently in statute;
    • Provide language saying that the Secretary may not impose a cap to individual producer payments for any fiscal year that program funds exceed demand; and
    • Retain the authority for appropriators to fund the program.

In addition to Senators Sullivan and Hirono, the legislation was also cosponsored by Senator Brian Schatz (D-Hawaii).

The full text of the legislation is available here. A one-page summary of the bill is available here.

  • MIL-OSI Global: Two lizard-like creatures crossed tracks 355 million years ago. Today, their footprints yield a major discovery

Source: The Conversation – Global Perspectives – By John Long, Strategic Professor in Palaeontology, Flinders University

    Marcin Ambrozik

The emergence of four-legged animals known as tetrapods was a key step in the evolution of many species today – including humans.

Our new discovery, published today in Nature, details ancient fossil footprints found in Australia that upend the early evolution timeline of all tetrapods. It also suggests major parts of the story could have played out in the southern supercontinent of Gondwana.

This fossil trackway whispers that we have been looking for the origin of modern tetrapods in the wrong time, and perhaps the wrong place.

    The first feet on land

Tetrapods originated a long time ago in the Devonian period, when strange lobe-finned fishes began to haul themselves out of the water, probably around 390 million years ago.

This ancestral stock later split into two main evolutionary lines. One led to modern amphibians, such as frogs and salamanders. The other led to amniotes, whose eggs contain amniotic membranes protecting the developing foetus.

Today, amniotes include all reptiles, birds and mammals. They are by far the most successful tetrapod group, numbering more than 27,000 species of reptiles, birds and mammals.

They have occupied every environment on land, have conquered the air, and many returned to the water in spectacularly successful fashion. But the fossil record shows the earliest members of this amniote group were small and looked rather like lizards. How did they emerge?

The oldest known tetrapods have always been thought to be primitive fish-like forms like Acanthostega, barely capable of moving on land.

Acanthostega, an early tetrapod that lived about 365 million years ago, was a member of the ancestral stock that gave rise to amphibians and amniotes.
    The authors

Most scientists agree amphibians and amniotes separated at the start of the Carboniferous period, about 355 million years ago. Later in the period, the amniote lineage split further into the ancestors of mammals and reptiles-plus-birds.

Now, this tidy picture falls apart.

    A curious trackway

Key to our discovery is a 35 centimetre wide sandstone slab from Taungurung country, near Mansfield in eastern Victoria.

The slab is covered with the footprints of clawed feet that can only belong to early amniotes, most probably reptiles. It pushes back the origin of the amniotes by at least 35 million years.

Mansfield slab, dated between 359-350 million years old, showing positions of early reptile tracks.
    The authors

Despite huge variations in size and shape, all amniotes have certain features in common. For one, if we have limbs with fingers and toes, these are almost always tipped with claws – or nails, in the case of humans.

In other tetrapod groups, real claws don’t occur. Even claw-like, hardened toe tips seen in some amphibians are extremely rare.

Claws usually leave obvious marks in footprints, providing a clue to whether a fossil footprint was made by an amniote.

    The oldest clawed tracks

The previous oldest fossil record of reptiles is based on footprints and bones from North America and Europe around 318 million years ago.

The oldest record of reptile-like tracks in Europe is from Silesia in Poland, a new discovery also revealed in our paper. They are around 328 million years old.

However, the Australian slab is much older than that, dated to between 359 and 350 million years old. It comes from the earliest part of the Carboniferous rock outcropping along the Broken River (Berrepit in the Taungurung language of the local First Nations people).

This area has long been known for yielding many kinds of spectacular fossil fishes that lived in lakes and large rivers. Now, for the first time, we catch a glimpse of life on the riverbank.

Fossil hunters search the Carboniferous red sandstone in the Mansfield area of Victoria. Such outcrops recently yielded the trackways of the world’s oldest reptile.
    John Long

Two trackways of fossil footprints cross the slab’s upper surface, one of them overstepping an isolated footprint facing the opposite direction. The surface is covered with dimples made by raindrops, recording a brief shower just before the footprints were made. This proves the creatures were moving about on dry land.

All the footprints show claw marks, some in the form of long scratches where the foot has been dragged along.

The shape of the feet matches that of known early reptile tracks, so we are confident the footprints belong to an amniote. Our short animation below gives a reconstruction of the ancient environment around Mansfield 355 million years ago, and shows how the tracks were made.

    Rewriting the timeline

This find has a massive impact on the origin timeline of all tetrapods.

If amniotes had already evolved by the earliest Carboniferous, as our fossil shows, the last common ancestor of amniotes and amphibians has to lie much further back in time, in the Devonian period.

We can estimate the timing of the split by comparing the relative lengths of different branches in DNA-based family trees of living tetrapods. It suggests the split took place in the late Devonian, maybe as far back as 380 million years ago.

This implies the late Devonian world was populated not just by primitive fish-like tetrapods, and intermediate “fishapods” like the famous Tiktaalik, but also by advanced forms including close relatives of the living lineages. So why haven’t we found their bones?

The location of our slab provides a clue.

    Big evolutionary questions

All other records of Carboniferous amniotes have come from the northern hemisphere ancient landmass called Euramerica that incorporated present-day North America and Europe. Euramerica also produced the great majority of Devonian tetrapod fossils.

The new Australian fossils come from Gondwana, a gigantic southern continent that also contained Africa, South America, Antarctica and India.

In all of this vast landmass, which stretched from the southern tropics down across the South Pole, our little slab is currently the only tetrapod fossil from the earliest part of the Carboniferous.

The Devonian record is scarcely much better. The Gondwana fossil record of early tetrapods is shockingly incomplete, with enormous gaps that could conceal – well, just about anything.

This find now raises a big evolutionary question. Did the first modern tetrapods, our own distant ancestors, emerge in the temperate Devonian landscapes of southern Gondwana, long before they spread to the sun-baked semi-deserts and steaming swamps of equatorial Euramerica?

It’s quite possible. Only more fieldwork, bringing to light new discoveries of Devonian and Carboniferous fossils from the old Gondwana continents, might one day answer that question.
