  • MIL-OSI Security: NATO Deputy Secretary General discusses a stronger and fairer NATO, and deterring aggression, at LANDEURO symposium

    On Thursday (17 July 2025), NATO Deputy Secretary General Radmila Shekerinska addressed the LANDEURO symposium of The Association of the United States’ Army, discussing the role of the Allies’ armed forces and industry in deterring aggression.

    Thank you, General Brown.

    And good afternoon, everyone.

    It’s great to be here in Wiesbaden, home to the US Army’s Europe and Africa Headquarters.

    And a critical hub for America’s efforts to ensure stability across the region, but also beyond.

    Wiesbaden also houses our NATO command, the Security Assistance and Training command for Ukraine.

    With hundreds of personnel from NATO and partner countries who work hard, every day.

    To support Ukraine and to coordinate thousands of movements of military supplies, so that Ukraine can fight for it’s freedom, for peace, and for security.

    So what a better place to discuss the role of our armed forces and industry in deterring aggression.

    Let me start by thanking the organisers, the Association of the United States’ Army, for bringing us together to discuss this and many other important topics.

    Less than a month ago, leaders of all Allied nations gathered for the NATO Summit in The Hague.

    And they all had one clear objective.

    How to keep one billion people living in NATO countries safe today.

    And how to deter any possibility of aggression in the future.

    How to make sure that our Alliance can fulfil and I would say continue, in the next 75 and more years, to fulfil our sacred mission.

    What we saw in The Hague at the NATO Summit was bold decisions from our political leaders.

    A strong demonstration of our transatlantic unity and resolve.

    Allies have managed to agree on a very ambitious Defence Investment Plan, a new one, The Hague one,

    to invest 5 percent of GDP for our security by 2035.

    And this really is a game-changer.

    And I shouldn’t be saying this in this room, because you can understand how much of an impact will this have for our deterrence and our defence.

    It will massively increase NATO’s strength and war-fighting capabilities.

    And it will definitely ensure that we continue what we do best, and this is deliver peace, but through strength.

    At least 3.5% of GDP out of the 5% target will be spent on so called core miliary requirements.

    They will be spend on what one can say is the heavy metal of our armed forces — many of you here today.

    And this is the heavy metal that you all need to deter and defend.

    Among all these capability requirements that all Allies have agreed to even a month before the Hague Summit,

    What we have included in this number is a five-fold increase of our air and missile defence systems,

    thousands more armoured vehicles and tanks,

    and millions more artillery shells,

    and drones, and air jets.

    All these things contribute to the capability targets that we need, and the capability targets that require 3.5% of GDP so that they can be financed in due time.

    At the same time, Allies agreed to spend 1.5% of GDP on defence and security related expenses.

    This means more money to support our militaries and societies to become more secure.

    In a world where microchips matter as much as the latest missiles every part of our society and our economy must step up for security.

    From strong cyber defences to secure supply chains.

    From greater resilience to more investment in roads, railways and ports for the sake of our defence plans.

    This is all about making sure that we can get our forces to the right place at the right time, but equipped with the right capabilities.

    It’s also about responding to the world as it is now, not as we wish it to be.

    Preparing for war costs money, 5% is a lot of money.

    But not preparing for it will cost us far more, both in terms of money and in terms of lives. We are no longer fighting wars of choice, where everything is plannable and we set the timetable.

    It is our adversaries that are setting the pace of production and defining the moment.

    Russia is rearming faster than many people have imagined.

    It is enabled by Chinese technology, Iranian drones, and North Korean missiles but also boots on the ground.

    What’s more, Putin has shown that he will not hesitate to use military force to achieve his goals.

    China is also carrying out its own massive military modernisation.

    It is rapidly expanding its nuclear arsenal, completely unconstrained by any arms control agreements.

    It is flexing its muscles in the South China Sea and sharpening its tools of economic coercion in the Euro-Atlantic.

    And while all this is happening, we also cannot underestimate the persistent instability in the Middle East,

    divisive rhetoric in the Western Balkans,

    and the ongoing threats of terrorism.

    So as the world becomes more dangerous, more turbulent,

    NATO must become stronger, fairer and, and this is the right place to use the word, more lethal.

    To leave no adversary in any doubt that we will do what it takes to protect and defend each other.

    A couple of weeks ago, we bid a fond farewell to General Cavoli, who as you know wore two hats.

    He was both NATO’s Supreme Allied Commander, our SACEUR, but also Commander of the US’s European forces.

    And let me use this opportunity to say that he has played really a fundamental role in transforming the Alliance, even prior to the NATO Summit.

    He has really supported us in fostering a stronger bond between NATO’s Supreme Allied Headquarters in Mons, SHAPE, and the United States’ European Command in Stuttgart.

    General Cavoli made sure that we have robust regional plans to defend every inch of Allied territory.

    And that we continue to modernise NATO’s multi-domain warfighting capabilities.

    From the seabed to outer space, we cannot afford to have any weak links.

    The conflicts in Ukraine, but also the instability and the conflicts in the Middle East have transformed modern warfare.

    In Ukraine, we have seen tactics and trench-warfare from the last world wars, combined with the completely new technology from the next.

    Ukraine has pioneered the use of drones, I was able to see remarkable examples for this, but not only in the air domain.

    But also to neutralise the threat of the Russian army in the Black Sea.

    And to strike Russian military targets far beyond the frontlines.

    Both Russia and Ukraine have carried out kinetic and non-kinetic attacks — across land, sea, air, cyber and information space — and all of this simultaneously.

    This was done to certain extent in devastating ways.

    And we need to therefore think differently about how we operate.

    Not in silos — but really seamlessly across all domains — and at the same time.

    So when we develop our capabilities, this is the thinking, this is the logic.

    This is the philosophy that we have to take into account.

    We also need to think about how we integrate the latest technologies with conventional capabilities to gain the maximum effect.

    And this was very much what SACEUR and SACT worked on in the last years.

    But this is why we were also delighted to welcome General Alexus Grynkewich as our new Supreme Allied Commander.

    He has championed innovation and developed cutting-edge capabilities for our armed forces.

    His appointment demonstrates the United States’ ironclad commitment to our shared security.

    As America continues to put forward its brightest and best in service of the United States of America, but also in the service of the Alliance.

    At the Summit, we heard really strong statements from the US leadership, from President Trump, but also from the two Secretaries and all the representatives.

    How dedicated and how committed they are to NATO and to our collective defence.

    The US continues to stand foursquare with its NATO Allies.

    Because it is good for America’s security and it is vital for the transatlantic security.

    The US has played and continues to play an indispensable role in our Alliance.

    Providing critical enablers, reinforcements, and of course its nuclear deterrence – the ultimate guarantor of our security.

    At the same time, America’s Allies, European and Canada, are stepping up.

    All Allies, all 32 of them, will spend 2 percent of GDP on defence this year, as we have agreed time ago in Wales.

    And many are already going much further and much faster.

    Some of them have stepped up and approached 5% even before the Summit. And this is remarkable leadership.

    They are making sure that we have collectively what we need to deter and defend.

    That’s why the other major focus of the Summit in The Hague was defence production.

    Because cash alone does not deter our adversaries. It does not by itself provide security.

    But concrete capabilities do.

    Our adversaries won’t be deterred just because of our statements, because of our pledges, because of our words.

    But by strong defences, well-equipped troops, and the latest weapons systems.

    This is why the Secretary General has been tireless in his efforts to engage not only with Allied leaders or with the militaries, but also with defence industries on both sides of the Atlantic.

    He has been urging them to open new production lines, put in the extra shifts, really ramp up production.

    But also to boost innovation and come up with capabilities that are actually meaningful today and tomorrow.

    And they are.

    They are really prepared for this game-changing environment around us.

    Across the Alliance, industry has opened hundreds of new production lines and expanded existing ones.

    We are now on course to produce more ships, more planes and ammunition than we have done in decades.

    But we still need to do more.

    NATO Allies today are home to world-class defence companies – some of them present today here with us – the best researchers, and the most innovative entrepreneurs.

    But we need to do these things more, better and faster to drive even more production both on the American but also on the European side of the Atlantic.

    And, again, we need to think differently about how and who we partner with.

    This means working with everyone from the defence primes to civilian start-ups to integrate the latest technologies into our defence.

    But it also means working together not among us in the Alliance, but also with our partners, from Ukraine, European Union, to the Indo-Pacific. All of them joined us for the Hague Summit and we agreed to do more, together, including or especially focusing on defence production.

    There is so much we can learn from Ukraine, and we already are learning.

    We have opened a new joint centre in Poland, the so-called JATEC [the NATO-Ukraine Joint Analysis, Training and Education Centre] to do that exactly. To help Ukraine, but also, in the same way use the experience so that we can create stronger deterrence and defence.

    We are also determined to work even more closely with our partners — Australia, Japan, New Zealand and South Korea — including on defence production.

    They are the source of so many of today’s cutting-edge capabilities.

    Ladies and gentlemen,

    NATO is the strongest and most successful defensive Alliance in history of mankind.

    We have done that. We have secured. We have protected one billion citizens.

    Because we combine the finest armed forces, with the most innovative economies.

    And because of our solemn promise to protect and defend each other.

    So this sense of unity, solidarity, joint work is very strong and continues to be very important for us.

    So let me end by thanking all of you here for the vital role you have played in our security.

    I know I can count and we can count on you to keep our Alliance strong and our one billion people safe.

  • MIL-OSI United Nations: From crisis to classroom: How the UN supports education in conflict zones

    Of the 234 million school-age children affected by conflict globally, 85 million children are completely out of school.  

    The figures are “unprecedented,” Helena Murseli, who leads the UN Children’s Fund’s (UNICEF) Global Education in Emergencies team, told UN News

    “These are not isolated incidents. They are part of a global pattern of escalating conflict that affects children’s right to learn,” she said.  

    Childhood without education

    In the short and long-term, the consequences of missing out on education during violent crises are severe.

    “Education is not just lifesaving, it’s also life-sustaining and life-changing,” Ms. Murseli emphasised.

    “When schools close, families also lose their anchor. Children miss the structure, the safety, the normalcy that education provides,” she said. “The day-to-day reality becomes about immediate survival, rather than building a future for them.”

    Ms. Murseli stressed that the long-term impacts are just as or even more significant. “Education breaks cycles of conflict and poverty. When entire generations miss school, countries lose the human capital needed for recovery and development. We risk creating what we call a ‘lost generation’—children who grow up knowing only crisis, without the skills or hope to rebuild their society.”

    Sudan: The world’s largest education crisis

    In terms of numbers, Sudan is the world’s largest education emergency. An estimated 19 million children are out of school, and 90 per cent of schools are closed nationwide due to ongoing violent conflict.

    To help address this crisis, Ms. Murseli highlighted that over 2.4 million children have returned to school through more than 850 UNICEF-run Makanna centres – meaning “our space” in Arabic.  

    UNICEF has also supported over 250,000 children with holistic education services, providing students with water, sanitation, nutrition and protection so they’re able to successfully continue their studies.  

    The also organization utilises solar-powered tablets for education, “perfect for a country with more than 10 hours of daily sunshine,” said Ms. Murseli.

    Additionally, a $400 million Transitional Educational Plan led by the UN’s education organization (UNESCO) aims to restore access to education and vocational training.

    Looking ahead, UNICEF’s education support project in Sudan plans to support relatively stable states with printed materials and remote learning tools. 

    Systematic destruction of schools in Gaza

    The war in Gaza and the destruction of 95 per cent of educational infrastructure has left over 660,000 children out of school – nearly all of Gaza’s school-aged population.

    Many former UN-run schools are now being used as shelters for displaced people.

    A report to the UN Human Rights Council found that Israeli forces systematically destroyed education infrastructure in Gaza and described these actions as possible war crimes. 

    Learning with what’s available

    According to Ms. Murseli and the UN Palestinian refugee agency (UNRWA) more than 68,000 children in Gaza have been reached through temporary learning spaces offering education and psychosocial support.

    UNICEF is also recycling pallets into school furniture and converting supplied boxes into tables and chairs.

    In addition, digital tools to study literacy and numeracy lessons have been provided to nearly 300,000 Palestinian refugee children. 

    Ukraine: education under fire

    Within Ukraine, 5.3 million children face barriers to education, and around 115,000 are completely out of school due to the ongoing war.

    With many schools on the front lines either closed or operating remotely, over 420,000 children attend school fully online, while 1 million use a hybrid model. 

    However, ongoing energy shortages have reduced access to online learning to as little as two and a half hours each day, and in-person school is often disrupted by indiscriminate attacks.

    In Russian-controlled areas of Ukraine, the UN Human Rights Office said that authorities are enforcing a militarised, patriotic curriculum and banning the Ukrainian language – actions that violate international law, which requires occupying powers to respect children’s national identity and education.

    Catch-up classes and safe spaces

    UNICEF has established 150 student learning centres in frontline areas and offers twice-weekly catch-up classes in maths and Ukrainian language.  

    To adapt to the situation on the front lines, Ms. Murseli also highlighted UNICEF’s running of schools in underground metro systems and bomb shelters.

    In 2025, the organization aims to help over 500,000 children across the country access formal education and recreational activities.  

    To increase safety, UN Ukraine has also launched an initiative to create protected shelters for students and staff during air raids. 

    The costs of inaction

    As crises deepen and humanitarian funding continues to decline, education programmes have faced dramatic cuts.  

    Ms. Murseli underscored that as humanitarian funding could drop up to 45 per cent by the end of this year, “despite being families’ top priority in emergencies, education receives only 3 per cent of humanitarian aid.”

    “I think we are at the critical turning point where we need urgent prioritisation of education and not further cuts,” she said.  

    Amid rhetoric of a “humanitarian reset” – saving funds by making the humanitarian system more effective – Ms. Murseli emphasised that holistic education programmes that provide students with the humanitarian resources to thrive are the key to withstanding crises and development in the aftermath.

    “We’re talking about 234 million children’s future and ultimately, global stability and development. The cost of inaction far exceeds the investment needed to get every crisis-affected child learning,” she concluded.

  • MIL-OSI United Nations: Ukraine: UN and partners launch Winter Response Plan amid escalating hostilities

    Amidst escalating hostilities and continued strikes on critical infrastructure, Ukraine is once again bracing for another harsh winter.  

    As the cold season brings heightened risks, especially for people near the frontline, displaced persons living in collective sites, and other vulnerable populations, the Winter Response Plan aims to deliver essential multisectoral humanitarian assistance to over 1.7 million people from October through March.  

    Serving as a tool for advocacy, resource mobilisation and coordination with Government authorities, the plan caters to the most vulnerable groups, including older people, persons with disabilities, and children.  

    Life-saving assistance

    “As temperatures drop, millions across Ukraine will struggle to keep warm -especially in communities near the front line and among vulnerable displaced people,” said Mathias Schmale, the UN Humanitarian Coordinator for Ukraine.  

    Humanitarian organizations will help insulate and repair damaged homes, provide heaters, fuel, blankets, and warm clothing, prepare shelters for extreme cold, deliver cash for heating and utilities, and coordinate services in high-risk areas.  

    Additional strain

    “Every winter puts additional strain on people already worn down by years of war,” Mr. Schmale said.  

    Areas most affected by cold in the winter are predominantly concentrated in northern and eastern Ukraine along the frontline.  

    People in these areas are exposed to harsh winter conditions, compounded by heightened vulnerability, and severely damaged infrastructure resulting from ongoing conflict and persistent airstrikes.

    Displaced people residing in collective sites are also among the most vulnerable during winter, as recent monitoring of such sites indicates that nearly 60 per cent of these sites continue to face winter-related gaps.

    Susannah thank you very much and Dave thank you A – for being here and B – for giving such a great presentation, I am now starting to doubt the fact that I took out the animal videos from last year out of my presentation.

    As you heard yesterday this is the last appearance for me as the CAS at the Global Air Space Chiefs Conference and I am going to miss it. This conference provides a fantastic opportunity for us to get to know each other, build relationships, and most importantly to share ideas.

    Combined with RIAT and the invitation to our crews, to our industries, and to our spouses, this always feels like a very special event. 

    You might remember that two years ago I showed this picture of Caitlin and me on holiday in Greece as a mechanism to try and build a rapport or relationship. I got in trouble because I hadn’t cleared it with her before I showed it but I’m doing it again, it’ll be fine.

    I wanted to start today by saying a huge thank you to the global air and space chief community for your friendship and support over the two years while I’ve been chief and particularly over the last year.

    Some of you know that Caitlin was not at RIAT last year as she underwent a pretty aggressive form of chemotherapy, and that camaraderie and support that I felt from this international community was incredible. It’s those bonds of friendship and understanding that will sustain us both in peacetime and in war.

    I am pleased to say that Caitlin is doing well and she’ll be back at RIAT.

    And for those of you who are wondering she is still a divorce lawyer. So, if she hands you her business card you should be afraid, if she hands your spouse her business card – be very very afraid!

    Two years ago in 2023 when I stood on this stage, the war in Ukraine was just over a year old and my key conclusion was that after 3 decades of peace dividend and fighting impressive counter-terrorism campaigns globally, we – the Royal Air Force and other air forces needed to change if we were going to avoid the kind of war that we saw playing out in Ukraine. 

    Our response to this demand for change intellectually was to update our air operating concept. At the heart of it is this idea of decision superiority supported by agility, integration, and resilience.

    Roll forward a year, last year we focused on deterrence. In whatever way you describe it, warfare is costly, and I argued that our job as military leaders was to stop these wars from starting.

    I also explained last year where our priorities lay in terms of developing the capabilities to ensure we could deter the kind of fight we’ve seen in Ukraine.

    It started with command and control. Capabilities to counter the A2 AD threat. Integrated area missile and defence and agile combat employment. And taking a leaf out of Dave’s book I also showed you this picture of my good friend Patrick Sanders, shortly after he finished being the head of the British Army at Glastonbury. I’m pleased to say that Patrick has gone past his Glasto phase and is now a successful podcaster and it’s really good, I can really recommend it. But Patrick was in the news again last weekend with a warning that we should head as we think about the pace of change.

    As you heard from the Minister, last month the UK published its Strategic Defence Review, a vision about making Britain safer, secure at home, and strong abroad. It played back to us much of the logic and analysis we’ve talked about in conferences like this for several years. As you’ve heard today, it focuses on warfighting readiness, it’s clear about putting NATO first, and using defence as and engine for growth, with UK innovation driven by lessons from Ukraine, and a whole of society response.

    This is a radical shift for the UK.

    And all of that is before The Hague Summit where many of our allies signed up to spend significantly more on Defence.

    This is a watershed moment for the UK and the West.

    Throughout my whole career Defence budgets have shrunk, armed forces have got smaller. I was at RAF Cranwell recently talking to our officer cadets about to graduate and coming out into their next phase of training and into the Air Force. I told them that they are entering an air force that none of us have known. An Air Force where budgets are growing, and numbers are increasing.

    Last year, I also talked about the high low mix and its importance and autonomous collaborative platforms, and you’ve heard about that from the minister this morning.

    I got Jim Beck our Director of Capability, who we saw yesterday, to promise in front of all of you he would deliver this year the first of a family of ACPs that would improve the lethality and survivability of our crewed platforms.

    I want to pay tribute to Jim today and the wider team for delivering in April this year StormShroud.

    It is an impressive capability that was delivered with a different attitude towards risk both in terms of its acquisition and in the terms of the way it’s operated.  It also delivered through collaboration with warfighters, traditional defence industry, and new entrants to it.

    I am enormously proud of what Jim, the team and the wider team have done to deliver it, and I am enormously pleased that what SDR sets out is a direction of travel that we have been on as air forces for several years.

    But the SDR is clear, and I’m clear that we have to do this quickly, and we can’t do it on our own.

    To borrow a phrase from my great friend Jabba Steur the Dutch chief, we need to be ready to fight tonight, tomorrow, and together.

    These alliances, that these conferences help build are incredibly important to us, and frankly the alliance with the United States of America is the most important of all.

    Arthur Tedder and Tooey Spatz, the first Chief of Staff for the US Air Force, forged a relationship during the second world war that sustained them through peace. Today the relationships we form in peacetime need to sustain us through war.

    This year has seen many of us in this room flying alongside our US friends and fighting alongside them globally.

    But is not just about working together as allies, this evolving battlespace demands that we work together across all 5 domains, and that’s why that is the theme of this conference how do we integrate air and space power into this evolving battlespace.

    I want to use 3 stories from the past, present and future to illustrate why this is important and what lessons we might draw about how we do it.

    Now looking round the room, I think quite a lot of us in the room remember the early days in our career the end of the Cold War.

    Every self-respecting junior officer would have read Tom Clancy’s Red Storm Rising.

    In it, NATO face the task of repelling Russian aggression from Eastern Europe through or by, as Tom said,

    ‘…penetrating the most concentrated SAM belt the world had ever known.’

    In Tom Clancy’s day that was a job for Air Forces it required large packages of aircraft, it was what our flag exercises, Red Flag, Green Flag, Maple Flag, were all about. Honing our Large Force Employment skills – we relished the opportunity; we loved flying and fighting alongside the very best from other nations.

    I’m sure just the mention of it evokes warm memories at the time when it was the air force that we knew and loved, when we had more hair, slimmer waists, and we didn’t groan when we got out of chairs.

    This was air power’s World Cup. I was also going to say this was, for our American audience, it’s like the World Series, but I found out that Donald Trump seems to recognise Soccer is the more important game, and if you’re going to have a world event you do have to invite people from other countries to it, just saying. Sorry Dave!

    This was a complex mission and attrition was expected. In Tom Clancy’s novel, more than a dozen of the most technologically advanced aircraft the West had were lost on that first mission. In the 1980s we had the mass to cope with that kind of level of attrition. Today, we know that this is going to require more than just brilliant air forces. Even the most ardent advocate of air power, Dave Deptula agrees.

    In Tom Clancy’s time, other terrestrial domains lacked the tools to be able to really influence this fight. Space and cyber weren’t even nascent capabilities.

    Today, not only is it feasible to integrate effects across multi domains, it is essential. And this is hard, it’s hard to do it on a national level, trying to do it multi-nationally, across a continent is exponentially more difficult but it is the challenge of our generation, and our adversaries know that and they’re trying to emulate us. Fortunately, however they are showing us how not to do it.

    When Russia invaded Ukraine in 2022, it looked like integrated multi-domain operations. With two combined armies, supported by strategic fires, tactical and strategic air power provided by VKS, land launched, sea launched, air launched cruise missile, electronic warfare, and critical space and cyber effects, surely that was integrated?

    But the reality is Russia’s sees air power differently to the west, in the western way of warfare, air power is at the heart of the way we fight. In Russia it’s about supporting the land campaign, and we know as Justin Bronkin and Dag Henrikson have pointed out that Russia has always struggled to integrate air power emissions to deliver strategic effect. So in those first few hours and days after the war started, what we saw was Russia’s actions were stove pipped, they were deconflicted in time and space and fratricide both electronically and kinetically was commonplace. But three years and a million causalities later, Russia is learning. And we have to learn too, as General Patton said,

    Our job as air chiefs is to educate our aviators and our commander so that we are ready for the next Storm Rising. There’s no way I could write it.

    I’ve stood on this stage and said, that we should not image that Ukraine is the way in which we would fight in the future. Ukraine is a 19th Century war, fought with 20th Century tactics and 21st Century weapons.

    What we need to do is fight 21st Century war, with 21st Century capabilities, and 21st Century thinking.

    2025 has given for us some examples of how this air led innovation and integration can make a difference. We’ve heard about Ukraine’s audacious attack against Russia’s strategic assets and operations in Iran have really shown us what exquisite air power integrated with other multi-domain effects can do at both the strategic and campaign level.

    But when the war starts, we know that it’s going to be a dynamic environment, and so whilst the tactics and the targets might be the same as they were in Tom Clancy’s day, the threat has changed, and the tactics need to change too.

    There’s breadth, scale, depth coupled with three years of operational experience mean the threat is much greater than it was in Tom Clancy’s time. And so the tactics need to change, and we need an integrated approach.

    We need space, cyber, land, sea, and air to work together.

    We know space will deliver PNT, we know it will deliver ISR, we know it will deliver battle damage assessment, but it can also be used to disrupt our adversaries’ communications. We can shield our own forces from their satellites.

    Cyber can disrupt and degrade C2 systems.

    The maritime environment might deliver fires or air defence.

    The land domain might launch Stromshroud, project special forces or launch attacks against key targets.

    We get this right; we create control of the air. We might be limited in time and geography, but it opens up the opportunity for our forces to target and exploit other opportunities.

    But no plan survives contact with the enemy and we need a mechanism to adapt and react, to ensure that we’re able to exploit opportunities and make the right decisions at the right time in this complex environment.

    In the UK we’ve developed NEXUS, it’s our combat cloud and it will form part of the digital targeting web the minister talked about this morning and it’s through that that we’ll deliver the tempo and deliver that all domain C2. But C2 is about more than the network, it’s about our commanders, our decision making and our training. We’ve got challenge in NATO in particular, how do we command and control in a dynamic environment, multi-domain operations when we’re structured by component and organised by components or geography.

    NATO’s land component commander argues that it’s the Army’s task, the Army should, alone deal with the counter A2 AD threat in Kaliningrad. He might be right in that specific environment, but it’s not proven or tested. It would be like me saying that actually it’s air power that should be the soul force that blunts Russian attacks into NATO territory. We need to lift ourselves out of these historic rivalries and reductive arguments and think about how we deliver truly integrated multi-domain effects.

    How do we set the board at risk in the way Dave said yesterday to make sure we are ready for the next Storm Rising.

    We can learn lessons from other campaigns and operations and the next panel will talk about some of those. But I think we need to test, to train, and to educate our people.

    In the real world, exercises like Bamboo Eagle provide high-end, multi-domain, multinational and long-range exercises where we can test ourselves against these kinds of scenarios. Red Flag has always been the pinnacle air exercise, in this case Red Flag was just the starter to the main course which was exercise Bamboo Eagle.

    175 aircraft from Canada, the UK, Australia, and the US. In an operation that ranged right across the indo-pacific. But we don’t just need to rely on the real world anymore, the synthetic environment provides us with opportunities to test and train in ways we’ve not been able to before.

    In the UK, we’ve developed Gladiator, a synthetic, multi-domain environment that connects national and international components so they can mission rehearse the most complex of multi-domain operations that we are unable to imagine.

    Earlier last year, in Exercise Cobra Warrior, the weather meant that we were unable to conduct some of the flying that we intended, quite a common thing in the UK.

    What we did was, we flew the mission in Gladiator. The full COMAO flew real-time, and then the combined synthetic and real picture that came from that was fed into the was fed into the ops centre which allowed our C2 and ISR teams to test themselves as though it had been for real.

    We can no longer wait to find out what we know and adapt when the war starts.

    For those, like Dave and Shawn Harris who have walked the corridors of the USAF’s School of Advanced Air and Space Power Studies, they’ll see this quote.

    We need to provide those opportunities for our people, so that they are ready for the next Storm Rising.

    The Americans have shown the way with Bamboo Eagle and the phenomenal capability off the coast of California, but I think we need something like this in Europe too.

    Somewhere where we can bring our Armies, Navies, and Air Forces together. Where we can test the land component commander’s assertion that he can alone address the counter A2 AD task in Kaliningrad. Where we can find out how do we command and control multi-domain effects in NATO when we’re organised by components.

    We have talked and sat around the NATO Air Chiefs table about creating some airspace we can turn on and off over the North Sea. But for our agencies and our airlines it’s all a bit too difficult.

    Now to be fair, North Sea might not be the right place. Our friends in Sweden and Finland have got a lot of space and are keen to help. What I would like to do is to see our European and NATO forces pool our resources and create that capacity and capability here in Europe.

    So let me sum up.

    We have to be ready for this next Storm Rising.

    We know it is going to be harder than it was in Tom Clancy’s day.

    Fighting a bespoke, exquisite air campaign that’s not integrated into this evolving battlespace will lead to campaign failure.

    What we need is genuinely integrated multi-domain effects, at this operational and strategic level not just at the tactical level where we know that we excel. How we do that is through thinking and practice. We can do some of that in synthetic environment and that also allows us an opportunity to exploit some of those tools that Keith and others talked about yesterday. But we need to do it in the real world too, so we can identify the frictions and fix them.

    I’ll be honest, I don’t know the answer to this NATO conundrum about command and control and how we do that command and control integrated action and deliver multi-domain effects when we’re organised by component. But the answer to it starts with thinking and practice, and it’s through that we will be able to deter, to fight and to win – tonight, tomorrow and together.

    KYIV, July 17 (Xinhua) — Ukraine’s Prime Minister-designate Yulia Svyrydenko outlined the work priorities of her future government on Facebook on Thursday.

    According to her, the Cabinet of Ministers will take a course towards ensuring military, economic and social self-sufficiency of Ukraine, the positive results of which will be felt by every citizen of the country.

    Yu. Sviridenko noted that during the first six months of work, the new government will have to increase the volume of production of domestic weapons, establish high-quality supplies for the Ukrainian army and increase its level of technological advancement.

    Separately, the head of government promised to support Ukrainian entrepreneurs through comprehensive deregulation, ending pressure on business, accelerating “big” privatization and further implementing effective instruments for providing assistance.

    Yu. Sviridenko also expressed her intention to optimize the state apparatus and reduce budget expenditures.

    Earlier on Thursday, the Verkhovna Rada approved 39-year-old Yulia Svyrydenko as the Prime Minister of Ukraine. Before this appointment, she held the post of First Vice Prime Minister and Minister of Economy of the country. Yulia Svyrydenko became the second woman in the history of independent Ukraine after Yulia Tymoshenko to head the government.

    Kyiv, July 17 /Xinhua/ — The Verkhovna Rada of Ukraine on Thursday approved the composition of the country’s new government, headed by Yulia Svyrydenko, the Interfax-Ukraine news agency reported.

    Mikhail Fedorov has been appointed First Deputy Prime Minister and Minister of Digital Transformation.

    Alexey Sobolev headed the newly created united department – the Ministry of Economy, Environment and Agriculture.

    Parliamentarians appointed Taras Kachka, who previously held the post of Deputy Minister of Economy and Trade Representative of the country, as Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.

    Svetlana Grinchuk has been appointed head of the Ministry of Energy. Before this appointment, she held the post of Minister of Environmental Protection and Natural Resources. At the same time, former Minister of Energy German Galushchenko has been appointed head of the Ministry of Justice.

    Y. Svyrydenko’s predecessor as Prime Minister of Ukraine, Denys Shmyhal, has become the head of the Ministry of Defense.

    Denis Ulyutin, who previously held the position of First Deputy Minister of Finance, has been appointed Minister of Social Policy, Family and Unity.

    Several members of the previous cabinet of ministers were reassigned to their previous posts.

    On Wednesday, the Verkhovna Rada dismissed Prime Minister D. Shmyhal from his post. In accordance with Ukrainian law, the dismissal of the head of government entailed the resignation of all members of the Cabinet. On Thursday, the parliament appointed Yulia Svyrydenko, who previously held the post of First Deputy Prime Minister and Minister of Economy, as the new Prime Minister. –0–

    Good afternoon.

    It’s a real pleasure to welcome Chancellor Merz. 

    And it’s great to be here at Airbus today. I’m always amazed at this place when I come to visit, it’s not my first visit. 

    Thank you for showing us the amazing work you do here. 

    This is one the most cutting-edge facilities in Europe.

    Home to the Exo-Mars Rover, designed with German expertise and built right here in Stevenage.

    You are driving innovation in defence and space technology, making us all safer – leading us into the future.

    And this is at the heart of what brings Friedrich and I together.

    We see the scale of the challenges our continent faces today and we intend meet them head on. But we also see the scale of the opportunities. So, we have a shared resolve to shape this new era with new leadership.

    The UK and Germany side by side, delivering growth and security and delivering for working people.

    And that’s why, earlier today we did something genuinely unprecedented. Building on our new agreement with the EU, together, we signed the Kensington Treaty, the first ever major bilateral treaty between the United Kingdom and Germany. 

    Two great, modern European nations. It is an expression of our shared aims and values.

    But more than that – it is a practical workplan, setting out 17 major projects where we will come together to deliver real results which will improve people’s lives.

    So a historic treaty and statement of intent and ambition. And we intend to do, amongst other things, as leading NATO powers in Europe, committing not only to our mutual defence but also to maximise the benefits of our defence spending, in the shape of more jobs, more growth and more security.

    Under this treaty we will bring our industries together to boost defence exports by billions of pounds and we’ll speed up our collaboration on high tech weapons and equipment, strengthening NATO – and keeping our people safe. 

    Our economic links already support half a million British jobs.

    So under this treaty we’ll go further, with eGate access for frequent business travellers. I know that’s something very popular here. 

    A direct rail link, and a new UK-Germany Business Forum to boost investment, starting today with new investments into the UK worth over £200 million. 

    We’re also deepening collaboration on science and innovation, supporting great jobs, like those here at Airbus. 

    And we’re delivering new infrastructure projects, including in the North Sea Energy to produce power that is cheaper, greener and more secure.

    Crucially – we’re also working together on illegal migration. I want to thank Friedrich for his leadership on this.

    Pledging decisive action to strengthen German law this year so that small boats being stored or transported in Germany can be seized, disrupting the route to the UK and it’s a clear sign that we mean business. We are coming after the criminal gangs in every way we can. 

    We also discussed the appalling situation in Gaza. We are both working to support efforts towards a ceasefire and also to demand the immediate, unconditional release of the remaining hostages and the immediate, unconditional humanitarian access that is so desperately needed to deliver aid at volume and at speed.

    Finally, we discussed the situation Ukraine. Just a few days after Friedrich took office in May earlier this year we were both in Kyiv shoulder-to-shoulder with President Zelenskyy during one of the toughest moments in this horrendous war.

    Now we’re leading the work to get the best kit to Ukraine as fast as possible. We’ll keep pushing this forward – together with the US and other allies because ultimately our security starts in Ukraine. 

    So this is a partnership with a purpose. And I think it illustrates what our work on the international stage is all about. It’s about building the foundations of stability across our continent that make us safer, boost our economy and deliver change across for our people. It’s about delivering results and that’s what we’re working towards.  

    And, in a dangerous world, we do this together. 

    So thank you Friedrich –  for your partnership and your friendship.

  • MIL-OSI Europe: EU agencies help shut down major hacktivist group

    NoName057(16) has professed support for the Russian Federation since the start of the war of aggression against Ukraine. Since the start of the war, it has executed multiple DDoS attacks against critical infrastructure during high-level (political) events. The group has also exhibited anti-NATO and anti-U.S. sentiment. During a DDoS attack, a website or online service is flooded with traffic, overloading its capacity and thus making it unavailable. The hacktivist group has executed 14 attacks in Germany, some of them lasting multiple days and affecting around 230 organisations including arms factories, power suppliers and government organisations. Attacks were also executed across Europe during the European elections. In Sweden, authorities and bank websites were targeted, while in Switzerland multiple attacks were carried out during a video message given by the Ukrainian President to the Joint Parliament in June 2023, and during the Peace Summit for Ukraine in June 2024. Most recently, the Netherlands was targeted during the NATO Summit at the end of June.

    To execute their attacks, the group recruited supporters through a messaging service. It is estimated that the hackers were able to mobilise around 4000 users who supported their operations by downloading malware that made it possible for them to participate in the DDoS attacks. The group also built its own botnet using hundreds of servers around the world that increased the attack load, causing more damage.

    Coordination of the many international partners was crucial for the success of the operation. Through Eurojust, authorities were able to coordinate their findings and plan an action day to target the hacktivist group. The Agency ensured that multiple European Investigation Orders and Mutual Legal Assistance processes were executed. During the action day on 15 July, Eurojust coordinated any last-minute judicial requests that were needed during the operation.

    Europol facilitated the information exchange, supported the coordination of the operational activities and provided extended operational analytical support, as well as crypto tracing and forensic support during the lent of the investigation, and coordinated the prevention and awareness raising campaign, released to unidentified yet offenders via messaging apps and social media channels. During the action day, Europol set-up a Command Post at Europol’s headquarters and made available a Virtual Command post for online connection with the in-person Command.

    The investigation culminated in an action day on 15 July where actions targeting the group took place in eight countries. Authorities were able to disrupt of over 100 servers worldwide. Searches took place in Germany, Latvia, Spain, Italy, Czechia, Poland and France to gather evidence for the investigation. Additionally, authorities informed the group and 1100 supporters and 17 administrators about the measures taken and the criminal liability they bear for their actions. Seven international arrest warrants have been issued. Germany issued six warrants which are directed inter alia against suspects living in the Russian Federation. Two suspects are accused of being the main instigators responsible for the activities of NoName057(16). Photos and descriptions of some of the suspects can be found on the websites of Europol and Interpol.

    The Prime Minister met German Chancellor Friedrich Merz in Downing Street this afternoon.

    The Prime Minister met German Chancellor Friedrich Merz in Downing Street this afternoon following the signing of a new UK-Germany bilateral treaty, the first of its kind.

    The leaders reflected on the importance of the Treaty in demonstrating the UK and Germany’s status as the closest of strategic partners and celebrated the opportunity to deepen ties, tackle shared challenges, and invest in shared strengths together.

    The Prime Minister thanked Chancellor Merz for his commitment to introduce legislation to be adopted by the end of the year to make it illegal to facilitate illegal migration to the UK. The Prime Minister said that this will make a significant difference in disrupting the criminal networks driving small boats crossings to the UK. Both leaders agreed that tackling irregular migration is an absolute priority and they would look at how they could go further together to tackle it.

    The Prime Minister also welcomed the news that Germany would be opening its eGates for frequent travellers from the UK by the end of the summer and looked forward to this being extended to all travellers as soon as possible.

    On defence and security, the leaders reflected on the important commitments made today to deliver the new Deep Precision Strike capability within the next decade and agreed that closer cooperation on defence exports and between their defence industries will pose valuable opportunities for economic growth in both the UK and Germany.

    They agreed that it remains vital to provide steadfast support to Ukraine to defend itself against Russia’s illegal war, and that they would stand together with Ukraine as long as it takes.

    Turning to the situation in the Middle East, the leaders agreed that the situation in Gaza was unacceptable. They underlined the urgent need for a ceasefire, and the return of all hostages, to pave the way for a two-state solution and a secure future for Palestinians and Israelis.

    Finally, the leaders reflected on how the Treaty signed today would be the basis of a relationship between their two countries that would be closer than ever and looked forward to continuing to work together on their shared priorities.

    Report by OSCE Conflict Prevention Centre, July 2025: UK statement to the OSCE

    Deputy Ambassador James Ford thanks Director of OSCE’s Conflict Prevention Centre for the institution’s work across the region, which remains crucial in the face of Russia’s malign activities.

    Thank you, Mr Chair.  And thank you, Director for this report and presentation.  You hold a crucial and busy role in what you accurately described as a volatile and unpredictable security environment.  Also, for several weeks in this period, you executed these responsibilities while also ably deputising as Officer-in-Charge.  We are grateful to you and the many colleagues who have supported you.

    The operating environment for the Conflict Prevention Centre (CPC) is more challenging today than it has been at any point since it was created in 1990.  Russia’s war in Ukraine and its malign activities across the Euro-Atlantic area continue to be the primary challenges.

    Through the CPC and its tools, over many years, the OSCE sought to reduce tensions and contribute to a lasting peace in Ukraine.  Regrettably, Russia consistently undermined and stymied this work before launching its full-scale invasion in 2022.

    It is essential that the OSCE supports Ukraine to deal with the consequences of Russia’s illegal war and to build its democratic and societal resilience.  We are grateful, therefore, to the CPC’s role in coordinating the Support Programme for Ukraine.

    Mr Chair, the Russian Federation has a long track record of establishing frozen conflicts on its periphery which it uses as tools to manipulate and control.  Georgia has been under hybrid attack from Russia since the 2008 war which saw 20% of Georgian territory effectively annexed. We reaffirm our full support for Georgia’s sovereignty and territorial integrity. In Moldova, the UK is strengthening its commitment to defend democratic institutions from increasing levels of malign interference from Moscow.

    We call on Russia to respect the territorial integrity of Ukraine, Georgia and Moldova, and rebuild the trust that underpins the OSCE and our common security.

    More positively, we congratulate Armenia and Azerbaijan on the progress made towards a peace agreement and the normalisation of relations, including the meeting between both leaders held on 10 July in Abu Dhabi.  It is important that both parties maintain and build upon this dialogue. Finalisation of this peace treaty is the best route to delivering security and stability in the South Caucasus, and we urge both parties to seize this historic opportunity.

    Mr Chair, we welcome the technological advancements described in the Director’s report and the suggestion that the CPC explores the use of emerging technology to enhance its capabilities.  The CPC has pioneered the use of technology to support confidence-building measures, transparency and peace agreements.  It is right that the OSCE should continue to be at the forefront of these innovations and to be ready for the day when they are needed.

    However, the CPC needs to be adequately resourced if it is to do this work and fulfil its mandate.  The assessment in Ms Fearon’s report on how the chronic lack of financial sustainability is negatively impacting the work of the CPC is sobering and concerning. The lack of agreement on a Unified Budget continues to severely constrain all parts of the organisation in delivering their mandates. And we again urge all participating States to engage constructively with budget proposals and ensure the organisation is resourced to carry out its work effectively in line with the OSCE principles we have all signed up to.

    Director, your report is a reminder of the value and necessity of the OSCE’s unique conflict cycle toolbox.  I would like to thank you, your staff, and the field presences for your ongoing support to participating States facing conflict situations. Thank you.

    Defence Secretary statement on war in Ukraine – 17 July 2025

    Defence Secretary, John Healey MP, provided an update to the House of Commons on the war in Ukraine.

    With permission, I wish to make a statement on the war in Ukraine. 

    Today is day 1,239 since President Putin launched his full-scale invasion and more than a decade since the Ukrainian people have known peace in their homeland. 

    They’ve had their homes destroyed. Lands seized. Children abducted. Loved ones killed by Putin’s forces. 

    Yet, the Ukrainian people still fight with remarkable determination – military and civilian alike, and almost three and a half years on, I’m proud to say this House remains united for Ukraine. And Britain remains united for Ukraine.  

    In fact, polling shows that we retain the strongest support for Ukraine of any European nation. 

    Our solidarity is grounded in our deep respect for their courage and in recognition that the defence of Europe starts in Ukraine. Because we know that if Putin prevails in Ukraine, he won’t stop with Ukraine.

    Madame Deputy Speaker, let me begin by providing a battlefield update.  

    Russia is maintaining pressure across the whole length of the frontline, with a special focus on Sumy in the northeast, Pokrovsk in the southeast, as well as in Kursk. 

    Last month, Russian Ground Forces likely seized approximately 550 square kilometres of Ukrainian territory – that’s an area greater than the size of Greater Manchester.

    And yet, they face continuing difficulties attempting to take fortified towns or cities, and they have not taken a significant town for months. Indeed, they’ve tried without success to seize Pokrovsk for nearly a year.

    What ground they do gain is coming at great cost. Last month, the number of Russian troops killed or wounded surpassed more than a million. 

    This year alone, Russia has sustained 240,000 casualties. 

    And despite these catastrophic Russian losses, Putin’s ruthless ambitions do not appear to be waning.  

    Russia is escalating the high numbers of one-way attack drones launched at Ukraine: 1,900 in April, 4,000 in May, 5,000 in June, and already this month in July,  3,200. 

    On 9 July, a week ago today, the largest aerial strike of the war was recorded when Russia launched more than 700 attack drones in a single night.  

    Despite the onslaught, the Ukrainians are taking the fight to Putin, striking military targets in Russia that his people see and know about. 

    Spider Web, Madame Deputy Speaker, was an operation of remarkable precision and extraordinary success which dealt a fierce blow to Putin.

    One year of meticulous planning, resulting in the damage of 41 long range bombers – planes which threaten not only Ukraine, but also NATO as well. 

    So, Madame Deputy Speaker, we must step up now our efforts on getting further military support to the frontline. 

    Last month – on the eve of the NATO Summit – we welcomed President Zelenskyy to No.10 Downing Street where the Prime Minister signed a UK-Ukraine agreement to share advanced battlefield capabilities and technologies.

    A deal which will mean our defence industry can rapidly develop the cutting edge technologies from Ukraine and step up the production for Ukraine. 

    And at the NATO Summit that followed, 32 nations came together to sign a new defence and national security investment pledge to spend 5 per cent of GDP by 2035.

    They came together, 32 nations, to reaffirm our commitment to Ukraine with 40 billion Euros pledged in security assistance for this year. 

    It was a good summit for Ukraine, it was a good summit for Britain, it was a good summit for NATO, it was a bad summit for Putin.

    Those commitments at NATO have been the basis for President Trump to signal a significant shift this week on Ukraine, announcing NATO weapons transfers and a 50-day deadline for Putin to agree to peace.

    So with the NATO Secretary-General, President Trump agreed to largescale purchases of US military equipment by NATO allies, including Patriot missiles, other air defence systems and munitions, which he committed to getting – and I quote: “quickly distributed to the battlefield”.  

    Madame Deputy Speaker, the UK backs the scheme – we plan to play our full part – and on Monday we will discuss this further when I chair the next meeting of the Ukraine Defence Contact Group – alongside my German counterpart, Minister Boris Pistorius.

    That group – the contact group – continues as the forum for more than 50 nations to provide Ukraine with what it needs to fight back Putin’s war machine and I am pleased to confirm that Monday’s meeting will be attended by US Secretary Hegseth, the NATO Secretary-General Mark Rutte, and SACEUR, General Grynkewich.

    Britain is providing more than £4.5bn in military aid to Ukraine this year – more than ever before. 

    And at the UDCG, I will provide the following updates:

    First, on the Extraordinary Revenue Acceleration scheme, two-thirds of the UK’s ERA total of £2.26 billion commitment has now been disbursed, including £700m on artillery shells, long-range rockets, and air defence missiles, exactly what Ukraine needs most. 

    Second, on drones. Since March, the UK has supplied nearly 50 000 drones to Ukraine helping meet our commitment to increase tenfold our supply this year.

    Third, on air defence, the UK and Germany have agreed to partner in providing critical air defence missiles to Ukraine.  

    And fourth, on the NATO Comprehensive Assistance Package, the UK will donate a further £40m, which Ukraine can use on a range of programmes from demining to rehabilitating their wounded.  

    Madame Deputy Speaker, it is now four months since President Zelenskyy responded to President Trump’s peace negotiations with Ukraine’s full commitment to an unconditional ceasefire. 

    President Putin has shown no such interest in an end to the fighting.  

    Madame Deputy Speaker, peace in Ukraine is possible, and we must be ready for when this peace comes.

    So since March, the UK and France have led the Coalition of the Willing on planning new security arrangements to support Ukraine in any ceasefire. 

    More than 200 military planners from 30 nations have worked intensively for weeks, with Ukraine and including reconnaissance in Ukraine, led by UK personnel. 

    Last week at the Summit, President Macron and Prime Minister Keir Starmer said that this initial phase of detailed military planning has concluded. 

    And I can confirm that the military command and control structures have now been agreed for a future ‘Multinational Force Ukraine’. 

    The Force’s mission will be to strengthen Ukraine’s defences on the land, at sea, and in the air because the Ukrainian Armed Forces are the best deterrent against future Russian aggression. 

    It will include a 3-star multi-national command headquarters in Paris, rotating to London after 12 months.

    And when the force deploys, there will be a coordination headquarters in Kyiv, headed by a UK 2-star military officer.

    It will regenerate land forces by providing logistics, armament and training experts. 

    It will secure Ukraine’s skies by using aircraft to deliver levels of support similar to that for NATO’s Air Policing mission. 

    And it will support safer seas by bolstering the Black Sea Task Force with additional specialist teams. 

    When peace comes, we will be ready.  

    When peace comes, we will play our part in securing it for the long term. 

    And next month on 24 August, Ukrainians will gather to celebrate their Independence Day.

    For another year, the anniversary of Ukraine’s liberation will be marked under the pain of occupation.

    Whatever else commands the world’s attention, we must never lose sight of this war, we must never lose sight of Putin’s brutal, illegal invasion of this proud and sovereign nation. 

    And we must never forget the price Ukraine is paying, fighting for its own freedom – and the security of all free nations, including our own. 

    Madame Deputy Speaker, the UK will stand with the Ukrainian people: today, tomorrow, the day after, and for as long it takes for Ukraine to prevail.

  • Ukraine appoints new prime minister in biggest wartime overhaul

    Ukraine’s parliament appointed the country’s first new prime minister in five years on Thursday, part of a major cabinet overhaul aimed at revitalising wartime management as prospects for peace with Russia grow dim.

    Yulia Svyrydenko, 39, has been tasked by President Volodymyr Zelenskiy with boosting domestic weapons production and reviving Ukraine’s loan-dependent economy.

    In a speech to parliament, Zelenskiy said he expected his new government to increase the share of domestic weapons on Ukraine’s battlefield to 50% from 40% within six months.

    He also singled out deregulation and expanding economic co-operation with allies as other key aims of the biggest government reshuffle since Russia’s February 2022 invasion.

    Svyrydenko, an experienced technocrat who had served as first deputy prime minister since 2021, pledged to move “swiftly and decisively”.

    “War leaves no room for delay,” she wrote on X.

    “Our priorities for the first six months are clear: reliable supply for the army, expansion of domestic weapons production, and boosting the technological strength of our defense forces.”

    Svyrydenko is also well known to the Trump administration, having negotiated a deal giving the U.S. preferential access to Ukraine’s mineral wealth. It was considered crucial to bolstering relations between Kyiv and Washington.

    Addressing lawmakers on Thursday, Zelenskiy said further deals with the U.S. would be forthcoming but did not offer any specific details.

    Parliament is also expected to appoint the outgoing prime minister, Denys Shmyhal, as defence minister after his nomination by Zelenskiy earlier this week.

    CHALLENGES AHEAD

    Svyrydenko takes over the government as Russian forces press a grinding offensive across the sprawling, more than 1,000-km (621 mile) front line and intensify air strikes on Ukrainian cities.

    Ukraine is betting on a budding defence industry, fuelled in part by foreign investment, to fend off Russia’s bigger and better-armed war machine.

    With state revenues going to defence, Kyiv will also need to find money to finance its ballooning budget deficit as foreign aid diminishes. Officials have said they could face a shortfall of about $19 billion next year.

    Svyrydenko said her government would launch a full audit of public finances to achieve “real savings”, as well as accelerate large-scale privatisations and help entrepreneurs.

    She received 262 votes, a comfortable majority in the 450-seat parliament, according to several lawmakers reporting from inside the chamber. Ukraine’s parliament does not broadcast its sessions in wartime.

    The ministries of the economy, justice, energy and European integration will also receive new leaders. However, few are political outsiders.

    Some opposition lawmakers voiced scepticism about the new government’s ability to remain independent of Zelenskiy’s administration, which wields significant wartime powers under Ukraine’s constitution.

    “They will be told by the president’s office what they should really do,” wrote Yaroslav Zheleznyak of the Holos party.

    Good morning everyone.

    It’s a year ago that I last stood in this spot as a new Minister. Some of you will not be able to remember me because I have more grey hair than I had, certainly at this time last year.

    But it was a privilege to welcome colleagues from around the world a year ago and it is a privilege to be able to do exactly the same again today.

    The Secretary of State sends his apologies that he can’t be with us today – some of you may have spotted there has been some news going on in the UK over the past few days – and he continues to explain the situation that we inherited there.

    But having worked alongside him in Opposition as the Shadow Minister for the Armed Forces, and now over the last year, I’ll do my best to fill his considerable shoes that he has.

    But let me first begin by saying a few words about Air Chief Marshal Sir Rich Knighton, for his incredible service as the Chief of the Air Staff and now as we look ahead to his new role as Chief of the Defence Staff.

    Sir Rich has served our nation with considerable distinction for 37 years.

    Of the 31 individuals who have been CAS since the creation of the RAF in 1918, he has been the first non-pilot to do so, an engineer by trade.

    In leading the Royal Air Force, he has upheld the highest traditions of respect, integrity and excellence, and he’s normally done so with a cheeky smile on his face as well – for those who know him.

    And at a time when our recent Strategic Defence Review has heralded the beginning of a new era for UK deterrence and defence, I can think of no-one better to lead our people through the critical changes ahead.

    Congratulations on your fully-deserved appointment, Rich. I look forward to carrying on working with you.

    And of course, Rich’s boots are not easily filled. And so although there was a very competitive shortlist for the new Chief of the Air Staff, it was fiercely competitive, we were very fortunate to have an outstanding candidate in Air Marshal Harv Smyth.

    Harv, we have urgent and important work to do as we seek to implement the Strategic Defnece Review and I’m going to look forward to continuing to work strongly with all our RAF colleagues.

    And it was just a year ago, we had a General Election. It feels in Britain like there’s a lot of politics going on at the moment, and a lot of change. And that has been a year when defence has rarely been off the front pages.

    From the conflicts in Ukraine and the Middle East, to the modernisation of the UK Armed Forces set in motion, not just by the General Election, but by the Strategic Defence Review that follows.

    But what the news headlines don’t always show are the efforts and the achievements of the people that stand behind the headlines that work every single day to protect our nation and our allies.

    The men and women of our Armed Forces, and if I look around the room, the collective men and women of our Armed Forces, from an alliance that spans the globe of friends and allies – those men and women carry out their duties every single day with superb professionalism and precision, they go above and beyond to keep their nations, our nations, and all our partners safe, and in doing so, they not only create the environment where we can better protect our own homeland from Russian aggression, they are working to support friends and allies the world over.

    The UK Armed Forces have flown over 500 sorties, for example, and moved 9 million tonnes of freight to help the people and the Armed Forces of Ukraine.

    And I’m minded, at times like this, when there are so many people in uniform ahead of us, that at this very moment there are brave Ukrainian pilots in the sky above their country trying to keep Ukraine safe from Putin’s illegal aggression. There are brave men and women who I met at the INTERSTORM graduation for the training of Ukrainian pilots – many of whom were very frank and honest about their chances of survival.

    That bravery is something that you all know, because it’s the bravery you see in your own people. But it is something that we, and myself as a politician, need to talk more about. Because we spend a lot of our time talking about kit and equipment and it is absolutely right – and I will do so in this speech, as a spoiler alert – but we need to talk more about our people.

    Notwithstanding autonomy and uncrewed systems, we need to value the men and women who not only serve in the sky, but on the ground, in the laboratories and workshops, that keep our air forces on a global basis the incredible power that they are.

    It was those brave men and women who also were active recently in the Middle East, evacuating over 220 British nationals and their dependants out of Tel Aviv, including a 3 month old baby and a 91 year old pensioner, to protect them from missile attacks.

    It’s particularly important in these times of increasing insecurity that we do recognise that dedication of our people, and that is why, unapologetically, this government talks about renewing the contract between the nation and those who serve.

    Everyone around the world will have a similar formulation. It may be slightly worded differently, it may be translated in a slightly different word order. But fundamentally, we need our nations to value our people more, and if we can do that we have a stronger defence by default even if we spend not a single extra penny on it. Because our people are only as strong as the nation that stands behind them.

    So after awarding UK service personnel their biggest pay rise for 20 years and giving them another above inflation pay rise this year, we are delivering a generation of renewal of military accommodation, with at least £7 billion of funding for this in this parliament. For those international visitors who have not stayed in some British military accommodation for a while, let me tell you it is not good enough. That is not good enough for me, it’s not good enough for our people, and we are fixing it.

    And that’s why we are going to continue to put people at the heart of our defence unapologetically.

    Now, I know that the pace of change in our Armed Forces in the UK and collectively is matched by many of our international friends who are doing exactly the same.

    But we are only at the start of the transformation and the RAF is at the heart of that.

    The Strategic Defence Review set out our blueprint to reshape and revitalise UK defence in a new geopolitical era of threat.

    Britain now has a absolutely clear NATO-first defence policy and it is pivotal to our future security.

    But it is only right that Europe steps up to take on more of the heavy lifting for its own defence and protection.

    At the recent Hague Summit, European leaders came together and did precisely that.

    As well as a pledge to spend 5% of GDP on national security, the UK announced the biggest strengthening of our nuclear posture in a generation, including the purchase of a dozen F-35As and a commitment to join NATO’s nuclear Dual Capable Aircraft mission, giving the RAF a nuclear role for the first time since the end of the Cold War and complementing our own sovereign Continuous At Sea Deterrent which we declare, in full, to the defence of NATO.

    Driving the modernisation of the RAF will be a relentless focus on innovation. For well over a century, the UK has been a leader in shaping and pioneering air power.

    From the founding of the Royal Flying Corps in 1912, and the new technologies of the interwar years, radar, air defence systems, the Second World War saw air power tested and developed like never before. Yet the pace of change did not stop after the peace came.

    The jet age defined deterrence in new terms, transforming speed, reach, and altitude, and while the post-Cold War era has given us precision weapons, global ISTAR and unparalleled situational awareness.

    Today, we stand on the verge of another profound leap forward in which autonomy, AI, and digitisation will define the bounds of the sky. One of the key takeaways from me from the SDR is that we’re not just developing niche autonomous units at the periphery of our military. Every single unit across every single service in the UK will be moving to a system of crewed, uncrewed, and autonomous systems. That is a substantial change in not just fighting doctrine, in training, in how our people come together, in how we procure, it is a fundamental change in how we will fight and how we will deter.

    We will deliver £1 billion in an integrated Targeting Web. So any sensor, any effector, any target can be struck. That is a fundamental change in how we build an integrated force, regardless of the cloth that you are wearing.

    Times change, but the victors in the race to dominate air power are always those who adapt first and adapt fast.

    Innovation, speed and agility, the ability to out-think, out-perform and out-manoeuvre the enemy, are the capabilities and challenges we must harness.

    But let us make no mistake, our adversaries are doing exactly the same, and they are seeking to hack our phones to learn what we are doing to outpace them as well.

    That means the UK and our Allies must compete harder to have control of the air and to fight in new ways.

    Now I mentioned the war in Ukraine earlier, and one of the things that that is showing us is that getting new technology into the hands of warfighters fast can give you an edge on the battlefield.

    It is also a central message of the new UK defence policy.

    Our SDR calls for investment in Autonomous Collaborative Platforms to ensure the future of UK air combat air. And that can sound, to the voters I represent in Plymouth, a little bit like science fiction.

    But making the case that that already exists, and telling the story of systems like StormShroud is vital to building the public support we need for this new era of autonomous systems as well.

    StormShroud is designed to disrupt enemy radar at long range, and this fleet of new autonomous wingman drones will increase fighter jet survivability, and boost our warfighting power.

    As an uncrewed system, integrated into our new digital targeting web, it also frees up personnel to perform other vital frontline missions.

    And there are other ways in which StormShroud provides glimpses of the future.

    As we spend more on the military in the coming years, something that as a group of friends we are all doing, Defence will increasingly become a potent engine for economic growth. An argument we must make over, and over, and over again. It is a licence to operate – Defence is an engine for growth.

    StormShroud has already created hundreds of skilled jobs around the UK, with the promise of 1,000 more in the future.

    And it is in contrast to the failing procurement system we inherited, StormShroud is an example of good practice.

    It has gone from factory to front-line in record time, signalling how we want to streamline procurement in the future. And I suspect that the UK is not alone in wanting to make procurement faster on a global basis.

    Our policy is NATO-first, but it’s not NATO-only.

    The Euro-Atlantic, Indo-Pacific and Middle East are inseparably connected.

    And with that, I welcome our friends from the GCAP International Government Organisation.

    Through GCAP, Italy, Japan and the UK are developing a supersonic stealth fighter jet.

    The programme means our nations can come together, not just to defend the Euro-Atlantic, but to support our values on a global stage. That will bring together our industrial bases, and make sure we are being able to provide the deterrence that we need well into the future.

    And this time last year, just as we were kicking off the SDR, I received a lot of questions on GCAP and our position on it and a year later, I’m absolutely proud to stand on the same stage and say that GCAP is progressing well.

    It already supports 3,500 UK jobs, and 1,000 apprenticeships.

    Last week, we cut the ribbon on GCAP’s new headquarters in Reading, where hundreds of skilled personnel will be based, and the Defence Secretary met with counterparts from Italy and Japan to plan the next phase of this programme.

    And at a time of rapidly changing technology, it’s also essential we upgrade not just those at the tip of the spear that are able to deliver kinetic effect, it’s also vital  we upgrade our airborne early warning and control capabilities.

    The E-7 Wedgetail will provide the improved performance we are looking for offering greater speed, range, endurance and crew capacity.

    And by improving detection, it provides early warning of more challenging threats at greater distances, increasing the time available for offensive and defensive action, so boosting the lethality, survivability and resilience of our Joint Force.

    Wedgetail also has a growth path to meet the expected threat over the next 20 years and beyond and for those at RIAT, look forward to seeing her in the sky above the incredible air show there.

    So, to conclude.

    The story of air power has always been one of constant innovation, imagination, and adaptation. That has not changed today.

    But we must evolve again, to stay ahead of those who threaten our security. And that does mean moving on from some traditional doctrines and embracing the new. Embracing autonomy is a fundamental challenge for all our air forces, for all our procurement systems, for politicians who might be easier to make a case of a pilot in the sky, but by improving our lethality, by increasing it, we increase our deterrence. And with increased deterrence, we make more strategic dilemmas for those who seek to challenge the international order, who seek to challenge our freedom, and the liberty that our people enjoy.

    The SDR has fired the starting pistol on that reform of the UK Armed Forces, and, having read many of the reviews undertaken by our Allies in recent months, I know similar themes are present in the new emerging defence policies that our Allies in this room are developing as well. More collaborative platforms, working together, more investment in our Armed Forces, more focus on our people. It is precisely in these ways that we will be stronger in the future, to keep not only the UK secure at home and strong abroad, but to make sure we do so in support of all our Allies as we all face similar threats from similar adversaries who fundamentally want to attack our values  and our position in the world. The people in this room today have a key role in defending all those values and all our people, thank you for what you are doing. Thank you for the pace of change that you are instigating, and keep going. Thank you very much.

    Friendship and Bilateral Cooperation Treaty: The 17 Projects the UK and Germany will deliver together

    A collection of projects agreed between the UK and Germany as part of the Treaty signed by the two countries on 17 July 2025 in London.

    In July 2025 the UK and Germany signed the Treaty on Friendship and Bilateral Cooperation. As part of the Implementation Plan under Article 22 of the Treaty, they agreed to deliver 17 priority projects. These projects span the breadth of the Treaty, enhancing cooperation in the face of global challenges, and delivering tangible benefits for UK and German citizens. The projects will be reviewed by a Joint Cabinet every two years.

    1. Ukraine Recovery & Reconstruction

    The UK-Germany Alliance will power Ukraine’s recovery: driving reform, reconstruction and resilience together.

    • Strengthening coordination and strategic alignment between the UK and Germany on Ukraine reform, recovery and reconstruction support.
    • Championing annual Ukraine Recovery Conferences, improving joint action between humanitarian, development and peace actors and strengthening donor engagement with Ukrainian civil society.

    2. Trinity House Defence Agreement

    The UK and Germany commit to building a much deeper Defence partnership which will endure in the long-term and enable both countries to address threats, and strengthen NATO, through the framework agreed in the 2024 Trinity House Agreement on Defence co-operation.

    • Deep Precision Strike and Defence: Advancing work to develop a new Deep Precision Strike capability to provide a conventional deterrent in Europe; we are jointly leading the 2.000 km+ cluster within the European Long Range Strike Approach (ELSA). It will be among the most advanced systems ever designed. We will aim to deliver a capability within a decade.
    • Uncrewed Aerial Systems and Future Connectivity: Continuing ongoing UK-Germany coordination of the development, procurement, and doctrine of uncrewed aerial systems. Both Air Forces have developed a detailed „Flight Plan“ to increase their future connectivity.
    • Strengthening Eastern Flank through new Land Strategic Partnership: Delivering a strategic partnership in land systems and continuing their close BOXER cooperation, including RCH 155 artillery and extending cooperation to common offboard systems for Future Ground Combat Systems. Both armies are building on their bilateral vision statement to drive this forward. A new Statement of Intent on bridging capabilities has been agreed.
    • Undersea Co-operation in the Northern Seas: Working together to counter undersea threats. This includes training of German crews on UK P-8A Maritime Patrol Aircraft which will also be delivered to Germany shortly. Both sides have signed an agreement on joint procurement of new Sting Ray torpedoes under development for their aircraft.

    3. Strengthening Defence Industrial and Export Co-operation

    We will work jointly across Government to promote defence exports and champion greater co-operation between our defence industries.

    • Widening our efforts to facilitate and promote dialogue with, and co-operation between, UK and German Defence Industries by further developing the UK-Germany Defence Industry Forum, as per the first meeting in June, reflecting our commitment to a new partnership with industry. This will drive innovation and business-business links to enhance growth.
    • Seeking opportunities to support one another’s defence capability requirements, including through developing future joint procurement initiatives where our requirements align.
    • Deepening efforts to promote our growth and security by pursuing joint export campaigns for jointly produced equipment, building on the UK’s imminent accession to the Germany-France-Spain Treaty on arms export controls.

    4. Joint Action Plan on Irregular Migration

    We will implement the comprehensive Joint Action Plan on Migration to step-up action against people smuggling and illegal migration.

    • Increasing cooperation against migrant smuggling, strengthening law enforcement and judicial cooperation, stepping-up efforts on returns, providing regional leadership and deterring irregular migration to Germany and the UK.
    • Germany is introducing a clarification in German legislation concerning the facilitation of irregular migration to the UK (to be brought to Cabinet with a view to be adopted by Parliament as soon as possible, within 2025).
    • This will establish an even stronger framework for law enforcement, policy and prosecutorial cooperation against organised crime groups smuggling and trafficking people. Aligning as regional leaders on irregular migration in forums such as the Calais Group and Berlin Process, developing joint approaches to key upstream routes.
    • Continuing to support one another to be innovative in managing our migration systems and delivering secure borders.

    5. Strategic Science and Technology Partnership

    We will together develop cutting-edge critical technologies – such as quantum, AI and digital, semiconductors, space capabilities, advanced connectivity, fusion and sustainable energy solutions including battery technologies – to drive long-term economic growth, by:

    • Conducting high-impact research, accelerating adoption of transformative technologies, enhancing supply chain resilience and contributing to an open and innovative business environment.
    • Exploring AI cooperation initiatives, enhancing UK-German innovation leadership, fostering further collaboration to accelerate breakthrough innovation, establishing a strategic space partnership, strengthening collaboration on semiconductors and facilitating closer cooperation between our two nations’ battery eco-systems.

    6. North Sea Energy Infrastructure Project

    We will work together to develop North Seas energy infrastructure – supporting economic growth and reducing bills through trade and infrastructure development.

    • Driving the development of offshore hybrid interconnection between the UK and Germany by the mid-2030s, including through exploring a Joint Declaration of Intent on Offshore Hybrid Assets for agreement at the North Sea Summit in January 2026.
    • Working together to accelerate the development of H2- and CO2-infrastructures.

    We will pave the way for a new direct rail connection between the UK and Germany.

    • Establishing formal cooperation between the two governments to address the barriers to establishing direct rail services between London and Germany within the next ten years.
    • Creating a task force, including Transport and Interior Ministries, to explore establishing juxtaposed controls.

    8. E-gates

    We will streamline leisure, educational, and business travel to Germany.

    • Rolling out the first phase of e-gates access for frequent travellers by the end of August, followed by roll out for all UK nationals as soon as technically possible.

    9. School trips and mobility of citizens

    We will make it easier for school groups to travel between the UK and Germany and consider ways to further enhance mobility between our people.

    • Delivering visa-free school group travel between the UK and Germany, increasing opportunities for linguistic, cultural and academic experiences. Rolling out the new scheme by the end of 2025.
    • Appointing a Joint Expert Group from across both governments to identify mutually agreeable solutions to UK and German mobility issues, including challenges faced by educational and scientific institutions, cultural bodies and political organisations.

    10. Business-Government Forum

    We will bring together German and UK businesses to exchange on business opportunities and to explore joint projects in order to drive growth, enabling our governments to draw upon the expertise and insights of our vibrant business communities.

    • Bringing together key stakeholders from Germany and the UK in this Forum to promote cooperation between German and UK companies and to identify areas of high growth potential in which UK-German cooperation will benefit the two economies.
    • This will be complemented by opportunities for direct exchange between senior business leaders and Ministers from both countries.

    11. Strategic conflict prevention and stabilisation partnership

    We will develop our global partnership to prevent conflict and build lasting peace.

    • Collaborating across international conflict prevention and resolution initiatives, including countering violent extremism; supporting security sector reform and working together to widen our engagement.

    12. Western Balkans stability and security

    The UK will host the German-born Berlin Process, bringing leaders of the six Western Balkans countries and other European states together to support stability, security and economic co-operation in the region.

    • Driving joint initiatives under the Berlin Process and seeking tangible progress for the Western Balkans Six on their Euro-Atlantic paths.

    13. Indo-Pacific cooperation

    • Strengthening coordination on regional and maritime security, share best practice on geo-economic affairs and secure growth, and strategically align efforts on climate change mitigation and adaptation in the Indo-Pacific.
    • This will include coordination between UK and Germany on initiatives across the Indo-Pacific cooperation workstream.

    14. Biosecurity Cooperation

    We will strengthen our capability to protect our nations and our interests from biological threats.

    • Exchanging information on the development of national biosecurity strategies, bolstering critical infrastructure (e.g. in health care), improving preparedness to state terrorism with biological agents, and preparing for new and re-emerging, highly pathogenic pathogens.

    The State of Qatar announces the success of its mediation efforts to reunite children with their families who were separated as a result of the conflict between Russia and Ukraine — this July, as part of its ongoing efforts to reunite families, new reunifications have taken place.

     The Ministry of Foreign Affairs indicates that, as part of the new stage of the humanitarian mission, 11 children have been reunited with their relatives in Ukraine, and 3 children have returned to their relatives in Russia, bringing the total number of children reunited with their families since the commencement of Qatar’s mediation efforts to 100 children.

    In this context, His Excellency Dr. Mohammed bin Abdulaziz bin Saleh Al-Khulaifi, Minister of State at the Ministry of Foreign Affairs, affirmed that the State of Qatar’s ongoing efforts to reunite children with their families in Ukraine and Russia represent an extension of its approach to mediation and conflict resolution through peaceful means, in accordance with the principles of international law. He also emphasized that these efforts also reflect Qatar’s steadfast commitment to humanitarian principles and international solidarity.

    His Excellency also expressed the State of Qatar’s appreciation to Her Excellency Ms. Maria Lvova-Belova, Commissioner for Children’s Rights to the President of the Russian Federation, and His Excellency Mr. Dmytro Lubinets, Ukrainian Parliament Commissioner for Human Rights, for their tireless efforts that contributed to the success of the endeavors aimed at reuniting separated families.

    South Africa urged G20 countries to provide global and cooperative leadership to tackle challenges including rising trade barriers as the club’s finance chiefs met on Thursday under the shadow of President Donald Trump’s tariff threats.

    The G20, which emerged as a forum for cooperation to combat the 2008 global financial crisis, has for years been hobbled by disputes among key players that have been exacerbated by Russia’s war in Ukraine and Western sanctions on Moscow.

    Host South Africa, under its presidency’s motto “Solidarity, Equality, Sustainability”, has aimed to promote an African agenda, with topics including the high cost of capital and funding for climate change action.

    In opening remarks, South Africa’s Finance Minister Enoch Godongwana said the G20 must provide strategic global leadership, cooperation and action in the face of complex challenges.

    “Many developing countries especially in Africa remain burdened by high and rising debt vulnerabilities, constrained fiscal space and high cost of capital that limits their ability to invest in their people and their futures,” he said.

    “The need for bold cooperative leadership has never been greater.”

    Questions, however, are lingering over the ability of the finance chiefs and central bankers meeting in the coastal city of Durban to tackle those issues and others together. The G20 aims to coordinate policies, but its agreements are non-binding.

    U.S. Treasury Secretary Scott Bessent will not attend the two-day meeting, his second absence from a G20 event in South Africa this year.

    Bessent also skipped February’s Cape Town gathering, where several officials from China, Japan and Canada were also absent, even though Washington is due to assume the G20 rotating presidency at the end of the year.

    Michael Kaplan, acting undersecretary for international affairs, will represent the United States at the meetings.

    A G20 delegate, who asked not to be named, said Bessent’s absence was not ideal but that the U.S. was engaging in discussions on trade, the global economy and climate language.

    Finance ministers from India, France and Russia are also set to miss the Durban meeting.

    South Africa’s central bank governor Lesetja Kganyago said that representation was what mattered most.

    “What matters is, is there somebody with a mandate sitting behind the flag and are all countries represented with somebody sitting behind the flag?” Kganyago told Reuters.

    U.S. officials have said little publicly about their plans for the presidency next year, but one source familiar with them said Washington would reduce the number of non-financial working groups and streamline the summit schedule.

    Brad Setser, a former U.S. official now at the Council on Foreign Relations, said he expected it to be “kind of a scaled-back G20 with less expectation of substantive outcomes.”

    TARIFF SHADOW

    Trump’s tariff policies have torn up the global trade rule book. With baseline levies of 10% on all U.S. imports and targeted rates as high as 50% on steel and aluminium, 25% on autos and potential levies on pharmaceuticals, extra tariffs on more than 20 countries are slated to take effect on August 1.

    His threat to impose further 10% tariffs on BRICS nations — of which eight are G20 members — has raised fears of fragmentation within global forums.

    German Finance Minister Lars Klingbeil said in Durban on Thursday that Europe was engaged in constructive talks with the U.S. on tariffs but was prepared to take countermeasures if necessary.

    He also said Germany and Europe must demonstrate they are safe destinations for investment.

    South Africa’s Treasury Director General Duncan Pieterse said the group hoped to issue the first communique under the South African G20 presidency by the end of the meetings.

    The G20 was last able to collectively issue a communique in July of 2024, mutually agreeing on the need to resist protectionism but making no mention of Russia’s invasion of Ukraine.

    ODIHR’s latest report adds to the mountain of evidence detailing serious concerns with Russia’s actions in Ukraine: UK statement to the OSCE

    Ambassador Holland condemns Russia’s appalling actions in Ukraine – including civilians deaths, CRSV and widespread use of torture – as detailed in ODIHR’s seventh interim report on reported violations of international humanitarian law and international human rights law in Ukraine.

    Thank you, Mr Chair.  Today I would like to address the issue of civilian casualties from Russia’s war in Ukraine.

    Firstly, every death in this conflict is a tragedy.  These are people, not statistics, and for each life lost, many more are destroyed as a result.  We cannot allow the normalisation of such death and destruction here or anywhere else.

    Secondly, we must remember that Russia chose to start this war.  There was no threat to Russia or Russians or Russian speakers in Ukraine.  What Russia feared was Ukraine escaping Moscow’s orbit.  It feared a prosperous, successful and sovereign Ukraine on its doorstep.  The responsibility for the increased risk to Russians, Ukrainians and our collective security sits squarely with Moscow.

    But just as President Putin chose to start this war, he could choose to end it.  President Trump has called for the senseless killing to stop and proposed an immediate and unconditional ceasefire.  Ukraine agreed to it.  Russia rejected it.  Despite Moscow’s attempts to obfuscate, these are the facts.

    Thirdly, Mr Chair, when it comes to civilian casualties, let us remember that Ukraine permits access to independent organisations who provide impartial reporting and verification of developments on the ground.  Many of these, including the UN Independent International Commission of Inquiry on Ukraine, have requested equal access to Russia.  But these requests have been denied.  We strongly urge Russia to allow access by independent international bodies who can offer impartial analysis of incidents in the Russian Federation, which would be of benefit to all OSCE participating States.

    A timely example of factual reporting from an independent organisation, this week ODIHR published their seventh interim report on reported violations of international humanitarian law and international human rights law in Ukraine.  The report covers some of the deeply concerning issues that we have raised in this room.  For example, ODIHR reported that in the six months to 31 May 2025, the number of verified civilian casualties in Government-controlled areas of Ukraine was over 50% higher than in the corresponding period in 2024.

    ODIHR’s report also covered the 4 April attack on Kryvyi Rih, which involved a Russian ballistic missile hitting a playground and killing 20 civilians, including nine children.  Colleagues will remember that we held a Special Permanent Council on this shocking incident.  ODIHR states: “Following analysis of photographs and videos, as well as eye-witness statements and other publicly available evidence, ODIHR has reasonable grounds to believe that, contrary to the Russian Federation’s claims, there were no military objectives in the area immediately prior to or at the time of the strike.”

    There is much more of concern in ODIHR’s report, including testimony that conflict-related sexual violence is intensifying and increasingly cruel.  And the reconfirmation of ODIHR’s previous findings on the widespread and systematic use of torture by the Russian authorities against detained Ukrainian civilians and POWs. We are appalled by these findings and urge the full implementation of the recommendations within the report.

  • MIL-OSI USA: Senate Passes Legislation to Rescind Wasteful Federal Spending

    WASHINGTON, D.C. – By a vote of 51 to 48 the United States Senate advanced the Rescissions Act of 2025 to rescind $9 billion in unnecessary, wasteful federal funds. The bill, which passed the House of Representatives in June by a vote of 214 to 212, will now return to the House for final consideration.

    The Rescissions Act of 2025 formalizes $9 billion in requested cuts made by the Trump administration. The bill contains 20 targeted rescissions of unobligated balances. Under the Impoundment Control Act, Congress must address the administration’s requested cuts within a 45-day window, or the funding remains in federal coffers. The bill must be sent to President Trump’s desk by Friday.

    U.S. Senator Kevin Cramer (R-ND), a member of the Senate DOGE Caucus, issued the following statement after voting in favor of the rescissions package:

    “After four years of reckless spending by the Biden administration, President Trump is right to request this cut in wasteful spending and Congress was right to pass it. This bill reclaims taxpayer dollars for hardworking North Dakotans and Americans, but this is only the beginning. Congress and the administration have a lot more work to do to restore accountability and fiscal sanity to Washington.”

    This rescissions package cuts funding for the Corporation for Public Broadcasting (CPB), which funds National Public Radio (NPR) and Public Broadcasting Service (PBS). The Trump administration’s request described the funds as being used to “subsidize a public media system that is politically biased and an unnecessary expense to the taxpayer.”

    While the CPB is legally mandated to be nonpolitical and unbiased, it has funded content celebrating irrevocable ‘gender transitions’ in minors, segments framing healthy eating and doorway sizes as forms of “fatphobia,” and children’s programming featuring drag queens. NPR has published stories on “genderqueer dinosaur enthusiasts,” “nonbinary deer,” and “hermaphrodite banana slugs,” while dismissing the Hunter Biden laptop scandal and pushing the discredited Russia-collusion narrative. In April 2024, Cramer led several of his colleagues in a letter to NPR CEO Katherine Maher, highlighting deep concerns regarding the network’s national leadership and calling for the enforcement of journalistic standards Americans deserve.

    Importantly, these cuts do not impact emergency broadcast capabilities. North Dakota radio stations continue to provide critical emergency services, and all for-profit broadcasters are required by the FCC to maintain an Emergency Alert System (EAS) and typically employ their own meteorologists. FEMA’s Integrated Public Alert & Warning System (IPAWS), and the Next Generation Warning System Grant Program (NGWS) also remain fully funded.

    These rescissions also eliminate funding in foreign-aid accounts antithetical to American interests and outside the scope of Congressional intent.  Taxpayer dollars have been allocated to projects such as promoting veganism in Zambia, funding pride parades in Lesotho, wind farms in Ukraine, DEIA contractors in Belarus, and gender diversity in Mexican street lighting. Other rescinded accounts supported “sedentary migrant” outreach in Colombia, reproductive health climate curricula, and social media mentorship in Eastern Europe—all at the expense of the American taxpayer. At the same time, the Senate bill provides guardrails to protect core Global Health Program funding —PEPFAR, tuberculosis, malaria, maternal and child health, and nutrition. It also protects the Countering PRC Influence Fund and reaffirms commitment to aid in the Middle East.

    KYIV, July 17 (Xinhua) — Ukrainian President Volodymyr Zelensky on Wednesday proposed to parliament to appoint former Prime Minister Denys Shmyhal as the new defense minister.

    “Today I have already signed documents to the Verkhovna Rada of Ukraine regarding Denis Shmyhal as the new Minister of Defense,” V. Zelensky said on the Telegram channel.

    If approved by parliament, D. Shmyhal will replace Rustem Umerov in this post.

    V. Zelensky also announced that former Minister for Strategic Industries German Smetanin will head the state defense concern Ukroboronprom.

    Earlier on Wednesday, parliament accepted the resignation of D. Shmyhal, which, in accordance with Ukrainian law, entailed the resignation of the entire government.

    WASHINGTON, DC—Today, U.S. Senators Jack Reed (D-RI) and Roger Wicker (R-MS), the Ranking Member and Chairman of the Senate Armed Services Committee, announced that they have filed S. 2296, the National Defense Authorization Act for Fiscal Year 2026 (NDAA).

    Senator Reed issued the following statement after filing the bill:

    “This year’s National Defense Authorization Act represents a strong, bipartisan commitment to ensuring our military remains focused on its core mission: defending the United States against the growing threats we face around the world. From strategic competition with China and Russia to emerging dangers in cyberspace and space, this bill equips our forces to meet today’s challenges with strength and resolve.

    “This legislation also restores important guardrails for the Department of Defense and reaffirms the military’s independence and professionalism. It ensures resources are directed toward real national security priorities, not partisan agendas. I’m proud to have worked with colleagues on both sides of the aisle to get this done, and to ensure that America’s military remains strong, focused, and worthy of the trust the American people place in it.”

    The FY26 NDAA authorizes $879 billion for the Department of Defense (DOD) and $35 billion for national security programs within the Department of Energy (DOE).  

    Highlights include:

    • Authorizes procurement of five Columbia-class submarines and $2.02 billion for aVirginia-class submarine, an increase of $1.2 billion over the budget request.
    • Provides a 3.8 percent pay raise for military servicemembers.
    • Expands efforts to mitigate and treat traumatic brain injuries and blast overpressure-related injuries.
    • Authorizes full funding for the Pacific Deterrence Initiative (PDI) and provides support to advance the U.S. partnerships with Japan, South Korea, Taiwan, and the Philippines, and directs an initiative to strengthen security cooperation across the respective defense industrial bases of U.S. allies and partners in the Indo-Pacific.
    • Extends the Ukraine Security Assistance Initiative (USAI) through 2028 and increases USAI funding to $500 million in FY 2026.
    • Reaffirms that it is the policy of the United States to assist Ukraine in maintaining a credible defense and deterrence capability, and requires DOD to continue to provide intelligence support, including information, intelligence, and imagery collection to Ukraine.
    • Limits the use of funds to reduce or consolidate U.S. force presence in Syria unless the Secretary of Defense certifies that Syrian partners forces can still effectively counter the threat from ISIS.
    • Directs DOD to use all available authorities to provide assistance, including training, equipment, logistics support, and supplies, to support and enhance the military forces of Jordan and Lebanon and provide a plan for how to implement that assistance.
    • Requires reports and provides greater resources for developing UAS technologies and responding to drone incursions.
    • Expands DOD’s artificial intelligence (AI) resources and establishes new DOD authorities to coordinate AI initiatives among U.S. allies and partners.
    • Supports reproductive healthcare by establishing a comprehensive in-vitro fertilization (IVF) healthcare benefit for active-duty servicemembers and their families.

    Oversight of the Trump Administration:

    • Prohibits any reduction in U.S. military force posture in Europe or the Korean Peninsula below 76,000 and 28,500 personnel, respectively, and prohibits any change in the U.S. military leadership of NATO or the Combined Forces Command – Korea without certain conditions. Further directs the Chairman of the Joint Chiefs and the Commanders of U.S. European Command, Indo-Pacific Command, and U.S. Forces Korea to conduct independent risk assessments of any such changes.
    • Fences 25 percent of the travel budget for the Office of the Secretary of Defense (OSD) until the Secretary provides a bilaterally agreed 5-year Taiwan Security Assistance Roadmap and a number of other overdue reports, including a report on DOD efforts to identify, disseminate, and implement lessons learned from the war in Ukraine.
    • Requires DOD to report its incurred costs from supporting the Department of Homeland Security (DHS) in immigration enforcement activities; the number of migrants held at DOD installations and the associated costs; approved Requests for Assistance from DHS to support immigration enforcement operations; and the costs of using military aircraft and facilities to support DHS immigration enforcement operations.
    • Reinstates mandatory training for all military members on rules of engagement, domestic military operations, the code of conduct, and government ethics to protect against escalation during domestic operations.
    • Requires the Secretary of Defense to implement the renaming recommendations for military bases in Virginia that were adopted by the Naming Commission, and prohibits the Secretary of Defense from changing those names.
    • Requires the Secretary of Defense to submit a minimum of 5 days notice to Congress if a military Judge Advocate General (JAG) is being removed, and a statement of the reason for the removal.
    • Requires the President to notify Congress of the removal of a member of the Joint Chiefs of Staff and the reason for the removal not later than 5 days after the removal.
    • Requires the Secretary of Defense to notify Congress when military officers are removed from selection board reports and lists for reasons other than misconduct.

    WASHINGTON – As the U.S. Senate considers a rescissions package to codify $9 billion dollars in cuts to foreign assistance and public broadcasting, U.S. Senator Brian Schatz (D-Hawai‘i) spoke out against the Trump administration’s illegal dismantling of the United States Agency for International Development (USAID) and the catastrophic consequences the elimination of aid has had on vulnerable people around the world. Schatz, who is the Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations which oversees foreign assistance, noted that over 360,000 people had already died as a result of not having food and medication in the wake of the funding cuts. Schatz also noted that the none of the programs that Republicans have objected to are currently active, and that the funding being rescinded is valid through the end of the next fiscal year and can be reprogrammed by the Trump administration to reflect its priorities.

    “Presidents can save lives. They can also cost lives. And while almost every president has chosen to do the former, Donald Trump, aided by a band of loyalists and ideologues, has chosen instead to inflict death and disease and starvation on the world’s most vulnerable,” said Senator Schatz. “We used to be the indispensable nation that people around the world counted on for help. People would see the American flag, whether on the side of a truck or a sticker on a food parcel, and think, ‘The good guys are here. Help is coming,’ But not anymore. We are causing death now. We are spreading disease now. We are deepening starvation now.”

    Senator Schatz continued, “We are not going to prevent every death – we know that. We’re not going to be able to feed every child – we understand that. We cannot feasibly help every community that needs help – we accept that. But this is something different altogether. This is knowingly and willingly and needlessly inflicting horrific suffering on millions and millions of the most vulnerable people live anywhere on the planet. And for what? To save money? The idea that any of this is about finding savings, while at the same time, Republicans are exploding the national debt by $4 trillion to cut taxes for billionaires just doesn’t pass the smell test. And to top it all off, the administration is about to incinerate – is about to light on fire – 500 metric tons of food aid because they let it expire while sitting in a warehouse for months.”

    “There were a bunch of controversial programs that precipitated this effort to cut USAID. All of those programs were discontinued. This is a budget that was enacted in March. This is Trump’s budget. This is Trump’s State Department. This is economic support funds. This is global public health. This is humanitarian assistance. This is helping our friends in Jordan and elsewhere to maintain the basic stability so that there is not a conflagration in a region. That is what’s being rescinded from this package,” Senator Schatz added.

    It all started with the stroke of a pen. Within hours of taking office in January, the president signed what can only be called a death sentence to millions of people all over the world. Executive Order 14 169 simply read, “It is the policy of the United States that no further United States foreign assistance shall be disbursed in a manner that is not fully aligned with the foreign policy of the president of the United States.” The order directed a 90 day pause in payments while foreign assistance was reviewed. But it became clear that this was not a process for reviewing or reforming programs. It was the beginning of the end, a wholesale destruction of the enterprise from top to bottom, in defiance of the law and of logic.

    Presidents can save lives. They can also cost lives. And while almost every president has chosen to do the former, Donald Trump, aided by a band of loyalists and ideologues, has chosen instead to inflict death and disease and starvation on the world’s most vulnerable. We used to be the indispensable nation that people around the world counted on for help. People would see the American flag, whether on the side of a truck or a sticker on a food parcel, and think, the good guys are here. Help is coming.

    But not anymore. We are causing death now. We are spreading disease now. We are deepening starvation now. And it’s not because it’s saving us huge sums of money, or because saving lives somehow stopped being in our national interest. All of this suffering and misery is because a few people were hellbent on ransacking the government and tearing down whatever it is that they didn’t like or they didn’t understand, to hell with the consequences. To them, the lives lost or just the cost of doing business. Move fast and break things is the ethos of Silicon Valley entrepreneurs. But when you move fast and you break things in the United States Agency for International Development, tens of thousands of people perish.

    So let’s start with how we got here. Following Trump’s executive order, Secretary Rubio and Peter Marocco, the new director of the State Department’s Office of Foreign Assistance, issued a stop work order on all 6,200 grants and contracts worldwide. They also ordered an immediate pause on new foreign assistance spending. That meant that partners who had already completed work were not getting paid. Contracts that had already been signed couldn’t be executed. Days later, Marocco, along with a bunch of DOGE staffers, including a 19-year-old and a 23-year-old, physically barged into U.S. aid and forced dozens of senior career officials to be put on leave over so-called insubordination. These people were just doing their jobs. His issue seemingly was with payments that had been approved before the executive order and were then making their way through the USAID payment system. Nevertheless, the career civil servants were escorted out of the building and locked out of their emails.

    Anyone who dared to push back or speak up was sidelined, including the acting administrator, who was pushed out to make way for Marocco to become deputy administrator. As he and his team looked for not just savings or efficiencies, but what they called “viral abuse” that would be easy to mock out of context, Fox Mews stepped into the breach to help for days on end. Their chyrons blared: “Viper’s Nest: USAID Accused of Corruption Long Before Trump Administration Took Aim.” “More Ridiculous USAID Spending Revealed.” “Elon Purged DC’s Slush Fund.”

    As the smear campaign kicked into overdrive. DOGE locked out all of the agency’s employees, including those working in conflict zones, from their phones and emails. And in early February, Musk tweeted, “USAID is a criminal organization. Time for it to die.” Days later, after carrying out the destruction, he wrote, “We spent the weekend feeding USAID into the woodchipper.”

    And just like that, one of the United States’ primary instruments of soft power over the last 60 years, which has done everything from curing diseases to thwarting terrorism, was decapitated overnight. USAID’s success in moral, political, economic, and security terms was made possible by scores of public servants who felt a responsibility to alleviate suffering, even if that meant putting themselves in harm’s way. But in the end, it was torn down by a bunch of crazed ideologues who saw foreign assistance as an easy target to test drive their project of crippling the government.

    Perhaps abolishing the health department or the VA in the first few weeks was a bridge too far. But here was money going to help people in, as Madeleine Albright used to say, faraway places with hard to pronounce names. And no matter how much good it was doing for the people whose lives were saved and communities were built, but also for our national security – none of that mattered when all you had to do was make up some lies to justify the vandalism.

    It’s been only a few months and already the loss of USAID and its critical work around the world has been catastrophic. More than 360,000 people have died as a result of the cuts. 360,000 deaths. And so I will be damned if I let a pundit, or Democratic strategist, or Republican strategist tell me that the American people signed up for allowing 360,000 people to die. On purpose. For what? Deficit reduction? And to Patty Murray’s point, two weeks ago, they just blew up the deficit by trillions of dollars. The amount of money that it takes to save a starving child, or to prevent the transmission of HIV/AIDS from mother to child, is minuscule. And we do this because we’re the good guys. And we do this because it’s cheap. And we do this because when we need something from a friend in a foreign land, they think of us well, because we’re always on the scene to be helpful.

    These are not hypothetical or distant outcomes. We are no longer arguing about what might happen in the future. We are talking about what is happening across the planet right now. People are dying right now, not in spite of us, but because of us. We are causing death. We have gone from being the good guys – flaws, mistakes and all – to being a conduit for death and sickness and hunger.

    A ten-year-old boy named Peter in South Sudan contracted HIV from his mother at birth. His parents died while he was young, but medication through PEPFAR kept him alive. That was until February, when, without access to medication, Peter fell severely sick and later died. The health outreach worker who had cared for him said simply, “If USAID would be here, Peter would not have died.”

    A pregnant woman in a Liberian village hemorrhaged and began to bleed heavily while in labor. But without gas, because of funding cuts, USAID ambulances stood idle, unable to help. And despite her neighbors’ best efforts to carry her ten miles on foot through the jungle to the nearest hospital, she died mid-journey, along with her unborn son.

    Dorcas, a ten-year-old in Zambia, had gotten so used to her routine of taking HIV medication every night with her mom that she was confused when it ran out a few months ago. Her mom recounted: “In the past week, she’ll open up the tin and find that it’s empty. So she’ll run down to the clinic and go check if she can collect her medication, and she’ll come back and say, oh, you’re right, the clinic is closed. They’re not there anymore.”

    In Sudan, which has been ravaged by war and gripped by famine, a mother watched two of her children under the age of three wither from malnutrition and die after a soup kitchen that had been supported by USAID closed overnight. Days before he died, the older of the two children had asked for porridge. “I told him, we don’t have any wheat to make that,” his mother recalled, adding that the soup kitchen’s daily meal – which the family was shared – was a godsend.

    A mother in Nigeria worried about how she would keep her infant alive, having just lost the other twin to malnutrition in the wake of funding cuts. A peanut paste supplement that had been paid for by American foreign assistance had been used to treat her newborns for malnutrition. She wondered about how she’d feed her child. And she said, “I don’t want to bury another child.”

    There are thousands and thousands of gut-wrenching stories just like these – from every corner of the planet; with newborns and children and families and communities. And this is only what’s happened in the last few months. Just imagine what’s going to happen if we codify these cuts.

    We are not going to prevent every death – we know that. We’re not going to be able to feed every child – we understand that. We cannot feasibly help every community that needs help – we accept that. But this is something different altogether. This is knowingly and willingly and needlessly inflicting horrific suffering on millions and millions of the most vulnerable people live anywhere on the planet. And for what? To save money? The idea that any of this is about finding savings, while at the same time, Republicans are exploding the national debt by $4 trillion to cut taxes for billionaires just doesn’t pass the smell test. And to top it all off, the administration is about to incinerate – is about to light on fire – 500 metric tons of food aid because they let it expire while sitting in a warehouse for months.

    They are lighting food on fire. Food grown in the United States, manufactured in the United States, to be sent out to the most vulnerable people on the planet with a sticker with the United States emblem on it. And Making America Great Again, apparently, is doing all of that and then letting it rot in a warehouse and then incinerating it. What the hell are we doing here? You want to have a conversation about debt and deficits? You want to have a conversation about aligning our foreign policy better? You want to have a conversation about whether or not the State Department – not the USAID agency – should have been funding operas and cultural enterprises in foreign countries. Fine. We can have that conversation. But I dare you to justify lighting food on fire.

    It wasn’t so long ago that a Republican senator stood on this very floor, talking about those in his party who claimed that cutting foreign aid was an easy way to save money. “A lot of times people will say, well, ‘Cut foreign aid.’ But foreign aid is less than 1% of our budget. Foreign aid can make a difference when properly used. And if you ever have a chance to travel to the African continent, you will meet people who are alive today because the American taxpayer funded antiviral HIV medications that kept them alive. It is not easy to radicalize people who are alive because of the American taxpayer.” That was Secretary Rubio as Senator Rubio.

    Why is this happening at all? I worry that there is a very specific and rather dark view about what the United States is capable of. It’s a view of our military. It’s a view of our economic power. It’s a view of our cultural power. And it’s a view of our moral authority. Which is the best path forward, as we decline, is to lock it down, is to not engage with the world, is to not project power militarily, culturally, economically, morally.

    We are going from the indispensable nation. And by the way, this is a real thing. If you ever do foreign policy trips, people hang on the words of United States senators who sit on the Foreign Relations Committee. First among equals. People want to know, what’s the United States doing? What’s the United States doing? It doesn’t matter what the issue is. It could be it could be fighting malnutrition. It could be economics and trade. It could be military strategy. Everyone wants to know: what’s the United States doing? You know what has changed in the last six months? They’re moving on from us. They’re not waiting to hear what the United States is doing. They’ve seen what the United States is doing. In Trump 1.0, we could basically be reassuring and say, ‘We’ll be back, don’t worry. We’re going through a rocky time.’

    Now, China is in the breech. China has stepped up. It’s not just that America’s retreat is bad for us. It is really good for China. It is great for Russia. It’s great if you’re Hungary. The Kremlin was nearly instantaneous with its praise calling the dismantling of the foreign aid enterprise a smart move. Autocrats in Hungary and El Salvador also celebrated USAID’s demise. Now there’s a basic principle in political campaigns, which is if you are doing something that your opponent loves, you may want to reconsider whether it’s a good strategy. The moment we did this, all the bad guys were like, ‘Very smart. Good job. We’re very happy for you. Excellent.’ China has seized this opportunity with a little more specificity because they have the opportunity to step into this role. They are working on child nutrition and landmine clearing in Cambodia. Health and education in Nepal. Disaster response in Myanmar. Climate resilience in Mongolia. And it doesn’t take a great deal of imagination to understand what this will look like in a few years’ time. China will become the partner of choice for countries, big and small, all around the world. It will have increased its funding to global bodies like the World Health Organization, enabling it to win leadership posts and rewrite the rules in its favor. And we will have facilitated that process.

    So that’s the background. Now let’s talk about the specifics of what’s in this package. And this point I want to make really clear. And I made this point in the Appropriations Committee. There were a bunch of controversial programs that precipitated this effort to cut USAID. Two points to be made. One, the total dollar amount of all the controversial programs was like in the $100-200 million range. That’s number one.

    Number two is all of those programs were discontinued. This is a budget that was enacted in March. This is Trump’s budget. This is Trump’s State Department. This is Trump’s USAID. And so there is not a single thing that was on that Fox chyron that Marco Rubio is continuing to do. So this rescissions package doesn’t have any of that stuff. And by the way, some of my Republican colleagues who understandably weren’t super engrossed in the details, I had to send them a line-by-line of what these rescissions do. And they’re sitting there going, ‘Where’s the opera in Ecuador? Where’s the cultural exchange program or the parade in South Africa? Where’s all the goofy sounding stuff?’

    And the answer is a lot of that stuff was made up in the first place. But even if you stipulate to the idea that there was inappropriate spending, it’s literally not in this package. What’s in this package is stuff that 90 out of 100 of us have asked for. And what do I mean by that? I mean, as the ranking member of the State and Foreign Ops Subcommittee – basically as a chair or ranking member of any of the subcommittees – you get a bunch of letters from your colleagues saying: ‘This program is important to me. Could you please take care of it in the coming appropriation cycle?’ And these letters are private and I will protect the confidentiality of these interactions. But suffice it to say, a lot of the people voting for the rescissions are also privately asking for me to fund the thing that they are defunding. So this is all about the momentum that came from DOGE and Trump and some tweets and some animus – real animus – to the foreign aid enterprise.

    So let’s go through what’s in it. $4.15 billion for economic support and development assistance. Our economic and development assistance is not charity. It is for countering the influence of the People’s Republic of China or promoting regional stability. This work is in our economic and security interests. If this administration disagrees with some of the projects pursued by the previous administration, the good news is they have pretty broad authority to reprogram the money. Like if we’re doing a program, I don’t want to name a country because it’ll have foreign policy implications. If we’re doing a program in a country and this administration says, you know, that’s not as important. They don’t have to rescind the money. They can reprogram it to China or Russia or Ukraine or whatever it is. They have that flexibility. What they are saying is they want less money to counter foreign influence.

    $563 million for treaty dues. Now we’re members of organizations with whom we disagree. That’s kind of the deal, right? Because if we want to be in an international forum, even arguing for our interests, even arguing against other countries, or being frustrated with the body with which we’re interacting, we have two choices. We can either participate. Or if we don’t pay our dues, we relegate ourselves to something called observer status, which basically means we’re on the outside looking in. In order to get in the room, you got to pay your dues to the relevant organization. And that is what we’re doing here. We’re rescinding all the funds for all of the payments to all these international organizations.

    Why? Not because it’s in our foreign policy interests. It’s actually not, but because a bunch of ideologues don’t actually understand how foreign policy works. And that’s the thing here. You can have a different view under whatever it is to have an America First foreign policy. But this isn’t that. This is just vandalism, right? I’m not having a disagreement with Jim Risch about how hawkish to be or how much to prioritize global health versus something else. We’re just literally cutting off our nose to spite our face, because what they want is vandalism to the enterprise. And the tools of foreign policy are being shredded. So this isn’t about policy unless you think the policy is: I wish my State Department were weaker. I wish the tools in our toolkit were more limited. I wish our ability to prevent war and keep nations stable were less well funded. I wish that the only tool in our toolkit was military might.

    And it is not a small thing that many former Secretaries of Defense have said something along the lines of if you defund foreign aid, I’m going to need more ammunition because this is the cheapest way to prevent war.

    $500 million from global health programs. Now, the new Republican proposal protects some of those programs funded by this account, but it leaves out pandemic prevention, family planning, and work on a wide range of issues.

    $1.3 billion for migration and refugee assistance and international disaster assistance. This funding supports our efforts to help refugees and other displaced people in conflict zones around the world. You know, most of us at some point out of the 100 of us do some sort of CODEL, some sort of foreign travel, and this is the kind of stuff we visit. And this is the stuff on a bipartisan basis that we all nod approvingly about. It’s great that we’re doing this. It’s great that we’re providing this kind of assistance. And $1.3 billion for refugee assistance is being cut.

    And I’ll tell you why. It’s because it’s got the word refugee in it. I mean, that’s how they figured out what they wanted to cut, right? They ran word searches. They’re pretending it’s sophisticated. Maybe it was, maybe it wasn’t. But all they were doing was looking for words like gender. Or looking for words like climate. Looking for words like equity. Looking for words like refugee. And if the program was named in such a way that it mentioned it, just use those words. It was out. Just totally preposterous.

    Our contributions to and participate to participation in organizations like UNICEF is being cut. I mean, good luck explaining why you cut UNICEF. I’m pretty good at like imagining what my political competitors on the other side of the aisle would say. But why did you cut UNICEF? Like, are you trying to pretend that some number of hundreds of millions of dollars to prevent starvation among children is like going to do the trick in terms of getting debt and deficits under control? Nobody actually believes that. Why are you cutting UNICEF? If this is about tightening our belts? Why would you cut UNICEF?

    $460 million for the assistance for Europe, Eurasia and Central Asia. This account funds a whole bunch of bipartisan foreign policy priorities, including energy security in Ukraine, that will be cut completely if this recession is enacted. If there were programs under the previous administration that the current administration disagrees with, good news: they literally have the authority to reprogram those dollars. This is two-year money. It doesn’t actually have to be spent by the end of the federal fiscal year. They have pretty good authority to reprogram it, but they don’t want to reprogram it to something that they consider important. They want to shred the enterprise.

    $125 million for the U.S. Agency for International Development operating expenses. Now, this administration is illegally dismantling USAID and functionally merging it under the State Department. Here’s the problem with the $125 million. And yes, it’s admin expenses. I’ve been in the nonprofit sector and I’ve been in the grant giving side, and nobody loves the idea of paying for administrative expenses. But I know for a fact the State Department didn’t want this in the rescissions package. Because now that they have merged USAID under the State Department, they literally don’t have the money, and they’ve got to absorb $125 million hit.

    $100 million for the Transition Initiatives in the Complex Crisis Fund. This is flexible funding and contingency accounts that didn’t expire, and the administration can program it in any way they want.

    $83 million for the Democracy Fund. $83 million. Promoting democratic values is directly in our interest and supporting resistance to dictators – resistance to dictators. We’re cutting resistance to dictators. Good for us. Make America Great Again. Ronald Reagan would be proud. The party of Cold Warriors, the party that vanquished the Soviet Union, the party that claims a hawkish mantle is now saying, you know what? This thing which is probably 0.00 whatever of the entire federal spend and an even tinier amount of the debt and deficit of the United States. Let’s defund that, because it’s not our business if dictators maintain power. It’s a real change in policy here.

    $27 million for the Inter-American Foundation. This provides small, cost effective grants and technical support for locally led development projects. Strengthening stability and self-reliance in partner countries is in our interest. And this is another one that I get a lot of letters from these guys saying, ‘Please fund it. Dear Ranking Chairman Graham and Ranking Member Schatz, this program is super important. And would you please fund it in the next appropriations cycle?’ That’s the private letter that we get. The public action is to rescind the money.

    $22 million for the African Development Foundation. The administration says the African Development Foundation’s work is duplicative of the State Department’s work. But the kind of grants and technical support that the African Development Foundation provides is not available through the State Department.

    15 million bucks for the United States Institute of Peace. A creature of statute. A creature of one of the first senators from the great state of Hawai‘i. Mr. Spark Matsunaga.

    The through line between all of this is that there’s no correlation between the rationale provided by the administration for these cuts, and what’s actually in the package. And I’ve talked to Eric Schmidt, with whom I have a reasonable, functional working relationship. But we’re like talking past each other. Because every time I talk about what’s actually in this package, he pivots back to what’s actually not in this package and starts naming line items on things that are not in the eight-page rescissions bill. This is not the BBB which took 11.5 hours to read. This thing is eight pages. You can go and see there is no line item for $1.8 billion for operas and festivals and underwater basket weaving and whatever else nonsense people wanted to characterize as the U.S. foreign aid enterprise. This is economic support funds. This is global public health. This is humanitarian assistance. This is helping our friends in Jordan and elsewhere to maintain the basic stability so that there is not a conflagration in a region. That’s what’s in this package. That is what’s being rescinded from this package.

    I understand that there is some obligation as a party member to oblige the requests of this party’s president. I get it. But we are still a system with separate, co-equal, independent branches of government. The problem is, if you don’t assert your authority, you don’t functionally have it. So it’s true that we hold the purse strings. It’s true that we’re the Article One branch. It’s true that we’re in charge of whether a bill passes or not. But I will tell you, the thing that is most alarming to me is not the bad policy outcomes – and there are terrible policy outcomes. The thing that is most alarming to me is that I have not yet seen in the last six months, in this final term of Donald Trump, what I saw in the first term of Donald Trump. Which is quietly, not rudely, not provocatively, but occasionally, this branch of government, on a bipartisan basis, stood up for itself and said – and those guys would say – ‘Look, we love you, Mr. Trump. We love you, Mr. President. But on this one, I can’t be with you.’

    And on BBB, I understand, like it’s very hard to reject the president’s signature policy accomplishment. But this seemed like one where we could have gotten four no votes. This really did, to me, seem like one where it would be a good opportunity to stand up to the president and just say, like, we’re going to do the appropriating over here. Like, let me show you what Article One says and what Article Two says, and we’re going to defer to you on lots of matters, but not 100% of matters.

    And so my question is if they’re going to have the votes to enact this rescission package. When is it that Republicans are going to stand up for their own prerogatives? And why would you run for office? Would you put your family through all of that? Would you go through the difficulty of a campaign? Would you go through the difficulty of being a public figure and subject to scrutiny and criticism, and all of the late nights and the kind of uncomfortable interactions and all that? It really is a sacrifice. It’s certainly an honor, but it’s also a sacrifice. Why would you do that if you don’t get to make up your own mind?

    I don’t pretend to be able to get into the mind or the position of a Republican colleague of mine. I’m from Hawaii. It’s different. But I do think that there’s a point at which it’s just not worth it to give this guy every single thing that he wants.     Chișinău, Moldova – Moldova is taking a decisive step toward the future of agriculture with the launch of a new incubator and pre-accelerator at Agrotek Arena Incubator, an innovation space dedicated to digital agriculture, robotics, and food technology. The initiative is part of the Innovate Moldova Programme, funded by Sweden, and aims to modernize the country’s agri-food sector through innovation, research, and international collaboration.

    On July 9, 2025, a Memorandum of Understanding was signed between the Moldova’s Ministry of Digitalization and Economic Development (MDED), the Technical University of Moldova (UTM), the Innovate Moldova Programme, and the Ukraine-Moldova American Enterprise Fund (UMAEF), marking the start of this strategic partnership.

    The incubator will span 1,300 square meters across two refurbished floors of Agrotek Arena and will host up to 30 residents – startups, student entrepreneurs, researchers, and agri-food businesses. It is projected to benefit over 3,000 students, farmers, and food processors annually by providing access to cutting-edge technologies, prototyping labs, greenhouses, and innovation support programs.

    “Agriculture remains a backbone of Moldova’s economy. Yet, without modern tools and forward-thinking infrastructure, its full potential cannot be realized, Agrotek Arena will serve as a launchpad for innovation, helping us bridge the gap between academia, industry, and global partners.”

    The incubator is set to open its doors to residents by September 1st, with a structured acceleration program launching in October 2025. Activities will focus on developing viable agri-tech solutions in areas such as precision agriculture, smart irrigation, and sustainable food processing.

    Shared Investment and Global Collaboration

    The $1 million project is built on a shared funding model. Innovate Moldova Programme and UMAEF are supporting the refurbishment of common areas, while UTM is offering rent-free space and managing energy efficiency upgrades. Residents will contribute by equipping their dedicated offices with air conditioning, furnishings, and technical installations.

    Agrotek Arena will also establish strong linkages with European and North American technology providers. Strategic collaborations include:

    Davis Weather Stations for climate-smart farming,
    Biosfera’s GPS AgTech Solutions for resource-optimized agriculture,
    SAS Cropio ERP Systems for real-time farm data analytics.

    These partnerships not only bolster Moldova’s agricultural transformation but also create long-term business opportunities for EU, EFTA and North Atlantic region.

    Ongoing violence is compounding the country’s food crisis, disrupting local food production in critical areas such as the commune of Kenscoff and the Artibonite department, often considered the breadbaskets of Haiti.

    While the UN and its partners are responding “wherever and whenever possible,” UN Spokesperson Stéphane Dujarric said this Wednesday that humanitarians have only been able to reach 38 per cent of the population they aim to support.

    Multiple roadblocks

    “This is due to ongoing violence and insecurity, severe underfunding of the response, and the obvious access challenges,” he said.

    Over halfway through the year, Haiti is the least-funded of the many humanitarian appeals that the UN coordinates – despite shortfalls for food security in the country being at extreme levels – with just over two per cent of the $425 million needed this year received to date.

    Myanmar: Intensifying conflict impedes humanitarian aid

    Almost four months after Myanmar’s devastating earthquake, the UN is deeply concerned over the plight of civilians caught up in the country’s devastating and continuing conflict between the military regime and opposition armed groups.

    As fighting intensifies, civilians are particularly vulnerable, with increasing attacks on infrastructure.

    According to reports, an air strike hit a monastery in Sagan Township in Sagaing Region on 11 July, killing 22 people and injuring at least 50 others. The monastery had been providing shelter to displaced people who had fled nearby villages.

    A displacement camp in North Shan State was also reportedly hit by an airstrike over the weekend.

    ‘Broader pattern’

    “These incidents are part of a broader pattern of attacks affecting people across Myanmar,” said Mr. Dujarric, with frequent reports of people being killed, injured or displaced by violence.

    Such insecurity also impacts the ability of humanitarian teams to reach people in need: with one in three people now facing acute hunger, and the current monsoon season having caused flooding, “the UN urgently calls on all parties to respect human rights and international humanitarian law,” he said.

    Belarus: Rights experts urge probe into deaths in custody of opposition activists

    Top independent human rights experts called on Belarus on Wednesday to launch urgent investigations into the deaths of several people jailed for political dissent.

    The experts – who are known as Special Rapporteurs – highlighted the case of 61-year-old businessman Valiantsin Shtermer. He died in May 2025 while serving his sentence in a so-called “Correctional Colony” in Šklou.

    Mr. Shtermer had been jailed for making critical remarks about Russia’s full-scale invasion of Ukraine. Despite his serious medical condition, he was allegedly denied adequate care in prison.

    Fifty-year-old opposition activist Vitold Ashurak meanwhile, also died shortly after being placed in an isolation in the same prison.

    According to the Special Rapporteurs, Mr. Ashurak was a member of the Belarusian National Front who was jailed for violating public order during protests related to the disputed 2020 presidential elections.

    We must not ignore these deaths

    “These deaths must not be ignored,” said the experts, who added that there were strong grounds to believe that they resulted from abuse or neglect linked to the exercise of fundamental rights.

    “It is of the utmost importance to thoroughly investigate the alleged instances of ill-treatment and neglect that resulted in the deaths of Shtermer, Ashurak, Puškin and other persons designated as political prisoners by human rights defenders,” the Human Rights Council appointed experts underscored.

    “There are strong reasons to believe that these individuals lost their lives in retaliation for exercising their civil and political rights, including the rights to freedom of expression and peaceful assembly.”

    The independent experts voiced concern that some opposition figures had been stigmatised and labelled as “extremists” or even “terrorists”.

    Special Rapporteurs report regularly to the Human Rights Council. They are not UN staff and do not receive payment for their work.

    UK-Germany landmark agreement to help smash smuggling gangs and boost defence exports

    Brits and Germans alike will benefit from a closer partnership on the issues that matter most to them, as Prime Minister Keir Starmer is set to host Chancellor Friedrich Merz for a comprehensive visit to London.

    Brits and Germans alike will benefit from a closer partnership on the issues that matter most to them, as Prime Minister Keir Starmer is set to host Chancellor Friedrich Merz for a comprehensive visit to London today (Thursday 17 July) to revamp the UK-Germany friendship and sign a first of its kind Bilateral Friendship and Cooperation Treaty.

    Alongside the Treaty, Germany is expected to make a landmark commitment to make it illegal in Germany to facilitate illegal migration to the UK with the law change to be adopted by the end of the year. 

    The change will give law enforcement the tools they need to investigate and take action against warehouses and storage facilities used by migrant smugglers to conceal dangerous small boats intended for illegal crossings to the UK. This will bolster efforts to prosecute those involved in smuggling and support the dismantling of the criminal networks driving unacceptable and unlawful journeys through Europe. 

    This significant and long-awaited step is further evidence that the Prime Minister’s approach to working more closely with our European partners is bearing fruit, and demonstrates progress on delivering the Joint Action Plan on Irregular Migration agreed with Germany last year. Through increased cooperation between UK and German law enforcement bodies we are expanding efforts to tackle people smuggling and bring criminal networks to justice. In the last 18 months the NCA has worked with partners across Europe to seize more than 600 boats and engines, with this change expected to drive that number up further.

    It will also complement bolstered UK efforts to smash the criminal gangs responsible for dangerous, illegal journeys to the UK via small boats, through the game-changing pilot returns agreement reached with France last week, and the continued work upstream of the Border Security Command to disrupt and deter criminal smuggling networks.  

    The new Treaty will detail closer collaboration on issues ranging from migration and security to business, commercial and infrastructure links. This joint commitment to pursue a range of ambitious projects demonstrates how closer partnerships with our trusted allies will help deliver the Prime Minister’s Plan for Change. 

    Prime Minister Keir Starmer said:

    “The progress we are making today is further proof that by investing in our relationships with likeminded friends and partners, we can deliver real change for working people.  

    “The Treaty we will sign today, the first of its kind, will bring the UK and Germany closer than ever. It not only marks the progress we have already made and the history we share. It is the foundation on which we go further to tackle shared problems and invest in shared strengths. 

    “Chancellor Merz’s commitment to make necessary changes to German law to disrupt the supply lines of the dangerous vessels which carry illegal migrants across the Channel is hugely welcome. As the closest of allies, we will continue to work closely together to deliver on the priorities that Brits and Germans share.”

    Deepening our security and defence cooperation is also high on the agenda, with the leaders set to discuss their strong shared support for Ukraine. 

    Building on the landmark Trinity House Agreement on Defence signed in October, the leaders will unveil a new agreement to boost world-class UK defence exports such as Boxer armoured vehicles and Typhoon jets, with the two countries set to pursue joint export campaigns for jointly produced equipment. The agreement is likely to lead to billions of pounds additional defence exports in the coming years – excellent news for the UK economy and thousands of highly skilled defence industrial workers. 

    The leaders are also set to make a new commitment to deliver their new Deep Precision Strike capability in the next decade. The rapid development of this capability will safeguard the British public and reinforce NATO deterrence, while boosting the UK and European defence sectors through significant industrial investment. The new capability is set to have a range of over 2,000 km, and will be among the most advanced systems ever designed by the UK. 

    The Treaty also includes the establishment of a new UK-Germany Business Forum in order to improve business and investment relationship between the UK and Germany, with trade between the two countries already accounting for 8.5% of all UK trade and supporting almost 500,000 jobs. This is further illustrated by a series of commercial investment announced today worth more than £200 million and creating more than 600 new jobs. 

    One such example is German defence tech company, STARK, which has announced a landmark investment in the UK, marking its first production expansion outside of Germany. The move will create over 100 highly skilled jobs in the UK within the first year, including through STARK’s new 40,000 square feet facility in Swindon.

    Mike Armstrong, Managing Director of STARK UK, said: 

    “The UK and Germany are world-leaders in new technology that will define the battlefields of the future. We need rapid and scalable production to protect our people, defend our sovereignty and deter aggression. That means resilient supply chains stretching across Europe. 

    “That is why STARK has chosen the UK as our first production location outside of Germany – taking advantage of the vast technological, industrial and defence expertise that exists here to create AI-powered, unmanned systems to defend Europe and NATO.”

    Other announcements from German companies in the UK today include:

    • Conversational AI firm Cognigy plans to invest £50 million in the UK, expanding its team from 13 to 150.
    • AI ESG platform osapiens plans to invest £30 million in the UK, creating 150 high-skilled jobs.
    • Siemens Energy is creating 200 new jobs as well as 100 new apprentices and graduates starting this autumn.
    • Venture Capital fund, HV Capital, has the ambition to deploy around £150 million in the UK as part of their next fund generation.

    Washington, D.C. — Congresswoman Mikie Sherrill (NJ-11), former Navy helicopter pilot and member of the House Armed Services Committee, secured over $20 million in additional funds for Picatinny Arsenal programs and the New Jersey innovation economy in a mark-up of the National Defense Authorization Act (NDAA). 

    The NDAA is critical legislation that Congress authors each year to establish defense priorities, make organizational shifts to military posture, and provide direction on how military funding can be spent.

    “One of my chief responsibilities is to craft national defense legislation that strengthens our fighting forces across the globe, bolsters the New Jersey economy by investing in Picatinny Arsenal, and expands protections for our service members and their families. With Pete Hegseth, the most incompetent Secretary of Defense in history, leading our armed forces, it’s more important than ever that we pass commonsense legislation that invests in our fighting forces and the men and women who have stepped up to serve our country. 

    “I ensured that Picatinny Arsenal continues to have the resources it needs to keep our soldiers safe across the world, bolster our New Jersey economy, and support the Ukrainian fight against Russian oppression. I continued my fight to ensure that our servicewomen and military families have access to abortion care, no matter where they are stationed; I stood up to protect women in combat roles across our armed forces; and I advocated to expand year-long contraception prescriptions for all active duty service members and families. I fought to strengthen guardrails to provide additional congressional oversight if the President or the Secretary of Defense tries to unilaterally relocate troops and protect the National Guard from being politicized. And I successfully included an amendment in the bill to reverse the Trump Administration’s attempt to legalize racial segregation in our armed forces.

    “Our service members and their families make incredible sacrifices to protect the rights, freedoms, and democracy we hold dear. There is far too much at stake right now to allow political fights and partisan gamesmanship to endanger our national security and weaken our fighting forces,” said Mikie Sherrill

    Rep. Sherrill championed a pilot program for remote blood pressure monitoring for pregnant and postpartum women, successfully included an amendment that would expand access to apprenticeship training for service members transitioning to civilian life, and improve training and resources for firefighters serving on military installations.

    She spoke up against Republican attempts to strip women from combat roles, highlighted Pete Hegseth’s dangerous use of Signal, and defended U.S. funding for our ally, Ukraine.

    The NDAA also includes provisions that will strengthen Picatinny Arsenal, one of the largest employers in NJ-11, and support the critical work conducted there. Rep. Sherrill championed additional funding for Picatinny programs, including:
     

    • Scalable Counter Small Unmanned Aerial Systems (CsUAS) Munition delivered Air Defense payloads
    • Tier 1 Blast Over Pressure Reduction Technologies
    • Low Cost Armaments-based Counter Drone / Counter Small Unmanned Aerial Systems (CsUAS) Protection
    • Critical Energetic Materials and Manufacturing Industrial Base Supply Chain Technology 
       

    Rep. Sherrill offered and successfully secured inclusion of 12 amendments to the NDAA, including:
     

    • Requiring TRICARE to cover up to twelve-month supplies of contraception for service members and their families;
      • This amendment expands on Rep. Sherrill’s effort to require private insurance to allow patients to receive a full year’s supply of birth control instead of the typical three month supply.
    • Requiring DoD contractors to certify that they do not have segregated facilities
      • This amendment comes in response to the Trump Administration reversing a policy that required Department of Defense contractors to have nonsegregated facilities.
    • Establishing a pilot program to utilize remote monitoring of blood pressure for at-risk pregnant and postpartum military women;
    • Expanding bereavement leave to include service members and the spouse of the service member who experience the loss of a pregnancy or stillbirth;
    • Increasing the participation of women in science, technology, engineering, and mathematics (STEM) positions in the Armed Forces;
    • Increasing access to registered apprenticeships in the Skillbridge program for service members transitioning to civilian careers;
    • Requiring the Department of Defense to conduct a study on the training and equipment of Firefighter Rapid Intervention Teams on military facilities.
    • Prohibiting the Trump administration from eliminating US military bases in Europe to protect our NATO allies. 

    Rep. Sherrill is a graduate of the U.S. Naval Academy and served in the Navy for almost 10 years as a helicopter pilot and Russian policy officer. As a Russian policy officer, she worked on the implementation of our nuclear treaty obligations and oversaw the relationship between the U.S. Navy and Russian Federation Navy.   • MIL-OSI USA: WATCH: Rep. Sherrill Slams Hegseth’s Unilateral Freezes on Ukraine Aid, Backs Amendment to Prevent Future Delays

    WASHINGTON, DC — As Secretary Hegseth’s reckless mismanagement of the Pentagon continues to endanger American allies and undermine global stability, Congresswoman Mikie Sherrill (NJ-11) is standing in the breach. During the House Armed Services Committee’s markup of the FY2026 National Defense Authorization Act (NDAA), Sherrill argued in support of an amendment that would prohibit the Department of Defense from halting aid to Ukraine without explicit approval from the President.

    The amendment comes in response to two known incidents in which Secretary Hegseth froze critical military assistance to Ukraine — without any directive from President Trump or coordination with national security officials. These freezes, both later reversed by the White House, caused serious delays in weapons and support bound for Ukrainian forces defending against Russian aggression.

    “Thank you, Mr. Chairman.

    I want to express my strong support for Rep. Moulton’s amendment today.

    The Pentagon has frozen the delivery of aid to Ukraine three times since President Trump’s inauguration. Two of those times, Secretary Hegseth froze the aid without even gaining the approval of President Trump.

    According to news reports, the first time Secretary Hegseth froze the aid was less than two weeks into the Trump administration when he apparently misunderstood President Trump’s directions in a National Security Council meeting and believed that DoD was supposed to halt all delivery of aid to Ukraine.

    While this decision was reversed by the White House only a few days later, Secretary Hegseth’s poor decision cost millions of taxpayer dollars and delayed the delivery of vital aid.

    Last month, I asked Secretary Hegseth about this early freeze in aid to Ukraine when he testified before this committee. Secretary Hegseth unsurprisingly refused to provide an actual response to my questions about why he ordered that first freeze to aid.

    Then just a few weeks ago, we learned again that he ordered the freeze of vital military assistance to Ukraine. Again he apparently didn’t coordinate with the White House or State Department before making his order. And once again Secretary Hegseth’s decision was overruled by President Trump.

    His poor judgement and mismanagement of the Pentagon has twice now led to the freeze of military assistance to Ukraine. This committee needs to make sure that these deadly pauses don’t happen again.

    President Trump himself has apparently come around to the idea and announced that he would once again be sending significant defense equipment to Ukraine. After serving at CINCUSNAVEUR and as a Russian policy officer in the Navy, I know first hand how dangerous a threat Vladimir Putin is to Ukraine, Europe and the US. Ukrainian soldiers fighting and dying on the front lines against Russia don’t have time to wait for the delivery of artillery and munitions. They need that aid today.
