  • MIL-OSI New Zealand: NZ joins international condemnation of Russian cyber attacks

    New Zealand has echoed international condemnation of malicious cyber activity by the Russian Government, Foreign Minister Winston Peters says. 

    “Russia’s hostile behaviour in cyberspace continues to threaten global cyber security and undermine agreed international rules and norms,” he says. 

    Mr Peters’ comments follow UK Foreign Secretary David Lammy’s statement today that outlined a campaign of malicious cyber activity by Russia’s General Staff Main Intelligence Directorate (GRU).

    The GRU has undertaken sustained cyber attacks in support of Russia’s war of aggression against Ukraine and enables Russia’s destabilising activity worldwide.

    “New Zealand stands with the UK in calling out this behaviour,” Mr Peters says.

    The United Kingdom has exposed the role of the GRU’s cyber operations in real world events, including the 2018 Novichok poisonings in Salisbury and the bombing of civilian infrastructure in Ukraine. Today it has imposed sanctions on the units and individuals responsible.

    “New Zealand supports international efforts to impose costs on those responsible for Russia’s illegal war against Ukraine,” Mr Peters says.

    “New Zealand will continue to use the Russia Sanctions Act to hold the enablers of Russia’s military to account and press the Russian Government to end its unlawful and unjust war.

    “New Zealand has already sanctioned some of the groups and individuals the United Kingdom has acted against today and officials are providing advice on whether further sanctions are appropriate.”

    To date, New Zealand has imposed sanctions on more than 1,800 entities and individuals under the Russia Sanctions Act 2022, including the Head of the GRU and its cyberwarfare units 74455 and 26165, also known as Sandworm and Fancy Bear respectively.

  • MIL-OSI Canada: Minister Champagne concludes successful G7 and G20 meetings in South Africa

    With global political and economic uncertainty abounding, strong relationships and cross-continental collaboration with reliable nations has never been more important. Canada is spearheading a new era of collaboration and partnership with nations it can trust and whose priorities it shares.

    The Honourable François-Philippe Champagne, Minister of Finance and National Revenue, today concluded his participation in the G7 and G20 meetings of Finance Ministers and Central Bank Governors (FMCBG) in Durban, South Africa – a key engagement under Canada’s ongoing G7 Presidency and a demonstration of Canada’s commitment to strong international partnerships.

    At the G20 meeting, Minister Champagne outlined Canada’s vision for the global economy, as well as for the international financial architecture, international taxation and ways to improve longer-term growth prospects for Africa. Discussions during the meeting included the importance of sustainable finance and the role of resilient infrastructure in supporting economic development.

    The Minister leveraged the occasion to engage in a series of bilateral meetings with his counterparts, further strengthening Canada’s relationships and fostering collaboration with key global partners. This included meetings with Ministers from Indonesia, Australia, the United Arab Emirates, Norway, Sweden, Singapore, Italy, the United Kingdom, Saudi Arabia and  Japan, along with pull-asides with South Africa and Denmark.

    On the margins of the G20 meeting, Minister Champagne co-chaired with Tiff Macklem, Governor of the Bank of Canada, the fourth G7 Finance Ministers and Central Bank Governors’ meeting under Canada’s G7 Presidency. Discussions focused on ways to work together to reduce the ongoing trade and economic policy uncertainty, notably by establishing new uninterrupted trade routes with reliable partners and lifting existing barriers to trade. Russia’s illegal and unjust war against Ukraine, and actions to improve supply chain resilience including for critical minerals, were also discussed. Australia and South Korea joined the discussion on supply chains.

    During a short stay in Cape Town prior to the G7 and G20 meetings, Minister Champagne also met with local business leaders and government officials to advance Canada’s goals of partnership, economic development and innovation.

  • MIL-OSI Submissions: ‘People who spent years saving lives are now struggling to survive’ – how we witnessed Trump’s USAID cuts devastate health programmes in Kenya

    My phone wouldn’t stop ringing – nurses, social workers, young mothers – all begging for help. ‘I’ve lost my job,’ ‘I have no food,’ ‘What do we do now?’ I felt helpless.

    These are the words of Rogers Omollo, founder and CEO of Activate Action – a youth-led non-profit organisation that supports young people with HIV and disabilities in Homa Bay, a town in west Kenya on the shores of Lake Victoria.

    As specialists in youth and sexual and reproductive health, we were on a field trip to learn from Omollo and others like him. We wanted to find out about the work they were doing to tackle HIV, stigma and health inequalities.

    But our time there was dominated by one thing: President Donald Trump’s executive order which put almost all international spending by the United States Agency for International Development (USAID) on pause for a 90-day review and subsequently took a wrecking ball to all international aid programmes funded by the US.

    In July, research published in The Lancet medical journal found that the US funding cuts towards foreign humanitarian aid could cause more than 14 million additional deaths by 2030, with a third of those at risk of premature deaths being children. Davide Rasella, who co-authored the report, said low- and middle-income countries were facing a shock “comparable in scale to a global pandemic or a major armed conflict”.

    In the immediate aftermath, we saw firsthand the profound impact the “pause” had in this community. Activate Action is not directly funded by USAID, but as we followed in the footsteps of our host, Omollo, meeting the organisation’s collaborators and beneficiaries, the true extent of the funding freeze became shockingly apparent.

    Places like Homa Bay relied heavily on USAID funding to keep hospitals and clinics running, to ensure access to essential medicines, and to support reproductive health and HIV programmes. The executive order, in principle, resulted in the immediate halting of over US$68 billion (£51 billion) in foreign aid, a substantial portion of which supports lifesaving reproductive health and HIV programmes worldwide.

    As we walked through abandoned offices and healthcare facilities speaking to bewildered people out of work and in need of critical services in February 2025, the chilling reality set in. Omollo reflected:

    People who have spent years saving lives are now struggling to survive. The clinics are empty, the hope in their voices fading. It broke my heart. I wanted to scream, to fix it, but the truth hit hard – we can’t depend on one lifeline. If funding stops, lives should not. We must build something stronger, something that lasts.

    Research shows that global financial strain can foster a conservative political climate. For example, the global financial crisis of 2008 has been associated with the rise of right-wing populism.

    The current populist political climate is demonstrably hostile towards matters like reproductive health and rights. There are reports that reproductive rights are “backsliding” globally. For example, in the US abortion services have been increasingly restricted. In countries like Kenya, this is compounded by the longstanding global tendency towards anti-African or anti-black sentiment reflected in the foregrounding of stories that primarily depict Africa as a problem or a failure.

    So, before we even set off on our research trip to unite sexual and reproductive health advocates and collaborate with African partners, we knew we were swimming against this tide.

    Final figures remain unclear but in early 2025, the abrupt suspension of an estimated US$500 million of funding to Kenya was suggested by Amnesty International to have led to the layoff of 54,000 community health workers – many of whom had been part of robust, locally led responses to HIV, tuberculosis and malaria.

    The decision to do this was driven by US audit and efficiency “reevaluations” over 8,000 miles away in Washington. Decisions were made and implemented by small numbers of people within the Trump administration including Elon Musk, whose estimated individual wealth far exceeds the gross domestic product of many entire east African nations, including Kenya.

    Despite years of progress in community-based healthcare systems managed by Kenyans just like Activate Action, these cuts by one external donor disrupted critical services overnight. This also demonstrated that African health systems, no matter how effective, remain subject to profound external control.

    Our project was funded in October 2024, before Trump’s re-election. One week of activities in the UK, one week in Kenya. By the time Activate Action visited Lancaster, in the north of England, in January 2025, we had already started to raise eyebrows as our colleagues began receiving communications from USAID-funded initiatives about pausing projects. Two weeks later, by the time we gathered in Kenya, the immediate human cost was clear to see.

    ‘The field has been eviscerated’

    We sat at the back of a meeting observing training for an Activate Action initiative that would see community health champions offer peer support for their neighbours on safer sex and HIV prevention. In a building that was usually busy and populated by USAID-funded staff, the lights remained on in only one room.

    Before visiting Homa Bay, we knew of its reputation when it came to the so-called triple threat of gender-based violence, HIV infection and teenage pregnancy rates – all of which disproportionately affects this semi-rural county in west Kenya.

    As we watched the training, a colleague based in Europe (who was instrumental in connecting some of the members of our group) texted after learning we were in Kenya, saying:

    It’s terrifying. Document it. No one gets it. The field has been eviscerated.

    So, what did this evisceration look like?

    Staff directly affected by the order were either not permitted to talk about what was happening on the record or didn’t feel safe doing so. We spoke to at least five people who told us directly they couldn’t “speak out” and were nervous about us taking any photographs.

    We saw how scores of people were served their notice to cease projects, backdated and effective immediately – a stop work order, followed by (for reasons with cloudy legal foundations) official terminations to contracts. Their economic and professional futures left hanging in the balance.

    As we navigated workshops and meetings, Omollo (now unexpectedly advantaged through Activate Action not being USAID-funded) continued to receive multiple texts, calls and emails from people seeking work.

    A researcher we know working on a USAID supported HIV and maternity care project described doing frantic overtime in the face of uncertainty. She needed to put in hours of extra (unpaid) work to communicate with research participants as it would not be ethical to abruptly disappear on people currently engaged in an active research programme.

    She had no way to manage expectations with those she spoke to and no way of knowing if they were saying a final “thank you and goodbye” to the people she had been working with for months. Despite the descriptions of USAID project funds being “paused”, she was quickly served a full termination of employment notice.

    In east Africa, where this sudden and mass unemployment of vital technical and administrative staff is happening, more than half of young people aged 15-35 are unemployed. The rate is even higher among young women in rural areas (up to 66%.)

    A greater horror unfolds when you consider who these unemployed workers are usually paid to help because they serve communities with some of the highest needs related to HIV, teenage pregnancy and gender-based violence.

    The youth health facility we visited, for example, was locked up when we arrived. We sat in stunned silence in an empty three-roomed building with a youth HIV counsellor. We were shown photographs that showed how it was once a vibrant and busy place.

    Here, the free services and information on HIV, contraception and mental health was being delivered by skilled and non-judgmental youth specialists. But it was closed down from January 20, 2025 and its future remains uncertain. A free condom dispenser outside lay empty, all supplies given out on closure day in a last ditch attempt to help young people remain safe over the coming weeks.

    In Homa Bay, huge achievements have been made in addressing teenage pregnancy and adolescent HIV infection in recent years. There has been a remarkable decline in prevalence rates, new infections, and HIV-related deaths, aided by robust treatment programmes that contribute to better health. People have been living with HIV at undetectable levels, therefore unable to transmit infection. But this “safe” status requires ongoing treatment with antiretroviral medication.

    What now in the absence of USAID?

    But at the time of our visit, the delivery of antiretroviral therapy was becoming more restricted and would require collection by the user every three weeks, rather than the usual three months, therefore lasting the user a shorter time. To service providers we spoke to, this increase in the frequency of collection of medication was known to be a significant barrier for people having to travel long distances more frequently without transport to get their supply replenished.

    Omollo explained to us that Homa Bay is also a medication hub, of sorts. People come here from other communities where, due to stigma, the risks of being identified as someone who is HIV positive in their own communities are much higher.

    Successes notwithstanding, Homa Bay county’s teenage pregnancy rate is over 20% and HIV prevalence is some of the highest in Kenya (15.2% overall in Homa Bay, higher than the national average of 3.7%), with 75% of new HIV infections across the country affecting young people aged under 34. There are almost as many people living with HIV in Homa Bay county as there are in the whole of the UK and many are children. In other words, the demand for accessible and sustained services is high and the impact of their absence is huge.

    Every conversation we had yielded new information about the reality. Gender-based violence projects were also suspended, in part because of the Trump administration’s intentions to end “gender ideology”. A service provider joked despondently during a presentation how: “I got sacked for saying gender.”

    In Kenya, femicide (the murder of women or girls because of their gender) has been described as a “crisis” requiring urgent action. In Homa Bay specifically, the sexual and gender-based violence statistics are higher than national averages and have been on the rise, especially among young people.

    This follows alarming countrywide coverage about femicide across Kenya including high profile and horrifying cases such as that of the Ugandan athlete Rebecca Cheptegei.. Official figures are unclear but there are currently widespread protests and calls to action related to this injustice.

    Activate Action had recently won one USAID award focusing on men living with HIV and substance use problems (factors that are both implicated in gender-based violence). Since the USAID funding freeze this offer has instantly been dissolved with no expectation of reinstatement.

    Meanwhile, the fight against cervical cancer – the leading cause of cancer death in Kenya – has also been hit.
    Human papilloma virus (HPV) vaccination campaigns across the county have stalled, despite the fact the vaccines help prevent cervical cancer.

    At one point, a 23-year-old mother of three small children asked us directly if we found it troubling (as she did) that she will not be able to receive maternal healthcare and her contraception. The list of effects is grim and feels endless.

    Collateral damage

    When our group convened for a workshop at a community venue with sexual and reproductive health and rights staff from across the area, the chatter was similarly focused on the effects of the USAID funding freeze, but this time in the direct shadow of operations.

    Next door, four-wheel drive Jeeps had been recalled and locked behind USAID premises gates, gathering dust instead of being out in the field delivering HIV outreach services. They represented the stasis of operations more widely.

    Dr Peter Ibembe, from a party of service providers visiting from Uganda, was formerly a Programme Director for the non-governmental organisation Reproductive Health Uganda where he was in charge of service delivery. He spoke to us about the atmosphere:

    An eerie tone of quiet has descended on the place. Many have been suddenly rendered jobless; creating mental stress, depression, anxiety. But there has also been an indirect effect on the wider community through the entire value chain: landlords, banks and other credit institutions; food vendors; gas stations; transportation facilities and companies; hotels, restaurants and lodges; schools hospitals and the like.

    Everyone has been left in limbo. Kenya, despite gradual improvements, is a lower middle income country. Poverty identified by the World Bank as a key development challenge for the nation with, in 2022, over 20 million Kenyans identified as living below the poverty line. So these knock-on effects can be drastic.

    At an organisational level we also saw clearly how the boundaries of any one project running within any organisation cannot be neatly drawn, nor can projects be plucked from this matrix discretely in the way we might imagine when we hear how “USAID projects” have been suspended. This way of thinking profoundly undermines the reality of what these cuts mean because many projects are interdependent and interrelated. Omollo added:

    Whilst Activate Action was not directly funded by USAID, the overall reduction in health services affects the community they serve. The lack of support for HIV prevention, mental health and economic empowerment programmes placed additional strain on grassroots organisations like us … which have had to fill gaps with limited resources.

    Services the world over, especially community based services, usually operate with multiple funding streams each providing different projects. Naturally the people, resources and activities overlap. To stress, this is not evidence of the “corruption” the Trump administration claims it wants to weed out, but it is the reality of how services reliant on external funding work.

    It is usual that a patchwork of project grants function together to keep the doors open and the lights on. In fact, the sharing of operational resource is what bolsters an organisation’s capacity to serve its communities most effectively.

    Considering “USAID projects” as single discretely bounded entities belie the messy complexity of how community and healthcare services work.

    For another example of this kind of inter-connection, look no further than “table banking”. Table banking has been described as a “microcredit movement by women and for women” – effectively a DIY bank. We saw table banking used at Activate Action’s Street Business School, an initiative that tackles HIV through training women and building economic sustainability so they do not become trapped in poverty which may force them into have transactional sex. From a seated circle under trees, we watched as the collective pay in and take out loans to support their businesses from a central informal “bank account”.

    Beneficiaries from this project continue to come together every Thursday, pooling finances and taking loans to sustain their business needs for the coming week (for example, buying stock for their market stalls). They told us how they are planning to collaborate on a catering business which will mean the older, sicker members of the group remain able to work and earn.

    Similarly, Omollo told us how “a bit like table banking”, among his friends and colleagues, they also pool finance on a weekly basis to tick off items on a collective shopping list. He said: “One week we buy for one person, the next week, the next person and so on, until we all have a microwave.”

    These demonstrations of microfinance arguably present, however idealistic, inspiration for a more financially sustainable future whereby its principles offer a “light of hope” at grassroots level, possibilities for nations in meeting sustainable development goals and, crucially in this context, freedom from dependency on external donors.

    Social dictators of health

    When we planned this exchange project, we wanted to work with Activate Action because of our shared interests.

    Its explicit focus on the “social determinants of health” (the non-medical factors that affect health) is a refreshing departure from so many health programmes that seek to intervene on a person’s behaviour without attending to how it may be shaped by the wider social system.

    For example, in the case of Homa Bay, Activate Action works to address root causes, such as poverty. Poverty means that transactional sex (which could be sex for food or period products) is common. Unsafe sex can be a hallmark of these sexual encounters, increasing HIV risk and transmission. Helping women build businesses, earn their own money to buy food and make their own period pads, reduces the need to trade sex for necessities.

    As we sat discussing the various ways the cancelling of USAID would have devastating effects on different programmes and so the lives of different people, we realised how myriad social determinants – such as income, unemployment and healthcare services – are overwhelmingly contingent on distant regimes. Regimes run by people who seem to demonstrate little regard for the lives of disadvantaged and minoritised people.

    No period of consultation, no management of expectations – a profound example of how bigger systems that govern our social lives can, in fact, dictate the outcomes of our health.

    Antiretroviral drugs for HIV literally keep people alive and prevent transmission to others. Efforts to critique the USAID freeze by the inspector general of USAID, Paul Martin, saw him sacked. Again, no reason was given, and the White House did not have any comment.

    When we were trying to explore whether termination notices for staff in Kenya were even legal, one media report about a judicial effort to halt the USAID stop work order noted that Trump has a “high threshold for legal risk”. An insight into what type of threats we may need to consider when trying to understand risks to and protections for health in the future.

    Dr Ibembe, who provided closing remarks to our workshop, highlighted how “the effect of USAID cuts on the east African development landscape has been nothing short of seismic. It has created an environment of uncertainty, fear and stress. In some instances, up to 80% of health-related initiatives are donor supported. The funding and operational gap created is almost insurmountable.”

    This reliance on external financial support and limited domestic financing in Kenya and other sub-Saharan African countries is common. This makes a nation vulnerable. Kenya also experiences substantial “donor dependency” especially across the health system which makes it harder to absorb the shock of a donor pulling funds.

    In other words, this is a highly precarious system that is going through a shock which it will find incredibly difficult to withstand.

    The situation is a stark reminder of just how unfair the power dynamics are that dictate African health governance and sovereignty.

    Conversations about reducing the dependence of countries like Kenya on external donors have been going on for a long time. Throughout it has been acknowledged that any transition away from donor dependence needs to be carefully managed to avoid upsetting all the gains that have been made through initiatives like those funded by USAID. This has been completely impossible given the pace of change since January 2025 when the USAID stop work order came into play.

    African solutions to African problems

    The question now is not merely how African institutions will survive these disruptions but how they will leverage them as an impetus for change. Discussions about donor dependency arguably contribute to the framing of African states and institutions that are economically vulnerable and a “risk”. This in turn creates a negative bias that has recently been identified as costing African nations billions in lost or missed investment opportunities.

    While financial constraints are a reality, the dominance of stereotypes also means we may overlook the effective strategic responses and resilience demonstrated by African organisations over the years. The challenge is not simply to reduce donor reliance but to reposition African institutions as key architects of health solutions through approaches that emphasise ownership, sustainability and regional integration.

    The Afya na Haki (Ahaki) institute provides a clear example of this shift towards what they refer to as “Africentric” models of health governance. The aim is to build African solutions to African problems.

    This approach is anchored on four key pillars: amplifying positive African narratives; strengthening engagement with African regional institutions; supporting and fostering collaboration among African non-governmental organisations (NGOs) and other organisations; and bringing together African experts and communities to create knowledge that reflects local realities and needs.

    Yet, restrictive policies that pre-date the USAID cuts such as the global gag rule which means NGOs are prohibited from receiving any US government funding if they provide, advocate for, or even refer to abortion services, have significantly disrupted this work, forcing institutions to rethink their operational strategies. An Ahaki staff member told us how their core focus on empowering Africans has been “thrown into disarray”.

    Research that puts African stories and priorities front and centre is crucial – not just for shaping policies but for shifting the focus from dependence on external aid to African-led solutions and self-determination.

    ‘Hope hasn’t disappeared’

    Within days of the USAID executive order on January 20, the USAID website was unreachable and our colleagues in Homa Bay sat reeling. By February 14, just after our visit, it was confirmed that a federal judge had successfully blocked the funding suspensions, although the relevance of this for people and projects like those we met in Homa Bay, whose contracts had already been terminated, was limited.

    This executive order is one of many that has triggered global shockwaves. But for every action there is a reaction and we have also witnessed international resistance, from protests of USAID and nonprofit workers in Washington, to 500 Kenyan community workers demanding their unpaid salaries.

    Musk’s company Tesla has been subject to widespread boycott and coordinated protest by “Tesla Takedown” in over 250 cities around the world. Canada has also made strides to reject American imports and strengthen its domestic markets, building greater independence from the USA, echoing desires of many African nations in relation to US donor dependence.

    Musk suggested that USAID needs “to die” due to widespread corruption – an assertion that remains unsubstantiated. However, the violence and damage of this sentiment is being realised. As the sites we visited remain eerie and empty, gathering dust, our immediate concern is for the people and communities that agencies once funded by USAID represent and serve.

    Omollo, and others like him, are now finding new ways to navigate these problems. The ripple effects of the USAID funding freeze have hit hard, programs have stalled, uncertainty has grown and communities are feeling the strain.

    “But in the cracks, we’ve found ways to adapt,” he said. “At Activate Action, we’ve leaned on local partnerships, stretched every resource, and kept showing up for young people. Hope hasn’t disappeared; it’s just become something we fight for daily.”

  • MIL-OSI Submissions: Cognitive warfare: why wars without bombs or bullets are a legal blind spot

    Imagine waking up to the news that a deadly new strain of flu has emerged in your city. Health officials are downplaying it, but social media is flooded with contradictory claims from “medical experts” debating its origin and severity.

    Hospitals are filled with patients showing flu-like symptoms, preventing other patients from accessing care and ultimately leading to deaths. It gradually emerges that a foreign adversary orchestrated this panic by planting false information – such as the strain having a very high death rate. Yet despite the casualties, no rules define this as an act of war.

    This is cognitive warfare, or cog war for short, where the cognitive domain is used on battlefields or in hostile attacks below the threshold of war.

    A classical example of cog war is a concept called “reflexive control” – an art refined by Russia over many decades. It involves shaping an adversary’s perceptions to your own benefit without them understanding that they have been manipulated.

    In the context of the Ukraine conflict, this has included narratives about historical claims to Ukrainian land and portraying the west as morally corrupt.

    Cog war serves to gain advantage over an adversary by targeting attitudes and behaviour at the individual, group or population level. It is designed to modify perceptions of reality, making “human cognition shaping” into a critical realm of warfare. It is therefore a weapon in a geopolitical battle that plays out by interactions across human minds rather than across physical realms.

    Because cog war can be waged without the physical damage regulated by the current laws of war, it exists in a legal vacuum. But that doesn’t mean it cannot ultimately incite violence based on false information or cause injury and death by secondary effects.

    Battle of minds, bodily damage

    The notion that war is essentially a mental contest, where cognitive manipulation is central, harks back to the strategist Sun Tzu (fifth century BC), author of The Art of War. Today, the online domain is the main arena for such operations.

    The digital revolution has allowed ever-more tailored content to play into biases mapped through our digital footprint, which is called “microtargeting”. Machine intelligence can even feed us targeted content without ever taking a picture or recording a video. All it takes is a well-designed AI prompt, supporting bad actors’ pre-defined narrative and goals, while covertly misleading the audience.

    Such disinformation campaigns increasingly reach into the physical domain of the human body. In the war in Ukraine, we see continued cog war narratives. These include allegations that the Ukrainian authorities were concealing or purposefully inciting cholera outbreaks. Allegations of US-supported bioweapons labs also formed part of false-flag justifications for Russia’s full-scale invasion.

    During COVID, false information led to deaths when people refused protective measures or used harmful remedies to treat it. Some narratives during the pandemic were driven as part of a geopolitical battle. While the US engaged in covert information operations, Russian and Chinese state-linked actors coordinated campaigns that used AI-generated social media personas and microtargeting to shape opinions at the level of communities and individuals.

    The capability of microtargeting may evolve rapidly as methods for brain-machine coupling become more proficient at collecting data on cognition patterns. Ways of providing a better interface between machines and the human brain range from advanced electrodes that you can put on your scalp to virtual reality goggles with sensory stimulation for a more immersive experience.

    Darpa’s Next-Generation Nonsurgical Neurotechnology (N3) program illustrates how these devices may become capable of reading from and writing to multiple points in the brain at once. However, these tools might also be hacked or fed poisoned data as a part of future information manipulation or psychological disruption strategies. Directly linking the brain to the digital world in this way will erode the line between the information domain and the human body in a way never done before.

    Legal gap

    Traditional laws of war assume physical force such as bombs and bullets as the primary concern, leaving cognitive warfare in a legal grey zone. Is psychological manipulation an “armed attack” that justifies self-defence under the UN charter? Currently, no clear answer exists. A state actor could potentially use health disinformation to create mass casualties in another country without formally starting a war.

    Similar gaps exist in situations where war, as we traditionally see it, is actually ongoing. Here, cog war can blur the line between permitted military deception (ruses of war) and prohibited perfidy.

    Imagine a humanitarian vaccination programme secretly collecting DNA, while covertly used by military forces to map clan-based insurgent networks. This exploitation of medical trust would constitute perfidy under humanitarian law – but only if we start recognising such manipulative tactics as part of warfare.

    Developing regulations

    So, what can be done to protect us in this new reality? First, we need to rethink what “threats” mean in modern conflict. The UN charter already outlaws “threats to use force” against other nations, but this makes us stuck in a mindset of physical threats.

    When a foreign power floods your media with false health alerts designed to create panic, isn’t that threatening your country just as effectively as a military blockade?

    While this issue was recognised as early as 2017, by the groups of experts who drafted the Tallinn Manual on cyberwarfare (Rule 70), our legal frameworks haven’t caught up.

    Second, we must acknowledge that psychological harm is real harm. When we think about war injuries, we picture physical wounds. But post-traumatic stress disorder has long been recognised as a legitimate war injury – so why not the mental health effects of targeted cognitive operations?

    Finally, traditional laws of war might not be enough – we should look to human rights frameworks for solutions. These already include protections for freedom of thought, freedom of opinion and prohibitions against war propaganda that could shield civilians from cognitive attacks. States have obligations to uphold these rights both within their territory and abroad.

    The use of increasingly sophisticated tactics and technologies to manipulate cognition and emotion poses one of the most insidious threats to human autonomy in our time. Only by adapting our legal frameworks to this challenge can we foster societal resilience and equip future generations to confront the crises and conflicts of tomorrow.

    KYIV, July 18 (Xinhua) — Ukrainian President Volodymyr Zelensky said on Telegram on Friday that he had an hour-long conversation with French President Emmanuel Macron. During the conversation, the two sides discussed Ukraine’s immediate defense needs and the situation on the front lines.

    V. Zelensky and E. Macron paid special attention to strengthening the Ukrainian air defense system, in particular the supply of missiles for the SAMP/T air defense system and the financing of interceptor drones.

    The parties also condemned the work in the “coalition of the willing” format and the implementation of the agreements reached at the recent meeting in Rome.

    Foreign Secretary David Lammy spoke at the UK Post Ministerial Conference with ASEAN member states, highlighting achievements under the UK’s Dialogue Partnership.

    Thank you all. Minister Bui, we’re grateful for Vietnam’s support as our country coordinator. And Minister Mohamad, it’s such a pleasure to be here in your beautiful country.

    Last year, I told ASEAN I wanted to reconnect Britain with the world. Today, I’m the first British Foreign Secretary to return to one of these meetings since we became your newest Dialogue Partner.

    I hope this consistency is welcome right now. The world feels no less volatile than it did a year ago.

    Rapid technological change is remaking our societies, rewiring our economies, reshaping the global balance of power.

    I agree countries like ours need to respond with resilience, with innovation and dynamism, and by putting people – our citizens – first.

    Those are the values of your Community Vision 2045, precisely what we hope partnership with Britain can achieve.

    As our recently published Trade Strategy set out, we believe this region offers real potential for our businesses to expand. We are working with you to unlock that.

    That’s why we backed CPTPP’s decision in May to work towards a dialogue this year with ASEAN, why we’ve been supporting development of the ASEAN Power Grid, why we’re backing British firms to scale up their investments here.

    Likewise, as our recently published National Security Strategy stressed, our region’s security and your region’s security are inextricably linked.

    Russia illegally invaded Ukraine – that has consequences for markets here in Asia. North Korean troops fight for Russia – that has consequences for our Ukrainian friends on the European frontline. Smugglers or scammers ply their criminal trade – that has consequences for all our citizens and, ultimately, our tax revenues.

    At the heart of our security cooperation is a shared commitment to a free and open Indo-Pacific. The recent visit of Britain’s Carrier Strike Group and this Dialogue Partnership are just 2 examples of how, together, we can support this goal.

    We stand firmly behind ASEAN centrality, recognising it underpins peace, prosperity and stability across the region.

    All told, we’ve done a lot on both growth and security this past year. Nearly 95% of our Action Plan on track for delivery, the commitments we made last year in our first joint ministerial statement well under way.

    Our job now is to go further, ahead of the fifth anniversary of this partnership next year and a new Action Plan to guide our cooperation to 2030.

    UK tightens Oil Price Cap in blow to Putin’s war machine

    The UK and EU will lower the crude Oil Price Cap.

    UK will ramp up economic pressure on Russia with fresh measures directly targeting Putin’s critical oil revenues. 

    The UK and EU have today announced a lowering of the Crude Oil Price Cap, striking at the heart of Putin’s oil revenues.  

    Today’s action will lower the Crude Oil Price Cap from $60 barrel to $47.60 directly hitting Russia’s oil revenues, which have already fallen 35% year-on-year to May.  

    This will clamp down on Putin’s oil industry, driving down the market value of Russian crude oil and hurting a crucial source of funding for the Kremlin’s illegal war in Ukraine.

    Every financial blow against Russia’s oil revenues is another step towards a just and sustainable peace in Ukraine, and a step towards security and prosperity in the UK and beyond, which is a key foundation of the government’s Plan for Change.

    Speaking at the G20 in South Africa, Chancellor of the Exchequer Rachel Reeves said: 

    The UK and its EU allies are turning the screw on the Kremlin’s war chest by stemming the most valuable funding stream of its illegal war in Ukraine even further.  

    This decisive step to lower the Crude Oil Price Cap will target Russia’s oil revenues and ramp up the pressure on Putin by exploiting his biggest vulnerability – while keeping energy markets stable.

    Foreign Secretary David Lammy said:

    As Putin continues to stall on serious peace talks, we will not stand by.  

    That’s why we’re striking at the heart of the Russian energy sector alongside the EU. Together we will continue to apply relentless pressure on Putin, squeezing his critical oil industry and cutting off funding for his illegal war in Ukraine.

    The UK is taking decisive action to cut off Putin’s oil supply pipeline and has to date sanctioned over 250 ships responsible for transporting Russian energy.

    The UK has been clear that delaying peace efforts will only redouble our resolve to help Ukraine to defend itself and ratchet up pressure on Russia. That’s why the UK has committed £3 billion a year of military support for Ukraine for as long as it takes. 

    Today’s action comes as the UK further clamps down on Russian malign activity, exposing and sanctioning Russian spies responsible for spreading chaos and disorder on Putin’s orders.    

     The UK and EU are working in lockstep to combat those callously fuelling the fires of destruction in Ukraine and are committed to ramping up economic pressure on Putin, forcing him to the table to secure a just and lasting peace in Ukraine.

    Background 

    • The Crude Oil Price Cap, introduced in December 2022, is a measure to limit the Kremlin’s ability to finance its war against Ukraine, and prohibits G7 companies from shipping, insuring, or otherwise servicing Russian oil sold above $60 per barrel. Now, the UK and EU are lowering this to $47.60 per barrel, directly slashing Putin’s oil profits. 

    • The price caps of $100 on high-value refined oil products, such as diesel and petrol, and $45 on low-value refined oil products, such as fuel oil, remain unaffected. 

    • Oil exports are one of Russia’s key vulnerabilities: energy revenues account for around 30% of total federal revenues which in turn fund Russia’s war machine. 

    • The government is giving UK businesses time to adapt to the lower price cap. The lowered Oil Price Cap of $47.60 per barrel comes into effect at 23:01 (BST), Tuesday, 2 September 2025. Additionally, for any trades with an effective date of contract before this date, and which are compliant with the existing price cap of $60 per barrel, there will be a wind-down period of 45 days, ending at 23:01 (BST), Friday, 17 October 2025.

    “Canada strongly condemns Russia’s malicious cyber activities targeting the United Kingdom, other allies and Ukraine. Canada joins its partners and allies in calling out this activity by Russia’s military intelligence service (the GRU). Russia’s malicious cyber activity and the subsequent harmful real-world impacts it caused such as the bombing of the Mariupol Theatre, the targeting of Yulia Skripal and cyber operations in support of Putin’s illegal war in Ukraine.

    “Russia’s pattern of disruptive cyber activity demonstrates a repeated disregard for the rules-based international system. It also demonstrates Russia’s willingness to use its cyber capabilities irresponsibly as part of a wider campaign to interfere with and destabilize other countries.

    “Canada, in conjunction with our partners and allies, including the United Kingdom, the United States and the European Union, will continue to defend a stable cyberspace, built on the applicability of and respect for international law, as well as responsible state behaviour, in cyberspace.

    “We remind Canadian organizations, especially critical infrastructure network defenders, to bolster their awareness of and protection against Russian cyber threats. We encourage all Canadians to follow updated advice and guidance at cyber.gc.ca.”

    Globally, $1.4 billion of the agency’s programmes are being shuttered or put on hold, UNHCR said in a new report.

    “We can’t stop water, you can’t stop sanitation, but we’re having to take decisions when it comes, for example, to shelter,” said UNHCR Director of External Relations, Dominique Hyde.

    “We’re have people arriving on a daily basis from Sudan, from the Darfur regions…arriving in Chad, not able to be given any shelter.”

    In an urgent appeal for flexible funding from donors, Ms. Hyde noted that up to 11.6 million refugees and others risk losing access this year to direct humanitarian assistance from UNHCR. The figure represents about one-third of those reached by the organization last year.

    On the Sudan-Chad border, the UN agency is now unable to provide “even basic shelter” to more than six in 10 refugees fleeing the conflict. Thousands more vulnerable people have been left stranded in remote border locations in South Sudan, too. “If we just had a bit more support, we could get them to settlements,” she insisted.

    Because of the funding cuts, basic activities have already been hit hard. These include refugee registration, child protection, legal counselling and prevention of and responses to gender-based violence.

    Every aid sector hit

    In South Sudan, 75 per cent of safe spaces for women and girls supported by UNHCR have closed, leaving up to 80,000 refugee women and girls without access to medical care, psychosocial support, legal aid, material support or income-generating activities. This includes survivors of sexual violence, UNHCR noted.

    “Behind these numbers are real lives hanging in the balance,” Ms. Hyde said.

    “Families are seeing the support they relied on vanish, forced to choose between feeding their children, buying medicines or paying rent, while hope for a better future slips out of sight. Every sector and operation has been hit and critical support is being suspended to keep life-saving aid going.”

    Libya influx

    Many of those impacted by the war in Sudan have taken the decision to move from Chad and Egypt to Libya, into the hands of people smugglers who dangerously overload boats with desperate people seeking to cross the Mediterranean Sea to Europe.

    “What we’re observing now is that in terms of arrivals in Europe of…Sudanese refugees, [it] has increased since the beginning of the year by about 170 per cent compared to the first six months of 2024,” said UNHCR spokesperson Olga Sarrado.

    Support slashed from Niger to Ukraine

    In camps hosting Myanmar’s Rohingya refugees in Bangladesh, education for some 230,000 children could now be suspended. Meanwhile in Lebanon “UNHCR’s entire health programme is at risk of being shuttered by the end of the year”, Ms. Hyde continued.

    In Niger and other emergency settings, cuts in financial aid for shelter have left families in overcrowded structures or at risk of homelessness. In Ukraine, financial aid has also been slashed, “leaving uprooted families unable to afford rent, food or medical treatment”, Ms. Hyde noted.

    Assistance to returning Afghans has also become another victim of the global aid cuts. Around 1.9 million Afghan nationals have returned home or been forced back since the start of the year, “but financial aid for returnees is barely enough to afford food, let alone rent, undermining efforts to ensure stable reintegration”, UNHCR said.

    Legal aid halted

    Overall, several UNHCR operations hit by severe funding gaps have now had to curtail investments in strengthening asylum systems and promoting regularization efforts.

    In Colombia, Ecuador, Costa Rica and Mexico, any prolonged lack of legal status means prolonged insecurity for people on the move, the UN agency said. This results in deepening poverty “as refugees are excluded from formal employment and greater exposure to exploitation and abuse,” Ms. Hyde explained.

    Approximately one in three of the agency’s 550 offices around the world has been impacted by the cuts, Ms. Hyde told journalists in Geneva:

    “We’re not in a position to do so much contingency planning; what we’re able to do is make decisions on priorities – and at this point the priorities as I mentioned are dramatic.”

    For 2025 UNHCR needs $10.6 billion. Only 23 per cent of this amount has been provided.

    “Against this backdrop, our teams are focusing efforts on saving lives and protecting those forced to flee,” Ms. Hyde said. “Should additional funding become available, UNHCR has the systems, partnerships and expertise to rapidly resume and scale up assistance.”

We stand in solidarity and recognise that Estonia, France, the United Kingdom and the United States have recently attributed malicious cyber activity targeting several NATO Allies and Ukraine to Russia’s military intelligence service (GRU).  We recall that in 2024, Germany and the Czech Republic individually attributed activity to APT 28, which is sponsored by the GRU. We also note with concern that the same threat actor targeted other national governmental entities, critical infrastructure operators and other entities across the Alliance, including in Romania. These attributions and the continuous targeting of our critical infrastructure, with the harmful impacts caused across several sectors, illustrate the extent to which cyber and wider hybrid threats have become important tools in Russia’s ongoing campaign to destabilise NATO Allies and in Russia’s brutal and unprovoked war of aggression against Ukraine.

    2. We call on Russia to stop its destabilising cyber and hybrid activities. These activities demonstrate Russia’s disregard for the United Nations framework for responsible state behaviour in cyberspace, which Russia claims to uphold. Russia’s actions will not deter Allies’ support to Ukraine, including cyber assistance through the Tallinn Mechanism and IT capability coalition. We will continue to use the lessons learned from the war against Ukraine in countering Russian malicious cyber activity.

    3. NATO stands for a free, open, peaceful and secure cyberspace. We call on all States, including Russia, to uphold their international obligations, also when acting in cyberspace, and to act consistently with the framework for responsible state behaviour in cyberspace as affirmed by all members of the United Nations.

    4. We remain united in our determination to counter, constrain, and contest Russian malicious cyber activities and are investing in our defences; including through the establishment of the NATO Integrated Cyber Defence Centre and upholding our Cyber Defence Pledge commitments as well as through the commitments made in the Hague Summit Declaration.

    UK sanctions Russian spies at the heart of Putin’s malicious regime

    The UK has exposed Russian spies responsible for spreading chaos and disorder on Putin’s orders.

    • UK exposes and sanctions three GRU units and 18 of their military intelligence officers, responsible for spreading chaos and disorder on Putin’s orders.   

    • GRU units exposed for their involvement in the bombing of the Mariupol Theatre, the targeting of Yulia Skripal and cyber operations in support of Putin’s illegal war in Ukraine.  

    • Action by UK and allies comes amid global threat posed by Russian malign activity.

    Russian spies and hackers targeting the UK and others are today exposed and sanctioned in decisive action by the UK Government to deliver security for working people. 

    Today’s measures target three units of the Russian military intelligence agency (GRU) and 18 military intelligence officers who are responsible for conducting a sustained campaign of malicious cyber activity over many years, including in the UK. 

    The GRU routinely uses cyber and information operations to sow chaos, division and disorder in Ukraine and across the world with devastating real-world consequences.  

    In 2022, Unit 26165, sanctioned today, conducted online reconnaissance to help target missile strikes against Mariupol – including the strike that destroyed the Mariupol Theatre where hundreds of civilians, including children, were murdered. 

    Today’s action also hits GRU military intelligence officers responsible for historically targeting Yulia Skripal’s device with malicious malware known as X-Agent – five years before GRU military intelligence officers’ failed attempt to murder Yulia and Sergei Skripal with the deadly Novichok nerve agent in Salisbury.  

    In the UK, Russia has targeted media outlets, telecoms providers, political and democratic institutions, and energy infrastructure. The United Kingdom and our international allies are watching Russia and are countering their attacks both publicly and behind the scenes. 

    Foreign Secretary, David Lammy said:    

    GRU spies are running a campaign to destabilise Europe, undermine Ukraine’s sovereignty and threaten the safety of British citizens.  

    The Kremlin should be in no doubt: we see what they are trying to do in the shadows and we won’t tolerate it. That’s why we’re taking decisive action with sanctions against Russian spies. Protecting the UK from harm is fundamental to this government’s Plan for Change. 

    Putin’s hybrid threats and aggression will never break our resolve. The UK and our Allies support for Ukraine and Europe’s security is ironclad.

    The UK government is committed to accelerating its efforts to counter hybrid threats at home, protecting the UK’s national security – a key foundation of the Plan for Change – and abroad, working in collaboration with a growing international coalition including all 32 NATO Allies, the EU and its member states, and our partners in the FBI. 

    That is why the UK has announced the biggest sustained increase in defence spending – rising to 2.6% of GDP from 2027 – since the Cold War, and as highlighted in the National Security Review, the UK is stepping up our focus on tackling hybrid and technology enabled threats. The new UK-EU Security and Defence Partnership will support this, enabling closer cooperation across a wide range of areas. 

    The Kremlin has also used cyber operations in support of Putin’s illegal war – including targeting critical infrastructure like Viasat satellite communications. Some of these attacks were conducted on the eve of the full-scale invasion in 2022 with the express purpose of degrading Ukraine’s ability to defend itself.   

    Russia’s insidious activity stretches far beyond Europe. In addition to the GRU Units and officers, the UK is also sanctioning three leaders of “African Initiative”, a social media content mill established and funded by Russia and employing Russian intelligence officers to conduct information operations in West Africa. This includes reckless attempts to undermine lifesaving global health initiatives in the region by pushing baseless conspiracy theories to further the Kremlin’s political agenda.

  • MIL-OSI Europe: OLAF played key role in Ukraine’s uncovering of massive underground pesticide production

    A far-reaching investigation coordinated by the European Anti-Fraud Office (OLAF) has played a central part in uncovering a sophisticated criminal network in Ukraine which engaged in mass production and counterfeiting of agrochemical products. These were falsely labelled under some of the leading agrochemical brands in Europe and the USA. As a result, Ukrainian authorities conducted 89 searches across the country that led to the seizure of hundreds of tons of illicit products worth over 2.3 million EUR. 

    Ukrainian authorities recently dismantled a large-scale criminal network producing and selling illicit pesticides on an industrial scale. Police raids uncovered several underground workshops and resulted in the confiscation of more than 175 tons of counterfeit agrochemicals as well as raw materials for their production. These were ordered from China and contained potent and poisonous substances. 

    In addition, a separate production of packaging for these products was discovered, together with fake labels, plastic packaging, holographic security elements of various trademarks and seals of business entities. Part of the seized products are believed to have been intended for European market, posing a significant threat to food security, environmental safety and legitimate agrochemical companies.     OLAF’s role in the operation focused on strategic gathering, analysis and sharing of intelligence as well as cross-border coordination that led to the setting up of a Joint Investigation Team (JIT) between Romania, Ukraine and OLAF under the umbrella of EUROJUST. The investigation started in 2023 with a 2024 to the seizure of additional 1000 litres of counterfeit crop protection products in Romania and in the end helped to identify and later dismantle the source: an illegal large-scale manufacturing operation in Ukraine. 

    National Police of Ukraine, Department for Combating Smuggling and Violations of Customs Rules of the State Customs Service of Ukraine, Office of the Prosecutor General in Ukraine as well as Financial and economic Police Bihor county in Romania and Public Prosecution office Oradea in Romania provided critical support during the operation. 

    Ville Itälä, Director-General of OLAF, said: “This is a textbook example of how operational actions unfold across borders. What started like isolated seizures in Bulgaria and Romania turned out to be the surface of a much deeper operation in Ukraine. Thanks to the methodical investigation and strong cooperation with our partners, we were able to trace the supply chain all the way to the source. This way, we help to protect not only European markets but also legitimate businesses, farmers and the environment.”

    OLAF remains committed to tackling cross-border crime and protecting the European Union from the dangers posed by counterfeit products.

    The same Ukrainian intelligence sources that warned that North Korean soldiers had been deployed to the Russian front[1] are now warning that soldiers from the Lao People’s Democratic Republic – a one-party communist regime allied with Moscow and Beijing – will soon join them[2].

    The European Union has allocated EUR 550 million to the Lao People’s Democratic Republic for 2021-2025, with an initial EUR 98 million contribution through the Neighbourhood, Development and International Cooperation Instrument. In addition, since the country is a member of the Association of South-East Asian Nations (ASEAN), the Lao Government benefits from other multi-million-euro EU programmes[3].

    In view of this:

    • 1.What does the VP/HR have to say about the fact that the EU would be indirectly funding Russia’s invasion of Ukraine if Lao soldiers joined Kim Jong-un’s on the Russian front? How is the EU’s profession of unconditional support for Ukraine consistent with it funding its aggressors?

  • MIL-OSI United Nations: As war rages on in Ukraine, organised crime is taking new forms

    Since February 2022, both legal and illegal economies in Ukraine have been severely disrupted by the war. 

    The report examines the evolution of organised crime structures in the country and focuses on six distinct areas: drug trafficking and production, online scams and fraud, arms trafficking, economic crime, trafficking in persons, and the facilitation of illegal exit and draft evasion.

    “The war has not only inflicted untold suffering on the Ukrainian people, but has also triggered a marked evolution in organised crime – which can have profound implications for the country’s journey towards recovery and reconstruction,” said Angela Me, Chief of Research and Analysis at UNODC.

    Drug trafficking

    While the trafficking of cocaine and heroin through Ukraine has decreased drastically since 2022, the production and trafficking of synthetic drugs such as cathinones and methadone have increased.

    The expansion of cathinone trafficking in recent years has been facilitated by the darknet, notably through market platforms such as Hydra, which was dismantled in April 2022.

    Regarding methadone, the report noted that most of the Ukrainian production is trafficked within the country and not abroad, as domestic demand for the drug is on the rise.

    Arms trafficking

    The war has also increased the availability of weapons in the country, notably due to a massive influx of arms from the battlefield.

    This surplus is resulting in a rise in arms seizures and violence among civilians, marked notably by an increase in domestic and intimate partner violence.

    Although there is no evidence to suggest large-scale arms trafficking outside Ukraine, UNODC highlighted the importance of monitoring the situation in light of the sheer number of weapons available and the historic regional presence of criminal actors specialising in arms trafficking.

    While there is, as of now, no evidence of drones being used in a non-military context, civilian drones and 3D-printed components for frontline attacks could fuel new illicit markets, the report found.

    Trafficking in persons

    As roughly 14 million people have been displaced by the war, some criminal groups have exploited these populations by luring them into shelters or accommodations disguised as humanitarian assistance providers, where they are subjected to forced labour.

    While intensified patrolling of the borders, paired with the near-complete closure of the eastern and north-eastern borders, has limited the smuggling of migrants through Ukraine, traffickers have instead turned to facilitating draft evasion by Ukrainian men.

    “Curtailing organised crime is a key requirement for achieving sustainable peace, justice, national security and the protection of human rights,” said Matthias Schmale, UN Resident and Humanitarian Coordinator in Ukraine, as the global body stands ready to support the country in this critical work.

    On the morning of July 8, President Lai Ching-te met with a delegation led by Minister of Foreign Affairs Jean-Victor Harvel Jean-Baptiste of the Republic of Haiti and his wife. In remarks, President Lai noted that our two countries will soon mark the 70th anniversary of diplomatic relations and that our exchanges have been fruitful in important areas such as public security, educational cooperation, and infrastructure. The president stated that Taiwan will continue to work together with Haiti to promote the development of medical and health care, food security, and construction that benefits people’s livelihoods. The president thanked Haiti for supporting Taiwan’s international participation and expressed hope that both countries will continue to support each other, deepen cooperation, and face various challenges together. A translation of President Lai’s remarks follows: I am delighted to meet and exchange ideas with Minister Jean-Baptiste, his wife, and our distinguished guests. Minister Jean-Baptiste is the highest-ranking official from Haiti to visit Taiwan since former President Jovenel Moïse visited in 2018, demonstrating the importance that the Haitian government attaches to our bilateral diplomatic ties. On behalf of the Republic of China (Taiwan), I extend a sincere welcome. Next year marks the 70th anniversary of the establishment of diplomatic ties between our two countries.     On the afternoon of July 1, President Lai Ching-te met with a delegation from the 2025 Taiwan International Ocean Forum (TIOF). In remarks, President Lai noted that the people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. He expressed hope that their visit will help forge stronger friendships between Taiwan and international maritime partners, so that all can work together to spur shared maritime prosperity and sustainable development for the next generation. A translation of President Lai’s remarks follows: I want to thank our guests for coming here to the Presidential Office. The 2025 TIOF will take place tomorrow and the day after, and I thank you all for making the long trip to Taiwan to attend the event and share your valuable insights and experiences. This year’s forum will focus on strategies for strengthening maritime security and pathways to achieving a sustainable blue economy. By attending this forum, our guests are highlighting their commitment to safeguarding the oceans, and beyond that, taking concrete action to demonstrate support for Taiwan. In addition to building coast guard patrol vessels, we must also step up efforts to build underwater, surface, and airborne unmanned vehicles and smart reconnaissance equipment, so as to demonstrate Taiwan’s determination to defend democracy and freedom and commitment to maintaining peace and stability in the Taiwan Strait. Oceans are Taiwan’s roots, and provide the channels by which we engage with the world. The people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. The TIOF was first launched in 2020, and has now become an important platform for enhancement of cooperation between Taiwan and other countries. Chairman of The Washington Times Thomas McDevitt, a member of the delegation, then delivered remarks, noting first that July 4th, this Friday, is Independence Day in America. Independence is a sacred, powerful word which has great meaning in this part of the world, he said. Chairman McDevitt indicated that Taiwan has truly become a global beacon of democracy and a key partner for many nations. He then quoted President Lai’s 2024 inaugural address: “We will work together to combat disinformation, strengthen democratic resilience, address challenges, and allow Taiwan to become the MVP of the democratic world.” Chairman McDevitt went on to say that he appreciated the president’s speech with regard to his philosophical depth, sensitivity, and both moral and political clarity. He said that he was deeply moved by the speech, but within a few days of it, China responded with military activities and many threats. The chairman then emphasized that we are in a civilization crisis. Chairman McDevitt mentioned that President Lai has begun a series of 10 lectures, and remarked that they would help the world to understand the identity and the nature of Taiwan, as well as the situation we are in in the world. On behalf of all the delegation, Chairman McDevitt thanked the president for his leadership in dealing with these issues thoughtfully. Chairman McDevitt concluded with a line from the Old Testament which states that if the people have no vision, they will perish. He said that he believes Taiwan’s president has led the people of Taiwan, and the world, with a vision of how to navigate this great civilization crisis together. The delegation also included Members of the Japanese House of Representatives Kikawada Hitoshi, Aoyama Yamato, and Genma Kentaro, and Member of Parliament of the United Kingdom Gavin Williamson.

    President Lai meets Minister of State at UK Department for Business and Trade Douglas Alexander  
    On the morning of June 30, President Lai Ching-te met with Douglas Alexander, Minister of State at the Department for Business and Trade of the United Kingdom. In remarks, President Lai thanked the UK government for its longstanding support for peace and stability across the Taiwan Strait, demonstrating that Taiwan and the UK share similar goals. Noting that two years ago, Taiwan and the UK signed an enhanced trade partnership (ETP) arrangement, the president said that today Taiwan and the UK have signed three pillars under the ETP, which will help promote bilateral economic and trade cooperation. He expressed hope of the UK publicly supporting Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) so that together we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. A translation of President Lai’s remarks follows: First, on behalf of the people of Taiwan, I extend a warm welcome to Minister Alexander and wish a fruitful outcome for the 27th round of Taiwan-UK trade talks later today. Taiwan-UK relations have grown closer in recent years. We have not only continued to strengthen cooperation in such fields as offshore wind power, innovative technologies, and culture and education but also have established regular dialogue mechanisms in the critical areas of economics and trade, energy, and agriculture. The UK is currently Taiwan’s fourth-largest European trading partner, second-largest source of investment from Europe, and third-largest target for investment in Europe. Two years ago, Taiwan and the UK signed an ETP arrangement. This was particularly meaningful, as it was the first institutionalized economic and trade framework between Taiwan and a European country. Today, this arrangement is yielding further results. I am delighted that Taiwan and the UK have signed three pillars under the ETP covering investment, digital trade, and energy and net-zero. This will help promote bilateral economic and trade cooperation and advance industrial development on both sides. I also want to thank the UK government for its longstanding support for peace and stability across the Taiwan Strait. This month, the UK published its Strategic Defence Review 2025 and National Security Strategy 2025, which oppose any unilateral attempts to change the status quo across the Taiwan Strait. These not only demonstrate that Taiwan and the UK share similar goals but also show that security and prosperity in the Indo-Pacific region are inseparable from those of the transatlantic regions. In addition, last November, the House of Commons passed a motion which made clear that United Nations General Assembly (UNGA) Resolution 2758 neither established the sovereignty of the People’s Republic of China over Taiwan nor determined Taiwan’s status in the United Nations. The UK government also responded to the motion by publicly expressing for the first time its position on UNGA Resolution 2758, opposing any attempt to broaden the interpretation of the resolution to rewrite history. For this, on behalf of the people of Taiwan, I once again want to extend my deepest gratitude. Taiwan and the UK have the advantage of being highly complementary in the technology sector. In facing the restructuring of global supply chains and other international economic and trade developments, I believe that Taiwan and the UK are indispensable key partners for one another. I look forward to the UK publicly supporting Taiwan’s accession to the CPTPP so that together, we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. In closing, I wish Minister Alexander a pleasant and successful visit. And I hope he has the opportunity to visit Taiwan for personal travel in the future. Minister Alexander then delivered remarks, saying that it is a great personal honor to meet with everyone today to discuss further deepening the UK-Taiwan trade relationship and explore the many opportunities our two sides can pursue together. He mentioned that he traveled to Taiwan in 2022 when he was a private citizen, a visit he thoroughly enjoyed, so he is delighted to be back to see the strength of the UK-Taiwan relationship and the strengthening of that relationship. He said that relationship is built on mutual respect, democratic values, and a shared vision for open, resilient, and rules-based economic cooperation. As like-minded partners, he pointed out, our collaboration continues to grow across multiple sectors, and he is here today to further that momentum. Minister Alexander said that President Lai’s promotion of the Five Trusted Industry Sectors and the UK’s recently published industrial and trade strategies are very well-aligned, as both cover clean energy and semiconductors as well as advanced manufacturing. He then provided an example, saying that both sides plan to invest in AI infrastructure and compute power-creating opportunities for great joint research in the future. By combining our strengths in these areas, he said, we can open the door to innovative collaboration and commercial success for both sides. He mentioned that yesterday he visited the Taiwan Space Agency, commenting that in sectors such as satellite technology, green energy, and cyber security, British expertise and trusted standards can provide meaningful solutions. Noting that President Lai spoke in his remarks of the broader challenge of peace and security in the region, Minister Alexander stated that the United Kingdom has, of course, also continued to affirm its commitment to peace and stability in the Taiwan Strait, along with its G7 partners. The UK-Taiwan relationship is strategic, enduring, and growing, he stated, and they reaffirm and remain firm in their longstanding position and confident in their ability to work together to support both prosperity and resilience in both of our societies. Minister Alexander said that, as Taiwan looks to diversify capital and build global partnerships, they believe the UK represents a strong and ambitious investment destination, particularly for Taiwanese companies at the very forefront of robotics, clean tech, and advanced industry.     President Lai confers decoration on former Japan-Taiwan Exchange Association Chairman Ohashi Mitsuo
    On the morning of June 27, President Lai Ching-te conferred the Order of Brilliant Star with Grand Cordon upon former Chairman of the Japan-Taiwan Exchange Association Ohashi Mitsuo in recognition of his firm convictions and tireless efforts in promoting Taiwan-Japan exchanges. In remarks, President Lai stated that Chairman Ohashi cares for Taiwan like a family member, and expressed hope that Taiwan and Japan continue to deepen their partnership, bring about the early signing of an economic partnership agreement (EPA), and jointly build secure and stable non-red supply chains as we boost the resilience and competitiveness of our economies and jointly safeguard the values of freedom and democracy. A translation of President Lai’s remarks follows: Every meeting I have with Chairman Ohashi, with whom I have worked side by side for many years, is warm and friendly. I recall that when we met last year, Chairman Ohashi said that he often thinks about what Japan can do for Taiwan and what Taiwan can do for Japan, and that it is that mutual concern that makes us so close. This was a truly moving statement illustrating the relationship between Taiwan and Japan. Chairman Ohashi has also said numerous times that our bilateral relations may very well be the best in the entire world, and that in fact they may serve as a model to other countries. Indeed, Chairman Ohashi is himself an exemplary model for friendly relations between Taiwan and Japan. His spirit of always working tirelessly to promote Taiwan-Japan exchanges is truly admirable. Assuming the position of chairman of the Japan-Taiwan Exchange Association in 2011, he served during the terms of former Presidents Ma Ying-jeou and Tsai Ing-wen, continuously making positive contributions to Taiwan-Japan relations. Over these past 14 years, Taiwan and Japan have signed over 50 major agreements, spanning the economy and trade, fisheries, and taxes, among other areas. In 2017, the Taiwan-Japan Relations Association and the Japan-Taiwan Exchange Association underwent name changes, strengthening the essence and significance of Taiwan-Japan relations. These great achievements were all made possible thanks to the firm convictions and tireless efforts of Chairman Ohashi. Chairman Ohashi said that neither Taiwan nor Japan possesses nuclear weapons, which is something to be proud of. That is why, he said, we can declare that a world without nuclear weapons is a peaceful world. Chairman Ohashi said that the mission of the World Federalist Movement (WFM) is to promote world peace. He said that the WFM has branches in countries worldwide, with the WFM of Japan being one of the most prominent, and that it also aspires to achieve the goal of world peace. Having served as chairman of the Japan-Taiwan Exchange Association for 14 years, he said, he is now stepping down from this role and will serve as the chairman of the WFM of Japan, aiming to promote peace in countries around the world.     President Lai meets Japan’s former Economic Security Minister Kobayashi Takayuki
    On the afternoon of June 25, President Lai Ching-te met with Kobayashi Takayuki, Japan’s former economic security minister and a current member of the House of Representatives. In remarks, President Lai expressed hope to combine the strengths of the democratic community to build resilient, reliable non-red supply chains, and ensure a resilient global economy and sustainable development. He also expressed hope that Taiwan and Japan can bring about the early signing of an economic partnership agreement (EPA), and that Japan will continue supporting Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. The following is a translation of President Lai’s remarks: I welcome Representative Kobayashi back to Taiwan for another visit after seven years. During his last visit, he was with a delegation from the Liberal Democratic Party (LDP) Youth Division, and we met at the Executive Yuan. I am very happy to see him again today. Representative Kobayashi has long paid close attention to matters involving economic security, technological innovation, and aerospace policy. He also made a stunning debut in last year’s LDP presidential election, showing that he is truly a rising star and an influential figure in the political sphere. With this visit, Representative Kobayashi is demonstrating support for Taiwan with concrete action, which is very meaningful. Taiwan and Japan are both part of the first island chain’s key line of defense. We thank the many Japanese prime ministers, including former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as current Prime Minister Ishiba Shigeru, for the many times they have highlighted the importance of peace and stability in the Taiwan Strait at important international venues, and for expressing opposition to the use of force or coercion to unilaterally change the status quo in the Taiwan Strait. In the semiconductor industry, for example, Taiwan has excellent advanced manufacturing capabilities, while Japan plays an important role in materials, equipment, and key technologies. I am confident that, given the experience that Taiwan and Japan have in cooperating, we can build an industrial supply chain composed of democratic nations to ensure a resilient global economy and sustainable development. I hope that Taiwan and Japan can bring about the early signing of an EPA in order to deepen our bilateral trade and investment exchanges and cooperation. Representative Kobayashi mentioned a Japanese kanji that he is very fond of – 絆 (kizuna) – which means “deep ties of friendship.” He emphasized that a key purpose of this visit to Taiwan was to reiterate the deep ties of friendship between Taiwan and Japan. In addition to deep historical ties, he said, Taiwan and Japan also enjoy a like-minded partnership in terms of economic, personnel, and friendship-oriented exchanges. He went on to say that at the strategic level, Taiwan and Japan also have deep ties of friendship, and that for Japan, it is strategically important that Taiwan not be isolated under any circumstances. Representative Kobayashi emphasized that cooperation between Taiwan and Japan, and even cooperation among Taiwan, Japan, and the United States, are more important now than ever, and that another important focus of this visit is the non-red supply chains referred to earlier by President Lai.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • US eyes ‘back to basics’ revamp of G20 when it assumes presidency next year

    The United States aims to pare the Group of 20 major economies back to its financial roots next year when it takes over the rotating presidency from South Africa, sources familiar with the Trump administration’s plans said.

    Washington has scaled back its participation this year, with Treasury Secretary Scott Bessent skipping a G20 finance chiefs’ meeting that started in Durban, South Africa, on Thursday, his second absence from an event this year.

    Experts and administration sources say the absence of top U.S. officials reflects the Trump administration’s skepticism about multilateral institutions such as the G20, which the U.S. helped found in 1999.

    U.S. President Donald Trump has upended the global economy with a wide-ranging trade war that has targeted many developing countries, including G20 members, while slashing foreign development funds to pursue an “America First” agenda.

    Three U.S. sources familiar with the matter say Washington still plans to assume the G20 presidency at the end of the year, which coincides with the 250th anniversary of the United States.

    But it will focus on two “tracks” – the leaders’ summit and the financial track – eliminating other working groups and ministerial-level meetings, including those on energy, health, commerce and the environment, two of the sources said.

    A more streamlined G20 process would be in line with Bessent’s call in April for the International Monetary Fund and World Bank to focus on their core missions of financial stability and development instead of climate finance and gender issues. The White House and Treasury had no immediate comment.

    Josh Lipsky, chair of international economics at the Atlantic Council in Washington, said Bessent and other senior U.S. officials want to get “back to basics,” an approach being embraced by other G20 members.

    The U.S. has already withdrawn from co-chairing a working group on sustainable finance with China and it remains unclear whether Trump will join this year’s leaders’ summit in South Africa.

    Many members agreed the G20’s portfolio had grown too large, triggering a review, said two sources familiar with the issue.

    In 2024, G20 host Brazil sought the group’s endorsement of a global minimum tax on the ultra wealthy, a step that the Biden administration rejected as an overreach.

    “There seems to be consensus at the G20 that it has expanded a lot. G20 South Africa is conducting a review of the G20 process and will provide recommendations to streamline it. That is in line with what the U.S. is looking at,” one of the sources said.

    The United States aims to pare the Group of 20 major economies back to its financial roots next year when it takes over the rotating presidency from South Africa, sources familiar with the Trump administration’s plans said.

    Washington has scaled back its participation this year, with Treasury Secretary Scott Bessent skipping a G20 finance chiefs’ meeting that started in Durban, South Africa, on Thursday, his second absence from an event this year.

    Experts and administration sources say the absence of top U.S. officials reflects the Trump administration’s skepticism about multilateral institutions such as the G20, which the U.S. helped found in 1999.

    U.S. President Donald Trump has upended the global economy with a wide-ranging trade war that has targeted many developing countries, including G20 members, while slashing foreign development funds to pursue an “America First” agenda.

    Three U.S. sources familiar with the matter say Washington still plans to assume the G20 presidency at the end of the year, which coincides with the 250th anniversary of the United States.

    But it will focus on two “tracks” – the leaders’ summit and the financial track – eliminating other working groups and ministerial-level meetings, including those on energy, health, commerce and the environment, two of the sources said.

    A more streamlined G20 process would be in line with Bessent’s call in April for the International Monetary Fund and World Bank to focus on their core missions of financial stability and development instead of climate finance and gender issues. The White House and Treasury had no immediate comment.

    SECOND-ROUND RESET

    Josh Lipsky, chair of international economics at the Atlantic Council in Washington, said Bessent and other senior U.S. officials want to get “back to basics,” an approach being embraced by other G20 members.

    The U.S. has already withdrawn from co-chairing a working group on sustainable finance with China and it remains unclear whether Trump will join this year’s leaders’ summit in South Africa.

    Many members agreed the G20’s portfolio had grown too large, triggering a review, said two sources familiar with the issue.

    In 2024, G20 host Brazil sought the group’s endorsement of a global minimum tax on the ultra wealthy, a step that the Biden administration rejected as an overreach.

    “There seems to be consensus at the G20 that it has expanded a lot. G20 South Africa is conducting a review of the G20 process and will provide recommendations to streamline it. That is in line with what the U.S. is looking at,” one of the sources said.

    Today, Democratic Leader Hakeem Jeffries spoke on the House Floor in opposition to the reckless Republican rescissions package that cuts funding for public broadcasting and international assistance. 

    LEADER JEFFRIES: Thank you, Mr. Speaker, and I thank the distinguished gentleman, the top Democrat on the Rules Committee, Mr. McGovern, for his leadership and for yielding. I thank all of the distinguished members of the Rules Committee for their steadfast and courageous, insightful participation in opposition to this rule and the substantive legislation that underlies this particular rule. I also want to thank Rosa DeLauro for her principled and strong opposition to this reckless Republican rescissions package, this effort by the Trump administration to once again hurt everyday Americans.

    Mr. Speaker, it was just said on the House Floor that the American people are fed up with out-of-control, wasteful government spending. As Democrats, we’re committed to making sure that taxpayer dollars are spent in an effective, efficient and equitable manner. This bill that’s on the Floor right now has nothing to do with waste, fraud and abuse. It represents an attack on the public health of the American people, the national security of the American people, the public safety of the American people and the ability of the American people to actually get information, particularly in rural America, that they may need through public radio or public television in the face of an emergency.

    Mr. Speaker, no one is buying the notion that Republicans are actually trying to improve wasteful spending, in the aftermath of this One Big Ugly Bill that just passed this chamber and has been signed into law that explodes the debt by more than $3 trillion, and then asks everyday Americans to pay for part of the expenses in the bill by ripping away healthcare for more than 17 million Americans. Hospitals will close, nursing homes will shut down, community-based health clinics will be unable to provide services to everyday Americans and as a result of the One Big Ugly Bill, people will die. It’s an all-out assault on healthcare, the largest cut to Medicaid in American history. It also rips food out of the mouths of hungry children, seniors and veterans. All of this being done to provide massive tax breaks to billionaires.

    And then, Mr. Speaker, in this One Big Ugly Bill that now has been signed into law, the debt and the deficit will explode by trillions of dollars. How dare anyone from the other side of the aisle claim to be the party of fiscal responsibility? That’s fake, and that’s phony.

    So when you look at this particular piece of legislation that’s in front of us right now, this reckless Republican rescissions package, it undermines American national security and American leadership in the world. This is not an America First bill, it’s a China First bill because of the void that’s being created all across the world. It’s in America’s interests, our national security interests, our leadership interests, to make sure that we’re investing in development and diplomacy and democracy all across the world.

    Great leaders have recognized that throughout the American journey. It was Abraham Lincoln who came to the House chamber in the middle of the Civil War in the early 1860s, spoke to the Congress and talked about America being the last best hope on Earth. President Lincoln said that in the 1860s, visionary declaration of the role that America might one day play as the leader of the free world. And this legislation, this reckless Republican rescissions package, undermines our ability to keep our people safe here and to project America’s soft power all over the globe. Why would we undermine our ability to use diplomacy, democracy and development to protect our own national security?

    Mr. Speaker, Mr. President—he promised that on day one, he was going to end the war in Ukraine. That’s now going on, and in this particular piece of legislation, we’re undermining the ability of Ukraine to continue to valiantly fight against Russian aggression. Russia’s not our friend. They’re our enemy. Vladimir Putin is a sworn enemy of the United States of America. Why is it, Mr. Speaker, that Republicans in this bill are undermining, once again, Ukraine? Ukraine stands on the side of democracy. Ukraine stands on the side of freedom. Ukraine stands on the side of truth. Russia stands on the side of autocracy and tyranny and propaganda. Why would we stand on the side of Russia? That’s inconsistent with American leadership. But this reckless Republican rescissions package, it does the exact opposite.

    Mr. Speaker, we just saw tragedy unfold in the Texas Hill Country. More than two dozen children have died. Parents should never have to bury their children. More than 100 Texans died in the deadly floods. And there are a lot of questions that need to be asked about government failure, state government failure in Texas. The Governor of Texas, he’s got a lot of questions that need be answered. Instead, he’s trying to rig the Texas congressional map, in the middle of a search and rescue operation. He’s got to answer some questions. The Trump administration needs to answer some questions about the National Weather Service and the devastating cuts that have been inflicted on them. The Trump administration, Mr. Speaker, needs to answer some questions about the stated goal to defund FEMA.

    So in the midst of this tragedy that we all need to collectively respond to in Texas, just like we need to respond to the tragedy that unfolded in California in the wildfires earlier this year, this reckless Republican rescissions package is going to undermine the ability of people in rural America and in small-town America to receive advance warning or necessary information when disaster strikes, when extreme weather strikes, when flooding strikes, when hurricanes strike. That’s what happens when you shut down public radio, when you shut down public television, which is what this reckless rescissions package will do.

    It’s all extraordinary. Mr. Speaker, I don’t understand why Republicans continue to advance legislation on the Floor of the House of Representatives that hurt everyday Americans. Is it simply because the goal is always to reward billionaires, as was done with the One Big Ugly Bill, providing them with massive and unnecessary tax breaks?

    Mr. Speaker, at the beginning of this Congress, we as House Democrats made clear that we will work with anyone in this town in order to make life better for the American people, to lower the high cost of living of the American people, to address the affordability crisis afflicting the American people. And we thought perhaps that we would have some partners in this necessary endeavor. Why? Because, Mr. Speaker, Donald Trump and House Republicans promised that you were going to lower costs. In fact, that costs were going go down on day one. Not my words, President Trump’s words. Costs haven’t gone down in the United States of America. Costs are going up. Inflation is on the way up. Life is getting more expensive for the American people. And nothing in this reckless rescissions package is going to make life more affordable for everyday Americans. It’s going to complicate their life even further, just like what happened with the One Big Ugly Bill. So, Mr. Speaker, we are strongly opposed to this legislation. Legislation that, apparently, Republicans don’t even want to actually debate on the House Floor. And once again, want to address an issue to be debated in this chamber under the cover of darkness.

    Finally, Mr. Speaker, the challenge that we have with this legislation is that the appropriations process has historically and traditionally been bipartisan—Democrats and Republicans working to try to come together to reach a spending agreement that meets the needs of the American people in terms of their health, their safety and their economic well-being. And do it—House Democrats, Senate Democrats, House Republicans, Senate Republicans—a bipartisan appropriations process to try to reach an enlightened agreement. But what this rescissions package signals to us and the people that we represent, more importantly, what it signals to America, as the OMB director just said, Republicans, Mr. Speaker, aren’t interested in bipartisanship, aren’t interested in common-sense solutions to finding common ground anchored in Democrats and Republicans coming together. We know that’s the case because we’ve made clear our willingness to solve the challenges that the American people face and work with anyone in this town, particularly when it comes to lowering the high cost of living in the United States of America. Republicans continue to do nothing about that, not a damn thing, to make life more affordable for the American people.

    And that’s one of many reasons why we continue to be opposed to this reckless legislation that you bring to the House Floor that hurts everyday Americans, will hurt children, will hurt families, will hurt older Americans and will hurt people that Republicans represent in rural America, all while undermining American leadership in the world. And so, Mr. Speaker, once again, this is unfortunate. Once again, we see a Congress not functioning as a separate and co-equal branch of government, a Congress, given this Republican majority, not willing to serve as a check and balance on an out-of-control executive branch, but always willing to do the bidding of the executive branch, as if we work for the Article II branch of government. We don’t work for Donald Trump. We don’t work for JD Vance. We don’t work for the OMB director. We work for the American people, and that’s why we are a hard no against this reckless rescissions package. I yield back.

  • MIL-OSI China: Ukrainian parliament approves new cabinet

    The Ukrainian parliament on Thursday approved the formation of a new cabinet, the Interfax-Ukraine news agency reported.

    The decision followed the resignation of former Prime Minister Denys Shmyhal, which led to the automatic dismissal of the entire government.

    The new cabinet, led by newly-appointed Prime Minister Yulia Svyrydenko, includes several members who remained in office from the previous government. These include Deputy Prime Minister for the Restoration of Ukraine Oleksii Kuleba and seven ministers.

    Shmyhal has been appointed as defense minister, while Mykhailo Fedorov, the previous deputy prime minister for innovation, development of education, science and technology, has been named first deputy prime minister.

    “Our government is taking a course towards self-sufficiency: military, economic and social. My main goal is real positive results that every Ukrainian will feel,” Svyrydenko wrote on Facebook on Thursday.

    She listed high-quality support for the armed forces, expanding domestic weapon production and enhancing the army’s technological capabilities among the government’s top priorities for the first six months.

    Earlier in the day, the parliament confirmed Svyrydenko’s nomination to the post of prime minister, proposed by President Volodymyr Zelensky, with 262 votes in favor.

    Svyrydenko, 39, served as first deputy prime minister and minister of economic development and trade from November 2021 to July 2025.

    She becomes the second woman in Ukraine’s history to serve as Prime Minister, following Yulia Tymoshenko.

    In the thrilling finale of the TV series The Americans, set during the Reagan administration, deep-cover KGB operatives Philip and Elizabeth Jennings are faced with a difficult decision. Posing as an ordinary American married couple, for decades they have raised children, filed tax returns and slipped effortlessly into the rhythms and routines of everyday suburban existence in Washington, D.C.

    All the while, they’ve been spying – gathering intelligence and surreptitiously feeding it to their communist masters in Soviet Moscow. Now, with the FBI closing in and their cover on the brink of collapse, they must decide whether to stay and face arrest or flee the country they’ve come to call home. There’s also their teenage children to consider.

    The story seemed too incredible to be true – but in fact it was based in part on Donald Heathfield and Ann Foley, subsequently outed as Andrei Bezrukov and Elena Vavilova, a Russian couple who had spent more than 20 years masquerading as Canadians. At the time of their unmasking, they were living quietly in the United States with Tim and Alex, their two sons.


    Review: The Illegals: Russia’s Most Audacious Spies and the Plot to Infiltrate the West – Shaun Walker (Profile)


    A new book, The Illegals, tells of a network of Russian agents operating across the US, during the late 20th and early 21st centuries – including Bezrukov and Vavilova. It opens with their dramatic 2010 arrest, part of ten Russian spies (mostly illegals like them) detained by the FBI.

    Author Shaun Walker, the Guardian’s central and eastern Europe correspondent, draws on declassified archival material and first-hand interviews. The result is an engrossing, eye-opening account of the secret world of the Soviet “illegals programme”: embedded spies who lived surreptitiously in the West without the safety blanket of diplomatic protection.

    As Walker explains, “legals” were Russian operatives working under official cover – as diplomats or embassy staff, privy to diplomatic immunity. By contrast, “illegals” operated off the grid. They crept silently into Western countries under false identities, often stolen from the dead. This made them harder to detect, but left them far more vulnerable if exposed.

    One of the most high-profile figures in the 2010 spy bust was Anna Chapman. Unlike many other illegals, Chapman didn’t even bother to disguise her Russian identity. Instead, as Walker recounts, she entered America using a British passport – acquired through a brief marriage to a UK citizen – and worked as a New York real estate broker.

    Her photogenic looks and media-friendly persona made her the public face of the scandal. After being deported, Chapman reinvented herself as a television host, runway model and pro-Kremlin influencer.

    The real Americans

    Walker outlines how Bezrukov and Vavilova first met in the early 1980s, as history students in Siberia. There, KGB “spotters” identified them for potential recruitment. Later, he adds,

    they progressed to an arduous training programme lasting several years, moulding their language, mannerisms and identities into those of an ordinary couple. They left the Soviet Union separately in 1987, staged a meeting in Canada, and began a relationship as if they had just met.

    Having married under their assumed names, Andrei and Elena adopted the habits and customs of an ordinary middle-class life. After the collapse of the Soviet Union in 1991, the couple were cut off from Moscow, but by the end of the decade they were reactivated by the SVR, Russia’s new foreign intelligence agency. Around this time, Andrei won a place at Harvard’s Kennedy School, allowing the family to move to Massachusetts and integrate further into American society.

    As Andrei networked in academic and policy circles, Elena maintained the illusion of domestic normality, fashioning herself as a doting “soccer mom”, raising the kids and keeping house. Meanwhile, she was secretly decoding encrypted radio messages in the back room.

    This went on for years. Then, one day, an unexpected knock on the door as they celebrated their son Tim’s 20th birthday brought the charade crashing down. FBI agents burst in, handcuffed the couple in front of their sons and marched them out into the street.

    Soon after their arrest, Andrei and Elena were deported to Russia in a high-profile spy swap. They were awarded state honours by Vladimir Putin and briefly became minor celebrities in Moscow. Their sons, both born in Canada, were left reeling.

    In 2016, Walker tracked the sons down for a piece he was writing for The Guardian: they were in the process of suing the Canadian government to have their citizenship reinstated, having been stripped of it when everything kicked off. In 2019, a court ruled Tim and Alex (who was 16 when the FBI arrested his parents) could keep their citizenship. Both insisted they had known nothing about their parents’ espionage work.

    Alex Valivov, son of Russian ‘illegal’ spies disguised as Americans, talked to the media after he won a court bid to keep his Canadian citizenship.

    Putin ‘beside himself’

    As Walker recounts, the raid had been coordinated by then-FBI director Robert Mueller. It had been timed to avoid derailing a carefully planned diplomatic summit.

    In 2009, Barack Obama launched a high-profile “reset” of relations with Russia. Obama wanted to woo Dmitry Medvedev – a moderate political figurehead standing in for Putin, who remained the real power behind the scenes in Russia.

    A planned summit in Washington intended to cement the spirit of renewed cooperation. But as the scale of Russia’s covert operation became apparent, the White House was faced with a dilemma: how to respond without jeopardising the reset.

    According to Walker, Obama was irked by the whole situation. He quipped that it felt like something out of a John Le Carré novel. Eventually, a compromise was reached: the arrests would happen, but only after Medvedev’s visit, so as not to cause undue embarrassment.

    Colonel Aleksandr Poteyev, deputy head of Directorate “S” of the SVR, was the man overseeing the illegals scheme. After the arrests were made, he quietly walked out of the agency headquarters in Yasenevo for the last time. He was the mole who had tipped off the Americans. From there, he made his way to Ukraine, where the CIA could safely extricate him to the US. On hearing the news, Putin was reportedly beside himself with rage, Walker writes.

    Intrigued by this “twisted family story”, Walker started to look into the illegals venture in greater depth. He quickly realised “there was nothing quite like it in the history of espionage”. At times, various intelligence agencies had deployed operatives as foreign nationals, “but never with the scope or scale of the KGB programme”.

    A century of dramatic, bloody history

    The illegals were, in Walker’s reckoning, something uniquely Russian, rooted in the country’s complex historical experience. The more he read, the more he came to view the programme as a lens through which he could “tell a much bigger story, of the whole Soviet experiment and its ultimate failure, a century of dramatic and bloody history”.

    To understand how the illegals project came about, Walker winds the clock all the way back to 1917, when the Bolsheviks seized power – and espionage became a cornerstone of the nascent Soviet state. He reminds us while Lenin and his comrades had won formal control of the nation, “they still faced the colossal task of implementing and retaining it across the vast Russian landmass”.

    Gripped by his belief in the predictive principles of historical materialism,

    Lenin was sure that state institutions would eventually wither away, the evolving worker’s paradise rendering them meaningless. However, to achieve this happy end point, he believed an interim period of ruthless state violence was required.

    The Cheka: precursor to the KGB

    This helps to explain why he established the Cheka, a secret police force tasked with crushing counterrevolutionary activity and enforcing Bolshevik rule. At its head was Feliks Dzerzhinsky, a fanatical Polish ideologue who had spent years in Siberian exile. Far from a temporary measure, the Cheka “quickly grew to a huge fighting force that could be unleashed on political and class enemies”, Walker writes.

    The Cheka was an important player in the Russian Civil War, which pitted Lenin’s Reds against the Whites – a loose alliance of pro-tsarist regiments and foreign mercenaries, often united by little more than their implacable hatred of Bolshevism. The situation on the ground was chaotic and unpredictable; both sides engaged in ruthless violence.

    Here, in this blood-drenched crucible, the Bolsheviks honed their clandestine methods – konspiratsiya (subterfuge) – perfecting the use of disguises, false identities and underground communication. In areas where the Whites gained a territorial foothold, agents were ordered to stay behind and coordinate resistance, laying the groundwork for what would become the illegals programme.

    When the Bolsheviks emerged victorious in 1921, the Cheka was not disbanded – but repurposed. The practice of planting operatives deep inside enemy lines survived the war and expanded in scope. Lenin’s idea of combining legal diplomatic work with illegal undercover infiltration became a defining feature of how the Soviet Union would run its intelligence services for the next 70 years.

    Stalin’s secret police

    Under Lenin’s successor, Joseph Stalin, the secret police was transformed into an all-encompassing instrument of surveillance, repression and domination.

    Purges consumed the party. Ideological fervour curdled into show trials and murderous terror. And paranoia became an organising principle of Soviet political life. The demand for vigilance intensified – not just at home, where informants and denunciations became routine, but also abroad. Real and purported enemies were seen lurking in the democratic institutions of the West.

    Ironies abound here. The very methods that helped to sustain the early Soviet state – secrecy, trickery, duplicity – soon became grounds for suspicion on Stalin’s watch. The generation of illegals trained and embedded during the 1920s and early 1930s were among those earmarked for liquidation, Walker writes. Stalin, ever wary of plots against him, came to view his own spies as potential traitors.

    He ignored – or wilfully dismissed – much of the intelligence they had risked their lives to gather, often with disastrous consequences. When advance warnings of Operation Barbarossa, Hitler’s secret plan to betray Stalin and launch a massive invasion of the Soviet Union, landed on his desk in 1941, for instance, they were waved away as provocation or outright fabrication. In some cases, he had his spies tortured or shot. Loyalty was no protector against paranoia.

    Among the casualties was Dmitry Bystrolyotov, who Walker describes as “perhaps the most talented illegal in the history of the programme”. A truly chameleonic figure, Bystrolyotov was a dashing and multilingual agent whose exploits in Western Europe made him a legend in Soviet intelligence circles. “His speciality was the recruitment of agents who had access to diplomatic codes and ciphers,” the Russian scholar Emil Draitser attests, “and his modus operandi involved women”.

    Through a series of painstakingly crafted affairs, Bystrolyotov gained access to confidential dispatches, internal memos and state secrets. His work offered Stalin a rare glimpse into the inner workings of Europe’s ruling elite. But when The Great Terror rolled around in 1937, none of it mattered. He was arrested, sentenced and dispatched to the Gulag, callously tossed aside by the system he had served with such distinction.

    Walker emphasises:

    the history of the illegals offers a neat reflection of the story of Russia itself. The early programme, with its soaring ambition, its obsession with subterfuge, and its disregard for the well-being of individuals, holds up a mirror to the fiery utopianism of the early Soviet Union.

    Did the Cold War really end?

    These were people expected to vanish into enemy territory, sacrifice their identifies and live double lives, all in service of a revolutionary vision. But by the time the Soviet Union spluttered to an ignominious halt in 1991, that dream had long since died.


    As Walker shows, most of the operatives who followed in the footsteps of Bystrolyotov were not darkly romantic infiltrators scaling embassy walls or charming secrets out of countesses. They were “sleepers” – often efficient, occasionally incompetent – blending quietly into Western cities and suburbs, awaiting a call to action that, in many cases, never came. The glitz had given way to the grind.

    The Americans ends with Phillip and Elizabeth, the couple based on Bezrukov and Vavilova, gazing out across the Moscow skyline. Two weary spies coming in from the cold, they have returned to a rapidly unravelling motherland that may not understand – let alone appreciate – the sacrifices they have made in the service of its ideology.

    As Walker discovered, Berzukov, when he isn’t being paid handsomely by an oil company, now lectures in international relations at one of Russia’s most prestigious universities. Vavilova, fittingly enough, now writes spy fiction.

    Yet in real life, the story doesn’t end quite there. Under Putin, a former KGB officer who cut his teeth in the culture of espionage, Russia’s intelligence services have returned to the illegals programme with a renewed sense of purpose (though stripped of the ideological zeal that once propelled it).

    Walker is careful not to indulge in idle speculation, but he points to compelling evidence suggesting the illegals programme has evolved rather than vanished. High-profile attacks on UK soil – including the poisoning of form spy Sergei Skripal – suggest Russian intelligence agencies remain willing to operate far beyond their national borders.

    In the same breath, Walker describes what might be termed the digital turn of the illegals programme. In the place of suburban sleepers decoding radio signals, Russia has backed teams of online operatives – “troll illegals” – tasked with wrecking havoc across Western social media platforms.

    These paid agents don’t gather intelligence so much as sow discord. They stoke culture wars, amplify political divisions and undermine trust in democratic institutions. Walker offers Russia’s meddling in the rancorous 2016 American election as an illustrative case in point.

    In Putin’s merciless autocracy, secrecy has once again became a virtue – and the spy, far from being a dusty relic of the 20th century, is once again a symbol of national strength.

    In that sense, The Illegals is not just a history of espionage. It is a timely reminder that, at least for some, the Cold War never really ended. It just burrowed deeper underground.

  • MIL-OSI China: Russia, Ukraine exchange bodies of fallen soldiers: Kremlin

    Russia and Ukraine on Thursday exchanged bodies of fallen soldiers under the Istanbul deal, Russian Presidential Aide Vladimir Medinsky said.

    “In continuation of the Istanbul agreements, another 1,000 bodies of Ukrainian Armed Forces soldiers were handed over to Ukraine today,” said Medinsky, also Russia’s chief negotiator at the talks with the Ukrainian side.

    He added that 19 bodies of Russian soldiers were received.

    During their last round of talks on June 2, Russia and Ukraine agreed on an “all-for-all” exchange of seriously ill and wounded prisoners, and soldiers under the age of 25, as well as the transfer of the bodies of fallen soldiers.

    Washington, DC — Congresswoman Marcy Kaptur (D-OH-09), Ranking Member of the Energy and Water Development, and Related Agencies Appropriations Subcommittee, delivered the following remarks at the full committee’s markup of its fiscal year 2026 bill:

    Thank you very much, Chairman Cole. Ranking Member DeLauro, my dear friend, Chair Fleischmann and all the members as we gather today to mark up this Fiscal Year 2026 Energy and Water Development Bill. I have to restate, Chairman Fleischmann, I have truly appreciated working with you. You are always open to suggestions and, to all of our colleagues on this subcommittee that is a very, bipartisan subcommittee to develop and pass these bills, and our committee has long had this practice. We affect every single Congressional District in this country.

    I’m truly saddened that this vital subcommittee is, being steered yet again to return to a partisan process not caused by our subcommittee, but as we move forward with this Fiscal Year 2026 House bill.

    I would like to begin by thanking our diligent staff for all their hard work on this bill from the minority staff Scott McKee, Anisha Singh, and Adam Wilson, and on our personal staff, Kaitlin Ulin, TJ Lowdermilk, and Margaret McInnis. Truly thank you to you all.

    Engineered energy and water systems undergird America’s way of life. They are not optional, but essential to sustaining life. Of late, we have been piercingly reminded about our subcommittee’s purpose, especially as related to water management by the extreme flash flooding and tragic loss of over 132 lives, and with over 101 missing, in the Guadalupe River catchment area in Texas.

    The deadly West Virginia flash flooding this past month significantly damaged over 100 homes. Unfortunately, taking the lives of at least nine people, including a three year old, in Valley Grove, West Virginia. And we’ve seen flooding events in central North Carolina and New Mexico. All our hearts go out to the families of the victims and their communities. These tragedies inform us of the power of water and wild energy in our atmosphere. Not because of cloud seeding, but because of nature’s awesome power generated inside the thin seven layer atmosphere surrounding our spinning and rotating earth. Let me be clear. No matter how much members on the other side of the aisle want to pretend that the climate isn’t changing, for the record, the last ten years are the ten hottest in recorded history.

    So many have been held up on their plane flights back here. It’s an unusual change in the weather across this country, and members are personally experiencing these delays, as are the American people. These recent floods are made worse by the heating atmosphere. We had four 1,000 year floods last week alone. That is a record.

    So far in July, our country has seen over 1,200 flooding events, more than double the normal for an average July, and we’re just halfway through the month. Constitutionally, it is our sworn duty to prepare and protect the people in our communities, and it is hard to accept that no warning sirens had been installed along the Guadalupe River, despite prior tragedies along that very treacherous corridor. Our nation needs to install warning systems and build resilient infrastructure, and we are behind.

    For example, in a district like mine, we had to bring funding for tornado sirens many years ago. I was shocked that they didn’t exist. And in Ohio, we do zone to prevent flooding from threatening human life. But many places in our country do not, and we cannot keep bailing out places that are irresponsible in their behavior. My home in the City of Toledo has gone into Billions of dollars of debt to build new sewers, along with gigantic underground catchment basins, some as large as two football fields in size, in order to handle increasing water loads.

    We are making investments all over our district to protect Lake Erie shoreline and its tributaries. But in places where infrastructure investments aren’t cost effective, how does our nation make sure that families will be protected with adequate local planning and disaster warning systems? America needs more rigor in land and water planning systems, and my friends, quite frankly, we as a nation don’t get a grade A on that.

    It is our awesome responsibility as public servants to address the structural shortcomings at the federal, state, and local level that contributed to the recent loss of life. Sadly, this Republican energy and water bill does not meet our nation’s imperative for the future. It’s over $700 Million below last year. We must invest faster in modern infrastructure, and become energy independent in perpetuity. That is our responsibility. In a nation of 350 million people headed to 500 million people, we must make energy cost less and invest in grid resilience, which is sadly behind what this country needs.

    I find it interesting that Russell Vought, the chief architect of the budget cuts that we are being asked to endure in this bill, claims that he’s so savvy. But how is it possible? He’s supposed to be known as a budget cutter, right? But how is it possible that he has added $3.4 Trillion, despite our cuts to the national debt over the next ten years? Over 20 years, he’s adding $9.5 Trillion, and $18.7 Trillion by 30 years out. So that’s a total of $32 Trillion, if temporary measures are extended permanently. Think about that one. So if they’re doing such a good job over there at the Executive Branch and OMB, how come the national debt is rising when we’re cutting every single bill that we are discussing today, and those that will follow?

    This bill fails to address the cost of living crisis. The price of electricity has risen 5.8% over the last year. Every family in this country knows that, and even higher energy bills lie ahead for families and businesses. China is investing record levels in energy, my friends. But this bill retreats from US global leadership in the future in the form of a diversified and clean energy economy. This energy and water bill cuts $1.6 Billion, or 47%, from the Department of Energy’s energy efficiency and renewable energy programs. The adage analysis prevention is worth a pound of cure applies to our nation’s imperative to deliver clean, affordable, and secure energy to the American people and to ensure our nation leads, not lags, in the global race toward energy independence in perpetuity, including an abundant clean energy future.

    Our mom and dad taught us how to be thrifty and not wasteful. Dad would say, “it’s not how much you make, it’s how much you save,” and that applies to energy and fresh water. Conservation are good goals for the future of our children and grandchildren, and we’ve made some strides toward those horizons. The United States on the oil front is producing more than ever before, record high levels of production, but we are still tethered to a volatile global energy market dominated by cartels and petroleum dictators like OPEC. We must advance an all of the above energy strategy to be successful long term. Europe learned the hard way about being too reliant on one source of energy, Russian gas. In their case when Russia invaded Ukraine. Let us heed that chilling warning.

    China aims to be the OPEC for the next century, and gain dominance in clean energy, and they are well on their way. Their investments dwarf the rest of the world’s. A Chinese company has developed an EV battery. Are you ready for this? That can travel 1,800 miles in a single charge and recharge in just five minutes. Think about that. What sense does it make for this Energy and Water Bill to slash the Department of Energy’s vital research and development programs?

    The Republican plan cripples America’s energy future by awarding giant tax breaks to Millionaires and Billionaires in the Big Billionaire Bonanza Bill that’s creating the big, huge additions to the debt. America must focus on building an economy that works for everyone, especially our working families and retirees, not just the wealthy few. The bill this bill eliminates funding for the Office of Clean Energy Demonstrations, and worse, it revokes $5.1 Billion of Bipartisan Infrastructure Law resources from the Department of Energy that will cede the US global lead in hydrogen, direct air capture, battery recycling, and energy savings in every public and private structure. Already, US businesses have canceled. This is shocking number. More than $15 Billion in investments in new factories and electricity production projects this year, as a result of the Republican Bonanza for Billionaires Bill. Those canceled projects were expected to create nearly 12,000 new jobs, all now gone.

    I can remember when we brought back the heavy Ford heavy truck line from Mexico to the region that I represent, and I stood next to the CEO of the company at that time, and I said, what can I do to keep these jobs anchored here in Northern Ohio? And he looked at me and he didn’t waste a moment. He said, cut my energy bills by a third. Well, think about that one.

    Thus I strongly oppose the Republican cuts to vital energy production and conservation and our future through the US Department of Energy. Shortchanging these advances pushes our nation backwards and raises already high energy prices for consumers. Why drive America backwards by slow walking energy innovation and failing to modernize our nation’s electric grids, which are old.

    In other areas, this bill dangerously short changes our national security, and this is really critical. The bill slashes $412 Million from the Defense Nuclear Nonproliferation account. This effectively guts our efforts to prevent the spread of nuclear weapons, detect covert nuclear threats, and uphold arms control agreements that keep us safe. All a big gift for Iran, Russia, China, Belarus, and North Korea. Think about that Spiderweb of Tyranny.

    Additionally, this bill turns its back on communities still living with the toxic legacy of America’s atomic past. Zeroing out the Army Corps program to clean up radioactive waste at early nuclear sites. It slashes $779 Million from the Department of Energy’s nuclear cleanup efforts. Delaying the cleanup of these communities have been promised for decades. I’ll note for the committee that one of these sites is in the village of Luckey, Ohio, not so far from my district, and believe me, you don’t want to breathe in or ingest atomic waste anywhere in the world. Finally, this bill includes numerous controversial poison pill riders that sadly show some extremists among us are not interested in real bills that can gain bipartisan support and become law.

    In closing, I urge my colleagues to oppose this bill. America can, and must meet the new age frontiers of energy and water. We owe it to the future. Nature is signaling, times are changing. And it’s good to remind ourselves, 200 years after Daniel Webster stated this, that is up on the wall in the House of Representatives chamber. “Let us develop the resources of our land, call forth its powers, build up its institutions, promote all its great interests, and see whether also we in our time and generation may not perform something worthy to be remembered.” That is our mandate today.

    July 17, 2025 – Ukraine has endured 2000 attacks on the country’s health care system, according to documentation and monitoring by human rights and humanitarian organizations. Since Russia’s full-scale invasion in February 2022 Ukraine has experienced:

    • 2000 total attacks on health care
    • 1059 attacks damaged or destroyed hospitals
    • 285 health workers killed
    • 245 health workers injured
    • 105 attacks affecting children’s hospitals
    • 81 attacks affecting maternal health facilities
    • 178 attacks on hospital utilities.

    “This brutal milestone and pattern of attacks clearly illustrates the Russian Federation’s aim to eliminate Ukrainians’ access to life-saving medical care and create conditions that jeopardize basic treatment and survival,” said Uliana Poltavets, PHR’s Ukraine emergency response coordinator. “As Ukrainian civilians across the country – including health workers and patients – come under sustained attack, the global community must prioritize and advance accountability for these crimes.”

    Russia’s escalating assault on Ukraine in recent months has included mounting attacks on the country’s civilian population and infrastructure, including hospitals and health workers.  

    The attacks on health care have picked up pace in 2025 with the intensification of drone attacks on Ukrainian cities. On Monday, Russian forces reportedly attacked a hospital in Sumy region, with 10 people injured. Last week, a Russian drone and missile assault reportedly damaged a maternity hospital in Kharkiv and destroyed a primary care clinic in Kyiv.  

    The new data is from a coalition of global and Ukrainian organizations, including eyeWitness to Atrocities, Insecurity Insight, the Media Initiative for Human Rights, Physicians for Human Rights, Truth Hounds, and the Ukrainian Healthcare Center. The 2000 attacks are depicted on an interactive map (attacksonhealthukraine.org).  

    The organizations have been monitoring and documenting attacks on Ukraine’s health care system since the onset of the full-scale invasion, including through a series of publications. The dataset uses the definitions of attacks on health care as defined by the World Health Organization and used by the Safeguarding Health in Conflict Coalition.  The interactive map is updated with attacks on health care as of April 2025.

    “The global community should safeguard the Ukrainian health workers who risk it all to save lives,” said Poltavets. “Russia’s continued assault on civilian infrastructure underscores the life-saving impact of humanitarian and health aid. At this critical moment, global leadership, particularly sustained support for accountability efforts, is more needed than ever.”

  • MIL-OSI Europe: Press release – Danish Presidency debriefs EP committees on priorities

    Denmark holds the Presidency of the Council until the end of 2025. This text will be updated regularly as the hearings take place.

    Agriculture and Rural Development Committee

    On 15 July, Jacob Jensen, Minister for Food, Agriculture and Fisheries, said that the Presidency will focus on easing the administrative burden for farmers while continuing to promote the green transition and animal welfare. Concluding the current negotiations on the common agricultural policy (CAP) simplification package and starting discussions on the post-2027 CAP will also be priorities.

    Several MEPs called for fair conditions between farmers inside and outside the EU in connection with the Mercosur Agreement and animal welfare. They asked how the presidency will help guarantee the EU’s protein and fertiliser self-sufficiency and support organic farmers. Others raised the issue of ensuring that the green transition does not compromise the agriculture sector’s sustainability.

    Regional Development Committee

    On 15 July, Danish Minister for European Affairs Marie Bjerre argued that cohesion policy should continue to play a crucial role in the EU budget, as the Presidency works on proposals for the next multiannual financial framework (MFF). She said that funding should also support competitiveness and be flexible in the face of unexpected events. Ms Bjerre highlighted the need to strengthen rule of law conditionality in the allocation of EU funds.

    MEPs agreed on the need to modernise cohesion policy and make it more flexible, but asked for the Presidency’s support in defending the policy’s core purpose – reducing inequalities between regions – and the role of regions and local authorities.

    Legal Affairs Committee

    On 15 July, Justice Minister Peter Hummelgaard stressed the need to boost EU competitiveness but also to protect common values while advancing the green and digital transition. He committed to make progress on draft bills on the protection of adults and insolvency, while promoting rules on parenthood.

    Morten Bødskov, Minister of Industry, Business and Financial Affairs, will strive to simplify existing rules for the benefit of EU businesses in the upcoming negotiations on sustainability reporting and due diligence obligations. Mr Bødskov also intends to advance the patent package and the “28th regime” initiative (a single set of EU rules to support innovation).

    MEPs inquired about plans to strengthen the rule of law, fight illegal migration and improve licensing, considering the planned withdrawal of the proposal on standard essential patents. They also asked for work to move ahead on the special tribunal for the crime of aggression, for measures to ensure that simplification does not lead to deregulation, and for efforts to balance rights and copyright in the context of new technologies.

    Foreign Affairs Committee

    On 15 July, European Affairs Minister Marie Bjerre said that the Presidency wants to advance EU accession negotiations with all candidate countries. She also added that the EU must act more independently to ensure its security. The dialogue with Türkiye will continue, but its accession negotiations will remain on hold.

    MEPs called for more support for some candidate countries on their EU path. They also enquired on possible new strategic partners for the EU, given recent developments in relations with the US, and called for the deepening of relations with Latin America. They also asked what steps the Presidency intends to take to help the humanitarian situation in Gaza.

    Environment, Climate Change and Food Safety Committee

    On 15 July, Jacob Jensen, Minister for Food, Agriculture and Fisheries, highlighted the need to simplify EU legislation for farmers and food producers, and to promote innovation through tools such as new genomic techniques, on which the Presidency aims to strike a deal with Parliament. He stressed the importance of making the EU’s agri-food sector more competitive while maintaining high standards of sustainability and food safety. Other priorities include an EU strategy for plant-based proteins, animal welfare, and action to tackle antimicrobial resistance.

    MEPs raised questions about the future of the CAP, demanding greater fairness, increased support for smaller farms, and clear targets for pesticide reduction. MEPs also enquired about trade agreements, such as with Mercosur, and a possible ban on PFAS (per- and polyfluoroalkyl substances).

    Lars Aagaard, Minister for Climate, Energy and Utilities, stressed the importance of reaching an agreement on the EU 2040 climate target, to offer clear guidance for climate action, investment, and industrial competitiveness. He underlined the need for an agreement before the COP30 in Brazil on 10–21 November 2025, to show EU leadership and unity.

    Some MEPs raised concerns about energy affordability and the social impact of the new emissions trading system, while others stressed excessive flexibility would undermine the 2040 target.

    Civil liberties, Justice and Home Affairs Committee

    On 15 July, Justice Minister Peter Hummelgaard said the Presidency would prioritise work on the fight against serious cross-border and organised crime, action to improve victims’ rights, and police cooperation to counter migrant smuggling. The Presidency will also advance work on the directive and regulation to combat child sexual abuse.

    Torsten Schack Pedersen, Minister for Resilience and Preparedness, called for implementation of the “Preparedness Union” strategy to strengthen EU security, resilience and preparedness. The Presidency will advance work on the reformed EU civil protection mechanism, the stockpiling strategy and measures to protect critical infrastructure.

    MEPs asked the Presidency about progress on the directives on combating corruption and victims’ rights. According to the Justice Minister, work on both will continue promptly as a priority. MEPs and the Ministers also discussed law enforcement access to data, and measures against terrorism and online radicalisation.

    Kaare Dybvad, Minister for Immigration and Integration, emphasised the need to implement the Asylum and Migration Pact in full. The Presidency will work on proposals on safe third countries, safe countries of origin and a common approach to returns. He also mentioned the possibility of developing external partnerships and possible return hubs in third countries, stressing the need to uphold international law and human rights. Other priorities are action to combat migrant smuggling and the EU talent pool.

    On Migration and Asylum Pact implementation, MEPs asked about the solidarity platform, protection of human dignity, and cooperation with third countries. The minister replied that priority should be given to people in need of refugee status. Economic migrants must use legal channels, and those with no right to stay need to be returned to their home countries.

    Marie Bjerre, Minister for European Affairs, said the Presidency aimed to strengthen the link between respect for EU values and access to EU funds, enhance the Council’s rule of law dialogues, and support tools such as the Commission’s rule of law report. It will also work to reinforce the conditionality mechanism in the next long-term budget, by increasing funding for it and ensuring more automatic application.

    Some MEPs raised concerns about the situation in Hungary, and called for a stronger conditionality mechanism and better protection of media freedom and civil society. Others called for clarity on the definition of rule of law, and raised the issues of spyware use against journalists and the situation in Gaza.

    Employment and Social Affairs Committee

    On 15 July, Employment Minister Ane Halsboe-Jørgensen stressed that the Presidency would focus on investing in skills, fair labour mobility, strengthening social dialogue, and occupational health. She aims to advance the revision of the Carcinogens and Mutagens Directive (CMRD) and the European Globalisation Adjustment Fund for Displaced Workers. Minister for Social Affairs and Housing Sophie Hæstorp Andersen highlighted the need to improve independent living for persons with disabilities and to improve access to sustainable and affordable housing.

    MEPs highlighted the lack of legislative proposals in social areas and voiced concern about the future of the European Social Fund+. They stressed the need to strengthen the European Labour Authority, and addressed the working conditions of non-EU nationals, the lack of skilled workers, and the migration of qualified workers. Others asked for action on employment rights for persons with disabilities, the coordination of social security systems, and the European Child Guarantee.

    Internal Market and Consumer Protection Committee

    On 15 July, Caroline Stage Olsen, Digital Affairs Minister, emphasised the need for action to boost investment and cut red tape. Special attention will be given to protecting minors online through firm Digital Services Act enforcement, new age verification rules and action to tackle addictive design. She supported postponing elements of the AI Act to give business, especially smaller companies, more time to comply.

    Morten Bødskov, Minister for Industry, Business and Financial Affairs, stressed the Presidency’s intention to tackle customs challenges, unfair competition, slow growth and job loss. The minister also expressed strong support for the green transition and the need to advance work on simplification packages and regulatory burden reduction targets.

    MEPs asked about the Presidency’s plans to work on e-commerce, the posting of workers, attracting talent and the “28th regime” (a single set of EU rules to support innovation). They also enquired about digital policy loopholes and the Digital Fairness Act, and the need to advance negotiations on the late payments regulation and the European defence industrial strategy.

    Development Committee

    On 15 July, Foreign Affairs Minister Lars Løkke Rasmussen called for a stronger Team Europe approach, given the widening gap between humanitarian needs and the resources available. Presidency priorities include the Global Gateway, the Samoa Agreement, the EU-African Union (AU) Summit, human rights and the sustainable development goals. The Presidency will champion external action in negotiations on the next long-term EU budget.

    MEPs stressed the importance of development aid and the need to make sure foreign investment upholds human rights, while also voicing concern over irregular migration. They called for a broader EU presence at the next EU-AU Summit, and asked about the Presidency’s plan for the UN High-Level Political Forum on Sustainable Development.

    Public Health Committee

    On 16 July, Sophie Løhde, Danish Minister for Interior and Health, highlighted the need to strengthen EU preparedness through efficient medical countermeasures, ensure better access to medicines, and address antimicrobial resistance. She shared the Presidency’s commitment to finalising the Council’s position on the critical medicines act, hoping an agreement with Parliament could be reached on the pharmaceutical package by the end of the year.

    MEPs quizzed the minister on medicine affordability, rare diseases, and healthcare workforce shortages. Some called for a greater focus on women’s health, action against PFAS contamination, and improved EU coordination of health and military crisis preparedness.

    Constitutional Affairs Committee

    On 16 July, European Affairs Minister Marie Bjerre said the Presidency priorities were to advance a merit-based EU accession process and uphold the rule of law. She also highlighted the need to reinforce democratic resilience, for instance through the Commission’s Democracy Shield and improved transparency of foreign interests. The Presidency is also committed to strengthening interinstitutional cooperation and pursuing institutional reforms within the existing treaty framework.

    MEPs raised questions on the link between internal EU reforms and future accessions, the use of qualified majority voting to overcome institutional deadlocks, the right of inquiry, and electoral reform. Bjerre replied that the lack of consensus among member states on possible treaty changes made that a less feasible path.

    Security and Defence Committee

    On 16 July, Defence Minister Troels Lund Poulsen said that one of the priorities was to continue to support Ukraine politically, militarily and financially, and work on integrating the Ukrainian defence industry into the EU one. This includes paving the way for Ukrainian companies to set up facilities in the rest of Europe. He also mentioned the need for Europe to be able to defend itself by 2030 by increasing its defence readiness and production, and freeing up defence financing.

    MEPs questioned the minister on a range of topics, including the use of frozen Russian state assets to support Ukraine’s reconstruction, a dedicated European defence fund, removing hurdles to support the Ukrainian defence industry, and the pros and cons of non-EU country access to EU defence funds.

    Fisheries Committee

    On 16 July, Jacob Jensen, Minister for Food, Agriculture and Fisheries, said the Presidency would prioritise the green transition, simplification, including for the Ocean Pact, and better regulation of fisheries. They will also focus on fishing opportunities in the Mediterranean and Baltic Sea for 2026 to allow fishers to plan early.

    MEPs highlighted fleet renewal, the Baltic Sea’s herring situation and the MFF’s role in achieving sustainability, simplification, and climate goals. They expressed concern over the 24-metre fleet renewal restriction and called for specific funding mechanisms for the Ocean Pact. Finally, they welcomed the focus on 2026 fishing quotas and sustainability objectives.

    Transport and Tourism Committee

    Boosting competitiveness, easing the administrative burden, ensuring a green transition in transport and tourism, but also military mobility, are the main drivers of Danish presidency, said Thomas Danielsen, Minister of Transport on 16 July. He hoped to start talks with MEPs on passenger rights and rules on counting CO2 emissions, as well as to finish negotiations on railway capacity infrastructure. Morten Bødskov, Minister of Business, Industry and Financial Services, added the Presidency perspective on shipping transport and upcoming EU ports and maritime industry strategies.

    The majority of transport committee MEPs welcomed the Presidency priorities, the ambition to reach a Council position on weights and dimensions rules, while some questioned the focus on the green transition. On passenger rights, MEPs were frustrated with the Council decision to force into a tight deadline to reach a deal on future rules, and asked the minister not to forget the multimodal part of the package.

    Women’s Rights and Gender Equality Committee

    On 16 July, Minister for Environment and Gender Equality, Magnus Heunicke, outlined priorities including combating gender-based violence, promoting equal opportunities by involving men and boys, and strengthening LGBTQI equality amid rising hate and harassment. He announced that a Council meeting on 17 October would focus on equality and non-discrimination.

    MEPs raised concerns about the absence of an EU-wide consent-based definition of rape, the lack of progress on the revision of the Victims’ Rights Directive, the under-representation of women in government, and the stalled horizontal anti-discrimination directive. In response, Heunicke confirmed that there would be a discussion on a consent-based rape definition, and that finalising the Victims’ Rights Directive negotiations was a priority.

    International Trade Committee

    On 16 July, Minister for Foreign Affairs Lars Løkke Rasmussen named agreements on the revised general scheme of preferences (GSP) and the foreign investment screening review as being among his priorities. The phasing-out of Russian gas imports and ratification of the trade agreement with Mercosur are also high on the agenda. The Presidency will also work to negotiate a new trade relationship with the US, while being prepared for other scenarios.

    MEPs welcomed the priorities, particularly on concluding the Mercosur Agreement, phasing out Russian gas imports and concluding the revision of the GSP. Some MEPs also questioned the Presidency on how EU-Israel trade relations should evolve given the humanitarian situation in the Middle East.

    Culture and Education Committee

    On 16 July, Mattias Tesfaye, Minister for Education and Youth, said that Presidency wanted to make vocational education and training more attractive, ensure learning mobility, and focus on how the digitalisation affects learning outcomes. The Presidency will also prioritise negotiations on the next generation of Erasmus+ and on the European education area.

    Many MEPs expressed their concerns about the future of the Erasmus+ programme and enquired about the protection of children online, recognition of competences, and the safety of young students in the workplace.

    Jakob Engel-Schmidt, Minister for Culture, Media and Sports Policy, highlighted the need to prohibit the use of images, voice and other personal features in deepfakes or lifelike imitations. The EU Copyright Regulation should be updated to address the challenges posed by artificial intelligence to the cultural and creative sectors, either by guaranteeing fair remuneration for rights holders or by achieving the best possible conditions for licensing agreements. In sport, the Presidency promises to do more to uphold democratic values and integrity in the awarding of international sports events.

    MEPs asked for measures to help EU countries implement the European Media Freedom Act and highlighted the revision of the Audiovisual Media Services Directive. MEPs also raised issues such as protecting heritage against natural disasters and gender equality programmes in sport.

    Industry, Research and Energy Committee

    On 16 July, Caroline Stage Olsson, Minister for Digital Affairs, outlined two priorities: enhancing digital competitiveness and protecting minors online. She advocated for reducing the administrative burden on business and for strategic investment for a more sovereign Europe. She also highlighted work on enforcing the Digital Services Act (DSA), stricter regulations for age verification and data protection, and the establishment of a competitiveness fund.

    Some MEPs stressed the need to reduce dependency on non-European tech companies and to balance regulation with simplification, to foster innovation while protecting consumers. Questions were asked about the impact of the DSA on free speech and privacy, and about investment in less connected regions.

    Troels Lund Poulsen, Deputy Prime Minister and Defence Minister, outlined four priorities: enhancing Europe’s defence capabilities, supporting Ukraine, fostering cooperation with NATO and strengthening the EU’s defence against hybrid threats. He also stressed the importance of the European defence industry programme (EDIP) to this end.

    Torsten Schack Pedersen, Minister for Resilience and Preparedness, focused on cybersecurity and highlighted three priorities: strengthening EU cyber resilience, framing a robust EU response to cyber crises, and simplifying the EU cyber legislation framework.

    MEPs enquired about the creation of a unified European defence market, the standardisation of defence products, and the need for joint procurement to enhance defence capabilities. Questions also focused on Baltic Sea security and measures to counter potential sabotage. Concerns were voiced about Europe’s dependency on non-European defence suppliers.

    Lars Aagaard, Minister for Climate, Energy and Utilities, emphasised the importance of a secure, clean and affordable energy supply, as well as of a stronger energy sector, focusing on renewable and clean energy produced locally. He called for an approach that would balance environmental protection with economic competitiveness and for Europe to phase out its dependency on Russian energy.

    Morten Bødskov, Minister for Industry, Business and Financial Affairs focused on competitiveness and highlighted the need for increased investment in green technologies and new critical technologies such as life sciences, artificial intelligence, biotech, and quantum. Mr Bødskov also stressed the need to simplify regulations to foster innovation and growth.

    MEPs stressed the need for a more efficient regulatory environment to foster innovation and competitiveness. They expressed concerns about high energy prices and highlighted the importance of investing in clean energy technologies and infrastructure to achieve energy security and reduce greenhouse gas emissions. Several MEPs questioned the balance between environmental protection and economic competitiveness, and called for a more pragmatic approach to regulation that would not stifle innovation and growth.

    WASHINGTON, D.C. – Today, U.S. Senator Marsha Blackburn (R-Tenn.) released the following statement after the Senate passed the Rescissions Act of 2025 to cut $9 billion of wasteful government spending. With America’s national debt now sitting at $37 trillion after four years of reckless, far-left spending under the Biden administration, the rescissions package is an important step to restoring fiscal sanity.

    “The American people gave us a mandate to stop reckless spending and get our national debt under control,” said Senator Blackburn. “For years, American taxpayers have been bankrolling biased public media, foreign spending that undermines our values, and other outrageous things like electric buses in Rwanda and climate programs in Mexico. The rescissions package that Senate Republicans just passed eliminates billions in wasteful spending, and it is an important step toward restoring fiscal sanity and economic security.”

    THE RESCISSIONS ACT OF 2025

    Below are highlights of the billions in wasteful government spending the rescissions package will cut: 

    • Reckless spending on biased public media:

    o    Eliminates nearly $1.1 billion for the Corporation for Public Broadcasting, the organization that funnels taxpayer dollars into a politically biased media system, including NPR and PBS, that has pushed left-wing ideology on the taxpayers’ dime for years. Click here for a list of examples of left-wing bias at NPR and PBS.

    • Foreign spending on programs that undermines American values and interests:
      • $3.9 million for strengthening integrity, equality, and democracy for LGBTQI+ population of the Western Balkans;
      • $2.5 million to teach children how to make environmentally friendly “reproductive health” decision;
      • $2.4 million to make aid more considerate of “sexual orientation and gender identity;”
      • $2.1 million for “climate resilience” in Asia, Latin America, and Africa;
      • $750,000 to “Yemen Community Resilience;” and
      • $500,000 for a gender equality and empowerment hub.
    • Funding to international organizations that work against American interests:
      • $135 million for the corrupt World Health Organization, which covered for Communist China throughout the COVID pandemic;
      • $33 million for the UN Population Fund, whose funding has gone towards providing tampons for transgender individuals in Bangladesh, a campaign to promote LGBTQ ideology in Rio de Janeiro, and “third-gender” community centers in Southeast Asia; 
      • $8 million for the UN Human Rights Council, which supports dictators and repressive regimes while demonizing our ally, Israel.
    • Funding for outrageous projects at the expense of American taxpayers:
      • $21 million for wind farms in Ukraine;
      • $18 million to improve gender diversity in the Mexican street lighting industry;
      • $6 million for “Net Zero Cities” in Mexico;
      • $4.4 million for the “Melanesian Youth Climate Corps;”
      • $4 million for “sedentary migrants” in Colombia;
      • $3 million for an Iraqi version of Sesame Street; 
      • $3 million for sexual reproductive health in Venezuela;

    You know when the Kremlin is worried about something – it starts talking about nuclear weapons. And so it was, just two days after Donald Trump revealed he had decided to lift his administration’s pause on the supply of US-made weapons to Ukraine, that Vladimir Putin’s spokesperson, Dmitry Peskov, raised Russia’s nuclear doctrine. In response to a handy question from a friendly reporter as to whether Russia’s nuclear doctrine was still active, Peskov said: “Russia’s nuclear doctrine remains in effect, and thus, all its provisions continue to apply.”

    By saying “all its provisions”, he was emphasising the changes made in December last year which significantly lowered the bar for Russia to use its nuclear deterrent. It states that Russia “reserves the right to employ nuclear weapons” in response to nuclear weapons or “other types of weapons of mass destruction” against itself or its allies.

    Whether Putin and his team consider the sorts of weapons the US is prepared to allow Ukraine to use against Russia as weapons of mass destruction is not clear as yet. The US president specifically said that a fresh supply of Patriot systems was already en route to Ukraine from Germany. But he also hinted that other more offensive weapons could also be in the mix. And in a July 4 phone call he is reported to have asked the Ukrainian president, Volodymyr Zelensky, whether he could hit Moscow or St Petersburg, to which Zelensky replied: “Absolutely. We can if you give us the weapons.”

    Trump is reported to have gone on to say that it was important to “make [Russians] feel the pain”.

    At the beginning of the week, the US president was also keen for Russia to feel the economic pain of indirect sanctions, with 100% tariffs promised against any country buying Russia’s oil. Could this be a turning point?

    Interesting question, says David Dunn. Dunn, professor of international relations at the University of Birmingham, says Trump’s decision – if he follows through with it – pretty much brings the US back in line with its policy under the Biden administration. Particularly now that Trump appears to have ruled out, for the time being, allowing Ukraine to use long-range offensive missiles against targets in Moscow.

    As Dunn points out, there’s no sense that Trump has changed his overall tack on what he is looking for from Putin: a ceasefire, rather than, as Biden repeatedly insisted, a settlement that respects Ukrainian sovereignty and restores the land occupied illegally by Russian troops.

    Meanwhile the economic pain he promised to inflict on Russia has been scheduled to begin in 50 days. This – as many commentators have been quick to point out – has irresistible echoes of his off-again, on-again tariff regime. So will these sanctions actually happen?

    The Russian stock market certainly wasn’t that worried. Shortly after trump made his announcement, the Moscow stock exchange increased by 2.7% and the rouble strengthened. Oil markets also appear to have relaxed, suggesting traders see no imminent risks. Maybe this is another case of “Taco” (Trump always chickens out)?

    Patrick O’Shea, an international relations and global governance specialist at the University of Glasgow, believes that the markets’ reaction is more than just indifference to what Trump was threatening. It was relief.

    “Trump’s threat isn’t just non-credible, the positive market reaction in Russia suggests it is a gift for Moscow,” O’Shea writes. “The 50-day ultimatum is seen not as a deadline but as a reprieve, meaning nearly two months of guaranteed inaction from the US.”

    What has not been widely reported in the UK is that a bipartisan bill making its way through the US congress would have been far more punitive that anything Trump is threatening. Now this has been paused pending Trump’s initiative in 50 days’ time.

    Back in Europe, meanwhile, Ukraine’s allies got together in Rome last weekend to discuss what will be needed to rebuild the war-torn country and how to raise the necessary funds. Stefan Wolff was watching proceedings and believes that while countries in the “coalition of the willing” are ready to open their coffers to help Ukraine get back on its feet, the funds so far pledged will not touch the sides.

    Ukraine’s allies at the conference have pledged more than €10 billion (£8.7 billion). But, Wolff – an expert in international relations at the University of Birmingham who has contributed regular analysis of the war in Ukraine – points out that this sum looks minuscule alongside the World Bank’s latest assessment that Ukraine will need at least US$524 billion (£388 billion) over the next decade to fund its recovery.

    There have been some fairly upbeat forecasts about Ukraine’s potential for growth. The IMF forecasts growth for Ukraine of between 2% and 3% for 2025, which is likely to grow to over 4% in 2026 and 2027. But it cautions that this will not happen without considerable overseas support. And an end to the war. Neither is certain anytime soon.

    Maga moves – but will Trump take responsiblity?

    To Washington, where the US president is having what would probably count as the worst week of his second administration so far. Large sections of his faithful Maga base are in almost open revolt at his seeming reluctance to release what have become known as the “Epstein files”. You may remember he littered his election campaign last year with dark hints about the revelations the files must surely contain about the possible involvement of the rich and powerful in child-sex exploitation. But this week he essentially said it was old news, which was “pretty boring”, adding that “I think, really, only pretty bad people, including fake news, want to keep something like that going.”

    This is not only at odds with what he spent much of 2024 saying. It also flies in the face of what his own attorney general, Pam Bondi, said in February when she said Epstein’s client list was “sitting on [her] desk right now to review”. Now of course, the justice department says there is no list. This is not what much of his base wants to hear.

    Rob Dover, an intelligence specialist at the University of Hull who has researched conspiracy theories and the people who obsess about them, says this is a dangerous moment for the Trump presidency. He points to Maga unrest over Trump’s decision to bomb Iran and to resume military aid to Ukraine, both of which appear to contradict his pledge to keep the US out of foreign conflicts. Trump’s “big beautiful bill”, which has cut medicaid and other benefits to the poorest people in the US, will also inflict hurt on many is his base. Even his recent musing that he agrees with his health secretary’s questionable assertion that Coca-Cola should be made with sugar cane not corn syrup to “make America healthy again” is sure to anger corn farmers in the Midwest, another core Trump constituency.

    “Maga is not a uniform group in belief or action. But if Trump loses either the loyalty of some or they refuse to flex their beliefs as they have done before, it will be politically dangerous for him,” Dover concludes.

    Trouble brewing in Bosnia

    I had the great good fortune to visit Sarajevo in December last year where I spent a few days exploring, taking a walking tour of the old town and a wider tour of the whole city which took us across the notional border with the Republika Srpska, one of the two main constituent parts of the state of Bosnia and Herzegovina.

    The country was created by the Dayton accord, bringing an end to the ethnic conflict in the mid-1990s that saw whole populations displaced as ethnic Serbs and Croats sought to create new pure mini-states by expelling mainly Muslim Bosniaks.

    When visiting, I felt a pervading sense that the two parts of the new country sit uncomfortably next to each other – and in recent months the friction has intensified considerably. Birte Julia Gippert of the University of Liverpool, who has researched extensively the conflict in the Balkans and the attempts to bring peace to the region, explains how the situation has become so tense.

    Why is Israel bombing Syria?

    Conflict in Syria escalated again this week, with Israeli warplanes launching airstrikes against government buildings in Damascus this week. A Netanyahu government minister, Amichai Chikli, referred to Syria’s leader, Ahmed al-Shara, as “a terrorist, a barbaric murderer who should be eliminated without delay”.

    Mixed up in all this is sectarian fighting in southern Syria was has been going on sporadically since al-Shara took power at the end of last year. But, as Ali Mamouri of Deakin University explains, Israel wants to see the emergence of a federal Syria, which the new regime has ruled out. It also want to retain influence in the region and secure its northern border with Syria.

    While a ceasefire is in place for now, Mamouri sees the situation as extremely fragile with further clashes “not only possible but highly probable”.
