    The final report of the Independent Sentencing Review has proposed the most significant reform of sentencing and punishment in England and Wales since the 1990s.

    The review, chaired by former Conservative justice secretary David Gauke, calls for a number of changes to address the crisis of overcrowding in prisons. These include using fewer and shorter prison sentences, enhanced opportunities for early release based on good behaviour, and more use of community sentences.

    The government has already accepted most of the recommendations in principle, though many will require legislation to bring them into effect. The justice secretary, Shabana Mahmood, has said that the most serious offenders should not be eligible for an earlier release under the proposals.

    Prisons in England and Wales have been at or near capacity for a number of years, and frequently exceed their safe capacity. Official data shows that the current adult prison population is estimated to be around 87,700, compared with a maximum operational capacity of around 88,800. However, maximum capacity figures are only recorded annually, and the poor conditions of the prison estate mean the usable maximum may often be lower at any given time.

    Without reforms to sentencing, the prison population is projected to increase to up to 105,000 by 2029.

    In September 2024, prison overcrowding resulted in the emergency early release of around 1,700 prisoners serving sentences of less than five years who had served 40% of their sentence. They would ordinarily have not been eligible for early release until they had served 50% of their sentences.

    The Gauke review was commissioned to create a more sustainable solution to prevent further emergency measures. However, both the review and the emergency measures have come under criticism, namely that dangerous offenders will be released and communities and victims will be at risk. The shadow home secretary, Robert Jenrick, has claimed that the most recent proposals will “spark a crime wave”.

    So, will shorter sentences make communities less safe?

    What does the evidence say?

    A core recommendation is that custody should be used only as last resort. It calls for sentences of less than 12 months to only be given in exceptional circumstances, for example, where the offender is known to pose a high level of risk to a specific victim despite being sentenced for a less serious offence.

    The research on short-term imprisonment consistently shows that it is ineffective for a number of reasons. Short prison sentences are disproportionately expensive, especially when compared with community sentences. The offenders serving them have committed relatively minor offences, so pose a low risk other than in exceptional cases.

    Perhaps the most significant finding is the fact that the shorter the sentence, the higher the reoffending rate. Reoffending is around 55% for prisoners sentenced to less than 12 months, compared with an overall rate of 27.5%. If reoffending can be reduced by using more effective sentences, communities will be safer.

    Another key proposal is the “earned progression model”. Under this, most prisoners (except those sentenced for specified serious sexual or violent offences) would be eligible for release after serving one-third of their sentence. They must have engaged constructively with the prison regime.

    They would then be supervised intensively in the community by probation services until they had served two-thirds of their sentence. After this, they would not be actively supervised.

    Prisoners who fail to engage constructively would not be eligible for release until the halfway point of their sentence. Under the early release policy introduced by the government in September 2024, these prisoners would be released after serving just 40% of their sentences.

    There is a sound evidence base for incentivising good behaviour in prison, rather than simply punishing bad behaviour. It is shown to help prisoners develop a sense of autonomy and accountability for their actions. This can help them abstain from reoffending once released.

    A focus on effective rehabilitation, rather than punishment alone, runs through the review. For example, recommendations for improved and targeted substance abuse and mental health treatment.

    There is widespread evidence across jurisdictions which suggests that a focus on rehabilitation, and not longer prisons sentences, is what reduces overall crime levels and makes communities safer. It also makes economic sense.

    The chief inspector of prisons, Charlie Taylor, made clear in his most recent annual report in September 2024 that a fundamental reorientation of prisons towards rehabilitation is needed in order to reduce overall crime levels.

    The Howard League for Penal Reform has also welcomed the proposals in the sentencing review.

    Concerns

    Victims groups have raised concerns about the risk of sex offenders or domestic abusers being released early, even under the current regime. The review recommends strengthening protections for victims, for example by expanding specialist domestic abuse courts and tagging for all perpetrators of violence against women and girls.

    More controversially, it recommends increasing trials into the use of voluntary chemical castration for serious sex offenders. The justice secretary is reported to be considering the use of mandatory chemical castration.

    Other questions remain around the implementation of the reforms, not least how they would be funded in the current economic climate. The chief inspector of probation, Martin Jones, has warned that without better funding and other reforms in the probation service, the proposals in the Gauke review would be “catastrophic”. The review recommends investing in the strained probation service, and bringing in third-sector organisations to support it.

    These are ambitious reforms that would require a considerable investment in the probation service, prisons, community rehabilitation and technology. There are also emerging human rights concerns about the adoption of advanced AI by probation services, as is recommended by the review.

    Ultimately, there is little evidence to suggest that fewer prisoners and shorter sentences will make communities less safe. It is ineffective rehabilitation leading to reoffending which comes at a considerable social and economic cost.

    Investigation of Discus B fatal accident while landing at Hinton-in-the-Hedges Airfield, Northamptonshire on 25 May 2024

    This statement provides an update on the AAIB investigation into the collision between gliders Discus B, G-DJMD and Standard Cirrus, G-DCTB, while landing at Hinton-in-the-Hedges Airfield, Northamptonshire, on 25 May 2024. 

    The gliders were competing in an inter-club event that involved navigating a fixed course task with designated turning points.  On returning to land, the gliders collided immediately to the west of the thresholds of Runways 06 and 09.  

    The investigation into this event is complete and a final report will be issued in due course.

    Food safety training workshops for businesses and the community and voluntary sector were held at The Palace in Armagh this week.

    These food safety workshops were organised by Safefood Knowledge Network, in association with Armagh City Banbridge & Craigavon Borough Council.

    The free events delivered up-to-date training on a range of essential issues including: pest control; controlling food poisoning bacteria; cleaning and sanitisation; HACCP and record keeping; managing and labelling food allergens.

    Mayor welcomes confirmation of All-Ireland Pipe Band Championships

    The Mayor of Derry City and Strabane District Council, Councillor Lilian Seenoi Barr, has welcomed the launch of the prestigious All-Ireland Pipe Band Championships which will take place in Ebrington Square on 5th July.

    The event was officially launched this week by the First Minister Michelle O’Neill and deputy First Minister Emma Little-Pengelly, when The Executive Office unveiled plans for the Championships during a visit to Ebrington Square.

    The event is part-funded by Derry City and Strabane District Council’s Community Festival Fund and the Ulster-Scots Agency, with support from The Executive Office.  There will be an additional six events in the week leading up to the Championships to promote music, dance, culture and heritage across the district.

    Last hosted during the successful 2013 UK City of Culture celebrations, the event is expected to draw thousands of visitors to the city, providing a major boost for local businesses and tourism.

    Welcoming the announcement, Mayor Barr said: “It is with immense pride that we welcome the All-Ireland Pipe Band Championships to our historic city on July 5th, 2025. Hosting this prestigious event at Ebrington Square represents a wonderful opportunity to showcase our rich cultural heritage and our city’s growing reputation as a premier events destination.

    “The championships will not only bring the stirring sounds of world-class pipe bands to our city but will also deliver significant economic benefits to our local businesses and hospitality sector. We anticipate welcoming over 50 bands and 35 drum majors, along with their supporters, to experience the warm welcome our city is famous for.

    “I would like to extend my sincere thanks to the Joint Association Committee, comprising the Royal Scottish Pipe Band Association Northern Ireland Branch and the Irish Pipe Band Association, for choosing Ebrington Square as the venue for the 2025 championships.     City of York Council is celebrating the success of its UK Shared Prosperity Fund (UKSPF) investment programme, which has delivered significant benefits to businesses, communities, and residents.

    The funding has added £6.30 to York’s economy for every £1 invested – a total of £39 million. 

    City of York Council invested £5,507,510 from the Government through the UK Shared Prosperity Fund, in addition to £384,817 from the Rural England Prosperity Fund. The funds aimed to boost productivity and living standards, increase pride in place and build strong communities.

    The funding has been invested through a wide-ranging programme of grant and support schemes, aimed at supporting businesses and local communities.

    Cllr Pete Kilbane, Executive Member at City of York Council for Economy and Culture, said:

    The impacts of this investment have touched all parts of our city – from supporting entrepreneurs to turn their dreams into reality and enabling people to gain employable skills, to regenerating Acomb’s Front Street and bringing diverse cultural opportunities to York. 

    “I’m extremely proud to see that 125 jobs have been created or safeguarded as a direct result of this funding, with hundreds more people benefiting from opportunities to build the skills and confidence they need to secure rewarding, well-paid employment. 

    “The fact that this investment has contributed £39 million to York’s economy, is due in no small part to the energy and passion that I’ve seen demonstrated time and again by the people and organisations, who we’ve worked with throughout this programme and who have turned this funding into real change and opportunity for our people, places and communities.”

    One of the 41 providers funded through the UKSPF programme was Next Door But One, which has delivered new and accessible performances for all ages, and offered free career development support for early-career creatives in York.

    Matt Harper-Hardcastle, CEO and Artistic Director of Next Door But One, said: 

    As a small but rapidly growing theatre company in York, the UK Shared Prosperity Fund has been central to our ability to strengthen the infrastructure of our work, respond to local need and take brave steps forward with initiatives that make the arts accessible, meaningful and relevant to the diverse communities we serve. 

    “Through this funding, we’ve been able to reach new audiences and support early-career performing arts professionals to develop their businesses and practice.”

    Since the launch of the programme in 2022, City of York Council has supported 41 programmes across three priority investment areas: Communities and Place, People and Skills and Supporting Local Businesses.

    The Fund provided £2.6 billion of new funding for local investment between April 2022 and March 2025, and allowed Local Authorities to target funding where it was needed most, building pride in place, supporting high quality skills training, supporting pay, employment and productivity growth and increasing life chances.

    A single-year UKSPF extension has been announced by Government, covering the 2025 to 2026 financial year. Due to changes in the way government funding is allocated, the UKSPF programme will now be delivered at the wider York and North Yorkshire level, via the York and North Yorkshire Combined Authority.  

    York and North Yorkshire Combined Authority will receive £8,782,899 (£2,914,393 capital and £5,868,506 revenue) of investment to be committed in the 2025 to 2026 financial year, and the Combined Authority is currently working to allocate the funding to projects spread across the region.

    Statement on behalf of the thirteenth Tata Steel / Port Talbot Transition Board

    The thirteenth Tata Steel / Port Talbot Transition Board met on 22nd May 2025.

    The Secretary of State for Wales, Rt Hon Jo Stevens MP, in her role as Chair of the Transition Board sought endorsement from the Board for three regeneration projects, which will be supported with over £21.2million of Transition Board funding. These projects include:

    • Advanced Manufacturing Production Facility/National Net Zero Centre of Excellence
    • Redevelopment of business premises at Metal Box and Sandfields Business Centre

    Today’s release of money is the sixth announcement from the UK Government’s £80m Tata Steel / Port Talbot Transition Board fund and should support over 270 jobs and add a total of over £119m Gross Value Added to the local economy over the next decade. This latest major investment means more than £70 million has been announced by the Transition Board in the last nine months.  

    Investment from the Transition Board compliments UK Government’s action to secure new trade deals with the US and India, including seeking agreement to eradicate tariffs on core steel products imported into the US. This will protect tens of millions of pounds worth of steel exports from Wales every year.

    The Board also received updates on:

    • Tata Steel UK’s decarbonisation programme;
    • The Department of Business and Trade’s plans for a steel strategy;
    • Mental health and well-being interventions;
    • The Transition Board funds that have already been announced, including applications received for the Supply Chain fund, and support being provided from the Employment and Skills fund.

    A Reset Relationship and New Opportunities for Northern Ireland

    Secretary of State Hilary Benn MP underlines the benefits for Northern Ireland of recent trade deals, and a new intended partnership agreement with the European Union.

    It has been a momentous month – both for Northern Ireland and for the entire United Kingdom. First came the Government’s trade deals with India and the USA which will open up new opportunities for Northern Ireland exporters. 

    Next, on Monday, the UK played host to the first-ever UK-EU summit at Lancaster House in London as we set out to build a new partnership with the European Union. In recent years, our relationship with the EU has – at times – been strained, but in an era in which global instability is rising, it makes sense to build stronger ties with our European friends and neighbours.

    And then, on Thursday, we marked the anniversary of the referenda on the 1998 Good Friday Agreement held in Northern Ireland and Ireland. By voting ‘yes’, the people chose and secured a chance for peace in Northern Ireland; a peace which has lasted in the almost three decades since and helped pave the way for Northern Ireland’s transformation. It was an agreement which remains to this day proof of the power of courageous political leadership, and people’s willingness to compromise in hope of a better future.

    The agreement with the European Union will help to create growth and lower household bills across the UK as a whole. 

    It is a particularly good deal for Northern Ireland. Our economy is already vibrant – think of our aerospace, life sciences, manufacturing, and film and television industries – and this agreement will further help Northern Ireland which experienced stronger growth than the United Kingdom as a whole last year. Peace has delivered real economic benefits.

    Of particular significance will be the deal we reached on agrifood and plants, which will smooth flows of trade, ease the frictions for businesses and protect the UK internal market. Applying the same rules across the UK will give businesses greater certainty, and mean we can eliminate paperwork and mandatory identity and physical checks on goods moving under these arrangements. 

    All of this will save up to £1 million a month for those firms using the ‘red lane’ and we’ll see a real difference in garden centres, with bans on so-called ‘high risk’ plants being eliminated – a commitment made in Safeguarding the Union – and plants being able to move within the UK without barriers. 

    This deal will also maintain Northern Ireland’s unique access to both the UK and EU markets and the advantages that the Windsor Framework offers to businesses and the economy. So, it’s no surprise that businesses have welcomed it. The Ulster Farmers Union called it ‘a major step forward for Northern Ireland’s agri-food industry’. The Horticultural Trades Association have said that their sector will save millions. And big name retailers such as Asda and M&S have praised the removal of frictions too. The message is clear from business – this is good news for Northern Ireland and good news for you.

    The other outcomes of Monday’s summit are also good for Northern Ireland. Our new security and defence partnership with the EU will support our national security and the aerospace, defence and space industry which is already home to more than 9,000 jobs in Northern Ireland. Our closer law enforcement relationship with the EU will help prevent crime. Closer cooperation on decarbonisation and energy will lower prices and make our country greener and more resilient. And it’ll become easier to travel to mainland Europe through e-Gates. 

    Northern Ireland’s prosperity is intrinsically linked to its strong relationship with the rest of the UK, and it can only benefit further from our new partnership with the EU. The steps we are taking will bring practical benefits, and Monday’s summit makes me even more confident that Northern Ireland’s economy will continue to flourish as a thriving and growing part of the UK.

    AI experiments see “Humphrey” help townhalls cut costs and improve services

    AI experts are experimenting to build new AI within “Humphrey” to help speed up admin in areas like planning and social care, as 25 councils trial new AI tech from Whitehall.

    • Comes as “Humphrey” is taking notes in the Prime Minister’s Council of Nations and Regions meeting taking place today, with talks covering recent trade deals and how AI can improve public services.

    Local councils across the country are trialling a new AI tool called ‘Minute’ – part of the “Humphrey” suite being rolled out across Whitehall – to cut burdensome admin tasks to improve services for citizens as part of the UK government’s Plan for Change.

    It comes as the Prime Minister brings together Heads of the devolved governments and elected English Mayors today at the Council of the Nations and Regions for talks on recent trade deals, as well as how AI can improve public services and maximise the technology’s benefits for people across UK. ‘Minute’ has been used to take notes in the meeting, marking the first time AI has been used in a meeting chaired by a UK Prime Minister.

    25 local councils are currently taking part in the early-stage trial of ‘Minute’ to speed up note taking across the services they provide, including West Berkshire Council and Stockton-on-Tees Borough Council. This includes streamlining burdensome admin tasks in the planning process to help hit the government’s target of building 1.5 million homes by 2030.

    This could help speed up actions after planning meetings, allowing officers to focus on the task at hand, rather than paperwork, and make informed decisions to get homes built. This will support approvals, so bricks can be laid and homes built faster.

    The tool also helps take detailed notes in meetings between social care workers and their supervisors, allowing workers to focus on offering more support instead of being bogged down by bureaucracy.

    The trial comes as alongside a push from government to help local councils use technology to improve the dozens of essential services they are responsible for delivering to local residents – from planning approvals to housing, pest control and parking permits. It includes a new AI Knowledge Hub published today, sharing exciting examples of how local councils are using technology so others can learn from them – such as an AI assistant that speeds up the reporting of fly-tipping and graffiti in central London.

    ‘Minute’ is part of ‘Humphrey’, the package of AI tools built to help civil servants deliver for ministers and the public more effectively. It uses generative AI to turn meetings into notes and adds unique tools to help tweak and correct summaries more efficiently. Early tests of the technology in central government showed that officials were saved, on average, from one hour of admin per one hour meeting, with nearly half of them saying note-taking is the least enjoyable part of their job.

    In the pilot, the tool helps local councils automate requirements for note taking and record keeping so officials can focus on helping residents more quickly.

    The trial announced today follows the Prime Minister setting out that he will “push forward with the digitisation of government services” to find £45 billion worth of productivity savings to make the state more productive and agile and deliver the Plan for Change.

    AI and Digital Government Minister Feryal Clark said:

    From parking permits and planning permission, local councils handle some of the services that impact our daily lives most. For too long, they have been left to fend for themselves when keeping up with rapid innovations in AI and digital technology – when we know it has huge potential to help solve many of the challenges they face.

    That’s why “Humphrey”, a suite of exciting AI tools built in my department, is being sent to townhalls to help them fast track planning decisions, build 1.5 million homes and take meeting notes more quickly. This is just the first step as we are also going to work with local councils to help them buy and build the technology they need to deliver our Plan for Change and support their local communities more effectively.

    Lords Minister for Housing and Local Government Baroness Taylor said:

    Local councils are on the frontline of housing delivery, and we’re backing them with cutting-edge AI technology like ‘Minute’, so officers can spend less time buried in admin and more time helping to get Britain building.

    This is alongside our landmark reforms to deliver 1.5 million homes, including the Planning and Infrastructure Bill, which will get working people and families in to secure homes and boost economic growth right across the country.

    Earlier this year, the government’s State of Digital Government Review unveiled that local councils were spending £5 billion per year on technology, despite employing half the number of digital specialists they should be. The report also found that each of the 320 local authorities negotiate technology contracts with big tech companies independently – when many are buying exactly the same tools – making this spending much less effective.

    Work has also begun to look at how technology built by the UK government, like the upcoming GOV.UK App which will give people access to public services on their phones, can help councils save money while delivering a better, more consistent service for citizens. It will also aim to improve data sharing between councils and other public bodies, as well as helping councils negotiate contracts together and share best practices.

    It comes alongside a new AI Knowledge Hub being published, sharing practical examples of how AI is being used in government and across local councils so other organisations across the UK can take their work forward. The publication of the website delivers against a recommendation made in the AI Opportunities Action Plan, aiming to help the public sector adopt AI more quickly and effectively.

    Other areas set to be discussed today include how by working with devolved governments and mayors the UK can ensure it has the infrastructure and capability needed to power AI, and ways to facilitate better data sharing.

    For 40 years, I’ve worked as a marine ecologist and, since 1992, I’ve been based in Plymouth, Devon – a global hub for coastal marine research and teaching. As I think back to how our understanding of life in our oceans has changed over that time, here are five lessons I have learnt.

    1. Start with the basics

    Back in the 1970s, the band America wrote: “The ocean is a desert with its life underground, and the perfect disguise above”. Many people I speak to actually don’t see much beyond that grey-blue surface.

    Back in 2014 my colleagues and I were quite shocked at the response to a big survey we did on public perception of the marine environment in the UK, particularly when we break out of our marine bubbles. If an organism was remotely colourful or interesting, most people assumed it didn’t live in UK waters.

    That reminded me not to underestimate how little most people know, or care, about UK seas. Make no assumptions.

    While Blue Planet and other beautiful TV series have undoubtedly helped raise the profile of the world’s seas, some have potentially reinforced this view of local waters – that you have to travel to far-off exotic locations to find any interesting and spectacular life.

    2. Inspire deep connection

    Research shows the almost unparalleled restorative power of being in, on, under or by the sea. You do not need to dive to feel a strong ocean connection – building sandcastles, catching crabs on a line in a harbour, skimming stones or letting the cold water wash over your feet can work wonders.

    Rockpooling is also an incredible window into the underwater world – suddenly all this weird and wonderful life opens up to us in a small, simple and accessible puddle.

    People need to be given more opportunities to form lasting connections with the ocean. Organisations such as Plymouth’s Ocean Conservation Trust and Devon Wildlife Trust are bringing young people to the sea, sometimes for the first time.

    Enabling ocean connection is just as important for people who don’t have the chance or ability to physically be there, for example through virtual reality. I’ve also been involved in transforming Plymouth Sound into the UK’s first national marine park – this concept is all about engaging people with this stretch of coastline, getting them connected to the ocean and inspiring them to care. And the marine park model could be replicated around the UK.

    3. Take the pressure off

    If you leave the ocean alone, it can recover. Very few shallow areas of our global ocean remain untouched. But, as demonstrated so well in David Attenborough’s latest film, Ocean, if you remove all the most damaging impacts (particularly physical fishing damage), then the sea has great powers of recovery.

    In the UK, bluefin tuna and humpback whales have returned as the pressure to hunt them has been better managed. The cold water reefs on the seabed in Lyme Bay off the south coast of England have recovered remarkably just four years after a ban on towed fishing gear was introduced.

    Today, there are so few properly protected areas where all damaging or extractive activities are completely removed to give nature a chance, particularly in the UK. Some habitats may need a bit of help from us – active restoration or replanting of seagrass beds and oyster reefs will help kickstart regrowth.

    4. Plastic is a distraction

    The flow of plastics into the ocean must certainly be stopped. But I worry that the plastic pollution problem is a bandwagon that so many businesses, media outlets and governments have jumped on. Has a decade-long focus on “solving” the plastic crisis been a troublesome distraction? Banning single-use straws can seem like an easy win because leaders can be seen to be taking action – but it does little to solve the ocean’s biggest problems.

    Meanwhile, the most complex and hard to resolve activities that seriously harm our seas, such as industrial overfishing, are still not being dealt with. The most damaging fishing practices such as trawling and dredging continue legally, astonishingly even within designated marine protected areas. Such highly damaging activities have no place near sensitive habitats and this has been so well demonstrated in Ocean.

    The recent UK ban on sandeel fishing gives me hope. This landmark decision was made to benefit nature (protecting food supply for seabirds), restricting a fishery that does not even supply food for humans. Sandeels are used to make fishmeal and fish oil to feed farmed fish and livestock.

    Yet, damaging fishing practices such as trawling and dredging continue legally, even within designated marine protected areas. Such highly damaging activities have no place near sensitive habitats.

    I firmly believe that the most effective and straightforward solution for the UK is to prohibit all towed fishing gear from within at least three miles of the coast – including developing a series of fully protected marine reserves.

    In Lyme Bay, this approach has led to a real win-win because the seas are now recovering, and local fishers, holidaymakers and coastal communities are benefiting too.

    5. Add a dose of ocean optimism

    Rising eco-anxiety, particularly in younger people, is not surprising given the state of the world. Faced with the nature and climate crisis, it is easy to feel utter despair.

    Climate change will undoubtedly change our planet. Yet, without oceans absorbing most of the carbon (while producing half the oxygen we breathe), this planet would already be uninhabitable for human civilisation. Making our oceans as healthy and resilient as possible is therefore crucial.

    Right now, we need some ocean optimism. Sharing the stories of progress and innovation that show how patches of the sea are recovering can demonstrate what’s possible and inspire further positive action. By showcasing areas now rich with diverse marine life now that industrial-scale damage has been stopped or whale populations that are booming now that harpoons are a thing of the past, a vision for a better, bluer future can become reality at scale.

  • MIL-OSI Global: West Nile virus found in the UK for the first time – what you need to know

    For the first time, traces of the West Nile virus have been found in mosquitoes in the UK, according to a report published this week by the UK Health Security Agency.

    Here’s what you need to know about the virus and the disease it causes.

    What is West Nile virus?

    West Nile virus is a mosquito-borne virus first identified in Uganda in 1937. It belongs to the same viral family as dengue and yellow fever. The virus is most commonly transmitted by Culex mosquitoes, particularly the species Culex pipiens, which mainly feeds on birds.

    Birds are the primary host for West Nile virus, and the virus spreads in a cycle from infected birds to mosquitoes and then back to birds. Occasionally, mosquitoes can transmit the virus to humans or other animals.

    Most human infections – around 80% – cause no symptoms. When symptoms do occur, they are usually mild: fever, fatigue, headaches, body aches and sometimes nausea. But in rare cases, around one in 150 infections, the virus can cause severe illness, including encephalitis (inflammation of the brain) or meningitis. Older adults, especially those over 50, are most at risk of serious complications.

    The virus cannot normally be spread from person to person, though rare cases of transmission have occurred through blood transfusions or from mother to baby during pregnancy.

    How did it get to the UK?

    Although the exact route isn’t known, experts believe the virus may have arrived in the UK via migratory birds infected elsewhere. The mosquitoes probably picked up the virus after feeding on these birds during their northward journey.

    The detection was made as part of a routine mosquito surveillance programme run by the Animal and Plant Health Agency. Mosquitoes collected from marshlands in south-east England tested positive in PCR (polymerase chain reaction) tests, which detect fragments of the virus’s genetic material.

    It’s important to note that a positive PCR test doesn’t necessarily mean the virus is infectious. After a mosquito becomes infected, the virus needs time – several days – to multiply inside the mosquito before it can be transmitted. And this process is highly temperature dependent.

    Can the virus spread in the UK?

    The UK’s relatively cool climate has, until now, helped keep mosquito-borne diseases at bay. At summer temperatures of around 15°C, it can take up to 100 days for the virus to develop inside a mosquito – longer than the insect’s lifespan. In contrast, in hotter climates (above 30°C), this process can take just a few days.

    For a local outbreak to occur, there would need to be a critical mass of infected birds and mosquitoes, with enough warm weather to sustain multiple cycles of transmission. So far, that hasn’t happened in the UK.

    But climate change could alter the equation. With rising global temperatures and longer, hotter summers, the conditions that allow viruses such as West Nile to spread may become more common in the UK.

    What’s happening elsewhere?

    West Nile virus was once limited to Africa and the Middle East but has spread significantly in recent decades. Large outbreaks have been recorded in countries including Greece, Romania, Israel, Russia and the US.

    The US outbreak began in New York City in 1999 when an unusual number of birds were found dead in a city zoo. A veterinary pathologist at the Bronx Zoo, Tracey McNamara, helped link the bird deaths to the human illnesses being reported.

    Since then, the virus has spread across most of the US, Canada and parts of South America, resulting in over 60,000 reported human cases, 28,000 hospitalisations and more than 3,000 deaths.

    In 2024, 19 European countries reported a total of 1,436 local cases, most in men over 65, with 125 deaths. Most were in Italy, Greece and Spain – countries with hot, mosquito-friendly summers.

    Outbreaks were also reported in birds and horses, which are both susceptible to the virus.

    Should UK residents be concerned?

    While the detection of West Nile virus in UK mosquitoes is noteworthy, experts emphasise that the public health risk remains very low. No human cases have been reported in the UK to date, and current summer temperatures are not yet conducive to sustained transmission.

    The greater risk for most British people probably comes from travel – particularly to southern Europe, where cases are rising.

    Travellers are advised to take standard mosquito precautions: wear light-coloured clothing, long sleeves and trousers, and use insect repellent, especially in the evening when mosquitoes are most active.

    For now, the virus is unlikely to spread widely in the UK. But as climate patterns shift, continued surveillance and public awareness will be key to staying ahead of the risk.

  • MIL-OSI United Kingdom: Council complaint to Government over future for Tipner West

    The Leader of Portsmouth City Council, Cllr Steve Pitt, has written a letter to the Deputy Prime Minister and Secretary of State for Housing, Communities and Local Government, Angela Rayner, to complain in the strongest possible terms about her treatment of the Council in regard to the future direction of Tipner West and Horsea Island East in the emerging Portsmouth Local Plan.

    His letter is in response to two letters from the Secretary of State.  In the first letter dated 28 February 2025, the Secretary of State gave her opinion that Imperative Reasons of Overriding Public Interest (IROPI) for limited development at Tipner West had not been proved by the Council.  This opinion was challenged by the Council in a Pre-Action Protocol letter sent on 10 March 2025 which stated that the opinion was unlawful on three grounds:

    1. The Secretary of State misdirected herself in law by applying the wrong test to circumstances where no priority habitats or species are likely to be affected.
    2. The Secretary of State failed to give adequate reasons for her opinion that each of the grounds relied on by the Council, individually and cumulatively, did not constitute IROPI.
    3. The Secretary of State’s opinion was irrational because it was based on flawed reasoning and failed to have regard to obviously material considerations.

    The second letter sent on 9 May 2025 by the Secretary of State, withdrew the IROPI opinion.  This letter states that she does not accept the premise of the first ground and does not consider that she misdirected herself in law.  However, she does agree to withdraw the IROPI opinion based on grounds 2 and 3.

    The letter confirms that the original opinion has been formally withdrawn and so cannot be subject to a judicial review.  It also states that the matter is being re-considered by the Secretary of State with the intention of providing details of how to proceed as soon as possible.

    In his letter, Cllr Pitt states that the Council wants to move forward with its Local Plan including Tipner West which works for both people and nature.

    Cllr Pitt adds :

    “We have been forced to write this letter to the Secretary of State as we cannot move forward with any proposals for Tipner West, and finalise our Local Plan, until we have clarity from the Government.

    “The longer that this goes on, means a longer wait for much needed homes and jobs for local people, along with the sea defences to protect the wider area. I would urge the Government to meet with us as soon as possible so we can settle this matter and move forward constructively”

    The Leader of Portsmouth City Council also says in his letter that the Council wants to move forward on delivering the City Deal which was made with the Government in 2013 to create the new jobs and homes required for one of the most deprived areas of the country.  He asks to meet the Secretary of State as a matter of urgency to discuss these matters

    Cllr Pitt reiterated that Portsmouth City Council continues to work closely with Natural England and the Environment Agency, alongside the RSPB and the Hampshire & Isle of Wight Wildlife Trust to find a solution for the site that works for both people and nature.

    The Portsmouth Local Plan is the statutory development plan that will guide development in the city up to 2040. This Plan allocates sites for development, sets targets for new homes and jobs. It also introduces city wide policies on design, greening and the climate emergency.

  • MIL-OSI United Kingdom: Lifeguards set to return to Sunderland’s beaches.

    The RNLI have once again been commissioned to provide Sunderland’s beaches with a lifeguard service at Seaburn, Roker and Cat and Dog Beaches this summer.

    The lifeguard service will be in force from Saturday 24 May until Sunday 7 September every day from 10am to 6pm.

    Once again, the RNLI will be promoting their Float to Live campaign, to remind people what they should do if they find themselves in trouble in the water. The campaign encourages people who find themselves in trouble in water to tip their head back submerging their ears and float on their back. This can help calm panicked swimmers and allow them to control their breathing. Once under control, swimmers should call for help, or swim to safety.

    Councillor Beth Jones, Cabinet Member for Communities, Culture and Tourism at Sunderland City Council, said: “We are incredibly proud to have beautiful beaches in Sunderland and want our residents to enjoy them while staying safe.

    “Choosing a lifeguarded beach is always safer, and I would encourage anyone planning on swimming in the sea to visit one where lifeguards are on duty.

    “We’re delighted that the RNLI lifeguards are returning once again this year to give swimmers an extra level of safety while enjoying our beaches.”

    RNLI lifeguards have been patrolling beaches around the UK since 2001. Last year, lifeguards at Sunderland’s posts responded to 39 lifeguard incidents and aided 41 people.

    RNLI Lifeguard Supervisor, Sean Mills, said: “Following a stringent training programme our charity’s lifeguards are in peak condition and they’re really looking forward to returning to their posts. Come rain or shine we’ll be there to offer friendly safety advice such as always to swim between the red and yellow flags and information on tide times.

    “We always advise people to visit a lifeguarded beach. It’s great to see visitors enjoying the coast with the extra peace of mind of knowing that we are there should they need us.”

  • MIL-OSI United Kingdom: UK Government must ignore Trump’s call for North Sea oil drilling

    The UK’s energy strategy must not cost people and planet.

    The UK Government must ignore Donald Trump’s ‘century of drilling left’ comments and listen to climate experts, warn Scottish Greens. 

    The US president claims that more oil and gas exploration by drilling in the North Sea is the only way to bring energy prices down. 

    His remarks on the UK Government’s energy strategy come as Ofgem announced that the energy price cap would decrease by £129 per year from £1,849 to £1,720 per household.

    Trump has a long history of promoting climate conspiracy theories, and his support for more fossil fuel extraction comes despite the warnings of climate and energy experts globally.

    Scottish Greens co-leader and spokesperson for net zero, Patrick Harvie MSP, is calling for the Labour government to ignore Trump’s remarks and end our reliance on fossil fuels for good. 

    Mr Harvie said:

    “Household energy bills have been volatile because of our over-reliance on fossil fuels, and it’s critical that both governments cut fossil fuel consumption, increase investment in clean energy, and break the artificial link between gas prices and electricity so that bills come down faster.

    “Scotland’s renewable industry is generating cheap, clean, abundant power, but households are not getting the benefit in the bills they pay. 

    “Donald Trump’s dangerous ideas must be ignored. Climate breakdown already costs the average Scottish household over £3,000 a year. Failure to tackle the climate emergency would accelerate the damage, and keep people dependent on volatile energy prices.

    “There’s no surprise that a corrupt billionaire politician is putting the profits of fossil fuel multinationals ahead of the common good. 

    “We must stick to our net zero targets. We cannot backtrack any further or pander to a climate change denier like Trump, who ignores the extreme harm the fossil fuel industry has caused.

    “This Labour government has already shown they will make decisions that harm people; cutting winter fuel payment for pensioners and making disabled people struggle financially. I urge them to do the right thing and ignore the calls of billionaires like Trump who don’t accept scientific reality. 

    “What households and businesses need are bills that come down and stay down, and that means breaking our dependence on fossil fuels. Household bills are already far too high, with too many people being forced to freeze all winter so they can feed themselves.”

    Mr Harvie added:

    “Scotland is lucky to have such a vast amount of renewable energy. Jobs in renewables have surpassed oil and gas jobs both in Scotland and across the globe. Climate science experts are providing us with the information to reach net zero. This is the future and we must be ready to welcome it.”

  • MIL-OSI United Kingdom: Stoke-on-Trent prepares to mark Armed Forces Celebration Day

    Stoke-on-Trent is set to honour its military personnel at the annual Armed Forces Celebration Day on Sunday, 29 June 2025.

    The free event takes place at Queen’s Park, Longton (ST3 4AU) from 12pm to 4.30pm and promises a full day of remembrance, celebration and family fun.

    This year’s celebration features a full military parade and a traditional Drumhead Service, paying tribute to both serving and former members of the Armed Forces. Local cadet forces and veteran associations will join the parade.

    A major highlight of the day will be a Dakota flypast from the RAF, between 1.20 and 1.40pm – before the parade begins at 2pm.

    The Douglas C47 Dakota is one of the most iconic military transport aircraft in history, known for its role in Burma, the D-Day landings and the airborne assault on Arnhem in 1944.

    The RAF Battle of Britain Memorial Flight’s Dakota ZA947, affectionately named ‘Kwicherbichen’ by her crews, carried out paradropping operations on the eve of D-Day, making this flypast a fitting tribute during Stoke-on-Trent’s Centenary year.

    Lord Mayor of Stoke-on-Trent and Armed Forces Champion, Councillor Steve Watkins, said: “This event is a great day out for families and also a reminder of the bravery, service and sacrifices made by our Armed Forces. It’s also a celebration of community spirit, and I’m honoured to take part alongside so many local residents.

    “In our Centenary year, it’s especially fitting that we honour local hero Jack Baskeyfield of Arnhem with a flypast from the very aircraft that played a crucial role in Operation Market Garden.”

    Alongside the flypast and parade, visitors can enjoy military vehicle displays, emergency services exhibits and live musical entertainment. Family-friendly attractions include funfair rides and a variety of charity and community stalls.

    Organised by the North Staffs Armed Forces Celebration Committee in partnership with Queen’s Park Partnership.

    Councillor Lilian Dodd, chair of the North Staffs Armed Forces Celebration Committee, said: “We’re incredibly proud to bring the Armed Forces Celebration Day back to Queen’s Park for another year. The inclusion of the Dakota Flypast in this Centenary Year makes it especially meaningful. It’s a chance for our community to come together, show our appreciation and create lasting memories for all generations.”

  • MIL-OSI United Kingdom: Eco moorings launch at Aristotle Lane canal

    The first eco-moorings in Oxford have been installed at Aristotle Lane canal to help reduce air pollution along the city’s waterways.  

    In 2023, the Council and the Canal & River Trust were awarded £193,000 from the Government’s annual Air Quality Grant, to install ‘eco-moorings’ at the Aristotle Lane visitor moorings.   

    The project has seen the installation of three ‘eco-mooring’ bollards – the first installed outside of London – aiming to provide visiting boaters with electrical power infrastructure as an alternative to diesel engines, generators and wood burners for their daily heat and energy needs.  

    In Oxford, it is estimated that there are around 140 boaters living on the rivers and canals, with around 70% of them being visiting boaters. However, there are limited locations across the county where electrical power is available for boaters – especially for short-stay moorings.  

    Without access to electricity, boaters are often forced to run diesel engines to charge up their batteries and/or use wood burning stoves to heat their houseboats, both of which release smoke emissions which have been proven to be harmful to human health. Those most at risk from pollution from boats, are boaters themselves, who are often exposed for longer periods of time and at a closer range.      

    Wood burners emit particulate matter, also known as PM2.5, which is a type of air pollution. These are very tiny particles, that can have a serious impact on human health.  A wide range of scientific studies have been published in recent years showing the negative impacts to human health of long-term exposure to air pollution. 

    The new eco-moorings aim to provide a cleaner alternative for boaters to use instead of polluting fuels.  

    The eco-moorings consist of three electric pillars, each containing two sockets, which enable up to six visiting boaters to plug into and connect to the grid for energy.

    The sockets have range of capacity, with five 16-amp sockets and one 32-amp socket which can support the charging of electric propulsion boats (e-boats). All sockets also have the capability to become 32-amp in the future, based on demand.  

    The Oxford eco-moorings project builds upon other successful projects in Islington and Camden. Learnings from the project will help inform future management of Oxfords’ canal – subject to funding.    

    The Council and Canal & River Trust will also be working to deliver health, air quality and energy advice to boaters through the project. This will include ways and opportunities to transition to cleaner energy systems, as well as information on how to use their current heating in the most efficient way.

    It is fantastic that Oxford’s first eco-moorings are now here and ready to use. Many boaters have no other choice but to use wood-burning and diesel generators to keep warm, but this can be harmful to their health and that of their neighbours. These eco-moorings will provide boaters with the ability to use cleaner forms of heating.

    Landmarks are lit in Sunderland AFC colours to mark the team’s play-off match at Wembley.

    The Northern Spire, Keel Square and High Street West, Fulwell Mill and Hylton Castle are lit red and white between dusk and dawn on Friday 23 May, match day and Sunday 25 May.

    Leader of Sunderland City Council, Councillor Michael Mordey said: “Alongside good luck to the lads, I’d like to wish all the fans a safe journey to London, and an even safer and happier journey back!”

    As well as landmark light-ups, drivers are seeing good luck messages on the city’s VMS (Variable Message Signs), including – Ha’way the lads.

    Earlier support for speech and language for 20,000 children

    Up to 20,000 more young children, including those with SEND, will have their needs identified and supported earlier, breaking down barriers to opportunity.

    Up to 20,000 more children are set to benefit from earlier targeted support to overcome speech and language challenges before concerns escalate, as the government ensures every child gets the best start in life through its Plan for Change.

    Backed by £3.4 million this year, the Early Language Support for Every Child (ELSEC) programme deploys specialist teams across primary schools and early years settings, helping to identify and respond to speech and language needs, particularly for children with SEND.

    Developmental delays have been a growing issue since the pandemic, with more than 40,000 children waiting over 12 weeks for speech and language therapy as of June 2024.

    It is particularly prevalent for children with SEND as numbers have skyrocketed from 1.3 million in 2020 to 1.67 million in 2024 – with one in four of these children requiring additional help to overcome difficulties listening, understanding and talking.

    A lack of early identification can have a devastating impact on development, social skills, attendance, and academic attainment for all children – holding them back from progressing in school and life.

    This is seen by the staggering rise in children requiring specialist support, with the number of children on Education Health Care Plans escalating from under 250,000 in 2015 to over 575,000 in 2024.

    The ELSEC programme paves the way for a reformed SEND system that embeds earlier intervention and targeted support, enabling children to thrive at their mainstream school and making sure all children have the best start in life.

    Minister for School Standards, Catherine McKinnell said:

    When challenges with speech and language go unnoticed, it can have a devastating impact on children’s attainment, attendance, social abilities and future life chances.

    ELSEC is turning this around for so many pupils – and particularly those with SEND – helping them find their voice and thrive at school and with their friends and family.

    This type of approach is exactly what we want to see in a reformed SEND system that delivers the support children need at the earliest stage and restores parents’ trust in a system which has let them down for too long.

    Minister for School Standards, Catherine McKinnell visited Hasmonean primary school in Barnet, which has been part of the ELSEC programme since January, and observed a small group intervention in one of the school’s calming environments. The activity focused on developing children’s social communication skills by engaging the children’s attention, promoting interaction and vocabulary, and making learning and communication fun.

    Head of Early Years and SEN Support at Hasmonean Primary School, Jemma Brahams, said:

    The ELSEC team first trained me on how to run a small group intervention for our pupils who are experiencing speech and language difficulties. The team was there to help me from the start and was always available as I got used to implementing the approach.

    The training provided on these interventions has been huge for us, as we now don’t need to wait for anyone to come into the school or go on any waiting lists – we can just take it forward straightaway. In fact, I’m now able to train other staff members in the school to deliver intervention groups, so we can have it running frequently and across different year groups.

    The impact on our pupils’ development has been really positive too. As the activity is creative and interactive, it supports the children’s speech and language development, concentration and attention – we’ve seen so much progress.

    Parent of Raphael at Hasmonean Primary school, Deborah, said:

    Raphael is 4 and did not speak until recently, he only made noises which was so frustrating for him, but with interventions he has progressed amazingly.

    With 3-4 interventions a week he has massively grown in confidence, he is communicating with his friends and expressing himself more than ever – we are now hopeful that Raphael can go to Reception in September which was not an option a few months ago!

    This programme has been so impactful for my son and it is amazing to see the work being done for children like Raphael.

    Communication needs can manifest itself in a number of ways, including physically through stuttering and issues putting sentences together, as well as difficulty understanding words.

    As part of the ELSEC programme, Speech and Language Therapy Assistants become part of the fabric of the school, working across numerous settings in their area to assist pupils aged 2-11 years old who need help with their language skills – whether that’s universal support for the whole class, or specialist 1:1 help for pupils with intensive needs.

    Staff are taught to use characters and games to boost engagement and improve expression in ways that children can understand.

    This support can also have a huge impact on children’s wellbeing at school, and as a result, their attendance. Last year, SEN children in primary school with Speech Language and Communication Needs (SLCN) as a primary need missed almost a week more of school than children without SEND.

    Jointly funded by NHS England, ELSEC has already supported over 200 early years and primary school settings, trained over 3,000 setting staff and provided support to just over 20,000 pupils so far since launching in 2023.

    Clinical Coordinator in Barnet’s ELSEC team, Georgia Roskin, said:

    It can be very easy for teaching staff to identify children with significant needs but the children with mild-moderate needs often get missed, which can sadly cause long-term speech and language difficulties, and poorer outcomes.

    That’s why when we first partner with a setting, we train teaching staff to screen every single child, which assures us (and parents!) that no children go undetected.

    We work intensively within a setting for six weeks, helping to identify pupils who may need support, while also upskilling the school staff on different interventions and teaching approaches they can adopt. We then stay in regular contact, coming back into the setting every couple of months to see how they’re getting on and address any new concerns.

    NHS National Director for Primary Care and Community Services, Dr Amanda Doyle, said:

    It is vital that children with speech, language and communications needs get access to support as early as possible, to help give them the best start in life.

    That’s why the NHS is working closely with the Department for Education and early years and primary school settings to transform the way children access support, enabling them to get the right care at the right time.

    Chief Executive of the Royal College of Speech and Language Therapists, Steve Jamieson, said:

    We’re delighted that the Department for Education and NHS England will fund the Early Language Support for Every Child programme until March 2026.

    It has shown that when speech and language therapists, therapy support workers and education staff work together, they can identify children’s needs earlier and put timely support in place.

    Providing early intervention for children’s speech, language and communication needs can improve their wellbeing, development, and educational attainment. The extension of the funding means more children will benefit from this important programme.

    ELSEC forms one part of the government’s work testing SEND reforms through a reformulated Change Programme focused on early intervention and support in mainstream schools. 

    Local areas will also test how children in so-called alternative provision – for children who have been excluded or have behavioural needs – can get the right support to return to mainstream provision.  

    This includes by supporting the expansion of Alternative Provision Specialist Taskforces (APST) – multi-agency teams, including SEN specialists, youth workers, and mental health practitioners, working in AP settings, with mainstream schools to provide holistic support and ensure more children receive the right support to achieve and thrive.

  • MIL-OSI Security: Elizabeth City Man Sentenced to 12 Years for Fentanyl and Firearm Offenses

    RALEIGH, N.C. – Karem Felton, age 31, from Elizabeth City, was sentenced to 147 months in prison for possession with the intent to distribute forty grams or more of a mixture and substance containing fentanyl and ten grams or more of a mixture and substance containing a fentanyl analogue after investigators with Pasquotank County Sheriff’s Office searched Felton’s residence on May 19, 2023, in response to shots fired a day earlier.

    “Disrupting drug trafficking in our communities is a critical part of our mission. The FBI and our local partners are working very hard to take dangerous drugs off of our streets, along with the people who peddle them. This case is another great example of law enforcement working together to make our communities safer,” said Robert M. DeWitt, the Special Agent in Charge of the FBI in North Carolina.

    “I want to thank my Deputies at the Pasquotank County Sheriff’s Office, Elizabeth City Police Department, Federal Bureau of Investigations and the U.S. Attorney’s Office for the great work that has been done to combat the drug and violent crime issues we face on a daily basis,” said Pasquotank County Sheriff Tommy Wooten.

    On May 18, 2023, Elizabeth City Police officers responded to shots fired at a vehicle. Officers collected eight .300 caliber rifle shell casings in the area and reviewed city cameras around the area of the incident. They were able to see a male step out of a BMW and fire shots at a Dodge Charger. Law enforcement saw Felton driving the same BMW with the same license plate earlier in the month on March 6, 2023.

    On May 19, 2023, investigators from the Pasquotank County Sheriff’s Office conducted a search of Felton’s residence. During the search, they discovered several items in the bedroom: a 7.62 x 39mm pistol hidden under the bed, a .300 Blackout pistol in the closet, and a 10mm pistol containing fentanyl inside the headboard of the master bed. Additionally, officers found two AR pistol braces in a soft-sided cooler and a .300 Blackout magazine with 18 rounds of .300 Blackout ammunition placed between the mattress and box spring.

    In a spare bedroom, officers located a safe that contained $11,050 in cash, assorted ammunition, and a digital scale. In the living room, they found $1,108 in cash and two cell phones hidden inside the couch. A firearm holster was also discovered in the children’s bedroom. After conducting a further search of the vehicle, officers uncovered fentanyl, cocaine, and additional cash.

    Michael F. Easley, Jr., U.S. Attorney for the Eastern District of North Carolina, made the announcement after sentencing by United States District Court Judge Louis W. Flanagan. Elizabeth City Police Department,  Pasquotank County Sheriff’s Office, and the Federal Bureau of Investigation investigated the case and Assistant U.S. Attorneys Julie A. Childress and Katherine S. Englander are prosecuted the case.

    This investigation was an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launders, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    Workers suffering from thyroid conditions can get help to reclaim their professional lives through a new free toolkit which provides practical advice for them and their employers.
    Thyroid disorders affect millions of people worldwide. In the UK, one in 20 people have a thyroid problem, with women disproportionately impacted. Posing serious implications for the physical, mental and emotional life of those affected, thyroid conditions put patients at a greater risk of experiencing long-term sick leave and impaired working ability.
    Beyond a physical and emotional toll, the conditions often come with hidden consequences for careers and workplace engagement.
    Launched to mark World Thyroid Day on May 25, the new Thyroid Workplace Toolkit is believed to be the first of its kind, supporting both employees and employers/line managers though evidence-based insights and practical resources.
    Developed by researchers at the University of Aberdeen’s Business School with input from national charity the Thyroid Trust, the toolkit is now being made openly available. A large local authority in England has already agreed to adopt it.
    “The effects of thyroid dysfunctions don’t stop at the doctor’s door, they extend into the workplace, influencing productivity, career progression and overall wellbeing. Many employees struggle silently, unsure of how to communicate their needs or seek adjustments that could help them overcome the challenges posed by the condition,” said Professor Catia Montagna of the University’s Centre for Labour Market Research.
    “Our toolkit is designed to bridge this gap by fostering awareness, encouraging open conversations and providing practical solutions to support those living with thyroid conditions at work.”

    A traditional topping out ceremony has marked a major milestone in the construction of 40 new affordable homes in Marston. 

    The low-carbon development will be delivered in partnership by Oxford City Council’s housing company, OX Place, and Lucy Developments.  

    Representatives from the organisations gathered this week to celebrate the reaching the highest point of development at the former paddock off Butts Lane in Old Marston.  

    An ancient tradition 

    Topping out is a long-standing tradition in the construction industry, with roots going back to Saxon times, celebrating a building reaching its highest point. In keeping with tradition, a yew tree branch, a symbol of growth and prosperity, was fixed in place at the top of Marston Paddock. 

    Affordable and sustainable homes for Oxford 

    Due for completion in Autumn 2025, Marston Paddock will offer 40 affordable homes. This includes 21 council homes let at social rent for people on the housing register and 19 shared ownership homes. 

    Social rent levels mean council tenants will typically pay around 40% of the rent a private landlord would charge for the same home. Shared ownership is a flexible option which helps a range of people onto the housing ladder in one of the UK’s most unaffordable cities.  

    The new homes have been designed to go 56% beyond national carbon reduction targets, using a fabric-first approach, air source heat pumps, and mechanical ventilation heat recovery. 

    The development promotes sustainable travel with secure cycle storage, electric vehicle charging, and a new cycle link to the A40 path.

    Councillor Dan Cohen became the new Lord Mayor of Leeds yesterday, following Leeds City Council’s annual general meeting.

    Taking over the role from Councillor Abigail Marshall Katung, Councillor Cohen is the 131st Lord Mayor of Leeds. He will be joined in his mayoral year by his wife, Mrs Elayna Cohen, who will take on the role of Lady Mayoress.

    Born in Alwoodley, Councillor Cohen attended Leeds Grammar School before reading law at Northumbria University. Graduating in 1996 and after training as a solicitor, Councillor Cohen spent most of his working career as managing director and head of in-house legal at Madison Hosiery; a leading Leeds small and medium enterprise importing and distributing hosiery to the country’s major retailers, a family business started by his father Henry Cohen in the 1960’s.

    Councillor Cohen was elected to Leeds City Council for the Alwoodley ward in May 2011 and has since built a reputation as an effective and dynamic ward councillor, together with chairing the council’s Children and Families Scrutiny Board.

    Alongside his council role, Councillor Cohen is also head of in-house legal at The Cohen Foundation, Chair of Governors at Leeds Jewish Free School, which he helped found in 2013, together with being a governor at Brodetsky Primary School, Highfield Primary School, and Allerton High School.

    As is traditional for a new Lord Mayor of Leeds, Councillor Cohen has nominated a charity to represent during his term of office and has chosen Leeds Mencap.

    Leeds Mencap is a local, independent charity supporting children and young people with learning disabilities, autism and other additional needs to feel valued, supported and equipped to thrive.

    Rabbi Anthony Gilbert has kindly agreed to act as the Lord Mayor’s chaplain during his year of office.

    Mum paid daughter almost £200,000 in company money from failing Scottish machinery parts firm

    The company owed hundreds of thousands of pounds to creditors at the time

    • Mother and daughter Hazel Lamont and Nicola Murray decided to wind-up their Scotparts UK Ltd. company in 2023 as it was insolvent 

    • However, Lamont paid her daughter almost £200,000 in company money in the days following their decision to cease trading 

    • More than £300,000 had been paid into Scotparts’ bank account in the days before their decision to shut the company down

    A Scottish mother paid nearly £200,000 to her daughter using funds due to a supplier just days after they decided their company was insolvent and would cease trading. 

    Hazel Lamont, 74, and her daughter Nicola Murray, 54, were directors of Scotparts UK Ltd., which was described on Companies House as being involved in the sale of machinery, industrial equipment, ships and aircraft. 

    The company, which had been trading since March 2006, was in financial trouble by October 2023 and both Lamont and Murray jointly decided Scotparts should stop trading due to debts it was unable to pay. 

    However, just two days earlier, the company received more than £300,000 from a customer. 

    Within one week of this payment, Lamont gave Murray £194,400 knowing that the company was insolvent and owed money to creditors. 

    Further amounts totalling £148,144 were paid by the pair to two connected companies during the same period. 

    Lamont, of Elliston Road, Howwood, Renfrewshire, and Murray, of Manse Road, Motherwell, have been banned as a directors for the next nine years. 

    Scotparts owed more than £900,000 when it went into liquidation in January 2024. 

    Mike Smith, Chief Investigator at the Insolvency Service, said: 

    Hazel Lamont and Nicola Murray knew, or at the very least, ought to have known that their company had significant liabilities to creditors. 

    Despite knowing the perilous financial state of their company, Lamont paid £194,400 to her daughter. This was not her money – it was company money which should have been paid to customers and suppliers. 

    The pair also transferred money to two connected companies, again depriving creditors of these funds. 

    Lamont and Murray have now been banned as company directors until May 2034 following our investigations into their misconduct.

    Scotparts received £301,543 from a customer during the period of 18 and 19 October 2023. 

    The company also owed another creditor – a manufacturer of goods – £362,585 in outstanding invoices. 

    Lamont and Murray decided that Scotparts would cease trading on 20 October. 

    However, between that date and 25 October, Scotparts paid £194,400 to Murray. 

    In the week following the pair’s decision to place the company into liquidation, £96,899 was also transferred to I&H Distribution and Scotparts UK Ltd where Murray was a director. 

    An additional £51,245 was transferred to Scotparts Holdings Ltd, which listed Lamont as one of its directors. 

    No refunds or payments were made to either the buyer of goods or the manufacturer. 

    Six creditors submitted claims with a total of £916,899 when Scotparts went into liquidation. 

    The Secretary of State for Business and Trade accepted disqualification undertakings from Lamont and Murray, and their bans started on Tuesday 20 May and Friday 23 May respectively. 

    The undertakings prevent them from being involved in the promotion, formation or management of a company, without the permission of the court.

    New data and support for law firms to help with land registration

    HM Land Registry has started sharing data with its customers that, combined with the free training it offers, can help law firms get applications right first time.

    • HM Land Registry is doing all it can to improve quality and increase the speed of service for customers, investing in people, skills and technology.  
    • Every year, HM Land Registry sends around 800,000 requests for more information or clarification to applicants, a significant proportion of which could readily be avoided before sending the application.  
    • HM Land Registry is sending new data to customers on the percentage of applications that contain these readily avoidable ‘requisitions’, such as name discrepancies, missing documents and witness details.  
    • The investment in HM Land Registry’s staff, technology, and training for customers has seen avoidable requisitions decline, but they are still making things harder for law firms than they need be. 
    • When looked at by firm, the percentage of applications with avoidable requisitions varies from 0% to 24%.  
    • HM Land Registry offers free live and self-service training on how to get applications right first time and has trained 5,000 people in law firms over the past 6 months alone. 
    • HM Land Registry is developing its own processes and systems to help customers, focussing on only raising a requisition when necessary and automatically validating some information as the application is being drafted.

    HM Land Registry is doing all it can to improve the service for customers. Its first priority is to increase the speed of service.  

    The organisation has focussed on having the right numbers of people with the right skills to process cases – and turnaround times are coming down, as Chief Executive and Chief Land Registrar Simon Hayes reported in his recent email to customers and a blog

    Additionally, HM Land Registry is continually seeking ways to make its processes easier for customers. The aim is for registrations to be processed first time, without the need for clarification or further information to support the application (called a ‘requisition’).  

    In response to customer feedback, HM Land Registry is now sending data to customers on the percentage of their applications where these requisitions could be avoided before the application is submitted. 

    In autumn this year, HM Land Registry will publish this data on avoidable requisitions. This will bring greater clarity to the data on overall requisition rates which is already published. 

    Not only have customers been asking for this data, the move is also supported by trade bodies and industry and aligns with the Government’s priorities for HM Land Registry, set out in Housing Minister Matthew Pennycook’s letter of 4 February

    According to HM Land Registry researchers, requisitions cost the sector an estimated £19m a year. They also delay application processing which in turn reduce the speed of registration. 

    Last year, the Council for Licensed Conveyancers (CLC) highlighted concerns about the quality of applications in its risk agenda report, while the Society of Licensed Conveyancers (SLC) also drew attention to the benefits of right first time applications and urged the sector to “give this important aspect of our work the attention and resource that it deserves” in a statement published last November

    Welcoming the added support for customers, the CLC’s Chief Executive, Sheila Kumar, said:

    Good quality title applications are the culmination of the conveyancing process and are the final, vital step to ensure that the interests of buyers and lenders are protected, so this is an area of focus for the CLC.

    Many conveyancing practices are doing a great job and we have seen others make recent progress too, so we know there is scope for practices that are not performing as well to improve. We are already using data from HM Land Registry as part of our risk profiling of individual practices and we expect conveyancers to make use of this data and the training available from HM Land Registry to improve their services.

    Paul Philip, Chief Executive of the Solicitors Regulation Authority, said:

    The public need easy-to-access relevant information to help them shop around for legal services. The more useful and accurate information that is available, across a range of potential indicators on quality or cost, the better for consumers to be able to choose the right service for them.

    Many firms are already making positive changes through training, new systems and using HM Land Registry services. Case studies from Enact, Simply Conveyancing, Harrison Clark Rickerbys and Blake Morgan showcase effective approaches. 

    Ahead of publication in six months’ time, HM Land Registry has revamped its customer training hub to ensure everyone has access to all the tools and guidance they might need, starting with a new page on GOV.UK. Tackling avoidable requisitions provides links to training, tools, tips and guidance on all 32 ‘avoidable requisitions’ in one place.  

    Customers are also urged to take advantage of HMR’s free workshops, which take a close look at the top five avoidable requisitions and how to reduce them, as well as offering a live Q&A with expert caseworkers. Details are available on HM Land Registry’s training hub on GOV.UK

  • MIL-OSI Security: U.K. National Sentenced for Fraudulent Wine and Whiskey Scam That Targeted Older Americans

    Casey Alexander, 27, of London, England, was sentenced to three years of probation by U.S. District Judge Solomon Oliver, after pleading guilty to conspiracy to commit wire fraud.

    Alexander was ordered to pay $202,195.58 in restitution for his role in the scam to the victim investors.

    According to court documents, Alexander and others involved, engaged in a cold-calling scheme to target elderly investors throughout the United States. They used aggressive and deceptive tactics and promised large returns if the victims participated in wine and whiskey investments. They told victims that they could buy a portfolio of fine wines and whiskeys on their behalf, and then hold the purchase in a bonded warehouse located in Europe until sold for a profit.

    Alexander and his team were able to convince the victims across the country to wire funds or make checks out to one or more suspect companies to participate in the investment opportunities. After the initial investments were made, victims were encouraged, and eventually convinced, to continue investing in order to secure larger returns.

    In 2020, a victim’s son notified the Highland Heights Police Department (HHPD) to report the scam which defrauded the victim out of more than $300,000 over an 18-month period. HHPD then discovered similar complaints from others throughout the United States who reported being victims of a “wine scam” after being asked to purchase wine as an investment.

    This case was investigated by the FBI.  To date, investigators have identified over 150 victims within the United States who collectively invested more than $13 million in the wine and whiskey fraud scheme.

    This case was prosecuted by Assistant United States Attorney Brian McDonough for the Northern District of Ohio.

    The investigation and prosecution of this case is in response to the Elder Justice Initiative Program originating from the Elder Abuse Prevention and Prosecution Act of 2017 (EAPPA). The mission of the EAPPA and Elder Justice Initiative is to support and coordinate the Department of Justice’s enforcement efforts to combat elder abuse, neglect, financial fraud, and scams that target the nation’s elderly population.

    Leeds man arrested in recycling fraud investigation

    Environment Agency and Yorkshire and Humberside Regional Organised Crime Unit apprehend a 34-year-old man in Leeds

    A Leeds local has been arrested for conspiracy to commit money laundering, as part of an active Environment Agency investigation into illegal recycling export paperwork.

    In a joint raid earlier this week (Wednesday 21 May), Environment Agency officers worked with the Yorkshire and Humberside Regional Organised Crime Unit to apprehend a 34-year-old man at a property in Leeds.

    After being interviewed, the suspect has been released pending ongoing investigations and evidence gathered during the arrest will support action going forward.

    The arrest forms a crucial part of an ongoing investigation by the Environment Agency and Joint Unit for Waste Crime into fraud, money laundering and offences under the producer responsibility regulations. This now brings the total number of arrests to seven, after four individuals across Leeds, Doncaster and Calderdale were arrested in April last year, and two others being arrested in 2023.

    Emma Viner, Enforcement and Investigations Manager at the Environment Agency, said:

    We are calling time on fraud in the recycling sector, which undermines hard-working businesses and trashes our natural environment.

    Our teams are thoroughly examining all the evidence gathered in the raid to further progress the investigation and help put an end to this unacceptable, organised criminal activity.

    The Packaging Producer Responsibility Regulations were introduced to oblige the producers of waste packaging made from materials such as plastic, glass and cardboard to contribute towards the financial cost of recycling and disposing the waste.

    Businesses that meet the criteria are required to prove they have made a financial contribution by purchasing credits, known as Packaging Export Recovery Notes, from waste reprocessors or exporters. However, the credits have a monetary value which means organised criminal gangs can look to infiltrate the sector and engage in high value fraud and money laundering.

    In 2024, the Environment Agency launched a new Economic Crime Unit to boost its efforts to tackle money laundering and carry out financial investigations in the waste sector. This arrest marks another vital step in the unit’s work to ensure those working in waste management do the right thing and waste criminals are rooted out of the sector.

    If you want to go angling, you can buy a rod licence and a permit online to allow you to fish the public angling estate.

    Licence and permit

    You need a rod licence and permit to fish in freshwater lakes, loughs and rivers in Northern Ireland.

    The licence is for the fishing rod and the game or coarse fish you’re allowed to catch.

    A permit grants you the right to fish in a particular fishery.

    EA prosecutes father and son for assaulting fisheries officers

    A father and son who assaulted 2 Environment Agency water bailiffs at a Shropshire fishery have been ordered to pay fines and costs totalling more than £12,000.

    Fines and costs totalling £6,937.00 were imposed on Andrew Bowman, 44 , of Cross Place Dudley. 

    This was made up of a £488 fine for assault, £146 for fishing without a licence, a victim surcharge of £253 and costs of £6,000. He was also ordered to pay £50 compensation to one of the water bailiffs he assaulted. 

    He had pleaded guilty at a previous hearing to assaulting the officers at Poole Hall Fishery on 6 September 2023. This case was heard by Telford Magistrates court on April 25 2025.

    His father, Sidney Bowman, 75, also of Cross Place Dudley, had admitted similar charges in a hearing on 3 October 2024. 

    He was ordered to pay fines and costs totalling £5,128. This was made up of a £660 fine for assault, £146 for fishing without a licence, a victim’s surcharge of £322 and costs of £4,000.

    Environment Agency water bailiffs are deemed to be constables for the purposes of enforcing fisheries legislation and are also protected under the Assaults on Emergency Workers (Offences) Act 2018. 

    The court was told that the pair were fishing when approached by the 2 bailiffs who were checking fishing licences. 

    Andrew Bowman refused to give the officers his details and advised his father not to do so as well. Failing to provide name and address details, when requested by a water bailiff, is an offence. 

    After the officers cautioned Andrew Bowman for not providing his details, he became verbally and physically threatening and began to move his equipment.  

    The officers fearing for their safety moved a fishing knife away from the defendants. Andrew Bowman then assaulted one officer by striking him in the face after the bailiffs said they were removing their fishing gear for evidence. 

    This was followed by Sidney Bowman also assaulting the officer by attempting to grab his chest, where the officer’s radio was, and in doing so poked him in the eye with flailing arms.  

    The court was told as the incident continued Andrew Bowman had to be taken to the ground after he refused to allow the officers to put handcuffs on him. 

    Andrew Bowman gave the officers incorrect details, stating he was called David Wilkes and a wrong address. 

    The incident ended with police attendance resulting in Andrew and Sidney Bowman providing their correct details.

    A spokesperson for the Environment Agency said: 

    These sentences handed out show that the courts will not allow assault of public servants to go unpunished.  

    It sends out a strong message to other people trying to stop our officers from performing their duties. 

    Our officers do endure abuse and threats of violence in carrying out important work to protect people and the environment.  

    The Environment Agency will not hesitate to prosecute those that obstruct or assault its staff.

  • MIL-OSI United Kingdom: New action plan will help to increase house-building in Stoke-on-Trent

    An action plan has been drawn up to increase the number of new homes built in Stoke-on-Trent.

    The city council has compiled the plan to outline how it will increase the delivery of new homes in the city in future years.

    It includes a number of measures, such as reviewing the planning application process, engaging with developers and progressing with the local plan.

    The authority will also seek to close the “viability gap” for potential developers by unlocking development on council-owned land and collaborating with Homes England to deliver a number of sites.

    The plan will be supported by £60 million of grant funding which has been secured to speed up housing delivery. The money comes from a number of government-funded national pots including the Housing Infrastructure Fund, the Brownfield Land Remediation Fund and the Affordable Homes Programme.

    Councillor Chris Robinson, cabinet member for housing and planning at Stoke-on-Trent City Council, said: “We are committed to giving residents more choice by providing them with a wide range of high-quality and affordable housing options.

    “We have faced a number of challenges when it comes to home-building in the city, including the lack of available sites, developers failing to deliver after being granted planning permission and a viability gap for some developments caused by historically low house prices.

    “Our action plan sets out the steps we are taking to improve housing delivery in the city, enabling us to provide new homes for people of all backgrounds.”

    The action plan has been developed on the back of the government’s Housing Delivery Test (HDT) which measures housing delivery in a local authority area.

    The latest HDT found that the city council is currently performing at 91 per cent, delivering a total of 1,397 new homes between April 2020 and March 2023, compared to the required 1,536 homes.

    Cabinet is being asked to approve the Stoke-on-Trent Housing Delivery Action Plan at a meeting on Tuesday 27 May.
