    The Government of Jersey has launched its Financial Services Competitiveness Programme, a major strategic initiative aimed at strengthening Jersey’s position as a globally attractive and forward-looking International Finance Centre (IFC). 

    This comprehensive programme is designed to support and enhance Jersey’s financial and related professional services (FRPS) sector – the Island’s largest employer and the most significant contributor to tax revenues that fund public services. It brings together several government departments, the Jersey Financial Services Commission (JFSC), Jersey Finance, Digital Jersey, and representatives from across the financial and professional services industry.  

    The Financial Services Competitiveness Programme will deliver clear, actionable recommendations focused on improving Jersey’s regulatory and business environment, enhancing its global positioning, and preparing the sector for future opportunities and challenges.  

    The programme is governed by a Ministerial Working Group, chaired by the Minister for External Relations with responsibility for Financial Services, Depuy Ian Gorst, with the Chief Executive Officer, Dr Andrew McLaughlin, acting as the Senior Responsible Officer. They will be supported by a cross-government team of officials. 

    Deputy Ian Gorst said: “Jersey’s financial services industry is a key growth engine of our economy. It is central to Jersey’s prosperity and our ability to reinvest in and regenerate the Island. Through the Financial Services Competitiveness Programme, we are setting out a bold, coordinated plan to ensure Jersey remains an attractive, agile, and forward-looking International Finance Centre. 

    “This initiative shows that we are not content to stand still – we are proactively investing in the Island’s future, and working in partnership across government, industry, and the regulator to deliver sustainable, long-term success. 

    “Jersey has a proud 60-year history as a trusted, stable, and innovative IFC. However, global economic shifts, regulatory changes, tax policy evolution, Brexit, post-pandemic recovery, and rapid technological advancement mean that IFCs around the world – including Jersey – must continuously adapt to stay competitive. The Financial Services Competitiveness Programme is Jersey’s response: a future-focused, evidence-led strategy to sustain and expand the Island’s most vital economic sector.” 

    Programme structure and key workstreams 

    The programme is built around four core workstreams, which will be managed in a phased approach.  

    • International Tax Strategy – Led by Revenue Jersey, this will focus on maintaining Jersey’s strong position through a forward-looking tax policy. 
    • Business & Regulatory Environment – Led jointly by the Government and the JFSC, this aims to improve the ease of doing business, delivering quick-win reforms as well as medium- and long-term changes to enhance the Island’s appeal to global investors. 
    • External Growth Strategy – A global market analysis to inform Jersey’s external engagement strategy, identifying future value pools and Jersey’s competitive ​positioning, led by the Government with expert support from Jersey Finance Ltd. 
    • Future Competitiveness & Regulation – Bringing together insights from all workstreams, this phase will culminate in a report by an independent panel of global experts. 

    The first phase, which is underway already, will focus on improvements to Jersey’s business and regulatory environment. This will involve making positive changes to improve the ease of doing business and to help maintain and grow the Island’s FRPS sector as it competes in the market today. As recent global economic volatility has demonstrated, it is more important than ever that Jersey invests in optimising its business and regulatory environment to increase its competitive edge. 

    The Government will publish a report on progress in delivering the programme together with an action plan on next steps in spring 2026.

    The Government will engage regularly with stakeholders through: 

    • Industry events and “roundtable” discussions 
    • Updates at Financial Services Advisory Board meetings 
    • Briefings for States Members and Scrutiny Panels 
    • Ongoing consultation and feedback channels

    The Isle of Wight Council is seeking to expand its SEND provisions across the Island.

    The proposed additional SEND provision will help manage an increase in the number of children (with an education health and care plan (EHCP)) and ensure we are able to meet the needs of children requiring specialist provision).

    The proposed programme seeks to provide specialist education placement for additional children from September 2025 and beyond.

    Subject to approval from Cabinet on Thursday 24 April, a consultation period will begin on Friday 2 May and will run until Monday 9 June 2025.

    This report, being presented to Cabinet seeks approval to consult on the following expansion of places:

    • Expansion of places at Medina House School from 138 places to 168, with 30 places being provided at a satellite provision located at the site of the former Chillerton & Rookley Primary School, Chillerton IOW.
    • Expansion of the resourced provision at Hunnyhill Primary School from 8 places to 12 places for children for Social Emotional and Mental Health (SEMH).
    • Expansion of the resourced provision at Brading CE Primary School from 8 places to 12 places for children with Autism Spectrum (AS) and/or Complex Learning.
    • Expansion of the resourced provision at The Bay CE Primary School (Secondary site) from 15 places to 20 places for children with Autism Spectrum (AS).
    • Expansion of Lionheart School from 60 places to 120 places, with 60 places for children with complex high anxiety mental health (Non- EHCP/Section 19 children) being provided at the Cowes Primary School site, Cowes (subject to closure on the 31/8/2025).
    • Expansion of St Georges School from 208 places to 228 places, with 40 places being provided at the satellite site located in East Cowes.
    • Creation of a new 12 place primary resourced provision at Brighstone CE Primary School for children with Autism Spectrum (AS) and/or Speech Language Communication Need (SLCN).

    Ashley Whittaker, Strategic Director of Children’s Services said: ‘‘The additional SEND places are essential for us to develop and improve our education offering across the Island. Contrary to the declining birth rate, the Island has seen a significant growth in the need for additional special educational needs provision.’’

    ‘‘Without adequate support, children with SEND may struggle to access the curriculum, leading to gaps in their learning and development. This can result in lower academic achievement and hinder their ability to develop essential life skills

    Should we move ahead to consultation the notices will be published on Friday 2 May. The consultation will be accessible online . Details of the consultation are to be shared with all schools across the Island to ensure a full engagement in the process and meetings held at all schools named.

  • MIL-OSI United Kingdom: Road closures announced for Vaisakhi parade

    THOUSANDS of people are due to take part in a major annual Sikh parade through Leicester later this month.

    The Nagar Kirtan procession – which marks the Sikh festival of Vaisakhi – will take place on Sunday 27 April.

    Around 10,000 people are expected to join the parade, along with thousands of spectators lining the route, which runs this year runs from the Guru Nanak Gurdwara, at Holy Bones, into the city centre and back.

    The event will require some rolling road closures, for a short time only, along the procession route.

    This year’s route is: Holy Bones (departing at around 11.30am), Vaughan Way Slip Road, St Nicholas Circle, Southgates, Friar Lane, Berridge Street, Millstone Lane, Bowling Green Street, Bishop Street, part of Granby Street, Gallowtree and High Street, returning to Holy Bones at around 2pm.

    St Nicholas Circle is due to be closed to traffic for up to three hours from 11.30am, with well signposted diversions in place. Southgates underpass will remain open to traffic during the parade.

    Motorists are advised to expect delays as the procession passes through the city centre. Advanced warning signs will be in place in the days before the event.

    Bus operators will also make any necessary adjustments as the procession passes along the route. Passengers for bus services that normally pick up and drop off in St Nicholas Circle are advised to use city centre stops while the Nagar Kirtan parade is taking place.

    Marstacimab approved to treat patients aged 12 years and above (weighing at least 35 kg) with haemophilia A or B

    As with all products, the MHRA will keep its safety under close review.

    The Medicines and Healthcare products Regulatory Agency (MHRA) has approved the medicine marstacimab (Hympavzi) to prevent or reduce bleeding in patients 12 years of age and older weighing at least 35kg with haemophilia A and B. This medicine is the first of its kind to work by targeting a protein in the blood clotting process.  

    Haemophilia A and B are inherited bleeding disorders caused by a lack of factor VIII (haemophilia A) or factor IX (haemophilia B) which are proteins required for blood to clot and to stop bleeding.  

    Some patients with haemophilia can develop factor VIII or factor IX inhibitors (antibodies in the blood that act against replacement factor VIII or factor IX medicines and prevent them from working properly). Marstacimab is used in people who have not developed inhibitors (proteins made by the body’s natural defenses) against factor VIII or factor IX. 

    Marstacimab recognises and attaches to TFPI, a protein that prevents blood from clotting too much and decreases how well it works. This promotes the formation of thrombin (a protein that plays a crucial role in blood clotting when there is an injury or damage to the body) and therefore helps to increase clotting and stop bleeding in patients with haemophilia.       

    Julian Beach, MHRA Interim Executive Director, Healthcare Quality and Access, said:

    Keeping patients safe and enabling their access to high quality, safe and effective medical products are key priorities for us.  

    This new type of treatment demonstrates our commitment to enabling access to safe, innovative and effective medicines. We’re assured that the appropriate regulatory standards for the approval of this medicine have been met. 

    As with all products, we will keep its safety under close review.

    Marstacimab is given as an injection under the skin once weekly, using a pre-filled syringe or pen. Patients or carers can inject the medicine themselves after appropriate training.  

    This approval is supported by evidence from a main study that evaluated marstacimab in 116 adults and adolescents 12 years and older with severe haemophilia A or B without inhibitors. In the study, marstacimab significantly reduced the annualized bleeding rate (ABR) for treated bleeds during the 12-month active treatment period, demonstrating non-inferiority and statistical superiority compared to routine factor-based prophylaxis.  

    The most common side effects of the medicine (which may affect more than 1 in 10 people) are headache, high blood pressure and itching (pruritus). 

    As with any medicine, the MHRA will keep the safety and effectiveness of marstacimab under close review.  Anyone who suspects they are having a side effect from this medicine are encouraged to talk to their doctor, pharmacist or nurse and report it directly to the Yellow Card scheme, either through the website (https://yellowcard.mhra.gov.uk/) or by searching the Google Play or Apple App stores for MHRA Yellow Card.

    Brazilian teak plantation investments boss banned after customers lost more than £8.5 million

    Director banned following Insolvency Service investigation into sale of investment bonds

    • Guy Conroy was a director of Green IS Group Limited and GIS Forestry Limited, which offered customers the opportunity to invest in teak trees on plantations in Brazil 

    • Conroy allowed Green IS Group and GIS Forestry to mislead their customers, breaching contractual obligations in the process 

    • At least £8.525 million was owed to investors when the companies went into liquidation in March 2022 

    The director of two companies which claimed to run teak plantations in Brazil has been banned after investors lost more than £8.5 million. 

    Guy Conroy, 57, was the director of Green IS Group Limited and GIS Forestry Limited which offered customers the opportunity to invest in teak trees on its plantations. 

    Conroy allowed the companies to provide misleading information to customers telling them their investments were secured and there were safeguards to protect their money. 

    However, at least 250 investors were owed millions of pounds when the companies went into liquidation in 2022. 

    Conroy, of Upper Richmond Road, London, has been disqualified as a company director for 11 years. 

    Ann Oliver, Chief Investigator at the Insolvency Service, said: 

    Green IS Group and GIS Forestry traded in a manner which was completely unacceptable and not in the public interest. 

    Guy Conroy was a director of both these companies. He allowed them to mislead investors who lost out on millions of pounds as a result of his actions. 

    Conroy’s conduct is not what we would expect of company directors which is why we have taken steps to remove him from the corporate arena until March 2036.

    Both Green IS Group and GIS Forestry generally sold bonds for £5,000 each with a fixed term between two and 10 years and interest rates of between 8% and 11%.  

    At the end of each bond’s term, they were to be redeemed by the companies, repaying the initial investment amount to the customer. 

    Customers thought they were buying rights to teak trees or saplings on plantations in Brazil, but the companies selling the bonds did not have the correct ownership rights. 

    No debenture over Green IS Group’s assets was ever registered at Companies House and security over GIS Forestry’s assets was only registered in October 2020 despite the company issuing bonds from December 2014. 

    Investors lost out on at least £8.525 million as a result of these investments.  

    The majority of investors were based in the UK and the largest claim from a creditor in the liquidation process was £636,000. 

    Both Green IS Group and GIS Forestry were placed into compulsory liquidation on the same day in March 2022 following winding-up petitions from creditors. 

    The Secretary of State for Business and Trade accepted a disqualification undertaking from Conroy, and his ban started on Thursday 27 March 2025. 

    It prevents him from being involved in the promotion, formation or management of a company, without the permission of the court. 

    The liquidator has also obtained records and met with Conroy and the other directors in an attempt to identify and recover company assets.

    A project to replace the skylights at Coventry Railway Station has now been completed thanks to a £600,000 investment from Avanti West Coast, Network Rail and the Railway Heritage Trust.

    The work saw all 27 skylights – which were over 60 years old – on platform 1 replaced, as well as new wayfinding signage installed throughout the station to improve the experience for customers.

    Built in the 1960s, the previous skylights were at the end of their lifespan as well as being extremely dirty with no means to maintain.

    Each new structure, which enables more natural light through, consists of eight panels that can be individually removed to be cleaned. Furthermore, access points to the roof have been installed at either end of platform 1 to ensure that the maintenance of the new skylights can be easily carried out. New energy-efficient LED lighting has been situated alongside the skylights to reduce energy consumption at the station.

    The skylights and signage work are part of an ongoing transformation at the Avanti West Coast managed station. In 2022, the £82million purpose-built new look main building and multi-storey car park with a connecting footbridge to all four platforms opened.

    Cllr Naeem Akhtar, Cabinet Member for Housing and Communities at Coventry City Council, said:

    “We welcome this latest investment in Coventry Station, which continues to build on the significant improvements made in recent years.

    “It’s great to see upgrades like these enhance the station’s architectural heritage while also meeting modern-day needs. The new skylights and signage absolutely strike that balance, helping to improve the customer experience while preserving the unique character of the station.”

    Over the last three years, the customer experience has been further improved with the opening of retail outlets in the new station building, and the installation of a new courtyard area on platform 1 for customers to use whilst they wait for their trains.

    In addition, Avanti West Coast also worked with the Railway Heritage Trust to renovate the station’s unique tiled walls, whilst also providing a more prominent display for the old steam train nameplate ‘City of Coventry’.

    Dean Duthie, Engineering and Infrastructure Director at Avanti West Coast, said:

    “Walking along Platform 1, the work has made a remarkable difference where customers will see a more vibrant look and feel from the natural light streaming through the new skylights.

    “Coventry station boasts a rich railway history and has always been an important gateway to the city. It is undergoing a huge transformation to ensure that rail customers are given the best experience possible through easy accessibility, availability of shops, simple wayfinding and a relaxing atmosphere.”

    Federica Labanca, Principal Route Engineer at Network Rail Central route, said:

    “We’re really pleased to have been able to support this fantastic station improvement project for passengers.

    “At Network Rail, we take great pride in working with our industry partners to preserve and enhance Britain’s iconic railway stations whilst making sure they meet the needs of the modern-day passenger.

    “We hope that regular station users and visitors to the city enjoy the new station experience for many years to come.”

    Tim Hedley-Jones, Director of The Railway Heritage Trust said:

    “Our twentieth century railway heritage is just as important as that dating from the nineteenth century. Network Rail and Avanti West Coast are to be congratulated on looking after this iconic Grade II listed station so well.

    “Having clear natural light and visible signage for passengers waiting for trains is an important part of the customer experience and we are pleased to have supported this work with three grant awards”.

    Homes fit for heroes: Raft of new measures to improve military family housing

    Living conditions for families in military housing will be transformed under a new Consumer Charter, as Defence Secretary John Healey promised to “stop the rot” in military housing.

    • New Consumer Charter for families in military homes, delivering on the government’s Plan for Change.
    • Measures will include higher move-in standards, more reliable repairs, renovation of the worst homes, and a named housing officer for every family – all in place before the one-year anniversary of 36,000 military homes being brought back into public ownership.
    • Pledge comes alongside the announcement of an independent, expert team appointed to help deliver a rapid Defence Housing Strategy – with work already underway.

    The Charter will be part of a new Defence Housing Strategy, to be published later this year, which will set out further plans to improve the standard of service family homes across the country.

    Under the Charter, basic consumer rights, from essential property information and predictable property standards, to access to a robust complaints system, will be rapidly introduced. These will be underpinned by new, published satisfaction figures, putting forces families front and centre.

    The wider Defence Housing Strategy – overseen by the Defence Secretary and the Minister for Veterans and People, Al Carns – will also turbocharge the development of surplus military land, creating opportunities for Armed Forces homeownership. It will further support the delivery of affordable homes for families across Britain as part of the government’s Plan for Change.

    It follows the Government’s landmark deal, completed in January, to bring back 36,000 military homes into public ownership, reversing a 1996 sale described by the Public Accounts Committee as “disastrous”, and saving the taxpayer £600,000 per day by eliminating rental payments to a private company.

    The announcement follows the Prime Minister Sir Keir Starmer’s pledge to deliver “homes for heroes” and means that under this government, support will be there for veterans at risk of homelessness. This included removing local connection tests for veterans seeking social housing, meaning as of November, veterans will have access to the housing support they need.

    Defence Secretary, John Healey MP, said:

    Our Armed Forces serve with extraordinary dedication and courage to keep us safe. It is only right that they and their families live in the homes they deserve.

    For too long, military families have endured substandard housing without the basic consumer rights that any of us should expect in our homes. That must end and our new Consumer Charter will begin to stop the rot and put families at the heart of that transformation.

    We cannot turn around years of failure on forces housing overnight, but by bringing 36,000 military homes back into public ownership, we’ve already taken greater control and are working at pace to drive up standards. This is about providing homes fit for the heroes who serve our nation, and I’m determined to deliver the decent, affordable housing that our forces families have every right to expect.

    The new Consumer Charter will include the following commitments: 

    • A strengthened move-in standard so families can have confidence that the home they are moving into will be ready on time and will be clean and functional.

    • Improved, clearer information for families ahead of a move, including photographs and floor plans of all homes when a family applies for housing.

    • More reliable repairs, including an undertaking to complete urgent repairs within a set timeline consistent with Awaab’s Law, and a new online portal for service personnel to manage repairs.

    • Raising the minimum standard of forces family housing with a new programme of works targeted at the worst homes, with up to 1,000 refurbished as a downpayment on the broader programme of renewal to be set out in the Defence Housing Strategy.

    • Better and clearer communication for families, including a named housing officer for every service family who they can contact for specific housing related queries.

    • A new, simpler complaints process that will shorten the process to two stages in line with industry best practice, so that service personnel and families have a quicker resolution, backed up by the new Armed Forces Commissioner.

    • Modernising policies to allow more freedom for families to make improvements, giving them a greater sense of pride in their homes.

    These improvements will be in place by the one-year anniversary of the announcement to buy back military homes last December, with final detail to be set out in the Defence Housing Strategy following consultation with military personnel and their families.

    Many of the commitments in the Charter will be achieved by driving better performance – and better value for the taxpayer – from existing suppliers of maintenance and support for service family housing.

    The new standards will be underpinned by new published customer satisfaction measures and enhanced accountability so families can have confidence in the improvements being made. This will sit alongside an independently conducted stock survey, as recommended by the Kerslake review of military housing which was published last year.

    The Defence Housing Strategy will be driven by an independent review team whose members have been announced today, and which will be chaired by former Member of Parliament and housing expert Natalie Elphicke Ross OBE, drawing on expertise from industry and forces families.

    In the meantime, the Defence Secretary and the Minister for Veterans and People have instructed the MOD to immediately plan improvements for the new Consumer Charter, as part of a short-term action plan to enhance the family homes after years of neglect.

    Our pride in our armed forces must include pride in our military homes. Delivering better housing, boosting home ownership opportunities for service personnel and improving the experiences of service families will be at the heart of our work.

    David Brewer, Chief Operating Officer of the Defence Infrastructure Organisation, said:

    We are dedicated to making changes that will bring real improvements to the lives of families living in military homes and the plans set out in the new charter are an important step towards doing this.

    The advisory team, announced today, brings together an exceptional group of individuals, who through their expertise and experience will help ensure our housing strategy maximises benefits, not just to families living in military homes, but to communities and industry more widely.

    Background

    The members appointed to the Defence Housing Strategy review team are: 

    • Chair, Natalie Elphicke Ross OBE, Director and Head of Housing at The Housing & Finance Institute. Previously Natalie chaired the New Homes Quality Board on standards and redress for customers of new build homes, co-chaired the Elphicke-House Report 2015 on the role of local authorities in housing supply and served as an expert adviser on the development of the national strategy for estate regeneration. A former law firm partner specialising in housing finance, Natalie’s experience includes advising central and local governments, lenders, developers and housing associations on financing, structuring and delivering homes across all tenures.

    • Bill Yardley, Chair of McCarthy Stone Shared Ownership Limited.     Looked After Children Statistics were published on 22 April 2025. These statistics cover data collected from local authorities in Scotland on looked after children and care leavers, for the reporting year 01 August 2023 – 31 July 2024.

    Key findings include:

    • On 31 July 2024, 11,844 children were looked after – down 2% since 31 July 2023 (12,084) and down 24% since 2013-14 (15,600).
    • A total of 2,313 looked after children were looked after at home on 31 July 2024. This accounts for 20% of looked after children. The most common placements away from home were kinship care (35%), foster care (32%), and residential accommodation (11%).
    • During 2023-24, 3,105 children started to be looked after – down 1% since 2022-23 (3,133) and down 28% since 2013-14 (4,295).A total of 3,398 children ceased to be looked after during 2023-24 – down 3% since 2022-23 (3,494) and down 28% since 2013-14 (4,696). 
    • Just over half (54%) of looked after children have a home address in one of the 20% most deprived areas in Scotland, whereas 3% were from one of the 20% least deprived areas in Scotland.
    • During 2023-24, 967 young people aged 16 years or over ceased to be looked after and were eligible for continuing care. Of these, 33% (315) entered continuing care.On 31 July 2024, 1,115 young people were in continuing care. This is 22% of those who were eligible for continuing care at the time of ceasing to be looked after (4,985). 
    • On 31 July 2024, an estimated 9,369 young people were eligible for aftercare services.4,454 (48% of those eligible) were receiving aftercare services – up 7% on 31 July 2023 (4,151).

    This report is part of the Children’s Social Work Statistics publication series. The data used to produce the statistics was collected from 32 local authorities across Scotland. The figures refer to the reporting year 01 August 2023 to 31 July 2024.

    Looked after children are defined as those in the care of their local authority (Children Scotland Act 1995). There are many reasons children may become looked after including: facing abuse or neglect at home; having disabilities that require special care; unaccompanied minors seeking asylum, or illegally trafficked into the UK; or involvement in the youth justice system.

    Almost half of Scots say reaching net zero will improve their quality of life.

    Almost half (44%) of Scots think that reaching net zero by 2045 would improve their quality of life – compared to just 1 in 10 who think it would make it worse –  according to new official statistics published for the first time today.

    The Scottish Climate Survey also found that almost three-quarters of those surveyed (72%) feel climate change is an immediate and urgent problem and almost all households have experienced a severe weather event in the past 12 months. 

    More than 4,000 adults across Scotland shared their views on a range of climate-related issues, including transport, nature, preparing for the impacts of climate change and home energy.

    The survey found that a third of households (33%) were finding it difficult to afford their energy bills whilst more than four in ten (42%) said they were having to cut back spending on food and other essentials to spend more on energy bills.​

    People were also asked about their overall views on climate change and the impact of the transition to net zero. Almost half of adults (46%) reported feeling worried about climate change – with one in ten (11%) saying that their feelings about climate change had a negative effect on them most of the time.

    Acting Minister for Climate Action, Alasdair Allan, said: “The findings from this survey highlight that people recognise the benefits that reaching net zero by 2045 will bring.

    “However, if we are to persuade people to back climate action wholeheartedly, we must speak not only of the costs and challenges but also demonstrate clear and direct household and community benefits where possible.

    “Whilst the powers over energy price setting and regulation are reserved, we continue to prioritise support for the most vulnerable households through access to long-term, sustainable measures with our energy efficiency programmes. We are also calling on the UK Government to introduce targeted energy bill discounts to support those who need it most.

    “Scotland is now halfway to net zero and continues to be ahead of the UK as a whole in delivering long term emissions reductions. However in order to reach our target, we need to work together more effectively, at all levels of Government and beyond – and the findings from this survey help demonstrate that Scots not only understand the seriousness of the climate crisis – but want to see action.

    “That’s why we will continue to drive climate action that is fair, ambitious and effective at addressing the scale of the emergency which faces us.”

    The 231 pensioners in York who claimed Pension Credit since December 2024 are now an extra £7,000 a year better off.

    Following publicity campaigns to encourage eligible people to claim, 231 applications were made from December 2024 to February 2025 by residents over State Pension age and who are on a low income. They are now directly benefitting from a total extra £1,790,736 a year, from Pension Credit and linked benefits.

    Of the total £1,790,736 now being paid yearly to those York residents, £338,866 was for backdated claims and £49,200 was for Winter Fuel Payments. Estimates suggest that the value of these awards over the estimated life expectancy of the claimants, could add up to over £10,638,000.

    One successful claimant from York said:

    I now have Pension Credit and Council Tax Support and couldn’t feel happier – it is so lovely. I wouldn’t have known what to do or that this would be possible without Age UK York and the Carers’ Centre helping me. Thank you so much.

    This is part of an ongoing campaign in partnership with organisations including Citizens’ Advice York, Older Citizens Advocacy York (OCAY), Age UK York and the Carers’ Centre to make sure residents claim all the support available to ease financial pressures, particularly with recent increases to energy and water bills.

    To be able to make a claim, residents must be over State Pension age and on a low income. Pension Credit tops up:

    • weekly income to £227.10 for single people
    • joint weekly income to £346.60 for those with a partner

    People with a higher income might still be eligible for Pension Credit if they have a disability, care for someone, have housing costs or have savings.

    Cllr Katie Lomas, Executive Member for Finance, Performance, Major Projects, Human Rights, Equality and Inclusion at City of York Council, said:

    Last autumn, government data showed that around 1,600 York households were missing out on Pension Credit. We contacted those they had details for, advising them that they might be eligible and offering advice and support to apply for it.

    “Of the 470 we contacted, 231 have successfully applied and together, are £1,790,736 a year better off.

    “We are continuing our campaign and will be letting more people know they could be missing out and how to apply. If you haven’t claimed yet, it’s really worth doing so. Help to make your claim is available for a share of over £1 million remaining unclaimed by York residents.”

    We recognise the challenges faced by too many older people, both here in York and across the country, with 34% of pensioners feeling less financially secure than a year ago and over 450,000 in our region having to cut back on heating or powering their home.

    Portsmouth City Council is pleased to announce the return of Repair & Ride sessions for everyone in Portsmouth in 2025. Residents can learn the basics of cycle maintenance through a series of informal, hands-on workshops suitable for adults of all ages and abilities.

    At each session, experienced bike mechanics from The Pompey Cycle Hub will teach residents the essential skills to keep their bikes in tip-top condition throughout the year. These workshops aim to make cycling more accessible and affordable for everyone – especially people who want to cycle more often for exercise or to get to and from work but struggle with basic maintenance skills and the cost of repairs.

    Residents can learn about the equipment needed for repairs and how to use tools they may already have at home. They’ll also learn the basics of cycle maintenance, how to complete pre-ride checks, understand how to make simple repairs to gears and brakes, and how to fix simple issues while out and about.

    The flexible workshops allow residents to book all five sessions or mix and match as stand-alone units to fit their schedules. It’s hoped that the sessions will help people learn and develop lifelong skills, leading to more people choosing to cycle and thereby encouraging more active lifestyles and improved physical and mental health.  More people choosing to cycle also helps create cleaner air, and safer, less-congested roads in our city.

    There will be two rounds of sessions in 2025, with each round including five sessions focusing on different aspects of cycle maintenance.

    The first will take place on Fridays between 6pm and 8pm at Stacey Community Centre in Copnor, from May to July 2025, with further sessions available later in the summer. The council is also planning ‘pop-up’ sessions throughout the city, including some at Southsea Skatepark and at local schools.

    Cllr Peter Candlish, Cabinet Member for Transport at Portsmouth City Council, said: “These workshops are a fantastic opportunity for residents to learn essential bike maintenance skills, making cycling more accessible and enjoyable for everyone.   • MIL-OSI United Kingdom: Experts a whisker away from discovering secrets of hippo’s facial fuzz

    Museum experts in Leeds are bristling with excitement after their resident hippo’s fabulous facial hair was studied during new research into the inner workings of whiskers.

    Analysis recently carried out at the Leeds Discovery Centre saw curators comb through their vast collection of historic taxidermy, including century old stuffed hippo Billie, to explore exactly how the number and placement of their whiskers help animals sense the world around them.

    The study is believed to be the very first time hippopotamus whiskers have ever been examined in such detail, and could lead to better knowledge about the aquatic giants and the way they utilise their hundreds of tiny tactile hairs.

    The project saw the Discovery Centre, which is home to more than 6,000 taxidermy mammals, host sensory biologist Dr Robyn A Grant. During the visit, Dr Grant got an up-close look at Billie, a former resident at London Zoo, who was once among the attraction’s biggest stars in the late 1920s.

    Acquired by Leeds Museums in 1938, Billie has recently undergone an extensive refurbishment to restore him to his original condition, making him an ideal subject for an in-person study.

    Dr Grant said: “Whiskers are present on most mammals, and act as amazingly sensitive touch sensors. In my research, I try to understand the diversity of whisker numbers and arrangements across mammals.

    “We can see that some large aquatic species, like hippos, walruses and manatees have hundreds of very small whiskers. While walruses and manatees have been studied a little, hippo whiskers have never been looked at.

    “So, we are looking at hippo whiskers for the very first time. Working with zoos and museums such as Leeds Discovery Centre, we are trying to understand how the whiskers are arranged, and what the animals use them for.”

    Found on most mammals, whiskers, also known by their scientific name vibrissae, are extremely sensitive, coarse hairs usually located on the face, which are used to sense the surrounding environment.

    Many older taxidermy specimens are missing their whiskers due to age or bad craftsmanship, but examples in the Leeds collection still sporting impressive facial hair include chinchilla, harp seals and coypu, a large South American rodent.

    Many of the taxidermy mounts in Leeds were collected in the early 20th century, when deceased animals were often purchased by taxidermists before being stuffed and mounted.

    Sarah Burhouse, Leeds Museums and Galleries curator of natural sciences, said: “We’re delighted that Billie and our collection have been able to support such a fascinating research project, which could help our understanding of how hippos and other animals use whiskers to interact with their environment.

    “It also demonstrates how important taxidermy collections like ours can be, enabling researchers to study creatures and aspects of their anatomy up close in ways which could be impossible, or even dangerous, with a live animal.

    “It’s amazing that these specimens, some collected more than a century ago, can still tell us so much about the natural world and help inform our understanding of how we can protect vulnerable species today and in the future.”

    Leeds Discovery Centre is home to more than a million objects which span tens of millions of years of world history.

    Councillor Salma Arif, Leeds City Council’s executive member for adult social care, active lifestyles and culture, said: “Leeds has a truly impressive museums collection and it speaks volumes that it can still be used to support and inform modern-day research projects like this.

    Holyrood politicians must not legitimise the hateful policies of the far right ahead of the 2026 election, warns Scottish Green Co-Leader Patrick Harvie MSP.

    Mr Harvie said:

    “Instead of opposing and challenging the ideas of the far right, the truth is too many in politics have tried to defeat them by imitating them, no matter how many times this tactic fails.

    “Across the world, we have seen centrist politicians usher in more brutal immigration systems, water down environmental policies, and stigmatise minorities, but the result has only given more political space to the far right.

    “You can’t beat the far right by acting like them; legitimising their toxic rhetoric simply makes them louder and draws more media attention.

    “In Germany we’ve seen the AfD legitimised by mainstream parties who have pandered to them on immigration; in the US the Democrats have stuck to a broken status quo rather than offering a radical alternative to Trump and the far right. And here in the UK, Labour and the Tories have plummeted in the polls despite fawning to Trump and trying to copy Reform’s hostility to asylum seekers, their anti-European stance, their transphobia, and so much else.

    “Mimicking the hateful and authoritarian policies of the far right is not just a politically bad strategy, it’s morally wrong. People across Scotland need real change to improve their lives in the face of a broken economic system that is entrenching inequality.

    “We need real investment in public services, action to lower daily costs like energy, rent, and bus and train fares. Most urgently we need to make sure that action to tackle the climate emergency works for people and communities, not for the super-rich who have raked in the profits while causing the greatest threat our society has ever faced.

    “The Scottish Greens are standing our ground as a party that will always put people and planet before profit; I hope that this week’s summit can change the tune of politicians so that, ahead of 2026, we can discuss building a fairer, greener Scotland for all.”

    The wealthy should pay more to fund local services.

    Scottish Green MSP Ross Greer has lodged proposals for Scotland’s first Council Tax revaluation in over 30 years.

    The current Council Tax system is based on property values from 1991. As a result, most people are now in the wrong band.

    Many of those living in smaller and less valuable homes currently pay more than they should. Conversely, the richest people living in the largest properties often pay far less than they would if accurate property values were used.

    The Scottish Greens are confident that the proposal, which is being made as an amendment to the upcoming Housing (Scotland) Bill, would not only make the system fairer, it could also raise vital funds for local services like schools and social care.

    If the amendment is passed, a revaluation exercise would be completed by 1st April 2029. Measures have been included to support those on low and fixed incomes.

    Mr Greer said:

    “The Council Tax is based on property values from before I was even born and as a result, it is now completely broken. We wouldn’t tolerate most people paying the wrong rate of income tax, but that is exactly what has been allowed to happen here after 34 years.

    “The wealthiest people in the most valuable houses are getting off with an absolute steal. They pay far less than they should, whilst far too many ordinary households pay much more.

    “It may sound dry, but the Council Tax is crucial to funding schools, social care, bin collections and other local services. It should never have been allowed to become this completely broken.”

    Mr Greer added:

    “This system was a quick and dirty replacement for Thatcher’s hated Poll Tax. Everyone has agreed for years that it must be replaced completely. Despite this, the Scottish Government has lacked the courage to actually make that change.

    “The Scottish Greens have made some important changes recently, including doubling Council Tax for second homes to help tackle the housing crisis. However, we know that total reform is urgently needed. That can’t happen without ditching the 1991 property valuations and bringing the system into this century.

    “Those with the broadest shoulders and in the biggest houses should be paying more than those less privileged to fund the local services we all rely on.”

    Council Tax reform is championed by the Tax Justice Scotland network, whose members include Oxfam, the Scottish Trade Unions Congress, the Church of Scotland and the Scottish Women’s Convention.

    The Institute for Fiscal Studies described Scotland’s Council Tax as ‘ripe for reform’ in a report published earlier this year.

    Plans are in place for a victory parade if Liverpool Football Club wins the UEFA Champions League Final on Saturday.

     If Jurgen Klopp’s team triumph, the City of Liverpool will formally invite the club to hold a victory parade on Sunday 2 June.

     The date has been requested by Liverpool Football Club.

    Due to the major logistical challenges needed to arrange a parade of this scale, the announcement is being made in advance so residents and businesses in the city can prepare.

    The Champions League parade would take place when Liverpool is staging two major events – River Festival Liverpool and the Bordeaux Wine Festival – which are already expected to attract tens of thousands of people to the waterfront.

    It would start at 4pm, and would see the Liverpool FC team parade their newly acquired trophy on an open top bus, along Liverpool’s UNESCO World Heritage Waterfront.

    The route starts at Allerton Maze and will travel north bound on Queens Drive towards the Fiveways roundabout and Rocket flyover. From there it will journey along:

    • Queens Drive
    • Mill Bank
    • West Derby Road
    • Islington
    • Leeds Street
    • The Strand
    • Route finishes at Blundell Street

    The River Festival Liverpool event would start earlier than advertised on Sunday to accommodate a parade – around 10.30am.

    Mayor of Liverpool Joe Anderson said: “Anyone who is a football fan can’t help to have been impressed by Liverpool’s performance this season – whatever their allegiance. The twists and turns have kept us all gripped and as a result it is going right down to the wire. We can’t wait until the result to plan for a parade because it is a complex logistical challenge with many partners involved and simply can’t be organised overnight.

    “Whichever team you support, there is no doubting the positive impact sporting success for each of our clubs has on the city, not just economically but also in terms of a feel-good factor. It rightly generates huge pride and attracts massive international attention. If the Reds win, they will receive a well-deserved heroes’ welcome and we will put on a show to make the city proud.

    “Even though the Champions League parade would potentially take place on an already busy day in the city, we are working closely with LFC, Merseyside Police, and our travel partners to ensure that all events taking place on June 2 run smoothly and safely so everyone can enjoy our city, and everything it has to offer.”

    The parade is expected to attract hundreds of thousands of people, so the city council is issuing key advice for fans:

    • Use the full length of the route. The open top bus won’t be stopping so take advantage of the full length of the route from Queens Drive all the way to The Strand.
    • Decide which part of the route you want to wait at and arrive in plenty of time.
    • Be patient – it is impossible to predict how long it will take the team bus to travel along the route.
    • Due to the number of people coming in to and out of the city, there will be significant demands on public transport, with queuing likely.

    Motorists are advised that the city centre is expected to be extremely busy, and with this in mind they should plan their journeys in and out of the city carefully.

    As crowd volumes increase, it is expected that there will periodic closures of the Queensway Tunnel, as the parade passes close by, and an extended closure of the dock branch exit.

    Superintendent Paul White, said: “In the event of the parades taking place there will be a large number of police officers on the streets throughout the city, who will be providing a reassuring presence and making sure fans can enjoy the parades in safety.

    “The parade route has been planned to give residents the opportunity to celebrate Liverpool’s success. Road closures will be put in place by Liverpool City Council in order to allow the parades to take place. This will ultimately cause some disruption to local traffic and public transport routes. Despite this, the intention is to keep disruption to a minimum so fans, locals and visitors can enjoy the events and explore Liverpool safely and freely.

    “Those intending to go tare advised to use public transport and to check timetables. Motorists are advised to check road closures and available parking prior to the events.”It is expected there will be significant disruption around the parade route travel advice is available at www.merseytravel.gov.uk  to help spectators, workers and residents plan their journeys in advance.

    Key points include:

    • Consider walking, cycling or use public transport wherever possible.
    • Be prepared for some changes to services, particularly for bus due to delays and diversions.
    • Allow time for and plan your journey. The transport network is expected to be very busy before and after the parade.
    • Check timetables – be prepared for some changes to services, particularly bus for which some diversions will be in place.
    • The Mersey Ferries are a good cross river option, with regular services running between Seacombe and Liverpool – check www.merseyferries.co.uk for journey times on the day of travel.
    • Passengers travelling on the Wirral line before, during and after the parade should get on and off at Liverpool Central, and Northern Line passengers should use Moorfields. These stations are best set up to manage significant numbers of people.

    Wayne Menzies Merseytravel’s Head of Rail and Chair of the Major Events Transport Board, said: “Liverpool will be extremely busy and through the sheer volume of people and the need for road closures, there will be disruption to the transport network. Both parade-goers and people needing to get home from work need to be aware of that and plan ahead, also keeping an eye on the latest travel information.

    “We have been working closely with Liverpool FC, transport operators, Liverpool City Council, Merseyside Police and other partners to ensure that we are doing all we can to help people get to the parade and home again safely.”

    The City and Family Immunisation & Travel Specialists (FITS) Clinic have partnered together to provide a satellite “pop-up” travel immunisation clinic for the wider Greater Bendigo community on Monday May 26 at the Strathdale Community Hub.

    City of Greater Bendigo Acting Manager Community and Environment Sue Harrison said the satellite clinic will specifically provide local access to BCG (Bacillus Calmette–Guérin) vaccine, a live vaccine used to prevent tuberculosis (TB) particularly in babies and young children, without the need to travel to Melbourne.

    “These types of immunisations are recommended for those travelling to countries with a high incidence of tuberculosis,” Ms Harrison said.

    “People living in regional Victoria normally need to travel to Melbourne to get their travel immunisations as this service is not offered in regional Victoria.

    “So this is a fantastic opportunity for parents with young children who are intending to travel overseas to these countries in the future, to receive the necessary travel vaccines in Greater Bendigo.

    “FITS is Victoria’s largest private travel clinic for kids, comprising a team of paediatricians and immunisation nurses who specialise in travel medicine and immunisation and there will be costs associated with receiving the BCG vaccine.

    “Families will also have access to the free, regular National Immunisation Program and flu vaccines provided by the City of Greater Bendigo at the satellite clinic in Strathdale.”

    The clinic will take place between 9am and 4pm on Monday May 26 at the Strathdale Community Centre, 155 Crook St, Strathdale.

    Patients must obtain a referral from their own doctor to attend the clinic and must book online as soon as possible.

    Statement from Commissioner of Police, Grant Stevens:

    The death of Brevet Sergeant Jason Doig has had a profound impact on his family, the community and every member of South Australia Police.

    This is particularly so amongst his colleagues in the South-East of the state where his loss is still deeply felt. Jason was a valued friend and colleague to many. He was also a respected member of the local community.

    Jason’s death has also tragically highlighted the dangers frontline police face serving the community each day.

    Police officers start their shift not knowing what their day will entail or what possible dangers they may face, but they confront each tasking knowing that danger is ever present.

    While police are highly trained for all operational situations, unfortunately, more and more taskings now involve mental illness and have the potential to escalate, just like the incident that claimed Jason’s life.

    This fact is not lost on every police officer involved in serving their community.

    Jason’s family has been kept apprised of the discussions between the Director of Public Prosecutions (DPP) Martin Hinton KC and counsel for the man charged with Jason’s murder and the attempted murder of Sergeant Michael Hutchinson. They were advised last month of the decision taken by the DPP and his reasons that the accused’s mental state was such that he was mentally incompetent at the time of the incident.

    While the Supreme Court will now decide his custodial future, it is important to that note the offender has taken responsibility for his actions and admitted he committed the violent acts he was charged with.

    South Australia Police appreciate the significant consideration this matter has been subject to.

    Regardless of the outcome of this tragedy, it will be of little solace to Jason’s family, friends and colleagues who still mourn his senseless loss.

    The City is offering a low cost, four week Women’s Self Defence and Situational Awareness Group program designed for women aged 55 plus to promote positive ageing in a fun, safe, and empowering space where they can connect and learn together.

    City of Greater Bendigo Community Partnerships Acting Manager Nikki Williams said the program is subsidised by the City and will be delivered by local self-defence school Ova it.

    “The program blends Brazilian Jiu-Jitsu-based techniques with practical situational awareness strategies and will equip participants with skills that focus on using leverage, timing, and energy efficiency,” Ms Williams said.

    “These are techniques that work for all ages and abilities, recognising and assessing risk in different environments and setting boundaries using verbal and psychological strategies.

    “Learning self-defence can empower people. It decreases fear and anxiety and increases confidence, sense of self-efficacy, and self-esteem and helps you feel stronger and more confident in your bodies.”

    Classes will take place each Thursday from 5.15pm to 6.15pm. There will be two groups one starting on Thursday May 8 and running each Thursday until May 29 and the other starting on Thursday June 26 and running each Thursday until July 17.  

    Participants must commit to a course of four sessions.

    The cost of each session is $5 per person payable on the day via cash or EFTPOS.

    UK Indo-Pacific Minister visits Cambodia to strengthen ties

    UK Minister for the Indo-Pacific Catherine West MP visits Cambodia to advance shared interests and boost cooperation.

    The UK and Cambodia are collaborating to advance climate initiatives and promote sustainable development.

    This includes at Techo International Airport in Kandal Province, Cambodia, where British architecture has gained international recognition for its innovative approach to green airport design.

    The airport, designed by British firm Foster + Partners, will be visited today (22 April 2025) by UK Minister for the Indo-Pacific, Catherine West MP, who is in Cambodia this week to strengthen ties between the two nations and promote economic growth, climate resilience, and security cooperation.

    The Minister will meet with H.E. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, and senior officials from Cambodia’s Ministry of Economy and Finance and the Council for the Development of Cambodia. Their discussions will cover expanding trade opportunities, advancing climate initiatives, promoting sustainable development, and enhancing regional security.

    UK Minister for the Indo-Pacific, Catherine West MP, said:

    Free breakfast clubs roll out as costs for families cut by £8,000

    Thousands of children to attend free breakfast clubs across the country today, as government delivers its manifesto commitment and promise to working families

    School mornings just got easier for families across the country as 750 schools open breakfast clubs today, offering 30 minutes of free childcare, a healthy start for kids and a little more breathing room before the school bell rings.

    Parents will be supported with additional time at the start of the day to attend appointments, get to work on time and run errands. In total, this means parents will be able to save up to 95 additional hours and £450 per year if their child attends free breakfast clubs every day. 

    This amount rises to a saving of up to £8,000 every year when combining the free breakfast clubs with further support through the expansion of government-funded childcare and new school uniform cap on branded items.

    With the cost of everyday essentials stretching budgets, these clubs will be a lifeline for working families simply trying to get by. When you’re raising a family, every penny counts and that’s why the government is stepping in to ease the pressure and put money back in parents’ pockets.

    No matter the postcode or the pay packet, every child deserves the same chance to thrive. That’s the principle behind this rollout — real support for families in every corner of the country, so no one is left behind.

    These clubs sit alongside action to tackle the cost of living, with inflation falling for two months in a row, wages growing faster than prices and fuel duty frozen. Together, they show the Plan for Change is delivering for working families.

    As a parent, I know that the combined pressures of family life and work can often feel impossible to juggle. That is why our manifesto promised to make parents lives easier and put more money in their pockets with free breakfast clubs.     Free breakfast clubs are a central part of our Plan for Change. At a time when there is so much pressure on families, they provide real help with the cost of living and ensure children start the day with a nutritious meal. 

    On top of the hectic school run, parents should not have to worry about how to balance work and getting their children fed and ready for school. These clubs will break down barriers and help children settle in, focus and get the most out of their learning.

    We are delivering on our promises and giving every child the best start in life while making sure families get the support they need, wherever they live.

    According to new government data, parents are also motivated to take up free breakfast clubs because of the improvements they can have on their wellbeing.

    Many see them as is an opportunity to socialise with other children before school (30%) and spend more time doing the activities they enjoy (28%) – offering a supportive start to the day that leads to better behaviour, and better life chances.

    The rollout delivers on the government’s manifesto promise to ensure state schools offer free breakfast clubs to all pupils; while supporting its Plan for Change milestone to ensure tens of thousands more children start school ready to learn.

    Victoria Taylor, mum of two children aged 5 and 7, said:

    For me, free breakfast clubs provide vital support, meaning I can get into work a little easier and ensure my two kids are settled and ready to learn.

    I’m a primary school teacher, so early mornings are a must however I try to not let my busy schedule dictate the pace of mornings.

    Taking my children to breakfast clubs means I know they are fed, ready to start the day and emotionally regulated – the commitment to rollout nationally will make the world of difference for working families.

    The UK is set to deepen defence and security ties with New Zealand as the Prime Minster strengthens alliances abroad to protect Britain’s national interest.

    The UK is set to deepen defence and security ties with New Zealand as the Prime Minster strengthens alliances abroad to protect Britain’s national interest.

    Prime Minister Keir Starmer will host New Zealand Prime Minister Christopher Luxon this morning, with the leaders visiting the training of Ukrainian forces by the UK and New Zealand military as part of Operation Interflex. The visit follows the two leaders meeting at the Commonwealth Heads of Government Meeting in Samoa last year.

    New Zealand trainers have worked alongside British counterparts to help train more than 54,000 soldiers on Operation Interflex, and New Zealand are expected to today confirm that they will extend their support for the initiative in the UK until the end of the year.

    In addition to their support for training Ukrainian troops, military planners from the New Zealand Defence Force are contributing to the latest thinking and plans for post-conflict support for Ukraine through the Coalition of the Willing.

    Prime Minister Starmer will also announce UK contracts worth £30m for drones produced by SYOS Aerospace, a New Zealand uncrewed vehicle manufacturer based in Hampshire to support Ukraine.

    The contract has created 45 jobs at the manufacturing facility based in Fareham, Hampshire, and supports a further nine UK based companies with subcontracts – delivering on the government’s Plan for Change through both growth and security.

    During the visit to see the training first hand, the leaders are expected to discuss plans to further step up defence and security cooperation, with defence ministers being instructed to work on a new joint defence partnership between both countries to ensure the relationship is fit for the twenty-first century.

    The new arrangement, which will succeed the one signed in 2015, comes after both the UK and New Zealand increased defence spending to 2.5% and 2% of GDP respectively. It will also recognise the vital partnership between the UK and New Zealand in upholding stability and security across Europe, the Middle East and the Indo-Pacific.

    That includes through the involvement of Royal New Zealand Navy frigate, HMNZS Te Kaha, which will join the UK Carrier Strike Group, which leaves Portsmouth today, in the Indian Ocean.

    Prime Minister Keir Starmer said:

    “Only by working with our friends and allies and protecting our national security will we be able to deliver on our Plan for Change, putting money back in the pockets of working people through highly skilled jobs – such as those we have announced today – a strong and resilient economy, and greater opportunity.

    “From the beaches of Gallipoli, to the vital work we have been doing together on Operation Interflex and our support for Ukraine, the UK and New Zealand have stood shoulder-to-shoulder for generations in pursuit of peace and stability.

    “As the world becomes an increasingly dangerous place, I am proud how much we are doing together to support our national and economic security – stepping up our defence spending, deploying our navies together in the Indo-Pacific, and continuing our work to put Ukraine in the strongest possible position to deter an increasingly aggressive Russia.”

    Following the visit to Interflex training in the South West of England, the leaders will return to Downing Street to discuss how both countries can work together to drive growth, deliver on the government’s Plan for Change, and put money back in the pockets of working people.

    That will include increasing ambition on free and open trade, including through the global Comprehensive and Progressive Trans-Pacific Partnership and New Zealand and the UK’s landmark Free Trade Agreement.

    Total trade in goods and services between the UK and New Zealand was £3.6 billion in 12 months to September 2024 an increase of 5.3%, or £179 million in current prices, from 12 months leading up to September 2023. 

    It comes after Scottish firm Emergency One won a global competition to supply emergency vehicles to Fire and Emergency New Zealand (FENZ). Through the ten-year contract, East Ayrshire based Emergency One will replace 186 vehicles for New Zealand’s first responders, supporting 25 new jobs in Scotland.

    The UK and New Zealand are also deepening collaboration in the agriculture technology sector. A new Investor Partnership deal will see New Zealand investment in British small and medium enterprises to develop cutting edge equipment supporting growth, farming sustainability and food security.

    overnor Kathy Hochul is promoting work zone safety by urging all drivers to slow down, stay alert and follow New York State’s Move Over Law to protect roadside workers and other motorists. As construction season kicks into high gear statewide, these efforts highlight National Work Zone Awareness Week — which is celebrated from April 21-25, 2025 — and the national theme: “Respect the zone so we all get home.”

    “Every roadside worker deserves to return home safely at the end of their shift,” Governor Hochul said. “We’re asking all drivers to do their part by reducing speed, eliminating distractions and staying vigilant in work zones so that our hard-working and dedicated roadside workers are safe. A few extra seconds of your time and attention can save a life.”

    In 2024, there were more than 156 crashes in Thruway work zones resulting in one fatality and 30 injuries. Distracted driving, following too closely, an unsafe lane change or disregarding traffic warning signs caused the majority of the crashes. In addition, two Thruway Authority employees died and another was seriously injured in separate incidents while working on the New York State Thruway. In its 70-plus year history, 22 Thruway employees have been killed while on the job.

    In 2024, there were 322 intrusions in New York State Department of Transportation (NYSDOT) work zones. These intrusions resulted in the deaths of two drivers who entered the work zones and 138 additional injuries to highway workers and the traveling public. A total of 58 members of the NYSDOT family have died on the job across New York State, dating as far back as 1939.

    Throughout National Work Zone Awareness Week, the New York State Thruway Authority and NYSDOT will be hosting awareness events, lighting digital highway signs with safety messages and sharing important safety reminders on social media platforms. In addition — at the direction of Governor Hochul — State landmarks will be illuminated in orange on Wednesday, April 23 in recognition of Go Orange Day. Drivers are encouraged to:

    • Slow down when approaching work zones.
    • Move over for all stopped vehicles including roadside workers, emergency responders and disabled vehicles.
    • Stay off phones and avoid other distractions while driving.
    • Follow posted signs and flagger instructions.

    This April also marks two years since the launch of the Automated Work Zone Speed Enforcement (AWZSE) pilot program. The pilot program was established by legislation enacted into law by Governor Hochul in 2021 which authorized a five-year pilot program run as a joint effort by NYSDOT and the Thruway Authority to enhance the State’s ongoing efforts to slow motorists down in work zones and make New York’s highways safer.

    More than 425,000 Notices of Liability have been issued statewide, with over 38,000 repeat offenders since the AWZSE program began issuing Notices of Liability in May 2023. In locations where the cameras have been present more than once, fewer Notices of Liability are being issued, meaning that people are slowing down when cameras are present.

    Fines through the pilot program are issued as follows:

    • First Notice of Liability: $50 fine
    • Second Notice of Liability: $75 fine if within an 18-month period of first violation
    • Third and Subsequent Notices of Liability: $100 fine if within an 18-month period of first violation

    To further protect the workers who build and maintain roads and bridges, Governor Hochul proposed making the AWZSE pilot program permanent and increasing penalties for repeat violators in her Fiscal Year 2026 Executive Budget, in addition to expanding the program to include Metropolitan Transportation Authority (MTA) Bridges and Tunnels and New York State Bridge Authority properties. Additionally, the Governor suggested enhancing penalties for assaults against transportation workers, extending protections similar to those provided to many MTA and retail workers. These actions will improve safety for both workers and drivers.

    Beginning with National Work Zone Awareness Week and continuing through the construction season, the New York State Police and local law enforcement agencies will once again be conducting “Operation Hardhat” details to enforce vehicle and traffic laws in highway work zones. Under “Operation Hardhat,” State Troopers or local police officers are dressed as highway maintenance workers in active NYSDOT or Thruway work zones across New York, identifying and citing motorists for several violations, including disobeying flagging personnel, speeding through work zones, cell phone and seatbelt use, and/or violations of the State’s Move Over law. Last year 2,755 tickets were issued by State Police and participating law enforcement agencies during 62 deployments across the State.

  • MIL-Evening Report: Fossil fuel companies ‘poisoned the well’ of public debate with climate disinformation. Here’s how Australia can break free

    President Donald Trump has issued an executive order that would block state laws seeking to tackle greenhouse gas emissions – the latest salvo in his administration’s campaign to roll back United States’ climate action.

    Under Trump, the US has clearly abdicated climate leadership. But the US has in fact obstructed climate action for decades – largely due to damaging actions by the powerful fossil fuel industry.

    In 20 years studying attacks on climate science and the powerful forces at work behind the scenes, I’ve come to think the United States is simply not going to lead on climate action. The fossil fuel industry has so poisoned the well of public debate in the US that it’s unlikely the nation will lead on the issue in our lifetimes.

    Australia, on the other hand, has enormous potential.

    I recently visited Australia from Harvard University for a series of public talks. This nation is very close to my heart. I trained as a mining geologist and spent three years in outback South Australia, before returning to academia.

    The vacuum Trump has created on climate policy provides a chance for other countries to lead. Australia has much more to gain from the clean-energy future than it stands to lose – and your climate action could be pivotal.

    The climate crisis: a long time coming

    Scientists first warned against burning fossil fuels way back in the 1950s. When the US Clean Air Act was passed in 1970, the words “weather” and “climate” were included because scientists had already explained to Congress that carbon dioxide was a pollutant with serious — even dire — effects.

    In the late 1980s, scientists at NASA observed changes in the climate system that could only be explained by the extra heating effect of atmospheric carbon dioxide. The predictions had become reality.

    When George H.W. Bush ran successfully for president in 1988, he promised to use the power of the “White House effect” to fight the “greenhouse effect”. In 1992, Bush and other world leaders gathered in Rio de Janeiro, Brazil, to sign the United Nations Framework Convention on Climate Change. Together, 178 countries promised action to prevent “dangerous anthropogenic interference” with Earth’s climate. But that action never came.

    Trump has undoubtedly been bad news for global climate action. He makes preposterous claims about science and is dismantling the federal agencies responsible for supporting climate science and maintaining climate data.

    But the US has long failed to play its part in cutting dangerous greenhouse gas emissions. The reason for this lies largely outside the White House.

    A long-running campaign of disinformation

    The fossil fuel industry has known about climate change for as long as scientists have.

    In the late 1970s and early 1980s, scientists at Esso (later ExxonMobil) actively researched the topic, building climate models and coauthoring scientific papers.

    The scientists informed their managers of the risk of catastrophic damage if the burning of oil, gas and coal continued unabated. They even suggested the company might need a different business model – one not so dependent on fossil fuels.

    But managers at ExxonMobil made a fateful decision: to turn from information to disinformation. Working in tandem with other oil, gas and coal companies, as well as automobile and aluminium manufacturers, ExxonMobil launched an organised campaign, sustained over decades, to block climate action by casting doubt on the underlying science.

    They ran ad campaigns in national and local newspapers insisting the science was too unsettled to warrant action. They created “astroturf” organisations that only pretended to be green, and funded “third-party allies” to argue that proposed remedies would be too expensive, cost jobs and damage the economy.

    The company funded outlier scientists to publish papers claiming atmospheric warming was the result of natural climate variability. They pressured journalists to give equal time to “their side” of the story in the name of “balance”.

    Over the next three decades, whenever any meaningful climate policy seemed to be gaining traction, the industry and its allies lobbied Congress and state legislatures to block it. So, neither Democratic nor Republican administrations were able to undertake meaningful climate action.

    While people were dying in climate-charged floods and fires, the fossil fuel industry persuaded a significant proportion of the US population, including Trump, that the whole thing might just be a hoax.

    Rise up Australia

    In a matter of weeks after becoming president, Trump pulled out of the Paris Agreement to limit global warming, shut down government websites hosting climate data, and withdrew support for research that dares to mention the word “climate”.

    This has created a vacuum that other countries, including Australia, can step up to fill.

    Few countries have more to lose from climate change than Australia. The continent has already witnessed costly and devastating wildfires and floods — affecting remote areas and major cities. It’s not unreasonable to worry that in coming years, significant parts of Australia could become uninhabitable.

    Like the US, Australia has a powerful fossil fuel industry that has disproportionately influenced its politics. Unlike the US, however, that industry is based mainly on coal for export, which Australians do not depend on in their daily lives.

    And Australia is truly a lucky country. It has unsurpassed potential to replace fossil fuels with renewable energy.

    More than 15 years ago, Australian researchers in the Zero Carbon Australia project offered a blueprint for how the country could eliminate fossil fuel use entirely. Since then, renewable energy has only become cheaper and more efficient.

    South Australia has proved the point: the state was 100% reliant on fossil fuels for electricity in 2002, but now more than 70% comes from renewables.

    Across Australia, the share of renewable electricity generation is growing. Victoria, New South Wales and Queensland are vying for second place after SA.     For decades, the fossil fuel industry has told the public our societies can’t manage without fossil fuels. Large parts of Australia have proved it’s just not so. The rest of the nation can follow that lead, and model the energy transition for the world. Here’s your chance.

    If you have a child born at the start of the year, you may be faced with a tricky and stressful decision. Do you send them to school “early”, in the year they turn five? Or do you “hold them back” and send them in the year they turn six?

    Media reports refer to parents who want to “hold children back”. This is particularly the case for boys. Some parents express concerns boys may develop more slowly and school activities may favour girls.

    Our new study surveyed Australian parents to understand their reasons for sending children to school early or on time or holding them back.

    Typically, however, children born in the first part of the year can be sent to school in either the year they turn five or the year they turn six. This can lead to big age caps in a school year level.

    Public school cutoff dates are April 30 in Victoria, May 1 in South Australia, June 30 in Queensland and July 31 in New South Wales.

    A 2019 study of more than 160,000 NSW students showed overall, 26% of children were held back, although there was variation between different regions. This is much higher than in many other countries. For example, delayed entry is as low as 5.5% in the United States and 6% in Germany.

    Our research

    In our research published in Early Education and Development, we surveyed 226 Australian parents who had a choice about whether to send their child to school in the year they turned five or six. Parents were from a mix of states and recruited via social media and a variety of other media, including parenting magazines.

    We found 29% of parents intended to send their child to school in the first year they were eligible and 66% planned to start later. About 5% were unsure. Consistent with trends in other countries, parents were almost four times as likely to report they intended to start boys later than girls.

    There were five key factors guiding their decisions.

    1. Money and work

    One group of factors, which we labelled “practical realities”, meant parents were more likely to send a child on time or early.

    This included high early childhood education costs (it is much cheaper to send a child to a government school than pay for daycare) and parents’ work demands (and the benefits of regular school hours). As one parent said:

    School is a cheaper option for many parents and community preschool (which is cheaper, depending on the number of days) is not a practical option for many working families.

    2. A child’s size

    Parents also considered their child’s physical size relative to their peers. Other studies suggest parents worry smaller boys will be bullied and will struggle to demonstrate sporting prowess.

    Reflecting on this trend, one parent said:

    I would prefer that my child wasn’t starting school with children well over a year older just because other parents think boys need a bit more time to mature. They are then significantly older and bigger by then.

    3. Social readiness

    Another group of factors involved children’s social, emotional and behavioral readiness for school. This includes their ability to pay attention and sit still, follow instructions, regulate and manage emotions and show empathy and consideration for others.

    One parent sending their child to school in the year they turn five said:

    Our child will be fine […] He is able, social and confident and hopefully this will mean he will have a positive school experience irrespective of what year he starts.

    Another who chose to hold their child back suggested:

    I want my child to be introduced to formal schooling as late as possible to ensure his brain development and emotional regulation are mature enough to handle the transition.

    4. Family time

    Another set of reasons influencing parents’ decisions was a desire to spend time together with their child before formal schooling. As one parent said:

    I always hear that no one ever regrets sending their child a bit later but they often regret sending early. I can afford for her to have an extra year of preschool and time at home and that is a luxury I acknowledge not everyone has.

    5. Milestones

    Parents also looked to the future and considered their child’s age relative to peers. This included when they would be starting high school or completing teenage milestones, such as driving, drinking, managing friendships and finishing school. This might explain why rates of holding children back vary by region. As one parent told us:

    The people around me having a choice (and holding their children back) ended up influencing my choice. She [my daughter] could have started school but would have been in a peer group that had been held back.

    What about academic concerns?

    Interestingly, parents did not typically express academic concerns or motivations (such as a desire to see their child move ahead of others academically) as a factor in their decision. Indeed, as one parent said:

    I have very strong beliefs about what school readiness means and for me it is much more than just being academically ready.

    Although there is evidence older children have a developmental advantage over younger children when entering school, academic benefits dissipate over time. For example, older children do better on Year 3 and 5 NAPLAN numeracy and literacy tests, but benefits fade or disappear by Year 9.

    What does this mean?

    Our research suggests the reasons why parents start a child early or hold them back are complex – and very much based on the needs of individual families and children.

    Taken together they suggest teachers not only need to accommodate a wide range of ages starting school but a sizeable portion of families who will have “delayed” school for a variety of personal reasons.

  • MIL-Evening Report: Rates will never be enough – councils need the power to raise money in other ways

    You might have recently received voting papers for your local body elections. Going by our historically low participation rates, many of those envelopes will remain unopened.

    This is a shame, because New Zealand’s local authorities face major financial challenges that affect nearly everyone. Only by increasing democratic engagement and giving ratepayers more reason to vote will real change happen.

    Local Government New Zealand recently estimated an extra NZ$11 billion is needed over the next seven years to meet unexpected cost increases. The credit rating agency S&P Global has downgraded 18 councils and three council-controlled organisations, and given negative outlooks to three more councils.

    The auditor-general reported in February that inflation has driven up the costs of construction, insurance and debt servicing. This is putting pressure on operational expenses and capital improvements at the same time as demand for council services is increasing.

    The central government problem

    Central government supports councils primarily through grants, subsidies, shared revenue (such as from road taxes) and development contributions. But its main response to the financial stress now being felt has been to urge local governments to focus on “core tasks”, not “pet” and “vanity” projects.

    To that end, the government has introduced annual council benchmark reports that will compare rates, debt levels, capital spending breakdowns and road conditions. It is also amending in the Local Government Act to remove references to the social, economic, environmental and cultural wellbeing of communities.

    It also wants to encourage inter-council cooperation with its Regional Deals Strategic Framework and streamline resource management requirements that it believes hinder economic development.

    It is unlikely these measures will be enough. Government contributions to councils have averaged around 10% of local government operating income since 2000, not enough to meet increasing legal and infrastructure costs.

    Other OECD countries transfer significantly higher proportions of central taxes to local governments. In New Zealand, this might include central government reimbursing taxes and other revenues it captures due to local government activity (such the GST on rates).

    The government could also pick up local costs that have national benefits, such as water and wastewater capacity at prime international tourism destinations. But more fundamental reform is needed.

    Rates aren’t enough

    At the moment, councils generate about 80% of their income from general and targeted rates, with the rest coming from things such as parking fines, amenities fees and investment interest.

    This heavy reliance of rates is clearly inadequate to pay for local operational and infrastructure costs. This is despite recent court decisions giving councils more leeway to set, raise and target rates.

    But to really make a difference, councils must also be given the legal authority to raise additional revenue themselves. This could include excise taxes on petrol and visitor accommodation, sales taxes and stamp duties.

    As the recently repealed Auckland regional fuel tax demonstrated, excise taxes can be an effective way to raise funds for specific activities. The roughly $780 million it raised helped pay for the Eastern Busway ($272 million) and new commuter train cars ($330 million).

    Room or lodging levies on overnight stays in hotels, motels, campgrounds, Airbnb and other short-term visitor rentals can help mitigate the impacts of tourism on local infrastructure and services.

    In the Queenstown Lakes district, for example, a 5% levy on the estimated $413 million spent on accommodation in 2023 would generate $210 million over ten years, about 30% of the $756 million cost attributed to tourism.

    Councils could also add a small extra levy on GST in their regions, a common practice in many large American cities and counties. Or they could apply a stamp duty on things like real estate transactions as Australia does.

    Stamp duties might be a political non-starter in New Zealand. But what are known as “tax incremental districts” could be an effective way of offsetting the infrastructure and public facilities costs of new developments or economic revitalisation projects.

    These schemes work by applying incremental increases in rates during the private development of an area. Done properly, they can be useful in brownfield redevelopment sites, as well as speeding up housing developments on city fringes.

    Reinvigorating local democracy

    New taxes are rarely popular, and selling the idea of local governments levying other sources of revenue to already stretched ratepayers will be difficult. But infrastructure and other costs cannot simply be ignored and passed down to future generations.

    On top of more funding from central government, local authorities need the flexibility to creatively address their financial and infrastructure needs. The decision on whether and how they do this ultimately resides with ratepayers and electors.

    Having more authority would also create more accountability in local government, reinvigorate local democracy and encourage overall policy innovation.

    Without greater funding authority and fewer constraints on their activities, elected community representatives risk becoming mere administrators of central government policy rather than truly reflecting and shaping their electorates.

    The leader of Leeds City Council has hailed Leeds United’s return to the Premier League as “fantastic news” for the club, its fans and the whole local community.

    A 6-0 win for Leeds over Stoke City at Elland Road – coupled with a defeat for promotion rivals Sheffield United – means the Whites will be back in the top flight again next season.

    Councillor James Lewis, leader of Leeds City Council, said:

    “Leeds United’s return to the Premier League is fantastic news and, on behalf of the council, I want to send our warmest congratulations to everyone at the club.

    “As an Elland Road season ticket holder myself, I know how much promotion will mean to the fans, not just here in Leeds but right around the world.

    “Supporting Leeds has plenty of ups and downs, and days like today are a fitting reward for all those who continue to march on together in their thousands even when times are tough.

    “Leeds’s players, coaching staff, directors and the many, many unsung heroes behind the scenes at Elland Road should feel very proud of what they have achieved.

    “A special mention, of course, must go to Daniel Farke, who now stands alongside the legendary likes of Don Revie, Howard Wilkinson and Marcelo Bielsa as a manager who has guided Leeds into the top flight of English football.
