    Weekly car boot sales are returning to Southsea on Sunday 20 April, with the first sale taking place on Castle Field. The remaining dates, from Sunday 27 April, are taking place on Duisburg Way (on the common by the Pier Road roundabout, south side of Duisburg Way).

    Weather permitting, the popular car boot sales are open 7am to 1pm every Sunday until 28 September (except 29 June) and entry is free to bargain hunters, hot food and drinks will be available on site.

    Traders can arrive from 6.30am to 7.30am and all profits will go to local charities and good causes.

    Cllr Steve Pitt, leader of Portsmouth City Council with responsibility for culture, said: ‘We’re pleased to have the popular car boot sales back in Southsea this April. They complement the range of regular events that we have in Southsea and raise funds for local charities and good causes.’

  • MIL-OSI United Kingdom: Changing Futures to change futures for extra year

    A Council project that helps to improve the lives of some of Plymouth’s most vulnerable residents has received funding for an extra year of life-changing work.

    Changing Future Plymouth works in partnership with local organisations to improve the outcomes for people experiencing multiple disadvantage across the city.

    Since its inception in 2021, the programme has worked with victims of domestic abuse, people living with mental health challenges, families and individuals who have experienced homelessness, those involved in substance use, and people who have had contact with the criminal justice system.

    By co-producing activities with people who have experience using services in the city, the programme has supported culture change, trauma-informed practice, and approaches that put people at the heart of the work to support Plymouth working together as an alliance.

    Now, a combined grant of around £772,000 from the Ministry of Housing, Communities and Local Government, and the National Lottery Community Fund will allow the project to continue for a final year.

    Councillor Chris Penberthy, Cabinet Member for Housing, Communities and Cooperative Development, said: “I’m so proud of Changing Futures Plymouth which is a project which has already done exactly what it says on the tin.

    “By working with people experiencing hardship, we have been able to tailor services and support that deals with complex need in a way that a blanket approach could not achieve.

    “It is so pleasing to see this project continue to provide the type of support needed for people to re-build their lives.”

    While being delivered primarily by the Council, Changing Futures relies on expert partners including from the Zone, Trevi, Ahimsa, BTheChange, Trauma Informed Plymouth Network, Improving Lives Plymouth, and Shekinah.

    This has allowed the following interventions and services to be rolled-out:

    Peer Research Network (PRN)

    Peer Researchers have been embedded in a range of organisations, including BCHA, Gifted Women and the PCC Violence Against Women and Girls team has allowed them to provide visible and valuable lived experience presence in services, whilst influencing service improvements, promoting trauma informed workplace practices, and engaging with people using services in creative ways.

    Your Story

    This tool has been designed to enable people using services to take control of their information, share their story in a way that matters to them, and minimise the need for them to repeat their story multiple times to multiple agencies. The learnings and output from this project are supporting the new Supported Housing Hub.

    Trauma Informed Plymouth Network (TIPN)

    The Inclusion & Resilience branch of the Trauma Network has been welcoming organisations and individuals to share their experience of supporting marginalised groups for over a year. This is the latest chapter of the work done by
    Changing Futures Plymouth, with partners, to co-develop the Antiracist Taskforce and Antiracism Allyship Network. So far, over 3000 people have received Trauma Awareness training through the network

    Following the success of Howard Davis Hall opening to the public over the past couple months, Jersey Property Holdings are pleased to confirm that the hall will continue to stay open to visitors on weekends throughout April, including Good Friday and Easter Monday.

    The Hall is open 11am to 3pm on weekends and the bank holidays, until the end of April.

    Arrangements continue with Jersey Heritage to manage the hall. An update on this will be provided in the coming weeks​

    The States Employment Board, SEB, is extending the recruitment freeze in the Civil Service, which began in August last year. 

    A targeted recruitment freeze was introduced aimed at non-essential, non-frontline, and more senior posts from Civil Service Grade 11 and above for at least nine months with a pledge to review it after six months. 

    As part of the move the government has removed 1,000 unfilled vacancies, saved millions of pounds for taxpayers and prioritised frontline services for Islanders. 

    Following the promised review, the SEB have decided to extend the current recruitment freeze until the end of March 2026. 

    In addition, the scope of the freeze is being extended to include roles at Civil Service Grade 9, £53,589 pa, and above and to all non-clinical, non-teaching and non-social worker roles in HCJ and CYPES. 

    Deputy Malcom Ferey, Vice-Chair of the States Employment Board, said: “Last August we set out a plan to deliver on our commitment to curb the growth in the public service, rely less on external consultants and develop local talent in the Civil Service. 

    “Following a review and after noting the early signs that this policy is having a positive effect, the States Employment Board are extending the current recruitment freeze until the end of March 2026 and to Grades 9 and above. 

    “This government pledged to curb the growth in the size of the public sector, focus on frontline staff and develop on-Island talent rather than relying on agency workers. The policy is working, and we want to continue to reap those benefits while saving taxpayers money.” 

    The announcement comes as the SEB publishes its Annual Report for 2024 which details its achievements and how it performed against the priorities that were set for it.

    Following a ruling by a District Judge, a Council tenant has been evicted this morning (Thursday 3 April) after drug-related activities and anti-social behaviour caused misery for her neighbours.

    The Council was granted a possession order by York County Court to end the tenancy of Mandy Livesey, of 20 St Stephen’s Square, Acomb, York. This follows reports from neighbours to the Council and police about drug-taking and dealing, loud noise and arguments at the apartment, and an endless succession of visitors. The anti-social behaviour in the home and area was a continual source of disruption and concern for local people who were worried about its impact on their families.

    City of York Council officers served a legal warning of eviction (a Notice of Intention to Seek Possession) on Ms Livesey, which she breached.  

    Following complaints from neighbours and evidence of loud noise, drink and drug-taking and numerous anti-social visitors, the Council returned the case to York County Court. After considering evidence, the judge granted the Council permission to apply for a warrant of eviction.

    Council officers then evicted Ms Livesey today, advising her where she could get information on her housing options, should she need it.

    Cllr Michael Pavlovic, Executive Member for Housing at City of York Council, said: “Thank you to all the neighbours and officers involved in ending this anti-social behaviour. This much-needed home will be re-let as quickly as possible.

    “This case proves that together, we can tackle this kind of disruption and so improve the quality of life of those affected. Please report your concerns and work with us so we can take appropriate and effective action.”

    Acting Sergeant Ben Ambler of North Yorkshire Police, added: “Drug use and antisocial behaviour has a detrimental impact on the quality of life for local people. It’s unacceptable and we’ll use all the powers and resources available to us to take action against those who make other people’s lives a misery.

    “This result is evidence of our joint working with City of York Council and my thanks go to them for their work that has culminated in this eviction. I hope local residents are reassured that we will take action to tackle issues relating to drugs and anti-social behaviour and the impact these have on our communities.”

  • MIL-OSI United Kingdom: Over £12m invested to improve city’s urban infrastructure

    The Council’s investment in building and maintaining urban infrastructure has been highlighted in a new report going to Cabinet on Wednesday 9 April.

    Over £12m has been invested across Derby to deliver wide ranging improvements across the city’s green and grey urban infrastructure. This includes almost 25km of road and over 12km of pavement maintenance as we look to improve the condition of our travel infrastructure.

    The environment has been at the heart of many of these schemes as we look to build a greener, more sustainable city, including large signal replacement schemes to improve efficiency, and the continued work of our Transforming Cities Programme.

    This green push goes beyond delivering physical infrastructure. We worked to decarbonise our highway maintenance operations and employed innovative in-situ recycling techniques to reduce lorry movements and minimise waste.

    Several schemes have also improved safety on roads around the city, including traffic calming measures, School Safe Havens, and ensuring over 200 sets of traffic signals and crossings have been maintained.

    To allow further improvements over the next year, Cabinet will be asked to formally accept over £15m of funding from the East Midlands Combined County Authority and approve a £9.5m capital programme for City Region Sustainable Transport Settlement, Bus Service Improvement Plan, and Active Travel Fund.

    The City Region Sustainable Transport Settlement was allocated to Mayoral Combined Authorities following the cancellation of HS2 and would not have been accessible without the creation of EMCCA.

    The report also sets out the proposed capital programmes for a number of key strategic areas including Highways and Transport (£9.4m), Vehicle Plant and Equipment (£5.2m), Flood Defence (£0.25m), and Parks and Open Spaces (£0.3m).

    Councillor Carmel Swan, Cabinet Member for Climate Change, Transport, and Sustainability, said:

    Our urban infrastructure plays a huge part in the lives of our citizens; from the roads and paths they travel on to the parks where they relax and exercise. Over the past year we’ve worked hard to make sure these assets are in the best condition, and I am confident that this will continue over the next year.

    This isn’t without it’s challenges, and demand for new infrastructure and maintenance continues to escalate, which all costs money. However, I am delighted that funding has been offered from EMCCA to allow such works to continue.

    This influx of funding is good news for Derby. While it’s no secret that we’re navigating a tricky financial situation, I’m glad that we are still able to support these important programmes which are connecting communities, making our streets safer, and our city greener.

    By approving these programmes prior to the start of the financial year means that the schemes, projects and initiatives are delivered in the best possible way and achieve value for money.

    2025/26 will be the first year to be supported through direct investment by EMCCA, which is now the majority funder of Derby City Council’s capital programme. This investment will be subject to appropriate EMCCA strategic plans, governance, assurance and performance processes.

    A search is on for a sympathetic new owner who can revive and restore a Grade II listed mansion house in the heart of Plymouth.

    Pounds House in Central Park is in need of a new lease of life and the Council, which owns the building, has looked extensively at options but has not identified a use for it and has now decided to open up its future to other interested parties.

    Councillor Chris Penberthy, Cabinet Member with responsibility for assets said:
    “We constantly review our properties and assets to make sure they provide value in meeting the needs of our services to residents and helping us deliver priorities for the city.

    “This involves both buying and selling properties to best meet the needs of the residents we serve.

    “We have not identified a Council use for the building that would warrant large scale investment and need to focus our efforts elsewhere. It is a shame, but we need to be pragmatic and offer this as an opportunity which we hope others will grasp. We want this building to be loved for the long term.”

    The Council has a large portfolio of assets, from land to office blocks, retail parks and shops, which support the local economy and thousands of jobs. As a landowner it keeps its properties under constant review, assessing them on whether they are used, the cost of upkeep, whether it fits in with the Council’s and the city’s priorities. As well as disposing assets, it also acquires them, depending on needs of the city, its economy and its residents.

    In the last five years the Council has spent £490,787 on the property, including work to the roof and rainwater goods, security, electrical installations, gas and water hygiene inspections/testing and insurance. Removing the property from the Council’s books would remove a substantial liability for maintenance. The mansion house has been empty since 2017 and significant external work is needed.

    The future of the house has had a number of false starts. Investigation works were due to start in 2020 but were put on hold to allow the building to be used as part of the Mayflower 400 celebrations. There were further delays due to the COVID-19 pandemic. In 2021 some work carried out to address more pressing issues including repairs to very old window frames.

    The house is expected to be sold at auction in the next few months. As there is a small area around the boundary of the house that will form part of the disposal package, the Council is placing a Loss of Public Open Space legal notice in the Herald and on the Council’s website.

    Industry leaders launch new hospitality sector hiring toolkit

    Safeguarding industry experts have collaborated to launch an industry best practice ‘Better Hiring Toolkit’ for the hospitality sector.

    The Disclosure and Barring Service has collaborated with The Better Hiring Institute (BHI), along with other safeguarding industry experts, to launch a free to use industry best practice ‘Better Hiring Toolkit’ for the hospitality sector.

    The resource provides best practice advice and guidance on how to hire quickly, fairly, and safely, and to tackle modern slavery in the sector.

    BHI has collaboratively created the toolkit, alongisde DBS and experts at the Gangmasters & Labour Abuse Authority (GLAA), the Institute of Hospitality, Disclosure Scotland, and Reed Screening.

    The new toolkit – which can be accessed here – provides practical, simplified guidance to support hospitality businesses with hiring new employees by utilising UK best practice.

    It provides advice on vetting potential new recruits including checking and verifying their qualifications, as well as information for employers on their obligations when it comes to issues like modern slavery.

    Helen Chandler, Acting Associate Director of Strategy and Business Development for the Disclosure and Barring Service, said: “The Disclosure and Barring Service helps employers make safer recruitment decisions, and our collaboration with Better Hiring Institute represents important steps forward in supporting the hospitality industry in safeguarding best practice.

    “The toolkit provides guidance for employers and highlights how incorporating Basic checks into recruitment practices can be a tool to build trust, safety and reliability across the workforce.”

    Keith Rosser, Chair of the Better Hiring Institute and Director of Reed Screening, said: “I am delighted to have worked collaboratively with key bodies to provide the hospitality industry with this best practice guide to help hard working organisations who are facing multiple challenges on a daily basis.

    “The hospitality industry is vital to the UK economy and I hope that the toolkit will assist organisations to hire to the best possible standard. My thanks go to the Institute of Hospitality and our Hospitality subcommittee for their valuable insights and feedback to create this industry standard.”

    London Luton Airport Expansion development consent decision announced

    The London Luton Airport Expansion application has today been granted development consent by the Secretary of State for Transport.

    The application comprises the expansion of London Luton Airport from its current permitted cap of 18 million passengers per annum (mppa) up to 32 million mppa, including: new terminal capacity; additional taxiways and other transport infrastructure; the construction of landside support buildings; surface access adjustments; mitigation works and other associated development.  

    The application was submitted to the Planning Inspectorate for consideration by London Luton Airport Limited on 27 February 2023 and accepted for examination on 27 March 2023.  

    Following an examination during which the public, statutory consultees and interested parties were given the opportunity to give evidence to the Examining Authority, recommendations were made to the Secretary of State on 10 May 2024.   

    This is the 57th transport application out of 152 applications examined to date and was again completed by the Planning Inspectorate within the statutory timescale laid down in the Planning Act 2008.   

    Local communities continue to be given the opportunity of being involved in the examination of projects that may affect them. Local people, the local authority and other interested parties were able to participate in this six-month examination.   

    The Examining Authority listened and gave full consideration to all local views and the evidence gathered during the examination before making its recommendation to the Secretary of State.  

    The decision, the recommendation made by the Examining Authority to the Secretary of State for Transport and the evidence considered by the Examining Authority in reaching its recommendation are publicly available on the project pages of the National Infrastructure Planning website.

    The Human Exposome Moonshot Project is a bold initiative to map how environmental exposures shape human health from conception to old age. Much like the Human Genome Project transformed genetics, the Human Exposome Project seeks to revolutionize our understanding of disease origins, public health, and environmental policy. Today, we know that up to 90% of chronic diseases are linked to environmental factors—ranging from pollutants and diet to social stressors. However, a comprehensive understanding of these exposures remains elusive.

    Prof Hartung is on the Organising Committee of the Exposome Moonshot Project. He will be in the UK, ahead of the first Human Exposome Moonshot Forum in Washington in May, speaking at the International Network for Governmental Science Advice conference.

    Journalists were invited to attend this briefing to meet Prof Hartung and learn more about how the Human Exposome Moonshot Project will redefine environmental health and public policy on a global scale over the next decades. He covered:

    New fees for emergency travel documents and emergency passports

    The government will introduce new fees for emergency travel documents and emergency passports from 9 April 2025.

    From 9 April 2025, the government will introduce new fees for emergency travel documents (ETDs) and emergency passports.

    An ETD lets you travel from abroad if you need to travel urgently and cannot use your British passport. It is usually only valid for one single or return journey. The new fee includes the cost of couriering the emergency travel document to you. Previously, this was an additional separate cost.

    Emergency passports are issued in exceptional circumstances, usually when an ETD cannot be issued.

    Administering an application for, and if successful providing, an emergency travel document (in addition to direct costs, if any)   £100 £125

    Consular fees are reviewed in line with His Majesty’s Treasury guidance Managing public money. The last time fees were increased was in 2016.

    Landmark anti-terror legislation gains Royal Assent

    Martyn’s Law will deliver increased protection by ensuring public premises and events are better prepared in the event of a terrorist attack.

    Premises and events will be better prepared to respond to attacks as landmark legislation known as Martyn’s Law gained Royal Assent and became law today (Thursday 3 April).

    The Terrorism (Protection of Premises) Act 2025 will require public premises where 200 or more individuals may be present, to be better prepared and have plans in place to keep people safe in the event of an attack.

    Larger premises and events where 800 or more people will be present will be required to take further steps to reduce their vulnerability to acts of terrorism – such as having CCTV, bag search policies or vehicle checks where appropriate.

    ‘Martyn’s Law’ is named in tribute to Martyn Hett who was tragically killed alongside 21 others in the Manchester Arena attack in May 2017.

    It delivers on the Prime Minister’s personal promise to Martyn’s mother, Figen Murray, who has been the driving force in campaigning for this legislation in her son’s memory, that he would bring in this law.

    The Prime Minister invited Figen Murray into Downing Street today to mark this landmark moment and to express the debt of gratitude the nation has for her selfless work to turn such unimaginable pain into a lasting legacy for son Martyn.

    The government is securing Britain’s future through the Plan for Change and this Act delivers a manifesto commitment to strengthen the security of public events and venues.

    Prime Minister, Keir Starmer, said:

    Today is a landmark moment for our security as my government delivers on its promise to introduce Martyn’s Law and better protect the public from terrorism.

    Figen’s courage and determination in the face of such unimaginable loss is truly humbling and it is thanks to her campaigning that Martyn’s Law means her son’s legacy will live on forever.

    Security is the foundation of our Plan for Change and the first duty of any government. Martyn’s Law will ensure everyone can enjoy public events more safely and ensure venues across the country have clear, practical measures in place to protect people.

    Figen Murray, mother of Martyn Hett said:

    My son Martyn Hett was murdered alongside 21 innocent victims in the Manchester Arena terror attack on 22 May 2017, and whilst nothing will bring Martyn back, I am determined to ensure nobody endures what my family has experienced.

    For the last 6 years I have campaigned to introduce measures that will improve security at public venues and how they respond to a terror attack – Martyn’s Law.

    I am grateful to the Prime Minister, the Security Minister and Lord Hanson for how quickly they’ve progressed Martyn’s Law through parliament. But this would not have happened without the tireless support of my co-campaigners Nick Aldworth, Brendan Cox, Nathan Emmerich, my husband Stuart, and my children.

    Over the implementation period it is vital that the government and Security Industry Authority provide all that is necessary for publicly accessible locations to implement Martyn’s Law.

    Home Secretary, Yvette Cooper, said:

    Martyn’s Law will significantly strengthen public safety across our country, I’d like to thank Figen Murray for her tireless work to make this law a reality.

    This government is securing Britain’s future through the Plan for Change and, as the eighth anniversary of the attack approaches, this new law delivers upon the lessons from the Manchester Arena Inquiry to keep people safe.

    CTP Senior National Coordinator for Protect and Prepare, Jon Savell, said:

    Martyn’s Law will ensure that the public have additional protection from terrorist attacks while at events and public venues. We will continue to work with businesses and with the government to make sure premises have the support they need to prepare for the implementation of the act.

    Figen Murray has campaigned tirelessly for the introduction of this legislation and it’s thanks to her unwavering determination that it has achieved Royal Assent.

    The passing of Martyn’s Law into legislation is a significant milestone in our ongoing commitment to public safety. This law will ensure that venues and events across the UK take appropriate and proportionate steps to protect the public from the evolving threat of terrorism.     We appreciate the government’s recognition of the challenges businesses face and the commitment to a 24-month implementation period, allowing time for preparation and adaptation. Ensuring the safety of our night-time economy and public spaces remains our priority, and we fully support this crucial legislation.

    UK seeks business views on response to US tariffs

    Government begins process seeking business views on response to US tariffs

    • UK Government launches next stage in process asking UK businesses to comment on options to shape UK’s potential response to US tariffs.
    • Business and Trade Secretary tells Parliament UK is disappointed at US tariffs and will continue constructive discussions with US on wider deal.
    • Tariffs remain the last resort, with options kept open.

    UK businesses will shape the UK’s response to US tariffs announced overnight, as part of plans announced by the Business and Trade Secretary today. 

    Following the 10% reciprocal tariffs on a range of products announced by the Trump administration yesterday, UK companies are being invited to give their views on what any future UK response should look like by providing feedback to questions asking them the average value of their US imports, the impact of any possible UK tariffs and how they would adjust to them. 

    The Business and Trade Secretary has also today published an indicative list of goods imported from the US that may be considered in a future UK response. This makes it clear to businesses that the Government would not consider products in the wider public interest issues such as medical supplies and military equipment. It marks the next stage in the government’s ongoing preparations and negotiations with the US on our economic relationship.

    Business and Trade Secretary Jonathan Reynolds said:  

    The best interests of British business has shaped our approach throughout as we prepare for all scenarios, which is why we are asking them for their views on how these tariffs impact their operations and day-to-day lives.   

    Our cool-headed, pragmatic approach means that talks with the US will continue to reflect our mandate to deliver economic stability, as we press the case for a trading relationship that supports businesses on both sides of the Atlantic, and reflects our Plan for Change and the best interests of the UK public.

    The Business Secretary and Ministers across government have been engaging widely with business organisations and companies from across the economy, including sectors like steel, automotive and food, and other companies who export a high number of goods to the US and stand to be affected by any tariffs. They will continue to meet a broad range of businesses in the coming days to provide support and set out the Government’s priority of defending the interests of UK industry.     

    The four-week Request for Input launched today and open until Thursday 1 May continues the Government’s engagement with a wide range of UK sectors in response to tariffs, its commitment to working in the national interest and delivering economic stability, and its support of the UK public and businesses as part of its Plan for Change.  

    Once the Request for Input closes, the Government will reflect on the feedback and consider how best to respond.

    While preparing for all scenarios, this Government’s priority remains strengthening its relationship with the US through an economic prosperity deal, and both countries will continue to have constructive discussions in the coming weeks to agree this.

    Plans to create a carnival atmosphere around this summer’s opening match of the Women’s Rugby World Cup 2025 in Sunderland have been unveiled by the City Council.

    Fan zones, fireworks and more than 150 colourful flags and banners will all add to the party atmosphere in the city centre, together with a fan parade to the Stadium of Light across the new Wear Footbridge connecting the city centre to the stadium.

    England’s Red Roses are due to kick off the opening match of the tournament against the USA at the Stadium of Light at 7.30pm on Friday 22 August and tickets are already selling fast.

    The Red Roses are favourites to win the tournament after last winning the World Cup in 2014 when South Shields born Sunderland University graduate Katy Daley McLean captained the team.

    The game was awarded to Sunderland following a competitive bidding process and will provide an estimated economic impact benefit of £20 million for the region.

    Details of plans for the tournament’s opening weekend have been released following approval by Sunderland City Council’s Cabinet last week, setting the stage for a spectacular opening weekend of celebrations for those attending the match at Stadium of Light.

    Fan zones at Keel Edge and Keel Square over the three days from Thursday 21 August to Saturday 23 August will add to the carnival atmosphere, hosting live entertainment, interactive games and a food court offering a range of tempting food and drink.

    On the evening of Thursday 21 there will also be a tie up with Sunderland Music City featuring local talent and musicians.

    Post game on Friday evening, there will a firework display from Riverside Park which can be viewed from across the city centre.

    A programme of community events across the North East involving Northumberland, Durham and Sunderland Rugby Clubs is also being planned, including touch rugby beach festivals planned from Bamburgh to Sunderland to engage local communities and rugby clubs.

    Councillor Beth Jones, Cabinet Member for Communities, Culture and Tourism at Sunderland City Council, said: “It’s going to be incredibly exciting weekend. The eyes of the world will be on Sunderland and it’s a brilliant opportunity to showcase the city.

    “We will have visitors from across the globe and I can’t wait to welcome them to Sunderland.

    “There’s something for all the family in the events we’ve laid on across the weekend and I think it will be a real celebration of both the tournament and the city.”

    Further tickets for the tournament are due to go on sale later this spring, with competitive prices from £10 for adults and £5 for children. This means a family of four can enjoy an evening at the Women’s Rugby World Cup Opening Game for £30.

    Derby City Council is excited to announce the third wave of traders set to move into the revitalised Derby Market Hall.

    Following a £35.1m restoration of the historic Grade II-listed building, the Market Hall will reopen its doors to the public on Saturday 24 May, marking a new era for Derby’s independent shopping, dining, and entertainment scene. 

    A curated mix of traditional and contemporary traders will be in place when the Market Hall reopens its doors, creating a vibrant hub in the heart of the city and blending the Market Hall’s rich history with a modern experience. 

    The newest announcement of traders offers fresh produce from a traditional butcher and a craft bakery, plus an exciting variety of retailers and another occupant of our make and trade stalls, which offer local makers and creators new spaces to reach new audiences, inspire others, and grow their businesses in the heart of the city centre.

    22 days after Ukraine agreed to an immediate ceasefire, Russia continues to distract and delay: UK statement to the OSCE

    Ambassador Holland questions Russia’s seriousness about peace when it continues to attack Ukraine with hundreds of drones and refuses to commit to a full, immediate ceasefire.

    Thank you, Mister Chair. It is now a full 22 days since Ukraine expressed its readiness to accept an immediate 30-day ceasefire. The only condition that Ukraine attached was that Russia should agree to it too. Rather than grasp this opportunity for peace, Russia has chosen to continue to fight, a decision whose consequence is the needless sacrifice of more lives of soldiers and civilians on both sides. The indiscriminate shelling of civilian areas has shown no sign of slowing down. Last week, Russia sent over a thousand drones towards Ukraine. In Kharkiv, a military hospital was targeted. A kindergarten was damaged. At least, 25 people were hurt, including a 15-year-old girl left in a serious condition.

    This is the price that Ukrainians pay for the Kremlin’s game playing with the peace process. Rather than engaging seriously with the US-led peace initiative, President Putin is resorting to his old playbook and looking to distract and delay. His attempt last week to question the credibility of President Zelenskyy was nothing more than a transparent ploy to deflect from the real matter at hand: Russia’s failure to get more seriously to the table, and commit to a full, immediate and unconditional ceasefire.

    Regrettably, we see no evidence that President Putin is seriously preparing for peace. Published readouts of the US convened ceasefire talks in Saudi Arabia confirmed a naval ceasefire and prevention of use of commercial vessels for military purposes in the Black Sea. The UK welcomed this important step, but Russia immediately backtracked and placed conditions on the agreement – despite good faith commitment from Ukraine. Just this week, President Putin has ordered the largest conscription drive since the war began.

    We do not need to look far for reminders as to why this war must end. This week marks the third anniversary of the appalling acts by the invading Russian forces in Bucha. The gruesome images of bodies lying in the streets shocked the world. Russia’s armed forces acted with total contempt and disregard for civilian life and the most fundamental principles of the laws of war.

    However, rather than reckoning with these atrocities, we see continued Russian efforts in this council and others, to spread disinformation in an effort to absolve themselves of responsibility for these illegal and inhumane actions. This is despite the litany of evidence, including witness testimonies, independently verified satellite imagery, photos and videos. The UN Human Rights Monitoring Mission in Ukraine has categorically documented attacks on civilians, including conflict-related sexual violence, and summary executions.

    Mister Chair, we must emphasise the need for accountability for these actions and renew our commitment to collaborating towards enduring peace. Distortions of the historical record will not help in this endeavour. Rather we need the Russian state to commit to peace and demonstrate the sincerity of its words. Thank you, Mister Chair.

    An Aldermoor Farm Primary School pupil has had their design brought to life as the wrap for E.ON Next’s newest electric vans.

    The vans will transport E.ON Next engineers to homes around Coventry and the surrounding area, installing smart meters and other sustainable energy solutions.

    The initiative is part of E.ON’s pioneering 15-year partnership with Coventry City Council, helping to make the city more sustainable.

    Y6 pupil at Aldermoor Farm Primary School, Fredrica, had her design chosen as part of a series of workshops previously run by E.ON across Coventry, aimed at educating and inspiring pupils about sustainability, renewable energy and the initiatives happening in their city to promote new types of energy, cleaner air and green jobs and skills.

    The eye-catching design, which features a bold message to ‘save energy’ will adorn two E.ON Next vans tasked with transporting E.ON Next engineers as they work to deliver net zero by installing a variety of sustainable energy solutions.

    Fredrica said: “I was really excited to hear that my design had been chosen. I thought of a quick and easy way to get the message across. Lots of adverts have too many words so I wanted to choose something that would have an immediate impact. Saving energy should be everyone’ s life goal. We can all contribute by doing simple things like turning off the lights and not wasting electricity.”

    The vans were proudly presented to Fredrica and her fellow classmates by Phil Gilbert, Director of Net Zero Delivery at E.ON Next and Councillor Jim O’Boyle Cabinet Member for Jobs, Regeneration and Climate Change at Coventry City Council at an unveiling ceremony at Aldermoor Farm Primary School.

    Councillor Jim O’Boyle, Cabinet Member for Jobs, Regeneration and Climate Change, said: “It’s brilliant that Fredrica’s amazing design will be seen all over the city. It’s bold and clear and that’s exactly the right approach for such an important issue – the drive to net zero. Young people understand this as well as anyone and this competition really caught the imagination of local school pupils making it hard to select a winner. Our Strategic Energy Partnership is all about transforming the city’s approach to carbon reduction and through initiatives like this, the next generation of homeowners, drivers and energy users are learning about it early which is great.”

    Serious Fraud Office sets out next steps in ambitious plan

    The SFO has published its plan for the year ahead focusing on using new tools, enhancing its intelligence capacity and with domestic and international partners.

    The SFO today published its plan for the year ahead focusing on using new tools, enhancing its intelligence capacity and working ‘more vigorously’ with domestic and international partners.  

    The Business Plan 2025-26 is the next step in the SFO’s ambition to be bolder and more pragmatic as an organisation.  

    This approach has already delivered faster progression of cases with stricter case discipline creating capacity to open eight new investigations and charge a case within 15 months of opening. 

    This year, the SFO aims to use the new “failure to prevent fraud” offence, part of the Economic Crime and Corporate Transparency Act, which comes into force in September. The plan also includes delivery of refreshed corporate guidance for engaging with the SFO and advancing plans for a whistleblower incentivisation scheme.  

    Operational divisions will also begin rolling out Technology Assisted Review (TAR), which has been found during a pilot to review documents for disclosure up to 40 per cent faster than our standard method.  

    The SFO will continue to invest in its covert operational capacity and work more closely with key law enforcement and regulatory partners. The SFO recently created a new taskforce to tackle international bribery and corruption, with key partners Switzerland and France

    Sentebale: Commission opens compliance case to assess concerns raised about the charity

    The regulator for charities in England and Wales has opened a regulatory compliance case to examine concerns raised about the charity Sentebale.

    The Charity Commission is now in direct contact with parties who have raised concerns to gather evidence and assess the compliance of the charity and trustees past and present with their legal duties.

    The regulator’s focus, in line with its statutory remit, will be to determine whether the charity’s current and former trustees, including its chair, have fulfilled their duties and responsibilities under charity law. The Commission is not an adjudicator or mediator and is guided by the principle of ensuring trustees fulfil their primary duty to their charitable purpose and beneficiaries.

    After a period of assessing the initial concerns raised with the Commission, the regulator informed the charity on 2 April 2025 it has opened a regulatory compliance case. The regulator has not made any findings at this time.

    Scientists comment on wildfires in Scotland and Dorset. 

    Dr Rory Hadden, Rushbrook Senior Lecturer in Fire Investigation, University of Edinburgh, said:

    “Fire danger assessments in Scotland are Very High or Extreme.  This is not very uncommon at this time of year.  In late winter and early spring there is lots of dead vegetation around and living vegetation is dormant.  This vegetation dries out very rapidly during periods of low humidity and sunny weather.  First of all, fine vegetation will dry out which means these fuels become very easy to ignite.  Over time the ground surface also starts to dry which means the fire behaviours start to get more extreme.  At the moment predictions are that fires can be easily ignited in the dry vegetation and will spread quite rapidly especially where there is wind.  This is quite common at this time of year in the UK and we have seen several examples already.

    “Most fires start due to human actions which is why it is important to be considerate when enjoying the nice weather.  Do not light fires and take a picnic rather than a barbeque.  This will minimise the risk of starting a fire.  Even if it looks like a fire is out – smouldering of surface vegetation is hard to detect and may transition to a flaming fire many hours after people have left an area.  Better to not even take the risk.

    “Fires will eventually be extinguished either by direct firefighting or by the fire service and landowners allowing the fire to spread to be contained by barriers in the landscape.  These may be either natural (pockets of wetter ground or where vegetation is sparser) or man-made (roads, fuel breaks).

    “These fires are significant as they draw resources from the Fire and Rescue Services and will have impacts on local ecosystems.  We need to be able to use these to understand how wildland fire risk is changing in the UK and the scientific community will be learning from these events to help plan and prepare in future.”

    Prof Guillermo Rein, Professor of Fire Science, Imperial College London, said:

    “April marks the peak of the UK wildfire season.  After the winter months, vegetation is dry and flammable, and the rising temperatures in early spring promote the spread rate.  These spring wildfires tend to be small in size because they are usually quickly put out by the fire brigade.  Another peak in frequency but with much larger wildfires in the UK typically occurs later in the summer, especially during heatwaves when the vegetation is dry again and conditions are more extreme.

    Organisers of the Birmingham 2026 European Athletics Championships marked 500 days to go till the event arrives at the Alexander Stadium next August.

    Next year’s European Championship takes places 10 – 15 August and marks the first time the event has ever been held in the UK.

    Fans will be able to see some of the world’s best athletes compete for medals.

    The Championship is receiving funding from the West Midland Combined Authority Commonwealth Games Legacy Enhancement Fund, Department for Culture, Media and Sport and the National Lottery, and will be delivered by Athletic Ventures in collaboration with partners Birmingham City Council, European Athletics and UK Sport.

    Electric crowds across the city played a crucial role in the success of the Birmingham 2022 Commonwealth Games, and now fans have the chance to recreate that magic at Alexander Stadium and drive Great Britain and Northern Ireland’s athletes to the podium once again.

    Fans can register for priority access via Birmingham26.com and will be the first to know when tickets go on sale this summer.

    Sports enthusiasts can also sign up for updates on how to get involved in the Championships.

    Teams from the council worked with Staffordshire Police, Staffordshire Fire and Rescue and other key agencies in a series of days of action in town centres from 20-28 March.

    The city council joined forces with police and other partners to clean up neighbourhoods and tackle anti-social behaviour across Stoke-on-Trent.

    The teams – who were active in Burslem, Longton, Stoke, Tunstall, and Hanley – tackled a wide range of community concerns.
     

    Police took action against a number of criminal activities, including issues relating to drugs.

    Staffordshire Fire and Rescue inspected hazardous buildings and conducted hydrant checks.
     

    Action led by city council teams included:

    • Supporting rough sleepers to access essential services
    • Inspecting empty homes to ensure they were safe
    • Clearing illegal rubbish dumping
    • Enforcing parking rules and issuing Penalty Charge Notices (PCNs)
    • Issuing fines and warning letters for untidy properties
    • Licensing and Trading Standards checks on local businesses

    The days of action had positive impacts across the city.
     

    In Broomhill Street in Tunstall, four vehicles were seized by the DVLA for having no insurance, while Environmental Crime officers cleared seven wagons of waste from the area.
     

    They also took down fencing which had been used to create extra garden space without planning permission. The householder at the address had also wired his property to a nearby lamppost and was illegally taking electricity, which was made safe by National Grid.
     

    Councillor Jane Ashworth, leader of Stoke-on-Trent City Council, said: “It’s great to see so many partners out and about with us, sharing the same vision and helping people get the support they need.
     

    “We are committed to making Stoke-on-Trent a cleaner, greener and safer place for all who live, work and visit here.
     

    “We are acting on residents’ concerns, and all reports are taken seriously.”

    Councillor Majid Khan, cabinet member for safe and resilient communities at Stoke-on-Trent City Council, said: “Activity doesn’t just happen during these days of action.
     

    “Our Trading Standards, Anti-Social Behaviour, Parking and Environmental Crime teams are out across the city every day.”
     

    Stoke North Inspector Victoria Ison, of Staffordshire Police, said: “This activity follows months of successful enforcement operations with our partners at the city council to target those blighting local people across Stoke-on-Trent.
     

    “More than 260 people have been arrested since we launched our Making Great Places initiative with local partners.
     

    “We’re working in partnership with the council to continue addressing the concerns of local communities and to take robust action against those responsible for harm across the city.

    Residents in the St Albans District have only a few days left to register to vote in important local elections.

    They should also check if they have valid photo ID as this will have to be shown at polling stations.

    Everyone aged 18 and above who is not registered at their current address should do so by midnight on Friday 11 April.

    They will then be able to take part in elections for Hertfordshire County Council on Thursday 1 May with all 78 seats up for election. 

    St Albans City and District Council (SADC) is administering the elections in its area where there are 10 County Council seats.

    In addition, there is a by-election for an SADC seat in the Redbourn ward and for one seat in each of the North and West wards of Harpenden Town Council as well as two seats in its South ward.  

    It takes only a few minutes to register at your current address by going online at www.gov.uk/register-to-vote.

    People who were eligible to vote in last year’s elections and whose details have not changed will still be registered. They can check by emailing elections@stalbans.gov.uk or by calling the Council’s Electoral Services team on 01727 819294.

    Voters are required to present an approved form of photo ID in order to vote at a polling station. This includes a current or expired UK passport or driver’s licence, as long as the photograph is a true likeness of the voter.

    Anyone who does not have one of the accepted types of ID can apply for free ID online.

    Details of approved photo ID and how to apply for free ID, known as a Voter Authority Certificate, are available on the poll cards and the Electoral Commission’s website www.electoralcommission.org.uk/voting-and-elections/voter-id

    The deadline for applying for the Voter Authority Certificate is 5pm on Wednesday 23 April.

    Amanda Foley, SADC’s Electoral Registration Officer, said:

    We are asking our residents to spend a few minutes checking whether they can vote at this May’s elections.

    First of all, they should make sure they registered by the deadline. We would particularly advise people who have recently turned 18 or changed their home address to do this. 

    Secondly, everyone voting at a polling station must show approved photo ID. They should check if they can provide this and, if not, they should apply for a free Voter Authority Certificate.

    All of these checks and applications only take five minutes or so and it can all be done online.

    These elections will allow residents to have a say on who represents them on vital issues that affect their day-to-day life, so it is important that our residents secure their vote.

    Anyone who has difficulty registering online can obtain a paper copy of the registration form. This can be requested by email to elections@stalbans.gov.uk or by phone on the number above.

    Residents who are unable to get to a polling station on Thursday 1 May can apply to vote by post or proxy.

    The deadline for applying to vote by post, or for amending an existing postal or proxy vote, is 5pm on Monday 14 April. The deadline for applying to vote by proxy is 5pm on Wednesday 23 April. In certain circumstances, an emergency proxy vote can be applied for up until 5pm on the day of the election.

    Most types of postal and proxy vote can be applied for online (www.gov.uk/apply-postal-votewww.gov.uk/apply-proxy-vote).     More funding has been allocated to provide home adaptations for people with disabilities, thanks to the Better Care Fund from the government.

    Last year, Plymouth was granted £3m to help deliver disability adaptions in the city.

    A decision has been signed to award an additional £422,313 from the Better Care Fund. The funding is ringfenced for mandatory Disabled Facilities Grants, offered through the Independent Living Policy in 2024/25.

    The fund recognises the importance of nurturing local communities and helping people live as independent and fulfilling lives as possible.

    Disabled Facilities Grants (DFGs) are financial grants provided by the government to support individuals with disabilities in adapting their homes to improve accessibility and safety.

    The grant provides essential funding to help disabled individuals live safely and independently at home. Whether it’s installing ramps, adapting bathrooms, or making other vital changes, this support transforms everyday living for those who need it.

    We launched a consultation this year to help shape our disability adaptation services in the city, in total, we received 113 responses, and work is now underway to review the responses and how we can shape our service moving forwards.

    Councillor Chris Penberthy, Cabinet Member for Housing, said: “It is great news to hear that we have been granted more funding to help more people with adaptations in their homes. In the last three years, the Council have supported over 500 adaptations in homes. Which is already a huge amount and means we can support even more residents who need them.”

    A dynamic 3,500 capacity destination for concerts, family events, sports and conferencing, Vaillant Live will bring a world-class, purpose-built entertainment venue back to Derby. The venue is owned by Derby City Council and operated by Legends and ASM Global, the world’s preeminent premium live events company, and sponsored by local heating manufacturer, Vaillant.

    The new name comes as Vaillant becomes the sole sponsor of the brand new venue space. Having been located in Derby’s neighbouring town in Belper since 1964, this year will see the heating provider further expanding its manufacturing facilities, continuing its investment in Derby and the surrounding areas.

    The five-year sponsorship of the Derby venue will support Vaillant in its mission to proudly support the local community, whilst being the leading heating systems manufacturer in the UK.     “Jamie is a Conservative, and I’m sure that we will continue to disagree about many fundamental issues. But as the Tory Party abandons decency, abandons human rights, abandons climate action and embraces the values of the far right, I welcome the fact that those who want a less extremist form of politics are starting to speak up.”

    Renters across Scotland will be fearing extra costs as a result of the SNP’s decision to end protections that were introduced by the Scottish Greens, said Scottish Green Co-leader Patrick Harvie at First Minister’s Questions today.
     
    Raising examples of landlords who tried to breach the rules with punishing rises, revealed this week by The National, Mr Harvie urged the Scottish Government to back Green calls for steps to actively cut excessive rents.
     
    In his first question to the First Minister, Mr Harvie said:

    “On Monday this week, the Scottish Government withdrew critical protection against rent rises.
     
    “For the first time in years, landlords will now have the power to instantly set rents back to uncontrolled free market levels – tenants won’t be able to stop it, and won’t be able to afford it.
     
    “Let’s be clear about the scale of the SNP’s rent hikes. Data from Generation Rent and Living Rent showed that even when protections were in place, some landlords still tried to break the rules.
     
    “In Glasgow, one landlord tried to double the rent from £700 to £1400.
     
    “But until this week, thanks to the temporary rent protections that I was proud to introduce, they could be stopped. That unbelievable increase was capped by the regulator at £784 instead of £1400.
     
    “Does the First Minister now understand why tenants across Scotland are so fearful about what he has done?”

    In his response the First Minister did not commit to reinstating the protections that had been introduced by Mr Harvie during his time as a Minister.
     
    In his second question, Mr Harvie said:

    “He talks about the protections that I just described, but the point is that these protections ended this week. They are no longer there protecting people.
     
    “When these figures were put to the Minister for Housing all he could say was that he was asking landlords to be “sensible” with these new, utterly uncontrolled powers.
     
    “In truth there is now nothing to hold back a tide of unaffordable rises.
     
    “And the Scottish Government hasn’t even published an assessment of the number of people who will lose their homes as a result.
     
    “The protection the Greens introduced succeeded in preventing eye-watering rent increases.
     
    “Rents are already too high in Scotland. And with energy bills going up and social security under attack, people need a Government here that will be on their side.
     
    “So will the First Minister think again, stop watering down the new Housing Bill, and make sure that it can cut rents instead of locking in ever more rent hikes for the future?”

    Statement by the Trade Secretary on US Tariffs

    The Business and Trade Secretary’s statement to Parliament on the imposition of US tariffs.

    With your permission Madam Deputy Speaker, I would like to make a statement on the United Kingdom’s economic relationship with the United States.

    The UK has a strong and balanced trading relationship with the US worth £315 billion which supports 2.5 million jobs across both countries. This is second only to the EU where our trading relationship is worth £791 billion.

    Yesterday evening, the United States announced a 10% reciprocal tariff on UK exports and have today imposed a 25% global tariff on cars. This follows the application of tariffs of 25% on US imports of steel, aluminium and derivative products that was announced on 12 March.

    No country was able to secure an exemption from these announcements, but the UK did receive the lowest reciprocal tariff rate globally. And though this vindicates the pragmatic approach this Government has taken, we know that while these tariffs are still being levied, the job is far from done.

    We are, of course, disappointed by the increase in tariffs on the UK, and on other countries around the world. The impact will be felt amongst all trading nations. But I would like to update the House on how the UK can navigate these turbulent times, acting in our national interest and for the benefit of all our industries.

    I would also like to take this opportunity to thank my American counterparts, Secretary of Commerce Howard Lutnick, US Trade Representative Jamieson Greer and Special Envoy Mark Burnett for their engagement over the last few months. While any imposition of tariffs is deeply regrettable, from the beginning, they promised to make themselves available and have been true to their word, and I look forward to our continued engagement over the days ahead.

    As Members will know, since the new US administration took office, my colleagues and I have been engaged in intensive discussions on an economic deal between the US and the UK. One that would not just avoid the imposition of significant tariffs but that would deepen our economic relationship. On everything from defence, economic security, financial services, machinery, tech and regulation there are clear synergies between the US and UK markets. And this is reflected in the fair and balanced trading relationship that already exists between our two countries.

    I can confirm to the House that those talks are ongoing and will remain so. It is this Government’s view that a deal is not just possible, it is favourable to both countries. And that this course of action serves Britain’s interests as an open-facing trading nation. I have been in contact with many businesses, across a broad range of sectors including those most affected, who have very much welcomed this approach. It is clear to me that industry themselves want to grasp the opportunity a deal can offer and they welcome this government’s cool-headed approach.

    Madam Deputy Speaker, in increasingly insecure times – I have heard some Members cling to the security of simple answers and loud voices. I understand the compulsion, but I caution members of this House to keep calm and remain clear eyed on what is in our national interest not to simply proclaim that we follow the actions of other countries.

    The British people rightly expect this Government to keep our country secure at home and strong abroad. An unnecessary, escalating trade war would serve neither purpose.

    True strength comes in making the right choices at the right time. And thanks to the actions of our Prime Minister, who has restored Britain’s place on the world stage, the UK is in a unique position to do a deal where we can – and respond when we must.

    It remains our belief that the best route to economic stability for working people is a negotiated deal with the US that builds on our shared strengths. However, we do reserve the right to take any action we deem necessary if a deal is not secured.

    To enable the UK to have every option open to us in the future, I am today launching a request for input on the implications for British businesses of possible retaliatory action. This is a formal step, necessary for us to keep all options on the table. We will seek the views of UK stakeholders over four weeks until 1st May 2025 on products that could potentially be included in any UK tariff response. This exercise will also give businesses the chance to have their say, and influence the design of any possible UK response.

    If we are in a position to agree an economic deal with the US that lifts the tariffs that have been placed on our industries, this request for input will be paused, and any measures flowing from that, will be lifted.  

    Further information on the request for input will be published on gov.uk later today, alongside an indicative list of potential products that the Government considers most appropriate for inclusion.

    I know this will be an anxious time for all businesses, not just those with direct links to America. Let me say very clearly that we stand ready to support businesses through this. That starts by making sure they have reliable information. Any business which is concerned about what these changes mean for them can find clear guidance and support on great.gov.uk where there is now a bespoke webpage.

    Madam Deputy Speaker, this Government was elected to bring security back to working people’s lives. At a time of volatility, businesses and workers alike are looking to the Government to keep our heads, to act in the national interest and navigate Britain through this period. And while some urge escalation, I simply will not play politics with people’s jobs.

    This Government will strive for a deal that supports our industries and the well-paid jobs that come with them, while preparing our trade defences and keeping all options on the table.

    It is the right approach to defend the UK’s domestic industries from the direct and indirect impacts of US tariffs in a way that is both measured and proportionate, while respecting the rules-based international trading system.

    As the world continues to change around us, British workers and businesses can be assured of one constant: that this is a Government that will not be set off course in choppy waters. So the final part of our approach will be to turbo boost the work this government is doing to make our economy stronger and more secure including our new industrial strategy. We will strike trade deals with our partners, and work closely with our allies for our shared prosperity.

    We have a clear destination to deliver that economic security for working people.

    We are progressing a deal that can do that, we are laying the foundations to move quickly should it not, and we are ensuring British businesses have a clear voice in what happens next. And I commend this statement to the House.

  • MIL-OSI United Kingdom: Second wave of artists for Windbreaks outdoor gallery

    Two local artists María de la O Garrido and Olana Light have been selected as the second wave of artists to have their work displayed in The Windbreaks outdoor art gallery on Southsea’s seafront.

    The popular gallery on the promenade near Speakers’ Corner offers local artists the opportunity to have work displayed temporarily for four months as part of Portsmouth City Council’s seafront arts programme.

    Maria’s art blends photography, collage, and video, exploring the elements of the environment that capture her interest and transforming them into something new. Olana is a multidisciplinary artist and an active studio member of Art Space Portsmouth.

    Both artists will have their photography on display at The Windbreaks from early April 2025.

    The first artist selected for the programme was Emily Faludy whose work was on display from December 2024 and featured still life paintings of sunflowers and landscape paintings of local areas.

    The Windbreaks was installed as part of the Southsea Coastal Scheme which is building sea defences and enhancing the seafront along 4.5km of Southsea. It replaced the old, deteriorated tram shelter.

    Council Leader Cllr Steve Pitt said:

    “The Windbreaks is one of most popular features of the seafront and it’s great to have a variety of artwork accessible to all.

    “Changing the art every four months offers local artists the opportunity to gain exposure and recognition for their talent before the opportunity is passed on to the next exhibitor.”

    Seafront Arts Programme Officer Harry Scott said:

    “I’m delighted to welcome Maria and Olana as the latest talents in The Windbreaks which is a prime spot within the new sea defences.

    “The Windbreaks attracts numerous visitors to view the work on display so it’s a real boost for the local art scene and an amazing opportunity for local artists.”
