    An intergenerational programme in Portadown organised by ABC Council has helped craft special memories, closer bonds along with some unique wooden art pieces.

    The Grandads and Grandlads initiative which was held at Millenium Court over six weeks in February and March, allowed six grandads and their grandsons to participate in crafting workshops.

    Working in pairs, they used traditional tools and equipment to create a range of items including a flower pot, pendant and a three-legged stool.

    The grandads who took part in the programme said it had given them an important opportunity to spend quality time with their grandsons and learn new skills in the process.

    Deputy Lord Mayor of Armagh City, Banbridge and Craigavon Borough, Cllr Kyle Savage visited Millenium Court to find out more about the programme.

    “After speaking to the grandads and the grandlads, you can tell how much they enjoyed these workshop sessions,” said the Deputy Lord Mayor.

    “It is great to see this level of concentration and engagement on a shared task, away from the distractions of modern technology like mobile phones and digital devices. Hopefully we can see more programmes like this organised in the future and it certainly has proven to be a real benefit for those who took part.”

    The programme was organised by ABC Council’s Community Development department with funding from ‘The District Council’s Good Relations Fund’ for the NI Executive.

  • MIL-OSI United Kingdom: Godiva Festival line-up brings big names to Coventry as 100 day countdown begins

    Marc Almond, Clean Bandit and Ocean Colour Scene are set to headline this year’s Godiva Festival which is taking place from Friday 4 – Sunday 6 July.

    Across the weekend, War Memorial Park will play host to Coventry’s flagship event with a line-up packed with genres from pop to rock and 2-tone to hip hop.

    Headlining the Main Stage on Friday (4 July) will be Marc Almond, best known as the vocalist of Soft Cell, who rose to prominence with the worldwide hit ‘Tainted Love’.

    Selling over 30 million records worldwide, Marc cemented his solo career with number one hit, ‘Something’s Gotten a Hold of My Heart’.

    Joining the Main Stage for the 80s and 90s night will be synth-pop band, Heaven 17 plus soul singer and lead vocalist of the band M People, Heather Small.

    Multi award winning band, Clean Bandit, will be headlining the Main Stage at this year’s Godiva Festival on Saturday 5 July.

    The chart-topping band, known for their songs ‘Rockabye’, ‘Symphony’ and ‘Rather Be’, will be closing Saturday night of the festival with a live music set. The band have had four number one singles, as well as a Grammy and an Ivor Novello award.

    Getting the crowd ready for the headliner on Saturday will be popular DJ, Nathan Dawe, hip hop duo, Young T & Bugsey as well as the Panjabi Hit Squad who will be bringing hip hop, Bollywood and bhangra anthems.

    Coventry musical legend and one of the founders of The Specials, Neville Staple, will also be taking to the Main Stage on Saturday 5 July.

    Completing the headline acts is Ocean Colour Scene who will bring the festival to a close on Sunday (6 July) evening. The rock band formed in Birmingham in 1989 and are known for their hits ‘The Day We Caught the Train’ and ‘The Riverboat Song’.

    Joining the band on the Main Stage will be Rick Parfitt Jr & The RPJ Band and YolanDa Brown: Bob Marley Songbook. Dance group Diversity will be making a return to the Main Stage after they last performed at the event in 2023.

    Adult day tickets start at £7.50 at the early bird price, whilst family day tickets can be purchased from £22.50. Adult weekend tickets can be purchased from £26 whilst the early bird price is available. Go CV+ members will also be able to benefit from super concession prices.

    Celebrating British-Turkmen education collaboration

    The Accelerating English Language Learning in Central Asia project at the Dovletmammet Azadi Turkmen National Institute of World Languages has been successfully completed.

    British Ambassador, Stephen Conlon, presents books to the Rector of the World Languages Institute.

    On 19 March we celebrated the successful completion of the British Council’s Accelerating English Language Learning in Central Asia (AELLCA) project at the Dovletmammet Azadi Turkmen National Institute of World Languages. The project was funded by the UK Government and implemented by Nottingham Trent University.

    The British Ambassador, Stephen Conlon was delighted to speak at the closing ceremony and noted that educational cooperation between the United Kingdom and Turkmenistan has been steadily progressing, with significant achievements since last year.

    The event showcased the remarkable strides made in English Language Teaching (ELT) at the Dovletmammet Azadi Turkmen National Institute of World Languages.     Armenia and Azerbaijan peace agreement: UK statement to the OSCE

    Deputy Ambassador Deirdre Brown congratulates Armenia and Azerbaijan on the conclusion of negotiations on a peace agreement and urges both sides to sign it as soon as possible.

    Thank you, Mr Chair.  And thank you also, Your Excellency, Deputy Foreign Minister, for your update this afternoon.

    The United Kingdom warmly congratulates Armenia and Azerbaijan on the conclusion of their negotiations on a peace agreement.  This is a historic moment, and we urge both sides to sign the agreement as soon as possible.  Finalisation of this peace treaty is the best route to achieving lasting peace and to delivering security and stability in the South Caucasus as a whole.  It will open the way to increased trade and prosperity, not only for Armenia and Azerbaijan, but their neighbours also.

    We urge both sides to refrain from rhetoric that undermines the prospects for peace.  A return to conflict would be a tragedy and set back progress on peace in the region by years.

    The United Kingdom continues to support all efforts, alongside our international partners, to ensure a durable and lasting peace in the South Caucasus.

    Creative workshop on environmental pollution underway in Auki, Malaita

    The workshop encourages creativity to deal with environmental issues like plastic waste, biodiversity, and climate change through art workshop and exhibition.

    A 3-day workshop aiming to empower 30 young students from Auki’s surrounding communities to creatively engage with environmental issues is underway from 26 to 28 March at the Malaita provincial capital.

    Facilitated by Dreamcast Theatre Solomon Islands, it encourages creativity to deal with environmental issues such as plastic waste, biodiversity, and climate change through a hands-on art workshop and exhibition.

    By fostering artistic expression and storytelling, the project seeks to raise awareness and inspire community-wide action towards environmental sustainability.

    British High Commissioner to Solomon Islands and Nauru, His Excellency Paul Turner said:

    This is a great initiative, engaging young people in caring and taking responsibility for their local environment. I am delighted that the British High Commission is associated with such a project. We will look to build on our partnership with Dreamcast.

    Leveraging from the success in Gizo, Western Province, the Malaita Trash Art Project will be an impactful endeavour. Engaging 30 students, ages 9 to 13, from three communities in Auki, the workshop drew on the success from a similar workshop held in Gizo, Western Province by conducting the three-day session where the first will focus on storytelling, art as a medium, and identifying students’ art interests through interactive activities and games.

    The second day will be dedicated to creating art and learning the basics of art exhibition curation and setup. The third day will be exhibition time where all participants will have the opportunity to exhibit their artwork invited guests and members of the community around them.

    Prior to the workshop, Dreamcast Theatre had formalised partnerships with local art and youth networks, identify students, and tailor session plans. Invitations were sent to encourage gender parity and inclusive participation. Community leaders, schools, and parents have been notified two weeks prior to the event to ensure broad support.

    Participants will receive certificates, and their artwork will be showcased in schools or public spaces within the community. This initiative builds on last year’s Honiara Dreamcast plastic workshop, expanding its reach to provincial areas to raise awareness about plastic waste, biodiversity, and climate issues.

    The students will work in their chosen medium, such as photography, film, theatre and puppetry, or design guided by skilled Dreamcast Theatre facilitators.

    Prime Minster meets Coalition of the Willing in Paris following UK military planning meetings

    The Prime Minister will co-host the next meeting of the Coalition of the Willing alongside President Macron in Paris today (Thursday 27 March). 

    • Prime Minister will underscore that all must back Ukraine to remain in the fight against Russia
    • Military planning to cover air, sea and land forces to support a lasting and durable peace and deter future Russian aggression 
    • Prime Minister expected to say “Europe is stepping up to play its part to defend Ukraine’s future. Now Putin needs to show he’s willing to play ball”

    The Prime Minister will co-host the next meeting of the Coalition of the Willing alongside President Macron in Paris today (Thursday 27 March). 

    At the meeting, he will present the outcomes of this week’s planning meetings in support of Ukraine, which took place at the UK military operational headquarters in Northwood over the last three days. 

    The intensive sessions, which convened over 200 military planners from countries across the globe, considered in detail the structure of any future force to ensure Ukraine can defend itself from future Russian aggression. 

    The Prime Minister will underline that all must come together to support Ukraine to remain in the fight and back US efforts to make real progress despite continued Russian obfuscation. 

    Planning so far has looked across the full range of European military capabilities including aircraft, tanks, troops, intelligence and logistics capabilities – and discussions have centred on how European nations can contribute their own capabilities to support any future force.

    Discussions will continue around military planning of air, sea and land forces that would be required to support a just and lasting peace in Ukraine. 

    As the Prime Minister has repeatedly stated, a lasting peace in Ukraine can only be provided if we step up and give real and credible security assurances to deter Putin from coming back in future.  

    The Prime Minister will say that excellent progress has been made, and Europe is mobilising together in pursuit of peace, but now we must continue to keep up the momentum. 

    The Prime Minister will add that Putin has clearly shown his lack of commitment to the peace process, following ceasefire talks convened by the United States in Saudi Arabia this week. 

    Published readouts from both sides confirmed a naval ceasefire and prevention of use of commercial vessels for military purposes in the Black Sea but Russia immediately backtracked and placed conditions on the agreements – despite good faith participation from Ukraine.

    Prime Minister Keir Starmer will say:

    Unlike President Zelenskyy, Putin has shown he’s not a serious player in these peace talks. Playing games with the agreed naval ceasefire in the Black Sea despite good faith participation from all sides – all while continuing to inflict devastating attacks on the Ukrainian people. His promises are hollow. 

    The US is playing a leading role by convening the ceasefire talks, President Zelenskyy has demonstrated his commitment repeatedly, and Europe is stepping up to play its part to defend Ukraine’s future. Now Putin needs to show he’s willing to play ball.

    Law enforcement agencies from across Australia and New Zealand have targeted the Hells Angels Outlaw Motorcycle Club (HAOMC) in a coordinated National Day of Action as part of Operation Morpheus.

    The focus of the National Day of Action was to cause maximum disruption to the HAOMC through compliance and enforcement activities across Australia and New Zealand.

    With a significant legacy of past national coordination and collaboration by law enforcement and partners in Australia and New Zealand, National Taskforce Operation Morpheus is a joint initiative. This includes all Australian state and territory police, New Zealand Police, Australian Federal Police, Australian Border Force, Australian Criminal Intelligence Commission, Australian Defence Force, AUSTRAC, Australian Taxation Office, and Services Australia collaboratively targeting the highest threat outlaw motorcycle gangs (OMCGs) impacting Australia and New Zealand.

    The National Day of Action 2025 has resulted in law enforcement agencies around the country conducting compliance checks relating to bail, parole, firearms possession and other legislation. The agencies also seized firearms, weapons, various drugs, illicit cigarettes and tobacco products and in excess of $48,000 in cash resulting in the arrest of 23 people, involving 60 charges.

    By proactively targeting OMCG’s throughout Australia and New Zealand in a day of action using a combination of enforcement, compliance and disruption techniques Operation Morpheus generates significant intelligence holdings. Shared intelligence relating gang to membership and associates, locations and gang related premises and criminal activities play a crucial role in national and international law enforcement awareness of links with OMCG’s like HAOMC and organised crime.

    Other focuses of law enforcement were HAMC – OMCG members involved in family violence matters and those club members and associates already incarcerated within the prison populations.

    The overrepresentation of OMCG members and associates linked with family and domestic violence perpetration is a significant community issue.  As is violence and contraband within the prison systems, also well documented and a focus of this operation.

    Operation Morpheus sends the message to members of OMCG members, “It doesn’t matter if you are at freedom or in custody you will be targeted for criminal related activity, be that personal or club related business. Put simply it doesn’t pay to be a member of an OMCG or any criminal gang.”

    Australian Border Force have also identified HAMC members and associates attempting to enter Australia recently as well as targeting members and associates who may be subject to removal from Australia.

    As national organised crime continues to move into the illegal tobacco and vape industry, including OMCG involvement with other crime groups law enforcement and partners are actively focused on this activity, including the extreme violence, firearms, extortion, arson, and money laundering activities. ​

    Leveraging shared capability and technology, National Taskforce Morpheus also targets criminal assets and unexplained wealth of key OMCG members, protects vulnerable people and develops national strategies to deter gang recruitment, reduce membership and target recidivism and enablers to organised crime.

    Agency Key Results:

    South Australia Police –

    Small quantities of illicit substances seized, firearms prohibition order compliance checks completed with in-custody cell searches conducted by Dept Correctional Services. Significant additional contemporary criminal intelligence was gathered relating to HAOMC in SA.

    Victoria Police –

    9 offenders charged with 8 offences, 1 search warrant executed, small quantities of illegal prescription drugs seized, firearms prohibition order compliance checks revealing quantities of firearm ammunition, $48,000 in cash seized and subject to further investigation. Significant additional contemporary criminal intelligence gathered relating to HAOMC in Victoria.

    Western Australia Police –

    2 offenders charged with 5 offences, 2 search warrants executed, small quantities of illicit substances seized and contemporary criminal intelligence gathered relating to HAOMC in WA.

    New Zealand Police –

    3 offenders charged with 4 offences, 3 search warrants executed and 3 vehicles seized. Small quantities of both prescription and illicit substances were seized. Contemporary criminal intelligence was gathered relating to HAOMC in New Zealand.

    Australian Border Force –

    2 VISA cancellations / refusals at point of entry, a further 3 identified as potential VISA cancellations and a single Unlawful Non-Citizen detained linked with OMCGs in Australia.

    New South Wales –

    3 offenders facing 12 charges, 2 search warrants executed, small quantities of illicit substances seized, firearms prohibition order compliance checks with an additional 9 ADVO compliance checks also conducted. In-custody cell searches were also activated for OMCG members in NSW prisons.

    Queensland –

    5 offenders facing 30 charges, 2 firearms seized, 25 bail breaches (non-compliance) discovered with a significant number of traffic breaches identified with both fines and prosecutions commenced for drug and drink driving.

    Northern Territory –

    Heavy focus on traffic compliance identifying both drink (3) and drug (3) drivers apprehended.

    Tasmania –

    1 offender charged with an offence with bail and firearms prohibition order compliance checks conducted.

  • MIL-Evening Report: New sentencing laws will drive NZ’s already high imprisonment rates – and budgets – even higher

    With the government’s Sentencing (Reform) Amendment Bill about to become law within days, New Zealand’s already high incarceration rate will almost certainly climb even higher.

    The new legislation essentially limits how much judges can reduce a prison sentence for mitigating factors (such as a guilty plea, young age or mental ability). A regulatory impact statement from the Ministry of Justice estimated it would result in 1,350 more people in prison.

    This and other law changes are effectively putting more people in prison for longer. By 2035, imprisonment numbers are expected to increase by 40% from their current levels, with significant cost implications. Last year, the Corrections budget was NZ$1.94 billion, up $150 million from the previous year.

    In sheer numbers, the Ministry of Justice projects the prison population will increase from 9,900 to 11,500 prisoners over the next decade. But Minister of Corrections Mark Mitchell recently said government policies could see a peak of 13,900 prisoners over that period.

    New Zealand’s imprisonment rate is already high at 187 per 100,000 people. That’s double the rate of Canada (90 per 100,000), and well above Australia (163 per 100,000) and England (141 per 100,000).

    Accounting for imprisonment and population projections, New Zealand’s prisoner ratio could be between 238 and 263 per 100,000 by 2035. That is higher than the current imprisonment rate in Iran (228 per 100,000).

    The role of remand

    Much of this increase is driven by the number of people awaiting trial or sentencing on remand. This has risen substantially in the past ten years and is expected to keep rising.

    Remand prisoner numbers are projected to nearly equal sentenced prisoners in 2034. Among women and young people, remand numbers are already higher than for sentenced prisoners.

    In October 2024, 89% of imprisoned youth were on remand, a 15% increase in seven years. In December 2024, 53% of women prisoners were on remand, more than double the 24% rate a decade ago. Men on remand comprise 41% of prisoners, nearly double the 21% rate a decade ago.

    Māori are affected most by these increases, making up 81% of imprisoned youth, 67% of imprisoned women and 53% of imprisoned men.

    Some 30% of those on remand are not convicted. Of those who are, data released to RNZ last year showed 2,138 people (15% of remand prisoners) were not convicted of their most serious change, almost double the 2014 figure of 1,075 people.

    Significant court delays can mean people are remanded for a long time. By 2034, it is projected the average remand time will be 99 days, compared with 83 days in February 2024. As well as being a human rights concern, this is very expensive.

    Putting more people away for longer

    Crime and imprisonment rates fluctuate independently of each other, as the former Chief Science Advisor acknowledged in a 2018 report. Increasing imprisonment rates are the result of political decisions, not simple arithmetic.

    The Bail Amendment Act 2013 reversed the onus of proof in certain cases, meaning the default rule is that an accused person will not be granted bail. This results in more people being sent to prison while awaiting a hearing, trial or sentencing.

    When this week’s changes to the Sentencing Act come into effect, they will further constrain judges’ discretion, capping sentence reductions for mitigating factors at 40% (unless it would be “manifestly unjust”).

    At the same time, it has become more difficult for prisoners to return to the community. For example, some are kept in prison or recalled because they do not have stable housing. (Dean Wickliffe, currently on a hunger strike over an alleged assault by prison staff, was arrested for breaching parole by living in his car.)

    Last year, Corrections received $1.94 billion in operating and capital budget, a $150 million increase to account for rising imprisonment numbers and prison expansion. There was no meaningful increase in funding for rehabilitation programmes or investment in legal aid.

    Imprisoning people is expensive. The cost of a person on custodial remand has almost doubled since 2015, from $239 a day to $437. For sentenced prisoners, it is $562 per day. This comes to between $159,505 and $205,130 per year to confine one person.

    The Waikeria expansion and beyond

    Corrections has developed a Long-Term Network Configuration Plan to meet anticipated prison population growth. This year’s budget in May will fund 240 high-security beds and 52 health centre beds at Christchurch men’s prison, at a cost of approximately $700-800 million.

    Those 240 beds will fit within 160 cells, meaning “double-bunking”. This is known to have a significant impact to prisoner health and rehabilitation, and can also add to staffing costs.

    Former corrections minister Kelvin Davis acknowledged this before the first 600-bed expansion of Waikeria prison, costed at $750 million in 2018. By June 2023, that had increased by 22% to $916 million.

    The second Waikeria expansion will deliver another 810 beds for an estimated $890 million, although the exact budget has been unclear. These projects will involve public private partnership, a model known for not always delivering the cost savings and service quality initially promised.

    There will be other costs for facilities maintenance, asset management services and financing. And there can be unanticipated costs, too.     A 35-year-old St Helens man has been charged with high-range drink driving and other driving offences after being intercepted by police in St Helens last night.
    Inspector Luke Manhood said the driver was intercepted by police on Medea Street, St Helens about 6.00pm and returned a blood alcohol reading of 0.346 – almost seven times the legal limit.
    “He was arrested and charged with drink driving and driving while disqualified, and will appear in court at a later date.”
    “Drink driving is a serious and unacceptable risk to all road users, and being almost seven times the legal limit is both highly dangerous and reckless,” he said.
    Drink and drug driving are significant contributing factors to serious and fatal crashes, and police will not tolerate this behaviour.
    Police will continue to target those who place themselves and others at risk on our roads. Remember, we can be anywhere, at anytime.

    A new plan to transform the nation’s economy by slashing waste across industry will be unveiled today (Thursday 27 March) in a speech by Environment Secretary Steve Reed.

    Speaking to industry leaders from the likes of Mace, British Land, Jaguar Land Rover, the Food and Drink Federation and the Environmental Services Association, at the Dock Shed in London, Environment Secretary Steve Reed will set out how the government will provide the direction and certainty for businesses to plan and spearhead the nation’s transition to a truly circular and future-proof economy. This will deliver growth and fundamentally shift our relationship with the goods we use every day – making reuse and repair the norm and ending the throwaway society.

    He will underline how introducing the seismic shift to a circular economy – where innovation is paramount – is now essential in delivering real change in communities across the country, with recycling rates stagnating and far too much waste going to landfill or being burned in incinerators.

    To kickstart the nation’s move to a circular economy, an independent Circular Economy Taskforce – chaired by Andrew Morlet, former CEO of the Ellen MacArthur Foundation – was established to bring together the brightest minds from industry, academia and civil society to tackle this challenge head on.

    The Government has now confirmed the first five priority sectors that the taskforce will focus on to make the greatest difference – textiles, transport, construction, agri-food and chemicals & plastics.

    Delivering on businesses’ calls for more government leadership, the Taskforce will now work with these sectors to create a series of specific roadmaps to improve and reform the approach to using materials, underpinned by a Circular Economy Strategy which will be published in Autumn. Both the roadmaps and Strategy will give businesses certainty to plan and the confidence to build and invest in new infrastructure.

    Secretary of State for Environment, Food and Rural Affairs Steve Reed said:

    It’s time to end Britain’s throwaway society – the status quo is economically, environmentally, and socially unsustainable.

    Moving to a circular economy is a pivotal moment for British businesses to innovate, grow and lead the world, so we can slash waste and strengthen supply chains.

    My vision for delivering a truly circular economy is an important step in kickstarting this path to change. That is why we are bringing together the brightest minds from industry, academia and civil society to deliver this, which won’t just clean up our streets and reduce the need for landfill and incineration, but help us cut carbon emissions, create new jobs and increase business profitability.

    The case for making this transition is clear – underlined by stable government leadership, businesses will be given the freedom to harness their world-leading entrepreneurial spirit, by allowing them to unlock new technologies and ensuring the right infrastructure is in place to maximise what they offer.

    Sectors will also benefit from untapped profit streams, while being vital in delivering the Government’s Plan for Change and mission to boost economic growth, helping to revitalise towns and cities with new investment.     Recent events, like Russia’s illegal invasion of Ukraine, have also shown that international supply chains are at greater risk from global instability. Embracing a circular economy will secure our national security in an increasingly unstable world, ensuring local supply chains are toughened up and more of the resources we produce are used, rather than relying on the 80% of materials we import from abroad.

    The Government’s waste reforms, which include an overhaul of collection and packaging regimes, represent progress in moving the nation to a circular economy and work will continue to make sure they work for businesses. Together these reforms will generate an estimated £10 billion investment in new recycling infrastructure and create 21,000 green jobs. 

    From innovative tech start-ups turning waste into valuable materials, to community enterprises giving used goods a second chance, British businesses are already showing what is possible when this forward-thinking approach is adopted.

    However, the government inherited an economy in need of fresh ideas, and bold approaches – challenges which will be met through the circular economy transition, while contributing to the government’s Plan for Change and moving us on the path to Net Zero.

    Andrew Morlet, chair of the Circular Economy Taskforce, said:

    Transitioning to a circular economy is an ambitious but crucial goal as this Government kickstarts economic growth and turns Britain into a clean energy superpower. 

    I welcome the vision set out by the Environment Secretary at this critical juncture in our journey. Our taskforce will bring together industry, academic and policy experts with central and local government to ensure we maximise its potential fully by creating jobs, increasing resource efficiency and accelerating the path to net zero.

    Libby Peake, head of resource policy at the Green Alliance and member of the Circular Economy Taskforce, said:

    Waste is baked into our current economic system and causes us harm on so many levels. It’s degrading our environment and international supply chains to the extent that economic shocks become inevitable. It adds a cost burden to businesses’ bottom lines and frustrates people who are fed up with shoddy products, blatant waste and litter.

    But as the Environment Secretary outlines today, it really doesn’t have to be this way and it’s great to hear his vision for how innovative, circular businesses will thrive in the UK in future. It’s an incredible opportunity to help bring that about this change as part of the government’s Circular Economy Taskforce.

    The sectors were chosen as the first ones for intervention after the Taskforce analysed extensive evidence, which found they had the best potential to generate major economic gains, while protecting the environment and delivering Net Zero. 

    This comes as senior officials from the UK Government, Dutch Government and City of London Corporation came together at Mansion House yesterday to set out a path towards closer working to finance the move to a circular economy.

    Up and coming contemporary musicians and bands who are living, working, or studying in Greater Bendigo are invited to apply for a Live on View subsidy to perform at the Engine Room on View Street.

    The City will provide the venue, staffing, ticketing, and marketing support for the live performances at the iconic location in the heart of the city centre.

    The performers will receive the revenue from ticket sales.

    Live on View will support evening performances with two 45 min (approx.) sessions on the night. These may be allocated to a single act (musician/group) performing two sessions or may be allocated to two acts (one session each).

    Live on View covers:

    • One day of venue access: up to 8 hours including performance
    • A multi-skilled technician for eight hours of venue access
    • Pre-event consultation with a BV&E staff member to discuss technical and other requirements
    • Audio set up
    • Standard lighting rig including front and back light and colour changing stage wash
    • Projector and screen
    • Events will be ticketed via gotix, the City’s ticketing service. Tickets to all performances will be $10 each

    Manager Bendigo Venues & Events Julie Amos said this was a new subsidy for contemporary musicians and bands.

    “For emerging talent, this is an opportunity to get gig ready and take centre stage,” Ms Amos said.

    “It is a fantastic way to raise your profile and reach a wider audience and finesse your live performance. Priority will be given to emerging artists or those presenting new work.

    “BV&E will look after everything that is needed to host a professional gig, and the bands will receive revenue from the ticket sales for their gig.

    “Tickets are $10 each so residents and visitors can experience live performances from a range of local artists playing different genres in contemporary music.

    “The iconic Engine Room is an ideal location for a great vibe and intimate atmosphere, so I encourage emerging musicians to apply.”

    Four local emerging artists have been awarded $2000 each in the 2025 Create Lab small grants program to explore a creative idea with the support of an artist mentor.

    A diverse range of projects across a variety of artforms including theatre, design, music and animation are included in the Create Lab program. 

    Creative City Officer Mandy Field said the focus of the funding was to encourage participating artists to experiment with ideas, develop their skills and capacity to work creatively.

    “It has been wonderful to support these innovative ideas from emerging artists who are exploring their unique ways of making and working creatively,” Ms Field said.

    “Artists have met with their mentors over a six-week period to gain insight into creative possibilities, explore new and different ways of working and methodologies.

    “Participating artists have had time to develop ideas, receive feedback and advice, get their project documented and present their works in progress, all important stages in the creative process.”

    Funded projects include:

    • The creative development of a solo version of MacBeth by local emerging actor and theatre maker Kody Austin, involving one actor and a bucket of fake blood
    • A stop motion animation based on an original script and intricate set pieces that will be manipulated and captured frame by frame by animator Zak Westcott
    • A series of show posters with original designs by Gemma Fitzgerald in conjunction with the Bendigo Pride Festival
    • A video clip for a new single by Mannix Harrington and band Sugargum

    The community is invited to attend a showcase of works in progress which will take place at 5pm on Friday March 28 at the Engine Room, 58 View Street.

    A man has been charged with multiple offences including attempted murder, arson, and evade police following incidents at Claremont, Dowsing Point and West Moonah yesterday.
    He has been charged with attempted murder, arson, unlawfully setting fire to a property, common assault, do an act which resulted in the death of an animal, stealing, attempted motor vehicle stealing, motor vehicle stealing, evade police (aggravated circumstances), dangerous driving, and unlawfully injuring property.
    The 55-year-old West Moonah man was detained to appear in the Hobart Magistrates Court at 10am today.

    Earlier today, extensive coordination and cooperation efforts between U.S. and Brazilian law enforcement and prosecution authorities culminated in a significant enforcement operation to dismantle a transnational criminal organization allegedly responsible for the illicit smuggling of hundreds of individuals from Brazil to the United States. The enforcement operation included the arrest on U.S. charges of a previously convicted alien smuggler who allegedly re-entered the United States illegally after deportation to Brazil and was residing in Worcester, Massachusetts. The Brazilian Federal Police (PF) executed multiple search warrants in Brazil and arrested an alleged Brazil-based human smuggler.

    Flavio Alexandre Alves, also known as “Ronaldo,” 41, was arrested in Worcester, Massachusetts on a criminal complaint charging him with conspiracy to bring aliens to and transport aliens within the United States for the purpose of commercial or financial gain in violation of law. Alves will appeared in federal court in Worcester earlier today and was temporarily detained pending a detention hearing on Friday.

    According to court documents, Alves conspired with others to transport aliens from Brazil, through Mexico, and then into the United States. Once the aliens arrived in the United States, Alves allegedly purchased airline tickets for the aliens to other U.S. destinations. Alves also allegedly transferred money from the United States to aliens and smugglers located in Mexico to pay for expenses associated with transit into the United States and collected fees from aliens for being smuggled into the United States. Alves was previously convicted of human smuggling in the Central District of California in 2004 and was deported to Brazil in February 2005. Court documents indicate that Alves has been residing in the United States without immigration status after illegally re-entering the United States.

    It is alleged that between May 2021 and August 2022, Alves purchased more than 100 individual airline tickets from Tucson or Phoenix to destination cities in Massachusetts and Pennsylvania (Boston, Pittsburgh, Harrisburg and Philadelphia). Some of these purchases were for migrants who had recently had encounters with U.S. Customs and Border Protection (CBP) officers or were recently released from detention.

    Additionally, HSI offices in Pittsburgh, Harrisburg, and Philadelphia, supported by other partner law enforcement agencies, detained four individuals today associated with the alien smuggling organization on administrative immigration violations.

    The investigation and arrest of Alves was coordinated under Joint Task Force Alpha (JTFA) and the Extraterritorial Criminal Travel Strike Force (ECT) program. JTFA, a partnership with the Department of Homeland Security (DHS), has been elevated and expanded by the Attorney General with a mandate to target cartels and transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the southwest border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by the Human Rights and Special Prosecutions Section (HRSP) and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, and the Office of International Affairs (OIA), among others. JTFA also relies on substantial law enforcement investment from DHS, the FBI, the Drug Enforcement Administration, and other partners. To date, JTFA’s work has resulted in more than 355 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 315 U.S. convictions; more than 260 significant jail sentences imposed; and forfeitures of substantial assets.

    The ECT program is a partnership between the Justice Department’s Criminal Division and HSI and focuses on human smuggling networks that may present particular national security or public safety risks or grave humanitarian concerns. ECT has dedicated investigative, intelligence, and prosecutorial resources. ECT also coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

    HSI New England led U.S. investigative efforts, working in concert with HSI Brasilia, Pittsburgh, Harrisburg and Philadelphia and the HSI Human Smuggling Unit in Washington, D.C. HSI received substantial assistance from CBP’s National Targeting Center International Interdiction Task Force. OIA provided crucial assistance in this matter.

    In the 2014 independence referendum Westminster politicians said “every Scot will be £1,400 better off every year” if people voted ‘No’.

    It’s therefore painfully ironic that, just a decade later, people in Scotland see headlines saying “UK families to be ‘£1,400-a-year poorer by 2030’.”

    New analysis by the Joseph Rowntree Foundation (JRF) – using forecast models from the Bank of England – shows that the austerity policies of Keir Starmer’s government will leave people worse off in the next five years.

    The JRF also said that if living standards haven’t improved by 2030, Labour will not only have failed to meet their own election pledge but will have become the first government in nearly 75 years to have seen a fall in living standards across a full parliament.

    They concluded that the worse effects of these policies will fall on the poorest third of the population.

    The pledge that “every Scot will be £1,400 better off every year” is not only looking threadbare, it’s been ripped into rags by the very people who promised it.

    And, this is no joke, the same Westminster politicians seriously argued that this £1,400 meant people would be able to enjoy ‘scoffing 280 hot dogs’ or drinking ’636 cappuccinos’. Instead we’ve seen food banks rise year on year.

    But those aren’t the only promises Westminster politicians made to persuade people to vote ‘No’.

    In the run-up to the 2014 referendum people were also promised “lower shopping bills” and that Westminster would “keep energy costs down for families in Scotland“.

    This situation not only makes a bad joke of the Westminster politicians’ promises in the 2014 independence referendum, but it also exposes the duplicity of Labour’s promise of “Change”.

    Even before the 2024 election the signs of the direction of the UK were obvious.

    Reports revealed that UK workers were missing out on over £10,000 a year, with living standards falling behind other G7 nations, as well as Australia and the Netherlands.

    Other analysis showed that, compared to neighbouring countries in north west Europe, the UK in the 21st century has had the least wealth per person, the most poverty, and the greatest gap between rich and poor. It also shows that countries similar in size or smaller than Scotland are wealthier and more equal than the north west European average.

    But it could be so much different, and better, for Scotland.

    With a huge offshore energy potential, a food and drink sector worth billions and one of the best educated populations in Europe and can even be asked: Why is Scotland in a UK trailing its neighbours so badly?

    The reason is that those countries don’t have government from Westminster obsessed with cutting public spending again and again.

    Those other countries get government’s they voted for with policies they want, and the results can be seen in how they are wealthier, fairer and happier than the UK.

    Despite the ‘No’ campaigns 2014 promises, Westminster isn’t working for Scotland, but independence works for those countries.

    So why shouldn’t it work for Scotland too?

    Security Minister observes counter-terrorism exercise in Wales

    Meeting emergency responders at a counter-terrorism training exercise in Wales, the Security Minister praised their collaboration to keep the public safe.

    The Security Minister re-emphasised the need for close working between national and devolved emergency services and responders to minimise the impact of a terrorist attack in Wales, during a visit to Swansea to observe a multi-agency counter-terrorism exercise on Wednesday (26 April).

    At the exercise at Swansea.com Stadium, he was able to watch emergency responders in Wales, including the police, fire and rescue, ambulance and other responder organisations, test their preparedness for a large-scale attack and ensure they work effectively together to keep the public safe.

    Thanking all those taking part in the exercise for their unwavering commitment to protecting the public, the Security Minister gave a speech to participants, to say that responding to an incident with mass fatalities successfully depends on trust, close working and collaboration between multiple agencies.

    Security Minister Dan Jarvis said:

    It was an immense privilege to witness the dedicated work of the emergency services and responder organisations and their unwavering commitment to keeping the people of Wales safe.

    National security is the foundation of our Plan for Change. This essential training ensures we are prepared for every eventuality and in the best position to save lives and protect our communities.

    It comes after the Terrorism (Protection of Premises) Bill completed its final parliamentary stage this week ahead of Royal Assent. This new legislation will ensure venues across the UK – which will include premises such as sports stadiums – consider the security of the public and take steps to protect them from harm.

    The new law is better known as Martyn’s Law in memory of Martyn Hett, who tragically lost his life alongside 21 others in the 2017 Manchester Arena terrorist attack.

    Wednesday’s exercise also sought to test the stadium’s internal contingency response plans. Under the Bill, qualifying premises like Swansea.com Stadium will be required to plan how best to respond to a terrorist attack.

    The exercise was part of a routine training exercise between the police, including Counter Terrorism Policing Wales and South Wales Police; and other services, such as the South Wales Fire and Rescue service, health and social care, and the Welsh Government; which work together in partnership to respond to and mitigate the impacts of incidents of this nature.

    The various agencies taking part were able to practice the application of the Joint Emergency Services Interoperability Principles (JESIP) which are widely acknowledged as critical to the success of a response to an incident and are the adopted principles for multi-agency working across the UK.

    The Security Minister also visited the Senedd in Cardiff where he met with the First Minister of Wales to discuss strengthening national security in Wales and remaining prepared for terrorist attacks.

    EDDIE WILLIAMS: Well, tax cuts for all workers. Energy Bill Relief. But Budget deficits as far as the eye can see. They are some of the takeaways from the Federal Budget, with a closer look at what it might mean closer to home. Kristy McBain is the Member for Eden-Monaro and the Minister for Regional Development and Local Government. Good morning. 

    KRISTY MCBAIN: Good morning, Eddie. 

    WILLIAMS: What practical difference will this Budget make in the South East? 

    MCBAIN: As you said, there are two new rounds of tax cuts. They’re modest tax cuts, but when they’re combined with the tax cuts that are already in the system, on average by 2026-27, Eden-Monaro taxpayers will be getting an average tax cut of $2,169. Modest changes for the next two years as those two rounds come in, but when we look at the cumulative total, that is good news for workers right across our communities. Obviously, the new round of Urgent Care Clinics, another 50 to the 87 that are already out there in our communities. One of those areas is going to be in the Bega Valley.

    WILLIAMS: Whether it’s health or whether it’s housing, the challenges that regional and rural Australia face play out a bit differently to those in the city. The National Rural Health Alliance says there’s a lack of a targeted strategy to address those unique health challenges in rural communities. Is the Government taking any specific steps to address those specific issues in regional Australia? 

    MCBAIN: We’ve obviously made an announcement about $8.5 billion to strengthen Medicare. There’s a huge amount of money in there, which is all about the health workforce. $662.6 million, which is about growing our health workforce. There’ll be hundreds more GP and rural generalist training places. There are 100 more Commonwealth supported university places for medical students from next year. There are hundreds of scholarships for nurses and midwives to continue to grow their skill set. There are more incentives for our doctors to work in regional and rural Australia, and that builds on our previous announcement to wipe HECS for doctors and nurse practitioners to work in rural and remote Australia. We know it’s really important to deal with the health workforce side of things. It’s not a quick fix to grow our doctor numbers and make sure that they’re trained up and ready to go in our regions, which is why we’re investing really heavily in it. It’s something that should have been happening for decades and unfortunately wasn’t. We’ve seen the freezing of Medicare rebates, which has significantly hampered GP numbers, but we are seeing more students go through and enter our GP training courses now than we have seen in a number of years. 

    WILLIAMS: The Budget is forecast to remain in structural deficit for the next decade. Net debt is rising. Is the Government making any effort at all to pay down Australia’s debt? 

    MCBAIN: We’ve made some significant inroads into that. We’ve reduced the overall national debt by over $170 billion. It will mean that as taxpayers, we’re paying $70 billion less in interest on that debt. Even in this Budget, there’s been $2 billion worth of savings found. Over the four budgets we’ve done there’s been $90 billion of savings made through cutting wastage and rorts, and making sure our departments are working efficiently and effectively. We’ve seen the fruits of that labour by making sure we’ve got Government departments working well. During Cyclone Alfred, where NEMA did such a fantastic job of coordinating response and recovery efforts. Where Services Australia were out on the ground making sure payments were rolled out to people directly impacted. The national emergency stockpile delivering out sandbags, pre-placing generators, and making sure we had a heavy lift helicopters pre-placed in Queensland and New South Wales. You can see the fruits of better, more effective coordination when it comes to those real time disasters.

Joe raises the issue of Ex-tropical Cyclone Alfred, and she says she’s disappointed that the Budget doesn’t seem to have anything new on climate adaptation or emissions reduction. Is that an area where the Government’s dropped the ball? 

    MCBAIN: We’ve been the only Government to really take forward climate action for decades. A legislated emissions reduction target. There’s been significant work on pre-preparing places by having the National Emergency Management Agency set up, which came into effect after we took Government. We’ve had the Disaster Ready fund, which is all about resilience and mitigation in our communities. Something that local governments and insurance companies were calling for to make sure our infrastructure was ready to go. We’ve seen that with the Watergums Bridge in Womboin, a significant investment by the three levels of government to ensure that a community doesn’t get cut off every time it rains and there is a flood. So there’s been some heavy work in that space and that will continue. 

    WILLIAMS: Phil at Bombala asks why Australia can’t build manufacturing again to survive a changing world. The Government’s spoken a lot about its Future Made in Australia policies. How realistic is a manufacturing industry future in Australia? 

    MCBAIN: We’ve said from day one that we need to invest heavily in a Future Made in Australia, and in our last Budget we committed $22 billion towards that very thing. We’ve seen with our National Reconstruction Fund, equity stakes taken in manufacturing mining equipment in Toowoomba, working with some of our defence primes to manufacture more things in this country. There is a significant commitment to making sure we manufacture more in Australia, including the stake that we’ve taken now in South Australian steel manufacturing. It is really important as a country that is a little bit further away from the rest of the world, that we do learn the lessons of COVID, that we are more self-sustainable, and we’re a Government that’s committed to that and putting money into it. 

    WILLIAMS: Will you match the funding commitment that the coalition has made to help upgrade the bigger pool? 

    MCBAIN: I’ll have more to say in the coming days and weeks on my election commitments for the Bega Valley and for Eden-Monaro as a whole, but I’m incredibly proud to have secured tens of millions of dollars in funding for local roads, for community infrastructure, and for other critical projects to date. The way I work is working with our local communities to make sure projects that are funded are key priorities.

    LAKEVILLE, Mass—U.S. Immigration and Customs Enforcement apprehended Pierre Maurice Al-Asmar, an illegally present Lebanese national charged with assault and battery and indecent assault and battery on person 14 or over, Jan. 25 in Lakeville.

    “Pierre Maurice Al-Asmar has not only shown a blatant disregard for U.S. immigration laws, but he has been charged with horrifically victimizing a Massachusetts resident,” said ICE Enforcement and Removal Operations Boston acting Field Office Director Patricia H. Hyde. “He represents a significant threat to the people of New England that ICE will not tolerate. We remain dedicated to our mission of prioritizing public safety by arresting and removing criminal aliens.”

    Al-Asmar lawfully entered the United States and later violated the terms of his lawful admission.

    The Lakeville District Court arraigned Al-Asmar Feb. 5, 2024, for the sex crime and assault and battery charges.

    ICE served Al-Asmar with a notice to appear before a Justice Department immigration judge following his arrest.

  • MIL-Evening Report: Every 3 years, we play the election date waiting game. Are fixed terms the solution?

    With another election campaign unofficially underway, voters may feel it hasn’t been long since they were last at the voting booth.

    Australia’s Constitution dictates:

    every House of Representatives shall continue for three years from the first meeting of the House, and no longer, but may be sooner dissolved by the Governor-General.

    This allows the sitting government to call an election sooner than three years after taking office, but recent norms are for governments to use the full term length available to them.

    But how do politicians and the public feel about this format, and could this change anytime soon?

    Early elections

    In 1998, the John Howard Liberal government called an early election seeking voters’ support for its ambitious plans to introduce a goods and service tax. It came very close to defeat, but clawed its way to victory and nine more years of power.

    In 2016, the Malcolm Turnbull Liberal government took a similar punt, calling an early double dissolution election ostensibly on the issue of union corruption. Again, it came very close to defeat but clawed its way to victory (and six more years of power).

    Despite their reasons for calling early elections, both Howard and Turnbull faced declining global economic conditions and arguably moved tactically to avoid campaigning in the worst of the headwinds.

    Most governments have less appetite for capitalising on external events – like interest rate cuts – when calling an election. Voters already largely distrust politicians, and cynical early elections will only confirm their beliefs.

    Fixed versus non-fixed parliamentary terms

    The ability of a government to unilaterally decide the election date is unusual.

    The political systems most similar to Australia – New Zealand, Canada, the United Kingdom, the United States – all have fixed election dates. Australian states and territories have also increasingly moved to fixed dates, where the government of the day has no discretion over election timing.

    As prime minister, Julia Gillard effectively relinquished her right to manipulate the 2013 election date in her favour. She announced it more than seven months ahead of time. Her government lost the subsequent election.

    Unsurprisingly, there is little political will to move to fixed dates for federal elections. Only current Special Minister of State Don Farrell has expressed even passing support for the idea (and then, only if voters were clearly in favour).

    Fixed terms would undoubtedly benefit voters, who could plan their calendars well in advance. They would also benefit non-government parties and independent candidates, who could budget and plan campaigns around a known election date.

    Who wants longer terms?

    Prime Minister Anthony Albanese supports four-year terms, reflecting long-term Labor Party policy.

    The Liberal Party has generally been more ambivalent. Howard was supportive but “not mad keen” in 2005 and supportive, but resigned to failure in 2024.

    Current leader Peter Dutton also backs longer terms, but observes that, among voters, “generally, there is a reluctance to do anything that makes the life of a politician easier”.

    Beyond voters’ reluctance to grant a one-year extension to politicians’ tenure, the issue of senate term lengths is an obstacle to reform.

    Current tradition sets senate terms twice the length of House of Representatives terms, however, Penny Wong has argued that eight-year terms are too long.

    Both New South Wales and South Australia have experience with eight-year terms in their upper houses, but no other states have yet followed.

    How could (and will) terms be changed?

    Any change to federal parliamentary terms would require a successful referendum. The question has been put to Australians once before, in 1988. Only 33% of voters supported the proposal, and no state achieved majority support.

    Polling from April 2024 finds only 38% support, with 18% unsure. Independent and minor party voters – the fastest growing group in Australian politics – were also the most strongly opposed to longer terms.

    As Dutton noted, voters have been reluctant to support “politician-friendly” referendums in the past. There seems almost no chance the 48th parliament would consider a referendum on the issue.

    Would 4-year terms make politics better?

    David Coleman, recently promoted to the Liberal Party’s frontbench, has confidently declared “businesses and consumers tend to hold off on investment during election periods and the phoney war that precedes them”, and so longer terms would improve the domestic economy.

    The business sector seems to agree.

    Are they right? And what about non-economic outcomes?

    Academic research backs up the assumption governments are less likely to announce major tax reforms in the months leading into an election. Shorter terms might also make governments less likely to introduce austerity (strict cost-cutting) measures.

    The weight of academic evidence suggests that whichever party is in power matters far more than the length of the electoral cycle.

    Researchers have struggled to find differences in how politicians with longer terms (usually four years) behave from those with shorter terms (usually two years). Activity levels for the shorter-term politicians appear slightly more frenetic – more fundraising and expenditure, more campaigning – but the outcomes are similar.

    Longer terms do not seem destined to fix Australia’s political malaise.

    Governor Josh Shapiro and Pennsylvania Department of Agriculture (PDA) Secretary Russell Redding visited Penn England Farms in Blair County to highlight how the Governor’s “Lightning Plan” – a comprehensive, all-of-the-above energy plan to secure Pennsylvania’s energy future – would lower energy costs for farmers and rural communities all across the Commonwealth.

    Penn England Farms, a family-owned dairy operation, uses an on-site manure digester to convert waste into clean energy – reducing nearly 40,000 metric tons of pollution each year while powering the farm and contributing excess energy to the grid. Since building their digester in 2006, Penn England has saved $1.6 million in energy costs – nearly $90,000 on average each year. Under Governor Shapiro’s plan, more farms could access this technology through his community energy proposal, allowing multiple farmers to share a digester, cut costs, and sell excess energy back to the grid.

  • MIL-OSI USA: Protecting Workers Who Maintain New York Highways

    overnor Kathy Hochul today highlighted New York State’s ongoing efforts to enhance safety on New York State’s highways and her proposal to further protect the workers who build and maintain roads and bridges. Included in her FY 2026 Budget, the Governor’s plan would make the Automated Work Zone Speed Enforcement pilot program permanent, expand it to include MTA Bridges and Tunnels and NYS Bridge Authority properties, and enhance penalties for assaults against transportation workers. A group of construction industry officials, labor leaders and safety advocates came together today to advocate for these safety enhancements on the one-year anniversary of the expansion of New York’s “Move Over Law” — a lifesaving piece of legislation requiring all drivers to move over when hazard vehicles, highway worker vehicles and tow trucks are stopped on the roadway.

    “The men and women in labor who have dedicated themselves to improving our roads and bridges risk their lives every day to ensure the safety of all drivers,” Governor Hochul said. “By permanently driving down speeds in work zones and enhancing penalties for assaults against them, I am working to strengthen our laws to ensure these dedicated workers can make it home safe themselves.”

    The Automated Work Zone Speed Enforcement (AWZSE) program is the result of legislation signed into law by Governor Hochul in September 2021. The legislation authorized a 5-year pilot program run as a joint effort by the New York State Department of Transportation (NYSDOT) and the New York State Thruway Authority (NYSTA) to enhance the State’s ongoing efforts to slow motorists down in work zones to make New York’s highways safer. More than 420,000 Notices of Liability have been issued statewide, with close to 78,400 repeat offenders since the AWZSE program launched in May 2023. And in locations where the cameras have been present more than once, fewer Notices of Liability are being issued, meaning that people are slowing down when cameras are present.

    In addition to her proposal to make the AWSZE permanent, the Governor’s Budget also includes language to enhance penalties for assaults against transportation workers, extending protections similar to those provided to many MTA and retail workers. These actions will improve safety for both workers and drivers. Just last year, while setting up a work zone on a Long Island Expressway ramp in Syosset, a car veered around Department of Transportation trucks, which were carrying attenuators. The driver got out of his car and accosted the highway maintenance crew for obstructing his trip up the ramp. Video of the beginning of the incident can be found here. The Governor’s proposal would hold bad actors accountable and deter actions like this in the future.

    State Department of Transportation Commissioner Marie Therese Dominguez said, “This commonsense legislative package put forward by Governor Hochul will provide much needed worker safety protection and peace of mind for thousands of State Department of Transportation highway forces by making the work zone camera program permanent, and increasing punishment against those who threaten to do them harm. Our highway workers deserve the respect of the traveling public every second they are out there doing their jobs in the name of safety. I strongly believe that both pieces of legislation will prompt more New Yorkers to slow down, pay attention and think twice before threatening or physically hitting one of our workers.”

    New York State DMV Commissioner Mark J.F. Schroeder said. “As someone who spends a lot of time in a car driving across the State, I drive past road work zones all the time, and I unfortunately see too many people driving in ways that put road maintenance crews and other drivers at risk. Taking the time to slow down and move over can prevent a tragedy and make sure we all get to our destinations safely.”

    New York State Thruway Authority Executive Director Frank G. Hoare said, “The Automated Work Zone Speed Enforcement program is a critical tool to enhance safety in work zones across the State. We are committed to enhancing safety for all highway workers and strongly support Governor Hochul’s proposal to make this effective program permanent.”

    New York State Bridge Authority Executive Director Dr. Minosca Alcantara said, “There is no excuse for speeding and reckless driving in work zones. All of our fellow New Yorkers who are out working on the roads need to get home safe to their families. Expanding AWZSE to the Bridge Authority and making it permanent across the State is imperative to ensure crews are safe while doing their jobs.”

    MTA Bridges and Tunnels President Catherine Sheridan said, “AWZSE is changing motorist behavior for the better: drivers are slowing down, resulting in fewer work zone accidents and injuries. This successful pilot program has made our roadways safer for both drivers and workers in construction zones. I look forward to this initiative becoming permanent and being expanded for widespread use.”

    State Senator Jeremy Cooney said, “Our highway employees work day in and day out to maintain our roads and keep New Yorkers safe, it’s only right that we prioritize their safety while on the job. In my role as Chair of The Senate Transportation Committee, I am always committed to protecting these vital workers, which is why I carry the Senate legislation expanding the automated work zone camera program while making it permanent. I thank Governor Hochul for her leadership on worker safety across New York.”

    Assemblymember William B. Magnarelli said, “Protecting our workers is of utmost importance. The investments are critical and will help reduce fatalities and injuries on New York’s highways.”

    New York State AFL-CIO President Mario Cilento said, “Keeping highway workers safe is a priority for the Union Movement. These workers endure hazardous conditions while performing their jobs for our safety; we must protect them. We thank Governor Hochul for her commitment to addressing enforcement and more aggressive repercussions for repeat violators who endanger the workforce that keeps our roads safe and our infrastructure running smoothly.”

    New York State Building and Construction Trades Council President Gary LaBarbera said, “It is well-known that construction sites are inherently dangerous and the added hazards and less-controllable variants of roadways and highspeed traffic only increase the risks for highway workers. This is why we must continue to push forward key legislation that encourages drivers to proceed with more caution and mindfulness around highway work areas and holds them accountable when they act recklessly. We applaud Governor Hochul for her ongoing leadership and action on this important issue. Every hard-working New Yorker, including our brave tradesmen and tradeswomen working on our roadways, deserve to return home safely to their families at the end of each shift.”

    LiUNA Vice President and New England Regional Manager Donato A. Bianco, Jr. said, “The Automated Work Zone Speed Enforcement pilot program has effectively caused drivers to slow down and pay attention, helping to protect the men and women working tirelessly to keep our highway system operational and properly maintained.     CSEA President Mary E. Sullivan said, “CSEA applauds Governor Hochul’s leadership on this issue and calls on the New York State Legislature to make the Automated Work Zone Speed Enforcement program permanent.”

    CSEA Thruway Local President Sean Kennedy said, “We must explore all avenues to protecting road and highway workers risking their lives every day. The AWZSE program serves as a deterrent to distracted and reckless driving while boosting safety for workers as well as the traveling public.”

    New York State Public Employees Federation President Wayne Spence said, “PEF believes that all public employees should be able to go to their jobs, perform their duties professionally and return home safely to their families after work. Too often, PEF members are harassed or assaulted on the job or injured unnecessarily at work. PEF supports Governor Hochul’s Budget proposal to expand the use of automated work zone cameras to ensure drivers are alert and maintaining an appropriate speed in work zones. PEF also supports the Governor’s proposal to increase the penalties for assaults and harassment of department of transportation workers and urges the Governor and both houses of the Legislature to expand these increased penalties for assaults against any public employee in the performance of their duties. The time has come to address these issues on behalf of New York’s dedicated public employees.”

    New York Construction Materials Association President and CEO Ron Epstein said, “We wholeheartedly support Governor Hochul’s steadfast commitment to enhancing work zone safety and strengthening protections for transportation workers. The critical safety measures outlined in the Governor’s Budget proposal are essential for safeguarding the lives of the dedicated professionals who work tirelessly on our roads, ensuring they return home safely to their families at the end of each shift. We commend the Governor for her leadership in prioritizing these vital efforts and we stand ready to collaborate to make our work zones safer for everyone.”

    Associated General Contractors of New York State President and CEO Mike Elmendorf said, “Working in a work zone on a road or highway is inherently dangerous, but it is made needlessly so by all too frequent excessive speed and distracted driving. That’s why the construction industry and our partners in government, and labor worked hard to enact New York’s automated work zone speed enforcement program — and it is working. While it has documented shockingly high speeds in work zones, it is succeeding in getting drivers to use caution and slow down in work zones. That keeps both drivers and the men and women working there safer. We commend Governor Hochul for her efforts to make sure construction workers and drivers alike can return safely to their homes and families by creating this important program — and this year proposing to make it permanent and increase penalties for those who are still speeding in work zones. Let’s stick with what works and make this critical program permanent this year.”

    American Automobile Association New York State Safety Committee Chairman John Corlett said, “With the construction season about to get fully underway, work zones and construction zones will be popping up on roads across the Empire State. AAA is supporting the Governor’s plan to make work zone speed cameras permanent. April 21 will mark the beginning of National Work Zone Awareness Week.     A University of Aberdeen geology student has reached the final of the UK Career Change Awards after embarking on a degree following service as a Royal Marine Commando and rope access technician on offshore installations.
    Andy Rycroft, who lives in Turriff, had written off his chances of succeeding in education with a succession of school reports citing that he was ‘easily distracted, doesn’t listen to instructions, presentation is poor’.
    With no qualifications he enlisted in the Royal Marines and after 32 weeks of the most arduous basic military training in the world, became a Royal Marines Commando serving in Afghanistan and on operations in Canada and the UK.
    The military gave him his first taste of formal training and he gained and NVQ and apprenticeship in engineering.
    But when he left in 2012 he again turned to his practical skills training as a Rope Access Inspection Technician and later worked in the Oil and Gas industry as a project planner.
    It was not until Covid slowed down the pace of the world that he asked what really inspired him and decided to follow his passion for earth and planetary science, signing up to a part-time distance learning course with the University of London Birkbeck.
    During the enrolment process he took a learning differences screening and was diagnosed with dyslexia, making sense of the negative school reports.
    Andy said: “With correct allowances in place and modern technology like recording lectures, Grammarly, reading back aloud and extra reading time in exams, I unlocked the cheat code in my mind.
    “After achieving a distinction in the planetary science certificate, I was eager to complete the degree but decided to come closer to home and accelerate it to full-time learning.
    “So, after 11 years in the Oil industry, I left and the University of Aberdeen accepted me to year two of BSc Geology, where I achieved my proudest grade to date. A 3500 report on the history of earth life with an A1 grade, has given me a huge confidence boost going into my honours years.
    “I am currently in year 3 and getting ready to undertake my mapping project dissertation in the summer of 2025. After I complete my degree in 2026, I will become the first in my family to have a university degree.”
    This remarkable career change has secured him a place as one of only 10 finalists the targetjobs UK Career Change Award Grand Final to be held in London April 25.
    And Andy has plans to put his academic passion for earth sciences to practical use once he has completed his degree.
    “I want to be part of something that makes a tangible impact on people’s lives,” he added. “The current energy crisis in the UK, where some people have to choose between heating and eating, is not something we can sit by and do nothing about. This can only be achieved by investing in wind, battery storage, and electric car charging infrastructure using clean energy sources. I am keen to transition into an industry where I can apply these passions.
    “I’m honoured to be selected for the final out of hundreds of nationwide applications. I had the privilege of meeting representatives from Clifford Chance, the award sponsor and seeing first-hand how seriously they value career changers.
    “Being invited to their stunning HQ in Canary Wharf along with 20 other shortlisted candidates was an incredible and humbling experience. I had the opportunity to pitch my career change journey and present an innovation that breaks down barriers for career changers, showcasing its benefits for both individuals and organisations.”

    A recent intergenerational project in Craigavon has successfully brought together young and older generations, fostering a new and meaningful partnership between Eire Og Golden Years and Tullygally Primary School.

    Organised by Armagh City, Banbridge and Craigavon Borough Council, the programme ran from January to March, spanning six weeks of exciting and enriching activities aimed at encouraging interaction and building lasting connections across generations.

    The programme featured a variety of engaging sessions, including clay modelling and painting, bingo, drumming workshops, Ceili dancing and window box making. These activities allowed participants to share experiences, learn from one another, and cultivate strong bonds while having fun.

    The initiative was designed to challenge the traditional boundaries between generations, offering young children the chance to interact with older adults and gain wisdom and life experiences, while providing older people with the joy of connecting with younger members of the community.

    “The success of this intergenerational project highlights the power of community and the positive impact of bringing different age groups together,” commented Councillor Kyle Savage, Deputy Lord Mayor of Armagh City, Banbridge and Craigavon.

    “The activities have not only provided fun and creativity but also created new friendships and fostered mutual understanding between the young and the elderly. We are proud to support such initiatives that enrich our community and strengthen our social fabric.”

    The partnership between Eire Og Golden Years and Tullygally Primary School has set the stage for future collaboration, with plans for similar projects in the works.

    The programme was organised by the ABC Council’s Community Development department with funding from the Northern Ireland Executive’s ‘Together: Building a United Community’ (T:BUC) Strategy, which is aimed at improving community relations.

    Visitors to local cemeteries including the City, Ballyoan and Altnagelvin Cemeteries, should note that summer opening times will commence from this weekend.

    The new extended opening times will see sites remain open from 8am to 8pm, seven days a week, running from Saturday 29th March 2025 until October 24th 2025.

    In line with the clocks going forward this weekend, Recycling Centres will also change to their Summer opening times from Monday March 31st, as follows:

    Pennyburn, Strathfoyle and Strahan’s Road Recycling Centres will open Monday to Friday 8am to 8pm, Saturday 8am to 6pm and Sunday 1pm to 5pm.

    Claudy, Domemana and Glendermot Recycling Centres will also remain the same, opening Tuesday to Friday from 9:30am until 5pm and Saturday 9:30am to 4:30pm.

    Eglinton, Park and Plumbridge will now open on Mondays from 12pm until 7pm and from 11:30am until 7pm on Tuesdays to Fridays.

    Newtownstewart Recycling Centre will open on Tuesday to Friday 11.30am to 7pm and Saturday 9:30am to 4:30pm. Spamount will be open 10am until 5pm on Mondays and from 9:30am to 5pm on Tuesday to Fridays.

    Progress continues to be made on major construction works across Aberdeen as part of the £150million City Centre and Beach Masterplan (CCBMP), a committee heard today.

    The updates to the Council’s Finance and Resources Committee included that the start of works to the Castlegate will take place immediately after the Tall Ships event finishes in July this year, and updates to continuing works to Union Street Central and the beachfront.

    Finance and Resources Committee convener Councillor Alex McLellan said: “Aberdeen City Council is investing in the significant transformation of the city centre and beachfront to make place people want to live, work, study, do business or invest.

    “The Castlegate works will be running alongside the existing construction taking place on Union Street and the beachfront and, once finished, these developments will make a major difference to the city and ensure our city centre is a place both residents and visitors can continue to enjoy.”

    Councillor Ian Yuill, Co-leader said: “The city centre and beach areas will be significantly improved through the agreed construction works. These are major investments to upgrade the city for the benefit of all.

    “The beachfront will experience its biggest redevelopment for 35 years. The new facilities will offer amazing new facilities to young people, families and individuals of all ages. The aim is to make the city centre and beach a more attractive and desirable place for all to enjoy.”

    The report to committee said the works to the Castlegate will mean it will play an important part in delivery of the city’s events programme, capable of hosting a range of small-scale events, as well as being an important gateway to the beach. The project comprises public realm and streetscaping improvements including street furniture, public art, improved lighting, enhanced street greening, and an active travel route towards the beachfront.

    An area of loose flagstones has been lifted in the area and replaced with a temporary tarmac surface for public safety. Further site investigation works will take place so the main construction works can start after the Tall Ships event in July 2025.

    The report said the works to Union Street Central will mean the space will be reapportioned in favour of walking, wheeling, and riding users, and public transport whilst still allowing for service vehicle access. It includes a new two-way 3m wide cycle track on the north side, public seating at key locations, and will offer welcoming amenity to all and opportunities for rest for the less able whilst encouraging a wide range of visitors to the city centre.

    The report said since the start of the project, there has been additional works associated with the removal of tram sleepers embedded within the existing concrete basecourse and an undocumented redundant water main.

    The report said practical completion of phase A of the beachfront works – including a beach park, events park, and Broad Hill – should be reached in late summer 2026.The core play park will create a focus for activity and will act as a key ‘gateway’ into the wider park and the beach.

    The Events Park is intended as a flexible space capable of holding events including festivals, larger concerts and gatherings. The Field will be the central focus of this area, semi-enclosed by woodland planting, providing definition and increased shelter.

    The vision for Broadhill is to enhance the natural environment of this distinctive feature through additional planting, furthering the diversity of habitat, and ecological value.

    The report said works on site to all areas progressing on programme. The updates include:

    Beach park:

    • Drainage well progressed;
    • Foundations work has started on the canopy and gateway building;
    • The hub building consents are now in place;
    • Superstructure orders are being procured by the contractor.

    Events field:

    • Drainage is well progressed across the area;
    • Canopy foundations are in place;
    • Amphitheatre foundations have started;
    • Car park drainage and formation work is complete.

    Broadhill:

    • Access steps from Links Road are in place and moving towards completion;
    • Seating and viewing points are due for installation over the next month;
    • Landscaping work has started.

    The £150million commitment by Aberdeen City Council towards the City Centre and Beach Master Plan includes major improvement works underway at Union Street Central, the new market building, and at the city’s beach area. They will create vibrant and accessible areas to help make the city a destination of choice for the benefit of residents, visitors, and businesses.

    Good progress on a new primary school for the area of Tillydrone has been made and the new building is expected to open before the summer holidays.

    Members of Aberdeen City Council’s Finance and Resources Committee today (26 March 2025) agreed a report which gave an update on the construction work for the replacement for Riverbank school.

    Finance and Resources Committee convener Councillor Alex McLellan said: “Aberdeen City Council is investing significantly in the education estate across Aberdeen, delivering new schools such as the new Tillydrone Primary School, to ensure children and young people have the best learning environment.

    “I am pleased the new Tillydrone Primary School will be completed in the coming weeks and officials are working hard to ensure pupils can access the building from May 2025.”

    Councillor Martin Greig, convener of Education and Children’s Services Committee, said: “The new school will provide top-class facilities for all of its pupils including a 3G sports pitch and external outdoor play. The building will be a tremendous boost for the local area as well as being a fantastic learning facility for pupils at the start of their education. It is an excellent and improved asset for the community.”

    A report to committee said the major contractors are confident that practical completion can be achieved with the purpose of achieving an opening in May 2025. This would allow the pupils of the existing Riverbank Primary School to decant to the new school in advance of the summer recess.

    The report also said the building works have been affected by a number of factors, including poor weather and new utility connections which are out with the control of the main contractor.

    The three-stream primary school with Early Learning and Childcare (ELC) provision will also include a 3G sports pitch and external outdoor play and learning facilities.

    The new school is being built on the site of the former Tillydrone Infant School and on part of the former St Machar Primary School site.

    Chancellor delivers security and national renewal for Northern Ireland in new era of global change

    The UK Chancellor delivered the Spring Statement today (Wednesday 26 March 2025)

    • Chancellor vows to bring about “new era of security and national renewal” as she delivered a Spring Statement to kickstart economic growth, protect working people and keep Britain safe. 

    • People across the UK to be on average £500 a year better off by the end of this parliament compared to under the previous government, putting more money in people’s pockets. 

    • Growth at the heart of Plan for Change as £13 billion of additional capital spend allocated alongside £2.2 billion defence funding boost next year will get Britain building. 

    People across the UK will be on average £500 better off from 2029, relative to OBR’s autumn forecast, helping to deliver the Plan for Change as the Chancellor today (Wednesday 26 March) announced a Spring Statement to grasp the opportunities in a changing world. 

    The OBR also confirmed that the UK economy is expected to grow faster than expected from 2026 and will be larger by 2029 compared to its autumn forecast – up to 9.5% compared to 9.2%.  

    The Chancellor also set out how the government is protecting national security and maximising the growth potential of the UK defence sector by confirming a £2.2 billion increase in the UK-wide defence budget in 2025-26. 

    The Spring Statement delivers UK Government spending plans focused on its core objectives, bringing security and stability for working people across the UK.  

    It follows the Budget in the autumn where the Chancellor announced that the Northern Ireland Executive will be provided with an £18.2 billion settlement in 2025/26 – the largest in real terms in the history of devolution. This includes an additional £1.5 billion through the Barnett formula, with £1.2 billion for day-to-day spending and £270 million for capital investment.  

    The measures taken today top these Barnett consequentials up by a further £14 million in 2025/26. The Northern Ireland Executive are receiving over 24% more per person than equivalent UK Government spending in the rest of the UK, including the 2024 restoration financial package. 

    The Northern Ireland Executive’s block grant funding from 2026-27 onwards will be confirmed at Phase 2 of the Spending Review, which concludes on 11 June 2025. The Chief Secretary to the Treasury will meet with his counterparts from the devolved governments to discuss their priorities ahead of its conclusion.  

    Secretary of State for Northern Ireland Hilary Benn said:  

    I welcome the fact that Northern Ireland will receive a £14 million boost in Barnett consequentials as a result of today’s announcements, building on the record £18.2 billion settlement which was confirmed by the UK Government last Autumn. 

    This also follows a  £235 million package to transform public services in Northern Ireland, which will support the transformation of key public services which make a real impact on people’s lives, including health, education, planning and justice. 

    Importantly, today’s announcement reinforces the economic growth potential of the UK defence sector, and follows  the Prime Minister’s announcement of a £1.6bn deal to provide air defence missiles for Ukraine, which will create 200 jobs in Northern Ireland and demonstrates the strength of the local defence industry. 

    From next week, working people across Northern Ireland and the UK will also benefit from an increase to the National Living Wage, putting more money into the pockets of hard-working people. 

    And the UK Government continues to provide support  across Northern Ireland through City and Growth deal packages, having confirmed the Mid-South West and Causeway Coast and Glens City deal last year.    

    Taken together, these measures will foster growth in Northern Ireland, creating jobs, supporting public services, and boosting the quality of life for local people.” 

    Growth 

    Kickstarting economic growth is the number one mission of this government, putting more money in people’s pockets. 

    The UK Government has already made considerable progress on growth in Northern Ireland, including confirming the Mid-South West and Causeway Coast and Glens City deal. Earlier this month, the Prime Minister also announced a £1.6bn deal to provide air defence missiles for Ukraine, which will create 200 jobs in Northern Ireland. In February we launched Intertrade UK which will advise on how businesses can take advantage of the full opportunities of the UK internal market.   

    The actions of this government across the Autumn Budget and Spring Statement, if sustained, lead to a 0.6% rise in the level of real GDP by 2034-25. 

    The OBR concluded that the stability rule is met by £9.9 billion and the investment rule is met by £15.1 billion. Both rules are met two years early, meaning from 2027-28 the government is only borrowing for investment and net financial debt is falling. 

    The government is not satisfied with short-term growth figures, and is going further and faster today to improve this. 

    The Chancellor has announced a further £13 billion of capital investment over the Parliament to go further on growth, on top of the £100 billion uplift announced at Autumn Budget. This will deliver the projects needed to catalyse private investment, boost growth and drive forward the UK’s modern industrial strategy. 

    Taken together, this greater capital investment more than offsets the modest savings on day-to-day spending and means the total departmental spending will increase over the next five years, when compared with plans in the Autumn. 

    Defence 

    The world is changing before our eyes, reshaped by global instability, including Russian aggression in Ukraine. Europe is facing a once-in-a-generation moment for its collective security, with conflicts overseas undermining security and prosperity at home.  

    A month ago, the Prime Minister announced the biggest sustained increase in defence spending since the Cold War as a result of the changing global picture, now reaching 2.5% of GDP by April 2027, and with an ambition to reach 3% in the next Parliament subject to economic and fiscal conditions.  

    We are going further and faster to protect our national security and maximise the economic growth potential of the UK defence sector.  

    • Increasing the defence budget by £2.2 billion in 2025-26, taking additional spending on defence to over £5 billion since the Autumn Budget. 

    • This raises spending on defence to 2.36% next year and will be invested in fitting Royal Navy ships with Directed Energy Weapons five years earlier than planned, providing better homes for military families and modernising His Majesty’s Naval Base Portsmouth.  

    • Setting a minimum 10 percent ringfence for equipment spending on emerging technologies like drones and autonomous systems, dual-use technology, and AI-powered capabilities, so that British troops have the tools they need to fight and win in modern warfare.   

    • Getting this new tech into the hands of our armed forces quicker by cutting away bureaucracy, with a new UK Defence Innovation unit within the Ministry of Defence spearheading efforts to identify promising technology and ensure these get to the frontline at speed, while also bolstering the UK tech sector and crowding in private investment.  

    • Creating bespoke procurement processes for different types of military equipment, learning lessons from our rapid support for Ukraine to drive faster timescale targets for operationalising new tanks, aircraft and other essential tools for modern warfare.  

    • This government is determined to transform the defence sector into an engine for growth by focusing this investment on where it boosts the productive capacity of the economy such as investment in innovation and novel technologies. As a result of the increase in defence spending to 2.5%, the government estimates this could lead to around 0.3% higher GDP in the long run, equivalent to around £11 billion of GDP in today’s money. 

    • The government’s investment in defence will also support its number one mission to deliver economic growth. UK citizens will be protected from threats at home whilst creating a stable environment in which businesses can thrive, and supporting highly skilled jobs and apprenticeships across the whole of the UK. 

    Reform 

    The UK Government is determined to make the public sector more productive and to improve services for working people. But the changing world means we need to go further and faster to ensure we can deliver the public services that working people care most about. 

    The government has shown its commitment to taking the difficult decisions required to drive efficiencies and reform the state – reducing bureaucratic inefficiencies and duplication; and driving out wasteful government spend through cancelling thousands of government credit cards. 

    Getting more people into jobs is also central to the government’s growth mission. The broken welfare system is letting people down by asking them to prove what they can’t do, rather than focusing on what they could do with the right support – trapping people due to fear of trying work, lack of support and poor financial incentives. 

    The Chancellor has confirmed the creation of a £3.25 billion Transformation Fund to support the fundamental reform of public services, seize the opportunities of digital technology and Artificial Intelligence (AI), and transform frontline delivery to release savings for taxpayers over the long-term. 

    The UK Government provided £235 million to transform public services in Northern Ireland as part of the £3.3 billion restoration package for the Executive. This month we agreed to allocate £129 million of that funding to projects across several priority public services including health, education, planning and justice. The funding will see £61 million go towards expanding the multi-disciplinary teams in GP clinics across Northern Ireland, and support five other projects across justice, special education and infrastructure which represent key priorities in the Executive’s Programme for Government. 

    Looking Forward 

    This Spring Statement builds on the Autumn Budget and the decisions taken since required to deliver stability to the British economy and kickstart economic growth. 

    The government will set out its plans for spending and key public sector reforms at the Spending Review which will conclude on 11 June 2025.

    • Government calculations for the long-run impacts of higher defence spending are based on estimates from Antolin-Diaz and Surico (2025), forthcoming in the American Economic Review (AER), of the GDP impact of higher defence spending on GDP. Their estimates of the GDP multiplier stabilise after ten years at around 1.6, which is assumed to reflect an appropriate long-run multiplier for potential output, as any demand-side effects are likely to have dissipated at the ten-year horizon. 

    • Defence spending as a share of GDP is set to rise from 2.3% to 2.5%, an increase of 0.2 percentage points. Applying an elasticity of 1.6 to this change implies a long-run increase in the level of potential output of approximately 0.3%. A long-run increase to the level of potential output of 0.3% is equivalent to around £11 billion of GDP in the long run, in today’s prices.
