    Core Group Statement at the 58 Human Rights Council for the Enhanced Interactive Dialogue on the report of the Commission of Human Rights in South Sudan. Delivered by the UK’s Permanent Representative to the WTO & UN, Simon Manley.

    Thank you, Mr President. 

    I am pleased to speak on behalf of the Item 2 core group for South Sudan – Albania, Norway, Ireland and the UK. 

    We thank the Commissioners for their important report. We also welcome South Sudan’s continued cooperation with the Commission and the Minister of Justice’s presence today.

    The Commission’s report demonstrates the scale of ongoing human rights violations and abuses committed in South Sudan. Civic space and media freedom are severely restricted. Appalling acts of conflict-related sexual violence are being committed frequently, and with impunity, across the country. 

    While the recent passing of legislation on transitional justice institutions represents some progress, only fully resourced and operational institutions can deliver justice and accountability for the South Sudanese people.

    During this extension period, the Revitalised Agreement must be fully implemented, including operationalising the Chapter Five transitional mechanisms and holding peaceful, inclusive and credible elections in 2026.

    We remain committed to continuing our support to the people of South Sudan and their path to peace, reconciliation and accountability.

    The Commission plays a vital role in supporting such efforts. Its mandate must therefore be extended in full in this Session, to ensure continued, robust scrutiny of the human rights situation. 

    We will continue to engage with South Sudan in the hope that this extension can be agreed by consensus.

    Thank you Mr Vice President.

    And thank you to the commission and the ASG for their poignant interventions today. Your ongoing work is vital to securing long-term peace and reconciliation in South Sudan.

    We also welcome the presence of the Honourable Justice Minister of South Sudan.

    Mr President, as this report makes clear, the human rights situation in South Sudan remains grave. Violence continues to escalate. Elections have been delayed. Media freedom is severely restricted. And journalists are being arbitrarily detained under the National Security Service Bill.

    We are particularly concerned by appalling reports of conflict-related sexual violence. Victims being left without access to essential medical care or recourse to justice. The Anti-Gender-Based Violence Bill, drafted five years ago, must be put into full and immediate action.

    What we’ve read and heard underlines why we need to maintain this Council’s attention on South Sudan, and why the work of the Commission must continue. It is essential to achieving the inclusive, democratic future promised to the people of South Sudan. The Commission’s robust scrutiny of South Sudan’s human rights situation must continue.

    Commissioners, what more can the international community do to help South Sudan end this devastating cycle of conflict-related sexual violence?

    The latest update is that the Jersey Demolition Company, JDC, site visits have been taking place this week to assess the stability and make preparations for the construction of the scaffolding, as part of the first step in our four-step plan. 

    This highlights the complexity of the response needed to carry out the repairs, as investigations continue into the stability of the building, affected by a burst water main.

    Four-step plan 

    • first, we’re installing a steel strapping system to keep the building stable. 
    • then, a Geotechnical Engineer will check the soil conditions under the foundations.
    • after that, we’ll move on to demolishing external structures, including boundary walls. 
    • and finally, we’ll keep reviewing timelines, but right now, we’re aiming to reopen after Easter. 

    Timeline update: 28 Clarendon Road 

    The owner of 28 Clarendon Road has been working with an engineering team and a Geotechnical Engineer, to take action to ensure the building is made safe and restored efficiently. 

    We want to thank the owner for working with all parties to come to the fastest possible resolution. 

    Next steps

    • Step 1: Manufacture and install steel strapping system to stabilise the building. 
    • Step 2: Geotechnical Engineer to then assess soil conditions beneath the foundations. 
    • Step 3: The wider team can then proceed with necessary demolition of external structures, including boundary walls affecting neighbouring properties. 
    • Step 4: We continue to monitor progress and review timelines for the safe reopening of Rouge Bouillon, currently expected after the Easter holidays. 

    The project remains under constant review to ensure the best and safest outcome. 

    Rouge Bouillon continues to remain closed between Clarendon Road and Palmyra Road as investigations continue into the stability of an adjacent building wall, affected by a burst water main. 

    The Government of Jersey is monitoring and facilitating ongoing meetings held with all relevant stakeholders to ensure public safety. These include Highways, Network Management, Drainage, Building Control, Jersey Water, CYPES and other key parties, alongside property owners impacted by the issue. 

    Current status with investigatory and repair work

    • private parties, residents and private owners, responsible for the affected buildings are undertaking detailed investigations and repair work, which are expected to take some time 
    • The situation is highly complex with several adjacent walls and buildings that are unsafe and severely cracked
    • Multiple parties are involved, including Infrastructure and Environment, Jersey Water, structural engineers, building surveyors, loss adjustors, and insurance companies. 

    Alternative routes and safety assurance 

    We have considered other options to manage the traffic around the closure however, the decision to retain the current traffic arrangement is based on the following factors: 

    • reversing Clarendon Road poses additional safety risks for residents and pedestrians 
    • allowing right-turn access onto Clarendon Road from Val Plaisant could cause severe traffic congestion, particularly near the Gyratory 
    • reversing Midvale Road, while potentially useful, would necessitate signal junction changes, creating confusion, complications, and further safety concerns. We advise the traveling public to continue to avoid the area and use alternative routes to access town where possible. 

    Public impact 

    We understand that the closure has significant impacts on daily travel and local businesses. The road will only reopen once the buildings are stabilised and all risks of structural collapse have been mitigated.

    Next steps 

    A further update on the situation will be provided in seven days.

    Please see below a statement from the Minister for Health and Social Services, Deputy Tom Binet, in response to the publication of the Hospital Review Panel’s report. 

    Minister for Health and Social Services, Deputy Binet, said: ”Today, the Hospital Review Panel released their 117-page review. Along with the New Healthcare Facilities Programme, Health and Care Jersey and Treasury teams and Minister, I will study it carefully over the coming days and respond to the findings and recommendations as soon as possible. Having read Deputy Renouf’s Forward and the Executive Summary, it is clear that the report is likely to cause a good deal of unnecessary concern. 

    “For the avoidance of doubt, there is nothing in it to suggest that progress towards the delivery of New Healthcare Facilities should be slowed and I am confident that the team will be able to address all the key findings and recommendations and assuage any public misgivings. Even the Chair of the Panel himself says that they are not saying the new healthcare facilities will fail to meet the needs of Islanders or that they are definitely unaffordable. 

    “Everyone knows the new Acute Hospital at Overdale and other healthcare facilities are desperately needed, and having worked with the highly competent delivery team for almost three years, I’m satisfied that sufficient information has been generated in this specific, Jersey context to justify the expenditure, and that the Outline Business Case will be refined to a Full Business Case in the same, appropriate way.”​​​

  • MIL-OSI United Kingdom: Upcoming changes around York Station as project progresses

    In the coming weeks, people will notice a lot of changes to the area to the front of York Station as progress on the Station Gateway project continues.

    The new image reveals paving that will form the new public spaces in the area where Queen Street Bridge used to be, as well as give a feel for how the segregated cycle lane will look.

    Earlier this month, contractors John Sisk & Son (Sisk) confirmed night time works were to take place to dig out existing footways and roads, so that they can be resurfaced and improved as part of the changes to public spaces in the area.

    In March, people will notice a number of changes around the station. These include:

    Changes to bus stops outside York Station

    4 bus stops on the city walls side of Station Road will be relocated from Monday 10 March. Stops RF, RG, RH and RJ* will move to a new, more spacious location approximately 50m away. This will create a better waiting environment for passengers and drivers, while making room for improved public spaces.

    Buses will continue to serve and stop at the station but from 10 March will use the new stops as illustrated in the map.

    People will notice that the temporary road will be realigned to accommodate these changes. This will happen during the night works. A temporary accessible pedestrian diversion will run behind where the current bus stops are and connect to the new stops.

    Other work taking place

    • Blossom Street lane closures – 24 February to 12 April (two-way traffic will be maintained).
    • Night work – Ongoing throughout March. From 17 March, Sisk will be installing a new water main outside the RI building. This work will be done over 10 nightshifts on weekdays only, with the last night of work taking place on 28 March.
    • Long-stay car park closure – Network Rail has announced that the long-stay car park will be closed permanently from 11.59pm on 14 March. This is to allow Network Rail to begin work on a new multi-storey car park.

    Cllr Kate Ravilious, Executive Member for Transport at City of York Council, said:

    “It’s fantastic to see the changes now happening which are transforming the area into a more open, accessible and pedestrian-friendly space with improved public transport links.

    “I would like to reassure people that buses will continue to serve the station and that the changeover of the bus stops will happen overnight, so please do continue to use our local bus services to travel into and around the city.

    “We are hugely grateful for everyone for their patience and understanding while these works take place. We are working closely with our contractor and partners to minimise disruption as much as possible.”

    Sisk Regional Director Robin Metcalf said:

    “We’re proud to be delivering this important project which will transform the area around York Station.

    “It’s also created valuable employment opportunities for local people, as well as local businesses and suppliers from the region. As we move into the next phase of construction, we remain committed to completing the work efficiently and with as little disruption as possible.”

  • MIL-OSI Security: “Fully committed to an anti-discriminatory police service.”

    An update one year on from the Angiolini Inquiry Part One

    The Angiolini Inquiry was established to investigate how an off-duty police officer was able to abduct, rape and murder a member of the public. The findings and recommendations of this investigation were presented in part 1 in February 2024.

    Policing accepted all recommendations made and over the last year much work has been ongoing to develop and take forward these recommendations, building the necessary steps to embed them in processes and culture.

    Recommendation 14 focussed on “Positive culture and elimination of misconduct or criminality often excused as ‘banter’”. The Inquiry stated that every police force should commit publicly to being an anti-sexist, anti-misogynistic, anti-racist organisation. It was agreed by all police chiefs in England, Scotland and Wales that we commit to a police service that is anti-discriminatory, placing inclusion at the heart of culture and today this statement is underlined.

    National Police Chiefs’ Council Chair, Chief Constable Gavin Stephens said:

    “I stand with my colleagues across policing to say we are fully committed to a police service that is anti-discriminatory and we continue working hard to eradicate sexism, racism, misogyny and discrimination in all forms.

    “Actions speak louder than words and while a statement can be incredibly powerful, we know that what is more important is how we embed an anti-discriminatory culture. We are driving out behaviour that does not meet the high standards of integrity the public and colleagues deserve and creating an environment where everyone is supported and empowered.

    “This commitment to being anti-discriminatory represents a line in the sand while building on the valuable work ongoing across policing to address poor culture and ensure our workforce meets the high standards our communities expect and deserve.

    “The Angiolini Inquiry part one was an urgent call for action and I know I speak for everyone in policing when I say we heard that call and are fully committed to bringing lasting, impactful change for future generations.”

    Much progress has been made against the recommendations set out in February 2024 with a robust governance structure managing the national and local response and regular reporting back to the Everard family and the Inquiry team.

    Key updates include:
    • Provisions made for stringent information sharing between police forces and the armed services when individuals are transferring or moving onto new organisations.
    • Vetting reform work ongoing to review the processes and procedures in vetting, reviewing robust measures and checks to ensure the integrity of policing’s workforce.
    • A working group, supported by leading academics, is examining the use of psychometric testing in vetting as another means of identifying any cause for concern.
    • Best practice and learning is being shared around in-person interviews and home visits for police officer applicants with pilots in place and more being developed.
    • The NPCC and Home Office are working in partnership to develop a continuous integrity screening solution which will be piloted in late 2025. The purpose of the solution is to ensure police officers, staff and volunteers are regularly and automatically checked through the Police National Database, highlighting any issues or changes so they can be addressed as required.
    • Publication of the revised vetting approved professional practice
      • o This encompasses a number of changes which reflect many of the recommendations around vetting, strengthening the process and reframing vetting as an ongoing process throughout the careers of officers and staff, rather than a moment in time.
    • Nationally and locally, reporting mechanisms have been strengthened so that the policing workforce is empowered and supported in reporting any concerns about colleagues.
    • Many police forces have implemented policies around dealing with indecent exposure incidents and the College of Policing has introduced a detailed new training package on non-contact sexual offences, placing victims at the heart of investigations.
    • Policing must be an inclusive and desirable employer for everyone and the Angiolini Inquiry made recommendations particularly around supporting women in policing. Significant work is ongoing to look at how women can be better supported with a new ‘Family Friendly’ policy developed and a uniform review in progress.
    National Policing Culture and Inclusion Strategy 2025-2030

    The College of Policing and the National Police Chiefs’ Council (NPCC) have developed a five-year culture and inclusion strategy for policing.

    The strategy sets the vision for policing to have a representative workforce that is a trusted profession, demonstrating the highest levels of integrity, fairness and respect towards each other and the public we serve.

    The strategy is available for police forces to implement from 1 April 2025. It establishes new standards focusing on two interconnected priorities: evolving police organisations and improved working with the public. As part of the strategy there will be practical guidance and tools available to support forces to create lasting cultural change.

    The strategy will be owned by a chief officer in each force who will maintain sign-off and oversight of force performance on an annual basis.

    The NPCC and College of Policing will work with His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) to enable effective scrutiny of progress against this strategy and the culture and inclusion standard for policing.

  • MIL-OSI United Nations: 28 February 2025 Donors making a difference: community engagement to promote, provide and protect the health and well-being of all

    WHO defines community engagement as “a process of developing relationships that enable stakeholders to work together to address health-related issues and promote well-being to achieve positive health impact and outcomes”.

    WHO’s partners and donors support the Organization to work in this area as there are undeniable benefits to engaging communities in promoting health and well-being. At its core, community engagement enables changes in behaviour, environments, policies, programmes and practices within communities.

    Below are some country stories that demonstrate the breadth of community engagement work that WHO conducts, resulting in more positive health outcomes for the people in these communities than before.

    Uganda trains district health workers on community-based approach to Ebola

    Uganda’s Ministry of Health conducted a training on Ebola disease detection and management for Community Health Workers representatives from Kole, Wakiso, and Mukono districts. Participants focused on multi-sectoral action to safeguard communities from emerging zoonotic diseases with pandemic potential such as Ebola.

    Communities play an integral role in raising awareness, supporting case identification, tracing contacts, and maintaining essential health services. The emphasis on collaboration with local leaders, volunteers, and health workers is vital for effective responses to public health emergencies. Building on lessons learned from past health crises, Uganda has already made substantial advancements in emergency preparedness.

    The three-day event was supported by WHO, and the UK Public Health Rapid Support Team (UK-PHRST), which is a UK aid project funded by the Department of Health and Social care. The community protection approach is a central component of WHO’s new Health emergency prevention, preparedness, response, and resilience framework.

    Community engagement for access to health services in Lao PDR

    Developed by the Lao Ministry of Health and Ministry of Home Affairs in response to COVID-19 with the support of WHO and partners, the CONNECT initiative enhances local governance and community engagement for equitable access to public services, particularly health.

    Supported by USAID, the Australian Government and Luxembourg, as of July 2024, CONNECT reached over 230 villages across 10 provinces (including Vientiane Capital) and support already in-place for expansion to all provinces.

    An external evaluation of implementation in 12 villages found an increase in essential service uptake for maternal health and improved attitudes towards using primary care; increased trust in health providers; increased sense of ownership of health at community level; and increased vaccination uptake and confidence, especially among ethnic groups and previously unreached communities.

    Côte d’Ivoire community radios boost public awareness on mpox outbreak

    A network of community radio stations, known as Radio Santé, comprises 350 stations in West African, with over half based in Côte d’Ivoire. Launched in 2020 during the COVID-19 pandemic with major support from WHO, Radio Santé has become a preferred channel for disseminating reliable, verified health information. It brings together nearly 1000 journalists and communications specialists.

    Radio Santé is an interactive and accessible tool for mobilizing communities around health issues, throughout Côte d’Ivoire and across borders. Health authorities use Radio Santé to counter rumours and misinformation, and to strengthen community engagement, which is crucial to curbing the spread of diseases such as mpox.

    After WHO declared mpox as a public health emergency of international concern in August 2024, Radio Santé devoted its health talk show to mpox. 185 Ivorian community radio stations have since broadcasted messages on mpox. Over 50 programmes have been produced and broadcast in eight countries: Benin, Burkina Faso, Chad, Guinea, Mali, Niger, Senegal and Togo.

    Bolivia strengthens social participation in health for indigenous population

    The Ministry of Health and Sports of Bolivia is engaging indigenous populations in community participation processes, creating space for them to discuss health topics, share concerns, and contribute to a health improvement plan.

    The meaningful inclusion and engagement of indigenous populations in health policy planning, taking into account the social determinants of health, is critical to ensure context-specific interventions, uptake of guidance and services, and positive health outcomes for all.

    PAHO/WHO, through the Universal Health Coverage Partnership, has supported the Ministry of Health and Sports of Bolivia in this endeavour since 2021. The UHC Partnership operates in over 125 countries, representing over 3 billion people. It is supported and funded by Belgium, Canada, the European Union, France, Germany, Ireland, Luxembourg, Japan, the United Kingdom of Great Britain and Northern Ireland, and WHO

    Weaving hope in Honduras: the community wisdom that saves lives

    In Honduras, high rates of maternal and neonatal mortality are often the result of multiple factors, including socioeconomic barriers, lack of access to adequate healthcare services, gaps in education and awareness about maternal and child health, and cultural differences.

    Hermelinda Hernández, who is familiar with the local practices and beliefs of her community and also recognizes the value of professional medical interventions, participated in the “Knowledge Dialogues Methodology” workshop organized by the Honduran Ministry of Health with the support of PAHO/WHO and funded by Global Affairs Canada.

    The workshop aimed to promote mutual understanding between midwives and healthcare providers to reach agreements that improve the health of women, and adolescent girls in situations of vulnerability within the community.

    Grassroots heroes in Cambodia

    In Cambodia, village chiefs stepped up to create a healthier future for their communities. In villages across 25 provinces, 2000 village chiefs and nearly 5400 village health support groups received trainings, organised by the Ministry of Heath with support from WHO and the EU.

    This equipped the chiefs with knowledge and skills necessary to control transmission of COVID-19, influenza, and other respiratory diseases, and collaborate with authorities more closely on health issues facing their communities.

    The chiefs then shared their newfound knowledge during community dialogues, which then transformed how community members adopted healthier practices. Empowered with accurate information, communities embraced protective measures during times of high COVID-19 transmission.

    Bolstering public awareness to help curb mpox spread in Uganda

    Uganda witnessed an upsurge in mpox cases, with laboratory-confirmed cases increasing from 24 as of 21 September to 413 as of 7 November 2024. Health authorities, with support from WHO and partners, worked closely with communities to raise awareness about the dangers of the disease and how to stay safe, and address misinformation and stigma.

    The risk communication and community engagement team reached more than 100 fishmongers, fisherfolk, boda boda (motorbike taxi) riders, 8000 school children and 30 sex workers. In addition, 500 teachers in the district have been oriented on mpox.

    WHO is also using mass media to expand the reach of mpox response communication. With funding from USAID, WHO has contracted 10 regional radio stations and 2 national TV stations to raise awareness and promote preventative behaviour.

    In the districts of Sidama, Central, and South Ethiopia, access to healthcare is often challenging, exacerbated by various health emergencies. A community-led initiative made remarkable progress in combating measles, malaria, and malnutrition through collaborative efforts between local health facilities, community health workers, and government agencies.

    The initiative received significant financial support from the European Civil Protection and Humanitarian Aid Operations (ECHO) bolstering community-based intervention efforts.

    By leveraging collaboration between healthcare facilities, community health workers, and local communities, this initiative represents a beacon of hope in improving healthcare access and outcomes in regions of Ethiopia.

    WHO races to contain malaria resurgence in southeastern Iran

    A race against time is underway in southeastern Iran, where the resurgence of malaria threatens to undo years of progress. The dramatic rise in cases has been attributed to the devastating floods in neighbouring Pakistan in September 2022 which led to an expansion of malaria breeding sites.

    WHO, with crucial support from the Government of Japan, is on the ground in Sistan and Baluchestan Province, battling this public health emergency and working to protect vulnerable communities. Japan’s generous contribution provided 4902 mosquito dome tents offering families protection from infected mosquitos, 50 000 malaria rapid diagnostic tests enabling health care workers to quickly identify and treat infected individuals, and 1655 kg of insecticides, deployed to contain mosquito populations at their source. The combined resources are estimated to benefit 77 400 people in the province.

    In December 2024, a WHO mission observed a proactive approach to malaria control demonstrated by local health workers as they conducted house-to-house screenings, distributed mosquito nets and educated communities on how to use them.

    Malnutrition among children is one of the main health problems that the affected populations of Ségou had to face after severe floods hit Mali between July and October 2024. Having lost everything including their food reserves and their means of subsistence, people found themselves in a very precarious situation.

    Among the more than 370,000 people affected by these floods, children, who represent 45% of the affected population, are particularly vulnerable. To enable access to health care, WHO, with thanks to the Central Emergency Response Fund, supported the deployment of mobile clinics on relocation sites.

    In the Ségou region, three sites were set up and equipped with medical tents. Medical staff go there five times a month. Between July and October 2024, nearly 700 children suffering from malnutrition were identified in the three health districts of the Ségou region.

    Effective community engagement saving lives in Tanzania during cholera outbreak

    The recurrence of Cholera outbreaks has been a threat to many lives in the United Republic of Tanzania for decades now. In mid-2024, situation reports from the Ministry of Health indicated that, the outbreak have been reported in 19 regions of Tanzania Mainland. Thanks to flexible funding available for responding to outbreaks such as this, WHO has been able to support the Government’s efforts to control cholera outbreaks. Risk Communications and Community Engagement (RCCE) Experts worked on the ground delivering an intensive community sensitization in over 92 households and 32 villages . The joint and community-based action plan against Cholera outbreak was built jointly, this way enhancing 54 community members and local authorities from the affected wards and districts. The community engagement strategies adopted generate local solutions tailored to control and prevent further transmissions in these areas. In addition, WHO applied behavioral science approaches to guide tailored interventions to community protection and resilience – and as a result, enhancing many lives in Tanzania.

    We must recognise the threat he poses to global security, democracy and our climate.

    Donald Trump does not deserve a warm welcome and must be met with protest on his visit to Scotland, say the Scottish Greens. 

    The US President has been invited to meet with King Charles in Scotland to discuss their “mutual interests” and plan a second state visit.

    Scottish Greens co-leader Patrick Harvie MSP said:

    “In the short time since Donald Trump has re-entered the White House he has unleashed some of the most destructive policies of any US President in living memory. 

    “Despite Keir Starmer’s sickening deference to him, Trump is not a friendly leader and should not be treated as if he was. He is a dangerous, fraudulent, misogynistic, racist, climate-change denier, and one who openly opposes democratic values.

    “During his first Presidency he repeatedly promoted the work of fascists, and in recent weeks high profile members of his government have been openly advancing the interests of far right parties in Europe, interfering in our domestic politics in a way that would once have sparked global outrage. It was only two weeks ago that his Vice President was spreading misinformation about abortion rights in Scotland to a global audience.

    “The threat Trump represents to global security, to democracy, to human rights and to our climate could not be clearer. To offer him such a warm welcome and the trappings of a state visit is a slap in the face to the millions of people across the US and beyond who are frightened for their friends and family who are having their rights eroded or removed.

    “The UK Labour Government is utterly failing to recognise the threat he poses and the urgent strategic choice this country faces. Either we stand reunited with democratic Europe, or we assist Trump in ushering in a frightening new era, one where international law is replaced by the whim of tyrants and their billionaire backers.”

    Mr Harvie added:

    “I have no doubt that Donald Trump’s visit will be met with protests and a great deal of anger. 

    “Only this week the First Minister was calling for a united front against the far right. That must also mean standing up to Donald Trump and the toxic and hateful politics that he represents.”

  • MIL-OSI United Kingdom: The Councils ongoing commitment to securing and preserving heritage buildings

    In recent months, Preston City Council has identified numerous empty buildings within the city centre where community safety, preventing anti-social behaviour and/or preserving their heritage value needs to be addressed.

    Most of these buildings are in private ownership and so the Council has established a task group to oversee and co-ordinate action. This includes a range of departments from the Council and representatives from the Police and Fire Service.

    A liaison group with representatives from Preserving Preston’s Heritage has also been set up.

    The Council has taken steps to obtain ownership details and make contact with owners to draw attention to the risk to their property.

    Owners of the priority buildings have been invited to meet with the task group, but so far only two have replied.

    Furthermore, for certain listed buildings identified which are showing the most deterioration, it has been necessary for the Council to assess the risk to understand the extent of deterioration and damage, assess the scope of works needed to remedy it, decide whether statutory action is warranted and what type of action is appropriate.  

    Councillor Amber Afzal, Cabinet Member for Planning and Regulation at Preston City Council said:

    By adopting a joined up, multi-agency approach to tackling the complex issues that have blighted these properties through years of neglect, good progress is now being made. Public safety is our main concern but it is critical that also, wherever possible, we retain our heritage buildings that are so important to Preston’s history and give the city its unique cultural identity.

    Councillor Valerie Wise, Cabinet Member for Community Wealth Building and the City Regeneration portfolio at Preston City Council is also keen to see a brighter future for these neglected buildings. She said:

    Repurposing and bringing back to life these forgotten and unloved architectural gems, many of which are listed, is so important in the overall regeneration plans for the city.

    We will continue to work closely with the owners and landlords of these special interest properties to rejuvenate the city centre in the best possible way for future economic growth and architectural benefit.

    An update on the most significant cases is provided as follows:

    27 Winckley Square (former home of Edith Rigby) – Grade II listed building

    The Council has taken action and been engaging with the owners for some time in connection with community safety, preventing anti-social behaviour and/or preserving the heritage value of the building.

    Certain steps have been taken by the owners, but the Council are of the view that further work is necessary.

    The Council has previously instructed a survey of the building to assess its condition, which identified numerous concerns. Due to the condition of the building, it was not possible to complete the survey of the inside of the building.

    In December 2024 measures were taken by the owner to provide structural support to allow an internal survey to be carried out.

    The internal survey was carried out this week (week commencing 24 February), which will enable the Council to determine the scope of works necessary to remedy the deterioration and whether statutory action is warranted.

    This will be communicated to the owner in the first instance.

    The Council is aware the rooflight is open to the elements and the owner has confirmed that temporary measures will be taken to weatherproof the rooflight. This is an appropriate course of action until the scope of necessary repair works, which will include this, is determined.    

    The Old Dog Inn – Grade II listed building

    The Council has drawn the owner’s attention to the rear wall, which contains numerous cracks, some of which are significant in size and if not addressed could lead to an uncontrolled collapse.

    In an attempt to address the deterioration, the owner submitted a listed building consent application proposing to demolish and rebuild the rear wall. This was carefully assessed and following the submission of further information concerning the methodology of the work, listed building consent was granted in February 2025.

    The listed building consent was accompanied with a letter informing the owner that given the condition of the rear wall had worsened and to prevent an uncontrolled collapse of the rear wall, the Council is actively considering the use of statutory enforcement powers to execute works urgently necessary for the preservation of the building.

    To that end, the Council instructed a survey of the building, which has been carried out, to inform the owner of what steps are needed to prevent an uncontrolled collapse.

    The owner is fully aware that unless the necessary works are completed within an appropriate timeframe then the works could be carried out by the Council in default.  

    St. Joseph’s Orphanage, Mount Street – complex of Grade II listed buildings

    Planning permission and listed building consent were both granted in February 2021 for alterations to the Chapel and attached tower, demolition of five listed buildings and the erection of three apartment blocks and ten town houses.

    Three out of the five buildings have been demolished. One building, adjoining the tower, has been partially demolished.

    The other building adjacent to Mount Street was the subject of a fire in November 2024. The fire has left this building unsafe and dangerous, and Mount Street was closed as a result until the building is demolished to protect the public.

    The delays in the demolition have largely been due to satisfying the Health and Safety Executive that the demolition methodology satisfactorily addressed the removal of asbestos and the safety of the building and those adjoining, the demolition contractors and members of the public.

    Ground works commenced this week, and the demolition will start on 03 March 2025, and it is expected to be completed in 12-weeks.

    Harris Institute, Grade II* listed building

    The Council has taken action and is engaging with the owner in connection the deterioration of the building and its future preservation.

    Certain steps have been taken by the owner, which include remediation works to the party wall, repairing the roof and addressing the water ingress, and eradicating dry rot, the latter takes time to treat and remove.

    Planning permission and listed building consent were both granted in December 2024 for minor alterations, several community and office uses, and holiday lets within Regent House.

    The owner has responded positively and has recently met with the Council to provide an update on the future of the building.

    The approved scheme for the building will be delivered in phases, with the holiday lets opening first before the rest of the scheme is delivered.

    A part of the Government’s new devolution plans, this is a once-in-a-generation opportunity to take power out of Whitehall, bring decision-making closer to the people of Devon, Plymouth and Torbay and unlock unprecedented opportunities for growth and innovation.

    A Mayoral Strategic Authority promises to supercharge the region’s ability to access greater powers and unlock additional funding for economic growth and infrastructure development, such as housing and transport.

    By working together, the councils aim to ensure that Devon, Plymouth and Torbay are ready to seize this unique opportunity when the government calls for further submissions of interest.

    Councillor Tudor Evans OBE, Leader of Plymouth City Council, said, “Devolution is a game-changer for our communities.     Wild beavers: Nature’s engineers to return to English waterways

    Government to allow reintroduction of beavers into the wild after centuries of absence in a huge boost for nature conservation

    Nature’s original master builder – the Eurasian beaver – is set to return to our waterways after centuries of absence, following a government decision to allow wild release.   

    Beavers are prodigious ecosystem engineers and proven climate champions – creating natural flood defences that can reduce flood risks and building wetlands which are thriving havens for wildlife.   

    Known as a keystone species because the habitats they create benefit myriad other species, they were once abundant in England but became extinct due to overhunting. In recent years, beavers have been returning to our waterways through a system of licensed releases into enclosures, and a limited trial of wild release in Devon.  

    Now in a major boost for conservation, the government has today (Friday 28 February) set out a new approach which will allow beavers to live wild in England’s treasured landscapes.  

    Ministers have set out how we will provide the certainty needed for conservationists, landowners and farmers in a new policy statement. It includes the detail of a new licensing system, support for landowners and farmers, and a commitment to produce a plan in consultation with these stakeholders for the long-term management of beavers in England.  

    The return of beavers will be carefully managed to avoid impacts on farming, food production and infrastructure. New wild release projects will need to have a project plan in place covering a 10-year period to support the introduction of beavers into a landscape before Natural England would consider granting a licence. 

    Nature Minister Mary Creagh said:  

    “Beavers are cherished creatures who bring so many benefits for people and our precious natural environment. They create wetlands which are havens for wildlife, reduce flood risk and improve the water quality of our rivers.  
       
    “Reintroducing beavers to the wild is a critical milestone for this Government’s plan to protect and restore our natural world.” 

    Tony Juniper, Chair of Natural England, said:   

    “Beavers have been missing from our landscapes for about four hundred years and this careful approach for their planned return is a significant landmark for Nature recovery in England. 

    “Beavers are environmental engineers. The dams, ponds and canals they build not only create amazingly rich habitats for many other species, but can also help reduce flood risk, purify water and catch carbon.  

    “Under licence from Natural England, the release of wild beavers will be managed to secure the long-term environmental benefits while seeking to minimise and avoid unwanted impacts.” 

    All existing beaver populations will be allowed to remain and expand naturally and will ensure that appropriate management measures are put in place. Existing populations of wild beavers will continue to be proactively managed by their local beaver management group.    

    Through this carefully planned reintroduction programme which is defined by a 5 step management approach, we will support farmers and communities to live alongside beavers, ensuring these natural problem-solvers benefit everyone.  

    The government will also now begin work on developing a long-term beaver management plan in England. This will build on the approach announced today and be developed with input from key stakeholders, to ensure we meet the challenges and opportunities posed by an expanding beaver population well into the future.  

    It is expected that the first release of wild beavers will happen at Purbeck Heaths National Nature Reserve soon with a licence issued to the National Trust.

    Hilary McGrady, Director General of the National Trust said:  

    “This is fantastic news for nature recovery and people’s livelihoods. Beavers are unparalleled in their ability to restore landscapes, create wetlands that manage flood risk, improve our water quality, and bring back wildlife.   

    “Since 2020, we’ve introduced beavers at three National Trust sites through licensed, enclosed releases. We’ve seen first-hand the amazing benefits these fascinating mammals provide, and we’re thrilled to receive a licence for the first wild beaver release in England.  

    “It’s important to us, and the communities we work in, that beaver releases across wider landscapes happen in a responsible, carefully managed way. This licensing process is in everyone’s best interests. It will lead to well-chosen sites, minimise disruption to other landowners, and ensure local communities are fully consulted and involved enabling both people and nature thrive.”   

    Alan Lovell, Chair of the Environment Agency said:  

    “As part of our work to reduce flood risk and restore rivers to good health, the return of wild beavers will improve water quality, boost biodiversity and build resilience to climate change through nature-based solutions.  

    “Beavers help reduce flooding in nearby towns, remove pollutants from our precious waterways and help to create clean water. Working alongside our partners, the Environment Agency will continue to support the careful management of wild beavers”. 

    Applications for further wild release licences will first need to submit an ‘expression of interest’ to Natural England. The deadline for the first round of applications is 2 May 2025, with further application windows due to open in due course.

  • MIL-OSI United Kingdom: Plan to tackle £70 million in unclaimed benefits in Highland

    Independent research shows that there is an estimated total of £70 million of unclaimed benefits in the Highland area, including £6.9 million unclaimed pension credits affecting 3000 people.  

    This means that thousands of people across Highland are currently missing out on additional financial help they are entitled to.  Securing these additional sources of income will support people to live independently and well in their communities. 

    Convener Bill Lobban added: “We are proposing the establishment of a Commission, funded by £0.300m of Reserves, to accelerate our approach to tackling poverty by identifying direct actions to shape service delivery, improve early intervention and develop integrated approaches to tackling poverty and inequality in Highland. The work would also link to other Council Delivery Plan themes such as employability, housing and health and wellbeing.” 

    Leader of the Council Raymond Bremner said: “Our proposed investment programme would target £0.870m to deliver direct support and consider ways to improve our collective approach to tackling poverty and inequality in the Highlands. This will be supported by increased funding of £0.250m to support new posts in existing Welfare services to help people draw down more of their entitled benefits. 

    “Proposals also include investing £0.320m to increase the provision of Pupil Equity Funding direct to schools and to provide targeted support within schools and the wider community to support those families experiencing poverty, as well as maximising the take-up of unclaimed welfare benefits.”

  • MIL-Evening Report: Tongan advocates condemn Treaty Principles Bill, slam colonisation

    Tongan community leaders and artists in New Zealand have criticised the Treaty Principles Bill while highlighting the ongoing impact of colonisation in Aotearoa and the Pacific.

    Oral submissions continued this week for the public to voice their view on the controversial proposed bill, which aims to redefine the legal framework of the nation’s founding document, the 1840 Treaty of Waitangi.

    Aotearoa Tongan Response Group member Pakilau Manase Lua echoed words from the Waitangi Day commemorations earlier this month.

    “The Treaty of Waitangi Principles Bill and its champions and enablers represent the spirit of the coloniser,” he said.

    Pakilau said New Zealand’s history included forcible takeovers of Sāmoa, Cook Islands, Niue and Tokelau.

    “The New Zealand government, or the Crown, has shown time and again that it has a pattern of trampling on the mana and sovereignty of indigenous peoples, not just here in Aotearoa, but also in the Pacific region.”

    Poet Karlo Mila spoke as part of a submission by a collective of artists, Mana Moana,

    “Have you ever paused to wonder why we speak English here, half a world away from England? It’s a global history of Christian white supremacy, who, with apostolic authority, ordained the doctrine of discovery to create a new world order,” she said.

    “Yes, this is where the ‘new’ in New Zealand comes from, invasion for advantage and profit, presenting itself as progress, as civilising, as salvation, as enlightenment itself — the greatest gaslighting feat of history.”

    Bill used as political weapon
    She argued that the bill was being used as a political weapon, and government rhetoric was causing division.

    “We watch political parties sow seeds of disunity using disingenuous history, harnessing hate speech and the haka of destiny, scapegoating ‘vulnerable enemies’ . . . Yes, for us, it’s a forest fire out there, and brown bodies are moving political targets, every inflammatory word finding kindling in kindred racists.”

    Pakilau said that because Tonga had never been formally colonised, Tongans had a unique view of the unfolding situation.

    “We know what sovereignty tastes like, we know what it smells like and feels like, especially when it’s trampled on.

    “Ask the American Samoans, who provide more soldiers per capita than any state of America to join the US Army, but are not allowed to vote for the country they are prepared to die for.

    “Ask the mighty 28th Maori Battalion, who field Marshal Erwin Rommel famously said, ‘Give me the Māori Battalion and I will rule the world’, they bled and died for a country that denied them the very rights promised under the Treaty.

    “The Treaty of Waitangi Bill is essentially threatening to do the same thing again, it is re-traumatising Māori and opening old wounds.”

    A vision for the future
    Mila, who also has European and Sāmoan ancestry, said the answer to how to proceed was in the Treaty’s Indigenous text.

    “The answer is Te Tiriti, not separatist exclusion. It’s the fair terms of inclusion, an ancestral strategy for harmony, a covenant of cooperation. It’s how we live ethically on a land that was never ceded.”

    Aotearoa Tongan Response Group chair Anahila Kanongata’a said Tongans were Tangata Tiriti (people of the Treaty), and the bill denigrated the rights of Māori as Tangata Whenua (people of the land).

    “How many times has the Crown breached the Treaty? Too, too many times.

    “What this bill is attempting to do is retrospectively annul those breaches by extinguishing Māori sovereignty or tino rangatiritanga over their own affairs, as promised to them in their Tiriti, the Te Reo Māori text.”

    Kanongata’a called on the Crown to rescind the Principles of the Treaty of Waitangi Bill, honour Te Tiriti, and issue a formal apology to Māori, similar to what had been done for the Dawn Raids.

    “As a former member of Parliament, I am proud of the fact that an apology was made for the way our people were treated during the Dawn Raids.

    “We were directly affected, yes, it was painful and most of our loved ones never got to see or hear the apology, but imagine the pain Māori must feel to be essentially dispossessed, disempowered and effectively disowned of their sovereignty on their own lands.”

    The bill’s architect, Act Party leader David Seymour, sayid the nationwide discussion on Treaty principles was crucial for future generations.

    “In a democracy, the citizens are always ready to decide the future. That’s how it works.”

  • MIL-OSI United Kingdom: Winchester City Council Approves Budget for 2025/26

    Winchester City Council has approved a balanced budget for the upcoming year, which supports vulnerable people, addresses the climate emergency, improves recycling and protects our environment.  

    The budget sets out a commitment to the roll out of weekly food waste recycling collections to all households later this year with £595,000 allocated this year (£460,000 as one-off funding).

    It has a strong emphasis on supporting vulnerable people, with additional funding to help prevent homelessness (an additional £300,000) and a revision of income bands for the council tax reduction scheme – ensuring that support continues to be received after the changes to the DWPs universal credit scheme.

    Recognising the ongoing impact of the cost of living, the council has also extended the Council Tax Exceptional Hardship Fund into 2025/6.

    The budget also allocates funding to increase capacity for planning enforcement cases, to help protect the district’s communities, its heritage and the natural environment from harmful unauthorised development.

    The budget has been aligned to help achieve the council’s priorities following approval of the new council plan, which was developed following public consultation. The Plan’s priorities include:

    • Going Greener Faster
    • Thriving Places
    • Healthy Communities
    • Good homes for all

    The council has committed to do this in a way that’s:

    • Efficient and effective
    • And where it’s listening and learning

    The full council meeting also approved an average council tax increase of 2.7%.  For a Band D property, the City Council’s share of the council tax bill will be £163.66 per year (an increase of £4.30 per year).

    The council’s immediate financial position is stable. However, as with many local authorities, it faces increasing budget pressure long term, which it is addressing through its transformation programme, focusing on reviewing contracts, creating an effective and efficient digital service and generating more income.

    Speaking about the budget, Cabinet Member for Finance and Performance Cllr Neil Cutler said:

    “I’m very pleased that we continue to be able to present a balanced budget for the forthcoming year. It is a budget that ensures we continue to enhance services for our residents and invest in projects that will create healthier communities, tackle climate change, increase access to housing and make the district a more vibrant place for residents, visitors and businesses. It also recognises future funding challenges which we’re addressing ahead of time. While we don’t have the same urgency as some of our neighbours, we expect government funding to reduce in future so we need to plan for these now.”

    General information

    Requirements for adoption

    Items 2-7 considered at the general meeting will be determined by a simple majority of votes, see article 10.1 of the Company’s articles of association as well as section 105 of the Danish Companies Act.

    Date of registration

    The shareholders will be entitled to exercise the right to vote attaching to the shareholders’ shares, by attendance at the Company’s general meetings or by post pro rata to their shareholding at the date of registration, which is one week before the general meeting.

    The date of registration is Wednesday, 19 March 2025.

    The shareholding of each individual shareholder will be determined at the end of the date of registration based on the number of shares held by the shareholder according to the register of shareholders as well as any notice of ownership received by the Company for the purpose of registration in the register of shareholders, but not yet been registered. In order to be registered in the register of shareholders and included in the calculation, notices of shareholdings must be documented by a transcript from VP Securities A/S or other similar documentation. This documentation must be received by the Company before the end of the date of registration.

    Only the persons who are shareholders of the Company on the date of registration will be entitled to participate and vote at the general meeting but see below regarding the shareholders’ timely request for entry cards.

    Accordingly, any person who has purchased shares, whether by transfer or otherwise, will not be entitled to vote on the shares in question at the general meeting, unless he or she has been recorded in the register of shareholders or has notified the Company and provided documentation of his or her acquisition, no later than on the date of registration, which is Wednesday, 19 March 2025.

    In order to participate in the general meeting, the shareholders must request an entry card for the general meeting no later than Friday, 21 March 2025. Entry cards may be requested electronically via www.cemat.dk until Friday, 21 March 2025, at 23:59 using MitID or custody account number and password on the Company’s shareholder portal. Shareholders registering for the general meeting electronically will immediately receive a confirmation of their registration.

    It is also possible to request an entry card by forwarding a completed registration form to the Company’s keeper of the register of shareholders, Computershare A/S, Lottenborgvej 26D, 2800 Kongens Lyngby, Denmark, which must receive the form by Friday, 21 March 2025 at 23.59.     Admission cards ordered via the shareholder portal will be sent out electronically via email to the email address specified in the shareholder portal upon registration.     Postal voting

    From 2023 to 2024 over 30 researchers from the UK and Italy participated in the UK-ItalyTrustworthy Artificial Intelligence (AI) Visiting Researcher Programme, fostering collaboration across diverse AI fields such as healthcare, cybersecurity, and machine learning. Supported by the FCDO Tech Standard and Partnership Fund, the initiative strengthened bilateral ties and advanced ethical AI research.

    Programme Highlights

    Launched at the Ital-IA conference in May 2023, the programme was delivered in collaboration with The Alan Turing Institute and FAIR Foundation. It tackled the challenges of developing trustworthy AI, ensuring AI systems are resilient, safe, secure and ethical.

    This critical area benefits from international collaboration to establish shared standards and practices. The exchange saw 36 researchers spending one week to two months in host institutions, generating 70 research outputs, including joint publications, conference submissions, and project proposals for European and national funding.

    With an average cost of £2,400 per exchange, the initiative was a cost-effective way to generate impactful outcomes and foster a shared commitment to ethical AI research.

    • Widespread Engagement: Institutions across the whole of the UK and Italy accessed the programme, ensuring a balanced geographical representation and broadening research networks.
    • Professional Development: The programme supported early-career researchers, offering valuable opportunities to establish international partnerships and enhance expertise.

    Closing Workshop and Future Directions

    The programme culminated in November 2024 with a workshop, “UK-Italy Exchange of Researchers in Trustworthy AI: A Blueprint for Future Collaboration?”

    Hosted by SIN Italy, the event celebrated achievements and identified priorities for strengthening UK-Italy AI collaboration, aligning with the upcoming Science and Technology Dialogue between the Department for Science, Innovation and Technology (DSIT) and the Italian Ministry for University and Research.

    The UK-Italy Trustworthy AI Visiting Researcher Programme demonstrated the power of international cooperation in addressing the challenges of trustworthy AI. By creating lasting networks, advancing research, and aligning on ethical principles, this initiative sets a strong foundation for future bilateral collaboration in science and technology.

    An Official Statistics in Development publication for Scotland

    The latest statistics on wildlife crime in Scotland were published today by the Chief Statistician for Scotland. Recorded wildlife crime offences were down by 23%, from 286 offences in 2021-22 to 220 offences in 2022-23, bringing recorded wildlife crime back close to pre-pandemic levels.

    These statistics also contain data on Crown Office and Procurator Fiscal Service cases, criminal proceedings and scientific evidence and intelligence. Key results from the report include:

    • Over half of all recorded wildlife crimes were categorised as either offences involving birds (31%) or fish poaching (25%).
    • The Police Scotland divisions with the highest recorded wildlife offences in 2022-23 were the Highlands and Islands (35), the Lothians and Scottish Borders (32) and the North East (31).
    • The Crown Office and Procurator Fiscal Service received 63 cases in 2022-23 relating to wildlife crime (which may include more than 1 offence per case), with fish poaching being the most common category (30 cases). Of these 63 cases, 37 (59%) received an alternative to prosecution (e.g. fine), 15 (24%) were prosecuted, and 11 (17%) resulted in no action.
    • Criminal proceedings statistics for 2022-23 show that 36 people were proceeded against for wildlife crimes – a substantial increase from 2021-22 (20 people) and 2020-21 (2 people) which had been impacted by court closures and reduced capacities.

    Background

    When a wildlife crime is suspected, the first step is for it to be reported to the police (or detected by the police), and then recorded. Further steps may include investigation to assess whether the recorded crime should be part of a case submitted to the Crown Office and Procurator Fiscal Service (COPFS) and then a decision on whether there is sufficient evidence for the case to be prosecuted. Ultimately a court case may result in a conviction or acquittal. All these stages may be supported by relevant scientific evidence and intelligence.

    This report presents statistics relating to 2022-23 for the various stages described above. Although these sets of statistics are related, direct comparisons between them cannot be made due to differences in data sources, timing and the bases on which statistics were collated. For example, several recorded crimes may be included in one COPFS case (involving multiple sources of scientific evidence), and subsequent criminal proceedings may occur in a different year.

  • MIL-OSI United Kingdom: New traffic calming measures to be introduced

    The measures, devised in conjunction with community representatives and local Elected Members, aim to reduce vehicle speeds within each village and deter unnecessary commercial traffic along certain routes.

    The work will be completed in phases, starting with the installation of ramps across the main roads at the entrances to the villages of Abernyte, Balbeggie, Burrelton/Woodside, Guildtown, and Meigle.

    This work is scheduled to take place throughout March, ahead of the new road’s opening.

    The Council will monitor vehicle speeds and consult with each community before deciding on the installation of additional ramps or speed cushions within the villages.

    In addition, the 20mph speed limits in the centres of Burrelton, Coupar Angus, Meigle, and Scone will be extended to cover all residential streets, aligning with other communities in the area.

    Further measures will include the installation of Puffin crossings and electronic vehicle-activated signs in communities currently lacking these safety features. The Council will continue to assess and prioritise future road safety projects in consultation with local elected members and community councils.

    Councillor Eric Drysdale, Convener of Perth and Kinross Council’s Economy and Infrastructure Committee said: “The opening of Destiny Bridge and New Kingsway will make a huge difference to traffic flow and reduce journey times but will lead to a rise in traffic in some areas.

    “We are committed to ensuring the safety and well-being of our residents. These traffic calming measures are essential to manage the expected increase in traffic and to maintain the quality of life in our villages.

    “We will work closely with the communities to monitor the effectiveness of these measures and make any necessary adjustments.”

    A Hendon resident has been ordered to pay out more than £500 in fines and costs after being taken to court by Sunderland City Council for dropping a cigarette in the city centre.

    Vicky Hodgson of Hendon Road, Sunderland, had also ignored repeated reminders to pay a £150 fixed penalty notice served on her for the littering offence.

    Hodgson was found guilty in her absence after failing to attend the hearing at South Tyneside Magistrates Court on Tuesday 25 February.

    She was fined £220 and ordered to pay a victim surcharge of £88, in addition to legal costs of £150 and enforcement costs of £85.

    The court heard that Hodgson had been seen dropping a cigarette end in Waterloo Place in Sunderland city centre in July last year, despite there being litter bins nearby.

    A council neighbourhood warden who observed this, approached Hodgson and offered her the chance to accept a Fixed Penalty Notice.

    Sunderland City Council began legal proceedings after Hodgson ignored repeated reminders about the £150 Fixed Penalty Notice.

    Councillor Lindsey Leonard, Cabinet Member for Environment, Transport and Net Zero at Sunderland City Council, said: “There really is no excuse for this kind of behaviour, especially when there were littler bins nearby.

    “We know that our residents want to live in a clean and litter-free city and we will continue to take action against anyone who fails to dispose of their cigarette ends or other litter responsibly.

    “People who drop litter are not only risking a fixed penalty notice of £150 but could end up being taken to court and ordered to pay even more if they fail to pay up, so it’s both better for the environment and cheaper to use a litter bin.”

    In response to the Government’s announcement of delays to the development of the new hospital at Leeds General Infirmary, leaders from Leeds City Council, the West Yorkshire Combined Authority, the University of Leeds, Leeds Beckett University and Leeds Teaching Hospitals NHS Trust have reaffirmed their unwavering commitment to innovation and growth across the city.

    The partnership has confirmed it would continue to deliver on its long-term vision for driving innovation and growth in the city to create a healthier, greener and more inclusive future for all.

    This follows the confirmation of funding and a start date of between 2033 and 2035 for the development of the new hospital at Leeds General Infirmary.

    Despite the Government’s announcement of delays to the development of the new hospital at Leeds General Infirmary, City leaders are pleased to announce that plans for the Leeds Innovation Village, a key neighbourhood within the city’s £2 billion Leeds innovation Arc, and one of the flagship projects of the £160 million West Yorkshire Investment Zone – will still go ahead, with ambitions to start construction later this year.

    The Village, which is set to bring about £13 billion in economic growth for the city and around 4,000 jobs will continue and is already into its first phase.     The Government review into the New Hospital Programme, which the new hospital at Leeds General Infirmary was part, has now concluded. The Secretary of State for Health announced on Monday 20 January that the new hospital at Leeds General Infirmary has been included in Wave 2 of the programme and will not now start construction until some time between 2033-2035.

    Lancaster City Council has set its budget for 2025/26

    Maintaining a resilient financial foundation and protecting essential services are at the heart of Lancaster City Council’s budget for 2025/26, which was agreed on Wednesday (February 26).

    Like many local authorities, the city council has to deal with increases in its operating costs, along with higher interest rates, and a real-terms cut in core funding from the Government.

    Following months of hard work by officers and councillors, a balanced budget has been achieved for 2025/26 without use of reserves.

    The city council’s component of Council Tax, its most stable source of funding, will increase by an average of 2.99%, or 14p a week, for a Band D property. Once again, this increase is lower than the percentage hikes imposed by other authorities that receive the majority of residents’ council tax payments.

    In the next financial year, Band D property residents will pay an average of £5.08 a week (£264.30 a year) to the city council for the services which it provides.

    As 80% of the district’s homes are in the lowest bands (A to C) the actual increase will be lower for most households. The council has also agreed to continue 100% Council Tax Support benefit for those on the lowest incomes, one of a minority of local authorities in England to do so.

    Councillor Tim Hamilton-Cox, cabinet member with responsibility for finance, said: “As with all public services, the city council remains under pressure financially but is determined to protect the vital services it provides for the community.

    “With those significant challenges in mind I can be satisfied that we have delivered a balanced budget, maintained the range of our services and external grants, and ensured that we can continue to invest in the future of our district.

    “A majority of councillors supported the £27m (which includes over £6m of external funding) programme of capital investment in 2025/26. The programme includes replacement of half of the refuse collection vehicle fleet in order to maintain reliability of service; investment in the council’s existing assets to reduce operating costs; and in new assets to generate new long-term income streams for the council.”

    mRESVIA RSV vaccine approved to protect patients aged 60 and over

    A study found that around 4 months after vaccination, people who received the RSV vaccine had a 79% reduction in their risk of getting lower respiratory tract disease caused by RSV, compared with those who received placebo.

    The Medicines and Healthcare products Regulatory Agency (MHRA) has approved an mRNA respiratory syncytial virus (RSV) vaccine (brand name mRESVIA) to protect patients aged 60 and over against lower respiratory tract disease caused by RSV.

    RSV is a common virus that spreads very easily and causes respiratory tract disease in people of all ages. RSV infection can be mild, with cold-like symptoms including blocked nose, cough, and/or sore throat. However, the virus can also cause more serious problems, such as lung infections and pneumonia. Older adults are at risk of more serious complications that can lead to hospital admission and even death.

    Julian Beach, MHRA Interim Executive Director, Healthcare Quality and Access, said:

    “Keeping patients safe and enabling their access to high quality, safe and effective medical products are key priorities for us.

    “We’re assured that the appropriate regulatory standards for the approval of this medicine have been met.

    “As with all products, we will keep its safety under close review.”

    This vaccine is administered as an intramuscular injection in the top of the arm by a doctor, pharmacist, or nurse. The recommended dose is 0.5 mL.

    The vaccine works by preparing the body to defend itself against RSV. It contains an active substance called messenger ribonucleic acid (mRNA) to carry instructions that cells in the body can use to make the same protein that is also present on the virus. This protein stimulates the body’s natural defences (immune system) to produce antibodies which help protect against lung diseases caused by RSV.

    This national approval is supported by evidence from a study in over 35,000 adults who were age 60 or older. In this study, participants were given either a single dose of the RSV vaccine or a placebo (dummy) injection.

    The study found that around 4 months after vaccination, people who received the RSV vaccine had a 79% reduction in their risk of getting lower respiratory tract disease caused by RSV, compared with those who received placebo.

    The most common side effects of the vaccine, which may affect more than 1 in 10 people, include swelling/tenderness in the underarm, headache, muscle ache, joint aches, pain at the injection site, tiredness, and chills.

    As with any medicinal product, the MHRA will keep the safety and effectiveness of this RSV vaccine under close review. Anyone who suspects they are having a side effect from this vaccine are encouraged to talk to their doctor, pharmacist, or nurse and report it directly to the Yellow Card scheme, either through the website (https://yellowcard.mhra.gov.uk/) or by searching the Google Play or Apple App stores for MHRA Yellow Card.

    The Mayor of Derry City and Strabane District Council, Cllr Lilian Seenoi Barr has welcomed news that the Department for the Economy and Ulster University have acquired the Timber Quay building on Derry’s Strand Road as part of plans to expand the university.

    Mayor Barr said the news marked a significant milestone for the city and district that would bolster the expansion of Ulster University’s Derry~Londonderry campus.

    She said: “We continue to champion the growth of Magee, recognising its transformative potential to drive economic prosperity, create opportunities for our young people, and enhance our city’s vibrant cultural and intellectual landscape. The expansion of the university is not just about bricks and mortar; it’s about investing in our future. It’s about creating a dynamic learning environment that attracts and retains talent, fosters innovation, and strengthens our position as a hub for education and research. The availability of Timber Quay will enable the university to increase its student numbers and drive forward the ambition to reach 10,000 students by 2032.”

    Mayor Barr added that the expansion of the university will further contribute to the catalytic investment that is the cornerstone of the Derry and Strabane City Deal, playing a crucial role in driving economic and social transformation for the region.

    “This expansion is not merely about increasing student numbers; it’s about creating a hub of innovation, research, and skilled workforce development. Projects like the Cognitive Analytics & Digital Robotics Innovation Centre (CADRIC) and the School of Medicine are designed to attract further investment, stimulate job creation, and create class leading research that will enhance our local economy ultimately securing a prosperous future for Derry and Strabane.”

    Devon taxi driver jailed after overstating annual income by more than £350,000 to fraudulently secure two Covid loans

    Bounce Back Loan fraudster transferred the funds to an offshore bank account and a family member

    • Taxi driver Murat Dogantekin secured two £50,000 Bounce Back Loans in 2020 which he was not entitled to 

    • Dogantekin overstated his turnover by hundreds of thousands of pounds, fraudulently applied for two loans when businesses were only allowed one, used the funds for personal expenses and failed to make any repayments 

    • The 50-year-old was jailed for two years and seven months 

    A Devon taxi driver who fraudulently claimed two maximum-value Covid loans by overstating his annual turnover by more than £350,000 has been jailed. 

    Murat Dogantekin secured the Bounce Back Loans worth a combined £100,000 from two separate banks just months into the pandemic, when he was only actually entitled to just over £4,000 under the scheme. 

    He then transferred the funds to a close family member and offshore bank account. 

    The 50-year-old, of Mulligan Drive, Exeter, was sentenced to two years and seven months in prison when he appeared at Exeter Crown Court on Thursday 27 February. 

    Mark Stephens, Chief Investigator at the Insolvency Service, said: 

    Bounce Back Loans were created to support small and medium-sized businesses through the pandemic. They were not designed to be accessed by fraudsters and used as additional personal income paid for at the expense of taxpayers. 

    Murat Dogantekin completely disregarded almost all the rules of the scheme. He significantly overstated his turnover, subsequently receiving far more support than he should have done. He fraudulently obtained two loans when businesses were only entitled to a single loan. 

    To make matters worse, Dogantekin failed to use the money for the benefit of his business, concealing the true nature of his bank transactions with false references. He also did not pay a single penny back before he was declared bankrupt and failed to engage with our investigations. 

    Such a blatant and deliberate misuse of public funds will not be tolerated by the Insolvency Service and we will continue to take action against those who stole from the taxpayer during a national emergency.

    Dogantekin secured two Bounce Back Loans worth £50,000 each from separate banks in May and June 2020. 

    In his applications, Dogantekin stated that his annual turnover was £200,000 and £205,000 for two separate self-employed taxi businesses, both in his own name, although he said the second traded as Ola Taxis. 

    He provided no evidence to support these claims and Insolvency Service investigators discovered that the second business was actually named after one of his clients. This was done in an attempt to distinguish it from his first business and make it appear that he was eligible for a second loan when he was not. 

    Dogantekin had declared earnings of just £16,500 for the tax year ending in April 2020, meaning he overstated his turnover by £388,500 in the combined applications. 

    Had he been honest about his income, he may have been entitled to one loan of just £4,125. 

    His dishonesty meant he received an additional £95,875 he did not deserve. 

    Within four days of receiving the first loan, Dogantekin transferred £49,500 of the £50,000 to a separate bank account. The transactions were marked as “shop purchase”. 

    The following day, £48,000 of that money was moved to an offshore bank account. 

    Dogantekin’s second loan remained in his business account for more than a month before the funds were paid out to a family member and his own personal account within a six-day period. 

    No repayments to the loans were made before Dogantekin was declared bankrupt in November 2021. 

    Dogantekin was interviewed by the Official Receiver Services at the Insolvency Service later that month and provided some limited documentation. 

    He then ignored 11 attempts to contact him and secure specific records during a six-month period. 

    Dogantekin also failed to attend an interview under caution. 

    The Insolvency Service is seeking to recover the fraudulently obtained funds under the Proceeds of Crime Act 2002.

    Background

    Ruth was educated at the University of Manchester and prepared for ordination at St John’s College, Nottingham. Ordained in 1996 to a title in Hyson Green, in the Diocese of Southwell she had various other parish responsibilities in that diocese as well as service as Area Dean of Nottingham North.

    Ruth served as Dean of Women’s Ministry and as an Honorary Chaplain to Her late Majesty The Queen. She was subsequently Parish Development Officer in the Diocese of Southwark and then Archdeacon of Wiltshire in the Diocese of Salisbury.  She was appointed Bishop of Taunton in 2015.

    A key amnesty is to be held in St Albans District to give people the chance to avoid prosecution for tenancy fraud.

    Subletting a social housing property or not using it as a main home is a criminal offence which can result in a two-year jail sentence.

    It also denies a home to individuals and families on the District’s housing register who are in genuine need of a place of their own.

    St Albans City and District Council owns 4,800 homes and has the nomination rights for around 1,200 other properties owned by housing associations.

    From Monday 3 March, anyone who is not using their Council home in accordance with their tenancy agreement can return their key.

    By doing so, they will avoid legal action being taken against them for any tenancy fraud they may have committed.

    People who have already been notified of legal action will not be allowed to take part in the scheme.

    This amnesty will run for four weeks until Monday 31 March after which enforcement action will resume against anyone suspected of fraud.

    Tenants can hand their keys over to the Council’s reception staff at the Civic Centre, St Peters Street, St Albans, during office hours*.

    The Council is working on the initiative in partnership with Hertfordshire Shared Anti-Fraud Service with the aim of recovering Council homes that are being used illegally.

    These properties will then be relet to people on the housing register.

    Councillor Jacqui Taylor, Lead for Housing, said:

    Tenancy fraud is a serious issue across the country and we know that it is likely to be going on in St Albans District to some extent.

    It is a deplorable offence because it deprives people on our housing register of the home they are entitled to.

    This key amnesty is an opportunity for people who are in breach of their tenancy agreement to come forward during March, do the right thing and avoid prosecution.

    I would urge anyone who is subletting their Council home or not using it as their main residence to hand in their keys, otherwise they risk getting a criminal record.

    St Albans City and District Councillors have agreed a budget for the next financial year along with a long-term plan setting out their priorities.

    The Council (SADC) is required to produce a balanced budget every year, ensuring spending is matched by income, grant funding and, if appropriate, the use of reserves.

    In common with other local authorities, it is faced with a challenging economic climate that has put intense pressure on its finances.

    This includes rising costs, such as an increase in employer’s national insurance contributions, and higher demand for some services including homelessness.

    To ensure a balanced budget for 2025/26, net savings of £325,000 have been identified.

    This includes some additional income sources, increases to charges and reductions to services.

    Councillors also agreed to a 2.99% rise in the SADC’s share of Council Tax bills.

    That means a resident in a Band D property will pay an average of £208 to SADC for its services in the coming year – an increase of just 12p a week.

    SADC’s portion of the Council Tax amounts to around 9% of the total collected, with Hertfordshire County Council receiving 77%, the Police,11%, and the parish and town councils, who set their own budgets, 3%.

    The money received by SADC will fund key services including waste and recycling collections, planning, parks and open spaces, street cleaning, environmental health and grants to voluntary bodies.

    Councillors also approved a rent rise in accordance with Government guidelines of 2.7% for its social housing properties. Garage rents will increase by 7.2%

    A contribution of £500,000 will be made to the general reserves to restore them to an acceptable level.

    The budget was approved at a meeting of the Full Council on Wednesday 26 February. 

    Councillor Giles Fry, Lead for Resources, said after the meeting:

    I am pleased that we have agreed to a balanced budget despite the severe financial challenges that we are faced with.

    We have managed once again to protect our key services such as our leisure, community and cultural facilities and we also plan to bolster our reserves in case of unforeseen shocks.

    The coming year will see our first commercial tenant move into Jubilee Square which will eventually provide us with much-needed new income and we will continue to look for other revenue-raising opportunities.

    I hope that our residents will continue to support the work we are doing to strengthen our communities and cope with the tough financial climate.

    Full Council also approved a Council Plan for the next five years which includes four priorities. These are to:

    • Support great communities
    • Provide more social housing.
    • Make the Environment a priority in all Council decisions.
    • Treat everyone with fairness.

    The Plan includes many of the actions the Council is committed to taking to achieve these goals.

    Councillor Paul de Kort, the Council Leader, said after the meeting:

    It is important that in the battle to keep our finances stable, we do not lose sight of our long-term objectives such as providing more social housing and tackling the climate emergency.

    In the last year, we have seen tenants move into the 33 new social housing properties we created at Jubilee Square.

    There has also been the launch of the St Albans Greener Together project to engage the community with our ambition of turning the District carbon neutral by 2030.

    Our Council Plan lays out these and other key priorities as well as the actions we will take to make our District an even more vibrant place to live and work.

    Pinnies, petticoats, booties and breaches are all on display as part of a new exhibition exploring the history of children’s fashion.

    Looking at the changing styles from the 1600’s to the modern day, Fashion at Play: Children’s Clothing Through the Ages opens at Lotherton on March 1.

    With fascinating and sometimes bizarre objects spanning hundreds of years, the exhibition looks at the clothes worn by babies through to teens and what they say about society’s altering attitudes to children and growing up.

    Although many of the garments might look uncomfortable by today’s standards, visitors will discover how practicality has always been important when it comes to dressing young children. The onesie, for example, is not as modern as some might think.

    On display is a ‘Little Lord Fauntleroy’ style all-in-one outfit from the 1880’s, the equivalent of onesies worn by children today. Back then known as a skeleton suit, it was introduced in the late 1700’s as an in-between garment for boys, being more grown up than baby clothes but more comfortable for play than the fitted breaches worn by men.

    As well as children’s fashion, the exhibition also explores changing attitudes to maternity wear. One such item is a dress worn for feeding nearly 200 years ago. Although it might look like a typically restrictive dress from the 1830’s, a closer look reveals it has been adapted for a mother to breastfeed her baby through a cleverly concealed opening.

    The dress also reveals other signs of motherhood, particularly changing body shape, as the waist has been taken in and let out several times.

    Natalie Raw, Leeds Museums and Galleries’ curator of dress and textiles said: “Looking back at children’s fashions through the ages can tell us a lot, not only about different styles and trends, but also how attitudes to parenting and family life have changed over time.

    “There are many incredible items on show telling the story of family life, not least the feeding dress that I’m sure many mums today would shake their heads at!”

    Another star on display is a vintage Little Bo Peep costume proudly worn by a Leeds girl more than 120 years ago. Records show the beautiful, dainty garment was Gladys Redman’s fancy dress outfit when she attended a prestigious chapel concert, held in Leeds in 1900.

    Throughout the exhibition spaces are also family friendly activities where visitors can get dressed up and pose for a portrait or have their say on school uniforms.

    Councillor Salma Arif, Leeds City Council’s executive member for adult social care, active lifestyles and culture, said: “This is a fascinating exhibition that really makes you think about how much children’s fashion has changed over the years, but also how the influence of some historical garments can still be seen today.

    “It’s great to see many items local to Leeds as well, like the vintage Bo Peep dress worn by a Leeds girl, and a beautiful Ghanaian baby wrap on loan from a local family.”
